CURRENTLY WE HAVE AS OF TODAY, NINETY FIVE STUDENTS OR THREE POINT FOUR, SEVEN PERCENT OF OUR STUDENT POPULATION ARE IMPACTED BY COVID AND FOUR POINT SEVEN SEVEN PERCENT OF OUR STAFF OR TWENTY FOUR STAFF MEMBERS ARE IMPACTED BY COVID.
SO AT THIS POINT IN TIME, WE ARE ABLE TO STAFF OUR BUILDINGS.

AS IT STANDS NOW, CONGRESS CHOSE TO LET THOSE MANDATES AND LEAVES EXPIRE, BUT THEY HAVE GIVEN FFCRA COVERED EMPLOYERS THE OPTION TO EXTEND THOSE LEAVES ON A VOLUNTARY BASIS THROUGH MARCH 31ST O F 2021 TO THE EXTENT THAT THE EMPLOYEE HAS NOT YET EXHAUSTED THOSE BENEFITS. SO IN THE CASE THAT MAYBE PRIOR TO THE TURN OF 2021, THEY'VE USED ALL OF THEIR FEDERAL LEAVE ENTITLEMENTS, THEY'RE NOT ELIGIBLE FOR ANY FURTHER THROUGH MARCH 31ST.
BUT IN THE CASE THAT THEY'VE ONLY USED, SAY, FIVE OUT OF THEIR 10 FEDERAL DAYS, WE WILL BE CONSIDERING TO OFFER THEM FIVE MORE DAYS.

THIS IS TOTAL NUMBER OF DAYS ACROSS ALL TYPES OF STAFF.
ONE THOUSAND ONE HUNDRED AND SIXTY DAYS WE HAVE HAD ABSENT FOR COVID RELATED REASONS.
FOUR HUNDRED AND NINETY ONE OF THOSE DAYS WE DID HAVE STAFF WORKING FROM HOME IN SOME CAPACITY. SO SOME OF THOSE FOUR HUNDRED AND NINETY ONE DAYS, WE DID ALSO REQUIRE A SUBSTITUTE TO BE IN THE CLASSROOM WHILE THE TEACHER WAS ZOOMING IN AND TAKING CARE OF SOME OF THOSE DUTIES. AND SIX HUNDRED AND SIXTY NINE ROUGHLY OF THOSE WERE ACTUAL ABSENCES. SO AGAIN, TWELVE HUNDRED WERE FOR STAFF NOT PHYSICALLY BEING PRESENT IN A BUILDING OR IN THE CLASSROOM, ABOUT SIX HUNDRED AND SIXTY NINE OF THOSE ACTUAL OUT AND NOT WORKING FROM HOME. SO AGAIN, THAT'S FROM JULY 1ST.

WE MADE SOME REFINEMENTS IN THE DESIGN BECAUSE THE TEAM WAS NOT HAPPY WITH THE WAY THE DIAGRAM FROM THE [INAUDIBLE] HAD KIND OF DEVELOPED INTO THE ACTUAL BUILDING DESIGN.
AND PLAN ONE, ARCHITECTS ON THE 11TH OF THIS MONTH SUBMITTED THE REVISED PACKAGE.
BEFORE DOING THAT, WE ALSO WERE REQUIRED BY MR. LANCE JOHNSON, THE STATE FACILITY MANAGER FOR OUR AREA TO GO BEFORE THE STATE FACILITIES COMMISSION AND PRESENT THE REVISED DESIGN.

AND THE INTENT OF THE MAJORITY OF THE REVENUE, THE FUNDING IS THROUGH JUST OUR TUITION PAYMENTS. BUT AS YOU GUYS MAY BE AWARE, OR MOST OF YOU EXCEPT FOR TRUSTEE ZUNG, WE HAVE OUR BOCES PARTNERSHIP THAT WE GOT INTO I THINK IT WAS SEPTEMBER OR OCTOBER, WHICH ALSO HELPS US OUT WITH SOME OF THOSE COST EXPENSES RELATED TO THE PRE-K TRANSITION WORK.
SO, YEAH, SO GOING INTO SOME OF THE CHALLENGES THAT WE'VE HAD, AS I'VE MENTIONED, IT'S A LOT OF THE STUFF THAT OUR TEACHERS IN OUR SCHOOLS ARE EXPERIENCING AS WELL.
THE STAFFING CHALLENGES, YOU KNOW, WE HAVE THERE'S DFS REGULATIONS AROUND STUDENT TO TEACHER RATIOS THAT WHEN A TEACHER IS OUT DUE TO QUARANTINE ISOLATION SYMPTOMS AT HOME, THOSE POSITIONS HAVE TO BE FILLED AND THEY HAVE TO BE FILLED IMMEDIATELY.
SO OUR STAFF HAVE DONE A GREAT JOB OF COVERING THAT.
BUT IT IS A CHALLENGE ON A REALLY ALMOST A DAILY BUT CERTAINLY A WEEKLY BASIS.
I KNOW THAT FEELS A LITTLE TRIVIAL THIS FAR INTO THE PANDEMIC, BUT I THINK CHAIR GINGERY MENTIONED THIS SEVERAL BOARD MEETINGS AGO, THE CHALLENGE OF LIKE EARLY LITERACY INSTRUCTION FOR OUR KINDERGARTEN TEACHERS AND FIRST GRADE TEACHERS, JUST BECAUSE THE STUDENTS CAN'T SEE THE LIPS OF OUR TEACHERS.
AND THAT MAKES IT A LOT HARDER TO COMMUNICATE AND WORK TOGETHER.
AND THAT'S A REAL CHALLENGE FOR OUR INFANTS, TODDLERS IN OUR PRE-K KIDDOS AS WELL.
SO IT'S DEFINITELY NOT SO MUCH A COMPLIANCE ISSUE.
PLANNING, COLLABORATION TIME AND PD TIME.
THAT'S A CHALLENGE JUST BECAUSE OUR STAFF ARE WORKING OUR PROGRAM IS OPEN EVERY DAY THAT OUR TEACHERS ARE ON CONTRACT.
SO IT'S NOT ON THE STUDENT'S SCHEDULE.
SO WHEN WE HAVE SOME IN-SERVICE DAYS, THOSE IN-SERVICE DAYS ARE REGULAR WORK DAYS FOR THE PRE-K AND FOR THE CUBS PROGRAM.
SO THERE'S NOT THAT ADDITIONAL TIME FOR PD WE HAVE.
I THINK THIS WILL KIND OF MOVE US INTO THE SOME OF THE CELEBRATIONS SOME OF THE REMEDIES TO THAT IS WE HAVE TRIED TO CLOSE, YOU KNOW, MAYBE ONE DAY A MONTH OR TWO DAYS A MONTH WHERE WE WOULD CLOSE A HALF HOUR EARLY.
TEACHERS WOULD HAVE TO PICK UP THEIR KIDDOS A LITTLE EARLY, BUT THAT WOULD GIVE US SOME TIME FOR SOME PROFESSIONAL DEVELOPMENT AND COLLABORATION.
SO WE'RE TRYING TO DO THAT A LITTLE MORE CONSISTENTLY.
AND THAT'S BEEN HELPFUL AS FAR AS CELEBRATIONS.

YOU KNOW, HOW THEY'VE BEEN COMMUNICATING AND COLLABORATING WITH THE DISTRICT AS FAR AS TRANSITION GOES AND JUST REALLY GETTING FEEDBACK.
WITH THAT FEEDBACK I'VE BEEN WORKING TO CREATE AN IDEAL KINDERGARTEN TRANSITION TIMELINE.
AND SO WHAT THIS IS, IS REALLY A DOCUMENT FULL OF DATES AND EVENTS THAT REALLY COVERS THE WHOLE YEAR PRECEDING ENTRY INTO KINDERGARTEN.

AND SO WE'RE TRYING TO SHIFT THAT EXPERIENCE AND REALLY MAKE IT INTO A FAMILY BASED EXPERIENCE WHERE THESE FAMILIES REALLY FEEL WELCOME INTO THIS NEW LEARNING COMMUNITY.
AND SO WHAT WE'RE GOING TO BE DOING IS WORKING WITH KINDERGARTEN TEACHERS ACROSS THE DISTRICT TO KIND OF REIMAGINE THIS EVENT.

AND SO YOU CAN IMAGINE, YOU KNOW, A FEW EXTRA MONTHS OF GROWTH AND MATURITY AND LEARNING IS A WHOLE BUNCH TO A FOUR YEAR OLD AND THEN AS THEY TURN FIVE IN ENTRY INTO KINDERGARTEN. SO I THINK THERE'S A GREAT OPPORTUNITY HERE TO MAKE THIS EVENT SOMETHING

WE'RE ALSO DOING THAT THROUGH OPPORTUNITIES TO INVITE PRESCHOOL TEACHERS INTO OUR CLASSROOMS AND VICE VERSA.
GET KINDERGARTEN TEACHERS INTO PRESCHOOL CLASSROOMS. THIS YEAR THIS LOOKS A LITTLE BIT DIFFERENTLY.
OBVIOUSLY, WE DON'T WANT TO INVITE A WHOLE BUNCH OF PEOPLE FROM OUTSIDE OF OUR SCHOOLS INTO THE BUILDING, BUT WE HAVE THE TECHNOLOGY TO DO THIS VIRTUALLY.
AND SO A LOT OF THE THINGS THAT WE WANT TO HAVE KIND OF ON THIS YEARLY KINDERGARTEN TRANSITION TIMELINE, WE'RE GOING TO BE STILL TRYING TO DO IT'S JUST GOING TO BE A LITTLE BIT DIFFERENT FORMAT. AND AS TRUSTEE TESKE SAID, WE DON'T HAVE A LOT OF INFORMATION.
BUT OFTENTIMES WHAT HAPPENS IS WE DON'T HAVE A LOT OF INFORMATION FOR FOUR MONTHS AND THEN ALL OF A SUDDEN WE HAVE ALL THE INFORMATION AND WE HAVE TO MOVE FORWARD.
SO WE'RE REALLY TRYING TO FOCUS ON GETTING FEEDBACK AS EARLY AS POSSIBLE.
SOME FEEDBACK THAT WE'VE REQUESTED OUR ADMINISTRATORS GET FROM THEIR STAFF TODAY IS REALLY FOCUSED AROUND THE STRATEGIC PLAN.
WHAT WE'RE DOING THAT ALIGNS WITH THE STRATEGIC PLAN, MAYBE SOME OF THE THINGS WE'RE DOING THAT DON'T ALIGN TO THE STRATEGIC PLAN.
AND DO STAFF SEE EFFICIENCIES THAT CAN BE GAINED ALONG THOSE LINES? AND CAN WE AT THE SAME TIME AS LOOKING AT SOME REDUCTIONS, ALSO LOOK AT OUR STRATEGIC PLAN AND HOW WE'RE DOING THAT AND HOW WE CAN DO IT BETTER AND ALSO IDENTIFY ANY AREAS OF NEED . GOING THROUGH THESE PROCESSES OFTENTIMES HIGHLIGHTS AREAS WHERE WE'RE NOT MEETING THE BAR WITH THE STRATEGIC PLAN, BUT ARE THERE ADDITIONAL RESOURCES THAT THEY MAY NEED IN THE PROCESS AS WELL? SO IT'S A GOOD TIME FOR ADMINISTRATORS TO TOUCH BASE WITH THEIR STAFF AND GET SOME INITIAL FEEDBACK RIGHT NOW.
WE YOU KNOW, THE RECALIBRATION COMMITTEE OF THE LEGISLATURE DID PASS AND I BELIEVE IS INTRODUCING THE BILL TO CUT ONE HUNDRED MILLION DOLLARS OUT OF THE FOUNDATION PROGRAM HERE SHORTLY. AND THEY WILL BE VOTING ON THAT, BOTH THE HOUSE AND THE SENATE.
SO, WELL, I GUESS IT HAS TO PASS THE HOUSE FIRST.
[LAUGHTER] BUT YOU KNOW THAT WAS A BILL THAT WAS FORMED IN A JOINT COMMITTEE IN THE INTERIM. SO THAT'S THE FIRST ONE WE'VE SEEN.
I DON'T KNOW IF IT WILL BE THE LAST OR IF THERE WILL BE OTHERS, BUT WE'VE DESIGNED THIS BUDGET CALENDAR AROUND BOTH THE BOARD OF EDUCATION MEETINGS AS WELL AS THOSE VIRTUAL MEETINGS. AND WHEN I PUT THIS TOGETHER, WE HAD LIMITED INFORMATION.
I THINK WE HAVE NEW INFORMATION NOW.

AND WE FELT THAT THE MOST IMPORTANT WAY TO DO THAT WAS FOR THE BUILDING LEADERS TO BE SOLICITING THE INPUT FROM THEIR STAFF IN TERMS OF WHAT EFFICIENCIES DO THEY SEE, WHAT ARE THEY DOING THAT REALLY DOESN'T TIE TO THE STRATEGIC PLAN WE'RE PUSHING FORWARD SO THAT THINGS REALLY FOCUS ON THE GOALS THAT WE'VE SET FORTH FOR OURSELVES IN OUR STRATEGIC PLAN.
THE CHANGES THAT HAVE BEEN MADE IS THAT IT'S KIND OF INTERESTING.

BUT AS YOU ALL KNOW, THE LEGISLATURE MET ON TUESDAY, YESTERDAY, THE GOVERNOR GAVE A VERY BRIEF ADDRESS, I THOUGHT ANYWAY, IT WAS ONLY 20, 25 MINUTES LONG.
ON JANUARY 20TH AND 21ST, THE SENATE AND HOUSE EDUCATION COMMITTEE WILL BE MEETING.
INTERESTING TO NOTE IS THAT THE BILL THAT KRISTEN IS REFERENCING IS NOT EITHER ONE OF THOSE AGENDAS. THE SENATE HAS NOT PUBLISHED THEIR AGENDA YET, BUT THIS PARTICULAR BILL THAT KRISTEN MENTIONED HAS TO BEGIN IN THE HOUSE BECAUSE THERE'S REVENUE ASSOCIATED WITH IT. SO I DON'T KNOW WHERE IT IS AND WHAT'S COMING ABOUT.

THAT BILL WAS BASICALLY PUSHED ASIDE, WHICH INCLUDED ORIGINAL COST OF LIVING ADJUSTMENT.
WITHIN THAT BILL, THE RECOMMENDATION THAT WAS BEING PUT FORWARD WAS TO BASICALLY ABANDON THE REGIONAL COST, AS WE KNOW AND LOVE IT TODAY, WHICH INCLUDES THE 2005 HEDONIC INDEX HELD HARMLESS AT 100 PERCENT AND THE WCOI, AND GO FORWARD WITH THE NEW TWENTY TWENTY ONE HEDONIC INDEX.
