WE WERE THE RECREATION DISTRICT IS FORMED UNDER STATE STATUTE 189201, WHICH GIVES THE TETON COUNTY SCHOOL DISTRICT THE OPPORTUNITY TO FORM A REC DISTRICT MADE UP OF FIVE BOARD MEMBERS AND THE ABILITY TO REQUEST A ONE MIL LEVY ON THE SCHOOL DISTRICT PROPERTY TAXES ON AN ANNUAL BASIS.

AND THAT IS WHY WE ARE HERE.

THIS IS THE ORGANIZATIONAL MEETING.

WE WILL HAVE ELECTIONS OF OFFICERS.

WITH THAT, I WILL WE NEED TO ELECT, ACCORDING TO OUR OWN BYLAWS, WHICH ARE A LITTLE DIFFERENT THAN THE STATE STATUTES, WE HAVE TO ELECT A PRESIDENT, A VICE PRESIDENT, A SECRETARY AND A TREASURER.

THANK YOU, BOARD CHAIR TRUSTEES, WELCOME TRUSTEE WOTKYNS, LAURA DAVENPORT WITH THE FINANCE DEPARTMENT WITH TETON COUNTY SCHOOL DISTRICT, JUST TO REALLY SUM UP NOTHING'S REALLY CHANGED. WE STILL HAVE THE OUTSTANDING REMAINING BALANCE OF THE GRANT TO PRESS TO PAY OUT, BUT WE'RE WAITING UNTIL THE NEW SOFTWARE IS UPDATED SO WE CAN GET OUT WITH THE NEW OFFICERS. WE CAN GET OUR SIGNATURE BLOCK UPLOADED AND WE CAN WRITE THAT CHECK.

SO THAT WOULD BE THE LAST BIT OF BUSINESS TO DO ON BEHALF OF THIS YEAR, 21 GRANTS.

AND THEN WE WILL JUST BE RECEIVING THE REMAINING BALANCE OF AN ESTIMATED REVENUE OF THE ONE HUNDRED AND FORTY THOUSAND FIVE HUNDRED NINETY NINE DOLLARS AND TWO CENTS, WHICH BASICALLY WILL END THE YEAR IN THE POSITIVE ESTIMATION OF ABOUT TWO HUNDRED AND SIXTY THOUSAND DOLLARS. SO I'M OPEN FOR ANY QUESTIONS.

MR. CHAIR, WE ALSO HAVE A PREPARED TIME LINE FOR THE TRUSTEES, FOR THE REC DISTRICT.

SO AS WE MOVE INTO OUR GRANTING PERIOD, THIS TIMELINE IS POSTED ON BOARD DOCS, BUT WE START WITH THE APPLICATIONS ALL BE SUBMITTED TO THE RECREATION DISTRICT BOARD.

AND YOU ALL REVIEW THOSE APPLICATIONS AND THEN DECIDE BASED ON THE APPLICATIONS THAT YOU RECEIVE, HOW MUCH OF A MILL LEVY YOU WOULD LIKE TO REQUEST FROM THE TETON COUNTY SCHOOL DISTRICT BOARD OF TRUSTEES.

SO THIS IS THIS IS APPLICATIONS FOR THE YEAR STARTING JULY 1ST OF 2021 THROUGH JUNE 30TH OF 2022.

AND SO YOU WILL REVIEW ALL OF THOSE APPLICATIONS BEFORE DECIDING ON THE MILL TO SEND TO THE TREASURER AND THEN THAT MILL LEVY NEEDS TO BE APPROVED BY THE SCHOOL BOARD BEFORE IT'S SUBMITTED TO THE TREASURER.

ONCE THE SCHOOL BOARD HAS APPROVED THE MILL LEVY, THEN THE THE RECREATION DISTRICT BOARD ACTUALLY DECIDES ON THE AWARDS THAT YOU'RE WILLING TO DO.

SO IF IN THIS CIRCUMSTANCE THAT THE SCHOOL BOARD DIDN'T APPROVE MILL LEVY THAT YOU PUT FORWARD, YOU WOULD THEN HAVE TO DECIDE WHICH APPLICATIONS TO APPROVE OR NOT APPROVE BASED ON THAT INFORMATION.

ONCE YOU'VE DECIDED WHICH APPLICATIONS TO APPROVE AND GRANT MONEY TO THE SCHOOL BOARD, THAT'S A TEMPORARY SCHOOL DISTRICT BOARD WOULD THEN PUSH THE MILL LEVY REQUEST TO THE TETON COUNTY TREASURER.

SO IT'S A SUMMARIZED TIMELINE OF WHAT PROCESS YOU ARE GOING TO BE GOING THROUGH THIS SPRING. BUT ALSO HELPFUL.

I WOULD DEFINITELY RECOMMEND KIND OF KEEPING THIS AT YOUR FINGERTIPS.

IT DOES GET A LITTLE BIT CONFUSING WITH WRAPPING UP THE FISCAL YEAR 21 YEAR WITH OUR BALANCE. THE BUDGET UPDATE THAT LAURA JUST GAVE IS BASED ON THIS YEAR, FISCAL YEAR 21.

BUT WE WILL HAVE ADDITIONAL REVENUE COMING IN FROM THE NEXT YEAR'S TAX DOLLARS.

I IMAGINE OUR TAX DOLLARS WILL BE INCREASED NEXT YEAR.

THE ASSESSED VALUE BASED ON THE ASSESSED VALUATION.

SO IF THE TETON COUNTY ASSESSOR ASSESSES A HIGHER VALUE OF PROPERTY IN NEXT YEAR, THEN YES, OUR EVEN IF WE LEAVE THE MILL LEVY AT THE .25 WHERE IT IS NOW, WE WOULD SEE INCREASED REVENUE. OK, DO YOU HAVE ANY QUESTIONS FOR KRISTIN MAYO? SO THAT MAKES SENSE TO YOU, BILL.

CLARIFICATION JUST TO BRING YOU UP TO DATE REALLY QUICK, BILL, IN 2013 OR SO THAT'S THE MOST RECENT COPY.

THIS IS THE MOST RECENT COPY, IT'S ON BOARD DOCS, IF YOU HAVEN'T GOTTEN THIS, IT'S THE AGREEMENT BETWEEN TETON COUNTY SCHOOL DISTRICT NUMBER ONE AND THE PARKS AND REC TO PROVIDE MAINTENANCE AND OVERSIGHT OF THE SPORTS FIELDS, BASICALLY SURROUNDING THE HIGH SCHOOL COMPLEX. MIKE HANSON.

SO I JUST WANT TO TALK BRIEFLY TO MAKE SURE, BECAUSE I THINK THERE WAS SOME CONFUSION ABOUT THAT AGREEMENT.

SO THAT AGREEMENT IS BETWEEN THE SCHOOL DISTRICTS AND PARKS AND REC.

SOMETIMES I THINK PEOPLE WERE CONFUSED THAT THEY THOUGHT IT WAS AN AGREEMENT BETWEEN THIS BOARD AS WELL AS PARKS AND REC, AND IT IS NOT.

SO IF THIS GROUP WANTED TO SUGGEST CHANGES, THEN I THINK YOU GUYS WOULD MAKE BRING THOSE TOGETHER TO PRESENT TO THE SCHOOL BOARD AT THEIR NORMAL MEETINGS IN ORDER TO MAKE CHANGES TO THAT AGREEMENT. FROM MY PERSPECTIVE, THE AGREEMENT HAS WORKED JUST FINE.

THERE ARE SOME THERE ARE SOME MINOR CLERICAL ERRORS IN THERE IN TERMS OF TIMES.

WE'VE KIND OF THIS HAD A GENTLEMEN'S AGREEMENT WHICH IS WORKING JUST FINE FOR US.

AN EXAMPLE IS WHEN WE CHANGE OUR SCHOOL START TIMES, THE [INAUDIBLE] WHEN PRACTICES STARTED AND FOR US, BUT WE'VE BEEN ABLE TO WORK THROUGH ALL THOSE ISSUES SO FROM MY END, THE AGREEMENT SEEMS TO BE WORKING JUST FINE, EVEN THOUGH IT IS NOT EXACTLY WHAT WE ARE DOING IN PRACTICE CURRENTLY.

BUT I JUST WANT TO MAKE SURE WE UNDERSTOOD THAT THAT'S AN AGREEMENT WITH THE SCHOOL BOARD AND PARKS AND REC NOT NECESSARILY THIS BOARD.

SO ANY QUESTIONS? THE ONGOING CONFUSING PART FOR ME, I'M GOING TO JUMP IN HERE IS EVERY YEAR WE GET A LARGE REQUEST FROM THE PARK AND REC AND IT SEEMS TO GO TO FILL IN SOME OF THESE RESPONSIBILITIES THAT ARE THE PARKS AND REC ACCORDING TO THIS AGREEMENT.

THAT WOULD BE CORRECT. THAT'S ACCURATE.

THE PARK AND REC HAS COME HERE FOR A LOT OF MAINTENANCE OF THE FIELDS TO THIS GROUP, DESPITE WHAT IT SAYS IN THAT AGREEMENT, THAT THEY WILL BE COVERING [INAUDIBLE] THAT'S ACCURATE.

MR. CHAIR. SO ON THE SAME NOTE, IF THE SCHOOL DISTRICT WAS THEN TO COME TO THE REC BOARD AND ASK FOR THEIR PORTION OF THAT AGREEMENT AS WELL, THAT WOULD BE A SIMILAR REQUEST.

SO THE SCHOOL DISTRICT AT THIS TIME IS PAYING THEIR PORTION OF THE AGREEMENT FROM THE GENERAL FUNDS WHERE THE PARKS AND REC IS CURRENTLY MAKING THAT PART OF THEIR REQUEST TO THE REC DISTRICT. WE COULD DO THE SAME OR NOT.

SINCE I'M THE ONLY ONE ON THIS BOARD OR IN THE ROOM, I THINK WHO WAS PART OF DRAFTING THAT AGREEMENT. I'LL TELL YOU THAT IT WAS NEVER ANTICIPATED THAT THE TOWN AND COUNTY WOULD COME TO THE REC DISTRICT BOARD TO GET THE MONEY TO PAY FOR THEIR PORTION OF THIS AGREEMENT. IN FACT, YOU KNOW, IF YOU LOOK AT THE ENTIRE AGREEMENT, IT'S REALLY, YOU KNOW, THERE'S A QUID PRO QUO.

THE TOWN AND COUNTY GET TO USE OUR FIELDS, THE THINGS WE OWN, YOU KNOW, ESPECIALLY DURING THE SUMMER WHEN WE'RE NOT IN SESSION.

BUT THE QUID PRO QUO IS THEY PAY FOR THAT.

AND I HAVE ALWAYS FELT LIKE THE FACT THAT ACTUALLY THE SCHOOL DISTRICT'S ASSESSMENT IS PAYING FOR THAT RESULTS IN THE COUNTY SORT OF GET GETTING SOMETHING FOR NOTHING.

NOW, A LOT OF PEOPLE ARGUE THAT, OH, IT'S ALL THE SAME MONEY.

WHO CARES WHETHER IT'S COUNTY MONEY OR SCHOOL DISTRICT MONEY OR WHATEVER.

BUT I DO THINK THIS IS AN INEQUITY THAT IN THE FUTURE, IF WE CONTINUE AT .25 THERE'S NOT GOING TO BE ENOUGH MONEY TO HAVE TOWN AND COUNTY COME TO US FOR ONE HUNDRED AND FIFTY THOUSAND DOLLARS, WHICH IS ROUGHLY WHAT IT'S BEEN.

AND THEN FOR US TO BE ABLE TO SUPPORT OTHER ACTIVITIES THAT THIS BOARD WANTS TO DO.

SO THAT'S MY TWO CENTS.

SO, KRISTIN, I HAVE TO DISAGREE WITH YOU.

THAT WAS NEVER THE INTENT OF THAT AGREEMENT.

CAN I ASK A REAL QUICK QUESTION, KATE? WHY ARE THEY COMING? ARE THEY NOT BUDGETING IT? WHAT'S THE REASONING BEHIND THEM NOT PARTICIPATING FINANCIALLY? WELL, THEY, I THINK, DECIDED IT WAS A LOOPHOLE AND THE REC DISTRICT SAID, OK, YEAH, YOU CAN DO THAT. AND I THINK WE CAN SAY IF WE WANTED TO, YOU KNOW, WE CAN'T DO THAT.

YOU HAVE TO PAY FOR IT OUT OF YOUR OWN BUDGET.

I WOULD NOTE THAT, YOU KNOW, THERE'S FEES CHARGED TO GROUPS AND THE COUNTY COLLECTS THOSE.

IT'S MY UNDERSTANDING.

SO, YOU KNOW, SOME OF THAT COULD GO BACK TO PAY FOR THE MAINTENANCE AND REPAIRS.

BUT WE'VE JUST DONE IT.

AND I'M NOT EXACTLY SURE WHEN THAT STARTED, MAYBE WHEN THE REC DISTRICT STARTED.

BUT THAT'S JUST WHAT'S HAPPENED.

I HAVE HEARD A STATEMENT SAID IN THE PAST THAT AND SIMILAR WHEN YOU AND I HAD THE CONVERSATIONS ABOUT GYM RENTALS.

SIMILARLY, THE CONVERSATION HAS BEEN THAT THEY WOULD HAVE TO INCREASE THE FEES ON THE OUTSIDE USER GROUPS IF THEY WERE GOING TO NOT BE ABLE TO GET THE MONEY FROM THE REC DISTRICT FOR THE MAINTENANCE OF THE FIELDS.

SO THAT IS SOMETHING I HAVE HEARD SAID IN THE PAST, THAT THEY COME TO THE [INAUDIBLE] FOR THE MAINTENANCE OF THE FIELDS SO THEY KEEP THE FEES LOWER FOR GROUPS THAT RENT THE FIELDS. THAT'S MY UNDERSTANDING.

SO I WOULDN'T CLAIM TO SAY THAT'S FOR SURE, THAT THAT'S MY UNDERSTANDING.

THIS BOARD, THE DISTRICT BOARD, HAS ASKED FOR AN ACCOUNTING OF WHAT MONEY THEY'VE TAKEN IN AND WE'VE NEVER GOTTEN ONE.

IF I MAY, I WOULD LIKE TO SEE THIS AGREEMENT RENEGOTIATED AND BETTER LAID OUT BETWEEN THE SCHOOL DISTRICT AND PARKS AND REC, I DON'T THINK THE SCHOOL DISTRICT HAS THE ABILITY TO GET THE RIGHT MAINTENANCE CREWS PUT TOGETHER TO TAKE CARE OF OUR FIELDS.

I THINK THE PARKS AND REC IS THE RIGHT PLACE, BUT I THINK THIS AGREEMENT DOES NEED TO GET CLEANED UP. AND I WOULD MUCH RATHER PREFER THAT THIS BOARD START LOOKING AT SPECIFICALLY THE TETON COUNTY SCHOOL DISTRICT RECREATION OPPORTUNITIES, RATHER THAN HAVING ALL OF THESE OTHER GROUPS COMING IN HERE.

THE TOWN AND THE COUNTY LOOKING AT THE STATUTES HAS THE ABILITY TO FORM THEIR OWN REC DISTRICT LIKE CAMPBELL COUNTY HAS TO FUND THEIR RECREATIONAL OPPORTUNITIES.

BUT I JUST I THINK WE NEED TO CLEAN IT UP.

AND I ALSO THINK THAT IN THAT AGREEMENT, WE HAVE TO INCLUDE THE EASTFIELD.

THAT PARKS AND REC WOULD TAKE CARE OF THE EASTFIELD.

THE EASTFIELD IS NOT IN THAT AGREEMENT.

I WOULD NOTE THAT THEIR SOFTBALL FIELDS, THE COW PASTURES OVER HERE WERE BEAUTIFUL AND THEY WERE ALL LINED AND EVERYTHING BECAUSE THEY CANCELED SOFTBALL.

WAS THIS PART OF THE POLICIES? OK, I'M SORRY, WE'RE GOING TO BACKTRACK, I MISSED 2.02 DURING THE ORGANIZATIONAL PART OF THE MEETING WHERE WE SET TERM LIMITS, THIS IS A LITTLE BIT OF A CHANGE, BUT BASICALLY IT MATCHES WHAT WE'RE PRACTICING.

THE LENGTH OF THE TERM OF THE TRUSTEE SHALL BE SCHOOL BOARD TRUSTEE SHALL BE APPOINTED BY THE CHAIR OF THE TCSD NUMBER ONE BOARD OF TRUSTEES.

THE AT LARGE RECREATION DISTRICT TRUSTEES BILL WOTKYNS AND TOM SMITS TERM SHALL BE FOUR YEARS AND SHALL BE STAGGERED AS DETERMINED AND APPROVED BY TCSD NUMBER ONE BOARD OF TRUSTEES DURING A PUBLIC MEETING.

TCSD BOARD OF TRUSTEES SHALL ANNUALLY APPOINT A SUCCESSOR TO THE TRUSTEES, WHOSE TERMS EXPIRE. TURN OF EACH SUCCEEDING TRUSTEES COMMENCE ON THE FIRST MONDAY IN JANUARY.

AND SO BASICALLY, THAT MEANS OUR PRACTICES AT THE SCHOOL BOARD LEVEL AT THE START OF EVERY YEAR, EVERY DECEMBER DURING OUR ORGANIZATIONAL MEETING, WE APPOINT REPRESENTATIVES TO EACH OF THESE BOARDS AT THE SCHOOL DISTRICT LEVEL.
