[00:00:01]
OK.ALL RIGHT, GO AHEAD AND CALL THE MEETING TO ORDER.
[A. Call to Order]
ALL OF US ARE ON WEBEX AND BILL IS IN THE CHAMBERS, HOPEFULLY NEXT MONTH WE CAN ALL BE IN THE CHAMBERS, HOPEFULLY.CALLED THE MEETING TO ORDER, WE GOT THE PLEDGE OF ALLEGIANCE.
JOIN ME IN THE PLEDGE OF ALLEGIANCE.
MONTH I'LL GO THROUGH OUR STRATEGIC PLAN GOALS.
OUR STRATEGIC PLAN GOALS OR SUCCESS FOR ALL.
SAFE, HEALTHY, CARING ENVIRONMENT, EFFECTIVE AND EFFICIENT OPERATIONS, POSITIVELY GAUGED AND INFORMED COMMUNITY.
[B. Approval of the Agenda]
NEXT PART IS APPROVAL OF THE FEBRUARY 10TH REGULAR MEETING AGENDA.I THINK MR. SCARLETT WAS WORKING OUT THE LOGISTICS OF WHAT WE NEEDED TO ADD AND SUBTRACT .
MR. SCARLETT? MR. CHAIRMAN, THE BIG SUBTRACTION.
IS ITEM NUMBER SIX IN THE CONSENT AGENDA, THE APPROVAL OF RENEWAL OF MARTIN LAND LEASE AGREEMENT.
LET'S REMOVE THAT FROM THE AGENDA AS THE CONTINUING DISCUSSIONS GOING ON WITH THE LESSEE.
OK, WITH THAT, DO YOU WANT TO MAKE THE MOTION TO ADOPT TONIGHT'S AGENDA? I MOVE TO ADOPT TONIGHT'S AGENDA AS PRESENTED.
IS THERE A SECOND? I'LL SECOND.
IT'S BEEN MOVED BY TRUSTEE SCARLETT AND SECONDED BY TRUSTEE CARLIN TO ADOPT UP TONIGHT'S AGENDA WITH THE DELETION NUMBER SIX IN THE CONSENT AGENDA, APPROVAL OF THE MARTIN LANE LEASE AGREEMENT, ALL THOSE FOR APPROVAL, PLEASE SAY AYE.
ALL RIGHT, WE CAN MOVE ON TO THE SUPERINTENDENT'S REPORT.
[C. Superintendent's Report]
THANK YOU, MR. CHAIR, TRUSTEES, IT'S A PLEASURE TO HAVE THE OPPORTUNITY TO SEE YOU THIS MONTH.I'M GOING TO START OUT WITH SOME CELEBRATIONS.
ONE IS A HUGE THANKS TO THE FUND FOR PUBLIC EDUCATION JENNIFER [INAUDIBLE] FOR RAISING MONEY AND FUNDS FOR OUR MEALS SUPPORT, BUT ALSO RAISING FUNDS FOR ECO FRIENDLY BOXES FOR OUR MEALS.
AND THAT HAS BEEN HUGE FOR US.
AND I ALSO WANT TO SAY THANK YOU AGAIN TO WES CLARK AND THE FOOD SERVICE STAFF, AS WELL AS THE TRANSPORTATION STAFF FOR ENSURING THAT OVER 100,000 MEALS HAVE BEEN PREPARED AND DELIVERED TO STUDENTS IN OUR COMMUNITY.
[APPLAUSE] AND I'M ALSO VERY THANKFUL TO THE TETON COUNTY HEALTH DEPARTMENT, OUR LOCAL REPRESENTATIVES, INCLUDING PRESIDENT [INAUDIBLE], OUR TRUSTEES AND MANY OF OUR COMMUNITY MEMBERS FOR ADVOCATING FOR MORE VACCINE TO BE SENT TO TETON COUNTY.
HUGE THANK YOU TO THE TETON COUNTY HEALTH DEPARTMENT AND JANET GARLAND'S TEAM, AS WELL AS JODY POND AND HER LEADERSHIP FOR, QUOTE, MOVING HEAVEN AND EARTH TO GET OUR STAFF VACCINATED ON FEBRUARY 20TH AND FEBRUARY 27TH.
THE VACCINATION CLINIC, APPROPRIATELY FITTING, WILL BE AT THE PRESBYTERIAN CHURCH.
SO BOTH DAYS ARE ON A SATURDAY.
AND THAT'S WHERE THE MASS CLINIC WILL BE HELD.
OUR STAFF WILL BE SENT A LINK IN THE NEXT COUPLE OF DAYS WITH HOW THEY CAN SIGN UP.
SO THEY DO NOT NEED TO FLOOD THE HEALTH DEPARTMENT WITH CALL AT THIS TIME.
THERE WILL BE PLENTY OF VACCINE.
AND WITH THAT, I'M GOING TO MOVE I'M GOING TO MOVE THE DISTRICT LEADERS REPORT TO THE END OF MY UPDATE AND JUST CONTINUE TALKING ABOUT OUR COVID MITIGATION AND OUR SMART START PLAN.
SO THE FIRST THING I'D LIKE TO SHARE IS THIS WEEK WE'VE HAD THE LOWEST NUMBER OF STAFF AND STUDENTS OUT DO TO COVID.
THIS WEEK WE ONLY HAVE ONE STAFF MEMBER WHO IS POSITIVE AND FIVE ELEMENTARY STUDENTS WHO ARE POSITIVE.
AND THOSE ARE THE LOWEST NUMBERS THAT WE HAVE SEEN.
SO I REALLY APPRECIATE EVERYBODY FOLLOWING THE PROTOCOL AND ALL OF OUR STAFF HARD WORK IN ENSURING THAT WE CAN BE TOGETHER FACE TO FACE AS MUCH AS POSSIBLE.
HAVING SAID THAT, I WOULD LIKE TO ASK NEXT TO HAVE HEATHER SCHON ADD SOME
[00:05:06]
UPDATES ABOUT ABSENCES AND FFCAR LEAVE.SO HEATHER? THANK YOU, DR. CHAPMAN, MR. CHAIR AND TRUSTEES.
I JUST WANT TO PROVIDE A BRIEF RECAP OF WHAT WE JUST DISCUSSED AT THE LAST BOARD MEETING.
WE HAD DISCUSSED THE CONTINUATION OF OUR FFCAR LEAVES, WHICH ARE THE PAID FEDERAL LEAVES FOR COVID RELATED REASONS AND THE CONTINUATION OF OFFERING THE SICK BANK OPTION FOR COVID RELATED ABSENCES, BOTH OF WHICH WILL CONTINUE TO BE AVAILABLE TO STAFF THROUGH MARCH 31ST OF THIS YEAR.
WE ALSO NOTED AT THAT TIME, WHICH WHEN WE PULLED THE REPORT, WAS AS OF ABOUT JANUARY 6TH, WE HAD ISSUED 30 AND A HALF DAYS FROM THE SICK BANK FOR COVID RELATED ABSENCES.
SINCE THEN AND THROUGH TODAY, WE HAVE ISSUED ANOTHER 80 DAYS FROM THE SICK BANK.
SO IN TOTAL, SINCE WE BEGAN OFFERING THIS SICK BANK OPTION, WE HAVE ISSUED A TOTAL OF ONE HUNDRED AND TEN POINT FIVE OR A HALF DAYS FROM THE SICK BANK.
I THINK IT WAS TRUSTEE MEAD THAT ASKED LAST TIME HOW MANY DAYS WE HAD IN THE BANK AND WE HAD STARTED.
TO BE EXACT WITH TWO THOUSAND FOUR HUNDRED AND EIGHTY THREE.
SINCE THEN, WITH THAT ISSUANCE OF ONE HUNDRED AND TEN AND A HALF DAYS FOR COVID RELATED ABSENCES, THAT TAKES US DOWN TO A TO JUST A LITTLE OVER TWENTY THREE HUNDRED DAYS REMAINING.
WE DO ALSO ISSUE A NUMBER OF DAYS FOR REGULAR MEDICAL REASONS FROM THE SICK BANK UPON APPROVAL, AND THAT TENDS TO BE AN AVERAGE OF ABOUT 50 OR LESS DAYS PER YEAR.
SO AT THIS POINT, WITH THE COVID RELATED ISSUANCE OF SICK BANK DAYS AND JUST OUR REGULAR MEDICAL DAYS, THESE AMOUNTS DO NOT PUT OUR BANK AT ALL IN RISK OF DEPLETION.
SO I JUST WANTED TO ADD AN UPDATE TO THE SICK BANK.
NEXT, I'D LIKE TO ASK JULIE NASH TO UPDATE US ON SURVEILLANCE TESTING AND TESTING INFORMATION.
SO, JULIE? IS SHE NOT ON [INAUDIBLE]? OK.
SORRY I WASN'T ABLE TO UNMUTE MYSELF.
SO WE HAVE CONSISTENT SUCCESS WITH SURVEILLANCE TESTING WITH BOTH STUDENTS AND STAFF.
ON AVERAGE, WE HAVE ABOUT TWO HUNDRED AND FIFTY STAFF PARTICIPATE ON A WEEKLY BASIS.
FOR THE WEEK OF FEBRUARY 2ND TO FEBRUARY 9TH.
WE HAVE TWO HUNDRED AND FORTY THREE STAFF AND WHICH IS AROUND 20 PERCENT OF OUR STAFF.
AND WE CONTINUE TO MAINTAIN THOSE NUMBERS.
OF 20 PERCENT OF OUR STAFF TESTING ON A WEEKLY BASIS.
I'VE ALREADY PROVIDED INFORMATION ABOUT VACCINE.
I THOUGHT OUR STAFF NUMBER WAS FIVE HUNDRED AND THREE.
SO TWO HUNDRED AND FORTY THREE STAFF MEMBERS WOULD BE LIKE ALMOST 50 PERCENT.
THAT DOES INCLUDE STUDENTS AS WELL.
AND I WAS PROBABLY SPEAKING A LITTLE BIT TOO FAST THAT TWO HUNDRED AND FORTY THREE IS STUDENTS AND STAFF.
CHARLOTTE, IS THERE ANYTHING TO ADD.
REGARDING VACCINE? THANK YOU, DR. CHAPMAN AND MR. CHAIR TRUSTEE.
THE ONLY THING I WOULD ADD IS THAT THE SECOND DOSE SO AS YOU ALL KNOW, THE COVID VACCINE REQUIRES TWO DOSES AND THE FIRST DOSES WILL BE ADMINISTERED TO ALL DISTRICT STAFF WHO WISH TO PARTICIPATE FEBRUARY 20TH AND 27TH, AS DR. CHAPMAN STATED.
THE FOLLOW UP, THE SECOND DOSES WILL BE ADMINISTERED ON MARCH 13TH AND 20TH.
SO AND STAFF WILL SIGN UP FOR THEIR SECOND DOSE AT THE END OF THE THEIR APPOINTMENTS ON EITHER THE 20TH OR 27TH.
SO JUST WANTED TO ADD THAT PIECE OF INFORMATION AND I WOULD JUST NOTE EXCUSE ME.
JUST IN THE TIME THAT WE SENT THE NOTICE TO STAFF AND NOW JUST AN OVERWHELMING POSITIVE RESPONSE FROM EMPLOYEES WITH INCREDIBLE APPRECIATION TO THE DISTRICT AND THE HEALTH DEPARTMENT FOR MAKING THIS POSSIBLE.
SO I WANT TO PASS THAT ALONG TO THE BOARD AS WELL.
[00:10:05]
THANK YOU, MR. [INAUDIBLE].SO DOES THAT MEAN, CHARLOTTE, THAT THIS IS THE PFIZER VACCINE THAT WE'RE GOING TO BE GETTING? MR. CHAIR, TRUSTEE BAY TESKE.
AND MY UNDERSTANDING IS THAT THE HEALTH DEPARTMENT ACTUALLY WORKED VERY INTENTIONALLY TO ENSURE THAT OUR STAFF WOULD BE FULLY VACCINATED WITH BOTH THEIR FIRST AND SECOND DOSES PRIOR TO SPRING BREAK.
SO WE OWE A GREAT APPRECIATION TO THE HEALTH DEPARTMENT RECOGNIZING OUR CALENDARS AND GETTING OUR STAFF VACCINATED PRIOR TO THAT BREAK.
THAT'S INTERESTING BECAUSE MY HUSBAND JUST GOT MODERNA TODAY.
THANK CHARLOTTE FOR THAT TERRIFIC UPDATE.
NEXT, I'D LIKE TO ASK MICK HANSON TO PROVIDE AN UPDATE ON OUR ACTIVITIES AND THE SCHEDULES COMING OUT SO.
DIRECTOR HANSON? SUPERINTENDENT CHAPMAN, MR. CHAIR, TRUSTEES, I SUBMITTED A REPORT ABOUT WHAT OUR SPRING SPORTS ARE GOING TO LOOK LIKE AND RATHER THAN GOING THROUGH IT AS WE HAVE FOR OUR WINTER AND FALL SPORTS, I FIGURED I'D BE SUBJECT TO QUESTIONS ABOUT WHAT YOUR QUESTIONS MIGHT BE FOR SPRING SPORTS AND WHAT THOSE WILL LOOK LIKE OR ANY QUESTIONS YOU HAVE ABOUT THE SURVEILLANCE TESTING OF ATHLETES.
MIKE, WHY DON'T YOU GO AHEAD AND GO THROUGH IT, BECAUSE I THINK THERE WERE A BUNCH OF [INAUDIBLE].
SO TRAVELS GONNA BE THE SAME AS IT HAS BEEN.
STUDENTS ARE REQUIRED TO WEAR THEIR MASKS ON THE BUSSES.
IF A STUDENT NEEDS TO EAT, WE'RE LETTING THEM EAT.
BUT WE'RE DOING OUR BEST TO BE INTENTIONAL ABOUT NOT EATING ON THE BUSSES.
WE HAVE RESCHEDULED A NUMBER OF OUR SPORTS.
SOCCER HAS ONE OVERNIGHT TRIP.
IT WOULD ACTUALLY BE LESS TIME TO SPEND THE NIGHT IN CASPER THAN IT WOULD BE TO DRIVE BACK AND THEN DRIVE BACK TO CASPER ON A DIFFERENT DATE TO MAKE UP THE SECOND SOCCER GAME.
WHEN WE PLAY THOSE TWO SCHOOLS.
ON TRACK SCHEDULING, I HAVE TO DRIVE TO CASPER NEXT TUESDAY TO RESCHEDULE TRACK.
BUT I WOULD THERE WOULDN'T I WOULD BE STUNNED IF THERE WAS AN OVERNIGHT IN TRACK PRIOR TO REGIONALS AND STATE.
I CAN'T I CAN'T IMAGINE THAT HAPPENING, BUT WE HAVE NOT FULLY SCHEDULED IT YET.
WHEN WE DO STAY THE NIGHT, IT IS ONE STUDENT PER BED AND YOUR ROOMMATE IS SOMEBODY THAT.
STUDENTS DO NOT SHARE THEIR WATER BOTTLES, FACE COVERINGS ARE REQUIRED AT ALL PRACTICES AND EVENTS, EXCEPTIONS FOR COMPETITIVE TIME IN SOCCER, WITH STUDENTS SPEAKING TO THE COACHES.
ESSENTIALLY THAT'S WHEN THEY'RE RUNNING, SPRINTING DURING.
WHAT WOULD BE CONSIDERED A TEAM SESSION.
AND SAME WITH TRACK WHEN THEY'RE RUNNING AND SPRINTING, WHERE THEY WOULD BE BREATHING QUITE HEAVILY THAN WE WOULD NOT ASK THEM TO WEAR THEIR MASK.
WE'RE GOING TO SCREEN LIKE WE HAVE BEEN FOR ALL OF OUR SPORTS WITH THE TEMPERATURE CHECK FOR OUR ATHLETES AND COACHES.
WE'LL HAVE TO SEE WHAT THAT'S LOOK LIKE FOR THE SPRING.
ONCE WE GET GUIDELINES FROM THE GOVERNOR AND OUR LOCAL COUNTY.
OUR FIRST HOME SPORTING EVENT IN THE SPRING IS MARCH 20TH.
I BELIEVE THAT SATURDAY, IF I RECALL.
[INAUDIBLE] SOCCER GAME VERSUS RIVERTON.
THIS IS JUST THE NUMBER ESTIMATED NUMBER OF STUDENTS THAT WE WOULD THINK WILL PARTICIPATE IN THOSE ACTIVITIES.
SO ABOUT 40 TO 50 BOYS SOCCER PLAYERS, THIRTY FIVE GIRLS SOCCER PLAYERS, ABOUT 100 TRACK ATHLETES THE HIGH SCHOOL, AND THEN ABOUT 80 TRACK ATHLETES THE MIDDLE SCHOOL.
AND THIS IS JUST THE AMOUNT OF CLOSE CONTACT THAT YOU WOULD HAVE IN AN ACTIVITY.
TRACK IS VERY INDIVIDUAL SPORT WHERE YOU'RE OUT THERE RUNNING BY YOURSELF OR POLE VAULTING BY YOURSELF, HIGH JUMPING BY YOURSELF.
SO THERE'S VERY LITTLE CONTACT THERE.
SOCCER IN THE PRACTICES WOULD BE VERY LOW BECAUSE YOU'RE GOING TO BE WORKING ON DRILLS AND THINGS LIKE THAT WHERE THEY COULD SPACED OUT QUITE EASILY.
AND WHEN YOU'RE IF YOU WATCH SOCCER GAMES, MOST OF THE TIME THE ATHLETES ARE NOT VERY CLOSE.
WHEREVER THE BALL IS, THERE'S PROBABLY GOING TO BE TWO, MAYBE THREE PLAYERS WHO ARE CLOSE.
BUT YOUR OVERALL TIME WHERE YOU'RE CLOSE TO SOMEBODY ELSE IS QUITE MINIMAL IN A SOCCER GAME.
AND THIS IS JUST INFORMATION THAT YOU HAVE SEEN IN ALL OF OUR OTHER ONES.
I DID ADD, I DIDN'T MODIFY THE BULLET POINT NUMBER THREE THIS YEAR, WE HAVE HAD SOME CASES COME UP THROUGH OUR SURVEILLANCE TESTING AND OUR WINTER ACTIVITIES, BUT WE DON'T BELIEVE.
WE BELIEVE EXTREMELY, VERY FEW OF THOSE ARE POTENTIALLY A RESULT OF PARTICIPATION IN OUR ACTIVITIES, AND THEN JUST A REMINDER, IN THE FALL, WE SAW ZERO CASES AS A RESULT OF PARTICIPATION IN ACTIVITIES.
AND WE FULLY UNDERSTAND THAT THERE'S RISK INVOLVED BY THE PARTICIPANTS CHOOSING TO
[00:15:01]
PARTICIPATE.BUT IT'S A IT'S A CHOICE BY THAT STUDENT AND THAT FAMILY.
AND THIS IS JUST THE WHSAA GUIDELINES, AS WELL AS OUR HANDBOOK THAT WE HAVE UPDATED.
FOR EACH TIME [INAUDIBLE] AND THEN SPRINGS TEAM SPECIFIC GUIDELINES AS WELL.
AND THAT IS, I BELIEVE, THE END OF THIS REPORT.
SO ANY QUESTIONS THAT MIGHT COME FROM THIS? MR. HANSEN I THINK THAT I SAW AN E-MAIL FROM ONE OF THE TRUSTEES EARLIER THIS WEEK THAT WAS HAD SOME QUESTIONS ABOUT YOUR SURVEILLANCE TESTING.
DO YOU KNOW YOUR NUMBERS FOR THIS WEEK OR HOW THINGS ARE GOING THIS WEEK? SO MOST WEEKS I GET THE DATA ABOUT WHO HAS SUBMITTED A TEST ON MONDAY OR TUESDAY.
IT'S USUALLY IT TAKES A COUPLE OF DAYS BY THE TIME WE FIND OUT WHO SUBMITTED THEIR TEST BECAUSE WE HAND OUT THE TEST ON MONDAY.
SOME COACHES HAND THEM OUT ON SATURDAYS, DEPENDING ON IF WE HAD AN EVENT AND IF WE SAW THEM.
EVERY WEDNESDAY, I GO THROUGH THE LIST TO SEE WHO'S COMPLETED THEIR TEST FOR THE WEEK.
TODAY, WE HAD NINETY FIVE PERCENT OF THOSE STUDENTS HAD COMPLETED THEIR TESTS ALREADY FOR THE WEEK.
FROM THERE, I THEN TAKE THE TAKE THAT LIST OF WHO HAS NOT COMPLETED THEIR TEST YET.
AND SEND IT TO THE COACHES AND SAY THESE STUDENTS ARE NOT ALLOWED TO PRACTICE OR COMPETE UNTIL WE HAVE RECEIVED THEIR TEST.
ONE THING THAT ONE FLAW IN OUR SYSTEM THAT HAS COME UP IS STUDENTS WHO TAKE A TEST THAT ISN'T THE ONE THAT WE HAND OUT FOR SPORTS.
SO WHEN WE ORDER THEM FOR SPORTS.
IT GOES ONTO A SPECIFIC LIST FOR THE ATHLETES WHO WE ARE SURVEILLANCE TESTING.
IF THEY TAKE A TEST THAT THEY GOT FROM THE NURSE, I DON'T NECESSARILY SEE THAT RESULT.
SO WHAT ENDS UP HAPPENING IS 95 PERCENT ARE COMPLETED.
I SEND THE LIST OF COACHES ABOUT WHO CANNOT PRACTICE OR COMPETE.
AND THEN FROM THERE AND INEVITABLY KIDS WHO ARE TOLD THEY CAN'T PRACTICE FORWARD ME THEIR RESULTS.
HERE'S MY RESULTS FROM THE OTHER TESTS THAT THEY TOOK THAT THEY GOT FROM SOMEWHERE ELSE.
AND THEN WE'RE USUALLY UP TO ABOUT NINETY NINE PERCENT FOR THE WEEK WITH THE OTHER ONE PERCENT BEING SOMEONE WHO WASN'T IT WASN'T AROUND THAT WEEK OR SOMETHING OF THAT NATURE.
DO ANY TRUSTEES HAVE ANY QUESTIONS FROM MR. HANSEN? GO AHEAD.
MR. CHAIR, MR. HANSON WHAT ARE THE RESULTS BEEN? YOU KNOW IN SEVERAL WEEKS? PARDON ME? I DIDN'T HEAR THAT LAST PART.
HAVE YOU HAD POSITIVE RESULTS? WE HAVE HAD POSITIVE RESULTS THIS YEAR.
WE CURRENTLY HAVE ONE POSITIVE STUDENT THAT IS NOT AS A RESULT OF OUR SURVEILLANCE TESTING, ACTUALLY, BUT IT IS POSITIVE IN A DIFFERENT SPORT THAT WE ARE NOT SURVEILLANCE TESTING.
WE HAVE HAD SOME, BUT MOST OF THEM HAVE BEEN A RESULT OF THINGS THAT HAVE HAPPENED OUTSIDE OF SCHOOL.
I BELIEVE WE HAVE HAD TWO, THREE SORRY, THREE STUDENTS WHO TESTED POSITIVE.
TWO OF THEM ACTUALLY STUDENTS THAT WE SURVEILLANCE TEST AND ONE OF THEM NOT.
WOULD IT BE [INAUDIBLE] FOR YOU TO REPORT WEEKLY WHAT THE RESULTS ARE BY THE END OF THE WEEK? I MEAN, IT SEEMS LIKE THERE'S HARDLY ANY POSITIVE RESULTS.
SO IT WOULDN'T BE IT SHOULDN'T BE A BIG PROBLEM TO PASS THAT THROUGH THE SUPERINTENDENT TO US.
YEP, I CAN ABSOLUTELY DO THAT.
COULD YOU JUST SO I KNOW, ARE YOU LOOKING FOR THE PERCENTAGE OF ATHLETES WHO HAVE TESTED ? PERCENTAGE OF POSITIVES? I'M JUST SO I CAN MAKE SURE WAHT TO SEND OUT.
YEAH, I THINK THAT'S JUST PERFECT.
ANY OTHER QUESTIONS FOR MR. HANSON? SEEING NONE, I'LL TURN IT BACK OVER TO THE SUPERINTENDENT TO FINISH HER REPORT.
THANK YOU, CHAIR GINGERY AND TRUSTEES.
THAT REALLY IS THE CONCLUSION OF OUR COVID UPDATE FOR THIS MONTH.
AND IF IT'S IF YOU HAVE ADDITIONAL QUESTIONS OR I CAN OPEN IT UP.
TO QUESTIONS ON THE DISTRICT LEADER REPORT THAT YOU'VE ALREADY SEEN AS WELL.
WHY DON'T WE MOVE ON TO THE DISTRICT LEADERS REPORT.
IN PARTICULARLY, THERE WAS THREE THINGS I WANTED TO HIGHLIGHT.
MAYBE WE CAN DISCUSS, ONE WAS JUST A THANK YOU TO TRACY PODESTA.
I LIKE THAT SHE'S DOING PARENT ZOOM NIGHTS AT JES.
AND HEATHER SCHON FOR SOUNDS LIKE GETTING THAT PAYROLL UP AND RUNNING WENT OFF FLAWLESSLY.
THE ONE THING I AND THIS IS MORE FOR TRUSTEE BRUMSTED.
IF HE WANTED TO COMMENT I NOTICED THAT THE HIGH SCHOOL IS EVALUATING POST COVID.
POTENTIALLY NEXT YEAR, STARTING NEXT FALL, I WOULD HOPE.
WHETHER OR NOT ANYTHING SHOULD BE ALTERED.
[00:20:01]
AND I ASSUME THIS WOULD HAVE TO HAVE THIS DISCUSSION AT THE HIGH SCHOOL OR THE MIDDLE SCHOOL, TOO, AS TO THIS HOW THEY'RE SCHEDULING THEIR MASTER SCHEDULING FOR CLASSES.IF DR. [INAUDIBLE] WANTED TO COMMENT OR IF TRUSTEE BRUMSTED HAD ANY THOUGHTS ON THAT, THEY WOULD BE MOST WELCOME.
I'LL MAKE JUST SHORT COMMENT THAT.
YOU KNOW, I'VE SEEN FEEDBACK ON THE BLOCK SCHEDULE OF STAFF, AS WELL AS PARENTS AND A COUPLE OF STUDENTS THAT I'VE RUN INTO AND, YOU KNOW, IT'S AS ALWAYS AS IT WAS BEFORE, IT'S A PLUSES AND MINUSES GAME.
AND I THINK, YOU KNOW, DR. [INAUDIBLE].
THE OTHER LEADERS ARE JUST GOING TO HAVE TO REALLY LOOK AT THE BENEFITS AND, YOU KNOW, ISSUES THAT THEY'VE HAD.
THERE'S ALWAYS CERTAIN CLASSES THAT IT'S GREAT FOR AND OTHER CLASSES, THAT IT'S IT'S A LITTLE BIT HARDER.
SO IT'S NEVER AN EASY DECISION.
SOME TIME EVALUATING WHAT SCHEDULE THEY WANT TO RUN ON TO FOR THE NEXT SCHOOL YEAR.
DR. [INAUDIBLE], YOU WANT TO COMMENT ON IT? YES, TRUSTEE GINGERY AND BOARD OF EDUCATION MEMBERS, JUST A COUPLE OF COMMENTS.
IN THE MASTER SCHEDULE AT THE HIGH SCHOOL.
IT'S ALWAYS A REALLY ROBUST CONVERSATION BECAUSE IT'S SOMETHING THAT, TO BE QUITE FRANK, EVERYONE CAN KIND OF GET THEIR HANDS AROUND AND UNDERSTAND AT A PRETTY DEEP LEVEL BECAUSE IT'S SO EXTERNALLY CONCRETE.
WE UNDERSTAND IT'S TIMES OF THE DAY.
WE HAVE BEEN WORKING WITH OUR STAFF.
WE SET OUT A VERY COMPREHENSIVE FEEDBACK DOCUMENT OUT OF OUR 60 PLUS CERTIFIED STAFF.
WE HAD 45 STAFF REPLY AND PROVIDE REALLY CONSTRUCTIVE FEEDBACK.
THE FEEDBACK WAS REALLY GEARED AROUND A FEW VERY IMPORTANT THINGS JUST TO SHARE WITH THE BOARD.
REALLY, WHAT'S GONE WELL THIS YEAR? WHAT DID WE MISS? WHAT ARE SOME THINGS WE LIKE ABOUT A LONGER PERIOD AND WHAT ARE SOME THINGS WE DON'T LIKE ABOUT A LONGER PERIOD? AND I THINK EVERY ONE OF OUR STAFF GAVE VERY CANDID FEEDBACK ON THAT.
WE REALLY ARE IN A POSITION NOW AT THE HIGH SCHOOL WHERE WHEN WE THINK ABOUT THE MASTER SCHEDULE, IT IS SOMETHING THAT I BELIEVE DOES TAKE A VERY ROBUST PROCESS TO IMPLEMENT SIGNIFICANT CHANGE.
I THINK MANY MEMBERS OF THE BOARD REMEMBER WHEN WE WENT TO OUR DROP TWO SCHEDULE THAT WE CURRENTLY THAT WE HAD PRIOR TO COVID, WE SPENT ABOUT EIGHT MONTHS WITH STUDENTS AND PARENTS AND STAKEHOLDERS AND TEACHERS REALLY LANDING ON A SOLID DECISION ON THAT SCHEDULE.
THE PIVOT TO OUR CURRENT SCHEDULE WAS UNDER EXTENUATING CIRCUMSTANCES FOR A NUMBER OF REASONS.
AND I WOULD NOTE OUR CURRENT HYBRID SCHEDULE IS NOT A NOT A TRUE FOUR BY FOUR SCHEDULE.
IT IS STRUCTURALLY WITH TIMES, BUT NOT WITH MEETING KIDS JUST BECAUSE OF THE ROTATION OF DAYS.
I THINK ALAN SAID IT VERY WELL AT THE END OF THE DAY.
EVERY COURSE CONTENT AND HOW CONTENT IS DELIVERED HAS PROS AND CONS ON EVERY SCHEDULE AND WHETHER IT'S A 50 MINUTE PERIOD A 90 MINUTE PERIOD OR A 60 MINUTE PERIOD.
AND I THINK MOST OF OUR TEACHERS WOULD TELL YOU THAT'S THE TRUTH.
WE REALLY ARE TRYING TO DEVELOP A SCHEDULE GOING FORWARD THAT CAN REALLY BE A NICE COMPROMISE FOR ALL OF OUR CONTENT AREAS.
AND SO BASED OFF THE FEEDBACK WE RECEIVED, A COUPLE OF THINGS REALLY STAND OUT.
THE FIRST ONE IS TRYING TO FIND A MIDDLE GROUND, MAYBE BETWEEN A TRADITIONAL 50 AND 60 MINUTE PERIOD AND A BLOCK PERIOD.
THE SECOND ONE IS WE HAVE REALLY SEEN SIGNIFICANT PROGRESS WITH OUR VIRTUAL FRIDAYS.
THAT'S A VERY IMPORTANT PIECE THAT I WOULD LOVE THE BOARD TO CONSIDER, TO CONTINUE TO CONSIDER, IS HOW WE CAN USE THOSE FRIDAYS MAYBE IN AN ALTERNATIVE WAY OF MOVING FORWARD.
THE THIRD THING IS, AND THIS IS REALLY FOR ME IS I'M VERY INTERESTED NEXT YEAR IN INCREASING OUR TEACHING TIME.
OUR CONTRACTUAL DAY AND STILL ALLOWING FOR TIMING TO PLAN AND PREP AND PROFESSIONAL DEVELOPMENT.
I THINK COMING OUT OF THE PANDEMIC, JUST EDUCATIONALLY, I WOULD
[00:25:04]
REALLY LIKE US SEE AND REALLY TRY TO INVESTIGATE A WAY TO INCREASE OUR REQUIRED ELEVEN HUNDRED HOURS TO POTENTIALLY MORE THAN THAT.I THINK JUST MEETING THE MINIMUM GOING FORWARD IN A POST PANDEMIC ERA ISN'T GOOD ENOUGH, AND I THINK WE CAN FIND WAYS TO REALLY INCREASE TEACHING.
SO THOSE ARE VERY IMPORTANT VARIABLES THAT WILL DRIVE THE CREATION OF A SCHEDULE.
TO SORT OF END WITH AGAIN, DEPENDING ON WHAT YOU TEACH, THE MINUTE ALLOCATION FOR PERIOD IS EITHER A PRO IN TERMS OF A LONG PERIOD OR A CON.
AND SO I DO BELIEVE TO HAVE KIND OF A HEALTHY CULTURE AND A HIGH SCHOOL, YOU NEED TO FIND SOME COMPROMISES.
IT'S NOT NECESSARILY ONE OR THE OTHER, BUT SOMEWHERE IN BETWEEN.
AND THAT'S WHAT WE'RE REALLY WORKING ON RIGHT NOW WITH OUR STAFF FEEDBACK.
IS THIS POTENTIALLY SOMETHING THAT WE SHOULD DISCUSS AT THE END OF THIS MEETING AS TO AN AGENDA ITEM FOR MARCH? IF SO, STICK AROUND TO THE END OF THE MEETING.
WE'LL DISCUSS WHAT TO PUT ON OUR NEXT MEETING'S AGENDA IF THIS IS SOMETHING THAT WE NEED TO DISCUSS FURTHER.
I WOULD WELCOME THAT CHAIR GINGERY.
I THINK THAT WOULD BE IMPORTANT.
OBVIOUSLY, WITH ANY MASTER SCHEDULE REVIEW, THERE'S BUDGETARY IMPLICATIONS, THERE'S CREDIT IMPLICATIONS AND THERE'S TEACHING SECTIONS IMPLICATIONS.
AND THOSE ARE THE NUTS AND BOLTS THINGS THAT WE WOULD HAVE TO DISCUSS AT THE BOARD LEVEL, BECAUSE THOSE ARE INVESTED IN POLICY.
AND I THINK IT'S REALLY IMPORTANT TO HAVE THAT.
SO POTENTIALLY I'LL LET THOSE THE CALENDARING SORT OF LAND WITH THE BOARD, BUT I'M OPEN TO CREATE ANY INFORMATION AND PRESENT ON ANY TOPIC YOU WOULD LIKE.
AND BOARD MEMBERS, I FORGOT TO SAY THIS THE VERY BEGINNING.
I KNOW A FEW OF YOU WANTED TO, I THINK MORE THAN A FEW OF YOU WANT TO DISCUSS ITEMS THAT CAME OUT OF OUR LISTENING TOUR THE OTHER DAY.
AND I WAS GOING TO DISCUSS THOSE ITEMS UNDER D THREE OTHER REPORTS.
AND I KNOW TRUSTEE SCARLETT WAS WANTED TO DISCUSS SOME SCHEDULING ISSUES, AND I WAS GOING TO DO THAT UNDER G FOUR WHEN WE GET DOWN A LITTLE FURTHER.
I JUST THOUGHT WE COULD TALK ABOUT THOSE FURTHER DOWN.
IS THERE ANYTHING FURTHER ON THE SUPERINTENDENT'S REPORT, EITHER FROM THE SUPERINTENDENT OR DID ANY BOARD MEMBERS HAVE ANY QUESTIONS RELATED TO THE SUPERINTENDENT'S REPORT? MR. CHAIR, I HAD A QUESTION.
THIS IS ACTUALLY ON THE LEADERSHIP UPDATE AND IT KIND OF RELATES TO WHAT SCOTT WAS JUST TALKING ABOUT AS FAR AS INCREASING TEACHING HOURS.
I WAS CURIOUS IF IN THE SUMMER PROGRAMING.
IF WE'RE THINKING ABOUT EXPANDING THAT OR EXPECTING MORE STUDENTS.
BECAUSE OF THE PART TIME SCHOOL THAT THE ESPECIALLY THE MIDDLE AND HIGH SCHOOL HAS BEEN.
ALSO GOING TO REITERATE YOUR APPRECIATION.
MR. CHAIR, OF ALL THE LISTENING SESSIONS THAT HAVE BEEN GOING ON IN THE SCHOOL AT THE SCHOOL LEVEL AS WELL.
AND, MR. CHAIR, IF I MAY, I'D LIKE TO ASK DR. SWENTOSKY TO RESPOND TO THE QUESTION ABOUT SUMMER SCHOOL AS HE IS IN THE MIDST OF WORKING ON THAT AT THIS TIME.
SO, A.J., CAN YOU PROVIDE AN UPDATE? YEAH, SURE.
MR. CHAIR AND TRUSTEES, WE HAVE WE STARTED A LITTLE EARLIER THAN WE HAVE IN TYPICAL YEARS AS FAR AS PLANNING FOR SUMMER SCHOOL.
AND THAT'S REALLY AT THE K FIVE, SIX, EIGHT AND HIGH SCHOOL LEVEL.
WE AT ALL LEVELS WE'RE TALKING ABOUT AND BRAINSTORMING WAYS TO JUST REALLY EXPAND AND BE MORE INTENTIONAL WITH THE CONTENT THAT WE ARE TEACHING DURING THE SUMMERTIME.
SO OR DURING THE SUMMER WINDOW.
SO WE HAVE PLANNING MEETINGS KIND OF PLAYING OUT RIGHT NOW ON A WEEKLY BASIS, TALKING ABOUT SOME OF THOSE.
YOU KNOW, ONE THING, I DON'T WANT TO JUMP AHEAD OF OURSELVES TOO FAR, BUT WE'RE ALSO.
WE KNOW WE WANT TO GET A PLAN ORGANIZED QUICKLY BECAUSE OUR SUMMER PROGRAMING DEPENDS ON TEACHERS TEACHING DURING THE SUMMER AND KNOWING HOW CHALLENGING THIS SCHOOL YEAR IS.
IT WILL BE JUST, YOU KNOW, KIND OF INTERESTING TO SEE THE THE AVAILABILITY OF TEACHERS AND THE INTEREST IN TEACHERS TO BE ABLE TO WORK THE SUMMER PROGRAMS. BUT WE KNOW THAT IT'S A IT'S A CRUCIAL TIME TO HELP CATCH UP WITH SOME OF THE POTENTIAL LOSS THAT MAY HAVE OCCURRED.
[00:30:01]
GO AHEAD, JANINE.I YOU KNOW, CAN I JUMP BACK TO MIKE HANSON'S REPORT? I GUESS THE QUESTION I HAVE IS, YOU KNOW, I KNOW THAT WE'VE DONE IT WITH CODE OF CONDUCT, IS THERE ANY WAY FOR US TO BE ABLE TO PUSH ON SOME OF THE CLUB SPORTS TO ADOPT OUR SAME COVID PROTOCOLS FOR THEIR CLUB SPORTS? BECAUSE I TRULY BELIEVE IN MY HEART THAT THAT'S BEEN ONE OF THE CAUSAL FACTORS THAT WE'VE SEEN IN SOME OF THE OUTBREAKS.
MAYBE I'M WRONG, BUT THAT'S CERTAINLY THE ANECDOTAL DATA THAT I HAVE HEARD.
I'M NOT SURE [INAUDIBLE] ANSWER YOUR QUESTION, BUT WE CAN CERTAINLY LOOK INTO IT, I GUESS.
I MEAN, FOR EXAMPLE, IF THE REC DISTRICT IS FUNDING ANY OF THOSE SPORTS AT ALL, THERE'S CERTAINLY LEVERAGE THERE TO SAY TO THEM THAT, YOU KNOW, WE ARE NOT GOING TO ALLOW FUNDING IF THEY DON'T WANT TO ADOPT THE PROTOCOLS THAT WE PUT IN PLACE.
TRUSTEE GINGERY, THIS IS SCOTT [INAUDIBLE], TRUSTEE TESKE, I KNOW MIKE IS WORKING THE WRESTLING TOURNAMENT RIGHT NOW, SO HE MIGHT NOT BE CONNECTED AT THIS MOMENT, BUT I CAN RELAY YOUR QUESTION DIRECTLY TO HIM.
WHAT I WOULD SAY IS MANY OF THE PROTOCALS.
ARE BEING FOLLOWED, MAYBE NOT EVERY SINGLE ONE, BUT THAT IS, I WOULD SAY, INHERENT BECAUSE THE ACTIVITIES ARE GOING TO BE DIFFERENT.
IT WOULD BE DIFFICULT TO FOLLOW ALL OF THE SAME EXACT PROTOCOLS BECAUSE THE ACTIVITIES ARE DIFFERENT.
EXAMPLE, WRESTLING ISN'T USING THE EXACT SAME PROTOCOLS AS BASKETBALL OR ALPINE SKIING AND [INAUDIBLE] SKIING SIMPLY BECAUSE IT IS.
DIFFERENT ACTIVITY AND DIFFERENT PROTOCOLS WOULD BE REQUIRED.
BUT I DO BELIEVE MOST OF THEM HAVE STARTED TO ADOPT PROTOCOLS THAT WE ARE USING.
NOTABLY THE ORGANIZATION THAT HAS BEEN IN TOUCH WITH ME QUITE A BIT RECENTLY IS THE HOCKEY ORGANIZATION, AND I BELIEVE THEY'RE FOLLOWING VIRTUALLY THE SAME THINGS WE ARE DOING CURRENTLY.
IF THEY WERE PREVIOUSLY, BUT THEY ARE CURRENTLY, I BELIEVE.
OK, ANY OTHER QUESTIONS IN REGARDS TO THE SUPERINTENDENT'S REPORT? OK, SEEING NONE, WE WILL MOVE ON TO THE STUDENT SCHOOL BOARD MEMBER REPORT.
SO SOPHIA AND I ARE REALLY HAPPY TO SAY THAT WE HAVE TOURED ALL THE SCHOOLS IN
[D. Reports and Items for Discussion]
THE DISTRICT EXCEPT FOR MORAN.FOR MORAN WE SET UP A ZOOM INSTEAD.
AND WE ARE VERY HAPPY WITH ALL THE WORK THAT WE'VE SEEN TEACHERS AND CUSTODIAL STAFF TO TO MAKE SURE THAT.
RECYCLING IS DEALT WITH PROPERLY.
RIGHT NOW, SINCE THE TRAILER WAS OUT OF SERVICE THERE FOR A WHILE.
WE WERE ALSO LOOKING FOR IMPROVEMENT IN ENERGY EFFICIENCY SINCE WE WERE ASKED TO MAYBE LOOK INTO THAT AS AN ADDITIONAL PART OF OUR PROJECTS IN THE LAST MEETING.
AND WE'RE ALSO HOPING TO SCHEDULE ANOTHER MEETING WITH MEGAN JENNINGS.
SHE'S AT ENERGY CONSERVATION WORKS TO ASK FOR SOME MORE POINTERS ON THAT.
SINCE WHAT WE GATHERED AT OUR TOURS WAS JUST SOME BASELINE INFORMATION, SHE'S A LOT MORE KNOWLEDGEABLE IN THAT AREA.
SO WE WOULD LIKE TO GET HER OPINION ON SOME IMPROVEMENTS FOR THAT, TOO.
AND WE JUST WANT TO SAY THANK YOU TO ALL THE STAFF THAT WAS GIVING US THE TOURS AND STUFF.
AND WE LOVE SEEING THAT THEY'RE STILL WORKING HARD, PUTTING IN SO MUCH EFFORT IN THIS.
I MEAN, JUST WEIRD TIMES AND JUST KEEP UP THE GOOD WORK, GUYS.
WE CANNOT THANK THE STAFF ENOUGH, THOSE TOURS WERE SO BENEFICIAL.
TO EVERYONE INVOLVED, AND NOW THAT THE TRAILER IS BACK IN BUSINESS, THANK GOODNESS WE ARE COLLECTING RECYCLING FROM ALL THE SCHOOLS ON A ROTATING SCHEDULE AND THE HIGH SCHOOL'S SPECIFIC TRAILER HAS BEEN RETURNED AS WELL.
SO THE EFFORTS IN THE HIGH SCHOOL ARE DONE BY STUDENT FOR SUSTAINABILITY.
CAN ALSO GET UNDERWAY, WHICH IS REALLY GOOD TO HEAR.
WE'VE BEEN WAITING FOR SO LONG FOR THIS TO HAPPEN.
AND SO THEN OUR NEXT STEPS WILL DEFINITELY BE OUTREACH, TRYING TO GET THE MESSAGE ACROSS TO THE KIDS OF THE OLDER AGES AS THEY PROGRESS ON THROUGH THE SCHOOLS.
THING TO STOP AND GET AT A STANDSTILL.
WE WANT THEM TO CARRY ON THESE GOOD HABITS THAT THEY'VE LEARNED FROM KINDERGARTEN UP TO FIFTH GRADE, UP TO EIGHTH GRADE THEN ONTO THE HIGH SCHOOL AS
[00:35:02]
WELL, WHICH WOULD BE REALLY BENEFICIAL FOR EVERYONE INVOLVED AS WELL.AND WE WILL DEFINITELY START LOOKING INTO GRANTS AND GETTING THE NECESSARY RESOURCES THAT EACH SPECIFIC SCHOOL WOULD REQUIRE AND THEN LOOKING AS [INAUDIBLE] SAID INTO ENERGY EFFICIENCY AND EVEN COMPOST COLLECTION IN THE NEAR FUTURE.
SO THANK YOU SO MUCH, MR. CHAIR AND BOARD TRUSTEES.
ANY QUESTIONS FROM ANY BOARD MEMBER? MR. CHAIR, SOPHIA AND JOSH, I WAS APPROACHED BY A STAFF MEMBER WHO WAS DELIGHTED WITH THE COMPOSTABLE.
FOOD CONTAINERS THAT WE'RE NOW USING.
BUT MENTIONED THAT WE WERE PUTTING THEM WHEN WE GATHERED THEM UP INTO PLASTIC BAGS.
AND SHE WAS CONCERNED ABOUT, YOU KNOW, IN A PLASTIC BAG LASTING FOREVER IN THE COMPOST, THAT GOES INSIDE, NEVER SEEING THE LIGHT OF DAY, SO TO SPEAK.
SO MAYBE THAT'S SOMETHING YOU GUYS CAN CONSIDER.
I WAS THINKING THAT IN THE FALL, YOU KNOW, THE.
I DON'T KNOW WHAT AGENCY OF THE COUNTY DOES IT, BUT THEY OFFER FREE LAWN COLLECTION, YOU KNOW, LEAF COLLECTION BAGS IN THERE AND THEIR BAGS, THEY'RE PAPER BAGS.
AND MAYBE THE COUNTY COULD ORDER SOME OF THOSE FOR US SO THAT WE'RE NOT USING THE PLASTIC BAGS.
SO IT'S JUST SOMETHING TO THINK ABOUT, ESPECIALLY WHEN YOU'RE TALKING ABOUT COMPOSTING, BECAUSE I THINK THEY CAN COMPOST ALL OF THAT EVENTUALLY.
DEFINITELY TRUSTEE MEAD, IF YOU DON'T MIND.
TO GO INTO COMPOSTING, THERE'D BE A WHOLE SEPARATE BIN FOR ALL THAT ANYWAY.
[INAUDIBLE] EVEN HAVE TO TO BOTHER.
THAT'S A GREAT IDEA WITH THE BAGS AND THE COMPOST.
BUT IF WE WERE ABLE TO GET IN TOUCH WITH THE RECYCLING CENTER, WHO IS HOPEFULLY GOING TO PUBLISH THIS, YOU KNOW, THIS COLLECTION [INAUDIBLE].
I THINK THAT'S THE BEST WAY TO ATTACK IT, IF I'M HONEST.
YEAH, WELL, YOU KNOW, SOME OF THE OUTLYING SCHOOLS DON'T HAVE THE BINS AVAILABLE AND THAT THEY'RE THE ONES THAT WERE CONCERNED ABOUT USING THE PLASTIC BAGS FOR GATHERING UP SO.
BUT THANK YOU VERY MUCH AS YOU GUYS ARE DOING.
ANY OTHER QUESTIONS FOR JOSH OR SOPHIA? OK, THANK YOU.
WE WILL MOVE ON TO FISCAL MANAGEMENT COMMITTEE.
TURN IT OVER TO TRUSTEE TESKE.
I WILL TURN IT OVER TO KRISTEN.
THANK YOU, MR. CHAIR, AND THANK YOU, TRUSTEE TESKE.
FINANCE COMMITTEE DID MEET THIS MONTH, AND WE TALKED THROUGH WHAT WAS CURRENTLY PROPOSED UNDER THE LEGISLATIVE BILLS, AS WELL AS THE COMPENSATION PACKAGE AND BUDGET PREPARATION FOR THE MARCH 24TH WORKSHOP.
WE DO NOT HAVE A BUDGET UPDATE FOR YOU THIS MONTH BECAUSE WE'RE STILL IN THE PROCESS OF MIGRATING THE HISTORICAL DATA FROM OUR OLD ACCOUNTING SYSTEM TO THE NEW.
THAT PROCESS IS GOING VERY WELL.
OBVIOUSLY, THE PRIORITY WAS GETTING PAYROLL OFF THE GROUND AND PURCHASING UNDER WAY IN THE NEW SYSTEM BEFORE WE CAN.
GO BACK AND DOUBLE CHECK EVERYTHING.
SO WE HOPE TO HAVE A NEW FORMAT FOR THE BUDGET UPDATE FOR YOU IN MARCH.
AND WE WILL POST BOTH THE JANUARY AND FEBRUARY UPDATE.
TRUSTEE TESKE, DO YOU HAVE ANYTHING ELSE? I DO NOT, MR. CHAIR, RIGHT NOW, AS WE PROBABLY ALL KNOW, WE DON'T REALLY KNOW VERY MUCH ABOUT WHAT'S GOING TO COME DOWN FROM THE STATE, SO.
TRUSTEE [INAUDIBLE] ZUNG, DID YOU GUYS HAVE ANYTHING ELSE TO ADD FROM YOUR COMMITTEE? I WOULD JUST ADD.
CHAIRMAN GINGERY, WE'RE IN A HOLDING PATTERN WITH THE BUDGET REDUCTIONS.
I THINK OUR FIRST ASSUMPTIONS.
WE'VE DONE THE BEST WE CAN TO ACCOUNT FOR THOSE.
AND WHO KNOWS? THAT IT'S GOING TO TAKE SOME.
REAL SPECIAL AND LONG WORK TO MAKE SURE THAT WE ABSORB THOSE CORRECTLY.
TRUSTEE ZUNG, DID YOU HAVE ANYTHING TO ADD? I DON'T HAVE ANYTHING TO ADD, THANKS.
WE WILL MOVE ON TO D THREE OTHER REPORTS AND I THINK THIS WOULD BE A GOOD PLACE TO DISCUSS.
WE HAD SOME EXCELLENT LISTENING.
FIRST OF OUR STAFF, WE DID ALL THE DIFFERENT LEVELS, ALL DIFFERENT GRADE LEVELS.
WE DID SPECIALS, WE DID THE DISTRICT OFFICE.
WE DID FOOD SERVICE AND FACILITIES, TRANSPORTATION.
[00:40:03]
I THINK WE HIT EVERYBODY AND SOME DIFFERENT IDEAS AND THOUGHTS CAME OUT.I THOUGHT IT WAS GREAT HOW MANY CELEBRATIONS WERE SHARED WITH US, ALL THE GREAT THINGS THAT ARE HAPPENING THIS YEAR.
BUT THERE WERE ALSO SOME CHALLENGES THAT WERE SHARED WITH US.
AND I WOULD JUST OPEN IT UP TO ANY BOARD MEMBER.
WANTED TO DISCUSS ANY OF THOSE.
I SAW TRUSTEE MEAD, YYOU HAD AN EMAIL EARLIER THIS WEEK.
IF YOU WANT TO DISCUSS ANY OF THE PARTICULARS FROM THE LISTENING TOURS? YEAH, TRUSTEE OR CHAIR GINGERY, YOU KNOW, ONE OF THE THINGS THAT I WAS CONCERNED ABOUT.
AND THAT WE HEARD FROM VARIOUS STAFF MEMBERS WAS THE NUMBER OF ASSESSMENTS THAT ARE OCCURRING THIS YEAR.
SUPERINTENDENT CHAPMAN FORWARDED TO US AND I'M SURE YOU'VE ALL READ A DOCUMENT WHICH BASICALLY OUTLINES ALL OF THOSE VARIOUS ASSESSMENTS THAT ARE GOING ON RIGHT NOW.
YOU KNOW, IT KIND OF SEEMS IN EDUCATION THAT THE PENDULUM SWINGS FROM ONE SIDE TO THE OTHER.
FIRST, THERE WEREN'T ENOUGH ASSESSMENTS SO THAT THERE IS NO DATA AVAILABLE.
HAVE GONE INTO A PERIOD WHICH I'M SURE WILL COME OUT OF IN A COUPLE OF YEARS OF THE PENDULUM GOING IN FAVOR OF A LOT OF ASSESSMENTS.
AND, YOU KNOW, SUPERINTENDENT CHAPMAN WISELY POINTED OUT THAT WE HAVE SOME NEW CURRICULUM.
BUT I THINK ONE OF THE THINGS THAT WE HAVE TO BE CONCERNED ABOUT IS THE ABILITY OF OUR STAFF THAT ARE PRETTY EXHAUSTED AS IT STANDS TO BE ASSESSING KIDS.
I WAS TROUBLED BY THE KINDERGARTEN TEACHERS WHO SAID THAT THEY'RE DOING RELATIVELY LONG ASSESSMENTS WITH KINDERGARTEN CHILDREN.
I UNDERSTAND I'M A BIG PROMOTER OF SUCCESS 22 THAT EVERY KID SHOULD BE ABLE TO READ, BUT IF THEY CAN'T REALLY DO THE ASSESSMENT AS KINDERGARTNERS, I IT SEEMS LIKE TIME THAT WE COULD BE WORKING ON SUBSTANCE RATHER THAN ASSESSING.
SO I HOPE THAT SUPERINTENDENT CHAPMAN CAN.
TAKE A LOOK AT THAT AND MAKE SURE THAT WE HAVE A GOOD BALANCE OF ASSESSMENTS.
OF COURSE, WE WANT TO KNOW WHAT OUR KIDS KNOW, BUT IT SEEMS TO ME THAT SEEMS TO ME THAT [INAUDIBLE] A BIG CONCERN.
ESPECIALLY THIS YEAR WHEN OUR STAFF IS PRETTY HEAVILY TAXED WITH WHAT THEY'RE DOING ANYWAY.
SUPERINTENDENT CHAPMAN WANTS TO COMMENT ON IT OR WHAT? THANKS, CHAIR GINGERY.
TRUSTEE MEAD FOR THE QUESTION AS A CONCERN, AND OUR EDUCATIONAL SERVICES USING THE WORD DEPARTMENT IS USING THE TERM LOOSELY BECAUSE THERE ARE SO FEW PEOPLE IN A DEPARTMENT, BUT THEY ARE WORKING VERY CLOSELY WITH OUR STAFF.
THE PRINCIPALS HAVE BEEN HIGHLY ENGAGED IN THIS PROCESS AS WELL.
SO WE'RE GOING TO CONTINUE TO WORK TOGETHER TO RESOLVE SOME OF THE CONCERNS WITHOUT COMPROMISING THE WHY, WHY WE'RE DOING THIS, WHY WE THINK IT'S IMPORTANT AND HOW THE DATA WILL BE USED.
WE UNDERSTAND TWO STEPS FORWARD.
AND SOMETIMES WE ARE A LITTLE AMBITIOUS WITH OUR GOALS, AND THAT DEFINITELY COULD BE THE CASE IN THIS SITUATION, IT'S DIFFICULT TO.
SLOW DOWN MUCH, BUT WE ARE DOING THAT.
AND THE EDUCATIONAL SERVICES TEAM IS WORKING REALLY CLOSELY WITH TEACHERS AND INSTRUCTIONAL COACHES, WHICH ARE A PART OF THE EDUCATIONAL SERVICES TEAM AND PRINCIPALS TO COME UP WITH NEXT STEPS AND RECOGNIZE THAT FOLKS ARE TIRED.
AND THIS WAS PROBABLY TOO AMBITIOUS TO TAKE ON THIS YEAR.
AND I KNOW THAT WE'LL COME UP WITH A GOOD SOLUTION SO THAT WE CAN MOVE FORWARD AND HONOR THE CONCERNS OF OUR STAFF.
[00:45:01]
I THINK THE OTHER THING THAT'S IMPORTANT TO REMEMBER IS IT DOES FEEL LIKE WE'RE TESTING A LOT BECAUSE WE HAVE ONE DAY OF FACE TO FACE INSTRUCTION WITH KIDS.AND SO THAT IS IT'S REALLY IMPORTANT TO TAKE A LOOK AT AS WELL THAT IT DOES NOT DISCOUNT THE CONCERNS THAT WAS SHARED.
AND I'M GLAD THAT WE ALL HAVE THE OPPORTUNITY TO HEAR DIRECTLY FROM THE TEACHERS AND ALSO FOR EDUCATIONAL SERVICES TEAM TO TAKE A LOOK AT THAT.
SO, MR. CHAIR, MAY I ASK [INAUDIBLE].
SO TO FOLLOW ON TO KATE'S LINE OF QUESTIONING, ARE THESE FORMATIVE ASSESSMENTS THAT WE HAVE SELECTED TO DO OURSELVES OR ARE THEY SOMETHING THAT WDE HAS SUGGESTED THAT WE DO? IT'S IMPORTANT THAT WE HAVE COMMON ASSESSMENTS ACROSS OUR GRADE LEVELS.
SO IT'S AN IMPORTANT PART OF THE MAKING SURE THE WRITTEN, TAUGHT AND TESTED CURRICULA ARE IN ALIGNMENT.
SO IT'S NOT NECESSARILY REQUIRED BY WDE, BUT IT'S A GOOD PRACTICE AND WE DO HAVE A GOOD INTERIM ASSESSMENTS FROM WDE.
BUT THE COMMON ASSESSMENTS THAT WE'RE DOING ARE DIRECTLY RELATED TO OUR TEACHING, THE UNITS THAT OUR STAFF ARE WORKING ON AND THROUGH THE PROFESSIONAL LEARNING COMMUNITIES.
SO IT'S GOOD PRACTICE AND IT'S SOMETHING THAT OUR TEACHERS HAVE BEEN DOING ALL ALONG.
ESPECIALLY WHEN YOU ADD TO THE FACT THAT WE ADOPTED AN ENGLISH LANGUAGE ARTS RESOURCE THIS YEAR.
I WOULD JUST AS A SIDEBAR, THEY'RE THE SAME ASSESSMENTS WE'VE BEEN USING.
OUR TEACHERS HAVE SAID, OH, YOU KNOW, I DON'T REALLY LIKE THIS QUESTION.
AND SO THAT'S WHERE WE HEARD CONCERNS ABOUT THE ASSESSMENTS AREN'T ACCURATE.
IT'S BECAUSE THE ASSESSMENTS HAVE BEEN TWEAKED OVER TIME AND WE JUST HAVEN'T BEEN ABLE TO CATCH UP WITH THAT AND PUT IT IN THE ELECTRONIC SYSTEM, I BELIEVE STRONGLY THAT WHEN WE WORK THROUGH THESE KINKS AND THEY ARE I'M NOT MINIMIZING THAT THEY ARE I CAN UNDERSTAND WHY THEY'RE FRUSTRATING FOR TEACHERS AND WHY THEY'RE FRUSTRATING FOR STUDENTS.
BUT WHEN WE WORK THROUGH THESE KINKS, THIS IS GOING TO BE A SYSTEM THAT'S GOING TO BE V ERY SOLID FOR OUR DISTRICT.
BECAUSE IT ENABLES US TO VERY QUICKLY ASSESS HOW OUR STUDENTS DOING AND WHAT DO THEY NEED NEXT IN ORDER TO REACH OUR GOALS.
SO ONCE WE GET THERE, IT'S GOING TO BE REALLY GOOD, BUT IT'S KIND OF UGLY RIGHT NOW.
BEFORE WE MOVE ON TO OTHER ITEMS FROM THE LISTENING TOUR, DID ANY BOARD MEMBERS HAVE ANY OTHER THOUGHTS ON THE ASSESSMENT ISSUE? I'LL THROW IN MY TWO CENTS, IT SOUNDS LIKE THE ISSUE ISN'T MAPS OR BILLS OR TOPS OR ANY OF THOSE, IT'S THIS IT'S THIS PROGRAM PERFORMANCE MATTERS.
I KNOW INSTRUCTIONAL COACHES IN THE DISTRICT OFFICE LOVE DATA, BUT THIS IS THE TIME OF YEAR WE NEED TO BE WORKING ON INSTRUCTION.
SO I WOULD REALLY URGE THE INSTRUCTIONAL COACHES AND A.J.
SORT OF CURTAIL ON THE, ESPECIALLY ON THESE PRE ASSESSMENTS, THE PRE ASSESSMENTS AREN'T MAKING ANY SENSE TO ANYBODY.
IT'S JUST, YOU KNOW, WE HEARD THE TESTIMONY, TESTIMONY WAS THAT A LOT OF THIS IS JUST A BIG WASTE OF TIME AND WE NEED TO GET TO INSTRUCTION ON OUR CHILDREN AND NOT BE TESTING THEM.
MY TWO CENTS IS THAT PERFORMANCE MATTERS IS A REAL PROBLEM AND WE NEED TO FIX IT.
AND I TRUST THE DISTRICT OFFICE TO DO IT, BUT.
MAYBE YOU WAIT TILL NEXT FALL TO FULLY START IMPLEMENTING WITH US.
IN THE MIDDLE OF A PANDEMIC IS NOT THE TIME TO GET ALL GUNG HO ABOUT DATA.
ON THE OTHER PARTS OF THE LISTENING TOUR WAS EASING UP ON FRIDAYS, WHICH SEEMS TO BE A LOT GOING ON ON FRIDAYS.
WERE THERE ANY THOUGHTS AROUND SUPERINTENDENT ON THE MEANS BY WHICH TO EASE UP ON THE FRIDAYS? THANK YOU, CHAIR GINGERY, TRUSTEES.
I THINK THE FEEDBACK THAT YOU HEARD ON FRIDAYS.
IT'S A CHALLENGE FOR US BECAUSE OF THE WAY WE'RE POTTED RIGHT NOW, AS YOU KNOW.
THE TEACHERS ARE SPENDING THE ENTIRE TIME WITH THE STUDENTS AND SO THEY DON'T
[00:50:02]
HAVE ADEQUATE PLANNING AND PREPARATION TIME.SO IN ORDER TO GET THE TEACHERS, THE PLANNING AND PREPARATION TIME, WE DON'T HAVE STUDENTS FACE TO FACE ON FRIDAYS.
THE TEACHERS START WITH A HOUR VIRTUAL CLASS MEETING, WHICH IS REALLY IMPORTANT.
AND WE HEARD THAT FROM THE PARENTS THAT PARTICIPATED IN THE LISTENING TOUR.
AND THEN THE STUDENTS ARE NOT FACE TO FACE.
HOWEVER, WE HAVE TWO HUNDRED SPACES THAT HAVE BEEN SPONSORED THROUGH THE SYSTEM OF ED AND AND ABOUT 30 COMMUNITY PARTNERS TO COME IN AND PROVIDE ENRICHING CONTENT AND SUPERVISION FOR TWO HUNDRED ELEMENTARY KIDS.
SOME OF THOSE ARE DISTRICT STAFF CHILDREN, AND SOME OF THEM ARE CHILDREN OF FAMILIES THAT NEED TO WORK ON FRIDAYS AND THEY NEED A SAFE PLACE TO SEND THEIR KIDS.
SO IT'S BASICALLY A CREST, A CREST FRIDAY.
AND WHAT A CREST FRIDAY IS, IS ENRICHING ACTIVITIES THAT ARE BROUGHT IN BY COMMUNITY PARTNERS.
BUT WE NEED STAFF TO SUPERVISE THOSE KIDS.
AND SO THE STAFF THAT SUPERVISE THE KIDS ARE THE PARAPROFESSIONALS.
AND THE PARAPROFESSIONALS ARE ASSIGNED SOMEWHERE BETWEEN 10 AND 15 STUDENTS.
AT THE JACKSON ELEMENTARY, COLTER, MUNGER AND WILSON.
AND SO IT'S THE PARENTS THAT WORK IN THOSE BUILDINGS WORKING WITH THE KIDS THAT THEY KNOW AND ARE ACCUSTOMED.
I UNDERSTAND FROM THE PARENTS THEIR FRUSTRATION AND THAT IT'S A HECTIC DAY FOR THEM.
SO I COMPLETELY UNDERSTAND THAT AS WELL.
AND, YOU KNOW, WE HAD A SYSTEMS OF ED MEETING TODAY THAT I THOUGHT WAS REALLY IMPACTFUL.
AND YOU HAVE SOME OF THE COMMENTS ARE THIS IS SUCH A GREAT DAY FOR MY CHILD.
IT'S ENRICHING, IT'S EXCITING, AND IT'S A SAFE PLACE FOR OUR KIDS.
SO WE'RE A LITTLE BIT STUCK ON HOW TO RESOLVE THAT.
YOU KNOW, WE CONSIDERED HIRING ADDITIONAL PARAS.
BUT PROBABLY NOT ENOUGH TO COVER THE ALL DAY FRIDAY.
THE ALTERNATIVES COULD BE WE DON'T OFFER ANY KIND OF CARE OR SUPERVISION ON FRIDAYS AS LONG AS WE'RE STILL IN THIS HYBRID MODEL.
AND SO WE DON'T OFFER CREST FRIDAYS.
SO THAT'S AN OPTION OR ANOTHER OPTION IS TO, YOU KNOW, KEEP THE STAFF COMING TO WORK ON FRIDAYS, BUT ALLOWING THEIR CHILDREN TO COME.
BUT THAT DOES NOT HELP THE COMMUNITY FOLKS.
SO, YOU KNOW, WE'RE A LITTLE BIT STUCK ON WHAT POTENTIAL OPTIONS ARE.
WE ARE NOT DOING CREST ON A FEW FRIDAYS COMING UP, AND ONE OF THEM IS FEBRUARY 12TH.
WE WILL NOT BE DOING CREST ON THAT DAY.
SO WE ARE WE ARE TRYING TO CANCEL AND NOT HAVE SOME.
BUT I RECOGNIZE THAT STILL THE STRESS ON THE PARAPROFESSIONALS IS INTENSE.
CERTAINLY OPEN TO FEEDBACK AND IDEAS AND SUGGESTIONS FROM OUR TRUSTEES.
IF ANYONE HAS ANY THOUGHTS ON THE FRIDAYS ISSUES? MR. CHAIR? GO AHEAD.
ONE OF THE THINGS WE'RE HEARING, SUPERINTENDENT CHAPMAN, AS YOU'RE AWARE, WAS THAT SOME OF THE NONPROFIT FOLKS WERE JUST JUMPING OFF A BOX OF STUFF FOR THE PARAS TO DO.
WHO'S IN CHARGE OF THE NONPROFITS TO MAKE SURE THAT THEY'RE REALLY FOLLOWING THROUGH WITH WHATEVER COMMITMENTS THEY'VE MADE? MAYBE THEY HAVEN'T MADE A COMMITMENT.
BUT, YOU KNOW, CREST DAYS, ABSOLUTELY LOVE CREST DAYS.
BUT IF NONPROFITS ARE JUST DUMPING STUFF OFF.
BECAUSE PEOPLE ARE AFRAID OF GETTING COVID FROM BEING IN THE SCHOOLS, I DON'T THINK THAT'S VERY HELPFUL.
YOU KNOW, TO ANYBODY, CREST DAYS HAVE BEEN SUCCESSFUL BECAUSE WE'VE HAD REALLY GREAT BUY IN FROM COMMUNITY PARTNERS.
BUT I YOU KNOW, IN SOME WAYS YOU HAVE TO.
COMMUNITY PARTNERS ARE VOLUNTEERS AND MAYBE THEY ARE UNFORTUNATELY WORRIED ABOUT COVID AND YOU CAN'T BLAME THEM FOR THAT.
SO IF THAT'S A PROBLEM, YOU KNOW, SOMEBODY HAS TO BE IN CHARGE OF THE NONPROFITS TO MAKE SURE THEY'RE REALLY THEY'RE REALLY FOLLOWING THROUGH.
THANK YOU CHAIR GINGERY, TRUSTEE MEAD.
I DON'T DISAGREE WITH YOU AND I THAT WAS THE FIRST I HAD HEARD OF THAT.
[00:55:04]
SO I WILL SEE DR. SWENTOSKY DOES OVERSEE THE PROGRAM AND I WILL SEE IF HE HAS ANY UPDATE OR.THOUGHTS ABOUT IT OR IF THAT'S SOMETHING.
THAT HE AND I WILL DISCUSS LATER.
[INAUDIBLE] SOMETHING TO ADD? YEAH, MR. CHAIR, TRUSTEE MEAD, IT THAT SO THAT SCENARIO, WELL, SO IT HAPPENS, IT HAS HAPPENED AND HAPPENS IT BUT IT'S ALSO NOT THE NORM BY ANY MEANS.
I THINK WHAT'S REALLY TOUGH ON THESE FRIDAYS.
IS IT'S PART OF THE REASON WHY WE HAVE A LIMITED CAPACITY.
WE HAVE A TOTAL OF APPROXIMATELY OUR TOTAL TOTAL OF ABOUT 200 SEATS AVAILABLE ACROSS ALL FOUR SCHOOLS.
AND IN AN INSTANT WHERE JUST IF ONE COMMUNITY PARTNER.
CALLS OFF LAST MINUTE OR GETS A QUARANTINE ORDER OR WHATEVER.
YOU KNOW, ANY NUMBER OF ISSUES THAT DOES AND I THINK THAT'S WHAT WE HEARD FROM THE PARAS, IS THAT DOES PUT THEM IN A TOUGHER SPOT BECAUSE IT'S NOW WE GOT THREE HOURS TO HURRY UP AND MAKE AN ADJUSTMENT RIGHT THERE.
SO WHILE THAT'S CERTAINLY NOT THE.
THE SITUATIONS DO PLAY OUT FROM TIME TO TIME.
THIS IS TRUSTEE CARLIN, I HAD A QUESTION FOR AJ AND I WAS GOING TO I WAS GOING TO DO A LITTLE BIT OF A REPORT FROM THE SYSTEMS OF EDUCATION MEETING.
BUT WHEN I WAS LISTENING THIS MORNING, IT SOUNDED LIKE THERE WERE KEY COMMUNITY PARTNERS THAT WERE ATTACHED TO EACH ELEMENTARY SCHOOL SO THAT THERE WAS SORT OF A LEAD ORGANIZATION.
IS THAT DID I HEAR THAT CORRECTLY? YEAH, MR. CHAIR.
SO THE ORGANIZATIONAL STRUCTURE THAT WE HAVE IS PARKS AND REC TAKES THE POINT AT JACKSON ELEMENTARY, COUGAR FUND TAKES THE POINT AT WILSON, TETON SCIENCE SCHOOL TAKES THE POINT AT MUNGER AND CHILDREN'S MEETING TAKES THE POINT AT COLTER.
SO EACH OF THOSE PROGRAMS SERVE AND IT'S ACTUALLY A GREAT STRUCTURE.
THAT'S WHAT CAME UP TODAY AT SYSTEMS OF ED.
EVEN THINKING ABOUT LONG TERM IS THEY KIND OF ARE POINTS FOR THOSE BUILDINGS AND THEN THEY WORK WITH THE OTHER COMMUNITY PARTNERS TO KIND OF BUILD OUT THE PROGRAMING EACH AND EVERY FRIDAY.
SO THOSE ARE OUR KEY PARTNERS THERE THAT DO A LOT OF GREAT ORGANIZATION AT THE BUILDINGS EACH DAY.
ANY OTHER BOARD MEMBERS HAVE ANY THOUGHTS ON THIS ISSUE AS TO THE FRIDAYS? I HAD A FEW JUST ONE OF MY CONCERNS WAS THERE WAS CONVERSATION THAT SOME OF THESE PARTNERS ARE NOT AWARE OF WHAT IS AGE APPROPRIATE.
AND I GET THAT A LOT OF TIMES WHEN YOU'RE DEALING WITH NONPROFITS THAT DON'T ALWAYS DEAL WITH CHILDREN ON A REGULAR BASIS, THEY MAY NOT UNDERSTAND.
MAYBE WE COULD HAVE SOME CONVERSATIONS WITH THEM TO MAKE SURE THAT THEY'RE BRINGING IN AGE APPROPRIATE ACTIVITIES FOR THOSE PARENTS TO DO WITH THE CHILDREN AND THAT MORE PARTNERSHIP.
IT SOUNDED LIKE, YOU KNOW, THE PARTNERS JUST DROP STUFF OFF AND THEN THE PARAS ARE EXPECTED TO DO ALL OF THIS INSTRUCTION.
THE OTHER PART THAT CONCERNED ME WAS DOING SOME TYPE OF TRAINING FOR THE PARAS THAT THEY KNOW.
IT SOUNDS LIKE THEY'RE HELPING THE CHILDREN WITH A LOT OF THEIR HOMEWORK AND THEY DON'T KNOW THE PLATFORMS. THEY'RE USING A MYRIAD OF DIFFERENT PLATFORMS. AND I GUESS THE THIRD CONCERN I HAD WAS IT WAS REITERATED MULTIPLE TIMES THAT WE DO REALLY GOOD ON MONDAY THROUGH THURSDAY WITH ALL OUR COVID PROTOCOLS.
AND THEN ON FRIDAYS, WE DON'T SEEM TO FOLLOW THE PROTOCOLS BOTH FOR CHILDREN AND FOR TEACHERS AND STAFF.
IF WE COULD SOMEHOW WORK ON THAT FOR FRIDAYS THAT WE'RE ACTUALLY FOLLOWING THE PROTOCOLS, THAT WOULD BE NICE IF WE COULD FIND THEM.
SOUNDED LIKE THEY WERE HAVING TROUBLE IN SOME OF THESE SCHOOLS, FINDING THEM A DEDICATED ROOM THAT WOULD ALSO BE NICE.
AND THE OTHER PART I JUST WANTED TO MENTION WHEN I SAID IT WAS FINE, WE JUMPED INTO IT.
WHEN I SAID EASE UP ON FRIDAYS, THAT WAS SORT OF A DIFFERENT ISSUE.
THAT I THOUGHT WE HAD GIVEN INSTRUCTION TO THE ADMINISTRATORS TO NOT TRY TO PUT SO MUCH ON THE FRIDAYS.
I GET THAT THE ADMINISTRATORS WANT TO DO A LOT, BUT MAYBE CONCENTRATE AGAIN.
TO KEEP PUSHING THAT WE CONCENTRATE ON INSTRUCTION.
I GET THAT EVERYBODY HAS SOME EXTRA TIME NOW AND SO THEY'RE TRYING TO DO SOME OTHER STUFF BUT IF WE COULD JUST LET THE TEACHERS RELAX A LITTLE BIT ON FRIDAYS,
[01:00:06]
REGROUP, GIVE THEM SOME TIME AND NOT BE FORCING THE TEACHERS INTO.SO MANY OF THESE EXTRA THINGS THAT THE DISTRICT OFFICE WANTS TO GET DONE OR THE ADMINISTRATORS WANT TO GET DONE AND JUST GIVE THEM SOME SPACE AND LET THEM CONCENTRATE ON INSTRUCTION.
THIS IS TOUGH FOR EVERYBODY AND IT'S STRESSFUL.
THAT WAS THE MESSAGE I GOT OVERWHELMINGLY, THAT WE NEED TO GIVE THEM SOME SPACE ON FRIDAYS AND NOT OVERLOAD THEM ON FRIDAYS.
IS THERE ANYTHING ELSE THAT [INAUDIBLE] HAD ON THE LISTENING TOUR? SEEING NONE, LET'S MOVE ON.
SORRY I THOUGHT SOMEONE ELSE IS GOING TO START TALKING.
SO I WAS GOING TO LET THEM BUT MR. CHAIR, I HAD A THIS ISN'T A SPECIFIC TOPIC THAT CAME UP DURING THE LISTENING TOUR.
BUT JUST THE GENERAL MY CONCERN WITH.
I LOVE, I LOVE THE LISTENING TOUR.
I THOUGHT IT WAS GREAT AND WHAT I'M CONCERNED ABOUT IS THAT WE HEARD LIKE WE JUST TALK ABOUT TWO DIFFERENT TOPICS THAT.
THE BOARD OF TRUSTEES WAS MADE AWARE OF THROUGH THE LISTENING TOUR.
AND MY QUESTION IS, IS THAT OR MAYBE MY STATEMENT IS THAT OR CONCERN IS THAT WE IT TOOK THE LISTENING TOUR TO BRING THESE ITEMS UP TO US.
AND I WANT TO MAKE SURE THAT OUR TEACHERS ARE HEARD NOT, YOU KNOW, THROUGHOUT THE YEAR AND NOT JUST FOR THIS ONE TIME.
AND SO I GUESS, I JUST I DON'T KNOW, FOR A FUTURE BOARD MEETING OR WHATEVER, BUT, YOU KNOW, HOW CAN WE MAKE SURE THAT OUR TEACHERS ARE HEARD AND ARE TAKING CARE OF I MEAN, THEY'RE THE BACKBONE OF OUR EDUCATION SYSTEM.
OF COURSE, THEY'RE FRONT LINE.
AND I DON'T KNOW IF THAT MEANS HAVING A TCA REPORT ADDED TO THE DISTRICT LEADERS REPORT.
IT WAS JUST SOMETHING THAT, YOU KNOW YOU KNOW, IT SOUNDS LIKE SOME OF THESE CONCERNS THE DISTRICT LEADERS WERE AWARE OF AND SOME NOT.
THAT'S JUST MY COMMENT AND THOUGHTS.
I'D BE INTERESTED TO HEAR WHAT OTHER PEOPLE THINK ABOUT THAT, BECAUSE I KNOW WE HAVE THE CHAIN OF COMMUNICATION.
AND I DON'T WANT TO CIRCUMVENT THAT.
BUT IF THERE'S A WAY THAT WE CAN [INAUDIBLE] THAT WOULD BE GREAT.
SO TO ME, JENNIFER, THERE'S TWO THINGS THAT NEED TO HAPPEN AS NUMBER ONE IS YOU HAVE THE SUPERINTENDENT'S ADVISORY COUNCIL, WHICH SHOULD BE BRINGING SOME OF THIS STUFF FORWARD.
SECONDLY, I WOULD HOPE THAT THESE FOLKS ARE TALKING TO THEIR ADMINISTRATORS AND THEIR ADMINISTRATORS.
ARE INDEED THEM TALKING TO GILLIAN.
BECAUSE IT SHOULDN'T BE NECESSARY FOR US TO HAVE LISTENING TOURS FOR THE STUFF TO GET FLUSHED OUT.
THERE SHOULD BE ANOTHER CHAIN OF COMMAND THAT THROUGH THE CHAIN OF COMMAND THAT THEY SHOULD BE ABLE TO OFFER THAT FEEDBACK AND TRY AND GET SOME RESOLUTION.
I ALSO THINK THE REAL POSITIVE PART WAS YOU KNOW WE LISTENED TO HOURS AND HOURS OF INPUT AND OUT OF HOURS, WE REALLY CAME UP WITH TWO MAJOR ITEMS, WHICH AREN'T THAT MANY.
THERE WERE SO MANY CELEBRATIONS THAT CAME OUT OF THE LISTENING TOUR AND NOT JUST CHALLENGES AND THESE CHALLENGES CAME UP.
AND, YOU KNOW, I THINK PART OF THE REASON IS JUST COVID MAKES IT MORE DIFFICULT FOR PEOPLE TO COMMUNICATE.
SO I THINK THE LISTENING TOUR WAS UNIQUE.
I THINK I THINK TRUSTEE TESKE IS TOTALLY CORRECT.
I THINK WE HAVE A GOOD SYSTEM ON HOW WE DO THINGS.
BUT I THINK THERE WAS SOME UNIQUENESS IN THE LISTENING TOUR WAS NEEDED SIMPLY BECAUSE IT GETS DIFFICULTY WITH THE COMMUNICATIONS DURING COVID.
IF THERE'S NOTHING FURTHER ON THE LISTENING TOUR, [INAUDIBLE] MR. CHAIR, JOHN, THERE WAS YOU KNOW, WE HAVE A TCA MEMBER.
WHO COMES OR THE TCA DIRECTOR WHO COMES TO OUR MEETINGS OFTEN AND WE OFTEN GET REPORTS FROM THEM.
I THINK IT WOULD BE GREAT IF WE WOULD URGE WHOMEVER'S IN CHARGE NOW TO [INAUDIBLE].
TO COMMUNICATE IF IT'S IF THERE'S NOTHING GOING ON, JUST SAY THERE'S NOTHING GOING ON.
IF THEY HAVE SOMETHING THEY WANT TO BRING TO US, IT'S NICE.
NICE TO HAVE THAT KIND OF KIND OF BACK AND FORTH, EVEN IF IT IS IN A WRITTEN DOCUMENT.
WE HAVEN'T REALLY URGED THEM TO DO THAT IN THE PAST, BUT YOU KNOW MIGHT NOT BE A BAD IDEA.
[01:05:03]
MR. CHAIR, JUST TO ADD ON A LITTLE BIT, YOU KNOW, WE DO GET EMAILS FROM FROM THEM, AND.BROUGHT THIS UP ALSO IS THAT I THINK THE LAST SURVEY I SAW FROM THEM, THERE WAS A VERY REDUCED NUMBER OF PEOPLE WHO TOOK THE SURVEY.
ONE OF THE COMMENTS WAS THAT THEY FELT LIKE IT WAS WORTHLESS TO TAKE THE SURVEY, THAT THE BOARD OF TRUSTEES WASN'T LISTENING TO THEM.
AND SO THAT'S THE CONCERN, TOO.
OR TCA, WHOEVER THE REPRESENTATIVE IS, IS PUT INTO THE PUBLIC COMMENT PIECE.
YOU KNOW, I DON'T KNOW IF IT MAKES SENSE TO BRING THEM UP INTO THE MORE INTO THE AGENDA VERSUS, YOU KNOW, GIVING THEM THREE MINUTES LIKE THE REST OF THE PUBLIC.
SO ANYWAY, AND THEN YOU KNOW HOW THAT ALL WORKS WITH THE DISTRICT LEADERSHIP OR NOT, THE ADVISORY COUNCIL THAT JANINE WAS WAS TALKING ABOUT, TOO.
I DON'T KNOW ENOUGH ABOUT HOW THAT WORKS EITHER, BUT.
ANYTHING FURTHER ON THE LISTENING TOUR? OK, SEEING NONE, WE WILL MOVE ON TO ACTION ITEMS. [INAUDIBLE] AND I HAVE A COUPLE OF OTHER REPORTS [INAUDIBLE].
WELL, I JUST WANTED TO REPORT OUT A LITTLE BIT ABOUT THE SYSTEMS OF EDUCATION MEETING.
JUST SOME HIGHLIGHTS SINCE WITH SO MUCH OF THE CONVERSATION IS ABOUT HOW.
ALL THESE ORGANIZATIONS HAVE COME TOGETHER TO SUPPORT CHILDREN SO THAT THEY CAN BE SUCCESSFUL IN SCHOOL AND IN LIFE.
AND SO REALLY THE HIGHLIGHT IS THE SYSTEMS OF EDUCATION IS APPLYING FOR A GRANT THROUGH THE COMMUNITY FOUNDATION TO BUILD A WEBSITE.
IS MORE ACCESSIBLE ABOUT WHO AND WHAT WE ARE IN NEWS INFORMATION.
AND I WILL SAY WE'RE SORT OF HAVE AN ONGOING NEWSREEL.
AND THAT ACTUALLY CAME FROM AN OUT OF TOWN REPORTER LOOKING FOR INFORMATION ON THE FRIDAY PROGRAMING BECAUSE FOR WPR, BECAUSE THEY WANTED TO DO A REPORT ON THAT.
SO WE STARTED DEVELOPING THAT, AJ AND JOE PETRICH, WHO IS FROM THE TETON SCIENCE SCHOOL, GAVE AN EXCELLENT REPORT ON THE FRIDAY PROGRAMING.
AND I SAW THAT SLIDE DECK WAS ATTACHED TO.
THE SUPERINTENDENT'S REPORT AND I WOULD RECOMMEND LOOKING THROUGH IT.
AND I WILL SAY THAT AJ AND JOE HAVE GONE ABOVE AND BEYOND.
IN THIS YEAR TO DO THIS PROGRAMING.
CLEARLY IT HAS WHERE THERE ARE SOME PLACES THAT OPPORTUNITIES TO IMPROVE.
BUT IT REALLY CAME FROM JOE PETRICH FROM THE TETON SCIENCE SCHOOL, WHO REACHED OUT TO ME THIS SUMMER AND SAID, HOW CAN WE SUPPORT THE DISTRICT AS THEY GO INTO THIS CRAZY YEAR OF COVID? SO I THOUGHT THAT NEEDED TO BE HIGHLIGHTED.
THE OTHER THING IS THEY CONCLUDED THEIR PRESENTATION BY SAYING THIS IS SUCH AN AMAZING COLLECTIVE IMPACT PROJECT.
HOW WHAT CAN WE DO TO LEVERAGE THIS COLLABORATION AND THIS MOMENTUM TO SERVE OUR COMMUNITY FURTHER? AND ONE OF THE COMMENTS EVEN WAS TO SUPPORT THE DISTRICT AS THEY'RE LOOKING AT HEAVY BUDGET CUTS.
THESE ORGANIZATIONS ARE REALLY LIFTING UP AND RECOGNIZE THAT WE ARE FACING BUDGET CUTS.
ANOTHER PORTION OF THE MEETING REALLY FOCUSED ON THE THRIVE PROGRAM THAT TETON USE AND FAMILY SERVICES AND TETON LITERACY, IF PUT TOGETHER TO HELP SUPPORT CHILDREN WHO ARE STRUGGLING.
ADOLESCENTS WHO ARE STRUGGLING IN THIS TIME OF THE HYBRID MODEL.
AND THAT'S PRETTY SUCCESSFUL AND ALSO A DISCUSSION ON ADOLESCENT MENTAL HEALTH AND WHAT SUPPORTS ARE OUT THERE AND AVAILABLE FOR THEM, BECAUSE WE ALL KNOW THAT CHILDREN ARE STRUGGLING.
AT THIS TIME AND IT'S SOMETHING THAT'S COME UP IN THESE MEETINGS.
AND FINALLY, THERE WAS JUST A DISCUSSION OF SOME RESTRUCTURING AND SOME OPPORTUNITIES FOR LEADERSHIP.
AND I JUST YOU KNOW, ONE OF THE MAIN TAKEAWAYS IS THIS CONTINUED AWARENESS AND COMMITMENT TO INCREASE SUPPORTS AND PROGRAMS FOR ADOLESCENTS IN OUR COMMUNITY.
WE ADDED AN ADOLESCENT COMMITTEE A COUPLE OF YEARS AGO.
AND I THINK THAT WE WILL MAINTAIN OUR PROGRAMS THAT SUPPORT YOU KNOW ELEMENTARY KIDS, EARLY CHILDHOOD KIDS.
BUT THE REAL FOCUS IS ON HOW TO SUPPORT ADOLESCENTS IN OFF SCHOOL TIME SO THAT THEY CAN BE SUCCESSFUL IN SCHOOL TIME.
AND I JUST THINK THAT THIS ORGANIZATION AND ALL THE ORGANIZATIONS THAT HAVE COME
[01:10:06]
TO BE THE SYSTEMS OF EDUCATION.REALLY SEE THEMSELVES AS IN SERVICE TO THE DISTRICT.
SO IT JUST IT WAS A REALLY UPLIFTING MEETING AT THIS SORT OF TIME OF COVID.
AND SO I WANTED TO SHARE THAT.
AND WHILE I HAD THE FLOOR AND I WENT ON TO MY NEXT MEETING, WHICH WAS THE PREVENTION COALITION, WHICH I'M THE SCHOOL DISTRICT REPRESENTATIVE TO THAT.
AND I JUST A REAL SHORT REPORT ABOUT THAT.
THAT ORGANIZATION IS CREATING SOME ACTION GROUPS THAT ARE ONE IS INVOLVED IS AROUND TOBACCO USE.
ONE IS AROUND UNDERAGE DRINKING.
THE OTHER TOPICS ARE ADULT CONSUMPTION AND OPIOIDS.
DISTRICT SOMEBODY SITTING THE TOBACCO USE ACTION COMMITTEE.
THAT WOULD BE BETHANY SCHNEIDER FROM THE HIGH SCHOOL.
ON THE UNDERAGE DRINKING AND MARIJUANA USE, SO THAT WAS EXCITING.
THERE'S ALSO THEY ANNOUNCED THAT THERE'S A SUICIDE PREVENTION CLASS THAT IS AVAILABLE FOR ANYONE TO TAKE TEENS AND ADULTS NEXT WEEK.
THAT'S THROUGH THE COMMUNITY COUNSELING CENTER IS ONE HOUR CLASS.
AND THAT WAS SORT OF THE GIST OF THE MEETING.
AND I CAN STAND FOR QUESTIONS IF ANYBODY HAS THEM.
BETSY MAYBE JUST A DUMB QUESTION FROM ME, BUT SYSTEMS OF EDUCATION, SO I TAKE IT WE'RE A MEMBER OF IT, ARE YOU ARE A REPRESENTATIVE ON THAT COMMITTEE? I AM, IN FACT, THE COORDINATOR OF THE SYSTEMS OF EDUCATION.
SO I PUT ON A DIFFERENT HAT, ALTHOUGH I DID THANK THEM.
I SAID AND I SAID I WAS PUTTING ON MY OTHER HAT THAT I DID THANK THEM FOR EVEN CONSIDERING AND BEING AWARE OF THE COMING BUDGET SITUATION.
DOES ANYONE ATTEND THE SYSTEMS OF EDUCATION FROM THE SCHOOL DISTRICT? AJ AND GILLIAN WERE ON TODAY.
SOMETIMES THERE ARE QUITE A FEW MORE PEOPLE.
AND WHO'S ALL IN THE SYSTEMS OF EDUCATION? WELL, THERE WERE 15 DIFFERENT ORGANIZATIONS THAT WERE THERE TODAY, AND I MEANT TO PULL UP AND WRITE DOWN THE MISSION STATEMENT, BUT WE'VE BEEN AROUND FOR ABOUT A DECADE.
IT, THE SYSTEMS OF EDUCATION CAME TOGETHER SHORTLY AFTER THE SYSTEMS OF CARE DEVELOPED.
AND REALLY THE MISSION IS AROUND IF ALL CHILDREN BIRTH TO AGE 18 DURING THEIR WAKING HOURS, SPEND 13 PERCENT OF THEIR TIME IN FORMAL EDUCATION, THAT'S K-12 AND 87 PERCENT OF THEIR TIME IN OTHER PLACES.
AND SO IT BROUGHT TOGETHER ORGANIZATIONS THAT HELPED SUPPORT THAT 80 PERCENT, 87 PERCENT OF TIME.
SO THAT EARLY FOCUSES WERE ON EARLY CHILDHOOD PROGRAMS AND QUALITY EARLY CHILDHOOD PROGRAMS AND THEN ALSO SUMMER OFF TIMES AND AFTER SCHOOL SO THAT KIDS WERE ENGAGED IN QUALITY PROGRAMING AND OPPORTUNITIES TO KEEP UP WITH SUMMER LEARNING LOSS.
AND AT THE TIME, THE COMMUNITY REALLY HAD WAS STRUGGLING WITH AFTER SCHOOL CARE.
SO THAT'S WHERE IT CAME TOGETHER.
AND SO WE HAVE THESE COMMITTEES THAT WORKED, YOU KNOW, COLLECTIVELY TO MAKE SURE THAT WE AREN'T DUPLICATING SERVICES AND DIFFERENT ORGANIZATIONS AND THAT WE ARE ALL SORT OF MOVING FORWARD TO.
A SIMILAR MISSION AND BRING OUR STRENGTHS TO THAT ORGANIZATION.
ALL RIGHT, WERE THERE ANY OTHER REPORTS ANYBODY HAD? OK, SEEING NONE, WE WILL MOVE ON TO ACTION ITEMS, CONSIDERATION OF TCSD NUMBER ONE APPLICATION TO THE REC DISTRICT.
AND BEFORE YOU AND THE BOARD THIS EVENING ARE THE APPLICATIONS FOR OUR REC DISTRICT FROM THE SCHOOL DISTRICT.
[E. Action Items]
AND THESE ARE FOR FY 22.SO FOR THE TWENTY ONE TWENTY TWO SCHOOL YEAR.
KRISTEN MAYO TO PROVIDE ANY OTHER UPDATES OR INFORMATION ON THAT.
THANK YOU, DR. CHAPMAN, AND THANK YOU, MR. CHAIR.
YOU CAN SEE FROM THE COVER PAGE THAT OUR APPLICATION, OUR [INAUDIBLE] APPLICATION THIS YEAR HAS INCREASED FROM LAST YEAR.
AND A LOT OF THAT IS DUE TO IN ANTICIPATION OF BUDGET REDUCTIONS.
WE HAVE A COUPLE OF NEW ITEMS. IN THE FACILITIES DEPARTMENT, WE HAVE NOT IN THE PAST SUBMITTED AN
[01:15:03]
APPLICATION TO THE REC DISTRICT JUST FOR FACILITIES.AND PART OF THAT IS BECAUSE MOST OF THE REPAIRS TO THE FACILITIES CAN BE DONE THROUGH MAJOR MAINTENANCE FUNDS.
BUT BECAUSE WE'VE MADE SO MANY IMPROVEMENTS THIS YEAR AND THOSE FUNDS ARE STARTING TO DWINDLE AT THE SAME TIME AS THE STATE IS QUESTIONING THE ALLOCATION IN THE MAJOR MAINTENANCE CATEGORY FOR SCHOOL FUNDING.
WE HAVE A COUPLE OF ADDITIONAL REPAIRS THAT WE WERE REQUESTING FROM THE REC DISTRICT FOR A TRACK MAINTENANCE.
THE TRACK OUT HERE BY THE DISTRICT OFFICE IS GETTING EATEN UP BY SOME OF THE ROOTS FROM THE TREES.
SO YOU'LL ALSO SEE A TREE REMOVAL THERE.
SO WE ARE TRYING TO PUSH SOME THINGS THAT HAVE HISTORICALLY BEEN PAID FOR OUT OF OTHER RESOURCES INTO THE REC DISTRICT IN ORDER TO CUSHION THE BLOW FROM THE ANTICIPATED BUDGET REDUCTIONS.
I WOULD SAY THAT MAYBE A LITTLE DIFFERENTLY, MR. CHAIR, [INAUDIBLE] SUGGEST THAT THERE ARE THINGS THAT WE PAY FOR OUT OF OUR GENERAL FUND BUDGET THAT FIT WITHIN THE PURVIEW OF THE REC DISTRICT THAT WE HAVE THOUGHT MIGHT BE AN APPROPRIATE PLACE TO LOOK FOR FUNDING.
DOES ANYONE HAVE ANY QUESTIONS ON THIS? I DON'T SEE IT ON HERE ON THIS PAGE, BUT WHEN I WAS FLIPPING DOWN THROUGH, THERE WAS.
A PAGE THAT SAID UNFUNDED ACTIVITIES.
THREE HUNDRED THOUSAND DOLLARS, BUT IT DIDN'T LOOK LIKE IT'S INCLUDED IN THE BIG SPREADSHEET AT THE TOP.
IT'S JUST UNDER IF YOU'LL GO BACK TO THE COVER ANDREA.
IT'S JUST UNDER THE FACILITY OR SEE FACILITIES AND THEN THE SRO AND THEN THE TCSD [INAUDIBLE] SIR.
IT'S ABOUT HALFWAY DOWN THE PAGE.
I SEE WHAT IS UNFUNDED ACTIVITIES? THE BLOCK GRANTS AND THE FOUNDATION PROGRAM FUNDS ASK FOR A CERTAIN AMOUNT OF ACTIVITIES EXPENSE, WHETHER IT'S COACHES OR UNIFORMS OR BASKETBALLS.
AND I TOOK A THREE YEAR AVERAGE.
AND THIS YEAR SPECIFICALLY, ARE NOT GOOD REFLECTIONS OF WHAT OUR ACTIVITIES ACTUALLY COST BECAUSE WE HAD TO REDUCED TRAVEL.
SOME OF THE SPORTS HAVE BEEN RESTRICTED SOMEWHAT.
SO I LOOKED BACK OVER THREE YEARS AND ESTIMATED WHAT OUR TOTAL 300,000 IS ABOUT, WHAT WE SPEND ON ACTIVITIES OVER AND ABOVE.
WHAT WE'RE FUNDED FOR ACTIVITIES.
SO KEEP IN MIND THAT AS BLOCK GRANT, WE ARE FUNDED ON A PER PUPIL BASIS FOR A CERTAIN LEVEL AT THE ELEMENTARY LEVEL, ELEMENTARY SCHOOL, MIDDLE SCHOOL AND HIGH SCHOOL.
AND SO WHAT KRISTEN IS SAYING IS THAT.
YOU KNOW, THAT TALLIES TO A CERTAIN AMOUNT OF MONEY.
SO ANYTHING OVER AND ABOVE THAT ARE REALLY.
NOT FUNDED BY THE STATE FOR ACTIVITIES.
AND, KRISTEN, IF I'M UNDERSTANDING THIS FORM RIGHT, MOST OF THESE HAVE ALREADY.
THE THREE NEW ONES THAT WE HAVEN'T EVER ASKED FOR BEFORE, BUT WE'RE ASKING FOR THIS YEAR, ONE HUNDRED EIGHTY THREE THOUSAND FOR FACILITIES, ONE HUNDRED AND THIRTY THOUSAND FOR THE SROS AND THE THREE HUNDRED THOUSAND FOR UNFUNDED ACTIVITIES.
IS THAT CORRECT? THOSE ARE [INAUDIBLE].
THE OTHER BASELINE ITEMS DIFFERENCE FROM PAST YEARS IS NORMALLY WE REQUEST A SMALLER AMOUNT FOR THE CREST PROGRAM.
AND IF YOU'LL REMEMBER, LAST YEAR WE INCREASED THAT TO COVER THE FRIDAYS THROUGH THE END OF THE YEAR IN ANTICIPATION OF WE MAY OR MAY NOT CONSUME ALL OF THAT MONEY.
SO WE MAY HAVE A REFUND OR REPAYMENT BACK TO THE REC DISTRICT FROM THE FOUR EIGHTY SIX FIVE FORTY, WHICH IS THIS YEAR'S GRANT, AND THAT'S BEEN REDUCED TO ONE ZERO NINE SIX TWENTY.
AND THAT'S THREE CREST DAYS FOR NEXT YEAR.
AND PART OF THAT IS WE DON'T KNOW IF WE'RE GOING TO CONTINUE THOSE.
WE IT'S JUST SUCH AN UNKNOWN PERIOD RIGHT NOW.
BUT WE WANTED TO MAKE SURE THE REQUEST WAS IN, IN CASE WE DO HAVE THOSE DAYS.
OK, WERE THERE ANY QUESTIONS FOR KRISTEN OR ANYONE ON THE [INAUDIBLE].
MR. CHAIR? TRUSTEE MEAD, GO AHEAD.
YOU KNOW, IN THE PAST, THE ACTIVITY BUS, AS I RECALL, SOME OF OUR COMMUNITY PARTNERS ARE PAYING PART OF THAT.
DO THEY JUST PAY US BACK OR IS THAT NOT HAPPENING ANYMORE?
[01:20:01]
WE HAD DISCUSSED THAT AND WE HAD SOME BUY-IN AT, I THINK, LAST YEAR'S REC DISTRICT MEETING, THAT THEY WOULD PARTICIPATE IN A REPAYMENT PROGRAM FOR THAT.WE HAVE COMMUNITY PARTNERS FOR THE ACTIVITY BUS, WHICH IS WHY YOU SEE THE APPLICATION BACK IN OUR REQUEST.
THE OTHER THING, KRISTEN, IS THIS TWO MILLION ONE HUNDRED AND SEVENTY SIX, NINE, TWELVE.
YOU KNOW, WE REDUCED OUR MILL IN THE REC DISTRICT.
WILL THERE BE ANY MONEY LEFT OVER IN THE REC DISTRICT AFTER THE SCHOOL DISTRICT'S REQUEST? DEPENDING ON WHAT THE REC DISTRICT DECIDES TO DO WITH THAT MILL LEVY, IF THEY INCREASE THE MILL LEVY BACK TO A FULL ONE MILL LEVY, THAT WOULD BE ABOUT TWO MILLION DOLLARS.
SO THAT IN COMBINATION WITH ANY RETURNED FUNDS FROM THIS YEAR, THERE MAY BE SOME LEFT OVER, BUT YOU'RE ABSOLUTELY RIGHT.
THERE MAY NOT BE ENOUGH FUNDING TO GO AROUND FOR NOT ONLY OUR APPLICATION, BUT ALSO COMMUNITY PARTNERS AND THE PARKS AND REC.
OK, ANY FURTHER QUESTIONS FOR KRISTEN.
OKAY, WE WILL OPEN UP FOR PUBLIC COMMENT IF THERE IS PUBLIC COMMENT.
PLEASE USE THE RAISE HAND FEATURE.
IT'S OVER ON THE--WELL, EACH SCREEN'S DIFFERENT.
YOU'LL SEE A LITTLE HAND SIGNAL, JUST PUSH ON THAT, AND THEN WE WILL SEE THAT YOU WANT TO GIVE PUBLIC COMMENT.
ANDREA, 'YOU SEE ANYONE WANTING TO GIVE PUBLIC COMMENT? WE DO HAVE ONE OH, G AHEAD.
YOU GUYS CAN IMAGINE HOW EXCITED I AM.
I AM THE COMMUNICATIONS DIRECTOR.
I RENAMED MYSELF FOR TCEA, AND THANK YOU FOR YOUR INTEREST IN POSSIBLY INCLUDING PTA IN THE MEETINGS MORE.
WE WANTED TO FIRST SAY THAT THE AMOUNT OF COMMUNICATION WITH THE BOARD AND WITH THE ADMINISTRATION, AND--.
MICHELLE, WE'RE ON PUBLIC COMMENT ON THE REC DISTRICT-- DANG IT, OK, GOODBYE.
[LAUGHTER] WE'LL GET TO YOU--I APOLOGIZE.
I SHOULD HAVE BEEN MORE CLEAR; THAT'S ON ME.
WE WILL GET THE GENERAL PUBLIC COMMENT HERE IN A MINUTE.
IT'S JUST PUBLIC COMMENT ON THE ISSUE OF THE APPLICATION TO THE.
ANDREA, DO YOU SEE ANYONE ELSE.
I DON'T SEE ANYONE ELSE OK, I'M SORRY FOR THAT.
WAS THERE ANY BOARD DISCUSSION ON THE ITEM? WOULD SOMEONE LIKE TO MAKE A MOTION.
MR. CHAIRMAN, I MOVE TO APPROVE THE TCSD NUMBER ONE APPLICATION TO THE TETON COUNTY DISTRICT AS PRESENTED.
MR. CHAIRMAN, I'LL SECOND THAT IT'S BEEN MOVED BY TRUSTEE SCARLETT AND SECONDED BY TRUSTEE GARLAND TO APPROVE THE TCSD NUMBER ONE APPLICATION TO THE TETON COUNTY RECREATION DISTRICT AS PRESENTED.
IS THERE ANY FURTHER DISCUSSION ON THE ITEM? SEEING NONE.
ALL THOSE IN FAVOR, PLEASE SAY AYE:.
ANYONE OPPOSED? PASSES UNANIMOUSLY.
WE WILL MOVE ON TO CONSIDERATION OF THE GRAND TETON MUSIC FESTIVAL, USE OF THE VILLAGE PARCEL.
THANK YOU, MR. CHAIR, TRUSTEES, BEFORE YOU IS A REQUEST FROM THE GRAND TETON MUSIC FESTIVAL TO USE THAT TETON COUNTY SCHOOL DISTRICT PARCEL LOCATED AT THE VILLAGE, AND IT'S A SMALL PARCEL THAT IS A PART OF A EXACTION.
AND THE GRAND TETON MUSIC FESTIVAL LEADERSHIP PROPOSED TO USE IT FOR APPROXIMATELY TWO WEEKS IN JULY TO HOST THEIR CONCERT SERIES.
AND A LOT OF INFORMATION AND ATTACHMENTS ARE THERE.
AND HAVING SAID THAT, SARAH G.
HAS BEEN INVOLVED IN THIS PROCESS.
AND I WILL TURN IT OVER FOR TRUSTEES TO ASK QUESTIONS OF EITHER MYSELF OR SARAH.
AND I BELIEVE WE HAVE STAFF FROM GRAND TETON MUSIC FESTIVAL ON THE CALL AS WELL
[01:25:04]
WHO MAY WISH TO ANSWER QUESTIONS THAT THE BOARD MAY HAVE.SO HAVING SAID THAT, I STAND FOR QUESTIONS.
MR. CHAIRMAN, SUPERINTENDENT CHAPMAN AND PROBABLY SARAH.
HI, BILL I HAVE A QUESTION FOR YOU.
WHEN WE WHEN WE TOOK OWNERSHIP OF THIS PROPERTY, THE COUNTY PUT SOME PRETTY STRICT RESTRICTIONS ON HOW THE SCHOOL DISTRICT COULD USE THIS.
IS THIS PROPOSAL RUN AFOUL OF THOSE AT THAT REVERTER LANGUAGE IN THE DEED? AND THANK YOU, MR. CHAIR AND TRUSTEE SCARLETT, BILL, RAISED A GREAT POINT TONIGHT, AND I'M REALLY APPRECIATIVE OF HIM FOR THINKING ABOUT THIS.
BUT AS YOU RECALL, SEVERAL YEARS AGO, WE WENT THROUGH EXTENSIVE NEGOTIATIONS WITH THE COUNTY ABOUT A DEED RESTRICTION, WHICH BASICALLY SAYS THAT THE PROPERTY MAY BE ONLY USED FOR SCHOOL PURPOSES, INCLUDING TEACHER HOUSING.
HAVING THOUGHT THROUGH THIS, I BELIEVE THAT THIS LICENSE AGREEMENT MAY NOT COORDINATE WITH THAT USE AND REVERTER LANGUAGE AND SO.
ESSENTIALLY, IF THE DISTRICT WANTS TO GO AHEAD AND TRY FIGHT LEASES ON A SHORT TERM BASIS TO THE GRAND TETON MUSIC FESTIVAL, WE WOULD PROBABLY HAVE TO GO BACK TO THE COUNTY TO REQUEST A TEMPORARY USE OF THE PROPERTY.
AND SO TRUSTEE SCARLETT IS CORRECT IN THE FACT THAT IT DOES HAVE RESTRICTIVE LANGUAGE IN THE DEED.
SO, SARAH, ARE YOU SAYING PERHAPS WE SHOULD MAKE THE MOTION TO APPROVE AND THEN ALL OF US VOTE NO SINCE IT WOULD VIOLATE THE DEED RESTRICTION? THAT WOULD BE MY RECOMMENDATION.
AND ALSO, AFTER SPEAKING WITH OUR INSURANCE AGENTS, THERE'S JUST SO MANY OTHER ISSUES WITH LEASING THE PROPERTY AND THE CONDITIONS INVOLVED AND THE INSURANCE REQUIRED.
UNLESS THE BOARD FEELS STRONGLY THAT THIS IS A GREAT COMMUNITY USE, I THINK IT RUNS AFOUL OF THE RESTRICTIVE LANGUAGE.
MR. CHAIRMAN? GO AHEAD, TRUSTEE SCARLETT.
I THINK THIS IS A FANTASTIC USE OF THIS PROPERTY IN TH VILLAGE.
IT IS UNFORTUNATE THAT THE COUNTY DIDN'T ALLOW US THE FREEDOM TO DO THIS, SOMETHING LIKE THIS.
IF THEY'RE WILLING TO RENEGOTIATE OR WAIVE THIS RESTRICTION, I THIN I WOULDN'T HAVE A PROBLEM DOING THIS WITH THE MUSIC FESTIVAL, BUT I'M NOT WILLING TO JEOPARDIZE OUR OWNERSHIP OF THIS PROPERTY IN THE VILLAGE UNLESS THE COUNTY MAKES THE PROPER CHANGES.
BUT I THINK THE ONUS WOULD BE ON THE GRAND TETON MUSIC FESTIVAL TO GO TALK TO THE COUNTY.
ABSOLUTELY OR FOR US TO ONCE AGAIN REQUEST THAT THEY REMOVE THIS RESTRICTION FROM OUR DEED.
MR. CHAIR AND SARAH, AS I RECALL, THE DEED RESTRICTION IS NOT NECESSARILY THE COUNTY'S DEED RESTRICTION, BUT THAT WAS THE FAMILY WHO WAS REQUIRED TO BASICALLY DEDICATE LAND THERE.
THAT WAS THEIR RESTRICTION ON AN [INAUDIBLE] RATHER THAN THE COUNTY'S, BECAUSE IT'S IN THE DEED, ISN'T IT? YES, TRUSTEE MEAD, YOU'RE ABSOLUTELY CORRECT THAT, AGAIN, IF YOU RECALL, THIS WAS AN EXACT [INAUDIBLE] PARCEL FROM THE DEVELOPER OF THE SHOOTING STAR DEVELOPMENT.
AND YES, BUT WHEN THE DEVELOPER TURNED IT OVER TO THE COUNTY AND THE COUNTY, TO THE SCHOOL DISTRICT, THE REVERTER LANGUAGE AGAIN STATED THAT IT SHOULD BE USED FOR SCHOOL PURPOSES ONLY, INCLUDING TEACHER HOUSING.
AND THAT WAS A CONDITION OF THE TRANSFER TO THE DISTRICT.
AND THERE'S ONE OTHER PART OF THAT.
JUST ALSO ALLOWED US THE OPPORTUNITY TO TRY TO DO A LAND SWAP WITH THE COUNTY.
MR. CHAIR? GO AHEAD, TRUSTEE TESKE.
SO, BILL, WITH YOUR COMMENTS, YOU'VE ONLY ADDRESSED ONE HALF OF WHAT SARAH SAID, WHICH IS THE DEED RESTRICTION, AND THEN THERE'S THE INSURANCE PIECE THAT I DON'T THINK WE SHOULD JUST LET GO EITHER.
KIND OF A COMPLICATED ISSUE AND.
I, FOR ONE, DON'T FEEL LIKE WHAT'S BEEN PRESENTED TONIGHT THAT I WOULD BE ABLE TO MOVE FORWARD WITH IT.
OK, LET'S OPEN IT UP FOR PUBLIC COMMENT, IS THERE ANY PUBLIC COMMENT ON THIS
[01:30:05]
ITEM? YES, WE HAVE ONE.GOOD EVENING, MY NAME IS EMMA KAIL AND I AM THE EXECUTIVE DIRECTOR OF THE GRAND TETON MUSIC FESTIVAL.
THANK YOU FOR THIS OPPORTUNITY TO SPEAK WITH YOU TONIGHT.
I AM A PARENT OF A STUDENT IN MS. FISHER'S FIRST GRADE CLASS IN JACKSON ELEMENTARY AND THE PERFORMING ARTS ARE, OF COURSE, EXPERIENCING DRASTIC HARDSHIP DUE TO THE PANDEMIC AND THE GRAND TETON MUSIC FESTIVAL IS IS FINDING A WAY TO CREATIVELY AND COURAGEOUSLY FIND A WAY TO THRIVE DURING THIS UNPRECEDENTED TIME.
SO I VERY MUCH APPRECIATE YOU CONSIDERING OUR PROPOSAL.
I DID WANT THE TRUSTEES TO KNOW THAT WE HAVE SECURED A LETTER FROM FOUR SHADOWS THE [INAUDIBLE] FAMILY APPROVING USAGE OF THE PARCELS.
SO FOUR SHADOWS WILL NOT IMPLEMENT THE REVERTER CLAUSE ON THE LAND.
AND I UNDERSTAND THERE ARE SEVERAL ISSUES GOING ON HERE.
BUT IF THE TRUSTEES ARE OPEN TO CONSIDERING WRITING SOME SORT OF LETTER OF SUPPORT TO TETON PLANNING, IT WILL ENABLE US TO DISCUSS NEXT STEPS.
WE HAVE BEEN IN CONTACT WITH THE PLANNING DEPARTMENT AND THIS ISSUE WITH THE EXACTION HAS NOT COME UP YET WITH OUR CONVERSATIONS.
BUT WE WERE AWARE OF THE REVERTER CLAUSE WITH FOUR SHADOWS.
I WILL TELL YOU ALSO, I MEAN, THERE'S A LOT OF INFORMATION.
THIS PLAN FOR US TO USE THE LAND AND TO IMPROVE THE LAND ENABLES US TO HAVE MUSIC COME BACK TO THE VALLEY SAFELY FOR A BROADER AUDIENCE.
WE ARE PLANNING TO HAVE A PORTION OF OUR SUMMER FESTIVAL IN [INAUDIBLE] TO RESTRICTED AUDIENCES.
SO THIS PIECE IS VERY IMPORTANT TO US AS WE SEEK TO TO BRING THE FESTIVAL BACK TO AS MANY PEOPLE AS POSSIBLE.
SO I UNDERSTAND IT'S COMPLICATED, BUT I WILL TELL YOU, I AM NEW TO THE MUSIC FESTIVAL, BUT I HAVE SIGNIFICANT EXPERIENCE AND PRESENTING LIVE CONCERTS AND ALL OF THE ISSUES OF SAFETY.
VAST EXPERIENCE FROM MY 10 YEARS WITH THE KANSAS CITY SYMPHONY.
AND I'M ALSO IN THE CALL TONIGHT WITH OUR GENERAL MANAGER, JEFF COUNTS, WHO HAS PRESENTED SUMMER MUSIC FESTIVALS FOR THE UTAH SYMPHONY FOR MANY YEARS AS WELL.
SO WE ARE AN EXPERIENCED TEAM.
AND IF YOU ARE WILLING TO SUPPORT US TO MOVE FORWARD CONVERSATIONS, TO WORK THROUGH SOME OF THESE HURDLES, WE WOULD VERY MUCH APPRECIATE YOUR SUPPORT AND PARTNERSHIP.
ANY OTHER PUBLIC COMMENT? OK, NO OTHER PUBLIC COMMENT, WE'LL BRING IT TO THE BOARD FOR DISCUSSION.
I WAS JUST GOING TO MENTION SORT OF AN ASIDE, I DROVE BY THERE THE OTHER DAY AND IT LOOKS LIKE IT'S BEING PLOWED.
DOES ANYONE KNOW WHAT IT'S BEING PLOWED FOR? ANYWAY, IT LOOKED LIKE--WHAT IS IT? SNOW STORAGE.
I DON'T KNOW IF WE'VE GIVEN TBA AUTHORITY TO DO THAT, BUT IT LOOKS LIKE SNOW STORAGE.
WE MIGHT WANT TO HAVE DEANNA CALL OUT THERE AND TALK TO THEM BECAUSE IT LOOKS LIKE OUR PROPERTY IS GETTING USED AND I'M NOT SURE WE ACTUALLY GAVE PERMISSION FOR ANYONE TO USE OUR PROPERTY IN.
I NOTICED IT THE OTHER DAY WHEN I PULLED OUT, I WAS LOOKING OVER IN THAT DIRECTION, I NOTICED IT HAD ALL BEEN PLOWED OUT THERE WAS TRUCKS AND EVERYTHING MOVING UP AND DOWN THERE.
ANY THOUGHTS ON ON THIS ISSUE? BOARD MEMBERS, MR. CHAIR, MAY I MAKE A COMMENT ABOUT YOUR LAST STATEMENT? OK.
I'M PARTICULARLY TAKEN BY MAKING SURE THAT POLICY BBA AND BBABR ARE THE REGULATION ARE REALLY ABIDED TO.
AND THE REASON I AM IS AND SARAH CERTAINLY BACK ME UP ON THIS.
IF YOU LOOK IN THE PAST AND YOU LOOK AT SOME OF THE PROBLEMS THAT HAVE HAPPENED WITH LAND IN TETON COUNTY SCHOOL DISTRICT, THEY WERE DECISIONS THAT WERE TAKEN BY
[01:35:01]
FOLKS OTHER THAN THE BOARD THAT WENT TO THE GIVING AWAY OF PROPERTY AND SO ON AND SO FORTH.SO IT'S REALLY, REALLY IMPORTANT THAT IF YOU READ THOSE TWO THE POLICY IN THE REGULATION, IT'S LAND ACQUISITION, SALE, TRANSFER, USE OR LEASE.
SO IT'S REALLY IMPORTANT THAT ANY USE OR LEASE IN ADDITION TO ACQUISITION REALLY COMES BEFORE THIS BOARD.
MR. CHAIR, JANINE, WHICH POLICY WERE YOU TALKING ABOUT? I'M SORRY KATE.
SORRY, I FORGOT TO UNMUTE MYSELF.
IS THERE ANY FURTHER DISCUSSION? SO IT SOUNDS LIKE THE BEST ADVICE THAT WE'RE GETTING FROM OUR ATTORNEY IS PERHAPS, WE LIKE TO DO MOTIONS IN THE AFFIRMATIVE, SO MAKE THE MOTION.
BUT PERHAPS WE SHOULD VOTE THIS DOWN FOR NOW.
AND IF SOMEONE IS ABLE TO COME UP WITH A BETTER PROPOSAL IN THE FUTURE, THEY CAN BRING IT BACK TO US IN THE FUTURE.
BUT FOR RIGHT NOW, THERE SEEMS TO BE SOME ISSUES WITH BOTH INSURANCE AND WITH PERMISSION.
SO I'LL THROW IT OUT THERE IF SOMEONE WANTS TO MAKE A MOTION.
I CAN MAKE THE MOTION THIS IS A TRUSTEE CARLINE.
[LAUGHTER] I MOVE TO APPROVE THE GRAND TETON MUSIC FESTIVAL USE OF TCSD 1 VILLAGE PARCEL FOR THEIR SUMMER CONCERT SERIES, JULY FOURTH THROUGH JULY 18TH TWENTY TWENTY ONE AS PRESENTED.
[LAUGHTER] GOOD MOTION, I LIKE THAT.
I'LL SECOND IT TO MOVE IT ALONG.
OK, IT'S BEEN MOVED BY TRUSTEE CARLIN AND SECONDED BY TRUSTEE SCARLETT TO APPROVE GRAND TETON MUSIC FESTIVAL USE OF THE VILLAGE PARCEL FOR THE SUMMER CONCERT SERIES.
IS THERE ANY FURTHER DISCUSSION ON THIS ITEM? SEEING NONE.
ALL THOSE IN FAVOR PLEASE SAY AYE: AYE, I MEAN NAY; I'M SORRY.
WE' GOT YOU THOSE AGAINST? NO AYE I'M GOING TO PUT THAT DOWN.
ANYONE OBJECT TO THAT? OK, ALL RIGHT.
WE WILL THEN MOVE ON TO THE AGENDA.
AND TONIGHT'S CONTENT AGENDA CONSISTS OF APPROVAL OF STAFFING CONSIDERATIONS AND REPORTS, APPROVAL OF THE MINUTES FROM JANUARY 13TH.
THE APPROVAL OF THE REQUEST FOR AN EXECUTIVE SESSION ON OUR NEXT MEETING THE APPROVAL OF THE JANUARY CHECK REGISTER, APPROVAL OF THE RELATED SERVICE AGREEMENTS AND APPROVAL OF BOARD MEMBER [INAUDIBLE] WOULD SOMEONE LIKE TO MAKE THE MOTION TO APPROVE ALL THE ITEMS ON THE CONSENT AGENDA.
[F. Consent Agenda]
IT'S BEEN MOVED BY TRUSTEE TESKE, SECONDED BY TRUSTEE SCARLETT TO APPROVE ALL THE ITEMS ON THE CONSENT AGENDA.ALL THOSE FOR APPROVAL, PLEASE SAY AYE AYE AND IT WAS IT WAS MOVED BY TRUSTEE MEAD.
[INAUDIBLE] SO THAT WAS UNANIMOUS.
WE MOVE ON TO COMMUNICATION, PUBLIC COMMENT, MICHELLE ROOKS, I WILL GIVE YOU A HEADS UP.
THIS IS NOW WHEN WE REALLY WANT TO HEAR FROM YOU [LAUGHTER] THANK YOU.
ACTUALLY THANK YOU FOR THE TIME, I WASN'T QUITE READY LAST TIME.
I'M SUPER EXCITED ABOUT HEARING THIS.
[G. Communication]
WELL, REALLY, ALL OF YOU, IN THE PAST COUPLE OF YEARS, IT FELT REALLY GOOD TO BUILD A BETTER PARTNERSHIP WITH THE BOARD.AND I'M EXCITED AT THE PROSPECT OF POTENTIALLY FORMALIZING A PARTNERSHIP BETWEEN TCEA AND THE BOARDS.
I WOULD LIKE TO SPEAK TO TRUSTEE TESKE'S CONCERNS.
[01:40:04]
EVERYTHING WE WOULD WANT WOULD NOT BE A WAY TO USURP THE COMMUNICATION, THE LINES OF COMMUNICATION, OR MAKE ANY SORT OF HR SORT OF ISSUES AT THE BOARD MEETINGS.WE WOULD JUST RATHER LIKE TO BE A NON VOID VOTING VOICE AT THE TABLE THAT ALLOWS FOR THE TEACHER PERSPECTIVE TO BE HEARD ONGOINGLY.
I THINK THAT WE GRANTED A LOT OF GREAT COMMUNICATION AND THE REQUEST THAT WE'VE RECEIVED FROM BOTH THE ADMIN AT THE DO, OUR OWN ADMIN, ARE GETTING MORE INTERESTED IN WHAT THE [INAUDIBLE] REPRESENTATIVES HAVE TO SAY AND THE BOARD.
BUT I DO THINK I SHARED SOME SLIDES WITH YOU GUYS A COUPLE OF YEARS AGO ABOUT WHAT HAPPENS WHEN PARTNERSHIPS, THESE FORMAL PARTNERSHIPS ARE MADE WITH TEACHERS, WITH EDUCATION ASSOCIATIONS AND TEACHERS AND BOARDS AND THE POSITIVE RESULTS IT HAS IN IMPROVING STUDENT ACHIEVEMENT.
I THINK THAT THIS COULD BE REALLY POWERFUL AND WE WOULD BE REALLY EXCITED TO CREATE SOMETHING.
I KNOW THERE'S TWO SCHOOL DISTRICTS RIGHT NOW IN WYOMING THAT HAVE SOME PRETTY COOL RELATIONSHIPS BUILT AND PARTNERSHIPS BUILT THAT WE COULD RESEARCH AND LOOK INTO AND SEE WHAT THEY'RE DOING.
BUT WE WOULD BE ALL IN TO TRY SOMETHING AND MAKE THIS WORK.
AND AGAIN, [INAUDIBLE] IN STUDENT ACHIEVEMENT AND PROFESSIONAL DEVELOPMENT AND JUST MAKING SURE THAT WE CAN REALLY CREATE A CULTURE THAT ELEVATES ALL THESE VOICES.
IS THERE ANY OTHER PUBLIC COMMENT THIS EVENING.
ANDREA, YOU HAVE ANYONE ELSE RAISING THEIR HANDS? AND JUST AGAIN, TO THE PUBLIC, IF YOU WOULD LIKE TO MAKE PUBLIC COMMENT, IF YOU COULD EITHER--WELL, [INAUDIBLE] THERE'S A SYMBOL THAT LOOKS LIKE A HAND.
ANDREA SEES THAT AND THEN SHE CAN TELL US THAT YOU'LL SPEAK TO US.
IS THERE ANYBODY IN THE CHAMBERS THERE, TRUSTEE SCARLETT, THAT WISHES TO SPEAK TO US? I'M SURE ANDREA HAS SOME WISDOM FOR US.
I WASN'T SURE IF THERE WAS ANY PUBLIC [INAUDIBLE].
WE'LL MOVE ON FROM PUBLIC COMMENT.
WE GOT QUITE A FEW DIFFERENT LETTERS.
AND I'D LIKE TO JUST HIGHLIGHT JUST ONE OF THEM, GEORGE [INAUDIBLE].
AND ACTUALLY, PHIL LEADS BOTH OF THEM REALLY WENT TO BAT FOR THEIR DAUGHTERS TRYING TO FIND WAYS TO GET A VACCINE.
AND I JUST APPRECIATED TWO FATHERS WORKING SO HARD TO HELP US GET VACCINE FOR THEIR DAUGHTERS AND FOR THEIR FELLOW WORKERS.
AND THEY WERE GEORGE IN PARTICULAR WAS VERY CORDIAL AND KEPT CALLING ME AND CALLING OTHER ONES ON THE TRUSTEES TO FIND OUT WHO EXACTLY HE NEEDED TO TALK TO.
SO THAT WAS OUR WRITTEN CORRESPONDENCE, COMMUNICATIONS FROM THE BOARD.
DOES ANYONE HAVE ANY COMMUNICATIONS FROM THE BOARD? MR. CHAIR, I THINK GILLIAN SAID IT MORE IN THE BEGINNING OF THE MEETING, BUT I REALLY DO ON THAT SAME NOTE, I REALLY DO BELIEVE THAT PRESIDENT DOCKSTADER REALLY SHOULD BE THANKED.
HE REALLY WENT OUT OF HIS WAY.
HE AND I MET WITH THE GOVERNOR'S OFFICE.
I THINK HE REALLY PUT HIMSELF OUT THERE TO TRY AND GET VACCINE TO TETON COUNTY, SO HIS EFFORTS SHOULD BE THANKED.
PERHAPS A LETTER FROM THE BOARD WOULD BE IN ORDER.
WOULD THAT BE OK WITH EVERYONE? A LETTER TO DAN DOCKSTADER, OUR LOCAL STATE SENATOR, THANKING HIM FOR HIS EFFORTS.
I THINK IT'D BE NICE IF WE GOT A CARD AND WE ALL SIGNED IT.
OK, ANY OTHER COMMUNICATIONS FROM THE BOARD? ALL RIGHT, NOW, DISCUSSION OF FUTURE AGENDA ITEMS AND I KNOW TRUSTEE SCARLETT HAD SOME IDEAS ON SOME MEETINGS THAT HE WAS THINKING ABOUT.
SO, I'LL LET TRUSTEE SCARLETT TELL YOU HIS IDEAS.
SO, WE GOT THE FIRST ROUND OF COVID VACCINES.
[INAUDIBLE] BURNED UP, THE PHONE LINE, I BURNED UP THE PHONE LINE.
A LOT OF PEOPLE BURNED UP THE PHONE LINES TRYING TO GET THE VACCINE LOOSENED UP SO WE COULD GET SOME.
[01:45:01]
SO, IT'S AWESOME, IT'S AMAZING.I'M REALLY EXCITED, BUT AT THE SAME TIME, WE'RE STILL SPLITTING MIDDLE AND HIGH SCHOOL AND A AND B.
AT THE END OF TONIGHT, WE WILL BE THE ONLY SCHOOL DISTRICT IN WYOMING.
THAT DOESN'T HAVE THEIR MIDDLE AND HIGH SCHOOLERS GOING MOST OF THE TIME.
ALBANY COUNTY IS GOING TO HAVE A VOTE SHORTLY AND THEY WILL PASS IT.
DRIGGS HAS BEEN IN SCHOOL FIVE DAYS A WEEK SINCE DECEMBER 2ND.
I AM NOT TRYING TO SAY WE'RE GOING TO HAVE A VOTE TONIGHT, BUT IT'S TIME AND EVERYTHING I'M HEARING, I THINK IT'S TIME AS A PARENT, THAT WITH KIDS IN THE MIDDLE AND HIGH SCHOOL, THAT WE START HAVING A CONVERSATION ABOUT GOING BACK TO SCHOOL.
SO WHAT I WOULD LIKE TO DO IS PROPOSE THAT WE HAVE A SPECIAL, NEXT WEEK.
I KNOW THE SCHEDULE COULDN'T BE ANY WORSE, BUT I THINK WE NEED TO HAVE A DISCUSSION TO DEAL WITH THREE ITEMS, THREE AGENDA ITEMS. ONE, MARCH FIRST, A AND B COMBINED AND THE KIDS GO BACK TO SCHOOL FOUR DAYS A WEEK.
SECOND ITEM, SOMETHING WE HEARD, I KNOW [INAUDIBLE] BROUGHT IT UP, I THINK A COUPLE OF ADMINISTRATORS BROUGHT IT UP A SPRING BREAK.
I THINK WE SHOULD TALK ABOUT THAT WEEK FOLLOWING SPRING BREAK, WHICH IS APRIL 12TH THROUGH 16TH, THAT WE LET PARENTS KNOW NOW THAT THAT WILL BE A VIRTUAL WEEK.
AND THAT WAY, EVERYONE CAN WORK THROUGH ANY TRAVEL ISSUES THEY MAY HAVE AFTER A TWO WEEK WELL-DESERVED, WELL-DESERVED BREAK AND THEN THE THIRD ITEM, IS TO DISCUSS ON APRIL 19TH, MONDAY, APRIL 19TH, ALL KIDS BACK IN SCHOOL, FIVE DAYS A WEEK.
I THINK IT'S TIME BY AFTER SPRING BREAK, ALL OF OUR STAFF WILL HAVE WITH THEIR SECOND SHOT.
AND I THINK WE NEED TO GO CDC YESTERDAY ANNOUNCED THEY BELIEVE WITH OR WITHOUT VACCINES, KIDS SHOULD BE IN SCHOOL.
AND THAT'S, I THINK, THE HEAD OF THE SCIENCE COMMUNITY THAT WE ALSO LOOK TO.
AS A FATHER, IT IS TIME THAT MY DAUGHTER GOES TO SCHOOL FOUR DAYS A WEEK.
I'VE SEEN IT FIRSTHAND, AND WE ARE FAILING OUR CONSTITUTIONAL RESPONSIBILITY OF PROVIDING OUR KIDS AN ADEQUATE AND EQUITABLE EDUCATION.
SO I WOULD LIKE TO PROPOSE THAT SPECIAL MEETING, PREFERABLY WEDNESDAY OF NEXT WEEK, WITH LOTS OF NOTICE SO WE CAN TAKE ALL THE PUBLIC COMMENT IN THE WORLD.
I THINK THAT'S IT [INAUDIBLE] OK, THANKS, TRUSTEE SCOTT.
SO, BOARD, THE PURPOSE TONIGHT, I DON'T THINK IS TO DEBATE THE CONCEPT.
I WAS CURIOUS IF THERE WAS ANYONE ELSE ON THE BOARD THAT AGREED WITH TRUSTEE SCARLETT TO HAVE A SPECIAL MEETING NEXT WEEK.
I THINK TWO BOARD MEMBERS CAN ALWAYS ASK.
I THINK IT'S TWO BOARD MEMBERS CAN ALWAYS ASK FOR A MEETING.
IS THERE ANYONE ELSE ON THE BOARD THAT WOULD LIKE TO HAVE A MEETING NEXT WEEK THAT TRUSTEE MEAD IS PROPOSING? TRUSTEE SCARLETT.
NO, YOU SAID TRUSTEE MEAD'S PROPOSAL.
I WAS STARING AT YOU ON THE SCREEN.
I THOUGHT YOU WERE ABOUT TO TALK.
I WAS LOOKING AT YOU ON THE SCREEN.
IS THERE ANYONE ELSE THAT WISHES TO HAVE A SPECIAL MEETING NEXT WEEK? OK, SO LET'S-- I SUPPORT BILL ON THAT OK.
ALL RIGHT, SO THERE'S TWO BOARD MEMBERS THAT WOULD LIKE TO HAVE A SPECIAL MEETING.
I THINK THAT'S THE RULE THAT IF TWO BOARD MEMBERS REQUESTED OF THE CLERK.
I CAN'T REMEMBER WHO THE CLERK IS.
OH! [LAUGHTER] I WAS TRYING TO REMEMBER.
SO, IT SOUNDS LIKE IF TWO BOARD MEMBERS ARE REQUESTING IT, THEN WE BY THE RULES, WE NEED TO DO THAT.
SO IT SOUNDS LIKE WE'RE [INAUDIBLE] NEXT FEBRUARY 17TH, WHICH WOULD BE NEXT WEDNESDAY, AND THAT TRUSTEE SCARLETT WISHES TO DISCUSS THE CONCEPT OF POTENTIALLY
[01:50:08]
GOING BACK FULL TIME, THE SCHOOL HE LAID OUT SORT OF THREE DIFFERENT IDEAS THAT HE HAD, I ASSUME WE CAN DISCUSS MULTIPLE DIFFERENT IDEAS.I KNOW THERE WAS ANOTHER IDEA OUT THERE, THE IDEA OF AT LEAST THE MIDDLE SCHOOL GOING BACK FULL TIME, NOT THE FRIDAY, BUT THE OTHER AFTER SPRING BREAK.
SO I KNOW THERE'S SOME OTHER IDEAS FLOATING OUT THERE.
SO MAYBE THE DISCUSSION WILL BE A GENERAL DISCUSSION AS TO WHETHER OR NOT WE SHOULD GO BACK FULL TIME.
TRUSTEE MEAD? MR. CHAIR, I'M UNAVAILABLE NEXT WEDNESDAY.
I'M SLAMMED WITH A BOARD MEETING THAT DAY AND EVENING, AND I'D REALLY LIKE TO PARTICIPATE IN THIS DISCUSSION.
SO I'M WONDERING IF WE COULD MOVE IT A DAY TO THURSDAY OR FRIDAY.
WEDNESDAY IS JUST IMPOSSIBLE FOR ME.
AND MR. CHAIR, THIS IS TRUSTEE CARLIN.
I WAS JUST GOING TO MENTION THAT THAT IS ACTUALLY ASH WEDNESDAY AS WELL.
AND I JUST WANTED TO MAKE SURE THAT WE DIDN'T FORCE PEOPLE TO CHOOSE BETWEEN THEIR RELIGIOUS COMMITMENTS AND THE PARTICIPATING IN THE BOARD MEETING.
MR. CHAIRMAN, I AM HYPERSENSITIVE TO THE TIMING OF THIS.
IF IT BE OK WOULD EVERYBODY, LOOK AT THEIR CALENDARS AND IF JANINE WOULD JOIN ME, I WOULD BE OK MOVING IT TO TUESDAY, THE FOLLOWING WEEK.
SO ALMOST TWO WEEKS FROM NOW, BECAUSE I KNOW--IT WOULD BE TUESDAY, IS THAT THE TWENTY THIRD, WHICH WOULD BE SHORT NOTICE GOING BACK TO SCHOOL ON THE FIRST.
BUT IT'S IMPORTANT THAT WE START HAVING THIS DISCUSSION BECAUSE COVID IS GOING TO BE HERE OR IT'S NOT GOING TO BE HERE.
WHAT ABOUT TUESDAY, THE 16TH? TUESDAY, THE 16TH IS...
IF WE HAVE A LITTLE LEEWAY [INAUDIBLE] FOR THE TWENTY THIRD.
AND THIS HYPERSENSITIVE TO OTHER OTHER THINGS, OTHER SCHEDULES.
TRUSTEE SCARLETT WAS THE 16TH A POSSIBILITY? I DON'T THINK IT IS.
HOW ABOUT THIS 18TH? YEAH, I WAS GOING TO SUGGEST THE 18TH.
I THINK THIS IS AN IMPORTANT DISCUSSION WE SHOULD HAVE.
LET'S HAVE AN EMAIL CONVERSATION.
I THINK WE NEED TO FIND A DATE TONIGHT.
IS THE 18TH AVAILABLE TO YOU AND OTHERS.
DOES ANYONE HAVE A CONFLICT ON THE 18TH? DOES THAT WORK THURSDAY, THE 18TH? I CAN DO IT VIRTUALLY.
YEAH, THURSDAY, THE 18TH BY ZOOM OR WEBEX OR WHATEVER, AT SIX O'CLOCK.
DOES THAT WORK FOR EVERYONE? YES.
JUST GOT A TEXT FROM A PRINCIPAL THAT THE 18TH, FOR EXAMPLE, IS JACKSON'S PARENT TEACHER CONFERENCES.
SO STAFF MAY NOT BE AVAILABLE.
I SUPPOSE-- [INAUDIBLE] BE AVAILABLE.
YEAH, LET'S SHOOT FOR THE 18TH THURSDAY AT SIX O'CLOCK.
WERE THERE ANY FURTHER AGENDA ITEMS, SCHEDULING OR TOPICS THAT ANYONE WISHED TO GO OVER? ALL RIGHT.
'NEED TO HAVE A QUICK REFRESHER IN THE SEWER.
WE HAVEN'T TALKED ABOUT THAT IN A WHILE, BUT I KNOW WE HAVE SOME OPPORTUNITIES COMING UP WITH OUR SEWER LINE AND JUST HOW MANY AFUS WE HAVE AVAILABLE.
I MEAN, JUST THE I GOT TO HAVE A REFRESHER COURSE.
WE HAVEN'T TALKED ABOUT IT ON A REGULAR BASIS IN A WHILE, BUT I THINK WE HAVE SOME OPPORTUNITIES COMING UP.
[01:55:01]
[INAUDIBLE] IT'S JUST ONE OF THOSE--.WHERE WOULD YOU PUT THAT IN THE AGENDA IN MARCH? UNDER THE SUPERINTENDENCE REPORT, SOMEWHERE UNDER THERE? OR MAYBE UNDER--.
I THINK KRISTEN IS VOLUNTEERING TO BECOME THE EXPERT ON THAT.
THE OTHER ITEM, SO WE'LL ADD THE SEWER LINE TO THE NEXT ONE.
THE OTHER ONE I FORGOT ABOUT WAS A DISCUSSION TRUSTEE BRUMSTED HAD BROUGHT UP AND DR. [INAUDIBLE] BROUGHT UP THE DISCUSSION OF POTENTIALLY IN MARCH.
WE COULD HAVE ON THE AGENDA, MAYBE NOT AS AN AGENDA VOTING ITEM, BUT MORE OF A DISCUSSION ITEM, THE CALENDAR FOR NEXT YEAR FOR THE HIGH SCHOOL AND THE MIDDLE SCHOOL.
WELL, I THINK IT WAS MORE OF A DISCUSSION OF MAYBE HAVING A REPORT FROM DR.
AS TO POSITIVES AND NEGATIVES THAT THEY LEARNED THIS YEAR, AND IF WE SHOULD MOVE FORWARD OR NOT MOVE FORWARD AND THEN MAYBE LIKE IF THERE'S A BIG PUSH FOR IT, WE COULD TALK ABOUT IN APRIL FOR A VOTE.
BUT MY UNDERSTANDING OF HOW THE SYSTEM WORKS IS THE KIDS ARE ALREADY RIGHT NOW PICKING THEIR CLASSES FOR NEXT YEAR.
THEY'LL ASK THEM TO ADD ONE EXTRA.
YOU KNOW, THEY ALWAYS HAVE THAT EXTRA ONE JUST IN CASE.
SO IF WE DO DECIDE TO GO TO EIGHT CLASSES RATHER THAN SEVEN, THERE'S ONE IN THE [INAUDIBLE] TO MAKE THIS DECISION IS I GUESS WAS THE POINT I WAS MAKING.
SO MAYBE IN MARCH JUST A DISCUSSION ITEM, NOT A VOTING ITEM, JUST A DISCUSSION ITEM WHERE MR. H.
AND DR. CHRIS CAN GIVE SOME INPUT.
MR. CHAIRMAN, I WOULD AGREE THAT WE I MEAN, THIS IS SOMETHING THAT I THINK MAYBE OUR MEETING IN MARCH, THAT THEY HAD JUST A SCANT REPORT ON THAT OR, YOU KNOW, EVEN IF THE DEPENDING ON PRINCIPAL'S DECISION, WHETHER MARCH IS EVEN, YOU KNOW, THE TIME WHEN THEY WANT TO HAVE THAT DISCUSSION OR NOT.
BUT CERTAINLY I WOULDN'T SEE IT ANY EARLIER THAN OUR MARCH MEETING.
OK, I REALLY AGREE WITH YOU THAT THIS IS A DISCUSSION ITEM BECAUSE IN THE PAST, THE BOARD REALLY DOESN'T VOTE ON THE HIGH SCHOOL SCHEDULE.
TRUSTEE TESKE, I THINK A COUPLE OF THE THINGS WE HEARD EARLIER WAS THERE MIGHT BE BUDGET IMPLICATIONS AND I WOULD JUST WANT TO MAKE SURE THAT WE WERE PRESENTED WITH THAT INFORMATION SO WE WOULD KNOW.
BUT I AGREE WITH YOU, IT'S NOT NECESSARILY SOMETHING THAT WE SHOULD BE MAKING THE DECISION ON BECAUSE WE'RE NOT THE EXPERTS.
MR. SCARLLET, I WROTE DOWN THE THREE THINGS THAT YOU LIKE TO DISCUSS, BUT ON APRIL 19TH, YOU SAID BACK IN FIVE DAYS, BUT YOU'VE BEEN TALKING ABOUT THE MIDDLE SCHOOL AND THE HIGH SCHOOL.
ARE YOU TALKING ABOUT ELEMENTARY SCHOOL ALSO? YEAH, ON APRIL 19TH? YES.
YEAH, I WOULD SAY FULL-TIME REGULAR OPERATIONS.
I JUST NEEDED A LITTLE CLARIFICATION.
AND JUST TO BE CLEAR, ON FEBRUARY 18TH AT THIS MEETING, IF THE SUPERINTENDENT COULD BRING US MULTIPLE DIFFERENT OPTIONS, NOT JUST TRUSTEE SCARLETT HAS SOME IDEAS, BUT IF WE COULD SEE ALL THE DIFFERENT OPTIONS THAT ARE OUT THERE.
AND THE REASONS WHY WE SHOULD PERHAPS, I GUESS.
WAS THERE ANY OTHER AGENDA ITEMS OR SCHEDULING ANYONE WANTED TO DISCUSS? SEEING NONE, WE'RE PRETTY MUCH ALL DONE.
IT'D BE NICE TO GET BACK IN PERSON.
IT'S TOUGH TO DO THIS BY ZOOM; I LOSE TRACK.
ALL RIGHT, MR. CHAIRMAN, WOULD LOSE HIS HALO.
ANYTHING ELSE ON THE REVIEW OF THE MEETING? WE THOUGHT THAT WAS JUST TRYING TO TELL US ALL THAT YOU WERE ANGELIC.
[02:00:04]
OK, ANY ADVANCE PLANNING? NO CHANGES, MR. CHAIRMAN.WELL, WE'LL TAKE A MOTION TO ADJOURN THEN.
SECOND MOVED AND SECONDED TO ADJOURN.
ALL THOSE IN FAVOR SAY AYE: AYE.
THANK YOU ALL.
