WE'RE JUST FINISHING UP THE TAX RECEIPTS FOR THE CURRENT YEAR.
BUT JUST LOOKING I WOULD LIKE TO POINT OUT THAT EVEN WITH THE MILL LEVY, IF YOU GO TO THE FULLEST AMOUNT OF THE PART 1, YOU WILL NOT HAVE ENOUGH FUNDING TO COVER ALL THE REQUESTS THAT HAVE BEEN POSTED ON PAGE 2.
I JUST WANTED TO MAKE THAT CLEAR, YOU'RE BASICALLY GOING TO BE SHORT AROUND 80,000, AND THEN TO HAVE A HEALTHY ACCOUNT, YOU'RE GOING TO NEED TO HAVE MORE THAN THAT.
JUST WANT TO MAKE THAT CLEAR THAT YOU'RE GOING TO BE A LITTLE OVERDRAWN.

THEY'RE NOW SITTING AT 73,000 REQUESTS FOR COMMUNITY, WITH THE SCHOOL DISTRICT BEING THE 2.1 REQUESTS.

I THINK WE SHOULD TAKE CARE OF OURSELVES FIRST AND THEN LOOK AT THE COMMUNITY GRANTS SECOND.
I THINK THE PRIORITY SHOULD BE SWITCHED, WHICH WOULD THE BOARD'S DECISION, BUT MY SUGGESTION WHEN IT GETS TO THE GRANTS IS THAT WE FOCUS ON THE SCHOOL DISTRICT FIRST, ESPECIALLY IN LIGHT OF WHAT'S HAPPENING IN CHINA AND THE UNKNOWN [OVERLAPPING].
I THINK WE'RE GOING TO NEED IT [INAUDIBLE]. JUST A COMMENT.
>> TO PLAY THAT OUT, IF WE WERE TO PAY OUT THESE GRANTS, IF THIS BOARD DECIDED TO APPROVE THOSE GRANTS FOR THE FISCAL YEAR 22 PERIOD, THEN THESE GRANTS, IF THEY DIDN'T RECEIVE THEIR MONEY UNTIL APRIL OR MAY, THEY WOULD ONLY HAVE A ONE MONTH OR TWO MONTH PERIOD TO SPEND THAT MONEY.

OUR REQUESTS ARE THROUGHOUT THE YEAR.
WHERE SOME OF OUR COMMUNITY PARTNERS HAVE ALREADY PROCESSED THEIR GRANT OR THEIR PROJECT, AND I'M BASICALLY COMING IN AND REIMBURSING THEM ALSO.

LAURA EXPLAINED THAT IF WE WANT EVERYTHING ON THAT LIST, WE NEED TO REQUEST THE BOARD OF TRUSTEES TO APPROVE A ONE MILL REQUEST.

ONCE AGAIN, THIS MILL LEVY AFFECTS PROPERTY OWNERS, NOT EVERYBODY WHO HAS THE OPPORTUNITY TO USE RECREATIONAL FACILITIES.
THE PURPOSE OF REC DISTRICTS WHEN THE LEGISLATURE ADOPTED THIS LEGISLATION WAS TO HAVE SCHOOL DISTRICTS HAVE ANOTHER AVENUE IN ORDER TO PAY FOR GYMS AND THOSE THINGS WERE TERMED ENHANCEMENTS TO WHAT WAS AVAILABLE TO FUND UNDER THE SCHOOL FACILITIES THEN,

NOW IT'S STATE FACILITIES.I THINK THAT FOLKS ARE BURDENED ENOUGH AND TO INCREASE THE MILL LEVY IN A YEAR LIKE THIS, I THINK IS BAD POLICY AND I WOULD OPPOSE IT.
I WOULDN'T HAVE ANY PROBLEM MAINTAINING THE CURRENT MILL LEVY AT 0.25.
BUT I THINK GOING UP AND LET ME SAY THAT JUST ADJUSTING THE MILL LEVY SO WE CAN SATISFY EVERYBODY'S NEEDS ISN'T A POLICY AT ALL.
SO I WOULD OPPOSE GOING TO ONE MILL LEVY, BUT WOULD CERTAINLY SUPPORT MAINTAINING IT AT 0.25.
>> SO IF WE WERE TO MAINTAIN PAYMENT AT 0.25, WHAT WOULD BE THE ESTIMATED INCOME? DOES ANYBODY HAVE THAT NUMBER?

I ALSO SEE THAT WE'RE GOING TO PROBABLY HAVE SOME SIGNIFICANT CUTS IN THE SCHOOL DISTRICT BUDGET AND THEN TO NOT BE ABLE TO FUND A LOT OF THESE OTHER THINGS.
I THINK THAT CAN HAVE A SIGNIFICANT IMPACT.
WITH THAT SAID, I'M ALL ABOUT SAFETY TOO, SO I WOULD LIKE TO SEE THE FIELDS REPLACED, BUT THAT IS SOMETHING THAT COULD BE PUT ON HOLD, I SUPPOSE, NOT KNOWING THE EXACT NUMBERS OF THE SAFETY STUFF.
ANYWAY, THOSE ARE JUST THE THINGS THAT ARE GOING AROUND MY HEAD.
I HATE TO PUT OURSELVES IN A POSITION WHERE WE'RE CUTTING THE SCHOOLS AND THE THINGS THAT WE'RE PROVIDING FOR THE SCHOOLS IN A TIME WHEN WE'RE GOING TO BARELY BE SIGNIFICANTLY PAYING OTHER THINGS THAT IT COULD BE JUST A DISASTER.

NO ONE EVEN WENT TO THE COMMISSIONERS AND TRIED TO GET THEM TO LOWER THE MILL LEVY IN THE COUNTY.
I WAS DISAPPOINTED THAT NO ONE ELSE FOLLOWED SUIT.
WE TRIED TO SET THE EXAMPLE AND NO ONE ELSE FOLLOWED.
TO BETSY'S POINT, WE REALLY SACRIFICED BECAUSE NOW OUR FUND BALANCE IS LOW AND REALLY, COVID WASN'T AS ILL OF AN EFFECT ON THE COMMUNITY AS I THOUGHT IT WOULD BE.
SO I THINK WE'VE NOW GOT PRIORITIES THAT WE NEED TO ADDRESS, AND I'M USUALLY IN THE COURT OF LET'S KEEP TAXES AS LOW AS IT CAN BE, BUT WE REALLY HAVE SOME DIRE NEEDS, I FEEL, IN THE DISTRICT.
I'M ON BOARD WITH BETSY AS FAR AS A SAFETY AT THE GOLF OR AT THE MATURE FIELDS AND STUFF LIKE THAT.
CHRISTINE, YOU MAY KNOW, FOR THE AVERAGE TAXPAYER, HIRING AT 0.75 FOR ASSESSMENT.
WE CAN GET THOSE NUMBERS, BUT IT'S REALLY MINISCULE.

WE HAVE AN OPPORTUNITY NEXT YEAR AT THIS TIME, IF WE DO TO MAKE A CORRECTION.
BUT WE'RE NOT SEEING THAT RIGHT NOW.
WE'RE SEEING 32 MILLION IN CUTS WHICH, TETON COUNTY'S ABSORPTION OF THAT, WON'T BE DIFFICULT.
THEN NEXT YEAR WE WOULD HAVE THE OPPORTUNITY TO ADJUST THAT WERE WE TO PAY SIGNIFICANT CUTS, BUT I HAVEN'T LISTENED TO THE LEGISLATURE TOO.
I'M JUST NOT SEEING THAT HAPPENING IN A HUGE WAY.
NOW IF IT DOES, THE BOARD DOESN'T HAVE TO VOTE ON THIS MILL TO LATER ON IN THE YEAR.
IF WE SEE MASSIVE CUTS, WE COULD COME BACK, I THINK.
BUT, YEAH, I NEVER INTENDED BY CUTTING IT LAST YEAR TO SET AN EXAMPLE FOR OTHER AGENCIES.
I'VE LIVED HERE LONG ENOUGH TO KNOW THAT'S NOT HAPPENING, THOMAS.

I JUST FEEL LIKE WHEN WE'RE FACING AFFORDABLE HOUSING PROBLEMS, THE PEOPLE WHO HAVE AFFORDABLE HOUSING HAVE TO PAY TAXES TOO. THEY OWN PROPERTY.
SO EVERY TIME YOU ADD ON TO THAT, AND FOR SOMETHING LIKE RECREATION, I'M NOT REALLY FEELING IT.
OVER THE YEARS SINCE I'VE BEEN ON THE BOARD, THE SCHOOL DISTRICT ACTUALLY PAID THE $300,000 FOR ACTIVITIES, THAT, NOW, WE'RE TRYING TO GET THE BOARD OF DIRECTOR TO PAY.
IN THE PAST, WE'VE ACTUALLY PAID THAT BECAUSE IT WAS AN EFFORT TO MAKE SURE THAT KIDS REALLY HAD ACCESS TO ACTIVITIES.
SOME OF THE STUFF THAT THE SCHOOL BOARD HAS LISTED FOR THE REC DISTRICT TO TAKEOVER.
GREAT. IT GIVES US MORE BUDGET FOR THE SCHOOL DISTRICT, AND I THINK IT'S JUSTIFIABLE.
BUT MANY OF THESE THINGS WERE HISTORICALLY PAID BY THE SCHOOL DISTRICT.
WE ALWAYS TAKE THOSE AND MANAGED TO DO IT WITHIN OUR BUDGET.
I THINK WE'RE GOING TO HAVE THE OPPORTUNITY IF WE GET CUTS, BUT TO SUGGEST THAT WE RAISE TAXES BASED ON PURE SPECULATION ABOUT THE CUTS, WILL BE IN THE SCHOOL DISTRICT.
I DON'T THINK THAT'S A GOOD IDEA, AND IT'S NOT GOOD POLICY.
>> I HATE RAISING TAXES, BUT I'M FOLLOWING THE LEGISLATURE TOO, AND RIGHT NOW, WHAT'S GOING ON DOWN THERE IS NO LONGER $30 MILLION.
THAT'S 2-3 TIMES MORE THAN THAT.
MORE IMPORTANTLY IS THE CHANGES TO THE REGIONAL COST ADJUSTMENT CALLS OUT TETON COUNTY IN ANOTHER WAY POSSIBLE.
WE STILL NEED TO FIGURE OUT A WAY TO FUND THINGS THAT AREN'T PART OF THE MODEL.
AND THAT'S WHAT A LOT OF I SEE WHAT THE TETON COUNTY SCHOOL DISTRICT REQUESTS ARE QUERYING UP.
I'M COMFORTABLE MOVING FORWARD, REQUESTING ONE NOW FROM THE SCHOOL DISTRICT.
I THINK THE SCHOOL DISTRICT APPROVES THIS REQUEST IN APRIL OR MAY.

LAST YEAR, UNLIKE ANY OTHER YEAR PRIOR TO THAT, THEY WANTED TO SEE ALL OF THE MILL LEVY REQUESTS TOGETHER.
THEY'VE ALREADY SEEN SOME INFORMATION FROM CWC, AND THEN THE REC DISTRICT, AND THEN THE BOSSIS.
THEIR CLASS HAS NOT YET BEEN REQUESTED FROM THE CWC BOSSIS FOUR.
SO IT MAY BE APRIL, IT MAY BE MAY.
