THAT BEING SAID, WE HAVE A 409 EMPLOYEES THAT COUNT IN THAT MODEL FUNDED STAFF POSITION INSTEAD OF THE 376. WHEN WE LOOK AT OUR PREMIUMS THAT WE'RE PAYING IN THIS DISTRICT, A FAMILY COVERAGE IS 18,528. THAT'S THE ONLY CATEGORY OF INSURANCE THAT ACTUALLY EXCEEDS THE AMOUNT THAT WE'RE FUNDED FOR STAFF. BUT WE ONLY HAVE A 175 PEOPLE THAT ELECT FAMILY COVERAGE. WE HAVE A 110 SINGLE EMPLOYEES THAT ELECT COVERAGE. THE COST OF THAT ON AN ANNUAL BASIS IS $6,948. YOU CAN SEE WHERE THIS VARIANCE IS COMING FROM. THEN YOU ALSO HAVE YOUR EMPLOYEE WITH CHILD, EMPLOYEE WITH SPOUSE, AND YOUR SPLIT CONTRACTS. WE DO HAVE OTHER HEALTH INSURANCE THAT WE PROVIDE: VISION, DENTAL, WHICH AREN'T INCLUDED IN THOSE NUMBERS. BUT IT GIVES YOU AN IDEA OF WHY WE'RE SEEING THIS VARIANCE. THE STATE LAST YEAR TOOK ACTION SO THAT IF YOU'RE NOT MEETING THE AMOUNT THAT THEY'RE FUNDING YOU FOR HEALTH INSURANCE, THEN YOU ARE GOING TO HAVE TO PAY BACK THE DIFFERENCE. FOR THIS YEAR, I DON'T KNOW EXACTLY HOW THEY'RE MEASURING IT AND WHEN WE ASK WDE OR TRY AND GET [LAUGHTER] SOME VERSION OF HOW THEY'RE IMPLEMENTING THIS LEGISLATION. THEY'RE NOT REALLY SURE. I PROPOSE ELIMINATING TIER 2, FULLY FUNDING TIER 1. THEN STILL LEAVING THE HIGH DEDUCTIBLE OPTION IN THE COMPENSATION PACKAGE. I'M A BIT CONCERNED THAT WHEN THEY HAVE THEIR SPECIAL SESSION, WHICH RUNS FROM JULY 12TH TO THE 17TH, THAT THEY ARE GOING TO ADDRESS THIS ISSUE AGAIN. IT'S BELIEVED THAT THE [INAUDIBLE] MONEY WILL BE PART OF THE FOUNDATION OF THE EDUCATION BILL. [01:15:04] I DON'T KNOW HOW MANY OF YOU UNDERSTAND WHAT WAS REALLY GOING ON WITH THIS BILL, HOW MUCH DEPTH YOU WANT ME TO GO INTO. THEY ALSO BELIEVE THAT WE SHOULD TAKE IT PRETTY MUCH PUT INTO SAVINGS THE [INAUDIBLE] MONEY AND PULL THAT OFF BECAUSE THE GREAT THING ABOUT THE [INAUDIBLE] MONEY, AND I NEVER THOUGHT I'D SAY THAT I LIKE SOMETHING THE FEDS WERE DOING. BUT ONE OF THE GREAT THINGS ABOUT THE [INAUDIBLE] MONEY IS THE FACT THAT THERE'S A MAINTENANCE OF EFFORT REQUIREMENT SO THAT THEY CANNOT MAKE REDUCTIONS AS LONG AS THE [INAUDIBLE] MONEY IS BEING TAKEN FOR EDUCATION. WHAT THEY WANTED TO DO IS THEY WANTED TO SUPPLANT THE MONEY THAT WE PRESENTLY USE FOR HOOTERS. INTERVENTIONS AND THOSE KINDS OF THINGS. REMEDIATION. I THINK AS TIME CONTINUES TO WEAR ON, PEOPLE ARE GOING TO SEE THAT THAT REALLY ISN'T EXPENSIVE ENTITY TO THEM. ONE OF THE JOBS I THINK WE ALL HAVE IS TRUST ISSUES, WE NEED TO CONTINUE TO REMIND THE STATE HOW MUCH MONEY WE ARE SENDING BACK TO THE STATE AND PROPERTY TAXPAYER DOLLARS, WHICH IS THE REASON THAT WE NEED THE REGIONAL COST ADJUSTMENT. YOU CAN MAKE A DIRECT CORRELATION BETWEEN THE CONTINUED ESCALATION IN OUR PROPERTY ASSESSMENTS, WHICH TRANSLATES INTO OUR RECAPTURE DOLLARS, AND WHAT IT COST TEACHERS TO LIVE HERE. I JUST ENCOURAGE US ALL TO DO THAT. ONE OF THE THINGS THAT I WANTED TO THROW OUT TO YOU ALL TONIGHT BECAUSE I THINK IT'S VERY IMPORTANT FOR YOU TO THINK ABOUT, I'M NOT SURE WE'LL COME TO CLOSURE TONIGHT. THE GOVERNOR HAS TAKEN IT UPON HIMSELF THAT HE IS PUTTING TOGETHER A TASK FORCE TO GO OUT AND FIGURE OUT WHAT EDUCATION SHOULD LOOK LIKE IN THE STATE OF WYOMING. I DON'T KNOW HOW THE REST OF YOU FEEL, BUT I BELIEVE THAT THAT'S OUR JOB. AS TRUSTEES, I BELIEVE IT'S OUR JOB TO TRY AND SHAPE WHAT EDUCATION LOOKS LIKE IN TETON COUNTY, WYOMING. I THINK IT'S REALLY IMPORTANT THAT WE START TO THINK ABOUT HOW DO WE OPEN UP THOSE DISCUSSIONS WITH OUR COMMUNITY SO THAT WE'RE PREPARED TO COME BACK WITH ANSWERS AS THIS PROCESS CONTINUES TO MOVE FORWARD. >> DO YOU MEAN OTHER THAN THE 1 BILLION YOU'RE DISCUSSING, ARE THERE OTHER BILLS THAT WE SHOULD BE AWARE OF? I KNOW TONIGHT WE'RE GOING TO TALK ABOUT HABITUAL TRUANCY AS A POLICY. THE BILL THAT YOU GOT PASSED WITH LETTING US GO INTO EXECUTIVE SESSION TO DISCUSS HERE, ARE THERE BILLS THAT YOU THINK WE SHOULD BE AWARE OF? >> THE OTHER ONE THAT'S SITTING OUT THERE, KEITH, IT'S PROBLEMATIC TO ME IS THIS CHARTER SCHOOL BILL. THE REASON THAT IT'S PROBLEMATIC IS MULTIFACETED IS, NUMBER ONE IS THAT THEY WANT TO TAKE THE AUTHORITY FROM LOCAL BOARDS OVER THE APPROVAL OF CHARTER SCHOOLS AND GIVE IT TO THE SLIPBOARD BECAUSE THEY THINK THAT WE'RE TOO [01:20:02] CLOSE TO IT AND IT'S VIEWED AS COMPETITION TO US AND WHATEVER. MY BIG OBJECTION TO THE CHARTER SCHOOL BILL CANDIDLY IS THE FACT THAT HERE WE ARE TALKING ABOUT SCARCE RESOURCES. THE OTHER PLACE WHERE THERE'S A LOT OF ISSUE IN TERMS OF RESOURCING FOR SCHOOLS IS IN CAPITAL CONSTRUCTION AND MAJOR MAINTENANCE DOLLARS AND THAT KIND OF A THING. IF YOU LOOK AT THE CHARTER SCHOOL BILL, BASICALLY YOU'RE ADDING FACILITIES, YOU'RE ADDING MAJOR MAINTENANCE TO ALREADY SCARCE RESOURCES. I FOR ONE AND MAYBE I'M THE LONE RANGER OUT THERE, BUT I PROBABLY THINK THAT WE DO A PRETTY DARN GOOD JOB OF OFFERING CHOICE FOR OUR PARENTS BETWEEN SUMMIT HIGH SCHOOL AND ALL THE DIFFERENT PROGRAMS THAT WE OFFER. I THINK WE DO A PRETTY NICE JOB OF OFFERING CHOICE SO THAT BILL IS REALLY PROBLEMATIC. IN FACT, I DON'T BELIEVE THE GOVERNOR SIGNED IT. WHILE YOU WERE ON BREAK, I WAS EXCHANGING TEXTS WITH GILLION. I THINK THAT THE MORE WE CAN ENCOURAGE OUR KIDS TO TAKE ADVANCE CLASSES EARLIER AND EARLIER IS GREAT IF THEY'RE READY TO DO IT. THE ADMINISTRATORS BELIEVE, AND THE TEACHERS BELIEVE THAT IT'S THE RIGHT THING FOR THOSE STUDENTS TO DO. I THINK IT'S A GOOD THING. THERE WERE SOME WORK-STUDY PROGRAM BILLS THAT WERE COMING UP IN ONE OF THE INTERESTING NUANCES, WHICH I'M NOT SURE MANY FOLKS IN THE LEGISLATURE UNDERSTOOD THAT WAS IN THE SCHOOL FUNDING HOUSE BILL 173 WAS TAKING ADM. PRESENTLY YOU HAVE TO BE IN SCHOOL 80 PERCENT OF THE TIME IN ORDER FOR YOU TO BE CONSIDERED A FULL ADM. WHAT THEY WANTED TO DO WAS TO TAKE THAT DOWN TO 75 PERCENT. THE REASON BEING THAT THERE'S MANY SCHOOL DISTRICTS AROUND A BLOCK SCHEDULE OF FOUR CLASSES, AND IF A STUDENT THEN CHOOSES TO GO OFF ON A WORK-STUDY PROGRAM FOR THE FOURTH CLASS, THEN THEY'RE NOT IN SCHOOL 80 PERCENT OF THE TIME. SO THERE WAS A LOT GOING ON ON THAT FRONT. IT'S INTERESTING TO NOTE THAT THE RECEPTION OF IT WAS SOMEWHAT DAMPENED BASED ON WHOEVER WAS BRINGING THE BILL FORWARD VERSUS WHAT'S REALLY RIGHT FOR THE STATE OF WYOMING. I THINK IT'S REALLY, REALLY CRITICAL [INAUDIBLE] LOOK AT WHERE'S WYOMING HEADED, AND WHAT ARE WE GOING TO DO AS A SCHOOL DISTRICT TO PREPARE STUDENTS EITHER FOR COLLEGE OR FOR THE WORKFORCE TO BE ABLE TO THAT NEXT GENERATION WORKFORCE IN THE STATE OF WYOMING? YOU CAN TELL WHERE I SPENT MOST OF MY TIME. THERE WAS VERY LITTLE DISCUSSION ABOUT EARLY CHILDHOOD. I KNOW BETSY HAD A BILL COMING FORWARD WHICH WOULD HAVE REALLY RESTRUCTURED HOW EARLY CHILDHOOD WAS STRUCTURED IN THE STATE, AND IT CONTINUED TO BE CONTENTIOUS IN THE BILL, [INAUDIBLE] , AND EVENTUALLY JUST DIED. ONE OF THE OTHER POINTS OF GREAT SENSITIVITY, AS WE'RE MOVING FORWARD TO THINK ABOUT, IS ACTIVITIES FUNDING. THERE WAS A HUGE PUSH TO TRY AND, I'LL SAY, MAKE CATEGORICAL GRANTS OUT OF LOTS OF STUFF THAT'S IN THE BLOCK GRANT, WHICH IT MAKES IT REALLY, REALLY CHALLENGING TO DO A BUDGET WHEN YOU NO LONGER HAVE A BLOCK GRANT. THERE WAS A LOT OF FOCUS ON THE FACT THAT DISTRICT SPENT A WHOLE LOT MORE MONEY FOR ACTIVITIES THAN WHAT WE'RE FUNDED IN THE BLOCK GRANT. IT IS PERCEIVED, AND I'M NOT ONE TO SAY THAT I BELIEVE THAT OR NOT, [01:25:04] BUT IT IS PERCEIVED THAT BY DOING SO, YOU'RE TAKING MONEY AWAY FROM TEACHERS. THERE WAS ALSO, IN MY VIEW, A VERY INAPPROPRIATE DIVIDE IN A LOT OF THE DISCUSSION BETWEEN TEACHERS AND ADMINISTRATORS, AND A LACK OF SUPPORT AND UNDERSTANDING OF THE IMPORTANCE OF GOOD ADMINISTRATORS IN OUR DISTRICTS. OTHER THAN THAT, I'M TRYING TO THINK OF WHAT ELSE WAS ON. YOU MENTIONED THE BILL ON NUTRITION, THAT WAS GOOD. IT WAS A SLEEPER, ACTUALLY. IT DIDN'T GET A LOT OF ATTENTION. IT JUST WENT THROUGH. I WANTED YOU TO BE AWARE OF THE SITUATION AT KELLY ELEMENTARY. KELLY ELEMENTARY IS A FOUR-CLASSROOM SPACE BUILDING, SO IT'S A MULTI-GRADE. THEY HAVE THREE REGULAR CLASSROOM TEACHERS, AND A SPECIAL ED INTERVENTIONIST TEACHER, SO THEY HAVE FOUR STAFF MEMBERS. EACH OF THE REGULAR CLASSROOM TEACHERS TEACH TWO GRADE LEVELS, AND THE NORMAL RANGE FOR ENROLLMENT IN A SINGLE GRADE LEVEL IS 16, AND IT RANGES. IN KINDERGARTEN, WE WANT THEM TO BE EVEN SMALLER THAN 16 IF POSSIBLE, FIRST GRADE. IT JUST DEPENDS ON THE NUMBER OF SECTIONS THAT YOU HAVE. AT KELLY, WE EXCEED WHAT IS A NORMAL RANGE FOR A SINGLE CLASSROOM. IN RESPONSE, THE TEAM MET AND WE DECIDED TO ALLOW THE GENERAL CONTRACTORS TO SUBMIT A BEST-CASE SCENARIO SCHEDULE WITH THEIR BIDS AND WE EXTENDED THE BID DATE TO THE 27TH AT 1:00 PM. THAT IS WHEN BIDS ARE DUE. IT WAS A TEST, AND SO WE NEVER HAD A CHANCE TO EVALUATE OR THINK ABOUT THAT. I THINK THAT AS WE START TO PLAN THESE WORKSHOPS, WE GOT TO TALK ABOUT THAT AND THE PROS AND CONS OF HAVING THEM IN ONE DAY OR SPLITTING IT OUT. >> APART FROM THAT, DOES ANYBODY HAVE ANY QUESTIONS? >> I DON'T HAVE A PREFERENCE.
