ALL RIGHT, I'LL GET STARTED.

I'M NOT SURE WHERE KATE IS, BUT WE'LL DO A PLEDGE OF ALLEGIANCE REAL QUICK.

[A. Call to Order]

[C. Action Items]

DEAL WITH [INAUDIBLE] MIDDLE SCHOOL ADDITION AND RENOVATION PROJECT.

MY UNDERSTANDING THAT YOU RECEIVED TWO BIDS, MIDDLE SCHOOL ADDITION AND RENOVATION COMMITTEE RECOMMENDED AWARD OF THE CENTURY CONTRACTORS INC.

TO THE LOWEST BIDDER, AS WELL AS PROVIDING CONSTRUCTION SCHEDULE THAT MOST CLOSELY ALIGNED WITH DISTRICT'S ORIGINAL PROPOSED SCHEDULE.

SO DEANNA I ASSUME YOU'RE PRESENTING.

OR MAYBE IT'S CHARLOTTE.

OK, THANK YOU, MR. CHAIR. CHARLOTTE REYNOLDS ON BEHALF OF THE MIDDLE SCHOOL ADDITION AND RENOVATION COMMITTEE. I'D LIKE TO THANK TRUSTEE ZUNG AS OUR BOARD REPRESENTATIVE TO THE COMMITTEE.

COMMITTEE MEMBERS MISS HARGER WILL PROVIDE A BRIEF OVERVIEW OF THE STAFF REPORT FOR YOU.

MR. HOELSCHER IS AVAILABLE TO ANSWER QUESTIONS ABOUT THE IMPACTS OF THIS PROJECT ON THE MIDDLE SCHOOL AND ITS PROGRAMING.

MR. CLARK IS HERE TO ANSWER QUESTIONS ABOUT THE KITCHEN RENOVATION, AND MS. MAYO IS HERE TO ANSWER QUESTIONS ABOUT THE BUDGET AND PROJECT FUNDING.

SO WITH THAT, I'LL HAND IT OVER TO MS. HARGER FOR THE OVERVIEW.

GOOD EVENING, MR CHAIR, TRUSTEES DEANNA HARGER FACILITIES, SO TO KICK IT OFF, WE WERE HAPPY WE RECEIVED TWO BIDS FOR THE PROJECT, ONE FROM GE JOHNSON IN THE AMOUNT OF $3, 788,227. AND THEY INCLUDED A SUBSTANTIAL COMPLETION DATE OF JUNE 20TH,2022.

THE SECOND BID WAS FROM CENTURY CONTRACTORS FOR A BID AMOUNT BASED BID AMOUNT OF 3,419,256 HUNDRED NINETEEN TWO FIVE SIX WITH A SUBSTANTIAL COMPLETION DATE OF JUNE 1ST.

2022. AND THOSE DATES ARE IN RESPONSE TO FEEDBACK WE RECEIVED FROM CONTRACTORS REGARDING LONG LEAD TIMES MATERIAL.

SO THE COMMITTEE AND THE STATE ALLOWED THEM TO SUBMIT THAT ALTERNATIVE SUBSTANTIAL COMPLETION DATE. AND THEN THE COMMITTEE CONSIDERED BOTH THE BASE BID AMOUNT AND THE SUBSTANTIAL COMPLETION DATE WHEN MAKING THEIR FINAL RECOMMENDATION FOR YOUR CONSIDERATION TONIGHT. THE COMMITTEE STRUCTURED THE BID INTO CATEGORIES SO THE BOARD COULD HAVE FLEXIBILITY TO FINE TUNE EACH BUDGET CATEGORY WITH THE DISTRICT'S PRIORITIES.

THE COMMITTEE RECOMMENDS AWARDING THE CONTRACT, AS MR. CHAIR, YOU MENTIONED, TO CENTURY CONTRACTORS.

THEY SUBMITTED THE LOWEST BID FOR THE PROJECT AND THEIR ALTERNATE SCHEDULE ALIGNS BEST WITH THE DISTRICT'S ORIGINAL STATED SCHEDULE.

IN ADDITION TO THAT, THE COMMITTEE PRESENTED SOME OPTIONS FOR YOUR CONSIDERATION AND WE RECOMMEND MOVING FORWARD OPTION TWO, WHICH IS TO COMPLETE ALL OF THE BASE BIDS, MINUS ALTERNATE NUMBER FOR THE SCIENCE LAB BUILD OUT.

ALTERNATE NUMBER ONE. ALTERNATE NUMBER ONE, SORRY, THANK YOU FOR THAT CORRECTION.

ALTERNATE NUMBER ONE, THE SCIENCE LAB BUILD OUT.

THIS OPTION DOES NOT REQUIRE ANY ADDITIONAL FUNDING FROM THE CAPITAL RESERVE FUND.

WE CAN GO OVER THE BUDGET IF YOU'D LIKE, THE NEXT STEPS AFTER THE BOARD APPROVED SELECTION OF THE GENERAL CONTRACTOR ARE THE COMMITTEE WILL WORK TO HIRE AN OWNERS REP WITH STATE USING STATE FUNDS FOR THE CONSTRUCTION PHASE OF THE PROJECT.

AND THEN WE WILL BEGIN CONSTRUCTION AND WE HAVE AN ANTICIPATED GROUNDBREAKING DATE OF LATE MAY. AND WITH THAT, THE COMMITTEE STANDS FOR QUESTIONS.

YOU SAW SOME OF MY QUESTIONS THAT I SENT TO YOU EARLIER TODAY.

YES, I DID.

IS THERE A CONTRACT AND I JUST MISSED IT.

THERE WAS A CONTRACT ATTACHED TO THE BOARD DOCS.

IT WAS A TEMPLATE CONTRACT FOR THIS PROJECT BECAUSE WE'RE USING STATE FUNDS, THE DISTRICTS REQUIRED TO USE A STATE CONTRACT.

IT'S THE DESIGN BID BUILD CONTRACT.

SO THERE WASN'T ONE.

YEAH, NO.

I DIDN'T. I DIDN'T THINK TO GO LOOK HERE.

I WAS LOOKING AT THE STUFF GILLIAN SENT.

OK. AND THEN I DIDN'T REALIZE [INAUIDBLE].

THERE IS.

YES. IT'S NOT A SHORT ONE.

[00:05:05]

AND SARAH WILL REVIEW THAT.

AND SARAH WILL REVIEW THAT, BUT THE DISTRICT IS UNABLE TO MAKE ANY CHANGES TO THAT CONTRACT. THE STATE COMPLETELY CONTROLS THAT CONTRACT.

STILL HAVE HER LOOK AT IT.

ABSOLUTELY. MY OTHER QUESTION I POSED.

OK, I JUST WANT TO VERIFY WITH YOU THE FLOOR REPLACEMENT, THE HALLWAY FLOOR REPLACEMENT.

YOU ALREADY HAVE MONEY FOR THAT.

YOU'RE JUST STICKING IT IN TO THIS CONTRACT JUST TO BE EFFICIENT? ABSOLUTELY. THAT'S CORRECT.

THAT WAS PRETTY.

AND THEN I THINK I STATED IT WRONG IN MY EMAIL.

I THOUGHT YOU HAD TO PULL FIVE THOUSAND.

YEAH. YOU'RE SAYING NO, THAT I DIDN'T NOTICE.

THERE'S NO [INAUDIBLE].

POSITIVE NUMBER. YEAH.

YOU'LL HAVE 5000 LEFT OVER.

IF WE WANT TO DO THE SCIENCE ROOM, WE'D HAVE TO PULL ONE HUNDRED ELEVEN THOUSAND OUT OF RESERVES. MR CHAIR THAT'S CORRECT.

IN ADDITION TO THE TWO HUNDRED AND TWENTY TWO YOU'VE ALREADY APPROVED FOR THE PROJECT.

WE ALREADY APPROVED PULLING $222,000 OUT OF RESERVES.

YES. WAS THAT IN NOVEMBER.

I THINK IT WAS JUST IN FEBRUARY.

YEAH. AND THAT'S THE CAPITAL RESERVE, NOT CASH RESERVES.

NOT THE EIGHT MILLION.

NOT THE 8 MILLION. WELL, BOARD QUESTIONS FOR DEANNA.

JENNIFER, TRUSTEE ZUNG, YOU SERVED ON THE COMMITTEE, DID YOU WANT TO TELL US YOUR THOUGHTS ON THIS OR ANYTHING YOU WANT TO SHARE WITH US? YEAH, YEAH, I THINK IT'S A GREAT PROJECT AND, YOU KNOW, LIKE DEANNA SAID, THE COMMITTEE MET YESTERDAY AFTER RECEIVING THE BIDS AND I THINK THE OPTIONS THAT ARE BEING PRESENTED WILL MEET THE NEEDS OF THE DISTRICT AND GET THE NEEDED RENOVATIONS DONE.

AND AND BUT STILL BE KIND OF FISCALLY CONSERVATIVE BECAUSE WE TALKED ABOUT THE SCIENCE LAB BUILD OUT AND MATT CAN TALK MORE ABOUT THAT.

BUT IT SOUNDED LIKE THAT THAT WAS SOMETHING THAT WASN'T NECESSARY AT THIS TIME, I GUESS AND MATT CAN TALK MORE ABOUT IT, BUT.

YEAH. I DON'T THINK I HAVE ANYTHING ELSE TO ADD, BUT IT'S A GOOD PROJECT.

[INAUDIBLE] DID YOU WANT TO SHARE ANYTHING WITH US? MR. CHAIR, TRUSTEES, MATT HOELSCHER PRINCIPAL OF JACKSON HOLE MIDDLE SCHOOL, I COULD SPEAK TO THE SCIENCE CLASSROOM IN THAT I'M ACTUALLY OK WITH PULLING IT OUT OF THE PROJECT, YOU KNOW, WHEN WE HAD ORIGINALLY CONSIDERED THAT AND APPRECIATE THE FACT THAT IT WAS IT WAS CONSIDERED.

THE CLASSROOM THAT IS DESIGNED IS A LITTLE BIT SMALLER FOR A CLASSROOM, TO BE HONEST, AND RIGHT NOW I WILL GIVE THE SCIENCE TEAM A LOT OF CREDIT FOR COLLABORATING AND SHARING OF THE LARGER CLASSROOMS SPACES WHEN THEY'RE GOING TO DO A LAB.

SO, FOR EXAMPLE, IF TWO TEACHERS ARE VERY WELL PLANNED, THEY MAY SAY, HEY, I'M GOING TO DO THE LAB ON WEDNESDAY, I'LL DO IT ON THURSDAY, AND THEN THEY WOULD SWAP CLASSROOMS FOR A DAY THAT SEEMS TO BE WORKING VERY WELL.

SO PULLING THE ONE HUNDRED AND SEVENTEEN THOUSAND OUT OF THE PROJECT SEEMED LIKE A VERY FISCALLY RESPONSIBLE THING TO DO.

AND I GOT BEHIND THAT.

AND WE'LL BE A VERY HAPPY WITH THE FOUR CLASSROOMS. ANY QUESTIONS FOR PRINCIPAL HOELSCHER.

THANK YOU. THANK YOU.

MR. CLARK, YOU DON'T HAVE TO BUT IF YOU HAVE ANYTHING YOU WANT TO SHARE.

NO, [INAUDIBLE].

ANYONE ELSE.

ANY PUBLIC COMMENT ON THIS ISSUE? ANYBODY.

I KNOW THE SAKE [INAUDIBLE] NOT HERE.

HE WAS A BIG SUPPORTER OF THAT SCIENCE LAB.

ANY THOUGHTS ON SHOULD WE ADD IN THE SCIENCE LAB? NO.

ALL RIGHT, SO UNLESS ANYONE HAS ANY FURTHER DISCUSSION, I THINK DEANNA PROVIDED A MOTION THERE. SOMEONE CAN JUST READ IT.

[INAUDIBLE] I MOVE TO AWARD THE JACSON HOLE MIDDLE SCHOOL ADDITION AND RENOVATION CONTRACT TO CENTURY CONTRACTORS INC, IN AN AMOUNT NOT TO EXCEED THREE MILLION THREE HUNDRED AND SIXTY ONE THOUSAND ONE HUNDRED THIRTY SEVEN DOLLARS TO COMPLETE BASE BID OPTIONS ONE THROUGH THREE AND ALTERNATE TWO AND THREE AS PRESENTED.

IS THERE A SECOND? [INAUDIBLE]

[00:10:08]

IT'S BECAUSE ON THE PAPER YOU HAVE YOUR DESIGN COSTS IN THERE AND THEY ARE A PERCENTAGE OF THE PROJECT, BUT THE DESIGN COSTS ARE ALREADY CONTRACTED TO GO TO [INAUDIBLE].

[INAUDIBLE]. BEEN MOVED AND SECONDED TO AWARD THE JACKSON HOLE MIDDLE SCHOOL ADDITION AND RENOVATION CONTRACT TO CENTURY CONTRACTORS NOT TO EXCEED THE THREE MILLION THREE HUNDRED AND SIXTY ONE THOUSAND ONE HUNDRED THIRTY SEVEN DOLLARS, IT'S GOING TO BE BASE BID OPTION ONE THROUGH THREE AND ALTERNATES, TWO AND THREE.

WE'RE NOT DOING THE SCIENCE LAB.

ALL RIGHT. IS THERE ANY FURTHER DISCUSSION ON THIS ITEM? ACTUALLY, I DO WANT TO CLARIFY, BECAUSE WE'RE ACTUALLY AWARDING MAYBE DEANNA, YOU CAN CLARIFY, BASE BIDS OPTIONS ONE THROUGH FOUR, INCLUDING THE HALLWAY FLOOR REPLACEMENT AND ALTERNATE TWO AND THREE.

IS THAT CORRECT? OH, YOU'RE RIGHT. LET'S GET THE OK.

SO BETSY ARE YOU OK AMENDING YOUR MOTION? IT WASN'T IN THERE. I'M HAPPY TO AMEND IT ONE THROUGH FOUR.

BASE BIDS ONE THROUGH FOUR.

SECOND. AND THE SECONDS OK WITH THAT.

SO IT'S BASE BIDS 1 THROUGH 4.

BASE BID ONE IS THE CLASSROOM AND DINING EXPANSION, BASE BID TWO IS THE SECURITY VESTIBULE. BASE BID THREE IS RENOVATION AND BASE BID 4 IS THE HALLWAY FLOOR REPLACEMENT.

ALTERNATE TWO IS THE KITCHEN FREEZER REPLACEMENT.

ALTERNATE THREE. IS THE KITCHEN COOLER.

ARE WE ALL GOOD WITH THAT? YES.

ALL RIGHT. UNLESS THERE'S ANY FURTHER DISCUSSION, ALL THOSE IN FAVOR, SAY AYE.

AYE. ALL THOSE OPPOSED.

ALL RIGHT, IT PASSES, AND THAT WAS THE ONLY ITEM WE HAVE TONIGHT, SO I WOULD ENTERTAIN A MOTION TO ADJOURN. SO MOVED.

SECOND. MOTION AND SECONDED TO ADJOURN.

ALL THOSE IN FAVOR SAY, AYE.

AYE. AND WE ARE ADJOURNED.

A HUGE THANK YOU TO DEANNA HARGER THANK YOU VERY MUCH FOR ALL YOUR HARD WORK.

AND YOU GET THIS CONTRACT OVER TO [INAUDIBLE] AND I WILL SIGN IT.
