RIGHT. [1. CALL TO ORDER] [00:00:05] WE WILL CALL THIS FULTON COUNTY SCHOOL DISTRICT NUMBER ONE RECREATION DISTRICT, WHERE YOU REPORT A MEETING TO ORDER. IT IS CERTAINLY AFTER ONE O'CLOCK ON TUESDAY, MAY 18TH, 2021. SO THE PLEDGE OF ALLEGIANCE. I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA. AND OF COURSE, IT STANDS ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL, JUST FOR THOSE IN ATTENDANCE. WE DO HAVE TWO COMMUNITY MEMBERS THAT ARE THE WOTKYNS AND TOM SMITS ARE RUNNING A FEW MINUTES LATE TO THIS MEETING THAT WE FEEL WE GO AHEAD AND START WITHOUT THEM. [2. APPROVAL OF AGENDA] SO WITH THAT, I'LL TAKE A MOTION TO APPROVE THE AGENDA. I MOVE TO APPROVE THE AGENDA WITH ADDING ONE ITEM, WHICH IS A ZERO TOLERANCE HARASSMENT POLICY TO OUR COUNCILMAN. SECOND. BEEN MOVED AND SAID THAT WE APPROVED THE AGENDA WITH THE ADDITION OF THE ZERO TOLERANCE HARASSMENT POLICY THAT WAS CREATED BY OUR LEGAL COUNSEL TO THE AGENDA WITH ALL THOSE IN FAVOR, PLEASE SAY I POST. OK, WELL, I'VE GOT AN ITEM TO THE VERY FIRST OF SECTION SEVEN, IF THAT'S OK WITH EVERYBODY. OK, COMMUNICATIONS. PUBLIC SERVICE, PUBLIC COMMENT ON ITEMS NOT ON TODAY'S AGENDA, ANY PUBLIC COMMENT? OH, I FORGOT LITTLE. HOPEFULLY WE GO BACK TO REGULAR ORDER SOON. BUT IF YOU HAVE PUBLIC COMMENT OR YOU ARE GOING TO PRESENT, PLEASE RAISE YOUR LITTLE YELLOW HAND. IS THAT CORRECT? AND ANDREA WILL TRY WILL TRY TO GIVE YOU ENOUGH TIME TO DO THAT. SO ANDREA HAS TIME TO BRING YOU INTO THE MEETING. SO WITHOUT ANY PUBLIC KNOWLEDGE IN PERSON, ANYTHING ONLINE. THEY. LET'S SEE COMMUNICATIONS, PUBLIC COMMENT PARTIES, COMMUNICATIONS TO THE BORDER. IS THERE ANY PUBLIC, ANY COMMUNICATION FROM THE BOARD? [4. FINANCE / BUDGET UPDATE] FINANCE UPDATE. GOOD AFTERNOON. BOARD CHAIR TRUSTEES LAURA DAVENPORT WITH THE TEXTE FINANCE DEPARTMENT. I JUST WANT TO POINT OUT THAT THE SCHOOL BOARD APPROVED A POINT MILL FOR THE DISTRICT IN THEIR LAST MEETING, WHICH IS APPROXIMATELY ONE POINT EIGHT DOLLARS MILLION. AND ADD THAT OBVIOUSLY WITH THE BALANCE THAT WE HAVE HAVE AS OF APRIL 30TH, YOU'RE LOOKING AT A LITTLE BIT OVER TWO MILLION, 30000 AND SOME CHANGE. AND WE'VE ALSO A ON THE BACK. AND IT WILL BE DISCUSSED MORE IN DETAIL WHEN WE GO THROUGH THE TRUSTEES GRANT APPLICATION, OR YOU WILL SEE A COLUMN ON THE SECOND PAGE OF THE LIST OF APPLICANTS AND THEIR REQUEST. YOU WILL SEE A REVISED COLUMN THAT WILL TOTAL UP TO THE APPROXIMATELY ONE POINT EIGHT MILLION DOLLARS IN REQUESTS. SO THE DISTRICT WILL BE ABLE TO COVER APPLICATIONS AT THIS TIME AND STAMP FOR ANY QUESTIONS, ANY QUESTIONS, KATE? I DON'T HAVE ANY QUESTIONS. OK. OK, I DID HAVE A I DID MS. THE COMMUNICATIONS FROM THE BOARD, BUT MAYBE IF WE COULD MOVE THAT SORT OF DOWN TOWARDS THE END, I CAN BRING IN WHAT I WANT TO TALK ABOUT. I'M SORRY ABOUT THAT. WELL, ONCE WE FINISH WITH LAURA. BACK TO YOU. SORRY. NO WORRIES. OK, THANK YOU VERY MUCH. THANK YOU. THANKS A LOT. LET'S TALK ABOUT TO COMMUNICATIONS FROM THE BOARD MR. CHAIR AND BOARD MEMBERS. I THINK IT'S REALLY I'VE BEEN TALKING ABOUT THIS FOR A LONG TIME, AND I PROBABLY SHOULD HAVE BEEN INCUMBENT ON ME TO TO TRY TO MOVE THIS FORWARD. BUT I THINK THIS BOARD NEEDS REGULAR POLICIES WITH REGARDS TO WHO WE AWARD GRANTS TO AND WHAT THE CRITERIA IS MORE THAN JUST WHO DECIDES, WHICH SEEMS TO BE WHAT'S [00:05:02] BEEN HAPPENING EVER SINCE THE BOARD GOT STARTED. AND SO I WOULD ASK THE CHAIR IF YOU MIGHT PUT TOGETHER A SUBCOMMITTEE OF TWO OR THREE PEOPLE TO LOOK INTO THOSE KIND OF POLICIES. OBVIOUSLY, THERE'S A LOT OF WORK WITH DISTRICT BOARDS ACROSS THE STATE SO WE CAN LOOK TO SOME OF THEIR WORK AND SEE IF WE CAN COME UP WITH SOME POLICIES. I THINK IT IS UNFORTUNATE THAT, YOU KNOW, WE JUST SORT OF GRAB. BASICALLY, EVERY APPLICATION WITH TAXPAYER MONEY, IT DOESN'T SEEM TO ME LIKE THE CORRECT WAY TO OPERATE. PEOPLE MAY NOT AGREE WITH ME AND PERHAPS THE BOARD CHAIR DOES NOT WANT TO GO AHEAD AND HAVE SOME POLICIES. BUT I WOULD URGE YOU TO SET UP A SUBCOMMITTEE TO PUT THOSE TOGETHER. THANK YOU. ALL RIGHT, I THINK WE'RE SCHEDULED FOR SEPTEMBER 11 AND A JUNE MEETING. GERMANY IS SORRY, CHAIR SCARLETT, THE JUNE MEETING IS FOR A BUDGET HEARING AND APPROVAL SO WE COULD TAKE CARE OF IT THEN OR THE NEXT ONE AFTER THAT WOULD BE, I BELIEVE, SEPTEMBER. NO, SHE WAS MR., AND I AM SO I THINK I THINK THAT'S A GREAT IDEA AND IF WE ARE GATHERING INFORMATION FROM OTHER DISTRICTS ACROSS THE STATE, I WOULD BE CURIOUS IF THEY HAVE. THERE WERE PROTESTS THERE WORK, BECAUSE I YOU KNOW, IT WAS INTERESTING AT A SCHOOL BOARD MEETING LAST WEEK, HE OR CHAIR AVERY MENTIONED THAT, YOU KNOW, IN FREMONT CANYON LAND OR, YOU KNOW, WHATEVER FREMONT DISTRICT, THAT NUMBER THAT IS THEY GIVE TO ALL COMMUNITY AND NOT TO SCHOOL. AND THERE WAS ANOTHER COUNTY THAT HE WAS DESCRIBING THAT GIVES TO SCHOOL AND NOBODY ELSE. AND I JUST WOULD BE CURIOUS WHAT THEIR VISION AND MISSION ARE IF THEY HAVE THEM SO THAT WE CAN. YOU KNOW, I THINK THAT'S SORT OF A PLACE TO START TO WHEN WE COME UP WITH THE POLICIES AS TO WHAT IS IT THAT WE'RE TRYING TO GET. OUT OF THE WRECKAGE, I MEAN, WHAT IS THAT WHAT IS THE PURPOSE OF THE WRECK DISTRICT AND THEN WE CAN GO FROM THERE? I HEAR YOU'RE NOT UPSET OVER BAY TESKE HOURS. I KNOW I DON'T JUST I KNOW I'M LATE TO THE PARTY, BUT I JUST SIGNED, YOU KNOW, THE BYLAWS AND I WAS THINKING ABOUT THE SAME THING IN OUR BYLAWS. PRETTY STRAIGHTFORWARD. WE SHOULD FUND AND I THINK SOME OF THE APPLICATIONS THAT WE GOT. GO DIRECTLY TO WHAT OUR LAWS ARE INSTRUCTING US TO DO. I DIDN'T SEE ANY OF THE APPLICATIONS THAT WOULD FIT INTO OUR BYLAWS AND AS FAR AS FUNDING IS CONCERNED. SO I THINK IF WE WERE TO READDRESS. HOW THEY WOULD BE FUNDED, IT WOULD CERTAINLY GO RIGHT TO THE BY AND LARGE, BECAUSE WE'RE AGAIN, THIS IS MY FIRST SHOT AT THIS, BUT THOSE APPLICATIONS THAT ARE OUR BOTTOM LINE. WELL, KATE, TRUSTEE MEAD, WHAT WOULD YOU BE WILLING IF WE HAD A TWO PERSON CREW TOGETHER ON HOW MUCH YOU WOULD BE WILLING TO SERVE ON THAT EARBUD AND HOW WOULD YOU WORK WITH KATE? SO WHAT WE'RE DOING IS GOING TO REALLY LOOK AT HOW OUR MISSION AND THOSE BYELAWS PERHAPS TO TRUSTEE AND THE QUESTION OF WHETHER OR NOT TAXPAYER DOLLARS TO FUND PRIVATE NONPROFITS SHOULD BE IN THOSE TYPE OF THINGS GOING FORWARD, KIND OF BETTER DEFINE WHAT WE DO HERE TO FIGURE OUT WHAT OUR PURPOSE IS. THE MILLION DOLLAR QUESTION SINCE I SERVED ON THIS BOARD, AND I THINK KATE AND I GO BACK ON THIS, WHAT DOES RECREATION AND THERE'S NOT A CLEAR DEFINITION EXTRA-CURRICULAR. I KNOW, BUT THERE IS A COMBINATION OF REGULATION THAT'S SO CLEAR SCARLETT ARE THE DISTRICT STAFF WILL WORK TO GATHER SOME DOCUMENTS TO SHARE WITH THIS COMMITTEE, AND WE'LL BE HAPPY TO SERVE AS A RESOURCE. BUT THE COMMITTEE AT ANY TIME, THAT WOULD BE GREAT. AND THEN WE'LL JUST CIRCLE BACK IN THE JUNE MEETING FOR A REPORT FROM THIS. AND I CAN CERTAINLY DO THAT WITH IF PEOPLE TO BE GREAT. [00:10:10] OK. THANK YOU. THANK YOU VERY. OK, SO. OR. OK, SO NEXT ITEM ON OUR AGENDA IS THE CONSENT AGENDA OR [5. CONSENT AGENDA] CONSENT AGENDA, WHICH IS THE ONLY ITEM ON THAT IS THE APPROVAL OF OUR MEETING MINUTES FROM MARCH 20 20. AND I HAVE A MOTION TO APPROVE THE CONSENT OF TO SENATE. I SECOND IT IT'S BEEN MOVED AND SECONDED THAT WE APPROVE THE CONSENT AGENDA CONSISTING OF THE APPROVAL OF THE MEETING MINUTES FROM THE MARCH 18, 20, 21 MEETING. ANY DISCUSSION, ALL THOSE IN FAVOR, PLEASE SAY I OPPOSE THE NEXT. NEXT ON THE FINAL REPORTS, WE HAVE ONE FINAL REPORT TO REVIEW OF COOMES OUTDOORS. [6. FINAL REPORTS] I HAVE NOT. LET GOING TAKE A MOMENT TO ACCEPT THAT FINAL APPROVAL, THAT FINE REPORTER. I CAN MOVE TO ACCEPT THE FINAL REPORT. AND ALSO, I THINK IT'S FAIR TO SAY THAT THE FINAL REPORT FROM KIM ZETTER, HAS THEY ACCEPTED? IS THERE ANY DISCUSSION? NOT HEARING ANY. GO AHEAD AND ROLL ALL THOSE IN FAVOR, PLEASE, SAY I, I, I SUPPOSE. OK. CAN WE TALK ABOUT THE HARASSMENT POLICY AND SCARLETT OUR SITUATION? OK, NO PROBLEM. CAN WE GO BACK TO THE ANSWER? WELL, USE MY PREROGATIVE TO MOVE IT ON DOWN JUST REALLY QUICKLY WITH THE HARASSMENT POLICIES THAT WE'RE GOING TO APPROVE. THIS CAME FROM OUR COUNCIL. SO WE'RE GOING TO GET RID OF ALL EVERYBODY THAT ACCEPTS DONATIONS FROM US HAVE TO COMPLY WITH THIS POLICY GOING FORWARD. AND IT'S DUE TO STATE LAW. I UNDERSTAND. OK, SO MOVING ON TO ITEM NUMBER SEVEN, POINT OUT ONE, CONSIDERATION OF [7. ACTION ITEMS] TEXTE NUMBER ONE, APPLICATIONS. MISMANAGED. SO OUR ORIGINAL REQUEST THAT WAS APPROVED BY THE COUNTY SCHOOL DISTRICT BOARD, YOU SEE IF YOU PULL UP, JUST DOCUMENT ON THE COVER. ORIGINAL REQUEST WAS TO POINT ALMOST TWO POINT TWO MILLION DOLLARS IN ANTICIPATION OF BUDGET CUTS AT THE STATE LEVEL ONCE WE HAD ALL OF THE FINAL LEGISLATIVE ACTION. WE'VE GONE BACK AND REVISED OUR APPLICATION. A COUPLE OF CHANGES. WE REMOVE THE TAX, THE ACTIVITIES, ANYTHING THAT WE ADDED TO THE APPLICATION DUE TO A FUNDING DECREASE. WITH THAT, WE WERE EXPECTING WE TOOK ALL OF THOSE REQUESTS OUT, AS WELL AS REMOVED ALL OF THE CLUB LINES FROM EACH SITE BUDGET. WE PULLED THOSE OUT AND MADE 160 CLUBS LINE THAT EACH SITE WILL BE ABLE TO APPLY FOR THOSE FUNDS OVER THE NEXT YEAR AS THE NEEDS ARISE. AND THAT WAS FOR A COUPLE OF REASONS. ONE WAS WE DECREASE THE AMOUNT. AND THE SECOND REASON WAS TO MAKE SURE THAT THOSE REQUESTS ARE FOLLOWING THE DEFINITION OF RECREATION IN THE BACK OF THE REC DISTRICT. ANY QUESTIONS FOR KRISTEN? A MR. CHAIR WITH REGARDS TO THE SYNTHETIC FIELD. SO WHAT DO YOU REFRESH MY RECOLLECTION ON THE SEVEN HUNDRED SEVENTY SIX 495 THAT WILL GO INTO THE SYNTHETIC FIELDS? I THOUGHT, LIKE, I JUST CAN'T REMEMBER HOW THAT ENDED UP AT OUR BOARD MEETING. YES. SO THE TAXI BOARD LAST WEDNESDAY APPROVED THE TURF PROJECT AT ONE POINT FOUR SEVEN SIX FOUR NINE FIVE. THAT WAS THE TOTAL AMOUNT OF THE BID. WE HAVE SEVEN HUNDRED THOUSAND IN RESERVES FOR THE TURF PROJECT ALREADY. AND THIS WOULD BE THE BALANCE OF THE CONTRACT THAT WAS APPROVED BY THE T10 COUNTY SCHOOL DISTRICT BOARD AT WEDNESDAY'S MEETING. YEAH, AND THE 700000 THAT WE ALREADY HAVE WAS FROM THE NOT FROM THE OR JUST FROM [00:15:07] THE RESERVES, NOT FROM THE DISTRICT, KNOW THAT SEVEN THOUSAND IS THE HUNDRED THOUSAND THAT'S BEEN IN THE CITY, A FEW REQUESTS TO THE RED DISTRICT OVER THE LAST SEVEN YEARS. SO ALL OF THE FUNDS FOR THE PROJECT ARE BEING REQUESTED FROM THE DISTRICT. A. LET'S SEE, UM, I DON'T THINK I HAVE ANY QUESTION. WHICH IS ONLY ASKING NO QUESTIONS, IS THERE ANY PUBLIC COMMENT? I'M NOT SAYING WHAT CAN I DO? YES, I DO HAVE A QUESTION. THAT'S A GOOD QUESTION. I THINK I SAW IN HERE THAT MAYBE IT WAS LOOKING AT THE OH, THERE'S CLIMBING CLUB AND THEN THERE'S 60 CLUBS. WHY IS THAT PULLED OUT SEPARATELY? BECAUSE IT'S SUCH A LARGE ITEM CLIMBING CLUB AND ROBOTICS. OK, I KNOW I READ SOMETHING ABOUT THAT, BUT THIS IS A NEW DOCUMENT, SO I JUST WANT TO THANK YOU SO TO CONSIDER BOTH. ALL RIGHT. I GUESS BASED OUT OF SCHOOL, THOSE ARE PROGRAMS. OK, THANK YOU. ROBOTICS IS K THROUGH 12. BASICALLY. THEY CREATED THE PUMPKIN PATCH LAST YEAR AND DID A DEMONSTRATION, AND IT WAS THE HIGH SCHOOL ROBOTICS TEAM AND IT WAS AWESOME. THEIR ROBOTICS CLUB SERVES ABOUT TWO HUNDRED SEVENTY FIVE STUDENTS THAT ARE. IT'S A VERY LARGE PROGRAM. BUT IT'S ALSO A PROGRAM THAT HAS BEEN REALLY ACTIVE IN RAISING THEIR OWN FUNDS. WHO'S IN CHARGE OF AND MAYBE IT'S CHRISTIAN OF BALANCING THEIR BOOKS, BECAUSE MY GUESS IS THAT THE ROBOTICS HAS FAR GREATER FUNDING THAN THE 80000. THEY THEY DO HAVE SEVERAL COME SOURCES. THEY ARE A BIG FUNDRAISER. ROBOTICS IS AN EXPENSIVE PROGRAM. YOU KNOW, IF YOU COMPARED IT TO SOME OF THE OTHER PROGRAMS THAT WE HAVE, I HAVE NO DOUBT THAT YOU WOULD SEE. BUT IT'S MORE EXPENSIVE. NOW, ROBOTICS WON'T BE ABLE TO ACCESS THE TASB AS THE CLUB'S. CORRECT, BUT I IF I WOULD SAY NO, WE HAVEN'T MADE THAT A HARD AND FAST RULE YET, BUT WE ABSOLUTELY CAN. I DON'T WANT ANYBODY TO THINK I DON'T LIKE ROBOTICS. I DO, BUT IN THE LAST 12 YEARS, I'VE SEEN SO MANY ACCOUNTS THAT HAVE ROBOTICS NAMES ON THEM AND YOU DON'T GET A SCHOOL DISTRICTS THAT IT MAKES ME KIND OF CONCERNED THAT WE'RE NEVER SEEING ALL OF THEM GATHERED INTO ONE ONE POT. AND AS YOU MAY RECALL, SOME YEARS AGO, THEY WERE SENDING CHAPERONS, YOU KNOW, PAID FOR BY REC DISTRICT OR THE SCHOOL DISTRICT TO NATIONAL EVENTS. SO, YEAH, THAT'S THAT'S JUST MY CONCERN. I HAVE I HAVE ONE QUESTION ON OUR AGENDA IS OUR MISSION SHOULD BE TO NOT ACCEDE TO NINETY ONE SEVEN SIX NINE HUNDRED TWELVE I THE MOTION JUST HASN'T BEEN UPDATED. SO THAT MOTION, SHOULD IT BE THE I CAN'T ONE SIX ONE NINE SIX OR NINE OR 12 OR 12. OK, SO. I JUST MAKE IT ONE MILLION, SIX HUNDRED AND TEN THOUSAND, AS YOU WROTE, BECAUSE 12 BECAUSE I'M LOOKING HERE AT THE BOARD STAFF AND NO ONE'S ONE OF THE SIX OR NINE FOR NINE. SO THE FINAL NUMBER IS RIGHT? I DON'T KNOW, ONE SIX OR NINE 12, THAT'S THE FINAL NUMBER. THAT'S THE NUMBER. OK. THE FINAL. SO ANY OTHER QUESTIONS FOR YOU? THIS SERIOUS SO IT DOES LOOK LIKE WE HAVE THE THE SHERIFF'S OFFICE THERE IN THERE? NO, NO, THAT'S BEEN REMOVED AFTER THAT GUY. AND THEN I WAS GOING TO ASK, WHO IS THE JANITOR STILL IN THERE? ACTIVITY CUSTODIAN. SO HOW IS THAT JUSTIFIED DISTRICT, BECAUSE THEY THE ACTIVITY IS CUSTODIAN, THEIR MAIN RESPONSIBILITIES CENTER AROUND ALL OF THE SPORTING EVENTS. SO CLEANING UP, HELPING SET UP, YOU KNOW, ANY MIKE CAN PROBABLY SPEAK MORE TO THIS, BUT [00:20:01] IT REALLY IS CENTERED AROUND ACTIVITIES WITH WITH THE SCHOOL SCHOOL DISTRICT. IF I SEE MY EVIDENCE, IF YOU RECALL A SPORTING EVENT, THAT'S THE GILLIAN, OK, YOU'VE SEEN YOU'VE SEEN HIM. I KNOW MIKE, BECAUSE HE DOES HE WORK DOING ANYTHING ELSE? I MEAN, 71 GRAND FOR JUST HIM DOING ACTIVITIES. DOES HE WORK LIKE WHAT'S HIS FULL TIME SALARY? THAT'S THAT'S WITH BENEFITS, SO HE ONLY SPENDS WORK ON ACTIVITIES ONLY HE GOES TO DO ANY OTHER STUFF FOR CUSTODIAN OF ISD LIKE A STADIUM. YEAH, TASKS. SO WHEN WE WHEN WE TALK ABOUT THIS REQUEST, I WE'RE IN THE TRANSITION OF ACTUALLY MOVING HIM SOMEWHERE ELSE AND THEN WE'VE REPLACED THE ACTIVITY CUSTODIAN WITH A DIFFERENT EMPLOYEE. OK. BUT YES, I WOULD SAY THE MAJORITY OF THE WORK IS AROUND ACTIVITIES DOES. SO HE'S THERE USUALLY DURING THE EVENTS AND OTHER WORDS, THIS IS DIFFERENT BECAUSE, AS YOU JUST MENTIONED, WE TRANSITIONED THAT PERSON INTO A DIFFERENT ROLE OF MEAD AND SHOPPING. SO FOR THE MOST OF THE YEAR, WE CAN HAVE ACCESS TO STUFF. SO THAT IS BECAUSE I GUESS THAT WAS MY QUESTION FOR SEVERAL EVENTS. WE'VE TALKED ABOUT, YOU KNOW, PAPER TOWELS IN THE BATHROOMS, BEDROOMS, DIRTY. AND, YOU KNOW, WE'RE SPENDING 70000 HERE AND THAT SHOULDN'T HAPPEN. AND THAT IS THAT'S WHAT THIS PERSON'S ROLE WOULD BE, IS I TAKE CARE OF THOSE. SO THIS IS A NEW EXPENDITURE? NO, THIS PERSON THIS HAS ALWAYS BEEN AN EXPENDITURE FOR THE DISTRICT. THIS THIS YEAR, IN THE FALL AND THE WINTER. WE DID NOT HAVE A PERSON IN THAT ROLE BECAUSE THEY GET HIRED. AND I MEAN, IT'S SHOCKING HOW. ALTHOUGH THE JOB HAD BEEN POSTED, IT JUST WASN'T FILLED, SO WE WERE ACTIVELY RECRUITING. THAT'S WHY I'M LATE FOR FOOD FOR AN HOUR. YEAH, I UNDERSTAND. YEAH. SO WITH THAT, MR. CHAIRMAN, IS THAT PART OF THAT PART OF THE SALARY THAT WASN'T USED WILL BE PART OF THE RETURN TO THE DISTRICT THAT THE SCHOOL DISTRICT DOES ANNUALLY? YEAH, YEAH. I GUESS MY QUESTION. MR. SMITS, I WAS GOING TO ASK ANN COLTER ELEMENTARY, IS THERE A PLAYGROUND IN HERE? THEY'RE PLAYGROUND IN HERE. AND THE REASON THAT THEIR PLAYGROUND IS NOT IN HERE IS BECAUSE THEY HAD THEIR PTO, DID THEIR FUNDRAISING. AND WE GET THIS WE PREPARE THIS REQUEST IN FEBRUARY. AND THIS REQUEST WAS APPROVED BY OUR BOARD IN FEBRUARY. AND SO IT WAS TOO LATE BY THE TIME WE FOUND OUT THEY WANTED TO DO THE PLAYGROUND TO GET IT INTO THIS YEAR'S REQUEST. WE'RE WE'RE TRYING TO WORK WITH THEM AND FIGURE OUT HOW TO GET THAT PROJECT. BUT THERE IS SOME TIMING ISSUES WITH TEARING DOWN THE ANNEX OF THE DEMOLITION OF THE ANNEX, AS IS IN THIS REQUEST, UNDER THE FACILITIES TAB. BUT I'M NOT WE'RE GOING WE'RE GOING TO DO EVERYTHING IN OUR POWER TO GET BACK THAT PLAYGROUND. BUT WE MAY NOT BE ABLE TO WE COULD ALWAYS COME BACK AT THE END OF THE YEAR IF THERE'S FUNDS LEFT AND MAYBE DO IT, THEN IT WAS PROJECT DIRECTOR ALREADY. ABSOLUTELY. THIS BOARD COULD APPROVE. THE HISTORY IS THAT THEY ALWAYS APPROVE APPLICATIONS ONCE A YEAR. BUT RECENTLY WE'VE HAD A LOT OF CONVERSATIONS ABOUT, YOU KNOW, IF THERE ARE EXTRA FUNDS OR DEPENDING ON WHAT THE RETURN FUNDS ARE AT THE END OF THE YEAR, WHAT WE WANT TO OPEN UP A SECOND ROUND OF FUNDING POSSIBLY IN THE FALL OR EVEN IN THE SPRING FOLLOWING APPLICATION. AND THEN JUST DO THEY HAVE SOME PLAYGROUND EQUIPMENT OR I DIDN'T SEE ANY PLAYGROUND EXPENDITURE THERE. WE DON'T HAVE ANY WE DID NOT PUT ANY PLAYGROUND EQUIPMENT IN THIS APPLICATION. YOU MAY SEE THAT IN FEBRUARYS APPLICATION OF NEXT YEAR, THE BOARD THIS YEAR FOR OUR FACILITIES. THEY HAVE A LOT OF PROJECTS GOING ON. THEY HAVE THE FIELD, THE TRACK, THE MIDDLE SCHOOL PROJECT, THE CULTURE ANNEX, DEMOLITION. SO ADDING MORE TO THEIR PLATE THIS SUMMER, WHICH IS WHERE THESE FUNDS WOULD GO. YOU KNOW THAT THAT'S REALLY A TIMING AND A CAPACITY OF STAFF. I THINK A LOT OF THE PLAYGROUND WORK POSSIBLY WILL BE DONE THE FOLLOWING SUMMER. AND IN THAT CASE, WE COULD BUILD THOSE REQUESTS INTO OUR APPLICATION NEXT YEAR. AND YES, I'M NOT SO CONCERNED ABOUT THE PLAYGROUND IS THE HOLE THAT HAS BEEN IN FRONT OF THE SCHOOL OVER THE LAST FIVE YEARS THAT IS FULL OF ROCKS. AND, YOU KNOW, I HOPE WE FOCUS ON STUFF TO MAKE OUR FACILITIES. SHINE A HOLE, THERE'S A BIG YARD WHEN I WHEN THE MODULARS WERE PULLED OUT OF [00:25:03] THERE, THAT'S PART OF THE PLAYGROUND, BUT IT'S JUST ALL RIVER ROCK AND AND THERE IS A HOLE ABOUT, YOU KNOW, LIKE A INDENTION THAT THEY DUG TO BUILD THE IT HASN'T BEEN FILLED IN OR ANYTHING SINCE THE SCHOOL. SO WE CAN DEFINITELY ADD THAT TO THE FACILITIES THAT COULD HAVE BEEN THE HARDSCAPE RUN OFF. THOSE ARE UGLY, BUT THEY'RE MANDATORY NO MATTER WHAT IT'S LIKE. IT LEFT TO CONSTRUCTION. BUT IT'S THAT, YOU KNOW, IN ALL THE SCHOOLS AND I HAD HEARD PARENTS WITH CULTURE TALK ABOUT THE PLAYGROUND. THAT'S SO. YEAH. AND KIND OF GOING BACK TO YOU SEE THIS STUFF FOR ROBOTICS AND STUFF LIKE THAT. BUT WE'VE GOT ISSUES, I THINK, AROUND THE DISTRICT THAT SHOULD TAKE PRIORITY AND FALL MORE INTO THE REC BUDGET AND THEN MAYBE SOME OF THE REQUESTS THAT WE SEE. ANY OTHER QUESTIONS FOR A PERSON, PUBLIC COMMENT? I WILL TAKE MARCIA. BUT I CAN'T REMEMBER. I'LL MOVE TO APPROVE THAT SIXTY ONE GRANT APPLICATION NOT TO EXCEED ONE MILLION SIX HUNDRED NINE THOUSAND TWELVE. SECOND. IT'S BEEN REMOVED AND SECONDED THAT WE APPROVE THE TEXT, THE NUMBER ONE GRANT APPLICATION NOT TO EXCEED ONE MILLION SIX HUNDRED NINE THOUSAND AND TWELVE DOLLARS AS PRESENTED. ANY COMMENTS FROM THE BOARD? YOU'RE A NO, GO AHEAD. ALL THOSE IN FAVOR, PLEASE SAY I OPPOSED. FACT, UNANIMOUS. NEXT ITEM TO BE APPROVED IS CONSIDERATION OF TETON COUNTY PARKS AND RECREATION APPLICATION, ATHLETIC FIELD AND PREPARATION NOT TO EXCEED ONE HUNDRED THIRTY THOUSAND DOLLARS. CORRECT. CORRECT. I HANDED ANDY ERSKINE, PARK'S MANAGER, JACK CITY DOWN COUNTY PARKS AND REC TO SCARLETT BOARD. THANKS FOR HAVING ME. AS YOU KNOW, PARKS AND RECREATION ENTERED INTO A MAINTENANCE AGREEMENT WITH THE SCHOOL DISTRICT MANY YEARS AGO TO MAINTAIN ALL OF THE FIELDS, WITH THE EXCEPTION OF JACKSON ELEMENTARY, THE STADIUM FIELD AND EAST FIELD. SO WE'RE TASKED WITH MAINTAINING ALL THE GREEN SPACE AND SYNTHETIC FIELDS ON THE SOUTH SIDE OF THE PROPERTY IN EXCHANGE OR NOT AN EXCHANGE. BUT THE AGREEMENT OUTLINES USAGE, PROPERTY USAGE AND THE DIFFERENT ASPECTS OF HOW PARKS AND REC AND THE SCHOOL DISTRICT INTERACT WITH THEIR ACTIVITIES. AND BEFORE YOU TODAY TO REQUEST ONE HUNDRED THIRTY THOUSAND DOLLARS TO HELP SUPPLEMENT THAT MAINTENANCE ACTIVITIES, THE WAY THAT WE CALCULATE THIS IS TO ADD UP ALL OF OUR COSTS, SUBTRACT REVENUES, TAKE THE BALANCE, AND WE TYPICALLY ASK FOR HALF OF THAT BALANCE. I WILL TELL YOU THAT THIS YEAR, THIS YEAR'S REQUEST, WE WERE REQUESTING ONE HUNDRED AND THIRTY THOUSAND DOLLARS BASED ON THAT CALCULATION, OUR COST AS WE WOULD BE REQUESTING ONE HUNDRED AND FIFTY THOUSAND BASED ON SOME OF THE DISCUSSIONS THAT HAVE GONE ON WITH THIS BOARD, THE DECREASES THAT WE REQUESTED LAST YEAR, I DIDN'T FEEL REALLY COMFORTABLE INCREASING OUR REQUEST. SIXTY THOUSAND DOLLARS FROM LAST YEAR, AND I WANTED TO KEEP IT A LITTLE MORE CONSISTENT TO PREVIOUS YEARS. SO WE ARE PARKS AND RECREATION, THE TOWN, THE COUNTY OF EATING A LARGER PERCENTAGE THAN WE NORMALLY WOULD THIS YEAR IN ORDER TO BE SORT OF RESPECTFUL OF THE FINANCIAL TIMES AND THE DISCUSSIONS THAT ARE GOING ON HERE. SO I SUBMITTED A FAIR AMOUNT OF DOCUMENTS SORT OF OUTLINING HOW THE FUNDS ARE SPENT. AND OBVIOUSLY WE'LL STAND FOR ANY QUESTIONS THAT YOU HAVE. ARE THERE ANY QUESTIONS FOR. ANDY ASTERISKED, I WAS MR. SMITS I WAS GOING TO ASK, SO LAST YEAR YOU KIND OF TOUCHED ON IT, IT WAS BELOW ONE HUNDRED THOUSAND, RIGHT? ISN'T THAT MAINLY BECAUSE IT DIDN'T LAST YEAR TO COME AFTER IT WAS SO WE HAD A BUDGET REDUCTION LAST YEAR OF 20 PERCENT IN THE COUNTY THAT WE HAD TO ADHERE TO. [00:30:01] AND THAT WAS ESSENTIALLY ONE POSITION WE LOST AND THAT WAS ON THE ATHLETIC FIELD SIDE. SO WE ESSENTIALLY HAD ONE FULL TIME STAFF MEMBER DEDICATED TO OUR FIELD MAINTENANCE, WHICH IS THE LINING, THE DRAGGING, THE SYNTHETIC FIELD GROOMING, THOSE SORTS OF THINGS. OBVIOUSLY WITH COVERED AND THE EARLY SEASON, THERE WAS SO LITTLE ACTIVITY LATER IN THE SEASON, THERE WAS A LITTLE MORE. BUT YES, THAT'S PRIMARILY WHAT IT WAS BECAUSE OF THE FULL TIME STAFF REDUCTION AND JUST LOWERED SERVICE LEVELS WE WERE ABLE TO GIVE THE COMMUNITY LAST YEAR. SO WE'RE GETTING BACK TO OUR NORMAL SERVICE LEVELS THIS YEAR TO WHAT WE WERE TWENTY NINETEEN. WE HAVE BUDGETED TO ADD THAT STAFF MOVE BACK ON JULY 1ST. IT HAS NOT BEEN OFFICIALLY APPROVED IN THE COUNTY BUDGET YET, BUT IT HAS BEEN ACCEPTED AND RECOMMENDED BY THE COUNTY ADMINISTRATOR. SO WE FULLY ANTICIPATE TO HAVE THE APPLICATION BACK. AND THAT'S THAT'S A GOOD MAJORITY OF THE INCREASES THAT POSITION. THERE WAS A LITTLE STICKER SHOCK IN GREECE, I GUESS. KATE. OH, I HAVE A QUESTION, MR. CHAIRMAN, MR. ERSKINE. YOU KNOW, OVER THE YEARS, I'VE WONDERED WHY PARKS AND REC DOESN'T ESTABLISH THEIR OWN RECREATION DISTRICT, WHICH THEY'RE AUTHORIZED TO DO UNDER THE LAW. DO YOU HAVE ANY IDEA WHY THAT ISN'T THE CASE? AND THEN THE PARKS AND REC COULD ASSESS THEIR OWN MILL. MS. MEAD TRUSTEE MEAD THANKS QUESTION, I DON'T HAVE THAT ANSWER FOR YOU, QUITE HONESTLY, THAT WOULD BE A DIRECTOR AND POLICY DECISION THAT I CAN CERTAINLY BRING FORTH TRUSTEE EVEN THE DIRECTOR AND PUT IN FRONT OF THE COUNTY COMMISSION. I GUESS IT'S A LITTLE BIT OUT OF MY PAY GRADE. I'M NOT SURE WHY IT HAS NEVER BEEN ESTABLISHED OR WHY THE CONSIDERATIONS THAT WERE BROUGHT UP. BUT I CAN I CAN CERTAINLY INQUIRE. I. THE AGREEMENT IS SEVERAL YEARS OLD, AND I THINK HOPEFULLY THE SCHOOL BOARD WILL AND THE PARKS AND REC OR THE COUNTY WILL HAVE AN OPPORTUNITY. TO ADDRESS THIS GOING FORWARD, I KNOW THERE'S NEW FIELDS LONGER IN THIS FIELD IS GETTING A LOT OF USEFUL CROSSFADE NOW, I THINK. I THINK THERE'S SOME SOME OTHER MAINTENANCE ISSUES AND DEFERRED MAINTENANCE ISSUES THAT PROBABLY NEED TO BE ADDRESSED AT SOME POINT. AND I'M NOT SAYING WE SHOULD BREAK THIS AGREEMENT. I'M JUST SAYING WE NEED TO TAKE THE TIME TO GO THROUGH AN UPDATE AND JUST WORK TOGETHER, BECAUSE THESE FIELDS ARE A GEM FOR OUR COMMUNITY AND FOR THE VISITORS THAT COME HERE. AND I WOULD LOVE TO SEE IT REALLY COME BACK TO WORLD CLASS STANDARD. AND I THINK THERE'S SOME IT'S PROBABLY TIME TO LOOK AT THE UNDERSURFACE OF IT WITH THE. IRRIGATION SYSTEMS AND MAKE SURE THAT WE'RE AT THE PARK. SO MR. SMITS MR. CHAIR TO YOUR AND KATE'S POINT, I, I, I FEEL IF WE APPROVE THE INCREASE, THERE'S NO MOTIVATION TO HAVE THOSE DISCUSSIONS IN THOSE TALKS. I WAS MORE INCLINED TO MAKE A MOTION TO APPROVE THE SAME AMOUNT AS LAST YEAR, AND THAT WOULD HOPEFULLY THEN FACILITATE AND MOTIVATE TO HAVE THE SYSTEM, AS KATE MENTIONED, THE COUNTY TALK ABOUT THE AMOUNT. AND THEN BECAUSE I THINK THIS IS MY SECOND AND MY THIRD OR THIRD YEAR WHERE WE DISCUSS THESE GRANTS AND WE ALWAYS SAY THAT AND IT NEVER HAPPENS. SO I THINK IF WE KEEP APPROVING AN INCREASE, THERE'S THERE'S GOING TO BE NO MOTIVATION FOR THOSE DISCUSSIONS TO OCCUR. YES, BUT I REALLY THOUGHT THANK YOU FOR THE COMMENT, TRUSTEE SMITS, I WOULD JUST SAY THAT WE HAVE PRESENTED THE REVENUES WE ANTICIPATE FROM THE DISTRICT TO THE COUNTY COMMISSIONERS AS SOFT SOFTLY, YOU KNOW, IT'S NOT GUARANTEED THAT WE'RE GOING TO GET THAT IN OUR BUDGET. SO IF THE BOARD CHOSE NOT TO APPROVE THE FULL AMOUNT OR NOT TO APPROVE THE GRANT REQUEST, WE WOULD CERTAINLY HAVE TO GO BACK TO THE COUNTY COMMISSIONERS AND ASK THEM TO MAKE THAT WHOLE. AND THEN OBVIOUSLY THAT WOULD BE AN ELEVATED DISCUSSION BETWEEN THE COUNTY COMMISSIONERS AND THE SCHOOL DISTRICT BOARD TO DETERMINE WHERE WE GO WITH THAT. I AM OBVIOUSLY MORE THAN HAPPY TO READDRESS AND REVISIT THE MAINTENANCE AGREEMENT. I THINK ALL OF YOUR COMMENTS ARE VALID. THE IRRIGATION SYSTEM IS OUTDATED. [00:35:01] THAT ACTUALLY IS A SCHOOL DISTRICT ASSET. SO THAT WOULD BE ON THEM. THAT WOULDN'T RELATE TO THIS. BUT THERE ARE OBVIOUSLY MORE GREENSPACE COMING ONLINE, MONGAR, AND THERE'S MORE SPACES, NEW SYNTHETIC FIELDS, WHICH SHOULD IMPACT OUR OUR AMOUNTS. BUT JUST SO YOU'RE AWARE, THAT'S HOW WE APPROACH THIS WITH OUR BUDGET THROUGH THE COUNTY COMMISSIONERS. SO IF SOME OR ALL OF THIS WASN'T APPROVED, WE WOULD HAVE TO GO BACK AND ASK FOR THAT MONEY. AND IF THEY CHOSE NOT TO FUND THAT, THEN AGAIN, I SUPPOSE THAT'S A POLICY DISCUSSION AND AGREEMENT DISCUSSION BETWEEN THE SCHOOL BOARD AND THE COUNTY COMMISSIONERS. AM I CORRECT, THOUGH, THAT THE COUNTY BUDGET IS FAR FROM BEING AT THIS MOMENT, IF EVEN TAKEN PUBLIC DISCUSSION? YEAH, I MEAN, THE COUNTY BUDGET IS STILL IN DRAFT PHASE. THAT'S CORRECT. THEY ARE THEY ARE CURRENTLY HAVING DISCUSSIONS ABOUT IT. AND I GUESS I SHOULD ALSO STATE THAT THIS WOULD BE THE JOINT COLLEGE BOARD. IT WOULDN'T JUST BE THE COUNTY BECAUSE WE ARE JOINTLY FUNDED DEPARTMENT. SO IT WOULD BE BOTH COUNCIL AND COMMISSION JOINTLY THAT, YES, THEY'RE IN THE PROCESS OF DISCUSSION. MR. CHAIR, I GUESS MAYBE AN IDEA WOULD BE IF WE FUNDED LAST YEAR'S AMOUNT, WE COULD TAKE THE REMAINING DIFFERENCE AND MAYBE PUT IT TOWARDS THE SPRINKLER SYSTEM AND GET SOME OF THOSE REPAIRS TAKEN CARE OF. JUST AND I DON'T THINK THAT'S A GOOD THING. I DON'T KNOW AT THIS POINT, I THINK IT'S PRETTY BIG. THIRTY THOUSAND DOLLARS WOULD GET US INTO THE GROUND. THAT'S ABOUT. WELL, IT'S A CONVERSATION WE SHOULD GO FORWARD. MR. CHAIR, I YOU KNOW, I'M SORT OF TRYING TO PROCESS WHAT MR. SMITS IS PROPOSING, BUT I DO WANT TO SAY THAT I APPRECIATE IN YOUR PRESENTATION THE FACT THAT YOU DID CONSIDER SOME OF THE CONVERSATIONS THAT WE HAVE BEEN HAVING AND YOU, IN FACT, ARE SHOULDERING MORE OF THE COSTS THAN YOU WOULD TYPICALLY BY DIVIDING IT IN HALF. SO, I MEAN, I JUST THINK THERE NEEDS TO BE AN AWARENESS THAT THERE WAS CONSIDERATION OF SOME OF THE THINGS THAT ARE GOING ON IN THIS PORT. I JUST BEING A NEWCOMER, I WOULD JUST ASK, WHOSE RESPONSIBILITY IS IT TO RENEGOTIATE THIS CONTRACT AND WHOSE RESPONSIBILITY IS IT TO START THAT PROCESS? IS IT THE COUNTIES OR IS IT IS IT THE SCHOOL DISTRICTS? I'D LOVE TO JUMP IN AND HELP WITH THAT PROCESS. BUT I THINK PART OF THE THING IS, IS I THINK EVERYBODY IS KIND OF CHASING THEIR TAIL. WHO'S STARTING IT? HOW DOES A STAR TYPE DEAL? AND I'M ASKING THAT QUESTION BECAUSE I DON'T KNOW WHAT TO HOLD THE THE COUNTY RESPONSIBLE FOR NOT STARTING THE DISCUSSION WHEN WHEN PERHAPS WE SHOULD WE CAN START THAT DISCUSSION AS WELL ANY TIME AND SAY NEXT YEAR. WE'RE JUST NOT GOING TO FUND ANYTHING UNLESS WE SIT DOWN AT THIS TABLE AND FIGURE THIS OUT. SO I THINK AT THIS POINT, MY MY OBSERVATION WOULD BE WE'RE PROBABLY A LITTLE LATE TO HAMSTRING THE COUNTY. THEY DO HAVE SOME WIGGLE ROOM STILL IN THEIR BUDGET PROCESS. AS I'M ON ANOTHER BOARD AND EVERYBODY'S IN THE STATES, WE'RE ON THE SAME TIMELINE. YOU KNOW, JUNE IS THE EVERYBODY'S GOTTEN DIRTY. AND, YOU KNOW, THAT DOES LEAD THEM A LITTLE BIT HAMSTRUNG. BUT I WOULD URGE THAT THERE BE SOME. SOME TRUE DEADLINES TO RENEGOTIATE THAT CONTRACT, BECAUSE I HAVE HEARD ABOUT FOR. OVERPROTECTIVE ABOUT HOW THIS IS NOT FAIR TO THE DISTRICT. I'VE HEARD IT, IT'S NOT FAIR TO THE PARKS AND REC. YOU KNOW, I'VE HEARD IT FROM BOTH SIDES BECAUSE I'VE BEEN JUST SO I DO THINK IT'S URGENT AND IT'S A LOT OF YOU FOR. AND WHO'S CONTROLLING AND HOW DOES IT HAPPEN? WOULD IT BE EASIER FOR THEM TO DO AS KATE MENTIONED AND GET THEIR OWN AND WHERE THEY CAN DO WHAT THEY NEED TO DO WITH THE MONEY? AND OR IS IT BETTER THAT THE DISTRICT WANTS TO CONTROL THAT AND GET SOME HELP DOING IT? I DON'T KNOW. JUST LIKE THAT TO RESPOND TO. THE CAMPBELL COUNTY HAS A RED DISTRICT AND I THINK THEY DO POINT EARNING THE SAME AMOUNT AS ONE OF THE SCHOOL LEVIES FOR THE REC DISTRICT, WHICH AMOUNTS TO ABOUT 48 MILLION A YEAR PRACTICE FOR THEIR REC DISTRICT. AND THAT'S THEIR CAMP COMPLEX. YEAH. SO YOU HAVE MILLION, RIGHT? TAX, BUT OF COURSE, 99 PERCENT OF THAT'S COMING OUT OF THE GROUND AND NOT WHAT'S ON TOP OF THE. SO, DR. JONES. [00:40:01] AND SO IN AUGUST OF. THIS IS TWENTY ONE POINT NINETEEN, I BELIEVE WE STARTED ACTUALLY BEFORE THAT WE STARTED HAVING CONVERSATIONS WITH PARKS AND REC ABOUT THE AGREEMENT AND IT MIGHT HAVE BEEN 20 HONESTLY, I CAN'T REMEMBER YEARS OF LIKE KOBE BRYANT, BUT IT IS AN AGREEMENT THAT WAS TOOK A LOT OF TIME TO PUT TOGETHER. AND WE ENDED UP SAYING WE NEED TO TALK ABOUT THIS AND LET'S, YOU KNOW, COME BACK TO THE TABLE BECAUSE IT'S TIME TO REFRESH. IN THE MEANTIME, A LOT OF INFORMATION IS FOLKLORE. AND I HEARD THAT. AND SO WE'RE PUTTING TOGETHER A PICTURE OF WHAT'S PARKS DIRECT RESPONSIBILITY, WHAT'S THE SCHOOL DISTRICT'S RESPONSIBILITY, AND HOW CAN WE WORK JOINTLY TO ENSURE THAT THE NEEDS OF THIS COMMUNITY ARE MET. SO WE WILL WORK ON GETTING THAT BACK TO THE FOREFRONT AND SEE IF WE CAN UPDATE THAT AGREEMENT. IT'S IT'S PRETTY CLEAR AFTER I'VE READ IT A FEW TIMES, BUT I DO THINK IT WOULD BE A GOOD PLACE FOR US TO START TO SAY SO. HERE'S WHAT WE HAVE, WHAT'S MISSING AND HOW DO WE MOVE FORWARD SO THAT THESE CONVERSATIONS, BECAUSE IT'S TIME CONSUMING, YOU KNOW, WE CAN GET AN AGREEMENT THAT EVERYONE UNDERSTANDS AND IS UP TO DATE. I THINK IT'LL CLEAR UP SO MANY OF THESE CONVERSATIONS AND AND GET YOU ALL BACK TO FOCUSING ON THE PRIORITIES OF THE DISTRICT AND THE PARKS AND REC AND FOCUS ON WHAT THEY NEED TO DO. AND WE CAN FOCUS AS A DISTRICT ON WHAT WE NEED TO DO. SO WE WILL ADD THAT TO OUR AGENDA. IF I MY CHAIR, OUR BOARD MEMBERS, I WOULD JUST SAY THANK YOU, GILLIAN, FOR THAT. IT IS TRUE OVER THE LAST TWO YEARS, JEFF DORTE AND BEFORE HE LEFT THE ENLARGER AND I HAVE BEEN HAVING A LOT OF DISCUSSIONS ABOUT THIS AGREEMENT, WE SET IN THE SAME ROOM WITH STEVE ASHWORTH. WE'VE. WE'VE SORT OF IDENTIFIED THOSE GRAY AREAS THAT WERE COMING UP FROM A MAINTENANCE AND LOGISTICS PERSPECTIVE ON SCHEDULING, OUR IRRIGATION IS TREATED, WHO REPAIRS WHAT? WHAT IS THE SCHOOLS WITH OURS? AND I, I AM COMFORTABLE WHERE WE'VE LANDED LANDED ON SORT OF DISSECTING THAT DOCUMENT AND PULLING THOSE GRAY AREAS AND IDENTIFYING THOSE. SO MS. CHAPMAN'S RIGHT. WE CAN. WE'RE IN A GOOD SPOT NOW TO UNDERSTAND THE AGREEMENT, AND I THINK THE SCHOOL DISTRICT AND PARKS AND REC ARE ON THE SAME PAGE. SO IF THE NEXT STEP IS TO REVISIT THE AGREEMENT, THEN I THINK WE'RE IN A BETTER PLACE TO DO THAT NOW. MY UNDERSTANDING WAS THIS DID TAKE ALMOST 18 MONTHS TO DO AND ABOUT SIX LAWYERS, AND IT WAS A VERY TIME CONSUMING PROCESS. SO WE'RE HAPPY TO HAVE THAT DISCUSSION AND GO DOWN THAT ROAD AND WE'LL DO OBVIOUSLY WHATEVER IS DIRECTED FROM THE COUNCIL AND COMMISSION AND SO DISTRICT. YES, WE'LL ASK DR. CHAPMAN SO THAT THE NINETY FIVE THOUSAND WE DID IN THE SCHOOL DID REQUEST THAT WE JUST CANNOT SEPARATE WHAT WHAT'S COVERED IN THAT AND THEN LEFT THE DISTRICT. THAT'S WHAT THE DISTRICT DOES VERSUS WHAT I CAN OFFER. THAT'S THE FEEL OVER BY JACKSON ELEMENTARY. IT'S THE LANDSCAPING AROUND CULTER ELEMENTARY. IT'S EASTFIELD OVER HERE. IT'S NOT FOR THE SCHOOL THINGS. WE TAKE CARE OF THE HIGH SCHOOL SURROUNDING THE HIGH SCHOOL. OK, SO THOSE ARE THE FIELDS, SPECIFICALLY THE PARKS AND REC ARE THE SYNTHETICS AND THE BASEBALL COMPLEX SOCCER FIELD, THE FIELD UP BY THE MIDDLE SCHOOL AND CAL PASHA'S AND SKATEBOARD PARK. YEAH, THANK YOU FOR THAT. YEAH. I MEAN, IT WOULD JUST MAKE TO ME IT MAKES SENSE TO DO ALL THE HURT I THINK. WHY DO I SAY. I DON'T THINK THAT I COULDN'T ANSWER. WHY THOSE I MEAN OBVIOUSLY THE STADIUM IS EASY TO ANSWER. I THINK, YOU KNOW, YOU WANT THAT TO BE THE SCHOOL DISTRICT, THE EAST FIELD. AND YES, I'M NOT SURE WHY THOSE WEREN'T INCLUDED IN THE ORIGINAL AGREEMENT BEFORE MY TIME, UNFORTUNATELY. AND WHEN PART OF MY GUIDANCE IS THAT IT FEELS LIKE A PLAYGROUND FOR CULTER. I MEAN, THAT'S WHAT IT WAS UNTIL WE GOT SO OVERLOADED WITH SPORTS THAT WE NEEDED TO USE A FIELD THAT I'M SURE THAT WAS JUST A PLAYGROUND FOR FOR GOLFERS. IT WASN'T LIKE IT WASN'T USED OR ANYTHING ELSE OTHER THAN FOOTBALL PRACTICE. AS A SOCCER FIELD, I GUESS THE LAST THING I WOULD JUST ADD, IF YOU DON'T MIND, CHAIR AND TRUSTEE, IS THAT OBVIOUSLY WE RECONCILE EVERYTHING AT THE END OF THE YEAR. [00:45:03] YOU KNOW, OUR END OF YEAR REPORT IS THROUGH MARCH. SO WE OBVIOUSLY DON'T KNOW WHERE WE'RE GOING TO END UP JUNE 30. AND IF THERE'S EVER A BALANCE OWED TO THE SCHOOL DISTRICT, WE OBVIOUSLY WILL RETURN THAT OR TO THE DISTRICT. WE WILL RETURN THAT. SO IN MY TIME, WE HAVEN'T EVER DONE THAT AND HAVE NEVER GOTTEN THERE. BUT WE RECONCILE EVERYTHING. AND I WILL TELL YOU THAT EVERY YEAR WE RECONCILE IT AND WE END UP PARKS AND REC ENDS UP COSTING OURSELVES A LITTLE SHORT. SO WE END UP EATING A LITTLE BIT MORE THAN WE TYPICALLY WOULD ASK. SO PRETTY CONSERVATIVE IN OUR ESTIMATES AS WELL. TO MEXICO ON ANY OTHER QUESTIONS FOR THE PRESENTER. I'M THE CHAIR. I DON'T REALLY HAVE ANY MORE QUESTIONS FOR ANDY, BUT, YOU KNOW, I WAS THERE WHEN WE WORKED ON THE FIRST AGREEMENT. AND THE PROBLEM THAT I'VE HAD GOING FORWARD IS NOT WHAT THE SCHOOL DISTRICT OBLIGATIONS ARE OR THE COUNTIES, BECAUSE AS MR. ERSKIN SAID, AND I THINK IT'S ABSOLUTELY FAIR THAT AMONG STAFF THAT HAVE BEEN ABLE TO WORK OUT ANY DIFFERENCES WITH REGARDS TO WHAT KIND OF MAINTENANCE OBLIGATIONS ARE DUE AND THAT SORT OF THING, WHAT HAS ALWAYS STRUCK ME AS A POTENTIAL, IN MY OPINION, A LOOPHOLE THAT COUNTY FOUND WAS TO COME TO THE DISTRICT TO PAY FOR THE OBLIGATIONS THAT THEY MADE. WHEN THEY ENTERED THAT CONTRACT, THEY MADE THE OBLIGATION TO PAY FOR SOME OF THE MAINTENANCE AND REPAIRS OF THESE ASSETS. BUT THEN ONCE THE DISTRICT GOT STARTED, THEY STARTED COMING TO THE DISTRICT. NOW, AS A MEMBER OF THE UNION COUNTY SCHOOL DISTRICT BOARD. I FEEL UNCOMFORTABLE GOING OUT AND TAXING THE PUBLIC. AND THEN AWARDING THE COUNTY MONEY FOR AN OBLIGATION THAT THEY CONTRACTUALLY MADE TO TO DO THEIR PART OF THE AGREEMENT. THAT'S REALLY THE ONLY THING, IN MY VIEW, THAT PROBABLY NEEDS TO BE CLARIFIED. AND THAT'S WHY I ASKED ABOUT THE BILL, AS YOU SAID, IN CAMPBELL COUNTY, PARKS AND REC, THIS IS THEIR OWN MILLS IN MOST OTHER PLACES THEY DO. BUT IT SEEMS HERE IN TOWN COUNTY, DEKALB COUNTY, PARKS AND REC CENTER, MAYBE IT'S THE COUNTY COMMISSION WOULD RATHER HAVE THE SCHOOL DISTRICT BE THE ONE TO TAX THE PUBLIC RATHER THAN THE COUNTY TAXING THE MORE THREE PARKS AND REC. AND I REALLY DO THINK THAT PROBABLY THE WAY THE THE CONTRACT IS WRITTEN IS FAIR. IT'S JUST THAT ONE ELEMENT THAT, QUITE FRANKLY, REALLY BOTHERS ME, MAYBE DOESN'T BOTHER ANYBODY ELSE, BUT IT KIND OF BOTHERS ME. THERE ARE SOME COUNTY COMMISSIONERS AT THE TIME, COMMISSIONERS AT THE TIME, WHO SORT OF WERE OF THE MIND THAT WHAT'S MINE IS YOURS AND YOURS IS MINE. BUT THE FACT IS, IS THAT THE SCHOOL DISTRICT IS THE ONE THAT IS SITTING IN A MEETING AND ASSESSING A MILL, OR THEY ARE OUR REC DISTRICT, THIS REC DISTRICT, WHILE THE COUNTY JUST COMES IN AND ASKS FOR A GRANT. SO, YOU KNOW, MAYBE THAT'S ANOTHER AVENUE OR ANOTHER ASPECT OF OUR MISSION AND VISION AND POLICIES THAT WE NEED TO DO THAT WE NEED TO ADDRESS. OH, ANYBODY WANT TO MAKE A MOTION? I WOULD MAKE A MOTION TO APPROVE THE PARKS AND REC APPLICATION FOR ATHLETIC FIELD MAINTENANCE AND PREPARATION, NOT THE ONE HUNDRED THIRTY THOUSAND DOLLARS AS PRESENTED. L7. IT'S BEEN MOVED AND SECONDED, BUT THE RECREATION DISTRICT BOARD APPROVES THE TWO DOZEN COUNTY PARKS AND RECREATION APPLICATION FOR ATHLETIC FIELD MAINTENANCE AND PREPARATION. ONE HUNDRED THIRTY THOUSAND THAT'S PRESENT. ANY OTHER COMMENTS? MR. SMITS MR. CHAIR. I DO PLAN TO VOTE NO. KEEP TO YOUR POINT. YOU BRING A GOOD POINT. IN MY OPINION. I THINK THE COUNTY ASSESSES MAYBE EIGHT BETWEEN EIGHT AND NINE YEAR OLDS AND THEY CAN GO UP TO 12. AND SO YOU'RE RIGHT, WE'RE WE'RE TAPPING OUT OUR MAIL AT ONE AND THEY STILL HAVE ROOM. AND SO I REALLY THINK THAT. [00:50:03] IF WE. DON'T PASS THIS MOTION. IT WOULD ACTUALLY FORCE THE ISSUE AND CAUSE SOME DISCUSSION, AND THEN, LIKE I SAID, THE COUNTY IS FAR FROM DONE WITH THEIR BUDGET BUDGET PROCESS. SO I DON'T AND THE COUNTY IS FLUSH WITH CASH. SO I, I PLAN TO VOTE FOR THOSE REASONS. KATE, DO YOU HAVE ANYTHING? NO, THANK YOU, MR.. SO WOTKYNS SCARLETT. ERIN, NO MORE, GO AHEAD AND VOTE ALL THOSE IN FAVOR OF THE MOTION AS PRESENTED, WE SAY I. THOSE OPPOSED BY I. SO THREE IN FAVOR, TWO AGAINST. THE MOTION IS PASSED. DO YOU WANT TO PRESENT THE OTHERS? I DON'T KNOW YET. OK, THANKS. NEXT MONTH. YES, I AM. CAN YOU HEAR ME? YES. THANK YOU, EVERYONE, FOR YOUR TIME HERE TODAY. I'M PRESENTING A GRANT TO HELP US KEEP THE COSTS LOW FOR OUR AFTER SCHOOL PROGRAM THAT IS RUN OUT OF DAVEY JACKSON ELEMENTARY SCHOOL. WE'RE ALSO LOOKING TO PROVIDE A REMOTE LOCATION DOWN A MOUNTAIN, MONGAR ELEMENTARY SCHOOL, WHICH WOULD BE A BILINGUAL AFTER SCHOOL PROGRAM. OUR NUMBERS THIS YEAR HAVE CLOSED JUST DUE TO COPING WITH JACKSON ELEMENTARY SCHOOL KIDS NEXT YEAR. IF IT PRESENTS ITSELF THAT WE CAN MERGE ELEMENTARY SCHOOLS TOGETHER, WE WOULD BE ADDING KOETTER ELEMENTARY SCHOOL. WILSON WILL OPEN UP TO ALL THE ELEMENTARY SCHOOLS TO BE ABLE TO COME TO DAVEY JACKSON AND REALLY BE PROVIDING HEALTHY SNACKS, EDUCATIONAL OPPORTUNITIES AND SOCIAL SKILLS FOR KIDS IN THE AFTER SCHOOL TIME AND HOPEFULLY WILL BE RUNNING FIVE DAYS A WEEK FOR KIDS WHO ARE IN KINDERGARTEN THROUGH FIFTH GRADE. SO THOSE ARE THE TWO SITES THAT WILL HAVE ONE SPECIFICALLY JUST BEING A STRICTLY BILINGUAL OPPORTUNITY THAT WOULD BE NEW TO US. WE DID RUN ONE IN TWENTY EIGHTEEN BY BORROWING FOR ABOUT THREE TO FOUR MONTHS TO RAISE WHAT WE WOULD BE LOOKING TO EXPAND IT TO FIVE DAYS A WEEK DOWN AT MONGAR. THANK YOU, MEGAN, ANY MORE QUESTIONS, THE PRESENTER? KATE. NO, I DON'T HAVE ANY QUESTIONS OR I GUESS I JUST HAVE ONE QUESTION I DIDN'T SEE IN THE MATERIALS HOW MUCH PARENTS PAY FOR THE AFTER SCHOOL PROGRAM. SO IF WE ARE GRANTED THIS GRANT, THE COSTS WOULD STAY EIGHT DOLLARS A DAY AS IT IS THIS YEAR. AND IT'S REALLY HELPED OUT OUR COMMUNITY TO HAVE THAT REDUCTION IN COST AS WE GO THROUGH THESE HARD TIMES. YOU KNOW, I PAID SEVEN DOLLARS A DAY 30 YEARS AGO FOR MY CHANCE. YOU'RE NOT KEEPING UP WITH INFLATION. NOW, THE QUESTION IS HOW MANY KIDS OR WHAT'S THE CAPACITY? SO CURRENTLY, DUE TO COVID, WE ARE ONLY ABLE TO HAVE ABOUT TWENTY FIVE KIDS A DAY IF WE ARE OUT OF COVID WORLD. I WOULD LOVE TO SEE US HAVE ABOUT 35 TO 40 KIDS A DAY AT THE JACKSON ELEMENTARY LOCATION. WE WOULD ONLY BE ABLE TO HAVE TWENTY FIVE AT THE BILINGUAL SITE. THAT'S JUST BECAUSE OF THE CONTENT AND THE TEACHING THERE THAT OUR PROGRAMMER CAN DO. IT'S MR. CHAIR THAT THAT WOULD BE SOME OF MY CONCERN IS IT'S JUST SO LIMITED HOW MUCH EQUITABILITY ISSUE IF IT'S HARD, I KNOW WHEN YOU GO TO SIGN UP FOR THIS PROGRAM, IT'S LIKE FULL WITHIN TWO MINUTES. AND IF YOU DON'T GET LOGGED IN RIGHT AWAY, I JUST DON'T FEEL IT ENCOMPASSES ENOUGH STUDENTS. BUT I KIND OF STRUGGLE WITH IT, FOR THAT MATTER. AND THE OTHER QUESTION AND AGAIN. I MEAN, THE EMOTION. I HOPE TO APPROVE THE PARKS AND REC APPLICATION FOR KIDS CLUB AFTER SCHOOL [00:55:02] PROGRAM, NOT TO BE FOUR THOUSAND DOLLARS AS. SECOND, IT'S BEEN MOVED AND SECONDED THAT WE APPROVED THE COUNTY PARKS AND RECREATION APPLICATION FOR AN AFTER SCHOOL PROGRAM NOT TO EXCEED FORTY THOUSAND DOLLARS WAS. ANY OTHER COMMENTS FOR MEMBERS OF THE BOARD? I JUST IN GENERAL, I KNOW HOW IMPORTANT IT IS TO A LOT OF HARD WORKING FAMILIES IN THIS COMMUNITY TO HAVE THIS PROGRAM TO BE AFFORDABLE, BUT I WISH. THERE WAS MORE AVAILABLE TO MORE KIDS. I THINK THERE'S A GIANT HOLE OUT THERE. WELL, I WAS GOING TO ACTUALLY MAKE THE SAME COMMENT AND, YOU KNOW, HOPING THAT THEY CAN EXPAND THE 35 OR EVEN MORE. YOU KNOW, THERE'S ALSO THE. CHALLENGE CURRENTLY OF FINDING STAFF AND FINDING STAFF FOR AFTER SCHOOL AND CHILD CARE PROGRAMS WHICH ARE NOT PAID WELL AND DON'T HAVE ANY BENEFITS IS REALLY DIFFICULT. AND SO YOU NEED TO MAKE SURE THAT HE HAS ENOUGH QUALITY STAFF TO BE ABLE TO PROVIDE QUALITY SERVICE. THAT'S A HARD ONE, BUT ANYTHING YOU DO TO HELP, WHO CAN TAKE ADVANTAGE OF IT? NITA. TAKE ANYTHING FOR YOU NOW. THANK YOU, MR. SMITS. AND NO OTHER COMMENTS AND ALL THOSE IN FAVOR, PLEASE SAY I OPPOSED. THANK YOU. OK, THAT. ANDRE, IS NOT ALL OF THE PARKS IN THE COUNTY YOU LOOK LIKE. OK, COMMUNITY APPLICATIONS, OUR FIRST PRESENTER IS THE ARTS ASSOCIATION, ALTHOUGH THANK YOU FOR JOINING US. THANK YOU SO MUCH. WHAT'S YOUR NAME? MY NAME IS AMY GOIKOETXEA AND THE DIRECTOR OF DEVELOPMENT AND MARKETING AT THE ART ASSOCIATION, JACKSON HOLE. WE WE RESPECTFULLY REQUEST FUNDS TO SUPPORT OUR AFTER SCHOOL PROGRAM AS WELL, THE ONE THAT IS DEDICATED TO ARTS EDUCATION, K-12, ALTHOUGH THE PRIMARY PARTICIPANTS ARE ELEMENTARY AGE STUDENTS AND THEY ARE DELIVERED TO THE CENTER FOR THE ARTS BY THE BUS EVERY AFTERNOON WE GREET THEM, WE MEET THEM, WE BRING THEM TO THE VERY CLASSROOMS AND PROVIDE GREAT SUPPLIES, MATERIALS, FABULOUS INSTRUCTION IN A BEAUTIFUL FACILITY FOR VITAL AFTERNOON PROGRAMING AFTER SCHOOL. THANKS. ANY QUESTIONS FOR THE PRESENTER? MR. CHAIRMAN, I GUESS I WOULD JUST I'M CURIOUS HOW MANY HOW MANY CONTACT DAYS DO YOU HAVE WITH IT RIGHT NOW? I MEAN, SLIGHTLY LIMITED BECAUSE OF COBA, BUT WE'RE VERY PROUD THAT WE DID WE DID KEEP OUR DOORS OPEN. AND SO RIGHT NOW, IT'S MONDAY THROUGH FRIDAY OR MONDAY THROUGH THURSDAY. AND SO, LIKE RIGHT NOW, YESTERDAY, I MET THE KIDS OFF THE BUS. THE K TO CLASS IS FULL WITH THERE WERE ABOUT 15 KIDS DOING THE TINKER ART. AND THEN THE THREE FIVE CLASS WAS SLIGHTLY LOWER THAN THAT. THERE WERE ABOUT 10 KIDS THERE. WE CERTAINLY CAN BALLOON BACK UP A BIT. IDEALLY IN THE FALL. IF COVID IS WE'RE STILL IN THE GREEN RISK LEVEL, THEN WE CAN OPERATE IN OUR BUT OUR FACILITIES HAVE WIDE OPEN WINDOWS AND DOORS AND WE'RE STILL REQUIRING MASKS. SO WE'RE OPERATING AT. YES, SOMEWHAT LIMITED CAPACITY RIGHT NOW, BUT WE NEVER DIMINISH. WE NEVER STOPPED OFFERING AFTER SCHOOL PROGRAMING. SO AND THEN THERE ARE MIDDLE SCHOOL AND HIGH SCHOOL PROGRAMS AS WELL AND JUST DON'T HAVE KIDS AS MANY CHOOSE TO DO THAT AS THE ELEMENTARY AGE. GREAT, THANK YOU. SO I THINK ONE OF THE THINGS I SEE MR. SMITS WITH PROGRAMS LIKE THIS, THEY COMPLEMENT WHAT WE JUST DID WITH THE WITH THE PARKS AND REC, YOU KNOW, WITH THE COUNTY KIDS PROGRAM. NOT EVERYBODY CAN GET INTO THAT. BUT WE'VE GOT OTHER KIDS THAT ARE GOING INTO THE ART ASSOCIATION OR THE DANCE OR WHATEVER IT MIGHT BE, WHICH IS VITALLY IMPORTANT. WE STILL DON'T HAVE ENOUGH ROOM FOR ALL RIGHT NOW. SO. BUT IT'S REALLY IMPORTANT TO GIVE THEM SOMETHING TO DO AFTER SCHOOL, THEIR SCHOOL [01:00:01] WORK SMITS WAS A GOOD POINT, BUT I WAS JUST THINKING, JEEZ, WE JUST GAVE THE COUNTY THOUSAND AND WE'RE GIVEN THE ART ASSOCIATION FIRED. DULY NOTED. AND WE GAVE A GOVERNMENT THAT'S FLUSH WITH MONEY, 40 POUNDS. WE'RE GOING TO PUT THAT IN PERSPECTIVE. DULY NOTED. TRUSTEE SMITS. I WOULD MODEL SET MY SIGHTS A LITTLE HIGHER IN AFRICA. AND LIKE I SAY, THE NONPROFITS ARE HURT MORE THAN THE COUNTY GOVERNMENT SO THEY CAN STATE THAT YOU HAVE SOMETHING. YEAH. WHAT DO YOU CHARGE FOR YOUR CLASSES? YEAH. SO IT VARIES, BUT IT'S A TUITION BASED INSTEAD OF A PER CLASS LIKE THE REC CENTER. SO APPROXIMATELY THREE HUNDRED DOLLARS FOR A SESSION WHICH ABOUT ENDS UP BEING, YOU KNOW, 50 BUCKS A TIME AND THEY ARE 90 MINUTE SESSIONS. SO CERTAINLY COMPARATIVELY SPEAKING, LESS AFFORDABLE. BUT WE OFFER WE LOVE TO GET SUPPORT LIKE THIS TO KEEP THE COSTS DOWN AND TO OFFER SCHOLARSHIPS. WE OFFER SCHOLARSHIPS IN PARTNERSHIP WITH ONE TWENTY TWO. WE CURRENTLY ARE OFFERING FOR FREE OPPORTUNITIES FOR TETON COUNTY SCHOOL DISTRICT KIDDOS TO ATTEND THOSE AFTERSCHOOL PROGRAMS. ALSO, I HEARD YOU SAY THAT THERE'S 15 KIDS IN K2, AND THEN I DIDN'T HEAR YOUR ANSWER WITH REGARDS TO HOW MANY KIDS THERE ARE, THE PROGRAMS THAT 10 IN THE THREE OR FIVE THAT WERE THERE RIGHT NOW DOING ARTS IN THE ANIMALS, IN THE ENVIRONMENT. UPSTAIRS. AND YEAH, USUALLY I THINK IN A TYPICAL NON COMBAT EXPERIENCE, IT IS MORE THAT 12 TO 15 STUDENTS IN EACH OR KIDDOS IN EACH OF THOSE PROGRAMS. WELL, I JUST I'M THINKING THAT THE KIDS THAT ARE IN THE MIDDLE AND THE HIGH SCHOOL CLASSES TO SOME OF THOSE, I WOULD HAVE TO THINK ARE SUPPLEMENTING THE COURSES THAT THEY'RE TAKING WITH IN THE DISTRICT, BECAUSE WE'VE HAD TO SHIFT AROUND HOW MUCH OF THE FINE ARTS, YOU KNOW, WE HAVE TO OFFER BECAUSE OF CAPACITY ISSUES AT THE MIDDLE SCHOOL AND JUST SOME OF THE SCHEDULING. AND SO IT CERTAINLY IS BENEFICIAL TO US TO HAVE SOME OF THOSE AFTERSCHOOL COMMUNITIES FOR KIDS WHO ARE VERY MUCH INTERESTED IN PURSUING THAT THAT STRENGTH OF THEIRS. YES. AND THAT. THE MIDDLE SCHOOL HIGH SCHOOL DOES GARNER MORE PARTICIPATION IN OUR SUMMER CAMP PROGRAM AS WELL, YOU KNOW, MAYBE WHEN KIDS HAVE LESS HOMEWORK AND LESS LIKE SCHOOL THINGS TO BE DOING, BUT WE OFFER THIS. WE HAVE MORE MIDDLE SCHOOL AND HIGH SCHOOL KIDS PARTICIPATING WITH US IN THE SUMMER. AS WELL. AND NOW THE COMMENTS OF THE PRESIDENT. SOMETHING SO I NEED TO IMPROVE THE COMMUNITY APPLICATION FOR THEIR ASSOCIATION NOT TO EXCEED FIVE THOUSAND DOLLARS PERCENT. THAT IT'S BEEN MOVED BY THAT'S THE CONCERN ABOUT THOMAS, THAT THIS BOARD APPROVED AN APPLICATION FROM ART ASSOCIATION, FIVE THOUSAND DOLLARS, AS PRESENTED IN THE OTHER COMMENTS FROM THE BOARD. I WOULD JUST SAY I OF I APPLAUD HERE THAT YOU DO A SCHOLARSHIP, YEAH. FOR THE FOR THE LOWER INCOME PEOPLE THAT WOULD QUALIFY. YOU KNOW, I WISH THAT THE COUNTY WOULD LOOK AT THAT, TOO, AND IT WOULD MAYBE EXPAND THE OPPORTUNITY TO ATTEND, SO. GOT ALL THOSE IN FAVOR OF THE MOTION, BECAUSE I HAVE TO SAY I OPPOSE. THAT'S BEEN APPROVED. THANKS, JAMIE. THANK YOU. NEXT UP, COMMUNITY, THAT'S A COMMUNITY APPLICATION DANCERS WORKSHOP. IF WE CAN ASK WHOEVER IS HERE TO REPRESENT THEM, TO RAISE THEIR. SO SATURDAY, SO DANCERS WORKSHOP, IF YOU'RE ONLINE, WOULD YOU PLEASE RAISE YOUR LITTLE SIPSON HAND? AND I WILL TELL YOU THE NEXT, AFTER DANCERS WORKSHOP, WE WILL BE MOVING IN, WE'D LIKE TO BELIEVE THAT FRIENDS OF FRIENDS SO THEY CAN BE ON THAT. AND UNMUTED AMANDA BUSHWALK, WHICH IS WHAT SHE ACTUALLY IS, THE MUSIC, SHE'S SELECTED ENOUGH. I HAVE ANYBODY I LIKE RECOGNIZE THERE IS A NEW [01:05:07] DEVELOPMENT PERSON ON THE SCENE HERE. WELL, REALLY JUST A LITTLE. AND I JUST CLOSED DOWN FOR A SHOPPING NEWSLETTER. WELL, WE'RE GLAD ABOUT THAT. I WAS JUST GOING TO MAKE A MOTION TO PULL OUT UNTIL LATER, IF YOU WANTED. THERE UNTIL THAT TIME. I DON'T YOU KNOW, THERE'S A PROBLEM WITH ROBERT'S RULES. I NEED TO HAVE A VOTE. THEY MOVED THE MEMBERS THE MOTION TO MAKE A TABLE DECIDED AT A LATER TIME. AND. I MEAN, DO WE NEED A REPRESENTATIVE OR CAN WE DISCUSS THE MERITS AND IF THERE ARE NO QUESTIONS, I DON'T KNOW WHY WE NECESSARILY TABLE IT, IF THERE ARE ANY QUESTIONS FOR A PRESENTER. BUT AGAIN, I'M NOT SURE IF I WHAT'S WHAT'S WHAT DO YOU THINK IT. ABOUT AS MUCH AS THEY DID. THERE'S NO ONE TO PRESENT THIS. WELL, I'M JUST LOOKING THROUGH THERE, THERE'S THE MIDDLE. I I GUESS MY QUESTION FOR THEM WOULD BE, YOU KNOW, YEAH, PEOPLE ARE NINETY FIVE DOLLARS A WEEK. AND I WONDER HOW MUCH LOWER THAN THAT THEY CAN MAKE A CONTRIBUTION FROM US AT FIVE THOUSAND DOLLARS. I BET IT'S NOT VERY MUCH, BUT THEY CAN SAY I GUESS I WOULD THINK A TABLE, BUT UNTIL THEY HAD A CHANCE TO SHOW UP, MAYBE THEY CAN MAYBE THEY CAN SHOW UP BY THE END. WE'LL JUST GO AHEAD. AND IT'S THE SEGMENT THAT WE TAKE WITH US. WE HAVE TO BUILD ON THE OTHER IN THERAPIES THAT I POST, SO THE ANSWERS WHICH ARE TABLED, SO FRIENDS OF PATHWAY, PLEASE RAISE YOUR HAND AND NEXT ON DECK WOULD BE LEFT OUT. AND LOOK AT THIS HERE. SO FRIENDS OF PATHWAYS, RAISE YOUR HAND. NO TRACE BACK HERE, AND I'M NOT SAYING HE'S COMMITTED LINE RIGHT NOW. FRIENDS OF POWERFUL. MR. SMITS MR. CHAIR, I WOULD MOVE WE TABLE THIS AVOCATIONS. BACK IN THE MIDDLE OF THE SEGMENT, THEN WE'VE TABLED THE APPLICATION FOR A PATHWAY, ALL THOSE IN FAVOR PLEASE SAY I OPPOSED. MY FORMER JUSTICE IS BACK AT WORK, YEAH. HEY, I'LL THANK YOU FOR THIS OPPORTUNITY. IT'S BEEN AN EXTRAORDINARY YEAR, AND I'M REALLY PROUD OF THE WORK THAT GAP HAS DONE IN OUR COMMUNITY. WHEN IT HAPPENED LAST YEAR IN THE SPRING, WE WE WERE WE WERE IN ACTIVE PROGRAMING AFTER SCHOOL ONE WEEK AND THE NEXT WEEK IT WAS DONE. DURING THAT TIME WE PRESENTED, WE PIVOTED AND REDIRECTED AND PRESENTED FOR 12 WEEKS. EVERY WEEK WE PRESENTED ONLINE PROGRAMING FOR KIDS AND PARENTS AND RESOURCES DURING THIS CHALLENGING TIME WHEN THERE WAS SO MUCH UNCERTAINTY AND FEAR. WE ALSO PARTNERED WITH WHOLEFOOD RESCUE THE SUMMER AND DURING THEIR SPROUT PROGRAM, WE MET AT POWDERHORN PARK OUTSIDE AND WE PARTNERED WITH THEM WHILE THEY WERE PROVIDING THE FREE LUNCHES FOR OUR COMMUNITY KIDS. WE PROVIDED SOCIAL, EMOTIONAL LEARNING ACTIVITIES FOR TWO HOURS EVERY WEEK. THIS SUMMER, WHEN THE FALL STARTED, WE AGAIN REDIRECTED AND MET TWO TIMES A WEEK AT THE MIDDLE SCHOOL WITH THE COHORT'S AND TO PROVIDE THE SOCIAL EMOTIONAL LEARNING THAT GAP'S BEEN KNOWN FOR FOR OVER 20 YEARS IN THIS COMMUNITY. WE MEET AND TYPICALLY MET IN THE SCHOOL OR AFTER SCHOOL IN THE AND CLASSROOMS IN OUR SCHOOL DISTRICT WE WORK WITH WE PROVIDE NINE WEEK PROGRAMS FOR EACH OF THE ELEMENTARY SCHOOLS IN OUR COMMUNITY WE EXPANDED INTO THIS YEAR. WE'VE BEEN ALIVE AND MONGAR THIS YEAR. AND WE ALSO WE DO THE 90 PROGRAM SEASONALLY THROUGHOUT THE YEAR AS WELL, IN ADDITION TO OUR MIDDLE SCHOOL PROGRAM THAT WE THAT WE THAT WE GO FROM THAT WE CONDUCT FROM FROM SEPTEMBER THROUGH MAY, THROUGH THE ACADEMIC YEAR, TWICE THE WEEK WE HAVE ABOUT WE SERVE OVER PROBABLY CLOSE TO 200 KIDS ANNUALLY. BUT OUR PROGRAMING WITH ONE AND A HALF EMPLOYEES ON A SHOESTRING BUDGET, WE OFFER OF A FULL YEAR OF ACADEMIC PROGRAMING FOR FIFTY DOLLARS PER PERSON. WE OFFER SCHOLARSHIPS SO THAT THAT COMES TO ABOUT A BUCK AND A HALF A MEETING WITH OVER WITH DURING THE SCHOOL YEAR. WE OFFER SCHOLARSHIPS AGAIN FOR FOR THOSE KIDS IN NEED. [01:10:03] WE NEVER TURN ANY KIDS AWAY. ABOUT FORTY PERCENT OF OUR POPULATION, OUR DEMOGRAPHIC IS LATINA AND WE WE ARE REALLY PROUD OF HELPING TO PROMOTE SELF DISCOVERY, CONFIDENCE, COMMUNITY MINDEDNESS, PARTICULARLY THROUGH OUR THROUGH OUR COLLABORATIONS WITH WITH WITH OTHER COMMUNITY AGENCIES LIKE THE ART ASSOCIATION, LIKE THE COMMUNITY SAFETY NETWORK. WE'RE GOING TO THE NATIONAL MUSEUM OF WILDLIFE ART TODAY THROUGH JACKSON HOLE, PUBLIC ART, THROUGH A WHOLE FOOD RESCUE, THROUGH OTHER AGENCIES, THROUGH THE TOWN COUNCIL. WE TOOK HIM TO GO MEET THE WOMEN IN POWER AND OUR COMMUNITY. SO I'M REALLY, REALLY PROUD OF THE PROGRAMING THAT GAP HAS OFFERED AND CONTINUES TO OFFER IN OUR COMMUNITY. I RESPECTFULLY ASK FOR YOU TO CONSIDER AND APPROVE OUR FIVE THOUSAND DOLLAR REQUEST. RECORD NUMBERS. KATE, YOU HAVE ANYTHING? YOU'RE THE TOUGH ONE FOR ME TO SEE. I DON'T I THINK THIS IS A GREAT AND INNOVATIVE AND CREATIVE PROGRAM. THANK YOU. SMITS WOTKYNS. MR. CHAIR, I MOVE THAT WE APPROVED THE GANG ACTIVITIES REQUEST AN AMOUNT OF BAY TESKE, THAT'S WHY IT'S IMPORTANT NOT TO EXCEED. AND IT'S BEEN WRITTEN BY THOMAS AND SECONDED BY KATE THAT WE APPROVE THE APPLICATION FROM. NOT TO EXCEED FIVE THOUSAND DOLLARS AND YOU CANNOT. THANKS, ALI. ALL VERY GRATEFUL, ALL OF YOU, I THANK YOU SO MUCH. THANKS. AND HE FOUND SKATING ASSOCIATION. GOOD AFTERNOON, EVERYBODY. FOR THE SAKE OF MAN WHO CAN GUARANTEE COUNCILWOMAN ASSOCIATION DIRECTOR OF THE ASSOCIATION, FIRST OF ALL, I WANT TO SAY THANK YOU VERY MUCH FOR ALL THESE YEARS TO SUPPORT WHAT I SAID WAS, WITHOUT YOU, WE COULD HAVE DONE A LOT OF STUFF. AND ALSO, I WANT TO LET YOU KNOW, THIS UPCOMING YEAR IS GOING TO BE OUR 10 YEAR ANNIVERSARY, SO WE'RE VERY PROUD OF THE ICE RINK AT THE SQUARE. OUR ORGANIZATION HAS BEEN LONGER, BUT THE ICE RINK IS GOING TO BE 10 YEARS, AS YOU KNOW, A LOT OF ICE RINK AROUND TOWN, BUT MOSTLY IS THE SMOKING, WHICH IS CLOSE AROUND ONE THIRTY TWO O'CLOCK AFTER THE PROGRAM STOPS. SO A LOT OF START, A LOT OF TIME. LOCAL KIDS, THEY CANNOT ACCESS BECAUSE THEY ARE THE PROGRAM. SO THAT'S WHERE WE COME. MOSTLY STILL OUR OPERATION OPEN FROM FOUR THIRTY UNTIL NINE O'CLOCK. THEN YEAR AFTER YEAR WE'LL SEE A LOT OF PEOPLE COMING IN AS THE GROUP FROM EIGHT YEARS UNTIL 16. SO WE ARE VERY PROUD TO SEE KIND OF HOW THE KIDS GET TOGETHER AND COME DOING SOMETHING ON. I THINK WE ARE FROM THE BEGINNING UNTIL THE END OF THE SEASON. WE HAVE A DISCOUNT FOR OUR LOCAL. OUR DISCOUNT, WE STARTED ACTUALLY FROM THREE YEARS, 10 YEARS AGO, AND TODAY WERE EIGHT DOLLARS FOR EVERY LOCAL. FROM THE BEGINNING, IT DOESN'T MATTER WHICH YOU ARE, IT DOGS. ALL THESE YEARS WE HAVE DONE THREE TO ESCAPE. IF WE HAVE YOUR OWN SKATES THIS YEAR, WE START THINKING WHAT TO DO, BUT WE'RE NOT SURE YET. BUT ALL THESE YEARS, IF YOU HAVE YOUR SKATE, CANADA ICE SKATE IS FREE OF CHARGE. ALSO, WE WORK WITH THE SCHOOL DISTRICT FOR WINTER SPORT PROGRAM AND WE HAVE COMMUNITY ICE SHOW, WHICH IS FREE. EVERYBODY CAN COME AND WATCH THE SHOW. PREVIOUS YEARS WE HAVE DONE PETER AND THE WOLF AND WE STILL GOING TO CONTINUE WITH THE SHOWS, BUT NOT PARTICULARLY THE PEOPLE. ALSO, WE DO PREFER TO SKATE PROGRAM, WHICH IS IT FROM YEARS FOUR YEARS OLD AND UP ANY AGE TO COME. AND I'LL SAY GOOD, 99 PERCENT ARE THE LOCALS. AND IT'S FREE AGAIN ANY TIME YOU CAN COME, AS MANY WHO CAN. IT DOESN'T HAVE ANY RESTRICTION, BASICALLY. ALSO, WE ARE VERY CLOSELY WORKING WITH PARK AND REC, WITH TOWN CHAMBER REPRESENTATIVES, BECAUSE WE ARE AT THE SQUARE, WE HAVE TO DO ALL THAT. SO THIS YEAR WE ARE REQUESTING FOR 5000. WE NEED TO BUY I MEAN, A LITTLE BIT DIFFERENT, BUT SNOW, WHICH WE SUPPORTED YEARS BEFORE. BUT THAT SNOW BLOWER DOES NOT WORK ON THE ICE AS WELL AS GOOD AS THE SECOND ONE. SO WE ARE THINKING TO SALT OUR ALDERMEN AND PUT ADDITIONAL ONE THOUSAND FIVE HUNDRED TO BUY THE NEW ONE, WHICH IS GOING TO I MEAN, I HAVE THAT ONE AT THAT TIME VILLAGE. IT IS COMPLETELY DIFFERENT ON THE ICE. IT'S MUCH EASIER, MUCH QUICKER TO PICK IT UP AND CLEAN UP EVERYTHING. [01:15:04] ALSO SKATE AND THE SPEAKER S BECAUSE IT'S COME DOWN BASICALLY IT'S ALREADY THREE YEARS OLD, SO WE'RE TRYING TO RENEW IT. SO I GUESS THAT'S A DIFFICULT QUESTION. PLEASE LET YOU KNOW. QUESTIONS. I THINK THAT I MEAN, MR. I BELIEVE THAT I HEARD YOU SAY THAT THERE IS SOME LOCALS DISCOUNT. IS THAT CORRECT? AND FROM THE BEGINNING, IT. AND AGAIN, 10 YEARS AGO, WHEN WE STARTED, WE STARTED WITH THREE DOLLARS SO THAT I OUR GO MAKE SURE BECAUSE I WAS THE DIRECTOR OF THE FIGURE SKATING CLUB AND I'VE SEEN YEAR AFTER YEAR YEAR SOME PEOPLE CANNOT AFFORD. SO FOR US, WHILE THAT WAS IT WAS THE COLD WEATHER THAT LEADS TO SUFFERING FOR EVERY KID COME BECAUSE A LOT OF TIMES THEY DON'T KNOW THEY'RE GOING TO LIKE IT OR NOT AND GO TO THE CLUB OR THEY PAID THAT MUCH MONEY IS KIND OF. BUT AT LEAST THEY CAN TRY OUT WITH US, SEE IF IT'S GOOD ENOUGH TO CONTINUE AND. I MEAN, IN 10 YEARS, THEY TOLD IF YOU TOOK. HEY, ANY QUESTIONS, REFIT. NO QUESTIONS, IF NOTHING ELSE. IN A MOTION. YOU KNOW, MOTION, BUT I LOST MY LOST, MY DEAR. APPROACH WITH THE COMMON LANGUAGE THAT'S BEEN USED IN THE PAST, SO I PROVE THE COMMUNITY APPLICATION COMMUNITY TURNS SKATING ASSOCIATION, I SEE I CAN DO ABOUT IT. SO YES, YOU GOING TO BE SELF? IT'S BEEN MOVED AND SECONDED THAT WE APPROVED THE APPLICATION FOR FROM GRANT INTOXICATING ASSOCIATION NOT TO EXCEED FIVE THOUSAND DOLLARS AS PRESENTED. ANY COMMENTS FROM THE BOARD? OK, WE'LL GO AND VOTE ALL THOSE IN FAVOR, PLEASE. I THANK YOU VERY MUCH. APPRECIATE. NEXT UP, CHILDREN'S MUSEUM. THAT'S A WHOLE LOT EASIER IF YOU'RE ONLINE, RAISE YOUR HAND. I EVEN I CAN HEAR YOU. YUP. YUP. FOR RAPE, THERE MIGHT BE A LITTLE BIT OF FEEDBACK, BUT I THINK SHOULD GO. THANK YOU FOR ACCEPTING APPLICATION TO THE CHARLES MUSEUM IS CURRENTLY IN THE PROCESS OF BUILDING AN OUTDOOR CLASSROOM AND EXPANDING OUR SUMMER CAMP PROGRAMS. WE ARE LOOKING TO INCREASE OUR SUMMER CAMP CAPACITY BY ABOUT 50 PERCENT NEXT YEAR. WE'VE INCREASED IT BY ONE CAMP THIS YEAR. AND TO DO THAT, WE NEEDED ADDITIONAL STORAGE SPACE, WE NEEDED ADDITIONAL TOOLS. AND WE'VE BEEN BUILDING OUT A NEW SORT OF SAFE SPACE BETWEEN OUR TWO MODULAR UNITS HERE ON THE JACKSON ELEMENTARY SCHOOL CAMPUS. THE WHOLE PROJECT IS ABOUT A THIRTY FIVE THOUSAND DOLLAR PROJECT FOR ALL THE THINGS WHERE WE'RE WORKING ON. AND WE'RE REQUESTING ABOUT FORTY FIVE HUNDRED DOLLARS FROM THE DISTRICT TO HELP US PAY FOR A ADDITIONAL GROCOTT STORAGE UNIT AND SOME ADDITIONAL TOOLS TO USE WITH THE STUDENTS TO USE OUR PROJECT BASED LEARNING EXPERIENCES WITH THOSE FUNDS IN THOSE SUMMER CAMPS, THOSE SUMMER CAMPS, I THINK OF THE SUMMER CAMPS ARE SORT OF BROKEN UP INTO THIRDS. A THIRD OF OUR PARTICIPANTS RECEIVE SCHOLARSHIPS. A THIRD OF THEM ARE FOLKS WHO FIRST COME, FIRST SERVE, AND A THIRD OF OUR CAMP PARTICIPANTS ARE MEMBERS OF THE MUSEUM. SO I THINK THOSE ARE SOME OF THE KEY ASPECTS OF THE SUMMER CAMP PROGRAM. I THINK ONE ONE WORD OF NOTE IS THE MUSEUM THIS YEAR HAS BEEN INVOLVED WITH THE FRIDAY PROGRAMING AND ALL THE ELEMENTARY SCHOOLS OVER THE COURSE OF THE YEAR AND RECENTLY WENT TO IN SCHOOLS WITH GILPATRIC, STEPPED DOWN FROM HIS ROLE. THE MUSEUM HAS TAKEN OVER THE COORDINATION OF ALL THE PROGRAMING AT ALL THE ELEMENTARY SCHOOLS TO MAKE SURE THAT THERE'S ENOUGH PROGRAMING FROM THE VARIOUS NONPROFIT ORGANIZATIONS TO SUPPORT. SO WE'RE REALLY PROUD AND GRATEFUL FOR OUR RELATIONSHIP WITH THE COUNTY SCHOOL DISTRICT AND THE VARIOUS WAYS THAT WE WERE ABLE TO SUPPORT AND WORK WITH THEM TO TO HELP EDUCATE THE KIDS OF THIS COMMUNITY. THIS IS BILL SCARLETT, HOW MANY YEARS CHILDREN'S LIVES HAVE BEEN OPERATING NOW THIS NOVEMBER WILL BE OUR 10TH YEAR, SO WE'RE CELEBRATING [01:20:03] OUR 10TH ANNIVERSARY THIS NOVEMBER. I BELIEVE IT'S BEEN 10 YEARS, RIGHT? ANY OTHER QUESTIONS FOR. MS., YOU CHAIR. I WAS JUST WONDERING HOW MANY KIDS ARE IN YOUR. HOW MANY TOTAL KIDS ARE IN YOUR SUMMER PROGRAMS? SO THERE'S 15 KIDS PER PROGRAM, EIGHT PROGRAMS. SO THAT'S LIKE ONE HUNDRED AND TWENTY KIDS. THANK YOU. YOU'RE WELCOME. QUESTIONS. I MOVED TO A PRIVATE MEETING FOR THE JACKSONVILLE CHILDREN'S MUSEUM NOT TO EXCEED FIVE THOUSAND DOLLARS. IT'S BEEN MOVED AND SECONDED THAT WE APPROVE THE COMMUNITY APPLICATION FROM JACKSONVILLE CHILDREN'S MUSEUM, NOT THIRTY FIVE THOUSAND DOLLARS. ANY COMMENTS? YES, I STATED IT IS FIVE THOUSAND DOLLARS. I APPRECIATE THE FACT THAT THE CHILDREN'S MUSEUM CAME IN JUST OVER JUST UNDER OVER FOUR HUNDRED DOLLARS. YOU KNOW IT AT FORTY FIVE HUNDRED DOLLARS, WHICH IS ABOUT FIVE HUNDRED DOLLARS LESS THAN EVERYBODY ELSE GETTING. AND I THINK JUST TO BE EQUITABLE, I WANT TO APPLAUD YOUR FISCAL RESPONSIBILITY, BUT YOU HAVE A GOOD PROGRAM, SO WE'LL GO AHEAD. PUT IT UP TO THE FIVE THOUSAND. THANK YOU, I APPRECIATE IT. AND KNOW THE COMMENTS. THOUGHT ALL THOSE IN FAVOR, PLEASE SAY I, I, I OPPOSED. OK, IT'S BEEN APPROVED. THANKS FOR. THANK YOU, APPRECIATE IT. HAVE A LOVELY DAY. NEXT UP, ALL ACROSS. IF YOU'RE ONLINE, PLEASE REGISTER A LITTLE SOMETHING AND. OK. DAVID. I, DAVID. HELLO, CAN YOU HEAR ME? WE GOT TO. THANK YOU ALL FOR THE INVITATION TO JOIN. MY NAME IS DAVID NABARRO. I'M THE EXECUTIVE DIRECTOR WITH JACKSON HOLE LACROSS CLUB. WE REALLY SEE OURSELVES AS A A TOWN COMMUNITY BASED LACROSSE PROGRAM. AND OUR CORE PROGRAMS ARE OUR SPRING SEASON, WHERE WE OPERATE HIGH SCHOOL AND HIGH SCHOOL DOWN TO FIRST AND SECOND GRADE TEAMS FOR BOTH BOYS AND GIRLS. OUR WE ALSO OPERATE A FALL SEASON WITH TEAMS OF THE SAME AGE GROUPS. OUR MISSION IS TO ENGAGE AND CULTIVATE YOUTH IN OUR COMMUNITY THROUGH EXCEPTIONAL LACROSSE PROGRAMS, INSPIRING PARTICIPANTS TO BE THEIR BEST ON AND OFF THE FIELD. WE HAVE ALSO GROWN UP PROGRAMING AND OPERATE A NUMBER OF OTHER PROGRAMS, INCLUDING SUMMER DAY CAMPS, CLINICS THROUGHOUT THE YEAR. WE TRY AND BRING IN A NUMBER OF GUEST COACHES, WHETHER THEY'RE PROFESSIONAL PLAYERS OR COLLEGE LEVEL COACHES WHO ARE GREAT ROLE MODELS, INSTRUCTORS AND MENTORS FOR OUR KIDS. WE ALSO HOST A SPRING TOURNAMENT, WHICH WE'VE RECENTLY HAD, AND PART OF THAT IS TRYING TO BE GROWING THE SPORT IN THE REGION AND BEING GOOD PARTNERS WITH THE OTHER PROGRAMS IN OUR REGION AND BEING A LEADER IN OUR REGION. AND ONE OTHER PROGRAM WE DO OPERATES WE OFFER SELECT TOURNAMENT OPPORTUNITIES FOR KIDS WHO ARE MORE COMPETITIVE TO GO PLAY IN AND LARGER TOURNAMENTS OUTSIDE OF OUR FALLEN SPRING SEASON. WE DO OFFER SCHOLARSHIPS SIMILAR TO THE OTHER PROGRAMS OF WE. WE HAVE REGISTRATION FEES TYPICALLY FOR OUR FALL AND SPRING SEASONS. OUR FEES COVER ABOUT 50 PERCENT OF THE COST TO OPERATE OUR OUR OUR ORGANIZATION OR THOSE PROGRAMS. IN THIS IN THE SUMMER, WE ACROSS ALL OF OUR PROGRAMS, WE TRY TO OFFER A VARIETY, FOUR DIFFERENT LEVEL KIDS, WHETHER THEY'RE BEGINNERS OR MORE COMPETITIVE KIDS, WHO MAYBE EVEN WANT TO PURSUE PLAYING THE SPORT THE NEXT LEVEL COLLEGIATELY. AND PART OF THAT IS, YOU KNOW, OFFERING PROGRAMS THAT ARE VARIETY. IN TERMS OF ACCESSIBILITY OR BARRIERS TO ENTRY, WHETHER IT'S NEW PLAYERS OR PLAYERS WHO MIGHT NOT BE ABLE TO AFFORD OR WANT TO COMMIT TO TRAVELING OR PAYING MORE, SO WE OFFER WHAT WE CALL A FREE PLAY OPTION IN THE SUMMER AS WELL THAT HAS NO FEE AND ANYBODY CAN SHOW UP AND ENJOY THAT. [01:25:04] AS I MENTIONED, WE DON'T WANT US TO BE A BARRIER TO ENTRY. SO WE DO OFFER A NUMBER OF SCHOLARSHIPS AND WE NEVER TURN ANYONE AWAY FROM BECAUSE OF COST. AND ALSO LIKE OTHER ORGANIZATIONS, PARTNER WITH ONE TWENTY TWO AT THE YOUTH LEVEL. WHAT WE'RE ASKING FOR WITH THIS GRANT APPLICATION IS HELP WITH SOME OF OUR FIELD OR EQUIPMENT EXPENSES THAT OFTEN EARLIER SEASONAL EXPENSES. SOME OF THEM WE DON'T HAVE TO DO EVERY YEAR. YOU'LL SEE ON THERE ARE SOME HELMETS FOR OUR GIRLS YOUTH PLAYERS. WE ARE ONE OF THE ONLY PROGRAMS IN OUR REGION AND MAYBE THE COUNTRY THAT DOES HAVE OUR GIRLS PLAYERS WEAR HELMETS. AND THAT'S SOMETHING WE SEE AS A PROGRESSIVE AND PRECAUTIONARY MEASURE IN TERMS OF PRIORITIZING PLAYER SAFETY. WE'VE INVESTED IN A NUMBER OF BARRIER SAFETY NETS IN ORDER TO BE GOOD COMMUNITY PARTNERS WITH THE OTHER SPORTS ORGANIZATIONS THAT IF ANYONE'S BEEN BY EASTFIELD, WE'VE PUT THOSE OTHER EASTFIELD BEAT, WHICH IS UNIQUE TO CULTURE ELEMENTARY SCHOOL, TRYING TO LIMIT FALLS, GOING TO THE BASEBALL FIELD AND PUTTING IN OTHER PLACES TO MAKE SURE WE'RE NOT BEING A NUISANCE TO THE BIKE PATH OR HAVING HAVING BALL SCHOOL ALL OVER THE PLACE. THE OTHER EXPENSES ARE GOALS WHICH ARE USUALLY IN EVERY FEW YEARS EXPENSE BALLS AND AND ALSO SOME REPAIRS ON OUR SCHEDULE. ON IT'S ON EASTFIELD. ANY QUESTIONS FOR THE CROSS? MR. CHAIR, I HAVE A QUESTION TO ASK, HOW MUCH ARE YOUR FEES FOR IF A CHILD WANTS TO JOIN THE LACROSSE CLUB AND PLAY LACROSSE TEAM? HOW MUCH DO YOU CHARGE THEM? IT DEPENDS ON THE AGE GROUP AND HOW OFTEN THAT TEAM PRACTICES AND HOW LONG THEY PRACTICE FOR, SO LET ME I CAN PULL THAT UP FROM YOU FOR OUR YOUNGEST GROUP, WHICH IS FIRST AND SECOND GRADERS. AND THEY HAVE A. BY THE SEVEN WEEK SPRING SEASON AND USUALLY PRACTICE. TWICE A WEEK FOR AN HOUR, IT'S MUCH LOWER, IT'S AROUND TWO HUNDRED DOLLARS FOR THE SEASON AT OUR OLDEST AGE GROUP FOR HIGH SCHOOL, IT'S EIGHT HUNDRED AND FIFTY DOLLARS FOR THE FULL SEASON GOING THROUGH FROM MARCH THROUGH THE END OF SCHOOL. AND PART OF THE REASON THE HIGH SCHOOL COST IS SO MUCH HIGHER IS BECAUSE WE LOOK AT TRAVEL EXPENSES INTO THAT. AND WHEREAS FOR YOUTH WE DO OFFER A NON TRAVEL OPTION, TRAVEL'S A BIG COST FOR US. SO IF I CAN GET YOU EXACTLY THERE TO BE HELPFUL. IS THAT COST THE SAME FOR WOMEN'S LACROSSE AS IT IS FOR MEN ARE CORRECT. OUR BOYS TEAMS COSTS AND OUR GIRLS TEAMS COST ARE EXACTLY THE SAME PER AGE GROUP AND OUR NO BREAKDOWN BETWEEN BOYS AND GIRLS IS ALMOST IDENTICAL. WE ACTUALLY HAVE A FEW MORE GIRLS PLAYING THE BOYS THIS SPRING, WE HAVE TWO HUNDRED AND SIXTY TWO PLAYERS REGISTERED FOR OUR SPRING SEASON. OF THOSE, IT WAS BROKEN DOWN RIGHT DOWN THE MIDDLE. I THINK WE HAD TWO MORE GIRLS IN TOTAL PLAYING THAN BOYS. ANOTHER QUESTION IS, HOW MANY SCHOLARSHIPS DO YOU GIVE OUT EACH YEAR ON AVERAGE? IT FLUCTUATES IF YOU COUNT OR. VOLUNTEER PARENT COACHES OR TEAM MANAGERS WHO HELP, IT'S USUALLY ABOUT. 15 TO 20 PER SEASON. THANK YOU. SHE WOTKYNS, IF YOU HAVE A QUESTION, NO COST OF. AND I GUESS I HAVE ONE KIND OF GENERAL QUESTION, WHAT IS YOUR EXPENSE FOR USING THE FIELDS? TOTAL FOR THE SEASON OR HER CONCESSION, WHAT I'M GETTING AT IS THE SCHOOL DISTRICT IN THE DISTRICT JUST LAID OUT A MILLION, FOUR MILLION, FIVE, FOUR NEW SYNTHETIC FIELDS PLUS. THE MAINTENANCE OF THE EASTFIELD, WHICH IS ALL SCHOOL DISTRICT, IT SEEMS THAT I'M TRYING TO JUSTIFY FIVE THOUSAND DOLLARS WHEN WE PROBABLY GIVEN YOU FIFTY TWO THOUSAND [01:30:04] DOLLARS A YEAR USING OUR FIELDS. SO I JUST WONDERING, WHAT IS THE EXPENSE TO PASS THIS THROUGH TO THE SCHOOLS? I WOULD HAVE TO LOOK AT THE EXACT NUMBER AFTER THIS SEASON. ANECDOTALLY, I THOUGHT MY HEAD BETWEEN PARKS AND REC AND THE SCHOOL DISTRICT, IT'S USUALLY IT USUALLY COMES OUT TO AROUND SIX OR SEVEN THOUSAND DOLLARS PER SEASON. WE. PRIMARILY ARE ON EASTFIELD, WHICH IS THE FIELD NEXT TO CULTER ELEMENTARY SCHOOL. WE HAVE TWO TEAMS THAT AND THEN YES, YES WE HAVE, BUT ALMOST ALL OF OUR GIRLS TEAMS AND AND THEN OUR YOUNGEST BOYS TEAM. SO THE ONLY PARKS AND REC FIELDS, WE USE OUR COW PASTURE, ONE TO DO AND THEN THE MIDDLE SCHOOL FIELD. AND I THINK, AH, THE I FORGET THE HOURLY RATE OFF THE TOP OF MY HEAD TO THE SCHOOL DISTRICT, I WANT TO SAY IT'S EITHER 15 OR 20 DOLLARS AN HOUR, WHEREAS THE RATE FOR PARKS AND REC FIELD IS SLIGHTLY CHEAPER AT TEN, FIFTEEN AN HOUR. YOU'VE GOT. BUT WE DO USE THE G.S. AND EASTFIELD A LOT MORE THAN ANY PERSON, BROOKFIELD'S, TYPICALLY YOUTH SOCCER IS ON THE PARKS AND REC FIELDS. BY DEFAULT, OUR SCHOOL. OK. THANK YOU. I WILL OPEN FOR ANY OTHER QUESTIONS OR COMMENTS FROM THE PRESIDENT. TAKE A LOOK. DO YOU HAVE SOMETHING? NO, I DON'T HAVE ANYTHING FURTHER. THANK YOU. WE HAVE A MOTION I MOVE TO APPROVE A COMMUNITY APPLICATION FROM JACKSON HOLE ACROSS THEM, NOT TO EXCEED COUNCILMAN. WE HAVE A SECOND. LIKE. THE SECOND. AND WE APPROVE THE GRANT APPLICATION FROM JUST ACROSS SIXTY FIVE THOUSAND DOLLARS IF PRESENTED ANY OTHER COMMENTS. BUT FIRST, THANK YOU, MR. CHAIRMAN. I DID WHEN I WAS READING THAT APPLICATION, I DID IT DID SORT OF STRIKE ME THAT WITH A LITTLE BIT OF. SORT OF A CIRCULAR THING, AND THE APPLICATION WAS TO GET MONEY FROM THE BREAKFAST DISTRICT TO PAY THE SCHOOL DISTRICT BACK AND IT SEEMS A LITTLE BIT LIKE FOR ME, I'D RATHER READ ABOUT SOMETHING THAT'S GOING TO ENCOURAGE AND SERVE EITHER AS AN ENRICHMENT OR SAFETY ISSUE FOR THE KIDS THAT ATTEND SCHOOL DISTRICTS AND IN AND BEYOND THE YOUTH OF OUR COMMUNITY. SO I DID YOU KNOW, I'LL SUPPORT THIS, BUT I DO THINK THAT IT WAS IT'S NOT REALLY A GREATEST USE IT. THE OPTICS ARE NOT GREAT TO BE. HAVE A GREAT. AND KURT, YOU'RE BRING UP A GREAT POINT, MR. CHAIRMAN, YOUR COMMENT. BUT WE'VE GOT OUR POLITICAL DIRECTOR HERE THAT'S JUST REALLY QUICKLY. WITH THE NEW FIELDS THAT WE'VE JUST LAID OUT, A MILLION FIVE FOR. WELL, WE ARE WE TAKING THE EXPENSE ON OURSELVES TO LINE ONE OF THOSE FIELDS, THE SYNTHETIC FIELDS. YES, THE SCHOOL DISTRICT IS PAYING LIKE ONE OF THOSE SCHOOLS THAT THE LACROSSE TEAM COME TO ANNOUNCED TO IF THEY COULD HELP CONTRIBUTE TO THIS PROCESS IN ORDER TO GET THE FIELD FELTLIKE. THIS IS WHAT ABOUT SOMEONE ELSE? THANK YOU. IS THERE ANY OTHER COMMENTS OR QUESTIONS? MR. SMITS MR. CHAIRMAN. I'M LEANING TOWARDS VOTING NO FOR THOSE REASONS, I THINK. WE CONTRIBUTE. WAIT OUTSIDE. SO. APPRECIATE YOUR COMMENTS IN BEDSITS AS WELL. SO. IT'S A PROCESS, NOT A SANCTIONED SPORT FOR THE DISTRICT. AND THEY JUST OF, YOU KNOW, A HALF A DOZEN TIMES A YEAR, THAT'S THE DISTRICT THEY'RE IN, THAT'S WHERE THEY'RE COMPETING WITH THIS EASTERN IDAHO. AND IF YOU WANT TO CALL IT BOISE. BUT ANYWAY, SO I KNOW THAT PART OF THE STRUGGLES, THE FOUNDATION OF HOW THIS [01:35:15] CIRCLE. FUNNY THING IS GOING ON, IT'S A WHOLE SEPARATE THING, THAT'S FOR SURE. YOU KNOW THAT THAT'S EXACTLY IT IS THAT I. I THINK THAT LACROSSE IS WILDLY POPULAR, IT TOUCHES A LOT OF OUR KIDS IN OUR COMMUNITY. I JUST RECENTLY HEARD ON NPR, THAT'S MY FAVORITE LINE. I'VE HEARD THAT THERE IS GROWING SPORT IN THE UNITED STATES. IT'S NEVER GOING TO BE SANCTIONED IN WYOMING BECAUSE WE'RE NOT GOING TO ADD MR. HANDSOME TO DESCRIBE AND EVEN MORE. BUT WE'RE NOT ADDING SPORTS AND THEY'RE NOT SPORTS. AND SO, YOU KNOW, I DO THINK THAT IT'S SOMETHING TO SUPPORT. BUT I JUST I THINK THAT THE OPTICS AND THINKING ABOUT, YOU KNOW. ASKING FOR MONEY FROM THE RANTER, IT'S, YOU KNOW, SAUCILY. MR. SAYS. THAT'S HER. SINCE WE TABLED SOME OF THESE OTHER GRANTS, LIKELY THEY'RE GOING TO BE COMING BACK TO US. I'M THINKING WE COULD IF THIS MOTION FELL, THEY COULD REWRITE AND INVITE THEM BACK, IF THEY COULD FIND IT. ANOTHER USEFUL LOOK AT THAT LEGITIMATE. I'M OK WITH THAT. WE'VE DONE AN IMPORTANT. MR. CHAIR, I THINK THE PRESENTER INDICATED THAT THEY WANTED TO USE THE MONEY FOR EQUIPMENT, EXPENSIVE HELMETS, GOLD BALLS, IMPROVEMENTS TO THEIR SHEDS. AND IN THE PAST, WE HAVE GIVEN MONEY TO DIFFERENT ORGANIZATIONS FOR EQUIPMENT. JACKSON HOLE SKI CLUBS, PERFECT EXAMPLE, YOU KNOW THAT WE HELP THEM WITH THEIR ISTANBOULI MORE THAN ONCE. SO I THINK IT'S FAIR TO HAVE AURALLY CHANGE THE REQUEST TO REQUEST EQUIPMENT. AND I DO THINK THE PRESS, WHILE IT'S NOT A SANCTIONED SPORT, MANY, MANY CHILDREN PARTICIPATE. AND THE MORE KIDS WHO GET OUT AND RUN AROUND AND DO SOME SPORTS, THE BETTER I. SO I WOULD I WOULD I WOULD MOVE TO APPROVE THIS REQUEST. THE. AND I DID ALSO HEAR THE PRESENTER DESCRIBE OTHER WAYS THEY COULD USE THE MONEY. I JUST THOUGHT IT WAS WHEN I READ THE APPLICATION A LITTLE BIT LIKE I SUSPECT THAT THEY HAVE LOTS OF. EXPENSES THAT THEY PUT THIS TO, I WOULD JUST RECOMMEND IN THE FUTURE TO CONSIDER. HOW YOU'RE GOING TO USE THE MONEY WHEN YOUR PRESENTATION OF HOW YOU'RE GOING TO USE THE MONEY TO THE DISTRICT OR TO THE RECORDS. LET'S A PLESNER. I WOULD CALL THE QUESTION, DID WE HAVE A MOTION FOR A MOTION TO AMEND AS PRESENTED? WELCOME TO THE PROGRAM. I MADE THE MOTION SO I CAN AMEND IT. YEAH, I WOULD AMEND THE MOTION TO APPROVE THE JACKSON HOLE OF COMMUNITY APPLICATION, NOT TO EXCEED FIVE THOUSAND DOLLARS TO BE USED ON EQUIPMENT. AND ONLY NOT ON. HOW'S HOW'S THAT WORK? I WAS FINE, I WAS I THINK I SECONDED IT, SO I WAS LIKE IN THAT, YEAH, OK. SO THE QUESTION IS, DO THEY NEED FIVE THOUSAND DOLLARS FOR EQUIPMENT OR DO THEY ONLY NEED FIFTEEN HUNDRED DOLLARS FOR A. SO I AGREE, BUT AGAIN, IT'S JUST A MATTER OF THEY NEED FIVE THOUSAND FOR EQUIPMENT, ALL RIGHT, THEY JUST SEND THE SUPPORT AND SEND US BACK A FINAL REPORT SHOWING THAT THEY SPEND IT ON A IF IT DIDN'T, I DON'T HAVE ANY QUESTIONS. SO IT'S BEEN REMOVED AND IT'S BEEN MOVED AND SECONDED. [01:40:11] THAT WE APPROVE THE APPLICATION WITH THE CROSS NOT TO EXCEED FIVE THOUSAND DOLLARS, TO BE SMITS, TO BE SPENT ON EQUIPMENT NECESSARY FOR PERHAPS. RIGHT. ALL THOSE IN FAVOR, PLEASE SAY I, I. THE POST. BUT APPLICATIONS HAVE BEEN APPROVED FOR. RIGHT NEXT UP, JACKSON HOLE PUBLIC ART. ALSO. AND AFTER THAT, THERAPEUTIC RIDING. GREETINGS, SCARLETT AND RECREATION DISTRICT, TRUSTEE, CAN YOU HEAR ME? THIS IS SEAN MYCELX STANDING IN FOR KERRY DJERASSI TODAY. I SAW VOICE FROM THE PAST LIKE THIS. KERRY HAD AN URGENT FAMILY MATTER ARISE TODAY, AND SHE IS SHE APOLOGIZES FOR HIM FOR SCARING YOU WITH MY PRESENCE. OK, IT IS MY PLEASURE TO PRESENT JACKSON HOLE PUBLIC ARTS CENTER AUTOMOBILE FOR YOUR FUNDING CONSIDERATION TODAY. DURING SUMMER MONTHS, THE AUTOMOBILE HEADS OUT TO NEIGHBORHOODS AND TO LOCAL PARKS TO BRING FREE OUTDOOR ART MAKING WITH PROPS AND ART SUPPLIES TO YOUTH AGES TWO TO 15. ALSO, SOMETIMES THEIR FAMILIES COME AND JOIN THEM. TETON COUNTY HAS NUMEROUS OPEN SPACES. NOT ALL OF THEM ARE ACCESSIBLE TO PEOPLE VIA TRANSPORTATION ISSUES OR LANGUAGE BARRIERS OR DISCOMFORT. THE AUTOMOBILE BRINGS THE ACTIVITIES TO THEM, AND THEY'RE MARKETED IN ENGLISH AND IN SPANISH. IN FACT, THERE IS A SPANISH SPEAKING COMMUNITY MOBILIZER WHO ASSURES THAT THE NEIGHBORHOOD WHERE THE AUTOMOBILE IS LANDING, EVERYBODY KNOWS IT'S GOING TO BE THERE AND THE AUTOMOBILE HAS A STUDIO MANAGER AND THEY ENGAGE THE KIDS WHO JOIN EACH OTHER SAFELY AND DISTANCE, IF NECESSARY, TO DO GROUP CREATION THAT STIMULATES VISUAL AND MOVEMENT ORIENTED ABILITY ABILITIES BETWEEN SCHOOL YEARS. IT ALSO HELPS TO BUILD THE KIDS' SOCIAL NETWORKS OVER THE SUMMER, BETWEEN FIVE HUNDRED AND SEVEN HUNDRED YOUTH ENGAGED WITH THE SUMMER AUTOMOBILE, AND THEY ALSO RECEIVE HEALTHY SNACKS FROM WHOLE FOOD RESCUE. THERE'S BRATMOBILE AND BOOKS FROM TEACH LITERACY. THE PARTNERS FOR THE ART MOBILE INCLUDE THE NATIONAL MUSEUM OF WILDLIFE ART, THE ART ASSOCIATION, JACKSON HOLE, TRUSTEE, JACKSON HOLE, HISTORICAL SOCIETY AND MUSEUM WHOLEFOOD RESCUE TEACHING, LITERACY AND PARTNERS. I WOULD WELCOME ANY QUESTIONS AND I WILL HOPEFULLY HAVE THE ANSWERS TO THE QUESTIONS FOR SEAN. THAT'S. DID SOMEONE SPEAK, I DIDN'T HEAR THAT. I THINK MAYBE IF SHE HAD ANY QUESTIONS FOR THE. I HAVE NO QUESTIONS FOR SEAN. HI, SEAN. NICE TO SEE YOU. HI, KATE MEAD. IT'S LOVELY TO SEE YOU. IF I WILL MOVE TO APPROVE THE COMMUNITY APPLICATION FROM JACKSONVILLE PUBLIC ART ADVOCACY. FIVE THOUSAND DOLLARS AS PRESENTED. AND SECOND. THE BOARD APPROVED THE OFFICIAL DEATH TOLL OF SIXTY FIVE THOUSAND DOLLARS. I THINK THAT'S OVER. I JUST I REALLY APPRECIATE THE COLLABORATION OF THIS GRANT IN THIS PROGRAM, AND I APPRECIATE THAT IT REACHES OUT TO YOUTH WHO MIGHT NOT HAVE THE OPPORTUNITY TO PARTICIPATE IN MORE ORGANIZED SUMMER PROGRAMING. AND YOU KNOW, WHAT WE CONSIDER SUMMER LEARNING LOSS AND THAT KIND OF STUFF, EVERY LITTLE BIT HELPS AND IT DOES HELP TO BRIDGE SCHOOL YEAR, SCHOOL YEAR. SO I THINK THIS IS AN EXCELLENT. AND THE OTHER COMMENTS. ALL THOSE IN FAVOR, PLEASE SAY I LOST BY. IT'S UNANIMOUS. YOU VOTED FOR IT. YES, THERE'S JUST A REMARKABLE DELAY THANKS TO. NEXT UP, THERAPEUTIC DRAGON. HI, TONY. HI, HOW ARE YOU? THANK YOU FOR HAVING ME ONCE AGAIN. MY NAME IS TORI PLAINNESS AND I'M THE EXECUTIVE DIRECTOR OF JACKSON HOLE THERAPEUTIC WRITING. AND I AM VERY EXCITED TO ANNOUNCE THAT AFTER A YEAR LONG CLOSURE, WE ARE FINALLY REOPENED TO THE PUBLIC FOR OUR TWENTY, TWENTY ONE SEASON AND THE SCHOOLS FROM [01:45:05] ELEMENTARY ALL THE WAY UP TO LIFE SKILLS PROGRAMS. SO THE OLDER KIDS WHO HAVE GRADUATED FROM HIGH SCHOOL ARE ALL EAGER TO BE PARTICIPATING IN OUR SCHOOL BASED ADAPTIVE WRITING AN EQUINE THERAPY PROGRAM DUE TO COVID THIS YEAR. WE ARE NOT OFFERING THE EQUINE LEARNING PORTION OF THAT ACTIVITY THAT WE TYPICALLY SPLIT THE GROUPS INTO AND HAVE PART IN THE CLASSROOM AND PART ON HORSEBACK THIS YEAR. UNFORTUNATELY, GIVEN THE SMALL CLASSROOM SIZE AND JUST SO MUCH STILL UNKNOWN WITH WITH COVID AND ALSO THE YOUNGER KIDS NOT BEING VACCINATED, WE THOUGHT IT BEST TO ELIMINATE THAT PORTION AND REALLY JUST FOCUS ON GETTING THE KIDS OUTSIDE AND BACK ON THE HORSE. SO THE PROGRAM OTHERWISE IS SET UP THE SAME AS IT HAS BEEN IN THE PAST. AND WE CURRENTLY HAVE 18 STUDENTS ENROLLED COMING OUT DIRECTLY WITH THE SCHOOL DISTRICT AND THEN ANOTHER 50 PLUS THAT ARE COMING OUT INDEPENDENTLY. SO I WILL OPEN IT UP TO QUESTIONS. THE QUESTIONS FOR THE PRISONER. OF. I WOULD MOVE TO IMPROVE COMMUNITY ALLOCATION FROM JACKSON HOLE, THERAPEUTIC RIDING NATYNCZYK FIVE THOUSAND. CHECK IT OUT. IT'S BEEN MOVED AND SECONDED BY KATE THAT WE APPROVE THE APPLICATION FROM JACKSON THERAPEUTIC RIDING AT TWENTY FIVE THOUSAND DOLLARS AS PRESENTED. ANY OTHER COMMENTS FROM ROBERT? SO ALL THOSE IN FAVOR, PLEASE SAY I, I, I AND I OPPOSE. THANK YOU. IT'S BEEN APPROVED. NEXT APPLICATION IN JACKSON HOLE, YOUTH BASKETBALL. HI, CHARLOTTE, HOW ARE YOU GUYS DOING TODAY? YOU KNOW, I'VE BEEN LISTENING FOR. YEAH, I KNOW IT'S BEEN A LONG DAY FOR YOU GUYS. OUR REQUEST IS PRIMARILY FOR EQUIPMENT AND QUITE AN INTERESTING YEAR TRYING TO RUN INDOOR BASKETBALL PROGRAMS WITH SOME OF THE LIMITATIONS THAT KOPANS BROUGHT ON. THE GOOD NEWS FOR US IS WE WERE ABLE TO OFFER ALL OF OUR PROGRAMS, NOT IN A TRADITIONAL BASKETBALL LEAGUE WAY, WHERE YOU COULD PLAY OFFENSE AND DEFENSE AND THOSE TYPE THINGS. BUT WE WERE ABLE TO, YOU KNOW, MODIFY THE PROGRAM. SO IT WAS A LOT OF NONCONTACT BASKETBALL. BUT WITH THAT, WE HAVE REALLY USED A LOT OF OUR BASKETBALLS, LAVA JERSEYS AND THOSE TYPE THINGS WITH THE SANITIZING BASKETBALLS AFTER EVERY SESSION AND THOSE TYPE THINGS TO WEAR AND TEAR ON THE BASKETBALL AND PRETTY STRONG. AND THEN THE ADDITIONAL WASHINGS, UNPRACTICED JERSEYS AND THOSE TYPE THINGS, WE'RE JUST LOOKING TO SUPPLEMENT WHAT WE HAVE TO MEET THE GROWING DEMANDS OF OUR PROGRAMS. AND SO AND THEN THIS YEAR, YOU KNOW, WHERE WE COULDN'T PLAY A WHOLE LOT WITHIN JACKSON AS FAR AS GAMES, WE HAD MORE TRAVEL TEAMS THAN EVER THAT WE WERE ABLE TO TAKE ELSEWHERE TO WHERE RIGHT NOW OUR BOYS AND GIRLS ALL SHARE THE SAME UNIFORMS. BUT AT ONE TIME DURING THE YEAR, WE HAD. FIVE BOYS TRAVEL TEAMS PLAYING THE THREE GIRLS, TRAVEL TEAMS PLAYING, AND WE'RE JUST TRYING TO SUPPLEMENT OUR UNIFORM ORDERS. SO WE JUST SAW SMALL KIDS AREN'T WEARING ADULT LARGE JERSEYS AND THOSE TYPE THINGS. BUT OUR REQUEST IS PRIMARILY FOR EQUIPMENT TO SHARE. ARE THERE ANY QUESTIONS OR SHOCKLEE? I GOT A PROBLEM OUT OF THIS, JUST SO I HAVE TO WARN YOU, I DON'T KNOW, I DON'T WANT TO DO ANY IMPROPRIETY. I'VE BEEN INVOLVED IN THIS ORGANIZATION FOR A LONG TIME. AND THE WORD YOU CAN USE TO DO A CHALLENGE TO YOU. ALL RIGHT. THAT'S A LOT OF WORK, BUT IT'S PHIL. IT'S SHOCKING HOW MUCH THE KIDS CHARGE TO DO YOUTH BASKETBALL. YOU KNOW, WE'RE WE'RE REALLY, IN MY OPINION, PRETTY INEXPENSIVE, MS., MEAD. WHAT WE DO IS WE TAKE OUR COSTS AND WE DIVIDE IT BY WHAT WE LOOK AT FOR PARTICIPANTS. BUT THEY'RE PAYING PROBABLY ABOUT TEN DOLLARS PER SESSION, WHICH USUALLY RANGES FROM AN HOUR TO AN HOUR AND A HALF. [01:50:02] YOU KNOW, A 10 WEEK SESSION FOR SKILLS CLINICS WILL BE EIGHTY FIVE DOLLARS. IT'S USUALLY TWO SESSIONS PER WEEK. WE DON'T HAVE EXTREME HIGH COSTS. YOU KNOW, WE HAVE GYM RENTAL, DO THE SCHOOLS, YOU KNOW, OR THROUGH PARK AND REC. THAT JUST DEPENDS WHERE PARTNERSHIPS COME FROM FOR GYM SPACE AND THEN JUST PRIMARILY EQUIPMENT AND COACHING FEES. BUT WE DO NOT CHARGE AN AWFUL LOT I. FAIR ENOUGH. THANKS. YOU KNOW, WE ARE WE ARE VERY RESOURCEFUL THAT IF YOU GO TO BREAK RIGHT NOW, WE HAVE THREE AND THREE LEAGUES. WE HAVE A LOT OF HAMMY DOWNS FROM MIDDLE SCHOOL, PAST UNIFORMS THROUGH THE HIGH SCHOOL THAT LOOKS LIKE LITTLE DRESSES AND ALL OF OUR LITTLE GUYS AND LITTLE GIRLS. BUT, YOU KNOW, WE'VE DONE WHAT WE CAN TO TRY TO KEEP THE COSTS DOWN. THANK YOU. MR. SMITS, I WAS READY TO MAKE MY CHAIR MOVE TO IMPROVE THE COMPUTER APPLICATION FROM JACKSON HOLE YOUTH BASKETBALL, NOT TO EXCEED 5000 AS A PERCENTAGE OF THE SEGMENT THAT WE APPROVE OF COLLEGE BASKETBALL APPLICATION, SEE FIVE THOUSAND DOLLARS AS PRESENTED, ONE RECUSAL. SO ANY OTHER COMMENTS FROM THE BOARD? ALL THOSE IN FAVOR, SAY I I A WOTKYNS STATE. THANKS A LOT. THANK YOU GUYS VERY MUCH. HAVE A GREAT REST OF YOUR DAY, PAULA. WELL, THERE WERE SOME THAT WEREN'T THERE, SO THAT'S A WHOLE LOT RESISTANCE THAN I KNOW. HIGH TURNOUT, HIGH CHAIRMAN SCARLETT AND THE REST OF THE DISTRICT BOARD, THANK YOU FOR YOUR TIME. I AM THE EXECUTIVE DIRECTOR OF JACKSON HOLE YOUTH SOCCER. WE ARE RIGHT IN THE MIDDLE OF OUR SPRING SEASON. WE HAVE HAD OBVIOUSLY AN INTERESTING YEAR SINCE WE LAST MET WITH YOU ALL WITH A DELAYED SPRING SEASON LAST YEAR AND A FULL FALL SEASON AT REDUCED NUMBERS. BUT WE'RE EXCITED THAT OUR PARTICIPATION IS UP AND RUNNING CLOSE TO WHERE IT WAS PRE PANDEMIC. WE HAVE A PRETTY ROBUST AGE GROUP THAT WE WORK WITH ALL THE WAY DOWN TO THE THREE FOUR LEVEL, ALL THE WAY UP TO OUR HIGH SCHOOL AGE PROGRAMING. SO WE SERVE A GREAT DEAL OF COMMUNITY YOUTH HERE IN THE VALLEY WITH THE GREAT GAME OF SOCCER, WHICH, AS WE ALL KNOW, IS A GREAT CULTURAL AND ECONOMIC BARRIER TO BRING PEOPLE TOGETHER, NOT NEEDING A TON OF STUFF FOR OUR REGISTRATION FEES HAVE REMAINED THE SAME. IN FACT, WE'VE ACTUALLY REDUCED REGISTRATION FEES OVER THE LAST IN SOME OF OUR PROGRAMS OVER THE LAST OVER THE LAST SIX MONTHS. OUR PROGRAMING CONSISTS OF A FALL SEASON, A VERY SMALL WINTER INDOOR SEASON, ALTHOUGH WE ARE HOPEFUL THAT WILL CHANGE WITH POTENTIALLY THE PRIVATE VENTURE WITH MR. RICE IN HIS FACILITY THAT'S BEING BUILT IN POSSIBLY THE CONTINUED USE OF INDOOR SPACE WITH THE WITH TETON COUNTY PARK OR SCHOOL DISTRICT. EXCUSE ME, WE HAVE A SPRING SEASON AS WELL. EACH OF THE SPRING AND FALLS ARE NINE WEEKS IN LENGTH. AND AND THEN WE HAVE TWO SUMMER CAMPS, ONE THAT'S FOR YOUNGER AGE PLAYERS IN MID-JULY AND ONE THAT IS IN IN LATE AUGUST IN PREPARATION FOR THE FALL SEASON. OUR NEEDS THIS YEAR RELATE TO ALSO EQUIPMENT ON THE FIELD, PRIMARILY IN THE FORM OF OF BOWLS. WE HAVE TWO OUTDOOR SPORTS STORAGE SPACES WHICH ARE NOT CLIMATE CONTROLLED, WHICH ARE VERY CHALLENGING FOR BALL MAINTENANCE. WE HAVE SOME NEEDS FOR SOME CORNER FLAGS TO MAP OUT THE FIELD SPACE FOR RECREATIONAL GAMES, AS WELL AS COMPETITIVE GAMES HERE LOCALLY. AND WE'RE ALSO LOOKING FOR SOME FUNDING ON A FEW TRAINING GOALS THAT ARE A LITTLE BIT MORE SUBSTANTIAL THAN THE COLLAPSIBLE PORTABLE NETS THAT WE HISTORICALLY USE. WE ALSO PROVIDE OUR RECREATIONAL JERSEY FREE OF CHARGE, AND WE'RE ASKING FOR SOME SUPPLEMENTAL HELP ON THAT FRONT. THERE'S NOT AN ADDITIONAL FEE FOR THAT FOR THAT REC RECREATIONAL JERSEY. AND THAT'S A BIG PART, ESPECIALLY FOR THE YOUNGER PLAYERS THAT ARE AGES THREE AND FOUR OR FIVE AND SIX TO SEE THEIR FACES WHEN THEY GET A JERSEY. THEY'RE ONE OF THEIR FIRST JERSEYS EVER FOR SPORT IS PRETTY AWESOME. WE DO HAVE A PRETTY AWESOME PARENT VOLUNTEER PROGRAM IN PLACE WHICH HELPS OFFSETS [01:55:07] ARE SOME OF OUR COSTS. WE COMP REGISTRATION FEES FOR FOR PARENT VOLUNTEERS THAT HELP WITHIN THE REC PROGRAM. WE ALSO WORK QUITE A BIT WITH ONE TWENTY TO PROVIDE FINANCIAL AID, SOME THE LACROSSE PROGRAMS. SINCE I'VE BEEN HERE, I. I CANNOT REMEMBER ANY PLAYER THAT IS ASKED TO PLAY THAT HAS NOT BEEN ABLE TO TO JOIN TEAM FOR FINANCIAL REASONS. SO WE WOULD BE GRATEFUL IF YOU COULD CONSIDER THE FULL AMOUNT OF THE REQUEST BEFORE YOU TAKE ANY QUESTIONS. MERSIADES. ANY QUESTIONS? MR. CHAIR, YES. HOW MUCH DOES IF YOU SIGN HERE, SAY, HIGH SCHOOL CHILD UP FOR YOUTH SOCCER PROGRAMS, HOW MUCH DOES IT COST? SO UP HIGH ON THE HIGH SCHOOL LEVEL, WHICH WOULD BE OBVIOUSLY NINE OR 12, WE REGISTER THEM FOR WHAT WE CALL FULL SOCCER SEASON, WHICH CONSISTS OF NINE WEEKS IN THE FALL AND THEN THREE WEEKS IN THE SPRING THAT THE SPRING SEASON IMMEDIATELY ENDING OR STARTING WHEN? WHEN ABOUT A WEEK AFTER THE THE THE REGULAR TEXTE SCHEDULE ENDS IN THAT PRICE. THIS YEAR WAS WAS FIVE FIFTY FOUR FOR THAT HIGH SCHOOL PLAYER. FOR BOTH SEASONS. THANK YOU. NO QUESTION. MOTION MOVE TO APPROVE A KEY APPLICATION IN JACKSONVILLE, YOUTH SOCCER, NOT TO EXCEED FIVE THOUSAND. IT'S BEEN MOVED AND SECONDED THROUGH A PRAYER OF THE COMMUNITY APPLICATION FROM THE SOCCER, NOT SIXTY FIVE THOUSAND DOLLARS THAT PRESENTED ANY OTHER COMMENTS. ALL THOSE IN FAVOR SAY AYE. I, I, I OPPOSED. THANK YOU. NEXT STOP, SKATING CLUB OF JACKSONVILLE. GOOD AFTERNOON. THANK YOU FOR ALLOWING US TO BE HERE TODAY. THE SKATING CLUB OF JACKSON HOLE HAS AN INCREDIBLY UNIQUE OPPORTUNITY FOR ICE TIME THIS SUMMER. WE'RE CURRENTLY OPERATING A SPRING SEMESTER, WHICH WE HAVE NEVER DONE IN THE PAST. WE'VE GOT NUMEROUS CHILDREN STARTING AT AGE THREE OUT OF THE ICE. THIS IF WE WOULD REALLY LIKE TO PUT ON A SUMMER PROGRAM THAT WOULD ALLOW OUR COMPETITIVE SKATERS TO CONTINUE TO FUND THEIR PROGRAMS AND ENHANCE THEIR ABILITY TO GO THROUGH VARIOUS TESTING LEVELS AT US. A.. THOSE WHO CHOOSE NOT TO COMPETE, THEY CAN STILL IMPROVE THEIR SKILLS AND THEIR ENJOYMENT FOR SKATING AND ALSO JUST TO ENHANCE THE ACCESSIBILITY FOR INDIVIDUALS WHO HAVEN'T BEEN ABLE TO SKATE THIS SEASON DUE TO COMMIT AND DUE TO OUR RESTRICTED NUMBER OF PEOPLE. TYPICALLY ARE COMPETITIVE SKATERS ARE AT A VERY AT AT A MAJOR DISADVANTAGE BECAUSE THEY ONLY HAVE ICE SIX MONTHS OUT OF THE YEAR, AND SO THEY'LL TRAVEL TO VARIOUS OTHER COMMUNITIES, SUCH AS SUN VALLEY, IDAHO, AND WORK ON THEIR SKILLS IN SUMMER CAMPS. AND WE'D LIKE TO KEEP THOSE KIDS IN TETON COUNTY AND KEEP THEM SKATING AND T TIME COUNTY. AND WE'RE ALSO SUPPORTING THE HOCKEY PROGRAM BY DOING A HOCKEY LEARN TO SKATE PROGRAMS SO THAT THE CHILDREN CAN LEARN HOW TO STAND UP ON THEIR SKATES AND FALL DOWN AND GET BACK UP. AND THEN THEY HAVE GOT THAT FIRST STEP CONQUERED WHEN THEY ENTER INTO THE JACKSON HOLE PROGRAM. SO JUST THIS FIVE THOUSAND DOLLARS IS PRIMARILY GOING INTO THE SUMMER ICE PROGRAM. IT'S GOING TO GO TO SUMMER, BUT IT'S ALSO GOING TO GO TO EXPANDING OUR PROGRAMS DURING THIS YEAR. WE'VE GOT WE'VE BEEN VERY, VERY LIMITED AND WE'RE HOPING TO BE ABLE TO EXPAND SO WE CAN ALLOW ADDITIONAL HOCKEY PLAYERS ON THE ICE. THE HOCKEY PROGRAM RIGHT NOW IS SO INUNDATED THAT THEY ARE I BELIEVE THEY'RE [02:00:03] STARTING TO HAVE TO TURN PEOPLE AWAY JUST BECAUSE THEY DON'T HAVE ENOUGH ICE TIME TO HAVE ALL OF THE CHILDREN THERE. BUT IF WE CAN OPEN UP SOME OF OUR ICE TIME, WE CAN TAKE ON THE WORLD OF THEIR LEARN TO SKATE PROGRAM AND HELP THOSE KIDDOS AT THE ENDS TILL UNTIL THEY'RE ABLE TO JOIN JACKSON HOLE YOUTH HOCKEY. AND. I HAVE A QUESTION WITH ALL DUE RESPECT TO ICE SKATERS, YOU KNOW, WE HAVE SKIERS THAT WOULD BENEFIT FROM SKIING ALL SUMMER, BUT WE DON'T MAKE SKI HILLS AVAILABLE TO THEM IN THE SUMMER. AND ONE OF THE REASONS IS IT'S NOT SUSTAINABLE FROM AN ENVIRONMENTAL MATTER. SO HOW MUCH IS THIS GOING TO COST YOU GUYS OR HOW MUCH ARE YOU PAYING FOR ICE TIME SO THAT WHEN IT'S 80 DEGREES OUT, THEY CAN MAINTAIN THE ICE IN THAT BASICALLY CONVENTION CENTER? WE ARE PAYING TWO HUNDRED AND FIVE DOLLARS AN HOUR FOR ICE. AND RIGHT NOW, WE'RE LOOKING AT HOSTING OUR SUMMER CAMP ONE AND A HALF HOURS, TWO DAYS A WEEK, SO BASICALLY THREE HOURS A WEEK FOR 10 WEEKS AND THEN. WE'LL DO THE REST OF THE HOCKEY PROGRAM WHEN SCHOOL STARTS AGAIN AND WE CAN TAKE ON THOSE LITTLE GUYS, HOPEFULLY WITH RESTRICTIONS, WILL BE RELAXED ENOUGH THAT WE CAN BRING THOSE YOUNGER CHILDREN IN. THANKS. WELL, I'M NOT SURE, BUT I'VE HEARD THROUGH THE RUMOR MILL THAT, I MEAN, THE HOCKEY RINK IS OPEN THIS SUMMER. IT NORMALLY ISN'T OPEN IN THE SUMMER. AND I DON'T KNOW WHAT THE DIFFERENCE IS FOR THIS YEAR. PROBABLY COVID RELATED SOON, BUT FOR SOME REASON, THERE ARE STAYING OPEN THIS SUMMER. THAT IS CORRECT, YES. OK, I DON'T KNOW IF THAT CHANGES ANYBODY'S OPINION OF THIS AS OF LIKE A LONG TERM PROBLEM, I DON'T KNOW IF THEIR PLANS ARE TO DO THAT IN THE FUTURE OR NOT. DOES ANYONE WHO OPERATES. YEAH, ISD IS A PRIVATE ENTITY. THAT'S ALL I KNOW HOW NOW IS IT'S A PRIVATE. ONE MORE THING, AND I'M SURE THEY WILL EXCUSE ME, I'M SURE THEY BOTH WORK CLOSELY WITH THE TOWN AND WANT TO OPEN THAT WHEN YOU CLOSE IT, BECAUSE THE TOWN REALLY HAS FINANCIAL STRENGTH ON THEM, SO. I'M THINKING THEY PROBABLY HAD TO CANCEL A LOT OF THINGS. IN INDIA, WHERE, YOU KNOW, TO CONDUCT THIS SHOWS, YOU KNOW, LIKE THE GOVERNMENT, THAT MEANS. I JUST WISH MORE. I JUST REALLY BELIEVE THAT IN EVERYTHING WE DO, WE HAVE TO THINK ABOUT THE CLIMATE AND, YOU KNOW, IT JUST STRIKES ME AS KIND OF RIDICULOUS THAT WE'RE EVEN IF IT'S A PRIVATE ENTITY THAT OWNS IT, THAT WE'RE SUPPORTING THE OPPORTUNITY TO USE ALL OF THAT ENERGY TO PRODUCE ICE IN THE WINTER WHEN WE HAVE IN THE SUMMER WHEN WE HAVE IT FOR A MONTH ANYWAY. MOVE TO IMPROVE THE COMMUNITY FROM THE STATE CAPITAL OF JACKSON HOLE, NOT TO EXCEED. SAY IT'S BEEN MADE AND THAT WE APPROVE THE APPLICATION FROM STATE INCOME TAX WILL NOT EXCEED 5000 HOURS AS PRESENTED. ANY OTHER COMMENTS? DURING DONE ALL THOSE IN FAVOR SAY, AYE, I SUPPOSE. NO. FOR ONE. UNDER. ALL RIGHT, THANK YOU. THANK YOU. WELL, FOOD IN THE TOLERANCE. HELLO. HELLO, THAT'S. YEAH, YEAH, CAN YOU HEAR ME OK? OH, THANK YOU SO MUCH. WELL, THIS IS GOTTSTEIN. I'M THE EXECUTIVE DIRECTOR FOR SLOW FOOD IN THE TETONS. GOOD AFTERNOON, EVERYBODY. THANK YOU FOR THE OPPORTUNITY TO PRESENT OUR PROJECT AND FOR CONSIDERING OUR APPLICATION. SO WE ARE APPLYING FOR SOME HELP WITH OUR COOKING AND FARMING SUMMER CAMPS. SO WE DO A LOT OF WORK WITH YOUTH AND BUILDING A VERY WELL. I'M HANDING OFF A CHILD. OK, I'M BACK. WE DO A LOT OF WORK WITH YOUTH IN THE COMMUNITY TRYING TO BUILD A STRONGER [02:05:01] FOOD SYSTEM, TEACH THEM HOW TO COOK, HOW TO GROW THEIR OWN FOOD AND WHATNOT. AND THIS SUMMER CAMP IS AN AMAZING OPPORTUNITY. THERE'S FIVE TOTAL WEEKLONG CAMPS EVERY OTHER WEEK THROUGH JUNE, JULY AND AUGUST. IN EACH CAMP, 12 LUCKY YOUNG FOLKS GET TO ARRIVE AT AN OUTDOOR KITCHEN AND ATTACHED FARM GARDEN, AND THEY SPEND THE ENTIRE DAY COOKING IN THAT OUTDOOR KITCHEN AND GETTING INGREDIENTS STRAIGHT FROM THE SOURCE. AND IN THAT, IN THOSE FIVE DAYS OF COOKING, THE FOLKS, THESE KIDDOS LEARN A LOT ABOUT PLANT IDENTIFICATION, COMPOSTING, COOKING TECHNIQUES, HOW TO USE A KNIFE, HOW TO HARVEST SOME KALE, THINGS LIKE THAT. AND THEN THEY COME AWAY. ON FRIDAY AFTERNOON, ALL THE PARENTS JOIN FOR AN INCREDIBLE FEAST AND THE KIDDOS PRESENT AN ENTIRE MEAL MADE WITH LOCAL INGREDIENTS. IT'S MOST OF THE INGREDIENTS COME FROM THE FARM. AND IF THEY'RE THINGS THAT AREN'T ON THE FARM, LIKE LIKE LIKE BEEF, FOR EXAMPLE, WE GET THAT FROM LOCAL PURVEYORS. IT'S A TERRIFIC RECREATIONAL OPPORTUNITY FOR THE KIDDOS. AND WE WOULD VERY MUCH APPRECIATE YOUR SUPPORT IN THIS. I'M HAPPY TO ANSWER ANY QUESTIONS. THE QUESTIONS FOR. OF. MR. CHAIR, I WOULD RECUSE MYSELF, I'M A MEMBER OF THE COMMITTEE, TOM. WHERE IS THE OUTDOOR KITCHEN? AGAIN, REMIND ME IT'S IN SOUTH PARK. I LIVE IN SOUTH PARK WHERE IT'S ON. WELL, I COULD TAKE A LOOK AT THE MAP HERE. IT'S AT MCGREGOR PROPERTY, WHICH IS ON SOUTHFORK ROAD. I BELIEVE I'D HAVE TO LOOK AT THE MAP, BUT THE EXACT ADDRESS. BUT I'D BE HAPPY TO SEND IT TO YOU IF YOU LIKE. ANY OTHER COMMENTS OR QUESTIONS? TO PROVE IT, MEDIASCAPE SLOGANS IN THE TREETOPS NOD TO THE FACT THAT IT HAS ALSO BEEN MOVED AND SECONDED. THAT WE HAVE A COMMUNITY APPLICATION FACILITY TO TEACH US NOT TO EXCEED FIVE THOUSAND DOLLARS. IS THERE ANY DISCUSSION WHATSOEVER? I GUESS MY ONLY DISCUSSION AS I STRUGGLE WITH THIS ONE, IT'S A. A RESIDENTIAL NEIGHBORHOOD DOWN IN SOUTH PARK. WE'RE RUNNING A COMMERCIAL OPERATION. THIS GROUP IS FUNDED TO OUR KITCHEN AND GARDEN, A PERSON'S RESIDENCE, SO I WOULD PROBABLY VOTE NO ON THIS ONE, EVEN THOUGH I THINK IT IS A WORTHWHILE ORGANIZATION. GOOD TO KNOW. SO. THAT ALL THOSE IN FAVOR? I SUPPOSE SO. NO DOUBT. YOU KNOW. THAT FICTION A.M.. ONE, FOUR, THREE COUNCILMAN REFUSE. NEXT, BELIEVE THIS IS A CRIME THAT SHOULD BE TAUGHT MUSIC SCHOOL. THANK YOU. HI. HELLO, EVERYONE. I KNOW IT'S GOING TO BE IN FRONT OF ALL OF YOU. HELLO, CHAIRMAN BOARD EVERYBODY WITHIN MY NEW KITAEN MUSIC SCHOOL. I'M AMANDA FASSBACH. I'M THE EXECUTIVE DIRECTOR. OUR ORGANIZATION WAS FOUNDED IN TWENTY NINETEEN, OPENED ITS STORES IN SEPTEMBER AND HAS BEEN ADDING MUSIC TO THE AFTER SCHOOL MIX IN THE CENTER FOR THE ARTS. SINCE THAT TIME. WE WERE ABLE DURING THE PANDEMIC TO GIVE IT TO REMOTE INSTRUCTION FOR A LARGE PART AND HAVE BEEN WORKING IN PERSON FOR THIS ENTIRE SCHOOL YEAR. SO I'M BEFORE YOU ACTUALLY HAVE THE EQUIPMENT REQUEST, WE ARE RELATIVELY NEW. WE ARE GROWING. WE HAVE ONE HUNDRED AND FIFTY STUDENTS ENROLLED AND GOT NINE INSTRUCTORS. WE'VE TALKED ABOUT SIX THOUSAND LESSONS, THE FIRST POINT. BUT WE ALSO HAVE COME TOGETHER KIND OF ON A WISH AND A PRAYER. A LOT OF THE EQUIPMENT THAT WE USE IN OUR SPACE IS BELONGS TO THE INSTRUCTORS THEMSELVES OR IS BORROWED FROM SOME OTHER SOURCE. SO WE ARE FORTUNATE TO OWN FOUR PIANOS IN OUR FIVE ROOMS, HOPING TO ACQUIRE ANOTHER AT SOME POINT. BUT RIGHT NOW, THE MOST PRESSING NEED WE HAVE IS FOR A DRUM SET. WE HAVE A STRONG AND GROWING ENSEMBLE PROGRAM, ROCK BAND. WE HAVE MIDDLE OF HIGH SCHOOL ROCK BAND. THEY JUST PERFORMED OUTDOORS ON SATURDAY. THEY WERE THRILLED. BUT WE NEED SOME EQUIPMENT TO SUPPORT THIS. AND THE PARTICULAR EQUIPMENT THAT WE'RE LOOKING FOR NEEDS TO BE OF A PROFESSIONAL LEVEL QUALITIES THAT THE INSTRUCTOR IT'S APPROPRIATE TO THE INSTRUCTORS AND PERFORMANCE, BUT ALSO IT NEEDS TO BE ABLE TO WITHSTAND IN THE STUDENTS ENTHUSIASM. I GUESS WHAT? SO THE REQUEST THAT WE'RE MAKING IS FOR THAT, I'M JUST HAPPY TO BE HERE. WE'VE HAD AN INCREDIBLY WARM WELCOME IN THE COMMUNITY IN THESE PAST TWO YEARS. [02:10:05] THE COMMUNITY FOUNDATION IS A STRONG SUPPORTER. WE'RE COLLABORATING WITH A NUMBER OF OTHER ORGANIZATIONS THAT HAVE ALREADY PRESENTED ON SUMMER CAMPS AND OTHER ACTIVITIES, INCLUDING THE FRIDAY ENRICHMENT PROGRAM. WE WERE ABLE TO SEND INSTRUCTORS FOR THAT CITY. DIFFICULTY BRINGING MUSIC INTO THAT MAKES TWO. SO THAT'S WHO WE ARE GOING ON. HAPPY TO ANSWER QUESTIONS. OK, BUT. NO, NOTHING. OK, OK. YEAH, SO THAT DRUM SET WILL BE THE PROPERTY OF THE KITAEN MUSIC SCHOOL. YES. OK. THE. WHAT'S IT WHAT'S THE LOSS OF TRUST? JUST OUT OF CURIOSITY. WELL, SO WE ALSO ENROLL IN A SESSION BASIS, TUITION FOR A SESSION, AND IT BREAKS DOWN TO IF YOU'RE DOING A HALF HOUR LESSON, ABOUT FORTY SEVEN DOLLARS PER TIME. WE DO WORK ALSO WITH 120 TO PROVIDE SCHOLARSHIPS. AND I'M ACTUALLY IN THE PROCESS OF WRITING OUR BUDGET FOR THE NEXT YEAR THAT HAS TRIPLED OUR SCHOLARSHIP FUND TO ENCOURAGE AND SUPPORT MORE KIDS IN PARTICIPATING SO THAT IF YOU ARE ENROLLED IN AN ENSEMBLE, THE INSTANCE, FOR INSTANCE, IS ABOUT AN HOUR AND A HALF AND IT'S ABOUT ENDS UP BEING ABOUT THIRTY FIVE DOLLARS. BUT YOU ENROLL FOR 11 SESSIONS AT A TIME. A MOVE TO IMPROVE THE APPLICATION FOR TETUM MUSIC SCHOOL NOT TO EXCEED FOUR THOUSAND EX-PRESIDENT. SO THEY'RE MOVING, SO I'M GOING TO TALK WITH THE SCHOOL NOT TO EXCEED 4000 PERCENT AND THAT'S GOING TO GET THE GUYS THE FIRST TIME IS I AM JUST GLAD TO HEAR ABOUT THIS AND HEAR THE OUTREACH TO MIDDLE AND HIGH SCHOOLERS JUST WITH OTHER PARTS THAT ARE OUT THERE IN THE COMMUNITY. THAT IS AN AREA THAT IS LACKING JUST OUTSIDE AFTER SCHOOL AND SUMMER RESOURCES. AND THIS IS ESPECIALLY ROCK BANDS AND THAT KIND OF STUFF SEEMS LIKE IT WOULD BE VERY ENGAGING IN FOR THOSE WHO ARE ADOLESCENTS. THE OTHER IS. I WOULD ADD THAT WE CONSIDER AN AMENDMENT TO THE MOTION BECAUSE WE ROUNDED UP FOR. IT WAS A CHILDREN'S MUSEUM. AGAIN, I APPRECIATE FISCAL RESPONSIBILITY, BUT TO BE EQUITABLE, WE HAVEN'T BEEN NICKEL AND DIMING ANYBODY ELSE. SO I WOULD SUGGEST GERMINAL MOVE TO CHANGE MY LETTER TO THE FIVE DOLLARS. AGREE WITH YOU. I THINK I'M OK WITH THAT. I'M NOT OK WITH IT. YOU'RE NOT. YOU KNOW, IF THEY'RE ASKED FOR FOUR THOUSAND DOLLARS, IT'S BECAUSE THEY CAN SUPPORT A REQUEST FOR FOUR THOUSAND DOLLARS. I DON'T THINK, TO BE FAIR IS A REASON TO GIVE PEOPLE EXTRA MONEY THAT THEY HAVEN'T EVEN ASKED FOR. AND I'M SORRY I DIDN'T OBJECT TO IT BEFORE, BUT IT WAS LIKE A COUPLE HUNDRED BUCKS. BUT, YOU KNOW, A THOUSAND DOLLARS. YOU KNOW, THIS BOARD, I DON'T THINK IS AUTHORIZED OR HAS JURISDICTION TO GIVE MORE THAN IS REQUESTED BY A COMMUNITY ORGANIZATION. WE DO HAVE TO JUSTIFY, YOU KNOW, I SO I BELIEVE I'M IN FAVOR OF THE AMENDMENT IF YOU IF YOU JUSTIFY IT IN YOUR FINAL REPORT. YEAH, THEN AS PER THE GRANT SPECIFICATIONS AND AND, YOU KNOW, IF THEY WERE THE ONLY STORE THEY CAN COME UP WITH FIVE, I THINK WE SUPPORT THAT THAT AMOUNT. THAT WILL GO AHEAD. ALL THOSE IN FAVOR OF THE AMENDED AMOUNT OF FIVE THOUSAND DOLLARS TO EVERY TIME THEY SAY I, I OPPOSED. NO. THANK YOU. THANK YOU VERY MUCH. THE NEXT ITEM WAS THE AMENDED ITEM ZERO TOLERANCE POLICY. MR. CHAIRMAN, I WAS JUST GOING TO ASK IF ANY OF THE PEOPLE THAT WERE ON EARLIER HAVE SHOWN LOTS OF THIS FIRST, AND WE'LL GO BACK TO THE TABLE. [02:15:01] SO, YOU KNOW, THIS IS THE ZERO TOLERANCE HARASSMENT POLICY. YES. SO BASICALLY, THIS IS LIKE A MANDATORY REPORTING AND A MANDATORY RESPONSE TO ANY ALLEGATIONS OF ABUSE OR HARASSMENT. AND THIS IS PRETTY COMMON PRACTICE IN THE SCHOOL DISTRICTS. I BELIEVE IT WAS TRUSTEE MEAD ASKED FOR US TO BRING THIS POLICY FORWARD. TRUSTEE MEAD. DID YOU HAVE ANYTHING TO ADD? YOU KNOW, ONE OF THE THINGS THAT I HAVE A DEEP CONCERN ABOUT IS I CAN USE ANYBODY AS A PARTICULAR EXAMPLE, BUT, YOU KNOW, OUR SCHOOL DISTRICT IS REQUIRED TO BE VERY CAREFUL ABOUT WHO WE HIRE TO WORK WITH CHILDREN. I HATE TO SAY IT, BUT I DON'T BELIEVE MANY OF THESE NON-PROFITS HAVE THE SAME REQUIREMENTS. AND THAT WAS MY CONCERN, WAS TO, YOU KNOW, THWART ANY ABILITY OF THESE NONPROFITS TO HIRE PEOPLE WHO ARE NOT EITHER HAVE A BACKGROUND CHECK OR HAVE SOME SORT OF CERTIFICATIONS TO WORK WITH CHILDREN. HARAPAN WAS EXACTLY WHERE I WAS GOING. IT WAS MORE OF BACKGROUND CHECKS FOR PEOPLE WHO WORK WITH CHILDREN. BUT I KNOW THAT, YOU KNOW, HARASSMENT IS SORT OF FRONT AND CENTER RIGHT NOW WITH THE SCHOOL DISTRICT. SO I APPRECIATE YOU COMING UP WITH THIS. BUT I WAS LOOKING FORWARD TO MAKING SURE THAT THE PEOPLE WHO WERE GIVING MONEY TO GRANTS TO HAVE THEIR OWN POLICIES, REQUIRING THEM TO HAVE BACKGROUND CHECKS ON THE PEOPLE ARE WORKING WITH CHILDREN. AND I AM PRETTY SURE THAT A LOT OF THEM DON'T. SO BUT THANK YOU FOR THIS, BECAUSE I THINK THIS IS AN IMPORTANT STEP IN THE RIGHT DIRECTION. I SUPPORTED A MOTION TO APPROVE THE ZERO TOLERANCE HARASSMENT POLICY HAS PRESENTED TO BACK THE SECOND ONE THAT WE APPROVED A ZERO TOLERANCE POLICY AS PRESENTED. ARE THERE ANY COMMENTS? AND THEN. AND NO PUBLIC COMMENT ON. I ALWAYS POST. CUT. THE FRIENDS OF THE EARTH OR DANCERS WORKSHOP COME ONLINE, THERE IS NO ONE ON ONE. FOR THOSE ON THE TABLE, CHEERS FOR THOSE WE DIDN'T LOOK LIKE A TECHNICAL GLITCH WITH FORSWEARS. SO I AM WONDERING IF YOU WANT TO ENTERTAIN THE TWO APPLICATIONS THAT DIDN'T SHOW UP AT THE JUNE BUDGET HEARING MEETING. AND WOULD YOU BE OPPOSED TO ADDING THE HORSE WARRIORS APPLICATION AT THAT TIME AS WELL? WELL, WE LEFT ON THE TABLE BECAUSE, AS WE ALL KNOW, WE ENDED UP TO THE TECHNICAL VILLAGE WITH THAT FROM OUR OR WHAT WAS THE I'M SURE YOU REMEMBER YOU'VE SEEN HER BEFORE, PRISCILLA. WASN'T QUITE READY FOR THE ONLINE. WE'RE GOING TO BE TALKING ABOUT WHETHER SHE JUST. SHE'S ASKING FOR FOUR HUNDRED AND. BUT NOT SEVENTY SEVEN DOLLARS, SHE'S NOT ACTUALLY SUBMITTED, SO WE NEED A COMPLETED APPLICATION FIRST. WE COME DOWN, ONE THING I'M WORRIED ABOUT. YEAH, I MEAN, THAT'S SORT OF WHERE I APPRECIATE FINDING THEM AND I APPRECIATE THEIR. AS FAR AS THE ANSWER WAS VERY SHARP AND FRIENDS OF PACKWOOD'S I MEAN, SHOW UP, TODAY WAS THE DAY. SO IT'S KIND OF SAD WHEN I FEEL THERE. YEAH. MR., THAT'S HOW IS IT? ARE THEY TOLD THEY SHOULD SHOW UP? YEAH. OTHER REMINDERS AND SMITS. BUT THIS PLAN AND GINGERY BUDGET HEARING, WHICH IS WHAT BUDGET, SO I'LL TAKE EVERYTHING THEY'VE APPROVED TODAY AND WE'LL DO A FORMAL BUDGET HEARING, WE'LL HAVE TO ADVERTISE IT IN THE PAPER. THE BUDGET WILL BE PUBLISHED AND THEN AFTER APPROVAL, IT NEEDS TO BE SUBMITTED TO THE COUNTY COMMISSIONERS AS WELL AS THE DEPARTMENT. [02:20:05] OK, SO THAT'S NOT A CALENDAR FOR JUNE 16TH O'CLOCK. SORT OF. ALL RIGHT. AND ANYTHING ELSE WOULD THE ORDER? THERE IS NOTHING I WILL TAKE EXCEPTION TO THAT I ADHERE TO RETURN ALL THOSE FAVOR I WAS. * This transcript was compiled from uncorrected Closed Captioning.
