[A. Call to Order]

[C. Superintendent's Report]

[00:02:31]

>> [NOISE] TO ME, THE LAST DAY OF SCHOOL IS THE WORST DAY OF SCHOOL [LAUGHTER] BECAUSE THAT MEANS THAT WE'RE DONE.

HOWEVER, I'M NOT ASHAMED TO SAY THAT I'M PARTICULARLY GLAD TO SEE THE LAST DAY OF SCHOOL.

AS YOU ALL KNOW, A TREMENDOUSLY DIFFICULT SCHOOL YEAR, BUT I WANT TO THANK THE BOARD FOR YOUR STEADFAST LEADERSHIP AND SUPPORT DURING THE SCHOOL YEAR BECAUSE IT HAS BEEN VERY CHALLENGING, AND THERE'S NO WAY WE COULD HAVE DONE IT WITHOUT YOU.

THANK YOU VERY MUCH FROM THE STAFF.

THE NEXT CELEBRATION ARE THE RETIREES AND THE SERVICE PIN RECIPIENTS AS WELL AS SOME INDIVIDUALS.

THERE'S A POWERPOINT LISTED, AND I ENCOURAGE EVERYONE TO TAKE A LOOK AT IT.

A COUPLE OF THINGS THAT I WANT TO POINT OUT.

WE HAVE 30 STAFF MEMBERS THAT HAVE BEEN WITH THE DISTRICT FOR FIVE YEARS.

WE HAVE 25 STAFF MEMBERS THAT HAVE BEEN WITH THE DISTRICT FOR 10 YEARS, 15 THAT HAVE BEEN WITH THE DISTRICT FOR 15 YEARS, AND 11 WHO HAVE SPENT 20 YEARS IN OUR DISTRICT.

ADDITIONALLY, WE HAVE SEVEN SUBSTITUTES THAT SUBSTITUTED OVER 80 DAYS, AND NINE THAT SUBBED OVER 20 DAYS, AND AN ADDITIONAL 24 SUBS WHO REALLY PITCHED IN AND PLAYED A KEY ROLE THIS YEAR.

LASTLY, [NOISE] WE HAD SIX RETIREES REPRESENTING A COLLECTIVE 120 YEARS OF SERVICE TO OUR DISTRICT, COMMUNITY, AND KIDS.

WE WILL CERTAINLY MISS EACH AND EVERY ONE OF THEM AND WISH THEM THE BEST AS THEY ENJOY RETIREMENT.

WE'RE ALSO CELEBRATING SOME AMAZING ATHLETES TONIGHT.

I'D LIKE TO ASK MIKE HANSEN TO COME FORWARD.

>> SUPERINTENDENT CHAPMAN, CHAIR OF TRUSTEES, THANK YOU FOR THE OPPORTUNITY TO PRESENT SOME OF OUR ATHLETES THIS YEAR.

WE HAD SOME OUTSTANDING SPRING SEASONS WHICH INCLUDED A NUMBER OF OUR TRACK ATHLETES AS STATE CHAMPIONS.

COACH WILEY CAN'T MAKE IT TONIGHT.

HE'S REFEREEING A LITTLE LEAGUE BASEBALL GAME, BUT COACH BRAZIL IS HERE TO TALK ABOUT THAT, AND I'LL GET THE ATHLETES IN AS WELL. THANKS.

>> I WOULD LIKE TO COME UP AND SHARE THE KIDS.

I'M REALLY PROUD OF THE KIDS I GET TO WORK WITH.

WE'RE SMALL IN NUMBER.

IT'S TOUGH IN JACKSON WITH CLUB SPORTS YEAR ROUND IN THIS CITY, SO WE HAVE ONLY BROUGHT 16 KIDS TO THE STATE TRACK MEET WHEN YOU'RE [OVERLAPPING].

>> ROMAN, FROM ALL THE WAY DOWN HERE.

[00:05:02]

[LAUGHTER].

>> WHEN YOU GET TO 4A LEVEL, THAT MAKES IT TOUGH TO BE SUCCESSFUL AT THE WHOLE TEAM LEVEL BECAUSE TRACK HAS ALL THE DIFFERENT SPECIALTIES, BUT THE KIDS THAT WE BRING, IT'S COOL BECAUSE PEOPLE RECOGNIZE OUR PROGRAM NOW.

WE GET A LOT OF RESPECT WHEN WE COME IN.

THEY CARRY THEMSELVES IN A WAY THAT IF YOU EVER COME TO A STATE TRACK MEET, YOU'LL BE REALLY PROUD.

THEY COME THERE TO PERFORM AND TO EXCEL, AND THEY ALWAYS DO.

THIS YEAR, AT THE 4A LEVEL, WE WON BOTH OF THE DISTANCE RELAYS, THE FOUR BY EIGHT ESTABLISHES THE STANDARD OF WHO'S THE BEST DISTANCE TEAM IN THE STATE, AND THAT WAS BOTH OF OUR RELAY TEAMS. WE'VE GOT THREE OF THE FOUR BOYS.

ONE IS A GRADUATE NOW, SO HE'S OFF TO DARTMOUTH TO RUN.

OH, WAIT, GO TO SCHOOL AND RUN, TOO.

[LAUGHTER] I THINK DARTMOUTH WILL HAVE THE OTHER WAY AROUND FOR SURE.

THEN WE'VE GOT KATE WHO'S ONE OF THE FOUR BY EIGHT.

AGAIN, NOT ONLY DID THEY ESTABLISH THEMSELVES AS THE BEST DISTANCE TEAM IN THE STATE, BUT ALSO THE BEST OF THE BEST ALL CLASSES AND ALL THAT STUFF.

THE OTHER RELAY THAT WAS REALLY COOL, AND IT WAS THE TALK OF THE TRACK, WAS OUR SPRINT MEDLEY RELAY, AND CARRIE WAS ONE OF OUR SPRINTERS, OUR 200-METER RUNNERS.

IT'S A 200, A 400, AND 800, AND WE CAME INTO THE LAST LEG IN THE LAST PLACE AND HANDED THE BATON TO KATE, AND KATE, BY 300 METERS, HAD CAUGHT UP TO THE FRONT RUNNER WHO WAS SUPPOSED TO BE, IT'S THE DAUGHTER OF THE UNIVERSITY OF WYOMING TRACK COACH, SO SHE'S SUPPOSED TO BE PRETTY GOOD.

SHE MADE UP THAT DISTANCE, AND THEN WITH 300 TO GO, SHE JUST DECIDED TO CHANGE GEARS.

ACTUALLY, IT WOULD HAVE SET THE OPEN STATE RECORD IN THE 800 WITH THAT TIME, BUT IT WAS RELAY, BUT AFTER THAT, ALL THE OTHER COACHES CAME UP TO ME AND SAID, "WELL, WHENEVER KATE'S IN THE RACE, WE ALL KNOW WE'RE RUNNING FOR A SECOND.

WHAT'S SHE GOING TO DO?" [LAUGHTER] BUT WE HAD, AGAIN, AMAZINGLY SUCCESSFUL SEASON.

WE'VE GOT A REALLY GOOD GROUP OF JUNIORS THAT ARE ALL COMING BACK NEXT YEAR, AND WE'VE GOT A REALLY GOOD GROUP OF FRESHMAN COMING UP.

THEY'RE GOING TO, HOPEFULLY, FILL IN THAT GAP THAT WE'VE HAD FOR A COUPLE OF YEARS.

I WILL MENTION, JUST ON A SIDE NOTE, AS WE JUST GOT BACK FROM NASHVILLE, ROMAN, BRANDON, AND KATE WENT DOWN TO AN ADDITIONAL RACE DOWN THERE.

GOD, IT WAS COOL, PROS EVERYWHERE AND EVERYTHING.

BUT AGAIN, KATE, YOU DON'T KNOW, BUT WE'VE HAD SOME CALLS FROM NEW BALANCE AND SOME OTHER PLACES WONDERING WHO THIS GIRL FROM WYOMING IS.

SHE ESTABLISHED HERSELF AS, ONCE AGAIN, ONE OF THE BEST RUNNERS IN THE COUNTRY.

SHE FINISHED FIFTH, AND THOSE ARE THE TOP IN THE COUNTRY THAT SHE'S RAN AGAINST.

PRETTY AMAZING TEAM AND ESPECIALLY THE ACCOLADES THAT KATE GOT THIS YEAR.

I APPRECIATE THE TIME GIVING A BREAK TO MY KIDS.

I ALWAYS LOVE IT. CONGRATULATIONS, YOU GUYS. THANK YOU.

>> THANK YOU.

[APPLAUSE] [BACKGROUND]

>> NOT ONLY DID OUR TRACK TEAM DO WELL, BUT OUR BOY'S SOCCER TEAM DID VERY WELL ALSO.

IT WAS INTERESTING, COOL IN CHEYENNE.

WE WERE PLAYING THE BOLTS, LIKE LIGHTNING BOLTS, AND THEN DURING THE MIDDLE THE GAME, WE HAD A LIGHTNING DELAY, AND THEN WE TOOK DOWN THE BOLTS AFTER.

[LAUGHTER].

>> [INAUDIBLE]

>> UP IN FRONT. GO DOWN THERE, SO THEY COULD SEE YOU. [NOISE].

>> WHO ARE THE BOLTS, MIKE?

>> THUNDER BASIN. [NOISE] [BACKGROUND]

>> WHAT? [LAUGHTER] [BACKGROUND].

>> OKAY. [LAUGHTER] MR. CHAIR, TRUSTEES. THANK YOU.

I'M HONORED TO PRESENT THE JACKSON HOLE HIGH SCHOOL [INAUDIBLE] FOR HD CHAMPS.

[APPLAUSE].

WE'D LIKE TO SAY WE ARE THE BACK TO COVID TO BACK STATE CHAMPS.

[LAUGHTER] LOSING OUR SEASON LAST YEAR WAS THE FACTOR OF JUST BELIEF THE SAME FOCUS THIS YEAR AND PRACTICE EVERY SINGLE DAY AND JUST REALLY WANTING IT EVEN MORE PLUS OF THAT, AND SO IT WAS GOOD TO SEE THAT.

THIS IS A GREAT TEAM. WE REALLY TALK ABOUT COMMUNITY A LOT, AND YOU'LL SEE THESE KIDS HANGING OUT ALL THE TIME.

THEY ARE GOOD FRIENDS, THEY'RE TIGHT, AND WE BUILT THAT COMMUNITY ON THIS TEAM.

I ALWAYS SAY WE NEED TO HAVE HARD WORK AND FUN, AND PRETTY SOON THOSE TWO THINGS START TO MELT TOGETHER AND YOU DON'T EVEN KNOW WHAT THE DIFFERENCE IS, AND THIS TEAM ALSO EXHIBIT THAT.

THEN ACHIEVEMENT. THESE GUYS OBVIOUSLY ACHIEVED GREAT THINGS IN THE SOCCER FIELD, STATE CHAMPIONSHIPS, BUT THEN THEY'RE ALSO DOING IT IN THE CLASSROOM.

I'D LIKE TO INTRODUCE THEM.

WE HAVE; ASEHIRO ROMERO, HE IS A JUNIOR, SECURED A FIRST TEAM OF STATE THIS YEAR.

HORGAGE RIVERA, SENIOR FOR US, HEADED TO LCCC NEXT YEAR.

DYLAN LAMPA ANOTHER JUNIOR FOR US, JUNIOR MIDFIELDER.

RADEN HILLS ONE OF OUR FRESHMEN ON THE REST OF THE TEAM, TEDDY APLAR, LEADING GOAL SCORER IN THE STATE ALSO A FRESHMAN AND ALSO ALL STATE,

[00:10:05]

[INAUDIBLE] PLAYER OF THE YEAR.

TONY BARDETT, ANOTHER JUNIOR, THE CENTER-BACK FOR US.

RAPHE SILVA [LAUGHTER] , A SENIOR, CENTER BACK AND STUDY FOR US, AND HE IS HEADED TO UNIVERSITY OF DENVER NEXT YEAR.

LEO HARLAND, SENIOR CAPTAIN, HE IS HEADED TO [INAUDIBLE] LEO, YOU SHOULD PLAY DEFENSE ALL SEASON LONG, GET A LIGHTENING DELAY AT THE MIDDLE OF THE GAME.

WE COULD HAVE OUR BREAK, AND WE'RE LOSING IT AT THIS POINT, AND I SAID, LET'S GO FOR IT, AND WE HOOKED LEO UP TO FOUR, AND HE GOT THE TYING BALL FOR US THAT [OVERLAPPING] ACTUALLY [LAUGHTER] LED TO THE OVERTIME EVENT, AND WENT FOR THE BIG VICTORY [APPLAUSE].

[NOISE] KYMON KLANNEN, A JUNIOR OUTSIDE BACK FOR US.

HAVIER PUTER, GOAL KEEPER AND FIRST TEAM ALL STATE.

LEO IS FIRST TEAM ALL STATE TOO, I DIDN'T MENTION THAT.

CHARLIE LESTER, HE HAPPENS TO BE MY SON [LAUGHTER] ON A SECOND TIME MAYBE FIRST TEAM ALL STATE, AND JUNIOR MIDFIELDER BOARD FOR US AND [INAUDIBLE] ANOTHER JUNIOR FOR US, FIRST TEAM ALL STATE ALSO, [INAUDIBLE] SENIOR OR A JUNIOR [INAUDIBLE] [LAUGHTER] [NOISE].

HE ALSO MADE FIRST TEAM ALL STATE AS A FORWARD.

THEN WE HAVE CESAR JIMENEZ, ANOTHER JUNIOR FOR US AND A MIDFIELDER.

OVERALL QUICK LITTLE BOYS I'M REALLY PROUD OF THEM.

THANK YOU FOR YOUR SUPPORT AND I THINK THESE KIDS ARE GOING TO MAKE IT A LOT OF FUN [INAUDIBLE].

>> DID ANY OTHER KIDS MAKE ANY ALL STATE BESIDES JACKSON? [LAUGHTER] BECAUSE [OVERLAPPING]

>> THIS WASN'T RECORD FOR US.

WE'VE NEVER HAD THIS MANY KIDS MAKE FIRST TEAM ALL STATE.

WE HAD SEVEN THIS YEAR, SO THE OTHER COACHES ARE RECOGNIZING HOW TALENTED WE ARE.

THAT WAS THE MOST OF ANY OF THEIR TEAM IN THE STATE, BASED ON THE LAST [INAUDIBLE].

BUT [OVERLAPPING] GIVEN THE MOST.

[LAUGHTER].

>> CONGRATULATION. LOOKS LIKE YOU HAVE A LOT OF TALENT MOVING FORWARD TO [INAUDIBLE].

>> WELL, YOU PROBABLY HEARD FRESHMEN, JUNIOR.

YES, WE HAVE A GREAT AND TOUGH WAR COMING BACK NEXT YEAR, AND OVERALL, I'M REALLY PROUD OF THE SENIORS AND WHAT THEY HAVE ACHIEVED AFTER THIS FOUR YEARS. [OVERLAPPING]

>> [INAUDIBLE] RAISE YOUR HAND [INAUDIBLE].

>> [INAUDIBLE] WANTED TO SAY SOMETHING AS A SENIOR CAPTAIN?

>> YEAH. I WANTED TO THANK YOU GUYS FOR HAVING US, AND I WANT TO THANK MY TEAM, MY COACHES.

IT'S BEEN GREAT FOUR YEARS ON THIS TEAM AND ALWAYS HAPPY TO BE A PART OF IT, SO THANK YOU GUYS VERY MUCH.

>> OKAY [APPLAUSE]

>>THANK YOU. CONGRATULATIONS.

>> THANK YOU OLIVIA.

>> VERY PROUD OF YOU.

[LAUGHTER] [BACKGROUND] [LAUGHTER] HAD TO TOP THAT, HOWEVER, IF YOU HAVE QUESTIONS ABOUT THE DISTRICT LEADERS BEFORE US, WE COULD ANSWER THEM NOW.

>> QUESTION?

>>THANK YOU JUDGE, THE RETIREMENT APPROACH.

>>YEAH. [LAUGHTER]

>> I DON'T WANT TO PUT ANYBODY ON THE SPOT AND SO I CAN TAKE THIS DEEP [INAUDIBLE] AT AN ON-TIME OR IN THE NEXT FEW YEARS REPORT, BUT I'D LOVE TO KNOW MORE ABOUT SOMETHING THAT SCOTT [INAUDIBLE] HAD WRITTEN ABOUT.

ALL STUDENTS WILL ENGAGE IN SOME TYPE OF STUDENT-CENTERED RUNNING PROJECT WITH THE INTEGRATION AND POLITICAL CONTENT AREAS [INAUDIBLE] I JUST WOULD LOVE TO KNOW MORE ABOUT THAT AS IT DEVELOPS.

[NOISE] WHAT NOW? [LAUGHTER]

>> HEAD-CHAIR, BOARD TRUSTEES, THANK YOU FOR THE QUESTION [INAUDIBLE].

NEXT YEAR WE ARE RESETTING, REFRESHING, TRYING SOME NEW THINGS.

I THINK IT'S VERY IMPORTANT FOR THE HIGH SCHOOL TO CONTINUE TO DO THAT.

ONE OF THOSE ITEMS IS FOR OUR STAFF TO HAVE SOME CHOICE IN REGARDS TO ENGAGING KIDS IN A DIFFERENT WAY.

WHAT WE'RE LOOKING AT IS, [INAUDIBLE] STAFF TO PICK A UNIT OR TWO THROUGHOUT THE YEAR, TO WORK WITH TWO OR THREE OTHERS TEACHERS IN DIFFERENT CONTENT AREAS TO DEVELOP A MUCH MORE PROJECT-BASED LEARNING FOCUS AND CONNECT TO THE COMMUNITY IN SOME WAY.

[00:15:05]

SO SEVERAL VARIABLES THAT EACH PROJECT WILL HAVE, BUT IT'S REALLY AN ATTEMPT TO REALLY FOCUS ON SOME REAL STUDENT-CENTERED, AUTHENTIC LEARNING.

WE COMPLEMENT THAT WELL WITH SOME PRETTY RIGOROUS ACADEMICS.

I THINK WE'RE REALLY DOING A GOOD JOB THERE, BUT I ALWAYS WANT TO BALANCE WITH SOME REAL AUTHENTIC STUDENT-CENTERED LEARNING AS WELL.

ALL OF OUR STAFF WILL BE ENGAGED IN THIS INITIATIVE GOING FORWARD, AND WE HOPED TO CREATE A MENU OF THINGS TO SHARE WITH THE BOARD [INAUDIBLE] GOES ON.

>> SURE.

>> SCOTT, YOU KNOW WHAT THIS FEELS LIKE TO ME? IT FEELS LIKE CONTINUATION OF THE DISCUSSION WE HAD ON PROFILE OF GRADUATE.

>> I DO THINK WE'RE GOING TO SEE A LITTLE BIT OF A PENDULUM SWING IN THE COUNTRY, AROUND HOT AND HIGH SCHOOL EDUCATION AROUND AUTHENTIC TYPE LEARNING, POST-PANDEMIC.

WE GET KIDS BACK CONNECTED WITH PEOPLE, BACK CONNECTED IN THE COMMUNITY.

WE ARE MAKING A REALLY FOCUSED EFFORT TO LINK KIDS WITH COMMUNITY MEMBERS, AND IT'S TOUGH TO DO A GOOD JOB ON THAT AS OPPOSED TO JUST THROWING THEM OUT THERE.

SO WE'RE WORKING ON THAT IN RELATIONSHIP TO THE PROJECTS. THANK YOU.

>> THANK YOU.

>> ANY OTHER QUESTIONS ON THE DISTRICT LEADERSHIP BOARD? [BACKGROUND]

>> HAVE THEY CLEARLY USED THE BIKE PATH [INAUDIBLE] I WAS WONDERING HOW THE E BIKE SESSION WENT.

I IMAGINE OF THE BIKE PATH [LAUGHTER] [INAUDIBLE] LITERALLY STOPPED KEEPING THEIR TRACKS [INAUDIBLE] BUT [OVERLAPPING]

>>SURE.

>> ANYWAY, I'M ACTUALLY INTERESTED [INAUDIBLE] E BIKE PLAN.

>> SURE. MR CHAIR, TRUSTEE FARMSTEAD, MATT HOELSCHER, PRINCIPAL, JACKSON HOLE MIDDLE SCHOOL, YEAH.

IF YOU COME BY MY OFFICE IN THE MORNING, YOU WILL SEE A FLEET OF E BIKES PARKED, ALMOST LIKE A MOTORCYCLE ROW [LAUGHTER] IN THE OLD DAYS [LAUGHTER].

THERE WAS A CALL FOR SOME E-BIKE TRAINING, SO WE HAD THE SHERIFF'S DEPARTMENT, THE POLICE DEPARTMENT, PATHWAYS REPRESENTATIVES, AND [INAUDIBLE].

ANYWAY, WE HAD A GOOD TURN OUT, I WOULD SAY 30 PLUS KIDS, THAT CAME.

SOME ELEMENTARY STUDENTS, MOSTLY MIDDLE SCHOOL STUDENTS.

I THINK IT WAS A SUCCESSFUL PROGRAM THAT WE'D LIKE TO REPLICATE WHEN WE HAVE A CAPTIVE AUDIENCE NEXT FALL.

THIS WAS AN ELECTIVE EVENT WHERE THEY COULD COME ON A FRIDAY, BUT IT'S DEFINITELY SOMETHING THAT I THINK IS NEEDED AND WE'D LIKE TO REPLICATE BECAUSE IT WAS, I THINK, FUN IN LEARNING FOR THE STUDENTS.

>> I JUST SEE A LOVELY KID ZOOMING DOWN A BIKE PATH AND THERE IS AN ELECTRIC MOTORCYCLE BEFORE HIM AND A DOG JUMPS OUT OR SOMETHING AND THE KID [INAUDIBLE] THEY'RE LITERALLY GOING 20 MILES AN HOUR.

>> SURE.

>> SO I JUST REALLY THINK THAT ANYTHING WE CAN DO, AND PLUS THEY JUST DON'T KNOW RULES OF THE ROAD LIKE GOING DIRECTLY [INAUDIBLE] AND SNOW SKIING ROAD BECAUSE THEY HAD DOZEN KIDS WHO CAME ZOOMING DOWN AND SNOW SKIING, AND SO [OVERLAPPING] I'M REALLY CONCERNED THAT SOMEBODY IS GOING TO END UP GETTING HURT AND THEY'LL SPEND SOME TIME [OVERLAPPING]

>> SURE.

>> [INAUDIBLE] YOUR EFFORTS AND IF WE CAN FIGURE OUT HOW TO DO IT WHEN THE KIDS ARE IN SCHOOL, THAT WOULD BE GREAT.

>> YEAH. I WOULD SAY WE ALREADY HAD EXPERIENCED SOME INJURIES AND IT IS NEEDED, I WOULD SAY FOR ADULTS TOO. [OVERLAPPING]

>> YEAH.

>> I SAW ONE ZOOM BY MY OFFICE TODAY, WENT THROUGH THE MIDDLE SCHOOL RASP, AND SHE CRASHED [LAUGHTER].

SO WE DEFINITELY NEED AN EXPERT TO IT.

[LAUGHTER]

>> ARE WE ALL DONE WITH DISTRICT LEADERS? I THINK WE'RE UP TO THE BOARD EDUCATION MOMENT.

>> THIS EVENING WE HAVE KAREN WATTENMAKER WHO WILL BE TAKING US THROUGH SOME DATA SLIDES.

I WILL JUST GO AHEAD AND PREREQUISITE THAT SHE'S TAKING UP MORE TIME THAN NORMAL.

IT'S NOT GOING TO BE AS SHORT, SO COME ON UP, KAREN.

>> IT DIDN'T SEEM LIKE A MOMENT.

>> YEAH, [OVERLAPPING] IT'S NOT A MOMENT.

>> WE'RE EXTENDING HER 30 SECONDS TO 45.

[LAUGHTER].

>> KAREN CAN DO IT. SHE KNOWS IT SO WELL, SHE'LL DO IT.

>> ALL RIGHT. CHAIR, BOARD OF TRUSTEES, KAREN WATTENMAKER, DATA ASSESSMENT COORDINATOR.

TODAY IT IS A LITTLE BIT LONGER.

AS WE WERE PUTTING THIS TOGETHER, REALLY THINKING ABOUT THE WORK THAT THE STATE IS DOING IN THE PORTRAIT OF THE GRADUATE, AND SO AS WE'RE LOOKING AT SCORES, REALLY WANTED TO THINK ABOUT WHAT IS BEING TESTED.

[00:20:03]

IF WE LOOK AT ACT, WHAT IS IT THAT WE'RE ASKING KIDS TO KNOW AND BE ABLE TO DO? JUST WANTED TO THINK ABOUT THAT A LITTLE BIT MORE.

WE'RE ACTUALLY LOOKING AT SOME DIFFERENT MEASURES THAN WE'VE LOOKED AT IN THE PAST.

GO AHEAD AND GET STARTED.

I DO WANT TO SAY I'M SO PLEASED TO BE COMING AFTER WE HAD A BUNCH OF OUR STUDENTS IN HERE BECAUSE AS ALWAYS, WHEN WE THINK ABOUT DATA, WE ALWAYS WANT TO THINK ABOUT THE STUDENTS AND KEEP THEM IN MIND.

IT'S JUST SUCH A PLEASURE TO HAVE THEM ALL COME IN BEFORE SO WE CAN HAVE THOSE FACES IN MIND AS WE LOOK AT DATA.

THE ACT DATA THAT YOU'RE GOING TO SEE IS A COMBINATION BECAUSE WE TOOK 11TH AND 12TH GRADE THIS YEAR, FALL AND SPRING, WE JUST COMBINED THE HIGH SCORES TO LOOK AT THIS.

THIS IS COMING DIRECTLY FROM THE ACT SITE.

WHEN WE ACTUALLY SEE THE WDE REPORT CARDS, IT'LL LOOK DIFFERENT BECAUSE IT'LL BE DESEGREGATED IN A MUCH DIFFERENT WAY.

AGAIN, JUST BIG PICTURE DATA.

THIS IS WHAT WE USUALLY LOOK AT.

THIS IS THE ACT LONGITUDINAL DATA.

THIS IS JACKSON HOLE HIGH SCHOOL FOR FOUR YEARS.

ON THE RIGHT, THE DARK GREEN IS THIS CURRENT SCORE.

I THINK MOST OF THE SCORES WE SEE, FOR A PANDEMIC YEAR, FOR BEING IN SCHOOL JUST A COUPLE OF DAYS A WEEK, WE SHOULD BE PRETTY PLEASED THAT WE DIDN'T SEE A LOT OF LEARNING LOSS YET.

OBVIOUSLY, THE SCORES WILL COME, BUT OVERALL, I THINK WE CAN REALLY APPLAUD OUR TEACHERS AND OUR ADMINISTRATORS FOR THE JOB THEY DID THIS YEAR, GETTING KIDS TO SCHOOL AND REALLY WORKING HARD TO KEEP KIDS ENGAGED IN LEARNING.

>> HOW DO YOU ATTRIBUTE WRITING TO BEING HIGHER?

>> WELL, WHAT YOU FOCUS ON IS WHAT YOU DID.

THERE HAS BEEN A REAL TCSD FOCUS REALLY STARTING IN ELEMENTARY THROUGH MIDDLE INTO HIGH.

IT'S BEEN A LONG-TERM FOCUS.

OBVIOUSLY, IT'S TOO EARLY TO SAY, "OH, FOR SURE PAYING OFF." BUT GREAT EYE TRUSTEE TESKE. I LOOKED AT THAT TOO.

IT'LL BE INTERESTING TO SEE, WE GENERALLY DO REALLY WELL IN Y-TOP AS WELL, SO FINGERS CROSSED ON THAT.

INSTEAD OF LOOKING JUST AT SCORES, TODAY WE'RE REALLY GOING TO BE TAKING A LOOK AT THE READINESS BENCHMARK.

THINKING ABOUT WHEN THEY HAVE A BENCHMARK ON AN ACT SUBJECT AREA, WHAT THEY'RE SAYING, BASED ON HUNDREDS OF THOUSANDS OF STUDENTS THAT THEY FOLLOW FROM THE ACT SCORES THROUGH COLLEGE, THEY'RE SAYING THERE'S A CERTAIN SCORE WHICH IS DIFFERENT FOR EACH CATEGORY.

IF A STUDENT REACHES THAT SCORE, THEY HAVE A 50 PERCENT CHANCE OF ATTAINING A B, OR A 75 CHANCE OF OBTAINING A C IN COLLEGE.

NOW, OF COURSE, THIS IS NATIONWIDE, SO THERE'S A LOT OF MARGIN OF ERROR IN HERE, BUT THEY'VE LOOKED AT HUNDREDS OF THOUSANDS OF KIDS COME UP WITH THESE BENCHMARKS.

THE ENGLISH BENCHMARK IS PRODUCTION OF WRITING, KNOWLEDGE OF THE LANGUAGE, AND CONVENTIONS.

CONVENTIONS IS ACTUALLY A REALLY LARGE PART OF THIS SCORE.

IT'S INTERESTING OVER THE YEARS, OUR ENGLISH SCORES HAVE OFTENTIMES BEEN LOWER THAN OUR READING SCORES AND THERE'S SOME SHIFTS GOING ON THERE.

IF YOU WANTED DETAILS, IF ANYONE DID, I'M NOT GOING TO GET INTO IT, BUT I HAVE INCLUDED IT IN THE NOTES HERE.

WHAT I ALSO DID IN THIS DATA WAS LOOK AT WHERE OUR HISPANIC STUDENTS FALL COMPARED TO OUR NON-HISPANIC POPULATION.

WHAT WE'RE SEEING OVER IN THE BLUE, THAT'S THE PERCENT OF OUR HISPANIC STUDENTS IN 11TH AND 12TH GRADE THAT MET THE ENGLISH BENCHMARK.

ON THE RIGHT, THE PERCENT OF OUR WHITE STUDENTS WHO MET THE ACT BENCHMARK.

>> MR. CHAIR, MAY I ASK A QUESTION? JUST GUT FEEL, DO YOU HAVE ANY IDEA HOW MANY OF THESE STUDENTS ARE MULTIPLE TAKERS?

[00:25:07]

IS IT 50 PERCENT OF THEM HAVE TAKEN THE ACT TWICE? I KNOW IF YOU'RE A 12TH GRADER THAT IT'S AT LEAST TWICE?

>> YEAH. A FAIRLY LARGE PERCENT IN THE DATA I DID BREAK IT OUT BY YEAR, THERE WEREN'T AS MANY.

YOU CAN CORRECT ME IF I'M WRONG, DR. CHRIS, BUT THIS YEAR, IT DIDN'T SEEM LIKE AS MANY STUDENTS TOOK IT TWICE, AT LEAST LOOKING AT THE DATA.

THE REASON THERE'S SO MANY SCORES IN THIS DATA BECAUSE OUR 12TH GRADERS ACTUALLY DID TAKE IT IN THE FALL, AND DEFINITELY, A PERCENT DID, BUT IT WASN'T MOST OF THE STUDENTS.

I DID BREAK IT OUT, HAPPY TO PROVIDE THAT DATA FOR YOU LATER IF IT'S SOMETHING THAT YOU WANT TO SEE.

THESE REPRESENT THE HIGHEST SCORE, SO WHAT THEY DID TAKE IT TWICE THEIR HIGHEST SCORES IN THIS DATA, WHICH IS WHY IT'LL LOOK VERY DIFFERENT THAN THE WED DATA THAT WE GET FOR OUR REPORT CARD.

THE READING BENCHMARK.

THIS FOLLOWS EXACTLY THE ANCHOR STANDARDS OF THE WYOMING STATE STANDARDS.

THESE AREAS ARE TESTED PRETTY MUCH K12 AND THE VERY SIMILAR STANDARDS TO WHAT WE SEE ON RIGHT TOP.

FOR THE READING BENCHMARK AND THIS IS JUST DOWNLOADED, SO HERE YOUR NUMBERS.

THE NUMBER OF STUDENTS THAT HAVE TAKEN IT EACH YEAR AND THIS IS JUST DIRECTLY DOWNLOADED FROM THE ACT SITE.

IT'S A LITTLE BACKWARDS SO BE CAREFUL WHEN YOU LOOK AT IT AS YOU READ.

THEY WAY THEY HAVE IT ON THE SITE IS ABSOLUTELY DID NOT MEET AND THE BLUE IS MET.

IT'S A LITTLE FUNNY TO INTERPRET IT, BUT THAT'S THE READING BENCHMARK OVER THE YEARS.

AGAIN, AS YOU LOOK AT IT, THINKING ABOUT LEARNING LOSS AND WHAT WE THINK WE REALLY HAVE STAYED PRETTY STABLE OVER THE YEARS.

THIS IS THE DESEGREGATED DATA FOR THE READING BENCHMARK.

MATH IS INTERESTING, MATH HAS BEEN NATIONALLY A STRUGGLE.

WE SAW MATH IS A LITTLE BIT MORE OF A HARDHEAD IN PRELIMINARY WIPED UP DATA ON ACT DATA.

THIS IS ONE AREA WHERE WE'RE GOING TO HAVE TO REALLY THINK ABOUT NEXT YEAR.

AGAIN, THIS IS OUR MATH TREND AND SHOWING VERY SIMILAR TO WHAT THE WHOLE NATION SHOWED WITH THE TRENDS.

MATH TOOK A LITTLE HARDER HIT THIS YEAR THAN ELA AND READING.

INTERESTINGLY, IN THE PAST, WE'VE SHOWN THE GENDER BREAKDOWN AND THIS YEAR WE SWAPPED, ACTUALLY THE LAST COUPLE YEARS WE USED TO HAVE OUR FEMALE AND MALE EITHER SIMILAR OR OUR FEMALES HIGHER.

WE HAD A SWAP THIS YEAR, MALES WERE SCORING MUCH HIGHER AND I ACTUALLY WROTE I THOUGHT IT WAS PRETTY INTERESTING.

THERE'S ONE AREA WHERE OUR BOYS REALLY OUTPERFORMED AND JUST THINKING ABOUT WHAT THE LARGEST GENDER DIFFERENCE WAS, INTEGRATING CELLS AND MODELING MEANING THE APPLICATION PIECE WHERE OUR BOYS OUTSCORED OUR GIRLS BY A CONSIDERABLE MARGIN, 35-51.

REALLY WHERE MANY OTHER AREAS WERE VERY SIMILAR SO WE'LL HAVE TO KEEP IN MIND AS WE MOVE FORWARD.

>> WHAT LEVEL DO YOU HAVE? WHAT LEVEL OF MATH YOU TAKE TO MEET BENCHMARK? IT'S JUST A SLIGHT, GET US THROUGH ALGEBRA, DOES THIS GET US THROUGH? I KNOW CALCULUS IS NOT REQUIRED TO MAKE BENCHMARK.

>> YEAH, THANK YOU AGAIN FOR A GREAT QUESTION.

THE BREAKDOWN IS ALGEBRA IS ABOUT 15 PERCENT FUNCTIONS, 15 PERCENT GEOMETRY, 15 PERCENT STATISTICS AND PROBABILITY ABOUT 15 PERCENT AND THEN THE INTEGRATING OF SKILLS FORMS THAT 40 PERCENT.

TAKING ALL OF THAT KNOWLEDGE AND INTEGRATING IT AND APPLYING IT.

>> THANK YOU.

>> I PRINTED ALL THAT STUFF FOR YOU.

[LAUGHTER] I WANT YOU TO

[00:30:01]

KNOW I CAME PREPARED BECAUSE I KNEW I WAS GOING TO GET THESE QUESTIONS, SO I SO APPRECIATE YOU ASKING.

[LAUGHTER]

>> NOTHING LIKE HAVING THE ANSWERS TO THE TEST. [LAUGHTER]

>> I KNEW I'D NEED IT.

SCIENCE, SIMILAR TO MATH, WHERE WE HAD ANOTHER PRETTY LARGE GAP WITH OUR BOYS AND OUR GIRLS.

AGAIN, THAT INTERPRETATION OF DATA WAS A LARGE AREA OF GENDER DIFFERENCE.

>> [INAUDIBLE]

>> YEAH, THANK YOU FOR THAT DR. CRIMSON.

WE SEE THE SAME THING WHEN WE LOOK AT THE RIGHT TOP DATA, LIKE 10TH GRADE IS REALLY GEOMETRY AND MANY OF US KIDS HAVE TAKEN OUT A LONG TIME AGO, SO THAT IS OUR THEME AND THANK YOU FOR BRINGING THAT UP.

DR. CHRIS APPRECIATE THAT. HERE'S SCIENCE.

>> WITH SCIENCE AND MATH, THE TRENDS ARE ALMOST IDENTICAL IN THE BAR GRAPHS THAT GO ACROSS THE GREEN AND BLUE [INAUDIBLE]

>> IT IS INTERESTING.

AGAIN, IT'S THE INTERPRETATION OF DATA IN SCIENCE AND IT'S THAT SAME BREAKDOWN, 51-43 AND GENDER.

IT'S A LITTLE BIT MORE OF A SPREAD THIS YEAR THAN I'VE NOTICED IN THE PAST.

I DIDN'T LOOK AT ANYTHING LAST YEAR.

IN THE WRITING TEST, AGAIN, THIS IS A DIFFERENT SCORE CEILING, WHICH IS WHY IT LOOKED SO MUCH LOWER ON THE LONGITUDINAL PHOTOGRAPH.

BUT YEAH OUR STUDENTS DID MAINTAIN IN WRITING, WHICH IS GREAT NEWS.

NOW, WE'RE GOING ALL THE WAY DOWN INTO ELEMENTARY AND WE JUST HAVE A FEW MORE SLIDES TO COMPLETE THE PRESENTATION.

ANYTHING ON ACT THOUGH, BEFORE WE MOVE TO DIBELS? DIBELS IS NOT A NEW MEASURE, BUT THIS PARTICULAR DIBLES ASSESSMENT THROUGH AMPLIFY IS NEW TO US, AND THERE ARE MANY MORE MEASURES THAN WE'VE GIVEN FOR THE LAST FEW YEARS.

BEAR WITH US AS WE WORK THROUGH ALL THIS DATA THIS SUMMER, I DON'T HAVE A LOT THAT I'M GOING TO SAY ALONG WITH IT.

BUT WHAT THIS SHOWS US IS KINDER THROUGH 5TH IN A COMPOSITE SCORE.

THAT COMPOSITE SCORE IS MADE UP OF DIFFERENT MEASURES IN EVERY GRADE.

THERE'S USUALLY 4-5, SOMETIMES EVEN SIX MEASURES, GOING ALL THE WAY FROM FOUNDATIONAL SKILLS THROUGH COMPREHENSION.

FOUNDATIONAL SKILLS, FLUENCY, COMPREHENSION.

THIS IS JUST THIS BIG BUCKET THAT WE HAVE AS A COMPOSITE SCORE.

SCHOOLS ARE LOOKING REALLY HARD AT ALL THE INDIVIDUAL MEASURES AND THEY'RE WORKING TO SEE WHERE THEY NEED THE MOST SUPPORT.

BUT FOR NOW WE ARE JUST SHOWING ONE BIG COMPOSITE SCORES.

>> THIS CHANGES AS A RESULT OF THE LEGISLATION THAT HAPPEN A COUPLE OF THREE YEARS AGO, RIGHT?

>> YES AND NO, THE LEGISLATION PUSHED US TO LOOK AT ONE ASSESSMENT THAT COULD TAKE CARE OF ALL THE MEASURES THAT THEY WANTED US TO REPORT.

WE WERE DOING MOST THINGS, BUT WE HAD A LOT OF DIFFERENT SYSTEMS IN PLACE.

WHAT WE DID IS WE SWAPPED THREE DIFFERENT SYSTEMS THAT WE HAD,

[00:35:01]

AND WE PUT THIS IN PLACE.

IT HELPS WITH OUR REPORTING, BUT WE ACTUALLY TRULY BELIEVE IT'S A BETTER ASSESSMENT TOO.

WE WON'T HAVE JUST SWAPPED IT JUST BECAUSE IT MADE OUR LIFE EASIER, MAYBE.

[LAUGHTER] REALLY IT IS A BETTER ASSESSMENT.

THE PLATFORM IS REALLY ROBUST AND WE'RE GETTING SOME GREAT DATA FROM IT THAT'S IMMEDIATELY HELPFUL FOR TEACHERS RIGHT IN THE CLASSROOM, WHICH WE'RE REALLY HAPPY ABOUT.

THEN FINALLY WITH THE DIBELS, ONE OF THE THINGS THAT WE'VE BEEN READING ABOUT HEARING ABOUT IN NATIONAL AND LOCAL CONVERSATIONS IS FOUNDATIONAL SKILLS.

A LOT OF RESEARCH WOULD SHOW, ONCE YOU HAVE THE FOUNDATIONAL SKILLS, VOCABULARY, CONTENT KNOWLEDGE IT'S THE MOST IMPORTANT FOR READING COMPREHENSION.

THIS MEASURE GIVES US HOW ARE WE DOING ON THOSE REALLY BASIC FOUNDATIONAL SKILLS AT KINDER AND 1ST GRADE.

A LOT OF OUR NEW RESOURCE REALLY GIVES US A SOLID SCOPE AND SEQUENCE.

OVERALL, IT LOOKS LIKE WE ARE ACTUALLY MAKING SOME GOOD PROGRESS TOWARDS FOUNDATIONAL SKILLS AND MAKING SURE ALL OUR KIDS CAN SUCCEED WITH THAT.

WHAT WE'RE LOOKING AT IS A LITTLE CONFUSING, KINDER ON THE LEFT YOU HAVE THE ABOVE BENCHMARK.

THE ORANGE ARE ENGLISH LEARNERS AND WE JUST PULLED THEM OUT BECAUSE SOMETIMES THOSE FOUNDATIONAL SKILLS AS YOU'RE JUST LEARNING A LANGUAGE, IT CAN BE A LITTLE BIT MORE CHALLENGING TO PICK UP SO PULLING THEM OUT, LOOKING AT WHERE THEY SIT IN THE DATA AND THEN JUST GAUGING WHERE WE ARE AS A DISTRICT WITH THAT.

GO AHEAD. THEN THIS IS THE LAST ONE.

ONE OF THE THINGS THAT WE WERE CURIOUS ABOUT IS THE RESEARCH WOULD SAY IF THE STUDENTS HAVE ACCESS TO SOME OF THESE FOUNDATIONAL SKILLS IN THEIR NATIVE LANGUAGE AS WELL AS IN ENGLISH.

THAT COULD POTENTIALLY ALLOW THEM TO EXCEL A LITTLE BIT QUICKER.

THIS IS JUST OUR ENGLISH LANGUAGE LEARNERS AND WE PULLED OUT ENGLISH AND SPANISH PROGRAMMING VERSUS ENGLISH ONLY AND IT DOES LOOK LIKE THEY ARE GETTING SOME BENEFITS FROM LEARNING IN BOTH LANGUAGES RIGHT OFF THE BAT WHICH FOLLOWS THE RESEARCH.

ONE MORE ON ACCESS.

ACCESS, AGAIN, THIS IS PRELIMINARY, WE ARE ALLOWED TO SHARE IT.

THE DATA ITSELF WON'T CHANGE AS FAR AS WHO MADE THEIR TARGETS, BUT WDE MAY PULL SOME OF THESE KIDS OUT AND LOOK AT IT A LITTLE DIFFERENT.

THIS SOMETIMES GOES UP AND DOWN, SOME OF OUR KIDS MAY NOT HAVE BEEN HERE A FULL YEAR.

THEY'D GET PULLED OUT OF THE REPORT CARD DATA.

BUT OTHER THAN THAT THE PROJECTION SHOULD BE FAIRLY CLOSE.

WE'RE JUST LOOKING AT HOW OUR ENGLISH LANGUAGE LEARNERS DID ON GROWTH FOR EACH OF THE DIFFERENT SCHOOLS WHERE WE HAVE ELS AND THIS TEST IS A LITTLE DIFFERENT THAN MOST BECAUSE IT'S GIVEN IN FEBRUARY.

THE 2019/20, THOSE STUDENTS HAD A FULL YEAR.

THE PANDEMIC IS NOT A FACTOR IN THOSE 2019/20 SCORES.

THAT WAS GIVEN BEFORE COVID, BEFORE OUR KIDS WENT HOME.

THEY HAD A FULL YEAR IN SCHOOL.

THE 2020/21 ACTUALLY TAKES INTO ACCOUNT THE ENTIRETY OF COVID.

LAST YEAR WHEN KIDS WENT HOME AND WERE VIRTUAL AND THEN ALL OF THIS YEAR WITH THE DIFFERENT MODELS AT DIFFERENT SCHOOLS.

AGAIN, JUST THINKING ABOUT THIS POPULATION IS PROBABLY MOST EFFECT.

THEY NEED THE ORSC, THEY NEED TO BE TALKING EVERY DAY, THEY NEED A LOT OF THOSE PIECES.

THE FACT THAT THEY'VE MAINTAINED RELATIVELY WELL, ESPECIALLY IN SECOND THERE OF BEING GONE OR BEING IN SCHOOL TWO DAYS A WEEK FOR THIS POPULATION IT'S PRETTY IMPRESSIVE.

THEN ONE LAST SLIDE.

THIS IS ONE THING THAT I REALLY WANTED TO CALL OUT REALLY CELEBRATE THE HIGH SCHOOL, THE EL TEACHERS AND THE TEACHERS IN TIER ONE.

SIXTY THREE PERCENT OF THE ELS EVERYWHERE IN THE COUNTRY SIX YEARS OR LESS, WHICH IS WHAT THE RESEARCH WOULD SAY.

YOU WANT TO GO THROUGH YOUR PROGRAMMING AND YOU WOULD ACHIEVE ENGLISH LANGUAGE PROFICIENCY.

[00:40:03]

SO 63 PERCENT OF THOSE KIDS, MADE THEIR GROWTH GOALS, WHICH IS REALLY IMPRESSIVE.

THERE ARE STUDENTS THAT ARE LONG-TERM ELS, QUITE A FEW OF THEM THAT DIDN'T MAKE GROWTH GOALS.

WHEN YOU'RE A LONG-TERM EL BECAUSE YOU'VE BEEN IN THE COUNTRY SIX YEARS OR MORE, THE ONLY WAY TO MEET YOUR GOAL IS TO EXIT.

IT BECOMES NOT IMPOSSIBLE BECAUSE THEY DID EXIT A FAIR NUMBER THIS YEAR.

WE HAD THREE LONG-TERM ELS EXIT, WHICH IS AMAZING.

SUMMIT AND THE HIGH SCHOOL BOTH EXITED LONG-TERM ELS.

A REAL CELEBRATION THERE. QUESTIONS?

>> [INAUDIBLE] DID YOU HAVE ANY QUESTIONS?

>> NO I DON'T, MR. CHAIRMAN. THANK YOU.

>> THANK YOU. ANY QUESTIONS HERE? ANY?

>> THANK YOU [INAUDIBLE].

>> ALL RIGHT. THANK YOU.

>> ANYTHING FURTHER ON THE SUPERINTENDENT'S REPORT?

>> NO, SIR.

>> WE WILL MOVE ON TO THE FISCAL MANAGEMENT COMMITTEE.

[D. Reports and Items for Discussion]

>> ARE YOU GIVING HER THE SAME LATITUDE THAT YOU GAVE [INAUDIBLE] [LAUGHTER].

>> NO.

>> NO. BECAUSE KAREN TOOK SO MUCH TIME, WE TAKE IT AWAY FROM HER.

[LAUGHTER].

>> THAT HAS BEEN MY INSTRUCTION.

EVERYTHING'S POSTED FOR REVIEW.

ARE THERE ANY QUESTIONS? [LAUGHTER]

>> AT LEAST THE DOCUMENT GET HANDED OUT JUST NOW.

>> I JUST SUMMARIZED. THE FIRST PAGE IS THE SUMMARY AND THEN THE FOLLOWING PAGES ARE THE PAGES OF THE BUDGETS THAT I'VE HIGHLIGHTED WHERE THOSE CHANGES TAKE PLACE.

THERE'S A COUPLE OF LANGUAGE CHANGES THAT I WORKED WITH TRUSTEE TESKE ON FOR BUDGET REVISIONS, AND THOSE WERE MADE AFTER THIS WAS MADE PUBLIC ON FRIDAY.

I WANTED TO SAY THESE ARE COMING AND THEY'LL BE IN THE FINAL VERSION THAT'S POSTED IN JULY, BUT THEY AREN'T REFLECTED IN THE VERSION THAT'S POSTED AS OF FRIDAY.

I'M HAPPY TO RUN THROUGH THOSE.

>> TRUSTEE MEAD, DID YOU SEE THIS DOCUMENT?

>> I DID NOT SEND IT TO TRUSTEE MEAD.

>> WHY DON'T YOU JUST GIVE TRUSTEE MEAD SOME OF THE HIGHLIGHTS SO SHE KNOWS. [OVERLAPPING]

>> SURE.

>> THAT WOULD BE GOOD. THANK YOU.

>> ON PAGE 5, WE'RE ADDING A PARAGRAPH, "AN ADDITIONAL CHALLENGE FACING THE DISTRICT AS A RESULT OF THE PANDEMIC IS AN UNCERTAINTY IN ADM." I MISSED A COMMA THERE.

"WHILE INITIAL KINDERGARTEN NUMBERS FOR FALL OF 2021 ENROLLMENT SHOW AN INCREASE FROM SCHOOL YEAR 2021, THEY MAY HAVE SOME RAISE ON UNPREDICTABLE FLUCTUATIONS.

WE'RE JUST NOT SURE EXACTLY HOW COVID AND THE PANDEMIC IS GOING TO AFFECT FUTURE ENROLLMENT." ALSO ON PAGE 5 UNDER THE SCHOOL FINANCE, WELL NO LEGISLATION WAS PASSED TO CHANGE OR REDUCE THE FUNDING MODEL.

THE LEGISLATURE DID SCHEDULE A MEETING IN JULY TO BRING BACK THE CONVERSATION AROUND REDUCING K-12 SCHOOLS.

THAT MEETING HAS SINCE BEEN CANCELED, SO WE'RE REMOVING IT.

PAGE 6 AT THE TOP OF THE PAGE, I'M JUST GOING TO READ THE MIDDLE SENTENCE WHERE IT STARTS WITH, "TO LIMIT ADDITIONAL INCREASES FOR THE BIENNIUM TO FUNDING MODEL POSITIONS THAT PARTICIPATE IN SCHOOL DISTRICT HEALTH INSURANCE PLANS, AND 50 PERCENT OF THE INCREASE TO FUNDING MODEL POSITIONS THAT DO NOT PARTICIPATE." WE'RE CHANGING THAT FROM "OF THE INCREASE" TO "DECREASE".

THE WAY THAT IT WAS WRITTEN BEFORE WAS IT SOUNDED LIKE WE WERE GETTING AN INCREASE IN INSURANCE FUNDING WHEN ACTUALLY WE'RE GETTING A DECREASE TO INSURANCE FUNDING.

>> WHAT THIS IS SAYING IS THIS IS THE GHOST EMPLOYEE PIECES.

WE WERE GETTING FUNDED BASED ON OUR FTES IN THE MODELS.

IF THE EMPLOYEE DOESN'T EXIST, YOU'RE ONLY GOING TO GET 50 PERCENT OF THE MONEY THIS YEAR.

NEXT YEAR, YOU WON'T GET ANY OF IT.

>> THE NEXT CHANGE, PAGE 9 UNDER ENROLLMENTS, WE WILL REPLACE, "THE DISTRICT EXPECTS THE ENROLLMENT TO BOUNCE BACK IN INCREASE WITH EARLY K ENROLLMENT INDICATES AN INCREASE IN ENROLLMENT IN THE FALL OF 2021." THEN FINALLY, PAGE 13 UNDER CAPITAL PROJECTS FUND, WE'RE ADDING A PARAGRAPH, "FUTURE CHALLENGES ARE ANTICIPATED DUE TO A SHORTAGE OF STATE FUNDING FOR FUTURE PROJECTS AND INCREASING COSTS OF LABOR AND MATERIALS."

>> DO WE HAVE ANY QUESTION ABOUT IT?

>> WHAT'S THE TIMELINE? JUST REMIND ME.

WHAT ARE WE DOING TODAY AND WHAT DO WE DO IN JULY?

>> THIS IS THE DRAFT FOR YOU TO REVIEW.

IF YOU HAVE ANY FEEDBACK, I'D LIKE TO GET THAT BEFORE I CREATE THE FINAL COPY FOR APPROVAL IN JULY.

THE BIGGEST CHANGES IN THIS YEAR'S BUDGET ARE A REFLECTION OF THE CHANGES WE MADE IN THE COMPENSATION PACKAGE, WHICH YOU ALL HAVE ALREADY APPROVED.

[00:45:02]

BEYOND THAT, WE HAVE SOME MINOR CHANGES.

A COUPLE OF YEARS AGO, I RESTRUCTURED SITE BUDGETS TO CORRELATE WITH ADM AS WE SEE THESE BUBBLES OF STUDENTS MOVE THROUGH, THEN THE SITE BUDGETS CAN INCREASE OR DECREASE BASED ON THE NUMBER OF [NOISE] STUDENTS THAT WILL ENROLL.

THERE'S SOME CHANGES DUE TO THAT.

OUR LIABILITY PROPERTY AND CASUALTY, YOU ALL HAVE ON THE AGENDA TONIGHT TO APPROVE.

IF APPROVED, THAT IS AN INCREASE FROM LAST YEAR'S COST.

OTHER THAN THAT, THERE'S NOT A WHOLE LOT OPERATIONALLY, SOME CONTRACT SERVICES INCREASES IN FACILITIES.

>> BASED ON THAT, I ASSUME EVERYBODY WAS ABLE TO READ THE BUDGET MESSAGE AND THE ACTUAL BUDGET, DID ANYONE HAVE ANY FEEDBACK FOR KRISTEN FOR THE PREPARATIONS FOR FINAL VOTE IN JULY? APPEARS NOT. YOU ARE DONE.

>> THANK YOU. DID YOU WANT ME TO RUN THROUGH THIS YEAR'S BUDGET UPDATE AT ALL? THERE'S ONE THING I'LL POINT OUT TO YOU JUST IN CASE YOU COME BACK TO IT AND LOOK AT IT, THIS SCHOOL YEAR '21 BUDGET UPDATE.

ONE OF THE LINES HERE, IT'S THE BOARD OF EDUCATION LINE.

LOOKS LIKE IT'S AT 179 PERCENT OF THE BUDGET, AND THE REASON FOR THAT [LAUGHTER] IS BECAUSE WE HAVE SOME FEES.

IT'S A PASS-THROUGH ACCOUNT IN THE YEAR, AND THAT OVERAGE HAS SINCE BEEN CLEARED.

WE PUT IT THERE SO THAT IT STICKS OUT LIKE A SORE THUMB.

SO IF YOU WERE TO NOTICE THAT, THAT'S WHY, THAT THE TOTAL LINE HAS NOW COME BACK DOWN TO 180 PERCENT.

THE BOARD OF EDUCATION IS NOT 179 PERCENT OF THEIR BUDGET.

>> YOU JUST PICKED US BECAUSE YOU WANT US TO LOOK LIKE A SORE THUMB.

[LAUGHTER]

>> NO, BUT WE WANT TO MAKE SURE WE SEE IT AND THAT WE CLEAR IT BEFORE THE END OF THE YEAR.

>> SETTLES UNDER DISTRICT OFFICE FROM NOW ON.

[LAUGHTER]

>> WHO IS THE BENEFACTOR OF THIS PASS-THROUGH?

>> I THINK THERE'S A SEAT EVERY SINGLE ENROLLMENT PIECE.

>> ANYTHING ELSE [INAUDIBLE] TRIGGER TO DETERMINE?

>> NO. CHRISTIAN AND I HAVE BEEN TALKING OFFLINE AND WORKING THROUGH THOSE THINGS.

>> WE'RE DONE WITH FISCAL MANAGEMENT COMMITTEE.

OTHER REPORTS TONIGHT MIGHT BE A LITTLE LENGTHY.

WE'RE GOING TO DO JUST REGULAR REPORTS AND THEN GOVERNANCE COMMITTEE DISCUSSED HAVING A MUCH LONGER DISCUSSION HERE IN A MOMENT ON LONG-RANGE FACILITY NEEDS.

LET'S DO REGULAR OTHER REPORTS AND I THINK TRUSTEE ZUNG YOU WANTED TO REPORT ON ONE OF YOUR BOARDS YOU SIT ON?

>> YEAH. ONE OF THE BOARDS THAT I SIT ON AS A LIAISON TO THIS BOARD IS THE FUND FOR PUBLIC EDUCATION.

WE JUST HAD A MEETING YESTERDAY THAT I THOUGHT IT MIGHT BE GOOD TO BRING THIS BOARD UP TO SPEED ON WHAT WE TALKED ABOUT BECAUSE WE'VE STARTED TALKING ABOUT STRATEGIC PLANNING.

JUST AN UPDATE ON THE MISSION, AND THIS IS MAYBE MORE FOR ME BECAUSE I THINK YOU GUYS HAVE BEEN ON THE BOARD MORE, BUT I'VE REVEALED THEIR MISSION STATEMENT FOR THE FUND FOR PUBLIC EDUCATION RAISES PUBLIC FUNDS WHICH PROVIDES RESOURCES FOR WHOLE CHILD WELLNESS, EDUCATIONAL EQUITY, EXCELLENT ACADEMIC OPPORTUNITIES, LEADERSHIP DEVELOPMENT, AND DISTRICT CAPACITY, AND [INAUDIBLE] PUBLIC SCHOOL.

WE WERE GOING THROUGH TOWARDS THAT WE SERVE AS THE LIAISONS ONE WORD THAT I FELT DRAWN TO BECAUSE I KNOW IT'S A PART OF THEIR MISSION.

WHAT THEY'VE DONE SO FAR, PROBABLY IN THE LAST COUPLE YEARS, SOME OF THE PROGRAMS, JUST A QUICK REVIEW, INCLUDES HELPING WITH THE FOOD SERVICE PROGRAM WITH PEOPLE FEEDING THE WHOLE, WHICH INCLUDED A GENEROUS DONATION FROM [INAUDIBLE] THEY'VE GIVEN AWAY, THIS LAST YEAR, I THINK, ABOUT $700,000 IN SCHOLARSHIPS TO 250 STUDENTS, HELP US PROVIDE THE GOOD SAFETY EQUIPMENT, BRANCH TO TEACHERS AND PROFESSIONAL DEVELOPMENT AND THEN BOOKS FOR KIDS, WHICH [INAUDIBLE] [LAUGHTER] [INAUDIBLE] FOR ME [LAUGHTER].

ANYWAY, LIKE I MENTIONED, WE'VE BEEN LOOKING AT STRATEGIC PLANNING AND HOW THE PLAN CAN CONTINUE TO SUPPORT OUR STUDENTS, TEACHERS IN THE DISTRICT AS A WHOLE AND THAT'S JUST SOMETHING THAT [INAUDIBLE] WORK CAN THINK ABOUT WHERE WE MIGHT WANT THE FUND TO SUPPORT US.

THEN I GUESS THE BIGGEST ANNOUNCEMENT IS THE FALL FEST, WHICH IS THE NEW PROGRAM THAT'S STARTING THIS YEAR, IT'S GOING TO BE AUGUST 28TH, MARK IT ON YOUR CALENDARS, FROM 11:00 TO 2:00.

IT'S JUST A FREE FESTIVAL.

WE HAD CARNIVAL GAMES AND THAT FIELD DAY, BACK TO SCHOOL INFORMATION THAT'S APPLIED, SPORTS AND ACTIVITY DEMONSTRATIONS FOR [INAUDIBLE].

THAT'S GOING TO BE FOLLOWED IT UP HERE ON THE DISTRICT PROPERTY WITH [INAUDIBLE].

[00:50:09]

THEN I SHOULD MENTION THAT KATE IS SERVING ON THE BOARD WITH ME, AND I THINK [INAUDIBLE]

>> TRUSTEE MEAD, DID YOU HAVE ANYTHING TO ADD TO THAT?

>> NO. I THINK JENNIFER DID A GREAT JOB SUMMARIZING WHAT WE WERE TALKING ABOUT AT THE LAST MEETING YESTERDAY.

>> ANY OTHER REPORTS?

>> THANK YOU.

>> TRUSTEE TESKE.

>> LET ME JUST GIVE YOU ALL A VERY, VERY BRIEF LEGISLATIVE UPDATE.

AS KRISTEN MENTIONED, THE JULY SPECIAL SESSION HAS BEEN CANCELED.

THE JOINT EDUCATION COMMITTEE MEETING THAT WAS SCHEDULED FOR THIS COMING TUESDAY THE 15TH HAS BEEN CANCELED.

THE APPROPRIATIONS COMMITTEE WAS SUPPOSED TO BE MEETING MONDAY AND TUESDAY, AND ONE OF THOSE TWO DAYS HAVE BEEN CANCELED.

I THINK THE LEGISLATURE IS GEARING BACK.

THEY WERE ALL EAGER TO JUMP IN THERE AND TRY TO HELP EVERYBODY TO GET THE MONEY AND I THINK THAT IS QUITE DONE.

I DON'T SEE A STUDENT SCHOOL BOARD REPORT ON HERE.

>> GO AHEAD AND DO THAT. YOU AND BETH HAVE BEEN WORKING REAL HARD THIS WEEK ON THAT. [INAUDIBLE]

>> NO, THIS WASN'T HARD WORK.

THIS WAS FUN. [OVERLAPPING]

>> IT REALLY WAS FUN.

WE GOT TO MEET FIVE RISING SENIORS, AND WE INTERVIEWED THEM, AND THEY WERE ALL EXCELLENT CANDIDATES.

IT'S REALLY SUCH A HIGHLIGHT TO BE ABLE TO SIT DOWN WITH STUDENTS AND HEAR ABOUT THEIR EXPERIENCE AND ACTIONS AND SEE THE KIND OF PEOPLE THAT ARE COMING OUT OF OUR DISTRICT.

THAT IN ITSELF WAS A [NOISE] REAL HIGHLIGHT.

CAME DOWN TO THEN WE HAVE TO PICK THE STUDENTS SCHOOL BOARD MEMBERS OUT OF THAT GROUP OF FIVE AND, DRUM ROLL, PLEASE.

[NOISE] [LAUGHTER].

>> WE FAILED YOU ALL, WE COULD NOT PICK TWO.

WE HAD TO GO WITH THREE.

THERE WAS SUCH A DIFFERENCE BETWEEN THE TOP THREE THAT WERE ALL SO SIMILAR IN SKILL LEVEL THAT WE JUST FELT THAT IT WOULD BE GOOD FOR US AND IT WOULD BE GOOD FOR ALL EACH OF THEM AS A GROWTH OPPORTUNITY.

OUR THREE STUDENTS ARE COLLIN REESE, WHO I BELIEVE IS THE STUDENT BODY PRESIDENT.

SARAH SCHWEITZER, WHO IS ACTUALLY AN INTERESTING STUDENTS.

SHE'S NEW TO THE DISTRICT.

SHE CAME TO THE DISTRICT LAST YEAR FROM NEW YORK CITY.

HER PARENTS MOVED HERE BECAUSE OF COVID, I BELIEVE.

IT'S JUST INTERESTING. THE THIRD ONE IS.

[LAUGHTER].

>> JESSICA [INAUDIBLE] MARTINEZ.

>> I BELIEVE IT IS ALSO STUDENT BODY.

WAS IT? HERE WAS AN INTERESTING TAKEAWAY.

I WANT YOU ALL TO CLEAR THIS ONE, BECAUSE THIS IS REALLY SPECIAL TO ME.

FOUR OF THE FIVE STUDENTS, WE ASK THE KIDS.

WHAT ARE THINGS THAT ARE GOING REALLY WELL AND WHAT ARE THINGS YOU'D LIKE TO SEE IMPROVED? ON THINGS GOING REALLY WELL, I THINK FOUR OF THE FIVE OF THEM BROUGHT UP THE FACT THAT THEY FELT THAT THE STAFF IN OUR SCHOOL DISTRICT WAS ALWAYS THERE TO HELP THEM.

NO MATTER WHAT THEY NEEDED, THE STAFF WAS ALWAYS THERE TO HELP THEM.

>> THAT THEY COULD ACCESS THE STAFF.

AFTER THE 4TH GOING SENATE AND THEY WERE WAITING FOR THE LAST OR WHATEVER IN THE NEXT INTERVIEW AND WE WERE LIKE, WOW THAT'S PRETTY DARN IMPRESSIVE.

>> OTHER THING THAT STRUCK ME AND I THINK IT'S STRUCK BETSY AS WELL IS, THREE OF THE FIVE STUDENTS BROUGHT UP WHEN WE ASKED THEM FOR THINGS THAT THEY FELT NEEDED TO BE WORKED ON; STUDENT MENTAL HEALTH.

I FELT THAT WAS REALLY INTERESTING AND SOMETHING THAT I KNOW IS ONGOING, BUT THEY FELT THAT THE PANDEMIC, FOR EXAMPLE, HAS HAD AN IMPACT ON STUDENTS.

ONE OF THE EXAMPLES, AS WELL AS, HERE WE ARE IN THE PANDEMIC, STUDENTS AREN'T COMING TO SCHOOL FULL TIME, AND THE STUDENT'S PARENTS ARE GETTING DIVORCED, THEY DON'T HAVE INTERFACE WITH THEIR FRIENDS.

IT WAS JUST VERY TOUCHING THAT THEY ALL WENT THROUGH.

>> I ACTUALLY PIGGYBACKED ON THAT TODAY PREVENTING COALITION MEETING.

I THINK [NOISE] BECAUSE WE HAVE HIGHLIGHTED THE SECOND PANDEMIC, WHICH IS MENTAL HEALTH FOR BOTH OUR ADOLESCENTS AND ADULTS.

[00:55:04]

I THINK EVERYBODY.

THEN IT'S AN OPPORTUNITY THEY STIGMATIZE MENTAL HEALTH ISSUES AND REALLY JUMP ON IT.

>> WE'RE EXCITED TO BRING THE KIDS ON AND OF ALL.

>> YEAH.

>> MR. CHAIR?

>> YES [INAUDIBLE]

>> I WOULD JUST PIGGYBACK ON THAT.

YOU KNOW THAT WHEN JENN WAS TALKING ABOUT THE FUND FOR PUBLIC EDUCATION WITH REGARDS TO STRATEGIC GOALS, THERE SEEMED TO BE A LOT OF DESIRE TO ALSO WORK ON THE MENTAL HEALTH COMPONENT OF KIDS AND RAISE MONEY FOR THAT.

THAT'S A GOOD THING TOO.

>> HEY, MR. CHAIR, [INAUDIBLE] I DIDN'T ARTICULATE IT QUICKLY.

I'M JUST CURIOUS.

HELP ME BUT WHAT STRATEGIC THINGS, WHERE YOU'RE REALLY FOCUSING ATTENTION.

OBVIOUSLY MENTAL HEALTH, IN PUBLIC HEALTH HOUSING.

I MEAN, BECAUSE THAT'S WHERE WE'RE TRYING TO THINK ABOUT HOW WE CAN MAKE A PLAN FOR STATE APPLICANTS?

>> I'M LOOKING THROUGH MY NOTES [LAUGHTER] FROM OUR MEETING.

WHAT I GENERALLY TALKED ABOUT, AND SOME OTHER STRATEGIC GOALS HAVE TO BE WITH THE HEALTH BENEFIT FUND ITSELF AND FUNDRAISING FOR ITSELF AND THEIR OPERATIONS.

THEN WE DID TALK A BIT ABOUT HOUSING.

THEN I THINK IT'S SUPPORTIVE FOR US AS A BOARD TO DETERMINE HOW WE WOULD WANT THE FUND FOR PUBLIC EDUCATION.

I THINK IT'S A BIGGER CONVERSATION ABOUT FUNDING HOUSING IN GENERAL.

[OVERLAPPING] IT IS SOMETHING THAT CAN REALLY HELP OUT.

THE MENTAL HEALTH CAME UP AND JUST HOW YOU USE THAT.

THEY'VE DONE A REALLY GOOD JOB IN THE FUNDRAISING FOR THE PANDEMIC.

I THINK THAT PROFIT REALLY BROUGHT THE COMMUNITY TOGETHER, AND FROM THIS POINT FORWARD, TO CONTINUE SUPPORTING THE DISTRICT AND ITS GREATEST NEEDS WHERE ARE WE NEED THE SUPPORT.

>> [INAUDIBLE] YOU HAD SOMETHING?

>> ALL OF YOU HAVE BEEN ON NON-PROFIT BOARDS, AND AS ALWAYS ONE OF THE BIGGER GOALS I THINK IS GOING TO BE WORKING TO HAVE UNRESTRICTED FUNDS TO SUPPORT THE ORGANIZATION SUPPORTING THE SCHOOLS.

BECAUSE WE HAVE A LOT OF RESTRICTED FUNDS ANNUALLY GIFTED TO THE FUND FOR PUBLIC EDUCATION, BUT IT'S ALWAYS HARD TO RAISE FUNDS FOR THE ORGANIZATIONAL EXPENSES THAT WE HAVE.

WE ALSO TALKED ABOUT POTENTIALLY WORKING ON AN ENDOWMENT SO THAT WE CAN KEEP THIS ORGANIZATION GOING.

I'VE BEEN ON THIS FOR A LITTLE WHILE.

I DON'T KNOW HOW MANY YEARS, BUT IT REALLY WENT FROM NOT DOING VERY WELL TO HAVING A REALLY GREAT EXECUTIVE DIRECTOR WHO'S REALLY TAKEN THE BULL BY THE HORNS, AND MOVED THIS ALONG.

RAISING MONEY FOR KIDS, IS PROBABLY ONE OF THE BEST EXECUTIVE DIRECTOR JOBS THAT A PERSON COULD HAVE IN ANY COUNTY.

BUT OUR EXECUTIVE DIRECTOR'S DONE A REALLY GOOD JOB.

WE'VE JUST GOT STARTED ON THAT DISCUSSION OF THE STRATEGIC GOALS BUT THOSE ARE JUST SOME OF THE THINGS THAT WE'RE LOOKING INTO.

>> ANY OTHER REPORTS? [BACKGROUND] ALL RIGHT.

NOW WE'RE GOING TO MOVE INTO A LENGTHIER CONVERSATION.

WE TALKED ABOUT THIS AT GOVERNANCE.

WE TALKED ABOUT IT, GOVERNANCE.

I WOULDN'T PUT TOO MANY GUARD RAILS ON THIS DISCUSSION.

HOPEFULLY, IT'S A VERY FREE-FLOWING CONVERSATION-[LAUGHTER]

>> ARE YOU SURE?

>> WHERE YOU PRETTY MUCH SAY, AND TALK ABOUT ANYTHING YOU WANT TO TALK ABOUT.

BUT I WILL PUT A FEW LITTLE GUARD RAILS ON.

[LAUGHTER] THE CONCEPT IS, IS THAT I THINK THE BOARD IS REALLY MOVING TOWARD, WE WANT TO FIND A STRATEGY FOR EMPLOYEE HOUSING.

THEN THE CONCEPT WAS WE NEED TO TALK ABOUT WHAT THAT STRATEGY WOULD BE, AND WHAT WE WANT TO DO, HOW WE'RE GOING TO FUND IT, AND JUST HAVE AN OVERALL STRATEGY, AND TIME.

WHILE WE WERE TALKING ABOUT THAT, WE GOT TALKING ABOUT ALL OF OUR LONG-RANGE FACILITY NEEDS.

WE THOUGHT WE SHOULD TALK ABOUT ALL OF THEM TONIGHT.

JUST PUT THEM ON A LIST.

WE DON'T TALK ABOUT EACH ONE, BUT WE ALL KNOW WHAT ALL IS ON THE LIST AT LEAST,

[01:00:04]

AND TALK ABOUT WHICH THINGS WE THINK ARE IMPORTANT, WHICH THINGS MAYBE CAN WAIT A WHILE, WHICH THINGS SHOULD MAKE SURE THAT WE'VE TALKED IT THROUGH THE ONES THAT ARE IMPORTANT, WHICH THE TOP OF THE LIST.

ONES THAT AREN'T AS IMPORTANT TO GO DOWN THE LIST.

THAT WE TALK A LITTLE BIT ABOUT HAVING A GOOD STRATEGY.

MOSTLY, THE MAIN OBJECTIVE [LAUGHTER] OF THIS DISCUSSION IS SO THAT THE SUPERINTENDENT DOES NOT HAVE TO GO DO A BUNCH OF RESEARCH, AND GUESS AT WHAT WE WERE WANTING.

THIS IS AN OPPORTUNITY FOR US.

>> SHE IS CLEARLY. [LAUGHTER]

>> WELL, I KNOW SHE IS, BUT IT'S THE WAY TO NARROW DOWN HER WORKLOAD, AND SPECIFICALLY SAY, THIS IS WHAT WE'RE LOOKING FOR SO THAT IN JULY AND AUGUST AND SEPTEMBER AS WE CONTINUE THESE CONVERSATIONS INTO THE FALL, HOPEFULLY EACH MEETING AS WE'RE BUILDING INTO THE FALL, THAT WE'RE GOING TO KEEP BUILDING EACH MONTH CREATING THE STRATEGY, SO THAT THE SUPERINTENDENT HAS AN IDEA AT LEAST OF WHERE WE'RE GOING OR WHERE THE SUM OF HER CIRCLE [LAUGHTER] EVEN SO WE CAN GEAR.

TONIGHT'S A GOOD OPPORTUNITY FOR EVERYONE JUST TO VENT, AND GET OFF THEIR CHEST, AND EVERYTHING YOU'VE BEEN THINKING ABOUT LONG-RANGE FACILITIES.

I WILL LIST THEM FOR YOU JUST SO YOU HAVE.

WE STILL HAVE THE JACKSON HOLE MIDDLE SCHOOL 6TH GRADE POD.

AS YOU KNOW, THE STATE OF WYOMING DID NOT PROVIDE US FUNDING FOR THAT.

THAT IS STILL SOMETHING OUT THERE TO DISCUSS.

THE 6TH GRADE POD, IF YOU REMEMBER, THE IDEA WAS THAT AROUND THE CURRENT GYM, YOU WOULD BUILD THE 6TH GRADE POD, AND THEN THE 7TH GRADE POD, AND THE 8TH GRADE POD, AND GROW FROM THERE.

THE CAREER TECH CENTER, WAS ANOTHER THING WE HAD DISCUSSED.

WE ACTUALLY GOT PLANS DRAWN UP OR WHAT DO CALL THOSE PRELIMINARY DESIGN PLANS.

WE HAVE SOME PICTURES OF THAT.

ACTUALLY ANDREA, YOU CAN START FLIPPING THROUGH THOSE IF YOU WANT.

WE ALSO HAVE DISCUSSED AT LENGTH, A FIELD HOUSE.

WE'VE TALKED ABOUT A FIELD HOUSE.

WE HAVE DESIGNS PUT TOGETHER FOR A FIELD HOUSE.

IT WOULD GO AT THE VACANT LOT NEXT TO THE TENNIS FIELDS BETWEEN THE SOUTH SYNTHETIC FIELD, AND THE TENNIS COURT.

WE HAVE TALKED ABOUT A STADIUM PRESS BOX AND STANDS REPLACEMENT, EITHER AT THE CURRENT LOCATION OR THERE'S BEEN DISCUSSION OF MOVING IT OVER TOWARD THE SOUTH BUILT.

THEN THERE IS THE ISSUE OF THE BUS BARN WHERE YOU CAN'T CLOSE THE DOOR IF YOU ACTUALLY WANT TO WORK ON THE BUSES.

BECAUSE THE BUSES ARE LONGER THAN THE BUS BARN, WHICH I ALWAYS FIND FASCINATING.

[LAUGHTER] THE BUSES, I GUESS, WERE SHORTER WHEN WE EVER ACTUALLY BUILT THE BUS BARN, BUT BUSES HAVE GROWN LONGER OVER TIME.

WE CAN ADD TO THIS LIST, AND, OF COURSE, EMPLOYEE HOUSE.

WE CAN ADD TO THE LIST.

THOSE ARE SOME OF THE ITEMS. ONE OF THE THINGS WE HAVE TALKED ABOUT IS, IS THAT A GOOD LIST? DO WE WANT TO TAKE THINGS OFF THE LIST? THE OTHER THING WE NEED TO TALK ABOUT IS, POTENTIAL REVENUE SOURCES.

THE STATE IS PROBABLY NOT AN OPTION, OR IT MAY BE, BUT PROBABLY NOT AS BIG.

WE'VE TALKED ABOUT PROPERTY TAX.

THAT'S PROBABLY NOT A BIG OPTION TO US EITHER.

IT'S LEGALLY AN OPTION TO US.

PROBABLY NOT SOMETHING ANY OF US ARE REALLY-

>> SAY MORE. I'M NOT SURE I UNDERSTAND THAT OVERVIEW.

>> OH YOU CAN DO MAIL THAT IS.

>> OH.

>> YEAH.

>> I THOUGHT WE WERE TAPPED OUT.

THAT THEY TOOK THAT AWAY FROM US.

>> MAYBE YOU CAN'T IGNORE IT.

>> I DON'T THINK IT'S A SCHOOL DISTRICT.

OTHER THAN THE [OVERLAPPING].

>> REALLY, WE SHOULD RESPECT THAT.

WELL, THE BOND IS GOING TO ALLOW IT, THAT'S WHAT I'M SAYING.

BONDS ARE ISSUED IN THE MIDDLE OF THE BILLS ON YOUR PROPERTY TAX [OVERLAPPING].

THAT'S WHAT I'M [INAUDIBLE].

I WASN'T GOING TO DISAGREE WITH YOU GUYS.

[LAUGHTER] I STILL DON'T THINK IT'S A GREAT OPTION BECAUSE IT'S BEING PAID FOR WITH PROPERTY TAX AND PROBABLY NOT THE BEST WAY TO GO.

THE ONE THAT EVERYBODY'S BEEN CHATTING ABOUT LATELY IN THE LAST FEW WEEKS IS SPET.

SPET REQUIRES THE COUNTY TO APPROVE IT BEING PLACED ON THE BALLOT, AND 50 PERCENT OF THE MUNICIPALITIES IN THE COUNTY HAVE TO APPROVE, WE ONLY HAVE ONE MUNICIPALITY, SO THAT MEANS THE JACKSON TOWN COUNCIL WOULD ALSO HAVE TO APPROVE PLACING ANY ITEM THAT WE HAD, OR MULTIPLE ITEMS, SO WE COULD BRING A PACKAGE TO THE COUNTY AND THE TOWN, OR WE COULD HAVE SEPARATE ITEMS TO ADD.

MAYBE ONE IS A FIELD HOUSE, ONE IS A EMPLOYEE HOUSING, WHATEVER WE WANTED TO DO.

THE ONLY REASON TO REALLY BE HAVING THIS STRATEGY DISCUSSION OVER THE NEXT FEW MONTHS,

[01:05:02]

WE WOULD PROBABLY NEED TO START TALKING WITH THE COUNTY IN THE TOWN PROBABLY BY NOVEMBER AND DECEMBER OF THIS YEAR, AND START HAVING REAL NUMBERS TO GIVE THEM THEIR LATEST DATE.

THEY HAVE TO KNOW BY MAY OF NEXT YEAR TO PUT IT ON THE AUGUST BALLOT, I THINK IT IS.

I MIGHT BE WRONG ON THAT, BUT THAT'S HOW THE TIMELINE WORKS.

I'M GOING TO STOP TALKING, AND WE'RE GOING TO DO LIKE WE'VE DONE BEFORE IN THE PAST, WE'LL JUST GO DOWN THE LINE IF THAT'S OKAY WITH EVERYONE.

BECAUSE I THINK EVERYONE'S GOING TO WANT TO TALK ON THIS ONE, AND PERHAPS WE COULD START WITH YOU, TRUSTEE ZUNG, AND WITH YOUR THOUGHTS, AND THEN WE'LL JUST GO DOWN THE LINE.

>> ARE YOU SURE YOU DON'T WANT TO START WITH ALAN?

>> WE CAN, IF YOU WANT ME TO. THAT'S FINE.

TRUSTEE BRUMSTED, IF YOU'D LIKE TO START.

>> SURE. I GUESS WHEN I LOOK AT THIS LIST OF THINGS, WHAT RISES TO THE TOP FOR ME IS EMPLOYEE HOUSING, SIMPLY BECAUSE WITHOUT EMPLOYEES, WE HAVE NO DISTRICT, I GUESS.

[LAUGHTER] THEY ARE THE BACKBONE OF THIS DISTRICT.

I JUST FEEL THAT IF THERE'S SOMETHING WE COULD DO THAT WOULD BE A SITUATION WHERE WE WIND UP WITH MULTIPLE HOUSES OR APARTMENTS OR SOMETHING, THAT WOULD BE THE BEST.

I KNOW WE HAVE PROPERTIES AROUND.

I DON'T KNOW THE LEGALITIES OF SELLING PROPERTIES AND USING THAT MONEY, OR WHETHER WE COULD TRADE, USE THE PROPERTIES AND TRADE, OR WORK ON THINGS IN CONJUNCTION WITH SOMEBODY LIKE THE COUNTY OR THE TOWN BECAUSE I'M SURE THEY HAVE SIMILAR HOUSING ISSUES.

BUT FOR ME, THAT RISES TO THE TOP.

I SUPPOSE SINCE MY DAUGHTER, SHE'S 42 THIS YEAR, WAS IN THE FIRST CLASS THAT ENTERED THE MIDDLE SCHOOL, I THINK THAT WORK ON THE MIDDLE SCHOOL IS, IN MY MIND, THE SECOND MOST IMPORTANT ITEM.

FUNDING FOR THAT, I HAVE NO IDEA HOW WE EVEN KNOW WHAT THE STATE IS IN THIS.

IT DEPENDS, I GUESS, HOW OUR STATE FUNDING GOES IN TERMS OF NATURAL RESOURCES AND THINGS LIKE THAT.

I'M NOT SURE HOW THAT GETS FUNDED, WHETHER IT'S A BOND OR SOMETHING, BUT I DEFINITELY SEE WE NEED TO BE PUTTING THAT MIDDLE SCHOOL INTO A CYCLE OF REGENERATION.

THEN IT'S THE BUS BARN.

IS THERE SOMETHING THAT COULD BE DONE THERE THAT WOULD TIDE THIS OVER? AT SOME POINT, WE'LL GET TO IT.

BUT IS THERE SOMETHING WE CAN DO IN THE SHORT-TERM? BUILD AN EXTENSION ON THE BUILDING OR SOMETHING? [LAUGHTER] NO, SERIOUSLY, SOMETHING [OVERLAPPING] LIKE THAT TO JUST SAY, OKAY, LET'S COVER FOR THE SHORT-TERM.

COLBY DOESN'T WANT TO HEAR THAT.

THEN THE OTHERS WITH TECH CENTER AND THE FIELD HOUSE, ARE DOWN THERE, IN MY MIND.

THEN OTHERS ARE MUCH BETTER VERSED IN FUNDING.

I JUST WONDER ABOUT, LIKE I SAID, THE PROPERTIES THAT WE HAVE.

I'M NOT AWARE OF ALL OF THEM, THE TRADES THAT COULD BE DONE, THE SALES THAT COULD BE DONE.

>> TRUSTEE SCARLETT?

>> HIGH PRIORITY, FOR ME, IS THE MIDDLE SCHOOL 6TH GRADE POD.

WE'RE GOING TO SEE GROWTH AS OUR STUDENT POPULATION CONTINUES TO GROW, AND I THINK THE CROWDING IS UNACCEPTABLE AS IT IS.

[01:10:01]

WE'RE DOING SOMETHING, BUT I'M WORRIED THAT WE'RE JUST PUTTING LIPSTICK ON A BIGGER ISSUE; EMPLOYEE HOUSING, I'VE NEVER SEEN IT LIKE THIS.

I THINK WE NEED TO HAVE A BIGGER CONVERSATION AND A BIGGER STUDY TO KNOW WHAT WE SHOULD GET.

WE DIDN'T DO BUILD HOUSING, BUT IS IT THE RIGHT NEXT? WHETHER OR NOT IT'S A SPET ISSUE RIGHT NOW, I DON'T KNOW.

I THINK 6TH GRADE POD COULD BE THE SPET ISSUE.

I ALWAYS LIKED THE CAREER TECH CENTER IDEA.

I'VE ALWAYS ALSO LIKED THE THOUGHT OF THE ALTERNATIVE SCHEDULE MIDDLE AND HIGH SCHOOL FOR WINTER SPORTS PARTICIPANTS, OTHERWISE THE STUDENTS ARE LUMPED TOGETHER.

THEN THE FIELD HOUSE, I THINK, WOULD BE A TREMENDOUS ASSET FOR THIS COMMUNITY TO HAVE, AND IT SHOULD BE A SPET ISSUE IN THE COMMUNITY IF WE MOVE FORWARD WITH THAT.

>> TRUSTEE TESKE.

>> WELL, LET ME BEGIN BY ANSWERING SOME OF THE ALAN'S COMMENTS, IF I MAY.

I PERSONALLY WOULD NOT RECOMMEND US SELLING ANYTHING BECAUSE ANYTHING THAT WE ACQUIRED.

AFTER 397, PROFITS FROM THAT SALE WOULD HAVE TO GO BACK TO THE STATE.

THAT WOULD TAKE THAT OFF THE TABLE FOR ME.

I WAS QUITE HOPEFUL WITH THE RECENT ANNOUNCEMENT ON THE NUCLEAR POWER PLANT BEING PUT SOME PLACE IN THE STATE TO TAKE YOUR POINT ABOUT NATURAL RESOURCES IS, [INAUDIBLE] IS REALLY THE FIRM THAT HAS FUNDED SCHOOL BUILDINGS.

I WAS HOPEFUL THAT THAT WOULD SUBSTITUTE IN TO TAKE THAT, AND I HAVE BEEN CORRECTED AND TOLD THAT THE REVENUES GENERATED FROM THAT WILL GO DIRECTLY INTO THE GENERAL FUND FOR THE STATE.

SO WE WILL NOT BE BENEFACTORS OF THAT.

SOME OF THE THINGS THAT I THINK ABOUT, MR. CHAIR, ARE, WITH SPET, THERE'S A CASH-FLOW ASSOCIATED WITH IT.

HOW DOES THIS WORK? BECAUSE WE CAN'T BORROW MONEY.

DO WE JUST HAVE TO SIT ON IT FOR THREE YEARS AND WAIT UNTIL WE GET A BUNCH? HOW DOES IT WORK THAT WE GET MONEY AS THAT'S COMING AVAILABLE? I THINK ONE OF THE THINGS THAT NEEDS TO DISCUSSED PRETTY HEAVILY AND DETERMINED IS THIS WHOLE RENT VERSUS BUY THING.

I'VE TALKED TO SEVERAL OF YOU, AND SEVERAL OF YOU HAVE SAID WE NEED TO PROBABLY DO BOTH, BUT WHAT DOES IT LOOK LIKE IN TERMS OF THE MIXTURE? I'M VERY ANXIOUS.

YOU GUYS, WE HAVE A HUGE OPPORTUNITY BECAUSE WE ACTUALLY DO HAVE DIRT, WE HAVE A COUPLE OF DIFFERENT SITES WHERE WE COULD BUILD SOMETHING, AND SO HOW DO YOU INITIATE A PUBLIC-PRIVATE PARTNERSHIP OR GET SOMETHING WORKING ON THAT? THEN PROBABLY FIRST DO THAT WHOLE PECKING ORDER OF THINGS, AND I GUESS YOU'VE GOT TO HAVE SOME DRAWING OR SOMETHING TO START, BUT WHAT ARE THE INFRASTRUCTURE COSTS GOING TO LOOK LIKE ON THAT PIECE OF DIRT? THE LAST TWO DAYS, I'VE BEEN ON NSBA CALLS FOR ADVOCACY INSTITUTE, AND TODAY, ONE OF THE SPEAKERS BROUGHT UP THAT THERE WAS FEDERAL HOUSING DOLLARS AVAILABLE.

THEY WERE TALKING ABOUT TEACHER SHORTAGES AND THEY WERE TALKING ABOUT FEDERAL HOUSING DOLLARS BEING AVAILABLE.

WE SHOULD LOOK INTO THAT AND SEE, IS THERE SOMETHING THAT WE CAN TAP INTO THAT WOULD BE HELPFUL? I'M WITH BILL, I AM 100 PERCENT IN SUPPORT OF THE WHOLE CAREER TECH THING.

I THINK THAT THAT'S A REALLY, REALLY IMPORTANT THING, PARTICULARLY AS WE'RE HAVING OUR DISCUSSIONS, AROUND PROFILE OF THE GRADUATE GROUP, AND IN GETTING THESE KIDS READY FOR THE FUTURE.

THANKS.

>> TRUSTEE CARLIN.

>> IT BECOMES A BROKEN RECORD.

[LAUGHTER] I THINK EMPLOYEE HOUSING NEEDS TO BE SOMETHING THAT WE ARE PUTTING RIGHT IN FRONT OF US AND CREATING SOME TYPE OF MASTER PLAN, AND HOW WE FUND THAT I DON'T KNOW, BUT I DO THINK THAT IT IS CRITICAL.

THERE ARE OPPORTUNITIES FOR PEOPLE WHO, IN OTHER COMMUNITIES WHERE YOU COULD PURCHASE A HOME, AGAIN, HAVE QUITE A NICE LIFE THAT YOU CAN'T HAVE HERE.

WE NEED TO GO BACK TO THE DRAWING BOARD,

[01:15:04]

SO TO SPEAK, NOT THAT WE HAVEN'T BEEN, BUT WE COULD, POTENTIALLY.

SO THAT WAS SOMETHING I THINK IS REALLY IMPORTANT.

THE FIELD HOUSE, I THINK IS SUPER COOL AND IT'S NOT SOMETHING I'M DRIVEN BY, BUT I DO AGREE THAT IF WE DO WANT TO PURSUE THAT, THAT IT NEEDS TO BE SOMETHING THAT WE PURSUE WITH THE COMMUNITY BECAUSE JUST TODAY WE'VE RECEIVED TWO LETTERS FROM COMMUNITY ORGANIZATIONS SUPPORTING A FIELD HOUSE BECAUSE THEY WANT TO USE IT.

IT WOULD BE A COMMUNITY RESOURCE, NOT JUST FOR TETON COUNTY AND IT NEEDS TO BE FUNDED THAT WAY.

THAT'S WHAT I HAVE TO SAY ABOUT THAT.

I'M INTRIGUED BY THE CAREER-TECH CENTER, MOSTLY BECAUSE I THINK WE'VE HAD THIS PENDULUM GO AND WE'RE SO FOCUSED ON IT BEING COLLEGE-READY.

I'M NOT JUST TALKING ABOUT OUR DISTRICT, BUT JUST IN GENERAL.

I THINK THAT THE TRADES NEED PEOPLE.

I JUST THINK IT'S IMPORTANT TO FOCUS ON THAT, AND THAT IT'S ANOTHER AVENUE FOR REACHING ADULTHOOD AND BEING ABLE TO PARTICIPATE IN YOUR COMMUNITY AND HAVE A FAMILY AND ALL THOSE KIND OF THINGS.

I JUST THINK THAT WE NEED TO SPREAD OUT THE OPTIONS AND REALLY BUILD IT UP SO THAT IT'S SOMETHING AMAZING.

IF WE DO SOMETHING LIKE THAT, THAT IT'S SOMETHING AMAZING, SO KIDS ARE LEAVING REALLY READY TO KNOCK IT OUT OF THE PARK IN THE TRADES.

>> TRUSTEE ZUNG.

>> I REALLY DO THINK THE HOUSING SITUATION IS VERY DIRE RIGHT NOW.

I [INAUDIBLE] SUPPORT THAT LONG RANGE AND SHORT RANGE.

I THINK WE NEED SOME STRATEGIES FOR EVEN SHORT RANGE BECAUSE I THINK I ALMOST FEEL LIKE, AS KATE SAID A COUPLE OF MEETINGS AGO, THAT WE'RE REALLY BEHIND THE EIGHT BALL.

I THINK THE HOUSING SHORTAGE IS ACTUALLY NOT UNIQUE TO TETON COUNTY, IDAHO, OR WYOMING, SORRY.

[LAUGHTER] BUT IT'S ACROSS THE NATION AND IT'S A SUPPLY CHAIN ISSUE WITH COVID AND EVERYTHING ELSE, BUT IT'S BEEN EXASPERATED HERE.

I THINK IT'S AFFECTING US NOW, MOST PEOPLE ARE TRYING TO HIRE RIGHT NOW.

I AM A LITTLE CONCERNED ABOUT HER PUTTING THIS OFF FOR A SPET OR WHATEVER THAT THINGS AREN'T GOING TO GET OUT OF THE GROUND FIRST OF ALL FOR SEVERAL YEARS, AT LEAST FOUR OR FIVE YEARS.

THE OTHER THING I WOULD LOOK AT IS EXPANDING THE CLASSROOM SPACE AND [INAUDIBLE] BRINGS BENEFIT TO OUR STUDENTS AND EDUCATION, AND FOR THE MONEY, I WAS LOOKING THROUGH THE DOCUMENTS, I DIDN'T SEE [INAUDIBLE] FOR DOLLAR VALUES FOR ALL OF THESE.

[INAUDIBLE] WITH THE FIELD HOUSE [INAUDIBLE] RANGE.

THE MIDDLE SCHOOL 6TH GRADE POD, ESPECIALLY BENEFITING OUR YOUNGER KIDS I THINK IS IMPORTANT.

THEN THE FIELD HOUSE, I AGREE THAT IT SOUNDS LIKE IT WOULD ALSO NOT ONLY PROVIDE BENEFIT TO THE COMMUNITY AND FOR THE SPORTS, WHICH IS ALSO VERY IMPORTANT FOR OUR KIDS AND THEIR DEVELOPMENT, BUT ALSO TO FREE UP SPACE IN THE HIGH SCHOOL AS WELL.

AS FAR AS SPET, IT DOES SEEM LIKE FIELD HOUSE BECAUSE THERE'S GOING TO BE SOME COMMUNITY BENEFITS OF THAT, [INAUDIBLE] I THINK MAYBE EVEN THE MIDDLE SCHOOL COULD BE AN OPTION THERE.

I GUESS THOSE ARE THE ONES THAT ARE JUMPING OUT AT ME.

>> TRUSTEE MEAD.

>> YEAH. I'M PRETTY SURE WE CAN WALK AND CHEW GUM AT THE SAME TIME.

I THINK WE NEED TO WORK ON THE HOUSING, BUT I THINK THE 6TH GRADE POD IS REALLY IMPERATIVE TO HAVE BECAUSE 6TH-GRADERS HAVE EQUITY IN EDUCATION.

I THINK WE GOT MOSTLY PLANNED SO WE'RE IN A GOOD POSITION TO MOVE FORWARD WITH THAT MORE QUICKLY THAN SOME OF THE OTHER THINGS, WHICH WE'RE NOT REALLY SHOVEL-READY FOR.

YEAH, WE'VE GOT TO HAVE HOUSING.

THANKFULLY, LIKE JANINE SAID, WE HAVE LAND, SO IT'S REALLY A MATTER OF DOING THE PLANNING WORK TO SEE WHAT IT'S GOING TO COST INFRASTRUCTURE-WISE TO,

[01:20:02]

SAY, PUT UNITS ON JEAN STREET.

OBVIOUSLY, THE INFRASTRUCTURE IS RIGHT THERE, SO TO PUT UNITS THERE WOULDN'T BE THAT HARD.

THE TOWN HAS ALREADY SET THE PRECEDENCE OF THE THREE OR FOUR STORES.

IT WOULD PRESENT AN OPTION FOR US TO DO RENTALS OR SOME OTHER KIND OF OWNERSHIP, MUCH IN THE SAME WAY THAT THOSE GUYS DID BEHIND THE FOREST SERVICE BUILDING RIGHT NEXT DOOR.

ALSO, WE HAVE THAT PROPERTY DOWN AT MUNGER MOUNTAIN ELEMENTARY SCHOOL, THAT WOULD SERVE TO PROVIDE HOUSING FOR A LOT OF PEOPLE DOWN THERE.

I THINK THAT IT'S GOT TO BE OUR PRIORITY, BUT I DO THINK THE 6TH GRADE POD IS REALLY ESSENTIAL IN THE FUTURE.

THINGS LIKE A STADIUM PRESS BOX AND STANDS, WHILE WE NEED THEM, THAT IS A REAL OPPORTUNITY FOR THE FUND FOR PUBLIC EDUCATION TO RAISE MONEY FOR THAT.

IN MANY COMMUNITIES ACROSS THE NATION, YOU HAVE YOUR BOOSTERS CLUB OR YOUR FUNDS FOR PUBLIC EDUCATION GOING AHEAD AND RAISING FUNDS FOR SOME OF THE THINGS THAT AREN'T FRONT AND CENTER TO THE SCHOOL DISTRICT, BUT ARE DEFINITELY NEEDED AND CAN BE FUNDRAISED FOR PRETTY QUICKLY, AND PEOPLE CAN GET BEHIND, PARTICULARLY THOSE WHO HAVE KIDS IN SPORTS.

I'M WITH ALAN. I THINK THE BUS BARN, WE PROBABLY CAN DO AN ADD ON SO THEY CAN GET THE WHOLE BUS IN THE WARD WHERE THEY PUT IT TO REPAIR IT, RATHER THAN SPEND A LOT OF OUR RESOURCES ON A BIG NEW BUS BARN.

I'M ALWAYS REMINDED OF THE PINEDALE EXAMPLE AND THEIR MASSIVE BUS BARN AND BUS-WASHING FACILITY THAT THEY BUILT WITH STATE FUNDS.

I THINK WE HAVE SOME OPPORTUNITIES TO DO PRIVATE FUNDRAISING, BUT I THINK PROBABLY EITHER DOING BONDING FOR A COMBINATION OF THESE PROJECTS AS WELL, OR A SPET TAX PACKAGE LIKE OUR CHAIRMAN HAS SUGGESTED, IS THE WAY WE SHOULD GO ABOUT MOVING FORWARD ON THIS.

THE FIELD HOUSE, TRUSTEE SCARLETT WILL TELL YOU THAT WHILE THERE'S A LOT OF ENTHUSIASM ABOUT A NEW FIELD HOUSE, WE'RE NOT SEEING ANY OF THESE GROUPS COMING UP WITH ANY MONEY BUT THEY WANT DESIGNATED SPACE.

I THINK PERHAPS WE COULD SELL IT BY SAYING, "IF YOU PUT IN THIS MUCH MONEY, YOU'LL GET FIRST DIBS ON INDOOR SOCCER FIELDS FOR X NUMBER OF YEARS" OR SOMETHING LIKE THAT.

BUT SINCE IT WILL BE A COMMUNITY ASSET, IT SEEMS TO ME LIKE IT OUGHT TO BE CONTRIBUTED TO BY ALL THESE DIFFERENT ORGANIZATIONS WHO WANT TO USE IT, AND NOT JUST IN THE FORM OF RENTING LIKE WE DO NOW, RENT FIELDS OR RENT TIME, BUT ACTUALLY PUT IN CAPITAL CONTRIBUTIONS TO MAKE THIS HAPPEN FOR OUR COMMUNITY.

THAT'S MY TWO CENTS ON ALL THIS.

>> MY TWO CENTS. JUST BACK ON THE SPEC, JUST FOR THOSE THAT ARE FAMILIAR WITH IT AS MUCH.

WHAT I REALLY LIKE ABOUT SPEC IS, IT'S THE VOTERS DECIDING WHAT THEY SEE AS THE PRIORITY.

YOU CAN ACTUALLY DO SOME BUNDLING, YOU COULD PUT THE FIELD HOUSE AND THE STADIUM TOGETHER INTO ONE BALLOT QUESTION.

[NOISE] ANOTHER BALLOT QUESTION COULD JUST BE THE HOUSING, ANOTHER BALLOT QUESTION COULD JUST BE THE SIXTH GRADE POD, ANOTHER BALLOT QUESTION COULD JUST BE THE CAREER TECH.

THAT WAY THE VOTERS GO DOWN AND THEY GO, I REALLY LIKE THE IDEA OF THE SIXTH GRADE POD.

I DON'T LIKE THE IDEA OF THE CAREER TECH, AND THE VOTERS LET YOU KNOW THAT BY THEIR VOTES, OR THEY SAY, BOY, THE SCHOOL DISTRICT'S ASKING FOR WAY TOO MUCH, I'M ONLY GOING TO VOTE FOR THE HOUSING ONE AND NOT FOR THE OTHERS.

THAT'S WHAT I ALWAYS LIKE ABOUT SPEC, IS THAT IT'S NOT [NOISE] THE BOARD MAKING THE DECISION, IT'S THE ACTUAL VOTERS MAKING THE DECISION AS TO WHAT'S IMPORTANT, WHAT'S NOT.

[01:25:01]

NOW, I DO THINK IT'S OUR JOB TO NARROW IT DOWN THE LIST A LITTLE BIT AND TO GIVE GOOD REASONS AS TO EACH ONE.

THAT'S WHY I LIKE SPEC.

THE OTHER THING I LIKE ABOUT SPEC IS THEY DO ALLOW REVENUE BONDS.

THERE'S TWO DIFFERENT TYPES OF BONDS.

THERE'S GO BONDS, WHICH ARE GENERAL OBLIGATION BONDS, AND THEN THERE'S REVENUE BONDS.

WHAT A GO BOND IS, IS WHERE YOU ACTUALLY GO TO THE VOTERS LIKE IDAHO DOES.

WE HAVE THAT POWER HERE IN WYOMING TOO, BUT WE DON'T DO IT AS MUCH, WHERE YOU ASK VOTERS TO VOTE ON BOND.

THE OTHER WAY OF DOING IT IS IF YOU ALREADY HAVE A DEDICATED REVENUE SOURCE, IT DOESN'T GO TO A VOTE OF THE PEOPLE.

YOU ISSUE A BOND IN THAT AMOUNT AND THE REVENUE THAT IS FROM THE SPEC PAYS THAT AMOUNT BACK.

WHAT YOU DO IS IF YOUR SPEC BALLOT PASSED IN AUGUST OF 2022, YOU COULD INSTANTLY THEN TURN AROUND AND ISSUE BONDS IN THAT SAME AMOUNT.

YOU'D HAVE THE MONEY ALREADY IN YOUR POCKET TO PAY BACK THE BONDS, IT'S AS THE SPEC REVENUE COMES IN THREE YEARS LATER, IT PAYS BACK THE BOND.

SO THERE IS A WAY TO DO SPEC PROJECTS, AND THE COUNTY'S DONE THIS A FEW TIMES WITH THINGS THEY WANTED TO GET DONE VERY QUICKLY, ISSUE REVENUE BONDS.

THAT'S THE OTHER THING I LIKE ABOUT IT, IS YOU GET YOUR MONEY QUICKLY AS, I THINK A FEW OF YOU EVEN MENTIONED, WE NEED TO HURRY AND DO SOMETHING, AND WAITING TILL END OF 2022 SEEMS LIKE A LONG WAYS AWAY, BUT THAT'S ACTUALLY REALLY DARN FAST.

MY THOUGHT IS I THINK WE NEED ONE OF OUR FIRST STEPS TO ASK THE SUPERINTENDENT TO LOOK INTO IS FINDING SOMEONE TO HELP US.

I DON'T KNOW WHAT THAT LOOKS LIKE, BUT I THINK TRUSTEE SCARLETT SAID IT, LIKE TRUSTEE [INAUDIBLE] SAID IT, WHAT IS THE RIGHT MIX? I DON'T KNOW, A LOT OF THESE THINGS I JUST DON'T KNOW.

>> HOUSING.

>> HOUSING. I'M SORRY, I MOVED DOWN TO HOUSING IN MY MIND.

[LAUGHTER] [BACKGROUND] WHAT THE RIGHT MIX IS FOR HOUSING, IS IT RENTALS, IS IT OWNERSHIP? I LEAN TOWARD RENTALS.

THAT'S HOW MY MIND WORKS, BUT WHAT'S THE RIGHT MIX FINANCIALLY? BECAUSE THE COUNTY HAS DONE A LOT OF PROJECTS LIKE I THINK IT BROKE TOO, WHERE THE PEOPLE WHO BUY IT, YOU TAKE THAT MONEY, AND THAT ACTUALLY HELPS PAY FOR A LOT OF IT, A LOT OF THE INFRASTRUCTURE.

THEN JANINE BROUGHT UP A GOOD QUESTION AS TO, WELL, HOW DO YOU PAY FOR THE INFRASTRUCTURE? FORGET ABOUT JUST THE HOUSING, THE STREETS, THE SEWER LINE, THE ELECTRICAL LINE, WHATEVER IT IS, AND I THINK WE NEED SOMEBODY TO HELP US WITH THAT.

WE ALSO NEED SOMEONE TO JUST DO SOME PRELIMINARY DRAWINGS, WE HAVE ABOUT FOUR DIFFERENT PIECES OF PROPERTY IN MY MIND, MIDDLE-SCHOOL PROPERTY WHERE THERE'S PRESENTLY A HOUSE SITTING THERE, IT'S RIGHT ON THE ROAD.

>> [INAUDIBLE]

>> YEAH, THAT'S A NICE SPOT THAT WE COULD REALLY DEVELOP.

I THINK THAT WOULD BE AN EXCELLENT SPOT.

I LOVE THE GENE STREET PROJECT BECAUSE YOU GET TO KEEP THE FIELDS.

I LIKE KEEPING THOSE FIELDS, BUT THEN YOU JUST TAKE THAT SECTION ALONG GENE STREET AND BUILD SOME HOUSING ALONG THERE, YOU CAN BUT SOME HIGH DENSITY THERE.

THEN OF COURSE, MONGER, AND THEN I CAN'T REMEMBER IF THE VILLAGE WERE ALLOWED TO BUILD. MAYBE WE'RE NOT.

THAT WOULD BE A SARAH QUESTION, BUT PERHAPS FINDING SOMEONE TO HELP US TO LOOK AT EACH OF THOSE.

IS THERE SLOPE PROBLEMS AT MONGER? IS THAT A PROBLEM WORKING AT MONGER? IS THE GENE STREET JUST SIMPLER BECAUSE YOU ALREADY HAVE THE INFRASTRUCTURE ALREADY THERE.

I WAS THINKING IN MY MIND, YOU FIND SOME PREFABS AND YOU START PUTTING THEM IN THERE AND GET IT DONE.

HOUSING TO ME IS PROBABLY MY HIGHEST PRIORITY.

I SHOULDN'T SAY IT'S MY HIGHEST.

I STILL LIKE TO KEEP PUTTING ALMOST ALL OF THEM ON THE BALLOT BECAUSE I REALLY THINK THE SIXTH GRADE POD, IT'S TOUGH BECAUSE IT'S LIKE WHAT'S OUR MISSION? OUR MISSION IS TO EDUCATE.

YOU GOT TO HAVE THE SCHOOLS.

YOU WOULD THINK THE SCHOOL COMES FIRST, BUT AT SAME TIME, I CAN'T EDUCATE IF I DON'T HAVE ANY TEACHERS OR STAFF.

THOSE TWO TO ME REALLY GO TOGETHER, THOSE TWO ARE HAND IN HAND.

I SEE THOSE AS BOTH NEEDING A STRATEGY TO GET DONE NOW, THE SIXTH GRADE POD AND HOUSING.

I LOVE THE FIELD HOUSE, I LOVE THE STADIUM, I LOVE ALL THOSE.

TO ME THEY GO DOWN A LITTLE BIT FURTHER DOWN THE LIST.

AGAIN, MY IDEA WOULD BE YOU'D BUNDLE THAT,

[01:30:03]

LET THE VOTERS DECIDE IF THAT'S SOMETHING THEY WANT OR DON'T WANT, BUT I THINK AS FOR TODAY, BECAUSE I THINK WE'VE ALL BEEN LISTENING TO EVERYONE AND WHAT I WROTE DOWN WAS HOUSING.

SEEMED THE PEOPLE WERE ALL CONSISTENT, SO WE WERE ALL PRETTY CONSISTENT ON HOUSING.

WE'RE ALL PRETTY CONSISTENT ON THE SIXTH GRADE POD, AND THEN FROM THERE IT BREAKS UP A LITTLE BIT.

CAREER TECH GOT A LOT OF MENTIONS, THAT WAS A BIG ONE TO A LOT OF PEOPLE, AND THEN OF COURSE, THE OTHER ONES ARE IMPORTANT BUT MAYBE NOT AS IMPORTANT.

BUT I THINK THE NEXT QUESTION, MAYBE JUST TO OPEN IT UP TO EVERYBODY, IS, WHAT DOES EVERYONE HERE NEED BY NEXT MEETING IN JULY TO HELP THEM FORMULATE A STRATEGY? WHAT TYPE OF HOMEWORK COULD WE ASK GILLIAN FOR? DO WE NEED A CONTRACT WITH SOME PEOPLE? DO WE NEED TO JUST DO SOME HOMEWORK? THOUGHTS ON THAT, WHAT KIND OF INSTRUCTION WOULD YOU LIKE TO GIVE TO THE STAND?

>> TO ME, PROBABLY ONE OF THE FIRST AND FOREMOST IS, AND I THINK JENNIFER SAID IT AS WELL, IS WHAT DOES SOME OF THIS STUFF COST? WHAT ARE WE TALKING ABOUT HERE? I DO HAVE A [NOISE] SUGGESTION, HOWEVER, ON THE SCHOOL [INAUDIBLE] GILLIAN, WE MIGHT GO TALK TO JOHN [INAUDIBLE] AT ST. JOHN'S.

JOHN, I TALKED TO HIM IN THE PAST, BUT IT WAS A REALLY LONG TIME AGO.

JOHN HAS A LOT OF EXPERIENCE WITH THAT.

>> [OVERLAPPING] TWO MEETINGS AGO, THE FUND FOR PUBLIC EDUCATION [INAUDIBLE] TAKE SOME OF THE FUNDS FROM THE SNAKE RIVER SPORTING CLUB FUND, AND I THINK GILLIAN HAS BEEN WORKING WITH [INAUDIBLE] [OVERLAPPING]

>> HAVEN'T DONE ANYTHING YET.

[OVERLAPPING] I WAS TALKING, BUT I HAVEN'T PAID ANYBODY. [OVERLAPPING] I HAVEN'T DONE ANYTHING.

I WAS WAITING TO HAVE THIS MEETING [OVERLAPPING] SO I'D HAVE A BETTER SCOPE FROM THE BOARD, SO I WOULD KNOW WHAT DIRECTION TO HEAD NEXT.

>> ANYWAY, I THINK WHAT YOU SAID EARLIER ABOUT HAVING A LITTLE BIT OF AN IDEA OF WHAT WE COULD DO ON EACH OF THE PARCELS AND THE COST, I THINK WOULD BE BENEFICIAL, AND I THINK THAT AS FAR AS THE HOUSING MIX, I THINK WE COULD ALSO LOOK AT, BECAUSE I THINK GILLIAN MENTIONED THAT ON AVERAGE WE'RE HIRING ABOUT 30 OR SO NEW EMPLOYEES EACH YEAR, SO I THINK PEOPLE ARE LOOKING AT HOW MANY RENTALS VERSUS OWNERSHIP, I THINK THAT SHOULD PLAY INTO THE NUMBER OF RENTALS.

I DO SUPPORT HAVING RENTALS IN ADDITION TO OWNERSHIP AND LIKE THE IDEA OF SELLING SOME OF THE UNITS TO HELP PAY FOR THE INFRASTRUCTURE COST, AND THEN KEEPING RENTAL [INAUDIBLE] EVEN THOUGH NO ONE LIKES TO BE YOUR LANDLORD, BUT I THINK THAT MIGHT BE NECESSARY, AND I DO THINK THAT HAVING A PUBLIC-PRIVATE PARTNERSHIP COULD BE STRONG BECAUSE I FEEL LIKE A SPEC BALLOT MIGHT BE STRONGER FOR THE VOTERS, AT LEAST I'M FAMILIAR KNOWING THAT MAYBE THEY'RE NOT PAYING FOR EVERYTHING, BUT THAT THEIR MONEY IS BEING PUT TOGETHER TO MAKE THIS PROJECT.

>> OTHERS' THOUGHTS ON HOMEWORK? [OVERLAPPING]

>> YES, TRUSTEE [INAUDIBLE].

>> I WOULD AGREE WITH YOU IN THAT, FOR ME, HAVING SOMEBODY WHO HAS SOME EXPERTISE, IF THEY THINK ABOUT THIS, AT LEAST HAVE A CONVERSATION WITH US OR PROVIDE US WITH SOME THOUGHTS ABOUT HOW THEY THINK THE BEST WAY TO MOVE FORWARD.

>> WELL, LET ME JUST THROW OUT A BLUNT QUESTION, MIGHT BE A LITTLE CONTROVERSIAL.

DOES ANYONE HAVE ANY SUGGESTIONS AS TO A PARTICULAR FIRM? I KNOW CHRISTINE WALKER HAS A COMPANY THAT DOES THIS, THE HOUSING TRUST DOES THIS TYPE OF STUFF.

THERE'S ARCHITECTS, THERE'S ENGINEERS IN TOWN.

IT SOUNDS LIKE THE SUPERINTENDENT POTENTIALLY HAS SOME FUNDS FROM THE FUND FOR PUBLIC EDUCATION SHE COULD SPEND.

ANY THOUGHTS ON WHO WE COULD PARTNER WITH TO ASSIST US?

>> PEOPLE, WHAT'S GONE THROUGH MY MIND IS GILLIAN HAS THIS GROUP SHE'S ASSOCIATED WITH OF ALL THE RESORT TOWN SUPERINTENDENTS.

SHOULD SHE MAYBE CONTACT THEM? SOME OF THOSE DISTRICTS HAVE EXACTLY THE SAME ISSUE WE DO, AND MAYBE SHE COULD CONTACT THEM AND GET SOME FEEL.

MY BIAS TOWARDS PURCHASING IS THEN PEOPLE STAY, IT'S MORE OF A LONGEVITY THING THAN RENTING, BUT I'M SURE SOME OF THESE OTHER RESORT TOWNS HAVE A LOT MORE EXPERIENCE THAN WE DO IN TALKING [OVERLAPPING] ABOUT WHAT WE'RE TALKING ABOUT.

>> MR. CHAIR.

[01:35:08]

>> HAVING PROJECTS, WE HAVE BEEN WORKING WITH PRIVATE DEVELOPERS, WORKING WITH PUBLIC ENTITIES, AND WITH THOSE OPTIONS WERE THERE.

>> KRISTIE MEED.

>> OVER THE YEARS, THE SCHOOL DISTRICT HAS LOOKED AT VARIOUS PIECES OF PROPERTY, THE MIDDLE SCHOOL PROPERTY, NOT SURE ABOUT JEAN STREET AND WE HAVE ALSO GOT SOME DATA ON THE TETON VILLAGE PROPERTY.

I THINK IT'D BE GREAT TO PULL OUT WHATEVER WE HAVE DONE BEFORE SO THAT WE DON'T REMAKE THE WHEEL OR HIRE SOMEBODY TO REMAKE THE WHEEL.

THAT'S ONE PLACE WE CAN START IS JUST PULLING OUT ON THE PLANS THAT WE'VE HAD IN THE PAST BECAUSE THERE ARE A FAIR NUMBER OF THEM OUT THERE THAT WE'VE LOOKED AT OVER A LONG PERIOD OF TIME AND JUST DIDN'T MOVE ON IT.

YOU MIGHT WANT TO DO THAT FIRST.

I AGREE WITH JANINE THAT THERE ARE OTHER PLACES WHO HAVE LOOKED AT THE, EVERY TIME THE COUNTY COMMISSION HAS DECIDED TO CHANGE RULES IN THE RURAL ZONE, THEY PULL UP THE ASPEN TOWN PLAN.

[LAUGHTER] IT'S TRUE THAT SOME OF THESE RESORT COMMUNITIES HAVE DEALT WITH THIS BEFORE AND MAYBE HAVE APPROACHED IT IN A DIFFERENT WAY THAN TETON COUNTY, IT MIGHT BE GOOD TO KNOW THAT.

YOU KNOW THE FELLOW WHO WORKED FOR US, WHO WAS THE OWNER'S REP ON MUNGER MOUNT ELEMENTARY SCHOOL [OVERLAPPING]. PARDON ME?

>> JD SIMMONS?

>> I THINK SO. YEAH.

>> YES.

>> SOMEBODY LIKE THAT WHO DOES ESTIMATING AND THINGS LIKE THAT MIGHT BE ABLE TO GIVE US A LITTLE GUIDANCE.

HE WAS A GUY WHO CAME IN AND BROUGHT US IN WAY BELOW BUDGET AND IN A REALLY QUICK FASHION AND WE HAVE HAD A RELATIONSHIP WITH HIM BEFORE.

MAYBE HE WOULD BE HELPFUL, MAYBE HE WOULD RECOMMEND SOMEBODY ELSE TO DO IT.

JEN MAY KNOW PEOPLE IN HER FIELD OR DIANA WHO COULD TAKE A LOOK AT SOME OF THIS STUFF.

BUT I DO THINK WE SHOULD PULL OUT ALL THE PLANS THAT WE'VE DONE ON ALL THESE PARCELS IN THE PAST BEFORE WE FORGET ABOUT THEM.

[LAUGHTER].

>> MORE ON HOUSING BEFORE WE MOVE ON [OVERLAPPING].

>> GET SOME CLARIFICATION FROM JANINE, IN TERMS YOU'D SAID ABOUT SELLING IT THAT IT WOULD GO INTO THE GENERAL FUND.

ARE THERE OTHER OPTIONS IN TERMS OF TRADING OR ANYTHING LIKE THAT THAT CAN BE DONE OR IS IT JUST IF THAT'S THE [OVERLAPPING].

>> NO RESTRICTION ON TRADING.

BUT IF YOU SELL AND MAKE A PROFIT, ANY PROFIT THAT YOU MAKE GOES BACK TO THE STATE.

>> BUT YOU COULD, I MEAN, [NOISE] HELD OUT THERE SAYING DOES IT HAVE TO BE LIKE A LAND FOR A LAND TRADE?

>> YES.

>> YOU'D HAVE TO TRADE LAND FOR LAND?

>> IT'S ALL [OVERLAPPING]

>> YOU TRADE LAND FOR CASH.

[LAUGHTER] [OVERLAPPING]IT'S MORE THAN A PURCHASE, I SWITCHED CASH FOR THE LAND.

[LAUGHTER] [OVERLAPPING]

>> LET'S TALK ABOUT 6TH GRADE POD FOR A MINUTE.

WE PRETTY MUCH HAVE REALLY GOOD DESIGNS.

WE HAVE ESTIMATES.

IT'D BE NICE TO GET MAYBE THE NUMBERS UPDATED SO WE KNOW WHAT WE'RE REALLY TALKING ABOUT.

[OVERLAPPING] WAS EVERYONE PRETTY CONSISTENT WITH [OVERLAPPING] IF WE'RE DOING SOMETHING THAT WE WOULD DO SOMETHING WITH THIS 6TH GRADE POD?

>> MR. CHAIR, YES. WHAT I REALLY LIKE ABOUT THAT DESIGN AND I ALWAYS HAVE THE DESIGN IT IS, IT ADDS SPACE CURRENTLY TO AN OLDER BUILDING.

BUT THERE IS A BUILD-OUT PLAN SO THAT EVENTUALLY YOU COULD REPLACE THE OLD BUILDING WITH OTHER PODS.

AGAIN, THOSE PODS WILL BE FLEXIBLE SO EITHER ON PAPER AS SIXTH, SEVENTH, EIGHTH GRADE PODS.

THEY COULD IN FACT BE ONE COULD BE SORT OF STEAM FOCUSED BUILDING AND ONE COULD AN ARTS FOCUS BUILDING, AND YOU COULD DO ALL SORTS OF THINGS.

I'M NOT SUGGESTING THAT'S WHAT WE WOULD DO, BUT THEY ARE FLEXIBLE.

SO I THINK IT'S A GREAT LONG-RANGE PLAN FOR A BUILDING THAT SEEMS TO BE AGING.

[01:40:03]

>> ANYBODY NEED BEFORE NEXT MEETING IN JULY, ANYTHING THEY ARE EXPECTING TO SEE IN REGARDS TO THE 6TH GRADE POD AND THE HOMEWORK THAT WE COULD DO BETWEEN NOW AND JULY? OKAY. LET'S TALK ABOUT THE CAREER VO-TECH CENTERS.

>> DO YOU HAVE A DRAWING OF THAT TOO, ANDREA?

>> WE DO. I'LL JUST SAY THIS.

>> SURE.

>> I THINK WE SHOULD ALL BE EMBARRASSED.

MAYBE THIS IS WHY OUR KIDS WIN IN THESE CULINARY CONTESTS [LAUGHTER].

THEY'RE USED TO USING HOTPLATES AND EASY BAKE OVENS.

I DON'T KNOW [LAUGHTER]

>> JUST LIKE THE [INAUDIBLE] [LAUGHTER]

>> WE SHOULD BE EMBARRASSED WE LIVE IN A TOWN WHERE CULINARY IS SO VALUED AND OUR KIDS HAVE SUCH A CRUMMY FACILITY TO DO IT.

>> WE DO HAVE TO TURN KIDS AWAY BECAUSE OF THE FACILITY THAT WE USE.

THE OTHER BENEFIT I'D SAY TO ADDING WHETHER IT'S THE FIELD HOUSE OR THE CAREER TECHNICAL CENTER IN THE INTERIOR OF THE BUILDING.

IT MEANS THAT FREES UP CLASSROOM SPACE FOR THE INTERIOR OF THE BUILDING.

SO WEIGHTS, AND CULINARY, AND TRAINING AND CLASSROOMS. THOSE CAN BE REFURBISHED.

WE REALLY PROBABLY NEED TO LOOK AT A SECURE VESTIBULE AT THE HIGH SCHOOL, ENTERING THE BUILDING THERE'S REALLY NOT A WAY THAT YOU CAN [OVERLAPPING].

>> WE ALREADY COVERED LIST AND NOW YOU ARE ADDING TO MY LIST.

[OVERLAPPING] [LAUGHTER].

>> MY HOMEWORK LIST IS LIKE THREE PAGES.

SO I FIGURED I'D GIVE MYSELF SOME HOMEWORK [LAUGHTER]. EXTRA CREDIT.

>> LET'S TAKE A SMALL BREAK.

LET'S TALK ABOUT THE SECURITY VESTIBULE OF THE HIGH SCHOOL.

IS THAT SOMETHING THAT SHOULD PERHAPS BE ADDED TO THE LIST OF OUR DISCUSSIONS? I THINK MOST OF US HAVE ENTERED INTO THE HIGH SCHOOL.

I THINK WE'RE ALL FAMILIAR WHAT THE PROBLEM IS, YOUR LONG WAYS FROM THE OFFICE.

IT'S NOT THE MOST SECURE WAY TO ENTER A BUILDING.

>> I DON'T WANT TO TELL YOU THIS BUT THAT IS NOT THE ONLY ONE SHE WANTS TO DO.

SHE ALSO [INAUDIBLE] WATSON.

>> WATSON.

>> IS THAT SOMETHING EVERYONE WE'D LIKE TO AT LEAST ADD TO THE LIST FOR THE SAME?

>> MR. CHAIR. YOU SAW AS WE'RE THINKING ABOUT THIS, LET'S SAY WE'RE THINKING ABOUT A FIELD HOUSE, OR THE CAREER, OR TECH BUILDING.

THAT GOES HAND IN HAND WITHIN RECONFIGURING WHAT IS LEFT BEHIND IN HIGH SCHOOL.

THAT SEEMS TO ME THAT YOU WOULD HAVE TO [OVERLAPPING] SO THAT YOU'RE NOT JUST MOVING OUT AND LEAVING ALL THESE PROJECTS THAT THERE'S NO FUNDS FOR IT.

>> SO WHAT WE'VE DISCUSSED, THE FIELD HOUSE FOR NOW ON WE WILL INCLUDE THE SECURITY.

IS THERE ANY HOMEWORK OR ANYTHING THAT YOU EXPECT TO SEE IN JULY IN REGARDS TO THE FIELD HOUSE SECURITY VESTIBULE OR REMODEL OF THE HIGH SCHOOL THAT WE SEEM TO BE BUNDLING TOGETHER NOW? [LAUGHTER] WE HAVE NUMBERS. YEAH.

>> I THINK IT WON THE 6TH GRADE POD TO SECURE THE VESTIBULE ISN'T THE SAME THING.

>> OKAY.

>> IN MY OPINION, AND I KNOW IT'S SEEN PLANS OF THOSE, AT LEAST FOR THE HIGH SCHOOL WE HAD SOME IDEAS, I JUST HAVE NO IDEA.

>> MY [INAUDIBLE] IT DIDN'T SOUND LIKE THERE WAS A LOT OF GREAT NEED FOR THE BUS BARN OR THE STADIUM, UNLESS WILL BE ASKED FIRST, ANYBODY WILL COME HOME ON ANY OF THEM.

>> SO WE'RE MAKING PROGRESS THAT'S [LAUGHTER].

>> I WOULD LIKE THEM TO BE ABLE TO REPAIR A BUS.

I JUST DON'T KNOW THAT IT NEEDS TO BE A HUGE CATALOG.

I DON'T KNOW [OVERLAPPING] [OVERLAPPING]

>> MAJOR MAINTENANCE.

>> MAJOR MAINTENANCE?

>> YEAH.

>> OKAY. SO WE'RE MOVING ALONG.

WE'RE GOING TO COME UP WITH A STRATEGY.

SO OUR GOAL IS TO HAVE A STRATEGY ON HOUSING AND TO CONTINUE TO TALK ABOUT ALL OF THESE ITEMS AT OUR JULY MEETING.

SUPERINTENDENT CHAPMAN, WHAT SPECIFICALLY DO YOU NEED FROM US TO HAVE A FRUITFUL JUNE AND EARLY JULY? [LAUGHTER]

>> I BELIEVE I HAVE WHAT I NEED.

WE HAVE A LOT ALREADY.

IF YOU LOOK AT THIS ONE, THIS HAS COST ESTIMATES AT THE BOTTOM AND THESE WERE DONE IN 2018, 2019.

I THINK I CAN WORK WITH A CONSULTANT TO GIVE US A BETTER ESTIMATE,

[01:45:02]

BUT WE HAD A LOT OF THE WORK DONE.

I CAN'T COMMIT ON THE HOUSING PIECE, IF I'LL BE ABLE TO PULL THAT TOGETHER, BUT I'LL PUT MY BEST PEOPLE ON IT.

[LAUGHTER]

>> IS THERE A NEED [OVERLAPPING].

>> NOW I'M CURIOUS WHO THE BEST PEOPLE ARE.

[LAUGHTER] NOW WE'LL ALL BE WATCHING TO SEE THEM.

>> I THINK THEY'RE ALL IN THE ROOM. [LAUGHTER]

>> I THOUGHT YOU WERE JUST GOING TO PICK ONE.

>> GO AHEAD, I'M SORRY.

>> YEAH. JUST QUICK QUESTION, IS THERE A NEED TO HAVE THIS CONVERSATION IN JULY, OR CAN WE HAVE IT AUGUST?

>> WE'RE GOING TO KEEP HAVING IT.

I DON'T WANT US TO GET BEHIND.

JULY MIGHT BE A REAL QUICK DISCUSSION.

>> OKAY.

>> BUT I WANTED JUST KEEP PUTTING IT ON.

I'M GOING TO PUT IT ON AS AN AGENDA ITEM.

IT MAY BE A FIVE-MINUTE DISCUSSION IN JULY THAT SUPERINTENDENT CHAPMAN STILL WORKING ON SOME ISSUES, AND THEN AUGUST, SEPTEMBER.

THE GOAL IS BY NOVEMBER, WE ACTUALLY HAVE A HOUSING STRATEGY, WE KNOW OTHER THAN HOUSING, WHAT ARE THE OTHER THINGS WE WANT TO POTENTIALLY FUND, AND WE HAVE AN IDEA OF HOW WE'RE GOING TO FIND THEM.

IT'D BE NICE IF JUST JULY, AUGUST, SEPTEMBER, OCTOBER, [INAUDIBLE]

>> I JUST KNOW JULY IS VERY BIG WITH BUDGET.

>> YEAH. IT MIGHT BE A FIVE-MINUTE CONVERSATION, JUST THAT SUPERINTENDENT CHAPMAN'S MADE SOME CONTACT WITH SOMEBODY, SOMEWHERE.

>> MR. CHAIR, JUST A CLARIFICATION.

IS THIS REPLACING OUR WORKSHOP? I THOUGHT WE WERE GOING TO WORKSHOP HOUSING?

>> YES.

>> I THINK IT'S REPLACING. I THINK WE'VE HAD A PRETTY ROBUST CONVERSATION.

I'M NOT SURE, UNLESS YOU THINK THERE ARE MORE WE NEED TO-

>> NO, I WAS JUST CURIOUS.

>> YEAH. I THINK THE IDEA FOR THE GOVERNANCE COMMITTEE, WAS JUST DO IT HERE AND GET IT DONE.

I'M GOING TO MOVE ON UNLESS SOMEBODY ELSE HAD OTHER THOUGHTS ON THIS.

>> MR. CHAIR, I THINK YOU DID A LOVELY JOB.

>> THANK YOU.

>> ALLOWING US TO FREE-FLOW.

>> YOU TOLD ME THAT IT NEEDED TO BE A FREE FLOW WITHOUT RESTRICTION.

HOPEFULLY, YOU FELT FREE-FLOWING?

>> MR. CHAIR, WOULD YOU LIKE TO TAKE A BREAK?

>> YES. WE WILL FREE FLOW ON OUT OF HERE. [LAUGHTER].

>> 8:00 O'CLOCK.

>> WELL, WE'LL TAKE A BREAK UNTIL FIVE TO 8:00.

[01:53:41]

>> ALL RIGHT. [LAUGHTER] WE WILL MOVE ON TO ACTION ITEM.

[E. Action Items]

THE VERY FIRST ACTION ITEM IS CONSIDERATION OF A SPECIAL CAPITAL CONSTRUCTION RUBRIC OBSERVE TRANSFER NOT TO EXCEED $2.5 MILLION.

BRITNEY'S GOING TO EXPLAIN THIS TO US.

>> MR. CHAIR, SHE FELT THAT SHE GOT SHORTER.

[BACKGROUND] [LAUGHTER]

>> YOU HAVE A FULL OPPORTUNITY HERE TO TELL US WHAT WE'RE DOING WITH THIS $2.5 MILLION.

>> AS YOU KNOW, EVERY YEAR WE'RE PUSHING RIGHT UP AGAINST OUR CASH RESERVE LIMIT.

IT'S THE ONE PIECE OF OUR FINANCIAL STATEMENTS THAT THE STATE LOOKS AT AS AN ACCRUAL BASIS.

IT'S A JUGGLING GAME TO FIGURE OUT EXACTLY WHERE WE'RE GOING TO LAND ON JUNE 30TH, AND THEN ACCRUE ANY ADDITIONAL REVENUE THAT WE MAY OR MAY NOT GET BETWEEN JULY AND SEPTEMBER.

AS OF THE END OF MAY, OUR CASH RESERVES ARE SITTING OVER OUR 15 PERCENT THRESHOLD BY ABOUT $2.5 MILLION.

DEPENDING ON WHAT OUR FINISHES POSTING IN JUNE, WHAT THE TAX PAYMENT IS THAT WE WILL RECEIVE FROM THE COUNTY, AND THEN WHAT WE HAVE REMAINING TO ACCRUE.

WE COULD NEED TO TRANSFER UP TO $2.5 MILLION IN CAPITAL RESERVES, I DON'T THINK THAT IT'S GOING TO BE THAT HIGH, BUT THE APPROVAL NOT TO EXCEED THIS WOULD COVER US SO WE

[01:55:04]

WOULDN'T END UP HAVING TO FORFEIT ANY OF OUR CASH RESERVES TO THE STATE.

>> I WAS GOING TO MESS. LET ME JUST MAKE SURE.

TRUSTEE MEAD, DID YOU REJOIN US? ANDREA, COULD YOU MAYBE TEXT HER TO LET HER KNOW THAT WE CAME BACK [NOISE].

IS THERE ANY PUBLIC BILL? LET ME SEE. FIRST OF ALL, ANY QUESTIONS FOR KRISTEN?

>> I HAVE A COMMENT UP ALREADY.

>> YES, GO AHEAD.

>> ONCE IT GOES INTO CAPITAL RESERVE, IT'S KEPT ON RESERVE?

>> IT DOESN'T COME BACK OUT?

>> YES. THAT'S WHY I DIDN'T WANT TO DO THE FULL $2.5 MILLION BECAUSE IF WE DON'T NEED TO TRANSFER THAT, I THINK WE WANT TO HANG ONTO AS MUCH CASH RESERVES AS WE POSSIBLY CAN IN THE GENERAL FUND IN CASE THERE IS A FUTURE REDUCTION OR IN CASE WE HAVE OTHER NEEDS THAT WE WANT TO ADDRESS.

>> BUT ONCE YOU PUT IT IN CAPITAL RESERVE, YOU CAN'T BACK IT UP.

>> YES, TECHNICALLY [LAUGHTER]

>> THERE'D BE A LOT OF WINKING GOING ON. [LAUGHTER]

>> THAT'S NOT WINKING.

>> I HAVE NOT FOUND ANYTHING THAT SPECIFICALLY SAYS YOU CAN'T DO THAT BUT IF WE DO THAT, I THINK THAT WE WOULD BE PUNISHED IN SOME WAY AT THIS STAGE.

[LAUGHTER]

>> ALL RIGHT.

>> SELECT DIFFERENTLY.

THE SYSTEM'S NEVER BEEN TRIED BEFORE.

I WOULD NOT WANT TO BE THE ONE TO TRY IT.

>> OKAY. ANY PUBLIC COMMENT? ANY PUBLIC COMMENT IN THE ROOM? ANY PUBLIC COMMENT ON WEBEX?

>> I'M NOT SEEING ANY.

>> ALL RIGHT. ANY BOARD DISCUSSION ON THIS ITEM? SEEING NONE, WOULD SOMEONE LIKE TO MAKE THE MOTION?

>> MR. CHAIR, YOU WANT TO TALK?

>> NO. GO AHEAD.

>> MR. CHAIR, I WOULD MOVE THAT WE TRANSFER INTO RESERVES. [OVERLAPPING]

>> LEAVE THAT ALONE. [LAUGHTER]

>> MR. CHAIRMAN? WOULD YOU LIKE TO RECOGNIZE ME, PLEASE?

>> SURE.

>> I MOVE TO APPROVE SPECIAL CAPITAL CONSTRUCTION RESERVE TRANSFER NOT TO EXCEED $2,500,000 AS STATED.

[OVERLAPPING] [LAUGHTER] [OVERLAPPING]

>> WE'RE GOING TO HAVE SOME CONVERSATIONS ABOUT READING CAPABILITY.

[LAUGHTER] [OVERLAPPING] ALL RIGHT.

>> IT WAS MOVED BY TRUSTEE SCARLETT AND SECONDED BY TRUSTEE BRUMSTED TO PROVE UP TO $2.5 MILLION INTO THIS SPECIAL CAPITAL CONSTRUCTION RESERVE TRANSFER ACCOUNT.

ANY FURTHER DISCUSSION? SEEING NONE, ALL IN FAVOR SAY AYE.

>> AYE.

>> AYE.

>> AYE.

>> ALL THOSE WHO OPPOSE?

>> AYE.

>> THAT SEEMS UNANIMOUS.

WE'RE ON TO CONSIDERATION OF FIRST READ OR REVISED POLICY.

THIS IS A REVISED POLICY REGARDING THE TRANSPORTATION PERSONNEL'S MANDATORY DRUG AND ALCOHOL TESTING.

YOU WANT TO EXPLAIN ANY OF THAT TO US IF YOU WANTED TO.

>> THANK YOU. MR. CHAIR, TRUSTEES.

IT WAS A RECOMMENDED POLICY FROM OUR POLICY GROUP.

BECAUSE THE RECOMMENDED VERSION IS SO LENGTHY AND DETAILED, OUR RECOMMENDATION IS TO DELETE OUR EXISTING EEAEA, AND EEAEA-R, AND USE THIS NEW VERSION.

THIS WOULD BE A FIRST READ WITH THE SECOND READ SCHEDULED FOR AUGUST 11TH.

>> MS. VANGIVEN, DID YOU WANT TO ADD ANYTHING TO THAT?

>> NO, OTHER THAN THE CURRENT POLICY IN EFFECT [INAUDIBLE] INTO THAT POLICY.

>> ANY QUESTIONS FOR SARAH?

>> MR. CHAIR?

>> YES, TRUSTEE MEAD.

>> I HAVE A QUESTION. MAYBE I'M WRONG ABOUT THIS, AND I COULDN'T HEAR SARAH VERY WELL.

BUT IT LOOKS TO ME THAT THIS ONLY APPLIES TO FOLKS WHO HAVE A COMMERCIAL DRIVER'S LICENSE.

>> CORRECT.

>> MAYBE WE DON'T EVER HAVE SAY A COACH TAKING FIVE KIDS SOMEPLACE OR SOMETHING LIKE THAT.

IS THAT COVERED SOMEWHERE ELSE, OR HOW WOULD THAT WORK?

>> TRUSTEE MEAD, IT IS COVERED UNDER PERSONNEL POLICIES.

[02:00:04]

THEY'RE VERY SIMILAR.

WE LOOKED AT REVISING THEM SO THAT THEY MATCH EXACTLY LIKE THIS, BUT THEY'RE REALLY MEANT FOR THE EXACT SCENARIO THAT YOU SUGGEST.

WE CAN GO THROUGH THEM AGAIN, BUT I BELIEVE WE'RE COVERED UNDER THOSE PERSONNEL POLICIES AND I DON'T HAVE THEM ON THE TOP OF MY HEAD, BUT WE DID LOOK AT THOSE.

>> THE OTHER THING I WAS GOING TO ASK IS, A LOT OF THESE POLICIES SUGGEST THAT, I GUESS WE CAN RANDOMLY DRUG OR ALCOHOL TEST, BUT A LOT OF IT TALKS ABOUT AFTER AN ACCIDENT OR AFTER SOMEBODY GETS HURT THAT WE DO THIS TESTING.

IT SEEMS LIKE TO BE PROACTIVE IS BETTER THAN BEING REACTIVE.

DO THOSE PERSONNEL POLICIES ALSO ALLOW US TO RANDOMLY DRUG OR ALCOHOL TEST PEOPLE WHO ARE GOING TO BE DRIVING KIDS AROUND?

>> TRUSTEE MEAD, CHAIR GINGERY, I BELIEVE THEY DO, BUT I WILL CONFIRM THAT AND I WILL PUT ALL THOSE POLICIES AND MAKE SURE I SHARE THEM WITH THE BOARD.

>> OKAY. THANK YOU.

>> TRUSTEE MEAD, WHAT SARAH WAS TELLING US IS THAT THE PREVIOUS POLICY IS FROM 1985, AND THIS WAS AN UPDATE OF IT. THAT'S WHAT SHE WAS TELLING US.

>> YEAH. THANKS.

>> ANY FURTHER QUESTIONS? ANY PUBLIC COMMENT HERE IN THE ROOM? ANY PUBLIC COMMENT ON WEBEX?

>> I'M NOT SEEING ANY.

>> ANY FURTHER BOARD DISCUSSION ON THE SIDE OF IT.

TRUSTEE MEAD HAD A LOT OF QUESTIONS, WE'RE ONLY APPROVING THIS ON THE FIRST READING.

IT'S GOING TO GIVE US SOME TIME.

WE'LL FIGURE IT OUT.

THEN ON SECOND READING, IF WE NEED TO MAKE SOME ADJUSTMENTS, WE CERTAINLY CAN.

THAT'S THE REASON WE DO THE FIRST AND SECOND SO WE CAN MAKE CHANGES IF WE NEED TO. JUST A SECOND.

>> I HAVE A COMMENT. I WOULD ACTUALLY ANSWER HIS QUESTION AND SAVE YOU SOME TIME, I GUESS.

>> THANK YOU.

>> UNDER SECTION 4, ALCOHOL TESTING AND DRUGS SAY YOU CAN TEST ON A RANDOM BASIS, AND UNDER DRUG, TEST STATEMENT SAYS; ON A RANDOM BASIS, FOLKS ACCIDENTS FOR EMPLOYMENT SCREENING, REASONABLE SUSPICION ON A RANDOM BASIS AND UPON RETURN TO THE ROLE.

>> OKAY. IS THERE A MOTION ON THIS?

>> MR. CHAIR, MAY I PLEASE REDEEM MYSELF BECAUSE I AM INDEED ABLE.

[LAUGHTER] I MOVE TO APPROVE POLICY EEAE TRANSPORTATION [OVERLAPPING] [LAUGHTER] DRUG AND ALCOHOL TESTING AS PRESENTED.

[LAUGHTER].

>> I'LL SECOND.

>> ALL RIGHT.

>> LET'S MOVE BY TRUSTEE TESKE, POTENTIALLY [OVERLAPPING] [LAUGHTER] IN SECONDARY [INAUDIBLE] AND ANY DISCUSSION.

ALL THOSE WHO APPROVE SAY AYE.

>> AYE.

>> AYE.

>> AYE.

>> AYE.

>> ALL RIGHT. WE MOVE ON TO CONSIDERATION OF SECOND READING OF REVISED POLICIES, WHICH INCLUDES JIRA, CUMULATIVE STUDENT RECORDS, GPJ, PERSONAL RECORDS AND FILES, BEC EXECUTIVE SESSIONS, JE, STUDENT ATTENDANCE IN TRUANCY, JEA, COMPULSORY ATTENDANCE AREAS, JF, STUDENT ADMISSIONS.

SUPERINTENDENT CHAPMAN, DID YOU NEED TO TELL US ANYTHING FURTHER ABOUT ANY OF THOSE?

>> BRIEFLY CHAIR GINGERY AND TRUSTEES, WE DID WITH THE SAME PACKET CHANGES FOR THE PREVIOUS POLICY WE JUST DISCUSSED RECEIVE UPDATES FROM WSBA.

THAT WAS ON MAY 24TH.

IN THIS VERSION THAT YOU HAVE NOT POSTED IS UNDER THE POLICY, JE.

THERE ARE SOME CHANGES TO THE STUDENT'S ATTENDANCE AND TRUANCY AND THOSE ARE IN BLUE.

ESSENTIALLY, THE CHANGES INCLUDE THE DEFINITION OF A HABITUAL TRUANT STUDENT.

THAT'S DEFINED AS A STUDENT WHO ACCUMULATES FIVE OR MORE UNEXCUSED ABSENCES IN ANY SCHOOL YEAR. THEN-

>> AN ABSENT STATUTE.

>> THAT'S IN THE STATUTE.

THAT ALSO DELINEATES THE PRINCIPAL OF EACH SCHOOL OR DESIGNEE AS THE DESIGNATED ATTENDANCE OFFICER AND SOME OTHER LANGUAGE THAT WAS RECOMMENDED.

THEN UNDER JEA, COMPULSORY ATTENDANCE AGES, AGAIN, BLUE FONT, AND THAT BLUE FONT WAS THE EXACT LANGUAGE THAT WAS RECOMMENDED THAT WE ADD.

WE ADDED THAT, AND THOSE ARE THE ONLY CHANGES FROM THE FIRST READ ON APRIL 21ST.

[02:05:06]

THIS IS A SECOND READ FOR APPROVAL.

>> ALL RIGHT. ANY QUESTIONS? ANY PUBLIC COMMENT IN THE ROOM? ANY PUBLIC COMMENT ON WEBEX? ANY BOARD DISCUSSION.

I WOULD ENTERTAIN A MOTION.

>> I MOVE TO APPROVE THE SECOND READ ON THE REVISED POLICIES.

JRA, GBJ, BEC, JE, JEA, AND JFS PRESENT.

>> THE MOVE BY TRUSTEE CARLIN SECONDED BY TRUSTEE SCARLETT TO APPROVE SECOND READING ON POLICIES AS LISTED.

ANY FURTHER DISCUSSION SEEING NONE ALL THOSE IN FAVOR SAY AYE?

>> AYE.

>> ALL THOSE OPPOSED. ALL RIGHT.

WE MOVE ON TO NUMBER 4, CONSIDERATION OF THE FINAL DESIGN OF THE SKATE PARK EXPANSION.

WE HAVE THIS LAST MEETING AND WE CONTINUE, WE HAD FEW QUESTIONS, AND DEANNA IS HERE TO ANSWER ALL OF THOSE QUESTIONS.

>> GOOD EVENING, MR. CHAIR, TRUSTEE DEANNA HAJAAD.

THANK YOU, MR. CHAIR, FOR THE INTRODUCTION.

YES. THIS WAS CONTINUED FROM YOUR LAST MEETING [OVERLAPPING] TO DISCUSS QUESTIONS THAT CAME UP.

I INCLUDED ANSWERS, I BELIEVE ALL THOSE QUESTIONS IN THE STAFF REPORT.

THE UPDATE I HAVE FOR YOU TONIGHT IS WE HAVE NOT RECEIVED STAFF APPROVAL AND THE LOWER BOARD APPROVAL FROM THE SLED BOARD ON THE EXPANSION.

TONIGHT I'M ASKING YOU TO HELP MOVE THIS PROJECT ALONG AND GIVE SOME DIRECTION TO THE SKATEPARK GROUP, IF YOU WOULD CONSIDER TAKING A VOTE TO APPROVE THE DESIGN CONTINGENT ON THAT APPROVAL, AND I STAND FOR QUESTIONS.

>> IF EVERYBODY SAW THE MOTION THAT DEANNA SUGGESTING TO US IS THAT WE'RE APPROVING THE FINAL DESIGN WITH THE CONDITION THAT THE SLIP BOARD APPROVE THE REQUEST AS PRESENTED.

ANY QUESTIONS DEANNA? THANK YOU.

>> THANK YOU.

>> ANY PUBLIC COMMENT HERE IN THE ROOM? ANY PUBLIC COMMENT ON WEBEX? ANY FURTHER BOARD DISCUSSION. I WOULD ENTERTAIN A MOTION.

>> MR. CHAIR, I MOVE TO APPROVE THE FINAL DESIGN OF THE STATE PART EXPANSION WITH THE CONDITION THAT THE SLIP BOARD APPROVE THE REQUEST AS PRESENTED.

>> SECOND.

>>APPROVED BY TRUSTEE TESKE AND SECONDED BY TRUSTEE ME TO APPROVE THE FINAL DESIGN OF THE SKATE PARK EXPANSION WITH THE CONDITION THAT THE SLIP BOARD APPROVE THE REQUEST HAS PRESENTED, ANY FURTHER DISCUSSION? SEEING NONE ALL THOSE FOR APPROVAL SAY AYE.

>> AYE.

>> ALL THOSE AGAINST? THAT ONE PASSES. ALL RIGHT.

NUMBER 5, CONSIDERATION WILL REQUEST TO SUBLEASE THE DISTRICT PROPERTY OF 1540 MARTIN LANE.

AT THE MAY 12TH BOARD MEETING, WE APPROVE THE RENEWAL OF A LEASE EXTENSION WITH MFT INDUSTRIAL ON OUR PROPERTY THAT'S AT 1540 MARTIN LANE.

THE CURRENT WHICH IS TO HAVE PERMISSION FROM US TO SUBLEASE.

THIS WOULD GIVE HIM PERMISSION FOR MFT INDUSTRIAL TO SUBLEASE TO OTHER ENTITIES TO USE THE PROPERTY? ANY FURTHER STEP? INPUT. SEE NONE, ANY QUESTIONS FOR STEP? ANY BOARD DISCUSSION? ANY PUBLIC COMMENT IN THE ROOM? ANY PUBLIC COMMENT ON WEBEX.

OH, I'M SORRY. GO AHEAD.

>> MR. CHAIRMAN, TRUSTEES, AND SUPERINTENDENT, STAFF, THANK YOU VERY MUCH FOR MAKING THIS OPPORTUNITY FOR MFD INDUSTRIAL TO [OVERLAPPING] MY NAME IS MIKE DAWES ON BEHALF OF THEM AT THE INDUSTRIAL.

I DON'T KNOW IF THERE'S MUCH DISCUSSION TO BE HAD.

I DID BRING WITH ME ROB CAESAR OF NON RESORT SERVICES, WHO IS THE PROPOSED TENANT AND WILL BE THE PRIMARY STEWARD OF THIS LOT DURING SUBLEASE PERIOD.

IF WERE ANY QUESTIONS FOR HIM? IT'S NOT. THAT'S REALLY ALL I HAD.

I JUST WANTED TO SAY THANK YOU FOR YOUR CONSIDERATION.

SORRY. I COULDN'T BE HERE LAST MONTH. THAT WAS MY BIRTHDAY.

>> I RODE MY BIKE OVER THERE JUST NOW FOR THE MEETING.

IT LOOKS LIKE A BUNCH OF LAWN MOWERS LAYING AROUND.

>> THAT'S THE OTHER SUBTENANT THAT'S BEEN THERE THAT IS MOVING OUT.

>> I GUESS JUST SO YOU KNOW UNIT OUR CONCERN.

I DIDN'T SEE ANY EVIDENCE OF THIS SO HAPPENING,

[02:10:03]

BUT JUST SO, WE'VE DISCUSSED IT IN THE PAST JUST BECAUSE YOU'RE SO CLOSE, WE WOULD HATE THEM OR SEE OILS OR LIQUID OR ANYTHING LEAKING INTO FLAT CREEK AND I WALK AROUND, I DIDN'T SEE ANY [OVERLAPPING], SO THAT'S BEEN AN ONGOING CONCERN WE'VE HAD.

>> IT'S A VERY GOOD CONCERN AND WITH ANY YARD SPACE IN THIS PART OF THE TOWN.

I THINK WHEN YOU DRIVE IN HERE AND YOU LOOK AT SOME OF THE DIFFERENT THINGS GOING ON IN THE AREA, IN THE NEIGHBORHOOD, THERE'S A LOT OF CONCERN, AND JUST IN THE PAST HALF A DECADE, I'VE BECOME MORE AWARE OF THOSE THINGS AND HAVE WORKED WITH MY TENANTS TO ENSURE THAT THEY'RE DOING EVERYTHING POSSIBLE TO LAY DOWN PROTECTIVE COVERINGS AND WHATNOT WHERE THERE'S EVEN THE SLIGHTEST POTENTIAL FOR ANY LEAKING.

BECAUSE I THINK THAT THE ISSUES AREN'T GOING TO GET SMALLER.

THEY'RE JUST GOING TO GET BIGGER EVERYWHERE. THANKS FOR BRINGING THAT OUT.

THAT'S AGAIN WHY I BROUGHT NOT RESERVED SERVICES IN CASE YOU HADN'T QUESTIONS ABOUT THEIR PRACTICES AND THEIR IDEAS FOR MAINTAINING AND KEEPING THAT IMPROVE IN SUCH A WAY THAT IT CAN GO BACK TO WHATEVER ELSE IT SHOULD GO BACK TO IT IN THE FUTURE. THANK YOU.

>> ANY QUESTIONS FOR MR. DAWES?

>> YES, MR. CHAIR? I HAVE A QUESTION.

MY UNDERSTANDING WAS BEFORE WE EXECUTED FOR THE NEW LEASE TO YOU THAT YOU ARE ACTUALLY MAKING MONEY ON YOUR SUBLEASES, OF THIS PROPERTY, IS THAT THE CASE NOW?

>> THANK YOU FOR THE QUESTION.

WHEN I INITIALLY LEAST THE NFT INDUSTRIAL INITIALLY LEAST THIS I APOLOGIZE BECAUSE WE THOUGHT WE HAD THE PROPER PERMISSION TO SUBLEASE OUT THAT PORTION WE WERE NOT USING.

IT HAS NEVER BEEN FOR PROFIT.

IT IS COVERED OVERHEAD AND A SMALL AMOUNT OF SMALL AMOUNT OF PROFIT, BUT CERTAINLY WASN'T AWARE THAT THAT COULD BE A CONCERN.

IT WAS NOT A GET RICH OPPORTUNITY.

IN FACT, IT'S BEEN QUITE A BIT OF WORK, BUT IT'S PROVIDED QUITE A BIT OF RELIEF AND AN OPPORTUNITY FOR OTHER SMALL BUSINESSES TO HAVE A PLACE TO HAVE THEIR EQUIPMENT, AND BUT IT HASN'T REALLY BEEN A PROFIT COVERED OVERHEAD, AND AT THIS POINT, WE'RE NOT EVEN PROPOSING AN ADDITIONAL AMOUNT TO COVER THE OVERHEAD.

[OVERLAPPING].

JUST WHAT NUMBERS AREN'T SERVICES? THAT'S ROB CAESAR WHO'S HERE WITH ME.

>> THEN YOUR TRUCKS, ARE THERE TOO?

>> I DO USE A LITTLE BIT OF THAT SPACE, YEAH.

>> HOW MUCH DOES MR. CEASER PAYING ON YOUR SUBLEASE?

>> HOW MUCH IS HE PAYING THE SUBLEASE [OVERLAPPING].

>> TO YOU ON THE SUBLEASE?

>> HE'LL BE PAYING $3,500.

>> JUST THE AMOUNT WE CHARGE.

>> THE AMOUNT OF LEASE HE'S AGREED TO.

>> WHEN STARTING IT WAS 3500 YOU'RE GOING TO CHARGE YOU'RE SUBLEASE 3,500?

>> THAT IS CORRECT.

>> IT'S BASICALLY JUST A PASS THROUGH FOR THE CONVENIENCE OF HAVING THAT.

SIX YEARS AGO, WE BROUGHT THIS PROPOSAL TO THE BOARD ON A VACANT PIECE OF LAND THAT WAS MAKING NO MONEY, AND WE'RE GLAD TO PROVIDE A LITTLE BIT AT INCOME.

WE HAVE EXPRESSED AN INTEREST FOR FUTURE ITEMS OF AGENDA, POTENTIAL OFFERING TO PURCHASE THE PROPERTY.

THROUGH THE PROPER METHODS AND PROTOCOLS ASSOCIATED WITH THAT, AND WE'D STILL BE INTERESTED IN THAT.

NOW, IT'S A MATTER OF CONVENIENCE FOR NFT INDUSTRIAL AND IT'S THE RESIDUAL SPACE, IS MAKE IT POSSIBLE FOR OTHER SMALL WELL, IN THIS CASE, THERE'LL BE ONE OTHER SMALL BUSINESS TO CONTINUE TO OPERATE, IN THIS COMMUNITY WITHOUT FURTHER HEART SHAPE.

THE OTHER ONE, WE'RE WORKING CLOSELY WITH THAT OTHER TENANT WHO WILL BE LEAVING THE SITE TO COME UP WITH AT LEAST A TEMPORARY ALTERNATIVE.

IT'S NOTHING THAT WE'RE ANY OF US ARE MAKING ANY MONEY ON IT.

IT'S JUST TO HELP THEM OUT TO STAY IN BUSINESS IN LINE WITH THE CHANGES WE'RE PROPOSING? THAT ANSWERS YOUR QUESTION.

>> TRUSTEE MAY DID YOU HAVE ANY FURTHER QUESTIONS?

>> NO. BUT IF YOU HAVE ANY ADDITIONAL SUBLEASES AND IN ADDITION TO MR. CAESAR'S BUSINESS, OF COURSE, YOU HAVE TO COME TO THIS BOARD OR THAT APPROVAL.

IT RUBS ME WRONG.

I HAVE MY OWN LEASES AND BECAUSE PROPERTY VALUES HAVE GONE UP SO MUCH, I HAVE PEOPLE WHO LEASE FROM ME AND THEN ARE TRYING TO SUBLEASE TO MAKE A PROFIT BECAUSE WE HAVE BELOW MARKET RATES.

I DON'T WANT TO SEE THAT HAPPENING TO THE SCHOOL DISTRICT BECAUSE WE HAVE A FIDUCIARY OBLIGATION TO COMMUNITY.

>> THAT'S VERY GOOD POINT.

[02:15:02]

ALL OF OUR RENTS RIGHT NOW, THE NFT INDUSTRIAL CHARGES FOR DIFFERENT PLACES THAT PROMOTE THE MAJORITY THOSE ARE NOT ON THIS SUDDEN, WE'LL JUST HAVE THE ONE SUBLEASE, GOING FORWARD.

I DON'T INTEND THAT.

I DON'T SEE US HAVING ANY OTHERS OR NEEDED TO REQUEST ADDITIONAL ONES.

THOUGH NFT INDUSTRIAL IS NOT OVERCHARGING FOR ANY OF THE LEASES THAT THEY HAVE WITH 10 MINUTES IN ANY OF THE PROPERTIES, AND WE HOPE TO BE ABLE TO KEEP IT THAT WAY.

CERTAINLY UNDERSTAND THAT CERTAIN OVER A PROFIT MAKING SITUATION IN LIGHT OF THE ORGANIZATIONAL STRUCTURE TO THAT.

WE WANT TO BE RESPECTFUL OF THAT.

APPRECIATE THAT WE'VE BEEN ABLE TO COVER A LITTLE BIT OVERHEAD IN THE PAST AND WE WILL, MAKE IT WORK FOR YOU.

WE APPRECIATE THAT ALL. THANK YOU.

>> THANK YOU. MR. DAWES. MR. CEASER DID YOU WANT TO ADD ANYTHING?

>> ANYONE WHO HAS ANY QUESTIONS FOR ME? [INAUDIBLE]

>> THANK YOU.

>> ANY QUESTIONS FOR THE BOARD?

>> MR. TURNER.

>> GO AHEAD, TRUSTEE TESKE.

>> I WANTED TO ENSURE THAT, I'M ALONG THE SAME MINDSET AS KATE, THAT THIS SUBLEASE TO MOUNTAIN RESORT DOES NOT ALLOW HIM TO SUBLEASE TO SOMEBODY ELSE.

[LAUGHTER]

>> GOOD POINT.

>> SURE.

>> DOES IS IT INCLUDE THAT ITEM?

>> CERTAINLY NOT AROUND INTENT.

>> SURE.

>> IF YOU WANT TO SPECIFY THAT, I DON'T THINK EITHER OF US WOULD HAVE A PROBLEM WITH THAT.

>> NOT AT ALL.

>> THANK YOU, MR. STEVE.

>> THANK YOU.

>> ANY FURTHER CODE COMMENT? NONE. I WOULD ENTERTAIN A MOTION.

>> MR. CHAIRMAN.

>> I MOVE TO APPROVE THE SUBLEASE REQUESTS FROM MFD INDUSTRIAL OF 1540, MARTIN LANE, AS PRESENTED.

>> I'LL SECOND.

>> THEN MOVE BY TRUSTEE SCARLETT, AND SECONDED BY TRUSTEE CARLIN, TO APPROVE THE SUBLEASE REQUESTS FROM MFD INDUSTRIAL ON THE PROPERTY OWNED BY THE SCHOOL DISTRICT AT 1540 MARTIN LANE.

IS THERE ANY FURTHER BOARD DISCUSSION? TRUSTEE TESKE.

>> DO WE ADD THAT IT DOES NOT ALLOW FOR FURTHER SUBLEASING OR IS THAT IN THE LEASE ALREADY? [OVERLAPPING]

>> IT'S THERE.

>> I'M NOT SURE IF IT'S IN THE SUBLEASE DOCUMENT OR NOT, BUT WE CERTAINLY MAY ADD IT TO THE CONDITION OF THIS RESOLUTION AND MAKE SURE THAT'S ON RECORD.

>> WHO MADE THE MOTION?

>> I DID.

>> TRUSTEE SCARLETT, AND SECONDED BY TRUSTEE CARLIN. [OVERLAPPING]

>> ANY FURTHER DISCUSSION ON THE LINE? ALL THOSE FOR APPROVAL SAY AYE.

>> AYE.

>> AYE.

>> AYE.

>> TRUSTEE MEAD, YOU'RE IN ANNULMENT?

>> NO. I WASN'T ON.

>> YOU'RE NOT. OKAY, IT'S IN BALANCE. NUMBER 6.

WE'RE UP TO CONSIDERATION OF THE LIABILITY INSURANCE RENEWAL.

[LAUGHTER] CHRISTINE, DID YOU WANT TO TELL US ANYTHING?

>> NO. SCARLETT AND I WORKED ON THIS TOGETHER AND WE'RE BOTH CONFIDENT OF THE [INAUDIBLE].

>> ANY QUESTIONS FOR STAFF?

>> ONE ITEM JUST TO DISCUSS WITH THIS REAL QUICK AND TRUSTEE MEAD, I WOULD CERTAINLY APPRECIATE YOUR INPUT IN PARTICULAR.

WE HAD TALKED ABOUT MAYBE HAVING A PRESENTATION IN THE FALL, FROM THESE FOLKS TO TALK TO US A LITTLE ABOUT LIABILITY INSURANCE.

IF MAYBE FOR NEXT YEAR'S RENEWAL, REDUCING DOWN OUR POLICY LIMITS.

WE'RE ONLY OBLIGATED BY STATE LAW TO PAY 250,000 PER CLAIM, 500,000 AGGREGATE.

IF YOU GO AND BUY INSURANCE BEYOND THAT, THEN THAT'S YOUR NEW LIMIT.

THERE MAY BE SOME ADVANTAGES TO REDUCING OUR LIMITS DOWN TO A LOWER NUMBER.

THE HYPOTHETICAL AGAINST THAT USUALLY IS A BUS ACCIDENT WHERE YOU HAVE MULTIPLE PEOPLE.

BUT BEFORE WE EVEN ARRANGE THAT FOR NEXT FALL, DOES ANYONE HAVE ANY ISSUES, OR IS THAT SOMETHING ANYONE WOULD LIKE US TO INVESTIGATE FURTHER? TRUSTEE KATE.

>> I THINK IT'S A REALLY GOOD IDEA MR. CHAIR. I KNOW THERE'S TALKS ABOUT CYBER LIABILITY, BUT I'M WONDERING ABOUT WHAT HAPPENS IN THE EVENT OF A COMPLETE HACK OF OUR SYSTEM WHERE WE HAVE SOMEBODY HOLDING US HOSTAGE, LIKE COLONIAL PIPELINE, OR SOME OF THE OTHER COMPANIES.

IT'S A BIG THING IN THE BEEF INDUSTRY RIGHT NOW BECAUSE A HUGE BEEF CONGLOMERATE THAT

[02:20:06]

PROCESSES BEEF IS STUCK IN THE MIDDLE OF A HOSTAGE SITUATION WITH THEIR TECHNOLOGY.

I'M WONDERING IF THIS COVERS THAT.

I THINK IT WOULD BE A QUESTION TO ASK, AND IF WE HAVE TO GET AN UMBRELLA, THAT MIGHT BE SOMETHING WE WOULD WANT TO DO WITH REGARDS TO THIS POLICY.

BUT IT'S A GREAT IDEA TO TALK ABOUT THAT BECAUSE OF COURSE, PLAINTIFF'S LAWYERS ARE GOING TO BE REALLY HAPPY THE MORE INSURANCE THAT WE HAVE AVAILABLE TO SETTLE CASES, AND IF YOU ONLY HAVE SO MUCH AND THEY KNOW IT'S GOING TO BE DIFFICULT TO GET MORE MONEY OUT OF YOU THEN USUALLY, THEY'LL SETTLE FOR A SMALLER AMOUNT.

SARAH PROBABLY HAD SOME OPINIONS ON OUT AS WELL, BUT IT'S DEFINITELY WORTH A DISCUSSION.

I DON'T KNOW THAT THAT WOULD REDUCE OUR PREMIUMS VERY MUCH.

IT'S ALL ABOUT THE GUYS WHO DETERMINE WHAT THE CHANCES OF SOMETHING HAPPENING TO US ARE THERE, BUT IT'S DEFINITELY WORTH DISCUSSING.

>> WE'LL PUT THAT ON THE REMINDER, SOMETIME THIS FALL, MAYBE WE CAN HAVE THAT DISCUSSION AND WORK IT OUT.

AS TO THIS THAT WE'RE APPROVING HERE TODAY, DID ANYONE HAVE ANY SPECIFIC QUESTIONS AS TO THIS ITEM? SEEING NONE. WAS THERE ANY PUBLIC COMMENT?

>> [INAUDIBLE]

>> PUBLIC COMMENT ON WEBEX? SEEING NONE, I WOULD ENTERTAIN A MOTION.

>> MR. CHAIR.

>> GO AHEAD.

>> GO AHEAD. LET BILL GO AHEAD.

>> I MOVE TO APPROVE THE RENEWAL OF TCSD'S LIABILITY INSURANCE WITH GLATFELTER PUBLIC PRACTICE, AND AMOUNT NOT TO EXCEED $393,423 AS PRESENTED.

>> I SECOND.

>> IT'S BEEN MOVED BY TRUSTEE SCARLETT AND SECONDED BY TRUSTEE CARLIN TO APPROVE THE LIABILITY INSURANCE WITH GLATFELTER FOR 393,423.

ANY FURTHER BOARD DISCUSSION? SEEING NONE.

ALL THOSE IN FAVOR SAY AYE.

>> AYE.

>> AYE.

>> AYE.

>> ALL THOSE OPPOSED.

>> WE WILL MOVE ON. WE'VE PUT THIS ON THE AGENDA.

WE'RE GOING TO LEAVE IT ON THE AGENDA JUST SIMPLY BECAUSE IT WAS ALREADY THERE.

THERE'S A STATE LAW THAT WHEN YOU'RE TRYING TO GET RID OF PROPERTY, YOU HAVE TO HOLD A HEARING.

THE IDEA WAS, ESPECIALLY HISTORIC BUILDINGS, THAT YOU DIDN'T JUST TEAR DOWN A HISTORIC SCHOOL THAT YOU GAVE THE COMMUNITY AN OPPORTUNITY TO USE IT FOR SOME OTHER PURPOSE.

>> MR. CHAIR. YOU MISSED AN ACTION [OVERLAPPING] AND I THINK IT GOT APPROVED.

>> DID I?

>> THE TRACK.

>> IT GOT MOVED UP.

>> ALL THE TRACK, I'M SORRY.

LET'S DO TRACK REAL QUICK.

THE APPROVAL OF CONTRACT WITH FIELDTURF TO REPAIR AND RESURFACE THE RUNNING TRACK AT MACINTOSH STADIUM.

THE REASON WE MOVED THIS UP TO ACTION, THERE WERE SOME QUESTIONS ABOUT THE NUMBERS.

WE HAD THOUGHT IT WAS GOING TO BE ONE AMOUNT AND IT SOUNDED LIKE IT WAS GOING TO BE A LITTLE BIT MORE.

THE QUESTION WAS WHERE WE WERE GETTING THE EXTRA FUNDS TO PAY FOR THE EXTRA AMOUNT.

>> GOOD EVENING, MR. CHAIR, TRUSTEES.

DEANNA HARGER, FACILITIES DEPARTMENT.

MR. CHAIR, IN ANSWER TO YOUR QUESTION.

YES. WE DID PUT THIS OUT TO BID.

WE RECEIVED ONE BID BACK FROM RENNERS SPORTS, WHICH YOU WILL BE WORKING WITH FIELDTURF.

BID DID COME IN HIGHER THAN WE ORIGINALLY ESTIMATED, BUT THESE FUNDS WILL BE COMING FROM MAJOR MAINTENANCE.

>> YOU HAVE MONEY IN MAJOR MAINTENANCE TO COVER THE INCREASED COST?

>> THAT IS CORRECT.

>> WHAT [NOISE] IS THE COST?

>> THE FINAL CLASS WILL BE 320,709.

>> HOW MUCH DO YOU THINK IT WAS GOING TO BE? WHAT WAS YOUR ESTIMATE?

>> WE ESTIMATED $250,000.

I WOULD JUST QUICKLY NOTE THAT SOME OF THE REASONS FOR THE COST INCREASE ARE THE LOCAL MATERIAL COSTS AND JUST THE INCREASE IN DEMAND TO OUR LOCAL SUBCONTRACTORS.

>> GOOD. ANYBODY HAVE ANY QUESTIONS BASED ON ANY OF THAT?

>> [INAUDIBLE]

>> [INAUDIBLE] MORE RUBBERY.

>> MR. CHAIR. THE BASE OF THE TRACK IS ASPHALT AND THEN THERE'S A WARE LAYER ON IT.

>> YOU'RE TEARING OUT SOME ROOTS TOO AND SOME TREES, MAYBE?

>> THAT IS CORRECT, MR. CHAIR BOTH.

THE PROJECT IS GOING TO INCLUDE REMOVING THE TREES ALONG THE NORTH FENCE LINE BECAUSE THE ROOTS ARE UNDERMINING THE TRACK AND WE'RE HAVING TO REMOVE ABOUT 550 CUBIC YARDS OF MATERIAL.

[02:25:04]

WE HAVE TO REMOVE THE ASPHALT, PULL UP ALL THE ROOTS, PUT THE ASPHALT BACK DOWN AND REPAIR THE TRACK.

IT WILL BE AN EXPENSIVE REPAIR, BUT THAT IS EXACTLY WHY WE'RE MOVING THE TREE SO I'M NOT BACK HERE IN A COUPLE OF YEARS ASKING AND HAVING TO DO THIS AGAIN.

>> WHAT'S YOUR COMPLETION DATE?

>> THE COMPLETION DATE RIGHT NOW THEY'RE ESTIMATING THE 30TH OF AUGUST.

>> EXCELLENT. OKAY. THANK YOU [INAUDIBLE] I APPRECIATE IT.

>> THANK YOU.

>> ANY PUBLIC COMMENT ON WEBEX? SEEING NONE, I'D ENTERTAIN A MOTION TO APPROVE THE CONTRACT WITH FIELD TRIP TO REPAIR AND RE-SERVICE THE RUNNING TRACK, BACK IN TOP STATE.

>> I MOVE TO APPROVE THE CONTRACT WITH FIELD TRIP TO REPAIR AND RE-SERVICE THE RUNNING TRACK NOT TO EXCEED 320,709 DOLLARS AS PRESENTED WITH MINOR MODIFICATIONS DEEMED NECESSARY BY LEGAL COUNSEL.

>> SECOND.

>> SO MOVED BY TRUSTEE CARLIN, SECONDED BY TRUSTEE SCARLETT TO APPROVE THE NEW RUNNING TRACK.

ANY FURTHER DISCUSSION? SEEING NONE, ALL THOSE FOR APPROVAL SAY AYE.

>> [OVERLAPPING] AYE.

>> ALL THOSE AGAINST.

>> AYE.

>> THAT ONE PASSES. THE NEXT ONE IS A PUBLIC HEARING ON DEMOLITION,

[F. Public Hearing: Demolition]

WE'RE REQUIRED TO JUST TAKE PUBLIC COMMENT.

IT TURNS OUT WE'RE NOT ACTUALLY GOING TO BE HAVING TO DEMOLISH THEM, BUT WE LEFT THE PUBLIC COMMENT ON HERE ANYWAY, IN CASE SOMEONE OUT THERE HAD A QUESTION, WE'RE ACTUALLY GOING TO DO AN AUCTION ITEM RIGHT AFTER THIS BECAUSE WE ACTUALLY GOT SOMEONE WHO WANTS TO BUY IT FROM US.

WE WON'T HAVE TO SPEND THE MONEY TO DEMOLISH IT, WE'RE ACTUALLY GOING TO MAKE MONEY.

SOMEONE'S GOING TO PAY US MONEY FOR THEM.

BUT BEFORE WE GET TO THAT ITEM, WAS THERE ANY PUBLIC COMMENT AT THIS PUBLIC HEARING, OPEN UP THE PUBLIC HEARING.

ANY PUBLIC COMMENT ON THE CONSIDERATION? [BACKGROUND] YOU DON'T HAVE TO DO THAT.

JUST GO INTO PUBLIC HEARING.

ANYONE IN THE PUBLIC HAVE ANY COMMENTS ON THE POTENTIAL MOVING AWAY CULTURE ANNEX BUILDING? JUST SO EVERYBODY KNOWS, I DON'T KNOW WHAT GRADE IT WAS? IT WAS 5TH GRADE? WASN'T IT? THAT WE USED IT FOR YEARS.

ANYWAY, AND NOW WE'VE BEEN USING IT, I THINK THE INSTRUCTIONAL COACHES HAVE BEEN OVER THERE AND SOME STORAGE HAS BEEN OVER THERE, I WAS GOING TO SAY THEY'RE BAD BUT I SHOULDN'T SAY BECAUSE SOMEBODY'S PAYING.

[LAUGHTER].

>> NOT APPROPRIATE FIRST [INAUDIBLE].

>> ANY PUBLIC COMMENT ON WEBEX? WE'LL COME OUT OF PUBLIC HEARING AND WE'LL GO TO THE NEXT ITEM.

THE NEXT ITEM IS TO APPROVE THE POTENTIAL OF SELLING THE ITEMS,

[G. Action Items]

I BELIEVE FOR 13,800 AND THEY WILL REMOVE THEM FOR US.

>> HARD SERVICE LACE APARTMENT? YES. AS YOU STATED, MR. CHAIR, I'M HAPPY TO REPORT WE RECEIVED THREE BIDS FOR THE PURCHASE OF THESE MODULAR BUILDINGS.

THE HIGH BIDDER IS INTERESTED AND WANTS TO TAKE THE ENTIRE COMPLEX AND CAME IN WITH A BID AT 13,800 DOLLARS AND WITH THAT, I INVITE QUESTIONS.

>> WHEN WILL THEY HAVE THEM GONE?

>> MR. CHAIR. WE'VE ASKED OR WE'VE GIVEN THE DATE THAT THEY NEED TO BE MOVED BY THE 1ST OF AUGUST.

>> THEN WHAT MONEY WILL YOU SPEND? HOW MUCH MONEY DO YOU NEED TO MAKE THAT SITE, WHAT DO YOU CALL IT?

>> RECLAIM.

>> YEAH, RECLAIM.

>> THANK YOU, MR. CHAIR, TRUSTEES.

I DON'T HAVE AN ESTIMATE, I`M WORKING ON THAT NOW, SO THAT I WILL KNOW THAT NUMBER SOON, BUT I DON'T HAVE IT TONIGHT.

>> WILL THE 13,800 MAYBE COVER IT?

>> I'M HOPING.

>> YES.

[LAUGHTER].

>> OTHER QUESTIONS. ANY PUBLIC COMMENTS ON THIS ITEM? ANY IMPORTANT DISCUSSION, I ENTERTAIN A MOTION TO APPROVE THE SALE OF THESE STRUCTURES FOR THE AMOUNT OF 13,800 AND THAT THEY WILL BE GONE BY AUGUST 1ST.

>> MR. CHAIR, I MOVE TO APPROVE THE SALE OF THE CULTURE ANNEX BUILDINGS FOR 13,800 DOLLARS AS PRESENTED.

>> SECOND.

>> SECOND BY TRUSTEE TESKE, SECONDED BY TRUSTEE BRUMSTED TO APPROVE THE SALE OF THE HALTER ANNEX BUILDINGS FOR THE AMOUNT OF 13,800 ALL THOSE FOR APPROVAL SAY, AYE.

[02:30:01]

>> [OVERLAPPING] AYE.

>> WE ARE DONE WITH THE AUCTION ITEMS. I WOULD ENTERTAIN A NIGHT OF MOTION.

[H. Consent Agenda]

LET ME JUST READ IT DOWN REAL QUICK.

APPROVAL OF STAFF CONSIDERATIONS, APPROVAL OF EXECUTIVE MEETING MINUTES FROM APRIL 21ST, MAY 12TH, MAY 26TH, APPROVAL OF THE MINUTES FROM MAY 12TH, APPROVAL OF THE REQUESTS FOR AN EXECUTIVE SESSION NEXT MEETING, APPROVAL OF THE MAY CHECK REGISTER, APPROVAL OF THE 2021 EXTENDED SCHOOL YEAR RELATED SERVICE AGREEMENTS, APPROVAL OF THE CONTRACT WITH PARKER AND ASSOCIATES FOR INTERCOMMUNICATION SYSTEMS AND CLOCKS.

APPROVAL OF THE MEMBERSHIP WITH THE WYOMING HIGH SCHOOL ATHLETIC ASSOCIATION, APPROVAL OF A SERVICE CONTRACT WITH WHITE GLOVE, AND APPROVAL OF THE MILL LEVY REQUESTS FOR THE HOT SPRINGS EARLY CHILDHOOD BOCES, CWC BOCES, AND C BARBIE.

IS THERE SOMEONE WHO WISH TO MAKE A MOTION TO APPROVE ALL OF THOSE ITEMS ON THE CONSENT AGENDA?

>> MR. CHAIR, I WOULD MOVE THAT WE APPROVE THE CONSENT AGENDA AS PRESENTED.

>> SECOND.

>> EXCUSE ME. REFLECTING THE ORIGINAL CHANGE TO THE AGENDA.

>> SO NUMBER 10 IS NOT THERE?

>> CORRECT.

>> BEEN MOVED AND SECONDED TO APPROVE THE CONSENT AGENDA.

ALL THOSE IN FAVOR SAY AYE.

>> [OVERLAPPING] AYE.

>> THOSE OPPOSED. WE'RE ON TO PUBLIC COMMENT FOR ITEMS NOT CONTEXT TO THE AGENDA ANY PUBLIC COMMENT HERE IN THE ROOM? ANY PUBLIC COMMENT ON WEBEX? MOVE ON TO COMMUNICATIONS TO THE BOARD.

[I. Communication]

WE'VE GOT QUITE A FEW LETTERS.

IT REGARDS TO LACROSSE.

I THINK I RESPONDED TO EVERYONE.

MANY OF THE PEOPLE RESPONDED BACK VERY POSITIVELY AND A LOT OF THANK YOU'S WHEN I EXPLAIN THE PROCESS AND EXPLAIN THAT THEY WILL HAVE LACROSSE LINES ON THE NORTH FIELD.

THERE WAS QUITE A FEW POSITIVE REACTIONS BACK, A FEW NEGATIVES THAT OF COURSE WANTED IT ON ALL THREE.

ANY OTHER COMMUNICATIONS TO THE BOARD? COMMUNICATIONS FROM THE BOARD? TRUSTEE TESKE.

>> MR. CHAIR, IT IS MY PLEASURE TO PRESENT TRUSTEE SCARLETT, WITH A CERTIFICATE OF RECOGNITION FOR YOUR PROFESSIONAL DEVELOPMENT. THANK YOU.

>> THANK YOU.

>> EXCELLENT.

ANY OTHER COMMUNICATIONS FROM THE BOARD?

>> CAN I?

>> YES, TRUSTEES [INAUDIBLE].

>> CAN I HAVE THE FLOOR FOR JUST A MOMENT.

>> YES.

>> LAST SUNDAY I ATTENDED FOSTER FREEZE'S FUNERAL.

HE'S BEEN SO GENEROUS TO OUR COUNTRY OUR STATE OUR COMMUNITY AND IT WAS REALLY QUITE TOUCHING TO HEAR ABOUT HIS ACE SCHOLARSHIP, TRYING TO HELP CHILDREN THAT DON'T HAVE GOOD PUBLIC SCHOOL OPTIONS TO FIND OPTIONS.

HE HAS SPENT A LOT OF MONEY AND TIME PROMOTING EDUCATION, TRULY BELIEVES THAT'S THE WAY TO SET PEOPLE FREE.

HE'LL BE MISSED BY ME PERSONALLY, BUT BY MANY IN THIS COMMUNITY.

IT'S NOT ALL ABOUT POLITICS, SOMETIMES HE JUST DOES THE RIGHT THING.

IT WAS QUITE SOMETHING.

HE EVEN BROUGHT IN A SOUTH CHICAGO YOUTH GOSPEL CHOIR AND IT WAS UNREAL.

YOU KNOW IT'S GOING TO BE BIG BECAUSE IT WAS FOSTER.

[LAUGHTER] BUT I JUST WANT TO SAY IT WAS QUITE MOVING AND IN YOUR OWN WAY SAY THANKS.

>> OKAY. FUTURE AGENDA ITEMS, SCHEDULING TOPICS, ANYONE HAVE ANYTHING THEY'D LIKE TO SEE ON A FUTURE AGENDA? ANYTHING, TOPICS THAT WE NEED TO BE DISCUSSING.

WE WILL START ADDING TO THE AGENDA FOR THE NEXT FEW MONTHS, THE DISCUSSION ON OUR STRATEGY IN REGARDS TO CAPITAL FACILITY NEEDS WHICH INCLUDES HOUSING, SIXTH-GRADE POD, AND WHATNOT.

ONE ITEM, DID ANYONE HAVE ANYTHING THEY NEED AJ TO TEACH THEM NEXT MONTH FOR THE BOARD OF EDUCATION MOMENT? IF YOU THINK OF IT LET AJ KNOW SO HE KNOWS WHAT TO INSTRUCT.

>> LET ME KNOW.

>> [LAUGHTER] I THINK THERE'S A FILTER. [LAUGHTER]

>> THERE WAS OBVIOUSLY A FILTER.

[LAUGHTER]

>> IT'S CALLED THE CHAIN OF COMMUNICATION.

>> YOU'RE WORRIED WE MIGHT ASK FOR THAT.

[LAUGHTER]

>> WE HAVE YOUR BACK. DON'T WORRY ABOUT IT.

>> ANY OTHER ITEMS ANYBODY WANTED?

>> I DON'T KNOW WHAT THIS LOOKS LIKE AND I'M NOT SAYING IT'S NEXT MONTH.

BUT I WOULD LIKE TO FIND A WAY TO CONTINUE ON WITH THIS DISCUSSION THAT WE STARTED WITH THE PROFILE OF A GRADUATE.

[02:35:06]

SOMEHOW WE NEED TO COME UP WITH WHAT DO WE WANT EDUCATION TO LOOK LIKE IN TETON COUNTY WYOMING? WE NEED TO GET THE COMMUNITY INVOLVED IN THIS SO WE PROTECT OURSELVES FROM THE LEGISLATURE WHEN WE SAY, HEY, THAT'S WHAT OUR FOLKS WANT.

>> I DIDN'T QUITE UNDERSTAND WHAT IT WAS GOING TO BE UNTIL WE GOT THERE.

YOU WERE THERE, BETSY WAS THERE, I WAS THERE, [OVERLAPPING] JENNIFER WAS THERE.

I FOUND IT FASCINATING.

IT WAS INTERESTING JUST TO HEAR EVERYBODY SPEAKING AS TO WHAT THEY THOUGHT IT SHOULD BE.

I'M WONDERING, MAYBE AUGUST, I DON'T KNOW, MAYBE THAT'S A LONG MONTH TO BE DOING THIS.

IT'D BE NICE TO DO ONE JUST OF US AND THE COMMUNITY.

THAT MIGHT ACTUALLY BE ONE THAT WE WOULD DO AS A WORKSHOP.

INVITE THE COMMUNITY IN AND MAYBE THAT IS ONE OF THOSE ROUND TABLE ONES, WHERE LIKE WE USED TO DO.

THAT MIGHT BE ONE WHERE YOU DO IN SMALL GROUPS.

>> [INAUDIBLE] I HADN'T THOUGHT OF IT SO [INAUDIBLE] TO ATTEND.

>> BUT ONE BOARD MEMBER AT EACH TABLE, AND ONE STAFF MEMBER AT EACH TABLE AND GET THE COMMUNITY TO COME IN.

WHAT I FOUND MOST FASCINATING ABOUT THE WHOLE CONVERSATION NOBODY WAS SAYING, WE REALLY NEED TO WORK ON OUR ACADEMICS.

IT WAS ALL THE OTHER THINGS.

I ASKED THE WOMAN.

>> JULIE.

>> JULIE. I SAID, "WHAT DID YOU GET AT OTHER COMMUNITIES?" SHE SAYS, "YOU GET A LOT OF DISCUSSION ABOUT ACADEMICS.

YOU GET A DISCUSSION ABOUT, WE NEED A BETTER MATH PROGRAM, WE NEED A BETTER ENGLISH PROGRAM.

OUR KIDS AREN'T DOING WELL AND THEY GO TO UW, THEY'RE BEHIND AND THEY HAVE TO TAKE A LOT OF REMEDIAL CLASSES." WE HAD NONE OF THAT DISCUSSION.

OUR DISCUSSION WAS ABOUT WE NEED KIDS THAT UNDERSTAND PROFESSIONALISM A LITTLE BETTER AND IT'S TOO BAD KIDS DON'T KNOW HOW TO TYPE ANYMORE.

WHICH FOR A GIRL, A GOOD THING.

IT'S WAS JUST FASCINATING TO ME THAT NO ONE SAID, BOY, WE REALLY NEED TO WORK ON OUR ACADEMICS.

THAT'S A HUGE CREDIT NOT ONLY TO DR. CHRIS BUT TO ALL OF THE SCHOOLS THAT FEED INTO HIS SCHOOL.

I THINK THAT MIGHT BE A GOOD ONE.

DID ANYONE HAVE THOUGHTS ON JULY, AUGUST? ADVERTISE IT LIKE CRAZY.

>> I WILL NOT BE HERE IN AUGUST, I WILL NOT EVEN BE ONLINE.

>> IT WOULD BE MY RECOMMENDATION GIVEN THE FACT THAT THE WEATHER IS SO GOOD IN AUGUST, [LAUGHTER] THAT WE WOULD MAYBE WANT TO WAIT FOR SEPTEMBER, OCTOBER JUST TO GET IN OUR COMMUNITY AND THEN ALSO BECAUSE I THINK THEN WE COULD ENGAGE STAFF DEPENDING ON WHEN WE HAD IT IN AUGUST, STAFF IS STILL OFF.

IT WOULD BE NICE TO HAVE TEACHERS INVOLVED AS WELL.

>> YOUR STUDENT SCHOOL BOARD MEMBERS HAVE A PROJECT JOURNEY [INAUDIBLE]?

>> WE'LL TALK ABOUT THAT.

>> RECYCLING MAYBE?

>> NO. [LAUGHTER].

>> THAT MIGHT BE A FUN ONE FOR THEM.

THEY CAN'T DONE THAT THROUGH ALL YOUR PROJECT BUT THAT MIGHT BE A FUN ONE FOR THEM IN SEPTEMBER AND OCTOBER TO HELP US WITH PROFILE UNDERGRADUATE.

MAYBE PLAN ON OCTOBER MAYBE? [INAUDIBLE]?

>> TRUSTEES I HAD A COUPLE OF THOUGHTS.

WHEN WE DID HAVE THE PRESIDENT OF THE CHAMBER OF COMMERCE THAT PARTICIPATED AND THEN WE HAD SOME PARENTS BOTH ONLINE AND PRESENT THAT PARTICIPATED, IT'S TOUGH TO GET PEOPLE BACK IN.

I'M WONDERING IF WE LOOK AT IT DIFFERENTLY, I'M ALREADY COMMITTED TO PRESENTING AT THE PINES.

I'M A MEMBER OF ROTARY, WE HAVE A VARIETY OF OTHER GROUPS.

>> LIKE THE TRAVELING SHOW?

>> WELL, YES. MAYBE A LITTLE LESS.

WE CAN DO THE WORKSHOP AS WELL, I HAVE NO PROBLEM WITH THAT.

I'M JUST THINKING, HOW CAN WE GET MORE INPUT, NOT THE SAME PEOPLE BUT MORE INPUT?

>> MEET PEOPLE WHERE THEY ARE.

>> YEAH, AND JUST REALLY SWITCH IT AROUND A LITTLE BIT, I THINK THAT WOULD BE HELPFUL.

THEN THE SECOND THING, I THINK WHAT WILL HAPPEN IN THE FALL, JULIE AND DIANA CLAIRE FROM THE STATE BOARD, THEY COMPILE ALL THIS INFORMATION AND THEN THEY'RE GOING TO HOST ANOTHER MEETING.

WHERE WE CAN WEIGH IN ON, HERE'S WHAT WE HEARD, WHAT DO YOU THINK? THEN THAT BECOMES THE SECOND WAVE BEFORE IT'S PRESENTED TO THE LEGISLATURE.

IF I HAVE THAT RIGHT, DOES THAT SOUND RIGHT JANINE?

[02:40:03]

>> I THINK CLOSE ON.

I HONESTLY DON'T KNOW THE DATES IN MY MIND.

>> WE'LL HAVE ANOTHER CHANCE AT IT TOO.

I THINK IT'LL BE HELPFUL THE TIME, ALL OF IT REALLY WELL.

THEN WE COULD ALSO ADD THE SYSTEMS OF ED.

THERE'S A LOT OF DIFFERENT COMMUNITY GROUPS THAT WE CAN BRING IN TO REALLY ENGAGE IN SMALL GROUPS.

THEN SIMILAR TO WHAT JULIE AND DIANE ARE DOING, WE CAN BRING IT BACK TO THE SCHOOL BOARD.

WE DID A TRAVELING ROADSHOW, THIS IS A COMPILATION OF ALL THE THINGS THAT WE LEARNED, WHAT DO YOU THINK BOARD? WE COULD DO IT THAT WAY TOO.

>> THAT MIGHT BE A REALLY GOOD WAY TO DO IT ACTUALLY.

DO THE SHIT ROADSHOW AND THEN BRING IT BACK AND INVITE SOME COMMUNITY MEMBERS IN AND SAY, WE'D LIKE TO PRESENT THE FOLLOWING GROUPS, THIS IS WHAT WE CAME UP WITH, HELP US REFINE THIS.

>> IS IT WORTH?

>> [INAUDIBLE].

>> THIS IS WHY WE'RE HERE.

IT'S JUST SOMETHING I WANT TO KEEP IN FRONT OF US AND JUST KEEP NUDGING ALONG AND BRAINSTORMING.

>> NO, IT WAS A FASCINATING CONVERSATION.

OTHER FUTURE AGENDA ITEMS? [OVERLAPPING]

>> MR. CHAIR.

>> YES.

>> IT'S A REALLY GOOD TIME TO BE WORKING ON THIS BECAUSE YOU PROBABLY HAVE READ THE ARTICLES ABOUT HOW EMPLOYEES ARE NOW FLEXING THEIR MUSCLES BECAUSE NUMBER 1, A LOT OF PEOPLE AREN'T RETURNING TO THE WORKFORCE IN THE SAME CAPACITY AS THEY HAD BEFORE COVID AND NUMBER 2, OUR POPULATION IS DROPPING DRAMATICALLY.

WE AREN'T GOING TO BE ABLE TO BACKFILL POSITIONS THAT HAVE EXISTED FOR A LONG TIME.

EMPLOYEES REALLY HAVE SOME CLOUD AND IF OUR KIDS, SOME OF WHOM MAY PURSUE CTE CAREERS, THAT THING, THEY GOT TO PREPARE TO GO OUT THERE AND FOR ONE THING SHOW UP, WHICH IS ONE OF THE BIGGEST PROBLEMS I THINK IN ALMOST ALL COMMUNITIES FOR NEW EMPLOYEES.

WE HIRED A GUY FROM WYOMING WHISKEY TWICE AND MY SUSAN WHO WORKS FOR US AND I'M NOT PUTTING HIM ON THE PAYROLL AGAIN BECAUSE HE DIDN'T SHOW UP THE FIRST FEW TIMES.

FINALLY, THIS GUY SHOWED UP AND HE'S ACTUALLY A GREAT EMPLOYEE NOW.

BUT SOMEHOW A LOT OF YOUNG PEOPLE ARE MISSING THE LESSONS THAT MOST OF US LEARNED ABOUT HALF OF IT IS SHOWING UP TO GETTING A GOOD JOB AND TO BEING ABLE TO MAINTAIN YOURSELF AND MAINTAIN YOUR FAMILY.

I THINK IT'S A GREAT IDEA, JANINE MORE AND MORE.

THE MORE I READ ABOUT WHERE WE ARE WITH EMPLOYMENT TODAY, IT'S A REALLY GOOD TIME TO BE CONSIDERING THIS.

>> IT'S REALLY SCARY IF YOU THINK ABOUT IT.

OUR KID'S STARTING KINDERGARTEN.

3/4 OF THE JOBS THAT EXIST TODAY WON'T BE HERE SO WHAT ARE WE DOING WITH THEM? HOW DO YOU FORMULATE THINGS SO THAT THEIR BASE OF KNOWLEDGE THAT THEY CAN SUCCEED WHEN WE DON'T EVEN KNOW WHAT THEY'RE GOING TO SUCCEED IN?

>> CURIOSITY IN KNOWING THAT WORKS.

>> [OVERLAPPING] FURTHER. ANYTHING ELSE IN REVIEW OF THE MEETING?

>> I THOUGHT IT WAS A FUN MEETING, IT WAS. [LAUGHTER]

>> THE FACT THAT WE'RE STILL [INAUDIBLE] YOUR TEDDY.

[LAUGHTER]

>> ALL RIGHT, I WOULD ENTERTAIN A MOTION TO ADJOURN.

>> SECOND. [OVERLAPPING]

>> SECONDED TO ADJOURN, ALL IN FAVOR SAY AYE.

>> [OVERLAPPING] AYE.

>> WE ARE ADJOURNED. THANKS, KATE.
