THANKS FOR THE REMINDER. [00:00:01] OK, WELL, WE'LL GO AHEAD AND GAVEL AND WE HAVE QUORUM. I'LL CALL TO ORDER THIS JUNE 16, 2021 TETON COUNTY SCHOOL DISTRICT NUMBER 1 RECREATION [1. CALL TO ORDER] DISTRICT REGULAR BOARD MEETING. IT IS 1:11 P.M. START WITH THE PLEDGE OF ALLEGIANCE. I'LL TAKE A MOTION TO APPROVE THE AGENDA FOR THIS BOARD MEETING. [2. APPROVAL OF AGENDA] SO MOVED. IT'S BEEN MOVED AND SECONDED THAT WE APPROVE THE AGENDA AS PRESENTED. ALL THOSE IN FAVOR, PLEASE SAY AYE. AYE. ALL THOSE OPPOSED. THAT WAS UNANIMOUS. MOVING ON, WE WILL. [3. COMMUNICATIONS] THE THIRD ITEM IS. COMMUNICATIONS FROM I'M A LITTLE LOST HERE. COMMUNICATIONS FROM THE BOARD. PUBLIC COMMENT FOR ITEMS NOT ON THE AGENDA, IS THERE ANY PUBLIC COMMENT FOR ITEMS NOT ON OUR AGENDA. IF YOU HAVE [INAUDIBLE] HAND. NOPE, HEARING NONE WE WILL MOVE ON. COMMUNICATIONS TO THE BOARD, I BELIEVE WE HAD THREE LETTERS THAT WE RECEIVED SINCE THE LAST MEETING. COMMUNICATIONS FROM THE BOARD, DOES ANYBODY, ANY BOARD MEMBER HAVE ANYTHING TO SAY? WE WILL MOVE ON PURPOSE AND PURPOSE OF THIS BOARD MEETING IS TO HAVE AN ANNUAL [4. ANNUAL BUDGET HEARING FY22] BUDGET HEARING FOR OUR 2021-22 BUDGET. SO I BELIEVE WE HAVE TO ADJOURN INTO OUR BUDGET HEARING, WHICH I CAN JUST [INAUDIBLE]. KRISTIN, PLEASE PRESENT THE BUDGET. ALL RIGHT, PULL UP THE FINAL BUDGET DOCUMENTS. THIS BUDGET IS BASED ON THE POINT EIGHT PROPOSED NO LEVY THAT THE SCHOOL BOARD APPROVED WITH AN ANTICIPATED TOTAL REVENUE OF ONE POINT EIGHT MILLION DOLLARS THIS YEAR APPROXIMATELY, AND A TOTAL EXPECTED EXPENDITURES OF ABOUT ONE POINT EIGHT MILLION DOLLARS THIS YEAR AND SOME CHANGE, WE DO EXPECT THE COUNTY TAX REVENUE TO FLUCTUATE A LITTLE BIT AS THE COUNTY WORKS THROUGH THE FINALIZATION OF THE TOTAL ASSESSED VALUE FOR THE COUNTY. BUT OTHER THAN THAT, THIS THE EXPENDITURES BUDGET IS BASED ON BOTH ANTICIPATED LEGAL EXPENSES THAT ARE PRETTY STANDARD FOR THE YEAR, AS WELL AS THE APPROVED APPLICATIONS BY THIS BOARD A COUPLE OF MONTHS AGO. DO WE HAVE ANY QUESTIONS FOR KRIS? YOU KNOW, MR. CHAIR, CHRISTINE, I AT THE LAST, WHEN WE WERE APPROVING GRANTS, I OBJECTED TO AWARDING ANYBODY WHO HAD APPLIED FOR A SPECIFIC AMOUNT, ANYTHING MORE THAN THAT AMOUNT. AND I WENT BACK AND LOOKED AT THE DRAFT PROHIBITION IN WYOMING LAW, AND IT PREVENTS OR PROHIBITS GOVERNMENT ORGANIZATIONS FROM GIVING MONEY AWAY. I THINK THAT IF WE WERE TO HONOR THE GRANT AMOUNT, WE WOULD NOT BE AFOUL OF THAT PROHIBITION. BUT IF WE GO OVER IT WHEN THEY DIDN'T ASK FOR THAT MONEY, THEN I THINK WE'VE RUN AFOUL OF THE LAW. AND I DON'T KNOW IF SARAH LOOKED INTO IT. I KIND OF MENTIONED IT TO HER. I THOUGHT SHE MIGHT LOOK INTO IT, BUT I HAVEN'T HEARD FROM HER. SO I DON'T KNOW IF SHE DID. SO TO THE EXTENT I THINK THE CHECKS HAVE TO BE WRITTEN FOR THE AMOUNT THEY APPLIED FOR, NOT AN EVEN FIVE THOUSAND DOLLARS JUST BECAUSE WE WERE GIVING THAT TO OTHER PEOPLE. HAS LEGAL COUNSEL PROVIDED ANY DIRECTION ON THAT? NO. AT THIS POINT, IT HAS NOT SO UNLESS WE HEAR. MY FEELING IS UNLESS WE HEAR OTHERWISE FROM OUR LEGAL COUNSEL THIS AS MOVED ON AS APPROVED BY THE BOARD. NOTING TRUSTEE MEAD'S COMMENTS IF IT LEGALLY HAS TO BE CHANGED, THEN WE'LL REVISIT THAT AT OUR NEXT MEETING. ALL RIGHT. IS THAT ALL RIGHT? NO, THAT'S ALL RIGHT WITH ME. I JUST DON'T LIKE TO BE BREAKING THE LAW IN MY POSITION AS A LAWYER. [00:05:02] WELL, IT LOOKS LIKE MOST OF US DON'T LIKE BREAKING THE LAW. THAT INCLUDES SPEEDING DR. CHAPMAN. [LAUGHTER] ANYWAYS. I DON'T HAVE ANY TICKETS. SINCE. I WAS LIKE A LONG TIME AGO, NOT A WYOMING RESIDENT. I HAVE NOT HAD A SPEEDING TICKET SINCE I MOVED TO WYOMING, VERY GOOD. [INAUDIBLE] ANYWAYS, DO WE HAVE ANY PUBLIC COMMENT ON OUR BUDGET? THERE'S NOT A NOT A PUBLIC COMMENT, OK, THAT WE WILL ADJOURN FROM OUR BUDGET HEARING. AND SO WITH THAT BUDGET HEARING FOR REC DISTRICT IS ADJOURNED. BACK IN REGULAR SESSION. I WILL TAKE A MOTION TO APPROVE THE BUDGET AS PRESENTED. [5. ACTION ITEM] SO MOVED. SECOND. IT'S BEEN MOVED AND SECONDED, IS THERE ANY FURTHER COMMENT FROM THE OR FROM THE REC DISTRICT BOARD MEMBERS? HEARING NONE WE'LL GO AHEAD AND VOTE. ALL THOSE IN FAVOR, PLEASE SAY AYE. AYE. OPPOSED SAY NO. IT'S PASSED. [6. CONSENT AGENDA] NEXT ITEM, WHAT IS IT, THE APPROVAL OR CONSENT AGENDA, WHICH IS NOTHING MORE THAN THE APPROVAL OF THE MEETING MINUTES FROM MAY 18. CAN I HAVE A MOTION TO APPROVE THE CONSENT AGENDA. SO MOVED. I'LL SECOND THAT. IT'S BEEN MOVED AND SECONDED THAT WE APPROVE THE CONSENT AGENDA AS PRESENTED ALL THOSE IN FAVOR, PLEASE SAY AYE. AYE. OPPOSED NO. ADVANCED PLANNING TUESDAY, SEPTEMBER 14TH, WILL BE OUR REGULAR BOARD MEETING. [7. ADVANCED PLANNING] I BELIEVE THAT'S AT 1:00 [INAUDIBLE] ON MY SHEET. WITH THAT IS THERE ANYTHING ELSE FOR THE GOOD OF THE ORDER DR. CHAPMAN. NO SIR. BUDGET LADY. WITH THAT I'LL TAKE A MOTION TO ADJOURN. MOTION TO ADJOURN. SECOND. BEEN MOVED AND SECONDED THAT WE ADJOURN. ALL THOSE IN FAVOR, PLEASE SAY AYE. AYE. ALL THOSE OPPOSED SAY NO. WE'RE ADJOURNED. THANK YOU. THANK YOU, GUYS. HAVE A GOOD SUMMER.
