[00:00:02] >> WE'LL GET STARTED. CALL MEETING TO ORDER. [A. Call to Order] IT'S A LITTLE LATE, IT'S 6:07. WE ARE ALL HERE EXCEPT PESKY IS GONE AND BETSY CARLIN SHOULD BE CALLING IN FOR MICHIGAN IN A LITTLE BIT. WE'LL GET STARTED AND HOPEFULLY BETSY CAN JOIN US IN A MOMENT. LET'S START WITH THE PLEDGE OF ALLEGIANCE. >> >> OKAY. AT THIS POINT, WE ALL NEED TO READ ONE OF OUR MISSION OR VISION STATEMENT. TONIGHT WE'LL READ OUR VISION STATEMENT. AS A PREMIER DISTRICT, OUR VISION IS TO ENSURE EVERY STUDENT IS PREPARED TO SUCCEED IN AN EVER-CHANGING WORLD. THEN WE MOVE ON TO APPROVAL OF A MEETING AGENDA. [B. Approval of the Agenda] IS THERE A MOTION TO APPROVE THE AGENDA? >> MR. CHAIRMAN, I MOVE THAT WE APPROVE THE AGENDAS. >> IS THERE A SECOND? >> SECOND. >> A MOVE BY TRUSTEE SCARLETT, SECONDED BY TRUSTEE DRUMSTICK TO APPROVE TONIGHT'S AGENDA. ALL THOSE FOR APPROVAL SAY AYE. >> [OVERLAPPING] AYE. >> ALL THOSE AGAINST? OKAY. WE MOVE ON TO [C. Superintendent's Report] SUPERINTENDENT'S REPORT. SUPERINTENDENT CHAPMAN. >> THANK YOU, TRUSTEES AND CHAIR GINGERY. GILLION CHAPMAN SUPERINTENDENT. THIS EVENING, AS YOU KNOW, THE BEST DAY OF SCHOOL IS COMING UP, AUGUST 30TH. THAT'S THE BEST DAY THE WHOLE ENTIRE YEAR. SOMETHING THAT WE'VE ALL BEEN LOOKING FORWARD TO. I'M EXCITED ABOUT THE FIRST DAY AT SCHOOL, AUGUST 30TH. IN ANTICIPATION OF A TERRIFIC YEAR AHEAD OF US, THE FUND FOR PUBLIC EDUCATION HAS ORGANIZED AN EVENT ON AUGUST 28TH, HERE IN THE DISTRICT OFFICE PARKING LOT GROUNDS, POKE FUN FEST. IT'S AN OPPORTUNITY TO FOCUS AS A PART OF GETTING EXCITED ABOUT THE SCHOOL YEAR. AS A PART OF THIS YEAR'S SCHOOL SUPPLY DRIVE, THE FUND FOR PUBLIC ED HAS REALLY GONE OUT ABOVE AND BEYOND AND GOT FREE DONATIONS, LIKE THIS DEO BACKPACK, FOR STUDENTS AND THEY ARE FILLED WITH HIGH-QUALITY SCHOOL SUPPLIES. EVERYTHING THAT ARE ON STUDENTS' LISTS. WE'RE REALLY EXCITED ABOUT THAT AND GRATEFUL TO THE FUND FOR PUBLIC ED. IN FACT, THEY'RE ALL AGE APPROPRIATE. GRAPHING CALCULATORS, FOR EXAMPLE, ARE A PART OF SOME OF THE KITS. THOSE WERE DONATED BY G.E JACKSON. [INAUDIBLE] GENEROUSLY DONATED 100 OF THESE BACKPACKS, WHICH WILL BE GIVEN OUT THROUGH A NUMBER OF PROGRAMS. THEN G.E JOHNSON DONATED SUPPLIES FOR DOZENS OF KIDS ACROSS ALL GRADES. REALLY THANKFUL TO HAVE SUCH A STRONG SUPPORTER FOR THE FUND FOR PUBLIC ED LOOKING OUT FOR ALL KIDS. JUST REALLY APPRECIATE ALL THE LEADERSHIP AND SUPPORT. THANK YOU TO JENNIFER AND TO THE FUNDING FOR PUBLIC ED BOARD. I ALREADY TALKED ABOUT SCHOOL PREPARATIONS. THE DISTRICT [OVERLAPPING]. >> THE FUN FEST IS SATURDAY THE 28TH,11:00-2:00, HERE ON THE PARKING LOT? >> RIGHT. >> THIS IS OPEN TO ANYBODY? >> CORRECT. >> PARENTS SHOULD BRING THEIR STUDENTS, AND KIDS AND EVERYBODY SHOULD COME. >> IT'LL BE AN OPPORTUNITY TO CHECK OUT ONE OF WEST'S FABULOUS MEALS. YOU CAN SAMPLE SOME OF THAT. HAVE SOME GAMES AND PRIZES. IT WILL BE A VERY FUN ACTIVITY. OUR CLUBS AND ACTIVITIES IN OUR SCHOOLS ARE DOING DEMONSTRATIONS, SO IT WILL BE A LOT. THE NEXT SECTION IS THE DISTRICT LEADERS' REPORT. IF THERE ARE ANY QUESTIONS, WE CAN DIRECT THEM TO THE DISTRICT LEADERS. WHILE YOU'RE THINKING ABOUT THAT, YOU MIGHT NOTICE WE HAVE A LITTLE LARGER AUDIENCE TODAY. THE PRINCIPALS RETURNED ON MONDAY AND SO THEY WERE SUPER EXCITED TO RETURN AS A PART OF THEIR FIRST WEEK BACK TO OUR BOARD MEETING. WELCOME PRINCIPALS. ANY QUESTIONS ON THE DISTRICT LEADERSHIP BOARD? [LAUGHTER] ENTHUSIASM IS JUST OVERWHELMING IN THE ROOM. [LAUGHTER] >> ANNE IS CERTAINLY MOVED TO ELEMENTARY, BECAUSE HE'S WAVING TO US LIKE HE IS A [INAUDIBLE]. HE DIDN'T USED TO DO THAT WHEN HE WAS AT THE [INAUDIBLE]. [LAUGHTER] DOES ANYONE, HAVE ANY QUESTIONS ON THE DISTRICT LEADERSHIP BOARD? [00:05:01] I HAD TWO. ONE, I WAS SO IMPRESSED WHEN I READ UNDER HOWARD'S. IT'S JUST NONCHALANTLY DURING THIS THING. EVERYBODY HAS ALL THESE BULLET POINTS, THEN YOU GET TO HIS, PREPARING 3,000 DEVICES FOR STARTING SCHOOL. I JUST THOUGHT THAT WAS THE FUNNIEST THING TO READ. THAT IS AMAZING BULLET POINT. IT DESERVES THAT BULLET POINT [LAUGHTER]. THE OTHER ONE, I JUST WAS GOING TO MENTION THE HEATHER SEAN WAS, SHE PUT ON THERE THAT SHE HAD A LOT OF OPEN POSITIONS IN THE DISTRICT WORKING TO BRAINSTORM NEW IDEAS TO ACCRUE. JUST THROWING THIS OUT THERE. BOTH THE COUNTY AND THE TOWN OF JACKSON CONTRIBUTE TO JH AIR. JH AIR IS THE ONLY ENTITY YOU HAVE TO CONTRIBUTE TO JH AIR IN ORDER TO GET DISCOUNTS FOR SKI TICKETS. HAVE WE EVER LOOKED AT PERHAPS DOING SOMETHING SIMILAR WHERE WE WOULD DONATE AND THEN BE ABLE TO [INAUDIBLE] DISCOUNTS ON SKI TICKETS? >> CHAIR GINGERY, WE ALREADY DO GET DISCOUNTS ON SKI TICKETS. >> WE ALREADY DO THAT. OKAY. >> BUT I DON'T KNOW THAT IT'S THROUGH JH AIR. >> WE DON'T HAVE TO GO THROUGH JH AIR [INAUDIBLE] >>YEAH. THEY'RE BETTER THAN THE AUGUST PARTS. TOWN AND COUNTY EMPLOYEES GET BETTER THAN THAT. IT MIGHT BE AN IDEA. IT MIGHT BE A GOOD WAY TO RECRUIT AND RETAIN. I KNOW IT'S A BIG DEAL TO TOWN EMPLOYEES AND COUNTY EMPLOYEES GETTING THE SUBSTANTIAL DISCOUNTS FOR SKI TICKETS, FOR ALL THREE. THEN WHAT ELSE THAT THEY DO, THEY GIVE THE TOWN OF JACKSON, THEY GET JUST RANDOM PASSES. YOU CAN CHECK THEM OUT AND JUST TAKE THEM WITH YOU THAT DAY. EVEN IF YOU DIDN'T GO BUY A PASS, YOU CHECK IT OUT FOR THE DAY AND YOU GO SKI ON THAT TOWN AT ANY OF THE THREE. IT'S AN IDEA. I SAW THAT HEATHER HAD THEIR WORKING BRAINSTORM IDEAS TO RECRUITMENT AND RETAIN. I KNOW THAT'S A BIG RECRUITMENT TOOL THAT OTHER GOVERNMENT AGENCIES ARE USING. >> MR. CHAIR, I HAVE A QUESTION WITH REGARD TO THE GOOD SERVICE [INAUDIBLE]. >> [BACKGROUND] [OVERLAPPING] ANY OTHER QUESTIONS ON THE [INAUDIBLE] WE'LL MOVE ON TO [INAUDIBLE]. [LAUGHTER] [BACKGROUND] >> THANK YOU, [INAUDIBLE] HELLO TRUSTEES, I'M ALEX [INAUDIBLE] FORMER KINDERGARTEN TEACHER FROM THE DISTRICT, BUT NOW THE PRESCHOOL LIAISON. I'M HERE JUST TO SHARE SOME THINGS THAT WE'VE BEEN WORKING ON THIS PAST YEAR IN MY NEW ROLE, AND SOME EXCITING THINGS TO COME FOR THIS YEAR AND HOPEFULLY THE FUTURE. LET'S START FIRST WITH KINDERGARTEN REGISTRATION ENROLLMENT. MY BIGGEST GOAL THIS LAST YEAR WAS TO REALLY START COMMUNICATING WITH THE FAMILIES IN OUR COMMUNITY AND AREA PRESCHOOLS, AND BUILDING RELATIONSHIPS. ONE THING THAT WE DID WAS REALLY START EARLY WITH KINDERGARTEN REGISTRATION, AND REALLY THE MESSAGE INTO PRESCHOOL IS JUST GET EVERYBODY ON THE SAME PAGE AND GIVE THEM ONE POINT OF CONTACT WHICH WAS ME, TO HELP ANSWER YOUR QUESTIONS ABOUT DATES, HOW TO REGISTER, AND IF PARENTS HAVE ANY QUESTIONS, THEY CAN GET A HOLD OF ME. ONLINE REGISTRATION I THINK WENT REALLY WELL THIS YEAR, PART OF THAT WAS BECAUSE FAMILIES HAD A LOT MORE ACCESS TO TECH, AND SO GETTING THEM REGISTERED ONLINE WAS A LOT EASIER THAN IN THE PAST. AS OF THE BEGINNING OF MAY, WE HAD 93 PERCENT OF OUR KINDERGARTNERS REGISTERED AND SO THAT WAS A BIG DIFFERENCE FROM OUR NEAREST PASS. WE'VE SEEN THOSE NUMBERS COME UP JUST A LITTLE BIT FROM ABOUT, I THINK WE'RE AT 190 KIDS IN MAY AND NOW WE'RE A LITTLE OVER 200, SO A LITTLE BIT MORE HOPEFULLY TO COME IN THE NEXT FEW WEEKS, BUT HOPEFULLY NOT TOO MANY. I KNOW THAT PUT SOME STRESS ON KINDERGARTEN TEACHERS. WE REALLY NEED TO UP OUR REGISTRATION EFFORTS STARTING EARLIER IN THE FALL, JUST GIVE MORE INFO TO PRESCHOOLS AND FAMILIES. THE EXEMPTION PROCESS WAS SOMETHING THAT WAS NEW THIS YEAR WITH THE CUT-OFF DATE CHANGING FOR KINDERGARTEN. IT WAS SEPTEMBER 15TH IN THE PAST, AND NOW IT MOVED UP TO AUGUST 1ST, AND SO WE HAD A PROCESS FOR FAMILIES WHOSE CHILDREN FELL INTO THAT 45-DAY WINDOW. WE HAVE 24 FAMILIES ACROSS THE DISTRICT PARTICIPATE IN THIS PROCESS, AND 21 OUT OF 24 DECIDED TO ENROLL. WHAT HAPPENED DURING THIS PROCESS WAS WE REALLY JUST GOT TO KNOW THESE FAMILIES, [00:10:04] WE'RE THERE TO ANSWER QUESTIONS OR CONCERNS THAT PARENTS HAD ABOUT STARTING KINDERGARTEN, QUOTE UNQUOTE, "EARLY" OR POSTPONING ANOTHER YEAR AND DOING ANOTHER YEAR OF PRESCHOOL, AND JUST REALLY GOT TO KNOW THEM AND WELCOMING THEM TO THE COMMUNITY. OVERALL, A LOT OF THE KINDERGARTEN TEACHERS WHO PARTICIPATED AS WELL AS THE ADMIN, THEY FELT THAT THAT WAS A REALLY STRONG PROCESS TO REALLY GET TO KNOW THESE FAMILIES AND ADDRESS CONCERNS THAT THEY MAY HAVE. WE'RE LOOKING FORWARD TO SEEING HOW THESE KIDS DO THIS YEAR, AND THEN DEVELOP THE PROCESS A LITTLE BIT FURTHER FOR IN THE FUTURE. >> [INAUDIBLE] AS I READ IN THE STATUTE, I THOUGHT IT WAS A GREAT IDEA BECAUSE YOU GOT THE PROBLEM WITH FOUR-YEAR-OLDS SHOWING UP TO SCHOOL AND ARE JUST NOT READY. YOU HAVE DIFFERENT KIDS IN YOUR CLASSROOM THAT ARE VERY READY, AND YOU HAVE KIDS THAT HAVE NEVER BEEN IN A CLASSROOM OF ANY TYPE, SOME NOT EVEN POTTY-TRAINED [INAUDIBLE] SO I THOUGHT IT WAS A GREAT IDEA WHEN THE LEGISLATURE SWITCHED SEPTEMBER 15TH TO AUGUST 1ST. BUT THIS EXEMPTION THING SEEMS TO BE SLIGHTLY PROBLEMATIC IN THAT, THERE DOESN'T SEEM TO BE AN OBJECTIVE STANDARD FOR YOU TO SAY, NO. IF I'M UNDERSTANDING CORRECTLY, IT'S AN EXEMPTION PROCESS, BUT YOU REALLY DON'T HAVE THE POWER TO SAY NO. IF PARENTS WANT TO BRING THEIR CHILD EARLY, THEY BRING THEIR CHILD. >> YEAH. THAT WAS A BIG DECISION THAT WE HAD WHEN WE CREATED THIS PROCESS WAS, DO WE WANT TO CREATE SOMETHING THAT WAS REALLY RIGOROUS AND COULD TELL US QUOTE-UNQUOTE, "IF A CHILD WAS READY?" OR DO WE WANT TO REALLY JUST WORK ON BUILDING RELATIONSHIPS WITH FAMILIES AND HAVING A CONVERSATION WITH THEM, GET TO KNOW THESE FAMILIES AND THESE STUDENTS AND SAY, "HEY, WHAT ARE ALL THE REASONS WHY YOU'RE THINKING KINDERGARTEN NOW? YOUR KNOW YOUR CHILD BEST, HOW CAN WE GET TO KNOW YOU AND HELP YOU IN MAKING THIS DECISION?" LIKE I SAID, THERE WERE THREE FAMILIES WHO AFTER THIS CONVERSATION IN THIS MEETING WITH KINDERGARTEN TEACHERS AND STAFF, AS WELL AS THE PRESCHOOL TEACHER WAS THERE IN SOME CASES, THEY DECIDED THAT KINDERGARTEN WASN'T THE RIGHT MOOD FOR THAT. I DO THINK IT WAS A SUCCESSFUL MEETING FOR A LOT OF THESE FAMILIES TO REALLY JUST GET A BETTER PICTURE OF WHAT KINDERGARTEN EXPECTATIONS WERE GOING TO BE, WHAT KIDS WERE GOING TO BE ASKED TO DO, AND ULTIMATELY JUST SAYING, "HEY, WE'RE HERE TO SUPPORT YOU AS YOU MAKE A SUCCESSFUL CHOICE FOR YOUR CHILD." >> YOU'RE SO POSITIVE ABOUT THIS. [LAUGHTER] >> I TRY TO BE. >> [OVERLAPPING] HAD KIDS WHO ARE CLOSE TO THAT DEADLINE? >> I'VE HAD MANY. [OVERLAPPING] >> I WOULD SAY THAT IT DOESN'T JUST AFFECT THEY'RE IN KINDERGARTEN [INAUDIBLE] IT AFFECTS ALL THE WAY THROUGH IF THEY WERE [INAUDIBLE].I KNOW PARENTS ARE REALLY BUSY, REALLY INTERESTED IN GETTING GOING WITH HAVING THEIR KIDS IN SCHOOL. IT CAN HAVE LONG-TERM IMPLICATIONS EVEN WHEN IT WAS SEPTEMBER 15 OR AUGUST. >> [INAUDIBLE] 13TH BIRTHDAYS AND THAT EXPLAINS A LOT OF [INAUDIBLE]. >> [LAUGHTER] THAT'S WHAT IT IS, RIGHT? >> YEAH. WE TALKED ABOUT A LOT OF THINGS. I MEAN, NOT ONLY WERE WE TALKING ABOUT READINESS JUST BASED ON THE STUDENT, WE WERE ALSO TALKING ABOUT FINANCIAL IMPLICATIONS OF WAITING ANOTHER YEAR. I MEAN FOR SOME FAMILIES THAT'S $12,000, AND SO WE KNOW THAT THAT FACTORS IN AND THAT'S WHERE SAYING, NO, YOU CAN'T COME REALLY MIGHT NOT BE THE BEST WAY TO GO AND SO THOSE [INAUDIBLE]. >> NOW, YOU HAVE SUCH A POSITIVE ATTITUDE. I JUST GO BY YOUR [INAUDIBLE]. >> I LIKE TO THINK OF IT, IF THIS WAS LAST YEAR, THEY'D BE COMING ANYWAY. HAVING THESE FAMILIES, THE CONVERSATIONS WITH THE FAMILIES AND JUST SAYING, "LISTEN, WE ARE HERE TO SUPPORT YOU. WHAT DO YOU THINK YOUR CHILD NEEDS TO WORK ON OVER THE SUMMER?" OR TALKING TO PRESCHOOL TEACHERS, "WHAT ARE SOME THINGS THAT WE COULD DO, MAYBE IN ANOTHER YEAR OF PRESCHOOL THAT WOULD REALLY SET THEM UP FOR SUCCESS IN KINDERGARTEN" AND LIKE YOU SAID, MUST NEED BEYOND BECAUSE WE KNOW THAT IT HAS LASTING IMPACT. >> QUESTIONS ABOUT [INAUDIBLE]? KINDERGARTEN ROUNDUP. THIS IS THE OLD K-SCREENER PROCESS THAT WE'VE NOW CHANGED THE ROUNDUP. WE'RE REALLY EXCITED ABOUT THIS BECAUSE IT HASN'T HAPPENED YET. WE ACTUALLY PUSHED IT BACK UNTIL LATER THIS MONTH. IT'S GOING TO TAKE PLACE IN MOST SCHOOLS ON AUGUST 23RD, PRIOR TO THE START OF SCHOOL, AND WHAT THAT DOES IS THAT IT'S THOSE KIDS WHO MIGHT HAVE BEEN FOUR IN APRIL AND MAY WHEN WE USED TO DO IT BEFORE, WHO ARE NOW FIVE AND REALLY EXCITED FOR KINDERGARTEN. IT'S A CHANCE TO WELCOME THEM INTO THE SCHOOLS, AND HAVE THEM REALLY SEE THE SCHOOL AS THE PLACE THEY'RE GOING TO BE IN JUST A FEW DAYS. I WORKED WITH A TEAM OF ELEMENTARY ADMIN AND K TEACHERS TO REALLY RE-IMAGINE THE "SCREENER," QUOTE-UNQUOTE PROCESS AND REALLY, WE WANTED TO BUILD RELATIONSHIPS. WE WANT TO BUILD THIS LEARNING COMMUNITY FOR EACH SCHOOL, MAKE IT UNIQUE TO EACH SCHOOL. THIS DAY IS GOING TO INCLUDE THREE DIFFERENT PARTS. [00:15:01] THERE'S GOING TO BE CLASSROOM TIME, WHICH IS WHERE THE SCREENER HAPPENS, WHERE THE KIDS WILL BE DOING SOME ACTIVITIES TO SHOW FINE MOTOR SKILLS, THE LETTERS AND NUMBERS THAT THEY KNOW, SHAPES, COLORS, THINGS LIKE THAT. THERE'S ALSO GOING TO BE PLAYGROUND FREE PLAY TIME, WHERE WE CAN DO SOME OBSERVATIONS ABOUT SOCIAL EMOTIONAL SKILLS OUTSIDE. THEN THERE'S GOING TO BE REALLY FAMILY TIME AND THAT'S REALLY THE OPPORTUNITY FOR FAMILIES TO GO ON SCHOOL TOURS, CHECK OUT THE SPACE, GET TO MEET STAFF, AND REALLY JUST INTERACT WITH THE NEW LEARNING COMMUNITY. OTHER FAMILIES ARE GOING TO BE THERE AS WELL, AND SO THIS IS GOING TO BE HELD LIKE I SAID, IN AUGUST AND WE'RE REALLY LOOKING FORWARD TO IT BECAUSE I THINK IT'S GOING TO BE A GREAT WAY TO WELCOME THESE NEW FAMILIES TO THEIR SCHOOLS. WE'RE HOPING TO SEND KIDS HOME WITH THEIR LITTLE FALCON SHIRTS OR MUNGER MOUNTAIN SHIRTS ON THAT DAY SO THAT THEY CAN COME TO THE FIRST DAY OF SCHOOL WITH SOME SWAG AND JUST REALLY FEEL LIKE THEY'RE PART OF THIS NEW COMMUNITY. I'LL HAVE MORE INFO ABOUT THAT AFTER IT TAKES PLACE IN A WEEK OR SO, BUT WE'RE REALLY LOOKING FORWARD TO THAT CHANGE AND JUST HAVE IT BE MUCH MORE WELCOMING FOR FAMILIES TO COME TO OUR NEW BIG ELEMENTARY SCHOOL. THAT'S COMING. YES, GO AHEAD. >> THEY'RE NOT USED TO USING KINDER SCREENING BACK IN SPRING. A LOT OF IT WAS TO ASSIST YOU, SO YOU WERE SPLITTING UP THE CLASSROOM IN SOMEWHAT OF AN EVEN MATTER. ONE TEACHER WASN'T ENDING UP WITH THIS GROUP OF KIDS, SO THEY'RE EVENED OUT. IT HAS TWO LEVELS. [INAUDIBLE] HOW ARE YOU GOING TO DO THAT WITH [INAUDIBLE] NOW OCCURRING OR EVEN BEFORE THE SCHOOL STARTS? >> IT'S GOING TO BE TIGHT, BUT THE K TEACHERS ARE READY FOR IT. THERE IS STILL THAT CLASSROOM TIME WHERE WE DO SOME OF THOSE ACADEMIC SKILLS THAT THEY'RE GOING TO BE LOOKING FOR. WE'RE LOOKING FOR SOME OF THOSE SOCIAL, EMOTIONAL MARKERS FOR BEHAVIOR AND THINGS LIKE THAT. AFTER THAT DAY OF SCREENING OR ROUND UP, K TEACHERS ARE GOING TO GET TOGETHER AND GO OVER THEIR NOTES THAT THEY TOOK FROM THAT DAY, AND STILL USE THAT INFORMATION [INAUDIBLE]. >> PEOPLE WON'T KNOW WHO THEY HAVE FOR KINDERGARTEN UNTIL ALMOST THE DAY SCHOOL STARTS? >> TYPICALLY CLASSES WERE POSTED ON WEDNESDAY OR THURSDAY BEFORE SCHOOL STARTED ANYWAY, SO WE'RE STILL SHOOTING FOR WEDNESDAY OR THURSDAY BEFORE SCHOOL STARTING. >> OKAY. >> THAT'S THE POINT [LAUGHTER] [OVERLAPPING] >> I TRY. >> I HAVE LEARNED YEARS AGO NEVER TO ARGUE WITH A KINDERGARTEN TEACHER. >> NOW, THE WHEELS COULD FALL OFF. I DON'T KNOW, WE HAVEN'T DONE IT YET BUT IT CAN. [LAUGHTER] >> I WANT TO KNOW, YOU DO NOT [INAUDIBLE] >> KINDERGARTENERS ASK HARD QUESTIONS. [LAUGHTER] FINALLY, WHAT I THINK IS PERHAPS THE MOST EXCITING IS WHAT'S AHEAD. THIS SPRING I WORKED WITH A TEAM OF K TEACHERS AND PRESCHOOL TEACHERS TO PUT TOGETHER A PROPOSAL FOR THE KINDERGARTEN TRANSITIONS GRANT BROUGHT BY WYOMING KIDS FIRST. WE ACTUALLY WERE PROBABLY FUNDED FOR $30,000. WE'RE GOING TO USE THAT $30,000 THIS YEAR TO IMPLEMENT A WHOLE BUNCH OF WONDERFUL THINGS TO REALLY SUPPORT NOT ONLY FAMILIES AND STUDENTS BUT ALSO TEACHERS AND SCHOOLS. A LOT OF IT BASIS IN THE COLLABORATIVE EFFORT BETWEEN PRESCHOOL TEACHERS AND KINDERGARTEN TEACHERS, GIVING THEM OPPORTUNITIES TO HAVE JOINT PROFESSIONAL DEVELOPMENT, DO SITE VISITS. WE'RE ALSO HOPING TO INVITE PRESCHOOL TEACHERS ONTO PLC TEAMS FOR KINDERGARTENERS OR KINDERGARTEN TEACHERS SO THAT THEY CAN REALLY USE THAT NO EXPERT LEVEL OF KNOWLEDGE FROM PRESCHOOL TEACHERS. THEN WE'RE ALSO GOING TO SUPPORT FAMILIES AND STUDENTS BY HAVING FAMILY LEARNING NIGHTS AT EACH OF THE ELEMENTARY SCHOOLS WHERE PARENTS CAN BRING THEIR KIDS, LET'S SAY LEARN ABOUT READ ALOUDS AND THEN HAVE A MEAL AND THEN HOPEFULLY GO HOME WITH SOME BOOKS TO READ AT HOME. THEY'RE GETTING OPPORTUNITIES TO COME CHECK OUT THESE NEW SCHOOLS, MEET TEACHERS AND OTHER FAMILIES, AND ALSO THEN TAKE SUPPLIES HOME WITH THEM TO BE ABLE TO PRACTICE THESE SKILLS AT HOME IN A REALLY FUN WAY. WE'RE GOING TO CONTINUE WITH LEARNING KITS, BUT TEACHERS THAT COULTER ELEMENTARY SCHOOL DID THIS PAST YEAR TO HELP TO HOME SCHOOL CONNECTION. WE'RE HOPING TO START A PEN PAL PROGRAM BETWEEN KINDERGARTEN CLASSROOMS AND PRESCHOOL CLASSES SO THAT WE CAN REALLY BUILD THAT RELATIONSHIP BETWEEN THE TRANSITION FROM PRESCHOOL TO KINDERGARTEN AND ALSO HAVE A KINDERGARTEN AMBASSADOR PROGRAM WHERE WE INVITE PRESCHOOL CLASSES INTO CLASSES IN THE SPRING AND LEARN FROM THE EXPERTS. THE EXPERTS ARE KINDERGARTENERS AT THAT POINT. LET THEM SHOW THEM WHAT A GOOD DAY IN KINDERGARTENS IS ALL ABOUT, AS WELL AS SHOW THEM AROUND THE SCHOOL AND SHOW THEM THEIR FAVORITE PARTS OF THE DAY, RECESS, LUNCHTIME. ALL KINDERGARTNERS LOVE TO TELL ABOUT THE BIG BATHROOM. WE'RE HOPING TO EASE THOSE NERVES ABOUT THE TRANSITION TO KINDERGARTEN THROUGH SOME OF THOSE EVENTS. WE'RE JUST REALLY EXCITED BECAUSE SHOULD THINGS GO WELL, [00:20:04] AND WE'RE REALLY HAPPY WITH SOME OF THE EVENTS THAT WE LINE UP FOR THIS YEAR. THERE IS THE OPPORTUNITY FOR CONTINUED FUNDING THROUGH WYMAN'S KIDS FIRST IN THE FUTURE. IF WE REALLY LIKE COLLABORATING AND PLCS OR WE REALLY LIKE THE SITE VISITS OR THE KINDER INVESTOR PROGRAM THERE'S THE OPPORTUNITY FOR FUTURE FUNDING FOR THAT AS WELL. I'M REALLY EXCITED ABOUT IT ALL AND I JUST HAVE TO TELL YOU, ONE OF THE BEST THINGS HAS BEEN SUPPORTING FAMILIES THROUGH THE KINDERGARTEN TRANSITION AS A PAST KINDERGARTEN TEACHER, I FEEL LIKE I CAN ANSWER A LOT OF NERVOUS QUESTIONS THAT THEY HAVE ABOUT MAKING THAT MOVE. I CAN TELL YOU THAT THIS YEAR'S GROUP OF KINDERGARTNERS IS GOING TO BE REALLY WONDERFUL BECAUSE THEIR FAMILIES ARE REALLY SUPPORTIVE OF THEM. THAT'S ALL I HAVE. WHICH I KNOW I HAVE TO GET THROUGH A LOT. IF YOU HAVE ANY QUESTIONS. >> THAT'S IT. ARE YOU ON NOW? I KNOW YOU HAD A LOT TO DO WITH MAKING SURE ALL THIS PRESCHOOL AND KINDERGARTEN TRANSITION, DO YOU HAVE ANY THOUGHTS OR QUESTIONS? >> NO. I'M JUST REALLY EXCITED ABOUT THE KINDERGARTEN TRANSITION GRANT. I THINK IT'S GOING TO BE A GREAT OPPORTUNITY FOR OUR COMMUNITY TO COLLABORATE. I ACTUALLY WAS READ THE KINDERGARTEN TRANSITION GRANTS FOR WYMAN KIDS FIRST. I DID NOT READ TETON COUNTIES BECAUSE FOR OBVIOUS REASONS I COULDN'T SCORE IT. BUT IT'S GOING TO BE REALLY EXCITING AND I KNOW THAT WE'RE GOING TO WORK WITH ALEX AND THROUGH THE SYSTEMS OF EDUCATION EARLY CHILDHOOD COMMITTEE AND REALLY TRYING TO BRING AS MANY PRESCHOOLS IN SO THAT IT CAN BE A BENEFIT TO THE ENTIRE COMMUNITY. IT'S EXCITING. >> I'LL JUST UNDERSTANDS. NOT ONLY DO YOU LOVE THIS JOB YOU ALSO RUN OUR PRE K GRIZZLY PROGRAM. >> I DO. >> YOU'RE NOT GOING TO [INAUDIBLE] YOURSELF. >> YEAH. I'M REALLY EXCITED BECAUSE THIS YEAR WE HAVE A TEACHER MOVING INTO ANOTHER TEACHING POSITION. I WILL BE TEACHING FULL-TIME UNTIL WE FIND SOMEBODY ELSE TO DO THAT. I WEAR MANY HATS AND I'M EXCITED ABOUT IT. BUT I GOT TO TELL YOU, PRESCHOOLERS ARE JUST AS FUNNY AS KINDERGARTNERS. IT'S A WHO MIGHT REALLY ENJOY IT. >> I THINK WE SHOULD ONLY HAVE KINDERGARTEN TEACHERS PRESENT FOR NOW ON. [LAUGHTER] >> THANK YOU. I APPRECIATE IT. THANK YOU FOR YOUR TIME. >> WE'RE UP TO FISCAL MANAGEMENT COMMITTEE [D. Reports and Items for Discussion] [INAUDIBLE] IS GONE TODAY BUT MAYBE YOU GIVE US A LITTLE BUDGET UPDATE AND FEDERAL UPDATE. >> YES. WE DID NOT HAVE FISCAL MANAGEMENT COMMITTEE MEETING BEFORE THIS BOARD MEETING. AFTER THE BUDGET APPROVAL IN JULY, WE TOOK A BREAK JUST TO ALLOW FOR A LITTLE BREATHING ROOM. OUR BUDGET UPDATE, I'LL REMIND YOU WE'RE NOT VERY FAR INTO THE YEAR. THIS IS FOR JULY. AS YOU LOOK DOWN THROUGH THE BUDGET UPDATE UNDER THE FIELD SCROLL UP A LITTLE BIT YOU DO SEE SOME OF THE VISITORS ENCUMBERED FOR A PRETTY LARGE PERCENTAGE OF THE ANNUAL BUDGET AND THOSE ARE ANNUAL CONTRACTS. IT STICKS OUT LIKE A SORE THUMB THIS TIME OF YEAR BUT AS WE MOVE THROUGH THE YEAR, THEY BECOME MORE EVENLY DISTRIBUTED. CERTAINLY, QUESTIONS ON THE BUDGET. >> IT WASN'T JUST IN SEPTEMBER 20TH IS THE TRUE HAPPIEST DAY OF THE YEAR HERE AS WELL. >> SEPTEMBER 20TH. [OVERLAPPING] [LAUGHTER] IS IT? >> I DON'T WANT TO WORK. [LAUGHTER] >> DID YOU HAVE SOMEBODY [INAUDIBLE] >> [BACKGROUND] REPORT. >> [OVERLAPPING] [BACKGROUND] >> IT'S A CHEERING HAPPIEST DAY. IT'S THE DAY WE GET THE REPORT. >> KRISTEN, TODAY WAS THE DAY I GOT TO HAVE EVERYTHING DONE? >> TO THE 12TH, TODAY IS THE 12TH. [OVERLAPPING] >> TODAY IS THE 12TH? >> YES. [INAUDIBLE] >> TOMORROW. OH MY GOSH. YOU'D BE UP ALL NIGHT ALREADY BEGAN PRETTY MUCH. >> WE ACTUALLY HAD ALL OF OUR STATE REPORTS SUBMITTED LAST WEEK. WE WERE AHEAD OF THE BALL. LOTS OF WORK BY A LOT OF PEOPLE. MOVING ON TO THE FEDERAL FUND'S UPDATE. THE PLACE I WOULD LIKE TO FOCUS ON TONIGHT IS AFTER PAGE 1. WE'VE HAD A LOT OF CONVERSATION ABOUT THIS 20 PERCENT SET ASIDE FOR LEARNING LOSS AND I WANTED TO DIVE INTO THAT A LITTLE BIT. [00:25:01] WE ARE REQUIRED FOR ALL ESSER FUNDS TO SET ASIDE 20 PERCENT LEARNING LOSS TO ADDRESS THE LEARNING LOSS. WHAT THAT MEANS IN FEDERAL LINGO, THERE'S FOUR CATEGORIES THAT THEY REQUIRE THIS 20 PERCENT LEARNING LOSS TO BE SET ASIDE FOR. I'M GOING TO READ THOSE OUT TO YOU. THE FIRST IS ADMINISTERING AND USING HIGH-QUALITY ASSESSMENTS. THE SECOND, IMPLEMENTING EVIDENCE-BASED ACTIVITIES TO MEET THE COMPREHENSIVE NEEDS OF STUDENTS. THE THIRD, PROVIDING INFORMATION AND ASSISTANCE TO PARENTS AND FAMILIES ON HOW THEY CAN EFFECTIVELY SUPPORT STUDENTS, INCLUDING IN A DISTANCE LEARNING ENVIRONMENT. THE FOURTH, TRACKING STUDENT ATTENDANCE AND IMPROVING STUDENT ENGAGEMENT IN DISTANCE EDUCATION. THOSE ARE FOUR REALLY VAGUE CATEGORIES. [LAUGHTER] THERE BEGINS THE GREATNESS OF ESSER FUND. SOME WOULD ARGUE THAT ALL OF THE MONEY THAT'S BEEN ALLOCATED FROM ESSER WOULD ADDRESS THOSE FOUR CATEGORIES. IT BECOMES A BIT MORE DIFFICULT. I HAVE BEEN ASKED FOR MORE OF A SUMMARY LAST MEETING YOU ALL HAD ASKED FOR A MORE DETAILED REPORT OF HOW WE'VE SPENT THE COVID FUNDS IN THE ESSER FUNDS THAT WE'VE RECEIVED THUS FAR. I DIDN'T REALLY END THE PRESENTATION ON PAGE 1 AN ACTUAL DETAILED LEDGER EXPENDITURE. THEN I'VE SINCE BEEN ASKED TO PROVIDE A SUMMARY OF THE DETAILED EXPENSES JUST TO PUT THAT INTO DIFFERENT CATEGORIES, HOTSPOTS. I HOPE TO HAVE THAT FOR YOU NEXT MONTH. ALSO, THE ESSER III, THE ARP MONEY, THE STATE HAS NOT YET ALLOCATED THAT. THEY'VE NOT YET OPENED UP THE APPLICATION FOR THOSE FUNDS. WE'RE STILL WAITING. WE THOUGHT WE'D HAVE THOSE FUNDS IN HAND ON JULY 31ST. SOME OF THE PLANNING THAT WE'VE DONE IN ANTICIPATION OF RECEIVING THOSE FUNDS THAT'S $3.9 MILLION POT. WE HAVE NO NEWS YET. THERE IS CONVERSATIONS HAPPENING THROUGH A LOT OF THE STATE GROUPS THAT WE MAY NOT HAVE ACCESS TO THOSE FUNDS IN THE STATE MAY SEND THOSE BACK. I DON'T BELIEVE THAT TO BE TRUE, BUT IT'S POSSIBLE. SOME OF THE PLANNING EFFORTS THAT WE'VE MADE, WE MAY HAVE TO STEP BACK FROM AND REVISIT AND AT A LATER DATE. >> THE QUESTION FOR [INAUDIBLE] . WE'RE NOW UP TO OUR FACILITY STRATEGIC PLAN. VERY EXCITING. >> IT IS VERY EXCITING [INAUDIBLE] THANK YOU FOR THAT INTRO. WHAT'S BEFORE YOU AND ANDREA AND I PRACTICED A LITTLE BIT TODAY. WE'RE GOING TO START ON A DEMOGRAPHIC TAB, AND THIS DOCUMENT IS PUBLIC SO IT CAN BE VIEWED BY ANYONE AT ANYTIME. THE PURPOSE OF THIS DOCUMENT IS TO ESTABLISH A LONG-RANGE FACILITY PLAN. WHEN I'M THINKING LONG-RANGE, I'M THINKING 20 YEARS, SOMETHING THAT COULD TAKE THE SCHOOL DISTRICT WELL INTO THE FUTURE SO THAT ANY SUPERINTENDENT, BOARD MEMBER, STAFF MEMBER WILL SEE A VERY INTENTIONAL APPROACH FOR PLANNING. THAT'S SOMETHING THAT'S REALLY IMPORTANT TO US. AS YOU KNOW, WE'RE ALREADY IN THE MIDST OF A HOUSING STRATEGIC PLAN AND WORKING WITH CHRISTINE WALKER OF NAVIGATE LLC AND SHE IS INTERVIEWING STAFF AND BOARD MEMBERS TO GAIN INSIGHT AND DEVELOP A PLAN FOR THE BOARD. AGAIN, ALL MEETING NOTES ARE INCLUDED IN THIS DOCUMENT SO THAT PEOPLE CAN REVIEW THEM. ANECDOTALLY AS WE GEAR UP FOR SCHOOL, HOUSING HAS ALWAYS BEEN AN ISSUE, BUT IT IS TEN TIMES WORSE THAN IT'S EVER BEEN FOR US. NORMALLY, WE'RE NOT LOSING STAFF AT THIS TIME OF YEAR AND WE'RE LOSING STAFF BECAUSE OF THE LACK OF THE VOID OF STABLE HOUSING. THEY MAYBE HAVE LOST THEIR RENTAL OR LEASE BECAUSE THE OWNER IS SELLING AT A TIME RIGHT NOW. THE LACK OF STABLE AND AFFORDABLE HOUSING IS A CONSTANT WORRY FOR THE STAFF. WHEN STAFF ARE WORRIED ABOUT SOMETHING LIKE THAT, IT'S HARD TO FOCUS ON THE VERY HARD TASK OF WHAT THEIR ACTUAL JOB IS. ON THIS DEMOGRAPHIC SLIDE, YOU CAN SEE THAT WE HAVE 605 EMPLOYEES, WHICH INCLUDE SUBSTITUTES AND COACHES. OUR STUDENT ENROLLMENT PROJECTIONS ARE A LITTLE AROUND, JUST UNDER 2,900. OUR ENROLLMENT HAS INCREASED AND YOU'LL SEE FROM THE CHART ON THAT DEMOGRAPHIC TAB, [00:30:04] IS THAT THE 11TH AND 12TH GRADE CLASSES ARE SMALLEST CLASSES. THAT'S AN ISSUE BECAUSE WHEN YOU LOOK AT YOUR TOP TWO CLASSES GOING OUT AND EVERYONE ELSE'S BIGGER COMING IN, WHAT THAT MEANS FOR THE HIGH SCHOOL IS IN A COUPLE OF YEARS, WE'RE GOING TO BE LOOKING AT JUST UNDER 1,000 STUDENTS AT THE HIGH SCHOOL. THAT IS SOMETHING THAT THE BUILDING BUILT IN 2000 WAS NOT ENVISIONED TO HOUSE 1,000 STUDENTS PROGRAMMATICALLY OR FOR SUITABILITY OR FOR CAPACITY. DRAWING FROM OUR PAST MOST COST-EFFECTIVE REMEDY STUDY IN R. THE LAST ONE WAS DONE IN 2018. OUR DATA CERTAINLY IN LINE WITH THE PREDICTIONS AND WE HAVE NEARLY A 100 PERCENT COHORT SURVIVAL RATE AND THAT'S EXTREMELY UNUSUAL. WHAT THAT MEANS IS WHEN A STUDENT MATRICULATES FROM KINDERGARTEN TO FIRST GRADE, FROM FIRST GRADE TO SECOND GRADE, THAT WE ARE NOT LOSING STUDENTS. IN FACT, IN SOME GRADE LEVELS, WE HAVE AN INCREASE, WE HAVE 107 PERCENT COHORT SURVIVAL RATE. I DON'T REALLY LIKE THE WAY THEY TERM IT DOESN'T SOUND GOOD. [LAUGHTER] BUT IT'S EXTREMELY UNUSUAL TO BE REALLY, EVEN IN THE '90S IS RARE. MOST SCHOOL DISTRICTS YOU SEE THE COHORTS SURVIVAL RATE BEING SOMEWHERE LIKE 60-75 PERCENT. WE LOSE KIDS AND WE GAIN KIDS. WITH THE CONSTRUCTION OF MUNGER MOUNTAIN ELEMENTARY SCHOOL, THE CAPACITY ISSUES THAT WE FOUND IN THE 2015 MOST COST-EFFECTIVE REMEDY STUDY HAVE BEEN MOSTLY RESOLVED WITH THE EXCEPTION OF THE UNPREDICTED ENROLLMENT OR DEVELOPMENT IN THE KELLY ATTENDANCE AREA, WHICH WE HAVE POTENTIALLY REMEDIED WITH THE BOUNDARY CHANGE. THE ADDITION THAT'S CURRENTLY UNDERWAY AT JACKSON HOLE MIDDLE SCHOOL, WHICH INCLUDES FOUR CLASSROOMS, A KITCHEN, CAFETERIA EXPANSION, THE ENTRANCE AND SOME PINCH POINTS THAT WILL ALLEVIATE THE CAPACITY ISSUES AT THE MIDDLE SCHOOL FOR THE SHORT TERM. THEN WHAT WE SEE IS AN INCREASE AT THE HIGH SCHOOL. YOU CAN SEE ON THOSE PROJECTIONS AT 826 STUDENTS ARE PROJECTED AT THE HIGH-SCHOOL AND 42 AT SUMMIT. YOU REALLY NEED TO CONSIDER THOSE COMBINED BECAUSE THE STUDENTS DO GO BACK AND FORTH. IF YOU'RE LOOKING AT THE HIGH SCHOOL RIGHT NOW, OUR HIGH SCHOOL ENROLLMENT IS 875 KIDS APPROXIMATELY, AND THAT IS WELL ABOVE WHAT WE HAD ORIGINALLY PREDICTED. WITH THAT ENROLLMENT AND LOOKING AT THE YOUNGER GRADES MATRICULATING INTO THE HIGH SCHOOL, WE ARE REALLY FOCUSING OUR EFFORTS AND ENERGIES ON ALLEVIATING THE CAPACITY AND THE SUITABILITY ISSUES AT THE HIGH SCHOOL. THAT'S AN IMMEDIATE PRIORITY. AS YOU WILL RECALL, SOME PEOPLE MAY RECALL PLAN 1 PRESENTED SEVERAL REMEDIES IN OUR CAPACITY STUDY THAT WAS FUNDED BY THE STATE IN 2018. WE'D LIKE TO RE-EXAMINE AND PRIORITIZE SOME OF THESE AND I'D LIKE TO WALK THROUGH A LITTLE BIT OF THE RATIONALE AND GET YOUR FEEDBACK ON WHAT STEPS YOU'D LIKE US TO TAKE NEXT. I'M GOING TO ASK ANDREA TO FLIP OVER TO THE NEXT TAB AND HERE WE'RE GOING TO START WITH AN AERIAL VIEW OF THE HIGH SCHOOL CAMPUS AREA. ON THE AERIAL VIEW, SINCE WE'RE NOT ACTUALLY ON A FIELD TRIP HERE, BUT YOU CAN GET A SENSE FOR WHAT WE'RE LOOKING AT. THIS IS AN AERIAL VIEW. YOU CAN SEE THE FIVE TENNIS COURTS TOWARD THE BOTTOM LEFT-HAND SIDE OF THE SCREEN. RIGHT TO THE RIGHT OF IT, IS A ROOFTOP AND THAT IS A ROOFTOP OF AN AUXILIARY BUILDING THAT WAS INITIALLY DESIGNED WITH MORE OF AN ATHLETIC FOCUS AND THAT'S DEFINITELY STILL AN AREA OF NEED FOR US. HOWEVER, WHAT WE ARE LOOKING AT, BECAUSE IT'S A PREFAB BUILDING, IT IS SUBSTANTIALLY LESS EXPENSIVE TO BUILD, AS OPPOSED TO ADDING ON TO THE HIGH-SCHOOL. YOU CAN SEE THERE ARE TWO WINGS THERE THAT YOU COULD, AND IT IS DESIGNED TO EXTEND. HOWEVER, THE HIGH SCHOOL, BECAUSE OF THE WAY IT'S BUILT, [00:35:01] IT'S A VERY EXPENSIVE CONSTRUCTION. ADDING THE WINGS ON TO THOSE ACADEMIC SIDES WOULD BE SUBSTANTIALLY MORE EXPENSIVE. WHAT WE ARE LOOKING AT, I'M GOING TO ASK ANDREA TO PULL UP THE NEXT TAB THAT WE TALKED ABOUT. I THINK THIS IS THE CONCEPT PRESENTATION. WHAT WE ARE LOOKING AT IS OR MAYBE IT WAS THE FOURTH ONE WE TALKED ABOUT IT WHATEVER ANDREA PUTS UP, I'LL TALK ABOUT. I DON'T WANT TO MESS HER UP. WHAT WE HAD ENVISIONED IS A AUXILIARY BUILDING THAT WOULD ENABLE FOR INDOOR ACTIVITY SO WE COULD MOVE OUR HEALTH CLASSES OUTSIDE, OUR ATHLETIC TRAINING PROGRAM OUTSIDE INTO THIS BUILDING. WE WOULD HAVE CLASSROOM SPACE SO WE CAN MOVE THE CULINARY PROGRAM OUT TO THIS BUILDING. POTENTIALLY FABLAB ROBOTICS ENGINEERING. THIS SPACE BECOMES AN ACTIVITY HUB AND IT REALLY HOUSES THE PROGRAMS THAT CONSUME A LOT OF SPACE ON THE INTERIOR OF THE BUILDING. RIGHT NOW THE HIGH SCHOOL IS ORGANIZED TO WHERE SOME OF THESE PROGRAMS ARE FEELS A LITTLE MORE HAPHAZARD. THEY'RE NOT GROUPED TOGETHER. THIS WOULD REALLY BECOME AN ACTIVITY PROGRAM CENTER. I DON'T HAVE A GOOD FANCY NAME FOR IT YET. I JUST HAVEN'T BEEN CREATIVE ENOUGH YET. THE REASON THIS IS A BENEFIT TO US IS WE CAN MOVE WEIGHTS OUT HERE PLUS ALL THE PROGRAMS THAT I ALREADY MENTIONED. THEN ON THE INTERIOR OF THE BUILDING, THESE PROGRAMS TAKE UP A LOT OF SPACE. THE IDEA IS TO MOVE THESE OUTSIDE OF THE BUILDING INTO THIS PREFAB BUILDING, WHICH IS A LITTLE LESS EXPENSIVE TO CONSTRUCT, HAS MULTIPLE PURPOSES TO IT. THE INSIDE OF THE BUILDING, THE SPACES THAT THEY CURRENTLY OCCUPY WOULD BE I WANT TO SAY REHABILITATED. >> RE-PURPOSE. >> RE-PURPOSE. THANK YOU. RE-PURPOSED FOR OTHER ACADEMIC NEEDS. WE WOULD GAIN A LOT OF SPACE, PARTICULARLY THE CULINARY PROGRAM. IT IS IN A SUBSTANDARD SITUATION. IT'S NOT DESIGNED AS A CULINARY PROGRAM, IT LITERALLY WAS A CAPTURING SPACE. THEY DO REALLY WELL ON THE CAMP OUT COMPETITIONS BECAUSE THEY USE HOTSPOTS. I JOKE ALL THE TIME WITH THE TEACHER MODELING THE TIE THAT I'M GOING TO BUY AN EASY BAKE OVEN, BECAUSE THAT'S ESSENTIALLY WHAT THEY ARE BEING TRAINED ON. THEY DO WELL. THEY WIN EVERYTHING, SO WE'RE VERY PROUD OF THEM, BUT I WOULD LIKE FOR THEM TO HAVE A MORE SUITABLE SPACE THAT WHERE STUDENTS ARE REALLY LEARNING ON THE EQUIPMENT THAT THEY'RE GOING TO ENCOUNTER WHEN THEY GO TO WORK AS A SHAFT OR IN ANY RESTAURANT. THE CULINARY SPACE RIGHT NOW, AS I MENTIONED IS IN THE CAFETERIA, AND THE CAFETERIA RIGHT NOW IS UNDER SIZE FOR THE STUDENT POPULATION. SO IF YOU GO TO THE HIGH SCHOOL DURING A NORMAL YEAR AND DURING LUNCH, YOU WILL SEE THE HALLWAYS LINED WITH KIDS HAVING LUNCH IN THE HALLWAYS BECAUSE THE CLASS OR THE CAFETERIA IS TOO SMALL TO SERVE ALL STUDENTS. WE WOULD RE-PURPOSE THE TWO SPACES THAT ARE CURRENTLY BEING USED BY THE CULINARY, THE KITCHEN AND THE CLASSROOM SPACE, THAT WOULD BECOME THE EXTENSION OF THE LUNCH ROOM. THEN WE WOULDN'T NEED TO ALSO TAKE A LOOK AT THE OTHERS AND REORIENT THE ENTRANCE, SO THAT IT'S A LITTLE MORE CLEAR WHERE YOU'RE HEADED AND WE CAN DIRECT THE VISITORS APPROPRIATELY. THAT'S THE CONCEPT FOR THIS AUXILIARY BUILDING AT THE HIGH SCHOOL, AND THAT WOULD ALLEVIATE AND REALLY BRING THAT BUILDING UP TO DATE AND CARRY JACKSON HOLE HIGH SCHOOL WELL INTO THE NEXT 20, 30 YEARS WITH MINOR REPAIRS. THE NEXT PRIORITY TO TAKE A LOOK AT IS THE BUS BARN. THE REASON THAT I HAVE PRIORITIZED THE BEST BARN IS, AS YOU KNOW, TETON COUNTY SCHOOL DISTRICT IS NUMBER 1 IN MANY WAYS. BUT THIS IS ONE TIME I DON'T LIKE TO BE NUMBER 1, AND THAT IS BECAUSE OUR BUS BARN HAS THE NUMBER 1 WORSE CONDITION RATING IN THE STATE FOR A STATE FACILITY, AND IT IS WOEFULLY UNDERSIZED. [00:40:07] MAYBE I'M ASKING A LOT BUT I'M WONDERING, ANDREA, CAN YOU ZOOM IN ON THE BUS BARN AREA AND THEN COW PASTURE 1, IF IT'S POSSIBLE. IT MAY NOT BE. THERE WE ARE. THE BUS BARN RIGHT NOW IS ON THE RIGHT SIDE LOOKING AT THIS SCREEN. YOU CAN SEE, THE BUSES ARE LINED UP, THEY LOOK LIKE LOGS. THEN THERE'S A WHITE SPECK IN THE MIDDLE, AND THEN THERE'S A BROWNISH PERPENDICULAR TO THE WHITE RECTANGLE. THE WHITE RECTANGLE IS THE BUS REPAIR AND IT IS UNDERSIZED. AS AN EXAMPLE, PART 6 HAS A COMPARABLE SIDES DISTRICT, THEY JUST REBUILT THEIR BUS BARN, THEY HAVE 14 BAYS THAT ARE POULTRY BAYS. THEY HAVE, I THINK, LITTLE WASH STATIONS IN THERE. WE HAVE TWO BAYS THAT AREN'T EXACTLY LONG ENOUGH FOR A BUS TO FIT IN, AND IT'S INHIBITED BY OUR BUSES, WE DON'T REALLY HAVE ADEQUATE PARKING. BEING THAT IT NEEDS TO BE REBUILT, THE OFFICES ARE IN A TRAILER NEXT DOOR TO THE REPAIR. YES, THANK YOU. JUST TO THE NORTH OF THE BUS PARKING AREA IS WHAT WE REFER TO AS COW PASTURE 1, IT'S ACTUALLY A BALL FIELD. WE WOULD PROPOSE TO CONSTRUCT A BUS MAINTENANCE AND FACILITY MAINTENANCE FACILITY ARE ON THAT AREA RIGHT THERE, INCLUDE OFFICES FOR THE FACILITIES AND MAINTENANCE, A MEETING ROOM, AND ALSO OFFICES FOR THE TRANSPORTATION DEPARTMENT. WHAT WE WOULD ACCOMPLISH HERE IS THAT ALL DISTRICT VEHICLES WOULD BE MOVED TO WHERE THE BUSES ARE CURRENTLY STORED IN THAT LOCKED FACILITY, AND THEN THE MAINTENANCE AND FACILITIES WOULD HAVE A SHOP THERE AS WELL IN THE NEW BUILDING. WOULD BE A PREFAB BUILDING WHICH AGAIN, IS A LITTLE LESS EXPENSIVE THAN A TRADITIONAL BUILDING, AND THAT WOULD ALLOW THE REPAIRS ON ALL DISTRICT VEHICLES TO HAPPEN INSIDE THAT FACILITY, IT WOULD ALSO BECOME A WAREHOUSE STORAGE WHICH WE DESPERATELY NEED. YOU MIGHT NOTICE, WE HAVE SORT OF POP-UP STORAGES, FACILITIES AROUND VARIOUS FIELDS AND LOCATIONS, AND IT WOULD ALSO BECOME THE DELIVERY MAIL LOCATION. RIGHT NOW, AGAIN, A LOT OF TIMES, YOU'LL COME IN HERE, YOU'LL SEE BOXES EVERYWHERE. ANDREA, IF YOU COULD SCROLL DOWN SO WE CAN SEE THE MIDDLE SCHOOL. THIS UPPER LEFT SIDE, YOU SEE THE MIDDLE SCHOOL, AND THE NEW CONSTRUCTION IS ON THE PLAYGROUND AREA, ON THE BACK SIDE OF THE GYM. THEN TO THE NORTHWEST CORNER, AGAIN IS A RECTANGLE, IT'S CADDY CORNER THERE, THAT IS THE CURRENT MAINTENANCE FACILITY BUILDING. WHAT WE WOULD PROPOSE IS THAT EVENTUALLY WOULD COME DOWN. BY MOVING THE MAINTENANCE FACILITY TO COMBINE WITH THE BUS FACILITY, WE GAIN SOME EFFICIENCIES, ALL OF OUR VEHICLES IN MAINTENANCE ARE IN ONE LOCATION, SO STAFF COULD BE SHARED A LITTLE MORE READILY. THEN WHAT COULD HAPPEN IS AT THE MIDDLE SCHOOL, OVER TIME, AS YOU RECALL FROM OUR MOST COST-EFFECTIVE REMEDY STUDY, ONE OF THE RECOMMENDATIONS WAS TO ADD PODS TO THE MIDDLE SCHOOL. THEN THAT WAY, OVER TIME, YOU'RE REBUILDING THE MIDDLE SCHOOL AROUND THE CAFETERIA, THE GYMS. WHAT YOU COULD DO IS THAT YOU TOOK AWAY THAT MAINTENANCE FACILITY AND YOU CAN SEE THE GYM AND THE OFFICE AND THE CAFETERIA, THAT BIG AREA, AND THE NEW EDITION IS IN THAT AREA. OVER TIME, YOU COULD REBUILD THE MIDDLE SCHOOL IN STAGES SO THE STUDENTS ARE STILL ABLE TO COME TO SCHOOL EVERY DAY, YOU'VE GOT CONSTRUCTION HAPPENING THAT YOU GET RID OF THAT MAINTENANCE FACILITY, [00:45:05] AND THEN YOU CAN REORIENT THE ENTRANCE TO THE MIDDLE SCHOOL. RIGHT NOW, THE MIDDLE SCHOOL ROAD IS A LITTLE CONFUSING. NOT THAT THE [INAUDIBLE] SHED IS NOT ATTRACTIVE, BUT IT'S NOT GENERALLY THE FIRST LOOK THAT I'D LIKE TO SEE WHEN I'M ENTERING A MIDDLE SCHOOL CAMPUS. AS AGAIN, A LONG-RANGE PLAN THAT WOULD REALLY TAKE CARE OF THE MIDDLE-SCHOOL AND UPDATING THAT FACILITY WHILE NOT MEANING THAT YOU HAVE TO TAKE AWAY ANYTHING THAT WE'VE ADDED RECENTLY. >> TRUSTEE MEAD. >> WHILE YOU'RE ON THAT BASEMENT FACILITY [INAUDIBLE] THAT SUFFICIENT QUALITY THAT YOU CAN MOVE IT OR YOU JUST HAVE TO [INAUDIBLE] >> THAT'S A GREAT QUESTION, TRUSTEE MEAD. [INAUDIBLE] I WOULD LIKE TO HAVE SOMEONE WAY MORE QUALIFIED IN A DIFFERENT WAY THAN ME ASSESS THAT. IT'S A PREFAB BUILDING. I'M NOT ENTIRELY SURE WHAT IT WOULD TAKE TO MOVE IT. BUT I DO KNOW THAT PLAN 1 LOOKED AT THAT FACILITY BECAUSE THEY LOOKED AT ALSO TURNING IT INTO A CAREER TECH ED CENTER FOR THE MIDDLE SCHOOL. THAT WOULD REALLY BE A PREMIER LOCATION. THAT COULD BE A PART OF THAT OVERALL PLAN AS WELL. IT CAN STAY THERE, IT CAN COME DOWN, IT COULD BE MOVED. WE HAVE SOME OPTIONS THAT I WOULD LIKE TO EXPLORE HAVING PLAN 1 COME BACK AND POLISH UP THEIR PREVIOUS IDEAS NOW THAT WE'VE GONE THROUGH A LITTLE MORE WORK ON THEM. THE NEXT PIECE, ANDREA, IF YOU WOULDN'T MIND SCROLLING DOWN SO THE ATHLETIC FIELD IS CENTERED. AGAIN, I KNOW THIS IS A LOT OF INFORMATION BUT I'M TRYING TO GIVE YOU AN IDEA OF THE SCOPE OF A 2030 YEAR PLAN. IN THE MIDDLE HERE, YOU SEE THE TRACK, THAT'S SOMEWHAT OBVIOUS. OUR SCHOOL DISTRICT HAS AN INTERESTING STADIUM, IT WAS BUILT, I BELIEVE,21 YEARS AGO. THE STANDS, ETC., THEY WERE REALLY BUILT TO ACCOMMODATE MUCH LOWER ENROLLMENT. THE STANDS THAT WE HAVE ARE REALLY GEARED MORE FOR A HIGH SCHOOL OF 400 STUDENTS. YOU CAN SEE, WE HAVE WOEFULLY SURPASSED THAT. CURRENTLY THE STANDS FACE WEST. THAT'S VERY PROBLEMATIC IN THE EVENINGS TO COACH, WATCH FOOTBALL, WATCH ANY EVENT THERE AS A SPECTATOR OR AS A PLAYER, YOU ARE ALWAYS LOOKING INTO THE SUN. IT CAN BE DANGEROUS AS WELL. WHAT WE WOULD PROPOSE DOING IS MOVING THE BLEACHERS TO THE WEST SIDE OF THE FIELD AND THE PRESS BOX MOST DEFINITELY NEEDS TO BE REBUILT. WE COULD LOOK AT ADDING LOCKER ROOMS, WHO DO NOT HAVE LOCKER ROOMS OVER HERE, AND SO ON BAD WEATHER, THE HOME TEAM ACTUALLY USES THIS SPACE FOR THEIR LOCKER ROOM AND MEETING TIME BEFORE AND AFTER GAMES. OFFICIALS ALSO USE THIS BUILDING. SO IT'S NOT EXACTLY A GREAT SETUP. WHAT WE'D LIKE TO DO IS FLIP THE STANDS SO IT'S ON THE WEST SIDE, AND THAT WOULD CHANGE THE ENTRANCE TO MACKINTOSH STADIUM WHERE THE GUEST AND THE VISITING TEAM WOULD PARK CURRENTLY WHERE WE NORMALLY DO HERE AT THE DISTRICT OFFICE, AND WALK IN ON THAT SIDE. THEN THE HOME TEAM WOULD HAVE MORE OF AN ENTRANCE AROUND SUMMIT AND USE THE MIDDLE-SCHOOL PARKING BECAUSE WE REALLY DON'T HAVE A LOT OF PARKING OVER HERE. THAT WOULD ALLEVIATE SOME CONGESTION. THAT'S THE ATHLETIC FIELD PLAN. WE ALREADY LOOKED BRIEFLY AT THE MIDDLE SCHOOL POD CONCEPT. THERE IS A TAB AT THE BOTTOM THAT YOU CAN SEE HOW WE WOULD GO ABOUT REBUILDING A POD. I THINK IT WOULD CHANGE JUST A LITTLE BIT, ESPECIALLY IF YOU DECIDE THAT THAT CURRENT MAINTENANCE FACILITY BECOMES A CAREER TECH ED. THEN AS WE MOVE AROUND THE DISTRICT AND WE TAKE A LOOK AT OUR ELEMENTARY SCHOOLS, [00:50:01] THAT'S THE NEXT PHASE AS YOU START TO LOOK AT WHEN DO THEY NEED TO BE REBUILT. OUR ELEMENTARY SCHOOLS ARE IN VERY GOOD SHAPE, SO WE HAVE MAINTAINED THEM. THEY ARE RELATIVELY NEW, ESPECIALLY MEMBER MOUNTAIN, BUT NOT TO SAY THAT IT DOESN'T HAVE SOME MAINTENANCE ISSUES THAT WE CONTINUE TO WORK ON. OVER TIME, YOU DEVELOP THIS LONG-RANGE PLAN THAT YOU START TO REBUILD ESSENTIALLY EVERY SCHOOL AS IT AGES OUT, SO THAT YOU HAVE A LONG-TERM PLAN. THE LAST SLIDE I'D LIKE ANDREA TO PULL UP IS A GANTT CHART AND THIS, AGAIN, WE DIDN'T NECESSARILY PRIORITIZE ANYTHING, BUT DEANNA PUT THIS TOGETHER SO YOU CAN SEE, I THINK IT WAS ON A SEPARATE TAB. IT WAS ON THE BOARDDOCS. WHAT YOU CAN SEE IS WHAT IT WOULD TAKE TO CONSTRUCT A FIELD TASK, WHAT IT WOULD TAKE TO BUILD THE FIELD HOUSE AND THE AUXILIARY, WHAT IT WOULD TAKE TO DO THE BUS BARN FACILITIES COMPONENT, WHAT IT WOULD TAKE TO REBUILD THE MIDDLE SCHOOL. THIS IS JUST A DRAFT AND YOU CAN SEE THE SCHEDULE FOR EACH OF THESE PLANS IN HERE, AND OBVIOUSLY FIRST DRAFT REALLY HADN'T DONE MUCH WITH IT, BUT I WANTED THE BOARD TO SEE WE'RE REALLY AGGRESSIVELY LOOKING AT THIS LONG-TERM PLAN. IN MY OPINION, THE NEXT STEP WOULD BE FOR US TO POTENTIALLY GO BACK TO PLAN ONE AND ASK FOR AN UPDATED REVIEW. THEY'RE CURRENTLY DOING THE UNIVERSITY OF WYOMING MAINTENANCE, AND THUS BUILDING. HE'S GOT IT ON HIS MIND OF WHAT IS NEEDED. I DON'T SUGGEST AND POLY CERTAINLY HASN'T SUGGESTED THAT WE HAVE A TON OF PHASE. WE'RE REALLY LOOKING FOR A FOUR BAY FOAL THROUGH WITH THE WASH STATION AND THAT WOULD BE ADEQUATE AND THEN SHOP FOR OTHER FACILITIES WITH THE STORAGE. WHAT I'D LIKE TO DO IS GO BACK TO PLAN ONE, SEE IF THEY CAN PUT TOGETHER A CONCEPT DESIGN FOR US TO REACT TO AND FOR THEM TO BRUSH UP THE FORMER FIELD HOUSE DESIGNED TO MAKE SURE THAT IT ENCOMPASSES ALL THE PROGRAMS THAT WE WERE CONSIDERING. I THINK THAT WOULD BE AN APPROPRIATE NEXT STEP AS WE CONTINUE TO LOOK AT THIS LONG-RANGE PLAN, BUT BEFORE TWO PATTERN PATH I WANTED TO GET A REACTION FROM THE BOARD. >> THIS IS ALL GREAT. I HAVE A QUESTION ON THE GANTT CHART. YOU MENTIONED 20 TO 30 YEAR PLAN [INAUDIBLE] >> FIRST EXAM AND JEREMY [INAUDIBLE] WAS ABSOLUTELY A DRAFT AND IT DOESN'T EVEN HIT ALL THE PROJECTS. WE WERE JUST TAKING A STAB AT IT AND PUTTING IT TOGETHER. IT WAS HELPFUL FOR ME TO SEE EMPLOYEE HOUSING. WHAT THAT'S GOING TO TAKE, THE BLEACHERS, THE LITTLE FASTER, BUT IT ACTUALLY HAPPENED WITH [INAUDIBLE] MOUNTAIN, WE HAD THE MONEY IN 2016, YET IT WASN'T GOING TO OPEN UNTIL 2018 AND REMEMBER NOW, BUT IT ALSO TAKES ME BY SURPRISE. I WANTED IT TO HAPPEN A LITTLE MORE FASTER, THIS HELPS ME KEEP IN MIND. IT'S NOT NECESSARILY A FAST PROJECT, AND THEN WE HAVE TO KEEP IN MIND THE BUILD TIME FRAME HERE. >> [INAUDIBLE] >> WE HAVE DONE IT SEVERAL DIFFERENT WAYS AND IT DEPENDS IF WE'RE LOOKING FOR JUST THE CONCEPT DESIGN THAT'S LESS THAN 20, [00:55:04] $25,000 JUST TO GET AN IDEA ON PAPER, WHICH IS ESSENTIALLY WHAT WE DID WITH PLAIN ONE. I THINK THAT FIELD HOUSE DESIGNED WAS $12,000 FOR THEM TO COME UP WITH, SO IT WAS JUST THAT GIVE US A CONCEPT DESIGN AND THEN IF WE ARE INTERESTED IN ACTUALLY MOVING FORWARD, THEN WE GENERALLY CAN GO INTO CONTRACT OR PROPOSAL OR WE CAN JUST START WITH THE REQUEST FOR PROPOSAL AND SAY THIS IS WHAT WE'RE LOOKING FOR, BUT IT'S NOT A WE'RE READY TO DO THIS. IT'S MORE LIKE THIS IS WHAT WE'RE INTERESTED IN, SHOW ME WHAT YOU GOT. WE HAVE A LOT OF OTHER STEPS. WE HAVE TO FIND FUNDING AND [OVERLAPPING]. TO CONTINUE WITH THE [INAUDIBLE], SOMETIMES WE CAN USE MAJOR MAINTENANCE AND THERE ARE DIFFERENT ROLES FOR THAT. DEPENDS ON THE PROJECT AND DEPENDS ON HOW WE APPROACH IT, SO MAJOR MAINTENANCE COULD BE AN ISSUE. WE COULD USE THE CAPACITY, SUITABILITY, HOUSING, CAPITAL CONSTRUCTION ACCOUNT. WE COULD CONSIDER A SPEC, WE COULD CONSIDER CWC, BOTH SEEKS FUNDING AS WELL, BECAUSE IT'S THE [INAUDIBLE] CHECK-IN FOCUS, SO THAT COULD BE A SOURCE AS WELL. WE COULD CONSIDER A BOND, WE COULD CONSIDER REFERENCE RATE. WE HAVE SOME FLEXIBILITY, AT THIS POINT IN TIME, YOU NOTICE I DIDN'T SAY ANYTHING ABOUT STATE CONSTRUCTION FUNDING. I DON'T LOOK AT THEIR ACCOUNT BALANCES AND THEIR ROLES, BUT IT SEEMS LIKE WE ARE THE LAST BUILDING TO BE BUILT WITH MEMBER MOUNTAIN AND THEN OUR MIDDLE SCHOOL PROJECT, WE'RE ONE OF THE FEW RENOVATIONS, BUT THAT WAS A VERY COST EFFECTIVE PROJECT AS OPPOSED TO REBUILD, AND SO WE COULD GET FUNDING FOR THAT. BUT I DO THINK WE COULD GET SOME FUNDING FOR THE BUS BARN, BECAUSE IT HAS THE HIGHEST RATING IN THE STATE AS MEANING IT'S THE HIGHEST PRIORITY FOR THEM. ALTHOUGH THEY TEND TO LOOK MORE AT ALLEVIATING CAPACITY AND SUITABILITY. AT THIS POINT IN TIME, THAT'S WHY IT'S CONSTANTLY BEEN PASSED OVER. EVEN THOUGH IT'S GOT THE HIGHEST RATING IN TERMS OF MEETING TO BE REBUILT, CAN'T PUT ANY MORE MONEY TO REPAIR IT, SO YOU'D NEED TO DO SOMETHING. BUT THEY'D HAVE OVERLOOKED SOME OF THOSE PROJECTS IN TERMS OF CAPACITY SUITABILITY, WHICH WE'RE THE BENEFICIARIES OF ESPECIALLY AT THE MIDDLE SCHOOL. NOT BEING CRITICAL, BUT A BIG MISTAKE CONSTRUCTION PROCESS TO ME, IT IS NOT AN OPTION. >> [INAUDIBLE] . [01:19:22] >> WE CAN GET STARTED AGAIN. [01:19:24] IF EVERYBODY COULD FIND A SEAT, [01:19:26] WE'LL GET STARTED AGAIN. [01:19:27] [BACKGROUND] [NOISE] WE WILL GET STARTED AGAIN. THE NEXT REPORT WE HAVE IS ON THE SMART START PLAN. I WILL JUST POINT OUT TO EVERYONE THAT THIS IS WORK FROM THE SUPERINTENDENT, THAT WE'RE GOING TO HEAR HER REPORT, THE BOARD MEMBERS SHOULD DISCUSS AND HAVE QUESTIONS. WE ARE NOT GOING TO BE ENTERTAINING PUBLIC COMMENT AT THIS POINT. [01:20:01] HOWEVER, IF YOU'D LIKE TO GIVE PUBLIC COMMENT ON ANY ASPECT OF [INAUDIBLE] WE DO HAVE PUBLIC COMMENT AT THE END OF THE MEETING FOR GENERAL TOPICS. AT THIS POINT IN THE MEETING, WE'RE JUST TAKING A REPORT FROM THE SUPERINTENDENT. I THINK WE'VE PUT SMART START PLAN UP THERE, AND SUPERINTENDENT WALK US THROUGH THE SMART START PLAN AND IN-PERSON LEARNING PLAN FOR 2021-2022. >> THANK YOU, CHAIR GINGERY, TRUSTEES. THE SMART START PLAN, WE CALL THE SMART START PLAN BECAUSE THAT'S WHAT WDE REQUIRE THAT WE DID LAST SUMMER. WE HAD A VERY COMPREHENSIVE PROCESS WITH A LOT OF COMMUNITY INPUT THAT I CAN PUT INTO OUR SMART START PLAN. THE FEDERAL GOVERNMENT HAS ALSO REQUIRED, IN ORDER TO RECEIVE ANY OF THE COVID RELIEF FUNDING, THAT WE TITLE IT RETURN TO IN-PERSON LEARNING. I DIDN'T LIKE THAT TITLE BECAUSE WE WERE UNCERTAIN, BUT IN ORDER TO COMPLY, IT'S THERE, BUT WE LEFT OUR SMART START PLAN. I WANTED TO ADDRESS, FIRST OF ALL, WHY THE TITLE CHANGED. IN THIS PLAN, WE WORKED ON IT ALL THROUGHOUT THE SUMMER, AND AGAIN, IT'S BEEN REVISED AND UPDATED, AND THAT'S ONE OF THE REQUIREMENTS FROM NOT ONLY THE FEDERAL GOVERNMENT, BUT ALSO THE WYOMING DEPARTMENT OF EDUCATION. WE'VE BEEN WORKING ON THIS PLAN AND UPDATING AND REVIEWING IT. THE MAJOR COMPONENTS INCLUDE, MITIGATION STRATEGIES, CONTINUITY OF SERVICES, AND COMMUNICATION PLAN THAT INCLUDES PUBLIC INPUT AND ALSO PERIODIC REVIEW. WE'LL REVIEW THIS AGAIN IN JANUARY. WE, AS DISTRICT ADMINISTRATORS, WE REVIEWED THIS A LOT, AND THIS REALLY BECAME OUR GUIDE TO MANAGING THE FREQUENT CHANGES THAT WE ENDURED OVER THE PAST YEAR AND A HALF. BUT IN PARTICULAR, THIS VERSION ALSO INCLUDES UPDATED CDC GUIDELINES AND THEN THE RESOURCES ARE ALSO NOTED. THAT'S REALLY AT THE END OF THE DOCUMENT OR RATHER ALL THE RESOURCES THAT WE USED, AND THEN THERE ARE LINKS EMBEDDED IN IT, AND ANYBODY CAN GO ON TO BOARD DOCS AND THOSE LINKS ARE ACTIVE. WE WILL CONTINUE TO CONSULT WITH THE TETON COUNTY HEALTH DEPARTMENT, OUR LOCAL HEALTH OFFICER, AS WELL AS THE WYOMING DEPARTMENT HEALTH AS WE MONITOR THE DATA. AT THIS POINT IN TIME, I'M NOT PREPARED TO RECOMMEND UNIVERSAL MASKING. WHAT I WOULD PREFER TO DO IS TO WAIT TILL CLOSER TO THE END OF THE MONTH. BEING AN OPTIMIST, I SINCERELY HOPE THAT DATA IN OUR COMMUNITY CHANGE OVER THE NEXT COUPLE OF WEEKS. WE HAVE LEARNED A LOT ABOUT THE VIRUS, AND THIS PARTICULAR STRAND, ITS RESEARCH MOVE THROUGH THE COMMUNITY RATHER QUICKLY. HOPEFULLY WE'RE AT THE WORST AND THE BEST IS ON OUR HORIZON. THAT'S MY OPTIMIST VIEWPOINT. I'D LIKE TO WAIT ON THAT. YOU'LL NOTICE THAT IN THIS PLAN ON MITIGATION STRATEGIES, VACCINE IS CERTAINLY HIGHLY RECOMMENDED. WE'LL CONTINUE WITH HYGIENE ETIQUETTE. WE WILL DISTANCE TO THE EXTENT POSSIBLE. WE ARE NOT PLANNING ON PARTYING AT ALL. AS PARENTS ASKED ABOUT ELEMENTARY AND PARTYING, WE'RE NOT PARTYING. ON FRIDAYS, WE WILL BE IN SESSION AND STUDENTS WILL HAVE THEIR SPECIALS SO THEY'LL HAVE A LOT MORE CONTACT WITH OTHER STAFF, AND SO THE FRIDAYS WON'T BE AS IN SOCIAL COMPONENTS SINCE OUR TEACHERS WILL HAVE TIME DURING THE REGULAR DAY, SINCE WE'RE NOT PARTYING, WE'RE PLANNING AND WORKING TOGETHER. OUR FOCUS CONTINUES TO BE ON THE SAFETY OF STAFF AND STUDENTS, WHILE WE ADDRESS THE INDIVIDUAL NEEDS OF STUDENTS, WE'LL HAVE SHORTLY, AS SOON AS WDE RELEASES THE Y TOP ASSESSMENT RESULTS, WE'LL BE ABLE TO PUBLICLY SHARE OUR DATA. HOWEVER, WHAT WE DO KNOW IS THAT WE HAVEN'T SEEN THE SUBSTANTIAL LEARNING LOSS THAT SOME DISTRICTS HAVE SEEN. [01:25:03] HOWEVER, OUR DATA TEND TO BE A LITTLE BIT STAGNANT. WHAT OUR FOCUS WILL BE WITH THE SMART START PLAN IS TO STAY FACE-TO-FACE INSTRUCTION, AND CONTINUE TO PROVIDE THOSE SERVICES BECAUSE WE KNOW THAT'S WHERE OUR KIDS AND OUR STAFF EXCEL IN THAT FACE-TO-FACE INSTRUCTION. THE ONLY OTHER THING THAT I DO WANT TO POINT OUT IS, THERE'S A QUITE A BIT OF DEBATE ACROSS THE STATE REGARDING THE REQUIREMENT TO WEAR MASKS ON THE SCHOOL BUS, AND AT THIS TIME, OUR INTERPRETATION IS THAT WE ARE REQUIRED TO WEAR A MASK ON THE SCHOOL BUS. WE WILL DEFINITELY BE WEARING MASKS ON THE SCHOOL BUS, AND WE HAVE ORDERED THOSE IN THE EVENT THAT A STUDENT OR A FAMILY THAT MAY NOT HAVE THAT ON THEIR RADAR. WE WILL HAVE THOSE AVAILABLE. THAT'S BASICALLY A VERY HIGH LEVEL REVIEW OF OUR SMART START PLAN. >> I HAVE A FEW SHORT QUESTIONS TO EVERYONE ELSE. MINE IS OVER ON H5, BUILDING ACCESS. IT SAYS IN THE SECOND PARAGRAPH, "IN COORDINATION WITH THE SUPERINTENDENT, THE BUILDING PRINCIPALS WILL DETERMINE THE NUMBER AND TYPE OF VISITORS ALLOWED IN EACH SCHOOL." I ASSUME THIS IS MOSTLY COMING OUT. ONE OF THE THINGS THAT REALLY HELPS US AT AN ELEMENTARY LEVEL IS HAVING PARENT VOLUNTEERS AND HAVING THE ABILITY FOR PARENTS TO COME IN AND HELP VOLUNTEER IN A CLASSROOM. HERE'S HOW IT'S WRITTEN. IF BUILDING PRINCIPAL WILL WORK WITH YOU AND COME UP WITH BIG FLEXIBLE, BUT IT MIGHT CHANGE OVER TIME, BUT [INAUDIBLE]. I'M JUST GOING TO MAKE A STRONG ENCOURAGEMENT THAT WHATEVER RULE WE COME UP WITH THAT WE'RE CONSISTENT ACROSS THE SCHOOLS. THERE WAS ONE THING I KEPT HEARING LAST YEAR, IT WAS CONSISTENCY, ESPECIALLY BETWEEN THE ELEMENTARY SCHOOLS, THAT IF ONE ELEMENTARY SCHOOL HAD A RULE, THAT IF WE CAN MAKE ALL OF OUR ELEMENTARY SCHOOLS, MAYBE WITH THE EXCEPTION OF [NOISE] MUNGER, AND JACKSON, AND COLTER. AS PARENTS ARE TALKING TO EACH OTHER AND THEY REALIZE THE RULES SEEM TO BE DIFFERENT DEPENDING ON WHICH SCHOOL YOU ARE GOING TO. THEY CERTAINLY UNDERSTAND MIDDLE SCHOOL AND HIGH SCHOOL MIGHT BE DIFFERENT. THEN ALSO WITH THE ARRIVAL TIME. SOME SCHOOLS WHO ARE ALLOWING KIDS TO BE DROPPED OFF EXTREMELY EARLY IN THE MORNING SO TEACHERS HAD KIDS IN THEIR CLASSROOM WELL BEFORE TIME. IT MAY OR MAY NOT BE A GOOD IDEA, BUT AT LEAST IF WE CAN BE CONSISTENT. THAT WAS MY ONLY COMMENT. I THINK IT IS GOOD THE WAY YOU HAVE WRITTEN IT BECAUSE YOU LEAVE A LOT OF FLEXIBILITY, WHICH I THINK IS IMPORTANT TO HAVE FLEXIBILITY AS THINGS CHANGE THAT YOU DO NOT WANT TO GO BACK AND CHANGE THE PLAN THAT YOU HAVE THAT FLEXIBILITY. BUT THAT IF WE COULD BE CONSISTENT. WITH THAT, DID ANYONE ELSE HAVE QUESTIONS IN REGARDS TO THE POINT? STEVIE. >> I DIDN'T SEE ANYTHING IN THE PLAN WITH REGARDS TO THE SIDE THAT THE STUDENT HAD SYMPTOMS. [INAUDIBLE] LAST YEAR WE DID TESTING IN ATHLETES [INAUDIBLE] IN THE COMMUNITIES. ARE WE GOING TO DO THAT OR IS THAT STILL [INAUDIBLE] >> THANK YOU [INAUDIBLE] FOR ENTRUSTING ME. I THINK IT WAS AN OVERSIGHT BECAUSE WHEN WE WROTE THE PLAN IN THE SUMMER OF 2020, WE WERE NOT SCREENING AND THEN WE ADDED SCREENING. SO AT THIS POINT, I THINK IT WAS AN OVERSIGHT AND WE LEFT IT OUT. I THINK WE COULD ADD IT IN THAT WE'LL HAVE TESTING AVAILABLE AND THEY SCREEN OR INDIVIDUALS BASED ON THE ACTIVITY. THEN THE REASON I'M HEDGING JUST A LITTLE BIT IS BECAUSE WHEN WE MET WITH THE WYOMING DEPARTMENT OF HEALTH, THEY SIMPLY HAVE FOUR DIFFERENT KINDS OF TESTS THAT THEY WILL SHIP TO US. ONE IS A RAPID TEST, THAT IS A NASAL SWAB, BUT NOT THE INVASIVE NASAL SWAB. IT STILL HAS TO BE DONE UNDER THE SUPERVISION OF A NURSE THAT HAS BEEN TRAINED. WE'LL HAVE THOSE AND THOSE ARE SYMPTOMATIC INDIVIDUALS. WE WILL HAVE THE CURATIVE AND THE BULK TESTS AVAILABLE. I BELIEVE ONE OF THOSE DOES ALSO HAVE TO BE SUPERVISED, BUT I CAN NOT REMEMBER. I THINK IT IS THE CURATIVE ONE. [01:30:04] ANOTHER TEST THAT THEY ARE GOING TO MAKE AVAILABLE TO US IS CALLED A COOL TEST. THIS ONE MIGHT BE EFFECTIVE FOR ATHLETICS BECAUSE APPARENTLY, AND AGAIN, I DON'T HAVE THE PROCESS DOWN, BUT THEY POOL SAMPLES. IF LIKE A SAMPLE OF 10 INDIVIDUALS, IF SOMEONE IN THAT SAMPLE OF 10 IS POSITIVE, THEY CAN DETERMINE WHICH PERSON BASED ON THAT POOL OF SAMPLE IS THE POSITIVE INDIVIDUAL. THAT MIGHT BE A MORE EFFICIENT WAY TO MANAGE. THEN AS YOU KNOW LATER ON THE CONSENT AGENDA, THERE IS A CONTRACT FOR YOUR CONSIDERATION WHERE THE WYOMING DEPARTMENT OF HEALTH FUNDS A NURSING POSITION FOR US. HOPEFULLY, BY HAVING THAT SUPPORT WE'LL BE ABLE TO HAVE A LITTLE BETTER COORDINATION AND A LITTLE MORE CONSISTENCY IN TERMS OF CONTACT TRACING, WHICH WILL LIKELY BE A BIG PART OF THIS DUTY AS WELL. BUT IT WAS WRITTEN FOR SCREENING, CONTACT TRACING, CODE MITIGATION, AND THE GENERAL HEALTH AND WELL-BEING OF STAFF AND STUDENTS. THEN JUST TO GO BACK ON THE BUILDING ACCESS AND [OVERLAPPING] >> WHAT YOU'RE SAYING, BASED ON TRUSTEE NEEDS COMMENT, YOU'RE GOING TO ADD A PARAGRAPH, AT ABOUT TESTING YOU'LL MENTION ALL FOUR OF THESE DIFFERENT TYPES OF TESTS. SO IT WILL BE AN ADDITIONAL PARAGRAPH. >> SORRY. I WILL ADD THAT IN HERE, I JUST THINK IT WAS AN OVERSIGHT. ON THE CONSISTENCY WE RECOGNIZE AND THE PRINCIPALS ACTUALLY, WHEN THEY WERE GOING THROUGH THIS DRAFT, REQUESTED THAT WE ADD THE CONSISTENCY COMPONENT BECAUSE THAT IS A CHALLENGE FOR THEM. SO THE ONLY REASON THAT IT SAYS THAT THE PRINCIPAL WILL WORK WITH THE SUPERINTENDENT AND SO THAT I CAN HELP COORDINATE AND MAKE SURE THAT WE ARE CONSISTENTLY APPLYING THE RULES. LIKE MOM, AGAIN [LAUGHTER], THERE'S NO DAD TO ASK [LAUGHTER]. >> OTHER QUESTIONS FOR THE SUPERINTENDENT [INAUDIBLE]. >> I WAS CURIOUS, I KNOW WE'RE MAKING DECISIONS BASED ON MASKING AT THIS POINT. I THINK WAITING AND SEEING WHAT'S HAPPENING IN THE COMMUNITY IS A SMART THING TO DO. I AM CURIOUS THOUGH. I THINK THIS IS THE RIGHT TIME TO ASK THIS QUESTION, BUT LET US SAY WE MAKE THE DECISION NOT TO MASK OR REQUIRE MASKING AND THERE IS A FAMILY THAT'S NOT COMFORTABLE WITH THAT. SAY THEY HAVE AN IMMUNE-COMPROMISED PERSON IN THEIR HOUSEHOLD. WILL THERE BE A VIRTUAL OPTION FOR THEM THIS YEAR LIKE IT WAS LAST YEAR OR HOW WILL THAT WORK? >> THANK YOU, CHAIR [INAUDIBLE] TRUSTEE CARLIN. WE ARE NOT PLANNING ON OFFERING A VIRTUAL OPTION FOR A FAMILY THAT WANTS TO STAY HOME OR NEEDS TO STAY HOME, WE CAN DO A SHORT-TERM, CLASSROOM-BASED VIRTUAL, BUT WE WERE NOT PLANNING ON OFFERING THE VIRTUAL INSTRUCTION FOR THE ENTIRE YEAR LIKE WE DID LAST YEAR. >> OKAY. THANK YOU. THEN I HAVE A SECOND QUESTION. AGAIN, I HOPE THIS IS THE RIGHT TIME TO BE ASKING THIS. WE WILL BE MAKING THIS DECISION DOWN THE WAY. IT'S MY UNDERSTANDING THAT IF MASKS WERE TO BE REQUIRED, THERE ARE DIFFERENT QUARANTINING RULES AS OPPOSED TO IF WE HAD MASK OPTIONAL. I WOULD LOVE FOR YOU TO EXPLAIN THAT TO US SO THAT I REALLY AM CLEAR ON THAT. BUT ALSO MOSTLY BECAUSE AS WE'VE DESCRIBED, WE HAVE HAD A PRETTY TUMULTUOUS, LAST 18 MONTHS, A YEAR AND A QUARTER HAVE NOT BEEN THE MOST OPTIMAL LEARNING TIMES AND I JUST WANT TO MAKE SURE THAT WE ARE GOING INTO THIS YEAR REALLY FOCUSED ON ACADEMICS AND HOW TO KEEP KIDS IN CLASSROOMS AS MUCH AS POSSIBLE. I WOULD LOVE TO HEAR, ABOUT WHAT HAPPENS IF WE HAVE A MASK REQUIREMENT VERSUS IF IT'S MASK OPTIONAL. [01:35:07] >> THANK YOU, TRUSTEE CARLIN, AS I UNDERSTAND IT, AND IT HAS CHANGED SUBSTANTIALLY AND I AM GLAD THAT WE HAVE A LOT OF SUPPORT. BUT IN WORKING WITH THE HEALTH DEPARTMENT AND THEY PROVIDED A ISOLATE AND TRACE DECISION-MAKING TREE FOR US THAT THEY JUST SENT US. IT'S REALLY AGAIN, A LAYERED APPROACH SO THAT NUMBER 1 TO PREVENT THE SPREAD OF THE VIRUS IS TO BE VACCINATED. THE SECOND IS WEAR A MASK. THE THIRD IS TO STAY HOME WHEN YOU'RE SICK. THE FOURTH IS APPROPRIATE HYGIENE. THE NEXT IS DISTANCE. IT'S STILL A LAYERED APPROACH. THERE IS NOT A ONE SIZE FITS ALL. HOWEVER, IF THERE IS A POSITIVE CASE AND STUDENTS ARE MASKING OR THE ROOM, THE FACT THAT STAFF WERE UNIVERSALLY MASKING, THEN THERE IS NOT BEEN MANDATORY QUARANTINE. THE DISRUPTION OF THE QUARANTINE IS GREATLY REDUCED IF PEOPLE ARE WEARING MASKS. HOWEVER, IF THERE IS A STUDENT THAT IS WEARING A MASK AND TEST POSITIVE AND SOME KIDS ARE WEARING MASKS AND SOME KIDS AREN'T, THE ONES THAT ARE WEARING MASKS WILL NOT HAVE TO QUARANTINE IF THE POSITIVE INDIVIDUAL IS ALSO MASKING. THE POSITIVE INDIVIDUAL IS NOT MASKING DOESN'T REALLY MATTER IF YOU HAVE A MASK ON OR NOT, YOU'RE GOING TO BE QUARANTINED. THE LINK OF THE QUARANTINE VARIES IF YOU'RE VACCINATED AND YOU'RE MASKED OR ONE WAY OR THE OTHER. IT'S SYMPTOMATIC VERSUS NOT SYMPTOMATIC. YOU'RE VACCINATED, WEARING A MASK, NOT SYMPTOMATIC YOU HAVE NO PROBLEM. YOU'RE VACCINATED NOT WEARING MASKS NOT SYMPTOMATIC, NOT REALLY A PROBLEM. YOU'RE GOING TO TEST, YOU'RE GOING TO WEAR A MASK FOR A FEW DAYS UNTIL YOU GET A TRANSFER. IF YOU'RE WEARING A MASK VACCINATED AND SYMPTOMATIC OBVIOUSLY YOU'RE GOING TO BE [INAUDIBLE] CLEAR AS THAT. THANKS FOR THE QUESTION, TRUSTEE CAROLINE. [LAUGHTER]. >> THANK YOU. I LOVE TO THROW A LITTLE MUD AROUND. [LAUGHTER] >> SUPERINTENDENT KEVIN, THERE IS A FLOWCHART I MEAN IT'S NOT THAT COMPLICATED [INAUDIBLE] FLOWCHART. >> YES. WE HAVE TWO FLOWCHARTS. WHERE DID THE CONTACT OCCUR? OUTSIDE, INSIDE, SIX FEET, LESS THAN SIX FEET, LESS THAN THREE FEET, 15 MINUTES, MORE THAN 15 MINUTES. THERE'S A LOT OF AND I WILL MAKE THINGS AVAILABLE FOR YOUR REVIEW AND OUR STAFF HAVE THEM AS WELL. THE FLOW CHART IS HELPFUL, BUT IT'S STILL QUITE. >> FURTHER QUESTIONS FOR THE SUPERINTENDENT. LET ME JUST DOUBLE-CHECK WITH THIS OR IF IT'S NEEDED, IS EVERYONE AVAILABLE IN AUGUST 25TH, ON WEDNESDAY EVENING IS THAT A DATE? THURSDAY OR SATURDAY ARE YOU AVAILABLE? >> I WAS JUST TRYING TO LOOK AT MY CALENDAR, BUT I BELIEVE IT IS. THAT I DON'T SEE THAT THERE'D BE ANYTHING. YES, NOW THAT'S PERFECT. >> IF THERE IS NO FURTHER DISCUSSION ON THAT, LET'S MOVE ON. NEXT ITEM ON OUR BUSINESS IS AN ACTION ITEM, [E. Action Items] ITS CONSIDERATION, I'LL FIRST READ THE POLICIES. YOU HAVE A POLICY PROVIDED ON FIRST READING, AGAIN TO REMIND EVERYONE CAN DO TWO READINGS SO YOU WON'T SEE THIS ONE AGAIN UNTIL OCTOBER, JUST SKIP THEM. SO ON FIRST READING TODAY IS DGA AUTHORIZE SIGNATURES, REVISE, AND DECA TIME, EFFORT, REPORTING AND OVERSIGHT, NEW. DO YOU WANT TO GIVE US ANY [INAUDIBLE]? >> [INAUDIBLE] AND TRUSTEES THE REVISION OF DGA RECOGNIZES THAT WE USE ELECTRONIC SIGNATURES FOR DOCUMENTS, RECORDS, CONTRACTS. [01:40:05] THIS IS JUST REALLY ACKNOWLEDGING THAT AND THAT PROCESS AND THAT WAS RECOMMENDED THAT WE HAVE THIS POLICY. IT SEEMED APPROPRIATE TO ADD IT TO THE EXISTING AUTHORIZED SIGNATURE OR THEY GO TOGETHER. THE NEW POLICY TIME EFFORT REPORTING OVERSIGHT, AGAIN, AS A RECIPIENT OF FEDERAL FUNDS, WE WANT TO MAKE SURE THAT WE'RE COMPLYING WITH ALL THE REQUIREMENTS. WE DON'T CERTAINLY WANT TO JEOPARDIZE THE RECEIVING FEDERAL FUNDS FOR NOT BEING INTO FINANCES. THIS POLICY, OUTLINES THAT SOME OF THAT DETAIL AND ENSURES THAT WE ARE IN COMPLIANCE SO THAT WE HAVE A POLICY TO MANAGE THAT COMPLAINTS. >> QUESTION FOR THE SUPERINTENDENT. IS THERE ANY COMMUNITY INPUT ON THIS PARTICULAR [INAUDIBLE]? >> IF YOU'RE GOING TO TALK, YOU GOT TO COME TO THE MICROPHONE. ARE YOU HERE TO TALK ABOUT AUTHORIZED SIGNATURES FOR ELECTRONIC? >> NO. >> OKAY. [LAUGHTER] ANY BOARD DISCUSSION ON THIS SIDE? I WOULD ENTERTAIN A MOTION. >> THAT'S FAIR. I WOULD MOVE TO GROUP DIVERSITY OF POLICY DGA AUTHORIZED SIGNATURES AND DECA TIME, EFFORT [INAUDIBLE] >> I SECOND. >> SECONDED. >> THE MIDDLE [INAUDIBLE] YOU NEED SECONDED BY CHRISTINE CAROLINE TO IMPROVE ON FIRST READING DGA AUTHORIZED SIGNATURES AND DECA TIME AFTER REPORTING AN OVERSIGHT. ANY FURTHER EXPRESSION? HOLDS FOR APPROVAL SAY I. >> AYE. >> ALL THOSE OPPOSE. >> AYE. >> I HOPE THAT'S AN AYE THAT'S FAULT. >> THAT'S WAS AN AYE, SIR. [LAUGHTER]. >> SHOCKED LITTLE. WE WILL MOVE ON TO CONSIDERATION AND SECOND READING POLICY. THESE ARE POLICIES THAT ARE ON SECOND READING THAT WE SOLVED TWO MONTHS AGO. FIRST ONE WELL, JUST ONE. [INAUDIBLE] TRANSPORTATION REFERS TO NARROW MANDATORY DRUG AND ALCOHOL TESTING. WE'RE GOING TO [INAUDIBLE]. TELL US ANYTHING ABOUT THEM. >> AS YOU KNOW, WE HAVE REVISED EEVA AND DELETED THE REGULATIONS OR THE PROCEDURES AND COMBINED THEM SINCE THESE WERE PRETTY COMPREHENSIVE. YOU DID NOT RECEIVE INPUT FROM FOLLOWING THE FIRST READ IN THE 60 GAMES. FOR ME, THESE ARE READY FOR APPROVAL ON [INAUDIBLE]. >> QUESTIONS FOR THE SUPERINTENDENT. ANY COMMUNITY INPUT SPECIFICALLY ON THE DRUG AND ALCOHOL MANDATORY TESTING. SHE [INAUDIBLE] I HAD THE OPPORTUNITY TO WORK WITH HER. SHE WAS SUPER CREATIVE. WORKED WELL WITH ALL LEVELS OF KIDS AND SHE WILL BE MISSED. >> ALL THOSE FOR APPROVAL SAY, AYE? >> [OVERLAPPING] AYE. >> AYE. >> OKAY. THE CONSENT AGENDA IS APPROVED. WE'RE NOW UP TO PUBLIC COMMENT FOR ITEMS NOT ON TONIGHT'S AGENDA. [G. Communication] IF YOU WISH TO MAKE PUBLIC COMMENT ON ANYTHING THAT YOU'D LIKE TO, YOU'D NEED TO COME TO THE LECTURE, YOU NEED TO STATE YOUR NAME AND THEN YOU KEEP YOUR COMMENTS TO ABOUT THREE MINUTES AND YOU DIRECT YOUR COMMENTS TOWARD THE BOARD AND THAT IT'S NOT A QUESTION AND ANSWER PERIOD, IT'S JUST A TIME FOR YOU TO STATE YOUR COMMENTS. LET'S START ON ZOOM. IS THERE ANYONE ON ZOOM? I KEEP SAYING ZOOM, I KNOW YOU [INAUDIBLE] SO I APOLOGIZE [LAUGHTER] ANYONE ON WEBEX THAT WOULD LIKE TO SPEAK? IF YOU'RE ON WEBEX AND YOU'D LIKE TO SPEAK, IF YOU JUST RAISE THE VIRTUAL HAND, WE WOULD CALL ON. WE'LL COME BACK TO YOU. LET ME SEE IF THERE'S ANYONE IN THE ROOM. ANYONE IN THE ROOM WHO WISHES TO SPEAK? WHERE IS THE YOUNG LADY THAT WANTED TO SPEAK EARLY THIS MORNING? >> THANK YOU. I WASN'T REALLY PREPARED TO SAY ANYTHING BUT, SO WE LIVE UP IN MORAN. MY CHILDREN ARE THIRD GENERATION AT THE MORAN SCHOOL. THEIR GRANDMOTHER WENT THERE AND THEIR FATHER WENT THERE. >> I'M SORRY TO INTERRUPT YOU BUT COULD YOU GIVE US YOUR NAME? >> JENNY YOUNG. >> THANK YOU SO MUCH. >> SINCE THIS ISN'T A QUESTION AND ANSWER, I'LL JUST HAVE YOU ALL AS A BOARD THINK IN YOUR MIND HOW MANY TIMES HAVE YOU BEEN TO THE MORAN SCHOOL FOR A WHOLE ENTIRE DAY OBSERVING THE SCHOOL, THE KIDS, ESPECIALLY WITH THE SITUATION WITH THE MASKS LAST YEAR? ANSWER THAT ON YOUR OWN. OR HOW MANY OF YOU HAVE CHILDREN IN THE SCHOOL SYSTEM? YOU CAN ANSWER THAT ON YOUR OWN TOO. WE IN MORAN, I'M SPEAKING ON BEHALF OF OVER HALF OF THE MOTHERS AND FATHERS IN MORAN AND WE DO NOT AGREE WHATSOEVER WITH HAVING ANY MASKS NEXT YEAR. WE ARE THE PARENTS OF OUR CHILDREN, AND THAT SHOULD BE TAKEN IN CONSIDERATION NUMBER 1, I BELIEVE. WE KNOW OUR CHILDREN. YOU ALL HAVE A JOB TO DO BUT IT DOESN'T NEED TO ENCOMPASS SO MUCH INTERFERENCE AS TO HAVE A MASK COVERING THE KIDS EVERY DAY. MY KIDS CRIED ALMOST EVERY DAY TO GO TO SCHOOL BECAUSE THEY HAD TO WEAR THOSE MASKS. SECONDLY, THEY DO NOTHING. OKAY. YOU ALL ARE OVER HERE SPEAKING TAKING YOUR MASKS OFF. HOW IS THAT EVEN REALISTIC, THE TEACHERS CAN'T DO THAT, MY KIDS AREN'T ALLOWED TO DO THAT IN SCHOOL. WE HAVE SPEECH IMPEDIMENTS IN OUR SCHOOL WHERE THE TEACHER HAS TO CONTINUALLY ASK, WHAT DID YOU SAY. THAT IS NOT OKAY AND WE HAVE WRITTEN LETTERS BUT I'M SPEAKING ON BEHALF OF THE PEOPLE WHO ARE PISSED OFF ABOUT THIS, AND WE WILL PULL OUR KIDS FROM YOUR SCHOOL SYSTEM AND YOU'LL HAVE A VERY SMALL SCHOOL IN MORAN, AND SO IF YOU WANT TO CONTINUE THIS PRESSURE AND RIDICULOUSNESS AND HAVE OUR CHILDREN BE A PART OF THIS POLITICAL THING THAT'S GOING ON, [01:50:02] WHICH IS WHAT IT IS, YOU ALL CAN MAKE THE DECISION WHETHER TO DO MASKS OR NOT. YOU DON'T HAVE TO FOLLOW THE CDC. THEY'RE NOT IN CHARGE OF YOU, BUT WE IN MORAN DO NOT APPRECIATE ANYTHING THAT HAS BEEN GOING ON. NOT TO SAY THAT YOU ALL HAVE NOT DONE A GOOD JOB ON THINGS, YOU HAVE, AND I UNDERSTAND THIS IS A DIFFICULT TIME, BUT THE MASKS NEED TO GO OR WE WILL BE PULLING ALL OUR KIDS OUT OF THAT SCHOOL, AND WE WILL BE HOMESCHOOLING AND I DON'T APPRECIATE THAT THIS UPCOMING MEETING IS RIGHT BEFORE THE DAY THAT WE HAVE TO DECIDE WHETHER WE HOME SCHOOL OR NOT. WHY IS THIS MASK ISSUE NOT BEING DECIDED NOW? IT NEEDS TO BE BECAUSE WE AS PARENTS ARE DECIDING WHETHER WE'RE GOING TO HOME SCHOOL OR NOT, AND THAT'S A BIG CHOICE FOR US AND A BIG JOB AS A MOTHER. I PREFER TO KEEP MY CHILD IN THE SCHOOL, BUT I WILL MOST CERTAINLY STAND UP FOR MY CHILD WHO CANNOT STAND UP FOR THEMSELVES AND HOME SCHOOL THEM BECAUSE OF THIS COMPLETE RIDICULOUSNESS. WE HAVE UNDER 20 KIDS IN MORAN SCHOOL AND WE WERE MADE TO SOCIAL DISTANCE, WE WERE MADE TO MASK ALONG WITH SEVERAL OTHER COMPLETELY IDIOTIC THINGS THAT DO NOT SCIENTIFICALLY MAKE SENSE AND OUR CHILDREN ALL GOT COLDS WEARING THE MASK. THEY ALL GOT COLDS. THEY ALL WENT HOME. DID THE MASK PROTECT FROM A GENERAL COLD? NO, IT DIDN'T BECAUSE THE MASKS DON'T DO A DAMN THING. OKAY, AND SO I'M SORRY TO HAVE TO BE RUDE BUT WHEN IT COMES TO OUR CHILDREN, AND I'M SPEAKING FOR MANY MOTHERS NOT ONLY IN MORAN BUT IN THIS COUNTY. THIS IS NOT OKAY. WE ARE NOT FOR THIS. WE ARE NOT STANDING FOR IT AND THIS IS A DECISION THAT YOU ALL NEED TO MAKE FOR THE HEALTH AND THE BENEFIT OF OUR KIDS AND MASKING UP THE KIDS IS COMPLETELY WRONG. THANK YOU. [APPLAUSE] >> ANOTHER PUBLIC COMMENT? MS. WOOD. >> I'M LIBBY CREWS WOOD, FIFTH-GRADE TEACHER, MUNGER MOUNTAIN ELEMENTARY SCHOOL. I WAS ENCOURAGED TO FIRST TELL MY OWN LITTLE STORY OF COVID, WHICH INVOLVED GETTING VERY SICK THE VERY BEGINNING OF NOVEMBER BUT NOT REALIZING I WAS ILL, AS WHAT HAPPENS TO MOST COVID PATIENTS, UNTIL I HAD BEEN INFECTIOUS AND AT THE SCHOOL BUILDING. I MASKED EVERY SINGLE DAY, ALL DAY LONG THROUGHOUT THE SCHOOL YEAR. MY STUDENTS MASKED ALL DAY LONG, EVERY DAY THROUGHOUT THE SCHOOL YEAR AND WHEN I FELL ILL, NONE OF MY STUDENTS OR COLLEAGUES BECAME SICK BECAUSE OF MY SPREADING COVID. SO I BEG TO DIFFER. THE MASKING IS CHEAP, IT'S EASY, THE CHILDREN DID A BEAUTIFUL JOB, THE ADULTS IN THE BUILDINGS DID A BEAUTIFUL JOB, AND I TRULY BELIEVE IT'S A COMMON SENSE WAY TO HANDLE AN ILLNESS THAT IS REALLY EASY TO CATCH. SO I'D LOVE FOR YOU TO CONSIDER MY OWN TESTIMONY, ALL OF YOU, AND I KNOW IT'S A HOT TOPIC, BUT THE EXPERIENCE WAS VERY REAL FOR ME. THEN SECONDLY, AND THIS IS INTERESTING BECAUSE IT'S GOING TO SOUND A LITTLE IRONIC, BUT FOR ME IN THAT CLASSROOM, AND THIS YEAR BECAUSE I'M AT MUNGER, I HAD 12 STUDENTS IN ONE ROOM AND 14 IN ANOTHER, I FIND THIS MASK TO BE FREEING. IT MADE ME FREE TO MEET IN SMALL GROUPS WITH CHILDREN WHO WERE ALSO MASKED. BECAUSE FOR THE FIRST TIME IN A VERY LONG TIME, I TAUGHT ROWS ALL YEAR LONG AND THAT IS A DIFFERENT STYLE OF TEACHING FOR ME, BUT THE MASKS ALLOWED US TO WORK TOGETHER IN SMALL GROUPS, IT ALLOWED FOR ME TO LISTEN TO A CHILD, FOR ME TO CONFER WITH CHILDREN INDIVIDUALLY AND INDEPENDENTLY. IT ALLOWED A LEVEL OF SAFETY TO FACILITATE CLOSENESS THAT WE OTHERWISE WERE NOT ALLOWED. [01:55:07] THIS IS A BIG DECISION I UNDERSTAND THAT WILL BE MADE LATER. I'M GRATEFUL TO HAVE THE OPPORTUNITY TO SPEAK TO YOU DIRECTLY AND IN PERSON. SO THANK YOU VERY MUCH. I WILL BE HAPPY TO BE OF ANY HELP I CAN BE. >> FURTHER PUBLIC COMMENT. >> I CAN STAY ON TOPIC. MY NAME IS [INAUDIBLE]. I HAVE A NINE-YEAR-OLD SON AT WILSON ELEMENTARY, AND I WOULD LIKE TO FOREMOST ACKNOWLEDGE ALL OF THE DISTRICT EMPLOYEES HERE. YOU GUYS HAVE PUT IN TREMENDOUS AMOUNT OF WORK AND CHALLENGE AND EFFORT AND DEDICATION TO MAKING SURE THAT EDUCATION CONTINUES SMOOTHLY AND I AM SO GRATEFUL FOR THAT. I FIRMLY BELIEVE THAT OUR SCHOOL DISTRICT IS A SHINING LIGHT AND THIS COMMUNITY AND IT ALWAYS HAS BEEN AND I SINCERELY HOPE THAT IT ALWAYS WILL BE. I WOULD ALSO LIKE TO RESTATE THE VISION STATEMENT BECAUSE I FIND IT TO BE VERY PROFOUND TO ENSURE THAT EVERY STUDENT IS PREPARED TO SUCCEED IN AN EVER-CHANGING WORLD. I WANT TO SHARE A PERSONAL STORY AS WELL. I HAVE A 95-YEAR-OLD GRANDMOTHER WHO RECENTLY SHARED A STORY WITH ME THAT SHE FOUND 50 CENTS ON THE GROUND DURING THE GREAT DEPRESSION AND SHE HAD SAVED HER THINGS FOR THAT WINTER, IT WAS PARTICULARLY ROUGH WINTER. SHE STILL REMEMBERS THE STORY, BUT SHE ALSO STILL HOLDS ON TO EVERYTHING. SO SHE'S A LITTLE BIT OF A HOARDER WHICH MAKES IT FUN TO VISIT HER HOUSE BUT THE POINT HERE IS THAT THE NARRATIVE THAT WE GROW UP WITH AND THE STORY THAT WE TELL AND THAT WE HAVE, THEY FRAME OUR LIVES. I SAY THIS BECAUSE WHEN SHE TOLD ME THE STORY, I UNDERSTOOD IN THAT MOMENT THAT STORIES ARE THE FOUNDATION OF THE HUMAN EXPERIENCE. OUR CHILDREN ARE A FULCRUM OF A VERY INTERESTING STORY GOING AROUND THE WORLD TODAY. WE KNOW THAT COVID WILL DEFINITELY LEAVE ITS MARK ON THEM. BUT WE DON'T KNOW WHAT THAT'S GOING TO BE YET. SO I THINK, AS A COMMUNITY, IT'S WORTH IT FOR US TO THINK REALLY HARD ABOUT HOW WE CAN TURN THIS TRAGIC STORY INTO SOMETHING THAT OUR CHILDREN CAN BE EMPOWERED ABOUT FOR THEIR FUTURE, SOMETHING TO SUCCESSFULLY PREPARE THEM FOR THE EVER-CHANGING WORLD AHEAD. IMPORTANTLY, I BELIEVE THAT A MASK MANDATE FOR STUDENTS FOR YET ANOTHER YEAR, AND LET'S BE CLEAR HERE, I DON'T NEED TO REMIND YOU GUYS THAT THIS IS THE THIRD SCHOOL YEAR THAT THEIR LIVES ARE AFFECTED. THIS IS SENDING WHAT I WOULD CONSIDER TO BE A VERY DISTINCT MESSAGE AND THIS MESSAGE IS ROOTED IN FEAR. FOR THE CHILDREN, IT'S FEAR OF THEIR OWN GERMS, FEAR OF INFLICTING OTHERS, FEAR OF GETTING IN TROUBLE,FEAR OF NOT HAVING THEIR MASK UP, FEAR OF FRIENDS, FEAR OF GETTING TOO CLOSE TO YOUR FRIENDS, AND FEAR OF INFECTING THEIR TEACHERS AND LOVED ONES. I UNDERSTAND, LIBBY, AND REALLY APPRECIATE YOUR PERSPECTIVE ON THE FREEDOM THAT THAT CARRIES, BUT I DO THINK THAT THE CHOICE TO WEAR A MASK AND TO CONNECT WITH YOUR FRIENDS AND BEING ABLE TO SPEAK WITH THEM FACE TO FACE IS PART OF WHAT IT MEANS TO BE A KID. I THINK THAT THIS STORY, THIS NARRATIVE OF FEAR, IS A VERY PRECARIOUS ONE. IT'S SOMETHING THAT WILL HAVE LONG-TERM IMPACTS FOR THE SUCCESS OF HOW THEY MOVE THROUGH THE WORLD. ALTERNATIVELY, GIVING PARENTS AND STUDENTS THE ABILITY TO CHOOSE, I THINK THE ABILITY TO CHOOSE BASED ON WHAT TIME OF YEAR IT IS, HOW THEY'RE FEELING, WHAT THEY'RE DAYS LIKE. WE HAVE TO UNDERSTAND THIS IS A DYNAMIC THING. THEY CAN MAKE THESE CHOICES AND THAT IS THE DEFINITION OF EMPOWERMENT. CLEARLY, EVERYONE ON THIS EARTH HAS DIFFERENT PREFERENCES, DIFFERENT STORIES, RISKS, AND COMFORT LEVELS WITH COVID. THAT IN AND OF ITSELF IS DIVERSITY. THAT IS SOMETHING THAT WE SHOULD CELEBRATE. GERMS ARE A PART OF LIFE JUST LIKE HEALTH IS A PART OF LIFE, JUST LIKE MATH AND READING AND WRITING ARE PART OF LIFE. I ASK YOU GUYS TO THINK VERY CAREFULLY ABOUT THE STORIES THAT OUR CHILDREN WILL WALK AWAY WITH FROM THESE THREE YEARS AND LORD KNOWS HOW MANY MORE AND HOW IS THAT GOING TO IMPACT THEIR LIVES IN FUTURE. WE NEED TO TAKE RESPONSIBILITY FOR THAT AS A COMMUNITY. THAT IS SOMETHING THAT I TRUST YOU ALL TO DO [02:00:02] BECAUSE I LOVE THIS COMMUNITY AND I LOVE THIS SCHOOL DISTRICT. THANK YOU FOR LISTENING. >> FURTHER PUBLIC COMMENT? ANYONE ELSE? ISABELLE. >> [INAUDIBLE] [LAUGHTER] MY NAME IS MARTHA MORRELL AND I HAVE TWO CHILDREN IN THE DISTRICT AND ONE IS NOW IN FIRST AND ONE IS GOING IN FOURTH AND I WOULD LIKE TO THANK YOU GUYS FOR YOUR DEDICATION THESE LAST FEW YEARS. IT'S BEEN ROUGH ON EVERYONE, TO SAY THE LEAST. I APPRECIATE ALL THAT YOU'VE DONE IN KEEPING THE KIDS IN SCHOOL IN PERSON, ESPECIALLY THE ELEMENTARY KIDS BECAUSE THAT IS REALLY HARD JOB [LAUGHTER] WHEN YOU'RE TRYING TO WORK AND YOU HAVE KIDS AT HOME. I AM HERE TO REPRESENT MY FAMILY AS WELL AS OTHER FAMILIES AND I HOPE THAT YOU MAKE A GOOD DECISION FOR ALL FAMILIES, NOT JUST FOR CERTAIN GROUPS OF FAMILIES AND I REALLY APPRECIATE ALL OF THOSE COMMENTS AS WELL. I REALLY WOULD LIKE TO ASK YOU TO LET PARENTS CHOOSE WHETHER THEY WANT THEIR CHILD TO SIT IN A MASK FOR EIGHT HOURS. HAVE ANY OF YOU ACTUALLY SAT IN A MASK FOR EIGHT HOURS? IT'S DISGUSTING. [LAUGHTER] I'M JUST SAYING AND HERE'S WHY. KIDS ARE NOT IMPACTED BY COVID. AT THIS POINT, WE KNOW CHILDREN UNDER 17 AND BELOW HAVE EXTREMELY LOW RISK IN ACTUALLY CONTRACTING THE VIRUS AS YOU'VE DESCRIBED AND EVEN AT A LOWER RISK OF GETTING SICK AND A VERY LOW RISK OF DYING FROM THIS. THEY HAVE A 99.995% CHANCE OF SURVIVAL IF THEY IN FACT CONTRACT THE DISEASE. LESS THAN 500 CHILDREN HAVE ACTUALLY DIVIDE AND DIED FROM THIS BUT THE CBC NEGLECTED TO REPORT ANY UNDERLYING CONDITIONS THAT THEY MAY HAVE HAD. IN FACT, CHILDREN ARE MORE LIKELY TO DIE FROM SWIMMING ACCIDENT, A CAR CRASH, THEY'RE MORE LIKELY TO GET INJURED OR DIE FROM THE COVID SHOT, BETTER THAN DIE FROM THIS DISEASE. ROCK CLIMBING, SWIMMING, SKIING, WE ALL LET OUR KIDS DO IT. THEY HAVE INHERENT RISKS BUT WE DON'T STOP THEM FROM DOING IT. THE SECOND REASON IS, MASKS DON'T ACTUALLY STOP THE SPREAD OF COVID. I'VE READ ON MY FAX THIS EVENING. BEFORE I CAME, I HAVE A BOX OF SURGICAL MASKS THAT I BOUGHT FROM HOSPITAL LAST YEAR AND IT ACTUALLY SAYS, "THIS GENERAL USE MASK CANNOT ELIMINATE THE RISK OF CONTRACTING AN INFECTIOUS DISEASE." IN FACT, I SAW ANOTHER ONE SAID, "THIS MASK WILL NOT PROVIDE ANY PROTECTION AGAINST COVID-19. WHY ARE WE DOING THIS IF THEY DON'T ACTUALLY WORK? THE MANUFACTURER THEMSELVES ARE SAYING THAT? THERE ARE ACTUALLY TWO STUDIES BACKED UP BY THE CBC FROM 1946 TO 2018, THAT'S 72 YEARS. ALL OF THIS STUDY, ACTUALLY MORE THAN JUST STUDY, SORRY. THEY ALL CONCLUDED THAT MASKS ARE NOT EFFECTIVE IN STOPPING THE SPREAD OF THE VIRUS AND I HAVEN'T SENT YOU THESE STUDIES IN PREVIOUS E-MAIL SO I'LL REFRAME FROM THAT. BUT I WOULD ALSO LIKE TO ADD THAT I ACTUALLY HAD A PERSONAL CONVERSATION WITH DR. TRAVIS FIDEL ABOUT MASKS AND KIDS AND MY KIDS. I ASK HIM IF HE COULD SIGN AN EXEMPTION, HE SAID ABSOLUTELY NOT. I ASKED HIM TO PROVIDE A SCIENTIFIC STUDY THAT SHOWED ME THE ADVOCACY OF MASKS IN PREVENTING THE SPREAD AND GUESS WHAT? HE DID NOT SEND ME ONE, HE DID NOT HAVE ONE STUDY. THE THIRD REASON IS FOR THE HEALTH OF MY CHILDREN. KIDS SITTING IN A MASK EIGHT HOURS A DAY, SWEATY, GROSS [LAUGHTER] ANXIETY, BY NOW A FRIEND HAS SAID HER SON HAD A STAPH INFECTION ON HIS FACE, BACTERIAL INFECTIONS, ILLNESSES, FATIGUES, MENTAL HEALTH ISSUES TO NAME A FEW. AS WE SAID BEFORE, THEY COME HOME WITH SOAKING WET SALIVA, TOUCH THEIR SWEAT, THEY'RE GROSS [LAUGHTER] MORE IMPORTANTLY, IF YOU'RE CONCERNED ABOUT THE HEALTH OF OUR CHILDREN, I THINK YOU SHOULD CONSIDER THAT THE WEARING THESE MASKS ALL DAY IS ACTUALLY DANGEROUS. IN FACT, THE GROUP OF PARENTS FROM FLORIDA HAD THEIR MASKS SENT TO A LAB AND THEY FOUND PATHOGENS THAT CAUSE TUBERCULOSIS, MENINGITIS, SEPSIS WHICH IF YOU DON'T KNOW IS THAT INFECTION THAT GETS INTO YOUR BLOOD AND IT'S VERY DEADLY, UTIS THAT WERE ANTIBIOTIC-RESISTANT, FOOD POISONING, THEY HAVE FUNGI, PATHOGENS THAT CAUSE LYME DISEASE. THE LIST GOES ON AND ON. STAPH TO ME IS THE GROSSEST BECAUSE I'VE HAD STAPH AND IT IS VERY DIFFICULT TO TREAT. TALK ABOUT HEALTH CONCERNS. THESE DEADLY PATHOGENS ARE OUR CONCERN IN MY UNDERSTANDING FOR MY KIDS. THEN THE MENTAL HEALTH CONSEQUENCE IS BEYOND, WHO THE HECK KNOWS. WE HAVE NO DATA ON HOW TO FIND AND HAVE THEM. I DON'T WANT MY CHILDREN TO THINK THE OTHER KIDS ARE ILL, TO STAY AWAY FROM THEM, [02:05:02] FEAR INFECTION FROM THEM, I DON'T WANT MY KIDS TO CHANGE THEIR PERCEPTION OF HUMANS BASED ON VACCINATION STATUS OR WHETHER OR NOT THEY'RE WEARING MASK, WE NEED TO INSTILL MORE COMPASSION IN THEM. I DID NOT WANT MY CHILDREN TO THINK WEARING A MASK IS NORMAL. I DON'T WANT MY KIDS TO THINK THEY HAD TO COMPLY WHEN INTUITION TOLD THEM THAT THEY WERE. >> WRAP YOU FOR THE TICKET. >> WHAT? >> MAYBE YOU CAN WRAP UP. >> YEAH, SURE. YOU GET THE POINT. [LAUGHTER] IF I'M GOING TO LEAVE YOU WITH ONE QUESTION. IF MASK WORK, THEN WHY DON'T THEY WORK? WE STILL HAVE THIS PROBLEM. [APPLAUSE] >> FURTHER PUBLIC COMMENT. ANY OTHER PUBLIC COMMENT? >> GOOD EVENING. MY NAME IS SHELBY SHARP. I HAVE A DAUGHTER AND OLDER. I'LL TRY TO KEEP THIS ONE REALLY SHORT AND I'D LIKE TO PURELY FOCUS ON A PARENT'S CHOICE, YOUR RELIGIOUS BELIEFS THAT THIS IS SOMETHING THAT NEEDS TO BE TAKEN INTO CONSIDERATION, AND IN FACT, NOT ONLY CONSIDERATION INSTEAD OF A LAW. I BY NO MEANS SAYING THAT ANYONE WHO FEELS COMPARED TO WEAR A MASK SHOULD NOT BE ALLOWED TO. IN FACT, THIS IS WHAT THE WHOLE POINT IS. I RESPECT EVERYBODY'S CHOICE HERE. I'M SAYING THAT MY RIGHT AND THE RIGHTS OF MY CHILD MUST BE EQUALLY ADDRESSED AND HER MENTAL HEALTH AND HER CONSIDERATION ARE NOT ANY LESS THAN THOSE WHO FEEL COMPELLED TO WEAR THEIR MASK ON A DAILY BASIS. IT IS JUST AS IMPORTANT FOR MY RIGHTS TO BE ACKNOWLEDGED AS IT IS YOUR RIGHTS TO BE ACKNOWLEDGED. IF YOU FEEL COMFORTABLE FOLLOWING THE CDC'S POLICIES OR SUGGESTIONS BY ANY SINGLE COUNTY OFFICIAL, I WOULD IMPLORE YOU TO FIND A STATUTORY LAW THAT GIVES YOU AUTHORITY TO VIOLATE MY RIGHT AS A PARENT WHICH YOU COULD SEE SUPERSEDES POLICIES. IF YOU BELIEVE THAT ACCOMMODATING PARENTS THAT DO NOT WISH TO SEND THEIR CHILD TO SCHOOL ON A MASK CREATES AN ACTUAL HARDSHIP, AND THEREFORE, IT DOES NOT NEED TO BE PROVIDED FOR, THE LAW STATES THAT THE SCHOOL MUST PROVE THAT THE HARDSHIP IS MORE THAN JUST MINIMAL. I AM NOT ASKING FOR A PRIVATE CLASSROOM, I AM NOT ASKING FOR A TUTOR, I AM NOT ASKING FOR AN OFFICE OR AN AIR FILTER OR ANY EXTRA ACCOMMODATION, I'M ASKING FOR THE CHOICE TO SEND MY CHILD TO SCHOOL WITHOUT A MASK. THERE HAS BEEN NO HARDSHIP CREATED BY THE SCHOOL DISTRICT FOR MY CHILD TO ATTEND SCHOOL WITHOUT A MASK. THEREFORE, THERE IS NO HARDSHIP AND IT MUST BE MY CHOICE, MUST BE ALLOWED. NOT ALLOWING CHOICE, GIVE ANY CHILD A REFOCUS FORM, YOU KNOW WHAT THAT IS? YOU'RE NOT IN ELEMENTARY SCHOOL FOR REMOVING THEIR MASK, CONFUSING THEM ON A DAILY BASIS WITH CHANGING RULES FROM ROOM TO ROOM, WEEK TO WEEK, THREATENING A CHILD WITH, "IF YOU DO NOT WEAR A MASK, YOU COULD KILL SOMEONE ELSE." WHICH WAS A STATEMENT MY CHILD HAS RECEIVED IN THEIR SCHOOL BY NOT A KID BUT ALSO BY CHILDREN, TO BE CLEAR. THOSE THINGS ARE HARASSMENT AND RETALIATION AGAINST HER CHOICE AND THAT IS ILLEGAL. I'M HEAVILY ALSO CONSIDERING PULLING MY CHILD OUT OF THE PUBLIC SCHOOLS BASED ON MY DEEP MORAL BELIEF THAT WE ARE CREATING FEAR AND IT IS ON IMPACTING AND LOSING OUR PERSONAL FREEDOMS. WHICH MAKES ME REALIZE IN FACT, THAT MY MORAL CHOICES ARE NOW BEING DISCRIMINATED AGAINST WHICH IT'S NOT ALLOWED, AND LEADS ME BACK TO MY LEGAL RIGHTS. I KNOW THE LAWS ON MY SIDE AND I WANT MY CHILD TO KNOW THAT I'M STANDING UP FOR WHAT I BELIEVE IN. LEAVE THE CHOICE TO THE PARENTS WHERE IT BELONGS. IT WAS FURTHER DISHEARTENING TO SEE THE EDITORIAL PAPER, BASICALLY ASKING EVERYONE TO PLAY NICE AND NOT EXPRESS DISCONTENT WITH THE POLICIES THAT THE SCHOOL BOARD WISHES TO PUT IN PLACE. I PERSONALLY FEEL ASHAMED FOR EXPRESSING MY FEELINGS BEFORE I EVEN START. IF THE PURPOSE IS TO BE. [02:10:02] >> SHELBY. >> INCLUSIVE. >> SHELBY. I'M GOING TO ASK YOU TO GRAPPLE. >> I AM [OVERLAPPING] WITH MY LAST SENTENCE. IF THE PURPOSE IS TO BE INCLUSIVE, IT IS ALREADY ELIMINATED ME AND MY FAMILY. [APPLAUSE] >> FURTHER PUBLIC COMMENT, ANYONE ELSE? >> HELLO. MY NAME IS [INAUDIBLE] AND. >> THE TOP ALPINE HIGH SCHOOLS GEAR OF 1998. >> YEAH. [LAUGHTER] I'D LIKE TO THANK YOU GUYS FOR THE PATIENCE AND ONE OF THE SONS IS A SENIOR AND ONE SON IS A SOPHOMORE AND A LOT OF YOU GUYS HAVE BEEN THERE SINCE THEY WERE IN KINDERGARTEN. I APPRECIATE THAT, THE COMMITMENT. BUT I'VE HEARD A LOT OF INTERESTS AND COMMENTS AND I WOULD FURTHER LIKE TO CONTINUE THIS DISCUSSION ON THE ROUTE OF THIS DISCUSSION, I GUESS. WE CAN ALL AGREE THAT THE SCHOOL BOARD IS A GOVERNMENT ENTITY AND I READ AN INTERESTING COMMENT YESTERDAY, THAT SAID, "IF WE ALLOW THE GOVERNMENT TO BREAK THE LAW OF AN EXCUSE FOR MERCY, THEY WILL BREAK THE LAW." EXCUSE ME. "THEY WILL BREAK THE LAW AS AN EMERGENCY TO BREAK THE LAW." WE'VE GOT AN OBJECT, YES. >> BY LAW, I MEAN THE US CONSTITUTION, THE CONSTITUTION IN THE WILD, AND SO AS FREEDOM OF CHOICE. IF THE SCHOOL BOARD MAKES THE MASKS MANDATORY, THEN IT'S TAKEN AWAY OUR FREEDOM OF CHOICE AND THE PARENTS FREEDOM OF CHOICE AND THAT'S SOME WHAT BEN SAID. BUT DO YOU THINK THIS IS RIGHT THING TO DO? THANK YOU FOR YOUR TIME AND THANKS HERE FOR YOUR TIME AND COMMITMENT. [APPLAUSE] >> GOOD EVENING. MY NAME IS ALISON FREY. I'M THE PROUD MOTHER OF TWO COLTER ELEMENTARY STUDENTS. I'M HERE TONIGHT TO NOT ONLY SPEAK ON BEHALF OF MY CHILDREN, BUT ALSO ON BEHALF OF SEVERAL STAFF MEMBERS WHO FEEL THEIR INPUT DOESN'T MATTER, THEIR VOICES WON'T BE HEARD, OR SURE THAT SPEAKING OUTPUTS SOMEHOW COMPROMISE THEIR CAREER. I KNOW WEARING A MASK DOESN'T BOTHER A LOT OF PEOPLE. BUT BELIEVE IT OR NOT, THERE ARE PEOPLE OUT THERE THAT HAVE AN AVERSION TO WEARING MASK. I KNOW THIS FOR A FACT BECAUSE I'M ONE OF THEM. IT'S LIKE PUBLIC SPEAKING. I GET ANXIOUS, IT MAKES ME FEEL ISOLATED, I FEEL MUTED, I FEEL ANTISOCIAL, I FELL CLAUSTROPHOBIC, I GET HEADACHES, [INAUDIBLE], FATIGUE. THIS ISN'T EVEN TO MENTION. I JUST LEARNED ABOUT ALL THE PARASITE, BACTERIA AND FUNGI GROWING ON THE MASK, IT'S GROSS. HOW MANY TIMES HAVE YOU SMILE AT SOMEONE FROM BEHIND HER MASK AND REALIZE, IT DOESN'T MATTER, THEY CAN'T SEE ME SMILING. I THINK THAT IS ESPECIALLY ALARMING AT THE ELEMENTARY. LEVEL WHERE THESE CHILDREN THRIVE ON PERSONAL CONNECTIONS AND THEY'RE NOT GETTING THAT FROM THEIR TEACHERS AND FROM THEIR PEERS. I DON'T KNOW ABOUT YOU, BUT AS A PARENT, I WANT MORE FOR MY STUDENTS, I WANT MORE FOR ALL THE STUDENTS ESPECIALLY THOSE THE YOUNGER STUDENTS AT THE ELEMENTARY LEVEL. THEY NEED TO SEE THEIR TEACHERS FACIAL EXPRESSIONS. THEY NEED TO HEAR THEIR VOICES THAT ARE UNMUTED, AND THEY NEED TO SHOW UP THEIR OWN SMILES IN RETURN. I UNDERSTAND THIS PANDEMIC IS DRAGGING ON. WE'RE GOING INTO THE THIRD SCHOOL YEAR, BUT IT'S TIME TO TAKE A STAND. MASK AND HEALTHY KIDS IS NOT THE ANSWER. IT'S NOT HEALTHY, AND IT'S NOT SUSTAINABLE. WE ARE NOT ASKING YOU TO PROHIBIT MASKS. IT'S NOT ALL I'M ASKING. WE ARE JUST ASKING FOR PARENTS AND STAFF TO HAVE A CHOICE WHEN IT COMES TO FACE COVERINGS. I BELIEVE THE SUMMER PROTOCOL, IF I'M NOT MISTAKEN ALLOWS FOR A MASK OPTIONS. [02:15:01] IS THAT RIGHT? LET'S MOVE FORWARD. LET'S NOT MOVE BACK. WE, AS PARENTS HAVE THE RIGHT TO MAKE THE BEST DECISIONS FOR OUR CHILDREN. WE OWE IT TO OUR STAFF TO LET THEM MAKE THEIR OWN DECISIONS ON WHAT'S RIGHT FOR THEM. JUST AS ALL OF YOU ARE DOING RIGHT NOW. YOU'RE MAKING YOUR OWN BEST DECISION. IT'S REALLY AS SIMPLE AS THAT. IT'S FREEDOM OF CHOICE. PLEASE, I'M BEGGING YOU, FOLLOW THE STATE OF WYOMING DIRECTIVE AND ALLOW MASK TO BE OPTIONAL FOR ALL STUDENTS AND STAFF THIS YEAR. I WOULD LIKE TO ADD ONE POINT. I WOULD ALSO LIKE TO FOLLOW UP WITH JENNY AND ASK THAT YOU DO MAKE YOUR DECISION SOONER RATHER THAN LATER, BUT THERE ARE SOME DEADLINES THAT WE NEED TO ADDRESS AND THE 25TH DOES NOT GIVE US AMPLE TIME TO MAKE THOSE DECISIONS FOR FALLING OR ONE. MY FIFTH GRADER, IF SHE STILL WANTS TO SPEAK, WOULD LIKE TO SAY A FEW WORDS AS WELL. THANK YOU. >> HI, MY NAME IS LEXIE FREY. I'M A FIFTH GRADER AT COLTER ELEMENTARY SCHOOL AND I'M HERE TONIGHT BECAUSE I DON'T WANT TO WEAR THE MASK AT SCHOOL. I WANT STUDENTS AND PLEDGED TO BE HEARD. I BELIEVE THAT I CAN MAKE A DIFFERENCE. THE MASK MAKES IT HARD FOR ME TO HEAR AND HARD FOR ME TO BE HEARD. WHEN I WEAR THE MASK, I EXPERIENCE DRY THROAT, HEADACHE, FATIGUE, AND NAUSEA. I AM SPEAKING FOR MYSELF, MY TEACHERS, MY FRIENDS. THANK YOU. CAN YOU PLEASE MAKE THE MASK OPTIONAL. [APPLAUSE] >> YEAH, LEXIE YOU GO. >> FURTHER PUBLIC COMMENT. ANYBODY ELSE? YEAH. EVERYBODY HAS [INAUDIBLE] >> I THINK EVERYBODY HAS DONE BETTER THAN I PROBABLY WILL, BUT THANK YOU. MY NAME IS CHAD FREY. I'M NOT HERE FOR JUST MY CHILDREN, I'M HER FOR ALL THE CHILDREN TWO OF I HAD TO SCHOOL WITH. ONE OF YOU PROVIDED LEGAL COUNSEL FOR ME AND MY STUDENT [LAUGHTER] I STILL LOST THAT CASE, BUT I WONDER WHY. [LAUGHTER] AND THAT WAS THE OFFICER THAT PROVIDED ME THAT TICKET. THAT'S OKAY. [OVERLAPPING] LAST WEEK, THERE'S A 99.95 PERCENT OF THE CHILDREN CONTRACT THE THE VIRUS, THE VIRUS SURVIVE WITHOUT THERAPEUTICS. I'M HERE TONIGHT TO TAKE A STAND AGAINST THIS MEDICAL TYRANNY. YES. I'M CALLING IT MEDICAL TYRANNY BECAUSE THAT'S WHAT IT IS. I'M THE MASTER OF BIG PART OF IT. THIS IS NOT FAIR TO ANY OF OUR CHILDREN AND MASKING IT'S COMPLETELY UNACCEPTABLE. THE PHYSICAL AND PSYCHOLOGICAL EFFECTS WILL TAKE YEARS TO BE KNOWN. THE MASK PROVEN TO BE VERY DIRTY I'VE HEARD THE STORIES TONIGHT AND I DIDN'T KNOW STAPH BACTERIAL, PNEUMONIA AND WHAT COULD COME FROM IT, BUT SOUND BUT THAT COULD BE DEADLIER THAN THE CORONAVIRUS ITSELF. YOU HAVE BEEN ASKED IF YOU WEAR THE MASK FOR 78 HOURS BECAUSE I DOUBT AND MOST OF YOU DO, YOU MIGHT WORK FOR 45 MINUTES IN A GROCERY STORE. YOU MIGHT PUT IT ON AND GO INTO THE POST OFFICE OR WHATEVER IT MIGHT BE. THE EFFECTS OF MASKING ARE ENDLESS AND THIS HAS TO STOP UNLESS WE MAKE A STAND THIS WHOLE CONTINUE ON FOREVER. THE PERPETUAL OF THIS INFORMATION CAMPAIGN AND THE POSITIVES OF MASKING ARE PATHETIC TO ME. IT GOES COMPLETELY GETS REAL SCIENCE PUTTING OUT. YEAH, IT'S BEEN PROVEN THAT TWO MASK INDIVIDUALS IN THE ROOM THE SIZE OF A CLASSROOM, IN LESS THAN 15 MINUTES, THE ROOM IS AEROSOL SO THE MASK OBVIOUSLY DO NOT WORK. I'M GOING TO ADDRESS AND SUPPORT ALL OF THE FACULTY, ESPECIALLY, OF COURSE, THE TEACHERS. WE LOVE OUR TEACHERS AND WE'RE ASKING FOR THEM AS WELL BECAUSE IT'S VERY HARD FOR THEM TO DO THEIR JOB. IT'S NOT FAIR TO THESE TEACHERS TO HAVE TRYING TEACH IN A MASK WHERE THERE'S NO EXPRESSION. AS MY WIFE SAID, IT'S IMPOSSIBLE TO GET THESE CHILDREN THE EDUCATION WE EXPECT AND WE'RE ALL GRANTED WHILE THEY'RE WEARING A MASK. IT'S PARAMOUNT IN THIS CURRENT TIME AND WE DON'T CONTINUE THE FEAR MONITORING, WHICH HAS BEEN BROUGHT UP TO SEE ME AS WELL. THE MEDIA, OBVIOUSLY, BIG TECH IS ALIGNED TO ALL OF US AND WE NEED TO BE ABLE TO DECIPHER WHAT'S RIGHT FROM WRONG. WE WANT TO DROP A FEW NUMBERS. ZERO, WE HAVE ZERO FACULTY OR TEACHERS DIED FROM CORONAVIRUS IN TETON COUNTY, I BELIEVE IF I'M WRONG GET TO CORRECT ME, THAT'LL BE FINE. WE HAD ZERO CHILDREN DIE AND EVERYONE IN THE STRAND, WITH THE EXCEPTION OF A FEW 99.97 PERCENT CHANCE OF SURVIVING AND, [02:20:04] OF COURSE, THE KIDS ARE AT 99.95. WHY ARE YOU TREATING OUR STUDENTS LIKE THEY'RE ALL CONTAGIOUS? WHY ARE YOU SCARED OF OUR CHILDREN? BECAUSE WHAT I SEE IS THAT YOU WEREN'T SCARED FOR THEM, YOU'RE SCARED OFF THEM. I'M GOING TO MOVE ALONG HERE. BUT WHAT RONALD REAGAN ONCE SAID THAT WE ARE ONE GENERATION AWAY FROM LOSING FREEDOM IN AMERICA. I'M HERE TONIGHT BECAUSE THAT GENERATION IS THE ONE THAT WE'RE DEALING WITH TODAY. YOU ARE A SCHOOL BOARD NOT A MEDICAL BOARD AND I DON'T EXPECT YOU TO BE, BUT CONTINUE TO ENFORCE THIS MEDICAL TYRANNY IS OFFENSIVE. BY MASKING OUR KIDS, I ALMOST CONSIDERED IT ABUSIVE. ENFORCEMENT AND NARRATIVE OF MASKING THE CHILDREN HAS GOT TO STOP OR CHILDREN DESERVE TO BE ABLE TO BE KIDS THAT GET DIRT UNDER THEIR FINGERNAILS, BE EXPOSED TO BACTERIA AND VIRUSES THAT ARE IN THIS ROOM. IT ALL MAKES OUR IMMUNE SYSTEM STRONGER. THESE WOULD BE NO INLET FOR MANY WHO HAVE NOT SPOKEN HERE TONIGHT FOR FEAR OF LOSING THEIR POSITION, FOR FEAR OF 100 MIGHT BE LOSS OF BUSINESS, FEARED THAT THEIR CHILDREN MIGHT BE SINGLED OUT. THERE ARE MANY PEOPLE WHO ARE AGAINST THESE MASK MANDATES. MANY OF US ARE HERE TODAY TO ENCOURAGE YOU TO MAKE THE RIGHT CHOICE AND ENABLED THE FREEDOM OF CHOICE. PLEASE, DO NOT CONTINUE TO TRAVEL ON THE SIPPAR OF LIBERTIES OF OUR CHILDREN. A MASTER INDIVIDUAL'S SETTING THEMSELVES UP FOR A GLASS SLIPPER IMMUNE SYSTEM. IF YOU'RE WEARING ONE TODAY, RIGHT NOW, I HOPE YOU TAKE IN YOUR VITAMINS AND SUPPLEMENTS BECAUSE IT'S NOT GOOD FOR YOU. WE HAVE A WONDERFUL SYSTEM THAT ENABLES OUR CHILDREN TO EAT IN SCHOOL IN THE MORNING AND THROUGHOUT THE DAY WHEN NEEDED. IT'S A WONDERFUL SYSTEM. BUT I FEEL LIKE IF I CAN GET A COUPLE OF SUGGESTIONS, ONE MIGHT BE THAT DR. DALE, MAYBE THE BOARD COULD IMPLEMENT A VITAMIN SUPPLEMENT OR SYSTEM THAT WOULD PROVIDED VITAMIN C AND D AND ZINC OR WHATEVER IT IS THAT CHILDREN MIGHT NEED RATHER THAN AT A TIME I JUST GOT A LITTLE BIT TO GO HERE. I'M JUST GOING TO PASS ON AND I'M JUST GOING TO SAY, I WANT TO REMIND YOU THAT WE LIVE IN A WONDERFUL COMMUNITY AND THAT LIKE THE REST OF THE COUNTRY, IT MIGHT BE DIVIDED POLITICALLY OR BELIEF WISE, BUT WE HAVE AN OPPORTUNITY TO TAKE A STRONG STAND TOGETHER WITH OUR CHILDREN. IN THIS FIGHT TOGETHER, WE NEED TO MAKE SURE THAT OUR CHILDREN ARE EDUCATED BROADWAY AND THEY ARE NOT MASKED IN THE PROCESS. THANK YOU FOR YOUR TIME RECEIVING ME. [APPLAUSE] >> ANY OTHER PUBLIC COMMENT. ANY MORE FREEZE HIM AUDIENCE. [LAUGHTER] >> HE'S NOT COMING WITH OBJECTION. [LAUGHTER] >> MY NAME IS JULIE FACED. I'M A CITIZEN HERE IN TETON COUNTY. I HAVE NO CHILDREN. I WASN'T PLANNING ON SPEAKING TONIGHT BUT I DO WANT TO ADDRESS A PERSONAL STORY. YOU HAD COVID AS DID I, DID NOT HAD IT, THOUGHT I HAD ALLERGIES AND I WAS ALWAYS PRACTICING SOCIAL DISTANCING. I WENT TO MY WORKOUT CLASS AND THE WORKOUT CLASS, WE WERE ALWAYS IN OUR OWN CIRCUIT FAR AWAY FROM EVERYONE ELSE. I WAS HIGHLY INFECTIOUS ON THE MONDAY, TUESDAY BEFORE I ENDED UP STAYING HOME BECAUSE I WOULD SICK. NO ONE GOT IT. NO ONE GOT IT AT WORK AND I WAS ALWAYS SOCIALLY DISTANCED FROM THEM. I'M NOT A BELIEVER THAT THE CLOTH MASKS WORK BASED ON SCIENCE. IT'S ABSOLUTELY RIGHT, THERE IS NO DATA PROVING THAT THIS IS RIGHT. HERE'S THE THING YOU GUYS, THERE'S A LOT OF CONCERN WITH KIDS GETTING SICK WITH THIS. MY QUESTION IS AND I DON'T KNOW THIS, I THINK SOME OF YOU ARE LAWYERS. IF SOME KID GETS SICK AND REALLY ILL BECAUSE YOU'RE MAKING THEM WEAR MASKS, ARE YOU LIABLE? I DON'T KNOW. ARE YOU? THEN I ALSO THINK I'M CONCERNED BECAUSE I LOVE HISTORY AND I'M VERY CONCERNED THAT WE'RE RAISING THESE KIDS TO LIVE IN FEAR. I THINK OF MY DAD WHO WAS BORN IN 1941. HE REMEMBERS GROWING UP WITH POLIO. THERE WAS ALWAYS A FEAR OF POLIO, BUT THEY WENT OUT AND THEY LIVED THEIR LIFE. POLIO VACCINE DIDN'T COME OUT UNTIL 1955. HIS ENTIRE YOUTH, HE WAS LIVING HIS LIFE PLAYING AS A KID, BUT THEY WERE ALWAYS AWARE OF IT, BUT HE DIDN'T LIVE IN FEAR OF IT. HE WAS JUST CONCERNED ABOUT IT. AGAIN, THE SURVIVAL RATE OF THIS IS AMAZING AND WE SHUT DOWN OUR ENTIRE LOW BECAUSE OF THIS. IT IS CONCERNING AND IT HAS BEEN HORRIBLE, I AGREE, BUT TO LIVE IN FEAR LIKE THIS AND TO TEACH OUR KIDS LIKE THIS, I THINK IT'S TERRIBLE. I THINK IF YOU REALLY WANT A GOOD FUTURE FOR THE CHILDREN, YOU NEED TO GIVE PEOPLE A CHOICE. THAT'S ALL. [APPLAUSE] >> [INAUDIBLE]. ANYONE ON WEBEX. >> WE DO. JASMINE >> JASMINE, IF YOU CAN HEAR US. GO AHEAD. >> HI. THIS IS NEMAN HORN. [02:25:03] THANK YOU FOR LETTING ME SPEAK. I WANT TO SAY I'M PRO MASK AND I CERTAINLY APPRECIATE WHERE EVERYONE'S COMING FROM, BUT I WANT TO COUNTER SOME OF THE POINTS THAT HAVE BEEN MADE TONIGHT. THE FIRST POINT IS LOT OF THE STATISTICS ARE BASED OFF THE OLD VARIANT OF COVID AND THE DELTA VARIANT IS MUCH MORE CONTAGIOUS, ESPECIALLY IN CHILDREN. A LOT OF THE STATES THAT HAVE STARTED SCHOOLS ALREADY HAVE CHILDREN'S HOSPITALS THAT ARE FULL OF KIDS THAT HAVE COVID WITH THE DELTA VARIANT. THE SECOND POINT I WANT TO MAKE IS THAT THIS ISN'T SOME SOCIAL EXPERIMENT. THIS IS A HISTORIC GLOBAL PANDEMIC. WE'RE NOT TALKING ABOUT, SHOULD WE SAY, ONE NATION UNDER GOD WHEN KIDS ARE SAYING THE PLEDGE OF ALLEGIANCE, THIS IS A SITUATION THAT CAN AFFECT PEOPLE'S HEALTH. I PERSONALLY KNOW SEVERAL PEOPLE THAT HAVE DIED OF COVID, INCLUDING ONE OF MY FRIENDS, WORKS IN A SCHOOL DISTRICT IN CHICAGO AND A JANITOR DIED BECAUSE THEY CONTRACTED COVID FROM STUDENTS. WE TALK ABOUT FREEDOMS, FREEDOMS ARE THINGS THAT WE EARN. WHEN WE TELL STORIES TO OUR KIDS, I APPRECIATE THAT YOU DON'T WANT YOUR KIDS TO LIVE THE STORY OF FEAR WHERE THEY'RE AFRAID OF THINGS. I DON'T WANT MY KIDS TO LIVE A STORY WHERE WE TELL THEM THAT THEIR LIVES, THEIR FREEDOMS ARE MORE IMPORTANT THAN SAVING THE LIVES OF THE TEACHERS, THE CUSTODIAL WORKERS, THEIR GRANDPARENTS, BECAUSE THEY DIDN'T WANT TO WEAR A MASK. PEOPLE ARE DYING AND EVEN IF YOUR KIDS ARE GOING TO BE FINE BECAUSE THEY'RE YOUNG, BECAUSE THEY'RE HEALTHY, YOU DON'T KNOW HOW YOUR TEACHER IS? WHAT THEIR HEALTH CONDITIONS ARE? WHAT THEIR SPOUSE'S HEALTH CONDITIONS ARE? IF YOU LOOK AT ALL THE LETTERS FROM THE PEOPLE THAT WROTE IN TO THE SCHOOL BOARD THE TEACHERS ARE ALL SAYING, WE WANT YOUR KIDS TO WEAR MASK FOR OUR HEALTH, FOR OUR COMMUNITY'S HEALTH. IT'S NOT A STORY OF FEAR, IT'S A STORY OF TELLING OUR CHILDREN, YOU CAN HELP. YOU CAN MAKE OUR COMMUNITY HEALTHIER. YOU CAN HELP PEOPLE AND YOU CAN DO THIS FOR THE PROTECTION OF OUR COMMUNITY BECAUSE WE ARE IN A HISTORIC GLOBAL PANDEMIC. THIS ISN'T SOME SOCIAL EXPERIMENT ABOUT OUR FREEDOMS. THIS IS HELPING PEOPLE AND THIS IS MAKING OUR SOCIETY HEALTHIER FOR EVERYONE. THANK YOU. >> THANK YOU. ANY OTHER COMMENTS ON WEBEX? >> NO. >> ANYONE ELSE LEFT IN THE ROOM? WE WILL CLOSE PUBLIC CARPET FOR THE EVENING. COMMUNICATIONS TO THE BOARD. WE'VE HAD QUITE A FEW LETTERS MOSTLY FILLED WITH MASK ALSO, I THINK I RESPONDED TO EVERYONE I WAS TRYING TO [LAUGHTER] I MAY HAVE MISSED SOME TODAY AND I APOLOGIZE, I WILL DO THOSE WHEN I GET BACK THIS EVENING TO RESPOND TO MAKE SURE THAT WE'VE RESPONDED TO EVERYONE. >> YOU DID A GREAT JOB MR. CHAIR. >> THANK YOU FOR LETTING ME. ANY COMMUNICATIONS FROM THE BOARD? >> I'VE GOT TWO THINGS MR. CHAIRMAN. FIRST OF ALL, HAD THE PLEASURE OF ACTUALLY RIDING IN THE BACKSEAT WITH TRUSTEE ZAN AND SUPERINTENDENT CHAPMAN, WHICH YOU'LL LEARN A LOT SITTING IN THE BACKSEAT. [LAUGHTER] WE WENT TO LAYER BEFORE THE, I MIGHT HAVE BUTCHERED THE NAME IS ALUMNI AND SCHOOL BOARDS ASSOCIATION AND SUPERINTENDENTS ASSOCIATIONS LEGAL CONFERENCE. TODAY'S [INAUDIBLE] AT THE GATEWAY CENTER. IT WAS REALLY GOOD EXPERIENCE, HAD A WONDERFUL SPEAKER ABOUT ETHICS. LOOKED A LITTLE BIT LIKE A HARLEQUIN ROMANCE NOVEL COVER GUY, LONG FLOWING LOCKS BUT IT WAS A GOOD REMINDER ABOUT THE IMPORTANT NETFLIX PLAYS AND NOT ONLY EDUCATIONAL PROFESSION, BUT EVERY PROFESSION. IT WAS VERY GOOD. THEN A LOT OF INFORMATION REGARDING SOME OF THE FAVORITE TOPICS FACING THE SCHOOLS RIGHT NOW. THEN THE SECOND THING I HAD, WAS TODAY I HAD THE HONOR OF ATTENDING UP AT THE CRAY THOMAS CENTER STATE LAND COMMISSIONERS MEETINGS WHERE THEY DISCUSSED THE SCHOOL SECTION PROPERTIES AND WHAT TO DO WITH THEM. THREE MAIN PARCELS, ONE ON THE VILLAGE ROAD JUST SOUTH OF SHOOTING STAR, ONE DOWN ON LONGER MOUNTAIN. THEN THE KELLY PARCEL ABOVE KELLY HOT SPRINGS, WHERE THEY'RE TRYING TO FIGURE OUT HOW TO ENHANCE THEIR REVENUE FOR SCHOOL KIDS OF WYOMING. A LOT OF PUBLIC COMMENT WITH A LOT OF IDEAS FLOATED AROUND AND AROUND CONSERVATION [INAUDIBLE], ESPECIALLY IN KELLY PROPERTY. >> YOU MADE SOME STATEMENT,. >> I MADE A STATEMENT BASICALLY ASKING THE BOARD TO MAKE SURE WHEN WEIGHING OUT ALL OF THE DIFFERENT DECISIONS, [02:30:02] BUT THEN MAXIMIZE THE BENEFITS TO ALL OF WYOMING'S PUBLIC SCHOOL KIDS. RIGHT NOW, THEY SOLD. 640 ACRE PARCEL IN KELLY AS A RAISING PERMIT THAT GENERATES RIGHT AROUND $1500 A YEAR, WHICH DOESN'T EVEN PAY FOR A DAY VERSUS KITCHEN. >> ANY COMMUNICATIONS FROM THE BOARD? FEYNMAN? >> FUTURE AGENDA ITEMS, SCHEDULING TOPICS. WE TALKED ABOUT NEXT MEETING IN SEPTEMBER, CONTINUING OUR CONVERSATION ABOUT OUR FACILITIES PLAN. WE WILL DO THAT AND WE DON'T THINK [INAUDIBLE] ANYONE WILL HAVE ANYTHING READY BY THEN. SO THEY MAY HAVE SOMETHING. >> SURE WE CAN LIGHT FIRES AND THE PEOPLE. [LAUGHTER] >> WOULD BE GREAT IF THEY HAD SOMETHING FOR US TO LOOK AT. ARE THERE ANY TOPICS THAT ANYBODY WHO WAS WANTING TO MAKE SURE THAT WE GOT ON THE AGENDA IN THE NEXT FEW MONTHS, SOMETHING THAT WE'RE NOT TALKING ABOUT THAT WE NEED TO BE TALKING ABOUT? TO REVIEW OF THE MEETING, OKAY. [LAUGHTER] A SELF EVALUATION. [LAUGHTER] CHAIR, DID A GREAT JOB. [LAUGHTER] WE MOVE DOWN TO A MOTION TO ADJOURN. A SECOND TO ADJOURN, ALL THOSE IN FAVOR SAY AYE. >> AYE. >> MEETING ADJOURNED. * This transcript was compiled from uncorrected Closed Captioning.
