[00:00:05] >> [INAUDIBLE] MEETING TO ORDER. WE'RE ALL PRESENT, [A. Call to Order] EXCEPT JANINE IS NOT HERE TONIGHT, BUT JENNIFER ZUNG IS HERE THROUGH ZOOM; AND NO BETSY CARTER. SO WE'RE MISSING BETSY AND JANINE. IF WE COULD START, PERHAPS. BEFORE WE DO PLEDGE OF ALLEGIANCE, IF WE COULD ALL STAND AND WE'LL HAVE A MOMENT OF SILENCE FOR RILEY [INAUDIBLE]. IF YOU WILL JOIN IN THE PLEDGE OF ALLEGIANCE. >> >> WE HAVE A FEW NEW PEOPLE HERE TODAY, AND WE'RE GOING TO INTRODUCE THEM MORE IN A LITTLE BIT. BUT JUST SO EVERYONE NEW WHO'S SITTING UP HERE WITH US, THESE ARE OUR STUDENT SCHOOL BOARD MEMBERS FOR THE YEAR. THEY ARE ALL SENIORS: SARAH SCHWEITZER, COLIN REESE, AND JESSICA IS ON FOR MARTINEZ. WE'LL HAVE THEM INTRODUCE THEMSELVES LATER IN THE PROGRAM. BUT WELCOME TONIGHT. THANK YOU. >> NEXT UP, JUST GOING OVER ONE OF OUR MISSION STATEMENTS. I GUESS I'LL PICK TONIGHT WHAT WE VALUE. WE VALUE, AS A SCHOOL DISTRICT, STUDENTS, TRUST, KINDNESS AND RESPECT, CHALLENGING STANDARDS, FAIRNESS AND EQUITY, RESILIENCE AND PERSEVERANCE, AND PERSONAL ACHIEVEMENT. [B. Approval of the Agenda] WITH THAT, I WOULD ENTERTAIN A MOTION TO APPROVE THE AGENDA TONIGHT. >> [INAUDIBLE]. >> SECOND. >> IT'S BEEN MOVED AND SECONDED TO APPROVE TONIGHT'S AGENDA. ALL THOSE IN FAVOR, SAY AYE. >> AYE [OVERLAPPING]. >> ALL SUPPORT. WE MOVE ON TO THE SUPERINTENDENT'S REPORT. DR. CHAPMAN. [C. Superintendent's Report] >>THANK YOU, CHAIR [INAUDIBLE], TRUSTEES. THIS EVENING, I'D LIKE TO FOLLOW UP ON A MOMENT OF SILENCE IN HONOR OF RILEY MCCAULIN, A 2019 SUMMIT GRADUATE, AND I'D LIKE TO ASK [INAUDIBLE] AND [INAUDIBLE] TO COME FORWARD. >> THANK YOU, CHAIR [INAUDIBLE], TRUSTEES. I REALLY APPRECIATE YOU TAKING THE OPPORTUNITY FOR A MOMENT OF SILENCE THIS EVENING. RILEY WAS ONE OF MY FIRST GRADUATES THE FIRST YEAR I WAS PRINCIPAL AT SUMMIT, AND MANY OF YOU ATTENDED THAT GRADUATION AND YOU REMEMBER HIM THAT NIGHT. PAM ACTUALLY GAVE A SPEECH THAT NIGHT, AS WE DO AT SUMMIT, TO HONOR HIM. SHE HAS TAKEN SOME OF THOSE THOUGHTS AND HAS SOMETHING TO SHARE WITH US ABOUT WHO RILEY WAS. >> THANK YOU. HI. GOOD EVENING. IT IS A PLEASURE TO BE HERE AND TO SPEAK ABOUT RILEY. SO THANK YOU FOR THE OPPORTUNITY. MY FIRST MEMORY OF RILEY WAS THAT OF A LITTLE EIGHT YEAR OLD BOY WHO WAS PATIENTLY WAITING IN THE LOBBY AT SUMMIT, UNTIL IT WAS TIME FOR HIM TO HEAD TO COLTER ELEMENTARY SCHOOL. THAT WAS THE DAY WHEN HIGH SCHOOL STARTED AT 7:35 AM, AND ELEMENTARY SCHOOL STARTED CLOSER TO 9:00 AM. RILEY'S OLDER SISTER, CHEYENNE, ATTENDED WHAT WAS THEN CALLED SUMMIT HIGH SCHOOL. I REMEMBER BACK THEN THAT THERE HAD BEEN SOME TOUGH TIMES FOR RILEY AND HIS FAMILY, AND CHEYENNE WAS ALWAYS LOOKING OUT FOR HIM AND HIS SISTER, ROYCE. AS YOU KNOW, RILEY ATTENDED JACKSON HOLE HIGH SCHOOL, AND TRANSFERRED TO SUMMIT SHORTLY INTO HIS SENIOR HERE. RILEY'S ATTENDANCE WAS NOT GOOD AT SENIOR YEAR, AND I WAS CONCERNED ABOUT HOW I WOULD GET HIM TO COMMIT TO FINISHING HIGH SCHOOL. RILEY WAS A SMART KID. HE WAS STRONG IN BELIEFS, STRONG IN BODY, THICK WITTED, AND DEFINITELY NOT HAPPY ABOUT BEING FORCED TO DO THINGS HE DID NOT WANT TO DO. WHEN WE TALKED ABOUT FUTURE PLANNING, RILEY DID NOT HAVE ANY OTHER REAL PLANS FOR HIS FUTURE, EXCEPT POSSIBLY JOINING THE MILITARY, AND MORE SPECIFICALLY, THE MARINES. RILEY NEEDED A GOAL HE FIRMLY BELIEVED IN, AND ONE THAT COULD MATCH HIS OWN LEVEL OF STRENGTH AND COURAGE. EVENTUALLY, RILEY AND I MADE CALLS TO THE MARINE RECRUITER, AND WITHOUT KNOWING, WE DID NOT KNOW, HE ENLISTED IN THE MARINE CORPS THE DAY HE TURNED 18. IT WAS A LITTLE BIT OF A SURPRISE. DESPITE HIS ENLISTMENT, RILEY STILL STRUGGLED TO STRING ENOUGH SCHOOL DAYS TOGETHER TO MAINTAIN HIS GRADES. HOWEVER, WITH THE HELP OF HIS RECRUITER AND HIS FATHER, [00:05:01] WE ALL GOT HIM TO CROSS THE HIGH SCHOOL FINISH LINE. RILEY STARTED BOOT CAMP ON SEPTEMBER 9TH, 2019, AND SUCCESSFULLY COMPLETED IT ON DECEMBER 9TH, 2019. LIKE MANY PAST SUMMIT GRADUATES, HE STOPPED BY SCHOOL ABOUT A WEEK LATER TO SAY HI AND SHARE WITH US HIS SUCCESS. HE SEEMED TRANSFORMED, WALKING TALLER, CONDUCTING HIMSELF WITH MORE PRIDE, MORE MANNERISMS, NO MORE EXPLETIVES, HAIR SHORT, AND WEARING A HANDSOME GRIN [LAUGHTER]. AT THE BLUE, OUR MATH TEACHER, SUZANNE SMITH, ASKED HIM IF HE WANTED TO COME IN AND TALK WITH HER SENIOR CLASS ABOUT THE MARINE CORPS. IN THAT UNPLANNED PRESENTATION, RILEY SPOKE ABOUT WANTING TO HELP FIND KIDS WHO WERE IN THE SAME BOAT AS HIM, WHO ARE GOING THROUGH A TOUGH TIME. HE SAID HE HAD FELT LIKE HE OWED THAT TO PEOPLE, AND THAT HE HAD HAD A LOT OF HELP AND WANTED TO ASSIST IN THE SAME WAY. HE SHARED HOW WE FELT THAT JOINING THE MARINES WAS THE BEST DECISION HE HAD MADE IN HIS LIFE, AND HOW IN ABOUT SIX MONTHS, HE HAD GONE FROM HIS LOWEST POINT OF LIFE TO HIS HIGHEST POINT. RILEY WAS JUST SO PROUD AND SO CONFIDENT. IN THAT SAME PRESENTATION HE TALKED TO STUDENTS, HE TALKED ABOUT HIS STATUS AS AN MOS 0300 REGULAR. HE SAID, "I'M INFANTRY. I'M THE DUDE THAT YOU THINK OF WHEN YOU THINK OF A MARINE. I'M THE WAR FIGHTER." I THINK IT'S IMPORTANT TO NOTE THAT RILEY HAD ASVAB SCORE THAT WAS IN THE 90TH PERCENTILE, AND HE COULD HAVE CHOSEN MANY DIFFERENT WAYS, AND IN FACT, HIS RECRUITER EVEN SAID, YOU CAN DO SOMETHING ELSE, BUT HE WANTED TO BE AN INFANTRY. THAT'S HOW HE SAW HIMSELF, AND HE WAS SUPER PROUD [NOISE]. I CAN'T HELP BUT THINK THAT WHAT RILEY DID FOR THE MARINES AND WHAT THE MARINES DID FOR RILEY WAS AN EXAMPLE OF MUTUALISM; THEY NEEDED AND BENEFITED FROM ONE ANOTHER. I KNOW THAT RILEY CONSIDERED A LONG-TERM CAREER IN THE MARINES AS WELL. I COULD NOT BE HAPPIER THAT RILEY FINALLY BECAME THE PERSON HE WANTED TO BE, BUT I'M ALSO DEEPLY SADDENED THAT HE DIDN'T HAVE MORE TIME LIVING AS THE PERSON HE HAD BECOME. SO TODAY, IN ADDITION TO RECOGNIZING RILEY AS THE HERO FOR BRAVELY SERVING OUR COUNTRY, I HOPE THAT WE CAN ALSO REMEMBER A STUDENT WHO PUSHED THROUGH TOUGH TIMES, HAD THE COURAGE TO ACCEPT A LITTLE HELP ALONG THE WAY, PURSUE HIS DREAMS, AND THEN BE READY TO GIVE BACK. I GUESS I JUST WANT RILEY TO BE REMEMBERED FOR HIS COMMITMENT TO SELF AND HIS COMMITMENT TO OTHERS. THANK YOU SO MUCH. [APPLAUSE] >> THANK YOU, CHAIR [INAUDIBLE], AND THANK YOU TO [INAUDIBLE] FOR DOING SUCH A LEVEL JOB OF TOP HONORING [INAUDIBLE]. IN TERMS OF THE BEGINNING OF SCHOOL YEAR, IT SEEMS ON ONE HAND THAT SCHOOL STARTED A LONG TIME AGO. [LAUGHTER] WE ONLY HAD SEVEN DAYS OF CLASSES, BUT IT SEEMS LIKE WHEN YOU'RE OUT IN THE BUILDINGS, THE KIDS AND STAFF HAVE REALLY SETTLED IN RATHER QUICKLY. WE'RE UP ABOUT 70 STUDENTS, WE HAVE 2,834 STUDENTS. NONE OF OUR GRADE LEVELS ARE BELOW. THE SMALLEST CLASS IS 201 STUDENTS, AND THAT IS OUR FIRST GRADE CLASS. THE LARGEST CLASS IS 236 STUDENTS, AND THAT'S THE BOTH SIXTH AND THE SEVENTH GRADE CLASS. OUR HIGH SCHOOL HAS 850 STUDENTS COMBINED, WHICH MEANS SOME OF THEM ARE IN HIGH SCHOOL. THOSE ARE REALLY RECORD NUMBERS THAT WE, THROUGH OUR MOST COST-EFFECTIVE REMEDY STUDIES HAD NOTED. THE OTHER THING I'D LIKE TO POINT OUT IS TODAY THE JOINT EDUCATION COMMITTEE MET, AND THERE WAS QUITE A BIT OF COMMENT AND TESTIMONY ABOUT CLASS SIZES. INTERESTINGLY, SOME OF THE OTHER DISTRICTS, THEY USED A RANGE OF, THEY SAID ONE CLASS HAS 38 STUDENTS; WHICH I DON'T KNOW WHAT THAT COULD POSSIBLY BE OR WHO. MAYBE IT'S A COMBINED SCHOOL. BUT OUR K-5 ENROLLMENT RANGES FROM A CLASS SIZE OF, WELL, WE HAVE ONE CLASS THAT HAS ZERO STUDENTS IN IT, AND THIRD GRADE, WE HAD A SMALL SCHOOL. BUT OUR LARGEST ELEMENTARY CLASS IS 18, AND THAT'S IN A FOURTH AND A FIFTH GRADE CLASS. [00:10:02] BUT OTHERWISE, IN K-2,3, WE HAVE THREE SECTIONS WITH 17 STUDENTS, AND THE CLASS SIZE SHOULD BE AT 16. BUT WITH THE MAJORITY, WE ARE REALLY CLOSER TO 14 OR 15 STUDENTS AT EACH OF OUR K-3 CLASSES. I WAS REALLY PROUD OF THAT. IT'S DIFFICULT TO PREDICT BECAUSE A LOT OF FAMILIES WAIT TILL SCHOOL STARTS. THEN WHEN YOU CONSIDER THE FACT THAT HOUSING IS A CHALLENGE, FINDING SOMEONE TO HIRE IN LATE AUGUST IS A CHALLENGE, AND THEN HAVING THE PHYSICAL SPACE. OFTENTIMES, YOU HAVE 18 STUDENTS. THE WAY IT BREAKS UP, DO YOU GO AHEAD AND ADD ANOTHER TEACHER OR DO YOU ADD ADDITIONAL SUPPORT GROUP? A CLASS SIZE OF 18, THAT'S A TOUGH DECISION. I ALSO POINTED OUT TO THE JEC, THAT IN ORDER FOR US TO KEEP OUR CLASS SIZES SMALL, WE'VE MADE SEVERAL UNPOPULAR DECISIONS. ONE IS CLOSING ENROLLMENT TO ALBERT COUNTY STUDENTS, IN ORDER TO MAINTAIN CLASS SIZES. THE SECOND, WE CHANGE BOUNDARIES, BECAUSE WE COULDN'T ADD ANOTHER TEACHER AND THE CLASS SIZE IS STILL TOO LARGE. OUR DISTRICT HAS MADE SOME DIFFICULT DECISIONS, BUT OUR ENROLLMENT IS UP AND OUR CLASS SIZES ARE RIGHT WHERE WE WOULD EXPECT THEM TO BE. THE NEXT ITEM ON THE AGENDA ARE THE DISTRICT LEADERS REPORTS. DO YOU HAVE ANY QUESTIONS THAT ANYONE COULD ANSWER FOR YOU? >> QUICK QUESTIONS ON THE DISTRICT LEADERS REPORTS. I'M SURPRISED THAT TRUSTEE [INAUDIBLE] DOES NOT HAVE A QUESTION FOR [INAUDIBLE] ON MORAN SCHOOL. THEY GOT A NEW [INAUDIBLE] [BACKGROUND] [LAUGHTER] I JUST THOUGHT YOU'D BE VERY EXCITED. >> THAT SHOULD BE VERY EXCITING FOR HIM. >> IS [INAUDIBLE] HERE TO TELL US MORE DETAILS ON THE [INAUDIBLE]? >> ONLINE. [LAUGHTER] >> OKAY. NO QUESTIONS. [OVERLAPPING] >> MR. CHAIR. >> YES. >> I HAVE A QUESTION. WITH REGARDS TO THE PLAYGROUND AT MUNGER MOUNTAIN ELEMENTARY SCHOOL, AND ADDITIONS TO IT. I THOUGHT WE HAD DONE THAT LAST YEAR, BUT THERE'S ANOTHER REQUEST FOR ADDITIONAL PLAYGROUND EQUIPMENT FOR [INAUDIBLE] PUBLIC EDUCATION FOR EQUIPMENT AT MUNGER MOUNTAIN. >> CHAIR, [INAUDIBLE] TRUSTEE [INAUDIBLE], I DON'T RECALL US DOING THAT AT MUNGER MOUNTAIN, BUT WE ARE DOING IT FOR THE PLAYGROUND STUDY. CULTURE ELEMENTARY DID RAISE FUNDS THROUGH A RUN LAST YEAR, AND THAT EQUIPMENT IS ARRIVING. THEN ALL THE ELEMENTARY SCHOOLS ARE BASICALLY REQUESTING THE SAME THING. WE ARE HAVING THAT PLAYGROUND STUDY DONE. I DON'T RECALL, BUT MAYBE, DOES ANYONE ELSE HAVE MORE INFORMATION? >> NO, DAN. >> PRINCIPAL DAN [BACKGROUND] [LAUGHTER] [OVERLAPPING]. >> YOU HAVE PRETTY SHORT MEMORY. YOU SHOULD KNOW THIS. [BACKGROUND] [LAUGHTER] [OVERLAPPING]. >> [INAUDIBLE] [OVERLAPPING]. WE ARE MOSTLY HAVING A PLAYGROUND STUDY, SO THAT ALL OF OUR PLAYGROUNDS WILL BE SAFE AND WILL BE EQUITABLE, WHICH IS AN IMPORTANT FEATURE. >> THEN WE'LL MOVE ON TO OUR EDUCATIONAL MOMENT FOR THE NIGHT, [D. Reports and Items for Discussion] WHERE THE BOARD GETS EDUCATED. WE ARE GOING TO LEARN WHAT IS WY-TOPP? THEN LATER IN THE PROGRAM, WE ACTUALLY GET LOTS MORE DETAILS. BUT THIS IS JUST A 30 SECONDS OF WHAT IS WY-TOPP? [NOISE] [LAUGHTER]. >> THERE'S BEEN SOME DELEGATION HERE. [LAUGHTER] WHAT IS WY-TOPP? WY-TOPP, IT TAKES ON AN OVER-SIZED MEANING, I WOULD SAY. IT IS A VERY IMPORTANT TEST, IT IS THE WYOMING TEST OF PROFICIENCY AND PROGRESS. IT'S TAKEN FROM KINDERGARTEN ALL THE WAY THROUGH 10TH GRADE. THE KINDERGARTEN, FIRST AND SECOND GRADERS, TAKE MATH AND READING. IT'S A VERY SHORT 12-QUESTION ASSESSMENT THAT AVERAGES ANYWHERE FROM 10-20 MINUTES PER SUBJECT; WITH MOST KIDS FALLING IN THE RANGE OF ABOUT 15 MINUTES FOR MATH AND 15 MINUTES FOR READING AND A LOT OF THAT CONTENT IS READ TO STUDENTS. IN THIRD THROUGH TENTH GRADE, [00:15:01] IT IS A MUCH LONGER ASSESSMENT. THE NUMBERS CAME IN THIS YEAR FOR FIFTH GRADE, TAKES THE BRUNT OF IT. IN BOTH ELA AND MATH, THAT'S THE LONGEST ASSESSMENT. THIRD, FIFTH, SEVENTH, AND NINTH ALSO TAKE WRITING; AND FOURTH AND EIGHTH DO A SCIENCE ASSESSMENT AS WELL. THIS ASSESSMENT IS FAIRLY WELL ALIGNED TO [INAUDIBLE] THE NATIONAL STUDY. IT ALSO IS FAIRLY WELL ALIGNED TO ACT. WE DID FIND A [INAUDIBLE] WY-TOPP AND ACT. GIVES THE HIGH SCHOOL A GOOD INDICATION OF WHERE KIDS ARE GOING TO FALL ON THAT MEASURE. >> THIS IS THE THIRD YEAR FOR WY-TOPP? >> FOURTH. I BETTER CHECK THAT. FOURTH, YEAH. >> THERE'S NO PLANS TO MUDDLE WY-TOPP? >> THERE'S NO PLANS TO CHANGE. HOWEVER, EVERY TIME THE STANDARDS COME UP FROM REVIEW, THERE'S A PROCESS TO THEN ALIGN THE ASSESSMENT TO THE STANDARDS. IF THE STANDARDS CHANGE BASED ON COMMITTEES BROUGHT TOGETHER BY THE STATE, THEN THE WY-TOPP WILL FOLLOW. >> THIS SEEM LIKE [INAUDIBLE] PERIOD WHERE EVERY FEW YEARS, THERE WAS A BRAND NEW TEST [INAUDIBLE]. [OVERLAPPING]. [LAUGHTER] WY-TOPP'S THE ONE, WE'RE GOING TO STICK WITH IT FOR A WHILE. [OVERLAPPING]. >> TO MY KNOWLEDGE. >> BASICS OF WHAT WY-TOPP IS. >> THERE'S ONE MORE SLIDE. >> ONE MORE SLIDE? >> THAT'S HOW WE USE IT. GO AHEAD TO THE NEXT ONE. FOR TEACHERS, IT REALLY IS A MEASURE OF STUDENT ACHIEVEMENT TOWARDS GRADE LEVEL STANDARDS. A PART OF THE ASSESSMENT IS BASED ON GRADE LEVEL STANDARDS, AND THEN IT WILL ADAPT, UP OR DOWN DEPENDING ON WHERE A STUDENT COMES IN. IT REALLY DOES HELP TO INFORM CLASSROOM INSTRUCTION IF USED APPROPRIATELY. THERE'S A LOT OF INFORMATION THAT IS POSSIBLE BETWEEN THE MODULARS, WHICH ARE ASSESSMENTS THAT ARE DESIGNED FOR TEACHERS TO ASSESS CERTAIN CONTENT. THEY'RE JUST FOR TEACHERS, THEY DON'T GO INTO ANY KIND OF STATE SYSTEM. THEN THERE IS THE FALL-WINTER INTERIM THAT GIVES TEACHERS A LOOK AT HOW STUDENTS ARE DOING ON THOSE GRADE LEVEL STANDARDS; A MEASURE OF GROWTH AS WELL, AN IMPORTANT CLASSROOM INSTRUCTION. THEN THERE'S THE SPRING SUMMER TIP, AND THAT'S THE DATA THAT IS LOOKED AT A LITTLE BIT HARDER. THEN THERE'S ONE MORE BULLET. FOR SCHOOLS AND DISTRICTS, WE DO USE IT FOR AN OVERVIEW OF PROGRAMMATIC STRENGTHS AND OPPORTUNITIES. WE USE IT AS A WAY TO LOOK AT OVERALL SYSTEM HEALTH BASICALLY. WHERE ARE OUR STRENGTHS, WHERE ARE OUR OPPORTUNITIES, AND WHAT CAN WE DO TO IMPROVE? IT'S ONE OF MANY MEASURES THAT WE HAVE TO LOOK AT STUDENT PROGRESS. IT IS PROBABLY THE ONE THAT'S HELD FRONT CENTER, CERTAINLY IN FRONT OF THE BOARD. BUT IT IS ONLY ONE MEASURE, ONE DAY A LIFE IN THE YEAR OF A STUDENT. WE DO NEED TO REMEMBER THAT. WELL, IT'S AN IMPORTANT MEASURE, IT'S ALSO ONE OF MANY. ANY QUESTIONS? >> ANY QUESTIONS? JENNIFER, DID YOU TEST THIS ON? DID YOU HAVE ANY QUESTIONS ON THIS? >> NO. >> IT LOOKS LIKE TRUSTEE TESKE HAS JOINED US. DID YOU HAVE ANY QUESTIONS, TRUSTEE TESKE? >> [INAUDIBLE] ABOUT TEST ASSESSMENT. [LAUGHTER] >> ALL RIGHT. THANK YOU VERY MUCH. WE APPRECIATE. WE'LL MOVE ON TO STUDENTS SCHOOL BOARD MEMBERS, AND THE FIRST NIGHT, I ASSUME THAT YOU GUYS GO AHEAD HAVE ANYTHING NEW HERE TO PRESENT, BUT WHY DON'T YOU COME ON UP THE ELECTIONS SO YOU GET USED TO STANDING UP THERE, AND EACH OF YOU TAKE A TURN AND INTRODUCE YOURSELF, TELL US WHAT ACTIVITIES YOU DO AT SCHOOL AND WHO YOU ARE. >> HI EVERYONE. I'M COLLIN REESE. ACTIVITIES I DO AT SCHOOL, THERE'S A LOT. I'LL GO DOWN A REALLY QUICK LIST ALONG WITH JESSICA MY STUDENT BODY PRESIDENT. I'M A SECRETARY GENERAL FOR MODEL UN CLUB, I AM THE LEADER OF THE ORCHESTRA YOU COULD SET THE HIGH-SCHOOL BOOK, AS WELL AS HOCKING IN THE CLASSICS IT'S WHY MY HAIR SO LONG. [00:20:02] THANK YOU FOR ALLOWING ME TO SIT ON THE BOARD, AND THANK YOU FOR YOUR TIME. >> THANKS COLLIN. SARAH? >> MY NAME SARAH SCHWEITZER. AT SCHOOL, I SPEND MOST OF MY EXTRA CURRICULAR TIME PARTICIPATING IN SPEECH AND DEBATE AS WELL AS THE TENNIS TEAM. >> JESSICA? >> MY NAME IS JESSICA. I DO THE JACKSON HOLE SWIMMING AND DIVING TEAM. LIKE COLLINS SAID, I'M THE STUDENT BODY PRESIDENT, AND I DO NHS, I ALSO DO LATINO LEADERSHIP, AND I HAVE PARTICIPATED IN BEST BUDDIES. >> HAVE YOU THREE MET YET AND CHATTED ABOUT WHAT YOU GUYS MIGHT BE WORKING OFF THIS YEAR, OR SOME IDEAS, OR WOULD YOU LIKE SOME IDEAS FROM US? >> WE HAVE WITHOUT MUCH DIRECTING, I'VE MADE TWO GENERAL CATEGORIES FOR OTHER PARTNERS BECAUSE MY GAZE ON TO THEM. ONE OF THEM WAS JOHN WHO'S IN DANCING AND GENERAL HEALTH AND WELL-BEING AND THE OTHER ONE WAS THE BEST CONFESSION CURRICULAR ASSETS. BY THE WAY I REALLY LIKE I SAID, I CAN COME UP WITH [INAUDIBLE] I THINK THAT IT WAS A DAY WHERE STUDENTS OUT OF THE CLASSROOM AND HELP THE PARK SERVICES AND CAR MAINTENANCE AND OTHER AUDITORY, THAT WAS JUST THE FIRST ONE I CAN REMEMBER. >> SARAH, JUST IN CASE HOW MANY THOUGHTS ON PROJECTS POSSIBLY. >> I WAS MOSTLY THINKING THIS IS LIKE A BROAD IDEA ABOUT TENTON HIGH ESPECIALLY RIGHT NOW SINCE WE'RE COMING OUT OF THIS PANDEMIC AND WE ARE GOING TO SCHOOL. FINALLY SLEEK COSTLY, IT'S DEFINITELY A CHALLENGE FOR STUDENTS AND FOR TEACHERS BECAUSE THEY HAVE TO FILL OUT FOR EVERY DAY AND EVERY DAY IS DIFFERENT. AN IDEA THAT I THOUGHT OF THAT WE ALSO BRIEFLY DISCUSSED IT'S LIKE MORE ALPHABET ORNATE SPECIFICALLY IN HIGH SCHOOL ABOUT FOR ALL THREE LEVELS. SPECIFICALLY ABOUT THAT COVID IS STILL LINGERING AND ALL THAT AND THIS OPPORTUNITY TO LEARN OUTDOORS AND INTERRUPT MORE TO ENSURE OPTIMAL DUAL SHEARS IN A WAY THAT CAN'T REALLY DO IN THE CLASSROOM AS WELL. >> THAT'S WHAT COLLIN SAID. WELCOME TO THE BOARD. DOES ANY OF THE BOARD MEMBERS HAVE ANY QUESTIONS FOR OUR STUDENTS SCHOOL BOARD MEMBER. >> THANK YOU. >> MR. CHAIR? >> YES. >> BETSY AND I WILL MEET WITH THE STUDENTS TO TRY AND MAKE SURE WE HAVE A COHESIVE PLAN MOVING FORWARD. >> EXCELLENT. SOUNDS GREAT. WELL, THANK YOU. >> THANK YOU. >> WE ARE NOW UP TO PHYSICAL MANAGEMENT. JASTINE IF WANT TO START OFF OR HANDS-OFF FIRST. >> ONCE AGAIN, WE SEE BITS AND PIECES OF YOU ALL HAND IF OFF TO CRYSTAL. >> ALL RIGHT. >> THANK YOU, MR. CHAIR, TRUSTEES THIS IS OUR BUDGET UPDATE. IF YOU MAY HAVE NOTICED THAT I'VE ADDED A MIDDLE COLUMN HERE CALLED BUDGET TRANSFERS. THIS IS ONE STEP IN TRYING TO NAIL DOWN SOME OF THE EXPENDITURES THAT WE HAVE. EVERYTHING THAT IS IN THE BUDGET TRANSFER COLUMN IS BUDGETED, BUT IT MAY NOT HAVE BEEN CODED CORRECTLY. THE TWO THAT I HAVE HERE, AS AN EXAMPLE, YOU'LL SEE THAT THERE WAS A TRANSFER FROM THE CENTRAL OFFICE OF 5,506 TO TECHNOLOGY FOR $505,006. THAT WAS SOMETHING THAT WE ACTUALLY PAID FOR FROM THE CENTRAL OFFICE BUDGET LAST YEAR. BUT WE DIDN'T HAVE THE RIGHT CODE SETUP. THERE'S JUST A PROCESS WITH OUR NEW SOFTWARE THAT WE'RE ABLE TO REALLY DIVE IN AND MAKE SURE THAT WE HAVE VERY FUNCTION AND OBJECT CODES ASSIGNED SO THAT OUR REPORTING TO THE STATE BECOMES A LITTLE BIT BETTER AND MORE ACCURATE. THIS WILL GIVE US A GOOD WAY TO NOT ONLY MAKE SURE WE'RE CODING THINGS CORRECTLY, BUT ALSO GIVE YOU GUYS AN IDEA OF WHAT WE'RE DOING HERE IN THIS COLUMN THEN WILL LEAD TO THE BUDGET AMENDMENT THAT WE DO AT THE END OF THE YEAR TO MAKE SURE THAT ALL OF THOSE CODES ARE IN RIGHT PLACE. ANY QUESTIONS ON THE FRONT-END BUDGET ITEMS? >> [INAUDIBLE] >> MR. CHAIR, THAT WAS THIN, SO THAT $5,000 THAT WAS TAKEN OUT OF THE BUSINESS OFFICE AND PUT IN JACKSON HOLE HIGH SCHOOL. WAS THAT SIMILARLY A CODING ERROR? >> IT WAS A CODING ERROR, IT WAS ALSO THAT SPECIFIC ONE, IT WAS A BIT OF A NEGOTIATION. >> IN THE PAST, WE'VE NOT ACTUALLY BUDGETED FOR HER GRADUATION EXPENSES. WE'VE ASSIGNED THE HIGH SCHOOL A BUDGET AND THEN THEY'VE BEEN RESPONSIBLE FOR DOING THAT. BUT LOOKING BACK AT LAST YEAR SPECIFICALLY WHERE WE WEREN'T ABLE TO HAVE SOME OF THOSE TRADITIONAL EVENTS. I WENT AND I SAT DOWN WITH DR. CHRIS AND WE WENT THROUGH LIKE WHAT DOES AN ACTUAL GRADUATION COST AND WHAT KIND OF MONEY DO WE NEED TO ALLOCATE FOR THAT? [00:25:01] THAT'S SOMETHING THAT NO OTHER SCHOOL IN THE DISTRICT HAS. WHEN WE START LOOKING AT THE HIGH SCHOOL BUDGET VERSUS THE ELEMENTARY BUDGET, THIS WILL HELP US IDENTIFY WHAT ARE THE DIFFERENCES BETWEEN ITS TYPICAL ELEMENTARY SCHOOL AND A TYPICAL HIGH SCHOOL OR MIDDLE SCHOOL AND BE ABLE TO BUDGET MORE EFFECTIVELY. THE PROCESS THAT WE INSTITUTED A COUPLE OF YEARS AGO, BASING THE SITE BUDGET ON A PER DOLLAR PER ATM MAY WORK IN GENERAL TERMS, BUT NOT IN SPECIFIC TERMS AND GRADUATION IS A GOOD EXAMPLE OF THAT. >> OH, PERFECT. THANK YOU. >> NEXT STEP. ARE FEDERAL FUNDS UPDATE THIS WILL BE QUICK. THIS IS A SIMILAR PRESENTATION TO WHAT YOU'VE ALL HAD IN THE PAST, BUT THROUGH A COUPLE OF REQUESTS FROM A COUPLE OF TRUSTEES. ANDREA, IF YOU'LL GO TO PAGE TWO. WE'VE ACTUALLY TAKEN, IT'S ACTUALLY PAGE THREE, SORRY. SOME OF THE EXPENSES. BEFORE WE HAD SALARIES AND BENEFITS OR PURCHASED SERVICES OR SUPPLIES, THERE WAS A REQUEST TO PUT THOSE MORE IN CATEGORIES THAT ARE MORE IDENTIFIABLE. CLEANING SERVICES HOTSPOTS PPE. YOU'LL SEE THIS FOR EACH OF THE DIFFERENT FUNDING AMOUNTS AS WE GO THROUGH PAGE THREE, PAGE FIVE, PAGE 7. THEN ULTIMATELY IF WE END UP ON PAGE 10 OR 11, ALREADY HAVE MY PAGES NUMBER DOWN. THIS IS THE APPROVED STAFFING FROM ESSER II. THIS IS THE NEW ROUND OF FUNDING ESSER II IT'S 1.7 MILLION. ON PAGE 9 ABOVE THIS, WE DO HAVE WILL YOU GO BACK TO PAGE 9 QUICKLY. YOU'LL SEE THAT WE HAD STAFFING FOR TWO-YEAR POSITIONS AND WE HAVE A JUST A BULK AMOUNTS SAT THERE. THEN THERE WAS A REQUEST ON PAGE 11 FOR A DETAIL OF WHAT THOSE POSITIONS WERE AND WHERE THEY WERE ALLOCATED AND THAT'S WHAT WE'VE PROVIDED HERE. THE REASON WE HAVE THESE ROUNDED OUT AMOUNTS IS BECAUSE WE DIDN'T EXACTLY KNOW WHO WAS GOING TO BE IN THOSE POSITIONS AND UNTIL WE UNDERSTAND WHAT THE FIRST PAY ROLL LOOKS LIKE WITH BENEFITS AND ALL OF THOSE IT'LL BE A GENERAL AMOUNT AND THEN WE'LL REFINE THAT DOWN TO A MORE SPECIFIC AMOUNT. THOSE WERE THE MAJOR CHANGES. THEN AFTER DOING THIS PROCESS AND WORKING IN GRANTS A LITTLE MORE IN DEPTH, WE DO HOPE TO BRING SOMETHING SIMILAR FOR ALL FEDERAL FUNDS. YOU GUYS SEE THE FUND 10 UPDATE QUITE REGULARLY, BUT DOING SOMETHING A BIT MORE REGULAR FOR ALL FUND-TONEER RESTRICTED FUNDS AS WELL. >> REAL QUICK FROM THE FEDERAL FUNDER. >> ALL RIGHT. >> WELL, THANK YOU VERY MUCH. ALL RIGHT. WE ARE BACK. HEY KAREN? YOU ARE WY-TOPP REVIEW. WE LEARNED ABOUT WY-TOPP NOW WE NEEDS TO SEE THE ACTUAL DATA. >> ALL RIGHT. MR. CHAIR, TRUSTEES KAREN WARTMAKER AND YES, I'M BACK. SORRY, I NEGLECTED THAT THE FIRST TIME AROUND, BUT THEN HAD A SECOND CHANCE. AS YOU'RE AWARE OF ONCE A YEAR, WE ARE REQUIRED, BUT WE ALSO LIKE TO PRESENT OUR DATA FROM WDE. THIS IS A QUICK COMBINATION OF OUR SCHOOL REPORT CARDS, WHICH ARE SLIM, BUT WE DO HAVE SOME INFORMATION AS WELL AS SOME LONGITUDINAL DATA OR WY-TOPP. THE ASSESSMENT FOCUS THIS YEAR WILL REMAIN ON ONGOING FORMATIVE ASSESSMENT. WE LIKE THE BIG DATA AND WE LOOK AT IT. OUR FOCUS AND INSTRUCTIONAL PRACTICE WILL REMAIN FIRMLY EMBEDDED IN FORMATIVE ASSESSMENT AND REALLY THINKING ABOUT USING CLEAR LEARNING OBJECTIVES, SUCCESS CRITERIA, AND THAT DAY-TO-DAY WORK AND MOVING TOWARDS MASTERY OF PRIORITY STANDARDS. HOWEVER, WE DO HAVE WY-TOPP TO LOOK AT AS WELL. IN 2021, WE DO HAVE THESE INDICATORS THAT WE GOT FOR K-12, WE DO HAVE OUR ENGLISH LANGUAGE LEARNER ASSESSMENT ACCESS, AND WE DO HAVE SCORES FOR BOTH YEARS FOR THAT. WE HAVE NOT ONLY OUR OVERALL SCORE, BUT WE ALSO HAVE THE GROWTH TARGET. THAT'S NOT QUITE THERE YET. GO BACK JUST FOR A MINUTE. THEN WE HAVE 3RD THROUGH 10TH GRADE ELA, MATH AND SCIENCE. 9TH-12TH WE'LL HAVE ADDITIONAL LAGGED INDICATORS, [00:30:04] AND THOSE ARE MOSTLY THE GRADUATION, POST-SECONDARY READINESS, AND NINTH GRADE CREDITS. THIS IS WHAT WE HAD THE GROWTH IN THE EQUITY, WE'LL TALK A LITTLE BIT ABOUT LATER THOSE REQUIRE TWO YEARS OF CONSISTENT DATA AND SINCE WE DID NOT HAVE A WY-TOPP SPRING ASSESSMENT LAST YEAR, WE DO NOT HAVE THAT DATA, BUT WE DO HAVE OTHER DATA TO LOOK AT. THERE'S JUST THOSE THREE GENERAL CATEGORIES THAT WE HAVE FROM WDE. WE HAVE BELOW MEETING AND EXCEEDING TARGETS. I CAN LET YOU LOOK AT THAT IF YOU HAVE ANY QUESTIONS AROUND THAT GO AHEAD AND ASK. THIS IS ACHIEVEMENT BASED SOLELY ON WY-TOPP COMBINATION OF ELA, MATH AND SCIENCE, EL PROFICIENCY BASED ON THAT ACCESS TEST. GO AHEAD. THEN FOR THE HIGH SCHOOL, THESE ARE THE INDICATORS FOR HIGH SCHOOLS. SUMMIT INNOVATIONS HAS A LITTLE BIT OF A DIFFERENT CRITERIA AS AN ALTERNATIVE SCHOOL BUT BOTH SCHOOLS WERE OVERALL EITHER PROFICIENT OR EXCEEDING ON MOST MEASURES. [INAUDIBLE] >> YEAH. TESTING. >> KAREN, CAN YOU EXPLAIN HOW POST-SECONDARY READINESS IS MEASURED? >> YES. [LAUGHTER] WE CAN GO TO BLACK CHEAT SHEET. POST-SECONDARY READINESS IS A COMBINATION OF THE PATHWAY LEVEL PLUS AN ACT COMPOSITE OF 19 OR MORE, OR AP EXAM OF THREE OR ABOVE, OR A C IN ANY CONCURRENT COLLEGE CLASS. THOSE ARE THE INDICATORS THAT MAKE UP THAT POST READINESS SCORE. ANY OTHER QUESTIONS? THIS SIDE LOOKS A LITTLE COMPLICATED, BUT WHAT IT WILL SHOW YOU IS TWO YEARS OF DATA. EACH COLUMN STARTING WITH GRADE 3 ON THE FAR LEFT AND MOVING TO GRADE 10 ON THE RIGHT IS CODED BY THE FOUR LEVELS OF WY-TOPP ACHIEVEMENT SCORES. THE RED IS BELOW BASIC, YELLOW BASIC, GREEN PROFICIENT, AND BLUE IS ADVANCED AS FAR AS THOSE WY-TOPP MASTERY SCORES GO. THE DARKER COLOR IS THE CURRENT SPRING 2021 AND THE LIGHTER COLOR NEXT TO IT IS THE TWO YEARS AGO. IT'S THIRD GRADE - THIRD GRADE DIFFERENT STUDENTS AND JUST AN OVERALL LOOK. IF YOU'RE LOOKING AT THIS SLIDE, ONE WAY TO LOOK AT IT IS JUST LOOKING AT THE BOTTOM OF THOSE GREEN BARS AND LOOKING AT OUR STUDENTS WHO ARE PROFICIENT OR ADVANCED COMPARED TO WHERE THEY WERE A COUPLE OF YEARS AGO. OVERALL AS WAS SENT OUT IN OUR SUMMARY, OUR STUDENTS MOSTLY DID EITHER AS WELL OR BETTER THAN THEY DID TWO YEARS AGO. EVEN WITH THE COVID AND ALL THE CRAZINESS, HUGE SHOUT OUT TO OUR TEACHING STAFF AND OUR ADMINISTRATORS WHO I WOULD SAY ACHIEVED THE IMPOSSIBLE AND THEY KEPT STUDENTS LEARNING THROUGHOUT EVERYTHING THAT'S BEEN GOING ON. >> THAT'S A BEAUTIFUL AVERAGE. IT WOULD HAVE BEEN FAIR TO SAY THAT THE GRADE 3 '19 WOULD BE APPROXIMATELY THE SAME STUDENTS AS THE GRADE 4 2021? ANY COMMENT ON THAT? [INAUDIBLE] [OVERLAPPING] >> GRADE 3 AND GRADE 5 >> OH, GRADE 5 THERE'S TWO YEARS. >> YEAH. NORMALLY IT DOES [OVERLAPPING] BUT IN [00:35:02] THIS BECAUSE WE SKIPPED THAT YEAR OF DOING [OVERLAPPING] THE ASSESSMENT, THEN WE HAVE A TWO-YEAR DIFFERENCE. YEAH. [OVERLAPPING] THANK YOU. GREAT QUESTION. ANY OTHER QUESTIONS? OKAY. GREAT. WE'LL MOVE ON. WE PUT THIS IN VERY SPECIFICALLY, IT MAY BE MORE THAN YOU WANT TO SEE, BUT IT'S A SIMILAR LOOK IN A DIFFERENT WAY. THE ADDITION HERE IS THAT WE STARTED IN KINDERGARTEN. THERE'S BEEN A LOT OF QUESTION OVER THE YEARS ABOUT WHETHER OR NOT THOSE 12 QUESTION KINDERGARTEN, FIRST AND SECOND GRADE ASSESSMENTS GIVE US ANY ACTIONABLE DATA. OVER THE YEARS WE'VE RUN IT AND YEAR AFTER YEAR AS THEY ANSWER, TURNS INTO YES. REALLY IS PRETTY WELL ALIGNED. HOW KIDS ARE DOING IN KINDER FIRST AND SECOND REALLY DOES PREDICT HOW THEY'RE GOING TO BE DOING IN THIRD GRADE. THAT'S THE REASON WE HAVE THIS AND WHAT YOU'RE LOOKING AT, JUST WALK YOU THROUGH THE LIGHTEST COLOR LINES OF SPRING 2019, THE DARKER LINES OF SPRING 2021. THAT'S OUR DIFFERENT DEMOGRAPHIC SO PRESENTED IN THOSE SIGNS. THE GRAY DOTTED LINE IN THE MIDDLE IS WHERE THE STATE MEAN IS. YOU CAN SEE OUR WHITE KIDS ARE GENERALLY OVER ACHIEVING, ARE ACHIEVING ABOVE THE STATE AND OUR HISPANIC POPULATION IS ACHIEVING UNDER THE STATE MEAN. SAME GRAPH OF MATH. I'LL JUST LET YOU LOOK AT THIS ONE. ANY QUESTIONS ON THE MATH? THEN YOU CAN GO ON. THEN THE NEXT GRAPH IS THE SAME GRAPH BUT MATH AND YOU'LL NOTICE A LOT MORE VARIATION IN THE MATH SCORES THAN THE ELA SCORES. ALSO NATIONALLY AND IN TCST, MATH SCORES WERE MUCH MORE AFFECTED THAN ELA SCORES DURING THE COVID PANDEMIC. THIS WE PUT IN FOR A REASON. BEAR WITH ME ON THIS ONE BECAUSE THIS ONE'S GOING TO TAKE SOME EXPLANATION AND HOPEFULLY IT'LL BE WORTH IT AT THE END. WE NOW HAVE A NEW LEGISLATION THAT SAYS THAT WE MUST REPORT OUR EARLY LITERACY SCORES TO THIS DATE. BECAUSE WE HAVE TO DO THAT, WE REALLY WANTED TO LOOK AT THE GENERALS, WHICH IS OUR EARLY LITERACY MEASURES. A COMBINATION OF THINGS LIKE FLUENCY, PHONEMIC AWARENESS, WORD ACCURACY AND WORD KNOWLEDGE, COMPREHENSION. ALL OF THOSE MEMBERS ARE IN THE DIBELS SCORE AND THEN OUR WY-TOPP SCORES WHICH ARE MORE A MEASURE OF COMPREHENSION. WE WANTED TO LOOK AT WHERE OUR STUDENTS SCORED. THE LIGHT GREEN LINES ARE WHERE THEY'RE SCORING ON THOSE FOUNDATIONAL SKILL MEASURES. THE DARK BLUE LINES ARE WHERE THEY'RE SCORING ON WY-TOPP. WHAT WE CAN SEE IS THAT WHEN WE ADD THE COMPREHENSION PIECE AT K2, OUR STUDENTS ARE SCORING A LITTLE BIT LOWER THAN JUST STRAIGHT FOUNDATIONAL SKILLS. FOUNDATIONAL SKILLS CRITICALLY IMPORTANT, REALLY GET A HUGE FOCUS BUT SO IS BACKGROUND KNOWLEDGE AND VOCABULARY, WHICH IS REPRESENTED MORE IN BLUE. WHEN WE GOT TO THIRD GRADE, WE WERE ACTUALLY PRETTY SURPRISED THAT IT'S EXACTLY THE SAME. WHEN YOU ADD THE COMPREHENSION TO THE EARLY LITERACY FOUNDATIONAL SKILLS METERS ON ONE ASSESSMENT, IT ALIGNS PERFECTLY WITH WY-TOPP. IT JUST GIVES US A LOT OF INFORMATION AND HOPEFULLY GIVES TEACHERS A LOT OF INFORMATION AROUND LOOKING AT INFORMING INSTRUCTION IN THEIR CLASSROOM. WE WILL BE REPORTING THOSE MEASURES TO THE STATE NEXT MONTH AS REQUIRED BY THE NEW LEGISLATION. ANY SCHOOL WHICH IS BELOW THE 85TH PERCENTILE NEEDS TO ALSO HAVE A DISTRICT PLAN ACCOMPANYING IT, [00:40:05] SAYING, OKAY, WHAT ARE YOU GOING TO DO TO GET THE KIDS UP TO THAT 85TH PERCENTILE? IT'S AN ADDITIONAL STEP THAT WE'LL BE PERFORMING THIS YEAR THAT WE HAVEN'T HAD TO DO BEFORE. I THINK THAT WE DO HAVE THE RIGHT ASSESSMENTS IN PLACE TO LOOK AT HOW TO ANSWER THOSE QUESTIONS. ANY QUESTIONS ON THAT? >> THIS IS WHAT WE SPENT FROM 8.30 THIS MORNING UNTIL THREE O'CLOCK THIS AFTERNOON DISCUSSING. >> OH. >> I HOPE THAT WE CAN INDEED KEEP THE ASSESSMENTS THAT WE PRESENTLY ARE USING AND I KNOW OUR CHIEF IS GOING TO FIND A WAY TO HAVE TO DO THAT. >> INTERESTING. WELL, YOU'LL HAVE TO FILL ME IN ON THAT DISCUSSION THEN. THE GRADE 11 IS ACT AND AGAIN, ADDED IT TO THE END JUST TO LOOK AT THE GENERAL ALIGNMENT. OKAY. GO AHEAD. THIS IS ONE LAST LOOK AT THE DATA. THERE'S TWO MORE SLIDES HERE. THIS ONE ALSO REQUIRES SOME EXPLANATION. WELL, WE DIDN'T GET A SCORE FROM THE STATE ON THAT STUDENT GROWTH PERCENTILE. WE DID RECEIVE THAT INFORMATION FROM THE STATE. WE LOOKED AT IT LONG AND HARD BEFORE DECIDING WHETHER OR NOT TO SHOW IT TO THE BOARD BUT ALSO THINKING ABOUT HOW TO SHARE IT WITH ADMINISTRATORS AND TEACHERS. THAT STUDENT GROWTH PERCENTILE IS A PERCENTILE THAT INDICATES HOW AN INDIVIDUAL STUDENT'S GROWTH COMPARES WITH THE GROWTH OF ALL WYOMING STUDENTS. IT'S AN INTERESTING MEASURE BECAUSE IF MY SCORE AND MY TOP IS IN THE 10TH PERCENTILE, MY GROWTH IS MEASURED AGAINST OTHER KIDS IN THAT SAME GROWTH AREA. OFTENTIMES WE THINK ABOUT LIKE, WELL, IF A STUDENT IS IN THE 90TH PERCENTILE, THEY DON'T HAVE THAT MUCH ROOM TO GROW BUT ACTUALLY THIS PARTICULAR MEASURE TAKES THAT INTO ACCOUNT. IF AJ'S IN THE 99TH PERCENTILE, THEN HE'S BEING AGAINST ALAN WHO'S ALSO IN THAT SAME PERCENTILE. THIS IS A MEASUREMENT OF KIDS THAT ARE IN THE SAME AREA. THE EXPECTED MEDIAN FROM THE STATE IS ABOUT THE 50TH PERCENT. SCHOOLS ARE EXPECTED TO BE ABOUT 50. SCHOOLS AREN'T EXPECTED TO BE IN THE 70TH, THEY'RE NOT EXPECTED TO BE IN THE 90TH, AND THEY'RE NOT EXPECTED TO BE IN THE 30TH. WHEN WE LOOK AT THIS WE THOUGHT WAS REALLY IMPORTANT TO SEE IS THAT ACTUALLY THROUGHOUT THOSE TWO YEARS, YEAR AND A HALF OF THE PANDEMIC. WE EXCEEDED THE EXPECTATIONS IN ALL OF OUR SUBGROUPS AND ALL OF OUR DEMOGRAPHICS FOR OUR SECONDARY STUDENTS HERE IN ELA. IF ANYTHING, IN ELA, SOME OF OUR HISPANIC STUDENTS TO ACTUALLY GREW MORE THAN OUR OTHER STUDENTS. THIS WAS REALLY GOOD NEWS FOR US AS WE'RE LOOKING AT OUR DATA. WE DO WANT TO SHARE THIS SUCCESS HERE. ANY QUESTIONS ON THAT? IT'S HARD TO [NOISE] MAYBE WRAP YOUR HEAD AROUND. THEN THE LAST ONE IS THE SAME GRAPH BUT IN MATH. AGAIN, THE BLUE BAR REPRESENTS THE MEDIAN GROWTH PERCENTILE. CERTAINLY IN GRADES 7,8,9 REALLY HIGH GROSS. I DON'T THINK WE'VE EVER SEEN GROWTH THAT HIGH FOR OUR STUDENTS. THINKING ABOUT THAT MEDIAN SGP OVER 60 PERCENT IS REALLY A CELEBRATION FOR OUR SCHOOL. I HAVE FOUR YEAH. ANY QUESTIONS? >> MR. CHAIRMAN. >> YES, TRUSTEE TESKE. >> THIS IS REALLY IMPORTANT STUFF BECAUSE AS YOU LOOK AT HOW THEY COMBINE DATA TO DEVELOP WHAT THE RANKINGS OF OUR SCHOOLS ARE, GROWTH IN ACADEMIC OR PROFICIENCY GET EQUAL RATING. WHEN WE'VE GROSS SCORES, IT REALLY HELPS TO BRING THE PERFORMANCE OF OUR SCHOOL LEVELS UP. I THINK THAT'S THE ONE THING THAT WE REALLY CAN CELEBRATE THE MOST IS THE GROWTH OF OUR KIDS BECAUSE WE CERTAINLY KNOW THAT SOME OF THEM IT'S GOING TO TAKE THEM [00:45:01] ALLOWED IT TO PROFICIENCY BUT WHEN YOU'RE GROWING AND LIKE THIS, THAT'S JUST TREMENDOUS SUCCESS. >> BEFORE I LEAVE, I DO WANT TO ONCE AGAIN JUST A LARGE SHOUT OUT TO OUR TEACHERS, OUR STUDENTS, OUR COMMUNITY FOR REALLY WORKING THROUGH THE PANDEMIC AND MAKING SURE THAT ALL OUR KIDS WERE STILL GROWING AND ACHIEVING. THANK YOU. >> THANK YOU, KATE. MAYBE A FIVE MINUTES AND WE'LL COME BACK AND DELVE INTO FACILITY STRATEGIC PLAN, THE FUN ACTIVITY FOR THE NIGHT [LAUGHTER]. >> [INAUDIBLE] [OVERLAPPING] WE'LL GET STARTED AGAIN AND VERY EXCITING THIS EVENING. WE HAVE SOME [BACKGROUND] [LAUGHTER] WE HAVE SOME ACTUAL MAPS TO LOOK AT AND SOME ACTUAL NUMBERS. [00:50:07] I'LL TURN IT OVER TO YOU, DAN, AND YOU CAN WALK US THROUGH SOME OF THE HANDOUTS AND LET US KNOW WHAT TO DO. >> MR. CHAIRMAN, TRUSTEES, THANK YOU FOR HAVING ME THIS EVENING. I'M DAN [INAUDIBLE] I'M AN ARCHITECT [NOISE] AND MY FIRM HAS BEEN WORKING WITH YOUR DISTRICT FOR THE LAST COUPLE OF YEARS ON A NUMBER OF DIFFERENT PROJECTS. WE REALLY STARTED ON THE MOST COST-EFFECTIVE REMEDY PROJECT AT THE MIDDLE SCHOOL TO DEAL WITH CAPACITY ISSUES. YOU HAVE THE BLESSING OF LARGE CLASS SIZES THAT ARE GOING TO BE MOVING UP THROUGH [NOISE] EXCUSE ME, ELEMENTARY, MIDDLE SCHOOL, AND EVENTUALLY ENDING UP AT YOUR HIGH SCHOOL. WHAT I HAVE TO SHOW TONIGHT IS REALLY JUST SOME POSSIBILITIES. IT'S A HIGH LEVEL, JUST THE BEGINNING OF DESIGN. LOTS OF ROOM FOR REVIEW AND CRITIQUE AND IMPROVEMENT AS WE MOVE AHEAD. IF WE CAN TAKE A LOOK AT THIS SCREEN, THE NEXT SLIDE IS ACTUALLY A BIT OF AN AGENDA SLIDE IF WE CAN GO AHEAD AND MOVE AHEAD. WE'RE GOING TO LOOK AT THE HIGH SCHOOL CAMPUS. WE USED TO CALL IT THE FIELD HOUSE. NOW WE'RE CALLING IT THE BRONCHUS ACHIEVEMENT CENTER. WE'RE GOING TO LOOK AT SOME SITE IMPROVEMENTS AROUND THE FOOTBALL FIELD AREAS, AND WE'RE GOING TO LOOK AT A POTENTIAL FOR A NEW BUS BARN MAINTENANCE BUILDING WHICH CAUSES OTHER BENEFITS THROUGHOUT THE DISTRICT. ABC IS OUR AGENDA AND PLEASE MOVE AHEAD. I LOVE THIS QUOTE BECAUSE MY DAD USED TO SAY THIS ALL THE TIME. I THINK HE MUST HAVE KNOWN ARISTOTLE [LAUGHTER] BUT [NOISE] I GOT ONE LAUGH THERE [LAUGHTER]. A SOUND MIND AND A SOUND BODY, MEANING THE ATHLETICS OR AS IMPORTANT AS THE ACADEMICS, AND WE'RE SHOWING A COMBINATION OF BOTH OF THOSE IMPROVEMENTS. NEXT. JUST A VIEW OF WHERE THE FIELD HOUSE MAY GO. BEAUTIFUL SITE, AND YOUR BEAUTIFUL TOWN BEHIND THE HIGH SCHOOL ON THE SOUTHERN SIDE. GO AHEAD. THIS IS THE PREVIOUS DESIGN, AND IT WAS BASICALLY ALL ATHLETICS. IT'S GOT AN INDOOR TRACK, BASKETBALL, VOLLEYBALL COURTS. IT'S GOT WEIGHT ROOMS, WRESTLING ROOMS, AND HAD A COUPLE OF HEALTH CLASSROOMS IN THERE, BUT PAY ATTENTION TO THE NORTH SIDE OF THE BUILDING THERE WHERE IT'S A BLANK PIECE OF SIGHT. ON THE NEXT SLIDE WILL SHOW YOU THE LATEST THINKING. THE GO-AHEAD. WHAT YOU'RE SEEING HERE IS A WHOLE BANK OF SPECIALIZED VOCATIONAL LABS, ACADEMIC SPACES THAT HAVE BEEN ADDED ALONG THE SIDE OF THE BUILDING. FABRICATION LAB, ENGINEERING, ROBOTICS, CULINARY ARTS. THESE ARE PROGRAMS THAT YOU CURRENTLY HAVE THAT ARE HOUSED INSIDE THE HIGH SCHOOL, AND THEY'RE CHOPPED UP SMALLER ROOMS, AND THE THINKING IS, IS IF WE CAN MOVE THOSE ROOMS OUT TO THE FIELD HOUSE, WE CAN RIGHT SIZE THEM. THESE LABS ARE MORE LIKE 1500-2000 SQUARE FEET RATHER THAN A SMALL CLASSROOM SIZE, AND WHAT THAT DOES FOR YOU IS IT FREES UP 11 ROOMS INSIDE THE HIGH SCHOOL, WHICH CAN BE USED FOR MORE STANDARDIZED ACADEMICS LIKE MATH, SCIENCE, SOCIAL STUDIES, HISTORY, FOREIGN LANGUAGE, THOSE THINGS. IT'S A DOUBLE BENEFIT TO YOU THAT WILL REALLY HELP WITH THE CAPACITY THAT'S COMING UP THROUGH THE SCHOOL. NEXT. THESE ARE THE PREVIOUS RENDERINGS. WE GOT THE ECONOMY OF A LARGE PRE-MANUFACTURED METAL BUILDING FOR THE MAIN SHELL OF THE ARENA, IF YOU WILL. BUT WE'VE GOT COMPLIMENTARY ARCHITECTURAL FEATURES, SO IT'LL BLEND IN WITH THE HIGH-SCHOOL VERY NICELY. NEXT. JUST A VIEW OF THE LARGE CAVERNOUS SPACE INSIDE THAT CAN BE USED FOR ALL SORTS OF DIFFERENT FUNCTIONS AND NEXT. THIS IS A COOL GRAPHIC. I WON'T READ ALL OF THIS TO YOU, BUT WE'VE ITEMIZED ALL THE POTENTIAL ATHLETIC BENEFITS ON THE LEFT-HAND SIDE, AND THEN ALL NOW ALL THE ACADEMIC BENEFITS ON THE RIGHT-HAND SIDE. BY THIS NEW DESIGN OF PARENTING THOSE SPECIALIZED LABS WITH THE FIELD HOUSE CONSTRUCTION. THE FIELD HOUSE WAS ORIGINALLY ABOUT 65000 SQUARE FEET AND WE'RE ADDING 15000 SQUARE FEET OF ACADEMIC SPACE TO IT. LET'S GO AHEAD. PROJECT B IS A MUCH SMALLER SCALE, BUT I THINK IT'LL BE GREATLY ENJOYED BY MANY PEOPLE WOULD BE [00:55:02] THE SITE IMPROVEMENTS THAT WOULD TAKE PLACE AROUND THE FOOTBALL STADIUM. THAT INCLUDES NEW BLEACHERS THAT WOULD BE POSITIONED ON THE WEST SIDE FOR THE HOME BLEACHERS, NEW ENTRANCE AND ACCESS ROAD, AND I'LL SHOW YOU A MAP OF THAT IN A MINUTE AND PARKING THAT GOES WITH IT AS WELL. PLEASE GO AHEAD. RIGHT NOW AS YOU KNOW TO GET TO YOUR BLEACHERS AND GET TO THE DISTRICT OFFICE, YOU'VE GOT TO COME DOWN THROUGH A PRETTY WINDY ROAD. GREGORY LANE IS TIGHT, PEOPLE PART RIGHT ON THE SIDES OF THE ROAD. THERE'S SOME RIGHT TURNS AS YOU'RE WINDING AND DIFFICULT TO FIND THE ENTRANCE, AND IN MY OPINION, IT'S SOMEWHAT DANGEROUS AND TOUGH TO CORRECT THAT ACCESS. REALLY WHAT WE'RE PROPOSING IS TO BRING THE FOOTBALL GAME TRAFFIC IN OFF MIDDLE-SCHOOL ROAD AND SEPARATE FOOTBALL TRAFFIC AND SOCCER TRAFFIC FROM DISTRICT TRAFFIC THAT WOULD STILL COME IN OFF GREGORY. I THINK WE'D HAVE A SAFER SITUATION THERE BY APPLYING TO GET BETTER ACCESS OFF MIDDLE-SCHOOL ROAD. WE'RE SHOWING TWO POTENTIAL PARKING LOT LOCATIONS. WE DON'T NECESSARILY NEED THAT MUCH PAVING. I THINK WE'RE GRAVITATING TOWARDS PAVING THE GRAVEL AREAS AROUND SUMMIT WHICH ARE USED FOR PARKING ANYWAY, AND WE WOULD JUST CLEAN UP THAT VEHICULAR CIRCULATION AND HAVE A NICE CHORDAL ELEMENT THAT WOULD PROUDLY IDENTIFY HOME OF THE BRASE AS PEOPLE WOULD BE COMING IN TO SEE AN EVENT. NEXT SLIDE, PLEASE. THAT'S JUST A REPRESENTATIVE PICTURE OF WHAT 1500 SEATS IN A PRESS BOX LOOKS LIKE, AND WORKING WITH MIKE AND WE'D LIKE TO HAVE THOSE BLEACHERS GOING TO EXTEND FROM THE 20 YARD LINE TO THE 20 YARD LINE JUST TO SPREAD OUT A LITTLE BIT, MAYBE NOT SO MANY ROWS HIGH AS YOU SEE HERE. BUT WE WOULD KEEP THE EXISTING BLEACHERS THAT YOU HAVE, THEY WOULD BE THE VISITING BLEACHERS ON THE OTHER SIDE. YOU'D HAVE THE BENEFIT OF THE WIND AT YOUR BACK AND THE SUN NOT IN YOUR EYES BY BEING ON THE WEST SIDE OF THE FIELD AS THE HOME HOME TEAM SHOULD. NEXT, PLEASE. THAT'S JUST AN IDEA OF WHAT THAT PORTAL ELEMENT MIGHT LOOK LIKE. THIS WOULD TAKE YOU INTO THE PARKING LOT AND IDENTIFY THE ENTRANCE FROM MIDDLE SCHOOL ROAD. MOVING AHEAD. I DO HAVE TO EXPLAIN ONE THING, IN THE BOARD PACKET, THERE WAS A VERSION OF THIS HANDOUT THAT THE BOARD HAS AND I MADE A FEW IMPROVEMENTS OVER THE WEEKEND. THE HARD COPIES THAT I JUST HANDED OUT HAVE A COUPLE OF MINOR IMPROVEMENTS TO IT, AND THE POWERPOINT THAT YOU'RE LOOKING AT NOW IS JUST AN EXPANDED VERSION OF THIS HANDOUT. ANDREA HAS IT ELECTRONICALLY ON A POWERPOINT. SHE CAN GET THAT TO THE BOARD, BUT IT DOES HAVE EXPANDED COST ESTIMATES IN IT THAT I KNEW WOULD BE OF INTEREST TO THE BOARD MEMBERS THAT YOU DON'T HAVE IN YOUR HANDOUT. YOU WANT TO GET THAT DISTRIBUTED TO HIM, AND I GUESS ONE THING I'LL SAY TWO THINGS ABOUT THE COST ESTIMATES IS WHEN YOU'RE REAL EARLY IN DESIGN, YOU HAVE TO BE VERY CONSERVATIVE BECAUSE THERE'S A LOT OF UNKNOWNS OUT THERE. I'VE INCLUDED BOTH AT 10 PERCENT DESIGN CONTINGENCY AND A 10 PERCENT CONSTRUCTION CONTINGENCY. I'M BEING VERY CAREFUL THERE. ALSO THE TOP PART IS THE CONSTRUCTION COSTS, AND ON THE BOTTOM I'VE GOT THE PROJECT SOFT COSTS. ENGINEERING FEES AND EQUIPMENT, FURNITURE, PERMITS, TESTING, GEOTECH ALL THOSE THINGS ARE INCLUDED THERE AS WELL. HOPEFULLY, YOU'RE LOOKING AT TOTAL PROJECT COST, AND SO I'M JUST TRYING TO ARM YOU WITH FULL FINANCIAL EXPECTATIONS AS FAR AS FUNDRAISING GOES. >> WHAT'S THAT NUMBER? 33, 38? >> YEAH. THAT INCLUDES ALL THE FOOTBALL FIELD STUFF AS WELL AS THE FIELD HOUSE WITH THE NEW ACADEMIC LABS. I'LL LEAVE MY COPY OF THE POWERPOINT WITH YOU TONIGHT. LET'S MOVE AHEAD. THEN THE LAST ITEM IS A CONCEPT OF BUILDING A BUS BARN AND TO PROTECT YOUR INVESTMENT AND YOUR BUSES TO HELP FACILITATE THE MAINTENANCE OF THOSE BUSES, AND THEN TO ADD THE MAINTENANCE DEPARTMENT, WHICH IS CURRENTLY OVER THE MIDDLE-SCHOOL ANCILLARY BUILDING TO THAT AS WELL AND PAIR THEM WITH THE DISTRICT OFFICE. WE'LL LOOK AT THAT. ONE THING I WANT TO REMIND EVERYONE IS THAT IN THE MCR STUDY, WE LOOKED AT TURNING THE EXISTING MAINTENANCE SHOP INTO A CTE SPACE FOR THE MIDDLE SCHOOL, [01:00:05] AND HONESTLY, I THINK THAT IS SUCH A GREAT IDEA. I THINK THAT BUILDINGS PERFECT FOR IT. IT'S A REALLY GOOD QUALITY BUILDING. IT'S CLOSE TO THE MIDDLE SCHOOL. WE GET ALL THE MAINTENANCE PEOPLE AND ALL OF THEIR EQUIPMENT, SUPPLIES, AND VEHICLES OUT OF THERE AWAY FROM THE KIDS, AND HONESTLY, IF YOU TURN THAT INTO A MIDDLE-SCHOOL CTE SPACE, IT'D BE PROBABLY THE BEST ONE IN WYOMING. IT ALSO HAVE THE ART STUDIOS IN IT, AND THEN JUST LIKE A HIGH-SCHOOL, WHAT THAT DOES IS YOU MOVE THOSE FUNCTIONS OUT OF THE MAIN BUILDING AND INTO THAT ANCILLARY BUILDING, AND NOW WE'VE JUST FREED UP SPACE INSIDE THE MIDDLE SCHOOL TO HANDLE MORE CAPACITY ISSUES FOR THE REGULAR DEPARTMENTAL CLASSROOMS THERE. AGAIN, IT'S ALMOST LIKE A SHELL GAME WHERE WHEN PEOPLE MOVE, THEY MOVE UP AND EVERYBODY BENEFITS AND MOVES INTO A BETTER FACILITY. AGAIN, THIS IS JUST SHOWING THE ARCHITECTURE OF THE DISTRICT OFFICE THAT WE WOULD MATCH WITH JUST THE OFFICE SPACE OF THE BUS FACILITY IN THE MAIN FACILITY OFFICE SIDE. GO AHEAD. WE LOOKED AT THREE DIFFERENT ORIENTATIONS AND SO YOU SEE ALL THE BUSES ON THE SOUTH. THE RED BOX IS THE BUS STORAGE BASE OF TWO BUSES LONG, AND THEN THE GREEN AND THE BROWN ON THE LEFT-HAND SIDE, ARE THE OFFICE SPACES AND SHOPS, IT GO WITH IT. REALLY AS YOU COME IN OFF OF GREGORY YOU WOULD TAKE A RIGHT INSTEAD OF GOING THROUGH THAT ONE-WAY PARKING AREAS YOU DO NOW AND LOOP AROUND UP TOWARDS THE DISTRICT OFFICE, COMING AROUND COUNTERCLOCKWISE UNTIL YOU WOULD COME BACK AROUND, PASS THE DISTRICT OFFICE IN THE BACK OUT. WE'VE MADE A LOOP ROAD OUT OF IT, WHICH HOPEFULLY MAKES A LITTLE MORE SENSE FROM A VEHICULAR CIRCULATION STANDPOINT. BUT WE LOOKED AT IT IN THIS POSITION INITIALLY AND GO AHEAD. THEN WE LOOKED AT ROTATING AT 90 DEGREES AND HAVING IT WHERE THERE'S MORE ROOM FOR THE BUSES TO COME IN FROM THE RIGHT-HAND SIDE BEFORE THEY TURN. THOSE LITTLE MARKINGS YOU SEE ON THERE ARE THE ACTUAL BUS TURNING RADIUS DIMENSIONS THAT WE'RE ABLE TO SUPERIMPOSE, AND THEN FINALLY WE ENDED UP WITH A THIRD OPTION OF, GO AHEAD, OF PUTTING IT IN THERE AT A 45 DEGREE ANGLE, AND I THINK THIS IS THE BEST OPTION SO FAR BECAUSE IT WORKS WITH THAT FLOW OF THOSE BUSES MOVING THROUGH THE SITE, AND YOU'D HAVE EQUAL ROOM ON BOTH SIDES OF THE PULL THROUGH BAYES. THEN AGAIN, WE WOULD POSITION THE OFFICE BANK, WHICH IS THAT LOWER LEFT CORNER THERE. IT'S CLOSEST TO THE DISTRICT OFFICE SO PEOPLE WALKING BACK AND FORTH AND GET THE TWO ARCHITECTURES TALKING TO EACH OTHER RIGHT THERE, AND MAKE THAT SEEM LIKE ITS OWN MINI DISTRICT CAMPUS RIGHT THERE IN THAT LOCATION. GO AHEAD. THIS JUST SHOWS THE BUS PULL THROUGH BAYES, TWO BUSES LONG ON THE RIGHT-HAND SIDE. THIS IS A ONE-STORY OPTION WHERE THE MAINTENANCE PHASE AND THE OFFICES AND EVERYTHING IT DOWN ON ONE FLOOR. BUT THEN WE'RE THINKING, OKAY, THE EVE HEIGHT ON THAT BUS FACILITY IS 20 FEET HIGH. REALLY, YOU COULD STACK THAT ONE-STORY PORTION, MAKE IT INTO A TWO-STORY PORTION, AND IT WOULD SNUG UP A LOT NICER TO THE RED BOX IF WE LOOK AT THE NEXT SLIDE. THEY'D BE ABOUT THE SAME HEIGHT, AND YOU WOULD CONSERVE SOME SITE AREA, THERE'D BE A LITTLE MORE ROOM TO MANEUVER VEHICLES AROUND. I JUST LIKE THE TWO-STORY OPTION BETTER, OBVIOUSLY JUST THE OFFICE BANK AREA. ONE MORE. THIS RENDERING ISN'T COLORED YET, BUT IT JUST SHOWS HOW IT WOULD HAVE THE SAME ARCHITECTURAL FORM AND WINDOWS STYLE AS THE DISTRICT OFFICE DOES, BLEND THAT ALL IN TOGETHER. THEN MY FINAL SLIDE WOULD BE THE COST ESTIMATE FOR THAT PROJECT, WHICH IS TOTAL PROJECT COST 13 MILLION. AGAIN WITH THE SAME LEVEL OF CONSERVATIVE CONTINGENCIES ON IT AND TOTAL PROJECT COST. I KNOW I WENT THROUGH THAT A LITTLE QUICK, BUT I'M HAPPY TO ANSWER ANY QUESTIONS OR RECEIVE ANY COMMENTS. >> I JUST WANTED TO, FIRST OF ALL, TELL YOU, THANK YOU FOR DOING THIS IN SUCH A TIMELY MANNER. YOU DID EXACTLY WHAT WE WERE HOPING FOR. THIS IS EXACTLY WHAT WE ARE WANTING TO SEE, SOMETHING TO HELP US MAKE DECISIONS, AND IT HELPS TO SEE SOMETHING ON PAPER. I'M NOT SURE. [01:05:03] WE'LL GO WITH ANY OR ALL OF WHAT WILL END UP DOING, BUT FOR HELPING US MAKE ALL THE DECISIONS YOU SURE HAVE HELPED US TODAY. YOUR PROFIT ESTIMATES, DRAWING, THEN EVERYTHING YOU'D PROVIDE IS EXACTLY WHAT WE WERE HOPING FOR. WE APPRECIATE YOU DID IT IN A TIMELY AND MANNER. >> THANK YOU. >> WITH THAT BORDER, WILL GIVE THE QUESTIONS HERE IN A MINUTE, BUT I JUST THOUGHT WAS TO GIVE THEM TODAY TO PRESENT IT TO US. WE WEREN'T GOING TO REALLY GET TOO DEEP INTO DISCUSSION. WHAT WE'RE HOPING TO DO IN OCTOBER, WAS JUST ACTUALLY START NARROWING DOWN SOME OF THESE IDEAS, FIGURING OUT WHICH ONES WOULD GO ON OUR LIST OF POSSIBLY GETTING US BACK DOWN AND GOING FORWARD NEXT YEAR, WHICH ONES MAY BE FACILITIES PLAN FOR LATER ON. BUT WE CERTAINLY CAN SPEND 15 MINUTES OR SO RIGHT NOW, JUST ASKING, DO YOU HAVE ANY QUESTIONS YOU HAVE OR JUST DISCUSSING AMONGST OURSELVES. IF YOU HAVE ANY THOUGHTS ON THINGS THAT JUMP OUT AT YOU LIKE, OH, MY GOSH, DEFINITELY NOT THAT, BUT OH MY GOSH, YES TO THAT, WHICHEVER JUMP VALUE. [INAUDIBLE] >> I JUST HAVE A QUESTION. HOW HAVE HAVING CALCULATED HOW MANY PARKING SPACES? BECAUSE IT SEEMS THERE'S A LOT OF PARKING LOTS ON PRETTY PRICEY LAND. >> GOOD. I BASICALLY TOOK THE FULL EXTENT OF THE AREA THAT I THOUGHT WAS AVAILABLE AND SAW HOW MANY I COULD FIT IN THERE. >> ALL RIGHT. IT'S NOT CALCULATED BASED ON? >> NO. >> DAN ARE WE REQUIRED TO HAVE PARKING? IT COULD WE BUILD NEW STANDS AND JUST HAVE A WALKING PATH. HOWEVER, PEOPLE PARK TODAY, THAT'S WHERE THEY WOULD PARK, AND THERE WOULD JUST BE NEW STANDS AND MAYBE BUILD SIDEWALK TO GET YOU THERE. >> I WOULD DEFER TO YOU FOLKS ON HOW CONGESTED YOU FEEL IT IS ON GAME DAYS. I KNOW THAT PEOPLE PARK TO THE NORTH OF SUMMIT THERE ANYWAY. IT'S JUST KIND OF A GRAB A LOT. THERE ARE SOME OLD SHEDS THERE THAT THE LEADERSHIP WOULD LIKE TO SEE REMOVED JUST FROM AN AESTHETIC STANDPOINT? >> YEAH, I THINK IF WE WERE DOING PARKING IT'LL BE BY SIDE. I GENERALLY DON'T LIKE THE PARKING UP HERE ON THE BASE. BETWEEN THE MIDDLE SCHOOL IN THERE, YOU'VE GOT A LOT OF NICE GREEN SPACE THERE. >> I DO HAVE PARKING AT MIDDLE SCHOOL. >> TRUE. [OVERLAPPING]. >> HAD A QUESTION FOR DAN. [INAUDIBLE]. >> YEAH. ACTUALLY, I HAD A QUESTION ABOUT THE BUS BOOK BARN. [INAUDIBLE] TO BE SO BIG AND TAKE UP THE WHOLE BATTLEFIELD. I GUESS I WAS EXPECTING SOMETHING, JUST AN EXPANSION OF OUR EXISTING BUS BARN. I DON'T KNOW IF THAT WASN'T AN OPTION THAT WAS LOOKED AT OR IF THAT'S NOT FEASIBLE. >> HOW MANY BUSES CAN YOU GET IT IN THERE NOW? >> [INAUDIBLE]. JENNIFER, OR TWISTING EXAM, IT IS A COMBINATION OF THE CURRENT DISTRICT MAINTENANCE FACILITY BUILDING BY THE MIDDLE SCHOOL AND THE BUS BARN. THAT'S WHY IT IS A LITTLE BIT LARGER, BUT OUR FACILITIES AS [INAUDIBLE] WILL SHARE OUR WOEFULLY UNDERSTAFFED. GO AHEAD [INAUDIBLE] >> SURE. OUR CURRENT FACILITY HOLDS THREE BUSES INDOORS. THE BAYS ARE ABOUT 45 FEET LONG SO WE CAN FIT THE BUS IN THERE. THEN WE DON'T HAVE ANY WASH BAYS. FOR WASH BAYS HAVE ONE OF THOSE BASES BEEN COMMANDEERED FOR OUR WASH BAY. THAT'S THE CURRENT SIZE OF THE SHOP. >> WHEN YOU WANT TO WORK ON ONE SIDE OR THE OTHER, DON'T YOU HAVE TO SORT OF BACK IT UP? YOU CAN'T GET BOTH SIDES BOTH IN AT THE SAME TIME. >> THAT'S CORRECT. WE CAN GET TO ONE SIDE WITH THE DOOR SHUT, BUT WE HAVE TO DO SOME MANEUVERING AND IT IS VERY TIRING THERE. >> THE BUS BARN GOT BUILT, YOU TOLD ME BEFORE OVERTIME BUSES HAVE GOTTEN BIGGER. >> THAT'S PROBABLY TRUE. I DON'T ACTUALLY KNOW, BUT IT WAS DEFINITELY AN OLDER BUILDING, AND JUST WITH ALL THE EQUIPMENT THAT WE NEED WITH THE UPDATES AND BUSES, IT JUST GETS MORE AND MORE CRAMPED IN THERE. >> TO ADDRESS THESE [INAUDIBLE] QUESTIONS, THIS LOOKS LIKE YOU GOT 10 BUSES POTENTIALLY, OR IS THAT EIGHT. WORK WISE HOW MANY DAYS DO YOU NEED? >> I WOULD SAY NEED IS A STRONG WORD. [01:10:01] PART OF THE INITIAL PLANNING WHEN THEY HAD ASKED US, WHAT WOULD YOU LIKE, WHAT DO YOU NEED, WE'RE GETTING BY RIGHT NOW WITH THREE BAYS AND NO WASH BAY. HOWEVER, WE COULD BE A LOT MORE EFFICIENT WITH AT LEAST AN ADDITIONAL WASH BAY AND THREE BAYS, AND EVEN MORE SO WITH THE FOURTH JUST ALLOWS FOR SOME OF THOSE LONG-TERM PROJECTS AND TRANSMISSION. SOME OF THESE THINGS CAN SIT TO THE SIDE AND WE CAN WORK ON OUR DAILY SERVICES. >> BUT IF WE TALKED ABOUT MAYBE MAKE THAT SMALLER YOU COULD GET BY WITH FEWER DAYS? >> SUDDENLY. >> DOES THAT HELP A LITTLE BIT [INAUDIBLE]? >> YEAH. I GUESS MY OTHER QUESTION IS, IS THERE A PLAN TO REPLACE THAT FIELD OR IS THAT FIELD NOT USED? I GUESS THE BENEFITS AND DRAWBACKS HAVE TAKEN AWAY THAT PLAYING FIELD FOR THIS PURPOSE. >> I DO KNOW TRUSTEES ON THE [OVERLAPPING] ANY TRUSTEE MADE OF. WE'RE HERE FOR THIS. THE COUNTY HAS BEEN TOLD FOR OVER 10 YEARS THAT COW PASTURE ONE AND TWO POTENTIALLY WOULD BE GOING AWAY IN THE FUTURE. ONE OF THE REASONS WHY THE COUNTY PARTNERED WITH [INAUDIBLE] RESORT, THERE WAS AT LEAST THE CONCEPT THAT SOME BALL FIELDS ARE GOING TO MOVE TO STILSON, AND THAT'S WHY THE COUNTY OWN THAT PROPERTY THERE. THAT'S WHAT THEY WERE GOING TO DO WITH THAT EXACTION. I DON'T KNOW IF THEY WILL EVER DO THAT. BUT THAT DOESN'T REALLY SERVE STUDENTS IT SERVES ADULT SOFTBALL, AND ADULT KICKBALL PRIMARILY, WHICH ARE TWO GREAT THINGS, TOO GREAT LEAGUES AND A LOT OF VERY ACTIVE IN OUR COMMUNITY. HOPEFULLY, THAT WOULD HELP THE COUNTY FIND ANOTHER SPOT OR A COW PASTURE ONE SOMEWHERE ELSE TO TELL THEM WHAT THAT ADULT SOFTBALL AND ADULT KICKBALL LEAGUE. >> OTHER QUESTIONS FOR, DAN? CHRISTINE. >> MAYBE FOR COLBY TOO. I'M A REAL BELIEVER IN USING WHAT LANDS DO SOME COUNTIES SCHOOL DISTRICT HAS THE MOST EFFICIENTLY ACCESSIBLE. WE CAN GO HIGHER THAN TWO STORIES. I'M CERTAIN. IT MIGHT NOT BLEND IN AS WELL WITH THE REST OF THE PROPERTIES, BUT IS THERE ANY REASON WHY YOU COULDN'T GO ON TWO STORIES HIGH ABOVE THIS MAINTENANCE SHOP? IS THERE FIRE CODES OR THAT SORT OF THING THAT [NOISE] WOULD NOT ENABLE US TO DO THAT? >> THE BUS BARN BAYS THEMSELVES ARE [NOISE] EXCUSE ME, A LONG SPAN. >> YEAH. >> THEY'RE NOT MEANT TO REALLY HAVE A LOT OF LOAD ON TOP OF THEM. IF WE'RE GOING TO STACK A BUILDING IT'D BE BETTER TO DO IT OFF TO THE SIDE, I THINK IT'D BE PROHIBITIVELY EXPENSIVE FROM AN ENGINEERING STANDPOINT TO PUT OFFICES ON TOP OF A BUS BAYS. >> FAIR ENOUGH. BUT WE COULD DO SAY THREE STORIES? >> ABSOLUTELY. >> ON THAT SIDE. TRUSTEES, I JUST THINK WE HAVE TO SAVE AS MUCH LAND, GRAB DIRT AS WE POSSIBLY CAN BY BUILDING HIGHER THAN WE HAVE IN THE PAST. BECAUSE HISTORICALLY, WE'VE HAD THE ABILITY TO GET LAND, AND WE SIMPLY DON'T HAVE THAT ANYMORE, SO THAT WILL BE SOMETHING I WOULD. >> OTHER QUESTIONS FOR, DAN? >> DAN, I JUST GOT TO SAY I REALLY APPRECIATE ESPECIALLY WE COULD JUST GO TO THE ONE SLIDE THAT HAS THE CULINARY AND THE FAB LAB AND ENGINEERING ALL IN THE BUILDINGS. I JUST FIND THAT DESIGN REALLY NICE. COULD YOU GIVE US A LITTLE BIT MORE DETAIL? MY UNDERSTANDING AND IT'S HARD TO SEE IT ON [NOISE] THE SCREEN BUT SHOW US TRANSLUCENT GARAGE DOORS AND THE SEATING AND THE BRONC CAFE AND WHAT YOU WERE THINKING ALL FOR THAT AREA. >> YOU BET. LET ME TURN TO THAT IN MY HAND AS WELL SO I CAN SPEAK TO THE MICROPHONE. THE ATHLETIC PORTION PRETTY MUCH STAY THE SAME AS IT WAS. WHEN WE ADDED THE ACADEMIC BANK ALONG THAT NORTH SIDE, WE ADDED A CORRIDOR ON THE NORTH SIDE OF THOSE LABS. IT ALMOST CAN BE CLOSED OFF FROM A SECURITY STANDPOINT IF YOU HAVE A SPORTING EVENT ON THE WEEKENDS OR ANOTHER GROUP IS USING THE ARENA OR WHATEVER, WE CAN CLOSE OFF THOSE ACADEMIC SPACES. THEN THE CULINARY ARTS, WE SNUGGED THAT UP TO THE CONCESSIONS AREA, WHICH WAS AN OBVIOUS THING TO DO. [NOISE] BUT THERE'S A SERVING LINE INTO THAT, I CALL IT ALMOST LIKE A PROMINENT CORRIDOR ON THE NORTH SIDE. THEN WE HAVE A LITTLE BUMP OUTS THAT YOU CAN SEE WHERE YOU CAN HAVE SEATING FOR DINING. [01:15:05] THE CULINARY ARTS PROGRAM CAN BE SELLING SNACKS AND SANDWICHES AND DRINKS. STUDENTS CAN BE EATING ON THOSE LITTLE NICE, THINK OF THEM AS LIKE A GLASS BOX ON THE NORTH SIDE, A LOT OF GOOD NATURAL LIGHT BUT NOT HARSH LIGHT BECAUSE IT'S ON THE NORTH. THOSE COULD HAVE GARAGE DOORS ON THEM, THAT ACTUALLY COULD OPEN UP AND LET FRESH AIR INTO THAT SPACE. THEY COULD ALSO BE USED AS ACADEMIC PULLOUT AND COLLABORATION SPACES WHEN THEY'RE NOT USED FOR DINING. REALLY A NICE THING TO HAVE THAT COMPLIMENT THE LARGER LAB SPACES AS WELL. THEN WE ORGANIZE OUR ACCESS DOORS. IF YOU LOOK ON THE LEFT GRAY BOX ON THE TOP, IT SAYS PATIO DINING. YOU CAN SEE IN THAT PROMINENT CORRIDOR, THERE'S DOORS ON EITHER SIDE. IF YOU HAD A GAME GOING ON AT THE SOCCER FIELD OR THE TOURNAMENT OR WHATEVER, YOU COULD HAVE FOLKS COMING INTO THERE AND JUST ACCESSING THAT SERVING LINE FROM A CONCESSION STANDPOINT WITHOUT GETTING INTO EITHER THE ACADEMIC SIDE OR THE ATHLETICS SIDE. WITH JUST THE ADDITION OF A COUPLE OF ACCESS CONTROL DOORS, WE'VE SUBDIVIDED IT ALMOST INTO THREE DIFFERENT BUILDINGS IN ONE THAT CAN BE USED ACCORDING TO DIFFERENT FUNCTIONS. >> GIVEN YOUR COST ESTIMATES, DID YOU, I ASSUME IT DOESN'T INCLUDE RETROFITTING ANY OF THE 11 ROOMS IN EACH SIDE? >> IT DOES NOT. YOU'RE RIGHT. >> OKAY. BOARD, JUST FOR FUTURE WHAT DO WE NEED FOR OUR MEETING IN OCTOBER, IS THERE ANY INFORMATION OR ANYTHING THAT ANYONE NEEDS TO HELP THEM IN THEIR DECISION-MAKING OR DISCUSSIONS FOR OCTOBER, THAT MAYBE DAN OR GILLIAN CAN [INAUDIBLE] ORDERS? >> CAN YOU BACK UP TO THE COSTS SLIDE? >> YES. >> SO IT'S ABOUT 475 SQUARE FOOT, [INAUDIBLE] BY 80,000. >> LET'S GO DOWN. WHAT I'VE DONE IS ON THE VERY FRONT I HAVE DIVISION 1, WHICH ARE GENERAL CONTRACTOR COSTS. MOBILIZATION, GENERAL REQUIREMENTS. I'D LIKE TO GIVE THE CONTRACTOR SOME MONEY UP FRONT, AND THEN I COME THROUGH AND AT THIS LEVEL OF DRAWING DEVELOPMENT, I CAN'T REALLY DO A FULL UNIT TAKE OFF. SO I'M USING COST PER SQUARE FOOT. THE MAIN ARENA, I MADE A 275 SQUARE FOOT. THE FRONT ENTRANCE IS A LITTLE MORE EXPENSIVE, THAT STICK BUILT PIECE WITH THE ENTRANCE AND THE HEALTH LABS AND THOSE THINGS. I TOOK THAT AT 375. THE UPPER LEVEL, THE MEZZANINE WHERE THE WAIT ROOM IS, THAT ALREADY HAS A FOUNDATION AND A ROOF ON IT. I'M JUST BUILDING A MEZZANINE IN-BETWEEN, SO I'M ABLE TO TAKE THAT AT A LOWER COST OF 175. THEN THE VOCATIONAL CLASSROOMS, I BUMPED THOSE UP TO 375 ALSO BECAUSE I'M THINKING THEY'RE GOING TO BE PRETTY HEAVY ON MECHANICAL ELECTRICAL INFRASTRUCTURE TO SUPPORT THOSE LAB FUNCTIONS THAT GO ON THERE. I'M JUST USING MY OWN BEST PROFESSIONAL JUDGMENT ON WHAT I KNOW OF COSTS IN MY [INAUDIBLE]. THAT GIVES ME A CONSTRUCTION COSTS, AND THEN YOU SEE I HIT THE GENERAL CONTRACTOR AGAIN WITH BASICALLY IS PROFIT MARK-UP OF 8 PERCENT. IT'S ALMOST LIKE ANOTHER LEVEL OF CONTINGENCY. IF I GO INTO A LITTLE HEAVY ON THE CONTRACTOR UPFRONT AND THEN I'M HITTING THEM ON THE BACK-END, AND THEN I'VE GOT THE DESIGN CONTINGENCY FOR ALL THE THINGS THAT I'VE FORGOTTEN OR LEFT OUT AT THIS PLAN THAT WOULD NEED TO GET ADDED IN AND THEN YOU GET INTO YOUR PROJECT SOFT COSTS FROM THERE. >> THANK YOU. >> [INAUDIBLE], DID YOU HAVE SOME QUESTIONS SPECIFICALLY ABOUT THAT? >> JUST WANTED TO MAKE SURE THERE WAS ENOUGH BREAK DOWN. DOES THAT MEAN DAN, THAT IF WE, FOR EXAMPLE, ELIMINATED THE VOCATIONAL CLASSROOMS, YOU'D SAVE HOWEVER, $5.6 MILLION? >> THAT'S WHAT I HAVE IN THERE FOR THE ADDITION OF THE ACADEMIC LABS. >> SUPER. THANK YOU. >> THEN TO ANSWER YOUR QUESTION, TRUSTEE SCARLETT. THE CONSTRUCTION COSTS, THE ALL COSTS, THE HARD CONSTRUCTION COSTS FOR CALLERS IS ABOUT 400 BUCKS A SQUARE FOOT. THEN WITH TOTAL PROJECT COSTS, IT'S 438 ON THERE OR SO. I DON'T WANT TO EDITORIALIZE, BUT CONSTRUCTION COSTS HAD WENT UP CRAZY AND THEY'RE COMING BACK DOWN NOW, THERE ARE A LITTLE MORE REASONABLE AND IT JUST DOESN'T SEEM TO STOP ANYBODY FROM BUILDING THOUGH. EVERYBODY'S STILL BUILDING LIKE CRAZY AND ARE THEY GOING TO COME ALL THE WAY BACK DOWN WHERE THEY WERE, OR ARE THEY GOING TO COME HALFWAY BACK DOWN? THAT'S PROBABLY MORE LIKELY. BUT AGAIN, I'M JUST TRYING TO BE CONSERVATIVE AS A SERVICE TO YOU AT THIS POINT. >> THE ONLY OTHER THING I'M THINKING ABOUT IS, IF THE SELLING POINT TO THE COMMUNITY IT'S LIKE WE'RE DOING THIS IN ORDER TO FREE UP SPACE IN THE HIGH-SCHOOL PROPERTY AND THAT'S 11 CLASSROOMS. [01:20:01] I HONEST THINK THAT WE NEED TO BUILD INTO THE PRICE IN THE CONSTRUCTION COST BECAUSE IT'S GOING TO BE 11 ROOMS. BECAUSE IF I WAS VOTING FOR THIS AS A VOTER ON A TAX BALLOT, I'D BE, WELL, I'LL VOTE FOR IT BECAUSE IT'S GOING TO IMPROVE SPACE AT THE HIGH-SCHOOL. I'D BE DISAPPOINTED IF YOU BUILT THE THING BUT YOU DIDN'T ACTUALLY BUILT WITH 11 ROOMS, I THOUGHT YOU WERE GOING TO BUILD FOR THE KIDS. IT'D BE INTERESTING IF THAT'S SOMETHING YOU COULD DO FOR US. >> SURE. MR. CHAIRMAN, I COULD ADD A GRAPHIC FLOOR PLAN OF THE HIGH-SCHOOL TO SHOW OF THE SPACES YOU'D BE FREEING UP THERE. I THINK THE REMODEL COST ON THAT WOULD BE REALLY ATTRACTIVE. IT'S GOING TO BE PRETTY AFFORDABLE. [OVERLAPPING] YOU HAD EVERYTHING THERE, WE'RE JUST GOING IN AND REFRESH THOSE ROOMS. >> THAT'D BE A NICE THING TO ADD, FILL IT. BECAUSE SOME OF THOSE ROOMS IT'S GOING TO TAKE A LITTLE ROOM. WE ARE WALKING THE OTHER DAY THROUGH THE WAIT ROOM AND THAT'S JUST NOT JUST GOING IN AND REFRESHING, IT DOES LOOK LIKE THERE WAS [LAUGHTER] A PIECE OF WORK DONE TO TURN THAT INTO A CLASSROOM. [NOISE] [INAUDIBLE] THAT COST, BUT THAT'D BE AN INTERESTING NUMBER TO KNOW BEFORE NEXT MEETING IS AND MAYBE EVEN A SITE DESIGN, YOU'VE GOT THE HIGH-SCHOOL, LIKE YOU SAID, HERE'S THE ROOMS THAT IT'S GOING TO FREE UP AND HERE'S HOW MUCH IT WOULD PROBABLY COST TO DO THAT. THOSE TWO PRICES AND WE WOULD PUT IT TOGETHER SO THAT WHEN WE DO THIS, IT WOULD BE A WHOLE PROJECT. >> I WILL DO THAT. >> THAT WILL BE GREAT, DAN. THAT'LL JUST BE SUPER [INAUDIBLE]. >> ANYONE ELSE NEED ANYTHING FURTHER FROM DAN, OR FROM GILLIAN? ANY OTHER INFORMATION OR ANYTHING THAT WOULD HELP YOU IN MAKING YOUR DECISIONS FOR THE NEXT MOVE? >> MR. CHAIR, LOOKS LIKE WE WOULD LOSE ONE OF THE TENNIS COURTS. WOULD BE JUST MOVED TENNIS COURT TO THE WEST? >> MR. CHAIRMAN, TRUSTEES, I BELIEVE WE STAYED AWAY FROM THE TENNIS COURTS AND DID NOT IMPACT THEM AT ALL. >> I GUESS I'M LOOKING AT TTAC AND NOT [INAUDIBLE]. >> THAT'S FIVE NOW. JUST DOWN THERE. >> YEAH. I WAS LOOKING AT THE BLACK LINE AND THINKING [OVERLAPPING] GOING TO USE. >> WHERE DO YOU BRING IN MR. CHAIRMAN? >> OUTLETS. >> SPECKING OF TENNIS, I KNOW THERE'S A DRIVE IN THE COMMUNITY RIGHT NOW TO HAVE A COMMUNITY INDOOR FACILITY. [INAUDIBLE] FOR 1, 2, OR 3 INDOOR COURTS. >> MAYBE SO. >> RIGHT AT J SQUARE. >> THE [INAUDIBLE]. >> JUST THROW THAT OUT. >> NO. >> I DON'T THINK IT HAS TO BE A VERY EXPENSIVE DOOR WHEN YOU LOCK IN. >> TO ENCLOSE THE TENNIS COURTS? >> YEAH, THAT'D BE AWESOME. [NOISE] >> LETS PUT BREAK. WE REALLY APPRECIATE ALL YOUR HARD WORK. FINALLY, GETTING EXACTLY WHAT WE WERE WANTING. WE APPRECIATE YOUR SUPPORT. >> THANKS FOR HAVING ME. >> YES. WE'RE GOING TO GO ON WITH CHRISTINE WALKER. CAN WE TALK ABOUT HOUSING? HI, CHRISTINE, HOW ARE YOU? >> GOOD, THERE'S [INAUDIBLE] TRUSTEE IS CHRISTINE WALKER. FIRST OF ALL, THANK YOU FOR INVESTING IN A HOUSING STRATEGY FOR YOUR EMPLOYEES. AS A LONG-TIME COMMUNITY MEMBER, IT'S REALLY GOOD TO SEE THAT TYPE OF INVESTMENT TO PROVIDE A QUALITY EDUCATION FOR STUDENTS, SO THANK YOU. I'M JUST STARTING WITH THE SCOPE OF WORK TO CREATE EMPLOYEE HOUSING STRATEGY. I START VERY HIGH LEVEL, AND THANK YOU ALL FOR TAKING TIME TO PARTICIPATE IN THE INTERVIEW. IT REALLY WAS HELPFUL TO REALLY CRAFT A GOAL AND SOME OBJECTIVES SO THAT WE CAN MAKE SURE THAT HEADING IN A DIRECTION WHERE WE'RE ABLE TO MAKE SURE THERE'S ALIGNMENT, AND THEN ALSO MAKE SURE YOU'RE AVOIDING ANY PITFALLS ALONG THE WAY SO THAT YOU'RE ABLE TO INVEST EFFICIENTLY WITH YOUR TAXPAYER DOLLARS. THE PURPOSE OF THIS PRESENTATION IS JUST TO REVIEW THE PROCESS TO GET TO A HOUSING STRATEGY, REVIEW THE DRAFT GOAL AND OBJECTIVE THAT ALL OF YOU HAD A COPY OF. I WILL BE REQUESTING THAT STEP INTO THOSE GOALS AND OBJECTIVES, THEN TALKING ABOUT THE NEXT STEPS. YOU CAN MOVE FORWARD, PLEASE. THIS IS JUST A SUMMARY OF THE SCOPE OF WORK. GOALS AND OBJECTIVES, THE WORK WAS DONE IN AUGUST, [01:25:01] FOLLOWED UP WITH A BOARD MEETING. NEXT WOULD BE LOOKING AT THE HOUSING NEEDS AND DEMANDS FROM THE DISTRICT EMPLOYEES WITH A MEETING IN OCTOBER, THEN LOOKING AT OPPORTUNITIES AND CHALLENGES IN CREATING HOUSING. SORRY. [LAUGHTER] WE'RE BACK, OPPORTUNITIES AND CHALLENGES. SIMILAR TO WHAT YOU SAW TONIGHT IS REALLY PROPERTY EVALUATION. LOOKING AT THE DIFFERENT PARCELS THAT ARE OWNED BY THE DISTRICT TO SEE WHAT COULD POSSIBLY KIND OF BALKAN SCALE PLACED ON THOSE PROPERTIES AND WHAT THE COST WOULD BE TO DEVELOP THAT PER HEAD THEN JANUARY, THE STRATEGY PRIORITIZATION. THANK YOU ANDREW. SO THE DRAFT GOAL, I DON'T NEED TO READ THIS UNLESS YOU WANT ME TO. >>[LAUGHTER]. >> BUT I'M NOT LOOKING FOR WORDS, NOTHING IN HERE, BUT I'M LOOKING FOR JUST ALIGNMENT THAT WE'RE ON THE SAME PAGE HERE AND WE CAN'T MOVE TO THE NEXT. >> MIGHT BE YOU SAY THE I DON'T KNOW WORDS. [LAUGHTER] THAT WAS A GOOD DIRECTION TO US. >> AND PLEASE FEEL FREE IF YOU WANT TO WORDSMITH [OVERLAPPING]. >> OH NO, DON'T GIVE US THAT OPPORTUNITY, IT'S SUCH A GOOD JOB OF DIRECTING. >> YOU CAN SEND ME AN E-MAIL WITH ANY WORDSMITHING YOU WOULD LIKE TO SEE. WHAT I FOUND QUITE ASTONISHING IN THE INTERVIEWS OF THE TRUSTEES WAS THAT THERE WAS SO MUCH ALIGNMENT ON THIS GOAL THAT IT REALLY WASN'T HARD TO COME UP WITH A GOAL TO GET YOU ALL WERE LIKE, THIS IS THE DIRECTION WE WANT TO GO. OBJECTIVES HERE. SO STARTING WITH LOCATION. I WOULD SAY THAT THIS WAS ANOTHER ONE THAT THERE WAS CLEAR ALIGNMENT ON BEHALF OF THE TRUSTEES AND THAT PRIORITIZING DEVELOPING A DISTRICT-OWN LAND, AND ENSURING THAT WE'RE INTEGRATING ANY PLANS WITH THE FACILITIES PLAN. I HAVE TO SAY THAT IT WAS SO FUN TO WATCH THAT PRESENTATION JUST BEFORE THIS, IT REALLY GAVE GOOD DIRECTION AND ALSO, I HAVE TO SAY IT'S GREAT OPPORTUNITIES TO INCORPORATE SOME HOUSING ON THOSE PARTICLES. THE OTHER PIECE THAT CAME OUT OF THE INTERVIEWS A LITTLE BIT WAS THE IDEA OF POTENTIALLY PARTNERING AND/OR CONSIDERING SOME LAND TRADES. ONE THING THAT WAS VERY CLEAR WAS THAT THERE WAS NO APPETITE FOR DEVELOPING ANY HOUSING OUTSIDE OF THE VALLEY. TENURE, THIS IS REALLY LOOKING AT WHETHER AN OWNERSHIP OR A RENTAL PRODUCT. IT WAS STRONGLY IN FAVOR OF DEVELOPING LONG-TERM RENTALS. THEN THERE WAS SOME DESIRE TO ALSO DEVELOP SOME GROUND LEASE OWNERSHIP OPPORTUNITIES. TYPES OF UNITS CAME OUT OF CREATING A MIX OF DIFFERENT PRODUCT TYPE TO BE REPRESENTATIVE OF THE DIVERSITY IN THE WORKFORCE AT THE DISTRICT. SO CREATING DIFFERENT OPPORTUNITIES AS FAR AS SIZE, TYPE OF PRODUCT TO MEET THE CHANGING NEEDS OF YOUR EMPLOYEES THROUGHOUT THEIR CAREER, AND TO SERVE A REAL DIVERSE RANGE OF HOUSEHOLD INCOME LEVELS. [BACKGROUND] THE NUMBER OF UNITS WAS LOOKING AT TRYING TO GET TO SOME STABILITY WITHIN THE DISTRICT AS FAR AS MAKING SURE THAT THERE IS A STABILIZED EMPLOYMENT BASED. AT THIS POINT IN TIME OF DRAFTING STRATEGIES, CREATING A CONCRETE NUMBER WAS PRETTY CHALLENGING. I THINK THAT WAS SOMETHING THAT LOOKING AT A LOT OF THE DATA, THE NEXT STEP OF LOOKING AT THE 1000 NEED AND THE DEMAND. ONE THING THAT I WANTED TO LET YOU GUYS KNOW IS THAT THERE IS A HOUSING NEEDS ASSESSMENT COMMUNITY WIDE RIGHT NOW, AND SURVEYS IN THE FIELD. SO PLEASE FILL OUT BOTH THE EMPLOYEE SURVEYS, IT WOULD BE REALLY HELPFUL. WE WERE ABLE TO CREATE A UNIQUE LINK FOR SCHOOL DISTRICT EMPLOYEES SO THAT WE CAN HARVEST SOME OF THAT DATA TO BETTER UNDERSTAND THE HOUSING NEEDS OF THE EMPLOYEES OF THE DISTRICT. >> THAT'S NICE FOR YOUR. >> SURE. >> OH, OKAY. >> THEN WE CAN GO ON, WE HAVE THREE MORE. SUITABILITY WAS MAKING SURE TO INVEST IN QUALITY UNITS THAT MEET THE NEEDS OF EMPLOYEES. THERE WAS A LOT OF DISCUSSION ABOUT MAKING SURE THERE WAS ENOUGH STORAGE [LAUGHTER] AND ENSURING REALLY STABLE AND HEALTHY LIVING ENVIRONMENTS THAT ARE AFFORDABLE. THEN WITH SUSTAINABILITY, THERE WAS A LOT [01:30:02] OF CONSIDERATION OF INVESTING IN AN ENERGY EFFICIENCY, DURABLE MATERIALS, BUT MAKING SURE THAT THEY WERE THOUGHTFUL AND COST-EFFECTIVE CHOICES TO ENSURE THE PRODUCT AND LONG-TERM AFFORDABILITY. THEN STEWARDSHIP, IT WAS BROUGHT UP TO GET YOU GUYS THINKING ABOUT ITS. WHEN INVESTING IN AN INVENTORY OF HOMES FOR YOUR DISTRICT EMPLOYEES, THERE IS A STEWARDSHIP ELEMENT TO THAT. THERE WAS A CONSISTENCY IN WANTING AND EQUITABLE PROCESS IN ORDER TO SELECT EITHER THE TENANTS OR THE HOMEOWNERS FOR THOSE UNITS. I CAN MOVE ON? >> SHOULD WE ASK A QUESTION? >> OH, [INAUDIBLE], DID YOU HAVE A QUESTION? >> [BACKGROUND]. >> YOU'RE BREAKING UP. I GUESS ONE THING THAT'S MISSING, CHRISTINE, MAYBE IT'S COVERED IN OTHER AREAS, BUT TO ME, PROBABLY ONE OF THE NUMBER ONE THINGS AND I DON'T WANT TO BE THE ONE BLANKET IN THE WRONG, BUT I WILL, IS WHAT'S THE BUSINESS PLAN LOOK LIKE? WHERE WE'LL COME UP WITH THE MONEY TO DO THE BUILD. I THINK THAT NEEDS TO BE ONE OF OUR GOALS. >> ABSOLUTELY. THAT IS IN THE OPPORTUNITIES AND CHALLENGES. WE'LL BE BRINGING UP THE FUNDING OPPORTUNITIES IN THAT SECTION. THEN ALSO [OVERLAPPING] THERE WILL BE AN EVALUATION OF JUST THE COST OF DEVELOPING DIFFERENT PRODUCT ON THE DISTRICT PARCELS, WHICH IS THE [OVERLAPPING] DISTRICT PROPERTY VALUATION. >> GREAT. THANK YOU. >> YOU'RE WELCOME. >> ANY QUESTIONS FOR CHRISTINE? I THINK TONIGHT, WHAT SHE WAS HOPING FROM US IS EITHER A CONSENSUS FROM US OR WE COULD ACTUALLY DO A MOTION AND VOTE THAT WE ALL APPROVED THE GOAL AND THE OBJECTIVES THAT SHE'S OUTLINED TO US SO THAT SHE CAN MOVE ON TO HER NEXT STEP, SO SHE KNOWS THAT WE ARE ALL AT CONSENSUS THAT WE ALL AGREE THAT THESE ARE OUR GOALS AND OBJECTIVES GOING FORWARD. THAT IS JUST THE DEPUTY WAS SAYING SHE'S GOING TO MOVE ON LOOKING AT THE HOUSING NEEDS. THEN SHE'S GOING TO MOVE ON, LOOK AT OUR OPPORTUNITIES AND CHALLENGES, PROPERTY EVALUATION, THEN A STRATEGIC PRIORITY. BUT BEFORE WE CAN MOVE ON TO THE NEXT STEP, I THINK WE ALL HAVE TO AGREE THAT THIS IS OUR GOAL AND THESE ARE OUR OBJECTIVES. IS THERE ANYONE BEFORE WE VOTE OR DO ANYTHING, HAVE ANY THOUGHTS ON THOSE CHANGES? DISAGREE WITH ONE? I WOULD ENTERTAIN A MOTION, IF THAT WORKS FOR YOU, CHRISTY. IF IT DOESN'T WORK FOR PEOPLE, HOLD ON. >> THAT'S GREAT. >> OKAY. >> THANK YOU. >> I WOULD ENTERTAIN A MOTION THAT WE APPROVE THE GOAL THAT CHRISTY HAS OUTLINED FOR US AND THE OBJECTIVES THAT SHE'S OUTLINED FOR US SO THAT I'LL TRY TO MOVE ON TO THE NEXT STEP. >> MR. CHAIR, I WOULD MOVE TO APPROVE THE DRAFT GOAL AS WELL AS THE DRAFT OBJECTIVES OF THIS PRESENTATION. >> SECOND. >> IT'S BEEN MOVED AND SECONDED TO ADOPT THE DRAFT GOALS AND DRAFT OBJECTIVES OF THIS PRESENTATION. IS THERE ANY DISCUSSION? [INAUDIBLE] BEING NONE, ALL THOSE IN FAVOR SAY, AYE. >> AYE. >> ALL THOSE WHO OPPOSE. >> AYE. >> I THINK YOU'RE ON AYE SIDE, [LAUGHTER] JUST A LITTLE LATE. CHRISTY, YOU HAVE FULL CONSENSUS FROM THE BOARD AND WE'RE SO HAPPY THAT YOU'RE DOING THIS FOR US. I THINK WE ALL ENJOYED ACTUALLY TALKING WITH YOU. IT WAS A FINE REVIEW, YOU DO IT SO WELL AND WE LOOK FORWARD TO THE NEXT STEP. I ASSUME THAT'S THE HOUSING NEEDS AND DEMAND AND YOU'LL BE BACK IN OCTOBER TO TALK TO US ON THAT STEP. >> WELL, THANK YOU. IT'S VERY EXCITING TO BE MOVING THIS FORWARD. YOU'LL GET USED TO SEEING ME. >> ALL RIGHT. THANK YOU, CHRISTY. >> I THINK THERE WAS SUCH A THING AS ADULT KICKBALL [LAUGHTER]. >> I PARTICIPATE, SO I KNOW [LAUGHTER]. >> ALL RIGHT. WE ARE ON TO INSURANCE PRESENTATION WITH STEVE MANLEY FROM HUB INSURANCE. WE'RE GOING TO DISCUSS POTENTIALLY REDUCING LIABILITY COVERAGE AND INCREASING CYBER RANDOM LIABILITY. STEVE, THANKS FOR WAITING SO PATIENTLY. I APOLOGIZE THAT YOU HAD TO WAIT A LITTLE WHILE, BUT WE'RE VERY EXCITED TO TALK INSURANCE WITH YOU. >> FINALLY, SOMEBODY WANTS TO TALK INSURANCE. >> YES. >> I DON'T MIND THE WAIT AT ALL. IT'S BEEN INTERESTING. I DID HAVE A PRESENTATION READY FOR MORE COMPREHENSIVE REVIEW OF THE ENTIRE POLICY [01:35:02] AND IT SOUNDS AS IF THERE'S JUST A LITTLE BIT MORE FOCUSED ATTENTION ON JUST A COUPLE AREAS. I CAN ADDRESS SOME SPECIFIC QUESTIONS THAT SOMEBODY MIGHT HAVE? >> MORE IMPORTANTLY, HOW LONG IS THAT PRESENTATION GOING TO BE? [LAUGHTER] >> A COUPLE HOURS. >> WELL, LET'S DEAL WITH OUR QUESTIONS PROBABLY. >> YEAH. IT'S MY UNDERSTANDING THAT WE JUST HAD A COUPLE OF MORE SPECIFIC QUESTIONS, SO I'M ABLE TO [OVERLAPPING]. >> [INAUDIBLE] WAS ASKING A LOT OF QUESTIONS ABOUT CYBER RANSOM. IF YOU COULD JUST LET US KNOW FIRST, WHAT DO WE HAVE CURRENTLY, AND DO WE NEED MORE OF IT? >> IT'S A GOOD QUESTION. WE SWITCHED OVER THIS YEAR AT THE RENEWAL TO A STANDALONE CYBER AND DATA POLICY. OTHERS USE THE WORD CYBER. THEY'RE VERY INTERCHANGEABLE NOW IN THE INDUSTRY AS FAR AS THE POLICIES THAT ARE APPLIED. THE PREVIOUS POLICIES WE HAD WITH GLATFELTER HAD A CYBER COMPONENT WITHIN THAT POLICY THOUGH WHAT'S HAPPENING IN THE INDUSTRY RIGHT NOW IS THAT THOSE PRE-PACKAGED COVERAGES THAT ARE IN A PACKAGED POLICY ARE FAIRLY LIMITED AND DON'T PROVIDE A LOT OF COVERAGE THAT SHOULD BE PROBABLY PROVIDED. SO WE LOOKED AT A STANDALONE SEPARATE POLICY THIS YEAR WHICH THE DISTRICT ACCEPTED WHICH WE INCORPORATED. IN THE PREVIOUS POLICY FROM GLATFELTER, THERE WAS A MILLION DOLLARS WORTH OF CYBER COVERAGE IN TOTAL FOR THE POLICY. THERE WAS $20,000 AVAILABLE IN THE POLICY FOR EXTORTION-TYPE OF CLAIMS AND THEN THERE WAS ABOUT $100,000 IN THE POLICY PAID TO THE DISTRICT TO RESPOND TO EITHER A CYBER LIABILITY CLAIM OR A DATA EXTORTION CLAIM. ALTHOUGH THE NEW POLICY HAS THE SAME LIMITS AS FAR AS THE CYBER LIABILITY GOES, THE DATA EXTORTION HAS BEEN INCREASED TO A MILLION DOLLARS IN THE NEW POLICY AND IT ALSO PROVIDES AN EXTENSIVE AMOUNT OF OTHER TYPES OF COVERAGES, MORE DEFINED AS FAR AS THE TYPE OF CLAIM THAT MAY BE PRESENTED, THE TYPE OF RESPONSE THAT MAY BE NEEDED FROM THE SCHOOL DISTRICT, DEPENDING ON THE TYPE OF CLAIM AND THE TYPE OF EVENT THAT HAPPENED. THE LIMITS ON THESE OTHER TYPES OF COVERAGES LIKE FOR EXAMPLE, MAYBE A PHISHING CLAIM, IN THE OLD POLICY, THE DEFINITIONS OF WHAT WAS COVERED AS FAR AS AN EVENT GOES, PHISHING TYPE OF A CLAIM WAS NOT COVERED. IN THE NEW POLICY THIS YEAR, THE AMOUNT OF COVERAGE AVAILABLE IN THE POLICY IS UP TO A MILLION DOLLARS FOR THAT TYPE OF A CLAIM. WHAT WE'RE SEEING IN THE MARKETPLACE AND IN THE INSURANCE SIDE IS JUST AN EVER-EVOLVING PLAY, THE MOST DYNAMIC THING WE LOOK AT RIGHT NOW OR SERVER AND DATA CLAIMS THAT ARE BEING PRESENTED OUT THERE. THE INSURANCE WORLD IS CONTINUALLY REACTING TO THOSE CLAIMS, LOOKING AT THE LANGUAGE IN THEIR POLICIES TO SEE WHERE THERE MIGHT BE GAPS IN COVERAGE DEPENDING ON THE TYPE OF CLAIM THAT'S BEING PRESENTED. THEN ALSO PAYING ATTENTION TO THE INDUSTRY AS FAR AS THE TYPES OF PAYOUTS THAT ARE BEING MADE IN THOSE TYPES OF CLAIMS AND MAKING SURE THAT THERE'S SUFFICIENT COVERAGE IN THE POLICY TO PAY THAT. JUST AS ONE EXAMPLE, THE NUMBERS CAN BE QUITE BROAD BUT I'LL CALL THIS A STANDARD DATA BREACH. THE ESTIMATES ARE COSTS RANGING FROM MAYBE $10 TO OVER $20 OR $30 FOR INDIVIDUAL DATA POINT THAT IT'S BEEN COMPROMISED IN A BREACH. IT'S A PRETTY BROAD RANGE, IT CAN GO EVEN HIGHER IF YOU'RE MAYBE A HEALTH CARE INSTITUTION. IT DEPENDS ON THE TYPE OF INFORMATION THAT'S BEEN BREACHED AND WHAT THE EXTORTION MIGHT BE AND THINGS LIKE THAT. BUT THE COSTS THAT ARE ASSOCIATED WITH THESE TYPES OF CLAIMS RIGHT NOW ARE REALLY SKYROCKETING. THE PREVALENCE OF THESE TYPES OF ACTIVITIES RELATED TO THESE TYPES OF CLAIMS ARE INCREASING PRETTY DRAMATICALLY. JUST YESTERDAY OVER THE WEEKEND, I THINK MARSHALL UNIVERSITY CLOSED THEIR DOORS FOR A PERIOD OF TIME BECAUSE OF A DATA EXTORTION CLAIM. IN THE GENERAL PUBLIC, WE GENERALLY DON'T SEE THESE CLAIMS NECESSARILY ON THE DAILY OR WEEKLY NEWS UNLESS THEY'RE A NATIONALLY PROMINENT INSTITUTION OR CORPORATION BUT WITHIN THE WORLD OF INSURANCE WE SEE THESE CLAIMS CONSTANTLY. [01:40:07] >> YOU'RE SAYING UNDER THE STANDARD-ALONE, WE HAVE A MILLION ON THE CYBER RANSOM, A MILLION ON THE EXTORTION BECAUSE THE NEXT QUESTION IS THAT OR NOT. >> IT'S A GOOD QUESTION. WE PRESENTED HIGHER LIMITS IN THERE IN PART OF THE QUOTES AND WE WENT WITH THIS PACKAGE HERE. IT'S REALLY A QUESTION I THINK THAT WOULD BE BETTER EVALUATED BY SITTING DOWN WITH YOUR CYBER COMPUTER EXPERT IN THE DISTRICT AND THE CARRIER ALSO HAS A RISK MITIGATION MANAGER THAT CAN SIT DOWN AND LOOK AT THE AMOUNT OF DATA, LOOK AT THE TYPE OF FIREWALLS, LOOK AT YOUR THIRD PARTY ACTIVITY WITH COMPANIES THAT ARE EITHER PROVIDING YOU WITH MAYBE DATA, BACKUP OR SOFTWARE, HOW THOSE COMPANIES THAT YOU'RE WORKING WITH ARE INTERACTING TOGETHER TO REALLY QUALIFY THE AMOUNT OF INSURANCE THAT MAY BE NEEDED IN THIS DAY AND AGE. >> [INAUDIBLE] DID YOU HAVE SOME QUESTIONS ON THAT? >> I DID HAVE A QUESTION ON PAGE 2 WHERE IT TALKS ABOUT CYBER AND PRIVACY LIABILITY INSURANCE POLICY THERE'S THE CATEGORY THAT SAYS, "PER CLAIM SUPPLEMENT OF LIABILITY INCLUDES CLAIM EXPENSES." DO CLAIM EXPENSES INCLUDE ATTORNEYS FEES SO IF YOU HAD A MILLION-DOLLAR COVERAGE AND YOU ADD $500,000 IN ATTORNEYS FEES, YOU'D ONLY HAVE $500,000 TO [OVERLAPPING] >> THAT IS CORRECT. USUALLY, THE DEFENSE COSTS ARE INCORPORATED WITHIN THE POLICY LIMITS THERE. >> OKAY. I THINK THAT'S ALL. >> YEAH. >> CHRISTY, DID YOU HAVE ANY SUGGESTIONS AS TO HOW WE MIGHT WANT TO PROCEED ON? >> WELL, I THINK THE SUGGESTION OF MR. MANLEY IS PROBABLY A GOOD ONE TO NOW HAVE OUR TECH PEOPLE TALK WITH AN INSURANCE AGENT ABOUT WHAT IS NEEDED. ARE THERE ANY EXEMPTIONS? FOR EXAMPLE, SOMETIMES INSURANCE COMPANIES MAKE IT REALLY HARD TO COLLECT ON SOME OF THESE COVERAGES. IF YOU CAN IMAGINE WITH THIS SECURITY STUFF, FOR EXAMPLE, IF SOMEBODY HAD ACCESS TO ALL THE CODES OR SOMETHING LIKE THAT. >> IT'S A GOOD QUESTION. IN THE INSURANCE WORLD, OBVIOUSLY, THE DEVIL IS IN THE DETAILS AS FAR AS THE WORDING AND THE DEFINITIONS. I CAN SAY THAT ONE OF THE REASONS WE WENT WITH THIS PARTICULAR CARRIER IS THEY DO HAVE FAIRLY BROAD DEFINITIONS AS IT RELATES TO, FOR EXAMPLE, PERSONAL INFORMATION. WHEN CYBER POLICIES FIRST CAME OUT AND DATA POLICIES FIRST CAME OUT, PERSONAL INFORMATION WAS CONSIDERED TO BE SOCIAL SECURITY NUMBERS OR MAYBE PRIVATE HEALTH INSURANCE INFORMATION. THE DEFINITIONS NOW WITHIN THESE POLICIES AND THE REASON WHY WE LIKE THE STAND-ALONE POLICIES AND THE VALUE OF THEM IS A LOT OF TIMES THOSE DEFINITIONS ARE A LOT BROADER TO MAYBE INCLUDE YOUR HOME ADDRESS OR WHATEVER THE INSTANCE MAY BE. WE LOOK FOR TWO THINGS AS WE READ THROUGH THE DEFINITIONS OF WHAT IS BEING INSURED AND THEN THE CRITICAL THING WE ALSO LOOK AT ARE THE EXCLUSIONS OR THE TIRE HITS THE RUBBER AND A CLAIM SOMETIMES. WE TRY TO FIND THE BROADEST DEFINITIONS WE CAN WITH THE FEWEST NUMBER OF EXCLUSIONS IN THE POLICY. >> OKAY. >> WELL, IF YOU COULD FOLLOW UP AND MAYBE WORK WITH THE TECH FOLKS AND HAVE A CONVERSATION WITH A VIEW OF DOING THINGS TOGETHER, THAT WOULD BE GREAT. >> IT WOULD BE A FRUITFUL TIME TO SPEND TO GO THROUGH THAT. [OVERLAPPING] THEY HAVE A REALLY STRONG RISK CONTROL PROGRAM AND TO BRING IN THERE PEOPLE THAT UNDERSTAND THE TECHNOLOGY BETTER, THEN THEY ACTUALLY WILL EVALUATE YOUR TECHNOLOGY AND PROVIDE CONSTRUCTIVE FEEDBACK. >> YEAH. >> HOWEVER, THAT'S SOMETHING YOU CAN WORK ON. >> ABSOLUTELY [INAUDIBLE] . OUR FOLKS FROM KATEWELL, TO WORK WITH US ON THIS. >> IT'S SUGGESTED. I DON'T KNOW WHAT ALL WE DO WITH THE SCHOOL DISTRICT. I KNOW AT COUNTY WHAT WE'VE DONE. EVERY EMPLOYEE IS REQUIRED, IT'S A 20-MINUTE INTERACTIVE. YOU HAVE TO ANSWER QUESTIONS AS YOU WATCH THE VIDEO AND MAKE SURE YOU'RE ACTUALLY WATCHING THE VIDEO. THEN IT, AFTER YOU'VE TAKEN IT FOR 30 DAYS AFTER THAT, THEY INCREMENTALLY SEND YOU PHISHING EMAILS TO SEE IF YOU ACTUALLY OPEN IT, AND IF YOU DO, THEN THEY CALL YOU AND THEY GO, WHAT THE HELL ARE YOU DOING? [LAUGHTER] THEY ACTUALLY TEST YOU WITH THIS PHISHING EMAILS TO SEE IF YOU REALLY DO OPEN THEM OR NOT. [01:45:04] >> IT'S A GREAT SUGGESTION. WE AT OUR CORPORATION DO EXACTLY THE SAME THING. ONE THING IS, I SAID EARLIER, THESE THINGS ARE ALWAYS CHANGING WHAT TO LOOK FOR. IMPORTANTLY, AS WELL AS JUST THAT LITTLE BIT OF A REFRESHER TO REMEMBER WHEN YOU SEE SOMETHING SUSPICIOUS OR SOMETHING THAT DOESN'T MAYBE MATCH UP. IT MAY BE AS SIMPLE AS THE SPELLING OF SCARLET WHERE THEY'LL PUT ONE T ON THE END OF YOUR NAME INSTEAD OF THE TWO T'S ON THE END THAT YOUR NAME. >> MOST PHISHING EMAILS DO COME FROM THOSE [INAUDIBLE] >> EXACTLY. YEAH. [OVERLAPPING]. >> THOSE SORTS OF ACTIVITIES [OVERLAPPING]. [LAUGHTER] BUT THAT TYPE OF A PROCESS WOULD SERVE THE DISTRICT WELL IN MITIGATING THE EXPOSURE OF THEIR [OVERLAPPING]. >> THE OTHER THING THAT I WANT TO TALK WITH STEVE, REAL QUICKLY, AND THEY PAID OR SARAH COULD EXPLAIN IT BETTER THAN I CAN, BUT I'LL GIVE IT A WORLD. UNDER THE GOVERNMENTAL CLAIMS ACT, THE MOST THAT THE GOVERNMENTAL ENTITY CAN GET SUED IS 250,500 IN AGGREGATE. BUT THE LAW SAYS, HOWEVER, THE POLITICAL SUBDIVISION GOES OUT AND GETS INSURANCE THAT IS HIGHER THAN THE STATUTORY LIMITS, THEN THAT'S THE LIMIT. IF YOU GO OUT AND YOU BUY INSURANCE AT A MILLION SUDDENLY, THEN YOUR LIMIT IS A MILLION. A LOT OF ENTITIES, CITIES AND COUNTIES ACROSS THE STATE AND SOUTHERN SCHOOL DISTRICTS, STAY OF THE 250, AND THAT'S THEIR LIMIT, 250 IS THEIR LIMIT AND SO WE ASSUME THEY PAY OUT POTENTIALLY THAT THE IMS 250 AND THEN THEY'RE DONE. THEY GO, THE LAW SAYS, ALL I HAVE TO PAY IS 250 AND THAT'S WHAT THE STATE OF WYOMING DOES, AND WITH THEIRS TOO. THE ARGUMENT ON THE OTHER SIDE HAS BEEN THAT SCHOOL DISTRICTS SHOULD POTENTIALLY GO BUY MORE INSURANCE. THE ARM STATUTORY LIMITS MOSTLY TAKEN INCIDENT WHERE YOU HAVE MULTIPLE PEOPLE INJURED. A 250 PER PERSON AND SO YOU GET TO YOUR 500 AGGREGATE PER PERSON, WHATEVER THAT AMOUNT IS, 500 TO YOUR AGGREGATE. YOU HAVE A LOT OF INJURIES, YOU CAN GET YOUR 500 REAL QUICK AND THEN YOU'LL HAVE ENOUGH TO PAY OFF, THAT'S THE OTHER DOWNSIDE. I GUESS THE QUESTION THAT WE WERE JUST EXPLORING WAS, SHOULD WE CONSIDER BRINGING DOWN OUR LIMITS MORE IN LINE WITH THE STATUTORY LIMITS CLOSER TO 250, SO THAT WHEN WE DO GET SUED, THE PLAINTIFFS CLEARLY KNOWS WELL THE MOST THEY CAN PAY OUT BY LAW IS 250. YOUR THOUGHTS ON THAT? >> I'M NOT AN ATTORNEY. I WILL DIFFER IN SOME WAY, SHAPE, OR FORM IF I MAY SPEAK WITH SARAH HERE AS FAR AS IF I MAY SPEAK OR MISUNDERSTAND. YOU ARE CORRECT TO SOME DEGREE WHERE THERE IS A QUALIFIED IMMUNITY FOR PUBLIC INSTITUTIONS FOR I WOULD SAY YOUR STANDARD SLIP AND FALL CLAIM. SOMEBODY WALKS OUTSIDE AND SLIPS ON THE ICE AND FALLS, AND THERE IS A QUALIFIED IMMUNITY OUT THERE FOR THAT. IN FACT, LAST FILTER HAS AN ENDORSEMENT THAT WE COULD PUT IN THE POLICY FOR THAT STANDARD PHYSICAL INJURY OR PERSONAL INJURY TYPE OF A CLAIM. NOW, WHAT YOU'RE REFERRING TO IS IN OUR WORLD I CALL QUALIFIED IMMUNITY, AND I THINK THAT'S WHAT YOU'RE REFERRING TO AS WELL. THE INTENT OF THAT IMMUNITY IS TO PROTECT PUBLIC INSTITUTIONS OR PEOPLE SERVING PUBLIC INSTITUTIONS FROM CLAIMS ASSOCIATED WITH THE WORK THEY DO IN THE PROFESSION THAT THEY'RE DOING. THAT WAS THE INTENT OF THAT QUALIFIED IMMUNITY STATUTES BEING OUT THERE IN THIS DAY. THE ISSUE THAT WE HAVE IN THE INSURANCE WORLD, IS THAT WE SEE MORE AND MORE ON THE LEGAL SIDE WHEN CLAIMS ARE BEING PRESENTED SPECIFICALLY TO SCHOOL DISTRICTS. THAT WHEN THEY'RE BEING EDUCATED IN COURTS, JUDGES IN THE COURTS ARE LEANING MORE AND MORE AWAY FROM JUST GIVING PEOPLE THAT IMMUNITY. THERE'S A LOT OF CASE EXAMPLE OUT THERE AROUND THE COUNTRY, MAYBE RELATED TO IEP TYPE OF A CLAIM. WE'RE SEEING CLAIMS ASSOCIATED WITH MAYBE SEXUAL ABUSE TYPES OF CLAIMS, STUDENTS, SUICIDE CLAIMS. ALL THESE MASS SHOOTINGS THAT WE'VE HAD AROUND THE COUNTRY AND THE CLAIM. [01:50:04] >> THAT'S A GOOD POINT THAT MOST OF THOSE ARE FILED IN FEDERAL WHERE THE STATE LAW WOULD NOT APPLY SO YOU'RE CORRECT, YEAH. I GUESS I WAS BACK AND OUT MORE, WHAT YOU'RE REFERRING TO AS THE SLIP AND FALL. IF THERE WAS A PROVISION WHERE WE COULD ANSWER THAT IF IT'S A STATE CLAIM, SOMETHING THAT WOULD BE THERE, THAT WE FEEL THAT [OVERLAPPING]. >> THERE IS. I THINK TWO OR THREE YEARS AGO I OFFERED THAT ENDORSEMENT UP IN PART OF THE RENEWAL PROCESS. BASICALLY WHAT THAT FILTER DOES, THE INSURANCE COMPANY DOES WHEN THEY HAVE THAT ENDORSEMENT IN THE POLICY AND YOU'RE PRESENTED WITH THAT SLIP AND FALL CLAIM. THEY FALL BACK AND SAY, NO, I'M SORRY WE'RE GOING UNDER THE QUALIFIED IMMUNITY GUIDELINES WITHIN THE STATE OF WYOMING. THE DISTRICT ITSELF IS PROVIDED ZERO COVERAGE, I SHOULD SAY FOR THAT A CLAIM. THEN IT DOES NEED TO GO THROUGH AND BE ADJUDICATED IN [INAUDIBLE] FILTER WILL STAND BACK. THEY'LL DEFEND YOU UP TO THE PER THE QUALIFIED IMMUNITY GUIDELINES, AND THEN IF SOMEBODY REACHES THAT, THEN THERE IS NO COVERAGE IN THE POLICY FOR THAT TYPE OF A CLAIM. THE ENDORSEMENT DOESN'T APPLY TO OTHER CLAIMS MAYBE RELATED LIKE I MENTIONED EARLIER, TO AN IEP TYPE OF A CLAIM OR ANOTHER FORM OF PROFESSIONAL LIABILITY CLAIM. THERE'S AN EXAMPLE IN PRECEDENT IN THE LAST TWO YEARS WHERE A TEACHER OR A SCHOOL RESOURCE OFFICER PHYSICALLY REMOVED A STUDENT FROM THE CLASSROOM. THE DEFENSE WAS MADE FOR THE QUALIFIED IMMUNITY. THE COURTS RULED THAT THE OFFICER WASN'T WRONG IN HIS REMOVAL OF THE STUDENT BUT THE EXCESSIVE FORCE THAT HE USED IN THE REMOVAL OF THAT STUDENT. HE HELD HIM IN A ROOM AND ILLEGALLY, A KIDNAPPING SITUATION. THE COURTS RULED THAT QUALIFIED IMMUNITY DIDN'T APPLY. THAT THEIR ACTIONS EXCEEDED THE IMPLIED INTENT OF THE QUALIFIED IMMUNITY STANDARDS. >> SARAH, DID YOU HAVE ANYTHING YOU WANT TO ADD TO THIS CONVERSATION? >> NO, I THINK THEY BOTH COVERED IT VERY WELL AND SUMMARIZED WELL. I KNOW WE DID LOOK INTO THE POLICY [INAUDIBLE] JUST BECAUSE YOUR LIMITS WENT DOWN. >> YEAH. >> IT WASN'T GOING TO COST [INAUDIBLE] >> IT WASN'T. >> YEAH WHEN PUBLIC COST-SAVINGS IS ON THE INSURANCE. I STILL WANT TO PAY OUT. [BACKGROUND] I DON'T WANT TO PAY OFF BIG A MOUNTS. IF YOUR SAVE WAS GREAT. THEY'RE 250 BUT I'M NOT PAYING YET THE BIG NUMBERS. >> THEN THE CLASS SAVINGS WASN'T VERY MUCH BECAUSE THE AMOUNT OF COVERAGE FOR THAT TYPE OF CLAIM, I THINK IT'S $10,000 IN THE POLICY AND THEN A ANY CLAIM ABOVE THAT, THEN THEY HAVE TO COME IN AND THE INSURANCE COMPANY DOES HAS THAT MONEY IN THEIR POCKET AND THEY HAVE A SLIP AND FALL CLAIM AND THEY JUST WANT IT. THEY'LL PAY THAT MONEY OUT WITH VERY FEW QUESTIONS THEY'RE ASKING, GO GET AN X-RAY, HAVE A MEDICAL EXAM TAKEN AND MAKE SURE THAT YOU'RE ACTUALLY HAVE BEEN INJURED AND WILL PAY OUT THAT CLAIM WITHOUT A LOT OF THE LEGAL COSTS ASSOCIATED WITH IT. BECAUSE THOSE PAYOUT AMOUNTS ARE GENERALLY FAIRLY LOW, COST SAVINGS ASSOCIATED WITH HAVING THAT ENDORSEMENT IN THE POLICY IS VERY INCIDENTAL AND THE OVERALL PREMIUM. THEN I DON'T WANT TO OVER SPEECH, BUT MY RECOLLECTION THAT PERIOD OF TIME WAS THAT, WELL, YOU'RE A COMMUNITY MEMBER AND PEOPLE SLIP AND FALL IN THE PARKING LOT AND DO SUSTAIN AN INJURY AND YOU'RE STEPPING IN AS A COMMUNITY MEMBER TO HELP THEM IN THAT SITUATION. THAT WAS MY RECOLLECTION OF THE DECISION-MAKING PROCESS AT THAT TIME. >> I'M WITH YOU, CHAIR. WE TALK ABOUT SLIP AND FALL AS A LAWYER WE DON'T TAKE ONE ANOTHER' PACES DERISIVELY. YOU KNOW THAT THERE ARE SITUATIONS WHERE IT'S A PERSON WHO'S INVOLVE IS GLAD. I MEAN IS $250,000 ENOUGH TO PAY SOMEBODY WHO'S AGGRESSIVELY INJURED, OR SOMEBODY WHO LOSES THEIR LIFE. SOME PEOPLE WILL SAY, $250,000 CAN'T BRING ANYBODY EVER BACK. WHAT DOES IT MATTER WITH PAYOUT? IT MATTERS IN PEOPLE AND CHILDREN, PEOPLE HAVE LIVES. WHILE I'M A DEFENSE LAWYER FOR THE MOST PART, [LAUGHTER] I REALLY I'M OPPOSED TO THIS MOMENT OF TIME ON LIABILITY. [01:55:02] IF SOMETHING HAPPENED ON THE SCHOOL DISTRICTS AND WATCH, THAT CAUSES JOAN REALLY SERIOUS INJURY. I'M THAT GUY THE FARMERS INSURANCE WE'VE SEEN AT ALL. I'M SEEING A LOT JUST WHEN YOU THINK EVERYBODY AS SAVE SOMETHING [INAUDIBLE] HAPPEN, YOU REALLY WANT TO HAVE GOOD COVERAGE, I THINK. >> IF I CAN ADD TO THAT, JUST BECAUSE YOU MAY HAVE A LIMIT STATUARY ALLELE AND FALL BACK ON THIS STATUARY LIMIT OF 250,000 FOR OCCURRENCE AND $500,000 LIMIT DOESN'T EXCLUDE AN ATTORNEY FROM EXCEEDING THAT AMOUNT THROUGH EITHER THE CLAIM AS PRESENTED FOR DAMAGES AND ALSO THE DEFENSE COSTS ASSOCIATED WITH THE DISTRICT FOR DEFENDING THAT TYPE OF A CLAIM. THERE'S NOTHING THAT YOU CAN HANG YOUR HAT AND SAY, WELL, WE ONLY HAVE $250,000, SORRY, THAT'S ALL YOU'RE GOING TO GET. IT'S NOT PREVENTING ANYBODY FROM GOING AFTER YEARS FOR MULTIPLE TIMES ABOVE THAT FOR DAMAGES AND IN INJURIES. THEN THE THING YOU HAVE TO REMEMBER IN THE POLICY AS WELL IS NOT ONLY THEY'RE PAYING THE CLAIM, THEY'RE ALSO PAYING FOR THE DEFENSE COSTS TO DEFEND THAT SORT OF A COIN. [BACKGROUND] >> BUT HEY, BRYAN, APPRECIATE YOU FOR ANSWERING OUR QUESTION SO WELL. THESE ARE TWO ISSUES THAT HAD BEEN BOUNCING AROUND FOR OVER A YEAR NOW ONLY WE KEEP BRINGING THEM UP AT MEETINGS. I SAID, WELL, LET'S JUST HAVE STEVE COME IN AND ASK THESE TWO FROM THE BENCH. IT SOUNDS WE'RE GOING TO FOLLOW UP A LITTLE BIT ON THAT FIBER RANSOM AND OUR LIMIT'S DOWN LIKE THEY'RE FINE AT THE GENERAL LIMITS. I APPRECIATE YOU TAKING THE TIME TO COME DOWN AND SET US STRAIGHT. >> MY PLEASURE. THANK YOU FOR HAVING ME. >> OKAY. >> THANK YOU. >> THE NEXT THING ON OUR AGENDA IS, FROM OUR LAST SPECIAL MEETING WAS TO TAKE A LOOK AT THE VACCINATION PART. WE DISCUSSED THAT AS GOVERNANCE BECAUSE WE HAVEN'T REALLY GOTTEN TO VACCINATIONS FOR CHILDREN YET. THEN 50 CARLIN SENT AN EMAIL, I THINK EVERYBODY GOT A COPY OF IT SAYING IT WAS 12, BROUGHT THIS UP THAT SHE WAS BUYING, WAITING UNTIL OCTOBER TO DISCUSS THAT FURTHER, SO THAT PROBABLY AT LEAST WE DON'T NEED THROUGH, WAS ANYTHING ELSE IN THE SMART START PLAN THAT WE NEEDED TO REVIEW TONIGHT? SUPERINTENDENT TRAVELING? >> THANK YOU, CHAIR FOR BEING AGREEING. I VALUED AGAINST AN INPUT FROM FROSTY ZONE AND SO ON PAGE 4 I ADDED THE WORD LICENSED HEALTHCARE PROFESSIONAL IN TERMS OF A MEDICAL EXEMPTION, DID THE SAME ON PAGE 7, ADD THE WORD LICENSED HEALTHCARE PROFESSIONAL, THAT COULD PROVIDE YOU WITH A EXEMPTION FOR FACE MASK. THEN ON PAGE 6 AND YOU GOT VACCINATIONS, WE JUST SAID WE ENCOURAGE VACCINATION, SO WE'VE LEFT THAT IN THERE. WE DELETE THE SENTENCE ABOUT STUDENTS WHO ARE UNDER 12, BEING VACCINATED, CHANGE THE TITLE OF FACE COVERINGS IN MASK TO THE NEXT ONE THAT WAS PROBABLY IMPROPER IT WILL BE TITLE IS PPE SO THAT TITLE DEFINITELY MAKE MORE SENSE. THEN WE ADDED THE SENTENCE, IF TETON COUNTY IS IN YELLOW OR GREEN, UNIVERSAL MASK SPRING IS RECOMMENDED IN NUMEROUS ANY CREDIT AT MORE SETTINGS FOR ALL INDIVIDUALS WHO ARE NOT FULLY VACCINATED. THAT COVERS FOR THE UNDER 12 WHO AREN'T YET OR MAYBE EVENTUALLY VACCINATED. THEN TRUSTEE TESTY, HAD ASKED FOR A CHART. CHART IS INSERTED ON PAGE 6. THEN CLARIFICATION ON PAGE 7 THAT STUDENTS WILL HAVE DIRECTLY SNACKS IN LUNCH SPATIALLY SEPARATE, MEANING WHERE POSSIBLE, ACKNOWLEDGING THAT IT MAY NOT BE POSSIBLE EVERYWHERE. THOSE ARE THE ADDED AND SUGGESTIONS THAT HAVE BEEN MADE TO DATE. WE REALLY AGREED ON THIS DYNAMIC DOCUMENT. I BELIEVE YOU PROBABLY WILL BE EDITING IT AND TWEAKING IT AND MAKING IT INTO THE ARGUMENT THAT IT IS FOR US. >> DID ANYONE HAVE ANY EXPERIENCE WITH ANY OF THAT FEDERALS? DO YOU NEED A VOTE FOR US TO APPROVAL OF IT? >> THAT WOULD BE GREAT. SINCE YOU VOTED OUT LAST TIME, THAT YOU SAYS IT WOULD BE HELPFUL THEN WE'LL POST THIS AS OUR RAVA'S STATEMENT. >> THE LICENSE WE DID IN THE ONE SECTION, JUST THE ZONAL JUST FOUND THOSE AND OTHER LOCATIONS. I DIDN'T FOLLOW THAT UP FOR THAT APPROVAL. >> SORRY. >> TRUSTEE TASTY, GOT THE CHART SHE WANTED TEST. [02:00:02] TRUSTEE TASTY DOES THAT LOOK GOOD TO YOU? >> [OVERLAPPING] I'M TRYING TO LOCATE IT ON MY PHONE, ALL I HAVE IS MY IPAD AND MY PHONE. FROM WHAT I CAN SEE OVER IT ON MY PHONE, IT LOOKS FINE. THANK YOU. >> OKAY. TRUSTEE ZUNG, DID YOU HAVE ANY CONCERNS OR QUESTIONS? >> NO. I THINK IT LOOKS GOOD AND I LIKE THE ADDITION OF THE CHART. >> I WOULD ENTERTAIN A MOTION TO APPROVE THE SMART START PLAN WITH THE EDITS AS DESCRIBED BY THE SUPERINTENDENT. >> SO MOVED. >> SECOND. >> IT'S BEEN MOVED AND SECONDED TO APPROVE THE SMART START PLAN WITH THE EDITS AS REVIEWED BY THE SUPERINTENDENT; IS THERE IS ANY DISCUSSION? SEEING NONE. ALL IN FAVOR SAY AYE. >> AYE. >> OPPOSE. >> AYE. >> WE'RE GOING TO COUNT THAT AS NEITHER, TRUSTEE ZUNG. [LAUGHTER] IT LOOKED DELAY. >> YOU DID NOT HEAR ME. [LAUGHTER] [E. Action Items] >> YEAH. [LAUGHTER] WE ARE DONE WITH REPORTS AND WE ARE UP TO ACTION ITEMS. THE ACTION ITEM TONIGHT IS CONSIDERATION OF A CHANGE ORDER TO EXTEND THE JACKSONVILLE MIDDLE SCHOOL INTERIOR DEMOLITION START DATE. DEANNA, DO YOU WANT TO EXPLAIN ALL THAT TO US, THAT WILL BE GREAT. >> YES. GOOD EVENING, MR. CHAIR, TRUSTEES. DEANNA [INAUDIBLE], FACILITIES DIRECTOR. BEFORE I DIVE INTO INTRODUCING THIS ITEM, I WANTED TO JUST TAKE A MOMENT AND INTRODUCE JOSEPH BOLTON FROM FLORENCE GRIN. HE IS THE OWNER'S REP ON THE MIDDLE SCHOOL PROJECTS, AND HE IS HERE TONIGHT. HE WILL BE AT THESE MEETINGS MOVING FORWARD. I JUST WANTED TO GIVE AN INTRODUCTION. IF YOU MEAN ANY QUESTIONS FOR HIM IN FUTURE MEETINGS, PLEASE LET US KNOW. >> IT'S GOOD JUST TO UNDERSTAND, SO IN OCTOBER YOU GO THROUGH WHAT'S BEEN GOING ON AT THE MIDDLE SCHOOL, LIKE WHAT WE GOT FROM DR WITH THE [OVERLAPPING]. >> THAT IS ONE OF THE QUESTIONS THAT WE HAD FOR YOU AND BEING AS THIS IS A BIT SMALLER THAN THE FIRE STATION, WE WANTED TO ASK FOR IT. THAT PRESENTATION IS STILL WHAT WANTED FOR THIS OR IF THE WRITTEN REPORT THAT SHOULD HAVE BEEN ATTACHED TO YOUR AGENDA. >> I DON'T KNOW IF WE GET IT EVERY MONTH. BUT WHAT I'D REALLY APPRECIATE MAYBE NEXT MONTH AT OUR OCTOBER MEETING SINCE A LOT OF IT'S DONE, IF YOU COULD GO THROUGH WHAT'S BEING COMPLETED. IF WE COME IN ON BUDGET, WHAT ARGUMENTS DID YOU HAVE TO SOLVE AGAINST THE CONTRACTOR? [LAUGHTER] WHAT TO LOOK FORWARD TO WITH THESE BUILDINGS, OR EVEN LATER IN THE YEAR, OR THESE ROOMS AS THEY GET BUILT LATER IN THE YEAR? MAYBE WE DON'T NEED TO IN NOVEMBER, BUT NICE TO HAVE A LOOK. MAYBE WE'LL PUT ASIDE MAYBE FIVE MINUTES FOR YOU IN OCTOBER SO YOU CAN JUST WALK US THROUGH THE WHOLE OF THE MIDDLE SCHOOL PROJECT. >> YES. IF YOU GUYS HAVE [OVERLAPPING]. >> THAT'D BE GREAT IF YOU HAD TIME, JOB. >> YEAH, ABSOLUTELY. >> GREAT. >> IS THAT, OKAY, REST OF THE BOARD IF YOU CAME BACK IN OCTOBER AND [OVERLAPPING] THEY GAVE US AN UPDATE IN THE MIDDLE SCHOOL? >> DEANNA, GO AHEAD AND TELL US ABOUT THIS CHANGE ORDER. >> ALL RIGHT. WELL, MR. CHAIR, TRUSTEES, AS YOU KNOW DUE TO SUPPLYING CHAIN DISRUPTION ISSUES, THE SUBSTANTIAL COMPLETION DATE FOR THE MIDDLE SCHOOL PROJECT WAS PUSHED TO JUNE OF 2022. THIS HAS CAUSED OR CREATED SOME LOGISTICAL ISSUES FOR A PORTION OF THE PROJECT, WHICH IS THE EXPANSION OF THE COMMENTS, WE'RE TAKING THE TWO EXISTING ROOMS THAT ARE ON THE NORTH SIDE OF THE COMMENTS AND WE'RE MOVING THOSE TO ADD TO THE ADDITION. WITH THOSE LOGISTICS IN MIND, WE'VE WORKED WITH THE PROJECT TEAM AND THE SCHOOL ADMINISTRATORS TO COME UP WITH A PLAN ON HOW WE'RE GOING TO PULL THIS OFF. THE CONCLUSION WAS THAT IT WOULD BE VERY DISRUPTIVE TO THE STUDENTS, AND STAFF, AND THE FLOW OF THE SCHOOL. THE PROJECT TEAM ASKED THE CONTRACTOR TO COME UP WITH A COST FOR BASICALLY MOVING THAT PORTION, THAT DEMOLITION AND RECONSTRUCTION OF THOSE CLASSROOMS AND THE COMMENTS UNTIL AFTER SCHOOL IS OUT IN JUNE. THAT IS WHAT I'M PRESENTED TONIGHT, AND I STAND FOR ANY QUESTIONS. >> THE TWO THAT WILL GET BUILT STILL GET BUILT THIS WINTER. [OVERLAPPING] THEY ARE OUTSIDE THE BUILDING WHERE I SAW THE HOLES OUT THERE. >> CORRECT. >> YOU'RE TALKING ABOUT THE TWO THAT CURRENTLY EXIST ALREADY IN THE BUILDING AND YOU NEED TO DEMOLISH, AND YOU JUST DON'T WANT ALL THAT NOISE OF DEMOLISHING AND STUFF WHILE KIDS ARE IN SCHOOL. [02:05:04] >> THAT IS ALL [OVERLAPPING], MR. CHAIR. I WAS THINKING [INAUDIBLE] BECAUSE WE DID ATTACH A DRAWING OF THE GROUP NOT BE, TO DEMONSTRATE THE IMPACT OF THIS. AS YOU CAN SEE [OVERLAPPING]. >> MAY BE ORIENT US. WHERE IS THE CAFETERIA? >> HERE IS THE CAFETERIA RIGHT HERE, AND THESE TWO CLASSROOMS ARE WHAT ARE GOING TO BE DEMOLISHED AND THEN MOVED TO BE ADMISSION. AS WE SEE, ALL OF THESE OFFICES, THIS MAIN CORRIDOR AND ACCESS TO THE ORCHESTRA ACTUALLY WOULD BE EXTRACTED, AND NOT COMPLETELY IMPOSSIBLE WHILE THEY'RE DOING THIS WORK. IT'S VERY CHALLENGING [OVERLAPPING]. >> DO YOU HAVE A QUESTION TO ASK, TRUSTEE? >> YEAH, MR. CHAIR. DEANNA, I'M TRYING TO FIGURE OUT, WE'RE GOING TO STOP WORK ON THIS PART AND WE'RE GOING TO RESTART IT AFTER SCHOOL IS OUT, RIGHT? >> THAT'S CORRECT. >> WHY IS THE COST ALMOST $36,000 TO STOP AND RESTART? >> MR. CHAIR AND TRUSTEE, THAT COST IS BASICALLY THE GENERAL CONDITIONS COST OF EXTENDING THE CONTRACT DAYS. THE ADDITION PORTION OF THE PROJECT WILL BE MOBILIZED IN JANUARY. THEY'LL BE FINISHED WITH THAT WORK WHEN WE START THIS DEMOLITION AND RECONSTRUCTION OF THIS AREA. IT'S AN EXTENSION OF THEIR CONTRACT AND THEY'RE ASKING TO COVER THE COST OF THE GENERAL CONDITIONS INCLUDING INSURANCE, THEIR MANPOWER, THAT TYPE OF THING. >> WHY ARE WE LATE? >> WE ARE LATE BECAUSE OF SUPPLY CHAIN SPECIFICALLY STEEL JOISTS AND STEEL DECKING, THEY COULD NOT GET THAT MATERIAL FOR THE PROJECT AND SO THE ENTIRE PROJECT WAS PUSHED. THIS SCOPE IS RELATED TO THE ADDITION OF THOSE FOUR CLASSROOMS. NOW I WILL ADD, WE DID CONSIDER DEMOLISHING THOSE CLASSROOMS OVER THIS PAST SUMMER, BUT THAT PUT PRINCIPAL HOELSCHER IN THE MIDDLE SCHOOL AND EVEN IN MORE OF A BIND BECAUSE IT MEANT TWO LEFT CLASSROOMS FOR AN ENTIRE YEAR. THAT ALSO PLAYED INTO REVIEWING THESE LOGISTICS AND FINDING THE BEST CASE FOR MOVING FORWARD. >> I DON'T BUY. [OVERLAPPING] >> THIS DOESN'T SMELL RIGHT TO ME. >> DAN QUESTION, WHY ARE WE DEMOLISHING THOSE CLASSROOMS, WHAT GOES THERE AFTER THEY GET THEM ALL. >> THAT IS GOING TO BE THE COMMENTS EXPANSION TO THE LUNCH ROOM. >> BUT SELECT. >> THE MIDDLE SCHOOL. ITS UNDERSIDE, YES. >> HE HAS GOT IT. >> IT HAS BEEN A WHILE SINCE I LOOKED AT THE CATHOLIC, WHAT WAS THAT A CONTINGENCY THAT WAS BUILT TO IN PUT PERCENTAGE. >> WE DID NOT CARRY AN OWNER'S CONTINGENCY ON THIS PROJECT. THERE IS A STATE FUNDING CONTINGENCY FOR THIS PROJECT, BUT THAT THIS CHANGE ORDER IS NOT ELIGIBLE, I'M NOT ABLE TO GET APPROVAL TO USE THAT CONTINGENCY FOR THIS CHANGE ORDER WHICH IS WHY I'M HERE TONIGHT. >> THE REASON FOR YOUR CHANGE ORDER IT'S BECAUSE THEY WOULD HAVE JUST DEMOLISH THAT IN JANUARY WHEN THEY WERE BUILDING THE NEW ONES. THEY WOULD HAVE BEEN DONE ALONG TIME WITHIN THIS CONTRACT. WE'RE ASKING THEM, HEY, WE DEFINITELY CAN DISRUPT TOO MUCH. PLEASE HOLD OFF. WE'RE THE ONES TELLING THEM THE WHOLE LOT DEMOLISHING. THAT'S WHY YOU HAVE TO PAY AN EXTRA BECAUSE I GOT TO HANG AROUND FOR ALL THESE EXTRA DAYS IN. >> EXCEPT, THE SUPPLY CHAIN. >> YEAH. >> THEY HAVE THIS APPLIED. [OVERLAPPING] >> FROM OBLIGATION WAS IN SUPPLY CHAIN IN SHADOW BECAUSE IT'S THE CONTRACTORS, CONTRACTUAL OBLIGATION TO PROVIDE THESE MIDDLE JOIST AND TO PROCURE THEM AND IF THEY WERE UNABLE TO DO IT, IS THAT WHY WE PUSH THIS WHOLE THING BACK? IT SEEMS LIKE THERE'S A WORKFLOW THAT COULD BE WORKED OUT HERE. >> WAS TO MR. CHAIR AND TRUSTEE. THERE WAS. BUT IF YOU RECALL, RIGHT BEFORE BIDS, WHERE DO ON THIS PROJECT, THERE WAS A BIG RISK. WE GOT FEEDBACK THAT WE WEREN'T GOING TO RECEIVE ANY BIDS BECAUSE OF THE SUPPLY CHAIN. SO WE ACCEPTED WE DECIDED TO GO AHEAD AND MOVE FORWARD WITH PROJECTS AND ACCEPTED THE NEW SUBSTANTIAL COMPLETION. >> ALL RIGHT. THANK YOU MEKE. >> YOU ARE WELCOME. [02:10:01] >> ANY OTHER QUESTIONS FOR DINA? >> [OVERLAPPING] I'D MOVE THAT WE APPROVE THE CONTINGENCY PLANS, THE DOLLAR AMOUNT NOT TO EXCEED [INAUDIBLE]. >> START OF OUR MOVE TO APPROVE A CHANGE ORDER FOR THE DECIMAL MIDDLE SCHOOL. ARE THOSE CHILDREN RENOVATION PROJECT TO HAVE STEADILY INTERIOR DEMOLITION SCALE THAT WE WOULD AUGUST 1ST, 2022, AND AMOUNT NOT TO EXCEED $25,818 AS SEASON ENTITY. >> BEFORE WE VOTE ON THAT, I FORGOT PUBLIC COMMENT. WAS THERE ANY PUBLIC COMMENT ON THAT PARTICULAR ISSUE TONIGHT? SEEING NONE, IS THERE ANY DISCUSSION ON THIS ISSUE TONIGHT. SEEING NONE ALL THOSE IN FAVOR SAY AYE. >> AYE. >> ALL THOSE WHO OPPOSED SAY NO. >> NO. >> IT PASSES WITH ONE TRUSTEE, MEADE. >> I VOTED NO. >> YES. [INAUDIBLE] ATESTING TO, TWO NO'S? ALL RIGHT. WE WILL MOVE ON. CONSIDERATION OF THE MARKET RATE PRESSURE ADJUSTMENT FOR RECRUITMENT AND RETENTION OF AIDS PAIR OF PROFESSIONALS, EARLY EDUCATION PROFESSIONALS, BOOTS OR IT PROFESSIONAL MAINTENANCE TECHNICIANS AND CUSTODIANS. >> THANK YOU, CHAIR HENDRY. WE CONDUCTED A MARKET ANALYSIS OR LOCAL STARTING WAGES AND AS YOU CAN KNOW, TRUSTEES, WE HAVE HAD DIFFICULTY FILLING SOME POSITIONS THAT ARE CRITICAL TO OUR SUCCESSFUL OPERATION. [INAUDIBLE] PARTY READ WHOSE POSITIONS. SO WE ARE REQUESTING APPROVAL TO INCREASE THE NUMBER OF STEPS FOR THESE EMPLOYEES SO THAT WE CAN RECRUIT AND RETAIN THESE VALUABLE EMPLOYEES TO OUR SCHOOL DISTRICT AND THE COSTS MIGHT NOT EXCEED $250000. >> WHAT WOULD THIS TRANSLATE. COULD YOU TRANSLATE THAT, WHAT WOULD EACH OF THESE PEOPLE DIFFERENT PHYSICIANS RECEIVE, POTENTIALLY? >> IT WOULD BE A STEP INCREASE THAT WOULD ACCOUNT FOR APPROXIMATELY $2 OR MORE PER HOUR. >> PROMOTE, PEOPLE YOU'RE HIRING AND PEOPLE THAT ARE CURRENTLY HOLD THE POSITION. >> CORRECT. >> THIS WOULD HELP YOU IN RETAINING EMPLOYEES AND ALSO HELP YOU TO HIRE NEW? >> YES, THAT IS ACURRATE. >> WE HOPE. >> THE POSITIONS THAT AREN'T LISTED HERE, MY UNDERSTANDING, MANY OF THOSE RECEIVED INCREASES LASTLY,. >> CORRECT. >> SO HOPEFULLY WE HAVEN'T LEFT ANYBODY ELSE? >> THAT IS OUR HOPE. WE DID DO THAT AND MARKET ANALYSIS AND WE FELT LIKE THE OTHER POSITIONS THAT ARE NOT LISTED ARE COMPARABLE AND WE'RE NOT HAVING ISSUES WITH RECRUITMENT AND RETAINMENT AND THOSE POSITIONS. IT WAS JUST REALLY THIS SMALL GROUP OF INDIVIDUALS THAT ARE ALSO SOME OF HER LOWER WAGE EARNERS. >> ANY QUESTIONS FOR THE SUPERINTENDENT ON THIS ISSUE? IS THERE ANY PUBLIC COMMENT ON THIS ISSUE TONIGHT? I FORGOT [INAUDIBLE]. IS THERE ANYTHING ELSE? I WOULD ENTERTAIN THE MOTION. >> I MOVE TO APPROVE THE MARKET RECURSIVE ADJUSTMENT FOR RECRUITMENT AND WE CHATTED A PAIR OF PROFESSIONALS, EARLY EDUCATION PROFESSIONALS, FOOD SERVICE PROFESSIONALS, MAINTENANCE TECHNICIAN, AND CUSTODIANS, NOT TO EXCEED $250000 AS PRESENTED. >> I SECOND THAT. >> THEY MOVED AND SECONDED TO APPROVE THE MARKET RATE PRESSURE ADJUSTMENT FOR THE POSITIONS LISTED BY TRUSTING SCHOLAR NOT TO EXCEED 250000. IS THERE ANY DISCUSSIONS? >> ALL THOSE IN FAVOR SAY AYE. >> AYE. >> ALL WHO OPPOSE? >> ALL RIGHT. >> HOPEFULLY, THAT WILL MAKE IT A LOT OF PEOPLE VERY HAPPY. >> I GUESS MR. CHAIR I HAVE A COMMENT. I HOPE THAT GILLIAM COMES BACK TO US AND SEES THAT THIS REALLY WORKS. >> ME TOO [LAUGHTER] >> ALL RIGHT. NEXT UP IS OUR CONSENT AGENDA. [F. Consent Agenda] >> IT'S THE APPROVAL OR A STAFF CONSIDERATIONS AND REPORT SEPTEMBER OF 2021. APPROVAL OF MINUTES FROM AUGUST 11TH, MINUTES FROM AUGUST 25TH OR SPECIAL MEETING, APPROVAL OF EXECUTIVE MEETING MINUTES FROM AUGUST 11TH. REQUEST FOR AN EXECUTIVE SESSION, OUR NEXT MEETING, AUGUST 2021. CHECK REGISTER APPROVAL OF THE REGION BY OPPOSING SPECTRAL EDUCATION TUITION SERVICE AGREEMENT APPROVAL, THE REGION FIVE BOSONS PURCHASE ORDER, APPROVAL OF THE OUT-OF-STATE TUITION RATE [02:15:02] FOR APPROVAL OF THE MUNGER MOUNTAIN ELEMENTARY SCHOOL. SEWER LINE OPERATION AND MAINTENANCE AND MANAGEMENT SERVICE AGREEMENT WITH RENDEZVOUS ENGINEERING AND APPROVAL OF REIMBURSEMENT FOR PRIVATE TRANSPORTATION OR MAINTENANCE OF ISOLATED. STUDENTS OR 21/22 SCHOOL YEAR. DOES ANYONE WISH TO REMOVE ANYTHING FROM THE CONSENT AGENDA? >> MR. CHAIR, I WOULD LIKE TO REMOVE ITEM NUMBER 10 FROM THIS. >> NUMBER 10, WE'LL DISCUSS 10, SEPARATE AND DISTINCT FROM THE CONSENT AGENDA WITH 10 REMOVED. WOULD SOMEONE LIKE MAKING A MOTION TO APPROVE THE CONSENT AGENDA AS I JUST READ ONE THROUGH NINE, AND NUMBER 11. >> SECOND. >> IS THERE A SECOND. >> SECOND. >> REMOTELY SECOND STILL APPROVE THE CONSENT AGENDA ONE THROUGH NINE IN NUMBER 11. ANY DISCUSSION? ALL THOSE FOR APPROVE, SAY I. >> I. >> ALL THOSE WHO OPPOSE. THAT'S OUR CONSENT AGENDA. WE'LL GO TO NUMBER 10 NOW AND DISCUSS THAT. [10. Approval of MMES Sewer Line Operation, Maintenance & Management Service Agreement with Rendezvous Engineering] SO APPROVAL OF MUNGER MOUNTAIN ELEMENTARY SCHOOL SEWER LINE OPERATION. [INAUDIBLE] IS VERY EXCITED, SHE GETS TO TALK TWO TIMES IN ONE NIGHT [LAUGHTER] IF YOU HAVE SOME PARTICULAR QUESTION GOING ON. >> YES. WHEN ONE FIRM OUT IN ELEMENTARY SCHOOL WAS BUILT AND WE PUT IN THE SEWER LINE. WE ANTICIPATED THAT SOME OF THE COSTS OF THIS [INAUDIBLE] SEWER LINE WOULD BE PAID FOR BY FOLKS DOWN THAT WAY SIGNING UP OR SEWER SYSTEM USE. I WONDER THAT'S HAPPENED OR ARE WE CATERING FOR THE ENTIRE SOLAR SYSTEM. >> TO CHAIR, TRUSTEE. WE ARE CURRENTLY CARRYING THE BALL FOR MOST OF IT, I WILL SAY AS I BELIEVE YOU ARE ALL AWARE OF, THE [INAUDIBLE] DID HOOK UP AS WELL AS WE CAN TEST OUR CURRENT AGREEMENT WITH THE TOWN OF JACKSON TO BRING THE WAY THEIR TREATMENT PLAN ONLY ALLOWS THOSE FOLKS PER THE AGREEMENT. CURRENTLY, WE ARE WORKING AND WORKING WITH CHARLOTTE REYNOLDS ON WE'VE REQUESTED TO UPDATE THAT AGREEMENT TO MAKE IT POTENTIALLY MORE STRAIGHTFORWARD FOR FOLKS TO HOOK UP TO THE SYSTEM KNOWING THAT'S THE GOAL. BUT CURRENTLY, WE HAVE NOT RECEIVED ANY APPLICATIONS. NOW I SAY THAT, BUT THERE IS HOPE ON THE HORIZON. THE [INAUDIBLE] IS BUILDING SOME EMPLOYEE HOUSING. I LEAVE IT 46 UNITS. DON'T QUOTE ME ON THAT, BUT THAT'S COMING ON THE HORIZON IN THAT DEFINITELY WILL HELP DEFER SOME OF THIS COST. >> GREAT. THANK YOU. EXERT ON IT'S BEEN HOURS. >> ANY OTHER QUESTION INVOLVING MUNGER MOUNTAIN ELEMENTARY SCHOOL SEWER. SEEING NONE I'D ENTERTAIN A MOTION TO APPROVE THE. >> [OVERLAPPING] TALK ABOUT SEWERS TWICE AGAIN. >> [INAUDIBLE] TO ENGINEER. >> MR. TENOR, I'M THE INTERPRETER, [INAUDIBLE] SEWER LINE OPERATION MAINTENANCE AND MANAGEMENT SERVICE. IT COULD BE MOBILE, GOTTEN A GOOD ENGINEER AND NOT TO EXCEED $83,000 AS PRESENTED WITH MINOR MODIFICATIONS AS SUGGEST BY THE WEEK. >> SECOND. [LAUGHTER] >> WE SECOND TO APPROVE THE AGREEMENT WITH LONGITUDE ENGINEERING AND DISCUSSION BEING NONE, ALL THOSE IN FAVOR SAY AYE. >> AYE. >> ALL THOSE OPPOSE. ALL RIGHT. WE MOVE ON TO PUBLIC COMMENT FOR THE NIGHT. [G. Communication] NOW, IS THE OPPORTUNITY FOR ANYONE HERE IN THE ROOM OR ON WEBEX IF YOU HAD ANY PUBLIC COMMENT THAT IS, IT CAN BE ANYTHING YOU WANT TO TALK ABOUT, BUT IT'S NOT ON THE AGENDA. IF YOU HAD ANY THOUGHTS OR COMMENTS FOR SHARING REQUEST ANYONE? ANYONE ON WEBEX? >> CHAIR, YOU HAVE JESSICA [INAUDIBLE] >> JESSICA, GOOD TO HEAR FROM YOU AGAIN TONIGHT. GO AHEAD. >> THANK YOU. THANKS FOR HAVING ME AND I JUST WANTED TO ASK CLARIFICATION ON THAT SMART START PLAN. I KNOW YOU GUYS CLARIFY THAT A LITTLE BIT TONIGHT AND THE SPECIAL MEETING LAST TIME. THERE WAS CONFUSION ON THAT LEVEL ORANGE, THAT THERE WAS CONCERNED ABOUT US NEVER ACTUALLY ACHIEVING THAT BECAUSE THE NUMBERS ARE JUST SO LOW. I JUST WANTED TO VOICE MY CONCERN AGAIN ABOUT NEVER BEING ABLE TO REACH THAT AND JUST I GUESS CLARIFY EXACTLY GOING ON WITH THE NUMBERS NEED TO BE TO REACH THAT BECAUSE JUST TO PAY THE WHOLE MASK THING IS JUST BREAKING MY HEART. I JUST WANTED TO GET SOME CLARIFICATION ON THAT. THANK YOU. >> JESSICA, WE DON'T NORMALLY ANSWER QUESTIONS, BUT THAT ONE I CAN ANSWER PRETTY QUICKLY. THE THOUGHT PROCESS FROM OUR LAST SPECIAL MEETING WAS THAT WE'RE GOING TO CONTINUE TO LOOK AT THE SMART START PLAN PRETTY MUCH EVERY MEETING, IT'LL PROBABLY BRING IT UP AGAIN. IF WE GET INTO ORANGE AND WE WANT TO DO SOMETHING DIFFERENT, WE CAN CERTAINLY MAKE CHANGES, [02:20:02] SO WE WILL HAVE THE OPPORTUNITY AS THE SUPERINTENDENT SAID, DENIED IN SOMEWHAT OF A DYNAMIC DOCUMENT. YOU RECALL TRUSTEE CARLIN HAD THIS IDEA THAT IF WE GET INTO ORANGE, WE AUTOMATICALLY GO TO A SPECIAL MEETING. BUT I THINK IT WAS TRUSTEE LEE THAT POINTED OUT WE'D CALL SPECIAL MEETING WHENEVER WE WANT TO. I THINK IF THERE GETS TO BE A POINT THAT WE WANT TO MAKE A CHANGE TO THAT, WE CERTAINLY HAVE THAT OPPORTUNITY. WE'RE STILL IN RED RIGHT NOW. TO GET DOWN IN YELLOW AS TRUSTEE SCARLET SHOWED THROUGH HIS MAP, YOU'VE PRETTY MUCH GOT TO HAVE A CONSISTENT TO THE MOST TWO ACTIVE CASES PER DAY. SOME DAYS COULD BE A ZERO ONE DAY COULD BE A FOUR, BUT JUST STRAIGHT ACROSS, YOU GOT TO GET THOSE NUMBERS PRETTY LOW DOWN. I NOTICED TODAY I THINK WE WERE STILL AT 16, AVERAGING ABOUT 16 A DAY. AS WE GET DOWN FURTHER, WE MAY RE-EVALUATE HOW WE'RE DOING IT, BUT FOR NOW, THAT'S WHERE WE ARE AT, ANY OTHER BOARD MEMBERS WOULD LIKE OVERSIGHT THIS IS SOMEWHAT CORRECT. THANK YOU AGAIN, JESSICA FOR BEING SO ENGAGING AND WE APPRECIATE HEARING FROM YOU. >> I'M JUST INTERESTED. >> YEAH. APPRECIATE YOUR TIME. THANKS FOR THAT CLARIFICATION. >> THANK YOU. ANY OTHER PUBLIC COMMENTS? >> NO, THAT'S THE END. >> ANYONE ELSE HERE IN THE ROOM. ALL RIGHT. COMMUNICATIONS TO THE BOARD. WE HAD LOTS OF OUR LAST MEETING. I DID HAVE ONE I REALLY WANTED TO SHARE WITH THIS. LAST WE MET WITH LINCOLN COUNTY SCHOOL DISTRICT NUMBER 2, STAR VALLEY, AND WE ALSO MET WITH THE SCHOOL BOARD OR PINE DALE. THEY HAD ALL THREE SCHOOL BOARDS MET TOGETHER AND IT WAS EXTREMELY NICE. STAR VALLEY BOARD PROVIDED A CARD SIGNED BY THEIR ENTIRE BOARD STATING THEIR CONDOLENCE FOR THE LIFE PROCESS OF RYAN PAUL. IT WAS VERY KIND OF STAR VALLEY TO EXPRESS THEIR CONDOLENCES. I JUST WANTED TO SHARE THAT CARD WITH EVERYONE THAT THE STAR VALLEY SCHOOL DISTRICT SCHOOL BOARD PROVIDED TO US. THAT WAS THE ONLY COMMUNICATION I HAD TO THE BOARD OR ANYONE ELSE HAVE ANY COMMUNICATION INTO THE BOARD? COMMUNICATIONS FROM BOARD. ANYONE HAVE ANYTHING THEY WANT TO SHARE. >> THAT'S TRUE, CHAIR? >> YES, GO AHEAD. >> I'M SORRY. I WAS LATE TONIGHT, BUT THE ITEM THAT WAS THE MOST IMPORTANCE TO ME TODAY WAS, OF COURSE, LATE AND DIDN'T GET DONE UNTIL ABOUT 10 MINUTE AFTER 6:00. BUT ON A POSITIVE NOTE, I FELT LIKE THE DISCUSSION ABOUT THE STATE'S WILLINGNESS TO TAKE ON THE ESSER III/ APP MONEY. THE DISCUSSION WAS A LOT MORE POSITIVE THAN WHAT I HAD ANTICIPATED. THERE WAS A BIT OF DISCUSSION ABOUT WHAT THE PENALTY WOULD BE. THAT SEEMED TO BE A LOT THAN THEY ANTICIPATED. HOWEVER, THIS GOES TO THE GOVERNOR BECAUSE THIS IS CALLED BEYOND THE PAY GRADE OF THIS COMMITTEE TO DECIDE. IT WAS ACTUALLY A BETTER DISCUSSION WITH HOW I HAD ANTICIPATED IT. >> EXCELLENT. ANY OTHER COMMUNICATIONS FROM THE BOARD, ANYONE HAVE ANYTHING TO SHARE? ALL RIGHT. WE'LL MOVE ON TO REVIEW A MEETING AND FOR THE STUDENT'S, SCHOOL BOARD MEMBERS JUST TO EXPLAIN THIS PART, WE NORMALLY DO UNDER VERY END OF OUR MEETINGS IS WE JUST REVIEW IT AND SAY, WHAT COULD WE HAVE DONE BETTER, OR IS THERE CERTAIN THINGS YOU COULD HAVE SCHEDULED DIFFERENTLY? SHOULD WE'VE DONE IN A DIFFERENT ORDER, HOW DID THE MEETING GO? I'LL PUT IT ON YOU THREE, HOW DID YOU THINK THE MEETING WENT? [LAUGHTER]. >> WE HAVE NEVER BEEN TO ANOTHER MEETING. >> WHAT WOULD YOU HAVE DONE DIFFERENTLY? [LAUGHTER]. >> THEY DIRECT ANSWER THAT WAS "MR. CHAIRMAN, THAT WAS PERFECT." [LAUGHTER] >> ALL RIGHT. THE DISCUSSION TONIGHT FEATURE AGENDA ITEMS SCHEDULING AND TOPICS IF WE CAN MAKE SURE JOE BOLTON IS HERE FOR NEXT MEETING TO BOARD ON THE MIDDLE SCHOOL, WE'LL HAVE A MUCH LONGER DISCUSSION ON WHERE WE'RE GOING WITH THE FACILITY PLAN. I'D LOVE IT IF AT THE MEETING IN OCTOBER, WE REALLY START NARROWING DOWN WHAT WE'RE DOING, WHICH PROJECTS WE THINK MIGHT MOVE FORWARD WHICH ONES MIGHT NOT AND THEN MAKE THEM PRIORITIZATION. DOES ANYBODY THINK OR ANYBODY ELSE HAVE ANY THOUGHTS ON WHAT IT MEANS TO BE ON NEXT MONTH'S AGENDA? [02:25:03] NO? ANY TOPICS COMING UP IN THE FUTURE THAT ANYONE WANTS TO MAKE SURE THAT WE'VE COVERED. >> MR. CHAIR, I THINK IT'S GOING TO BE CRITICAL TO TRY TO FIGURE OUT WITH THE MASTER PLAN WHAT FUNDING SOURCES WE'RE GOING TO BE USING. AS YOU AND I HAVE DISCUSSED, IT SEEMS TO ME THAT THE LEGISLATURE AND THE STATE REALLY IS OBLIGATED TO PROVIDE WHAT IS NEEDED TO EDUCATE IN THE TETON COUNTY AND EVERY OTHER COUNTY. I DON'T KNOW WHAT'S NEEDED TO FURTHER PIN THAT DOWN VERSUS DOING A STEP TAX, WHICH OF COURSE, ONLY THE VOTE EMBEDDABLE BY TETON COUNTY PROPERTY. THAT'S SOMETHING I THINK WE'LL HAVE TO DISCUSS. >> DID YOU KNOW AT THE VERY END OF THE SESSION THEY MOVED 11 MILLION ON IT'S SET UP, WHICH IS JUST A SILLY ACRONYM FOR THEY NEED A COULOMB, THE DATA. THEY MOVE THAT OVER IN THE SCHOOL FACILITIES. THERE'S I THINK THERE'S ABOUT A MILLION SITTING THERE. BUT UNLESS THEY FIND A NEW REVENUE SOURCE RATHER THAN PULL THESE BONUS. THERE'S NOTHING TO FLOW INTO IT NOW, THERE'S OTHER RANGE IT COULD FLOW INTO IT. PRESENTLY THE ONLY ONE THEY HAVE DESIGNATED IS FULL AS BONUS AND THERE'S JUST NO MONEY COMING FROM THERE. BUT YOU MAKE A VERY VALID POINT, BUT SHE WOULDN'T BE CAMPBELL CASES. THEY ARE OBLIGATED TO PROVIDE THE BUILDING FACILITIES FOR US. DIFFICULTY IS IT MAY BE A WHILE BEFORE THEY DO IT AND SO WE NEED TO MAKE A DECISION AS TO DO WE WAIT, WHICH IS FINE TOO. MY BIGGEST WORRY IS WE JUMP THE GUN AND THEY WILL ASK THE VOTERS ROLL HIS MONEY. THEN THE VERY NEXT YEAR THE LEGISLATURE SUDDENLY OPEN SPACE AND THEN WE'RE STANDING THERE LOOKING AT THE FACILITY. THAT HAPPEN TO SCHOOLS THAT WERE IN THE PIPELINE BACK IN 2002 WHEN SUDDENLY THE LEGISLATURE ULTIMATE SPIGOT IN 2004 THAT WAS INTERESTING. I THINK IT'S A VERY VALID POINT. WE DEFINITELY NEED TO FIGURE OUT, DO WE WANT TO PROCEED WITH SPECT OR DO WE WANT TO WAIT TO SEE WHAT THE LEGISLATURE DOES. I DO THINK IT WOULD BE NICE IN OCTOBER IF AT LEAST WE NARROW DOWN REGARDLESS OF HOW WE PAY FOR IT, JUST PRETEND THAT THERE'S NO SOURCE SOMEWHERE. IF THERE WAS A SOURCE WHAT WOULD YOU WANT TO BUILD THAT IS BEST FOR OUR STUDENTS? WHAT IS IT THE BEST THING THAT WE NEED TO GET DONE AND WHAT'S A HIGH PRIORITY I WILL NEED TO GET DONE. ANY OTHER THOUGHTS ON NEXT. >> MR. CHAIRMAN? >> YEAH, BETSY HUSKY GO AHEAD. >> I THINK THAT CAKE HAS A VALID POINT. PERHAPS ONE OF THE THINGS YOU KNOW IS THAT THREE DIFFERENT SETS OF CRITERIA. YOU'VE GOT CONDITION, CAPACITY, AND SUITABILITY. I THINK THAT PART OF WHAT WE'VE BEEN ADDRESSING HERE WITH THIS IS CALLED IN MY BOOKS CAPACITY. MAYBE WHAT WE SHOULD DO IS BREAK THIS PROJECT INTO A CAPACITY COMPONENT AND SUBMIT IT TO THE STATE FACILITIES DEPARTMENT AS WE'RE MOVING FORWARD TO SEE IN DEED WHERE WE'D RANK ON THAT LIST. >> THAT'S A GREAT IDEA. >> MR. CHAIRMAN, I THINK WITH THE BUS FARM FACILITY. I THINK SUITABILITY FITS INTO THAT AS IT DID IN PAOLO FEW YEARS AGO AND THEY BUILT PAOLO'S MAHOGANY FOR STAR PLUS FACILITY WILL CLICK A LITTLE BIT DARKER. >> THAT'S A GREAT IDEA TRUSTEE TUSKY. BY THE WAY THERE'S NO THING FURTHER AVERAGE ENTERTAINED. OH, ADVANCED PLANNING, I'M SORRY I APOLOGIES COMPARATIVE POLITICS, ACUITY. YOU NEED VALID ADVANCED PLANNING ONE. >> NO, SIR. >> I WOULD ENTERTAIN A MOTION TO ADJOURN. >> MOTION MOVED. >> SECOND. >> THERE'S SECOND TO ADJOURN. ALL THOSE IN FAVOR SAY AYE. >> AYE. >> AYE. WE'RE DONE. THANK YOU. * This transcript was compiled from uncorrected Closed Captioning.
