THE ONES THAT WE REALLY HAVE TO STICK TO ARE THE REQUEST OF THE MILL LEVY FROM THE TCSD SCHOOL BOARD. THEN ONCE THAT'S APPROVED BY THE SCHOOL BOARD, THEN THAT IS FORWARDED TO THE COUNTY TREASURER. AS FAR AS THE CALENDAR FOR GRANTING MONEY, AWARDING GRANTS, AND PAYING OUT OF GRANTS, WE APPROVE GRANTS SOMETIME IN THE SPRING OF THE YEAR FOR THE FOLLOWING YEAR. ONE OF THE THINGS WE'VE TALKED ABOUT AT THE LAST COUPLE OF MEETINGS IS WHEN WE DON'T COLLECT ALL THAT REVENUE UNTIL MAY, SOMETIMES SOME OF THOSE GRANT AWARDEES ARE RECEIVING THEIR MONEY WITH A MONTH TO SPEND IT IN. USUALLY, THE WAY THAT WE OPERATE IS WE PAY TCSD THE SCHOOL DISTRICT THE LAST BECAUSE WE HAVE FUNDS THAT CAN SUPPORT PLANNING AND PAYING FOR THE ACTIVITY. THEN WHEN THE MONEY COMES IN FROM THE REC DISTRICT IT'S MORE OF A REIMBURSEMENT THAN IT IS WE'RE USING THAT MONEY TO DO THE OPERATIONS. FOR EXAMPLE, THE FIELD HOUSE OR SOMETHING OF THAT NATURE. THAT PROCESS WILL BE A GOOD WAY TO KNOW WHAT MONIES WE'RE GOING TO NEED IN THE FUTURE. BUT WE'RE SHIFTING THAT INTO THE SCHOOL DISTRICT ARENA AND IN THE PROCESS OF DOING THAT, THEY'RE ALSO TRYING TO ADDRESS SOME OTHER NEEDS THAT WE'VE HAD WITH FACILITIES RENTAL. I THINK THE DISTRICT HAS GROWN IN MANY WAYS. ONE OF WHICH IS WE USED TO JUST SAY, OH, YOU WANT TO COME AND RENT THE HIGH SCHOOL GYM FOR 30 BUCKS? GREAT. WE COUNSELED THAT INTO THE CALENDAR. NO BIG DEAL. BUT THE DEMAND OF FIELDS AND FACILITIES IS GROWING IN THE COUNTY. IN ORDER TO BE ABLE TO EFFECTIVELY MANAGE THOSE AS WELL AS SET THE PRICING ON THOSE, WE REALLY NEED A SOFTWARE TO HELP US DO THAT. IN COMBINATION WITH MY [INAUDIBLE], WE HAVE BEEN LOOKING AT A SOFTWARE FACILITIES RENTAL OR FACILITIES SCHEDULER SOFTWARE. I JUST DID THE DEMONSTRATION FOR IT THIS MORNING AND IT WOULD COST THE DISTRICT ABOUT $3,000 A YEAR, BUT IT REALLY WOULD SIT ON THIS RECREATION ACTIVITIES SIDE OF THE DISTRICT. POSSIBLY BE PAYED FOR HALF OUT OF DIRECT DISTRICT. THIS WOULDN'T NECESSARILY BE A APPLICATION, THIS WOULD JUST BE THE ADMINISTRATIVE COSTS OF THE DIRECT DISTRICT. THE COW PASTURE 1 AND 2 ARE OUR FIELDS AND WE SHOULD BE MANAGING THOSE. THE COUNTY HAS BEEN DOING IT FOR US. SO IT'S A BIT OF LET'S GET TO WHERE WE'RE SUPPOSED TO BE WITH MANAGING THE FIELDS THAT WE'RE SUPPOSED TO AT THE SAME TIME AS OFFSETTING THE COST WITH THE RENTAL RATES. I THINK THAT THAT WILL BE A LITTLE BIT OF TRIAL AND ERROR AND A LITTLE BIT OF LOOKING AT THOSE FINANCIAL RECORDS ON A MORE REGULAR BASIS SO WE CAN ACTUALLY SEE HOW MUCH MONEY ARE WE TAKING IN, IS THAT MONEY COMING IN FROM OUTSIDE GROUPS, HOW MUCH IS THE USE HAPPENING WITHIN. HOW MUCH IS THE SCHOOL DISTRICT USING IN THE FIELDS VERSUS PUBLIC ENTITIES USING THE FIELDS, DO WE NEED TO INCREASE THE RATES, DECREASE THE RATES. THAT REALLY IS WHAT THIS FACILITY SCHEDULER SOFTWARE WILL HELP US DO, IS ANALYZE SOME OF THAT DATA HAVE IT ALL IN ONE PLACE. I STILL THINK IT WOULD BE HELPFUL MAYBE IN THE FOURTH QUARTER, DECEMBER OR SOMETHING JANUARY TO HAVE A RETREAT AND WE REVISIT WHAT THE STATE DIRECTS THESE REC DISTRICTS TO DO AND MAYBE WHAT OUR PRIORITIES ARE. EVEN IF WE HAVE SOME OF THESE NEEDS COMING DOWN THE PIPE AS FAR AS FACILITIES AND WHAT NOT, MAYBE WE WANT TO EVEN FRACTION DOWN WHAT WE GIVE TO THESE COMMUNITY ORGANIZATIONS IF WE HAVE SCHOOL DISTRICT NEEDS. I'M NOT SURE THAT WE GET THE DIALOGUE THAT NEEDS TO TAKE PLACE IN THESE MEETINGS. THAT'S WHY I THINK A FOUR-HOUR HALF-DAY RETREAT OR SOMETHING MIGHT BE HELPFUL, ESPECIALLY FOR BILL WHO'S NEW AND I'M NEWER AS WELL. SO JUST A SUGGESTION. >> THANKS. >> MR. CHAIR. [OVERLAPPING] I WAS GOING TO SAY THAT MIGHT BE A GOOD IDEA BECAUSE AT THAT POINT WE WERE DOING SOME LONG-RANGE PLANNING AND DISCUSSIONS AT THE SCHOOL BOARD LEVEL SO AT THAT POINT WE MAY HAVE A BETTER IDEA OF WHAT MIGHT BE COMING DOWN THE PIKE AND SO WE CAN USE THAT TO HELP PLAN [LAUGHTER]. >> AT OUR LAST BOARD MEETING, WE SPENT A LOT OF TIME WORKING ON A MASTER PLAN THAT INCLUDED A LOT OF CONCENTRATION ON THIS "REC DISTRICT PROPERTY" INCLUDING A FIELD HOUSE CONCEPT, CALL IT AN ACHIEVEMENT CENTER NOW WHICH I THINK IS A REALLY GREAT PLAN THAT WE'VE GOT GOING FORWARD. SO THE REC DISTRICT, I THINK NEEDS TO BE REALLY INVOLVED WITH US. I'M NOT SURE IF A RETREAT, WE'D BE IN GOOD ORDER AS MUCH AS A WORKSHOP, WHERE WE CAN BRING IN THE RIGHT PEOPLE TO DISCUSS THIS WITH US AND THEN GET OUR FEELINGS ABOUT HOW TO DRIVE THE REC DISTRICT AS PART OF THE WHOLE FUNDING PROCESS MOVING FORWARD.
