[A. Call to Order] [00:00:03] >> [INAUDIBLE] CALL THE MEETING TO ORDER AND I'D ASK YOU TO JOIN ME IN THE PLEDGE OF ALLEGIANCE. >> GOOD, AT THIS POINT, WE'LL RECITE ONE OF OUR MISSIONS AND GOALS. LET'S ALL DO OUR VALUES TONIGHT. WE VALUE STUDENTS, WE VALUE TRUST, KINDNESS, AND RESPECT. WE VALUE CHALLENGING STANDARDS. WE VALUE FAIRNESS AND EQUITY. WE VALUE RESILIENCE AND PERSEVERANCE, AND WE VALUE PERSONAL ACHIEVEMENT. I'D ENTERTAIN A MOTION TO ADOPT TONIGHT'S AGENDA [B. Approval of the Agenda] [OVERLAPPING] AND MOVED BY TRUSTEE CAROLINE, SECONDED BY TRUSTEE TASTY TO APPROVE TONIGHT'S AGENDA. ALL THOSE FOR APPROVAL SAY AYE. >> AYE >> THANK YOU. BEFORE WE GET TO THE SUPERINTENDENT'S REPORT, TRUSTEE TASTY HAD HOMEWORK REAL QUICK TO HAND UP. >> THANK YOU, MR. CHAIR. I HAVE AN AWARD FOR [INAUDIBLE] CARLSON. FROM [INAUDIBLE] SCHOOL BOARDS ASSOCIATION AND ALLAN [INAUDIBLE]. WE ARE A VOLUNTEER BOARD. HOWEVER, THERE ARE OPPORTUNITIES FOR US TO RECEIVE PROFESSIONAL DEVELOPERS AND NOTICE WE DO GET REFERRED FOR OUR SERVICES. THIS IS TO RECOGNIZE THAT PROFESSIONAL DEVELOPMENT WHICH WILL EVENTUALLY BALANCE. [APPLAUSE] [C. Superintendent's Report] >> WITH THAT, WE'LL TURN IT OVER TO SUPERINTENDENT CHAPMAN. I THINK SHE HAS SOME CELEBRATIONS TO START US ON WITH. >> THANK YOU, BOARD, AND [INAUDIBLE] CHAIRMAN, SUPERINTENDENT. I'D FIRST LIKE TO INTRODUCE JULIE NASH. JULIE IS OUR EXECUTIVE DIRECTOR OF STUDENT SERVICES. ONE OF THE THINGS THAT SHE OVERSEES IS OUR NURSING PROGRAM. WHICH AS YOU KNOW, HAS CERTAINLY HAD TO EXPAND GIVEN THE PANDEMIC. JULIE HAS SOME EXCITING NEWS. JULIE, TAKE OVER. >> THANK YOU, DR. JACKMAN. THANK YOU, CHAIRMAN GREW TRUSTEES. I HAVE A FEW MINUTES [INAUDIBLE] [LAUGHTER] WITH ME I HAVE KRISTEN WRITES. SHE WORKS AT LONGER MOUNTAIN ELEMENTARY SCHOOL THIS YEAR. I HAVE LONG FLORIDA THAT WORKS AT HOPE ELEMENTARY AND AT LEAST WHEN I WORKED AT JACKSON, [INAUDIBLE] AS WELL [INAUDIBLE] I PREVIOUSLY WORKED AT WILSON. [OVERLAPPING] [LAUGHTER], I WAS SPEAKING ABOUT THE NEXT YEAR. IT SOUNDS LIKE I GOT TO REMEMBER THE OTHER SIX AS WE GO ALONG HERE. WHO'S MISSING TODAY? WE HAVE BEST SNYDER WHO WAS AT THE HIGH SCHOOL, ANN [INAUDIBLE] WHO IS FILLING IN BEHIND ESTHER AT WILSON. THEN WE HAVE MADDIE PIPS, WHO IS OUR NURSE OVER AT THE MIDDLE SCHOOL. THEN WE HAVE KRISTEN HOLTON WHO JOB SHARES WITH KRISTEN DOWN AT MONGER. WE HAVE A TOTAL OF 10 NURSES ON OUR TEAM, WHICH IS AMAZING. WE'RE VERY BLESSED. I'M HERE TO HONOR THIS DEDICATED TEAM WITH THE WYOMING NURSE ASSOCIATION AWARD. THIS TEAM IS AWARDED EACH YEAR TO EITHER AN INDIVIDUAL OR A TEAM. I'M PLEASED TO ANNOUNCE THAT OUR TEAM WAS NOMINATED IN SELECTION. IT'S CONSIDERED THE COLLABORATIVE PRACTICE AWARD. IT'S INTENDED FOR NURSES OR NURSE TEAMS THAT HAVE WORKED ON A COLLABORATIVE PROJECT THAT HAS DEMONSTRATED AN INTERDISCIPLINARY APPROACH THAT RESULTED IN IMPROVED PATIENT OUTCOMES. I WAS REALLY STRUGGLING WITH INTERDISCIPLINARY APPROACH AND HOW TO BRING IT INTO THE SPEECH. OF COURSE, I TURNED TO GOOGLE. UPON MY QUICK SEARCH, I REALIZED THAT THIS TERM IS REALLY THE EPITOME OF THIS AWARD. AS DEFINED BY GOOGLE, AN INTERDISCIPLINARY APPROACH IS WHEN ONE DRAWS ON DIFFERING FIELDS OF EXPERTISE TO REDEFINE PROBLEMS OUTSIDE OF NORMAL BOND FOUNDERS. I THINK THAT WE CAN ALL AGREE THAT A GLOBAL PANDEMIC IS A PROBLEM OUTSIDE OF NORMAL BOUNDARIES. THIS HIGH-PERFORMING DEDICATED TEAM OF NURSES HELD A SHARED COMMITMENT EVERY DAY TO REDEFINE WAYS TO BEST SERVE THE HEALTH AND WELL-BEING OF OUR STAFF AND STUDENT POPULATION DURING A GLOBAL PANDEMIC. [OVERLAPPING] DURING 2021 SCHOOL YEAR, THESE TEAMS TOOK ON THE LION SHARE OF SURVEILLANCE AND CONTACT TRACING, WHILE ENFORCING ALL PUBLIC HEALTH COUNTY STATE AND FEDERAL MANDATES FOR ALL [INAUDIBLE] COUNTY SCHOOL DISTRICT STAFF AND STUDENTS. THIS TEAM BANDED TOGETHER COLLABORATIVELY PUT SYSTEMS AND BEST PRACTICES IN PLACE WHICH ACTIVELY MANAGED TO OPERATE A SCHOOL-BASED SYSTEM, TO CONDUCT CONTACT TRACING, WEEKLY SURVEILLANCE TESTING, [00:05:01] GATHERING SOME WEEKLY COVID DATA, AND COLLABORATIVE COMMUNITY IT SEES. BUT I'LL SAY IT WAS TO MATURE AND DEVELOP BEHAVIOR ACROSS 10 SCHOOLS, 180 EMPLOYEES, OVER 2,800 STUDENTS, AN ENTIRE TRANSPORTATION SYSTEM MOVING NEARLY 2,000 CHILDREN THROUGHOUT THE COMMUNITY TWICE A DAY, FIVE DAYS A WEEK. THEY DID AN AMAZING JOB WITH WHAT THEY WERE FACING. DESPITE YOUR MOUSE OVER [INAUDIBLE] RELATED TO COVID, ON TOP OF THE DAILY SCHOOL NURSE RESPONSIBILITIES, MEMBERS OF HIS TEAM MADE TIME TO PROVIDE ONSITE FIRST-AID AND CPR TRAINING. DEVELOPMENT TEACHES STUDENTS ABOUT THE DANGERS OF AGING, BUT THEY ARE SECONDARY AND ELEMENTARY SCHOOLS, COLLABORATE WITH LOCAL BENEFITS TO ENSURE DENTAL CARE WAS AVAILABLE TO REMOVES ALMOST MILLIONS OF STUDENTS. COLLABORATE WITH [INAUDIBLE] TO MAKE SURE STUDENTS ALWAYS HAVE ACCESS TO GLASSES, FUTURE MINDFULNESS CAMPAIGNS, OR ELEMENTARY SCHOOLS. ALWAYS FORCED TO ATTEND TO THE STUDENT IN THEIR OFFICE THAT JUST NEEDS SOME EXTRA [INAUDIBLE]. I REMEMBER THIS, EVEN HONOR THEIR COLLABORATIVE PRACTICE, THIS AMAZING GROUP OF WOMEN CONTINUED TO WORK TOGETHER TO COLLECTIVELY REDEFINE HOW WE KEEP STUDENTS IN SCHOOL AND THE COMMUNITY THRIVING WAS A CHALLENGING TIME. THANK YOU FOR ALL THAT YOU DID. [APPLAUSE] >> CAN YOU ALL COME IN FRONT OF THE PODIUM [BACKGROUND]. OUR NEXT CELEBRATION WILL BE PRESENTED BY MIKE HANSEN. ACTIVITIES DIRECTOR HANSEN, TAKE IT AWAY. >> SUPERINTENDENT CHAPMAN, CHAIR [INAUDIBLE] MEMBERS OF THE BOARD, THANK YOU FOR THE OPPORTUNITY TO RECOGNIZE OUR ACTIVITIES TONIGHT. THE FIRST TEAM WE'RE GOING TO RECOGNIZE TIGHT WILL BE OUR BOYS GOLF TEAM. COME ON UP GUYS. THIS IS A SECOND CHAMPIONSHIP FOR THE BOYS GOLF TEAM IN SCHOOL HISTORY. THERE WERE CERTAINLY SOME NOTABLE CHALLENGES IN PUTTING THE TOURNAMENT THOUGHT WAS [INAUDIBLE] A COUPLE OF WEEKS BEFORE THE TOURNAMENT WAS [INAUDIBLE] WE COULDN'T DRIVE THE BUS OVER THE BRIDGE TO THE SPORTING CLUB AND HAD TO FIGURE OUT A WAY AROUND THE RIVER. BUT WE DID. THERE ARE SO MANY PEOPLE TO SAY THANK YOU. WE HAD SO MANY VOLUNTEER'S HELP. I WILL BE UP HERE FOR THE ENTIRE NIGHT, BUT I REALLY WANT TO RECOMMEND COACH ALLAN, WHO DID A TRULY OUTSTANDING JOB PUTTING THIS TOURNAMENT ON. HE DID ALMOST ALL THE WORKING HIMSELF. I DID ALMOST NOTHING FOR IT [LAUGHTER]. THEN ALSO I WANT TO MENTION SHOOTING STARS, THE SPORTING CALLED THEM IN VIRGINIA. WE'VE BEEN ON THE LIST TO HOST THIS TOURNAMENT FOR MANY YEARS, BUT WE COULDN'T GET COURSES WILLING TO DONATE A DAY FOR SO LONG. THEN WE COULDN'T GET HOTEL ROOMS TO CHEAP ENOUGH THAT THE WHSA WE'D LET THEM COME HERE. THEY ALL STEPPED UP TO DO THIS. MOST HAD TO DO COACH ALLAN REALLY WORKING WITH THEM TO DO THAT. WELL FOR ME, COACH ALLAN [INAUDIBLE] FOR YOU GUYS. >> THANKS SO MUCH FOR LETTING US COME IN TONIGHT AND FOR HONORING THESE BOYS FOR ALL THEIR HARD WORK ON. THIS JOURNEY STARTED TWO YEARS AGO, TO BE HONEST, MAYBE WE STARTED PLAYING THIS TOURNAMENT ALMOST TWO YEARS AGO. TRYING TO GET BOTH OF THIS GOLF CLUBS ON BOARD, USING A BUNCH OF SOCIAL CAPITAL IN DIFFERENT PROCESSES TO MAKE THIS HAPPEN. THE VIRGINIAN REALLY DID AMAZING JOB OF HELPING US HOST AND DIVIDING ROOMS A CERTAIN DAY. BUT TWO YEARS AGO, THIS GROUP OF KIDS RIGHT HERE, WHEN THE CAS WE'RE DEPLOYING THE STATE CHAMPIONSHIP AND WE HAD AN UNBELIEVABLE OPPORTUNITY TO WIN THAT SAY CHAMPS SHOW, WE HAD 11 SHOT LEADS AFTER DAY 1. WE END UP LOSING THAT CHAMPIONSHIP BY 12 SHOTS AFTER THE END OF DAY 2. WE FINISHED IN SECOND PLACE, WHICH IS A GREAT ACCOMPLISHMENT. OUR GIRLS' TEAM ALSO FINISHED AT SECOND PLACE THAT SAME YEAR. THROUGH THEIR EFFORTS. THERE'S A NATIONAL TOURNAMENT IN [INAUDIBLE] ASSOCIATE EVERY YEAR AND THEY INVITE STATE CHAMPIONS EVERY YEAR. THEY HAVE EXTRA SPOTS, YOU CAN APPLY TO BE ONE OF THOSE EXTRA SPOTS. I APPLIED FOR US TO GO THROUGH SOME CONVINCING AND THEY CONVINCED WE LET BOTH OUR TEAMS GO AND PLAYING A CHAMPIONSHIP. WE WERE THE ONLY HIGH SCHOOL IN THE COUNTRY THAT HAD BOTH A FULL BOYS AND GIRLS TEAM TO GO TO THAT CHAMPIONSHIP. [APPLAUSE]. >> MY AGREEMENT WITH THESE BOYS FOR THIS YEAR. ALL ARE GIRLS WHO GRADUATED. WE WERE IN A REBUILDING THE PROCESS WITH OUR GIRL'S TEAMS. THIS YEAR WE HAD NINE GIRLS IN OUR GOLF TEAM, WHICH IS THE MOST WE'VE EVER HAD A BELIEF UNDER THREE YEARS. I'VE BEEN THERE FOR SURE. WE HAVE NINE GIRLS. THEY'RE ALL VERY OWN. I TOLD THE BOYS I'M NOT WRITING EMAILS THIS YEAR. IF YOU WANT TO GO BACK TO PIONEER SO YOU GET A WEAKENED STATE. THEY DID IT, THEY WON'T STAY. [00:10:03] WE HAVE REACHED AN AGREEMENT RIGHT HERE RAISES A SENIOR WHICH WAS ALL-CONFERENCE BOTH SPRING AND FALL THIS YEAR. FOR GOLF, WE DID A WEIRD THING WHERE THEY USUALLY HAVE CONFERENCE IN THE SPRING AND THEN THEY SAY, I HAVEN'T GONE THROUGH THIS UPCOMING SPRING FOR THIS SCHOOL YEAR, THEY MOVED IT TO DEFAULT. THESE BOYS WON THE CONFERENCE IN THE SPRING. IT'S THE FIRST TIME THEY'VE WON CONFERENCE CHAMPIONSHIPS IN 2013, I BELIEVE. REGIONS ALL-CONFERENCE BROUGHT THOSE TOURNAMENTS. HAYES MILLIOHM IS A SOPHOMORE. HAYES WAS ALL-CONFERENCE BOTH THOSE TOURNAMENTS. HAYES WAS ALSO SECOND-PLACE INDIVIDUAL FINISHER IN THIS YEAR'S STATE CHAMPIONSHIP. WHICH SCORES 7979. HE WAS BEAT BY ONE PERSON ABOUT A COUPLE OF SHOTS. PRETTY AMAZING DEPLOYMENT. THEN WE HAVE MASON EVANS. MASON WAS ALL-CONFERENCE IN THE SPRING. MASON MISSED ALL-STATE BY TWO SHOTS THIS PAST FALL. HE'S A JUNIOR, SO HE'LL BE COMING BACK NEXT YEAR. THEN WE HAVE MAX FRENCH. MAX FRENCH IS OUR CAPTAIN. MY MAN, HE KNOWS IT. [LAUGHTER] HE'S THE BEST. THESE KIDS ARE ALL THE BEST, BUT MAX IS SENIOR. WE RELY ON HIM FOR A TON OF LEADERSHIP. HE MISSED ALL-STATE BY TWO SHOTS; HE WAS ALL-CONFERENCE THIS FALL. EVERY ONE OF THESE KIDS IS ALL-CONFERENCE. EVERYONE WANTS TO STAY CHAMPION. ADAM RUSSELL COULD NOT BE HERE TONIGHT. HE DOESN'T HAVE COVID, BUT HE'S NOT FEELING WELL. HE WAS A TWO-TIME ALL-CONFERENCE. LAST YEAR, HE WAS ALL-STATE, AND HE'S THE STATE CHAMPION THIS YEAR. THAT'S RIGHT. NEXT YEAR, WE GET THREE OF OUR TOP FIVE BACK, TO TRY TO DEFEND [INAUDIBLE] THANK YOU, GUYS. [APPLAUSE] >> THE NEXT PERSON HERE TO CELEBRATE IS CAMPBELL GERVAIS. HE IS ON OUR TENNIS TEAM. HE WAS THE NUMBER 1 SINGLES STATE CHAMPION THIS YEAR. ONLY THE SECOND TIME WE'VE HAD THAT HAPPEN IN SCHOOL HISTORY AND THE FIRST IN ALMOST 20 YEARS. IF YOU'VE WATCHED HIM PLAY, YOU'D SEE HE'S SUPER TALENTED, VERY FUN TO WATCH, AND AN EXCELLENT SPORT TO THE POINT WHERE IT HAPPENS IT CAN'T BE JUST ONE PERSON. [LAUGHTER] HE ACTUALLY GOT A GOOD SPORTSMANSHIP AWARD FROM THE WHSAAF [INAUDIBLE] [APPLAUSE] NOW, COACH DYKEMAN IS HERE TO SAY A LITTLE BIT MORE. >> CAMPBELL WAS OUR STATE CHAMPION THIS YEAR, AND I MET HIM FOUR YEARS AGO. I THINK IT WAS MAYBE FIVE OUT OF THE TETON PINES WERE PLANNING ON MEN TONIGHT. HE WAS ABOUT THIS BIG THEN. I GOT UP, I'LL TAKE THIS LITTLE KID ON MY TV, HE'S PRETTY GOOD. HE'D RUN AROUND FRONT DOWN SHOT, BUT I COULDN'T RUN DOWN, AND AS THE YEARS DEVELOPED HERE WITH YOU OVER THE HEAD COACHING JOB FOR THE TENNIS TEAM. AS A FRESHMAN, HE PLAYED NUMBER ONE SINGLE FORCE BECAUSE I REMEMBER ONE SINGLE PLAYER AT THE TIME WAS KIND OF STRUGGLING AND I WAS LIKE PUT CAMPBELL IN THERE AND GET HIM SOME EXPERIENCE AND WE DID. I DON'T THINK HE WON A SINGLE MATCH [INAUDIBLE] REMEMBER, WE'VE GOT A GREAT EXPERIENCE AND IT REALLY BURNED INTO HIM THE DESIRE OF I WANT THIS. I WANT TO BE HARD FOR THIS GUYS THAT ARE BEATING ME, AND THANKFULLY A LOT OF THEM HAD GRADUATED. HE MOVED UP THE LADDER. LAST YEAR YOU WON QUITE A FEW MATCHES, RIGHT? HE FINISHED FIFTH I THINK IT SAID. THEN THIS YEAR HE HAD ONE GUY IN PARTICULAR FROM KELLY WASH THAT HE WAS AFTER TO BEAT AND HE BEAT HIM AND THEN HE WENT TO THE REGIONAL TOURNAMENT AND THEN HE WENT TO THE STATE TOURNAMENT AND JUST RAN THE BRACKET ALL THE WAY TO THE FINISH LINE FOR FIRST PLACE. CAMPBELL GERVAIS, HE'S A JUNIOR THIS YEAR. SO WE'RE GOING TO HAVE NEXT YEAR. THE BOYS TEAM FINISHED SECOND OVERALL AT STATE. SO NEXT YEAR WE SHOULD BE HERE WITH THE WHOLE BOYS TEAM AND MAYBE SOME OF THE GIRLS TEAM AS WELL, TO BRING HOME THE STATE TITLE LIKE MR. ALLAN DID FOR GOLF. WE SHOULD DO THAT NEXT YEAR IN TENNIS. GREAT PLAYER. MATTER OF FACT, ONE OF OUR PLAYERS IS HERE, SIR SHERIFF WHITES WHO WAS ON THE TEAM, AND THIS IS SCARLET'S DAUGHTER WHO'S NOT HERE TONIGHT, BUT HIS DAUGHTER WAS ON THE TEAM AND HE CAN VOUCH FOR THE QUALITY OF HIS PLAN HERE AT SOME OF THE HOME MATCHES. ONE OF THE BOYS ON THE TEAM AFTER HE WON STATE THIS YEAR, CAME UP AND HE SAYS, WOW. HE GOES, "I THINK THAT'S THE BEST TENNIS MATCH I'VE EVER SEEN IN PERSON." SO IT SAYS SOMETHING FOR THE QUALITY OF PLAY THAT HE HAD. YOU GOT NEW SNEAKERS ON TONIGHT? BECAUSE EVERY TIME HE PLAYS A TENNIS MATCH, HE WEARS OUT A PAIR OF SNEAKERS [INAUDIBLE] HE IS LIKE A SQUIRREL OUT THERE RUNNING AROUND AND IT REALLY IS FUN TO WATCH. BUT ANYWAY, YOU ARE A STATE CHAMPION RIGHT HERE, CAMPBELL. [APPLAUSE] [00:15:04] >> HERE GRAVEN. NEXT ITEM ON OUR AGENDA IS NOT AS EXCITING BUT [LAUGHTER] INFORMATIVE FOR SURE IS THAT MR. BIGGEST RECORD, A SMALL TRUSTEES HAVE QUESTIONS ABOUT THE DISTRICT'S LEADER'S REPORT. WE ARE HAPPY TO RESPOND. >> ANYBODY HAVE ANY QUESTIONS? LET THE DISTRICT LEADERS REPORT. >> WHAT WERE SOME OF THE HIGHLIGHTS? I CAN'T REMEMBER READING. >> THERE ARE A LOT OF GOOD PHOTOS RIGHT NOW. >> I DID APPRECIATE THE PHOTOS. THERE'S GOOD HIGHLIGHTS REALLY ABOUT ALL AT EACH OF THE SECTION AND I APPRECIATE WHERE YOU'RE LIKE, THE SHORT, SOME BRIEF SO YOU CAN GET A FEEL PROUD OF ALL THE THINGS THAT ARE HAPPENING ACROSS THE DISTRICT, AND ONE THING THAT I WOULD POINT YOUR ATTENTION TO THE ELEMENTARY SCHOOLS ATTENDANCE, DATA UPDATE AND WE HEARD A LOT ABOUT ABSENCES AND COVID ABSENCES, ESPECIALLY QUARANTINE. AS YOU KNOW WE'VE ONLY QUARANTINED 6,002 CLASSES THIS ENTIRE YEAR. WE HAVE NOT HAD ANY QUARANTINES IN THE LAST THREE WEEKS. [INAUDIBLE] WAS ACTUALLY PRETTY GOOD. WHEN YOU LOOK AT WHERE WE WERE AT SEPTEMBER THIS YEAR VERSUS SEPTEMBER LAST YEAR, IT'S REALLY ON TRACK, IF NOT BETTER AND EACH SCHOOL AND DISTRICT WIDE. I THINK THAT WAS AN INTERESTING DATA POINT THAT I WOULD NOT HAVE GUESSED. >> THANK YOU. WE'LL MOVE ON TO DR.CRISPIN AND DR. DUSKY. >> THANK YOU GUYS. WE'RE GOING TO TEACH US ADVANCED PLACEMENT. [LAUGHTER] I'M READY FOR MY TEST. >> ALRIGHT, JERRY. MEMBERS OF THE BOARD, I'M HERE TO TALK TO YOU ABOUT WHAT IS AP? I BELIEVE SINCE THEY CALL IT THE EDUCATIONAL MOMENT. IS THAT CORRECT? >> YES. >> OKAY, YOU ARE EDUCATED. >> LET'S HAVE A MINUTE. >> JUST A MINUTE. I'LL BE TIMELY. AP, JUST FOR EVERYONE'S UNDERSTANDING, IS A VERY SPECIFIC TITLE OF A COURSE THAT WE OFFER JACKSON ON SCHOOL. WE OFFER A NUMBER OF AP COURSES. THE STUDENTS AT THE HIGH SCHOOL STARTING NOW AT THE FRESHMAN LEVEL. WE'VE INTRODUCED AN AP IN COMPUTER SCIENCE THAT ANY FRESHMAN CAN TAKE. IT USED TO BE JUST DIVISION SENIOR LEVEL. WE REALLY SCAFFOLD THAT DOWN NOW THAT 9, 10, 11, AND 12. ACROSS ALL SUBJECT AREAS AND ALL DEPARTMENTS OFFER AT LEAST ONE AP CLASS. AP CLASSES ARE NATIONAL CURRICULUM. SO IF A TEACHER TEACHES AN AP CLASS, IT IS A STANDARDIZED CURRICULUM AND EACH STUDENT TAKES AN AP TEST IN MAY, SCHEDULED BY THE COLLEGE BOARD. IT'S A NATIONAL TESTING CALENDAR THAT ALL SCHOOLS MUST FOLLOW. WE'RE VERY FORTUNATE IN OUR SCHOOL, WHEN A STUDENT TAKES AN AP CLASS, JACKSON HIGH SCHOOL. THAT STUDENT ALSO TAKES THE TEST AND AS YOU'RE PROBABLY AWARE, WE DO PAY FOR THAT NAEP TEST AND HAD THE LUXURY TO DO THAT OVER THE YEARS. THAT IS NOT A TRADITIONAL PRACTICE IN MOST HIGH SCHOOLS, ALTHOUGH IT IS IN SOME. WE LIKE TO THINK THAT THE TEST IS PART OF THE CLASS BECAUSE TAKING THAT SQL PLAY ALLOWS THAT STUDENT TO EXPERIENCE A COLLEGE LEVEL TEST BEFORE THEY EXIT OUR SCHOOL. OUR NUMBERS CONTINUE TO GROW WITH AP. WE LIKE TO PRIDE OURSELVES IN BEING AN OPEN ENROLLMENT AP SCHOOL, ESPECIALLY WITH OUR HUMANITIES CLASSES. THEY DON'T HAVE SOME OF THOSE REALLY TECHNICAL MATH REQUIREMENTS THAT ARE NECESSARY. THE MOST RECENT AP CLASS WE'VE OFFERED IS AP CHEMISTRY. THIS IS OUR FIRST YEAR OFFERING AP CHEMISTRY. WE HAVE OVER 28 STUDENTS IN THAT CLASS AND ABOUT 10 OF THOSE STUDENTS ARE COMING OUT OF OUR AVID PROGRAM AT THE HIGH SCHOOL. IT'S A REALLY SIGNIFICANT GROWTH MARK FOR RAD PROGRAM. >> THAT IS PERFECT. THAT'S EXACTLY WHAT WE NEEDED. >> THANK YOU. I REALLY APPRECIATE IT. >> WE'RE UP TO THE STUDENTS SCHOOL BOARD MEMBER REPORT. [D. Reports and Items for Discussion] ARE YOU ALL DONE TO GET IN THIS? >> THANK YOU. >> YOU ARE ALL DONE. OKAY [INAUDIBLE] SCHOOL BOARD MEMBER REPORT. >> THANK YOU, CHAIR. THANK YOU, TRUSTEES. WE ARE IN THE PRELIMINARY PARTS OF OUR PROJECT WHERE WE'RE JUST GETTING WORKING IDEAS GOING. WE NARROWED DOWN 20 ODD IDEAS INTO TWO CATEGORIES WITH TWO PRODUCT IDEAS IN EACH. THOSE CATEGORIES ARE FOCUSING ON A POSITIVE, [00:20:03] TANGIBLE, DISTRICT WIDE EFFECT, SOMETHING WE CAN REALLY SEE THE EFFECT OF. THEN OTHER ONE IS SOCIAL PROGRAMS AND INCLUSION EFFORTS LIKE EXTRA CURRICULAR IMPROVEMENTS. >> THE FOUR IDEAS THAT WE NARROWED DOWN TO MORE SPECIFICALLY IS FURTHERING AN ANTI-VAPING INITIATIVE, A FOSTER CARE AND DOG WALKING CLUB AND THEN FINALLY TO LOOK AT INSTITUTING A PEN PAL PROGRAM AND A PROFESSIONAL OUTREACH DATABASE. OUR FIRST IDEA WAS MAINLY CONTINUING TO INFORM STUDENTS ABOUT THE DANGERS OF VAPING AND CREATING SUPPORT GROUPS TO HELP THEM THROUGH THE PROCESS OF QUITING. IN MIDDLE SCHOOL, IT WAS A CRISIS THAT WE SAW EVERY SINGLE DAY AND WE OFTEN HEARD ABOUT IT FROM STAFF AND FROM STUDENTS. AS WE MOVED ALONG INTO THE HIGH SCHOOL, IT IS STILL A CRISIS BUT IT'S OFTEN IGNORED AND NOT AS ADDRESSED AS IT USED TO BE. BY CREATING SUPPORT GROUPS FOR THE STUDENTS, IT CAN BENEFIT, NOT ONLY THE MIDDLE SCHOOLS, BUT THE HIGH-SCHOOLERS AS WELL. WE CAN WORK WITH SEVERAL DIFFERENT PEOPLE LIKE THE NURSES IN THE SCHOOL OR THE SOCIAL WORKERS AS THEY HAVE WORKED WITH THESE STUDENTS WHO HAVE EXPERIENCED THIS STRUGGLE WITH VAPING BEFORE. >> AS STUDENTS AND REPRESENTATIVES FOR THE HIGH-SCHOOL STUDENTS, I THINK WE ALL SEE PRETTY SEVERE IMPACTS OF NICOTINE ADDICTION AS FAR AS COURSEWORK AND ACADEMIC [INAUDIBLE] GOES IN OUR YEARS. THE NEXT IDEA, AS ODD AS IT MAY SOUND, BEAR WITH ME, IS A DOG WALKING AND FOSTER CARE PARTNERSHIP PROGRAM. THE IDEA IS STARTING IN ELEMENTARY SCHOOLS. THIS HAS BEEN DONE IN OTHER SCHOOL DISTRICTS. ELEMENTARY SCHOOLERS CAN READ STORY BOOKS TO FOSTER CARE DOGS IN THEIR KENNELS WITHOUT PERSONAL INTERACTION. THIS BOTH CALMS THE [BACKGROUND] ANXIETY OF THE FOSTER CARE DOGS DOWN AND IMPROVES THEIR CHANCE OF GETTING ADOPTED LATER IN MY LIFE. IT HELPS THE ELEMENTARY SCHOOL KIDS IMPROVE THEIR READING AND SPEAKING SKILLS. AFTER THAT, AS THEY GRADUATE INTO MIDDLE SCHOOL AND THEN TO HIGH SCHOOL, THEY CAN LEARN ANIMAL CARE TECHNIQUES AND EVENTUALLY IN HIGH SCHOOL, PARTNERING WITH NHS OR KEY CLUB OR ANOTHER WHAT'S IT CALLED? PARTNERING WITH THOSE CLOUDS, WE CAN DO DOG WALKING AND ACTUALLY HELP OUT THOSE ORGANIZATIONS WITH THE CARE FOR THE ANIMALS. >> OKAY. >> CIVIL SERVICE, THAT'S IT. >> THROUGH IDEAS ABOUT PROFESSIONAL OUTREACH DATABASE. WHAT THIS MEANS IS TRYING TO REACH OUT TO, SPECIFICALLY, LOCAL COMPANIES, BUSINESSES, EVEN TERTIARY INSTITUTIONS, AND TRYING TO FORM RELATIONSHIPS WITH THESE GROUPS. CREATING A DATABASE WHERE WE HAVE THEIR NUMBER, THEY HAVE OUR NUMBER. WHERE STUDENTS, THROUGHOUT THEIR SCHOOL EXPERIENCE, REGARDLESS OF AGE, REGARDLESS OF GRADE, CAN THEN REACH OUT TO THESE BUSINESSES, TO THESE JOBS, AND ASK QUESTIONS ABOUT WHAT IT'S LIKE TO WORK IN THAT FIELD. OFTENTIMES, STUDENTS WILL HAVE QUESTIONS ABOUT WHAT IT IS LIKE TO BE IN THAT REAL-WORLD SCENARIO AND THIS KIND OF NETWORKING, THIS CONNECTION AND RELATIONSHIP THAT THEY WOULD FORM WITH THIS LOCAL BUSINESSES WOULD PROVIDE THE SPACE AND OPPORTUNITY FOR STUDENTS TO REACH OUT DIRECTLY TO LEARN MORE DIRECTLY WHAT IT IS LIKE TO WORK. >> THE PROBLEM WE'RE TRYING TO ADDRESS IS THAT THROUGHOUT CHILDREN'S EDUCATION, THEY'RE GIVEN A LOT OF INFORMATION THAT IS HOPEFULLY SUPPOSED TO APPLY TO A CAREER ONE DAY. BUT IT FEELS LIKE SOMETIMES THERE'S A DISCONNECT BETWEEN THAT INFORMATION AND HOW IT'S GOING TO APPLY TO A REAL-WORLD JOB. THIS PROGRAM CAN ALSO EXTEND TO GRADUATES AFTER HIGH SCHOOL, KEEPING TRACK OF WHERE THEY GO, KEEPING THEM IN TOUCH WITH THE HIGH SCHOOL AND THE SCHOOL DISTRICT. THEN EVENTUALLY, IF IT'S IMPLEMENTED CORRECTLY AND FOR LONG ENOUGH, THOSE GRADUATES, ALUMNI CAN COME BACK AND BECOME PART OF THE PROGRAM AND TEACH STUDENTS WHAT A REAL-WORLD CAREER LOOKS LIKE. >> THIS CAN BE VERY BENEFICIAL FOR THOSE WHO ARE THE FIRST IN THEIR FAMILY TO GO OUT AND HAVE DIFFERENT JOBS OR IF THEY WANT TO REACH INTO A DIFFERENT BRANCH THAT THEY HAVE NOT BEEN EXPOSED TO IN THE PAST. >> LAST BUT NOT LEAST IS A PEN PAL PROGRAM THROUGHOUT THE ENTIRETY OF A STUDENT EDUCATION. WE WOULD TRY AND KEEP THEM IN TOUCH WITH THE SAME FEW INTERNATIONAL STUDENTS. PEN PAL PROGRAMS HAVE BEEN PROVEN TO IMPROVE READING AND WRITING SKILLS, COMMUNICATION SKILLS, INTERPERSONAL SKILLS, AND ESPECIALLY HOW TO MAKE NEW FRIENDS WITH A TOTAL STRANGER, WHICH IS A REALLY IMPORTANT THING FOR YOUNGER KIDS TO LEARN HOW TO DO, BECAUSE WE CAN GET IN THESE INSULAR CLIQUES BY THE TIME WE'RE IN MIDDLE SCHOOL AND REALLY NOT HAVE THAT SKILL. >> ANOTHER SIGNIFICANT ASPECT OF THIS IS THE CULTURAL EXCHANGE. OFTENTIMES SCHOOL IS THAT ENVIRONMENT WHERE YOU CAN LEARN ABOUT PEOPLE OTHER THAN YOURSELVES, NOT ONLY THROUGH THE CURRICULUM, BUT INTERACTING WITH PEERS DIFFERENT FROM YOURSELF. THE PEN PAL PROGRAM WOULD FURTHER THIS CULTURAL EXCHANGE. [00:25:03] YOU COULD BE WRITING TO A STUDENT IN JAPAN AND FORMING THAT FRIENDSHIP AND LEARNING ABOUT WHAT IT'S LIKE TO LIVE THERE. THEN IT'S ALSO THIS IDEA THAT AS FOR ADULTS, AS CHILDREN, SPEAKING FROM EXPERIENCE, IT'S EASY TO BECOME INSULAR IN YOUR THINKING AND ASSUME THAT OTHER PEOPLE ARE LIKE YOURSELF IN TERMS OF BACKGROUND AND OTHER THINGS LIKE THAT. BUT THIS PEN PAL INITIATIVE BROADENS KIDS' ABILITIES TO LEARN MORE ABOUT DIFFERENT TYPES OF PEOPLE. >> MAYBE EVENTUALLY EVEN PREPARING OUR STUDENTS FOR COLLEGE ENVIRONMENT WHERE THEY MIGHT NOT KNOW ANYONE. [INAUDIBLE] THOSE ARE OUR PRODUCT IDEAS. WE'RE WORKING ON WAYS TO MOVE FORWARD ON EACH OF THEM ONCE WE DECIDE WHAT WE'RE GOING TO GO WITH. DO YOU HAVE ANY INPUT? >> WE MET WITH THE STUDENTS, IT WAS AWESOME. THEY CAME IN WITH ALL KINDS OF GREAT IDEAS. I HAVE TO TELL YOU THAT I'M TRYING TO THINK OF WHERE, JUST RECENTLY, WITHIN THE LAST WEEK. I SAW SOMETHING WHERE YOUR PROFESSIONAL OUTREACH DATABASE, WITH SOCIAL MEDIA AND ALL THE STUFF WE HAVE NOW, IT DOESN'T NECESSARILY HAVE TO BE RIGHT HERE. IT WAS A SOLICITATION FOR MENTORS TO SIGN UP TO BE ABLE TO SHARE THEIR JOB EXPERIENCES. I REALLY LIKED ALL YOUR IDEAS. I REALLY NEED TO THINK ABOUT IT. IF YOU'RE GOING TO ASK US TO PAIR THIS DOWN TO ONE, IT'S GOING TO BE REALLY HARD [LAUGHTER] BECAUSE THEY'RE ALL REALLY GOOD. >> [INAUDIBLE]. >> I JUST APPRECIATE THE THOUGHT THAT WENT INTO EACH ONE OF THEM AND [NOISE] JUST THE DIFFERENT POINTS THAT YOU BROUGHT UP, THE BENEFITS TO STUDENTS. I ALSO APPRECIATE THAT SEVERAL OF THEM REALLY CONSIDER THE KIDS, K ALL THE WAY THROUGH 12TH GRADE. I THINK THAT'S SUPER IMPORTANT BECAUSE THAT'S YOUR POSITION. THANK YOU FOR DOING THAT. I APPRECIATE THE FACT THAT YOU TOOK SOME OF OUR SUGGESTIONS AND THEN MADE THEM YOURS. IT'S A GREAT LIST. >> THANK YOU. >> WHAT ELSE? I JUST HAVE TO SAY, NUMBER 1, I JUST AM SO IMPRESSED WHEN PEOPLE REALLY GIVE PRESENTATIONS WITH THREE PEOPLE, THAT'S SO HARD, [LAUGHTER] BOUNCING AROUND. THAT'S A SKILL YOU'RE GOING TO NEED WHEN YOU'RE IN THE REAL WORLD. I HAVE TO GIVE PRESENTATIONS ALL THE TIME AND IT'S HARD WHEN IT'S ANYONE BUT ME. I'M REALLY BAD AT SHARING. [LAUGHTER] THAT'S IMPRESSIVE, WHEN YOU CAN GIVE A PRESENTATION WHEN THERE'S MORE THAN ONE AND YOU DID IT SO NICELY. IT'S A NICE BLOW BACK AND FORTH. I FOUND ALL FOUR IDEAS IS JUST FASCINATING. I THINK ANY [NOISE] ANYONE OF THOSE IS PERFECT. THANK YOU VERY MUCH. YOU GUYS ARE DOING A GREAT JOB. >> THANK YOU. >> THANK YOU. >> THANK YOU. >> CAN I SHARE ONE MORE THING? >> YES, SURE. >> MR. CHAIR, ONE OF THE OTHER THINGS THAT WE TALKED ABOUT WITH THE STUDENTS IS, AND YOU KNOW, WE'VE HAD YEARS WHERE WE'VE HAD A LOT OF THOSE SCENARIOS WHERE WE DIDN'T HAVE SO MUCH OF IT, SOME OF THE AGENDA ITEMS COME UP THAT REALLY APPLY TO THESE STUDENTS FOR THEM TO BE ABLE TO PROVIDE THEIR VIEWPOINT TO US. >> I'LL PROBABLY DO THAT TONIGHT. THANK YOU. WE'RE UP TO FISCAL MANAGEMENT. >> THIS EVENING, LAURA WILL BE PROVIDING THE UPDATE. >> HOW EXCITING. >> [OVERLAPPING]. [LAUGHTER] >> A REPLACEMENT PLAN. GOOD EVENING, BOARD CHAIR, TRUSTEES. LAURA DEVIN FOR FINANCE DEPARTMENT. WHAT WE HAVE HERE IS JUST THE BUDGET UPDATE. NOT MUCH HAPPENING. KRISTEN HAS MENTIONED BEFORE THAT WE DO POST A LOT OF ANNUAL THINGS AT THE BEGINNING OF THE YEAR. IT SOMETIMES MAKES SOME BUDGET NUMBERS LOOK LIKE YOU'RE GOING TO GO OVER BUT THAT'S US MAKING SURE THAT WE HAVE THEM ACCOUNTED FOR AND ARE READY TO BE PAID WHEN IT'S THERE. YOU WILL NOTICE THAT THERE ARE SOME THAT ARE OVER, ONE OF THEM IS IN COMMUNICATIONS. THAT IS THE NAVIGATE 360 WHICH IS A CRISIS PLANNING PROGRAM THAT WILL BE TAKEN CARE OF WITH SOME EXTRA FUNDS. I BELIEVE WHEN THAT IS AWARDED AT THAT TIME. THE OTHER ONE THAT IS GOING TO BE OVER IS GOING TO BE THE PROPERTY LEASE THAT WE HAVE. WE HAD A RETROACTIVE CHARGE FROM THE STATE FOR SEVEN ADDITIONAL ACRES WHICH ARE BASICALLY THE COW PASTURES THAT WE HAD NOT BEEN PAYING IN THE LAST 10 YEARS. THE $10,000 IS A RETROACTIVE FOR THE LAST 10 YEARS THEN YOU WILL [00:30:05] SEE THE ANNUAL LEASE AMOUNT HAS GONE TO APPROXIMATELY $4,000 A YEAR. WE'RE NOW CAUGHT UP DUE TO THE STATE CATCHING UP THAT IT WAS A MUCH HIGHER. HOW MUCH WAS LEFT FOR THE LAST 10 YEARS? TEN. ITS THE ONLY NUMBER, THE 1056. THAT'S FOR SEVEN ACRES THAT FOR SOME REASON THEY NEVER BUILD THIS FOR. WE COULDN'T JUST TELL THEM YOU MISSED OUT? [LAUGHTER]. CHEERY, THAT WAS A LEAKY PART OF OUR NEGOTIATION AND APPARENTLY 10 YEARS AGO, THEY PURPOSELY PULLED THE SEVEN ACRES AWAY FROM THE REST OF THE CAMPUS BECAUSE THEY WANTED TO EVALUATE WHETHER OR NOT IT WAS SOLELY DISTRICT PURPOSE. IN AN EFFORT TO GET THE SEVEN ACRES ADDED TO THIS PARCEL, BECAUSE WE HAD BEEN USING IT FOR SCHOOL DISTRICT PURPOSES. WE SAID IT WOULD GO DO THAT CHARITY AND ACCORDING TO MY CONTACTING, ANYWAY, I GOT TO KNOW PRETTY WELL. WE GOT ALL THIS. THAT WAS A SOME POINT IN OUR LEASE HAS BEEN EXTENDED THROUGH 4065. I'LL BE HERE TO RENEGOTIATE. [LAUGHTER] THAT'S WHAT I WAS LAUGHING ABOUT. MY CONTACT AT THE STAKE. I SAID I'D HAVE BY RETIRED BY THEN AND HE SAID I HOPE YOU'RE ALIVE BY THEN. [LAUGHTER] THAT'S FUNNY. IT WASN'T VERY NICE. [LAUGHTER] WELL, THOSE ARE THE TWO THAT STAND OUT EXTENSIVELY IN THIS LIST. THE OTHER LIST WAS JUST A BREAKDOWN OF WHAT IS IT? THE AMERICAN RECOVERY PROGRAM, THE ARP FUNDING AND IT JUST BREAKS IT OUT ON HOW WE HAVE SPIN IT OUT. THE ANNUAL PIECE TWO OF THEM ARE OVER LIKE GEER, CARES ACT AND THE GEER GOVERNORS, BUT IF YOU GO THROUGH THAT IT JUST GIVES A BREAKDOWN OF WHAT THE FUNDING WAS, HOW WE PAID FOR THE DISTRIBUTION OF THOSE FUNDS AND THAT WE STILL HAVE ACTIVE ESSER II, ESSER III HAS NOT BEEN RELEASED YET BUT WE'RE MAKING OUR LIST. IT'S TIME FOR ANY QUESTIONS. HAVE YOU TESTED? SOME OF THESE I KNOW ESSER II AND ESSER III. ISN'T THERE A REQUIREMENT, SAY 20 PERCENT OF IT IS ALLOCATED TOWARD LEARNING LOSS RECOVERY OR SOMETHING LIKE THAT. YES. YOU'LL SEE THERE'S A FOOTNOTE THAT YOU CAN HAVE DOWN BELOW, THAT INDICATES THAT THAT WILL BE SATISFIED IN ORDER TO COMPENSATE FOR THAT. ANY OTHER? YOU COULD JUST INFORM KRISTEN THAT THAT WAS JUST AMAZING, AND [INAUDIBLE] PERMANENTLY UP THEIR. TELL HER I SAID IT. SEE HOW SHE REACTS. I'LL DO THAT. THANK YOU. WHERE WERE WE? OTHER REPORTS. THIS IS THE FUN PART. KNOCK THE DOORS WHERE THE FILES ARE, I'M SORRY, BUT EVEN MORE. FACILITIES STRATEGIC PLAN PRIORITY LIST, AND HOW WOULD WE GO ON ABOUT THIS TONIGHT? WAS DAN ON HERE? HE IS. THANK YOU CHAIR OF [INAUDIBLE] TRUSTEES. DAN ODASZ FROM PLANT 1 HAD INTENDED ON BEING LIVE AND IN PERSON, HOWEVER THERE'S THIS STORM ON THE EAST SIDE OF SPAIN HAS PREVENTED THAT. HE IS ONLINE HERE. HAPPY THAT IT'S NOT IN HIS VEHICLE AND BEFORE YOU ARE PRINTED OUT, [INAUDIBLE] IS TO MAKE IT A LITTLE BIT EASIER FOR YOU TO FOLLOW ALONG. HOWEVER, ALL OF THESE DOCUMENTS ARE ALSO LINE THE BOARD-BOX, SO ANYONE ONE COMPONENT CAN ALSO FOLLOW UP AND DO THEM, BUT DAN PLEASE TAKE IT AWAY. MR. CHAIRMAN, TRUSTEES, CAN YOU HEAR ME OKAY? A LITTLE LOUD BUT WE'LL CONTROL THAT ON OUR SIDE [LAUGHTER]. I'LL BACK OFF A LITTLE BIT. I APOLOGIZE FOR NOT BEING THERE IN PERSON. I HAD EVERY INTENTION. I'M STUCK AT THE HAMPTON INN IN DOUGLAS. GOT CAUGHT IN SNOWSTORM AND THEY HAD THE INTERSTATE CLOSED BOTH WAYS [NOISE] SO I WILL DO THE BEST I CAN ON THE ZOOM FORMAT. [00:35:01] ANDREA IS GOING TO APPROVE THROUGH THE POWERPOINT FOR ME I BELIEVE, AND WE'LL GO RIGHT TO THE SECOND SLIDE. THIS IS AN IMPORTANT SLIDE, SO WE'LL PAUSE HERE A LITTLE BIT. LAST MONTH, GAVE A PRESENTATION AND RECEIVED A LOT OF GOOD FEEDBACK FROM THE BOARD AND SENIOR STAFF, AND I'M NOT GOING TO REPEAT THAT PRESENTATION. I'M GOING TO TRY TO FOCUS ON THE IMPROVEMENTS THAT HAVE BEEN MADE IN THE LAST MONTH SINCE THAT TIME. BUT FEEL FREE TO STOP ME AT ANYTIME IF YOU HAVE ANY QUESTIONS. THIS SLIDE IS EXCITING AGENDA AND IT SHOWS THE ENTIRE SCOPE OF THE WORK. [NOISE] YOU CAB SEE THE ITEM A ON THE BOTTOM OF THE GRAPHIC THERE IS THE HIGH-SCHOOL NEW FIELD HOUSE AND WE'VE QUANTIFIED AND SHOWN THE SPACE THAT BECOMES FREED UP INSIDE THE HIGH SCHOOL THAT CAN BE REMOTE FOR OTHER ACADEMIC ROOMS. ITEM B IS THE FOOTBALL FIELD AND THE NEW ENTRANCE OFF OF MIDDLE SCHOOL DRIVE. A NEW LOCKER ROOM BUILDING, A PARKING LOT. PARKING IS ACTUALLY BEEN REDUCED FROM WHAT WE SHOWED LAST MONTH TO PRESERVE MORE OF THE GREEN SPACE. ITEM C IS THE NEW TRANSPORTATION AND MAINTENANCE FACILITY ACROSS FROM THE DISTRICT OFFICE. ITEM D IS A PRETTY VESTIBULE AT WILSON ELEMENTARY SCHOOL AND ITEM E IS WHEN THE MAINTENANCE FOLKS MOVE OVER TO THE NEW BUILDING, TO THAT EXISTING BUILDING AT THE MIDDLE SCHOOL GETS FREED UP AND CAN BE USED AS CTE SPACE FOR THE MIDDLE-SCHOOL STUDENTS AND THEN THAT ALSO PHRASE UP ACADEMIC SPACE INSIDE THE MIDDLE SCHOOL AS WELL. IT'S A REALLY NICE PACKAGE OF PROJECTS AND MOST OF THESE CAME ABOUT AND WERE CONCEIVED DURING THE MCER PROCESS FOR THE MIDDLE SCHOOL AND AT THAT TIME IT WAS RECOGNIZED MOSTLY BY YOUR LOCAL FOLKS THERE THAT YOU KNOW, THE CAPACITY ISSUES THAT THE MIDDLE-SCHOOL ARE HEADED TOWARDS THE HIGH SCHOOL AND FORESIGHT AND FORETHINKING WOULD RECOMMEND TAKING ACTION NOW. YOU SEE THE BLUE TEXTS ARE CHANGES FROM THE LAST POWERPOINT WE SAW LAST MONTH. NEXT SLIDE. PLEASE. JUST IMAGINE IF WE SOLVED A NUMBER OF ISSUES BESIDES CAPACITY, EDUCATIONAL SUITABILITY IN THE FORM OF BETTER CTE AND BETTER LABS AND FACILITY CONDITION ISSUES AS YOUR FACILITIES GET UPGRADED THROUGH THESE PROJECTS. NEXT. LOOKING AT THE BRONC ACHIEVEMENT CENTER FIRST, WE'VE GOT A WHOLE LIST OF ATHLETIC OPPORTUNITIES ON THE LEFT-HAND SIDE. IT TRULY IS A MULTI-USE ITEM SPACE. THEN ACADEMIC BENEFITS ON THE RIGHT AS WELL, ESPECIALLY SINCE WE ADDED THOSE SPECIALIZED LAB SPACES ALONG THE NORTH SIDE OF THE COMPLEX THERE. A REALLY NICE MIX OF LEFT BRAIN AND RIGHT BRAIN, IF YOU WILL. REALLY A WONDERFUL LIST OF OPPORTUNITIES THERE. I'LL SHOW YOU THAT ON THE NEXT SLIDE. THE FIELD HOUSE WAS ORIGINALLY CONCEIVED AS AN INDOOR 200-METER TRACK WITH THREE COURTS IN THE MIDDLE. IT STILL HAS THAT. IT STILL HAS THE WEIGHT ROOM AND RESTING AND ALL OF THOSE OTHER ATHLETIC FEATURES IT HAD BEFORE. BUT THE BIG "AHA" MOMENT, THE BIG IMPROVEMENT WAS THOSE COLORED BOXES ALONG THE NORTH SIDE. THEY ARE A HOST OF REALLY NICE SPECIALTY LABS, ROBOTICS, ENGINEERING, FABRICATION, CULINARY ARTS. THAT'S WHERE WE SEE THE BENEFIT OF BOTH THE ACADEMICS AND THE ATHLETICS UNDER ONE FACILITY. NEXT. A RENDERING OF WHAT IT COULD LOOK LIKE. WE ARE GETTING THE ECONOMY OUT OF A LARGE, CLEAR-SPAN PRE-ENGINEERED METAL BUILDING IN THE BACK. BUT WE'RE MIMICKING SOME OF THE ARCHITECTURAL FEATURES AND THE COLORS AND THE MATERIALS OF THE, I SUPPOSE, THE BEAUTIFUL BUILDING, MAINLY RIGHT AT THE FRONT ENTRANCE THERE WHERE MOST OF THE PEOPLE WILL SEE IT AS THEY WALK UP TO THE FRONT DOOR. [00:40:01] NEXT. JUST A VIEW OF THAT BRONC VOLUME ALMOST LIKE THE WHALES OF A BONE. LOOK AT A WHALE BONES LOOKING THROUGH THERE. IT'S JUST A HUGE MULTI-PURPOSE SPACE. YOU CAN SEE THE WINDOWS ON THE RIGHT-HAND SIDE LETTING THAT NATURAL LIGHT COMING IN FROM FROM BOTH SIDES, THE NORTH AND THE SOUTH. THAT'S REALLY WHERE THE WHOLE PROJECT STARTED WAS WITH THAT LARGE VOLUME BUT PRE-ENGINEERED METAL BUILDINGS, AS I MENTIONED, GIVE YOU A REALLY GOOD COST-EFFECTIVENESS AND THEY'RE PERFECT FOR A LONG CLEAR SPAN BUILDING LIKE THAT. NEXT. HERE'S ONE THING I WAS SPECIFICALLY ASKED TO DO IS, WHEN THOSE LAB AND HEALTH CLASSROOM AND SOME OF THE OTHER FUNCTIONS WILL MOVE OUT TO THE BRONC ACHIEVEMENT CENTER, IT FREES UP SPACE INSIDE THE HIGH SCHOOL. SOME OF THOSE CLASSROOMS WILL MOVE OUT TO BETTER ACCOMMODATIONS AT BRONC ACHIEVEMENT CENTER AND SO NOW WE HAVE AN OPPORTUNITY TO REMODEL SOME OF THOSE ROOMS INSIDE THE HIGH SCHOOL FOR THE DEPARTMENTAL CLASSES LIKE MATH AND ENGLISH AND SOCIAL STUDIES AND OTHER USES. THAT'S WHERE THE CAPACITY ALLEVIATION COMES IN AS WELL. THOSE SPACES ARE A REALLY GOOD BUY AS OPPOSED TO BUILDING NEW CLASSROOM SPACE FOR THOSE PURPOSES BECAUSE YOU ALREADY HAVE A FLOOR, YOU ALREADY HAVE A ROOF, YOU ALREADY HAVE FOUR WALLS. YOU JUST NEED TO GO IN AND DO THE INTERIOR REMODELING IN THOSE SPACES TO MAKE THEM SUITABLE FOR WHATEVER NEW SPACES YOU NEED. REALLY A DOUBLE BENEFIT OUT OF THAT BRONC ACHIEVEMENT CENTER. TEN THOUSAND SQUARE FEET OF SPACE THAT COULD BE UTILIZED. WE'RE ALSO SHOWING ON THE UPPER LEFT THERE THAT LIGHT GREEN BOX IS A NEW SECURITY VESTIBULE. IT'S ALWAYS BEEN A TOUGH SITUATION TO THE HIGH SCHOOL DUE TO THE LONG ENTRANCE CORRIDOR AND THE OFFICE AT THE END. WE'VE GOT A COUPLE OF POSSIBLE DIFFERENT DESIGN OPTIONS FOR THAT. RIGHT NOW WE'RE JUST SHOWING IT AS A SMALL EXTERIOR ADDITION THAT WOULD HAVE A SIDEWALK LEADING TO IT ADJACENT TO THE CURRENT OFFICE. THAT'S CONSIDERED BEST PRACTICE ON ALL WYOMING SCHOOLS THESE DAYS TO HAVE THAT SECURITY VESTIBULE SO THAT'S PART OF THE MIX AS WELL. NEXT. SAME THING ON THE SECOND FLOOR. THE BEIGE ROOMS ARE JUST FUNCTIONS THAT HAVE MOVED OUT TO THE BRONC ACHIEVEMENT CENTER AND SO THESE SPACES ARE AVAILABLE. NEXT. JUST SHOWING THAT ENTRANCE AREA OF THE HIGH SCHOOL WHERE THE SECURITY BEST VIEW WOULD OCCUR EITHER HERE AT THE FRONT OR FURTHER BACK AT THE OFFICE. >> OF COURSE, TO MOVE ON, MAYBE WE COULD STOP [OVERLAPPING] FOR A SECOND AND JUST BORE IT TO THE BOARD. LET'S TALK ABOUT IT'S LABELED AS A WITH THE YIELDED HOUSE IN THE BROCK CENTER. THOUGHTS JUST UNMAPPED ANY PARTICULAR CLARITY QUESTIONS YOU NEED FROM DAN OR ANY DISCUSSION OR THOUGHTS? ANYBODY WANT TO SHARE RIGHT OFF THE BEGINNING? >> OH, YES. EXCELLENT. >> AS A STUDENT PERSPECTIVE, SHOULD THERE BE ANY CONCERN ABOUT NOISE FROM THE IT'S GOING TO BE [INAUDIBLE] BASKETBALL COURTS LEADING THE CTE SPACE OR IS THAT GOING TO BE LIKE- >> EXCELLENT QUESTION. LET'S ASK DAN THAT. DAN, DID YOU HEAR THE QUESTION? THE QUESTION WAS, IS THERE ANY CONCERN WHEN YOU HAVE A LOT OF NOISE GOING ON IN THE TRACK AREA, THE BASKETBALL AREA, WOULD THAT LEAD INTO THE CTE AREA? >> THAT IS A GOOD QUESTION. ANDREA, CAN YOU BACK UP TO THE FLOOR PLAN, PLEASE? ONE MORE TO THE BRONC CENTER FLOOR PLAN. BACK. LITTLE MORE BACK, ONE MORE. THE LARGE VOLUME OF THE ATHLETIC SPACE IS ONE LARGE SPACE. THEN YOU CAN SEE THE LABS ON THE NORTH OF THAT. THE ENTRANCES TO LABS FACE THE ROOM CORRIDOR TO THE FURTHER NORTH. THERE IS NO CONNECTIVITY BETWEEN THE BACK OF THOSE LABS AND THE ATHLETIC SPACE. WHILE WE HAVEN'T GONE THROUGH ALL THE DETAILS RIGHT NOW THAT BACK WALL SINCE IT HAS NO DOORS AND NO WINDOWS, IT EASILY BE A DOUBLE OR IT COULD BE VERY WELL SOUNDPROOF AND THERE'S A LOT OF THINGS WE COULD DO TO MITIGATE ANY SOUND TRANSFER BETWEEN THOSE TWO SPACES. >> [INAUDIBLE]. >> DAN I GOT TO TELL YOU WHAT GOES THROUGH MY MIND AS I THINK ABOUT THIS WHOLE THING. IS THE PRESENT FACILITIES WE HAVE AND WHAT I KNOW OF FACILITIES OR OTHER SCHOOLS THAT BEEN IN THE SAME LEAGUE WE ARE. [00:45:07] IS THERE A WAY THAT WE CAN PUT A SUITABILITY NUMBER ON OUR FACILITIES AS PART OF THE PITCH MOVING FORWARD ON WHY WE NEED THIS CHANGE. IT'S EASY TO DO CAPACITY, AFTER ANY SCANDAL. IT'S JUST SUITABILITY IS SUBJECTIVE. I GET IT. BUT IT WOULD BE NICE IF WE COULD PUT RATINGS ON WHERE WE ARE TODAY AND WHERE THIS WOULD TAKE US TO. >> YES. TRUSTEE. ABSOLUTELY. ONE THING THAT COMES TO MY MIND IS THE SFD NORMALLY CONTROLS RATINGS, AND SCORINGS, AND CALCULATIONS FOR ALL OF THEIR CRITERIA. BUT WHAT WE CAN DO IS WE CAN PREPARE AN EXECUTIVE SUMMARY, WE CAN PREPARE A REPORT THAT WOULD EXPOUND UPON SUITABILITY DEFICIENCIES. FOR EXAMPLE, SOME OF THESE SPECIALIZED LABS THAT ARE IN THE HIGH SCHOOL RIGHT NOW ARE FAR UNDERSIZED. THEY'RE PERFECT FOR A MATH CLASSROOM AT 800 OR 900 SQUARE FEET, BUT WHEN YOU LOOK AT WHAT YOU REALLY NEED FOR THE SQUARE FOOTAGES OF THE EXTRA EQUIPMENT, AND LAB STATIONS, AND WHAT NOT THAT GOES INTO THESE ROOMS, THESE ARE MORE UP AROUND THE 1500 SQUARE FOOT RANGE. I BET THERE'S A DOZEN DIFFERENT EXAMPLES OF ITEMS LIKE THAT THAT WE COULD POINT OUT THAT WOULD QUALIFY AS EDUCATIONAL SUITABILITY DEFICIENCIES. >> GREAT. THANK YOU. >> [INAUDIBLE]. >> I HAVE A QUESTION. WE'VE GOT A LOT OF SUPPORT FROM THE PUBLIC ON THE BRONC ACHIEVEMENTS. SOME PEOPLE HAVE ACTUALLY ALSO SUGGESTED ADDING A POOL TO THIS. IS THIS SOMETHING WE WANT THEM TO LOOK AT OR TRUST THAT. THAT'S BIG GAIN THAT'S A QUESTION AS WELL. [INAUDIBLE] [OVERLAPPING]. >> I THINK WE'VE LOOKED AT IT. A, I DON'T THINK WE HAVE THE SPACE, AND B, IT'S AN INCREDIBLY HIGH NUMBER JUST TO BUILD IT. CAMPBELL COUNTY JUST WENT THROUGH IT, AND ALSO THE MAINTENANCE COST IS REALLY HIGH. I GET THAT THE SPACE LIMITED TO THE CURRENT POOL, BUT WE DO HAVE A DEAL WITH THE COUNTY FOR FREE, WE USE THAT. I THINK SOME OF THE PROBLEMS WITH THE YOUNGER AGES, THE STINGRAYS, OUTSIDE OF THE SCHOOL DISTRICT ISSUE, WHICH IS STILL AN IMPORTANT ISSUE BECAUSE YOU GOT TO BUILD THOSE SWIMMERS TO GET THE HIGHER TEAM. BUT THAT'S JUST ME TALKING. ALREADY WITH THE PRICE HITS A LOT I THINK [OVERLAPPING]. >> WE JUST GOT TO FIGURE IT OUT THERE [LAUGHTER]. >> I THINK IT WILL BE TOUGH TO, A, FIND MORE SPACE FOR IT AND I THINK YOU'D HAVE TO GET RID OF THE TENNIS COURTS, AND B, JUST THE COST TO MAINTAIN A POOL IS, I CAN'T REMEMBER, CAMPBELL COUNTY JUST BUILT ONE AND IT WAS A LOT. >> THAT'S OVER [NOISE] $30 MILLION. >> YEAH. THAT WOULD BE ON TOP OF THE LISTING. >> THEY GOT AN ESTIMATE THAT THEY WORKED WITH $30 MILLION [OVERLAPPING]. >> THEY HAVE? [OVERLAPPING] >> YEAH. THANK YOU. >> NO, THAT'S GOOD. I APPRECIATE YOU BRINGING IT UP CRAFT DESIGN BECAUSE THERE WERE SOME PEOPLE WHO WERE ASKING ABOUT THEM. [OVERLAPPING]. >> I JUST THOUGHT WE SHOULD TALK ABOUT IT. >> YEAH, I THINK YOU'RE RIGHT. WE SHOULD TALK ABOUT IT. I'M NOT SAYING IT'S A DEAD ISSUE. I WAS JUST POINTING OUT THAT WOULD BE THE COST AND SPACE. ANY OTHER QUESTIONS ON THIS? WE'LL LET DAN MOVE ON TO THE STADIUM. LET'S GO. DAN, IF YOU WANT TO MOVE ON TO B, AND THE STADIUM? >> SIR, IF YOU DON'T MIND, I CAN TAG ONTO THAT POOL JUST REAL BRIEFLY. THE WORK I'VE DONE AT THE CODY HIGH SCHOOL, WE FILLED IN THEIR POOL AND TURNED IT INTO A DRY ATHLETIC CENTER LIKE THIS. THE MAINTENANCE COST FOR JUST TOO MUCH FOR HIM. IF YOU LOOK AT THE LIST OF SPORTS THAT ARE AVAILABLE WITH THE BASKETBALL, AND TENNIS, AND THE TRACK, AND VOLLEYBALL, AND EVERYTHING YOU CAN DO ON A DRY SPACE. I THINK THAT MULTI-USE ASPECT OF THE DRY SPACE ENDED UP JUST BEING A BETTER BILE FOR THAT [INAUDIBLE]. ANYWAY, WE CAN MOVE ON PLEASE. NEXT. THE SITE IMPROVEMENTS. [00:50:01] THE BIG THING HERE WAS THAT WE CLEAN UP. NUMBER ONE, THE VEHICULAR APPROACH, AND THE CIRCULATION IN OF THE FOOTBALL STADIUM PARKING LOT. WE'RE PROPOSING COMING IN OFF MIDDLE-SCHOOL DRIVE, SUSTAINABLE WINDING OUR WAY THROUGH OVER TO THE DISTRICT OFFICE SIDE. WE'VE GOT AN ENTRANCE PORTAL DESIGNED THERE, GOT TO GIVE IT SOME WAYFINDING, AND GIVEN IT SOME ENTRANCE. IDENTIFICATION. WE'VE ADDED SOME IMPROVED PARKING FACILITIES THERE, BUT NOW WE'VE BACKED OFF ON THE EXTENT OF THAT. WE HAVE ADDED A LOCKER ROOM TO THAT MIX OF PROJECTS AS WELL BECAUSE THERE IS NOT A LOCKER ROOM OVER ON THAT SITE. NEXT I'LL SHOW TO YOU THAT GRAPHICALLY. THIS IS NOT A LITTLE SMALL ON THE SCREEN, BUT IF WE START AT THE LOWER LEFT THERE, WE CAN SEE WHERE IT SAYS MIDDLE SCHOOL ROAD. THAT WOULD BE THE NEW ENTRANCE PORTAL COMING INTO THE PARKING LOT NORTH OF SUMMIT. WE WOULD IMPROVE THAT GRAVEL AREA, PAVE IT. YOU WOULD NOT BE ABLE TO DRIVE THROUGH TO THE DISTRICT SIDE. WE WOULD WANT TO KEEP THAT PEDESTRIAN ACCESS ONLY. THAT'S FOR SAFETY, AND TO KEEP THAT PEDESTRIAN FEEL. IF WE MOVE UP TO THE LEFT FROM THERE, WE'VE DELETED THE PARKING LOTS WE SHOWED PREVIOUSLY. AS WE COME AROUND CLOCKWISE, YOU SEE THE NEW LOCKER ROOMS, THEY'RE JUST SOUTH OF THE DISTRICT OFFICE, AND CONTINUING CLOCKWISE IS THE NEW TRANSPORTATION AND MAINTENANCE BUILDING. ON THE SKATE PARK IS INTERESTING BECAUSE WE'VE RESPECTED THE SHAPE OF THE EXISTING SKATE PARK AND WE HAVE THE PLANS FOR THEIR PROPOSED EXPANSION AROUND THE PERIMETER OF THIS PARK, AND THIS DESIGN RESPECTS THAT AS WELL. IF YOU'LL NOTICE A SEMICIRCULAR LINE OF TREES THAT WE'RE PROPOSING IN BETWEEN THE TRANSPORTATION MAINTENANCE AREA, AND THE SKATE PARK THAT I THINK WILL BENEFIT BOTH SIDES OF THAT LANDSCAPE BUFFER ALONG THERE. LET'S MOVE ON. THAT'S THE LOCKER ROOM BUILDING. TWO LOCKER ROOMS, COACHES, OFFICES, BATHROOM, SHOWERS. NEXT, THE STADIUM, AND THE PRESS BOX WE TALKED ABOUT BEFORE. THIS IS INTERESTING BECAUSE IT SOUNDS LIKE THERE'S SOME LOCAL INTERESTS AND POSSIBLY SOME DONATIONS THAT MIGHT BE AVAILABLE, SOME DOLLARS AS WELL AS LABOR DONATIONS. THERE'S A LOT OF INTEREST IN GETTING THIS BLEACHER SYSTEM BUILT POTENTIAL FOR POSSIBLY THIS PROJECT MOVING AHEAD OF THE OTHER PROJECTS. MOVE ON I GUESS, NEXT SLIDE. THE ENTRANCE PORTAI, I LIKE THIS PICTURE. I LIKE THE FACT THAT [OVERLAPPING] WE'RE COMING IN OFF OF MIDDLE-SCHOOL ROAD, AND WE'RE NOT TRYING TO WIND AWAY THROUGH WHICH I CONSIDER DANGEROUS ON THE EAST SIDE. IT'LL BE MUCH MORE DIRECTED. I THINK WHEN YOU DO AN ENTRANCE PORTAL, IT MAKES YOU FEEL LIKE YOU'RE COMING INTO A DIFFERENT PLACE. YOU'RE NOT OUT ON A PUBLIC ROAD ANYMORE, YOU'RE COMING ONTO A CAMPUS AND THERE'S A DIFFERENT FIELD, THERE IS A DIFFERENT SET OF RULES THAT APPLY, DIFFERENT TYPE OF BEHAVIOR. I THINK IT JUST REALLY DENOTES THAT NOW YOU'RE ON THE CAMPUS. YOU MIGHT EVEN CONSIDER THIS TYPE OF PORTAL AT OTHER SCHOOLS IN YOUR DISTRICT AS WELL. NEXT. THIS IS THE OTHER LARGER PROJECT WOULD BE THE NEW TRANSPORTATION MAINTENANCE[OVERLAPPING] >> BEFORE YOU MOVE ON TO THE C, LET'S JUST TALK ABOUT B REAL QUICK. ANYONE [OVERLAPPING] HAVE ANY SPECIFIC QUESTION ON THE STADIUM PROJECT? [BACKGROUND] GO AHEAD, YOU CAN GO ON TO C THEN. >> OKAY. THANK YOU. I SHOULD PAUSE AFTER EACH ONE[OVERLAPPING] THANKS FOR REMINDING ME. THIS IS PRETTY UTILITARIAN. YOUR EXISTING BUS MAINTENANCE FACILITY IS WOEFULLY UNDERSIZED AND INADEQUATE. WHAT WE'VE DESIGNED IS NOT A TOMB OR HALL ACTUALLY IN KEEPING WITH THE SFD DESIGN STANDARDS OR A DISTRICT OF YOUR SIZE. WE'VE ALSO ADDED THE DISTRICT MAINTENANCE OFFICES INTO THAT MIX, WHICH GETS THEM OUT OF THE MIDDLE SCHOOL CAMPUS, WHICH I REALLY LIKE. THEN LATELY WE WERE ABLE TO DO SOME DESIGN EFFICIENCIES AND CREATE SOME MORE OFFICE SPACE ON THE SECOND FLOOR WHERE THE BUSINESS OFFICES AND THE DISTRICT OFFICE COULD MOVE OUT THERE AS WELL, FREEING UP SOME SPACE IN THE DISTRICT OFFICE YOU'RE IN NOW, WHICH IS QUITE CROWDED AS WELL. KIND OF ALLEVIATES A COUPLE OF DIFFERENT DEPARTMENTS THERE. NEXT. IT'S GOING TO BE RIGHT ACROSS [00:55:06] THE STREET FROM THE DISTRICT OFFICE SO AGAIN JUST LIKE WE RESPECTED THE ARCHITECTURE OF THE HIGH SCHOOL WITH THE FIELD HOUSE, WE WANT TO RESPECT YOUR ARCHITECTURE OF THE DISTRICT OFFICE WITH THE NEW BUILDING AS WELL. NEXT. THAT'S A CLOSE UP JUST OF THAT AREA YOU'VE SEEN BEFORE. AGAIN, WE TALKED ABOUT RESPECTING THE SKATE PARK, LANDSCAPE BUFFER, THAT 45-DEGREE DESIGN REALLY SEEMED TO WORK BEST WITH THE TRAFFIC FLOW THROUGH THAT AREA. [BACKGROUND] ONCE AGAIN, IT IS PRE-ENGINEERED METAL BUILDING STRUCTURE WITH CONVENTIONAL FINISHES ON IT. YOU GET THE LOOK YOU WANT, BUT YOU ALSO GET THE ECONOMY OF A METAL BUILDING. NEXT. WE WERE ABLE TO TIGHTEN UP THE WIDTH OF THE BUS SPACE, WHICH ARE THE RED AREAS ON THE RIGHT. WE SQUEEZED THE FLOOR PLAN A LITTLE BIT AND ACTUALLY MADE IT UP FOR WITH SOME ADDITIONAL OFFICE SPACE ON THE UPPER LEVEL THAT YOU CAN SEE IN THE GREEN AND THE BROWN AND THE BLUE. I KNOW IT'S HARD TO SEE THAT SMALL ON THE SCREEN BUT THE TWO-STOREY OFFICE SPACE STACKS UP REALLY NICELY AGAINST THE PALAR BUS SPACE IN THE RED DUE TO THE HEIGHT NEEDED FOR THOSE BUS SPACE IN THE DRIVE THROUGH. THE TWO-STOREY AND A ONE STORY COMBINED TOGETHER REALLY MADE A LOT OF SENSE. NEXT. THIS IS A RENDERING OF A NEW BUILDING. IT DOESN'T HAVE A COLOR ON IT YET BECAUSE WE'RE JUST TRYING TO SHOW THE FORM AND THE WINDOW PATTERN AND THE ROOF PATTERN AND THE FACT THAT IT MATCHES THE DISTRICT OFFICE, AND PARTICULARLY THE FACT THAT THE OFFICE AREA OF THE NEW BUILDING FACES THE DISTRICT OFFICE. THE OFFICE PORTION IS A LITTLE MORE ARTICULATED, A LITTLE MORE ARCHITECTURAL, IF YOU WILL. HAVING THOSE TWO FACILITIES ACROSS THE STREET FROM EACH OTHER, I THINK, WILL MAKE A REALLY NICE PAIR. WILL BE A MORE SIMPLE BUS SPACE TUCKED AROUND ON THE BACKSIDE. NEXT. SMALL BUT VALUABLE PROJECT, WILSON ELEMENTARY SCHOOL, LITTLE BIT REMOTE FROM MAIN TOWN. AGAIN, THE DESIRE WAS TO PUT A SECURITY VESTIBULE OUT THERE. NEXT. PRETTY SIMPLE. WE WILL JUST PLACE A VESTIBULE AND STAFF MEMBER OUT THE FRONT DOOR. RIGHT NOW YOU GO IN THE FRONT DOOR AND THE OFFICE IS DOWN THE HALL. IT WILL REQUIRE RELOCATING A GREETER IF YOU WILL OUT TO THE FRONT DOOR FOR SUPERVISION. NEXT. I KNOW WE'RE GOING TO BE ABLE TO DO IT IN A WAY THAT PRESERVES THE BEAUTIFUL FRONT ENTRANCE YOU HAVE NOW. IT'S A LITTLE TUCKED BACK IN THE SHADOWS OF WHAT YOU SEE OF THAT ROOF OVERHANG, IT WILL NOT CHANGE YOUR ARCHITECTURE OF THE FRONT DOOR OR THE CHARM OF THAT SCHOOL AT ALL. >> DAN BEFORE YOU GO ANY FURTHER DOES ANYONE HAVE ANY COMMENTS ON THE MAINTENANCE FACILITY OR ON THE WILSON SECURITY VESTIBULE? [INAUDIBLE] >> ACTUALLY ON THE BUS BARN [LAUGHTER] I HAVE TO SAY THAT THERE'S SOMETHING ABOUT THE PLACEMENT OF IT ON THE CAMPUS THAT BOTHERS ME [LAUGHTER] I WONDER IF WE COULD LOOK AT MOVING IT TO THE NORTH CATTLE PASTURE AND THAT WOULD PUT IT, ACTUALLY THE DISTRICT OFFICES MORE ACROSS THE STREET FROM THE DISTRICT OFFICES AND ALLOW ALL THE FIELDS TO BE CLOSER TOGETHER AND NOT BE BROKEN UP BY THE BUS BARN. I DON'T KNOW IF YOU'RE TRYING TO GET CIRCULATION END, ONE END AND OUT THE OTHER BUT MAYBE IF IT GO CIRCULATION CAN GO IN AND OUT THE NORTH AND SOUTH SIDES OF THAT FIELD.[OVERLAPPING]. >>SURE. >> TRUSTEE [OVERLAPPING]. HUNG ON A SECOND DAN. [INAUDIBLE] TRUSTEE IS. ONE OF THE REASONS THAT WE TARGETED THAT FIRST CATTLE PASTURE IS, TRANSPORTATION DIRECTOR COLBY STEVENS FELT LIKE IT WAS REALLY IMPORTANT FOR THE FACILITY WHERE THE OFFICES ARE TO BE THE NEAR THE BUSES, BECAUSE THE DRIVERS CHECK IN, THEY PICK UP THEIR KEYS, THEY COME IN, THEY GET THEIR ROUTE, THEY MEET THERE AND TO MOVE IT. HE [INAUDIBLE] THIS CONCERN WITH IT BE THAT BARN, BUT THERE'S JUST NOT ENOUGH SPACE WITHIN THE PARKING AREA WHERE THE BUSES ARE. THAT'S WHAT CAPTURES THAT PARTICULAR LOT. >> WHERE DID THEY DO THAT NOW? >> IN THAT LITTLE TINY [OVERLAPPING]. >> YOU CAN EVEN SEE AT THE BOTTOM OF THE SCREEN IT SAYS, [01:00:02] I THINK IT SAYS END. THEN IT SAYS TRANSPORTATION SHOP. IT'S RIGHT IN THERE. THAT LITTLE MODAL TREE IN THERE IS WHERE THEIR OFFICES ARE SO THEY PERFECTLY HAVE BEEN WORKING TO GET THEIR KEYS CHECKED IN WITH ABSOLUTE [INAUDIBLE] THEY AREN'T DIRECTLY TO THE BUS. BEING FAR AWAY FROM THE BUSES WAS A CONCERN FOR THEM. >> IT'S JUST SUCH A [INAUDIBLE] AND SPACE TO BREAK UP ALL THE NICE FOOTBALL FIELD FROM THE MAIN ENTRANCE, THAT'S COMING IN AND I DON'T KNOW, MAYBE THEY COULD KEEP THE CHECK-INS, OCEAN OR WE CAN TALK ABOUT [INAUDIBLE] BUT WORD IS THAT [BACKGROUND]. >> OTHER THOUGHTS? OKAY [INAUDIBLE]. >>WELL, I JUST THINK WE WERE TRYING TO GRAVITATE TOWARDS THE MAIN ENTRANCE YOU SEE THERE ON THE LOWER RIGHT AS CURRENT THE NATURAL ENTRY POINT FOR THE BUSES COMING IN AND FLOWING THROUGH THE RED BAYS. THOSE CURVED LINES YOU SEE ARE SOFTWARE PROGRAM WE HAVE THAT SHOWS THE TURNING RADIUS OF THE BUS. SOME OF IT HAD TO DO WITH VEHICULAR FLOW OF GETTING IN AND OUT OF THERE. I'M NOT SURE HOW WE WOULD GET ACCESS UP INTO THE NORTH, IT'S UP ALL FILLED THERE QUITE AS EASILY. I GUESS. [INAUDIBLE]. THE SKATE PARK AS IT'S SHOWN ON THIS SLIDE, IS THAT INCLUDE THE EXPANSION THAT WE'VE BEEN TALKING ABOUT? IT DOES TO A DEGREE TRUSTEE. YOU CAN SEE IT'S SHADED IN THERE. THAT'S THE EXPANDED PART. THEY WERE PLANNING ON THE EXPANSION BEING ON EITHER OF THOSE TWO FIELDS SO THEY WERE MAXIMIZING EVERY LITTLE BIT IN BETWEEN THOSE FIELDS BUT IT DOESN'T INFRINGE ON THE PLAN THAT WE HAVE PUT FOR EITHER. THANK YOU. WE WON'T MESS UP THE FRONT OF WILSON SCHOOL? WE'RE JUST LOOKING AT THE PICTURE. ISN'T THAT BEAUTIFUL? I LOVE THE BELL AND EVERYTHING. EVERY SCHOOL SHOULD HAVE A BELL LIKE THAT IS TO TUCK IT UNDERNEATH THAT ROOF OVERHANG AND WHAT YOU SEE IN THE SHADOWS DOWN ON IT. IT WON'T BE A PROMINENT FEATURE THAT STICKS OUT FRONT. MY OTHER WORRY DAN, IS WHEN MY FATHER WAS CHAIRMAN OF THE SCHOOL BOARD, HE GOT THE ARCHITECT FROM VERMONT. THEY PAID A LOT OF MONEY TO BUILD IT SO UNIQUE AND MY DAD WILL KILL ME IF I SCREW THIS UP. [LAUGHTER] HE'LL BE UPSET IF I STICK SOMETHING UGLY IN FRONT OF WHAT HE CONSIDERS HIS SCHOOL. [LAUGHTER] MR. CHAIRMAN, IT'S POSSIBLE THAT THE SECURITY VESTIBULE COULD BE COMPLETELY INTERNAL TOO WITH THE RIGHT REMODEL. LET'S MOVE ON TO THE MIDDLE SCHOOL CAREER TECH RENOVATIONS. AGAIN, I APOLOGIZE MR. CHAIRMAN FOR NOT PAUSING AFTER THE BREAK. NO BIG DEAL. I'M EXCITED AND I JUST KEEP RAMBLING ON. NO. IT'S ALL VERY EXCITING. NO. WE AGREE WITH YOU. LAST BUT NOT LEAST, CATEGORY E IS IMPROVEMENTS AT THE MIDDLE SCHOOL WHICH ARE GOING ON LIKE THIS MOMENT ACTUALLY BUT THIS DID COME DIRECTLY OUT OF THE MCER STUDY THAT IF THAT EXISTING MAINTENANCE BUILDING COULD BE MADE AVAILABLE FOR THE STUDENTS INSTEAD OF FOR THE MAINTENANCE DEPARTMENT. NOW WITH THE MAINTENANCE DEPARTMENT MOVING OVER ACROSS FROM THE DISTRICT OFFICE, YOU'VE GOT A REALLY NICE BUILDING, 10,000 SQUARE FEET THAT COULD BE USED FOR MIDDLE SCHOOL ACADEMIC FUNCTION. WOOD SHOP, METAL SHOP, ART STUDIOS, ROBOTICS, ENGINEERING, ALL GREAT ELECTIVE TYPE OPPORTUNITIES FOR MIDDLE SCHOOL KIDS AND THEN AS WE SAW THE ACHIEVEMENT CENTER, THEY MOVE UP THE SPACE FACILITIES IN ALL THESE CATEGORIES WHEN THEY GET TO THE HIGH SCHOOL. NEXT SLIDE, PLEASE. IT'S BUILDING. IT'S A PRETTY NICE BUILDING. IT'S GOT THE ROCK, STONE COLUMNS, IT'S GOT THOSE EXTERIOR COLONNADES. RIGHT NOW THERE'S A LOT OF STORAGE TAKING PLACE. IT'S A BIT UNSIGHTLY. WE'RE THINKING THAT THOSE EXTERIOR CANOPIES COULD ACTUALLY BE GLASSED IN ON EITHER SIDE AND CAN BE REALLY BEAUTIFUL ART STUDIOS WITH ALL THAT NATURAL LIGHT. [01:05:04] THE INTERIOR BIT IS THE MAINTENANCE PHASE ARE PERFECT FOR WOOD SHOP, METAL SHOP. TANK FUNCTIONS, THEY HAVE A LOT OF HEIGHT. THEY HAVE A LOT OF OPEN FLOOR SPACE AND REALLY MORE IMPORTANTLY, IT GETS THAT MAINTENANCE TRAFFIC OUT OF THE MIDDLE SCHOOL MIX. YOU'VE GOT TRUCKS AND DELIVERIES AND PEOPLE THAT AREN'T DIRECTLY RELATED TO THE MIDDLE SCHOOL COMING TO DO BUSINESS AT THIS BUILDING. IF WE COULD MOVE THAT OUT AND MAKE THIS A MIDDLE-SCHOOL CAMPUS BUILDING, THEN THE WHOLE MIDDLE SCHOOL CAMPUS IS PURELY MIDDLE SCHOOL ACTIVITIES AND I THINK FROM SAFETY AND DILATION STANDPOINT, I THINK THAT'S A REALLY GREAT THING. NEXT. SIMILAR TO WHAT WE SHOWED YOU AT THE HIGH SCHOOL, THESE ARE SOME OF THE FUNCTIONS THAT ARE IN THE EXISTING MIDDLE-SCHOOL. IT WOULD MOVE OUT TO THE SHOP AND AGAIN IS THE SAME CONCEPT, WE'VE ALREADY GOT A FLOOR, FOUR WALLS AND A ROOF. WE COULD JUST GO IN AND REMODEL THESE AND THESE WOULD BECOME MORE CAPACITY RELIEF FOR CONDITIONS AT THE MIDDLE SCHOOL AND YOU SEE THERE'S REALLY MANY USE THE WORD THE HIGH SCHOOL. I THINK ABOUT THAT AND IT JUST TELLS ME THERE'S NOT THAT MUCH SPACE FOR CD INTO MIDDLE SCHOOL RIGHT NOW. THEY'RE DEFICIENT IN MY OPINION IN THAT AREA. WHEN I WENT TO MIDDLE SCHOOL, WE HAD WOOD SHOP, METAL SHOP, ALL LARGE SHOPS SPACES WE COULD UTILIZE AND NOW THEY WILL HAVE THAT IF THEY WERE ABLE TO TAKE OVER AND REMODEL AND UTILIZE THAT MAINTENANCE BUILDING. I WOULD DARE SAY THAT THAT WOULD BE ONE OF THE BEST MIDDLE SCHOOL SHOPS SPACES IN WYOMING IF THAT WERE TO OCCUR. HOLD ON FOR A SECOND. YOU KNOW THIS DISCUSSION COUPLED WITH THE DISCUSSION THAT WE HAD JUST A BIT AGO ON THE HIGH SCHOOL BRINGS A THOUGHT TO MY MIND. MONDAY MORNING, THE JOINT EDUCATION COMMITTEE MET AND THERE WAS A DISCUSSION ABOUT THEY GO THROUGH THE MONITORING REPORT AND CATEGORIES OF SPENDING AND ALL THAT GOOD STUFF AND ONE OF THE PLACES WHERE THERE WAS SOME DISCUSSION WAS AROUND THE SPENDING ON CAREER TECH EDUCATION AND HOW WHAT'S ALLOCATED VERSUS WHAT'S SPENT AND WHAT'S ALLOCATED IS ACTUALLY IN THIS INSTANCE MORE THAN GETS SPENT. WHAT GOES THROUGH MY MIND AND JILIAN MAYBE WE SHOULD, WE CAN DO SOMETHING ABOUT THIS INTO THE FUTURE IS, CAN WE HAVE A STRATEGIC DISCUSSION ABOUT WHAT SHOULD CAREER TECH LOOK LIKE FOR US? BECAUSE THE OTHER THING THAT GETS TANGLED INTO THIS IS THE WHITE CAREER TECH GETS FUNDED AND SOME OF THE FUNDING THAT'S DEPENDENT UPON HAVING A STRING OF SAY THREE CLASSES. SO WHAT SHOULD OUR STRATEGY BE IN TERMS OF CAREER TECH? IN THE PAST WE ALWAYS SAID WELL, FOR COLLEGE AND CAREER, COLLEGE READY BUT CAMPUS BUT ISN'T REALLY WHAT SHOULD WE DO? THANK YOU. I DIDN'T UNDERSTAND. HOW DOES A STRING OF THREE CLASSES WORK? YOU HAVE TO HAVE [INAUDIBLE]. MS. STRANDS, IN ORDER TO GIVE THE COMPLETER, THEY CHANGE IT BUT YOU HAVE TO HAVE AT LEAST TWO CLASSES. [INAUDIBLE] YOU HAVE TWO CLASSES AND THEN THERE'S ONE SIGMA THAT YOU HAVE TO HAVE A CAREER. THEY WANT IS THEY DON'T WANT YOU TO JUST BE PULLING STUFF OUT OF THE AIR. IT ALSO, IF YOU THINK ABOUT IT IN A STRATEGIC SENSE IS, WITH THE CERTIFICATIONS REQUIRED, IF YOU DON'T HAVE A STRING OR A CONCEPT AROUND IT, YOU'RE GOING TO BE HAVING TEACHERS THAT YOU DON'T REALLY NEED FOR TWO PERIODS, FOR EXAMPLE. I LOVE HOW THE ENGINEERING WORKS. THAT IS A WONDERFUL PROGRAM. WHAT DID YOU GUYS CALL IT? PROJECT LEAD THE WAY? [OVERLAPPING] THAT IS JUST SUCH AN EXCELLENT PROGRAM. THANK YOU. SORRY DAN. WE WENT OFF ON A TANGENT. THE NEXT SLIDE IS ALSO THE LAST SLIDE WHICH IS A REPEAT OF THE FIRST SLIDE. I BELIEVE WHAT WE WERE ASKED TO DO IS TO LOOK AT THIS BUNDLE OF PROJECTS AND CONCEPTUALIZE THEM, AND PUT COST ESTIMATES TO THEM AND TRY TO SHOW THE OPPORTUNITIES THEY MIGHT PRESENT. I'M NOT SURE WHAT YOUR NEXT ACTION IS. WE HAVE A NEXT STEP AND FIRST OF ALL, I JUST WANT TO REALLY THANK YOU, DAN. WE ASKED YOU TO DO SOMETHING AND BOY, YOU DID IT. YOU HIT IT OUT OF THE PARK. WE REALLY APPRECIATE YOUR HARD WORK. THESE DESIGNS, AND THE COST ESTIMATES WERE EXACTLY WHAT WE WERE [01:10:05] NEEDING AS POLICYMAKERS TO START MAKING SOME DECISIONS. FIRST OF ALL, JUST THANK YOU AND I KNOW IT WAS A SHORT TURNAROUND WE GAVE YOU LAST MONTH AND WE REALLY APPRECIATE YOU MAKING THAT SHORT TURNAROUND TO GET IT READY FOR THIS MONTH SO WE REALLY APPRECIATE IT. BOARD, I WANTED TO TAKE A SHORT BREAK BUT WE'RE NOT ACTUALLY DONE WITH THIS TOPIC. I WANTED TO SPEND FIVE, 10 MINUTES DISCUSSING AS A BOARD IF WE WANTED TO IN A WAY SO THINK ABOUT IT WHILE WE'RE ON BREAK. I HAVE A LITTLE EXERCISE FOR US TO PLAY HERE IN A MINUTE. THAT'S WHY YOU HAVE A PIECE OF PAPER IN FRONT OF YOU. WANT TO [OVERLAPPING] PRIORITIZE AND SEE WHERE WE'RE AT ON SOME OF THESE PROJECTS. LET'S TAKE A FIVE-MINUTE BREAK AND THEN WE'LL COME BACK AND WE'LL KEEP TINKERING. DAN, IF YOU COULD STAY ON THAT WOULD BE GREAT. IF NOT, WE CERTAINLY UNDERSTAND. I'M STILL HERE. OKAY, WE'RE GOING TO TAKE A FIVE-MINUTE BREAK. YES, SIR. [01:15:57] I APPRECIATE EVERYBODY GETTING THAT SMALL BREAK. ONE OF OUR STUDENT BOARD MEMBERS, HE WENT HOME TO DO DERIVATIVES. I PROMISED HIM I WOULD DO IS HOMEWORK FOR HIM BUT HE DIDN'T TRUST ME TO DO IT THEN. [LAUGHTER] I THOUGHT IT WOULD BE A FUN ACTIVITY IF THE BOARD AS A GROUP [LAUGHTER] WE DID THIS CALCULUS HOMEWORK AS A GROUP. [LAUGHTER] I'M GUESSING JENNIFER'S THE ONLY ONE THAT'S REALLY GOING [LAUGHTER] TO BE ABLE TO HELP. [LAUGHTER]. HOLD UP, JEAN'S AN ENGINEER TOO. SHE WOULD HAVE [OVERLAPPING]. ALLAN COULD DO IT. NO. I ALREADY ASKED ALLAN. I ASKED ALLAN. HE SAID NO. HE SAID HIS LAST CALCULUS CLASSES IN 1974. [LAUGHTER] NEVER MIND. I DON'T THINK I'D KNOW. HERE'S A LITTLE GAME WE'LL PLAY HERE JUST FOR A MINUTE. IT WOULD HELP IF YOU HAVE THE SHEET IN FRONT OF YOU THAT LOOKS JUST LIKE THE ONE THAT'S UP ON THE SCREEN. YOU CAN SEE THE NAMES OF THEM AND THE AMOUNT. YOU DON'T EVEN HAVE TO WRITE THEM OUT. JUST USE A, B, C, D, E. WE'RE GOING TO GO BACK AND LOOK AT EACH ONE BUT A IS THE BRONC ACHIEVEMENT CENTER, B IS THE STADIUM, C IS THE BUS BARN MAINTENANCE FACILITY, D IS THE WILSON SECURITY VESTIBULE, AND E IS THE CTE VOCATIONAL REMODEL. WE'RE GOING TO HAVE TO PLAY A LOT WITH THIS OVER THE NEXT MONTH OR TWO. ONE OF THE THINGS WE NEED TO DO, PROBABLY, IS GO THROUGH AND SEE, WITHIN EACH ONE, ARE THERE THINGS THAT NEED TO GET TAKEN OUT. FOR EXAMPLE, ON THE STADIUM, YOU MAY LOOK AT AND GO, "WE REALLY DON'T NEED THAT NEW LOCKER ROOM. LET'S TAKE THAT OUT." THAT WOULD SAY 2.6 OR WHATEVER ELSE YOU WANT DO. BUT JUST SITTING HERE, JUST SO YOU HAVE AN IDEA OF WHERE YOU'RE STARTING TO THINK, WE'LL DO THREE DIFFERENT EXERCISES. THE CAVEAT IS PRETEND YOU HAVE PLENTY OF MONEY. MONEY IS NOT AN OBJECT. WE SOMEHOW [NOISE] ENDED UP WITH A LOT OF MONEY. IF YOU HAD TO ORDER THESE A, B, C, D, E. HOW WOULD YOU ORDER IT? WHAT IS BEST FOR THE EDUCATION OF OUR STUDENTS? YOU'RE JUST LOOKING AT WHAT IS THE BEST FOR THE EDUCATION OF OUR STUDENTS. IN WHAT ORDER WOULD YOU DO THESE IN OR WHAT ORDER WOULD YOU PRIORITIZE? IT DOESN'T MEAN THAT WE WOULD DO IT RIGHT AWAY. SOME OF THESE, WE'RE PROBABLY GOING TO HAVE TO SKIP OVER BUT AT LEAST WE WOULD HAVE A PRIORITY LIST. THEN THE SECOND TIME WE'LL DO IT, WE'LL DO IT A DIFFERENT WAY AND THEN WE'LL DO A THIRD WAY. THE FIRST WAY IS JUST, IF YOU COULD JUST ORDER THEM ON YOUR PIECE OF PAPER, HOW WOULD YOU ORDER THEM? IF YOU HAD PLENTY OF MONEY AND ALL YOU WERE THINKING ABOUT WAS WHAT IS THE BEST FOR EDUCATING OUR STUDENTS. TAKE ABOUT 30 SECONDS TO DO THAT. [NOISE] BUT NOW YOU GOT THAT LIST. NOW, REORDER IT, BUT THIS TIME, PICK OUT THE FIELD HOUSE. JUST FORGET ABOUT THE FIELD HOUSE COMPLETELY. JUST LOOK AT B, C D E, F. YOU JUST HAVE TO DO B, C, D, E, HOW WOULD YOU CATEGORIZE THEM? >> USING THE SAME CRITERIA. >> SAME CRITERIA. YOU'VE GOT PLENTY OF MONEY. [01:20:20] THEN THE THIRD WAY OF DOING IT IS YOU DO HAVE TO WORRY ABOUT MONEY. IF YOU HAD TO WORRY ABOUT HOW MUCH MONEY WE HAD, HOW WOULD YOU ORGANIZE THIS PRIORITY LIST, IF MONEY WAS A PROBLEM? THAT WAS ALL. TAKE A LOOK AT YOUR THREE LISTS. DO YOU HAVE A CONSISTENT ONE AT THE TOP OR DOES IT CHANGE FOR YOU? >> I HAVE A CONSISTENT ONE? >> I HAVE A CONSISTENT ONE TOO, DOES ANYONE ELSE HAVE A CONSISTENT ONE AT THE TOP? ANYBODY WILLING TO SHARE PARTICULAR CONSISTENT ONE? >> MINE'S A SECURITY VESTIBULE ALSO. >> THAT WAS MINE TOO. I HAD D ALL THE WAY ACROSS AT THE TOP. >> THAT'S MY NUMBER 2. >> THAT WAS MY NUMBER 2. >> YEAH. [OVERLAPPING]. GO AHEAD. >> I WAS GOING TO SAY MY OTHER ONE WAS E. >> DO YOU SEE ANY PATTERNS IN THE THREE THAT YOU DID? [OVERLAPPING] >> I HAD A C AS A CONSISTENT ONE AT THE TOP, NOT THE VERY TOP BUT TOWARDS THE TOP. >> WHICH ONE? >> C. >> [OVERLAPPING] THE BUS BARN. I WILL TELL YOU BECAUSE WHEN I WENT THROUGH ON MY TOUR OF THE FACILITIES, THE FACT THAT WE'RE ASKING SOME OF OUR STAFF TO WORK IN THESE CONDITIONS, I THINK IT'S UNFAIR AND THEY ARE THE FRONT LINE TO THE SCHOOLS AND TAKING CARE OF THE KIDS FIRST THING IN THE MORNING AND ON THOSE BUSES, AND THESE BUSES NEED TO BE MAINTAINED WELL. IF THE FACILITY DOESN'T WORK FOR THEM TO MAINTAIN THE BUSES WELL, THAT WAS WHERE MY HEAD WENT BUT AGAIN, WITH THE WILSON BEST BILL TOO, IT'S JUST THE SAFETY ASPECT. I THINK THAT'S WHY EVERYBODY WENT TO THE SAFETY PIECE. I THINK THE BUS MAINTENANCE BARNS IS A SAFETY ISSUE AS WELL. ALONG WITH JUST FOLLOWING THE COURT ABIDEMENT. >> C WAS NEAR MY TOP TWO. DID ANYONE ELSE HAVE C NEAR THE TOP? >> IT WAS WHEN WE THREW MONEY INTO THE MIX. >> YES. >> WE'RE RESTRICTED. >> YEAH. >> THEN IT BECAME MY NUMBER 2 IN THAT ORDER. >> YEAH. >> ANYTHING AT THE BOTTOM? ANYTHING THAT JUST EVERYBODY, SOMETHING FELL ALL THE WAY TO THE BOTTOM. ANYTHING CONSISTENT? [INAUDIBLE] >> I AM A HUGE FOUR ACTIVITIES BUT I THINK B WAS THE ONE THAT FELL TO THE BOTTOM. HOWEVER, I WILL SAY IT'S A CAVEAT TO THAT BECAUSE I THINK OUR BLEACHERS AND PRESS BOX ARE REACHING OR HAVE REACHED THE END OF THEIR LIFESPAN, AND SO IF I WERE TO PUT THE B AT THE BOTTOM, IT WOULD ONLY BE WITH THAT PIECE FOLD OUT, AND MOVE TO THE TOP. AGAIN FOR SAFETY ISSUE. >> I HAD B NEAR THE BOTTOM. ELSA HAD E NEAR THE BOTTOM? I'M NOT SURE WHY IT ENDED UP THERE. IT'S FUNNY WHEN YOU'RE SITTING THERE AND START TINKERING. FOR THAT ONE, IT DIDN'T JUST RANK HIGH ENOUGH FOR HIM. >> I STRUGGLED. >> YEAH. >> THE REASON I STRUGGLED IS BECAUSE I JUST DON'T KNOW IF WE HAVE A STRATEGY TO MAKE THAT WORK. >> YEAH. IT'S A NEW CONCEPT. I WOULD LOVE TO HAVE A STRONGER VOCATIONAL PROGRAM. DR. CRISP AND I WERE TALKING DURING THE BREAK ABOUT MEDTRONIC COUNTY. WHEN YOU GO TO MEDTRONIC COUNTY, YOU GET INTO THE FOUR YEARS OF WELDING AND YOU DO THOSE FOUR YEARS OF WELDING AND YOU GRADUATE AND YOU HAVE A [OVERLAPPING] WELL-PAYING JOB, AND I'M NOT SURE WE'VE EVER REALLY GOTTEN THAT FAR INTO VOCATIONAL TRAINING AS OTHER SCHOOL DISTRICTS IN THE STATE. BUT ANYWAY, IT'S A NEWER CONCEPT TO ME. HOW DID A PLAY OUT FOR EVERYBODY? WHERE DID A END UP? IS IT HIGH UP ON EVERYBODY'S LIST? IS IT IN THE MIDDLE? >> WAS SECOND ON MY LIST. >> SECOND AND THIRD. [01:25:03] THAT WAS ACTUALLY HIGHER ON MY LIST BECAUSE IT'S SOMETHING DIFFERENT AND I FEEL IT IS A GAP AND WHAT WE OPERATE IN THEM. IT'S MORE CAREER. >> I GUESS I SHOULD HAVE THOUGHT ABOUT IT DIFFERENTLY, BECAUSE IT'S ONLY $4.1 MILLION ALSO. >> WHAT IS IT? >> THE VOCATIONAL SOUTH OF THE MIDDLE SCHOOL. >> YEAH. [OVERLAPPING]. >> THAT'S ALL I'M GOING TO DO NOW BECAUSE A LITTLE COST, BUT. >> YEAH. THAT'S WHY I WAS TINKERING AND I WAS LIKE, "NO, FORGET THE MONEY," AND THAT'S WHY WHEN YOU LOOK AT THAT FIRST ONE FOR EDUCATIONAL PURPOSES, HOW WOULD YOU RANK THEM? FOR WHATEVER REASON, I RANK THAT LOWER. THAT'S THIS MAYBE MORE EDUCATION ON VOCATIONAL LEVEL. >> WILLEN, WHEN YOU SAID WHAT'S BEST FOR EDUCATION. >> SORRY [OVERLAPPING] [LAUGHTER]. >> I WENT STRAIGHT TO EDUCATIONAL SPACES, SO A AND E WERE RIGHT ON TOP. >> YEAH YOU ARE RIGHT. >> THEN WHEN WE WERE THINKING ABOUT HOW DIFFERENTLY YOU ARE GOING TO MIX AROUND A LITTLE, DIFFERENTLY BECAUSE REALLY IT'S SAFETY WAS MAYBE IF EDUCATION IS OUR BUSINESS, BUT WE NEED TO MAKE SURE EVERYBODY IS BEFORE WE CAN EDUCATE THEM WELL. >> LET ME JUST ASK THIS, IS THERE ANYTHING ON THIS LIST. BOTH THE BIG TITLES, A, B, C, D, E OR WITHIN THE TITLES. SOME OF THOSE, HOW THEY'RE BROKEN DOWN. IS THERE ANYTHING YOU'D PULL OUT AND JUST SAY, I DIDN'T THINK WE SHOULD BE CONSIDERING THIS ON THE LIST? >> I GUESS ONE THAT MIGHT JUMP TO MY ATTENTION. IF WE REALLY CORNER FOR FUNDING WOULD BE A NEW LOCKER ROOM BUILDING [OVERLAPPING]. >> THAT JUMPED OUT OF ME TOO, YEAH. >> IT DOESN'T HELP THAT THEY PUT IT IN BLUE. [LAUGHTER] >> IT'S RIGHT IN THE MIDDLE OF THE PAGE. I COULDN'T SAY, [INAUDIBLE] I'M PHYSICALLY CONSERVATIVE. >> ACTUALLY [INAUDIBLE], ARE THE BLUES? HE SAID, ARE THOSE THE [OVERLAPPING]. >> THERE WERE THINGS THAT WERE ADDED SINCE LAST MONTH. >> THAT'S WHAT I THOUGHT. [OVERLAPPING] >> THERE WERE THE NEW THINGS THAT WERE DIFFERENT THAT WE ASKED HIM TO ADD IN FROM LAST MONTH. >> WELL, LET'S. [OVERLAPPING] >> ONE OTHER QUESTION, JUST A REMINDER. WHAT ITEMS OUT OF HERE WERE INCLUDED IN THE MERCER STUDY ALONE OR MAYBE BANG ON THAT. [INAUDIBLE] >> MAYBE DR. CAPTAIN YOU KNOW WHICH ONES WERE IN THE MERCER STUDY? >> YES. THE CAREER CENTER AT THE MIDDLE SCHOOL WAS IN THERE THE MASTER STUDY. WE GET TO MINUS 2015, AND THAT WAS A TOTALLY FOCUSED ON ELEMENTARY. THE RESULT OF THAT, WAS THE NUMBER HAPPENS AT ELEMENTARY SCHOOL. THEN THE 2018 MERCER STUDY WAS PRETTY MUCH LOOKING ONLY AT SECONDARY, SO THE BUS BARN WOULDN'T BE IN THERE. ALTHOUGH IT HAS THE HIGHEST WORK CONDITION RANGE IN THE STATE, FOR A FACILITY. THE MERCER STUDY 2018 INCLUDED THE FIELD HOUSE, THE ROOM RENOVATION ON THE INSIDE OF THE BUILDING TO RECAPTURE SOME SPACE THAT WE NEEDED TO GET SOME CROWDING. THEN IT INCLUDED THE PLOTS TO BE BUILT AROUND THE MIDDLE SCHOOL SO THAT EVENTUALLY YOU CAN TEAR DOWN THE OTHER PART. WITH THE RENOVATION THAT'S GOING NOW, THAT MAY NOT BE AS NEEDED, BUT IT ALSO INCLUDED THE MAINTENANCE FACILITY BEING A CAREER CHECK QUICKLY FOR MIDDLE SCHOOL TO BE MORE FACEFUL. WE CONSIDER QUITE A MINUTE. DAN, AM I MISSING ANYTHING THAT WE'VE TALKED ABOUT? >> NO IT WAS ALL VERY ACCURATE. >> MR. CHAIR, CAN WE DO THIS? DAN, I CERTAINLY UNDERSTAND, I'M PUTTING YOU ON THE SPOT, BUT THAT'S OKAY. [LAUGHTER] I WOULD REALLY LIKE TO FIND A WAY TO ASSESS OUR EXISTING SUITABILITY, SOME OF THE STUFF, SO WE CAN USE THAT AS AN ANCHOR BECAUSE I'M TRYING TO THINK OF IT AS A SALES PITCH BOTH TO OUR OWN COMMUNITY, AS WELL AS TO THE STATE FACILITIES COMMISSION DEPARTMENT TO TRY AND MOVE FORWARD. I DON'T KNOW IF THAT WOULD INFLUENCE HOW I VOTED ON SOME OF THE STAFF. >> GREAT, YOU'RE ASKING DAN, [01:30:03] TO LOOK AT THE SUITABILITY? >> YEAH. I THINK HE KNOWS THAT PROBABLY HAS A BETTER HANDLE ON HOW THE EVALUATION PROCESS WORKS IN TERMS OF THE STATE. LIKE I SAID, I GET IT THAT IT'S VERY SUBJECTIVE. BUT IF YOU WERE TO CONSIDER OUR EXISTING WE COULD DO IT TOO. I MEAN, MAYBE WE SHOULD DO IT AS WELL. MAYBE DAN, SHOULDN'T SHARE HIS ANSWERS WITH US UNTIL WE DO IT OURSELVES. HAVE YOU BEEN TO ALBANY COUNTY? [BACKGROUND] OH MY GOD, THERE HIGH SCHOOL IS TO DIE OR RIDE. [BACKGROUND] I JUST THINK THAT THAT'S AN IMPORTANT THING TO US. BECAUSE IT'S WORSE NOW THAN TO THE FACILITIES FOLKS. IT'S GOING TO BE ABOUT POROSITY, CONDITION AND SUITABILITY. >> DAN, DID YOU HAVE THOUGHTS ON THAT? >> MR. CHAIRMAN, TRUSTEE. I'VE WORKED FOR A LOT OF SCHOOL DISTRICTS. OVER THE LAST 25 YEARS I'VE BEEN BACK IN WYOMING. I WORKED ON A COUPLE OF THE PIPELINE SCHOOL PROJECTS THAT CAME THROUGH. ALL THE JOHNSON COUNTY SCHOOLS. A LOT OF THOSE GOT FUNDED DUE TO THE LOBBYING EFFORTS OF THE SCHOOL DISTRICTS. I'VE SEEN A LOT OF SCHOOL DISTRICTS WHO SIT BACK AND WAIT FOR THEIR TURN TO COME UP ON A LIST HOPING THAT THEY'LL GET MONEY SOMEDAY, AND THE LIST KEEPS CHANGING.[OVERLAPPING] THE RULES KEEP CHANGING. THE CALCULATIONS KEEP CHANGING. I THINK THERE'S A LOT TO BE SAID FOR PROMOTING YOUR OWN DEFICIENCIES, BUT PROMOTING YOUR NEED FOR RECTIFICATION FROM THE STATE. I THINK IF YOU REMAIN SILENT TO THE SFD, THE SFC, THE SELECT COMMITTEE, AND ON UP THE LADDER, THAT THEY WILL ALLOW YOU TO REMAIN SILENT. I CERTAINLY COULD HELP PUT TOGETHER EXECUTIVE SUMMARY ON SUITABILITY AND POWERPOINTS THAT COULD BE USED FOR PRESENTING TO THOSE ORGANIZATIONS. I THINK THAT'S YOUR BEST BET. IF YOU WANT TO GO THAT ROUTE. I'LL JUST BE BRUTALLY HONEST. THERE'S THE POSSIBILITY THAT ROUTES HAS DEAD END AS WELL [BACKGROUND] THEY'RE PRETTY STRICT ABOUT THEIR RULES IN HOW THEY FUND PEOPLE. JUST TO GO PRESENT IN AND PITCH FOR MONEY MAY OR MAY NOT BE FRUITFUL. IF YOU HAVE OTHER AVENUES LIKE THE SPENT TAX OR WHATEVER TO FUND IT, IT MIGHT BE AN EASIER ROAD TO GO. BUT IS IT THE RIGHT ROAD. I MEAN, THAT'S ALMOST A MORAL QUESTION THAT I CAN'T REALLY ANSWER FOR YOU. >> JUST BORED WHETHER THE THOUGHT PROCESS WAS GOING FORWARD. NEXT MONTH, WE'RE GOING TO SPEND OUR TIME DISCUSSING REVENUE AND REVENUE SOURCES, REVENUE [INAUDIBLE] TOOLS, AND SPENDING A LOT OF TIME AS A GROUP, BUT IT'S JUST AWESOME STAFF JUST TALKING ABOUT REVENUE SOURCES. WHAT I WANTED TO FINISH UP IN THE NEXT TWO MINUTES HERE IS, IF WE COULD. IT SOUNDS LIKE EVERYBODY IS COMFORTABLE WITH THIS LIST, WE HAVEN'T REALLY PRIORITIZED IT YET, BUT THAT CAN WAIT. MY THOUGHT IS EITHER THERE'S A FEW DIFFERENT CHOICES. AT SOME POINT WE PROBABLY NEED A LIST THAT MAYBE IT'S IN ALPHABETICAL ORDER, IT'S NOT PRIORITIZED. THE OTHER IDEAS THAT YOU HAVE A LIST, AND THAT LIST IS ALL THE THINGS IN THE NEXT 20 YEARS WE'D LIKE TO BUILD SOMEDAY, AND SO THAT THERE'S REALLY NO TIME PERIOD IN ALL OF THESE. THEN THERE'S A LIST OF WHICH ONES DO YOU TRY AND TAKE TO THE STATE? WHICH ONE'S THE LIST OF ONES WE TAKE TO THE COUNTY COMMISSIONERS ON THE SPEC VALID? BUT I DON'T THINK WE'RE REALLY THERE YET UNTIL WE HAVE THE LONGER DISCUSSION NEXT MONTH ABOUT REVENUE SOURCES, SO THE FULL BOARD UNDERSTANDS ALL THE OPTIONS WITH REVENUE SOURCES. I THINK WE SHOULD HOLD OFF ON ASKING DAN, TO DO ANY [INAUDIBLE] ABILITY UNTIL WE KNOW IF WE'RE EVEN GOING TO GO TO THE STATE TO ASK THEM FOR MONEY, IT MAY BE FRUITLESS TO EVEN BE SPINNING OUR WHEELS, ASKING THE STATE FOR MONEY. I KNOW WE SPENT A LOT OF TIME ALMOST 45 MINUTES, I THINK. BUT I THINK IT WAS A GOOD USE OF OUR 45 MINUTES. WE ARE ALL UNDERSTANDING WHAT THESE PROJECTS ARE AND SEE HOW WE WANT TO MOVE FORWARD WITH THEM. HOPEFULLY NEXT MONTH ONCE WE KNOW THE REVENUE PICTURE, [01:35:04] THEN WE CAN START MAKING SOME DECISIONS AS TO POTENTIALLY MEETING WITH THE COUNTY COMMISSIONERS AND THE TOWN COUNCIL IN JANUARY, POTENTIALLY FEBRUARY TO DISCUSS GETTING ON THE SPEC VALID IF WE DECIDE THAT'S THE AVENUE WE WANT TO PURSUE. THE ONLY REASON I KEEP BRINGING THAT UP IS, THERE'S A TIMELINE TO GET ON THE BALLOT. YOU'VE GOT TO START AT SOME POINT. BUT WE HAVE ALL THE TOOLS WE NEED NOW. WE HAVE THE BASIC DESIGNS. WE HAVE ESSENTIALLY WHAT WE'RE LOOKING FOR AND WE HAVE COST ESTIMATES. THIS IS HUGE. I MEAN, THIS IS A LOT OF HEAVY LIFTING BUT THEY DAMNED IT FOR US. IF WE COULD DO THAT AT NEXT MEETING, WILL EVERYBODY BE COMFORTABLE WITH THAT? [BACKGROUND] ALL RIGHT. WELL, DAN, [OVERLAPPING]. >> I HAVE ONE MORE QUESTION ON THIS, PROCESS QUESTION. MR. ODASZ I'VE ALSO HEARD RUMBLINGS THAT THE BLEACHERS AND THE PRESS OPS COULD BE PULLED OUT AND FUNDED IN A DIFFERENT WAY. I DON'T KNOW IF THAT'S TRUE, NOT TRUE. IF THAT'S THE CASE, IS IT SOMETHING THAT CAN BE WORKED ON AS WE'RE MOVING FORWARD ON THIS? DO WE HAVE TO COOL IT OUT OF THE PLAN? HOW DOES THAT WORK? >> I DON'T THINK IT'S PULLED OUT THE PLAN. IT'S PART OF THE PLAN. I WAS IMAGINING WE HAVE A LIST AND YOU DON'T HAVE TO GO ON ORDER IN THE LIST. AS LONG AS IT'S ON THE LIST, THAT'S SOMETHING WE WANT TO DO. IF SOMEONE SHOWS UP IN THE VERY LAST THING ON LIST THERE'S A MONEY SOURCE FOR IT. WE'RE GOING TO GO, OKAY, THIS DONOR WANTS TO BUILD US SOME BLEACHERS. GREAT. IT WAS ON OUR LIST ANYWAY. PLEASE BUILD US OUR BLEACHERS. I THINK EVEN IF THE STADIUM IS AT THE BOTTOM OF OUR LIST, EVEN IF WE DID PRIORITIZE IT AND THE MONEY SOURCE SHOWED UP FOR IT, I THINK WE WOULD GO GREAT. I DON'T THINK THAT ANYTHING COMES OFF THE LIST IN THAT WAY. BECAUSE I'M IMAGINING ALL THE DIFFERENT ITEMS ARE PROBABLY ALL GOING TO BE FUNDED IN DIFFERENT WAYS. BUT I THOUGHT WE HAD TO HAVE A LIST OF WHAT WE WANTED TO DO, TO LEAST BE PICKING FROM, SO THAT WE'RE NOT JUST DOING PROJECTS. LIKE WITH MYSELF, WITH THE VOCATIONAL AD. I JUST NEED TO BE EDUCATED MORE ON THAT BEFORE AND LATER DO THAT ONE. THAT'S NOT AS IF I WANT IT OFF THE LIST. I JUST DON'T KNOW WHERE I PLACE IT IN MY PRIORITY, IN MY MIND. [OVERLAPPING] >> ADD ON TO THAT QUESTION. ARE WE SAYING THIS IS OUR LIST AT THIS POINT, IF SOMEBODY DIDN'T COME FORWARD WITH FUNDING FOR ANY OF THESE PROJECTS, THIS IS OUR GO-AHEAD, FOR INSTANCE? [OVERLAPPING] >> I DON'T THINK IT'S A GO AHEAD LIST YET, I WAS GOING TO [OVERLAPPING] >> ARE WE ADOPT THIS [OVERLAPPING] >> NOT TONIGHT. I WAS HOPING TO DO SOMETHING LIKE THAT TONIGHT, BUT WE'VE ALREADY SPENT A LOT OF TIME ON IT. [LAUGHTER] WHAT I WAS HOPING TO DO WAS TALK REVENUE NEXT MEETING, AND THEN MAYBE IN DECEMBER WE WOULD HAVE TIME TO GEL ALL THIS TOGETHER. BUT I DON'T WANT TO HAVE EVERYBODY VOTE ON A LIST WHEN YOU'RE NOT QUITE COMFORTABLE YET WITH ALL THE DIFFERENT INFORMATION. [BACKGROUND] LET'S GET THE REVENUE PICTURE FIRST AND THEN MAYBE IN DECEMBER WE CAN VOTE ON A MORE PERMANENT LIST. BUT FOR NOW IT'S A GOOD LIST. ALL RIGHT. DAN, THANK YOU VERY MUCH. HAVE A GOOD TIME THERE IN DOUGLAS. [LAUGHTER] >> I'M HERE TO HELP YOUR DISTRICT ANYWAY I CAN. THANK YOU. >>I APPRECIATE. THANK YOU DAN. >> SAY HI TO OUR FRIEND CHARLES, THERE IN JOHNSON COUNTY. >> LET'S MOVE ON TO HOUSING. I APOLOGIZE TO CHRISTINE. SHE'S BEEN SITTING ON HERE FOR TWO HOURS WAITING FOR US. CHRISTINE, ARE YOU THERE? >>I'M HERE. CAN YOU SEE ME? >> YEAH. THANK YOU. CHRISTINE, I JUST GOT TO SAY THIS IS JUST AN EXCELLENT REPORT. BEFORE THE MEETING, WE WERE ALL CHIT CHARTING AND IT'S ALL THE INFORMATION THAT I THINK WE WERE REALLY HOPING TO SEE AND YOU PRESENTED IT IN SUCH A NICE WAY AND REALLY APPRECIATE YOUR HARD WORK ON THIS. IT REALLY HELPS US AS POLICYMAKERS MAKE GOOD DECISIONS WHEN WE HAVE THIS SUCH GOOD DATA AND WE REALLY APPRECIATE YOUR HARD WORK. YOU WANT TO WALK US THROUGH SOME OF IT. WE'VE ALL READ IT, WE'VE LOOKED AT IN DETAIL. YOU DON'T NEED TO GO THROUGH IT PIECE BY PIECE. BUT IF YOU WANT IT TO HIT SOME OF THE HIGHLIGHTS, BECAUSE I THINK WHAT WE REALLY WANT IS TO GET TO WAS THE RECOMMENDATIONS. >> OKAY. WELL, WHY DON'T I JUST TOUCH ON A COUPLE OF THINGS. THEN THERE'S A FEW SECTIONS. [01:40:01] THE EMPLOYEE HOUSEHOLD CHARACTERISTICS AND THEN DEMAND AND PREFERENCES. IF YOU HAVE ANY QUESTIONS ON THE DATA IN THOSE SECTIONS, IT MIGHT BE HELPFUL TO JUST ALLOW YOU TO ASK CLARIFYING QUESTIONS. >> DID ANYONE HAVE ANY CLARIFYING QUESTIONS ON THOSE? MOST OF YOU SAW THAT I THOUGHT THE REAL INTERESTING PART WAS THE PEOPLE THAT HAVE WORKED FOR OUR DISTRICT FOR MORE THAN 10 YEARS. THEY OWN HOMES, LESS THAN 10 PAY RENT. THAT REALLY JUMPED OUT THERE. OTHER THOUGHTS ON SOME OF THOSE CHARACTERISTICS CHRISTINE [INAUDIBLE] >> I JUST HAD ONE QUESTION. THE CHART ON COST CERTAIN BINDERS WORKING. CAN YOU EXPLAIN THAT ONE TO ME? I STRUGGLED WITH IT. >> SURE. >> IT'S ON PAGE 4. TOP PAGE 4. >> I'M TRYING TO POINT AT THINGS WITH MY CURSOR HERE AND THAT'S A LITTLE BIT DIFFICULT. THE 100 PERCENT NUMBER, JUST LOOKING ACROSS THE TOP, IT GIVES A NUMBER OF YEARS THAT EMPLOYEES HAVE BEEN WORKING IN THE DISTRICT. THEN DOWN IT SHOWS THE AMOUNT OF COST-BURDEN. THE QUESTION ON THE SURVEY, ALL THIS DATA OR THE BULK OF THIS DATA IS REALLY FROM THAT 2021 EMPLOYEE HOUSING SURVEY. THIS WAS IN DIRECT RESPONSE TO HOW MUCH A HOUSEHOLD ESTIMATED THEY WERE PAYING FOR THEIR HOUSING COSTS. OF THE HOUSEHOLDS THAT HAVE WORKED AT THE DISTRICT FOR ONE TO FIVE YEARS, 38 PERCENT ARE PAYING 30 PERCENT OR LESS FOR THEIR HOUSING COSTS. 34 PERCENT ARE SPENDING 40 PERCENT, 16, 50 PERCENT, 60, SIX PERCENT. >> OKAY. THANK YOU. >> YOU BET. THIS ONE WAS PRETTY SHOCKING TO ME. TO SEE HOUSEHOLDS PAYING 40 PERCENT IS NOT IDEAL, BUT THE PERCENTAGE THAT WERE PAYING 50 PERCENT AND ABOVE WAS OUTSTANDING, WAS ASTONISHING. BUT ALSO NOT THAT SURPRISING IN JUST WHAT THE MARKET HAS BEEN DOING IN OUR COMMUNITY OVER THE LAST COUPLE OF YEARS. >> ANY OTHER QUESTIONS ON JUST THAT HOUSEHOLD CHARACTERISTIC? >> I WAS [INAUDIBLE] RESTRUCTURE BY 71 PERCENT SAYING THEY WERE NOT INTERESTED IN DISTRICT HOUSING OPTIONS. [NOISE]. >> I WANT TO LOOK AT THOSE CHARTS. SORRY, WORKING THIS LATE AT NIGHT, I AM NOT AS [LAUGHTER] ABLE AS I AM AT OTHER TIMES OF THE DAY. TRUSTEE TESKY, WAS THAT THE DEMAND AND PREFERENCES ON THE WILLINGNESS TO RENT[OVERLAPPING]? >> ALL RIGHT. AT BOTTOM OF PAGE FOUR AND THE TOP OF PAGE FIVE, YOU HAVE TWO DIFFERENT QUESTIONS: WOULD YOU BE INTERESTED IN RENTING FROM US? AND WOULD YOU BE INTERESTED IN PURCHASING FROM US? IN BOTH SITUATIONS, THE OWNING WAS 71 PERCENT SAID NO. >> BECAUSE THEY OWN THEIR HOUSE SO THEY ARE NOT INTERESTED. >> YEAH. I GET WHY THAT WAS. YEAH. >>YES. TO ME THIS WAS A LITTLE CONFUSING TO KIND OF GET THROUGH AS WELL, I WOULD SAY BECAUSE THE QUESTION WAS ASKED, THERE WERE THREE RESPONSES. ONE, YES THEY WOULD RENT, YES THEY WOULD PURCHASE, YES THEY WOULD BE INTERESTED IN RENTING OR PURCHASING, OR NO THEY WEREN'T INTERESTED AT ALL. SEPARATING IT OUT TO TRY TO GET THE NUMBERS ON HOW MANY WOULD BE INTERESTED IN RENTING AND THEN HOW MANY WOULD BE INTERESTED IN OWNING. SO THAT'S WHY THERE'S THESE TWO DIFFERENT CHARTS HERE. >>THAT'S ACTUALLY A HIGH NUMBER. THE RENTERS, PEOPLE THAT RENT, ALMOST 50 PERCENT WOULD LIKE TO RENT FROM US, AND ALSO THE RENTERS [BACKGROUND] WOULD LIKE TO BUY FROM US. [BACKGROUND]. SO THERE'S A HIGH DEMAND. TRUSTEE ANDREA. >> HOW MANY PEOPLE VERSUS HOW MANY EMPLOYEES RESPONDED TO THE SURVEY? I DIDN'T SEE THAT IN THERE, LIKE WHAT PERCENTAGE RESPONDED? >> SURE. THERE WERE A TOTAL OF [01:45:04] 347 RESPONSES AND OF ABOUT 524 EMPLOYEES. THERE WAS A VERY GOOD RESPONSE RATE OF ABOUT 66 PERCENT. >> OKAY. >> OKAY. THE NEXT ONE YOU CAN GO A LITTLE SLOWER IF YOU'D LIKE TO. THERE, I'M STARTING ON PAGE FIVE. IF YOU COULD JUST GO THROUGH AND SEE THE TYPE OF UNITS PEOPLE ARE INTERESTED IN, IF YOU COULD WALK US THROUGH, AND WHERE PEOPLE WANT TO LIVE, AND THE SIZE OF THE HOME, AND ALL THAT INFORMATION. >> SURE. THIS IS GETTING AT TRYING TO UNDERSTAND WHAT TYPE OF PRODUCT TO BE BUILDING. KIND OF TRYING TO UNDERSTAND WHAT TYPE OF PRODUCT, TYPE THEY'RE INTERESTED IN AND HOUSEHOLD SIZES IS THAT, I HIGHLIGHTED THAT THE KEY KIND OF TAKEAWAYS HERE IS THAT THOSE THAT ARE INTERESTED IN RENTING, 36 PERCENT ARE A TWO-PERSON HOUSEHOLD AND THOSE INTERESTED IN BUYING ARE FOUR PERSONS OR MORE IN THEIR HOUSEHOLD. ONE OF THE CHALLENGES THOUGH WITH THE DATA THAT WAS RECEIVED AND WITH THE HOUSING NEEDS ASSESSMENT AND THE SURVEY THAT WE HAVE A DIRECT LINK FOR JUST DISTRICT EMPLOYEES, WE'LL HAVE THAT DATA IN MID NOVEMBER. BUT BY JUST LOOKING AT JUST PERSONS IN A HOUSEHOLD, YOU'RE NOT ABLE TO KIND OF LOOK AT REALLY THEIR HOUSEHOLD TYPE. MEANING, IS IT A COUPLE WITH CHILDREN? IS IT A SINGLE PARENT? IS IT NON-FAMILY ROOMMATES? TO REALLY UNDERSTAND A LITTLE BIT MORE WHAT THEIR HOUSEHOLD CHARACTERISTICS ARE, TO BE ABLE TO CATER TO WHAT TYPE OF PRODUCT TYPE WOULD BE BEST TO BE CONSTRUCTED. >> THEN IF YOU COULD LOOK OVER THE PREFERRED LOCATION, IT LOOKED LIKE MOST PEOPLE WANTED BOTH TO BUY AND TO RENT INSIDE THE TOWN OF JACKSON. >> [NOISE] BY FAR THE MOST, I WOULD SAY ONE OF THE KEY PIECES THERE WAS THAT THERE WAS ONLY ONE OPTION GIVEN, OFTENTIMES THERE'S MULTIPLE OPTIONS AND SO YOU CAN START TO DRILL DOWN ON WHETHER THERE IS ANY INTEREST IN LIVING IN THESE OTHER LOCATIONS. I THINK THE KEY ONE HERE IS THAT TETON VILLAGE AND SURPRISING HOW FEW PEOPLE WERE INTERESTED IN EITHER [OVERLAPPING] [LAUGHTER] >> THEN THE PREFERRED NUMBER OF BEDROOMS, DID YOU SEE ANYTHING CONSISTENT THERE? >> YEAH. THOSE INTERESTED IN RENTING, WANTING KIND OF A SMALLER OR FEWER BEDROOMS THAN THOSE THAT ARE INTERESTED IN BUYING AND THAT'S VERY TYPICAL. THE OTHER THING IS RELATED TO HOUSEHOLD SIZES. I WAS SURPRISED THAT WHEN IT WAS SPLIT IT OUT BETWEEN RENTING AND BUYING, HOW THE NUMBER OF THE SIZE OF THE UNITS WAS LESS, THE NUMBER OF BEDROOMS THAN ANTICIPATED. >> THEN THE FEATURE THAT MOST PEOPLE WANTED WAS THE PRICE. >> YEAH, AND THAT'S VERY TYPICAL. IT'S REALLY THE ONLY THING THAT WHEN WE ARE LOOKING AT TRADE-OFFS, IT'S THE ONLY THING THAT POTENTIAL BUYERS AND RENTERS CAN'T TRADE-OFF. >> YEAH. >> THE STABILITY WASN'T REALLY SURPRISING IN THE HOUSING CONDITIONS AND JUST IN THEIR HOUSING CLIMATE WHERE THERE'S A LOT OF TRANSITION RIGHT NOW, HOMES BEING SOLD WITH LONG-TERM RENTERS BEING ASKED TO LEAVE, DRAMATIC RENT INCREASES, ET CETERA. SO THAT STABILITY WASN'T SURPRISING. >> THEN I WOULD LIKE [OVERLAPPING] THE HELP, THE INCOME WAS BETWEEN 40 AND 80,000 PRIMARILY. [NOISE] YEAH. I WOULD SAY THAT THERE WAS A REALLY GOOD CONVERSATION WITH THE, I'M GOING TO TRY TO GET THE NAME RIGHT, SUPERVISORS ADVISORY COUNCIL TO REALLY TRY TO DIG INTO THESE PREFERRED HOUSING FEATURES AND GOT A GREAT FEEDBACK ON NEED FOR NUMBER OF BEDROOMS, LOCATION, GARAGE AND YARD, SO REALLY WHAT FEATURES THEY WOULD NEED AND REALLY WILLING TO COMPROMISE IN RECOGNIZING THAT THE HIGH LAND COST IN TETON COUNTY AND JUST BEING REASONABLE ABOUT EXPECTATIONS. >> THEN THAT COULD PAY THE POTENTIAL THERE ON PAGE 8. THE MAJORITY WANTED TO PAY SOMEWHERE BETWEEN $750 AND $1200 FOR RENT, [01:50:05] AND ON THE BUYING FROM $166 ALL THE WAY UP TO $331. >> I RAN THIS JUST ON YOUR TYPICAL 30 PERCENT AFFORDABILITY STANDARD. >> KAREN, INGRID, ONE OF THE THINGS THAT THE TOWN RAN INTO WAS THE FACT THAT THEY HADN'T CHARGED MARKET VALUABLE GOODS ON THEIR RENTALS, OTHERWISE BECAME A BENEFIT THAT WAS A TAXABLE BENEFIT. WHILE PEOPLE LOOK HERE AND SAY THIS IS WHAT WE'D LIKE TO PAY, AND WE COULD SAY YES, WE'RE GOING TO SUBSIDIZE OUR [INAUDIBLE] FOR OUR STAFF OR WHATEVER. I DON'T KNOW HOW THAT THEN TRANSLATES INTO THIS IDEA THAT YOU'RE NOT ENCOURAGING MARKET VALUE, THEREFORE, THIS IS A TAXABLE BENEFIT AND ARE THERE THE RETURN? [INAUDIBLE] ONTO THAT. WHAT ARE THE WAYS THAT WE COULD DO THIS? IS THERE A WAY TO HAVE SOMETHING LESS THAN WHEN PEOPLE ARE PAYING $3,000 A MONTH OR WHATEVER HUGE PORTION OF THEIR INCOME? IS THERE ANOTHER WAY TO LOOK AT THIS, TO SAY WE DON'T HAVE TO GO WITH MARKET RATES, BUT WE HAVE TO DO SOME OTHER THING IN ORDER TO FIGURE THIS OUT? I LOVE TO LOOK AT THESE, THE RENTS, BUT THEN WHEN WE LOOK AT MARKET AND YOU SAY, WELL IF WE CHARGE YOU $750, THEN WE HAVE TO GIVE YOU A TAXABLE BENEFIT OF $1000 A MONTH. HOW DOES THAT WORK? I'M NOT A FINANCIAL PERSON WHO CAN WORK IT OUT, IT'S JUST SOMETHING THAT I'VE BEEN SCRATCHING MY HEAD ABOUT SINCE READING THE ISSUE THAT COMES WITH THAT AND WHAT WE'RE TYING TO DO. >> THEY'RE VERY INTERESTED IN NOT ONLY BUILDING THESE, BUT ALSO FINDING SOME WAY TO SUBSIDIZE THE RENTAL AMOUNTS. IS THERE ANY WAY AROUND NOT MAKING IT A TAXABLE BENEFIT? >> NOT THAT I'M AWARE OF. TYPICALLY, IT IS TREATED AS A TAXABLE BENEFIT. BUT TO HAVE RENT SIGNIFICANTLY BELOW MARKET RATE AND HAVING TO PAY THE BENEFIT TAX, IT'S STILL A MUCH MORE AFFORDABLE OPPORTUNITY FOR THE OCCUPANTS. I'M HAPPY TO DIG INTO THAT JUST A LITTLE BIT MORE TO YOU AND TALK TO SOME COLLEAGUES IN OTHER AREAS TO SEE HOW THEY MIGHT BE TREATING IT. >> NOW, THAT'LL BE GREAT. >> [INAUDIBLE] SOMETHING WE REALLY NEED TO WORK ON BECAUSE TAKE THE PROPERTY OVER [INAUDIBLE], WE DON'T PAY PROPER TAX ON THAT NOW, WE PUT [INAUDIBLE] ON THERE [OVERLAPPING] PROPERTY TAX. I THINK YOU REALLY NEED TO START ADVOCATING WITH THE LEGISLATURE THAT WILL ALLOW US TO MAKE TWO PURGES. NOT HAVE TO PAY PROPERTY TAXES ON THAT [INAUDIBLE] >> THE ZIONSVILLE WOULD APPRECIATE. I THINK THEY PAY ON MAD DOG RANCH. THEY HAVE TO PAY FOR A PRETTY [INAUDIBLE]. >> CHRISTINE, LET'S GET TO THE FUN PART, YOUR RECOMMENDATIONS. LET'S START ON PAGE 8. WHAT ARE YOUR RECOMMENDATIONS TO US? >> I WOULD SAY THAT STARTING JUST WITH NUMBER OF UNITS IS THAT THERE IS A STRONG DEMAND FOR DISTRICT HOUSING. I'VE ONLY LOOKED AT REALLY THE CURRENT DEMAND. THESE ARE DRAFT RECOMMENDATIONS IS WHAT I WOULD SAY. WITH THE CHALLENGES AND OPPORTUNITIES I'LL BE LOOKING AT NEXT MONTH, THAT'LL DIG INTO MORE WITH THESE PROJECTIONS AND LOOKING AT WHAT ADDING IN DISTRICT GROWTH, ADDING IN UNFILLED POSITIONS, AND ADDING IN RETIRING EMPLOYEES. RIGHT NOW, [INAUDIBLE] YOU BROUGHT UP AS FAR AS THERE ARE QUITE A FEW OF YOUR EMPLOYEES THAT WOULD HAVE BEEN WITH THE DISTRICT LONGER, THAT MEANS THERE'S A HIGH LIKELIHOOD THAT THOSE EMPLOYEES WILL BE RETIRING AND THEY'RE IN STABLE HOUSING. AS YOU BRING PEOPLE UP THROUGH THE SYSTEM, THERE'LL BE MORE NEED AND DEMAND FOR HOUSING THROUGH THE DISTRICT. I'M COMFORTABLE WITH A DEMAND FOR APPROXIMATELY 170 UNITS AS JUST YOUR CURRENT DEMAND. [01:55:08] I THINK YOUR BIGGEST, IF THAT WERE APPLIED TO THESE PERCENTAGES TO ALL THE EMPLOYEES IN THE DISTRICT, THERE WOULD BE OVER 250 EMPLOYEES THAT COULD BE INTERESTED IN PURCHASING OR RENTING A HOME FROM THE DISTRICT. >> THE SIZE OF THE HOUSING? >> THE SIZE OF THE HOUSING, SMALLER UNITS FOR RENTAL, SO MORE IN THE TWO-BEDROOM RANGE, ONE AND TWO-BEDROOM UNITS. THEN FOR EMPLOYEES THAT ARE LOOKING TO OWN FOR OWNERSHIP PRODUCT, LOOKING AT TWO AND THREE-BEDROOM UNITS. >> THE TYPE OF UNITS? >> MY RECOMMENDATION IS TO BUILD THE DETACHED PRODUCT, SO THAT WOULD BE YOUR SIDE-BY-SIDE TOWN HOMES OR YOUR STACKED FLAT CONDOMINIUMS IN ORDER TO JUST OPTIMIZE THE LAND THAT THE DISTRICT HAS. >> SOME OF THE FEATURES? >> YES, SOME OF THE FEATURES AND THAT TIES INTO THAT TYPE OF UNIT. I THINK IT RELATED TO THE QUESTION ABOUT THE FIELD HOUSE AND THE CLASSROOMS NEXT DOOR, JUST MAKING SURE REALLY THAT YOU'RE INCORPORATING CONSTRUCTION STANDARDS THAT REALLY LESS THAN SOUND TRANSMISSION BETWEEN UNITS AND CREATING SOME OF THE FEATURES HERE AS WELL WITH AN ATTACHED PRODUCT. JUST BEING CLEAR ABOUT THE DISTINCTION BETWEEN PUBLIC AND PRIVATE SPACES, CREATING A STORAGE WAS PRETTY HIGH UP ON THE LIST. WE TALKED ABOUT THAT A LOT IN THE SAC MEETING, INCLUDING INDOOR AND OUTDOOR STORAGE AND THEN CONNECTIONS TO THE OUTDOORS WHETHER IT'S SMALL PRIVATE PATIOS, PORCHES, AND BALCONIES, AND SOME SHARED ACTIVE GREEN SPACES. >> THEN HOW ABOUT THE PRICE POINTS? >> PRICE POINTS, MONTHLY RENTAL RATES BETWEEN $750-$2,500 PER MONTH. THIS IS ALL GOING TO BE DEPENDENT ON THE BEDROOM SIZES, LOCATION, WHAT AMENITIES THEY HAVE. THEN SALES PRICE IS BETWEEN $250 AND $500 WOULD BE SUPPORTED BY THE HOUSEHOLD INCOMES. NOW, I WOULD SAY TOO THAT IT WAS A LITTLE BIT CHALLENGING TO GET AT HOUSEHOLD INCOME BECAUSE THERE WAS NOT A DIRECT QUESTION IN THE SURVEY FOR THAT. THAT MIGHT BE SOMETHING THAT WE WILL BE ABLE TO NARROW DOWN A LITTLE BIT MORE WITH THE SURVEY FROM THE HOUSING NEEDS ASSESSMENT. >> YOU SAID THAT COMES OUT IN NOVEMBER? >> WE'VE FINISHED THE DATA, THE SURVEY HAS CLOSED FOR THAT, AND THERE WAS A SPECIFIC LINK FOR DISTRICT EMPLOYEES. WE'LL HAVE THAT BACK FROM THE SURVEY GURUS WITH ALL THE DATA CLEANED UP AND CROSS TABS RUN FOR THE DISTRICT EMPLOYEES. WE'LL BE ABLE TO DRILL INTO THAT A LITTLE BIT MORE. >> WHAT'S OUR NEXT STEP, CHRISTINE? WHAT ARE WE DOING NEXT MONTH? >> SURE. NEXT MONTH, WE'RE GOING TO BE LOOKING AT THE OPPORTUNITIES AND CHALLENGES. THAT'S GOING TO TIE INTO LOOKING AT WHAT FUNDING SOURCES ARE AVAILABLE. IT MAY PLAY IN NICELY WITH THE FACILITIES WORK AS WELL THERE, BUT THERE'LL BE SOME SPECIFIC ONES FOR HOUSING. ONE OF THEM WILL BE LOOKING AT THE QUESTION YOU JUST ASKED THIS EVENING AS FAR AS, IS THERE ANY WAY TO CHARGE BELOW MARKET RENTS WITHOUT HAVING THAT BE A TAXABLE BENEFIT? DIGGING INTO LITTLE BIT OF THE PROPERTIES AND SEEING WHAT OPPORTUNITIES AND CHALLENGES THERE ARE WITH THOSE PROPERTIES. THEN THE NEXT STEP WILL BE SIMILAR TO WHAT DAN HAS PULLED TOGETHER, IS LOOKING AT THE DIFFERENT DISTRICT PROPERTIES AND DOING A VULCAN SCALE ANALYSIS, WHAT TYPE OF UNITS WOULD MAKE SENSE FOR THOSE PROPERTIES AND THEN THE COSTS TO DEVELOP. >> EXCELLENT. THIS WAS EXCELLENT TONIGHT. I REALLY APPRECIATE IT. I THINK THE WHOLE BOARD APPRECIATES IT. IT WAS VERY SUCCINCT. IT'S EASY TO READ, JUST EXACTLY WHAT YOU NEED WHEN YOU'RE TRYING TO MAKE POLICY DECISIONS. WE REALLY THANK YOU FOR YOUR HARD WORK. QUESTIONS FOR CHRISTINE? [INAUDIBLE] >> I JUST HAD A CLARIFICATION, ACTUALLY A COUPLE OF QUESTIONS AND A COMMENT. CLARIFYING QUESTION ON THE PRICE POINTS, IT SAYS, IT CAN BE ATTRACTED TO CHARGE MORE THAN WHAT EMPLOYEES ARE GENERALLY ABLE TO PAY IN ORDER TO REDUCE THEIR STRESS. I THOUGHT THAT WAS CONFUSING. IS THAT SUPPOSED TO BE LESS? [INAUDIBLE] TO DO NO MORE THAN WHAT THEY CAN PAY TO REDUCE THEIR STRESS AND THAT'S WHAT'S HAPPENING NOW. >> IT'S BALANCING THAT COST TO DEVELOP WITH HOUSING AFFORDABILITY FOR THE OCCUPANTS. [02:00:11] BECAUSE THERE WILL BE WHAT I CALL A CAPITAL GAP BETWEEN WHAT IT'S GOING TO COST TO DEVELOP THESE HOUSING AND WHAT YOUR EMPLOYEES CAN AFFORD TO PAY, AND IN ORDER TO REDUCE THAT DIFFERENTIAL, IT'S OFTEN ATTRACTIVE FOR ORGANIZATIONS TO CHARGE MORE THAN WHAT EMPLOYEES CAN AFFORD TO PAY. >> WE'VE ASKED WHICH WE THINK IS BETTER. >> WHAT SHE'S TRYING TO SAY IS WE COULD MARK UP THE PRICE AND KEEP SOME OF THE MONEY, I BELIEVE, ISN'T IT CHRISTINE? >> YEAH. >> IT'S PERCEIVED THAT ANYWAY. >> IT WOULD REDUCE STRESS FOR US. >> FOR US. >> FOR US, NOT. >> YEAH. THAT'S WHAT I THOUGHT. OKAY. [LAUGHTER] >> WELL, CHRISTINE, WE LOOK FORWARD TO NEXT MONTH. EACH MONTH THESE GET MORE AND MORE EXCITING, THESE REPORTS AND WE REALLY APPRECIATE YOUR HARD WORK. THANK YOU. >> YOU BET, AND NEXT TIME I WILL BE IN PERSON. I LOOK FORWARD TO SEEING YOU ALL. >> THANK YOU. >> THANK YOU. >> NOW WE'RE UP TO JOE. IS JOE HERE, THERE'S JOE. HI JOE, HOW ARE YOU? >> GOOD, HOW ARE YOU? >> WE MADE YOU SIT HERE ALL NIGHT, I APOLOGIZE. COME ON UP TO THE LECTERN AND TELL US ALL ABOUT THE MIDDLE SCHOOL PROJECT. >> SURE STEVE, THIS IS JUST THE REPORT HEADING OF MY UPDATE, AND IT'S ALSO LINKED. FROM WHAT I UNDERSTAND IT HAS A REPORT. >> JUST TO REMIND EVERYONE, JOE BOLTON IS WITH OUR OWNER'S REP. HE'S THE ONE WHO REPRESENTS OUR INTERESTS IN TALKING WITH THE CONTRACTOR, WHICH IS CENTURY CONTRACTORS. JOE COMES IN TO TRY TO HELP US TO MAKE SURE THAT THE CONTRACTOR IS DOING WHAT THEY'RE SUPPOSED TO BE DOING. IF THERE'S SOME ISSUES, HOPEFULLY JOE'S GOING TO GIVE US SOME SOLUTIONS AND SOME IDEAS AND OPTIONS TO SOLVE SOME OF THESE PROBLEMS. >> YEAH, ABSOLUTELY. GOOD EVENING MR. CHAIR, TRUSTEE'S. JOE BOLTON, OWNER'S REPRESENTATIVE FOR THE JACKSON HOLE MIDDLE SCHOOL RENOVATION PROJECT. JUST FOR A QUICK PROJECT SUMMARY, REALLY WITHIN THIS RENOVATION PROJECT, THERE ARE FOUR INDIVIDUALS PROJECTS THAT REALLY DON'T CONNECT OR HAVE ANY BEARING ON EACH OTHER. THAT WOULD BE THE KITCHEN REMODEL, THE SECURITY VESTIBULE AND OFFICE PORTALS, THE CLASSROOM ADDITION, AND THE FLOORING REPLACEMENT OF THE ENTIRE SCHOOL. JUST GOING INTO THAT, FIRST, LIKE I MENTIONED, THE SECURITY VESTIBULE, LITTLE EASIER TO READ ON THOSE REPORTS I BELIEVE. >> THIS IS ON PAGE 3 OF THIS IF YOU CAN'T READ IT OFF THE SCREEN THERE. >> I MENTIONED THE PROBLEMS THAT YOU'VE SAID BEFORE. THE CONTRACT SUBSTANTIAL COMPLETION DATE FOR THE SECURITY VESTIBULE WAS AUGUST 20TH. OBVIOUSLY NOW WE ARE INTO OCTOBER AND SOME OF THIS WAS PROCUREMENT, BUT WE BELIEVE MOSTLY THIS WAS DUE TO LACK OF CONTRACTOR PRESENCE AND STAFFING. BECAUSE OF THAT, WE HAVE PUT THE CONTRACTOR ON NOTICE ABOUT THEIR STAFFING AND PROGRESS AND SCHEDULE. THIS WAS LAST WEEK. SINCE THEN, WE HAVE SEEN A POSITIVE TURN ON PROGRESS ON THAT. I BELIEVE THEY'VE PROBABLY CLOSE TO TRIPLED THEIR SUBCONTRACTOR LABOR ON-SITE AND HAVE MADE SOME VISIBLE PROGRESS AT THE SECURITY VESTIBULE. THEN LIKE I SAID, THIS REALLY HAS NO BEARING ON THE OTHER THREE PROJECTS WITHIN THE PROJECT. THE KITCHEN REMODEL IS STILL SLATED TO BE COMPLETE THE FIRST OF NOVEMBER, THE FLOORING REPLACEMENT WAS ACTUALLY COMPLETED BEFORE CONTRACT SUBSTANTIAL COMPLETION DATE, SO THEY ARE AHEAD OF SCHEDULE ON THAT. THEN OBVIOUSLY, THE CLASSROOM ADDITION, MOST OF THAT WORK WILL OCCUR NEXT YEAR, AND WE SEE NO DELAYS ON THAT. SOME OF THE MATERIAL IS ACTUALLY GOING TO BE ON-SITE NEXT WEEK FOR THAT. THAT IS COMING ALONG NICELY. >> JOE, BACK ON THE SECURITY VESTIBULE. [02:05:03] IS THERE LIQUIDATED DAMAGES? HOW ARE WE GOING TO GET THEM AND DO THEY HAVE A DATE? HAVE THEY GIVEN YOU A NEW DATE? >> PART OF OUR PUTTING THEM ON NOTICE IS WE GAVE THEM A DATE OF OCTOBER 22ND. THEY ARE, LIKE I SAID, WORKING TO MEET THAT DATE. THE DATE THAT THEY HAD GIVEN WAS, I BELIEVE IN THE WEEK AFTER THE 22ND, BUT WE'RE WORKING WITH THE SUPPORT OF THE DESIGN TEAM TO SPEED THEIR PROCESS ALONG. AS FAR AS LIQUIDATED DAMAGES, IT'S SOMETHING THAT WE COULD LOOK INTO. BUT AFTER DISCUSSION WITH THE OWNER'S GROUP, DESIGN GROUP, AND THE STATE PROJECT MANAGER ELAINE JOHNSON, IT SEEMS LIKE IT MIGHT BE MORE DETRIMENTAL IN THE LONG RUN JUST BECAUSE WE WANT TO MAINTAIN THE RELATIONSHIP WITH THE CONTRACTOR, WE'LL HAVE TO WORK WITH THEM FOR THE NEXT YEAR OR ROUGHLY OVER A YEAR. WE WANT TO TELL THE CONTRACTOR THAT WE ARE TRYING OUR BEST TO SUPPORT THEM AND TO MOVE THEIR PROCESS ALONG. WE JUST, LIKE I SAID, BELIEVE THAT LIQUIDATED DAMAGES WOULD HURT OUR RELATIONSHIP FOR THE NEXT PHASES OF THE PROJECT. >> OTHER QUESTIONS FOR JOE? MR. HELDFORD, COULD WE BORROW YOU JUST FOR A MOMENT? >> I'M JUST CURIOUS. THIS MORE OF A QUESTION TRUSTEE SCARLETT HAD AND SO I'LL ASK IT. HE WAS WORRIED ABOUT ONCE SNOW STARTS THEN COMING IN THROUGH THAT BACK WAY. IF THIS GOES BEYOND OCTOBER 22ND, I THINK WE'LL BE FINE IF WE CAN GET THIS DONE BY OCTOBER 22ND, BUT IF IT STARTS GETTING FURTHER INTO THE WINTER, IS THAT GOING TO BE PROBLEMATIC COMING IN FROM THE DIRECTION YOU'RE COMING IN FROM? >> I'D SAY LONG TERM IT WOULD BE PROBLEMATIC. OCTOBER 22ND WOULD BE FANTASTIC. EVEN MIDDLE OF NOVEMBER BE FANTASTIC. USING THAT SECURITY VESTIBULE. THE KIDS, PARENTS HAVE BECOME VERY ACCUSTOMED TO OUR BACK ENTRANCE. I DO WORRY ABOUT IT BEING A NARROW PASSAGEWAY ONCE THE SNOW IS HEAVILY. >> I THINK THAT WAS BILL'S POINT, THAT THE SNOW AND IT'S SLIPPERY AND EVERYONE COME UP AND DOWN. >> I MEAN, THAT ONE ENTRANCE WOULD BE PROBLEMATIC HEAVY INTO THE WINTER SEASON. >> I APPRECIATE IT. DID YOU WANT TO SHARE ANYTHING ELSE IN REGARDS? >> I HAVE NOTICED THE PROGRESS THAT JOE MENTIONED JUST IN THE PAST WEEK. I THINK I WAS PLEASANTLY SURPRISED BY THAT. I DID SEE STEVE, THE CONTRACTOR, ON SITE THIS WEEK AND MUCH MORE PRESENCE. AGAIN, I THINK THAT'S BEEN HELPFUL IN MOVING THE PROCESS ALONG. KITCHEN IS ON PACE SO THAT'LL BE A NICE ADJUSTMENT. OS, HIS STAFF HAS BEEN JUST BUSTING THEIR BUTTS, TO BE HONEST GETTING THE FOOD OVER FROM HIGH SCHOOL TO MIDDLE SCHOOL. I'M REALLY PROUD OF THEIR EFFORTS, BUT AT THE SAME TIME, WE'RE REALLY LOOKING FORWARD TO THE KITCHEN BEING DONE ALSO. >> THANK YOU. >> WELL, JOE, YOU NEED ANYTHING FROM US? >> NOT CURRENTLY, BUT I WILL ABSOLUTELY LET YOU KNOW IF I DO. >> YOU NEED US TO SAY SOMETHING MEAN SO THAT YOU CAN GO BACK TO CENTURY AND SAY, ''BOY, THEY WERE REALLY TICKED, AND IF YOU DON'T GET YOUR ACT TOGETHER, THEY'RE GOING TO BE REALLY, REALLY MAD?" >> MR. CHAIR, I'M FINE BEING THE BAD GUY. [LAUGHTER] TRYING TO UPDATE IT WAS BIG FOR US. WE DID THE FENCE LINE ON THE RECESS AREA AND SO WE WERE ABLE TO ACTUALLY ACCESS THE [INAUDIBLE] KITCHEN CAFETERIA DOOR TO OUR TENT WHERE WE CAN EAT OUTSIDE AND GO OUT THERE FOR RECESS. THAT WAS BIG. >> YOU WEREN'T ABLE TO GET OUT THAT DOOR. >> THE FIRST THREE WEEKS WE WERE EXITING THE 6TH GRADE WING, AND SO KIDS WERE CARRYING THEIR LUNCH ALL THE WAY DOWN THE HALLWAYS. THAT WAS A BIG IMPROVEMENT MAYBE TWO WEEKS AGO AND USING THAT TENT OUTSIDE. [INAUDIBLE]. >> I THINK [INAUDIBLE] HAS THE MESSAGE FOR CENTURIES. >> I DO. I'M JUST EXCITED THAT WE FOUND SOMEBODY NEW THAT WE COULD WORK WITH. WHAT'S DISAPPOINTING IS THAT THEY HAVEN'T BEEN ABLE TO PROVIDE THE LABOR NECESSARY TO GET THE JOB DONE IN THE TIME THAT THEY PROMISED TO DO. THAT'S MY [INAUDIBLE] TO THEM. >> ABSOLUTELY. I WILL PASS THAT ALONG. >> JOE, AS ALWAYS WE REALLY APPRECIATE YOU BEING OUR [02:10:01] [INAUDIBLE] AND LOOKING OUT FOR OUR INTEREST. IT'S VERY MUCH APPRECIATED. >> MR. CHAIR, THANK YOU. THAT'S GOOD TO HEAR. >> THANK YOU [OVERLAPPING]. >> WE HAVE MORE [INAUDIBLE] TO GO [LAUGHTER]. [NOISE] JUST ANOTHER COMMENT ON THE ACCESS WHEN SNOW FLIES. WE ARE WORKING WITH THAT PRINCIPLE AND THEIR CONTRACTOR TOO IF SOMETHING ELSE COMES UP, THAT THEY COULD PUT UP MAYBE SOME TEMPORARY WALLS OR JUST TEMPORARY OPENING CLOSURES. FOR EXAMPLE, COVERING UP A WINDOW OR SOMETHING, A WINDOW WAS BACKWARD SO THAT THEY COULD STILL USE THAT SECURITY VESTIBULE SOONER THAN LATER. MAYBE IT WON'T BE FINAL COMPLETION, BUT IT WILL BE USABLE. ANYWAY, MOVING ON. JUST THE MOST RECENT PAY APPLICATION AND THIS IS ACTUALLY UNDER REVISION AND HAS NOW BEEN REVISED SINCE I SUBMITTED THIS PRESENTATION. THESE NUMBERS ARE A LITTLE OFF AND THEN I JUST WANTED TO DRAW ATTENTION TO IF YOU DO SEE THE PAY APPLICATIONS. THE TOTAL APPROVED CHANGE ORDERS APPEARS TO BE A LITTLE HIGH BUT ON THE NEXT SLIDE YOU CAN SEE IT DOES INCLUDE THE BID ALTERNATIVES. MOST OF THOSE COSTS ARE IN THE FREEZER AND COOLER REPLACEMENTS AND REALLY FOR THE CHANGE ORDERS, ANOTHER CORRECTION ON THIS. I GUESS IT'S A LITTLE TOO LATE TO UPDATE, BUT THE FOOD SERVICE EQUIPMENT DELAYS WAS NOT PAID FOR BY THE DISTRICT. IT WAS ACTUALLY ABSORBED BY THE STATE IN THAT. THANK YOU. JUST ONTO SOME PROGRESS PHOTOS. WITHIN THE PAST MONTH SINCE MY LAST REPORT, THEY HAVE MOVED IN ALL THE TEMPORARY WALLS. THIS IS UP NEAR THE OFFICE, THE FRONT OF THE SCHOOL. WE'VE DONE ALL THOSE TEMPORARY WALLS AND [INAUDIBLE] SLIDE THEY HAVE COMPLETED THAT [INAUDIBLE] FLOORING AROUND THOSE TO FINISH OFF ANY FLOORING WITHIN THIS SCHOOL. >> JOE, IS THE REST OF IT MOSTLY JUST THESE PICTURES THAT WE [OVERLAPPING]? >> IT IS. >> WE'RE GOOD. I GOT TO GET THE [INAUDIBLE]. >> NO PROBLEM. IF YOU WANT TO FLIP THROUGH THE PHOTOS, THIS IS [OVERLAPPING]. >> WE CERTAINLY CAN. WE APPRECIATE THAT YOU'RE WILLING TO GO THROUGH ON [INAUDIBLE]. WE CAN LOOK AT THEM ON THERE. THANK YOU, JOE. [BACKGROUND] WE'RE ON TO THE SMART START PLAN. THERE HAD BEEN SOME QUESTIONS FROM A LOT OF PARENTS AS TO HOW WE'RE DOING QUARANTINING. FROM SOME OF THEIR QUESTIONS AND SOME OF THE THOUGHTS AND SOME OF THE PARENTS, WE THOUGHT IT WAS SMART TO UPDATE THE SMART START PLAN TO ADDRESS SOME OF THE CONCERNS THAT PARENTS HAD RAISED AS TO HOW THE QUARANTINES ARE BEING DONE. WHAT THE SUPERINTENDENT PUT IN THERE IS WHAT THE FACTORS ARE THAT ARE BEING LOOKED AT WHEN QUARANTINE DECISIONS ARE MADE. WE NEED A [INAUDIBLE]. >> CHAIR, I WOULD APPRECIATE IT IF YOU WOULD. WE'VE BEEN UPDATING IT AS WE NEED TOO AND IT'S VERY HELPFUL TO HAVE THE APPROVED [INAUDIBLE] MET. >> I CAN'T READ IT FROM HERE. CAN YOU JUST READ IT OUT LOUD FOR US? >> THE QUARANTINE ORDER? >> THE [INAUDIBLE]. >> TETON COUNTY SCHOOL DISTRICT MAY DETERMINE THAT THE CLASS OR STUDENTS QUARANTINE IS NEEDED TO ENSURE THE HEALTH AND WELL-BEING OF STUDENTS AND STAFF. THE DECISION TO QUARANTINE STUDENTS OR A CLASS IS BASED ON MANY FACTORS INCLUDING APPROPRIATE [INAUDIBLE], MASK WEARING, DURATION OF EXPOSURE, PROXIMITY OF STUDENTS TO EACH OTHER AND THE NUMBER OF CASES AND OR SYMPTOMATIC INDIVIDUALS IN THE CLASSROOM. EACH CASE IS EVALUATED INDIVIDUALLY, AND THE HEALTHIEST SAFEST DECISION IS MADE BY A TEAM OF DISTRICT EMPLOYEES. >> DID EVERYONE OKAY WITH THAT LANGUAGE, IF WE ADD THAT? THERE WERE SOME QUESTIONS AS TO HOW WE WERE DOING IT. THE ONE EXAMPLE I'VE GIVEN SOME PARENTS, AND I THINK YOU ALL SEE THE EMAILS I RESPOND TO PEOPLE, THERE WAS A KINDERGARTEN CLASS AND KINDERGARTENERS HAVE TROUBLE KEEPING THEIR MASKS UP. SOMETIMES IT'S A LITTLE BIT MORE APPROPRIATE TO QUARANTINE A KINDERGARTEN CLASS THAN PER [02:15:04] SE A HIGH SCHOOLER THAT'S A LITTLE BIT BETTER AT WEARING THEIR MASK. THERE'S DIFFERENT FACTORS THAT [INAUDIBLE] LOOKS AT WHEN THEY'RE LOOKING AT MAKING A DECISION TO QUARANTINE BUT I THOUGHT THE MOST IMPRESSIVE PART WAS SIX CLASSROOMS OUT OF 350 WERE QUARANTINED, WHICH IS NOT VERY MANY. WE HAVEN'T HAD ANY IN THE LAST FEW WEEKS NEEDING TO BE QUARANTINED. I SAT ON A ZOOM CALL THE OTHER DAY WITH ALL THE CHAIRMEN OF ALL THE SCHOOL BOARDS IN THE STATE AND IT WAS INTERESTING TO HEAR OTHER SCHOOL DISTRICTS WHO WHOLE SCHOOLS ARE JUST CLOSED. THEY QUARANTINE A SCHOOL, QUARANTINE A WHOLE GRADE. THERE ARE KIDS BEING QUARANTINED TWO OR THREE DIFFERENT TIMES AND THEY'RE ONLY TWO MONTHS INTO THE SCHOOL YEAR. IT'S VERY IMPRESSIVE THAT WE HAVEN'T HAD TO DO MUCH QUARANTINING AND I'M HOPING THIS LANGUAGE THAT THE SUPERINTENDENT PUT IN WILL HELP TO CLARIFY FOR MANY, AND RIGHTFULLY SO. MANY OF THE PARENTS WERE ASKING THE RIGHT QUESTION LIKE HOW ARE YOU MAKING THAT DECISION? I THINK IT'S SMART TO PUT IT INTO THE SMART START PLAN. IF THERE'S NO DISCUSSION, I'D ENTERTAIN A MOTION TO ADOPT THE CHANGE AT QUARANTINES WITHIN THE SMART START PLAN. >> SOLD. >> REMOVED BY [INAUDIBLE], SECONDED BY [INAUDIBLE] TO AMEND OUR SMART START PLAN AND ADD IN THE RED LANGUAGE THAT WAS READ IN TO THE RECORD EARLIER IN REGARDS TO QUARANTINE. IS THERE ANY DISCUSSION ON THAT? IS THERE ANY PUBLIC COMMENT ON THAT CHANGE? IS THERE ANYONE ONLINE THAT WOULD LIKE TO COMMENT? IF YOU DO, JUST RAISE YOUR VIRTUAL HAND AND WE'LL CALL IT. ANYONE HERE IN THE ROOM? ANYONE ONLINE, ANDREA? >> YEAH. >> SEEING NONE, NO DISCUSSION UP HERE. ALL THOSE IN FAVOR SAY AYE. >> [OVERLAPPING] AYE. >> ALL THOSE OPPOSED. IN THE LAST REPORT OUT, I'LL JUST DO THIS REAL FAST. [LAUGHTER] I JUST WANTED TO TAKE A MOMENT TO LET YOU KNOW WE HAD A LONGER TREE. FIRST, I SHOULD START BY EXPLAINING THIS. IN THE LATE 1970S, C-BAR-V WAS FORMED, AND IT'S CHANGED OVER TIME. IT USED TO BE VERY MUCH EMPHASIZED ON PHYSICAL NEEDS FOR CHILDREN. IT'S MOVED MORE AND MORE TOWARDS SERIOUSLY EMOTIONALLY DISTURBED CHILDREN, AND 13 SCHOOL DISTRICTS FORM THE BOCES. BOCES BEING A BOARD OF COOPERATIVE EDUCATION SERVICES. SOMETIMES IT HELPS TO POOL YOUR MONEY TOGETHER IN ORDER TO DO A BIGGER PROJECT. THIRTEEN SCHOOL DISTRICTS CAME TOGETHER. I I'M YOUR REPRESENTATIVE ON THAT BULLET. THERE ARE 13 BOARD MEMBERS, ONE BOARD MEMBER FROM EACH SCHOOL DISTRICT. WE MEET ONCE A MONTH BY ZOOM, AND ACTUALLY WE TRAVEL TOO. IN THE SUMMERTIME, WE HAVE A DAY SCHOOL AT HUDSON, A DAY SCHOOL IN GREEN RIVER, A DAY SCHOOL IN EVANSTON, A DAY SCHOOL IN GLEN ROCK. I'M SURE I'M MISSING SOMEBODY, ANYWAY. WE HAVE DAY SCHOOLS, AND THEN WE HAVE THE RESIDENTIAL FACILITY WHICH IS HERE IN JACKSON C- BAR-V. THEN THE ORGANIZATION HAS ALSO BEEN GETTING INTO WHAT'S CALLED EDUCATIONAL SUPPORT SERVICES [INAUDIBLE]. THEY DO A LOT. ONE OF THE THINGS I HAD BEEN BRINGING UP IS THAT WE'VE BEEN EXPANDING OUR ROLE, AND I WASN'T REALLY SURE WHY AND WHAT THE STRATEGY WAS. OTHERS IN OUR GROUP WE HAD A RETREAT. I JUST WANTED TO GO OVER THE THREE THINGS THAT WE DISCUSSED WITH THE RETREATS SO YOU'RE UP TO DATE. THE THREE THINGS WE DISCUSSED WERE, WHAT IS OUR STRATEGY AND HOW DO WE COME UP WITH A STRATEGY AS TO EXPANSION, MEANING WE'VE ADDED SOME DAY SCHOOLS. SHOULD WE CONTINUE TO ADD DAY SCHOOLS IN OTHER COMMUNITIES, SHOULD WE BE GOING BEYOND EDUCATION. THERE WAS A DISCUSSION AT ONE POINT OF US TAKING ON A GROUP HOME IN EVANSTON. I WAS VERY MUCH OPPOSED TO THAT. I THINK WE NEED TO FOCUS ON EDUCATION AND LET OTHER GROUPS FOCUS ON SERVICES TO YOUTH. WE ALSO HAD A LONG DISCUSSION ON SHOULD WE EVEN BE GETTING INTO EDUCATIONAL SUPPORT SERVICES. THIS IS WHERE BOSSES WOULD HIRE. WHAT YOU DO IS YOU HIRE A PROFESSIONAL, AND SO THEN THE SCHOOL DISTRICT WHO BEANIE 0.4 OF [02:20:02] A PARTICULAR PROFESSIONAL AND AN OT OR SOMETHING LIKE THAT. THEY WOULDN'T HAVE TO HIRE A FULL PERSON. THE BOCES WOULD HAVE IT, AND THEN THAT PERSON WOULD TRAVEL TO THE MULTIPLE DIFFERENT SCHOOL DISTRICTS. IT'S A CONCEPT A LOT OF SCHOOL DISTRICTS ARE VERY INTERESTED IN IT. I'M NOT SURE IF I'M NOT INTERESTED IN IT. BUT IT'S CERTAINLY SOMETHING THAT THE BOARD HAS BEEN LOOKING AT. THEN THE BIG QUESTION, AND THIS IS MOSTLY WHY I BROUGHT THIS UP TODAY, SHOULDN'T WE CAN CONTINUE TO HAVE A RESIDENTIAL FACILITY IN JACKSON. WITH THE COST OF LIVING, THE COST OF HOUSING, THE DIFFICULTY IN FINDING PEOPLE TO MANAGE IT, IS THAT SOMETHING THAT SHOULD CONTINUE? IS IT NEEDED? ARE THERE OTHER PEOPLE THAT CAN HANDLE IT? ONE OF THE BIG ISSUES, AND I'LL SPEED THIS UP, YOU DON'T NEED ALL THESE DETAILS. BUT ONE OF THE BIG ISSUES THAT'S REALLY DRIVING SOME OF THIS DISCUSSION IS THERE ARE TWO DIFFERENT TYPES OF PLACEMENT AT C-BAR-V. THERE'S EDUCATIONAL PLACEMENT WHICH COMES FROM SCHOOL DISTRICT. SO A SCHOOL DISTRICT HAS A STUDENT THAT THEY PLACE AT C-BAR-V. THAT STUDENT GETS PAID, JUST LIKE YOU GET A STUDENT PAID. >> [OVERLAPPING] [INAUDIBLE] >> THAT WORKS REALLY NICELY. THERE IS ALSO ABOUT HALF THE KIDS ARE GETTING REPLACED BY COURTS IN THE DFS. DFS ANNOUNCED ABOUT A MONTH AGO THAT THEY HAVE CHANGED ALL THEIR RATES SYSTEM, AND THEY'VE CUT ALL THEIR RATES IN HALF, AND AFTER SIX MONTHS, THEY STOP PAYING COMPLETELY. THEIR IDEA IS THAT IT SHOULD HAVE GOTTEN BETTER IN SIX MONTHS AND IT FEELS NOT. THAT'S JUST NOT HOW THE SYSTEM WORKS. [LAUGHTER] IT'S [INAUDIBLE] AND SO THERE'S A LOT OF DISCUSSION ABOUT NOT ACCEPTING ANYMORE COURT PLACEMENTS AND ONLY TAKING EDUCATIONAL PLACEMENTS. JUST SOMETHING I HAVE ADVOCATED FOR. BUT ANYWAY, SO AS YOU CAN TELL, I HAVE A LOT OF OPINIONS ON IT. BEFORE I GAVE TOO MANY OPINIONS, I WANTED TO MAKE SURE YOU ALL KNEW WHAT OPINIONS I HAVE BEEN SHARING. SO THAT YOU KNEW WHAT'S BEEN GOING ON OUT AT C-BAR-V IN WHICH REGION V BOCES, AND I DIDN'T EXPLAIN THAT EITHER. C-BAR-V OF ONE OF MULTIPLE SCHOOLS WITHIN THE REGION V BOCES. EVEN OTHER REGION V, THERE'S REALLY NOT FOR OTHER REGIONS. THERE MAY HAVE BEEN AT SOME POINT, BUT REALLY THERE'S ONLY ONE LEFT AND IT'S IN JULY. THAT WAS THE OTHER THING I'VE BEEN PUSHING THEM TO DO IS FIND A NAME BECAUSE NO ONE NEVER KNOWS WHAT WE ACTUALLY DO. WHEN I SAY REGION V BOCES. ANYWAY, THAT'S MY UPDATE. YOU HAVE ANY FURTHER IDEAS OR QUESTIONS OR THOUGHTS FOR ME JUST LET ME KNOW BECAUSE I'M REALLY THERE TO REPRESENT YOU ALL SO I'LL DO WHAT YOU GUYS TELL ME TO DO. THE OTHER THING I JUST FIND OUT, THE BOARD MEMBER FROM PINEDALE AND MYSELF, WE'VE REALLY BEEN PUSHING AND WE ASK AT EVERY MEETING, WHAT AM I GETTING FOR MY 0.2 MILLIWATTS? IT'S THE HOME. WHAT DO I GET? I MY GETTING SOME BENEFIT BY BEING PART OF THIS GROUP? DOES MY DISTRICT GET A DISCOUNT WHEN I PLACE A CHILD THERE, BECAUSE POINT TWO, MILL LEVY ON OUR PROPERTY TAX GOES TOWARD THIS. NOT ALL 13 SCHOOL DISTRICTS CONTRIBUTE THE 0.2 MILL LEVY, WHICH GETS LITTLE AWKWARD BECAUSE SOME OF US ARE PAYING INTO THE SYSTEM MORE THAN OTHERS ARE PAYING INTO THE SYSTEM SO IT'S A VERY AWKWARD. BUT IT'S ALSO AWKWARD TO HAVE ANY BOARD MEETING WITH 13 PEOPLE. WE GET ALONG VERY WELL, BUT AS YOU CAN IMAGINE, 13 PEOPLE ON A BOARD GETS A LITTLE COMPANY. [INAUDIBLE]. >> [OVERLAPPING] NO, I'LL SEND YOU AN E-MAIL. >> EXCELLENT. >> THAT WAS MY REPORT ON THAT SO WE CAN MOVE ON TO ACTION ITEMS. [E. Action Items] IT'S 8:30. WOULD ANYONE LIKE TO TAKE A FIVE-MINUTE BREAK AND WE'LL COME BACK AND WE HAVE QUITE A FEW OF THESE TO GET THROUGH. NO, I'D RATHER [INAUDIBLE]. >> WE'RE READY TO MOVE THEN. >> I'M A LITTLE DEHYDRATED, SIR. >> LET'S SEE HERE. SECOND READING POLICIES. YOU HAVE TWO ON SECOND READING DGA, WHICH IS THE AUTHORIZED SIGNATURES. IT'S BEING UPDATED. THEN THE TIME EFFORT REPORTING AND OVERSIGHT. SUPERINTENDENT CHAPMAN, DID YOU WANT TO TELL US A LITTLE BIT ABOUT EITHER OF THOSE TWO? >> CHAIR GINGERY, TRUSTEES, DGA AUTHORIZED SIGNATURES, THIS HAS BEEN UPDATED. THE ONLY THING THAT WE ADDED WAS ELECTRONIC SIGNATURES SHALL BE REGISTERED WITH THE SECRETARY OF STATE AND THE TETON COUNTY CLERK. THAT'S THE ONLY CHANGE FROM THE FIRST READ IN AUGUST ON BOTH POLICIES, DGAS, AND UPDATE, AND THE TIME RECORD REPORTING OVERSIGHT IS IN THE POLICY. [02:25:04] >> OKAY. IS THERE ANY PUBLIC COMMENT ON EITHER OF THESE PROPOSED POLICIES? ANYONE IN THE ROOM? ANYONE ONLINE? [BACKGROUND] ANY BOARD DISCUSSION? I'D ENTERTAIN A MOTION. >> MR. CHAIR. >> [INAUDIBLE] >> I WOULD MOVE THAT WE APPROVE ON SECOND READING DGA WITH AUTHORIZED SIGNATURES, AND DECA, TIME EFFORT REPORTING, AND OVERSIGHT. >> IS THERE A SECOND? >> I'LL SECOND. >> IT'S BEEN MOVED BY TRUSTEE TESKE SECONDED BY TRUSTEE CARLIN TO PROVE ON SECOND READING DGA AND DECA. IS THERE ANY DISCUSSION OF THE BOARD? BEING NONE, ALL THOSE IN FAVOR SAY AYE. >> [OVERLAPPING] AYE. >> ALL THOSE OPPOSED. WE'LL MOVE ON TO A CONSIDERATION OF FIRST READING OF POLICIES. TONIGHT ON FIRST READING, WE HAVE JLCC INFECTIOUS DISEASE, AND IHBAER, LEAST RESTRICTIVE ENVIRONMENT REGULATION, AND IHBAC, SPECIAL EDUCATION PROGRAM OPTIONS AND OVERSIGHT. INDEPENDENT CHAT. >>THANK YOU. CHAIR GINGERY, TRUSTEES. JLCC IS A COMPLETELY NEW POLICY AND THAT'S IN THE STUDENTS' SECTION, AND THIS IS WAS REVISED WITH GUIDANCE FROM THE SCHOOL BOARD ASSOCIATION AND THEIR LEGAL COUNSEL THAT PROVIDES UP TO 14 DAYS FOR EXCLUSION FROM SCHOOL DUE TO AN INFECTIOUS DISEASE. IT'S A COMPLETELY UPDATED POLICY. DO YOU WANT ME TO JUST GO ON WITH THE OTHER SUMMARY? >> I JUST HAD ONE QUESTION, MAYBE THERE'S MORE FOR SARAH. AT THE VERY END OF THE NEW LANGUAGE ON THE SECOND TO THE LAST PARAGRAPH, IT SAYS ANY DECISIONS THAT ARE MADE BY THE BOARD OF TRUSTEES SHALL BE FINAL. BUT WHEN I GO BACK THROUGH THE GREEN, THE BOARD OF TRUSTEES, THERE IS NO REAL APPEAL OR ANY ROLE, BUT WHEN I LOOKED AT THE CROSSED-OUT PART IN THE RED, THERE WERE SOME DECISIONS BEING MADE BY THE BOARD OF TRUSTEES, SO IT MADE SENSE PROBABLY TO HAVE THAT IN THERE. BUT I'M NOT SEEING WHY IT'S NEEDED IN THE NEW ONE SINCE THE BOARD OF TRUSTEES DOESN'T SEEM TO HAVE A ROLE. >> CHAIR GINGERY, I CAN ANSWER ONE OF THAT PART [INAUDIBLE] [LAUGHTER] IN THE PARAGRAPH BEGINNING WELL, IT STARTS WITH IT IF IN THE JUDGMENT, BLAH, BLAH, BLAH, BLAH, IN THAT PARAGRAPH, IT ENDS WITH, "IF THE EXCLUSION FROM SCHOOL IS TO LAST FOR MORE THAN 14 DAYS, THAT DECISION IS MADE BY THE SCHOOL BOARD." >> I DON'T SEE THAT. IS IT BY THE SUPERINTENDENT? >> IT SAYS BY THE SUPERINTENDENT. >> I MIGHT BE LOOKING AT AN OLDER VERSION, SORRY. >> DON'T BE TRYING TO PUSH YOUR WORK ON US, HONEY. [LAUGHTER] >> OKAY, I WAS STILL LOOKING AT AN OLDER VERSION. SO SCRATCH THAT. >> I GUESS AT LEAST THE QUESTION, SHOULD THERE BE A ROLE FOR US IN THIS? IF IT'S MORE THAN 14 DAYS, SHOULD WE BE THE ONES TO STEP IN? OR IF THAT'S YOUR DECISION, SHOULD THERE BE A POTENTIAL FOR AN APPEAL UP TO US IF SOMEBODY WANTED TO? >> I THINK WHAT I WOULD SAY, CHAIR GINGERY, AND I'M GLAD YOU CAUGHT THIS. THE REASON THAT WE WERE THINKING ABOUT 14 DAYS, IN THE ORIGINAL POLICY, A LOT OF IT WAS MADE BY THE BOARD THAT WHAT WE'RE FINDING IS EXCLUSIONS HAPPEN AT ANY POINT DURING THE MONTH. MIGHT WANT TO CALL THE BOARD BACK TOGETHER FOR THAT. SO PERHAPS IF WE LEFT IT TO LAST MORE THAN 14 DAYS, THAT DECISION IS MADE BY THE BOARD. HOWEVER, AT TIMES WE DO HAVE TO, I'M THINKING ABOUT CHICKENPOX, FOR EXAMPLE, IF THE STUDENT HAS NOT BEEN VACCINATED FOR CHICKENPOX, WE HAVE TO EXCLUDE THEM FOR 30 DAYS AND THAT'S NOT SOMETHING THAT WE NORMALLY BRING TO THE BOARD. IT'S SOMETHING THAT WE DO. >> I WOULD JUST SUGGEST DELETING THAT SENTENCE. >> OKAY. >> ANY DECISIONS THAT ARE MADE BY THE BOARD OF TRUSTEES SHALL BE FINAL. WE COULD JUST DELETE THAT AND LET'S JUST PASS IT ON FIRST READING. BETWEEN NOW AND THE SECOND READING, IF WE LOOK AT IT AND WE THINK THERE IS A ROLE FOR THE BOARD OF TRUSTEES, WE CAN ADD THAT BACK IN, CAN'T WE, SARAH? >> YEAH, IT SOUNDS GREAT. >> HERE'S WHERE THE ROLE COMES OUT TO ME. >> SURE. >> SO YOU'VE GOT THIS 14 DAYS, [02:30:02] YOU ALSO HAVE THE STATE STATUTE THAT SAYS ONCE A STUDENT IS NO LONGER IN SCHOOL FOR 10 DAYS, THEY ARE NO LONGER ENROLLED. >> YEAH. >> I DON'T KNOW WHAT IT LOOKED LIKE, IS THERE SOMEWHERE IN THIS THAT WE BECOME INVOLVED, THAT THERE'S A RESPONSIBILITY FOR THE BOARD, I DON'T KNOW. BUT ONE OTHER COMMENT I HAD, MR. CHAIR, [OVERLAPPING] AND I SPOKE WITH SUPERINTENDENT CHAPMAN ABOUT THIS. RECORDS OF A STUDENT WHO HAS BEEN COMMUNICABLE, CONTAGIOUS, OR OTHER BLAH, BLAH, BLAH WILL BE KEPT CONFIDENTIAL. I THINK WE SHOULD REFERENCE [INAUDIBLE] IN THAT PARAGRAPH. >> WHICH PARAGRAPH ARE YOU IN? >> RIGHT THERE. >> [INAUDIBLE] TO THE LAST? OKAY. >> [INAUDIBLE] LEGAL STATUS THE VERY BOTTOM [INAUDIBLE] >> OH, SHE DOES. YEAH. >> SO I THINK YOU'RE ABSOLUTELY RIGHT THAT WE SHOULD REFERENCE [INAUDIBLE] >> WE'LL JUST DO IT AS A CITATION AT THE BOTTOM. >> OKAY. >> GOOD IDEA. >> FINE. >> ANY OTHER THOUGHTS ON THAT PARTICULAR ONE THAT COMES UP? >> YEAH. ANOTHER COMMENT. I NOTICED IN THE RED TEXT, THAT IS THE TOP PARAGRAPH ON THE SECOND PAGE, IT SAYS STUDENT BE EXAMINED BY THE PHYSICIAN DESIGNATED BY THE DISTRICT. BEFORE IT JUST SAID PHYSICIAN AND I'M SURE THERE WAS SOME DEBATE ON WHETHER IT'S DESIGNATED BY THE DISTRICT. I KNOW EARLIER WE HAD DISCUSSIONS ABOUT LICENSED PHYSICIANS AND I WAS WONDERING, DOES IT MEAN LIKE A SCHOOL NURSE OR WE HAVE A LIST OF PEOPLE WHO ARE APPROVED OR? I DON'T KNOW. I GUESS [INAUDIBLE] >> IS THAT IN THE NEW ONE OR THE OLD ONE? >> THE NEW ONE THAT'S ONLINE. YEAH, IT'S RIGHT THERE. >> [INAUDIBLE] I AGREE WITH YOU. >> IT'S RIGHT HERE. >> OH, I SEE IT. YEAH. OKAY. THE STUDENTS SHOULD BE EXAMINED BY A PHYSICIAN DESIGNATED BY THE DISTRICT. >> REALLY? >> DO WE HAVE DESIGNATED PHYSICIANS OR CAN IT JUST BE A LICENSED PHYSICIAN? >> YES. >> I AGREE. >> I'D RATHER SAY LICENSED PHYSICIAN THAN THAT. >> THE FIRST PARAGRAPH. >> MAYBE CHANGE IT TO LICENSED PHYSICIAN AND DELETE DESIGNATED BY THE DISTRICT. OKAY. DO YOU ALL WANT TO DO THIS ONE FIRST? WE'LL DO A MEETING AND THEN DO THE OTHER TWO BECAUSE THE OTHER TWO ARE SORT OF RELATED TO EACH OTHER. IS THERE ANY PUBLIC COMMENT ON JLCC INFECTIOUS DISEASE, WHICH IS ON FIRST READINGS? ONE ONLINE AND ONE IN THE ROOM, OKAY. I WOULD ENTERTAIN A MOTION TO APPROVE ON FIRST READING JLCC INFECTIOUS DISEASE. >> I'LL MOVE. >> IS THERE A SECOND? >> I'LL SECOND. >> IT'S BEEN MOVED BY TRUSTEE CARLIN AND SECONDED BY TRUSTEE TESKE TO APPROVE ON FIRST READING POLICY JLCC INFECTIOUS DISEASE. PROBABLY FORGOT WHAT I WAS DOING. TRUSTEE CARLIN, CAN YOU ADD TO YOUR MOTION? >> WITH THE AMENDMENT. >> LICENSED PHYSICIAN. SO LICENSED GO BEFORE PHYSICIAN AND DELETE DESIGNATED BY THE DISTRICT, AND ALSO DELETE THE SECOND TO LAST PARAGRAPH, "ANY DECISIONS THAT ARE MADE BY THE BOARD OF TRUSTEES SHALL BE FINAL," AND ALSO ADD IN THE CITATIONS TO THE CORRECT STATUTES AND FEDERAL LAWS THAT APPLY TO CONFIDENTIALITY. >> YES. >> [INAUDIBLE] ALL RIGHT. DID YOU GET ALL THAT ON THERE? WE CAN CHANGE THE MOTION A LITTLE BIT. >> YEAH, I'M GOOD. [INAUDIBLE] >> OKAY. IS THERE ANY BOARD DISCUSSION? SEEING NONE, ALL THOSE IN FAVOR SAY AYE. >> [OVERLAPPING] AYE. >> ALL THOSE OPPOSED. ALL RIGHT. SO THE OTHER TWO ARE LEAST RESTRICTIVE ENVIRONMENT REGULATION AND THE SPECIAL EDUCATION PROGRAM OPTIONS. WOULD YOU LIKE TO EXPLAIN THOSE TO US, SUPERINTENDENT? >> YES. THANK YOU. THE LEAST RESTRICTIVE ENVIRONMENT, IHBAE-R, IT'S THE REGULATIONS, AND THIS WAS UPDATED AGAIN BY WSBA LEGAL ADVISOR, AND [INAUDIBLE] WENT THROUGH IT AS WELL TO ENSURE THAT [02:35:02] THIS REFLECTS OUR CURRENT PRACTICE BUT ALSO MATCHES THE RECOMMENDATIONS THAT THEY SUGGESTED. SO AGAIN, THIS IS A FIRST READ AND WE WELCOME YOUR INPUT. THEN IHVAC IS A BRAND NEW POLICY FOR US AND THIS IS SIMPLY A WORK OF LEGAL NOTICE. OUR SPECIAL EDUCATION PROGRAM OPTIONS IN OVERSIGHT, AGAIN, RECOMMENDED BY WSBA. >> WOULD YOU PUT UP THE OTHER ONE REAL QUICK ON THIS? OKAY, I'VE EVER SEEN THAT. I WAS SURE. ANY SUGGESTIONS, CHANGES, ANYBODY HAD TO EITHER OF THOSE TWO? HERE WE'LL GET A CHANCE TO READ THE WHOLE. [BACKGROUND] I'LL WILL GIVE YOU SOME TIME. IS THERE ANY PUBLIC COMMENT ON EITHER ONE ON IHPA(E) ON THE LEAST RESTRICTIVE ENVIRONMENT OR ON IHPA(C) SPECIAL EDUCATION PROGRAM, OPTIONS, AND OVERSIGHT? SEE NO PUBLIC COMMENT, I'D ENTERTAIN A MOTION TO APPROVE THOSE. >> MR. CHAIR. >> YES, TITUS. >> WE MOVE ON FIRST READING. IHPA(ER) AND LEAST RESTRICTIVE ENVIRONMENT , AND IHPA (C). >> IS THERE A SECOND? IT'S BEEN MOVED AND SECONDED TO APPROVE BOTH OF THOSE IHPA (ER) AND IHPA (C). ALL THOSE IN FAVOR SAY AYE. >> AYE [OVERLAPPING]. >> ALL RIGHT. WE MOVE ON. WE ARE NOW UP TO CONSIDERATION OF WSBA RESOLUTION. I BELIEVE THERE'S TWO OF THEM IN FRONT OF YOU. ONE OF THEM IS DEALING WITH TRYING TO SEND A MESSAGE, I THINK TO LEGISLATE WE WOULD PREFER THAT THE CURRICULUM BE NOT STATED SO IN THE STATUTES AT THESE. AND THE SECOND IS ON COACHES NOT HAVING TO GO THROUGH THE PTSB BOARD. DID ANYONE GET A CHANCE TO READ BOTH OF THOSE? DID ANYONE WANT TO EDIT AND JUST FOR TRUSTEES ON SENSITIVITIES IN HERE NEW, THESE JUST GO WE VOTE ON THESE AS A BOARD. THEY GO TO THE SCHOOL BOARD ASSOCIATION, WHICH MEETS NEXT MONTH, AND THEN ALL OF THESE ARE CONTINUING. >> WELL, YEAH. THE DELEGATES ASSEMBLE IN NOVEMBER BUT THE BOARD WILL MEET NEXT WEEK, WHICH WILL PROVE THEM GOING TO DELEGATE ASSEMBLY. >> THEY GO TO THE DELEGATE ASSEMBLY AND THEN THE SCHOOL BOARD ASSOCIATION, VOTES FOR THEM, AND THEN POTENTIALLY SOMETIMES THE LEGISLATURE SEES THEM AND THEN THEY DECIDE TO PASS LEGISLATION IN RESPONSE TO THESE RESOLUTIONS. THE MORE STATEMENTS ON BEHALF OF THE WYOMING SCHOOL BOARD ASSOCIATION, BUT TO GET THE WYOMING SCHOOL BOARD TO PASS THEM, ONE PARTICULAR SCHOOL DISTRICT HAS TO AT LEAST SUGGEST THE IDEA. LET'S LOOK AT THE FIRST ONE. THE FIRST ONE IS SUGGESTING THAT THE SCHOOL BOARD ASSOCIATION SUPPORTING EMPHASIS ON READING, WRITING, AND MATHEMATICS FOR STUDENTS IN GRADES ONE THROUGH THREE DO FOCUS CONTENT EXPECTATIONS ON THE ESSENTIAL COMPONENTS THAT BUILD A STRONG FOUNDATION. OTHER CONTENT AREAS SHALL BE INTEGRATED THROUGHOUT THE DAY. I'VE GOT TO FIX THE SENTENCE THERE THAT OTHER CONTENT AREAS SHALL BE INTEGRATED THROUGHOUT THE DAY WE CAN CERTAINLY TEACH OTHER THINGS AND WE'LL INTEGRATE THEM. BUT AND THEN SCHOOL DISTRICTS SHALL IMPLEMENT THESE REQUIREMENTS USING ASSESSMENTS AND STANDARDIZED ASSESSMENTS. >> THAT IS ACTUALLY THE KEY TO THIS. THE GENESIS OF THIS IS THAT THEY WANTED TO PASS LEGISLATION THAT WOULD LIMIT THE NUMBER OF ASSESSMENTS FOUND WITH THREE. WELL, FOR THOSE OF US WHO ALREADY HAVE ASSESSMENT SYSTEMS THAT ARE IN PLACE, THAT ARE ACTIVELY HAVE MADE MAJOR CARRY ON. THE PURPOSE OF THIS IS TO REALLY SAY, YES, WE SUPPORT TEACHING THIS, THESE FUNDAMENTALS. YES, WE SUPPORT USING APPROPRIATE SCREENERS AND CLASSROOM-BASED ASSESSMENTS AND BENCHMARKS, AND READING BETWEEN THE LINES. THE DISCUSSION THAT WAS GOING ON AS THREE IS CERTAINLY NOT THE RIGHT NUMBER, PARTICULARLY WHEN YOU'RE LOOKING AT US, FOR EXAMPLE, AND YOU HAVE TO DO THREE IN ENGLISH OR IN SPANISH. [02:40:02] SO, THE MESSAGE IS TO SAY, WE SUPPORT WHAT YOU'RE DOING IN TERMS OF YOUR FOCUS BUT PLEASE LEAVE THE ASSESSMENT UP TO US SAYING, MA'AM, ALBERT IS GOING TO BE HAPPY. BECAUSE HE BELIEVES THAT WE NEED TO CORRAL THE NUMBER OF ASSESSMENTS OUT THERE. THERE ARE DISTRICTS THAT ARE NOT PERFORMING AND THEY'RE USING ASSESSMENTS THAT DON'T WORK. GOING IS ACTUALLY WORKING WITH THE SUPERINTENDENTS ASSOCIATED TO TRY AND MINIMIZE THE NUMBER OF ASSESSMENTS THAT ARE OUT THERE AND MAKE THIS MORE PARALLEL. THAT'S THE GIST OF IT. >> OKAY. ANY TALKS? ANYONE WANTS TO EDIT OR EXPLAIN IT? IS THERE ANY PUBLIC COMMENT? WE'LL JUST DO THE FIRST ONE IN ON JUST THE ONE ASSESSMENTS. I THINK NONE. MORE DISCUSSION. I'D ENTERTAIN A MOTION TO APPROVE THE WSBA RESOLUTION ON ASSESSMENTS. >> I'M NEW, MR. CHAIR, I'M GOING TO JUST GO THROUGH THE WSBA RESOLUTION ON ASSESSMENTS. >> THERE'S RECORD. >> OKAY. >> MOVED AND SECONDED TO APPROVE 24.1 AND SCHOOL BOARD ASSOCIATION, A PROPOSED RESOLUTION DEALING WITH ASSESSMENTS. ANY FURTHER BOARD DISCUSSION, SEEING NONE ALL IN FAVOR SAY AYE. >> AYE [OVERLAPPING]. >> THE SECOND ONE, I WON'T READ THE WHOLE THING TO YOU, BUT I THINK I'M READING THE GIST OF IT. THE HIRING THE COACHES SHALL BE CONDUCTED THE SAME MANNER WITH THE DISTRICT ENSURING THAT INDIVIDUALS HIRED PASS BACKGROUND CHECKS ARE TRAINED IN CPR INJURY, CARE, AND PREVENTION. CONCUSSION TRAINING, TRAINING ON SEXUAL HARASSMENT, BULLYING, SEXUAL ABUSE, SUICIDE INTERVENTION. TRANSPORTATION SAFETY, AND OTHER TRAININGS DEEMED NECESSARY BY THE SCHOOL DISTRICT. WE WOULD STILL BE DOING ALL THOSE THINGS, JUST THEY WOULD NOT HAVE TO GO THROUGH THE PROFESSIONAL TEACHERS STANDARDS BOARD. THOUGHTS ON THAT? ANYONE? ANY PUBLIC COMMENT ON THAT? ANY COACHES HERE WHO WANT TO TALK? [LAUGHTER]. >> MIKE AND HEATHER HAVE A LOT IN COMMON. >> YEAH. [LAUGHTER] >> IS THERE ANY PUBLIC COMMENT? I'D ENTERTAIN A MOTION TO APPROVE THE RESOLUTION DEALING WITH THE COACHES. >>I GUESS, CAN I? >> SURE. >> OFFER A LITTLE MORE EXPLANATION. IT IS BELIEVED AND TRUE SUPPORT. THIS HAS BEEN AN ISSUE WITH PTSB THE REQUIREMENTS PUT IN PLACE ARE OVERLY BURDENSOME. THE ABILITY OF MANY SCHOOL DISTRICTS TO BE ABLE TO HIRE COACHES HAS BEEN CONSTRAINED AS A RESULT OF THE LIMITATIONS THAT HAVE BEEN PUT OUT. BY THE WAY, THE PTSB RULES DO NOT REQUIRE STUFF LIKE SEXUAL HARASSMENT, BULLYING, SEXUAL ABUSE, SUICIDE PREVENTION, OR ANY OF THAT KIND OF STUFF. THEY REQUIRE THINGS LIKE YOU HAVE TO PASS A CONSTITUTION TEST. IT'S LIKE, DON'T WE REALLY JUST WANT GOOD COACHES AND STUFF AT THE BOTTOM, THE SEXUAL HARASSMENT AND BULLYING AND STUFF TO MEET US. PROBABLY SOME OF THE FUNDAMENTAL STUFF THAT THEY SHOULD BE AWARE OF SO THIS ONE IS PRETTY IMPORTANT. I'M GOING TO PUSH ON THIS ONE REALLY HARD THIS LEGISLATIVE SESSION. BECAUSE I THINK WE REALLY HAVE OUR HANDS TIED AS DO MANY DISTRICTS BECAUSE OF ALL THE REQUIREMENTS THAT ARE IN PLACE. THANK YOU FOR LAUNCHING THAT. >> OKAY. WE HAD A MOTION, RIGHT? >> YES. >> ALL THOSE FOR APPROVAL SAY AYE. >> AYE [OVERLAPPING]. >> ALL THOSE AGAINST. NOW WE'RE [F. Consent Agenda] UP TO THE CONSENT AGENDA AND LET'S SEE HERE ON THE CONSENT AGENDA, BUT BEFORE WE GET INTO THE CONSENT AGENDA, I HAD ONE QUESTION ON THE CONSENT AGENDA ON STAFFING. THE $20,000 FOR THE MOUNTAINEERING CLUB, DO WE GET REIMBURSED FROM THE REC DISTRICT? >> AT CHEER DEGREE, YES. IT IS REALLY REIMBURSED THROUGH THE REC DISTRICT AND IT'S ACTUALLY DR. HANSON AND I PERHAPS THAT INCIDENT GREAT LINK AND A NUMBER OF STUDENTS THAT ARE INVOLVED IN THIS YEAR ALONE CLUB. THAT'S WHY IT'S SO EXPENSIVE FOR THE PITCHES AND THE SPONSORS. >> OKAY. IT'S JUST THAT THE AMOUNT CAUGHT MY ATTENTION, $20,000. >> YES. IT GOT MY ATTENTION AS WELL. >> OKAY. BUT THE REC DISTRICT'S PAYING THAT 20000 OR THIS CLUB? >> YES. >> OKAY.
