IF WE APPLY THIS 49 PERCENT OF THOSE INTERESTED TO RENT AND EMPLOYMENT, IT WOULD BE ABOUT 250 UNITS THAT EMPLOYEES WOULD BE INTERESTED IN PURCHASING. ONE OF THE IDEAS THAT I WAS BANDING ABOUT FROM THE SCHOOL DISTRICT POINT OF VIEW IS THAT WE SHOULD HAVE NOT A PRIORITY LIST YET, IT'S WRITTEN IN STONE, BUT SOMETHING THAT WOULD GUIDE US, THAT WE'RE NOT JUST ARBITRARILY EACH YEAR OR JUST WHATEVER THE PRINCIPALS WANT, WE THROW ON THE LIST. [01:20:01] I GOT SOME OF THIS FROM TALKING WITH THE CHAIRWOMAN OF LARAMIE COUNTY SCHOOL DISTRICT. THEY PRIORITIZE PLAYGROUNDS. THAT'S THEIR NUMBER 1 PRIORITY, THAT THEY USE THE REC DISTRICT MONEY FOR. PLAYGROUNDS COME FIRST AND FOREMOST. THEY MAKE SURE THEIR PLAYGROUNDS ARE MAINTAINED. THEY MAKE SURE THAT WHEN THE EQUIPMENT IS NEEDED OR NEW PLAYGROUNDS NEED TO BE BUILT, THAT'S THE FIRST THING THE REC DISTRICT PAYS FOR. THEN THEY GO DOWN THEIR LIST. THEN THEY HAVE A LIST OF THINGS. MOST OF THEM ARE RELATED TO RECREATION TO THAT. WE DON'T HAVE TO COME UP WITH A LIST, ESPECIALLY NOT TONIGHT. THIS WAS MORE JUST PRELIMINARILY BRINGING UP THE TOPIC OF A PRIORITIZATION LIST, BUT I ALSO WANTED TO HOPEFULLY HEAR OF THE TRUSTEE NEED ON SOME OF YOUR IDEAS ON THINGS WE COULD DO TO IMPROVE THE REC DISTRICT. THEY DID INCLUDE FOR EVERYBODY TO LOOK AT WAS THE APPLICATION FROM LAST YEAR. YOU CAN SEE. ALSO DEANNA DID A BIG JOB WITH THE PLAYGROUND IMPROVEMENT. THEY BROUGHT SOME PEOPLE IN, LOOKED OVER OUR PLAYGROUND AND SOME CHANGES HAVE BEEN MADE TO OUR PLAYGROUNDS ALREADY. BUT THIS WAS MORE OF JUST BRINGING UP THE TOPIC. WE CAN AT LEAST START THE CONVERSATION. WE DON'T ACTUALLY EVEN HAVE TO COMPLETE THIS. IT WAS JUST AN IDEA THAT MAYBE FROM THE SCHOOL BOARD'S POINT OF VIEW, THAT BEFORE WE SUBMIT TO THE REC DISTRICT, THAT SOMETIMES WE HAVE A CONCEPT OF WHAT WE WANT TO SUBMIT. IF YOU LOOK AT HOW THE REC DISTRICTS ARE TREATED ACROSS THE STATE, AND THERE'S A LOT OF DIFFERENT EXAMPLES. THERE IS A COUPLE OF SCHOOL DISTRICTS WITH THEIR REC DISTRICTS THAT IT'S ONLY SCHOOL BOARD MEMBERS THAT ARE ON THE REC DISTRICT BOARD. OTHERS HAVE, LIKE WE DO, MEMBERS OF THE PUBLIC ON REC DISTRICT BOARD AS WELL. SOME SCHOOL DISTRICTS HAVE DRAWN A LINE AT WHAT PERCENTAGE OF THE TAX BROUGHT IN BY THE REC DISTRICT THROUGH BONDS TO ANY NON-SCHOOL DISTRICT ACTIVITY. ONE OF THE EXAMPLES WAS ONE SCHOOL DISTRICT WAS 18 PERCENT. THE REST SCHOOL DISTRICT 1 WAS 70, 30. THAT WOULD BE A DECISION THAT REALLY THIS BOARD WOULD NEED TO MAKE RATHER THAN THE REC DISTRICT BOARD. BUT ONE OF THE THINGS THAT I KNOW THAT PEOPLE ARE REALLY KEEN TO GET STARTED ON THE BRONX ACHIEVEMENTS, AND I WANT TO SAY ATHLETICS ACHIEVEMENTS THERE. ONE [INAUDIBLE] BRINGS IN $2,150,000 [INAUDIBLE] WE CAN MAKE A START ON THAT PROJECT BY USING REC DISTRICT FUNDS, THE MAJORITY OF THAT TO MEND OTHERS, TO GET MOVING IN THE DIRECTION OF BUILDING FIELD PATHS. THERE ARE A LOT OF PLUS, OBVIOUSLY WE ALL KNOW HAVING BUILT SCHOOLS, THAT THE COSTS OF THE ARCHITECTURAL PLANS, ALL THAT STUFF AT THE BEGINNING IS REALLY STEEP AND WE DON'T HAVE THE MONEY NOW IN HAND TO JUST START THAT BUILDING. THIS IS ASSUMING WE HAVE CONFIDENCE THAT WE CAN END UP WITH THE MONEY TO BUILD IT. I DON'T KNOW IF YOU CAN FLOAT REVENUE BONDS. IT'S DIFFERENT BOARD EVERY YEAR. I DON'T KNOW THE INTRICACIES OF THAT. BUT IT SEEMS THAT RATHER THAN THE LIST THAT THE SCHOOL DISTRICT HAS GIVEN US, AND THIS IS NO CRITICISM TO THE SCHOOL DISTRICT IF YOU ARE WITH ME, THERE ARE THINGS LIKE SUMMER SCHOOL. NOW, THAT CLEARLY IS AN ARC NUMBER THAT WE COULD HAVE OUR PAPER THAT AT LEAST IN THAT NEXT 2-3 YEARS WHILE WE'RE STILL SPENDING ARC FUNDS IN MANY OTHER THINGS, INCLUDING AN AMOUNT PER STUDENT THAT THE SCHOOL DISTRICT IS NOW ASKING FROM THE REC DISTRICT TO PAY FOR. IF WE CONSOLIDATE THOSE FUNDS IN ONE PLACE AND USE IT TO GET MOVING ON THE BRONX ACHIEVEMENT CENTER. IT JUST SEEMS TO ME LIKE A GOOD PLACE TO START ON THAT PROJECT. I HAVE BEEN UNCOMFORTABLE WITH HOW [01:25:03] THE REC DISTRICT BOARD CURRENTLY GIVES OUT MONEY TO NON-PROFIT. BASICALLY, IF YOU COME IN THE DOOR AND YOU ASK FOR $5,000, WE GIVE IT TO YOU. IT'S REALLY BEEN DIFFICULT BECAUSE YOU CAN'T REALLY LOOK AT ONE VERSUS AN APPLICATION AND SAY, NO, WE'RE NOT GIVING THE MONEY TO YOU, BUT GIVING THE MONEY TO YOU. IT FEELS LIKE THERE'S VERY LITTLE CONTROL OVER THE USE OF TAXPAYER MONEY, WHICH IS I THINK SOMEWHAT PROBLEMATIC. THAT'S MY SUGGESTION. PEOPLE ACROSS THE STATE HAVE USED IT FOR ALL SORTS OF THINGS. BILL POINTED OUT THAT IN JULET, THEY HAVE A SCHOOL REC DISTRICT AND THEN THEY HAVE A REC DISTRICT REC DISTRICT.
