ONE IS SUPERINTENDENT CHAPMAN'S GOING TO DO A DECENT OVERVIEW, GO THROUGH OUR HOUSING STRATEGIC PLAN FACILITIES STRATEGIC PLAN AND THEN YOU'LL SEE AT THE BOTTOM OF THE LIST, REVENUE SOURCES WILL PROBABLY MOVE THAT UP RIGHT AFTER THE FACILITY'S STRATEGIC PLAN DISCUSSION AND THEN IF WE HAVE TIME, WE'D LOVE TO DISCUSS SAFE ROUTES TO SCHOOLS AND DISCUSSION OF THE ALTA PARK, I THINK TRUSTEE ZUNG LIVED OVER IN ALTA, WANTED TO CHAT WITH THE COMMISSIONER A LITTLE BIT ABOUT, JUST SO, YOU KNOW, BEFORE WE START, FOR THOSE HERE IN THE ROOM, ALL THE BOARDS ARE UP SO YOU CAN WALK AROUND, LOOK AT EACH BOARD THAT SHOWS YOU EACH FACILITY PLAN. ANDRE, IF YOU WOULD MIND SCROLLING DOWN TO SLIDE FOUR OUR DISTRICT COMMUNITY IN 2021 AND I THINK THERE'S SOME IMPORTANT DATA HERE THAT OFTENTIMES EVEN OUR STAFF DON'T REALIZE THE DISTRICT HAS GROWN SO RAPIDLY THROUGH THE YEARS AND WHAT'S INTERESTING ABOUT OUR DISTRICT IS WE'VE HAD SEVERAL MOST COST EFFECTIVE REMEDY STUDIES WHERE WHICH IS THE STATE PROCESS, AND THEY ANALYZE OUR DATA AND IN MOST DISTRICTS, YOU CAN PREDICT THAT YOUR ENROLLMENT IS GOING TO GO DOWN, BUT IN OUR DISTRICT, WE ARE UNUSUAL IN THAT WE HAVE WHAT'S REFERRED TO IN THE STATE AS ONE HUNDRED PERCENT OR HIGHER COHORT SURVIVAL RATE AND WHAT THAT MEANS IS, FOR EXAMPLE, I HAVE SOME DATA HERE KINDERGARTNERS IN THE CLASS OF 2009. SO OUR CURRENT SENIORS, THEY STARTED KINDERGARTEN IN 2009 AND THEY HAD TWO HUNDRED AND SEVEN STUDENTS, AND NOW OUR CLASS OF 2020, TWO SENIORS, WE HAVE TWO HUNDRED AND EIGHT STUDENTS. SO THROUGH THE YEARS FROM KINDERGARTEN TO YOUR SENIOR YEAR, MOST DISTRICTS DROP DOWN AND THEIR COHORT SURVIVAL RATE IS MORE LIKE 80 PERCENT IS MORE NORMAL. SO WE'RE AT A LITTLE OVER ONE HUNDRED PERCENT FOR THIS GRADE LEVEL. IT USED TO BE AN ANOMALY THAT A GRADE LEVEL WOULD HAVE OVER TWO HUNDRED STUDENTS, AND NOW WE DON'T HAVE ANY GRADE LEVELS THAT ARE LESS THAN TWO HUNDRED STUDENTS. SO THIS IS THE WAY OF OUR FUTURE. THE OTHER INTERESTING DATA, I THINK, IS IN 2009, THE SENIOR CLASS AT THAT POINT WAS ONE [00:05:05] HUNDRED AND SEVENTY TWO STUDENTS, AND THAT WAS CONSIDERED A LARGE CLASS. NOW WE HAVE TWO HUNDRED AND EIGHT AND IT'S ONE OF OUR SMALLER GRADE LEVELS. SO OUR DISTRICT HAS GROWN AND IT HAS STAYED CONSISTENT. WE HAVE A FIFTY SEVEN MILLION DOLLAR BUDGET AND JUST UNDER 2800 STUDENTS, AND WE ARE ONE OF THE LARGEST YEAR ROUND FULL TIME EMPLOYERS IN THE VALLEY WITH SIX HUNDRED AND TWENTY FIVE EMPLOYEES AND WE'RE ALSO KNOWN AS A RECAPTURE DISTRICT, AND WHAT THAT MEANS IS 23 MILLION OF OUR LOCAL FUNDS ARE SENT BACK TO THE STATE, AND THAT'S TO EQUALIZE ALL 48 DISTRICTS IN WYOMING AND OVER THE YEARS WE HAVE BEEN A ENTITLEMENT DISTRICT AND ACTUALLY JUST SEVEN YEARS AGO, WE WERE ENTITLED DISTRICT. SO THAT ALSO TELLS YOU HOW MUCH THINGS HAVE CHANGED JUST IN SEVEN YEARS IN TETON COUNTY, BUT ALSO IN WYOMING. THE NEXT SLIDE ARE SOME OF OUR OPERATIONAL PRIORITIES FOR THE SCHOOL YEAR AND REALLY, I NEVER THOUGHT OF THE SCHOOL DISTRICT IS ANYTHING MORE THAN AN OUTSTANDING EDUCATIONAL PLACE TO HAVE KIDS AND TO TEACH AND FOR KIDS TO LEARN AND GRADUATE. HOWEVER, THINGS HAVE REALLY CHANGED FOR US AND HOUSING FOR STAFF AND RECRUITING AND RETAINING STAFF ARE SOME OF THE BIGGEST ISSUES THAT WE FACE TODAY. IN FACT, TODAY I WAS AT MIDDLE SCHOOL, THEY HAVE SIX RESIGNATIONS ALREADY, FOR OF THE ' 22-23 SCHOOL YEAR, WHICH IS EXTREMELY UNUSUAL, AND FOUR OF THEM ARE MATH TEACHERS. SO FOUR OUT OF OUR SEVEN MATH TEACHERS HAVE ALREADY RESIGNED, AND THE NUMBER ONE REASON THAT THEY ARE RESIGNING IS BECAUSE THEY CANNOT FIND STABLE AND AFFORDABLE HOUSING AND I T'S TOO MUCH PRESSURE. SO THEY HAVE ALREADY MADE THE DECISION THAT THEY ARE GOING TO HAVE TO LEAVE. SO WHILE HOUSING IS NOT A PART OF OUR MISSION STATEMENT, IT'S REALLY NOT A PART OF WHAT WE AS A SCHOOL DISTRICT IS FOCUSED ON. IT IS ONE OF THE NUMBER ONE THINGS THAT WE'RE REALLY FOCUSED ON. THEN THE NEXT THING IS, CHAIR GINGERY MENTIONED WE DEVELOPED A LONG RANGE FACILITIES STRATEGIC PLAN AND WITHOUT THESE LONG RANGE PLANS TAKING OUR DISTRICT 20 YEARS AND BEYOND, THEN WE RUN THE RISK OF BEING HAPHAZARD IN APPROACH OR WASTING VALUABLE TIME AND WASTING [INAUDIBLE] AND WASTING VALUABLE FINANCES THAT WE REALLY DON'T HAVE. SO WE HAVE REALLY LOOKED WELL INTO THE FUTURE BECAUSE IT'S THE MOST EFFICIENT AND EFFECTIVE WAY TO RUN A LARGE, COMPLEX ORGANIZATION SUCH THAT WE HAVE IN THE SCHOOL DISTRICT HERE IN TETON COUNTY. SO THE LAST THING WE WANT TO POINT OUT IS THE RENOVATION GOING ON AT JACKSON HOLE MIDDLE SCHOOL, AND THIS AGAIN WAS A VERY EFFICIENT WAY TO ENABLE THE SCHOOL DISTRICT TO HOUSE ADDITIONAL STUDENTS IN THE MIDDLE SCHOOL THAT WE KNEW WERE COMING IN A VERY COST EFFECTIVE MANNER. SO WE'LL SHOW SOME SLIDES OF THAT PROCESS. THE NEXT SLIDE WILL ENTER INTO OUR HOUSING STRATEGIC PLAN AND OUR SCHOOL DISTRICT AGAIN OVER THE SUMMER AND LATE SPRING, WE STARTED WITH A HOUSING STRATEGIC PLAN, RECOGNIZING AGAIN THAT THIS IS A COMPLEX ISSUE THAT REALLY IS NOT IN ANY OF OUR BAILIWICKS. WE CONTRACTED WITH CHRISTINE WALKER FROM NAVIGATE LLC, AND SHE HELPED US DEVELOP, AND WE'RE STILL IN THE FINAL STAGES OF OUR HOUSING STRATEGIC PLAN AND SO WE HAVE FOUR PROPERTIES THAT WE COULD POTENTIALLY DEVELOP, AND WE'LL GO THROUGH THOSE HERE IN JUST A FEW MINUTES. WE ALSO CONDUCTED A SURVEY OF ALL OF OUR STAFF TO DETERMINE WHO IS INTERESTED AND WHO NEEDS HOUSING. WHAT KIND OF HOUSING, HOW MUCH CAN THEY AFFORD. LOCATION, WHAT ARE THE THINGS THAT THEY'RE LOOKING FOR IN HOUSING, ET CETERA? AND THEN I DO WANT TO POINT OUT THAT THE DISTRICT HAS LONG TIME BEEN CONCERNED ABOUT HOUSING FOR STAFF, BUT IT'S NOW AT A POINT WHERE, YOU KNOW, LIKE I MENTIONED EARLIER, THE [00:10:05] NUMBER OF STAFF AND THE VOID OF STABLE AND AFFORDABLE HOUSING IS SUCH A POINT WHERE, WELL, WE HAVE STUDENTS GROWING AND OUR SCHOOL DISTRICT GROWING. WE DON'T HAVE THE ADEQUATE FACILITIES FOR THE PROGRAMS THAT THEY NEED. ON THE OTHER HAND, I'VE GOT STAFF I CAN'T AFFORD TO BRING THEM HERE TO HIRE OR THEY CAN'T AFFORD TO STAY HERE ONCE THEY ARE HERE BECAUSE OF HOUSING. SO WE'RE REALLY AT A POINT, WE HAVE GOT TO DO SOMETHING AND WE'VE GOT TO DO IT QUICKLY. SO WE HAVE RIGHT NOW IN CURRENT DISTRICT HOUSING, WE HAVE 11 SINGLE FAMILY DEED RESTRICTED HOMES IN WILSON CALLED [INAUDIBLE] AND THOSE WERE BUILT AND FINALIZED IN 2015. WE HAVE THREE HOMES THAT ARE CURRENTLY LEASED AND THEN WE HAVE FOUR TWO BEDROOM UNITS SOUTH END OF THE DAVIE JACKSON ELEMENTARY SCHOOL PROPERTY. THOSE USED TO BE THE TRAILERS THAT STUDENTS WERE EDUCATED IN, AND WE REPURPOSED THOSE AND MOVED THEM TO THE SOUTH END NEAR OUR EARLY CHILDHOOD AND EDUCATION PROGRAM AND SO WE HAVE FOUR TWO BEDROOM UNITS THERE. SO WE'VE DONE WHAT WE CAN ON A VERY CREATIVE SOLUTIONS. EACH ONE OF THESE EXAMPLES ARE PRETTY CREATIVE SOLUTIONS. THE NEXT SLIDE OPENS UP THE FACILITY STRATEGIC PLAN THAT CHRISTINE WALKER HAS PUT FORWARD AND BASED ON HER SURVEY AND THE INFORMATION SHE'S GLEANED. WE NEED BETWEEN ONE HUNDRED AND SEVENTY AND TWO HUNDRED AND FIFTY UNITS IN ORDER TO ADEQUATELY HOUSE THE STAFF THAT WE HAVE. SO THE STATE HAS AN AVERAGE TEACHER SALARY AND THEN FOR TETON COUNTY, WE RECEIVE A REGIONAL COST ADJUSTMENT THAT BECAUSE IT'S SO MUCH MORE EXPENSIVE TO LIVE HERE, WE GET A CERTAIN PERCENTAGE ON TOP OF THAT BASE SALARY SO THAT OUR STAFF CAN REASONABLY FIND A PLACE TO LIVE. HOWEVER, WHILE IT SEEMS REASONABLE AND IT'S STILL NOT ADEQUATE BASED ON THE HOUSING INVENTORY THAT'S AVAILABLE IN TETON COUNTY, BECAUSE WHAT ENDS UP HAPPENING IS IF THEY CAN FIND SOMETHING, IT'S MORE THAN 40 TO 50 PERCENT OF THEIR MONTHLY INCOME THAT [00:15:03] GOES TO HOUSING. SO THIS STUDY IS BASED ON 30 PERCENT OF THE HOUSING INCOME PLUS FOR RENT PLUS UTILITIES. SURE, SO THE NEXT SLIDE, DEVELOPMENT POTENTIAL, SO WE'VE IDENTIFIED FOUR SCHOOL DISTRICT PROPERTIES THAT MAY BE APPROPRIATE FOR DEVELOPMENT FOR STAFF HOUSING. WE HAVE OUTSTANDING BENEFITS AND BUT I CAN'T EVEN BEGIN TO TELL YOU HOW WORRIED I AM THAT I'M NOT GOING TO BE ABLE TO CONTINUE TO RECRUIT PEOPLE THAT HAVE THE HIGH QUALITY THAT WE EXPECT AND THEN THE INVESTMENT THAT WE PUT INTO PROFESSIONAL DEVELOPMENT FOR STAFF AND THEN WHEN THEY LEAVE, WE HAVE ONE OF THE LEAST TENURED SCHOOL DISTRICTS IN WYOMING BECAUSE PEOPLE GET HERE, THEY GET EXCITED, BUT THEY'RE JUST SO FRUSTRATED THAT THERE IS NO POTENTIAL AND THE CONSTANT STRESS THAT COMES FROM THE VOID OF STABLE AND AFFORDABLE HOUSING. SO THE NEXT SLIDE TAKES YOU FROM HOUSING INTO THE FACILITIES THAT WE HAVE IN OUR SCHOOL DISTRICT THAT ARE EQUALLY CONCERNING AND THERE ARE THREE THINGS THAT WE LOOK AT. WE LOOK AT STUDENT CAPACITY, WE LOOK AT THE EDUCATIONAL SUITABILITY OF THE STRUCTURE AND THEN WE LOOK AT THE FACILITY CONDITIONS. SO THOSE ARE THE THINGS THAT THE STATE CURRENTLY ALSO REVIEWS, AND WE'LL TALK A LITTLE BIT MORE IN DETAIL SOME OF THE CHALLENGES THAT WE'RE FACING. THE NEXT SLIDE IS A VERY BROAD OVERVIEW, AND WE HAVE A LARGER BOARD HERE THAT TALKS ABOUT THIS MASTER PLAN CAME OUT OF OUR MOST COST EFFECTIVE REMEDY STUDIES, WHICH THE STATE IT'S PART OF THE STATE'S PROCESS TO EVEN BE CONSIDERED FOR ANY EDUCATIONAL FUNDING OR FACILITY FUNDING, WHICH THEY NO LONGER HAVE ANY AVAILABLE. HOWEVER, WE DID THIS PROCESS IN 2015 FOR ELEMENTARY SCHOOLS AND THEN AGAIN IN 2018 FOR SECONDARY SCHOOLS, SO THIS MASTER PLAN WAS A PART OF THAT MOST COST EFFECTIVE REMEDY STUDY AND THE GOAL OF THE STUDY IS TO EVALUATE YOUR YOUR POPULATION, EVALUATE THE FACILITIES THAT YOU HAVE FOR EDUCATIONAL SUITABILITY AND TO EVALUATE THE CONDITION. SO OUT OF THE FIRST MOST FAST EFFECTIVE REMEDIES STUDY THAT WE DID IN 2015 IS WHERE WE GOT [INAUDIBLE] ELEMENTARY SCHOOL, AND OUR ELEMENTARY SCHOOLS ARE REALLY IN REALLY GREAT SHAPE BECAUSE OF THAT BUILDING, AND IT ALLEVIATED THE OVERCROWDING THAT WE HAVE. THIS STUDY, THE 2018 LOOKED AT MORE THAN JUST THE SECONDARY SCHOOLS, BECAUSE, AGAIN, THEY LOOK AT CONDITION AND SUITABILITY FOR THEIR FUNCTION, AND SO THIS INCORPORATES A FEW OTHER THINGS. SO THIS WASN'T US SPIT-BALLING, THIS WAS A PROFESSIONAL. STUDY THAT WAS DONE ON BEHALF OF THE DISTRICT, IT INCLUDED COMMUNITY INVOLVEMENT. WE HAD NUMEROUS OPEN CASES WHERE PEOPLE CAME IN FROM THE SCHOOL DISTRICT, FROM COMMUNITY MEMBERS, PARENTS, STUDENTS AND STAFF THAT CONTRIBUTED TO EVALUATING THE DATA. SO THIS IT TAKES ABOUT NINE MONTHS FOR THIS COST EFFECTIVE REMEDY STUDY TO BE COMPLETED. SO WHAT THEY CAME UP WITH ARE SEVERAL SECTIONS, AND WE WILL GO THROUGH EACH ONE OF THEM HERE. THE FIRST ONE IS WILSON SCHOOL SECURITY VESTIBULE, AND THERE'S A LARGER DEMONSTRATION OR BOARD IN THE BACK. HOWEVER, THIS SLIDE SHOWS THE FUNDING SOURCE WHAT WE'RE CONCERNED ABOUT IS BEING ABLE TO HAVE VISITORS STAY IN THE VESTIBULE THAT SECURE AND WAIT TO BE GREETED. THE ISSUE WITH WILSON IS THE LOCATION OF THE OFFICE DOESN'T ENABLE A PASSTHROUGH LIKE WE HAVE AT SOME OF OUR OTHER BUILDINGS, SO WE NEED TO ADD THIS. IN THIS CASE, IT'S ESTIMATED AT FIVE HUNDRED SIXTY EIGHT THOUSAND HERE THAT WE LISTED POTENTIAL FUNDING SOURCES. THE WYOMING SCHOOL FACILITIES AND WE ALSO HAVE AN OPPORTUNITY TO USE MAJOR MAINTENANCE, [00:25:01] SAFETY AND SECURITY ALLOCATION. SO THIS IS SOMETHING THAT WE NEED TO DO. IT'S ON OUR LIST AND PART OF OUR LONG RANGE STRATEGIC PLAN. SIMILARLY, JACKSONVILLE HIGH SCHOOL HAS A SIMILAR SITUATION WHERE THE OFFICE IS, GOSH, I DON'T KNOW, SEVENTY FIVE YARDS INTO THE BUILDING AND THAT'S CONCERNING IN TERMS OF VISITOR MANAGEMENT. THIS ONE WE WERE LOOKING AT BASICALLY TAKING OUT A SMALL WALL OR OFFICE SPACE SO VISITORS WOULD WALK ALONG THE OUTSIDE BEFORE THEY ACCESS THE BUILDING. AGAIN, MAJOR MAINTENANCE COULD BE USED FOR THIS. THE NEXT ONE. OUR SCHOOL DISTRICT LIKES TO BE NUMBER ONE. I LIKE IT WHEN WE'RE RANKED NUMBER ONE AND HOWEVER, I DON'T LIKE THIS RANKING. I DON'T LIKE THIS RANKING BECAUSE THIS IS THE NUMBER ONE WORST RANKED CONDITIONED FACILITY IN THE STATE AND [INAUDIBLE] FOR THOSE OF YOU THAT ARE ON SITE AND DROVE RIGHT PAST IT WHERE, OBVIOUSLY, THE YELLOW SCHOOL BUSSES ARE INSIDE. CURRENTLY, THERE ARE, AND YOU CAN SEE IT ON THE SLIDE TOWARD THE BOTTOM OF THE SLIDE. THERE WAS AN N WITH THE WHITE TOP THAT IS ACTUALLY WHERE OUR BUSSES ARE MAINTAINED. THAT'S THE SHOP AREA. THERE ARE TWO BAYS AND IT IS IN THE MAIN OFFICE AREA WHERE OUR TRANSPORTATION DIRECTOR AND THE STAFF WORK ISN'T IN A TRAILER RIGHT NEXT TO IT AND THAT'S SORT OF THE UNDERNEATH THE WORD TRANSPORTATION SHOP. SO THE BUS FACILITY IS SO SMALL THAT THE TRANSPORTATION MECHANIC CANNOT SAFELY AND EFFICIENTLY WORK ON A BUS WITH THE GARAGE DOORS DOWN BECAUSE IT'S JUST SO TIGHT IN THERE. THERE ARE TWO BAYS AND WE HAVE MORE THAN 50 BUSSES. AGAIN, THIS IS A FUNCTION OF OUR SCHOOL DISTRICT GROWING AT A RAPID PACE AND WHAT'S CONCERNING ABOUT THIS IS THE WEAR AND TEAR ON THE BUSSES THAT ARE PARKED OUTSIDE IN THE OTHER EQUIPMENT THAT'RE PARKED OUTSIDE, BUT ALSO, WE ARE DRIVING MORE THAN THREE THOUSAND MILES ON A DAILY BASIS WITH OUR SCHOOL BUSSES. SO THE INABILITY TO THEY'RE OVER AT COLTER, THE LIBRARY, THE INABILITY TO MAINTAIN BUSSES AND KEEP THEM SAFELY OPERATING, AS WELL AS THE WEAR AND TEAR ON THE BUSSES BECAUSE THEY ARE THE EQUIPMENT. THESE ARE PRETTY EXPENSIVE AND SO IT'S ADDING A LOT OF MAINTENANCE TO US. BUT THE OTHER FEATURE THAT I THINK ABOUT PRETTY OFTEN IS WE'RE DRIVING 3000 MILES. WE HAVE A VERY HIGH BUS RIDERSHIP AMONG OUR STUDENTS AND THAT KEEPS THAT MANY STUDENTS OR CARS OFF THE ROAD. SO WE'RE PARTICIPATING IN A LOT OF GOOD THINGS HERE AND OUR SCHOOL DISTRICT, BUT THE ABILITY TO MAINTAIN THEM BECAUSE THE BUS FACILITY IS JUST NOT ADEQUATE FOR WHAT WE NEED. SO WHAT WE WOULD PROPOSE HERE IS YOU CAN SEE DIRECTLY ACROSS FROM THE SCHOOL DISTRICT BUS PARKING. DEVELOP A TRANSPORTATION AND MAINTENANCE SHOP ON THE COW PASTURE OR THE BALL FIELD SOFTBALL FIELD DIRECTLY ACROSS WHERE THE BUSSES CAN COME THROUGH. WE WOULD HAVE NOT ONLY THE SCHOOL BUSSES MAINTAINED HERE, BUT WE WOULD ALSO MOVE THE SHOP, WHICH IS OUTSIDE OF THE MIDDLE SCHOOL AND I'LL SHOW YOU A PICTURE OF THAT HERE IN A MOMENT, MOVE THAT OVER THERE SO WE CAN COMBINE THE STAFF AT THE FACILITY'S LOCATION OR THE MAINTENANCE FACILITY, AS WELL AS THE TRANSPORTATION DEPARTMENT. SO WE GAIN SOME EFFICIENCIES WITH STAFF. WE GAIN SOME EFFICIENCIES WITH MAINTENANCE AND HAVE MORE OF A TRANSPORTATION SHOP RIGHT HERE. THEN WHAT WE WOULD BE ABLE TO DO IS TEAR DOWN THE TRAILER WHERE THE OFFICES AND THE EXISTING SHED AND THEN WE COULD HAVE OR WE COULD LEAVE THE EXISTING MECHANIC SHED WHERE WE COULD HAVE SOME INDOOR STORAGE OF EQUIPMENT THAT MUST BE STORED INDOORS. [00:30:04] OR WE CAN TEAR IT DOWN TO MAKE ROOM FOR MORE BUS PARKING AND FOR THE REST OF OUR MAINTENANCE VEHICLES THAT ARE CURRENTLY OVER AT THE MIDDLE SCHOOL. THE NEXT SLIDE IS A RENDERING OF WHAT THE FACILITY WOULD LOOK LIKE. IT WOULD MATCH THE DISTRICT OFFICE AND ANDRE, IF YOU WOULD SKIP DOWN TO JACKSON HOLE CTE VOCATIONAL, KEEP GOING ONE MORE, ONE MORE. OK, RIGHT HERE. SO THIS IS THE EXISTING MAINTENANCE FACILITY, AND IT PROBABLY LOOKS FAMILIAR, IT'S OUTSIDE OF JACKSON HOLE MIDDLE SCHOOL AND MOST OF OUR OTHER VEHICLES THAT ARE NOT SCHOOL BUSSES ARE STORED THERE AND IT'S ALSO WHERE OUR MAINTENANCE STAFF WORK OUT OF AND WE USE IT A BIT AS A STORAGE WAREHOUSE AND DELIVERIES SOMETIMES COME HERE AND SOMETIMES THEY GO TO THE SCHOOL DISTRICT OR TO WHATEVER BUILDING THE DELIVERY IS GOING TO. SO WHAT WE WOULD PROPOSE IS IF THE FACILITIES STOP AND THE TRANSPORTATION WERE COMBINED INTO ONE FACILITY THAT WOULD OPEN UP THIS SPACE. IT IS CONCERNING TO ME THAT WE HAVE SO MANY HEAVY TRUCKS COMING ON AND OFF OF SCHOOL CAMPUS WHERE KIDS ARE RIDING E-BIKES AND REGULAR BIKES IN THE SPRING AND SUMMER. IT LOOKS MORE LIKE ALL THE KIDS' BIKES ARE JUST PARKED ON THE GREEN GRASS, AND IT'S AN INTERESTING INTERSECTION ANYWAY. SO I'M ALWAYS VERY CONCERNED ABOUT STUDENT SAFETY AND OUR STAFF COMING IN WITH SOME OF THESE BIG TRUCKS AND MAYBE NOT SEEING A STUDENT CROSSING OR RIDING THEIR BIKES THROUGH THERE. SO WHAT WE'D LIKE TO DO AND AGAIN, LONG RANGE PLAN CONVERT THIS INTO A CAREER OF TECH ED CENTER AT JACKSON BOLT MIDDLE SCHOOL AND UNDERNEATH THE EAVES, WHERE WE CURRENTLY HAVE STORAGE THAT LOOKS A LITTLE BIT LIKE THE PLANT THAT'S ROLLED INTO BEVERLY HILLS. WE WOULD CONVERT THAT INTO COVERED PARKING FOR STUDENTS AND ALSO BE ABLE TO HAVE AN OUTDOOR DINING AREA WHERE STUDENTS CAN ENJOY THEIR RECESS TIME OR THEIR LUNCH TIME OUTSIDE. SO THAT'S WHAT WE WOULD DO WITH THAT FACILITY AND THEN ON THE SCHEMATIC THERE, THOSE ARE THE CLASSES THAT WOULD BE ABLE TO MOVE OUTSIDE AND SO THE CLASSES ON THE INTERIOR OF JACKSONVILLE MIDDLE SCHOOL, THOSE CLASSES THAT NORMALLY TAKE UP QUITE A BIT OF SPACE, WE COULD RETROFIT THOSE FOR AN ACADEMIC SPACE AND THEN THE JACKSONVILLE MIDDLE SCHOOL CAMPUS WOULD BE IN GREAT SHAPE FOR YEARS TO COME. GIVEN THE OTHER AREAS THAT WE HAVE BEEN WORKING ON SINCE LAST SUMMER AND WE'LL GO OVER THOSE IN A MINUTE. NOW, ANDRE, IF YOU WILL FLIP BACK, I BELIEVE TWO SLIDES, MAYBE THREE TO THE SLIDE UH, ONE MORE, PLEASE. SO THIS IS THE BRONC ACHIEVEMENT CENTER RENDERING, AND THIS IS ACTUALLY SLATED TO BE BEHIND ON THE SOUTH SIDE OF JACKSONVILLE HIGH SCHOOL IN BETWEEN THESE SOUTH SYNTHETIC SOCCER FIELD AND THE TENNIS COURTS AND THIS IS A PREFAB UNIT WITH CUSTOM BUILD OUTS. AND I MENTION THAT BECAUSE IT'S A VERY EFFICIENT WAY TO BUILD A CUSTOM BUILT SPACE THAT WE DESPERATELY NEED ON THE INSIDE OF THE HIGH SCHOOL. AS WE LOOKED AT ENROLLMENT DATA. THAT I SHARED EARLIER THIS YEAR, WE HAVE JUST ABOUT ONE HUNDRED AND THIRTY SIX ADDITIONAL STUDENTS AT JACKSONVILLE HIGH SCHOOL. SO EVERY YEAR WE'RE ADDING, WE'RE ADDING, WE'RE ADDING AND THE JACKSONVILLE HIGH SCHOOL WAS DESIGNED IN NINETEEN NINETY SEVEN, SO A LOT OF THINGS HAVE CHANGED SINCE 1997, PROGRAMMATICALLY IN THE CLASSES THAT WE OFFER, AND THE BUILDING REALLY WASN'T DESIGNED FOR SOME OF THE THINGS THAT WE CURRENTLY NEED. SO IF YOU LOOK AT THE NEXT SLIDE, THIS SLIDE SHOWS THAT THERE IS ATHLETIC [00:35:01] FACILITIES INSIDE, BUT THAT IS LIKE ONLY A SMALL COMPONENT OF THE NEED FOR THE SCHOOL FOR THIS FACILITY. THE REASON THAT ATHLETICS TAKE UP QUITE A BIT OF SPACE IS IT TAKES UP A LOT OF SPACE INSIDE THE BUILDING. SO THE CLASSES THAT WE HAVE SLATED FOR OUT HERE ARE THINGS THAT TAKE UP INTERIOR SPACE IN JACKSONVILLE HIGH SCHOOL. SO, FOR EXAMPLE, THE CULINARY CLASSROOM, AND THAT'S SORT OF THE DARKEST RED COLOR. NO, SORRY, IT'S A TEAL LIGHT BLUE COLOR. OUR CULINARY PROGRAM CURRENTLY IS IN WHAT USED TO BE THE FACULTY DINING ROOM AND IT'S NOT AT ALL INTENDED FOR A CULINARY CLASS AND WE BOUGHT SPACE OR WE BOUGHT TABLES, BUT ESSENTIALLY THEY HAVE HOT HOT PLATES THAT THEY'RE COOKING FROM. SO OUR STUDENTS DO REALLY WELL AND I'M NOT MINIMIZING THAT, BUT WHEN THEY HAVE THE OPPORTUNITY TO DO A CAMP OUT COMPETITION, THEY REALLY ROCK IT BECAUSE THAT'S WHAT THEY USE EVERY SINGLE DAY. I JOKE WITH OUR CHEF, MOLLY M, WHO'S THE INSTRUCTOR, THAT I SHOULD JUST START BUYING EASY-BAKE OVENS BECAUSE ESSENTIALLY THAT'S WHAT THEY ARE WORKING WITH. SO WE HAVE A PROFESSIONAL PROGRAM AND WE'RE DOING OUR BEST AND IT'S ALSO VERY POPULAR, BUT WE HAVE TO LIMIT THE NUMBER OF STUDENTS SIMPLY BECAUSE THERE ISN'T ENOUGH SPACE. SO THAT'S AN EXAMPLE OF A CLASS THAT TAKES UP SPACE THAT WE COULD CONVERT AGAIN TO EXPAND THE LUNCHROOM BECAUSE IT'S RIGHT OFF THE LUNCHROOM NEXT TO THE KITCHEN, BECAUSE CURRENTLY OUR STUDENTS, IF YOU GO VISIT ONCE WE HAVE VISITORS, BUT IF YOU ARE AT THE HIGH SCHOOL DURING THE LUNCH, YOU WILL SEE KIDS ARE EATING IN THE HALLWAYS, ON THE STEPS ALL THE WAY THROUGH THE REALLY THE ENTIRE SCHOOL BECAUSE THERE IS NOT ENOUGH SPACE IN THE LUNCHROOM IN ORDER TO ACCOMMODATE STUDENTS TO EAT. SO WE NEED TO EXPAND THAT SPACE. YET CULINARY NEEDS AN APPROPRIATE SPACE WITH ACTUAL EQUIPMENT INSTEAD OF ELECTRICAL CORDS AND TOP PLATES THAT THEY'RE WORKING WITH. OUR FABRICATION, LAB ENGINEERING, ROBOTICS, MEDIA, ARTS AND THEN OUR CERTIFIED NURSE ASSISTANT TRAINING CLASS WOULD ALSO BE LOCATED HERE AND ADDITIONALLY, WE WOULD HAVE THE WEIGHT ROOM AND THE CLIMBING ROOM AND HEALTH CLASSROOMS THAT TAKE UP ADDITIONAL SPACE BECAUSE THESE CLASSES ARE ALL PRETTY BIG INSIDE THE HIGH SCHOOL, EVEN THOUGH THEY'RE NOT [INAUDIBLE] DESIGN. SO WHAT WE WOULD DO IS [INAUDIBLE]THOSE OUTSIDE TO THE BRONC ACHIEVEMENT CENTER? AND THEN ON THE NEXT SLIDE, YOU CAN SEE THE SPACES THAT WE WOULD RETROFIT ON THE INTERIOR OF JACKSONVILLE HIGH SCHOOL TO ACCOMMODATE. SO WE WOULD HAVE ESSENTIALLY 11 ROOMS CONVERTED TO ACADEMIC SPACE TOTALING A LITTLE MORE THAN 10000 SQUARE FEET THAT WE REALLY NEED INSIDE THE BUILDING. THE OTHER REASON THE CLASSES WERE SELECTED FOR THE BRONC ACHIEVEMENT CENTER BECAUSE IT'S A PREFAB BUILDING, IT'S DEFINITELY INEXPENSIVE. WE ESTIMATED LOOKING AT ADDING WINGS TO THE SOUTH SIDE OF JACKSONVILLE HIGH SCHOOL. IT WAS DESIGNED FOR THAT FEATURE, HOWEVER, BECAUSE IT'S A BRICK BUILDING AND IT'S SUCH A BEAUTIFUL DESIGN AND THE CURVED ROOF, IT'S EXTREMELY EXPENSIVE TO ADD ON TO THOSE WINGS. SO IT'S ABOUT HALF THE MONEY, AND MORE COST EFFECTIVE TO GO WITH THE BRONC ACHIEVEMENT CENTER. THE OTHER BENEFIT TO THE BRONC ACHIEVEMENT CENTER IS IT DOES PROVIDE RECREATIONAL SPACE THAT IS DESPERATELY NEEDED WITHIN THE COMMUNITY, AND BECAUSE IT'S THAT PREFAB SPACE, IT'S SIGNIFICANTLY LESS EXPENSIVE TO BUILD. WE ALREADY TALKED ABOUT THE NEXT TWO SLIDES. GIVE ME ONE. SO THIS IS AN AERIAL VIEW OF THE DISTRICT OFFICE, WHERE THE SKATE PARK IS, THE TRANSPORTATION AND MAINTENANCE FACILITY AND THEN MACINTOSH STADIUM. CURRENTLY, THE BLEACHERS ARE ON THE NORTH SIDE OF KNOW THE EAST SIDE EAST SIDE [00:40:03] OF THE STADIUM. AND AGAIN, THEY WERE BUILT, WE'RE NOT ENTIRELY SURE, BUT A LONG TIME AGO AND THEY WERE BUILT FOR A HIGH SCHOOL POPULATION OF THREE HUNDRED AND FIFTY STUDENTS AND SO NOW WE HAVE 850 STUDENTS AND THE PRESS BOX DIDN'T GET A GREAT SAFETY RATING. SO WE WERE FORTUNATE THAT OUR FUND FOR PUBLIC EDUCATION HAD A DONATION FOR THE LABOR FROM J.E. JOHNSON. SO BECAUSE THERE'S NOT ENOUGH SPACE THERE ON THE EAST SIDE OF THE STADIUM, AND IF YOU COME TO A GAME, IT'S VERY DIFFICULT TO ENJOY THE GAME BECAUSE THE SUN IS GENERALLY SETTING AND SO YOU REALLY CAN'T SEE THE GAME THAT WELL. SO WHAT WE HAVE ALREADY DONE IS ORDER THE MATERIALS FOR NEW BLEACHERS AND A PRESS BOX TO BE ON THE WEST SIDE. J.E. JOHNSON IS PROVIDING THE CONSTRUCTION OF THAT, SO IT WILL LEAD BY THE RULES OF THE STATE BECAUSE WE'RE USING MAJOR MAINTENANCE MONEY, WE HAVE TO ACTUALLY TEAR DOWN THOSE BLEACHERS, WHICH IS FINE BECAUSE THEY'RE THEY NEED TO BE REMOVED BECAUSE THEY'RE UNDERSIZED AND IT'S JUST NOT APPROPRIATE FOR WHAT WE WE NEED. SO ON THIS SCHEMATIC, IT SAYS BLEACHERS FOR VISITORS. ACTUALLY, THAT WOULD BE REMOVED. SO WE WOULD HAVE AN EMPTY SPACE THERE AND BLEACHERS AND HOME WOULD BE ON THE WEST SIDE. SO WHAT WE WOULD PROPOSE IS ON THE EAST SIDE THAT WOULD BECOME PARKING FOR VISITORS BECAUSE IT'S UNDER PARKED RIGHT NOW WHEN WE DO HAVE EVENTS. GREGORY LANE IS PRETTY FULL OF CARS AND THERE'S A LOT OF TRAFFIC ISSUES, SO WE WOULD HAVE VISITOR PARKING ON THE EAST SIDE. OUR CAMPUS IS A LITTLE CHALLENGING TO FIGURE OUT WHERE YOU NEED TO GO IF YOU'RE A VISITOR ANYWAY, SO IT WOULD SERVE AS A WAY FINDER, IF YOU WILL. SO THIS ENTRANCE WOULD HAVE BEEN PAVED. THE SUMMIT INNOVATIONS SIDE PARKING LOT THAT'S CURRENTLY DIRT. WE WOULD REMOVE THE SHEDS THAT SORT OF POPPED UP THERE THROUGH THE YEARS AND CONTINUE THAT PEDESTRIAN PATHWAY, WHICH IS ALREADY THERE. SO HOME PEOPLE WOULD ENTER ON THIS SIDE AND PARK AT THE MIDDLE SCHOOL, PARKING AT THE HIGH SCHOOL. SO WE'D HAVE A LITTLE BETTER PARKING RIGHT HERE. THE NEXT SLIDE IS A RENDERING OF THE BLEACHERS IN THE PRESS BOX, AND THE PRESS BOX WILL HAVE STORAGE AS A PART OF THE PRESS BOX. THIS IS THE SWIMMING POOL WAS BROUGHT FORWARD BY PATRONS WHO. ARE INTERESTED IN HAVING ADDITIONAL SWIMMING SPACE. WE ESTIMATE THIS WOULD BE ABOUT 25 MILLION. WE HAVE A VERY ROUGH RENDERING OF WHERE THE POOL POTENTIALLY COULD BE AND THAT WOULD BE NEXT TO THE BRONC ACHIEVEMENT CENTER. ESSENTIALLY, WE WOULD MOVE THE TENNIS COURTS THAT ARE CURRENTLY THERE OR MOVE A COUPLE OF TENNIS COURTS OVER TO THE FRONT SIDE AND THE GREEN SPACE OF JACKSON HOLE HIGH SCHOOL, SO IT COULD BE CONNECTED TO THE BRONC ACHIEVEMENT CENTER AGAIN. THIS ISSUE, WE HAVE A GREAT PARTNERSHIP WITH THE TETON RECREATION FACILITY. IT'S NOT SOMETHING THAT'S AN IMMEDIATE NEED. HOWEVER, AS WE LOOK INTO THE FUTURE AND THINKING THIS IS A LONG RANGE PLAN, WHILE IT MAY NOT BE AN IMMEDIATE NEED THAT WE HAVE IN THE SCHOOL DISTRICT RIGHT NOW OR IN THE COMMUNITY, IF THAT'S SOMETHING THAT IS BECOMES A MORE IMMEDIATE NEED, WE DO HAVE A LOCATION FOR IT. IT'S FAIRLY EXPENSIVE AND THEN THE ANNUAL OPERATIONS IS ALSO EXPENSIVE. THE NEXT SLIDE IS AN EXAMPLE OF HOW EFFICIENT WE HAVE BEEN WITH THE FUNDING, WE WERE ABLE TO SECURE ABOUT TWO POINT SEVEN MILLION. A COMBINATION OF DISTRICT FUNDING FOR MAJOR MAINTENANCE, AS WELL AS STATE FACILITIES FUNDING TO ALLEVIATE THE CROWDING ISSUE AT JACKSONVILLE MIDDLE SCHOOL AND SO THE EXAMPLE THAT WHAT WE'VE ADDED IS A NEW SECURITY VESTIBULE AND THAT'S NOT QUITE COMPLETE YET DUE TO SUPPLY CHAIN ISSUES, BUT WE'RE GETTING CLOSE. I WAS THERE TODAY AND IT'S LOOKING REALLY GOOD AND WE EXPANDED THE KITCHEN AND THE CAFETERIA. WE HAVE NEW FLOORING AND ALL THE HALLWAYS IN THE CLASSROOMS. CURRENTLY, WHEN YOU DRIVE BY SOUTH PARK, YOU CAN SEE THAT THEY'VE DONE A LOT OF WORK ALREADY, BUT THOSE WILL BE FINISHED THIS SUMMER AND THEN THE LAST SLIDE IS FUNDING SOURCES. THE SCHOOL DISTRICT WE'VE HAD A NUMBER OF PROJECTS. IN 1989, THE MIDDLE SCHOOL WAS FUNDED AT SIX POINT FIVE MILLION THROUGH SPET. IN 1997, THE HIGH SCHOOL WAS TWENTY ONE POINT FIVE MILLION. IN 2001, JES AND THE REC CENTER WAS ELEVEN POINT FIVE MILLION AND THE SCHOOL DISTRICT, HAS BEEN ON THE SPET, THE LAST TIME WAS 2001, SO TWENTY ONE YEARS AGO, THE TOTAL THAT WE'VE EVER HAD VIA SPET WAS A LITTLE MORE THAN FORTY TWO MILLION OUT OF THE TOTAL THREE HUNDRED TWENTY EIGHT POINT FIVE MILLION, OR APPROXIMATELY 13 PERCENT OF SPET FUNDING HAS GONE TO [00:50:04] THE DISTRICT. SO SPET IS CERTAINLY SOMETHING THAT WE BELIEVE WOULD BE APPROPRIATE AND HOPEFUL THAT YOU WILL CONSIDER. YOU DON'T SEE THAT, YOU KNOW, THEN WE SORT OF MOVED INTO THE SPET WITH THE HIGH SCHOOL IN THE LATE 90S AND WITH COLTER. BEGINNING WITH IN THE EARLY 2000S WHEN COAL WAS REALLY HOPPING AND SO YOU HAD A LOT OF [INAUDIBLE] WHAT'S CALLED [INAUDIBLE] BONUS MONEY. AND SO THEY'RE LIVING IN UNSAFE AND PERHAPS NOT A GREAT SHELTER, AND SO IF I WERE TO GUESS THE MORE HOUSING IS GOING TO PROVIDE SAFER LIVING SPACES FOR PEOPLE THAT ARE HERE BECAUSE THERE'S NO QUESTION THAT THE GROWTH IN OUR COMMUNITY IS HAPPENED AND PEOPLE ARE COMING HERE BECAUSE THEY EITHER THEY'RE SERVING IN THE INDUSTRY, THE RESORT TOWN OR THEY'RE MOVING HERE FOR SECOND HOMES THAT OUR STUDENT POPULATION HAS CERTAINLY INCREASED AND I WOULD EXPECT THAT IT WOULD CONTINUE TO DO SO. SO YES, WE HAVE PEOPLE LEAVE OUR COMMUNITY, BUT THEY SEEM TO BE REPLACING WITH SCHOOL CHILDREN. SO I'D HAVE TO ASK THE ARCHITECT IF THERE'S SOME WAY TO PREDICT OR MODEL THAT BASED ON TODAY'S DATA, BUT I DON'T THINK IT'S A PART OF THEIR EQUATION THAT THEY USE AND HAVE USED IN THE STATE. SO WHILE WE DON'T KNOW WHAT'S GOING TO HAPPEN WITH THE EXACT NUMBER OF STUDENTS. WE HAVE A REALLY PRETTY GOOD IDEA OF WHAT WE NEED IN TERMS OF STAFF. BECAUSE THAT NUMBER OF STAFF CAN DEAL WITH THE FLUCTUATION OF STUDENTS FOR A WHILE, AND THEN YOU START ADDING IT, BUT THE YOU KNOW, THE IDEA IS THAT WE HAVE STAFF IN HOUSING AND SOMETHING THAT I THINK IS A PRETTY WELL DOCUMENTED ISSUE FOR US AS TO WHAT WE MIGHT NEED. RIGHT AND I HAVE NO DOUBT WHATSOEVER ABOUT THAT PARTICULAR PIECE. IT'S MORE JUST LOOKING AT THE MASTER, THE PLAN AND LOOKING AT ADDING TO THE FACILITIES. THE SECOND TYPE OF BONDING IS WHAT'S CALLED REVENUE BONDING. REVENUE BONDING DOES NOT GO TO AN ELECTION BECAUSE YOU'RE NOT ASKING FOR ANY TAXES TO BE RAISED BECAUSE YOU ALREADY HAVE A TAX PASSED. SO IN THIS CASE, IF THE SPET TAX WAS PASSED WITH, LET'S SAY, ONE OF THESE FACILITIES ON IT, THE VOTERS HAVE VOTED FOR IT. THEY'VE APPROVED IT. MUNGER MOUNTAIN IS ALL COAL MONEY. THESE NEW FEDERAL SOURCES OF FUNDS RELATED TO RECOVERY FROM COVID PROVIDE ANY REALISTIC FUNDING SOURCES FOR THESE NEEDS, EITHER THE HOUSING SIDE OR THE FACILITIES SIDE ? THAT IT'S A GREAT QUESTION. UNFORTUNATELY, OUR SCHOOL DISTRICT DOES NOT RECEIVE VERY MUCH OF THE ALLOCATION. SO IN GENERAL, THE STATE OF WYOMING FOR SCHOOLS RECEIVED MORE THAN THREE HUNDRED MILLION. WE RECEIVED THREE POINT NINE MILLION AND THERE IS THE POSSIBILITY FOR THE FACILITIES TO BE BUILT THROUGH THAT FUNDING, BUT FOR THREE POINT NINE MILLION, WE NEED THAT TO ACTUALLY ACHIEVE THE GOALS THAT WE HAVE AND TO SUPPORT STUDENTS WITH THAT LEARNING GAP, AND THREE POINT NINE MILLION JUST WE BASICALLY HAVE AN ALLOCATED ALREADY, EVEN THOUGH THE GRANT JUST OPENED TODAY. THERE'S CLEARLY COMMON GROUND IN THAT HOUSING ELEMENT AND I WOULD LOOK FORWARD TO DISCUSSIONS ABOUT THAT. I DO THINK THAT IT IS IMPORTANT FOR US TO BE REALISTIC WITH OURSELVES AND OTHERS THAT ALL OPTIONS ARE ON THE TABLE. THE TOWN HAS BEEN KEEPING PROPERTY TAXES ON THE TABLE, AS MOST OF YOU ARE AWARE. I THINK IT'S IMPORTANT FOR THE DISTRICT AND FOR ALL OF THE COMMUNITY TO CONTINUE TO HAVE THAT AS AN OPTION. NONE OF US LIKE IT, BUT I THINK IT IS AN OPTION THAT WE SHOULDN'T REMOVE JUST BECAUSE IT'S UNPLEASANT AND IT RELATED TO THAT CHAIR GINGERY AND [INAUDIBLE] ANSWER THIS QUESTION IS THERE A MAXIMUM MILL BY STATE STATUTE THAT THE SCHOOL DISTRICT COULD REQUEST IN TERMS OF BONDING? YEAH, IT'S BASED ON THE ASSESSED VALUE. YOU CAN'T BORROW MORE THAN A CERTAIN PERCENTAGE OF THE ASSESSED VALUE OF THE COUNTY BECAUSE WE HAVE SUCH A HIGH ASSESSED VALUE, IT PROBABLY DOESN'T COME INTO PLAY, BUT ANYWAY. SO YOU DON'T YOU DON'T HAVE THE SAME LIMITATIONS OF THE 12 IN THE COUNTY, AND THE EIGHT IN THE TOWN? NOT ON THOSE TYPES OF BONDS. SO THE MIDDLE SCHOOL ONE FITS SORT OF WHAT YOU WERE JUST SAYING, THE PARCEL YOU WERE TALKING ABOUT. JUST TO POINT THAT OUT. UM, ANY TRUSTEES HAVE ANYTHING TO ADD ON THIS SUBJECT MATTER? THEN HOPEFULLY IN THE NEXT YEAR OR TWO WILL BE BUILDING OUT ON GREGORY LANE TO PROVIDE THE SIDEWALKS AND THE AND THE ACCESS FOR THOSE STUDENTS COMING TO SCHOOL. IT'S ONE OF OUR HIGHEST PRIORITIES FOR SAFE ACCESS TO SCHOOLS AND WE REALLY APPRECIATE THE TOWN DOING THAT PROJECT. WE KNOW IT'S A LOT MORE COMPLICATED THAN JUST PUTTING SOME SIDEWALKS DOWN. THERE'S A LOT OF EASEMENTS, THERE'S MOVING SOME UTILITIES, THERE'S GUTTERS, THERE'S STORMWATER, BUT IN THE END IT'S GOING TO BE GREAT TO HAVE THE CHILDREN THAT ARE IN THE GREGORY LANE AREA HAVE ABILITY TO GET TO SCHOOL. PRESENTLY, WE ACTUALLY RUN A BUS EVEN THOUGH THEY'RE SO CLOSE TO SCHOOL, WE RUN A BUS THERE. SOME AREAS THAT WE'RE STILL CONCERNED ABOUT, AS YOU KNOW, WE SPENT A LOT OF TIME, A LOT OF MEETINGS, ESPECIALLY TRUSTEE ZUNG AND IN THE SUPERINTENDENT WITH WYDOT IN REGARDS TO THE HRH ROAD. THEY'VE HAD LOTS OF MEETINGS, LOTS OF DISCUSSIONS, DEALT A LOT WITH THE SPEED STUDY IN REGARDS TO SLOWING DOWN, FOR CROSSING THERE FOR STUDENTS AND THE TUNNEL ISSUE. THE OTHER ISSUE THAT CAME UP WHEN WE WERE HAVING ALL THESE DISCUSSIONS ABOUT WILSON ELEMENTARY SCHOOL, THE PARENTS, EVEN THOUGH THAT'S GREAT THAT WE'RE GOING TO HAVE A TUNNEL TO GET [INAUDIBLE] 22, THE ISSUE THAT PROBABLY WAS BIGGER WITH A LOT MORE PARENTS IS MAIN STREET AND SO MAIN STREET'S THE ROAD THAT TAKES YOU FROM ESSENTIALLY FROM FISH CREEK BRIDGE OVER TO THE SCHOOL AND WITH ALL THOSE AFFORDABLE HOUSING UNITS THAT GOT BUILT ALONG THERE, THEY GOT BUILT RIGHT UP TO THE ROADWAY AND THEN WHEN IT GETS PLOWED IN THE WINTER, THERE'S REALLY NOWHERE FOR THE SNOW TO GO AND SO THAT ROAD GETS SMALLER AND SMALLER. IT BECOMES ALMOST A ONE LANE ROAD THERE AND THE CHILDREN WALKING, THERE'S A LOT OF KIDS THAT WALK THAT, BUT THERE'S ALSO A LOT OF CAR TRAFFIC. SO JUST MORE OF A HEADS UP TO THE COUNTY. IF MAYBE THAT'S SOMETHING THAT COULD BE LOOKED AT IS THE POTENTIAL FOR SIDEWALKS, AT LEAST FROM, WE'RE NOT ASKING FOR ALL OF MAIN STREET. WE WERE HOPING YOU COULD TAKE A LOOK AT, AT LEAST FROM THE FISH CREEK BRIDGE ALONG MAIN STREET OVER TO THE ELEMENTARY SCHOOL. WE HAVE A LOT OF STUDENTS THAT WALK THAT AND AGAIN, THE PROBLEM THERE IS IN THE WINTERTIME, IT GETS MORE AND MORE NARROW AND YOU HAVE A LOT OF LITTLE KINDERGARTNERS AND ALL THE HOUSING ACTUALLY GOT BUILT AT THE END OF THE ROAD, SO THEY WALK THE ENTIRE LENGTH OF IT TO GET TO THE SCHOOL BUS STOP. SO THOSE ARE SOME SAFE ROUTES TO SCHOOLS ISSUES THAT WE JUST WANTED TO RAISE THAT HAVE JUST COME UP OVER THE LAST YEAR AND THEN THE LAST ITEM WE HAD ON THERE WAS A DISCUSSION OF ALTA PARK, AND I'LL JUST LET TRUSTEE ZUNG, I THINK SHE'S STILL ON, TELL YOU THE CONCERNS. RIGHT NOW, THE KIDS AT ALTA SCHOOL, THEY USE A PORTION OF THE PARKING LOT AND THEY PUT UP SOME TEMPORARY BASKETBALL HOOPS AND THEY USE THAT FOR FOURSQUARE AND FOR BASKETBALL IN THE PARKING LOT. SO KIND OF LIKE WHAT GILLIAN WAS TALKING ABOUT, YOU KNOW, MULTI-USE OF THE BOARDROOM, IT ALSO SERVES AS LOCKER ROOMS RIGHT NOW IN THE SUMMERTIME.
