[00:00:03] >> [LAUGHTER] IT'S SIX O'CLOCK, I'LL START IT. [A. Call to Order] [NOISE] I'LL CALL TO ORDER, AND I ASK YOU TO JOIN ME IN THE PLEDGE OF ALLEGIANCE. >> CAN YOU GUYS TURN YOUR CAMERA ON? >> OH, SORRY. >> >> JANINE, CAN YOU SEE US YET? >> CAN YOU SEE US, JANINE? >> NO. >> NO. >> ME NEITHER. >> WE ARE HERE. >> BETSY HAS A BLUE SWEATER ON. I HAVE A BLUE BLAZER. [LAUGHTER] BILL HAS SKI-DOO COAT ON. I GUESS [OVERLAPPING] >> I DON'T KNOW, IS IT PLUGGED IN? >> IT IS PLUGGED IN. >> OH, NO, THE THING AT THE TOP ISN'T ON. >> IT'S NOT. [OVERLAPPING] YEAH. [BACKGROUND] >> [OVERLAPPING] [LAUGHTER] HEY, ANDREA HAS A GREAT IDEA. SHE WAS LIKE, "THEY BRING THINGS UP," AND THEN SHE JUST SITS THERE. [LAUGHTER] IT WAS OBVIOUS [INAUDIBLE] TO BE FIXED AGAIN. >> WELL, ARE YOU GUYS OKAY? WE'LL PROCEED, AND YOU'LL JUST HEAR OUR VOICES, I GUESS. IT'S THE SAME WAY. WE CAN'T SEE ALAN. WE TALKED AT THE LAST MEETING [B. Action Items] ABOUT WHICH TYPES OF PROJECTS TO POTENTIALLY BE MOVING FORWARD ON. THERE SEEMED TO BE SOME CONSENSUS, BUT IF THERE'S NOT, WE CAN BACK UP AND WORK ON THAT SOME MORE. THERE SEEMED TO BE SOME CONSENSUS TO WORK ON THE HIGH SCHOOL OVERCROWDING AND MOVE FORWARD POTENTIALLY WITH THE BRONC ACHIEVEMENTS CENTER. THEN WITH THE HOUSING, THERE WERE SOME DISCUSSION AND POTENTIALLY CONSENSUS TO MOVING FORWARD WITH THE 24-UNIT HOUSING PROJECT NEXT TO JACKSON HOLE MIDDLE SCHOOL. AS I HAD MENTIONED AT OUR LAST REGULAR MEETING, THERE WAS A HOPE THAT WE WOULD JUST WORK ON THIS AT OUR NEXT BOARD MEETING, BUT THEN IT TURNED OUT IT SOUNDS LIKE THE COUNTY AND THE TOWN ARE WANTING TO MOVE FORWARD WITH DISCUSSING ACTUAL PROJECTS AT THEIR NEXT GYM MEETING, WHICH IS THE FIRST WEEK OF MARCH, SO IT PRECIPITATED THE NEED TO POTENTIALLY HAVE A SPECIAL MEETING. IF WE CHOOSE, AND WE DON'T HAVE TO TONIGHT, BUT IF WE CHOOSE TO MOVE FORWARD, WHAT THIS LETTER SAYS IS ESSENTIALLY THAT WE WOULD BE ASKING TO BE ON THE SPET BALLOT FOR NOVEMBER FOR THE BRONC ACHIEVEMENT CENTER, AND THE AMOUNT COMES TO 36,265,000, AND THEN THE 24-UNIT HOUSING PROJECT NEXT TO THE MIDDLE SCHOOL, 15 MILLION. IT'S ACTUALLY LESS THAN 15, BUT THE IDEA WAS TO BUILD IN BECAUSE BY THE TIME WE GET THERE, THINGS WILL CHANGE. THAT WAS THE LETTER, AND THEN THERE'S SOME PROPOSED LANGUAGE THAT WOULD BE ATTACHED, AND THEY COULD TAKE OUR LANGUAGE OR NOT, BUT ESSENTIALLY THE LANGUAGE FOR THE BRONC ACHIEVEMENT CENTER IS FOR THE CONSTRUCTION OF IT, OF THE BRONC ACHIEVEMENT CENTER, INCLUDING THE CONSTRUCTION OF NEW CLASSROOMS FOR CULINARY ARTS, FABRICATION LAB, ENGINEERING LAB, ROBOTICS LAB, MEDIA ARTS, C&A TRAINING, AND OTHER CLASSROOMS. THEN BY MOVING THOSE SPACE-INTENSIVE CLASSROOMS OUT OF THE MAIN HIGH SCHOOL, SPACE WILL BE FREED UP TO ALLOW FOR EXPANSION WITHIN THE SUBSTANTIALLY-CROWDED MAIN HIGH SCHOOL, AND SO IT WOULD PROVIDE FUNDING ALSO TO REVAMP INSIDE THE HIGH SCHOOL, AND SO TO PROVIDE THAT FUNDING. THE VERY LAST SENTENCE OF THAT SAYS, "ANY UNEXPENDED FUNDS," SO IF WE GOT TO THE END AND WE HAVE EXTRA MONEY, WE COULD PUT IT IN A CONTINGENCY FOR O&M, FOR OPERATIONS AND MAINTENANCE. THEN IF WE SO CHOSE, IT SAYS, "AND TO THE EXTENT NECESSARY AND ALLOWED BY LAW, THE PLEDGE TO OR PAYMENT OF DEBT SERVICE AND/OR LEASE PAYMENTS THEREON." SO IT COULD BE USED AS DEBT SERVICE POTENTIALLY FOR REVENUE BONDS, IF WE WANTED TO GO THAT DIRECTION. THEN THE MIDDLE SCHOOL HOUSING PROJECT, THE LANGUAGE THERE IS 15 MILLION FOR THE CONSTRUCTION. IT ACTUALLY SAYS, "PLANNING, DESIGN, ENGINEERING, CONSTRUCTION OF HOUSING/RENTAL UNITS PREFERABLY LOCATED NEXT TO THE JACKSON HOLE MIDDLE SCHOOL IN THE TOWN OF JACKSON, BUT MAY BE USED FOR OTHER HOUSING/RENTAL PROJECTS." [00:05:02] THE IDEA THERE WAS, FOR WHATEVER REASON, IF SOMETHING FELL THROUGH AND YOU COULDN'T BUILD THERE, THAT WE WOULD USE THAT MONEY SOMEWHERE ELSE TO BUILD HOUSING UNITS, JUST THINKING OF CONTINGENCIES. THEN THE SAME LANGUAGE ABOUT CONTINGENCY FUNDS AND ABOUT DEBT SERVICE. THAT WAS THE PROPOSED LETTER. IT DOESN'T MEAN IT WOULD GET ON THE SPET BALLOT. IT JUST MEANS THAT WE WOULD BE TELLING THE COUNTY COMMISSIONERS AND THE TOWN COUNCIL THAT WE WOULD LIKE TO BE ON THE SPET BALLOT. [LAUGHTER] IF THEY WOULD LIKE TO CONSIDER THOSE TWO PROJECTS, THAT'D BE GREAT. WE'LL TAKE PUBLIC COMMENT HERE IN A MINUTE, BUT WE CAN EITHER PROCEED WITH THAT OR IF OTHER PEOPLE HAD OTHER IDEAS OF OTHER PROJECTS WE SHOULD LOOK AT, OR IF WE SHOULD JUST WAIT TILL OUR NEXT MEETING IN MARCH TO CONTINUE DISCUSSING THIS, THIS WAS JUST AN OPPORTUNITY IF WE WANTED TO GET THIS IN PRIOR TO THE COMMISSIONERS AND TOWN COUNCIL BEGINNING THEIR DISCUSSIONS. I WILL POINT OUT, JANINE WAS JUST TELLING US BEFORE WE STARTED THAT THERE IS NOT MONEY IN THE STATE BUDGET FOR HOUSING, BUT IT MAY GET PUT BACK IN OR PUT IN. I DON'T THINK IT WAS EVER IN, BUT PUT IN, BUT THERE WAS AN AMENDMENT RAN THROUGH. IT DID NOT MAKE IT ON THE SENATE SIDE. IT HASN'T GOTTEN TO THE HOUSE YET, SO THE HOUSE HAS NOT ATTEMPTED IT, BUT SCHWARTZ SUPPOSEDLY HAS AN AMENDMENT TO DO IT THERE. >> MR. CHAIR? >> TRUSTEE TESKE. >> MY ONLY CONCERN IS ON THE MIDDLE SCHOOL PROJECT, I LIKE THE WAY IT READS IF YOU COULD REMOVE THE WORD RENTAL. >> OH, OKAY. >> JUST SAY HOUSING UNITS. >> OKAY. >> WHAT WE DO WITH THEM, WE CAN DETERMINE LATER. >> SURE. >> I'VE TALKED TO BILL ABOUT THIS A BIT. I THINK, STRATEGICALLY. WE NEED TO FIGURE OUT THIS WHOLE RENTAL THING [OVERLAPPING] SIMPLY BECAUSE I DON'T WANT TO HURT PEOPLE WITH REGIONAL COST OF LIVING. >> OKAY. THAT'S FINE. IS EVERYBODY OKAY IF WE DO JUST TAKING OUT RENTAL? >> YES. >> OTHER THOUGHTS OUT THERE? >> TRUSTEE MEAD. >> MR. CHAIR, IS THERE WISDOM IN COMBINING THESE INTO ONE BIG SCHOOL DISTRICT REQUEST SO THAT ONE MIGHT CARRY THE OTHER AND VICE VERSA? >> THAT'S A GOOD POINT. >> MAYBE THAT'S DECIDED LATER, I DON'T KNOW. >> NO. >> WHAT WOULD YOU WORD IT, KATE? >> WE COULD JUST JAM THEM ALL TOGETHER. >> YEAH, YOU JUST JAM IT ALL TOGETHER. >> THAT'S FOR 15 MILLION. NOW THAT'S A GOOD POINT THAT IF YOU WANT BOTH, PEOPLE MIGHT JUST WANT TO VOTE FOR ONE OF OURS AND NOT BOTH. BUT IF YOU JAM THEM TOGETHER, THEN I ONLY HAVE ONE CHOICE. >> THEY MIGHT HAVE VOTED AGAINST IT, I DON'T KNOW. BUT IT SEEMS TO ME THAT IN THE LAST MANY YEARS THAT A LOT OF THE THINGS THAT HAVE GONE THROUGH [NOISE] ARE COMBINATIONS OF A NUMBER OF DIFFERENT THINGS AND THEY'VE GONE THROUGH. I DON'T KNOW. >> OTHER THOUGHTS.? TUSKE TUSKE. >> THE ONLY THING THAT STRIKES ME IS DO YOU REMEMBER THAT THE LAST SPAT AND OUR JORGENSEN WAS PUSHING ON COMBINING THEM ALL AND THAT BECAME REALLY CONTROVERSIAL AND I CAN'T REMEMBER WHY IT WAS SO CONTROVERSIAL. THAT'S MY ONLY THOUGHT. >> WELL, I THINK PART OF IT WAS THAT THEY DIDN'T HAVE ANYTHING SPECIFIC. IT WAS A HOUSING SPEC THING, WHICH MAKES ME A LITTLE NERVOUS ABOUT SAYING, WE CAN BE USED FOR OTHER HOUSING. AND I AGREE RENTAL PROJECTS SHOULD BE ADDED. BUT MAYBE WE SHOULD SAY OTHER PROJECTS ON SCHOOL DISTRICT LAND. [OVERLAPPING] IT'S A LITTLE MORE SPECIFIC. >> YEAH. >> BECAUSE I HEARD FROM A LOT OF PEOPLE THAT THEY JUST DIDN'T REALLY WANT TO JUST THROW THE MONEY TO THE COUNTY FOR HOUSING WITHOUT ANYTHING SPECIFIC IN MIND, ALTHOUGH THAT WAS VOTED DOWN, AND THEN WE AS TAXPAYERS VOTED FOR THE HISTORICAL SOCIETY STUFF ON RIGHT ON BROADWAY. THAT WAS SO VAGUE. BUT THAT PAST SO IT'S HARD TO KNOW. >> LET'S WORK BACKWARDS THERE. IS EVERYONE OKAY WITH KATE'S CHANGE? [00:10:01] INSTEAD OF SAYING BUT MAYBE USED FOR OTHER HOUSING PROJECTS, JUST PUT MAYBE USED FOR OTHER HOUSING PROJECTS ON SCHOOL DISTRICT PROPERTY. LANDS OR PROPERTY. >> LANDS PROBABLY. >> LANDS. >> AFTER PROJECTS, IT WOULD SAY ON OTHER ON SCHOOL DISTRICT LANDS AND WE TOOK OUT RENTAL IN BOTH THOSE PLACES. >> SURE AND THEN THE SAME SPIRIT. HOUSING CAN BE A LOT OF THINGS. DO WE WANT MORE OF SAY, COUNTY SCHOOL DISTRICT HOUSING? OR AN [OVERLAPPING] EMPLOYED HOUSING? SO IT'S NOT SOUNDING LIKE WE'RE BUILDING HOUSING AND ANYBODY CAN APPLY FOR IT. >> THAT'S A GOOD POINT BUT WE MAKE IT CLEAR [BACKGROUND] THAT IT IS FOR TEACHERS AND STAFF. >> IT'S FOR TEACHERS AND STAFF. [OVERLAPPING] WE COULD SAY TEACHER HOUSING, BUT IT'S NOT GOING TO [INAUDIBLE]. >> BUT I THINK FOR TEACHER SLASH STAFF [OVERLAPPING]. BECAUSE I MIGHT NOT BE A TEACHER. >> THERE'S NO DISTRICT EMPLOY HOUSING? >> I THINK TEACHER SLASH STAFF. THE PLOY SOUNDS SO. [LAUGHTER] WHERE WOULD WE PUT THAT, IN THE TITLE EVEN? >> CONSTRUCTION OF TEACHERS SLASH STAFF HOUSING [INAUDIBLE]. >> OKAY. SO FOR THE PURPOSE OF FUNDING, PLANNING, DESIGNING, ENGINEERING, CONSTRUCTION OF TEACHER SLASH STAFF HOUSING UNITS. >> WE SAY IN THEIR, SORRY TO INTERRUPT, TCSD NUMBER 1 BECAUSE I'M ENVISIONING MAYBE [OVERLAPPING]. >> GOOD POINT TOO >> AND THEN THE SCHOOL STAFF MIGHT SAY IT'S [INAUDIBLE]. >> TETON COUNTY SCHOOL DISTRICT TEACHERS STAFF HOUSING UNITS. I SEE JULIAN JOTTING ALL THIS DOWN. >> YES. GOT IT. [LAUGHTER] >> I JUST KEEP TALKING. [LAUGHTER]ALL RIGHT, LET'S GO BACK TO THE IDEA OF COMBINING, ANYBODY. WHAT DOES EVERYBODY THINK ABOUT THAT IDEA? >> WHAT IF YOU DID SOMETHING THAT SAID SOMETHING LIKE, WE NEED THIS MONEY FOR CAPACITY EXPANSION AND EMPLOYEE RETENTION. >> YES WE COULD'VE STICK THAT SENTENCE THEN RIGHT AFTER SO WE GET TO AT THE END OF THE FIRST SENTENCE THAT ENDS IN PROJECTS, WE CAN INSERT A SENTENCE THAT SAYS YOU JUST SAID, BECAUSE YOU'RE ALLOWED TO GIVE EXPLANATION, ACTUALLY, SPECIFICITY IS ENCOURAGED. WE COULD STICK IN A SENTENCE OF AN EXPLANATION OF WHY WE NEED THESE. WHAT WAS YOUR WORDING JANINE? >> RECRUITMENT. >> PROJECT TO ADDRESS STUDENT CAPACITY ISSUES AND EMPLOYEE RETENTION. >> THE PURPOSE OF THIS PROPOSITION IS FOR AND THEN WHAT SHE SAID. >> AND THEN COMBINE. JANINE DID YOU SAY THAT THAT'S A WAY TO FIND THEM? >> I THINK THAT WAS JUST ON THE HOUSING ONE SHE WANTED. >> IT MIGHT BE A WAY YEAH. I'M WITH [INAUDIBLE]. YES, IT MIGHT BE A WAY TO COMBINE THEM. I WAS HOPING KATE WOULD JUMP IN AND BAIL ME OUT HERE, BUT [LAUGHTER] WITH SOME BETTER WORDS [LAUGHTER]. >> I THINK I'M MORE INCLINED TO LEAVE THEM SEPARATE, CAUSE I WOULD BE AFRAID THAT SOMEONE MIGHT SUPPORT ONE AND NOT THE OTHER, AND THEN ENDS UP BEING A REALLY LARGE NUMBER AND THEN WE END UP WITH YOUR VOTES THAT WAY. I ALSO WONDER IF OUR HOUSING, IT'S SUCH AN ISSUE RIGHT NOW AND PEOPLE ARE REALLY TUNED TO IT THAT I WONDER IF WE SHOULD PUT DOWN TWO PROJECTS, THE MIDDLE SCHOOL AND JACKSON ELEMENTARY AND INCREASE THAT NUMBER. [NOISE] >> A LOT OF MONEY,. >> 36 MILLION FOR THE BRONC ACHIEVEMENTS, THAT WAS A LOT OF MONEY. I CAN SEE PEOPLE LOOKING AT THIS AND THEY'RE LIKE, "OKAY, YOU'RE SPENDING 36 MILLION FOR WHAT SOME PEOPLE MIGHT CONSIDER RECREATION AND ONLY LESS THAN HALF ABOUT FOR HOUSING." >> SHOULD WE? >> EXCUSE ME. >> SHOULD WE ADD SOMEWHERE IN THE BRONC ACHIEVEMENT CENTER? I DON'T REMEMBER READING THAT IN THERE. [00:15:04] THEN IT WOULD ALLOW MORE SPACE FOR OUR ALREADY OVERCROWDED GYMS FOR THE PUBLIC SOMEHOW. I DON'T HAVE TO PUT IT OUT THERE THAT THIS IS REALLY THE MAIN THING IS IT BENEFITS, IT GIVES US MORE SPACE IN THE HIGH-SCHOOL FOR OUR OVERCROWDING ISSUE. A BONUS IS THAT ALL THESE ALL THE PUBLIC COMMENTS WE'VE HAD ON THE BRONC ACHIEVEMENT CENTER. NOT ONE COMMENT, I BELIEVE IT'S BEEN ABOUT ACADEMICS. IT'S ALL BEEN ABOUT [LAUGHTER] EXTRA CURRICULAR. AND MOST OF THEM DON'T EVEN HAVE ANYTHING TO DO WITH THE SCHOOL DISTRICT. SO I THINK IT'S GOING TO BE ABLE TO SELL IT IF WE MAKE SURE THAT PUBLIC REMEMBERS THAT THEY'RE EXCITED ABOUT IT. >> SO THE SENTENCE THAT SAYS, BY MOVING SPACE INTENSIVE CLASSROOM TO OTHER MAIN HIGH-SCHOOLS, SPACE WILL BE FREED UP TO ALLOW FOR EXPANSION WITHIN THE SUBSTANTIALLY PROUD OF MAIN HIGH SCHOOL PERIOD. THEN INSERT ANOTHER SENTENCE GOING WITH WHAT YOU'RE SAYING. >> YEAH EXACTLY. >> RIGHT THERE SAYING. IT WILL ALSO ALLOW FOR ADDITIONAL ATHLETIC SPACE. [INAUDIBLE] >> YEAH. >> RECREATIONAL. >> RECREATIONAL SPEC. >> COMMUNITY RECREATIONAL [OVERLAPPING]. >> YES, [INAUDIBLE]. >> [NOISE] CAN I ASK A QUESTION? >> YEAH, GO AHEAD. >> HOW ARE THEY FUNDING THE NINE MILLION DOLLAR OVERRUN ON THE REC CENTER? >> ACTUALLY, I THINK THE OVERRUN WILL COME DOWN SUBSTANTIALLY. ONE OF THE THINGS I THOUGHT THEY HAD PROBLEM THERE WAS THAT THEY WILL HAVE TO DIG UP ALL THE DIRT AND HAUL IN NEW DIRT BECAUSE IT'S SO WET THERE AND I THINK THEY HAVE RESOLVED SOME OF THAT, SO THAT DECREASES THE COST. BUT IF THERE IS EXTRA MONEY, IT WILL JUST HAVE TO COME OUT OF THE TOWN AND COUNTY RESERVES. >> OKAY. BECAUSE THE LAST THING WE NEED IS FOR PEOPLE TO SAY, "YEAH, YOU NEED MORE MONEY FOR RECREATION. LOOK YOU STILL NEED NINE MILLION DOLLARS FOR THE REC CENTER." >> YEAH. >> YEAH. >> YEAH. THAT'S A GOOD POINT. OTHER THOUGHTS? ALAN, DID YOU HAVE ANY THOUGHTS? >> I CAN SEE GOING EITHER WAY ON EITHER COMBINING THEM OR LEAVING THEM SEPARATE. I GUESS, MY QUESTION IS JUST OUT OF IGNORANCE, WHAT IS THE TOTAL AMOUNT OF MONEY THAT WOULD BE AVAILABLE IN A SPEC VOTE? >> THAT'S THE INTERESTING QUESTION I THINK THE TOWN AND THE COUNTY WILL HAVE TO GRAPPLE WITH NEXT WEEK. I CAN'T REMEMBER HOW MUCH BUT PER YEAR SO MUCH COMES IN, I THINK 12 TO 15 MILLION. YOU DON'T EVER WANT YOUR SPEC TO GO TOO FAR OUT BECAUSE THEN IF THERE'S AN EMERGENCY, YOU DON'T HAVE AN ABILITY. YOU'VE GOT TO WAIT FOR THAT ONE TO FINISH BEFORE YOU CAN DO THE NEXT SPEC SO LIKE WITH [INAUDIBLE] SLIDE OR SOMETHING THAT YOU JUST NEVER THOUGHT YOUR COMMUNITY WAS GOING TO NEED. IN THE PAST, THERE WAS THIS UNWRITTEN RULE THAT THEY TRIED NOT TO HAVE A SPEC GO MORE THAN THREE YEARS, AND THAT'S ALL DEPENDENT ON, WELL, IF IT'S THREE YEARS AND YOU'RE COLLECTING SO MUCH PER YEAR AND THE TREASURER HAS OUR ESTIMATES OF HOW MUCH COMES IN EACH YEAR, THEN THE MOST PROJECTS THEY COULD AGREE TO PUT ON THERE IS X, WHATEVER THAT IS. IF WE'RE ASKING FOR ESSENTIALLY THIS IS 50 MILLION, THAT'S A HUGE ASK AND SO THAT DOESN'T ALLOW FOR MANY OF THE OTHER PROJECTS ON THERE. HOPEFULLY, THAT ANSWERS. I THINK THAT'S WHAT YOU'RE ASKING. >> YEAH, THAT'S WHAT I WAS ASKING. I JUST [INAUDIBLE] THAT [NOISE] WHEN WE BUILT THE HIGH SCHOOL, I THINK WE GOT THE FULL SPEC ON THAT ONE WHEN WE BUILT OUR CURRENT HIGH SCHOOL SO I WAS JUST WONDERING. >> NO, THAT'S A GOOD POINT. THAT'S WHY I THOUGHT IF WE'RE GOING TO DO THIS AND AGAIN, WE DON'T HAVE TO, BUT IF WE WERE, IT WOULD BE SMART TO TELL THEM NOW OUR NUMBERS AND WHAT WE ARE WANTING TO DO. I DON'T KNOW IF WE'D HAVE TO DECIDE NOW THAT WE WANT THEM COMBINED OR SEPARATE, JUST LETTING THEM KNOW WHAT THE TWO PROJECTS ARE. IT'S A LITTLE PRESUMPTUOUS OF THERE ACTUALLY MAYBE [LAUGHTER] WE [INAUDIBLE] OUT THE ACTUAL BALLOT LANGUAGE FOR THEM. [00:20:01] I THINK THE MAIN POINT WAS JUST TELLING THEM WHICH PROJECTS AND WHAT THE AMOUNTS WERE SO THAT THEY COULD START MAKING THEIR DELIBERATIONS. >> MAY I ASK A QUESTION? [LAUGHTER] >> [LAUGHTER] [INAUDIBLE] >> I'M SORRY, I WAS FORMULATING THE THOUGHTS IN MY MIND. IF THE BOARD LEAVES IT AS THIS AND WE SEND THE LETTER TOMORROW AND THEY SAY, "NO, WE'RE NOT GOING DO THIS." DO WE GET A SECOND BITE AT THE APPLE? CAN WE COME BACK TO IT? [OVERLAPPING]. >> YEAH. I THINK YOU COULD SEND THEM ANOTHER LETTER AND SAY, "HEY, WE UNDERSTAND WE WERE ASKING FOR TOO MUCH, WOULD YOU CONSIDER THIS OR WOULD YOU CONSIDER THAT?" I THINK EVERYTHING IS OPEN TO NEGOTIATIONS UP UNTIL MAY. I MEAN MAY IS WHEN THEY HAVE TO TELL THE CLERK WHAT THEY'RE DOING AND SO THERE'S A LOT OF WIGGLE ROOM TO KEEP TALKING FOR A LITTLE WHILE. >> WELL, THEN MAYBE IT'S GOOD TO KEEP IT SEPARATE UNTIL THE COUNTY AND TOWN HAVE CONSIDERED IT. BECAUSE IF THEY DECIDED THAT IT'S TOO MUCH, THEN THEY CAN DECIDE WHETHER TO PULL OUT THE 15 OR THE OTHER ONE, I SUPPOSE AND WE COULD GO BACK TO THEM. BUT THEN AT LEAST IT'S A CLEAN PROPOSITION FOR THEM. [NOISE] I'M WITH JANE ON THAT I THINK NOW WITH THAT EXPLANATION THAT YOU JUST GAVE [INAUDIBLE] >> OKAY. WELL, IF THERE'S ANY MORE DISCUSSION WE'LL OPEN UP THE PUBLIC COMMENT. ANY PUBLIC COMMENT HERE IN THE ROOM? ANY PUBLIC COMMENT ON WEBEX? IF YOU ARE WISHING TO GIVE PUBLIC COMMENT, RAISE A VIRTUAL HAND AND WE WILL CALL ON YOU. SEEING NO PUBLIC COMMENT, WE WILL CLOSE PUBLIC COMMENT AND BRING IT BACK TO THE BOARD. BASED ON ALL THOSE DIFFERENT AMENDMENTS WE MADE, WE MADE MOSTLY AMENDMENTS TO THE PROPOSITION LANGUAGE. DOES ANYONE HAVE ANY AMENDMENTS OR SUGGESTIONS FOR THE ACTUAL LETTER THAT GILLIAN WAS GOING TO SIGN HERE? ESSENTIALLY, IT JUST THANKS THEM FOR COMING AND HEARING OUR PRESENTATION. >> MR. CHAIR. >> SURE. JANINE. >> I WONDER IF WE REALLY NEED TO ASK FOR $36 MILLION FOR THE BRONC ACHIEVEMENT CENTER. >> MAYBE JUST DO THE HOUSING? >> I WONDER IF 30 MILLION WOULDN'T BE A BETTER NUMBER BECAUSE WE ARE GOING TO BE PAYING [OVERLAPPING] >> YOU STILL LIKE THE BRONC ACHIEVEMENT CENTER, YOU JUST THINK IT SHOULD BE A LOWER NUMBER? >> YEAH, BECAUSE I THINK NUMBER 1, I'M GOING TO PUSH REAL HARD TO GET THE STATE TO STEP UP AND DO THEIR PORTION AND IT'S PROBABLY MORE THAN SIX MILLION DOLLARS BY THE WAY. THEN TO KATE'S POINT THAT SHE'S BEEN REALLY BEATING THE DRUM ON ABOUT TAKING MONEY FROM THE REC DISTRICT AND STARTING SOME OF THE DESIGN WORK AND SOME OF THAT, THAT'LL TAKE THAT THAT 36 DOWN. I DON'T KNOW, I JUST WONDER. >> THE ONLY REASON I LIKE THE BIG NUMBER IS EXACTLY WHAT WE WERE TALKING EARLIER ABOUT THE COUNTY AND REC CENTER. I GET REALLY NERVOUS THAT WE GET THE SPEC PASSED AND THEN WE GO TO BUILD AND WE DON'T HAVE ENOUGH MONEY TO DO WHAT WE INTENDED TO DO. BUT I ALSO THINK THE COUNTY AND THE TOWN WILL REALLY LOOK AT OUR NUMBERS AND THEY'LL COME BACK AND GO, "WE LIKE YOUR BRONC ACHIEVEMENT CENTER BUT WOULD YOU SETTLE FOR?" MAYBE THEY TELL US A LOWER NUMBER. [INAUDIBLE]. >> WE FINISHED THIS PROJECT AND THERE'S FIVE MILLION DOLLARS LEFTOVER THAT WE DIDN'T USE. >> IT GOES INTO AN O&M ACCOUNT. >> SO THEN WE JUST HOLD THAT FOR OPERATING AND DEPRECIATION? >> CORRECT. THE REASON I THINK WE'RE GOING TO NEED AN O&M ACCOUNT IS BECAUSE I DON'T KNOW THIS, BUT I'M GUESSING, MAJOR MAINTENANCE MAY NOT COVER SOME OF IT, RIGHT? KRISTIN. >> [INAUDIBLE] >> YEAH. THAT'S THE BIGGER PROBLEM WITH THIS WHOLE BROCHURE ACHIEVEMENT. >> THAT IS A GOOD REASON TO LEAVE THE MONEY. >> WE NEED OUR FACILITIES AND TALENT. >> NEED WHAT? >> FACILITIES AND TALENT. TO BE FORMED [LAUGHTER] >> IT FEELS GREAT, THE ENDOWMENT. [LAUGHTER] >> YOU'RE TOTALLY CORRECT. >> IT'S WHAT THE UNIVERSITY DOES. >> YEAH. [00:25:02] >> ANY OTHER DISCUSSION? ANYONE WISH TO MAKE A MOTION? >> I'M HAPPY TO MAKE THE MOTION. [OVERLAPPING] >> I DON'T QUITE KNOW WHAT THE MOTION. >> OH, IT'S RIGHT THERE. >> IT'S RIGHT THERE. >> I CAN'T READ THAT ONE. >> WELL, I CAN READ THAT ONE. [INAUDIBLE] [LAUGHTER] >> SOMEDAY YOU CAN BE AS OLD AS ME AND YOU'LL SEE IT. [LAUGHTER] I MAY HAVE TO APPROVE THE FOLLOWING PROJECT [OVERLAPPING] I NEED TO APPROVE THE FOLLOWING PROJECTS AND BALLOT LANGUAGE BE IN PLACE ON THE 2022 SPECIAL PURPOSE EXCISE TAX BALLOT AS AMENDED FOR THE TETON COUNTY BOARD OF COUNTY COMMISSION AND DONALD JACKSON COUNCIL MEMBERS CONSIDERATION AS AMENDED. >> I SECOND. >> SECOND. >> SECOND. >> DISCUSSION? >> ALLEN, I CAN'T SEE YOU, SO I'LL JUST CALL ON YOU, MAKE SURE YOU DIDN'T HAVE ANYTHING. >> NO, NOTHING FURTHER. I'M AGREEING WITH EVERYTHING THAT WE'VE DONE SO FAR. >> OKAY. >> SEEING NO FURTHER DISCUSSION. ALL THOSE IN FAVOR SAY AYE. >> AYE. >> AYE. >> AYE. >> ALL THOSE AGAINST? THAT PASSES. THAT IS THE ONLY ITEM WE HAVE ON OUR AGENDA TONIGHT, AND I APPRECIATE EVERYBODY FINDING THE TIME. >> WAIT. >> YEAH, I SEE YOU. GO AHEAD. >> I'M WONDERING WHAT WE SHOULD BE DOING NOW TO CONVINCE THE BOARD OF COUNTY COMMISSIONERS AND THE JACKSON TOWN COUNCIL THAT THEY OUGHT TO DO SCHOOL DISTRICT. WHAT KIND OF ADVOCACY SHOULD WE BE DOING? ANYBODY HAVE ANY IDEAS? BECAUSE I THINK IF WE JUST SIT AND DON'T TALK TO THEM ABOUT IT PRETTY AGGRESSIVELY, THAT NOTHING WILL HAPPEN FOR US, I'M AFRAID. >> NO, VERY TRUE STATEMENT. THOUGHTS? >> ANY IDEAS? >> WELL, WE CAN CERTAINLY START MAKING SOME INDIVIDUAL CONTACTS WITH THE PEOPLE WE KNOW. I WAS AT THE BASKETBALL GAME FRIDAY NIGHT AND I STOOD WITH [INAUDIBLE] FOR QUITE A WHILE. [LAUGHTER] HE IS QUITE A GOOD ADVOCATE, HE STRONGLY SUPPORTS THE SCHOOL DISTRICT AND OUR NEEDS, AND HE'S VERY GOOD AT EXPLAINING THE NEEDS OF THE HIGH SCHOOL. HE TOTALLY GETS IT. I THINK THAT'S A REAL POSITIVE TO HAVING HIM ON THE TOWN COUNCIL TO HELP EXPLAIN THE NEED TO HIS FELLOW COUNCIL MEMBERS. BUT MAYBE IF WE COULD ALL MAYBE REACH OUT TO DIFFERENT ONES THAT WE KNOW. THEY'RE GOING TO HAVE A GYM MEETING THE FIRST WEEK OF MARCH, SO WE'LL NEED TO MAKE SURE THAT WE'RE THERE AND MAYBE EVEN REACH OUT TO THEM TO SEE IF THEY WOULD LIKE A SHORT PRESENTATION AS TO OUR PROJECT PROPOSAL. THAT'S SOMETHING THE SUPERINTENDENT COULD PRESENT TO THEM. EVEN THOUGH THEY'VE SEEN IT HERE, I DON'T THINK ALL OF THEM WERE HERE. WE COULD REPEAT IT AGAIN OR A PORTION OF IT AT THAT MEETING, SO AT LEAST THEY KNOW ABOUT IT. >> DO YOU HAVE THE DATE ON THAT? >> I DON'T. >> I THOUGHT I SAW MARCH 9TH. [OVERLAPPING] >> YES. [OVERLAPPING] IT'S GOING TO BE THE FIRST MONDAY OF MARCH. >> THAT MAKES SENSE. >> SECOND? >> OKAY. [NOISE] >> TRUSTEE MEAD, DID YOU HAVE SOME THOUGHTS ON WHAT WE COULD DO? >> WELL, YEAH, I THINK IT'S REALLY IMPORTANT TO APPROACH. I THINK THE COUNTY COMMISSION IS MAYBE THE ORGANIZATION THAT HAS LESS KNOWLEDGE OF THE SCHOOL DISTRICT OPERATIONS NOW. I DON'T THINK ANY [NOISE] [INAUDIBLE], I DON'T THINK ANYBODY HAS LITTLE [NOISE] KIDS OR BIG KIDS. BUT IT JUST SEEMS TO ME MAYBE, I DON'T MEAN TO SOUND LIKE A CONSPIRACY THEORIST, [NOISE] BUT SOMETIMES IT IS SEEMED THAT FOR THE [INAUDIBLE] PROJECT, THE FIX IS IN LONG BEFORE THEY HAVE THEIR LAST MEETING. I SUSPECT THAT MEANS THAT WE REALLY SHOULD PRETTY AGGRESSIVELY APPROACH IT AS SOON AS POSSIBLE TALKING TO DIFFERENT PEOPLE ASSOCIATED WITH THE COUNTY. KEITH, ARE THERE ANY AGENCY PEOPLE WHO WE SHOULD TALK TO? >> YEAH, IT'S PROBABLY BEST [OVERLAPPING] FOR THE SUPERINTENDENT TO REACH OUT TO ALYSSA AND LARRY AND MAKE SURE THAT THEY AT LEAST. ALYSSA WAS REALLY KIND. SHE CAME TO OUR MEETING, [00:30:02] SHE HEARD THE WHOLE PRESENTATION. BUT IT'S PROBABLY SMART IF THE SUPERINTENDENT REACHED OUT TO [NOISE] BECAUSE LARRY WASN'T AT THAT MEETING. NO, TO REACH OUT TO LARRY AND GO THROUGH SOME OF THE NUMBERS WITH HIM BECAUSE I THINK WHAT'S REALLY IMPORTANT TO STRESS TO BOTH THE TOWN AND THE COUNTY IS HOW MUCH WORK WE'VE PUT INTO THIS. WE DIDN'T JUST COME UP WITH THIS OUT OF THE BLUE. WE SPENT THE WHOLE LAST YEAR DOING A LONG-RANGE FACILITIES PLAN. WE HIRED CHRISTINE WALKER OUT TO NAVIGATE, TO HELP US WITH THE HOUSING STRATEGIC PLAN. WE'VE GONE THROUGH ALL THIS WORK, TRIED TO NARROW IT DOWN TO WHAT WE THOUGHT WAS THE BEST PROJECTS THAT WOULD HELP OUR STUDENTS THE BEST, AND THAT'S MAKING THE HIGH SCHOOL MORE EFFICIENT AND HELPING FIND HOUSING FOR OUR TEACHERS AND STAFF. THAT'S THE MESSAGE. BECAUSE SOMETIMES, SOME OF THESE OTHER [INAUDIBLE] PROJECTS, THEY JUST SHOW UP. I THINK THAT'S THE HUGE ADVANTAGE THAT WE HAVE IS THAT WE SPENT A LOT OF TIME RESEARCHING AND STUDYING AND WE HAVE LOTS OF DIAGRAMS AND MAPS AND NUMBERS. WE'VE WORKED OUT NUMBERS. >> [OVERLAPPING] LOTS OF PEOPLE TO PROVE BECAUSE LOTS OF PEOPLE HAVE BEEN ATTENDING [LAUGHTER] OUR MEETINGS. >> YES. [LAUGHTER] >> TESTING. >> TRUE. >> THE GYM MEETING IS ON MARCH, THE 7TH DAY OF A JOINT RETREAT ON MARCH THE 8TH. I AM GOING TO DINNER WITH THE COUNTY TONIGHT AND THE TOWN TOMORROW. >> OH, EXCELLENT. >> WELL, THERE WE GO. WE'RE DONE. [LAUGHTER]. >> WELL, YOU JUST CONVINCE THEM ON THOSE TWO NIGHTS. >> I WILL WORK ON IT. [LAUGHTER] >> PLEASE, I DON'T WANT TO BRING UP A SORE SUBJECT, BUT I REMEMBER JESSICA SELL CHAMBERS BRINGING UP THAT [OVERLAPPING]. >> I'LL STAY OUT OF ALL THAT. [INAUDIBLE], THE TOWN ATTORNEY WILL HANDLE ALL THE STUFF FOR BOTH THE TOWN AND COUNTY. >> YEAH. I THINK THAT'S A GOOD IDEA AND JUST BECAUSE OF MY PERCEPTION OF WHERE SHE WAS GOING WITH THAT, I WOULD SUGGEST THAT MAYBE WHO IS OUR VICE PRESIDENT OF OUR BOARD? >> ME. >> BILL IS. >> THAT BILL DO THE PRESENTATION RATHER [OVERLAPPING] THAN YOU. I DON'T KNOW WHY. >> VERY GOOD POINT. >> YEAH. >> YES, TOTALLY AGREE. >> THANK YOU. >> I WOULD ENTERTAIN A MOTION TO ADJOURN. >> SECOND. >> SECOND. >> ALL IN FAVOR SAY AYE. >> AYE. >> AYE. >> WE'RE ADJOURNED. THANK YOU. * This transcript was compiled from uncorrected Closed Captioning.
