>> [LAUGHTER] JOIN ME IN THE PLEDGE OF ALLEGIANCE. [A. Call to Order] [00:00:32] YOU ARE ALL PRESENT, ALL TRUSTEES WITH JADINE PESKY ON ZOOM WITH US OR GUESS IT'S WEBEX. ARE OUR THINGS WITH CHEYENNE? NO WAY. THANK YOU. THEY CANCELED SCHOOL TODAY HERE. THEY RECEIVED WHAT? TWO INCHES? [LAUGHTER]. THREE. WE'LL GO OVER OUR VALUES. WE VALUE OF STUDENTS. WE VALUE TRUST, KINDNESS, AND RESPECT. WE TRUST CHALLENGING STANDARDS. WE TRUST FAIRNESS AND EQUITY. WE VALUE RESILIENCE AND PERSEVERANCE, AND WE VALUE PERSONAL ACHIEVEMENT. [B. Approval of the Agenda] WOULD ENTERTAIN A MOTION TO APPROVE THE AGENDA FOR TONIGHT. SECOND. SECOND. WE MOVED AND SECONDED TO APPROVE THE AGENDA. ALL THOSE FOR APPROVAL SAY AYE. AYE. THOSE OPPOSED. WE ARE NOW UP TO THE SUPERINTENDENT'S REPORT. [C. Superintendent's Report] THANK YOU, TRUSTEES, GILLIAN, CHAPMAN, SUPERINTENDENT. I HAVE A LOT OF CELEBRATIONS TONIGHT. UNFORTUNATELY NONE OF THEM WERE ABLE TO COME. WE'LL HAVE A REALLY BIG CELEBRATION IN APRIL. JUST TO GIVE YOU THE SPOILER ALERT, WE HAVE SPECIAL OLYMPIANS, THAT WILL BE HONORING, STATE BOYS AND GIRLS CHAMPIONS IN BOTH ALPINE AND NORDIC. HOPEFULLY WE'LL ALSO HAVE MORE AN UPDATE ON ROBOTICS THAT WILL BE HAPPENING IN APRIL. THEY MADE IT TO NATIONALS. WE'LL ALSO BE HAVING AN UPDATE ON SPEECH DEBATE. APRIL WILL BE A BIG MONTH OF CELEBRATIONS. EVERYONE I CAN CERTAINLY SAY WE'RE CELEBRATING HOW WELL THE LAST COUPLE OF WEEKS HAVE GONE IN OUR SCHOOLS AND THAT SPRING BREAK IS SOON UPON US. [LAUGHTER] THOSE ARE MY CELEBRATIONS FOR THE EVENING. [LAUGHTER] THE NEXT ITEM IS DISTRICT LEADERS REPORT. IF YOU HAVE QUESTIONS, WE'D BE MORE THAN HAPPY TO ANSWER THOSE. ANYONE HAVE ANY QUESTIONS? IF WE DON'T WE SHOULD MOVE ON. MAYBE WE GO BACK. I DID HAVE A QUESTION I CAN'T REMEMBER IT NOW. [INAUDIBLE] FIND IT? OKAY. I'LL JUST GO AHEAD I'LL FIND IT. THAT'LL GIVE AJ SOME TIME TO GET SET UP FOR HIS WHITE TOP. HERE YOU GO. AJ HERE IT SAID EDUCATIONAL ENROLLMENTS LATER. [LAUGHTER] TRUSTEES, CHAIR, WE HAVE TONIGHT A WINTER DATA REVIEW. THIS CAME OUT OF THE REQUEST FROM LAST MONTH FOR SIMILAR DATA. THERE'S A FEW THINGS THAT THIS WILL COVER. ONE IS THE MATH QUESTION THAT WAS ASKED AROUND THE CHANGE BETWEEN FIFTH AND SIXTH GRADE MATH. THE OTHER IS A GENERAL LOOK AT DATA. THEN FINALLY, THERE IS A PIECE IN HERE WITH AN ATTEMPT TO ANSWER TRUSTEE BRONSTED AND I THINK TRUSTEE MEADE QUESTION AROUND HOW WE'RE GOING TO LOOK AT MEASURING THE EFFICACY OF THE NEW POSITIONS AND THE NEW THINGS THAT WE'RE DOING FOR THE ACER GRANT. THAT'S WHAT YOU'RE GOING TO SEE TONIGHT. GO AHEAD WITH THE FIRST SLIDE. THIS IS ONE THAT YOU SAW LAST YEAR. LAST WINTER, I ADDED JUST ONE MORE BAR TO IT. IT IS WINTER OVER WINTER OVER WINTER. THE FIRST BAR IS WINTER 2020 PRE-COVID. THEN WE HAVE THE COVID DIP IN THE MIDDLE AND THEN COMING BACK ON THIS SIDE WITH 22. THE GOOD NEWS THERE IS THAT THAT DARK GREEN BAR IS THE MOST RECENT. [00:05:04] IN MOST GRADES, WE'RE EITHER COMING BACK TO OR MOVING PAST WHERE WE LOST GROUND IN COVID. ANY QUESTIONS WITH THAT ONE? GO AHEAD. TAKEN OUTER BAND IS THE WRITING. THE WRITING IS 20 PERCENT OF THE ELA SCORE. WE PULLED OUT WRITING JUST TO TAKE A LOOK AT HOW WE'RE DOING THERE. WRITING AND MATH WERE HIT THE HARDEST OVER COVID. THIS IS JUST A ONE YEAR AND JUST LOOKING AT HOW WE'RE DOING COMPARED TO THE STATE. THIS YEAR WE SEE A SLIGHT DIP IN FIFTH GRADE, WHICH IS SOMETHING THAT THE ADMIN ARE LOOKING AT AND WE'LL BE WORKING ON. AGAIN, THIS IS PROFICIENCY TOWARDS END OF THE YEAR. ELA, OFTENTIMES WE DO SEE SOME GROWTH BUT NOT HUGE AMOUNTS. OFTENTIMES YOU DON'T SEE A GIANT INCREASE FROM WINTER TO SPRING. GO AHEAD. HERE IS MATH. IT'S THAT SEEM SLIDE AS THE ELA. MATH, WE DO CONTINUE TO SEE MORE GAINS BECAUSE SOME OF THOSE STANDARDS ARE NEW TO STUDENTS AND THEY HAVEN'T ENCOUNTERED THEM BEFORE. WHEREAS ELA SITS ON ANCHOR STANDARDS. IN MATH, AGAIN I THINK WE SAW THAT PRETTY BIG DIP DURING THE COVID YEARS, COMING BACK OUT ON THE OTHER SIDE OF IT. IT LOOKS LIKE WE'VE EITHER MADE UP MOST OF THE GAINS OR SURPASSED A LITTLE BIT IN TENTH GRADE. BUT AT LEAST ON TRACK TO COME BACK TO WHERE WE WERE PRIOR TO THE COVID DIP. THE GRAY BAR IS THE STATE, SO IN MOST GRADES WE ARE STILL OUT-PERFORMING THE STATE BY A FAIR MARGIN. ANY QUESTIONS ON THAT ONE? QUIET GROUP TONIGHT. [LAUGHTER] GO AHEAD. HERE IS THE SIXTH GRADE CONVERSATION FOR MATH. WHAT YOU'RE SEEING HERE ARE ALL OF THE DIFFERENT DOMAINS THAT ARE ASSESSED IN SIXTH GRADE. MANY MORE THAN FIFTH. THE PURPLE BAR IS THIS WINTER FOR TCSD. THE GRAY BAR IS THE STATE OF WYOMING. WHAT YOU'LL SEE IS THAT OVERALL PROFICIENCY ON THE FAR LEFT IS FAIRLY LOW FOR BOTH US AND THE STATE AND WERE UNDER-PERFORMING THE STATE. WHEN YOU BREAK IT DOWN INTO THE DIFFERENT DOMAINS, WHAT YOU'LL SEE IS THAT EXPRESSIONS AND ALGEBRAIC EQUATIONS, THAT'S A DOMAIN THAT IS ALMOST 30 PERCENT OF THE SIXTH GRADE MATH. IT'S THE ONE WHERE WE'RE UNDER-PERFORMING BY THE WIDEST MARGIN. IT IS A HUGE STEP UP FROM FIFTH GRADE. IN THAT DOMAIN IN FIFTH GRADE OR THE CORRESPONDING DOMAIN, WE ACTUALLY SHOW THAT WE'RE DOING FAIRLY WELL WITH PROFICIENCY. IT'S A BIG JUMP TO SIX. THERE'S A LOT OF THINGS GOING ON IN THIS DOMAIN. IT'S MOSTLY STORY PROBLEMS, A LOT OF LANGUAGE SO REALLY CHALLENGING FOR SOME OF OUR STUDENTS THAT ARE STILL LANGUAGE LEARNERS. INSTEAD OF IT, THEY'RE MULTI-STEP EQUATIONS AND NO CALCULATOR. TRUSTEE [INAUDIBLE], DID YOU HAVE A QUESTION? >> THANK YOU, MR. CHAIR I DO [INAUDIBLE]. >> NOW YOU'RE OKAY. >> I DIDN'T MUTE IT. >> AM I OKAY NOW? >> THERE YOU GO. WE CAN HEAR YOU. >> CAREN, DOES THIS HAVE ANYTHING TO DO WITH THE FACT THAT FOR DUAL IMMERSION WHICH IS MATH IN SPANISH? >> I'M GOING TO SAY NO, NOT THAT WE CAN TELL. AS A MATTER OF FACT, WE HAVEN'T SEEN A LOT OF OBVIOUSLY, NOW MATH IS IN BOTH ENGLISH AND SPANISH. BUT EVEN WHEN MATH WAS IN SPANISH, WE ACTUALLY NEVER SAW A LARGE DEEP, SOME STUDENTS HAD A HARD TIME WHEN THEY ENTERED INTO 6TH GRADE, BUT BY THE END OF 6TH GRADE, WHEN THEY TOOK THAT SUMMATIVE ASSESSMENT, WE ACTUALLY REALLY NEVER SAW ANYTHING IN THOSE SCORES TO INDICATE THAT IT WAS A PROBLEM IN OUR DATA. [00:10:04] >> FOLLOW-UP QUESTION, MR. CHAIR. >> SURE. >> CAREN, THESE STUDENTS WERE NOT IMPACTED BY THE CURRICULUM ADJUSTMENT THAT HAPPENED A FEW YEARS AGO, RIGHT? >> WELL, THAT'S A REALLY GREAT QUESTION. THESE STUDENTS HAVE HAD A FEW DIFFERENT RESOURCES. THEY PROBABLY ARE NOT IMPACTED. I WOULD HATE TO SAY FOR SURE ANYTIME THAT YOU SWITCH RESOURCES DURING THE MIDDLE, YOU HAVE A LEARNING CURVE, BUT I WOULD SAY THAT WE'VE HAD BRIDGES LONG ENOUGH NOW THAT THE PROBABILITY IS LOW THAT THAT WAS THE IMPACT. IT IS JUST A DOMAIN THAT IS, FOR A LOT OF OUR STUDENTS, REALLY CHALLENGING. I THINK THERE ARE SOME AREAS WHERE OUR 5TH GRADE OR OUR ELEMENTARY MATH INTERVENTIONIST HAS LOOKED AT THIS DATA. WE LOOKED AT IT WITH THE 5TH GRADE MATH TEAMS. THERE ARE SOME THINGS THAT WE CAN DO AND ARE PLANNING TO DO TO HELP THESE STUDENTS BE BETTER PREPARED. I CAN GO THROUGH THOSE IF YOU WANT, BUT SHE HAS A REALLY NICE PLAN TO WORK WITH THE 5TH GRADE TEACHERS AFTER THE SPRING [INAUDIBLE] TO START PREPPING THEM FOR THIS DOMAIN. THEN ALL THE WAY UP TO AND INCLUDING THIS BEING THE FOCUS DOMAIN IN 6TH GRADE MATH FOR SUMMER SCHOOL. >> THANK YOU. >> IS IT POSSIBLE TO LOOK AT 7TH GRADE? BECAUSE OF THAT SAME OR THE TOTAL SCORE IS IN 7TH GRADE ARE LOW AS WELL, THAT WOULD TELL US THAT WE'RE NOT GETTING ACROSS WHAT WE NEED TO DO FOR SUBSEQUENT GRADES, RIGHT? >> YEAH. THANK YOU SO MUCH FOR THAT. NEXT SLIDE. THIS IS THAT DOMAIN OVER TIME. WELL, OUR 6TH GRADERS ARE HEAVILY IMPACTED. YOU CAN SEE THAT 7TH AND 8TH ACTUALLY DO A REALLY NICE JOB. THE 6TH GRADE TEACHERS ARE HITTING IT HARD, IT STARTS TO REALLY SHOW UP AS SUCCESSFUL IN 7TH AND 8TH. NOW, REMEMBER THESE DOMAINS SCORES ARE A TINY BIT MISLEADING. THEY'RE NOT NECESSARILY PROFICIENT. THESE ARE APPROACHING TO HONOR ABOVE WHEN YOU GET THE DOMAIN SCORE. THAT 93 PERCENT DOESN'T MEAN ABSOLUTELY THAT ALL THOSE STUDENTS WILL BE PROFICIENT, BUT THEY'RE REALLY CLOSE TO. WE HAVE A LOT OF KIDS SITTING ON THAT BUBBLE, EVEN IF THEY'RE JUST A TINY BIT UNDER. THIS IS THE REALLY GREAT NEWS AND THE GOOD JOB THAT THE MENTAL SCHOOL IS DOING, IS THAT WHEN YOU LOOK AT THAT DOMAIN OVER TIME, THAT 8TH GRADE IS REALLY IMPRESSIVE. >> ONE ADDITIONAL THING I'D LIKE TO ADD, I THINK WHEN YOU LOOK AT THE 7TH AND 8TH GRADE, AND THE GAINS THAT ARE MADE ARE PRETTY IMPRESSIVE. THEY ALSO HAVE THE ADDED ADVANTAGE OF WORKING TOGETHER AS A DEPARTMENT. WHEN YOU'RE A MIDDLE SCHOOL MATH TEACHER YOU'RE TOGETHER WITH 6TH GRADE TEACHERS, 7TH GRADE TEACHERS, 8TH GRADE TEACHERS, AND SO YOU HAVE THAT BENEFIT OF VERTICAL ALIGNMENT. WE DON'T HAVE THAT BENEFIT OF VERTICAL ALIGNMENT RIGHT NOW BETWEEN 5TH AND 6TH GRADE. THAT'S SOMETHING THAT WE DON'T HAVE THE TIME WITHIN THE DAY WHERE WE CAN GET THOSE TEACHERS TOGETHER. SO THAT YOU KNOW COMING UP IN OUR AGENDA IS AN ITEM THAT WE ARE REQUESTING IS TO HAVE SOME IN-SERVICE TIME. THIS IS A PERFECT EXAMPLE OF HOW THAT TIME COULD BE USED, IS TO GIVE US THE OPPORTUNITY TO HAVE THAT VERTICAL ALIGNMENT BECAUSE THE 6TH GRADE TEACHERS AND THE 5TH GRADE TEACHERS NEED THAT CHANCE TO FIGURE OUT WHAT THE 6TH GRADE KIDS ARE MISSING FROM 5TH GRADE, AND THAT IS A BIG LEAP, FROM 5TH TO 6TH, PREDOMINANTLY IN THAT LANGUAGE PIECE. THERE'S A LOT OF OTHER STRATEGIES THAT CAREN AND JAMINE ARE WORKING WITH THE TEACHERS TO MAKE SURE THAT WE DON'T SEE THIS CONCERN OR PATTERN CONTINUE. >> THE OTHER PIECE THAT SHOULD BE NOTED IS 7TH AND 8TH GRADE DO ALLOW CALCULATORS. SO THE ASSESSMENT DOES CHANGE TO GIVE A LITTLE BIT MORE SUPPORT TO STUDENTS. >> MR. CHAIR. >> YES. >> CAREN, IF THAT'S THE CASE, AND OUR KIDS ARE GETTING CAUGHT BY 7TH AND 8TH GRADE, WHY ARE WE WORRYING ABOUT THIS? ABOUT ITS WORK. [00:15:04] >> THAT'S A GREAT QUESTION. WHEN WE LOOKED AT IT, WE HAD THE SAME QUESTION. ONE OF THE THINGS THAT WE CAME UP WITH, IT'S LIKE, WELL, SHOULD WE BE CONCERNED YES OR NO? I THINK THE ANSWER IS NOT REALLY, THEY'RE CATCHING UP. HOWEVER, THAT LANGUAGE PIECE IS SOMETHING THAT IS REALLY IMPORTANT, WHETHER IT'S READING A PROMPT OR WHETHER IT'S READING A STORY PROBLEM, OR IT COMES ACROSS IN ANY NUMBER OF WAYS, ACROSS ALL CONTENT. WHEN WE SAW THAT THE 6TH GRADE SCORES WERE THE MOST HEAVILY IMPACTED IN THE DOMAIN, THAT HAS A LOT OF STORY PROBLEMS AND IT'S REALLY LANGUAGE HEAVY. WE THOUGHT THAT IT WOULD BE BENEFICIAL TO SPEND SOME TIME REALLY LOOKING AT THE LANGUAGE PIECE. HOW DO YOU BREAK DOWN A STORY PROBLEM? SPEND SOME TIME ON THAT BECAUSE WE THOUGHT THAT THAT ACTUALLY COULD BENEFIT ALL CONTENT IN SIX. >> IS CUMULATIVE. SO WHERE IS THE 7TH GRADE TEST? ALSO HAVE STORY [OVERLAPPING]. >> YEAH. THAT DOMAIN IS HEAVILY. IT'S ACTUALLY A LARGER PART OF THE TEST IN 6TH THAN IT IS IN 8TH. IT'S NO LONGER 30 PERCENT IN 8TH. THE AMOUNT OF QUESTIONS GOES DOWN A LITTLE BIT AS THE GRADES GO UP. BUT YES, STORY PROBLEMS ARE THERE. NEXT ONE. AGAIN, FROM LAST YEAR WE HAVE A RELATIVELY NEW ASSESSMENT, DIBELS 8 COMPOSITE, WHICH WE'RE ALSO PILOTING THIS YEAR IN SPANISH. WE DON'T HAVE ALL THE SPANISH SCORES YET. WE ARE JUST PART OF A NATIONWIDE PILOT, BUT WE'LL BE ABLE TO HAVE SPANISH LANGUAGE ARTS AS WELL. FOUNDATIONAL SKILLS WAS OBVIOUSLY ONE OF THE BIG REASONS WHY WE CHANGED THE RESOURCE AND ONE OF OUR BIG FOCUSES IN TCSD. WHAT YOU'RE LOOKING AT IN THESE GRAPHS IS KINDER 1ST AND 2ND GRADE. THAT MOY IS MIDDLE OF THE YEAR. YOU'LL HAVE MIDDLE OF THE YEAR LAST YEAR, AND MIDDLE OF THE YEAR THIS YEAR IN THOSE THREE GRADES, AND THIS IS THE COMPOSITE SCORE. THIS IS A SCORE MADE UP OF UP TO SIX ASSESSMENTS PER STUDENT. JUST LOOKING AT WHERE WE ARE AS A DISTRICT, WE DEFINITELY SEE SOME GAINS THERE. WHAT I LOOK AT HERE ARE THE NUMBER OF KIDS, THAT ARE THE FARTHEST FROM AND REALLY WORKING TO REDUCE THAT NUMBER. THEN IT WILL BE NOW THOSE KIDS THROUGH. THIS IS A REALLY POSITIVE TREND FOR THE DISTRICT. >> LOOKS LIKE TRUSTEE TESKE HAS A QUESTION. >> I'M SORRY. TRUSTEE TESKE. >> THANK YOU, MR. CHAIR. GILLIAN, IS THIS JUST GOING TO SURVIVE THE K3 READING [OVERLAPPING] FOCUS OF THE LEGISLATURE? BECAUSE IT'S COMING BACK AGAIN THIS NEXT GENERAL. >> TRUSTEE TESKE, [INAUDIBLE] GRADE, IT SHOULD. DIBELS 8 IS PROBABLY ONE OF THE BEST SCREENERS OUT THERE. IT ABSOLUTELY SHOULD BE ONE OF THE SCREENERS THAT IS SELECTED BY THE STATE SUPERINTENDENT, IF THAT'S THE ROUTE THEY TAKE. I THINK DR. SWIN TASKY, AND KAREN ARE SORT OF GIVING US THEIR VOTE AS WELL. THEY'RE NODDING AND SAYING," YEAH, WE THINK IT WILL." DO YOU HAVE ANYTHING TO ADD? LAST YEAR WHEN THAT LEGISLATION FIRST CAME UP AND WE CHECKED ON IT, THERE WERE THREE SCREENERS THAT WE'RE COMING TO THE TOP OF THE LIST FOR WDE, AND THIS IS DEFINITELY ONE OF THEM. OKAY. IT DOES HAVE THE REQUIRED DYSLEXIA SCREENER. IT HAS ADDITIONAL MEASURES THAT WE'VE ACTUALLY NEVER HAD ACCESS TO AS A DISTRICT. WE'RE REALLY EXCITED ABOUT THOSE ADDITIONAL MEASURES, AND THOSE REALLY DO EXPLICITLY MEET THE DYSLEXIA SCREENING PIECE. I WOULD SUGGEST THAT YOU ALL START TALKING WITH WDE, AND GETTING YOUR FOOT IN THE DOOR. THAT'S A GOOD SUGGESTION. THANK YOU. I THINK IT'LL ALSO BE IMPORTANT TO BE SURE THAT WDE IS AWARE AND WE'VE DONE A GOOD JOB. I BELIEVE, IN ADVOCATING FOR HAVING BOTH THE ENGLISH AND THE SPANISH AND WHY IT'S SO IMPORTANT TO HAVE BOTH. WE'LL CONTINUE TO DO THAT, EVEN THOUGH WE'RE ONE OF THE FEW DISTRICTS IN WYOMING THAT THAT WOULD BE IMPORTANT FOR, [00:20:02] SO THE OTHER DISTRICTS I'M NOT SURE THAT THEY WOULD AGREE. HOWEVER, EVEN IF IT'S NOT ONE OF THE SCREENERS, WE WOULD MOST LIKELY CONTINUE TO USE IT BECAUSE THAT'S HOW WE GET OUR BEST INFORMATION, AND WE KNOW HOW TO SUPPORT STUDENTS EVEN BETTER. [OVERLAPPING] BUT YOU KNOW, WE ARE THE MOST IMPORTANT DISTRICT. [LAUGHTER] THIS IS A REALLY HIGH-QUALITY SCREENER. I MEAN IT WOULD BE REALLY HARD TO IMAGINE THEM NOT ALLOWING US TO CONTINUE WITH IT. JANINE, I MISUNDERSTOOD. YOU SAID THE K3 ASSESSMENTS IS COMING BACK. DID IT FAIL? NO, IT PASSED THIS TIME, FOR SOME REASON THEY THINK THEY NEED TO CONTINUE TO STUDY IT, CONTINUE TO GIVE US DIRECTION. OKAY. DO ONE MORE. THIS IS A BREAKOUT OF ONE OF THE MEASURES, PHONEMIC AWARENESS. THIS IS ONE THAT WE WERE FOCUSING ON HEAVILY. WE FOUND THIS WAS SOMETHING THAT OUR OLD SCREENER DIDN'T PICK UP WELL, NOR DID OUR OLD RESOURCE ADDRESS WELL. [NOISE] [LAUGHTER] SO, THIS IS A REALLY IMPORTANT MEASURE FOR US, AND SO I BROKE THIS ONE OUT SEPARATELY, JUST TO SHOW THIS IS IN K1, AND YOU LOOK AT THE FIRST GRADE AND THAT'S THE MOST IMPRESSIVE NUMBER THAT WE HAVE. BECAUSE THOSE FIRST GRADERS, EVEN COMING INTO THE END OF LAST YEAR STAYED RELATIVELY. THIS WAS A TOUGH MEASURE FOR US. REALLY EXCITED ABOUT THE WORK THAT BOTH KINDER AND FIRST IS DOING WITH THIS PARTICULAR MEASURE. GO AHEAD. FINALLY, THIS IS AN ATTEMPT FOR THE ESSER GRANT MEASUREMENT. [NOISE] WHAT WE DID IS WE CREATED COHORTS OF STUDENTS, BIG, LARGE COHORTS, ALMOST LIKE A BIG GIANT SCREENER. THIS HAS BEHAVIOR, ACADEMICS, AND ATTENDANCE. IF YOU MEET ANY ONE OF THESE RISK CATEGORIES, THEN YOU FALL INTO THE MIDDLE BLUE BAR, STUDENTS WITH AT LEAST ONE RISK INDICATOR. THIS IS FROM SPRING DATA LAST YEAR, AND WILL BE RUNNING THIS EVERY YEAR THROUGHOUT THE MEASUREMENT OF THE GRANT. IT'S A PRETTY SIMPLE WAY FOR US TO GET A FEEL OF IN A BIG PICTURE K12, HOW ARE WE DOING? WE'RE HOPING THAT THAT BLUE BAR ON YOUR LEFT, GETS BIGGER AND THE ONE IN THE MIDDLE GOES DOWN OVER THREE YEARS WITH THE INCREASED FOCUS IN ESSER FUNDING. THIS WAS OUR ATTEMPT TO REALLY THINK ABOUT YOU CAN'T REALLY MEASURE UNIQUE PIECES OF THE GRANTS. I CAN'T REALLY MEASURE, IS ONE PERSON GOING TO BE TRULY CHANGING THE COURSE OF THE DISTRICT. IT'S REALLY HARD TO MEASURE IF A PROGRAM, IT'S BECAUSE THERE ARE SO MANY INPUTS. SO, WHAT WE CAME UP WITH AFTER A LOT OF THOUGHT FROM YOUR QUESTIONS AT THE LAST BOARD MEETING WAS REALLY THINKING ABOUT, WE CAN MEASURE DISTRICT HEALTH. WE WILL BE CONTINUING TO RUN THIS THROUGHOUT THE COURSE OF THE GRANT AND USING THIS AS OUR BIG PICTURE MEASUREMENT AS WE MOVE FORWARD. ANY QUESTIONS ON THAT? [NOISE] GREAT. THAT'S ALL I HAVE. ANY QUESTION? THANK YOU. THANK YOU VERY MUCH. ALL RIGHT. [D. Reports and Items for Discussion] WE'RE UP TO STUDENTS, SCHOOL BOARD MEMBERS REPORT. [NOISE] THANK YOU [INAUDIBLE] BOARD FOR HAVING US. OVER THE LAST MONTH, WE HAVE BEEN WORKING ON FINALIZING, REACHING OUT AND EMAILING TO THOSE PARTICIPANTS AND WE HAVEN'T REACHED TO YET. FROM THERE WE COLLECTED THE DATA ON THOSE WHO ARE INTERESTED AND WE PUT THEM IN OUR WEBSITE, WHICH WE ARE CURRENTLY LOOKING OFF TO GET READY FOR THE NEXT MONTH. [NOISE] WE'VE REACHED OUT TO ALL OF THE COLLEGE MANAGERS AND PROFESSIONALS. WE'RE STILL WAITING TO HEAR BACK FROM SOME OF THE INDIVIDUALS OR THE LATTER TWO CATEGORIES. BUT I'VE THE BACKGROUNDED EVERY SINGLE COLLEGE STUDENT WHO I REACH OUT TO AND GOT THEM ALL TO SIGN A CONSENT FORM OF THAT OUT THERE ON THE DATABASE. WE CAN TONIGHT SHOW YOU THE ROUGH DRAFT PRESENTATIONS FOR OUR WEBSITE, SO YOU CAN GET A SENSE OF WHAT PRODUCT WILL LOOK LIKE DOWN THE ROAD. [00:25:04] I'LL GO OVER A FEW PROBLEMS WE'RE EXPECTING TO FACE IN THE NEXT MINUTE. THIS IS THE WEBSITE I DESIGNED. I KEEP IT PRETTY CLEAN, SO NO SUPER COMPLICATED CONCEPTS. WE'VE GOT A LOGO THAT I DID A LITTLE BIT OF WORK ON IT. THEN JUST A QUICK SOMEONE READ ON PAGE THAT GIVES STUDENTS A SENSE OF WHY THIS TWO IS FOUR. THEN YOU COULD GO TO COLLEGE. WE HAVE THREE OF THESE PAGES. THESE ARE THE COLLEGE VIEW CHAPTER. JUST PUTTING FIRST OF ALL, WHAT THEIR MAJOR IS AND WHAT THEY DO, IN COLLEGE AS WELL AS WHERE THEY ARE GOING, THEIR, GRADUATING YEAR AND THE WAY THAT STUDENTS CAN CONTACT THEM. THIS LOOKS PRETTY MUCH THE SAME ACROSS ALL THREE OF OUR CATEGORIES, BUT WE CAN LOOK AT THROUGH THE PROFESSIONALS WITH COLLEGE MATERIAL AND VOCATIONAL PAGES AS WELL, WHICH WE'RE STILL FILLING IN. I LIKE THE WAY THAT WE END UP DESIGNING EACH PROFILE BECAUSE IT'S PRETTY EASY TO REPLICATE IN THE COMING YEARS, WHICH I'LL TALK ABOUT IN A LITTLE BIT. WE CAN GO TO THE CAREER UP HERE. THIS IS CENTER'S PAGE. PRETTY SIMILAR HERE. WHEN YOU BACK ON MY CAREER ROTATION. AS YOU CAN KIN OF SEE AS WE SCROLL THROUGH MOSTLY COMMUNITY MEMBERS WHO ARE ALL PRETTY ENTHUSIASTIC. THEN THE LAST THING IS IF WE GO TO THE INFORMATION FEEDBACK AND THEN TO THE INTERVIEW PART, THIS IS WHERE WE DIRECT THE TRAFFIC FROM THE MIDDLE SCHOOL SO THAT THEY CAN GO TO THE INTERVIEW PROJECT WEBSITE ONCE WE HAVE THEIR WEBSITE COMPLETED, AND JUST HAVE IT REALLY EASY TO NAVIGATE BACK AND FORTH BETWEEN THOSE TWO TO KEEP IT SIMPLE. THEN IT'S JUST INFORMATION ABOUT OUR PROJECT. CAN WE GO BACK TO THE SLIDE, AND THEN THE SIDE.[NOISE] FEW OF THE HOSPITAL CHALLENGES THAT WE'RE LOOKING AT COMING UP THAT I WOULD REALLY LOVE ADVICE OR FEEDBACK ON, THE FIRST ONE IS THAT IN DISTRICT SECURITY ISSUE THAT I'VE TALKED ABOUT IN BOARD. IF WE WANT TO PUBLISH THIS WEBSITE TO OUR PUBLIC DISTRICT WEBSITE IT'S AVAILABLE FOR EVERYONE IN THE PUBLIC, NOT JUST STUDENTS. WE ARE HOPING TO SOLVE THAT PROBLEM, SO WE DON'T NEED TO CHANGE THE WAY OUR CONSENT FORM IS WORDED, AND IT'S REALLY CLEAR THAT THIS TOOL IS FOR STUDENTS. I DON'T REALLY HAVE TOO MANY IDEAS. I'VE BEEN BRAINSTORMING A LITTLE BIT ON HOW TO DO THAT, BUT IT'S NOT MY EXPERTISE. THE NEXT THING IS A CONTINUATION OF THE PROJECT AFTER WE GRADUATE. I HAD A REALLY GOOD MEETING WITH DR. CHRIS AND MS. [INAUDIBLE] ON HOW THEY CAN HELP US WITH THIS. THEY'RE REALLY ENTHUSIASTIC ABOUT WHAT THIS WEBSITE COULD DO FOR THE STUDENT BODY. AS LONG AS WE KEEP THE PROCESS OF ADDING CONTACTS PRETTY SIMPLE, THE MAINTENANCE WOULD BE PRETTY LOW FROM YEAR-TO-YEAR AND WE CAN PICK UP, ESPECIALLY, GRADUATES OR COLLEGE STUDENTS AS THEY GRADUATE HIGH SCHOOL AT TETON. THE LAST ONE, WHICH I THINK THE STUDENTS SCHOOL WHERE MEMBERS HAVE THE [INAUDIBLE] AT TETON IS AWARENESS OF THIS TOOL THAT WE'VE CREATED. AS WE MENTIONED BEFORE IN OUR SURVEY, WE FOUND ALMOST 60 PERCENT OF THE STUDENTS SAID THAT IT WOULD BE REALLY HELPFUL FOR THEM TO KNOW THAT THIS WEBSITE EXISTED AS OUR QUESTION WAS WORDED. OUR AIM IS GOING TO BE TO PUBLICIZE THE FACT THAT WHEN WE PUBLISHED THIS AND SHOW THEM THAT IT'S A TOOL THEY CAN USE. WE'RE HOPING TO PUT IT ON THE STUDENT RESOURCES PAGE, THEN ON THE DISTRICT OR HIGH SCHOOL WEBSITE ONCE WE HAVE EVERYTHING. NEXT SLIDE. >> THEN ONCE AGAIN, HERE WE HAVE OUR TIMELINE. WE'RE MORE THAN HALFWAY DONE. SO IN THE COMING MONTH WE HOPE TO BE ABLE TO FINISH OUR WEBSITE AND HOPEFULLY HEAR BACK FROM AS MANY MEMBERS OF THE COMMUNITY AS WE CAN, AND THEN BE ABLE TO PUBLISH IT AND THEN BEGIN TO LET OUR STUDENTS KNOW ABOUT THIS RESOURCE. THAT'S ALL. >> I THINK THAT'S ALL WE HAVE. UNLESS YOU GUYS HAVE QUESTIONS FOR ESPECIALLY INPUT BRAINSTORMING ON THE LAST SLIDE OF THE PROBLEM WE'RE GOING TO BE FACING [INAUDIBLE]. TRUSTEE TESKE, DID YOU HAVE SOMETHING? THANK YOU, MR. CHAIR. WOULD IT BE POSSIBLE TO PUT TOGETHER SOME FLYER MAY BE THAT WE CAN PUT IN MATERIALS OF FOLKS WHEN THEY GRADUATE SO THAT WE CAN PROMPT THEM TO KEEP IN CONTACT WITH US? >> LIKE A PHYSICAL FLYER WE CAN HANDOUT DURING GRADUATION OR SOMETHING? [00:30:03] I THINK WE CAN ABSOLUTELY DO THAT. JUST MENTIONING HOW TO GET IN CONTACT WITH US OR I GUESS MS. [INAUDIBLE] AND HAVE THEM REACH OUT TO BE ADDED. THAT'D BE A GOOD IDEA, AND THAT COULD HAPPEN EACH YEAR TO SPREAD THEIR WORDS. I THINK THAT'S A GOOD IDEA. THANK YOU, TRUSTEE. >> OTHER QUESTIONS, COMMENTS? WELL, THANK YOU. THIS IS JUST AMAZING. JUST TRULY AMAZING THAT IT'S MARCH AND [LAUGHTER] PRETTY MUCH ALMOST DONE. IT'S AMAZING HOW FAST YOU GUYS HAVE DONE THIS. THANK YOU VERY MUCH. >> [INAUDIBLE]. >> OKAY [INAUDIBLE]. [LAUGHTER] [BACKGROUND] >> THANK YOU. MR. CHAIR AND TRUSTEE TESKE, DID YOU WANT TO MENTION ANYTHING ABOUT [INAUDIBLE] OR LET ME GO? >> I THINK [INAUDIBLE] HOUSE EDUCATION COMMITTEE MEETING. [BACKGROUND] >> OKAY. WE HAVE A BUDGET UPDATE. THIS IS THE TIME OF YEAR THAT WE START REALLY GOING THROUGH AND REFINING SOME OF THESE LINES. AS YOU CAN SEE, WE ARE STILL WAITING ON THE BUSINESS OFFICE WHERE IT'S $140,000. ANDREA, IF YOU'LL MOVE DOWN JUST A LITTLE BIT. THIS IS WHERE THE HOT-SPOT MONEY IS SITTING. WE DID HAVE SOME RECENT COMMUNICATION. THIS IS THE ECF GRANT UNDER THE URATE, THEIR RAVED PROGRAMS THAT WE DID FILE FOR REIMBURSEMENT OF $131,000 FOR THE STUDENT HOT-SPOTS FROM JUNE OF LAST YEAR TO DECEMBER, AND IT'S BEEN APPROVED. WE'RE JUST WAITING TO RECEIVE THE MONEY, SO THAT'LL BRING THAT LINE. IN LINE YOU GUYS DID ALSO ASKED FOR AN UPDATE ON A MAJOR MAINTENANCE. WE'RE LOOKING TO END THE YEAR WITH ABOUT 3.1 MILLION IN MAJOR MAINTENANCE. WE DO HAVE QUITE A FEW PROJECTS SCHEDULED FOR LAST YEAR. THE BUSINESS OFFICE, IN COMBINATION WITH FACILITIES, IS REALLY WORKING TO REFINE THAT PRIORITIZE AND THEN ALIGN IT WITH CASHFLOW OF RECEIVING THOSE MAJOR MAINTENANCE STOCK. WE'LL CONTINUE TO WORK ON THAT MOVING FORWARD. IS THERE ANY OTHER QUESTIONS THAT YOU GUYS HAD ABOUT MAJOR MAINTENANCE? HOW THAT MONEY COMES IN AND WE GET QUARTERLY PAYMENTS, ABOUT $500,00 EACH TIME. >> BASED ON SQUARE FOOTAGE? >> YEAH. ANYONE? OH, GO AHEAD. >> I DON'T HAVE A QUESTION ABOUT MAJOR MAINTENANCE BUT TRUSTEE TESKE WILL REMEMBER THIS. WE HAD A FUND THAT ACTUALLY BELONGS TO OUR STAFF THAT WE'RE USING FOR MEDICAL PLANS FOR AWHILE. IT HAD ABOUT A MILLION BUCKS IN IT. I'M WONDERING WHERE THAT IS ACCOUNTED FOR. >> IT'S IN OUR BALANCE SHEET. IF I WERE TO SHOW YOU THE BALANCE SHEET FOR THE SCHOOL DISTRICT, I JUST ACTUALLY REVIEWED IT TODAY. IT'S ABOUT 1,005,000, I THINK, IS WHAT'S IN THERE. THE WAY THAT WE USE THAT ACCOUNT NOW AS WE RECEIVE THE BLUE CROSS BLUE SHIELD BILL OR WHATEVER INSURANCE IT IS, WE PAY IT OUT OF THERE AND THEN WHEN THE PAYROLL COLLECTIONS OR DEDUCTIONS COME IN, THEN THE MONEY GOES BACK INTO THAT ACCOUNT, SO IT STAYS PRETTY LEVEL. I KNOW YOU'VE MENTIONED IT ONCE BEFORE THAT THAT MONEY SHOULD BE GROWING BECAUSE OF INTEREST, BUT IT'S HELD IN OUR FRONT-END CASH ACCOUNT. WE BOOK ALL OF THAT INTERESTS TO ONE INTEREST LINE. IT'S NOT SEPARATED OUT BASED ON THOSE SIDE TO SIDE CONS. >> SO WHAT IS IT CALLED? [INAUDIBLE]. >> YEAH, IT'S JUST A BALANCE SHEET THAT SAYS MEDICAL FUNDS. WE'VE NEVER DIPPED INTO IT FOR ANYTHING ELSE, IT'S STILL SITTING THERE. I BELIEVE IT WAS A REFUND OF PREPAID PREMIUMS WHEN WE WERE SELF-INSURED,. >> [OVERLAPPING] INSURANCE IS EXACTLY WHAT IT WAS. THAT'S WHY I WONDER IF THE INTEREST ON THAT WOULDN'T BE SPECIFICALLY ATTACHED TO THAT AMOUNT BASICALLY, OTHER THAN GOING INTO THAT ACCOUNT. >> BECAUSE IT'S ON THE FRONT-END BALANCE SHEET. WE HAVE TO BOOK ALL OF THE INTEREST TO THE SAME CHART OF ACCOUNTS THAT WE BOOK INTEREST IN GENERAL. WE COULD SEPARATE IT OUT. IT'S A LOT OF WORK, BUT IT ALL GOES TO OUR CASH RESERVE BALANCE AND EVERYTHING IS LOOKED AT IN ONE REPORTING MECHANISM FOR THE STATE. >> OKAY. THANK YOU. >> ANYTHING ELSE? >> ONE MORE THING ON THE FEDERAL FUNDS UPDATE. I KNOW THAT YOU ALL ARE AWARE WE'VE BEEN PLANNING THIS AND WE'VE [00:35:04] HAD A LOT OF MEETINGS AROUND WHAT WE'RE GOING TO DO WITH THE MONEY. ANDREA, IF YOU GO DOWN TO THE ESSER III SIDE, WE'VE HAD THE ESSER II APPROVE STAFFING IN THE ESSER III MONEY THAT WE ARE ABOUT TO SUBMIT THE APPLICATION. WE'RE WAITING ON ONE FACILITIES PROJECT, IT WAS A [INAUDIBLE] PROJECT. THE WAY THE FACILITIES PROJECTS WORK WITH ESSER MONEY, WE HAVE TO HAVE THE FACILITY PROJECT APPROVED BEFORE WE CAN SUBMIT THE ESSER APPLICATION. THAT'S ABOUT $600,000 IN FACILITIES PROJECTS FUNDS. BUT WE HAVE SOME TWO-YEAR POSITIONS. THAT'S WHERE MOST OF THE MONEY IS GOING, AS WELL AS SOME INSTRUCTIONAL CONTRACTS. THAT'S GOING TO BE, I'D HAVE TO REFER TO AGENT OF THE NAMES OF THOSE CONTRACTS. THEN WE HAVE REGULAR SUPPLIES AND THEN INDIRECT AS A PIECE OF THAT PAYS FOR STAFFING. >> JENNY, TRUSTEE TESKE. >> THANK YOU, MR. CHAIR. KRISTEN, WHAT'S THE DIFFERENCE BETWEEN STAFFING AND INSTRUCTIONAL CONTRACTS? >> STAFFING ARE PEOPLE THAT WE HIRE, SO THAT WOULD BE LIKE AN INSTRUCTIONAL COACH OR AN NTSS PERSON. INSTRUCTIONAL CONTRACTS ARE PEOPLE THAT WE PAID TO COME IN AND EITHER DO TRAINING. ERIC, WHAT WOULD BE ANOTHER EXAMPLE OF THAT? >> COUCHING MODELING NPV. >> DID YOU HEAR THAT JENNY? >> COACHING MODELING NPV. >> THANK YOU. >> ANYTHING ELSE ON [INAUDIBLE]. THANK YOU. >> WELCOME. >> TRUSTEE [INAUDIBLE], GO BACK TO THE DISTRICT LEADERSHIP REPORT. DID YOU FIND WHAT YOU WANT TO CHAT ABOUT? >> NO, I DIDN'T. I GUESS IT WASN'T THAT IMPORTANT. [LAUGHTER] >> LET'S SEE HERE. OTHER REPORTS. JOE BROKE HIS LEG SKIPPING TROLLS. [LAUGHTER] [OVERLAPPING]. >> [INAUDIBLE] WASN'T A SLIP AND FALL THOUGH [LAUGHTER]. >> JOE HAS BEEN UNABLE TO EVEN DRIVE OR GO ANYWHERE. I'M IMPRESS TO SEE HIM UP AND ABOUT. >> EVENING, TRUSTEES, MR. CHAIR. THANKS FOR HAVING ME BACK. MR. CHAIR SAID, I'VE BEEN OUT FOR ALMOST THREE MONTHS NOW. I AM PLAYING A LITTLE BIT OF CATCH UP WITH THE PROJECT. LAST WEEK WAS MY FIRST WEEK BACK TO DRIVE THEM. BUT OVER THE PAST TWO WEEKS, I HAVE BEEN ON-SITE FOR A BIT, BUT I THINK I CAN ALWAYS GIVE YOU AN IDEA OF WHAT'S COMING. WE COULD SCROLL DOWN TO THE NEXT PAGE. THIS IS THE FINANCIAL OR ENCOUNTER UPDATE AS OF THE WEST HEY APPLICATION, WHICH WENT THROUGH THE END OF JANUARY. AS WE START ON THE CLASSROOM TRADITION IN THE BACK OF THE MIDDLE SCHOOL, AND THIS IS THE FINANCIAL SIDE IS RAMPING UP. AS THAT'S GOING TO BE THE BULK OF OUR EXPENSES FROM NOW ON, AND BECAUSE NOW THAT WE'RE INTO THE LAST PHASE OF THE PROJECT, THE CALENDAR PERCENT TIME ELAPSED IS ALSO CATCHING UP TO THE FINANCIAL TIME-LAPSED. BECAUSE OF HOW THE PROJECT IS PHASED, THEY WILL NEVER REALLY CATCH UP, BUT THEY ARE CLOSING THE GAP, WHICH IS A GREAT SIGN. DOWN TO THE NEXT PAGE PLEASE. JUST A QUICK CHANGE ORDER SUMMARY. YOU'VE SEEN ALL OF THESE COME THROUGH WHAT IMPACTS YOUR DISTRICT AND ALL THOSE BEING TRACKED FOR FUNDING SOURCE THEY'RE COMING FROM. DOWN TO THE NEXT PAGE. THE BIG-TICKET TALK IS THE VESTIBULE THAT HAS BEEN PUSHED, I'M SURE SINCE THE LAST TIME THAT I'VE SPOKE TO YOU. BUT THEY ARE SO CLOSE AND THEY ARE AWAY FOR TWO OR THREE MONTHS. COMING BACK THE PROGRESS IS OBVIOUSLY INCREDIBLY NOTICEABLE. THEY'VE MADE HUGE LEAPS AND BOUNDS OVER THE LAST TWO MONTHS. THAT CAN SAY THEY ARE STILL NOT DONE, BUT EXTERIOR THEY'RE PROBABLY 95 PERCENT OF THE WAY THEIR INTERIOR PROBABLY RIGHT AROUND THAT AS WELL. THEY'RE DOING ALL THE FIT AND FINISH NOW. WE EXPECT THAT TO BE COMPLETED VERY SHORTLY. IT SAYS HERE 3/11/22, IS THAT GOING TO HAPPEN? THAT'S THIS FRIDAY, SO NO. [00:40:03] THIS WAS BASED ON A SCHEDULE RECEIVED A COUPLE OF WEEKS AGO, SO I THINK THEY'VE UPDATED IT SINCE THEN, BUT HASN'T MADE IT TO MY REPORT. BUT THEY WILL NOT BE FAR OFF OF THAT. I KNOW THAT THE BIGGEST TICKET ITEM RIGHT NOW LEFT IS THE PASS-THROUGH WINDOW BETWEEN VESTIBULE ON THE OFFICE. I KNOW THEY'RE PUTTING THAT OFF TO LAST JUST TO DISRUPT STAFF THE LEAST. OTHER THAN THOSE COUPLE OF ITEMS LEFT IN THE VESTIBULE, THE KITCHEN REMODEL AND FLUORINE ARE BOTH COMPLETED. I BELIEVE THE STANDARD COMPLETION THROUGH GETS OUR ONLY AGENDA FOR LATER THIS MEETING. THOSE WHO'VE BEEN GOING WELL, ALL THE BACK ORDER KITCHEN EQUIPMENT HAS SHOWED UP AND THEN INSTALLED, AND FROM WHAT I HEAR IS THE NEW KITCHEN IS FUNCTIONING VERY WELL. THEN THE CLASSROOM ADDITION HAS STARTED. ONCE AGAIN SINCE I'VE BEEN HERE, LEAPS AND BOUNDS OF ACTIVITY. THE STRUCTURAL STEEL IS UP. I BELIEVE ALL OF THE FRAMING IS DONE NOW, AND THEY'VE STARTED THE UPPER DRYWALL UP TOP DOWNS AND SOME INTERIOR INSTALLATION, AND THE ROOF WAS SUPPOSED TO START TODAY. LITTLE DELAYED BECAUSE OF THE SNOW, BUT THEY ARE PLANNING TO BE STARTING THAT ANY DAY NOW. SO ONCE THAT'S DRIED IN, THAT WILL OPEN UP THE INTERIOR FOR A LOT MORE WORK AS WELL. JASMINE TESKA DO YOU HAVE A QUESTION? MR. CHAIR YEAH. THIS NEXT THE CLASSROOM PART OF IT TO ME SCARES ME. BECAUSE WE'VE GOT TO GET THIS DONE ON A TIMELY BASIS BECAUSE WE'RE GOING TO HAVE KIDS IN THOSE CLASSROOMS. WHEN YOU LOOK AT SOME OF THE SHORTCOMINGS OF WHERE WE'VE COME FROM AND THE FACT, FOR EXAMPLE THE GLASSES ARE LONG LEAD ITEMS. IF THEY ALREADY PLACED ORDERS FOR GLASS AND STUFF SO WE DON'T GET HUNG UP ON THE FACT THAT THEY CAN'T GET WINDOWS FOR THE ADDITION AND MATERIAL ORDERING IS HAPPENING NOW VERSUS WAITING UNTIL SUMMER WHEN IT MIGHT SAY, "NO WE CAN'T GET FINISHED IN TIME." TRUSTEE TUSKEGEE HISTORY CHAIR YES. FOR EXAMPLE THE WINDOWS, I BELIEVE ARE ACTUALLY ALREADY ON SITE. THE MECHANICAL EQUIPMENT IS ALREADY ON SITE AS WELL, SO MOST OF THE BIG TICKET ITEMS ARE ALREADY ALREADY THERE. THE CLASSROOMS ARE FINISHED WHEN? THE CLASSROOM SHOULD BE FINISHED. I NEED TO GO LOOK BACK AT OUR SCHEDULE AGAIN. I BELIEVE LATE MAY EARLY JUNE, AND THEN WE HAVE TO DO THE DEMOLITION OF THE TWO CLASSROOMS AROUND THE CAFETERIA AREA AND THOSE PERSONAL ACTIVITIES. THEN WE MOVE QUITE A BIT OF EQUIPMENT FROM THE U.S TO EXISTING CLASSROOMS INTO THE NEW CLASSROOMS, SO DAN IS A RELATIVE TURN. CONSTRUCTION OF THE SHELL WILL BE DONE, I BELIEVE LATE MAY OR JUNE. ANY QUESTIONS? [INAUDIBLE] IT'S GOOD TO SEE YOU UP AND AROUND AGAIN. GOOD TO BE SEEN [LAUGHTER]. CHRISTINE WALKER, HOW IS THE INSTRATEGIC PLAN UPDATE. THANK YOU, MR. CHAIR, TRUSTEES, CHRISTINE WALKER WITH NAVIGATE LLC. JUST HAVE SOME NOTES HERE. NEXT SLIDE PLEASE. THE PURPOSE OF THIS PRESENTATION IS TO REVIEW THE PROCESS. THEN WE'RE TO JUMPING TO LOOKING AT THE DEVELOPMENT PROCESS. FOCUS ON A COUPLE AREAS, PRE-DESIGN FINANCIAL PRACTICING IN SALES LEASING. THEN NEXT STEPS VERY QUICKLY. NEXT SLIDE PLEASE. THE STEPS THAT WE'VE BEEN THROUGH IN THE PROCESSES WE BEGAN, CAN'T BELIEVE IT [LAUGHTER]. AGAIN IN AUGUST, GOALS AND OBJECTIVES. THEN WE LOOKED AT THE KIND OF HOUSING NEEDS AND DEMAND OPPORTUNITIES AND CHALLENGES, AND THEN SEVERAL MONTHS AGO LOOKING AT A DISTRICT PROPERTY EVALUATION, AND THEN STRATEGY PRIORITIZATION. THAT'S WHAT THIS WAS IN THE SCOPE OF WORK BECAUSE AT THE LAST BOARD MEETING THERE WAS QUITE A BIT OF PRIORITIZATION. WE'RE GOING A LITTLE BIT FURTHER AND LOOKING AT, SINCE WE PRIORITIZE WHAT ARE THE NEXT STEPS IN BUILDING OUT AND LOOKING AT A SPECIFIC EXAMPLE. OUR NEXT SLIDE PLEASE. FOR JUST A HIGH-LEVEL OVERVIEW OF THE NEEDS AND DEMANDS AND CURRENT DEMAND FOR THE DISTRICT IS BETWEEN 170 AND 250 UNITS. LOOKING AT A RANGE OF SIZES, [00:45:02] FROM SMALL RENTAL UNITS TO RECRUIT NEW EMPLOYEES THROUGH ENTRY-LEVEL FROM OWNERSHIP. THEN FEATURES WE'VE LOOKED AT ALONG THE WAY IS PRICE AS NUMBER ONE, LOCATION IS IMPORTANT; NUMBER OF BEDROOMS AND THEN SOME OUTDOOR SPACE AND STORAGE. PRICE POINTS WOULD BE BASED ON HOUSEHOLD INCOMES AND THE PRODUCT TYPE AND NUMBER OF BEDROOMS, BUT LOOKING AT MONTHLY RENTAL RATE OF BETWEEN 750 TO 2500. SALES PRICE IS BETWEEN 250 TO 500 THOUSAND. NEXT SLIDE PLEASE. DUG INTO LOOKING AT OPPORTUNITIES AND CHALLENGES. THE MAIN OPPORTUNITY FOR THE DISTRICT IS THAT YOU HAVE LAND. THE BIGGEST CHALLENGE FOR THE DISTRICT IS FUNDING. NEXT SLIDE PLEASE. LOOKING AT THE LAND EVALUATION AND BUY PROPERTY, AND THE NUMBER OF UNITS THAT COULD BE ON EACH ONE FOR A TOTAL OF BEING ABLE TO DEVELOP AROUND 330 UNITS. NEXT SLIDE, PLEASE. SORRY, I HAVE TO APOLOGIZE BECAUSE I JUST DROVE BACK FROM BOZEMAN. GOT IN TOWN A COUPLE OF HOURS BEFORE THIS SO I'M A LITTLE BIT TIRED AND I'M LIKE, WHAT SHOULD I PUT ON HERE? PLEASE FORGIVE ME AND I DID SOME REVIEW. I'M WANT TO GO BACK ONE SLIDE, PLEASE. JUST LAYOUT HERE THAT WE LOOKED AT ALL THE DISTRICT PROPERTIES AND KEPT NARROWING IT DOWN SO I LOOK AT IT AS A FUNNEL. WE LOOKED AT EVERYTHING AND KEPT NARROWING DOWN WHAT WAS GOING TO BE PROBABLY WOULD PRIMARILY GET TO US WHAT'S LOW-HANGING FRUIT OR WHAT'S AN OPPORTUNITY THAT IS GOING TO MEET THE NEEDS AND DEMANDS OF THE DISTRICT AND EMPLOYEES. WE SAID WE ORIGINALLY LOOK PRETTY CLOSELY AT FOUR PROPERTIES AND THEN ELIMINATED THE TETON VILLAGE SITES. WE LANDED ON THESE THREE, WITH THE MIDDLE SCHOOL BEING THE TOP PRIORITY FROM THE LAST BOARD MEETING. NEXT SLIDE, PLEASE. [NOISE] WITH THE JACKSON MIDDLE SCHOOL, LOOKING AT THREE BUILDINGS OF 24 UNITS EACH WITH A MIX OF ONE, AND TWO-BEDROOM UNITS WE TOOK UNDER PARKING. THE NEXT SLIDE, PLEASE. WE'VE UPDATED THE RENDERING TO SHOW THE STAIRWELL AND SHOW THE VIEW THAT WOULD BE LOOKING AT THIS BUILDING HERE [INAUDIBLE]. I WOULD SAY THAT SEAN HILL PUT TOGETHER THE RENDERINGS FOR THIS. HE SAID, IF THERE'S SOME ADDITIONAL RENDERINGS AND DIFFERENT VIEWPOINTS AND ANGLES THAT YOU WOULD LIKE TO SEE FOR SOME OF THE FUNDRAISING ACTIVITIES THAT HE WOULD BE HAPPY TO WORK WITH YOU TO PROVIDE THOSE. THE NEXT SLIDE, PLEASE. THE NEXT STEP IS WE LOOKED AT THE FUNDING GAP, LOOKING AT TOTAL DEVELOPMENT COSTS OF ABOUT $12 MILLION WITH THE ABILITY TO HAVE A MORTGAGE OF ABOUT 4.5 MILLION. THE CAPITAL GAP NEEDED WOULD BE 7.4. I RECEIVED SOME FEEDBACK THAT MIGHT WANT TO JUST LOOK AT NOT GETTING A MORTGAGE AND JUST LOOKING AT BRIDGING THE ENTIRE CAPITAL GAP AND LOOKING AT THOSE DIFFERENT OPTIONS. NEXT SLIDE, PLEASE. IF MOVING AHEAD, I WANTED TO LOOK THROUGH WHAT DOES THAT LOOK LIKE? THIS IS JUST LOOKING AT THE STEPS IN THE DEVELOPMENT PROCESS FROM PRE-DESIGN, SO THE PROCESS THAT WE'RE GOING THROUGH RIGHT NOW. LOOKING AT EVALUATING LAND, LOOKING AT WHAT THE DEVELOPMENT PROGRAM WOULD BE FOR THAT SITE, BRINGING SOME TEAM MEMBERS ON BOARD. THEN JUMPING INTO PRE-CONSTRUCTION, WHICH WOULD BE THE DESIGN AND GETTING THE RIGHTS TO BUILD. THIS ISN'T A LINEAR PROCESS, BUT FINANCIAL PACKAGING IS A PART OF THIS SO LOOKING AT BRIDGING THE CAPITAL GAP. PRE-CONSTRUCTION FINANCING USUALLY TAKE PLACE AT THE SAME TIME AND THEN BEING ABLE TO GO INTO CONSTRUCTION, AND THEN SALES AND LISTING. LOOKING, THE NEXT SLIDE, PLEASE, A LITTLE BIT IN DETAIL OF WHAT WE ABLE TO DO A LITTLE BIT BETTER [INAUDIBLE]. BUT THIS SLIDE REALLY SHOWS WHERE ENVISION THE DISTRICT TAKING THE LEAD IS HIGHLIGHTED. IT CHECKS ON THE AREAS WHERE YOU'VE COMPLETED. HOPE SOON WE'RE GOING TO BE FOCUSING ON THE DEVELOPMENT PROGRAM. WE'RE GOING TO BE LOOKING AT THE CAPITAL GAP AND THEN ALSO THE MANAGEMENT OF THE UNITS GOING FORWARD. THE SECOND LINE OVER HERE IS LOOKING AT WHERE RECOMMENDED [INAUDIBLE] WITH CONTRACT PARTNER AND WILL BE JUST OVERSITE BY THE DISTRICT. [00:50:05] IT WOULDN'T BE SOME OF THE DIRECT INVOLVEMENT, BUT YOU WOULD HAVE SOME SUPPORT FROM CONTRACTORS TO HELP WITH THAT. NEXT SLIDE, PLEASE. THIS IS JUST SHOWING THE TIME FRAME TO DEVELOP. SHOWING THEN THE OVERLAP OF THE PRE-DESIGN, PRE-CONSTRUCTION. THE LIGHTER GREEN AND THAT'S FINANCING. FUNDING IS OVERLAPPING WITH THE TWO AT THE START POINT. AFTER THAT, THOSE TWO PIECES IN PLACE BEFORE BEGINNING CONSTRUCTION. THEN SAFETY NEEDS [INAUDIBLE] CONSTRUCTION SO YOU'RE READY TO OCCUPY THE UNITS AS SOON AS YOUR CONSTRUCTION IS COMPLETE. IF YOU HAVE ANY QUESTIONS ALONG THE WAY, PLEASE. >> ANY OTHER QUESTIONS AT THIS POINT? >> I DID ACTUALLY HAVE A QUESTION ABOUT THIS SLIDE. THE 2021, IS THAT THE SCHOOL YEAR? WE'RE ACTUALLY IN 2021 WINTER? >> YES, IT'S A SCHOOL YEAR. >> OKAY. >> I KNOW IT WAS REALLY CONFUSING ME TO PUT IT TOGETHER LIKE THAT TOO [OVERLAPPING] >> YEAH, IT WAS VERY CONFUSING. ME TOO, IT MUST BE A SCHOOL YEAR. >> IT'S HOW YOUR, WHAT DO YOU CALL IT? YOUR CAPITAL BUDGET WORKS AS WELL. >> FACILITIES. >> FACILITIES, THAT'S IT. THANKS. YES. >> IS THIS TIMEFRAME FOR JUST ONE MIDDLE SCHOOL UNIT. IS THAT WHAT IT'S SUPPOSED TO BE? >> THAT'S WHAT THIS IS, YES. ANY QUESTIONS? NOTHING? >> NEXT SLIDE, PLEASE. THERE'S MORE, SORRY. [LAUGHTER]. THERE IS ALWAYS A BIT MORE. THIS IS JUST SOMETHING IN HIGHLIGHTING PULLING BACK AND LOOKING AT THE DIFFERENT PIECES AND ALONG THE WAY HERE I HAVE A COUPLE OF CLARIFYING QUESTIONS TO HELP FINALIZE THE RECOMMENDATIONS GOING FORWARD. THIS IS LOOKING AT THE DEVELOPMENT PROGRAM OF WHAT YOU'D WANT TO BUILD. THE OTHER TWO PIECES OF [INAUDIBLE] HAVE A VERY PRELIMINARY BUDGET TO UNDERSTAND WHAT HIGH-LEVEL COSTS ARE GOING TO BE AND THE NEXT STEP IS THE DEVELOPMENT PROGRAM. I'M GOING TO JUMP TO THAT NEXT SLIDE, PLEASE. THIS IS JUST AN OVERVIEW OF THE DEVELOPMENT PROGRAM FOR THE MIDDLE SCHOOL. THE OBJECTIVE IS LONG-TERM RENTAL PRODUCT TO CREATE STABLE AND MORE AFFORDABLE OPTIONS FOR EMPLOYEES THAT ARE CURRENTLY RENTING. SOME LIMITED ABILITY FEATURES WOULD BE ADEQUATE STORAGE, SOME ACCESS TO OUTDOORS, WHETHER THAT'S BALCONIES OR SOME SHARED COMMON AREAS, OR JUST SOME ACCESS TO THE OUTDOORS, NATURAL LIGHT, ENERGY EFFICIENCY. THOSE ARE THE HIGH LEVEL. SUITABILITY WOULD BE LOOKING AT QUALITY CONSTRUCTION, ONE AND TWO BEDROOM UNITS, CREATING STABLE ENVIRONMENT AND HEALTHY LIVING ENVIRONMENT. THE TYPE OF CONSTRUCTION IS TWO-STOREY BUILDING, MULTI-FAMILY BUILDING WITH TUCK UNDER PARKING, AND 324 UNIT BUILDINGS, 1.5 PARKING SPACES PER UNIT. THAT ASSUMES THAT THERE MAY BE SOME OVERFLOW PARKING ONTO EXISTING PARKING IN THE DISTRICT. THEN RENTAL RATES WOULD BE BETWEEN 1,100-1,800 PER MONTH. THE IMPORTANCE OF SETTING THE DEVELOPMENT PROGRAM IS THAT THESE ARE REALLY THE GUIDING PRINCIPLES FOR THE DEVELOPMENT OF THE BUILDING. IT HELPS TO SET THE BASIS FOR ALL OF YOUR PROFESSIONALS AND WITH ANY REQUESTS FOR PROPOSALS OR REQUESTS FOR QUALIFICATIONS. IT'S INCORPORATED INTO CONTRACT DOCUMENTS SO THAT ALONG THE TRAJECTORY OF DEVELOPING, YOU'RE ABLE TO GO BACK TO THESE GUIDING PRINCIPLES AND IT HELPS TO JUST FORM THE DIRECTION OF THE DEVELOPMENT. IT HELPS KEEP EVERYBODY ON COURSE SO THAT YOU'RE NOT GOING OFF AND SPENDING A LOT MORE MONEY AND TRYING TO BRING IT BACK TOGETHER. ONE OF THE MAIN QUESTIONS IS THAT THERE WAS A QUESTION ABOUT ENSURING THAT THIS WAS A RENTAL PRODUCT. WAS JUST MAKING SURE THAT EVERYBODY IS COMFORTABLE. IN PARTICULAR [INAUDIBLE] HAD SOME QUESTIONS ON THAT AT THE LAST BOARD MEETING. >> I'M STILL ON THE FENCE ON THIS ONE. I THINK THAT THIS HAS THE POTENTIAL TO IMPACT OUR ORIGINAL COST OF LIVING ADJUSTMENT. I THINK WE NEED TO MOVE FORWARD CAUTIOUSLY. [00:55:04] BECAUSE THE WORST THING THAT COULD HAPPEN IS THAT WE DEVELOP THIS FOUR-UNIT [INAUDIBLE] AND FOR EMPLOYEES LOSING PART OF THEIR RCA. >> ANOTHER ITEM THAT CAME UP WAS IN THE DEVELOPMENT PROGRAM MAKING SURE THAT WITH AN OBJECTIVE OF TRYING TO MAINTAIN THE EXISTING CABIN ON SITE WHILE BUILDING THE FIRST BUILDING. IT LOOKS PRETTY CLOSE. I'M NOT SURE, BUT IT WOULD BE SOMETHING THAT I WOULD PUT IN ANY ART TO MAKE SURE THAT THE DESIGN TEAM WAS LOOKING AT THAT AS A CONSIDERATION. THANKS. NEXT SLIDE, PLEASE. [NOISE] THE FINANCIAL PACKAGING IS ANOTHER KEY ASPECT OF MOVING FORWARD. THERE'S DIFFERENT PHASES WITH THE FINANCIAL PACKAGING, SECURING THE CAPITAL GAP FUNDING IS A BIG PIECE OF IT, BUT ALSO ENABLED TO BEGIN THE DESIGN AND PLANNING. SOME FUNDING WOULD BE NECESSARY IN ORDER TO MOVE FORWARD WITH THAT PHASE. THE NEXT PHASE STEP HERE. SOME OF THE THINGS THAT THE DISTRICT IS PURSUING IS THE SPECIAL PURPOSE EXERCISE TAX. THEN ALSO WITH THE WYOMING'S STATE LEGISLATION. I AM NOT SURE WHERE THAT [OVERLAPPING] STATE FOR THEM. PARDON. >> IT DIED >> IT DIED? THANK YOU. WE CAN THEN CROSS THAT OFF. >> GO TO THE NEXT. >> THAT'S A BUMMER. THEN I WAS INFORMED THAT THERE WAS SOME INTEREST IN LOOKING AT THE LOW-INCOME HOUSING TAX CREDIT SO I'LL TALK A LITTLE BIT ABOUT THAT. SOME OTHER OPPORTUNITIES WHICH WILL BE IN THE REPORT IS THERE'S ALSO SOME POTENTIAL FUNDING FROM FEDERAL HOME LOAN BANK, COMMUNITY DEVELOPMENT BLOCK GRANTS, HOME FUNDS. THOSE ARE ALL FEDERAL SOURCES OF FUNDS. THERE'S SOME CONSTRAINTS WITH THOSE AND LIMITATIONS ON RENTERS AND OF THE INCOME LEVELS AS WELL, BUT IT MAY BE SOMETHING TO PURSUE. THEN OF COURSE, THE FUND FOR PUBLIC EDUCATION WITH THE SNAKE RIVER SPORTING CLUB AND PHILANTHROPY [INAUDIBLE] NEXT SLIDE, PLEASE. THE LOW-INCOME HOUSING TAX CREDIT PROGRAM IS REALLY AN INDIRECT SUBSIDY THROUGH TAX CREDITS TO INCENTIVIZE THE PRIVATE SECTOR TO DEVELOP AFFORDABLE RENTAL HOUSING. IT'S THE NUMBER ONE TOOL IN THE COUNTRY TO DEVELOP AFFORDABLE HOUSING. OR I WOULD SAY HOUSING THAT IS AFFORDABLE TO HOUSEHOLDS EARNING LESS THAN 80 PERCENT AND PRIMARILY REALLY HOUSEHOLDS LESS THAN 60 PERCENT OF THE AREA MEDIAN INCOME AND IT IS A RENTAL PRODUCT. THERE ARE SOME RESTRICTIONS TO THIS. ONE THING TO INVESTIGATE TO SEE WHETHER THE SCHOOL DISTRICT WOULD WANT TO USE THIS TOOL IS THAT, TYPICALLY IT'S A WAIT LIST PROCESS IN THE SCHOOL DISTRICT WOULD NOT HAVE THE ABILITY TO SELECT WHO WOULD BE ABLE TO RENT THE UNITS, IT WOULD HAVE TO BE AVAILABLE TO THE GENERAL PUBLIC. IT CAN COVER QUITE A BIT OF THAT CAPITAL GAP 30 TO 70 PERCENT OF THAT CAPITAL GAP COULD BE COVERED WITH THIS TOOL. THE 30 PERCENT IS TYPICALLY KNOWN AS A FOUR PERCENT TAX CREDIT, WHICH IS NOT A COMPETITIVE PROCESS, BUT IT DOESN'T COVER AS MUCH OF THE CAPITAL GAP. THE 70 PERCENT IS WHAT'S CALLED THE NINE PERCENT TAX CREDIT, AND THAT IS A VERY COMPETITIVE PROCESS. IT'S BEEN UTILIZED IN TETON COUNTY FOR SEVERAL PROJECTS. I WOULD SAY, SPREAD OUT OVER A VERY NUMBER OF YEARS. IN 2004, PIONEER HOMESTEAD PHASE 3 WAS A TAX CREDIT PROJECT. SNOW KING APARTMENTS WAS A TAX CREDIT PROJECT, AND THE TOWN OF JACKSON, THE HOUSING DEPARTMENT JUST RECEIVED AN ALLOCATION FROM THE STATE FOR FLAT CREEK APARTMENTS. FROM 2004 TO 2022 HAD VERY FEW ALLOCATIONS OF THOSE FUNDINGS. PRIMARILY BECAUSE THERE ARE FEDERAL ALLOCATION BASED ON POPULATION, BUT WITH A MINIMUM WYOMING PER CAPITA GET A HIGHER PERCENTAGE THAN SOME OTHER STATES, BUT IT'S VERY COMPETITIVE THROUGHOUT THE REST OF THE STATE. [01:00:03] WITH TETON COUNTY IS HIGH COST OF CONSTRUCTION, THE STATE ALLOCATIONS CAN CREATE MORE UNITS ACROSS THE STATE BY BUILDING IN OTHER COMMUNITIES. >> BUT THEY JUST GAVE TO DUNCAN COUNTY 12 MILLION DOLLARS. >> THAT'S RIGHT. THE ENTIRE STATE, I BELIEVE RECEIVED 31 MILLION IN TAX CREDITS. IT WAS FABULOUS AND IT WAS PROBABLY A FIVE-YEAR PROCESS IN ORDER TO GET THAT 12 MILLION DOLLAR ALLOCATION. IT IS A VERY COMPLEX PROCESS AND IT'S VERY COMPETITIVE, BUT THERE ARE ALSO A LOT OF LOW-INCOME HOUSING TAX CREDIT DEVELOPERS SO IT'S AN ESTABLISHED INDUSTRY, IS WHAT I WOULD SAY. >> WE WOULD PROBABLY PUT OUT AN RFP FOR SOMEBODY TO COME AND DEVELOP A PROPERTY UNDER THESE PARAMETERS, IS THAT WHAT THE TOWN OF JACKSON DID? >> YES. I WOULD SAY THOUGH THE FIRST STEP WOULD BE TO JUST VERIFY THAT THE SCHOOL DISTRICT WOULD BE ABLE TO PUT THEIR EMPLOYEES IN, INSTEAD OF HAVING IT TO BE A WAIT LIST AND OPEN TO THE GENERAL PUBLIC. IT MAY BE SOMETHING THAT YOU COULD PUT AN APPLICATION IN. YOU COULD STILL MOVE FORWARD WITH THE MIDDLE SCHOOL IN A MORE TRADITIONAL APPROACH AND BE TRYING TO ACCESS THE TAX CREDITS FOR A LATER PHASE OR SOMETHING TO THAT EFFECT. >> PRESS BAY TESKE. >> THANK YOU, MR. CHAIR. WHAT DOES LOW-INCOME MEAN, CHRISTINE? >> THERE ARE VARIATIONS IN ORDER TO QUALIFY AS FAR AS A MIX OF BELOW 50 PERCENT, SOME PERCENTAGE OF TENANTS BETWEEN 40 PERCENT AT 60 PERCENT. THEN THERE'S ANOTHER QUALIFYING CRITERIA THAT YOU COULD HAVE SOME AT 80 PERCENT, BUT THE REST HAVE TO BE LESS THAN 50 PERCENT, SO IT'S UP TO 80 PERCENT. >> EIGHTY PERCENT OF WHAT? >> THE AREA MEDIAN INCOME. [OVERLAPPING] >> WHAT THE MEDIAN INCOME? >> THE MEDIAN INCOME, [LAUGHTER] IS WHERE THE MIND IS, I BELIEVE IT'S AROUND A 100,000 RIGHT NOW FOR TETON COUNTY, WYOMING. WHEN WE LOOKED AT THE RAINBOW AND THAT DISTRIBUTION, I BELIEVE THAT THE PRODUCT THAT YOU'RE LOOKING FOR AS FAR AS RENTAL, YOU WOULD BE CAPTURING MOST OF THE TENANTS IN 80 PERCENT OR BELOW OF THE AREA MEDIAN INCOME FOR THE DISTRICT EMPLOYEES. >> MR. CHAIR, CAN WE DO AN ANALYSIS OF OUR SALARIES FOR OUR EMPLOYEES AND FIGURE OUT IF THIS REALLY IS AN OPTION FOR US? >> WE CAN CERTAINLY DO THAT. BEFORE YOU SPEND ANY TIME DOING THAT, THE REAL DOWNSIDE TO THIS IS WE CAN'T PUT OUR EMPLOYEES IN THERE. >> IT'S OPEN TO EVERYBODY. >> THAT'S THE PROBLEM. I KNOW IN PIONEER HOMESTEAD DID IT AND THEY STILL HAVE THIS ISSUE. THEY HAVE TO OPEN IT UP. EVEN THOUGH THEY INTENDED IT TO BE FOR SENIOR CITIZENS, THEY CAN'T RESTRICT IT JUST TO SENIOR CITIZENS. THEY END UP WITH INTERESTING ISSUES. THAT TO ME IS THE BIG DOWNSIDE HERE. IT CAN'T RESTRICT THIS TO JUST START [INAUDIBLE] TO BE PATIENT. THE ANSWER TO THAT FIRST BEFORE WE DO SOME TYPE OF SALARY. >> HOW ARE THEY DOING IN THE TETON COUNTY, ARE THEY DOING FOR SALARY [OVERLAPPING] IT'S JUST TOTALLY ANYBODY CAN AND THERE'S NO WORKFORCE RESTRICTIONS? >> IT'S OPEN TO ANYBODY, BUT IT'S NOT JUST TO COUNTY EMPLOYEES. [INAUDIBLE] [OVERLAPPING] >> [INAUDIBLE] RESTRICTION IS NOTHING? JUST ANYBODY? [OVERLAPPING] >> [INAUDIBLE] BUT YOU CAN'T JUST SAY ONLY EMPLOYEES HAVE WORKED WITH SCHOOL DISTRICT, THEY WORKED FOR MCDONALD'S AND FLY. >> BUT YOU DON'T EVEN HAVE TO WORK [INAUDIBLE] [OVERLAPPING]. >> YOU HAVE TO WORK. >> YOU CAN'T PUT RESTRICTIONS ON IT. >> CORRECT. >> THAT'S MY QUESTION. MR. CHAIR. [LAUGHTER] A COUPLE OF THINGS IS THAT WE DID A RUN OF THROUGH THE HOUSING NEEDS ASSESSMENT THAT WAS SPECIFIC TO DISTRICT EMPLOYEES, AND WE HAVE HOUSEHOLD INCOME DATA FOR THE DISTRICT THAT I'D BE HAPPY TO SHARE. THOUGH YOU'D BE ABLE TO SEE, BECAUSE A WAGE ANALYSIS ISN'T GOING TO GET YOU AT HOUSEHOLD INCOMES, [01:05:04] BUT WE HAVE SOME VERY GOOD SURVEY DATA TO UNDERSTAND THE HOUSEHOLD INCOMES. MY RECOMMENDATION WOULD BE TO STAY ON TOP OF THE FLAT CREEK APARTMENTS THAT ARE BEING DEVELOPED AND MAKE SURE THAT THE DISTRICT EMPLOYEES ARE AWARE OF THAT OPPORTUNITY SO THAT THEY GET ON THE WAIT LIST AS SOON AS POSSIBLE. NEXT SLIDE, PLEASE, UNLESS THERE ARE MORE QUESTIONS THERE. SALES AND LEASING, I'M GOING TO SKIP TO THE NEXT SLIDE IF YOU DON'T MIND, IS LOOKING AT JUST THE MANAGEMENT SIDE OF THINGS AND WHETHER THIS IS SOMETHING THAT THE DISTRICT WOULD BE INTERESTED IN DOING INTERNALLY OR IF THIS IS SOMETHING FOR CONTRACT OUT FOR SERVICES. LOOKING AT THE THREE DIFFERENT TASKS HERE IS THE FIRST WOULD BE JUST TENANT SELECTION, A PROCESS TO MAKE SURE THAT TENANTS QUALIFY TO RENT. TURNOVER IS THE NEXT PIECE. JUST MANAGING THE PROCESS OF TURNING OVER AND THEN MAINTENANCE. THERE MAY BE SOME COMBINATION AS FAR AS MIGHT WANT AN OUTSIDE PARTY TO BE LOOKING AT THE TENANT SELECTION SO THAT THERE'S SOME SUBROUTINE FROM EMPLOYER OR EMPLOYEE TURNOVER. THEN IT MIGHT MAKE SENSE BECAUSE OF JUST THE MAINTENANCE OF EVERYTHING ELSE THAT THE SCHOOL DISTRICT DOES TO KEEP THAT INTERNALLY. THERE ARE A LOT OF GOOD RESOURCES WITHIN THE COMMUNITY FROM THE HOUSING DEPARTMENT THAT WOULD BE ABLE TO HELP WITH THESE TENANT SELECTIONS IN PARTICULAR, OR THE HOUSING TRUST, ONE'S A GOVERNMENT ENTITY, ONE'S A NON-PROFIT ORGANIZATION. THERE WOULD BE A FEE FOR SERVICES LIKELY, IN PARTICULAR FOR THE HOUSING TRUST, THERE MAY BE SOME ABILITY TO NEGOTIATE WITH THE HOUSING DEPARTMENT. THEY HAVE INDICATED THAT IF THEY WERE TO TAKE ON THOSE SERVICES, THEN THEY WOULD REQUIRE THEIR STANDARD DEED RESTRICTION ON THE PRODUCT, MAKING IT EASIER FOR THEM TO MANAGE ALL OF THEIR PROGRAMS FOR SOME CONSISTENCY. I THINK SOME CONSIDERATIONS ARE WHAT IS YOUR INTERNAL CAPACITY LOOKING AT THE LOCAL EXPERTISE IN THE COMMUNITY, AND THEN WHETHER THERE'S A DESIRE TO HAVE THAT ARM'S-LENGTH BETWEEN THE EMPLOYER-EMPLOYEE RELATIONSHIP, WHICH TENDS TO BE DESIRABLE FOR BOTH PARTIES. >> THERE'S ANY QUESTION. >> NEXT STEPS, NEXT SLIDE, PLEASE, IS JUST TO INCORPORATE ANY SUGGESTED CHANGES AND THEN HAVE A FINAL REPORT PROBABLY IN THE NEXT COUPLE OF WEEKS. >> ANY SUGGESTED CHANGES FOR THE FINAL REPORT? CHRISTINE, THANK YOU VERY MUCH. WE'VE GOT ON THIS JOURNEY WITH YOU SINCE AUGUST. [LAUGHTER] IT WAS A FUN JOURNEY. [LAUGHTER] YOU WERE WONDERFUL TO WORK WITH. I THINK WE'VE ALL REALLY APPRECIATED WORK YOU'VE DONE FOR US. THANK YOU. >> THANK YOU. I'M EXCITED TO SEE YOU GUYS MOVE FORWARD. [LAUGHTER] >> CHRISTINE, THE COMMUNITY DEVELOPMENT BRANCH, FOR INSTANCE, THROUGH WYOMING, THIS IS COUNSELOR, MAYBE SOME OTHER ENTITY. THANK YOU. >> NEXT ITEM WE HAD ON THERE DISCUSSION OF COTTAGES AT WILLOW II. I THOUGHT YOU'RE SAYING SOMETHING, TRY TO CATCH IT. THAT MIGHT TAKE A LITTLE WHILE IF YOU TAKE A FIVE-MINUTE BREAK BECAUSE WE'VE BEEN GOING FOR AN HOUR AND 10. LET'S TAKE A FIVE-MINUTE BREAK AND THEN WE'LL COME BACK AND TALK ABOUT THE COTTAGES. >> ALL RIGHT LET'S GET STARTED AGAIN. WE'RE GOING TO TALK ABOUT COTTAGES AT WILL, JUST TO GET A LITTLE REFERENCED HERE. IT TIES IT A LITTLE BIT TO OUR DISCUSSION ON THE CHILDREN'S MUSEUM, WHICH WE'LL PROBABLY TALK ABOUT AT OUR NEXT MEETING IN APRIL. BUT JUST SO EVERYONE KNOWS, WE HAVE TWO TRAILERS THAT ARE BEHIND JACKSON ELEMENTARY. WE WERE USING THOSE FOR CLASSROOMS AND THEN WHEN WE WERE ABLE BUILD MONGER THAN WE HAD THAT FREE SPACE, WE HAD FOUR THERE, WE TOOK TWO OVER AND WE BUILT COTTAGES NUMBER 1, WHICH TURNED OUT REALLY NICE. I THINK THEY LOOK GREAT AND IT DIDN'T COST AS MUCH AS OTHER THINGS, WOULD BE REALLY GREAT IF WE COULD DO IT AGAIN. BUT AT THE SAME TIME, WE ALL LOVE THE CHILDREN'S MUSEUM. WE HAVE GREAT RESPECT FOR CHILDREN MUSEUMS, SO WE NEED TO FIGURE OUT HOW TO POTENTIALLY WORK WITH THEM TO MAKE SURE THEY HAVE A PLACE TO BE. THAT'S THE PREFACE TO THIS CONVERSATION. [01:10:04] SUPERINTENDENT, DID YOU WANT TO TELL US MORE? >> THANK YOU, [INAUDIBLE]. AS WE'VE MENTIONED, WE REALLY VALUE OUR RELATIONSHIP WITH THE CHILDREN'S MUSEUM. WHEN THEY MOVED INTO THE ANNEXES, FORMERLY THE CLASSROOMS, THEY DID A LOT OF WORK AND IT'S TURNED INTO A REALLY NICE FACILITY. OUR STUDENTS ENJOY IT. THEY DO IN SESSION, IN SCHOOL CLASSES AND WE HAVE SOME STUDENTS THAT DO FIELD TRIPS THERE IN ADDITION TO SOME OF THE OTHER PROGRAMS THEY OFFER FOR THE COMMUNITY. IT WAS NEVER, HOWEVER, INTENDED ON EITHER PARTY TO BE A FOREVER HOME. IT'S WORKED OUT FINE, AND WHEN WE DID THE COTTAGES AT WILLOW THE FIRST ROUND, THEY MOVED IN IN OCTOBER OF 2020. THOSE COTTAGES BECAME HOME TO FOUR TWO BEDROOM, ONE BATH UNITS FOR EMPLOYEES AND THE TOTAL PRICE TAG WAS APPROXIMATELY $700,000. IT WAS A VERY COST EFFICIENT WAY TO GET SOME AFFORDABLE AND STABLE HOUSING FOR OUR STAFF. SINCE OCTOBER 2020 WHEN OUR FIRST TENANTS MOVED IN, THE DEMAND, AS YOU ALL KNOW, AND WE'VE BEEN SETTING THIS FOR A REALLY LONG TIME, HAS JUST GONE UP AND UP. IN INVESTIGATING AVAILABLE UNITS FOR PURCHASE IN THE COMMUNITY FOR THE PRICE OF ONE TWO BEDROOM, ONE BATH UNIT, WE COULD BASICALLY GET FOUR DONE. WE KNOW WHAT WE'RE DOING WITH IT NOW. WE KNOW WHAT THE CHALLENGES WERE IN THE MOVING. WE COULD DO A LOT OF CONCRETE WORK AND THE INFRASTRUCTURE WORK THAT PERMITTING IN THE SUMMER, WE COULD ALLOW THE CHILDREN'S MUSEUM TO STAY THROUGH AUGUST AND THEN MOVE THE TRAILERS IN SEPTEMBER TO THE SOUTH END AND THEY WOULD BE MOVING READY BY DECEMBER 2022 OR JANUARY 2023 AND COULD POTENTIALLY HAS BETWEEN FOUR OR EIGHT STAFF MEMBERS SINCE THERE ARE TWO BEDROOM UNITS. THAT'S SOMETHING THAT IS REALLY APPEALING TO US. WE COULD CONTINUE TO WORK WITH THE CHILDREN'S MUSEUM LIKE WE DID BEFORE WHEN THEY LOST THEIR LOCATION THAT CAME STREET, THERE WAS A TRANSITION TIME PERIOD WHERE THEY STORED EQUIPMENT THAT THEY WERE USING. THEY DID THEIR PROGRAMMING IN SCHOOLS BY GOING TO ONE SCHOOL FOR A WEEK AND THEN MOVING INTO THE NEXT SCHOOL FOR A WEEK, ETC, AND IT WORKED OUT FINE. WE CAN CONTINUE TO DO THAT IN THE SHORT-TERM. WE POTENTIALLY COULD LOOK AT SOME SPACE WITHIN ONE OF THE ELEMENTARY SCHOOLS IF POSSIBLE. WE WOULD DO EVERYTHING WE POSSIBLY COULD DO IF THIS IS A DIRECTION THAT OUR BOARD WANTED US TO GO BECAUSE AGAIN, WE REALLY VALUE OUR RELATIONSHIP WITH THE CHILDREN'S MUSEUM AS WITH ALL OF OUR OTHER COMMUNITY PARTNERS. BUT THIS ONE IS CERTAINLY CHALLENGING FOR US. BUT I FEEL LIKE IT'S A COST-EFFECTIVE WAY THAT WE COULD RECRUIT AND RETAIN AND PROVIDE SUSTAINABLE AND AFFORDABLE HOUSING FOR STAFF WHEN WE REALLY ARE IN DIRE STRAITS. >> WELL, MAYBE MANY OF YOU GOT A CALL FROM THE EXECUTIVE DIRECTOR. IT SOUNDS TO ME LIKE THERE ARE TIME IS JUST A LITTLE DIFFERENT THAN THAT. THIS ISN'T THAT THEY WOULDN'T WANT TO CONTINUE WHERE THEY ARE UNTIL JANUARY OF '23, SIX MONTHS PAST THE AUGUST. BUT IF THERE'S ANOTHER WAY TO ACCOMMODATE THEM SOMEWHERE ELSE. [INAUDIBLE]. >> [INAUDIBLE] >> I'M REALLY JUST BE PICKED BACKING ON TRUSTEE MEETINGS COMMENTS IS THAT I DO THINK THE WILLOW IS REALLY SMART THING TO DO. BUT TO SEE IT'S A SMALL TOWN. OUR PARTNERS, LIKE YOU SAID, IT'S ONE OF THE EDUCATIONAL PARTNERS THAT WE HAVE. THEY'VE BEEN REALLY HELPFUL AND THEY WERE HELPFUL THROUGH THE PANDEMIC, BUT THOSE CREST FRIDAYS AND TAKING RELIEVE THEM ON SOME OF THAT. I THINK THAT THEY REALLY SHOW THAT THEY ARE TRUSTEE PARTNER. I JUST WANT TO MAKE SURE THAT WE DO EVERYTHING WE CAN TO FIGURE OUT HOW TO SUPPORT THEM AS WE MOVE THROUGH THIS PROCESS. [01:15:02] IT OCCURRED TO ME AND I HEARD THE SUPERINTENDENT SAY THAT PERHAPS THERE'S SOME SPACE THAT THEY COULD UTILIZE FOR A SMALL PERIOD OF TIME. I MEAN, THAT THING IT SOUNDS VERY HOPEFUL AND I WOULD CERTAINLY SUPPORT ALL THAT JUST SO THAT THEY COULD HAVE A LITTLE ADMINISTRATIVE SPACE OR SOMETHING. I'LL GO. I ALSO WANT TO MAKE SURE THAT THE CHILDREN'S MUSEUM HAS A PLACE TO GO, I'M GOING TO BE WORKING WITH THEM. I DO THINK THAT WE SHOULD MOVE FORWARD WITH THE PLAN TO CONVERT THOSE, MAKE IT CLEAR THAT'S WHAT WE WOULD LIKE TO DO BECAUSE I THINK WE FEEL LIKE WE'RE BEHIND A BAR ON HOUSING SITUATION AND THE MOST AMOUNT OF UNITS THAT WE CAN GET AS SOON AS WE CAN SUPPORT THAT. >> LET ME JUST ASK THIS? FORGET ABOUT THAT CHILDREN MUSEUM FOR A MOMENT. IF IT WAS JUST PRESENTED TO YOU WITHOUT THAT PART OF THE QUESTION, IS EVERYONE IN AGREEMENT THAT WE WOULD LIKE TO TAKE THOSE SAME TRAILERS, [LAUGHTER] [BACKGROUND] CABINS, AND MOVE THEM TO THE OTHER END OF THE FIELD AND SPENT SOME MONEY, I'M NOT SURE HOW MUCH IT WOULD BE, BUT IS THAT A GOAL THAT WE ALL HAVE? >> YES. >> SO, THEN THE SECOND PART, I THINK WE ALL AGREE, WE WANT TO MAKE SURE THAT THE CHILDREN'S MUSEUM LAND SAFELY AT SOMEPLACE. WE ALL GREATLY RESPECT THE CHILDREN'S MUSEUM. SOMEHOW IF THE SUPERSONIC COULD WORK OVER THE NEXT MONTH TO TRY AND FIND A WAY TO DO IT, I KNOW ALL THESE TIMELINES DON'T EXACTLY LINE UP. BUT ONE IDEA IS WHEN THEIR LEASE EXPIRES IN MAY, YOU CAN ALLOW THEM TO STAY JUST ON A MONTH-TO-MONTH. I THINK WE NEED TO ACTUALLY BE THERE MONTH-TO-MONTH OR WE CAN EXTEND WITH AN AGREEMENT OR SOMETHING. AT LEAST WE KNOW THAT THEY'RE THERE THROUGH AUGUST AND THAT WE WOULD TRY TO FIND SOME PLACE TO PUT THEM THROUGHOUT THE FALL. A LOT OF IT IS REALLY DEPENDENT. IT'S HARD TO MAKE A DECISION TONIGHT, BECAUSE THEY'VE PUT IN A REQUEST TO GO TO A BUILDING THAT THE COUNTY IS BUILDING AND SO THEY DON'T KNOW IF THEY'RE GOING TO GET INTO THAT BUILDING YET. THE COUNTY IS BUILDING THAT MUSCLE BUILDING. THE COUNTY HAS THE FIRST FLOORS OF COMMERCIAL AND THE COUNTY COMMISSIONERS HAVE SAID THEY WANT EITHER DAYCARE OR CHILDREN'S MUSEUM OR THINGS LIKE THAT IN THERE. SO THEY'RE TAKING REQUESTS FOR PROPOSALS AS SOMETHING TO PUT IN THERE. I THINK THERE'S FOUR UNITS, SO YOU COULD TAKE TWO UNITS OR WHATEVER. STILL, IT'S HARD TO MAKE A DECISION UNTIL THEY KNOW WHERE THEY'RE GOING. BUT I THINK WILL OPT, I WILL ASSUME WE WILL BE IN AGREEMENT THAT IF THEY CAN FIND WHERE THEY'RE GOING, THAT WE WOULD HELP THEM GET TO THAT PLACE [BACKGROUND] [OVERLAPPING]. >> DOES THE COMPANY HAVE A TIMELINE ON THEIR DECISION OF WHO THEY WOULD GIVE THAT TO OR? >> SO, BILL AND GILBERT, [BACKGROUND] BILL IS THE CHAIRMAN OF THE BOARD, HE WAS TELLING ME, THINK THEIR PROPOSALS DO EITHER LATER THIS MONTH OR EARLY APRIL. SO THAT TELLS ME THERE'S NO DECISION FOR A LITTLE WHILE. SO THEY DON'T KNOW YET IF THEY ARE IN THERE. SO I THINK THERE'S TIME THERE. BUT MAYBE THIS IS MORE OF A QUESTION FOR SARAH. MAYBE AT OUR APRIL MEETING, TO AT LEAST THROUGH AUGUST. I THINK WE'RE ALL IN AGREEMENT AT LEAST TO AUGUST AND THAT AT LEAST PROTECTS THEM THROUGH THERE, AND THEN IF DURING THE SUMMER WE CAN FIGURE OUT WHAT WE'RE DOING THE REST OF THE TIME. >> WOULD IT BE POSSIBLE TO GET THE QUESTION TO THE COUNTY, JUST TO ASK THEM IF THEY HAVE A TIMELINE AS TO WHEN? >> THEY DO. [OVERLAPPING] I JUST DON'T KNOW WHAT THE DATE IS. >> [OVERLAPPING] THAT WOULD BE ANOTHER PIECE I THINK WE ARE GOING TO HAVE BACK, THAT WE COULD HAVE [OVERLAPPING] >> I KNOW IT'S NOT BY OUR NEXT APRIL MEETING [OVERLAPPING]. >> AND I UNDERSTAND THAT BUT IT'S JUST THAT WOULD HELP US KNOW. THEY'RE SAYING, WELL, WE'RE NOT GOING TO MAKE A DECISION TILL AUGUST [LAUGHTER] JUST SEE WHAT I'M SAYING. >> YEAH. >> THAT KIND OF [INAUDIBLE] WILL HELP US [OVERLAPPING]. >> WHAT'S THE TIMING OF THE COMMERCIAL BUILDING LIKE WHEN IS THAT [OVERLAPPING]. >> SO THAT WILL BE OPENED IN JANUARY. [BACKGROUND]. THEY CAN MOVE IN JANUARY [BACKGROUND]. >> POTENTIALLY, I MEAN [LAUGHTER] [BACKGROUND] [LAUGHTER] MR. CHAIRMAN. [01:20:04] >> YES. >> WHAT, I MAY HAVE TRIED TO TALK ABOUT THIS? WE COULD START POTENTIALLY WITH SITE PREP IMMEDIATELY. DO WE HAVE CREWS LINED UP POTENTIALLY THAT CAN MOVE THIS QUICKLY FOR US? >> SURE. BEING THE TRUSTEE TRUSTEE SCARLET, I CONTACTED ACM WHO DID THE WORK IN THE SUMMER OF 2020 AND THE TIMELINE AND I CAUGHT COMPLETELY OFF GUARD. SO TO BE FAIR, THIS IS A VERY LOOSE TIMELINE. BUT, HE IN CONFIRMING WITH HIM, HE SAID MIDSUMMER 2022, HE WOULD WORK ON PERMITTING THE INFRASTRUCTURE WORK AND THE CONCRETE WORK. THEN HE SAID END OF AUGUST, MOVE TRAILER TO THE SOUTH END OF THE PROPERTY AND DECEMBER 2022, JANUARY 2023, OCCUPANCY. >> THAT WOULD BE AMAZING. [LAUGHTER] END OF THE YEAR WE HAD THAT MANY UNITS ON. >> MR. CHAIRMAN? >> YES PLEASE. >> COULD WE DIRECT DR. CHAPMAN TO PURSUE THE WITH ACM TO GET A MORE FORMALIZED PROPOSAL? >> HE COULD, I ALSO THINK AND THIS IS A [INAUDIBLE] QUESTION, YOU MAY HAVE TO BUILD THIS UP. [BACKGROUND] >> YEAH. >> [INAUDIBLE] MOVING THE BUILDINGS [INAUDIBLE]. >> YES [OVERLAPPING] >> SO MAY NOT BE ACF,. >> SO WE NEED TO GET AN RFP PUT TOGETHER [BACKGROUND]. IS THAT FAIR FAIR ENOUGH? >> YES. >> [BACKGROUND] THIS IS GOING TO TAKE SOME TIME JUST TO GET THAT PROCESS. >> TRUSTEES, IF I COULD JUST JUMP IN. ETHAN LOBDELL WHO IS THE EXECUTIVE DIRECTOR OF THE JACKSON HOLE CHILDREN'S MUSEUM, HE AND I HAVE BEEN IN CLOSE CONTACT AND HE'S VIEWING ONLINE AND I HE SAID THE COUNTY IS TRYING TO MAKE A DECISION FOR ON THE RFP ON THE MRSA BY JUNE 1. >> GREAT. [NOISE] >> THANK YOU, ETHAN. [LAUGHTER] >> DO YOU THINK I HAVE DIRECTION? >> I DO. THANK YOU. >> RIGHT? WE COULD MOVE ON TO ACTION ITEMS. [E. Action Items] >> [BACKGROUND] FIRST ACTION ITEM IS CONSIDERATION OF SMART START PLAN REVISIONS. [BACKGROUND] [LAUGHTER] >> THANK YOU TRUSTEES. THE SMART START AND BEFORE YOU, YOU WILL TURN TO PAGE 6, UNDER THE NURSING SERVICES AND TESTING. WE CHANGED THE MASK WILL BE REQUIRED TO BE WORN IN THE NURSE'S OFFICE FOR SYMPTOMATIC PEOPLE. THEN ON PAGE 7, WHICH REMOVED THE REQUIREMENT FOR STAFF AND CUBS AND GRIZZLIES IN THE EARLY CHILDHOOD PROGRAM TO WEAR MASK BECAUSE THE COUNTY IS IN YELLOW, POTENTIALLY GREEN NOW I'M NOT EVEN SURE. TRANSPORTATION, WE REMOVED THE REQUIREMENT FOR FEDERAL GUIDELINES. THAT REQUIREMENT HAS BEEN LIFTED. PAGE 8, SAME THING, WE REMOVED THE REQUIREMENT FOR STAFF, SPONSORS, COACHES, STUDENTS, TO WEAR FACE COVERINGS ON BUSES. AND THE APPENDIX PAGE 12, WE UPDATED THE CURRENT. WE'VE BEEN TRYING TO KEEP THE UPDATED INFORMATION AND CURRENTLY UPDATED AND THEN WE MOVE TO THE ONES THAT WERE ADDED THERE, WE KEPT THEM ON THE LIST, BUT WE MOVE THEM UNDERNEATH COUNTY STATE GUIDANCE AND SUPPORTING DOCUMENTS. >> DO YOU HAVE ANY THOUGHTS ON THAT? OTHER EDITS? [BACKGROUND] >> I WOULD SUGGEST MAYBE SINCE WE'RE DELETING UNDER TRANSPORTATION AND FEDERAL REGULATIONS UNDER FACE COVERINGS AND MASK TO ADD, TCSD WILL FOLLOW TOWN, COUNTY, STATE AND FEDERAL ORDERS AND REGULATIONS IN CASE IT CAME BACK. [BACKGROUND] >> THAT'S FINE. EVERYBODY OKAY WITH THAT. [BACKGROUND]. OKAY. ANY OTHER CHANGE? >> WE'RE OPENED UP TO PUBLIC COMMENTS PUT UP A CAMERA IN THE ROOM. WE MAY PUT A CAMERA ON WEBEX? [BACKGROUND] DOING THE SMART START PLAN AND [01:25:02] [LAUGHTER] [BACKGROUND] >> SOUND CHECKING. IS THERE A MOTION? >> I'LL MOVE TO APPROVE THE REVISIONS TO SMART START PLAN AS PRESENTED. >> SECOND. >> IT'S BEEN MOVED BY TRUSTEE SCARLET, SECONDED BY TRUSTEE BRONSTED TO APPROVE THE REVISIONS TO THE SMART START PLAN. IS THERE ANY DISCUSSION BY THE BOARD? SEEING NONE, ALL THOSE IN FAVOR SAY AYE? >> AYE. >> ALL THAT OPPOSE? AND THAT PASSES. OUR NEXT ITEM IS THE SCHOOL YEAR CALENDAR FOR 2022/2023, SPECIFICALLY TALKING ABOUT FLEX DAYS. >> THANK YOU, CHAIR GAINBRIE TRUSTEES. [NOISE] WE'VE BEEN TALKING ABOUT THIS FOR SEVERAL MONTHS AND WE HAVE MADE SOME CHANGES. WE'VE HEARD THE CONCERN. ME, TO BE CLEAR, I WOULD PREFER TO BE IN SCHOOL YEAR-ROUND. THAT'S WHAT MY PLANS WOULD BE. HOWEVER, IT'S NOT REALISTIC. THE OTHER CHALLENGES THAT WE'RE SEEING THAT WE'VE TALKED ABOUT ALREADY RELATE TO THE LACK OF SUBS. WE KNOW THAT BEST PRACTICE IS ONGOING, TIMELY PROFESSIONAL DEVELOPMENT. WE CURRENTLY HAVE TWO IN-SERVICE DAYS EMBEDDED IN OCTOBER AND IN FEBRUARY FOR ALL SCHOOLS. TWO IN-SERVICE DAYS THROUGHOUT THE YEAR ARE SIMPLY NOT ENOUGH TO GET THE WORK DONE THAT OUR STAFF NEED. THE OTHER CONCERN THAT I HAVE IS WITH SO MANY CURRENT POSITIONS THAT ARE OPEN, WE'RE GOING TO HAVE A SIGNIFICANT STAFF TURNOVER. TO ASSUME THAT ANY NEW STAFF MEMBER, SOMEONE NEW TO A POSITION GRADE LEVEL, EVEN IF WE MOVE PEOPLE AROUND, THAT THEY'RE READY TO ROLL IN AUGUST WITH ONLY TWO DAYS OF PROFESSIONAL DEVELOPMENT IN-BETWEEN IS ALSO NOT REALISTIC. SO WHAT WE HAVE PUT TOGETHER ARE FIVE DAYS FOR ELEMENTARY AND MIDDLE SCHOOL, SO IT'S A REDUCTION IN THE MIDDLE SCHOOL. FIVE IN-SERVICE DAYS OR K-8. THE MIDDLE SCHOOL WOULD CONTINUE WITH THE TARGETED INDIVIDUALIZED SUPPORT AND ALSO CLUBS AND ACTIVITIES ON THOSE FIVE DAYS. THEN HIGH SCHOOL WE'VE REDUCED FROM 12 DAYS TO 10 DAYS, AND THEN ALL SCHOOLS WILL STILL HAVE THOSE TWO IN-SERVICE DAYS. WE FEEL LIKE THIS IS REALLY IMPORTANT FOR OUR STAFF. IT HAS BEEN A HARD COUPLE OF YEARS. THE LACK OF SUBS AND THE REQUIRED IN-SERVICE TRAINING THAT WE NEED IN ORDER TO STAY CURRENT IS REALLY IMPORTANT FOR US. AS I LOOK AT OUR ATTENDANCE DATA, FRIDAYS ARE TOUGH DAYS ATTENDANCE-WISE. YOU SEE THE CHARTS EVERY SINGLE WEEK, SO YOU CAN FOLLOW STUDENT ABSENCES AND STAFF ABSENCES ARE ANYWHERE FROM 25-50 PERCENT HIGHER ON FRIDAYS. IT'S A SIGNIFICANT ISSUE. WE LOOKED AT DATA EARLIER. OUR DATA INDICATE THAT OUR STUDENTS ARE RECOVERING AND WE'VE HAD THE EXACT SAME SCHEDULED THIS YEAR. THE DIFFERENCE IS IN ELEMENTARY, WE RECOGNIZE THAT A LOT OF PARENTS DEPEND ON THE CHILDCARE SUPPORT SO THEY CAN WORK. WE HAVE EXPANDED THE CREST IN ORDER TO PROVIDE THAT ENRICHMENT, AS WELL AS THE TARGETED SUPPORT FOR INDIVIDUAL STUDENTS FOR ELEMENTARY THAT, MAY NEED THAT. THE OTHER CONCERN THAT I HAVE, IF WE DON'T APPROVE THIS, I DON'T KNOW AT THIS POINT IN TIME WHAT THE REQUIREMENT IS GOING TO BE FOR THE K-3 READING TRAINING. AT THE LAST DRAFT OF THAT BILL INDICATED THAT ANY STAFF MEMBER K GROUP 3 THAT WORKS WITH STUDENTS IN LITERACY, SCREENING INTERVENTIONS, OR SMALL GROUP ASSESSMENTS OR INSTRUCTION WOULD HAVE TO BE TRAINED. SINCE WE DON'T KNOW WHAT THAT IS YET, IT'S CONCERNING THAT I WOULD HAVE A SIGNIFICANT PORTION OF STAFF TO TRAIN UP IN SOMETHING THAT THE STATE SUPERINTENDENT WILL BE DETERMINING, I ASSUME SOMETIME THIS SUMMER BECAUSE IT GOES INTO EFFECT THIS AUGUST. WITH THAT, OUR REQUEST IS FOR TWO DAYS DISTRICT-WIDE THAT ARE CONSISTENT, FIVE DAYS FOR ELEMENTARY THAT ARE IN SERVICE WITH PRESS SUPPORT, FIVE DAYS FOR MIDDLE SCHOOL, [01:30:01] THE SAME FIVE DAYS THAT ARE IN SERVICE TIME AS WELL AS SMALL CONSTRUCTION, AND THEN IN HIGH SCHOOL WOULD BE 10 DAYS AND THAT SMALL GROUP INSTRUCTION FOR THEM AS WELL. IT'S BASICALLY THE SAME FOR HIGH SCHOOL. ELEMENTARY, WHEN DO YOU SAY TWO AND FIVE, IS THAT SEVEN? >> TOTAL OF SEVEN, WHICH IS THE SAME THAT WE'VE HAD THIS YEAR. >> CAN YOU HELP US BEFORE WE START DISCUSSING THIS JUST WITH THE TERMINOLOGY. WHY DO WE CALL IT FLEX? WHAT ARE WE FLEXING? WHAT'S VIRTUAL? WHAT'S IN SERVICE? [LAUGHTER] THEY ALL SEEM TO USE ALL THESE DIFFERENT NAME? >> YES, THANK YOU FOR THAT QUESTION SHARE GANGRENE. [LAUGHTER] IN THE FEBRUARY BOARD AGENDA, DR. SPLINTER HALSEY PUT TOGETHER A CHART WITH ALL THAT TERMINOLOGY. I THINK WHAT I'LL DO IS I'M GOING TO FOCUS FORWARD. FOR ELEMENTARY, WHAT OUR REQUEST IS, IS ALL OF THESE DAYS WOULD BE IN-SERVICE DAYS. >> ALL THOSE ELEMENTARY DAYS, THEY WILL NOT BE THE 30 MINUTES ZOOM INSTRUCTION PERIOD? >> CORRECT. THOSE [OVERLAPPING] >> PRONOUNS WINDOW? >> NO, SCHOOL. >> YES, NO SCHOOL. WE WILL OFFER PRESSED. THE REASON THAT WE HAD THOSE 30 MINUTES ZOOM CONTACT TIME, WHEN WE ENVISIONED THIS LAST YEAR, WE WERE IN THE MIDDLE OF COVID. WE WEREN'T SURE IF WE WERE GOING TO HAVE TO CLOSE AGAIN. WE DIDN'T HAVE THAT ALL MAGIC CRYSTAL BALL. WE HAD NO IDEA WHAT THIS YEAR WAS GOING TO BRING WITH SCHOOL CLOSURES, ETC. WE FELT LIKE IT WAS REALLY IMPORTANT THAT OUR STUDENTS; KINDERGARTEN, FIRST GRADE, ALL OF THE STUDENTS, AND STAFF HAD SOME EXPERIENCE AND EXPOSURE WITH REMOTE VIRTUAL INSTRUCTION. IF WE HAD TO DO THAT, BOTH SYNCHRONOUS AND ASYNCHRONOUS. THANK GOODNESS, WE HAVEN'T HAD TO DO THAT. BUT THAT WAS PART OF OUR THINKING AS WE DIDN'T WANT TO HAVE TO JUST SUDDENLY GO UP, TAKE YOUR IPAD HOME, WE'LL CALL YOU. WE WANTED TO HAVE SOME EXPOSURE TO IT. >> BUT THESE WILL JUST BE IN-SERVICE DAYS OR PD DAYS, PROFESSIONAL DEVELOPMENT FOR TEACHERS. NO STUDENTS WILL COME TO SCHOOL, NO STUDENTS HAVE TO GET ONLINE. AT THE MIDDLE SCHOOL THOUGH, THEY WILL HAVE TARGETED TO CHILDREN THAT NEED HELP, AND THEN AT THE HIGH SCHOOL, THE SAME THING TARGETED TO SOME STUDENTS THAT NEED HELP. ALSO AT THE HIGH SCHOOL, IT APPEARS THE REASON THEY DO IT IS FINE IMPACT FRIDAYS, BUT THERE'S SO MANY STUDENTS ARE GONE FOR SPORTS. EACH LEVEL SEEMED TO HAVE THEIR OWN REASONS FOR HAVING. >> CORRECT. THE ONLY CORRECTION I WOULD MAKE, WE WILL CONTINUE TO OFFER CREST AT ELEMENTARY AND WE EXPANDED THOSE SEATS. >> TO HOW MANY? >> TO 400. WE'VE EXPANDED THOSE SEATS SO PARENTS CAN COME, OUR STUDENTS CAN COME. WE ALSO HAD THE OPPORTUNITY FOR TARGETED SUPPORT FOR INDIVIDUAL STUDENTS AS WELL AT ELEMENTARY. AT MIDDLE SCHOOL, IT'S TARGETED SUPPORT FOR STUDENTS THAT NEED HELP, BUT THEY ALSO HAVE SOME REALLY FUN AND ENGAGING THINGS, SO STUDENTS THAT WANT TO COME, THEY SHOW UP. >> OH, YES, MATH HELPS. I FORGOT. >> THE SAME THING WITH THE HIGH SCHOOL. IT'S NOT JUST FOR REMEDIATION, BUT OPPORTUNITIES, AS FOR EXAMPLE RIGHT NOW, WE'RE GETTING INTO THE SPRING AP PREP TIME. THAT WOULD BE AN IDEAL TIME FOR THE AP TEACHER TO OFFER SOME STUDY SESSIONS FOR PREPPING FOR THIS COLLEGE BOARD TEST THAT ARE COMING UP THIS SPRING. IT'S NOT JUST FOR REMEDIATION. A LOT OF KIDS COME BECAUSE BREAKFAST IS SERVED, LUNCH IS SERVED, AND TRANSPORTATION IS PROVIDED. >> BOARD, ANY OTHER QUESTIONS BEFORE I OPEN UP THE PUBLIC COMMENT? TRUSTEE TESKE. >> I'M SUPPORTIVE OF THIS CALENDAR. I THINK IT WILL BE IF WE MISS IN SAYING THAT THE STUDENTS ARE GOING TO GO TO SCHOOL THROUGH THE 23RD, OF DECEMBER. I AM NOT SUGGESTING WE CHANGE THIS BECAUSE IT WOULD BE A NIGHTMARE, BUT I JUST THINK THAT'S A LITTLE BIT OF A DISSERVICE TO STAFF BECAUSE FAMILIES ARE GOING TO PACK UP AND GO VISIT FAMILIES ACROSS THE COUNTRY AND TEACHERS ARE GOING TO BE REQUIRED TO BE THERE AND THEY HAVE TO TRAVEL ON CHRISTMAS EVE. LIKE I SAID, I THINK I WOULD BE REMISS IN NOT CALLING THAT OUT. [01:35:05] >> HOW CAN WE FIX THAT? >> TRUSTEES THIS YEAR IN DECEMBER, WE HAD TWO IN-SERVICE DAYS. AND RECOGNIZING HOW MANY THIS REALLY RELATES MORE TO HIGH SCHOOL TEACHERS, SOME MIDDLE SCHOOL TEACHERS, HOW MANY TEACHERS WERE COVERING BECAUSE OF SUCH SHORTAGE? INSTEAD, THEY WERE GIVING UP THEIR PLANS ON REGULAR BASIS. WE RECOGNIZE THAT AND WE DID THE DECEMBER TWO DAYS AS A FLEXIBLE SCHEDULE. WE HAD EVERYTHING WAS ONLINE OR ZOOM SO THEY COULD ZOOM IN FROM WHEREVER THEY WERE THE FIRST DAY AND THEN THE SECOND DAY THE INDIVIDUAL TEACHERS HAD THE OPPORTUNITY TO WORK ON THEIR OWN SCHEDULE. SO THAT WORKED OUT REALLY WELL AND THE STAFF USED THAT TIME EFFECTIVELY. SO I WOULD SAY THAT COULD BE A POTENTIAL ALTERNATIVE. I REALLY FEEL STRONGLY ABOUT THE VERTICAL ALIGNMENT THAT WORK THAT WE NEED TO DO OUR DATA SHOW IT NEEDS TO HAPPEN. SO THAT WILL BE A HUGE PRIORITY FOR US, BUT THAT WOULD BE ACCOMPLISHED VIA ZOOM, ESPECIALLY IF THE PREVIOUS ONES SETTING UP TO THAT TIME WERE FACE-TO-FACE BECAUSE THAT FACE-TO-FACE TIME WAS REALLY IMPORTANT FOR OUR STAFF TO DEVELOP THOSE RELATIONSHIPS. BUT THE PLCS, THE PROFESSIONAL LEARNING COMMUNITIES, THE CONSTANT REVIEW OF DATA AND TIME THEY SPEND TOGETHER, THOSE LEADING UP TO THOSE TWO DECEMBER DAYS. THAT COULD BE SOMETHING THAT WE CONSIDER BECAUSE IT DID WORK OUT REALLY WELL WITH THE STAFF. THEY APPRECIATED IT AND THEY TOOK THE TIME SERIOUSLY TO GET THE WORK DONE THAT THEY NEEDED TO GET DONE. >> IS THAT ADDRESSED IT OR WILL YOU THINK OF MOVING SOME DATES AROUND? >> WELL, I DON'T KNOW. I JUST FEEL LIKE I SAID. WHEN I LOOK AT IT, I THINK ABOUT ALL THE FAMILIES THAT ARE GOING TO PULL THEIR KIDS OUT ON WEDNESDAY. BUT THE WAY THE POLICY READS TEACHERS CAN'T DO THAT. THEY CAN'T JUST LOOK RIGHT. I JUST THINK ASKING PEOPLE TO TRAVEL IN THE MIDDLE OF WINTER ON THE 24TH. >> DAMN, IT'S A JOB [LAUGHTER]. >> YEAH, I KNOW. BUT I'M JUST SAYING, I DO APPRECIATE THAT, BUT I JUST THINK THAT IT'S PART OF TEACHING IS HAVING THAT WINTER BREAK. AND PEOPLE TRAVEL TO SEE THEIR FAMILIES. AND I DO APPRECIATE THAT IT IS A JOB AND THAT IF YOU HAD TO REQUEST DAYS OFF AND YOU HAVE TWO WEEKS A YEAR, YOU HAVE TO FIGURE THAT OUT, BUT THAT'S JUST ME. IT'S JUST ME. I AM SUPPORTIVE OF THE IN-SERVICE DAYS BECAUSE I DO ABSOLUTELY BELIEVE THAT THE ONLY WAY TO MAKE THAT KIND OF PROFESSIONAL DEVELOPMENT EFFECTIVE IS TO HAVE IT GO PERIODICALLY THROUGH THE SCHOOL YEAR. RESEARCH SHOWS IT'S THE ONLY WAY THAT YOU MOVE THE NEEDLE. AGAIN I FEEL LIKE SUPERINTENDENT CHAPMAN, I MEAN, I WOULD EXTEND THE SCHOOL YEAR BY 10 DAYS AT LEAST, BUT I ALSO THINK THAT WE NEED TO SUPPORT THE LEARNING AND THE DEVELOPMENT OF THE STAFF IN ORDER THEY CAN SUPPORT THE CHILDREN. >> LET ME GO AHEAD AND OPEN A PUBLIC COMMENT, JUST GET THAT. IS THERE ANY PUBLIC COMMENT HERE IN THE ROOM? ANY PUBLIC COMMENT ON WEBEX? IF YOU DO HAVE A PUBLIC COMMENT, PLEASE RAISE YOUR VIRTUAL HAND AND WE WILL CALL YOU. ANYONE ON WEBEX? WE'LL GO AHEAD AND CLOSE PUBLIC COMMENT AND WE'LL BRING IT BACK UP OR LET ME ASK YOU THIS AND MAYBE THIS WILL HELP CLARIFY THIS DOWN. IS EVERYONE IN AGREEMENT, AT LEAST ON THE HIGH-SCHOOL PART, THE 10 DAYS THERE. >> I AM NOT. THE BEST WAY TO IMPROVE STUDENT OUTCOMES IS TO HAVE THEM IN SCHOOL. WE CHIP AWAY. I STILL DON'T BUY AND I NEVER HAVE THIS IDEA THAT, WELL, WE SHOULDN'T HAVE SCHOOL ON FRIDAY BECAUSE THERE'S A LOT OF KIDS ACTIVITIES. WHAT ABOUT THOSE KIDS WHO ARE NOT IN ACTIVITIES? THEY SHOULD HAVE MAYBE AN ADVANTAGE OF GOING TO SCHOOL AND HAVING TEACHERS IN THE CLASSROOMS, AND A LOT OF TEACHERS ARE COACHES. THAT'S A WHOLE ANOTHER ISSUE. BUT I JUST CAN'T SUPPORT THAT. [01:40:09] IF KIDS WERE IN CLASSROOM MORE PERHAPS WE WOULD HAVE LESS NEED FOR ALL THESE SMALL GROUP WORK. IF KIDS, BY THE TIME THEY'RE IN THIRD GRADE, CAN READ PROFICIENTLY PERHAPS WE'D HAVE LESS NEED FOR ALL THIS SMALL GROUP WORK WHICH WE CONTINUALLY ARE DOING ALL THE WAY THROUGH TO THEIR HIGH SCHOOL YEARS. SO I CAN'T AGREE TO THAT AND I CERTAINLY WOULDN'T AGREE WITH THE ELEMENTARY SCHOOL. PARENTS, IT IS BRUTAL TO BE A PARENT. ALL OF YOU KNOW, YOU'RE ALL FRIENDS, I WAS PRACTICING LAW WITH MY KIDS GOING TO SCHOOL AND EVERY TIME I'VE TURNED IT AROUND AND THERE WAS A HALF-DAY. IT IS BRUTAL FOR PEOPLE TO HAVE, TO MAKE ACCOMMODATIONS. EVEN IF YOU HAVE THE FINANCIAL RESOURCES TO HAVE PEOPLE TAKE CARE OF YOUR CHILDREN. IF YOU HAVE DAYCARE, YOU'RE LUCKY, BUT MOST OF THEM AREN'T JUST GOING TO TAKE DROP-IN DAYCARE. I THINK WE HAVE AN OBLIGATION TO OUR COMMUNITY AS WELL AS TO OUR STUDENTS. I UNDERSTAND THAT IN EDUCATION, PROFESSIONAL DEVELOPMENT IS IMPORTANT. IT'S IMPORTANT IN THE LAW, IT'S IMPORTANT IN THE MEDICAL COMMUNITY. BUT MOST PEOPLE DON'T GET AN OPPORTUNITY TO DIVIDE THEMSELVES UP FROM THEIR REAL WORK TO JUST DO PROFESSIONAL DEVELOPMENT AND I GUESS IT'S KIND OF A DIFFERENT KIND OF FISH, BUT I JUST CAN'T SUPPORT CONTINUALLY AGAIN AND AGAIN AND AGAIN, FIGHTING INTO STUDENT TIME IN CLASS. >> OTHER THOUGHTS? >> I WILL TELL YOU MY THOUGHTS. WE'LL GO WITH YOUR THOUGHTS TRUSTEE FIRST. >> GO AHEAD, >> OH [LAUGHTER] MY THOUGHTS ARE, I TOTALLY GET WHAT TRUSTEE MEADE SAYING, ESPECIALLY WITH THE HIGH SCHOOL DOES GET INTERESTING. WHAT ARE THOSE KIDS DOING THAT AREN'T IN ACTIVITIES? THAT IS TOUGH, THEY ARE GOOD STUDENTS. THEN WE CAME FOR SCHOOL BECAUSE OTHER STUDENTS NEED TO TRAVEL FOR SPORTS. BUT I CAN SUPPORT THE PEN AT THE HIGH SCHOOL, AND I THOUGHT THAT MR. HELSHEEN DID A GOOD JOB AT THE LAST MEETING EXPLAINING WHAT'S HAPPENING AT THE MIDDLE SCHOOL. THAT FIVE I UNDERSTAND. I DON'T SUPPORT THE ADDITIONAL DAYS AT THE ELEMENTARY. I THINK PD DAYS. THERE'S BYLAW ARE REQUIRED TO 10, I BELIEVE. I PREFER DOING THEM AT THE BEGINNING OF THE YEAR AND AT THE END OF THE YEAR OR WHERE THERE IS A BREAK, LIKE A WINTER BREAK THIS YEAR, I THINK WE DID ONE ON JANUARY 3RD, SO JUST THE KIDS CAME BACK LATE ONE DAY THE NEXT DAY. BUT I DON'T AGREE WITH THE ONES THAT ELEMENTARY, I DO THINK WE NEED TO HAVE THE KIDS AT THE SCHOOL MORE. I WOULD LOVE TO SEE US GET TO 180 IF WE COULD SOMEHOW FIND THE MONEY TO GO FROM 175-180. I THINK THAT WOULD JUST BE AMAZING. BECAUSE I THINK THE MORE TIME IN THE CLASSROOM IS WHAT'S AFFECTED. I ALSO DON'T AGREE WITH USING THE HOURS. I KNOW THE DEPARTMENT OF ED USES HOURS, BUT LEGISLATURE USES DAYS. I THINK DAYS IS WHAT WE SHOULD BE LOOKING AT. JUST ADDING FIVE MINUTES AT THE END OF THE DAY. YES, IT ADDS UP TO A DAY ONCE YOU COUNT OUT THE WHOLE YEAR. BUT I DON'T THINK FIVE-MINUTES AS WELL HELPS. I'M OKAY WITH THE MIDDLE SCHOOL AND HIGH SCHOOL I'M NOT OKAY WITH THE ELEMENTARY. OTHER FOLKS. TASTEEN TUSKY. >> I WOULD AGREE WITH YOU. I FEEL LIKE AND I'M CERTAINLY PROBABLY MARK WELL VERSED IN THIS WHOLE K3 READING OR LITERACY INITIATIVE THAN YOU-ALL, BECAUSE I'VE HEARD SO MUCH ABOUT IT BOTH DURING THE INTERIM AND THROUGH THE SESSION, BUT I THINK WE'RE TRYING TO PUT AN ADULT SOLUTION IN PLACE AND I THINK HER KIDS. WE'VE NEVER HAD AN ISSUE LIKE THIS WHERE ALL OF THE EMAIL WE GOT WAS FOCUSED ON ONE SIDE. I CAN'T IGNORE THAT WHERE PARENTS ACTUALLY WANTED STUDENTS IN SCHOOL LEARNING. [01:45:01] I'M REALLY, REALLY SENSITIVE TO THE ISSUE OF PROFESSIONAL DEVELOPMENT THOUGH THROUGHOUT THE YEAR AND I JUST WONDER A COUPLE OF THINGS. FIRST OF ALL, I WOULD REALLY LIKE US AS A BOARD TO TAKE ON THE INITIATIVE TO DO SOME SUBSTITUTE TRAINING AND TRY AND RECRUIT SOME PEOPLE IN THE COMMUNITY. WE'VE GOT A LOT OF PEOPLE IN THE COMMUNITY THAT WOULD LOVE TO BE IN OUR SCHOOLS. HOW DO WE RECRUIT THEM AND GET THEM TO BE LISSOME SO THAT WE CAN BRING THEM IN FOR SCHOOL AS SUBSTITUTES. THAT'S NUMBER ONE. NUMBER 2, ARE THERE MORE CREATIVE SOLUTIONS LIKE MAYBE WE'D GIVE THEM PUT IN AN EXTRA DUTY CONTRACT AND HAVE FOLKS COME IN ON SATURDAY THREE OR FOUR TIMES A YEAR. I DON'T KNOW. I'M JUST REALLY NOT COMFORTABLE TAKING THE TIME AWAY FROM OUR YOUNGEST STUDENTS AND PUTTING IT INTO PD. >> OTHER THOUGHTS, PESLEY BROWNSKIN. >> I'VE CREATED A DIFFERENT CHARACTER IN THERE [LAUGHTER] ESPECIALLY IN THE ELEMENTARY LEVELS. AMONG OF WORD LIST THAT HAS TO TAKE PLACE ACROSS A GRADE LEVEL GIVEN THE SAME ASSESSMENTS MAKING SURE THAT AS YOU HEAD TOWARDS AN ASSESSMENT, THAT EVERY STUDENT THAT'S BEEN GIVEN THE SAME OPPORTUNITIES IN THE CLASSROOM. THE TIME CONSISTENT THAT IF A STUDENT, IT'LL NEVER BE TOTALLY CONSISTENT BECAUSE EVERY TEACHER IS AN INDIVIDUAL. BUT THEN THERE'S A CONSISTENCY THAT YOU COULD PICK UP A STUDENT FROM HERE AND PUT THEM HERE IN THE SAME BUILDING, IN THE SAME GRADE LEVEL AND THEY'RE GOING TO SEE THE SAME THING. THEY'RE GOING TO HEAR THE SAME MATERIAL. THEY'RE GOING TO BE PREPARED FOR THAT ASSESSMENT. WHICH DESPITE ALL THOUGHTS, I SUPPOSE, IS REALLY WHERE THE MEASURE COMES DOWN. BECAUSE AS WE SAW ON OUR MEASURES EARLIER IN THIS EVENING, YOU HAVE THAT ISSUE ACROSS A GRADE LEVEL WITHIN A BUILDING. YOU ALSO HAVE THE CONSISTENCY OR THE PREPARATION AS YOU MOVE FROM ONE GRADE LEVEL TO THE NEXT AND THE COORDINATION IN THAT HIERARCHY AS YOU MOVE THROUGH IS ALSO IMPORTANT. THESE DAYS ARE JUST SOMETHING THAT, WHILE WE MAY LOOK AT IT ON ONE HAND AS TAKING AWAY INSTRUCTIONAL TIME, WHATEVER IT REALLY DOES IS IT PREPARES TEACHER TO HAVE MORE EFFICIENT AND MORE ENRICHED INSTRUCTIONAL TIME WHEN THEY ARE WITH KIDS. I'M FULLY IN SUPPORT OF THIS CALENDAR AS IT STANDS. I THINK IF YOU REALLY WANT TO DO THE BEST FOR KIDS, AND IF THAT'S WHERE YOU REALLY ARE, THEN YOU REALLY HAVE TO CONSIDER WHAT ARE WE DOING TO SUPPORT THE TEACHERS, TO DO THE BEST FOR OUR KIDS. I JUST THINK THAT'S WHERE IT IS. HAVING BEEN IN THERE, I REMEMBER SITTING IN SCIENCE MEETINGS SO WE WERE COORDINATING SCIENCE CURRICULUM FROM ELEMENTARY TEACHERS ALL THE WAY UP THROUGH HIGH SCHOOL. IN LOOKING AT STATE STANDARDS AND LOOKING AT WHERE THINGS WERE COVERED IN SAYING, WELL, HOW ARE YOU DOING THIS? WHAT DO WE NEED YOU TO DO IN ORDER TO PREPARE THEM FOR WHEN THEY REACH US? THERE'S JUST PUTTING STUFF AT THE BEGINNING OF THE YEAR IS GREAT BECAUSE PEOPLE ARE EXCITED. PUTTING THINGS AT THE END OF THE YEAR IS TERRIBLE BECAUSE EVERYBODY'S BURNED OUT AND NOBODY REALLY GETS ANYTHING AT THE END OF THE YEAR, [LAUGHTER] DESPITE WHAT WE'D LIKE TO DO. BUT THAT DURING THE YEAR HIGH, IT'S JUST CRITICAL, ESPECIALLY IN THE THAT ELEMENTARY LEVEL. NOW, AS FAR AS THE SECONDARY GOES, AGAIN, I GUESS I WOULD NEED A LITTLE MORE INFORMATION AS FAR AS WHAT'S GOING ON IN THOSE DAYS. I KNOW ORIGINALLY THEY WERE DESIGNED AS DATES TO CATCH THOSE KIDS WHO WERE FAILING AND REALLY BRINGING THEM UP AND THE FEEDBACK I HEARD FROM TEACHERS WITH THOSE DAYS WAS THAT THEY WERE INCREDIBLY VALUABLE FOR REDUCING LITERALLY THE OVERALL FAILING RATE FOR CLASSES [01:50:02] SIMPLY BECAUSE THEY HAD INTENSIVE TIME WITH THOSE KIDS WHO REALLY NEEDED IT. THE IDEA THAT THEY COULD BE USED AS TIME FOR AP EXAMS. WHAT'S? >> FOCUS ON THE DIVERSITY, IT'S TAKEN TO GET THE HIGH SCHOOL AND TAKEN IN AP EXAMS, JUNIORS AND SENIORS, AT LEAST 105, 70 PERCENT. >> SO THERE WE GO, 70 PERCENT OF OUR STUDENTS WHO WILL BE HAVING TIME TO GET THE EXTRA HELP AND EXTRA STUDY ON AP EXAMS. I JUST THINK THAT THOSE DAYS AT THE HIGH SCHOOL ARE VALID DAYS AS WELL FOR BOTH ENDS OF THE SPECTRUM. I GUESS I'LL SPEND TIME. OTHER FOLKS. >> WHAT ELSE? [OVERLAPPING]. >> JUST TO TRY TO GET TO KNOW SOLUTION. PLEASE SUGGESTS THEM. WOULD IT MAKES SENSE TO MOVE SOME OF THE TEACHER AND SERVICE DAYS TO 22ND, 23RD, LIKE WE DID THIS YEAR AND NOW ONCE THAT WE HAVE IN THE MIDDLE [OVERLAPPING]. >> THERE IS THIS NUMBER TO KIND OF ADDRESS BETSY'S CONCERN. TRUSTEES, IF YOU WANTED ME TO TAKE A STAB AT HERE, WE COULD MOVE THE JUNE 16TH IN-SERVICE TO DECEMBER 23RD IN-SERVICE AND WE COULD TAKE AUGUST 29TH AND PUT THAT ON DECEMBER 22ND. >> ANY OTHER THOUGHTS? >> YEAH. BUT THAT'S NOT CHANGING. THAT'S ACTUALLY REDUCING THE STUDENT DAYS. ISN'T IT? [OVERLAPPING]. >> WE WOULDN'T MOVE THE STUDENT DAY BACK IN JUNE. WE COULD DO ONE DAY, WE COULD DO TWO DAYS IN JUNE. THE STUDENTS COULD BE OUT JUNE 16TH INSTEAD OF THE 14TH. >> ANY OTHER THOUGHTS? >> MY OTHER CONCERN IS JUST MAYBE IF WE DID THE PD DAYS, THEN WE COULD LESSEN UP THE MEETINGS AFTER SCHOOL. WE'VE HAD ABOUT TWO MONTHS FOR THIS AS BEING DISCUSSED THROUGHOUT OUR DISTRICT. I HAVE REPEATEDLY HEARD THE TERM DEATH BY MEETING [LAUGHTER]. I THINK WE'RE MEETING A LOT. I GET THAT TEACHERS ARE BURNT OUT FOR OTHER REASONS. IT'S BEEN A TOUGH TWO YEARS WITH COVID. I GET THAT ADMINISTRATORS LIKE MEETINGS AND SOME OF THE OTHER STAFF THAT MAYBE ISN'T IN A CLASSROOM LIKE MEETINGS. THAT'S WHERE THEY GET THE SHINE WHEN THERE'S A MEETING. FOR THE CLASSROOM TEACHERS, MEETINGS [LAUGHTER] THEY ARE TOUGH. WE LIKE TO HAVE MEETINGS IN THIS DISTRICT. WE HAVE MEETINGS TO PLAN, MEETINGS TO DISCUSS MEETINGS [LAUGHTER]. I WOULD LOVE TO SEE US REDUCE MEETINGS AFTER SCHOOL. I'D LOVE TO SEE US REDUCE MEETINGS DURING THE IN-SERVICE DAYS. IF WE HAD MORE IN-SERVICE DAYS WHERE TEACHERS WERE ALLOWED TO BE IN THEIR CLASSROOM AND WORKING WITH THEIR FELLOW TEACHERS, BUT ALONG THESE PD DAYS YOU'RE NOT DOING WHAT TRUSTEE BRONX THERE IS TALKING ABOUT, IF THERE WAS THAT I'D BE ALL EXCITED. IT'S A LOT OF JUST MEETING TO MEET. I THINK WE GOT TO FIX THAT BECAUSE THAT'S DEFINITELY THE FEEDBACK I GOT. I THINK THERE'S ENOUGH VOTES TO DO IT THE WAY THAT IT'S PROPOSED. I'LL JUST BE A NO ON THIS, BUT IF SOMEONE WANTS THE MAIN MOTION, THEY CERTAINLY CAN. >> TRUSTEE TESKE. >> THANK YOU, MR. CHAIR. SUPERINTENDENT CHAPMAN, HOW ABOUT THIS? WE MOVE THE OCTOBER 21ST AND THE JANUARY 20TH, ONE'S AN IN-SERVICE AND ONE'S A CREST DAY AND I DON'T KNOW REALLY WHAT THE DIFFERENCE IS. WE MOVE THOSE TO DECEMBER 22ND AND 23RD. THEN WE EXTEND THE SCHOOL YEAR, WE CAN'T DO THAT, CAN WE? [01:55:01] [BACKGROUND] WHAT'S TROUBLING IS WHEN YOU'VE GOT, TAKE OCTOBER, EVERY OTHER WEEK, THE KIDS ARE GONE. OCTOBER AND IN END OF NOVEMBER. THAT'S JUST ON FRIDAY. THAT'S UNCOMFORTABLE TO ME. >> NOT FOR ELEMENTARY. >> WHAT'S ON OUR CALENDAR? >> THAT'S WHAT WE'RE LOOKING AT. >> WHAT'S ON THE CALENDAR? >> I SAY WE JUST, LIKE IT WAS IN HIGH SCHOOL? [BACKGROUND]. >> TRUSTEE [INAUDIBLE]. >> MR. CHAIRMAN, THANK YOU. BUT I JUST DON'T WASTE MY TIME WHEN I GET MY THOUGHTS PUT TOGETHER [LAUGHTER]. I THINK THE FLEX IN MY HIGH SCHOOL, I DIDN'T HAVE A PROBLEM WITH SHOWING UP ON FRIDAY AS IT'S A GHOST TOWN. ANYWAYS, MIDDLE SCHOOL, I THINK I'M OKAY WITH. I'M CONCERNED PRIMARILY ELEMENTARY SCHOOL KIDS THAT ARE FRUSTRATED WITHIN WHAT IS PERCEIVED REAL OR NOT, THE LACK OF CLASSROOM TIME. BUT OCTOBER AND NOVEMBER, THAT. TRUSTEE TESKE, I'LL SPEAK UP SO SHE CAN HEAR ME. TRUSTEE TESKE POINTED OUT WHERE EVERY OTHER FRIDAY YOU'RE OFF IN JANUARY. THEN IT'S A JOKE IN TETON COUNTY, YOU GOT NINE DAYS OF SCHOOL EVERY TWO WEEKS INSTEAD OF TEN. JANUARY WE'RE RECOGNIZING LUTHER KING EQUALITY DAY. THREE DAYS LATER, WE'RE GOING TO HAVE A CREST [LAUGHTER]. THERE'S A WEEK WHERE WE HAVE TWO DAYS OFF AND FIVE, MAYBE MOVE THE CREST, IF WE'RE GOING TO GO WITH THIS, MOVE THAT ONE TO EITHER THE 17TH OR THE 13TH, SO AT LEAST IT FOUND US UP AGAIN, SO WE GET MORE TIME, THEN THERE'S A WEEK AFTER CHRISTMAS. I WOULD PROBABLY, AND I KNOW THE IMPORTANCE OF PD, BELIEVE IT OR NOT, BANKERS HAVE PD [LAUGHTER]. I'M NOT SURE HOW MUCH IT WORKED OUT FOR US. IF I WERE TO BE BOLD ENOUGH TO MAKE A MOTION, I WOULD HAVE TO BREAK IT INTO THREE CALENDARS. THE HIGH-SCHOOL CALENDAR, THE MIDDLE SCHOOL CALENDAR AND THE ELEMENTARY SCHOOL CALENDAR, AND ELIMINATE CREST DAYS IN THE SCHOOL CALENDAR. IT'S A MAP. >> REMEMBER YOU BE COMFORTABLE WITH THAT PROCESS. >> TRUSTEE [INAUDIBLE]. >> I'M A PARENT OF ELEMENTARY SCHOOL KIDS. I UNDERSTAND. EVERY TIME THERE'S A FRIDAYS SO WHAT ARE WE GOING TO DO? BUT I ALSO DO HEAR WHAT TRUSTEE BRUMSTED AND TRUSTEE CARLIN, WHO HAVE BEEN IN THE TEACHING WORLD MORE THAN I HAVE, AND DO ALSO BELIEVE IN SUPPORTING TEACHERS, AND SINCE I GET MORE SUPPORT IN THE HIGH SCHOOL AND MIDDLE SCHOOL TEACHERS, WHY WOULDN'T WE SUPPORT THE ELEMENTARY SCHOOL TEACHERS IN THE SAME NUMBER OF DAYS? >> THINK ABOUT THEM. >> THE CREST DAYS, WE'RE INCREASING THE NUMBERS AVAILABLE ALSO THAT HELPS WITH THE CONCERN WITH CHILDCARE BASICALLY ALMOST FRIDAYS. >> WE HAPPENED TO TALK ABOUT THIS FOR SEVERAL MONTHS AND I JUST WANT TO ACKNOWLEDGE THAT IT WENT FROM 10 IN-SERVICE DAYS TO FIVE IN-SERVICE DAYS [LAUGHTER].I THINK A COUPLE OF THE LETTERS THAT WE HAVE RECEIVED, ALTHOUGH WE HAVE HARDLY RECEIVED ANY LETTERS THIS MONTH COMPARED TO WHAT WE'D RECEIVE LAST MONTH THAT A COUPLE OF THE LETTERS DID HAVE A LITTLE BIT OF MISSING INFORMATION IN THAT THEY THOUGHT IT WAS STILL 10 DAYS AND THEY WERE STILL TALKING ABOUT VIRTUAL FRIDAYS. I THINK WHEN I HAVE HEARD THINGS JUST THROUGH THE GRAPEVINE, IT WAS THE VIRTUAL FRIDAYS, THE VIRTUAL PIECE THAT I THINK PEOPLE ALWAYS THOUGHT IT WAS SUCH A JOKE. THAT SHOULDN'T EVEN BE PART OF THIS CONVERSATION, AND OR PART OF THE INFORMATION THAT PARENTS ARE TALKING ABOUT IN THEIR LETTERS. THAT'S JUST MISINFORMATION THAT THEY HAD AND CONFUSION. [02:00:04] I DO JUST WANT TO ACKNOWLEDGE THAT WE HAVE WORKED ON THIS. WE HAVE REDUCE THESE DAYS, EXCUSE ME, BOTH IN THE MIDDLE SCHOOL AND ELEMENTARY SCHOOL AND THAT BEAT I THINK JEN HAS TRUSTEES ON HERE THAT REALLY I'LL EXPLAIN ABOUT SUPPORTING THE TEACHERS AT ALL LEVELS. I DON'T THINK THAT'S GOOD FOR THEM. >> TRUSTEES, WOULD IT FEEL BETTER TO YOU TO TAKE THE OCTOBER 7TH DAY AND TRADE THAT WITH DECEMBER 23RD?. THAT'S SOMETHING WE COULD DO. MR. CHAIR. >> YEAH. >> I THINK IF WE WERE GOING TO MOVE A DAY TO THE 23RD, IT WOULD MAKE SENSE, AT LEAST FROM WHAT YOU WERE SAYING EARLIER THAT IT WOULD BE AN IN-SERVICE DAY VERSUS A CREST DAY. >> WE'LL OFFER CREST FOR ANY DAY, WE'LL OFFER CREST FOR STUDENTS NO MATTER WHAT, BUT-. >> WE'VE BEEN ON THE SCREEN DAYS, IN-SERVICE. >> YES. >> MR. CHAIRMAN. >> I'M NOT EXACTLY GOOD AT THIS [LAUGHTER]. IN ELEMENTARY THE CREST DAYS WERE TEACHER IN-SERVICE DAYS. HOWEVER, IN THE HIGH SCHOOL, A FLEX FRIDAYS OFFERS OUR ACTUAL STUDENTS GETTING HELP THAT'S NOT IN-SERVICE. >> IN-SERVICE IN THE AFTERNOON. >> IN SERVICE IN THE AFTERNOON. THOSE ARE THE CLASSIC HALF-DAY. >> THAT'S WHY THEY CALL IT FLEX. >> I'VE BEEN TRYING TO FIGURE THAT OUT THE WHOLE DAY. [BACKGROUND] [LAUGHTER] >> WHAT IF WE WENT THROUGH THE 15TH OF JUNE AND YOU MOVE THAT DAY TO THE 23RD OF THE SAME?. >> EXPANDING LENGTH OF THE SCHOOL YEAR. [LAUGHTER] >> WELL, BUT IT'S BY ONE DAY AND THE TEACHER IS STILL [BACKGROUND]. >> WHY DON'T WE TRY BILL'S IDEA? [LAUGHTER] LET'S VOTE ON THE HIGH-SCHOOL PART FIRST, AND SEE IF WE CAN GET SOMEWHERE WITH THAT. >> MR. CHAIRMAN? >> YEAH, TRUSTEE SCOTT. >> I MOVE, WE APPROVE THE HIGH SCHOOL CALENDAR FOR THE 22/23 CALENDAR YEAR AS PRESENTED. >> THAT WILL BE THE 10 DAYS. >> YES, 10 FLEX DAYS. >> IS THERE A SECOND FOR THAT? >> I SECOND IT. >> IT'S BEEN SECONDED TO APPROVE THE HIGH-SCHOOL CALENDAR THAT INCLUDES 10 FLEX DAYS. IS THERE ANY DISCUSSION ON THAT ONE? >> MR. CHAIRMAN? >> TRUSTEE SCOTT. >> I STILL WOULD LIKE TO MOVE THAT ONE FLEX DAY AROUND, I BELIEVE IT'S ON THE 20TH OF JANUARY, SO GROUP IT WITH MARTIN LUTHER KING DAY. >> [INAUDIBLE] IS THAT AN ISSUE, WOULD THAT CAUSE ANY PROBLEM? >> NO. >> THAT'D BE A FOUR-DAY WEEK. >> MOVE IT TO THE FRIDAY, THE 13TH. [OVERLAPPING] >> AM CONFUSED THOUGH TRY THAT AGAIN? PRESSING ON THE 20TH, YOU WANT TO MOVE TO THE 13TH? >> YEAH. >> WELL, THAT'S NOT MARTIN LUTHER KING DAY. >> MARTIN LUTHER KING DAY IS THE 16TH [OVERLAPPING]. WE DON'T HAVE THREE DAYS SCHOOL WEEK, INSTEAD WE HAVE A FOUR DAY WEEKS? >> IS THAT PART OF YOUR MOTION? >> I CAN MAKE IT PART OF MY MOTION. >> IS YOUR SECOND OKAY WITH IT? >> I'M OKAY WITH IT. >> SO MOVED AND SECONDED TO APPROVE THE HIGH SCHOOL CALENDAR WITH 10 DAYS AND WE'RE MOVING ONE OF THE DAYS, YOU HAVE TO SAY IT AGAIN. >> FROM JANUARY 23RD TO JANUARY 13TH. >> IT'S JANUARY 20TH TO JANUARY 13TH. >> 20TH. >> TO JANUARY 13TH. >>THANK YOU. [LAUGHTER] >> ANY DISCUSSION ON THAT? TRUSTEE [INAUDIBLE]. >> MR. CHAIR, SUPERINTENDENT CHAPMAN WAS SAYING WE ALSO MOVE SINCE OPEN DAY IS AROUND OCTOBER 21ST TO DECEMBER 23RD, RETURN SERVICE. >> THE DIFFERENCE THERE IS THE 21ST IS A ALL DISTRICT AND NORMALLY ON THE ALL DISTRICT ONES IN MANY CASES, THERE'S A PARTICULAR FOCUS DISTRICT WIDE ON THAT AND MOVING THAT IS NOT AS SIMPLE AS JUST MOVING THAT GREEN BLOCK. [02:05:07] >> I WOULD PREFER THE SWITCH. [OVERLAPPING] I PREFER TO SWITCH TO OCTOBER 7TH. >> DOWN. >> WITH THE 23RD. >> THAT GETS YOU SIX STRAIGHT WEEKS. >> YEAH, THAT HELPS TO BREAK UP THE SEPTEMBER CALENDAR. >> OCTOBER 7TH IS GOING TO DECEMBER 23RD AND THAT SOLVES JASMINE CARLA'S PROBLEM TOO. >> YES. >> IS THAT PART OF YOUR MOTION TOO? >> YES SIR THAT'S PART OF MY MOTION. [OVERLAPPING] >> I THINK PART OF FOR A SECOND. >> WE'RE APPROVING THE HIGH SCHOOL WITH 10 DAYS AND WE HAVE TWO THINGS MOVING, ONE IN JANUARY AND ONE FROM OCTOBER TO DECEMBER. ANY DISCUSSION? ALL THOSE WHO ARE APPROVAL SAY AYE. >> AYE. >> AYE. >> AYE. >> A PROPOSED. >> AYE. >> AYE. >> AYE. >> TRUSTEE NED OPPOSES. >> DID YOU MEAN. >> TRUSTEE NED WHAT WERE YOU? >> SHE WAS A THUMBS UP. >> THUMBS UP. THAT'S A NOD. >> LET'S TALK ABOUT THE MIDDLE SCHOOL. WOULD SOMEONE LIKE TO MAKE A MOTION FOR THE MIDDLE SCHOOL. >> I MOVE TO APPROVE THAT 2022/23 SCHOOL CALENDAR AS WITH THE CHANGES THAT WE'VE MADE IN HIGH SCHOOL, SWITCHING THE DATES AROUND AS PRESENTED. >> WITH THE MIDDLE SCHOOL? >> NO THAT'S THE MIDDLE SCHOOL. >> THERE A SECOND? >> I'LL SECOND THAT. >> MOVED AND SECONDED TO APPROVE THE MIDDLE SCHOOL CALENDAR WITH THE FIVE FLEX DAYS WITH THE SAME CHANGES WE MADE FOR THE HIGH SCHOOL. THE ONE CHANGE IN JANUARY AND THE OTHER CHANGE FROM OCTOBER TO DECEMBER. ANY DISCUSSION ON THAT ONE? SAY NONE. ALL THOSE FOR APPROVAL, SAY AYE. >> AYE. >> AYE. >> AYE >> ALL THOSE AGAINST. >> AYE. >> JASMINE OPPOSED >> NOW WRAPPED ELEMENTARY. WHAT WOULD YOU LIKE TO DO THEIR TRUSTEE SCOTT? >> [INAUDIBLE]. >> GO WITH TRUSTEE ZANA ON THAT ONE. [LAUGHTER] >> WELL, ACTUALLY THIS IS PART OF THE DISCUSSION. I HAD A REALLY GREAT LETTER FROM MY FOURTH GRADER, A PERSUASIVE ESSAY THAT WE SHOULD REDUCE THE SCHOOL DAY FOR EVERY DAY IN ELEMENTARY SCHOOL BY 40 MINUTES AND THEN GIVE THE TEACHERS THAT TIME TO PLAN [LAUGHTER]. >> ALL RIGHT. >> [LAUGHTER] SOUNDS GOOD. [OVERLAPPING] >> ACTUALLY THE MATH ALMOST WORKS OUT [LAUGHTER] FOR THOSE FIVE EXTRA FLEX DAYS. >> THE MATH PROBABLY DOES. >> LET'S SEE. I WANT TO MAKE A MOTION ON ELEMENTARY. >> I'LL MOVE TO APPROVE THE 2022/23 SCHOOL CALENDAR AS PRESENTED WITH THE DATES, BOTH DAY SWITCHINGS. >> THERE A SECOND? >> YES. >> FOR ELEMENTARY. >> IT'S BEEN LEVELED OFF. >> WAS THERE A SECOND? >> I'LL SECOND IT BECAUSE I HAVE A DISCUSSION. >> IT'S BEEN MOVED AND SECONDED THAT FOR ELEMENTARY SCHOOLS, FIVE IN-SERVICE DAYS, WHICH ARE ON PROBABLY TWO IN-SERVICE FOR ALL SCHOOLS AND WE SWITCHED THE JANUARY DATES LIKE WE DID FOR THE HIGH SCHOOL AND MIDDLE SCHOOL, AND CHANGED THE OCTOBER TO DECEMBER LIKE WE DID FOR THE HIGH SCHOOL AND MIDDLE SCHOOL DISCUSSION TRUSTEE BOEM SAID. >> THE ONE ISSUE I HAVE WITH THIS IS THAT ON OTHERS, IT WAS RELATIVELY EASY TO TAKE THAT OCTOBER DAY AND MOVE IT. BUT WHAT I'M SEEING HERE IS THAT WITH OUR ELEMENTARY TEACHERS, AND WITH THE WORK THEY HAVE TO DO THAT DAY, IF IT MOVED ANYWHERE, I'D SEE IT MOVING TO THE 30TH A WEEK AHEAD OF THAT. I HAVE A HARD TIME WITH IT MOVING TO DECEMBER, SIMPLY BECAUSE THAT'S THE ONLY IN-SERVICE DAY THEY HAVE PRIOR TO THE DISTRICT WIDE IN-SERVICE, WHICH WILL PROBABLY HAVE ITS OWN SCHEDULE. I PERSONALLY AM A LITTLE BIT LEERY OF MOVING THAT DATE I'D RATHER IF SOMETHING ELSE COULD MOVE TO THAT. BUT THAT'S MY CONCERN WITH MOVING OCTOBER 7TH DAYS. I'M JUST CONCERNED WITH OUR NUMBER OF NEW TEACHERS, WITH TEACHERS SWITCHING BUILDINGS AND THINGS LIKE THAT. BUT THAT'S REALLY THE FIRST DAY THEY HAVE AFTER THEY'VE HAD STUDENTS [02:10:01] IN THE BUILDING AND THEY'VE ALL GOT THEIR FEET ON THE GROUND A LITTLE BIT AND NOW IT'S LIKE, HOW ARE WE DOING THIS? WHAT ARE WE DOING NOW? HOW DO WE GET COORDINATED? SO IT'S NOT AS EASY TO TAKE THAT DAY OUT OF THERE AND JUST MOVE IT SOMEWHERE ELSE. >> TRUSTEE CARLIN, WOULD YOU LIKE TO AMEND OR WITHDRAW? WE DO YOURS OR YOU WANT JUST TO LEAVE IT AS IT IS? >> WELL, I CAN WITHDRAW, BUT MY THINKING IS THAT MIDDLE SCHOOL AND ELEMENTARY SCHOOL LINEUP AND THOSE CALENDAR DAYS AND WHATNOT AND I DO THINK THAT THERE IS SOMETHING TO BE SAID FOR KEEPING THAT THE WAY IT IS BECAUSE OF THE CHILDCARE ISSUE AND THERE PROBABLY ARE CERTAIN CIRCUMSTANCES WHERE OLDER SIBLINGS WILL BE WATCHING YOUNGER IF THEY'RE NOT IMPRESSED. >> THE MOTION STANDS AS IT IS. ANY OTHER DISCUSSIONS ON THIS? ANY OTHER DISCUSSION ON THE MOTION? ALL THOSE IN FAVOR SAY AYE. >> AYE. >> ALL THOSE OPPOSED. >> NAY. >> NAY. >> IT FAILS. WHAT WAS THE VOTE? WHO WAS AYE? CAN YOU RAISE YOUR HAND. >> ONE. >> IT'S ONE? >> TWO. >> JENIN WERE YOU AN AYE? >> [LAUGHTER] JENIN IS GONE >> THAT'S A NO. [INAUDIBLE] DID SOMEONE WANT TO MAKE A DIFFERENT MOTION, DIFFERENT NUMBER OF DAYS OR JUST LEAVE IT AS THE TWO IN-SERVICE DAYS FOR ALL SCHOOL? OR WANT TO A DIFFERENT MOTION? >> MAY REDUCE THE NUMBER OF [INAUDIBLE] DAYS? >> YEAH, WE COULD. THAT WAS WHY I WAS SAYING YOU COULD DO ANOTHER MOTION. >> INSTEAD OF FIVE COULD WE DO THREE OR TWO? WHAT WOULD BE? I DON'T KNOW WHAT THE TEMPERATURE IS, I UNDERSTAND [OVERLAPPING] >> WE'RE SAYING WAS SORT OF WANT TO SPACE THEM OUT THROUGH OUT THE YEAR. >> I GUESS THE OTHER, IF YOU REALLY WANTED TO LOOK AT THAT, I WOULD SAY PROBABLY MAY, BEST DATE, GRANTED YOU'RE WINDING UP THE YEAR, BUT YOU HAVE A COUPLE OF DAYS AFTERWARDS TO COORDINATE THINGS. BUT IN MY MIND IF YOU MOVE THE MAY 5TH TO THE 23RD OF DECEMBER, PERSONALLY, I SEE THE IMPORTANCE OF HAVING THOSE DAYS EARLIER IN THE YEAR AND KEEPING THAT CONSISTENCY, AND I THINK THE MAY DATE IS PROBABLY THE ONE THAT I HAVEN'T SEE WOULD HAVE THE MOST FLEXIBILITY IN BEING ABLE TO BE MOVED, STILL ALLOWING TEACHERS TO KEEP THEIR COORDINATION NECESSARILY AS THEY'RE BUILDING THROUGH IT. I GUESS IF I WOULD PROVIDE A MOTION. >> MAY I ASK YOU A QUICK QUESTION? >> YEAH. >> IF WE START ELIMINATING [INAUDIBLE] DAYS, THEN WE'RE GOING TO BE MOVING THE END OF SCHOOL BACKWARDS? >> COULD BE JUST BE ADDING DAYS OF SCHOOL. >> WE'D BE ADDING ADDITIONAL DAYS OF SCHOOL. THEN WILL WE FALL IN LINE WITH EVERYTHING? >> YOU'RE PENALIZED FOR TOO MANY DAYS. [LAUGHTER] [OVERLAPPING] >> MAKE THE MOTION. >> I WOULD MOVE THAT WE APPROVE THE ELEMENTARY OF 2022-23 SCHOOL YEAR CALENDAR WITH THE CHANGE THAT THE MAY 5TH IN-SERVICE DAY BE MOVED TO DECEMBER 23RD. >> I'LL SECOND THAT >> MOVED AND SECONDED TO APPROVE THE ELEMENTARY CALENDAR WITH THE SAME FIVE DAYS, YOU'RE JUST MOVING THE MAY DATE TO THE DECEMBER 23RD. >> THE IDEA BEING THAT, BETSY OR TRUSTEE CAROLYN'S IDEA THAT IF WE HAVE THE CONSISTENCY OF MIDDLE ELEMENTARY HIGH SCHOOL KIDS THAT THERE'S THAT SIBLING THE ABILITY TO WATCH SIBLINGS LIVE IF THAT'S HOW A FAMILY WORKS. [02:15:04] >> MR. CHAIR. >> YES, IT SOUNDS TO ME. >> TRUSTEE BRONSTED, DO WE NEED TO NOW AMEND THE OTHER CALENDARS? >> NO, BECAUSE THIS IS WHAT'S HAPPENING AT THE OTHER CALENDARS, ARE THE OLDER KIDS AND THOSE PROGRAMS ARE SET. >> THE MAY 5TH DATES JUST AN ELEMENTARY DATE. >> WELL, IT'S ALSO [OVERLAPPING]. >> IT'S EVERYONE. >> EVERYONE HAS THAT DAY BUT I DON'T KNOW, THEY HAVE FEWER DAYS TO MOVE AROUND. I JUST THOUGHT OCTOBER DAY IS THE FIRST REAL DAY THAT THE TEACHERS HAVE TO START COORDINATING. >> BUT WE ALREADY MOVED THAT IN THE OTHER CALENDARS >> WE DID, BUT THEY'RE NOT DOING NECESSARILY, THEY HAVE AFTERNOON MEETINGS BUT IT'S NOT AS CRITICAL IN THOSE GRADES AS IT IS IN THE ELEMENTARY. THERE'S JUST SO MUCH CONSISTENCY THAT HAS TO HAPPEN ACROSS THE GRADE LEVEL IN TERMS OF MAKING SURE THAT EVERYTHING IS GOING AS PLANNED, THAT EVERYBODY IS ON-BOARD WITH HOW WE'RE PRESENTING THE MATERIAL AND THINGS LIKE THAT AS WE MOVE THROUGH OUR ASSESSMENTS. >> BUT WE KNOW MIDDLE AND HIGH SCHOOL, WE MOVE ON OCTOBER 7TH DATE TO DECEMBER 23RD, SO THEY'RE IN SCHOOL THOSE DAYS BUT MIDDLE [OVERLAPPING] >> PROBABLY WOULD MAKE SENSE, [OVERLAPPING] MISS DAY 2 RATHER THAN THE OCTOBER DATE. >> [INAUDIBLE] BUT THEN WE'D HAVE TO GO BACK AND VOTE AGAIN. >> BECAUSE WE'RE NOT LINING UP NOW BECAUSE WE HAVE SO. >> CAN WE ASK DISTRICT [OVERLAPPING] >> THINK WE NEED TO LINE UP >> WE'RE NOT LINED UP NOW. >> NO. >> ELEMENTARY IS IN SCHOOL AND THE HIGH SCHOOL ARE NOT. >> WELL, I'M JUST SAYING THAT WHEN IT IS POSSIBLE TO LINE THEM UP AND WHEN IT'S, YOU KNOW WHAT I MEAN? >> MAY I ASK THE SUPERINTENDENT, [LAUGHTER] MAY I ASK YOUR THOUGHTS ON THE CHANGES? WOULD YOU SEE THEM ALL MOVING THAT MAY DATE TO THE 23RD, THAT MAY 5TH DATE OR DO YOU SEE ISSUES WITH HAVING MIDDLE AND HIGH SCHOOL AND ELEMENTARY DIFFERENT. I MEAN, THERE'S TRANSPORTATION ISSUES AND THINGS LIKE THAT AS WELL? >> TRUSTEES, Y'ALL ARE THINKING SO THOUGHTFULLY ABOUT THIS, SO I APPRECIATE THAT. THE MAY DATE, IF ELEMENTARY STUDENTS ARE IN SESSION ON THE MAY DATE AND OUT ON DECEMBER 23RD, THAT'S OKAY, IT'S ONE DAY AND WE CURRENTLY AREN'T ALL LINED RIGHT NOW ANY WAY. WE'VE TRIED TO AVOID THAT, BUT THERE'S A COUPLE OF TIMES THAT WERE NOT ALIGNED, IT WOULD BE OKAY FOR THAT, THAT DOESN'T WORRY. THE OTHER DATE THAT I THINK YOU INTEND TO KEEP IS TO MAKE THE JANUARY 20TH MOVED TO JANUARY 13TH ALSO, THAT'S THE ONLY OTHER CHANGE THAT YOU MIGHT WANT TO CONSIDER. >> THAT'S RIGHT >> DO YOU EVER WANT TO TAKE A FIVE-MINUTE BREAK AND GUYS COULD [INAUDIBLE] A LITTLE BIT. >> MR. CHAIRMAN, MAY I MAKE MAKE A COMMENT PLEASE? >> SURE, TRUSTEE TESKE. >> THIS IS REALLY KIND OF DANGEROUS PROCESS WE'RE GOING THROUGH, WE'RE JUST HORSE-TRADING STUFF RIGHT AND LEFT AND IT'S JUST NOT FEELING REALLY VERY COHESIVE. >> THAT WHY I SAY I WANT TO TAKE A FIVE-MINUTE BREAK AND MAYBE PEOPLE CAN SORT OUT WHAT'S THEIR MOTIONS ARE. [BACKGROUND] [NOISE] I HAD PEOPLE CALL ON TRUSTEE BRONSTED, HE HAD FIVE MINUTES TO SORT IT OUT. [LAUGHTER]. >> HE HAS A PROPOSAL FOR US. [OVERLAPPING] >> IF WE'RE VOTING QUICKLY ON THE ELEMENTARY. THIS IS MY MOTION REMAINS SIMILAR IN THAT I WOULD VOTE TO APPROVE THE ELEMENTARY SCHEDULE FOR THE '22 '23 SCHOOL YEAR. [02:20:04] AS PRESENTED WITH THE CHANGE OF THE MAY 5TH IN-SERVICE DAY BEING MOVED TO DECEMBER 23RD AND THE JANUARY 20TH IN SERVICE DAY BEING MOVED TO JANUARY 13TH. THAT'S MY PROPOSAL. >> IS THERE A SECOND TO THAT? >> I'LL SECOND. >> THE MOVE CO-SECONDED TO APPROVE THE ELEMENTARY SCHOOL CALENDAR WITH THE SAME FIVE FLEX DAYS IN ADDITION TO THE TWO OLD-SCHOOL IN-SERVICE DAYS WITH TWO CHANGES. CAN YOU REPEAT THE CHANGES ONE MORE TIME? >> THE CHANGE, ONE CHANGE WOULD BE TO MOVE THE MAY 5TH IN-SERVICE DATE TO DECEMBER 23RD. THE SECOND CHANGE WOULD BE TO MOVE THE JANUARY 20TH IN-SERVICE DAY TO JANUARY 13TH. >> ANY DISCUSSION ON THAT MOTION? >> BE NONE. ALL THOSE IN FAVOR SAY AYE. >> AYE. >> ALL THOSE OPPOSED, SAY NO. >> NO. >> THAT WAS YES? >> YES. >> ALL RIGHT. ELEVEN PACKED. LET'S BACKTRACK FOR A BIT. >> WAS IT JANUARY OR MAY [OVERLAPPING]. >> CHOOSE A NO. [OVERLAPPING]. >> LET'S VOTE AGAIN. >> CHOOSE A NO. >> WE VOTE AGAIN BUT THERE'S' SURE TO BE AN ANSWER THERE [LAUGHTER]. > OH SO A FAIL? >> NO A PASS. I VOTED THE [INAUDIBLE] >> THAT'S WHAT I SAID DIDN'T I? >> JANE YOU VOTED NO? >> YES JUST THE THREE MONTH, WHATEVER. [OVERLAPPING] >> I VOTED NO. >> RIGHT, WE GOT IT. [LAUGHTER]. >> SO WHO VOTED AYE? >> AYE. >> STILL I DIDN'T SEE THE OTHER TWO. >> WE SHOULD BACKTRACK. DO WE NEED TO MAKE SOME CHANGES TO THE MIDDLE SCHOOL IF HIGH SCHOOL WAS TO MAKE ANY OF THIS ORDINATE? >> NO. >> CAN YOU BACK-UP A SECOND, WHO VOTED AYE? >> [INAUDIBLE], ME AND JENNER. >> SHE CAN'T SEE ALL OF US. SHE CAN JUST SEE [INAUDIBLE]. >> THERE'S NO POINT NOW. YOU'RE LIKE, I DON'T KNOW THAT'S [INAUDIBLE] [LAUGHTER] [OVERLAPPING] [LAUGHTER] >> SORRY TO THE INTERVIEWER, WE WEREN'T THINKING. DO WE NEED TO BACKTRACK TO MAKE ANY CHANGES FOR THE HIGH SCHOOL MOTION? [OVERLAPPING] WE'RE ALL DONE WITH THIS ISSUE. [LAUGHTER] >> OKAY. >> THE 2023/24 CALENDAR, NOW THIS TIME, THIS MIGHT BE A LITTLE EASIER. WE'RE NOT DECIDING ON FLEX DAYS YET. THEY'RE GOING TO COME TO US ON ANOTHER DAY, TO MAKE THAT DAY, A HAPPY DAY TOO. [LAUGHTER] THIS POST IS JUST ON, WHEN WE'RE STARTING SCHOOL, WHEN WE'RE ENDING SCHOOL AND WHERE THE HOLIDAYS ARE. >> NO. [OVERLAPPING]. >> I DON'T KNOW. >> [OVERLAPPING] [INAUDIBLE] SERVICE. THE TWO. >> BUT ONE. >> BUT NOT ALL OF THESE FLEX DAYS AROUND HERE. >>THERE'S NO FLEX ON THE CALENDAR. >> YEAH. >> THEY USED TO HAVE A NICE ONE THERE. >> THERE'S TWO INS. >> MAYBE. >> '23 '24 CALENDAR TOM. >> MAYBE I'LL CALL THE SUPERINTENDENT TO EXPLAIN WHAT WE'RE ACTUALLY SUPPOSED TO BE DOING. >> NO. I HAVE DONE THE WRONG [INAUDIBLE] >> WHAT WERE THINKING WE MIGHT FOLD OFF TODAY? >> TRUSTEES, WHAT WE WERE LOOKING FOR HERE IS SOME DIRECTION, AND ON THE FIRST DAY OF SCHOOL FOR STUDENTS, THE LAST DAY OF SCHOOL, GRADUATION DATES, HOLIDAYS, AND THEN THE 10 IN-SERVICE DAYS, THAT ARE REQUIRED, AND THE NEW TEACHER START DAY. THAT JUST GIVES US AN OPPORTUNITY FOR FAMILIES AND STAFF TO PLAN AHEAD. THEN WHAT WE'D LIKE TO DO IS GIVE EVERYBODY A BREAK FROM HIS DISCUSSION, [LAUGHTER] BUT ALSO FOR US TO COMPILE DATA TO SEE HOW DID THE DAYS THAT YOU JUST APPROVE WORKED. MAYBE WE WON'T NEED THEM IN THE FUTURE. MAYBE WE'RE IN GOOD SHAPE BECAUSE WE'VE GOT THIS UNDER OUR BELT. WHAT WE'D LIKE TO DO IS JUST GET THE BARE BONES HERE FIGURED OUT, AND THEN LIKE IN JANUARY, COME BACK AND WE'LL HAVE THE FULL DATA FOR YOU TO CONSIDER. THEN WE CAN DECIDE IN JANUARY OR FEBRUARY OR MARCH, WHEREVER THE IN-SERVICE DAYS FOR YOU TO CONSIDER. >> IS EVERYONE COMFORTABLE WITH THAT CALENDAR? IF ANYBODY HAVE ANY QUESTIONS ABOUT IT OR ANY THOUGHTS ABOUT MOVING ANY DATES AROUND? [02:25:10] >> SORRY, THAT WAY. >> WE DID GET A COMMENT FROM SOMEBODY A LITTLE WHILE AGO TO CONSIDER THE FULL SERMON CLIPS COMING UP. >> THAT'S SO FUNNY, WE TALKED ABOUT THAT IN GOVERNANCE TOO. >> WE DID JOE. >> ALL OF US WERE VERY IMPRESSED WITH THAT EMAIL. >> WE HAD A LONG DISCUSSION TO GOVERNANCE OF [INAUDIBLE]. >> IT'S ON APRIL 8TH 2024. I DON'T KNOW IF YOU'RE TRYING TO CONSIDER MOVING SPRING BREAK SO I STARTLED SOMEWHERE? JUST BEING RIGHT OUTSIDE? >> JUST TO REMIND EVERYONE THERE WAS AN EMAIL. THE TOTAL ECLIPSE WILL NOT BE HERE, BUT IT WILL GO ACROSS TEXAS AND OHIO, ARKANSAS, THAT DIRECTION. THERE IS A BELIEF AT LEAST, THAT QUITE A FEW PEOPLE FROM JACKSON, BECAUSE THEY EXPERIENCED ONE THEMSELVES, MAY TRAVEL TO SEE THAT ONE. THE IDEA WAS THAT, THAT SECOND WEEK OF APRIL MIGHT SEE SOME PEOPLE GO SEE THAT. THE PROPOSAL WAS INSTEAD OF THE LAST WEEK OF MARCH, 4TH OF APRIL, WE WOULD DO THE FIRST TWO WEEKS OF APRIL FOR SPRING BREAK. ANY THOUGHTS ON THAT IDEA? >> BECAUSE THEY'D GET OUT THE 30TH. >> TRUSTEE CUP. >>FIRST AM GETTING A CHOCOLATE. BUT I THINK THAT'S AN INTERESTING IDEAS. >> THEY CAN HAVE THE WEEKEND. >> THE SOLAR ECLIPSE WAS SO COOL. HOWEVER, I JUST THINK PUSHING SPRING BREAK THAT EVEN ONE WEEK, EVERYBODY IS REALLY READY, BUT THE END OF MARCH [LAUGHTER] I SUSPECT IF WE PULL PEOPLE, THEY WOULDN'T WANT TO LEAVE IT WHERE IT IS RATHER THAN PUSH IT BACK. THAT GIVES LESS TIME FOR THE END OF THE YEAR, AS YOU'RE WRAPPING IT UP. >> TRUSTEE SCOUT. >> CHAIRMAN, I DEAL WITH THESE STARS WHICH ARE MY BIG ISSUE, WE CAN ADDRESS THE FLOW AND THE YEAR IN ADVANCE. [OVERLAPPING]. THE DOUBLING FLEX DAYS ON [LAUGHTER] [INAUDIBLE] >> THE OTHER CONSIDERATION FOR MOVING THE SPRING BREAK, SO DEEP INTO APRIL, IT BECOMES RIGHT ON THE HEELS OF ACT AND WHITE TAB AND OUR AP TESTING. I WOULD BE RESONATED TO THE SHIP BAGS. >> FORWARD US THAT EMAIL. THAT EMAIL WRITER MUST BE VERY IMPRESSED THAT WE HAVE FULLY EXHAUSTED THAT CONVERSATION. [OVERLAPPING] IS THERE ANY PUBLIC COMMENT ON THIS CALENDAR? ANY PUBLIC COMMENT ON WEBEX? IF YOU DO HAVE PUBLIC COMMENT ON WEBEX, PLEASE RAISE YOUR HAND AND WE WILL FOLLOW ONTO. IF NONE, NO ONE IN THE ROOM. IS THERE A MOTION TO APPROVE THIS. >> I WANT APPROVE THE '23 '24 SCHOOL YEAR CALENDAR AS PRESENTED. >> MICHAEL. >> IT'S BEEN MOVED AND SECONDED TO APPROVE THE '23 '24 SCHOOL YEAR CALENDAR AS PRESENTED. ANY DISCUSSION BY THE BOARD? SAY NONE. ALL THOSE IN FAVOR SAY AYE. >> AYE. >> ALL THOSE AGAINST HIM? ALL RIGHT, WE ARE MOVING ON TO PAYING MORE MONEY FOR INSURANCE. >> I'VE HAD TWO REQUESTS SO FAR, TO BILLY EXPLAIN THIS IN DETAIL. [LAUGHTER] AS YOU CAN SEE, OUR PAID LAST YEAR'S RATIO PUT US FOR AN INCREASE FOR WEBT HEALTH INSURANCE WAS AT 10 PERCENT, WE'RE ONLY RECEIVING AN EIGHT PERCENT INCREASE. THERE ARE SEVERAL FACTORS THAT PLAY INTO THIS RENEWAL, THE ONLY DECISION YOU HAVE TO MAKE TONIGHT. GO TO THE SECOND PAGE. WHAT I'D LIKE TO DO IS I'D LIKE TO ADD THE $5,000 EMBEDDED HIGH DEDUCTIBLE PLAN, SO THAT WE NOW HAVE THREE OPTIONS. WE CURRENTLY FULLY FUND THE $1,000 DEDUCTIBLE, AND WE HAVE AN HSA CONTRIBUTION TO THE 3,500. THERE'S SOME ADDITIONAL DOCUMENTATION. ANDREA. IF YOU WILL GO TO THE PAGE 1, OUT OF THIS ONE. NO, GO BACK TO THE SECOND ONE. [NOISE] ON THIS DOCUMENT, [02:30:03] YOU'LL SEE, OUR TOTAL ANNUAL COST RIGHT NOW IS JUST OVER $8 MILLION. IF WE WERE TO MAKE NO CHANGES TO OUR CURRENT OFFERINGS, OUR TOTAL ANNUAL COST WOULD INCREASE BY ABOUT 700,000. WE WILL NOT HAVE AN INCREASE IN FUNDING FROM THE STATE TO COVER THAT GAP. WE GO TO SECOND PAGE. THIS IS A SAMPLE SCENARIO THAT YOU GUYS WILL BE LOOKING AT WHEN YOU GO TO THE THIRD DOCUMENT. [NOISE] SORRY. A SAMPLE SCENARIO. YOU'RE NOT VOTING ON THIS SCENARIO, AND THIS IS WHAT WE COULD OFFER. BUT IN ORDER TO BRING THOSE COSTS DOWN, WE MAY HAVE TO RESTRUCTURE THE WAY THAT WE'RE OFFERING THE PLANS. MAYBE ASK THE EMPLOYEES TO PAY A LITTLE BIT IF THEY'D LIKE TO, ELECT THE TRADITIONAL PLAN. WE COULD STILL MAINTAIN AN HSA CONTRIBUTION FOR BOTH HIGH DEDUCTIBLE PLANS. THESE ARE THE DECISIONS YOU'LL MAKE WHEN WE GET CLOSER TO THE COMPENSATION PACKAGE, BUT IN ORDER TO HAVE SOME FLEXIBILITY AROUND THOSE DECISIONS, THE DECISION YOU'RE MAKING TONIGHT IS TO ADD THE $5,000 HIGH DEDUCTIBLE PLAN AS AN OPTION. ANY QUESTIONS? >> TRUSTEE TESKE. >> CHRISTINE, CAN YOU EXPLAIN WHY WE WENT UP BY EIGHT PERCENT? >> THERE'S SEVERAL REASONS. ONE OF THEM IS, MEDICAL COSTS ACROSS THE US AND I THINK PROBABLY IN THE WORLD, ARE INCREASING AT A HIGH PACE. WE KNOW THIS, IT'S SOMETHING WE'VE TALKED ABOUT EVERY YEAR. WE HAVE A COUPLE OF EMPLOYEE GROUPS. ONE IS OUR RETIREE GROUP, THE PAID LOSS RATIO, AND OUR RETIREE GROUP IS UP AT 183 PERCENT. WE ALSO HAVE THE TRADITIONAL PLAN, THEIR PAID LOSS RATIO WAS AT 123 PERCENT, AND THEN THE PAID LOSS RATIO FOR THE HIGH DEDUCTIBLE PLAN WAS THAT 97 PERCENT. WHEN YOU FACTOR ALL OF THOSE PIECES IN, OUR TOTAL PAID LOSS RATIO FOR THE WHOLE PLAN WAS AT, I THINK 101 PERCENT. IT'S BACK ON THE FIRST PAGE. THERE'S SOME CHANGES THAT WE COULD MAKE THAT WE'LL PROBABLY START DISCUSSING, AS WE MOVE INTO THE COMPENSATION PACKAGE. WE'VE TALKED ABOUT THE WEBT RETIREE INSURANCE POOL IN PAST, THAT WOULD CERTAINLY BRING DOWN THE OVERALL DISTRICT PAID LOSS RATIO. THEN, IF PEOPLE ARE NOW PAYING FOR THE TRADITIONAL PLAN, IT'S VERY CLEAR THAT THOSE USERS ARE UTILIZING THEIR INSURANCE MORE THAN THE HIGH DEDUCTIBLE USERS. LET US COME BACK TO INSIDE ON THAT PLAN. ANYBODY WHO HAS OFFERED THAT PLAN THIS YEAR, THOSE PAID LOSS RATIOS WERE MUCH HIGHER THAN EXPECTED, AND ALL OTHER PLANS. SO WEBT IS ACTUALLY GOING TO INCREASE THE RATES ON THAT TRADITIONAL PLAN BY FIVE PERCENT NEXT YEAR. THEY'RE ALREADY PLANNING THAT ON TOP OF IF WE GET AN EIGHT PERCENT INCREASE. >> OH, YEAH. >> THERE'S A COUPLE OF VARIABLES THAT WORK HERE THAT ARE ALL CONTRIBUTING TO THE HIGHER RATES. IT'S NOT UNEXPECTED. >> BACKUP FOR ME. BESIDES JUST RENEWING OUR INSURANCE, WHAT WAS THE OTHER DECISION WE WERE MAKING? >> THE ONLY ONE YOU'RE MAKING TONIGHT IS TO RENEW AND ADD TO THE THIRD OPTION. >> FIVE THOUSAND DOLLARS. >> THEN WE CAN GET INTO, LATER WHEN WE START LOOKING AT COMPENSATION PACKAGE, WHAT THAT ACTUALLY MEANS. THIS IS A DRAFT, PROPOSAL. RIGHT NOW, THE $1000 DEDUCTIBLE PLAN IS NO COST TO EMPLOYEES. IF WE WERE TO LOOK AT THIS PROPOSAL, THERE WOULD BE A MINOR COST FOR THE TRADITIONAL PLAN. IF WE WENT WITH THIS PROPOSAL, YOU WOULD STILL GET AN HSA CONTRIBUTION FOR THE 3,500 HIGH DEDUCTIBLE PLAN, AND YOU'D GET AN EVEN LARGER HSA CONTRIBUTION. WHAT THAT DOES IS IT'S THE TOTAL COST PER EMPLOYEE FOR A SINGLE EMPLOYEE IS THE SAME WHETHER YOU'RE ON A TRADITIONAL PLAN OR HIGH DEDUCTIBLE PLAN. >> WE'RE JUST ADDING IT TO THE PLAN, HOW WE'RE GOING TO IMPLEMENT IT, WE'RE GOING TO DISCUSS AT A FUTURE DATE. >> YES. I PLAN TO HAVE THE DRAFT COMPENSATION PACKAGE IN APRIL FOR YOU, WE'LL DISCUSS THIS MORE. >> I GOT IT. ANY QUESTIONS FOR HER? SEEING NONE. THANK YOU. ANY PUBLIC COMMENT ON THIS ISSUE? ANY PUBLIC COMMENT HERE IN THE ROOM? ANY PUBLIC COMMENT ON WEBEX, ARE YOU SHAKING HER HEAD, NO. ANY DISCUSSION HERE? ANYBODY WISHES TO MAKE A MOTION? >> MR. CHAIRMAN, I MOVE TO APPROVE WHAT INSURANCE RENEWAL FOR 23 IS PRESENTED. >> I SECOND. [02:35:01] >> IT'S BEEN MOVED BY TRUSTEE SCARLET. >> I SECOND. >> TRUSTEE CARLIN, TO APPROVE THE WEBT INSURANCE RULE FOR, FISCAL YEAR '23, AS PRESENTED. ANY DISCUSSION? SEEING NONE. ALL IN FAVOR SAY AYE. >> AYE. >> AYE. >> AYE. >> ALL THOSE WHO OPPOSE, GREAT. WE MOVE ON TO CONSIDERATION OF STAFFING LETTER OF INTENT FOR THE '22, '23 SCHOOL YEAR. SUPERINTENDENT CHAPMAN. >> TRUSTEES IN FRONT OF YOU IS THE NOTICE OF CONTINUING CONTRACT FOR EMPLOYMENT. TEACHERS WILL BE OFFERED THAT CONTRACT BY APRIL 15TH OR NOTIFIED OF NON-RENEWABLE, AND THIS IS A STATUTORY REQUIREMENT. OUR POLICY IS LINKED THERE, SO THIS IS YOUR APPROVAL OF THIS STEPPING LETTER OF CONSENT SO WE CAN GET THIS SENT UP. >> ANY DISCUSSION? ANY QUESTIONS? ANY PUBLIC COMMENT ON THIS MATTER? SEEING NONE. I'D ENTERTAIN A BUNCH. >> I MOVE TO APPROVE THE STEPPING LETTER OF INTENT FOR THE, 2022, '23 SCHOOL YEAR AS PRESENTED. >> I SECOND. >> I SECOND. >> IT'S BEEN MOVED BY TRUSTEE CARLIN, AND SECONDED BY TRUSTEE MEADE TO APPROVE THE STAFFING LETTER OF INTENT, FOR THE '22, '23 SCHOOL YEAR AS PRESENTED. ANY DISCUSSION? SEEING NONE. ALL THOSE IN FAVOR SAY AYE. >> AYE. >> AYE. >> AYE. >> ALL THOSE OPPOSED. IT PASSES [OVERLAPPING]. WE MOVE ON TO CONSIDERATION OF SECOND READ OF POLICY EFAB-R, FOOD SERVICE PROCUREMENT REGULATION. SUPERINTENDENT CHAPMAN, IS THERE ANY NEED FURTHER DISCUSSION? >> NO. THIS WAS BEFORE YEAR'S FIRST READ IN JANUARY, AND WE HAVE NOT HAD ANY SUGGESTED EDITS SINCE THEN. >> ANY DISCUSSION AND QUESTIONS FROM THE BOARD? SEEING NONE. IS THERE ANY PUBLIC COMMENT ON THIS MATTER? SEEING NONE. I'D ENTERTAIN A MOTION. TRUSTEE SCARLET. >> I MOVE TO APPROVE SECOND READ OF POLICY EFAB-R, FOOD SERVICE PROCUREMENT REGULATION, AS PRESENTED. >> ANY SECOND? >> I SECOND. >> IT'S BEEN MOVED BY TRUSTEE SCARLET, SECONDED BY TRUSTEE BRONSTED TO APPROVE EFAB-R, FOOD SERVICE PROCUREMENT REGULATION. ANY FURTHER DISCUSSION BY THE BOARD? SEEING NONE. ALL THOSE IN FAVOR SAY AYE. >> AYE. >> AYE. >> AYE. >> ALL THOSE OPPOSED. AYE PASSES. WE'RE NOW ONTO FIRST READ ON POLICIES AND BOARD. A FEW, YOU MIGHT HAVE SEEN ON THE INITIAL ONE, AND THEN STAFF WANTED TO WORK A LITTLE BIT MORE ON A FEW OF THEM, SO THOSE GOT OLD, THEY CAN CONTINUE TO WORK ON THOSE. WE'LL SEE THEM AGAIN SOON. WHAT WE'RE LEFT WITH IS FIRST READING OF JEB ENTRANCE AGE, JBIB POLITICAL CAMPAIGNS ACTIVITIES. GCQC-R BREACH OF CONTRACT, AND GCQEA, RETIREMENT AND RESIGNATION PLAN. SUPERINTENDENT CHAPMAN. >> THANK YOU CHAIR [INAUDIBLE]. THE ENTRANCE AGE, THESE ARE ALL FIRST READS, SO WE CAN CERTAINLY TAKE FEEDBACK. THE ENTRANCE AGE POLICY SEPARATES JUST A LITTLE BIT, TALKS ABOUT THE SCORE AND THE PROCESS FOR THE KINDERGARTEN READINESS ASSESSMENT, AND ALSO CLARIFIES THAT UPON A PARENTAL REQUEST, A STUDENT COULD CONSIDER REGISTRATION IN KINDERGARTEN BETWEEN AUGUST 1, OR SEPTEMBER 15. THAT WAS SOMETHING THAT WAS TRIPPING IS THAT THIS NEW STATE CHANGE WAS DONE FOR AUGUST 1 OF 2021, SO WE'VE HAD A LITTLE BIT OF TIME WITH THIS, SO WE WANTED TO TIGHTEN THAT ONE UP. THE POLITICAL CAMPAIGNS GBIB, IS A RECOMMENDATION FROM WSBA POLICY CONTRACT, WITH THE WSBA POLICY GUIDANCE, THAT THEY PROVIDE THAT WE HAD THIS POLICY. SO THAT'S A BRAND NEW POLICY FOR CONSIDERATION. THEN THE BREACH OF CONTRACT, THIS ONE IS RECOMMENDED. CURRENTLY THERE WAS A BREACH OF CONTRACT OF $1,000. IF AN EMPLOYEE RESIGNS AFTER MAY 16TH, AND WHAT WE HAVE SUGGESTED HERE IS TO, INCREASE THAT CONTRACT BREACH LIQUIDATED DAMAGES TO 2,500, IF IT'S BETWEEN JUNE 17 AND JULY 17, AND THEN AFTER JULY. I GUESS IT WOULD BE JULY 18 ON, THEN IT WOULD BE $3,500. WE WERE ATTEMPTING TO DO THIS, [02:40:02] AN EFFORT TO DISCOURAGE PEOPLE FROM RESIGNING LATE BECAUSE WE HAVE SUCH DIFFICULTY FILLING POSITIONS. THEN WE ALSO ADDED THAT EQUIPMENT MATERIALS PROVIDED BY THE DISTRICT SHALL BE RETURNED AND DAMAGE PRIOR TO RECEIVING ANY FINAL PAYMENTS. >> POST RETIREMENT [INAUDIBLE] >> YES, SORRY. I RAN OUT OF STEAM. [LAUGHTER]. >> RESIGNATION. >> YOU ALL LOGGED ME OUT. [LAUGHTER] ON THIS ONE, WE STRUCK THE LANGUAGE THAT EMPLOYEES MAY BE ELIGIBLE TO REMAIN ON THE SCHOOL DISTRICT HEALTH INSURANCE PLAN AS ALLOWED BY THE PLAN ADMINISTRATOR, AND INSTEAD ESSENTIALLY WHAT WE'RE ATTEMPTING TO DO HERE IS TO ENCOURAGE RETIREES TO ENROLL IN COBRA IF ELIGIBLE, AND THEN MEDICARE IF ELIGIBLE, OR A QUALIFYING RETIREE INSURANCE PLAN IF ALLOWED BY THE PLAN ADMINISTRATOR. THAT WOULD POTENTIALLY REDUCE THE LOSS RATIO THAT WE SEE THIS YEAR. >> ANY QUESTIONS? JANET CAN WE BACK UP MAYBE BORED AT THE SOCIETAL DISCUSSION FOR US. WHAT'S EVERYONE THINK ABOUT THE 2,500 BREACH OF CONTRACT? RIGHT NOW IT'S 1,000. ARE WE SUCCESSFUL IN COLLECTIVENESS? >> YES. >> REALLY? >> YES. ANY EXEMPTIONS COME TO THE BOARD FOR CONSIDERATION. IF SOMEONE SAYS, I WANT TO APPLY FOR AN EXCEPTION TO THAT, THEY COME TO THE BOARD FOR CONSIDERATION. I WOULD FORWARD AND ENCOURAGE THE BOARD TO CONSIDER IF SOMEONE'S SPOUSE IS TRANSFERRED BECAUSE OF MILITARY REASSIGNMENT, FOR EXAMPLE, OR THEIR SPOUSE GOT TRANSFERRED OUT OF STATE IN JUNE. THEY DIDN'T ANTICIPATE IT, BUT THAT MAY BE A REASON TO LET SOMEONE GO AHEAD. >> I GUESS MY QUESTION IS, THE NUMBER IS LOW ENOUGH THAT PEOPLE PAY IT, BUT THEY'RE OKAY WITH PAYING IT. BUT YOU THINK IF WE MADE IT MORE, PEOPLE WOULD NOT BE SO OKAY? >> OR ENCOURAGE PEOPLE TO DECIDE EARLIER. SOME PEOPLE ARE WAITING TO THE VERY LAST MINUTE, AND IT REALLY PUTS US IN A BOND. >> WHEN DO YOU HAVE TO DECIDE BY? >> MAY 15TH IS WHEN EVERYONE HAS TO GIVE US NOTICE IF THEY'VE PLANNED TO HAVE IT. >> THESE ARE PEOPLE OVER THE SUMMER MAYBE I TOOK UP CAREER AND SO I SEND YOU A LETTER LIKE AUGUST 1ST, LIKE BY THE WAY, WHAT'S THE DIFFERENCE? >> NONE. >> AND SO THEN YOU SEND THEM A BILL AND THEY WRITE YOU A CHECK. [LAUGHTER] >> I THINK IT'S A GOOD IDEA ACTUALLY, BECAUSE I DO THINK THAT SOMETIMES PEOPLE JUST LET THINGS SLIDE, BUT THERE'S NO RAMIFICATIONS TO WAIT UNTIL THE LAST MINUTE. >> WHAT WAS THE 3500? >> THE 3500 IS AFTER JULY 22. SO IT'S RIGHT AT THE END. >> YOU GET FURTHER INTO THE SUMMER. >> WHICH IS REALLY PROBLEMATIC, AND YOU WOULD BE SURPRISED HOW MANY RESIGNATIONS WE GET. >> [INAUDIBLE]. >> SOMEBODY JUST CALLS YOU AND SAYS, I'M NOT COMING IN ON MONDAY. [LAUGHTER]. >> IF I START THE SCHOOL YEAR IN OCTOBER, I JUST DECIDE THIS WAS NOT THE CAREER FOR ME, I WRITE YOU A CHECK FOR 3500. >> OR IT'S PAYROLL DEDUCTED [OVERLAPPING] [LAUGHTER]. >> THAT MAKES MORE SENSE [LAUGHTER] [OVERLAPPING] >> DID ANYONE HAVE ANY OTHERS THAT THEY WANTED TO DISCUSS? THE RETIREMENT ONE, THE POLITICAL CAMPAIGNING ONE AND THE KINDERGARTEN ENTRANCE [INAUDIBLE]? >> ANY PUBLIC COMMENT ON ANY OF THESE? PUBLIC COMMENT. SEEING NONE. I WOULD ENTERTAIN A MOTION. >> MR. CHAIR, I WAS TO HAVE MOVE APPROVAL ON FIRST READ OF POLICIES NUMBER JEB ENTERING SAGE, JBIB, POLITICAL CAMPAIGNS SLASH ACTIVITIES OR GCQC-R BREACH OF CONTRACT, [02:45:03] GCQEA RETIREMENT AND RESIGNATION PLAN AS PRESENTED,. >> IT'S BEEN MOVED BY TRUSTEE MEADE, SECONDED BY TRUSTEE SCARLET TO IMPROVE ON FIRST READING JEB, GBIB, GCQC OR ECQEK. IS THERE ANY FURTHER QUESTION? SEEING NONE, ALL THOSE FOR APPROVAL SAY AYE. >> AYE. >> ALL THOSE AGAINST? THAT ONE PASSES. [BACKGROUND] WE'RE NOW ON THE CONSENT AGENDA TONIGHT [F. Consent Agenda] IS THE APPROVAL OF STAFF CONSIDERATIONS OF REPORTS FEBRUARY 2022, APPROVAL OF MINUTES OF FEBRUARY 9TH, 2022, APPROVAL OF EXECUTIVE MEETING MINUTES OF FEBRUARY 9TH, 2022, APPROVAL OF MINUTES OF FEBRUARY 22ND, 2022, APPROVAL OF THE FEBRUARY 2022 CHECK REGISTER, APPROVAL OF THE CONSIDERATIONS CERTIFICATE OF SUBSTANTIAL COMPLETION OF THE JACKSON HOLE MIDDLE SCHOOL ADDITION AND RENOVATION PROJECT-BASED BID NUMBER THREE PLUS ALTERNATES TWO AND THREE. APPROVAL OF JBD INCORPORATED PURCHASE ORDER FOR SCIENCE TABLES AT THE JACKSON HOLE HIGH SCHOOL AND APPROVAL OF RESULTS LEARNING CENTER PURCHASE ORDER FOR PROFESSIONAL DEVELOPMENT. DID I GET THEM ALL? >> YEAH. >> I'LL ENTERTAIN A MOTION TO APPROVE THE CONSENT AGENDA. >> SO MOVED. >> WE MOVE THE EXECUTIVE TO APPROVE THE CONSENT AGENDA. ANYBODY WISH TO REMOVE ANYTHING FROM THE CONSENT AGENDA OR MAKE PUBLIC COMMENTS? SEEING NONE. ANY DISCUSSION BY THE BOARD? >> I MR. CHAIR WOULD JUST POINT OUT THAT HAVING HIRING A MATH AND TWO SCIENCE TEACHERS AT THE MIDDLE SCHOOL SEEMS LIKE A REALLY GOOD THING FOR ME. [LAUGHTER] ALREADY. >> IT'S WILHELSHERE WHO WAS ON IT. [LAUGHTER] >> GOOD JOB. [LAUGHTER] [BACKGROUND] >> ANY FURTHER DISCUSSION? SEEING NONE, ALL THOSE WHO APPROVE SAY AYE. >> AYE. [OVERLAPPING] >> [INAUDIBLE] ALL RIGHT, WE'RE DONE WITH CONSENT AGENDA. [G. Communication] PUBLIC COMMENT FOR THINGS THAT WERE NOT ON TONIGHT'S AGENDA. HOW MANY PUBLIC COMMENT FOR THINGS THAT WERE NOT ON TONIGHT'S AGENDA? ONE ON THE WEBEX. IS ANYONE IN HERE ON WEBEX? [LAUGHTER] >> SEVEN IT'S ONLY ONE SO [INAUDIBLE] IF WE GOT MORE BEFORE US. >> WE GOT A LITTLE BIT TOO. >> IT'S TIME NOW. >> IT USED TO BE THE ENTERTAINMENT, PEOPLE LIKED US. [LAUGHTER] PEOPLE SAID THEY ATE DINNER LISTENING TO US. [BACKGROUND] [LAUGHTER] I WASN'T DRAGGING. COMMUNICATIONS TO THE BOARD. COMMUNICATIONS FROM THE BOARD. SD TASKE, LET'S START WITH YOU. ANY GREAT NEWS TO TELL US? >> WELL, I WAS SUMMONED TO THE GOVERNOR'S OFFICE WHERE HE SIGNED A PROCLAMATION WHICH WAS REALLY INITIATED BY THE STATE BOARD OF EDUCATION TO PROCLAIM MARCH. THEY TAKE YOUR ELECTED OFFICIAL TO SCHOOL PROCLAMATION. AS I THOUGHT ABOUT THIS AND TALK TO OTHER PEOPLE ABOUT THIS. OFTEN STAR VALLEY SCHOOL DISTRICT, THEY'VE BEEN PRETTY ASSERTIVE ABOUT TRYING TO GET SOME OF THEIR LEGISLATORS, IN PARTICULAR INTO THEIR SCHOOLS, SO THAT THEY GET A BETTER UNDERSTANDING OF WHAT REALLY GOES ON IN THEIR SCHOOLS. I JUST THINK THIS MIGHT BE A REALLY GOOD THING FOR US TO TAKE ON. I'M NOT SURE WE'RE GOING TO BE ABLE TO DO IT THIS YEAR IN MARCH, BUT I THINK IT'S SOME KIND OF IMPORTANT SO THAT OTHER ELECTED UNDERSTAND WHAT WE DO AND WHY IT'S SO IMPORTANT. >> ANYONE ELSE HAVE ANY COMMUNICATIONS TO BOARD? [OVERLAPPING] TRUSTEE [INAUDIBLE]. >> I SERVE AS THE LIAISON TO THE PREVENTION COALITION. I BROUGHT THAT UP BEFORE WE HAD A MEETING TODAY. IT WAS DISCUSSED THAT A BIG PIECE OF PREVENTION IS EDUCATION. [02:50:05] WE HAD A GREAT PRESENTATION TODAY ABOUT SOMETHING THAT'S LISTED AS A DRUG OF CONCERN, WHICH IS KRATOM. IT'S K-R-A-T-O-M, WHICH IS AN HERB THAT COMES FROM AN EVERGREEN IN ASIA. IT STARTED AS A POWDER AND IT CAN BE USED IF YOU ARE HAVING SYMPTOMS GETTING OFF OPIOIDS. WHAT IS CONCERNING IS THAT IT IS AN HERB AND IT'S SOLD AT MAVERICK AND AT SMOKE SHOPS IN THE AREA. IT DOESN'T SEEM TO BE A PERVASIVE PROBLEM IN OUR SCHOOLS AT THIS POINT, BUT IT IS A SEDATIVE AND IT'S HIGHLY ADDICTIVE BECAUSE YOUR BODY REACTS TO IT LIKE AN OPIOID. I JUST THOUGHT THE PRESENTATION WAS SO GREAT. NOW I'M GOING TO TELL YOU TO LOOK IT UP BECAUSE I'M NOT GOING TO TRY AND SLANDER WHAT I HEARD ANYMORE, BUT IT WAS SOMETHING I WASN'T AWARE OF AND I THOUGHT I'D PUT IT UP. >> WHAT'S IT CALLED AGAIN? >> IT'S K-R-A-T-O-M. IT IS ILLEGAL IN SEVERAL STATES, LIKE EIGHT STATES. >> [LAUGHTER] [INAUDIBLE]. >> ANY OTHER QUOTATIONS FROM THE BOARD. FUTURE AGENDA ITEMS. I SENT OUT AN EMAIL. WE ARE LOOKING AT NEXT WEEK EACH MORNING AND YOU DON'T HAVE TO COME AT ALL. [LAUGHTER] BUT WE THOUGHT A REAL EASY WAY TO EASE BACK INTO SEEING PEOPLE AND SEEING TEACHERS AND STAFF, IS THAT WE PROVIDE DONUTS IN THE MORNING, AND THERE'S A SCHEDULE THAT THE SUPERINTENDENT PUT TOGETHER FOR US. I THINK THE FIRST DAY WE STARTED AT THE BUS BARN AND THEN WE MOVED TO A SCHOOL. TUESDAY WE GO TO DIFFERENT SCHOOLS AND THEN WEDNESDAY, THURSDAY, YOU ALSO HAVE A CALENDAR. IS THAT SOMETHING EVERYBODY'S COMFORTABLE DOING NEXT WEEK? [INAUDIBLE] >> I WILL BE OUT OF TOWN THE END OF NEXT WEEK, BUT I'LL BE HERE MONDAY AND TUESDAY. >> OUT OF TOWN ON MONDAY. >> BE GREAT TO AT LEAST HAVE TWO BOARD MEMBERS EACH MORNING. [INAUDIBLE] >> I BELIEVE [INAUDIBLE] >> MR. CHAIR? >> YES, TRUSTEE, TASKE. >> I'M TRYING TO FIGURE OUT HOW THIS REALLY WORKS. I'M JUST GOING TO STAND AROUND THE LOBBY EATING DONUTS AND DRINKING COFFEE? >> [LAUGHTER] YES. YOU'RE THERE, YOU'RE IN AND OUT IN 15 MINUTES IS JUST A SHOW YOUR PRESENCE, SAY HELLO, BECAUSE WE HAVEN'T BEEN IN THE SCHOOLS FOR TWO YEARS. IT WAS A WAY TO GENTLY EASE OUR WAY BACK IN AND THEN WE'LL SET UP SOMETHING MORE SUBSTANTIAL LATER IN THE SPRING. BUT THIS WAS A QUICK WAY TO SAY HELLO TO THE TEACHERS AND JUST HAND OUT SOME DONUTS IN THE MORNING. >> TRUSTEE TESKE HAS BEEN PRACTICING THIS FOR THE LAST 3-4 WEEKS [LAUGHTER] AND LEGISLATION, SO SHE'LL BE THE ONE SHOWING US HOW TO DO IT. >> YEAH, BUT SHE'S [INAUDIBLE]. >> [LAUGHTER] IN THE MORNING. >> CHARLIE SCOTT MAY HAVE COFFEE TOGETHER. >> THE SECOND ITEM WAS IN APRIL 20TH MAYBE, DOING AN OPEN HOUSE. CHARLIE WAS PUTTING IT TOGETHER AT THE MIDDLE SCHOOL FOR THE COMMUNITY BECOME IN THE EVENING TO TOUR THE MIDDLE SCHOOL [INAUDIBLE] FLUORINE TO SEE, IT'S SO MUCH MORE OPEN TO SEE THE INVESTOR BILL. APRIL 20TH, SHOULDN'T [INAUDIBLE]. THEY COULD SEE THE NEW KITCHEN AND WE MIGHT EVEN DO A RIBBON-CUTTING OR DO SOMETHING LIKE THAT. IT WAS MORE AN OPPORTUNITY FOR PEOPLE THAT DON'T HAVE CHILDREN, JUST MEMBERS OF OUR COMMUNITY TO COME AND SEE WHAT WE ACCOMPLISHED AT THE MIDDLE SCHOOL. IT ISN'T A GOOD CHANCE FOR MR. HELLISTER TO SHOW OFF THIS SCHOOL AND TO SHOW OFF THOSE PROGRAMS THAT AT A VERY SUCCESSFUL SCHOOL. THAT WILL BE APRIL 20TH. >> REMINDER, MARCH 24TH WOULD BE PIZZA DELIVERY TO KELLY AND MORAN. MARCH 25TH WOULD BE [INAUDIBLE] >> NO, THAT'S FINE. [02:55:01] THE DONUT THING WAS JUST GETTING INTO ALL THE SCHOOLS LOCALLY AROUND JACKSON. THEN THE IDEA WAS ON MARCH 24TH AND GILLIAN PROMISES ME, WHEN YOU SHOW UP WITH PIZZA, THEY CLAP. [LAUGHTER] IT'S PIZZA DELIVERY DAY. IT'S ONCE A WEEK, I GUESS OUT THERE. TELLY AND THAT MORAN. ON THE 24TH, THURSDAY, IF PEOPLE HAVE TIME, WE'D LOVE TO GO UP TO KELLY MORAN AND DELIVER THE PIZZAS AND SEE THE KIDS AND SEE THE TEACHERS AND SHOW OUR PRESENCE TO KELLY AND MORAN. THEN ON THE 25TH, WHICH IS FRIDAY, GO TO AUTA, THE IDEA THERE WAS TO GO TO LUNCH THERE, HAVE LUNCH WITH THE KIDS. THEN THEY'VE HAD THE MISSOULA THEATER THERE ALL WEEK, AND THEIR BIG PERFORMANCE. EVERYBODY HAS BEEN IN MISSOULA THEATER WHERE THEY DO THE THING ALL WEEK AND THEN THE BIG PERFORMANCE OF THAT LAST DAY. THE BIG PERFORMANCE IS FRIDAY, MARCH 25TH AT 1:15. WE WOULD HANG AROUND TO WATCH THE PERFORMANCE. THAT WAY IN THE MONTH OF MARCH, WE WILL HAVE HIT ALL OF OUR SCHOOLS AND AT LEAST TO HAVE BEEN THERE SEE WHAT'S GOING ON AND START BEING PHYSICALLY PRESENT AGAIN IN OUR SCHOOLS. THAT WAS THE PLAN. I KNOW THAT'S A LOT. THEN TRUSTEE TESKE WAS TALKING ABOUT IN APRIL DOING SOME TOURS WITH DIFFERENT ELECTED OFFICIALS. I'D REALLY LIKE TO TAKE THE TOWN COUNCIL, THE COUNTY COMMISSIONERS, TO THE HIGH SCHOOL WHEN CLASSROOMS ARE CHANGING SO THEY CAN FEEL WHAT IT'S LIKE TO BE IN THE HALLWAY. I THOUGHT WE'D JUST TAKE THEM IN THE TOUR TO STAY IN THEM AND ALL THAT [LAUGHTER] TO SEE HOW THAT GOES FOR THEM. THAT WILL WORK OUT FOR APRIL. BUT WHAT WE'D LIKE TO DO IS GET BOARD MEMBERS, THEY COULD ASSIST WITH THOSE TOURS AND TALK WITH DIFFERENT ELECTED OFFICIALS. BY THEN THE LEGISLATORS WILL BE BACK AND PERHAPS BECAUSE WE'D LIKE SOME OF THEM TO GO TOWARDS ALL OF OUR SCHOOLS TOO. IT'S A LOT TO DO WITH THE NEXT TWO WEEKS. BUT WE THOUGHT IT MIGHT JUST BE FUN. JUST HAND-OFF DONUTS. ANY OTHER SCHEDULING ISSUES? >> MR. CHAIR, I SHOULD'VE JUST RESPONDED TO YOUR EMAIL, BUT I HAVE A QUESTION AND I HOPE WE CAN DISCUSS IT AT A FUTURE MEETING. MUNGER MOUNTAIN ELEMENTARY SCHOOL, JANINE AND I WERE ON THE BOARD WHEN DUAL IMMERSION WAS STARTED IN OUR DISTRICT. IT WAS AN EXPERIMENT. I'D LOVE TO SEE THE DATA FROM MUNGER MOUNTAIN AS COMPARED TO THE DATA FROM NON-ENGLISH-SPEAKING KIDS LIKE A CULTURE, COMPARATIVELY, A COHORT OF THOSE TO SEE JUST WHAT PROGRESS WE'RE MAKING AT MUNGER [INAUDIBLE] OF ALL THE FANS OF DATA. >> AJ, IS THAT SOMETHING FOR YOUR EDUCATIONAL MOMENT? COULD THAT BE THE APRIL ONE? I THINK THE BETTER COMPARISON MIGHT BE JES BECAUSE THAT'S WHERE YOU HAVE A MUCH LARGER POPULATION THERE. >> WELL, THE REASON I SAID CULTURE IS BECAUSE CULTURE IS ELEMENTARY SCHOOL THAT ACTUALLY IS NOT CONSIDERED OR WAS NOT CONSIDERED AS FAILING SCHOOL COMPARED TO JES AND MUNGER. THAT'S WHY I WANTED TO SEE WHAT THE DIFFERENCES WERE. BUT WE CAN DO BOTH OF THEM. >> LIKE TONIGHT'S TIME? >> SURE. >> YEAH. I DON'T WANT THE BE YOUR 25 SECONDS. >> [LAUGHTER] ANYONE ELSE HAVE ANYTHING? >> I WOULD ENTERTAIN A MOTION TO ADJOURN. >> MOVED. >> SECOND. >> MOVE TO ADJOURN. ALL THOSE IN FAVOR OF THAT. >> AYE. >> AYE. >> GO BACK. * This transcript was compiled from uncorrected Closed Captioning.
