[00:00:01] >> ALL RIGHT. [NOISE] IT'S A LITTLE PAST 1:00, [1. CALL TO ORDER] SO I'LL CALL TO AN ORDER THIS MEETING OF THE TETON COUNTY SCHOOL DISTRICT NUMBER 1, RECREATION DISTRICT. FIRST, WE'LL DO THE PLEDGE OF ALLEGIANCE. MR. HANSEN WILL LEAD US. >> THANK YOU. THE FIRST ITEM ON OUR AGENDA IS APPROVAL OF THE MARCH 17TH, [2. APPROVAL OF AGENDA] 2022 AGENDA. THIS IS OUR MOTION. >> [INAUDIBLE]. >> THANK YOU. IS THERE A SECOND? >> I WILL SECOND. >> MOTION IS MADE BY MR. SCHMIDT, SECONDED BY MS. CARLIN TO APPROVE THE AGENDA FOR MARCH 17TH. ALL THOSE IN FAVOR PLEASE SIGNIFY BY SAYING AYE. >> AYE. >> AYE. >> AYE. >> THAT VOTE IS UNANIMOUS. THE NEXT ITEM WE HAVE IS THE FINANCE BUDGET UPDATE. [3. FINANCE / BUDGET UPDATE] >> THANK YOU, LAURA. >> GOOD AFTERNOON, BOARD CHAIR, TRUSTEES, LAURA DAVENPORT OF TETON COUNTY SCHOOL DISTRICT. JUST REALLY A SIMPLE UPDATE. I WOULD SAY AS OF MARCH, ALL OF THE GRANT REQUESTS HAVE BEEN FUNDED. IF YOU HAVE ANY QUESTIONS IT'S TIME FOR THEM NOW. >> LAURA, WITH REGARDS TO THE AMOUNTS THAT WERE AWARDED IN FISCAL 2022 THAT HAD ZEROS, WERE THOSE ORGANIZATIONS THAT DID NOT APPLY AGAIN [INAUDIBLE]? >> YES, OR THEY DIDN'T PUT IT IN A FINAL, SO THEREFORE, THEY DIDN'T QUALIFY TO DO IT AGAIN. >> RIGHT. THANK YOU. ANY QUESTIONS MR. SCHMIDT? >> NO. >> ANY QUESTIONS? BETSY OR BILL? [NOISE] >> NO, THANK YOU VERY MUCH. >> ALL RIGHT. >> NO, THANKS. >> THE NEXT ITEM IS THE [INAUDIBLE] DISTRICT BOARD SUMMARY AND CURRENT BALANCE SHEETS. JOSEPHINE? >> [INAUDIBLE]? >> YES, IT'S THE NEXT THING ON THERE. NOW THIS IS UNDER THE RECREATION DISTRICT BUDGET UPDATE. WE HAD A DOCUMENT THAT'S THE REC DISTRICT BOARD SUMMARY CURRENT BALANCE SHEET. >> LAURA JUST PRESENTED ON THAT A LITTLE BIT. I CAN REVIEW IT QUICKLY. JUST THE COVER SHEET. OUR CURRENT FUND BALANCE IS 505,000. AS LAURA SAID, AS OF MARCH, WE'VE PAID OUT ALL OF THE GRANT APPLICATIONS WITH AN ESTIMATED ENDING FUND BALANCE FOR THIS YEAR OF 556,000. >> ANY QUESTIONS FOR KRISTIN? SEEING NONE. THANK YOU VERY MUCH. >> THANK YOU. >> I'LL STAY OUT HERE [LAUGHTER]. WE'VE GOT THE NEXT QUARTER? >>YES, THE NUMBER FOUR'S ACTION ITEMS, [4. ACTION ITEMS] THE CONSIDERATION OF TCSD NUMBER ONE, RECREATION DISTRICT ONE MILL LEVY REQUEST. THE TCSD NUMBER ONE BOARD OF EDUCATION. >> ANDREA IF YOU PULL UP THE APPLICATIONS, THE SHEETS. THE OTHER DOCUMENT THERE IS JUST A SIMILAR DOCUMENT TO THE ONE THAT WE JUST LOOKED AT FOR THE BALANCE SHEET. AS I SAID, THE CARRY OVER BALANCE IS 556,000. ANDREA IF YOU GO ALL THE WAY TO THE BOTTOM, YOU'LL SEE IN THE FY23 REQUEST COLUMN THAT THOSE WERE ALL OF THE ACTIVE APPLICATIONS THAT WE HAVE SUBMITTED AND YOU GUYS WILL VOTE AND DISCUSS THOSE AT A LATER MEETING. BUT RIGHT HERE AT THE BOTTOM WHEN WE LOOK AT THE CARRYOVER FUNDS FROM FISCAL YEAR 22556859, OUR TOTALLY ANTICIPATED REVENUE FOR NEXT YEAR IS ABOUT ALMOST 2.3 MILLION. THAT WILL LEAVE YOUR TOTAL FUND BALANCE AT 2.8 MILLION WITH A TOTAL ON THE FY23 REQUEST OF 2.1 MILLION APPROXIMATELY. THERE IS MORE THAN ENOUGH FUNDS TO GRANT ALL OF THE REQUESTS IF YOU REQUEST THE 1 MILL. [00:05:03] BUT THAT ALSO DOES LEAVE THE BOARD SOME FLEXIBILITY ON AWARDING. I KNOW THERE WAS A LOT OF DISCUSSION ON THE SCHOOL BOARD SIDE OF PUTTING AS MUCH MONEY AS POSSIBLE INTO THE CAPITAL PROJECTS LINE. THE SCHOOL DISTRICT COULD AMEND THEIR APPLICATION TO INCREASE THAT LINE IF THAT WAS THE DESIRE. >> THAT WOULD BE THE SECOND TO THE LAST LINE CAPITAL IMPROVEMENTS? >> YES. >> THAT'S WHAT YOU ARE CHECKING OUT HERE? >> CURRENTLY THERE ARE 715,000 THAT'S PUT ASIDE FOR CAPITAL PROJECTS? >> YES. >> WE DID HAVE ONE LINE IN THERE FOR THE SYNTHETIC FIELD REPLACEMENT. THERE WAS $200,000 THERE THAT THE SCHOOL BOARD MOVED DOWN TO THE CAPITAL IMPROVEMENTS LINE. >> GREAT. WERE YOU AWARE OF THAT? >> A LITTLE BIT. I'D HEARD FROM CHATTER. >> YES, DURING THE SCHOOL BOARD MEETING THAT WE HAD. WASN'T THIS LAST ONE, IT WAS THE ONE BEFORE. THEY ARE VERY LONG THESE DAYS [LAUGHTER]. IT'S SEPARATED. >> WE LOOKED AT THIS REQUEST FROM THE SCHOOL DISTRICT AND I HAD ASKED THE SCHOOL DISTRICT TO TRY TO MOVE SOME OF THESE ITEMS AROUND SO THAT WE COULD PUT AS MUCH MONEY INTO THE POTENTIAL PLANNING OF THE BONUS ACHIEVEMENT CENTER AS POSSIBLE. HAVING JUST REPLACED THE SYNTHETIC FIELDS, IS THAT RIGHT? JUST THIS YEAR. [LAUGHTER] >> TRUSTEE SCARLET SUGGESTED THAT WE TAKE THAT 200,000 OUT OF THE SYNTHETIC FIELDS BECAUSE WE JUST REPLACED THAT AND PUT THAT INTO THE CAPITAL IMPROVEMENTS LINE POTENTIALLY FOR THE BONUS ACHIEVEMENTS CENTER. >> YES. >> THE 2.250, THAT WOULD BE IF WE COLLECTED THE WHOLE ONE MILL. >> THE ONE MILL. >> OKAY. >> ANTICIPATED. ANDREA IF YOU PULL UP THE OTHER DOCUMENT THAT'S POSTED THERE. THIS IS VERY SIMILAR TO THE BALANCE SHEET THAT WE JUST LOOKED AT EXCEPT ON THE TOP PORTION I HAVE SAID FY22 ASSESSED VALUE AND THOSE ARE BOTH ESTIMATES STILL BECAUSE THAT VALUE IS CONSTANTLY CHANGING JUST DEPENDING ON LATE PAYMENTS. IT DOES USUALLY COME IN A BIT HIGHER. THIS IS A CONSERVATIVE ESTIMATE THAT YOU CAN SEE THERE IF YOU DID A 1.0 OR A 0.9, HOW THAT REVENUE CHANGES. >> ANY QUESTIONS, [INAUDIBLE] WITH REGARDS TO THIS? I DID HAVE A COUPLE OF QUESTIONS AND THIS MIGHT BE FOR SUPERINTENDED CHAPMAN. IS THE TEACHER COUNTY PARKS AND REC LINES ARE THE ORANGE LINES. THE ATHLETIC FIELD MAINTENANCE AND PREP WHICH WE HAD PREVIOUSLY FUNDED TO A 130,000. I KNOW THERE'S A CHANGE IN WHO'S OPERATING THE FIELDS. >> IT'LL BE THE FACILITIES. THAT 130,000 HAS BEEN MOVED DOWN INTO THE FACILITIES REQUEST. >> OKAY. >> YOU'LL SEE THAT THERE'S A SIGNIFICANT INCREASE IN THE FACILITIES REQUEST AND THAT IS COMBINING MULTIPLE DIFFERENT ITEMS, SO SAME THING FOR THE ACTIVITY CUSTODIAN, THE GROUNDS CARE, AND SOME OF THOSE OTHER EXPENSES. WE'VE PUT THEM ALL INTO A FACILITY'S REQUEST NOW JUST TO GET THEM ALL ON THE SAME PLACE AND THAT INCLUDES THE 130,000 THAT WAS REQUESTED BY PARKS AND REC IN THE PAST. >> I ASSUME ANY INCOME THAT WE BRING IN FROM THOSE FIELDS AND THAT THING JUST GOES INTO THE GENERAL FUND. >> IT'LL GO INTO OUR PROPERTY RENTAL LINE, WHICH IS JUST CONSIDERED A LOCAL REVENUE AND FUN 10 THAT THEN WE HAVE SOME FLEXIBILITY THERE. >> SHOULDN'T IT GO INTO DIRECT DISTRICT? [OVERLAPPING] [LAUGHTER]. >> IT COULD. THE REC DISTRICT AS AN ENTITY, IT BASICALLY ACTS AS A PASS-THROUGH. IT COLLECTS THE REC DISTRICT COLLECTS THE MILL LEVY REVENUE AND THEN IT GRANTS IT OUT. IN SOME OF THE MORE RECENT DOCUMENTS I'VE BEEN FILING WITH THE DEPARTMENT OF AUDIT. WE DO HAVE THE ABILITY AS AN ORGANIZATION TO PUT MORE OPERATIONAL STRUCTURE THERE. WE DON'T CURRENTLY HAVE THAT OPERATIONAL STRUCTURE SETUP. BUT IF WE WERE GOING TO MAKE THAT CHANGE AND COLLECT REVENUE INTO THE REC DISTRICT, [00:10:04] THEN WE WOULD NO LONGER GRANT IT OUT TO THE SCHOOL DISTRICT. THEN THE REC DISTRICT WOULD OPERATE SIMILAR TO THE WAY THE PARKS AND REC HAS WHERE THEY WOULD PAY A PORTION OF THE MAINTENANCE OF THE FIELDS AND THE SCHOOL DISTRICT WOULD PAY A PORTION OF THE FIELDS. THAT MIGHT BE SOMETHING THIS BOARD WOULD LIKE TO CHANGE IN THE FUTURE? >> YES. THE OTHER THING THAT WE HAVE TO BE PRETTY CAREFUL ABOUT IS BECAUSE SOME OF THE LAND THAT WE ARE AT LEASING OUT TO, FOR EXAMPLE, THE COW PASTURES. THAT'S ON STATE LAND BOARD LAND AND THAT WE LEASE AND SO WE CAN'T MAKE MONEY ON IT. WE HAVE TO BE VERY CAREFUL AND WE WON'T MAKE MONEY, IT'S NOT MONEYMAKER. [LAUGHTER] WE SPEND MORE ON MAINTENANCE THAN ANYTHING. BUT IF WE WERE TO MAKE MONEY, THEN WE HAVE TO SPLIT ANY REVENUE PROCEEDS WITH THE STATE LAND BOARD AT 50 PERCENT. WE WERE TRYING TO FIGURE OUT HOW ARE WE GOING TO TRACK THIS? I DON'T ANTICIPATE HAVING A PROBLEM BUT I SURE WANT TO BE ABLE TO REPORT TO THE SLIP BOARD THAT WE DO HAVE A MECHANISM TO TRACK IT AND THIS SEEMED LIKE THE BEST WAY OF PUTTING IT IN THAT LINE ITEM. >> WE HAVE ACTUALLY RECENTLY BROUGHT ON A NEW SOFTWARE AND FACILITIES AND MIKE CAN SPEAK TO US A LITTLE BIT FOR FACILITY RENTALS THAT WILL TRACK BOTH BUILDING RENTALS AS WELL AS FIELDS. AT LEAST THE INCOME PORTION OF THAT WE WILL BE ABLE TO TRACK PRETTY EFFECTIVELY, AND THEN WE WOULD HAVE TO CONNECT WITH DEANNA AND FACILITIES TO TRACK THE EXPENSE OF THE FIELD MAINTENANCE AND PART OF THAT WE WILL STILL BE PAYING PARKS AND REC TO DO. >> WE HAD A MATURE. >> YES. >> I WAS ON THE SAME LOSS. WE'RE PAYING EXPENSES. THAT'S A VERY LEAST WE SHOULD BE REIMBURSED FOR WHAT WE PUT IN. MAYBE NOT EVERYTHING BUT AT LEAST PAY US BACK. IT'S LIKE A LUMP. THE BREADBOARD ISSUING A GRANT TO BE PAID BACK. BUT AT THE VERY LEAST WE SHOULD GET BACK WHAT WE'RE PUTT IN. IF NOT EVERYTHING BECAUSE I'M WITH KAYE IF WE'RE PAYING THE EXPENSES IT'S ONLY [NOISE]. >> CERTAINLY WE WANT TO. >> SURE. >> WHAT WE DO WITH SOME OF THE OTHER ACTIVITIES FROM TCSD WILL INVOICE THE REC DISTRICT TO COVER THOSE COSTS THAT ARE FOR THE EXTRA GRANTS THAT ARE POSTED IF NO MONEY. AS YOU CAN SEE IN THE LINE, WE RETURN RESPONSE AT THE END OF THE YEAR BACK TO THE REGISTRY, IF THEY'RE NOT USED. >> GOT IT. >> AGAIN, IF THAT'S A DIRECTION THAT THIS BOARD WOULD WANT TO GO, IT WOULD BE A COMPLETELY DIFFERENT STRUCTURE AND ORGANIZATION THAN WHAT EXISTS NOW. >> MEANING IN HOW DOES ITS ACCOUNT? >> IT WOULD DEFINITELY BE A MORE INCREASED EFFORTS TO DEVELOP BASICALLY A PROFIT AND LOSS STATEMENT. WE DON'T REALLY HAVE THAT. WE HAVE A VERY SHORT VERSION OF THAT RIGHT NOW BECAUSE WE'VE TAKEN IN GRANT, THERE'S NO OTHER COSTS ASSOCIATED THAT'S OPERATIONAL COSTS ACCOUNTING ALL OF THOSE THINGS. I WOULD NEED TO HAVE SOME CONVERSATIONS WITH SARAH ON HOW TO EXACTLY TO SET THAT UP AND WE MAY HAVE TO VISIT WITH SOME OF THE ADMINISTRATORS AND NATRONA COUNTY OR CAMPBELL COUNTY WHERE THEY HAVE THIS SETUP AS AN INDIVIDUAL ORGANIZATION. >> YES. WITH THAT THIS FACILITATE ALSO THE REC DISTRICT TAKING DONATIONS? >> I DON'T KNOW. THE ONLY THING THAT'S POPPING INTO MY HEAD IS CAN AN ORGANIZATION THAT TAKES IN. I GUESS THE REC DISTRICT DOESN'T ACTUALLY VOTE ON THE MILL LEVY THEY JUST REQUEST IT FROM THE SCHOOL DISTRICT. FOR THE SCHOOL DISTRICT, IT'S QUITE HARD FOR US TO ACCEPT DONATIONS AND I WONDER IF THAT WOULD BE THE SAME FOR THE REC DISTRICT. I DON'T KNOW THAT WE HAVE DEFINITELY A QUESTION FOR SARAH. >> I DON'T KNOW HOW THAT GOES EITHER. BUT IT SEEMS LIKE MANY OF THE ATHLETIC FACILITIES AROUND THE STATE HAVE A PORTION OF THEM THAT MAY HAVE BEEN DONATED BY INDUSTRY WHATEVER TO BUILD FACILITIES. I WAS CURIOUS ABOUT THAT WHEN YOU SEE PEOPLE'S NAMES ON BESIDE SOME OF THE BUILDINGS. [00:15:04] >> ANOTHER QUESTION I HAD WAS WITH REGARDS TO, I GUESS THAT'LL BE NEW BUSINESS, WHETHER THERE HAS BEEN ANY PROGRESS MADE ON A JOB DESCRIPTION FOR A POTENTIAL EMPLOYEE FOR THE REC DISTRICT TO START TO WORK ON THESE PLANS FOR MAYBE THE BLOCK ACHIEVEMENT CENTER AND IN THAT SORT OF THING? >> YES. MADAM CHAIR, THANK YOU FOR THE QUESTION. WHAT WOULD WE HAVE DONE, IS WE'VE RESTRUCTURED SOME THINGS WHERE ACTIVITIES DIRECTOR MIKE CHANSON, THIS YEAR WE ADDED ASSISTANT ACTIVITIES DIRECTOR FOR MIDDLE SCHOOL. HE'S LEAVING, SO WHAT WE'RE DOING IS WE RESTRUCTURED THE ASSISTANT ATHLETIC ACTIVITIES DIRECTOR POSITION AND ADDITIVE WITH THE [OVERLAPPING] >> FACILITY [INAUDIBLE] >> THAT FREES UP MIKE TO DO MORE WORK WITH THE REC DISTRICT, AND HOPEFULLY WE CAN MAKE SOME PROGRESS ON GETTING THE BLOCK ACHIEVEMENT CENTER ON SPORT BALLOT AND THEN WE WOULD CERTAINLY HAVE TO ENGAGE WITH THE POLITICAL ACTION COMMITTEE TO HELP US THE NEXT STEP, SO THAT WOULD BE A BIG PART OF THE TIME THAT MIKE HAS BEEN FREED UP TO DO, THEN OF COURSE, FACILITIES CHARLOTTE AND DEANNA WOULD BE HIGHLY ENGAGED IN THAT AS WELL. THAT WAS OUR ATTEMPT AT PROVIDING A LITTLE BIT MORE TIME SO IT MIGHT HAVE THAT OVERSIGHT, BUT IT'S NOT JUST ONE PERSON AND UNFORTUNATELY IT'S NOT JUST ONE DEDICATED PERSON. IT'S PIECES OF A LOT OF OTHER POSITIONS. >> WE'LL TAKE YOUR QUESTION NOW. WE HAVE TALKED ABOUT AND STOP SHARING THE POSITION AND I THINK THAT'S WHAT KATE WAS ASKING. CAN WE GET A JOB DESCRIPTION AND SPECIFIC TO WHETHER OR NOT THERE'S AN EMPLOYEE OF THE RECORD REPORTING TO THE BREAKBOARD THAT HANDLES THESE PROJECTS SUCH AS DESIGN OF WHATEVER, WORKING WITH THE PARK. I DON'T SPEAK FOR YOU, MIKE, BUT I DIDN'T KNOW MIKE HAS BEEN TO REALLY ACCOMPLISH WHAT I THINK. AT LEAST WHAT I ENVISION THIS POSITION TO DO. I DON'T THINK IT CAN BE A MULTI FOR US TO DO POSITION. >> CHAIR MEAD, TRUSTY SMITH, WE DON'T BELIEVE IT'S A FULL-TIME POSITION AND FINDING A POINT TWO PERSON AT A POINT THREE WOULD PROBABLY BE PRETTY BECAUSE IT'S JUST A SMALL PART OF THE DAY, ESPECIALLY SINCE WE DON'T HAVE THE BLOCK ACHIEVEMENT CENTER WITHIN ON THE SPEC YET, I THINK IF THAT WERE TO HAPPEN AND THEN IF IT GETS VOTED ON THAT MAYBE MORE OF A TIME-CONSUMING POSITION. IT WAS HARD FOR US TO IMAGINE WHAT WOULD A FULL-TIME REC DISTRICT BOARD DIRECTOR ACTUALLY DO? WE JUST DIDN'T FEEL LIKE WE HAD ENOUGH AND SO THAT'S WHY WE PARCELED OFF AND PUT SOME EGGS IN A DIFFERENT BASKET TO FREE UP MIKE, AT LEAST UNTIL WE GEAR UP AND GET THE APPROVAL FOR THE SPEC. >> IF WE START WINDING DOWN OF THE CONTRACT WITH THE COUNTY FOR THEIR PARKS AND REC DIVISION. [INAUDIBLE] TOWN AND COUNTY, BUT IF WE START WINDING DOWN, I COULD ENVISION, I MEAN THEY'D HAVE TO BE WILLING, BUT THIS JOB DESCRIPTION COULDN'T TELL MOVING ON AND I THINK WE CAN TAKE SOME OF THAT MONEY WE GIVE PARKS AND REC AND FIND SO MUCH FOR THIS PERSON TO DO. SO I ENVISION NOT JUST THE ADMINISTRATIVE, BUT THEY MIGHT GET THEIR HANDS DIRTY TO MOVING ON AND FINDING THE EQUIPMENT. THAT'S WHAT I ALWAYS ENVISION, THAT IF WE DID HIRE SOMEONE IT WOULD EVENTUALLY TAKE ON OFFICE. >> WHEN WE CONSIDER THAT AND ACTUALLY, WE'VE HAD A POSITION OPEN AND WE HAVEN'T HAD ANY APPLICANTS FOR IT AND I DON'T KNOW IF IT'S THE PAY OR THAT DIDN'T SOUND GLORIOUS ENOUGH AND WE'D HAVE EVEN SAID ACTIVITIES CUSTODIAN. WELL, BY THE TIME YOU DO SALARY BENEFIT, [00:20:02] IT'S 95 FISH, BUT [OVERLAPPING] >> I THINK IT HAS TO BE COMPARABLE TO THE RECORD. >> WELL, WE DON'T HAVE THE APPLICANTS EITHER THAT'S THE OTHER PIECE. THEY HAVE AN ENTIRE CREW THAT KNOW THE LEVEL OF CARE FOR THE GIANTS AND THE OUTLINE FIELD, THEY'RE ALL MANAGED A LITTLE BIT DIFFERENTLY IN THE LEVEL OF CARE IS NOT THE RIGHT WORD, BUT MAINTENANCE IS DIFFERENT. >> SERVICE LEVELS. >> SERVICE LEVELS THANK YOU. I GUESS I WAS THINKING HEALTHCARE. WE JUST DIDN'T HAVE ANY LUCK WITH THAT POSITION SO WE'VE ACTUALLY REVAMPED IT SO IT'S MORE OF A FACILITIES TECHNICIAN HOPING THAT WE ELEVATE A LITTLE BIT THAT WE CAN GET SOMEBODY. I THINK IT WOULD BE REALLY HARD TO FIND SOMEBODY THAT COULD BE THE DIRECTOR AND HAVE THE SKILL SET AND THE BREAST ON THE EQUIPMENT TO DO ALL THE WORK. I LOVE THE IDEA. WE ALL WERE SOMEBODY DIFFERENT CATS. DEANNA WAS UP USING THE FORKLIFT AND SHE'S OUR HEAD FACILITIES DIRECTOR AND SHE'S USING THE FORKLIFT AND SHE'S FOUND SNOW AND SHE'S PROVIDED LEADERSHIP FOR AN ENTIRE DEPARTMENT. THAT'S A REALLY GREAT EXAMPLE. COLBY DRIVES BUSES WHEN A BUS DRIVER IS SICK ON THIS FURTHER MOMENT. I THINK IT'S A GREAT MODEL AND WE TRY TO DO THAT, WE JUST HAVEN'T HAD ANY LUCK IN FINDING SOME THAT MAYBE WOULD IF IT HAD ALSO THAT SOME ADMINISTRATIVE FEES AND IT'S JUST HARD TO FIND SOMEBODY THAT CAN DO A LITTLE BIT OF EVERYTHING. >> WELL, IT SEEMS TO ME THAT THE FIRST LEVEL OF WEB PAGES SEE IF WE GET FROM WHAT I'M READING IN THE NEWSPAPER, SELECT OPPOSITION TO IT. IF WE DON'T GET HIM [INAUDIBLE] THAT SEEMS LIKE THAT WOULD, IF WE REALLY WANTED TO DO THIS BRONZE ACHIEVEMENT CENTER, THEN WE'RE GOING TO HAVE TO LOOK TO THE REC DISTRICT MORE TO BE ABLE TO FUND THAT OVER TIME AND THAT MIGHT BE THE TIME WHEN WE DO A JOB DESCRIPTION THAT INCLUDES RAISING MONEY, AS WELL AS PUTTING TOGETHER A PLAN FOR THIS BOARD IN ORDER TO PAY FOR THAT BUILDING OVER TIME OR POLICE PART OF THAT BUILDING OVER TIME AND TRY TO GET DONATIONS FOR THE REST. THEN THAT MIGHT BE SOMEBODY WHO WORKED VERY CLOSELY WITH FUND FOR PUBLIC EDUCATION AND DOES SOMETHING QUITE DIFFERENT THAN WE HAVE A DIVISION, BUT ULTIMATELY MIGHT WORK INTO JOB WHERE THEY'RE MANAGING THIS BUILDING, THIS EDIFICE, AS WELL AS MAKING SURE EVERYTHING ELSE HAS DONE AND WHEN IT'S NOT DONE BY WHOEVER'S SUPPOSED TO DO IT. LIKE DEANNA JOB EVERYBODY IN THE COMMUNITY SAYS TO DO. I SUPPOSE, MARCH IT IS END OF THIS MONTH WHEN THEY'RE GOING TO DECIDE ON THE SPEC OR SOMETIME JUNE? >> YES, ITS SOMEWHERE LIKE JUNE. WE JUST GOT AN APPLICATION FOR [OVERLAPPING] VISITOR AND THEN THE TOWN AND THE COUNTY WILL GET TOGETHER AND RANK ALL THE APPLICATIONS THEY RECEIVED, AND THEY LIKELY WON'T HAVE A DECISION UNTIL THE JUNE. >> WELL, THAT LEAVES US WHERE WE ARE, I THINK FOR THE TIME BEING, PERHAPS. I HAD A COUPLE OF QUESTIONS ON SOME OF THE SCHOOL DISTRICT ASKS. I MAY HAVE ASKED YOU THIS QUESTION ALREADY. IS IT REDUNDANT TO HAVE CLUBS GETTING $100,000, THEN ROBOTICS GETTING ANOTHER 87, AND THEN CLIMBING CLUB, GETTING ANOTHER 40 SOMETHING? >> THE CLUBS' LINE, THAT WAS A PROCESS THAT WE CHANGED THIS YEAR. WE ONLY LEFT IN THE SITE BUDGETS VERY SPECIFIC, OR THE SITE REQUESTS VERY SPECIFIC THINGS LIKE TWO TIMES SCIENCE SCHOOL, SWIM LESSONS. THEY CAN ONLY SPEND THOSE FUNDS ON THOSE ACTIVITIES. IN THE PAST, THEY'VE HAD THIS OTHER LINE IN THERE THAT WAS BUILT IN FOR AFTER-SCHOOL PROGRAMMING OR WHATEVER. LAST YEAR, WE PULLED THAT OUT AND OPENED UP $100,000. THE FIRST ALLOCATION WAS BASED ON ADM FOR EACH LOCATION; SO THEY CAN REQUEST UP TO THIS AMOUNT BY DECEMBER 31ST, AND THEN IF ANYBODY HAD NOT REQUESTED THEIR FULL AMOUNT, [00:25:01] IT WOULD GO BACK INTO THE POT, AND ANYBODY COULD REQUEST IT AT THAT POINT, AND THAT ACTUALLY WORKED WAY BETTER THAN I THOUGHT IT WAS GOING TO. SOME ADMINISTRATORS GOT OUT THERE, AND THEY REQUESTED THEIR MONEY RIGHT AWAY, AND THEN OTHERS SAID THEY DON'T REALLY HAVE A NEED FOR IT. I REALLY FELT LIKE WE MET EVERYBODY'S NEEDS WITH HAVING IT DONE THAT WAY, AND THERE'S A LOT MORE ACCOUNTABILITY WHEN WE DO IT THAT WAY BECAUSE THEY'RE REQUESTING FOR A SELLING CLUB OR A BOOK CLUB AND SO RATHER THAN JUST HAVING THE SLUSH FUND IN THEIR SITES AVAILABLE, THEY ACTUALLY SPECIFICALLY HAVE TO HAVE PROGRAMMING READY, SO THEN THAT'S WHAT THEY'RE REQUESTING FOR, AND IT WORKED REALLY WELL. >> BUT OFTEN, WE GIVE THEM EACH SITE MONEY? >> WE DO. >> THAT'S FOR A SPECIFIC THING? >> YES. >> LIKE, FOR EXAMPLE, SWIMMING, TETON SCIENCE SCHOOL, AND WINTER SPORTS. >> WINTER SPORTS. >> DON'T GET ME STARTED ON. [LAUGHTER] ADDITIONAL TIME OF KIDS OUTSIDE OF SCHOOL. [OVERLAPPING] [LAUGHTER]. >> THEN THE SECONDARY SCHOOLS HAVE SOME OTHER REQUESTS LIKE THE COLT STRENGTH AND BRASS STRENGTH. THOSE ARE BEFORE AND AFTER-SCHOOL PROGRAMS FOR KIDS TO GO AND PARTICIPATE. >> YES. >> ROBOTICS AND THE INDIVIDUAL LINE ITEMS. WE PULLED THOSE OUT A COUPLE YEARS AGO SO THAT IT DIDN'T LOOK LIKE ALL THAT MONEY WAS GOING TO THE HIGH SCHOOL. IT'S SPECIFICALLY AS BEING EARMARKED FOR THAT PROGRAM SO THAT IT CAN BE A BIT MORE TRANSPARENT. THEY DO NOT REQUEST OUT OF THE $100,000 CLUB LINE. >> NOW, WOULDN'T IT BE MORE APPROPRIATE FOR ROBOTICS AND THE CLIMBING CLUB TO BE FUNDED BY FUNDS FROM PUBLIC EDUCATION? IT'S JUST WONDERING THE [OVERLAPPING] WHERE WE OUGHT TO FUND THEM FROM. >> I LIKE THAT IDEA. MY WORRY IS THE CONSISTENCY OF THE FUND BECAUSE THE ROBOTICS CLUB IS PLANNING A YEAR IN ADVANCE AND THEY HAVE HUNDREDS OF STUDENTS. I DON'T EVEN KNOW. WHAT'S THAT? >> [INAUDIBLE] >> YES, RESPIRATE THROUGH 12? >> YES. >> WE'D HAVE TO HAVE A VERY CLEAR WAY OF COUNTING ON IT. >> THIS IS, LIKE I SAID, INSTEAD OF A DONOR. >> YES. THAT'S DEFINITELY A CONCERN. SOME DONORS ARE GREAT, AND IT'S JUST EVERY YEAR, IT'S AUTOMATICALLY DONE. OTHER DONORS, THE EXECUTIVE DIRECTOR IS CALLING AND CAJOLING, AND NOBODY. >> IS ROBOTICS ALSO STILL COLLECTING DONATIONS? >> IN THE FUNDS. >> PARDON? >> I THINK THEY GO THROUGH THE FUNDS. >> BUT TO YOUR POINT CATE. SORRY. >> NO, I WAS JUST CURIOUS, MADAM CHAIR, THAT I KNOW THAT YOU SIT ON THE FUND BOARD ALSO, AND I'M JUST WONDERING WHY YOU THINK THAT MIGHT BE A BETTER FIT, JUST FOR MY INFORMATION. >> BETSY, IT'S A BIT OF A QUESTION, BUT IT SEEMS THAT WE HAVE DONORS THAT ARE INTERESTED. IT'S ALWAYS EASIER TO GET DONORS TO GIVE FOR SPECIFIC ITEMS RATHER THAN GENERICALLY TO THE SCHOOLS, WHICH IS WHY PEOPLE WHO ARE, FOR EXAMPLE, CLIMBING PEOPLE, EXAM, TECH ALUMNI, THOSE GUYS, MANY OF WHOM WERE IN OUR SCHOOL DISTRICT NOW, MAY BE ABLE TO DESIROUS OF DONATING TO SCHOOLS FOR A SPECIFIC PROGRAM LIKE THAT AS WELL AS THE ROBOTICS BECAUSE IT'S JUST REALLY HARD TO RAISE MONEY AS YOU KNOW, BETSY, PROBABLY BETTER THAN ME, FOR GENERAL STUFF. THAT WAS WHY I MADE THAT SUGGESTION. >> WELL, IN ROBOTICS, THERE'S CERTAINLY THE WHOLE PUSH FOR SAM AND DEAN. IT WOULD BE A SEXY ITEM FOR SOME PEOPLE FOR SURE. >> YES. >> THANK YOU. >> YES. >> THAT'S GOOD TO SAY. I THINK THERE ARE SO MANY PEOPLE THAT GIVE THEIR TALENT TO ROBOTICS THROUGH A 501C3, [00:30:04] KNOWING THAT THEY WOULD GET THE TAX BENEFIT. I GUESS WHAT I'M SAYING IS TAX MONEY DOESN'T NEED TO FUND THIS BECAUSE IT HAS SO MUCH MOMENTUM YOU WOULD GET A DONOR THAT WOULD BE ALL OVER THEM, CLIMBING AS WELL. THERE'S PROBABLY TEN THINGS ON THAT LIST WHERE YOU WOULD GET THE GENEROUS INDIVIDUAL THAT WOULD LOVE TO SPONSOR SOME OF THAT. >> WHEN YOU'RE A BANKER, YOU SAY [INAUDIBLE] >> WELL, THEY'RE ALWAYS LOOKING FOR A 501C3 TO FUNNEL IT THROUGH. I THINK THE BIGGER PICTURE, WHY WOULD THEY WANT TO DO THAT? SO WE CAN START BUILDING THE FUNDS FOR THE INDIVIDUAL. EVENTUALLY, IT'D BE NICE TO WIN SOME OF THIS OUT OF THE DISTRICT TO FIND DIFFERENT AVENUES BECAUSE THEY'RE OUT THERE. >> YES. >> I THINK THAT'S THE BIGGER PICTURE, BUT ROBOTICS IT'S AN EXCELLENT EXAMPLE. I THINK THERE ARE PEOPLE IN THIS COMMUNITY THAT WOULD BE ALL OVER THAT FROM A PHILANTHROPIC STANDPOINT IF THEY COULD GO THROUGH A 501C3. >> THAT'S A GOOD POINT. I HADN'T EVEN THOUGHT OF THAT. >> ANYTHING ELSE, BETSY? >> NO, THAT WAS GREAT. THANK YOU. >> ANY QUESTIONS, BILL? YOU MIGHT BE MUTED. IS HE MUTED? >> NO, THANK YOU. NO. >> OKAY, THANK YOU. I SUPPOSE WE HAVE TO OPEN THIS SO THE PROPOSAL THAT WE WERE TALKING ABOUT, ONE MILL FOR THE RIC DISTRICT TO GO TO THE SCHOOL DISTRICT BOARD FOR APPROVAL. IS THERE ANYBODY WHO WANTS TO MAKE PUBLIC COMMENT? ANDREA, ONLINE. >> NO ONE HAS RAISED UP THEIR HANDS. >> ANYBODY, WE HAVE NOBODY IN THIS ROOM BESIDES US SO I GUESS [LAUGHTER] NOBODY'S HERE EITHER, SO MAY I ADD A MOTION TO APPROVE THE REQUEST TO THE KEYTOWN COUNTY SCHOOL DISTRICT FOR ONE MILL LEVY FEE. >> MADAM CHAIR [OVERLAPPING] >> SO MOVED. >> SECOND [LAUGHTER]. >> IT HAS BEEN MOVED AND SECONDED TO APPROVE THE RECREATION DISTRICT ONE MILL LEVY REQUEST TO TSD BOARD OF EDUCATION, ANY FURTHER DISCUSSION? >> I WOULD JUST COMMENT, I'M ALWAYS IN FAVOR OF THE 1 PERCENT RECOMMENDATION TO THE BOARD BECAUSE I FEEL THERE'S OTHER ENTITIES IN THIS TOWN THAT ARE UPPING THEIR MILLS AND THIS ACTUALLY BENEFITS OUR KIDS, WHICH I THINK IS MORE IMPORTANT THAN SOME OF THE OTHER ENTITIES OR GOVERNMENT ENTITIES THAT ARE [LAUGHTER] REQUESTING THEIR MAXIMUM MILL AND I THINK IT'S AN EASY PITCH TO THE BOARD THAT ONE MILL IS SUFFICIENT BECAUSE IT DOES BENEFIT OUR KIDS. >> THANK YOU ANY OTHER COMMENTS? ONLINE? SEEING NONE. ALL THOSE IN FAVOR OF THE MOTION PLEASE SIGNIFY BY SAYING AYE. >> AYE. >> AYE. >> AYE. >> ANY OF OPPOSE? THERE'S NOBODY OPPOSED, SO IT'S UNANIMOUS. SO THAT TAKES CARE OF OUR ACTION ITEMS. WE HAVE A CONSENT AGENDA WITH A NUMBER OF THINGS ON IT, 14 ITEMS. [5. CONSENT AGENDA / FINAL REPORTS] THESE ARE ALL THE FINAL REPORTS FROM THE 5.02-514 OR FINAL REPORTS OF SOME OF THE ENTITIES THAT WE HAVE THAT HAVE BEEN GRANTED MONEY, 501 IS THE APPROVAL OF THE MINUTES OF THE JANUARY 20TH, 2022 MEETING. ARE THERE ANY ITEMS IN THE CONSENT AGENDA THAT ANYBODY WOULD LIKE TO PULL OUT TO TALK ABOUT SEPARATELY? >> NO, MA'AM. >> SEEING NONE, MAY I HAVE A MOTION ON THE CONSENT AGENDA TO APPROVE IT? >> I MOVED. >> SO MOVED. >> SECOND. >>MOTION HAS BEEN MOVED AND SECONDED TO APPROVE THE CONSENT AGENDA, ANY FURTHER DISCUSSION? IS THERE ANY PUBLIC COMMENT? ANDREA, ONLINE? NO PUBLIC COMMENTS HERE. ALL THOSE IN FAVOR OF APPROVING THE CONSENT AGENDA AS PRESENTED PLEASE SIGNIFY BY SAYING AYE. [00:35:01] >> AYE. >> AYE. >> AYE. >> PASSES UNANIMOUSLY. ARE THERE ANY PUBLIC COMMENTS ON ITEMS NOT ON OUR AGENDA TODAY? SEEING NONE, WE MOVE ON TO COMMUNICATIONS TO THE BOARD. [6. COMMUNICATIONS] WE HAVE ONE ITEM WHICH IS, I HOPE YOU'VE ALL SEEN IT, IT'S A LETTER FROM THE SKATING CLUB OF JACKSON HOLE APOLOGIZING FOR THE LATE FILING OF THEIR FINAL REPORT AND APPARENTLY THE LATE FILING OF THEIR APPLICATION FOR NEXT YEAR ALSO, ANDREA, IS THAT CORRECT? SO ANY POSITION ON HOW WE SHOULD TREAT THIS MISTAKE BY THE SKATING CLUB OF JACKSON HOLE? >> MADAM CHAIR I DON'T NECESSARILY HAVE A VISION OF HOW TO MOVE FORWARD WITH THIS. I THINK SOME OF THE ORGANIZATIONS THAT APPLY FOR GRANT FUNDS THROUGH THE REC DISTRICT HAVE STAFF AND SO THAT IT CONTINUES ANNUALLY JUST AS PART OF THE STRUCTURE OF THE ORGANIZATION. OTHER ORGANIZATIONS ARE SMALL AND THEY DON'T HAVE STAFF AND SO THEN THAT ENDS UP BEING A BOARD SITUATION WHICH TURNS OVER AND HAVING BEEN ON BOTH TYPES OF BOARDS, I CAN SEE THE ANGST IN NOT TRANSFERRING THAT INFORMATION OR NOT HAVING THE RIGHT CONTACT INFORMATION FOR THE RIGHT PERSON BECAUSE THERE'S NOT A CENTRALIZED EMAIL. I THINK IT WOULD BE SOMETHING THAT NEEDS TO BE STRONGLY SUGGESTED THAT THERE'S A CENTRAL EMAIL THAT WOULD REMAIN WITH THE ORGANIZATION GOING FORWARD SO THAT THIS INFORMATION GOES TO THE RIGHT PERSON ANNUALLY [NOISE]. I THINK THAT THE REQUEST IS SINCERE AND I WOULD SUPPORT IT BUT ANYWAY, I DO THINK THAT IT IS ONE OF THOSE SITUATIONS THAT DEPENDING ON THE STRENGTH OF THE INFRASTRUCTURE OF THE ORGANIZATION CAN BE A PROBLEM GOING ALWAYS. >> THANK YOU. MR. SCHNITZ DO YOU HAVE A [OVERLAPPING]? >> I CONCUR WITH BETSY. I WOULD CONCUR. >> WE DO HAVE [INAUDIBLE] ONLINE. SHE IS NOT NECESSARILY [INAUDIBLE] [LAUGHTER]. >> I'M WITH YOU, BETSY. I THINK THAT GEE, EVERYTHING HAPPENED, THE DEADLINE IN THE HOSPITAL, NOT GETTING THE NOTICES [LAUGHTER] JEEZ AND I WOULD AGREE WITH YOU THAT SOME OF THE ORGANIZATIONS ARE BETTER ABLE TO PUT THIS ON THEIR CALENDAR AND MAKE SURE IT HAPPENS EVERY YEAR. BUT I WOULD BE IN FAVOR OF GOING AHEAD AND ALLOWING THEM TO FILE THEIR FINAL GRANT REPORT AS WELL AS THEIR APPLICATION UNLESS ANYBODY IS OPPOSED TO THAT. IS THAT ALL RIGHT WITH YOU BILL? >> I'M GOOD. >> YOU'RE GOOD WITH THAT? >> YES. >> ME TOO. I DON'T REALLY THINK WE NEED TO VOTE ON THAT BUT IF YOU WOULD WORK WITH HER, ANDREA TO MAKE SURE THEY GET THAT STUFF IN TO YOU AND HAVE THE RIGHT ADDRESS. THAT WOULD SEEM TO BE THE HUMANE THING TO DO UNDER THE CIRCUMSTANCES. >> THANK YOU GUYS. ANY COMMUNICATIONS FROM THE BOARD? WELL, WE'LL MOVE ON TO ADVANCE PLANNING. [7. ADVANCED PLANNING] IF YOU LOOK AT THE ADVANCE PLANNING ON MONDAY, MARCH 14TH WE HAD ALL THE RECREATION DISTRICT APPLICATIONS WERE DUE, WE ARE REQUESTING THE MILL LEVY APPROVAL WE'VE DONE THAT, WEDNESDAY BOTH TENTHS BOARD OF EDUCATION CONSIDERATION OF THE MILL LEVY REQUEST. SO WE'LL HOPE THAT THE BOARD OF EDUCATION APPROVES THAT AND THEN ON MAY 10TH, WE'LL ALL HAVE TO MEET FOR THE AWARDING OF THE GRANTS. DOES ANYBODY HAVE A PROBLEM WITH THOSE DATES, THE MAY 10TH MEETING? EVERYBODY ABLE TO BE AROUND FOR THAT? GOOD. >> YES. >> THEN WE'LL HAVE ANOTHER REGULAR MEETING ON SEPTEMBER 13TH. I DON'T EVEN WANT TO THINK ABOUT SEPTEMBER, [00:40:01] BEFORE THE SUMMER [LAUGHTER]. WITH THAT, I GUESS I WOULD ENTERTAIN A MOTION TO ADJOURN. >> SO MOVED. >> IS THERE A SECOND? >> I CAN SECOND. >> MOTION MADE AND SECONDED TO ADJOURN. ALL THOSE IN FAVOR SAY AYE. >> AYE. >> AYE. >> WE'LL SEE YOU LATER. >> THANK YOU. >> THANKS A LOT. >> THANK YOU. YOU HAVE A GREAT ONE EVERYBODY. * This transcript was compiled from uncorrected Closed Captioning.
