WELL, WE HAD A TREMENDOUS FINISH AS FAR AS OUR TOP FIVE VARSITY BOYS ALSO FINISHED ALL FIVE SPOTS IN FIRST FEMALES TEAM, AND AVA WAS ONE OF OUR FOUR GIRLS IN FIRST TEAM ALL-STATE. WE COMPETED AT 14 REGULAR SEASON TOURNAMENT. I WROTE DOWN SOME NOTES BECAUSE WHO CAN EVEN REMEMBER WHEN WE STARTED BACK IN OCTOBER. NINE OF THOSE TOURNAMENTS WERE IN-PERSON, FIVE OF THEM ONLINE. WE PLACED IN THE TOP THREE AT 12 OF THOSE 14 TOURNAMENT, AND FIVE OF THOSE WERE FIRST PLACE. HUGE EFFORT FROM OUR TEAM THIS YEAR. WE TOOK THIRD AT STATE NEXT TO THE TWO CHEYENNE SCHOOLS, WHICH WE JUST FEEL WE ARE HAPPY TO BE ON THE PODIUM NEXT TO CHEYENNE SCHOOLS THAT HAVE 6,100 KIDS ON THEIR ROSTER. WE'RE VERY EXCITED ABOUT THAT. OF COURSE, HAVE OUR TWO INDIVIDUALS STATE CHAMPIONS. THREE OF OUR COMPETITORS WERE ALL STATE AS WELL. THEN, WE WENT ON TO QUALIFY SIX STUDENTS TO NATIONALS, WHICH WILL BE IN-PERSON FOR THE FIRST TIME IN TWO YEARS IN KENTUCKY. JUST WANTED TO ALSO QUICKLY MENTION THAT I'VE GOTTEN MY MOTHER AND MY ASSISTANT COACH WAS NOMINATED OR WAS AWARDED THE DISTRICT COMMUNICATOR OF THE YEAR, AS WELL AS THE DISTRICT ASSISTANT COACH OF THE YEAR. THERE'S ALSO A LOT OF RESEARCH AROUND DUAL IMMERSION STUDENTS AND STUDENTS WHO MAINTAIN THEIR FIRST LANGUAGE ARE LESS LIKELY TO DROP OUT OF SCHOOL, MORE LIKELY TO GO TO COLLEGE, AND MORE LIKELY TO ATTEND FOUR-YEAR DEGREES. WE'RE EARLY IN THAT FOR US, BUT WE ALREADY HAVE SOME REALLY GREAT NEWS AS FAR AS OUR FIRST GRADUATING CLASS AND OTHERS WHO'VE BEEN ABLE TO TAKE ADVANTAGE OF SOME OF THE PIECES OF DUAL IMMERSION WITHOUT STARTING AT THE BEGINNING. I THINK THE QUESTION THAT CAME UP AND IT'S A GREAT ONE, IS HAVE WE LIVED UP TO THE PROMISE HERE AT TCSD? WE MADE A LONG-TERM COMMITMENT AND WE HAVE KEPT THAT COMMITMENT. WE HAVE BUILT THE PROGRAM ALL THE WAY THROUGH SECONDARY. WE DID SURVEY ALL OF THE DUAL EMERGENT STUDENTS WHO GRADUATED LAST YEAR, AND WE WERE INCREDIBLY PLEASED TO FIND OUT THAT 100 PERCENT OF THOSE STUDENTS WOULD RECOMMEND DUAL TO OTHERS THAT WERE THINKING ABOUT THE PROGRAM. WE ALSO HAVE A LOT OF DATA THAT SHOWS, AT LEAST IN PERCEPTION DATA THAT STUDENTS FEEL LIKE THEY ARE READY. THAT THEY HAVE A LOT OF SKILLS THAT WILL GIVE THEM ADDITIONAL BENEFITS. THEY'RE MORE UNDERSTANDING OF OTHER CULTURES, AND ONE OF THE THINGS THAT CAME OUT REALLY CLEARLY IN THE INTERVIEWS IS THAT, THEY FELT REALLY ADAPTIVE AT MAKING FRIENDS AND WORKING WITH PEOPLE FROM OTHER CULTURES. REALLY PLEASED ABOUT THOSE OUTCOMES. HERE'S OUR CURRENT REALITY, JUST THINKING ABOUT THE SCALE OF THE PROGRAM. WE CURRENTLY HAVE MONGER WITH QUITE A FEW STUDENTS AND STAFF. A LOT OF THOSE STUDENTS ARE CONTINUING INTO SECONDARY. AS A MATTER OF FACT, THE GREAT MAJORITY, WE DO HAVE SOME STUDENTS WHO HAVE STOPPED TAKING SPANISH TO TAKE FRENCH OR ANOTHER LANGUAGE. WE'RE STARTING TO GET SOME TRILINGUAL STUDENTS, WHICH IS AMAZING. BUT MOST OF OUR STUDENTS DO STAY IN THE PROGRAM. WE HAVE SEEN THAT THERE'S AN INCREASED OPPORTUNITY FOR CONCURRENT ENROLLMENT, AND MANY OF OUR ADULT STUDENTS ACTUALLY WIND UP WITH CREDITS GOING INTO COLLEGE. THAT'S A HUGE HELP BOTH FINANCIALLY AND IN EVERY OTHER WAY, GO AHEAD. THERE'S CURRENTLY 12 SECTIONS OF DUAL IMMERSION AT THE HIGH SCHOOL AND OTHER TWO PROJECTED FOR NEXT YEAR. THIS IS A START THAT WE ARE REALLY PROUD OF. EL STUDENTS ESPECIALLY COMING LATER WERE DISRUPTED EDUCATION AND COMING FROM OTHER AREAS, REALLY HARD TO GET THOSE KIDS GRADUATED. THEY END UP HAVING THE OPPORTUNITY TO GO INTO OUR DUAL IMMERSION PROGRAM AND THEY HAD THE OPPORTUNITY TO ACTUALLY TAKE SOME CLASSES IN THEIR NATIVE LANGUAGE, [00:25:04] SO THAT THEY'RE CONTINUING TO STAY ON GRADE LEVEL CONTENT, ARE CONTINUING TO BUILD KNOWLEDGE WHILE THEY'RE LEARNING ENGLISH. WHAT THAT MEANS IS OUR EL STUDENTS GRADUATED AT A RATE OF 94 PERCENT, VERSUS 64 FOR THE STATE OF WYOMING AND EVEN 64 IS ACTUALLY RELATIVELY HIGH COMPARED TO NATIONAL AVERAGES, SO REALLY PROUD OF THAT START. >> KAREN. WHEN WE WERE PUTTING THIS COMPENSATION PACKAGE TOGETHER. WHICH MEANS IN THE LAST THREE MONTHS WHEN WE'VE SEEN SOME OF THE HIGHEST INFLATION RATES IN THE LAST 40 YEARS, OUR ACTUAL REGIONAL COST IS PROBABLY CLOSER TO 174. WHICH BRINGS US TO WE RAN SEVERAL DIFFERENT SCENARIOS ON WHAT THIS WOULD LOOK LIKE FOR OUR DISTRICT. OUR CURRENT NO CHANGE IS 159 PERCENT. IF WE RAN OUR RCA OF 162 PERCENT NEXT YEAR THAT WOULD BE AN INCREASE TO OUR BUDGET OF 700,000, AND ON DOWN THE LINE. WE HAVE PREPARED THE DRAFT COMPENSATION PACKAGE WITH 168 PERCENT RCA, WHICH WOULD BE A DECREASE TO CASH RESERVES BY 2.5 MILLION. THE REASON THAT THAT IS A DECREASE TO CASH RESERVES AND NOT MINUS THE 162 IS BECAUSE WE ARE FUNDED FOR 162 PERCENT RCA. IF WE WERE TO TAKE A VERY CONSERVATIVE ESTIMATION OF WHAT OUR REGIONAL COST ADJUSTMENT UNDER THE WCLI INDEX LOOKS LIKE OVER THE NEXT FIVE YEARS, EVERYTHING IN PURPLE ON THIS SLIDE IS WHAT WE KNOW, THOSE HAVE BEEN PUBLISHED IN THE WYOMING ECONOMIC ANALYSIS DIVISION PUBLICATIONS. WE KNOW THOSE TO BE TRUE. IF WE ESTIMATE THAT THE SECOND QUARTER OF 2022 IS AT 170 PERCENT, I BELIEVE IT'S MUCH HIGHER THAN THAT, BUT IF WE WERE TO ESTIMATE, IT'S AT A 170 PERCENT AND THEN IT STAYED THERE. THAT WOULD MEAN IT WOULD TAKE TWO YEARS FOR OUR DISTRICT TO CATCH UP TO THIS FRONT LOADED REGIONAL COST ADJUSTMENT. NEXT YEAR, FISCAL YEAR 24 PLANNING, WE'D BE AT A 165, SO YOU CAN CUT 2.5 MILLION IN HALF. IT WOULD COST US JUST UNDER FOUR MILLION FOR TWO YEARS FROM CASH RESERVES. OUR POST TO 97 CASH RESERVES ARE AT ABOUT EIGHT MILLION, ARE PRE 97 CASH RESERVES ARE AT TWO MILLION, WHICH GIVES US A TOTAL OF 10 MILLION. I WOULD NOT RECOMMEND TAKING INTO THE PRE 97S BECAUSE THOSE ARE COMPLETELY UNDER UNRESTRICTED CASH THAT WE HAVE IN OUR DISTRICT. THIS IS A VERY CONSERVATIVE ESTIMATE. IF YOU GO TO SLIDE 3, A MORE MODERATE ESTIMATE GIVES YOU THE SAME THING. IT WILL BE LESS THAN TWO YEARS, BUT OUR FUNDING WOULDN'T ACTUALLY BE IMPACTED UNTIL TWO YEARS. WE'D BE AT 170 PERCENT, WE'D BE LOOKING AT IN THE FISCAL YEAR 25 PLANNING TO ACTUALLY ADJUST OUR MATRICES AGAIN BY TWO PERCENT. THEN A MORE AGGRESSIVE APPROACH LAST SLIDE WOULD GET US TO 171 PERCENT IN FISCAL YEAR 25. I THINK WE WOULD BE IN A POSITION WHERE WE'D MORE THAN MAKE UP THE DIFFERENCE IN TWO YEARS. THAT DOES NOT MEAN WE'D REPLENISH THE CASH RESERVES INTO YEARS. WE DO THAT AGAIN NEXT YEAR AND THEN THE NEXT YEAR FOR WHATEVER REASON, THIS DIDN'T CATCH UP TO US. WE DON'T HAVE MONEY COMING IN FROM THE STATE TO SUSTAIN IT. I'VE HEARD A LOT OVER THE LAST COUPLE OF WEEKS, AND EVEN WHEN WE VISITED THIS TOPIC BEFORE, WHEN IT COMES TO 10 MONTH EMPLOYEES, THEY USED TO HAVE TWO DAYS AND THEN IF THEY HIT A CERTAIN YEARS OF SERVICE, THEY GOT AN ADDITIONAL TWO DAYS SO THEY HAD FOUR DAYS, AND THEN THEY HAD 10 SICK DAYS. AT ONE POINT I THINK WHEN WE MADE THE PTO CHANGE, WE MADE THAT 12 DAYS INSTEAD OF THE 14. BUT I WOULD ARGUE ACTUALLY THAT IT WASN'T A DECREASE IN TIME, YOU ACTUALLY GAINED MORE FLEXIBILITY IN THE PTO DAYS. THEN WHEN WE'RE REALLY STARTING TO LOOK AT ABSENTEE, I MEAN, WE'VE TALKED ABOUT THIS SEVERAL TIMES ON THE FINANCE COMMITTEE. WHAT DO OUR ABSENTEE RATES LOOK LIKE? WHAT'S CONTRIBUTING TO ALL OF THAT AND WHAT'S AN APPROPRIATE AMOUNT OF TIME FOR THIS STAFF GROUP OR THAT STAFF GROUP TO MISS DURING THE YEAR, AND STILL BE ABLE TO ACCOMPLISH THE GOAL OF EDUCATING STUDENTS OR MAYBE IN SOME OF THE OPERATIONS STILL BEING ABLE TO COMPLETE THEIR JOB? I THINK WHEN WE LOOK AT THE ENGAGEMENT INCENTIVE AND THEN WE ALSO LOOK AT THE PTO, WHICH IS THE NEXT SLIDE, IT'S REALLY A BIG LUCK OF WHAT DO WE WANT TO INCENTIVIZE AND WHAT IS REASONABLE? WE'VE LOOKED AT SEVERAL OTHER PTO PACKAGES LOCALLY, OTHER SCHOOL DISTRICTS WHEN WE TALK ABOUT THE ENGAGEMENT INCENTIVE AND WE'RE ALSO HAVING A LOT OF CONVERSATIONS THIS YEAR SPECIFICALLY AS A RESULT OF COVID TO MENTAL HEALTH. WE DO HAVE A MENTAL HEALTH CRISIS, AND THE STRESS OF COVID, THE STRESS OF ALL OF THESE OTHER THINGS THAT HAVE CONTRIBUTED OVER THE LAST COUPLE OF YEARS. THIS IS A PRIORITY FOR THIS DISTRICT, AND TO MAKE SURE THAT WE HAVE HEALTHY INDIVIDUALS COMING TO WORK. WHEN YOU INCENTIVIZE PEOPLE TO NOT USE THEIR PTO DAYS OR TO NOT TAKE THE TIME THAT THEY NEED, IT REALLY WORKS AGAINST THAT GREATER GOAL OF MENTAL HEALTH. WHEN WE TALK ABOUT THE ENGAGEMENT INCENTIVE, THAT IS AN INCENTIVE TO NOT USE YOUR DAY. THAT IS AN INCENTIVE TO COME TO WORK SICK. IF THEY DIDN'T USE THEIR PERSONAL DAYS, THEY WOULD ROLL OVER THE NEXT YEAR INTO SICK DAYS. IT WAS ACTUALLY A BENEFIT TO EMPLOYEES BECAUSE SOME EMPLOYEES MADE A MENTAL HEALTH DAY FOR THEM, [02:05:01] MAYBE TO GO SKI OR GO ON A LONG HIKE OR WHATEVER, AND NOW THEY CAN DO THAT. PTO AND ESPECIALLY CALCULATING IT AND MAINTAINING IT, IT'S MUCH EASIER THAN SEPARATING SICK VERSUS PERSONAL. I THINK THAT WAS A GOOD MOVE FOR US AND IT WAS AN ACTUAL INCREASE IN BENEFIT FOR EMPLOYEES, ESPECIALLY THOSE THAT TYPICALLY WEREN'T SICK, BUT MAYBE THEY WANTED TO GO TO THE WEDDING OR THIS YEAR. OTHER THINGS WERE HAPPENING IN THEIR LIFE AND THEY HAD OPPORTUNITIES AND THEY WANTED TO TAKE THEM, SO THERE'S REALLY NOT THAT RESTRICTION. >> MOVE ON TO PTO DAYS. WHEN WE STARTED ASKING THIS QUESTION, HOW MANY DAYS SHOULD WE HAVE? HOW MANY DAYS WOULD BE APPROPRIATE FOR THESE EMPLOYEE GROUPS? THIS IS WHAT WE CAME UP WITH. FOR 10 MONTHS, EMPLOYEES ONE DAY A MONTH FOR EVERY FOR EVERY MONTH THAT THEY WORK. WHEN YOU ACTUALLY SIT DOWN AND LOOK AT THE SCHOOL CALENDAR, THERE ARE A LOT OF DAYS OFF IN OUR SCHOOL CALENDAR. ONE DAY A MONTH IN ADDITION TO THOSE DAYS SEEMS LIKE A REASONABLE AMOUNT OF DAYS. NOBODY LIKES TO BE REDUCED ANYTHING. I THINK IT IS HARD TO DO IT, WHICH IS WHY WE WOULDN'T RECOMMEND THIS CHANGE WITHOUT SIGNIFICANT PAY INCREASE. BUT 10 DAYS FOR 10 MONTH EMPLOYEES IS AN APPROPRIATE NUMBER, I BELIEVE. THAT LED US TO OUR 12-MONTH EMPLOYEES AND WE HAVE TWO CLASSES OF 12-MONTH EMPLOYEES, ONE DAY A MONTH FOR THOSE 12-MONTH EMPLOYEES. FOR THE 238-DAY EMPLOYEES, THESE ARE EMPLOYEES THAT WORK YEAR-ROUND, AND THEN THEY GET THEIR THANKSGIVING, THE CHRISTMAS, THE SPRING BREAK DAYS OFF, AND WHEN WE STARTED LOOKING AT THAT, 12 DAYS DIDN'T SEEM QUITE ENOUGH BECAUSE THAT WOULDN'T HAVE PROVIDED ANYTIME IN THE SUMMER, WHICH IS ONE OF OUR BEST TIMES IN JACKSON HALL TO TAKE ANY TIME OFF BEYOND THOSE SCHOOLS SCHEDULED, SO WE ADDED FIVE DAYS IN THE SUMMER. THAT LEADS US TO THE 260-DAY EMPLOYEES WHO DON'T GET ANY OF THOSE REGULARLY SCHEDULED BREAKS. ON WHAT THE EXPECTATIONS ARE FOR OUR TEACHERS, AND IT'S PARTICULARLY GOING TO BE SO WHEN WE'RE GIVING THEM A SIGNIFICANT RAISE. I KNOW THAT THIS HAS BEEN IN EXISTENCE FOR QUITE SOME TIME. I THINK MRS. TESKEY TOLD ME THAT SOME OTHER SCHOOL DISTRICTS DON'T DO THIS. I THINK IT'S JUST SOMETHING IN THE FUTURE THAT WE HAVE TO THINK ABOUT, AND THINK ABOUT PEOPLE WHO ARE PAYING THE PROPERTY TAXES WHO HAVE A 20 PERCENT INCREASE GUARANTEED.
