[00:00:04] >> GOOD AFTERNOON AND WELCOME TO [1. CALL TO ORDER] THE TETON COUNTY SCHOOL DISTRICT RECREATION DISTRICT MEETING. THE FIRST THING WE USUALLY DO IN THIS MEETING IS TO SAY THE PLEDGE OF ALLEGIANCE. IF WE ALL PLEASE STAND AND READ BACK. MR. SKYLER CAN READ IT. THE FIRST THING ON OUR AGENDA IS THE APPROVAL OF THE AGENDA FOR MAY 10TH, 2022. [2. APPROVAL OF AGENDA] DO I HAVE A MOTION? >> MOVED. >> SECOND. >> MOTION. ANY DISCUSSIONS? MOTION HAS BEEN MADE AND SECONDED AND IS APPROVED, THE MAY 10TH, 2022 AGENDA. ALL THOSE IN FAVOR, PLEASE SIGNIFY BY SAYING AYE. >> AYE. >> AYE. >> ANY OPPOSED? UNANIMOUS VOTE. FINANCIAL UPDATE AND REPORTS. [3. FINANCE / BUDGET UPDATE] >> GOOD AFTERNOON BOARD CHAIR, TRUSTEES. LAURA DAVENPORT WITH THE TETON COUNTY SCHOOL DISTRICT FINANCE DEPARTMENT. I HAVE BEFORE YOU AN UPDATED SPREADSHEET BECAUSE I HAVE NOTICED AN ERROR. I DID NOT UPDATE THE OUTSTANDING GRANTS THAT WERE STILL DUE ON THE BOARD ONCE, SO YOU'D HAVE A MORE UPDATED ONE. THE ONLY AMOUNT THAT'S LEFT OR OUTSTANDING FISCAL YEAR '22 GRANT IS THE $11,578, WHICH IS THE REMAINING BALANCE OF THE CLUBS THAT WERE ESPECIALLY REQUESTED ON A REGULAR BASIS THROUGHOUT THE YEAR. I'M NOT SURE SINCE SPENDING CUTOFF IS OVER. THAT PROBABLY WILL BE A RETURNED AMOUNT BACK TO THE RIGHT DISTRICT. BUT WE HAVE UPDATED THE SHEET NOW, THAT YOUR ESTIMATED ENDING BALANCE AS OF JUNE 30TH WILL BE APPROXIMATELY $590,711.38. WE ALSO HAVE ADDED THE ESTIMATED ASSESS VALUE FOR FISCAL YEAR '23 IS UP THERE ON THE RIGHT, WHICH WE HAVE HIGHLIGHTED IN YELLOW. IF YOU DO THE 1.0 MILL LEVY, THAT'S THE $3,242,165 IS YOUR ESTIMATED REVENUE FOR FISCAL YEAR '23. ON THE SECOND PAGE THAT I'VE PROVIDED IS THE LIST OF ALL THE CURRENT APPLICATIONS THAT ARE BEFORE YOU AND THEIR AMOUNTS. THERE'S A COLUMN FOR LAST YEAR'S AWARD AMOUNT AND THEN THE FISCAL YEAR '23 REQUEST. AT THE BOTTOM WE HAVE TOTAL THE AMOUNTS FOR CURRENT REQUESTS RIGHT NOW AS OF TODAY ARE $2,133,360. AND JUST TO ADD THOSE TWO NUMBERS AMOUNT FOR YOU, THE TOTAL AVAILABLE FUNDS IF WE ADD THE CARRYOVER OF THE 59,711 AND THE ANTICIPATED REVENUES FOR '23 OF THE $3.2 MILLION, YOU'RE GOING TO COME UP WITH THE BALANCE. WE'LL BE ABLE TO COVER ALL THE REQUESTED GRANTS THAT ARE BEFORE YOU WITH THE REMAINING BALANCE OF $1,699,516. A LITTLE JUMBLED UP. [OVERLAPPING] IF YOU HAVE ANY QUESTIONS. IF YOU TAKE THE $3.8 MILLION, WHICH IS OUR REVENUE MINUS THE REQUESTS OF $2.1 MILLION WE WILL HAVE AN EXCESS OF $1,699,516 MILLION WITH THE NUMBERS AS OF TODAY. I STAND FOR ANY QUESTIONS. >> ANY QUESTIONS FOR LAURA. >> PRETTY STRAIGHTFORWARD, BUT THANK YOU. >> MR [INAUDIBLE]. >> MADAM CHAIR, JUST TO CLARIFY, SO THE BOARD OF EDUCATION OUR RECOMMENDATION WAS TO ASSESS THAT ONE MIL. WHAT WAS THE OUTCOME OF THEIR VOTE? >> [OVERLAPPING] IT WILL BE AS OF, I THINK, JUNE. >> BUT WASN'T THERE SOME DISCUSSION, 0.8 OR 0.1 DEPENDING ON STAT OR SOMETHING? >> I DON'T RECALL THAT COUNT. >> OKAY. SO WE CAN PLAN ON RECOMMENDATION YOU GUYS WILL VOTE ON IT? [00:05:01] >> YES. >> SHOULD WE PLAN ON THE ONE OR THE 0.8? THE ONE? >> WELL, YOU NEVER KNOW BECAUSE DURING THE COURSE OF THE MEETING PEOPLE MAKE MOTIONS TO REDUCE IT. SOMETIMES WE COULD BET THAT AT 1.8, SOMETIMES 0.9. >> WE WERE 0.8 FOR THIS CURRENT YEAR. >> WE WENT DOWN QUITE LOW FOR AWHILE. >> IT WAS 0.25 WAS A YEAR BEFORE THEN, I BELIEVE. >> WE CAN'T REALLY ANTICIPATE ENTIRELY WHAT'S BEEN AT THE DEMAND. I SUSPECT THAT GIVEN THE INCREDIBLE RATE OF ASSETS EVALUATION INCREASE WE PROBABLY WILL HAVE SOME DISCUSSION ABOUT IT AND THE TAX INCREASES THAT PEOPLE ARE FACING IN PROPERTY TAX. >> THE ONLY OTHER COMMENT I WOULD HAVE IS WE KNOW THAT THE STADIUM RELOCATION PROJECT WE'RE GOING TO HAVE A CROSSOVER RIGHT NOW. THE BOARD OF EDUCATION TOMORROW NIGHT WILL BE LOOKING AT AN UPDATED REQUEST THAT WE'LL BE VOTING ON TO SEND IT BACK TO THIS BOARD THAT MIGHT ADDRESS SOME OF THOSE ADDITIONAL [INAUDIBLE] [OVERLAPPING] FOR DEFINITELY THE UPDATED APPLICATION. >>WE HAVE THE APPLICATION THAT THE MILL LEVY IS GOING TO BE VOTED ON IN JUNE. >> GOT YOU. >> EVEN AT THE 0.8 THOUGH IT WOULD STILL LEAVE US WITH ABOUT A MILLION BUCKS? >> YEAH. >> YES. >> I'VE OVERRUN IT. >> I THINK WHAT IT'S REALLY ASTONISHING, BOARD IS THE INCREASE IN ASSETS EVALUATION. I MEAN, NEARLY A MILLION. [LAUGHTER] A BIGGER NUMBER THAN THAT. >> IT'S AT 50 PERCENT. >> IT DON'T EVEN INCLUDE VEHICLE TAGS, THE NUMBERS THAT THEY DON'T EVEN CALCULATE IN THAT ASSESS VALUE THAT YOU'LL GET A PERCENTAGE THROUGHOUT THE YEAR. AS YOU ALL KNOW AND GENEINE IS QUICK TO POINT OUT, $46 MILLION THE SCHOOL PAYS THE PROPERTY TAX THAT WILL BE RECEIVED THAT GOES TO SCHOOLS, GOES TO BACK TO CHEYENNE TO PAY FOR OTHER SCHOOLS IN OUR STATE. FOR THE FIRST TIME TETON COUNTY NOW THAT'S 200 SCHOOLS OVER THE LAST SEVERAL YEARS THEY BUILT, DOES NOT HAVE ANY MONEY THAT CAN STICK IN THERE. >> THE OTHER DIRECTION. >> YEAH, OTHER DIRECTIONS [INAUDIBLE] SO ENTITLEMENT DISTRICT. THERE'S ONLY A FEW DISTRICTS, A SUBLET 1 AND 2 I THINK AND US, AND MAYBE THAT ARE SENDING MONEY TO STATE. THE MORE TIMES. [OVERLAPPING] IT'S JUST A REMARKABLE CHANGE OVER THE LAST THREE, FOUR YEARS THAT WE'VE ALL SEEN. >> SOMEONE POINTED OUT THAT FOR LICENSE PLATES WERE RENUMBERED BY THE VALUATION OF THE COUNTIES, WE MOVED FROM THE 22ND OR SECOND POOREST COUNTY TO NUMBER 2 SECOND RICHEST COUNTY IN STALE OF WYOMING. HIGHEST VALUE. >> YEAH, IT'S REMARKABLE. >> WITH NO OIL OR COAL OR GAS. >> OKAY. GOOD CHOICE. [LAUGHTER] >> THANK YOU, LAURA. ARE THERE ANY MORE QUESTIONS FOR LAURA? >> THANK YOU. >> THANK YOU. >> THIS PROPOSED BUDGET, THIS IS THE REPORT THAT IS FILED WITH THE STATE DEPARTMENT OF AUDIT. WE'RE REQUIRED TO LOOK AT THIS AND THIS HAS BEEN ASSEMBLED BASED ON ALL OF THE APPLICATIONS. IF YOU GO THROUGH, EVERY SPECIAL DISTRICT IN WYOMING IS REQUIRED TO FILE THIS REPORT AS WELL AS THE ACTUAL FINAL BUDGET THAT WE'LL HEAR IN A BUDGET HEARING IN JULY. THIS IS BASED ON THE TOTAL APPLICATIONS THAT WE HAD AS OF THE DATE I PUT THIS REPORT TOGETHER. >> GETTING TO THE THIRD PAGE WITH THE PROPOSED BUDGET SUMMARY. [00:10:02] >> [LAUGHTER] OUR SPECIAL DISTRICT IS UNIQUE TO OTHER SPECIAL DISTRICTS IN THE STATE, BECAUSE WE DON'T HAVE A LOT OF ADMINISTRATIVE COSTS OR OTHER COSTS ASSOCIATED BECAUSE WE GRANT OUT MOST OF THE FUNDS THAT WE COLLECT AND THEN HAVE A SMALL CASH CARRYOVER ANNUALLY. THIS IS A GREAT SHEET TO LOOK AT AS YOU START DOWN THE PATH OF TALKING ABOUT EXPANDING THE ORGANIZATION. I KNOW WE TALKED ABOUT THAT BRIEFLY AT THE LAST MEETING. THIS PAGE, NOT THE REVENUES PAGE, BUT THE EXPENDITURES PAGE ON THE NEXT PAGE, WOULD LOOK VERY DIFFERENT IF WE STARTED TO ACTUALLY ADD SOME ADMINISTRATIVE COSTS TO OUR DISTRICT. IT COULD BE RECORDED DIFFERENTLY. BECAUSE WE COLLECT THE AMOUNT OF MONEY THAT WE DO WITH REC DISTRICT, WE'RE REQUIRED TO HAVE AN AUDIT OF THE [INAUDIBLE] REC DISTRICT, WHICH WE DO EVERY YEAR. IT IS A COMPONENT UNIT OF OUR BUDGET, WHICH WE'LL SEE TOMORROW NIGHT. >> KRISTEN, IS THAT AUDIT DONE BY OUR AUDITING TEAM OR IS DONE [INAUDIBLE]? >> IT'S DONE BY OUR AUDITORS. >> ANY QUESTIONS FOR KRISTEN WITH REGARDS TO THIS DOCUMENT? >> IF YOU HAVEN'T FILLED THAT ONE, YOU SHOULD. IT'S REALLY FUN. >> [LAUGHTER] IT USES SOME OLD MACROS OR SOMETHING IN THERE, SO YOU DEFINITELY HAVE TO HAVE YOUR SETTINGS ON YOUR COMPUTER RIGHT. [LAUGHTER] >> THANK YOU, KRISTEN. NOW WE [4. INFORMATION AND REPORTS] HAVE OUR LISTING OF THE APPLICATIONS THAT WE'RE GOING TO TAKE A LOOK AT TODAY. BEFORE WE GO TO THE PRESENTATION BY THE VARIOUS APPLICANTS, ARE THERE ANY QUESTIONS THAT ANY OF YOU HAVE FOR KRISTEN WITH REGARDS TO THIS LISTING? SEEING NONE. I GUESS WE'LL JUST JUMP RIGHT INTO THE PRESENTATIONS TODAY. [5. ACTION ITEMS] FIRST ONE IS [INAUDIBLE] SCHOOL DISTRICT NUMBER 1 GRANT APPLICATION. KRISTEN AGAIN. >> THIS APPLICATION ISN'T TOO DIFFERENT THAN THE APPLICATIONS IN THE PAST. WE TOOK A LOT OF THE CLUBS LINES OUT OF THE INDIVIDUAL SITES LAST YEAR AND ADDED THIS OVERALL CLUBS LINE THAT INDIVIDUAL ADMINISTRATORS AT EACH SITE COULD APPLY TO. THE INITIAL ALLOCATION WAS BASED ON ADM AT EACH SITE. IF THEY HADN'T REQUESTED THAT AMOUNT OF MONEY BY DECEMBER 31ST, THEN WE OPENED IT BACK UP TO EVERYONE WHO HAD ADDITIONAL REQUESTS. THAT ACTUALLY WORKED OUT REALLY WELL BECAUSE SOME SITES HAD A LOT OF NEED AND THEN OTHER SITES DIDN'T HAVE A LOT OF NEED. IT REALLY KEEPS THAT LINE FLEXIBLE FOR NEW PROGRAMMING. LET'S SAY THE MIDDLE SCHOOL WANTED TO START A SEWING CLUB, THEY COULD'VE MADE A REQUEST HERE, INSTEAD OF HAVING TO DO THAT A YEAR AND A HALF OUT OF WANTING TO START THE SEWING CLUB, SO CREATED A BIT MORE FLEXIBILITY BASED ON THE ACTUAL STAFF AT THE SCHOOL. >> CAN YOU SPEAK TO THE FACILITIES LINE, [OVERLAPPING] OR MR. HANSEN? >> I CAN SPEAK TO FACILITIES. YOU GO WITH THE FACILITIES [LAUGHTER]. IT'S PROBABLY PAGE 12 SOMEWHERE IN THERE. AS YOU KNOW, IN THE PAST, WE HAVE HAD AN ACTIVITIES CUSTODIAN, AND A COUPLE OF LINES, THE GROUNDS CAROLINE IN AS THEIR OWN SEPARATE ITEMS IN THE LARGER APPLICATION. WE'VE MOVED UP THOSE INTO THE FACILITIES PAGE AND HAVE AN OVERALL FACILITIES PAGE NOW, INSTEAD OF HAVING INDIVIDUAL APPLICATIONS FOR EACH OF THESE LINES. AS WE START TO IDENTIFY SOME PROJECTS THAT NEED TO BE ADDRESSED THAT ARE RELATED TO RECREATION AND FIELD MAINTENANCE, THAT'S WHERE THESE SIT, WE ALSO HAD A JOINT CONTRACT WITH TETON COUNTY PARKS AND REC FOR MAINTENANCE ALL AND OF THE GROUNDS, AND THEY HAVE REMOVED THAT FROM THEIR APPLICATION BEFORE THE REC DISTRICT AND WE'VE INCLUDED IT IN OURS. WE ALSO RECENTLY JUST IMPLEMENTED, AND MR. HANSEN CAN SPEAK TO THIS A LITTLE BIT MORE, [INAUDIBLE] IS A PROPERTY RENTAL SOFTWARE THAT TETON COUNTY PARKS AND REC WAS MANAGING ALL OF THE RENTALS FOR ALL OF OUR FIELDS. [00:15:02] THAT HAS MOVED AND WE'RE DOING THAT NOW AND COLLECTING THE REVENUE FOR THOSE FIELDS. DO YOU WANT TO SPEAK TO THAT AT ALL, OR IF YOU GUYS HAVE ANY QUESTIONS?. >> ARE THERE ANY QUESTIONS ABOUT HOW THAT [INAUDIBLE]? >> I'M CURIOUS, WHAT TYPE OF RENT ARE WE CHARGING FOR THE FIELD USE. ARE WE CHARGING A SUFFICIENT ENOUGH LEVEL? I GUESS I JUST HAVEN'T SEEN THE REVENUE. >> TO BREAK-EVEN? >> NOT TO BREAK-EVEN AS MUCH, BUT TO DEFINITELY OFFSET OUR EXPENSES. >> WHEN IT SHIFTED BACK TO THE SCHOOL DISTRICT FOR THIS YEAR, IT WAS VERY LATE IN THE GAME FOR THE YOUTH ORGANIZATIONS TO HAVE PLANNED AND BUDGETED AT THAT TIME, SO WE START WITH WHAT PARK AND REC HAD BEEN SHARPENING THE PREVIOUS YEAR. HOWEVER, MOVING FORWARD, WE STILL SHOWED THEM WHAT THEIR INVOICE WOULD BE FOR THE NEXT YEAR SO THEY CAN BUDGET FOR NEXT SUMMER 2023 FOR THEM TO PLAN FOR. I DO BELIEVE THE PLAN WE HAVE MOVING FORWARD, WILL BE SUFFICIENT. >> WHAT ABOUT [INAUDIBLE]? >> SAME. THAT'D BE CORRECT. >> WHAT WAS YOUR QUESTION? I DIDN'T HEAR YOU. >> [INAUDIBLE]. >> THE SCHOOL DISTRICT BOARD SAYS $20 AN HOUR. THAT IS OF THE FORM, THAT'S WHAT WE'VE BEEN USING FOR GYMS AND FIELDS FOR A NUMBER OF YEARS, PARK AND REC HAVE BEEN CHARGING $10 AN HOUR FOR FIELDS IN THE PAST. I SHOULD SAY, THEY HAD A VERY STAGGERED LEVEL FOR A NON-PROFIT [INAUDIBLE]. >>THAT'S JUST STANDARD OF 20. >> BUT THEY SAY IT'S PASSING 400, IT SEEMS LIKE. >> I WOULD AGREE. >> THANK YOU. ARE THERE ANY OTHER QUESTIONS WITH REGARDS TO ANY OF THE TETON COUNTY SCHOOL DISTRICT APPLICATION FOR REC DISTRICT FUNDS? SEEING NONE, CAN WE HAVE A VOTE ON IT? I HAVE A MOTION? I THINK WE BETTER DO THIS INDIVIDUALLY BECAUSE THERE MAY BE SOME THAT WE DECIDE NOT TO AWARD FUNDING. >> MADAM CHAIR. >> MR. SCOTT. >> CONTINGENT UPON ADEQUATE MILL LEVY FUNDING AS APPROVED BY THE TCSD NUMBER 1 BOARD OF EDUCATION AT THE JUNE 8TH,2022 REGULAR BOARD MEETING, I MOVE TO APPROVE TCSD NUMBER 1 GRAND APPLICATION NOT TO EXCEED $1,987,233 AS PRESENTED. >> IS THERE A SECOND? >> I'LL SECOND. >> MOTION HAS BEEN MADE AND SECONDED. IS THERE ANY DISCUSSION? SEEING NONE, ALL THOSE IN FAVOR PLEASE SIGNIFY BY SAYING, AYE. >> AYE. >> ANY OPPOSED? MOTION CARRIES. >> THANK YOU. >> THANK YOU. MOVING ON TO TETON COUNTY PARKS AND RECS, ARE WE ON THE PHONE FOR THIS PRESENTATION? >> YEAH. [INAUDIBLE] >> HI, ANDY. >> THANK YOU. CAN YOU HEAR ME? >> YES. >> THANK YOU, GUYS FOR HAVING ME. I AM PRESENTING FOR THE HIGH SCHOOL TENNIS COURT RESURFACING PROJECT. THE FIVE HIGH SCHOOL TENNIS COURTS TYPICALLY GET RESURFACED EVERY 5-7 YEARS. WE ARE A YEAR OR TWO BEHIND SCHEDULE WITH COVID. WE ARE REQUESTING THESE FUNDS THROUGH TETON COUNTY AS PART OF OUR CAPITAL REQUESTS FOR FISCAL YEAR BUDGET '23. WE HAVE NOT HAD OFFICIAL APPROVAL, OBVIOUSLY, OF THAT YET UNTIL JUNE WHEN THE COMMISSIONERS APPROVE MY BUDGET, BUT BASED ON PRELIMINARY DISCUSSIONS, WE FEEL VERY CONFIDENT THEY'RE GOING TO SUPPORT THIS. THEN THE PAST, WE HAVE SOLICITED HALF OF THIS COST FROM THE REC DISTRICT, IN ORDER TO MAKE THIS HAPPEN. IF WE DO IT, I WORK WITH [INAUDIBLE], TO FIGURE OUT THE BEST WINDOW TO MAKE THIS HAPPEN, AND WE WOULD DO IT IN FISCAL YEAR '23 FOR RESURFACING AND RELIGHTING OF THE ALL FIVE TENNIS COURTS. >> THANK YOU. ARE THERE ANY QUESTIONS [INAUDIBLE]. THANKS, ANDY. >> THANK YOU. >> THE PARKS AND RECS IS ASKING FOR $20,000 OF THIS. I THINK THE TOTAL COST IS $ 40,000. THEY'LL BE SEEKING $20,000 FROM THE COUNTY FOR THIS. [00:20:04] ANY OTHER QUESTIONS? YOU HAD A QUESTION. >> I DID, BUT ANDY ANSWERED IT. I JUST THOUGHT THAT WAS $20,000, I DIDN'T KNOW IT WAS [INAUDIBLE]. ANDY ANSWERED IT. >> GREAT. DO I HAVE A MOTION ON THIS ONE? >> BECAUSE I'M GOING TO ADD SOMETHING TO THIS. >> OKAY. >> [INAUDIBLE] UPON THE ADEQUATE MIDDLE LEVEL OF FUNDING AS APPROVED BY THE TCSD NUMBER 1 BOARD OF EDUCATION ON THE JUNE, 8TH, 2022 REGULAR BOARD MEETING AND CONTINGENT UPON THE APPROVAL OF THE BOARD OF COUNTY COMMISSIONERS APPROVING THEIR SHARE OF THIS TENNIS RESURFACING PROJECT, I WILL MOVE TO APPROVE THE TETON COUNTY PARKS AND RECREATION HIGH SCHOOL TENNIS COURT RESURFACING GRANT APPLICATION NOT TO EXCEED $20,000 AS PRESENTED. >> IS THERE A SECOND? >> SECOND. >> ANY DISCUSSION? SEEING NONE ALL THOSE IN FAVOR, PLEASE SIGNIFY BY SAYING, AYE. >> AYE. >> THANK YOU. MOTION PASSES. THE NEXT ONE IS THE CONSIDERATION ON YOUR AGENDA IS 5.03 IS CONSIDERATION OF TETON COUNTY PARKS AND RECS AFTER-SCHOOL COMMUNITY KIDS CLUB PROGRAM. IS THERE SOMEBODY TO PRESENT ON THE PHONE? IS RACHEL ON THE PHONE? >> RACHEL [INAUDIBLE]. >> GREAT. HEY, RACHEL. CAN YOU HEAR US? >> I CAN HEAR YOU. >> SHE NEEDS TO GO UP IN VOLUME. >> CAN YOU DO A TEST? >> [OVERLAPPING] NOW? >> GREAT. WE CAN HEAR YOU A LITTLE BETTER NOW. >> GREAT. HI. THANK YOU SO MUCH FOR HAVING ME HERE AGAIN. CONTINUE TO ASK FOR A SIMILAR AMOUNT AS WE HAVE IN THE PAST FOR OUR COMMUNITY AFTER-SCHOOL PROGRAM. THIS HELPS US KEEP THE COST DOWN FOR FAMILIES TO EIGHT DOLLARS A DAY. HELPING US TO PROVIDE HEALTHY SNACKS, QUALITY STAFF MEMBERS, AND THEN HELPING US TO BRING IN COMMUNITY PARTNERS AS WELL TO HELP MOLD AND GIVE US SOME STRUCTURED PLAY FOR THESE KIDS AFTER SCHOOL. >> RACHEL, I JUST HAVE ONE QUESTION FOR YOU. WHAT IS THE CHARGE PER DAY? YOU MENTIONED IN YOUR APPLICATION THAT YOU WOULD HAVE TO CHARGE $17 A DAY, BUT FOR THIS GRANT, WHAT IS THE CHARGE? >> RIGHT NOW IT'S EIGHT DOLLARS PER DAY. IN ORDER FOR US TO MANAGE OUR COSTS, WE WOULD HAVE TO GO UP TO $17. NOW WE'VE DONE A SALARY STUDIES, SO THEN SALARIES HAVE ALSO GONE UP, SO IT MAY BE MORE. RIGHT NOW WE'VE KEPT IT AT EIGHT DOLLARS AND I BELIEVE THAT'S BEEN THE AMOUNT THAT WE'VE CHARGED FOR THE LAST FOUR OR FIVE YEARS. >> ANY QUESTIONS? >> RACHEL, WHEN MY KIDS WERE IN THIS PROGRAM, IT WAS SEVEN DOLLARS A DAY AND THAT HAD TO HAVE BEEN 15 YEARS AGO. [LAUGHTER] I HAVEN'T KEPT UP WITH INFLATION. I WOULD HAVE TO SAY THAT, I'M AFRAID THAT YOU GUYS OUGHT TO BE LOOKING AT GETTING PAID A RATE THAT ACTUALLY PAYS FOR THE COST OF THIS PROGRAM. >> YES. I THINK IT'S DEFINITELY BEEN SOMETHING THAT WE'VE DISCUSSED. I THINK WE'VE LOOKED AT OUR NUMBERS. I KNOW THAT WE REALLY TRY TO MEET THE NEEDS OF THE FAMILIES AND WE KNOW THAT THIS IS AN AFFORDABLE RATE THAT THEY CAN MANAGE. I DEFINITELY THINK THAT THERE CAN BE DISCUSSION AS TO MAKING THIS RATE A LITTLE BIT HIGHER, BUT THEN I THINK THERE ALSO HAS BEEN CONCERN AS TO MAKING SURE THAT WE'RE PROVIDING IT THE LOWEST COST THAT WE CAN FOR THE FAMILIES THAT NEED IT. >> THANK YOU. ANY OTHER QUESTIONS? MR. SMITH. >> TO ADD ON TO CATE'S DISCUSSION- FIRST OF ALL, WHAT'S THE TIME PERIOD? IS IT LIKE 3:30 TO 5:30? >> NO, IT'S THREE O'CLOCK TO SIX O'CLOCK. >> SO THREE HOURS FOR $8 UNDER THE EARTH. I WOULD ALMOST SUGGEST THAT MAYBE OUR MONEY, THE PROBLEM WITH THE PROGRAM NOW IS IT'S FIRST-COME FIRST-SERVED SO IT'S NOT AN INCOME ANYONE CAN SIGN UP. I WOULD ALMOST LIKE TO SEE OUR MONEY GO TOWARDS SCHOLARSHIPS MAYBE FOR PEOPLE THAT COULDN'T GET IN. [00:25:02] I DON'T KNOW, I DON'T THINK IT'S AN EQUITABLE SYSTEM THE WAY IT IS NOW BECAUSE IT'S JUST A FIRST-COME FIRST-SERVED BASIS. IF YOU HAPPEN TO MISS THE EMAIL BUT THE PROGRAM IS COMING ON, THE KIDS ARE OUT, I THINK IT'S VERY ANTIQUATED TO KATE'S POINT. I THINK OUR 40,000 SHOULD BE USED TO HELP THOSE THAT ARE TRULY IN NEED BECAUSE THE WAY IT'S SET UP NOW, 81 GETS THAT $8 RATE WHETHER YOU MAKE 50,000 A YEAR OR 50,000, IT DOESN'T MATTER. >> I THINK IT'S DEFINITELY UP FOR DISCUSSION. WE'VE DISCUSSED THAT AND I'VE BEEN LOOKING AT SOME SCHOLARSHIP OPTIONS ON RN, TETON COUNTY PARKS AND REC. >> HOW BIG IS YOUR WAITING LIST TOO I GUESS? THERE'S OBVIOUSLY MORE DEMAND THAN SUPPLY I THINK. >> NO. I THINK IF WE COULD HAVE MORE STAFF WE COULD DEFINITELY OPEN UP OUR WAIT LIST. IT'S HARD TO RETAIN AND EVEN GET STAFF RIGHT NOW AND QUALITY ONES THAT ARE WORKING WITH KIDS AND WANT TO PROVIDE WHAT OUR EXPECTATION IS. RIGHT NOW OUR LIST DEPENDS ON THE DAY BUT I WOULD SAY 10-15 ON A WEEK A WAIT LIST I THINK. >> MADAM CHAIR? >> YES. >> THIS IS JUST AN EDITORIAL COMMENT AS JANINE SOMETIMES SAYS. [LAUGHTER] BUT I WOULD JUST SAY THAT THIS IS JUST A SMALL EXAMPLE OF A CONCERN ACROSS THE COUNTRY FOR CHILDCARE. FROM MY PERSPECTIVE IT'S A SITUATION THAT CAN'T NECESSARILY BE PUT ON THE BACKS OF FAMILIES, ESPECIALLY WHEN THEY'RE AT THE LOWER END OF THEIR EARNING TRAJECTORY. ALL THESE FAMILIES ARE YOUNG FAMILIES WHO ARE JUST TRYING TO MAKE THERE GO OF IT. I THINK THAT'S SOMETHING TO BE CONSIDERED. NOW I WILL SAY THAT [NOISE] IF THE PRICE HAS INCREASED A DOLLAR SINCE YOUR ADULT CHILDREN WITH CHILDREN OF THEIR OWN, [LAUGHTER] THAT PERHAPS THERE COULD HAVE BEEN A SMALL INCREASE BUT I DO THINK THAT A LOT OF IT HAS TO BE CONSIDERED THAT WE SERVICE SO FAMILIES CAN CONTINUE TO WORK IN OUR COMMUNITY. RIGHT NOW FAMILIES ARE HAVING A HARD ENOUGH TIME STAYING AND WORKING IN OUR COMMUNITY. WE NEED TO MAKE SURE THAT THOSE PEOPLE WHO ARE WORKING CAN DO IT WITH THEIR CHILDREN IN A SAFE PLACE WHERE THEY'RE NOT STRESSED. >> YES. THANK YOU BETSY. ANY OTHER QUESTIONS? IS THERE A MOTION? >> I'LL GIVE A GOOD GO. [NOISE] CONTINGENT UPON ADEQUATE MILL LEVY FUNDING AS APPROVED BY TCSD NUMBER 1 BOARD OF EDUCATION AT THEIR 8TH, 2022 REGULAR BOARD MEETING, I MOVE TO APPROVE THAT THE TETON COUNTY PARKS AND RECREATION AFTER-SCHOOL COMMUNITY KIDS CLUB PROGRAM GRANT APPLICATION NOT TO EXCEED $40,000 AS PRESENTED. >> IS THERE A SECOND? >> I SECOND. >> ANY OTHER QUESTIONS OR DISCUSSION? SEEING NONE, ALL THOSE IN FAVOR PLEASE SIGNIFY BY SAYING AYE. >> AYE. [OVERLAPPING] >> ANY OPPOSED? >> AYE. >> AND I. THE MOTION PASSES THREE TO TWO. >> THANK YOU. >> MOVING ON. RACHEL, I THINK I RAISED THIS LAST YEAR. PERHAPS IF YOU GUYS WOULD SIT DOWN IN THE NEWS ALONE, WHAT CHANGES CAN BE MADE TO ADDRESS MR. SMITH'S COMMENTS THAT IT NEEDS TO BE MORE EQUITABLE AND MY COMMENTS THAT YOU'RE NOT BEGINNING TO KEEP UP WITH THE COST OF A PROGRAM LIKE THIS? IF IT'S THREE HOURS AND YOU'RE CHARGING $8 IT'S LESS THAN WHAT IS IT 250 AN HOUR. THAT WILL BE REALLY APPRECIATED BEFORE YOUR NEXT APPLICATION COMES BEFORE THIS BOARD. >> OKAY. I APPRECIATE IT, ABSOLUTELY. THANK YOU. >> THANK YOU. THE NEXT ONE, 5.04, CONSIDERATION OF COMMUNITY APPLICATION FOR THE ART ASSOCIATION OF JACKSON HALL. HI THERE. >> HI THERE. MY NAME IS AMY [INAUDIBLE]. >> I'M SO GLAD TO HEAR HOW YOU PRONOUNCED YOUR LAST NAME, [LAUGHTER] I REALLY STRUGGLED THAT MUCH. [LAUGHTER]. >> NOW, OUR APPLICATION IS VERY SIMILAR TO THE ONE SUBMITTED A YEAR AGO AND THANK YOU [00:30:04] FOR THAT SUPPORT AND IT'S NICE TO FOLLOW UP ON THE KIDS WITH THAT PROGRAM BECAUSE WE TOO ARE OFFERING, WE ARE REQUESTING SUPPORT FOR OUR AFTER-SCHOOL SPRING BREAK AND SUMMER PROGRAMMING FOR TETON COUNTY YOUTH. >> ANY QUESTIONS IF ANY? >> I HAVE A QUESTION. >> SURE. >> IN THE [INAUDIBLE] I JUST WONDER, MY KIDS WERE LITTLE, THEIR ASSOCIATION CHARGE FOR CLASSES. >> YES, WE DO. >> WHAT'S THE CHARGE? >> WE DO. TO USE RIGHT NOW, SO WE HAVE AFTER-SCHOOL PROGRAMS THAT ARE SEVEN WEEKS, ONE DAY PER WEEK, THAT THOSE COST APPROXIMATELY $300 FOR THAT ENTIRE SPAN OF TIME. THEN A SUMMER CAMP PROGRAM IS FIVE DAYS A WEEK FROM 9:00-3:00, IT'S LIKE ALMOST AN ENTIRE DAY AND THAT'S $450 APPROXIMATELY. SOMETIMES THE MATERIALS VARIES A TINY BIT FOR MIDDLE SCHOOL PROGRAM THAT I'D BE IN THE CERAMIC STUDIO BUT THOSE ARE AVERAGE COSTS. IT ENDS UP BEING ABOUT 40 BUCKS A DAY. WE WORK REGULARLY WITH 122 TO OFFER SCHOLARSHIPS. YOU'LL SEE IN THE IMPACT REPORT THAT WE OFFER BETWEEN 60 AND 70 SCHOLARSHIPS PER YEAR WERE OFFERED THROUGH EITHER SOMEONE WHO APPLIES, WE HAVE A YOUTH PROGRAM APPLICATION OR MORE OFTEN THAN NOT WE WORKED CLOSELY WITH 122 TO IDENTIFY KIDS IN NEED AND FAMILIES IN NEED. >> ANY OTHER QUESTIONS? >> I HAD ANOTHER QUESTION. YOUR APPLICATION, I MAY HAVE MISSED IT. [INAUDIBLE] >> YES. >> BUT WHAT WILL YOU USE THIS $5,000 FOR? >> THIS REALLY SUPPORTS THE INSTRUCTORS, WE HAVE A WHOLE BUNCH OF DIFFERENT MEDIUMS THAT KIDS LEARN FROM CERAMICS, DIGITAL ART, PAINTING, AND WE HIRE ALL KINDS OF AMAZING INSTRUCTORS IN THE COMMUNITY WHO HAVE DIFFERENT EXPERTISE IN EACH OF THOSE MEDIUMS AND SO THEN MATERIAL COSTS AS WELL. IF WE HAVE FABRIC THAT WE NEED FOR THE SEWING CLASS OR ALL KINDS OF FUN THINGS FOR THOSE SUMMER CAMPS, IT GOES DIRECTLY TO SUPPORT HIRING THE TEACHERS AND FINDING THE MATERIALS THAT WE NEED. >> THANK YOU. ANY OTHER QUESTIONS IN LINE OF MY QUESTION? SEEING NONE, IS THERE A MOTION? >> CONTINGENT UPON ADEQUATE BILL LEVY FUNDING AS APPROVED BY TCSD NUMBER 1 BOARD OF EDUCATION ON THEIR JUNE 8TH, 2022 REGULAR BOARD MEETING, I MOVE TO APPROVE THE COMMUNITY EDUCATION FROM THE ART ASSOCIATION OF JACKSON HALL NOT TO EXCEED $5,000 AS PRESENTED. >> THANK YOU. IS THERE A SECOND? >> SECOND. >> MOTION HAS BEEN MADE AND SECONDED. ANY DISCUSSION? SEEING NONE, ALL THOSE IN FAVOR PLEASE SIGNIFY BY SAYING AYE. >> AYE. [OVERLAPPING] >> MOTION PASSES. >> THANK YOU. >> THANK YOU FOR PRESENTATION EDUCATORS. 5.05 IS CONSIDERATION OF COMMUNITY APPLICATION. OUR PARTNERS, DBA PARTNERS. DO WE HAVE ANYONE TO PRESENT FOR THIS ONE? ANYONE ONLINE? >> I'M TOLD THAT RUTH WASN'T ABLE TO MAKE IT, I'M NOT SURE WHO'S SITTING IN IN THEIR PLACE. BUT IF THEY COULD ASK SOMEONE WHO IS ONLINE, I DON'T SEE ANYBODY [INAUDIBLE]. >> IS THERE ANYBODY ONLINE WHO'S PREPARED TO PRESENT FOR THE PROJECT DANCING ALPHABET? >> [INAUDIBLE] ONLINE. >> OKAY. >> HI BAILEY. >> HOW'S IT GOING? >> GOOD. HOW IS GOING WITH YOU? >> IT'S GOING GREAT. RUTH IS SO SORRY, SHE COULDN'T MAKE IT. MY NAME IS BAILEY PATE AND I RUN THE OUTREACH PROGRAMS FOR THE ART ASSOCIATION AND SORRY, I HAVE A LITTLE BABY AND I HELP RUTH OUT OCCASIONALLY WHEN SHE NEEDS THE HELP, BUT WE ALSO COLLABORATE ON A LOT OF STUFF SO THIS WAS VERY FITTING FOR ME TO HELP HER OUT SINCE SHE WAS GONE. BUT THIS GRANT IS FOR THE DANCING ALPHABET THAT WE DO IN THE COMMUNITY FOR FIVE ELEMENTARIES AND SHE JUST WANTED TO BE ABLE TO CONTINUE THIS PROCESS WE'VE BEEN DOING FOR A COUPLE YEARS. >> YEAH. >> I'M SO SORRY AND CONTINUE THIS PROCESS. JUST OVERALL BECAUSE WE WORK WITH THROUGHOUT THE WHOLE DISTRICT FOR IT AND SHE'S AGAIN, LIKE YOU WERE JUST TO ADDRESSING WITH THE KIDS CLUB AND ALSO WHAT WE'RE DEALING WITH WITH THE ART ASSOCIATION OF BEING SHORTHANDED [00:35:01] AND IT'S REALLY IMPORTANT TO SUPPORT OUR KIDS THROUGH THIS PROCESS AND THE LEARNING PROCESS THAT WE'RE DEALING WITH, CATCHING UP WITH COVID, SO SHE MADE A FEW CHANGES ON HER PAY. IT IS NOW AT 28 AN HOUR, SO THAT'S WHY SHE'S REQUESTING THE 5,000 FOR THIS PROGRAM THAT WE DO. >> GREAT. THANK YOU, BAILEY, IS THERE ARE THERE ANY QUESTIONS, I DON'T ANY QUESTIONS? DO I HAVE A MOTION ON THIS APPLICATION? >> MADAM CHAIR, CONTINGENT UPON THE ADEQUATE MILI FUNDING IS APPROVED BY THE PCSD NUMBER FOR BOARD OF EDUCATION AT THEIR JUNE 28TH, 2022 REGULAR BOARD MEETING. I MOVE TO APPROVE THE COMMUNITY APPLICATION FROM PARTNERS NOT TO EXCEED 5,000 PERCENTAGE. >> IS THERE A SECOND? >> SECOND. >> MOTION HAS BEEN MADE AND SECONDED. ANY FURTHER DISCUSSION? SEEING NONE ALL THOSE IN FAVOR PLEASE SIGNIFY BY SAYING AYE. >> AYE. >> ANY OPPOSE? MOTION CARRIES. THANK YOU, BAILEY. >> THANK YOU. HAVE A WONDERFUL DAY. SORRY ABOUT THE BABY CRYING. [LAUGHTER]. >> THAT'S WHAT IT'S ALL ABOUT. >> [LAUGHTER] 506 CONSIDERATION OF COMMUNITY APPLICATION FROM DANCERS WORKSHOP. IS THERE ANYONE HERE TO PRESENT THIS APPLICATION? >> [INAUDIBLE] >> GREAT. >> HI ERIN. >> HI THERE. THANK YOU SO MUCH FOR HAVING US. >> YOU'RE WELCOME. >> THANK YOU FOR YOUR CONSIDERATION OF OUR REQUESTS FOR FINANCIAL ASSISTANCE WITH DANCER'S WORKSHOPS SUMMER ARTS CAMPS, A TRADITION THAT WE'RE HAPPY TO CONTINUE AND SO APPRECIATE YOU ASSISTING US WITH THIS IN THE PAST. WE DID MISS LAST YEAR'S MEETING AND THEREFORE DID NOT QUALIFY FOR FUNDING, BUT WE ARE HOPING TO RECTIFY THAT THIS YEAR AND PICK BACK UP WITH YOUR SUPPORT. WE'RE OFFERING I THINK IT'S 11 WEEKS OF SUMMER PROGRAMMING THIS SUMMER AND IT'S REALLY OUR TEACHER SALARIES AND ART SUPPLIES THAT WERE COMING TO YOU FOR ASSISTANCE WITH AND WOULD LOVE TO ANSWER ANY QUESTIONS THAT YOU HAVE ABOUT OUR APPLICATION. >> ANY QUESTIONS FOR ERIN? SEEING NONE, DO I HAVE A MOTION ON THIS APPLICATION. >> UPON ADEQUATE WILL BE FUNDING AS BEEN APPROVED BY THE TCSD NUMBER ONE BOARD OF EDUCATION THAT THEY TERMINATE 2022 REGULAR BOARD MEETING. I MOVE TO APPROVE THE COMMUNITY APPLICATION FROM DANCERS WORKSHOP NOT TO EXCEED $3,000 AS PRESENTED. >> IS THERE SECOND? >> SECOND. >> THAT'S CORRECT. ANY OTHER QUESTIONS? SEEING NONE ALL THOSE IN FAVOR PLEASE SIGNIFY BY SAYING AYE. >> AYE. >> AYE. >> MOTION CARRIES. THANK YOU. >> THANK YOU [OVERLAPPING] VERY MUCH. >> THANK YOU. BYE BYE >> THE NEXT ITEM IS 5.07 CONSIDERATIONS COMMUNITY APPLICATION FOR DOUG COOMBS FOUNDATION DOING BUSINESS DBA COOMBS OUTDOORS. IS THERE ANYBODY HERE TO MAKE A PRESENTATION ON THIS APPLICATION? >> YES. WE HAVE VANESSA ONLINE. >> HELLO, VANESSA. >> HELLO, CAN EVERYONE HEAR ME? >> YES. THANK YOU. >> THANK YOU SO MUCH FOR HAVING ME. MY NAME IS VANESSA CHAVARRIAGA AND I AM THE ACTING COMMUNICATIONS AND DEVELOPMENT MANAGER HERE AT COOMBS OUTDOORS. WE HAVE RECEIVED FUNDING FROM YOU IN THE PAST, BUT IT'S BEEN A FEW YEARS, SO WE'RE EXCITED TO GET THE BALL ROLLING AGAIN AND WE'RE REQUESTING $5,000 THIS YEAR TO SUPPLEMENT OUR 2022 SUMMER PROGRAMMING, MORE SPECIFICALLY, DEDICATED TOWARD OUR ACTIVATE, WHICH OUR K-5 PARTICIPANTS AND OUR HIGH SCHOOL INTERNS, SO THESE FUNDS WOULD GO TOWARD INCREASING OUR CAPACITY FOR K-5 STUDENTS IN SUMMER CAMPS, AS WELL AS INCREASING COMPETITIVE WAGES FOR OUR SUMMER INTERNS FOR THE HIGH SCHOOL STUDENTS. >> ARE THERE ANY QUESTIONS TO VANESSA? >> VANESSA I JUST HAD JUST HAD ONE QUESTION FOR YOU, THERE WAS IN YOUR APPLICATION A DISCUSSION OF THE WAGE SCALE WHERE THE SUMMER INTERNS AT 16.50 AN HOUR OR $16 AN HOUR, DOES THAT COME FROM THE EMPLOYERS OR IS THAT COMING PARTIALLY FROM THIS $5,000? >> YEAH SO IT COMES FROM BOTH AND WE'VE ACTUALLY INCREASED IT TO $18 AN HOUR JUST TO KEEP UP WITH SOME OF THE LARGER BUSINESSES THAT HAVE OPENED. IT WILL BE $13 FROM PARTNERS AND $5 FROM COOMBS, [00:40:05] WHICH WOULD BE DIRECTLY FUNDED THROUGH THIS APPLICATION. >> YOU SAY $13 FOR PARTNERS. IS THAT THE BUSINESSES THAT ARE OFFERING THESE INTERNSHIPS? >> YES, THAT'S CORRECT. >> WELL, THEY'RE GETTING A GOOD DEAL. [LAUGHTER] ANY OTHER QUESTIONS? SEEING NONE, CAN I HAVE AN APPLICATION ON THIS APPLICATION OR MOTION OF THIS APPLICATION. >> CONTINGENT UPON ADEQUATE MILL LEVY FUNDING IS APPROVED BY TCSD NUMBER ONE BOARD OF EDUCATION AT THEIR JUNE 8TH, 2022 REGULAR REPORTING. I MOVE TO APPROVE THE COMMUNITY APPLICATION FROM THE COOMBS OUTDOORS NOT TO EXCEED $5,000 AS PRESENTED. >> IS THERE A SECOND? >> SECOND. >> ANY FURTHER DISCUSSION? >> I JUST WANTED TO SAY THAT I REALLY APPRECIATE THAT THIS APPLICATION IS FOCUSED BOTH ON ELEMENTARY AGE KIDS, BUT ALSO MIDDLE ON HIGH-SCHOOL KIDS. BECAUSE I THINK THAT THAT IS A POPULATION THAT NEEDS SUPPORT IN OUTSIDE SCHOOL TIME, JUST LIKE ELEMENTARY KIDS. >> THANK YOU. >> YEAH, WE DEFINITELY WANT TO CONTINUE A SUSTAINABLE GROWTH PATTERN FOR ALL OF OUR STUDENTS BEGINNING WITH K-5. BUT WE WANT TO MAKE SURE THAT THAT KEEPS GOING WELL INTO THEIR ADULTHOOD. >> THANK YOU. >> THANK YOU VERY MUCH. >> ANY OTHER QUESTIONS IN LIGHT OF BETSY'S QUESTIONS OR JUST ANY QUESTIONS? SEEING NONE DO I HAVE THE MOTION PLEASE? >> SHE MADE THE MOTION. >> WE ALREADY MADE THE MOTION SORRY. THE MOTION IS THE MAIN SECONDED. ALL THOSE IN FAVOR OF THE MOTION, PLEASE SIGNIFY BY SAYING AYE. >> AYE. >> MOTION CARRIES. >> THANK YOU VERY MUCH. >> THANK YOU. >> HAVE A GOOD ONE. >> THE NEXT ONE IS THE CONSIDERATION OF COMMUNITY APPLICATION OF GAP. GIRLS ACTIVELY PARTICIPATING. IS THERE A PRESENTER WITH REGARDS TO THIS? THANK YOU. >> HI, THANKS FOR YOUR CONSIDERATION. MY NAME IS ELLY GARRETT. I'M THE DIRECTOR OF GAP. WE'VE BEEN EMPOWERING GIRLS IN OUR COMMUNITY FOR OVER 25 YEARS. WE'RE VERY PROUD OF OUR WORK, WORKING WITH ELEMENTARY SCHOOL GIRLS AGED THIRD THROUGH FIFTH GRADE, AND ALSO MIDDLE-SCHOOL GIRLS AT SIXTH TO EIGHTH GRADE. WE ALSO WORK WITH HIGH SCHOOL GIRLS SPORTS TEAMS AND DANCERS WORKSHOP GIRLS ARE JUNIOR REPERTORY GIRLS IN OUR COMMUNITY TO HELP PROVIDE TEAMWORK AND LEADERSHIP BUILDING WORKSHOPS. WE ARE ASKING FOR $5,000 TO SUPPLEMENT OUR PROGRAMS SERVICES. WE SERVE OVER 200 GIRLS A YEAR WITH TWO EMPLOYEES AND NO CAPITAL EXPENSES. MY KITCHEN TABLE IS MY OFFICE [LAUGHTER] AND IT COSTS ABOUT $50 FOR MIDDLE SCHOOL GIRLS WHO ATTEND GAP FROM MID-SEPTEMBER TO MID-MAY ONCE A WEEK AFTER SCHOOL. WE WORK WITH A FIVE ELEMENTARY SCHOOLS IN OUR COMMUNITY AND DOING EIGHT WEEK PROGRAMS TO EACH OF THE SCHOOLS SEASONALLY AND IT COSTS $50 FOR EIGHT WEEKS FOR THOSE AS WELL. I'D SAY 20 PERCENT OF OUR GIRLS NEED A FULL SCHOLARSHIP FUNDING AND OUR DEMOGRAPHIC CONSISTS OF ABOUT BETWEEN 25-35 PERCENT LATINA GIRLS AND THE REMAINDER ANGLO GIRLS. WE ALSO WORK WITH COMMUNITY PARTNERS LIKE THE COMMUNITY SAFETY NETWORK, DANCERS WORKSHOP, TETON YOUTH AND FAMILY SERVICES, THE ART ASSOCIATION, THE NATIONAL MUSEUM OF WILDLIFE ART, FRIENDS OF PATHWAYS, A LOT OF OUR LAW AND JACKSONVILLE PUBLIC ART TO HELP BRING OTHER PRESENTERS AND TO TALK WITH THESE GIRLS AND HELP GET THEM MENTALLY INVOLVED IN COMMUNITY. BUT THE PRIMARY THEMES THAT WE DISCUSSED, ARE SOCIO-EMOTIONAL LEARNING, BUILDING CONFIDENCE, HELPING GIRL STAND IN THERE PERSONAL TRUTH, POSITIVE ASSERTIVE COMMUNICATION, BODY IMAGE, POSITIVITY. THOSE ARE JUST A FEW OF THE THEMES WE DISCUSSED. WE MENTIONED THIS WEEK THEY'RE COMING IN AND HELP ON A GIRLS BUILD SOME RESUMES. WE'RE REALLY PLEASED WITH THE WORK AND THE COMMITMENT THAT WE HAVE TO GIRLS IN THIS COMMUNITY AND WE DO IT ALL WHEN SHE'S DOING BETTER SO YOUR FUNDING IN THE PAST HAS BEEN SO APPRECIATED AND WE HOPE THAT YOU'LL CONSIDER OUR REQUEST AT THIS TIME. CAN I FILL ANY QUESTIONS FROM YOU ALL? >> THANK YOU ELLY. ARE THERE ANY QUESTIONS FOR ELLY? >> JUST PRAISE [LAUGHTER] >> THANK YOU. >> I HAD TO MAKE EDITORIAL COMMENT. ONE OF MY BOYS SAID TO ME ONE TIME, HE SAID, WHY DO THE GIRLS GET IT. [LAUGHTER] I WON'T TELL YOU WHAT I TOLD HIM. [LAUGHTER] >> CAN I ADDRESS THAT FOR A SECOND? WE NEED MEN IN OUR COMMUNITY TO STEP UP BECAUSE I [INAUDIBLE]. >> THANK YOU, ELLIE. IS THERE A MOTION? >> A CONTINGENT? [LAUGHTER] >> CAN WE JUST SAY THE FIRST SENTENCE IS [OVERLAPPING] >> YES, THE FIRST SENTENCE [OVERLAPPING] [LAUGHTER] I MOVE TO APPROVE THE COMMUNITY APPLICATION FROM GAP NOT TO EXCEED $5,000 AS PRESENTED. >> IS THERE A SECOND? >> SECOND. >> ANY FURTHER DISCUSSION? ALL THOSE IN FAVOR, PLEASE SIGNIFY BY SAYING, AYE. >> AYE [OVERLAPPING]. >> THANK YOU VERY MUCH, ELLIE. WE APPRECIATE IT. MOTION CARRIES. CONSIDERATION OF THE COMMUNITY APPLICATION FOR GRAND TETON SKATING ASSOCIATIONS. IS THERE A PRESENTER FOR THIS? THANK YOU. >>HI, EVERYBODY, AKOP MANOUKIAN, DIRECTOR OF THE GRAND TETON SKATING ASSOCIATIONS. I CANNOT BELIEVE HOW TIME QUICKLY GOES ON. LAST MARCH, WE DISCUSSED END OF THE SEASON. IT WAS OUR 10TH ANNIVERSARY OF THE ICE RINK AT THE SQUARE. OUR ORGANIZATION HAS BEEN FOR 12 YEARS, BUT 10 YEARS WE ARE DOING [OVERLAPPING]. >> COULD YOU SPEAK UP JUST TO HEAR YOU. >> YEAH, OF COURSE. >> WE'RE JUST HAVING TROUBLE [INAUDIBLE]. >> YEAH. >> THANK YOU. >> TEN YEARS WE ARE DOING ICE RINK AT THE SQUARE. WE STARTED WITH ALMOST NO BOARDS, ALMOST NO SKATES. EVERY SKATES WERE BROKEN OR OLD OR THROW AWAY, BUT WE WERE FINDING AND USING THOSE. WE STARTED WITH $3 AND TODAY, WE ARE RENTING THEM FOR THE LOCALS, $8, SO WE INCREASE ONLY $5 DURING THE 10 YEARS. WE ARE TRYING TO KEEP THAT LOW, BECAUSE WE HAVE SOME PEOPLE WHO'S COMING BETWEEN TWO AND FOUR TIMES A WEEK, THE LOCALS. THE TOURIST HAVE TO PAY 15. WE DON'T WANT TO GO THAT WAY, WE JUST KEEPING THAT. ALSO I THINK WE'RE ONE OF THE ORGANIZATION IN TOWN, WHICH IS DOING THE LOCAL DISCOUNT FROM THE BEGINNING OF THE SEASON UNTIL END OF THE SEASON. ALSO, WE ARE NOT ONLY DOING THE ICE RINK, BUT WE HAVE OTHER ACTIVITIES WHICH IS, WE DO FOUR SHOWS DURING THE SEASON, TWO TIMES AT THE VILLAGE, TWO TIMES AT THE ICE RINK AT THE SQUARE, AND IT'S ALL FREE. WE HAD PETER AND THE WOLF PREVIOUS YEARS, AND LAST TWO YEARS WE DID INDIVIDUAL SKATING WHICH WE BROUGHT A WORLD JUNIOR CHAMPION. HE WAS OUR STAR. ALSO, WE'RE DOING THE FREE LEARN TO SKATE PROGRAM EVERY SATURDAY, SUNDAY, AND EVERYBODY CAN COME, DOESN'T MATTER WHAT AGE. WE ARE SEEING MORE AND MORE, WHICH IS VERY FUN TO WATCH, YOUTH GROUPS, YOUNG PEOPLE COMING, NOT INDIVIDUAL WHICH WAS PREVIOUSLY, BUT AS THE GROUP. WE CAN SEE BETWEEN TWO AND EIGHT PEOPLE ALL TOGETHER COMING AND USING THE ICE RINK. WE ARE INCREASING, IT'S GOING TO OTHER STUFF AND BECAUSE IT'S OUTDOOR EVERY TIME WE NEED TO UPGRADE STUFF. LIKE FOR INSTANCE THIS YEAR, I THINK WE'RE GOING TO ALMOST FINISH EVERYTHING NEW WITH ICE SKATES, WITH THE LIGHTS, WHICH WE NEED TO COMPLETELY FINISH IT BECAUSE WE HAVE SOME OLD ONES, THEY ARE VERY HEAVY AND THEY USE A LOT OF VOLTAGES. WE'D LIKE TO FINISH THAT ONE, AND ALSO THIS YEAR, WE WANT TO PUT THE SECURITY CAMERAS, WHICH IS A LOT OF TIME. IT'S COLD OUTSIDE AND PARENTS CAN SIT INSIDE AND WATCH THEIR KIDS. THEY DON'T HAVE TO BE AT THE COLD WITH THEM. SHARPENING SKATES, WE HAVE THE MACHINE, BUT WE DIDN'T HAVE THE PROPER HOLDING FOR THE SKATES. THERE ARE $700, JUST A SMALL PIECE OF THE EQUIPMENT. WE ARE ASKING FOR $5,000 TO UPGRADE EVERYTHING THAT WE NEED, AND TO MOVE FORWARD FOR THE NEXT SEASON. THAT'S IT. IF YOU HAVE ANY QUESTIONS, I'LL BE MORE THAN HAPPY TO ANSWER. >> ARE THERE ANY QUESTIONS? YOUR FIRST NAME IS? >> AKOP, AGOP, ACOP. I GOT USED TO ALL OF THESE[OVERLAPPING]. >> AKOP? >> A-K-O-P. YEAH. >> YES. ANY QUESTIONS? I HAVE A QUESTION. YOU ALSO DO THIS AT THE VILLAGE? >> YEAH. BUT MOSTLY ALL THIS MONEY GOES TO THE SQUARE. MOSTLY, I'LL SAY A 100 PERCENT GOES TO THE SQUARE. >> YEAH, VERY GOOD. >> BUT ONLY THE SHOW WE SHARE, BECAUSE WE WANT TO EXPERIENCE OF THAT AREA AS WELL, BECAUSE WE HAVE A LOT OF LOCAL TOURISTS IN THAT AREA. THAT'S WHY WE ARE SHARING THE SHOW, TWO HERE AND TWO OVER THERE. BUT REST OF THE MONEY, EVERYTHING GOES STRICTLY TO THE ICE RINK AT THE SQUARE. >> GREAT. THANK YOU. ANY OTHER QUESTIONS? SEEING NONE, DO I HAVE A MOTION? [00:50:05] >> THE SAME FIRST SENTENCE.[LAUGHTER] I MOVE TO APPROVE THE COMMUNITY APPLICATION ON GRAND TETON'S GAMING ASSOCIATION NOT TO EXCEED $5,000 AS PRESENTED. >> IS THERE A SECOND? >> SECOND. >> ANY OTHER DISCUSSION? SEEING NONE. >> ONE COMMENT. >> VERY GOOD, MR. SCOTT. >> GRAND TETON SKATING ASSOCIATIONS COME A LONG WAY OVER THEIR DOCUMENTATION OVER THE YEAR. THANK YOU. >> THANK YOU. I APPRECIATE [OVERLAPPING]. >> [INAUDIBLE] I'M HAPPY TO SUPPORT. >> THANK YOU. >> ME TOO. THIS THING ARE JUST THE TYPE OF THING THAT [OVERLAPPING] >> WHAT IS ADVANTAGE OF US BECAUSE OF THE SNOW KING PUBLIC IT'S FINISHED AT TWO O'CLOCK. IF ANYBODY ELSE WANTS TO SKATE INTO SOMETHING THERE IS NO WAY TO GO. IF WE LEARN WHAT IS GOOD ABOUT, WE DON'T RUN PROGRAM AS THE CONTINUING. WE ARE JUST TEACHING THEM HOW TO LEARN. IF THEY LIKE IT, THEIR TIME THEY CAN GO SNOW KING AND CONTINUE WITH THE CLOCK. BUT AT LEAST WE GIVE THEM OPPORTUNITY FOR THE PARENTS AND FOR THE KIDS TO SAY, OKAY, MAYBE THIS IS NOT FOR OR IT IS FOR ME. WE GIVING THAT OPPORTUNITY FOR THEM TO GO FORWARD. >> HOW LATE WERE YOU ABLE TO GO IN THE SPRING WITH YOUR ICE SKATE? >> LET ME BACK IT UP TO START HOW LATE WE START. [LAUGHTER] THIS IS WHERE I'M ALMOST 8 YEARS. I AM TRYING WITH PARKING RACK TOWN. I'M GOING TO GO FORWARD THIS YEAR AS WELL, TO MAKE THAT PIECE OF THE SQUARE LEVEL. VISUALLY WHEN YOU LOOK, YOU DON'T SEE IT, BUT IT'S MORE THAN ONE FEET OF DIFFERENCE. IT DOESN'T GO ONLY LIKE THIS, IT GOES A LITTLE BIT CROOKED. WE HAVE TO BRING A LOT OF SNOW TO LEVEL UP. THIS YEAR WE DIDN'T TEST ON. EVEN THOUGH IF YOU BRING THE SNOW, SOMETIMES THE GRAVEL STOP. IT SOON STARTS PUTTING THE WATER, ALL THESE PIECES OF THE GRAVEL GOES DOWN, MAKE THE HOLE, NOW WE HAVE TO CATCH THAT. IT'S CRAZY WARM. IT'S REALLY VERY CRAZY. I'M CONVINCED THINKING AND TALKING THROUGH IT AGAIN, PARK IN TOWN TO LEVEL UP THAT SPOT. IF YOU LEVEL OUT, THEN I CAN START WITHOUT SNOW. I DON'T NEED TO WAIT FOR THE SNOW. WE STARTED THIS YEAR JANUARY 5TH AND YOU FINISH IT MARCH 4TH. BUT USUALLY [OVERLAPPING] >> ARE YOU GOING BACK THERE? ARE YOU STARTING AGAIN THIS WEEK? [LAUGHTER]. >> PROBABLY THEY DON'T [OVERLAPPING]. >> CONVINCE THE TOWN TO LEVEL UP. THEN WE CAN START MUCH EARLIER WHEN THE KID'S NOT IN THE SCHOOL, THERE'S THE MOMENTUM, THERE'S THE TOURISTS, I MEAN EVERYTHING. THERE'S THE GOOD MOMENTUM. GOOD CELEBRATION. NEW YEAR, CHRISTMAS, IT GOES ALL TOGETHER. MY LUCK. [LAUGHTER] BUT SO FAR, THAT'S WHAT I'M PUSHING TO GO FORWARD. >> THANK YOU. >> THANK YOU. >> THANK YOU. I APPRECIATE. >> ALL THOSE IN FAVOR OF THE MOTION, PLEASE SIGNIFY BY SAYING AYE. >> AYE. > ANY OPPOSE? SEEING NONE, UNANIMOUS. THANK YOU VERY MUCH. HORSE WARRIORS. YES [LAUGHTER] HI PRISCILLA. >> HORSE WARRIORS WOULDN'T BE WITHOUT BRAD JUST SO YOU KNOW. [LAUGHTER] TWENTY FOUR YEARS AGO HE STARTED THIS PROGRAM. FOR THOSE OF YOU DON'T KNOW, HORSE WARRIORS IS A LEADERSHIP AND ENVIRONMENT PROGRAM FOR KIDS AND FAMILIES. WE'VE BEEN DOING IT FOR 24 YEARS HERE IN TETON COUNTY. OUR GOAL IS TO TEACH PEOPLE TO CREATE AND MAINTAIN HEALTHY RELATIONSHIPS. WE WERE CONFIDENT WE HAVE A PREVENTIVE MODEL. WE START WITH KIDS AND FAMILIES, KIDS AGE 6-11 COME WITH AN ACCOMPANYING PARENT, AND THROUGH THE WORK WITH THE HORSES, WE TEACH THEM TO COMMUNICATE WELL, CLEARLY, BE CONSISTENT. WE ACTUALLY HAVE OUR LITTLE KIDS BE THE TEACHERS OF THE PARENTS, WE FLIP THAT MODEL AROUND. WHAT WE'RE TRYING TO DO IS GIVE FAMILIES A PLACE TO WORK THROUGH CHALLENGES. I DON'T WANT TO SAY PROBLEMS, BUT CHALLENGES WITH THE REALLY FUN ACTIVITIES SO THAT THEY GET IN THE HABIT OF COMMUNICATING WELL, OF CHEERING THINGS THAT ARE DIFFICULT SO THAT WHEN YOUR KID GETS TO BE 15, THEY'RE GOING TO TELL YOU WHEN THEY'RE GOING TO A PARTY WHERE THERE ARE NO PARENTS. THAT'S REALLY WHERE WE'RE HEADED WITH THAT. WE HAVE A TEEN PROGRAM FOR KIDS 12-18. WE'D LIKE THEM TO GO THROUGH SIXTH GRADE, THE MIDDLE SCHOOL, BECAUSE THAT'S REALLY WHERE A LOT OF THE PEER PRESSURES STARTS. WHAT WE DO IS WE GIVE THEM A VERY PHYSICALLY AND EMOTIONALLY SAFE PLACE TO JUST BE WHO THEY ARE. [00:55:03] KEEP SIZES AS SMALL, WE KEEP EVERYBODY VISIBLE. THERE ARE NO BENCH WARMERS IN OUR PROGRAMS, AND MOST OF OUR KIDS STAY WITH US 7-10 YEARS. THEY'LL START AS POWER PONIES. THEN THEY'LL GO UP THROUGH MIGHTY MUSTANGS, WHICH IS OUR HOLDING PROGRAM UNTIL THEY GET TO BE OLD ENOUGH TO BE HORSE WARRIORS. THEN THEY'LL GO INTO OUR TEAM PROGRAM, TRACK INTO OUR MENTOR PROGRAM. OUR MENTORS ARE HORSE WARRIOR STUDENTS WHO ARE PRETTY WELL-VERSED IN HORSE SAFETY COULD TEACH BASIC RIDING, HOW TO PUT YOUR HANDS AND WHERE TO SIT. THEY ACTUALLY TEACH OUR LITTLE KIDS WHO THEN TEACH THEIR PARENTS. WE TRY TO GET EVERYBODY INVOLVED IN SHARING, IN SHOWING THAT THEY HAD SOME EXPERTISE, IN FEELING COMFORTABLE BEING SEEN. I THINK THAT OVER THE 24 YEARS THAT I'VE BEEN DOING THIS, THE MOST DEVASTATING IMPACT I'VE SEEN ON KIDS IS SOCIAL MEDIA. WE HAVE AN ABSOLUTE NO CELL PHONE POLICY IN OUR PROGRAM FOR KIDS OR PARENTS. WE WANT YOU TO BE PRESENT. WE WANT YOU TO BE ABLE TO HAVE AN EXPERIENCE THAT IS YOUR OWN. YOU DON'T HAVE TO KEEP TEXTING ABOUT AND SHARING WITH EVERYBODY ELSE. THE NICE THING ABOUT THE HORSES, ONE IS A HOOK TO GET KIDS INTO A MENTORED PROGRAM. BUT TWO, THEY'RE VERY PRESENT, THEY'RE RIGHT HERE, THEY'RE RIGHT NOW. THEY ARE GOING TO RELATE TO YOU FOR HOW YOU ARE TODAY. THEY DON'T CARE WHO YOUR FRIENDS ARE OR WHAT YOU WEAR OR WHAT YOUR MOM SAID TO YOU RIGHT BEFORE YOU GOT OUT OF THE CAR. BUT THEY CARE, ARE YOU KIND? ARE YOU FAIR? ARE YOU CONSISTENT? CAN I PREDICT THAT I WILL HAVE A CERTAIN AMOUNT OF SAFETY BEING AROUND YOU? WE TRANSLATE THAT METAPHOR OUT INTO OUR GROUPS. I'VE NEVER HEARD ANYTHING GO OUTSIDE OF THE GROUP, COUNT FOR CONFIDENTIALITY. I WOULDN'T SAY THAT OUR KIDS ARE ALWAYS THE BEST OF FRIENDS, BUT ALWAYS THEY'RE THE BEST OF INTIMATES. BY THAT I MEAN, THEY ARE ABLE TO SAFELY SHARE, TO LISTEN WITHOUT A LOT OF JUDGMENT, TO BE ABLE TO RELATE TO, AND I PUT THIS IN THE COMPASSION BOX, BUT THEY'RE ABLE TO RELATE TO SOMEONE ELSE'S EXPERIENCE. IF THEY CAN'T RELATE TO IT THEY ARE AT LEAST WILLING TO LISTEN AND ACCEPT IT. THAT, THAT WASN'T MY EXPERIENCE, BUT I HEAR HOW CHALLENGING THAT MIGHT'VE BEEN FOR YOU. OR HOW WONDERFUL THAT MIGHT'VE BEEN FOR YOU. WE DO LIKE TO WORK WITH OTHER ORGANIZATIONS. WE MOSTLY WORK THROUGH THE SCHOOLS FOR REFERRALS. BUT ONE OF THE THINGS THAT WE PUSH IN A SUBTLE WAY IS ONCE YOU'VE BEEN WITH US, AND ONCE YOU HAVE SOME CONFIDENCE, TAKE THAT OUT THERE, JOINT SPEECH. WE REALLY LIKED TO PROMOTE THE SPEECH PROGRAM BECAUSE KIDS GET SEEN THERE TOO. JOIN A SPORT, BE IN VOLLEYBALL, DO SOCCER, DO TRACK, DO SOMETHING AND SHARE WHO YOU ARE AND AS BROADLY AS YOU CAN. THIS YEAR I'VE ASKED FOR NOT $5,000. I DON'T THINK I'VE EVER ASKED FOR THE LIMIT. BUT ONE OF THOSE SAD IMPACTS THAT WE FACE NOW IS WE HAVE TO MOVE OUR HORSES AROUND. WE TRAIL OR TRAVEL WITH THEM AROUND TO ARENAS WHERE WE DO OUR PROGRAMS WHERE OUR TEAMS ARE UP IN THE BACK-COUNTRY, SO WE GO TO TRAIL HEADS, BUT WE CANNOT GET TO WILSON ARENA. WE CANNOT GET IN AND OUT OF WILSON ARENA IN A TIMELY FASHION ANYMORE. WE USED TO RENT THAT SPACE FROM PARKS AND REC, BUT WITH THE PAST TRAFFIC, WE CANNOT LEAVE WILSON IN THE AFTERNOON. WE CANNOT GET OUR A-HORSE TRAILER FULLY LOADED WITH YOUR CHILDREN IN IT OUT OF THAT PARKING LOT. WE'VE HAD TO GO TO THE HERITAGE ARENA. JUST LOVELY. IT'S 2.5 TIMES WHAT WILSON IS. THEY ALSO CHARGE US 10 DOLLARS AN HOUR FOR LIGHT. I AM ASKING IF INSTEAD OF PAYING FOR WILSON ARENA, WHAT YOU USED TO PAY FOR, IF YOU COULD PLEASE PAY FOR HERITAGE ARENA. WE HAVE A REALLY SMALL BUDGET AND A SMALL STAFF, I'M PRETTY MUCH IT IN THE SUMMER. I HAVE AN INTERN AND THEN WE HAVE SOME VOLUNTEERS, BUT WE'VE REALLY KEPT OUR PRICES LOW SO PEOPLE CAN AFFORD IT. WE DO GET SOME OTHER GRANTS, LIKE FROM THE WYOMING ARTS COUNCIL. THEY PAY FOR OUR GUEST INSTRUCTORS FOR A YEAR-ROUND PROGRAM, OUR TEAMS MEET YEAR-ROUND AND DO THINGS LIKE THEY'LL LEARN [INAUDIBLE] PAINTING OR A WATERCOLOR. THIS YEAR WE HAVE A FABULOUS SESSION ON CONSCIOUS AND UNCONSCIOUS BIAS, WHICH WAS VERY EYE-OPENING TO HAVE THEM EXPLORE JUST HOW INGRAINED BIAS CAN BE. I'M REALLY PROUD OF WHAT WE OFFER THEM. IT DOES COST MONEY. >> YOU'RE ASKING FOR 3,127? >> YES. THAT'S FOR HERITAGE ARENA AND THEN FOR T-SHIRTS FOR THEM, THEY HAVE THE HORSE WARRIORS LOGO AND THEY SAY, WE TEACH KINDNESS, ON THE BACK BECAUSE THAT'S WHAT WE DO. [01:00:02] >> THANK YOU VERY MUCH. ANY QUESTIONS FOR PRISCILLA? THANK YOU FOR YOUR PRESENTATION. >> THANK YOU. >> DO WE HAVE A MOTION? >> LET ME CHECK. THIS IS UPON EDITOR MELODY FIND A USE FOR IT BY [INAUDIBLE] NUMBER 1 BOARD OF EDUCATION [INAUDIBLE] 2022, REGULAR BOARD MEETING, I'M UP TO A PRIVILEGE COMMUNITY APPLICATION FROM HORSE LAWYERS NOT TO EXCEED $3,127.00 AS PRESENTED. >> MOTION SECONDED TO APPROVE THE HORSE WARRIORS REQUESTS FOR $3,127. ALL THOSE IN FAVOR PLEASE SIGNIFY BY SAYING AYE. >> AYE. >> AYE. >> MOTION CARRIES. THANK YOU, PRISCILLA. JACKSON HALL FOR CROSS CLUB. MAYBE WE'LL TAKE A FIVE-MINUTE BREAK. IT RANGES ANYWHERE FROM FIRST AND SECOND GRADERS ARE AROUND $175 FOR THE SPRING SEASON TO HIGH SCHOOL PLAYERS WHO ARE DOING TRAVELS $890. >> OKAY, THANK YOU. ARE THERE ANY OTHER QUESTIONS? [01:10:06] [OVERLAPPING] >> CARRIE WILL YOU MAKE YOUR PRESENTATION OR WHOMEVER IS GOING TO. >> YES THIS IS CARRIE GERACI WITH JACKSON HOLE PUBLIC ART. THANK YOU FOR YOUR TIME TODAY. I HAVE JUST A LITTLE BIT TO ADD TO OUR GRANT REQUEST. WE ARE ASKING FOR FUNDING TO SUPPORT SUPPLIES AND MATERIALS, TRANSPORTATION, AND OUR EQUIPMENT WHICH IS ESSENTIALLY THE ART MOBILE AND THE DONATED TAHOE, THE MAINTENANCE FOR THAT, AND INSURANCE THAT WE COVER. WE DO HAVE TO STORE THIS EQUIPMENT EVERY WINTER AND WE HAVE BEEN ABLE TO DO THAT WITH IN-KIND SUPPORT FROM MYSELF, MY STORAGE UNIT, AND SOME COMMUNITY SUPPORT. I WOULD ALSO JUST LIKE TO NOTE THAT STAFFING FOR THIS PROJECT WHILE YOUR FUNDING SUPPORTS SUPPLIES AND THE EQUIPMENT. STAFFING COSTS ARE GOING UP AND WE'RE WORKING EXCEPTIONALLY HARD TO EXPAND OUR EMPLOYMENT OPPORTUNITIES TO DIFFERENT SEGMENTS OF OUR COMMUNITY. WE'RE HAVING SOME GREAT SUCCESS WITH THAT. I WOULD LIKE TO ALSO SAY THAT, WELL WE ARE PRIMARILY SERVING YOUTH WHO ARE TYPICALLY HOME IN THE SUMMERTIME WHILE THEIR PARENTS ARE WORKING. WE ARE ALSO SERVING PEOPLE OF ALL AGES AND ALL ABILITIES. THE COMMUNITY MOBILIZERS AND OUTREACH EDUCATORS WE'VE WORKED WITH IN THE PAST, HAVE DONE AN INCREDIBLE JOB BRINGING PEOPLE OF ALL AGES AND ABILITIES OUT TO OUR PROGRAMMING. OUR PROGRAMMING IS VERY SIMPLE, IT IS FREE ART-MAKING. WE ALSO PROVIDE FREE BOOKS AND FREE FOOD TO PEOPLE THAT COME TO OUR PROGRAMS. I'D LIKE TO ALSO SAY THAT WE ARE EXPANDING INTO THE SHOULDER SEASONS OF THE FALL AND THE HOLIDAY SEASONS AS WELL. FINALLY, WE ARE EXPANDING TO WORK WITH MORE COMMUNITY PARTNERS. AN EXAMPLE OF THAT BEYOND HOLE FOOD RESCUE AND TETON LITERACY, IS WE ARE WORKING WITH TETON COUNTY PUBLIC HEALTH TO PROVIDE FREE JOURNALS THIS SUMMER THAT WILL INCLUDE MENTAL HEALTH AWARENESS, EMERGENCY CONTACT NUMBERS IN THE BACK OF THE JOURNALS, AND SOME ART PROMPTS IN THE FRONT OF THE JOURNAL. WE'RE CONTINUING TO INVEST A LOT OF OUR TIME AND ENERGY IN MAKING THIS A RELEVANT AND VALUABLE PROGRAM THAT IS FREE FOR EVERYONE IN OUR COMMUNITY. >> THANK YOU. ANY QUESTIONS FOR CARRIE? NEXT ONE IS CONSIDERATION OF COMMUNITY APPLICATION FOR JACKSON HOLE THERAPEUTIC RIDING. IS THERE ANYONE HERE TO PRESENT ON BEHALF OF THERAPEUTIC RIDING OR ONLINE? >> VICTORY ONLINE. >> GREAT. HI TORY. >> HI, HOW ARE YOU? >> VERY WELL. THANK YOU. >> GOOD. THANKS FOR CONSIDERING MY REQUEST. THIS PROGRAM HAS BEEN OFFERED FOR OVER A DECADE NOW TO THE SCHOOL DISTRICT FROM ELEMENTARY SCHOOL ALL THE WAY UPWARDS OF HIGH SCHOOL AND THE TRANSITION PROGRAM OF THE CHILDREN AND YOUNG ADULTS WHO RECEIVE SPECIAL EDUCATION SERVICES. THE SCHOOL DISTRICT BUSES OUT THESE CHILDREN ONCE A WEEK. IN THE PAST, THEY HAVE PARTICIPATED IN ONE HOUR OF ADAPTIVE WRITING AND ONE HOUR OF EQUINE-ASSISTED LEARNING. THAT IS CONTINUING TO BE AN OFFERING FOR THESE DIFFERENT SCHOOL GROUPS. BUT SOME HAVE DECIDED TO PARTICIPATE IN BOTH THE CLASSROOM PORTION AS WELL AS [01:15:03] THE MOUNTED PORTION WHILE OTHERS HAVE ONLY SELECTED TO PARTICIPATE IN THE MOUNTED PORTION OF THE PROGRAM. EITHER WAY, OUR INSTRUCTORS WORKED REALLY CLOSELY WITH THE SCHOOL DISTRICT AND THE EDUCATORS, PARAPROFESSIONALS, AND THE DIFFERENT THERAPISTS TO MAKE SURE THAT EACH STUDENT IS RECEIVING INDIVIDUALIZED CARE AND PROGRAMMING WHILE THEY'RE OUT AT THE FACILITY. HISTORICALLY, THE REASON WHY THE EQUINE-ASSISTED LEARNING OR CLASSROOM PORTION OF THE EQUATION WAS BROUGHT FORWARD WAS TO ALLOW LARGER GROUPS OF STUDENTS TO COME OUT AND MAXIMIZE THEIR TIME OUT HERE AT THE FACILITY. SO THEY WEREN'T JUST STANDING AROUND BUT INSTEAD, THEY WERE ABLE TO SPLIT THE GROUP INTO SMALLER SIZES WHILE ONE WAS FOCUSED ON THE SCHOLASTICS APPLYING THEM TO THE COURSE AND THE OTHER RECEIVING THE MOUNTED PORTION OF THE PROGRAMMING, AND THEN THEY WERE ABLE TO FLIP FLOP. BEFORE THE EAL PORTION WAS CREATED, THERE WAS A LOT OF STANDING AROUND TIME FOR THOSE KIDS AND PARENTS FOUND IT DIFFICULT TO HAVE THEIR KIDS OUT OF THE CLASSROOM FOR TWO HOURS AT A TIME. LIKE I SAID, WE STILL OFFER THAT. NOT ALL CLASSROOMS DECIDE THAT'S THE BEST USE OF THEIR TIME BUT IT IS STILL THERE FOR THEM TO CHOOSE IF THEY WOULD LIKE. ARE THERE ANY QUESTIONS? >> ANY QUESTIONS? >> CAN YOU TELL US WHAT THE 5,000 DOLLARS THAT YOU'RE REQUESTING FROM US WILL PAY FOR? >> YES. THIS GRANT ALLOWS US TO PROVIDE OUR SERVICES AT NO COST TO THE STUDENTS, RATHER EVERY STUDENT THAT IS ON AN IEP WITHIN THE SCHOOL DISTRICT IS GIVEN THE OPPORTUNITY TO PARTICIPATE IN OUR PROGRAMS WITHOUT THE FINANCIAL BURDEN OVERSHADOWING THE EXPERIENCE. UPWARDS OF 65 PERCENT OF OUR PARTICIPANTS RECEIVE SCHOLARSHIP FUNDING SO THIS ENABLES THOSE PARENTS TO NOT HAVE TO OPT OUT OF THEIR PROGRAM BUT RATHER THEY'RE ALL ABLE TO PARTICIPATE IN THE ACTIVITY TOGETHER AS A CLASSROOM AND EXPERIENCE THE SAME THING. THIS HELPS TOO PAPER INSTRUCTORS PAY FOR THE DIFFERENT MATERIALS THAT WE USE IN THE CLASSROOM PORTION OF OUR PROGRAMMING AS WELL AS DIFFERENT ADAPTIVE EQUIPMENT THAT IS NECESSARY FOR PROVIDING THESE SERVICES TO THE STUDENTS. >> THANK YOU. ANY QUESTIONS? >> YES. >> MANY HAVE EMERGED. >> MADAM CHAIR, CONTINGENT ON ADEQUATELY MILL LEVY FUNDING APPROVED BY TSCV NUMBER 1, BOARD OF EDUCATION AT THEIR 2A 2022 REGULAR BOARD MEETING. CAN YOU GUYS HEAR ME? >> YES, WE CAN HEAR YOU. >> THANK YOU. I'M IN LANDER RIGHT NOW TAKING A QUICK BREAK FROM THE MIDDLE SCHOOL TRACK MEET. [LAUGHTER] THANK YOU VERY MUCH FOR THE TIME AND THE CONSIDERATION. JACKIE BASKETBALL HAS A GRADE ONE TO GRADE 12 VISION WHERE THERE'S THREE TYPES OF PROGRAMS WE OFFER FOR KIDS, FOR MY BEGINNER'S THROUGH THOSE WITH A LITTLE BIT MORE EXPERIENCE WHERE WE REIN SEEMS FROM INTRODUCTORY SKILLS SESSIONS AND CAMPS TO RECREATIONAL LEAGUES TO A MORE COMPETITIVE TRAVEL TYPE PROGRAM. WE FOCUS ON THOSE THINGS FROM GRADES 1 THROUGH GRADE 8. THEN WE HAVE A GRADE 12 DOWN THROUGH GRADE 1 VISION WHERE WE WORK CLOSELY WITH THE HEAD COACHES AT THE HIGH SCHOOL, OFFERING PROGRAMS AND KEEPING THEM INVOLVED WITH OUR PROGRAMS TO SUPPORT THEIR VISION. BUT WE'RE A PROGRAM THAT SURVIVED THE LAST COUPLE OF YEARS AND IS STARTING TO GROW AGAIN. LAST YEAR YOU GUYS GRANTED A REQUEST FOR 5,000 DOLLARS AND WE BOUGHT NEW TRAVELED UNIFORMS FOR BOYS, SOME REVERSIBLE UNIFORMS FOR ALL OF OUR PRACTICES FOR BOYS AND GIRLS, [01:20:04] AND THEN A BUNCH OF BASKETBALLS THAT WERE MUCH NEEDED. THIS YEAR OUR GIRLS' TRAVEL TEAMS HAVE GROWN TO WHERE WE HAVE FOURTH AND FIFTH, SIXTH, SEVENTH, AND EIGHTH-GRADE TRAVEL TEAMS IN OUR JV UNIVERSITY TEAM TRAVELING THAT WE SUPPORT. IN THE PAST, THEY'VE SHARED THE UNIFORMS WITH THE BOYS. CHECK THEM IN AND THEN CHECK THEM BACK OUT. WE'RE LOOKING AT PURCHASE UNIFORMS FOR THE GIRLS AND THEN WITH THAT TO CONTINUE TO BUY TRAVEL BAGS AND THOSE TYPE THINGS TO PUT BASKETBALLS IN. YOUTH BASKETBALLS FOR THE JUNIOR SIZE FOR THE GRADES 2-6 AND THEN GIRLS' BASKETBALLS FOR SEVEN AND EIGHT AND THEN SMALL GUYS' BASKETBALLS FOR GRADES 8 GOING INTO 12. BUT THAT'S WHAT WE'RE LOOKING TO PURCHASE THIS YEAR. IF YOU GUYS SUPPORT OUR APPLICATION BUT I'M HERE TO ANSWER ANY QUESTIONS. >> ANY QUESTIONS FOR SHAWN? >> SHAWN COULD YOU BUY A PUMP FOR THOSE BASKETBALLS? JACKSON HOLE YOUTH SOCCER IS THE NEXT APPLICATION THAT WE HAVE. >> WE HAVE TRENT HULTMAN ONLINE. >> OKAY. >>HI EVERYBODY. CAN YOU HEAR ME OKAY? >> YEAH. CAN YOU HEAR US, TRENT? >>YES. THANK YOU FOR YOUR TIME. WE APPRECIATE YOUR CONSIDERATION ONCE AGAIN. I'M THE CURRENT EXECUTIVE DIRECTOR FOR JACKSON HOLE YOUTH SOCCER. I'M PROUD TO SAY THAT SOCCER CONTINUES TO GROW IN THE COMMUNITY. IN 2021, WE HAD APPROXIMATELY 750 UNIQUE PLAYERS OVER THE COURSE OF THE YEAR. OUR PRIMARY SEASONS ARE THE SPRING AND FALL SEASONS. HOWEVER, WE HAVE A GROWING AND ROBUST WINTER PROGRAM AS WELL AS SUMMER CAMP OFFERINGS AS WELL. OUR PROGRAMMING IS DESIGNED IN TWO DIFFERENT SUBSETS, A COMPETITIVE SIDE AND A RECREATIONAL SIDE. WE START AS YOUNG AS TWO YEARS OF AGE, ALL THE WAY UP TO HIGH SCHOOL AGE, SO ROUGHLY, U18, AND U19. OUR REGISTRATION FEES CONTINUE TO BE A GREAT VALUE. FOR A REC PROGRAM, WE'VE BEEN UNCHANGED FOR THE LAST THREE SEASONS. ROUGHLY 10 DOLLARS A SESSION, APPROXIMATELY FOR THE YOUNGER RECREATIONAL PLAYERS. ON THE COMPETITIVE SIDE, A LITTLE BIT MORE EXPENSIVE, ROUGHLY 18 DOLLARS A SESSION. BUT WE'VE BEEN PROUD TO KEEP THOSE FEES LOW AS WE CAN IN THE LAST FEW YEARS. THIS YEAR, AGAIN, WE'RE ASKING FOR SOME EQUIPMENT RELATED ITEMS. AS YOU CAN IMAGINE, SOCCER BALLS. WE ARE UPGRADING OUR CORNER FLAGS, WHICH ARE USED TO SET BOUNDARIES FOR BOTH RECREATIONAL AND TRAVEL COMPETITIVE FIELDS. WE'VE ALSO GOT SOME TRAINING EQUIPMENT THAT WE'RE ASKING FOR SOME FINANCES FOR AS WELL. FIELD SPACE CONTINUES TO BE A CHALLENGE. WE'RE PUTTING MORE AND MORE PLAYERS ON FIELDS, AND SO A SECTIONAL DIVIDER THAT ALSO SERVES AS A TRAINER WOULD BE VERY BENEFICIAL FOR US TO HELP WITH THAT SEGREGATION OF PLAYERS. THEN WE ALSO HAVE SOME RISK MANAGEMENT ITEMS ON THERE AS WELL. A COUPLE OF AEDS THAT WE WOULD LIKE TO PLACE. THOSE OF YOU WHO HAVE DRIVEN PAST THE FIELDS ON SATURDAY MORNINGS, [01:25:02] WE HAVE A TREMENDOUS AMOUNT OF PEOPLE THERE, BOTH GRANDPARENTS ALL THE WAY DOWN TO YOUNGSTERS. WE FEEL AN AED WOULD BE REAL NICE TO HAVE THERE AND AS WELL AS OVER THE TWO FIELDS WHERE WE HAVE OUR SHED. WE APPRECIATE YOUR CONSIDERATION IN THESE, AND ONCE AGAIN, WE THANK YOU. ANDREA, CAN YOU [INAUDIBLE] THANK YOU. HI. >> HI. HOW'S IT GOING? >> GOOD. >> HI EVERYONE. MY NAME IS SADIE FRANK. I'M AN ASSOCIATE PRODUCER AT OFF SQUARE AND WE ARE VERY EXCITED TO BRING THIS PROGRAM BEFORE THE RECREATION DISTRICT FOR FUNDING FOR CONSIDERATION FOR THE FIRST TIME. PROGRAM HAS BEEN AROUND FORMALLY SINCE 2010. WE ARE CONTINUING THIS PROGRAM WHERE STUDENTS IN GRADES 3 THROUGH 12 WILL WORK TOGETHER TO CREATE A FULL-SCALE LIVE THEATRICAL PRODUCTION OF A MUSICAL. ALONG THE WAY, THESE STUDENTS WILL LEARN ABOUT THEATRICAL ARTS, AND GAIN SKILLS THERE. BUT EVERY YEAR WE SEE EFFORTS THAT EXTEND BEYOND JUST THEATER AND THEATER SKILLS AND KNOWLEDGE. WE HEAR FROM PARENTS ABOUT INCREASED CONFIDENCE, COMMUNICATION SKILLS, SELF-DISCIPLINE, AND TEAMWORK. THIS FUNDING WILL SUPPORT THE CONTINUATION OF THIS PROGRAM, AND SPECIFICALLY, WE'RE ASKING FOR FUNDING TO SUPPORT MATERIAL COSTS, WHICH WILL INCLUDE SUPPLIES AND DESIGN MATERIALS TO LARGELY BUILD SETS, CREATE COSTUMES, AND CREATE THE WORLD OF THE MUSICAL. >> ANY QUESTIONS TO SADIE? >> JUST ONE QUESTION. >> YES. [OVERLAPPING]. >> ANY DECISION ON WHAT MUSICAL IS IT? >> [LAUGHTER] WE ARE DEEP IN TALKS. I WISH I COULD SAY YOU'D BE THE FIRST TO KNOW, BUT THERE'S A LONG LIST OF PEOPLE LOOKING FOR THAT TITLE. WE DO NOT KNOW YET, BUT WE ARE DOING OUR PROGRAM PLANNING RIGHT NOW. HOPEFULLY BY THE TIME THAT THINNER SHAKESPEARE HAPPENS, SO BY SUMMER IS WHEN WE'RE HOPING TO BE ABLE TO ANNOUNCE THE SEASON. >> VERY GOOD. ANY OTHER QUESTIONS? SEEING NONE AS THERE, MOTIONED. >> MADAM CHAIR? >> YES [INAUDIBLE]. >> [INAUDIBLE] [LAUGHTER] I MOVE TO APPROVE THE COMMUNITY APPLICATION FROM OFF SQUARE THEATRE COMPANY NOT TO EXCEED FIVE THOUSAND DOLLARS AS PRESENTED. >> IS THERE A SECOND? >> SECOND. >> THANK YOU, THOMAS. MOTION HAS BEEN MADE AND SECONDED. ALL THOSE IN FAVOR PLEASE SIGNIFY BY SAYING AYE. >> AYE [OVERLAPPING]. >> THANK YOU. MOTION CARRIES. >> THANK YOU VERY MUCH. >> THANK YOU, SADIE. CONSIDERATION OF THE APPLICATION OF SKATING CLUB OF JACKSON HOLE. DO WE HAVE ANYBODY ONLINE? >> WE HAVE SANDY SANDBERG. >> OKAY. >> HI, CAN YOU ALL HEAR ME? >> YES. CAN YOU HEAR US? >> I CAN. I APOLOGIZE. I AM ACTUALLY PULLING UP OUT FRONT. I JUST HAD TO RUN AND PICK MY SON UP FROM SCHOOL BECAUSE HE'S NOT FEELING WELL. DO YOU MIND IF I RUN INSIDE REAL QUICK AND I CAN JUST TALK TO YOU FACE-TO-FACE? >> SANDY CAN WE GIVE YOU ABOUT FIVE MINUTES, AND WE'LL JUST SKIP OVER YOU AND COME BACK TO YOU. OKAY? >> THAT IS ABSOLUTELY PERFECT. THANK YOU SO MUCH. >> YOU BET. [OVERLAPPING] [LAUGHTER] WE'LL SKIP OVER TO ITEM 5, 517. WE'LL SKIP OVER TO 518. [INAUDIBLE]. AND I SEE SCOTT. >> HI, EVERYBODY. THANKS SO MUCH FOR YOUR CONSIDERATION TODAY. I'M SCOTT STEVENS, SLOW FOOD IN THE TETONS, I'M THE DIRECTOR. WE'VE COME TO YOU BEFORE AND WE APPRECIATE YOU ALL. CONSIDERING AGAIN FUNDING OUR COOKING AND FARMING SUMMER CAMPS, IT'S AN AMAZING AND UNIQUE PROGRAM OF THE COMMUNITY. IT'S ESSENTIALLY 12 KIDS SPENDING AN ENTIRE WEEK COOKING IN AN OUTDOOR KITCHEN WITH A GARDEN COSTUME, SO THEY'RE USING INGREDIENTS FROM THE GARDEN. IT'S OUTDOORS, IT'S FUN AND THERAPEUTIC, YOU LEARN A LOT AND IT'S A REALLY UNIQUE PROGRAM IN THE COMMUNITY. WE'RE HOPING TO GET FUNDING $5,000 FOR SUPPLIES AND TO SUPPORT STAFF AS WELL. [01:30:04] I DO HAVE TO REPORT SINCE LAST YEAR WE HAVE MOVED LOCATIONS, SO WE'RE NOW RUNNING THESE CAMPS AT THE CALICO. THERE'LL BE FIVE CAMPS AT THE CALICO EVERY OTHER WEEK APPROXIMATELY THROUGHOUT JUNE, JULY AND AUGUST. I'LL BE HAPPY TO ANSWER ANY QUESTIONS. [NOISE] >> SCOTT, YOUR 2022 CAMPS SCHEDULE SHOWS YOU START WITH THIRD TO FIFTH GRADERS, SO EACH GROUP HAS HOW MANY KIDS IN IT? >> TWELVE. >> TWELVE, SO YOU'RE DOING FIVE CAMPS? >> FIVE CAMPS, YEAH. >> GREAT. >> SEVEN MINUTES. >> GREAT. >> GREAT. ANY OTHER QUESTIONS? SEEING NONE, IS THERE A MOTION? >> MADAM CHAIR, CONTINGENT UPON ADEQUATE MILL LEVY FUNDING IS APPROVED BY TCSD NUMBER 1, BOARD OF EDUCATION REGULAR BOARD MEETING. I MOVE TO APPROVE THE COMMUNITY APPLICATION FROM SLOW FOOD IN THE TETONS NOT TO EXCEED 5,000 AS PRESENTED. >> IS THERE A SECOND? >> I SECOND. >> GREAT. MOTIONS MADE AND SECONDED, ALL THOSE IN FAVOR PLEASE SIGNIFY BY SAYING I. [OVERLAPPING] ANY OPPOSED? MOTION CARRIES, [OVERLAPPING] THANK YOU SO MUCH. LET'S GO BACK TO SANDY WITH THE SKATING CLUB OF JACKSON HOLE. >> THANK YOU FOR THAT CONSIDERING [OVERLAPPING]. >> I THOUGHT YOU WERE JUST ON THE PHONE. >> MY WORD. IS IT JOSEPHINE, YOU THINK YOU HAD YOUR DAY FIGURED OUT, THE CHILD [LAUGHTER] THROWS A LOOP IN IT, RIGHT? >> THANK YOU FOR COMING. >>YEAH. I HAD TO PICK HIM UP AT THE JUNIOR HIGH, SO I JUST BUZZED RIGHT NOW. SORRY ABOUT THAT. I AM HERE ON BEHALF OF SKATING CLUB AT JACKSON HOLE. SKATING CLUB OF JACKSON HOLE HAS REALLY BEEN WORKING HARD TO GROW OUR AFTER SCHOOL PROGRAM. WE TOOK A HUGE HIT WITH [INAUDIBLE], AND SO OUR NUMBERS WERE DOWN QUITE A BIT. WE HAVE THIS PAST YEAR OUR MEMBERSHIP HAS GONE TO AT LEAST 65 STUDENTS PER SEMESTER, WHICH IS JUST ABSOLUTELY PHENOMENAL. WHAT WE'RE ASKING FOR THE GRANT FOR IS A SPRING SHOW AND I'LL ELABORATE. OUR FALL SEMESTER STUDENTS, ALL OF THE CULMINATION OF THEIR HARD WORK IS JUST DISPLAYED AT THE HOLIDAY SHOW IN DECEMBER. IT'S ONE OF THE MOST WIDELY ATTENDED QUALITY PERFORMANCES HERE IN TETON COUNTY. AFTER THE HOLIDAY SHOW WE ARE ASTOUNDED AT HOW MANY CHILDREN ARE BANGING ON THE DOOR WAITING FOR REGISTRATION TO OPEN UP SO THEY CAN JOIN. WELL, SO THEN WE'VE GOT OUR 65 STUDENTS OR MORE THAT REGISTER FOR OUR SPRING SEMESTER. BUT THEY DON'T GET A SHOW AND THEY DON'T GET TO SHOW THEIR FRIENDS AND FAMILY IN THE COMMUNITY ALL OF THE AMAZING THINGS THAT THEY HAVE LEARNED. WE HAVE BEEN GRADUALLY TRYING TO CROWN A SPRING SHOW BUT WITH ADDITIONAL FUNDING, I THINK THAT WE'LL BE ABLE TO HAVE A SPRING SHOW WITH THE SAME CALIBER AS OUR HOLIDAY SHOW. WE JUST FEEL LIKE IT'S A WAY TO KEEP OUR CLUB SUSTAINABLE, TO GET MORE KIDS INVOLVED, AND TO KEEP THOSE KIDS INTERESTED IN SKATING AND INTERESTED IN STAYING IN THE PROGRAM. THAT IS WHAT WE'RE ASKING FOR FUNDING PLAN. >> ANY QUESTIONS. >> SANDY, WOULD HAVE THE SPRINGS SHOW BEFORE OR AFTER SPRING BREAK? >>BEFORE. WE USUALLY LOSE OUR ICE RIGHT AT SPRING BREAK, SO WE DON'T HAVE ICE, SO WE WOULD DO IT BEFORE. >> GREAT. IS THERE A MOTION? >> OKAY. >> [OVERLAPPING] I GUESS [OVERLAPPING] [LAUGHTER]. >> YOUR ATTENTION UPON ADEQUATE MILL LEVY FUNDING AS APPROVED BY THE TCSD NUMBER 1 BOARD OF EDUCATION, AT THEIR JUNE 8TH, 2022 REGULAR BOARD MEETING. I MOVE TO APPROVE THE COMMUNITY APPLICATION FROM SKATING CLUB OF JACKSON HOLE NOT TO EXCEED $5,000 AS PRESENTED. >> IS THERE A SECOND? QUESTION'S BEEN MADE AND SECONDED, [01:35:01] TO APPROVE THE MOTION ALL THOSE IN FAVOR PLEASE SIGNIFY BY SAYING I. [OVERLAPPING] ANY OPPOSE? NO, MOTION CARRIES. THANK YOU. >> THANK YOU SO MUCH FOR YOUR TIME. >> YOU'RE DONE SANDY. NEXT TETON COUNTY SEARCH AND RESCUE FOUNDATION. >> WE HAVE LIZ KING ONLINE. >> HI, HOW ARE Y'ALL DOING? >> GOOD. >> THANK YOU FOR HAVING ME. MY NAME IS LIZ KING AND I AM THE PREVENTATIVE SEARCH AND RESCUE MANAGER FOR THE FOUNDATION. WE REALLY APPRECIATE Y'ALLS CONSIDERATION OF OUR APPLICATION FOR FUNDS TO SUPPORT THE FOUNDATIONS BACKCOUNTRY ZERO YOUTH PROGRAMMING. WE HAD TO SCALE BACK THIS PROGRAMMING DURING THE HEIGHT OF THE PANDEMIC AND ARE CURRENTLY WORKING TO MOVE IT BACK UP TO FULL CAPACITY AND MEET INCREASED DEMAND. THE FUNDS THAT WE REQUESTED WOULD BE FOR WILDERNESS RELATED TEACHING SUPPLIES AND BACKCOUNTRY ESSENTIALS THAT WE INCLUDE IN OUR GOODY BAGS TO SEND HOME WITH KIDS TO THEN USE FOR THEMSELVES AND THEIR FAMILIES. WE CONTINUE OUR EFFORTS TO GET FIRST AID KITS INTO EVERY SINGLE BACKPACK IN THIS COMMUNITY. IF EVERY KID HAD A BACKPACK IN THEIR BIKE BAG AND THEIR HIKING BAG, WE WOULD BE LIKED. WE USE THE FUNDS TO BUY FIRST AID EQUIPMENT, WHICH IS GETTING PRICIER THESE DAYS, SO THAT THEY HAVE THE SKILLS THAT PAIR WITH THE TRAINING WE PROVIDE, SO THAT THEY CAN DO THINGS LIKE STOP A BLEED OR MANAGE WOUNDS OR SPLINT INJURIES WHEN THEY GO OFF ON ADVENTURES. WE ARE ALSO EXPANDING OUR PARTNERSHIP PROGRAMMING AND WORKING PRETTY INTENTIONALLY WITH DIFFERENT GROUPS IN THIS COMMUNITY TO REACH SOME OF THE NEW TO TOWN FAMILIES WHO HAVE COME TO THIS REGION IN THE LAST COUPLE OF YEARS AND ARE PRETTY ENTHUSIASTIC ABOUT ACCESSING THE WILDERNESS, JUST WORKING TO EQUIP THEM WITH THE SKILLS AND EQUIPMENT THEY NEED TO DO THAT SAFELY. THAT INCLUDES THINGS LIKE PURCHASING INERT BEAR SPRAYS SO THAT PEOPLE CAN PRACTICE BEAR SPRAY WITH A FAKE ONE AND UNDERSTAND THE CHARGING SCENARIOS THAT THEY MIGHT ENCOUNTER SINCE THEY'VE MOVED HERE. WE ARE CONTINUING TO OFFER ALL OF OUR YOUTH PROGRAMMING FOR FREE AND HAVE ALSO UPPED THE BILINGUAL RESOURCES AND PROGRAMMING THAT'S AVAILABLE THROUGH OUR BACKCOUNTRY ZERO YOUTH PROGRAMMING. OUR PARTNERSHIPS ARE STAYING STRONG, WE'RE STILL RUNNING THINGS EVEN DURING THE PANDEMIC WHEN WE SCALE BACK OUR WHAT'S IN YOUR PACK PROGRAMMING. WE'RE STILL RUNNING THINGS AND TRAININGS FOR ORGANIZATIONS LIKE THE JACKSON HOLE SKI AND SNOWBOARD CLUB COOMBS. WE DO SOME STUFF WITH TETON LITERACY, LAST NIGHT THESE MOUNTAIN BIKING MIDDLE-SCHOOL GROUP CAME THROUGH OUR HANGER AND DID SOME FIRST AID SKILLS STATIONS. RECENTLY WE'VE BEEN WORKING WITH THE SCOUTS AND BE BACK IN A SCHOOL DISTRICT, WHICH IS BEEN REALLY FUN TO PARTICIPATE WITH KIDS IN OUR SCHOOLS. THANKS AGAIN. >> THANK YOU. ANY QUESTIONS? SEEING NONE, IS THERE A MOTION? >> NOT SURE. CONTINGENT UPON ADEQUATE MILL LEVY FUNDING AS APPROVED BY TCSD NUMBER ONE BOARD OF EDUCATION AT THE JUNE 8TH, 2022, REGULAR BOARD MEETING. I MOVE TO APPROVE THE COMMUNITY APPLICATION FROM TETON COUNTY SEARCH AND RESCUE FOUNDATION NOT TO EXCEED $5,000 AS PRESENTED. >> IS THERE A SECOND? >> SECOND. >> MOTION HAS BEEN MADE AND IS SECONDED, ALL THOSE IN FAVOR PLEASE SIGNIFY BY SAYING I. [OVERLAPPING] ANY OPPOSED? MOTION CARRIES. >> THANK YOU, WE SO APPRECIATE YOUR SUPPORT. TAKE CARE. >> THANK YOU. CONSIDERATION OF THE COMMUNITY APPLICATION OF TETON MUSIC SCHOOL. HELLO. >> HI THERE. WE USE FAMILY SERVICES, WE'RE THINKING OF CHANGING OUR NAMES TO [INAUDIBLE] SCHOOL MUSIC [LAUGHTER]. >> [LAUGHTER] MAYBE NEXT TIME WE'LL START ON THE OTHER END OF THE ALPHABET. [LAUGHTER] >>BUT THANK YOU FOR SPENDING ALL THIS TIME THIS AFTERNOON, NOT ONLY FOR OUR APPLICATION BUT ALL THE OTHER ONES. I'M AMANDA FLOSBACH AND I'M WITH TETON MUSIC SCHOOL AND WE HAVE AN APPLICATION BEFORE YOU. WELL, WE'RE A YOUNG AND GROWING ORGANIZATION. WE'VE BEEN AROUND NOT QUITE THREE YEARS. WE OPEN OUR DOORS RIGHT BEFORE THE PANDEMIC WITH 50 STUDENTS, NOW WE HAVE ALMOST 200 YOUTH AND ADULTS ENROLLED, MAJORITY OF THAT IS YOUTH. THE APPLICATION WE FLIPPED FORWARD IS THAT WE'RE STILL GROWING OUR FOUNDATION HERE. WE NEED TO PURCHASE MORE EQUIPMENT IN ORDER TO GET OUR BASELINE PROGRAM OFF THE GROUND. WE BEGGED, BORROWED, AND STOLE OUR WAY INTO THE WORLD WHEN WE FIRST STARTED. PIANO WAS DONATED FROM PEOPLE'S LIVING ROOMS, RANDOM OLD CABLES OF THIS AND THAT. ANYWAY, SO WE'RE LOOKING TO PURCHASE MORE OF WHAT WE ACTUALLY NEED TO RUN THE PROGRAM AT A HIGH LEVEL. THE EQUIPMENT THAT WE'RE ASKING FOR IS AUDIO EQUIPMENT FOR OUR ENSEMBLE PROGRAMS. WE'VE GOT A COUPLE OF ROCK BANDS AND ACAPELLA GROUP AND SOME OTHER ENSEMBLES STARTING ABOUT A JAZZ ENSEMBLES STARTING IN THE FALL AND THEY REQUIRE PA CABLES OR MICROPHONES, ALL THE STUFF. WE ONLY HAVE ONE OF AND THE ONE THAT WE HAVE ONE OF IS OLD AND BROKEN, SO WE'RE HOPING TO REPLACE THAT. WE'RE ALSO LOOKING FOR SOME MUSIC PRODUCTION EQUIPMENT. WE HAVE A REALLY STRONG TRACK GROWING IN THAT ARENA, [01:40:01] WHERE STUDENTS ARE LEARNING TO COMPOSE AND MIX THEIR OWN BEATS AND RECORD THEIR OWN MUSIC. WE PARTNERED WITH DANCERS WORKSHOP RECENTLY, WHERE THOSE OUR STUDENTS WROTE ORIGINAL SCORES FOR THE DANCERS WHO THEN PERFORM TO THE ORIGINAL [BACKGROUND]. THEN WE'RE ALSO LOOKING TO PURCHASE A PIANO IN THIS NEW YEAR. ALL TOLD WE'RE LOOKING TO SPEND 14,000 ON NEW EQUIPMENT THAT WE NEED FOR DIRECTLY TO BE USED BY OUR STUDENTS, MOSTLY TEENS. WE'VE PUT IN AN APPLICATION FOR 5,000 OF THAT TO BE HOPEFULLY COVERED BY THE [INAUDIBLE]. ARE THERE ANY OTHER QUESTION?. >>THANK YOU. QUESTIONS? SEEING NONE, IS THERE A MOTION? [LAUGHTER] >> [LAUGHTER] DO YOU WANT TO GO? >> EVERYONE [INAUDIBLE]. >> LET'S SEE. CONTINGENT UPON ADEQUATE NO LEVY FUNDING THAT'S APPROVED BY THE TCSD NUMBER ONE BOARD OF EDUCATION, AS THEY'RE DUE 8TH 2022 REGULAR BOARD MEETING, I MOVE TO APPROVE THE COMMUNITY APPLICATION FROM THE TETON MUSIC SCHOOL NOT TO EXCEED $5,000 AS PRESENTED. >> SECONDED. >> MOTION HAS BEEN MADE AND SECONDED. LAST BUT NOT LEAST, TETON YOUTH AND FAMILY SERVICES, I PROMISE YOU WE'LL DO IT THE OTHER WAY AROUND. >> [INAUDIBLE] [LAUGHTER] FOR SURE AND SARAH APOLOGIZES FOR HAVING [OVERLAPPING] >> THAT'S IT. >> I'M HAPPY TO PRESENT. I REPRESENT TETON YOUTH AND FAMILY SERVICES. MY NAME IS DANIEL OAS. I'M A DEVELOPMENT ASSOCIATE FOR THIS ORGANIZATION. OBVIOUSLY, WE SERVE 675 CHILDREN FAMILIES IN OUR COMMUNITY. I'M HERE TO TALK ABOUT THE JACKSON LEADERSHIP PROGRAM. OUR LEVELS OF SUMMER PROGRAM CENTERED ON RECREATIONAL ACTIVITY FOR USE OF OUR COMMUNITY. DURING THE SUMMER JACKSON LEADERSHIP, IT PROVIDES A 10-WEEK LONG CAMP FOR YOUTHS BETWEEN 5TH AND 10TH GRADE. EACH CAMP INCORPORATES A 1-5 NIGHT BACKPACKING COMPONENT, DEPENDING UPON THE PHASE, MAKING THE EQUIVALENT NEEDS FOR THESE TRIPS QUITE EXTENSIVE. FOR EACH WEEK, TETON YOUTH AND FAMILY SERVICES SETS ASIDE THREE SPOTS FOR YOUTHS WHO CANNOT AFFORD THE PROGRAMMING WITH PARTIAL AND FULL SCHOLARSHIPS, THESE SPOTS ARE COVERED BY PRIVATE DONATIONS. THEY ARE OFFERED TO LOCAL STUDENTS WHO HAVE BEEN IDENTIFIED BY SCHOOL COUNSELORS, TEACHERS OR CASEWORKERS THAT WOULD NATURALLY BENEFIT [NOISE] FROM THE ADDITIONAL SUPPORT AND PROGRAMMING. FOR MANY OF THESE KIDS, THIS IS THE FIRST TIME THEY EVER CLIMBED A MOUNTAIN OR SLEPT OUT OF THE SORROWS AWAY FROM THEIR FAMILIES, AND MOST DON'T HAVE TO GEAR TO EFFECTIVELY TACKLE SUCH THINGS. OUR REQUEST TODAY FOR THE RECREATIONAL DISTRICT BOARD IS TO HELP SUPPLEMENT OR SUBSIDIZE THE PURCHASE OF REPLACEMENT GEAR NEEDED TO TAKE YOUTH OUT ON WILDERNESS TRIPS. OVER THE YEARS, NORMAL WEAR AND TEAR EQUIPMENT HAS OCCURRED AND THIS WILL HELP PURCHASE THE REPLACEMENT GEAR NEEDED TO SUPPORT THE PROGRAMMING. >> ANY QUESTIONS FOR DANIEL? SEEING NONE, IS THERE A MOTION? >> MADAM CHAIR, CONTINGENT UPON ADEQUATE, WHEN SOMETHING IS APPROVED BY TCSD, NUMBER 1 BOARD OF EDUCATION AT TETON COUNTY TO REGULAR BOARD MEETING. THE NEXT THING WE HAVE TO DO IS THURSDAY, JULY 24TH. [01:45:02] WE HAVE A BUDGET HEARING FOR THE RECREATION DISTRICT. IS THAT A PART OF THAT TETON ACADEMY SCHOOL DISTRICT ONE? NO, IT'S SEPARATE. >> THE 24TH [OVERLAPPING]. >> IT'S 21ST. SORRY. >> IT'S SEPARATE AND THIS IS PART OF THE [INAUDIBLE] >> WE WILL NEED A FORUM FOR THAT. WE HAVEN'T DONE ENOUGH? >> NO. >> YES? >> NO, WE'VE REALIZED LAST YEAR THAT AS LONG AS THE DISTRICT WAS BEEN IN PLACE, [NOISE] WE NEVER ACTUALLY FOLLOWED TO SEE [INAUDIBLE] [LAUGHTER] NOW WE WILL. >> FIX IT. [LAUGHTER] DO WE HAVE A TIME FOR THAT MEETING? >> 1:07 ON THURSDAY, 1:00 PM. HOPEFULLY, WE CAN GET A FORUM THERE ON JULY 21ST, [INAUDIBLE] AND EVERYBODY MAKES SURE TO GET THERE. THEN SEPTEMBER 13TH IS OUR NEXT RECREATION DISTRICT REGULAR MEETING. >> MADAME CHAIR? >> YES. >> IF TOMORROW NIGHT, BY CHANCE, THIS SCHOOL DISTRICT MODIFIES ITS REQUEST THAT THE SPREAD DISTRICT MIGHT HAVE A [OVERLAPPING] SPECIAL MEETING. [OVERLAPPING] I THINK THE BUDGET MAYBE HAS SOMETHING TO SAY. >> BECAUSE OF THE TIMING OF THE TAX MEETINGS, WE COULD IMPROVE THE IMAGINATIVE BUDGET FOR TCSD TEAM OF THE COST AFTER JULY MEETING DURING THE PROPOSED BUDGET. WE WOULDN'T BE ABLE TO FIGURE THAT BRAIN BEFORE THEN ANYWAY AND OUR USUAL PRE-HOUR TIMELINE IS IMPEDED MEETING FOR NEXT. FIRST WE START A NEW CLUSTER, REGISTER GRANTS. WE DON'T SELECT THOSE DETERMINANTS FOR THE [INAUDIBLE] USUALLY, THERE WILL BE A BIT OF A TIMING ISSUE IN CASH FLOW.
