[A. Call to Order] [00:00:12] >> [OVERLAPPING] ALL RISE FOR THE PLEDGE OF ALLEGIANCE. OUR MISSION IS TO ENSURE THAT ALL STUDENTS HAVE THE FOUNDATION FOR SUCCESS AND ARE CHALLENGED TO REACH THEIR FULL POTENTIAL. I'D LIKE APPROVE ALL THE AGENDA. [B. Approval of the Agenda] ANYBODY WISH TO ADD ANYTHING IN THE AGENDA, DELETE? I'LL ENTERTAIN A MOTION TO APPROVE THESE THEN? >> MR. CHAIR. >> I WOULD MOVE WE APPROVE THE AGENDA AS PRESENTED. >> SECOND. >> WE MOVE TO SECOND TO APPROVE THE AGENDA, ALL THOSE IN FAVOR SAY AYE. >> AYE. >> IT PASSES. BEFORE WE GO TO SUPERINTENDENT'S REPORT, I WILL TURN IT OVER TO TRUSTEE TESKE. >> THIS IS A REALLY GREAT PRESENTATION TONIGHT, YOU GUYS. THE HUMBLEST PERSON IN THIS ROOM IS OUR SUPERINTENDENT. SOMETHING REALLY WONDERFUL HAPPENED. SHE WAS NOMINATED AND ELECTED TO THE SUPERINTENDENT OF THE YEAR. [LAUGHTER] [APPLAUSE] SHE HAS BEEN SO HUMBLE, SHE HAS HARDLY TOLD A SOUL. YOU COULD SPREAD THE WORD BECAUSE IT'S PUBLIC. >> WE WILL THEN MOVE ON TO THE SUPERINTENDENT'S REPORT. [C. Superintendent's Report] I THINK YOU HAVE SOME CELEBRATIONS. >> I DO. THANK YOU, CHAIR GINGERY AND TRUSTEES. THIS IS AN EXCITING TIME OF THE YEAR. IT'S A BUSY TIME OF THE SCHOOL YEAR AND WE WANTED TO TAKE SOME TIME TO CELEBRATE SOME OF THE GREAT THINGS HAPPENING THROUGHOUT OUR SCHOOL DISTRICT THIS YEAR. I'M GOING TO REVERSE THE ORDER JUST A LITTLE BIT SINCE THE ROBOTICS TEAM IS READY. IF WE START WITH YOU AND MR. DUCAT ARE YOU TALKING? ARE YOU APPOINTING A STUDENT? [LAUGHTER] I THINK YOU GOT VOLUNTOLD. >> YES, I THINK SO. HI EVERYBODY I WOULD LIKE TO THANK THE BOARD, THE COMMUNITY, AND THE DISTRICT FOR THE SUPPORT FOR THE JACKSON HOLE ROBOBRONCS FOR THE LAST 13 YEARS, IT'S THE 13TH YEAR OF DOING THIS. THE JACKSON HOLE ROBOBRONCS IS A K12 FIRST PROGRAM, WHICH IS THE FIRST FOR INSPIRATION RECOGNITION OF SCIENCE AND TECHNOLOGY. THIS ROBOTICS PROGRAM IS PART OF EVERY SINGLE SCHOOL IN THE TETON COUNTY SCHOOL DISTRICT. WE HAVE ALL THE 3RD GRADERS IN TETON COUNTY PARTICIPATING IN THEIR SCIENCE CLASSES. WE HAVE 22, 4TH AND 5TH GRADE FLL TEAMS FIRST LEGALLY TEAMS WITH OVER 14 COACHES AND MENTORS FROM ALL SIX ELEMENTARY SCHOOLS IN THE VALLEY. WE HAD FOUR 6TH GRADE FLL TEAMS OVER AT JACKSONVILLE MIDDLE SCHOOL. WE HAD EIGHT FTC TEAMS, WHICH IS 7TH AND 8TH GRADERS OVER JACKSONVILLE HIGH SCHOOL AND THEN WE HAVE THE ONE FRC TEAM, WHICH IS THE JACKSON HOLE ROBOBRONCS, WHICH IS THE 9TH THROUGH 12TH GRADE PROGRAM. IN OUR DISTRICT WE HAVE OVER 300 STUDENTS PARTICIPATING IN ROBOTICS DURING THE YEAR, WHICH IS PRETTY AMAZING. WE'RE PRETTY PROUD OF THAT. THE TEAM BEING RECOGNIZED HERE, THE FRC TEAM 3374, HAS OVER 30 MEMBERS AND EIGHT MENTORS THAT WORK WITH US. WE WORKED ABOUT 30 HOURS A WEEK DURING OUR BUILD SEASON AND IT'S REALLY A YEAR-ROUND CLUB. WE WERE ACTUALLY WORKING TONIGHT BEFORE WE CAME HERE AND WE'VE HAD THE MOST SUCCESSFUL SEASON THAT WE'VE EVER HAD. WE WENT TO POCATELLO, IDAHO IN SEPTEMBER AND WE WON THE ENGINEERING INSPIRATION AWARD AND FINALIST AWARD FOR THE ROBOT, WHICH IS NOT THIS ONE ACTUALLY, THE ONE BEFORE THIS ONE, CAT DOG. THEN WE WENT TO SAN JOSE, CALIFORNIA FOR CHEZY CHAMPS AND COMPETED AGAINST THE BEST IN THE WORLD. LITERALLY, THE TEAM FROM ISRAEL WAS THE WINNERS. WE WON THE JUDGE'S AWARD FOR OUR WORK AT THE RESERVATION AND ALL THE WORK WE DO OVER THERE. THEN IN THE SPRING, WE WENT TO PORTLAND, MAINE, CALIFORNIA WITH PICO. A LITTLE BIT DIFFERENT AND WE WON THE ENGINEERING INSPIRATION AWARD AND THEN WERE SEMI-FINALISTS THERE. THEN WE WENT TO COLORADO, WON THE CHAIRMAN'S AWARD, WHICH IS THE TOP AWARD FOR THE ROBOTICS COMPETITION, [00:05:01] AND WERE SEMI-FINALISTS THERE. THEN WITH SALT LAKE CITY AND WE COULDN'T WIN THOSE AWARDS ANYMORE, SO WE WON THE QUALITY AWARD AND SEMI-FINALISTS AGAIN. THEN WE ATTENDED THE WORLD CHAMPIONSHIPS IN HOUSTON, TEXAS THREE WEEKS AGO. WE TRAVELED A TOTAL OF 7,000 MILES THIS YEAR. I JUST WANT TO SAY A SPECIAL THANKS TO THE SENIORS BECAUSE THIS SENIOR CREW HAS HAD A ROUGH GO OF IT THE LAST FEW YEARS. SOME OF THEM HAVE BEEN IN ROBOTICS 7, 8 YEARS. AND THIS WAS THEIR BIG CULMINATING THING. IT WAS REALLY EXCITING THAT WITH COVID HITTING, IT WAS REALLY ROUGH THE LAST FEW YEARS TO KEEP ROBOTICS GOING WHEN YOU CAN'T MEET IN PERSON VERY OFTEN. THEY REALLY PUSHED FORWARD IN HELPING OUR WORK ON THE WIND RIVER RESERVATION, HELPING THEM AND THEIR NEEDS AND THEIR HOPES. WHEN MOST TEAMS CONTRACTED IN THE WORLD AND IN THE COUNTRY, OUR TEAM SAW AN OPPORTUNITY TO GROW AND STRENGTHEN AND THESE KIDS REALLY STEPPED UP AND I'M REALLY PROUD OF THE EFFORT THAT THESE SENIORS AND ALL THE KIDS PUT TOGETHER. WE JUST WANT TO SAY, REALLY, THANK YOU FOR RECOGNIZING THE TEAM. [APPLAUSE] NOT SURE IF I WENT OVER, I DON'T KNOW IF YOU WANT TO SEE THE ROBOT. WHERE IS THE ROBOT? [OVERLAPPING] >> YOU CAN ASK [INAUDIBLE]. >> [INAUDIBLE] [LAUGHTER] [INAUDIBLE] OUR ENTIRE ROBOT DESIGN WAS BASED AROUND THAT AND JUST TRY TO GET THE SHOTS OUT AS SOON AS POSSIBLE. BUT WE REALLY TOOK A HUGE LEAP IN OUR CONTROL SYSTEMS AND MAKING SURE THAT EVERY SHOT WAS THE SAME EVERY TIME AS YOU GUYS SAW THERE WENT UP AND THEN SHOT THE OTHER IN THE PRECISELY TIMED EVENT, SO THAT'S IT WITH PICO. THEN WE CAN'T [INAUDIBLE] WHICH IS THE MONKEY BAR CLIMBER. BUT [INAUDIBLE] DIFFERENT HERE. THAT'S WHAT ARMS DO, BUT YOU CAN'T TOUCH IT. [LAUGHTER] THANK YOU VERY MUCH. >> DO YOU HAVE QUESTIONS? >> I DO. I SPONSORED A TEAM BACK IN DETROIT BACK IN THE EARLY '80S, WHICH WAS REALLY AT THE BEGINNING WHEN ROBOTICS GOT STARTED. THE PURPOSE OF THAT PROGRAM BACK THEN WAS TO TRY AND INSPIRE STUDENTS TO WANT TO BE INTERESTED, PARTICULARLY IN ENGINEERING FIELDS OR THAT KIND OF THING. SO MY QUESTION IS, HOW MANY OF YOU, YOUR INTERESTS HAVE BEEN SPURRED BY THIS THAT YOU ARE THINKING ABOUT GOING TO COLLEGE TO FURTHER YOUR KNOWLEDGE OF HOW TO DO THIS STUFF? >> THE ENTIRE TEAM. I THINK ALMOST EVERYONE IS ALSO MAJORING IN A SIMILARLY RELATED FIELD, ENGINEERING, COMPUTER SCIENCE, ALL THE WAY DOWN ON THE LINE. IT'S AN INCREDIBLE PROGRAM FOR ALL OF US. I'VE BEEN INVOLVED SINCE 6TH GRADE. JUST A SUPER INSPIRING CLUB AND ALL THE WORK THE MENTORS PUT IN TO REALLY MAKE IT JUST THAT MUCH MORE SPECIAL AND ALL THE OPPORTUNITIES INSIDE OF IT AS WELL. >> WELL, GOOD FOR YOU, WE'RE PROUD OF YOU ALL. >> NICE TO MEET YOU. [APPLAUSE] >> NEXT, WE GET TO TALK ABOUT FOOD, [LAUGHTER]. >> I ACTUALLY BROUGHT SNACKS, SO MUCH SNACKS. [OVERLAPPING] MY NAME IS MOLLY MATEO AND I RUN THE CULINARY PROGRAM AT THE HIGH SCHOOL, AND WE HAVE HAD A REALLY STRONG SPRING IN SOME OF THE PROJECTS THAT WE'VE BEEN WORKING ON. MOST OF MY STUDENTS ARE WORKING RIGHT NOW, WHICH IS A GREAT PROBLEM TO HAVE IN MY CONTENT AREAS. IT'S JUST ME TONIGHT. [00:10:06] WE THIS SPRING FIRST HAD THE WYOMING PROSTART INVITATIONAL, WHICH WAS IN LARAMIE, AND WE HAD THREE TEAMS COMPETE THERE. THE FIRST TEAM WAS OUR PROFESSIONAL BAKING TEAM AND THEY WERE TASKED WITH BUILDING A CAKE IN ONE HOUR AND AGAIN, NO ELECTRICITY, NO REFRIGERATION, JUST REALLY BASIC EQUIPMENT. THIS IS THEIR CAKE, IT WAS INSPIRED BY A QUINCEANERA DRESS, AND THE THEME OF THE COMPETITION WAS A BLINGED OUT CAKE. QUINCE DRESS BLING THEY GO HAND IN HAND. THEY ACTUALLY GOT SECOND FOR THIS CAKE. IF YOU WANT TO GO ON TO THE NEXT WE CAN TAKE A LOOK. WE ALSO HAD A RESTAURANT MANAGEMENT TEAM, OUR CULINARY TEAM. WE WON STATE THIS YEAR WITH THE CULINARY TEAM. THEIR TASK WAS TO PREPARE A THREE-COURSE MEAL USING NO ELECTRICITY AND NO REFRIGERATION. THEIR APPETIZER WAS THEY WANTED TO GO WITH A WYOMING NEEDS FANCY FRENCH THEME. THEIR APPETIZER WAS A SMOKED STURGEON CROQUETTE. ALTHOUGH STURGEON'S NOT WYOMING, TECHNICALLY WE'RE CLOSE SNAKE RIVER. [LAUGHTER] IT WAS WHAT WE COULD GET OUR HANDS ON. THEN THERE WAS ELKE CHATEAU BRION, AND THEN THE DESERT WAS A BAKED WYOMING, WHICH WAS LIKE A BAKED ALASKA BUT MOLASSES FLAVORED ICE CREAM. THE FUN THING ABOUT THE COMPETITION THIS YEAR IS YOU CAN SEE THE PINK MIXER THAT IS ACTUALLY HAND-CRANK. THIS COMPETITION BECAUSE THERE IS NO ELECTRICITY, NO REFRIGERATION THE FUN PART IS FIGURING OUT THE WORKAROUNDS AND SO WE WERE ABLE TO SOURCE A HAND-CRANKED KITCHEN AID FROM THE AMISH. [NOISE] IT WAS GREAT. THEY WERE SUPER SUCCESSFUL. EACH OF THESE STUDENTS WAS AWARDED A 20,000 DOLLARS SCHOLARSHIP TO THE CULINARY INSTITUTE OF AMERICA, WHICH IS THE PREMIERE CULINARY SCHOOL IN THE COUNTRY, SO I'M SUPER PROUD OF THAT EFFORT. THEN WE ALSO HAD ANOTHER GROUP OF STUDENTS WORKING ON A DIFFERENT PROJECT. ONE MORE, WE HAD THE RESTAURANT MANAGEMENT TEAM. THEY PLAY SECOND AT STATE. THIS GROUP OF STUDENTS PREPARED A BUSINESS PLAN FOR A RESTAURANT AND PITCHED IT SHARK TANK STYLE TO JUDGES WITHIN THE INDUSTRY. SECOND PLACE THIS YEAR WAS A GREAT SHOWING FOR THEM. THEN LASTLY, WE HAD A NEW PROJECT FOR US OR FOR THIS GROUP OF STUDENTS. THIS WAS THE NASA HUNCH CULINARY COMPETITION. TYPICALLY THIS HAS BEEN A ENGINEERING AND DESIGN PROTOTYPING COMPETITION, BUT THEY'VE INCORPORATED A CULINARY ASPECT OF IT NOW AND THE PROJECT FOR THIS YEAR WAS TO DESIGN A MEAL FOR THE PRE-FLIGHT QUARANTINE PROGRAMS, SO IT HELPS STABILIZATION PROGRAMS. ESSENTIALLY, BEFORE ASTRONAUTS GO TO THE INTERNATIONAL SPACE STATION, THEY HAD TO SPEND ABOUT A MONTH IN ISOLATION. THEIR PROJECT WAS TO DESIGN A MEAL FOR THAT ESSENTIAL QUARANTINE. JUST LIKE ON EARTH, A LOT OF THE PHYSIOLOGICAL PROBLEMS THAT ASTRONAUTS EXPERIENCE IN SPACE CAN BE MITIGATED BY DIET AND EXERCISE AND SO THEIR JOB WAS TO LEARN THE PHYSIOLOGICAL CHANGES THAT HAPPEN IN SPACE AND DESIGN A MEAL TO COUNTERACT THAT. THEY WERE SELECTED AS TOP 10 IN THE COUNTRY AND INVITED TO HOUSTON TO PREPARE THEIR MEAL AT JOHNSON SPACE CENTER AND PRESENT IT TO ASTRONAUTS, NASA FOOD SCIENTISTS, CHEFS, AND FLIGHT ENGINEERS. IT WAS A HUGE PANEL. IT WAS 25 JUDGES FOR THIS COMPETITION. THAT WAS THEIR PROJECT. THEY ALSO HAD A PRETTY HEAVY RESEARCH PAPER TALKING ABOUT THE CHANGES THAT HAPPEN TO THE BODY IN SPACE. THEY TALK ABOUT HOW THIS FOOD IF IT WAS TO EVER GO TO SPACE, HOW IT WOULD BE PROCESSED AND PACKAGED. BECAUSE YOU CAN'T JUST OPEN A BAG OF CHIPS IN SPACE BECAUSE [LAUGHTER]. THEY HAVE TO HAVE A PLAN FOR EVERYTHING. THAT WAS A BIG PROJECT FOR THEM. I DON'T KNOW HOW WE FINISHED OVERALL, BUT DEFINITELY KNOW THAT WE'RE TOP 10 IN THE COUNTRY FOR THAT. >> THAT'S AMAZING. >> THEY ALL RECEIVED A $12,000 SCHOLARSHIP TO SULLIVAN UNIVERSITY, WHICH IS HOSPITALITY AND CULINARY SCHOOL IN KNOXVILLE. BRONX HAD A GREAT SPRING. THANK YOU. >> ANY QUESTIONS? WE'RE GOOD? [APPLAUSE]. >> DR. CHRIS HAS TODAY'S HONORS FOR THE NEXT TWO. >> I CAN HAVE AIDEN IF YOU CAN COME UP FOR A MINUTE, PLEASE. AIDEN KIM MILLER IS A FRESHMAN AT JACKSONVILLE HIGH SCHOOL. [00:15:04] WE TYPICALLY, AS YOU KNOW, HISTORICALLY, WE TEND TO CELEBRATE STUDENTS GENERALLY THEIR UPPERCLASSMEN AND WE TALK ABOUT THE CLASSES THEY'VE TAKEN OVER FOUR YEARS AND WHERE THEY'RE GOING TO GO TO SCHOOL, WHICH ARE ALL EXCELLENT THINGS. BUT I THINK IT'S IMPORTANT TO STEP BACK SOMETIMES AND RECOGNIZE ONE OF OUR FRESHMEN STUDENTS AND YOUNGER STUDENTS. AIDEN WAS AWARDED STATEWIDE CONGRESSIONAL MEDAL FROM THE STATE. IT'S ONE OF OUR FIRST STUDENTS TO EVER RECEIVE THIS RECOGNITION. I BELIEVE THAT PDF IS IN YOUR DOCUMENT. YOU CAN LOOK THROUGH AND LOOK AT SOME OF THE OTHER STUDENTS AROUND THE STATE. BUT I WANTED TO GIVE AIDEN JUST A FEW MOMENTS TO TALK ABOUT THIS VERY UNIQUE AWARD FOR A FRESHMAN STUDENT WHO BY THE WAY HAS STRAIGHT A'S AND IS IN OUR MOST ADVANCED CLASSES AS A FRESHMAN THIS YEAR, WHICH IS A SPECTACULAR KID. CAN YOU TAKE JUST A FEW MINUTES AND TALK ABOUT THE AWARD AND WHAT REALLY GOT YOU INTO THIS PROGRAM. >> FIRST OFF, THANK YOU TO ALL FOR RECOGNIZING ME, AND THE CONGRESSIONAL AWARD IS AN AWARD THAT SOMEONE CAN EARN BY MEETING BOARD REQUIREMENTS, YOU NEED FOR THE SILVER LEVEL, WHICH IS THE ONE THAT I EARN ALONG WITH THE BRONZE. YOU NEED TO HAVE COMPLETED 200 HOURS OF VOLUNTEER SERVICE, 100 HOURS OF PERSONAL PHYSICAL DEVELOPMENT, AND THEN 100 HOURS OF MENTAL DEVELOPMENT AND LEARNING, AND THAT'S ALL OUTSIDE OF SCHOOL AND THEN ALSO THE FOURTH REQUIREMENT, YOU'RE NEEDED TO GO ON AT LEAST A FIVE-DAY EXCURSION. TO REACH MY VOLUNTEER HOURS THIS WAS MAINLY DONE THROUGH BOY SCOUTS, SPECIFICALLY MY EGO PROJECT, WHERE I ENDED UP BRANDING THE VISIT ADVENTURES AT THE JH AIRPORT WITH LOCAL [INAUDIBLE]. NEXT TIME YOU GO UP TO THE AIRPORT, THE LONG RECTANGULAR BENCHES WITH THE BRANDS ON THAT WAS MY PROJECT. [LAUGHTER] FOR MY PHYSICAL FITNESS PORTION OF THE CONGRESSIONAL AWARD, I ENDED UP MAINLY GETTING THOSE HOURS THROUGH THE JACKSONVILLE BASKETBALL TEAM, WHICH I'M PART OF, AND THEN FOR MY PERSONAL DEVELOPMENT I GOT THOSE MAINLY THROUGH 4-H WHICH I'M PART OF. I DID SHOTGUN CLUB AND HAD THE GOAL OF IMPROVING MY ACCURACY BY DOUBLE THROUGHOUT ONE SEASON OF SHOTGUN, AND THEN FOR MY EXCURSION, I ENDED UP WRITING OUT MY EXPERIENCE AT CEDAR BADGE, WHICH IS A BOY SCOUT CAMP OVER THE SUMMER. IT'S A ONE-WEEK LEADERSHIP CAMP WHERE YOU GET TO LEARN A BUNCH OF TRAITS THAT LEADERS HAVE, HOW TO BECOME A BETTER LEADER YOURSELF, AND THINGS LIKE THAT. GREAT JOB SO CONGRATULATIONS. [APPLAUSE] ALSO, JUST TO SPEAK ABOUT OUR RECENT NATIONAL RECOGNITION, THE HIGH SCHOOL AND I STEPPED BACK FROM THAT A LITTLE BIT, THIS IS REALLY A DISTRICT AWARD IN REGARDS TO OUR RANKINGS IN US NEWS. I KNOW THERE'S DIFFERENT OPINIONS ABOUT SCHOOL RANKINGS BECAUSE THERE'S SOME ONES THAT ARE FUNKY SOMETIMES, BUT ONE THING I THOUGHT I'D LIKE TO BRING TO THE TABLE JUST FOR YOU TO THINK ABOUT IS ONE OF THE METRICS THEY DO TALK ABOUT IS EVERY STUDENT BEING INVOLVED IN SOME TYPE OF COLLEGE LEVEL OR HIGHER LEVEL CLASS, NOT JUST CERTAIN DEMOGRAPHIC BUT ALL KIDS. THAT'S ONE OF OUR GOALS FOR HIGH SCHOOL AND THAT REALLY HELPS US KEEP THAT BAR VERY HIGH AND STAY WITHIN THAT TOP RANGE IN OUR STATE. WE SHOULD BE THE TOP SCHOOL IN THE STATE, THERE'S REALLY NO EXCUSES NOT TO BE, BUT THAT COMES FROM AN EXCELLENT MIDDLE SCHOOL AND AN EXCELLENT K-5 SYSTEM AND GILLIAN'S SUPPORT. I WANT THIS TO REALLY BE RECOGNIZED FROM OUR K-12 ONES AND NOT JUST A HIGH SCHOOL ONE. THANKS FOR ALL YOUR SUPPORT AND I REALLY THANK OUR STAFF TOO. THEY INVITE, ACCEPT ANY STUDENT INTO THESE CLASSES THAT CAN BE RIGOROUS, AND THEY PROVIDE THE SUPPORT TO REALLY ASSIST STUDENTS WHO NEED THAT EXTRA SUPPORT, SO THANK YOU FOR YOUR SUPPORT ON THAT. [APPLAUSE] >> NEXT ON THE AGENDAS IS THE DISTRICT LEADER'S REPORT. IF THERE ARE ANY QUESTIONS, WE'D BE HAPPY TO ANSWER ANY QUESTIONS. >> CAN I HAVE ANY QUESTIONS FROM DISTRICT LEADER'S REPORT? IT'S HAPPY TO SEE THAT ALL THE KIDS WERE GETTING THE SWIM FOR THE FIRST TIME. DID WE SET THAT UP WITH THE PARTNERSHIP WITH [INAUDIBLE] OR SOMETHING? >> YES, THE PRINCIPAL FOUND THAT. >> WELL, THAT'S WONDERFUL. EXCELLENT. >> MR. CHAIR, SUPERINTENDENT CHAPMAN. I WAS WONDERING. DOWN LATER IN THE MEETING, WE HAVE A CONSENT AGENDA ITEM, WHICH IS THE APPROVAL OF [00:20:03] THE SUBSTANTIAL CONCLUSION IN JACKSON HOLE MIDDLE SCHOOL AND I JUST WANTED TO ASK, I DIDN'T SEE IT IN THE DISTRICT LEADER'S REPORT WHETHER IT WAS FELT THAT THAT WAS COMPLETELY DONE NOW. [INAUDIBLE] >> MR. CHAIR, JOE BOLTON IS HERE. HE DOESN'T HAVE HIS MIDDLE SCHOOL REPORT ON THE AGENDA, BUT HE CAN ALSO ADDRESS YOU. >> NO, THAT'S ALL RIGHT. IF WE'RE GOING TO DO IT LATER, THAT'S FINE. THANK YOU. >> I GUESS I JUST HAVE ONE QUESTION. IF SEVERAL OF THE ELEMENTARY SCHOOLS RANKING THAT THEY DID ONE DAY WITH THE TETON SCIENCE SCHOOLS IN SECOND GRADE AND I DIDN'T KNOW THAT ALL ELEMENTARY SCHOOLS DO THAT OR IF IT'S JUST A COUPLE OF ELEMENTARY SCHOOLS HAVE LEANED INTO THAT PROGRAM? >> JOE, DO YOU WANT TO ANSWER THAT? >> YEAH. CAN YOU REPEAT WHAT PROGRAM? >> WELL, A COUPLE OF THE ELEMENTARY PRINCIPALS JUST HAD REPORTED OUT THAT THEIR KIDS WOULD SPEND A DAY AT THE TETON SCIENCE SCHOOLS SECOND GRADERS, AND I JUST WAS CURIOUS IF THAT WAS A DISTRICT-WIDE PROGRAM OR JUST SOMETHING INDIVIDUAL SCHOOLS CERTAINLY NEEDED TO. IT WAS A CURIOSITY WHEN I WAS READING IT, SO I'D FIGURE THAT'S WHAT I ASKED. >> YEAH. IT'S A DISTRICT-WIDE PROGRAM AND, ALTHOUGH JUST COMING OUT OF COVID, NOT ALL SCHOOLS PARTICIPATED THIS YEAR, BUT ALMOST ALL AND TRADITIONALLY, PRIOR TO COVID, PROBABLY A 30-YEAR TRADITION LIKE THE 5TH AND YEARS AGO, LIKE THE 7TH. RIGHT. >> ANY OTHER QUESTIONS [INAUDIBLE] ALL RIGHT. WE'LL MOVE ON TO AJ WITH FINANCIAL LITERACY. [LAUGHTER] >> MR. CHAIR, TRUSTEES, WE'RE GOING TO TALK A MOMENT ABOUT FINANCIAL LITERACY. THIS CAME FROM THE LAST BOARD MEETING. >> YOU CAN GO RIGHT AWAY TO THE NEXT SLIDE. >> I WANTED TO HAVE SOME CONVERSATION AROUND HOW WE'RE PROVIDING OPPORTUNITIES FOR OUR STUDENTS TO REALLY LEARN SOME REAL-WORLD SKILLS: TAXES, BANKING, FINANCE, CREDIT. DR. CHRIS WILL COME UP AGAIN TO TALK A LITTLE BIT ABOUT WHAT THAT ACTUALLY LOOKS LIKE AT THE 912 LEVEL, OPPORTUNITIES THAT STUDENTS HAVE AT THAT LEVEL. I WANTED TO JUST ALMOST EASE INTO THAT BY TAKING A BIT OF A K12- PERSPECTIVE ON IT AS WELL. WHEN WE THINK ABOUT FINANCIAL LITERACY, THERE'S SOME OPPORTUNITIES TO START TO DEVELOP SOME OF THE PREREQUISITE OR FOUNDATIONAL SKILLS TO FINANCIAL LITERACY. I WANTED TO FRONT UP THE MATH STANDARDS SPECIFICALLY IN K-12 MATH STANDARDS AND AFTER EACH TIME ESSENTIALLY, EACH DOMAIN THAT'S LISTED IN OUR MATH STANDARDS. EARLY ELEMENTARY, WE HAVE THINGS LIKE COUNTING AND CARDINALITY, OPERATIONS AND ALGEBRAIC THINKING. AS YOU GET UP INTO LATE MIDDLE SCHOOL, HIGH SCHOOL, YOU START TO HAVE DOZENS STATISTICS AND PROBABILITY, EXPRESSIONS AND EQUATIONS. I ONLY WANTED TO POINT THIS OUT. I HIGHLIGHTED MEASUREMENT AND DATA. THAT'S THE ONE AREA WHERE THERE'S A FEW STANDARDS EXPLICITLY RELATED TO FINANCIAL LITERACY, AND WHAT IS THAT? IT'S REALLY JUST MONETARY VALUE LIKE IDENTIFYING PENNIES AND NICKELS AND HOW MANY QUARTERS DO YOU NEED TO MAKE A DOLLAR. THEN EVENTUALLY, THAT MOVES INTO WORD PROBLEMS. >> ANDRE, IF YOU WANT TO MOVE TO A NEW SLIDE. >> IT'S ONE OF THE FEW PLACES WHERE TYPES OF STANDARDS THAT ARE EXPLICIT TO [INAUDIBLE] FINANCIAL LITERACY. ANOTHER AREA WHERE I GUESS OR OPPORTUNITY, IT'S NOT NECESSARILY AS HIGHLY STRUCTURED BECAUSE IT'S NOT CALLED OUT IN MATH STANDARDS, BUT WITHIN MATH CURRICULUM AND CURRICULAR RESOURCES, YOU MIGHT BE TEACHING SOMETHING LIKE PERCENTAGES THROUGH THE LENS OF FINANCIAL LITERACY. SO IT'S NOT THAT NECESSARILY THE STATE ACCOUNTABILITY AND THE STANDARD'S REQUIRED, BUT YOUR CURRICULUM OR TEACHER ENGAGEMENT OR INSTRUCTIONAL STRATEGIES MAY MORE OR LESS RELY ON A FINANCIAL LITERACY LENS THAT TEACH SOME OF THOSE SKILLS. IT'S NOT HARD AND FAST, THERE'S NOT A PROBABILITY STRUCTURE TO IT. IT'S JUST WHERE SOME OF THOSE OPPORTUNITIES COME UP. THAT'S WHY I POINTED OUT THINGS LIKE CORE MATH INSTRUCTION. DREAMBOX IS JUST A SUPPLEMENTAL MATH INSTRUCTIONAL TOOL THAT USE INTERVENTIONS, SPECIAL EDUCATION PROGRAMMING. SOMETIMES OUR SCHOOLS WILL RUN SCHOOL STORES AND CLUBS TO GIVE STUDENTS SOME EXPOSURE AND OPPORTUNITY TO AT LEAST EXPLORE SOME OF THESE SKILLS. AGAIN, REITERATE, ESPECIALLY AT THE K LEVEL, THERE'S NOT A LOT OF ACCOUNTABILITY TO IT. IT'S WHERE'S THEIR OPPORTUNITIES FOR EXPOSURE OR WHERE CAN WE APPLY MATH STANDARDS TO FINANCIAL LITERACY TYPES OF SKILLS? THE CONVERSATION GETS A LITTLE MORE PRECISE [INAUDIBLE] 912 AND THAT'S WHAT I WAS GOING TO LET DR. CHRIS SPEAK TO THAT. >> YOU CAN GO TO THE NEXT ONE THERE. AJ AND I MET AND REALLY TALKED ABOUT WHAT THE HIGH SCHOOL DOES AROUND THIS PIECE. [00:25:02] IT'S VERY IMPORTANT PIECE. I CAN ATTEST TO THAT AS MY DAUGHTER JUST FINISHED HER FRESHMAN YEAR IN COLLEGE, AND SHE'S LEARNING HOW TO BUDGET. [LAUGHTER] THAT'S THE TRUTH. WE HAVE [LAUGHTER] MANY OPPORTUNITIES FOR KIDS TO LEARN FINANCIAL LITERACY SKILLS IN OUR SCHOOL. I WILL SAY THERE'S NOT A DEDICATED PLACE WHERE EVERY STUDENT GETS THAT OPPORTUNITY, AND THERE'S REASONS WHY. LET ME BACKTRACK, I'LL TALK ABOUT THAT IN JUST A MINUTE. THESE ARE COURSE-BASED OPPORTUNITIES FOR STUDENTS TO LEARN ABOUT ALL SORTS OF FINANCIAL LITERACY SKILLS. MOST OF OUR STUDENTS DO HAVE THIS OPPORTUNITY IN GOVERNMENT ECONOMICS. EVERY STUDENT TAKES GOVERNMENT ECONOMICS IN OUR SCHOOL, AND THERE'S A PORTION OF THAT CLASS, WHICH IS DEDICATED TO FINANCE AND ECON. THE COLLEGE UPWARD BUSINESS CLASS IS MOSTLY SENIORS, AND ABOUT A QUARTER THAT CLASS IS DEDICATED TO BUSINESS APPLICATIONS, CREDITS AND BUDGETS IN FINANCIAL LITERACY. WE ALSO DO FLEX PROGRAMMING DURING THE DAY AROUND SOME OF THESE TOPICS, BUT IN REGARDS TO A DEDICATED CLASS IN WHICH EVERY STUDENT TAKES, THAT DOES NOT EXIST AT THE HIGH SCHOOL. THAT WOULD BE A GRADUATION CHANGE IN OUR REQUIREMENTS. IN REGARDS, SOME SCHOOLS DO THAT. THEY'LL HAVE LIKE A 1.0 FINANCIAL LITERACY CLASS THAT EVERY STUDENT TAKES FROM THE TIME THEY GRADUATE JUST LIKE YOU WOULD REQUIRE FOUR YEARS ENGLISH, THREE YEARS SOCIAL STUDIES. TYPICALLY, WHAT WE'VE DONE AT THE HIGH SCHOOL TO PROVIDE THAT FLEXIBILITY FOR STUDENTS IS A LOT OF THESE OPPORTUNITIES ARE IN OUR ALLIANCE, WHICH WILL REQUIRE 7.5 ELECTIVES FOR EVERY STUDENT. SO REQUIREMENT VERSUS OPTION IS REALLY THE CONVERSATION IN TERMS OF FINANCIAL LITERACY RIGHT NOW. THE MAJORITY DO TAKE SOME FINANCIAL LITERACY APPLICATIONS, ALTHOUGH IT'S NOT A DEDICATED 1.0 CLASS FOR THE YEAR, IF THAT'S ALL MAKING SENSE. NOW, I'M OPEN FOR ANY QUESTIONS. I KNOW THAT'S A LITTLE [OVERLAPPING] THOSE COURSES. >> THIS NEXT LEGISLATIVE SESSION WAS GOING TO BE SCARY BECAUSE IT'S A NON-BUDGET SESSION, SO WHO KNOWS WHAT WILL COME OUT OF THE [INAUDIBLE] I WOULD NOT BE THE LEAST BUT SURPRISED TO SEE A MANDATE FOR FINANCIAL LITERACY, JUST SOMETHING WE SHOULD KEEP ON OUR RADARS MOVING FORWARD. >> KRISTI, TYPE OF SCALE? >> THANKS, DR. PRESIDENT. I BROUGHT THIS UP AT AN SBA CONFERENCE. WHAT'S HIS NAME? SHARK TANK GUY. >> DAYMOND JOHN. >> DAYMOND JOHN JUST GOT UP THERE IN FRONT OF ALL THE SCHOOL BOARD MEMBERS, SITTING IN THIS 3,000 SEAT, THEN HE SAID THE NUMBER ONE THING THAT WE'RE NOT DOING IN OUR PUBLIC SCHOOLS OR ANY SCHOOLS IS FINANCIAL LITERACY. SINCE THEN, I'VE BEEN READING HILLBILLY EFFIGY. >> ELEGY. >> ELEGY, AND IT WAS VERY INTERESTING. >> [OVERLAPPING] DID YOU JUST PLACE YOUR AUDIT UNDER YOUR PILLOW? >> YES. [LAUGHTER] THEN JD VANCE IS TALKING ABOUT HOW HE GRADUATED FROM HIGH SCHOOL, GOT INTO THE OHIO STATE UNIVERSITY. DID I SAY THAT RIGHT? >> YEAH, THAT'S PERFECT. [LAUGHTER] >> WHEN HE DEFERRED IT AND WENT TO THE MARINE CORPS AND IN BOOT CAMP, HE ACTUALLY WAS TAUGHT FINANCIAL LITERACY ON HOW TO BALANCE A CHECKBOOK, FILL OUT A CREDIT APPLICATION. FOR ME, IT WOULD BE REALLY EXCITING I GOT A TOWN FILLED WITH ANCHORS THAT WOULD LOVE TO TALK, AND I'LL PUNCH YOU ALL TO SLEEP, [LAUGHTER] BUT IT'D BE REALLY COOL IF WE COULD FIGURE A WAY TO DEVELOP A REQUIREMENT THAT ALL GRADUATES NEED TO TAKE AT LEAST ONE SEMESTER WHERE THEY LEARN HOW TO BALANCE A CHECKBOOK, LEARN WHAT A SAVINGS ACCOUNT IS, LOOK AT A TAX RETURN. HAVE YOU EVER FILLED OUT A TAX RETURN AND TRIED TO LOOK AT IT? I JUST THINK AS WE GO FORWARD AND PREPARING ALL OF OUR STUDENTS FROM THE EVER-CHANGING WORLD, THIS IS ONE OF THOSE SKILLS, WHETHER THEY GO TO COLLEGE OR THEY GO TO TRADE SCHOOL OR THEY JUST GO STRAIGHT TO WORKFORCE, BUT EVERY STUDENT COULD REALLY UTILIZE. I APPRECIATE WHERE WE ARE, BUT IT'D BE REALLY FUN IF WE COULD FIGURE A WAY TO TAKE IT TO THAT NEXT STEP AND SET THE STANDARD BEFORE THE LEGISLATURE STEPS IN AND REQUIRES IT. >> MR. CHAIR. PRINCIPAL CHRIS THAT I'LL ADD. YOU ALL KNOW THAT I SELL BEEF AT A FARMER'S MARKET. OVER THE LAST 20 YEARS, I'VE HAD VARIOUS KIDS FROM OUR HIGH SCHOOL AS WELL AS OTHER HIGH SCHOOLS, KIDS WHO WERE HERE FOR THE SUMMER AND THE HARDEST THING FOR THEM TO DO IS COUNT CHANGE. IF I USE A SQUARE AND SOMETIMES IT GOES IN AND [00:30:01] OUT ON THE TOWN SQUARE AND IF THEY'RE UNABLE TO ON THEIR PHONE, GET SERVICE AND DO THE SUBTRACTION ON THEIR COMPUTER, THEY CAN'T COUNT CHANGE BACK. IF SOMEBODY SPENDS $25.76, THEY CAN'T CHANGE BACK TO A $100. THAT'S ONE OF THE FIRST THINGS I ALWAYS HAVE TO TEACH THEM. IT IS IS SAME WITH KIDS FROM JUST SIMPLE HIGH SCHOOL AS IT IS, KIDS WHO HAD GONE TO ST. PAUL'S OR WHEREVER THEY HAVE COME FROM AND WORK AT THE FARMER'S MARKET. IT JUST SEEMS SOME OF THOSE THINGS ARE REALLY FUNDAMENTAL AND THEY MAY SEEM OLD FASHION BUT WHEN TECHNOLOGY DOESN'T WORK, YOU HAVE TO BE ABLE TO KNOW HOW TO DO THIS STUFF IN YOUR HEAD. THAT I FIND IT IS REALLY LACKING IN A LOT OF KIDS. >> I THINK WE CAN REALLY LOOK AT SOME THINGS MOVING FORWARD. I AGREE ON MANY FRONTS ON MAKING THIS A BETTER PART OF OUR SCHOOL. WE WILL HAVE TO ENTERTAIN AND TALK ABOUT. WHERE DOES IT LIVE? IS IT A CAREER TECH EDUCATION CLASS? IS IT A MATHEMATICS CLASS? THESE ARE CONVERSATIONS THAT IMPACT STAFFING AND OTHER THINGS. BUT IF IT'S THE RIGHT THING FOR KIDS, WE SHOULD FIGURE IT OUT. WE CAN DEFINITELY DO SOME MORE WORK ON IT. >> OTHER QUESTION? >> CHRIS I HAD A QUESTION. WHEN I LOOK AT YOUR ELECTIVE LIST, YOU HAVE A GREAT ELECTED LIST AND IT'S TIED, YOU ONLY ALLOW 7.5 FOR YOUR WHOLE CAREER AND DURING HIGH SCHOOL AND THERE'S A LOT ON THERE. I HATE TO BE TELLING ANYONE YOU HAVE TO PULL ONE OF THOSE CREDITS OFF FOR THIS. BECAUSE THERE'S A LOT ON THERE THAT I THINK ARE AMAZING IF WE WERE PULLING STUFF OUT, I'D LIKE TO PULL A BUNCH OUT AND SAY, YOU HAVE TO TAKE THIS. I TRIED THAT WITH MY DAUGHTER. IT DOESN'T WORK. [LAUGHTER] I HAVE A VERY DIFFERENT LIST OF WHICH SHOULD BE TAKEN. I'M WONDERING, INSTEAD OF DICTATING, YOU WILL TAKE ONE CREDIT OF THIS, CAN WE INCORPORATE IT INTO ALL OF THE CURRENT MATH CLASSES THAT, 2,3 WEEKS NEED TO BE SPENT ON THIS ISSUE AND MELT INTO CURRENT ONES. THE ONES THAT I'LL TELL YOU TO WORRY MOST ABOUT ARE THE KIDS THAT AREN'T REALLY HIGH UP IN MATH. THEY GET INTO FRESHMAN YEAR AND THEY'RE ALREADY TIED UP. THOSE ARE THE KIDS I NOTICED HAVE NO BASIC MATH SKILLS. THEY GET THE REAL GOOD CONCEPT, BUT THOSE ARE THE KIDS THAT CAN'T DO CHANGE BACK TO YOU. I WOULD ALMOST BE GREAT TO GO BACK AND MAKE SURE THOSE CALCULUS KIDS ARE GETTING SOME OF THIS. NOT JUST EVERYONE. WAS JUST AN IDEA THAT RATHER THAN DICTATING IT, IS THERE SOME WAY TO INCORPORATE IT? BECAUSE I HATE TO DICTATE AN ELECTIVE WHERE YOU HAVE SO MANY GOOD ONES THAT YOU HAVE EXCELLENT ONES. TRUST STUDENTS. >> THANK YOU, MR. CHAIR. THERE'S ALSO TO ME AFTER COMMUNITY GET TO MIDDLE SCHOOL. >> THAT'S TRUE, TOO. THAT'S THE BETTER PLACE. >> WE DO HAVE SOME CORE CLASSES THAT EVERY STUDENT TAKES. WE COULD LOOK AT BUILDING SOME THINGS IN THOSE THAT WAY WE CAN HAVE SOME ASSURANCES THAT STUDENTS ARE LEARNING ABOUT CREDIT, BUDGETING. IT IS REAL. [OVERLAPPING] >> THAT FLEX CLASS, WHAT GOES ON IN THAT? >> THE FLEX CLASSES WE OFFER THOSE AT THE END OF THE DAY. THEY'RE TOPICS THAT ARE BASED OUT OF OUR STUDENTS SUPPORT TEAM, WHICH IS OUR COUNSELORS AND SOCIAL WORKERS AROUND LIFE SKILLS. WE DO ALL LIFE SKILLS DURING THAT TIME. >> EVERYONE'S REQUIRED TO GO? >> SOME ARE BUILT-IN DURING THE DAY SO WE MAXIMIZE ATTENDANCE. WE COULD DO THAT DURING THE FLEX PERIOD OR HOMEROOM PERIOD. IT'S THINGS LIKE THAT TO REALLY CALL IT OUT. THE OTHER PIECE OF THE FINANCIAL LITERACY THAT IS NOT TALKED ABOUT ENOUGH, KIDS DON'T UNDERSTAND BASIC FINANCIAL LITERACY. THEY'RE SURE NOT TO UNDERSTAND THE BASIS OF THE COST OF COLLEGE EDUCATION. RECENTLY WATCHING THIS COLLEGE EDUCATION DOCUMENTARY BY DAVE RAMSEY, I WENT OVER IS A LOT IF YOU WATCH THAT VIDEO. IT REALLY IS EYE OPENING FROM A KID'S PERSPECTIVE ON WHAT STUDENT DEBT REALLY DOES TO THEM LONG-TERM. WE DO EDUCATE STUDENTS ON THAT, BUT IT DOESN'T QUITE SINK IN UNTIL SOMETIMES IT'S TOO LATE. THAT'S ANOTHER PART OF FINANCIAL LITERACY I THINK WE CAN GET BETTER AT. >> OTHER QUESTIONS. SINCE YOU'RE UP THERE AND I TOTALLY FORGOT TO ASK YOU THIS WHEN YOU WERE UP HERE FOR THE US NEWS AND WORLD REPORT. I WAS LOOKING AT ALL THE DIFFERENT CATEGORIES AND THE ONE WAS THERE WAS TWO ON AP1 WAS THAT INTAKE THE AP CLASSES. THERE WAS A SECOND ONE THAT SAID PASS THE AP CLASSES AND WE ONLY HAD A 50 PERCENTILE. [00:35:03] I WAS JUST CURIOUS WHAT YOUR TAKE ON THAT WAS AS TO WHY WE HAVE SUCH A LOW PASS RATE. >> THE 50 PERCENTILE IS A PRETTY HIGH RATE NATIONALLY. THE REASON THAT'S HIGH IS BECAUSE MOST GOOD SCHOOLS WANT KIDS TO PUT THEIR TOE IN THAT TEST. EVEN IF WE KNOW THEY'RE GOING TO STRUGGLE ON THAT FINAL EXAM. BECAUSE THE EXPERIENCE OF THE COURSE IN ITSELF, WE KNOW MAKES A DIFFERENCE WHEN THEY MOVE ON. THE HIGH-SCHOOL, IF WE HAVE A STUDENT ON THE EDGE OF THINKING ABOUT IT, WE REALLY TRY TO SUPPORT THEM AND PUSH AND NOT LET, NOT SUPPORTING IT 3, 4, OR FIVE OF THE TOTAL. WE WANT THEM TO TAKE THE CLASS. IF THEY END UP WITH A ONE OR TWO, THAT'S STILL A BETTER EDUCATION FOR THEM THAN NOT TAKING IT AND FEELING DEFEATED BUT THEY DON'T HAVE A CHANCE TO GET THAT THREE. >> THE SCORE ON THE TEST. DOES THAT AFFECT YOUR GRADE? COULD YOU STILL GET AN A IN THAT CLASS, BUT GET A TWO ON THE TEST? >> EXACTLY. >> OKAY. >> YEAH, THERE'S SEPARATE SYSTEMS. [OVERLAPPING] I CAN GET AROUND THESE 4-5, YOU CAN GET SOME MORE COLLEGE CREDIT THAT TRANSFERS WHERE YOU GO. BUT THE EXPERIENCE IN ITSELF HELPS OUR OVERALL SCORES AND ACT SCORES BY HAVING THAT HIGHER CURRICULUM LEVEL. >> I WAS JUST GOING TO SAY, WE KNOW THAT. >> WE WANT TO DO, WE WANT THEM TO PASS, BUT WE REALIZE THAT SOME KIDS THEY JUST TAKE ONE. THAT'S A WIN FOR SUCH KIDS. >>THANK YOU. >> THANK YOU. >> CHAIRMAN. BEFORE WE MOVE ON TO THE NEXT AGENDA ITEM, I WANTED TO PAUSE FOR JUST A MOMENT. A FAMILIAR FACE. ANDY BAND IS THE CHAIRMAN OF THE FUND FOR PUBLIC ED AND SHE WOULD LIKE TO INTRODUCE NEW EXECUTIVE DIRECTOR AND THE PROGRAM DIRECTOR. >> STEVEN BAND, COME ON UP. [LAUGHTER] >> CHAIR, TRUSTEES, SUPERINTENDENT, THANK YOU SO MUCH FOR LETTING US TAKE A FEW MINUTES OF YOUR TIME. I THINK MOST OF YOU IN HERE ARE PROBABLY FAMILIAR WITH THE FUND FOR PUBLIC EDUCATION AND WE'RE HONORED TO COLLABORATE WITH THE SCHOOL DISTRICT, SUPPORT TCSP STUDENTS AND TEACHERS IN EVERY WAY THAT WE POSSIBLY CAN. WE HAVE A NEW TEAM. SOME OF YOU MAY RECOGNIZE JACK WHO HAS BEEN IN OUR OFFICE NOW FOR ABOUT TWO MONTHS. JACK IS OUR PROGRAM AND OPERATIONS MANAGER, AND HE HAS HIT THE GROUND RUNNING. HE'S VERY METICULOUS WITH ADMINISTRATIVE TASKS, VERY PASSIONATE ABOUT EQUALITY AND EQUITY IN EDUCATION WITH KIDS. HAS A STRONG ETHIC OF VOLUNTEERISM. REALLY, WE'RE VERY LUCKY TO HAVE HIM. HE'S OUR NEWISH TEAM MEMBER. THEN I'M VERY EXCITED WE HAVE JASON ROONEY WHO HAS JOINED US JUST LAST MONDAY AS OUR NEW EXECUTIVE DIRECTOR. HE COMES TO US FROM TETON HABITAT, HAS ALSO EXTENSIVE AND DIVERSE EXPERIENCE WORKING WITH BOTH THE PROFIT AND NON-PROFIT ORGANIZATIONS. ALSO VERY PASSIONATE AND DEFINITELY EQUALITY OF STUDENT EDUCATION. HE VOLUNTEERS REGULARLY, SOME VERY STRONG HISTORY AND AT CURRENT RECORD THAT VOLUNTEERS WITH KIDS IN THE COMMUNITY. WE'RE JUST UNBELIEVABLY HAPPY TO HAVE BOTH OF THESE GENTLEMEN ON OUR TEAM AND WE REALLY THINK WE'RE GOING BE GOING REALLY GREAT PLACES IN THE NEAR FUTURE. IF YOU AREN'T FAMILIAR, OUR OFFICE IS AT THE TOP OF THE CELL UPSTAIRS HERE. PLEASE IF YOU'RE AROUND AND YOU HAVEN'T HAD AN OPPORTUNITY TO CHAT, POP IN AND INTRODUCE YOURSELF AND THE PASSION FOR EDUCATION FOR KIDS WILL SHINE THROUGH IN ABOUT 30 SECONDS OF CONVERSATION. EITHER OF THESE FINE GENTS. AGAIN, WE JUST LOOK FORWARD TO GREAT THINGS AND CONTINUING TO SUPPORT THE SCHOOL DISTRICTS. JASON, JACK WOULD YOU LIKE TO SAY HELLO? [LAUGHTER]. >> CHAIRMAN, BOARD AND OF COURSE, THE COUNCIL THANK YOU SO MUCH FOR THE OPPORTUNITY TO BE A PART OF THE FUND AND TO SUPPORT THE SCHOOL DISTRICT. I KNOW I CAN SPEAK FOR MYSELF AND JACK SAYING WE'RE VERY HONORED AND APPRECIATIVE AND EXCITED TO GET GOING IN SUPPORT OF STUDENTS AND TEACHERS. >> EXCELLENT. WELL, THANK YOU. I KNOW YOU HAVE A VERY TIGHT AGENDA TONIGHT, SO THANK YOU SO MUCH FOR YOUR TIME. >> THANK YOU. [APPLAUSE]. >> OKAY. WE HAVE TWO ITEMS TO GO. [D. Reports and Items for Discussion] >> THANK YOU, CHAIR AND TRUSTEES. [00:40:01] THIS IS OUR LAST MEETING, I BELIEVE. ONCE YOU GET THAT POSTER THAT WE HUNG UP AROUND THE HIGH SCHOOL AND SOME AROUND THE MIDDLE SCHOOL, IF YOU WANT TO SCAN IT WITH YOUR PHONE, YOU CAN, YOU'LL SEE THE LIVE WEBSITE DATABASE THAT'S ON AND IT'LL BE ONLINE TOMORROW, ACCESSIBLE THROUGH THE HIGH-SCHOOL STUDENT RESOURCES PAGE AND THE DISTRICT STUDENT RESOURCES PAGE. I'VE TALKED TO CHARLOTTE TO SOLVE THAT IN DISTRICTS SECURITY ISSUE. IT WAS ACCESSIBLE ONLY THROUGH THAT AND NOT THROUGH THE WORLDWIDE WEB, SO ONLY STUDENTS WILL REALLY BE SEEING IT AND THEN MAKING SURE THE LEGAL LANGUAGE IS CORRECT ON THE CONSENT FORM FOR OUR MENTORS. THAT IN DISTRICT SECURITY ISSUE IS SOLVED AND WE'RE LIVE TOMORROW. >> AWESOME. >> EVEN THE MAIN GOAL OF THIS COURSE WAS TO EXPOSE STUDENTS OF THIS NEW RESOURCE. WE MET WITH PRINCIPAL WALTER AND DR. CHRIS TO DISCUSS THE BEST MEANS TO EXPOSE STUDENTS TO THE WEBSITE. WE MADE A PLETHORA OF POSTERS. THESE ARE OUR TWO BEST ONES, BUT OTHER OPTIONS TOO, AND HUNG THESE OUT THROUGHOUT THE SCHOOL AND MIDDLE SCHOOL. STUDENTS CAN USE THEIR PHONES TO SCAN THE BARCODE AND ACCESS THE WEBSITE, BUT ALSO STARTING TOMORROW, ALSO THROUGH THE TCSD HOMEPAGE AS WELL. WE'RE JUST REALLY EXCITED THAT WE'VE COMPLETED THIS DATABASE. IT'S A GREAT OPPORTUNITY FOR STUDENTS, MORE SPECIFICALLY, MIDDLE SCHOOL AND HIGH SCHOOLERS TO REACH OUT AND CONNECT TO MENTORS. BUT BECAUSE IT'S ONLINE AND FOREVER LASTING, CURRENT LOWER SCHOOL STUDENTS WILL ONE DAY BE ABLE TO ACCESS THE SAME RESOURCE. ALL THE MENTORS ON OUR DATABASE ESSENTIALLY VOLUNTEERED THEIR TIME TO BE A PART OF THIS. THEY WANT STUDENTS TO REACH OUT TO THEM AND THAT'S REALLY AN EXCITING EXPERIENCE FOR EVERYBODY AND INCREASES A SENSE OF COMMUNITY THROUGH THIS WEBSITE. I HAVE A QUESTION. DR. CHRIS, NEXT WEEK, BETSY AND I ARE GOING TO INTERVIEW THE STUDENTS SCHOOL BOARD MEMBERS FOR NEXT YEAR. DO YOU KNOW HOW MANY CANDIDATES WE HAVE? BECAUSE I'M TRYING TO FIGURE OUT A WAY BECAUSE TIMING JUST DOESN'T WORK FOR US TO BE ABLE TO INTERVIEW THEM AND THE BOARD APPROVE THEM, AND HAVE THESE FOLKS MEET WITH THEM TO SEE IF THERE'S WORK THAT THEY CAN CONTINUE ON. IS THERE A WAY THAT WE CAN GET THOSE FOUR CANDIDATES TOGETHER AROUND THAT INTERVIEW TIME SO THESE GUYS CAN COME AND GIVE THEM A PEP TALK AND MAYBE HELP THEM TO CONTINUE ON THE PROJECT NEXT YEAR IF THEY'RE PICKED? [INAUDIBLE] THAT WOULD BE GREAT. [INAUDIBLE]. THAT WOULD BE GREAT. BECAUSE I KNOW I'M WITH YOU. I WOULD CERTAINLY LIKE SOMEBODY TO CONTINUE TO SHEPHERD THIS FORWARD BECAUSE YOU GUYS HAVE DONE AN AWESOME JOB. ANY OTHER THOUGHTS? I THINK IT'S GREAT AND I LOVED THAT YOU HAD SEEN IT ALL THE WAY TO [INAUDIBLE] [BACKGROUND] [LAUGHTER] WE WANT TO THANK YOU ALL FOR ALL THE HARD WORK YOU DID THIS YEAR AND SUCCESS AS YOU'RE MOVING FORWARD INTO COLLEGE. HOPE TO HEAR BACK FROM YOU. [LAUGHTER] TREASURER, YOU WANT TO SAY ANYTHING BEFORE CHRISTIAN [INAUDIBLE]? NO, I'M GOOD. CHRISTIAN SEEMS REALLY READY TO GO. [LAUGHTER] I GUESS I JUST WANT TO SHARE ONE THING WITH YOU ALL. THANK YOU, MR. CHAIR. YOU SEE HERE IS THE 2023 DRAFT BUDGET. THIS IS A VERY PRELIMINARY BUDGET. THERE'S STILL A LOT OF WORK TO DO ON IT, BUT CHRISTIAN HAS PROVIDED IT TO US. WE ARE NOT GOING TO GO THROUGH THIS TONIGHT. THIS IS HERE FOR YOU ALL TO REVIEW. CHRISTIAN WILL TOUCH BRIEFLY ON A COUPLE OF THINGS, BUT IF YOU HAVE ANY COMMENTS OR QUESTIONS, PLEASE EITHER GET WITH CHRISTIAN OR THE FINANCE COMMITTEE, AND I'LL BE HAPPY TO TRY AND ANSWER THEM. THIS BUDGET IS BASED UPON THE COMP PACKAGE THAT WE WOULD APPROVE TONIGHT. IF THAT COMP PACKAGE CHANGES, THEN CHRISTIAN GOES BACK AND REDOES PART OF THE BUDGET. NO PRESSURE. [OVERLAPPING] [LAUGHTER] IF YOU'LL GO TO PAGE 21 OF THE BUDGET. I'LL TOUCH BRIEFLY ON WHAT MAJOR CHANGES WOULD HAPPEN IF [00:45:01] WE WERE TO MAKE CHANGES TO THE COMP PACKAGE. EVERY YEAR WE LOOK AT OUR TOTAL GENERAL FUND REVENUES AND BUDGET. IN THE PAST, WE'VE BEEN REALLY CONSERVATIVE IN BUDGETING OUR FOUNDATION GUARANTEE AND OUR TOTAL REVENUES OFTEN EXCEED THAT. AS WE SEE SOME OF THE INCREASE IN TAXES AND INCREASE IN OTHER SOURCES OF REVENUE, THE VARIANCE BETWEEN OUR FOUNDATION GUARANTEE AND OUR TOTAL REVENUES DOES INCREASE. SOME OF THE MAJOR AREAS FOR THIS ACTUALLY, IF YOU'LL GO TO THE TOP OF THE PAGE BEFORE THIS. A COUPLE OF THE LINES ARE YOU CAN SEE THE SECOND LINE HERE IS THE SPECIAL TAX VEHICLE FEES. THEY'RE ASSOCIATED WITH THE 25 MILLS, BUT NOT ACTUALLY INCLUDED IN THE 25 MILLS. WHEN WE'RE BUDGETING, WE USE A DOCUMENT THAT THE WDE SUPPLIES. THESE AREN'T PART OF THAT PROCESS. IF WE RECEIVE A LOT OF REVENUE IN THIS LINE, THAT'S NOT BUDGETED, THEN THAT GETS PILED INTO THE RECAPTURE FOR THE NEXT YEAR. AS I WAS PUTTING TOGETHER OUR 100 AND THE FINAL VERSION OF THIS REPORT FOR WDE ISN'T DUE TO THEM UNTIL AUGUST, BUT THEY HAVEN'T PUBLISHED THE FINAL VERSION. WE'RE STILL VERY MUCH FACING ALL OF THESE NUMBERS ON ESTIMATES. IF YOU'LL GO DOWN A LITTLE BIT ON THIS PAGE, WHEN I ACTUALLY STARTED PUTTING IN OUR ACTUAL COLLECTION OF REVENUES OR WHAT I THINK THEY'RE GOING TO BE BY THE END OF THE YEAR, OUR RECAPTURE ACTUALLY WENT FROM 46 MILLION TO 52 MILLION. NOW, DEPENDING ON HOW OUR ACTUAL REVENUES FEED IN BEFORE JUNE 30TH, THAT NUMBER CAN EBB AND FLOW. THEN AS YOU ALL KNOW, THAT NUMBER IS SOMEWHAT FINAL WHEN I SUBMIT THE REPORT IN AUGUST, BUT ACTUALLY ISN'T FINALIZED UNTIL MARCH OF 2023. THAT'S WHEN WDE GETS THROUGH. SO IT CAN CHANGE THROUGHOUT THE YEAR. I JUST WANT TO MAKE SURE THAT WE'RE ALL ON THE SAME PAGE. GO TO THE NEXT PAGE. TO BE SAFE, AS PEOPLE ARE ASKING US WHAT ARE RECAPTURES, WE SHOULD SAY, IT'S BETWEEN 46-52? YES, WE WILL HAVE A BETTER NUMBER AS WE MOVE THROUGH CLOSING THE YEAR. WE'LL HAVE A PRETTY SOLID NUMBER BY THE TIME WE APPROVE THE BUDGET IN JULY. AS YOU CAN SEE, IT REALLY DEPENDS ON WHAT NOW OUR ACTUAL COLLECTIONS FOR THIS YEAR ARE. THAT'S HOW THE NUMBER WILL CHANGE. BASICALLY, IF WE COLLECT MORE REVENUE THAN WE ANTICIPATED LAST YEAR, THAT NUMBER WILL GO HIGHER. IF WE DON'T, IT COMES DOWN. WHY DO YOU THINK FINES ARE GOING TO GO DOWN NEXT YEAR? BECAUSE GILLIAN WON'T BE DRIVING THIS MONTH. [LAUGHTER] I HAVE AN EXCELLENT REPORT. [LAUGHTER] I WASN'T GOING TO SAY ANYTHING. JANINE ALSO. [LAUGHTER] >> YOU ASKED FOR THAT ONE. [LAUGHTER] >> I'M NOT ANTICIPATING THAT THE FUNDS WILL GO DOWN, GO BACK UP, A LITTLE BIT TO THE TOP OF THAT PAGE, WE'LL JUST GO BACK TO THAT QUICKLY. JUST THE BUDGET IS CHANGING, AND I'M JUST BASING THIS ON THIS YEAR'S ACTUALS. THIS IS THIS YEAR'S ACTUALS. [BACKGROUND] THIS IS PROBABLY GOING TO INCREASE FUNDING. FOR NOW I'M TRYING TO BE AS CONSERVATIVE AS POSSIBLE. OKAY, GO. NOW TALK ABOUT HIM. THE SUMMARY, I'M SORRY ABOUT THAT. >> I DO HAVE ONE THAT I WONDER WHY IT'S GONE TO NOTHING. BECAUSE A WHILE BACK, WE USED TO GET ABOUT $3,200 A YEAR FOR TAYLOR GRAZING AND FOCUSING MORE AFRICANA, THE WHOLE STATE LANDS OR WHATEVER. WHY ARE WE NOT GETTING ANYTHING FROM THAT ANYMORE? >> I'D HAVE TO DIG INTO THAT A LITTLE BIT. I THINK THAT'S MONEY THAT'S FORWARDED FROM THE COUNTY. I HAVEN'T ACTUALLY ASKED THE QUESTION. AS LONG AS I'VE BEEN HERE, IT'S BEEN AROUND $190. I CAN DEFINITELY ASK THE QUESTION. >> I'M JUST CURIOUS. >> WE DID GET THAT 52 MILLION UP. >>[LAUGHTER]. >> THE 3200 REALLY [LAUGHTER] [OVERLAPPING] MAKES A DIFFERENCE. >> THOSE ARE FEDERAL GRAZING LEASES, AND THERE'S ALMOST NO FEDERAL GRAZE LEASES LEFT OUT. THEY'VE BEEN RETIRED, THERE'S A FEW IN THE GROVE ON, [00:50:01] BUT THAT'S ABOUT IT. USED TO BE A LOT MORE FEDERAL BASIC LEASES. >> THANK YOU FOR THAT. YOU CAN SEE OUR TOTAL ANTICIPATED REVENUES ARE FIFTY-SEVEN MILLION, TWO HUNDRED SIXTY-THREE. I DO EXPECT THAT NUMBER TO MOVE A LITTLE BIT BEFORE WE GET TO THE FINAL IN JULY, DEPENDING ON WHAT WE COLLECT BEFORE THE END OF THE YEAR. IF YOU'LL GO TO THE EXPENDITURES PAGE, WHICH IS TWO PAGES DOWN. THAT'S THE NUMBER THAT WE REALLY LOOK AT WHEN WE'RE LOOKING AT WHAT SHOULD OUR BUDGET BE? AS WE DISCUSSED WHEN WE WERE PREVIEWING THE COMPENSATION PACKAGE, YOU CAN SEE FOR SALARIES AND BENEFITS, THE SOLID NUMBER WE TALKED ABOUT 2.4 MILLION. IT WAS 2.4 MILLION AND IT CHANGED. NOW THAT WE HAVE GONE THROUGH THIS PROCESS, IT'S ACTUALLY ABOUT 2.5 MILLION FOR THE RCA ADJUSTMENTS. THAT DID INCREASE ABOUT A HUNDRED THOUSAND DOLLARS FROM THE INITIAL NUMBERS I GAVE YOU. WE HAVE A COUPLE OF OTHER LINES THAT WE DO NEED TO INCREASE SOME OF THE BUDGETS MAINTENANCE. DEANNA AND CHARLOTTE, AND THE FACILITIES TEAM HAS DONE A TREMENDOUS AMOUNT OF WORK ON BRINGING OUR BUILDINGS UP TO PAR, BUT WE STILL HAVE QUITE A BIT OF WORK. AS WE SEE, PRICING INCREASE AND JUST THE COST OF PARTS, WE DO NEED TO INCREASE THE FACILITIES LINE AS WELL AS SOME OF THESE OTHERS. A LOT OF IT HAS TO DO WITH SUPPLY CHAIN, A LOT OF IT HAS TO DO WITH INFLATION. THEN SOME OF IT, ESPECIALLY IN THE FACILITIES LINE IS, WE'RE DOING A REALLY GOOD JOB AT MAINTAINING OUR BUILDINGS AND IT COSTS MONEY TO DO THAT. GO TO THE BOTTOM. [BACKGROUND] YOU CAN SEE OUR TOTAL EXPENDITURE IS 59,000,600, WHICH IS RIGHT IN LINE WITH THAT $2.5 MILLION COMING OUT OF CASH RESERVES FOR THE RCA ADJUSTMENT TO THE COMPENSATION PACKAGE. AS YOU LOOK THROUGH THIS BUDGET, I HAVEN'T EVEN UPDATED ANY OF THE GRANTS PAGES BECAUSE IT REALLY ISN'T WORKING UNTIL WE CLOSE THE YEAR. IN JUNE THOSE WILL BE UPDATED, BUT EVERYTHING ELSE IS UPDATED. IF YOU HAVE ANY QUESTIONS, I'M HAPPY TO ANSWER. >> [INAUDIBLE] >> TRUSTEE KRISTIN, SO THE YELLOW MARKS INDICATE THINGS THAT ARE. >> INCREASING. >> THAT ARE INCREASING. >> INCREASING. >> THANK YOU. >> TRUSTEE [INAUDIBLE] >> JUST AS A PROCESS THING. AS WE'RE GOING THROUGH THIS, WE RECEIVED AN EXTERNAL COST ADJUSTMENT FOR MATERIALS AND FOR UTILITIES. CAN WE MAKE SURE THAT WHEN WE GET TO THE FINAL VERSION, THAT WE HIGHLIGHT THOSE LINES ONLY BECAUSE WHEN SOMEBODY PICKS IT UP, AND LOOKS QUICKLY AT IT, I WANT TO BE ABLE TO SHOW THAT THE ISSUED ADJUSTMENT THEY GAVE US WASN'T ADEQUATE TO BE ABLE TO FUND THE INCREASE FROM 2022 TO 2023. JUST AS A FINAL BUDGET. >> ABSOLUTELY. I CAN DEFINITELY. ESPECIALLY ON THE UTILITIES LINE, THE FUNDING THAT WE RECEIVED FOR UTILITIES IS NOT CLOSE TO WHAT OUR ACTUALS. WE'RE STILL OFF BY $150,000-$200,000 A YEAR, SO I CAN ADD SOME INFORMATION AROUND THAT. >> ANYBODY ELSE? THANK YOU. [BACKGROUND]. >> THAT'S IT. >> DISRUPT THE JOE BOWL LAST NIGHT. THOSE THAT DON'T KNOW, JOE IS MOVING ON FROM US. HE IS LEAVING FOURTH GREEN, HE IS GOING TO THE BIG D DOWN TO THE PARK CITY. IT'S VERY SAD, THE FORCE IS GOING TO SEND US SOMEONE ELSE, CORRECT? >> THERE ARE A FEW OPTIONS. FIRST, WE CAN SEND ANOTHER STAFF. DISTRICT STAFF IS ALSO EXPLORING A MORE LOCAL OPTION. >> JOE, YOU DID A GREAT JOB. WE REALLY APPRECIATE YOU STAYING ON TOP OF EVERYTHING. IT WAS A TOUGH PROJECT AND WE CERTAINLY WISH YOU WELL IN PARK CITY. IT WAS TOUGH HERE, YOU BROKE YOUR LEG RIGHT IN THE MIDDLE OF ALL THAT. BUT WHY DON'T YOU TELL US HOW GREAT THE VESTIBULE TURNED OUT? HOW CLOSE WE ARE TO BEING DONE WITH THE REST? >> SURE. >>GOOD EVENING. [FOREIGN] FOR THE EXPERIMENTAL SCHOOL [INAUDIBLE] TRUSTEES. [LAUGHTER] FOR THE VESTIBULE TO ANSWER THE EARLIER QUESTION, IT IS SUBSTANTIALLY COMPLETE. THAT BEING SAID, THEY'RE STILL WORKING ON THE PUNCH LIST TOWARDS FINAL COMPLETION. THEY ARE INTUITIVE AND DESIGNATIONS, BUT IT'S SUBSTANTIALLY COMPLETE FOR LATER IN YOUR AGENDA. [00:55:03] >> JUST TO BE CLEAR, WE APPROVE THE SUBSTANTIAL COMPLETION NIGHT, SO THEN YOU CAN DO YOUR 41-DAY ADVERTISEMENT. ARE YOU GUYS DOING RETAINAGE ON IT? OR ARE YOU WAITING TILL THE WHOLE PROJECT'S DONE TO DO IT? >> THEY'RE REQUESTING ROUTINE RELEASE AFTER SUBSTANTIAL COMPLETION. THAT BEING SAID, WE DO HAVE THE ABILITY TO WITHHOLD RETAINAGE UNTIL THEY GET FINAL COMPLETION, IF THEY DON'T MAKE IT FOR WHATEVER REASON IN THOSE 40 DAYS. THE REST OF THE PROJECT, THE ADDITION IS GOING WELL. THERE'S CARPET IN THREE OUT OF FOUR OF THE CLASSROOMS, WHICH HAPPENED END OF [INAUDIBLE]. THERE ARE NOT PICTURES OF IT IN YOUR REPORT, BUT IT HAS CONTINUED TO PROGRESS AND CEILINGS SHOULD START GOING IN NEXT WEEK. THE EXTERIOR SIGHTING SUBCONTRACTORS WILL BE BACK ON SITE NEXT WEEK TOO. NEXT WEEK SHOULD SEE A LOT OF CHANGES IN LOOKS ON BOTH THE INTERIOR AND EXTERIOR OF THE EDITION. ON THE REPORT SIDE, WE ARE LOOKING AT 84 PERCENT CONTRACT COMPLETE AND 77 PERCENT SCHEDULE. AS I'VE SAID BEFORE, MOST STANDARD PROJECTS, THOSE LINE UP PRETTY WELL. THIS PROJECT BEING A PHASED PROJECT IS A LOT HARDER TO TRACK THAT WAY, BUT THEY ARE ON SCHEDULE FOR THE ADDITION, AND I LOOK TO START THE DINING DEMO PORTION RIGHT AFTER ITS SLEEVES. GO DOWN TO THE NEXT PAGE. THERE HAVE BEEN NO NEW CHANGE ORDERS. THERE ARE A COUPLE OF PROPOSAL REQUESTS OUTSTANDING, IF YOU SCROLL DOWN A LITTLE BIT MORE. THE CHANGE ORDER 24 AND 25 ARE NEW AND ADDING S FOR THE VESTIBULE SIGNAGE FOR THE REQUEST OF THE OFFICE AND MODIFYING THE KITCHEN BACKSPLASH TO RECEIVE THE NEW SCULLERY ROLLING DOOR. THEN NEXT PAGE IS PROGRESS WHICH I JUST WENT OVER AND LIKE I SAID, COME ALONG AND VISUALLY IT'S REALLY PROGRESSING CARPET AND WALL BASE AND THE CEILING GOING IN, IT REALLY ADDS TO THE LOOK OF A LOT OF PROGRESSION ALL AT ONCE. THE NEXT PAGE IS JUST PICTURES. IT'S TIME FOR ANY OTHER QUESTIONS. >> DO YOU THINK THEY'LL REALLY NEED THROUGH ALL THIS IF THEY CAN JUST KNOCK OUT THOSE WALLS ONCE SCHOOL ENDS? IT LOOKS LIKE THE CLASSROOMS ARE ALMOST DONE. >> SURE. THANK YOU, MR. CHAIR. I THINK THEY COULD HAVE THE ABILITY TO FINISH EARLY IF THEY CAN GET THE LABOR FORCE WHICH IS THE BIGGEST STRUGGLE RIGHT NOW. >> THEY LOOK LIKE THEY'RE MANUFACTURING LOOKS GREAT WHEN WE WERE ALL THERE THE OTHER DAY FOR THE VESTIBULE THAT WAS VARYING. >> DID THEY EVER GET THE THING UP ABOVE THE DINING? IT WAS THOSE, I DON'T KNOW WHAT [INAUDIBLE] CALL THEM, BUT THEY WERE EMPTY. >> THE KITCHEN PORTAL. >> YEAH. >> A FEW COVERS WITH CONVERSATION WITH STAFF WE'RE WAITING TO, I BELIEVE DO THAT UNTIL SCHOOL IS OUT AS WELL JUST TO NOT INTERRUPT ANY SCHOOL OPERATIONS. >> OKAY, ANY QUESTION FOR JOE? TRACY, QUESTION. >> THIS MIGHT BE A DUMB QUESTION MR. CHAIR, BUT DOES THE DINING ROOM EXPANSION REQUIRE ANY GLASS? >> NO, IT DOES NOT. >> THAT'S NOT A GOOD QUESTION. >> SORRY. DO YOU WANT STOREFRONT SOMEWHERE TO THE NEW STOREFRONT SOUTH FRIEND, BUT THOSE HAVE BEEN ORDERED ARE IN A GOOD POSITION. TRUSTEE ME. >> MR. CHAIR, JOE, I MAY HAVE MISUNDERSTOOD YOU, BUT YOU SAID THAT THE CONTRACT THAT I WAS ASKING FOR RELEASE OF RETAINAGE AFTER SUBSTANTIAL COMPLETION, ARE YOU GOING TO DO THAT? >> THEY WILL ASK FOR RETAINAGE RELEASES AT THEIR FINAL COMPLETION. THE SUBSTANTIAL COMPLETION IS JUST A TRIGGER FOR THE ADVERTISEMENT OF THE RELEASE OF RETAINAGE. >> IT'S JUST PERTAINMENT ON THE SECURITY INVESTED. >> CORRECT. >> DONE ON THE CLASSROOMS BECAUSE YOU'LL DO IT IN DIFFERENT SUBSTANTIAL AND A DIFFERENT FINAL WHEN YOU GET TO THOSE, OKAY. >> GREAT. I MISUNDERSTOOD. THANK YOU. >> WELCOME. ALL RIGHT. ANY OTHER QUESTIONS? WELL, JOE WE'RE REALLY GOING TO MISS YOU. THANK YOU FOR ALL YOUR HARD WORK FOR US. I REALLY APPRECIATE IT. >> WELCOME. >> [INAUDIBLE] >> THANK YOU. WE'RE UP TO ACTION ITEMS. [01:00:03] WHY DON'T WE TAKE A FIVE-MINUTE BREAK AND COME BACK AND WE'LL GET RIGHT INTO ALL OUR ACTION ITEMS? [E. Action Items] >> [INAUDIBLE] [01:05:59] >> [BACKGROUND] >> EVERYBODY SHOULD APPLY [INAUDIBLE] . [NOISE] >> WELCOME BACK AND WE ARE UP TO ACTION ITEM NUMBER 1 WHICH IS THE EPISODIC 23 COMPENSATION PACKAGE. WE WENT THROUGH THIS LAST MEETING IN DETAIL, BUT KRISTIN, DID YOU HAVE ANYTHING TO ADD FROM OUR LAST MEETING? >> CAN I ADD SOMETHING TOO? [BACKGROUND] MR. CHAIR, MEMBERS OF THE TRUSTEES OF THE SCHOOL BOARD THIS HAS DONE A REALLY TOUGH ONE FOR US. IT JUST DOESN'T ALL FIT IN THE BOX. THERE HAVE BEEN SEVERAL THINGS THAT HAVE HAPPENED. AS YOU KNOW, FIRST OF ALL, WE'RE BEING FUNDED AT A RCA OF 162 PERCENT. WE KNOW THAT THAT FUNDING SHOULD BE 165 PERCENT AND THE REALITY OF THE LAST QUARTER WAS 168 PERCENT, AND SO YOU COUPLE THAT WITH AN 8 PERCENT INCREASE IN HEALTH INSURANCE PREMIUMS. I THINK ALL OF US IN OUR HEART, WANT TO DO EVERYTHING FOR ALL OF OUR STAFF, BUT IT'S NOT POSSIBLE. THANK YOU TO TRUSTEE SCARLET FOR BRINGING THIS FORWARD, FRONT-LOADING THE RCA REALLY PROVIDES OUR STAFF WITH A COUPLE OF THINGS. A, IT PROVIDES THEM WITH SOME IMMEDIATE RELIEF FROM SOME OF THE HYPERINFLATION THAT WE'RE SEEING BY ACTUALLY WALKING ONTO THE PAYCHECKS NEXT YEAR, AS WELL AS IT FEEDS THE THREE-YEAR AVERAGE FOR THEIR RETIREMENT AS THEY GOING TO RETIREMENT. WHEREAS IT CERTAINLY IS NOT VIEWED BY ALL AS THE PERFECT SOLUTION, AS THE FINANCE COMMITTEE, WE FELT THAT THIS WAS THE BEST SOLUTION WE COULD COME UP WITH. THANK YOU [INAUDIBLE]. >> THANK YOU. THE ONLY CHANGES SINCE THE LAST TIME WE REVIEWED THE COMPENSATION PACKAGE, WE'RE ON PAGE 7. BASED ON A LOT OF FEEDBACK THAT WE'VE RECEIVED BETWEEN THAT MEETING AND THIS MEETING, WE ADJUSTED THE PTO DAYS FOR THE 12-MONTH EMPLOYEES. SOMETHING THAT WAS BROUGHT TO OUR ATTENTION WAS THAT THE REDUCTION, WHICH WAS MUCH MORE SIGNIFICANT AS A PERCENTAGE OF DAYS FOR THE 12-MONTH EMPLOYEES THAN FOR THE 10-MONTH EMPLOYEES. WE HAVE ADJUSTED THOSE FROM THE 238 EMPLOYEES FROM 17 DAYS TO 20 DAYS AND FOR THE 260 EMPLOYEES, FROM 25 DAYS TO 28 DAYS. THAT'S A REDUCTION OF 17 PERCENT FOR ALL EMPLOYEE GROUPS OF PTO DAYS. THEN WE REFINED THE LANGUAGE IN THE NEXT PARAGRAPH UP TO 75 UNUSED PTO DAYS ARE PAID UPON RETIREMENT OR RESIGNATION. THAT LANGUAGE IN THAT PARAGRAPH WASN'T QUITE CLEAR. WE HAVE EDITED THAT, >> I WAS CONFUSED, I'M SORRY. YOU SAID WE'RE GOING FROM 17 DAYS TO 20 DAYS FOR ADDING PTO DAYS? >> NO, THE ORIGINAL AMOUNT OF DAYS WAS 24 DAYS. IN THE ORIGINAL PROPOSAL, WE PROPOSED TO REDUCE SPACE SEVEN DAYS FOR 213 [OVERLAPPING]. >> WITH 24 TO 17, NOW YOU'RE BACK TO TWENTY. >> YES. >> THE 28 WAS ORIGINALLY WHAT? >> THIRTY-FOUR. >> THIRTY-FOUR YOU WENT DOWN TO? >> WE WENT DOWN TO 25 [OVERLAPPING] AND NOW WE'RE BACK TO 28. >> BUT WE DIDN'T TINKER WITH THE 12 TO 10 FOR THE 10-MONTH. >> WE DIDN'T. >> THEN THERE WAS SOMEBODY THAT HAS SENT US AN EMAIL, ONE OF THE TEACHERS, THERE WAS JUST A TYPO SOMEWHERE. DID YOU CATCH THAT WHERE THAT WAS? [01:10:01] [OVERLAPPING] BRING BACK THAT THING. >> YES, I DID MAKE THE CHANGE, I CAN'T REMEMBER WHERE. [OVERLAPPING] >> I DON'T KNOW, I JUST REMEMBERED SOMEONE PUT [LAUGHTER] AN ALIBI. THANK YOU AND KEEP GOING. I'M SORRY, I WAS CONFUSED. >> THAT'S IT. >> THAT WAS IT. ANY QUESTIONS FOR KRISTIN? WE'LL OPEN IT UP TO PUBLIC COMMENT. ANY PUBLIC COMMENT IN THE ROOM ON THE ADOPTION OF THE COMPENSATION PLAN? ANY COMMENT? ANY COMMENT ONLINE? IF YOU'RE ONLINE, YOU COULD RAISE YOUR VIRTUAL HAND, WE WILL CALL ON YOU. WE'LL GIVE YOU A MOMENT TO FIND THAT VIRTUAL HAND. NOBODY? WE WILL GO AHEAD AND CLOSE PUBLIC COMMENT. I WOULD ENTERTAIN A MOTION TO APPROVE AND THEN WE'LL HAVE SOME DISCUSSION. >> MR. CHAIRMAN [OVERLAPPING] I'D LOVE TO APPROVE THE FISCAL YEAR 23 COMPENSATION PACKAGE AS PRESENTED. >> I SECOND THAT. >> THE MOVE TO SECONDED TO APPROVE THE FY23 COMPENSATION PACKAGE. I'LL OPEN IT UP TO DISCUSSION BY THE BOARD. ANY DISCUSSION. [OVERLAPPING] >> I'D LIKE TO TALK ABOUT THE PTO REDUCTION A LITTLE BIT BECAUSE WE'VE GOTTEN A LOT OF FEEDBACK ON [NOISE] I KNOW THERE ARE SOME CHANGES BASED ON SOME OF THAT FEEDBACK. ONE THING I NOTICED THAT WE HAVE FIVE ADDITIONAL PTO DAYS TO JUST 12-MONTH EMPLOYEES WITH 10 YEARS OF SERVICE. I KNOW RETENTION IS SOMETHING THAT'S IMPORTANT FOR ANY BUSINESS, ESPECIALLY THE SCHOOL DISTRICT. I'M WONDERING IF WE COULD ADD ANOTHER LAYER TO GIVE BONUS PTO DAYS AFTER FIVE YEARS OF SERVICE FOR ALL EMPLOYEES, NOT JUST 12 MONTH IMMEDIATE [OVERLAPPING] >> WALK ME THROUGH THAT AGAIN, I DIDN'T FOLLOW. >> RIGHT NOW IT JUST SAYS WE'LL BE GRANTED THE 12-MONTH EMPLOYEES WITH 10 YEARS OF SERVICE. MAYBE TO RESPOND TO SOME [INAUDIBLE] AND START REDUCING THE PTO TO INCLUDE AN INCENTIVE TO STAY WITH THE DISTRICT. I KNOW IT'S NOT MONEY, BUT IT IS SOME SORT OF AN INCENTIVE TO GIVE ADDITIONAL PTO DAYS AT FIVE YEARS OF SERVICE, WHICH USED TO BE A POLICY A WHILE AGO, THE WAY I UNDERSTAND. [OVERLAPPING] >> IT WAS OLD. [OVERLAPPING] >> GOTTEN YOUR 11TH CONTRACT HERE WAS WHEN YOU WOULD GET TWO ADDITIONAL PERSONAL DAYS AND THAT ACTUALLY ROLLS BACK TO SOMETHING WHEN THE DISTRICT BUDGET WAS FROZEN AND THERE WERE NO RAISES AT ALL. THAT WAS SOMETHING THAT THEY DID FOR THEIR LONG-TERM EMPLOYEES. IS IT OKAY? WELL, WE CAN'T GIVE YOU ANY INCREASE IN PAY THIS YEAR, BUT WE WILL PUT THIS INTO THE PACKAGE THAT ONCE YOU HIT YOUR 11TH CONTRACT AND BEYOND, YOU GET TWO ADDITIONAL PERSONAL DAYS. >> TRUSTEE ZONE, JUST PROCEDURAL-WISE IT GOES ON THE FLOOR SO IF YOU WANT TO OR ANYONE WANTS TO MAKE ANY AMENDMENTS, WE COULD ENTERTAIN AMENDMENTS TO MAIN MOTION AND VOTE ON AMENDMENTS. IF YOU WISH TO MAKE ANY AMENDMENT MOTIONS, WE CERTAINLY WOULD ENTERTAIN THOSE, THAT'S THE TRUSTEE TEST. >> THANK YOU, MR. CHAIR. JIM THE OTHER THING THAT HITS ME IS ALL THE WORK THAT GILLIAN AND KRISTIN HAVE DONE, DOESN'T SHOW THAT THIS IS A RETENTION TOOL AND OUR GOAL SHOULD BE TO KEEP TEACHERS IN FOR OUR KIDS. I PERSONALLY WOULD BE OPPOSED TO ADDING ANY MORE DAYS BACK DOWN TO [NOISE] [INAUDIBLE]. >> KRISTIE AND CARLA. >> [NOISE] JUST THINKING ABOUT THIS IS SOME OF THE COMMENTS THAT WE GOT. ONE OF THE COMMENTS WAS THAT WHEN WE WENT TO PTO, WHICH I WAS SUPPORTIVE OF, BUT THAT HAS A FEELING OF USE IT OR LOSE IT. REALLY, IN THE PAST IT WAS X AMOUNT OF SICK DAYS, SO LET'S JUST SAY [OVERLAPPING] EIGHT SICK DAYS AND TWO PERSONAL DAYS. THERE WAS ONE COMMENT THAT SAID THAT THERE IS THIS PERSPECTIVE THAT IT'S PERSONAL TIME OFF. YOU NEED TO USE IT WHERE I KNOW FROM EXPERIENCE AS A YOUNG TEACHER, [01:15:02] YOU DO GET SICK A LOT WHEN YOU'RE FIRST IN THE FIELD. YOU DO NEED THOSE SICK DAYS, THAT'S JUST FACTS. BUT I ALSO BELIEVE THAT IF YOUR BROTHER IS GETTING MARRIED IN THE MIDDLE OF FEBRUARY, THAT YOU SHOULD BE ABLE TO GO TO THAT WEDDING AND ENJOY IT TO ITS FULLEST. I WANT PEOPLE TO HAVE THE FLEXIBILITY OF HAVING PTO FOR THOSE KINDS OF SITUATIONS, AT SOME POINT THE CULTURE CAN'T BE, OH I'VE GOT 10 DAYS TO TAKE OFF THROUGH THE YEAR. BECAUSE THERE IS A LOT OF TIME OFF AND YOU DO NEED TO BE ABLE TO TAKE TIME OFF WHEN YOU'RE SICK AND WHEN THERE'S A SPECIAL OCCASION. BUT IN GENERAL, THE IDEA IS THAT PEOPLE ARE IN THE CLASSROOM. [BACKGROUND] THERE ARE THINGS THAT HAPPEN, BUT IT'S NOT A 'USE IT OR LOSE IT'. MY THING WAS IS THAT PEOPLE ARE GOING TO CALL IN SICK AND GO SKIING, THEN WE MIGHT AS WELL CALL PTO AND YOU JUST SCHEME THAT ONE DAY. THAT'S NOT THE END OF THE WORLD ON ONE BIG CLUB DAY, BUT NOT EVERY MONTH OR TWICE A MONTH [BACKGROUND]. THOSE ARE JUST MY THOUGHTS. >> NO, I AGREE WITH WHAT YOU'RE SAYING. WHEN WE SWITCHED FROM VACATION SICK, EVERYONE HAD THIS IDEA YOU HAVE THE TWO DAYS AND PEOPLE DID TRY. YOU TRIED TO USE YOUR TWO DAYS AS EXPEDITIOUSLY AS YOU COULD. THEN YOU HAD, ACTUALLY I THINK IT WAS 10 FOR ME, FOR SICK AND THOSE ARE YOUR SICK DAYS. WHEN I WENT TO THE PTO, YOU'RE RIGHT, EVERYONE'S LIKE, OH, NOW I HAVE THIS MANY DAYS. I SHOULD USE THESE THROUGHOUT THE ENTIRE YEAR. THEN TO US IT WAS LIKE, NOW YOU'RE SUPPOSED TO USE TWO OR THREE DAYS FOR YOUR PERSONAL STUFF AND THE REST. BUT WE DIDN'T SAY THAT, PERSONAL TIME OFF IS PERSONAL TIME OFF. THAT'S WHATEVER YOU WANT TO USE IT FOR. I TOTALLY AGREE WITH WHAT YOU'RE SAYING [NOISE] THERE CARLA. TRUSTEE BRUMSTED, YOU'VE EXPERIENCED ALL OF THIS. WHAT'S YOUR GUIDANCE ON THIS? >> I GUESS THINKING BACK ON IT, IN THE PREVIOUS SYSTEM WE HAD 10 SICK DAYS, TWO PERSONAL DAYS PER YEAR. IF YOU DID NOT USE YOUR TWO PERSONAL DAYS THE NEXT YEAR THEY ROLLED INTO SICK DAYS. WELL, THERE WERE TWO THOUGHTS, I THINK BACK ON PEOPLE I WORKED WITH. SOME PEOPLE WAS, I'M GOING TO TRY AND SAVE AS MUCH AS I CAN AND BUILD IT UP TO THE MAX FOR A HEDGE AGAINST, EVERYONE FORBIDS, SOUNDS MAJOR ISSUE. BUT THEN WE ALSO HAVE A LOT OF OUR TEACHERS HAVING KIDS AND BURNING UP WHAT WE GOT UP THE ONE MOTHER. BUT WE HAVE PEOPLE WHO ARE BURNING UP DAYS, NOT UNNECESSARILY BUT JUST BECAUSE THEY'RE HAVING A CHILD OR THEIR CHILD OR THEIR KIDS ARE SICK. NANCY AND I USED TO TRADE OFF WHEN THE KIDS WERE SICK, IT'D BE LIKE, I'LL USE THE DAY TODAY, YOU USE YOUR DAY TOMORROW, AND WE'LL JUST GO THROUGH IT. BUT AT THE SAME TIME, EVEN ON THE OLD SYSTEM, I REMEMBER ONE EMPLOYEE WHO WAS JUST LIKE, YOU KNOW WHAT? I'M GOING TO BE SICK ONE DAY A MONTH. OTHERWISE HE WAS A VERY HEALTHY INDIVIDUAL, VERY OUTDOORS AND[LAUGHTER] HEALTHY BUT ONE DAY A MONTH HE JUST FELT THAT THAT WAS HIS MENTAL HEALTH DAY AND HE WAS JUST GOING TO TAKE IT OFF. YOU'RE NEVER GOING TO CHANGE THE MENTALITY, IT'S JUST WHAT THAT INDIVIDUAL SEES. WHETHER WE LABEL AS A SICK DAY OR PTO DAY, INDIVIDUALS LOOK AT THAT TIME AND LOOK AT IT AS IT AFFECTS THEIR PERSONAL LIFE. WHAT DID THEY NEED IN THEIR LIFE IN TERMS OF THESE DAYS? DOES A PERSON NEED TO BURN EVERY DAY, EVERY YEAR? BECAUSE MAYBE THEY THINK, WELL, I'M ONLY GOING TO BE HERE A COUPLE OF YEARS, I CAN'T FIND HOUSING HERE AND SO I MAY AS WELL JUST GO THROUGH IT. OR IT'S SOMEBODY WHO'S HERE LONG-TERM AND THEY'RE LIKE, I NEED TO BUILD THESE UP, I WANT TO SAVE THEM, I WANT TO HAVE THAT TIME IF I SHOULD NEED IT FOR SOMETHING. IT'S ALWAYS BEEN THIS WAY, I DON'T THINK THERE'S ANYTHING THAT WE CAN DO. ADDING DAYS, TAKING AWAY DAYS, CHANGING PTO, SICK LEAVE, PEOPLE HAVE THEIR OWN MINDSET OF WHAT THEY LOOK AT [01:20:01] AND I DON'T KNOW THAT [LAUGHTER] THERE'S ANYTHING WE CAN REALLY DO TO CHANGE IT. IT'S JUST HOW EACH INDIVIDUAL PERCEIVES THAT. >> DID ANYONE WISH TO OFFER ANY AMENDMENTS IN THIS SECTION ON THE PTO OR WE COULD CIRCLE BACK TRUSTEES ON THAT IDEA OF POTENTIALLY WITH THE, I THINK IT WAS WITH THE 10-MONTH EMPLOYEES ADDING AND THEY GET TWO ADDITIONAL DAYS. BUT AT SOME POINT, I THINK TRUSTEE BROWN SAID IT WAS 11TH YEAR, IT USED TO BE HERE. IT COULD BE SOME OTHER PERIODS OF TIME, BUT DOES ANYONE ELSE INTERESTED IN THAT CONCEPT? TRUSTEE ZUNG DID YOU WANT TO EXPLAIN IT ANYMORE? >> YEAH. I GUESS MY REASONING IS, WE'RE TALKING ABOUT IF WE'RE NOT USING IT TO RETAIN THEN WHY DO WE HAVE GRANTING ADDITIONAL DAYS FOR 12-MONTH EMPLOYEES AND NOT 10-MONTH EMPLOYEES. TO ME, IT SEEMS OUR TEACHERS ARE THE ONES THAT ARE ON THE FRONT LINES, IF YOU SAY. YOU WILL WITH STUDENTS, AND THEY HAVE AN ENORMOUS AMOUNT OF RESPONSIBILITY AND PRESSURE AND I CAN SEE THAT THESE PERSONAL DAYS, WHETHER YOU CALL IT. I TOTALLY AGREE WITH THE CHANGE TO PTO. WE ALL NEED TO BE ABLE TO REST IN ORDER TO PERFORM THE BEST THAT WE CAN. I WOULD LIKE TO MAKE THAT PROPOSED AMENDMENT TO ADD TWO MORE PTO DAYS TO PROMOTE 10 MONTH EMPLOYEES AND WE'LL DO IT AT 10 YEARS OF SERVICE TO BE CONSISTENT WITH THE OTHER. IT'S NOT LIKE WHAT IT WAS PREVIOUSLY TO THE PTO POLICY. >> YOUR MOTION WOULD BE TWO ADDITIONAL PTO DAYS WILL BE GRANTED TO 10-MONTH EMPLOYEES WITH 10 YEARS OF SERVICE WITH THE TCSD. >> YEAH. >> IS THERE A SECOND TO THAT MOTION? >> I'LL SECOND IT. >> MOVE CONSECUTIVE THAT IN ON PAGE 7 UNDER WORKERS COMPENSATION AND LEAVE TIME SPECIFICALLY UNDER PTO PAID TIME OFF. THAT UNDERNEATH THE LINE THAT SAYS FIVE ADDITIONAL PTO DAYS, IT WOULD READ TWO ADDITIONAL PTO DAYS WILL BE GRANTED TO 10-MONTH EMPLOYEES WITH 10 YEARS OF SERVICE WITH TCSD. IS THERE A DISCUSSION ON THAT PROPOSED AMENDMENT? >> MR. CHAIRMAN? >> LET ME GO WITH TRUSTEE MEAD. >> OKAY. >> TRUSTEE MEAD. >> WELL, MR. CHAIRMAN, BOARD MEMBERS, I WILL BE VOTING IN OPPOSITION TO THIS PROPOSAL FOR THE REASON THAT AS TRUSTEE CARLIN, AND TRUSTEE TESKE HAVE MENTIONED. THE MOST IMPORTANT THING FOR TEACHERS IS TO BE IN FRONT OF KIDS, ESPECIALLY CERTIFIES, AND TO NOT BE THERE IS DAMAGING TO KIDS. HOPEFULLY, WE'LL HAVE A REALLY GREAT COGNATE OF SUBS, BUT BOY, I KNOW FROM MY OWN CHILDREN'S EXPERIENCE WHEN THERE WAS A SUB IN THE CLASSROOM, IT WAS NOT LIKE GOING TO REAL SCHOOL. SORRY, THAT'S JUST THE WAY IT IS. TO OFFER MORE TIME OFF EVEN AFTER 10 YEARS I DON'T THINK IT'S A RETENTION TOOL, THAT'S A COUPLE 100 BUCKS. I DON'T THINK IT'S A RETENTION TOOL AND I DON'T THINK WE SHOULD CONTINUE THIS PRACTICE BASICALLY AS ALAN SAYS, SOME PEOPLE YOU'RE GOING TO BE ENCOURAGING TO NOT COME TO WORK SOMETIMES. I HATE TO SEE THAT BUT SCHOOLS ARE DIFFERENT THAN OTHER EMPLOYERS FOR A LOT OF REASONS. I AGREE THAT TEACHERS' WORK IT'S VERY DIFFICULT BUT I BEG SOMEBODY TO POINT OUT AN EMPLOYER IN THIS TOWN OR IN ANY TOWN THAT HAS AS MUCH TIME OFF AS OUR TEACHERS DO. THAT'S JUST FACT. HAVE A SUMMER OFF, GETTING TWO WEEKS SPRING BREAK, AND THIS YEAR WE HAD TWO WEEK CHRISTMAS. THOSE ARE THE TIMES PEOPLE SHOULD BE RESTING, SO I WOULD BE AGAINST THIS PROPOSAL. >> TRUSTEE [INAUDIBLE]. >> MR. CHAIRMAN I'M AGAINST THIS PROPOSAL. MY CALCULUS ON THE RTA FRONT-LOAD TOGETHER WAS BASED ON THE PTO SCHEDULE THAT IS PRESENTED EVEN WITH THIS SLIGHT ADJUSTMENT. I THINK WE WOULD HAVE TO GO BACK AND RETHINK THAT RTA ADJUSTMENT OF 160 MADE AND MAYBE RECALCULATE IT WE WOULD HAVE MORE PTO DAYS. >> WHICH IS A GOOD POINT. IF THIS DOES NOT PASS I THINK IT IS STILL IMPORTANT THAT, AND MAYBE THIS IS THROUGH THE SUPERINTENDENT, THAT IT'S CONVEYED. I THINK THERE WAS THIS CONCERN THAT WE WERE TAKING DAYS AWAY, WHICH WE ARE. BUT I THINK THE, AS TRUSTEE SCAR JUST SAID, WHAT THE GAIN WAS THE INCREASE IN SALARY. I JUST THINK WE NEED TO CONVEY THAT A LITTLE BETTER BECAUSE IT WAS ALMOST PORTRAYED AS IF IT WAS A UNILATERAL THING. [01:25:08] MAYBE EVERYONE JUST NEEDED TO SEE THE PRESENTATION LAST MONTH. HOW I HEARD THE PRESENTATION WAS ALL THESE PIECES HAD TO COME TOGETHER TO MAKE ALL THIS WORK AND YOU TINKER WITH ONE AND SUDDENLY THINGS START FALLING APART. I THINK THAT'S AN EXTREME IMPORTANT POINT, TRUSTEE SCAR. OTHER DISCUSSION ON THIS MATTER? TRUSTEE. >> I RELUCTANTLY AGREE TO THIS WHOLE PTO THING THAT WE AGREE TO. IF YOU LOOK AT INDUSTRY AND YOU LOOK AT HOW DAYS OFF GET GRANTED IN INDUSTRY, AS YOU GAIN MORE TIME WITH A COMPANY. WHERE I WORKED IT WAS A FIVE-YEAR WINDOW THEN A 10-YEAR WINDOW, YOU GOT MORE VACATION DAYS AS A 12-MONTH EMPLOYEE. TEN-MONTH EMPLOYEE SHOULDN'T BE GETTING VACATIONS, IN MY VIEW. I THINK THEY HAVE TWO MONTHS ON A SUMMER PLUS THE OTHER HOLIDAYS AND SO ON WITH THE STUDENTS GET. I JUST FEEL SO STRONGLY ABOUT THEM, THE MOST IMPORTANT THING THAT WE SHOULD BE PUTTING ON RIGHT NOW IS TO HAVE TEACHERS IN FRONT OF KIDS. THE OTHER THING THAT'S HAPPENING IS WITH THE SHORTAGE THAT WE HAVE OF SUBS. WHEN A TEACHER DOESN'T COME TO WORK AND THERE'S NO SUB, THE OTHER TEACHERS GET PENALIZED BECAUSE THEY HAVE TO GIVE UP THEIR PLANNING TIME TO BE ABLE TO COVER CLASSES, AND THAT'S REALLY TROUBLING TO ME. WE TALK ABOUT MENTAL HEALTH BEING REALLY IMPORTANT FOR OUR TEACHERS. THINK ABOUT THE MENTAL HEALTH OF THE POOR PEOPLE THAT ARE HAVING TO DO DOUBLE DUTY BECAUSE THEY'RE GIVEN UP THEIR TWO PLANNING PERIODS A DAY TO BE ABLE TO TAKE SOMEONE ELSE'S CLASS. LIKE I SAID THIS ONE TO ME IS JUST REALLY, AND AS BILL SAID THIS WAS A PACKAGE AND WHEN YOU START UNRAVELING THAT I THINK WE NEED TO RECONSIDER THE PACKAGE. >> TRUSTEE KARLA. >> I SECONDED THE AMENDMENT BECAUSE I JUST WANTED TO HAVE A MINUTE TO THINK ABOUT THE EQUITY PIECE, AND THE 10-YEAR PIECE, AND THAT RETENTION PIECE. BUT AS I THINK ABOUT IT, I DO HAVE CONCERNS ABOUT THE SUB SITUATION. BECAUSE WE THINK THAT THAT'S TWO FULL WEEKS OF SCHOOL, PARTICULARLY IN ELEMENTARY SCHOOL. TWO FULL WEEKS A YEAR ON TOP OF HAVING LONG BREAKS, WHICH IT'S GOT A LITTLE BIT OF TIME LOSS INVOLVED, THAT THESE KIDS WOULD BE AFFECTED. I WOULD LIKE TO RECOGNIZE THOSE PEOPLE THAT STAYED LONGER THAN 10 YEARS BECAUSE IT'S NOT EASY TO STAY IN TETON COUNTY, [NOISE] SO THAT IS ENTICING TO ME. BUT I DO THINK THAT TAKING PERSONAL DAYS, PARTICULARLY IF YOU'RE A TEACHER AFTER A WHILE, YOU DO HAVE KIDS AND THAT STUFF. YOU DO HAVE KIDS THAT GET SICK, BUT AFTER A WHILE, YOU DON'T GET SICK. [LAUGHTER] AT 10 YEARS, IF YOU HAD YOUR CHILDREN, YOU KNOW WHAT I MEAN, BOTTOM LINE IS I THINK I WOULD SUPPORT THE ORIGINAL MOTION AND NOT ADDING TWO DAYS AT THIS. >> ANY FURTHER DISCUSSION? SEEING NONE. ALL THOSE IN FAVOR OF THE AMENDMENT THAT WOULD ADD TWO ADDITIONAL PTO DAYS FOR 10 MONTH EMPLOYEES AFTER 10 YEARS OF SERVICE, PLEASE SAY AYE. >> AYE. >> THOSE OPPOSE, SAY NO. >> NO. >> THE NO'S HAVE IT. WE'RE BACK ON THE MAIN MOTION. IS THERE ANY OTHER AMENDMENTS TO THE TOPICS [INAUDIBLE]? ANYONE ELSE HAVE ANY OTHER AMENDMENTS THEY WOULD LIKE TO OFFER TO THE COMPENSATION? [NOISE] SEEING NONE. IS THERE ANY FURTHER DISCUSSION ON THE COMPENSATION PACKAGE ON THE WHOLE? SEEING NONE. ALL THOSE IN FAVOR OF THE FY23 EMPLOYEE COMPENSATION PACKAGE, PLEASE SAY AYE. >> AYE. >> ALL THOSE OPPOSED, PLEASE SAY NO. ALL RIGHT, IT PASSES. WE MOVE ON TO THE CONSIDERATION OF THE EMPLOYEE ENGAGEMENT PLAN. KRISTEN, IF YOU COULD REMIND US, WHAT THIS WAS ABOUT. [NOISE] >. THANK YOU, MR. CHAIR. THE ANNUAL EMPLOYEE ENGAGEMENT PLAN WAS PASSED IN THE FISCAL YEAR '22 OUR CURRENT COMPENSATION PACKAGE. [01:30:02] THIS WAS ONE OF THE EDITS TO THE COMPENSATION PACKAGE THAT YOU JUST APPROVED. BUT THIS IS STILL SOMETHING THAT WE WILL HONOR THIS YEAR. THIS IS FOR THOSE EMPLOYEES THAT WERE IN THE TOP 25 PERCENT OF ATTENDANCE IN THE DISTRICT, FOR EACH EMPLOYEE GROUP, RECEIVE AN INCENTIVE AS A REWARD FOR COMING WORK. THEY ACTUALLY HAD THE THREE OPTIONS, WE HAD TO ELIMINATE THE THIRD OPTION BECAUSE WYOMING RETIREMENT WOULDN'T LET US HONOR THAT THIS YEAR. THE AMOUNT DECIDED OR RECOMMENDED BY FINCOM WAS $100,000 FOR THE TOP 25 PERCENT, WHICH ENDS UP BEING ABOUT $750 PER EMPLOYEE. WHEN WE LOOKED AT THE ABSENCES THIS YEAR VERSUS LAST YEAR, OBVIOUSLY WITH COVID AND SOME OF THE THINGS THAT WE ARE DEALING WITH THIS YEAR, THE NUMBERS OF ABSENCES WERE MUCH HIGHER. THAT WAS THE RECOMMENDATION FROM THE FINANCE COMMITTEE TO USE THIS $100,000 AS THE WHOLE INCENTIVE. >> ANY QUESTIONS ON THIS? THANK YOU. ANY PUBLIC COMMENT ON THIS ITEM. ANY PUBLIC COMMENT HERE IN THE ROOM? ANY PUBLIC COMMENT ONLINE? IF YOU'RE ONLINE YOU WISH TO MAKE COMMENT ON THIS, PLEASE RAISE YOUR VIRTUAL HAND AND WE WILL CALL. SEEING NONE. I WILL CLOSE PUBLIC COMMENTS. BRING IT BACK UP TO THE BOARD AND I WOULD ENTERTAIN A MOTION. >> MR. CHAIR? >> [INAUDIBLE]. >> I'LL PUSH THE MOVE TO APPROVE THE BUDGET ALLOCATION FOR THE EMPLOYEE ENGAGEMENT PLAN NOT TO EXCEED A $100,000 AS PRESENTED. >> SECOND. >> IT'S BEEN MOVED AND SECONDED TO APPROVE THE BUDGET ALLOCATION FOR THE EMPLOYEE ENGAGEMENT PLAN NOT TO EXCEED A $100,000. IS THERE ANY FURTHER DISCUSSION BY THE BOARD? [INAUDIBLE]. >> THANK YOU, MR. CHAIR. I JUST WONDERED AGAIN, IN SOME OTHER COMMUNICATION TO THE BOARD. I THINK THAT IT WAS ONE PERSON WHO WAS CONCERNED THAT THE BUYBACK PROGRAM IN GENERAL, WITH RESIGNATIONS AND WITH RETIREMENT, WAS GOING AWAY. I JUST WANT TO MAKE SURE THAT IT'S CLEAR THAT THAT PROGRAM IS REMAINING. IT WAS THE BUYBACK PROGRAM AS PART OF THE INCENTIVE PACKAGE THAT IS GOING AWAY BECAUSE WE'RE NOT ALLOWED TO DO IT. IT HAS NOTHING TO DO WITH THE DISTRICT, IT HAS TO DO WITH POLICIES WITH [OVERLAPPING]. >> WELL, OPTION 3. >> YEAH. OPTION 3. [OVERLAPPING] THEY ARE STILL DOING IT. BUT I THINK IN ONE OF THE LETTERS IT SOUNDED LIKE THEY THOUGHT THAT WE WERE PERHAPS TAKING THAT WHOLE PROGRAM AWAY AT RESIGNATION FOR PEOPLE THAT HAD BEEN HERE A LONG TIME AND I JUST WANT TO MAKE SURE THAT [OVERLAPPING] >> WELL, MAYBE WE COULD HAVE KRISTEN COME UP AND JUST CLARIFY THAT. WHAT WE JUST DID IT THROUGH OUR PREVIOUS VOTE, WE DID GET RID OF IT. WE WILL NOT SEE THIS AGAIN NEXT YEAR, OPTION 1 AND 2. [OVERLAPPING] THIS YEAR, YOU HAD TO GET RID OF THREE JUST BECAUSE YOU'RE NOT ALLOWED TO DO IT. BUT WHAT WILL EXIST NEXT YEAR, I GUESS THAT'S THE QUESTION. >> THAT WAS THE LANGUAGE CLEANUP ON PAGE 7 THAT WE'VE TALKED ABOUT WHERE WE WANTED TO MAKE SURE THAT THAT RETIREMENT BUYOUT IS STILL IN PLACE AND THAT THE LANGUAGE WAS MORE CLEAR. IT WAS A LITTLE MESSY AND WE DID RECEIVE AN EMAIL ON THAT AND THAT HAS BEEN REVISED, PAGE 7. >> IF YOU RETIRE NEXT YEAR, YOU'RE ELIGIBLE FOR PAYBACK OF BANK DAYS AT 0.6. >> IF YOU REACH FULL WYOMING RETIREMENT, YES. >> THEN IF I RESIGN ON 15 YEARS, IT'S 0.5 AND BETWEEN 10, 14 IT'S 0.3. >> OF YOUR DAILY RATE, YES. >> UP TO 75? >> CORRECT. >> YEAH. YOU DON'T GET MORE THAN 75. >> CORRECT. >> [INAUDIBLE] QUESTIONS, THAT IS REMAINING. WE DIDN'T TOUCH THAT. IT'S THIS OTHER PROGRAM THAT WILL DISAPPEAR NEXT YEAR. IT'S STILL EXISTS FOR THIS YEAR, EXCEPT FOR OPTION 3. >> YES. >> ALL RIGHT. >> CHAIR, IF YOU AGREE, AND TRUSTEES, IT'S EVIDENT THAT WE HAVE SOME COMMUNICATION PIECES THAT WE WILL CLEAN UP AND MAKE SURE THAT OUR STAFF UNDERSTAND IT. WE CAN ALSO HOST OPPORTUNITIES FOR PEOPLE TO COME IN AND ASK QUESTIONS. IT'S A GOOD TIME TO DO THAT AS THE INSURANCE PLANS ARE CHANGING AS WELL. WE WILL MAKE SURE THAT WE ARE ABUNDANTLY CLEAR. THEN IF PEOPLE HAVE FURTHER QUESTIONS, THEY CAN REACH OUT TO US AND WE'LL BE HAPPY TO RESPOND. >> ANY OTHER DISCUSSION ON THIS MOTION? SEEING NONE. ALL THOSE IN FAVOR SAY AYE. >> AYE. >> ALL THOSE AGAINST, SAY NO. IT PASSES. WE MOVE ON TO CONSIDERATION OF AMENDMENT TO THE TCSD NUMBER [01:35:04] 1 RANKED APPLICATION TO THE REC DISTRICT. >> TRUSTEES, WE ARE RECOMMENDING THAT WE RESUBMIT A GRANT APPLICATION TO THE RECREATION DISTRICT. THE REASON THAT WE FEEL WE NEED TO DO THIS, YOU WILL RECALL THAT OUR BLEACHERS, WE'VE ORDERED THE MATERIALS FOR THE BLEACHERS TO BE MOVED AND REPLACED. WE WERE OPERATING UNDER THE ASSUMPTION OF A PROMISED DONATION FROM A CONSTRUCTION COMPANY, AND THAT DONATION HAS FALLEN THROUGH. BUT WE STILL NEED TO MOVE FORWARD WITH THE BLEACHERS. THEY'RE NOT IN CONDITION THAT WE CAN CONTINUE SAFELY USING THEM. WHAT WE WOULD LIKE TO DO IS AMEND OUR RECREATION DISTRICT APPLICATION. THERE'S A LINK THERE WITH THE CHANGES TO REFLECT THAT THE CONSTRUCTION OR THE ADDITION OF THOSE BLEACHERS BE FUNDED THROUGH THE REC DISTRICT. WITH THAT, I'D BE HAPPY TO ANSWER ANY CLARIFYING QUESTIONS. YOU'LL NOTICE WE DID MAKE SOME CHANGES, REDUCE SOME OTHER THINGS TO HELP. >> TRUSTEE MEAD, DID YOU WANT TO GO OVER WITH THE REC DISTRICTS? >> WE ALREADY VOTED ON THE TETON COUNTY SCHOOL DISTRICT, WEST. THIS WILL REQUIRE A STAB IN OTHER SPECIAL MEETINGS. ASIDE FROM THE REC DISTRICT, I FEEL LIKE THIS WAS A LITTLE BIT OF A VACANT SWITCH, QUITE FRANKLY. BECAUSE THE STADIUM WORK WAS NOT PRIORITIZED BY THIS BOARD WHEN WE WERE PRIORITIZING PROJECTS TO SPEND MONEY ON. WE KNEW THAT IT WOULD BE GREAT TO ORDER THE MATERIALS BECAUSE OF THE COST INCREASES AND THAT SORT OF THING. I NEVER HAD THE UNDERSTANDING THAT IT WAS OUR PRIORITY OF THIS WAR AT THE TIME. WHETHER WE ASKED THE REC DISTRICT TO INCREASE FUNDING TO PAY FOR THAT OR THE SCHOOL DISTRICT PAYS FOR IT, IT JUST SEEMS THAT IT'S OUT OF ALIGNMENT WITH OUR PRIORITIES FOR EXPENDITURES OF MONEY THAT WE TALKED ABOUT, NOT MORE THAN TWO OR THREE MONTHS AGO. I'M PRETTY UNCOMFORTABLE WITH GOING FORWARD WITH ANOTHER PROJECT THAT'S GOING TO TAKE DIANA, HELEN, AND EVERYBODY TO DO THAT PROJECT RATHER THAN SOME OF THE PROJECTS THAT ARE OUR PRIORITIES, SUCH AS THE BRONX ACHIEVEMENTS THAT ARE AFFORDABLE HOUSING FOR OUR TEACHERS. THE RIGHT DISTRICT DOESN'T HAVE EXCESS FUNDS BECAUSE QUITE FRANKLY THE ASSESSED VALUATION WENT UP NEARLY 50 PERCENT THIS LAST YEAR. I DON'T DENY THAT THERE PROBABLY HAS THE FUNDS AVAILABLE, BUT WHAT I'M CONCERNED ABOUT IS THE PROCESS WHEN WE DECIDE THAT IT'S NOT A PRIORITY AND ALL OF A SUDDEN IT IS A PRIORITY. THAT'S MY CONCERN. >> SUPERINTENDENT [INAUDIBLE] DIVISION STEPS REAL QUICK. ON THE BID THAT WE'RE GOING TO VOTE ON LATER FOR, WHAT'S THE BID FOR? >> [INAUDIBLE] STAND IN THE PRESS BOX. >> THIS IS TO CONSTRUCT IT TO THE BID. WE ALREADY PAID THE AMOUNT FOR THE PRODUCT. WHY IS THIS AMOUNT 718? WE'RE ASKING FOR OVER A MILLION. IS THAT BECAUSE WE'RE ADDING THE COST OF CONSTRUCTION, THE 718 PLUS THE COST OF THE MATERIALS? >> CHAIR [INAUDIBLE] AND ERICK TRUSTEES, LET ME SEE IF I CAN CLARIFY A COUPLE OF THINGS. THE OVERALL PROJECT THAT WE'VE ALREADY FUNDED OUT OF MAJOR MAINTENANCE WAS FOR THE MATERIALS TO REPLACE THE GRANDSTAND AND THE PRESS BOX. THERE WAS A LOT OF STADIUM IMPROVEMENTS THAT WE WERE EXCITED ABOUT AND THE BOARD SAID THAT'S NOT OUR PRIORITY RIGHT NOW. THE GRANDSTANDS AND THE PRESS BOX ARE MORE OF A SAFETY ISSUE. THEY WERE BUILT, WE DON'T KNOW HOW LONG AGO, FOR 300 STUDENTS. THE ENGINEERING REPORT HIGHLIGHTED THE FACT THAT AS SOON AS FEASIBLE, [01:40:06] WE NEEDED TO REPLACE THEM BECAUSE THEY WEREN'T SAFE. THIS IS JUST MOVING THOSE BLEACHERS FROM THE EAST SIDE OF THE FIELD TO THE WEST SIDE OF THE FIELD. MAJOR MAINTENANCE IS FUNDING THE MATERIALS AND THAT HAS ALREADY BEEN TAKEN CARE OF. THE PROPOSAL FOR THE INSTALLATION IS THE TOUGH TUT CONSTRUCTION BID. THE WAY WE WROTE THAT MOTION WAS TO NOT EXCEED $1,012,275 BASED ON NOT BEING CLEAR ABOUT WHAT POTENTIAL ISSUES WE MAY ENCOUNTER IN THAT MOVE. WE'VE ALREADY PAID FOR THE MATERIALS. >> TRUSTEE, YES. >> TAKE KEITH'S POINT, COULD WE REDUCE WITH $119,000 BY ELIMINATING THE SPRINKLERS, TOPSOIL, AND SOD? BECAUSE THE BASE CONTRACT IS $718,000, THEN YOU ADD SPRINKLERS AND TOPSOIL, THEN YOU ADD ELECTRICAL, AND THEN YOU ADD AN ASPHALT WALKWAY FOR 75 GRAND. IS THERE POTENTIAL IN HERE THOUGH? >> NO IS MY OPINION. THEY HAD THE BASE CONTRACT THAT THEY HAD GOTTEN HARD BITS FOR ALREADY FROM THE LOCAL SUBCONTRACTORS. >> MICHAEL FREE GO AHEAD. [INAUDIBLE] BILL JUST DID THE MATH HERE AND I THINK THIS IS WHAT'S CONFUSING US IN THE STAFF REPORT. I APOLOGIZE. I'M MIXING STAFF REPORTS HERE BUT I CERTAINLY WANT TO UNDERSTAND WHAT WE'RE VOTING ON LATER BECAUSE IT REFLECTS ON WHAT WE'RE ASKING THE REC DISTRICT. IF I ADD THE BASE OF 718 AND THEN YOU HAD, IT LOOKS LIKE BID ALTERNATES, A 75,000 FOR BASE AND ASPHALT WALKWAY, 100,000 FOR ELECTRICAL, A 119 FOR SPRINKLERS, TOPSOIL, SOD, IT SOUNDS LIKE WHEN I ADD ALL THAT, I'M STILL NOT SEEING HOW YOU GET TO A MILLION. [OVERLAPPING] IT'S UP TO A MILLION. I'M ASKING, WHY DIDN'T YOU JUST PUT THAT IN THE BID CONTRACT? WHY ARE THOSE BID ALTERNATES? IF THEY'RE BID ALTERNATES, WHY ARE YOU NOW RECOMMENDING THAT WE GO WITH ALL OF THEM? >> THEY'RE NOT NECESSARILY BID ALTERNATES. THAT IS NOT EVEN AFFIRMED. THEY GET THAT AS AN ESTIMATED COSTS FROM THE CONSTRUCTION COMPANY. THEY HAVE NOT RECEIVED THE BIDS YET FOR THE ELECTRICAL OR FOR THE TOPSOIL AND FOR THE WALKWAY. >> SUPERINTENDENT. >> PRESTY, SCARLET. >> WE HAVE TO RUN A NEW ELECTRICAL OVER THERE FOR THE PRESS BOX, WE HAVE TO REWIND SCOREBOARDS. >> THE BIGGEST CONCERN FOR THE ELECTRICAL PERSON IS THAT THEY'RE NOT SURE YET IF THEY MIGHT HAVE TO BORE ALL THE WAY UNDERNEATH THE FIELD. THAT'S WHY THAT'S AN ESTIMATED COST, THEY NEED TO FIND OUT IF THEY'RE GOING TO HAVE TO BORE ALL THE WAY UNDERNEATH THE FIELD. >> THE ASPHALT IN THE BASE PROP IN THE SURFACE IS FOR THE CONSTRUCTION OF THE STANDS? >> NO, THAT'S FOR THE WALKWAY FROM THE CURRENT WALKING PATH TO WHERE THE STANDS WOULD BE. >> THE SPRINKLER SYSTEM, WHAT'S THAT? >> THAT IS ESSENTIALLY FOR ALL THE ENTIRE COMPLEX OVER THERE AT THE ALPINE FIELD, THE LITTLE LEAGUE FIELDS OVER THERE, AND SO THOSE FIELDS. >> [OVERLAPPING] WE'RE GOING TO REPAIR THE SYSTEM THAT IS REALLY BROKEN RIGHT NOW. >> I DID WANTED TO ADD ONE THING TO [INAUDIBLE] COMMENT, [INAUDIBLE] NOT WITH THE SPRINKLER SYSTEM BECAUSE THE BLEACHERS ARE BEING MOVED OVER THERE. WE'RE HAVING TO RELOCATE THE SYSTEM. THAT'S ASSOCIATED WITH A LOT OF EXPENSES AND IT'S REQUIRED. WE'RE GOING TO HAVE TO DEMOLISH IN THE EXISTING LOCATION AND THEN PUSH IT BACK TO THE WEST. >> DID THIS PROJECT GET BID OUT? >> WHAT'S THAT? >> WAS THIS BID OUT? >> THIS PROJECT? WHEN WE MET WITH THE ORIGINAL DONATED SERVICES, MET WITH THEM IN MARCH, THEY SAID THAT THEY WERE NO LONGER GOING TO BE ABLE TO MEET THAT PLAN. THEN WE REACHED OUT TO TUT CONSTRUCTION AT THAT POINT IN TIME, GIVEN THAT THEY WERE THE PEOPLE WHO ARE [INAUDIBLE] TO DELIVER THE MATERIALS AND ASKED THEM, "IS THIS EVEN POSSIBLE TO CONTINUE THIS PROJECT?" AT THAT POINT IN TIME THEY SAID IF WE WOULD WAIT ANY LONGER, THEY WOULD NOT BE ABLE TO SUBMIT AGAIN. >> BUT WE DIDN'T BID IT OUT BUT WHAT YOU'RE TELLING ME IS THAT IT'S A SOLE SOURCE JUSTIFICATION BECAUSE, AND THIS IS THE PART I WAS MISSING. THESE ARE THE SAME PEOPLE THAT ARE DELIVERING THE PRODUCT TO YOU? >> THAT'S CORRECT. >> THAT'S THE PART I WAS MISSING. THE SAME PEOPLE THAT ARE DELIVERING YOU THE PRODUCT, BECAUSE YOU DIDN'T HAVE GE JOHNSON ANYMORE, YOU WENT TO THEM AND SAID, "CAN YOU INSTALL IT FOR US?" [01:45:02] >> CORRECT. >> YOU'RE SAYING IT DOESN'T NEED TO BE BID OUT BECAUSE YOU ARE SOLE SOURCING TO THEM BECAUSE THEY'RE THE PEOPLE BRINGING YOU THE PRODUCT ANYWAY AND THEY DO THIS. WHEN I WAS ASKING YOU, IS THIS A FIRM BID, HE'S JUST GIVING YOU AN ESTIMATE OF WHAT HE THINKS IT MIGHT BE? >> WHEN I CONTACTED HIM, HE THEN WAS TRYING TO REACH OUT TO SUBCONTRACTORS ON THESE THINGS AND HE'S GOTTEN THEIR FIRM BIDS ON THOSE THREE ITEMS. >> JUST ON THE THREE? >> JUST THOSE THREE, THAT'S CORRECT, BECAUSE THE ELECTRIC POLES, THE SPRINKLERS AND THE [OVERLAPPING] >> CAN I JUST ADD ONE THING TO THE MIKE'S POINT THAT THIS TEAM HAD TO PIVOT VERY QUICKLY WHEN THE DONATION FROM GE JOHNSON DID NOT HAPPEN. I THINK THAT'S THE JUSTIFICATION FOR THIS. [OVERLAPPING] BUT TO MIKE'S POINT THAT HE REQUESTED AND TUT CONSTRUCTION DID BID OUT ALL OF THEIR SUBCONTRACTORS. THERE'S STILL THE BEST EFFORT TO BID OUT EVERY PRICE FOR DELIVERING THIS PRODUCT. >> BOARD, I APOLOGIZE, I MIXED TWO ITEMS TOGETHER HERE. DID ANYONE HAVE QUESTIONS ON EITHER OF THE PRODUCTS? >> [INAUDIBLE] KATE, I AGREE THAT WE SAID THAT WE WERE NOT GOING TO, THAT IT WASN'T A PRIORITY TO REDO THE WHOLE STADIUM AND THE WALKWAY AND THE BIG SIGN AND EVERYTHING BECAUSE WE WANTED TO HIGHLIGHT HOUSING AND THE [INAUDIBLE] ACHIEVEMENT CENTER. BUT WE DID, IN CONVERSATION AS A BOARD, TALK ABOUT THE FACT THAT IF WE HAD GOTTEN A SAFETY REPORT AFTER AN INSPECTION THAT SAID WE SHOULDN'T BE USING THE BLEACHERS, THAT WE NEEDED TO REPLACE THE BLEACHERS. WE CERTAINLY DON'T WANT TO BE ON A HEADLINE ON NATIONAL NEWSPAPERS SAYING OUR BLEACHERS COLLAPSED. I THINK THIS IS SOMETHING THAT HAS TO BE DONE. THE REST OF IT, ALL THE HOOPLA OF THE STADIUM AND FIELDS AND STUFF I THINK WE CAN WAIT UNTIL A DIFFERENT TIME. BUT I BELIEVE THIS HAS TO BE DONE. >> ARE THERE QUESTIONS FOR MIKE OR [INAUDIBLE]? >> I REMEMBER READING THE SAFETY REPORT AND I DON'T REMEMBER IT SAYING THAT THEY NEEDED TO BE SHUT DOWN. I THINK THERE WAS A LOT OF UNKNOWNS ABOUT THE AGE OF IT AND SOME OF THE CONSTRUCTION AND I THINK IT'S STATED WHAT YOU MENTIONED THAT AS SOON AS YOU CAN, WE RECOMMEND THAT YOU REPLACE IT, BUT IT WASN'T LIKE WE HAVE TO SHUT THIS DOWN RIGHT NOW OR SOMEONE'S GOING TO DIE. [LAUGHTER] WE DIDN'T SAY ANYTHING LIKE THAT. I HAD A QUESTION BECAUSE I THOUGHT THAT WHEN WE APPROVED THE MATERIALS AND THEN THERE WAS TALK ABOUT THE DONATION, I THOUGHT THAT THERE WAS GOING TO BE FUNDRAISING FOR THE BLEACHERS TO HELP PAY FOR IT AND THEN AT THAT POINT I WAS LIKE, WELL, WE PAID FOR IT. THE BLEACHERS AND THE FUNDRAISING FOR OTHER THINGS. BUT I GUESS MY QUESTION IS IF THERE'S OTHER OPTIONS FOR FUNDING THESE, LIKE A FUNDRAISING EFFORTS [INAUDIBLE] STILL HERE. [OVERLAPPING] [LAUGHTER] THIS IS NOT AN EASY THING TO FUND-RAISE FOR AND I'M ALSO CONCERNED ABOUT GOING BACK AND ASKING FOR MORE THAN ANY FOR THE REC DISTRICT FUNDS AND AFTER WE'VE ALREADY PUT IN A REQUEST AND I ACTUALLY HAVE ANOTHER QUESTION. WELL, I GUESS I'LL LEAVE IT AT THAT. [OVERLAPPING] >> WE'LL TAKE YOUR QUESTION. >> I JUST NOTICED ON THE MONGER MOUNTAIN ELEMENTARY, IT SAYS IT'S REDUCED FROM 27,000 BUT IT ACTUALLY SAYS 57. THAT'S NOT [OVERLAPPING], BUT THIS IS RELATED TO THE FUNDING REQUEST THAT [OVERLAPPING]. >> CHRISTINE, DO YOU KNOW WHY? >> IT WAS ACTUALLY 84,000 AND IT REDUCED THE PRICE 27,000 AND IT WAS REDUCED FROM THE ORIGINAL BY 27 TO 57. >> SO THAT 51 WAS THE ONE [INAUDIBLE]. >> NO, THE 51 WAS LAST YEAR TO BEST FIT THE ORIGINAL 20TH. >> OH, DON'T LOOK AT THE FIRST COLUMN. >> THERE'S A MISSING THIRD. >> DON'T LOOK AT THE FIRST COLUMN. I THINK I'VE CONFUSED EVERYONE [LAUGHTER]. ALFRED, BRING US BACK TO WHERE WE WERE. GO AHEAD. >> I TOTALLY AGREE WITH WHERE YOU ARE. IS THERE A POSSIBILITY THAT WE BORROW THE MONEY FROM THE REC DISTRICT FUND-RAISE, OFFSET WHAT WE CAN FROM THE BORROWER FROM THE REC DISTRICT. BECAUSE TO ME THE CRITICAL THING IN ALL OF THIS IS STARTING WORK NOW IN ORDER TO BE ABLE TO HAVE IT DONE BY NEXT FALL FOR FOOTBALL SEASON AND WHATEVER. [01:50:05] >> IT GETS WEIRD WHEN YOU START BORROWING FROM OTHER GOVERNMENT ENTITIES. >> [INAUDIBLE] >> I GUESS MY QUESTION IS FOR MR. HANSEN, IS THIS ASSURED THAT THEY WOULD HAVE THIS DONE BY THIS FALL? BECAUSE IF WE'RE GOING ON FOR ANOTHER YEAR THEN WELL. >> THERE'S NO 100 PERCENT SURE BETS IN CONSTRUCTION, BUT THE ANTICIPATED COMPLETION DATE IS THE BEGINNING OF AUGUST, BEFORE THE FOOTBALL SEASON STARTS. >> THAT WILL BE IN THE CONTRACT? >> YES. >> THAT BRINGING US BACK TO THE ITEM WAS TO APPROVE AN AMENDMENT TO OUR GRANT APPLICATION TO THE REC DISTRICT. WE'LL VOTE ON THE ACTUAL PROPOSAL FOR THE GRANDSTANDS LATER. BUT THIS IS DOING THREE THINGS; REDUCING THE AMOUNT GOING UNDER MOUNTAIN BY 27,000. IT'S REDUCING THE AMOUNT GOING TO THE ACTIVITY BOSS BY 8,000. LET'S COME BACK AND TALK ABOUT THAT IN A SECOND. THEN WE'RE GETTING PRETTY SOON FOR THE BLEACHERS UP TO 1,025,000, WHICH INCLUDES THE NUMBER WE HAD, SO EVERYBODY UNDERSTAND THE THREE THINGS WE'RE DOING. I THINK CHRISTINE IS GOING TO EXPLAIN THEM IN MORE DETAIL [LAUGHTER]. THE ACTIVITY BUS. >> A COUPLE OF THINGS. THE ACTIVITY BUS, SPECIFICALLY WHEN COBY AND I LOOKED AT THE COST OF THE ACTIVITY BUS, HE REALLY DID A GOOD JOB AT DIALING IN ON WHAT'S REIMBURSABLE AND WHAT'S NOT REIMBURSABLE BY THE STATE. WHAT WE'RE LEFT WITH IS ABOUT 2,000 DOLLARS THAT IS WHAT THE ADDITIONAL COST FOR THE ACTIVITY BUS IS. THAT'S ALL. >> WE'RE NOT CUTTING OUT ANY ACTIVITIES. >> WE'RE NOT CUTTING OUT ANY TRANSPORTATION TO STUDENTS, BUT THAT'S ALL WE NEEDED TO REQUEST. THAT'S ALL WE WILL REQUEST FOR THIS FUNDING YEAR. THAT'S WHERE THE REDUCTION IS COMING FROM. ONE THING ON WHAT TRUSTEE TUSKEGEE SAID ABOUT BORROWING THE MONEY FROM THE REC DISTRICT. THE WAY THAT THE REC DISTRICT CASH-FLOW WORKS, AS WE REVIEWED THE FINANCIALS YESTERDAY, WE'LL HAVE ABOUT A 0.5 MILLION DOLLARS IN CASH CARRYOVER FROM THE FISCAL YEAR '22 TO THE FISCAL YEAR '23 APPLICATIONS. THE WAY THAT WE PAY OUT THE REC DISTRICT APPLICATIONS IS AS TAX DOLLARS COME IN. IF THIS WAS APPROVED BY THIS BOARD AND IF IT WAS THEN APPROVED BY THE REC DISTRICT BOARD, THE SCHOOL DISTRICT WOULD NOT RECEIVE THIS MONEY BY THE TIME THE PROJECT IS FINISHED. THE SCHOOL DISTRICT WILL ESSENTIALLY BE FLOATING THIS MONEY TO THE REC DISTRICT. UNTIL WE COLLECT ALL OF THE TAX REVENUE FOR THE REC DISTRICT TO BE ABLE TO PAY THE SCHOOL BACK. THE REASON I BRING THAT UP IS, WE COULD POTENTIALLY PAY FOR THE BLEACHERS AND WOULD COME OUT OF CASH RESERVES FOR SCHOOL DISTRICT, THEN DO A FUNDING. IF WE END UP RAISING MONEY TO FUND THE BLEACHER PROJECT, THEN ONLY REQUESTING WHAT THE BALANCES FROM THE REC DISTRICT. THERE IS A LITTLE BIT OF ROOM TO MOVE THERE. IT WOULDN'T NECESSARILY BE A LOAN TO THE SCHOOL DISTRICT BECAUSE WE WON'T ACTUALLY HAVE THAT REVENUE TO PAY OUT TO THE SCHOOL DISTRICT UNTIL LIKELY NEXT SPRING. >> LET'S DO A ROW ON PUBLIC COMMENT REAL QUICK. IS THERE ANY PUBLIC COMMENTS ON THIS ITEM? ANY PUBLIC COMMENTS HERE? ANY PUBLIC COMMENT ONLINE? YOU'RE ONLINE, IF YOU WISH TO MAKE PUBLIC COMMENTS, PLEASE RAISE YOUR VIRTUAL HAND. SEE NO PUBLIC COMMENT, I'LL CLOSE PUBLIC COMMENT AND BRING IT BACK TO THE BOARD AND THAT WOULD ENTERTAIN A MOTION. >> MR. CHAIRMAN. >> TRUSTEE SCARLET. >> I MOVE TO APPROVE THE AMENDMENT SLIPS TCSD NUMBER 1 GRANT UP, EFFICIENT TO TCSD NUMBER 1 RECREATION DISTRICT, AS PRESENTED. >> IS THERE A SECOND? >> SECOND. >> MOVED AND SECONDED TO APPROVE THE TCSD GRANT APPLICATION TO THE TCSD NUMBER 1, REC DISTRICT AS PRESENTED, WHICH WAS THREE ITEMS, REDUCING THE AMOUNT FROM UNDER-MOUNTAIN BY 27,250, REDUCING THE ACTIVITY BUS BY 8,000 AND INCREASING THE STADIUM BLEACHERS BY 900,000. >> NOW [INAUDIBLE] [OVERLAPPING]. >> WELL, INCREASE. I WAS JUST READING THE RECORD. ANY FURTHER DISCUSSION ON THIS ITEM? >> MR. CHAIRMAN. >> TRUSTEE [INAUDIBLE]. >> ONE THING I'D SAY IS, I ATTENDED A LOT OF FOOTBALL GAMES LAST YEAR, AND ME KNOWING AND WATCHING IS ENOUGH TO TERRIFY ME AND AS A TRUSTEE, WE'VE GOT TO MOVE FORWARD ON THIS IMMEDIATELY. [INAUDIBLE] [OVERLAPPING] TRYING TO TAKE IT DOWN. [01:55:01] REMEMBER [INAUDIBLE] [LAUGHTER]. HE PLEADS THE FIFTH [LAUGHTER]. >> I DO THINK TRUSTEE [INAUDIBLE] RAISED A GOOD POINT. MY FRUSTRATION IS NOT WITH OUR STAFF OR WITH OURSELVES, IT'S SOMETHING OUTSIDE OF OUR CONTROL. WE THOUGHT WE HAD A NICE DONOR, G E. JOHNSON. G E. JOHNSON SAID THEY WOULD PAY FOR THIS. I DON'T THINK WE ALL WOULD'VE MOVED AHEAD OR WE WOULD'VE LOOKED A LOT DEEPER INTO IT, BUT IT SEEMED LIKE A DEAL TOO GOOD TO BE TRUE. ALL WE HAD TO DO WAS BUY THE MATERIALS AND G E. JOHNSON WAS GOING TO BUILD IT FOR FREE FOR THE COMMUNITY. I GUESS G E. JOHNSON PULLING OUT OF OUR COMMUNITY NOW, WE'LL HAVE TO FIND NEW PARTNERS. IT'S VERY DISAPPOINTING THAT G E. JOHNSON WILL NOT BE PARTNERING WITH THE SCHOOL DISTRICT AND THEY PUT US IN THIS BAD SITUATION. MY FRUSTRATION IS NOT TOWARDS STAFF OR TOWARDS THE BOARD, OR ANYTHING. MY FRUSTRATION IS WITH G E. JOHNSON. BUT I DO THINK WE NEED TO MOVE FORWARD. >> MR. CHAIR. >> TRUSTEE [INAUDIBLE]. >> MY FRUSTRATION IS SIMILAR, BUT I HAVE TO SAY THAT BEING ON THE REC DISTRICT, I HATE TO HAVE THE REC DISTRICT SEEN AS THE CANDY STORE FOR THE SCHOOL DISTRICT. ESPECIALLY WHEN WE'RE ASKING THE TOWN AND COUNTY FOR STEP FUNDS TO BUILD NEW BUILDINGS. YEAH, WE'RE TALKING ABOUT ACADEMICS AND THE IMPORTANCE OF ACADEMICS. BUT WE'RE WILLING TO PUT BASICALLY, THE REC DISTRICT FUNDS OR SCHOOL DISTRICT FUNDS, A MILLION DOLLARS TO BLEACHERS. I JUST THINK IT DOESN'T PASS THE SMELL TEST. THAT'S MY BIGGEST PROBLEM WITH IT. >> PLEA FOR THE DISPLAY. SEE NONE. ALL THOSE IN APPROVAL SAY, AYE. >> AYE [OVERLAPPING]. >> ALL THOSE AGAINST. >> NO. >> IT PASSES WITH ONE NO FROM TRUSTEE [INAUDIBLE]. WE MOVE ON TO CONSIDERATION OF AWARD OF BID FOR CONSTRUCTION OF NEW GRANDSTAND AND [INAUDIBLE] WHICH IS WHAT WE WERE JUST DISCUSSING. IF EVERYONE DIDN'T SEE IT, IT'S TUCK CONSTRUCTION, WHICH IS THE SAME PEOPLE THAT PROVIDED THE PRODUCT. THEY'RE SOLE SOURCING IT TO THEM SINCE THEY'RE THE ONES WHO ARE BRINGING THE PRODUCT. THE BASE AMOUNT WAS 718 TO 75. THEN THEY'RE GOING TO ADD ON THEIR ESTIMATES FOR SPRINKLERS, TOPSOIL 119, THE ELECTRICAL THROUGH DEL CON WOULD BE ABOUT A 100,000 AND THE BASE AND ASPHALT THROUGH EVANS WOULD BE ABOUT 75,000. IT COMES TO AMOUNT NOT TO EXCEED 1,012, 275. IS THERE ANYTHING ELSE I NEEDED TO SHARE, MR. HANSEN, OR MS. [INAUDIBLE]? YOU CAN JUST SAY NO IF YOU'RE THERE. >> NO [LAUGHTER]. >> NOT THAT I WAS TELLING YOU, YOU HAVE TO SAY NO. [LAUGHTER]. >> MR. CHAIR. >> YEAH, TRUSTEE LEE. >> THANK YOU. I DON'T WANT TO BEAT A DEAD HORSE, BUT I REALLY DON'T LIKE DOING THESE LOOSEY-GOOSEY BID THINGS. I CAN ALMOST GUARANTEE YOU THAT WE'LL HAVE SOMEBODY IN FRONT OF US NEXT TIME SAYING, "WELL, THE SPRINKLERS ARE MORE EXPENSIVE, THE ELECTRICAL IS MORE EXPENSIVE," AND WE DON'T HAVE A CONTRACT IN PLACE THAT SAY IT'S GOING TO BE DONE BY THIS FALL. THE LAWYER IN ME ME TELLS ME THAT THIS IS NOT A GOOD IDEA, BUT [INAUDIBLE]. >> ANY OTHER FURTHER DISCUSSION, I'LL GO TO PUBLIC COMMENT, TRUSTEE [INAUDIBLE]. >> I GUESS, SINCE YOU BROUGHT UP THAT WASN'T PUT OUT TO BID AND WE HAD SOMEBODY WHO WAS WILLING TO DONATE. WOULD IT BE BENEFICIAL TO PUT IT UP TO BID? I DON'T GO INTO QUESTION BUT IS IT THE TIMING ISSUE OR MAYBE THERE'S ANOTHER CONTRACTOR DOING A LOT OF WORK IN JACKSON THAT MIGHT WANT TO STEP UP AND DONATE AND WE COULD TALK ABOUT A LOT IN OUR MEETINGS [LAUGHTER] HOW GREAT THEY ARE. >> I THINK MR. HANSEN INVESTIGATED THAT. HE CAN TELL YOU WHAT HE DID. >> IN OUR CONVERSATIONS WITH TUCK CONSTRUCTION, HAD IT BEEN EVEN TWO MORE FURTHER WEEKS WHEN WE DID START TALKING WITH THEM, THEY WOULD NOT HAVE EVEN SUBMITTED A BID. RIGHT NOW THEY'RE PLANNING TO START WORK ON MAY 23RD, IN APPROXIMATELY TWO WEEKS. >> YOU BID ON CONTRACT? >> YES, AGREE. >> IS THERE ANY OTHER COMPANIES AS TRUSTEE ZANG IS SAYING, CHOW CONSTRUCTION, OR ANY OF THE BIG ONES THAT ARE HERE IN OUR COMMUNITY THAT WOULD BE WILLING TO STEP IN. >> THAT I CAN'T SPEAK TO, I DON'T KNOW FOR SURE. >> [INAUDIBLE] [02:00:04] >> THE WARRANTY ISSUES, I THINK. IT'S A POLY RANDOM CONTRACT FOR INSTANCE, THE WARRANTY. >> THE OTHER DISCUSSION. I'M GOING TO PUT THIS OUT TO PUBLIC COMMENT. IS THERE ANY PUBLIC COMMENT HERE IN THE ROOM AS TO THIS ISSUE? ANY PUBLIC COMMENT ONLINE? IF YOU'RE ONLINE, RAISE YOUR VIRTUAL HAND. SEEING NONE, I WILL CLOSE PUBLIC COMMENT AND BRING IT BACK TO THE BOARD FOR A MOTION. MR. CHAIRMAN [INAUDIBLE] >> I MAY HAVE TO APPROVE AWARDING THE BID CONSTRUCTION OF A GRANDSTAND AND PRESS BOX STRUCTURE PACKAGE AND TOOK CONSTRUCTION BASED UPON THE CURRENT ESTIMATED COST OF $1,012,275 WITH ANY MINOR MODIFICATION SUGGESTED BY LEGAL COUNSEL. >> IS THERE A SECOND? >> I'LL SECOND. >> YOU HAVE BEEN SECONDED TO APPROVE WARRING THE BID TO TUCK CONSTRUCTION. ANY FURTHER DISCUSSION? SEEING NO FURTHER DISCUSSION, ALL THOSE IN FAVOR SAY AYE. >> AYE. >> AYE. >> AYE. >> ALL THOSE OPPOSED. >> NO. >> TUCK PASSES WITH ONE NO FROM TRUSTEE DB. WE'LL MOVE ON TO CONSIDERATION OF FIRST READ OF POLICIES AND WE HAVE TWO OF THESE. WELL, I JUST SCREWED UP HERE. >> THERE YOU GO. >> IT'S TWO, RIGHT? >> CORRECT. >> WHY DO I HAVE THREE? I HAVE TEMPORARY VIRTUAL DAYS INDC, JJA STUDENT ORGANIZATIONS, AND THEN JJA-R STUDENT ORGANIZATIONS REGULATION. SUPERINTENDENT, DO YOU WANT TO WALK US THROUGH THOSE? >> THANK YOU, CHAIR GREGOR. THE INDC IS TEMPORARY VIRTUAL EDUCATION AND THIS IS COMING OUT OF CHAPTER 41, VIRTUAL EDUCATION FROM THE WYOMING DEPARTMENT OF ED AND THIS IS SOMETHING THAT WE SHOULD HAVE IN PLACE IN ORDER TO CONSIDER A VIRTUAL EDUCATION DAYS. FOR EXAMPLE, IF THE BOARD AT SOME POINT THROUGH THE CALENDAR REVIEW WANTED TO HAVE SOME TEMPORARY VIRTUAL DAYS THROUGHOUT THE CALENDAR, WHICH WE'VE ALREADY TALKED ABOUT THAT AND WE'RE NOT DOING THAT. HOWEVER, THAT'S ONE REASON. THE SECOND REASON IS INCLEMENT OR SEVERE WEATHER AND THIS IS SOMETHING THAT IS CERTAINLY APPEALING TO US. WE DID THAT ONE TIME THIS YEAR, BECAUSE WE HAD SOME INCLEMENT WEATHER, ALL THE PASSES WERE CLOSED. I CAN'T REMEMBER WHICH ONE IT WAS. THEN THE LAST ONE IS A COMBINATION OF TEMPORARY VIRTUAL DAYS THAT CANNOT EXCEED 50 PERCENT OF THE TOTAL SCHOOL DAYS. IF WE WERE TO GET INTO A PANDEMIC AGAIN OR SOME OTHER REASON THAT WE HAD A CATASTROPHE AT ONE OF THE SCHOOLS AND WE HAD TO CLOSE TEMPORARILY, WE COULD IMPLEMENT THIS POLICY AS LONG AS WE DIDN'T EXCEED 50 PERCENT OF THE TOTAL SCHOOL DAYS. THIS IS A FIRST DRAFT AND IT'S BEEN RECOMMENDED THAT IF WE'RE GOING TO DO ANY OF THESE, WE NEED TO HAVE A POLICY IN PLACE FROM WDE, AND THIS WAS THE DRAFT THAT THEY FORWARDED FOR OUR CONSIDERATION THROUGH CHAPTER 41. >> ANY QUESTIONS ON THIS PARTICULAR ONE, TRUSTEES TALK? >> SUPERINTENDENT, CHAIRMAN, THIS APPEARS TO BE THE DEATH OF SNOW DAYS. WE WILL NO LONGER HAVE SNOW DAYS. [LAUGHTER] >> I AM VERY SORRY. YES, I WILL INCUR AND I THINK THERE'S SOME REAL VALUE TO SNOW DAYS. THERE'S A LOT OF FUN AND EXCITEMENT. IT'S ONE OF THE BEST THINGS, IF I REMEMBER TURNING ON THE TELEVISION AND CROSSING MY FINGERS AND DOING A SNOW DANCE WHEN I WAS YOUNG. [F. Consent Agenda] I REMEMBER MY KIDS PLANNED SOME PRANKS ON ME AND COLD SNOW DAYS USING MY TWITTER ACCOUNT [LAUGHTER] FROM MY PREVIOUS DISTRICT. A LOT OF FUN, THOSE SNOW DAYS ARE BUT, YES, CERTAINLY, WE WOULD NO LONGER HAVE INCLEMENT WEATHER DAYS. >> CHAP, WHY DON'T YOU GO THROUGH JJA FORESTS AND JJA-R? >> THANK YOU. THIS IS CLEANING UP SOME LANGUAGE ON JJA. WE HAD A REQUEST FOR A NEW STUDENT CLUB AND ORGANIZATION, SO WHENEVER WE HAVE A REQUEST THAT WE DON'T GET OFTEN, WE GO IMMEDIATELY TO THE POLICY. THE FIRST THING WE NOTICED WHEN WE WENT TO THE POLICY WAS THAT THE DISCRIMINATION LANGUAGE DID NOT MATCH OUR MOST RECENTLY ADOPTED DISCRIMINATION LANGUAGE. WE HAVE THAT IN THERE. THEN THE SECOND THING IS YOU NOTICE THAT IN THE SECOND PARAGRAPH, STUDENT BODY IS CROSSED OUT BECAUSE IT LEAD THE QUESTION OF, [02:05:04] WE DON'T REALLY HAVE A STUDENT BODY PRESIDENT, SO WE JUST CLEANED IT UP A LITTLE BIT TO BE MORE IN LINE WITH OUR PRACTICE. THEN ON JJA-R AND THESE ARE THE PROCEDURES, WE WANT IT TO BE VERY CLEAR THAT IT'S NOT JUST AT THE MIDDLE SCHOOL OR THE HIGH SCHOOL, IT'S IN ALL OF OUR SCHOOLS AND THEN WE JUST CLEANED UP SOME OF THE LANGUAGE THERE SO THAT IT WAS MORE CLEAR EXACTLY WHAT MUST HAPPEN. THEN WE ADDED NUMBER 8, WHICH THAT NUMBER WILL CHANGE ONCE WE CLEAN EVERYTHING UP. BUT ALL TRIPS MUST BE APPROVED IN ADVANCE BY THE SUPERINTENDENT OR DESIGNEE AND MAY REQUIRE APPROVAL OF THE BOARD OF TRUSTEES. THAT'S SPECIFICALLY TO LOOK AT THE TRAVEL BUDGET, POTENTIAL DAYS OUT OF SCHOOL FOR THE SPONSOR OR THE STUDENTS, AND OF COURSE, INTERNATIONAL TRAVEL, THAT'S SOMETHING THAT THE BOARD SHOULD BE CONSIDERING AND VOTING ON. WE WANTED TO MAKE SURE THAT THAT WAS REALLY CLEAR. >> ANY QUESTIONS FOR THE SUPERINTENDENT? I WOULD ENTERTAIN ANY PUBLIC COMMENT. IS THERE ANY PUBLIC COMMENT HERE IN THE ROOM ON ANY OF THE INDC, THE TEMPORARY VIRTUAL DAYS, JJA STUDENT ORGANIZATIONS, OR JJA-R STUDENT ORGANIZATIONS REGULARLY? IS THERE ANY COMMENT ONLINE? SEEING NONE, WE WILL CLOSE PUBLIC COMMENT AND BRING IT BACK TO THE BOARD FOR A MOTION. >> MR. CHAIR. >> YEAH, TRUSTEE COSTON. >> I MOVED TO FIRST READ OF POLICIES INDC, TEMPORARY VIRTUAL DAYS, JJA STUDENT ORGANIZATIONS, AND JJA-R STUDENT ORGANIZATION REGULATION AS PRESENTED. >> SECOND. >> IT'S BEEN MOVED AND SECONDED TO APPROVE FIRST READ OF INDC, JJA, AND JJA-R. IS THERE ANY DISCUSSION BY THE BOARD? SEEING NONE, ALL THOSE APPROVALS SAY AYE. >> AYE. >> ALL THOSE OPPOSE? THAT PASSES. WE MOVE ON TO NOW CONSIDERATION ON SECOND READ OF JEB ENTRANCE AGE, GBIB POLITICAL CAMPAIGNS ACTIVITIES, GCQC-R BREACH OF CONTRACT, GCQEA RETIREMENT AND RESIGNATION PLAN. IF YOU RECALL, WE SAW THESE I GUESS TWO MONTHS AGO, AND WE DISCUSSED THEM. DOES ANYONE WANT THE SUPERINTENDENT GO THROUGH THESE AGAIN? DOES ANYONE HAVE ANY QUESTIONS? [INAUDIBLE]. >> MR. CHAIR, ON POLITICAL CAMPAIGN'S ACTIVITIES UNDER IS IT FOR PROCEDURES A READ? WHERE THIS A COUPLE OF TIMES BUT I THINK THERE'S A TYPO. IT SAYS THE SCHOOL DISTRICT EMPLOYEE OR OFFICIAL SHALL NOT SUE HIS OR HER OFFICIAL AUTHORITY OR INFLUENCE. I THINK THAT'S SUPPOSED TO USED. SHALL NOT SUE HIS OR HER OFFICIAL AUTHORITY OR [OVERLAPPING] PROPOSED. >> IT'S A TYPO. >> I THINK IT'S SUPPOSED TO BE USED. >> YEAH. >> YEAH. IT'S JUST A TYPO. >> NO POST ASSUMING. >> I KNOW. [LAUGHTER] >> GILEAD SUING HERSELF. [LAUGHTER] I WIN. I LOSE. [LAUGHTER] >> JUST SOMETHING TO OUR SPECIAL AUTHORITY. >> WELL, MAKE SURE THAT WE WILL MAKE THE MOTION. >> YES. >> DO IT CORRECTLY. >> YEAH. GOOD QUESTION. >> I'LL ENTERTAIN A PUBLIC COMMENT ON JEB AND JBIB, AND GCQC, AND GCQEA. IS THERE ANY PUBLIC COMMENT HERE IN ROOM? ANY PUBLIC COMMENT ONLINE? SEEING NONE, I WILL CLOSE PUBLIC COMMENT BRING IT BACK TO THE BOARD AND ENTERTAIN A MOTION. >> MR. CHAIRMAN? >> [INAUDIBLE]. >> I MOVE TO APPROVE SECOND READ OF POLICIES JEB INTERIM STAGE, JBIB POLITICAL CAMPAIGNS AND ACTIVITIES WITH THE SUGGESTED CHANGE, GCQC-R BREACH OF CONTRACT, GCQEA RETIREMENT AND RESIGNATION PLAN AS PRESENTED. >> I SECOND. >> FOLLOWS J'S OR G'S, BUT THAT'S OKAY. [LAUGHTER] >> THE MOTION IS SECOND TO PROVE ALL THE ONES ON SECOND READING. IS THERE ANY FURTHER DISCUSSION BY THE BOARD? >> MR. CHAIR? I READ A REALLY INTERESTING ARTICLE ABOUT, AND I'M TRYING TO REMEMBER WHETHER IT WAS IN FLORIDA OR IN TEXAS, THAT THE BREACH OF CONTRACT CAN RESULT IN LOSS OF YOUR TEACHER CERTIFICATION. YOU CAN CHECK ON THE PAST SITTING. >> ANY FURTHER DISCUSSION? ALL THOSE WITH APPROVALS, SAY AYE. >> AYE. >> AYE. >> ALL THOSE AGAINST SAY NO. THAT ONE PASSES. WE MOVE NOW ON TO THE CONSENT AGENDA AND LET'S GO DOWN, THERE WERE A FEW THINGS I JUST WANTED TO MENTION BEFORE WE ACTUALLY MAKE A MOTION. IS COBY HERE TONIGHT? [02:10:01] >> YES. >> COBY, I JUST WANTED TO TELL YOU YOUR STAFF REPORT WAS EXCELLENT. IT WAS REALLY WELL DONE, THE HYPERLINKS JUMPING AROUND SO I COULD LOOK AT EVERYTHING. I WAS JUST REALLY IMPRESSED. I REALLY APPRECIATE THE WORK YOU PUT INTO THAT. I JUST WANTED TO THANK YOU AND I WAS ALSO EXCITED DEANNA, TO SEE THAT WE'RE GOING TO FIX THE SIDEWALKS AROUND MULTIPLE SCHOOLS. I TRIP A LOT OVER A LOT [LAUGHTER] OF THOSE PEOPLE, A LOT OF SIDEWALKS THAT DO NOT ALIGN UP AND MY ONLY OTHER QUESTION WAS, ACTUALLY TWO MORE, WHAT TYPE OF PLAYGROUND [INAUDIBLE] HAVE PUT IT A MIDDLE SCHOOL? THAT'S MATH QUESTION AND THEN MY OTHER QUESTION WAS, FOR THE HIGH SCHOOL, WHAT IS THIS? IT WAS EXPENSIVE. THIS WHOLE NEW CLOCK BELL SYSTEM. I WAS JUST CURIOUS ABOUT. [LAUGHTER] >> WHOSE THAT? >> CHAIRMAN GREGORY AND BOARD. THAT IS A GOOD QUESTION. [G. Communication] WHAT ARE MIDDLE SCHOOL KIDS INTO REALLY CLIMBING ON LOTS OF DIFFERENT STUFF, BIG NETS. IT WAS SIMILAR TO ONE OF THE WILSON THING OR A SPIDER WEB THINGY AND WE ALSO HAVE ORDERED A NINJA WARRIOR LIGHT COURSE. I WANTED TO APPLY THIS WHILE AT THE COLLEGE. >> SURE. >> I THINK YOU HAVE TO BALANCE ON AND GO THROUGH THEN ANY SPACE THAT THEY CAN CONGREGATE WITH THEIR FRIENDS AND BE ABOVE THE GROUND. [LAUGHTER] YEAH, I KNEW YOU HAD THOUGHT THIS THROUGH. >> YEAH. [LAUGHTER] >> I WOULD NOT HAVE KNOWN YOU NEED TO CONGREGATE ABOVE GROUND. [LAUGHTER] >> JUST THAT LITTLE BIT OF SPACE FEELS LIKE THEY'RE GETTING AWAY FROM ME. [LAUGHTER] >> MR. CHAIR, TRUSTEES, REGARDING THE HIGH SCHOOL, IT'S THE PA SYSTEM, AND THE BELL SYSTEM. WE'RE VERY HAPPY TO BE REPLACING THAT BECAUSE RIGHT NOW WHEN DR. CRISPER IS STAFF ON A PAGE INTO A CLASSROOM, THEY HAVE TO USE A TELEPHONE. REPLACING THIS SYSTEM WHICH IS AT THE END OF IT'S LIFE, NUMBER 1, THAT WE'LL BE ABLE TO REPLACE IT WITH A MORE STREAMLINED SYSTEM THAT WILL WORK BETTER IN EMERGENCIES. [OVERLAPPING] >> OH THAT'S WONDERFUL. WHEN ARE WE GOING TO FIX, WHEN YOU DRIVE UP TO THE HIGH SCHOOL, THE SIGN, DOES IT WORK ANYMORE? >> THE SIGN, I'M SO GLAD YOU MENTIONED THAT BECAUSE I'M SUPER EXCITED ABOUT THE SIGN. [LAUGHTER]. THE SIGN IS FIXED. >> OH, IT IS FIXED? >> IT'S FIXED, AND THANKS TO TJ CONNELL, WHO YOU ALL KNOW MY STAFF HE'S TAKING A LOT OF PRIDE IN PROGRAMMING IT. YEAH, PLEASE TAKE A LOOK. I LOVE DRIVING BY THAT SIGN, AND SEEING IT WORK. >> WONDERFUL. THANKS FOR DOING THAT. >> YEAH. >> THANKS FOR CHARITY. >> YES, I'D SAY THAT I GO PAST THERE A LOT, I DON'T KNOW HOW LONG AGO IT CHANGED BUT I WAS [INAUDIBLE] JUST FIND OUT WHEN THIS IS GOING TO BE FIXED. THEN ONE DAY, I DROVE BY, AND IT'S FIXED. [LAUGHTER] >> THERE'S NOTES ABOUT THIS. >> I THINK DEANNA READ YOUR MIND. >> YEAH. [OVERLAPPING] BUT MR. CHAIR, AND TRUSTEES, I WILL ADD THAT I THINK WE GOT THE LAST REMAINING PARTS FOR THAT AREA OF A SIGN. IF ANYTHING ELSE GOES WRONG, I MIGHT BE BEFORE YOU [LAUGHTER] ASK THEM TO REPLACE IT. [LAUGHTER] >> TRUSTEE TESKE. >> THANK YOU, MR. CHAIR. DEANNA, IS THERE ANY POSSIBILITY OF APPLYING TO THE STATE FOR SAFETY MONEY FOR THE REPLACEMENT OF THAT SYSTEM IN THE HIGH SCHOOL? >> MR. CHAIR, TRUSTEE TESKE THAT'S EXCELLENT QUESTION, AND THANKS TO LAURA AND THE BUSINESS OFFICE, THEY ACTUALLY SUGGESTED THAT. I'M VERY PROUD TO SAY THAT WE ARE USING THOSE FUNDS, AND WE'LL BE ONE OF THE FEW DISTRICTS THAT HAVE USED ALL OF THAT SAFETY MONEY THAT WAS ALLOCATED. >> THAT WAS EXCELLENT. >> YEAH. >> IT WORKED. THANKS, DEANNA. >> CAN I ASK YOU QUESTION [INAUDIBLE] >> OH SURE. BILL TRUSTEE'S GOT A QUESTION. >> IN THE CONSENT AGENDA, I THINK NUMBER 15, IT SAYS APPROVAL OF CONSENT AGENDA. SHOULD IT BE THE APPROVAL OF AN EXECUTIVE SESSION FOR THE NEXT BOARD MEETING IF WE MEET UP? >> WE TOOK THAT OFF AT ONE POINT. THE APPROVAL OF THE NEXT EXECUTIVE SESSION. >> YOU DON'T NEED THAT ANYMORE. YOU DON'T NEED THAT. WE DID HAVE THAT DISCUSSION, I FORGOT. [INAUDIBLE] AND I HAD THAT DISCUSSION ONCE. >> HAS BEEN DOING THIS FOR? >> YEAH, UNDER [INAUDIBLE] WE DO IT. [LAUGHTER] >> THANK YOU FOR THAT. [LAUGHTER] >> I COUNT MY VALIDATION, I DON'T KNOW. [LAUGHTER] >> ASKED HIM AND HE SAYS, NO WE SHOULD. >> I'M SORRY. I SHOULD STRAIGHTEN THIS OUT, ANDREW. >> TRUSTEE CARLIN LOVES READING THESE. [02:15:04] >> [LAUGHTER] THE LIST WAS SHORTER LAST TIME. I MOVE TO APPROVE THE STAFF CONSIDERATIONS AND REPORTS FOR APRIL 2022. APPROVAL OF THE MINUTES FROM THE APRIL 20, 2022 REGULAR BOARD MEETING, APPROVAL OF THE APRIL 2022 CHECK REGISTRY APPROVAL. I'LL SAY IT'S BEEN MOVED AND SECONDED AND I'LL REPEAT THEM ALL FOR YOU. [LAUGHTER] IS THERE ANY DISCUSSION? SEEING NONE, ALL THOSE IN FAVOR SAY AYE. >> AYE. >> ALL AYES AGAINST NAY. IF ANYONE HERE IN THE ROOM WOULD LIKE TO COMMENT, PLEASE COME UP TO THE LECTERN AND GIVE US YOUR COMMENTS. SEEING NONE, IF ANYONE ONLINE HAD ANY PUBLIC COMMENT OR FOR ANYTHING THAT WAS NOT ON TONIGHT'S AGENDA, WE WOULD WELCOME THOSE COMMENTS NOW. SEEING NONE, WE WILL MOVE ON TO COMMUNICATIONS TO THE BOARD. THINK YOU SAW THERE WERE SOME LETTERS THIS MONTH NOT THAT MANY. LET'S GO TO COMMUNICATIONS FROM THE BOARD. ANYONE? >> I WILL JUST REITERATE RESTRICTION. >> SURE. >> HOW PROUD I AM TO BE SITTING IN THE ROOM WITH THE SUPERINTENDENT OF THE YEAR. [LAUGHTER] I WILL SAY THOUGH SERIOUSLY, IT WAS VERY TOUCHING TO BE ABLE TO WATCH THE PRESENTATION AND SEE THE ADMIRATION FROM HER PEERS AS SHE WAS CHOSEN. I THINK WE SHOULD ALL BE PROUD. SHE'S BEEN WITH US FOR SEVEN YEARS NOW, AND I THINK THIS IS JUST AWESOME. >> I APPRECIATE THE BOARD'S SUPPORT, SO THANK YOU. >> WELL, FIRST OF ALL, CONGRATULATIONS AND THEN SECOND OF ALL, I JUST QUICKLY WANTED TO SAY OR REITERATE SOMETHING THAT WAS IN OUR UPDATE LAST WEEK IS LAST FRIDAY WAS A CREST DAY FOR THE ELEMENTARY SCHOOLS AND THE COMMUNITY FOUNDATION HAD REACHED OUT TO ME WEARING ANOTHER HAT AS THE COORDINATOR OF THE SYSTEMS OF EDUCATION. THEY'D LIKE TO DO SITE VISITS AND SEE WHERE THEIR FUNDS ARE BEING USED AND HOW THEY'RE BEING USED AND SO THERE WAS A GROUP FROM THE COMMUNITY FOUNDATION, FUN FOR PUBLIC EDUCATION THAT TOURED COPPER MOUNTAIN ELEMENTARY SCHOOL AND THERE WERE, AT LEAST FOUR COMMUNITY ORGANIZATIONS THERE WORKING WITH OUR ELEMENTARY KIDS WITH REALLY COOL EXPERIENTIAL LEARNING EXPERIENCES. THERE WAS A PARENT THERE THAT WAS ASSOCIATED WITH THE COMMUNITY DEPUTY CHIEF THERE THAT REALLY PARTICULARLY LAST YEAR WITH THOSE NO SCHOOL FRIDAYS THAT SHE NOT HAD THAT ACCESS TO THE PRESS STAGE, THEIR FAMILY WOULD HAVE HAD TO REALLY MAKE SOME CHANGES IN THEIR WORKING SITUATION. IT WAS REALLY COOL TO SEE AND I THINK THE FUNDERS WERE VERY EXCITED BY THE COLLABORATION AND THE QUALITY OF THE WORK AND THEY WERE VERY APPRECIATIVE OF THE PROFESSIONALS THAT DO SUPPORT [INAUDIBLE] ON THOSE FRIDAYS WHEN THE TEACHERS ARE HAVING ANSWERS. >> THAT'S WONDERFUL. >> NICE. [OVERLAPPING] MR. CHAIR, WE ALL HAD ACCESS TO THE FILM THAT SCOTT MACDONALD MADE FOR THE KINDERGARTEN INTRODUCTION AT WILSON SCHOOL AND BETH COMMENTED ON IT SO I INSTANTLY OPENED IT, IT WAS SO FANTASTIC. [02:20:01] I WAS REALLY IMPRESSED AND I WAS DELIGHTED THAT ALL THOSE CHILDREN PARTICIPATED IN MAKING THAT VIDEO. IT'S REALLY GREAT. >> IT'S NOT HERE. HE WAS EARLIER. >> NO ONE TOLD ME SOMETHING NICE THOUGH. [LAUGHTER] ARE THERE ANY OTHER COMMUNICATIONS FROM THE BOARD? >> DISCUSSION AND FUTURE AGENDA ITEMS, JUST TO REMIND EVERYONE THAT WE HAVE THE PROFILE OF THE GRADUATE ON THE 19TH. >> NEXT THURSDAY AT 5:30 [OVERLAPPING] >> THURSDAY IN THIS ROOM. WE SHOULD ALL TRY AND BE HERE. WHAT ELSE IS COMING UP SOON? WE HAVE GRADUATION COMING UP. WHAT ELSE DO WE NEED TO REMEMBER TO BE AT? >> THE PROMOTION CEREMONY FOR JACKSON HOLE MIDDLE SCHOOL IS JUNE THE 9TH. LAST YEAR, A TORRENTIAL DOWNPOUR CAME THROUGH. [LAUGHTER] THE KIDS WERE SPREADING ACROSS THE STAGE AND THEN THERE WAS A DOUBLE RAINBOW RIGHT OVER THAT EXPERIENCE. IT WAS COLD, IT WAS MISERABLE, AND THERE WAS A DOUBLE RAINBOW OVER THEIR HEADS. IT WAS JUST A SPECTACULAR. IT'S ON THE MIDDLE SCHOOL'S WEBSITE, THE PICTURE. IT WAS A NIGHT TO REMEMBER. [LAUGHTER] I THINK I LAUGHED THE ENTIRE TIME. [LAUGHTER] >> LET ME GO FOR A SWIM. [LAUGHTER] >> SOME REALLY CUTE MY EIGHTH GRADE GIRLS THEY GOT ALL THEIR STUFF IN THEIR LITTLE SKIRT [INAUDIBLE] [LAUGHTER] >> I HEARD SOME OF THE TRUSTEES GOT TWO SCREENS. EFFICIENCY OF MEETINGS LAW. >> THAT WAS AWESOME. >> APPRECIATE THAT ALL OF YOU GUYS DOING THAT. [LAUGHTER] >> WE HAVE ANOTHER OPPORTUNITY ON MAY 23RD ON HOLD, BUT I'M NOT REALLY SURE WHAT THAT FORMAT WILL BE SO. >> THAT'S THE FUN OF IT IF, IT'S A SURPRISE. >> EXACTLY. SOME OF MY BEST WORKERS HAS BEEN [OVERLAPPING] >> WE NEED TO ACTUALLY TELL PEOPLE WHAT TO DO. [LAUGHTER] FOR THE EDUCATIONAL MOMENT NEXT MONTH I WAS JUST CHECKING WITH CHAD AND WITH BOW AND I WAS WONDERING IF MAYBE WE COULD JUST CHAT ABOUT WHAT UPDATE ON THIS NEWCOMERS INSTITUTE AND HOW THAT'S GOING TO WORK IF THAT'S OKAY WITH EVERYONE. MIGHT BE A GOOD ONE TO HAVE A DISCUSSION ABOUT. >> GREAT. >> IT'S 8:30. SOMEBODY ELSE HAVE ANYTHING ELSE? I WOULD ENTERTAIN A MOTION TO ADJOURN. >> SECOND. >> SECOND. >> MOVED AND SECONDED TO ADJOURN. ALL [INAUDIBLE] SAY AYE. >> AYE. >> WE'RE ADJOURNED. * This transcript was compiled from uncorrected Closed Captioning.
