[A. Call to Order] [00:00:04] >> [NOISE] I'LL CALL THE MEETING TO ORDER, ALL THE MEMBERS ARE PRESENT TRUSTEE TESKE IS ON THE WEBEX AND TRUSTEE SCARLETT HAD TO GO HOME EARLIER FOR OUR EXECUTIVE SESSION. WE WILL START WITH PLEDGE OF ALLEGIANCE. >> WE USUALLY START WITH ONE OF OUR STRATEGIC PLAN OR VISION STATEMENT OR A MISSION. SO TONIGHT WE'LL JUST DO OUR STRATEGIC PLAN GOALS. OUR STRATEGIC PLANS ARE SUCCESS FOR ALL, SAFE, HEALTHY AND CARING ENVIRONMENT, EFFECTIVE AND EFFICIENT OPERATIONS, AND POSITIVELY ENGAGED IN INFORMED COMMUNITY. TONIGHT ALSO NUMBER 5, THEY'RE ON OUR LIST IS THE SAFETY AND SECURITY STATEMENT AND I'LL CALL ON THE SUPERINTENDENT HERE IN A MOMENT. JUST WE'VE RECEIVED A FEW EMAILS AFTER THE TRAGEDY IN TEXAS ASKING WHAT WE ARE DOING HERE IN TETON COUNTY AND THAT'S A VERY APPROPRIATE QUESTION TO BE ASKING. MOST OF US, ALL OF US HERE ON THIS BOARD ARE PARENTS ALSO, AND WE HAVE THE SAME CONCERNS THAT YOU HAVE AS PARENTS ALSO. A DAY AFTER THE SHOOTINGS, THE SCHOOL BOARD ASK THE SUPERINTENDENT TO REVIEW ALL OF OUR POLICIES AND PROCEDURES TO MAKE SURE WE'RE ALL ON THE SAME PAGE, ESPECIALLY WITH LAW ENFORCEMENT. THE SUPERINTENDENT MET WITH BOTH THE POLICE CHIEF AND THE SHERIFF, JUST TO REMIND EVERYONE WE DO HAVE TWO SCHOOL RESOURCE OFFICERS, ONE AT THE HIGH SCHOOL AND THEN ANOTHER AT MIDDLE-SCHOOL, AND THAT DEALS WITH THE IN TOWN ELEMENTARY SCHOOLS ALSO. ALL OF OUR DOORS ARE SECURED, YOU CAN USE AN ID BADGE SYSTEM THAT ELECTRONICALLY LEAD TEACHERS AND STAFF IN AND OUT OF THE DOORS, AND THE BOARD DID ASK THE SUPERINTENDENT TO SEND A MESSAGE OUT TO STAFF TO REMIND STAFF TO NOT PROP DOORS OPEN, AND YOU MAY HAVE NOTICED THAT WE PLACED YELLOW SAND FILLED PLANTERS AND OR BOLLARDS IN FRONT OF SOME OTHER WORDS. THE SCHOOL DISTRICT MATCHES NOW, IN EXECUTIVE SESSION, WE'RE ALLOWED TO GO INTO EXECUTIVE SESSION TO DISCUSS SAFETY AND SECURITY WHERE THE KNOWLEDGE WOULD BE DETRIMENTAL. SO WE HAD A LONG DISCUSSION, WENT THROUGH A LOT OF STRUCTURAL ISSUES THAT MAY OR MAY NOT BE PRESENT IN OUR SCHOOLS AND DISCUSS THOSE IN DEPTH. THEN WE'LL BE WORKING ON SOME OF THOSE THROUGHOUT THE SUMMER AND WE JUST WANT TO ASSURE EVERYONE, NO PARENT SHOULD EVER HAVE TO WORRY ABOUT DROPPING OFF THEIR CHILD IN THE MORNING, THAT THEY WON'T BE THERE AT THE END OF THE DAY. NOW, SUPERINTENDENT DID YOU WANT TO GO THROUGH SOME OF THE ISSUES AND I BELIEVE SCHOOL RESOURCE OFFICER [INAUDIBLE] IS HERE ALSO TO SPEAK. >> THANK YOU. CHAIR GINGERY AND TRUSTEES, AS YOU KNOW, SAFETY AND SECURITY OF OUR STUDENTS IS ALL ON THE FOREFRONT OF OUR MIND AND OUR STAFF. WE'VE TAKEN THIS SERIOUSLY, NOT JUST FOLLOWING WHEN INCIDENTS HAPPEN NATIONALLY, BUT THERE'S RARELY A TIME WHEN I'M NOT THINKING ABOUT SAFETY AND SECURITY. AS AN EXAMPLE, DURING GRADUATION, THE ENTIRE TIME I'M SCANNING THE CROWD AND I'M LOOKING AT AND THINKING ABOUT WHAT COULD I DO IN AN EMERGENCY, IN A VARIETY OF EMERGENCIES. THAT'S ALWAYS ON MY MIND, AND WE HAVE DONE A NUMBER OF THINGS QUICKLY OVER TIME. WE DON'T TYPICALLY SHARE OUR VERY DETAILED PLANS. IN THE EVENT THAT IT FALLS INTO SOMEONE'S HANDS THAT MAYBE THINKING ABOUT DOING SOMETHING. WHILE THAT SEEMS COUNTER-INTUITIVE, WE WANT PEOPLE TO KNOW THAT WHAT WE'RE DOING. YET ON THE OTHER HAND, WE DON'T WANT TO PROVIDE INFORMATION OR KNOWLEDGE TO SOMEONE. THE MOST IMPORTANT THING THAT I CAN SAY FOR ANY COMMUNITY IS RELATIONSHIPS ARE KEY. IT'S SO IMPORTANT WHAT OUR STAFF AND OUR COMMUNITY MEMBERS AND OUR FELLOW STUDENTS ARE DOING DAY IN AND DAY OUT. THAT'S WHERE WE GET THE BEST AND THE MOST IMPORTANT INFORMATION. FOR PEOPLE TO FEEL COMFORTABLE AND EMPOWERED. IF THEY SEE SOMETHING, SAY SOMETHING, IF IT MAKES THEM FEEL SOMETHING, OR THEY HEARD SOMETHING, JUST HAPHAZARDLY REPORT IT SO THAT WE CAN INVESTIGATE IT. THAT'S ALWAYS THE BEST STRATEGY RIGHT AWAY. [00:05:03] WE APPRECIATE THAT, THAT PEOPLE ARE COMFORTABLE DOING THAT AND THAT OUR STAFF HAVE TAKEN THIS SERIOUSLY. WE DO HAVE A GREAT PARTNERSHIP WITH BOTH THE TOWN OF JACKSON POLICE AND THE SHERIFF'S DEPARTMENT. I HAVE EVERYONE'S CELL PHONE NUMBERS AND THEY PICK UP AND WHEN I CALL, EVEN IF IT'S A MINOR THING, AND I JUST REALLY APPRECIATE THAT PROFESSIONALISM. DEPUTY ROUNDY IS HERE THIS EVENING AND HIS RELATIONSHIPS THAT HE'S BUILT OVER TIME WITH OUR COMMUNITY AND WITH PRIMARILY THE HIGH SCHOOL AND SOME THAT ARE THE TWO SCHOOLS HE SPENDS MOST OF THE TIME AT. BUT HE IS KNOWLEDGEABLE AND IN OF ALL OUR BUILDINGS. THE OTHER THING I WOULD SAY ABOUT THE POLICE AND THE SHERIFF'S DEPARTMENT, THEY CONDUCT REGULAR TRAININGS IN ALL OF OUR BUILDINGS. THEY HAVE BEEN IN ALL OF OUR BUILDINGS ESPECIALLY RECENTLY WITH A GREAT PRESENCE. ANYTIME THERE'S A NEW OFFICER, THEY'RE SHADOWING WITH DEPUTY ROUNDY AND THEY ARE TOURING IN OUR SCHOOLS SO THAT THEY'RE FAMILIAR WITH THE LAYOUT OF THE BUILDINGS AND ANY KIND OF EMERGENCY THEY CAN RESPOND. DEPUTY ROUNDY IS THERE ANYTHING ELSE? YOU COME TO THE PODIUM. BUT IS THERE ANYTHING ELSE THAT YOU WOULD LIKE TO ADD? >> JUST ECHO A FEW THINGS THAT YOU SAID. I THINK IT'S IMPORTANT FOR PEOPLE TO KNOW THAT THE RELATIONSHIP BETWEEN THE SCHOOL DISTRICT AND LAW ENFORCEMENT IS STRONG. THERE'S NEVER BEEN A SITUATION THAT I'M AWARE OF WHERE WE COULDN'T COME TOGETHER, WORK TOWARD SOLUTIONS OF PROBLEMS, ANYTHING THAT WE NEED OR THE SCHOOL NEED THAT HASN'T BEEN MET. ALSO, LAW ENFORCEMENT IS VERY PROACTIVE IN WANTING TO BE IN THE SCHOOLS, THE SCHOOL DISTRICT HAS BEEN VERY GREAT WITH LETTING US HAVE ACCESS TO THE BUILDING FOR TRAINING, WHICH IS GOOD FOR US. BUT EVEN MORE THAN THAT, THEY'VE GONE OUT OF THEIR WAY AND GIVEN US ID BADGES SO THAT WE CAN ACCESS IN CASE OF EMERGENCIES 24/7, EVERY OFFICER HAS THOSE. I DON'T WANT TO GO IN TOO MUCH, LIKE KEITH SAID ABOUT WHAT WE'RE DOING TO KEEP THE BUILDING SAFE, BUT THERE'S A GREAT PARTNERSHIP. RELATIONSHIPS ARE KEY AND I THINK WORKING TOWARDS THOSE RELATIONSHIPS CONTINUE TO HELP. >> THANK YOU. >> ALL RIGHT. >> ANY BOARD MEMBERS WISH TO MAKE ANY COMMENTS? [B. Approval of the Agenda] I WOULD ENTERTAIN A MOTION TO APPROVE TONIGHT'S AGENDA. >> SO MOVED. >> SECOND. >> BEEN MOVED AND SECONDED TO APPROVE TONIGHT'S AGENDA. ALL THOSE IN FAVOR SAY AYE. [C. Superintendent's Report] >> AYE. [OVERLAPPING] >> I'LL MOVE ON TO THE SUPERINTENDENT'S REPORT. I THINK YOU HAVE SOME CELEBRATIONS. >> OH, YES. CHAIR GINGERY AND TRUSTEES, WE HAVE A LOT OF CELEBRATIONS. IT DOESN'T FEEL LIKE MY LEAST FAVORITE DAY OF THE SCHOOL YEAR, WHICH IS THE LAST DAY OF SCHOOL, DOESN'T FEEL LIKE THAT TO ME THIS YEAR FOR SOME REASON. THE LAST DAY OF SCHOOL IS ALWAYS, IN MY OPINION, THE WORST DAY OF THE YEAR BUT WE HAVE ALREADY BEEN PLANNING AND LOOKING AHEAD TO THE NEXT SCHOOL YEAR. I KNOW THERE ARE MANY PEOPLE THAT ARE LOOKING FORWARD TO OUR LAST DAY OF SCHOOL. WE HAD WONDERFUL CELEBRATIONS OF THE ACCOMPLISHMENTS OF GRADUATES AT BOTH JACKSONVILLE HIGH SCHOOL AND SUMMIT. THOSE WERE WONDERFUL OPPORTUNITIES TO LOOK AT THE ACCOMPLISHMENTS OF OUR SENIOR CLASS, OUR LARGEST GRADUATING CLASS TODAY, AND ALSO THE SMALLEST GRADUATING CLASS FOR THE NEAR FUTURE. OUR SCHOOL DISTRICT CONTINUES TO GROW AND OBVIOUSLY WE HAD A LOT OF CELEBRATIONS WITH ONE OF THE HIGHEST GRADUATION RATES IN THE STATE, AS WELL AS THE NUMBER ONE HIGH SCHOOL IN THE STATE AGAIN. WE HAVE A LOT OF THINGS TO CELEBRATE AND APPRECIATE YOUR LEADERSHIP TO THAT ENDEAVOR. THE NEXT CELEBRATION, I'D LIKE TO ASK ANNIE KOBILKA TO COME IN. SHE IS TAKING THE PLACE OF MIKE HANSEN THIS EVENING AND INTRODUCING OUR HIGH SCHOOL STUDENTS. GO AHEAD. >> YEAH, SUPERINTENDENT CHAPMAN, CHAIR GINGERY, TRUSTEES, THANKS FOR HAVING ME ANNIE KOBILKA. [INAUDIBLE] THE HIGH SCHOOL. I GOT REALLY EXCITED WHEN MR. HANSEN ASKED ME TO STEP IN BECAUSE I THINK ACTUALLY YOU NEED TO RECOGNIZE OUR STUDENTS WHO HAVE BIG ACCOMPLISHMENTS. IT'S PROBABLY THE BEST PART OF THE JOB. [OVERLAPPING].SORRY, JANINE [LAUGHTER]. WHEN I LOOK AROUND THE ROOM AND WHEN I LOOK OUTSIDE THE STUDENTS THAT WE'RE HONORING, IT'S REALLY COOL TO SEE THEM BECAUSE I HAVE LITTLE STORIES OF EACH OF THEM IN MY HEAD AND I THINK IT'S REALLY NICE TO HIGHLIGHT HOW GREAT THEY ARE AS ATHLETES, BUT ALSO AS STUDENTS AT THE HIGH SCHOOL AND IN OUR BUILDING EVERY DAY, IN THE HALLWAYS AND THEN THEIR CLASSROOMS. I'M GOING TO TURN IT OVER TO THEIR COACHES TO INTRODUCE THEM AND SHARE A LITTLE BIT ABOUT THEM. FIRST STEP IS TRACK AND FIELD. WE HAVE BILL WILDLY COMING UP TO INTRODUCE THEM. >> THANKS ANNIE. CHAIR GINGERY, TRUSTEES, EVERYBODY ELSE. [00:10:03] GREAT TRACK SEASON, IT WAS CULMINATED WITH PROBABLY THE WORST THREE DAYS OF WEATHER [LAUGHTER] I'VE EVER SEEN THAT WAS MY 21ST STATE TRACK MEET AND THAT WAS PROBABLY THE MOST FICKLE I'VE EVER SEEN IT. BUT AS WE GOT BACK ON THE BUS, CAME HOME AND GET OUT. FIVE ALL STATUS, TWO OF THEM ARE ACTUALLY NOT HERE TODAY AMAZINGLY, THEY [INAUDIBLE] ARE RUNNING A NIKE NATIONALS RIGHT NOW. BUT WE DO HAVE THREE MEMBERS OF OUR BACK-TO-BACK STATE GIRLS [INAUDIBLE] RELAY TEAM. STATE RECORD HOLDERS BACK-TO-BACK AND IT'S AMAZING STUFF. IT'S REALLY COOL RELAY BECAUSE THESE TWO LADIES ARE [INAUDIBLE] THEY STARTED OUT WITH THE 200 METER AND THEN HANDED OFF TO SENIOR [INAUDIBLE] SHE GOT THERE IN TIME [LAUGHTER]. BACK TO BACK IT'S J-CF HAD A GREAT YEAR [INAUDIBLE] [LAUGHTER] STANDING UP THERE. BUT WE GOT TWO MORE YEARS AT LEAST TWICE NOW AND THE FUTURE IS BRIGHT. I'M SUPER STOKED TO BE HERE TONIGHT TO SEE MY INVESTORS, CAN BE COVERED ABOUT THEM. CAN YOU? THANK YOU. [LAUGHTER] [OVERLAPPING]. >> NOW FOR ANOTHER TEAM THAT YOU'VE SEEN, I THINK NOW FREQUENTLY, ATTEND THESE MEETINGS IN THE SPRING, THE BOYS SOCCER TEAM. I'LL TURN IT OVER TO MATT. [INAUDIBLE] >> [LAUGHTER] THANK YOU, ANNIE. YOU GUYS CAN GO AHEAD AND STAND HERE [BACKGROUND]. TEDDY, STAND HERE. [BACKGROUND] >> CHAIRMAN GINGERY, TRUSTEES. SOMEONE ASKED ME TO INTRODUCE YOU GUYS BECAUSE IT'S OLD, AND I WOULD SAY NO, IT DOES NOT. THIS IS THE BOYS' SOCCER TEAM. NOT THE WHOLE TEAM, BUT A LOT OF THEM ARE HERE. IT WAS A GREAT SEASON AND REALLY PROUD OF THESE GUYS. THIS IS A THREE-PEAT FOR US, THREE IN A ROW. I DID LOOK UP THE RECORDS IN THE WHSAA AND THERE HASN'T BEEN A TEAM SINCE THE INCEPTION OF SOCCER IN 1987, '88, '89, [INAUDIBLE] DID THAT. WE WENT THREE IN A ROW AGAIN, OR THREE IN A ROW. HOPING FOR FOUR, WE'LL SEE. [LAUGHTER] YOU GOT A COVID YEAR IN THERE, SO WHO KNOWS WHAT WOULD HAVE HAPPENED FOR SOME OF THE SENIORS. I'LL GIVE SOME QUICK HIGHLIGHTS. THIS IS OUR BEST EVER RECORD, WE ARE 18 IN ONE. WE SCORED 115 GOALS AND WE GAVE UP 10 ALL SEASON. [LAUGHTER]. IT'S A LOT. [LAUGHTER] >>THAT'S A BIG DIFFERENCE. [NOISE] [APPLAUSE] >>WE HAD 14 SENIORS, WHICH IS ALSO A RECORD ON THE ROASTER. WE HAD NINE ALL CONFERENCE PLAYERS, SIX ALL STATE PLAYERS, SENIOR HOBBY HUDDA, KYLE MCCLINTON WHO'S HERE, BRADEN HILLS, DYLAN ZOMPA, TEDDY OPPLE AND CHARLIE HELSHER. I'M GOING TO LET THE KIDS INTRODUCE THEMSELVES REAL QUICK, AND IF YOU'RE A SENIOR, YOU CAN SAY WHAT YOUR PLANS ARE FOR NEXT YEAR. >>I'M OLIVER TAILOR AND I'M A JUNIOR. >> I'M BRIAN DIAZ, I'M ALSO A JUNIOR. >> SIMON TEDDY OPPLER [INAUDIBLE]. >> [INAUDIBLE] I'M A SENIOR, I GRADUATED LAST YEAR AND I'M GOING TO MIT NEXT YEAR TO STUDY [INAUDIBLE]. >> [INAUDIBLE], I'M ALSO A SENIOR. I'M GOING TO [INAUDIBLE], UNIVERSITY IN NORTH CAROLINA NEXT YEAR. I'M STUDYING COMMUNICATION AND SPORTS [INAUDIBLE]. >> I'M [INAUDIBLE], AND I'M A FRESHMAN. >> I'M CHARLIE HELSHER AND I'M GOING TO ST. THOMAS, UNIVERSITY, ST. THOMAS. I AM PLAYING SOCCER. [LAUGHTER] >> IT'S JUST BEEN A GREAT JOY. I PUSH THESE BOYS SINCE THEY WERE EIGHT OR NINE. OBVIOUSLY MY SON IS ON THE TEAM, BUT IT'S JUST BEEN A GREAT EXPERIENCE. THERE WAS AN INCIDENT THAT WE HAD IN THE MIDDLE OF THE YEAR, WE LOST A GAME AND ANOTHER INCIDENT YOU PROBABLY READ ABOUT IT IN THE PAPER. [LAUGHTER] BUT IT REALLY MADE US REFOCUS. WHEN I WAS TALKING TO THE BOYS, I SAID WE'RE GOING TO PLAY WITH A CLASS DAY IN AND DAY OUT. WE'RE GOING TO PRACTICE WITH CLASS DAY IN AND DAY OUT, AND ON THE SOCCER FIELD WE'RE GOING TO BE A MACHINE. SOMEHOW THIS CLASSY MACHINE STUCK, AND IT WAS OUR MANTRA FOR THE REST OF THE YEAR. THEY REALLY LIVED UP TO THAT, SO IT'S GREAT WORK BIG BOYS. THANK YOU. [00:15:02] [APPLAUSE]. >> [INAUDIBLE]. [LAUGHTER]. >> MR. CHAIR. >> JUST IN NEED. >> I HAVE TO ADMIT [INAUDIBLE] DIDN'T WIN A SINGLE GAME IN FOUR GAMES. THERE WERE PEOPLE WHO WERE ASSUMING THAT IT'S TOO HARD FOR US EVER TO WIN A STATE CHAMPIONSHIP. THOSE GUYS PROVED THEM WRONG. [LAUGHTER]. >> THEY'VE DONE A TERRIFIC JOB. [LAUGHTER]. >> I DON'T [INAUDIBLE]. >> THANK YOU. CHAIR GINGERY, THE NEXT HIGHLIGHT IS ALSO AN END OF THE YEAR CELEBRATION, OUR TEACHER OF THE YEAR AND HER STAFF MEMBERS OF THE YEAR. DR. SWINTOWSKI, HAS THIS GREAT HONOR. >> YEAH, THIS IS A FUN MEETING SO FAR. [LAUGHTER] MR. CHAIR, TRUSTEES, IT REALLY IS AN HONOR OF SHARING THE NAMES OF TCSVS 2022, STAFF OF THE YEAR AND TEACHER OF THE YEAR. WE HAVE A LOT OF NOMINEES. ESSENTIALLY HOW THE PROCESS WORKS IS EVERY BUILDING AND DEPARTMENTS THEY CAN NOMINATE A STAFF AND TEACHER OF THE YEAR, THOSE STAFF AND TEACHER OF THE YEAR THEN APPLY TO BE THE DISTRICT TEACHER AND STAFF OF THE YEAR. WE HAVE TWO STAFF OF THE YEAR TO SHARE WITH YOU. WE'LL START THERE AND THEN GO TO TEACHER OF THE YEAR. ALSO WANT TO THANK FUN FOR PUBLIC EDUCATION, OUR STAFF OF THE YEAR AND TEACHER OF THE YEAR WILL RECEIVE A 500 DOLLAR CHECK, SO THANK YOU. WITH THAT BEING SAID, WE DO HAVE A FEW WORDS, THE PRINCIPLES EACH ARE GOING TO SHARE SOME INFO AS WELL. SO FIRST STAFF OF THE YEAR TO SHARE IS STEPHANIE SLOAN, JACKSON HOLE MIDDLE SCHOOL, [INAUDIBLE] SHARE SOME WORDS. >> CHAIRMAN GINGERY, TRUSTEES. I HAVE THE PLEASURE OF SPEAKING ON BEHALF OF STEPHANIE SLOAN. NOMINATED BY HER PEERS AT JACKSON HOLE MIDDLE SCHOOL, AND THEN THE COMMITTEE. THERE ARE LOTS OF COMPONENTS OF COUNSELING, AND STEPHANIE DOES ALL OF THOSE TO THE UTMOST HIGHEST REGARD. BUT REALLY, I THINK HER PEERS NOMINATED HER BECAUSE WHAT SHE DOES ABOVE AND BEYOND. WHAT I MOST ADMIRE ABOUT STEPHANIE IS THAT SHE IS VISIBLE, SHE'S EVERYWHERE IN THE SCHOOL. HERE'S JUST A SMALL LIST OF THINGS THAT SHE DOES. COME ON. [LAUGHTER] HERE'S JUST A SMALL LIST OF THINGS THAT SHE DOES THAT I WOULD CONSIDER ABOVE AND BEYOND. SHE READS STUDENTS IN THE MORNING AND ALL STUDENTS BY NAME. SHE'S LOOPED, OUR COUNSELOR IS LOOPED, AND SO SHE'S KNOWN THEM IN SIXTH GRADE, SEVENTH GRADE, EIGHTH GRADE. SHE GREETS THEM IN THE LUNCH LINE, AND THAT'S EVERY SINGLE DAY, NOT JUST WHEN SHE'S ON DUTY, BUT THAT'S EVERY SINGLE DAY. SHE BAKES CUPCAKES FOR THEM WHEN IT'S THEIR BIRTHDAY. SHE CREATES MINDFULNESS VIDEOS FOR THEM TO PARTICIPATE IN. SHE'S ALWAYS WILLING TO SUB, JUST ALWAYS WILLING TO STEP IN FOR THE OFFICE STAFF. SHE VISITED STUDENTS IN THEIR NEIGHBORHOODS OR IN PARKS DURING THE PANDEMIC WHEN STUDENTS WERE ONLINE, AND JUST REALLY MAKES DEEP CONNECTIONS WITH STUDENTS. HERE'S WHAT ONE TEACHER SAID WHEN THEY WERE NOMINATING HER, "STEPHANIE IS ONE OF THE MOST CARING PEOPLE I KNOW. SHE TAKES THE TIME TO GET TO KNOW STUDENTS AND STAFF AND NEVER HESITATES TO DEDICATE HER TIME TO HELP THEM. IT IS OBVIOUS THAT SHE WANTS WHAT IS BEST FOR PEOPLE AND PRIORITIZES THEIR HAPPINESS. I DON'T KNOW WHAT I WOULD'VE DONE WITHOUT HER THIS YEAR. AND I KNOW THAT THERE ARE PLENTY OF OTHERS WHO FEEL THE SAME WAY. JACKSON HOLE MIDDLE SCHOOL IS LUCKY TO HAVE STEPHANIE SLOAN, AND I WOULD AGREE." STEPHANIE SLOAN. [APPLAUSE] >> ALL RIGHT. >> [INAUDIBLE] [LAUGHTER] >> NEXT STAFF OF THE YEAR, PAM CARTER. SPEAKING TO PAM IS PRINCIPAL MILLER WHO'S GOING TO BE ON WEBEX. HERE YOU GO. >> THANKS TO YOUR GANGRENE AND TRUSTEES AND MY APOLOGIES FOR BEING REMOTE TODAY, BUT I'M IN ISOLATION. PRINCIPLE HARRISON TOOK A COUPLE OF MY LINES, SO I MIGHT HAVE TO LOOK FOR SOME SYNONYMS HERE. I HAVE THE GREATEST PLEASURE TO SHARE AND CELEBRATE THE WORK THAT PAM CARTER DOES IN FOOD SERVICE FOR CULTURE ELEMENTARY, WHERE SHE'S BEEN THERE FOR A LONG TIME. I'D SAY WHAT SHE DID THIS YEAR, THE YEAR SHE'S BEING RECOGNIZED IS WHAT SHE'S BEEN DOING YEAR IN, YEAR OUT, DAY IN, DAY OUT. MATT'S PHRASE WAS, "ABOVE, BEYOND." MINE WAS "GO THE EXTRA MILE." MANY STUDENTS AT COULTER EAT FIVE LUNCHES AND [00:20:03] FIVE BREAKFASTS ALL SCHOOL YEAR AND PAM KNOWS THAT. WHAT SHE DOES, AND WE SEE HER DO IT AND I'LL ASK HER ABOUT IT AND SHE'LL BLOW IT OFF LIKE IT'S NO BIG DEAL, SHE ALWAYS GOES THAT EXTRA MILE TO TWEAK THAT LAUNCH OR THAT BREAKFAST OR CHANGE IT UP A LITTLE BIT. ADD CHEESE, ADD SPICE. DO SOMETHING TO MAKE IT SPECIAL FOR STUDENTS. SHE KNOWS THAT SOME STUDENTS COULD GET BORED WITH SCHOOL LUNCH EVERY DAY AND SHE'S ALWAYS MIXING IT UP AND SHE FINDS JOY IN THAT AND JOY AND SUPPORTING THE STUDENTS. JUST AS MATT SAID ABOUT STEPHANIE, AND GREETING STUDENTS BY NAME. WHEN YOU WATCH PAM IN THE LUNCH LINE MOVING A MILE A MINUTE, WHAT IS INCLUDED IN THAT MOVING IS GREETING EVERY STUDENT BY NAME. USUALLY FOLLOWED BY THE WORD HONEY AND [LAUGHTER] HER STAFF IS RIGHT THERE WITH HER. IF YOU'RE NOT ON YOUR GAME, IT'S AN EASILY STRESSFUL ENVIRONMENT. BUT PAM, SHE'S JUST BEEN DOING IT AND SHE DOES IT ADMIRABLY. I NEED TO ALSO SAY SHE DOES IT FOR THE STAFF AS WELL, AND SHE'S PROUD OF IT. SHE KNOWS MANY STAFF. WE EAT LUNCH AND BREAKFAST THERE TOO. WE EAT ON THE GO. SHE'S CONSTANTLY TAKING THE INGREDIENTS FROM ONCE THEY CONSTANTLY, EVERY WEEK IS WHAT SHE DOES. SHE'LL TAKE THE INGREDIENTS FROM STUDENT MEALS AND PUTTING IT AT A LITTLE BIT DIFFERENT COMBINATION AND LET STAFF KNOW THAT SHE HAS A STAFF LUNCH FOR THEM AS WELL. I LOVE TEACHER OF THE YEAR AND STAFF OF THE YEAR TRADITION THAT SUPERINTENDENT AND CHAIRMAN MENTIONED. SOMETHING WE DO EVERY SPRING AND THIS IS THE JOY. PAM AMONG ALL THE FOOD SERVICE, TRANSPORTATION MAINTENANCE, SHE'S JUST ONE OF OUR MANY GREAT EMPLOYEES. CONGRATULATIONS PAM. [APPLAUSE] >> THEN FINALLY WE HAVE OUR TEACHER OF THE YEAR, GABRIEL LOPEZ [LAUGHTER] AND STAFF KRISTEN IS GOING TO SPEAK ON HIS BEHALF. >> THIS IS JUST A GREAT DAY. WE HAVE AN EXCELLENT TEACHER WITH US, NOW. WHEN I'M IN CLASSROOMS AT THE HIGH SCHOOL, WE'D WALK INTO GABRIEL'S ROOM, FIRST OF ALL, IT'S PACKED BECAUSE EVERYBODY WANTS TO BE IN HIS CLASS. CONSISTENTLY. GABRIEL TEACHES THE LABYRINTH OF SPANISH CLASSES IN OUR BUILDING. NOT ONLY CAN YOU TEACH ANYTHING THAT WE SAY [SPANISH] [LAUGHTER] WITHOUT QUESTIONING, BUT AIDING SPANISH LITERATURE TO SPANISH LANGUAGE. THE HIGHEST LEVEL OF CLASSES THAT WE OFFER, GABRIEL TEACHES. THERE'S ALSO STEPS UP AND HAS DEVELOPED A SPANISH IN PAM COMBINATION CLASS. WE ACTUALLY HAVE TO ENROLL IN IT ON BECAUSE IT'S SO PACKED WITH STUDENTS IN OUR BUILDING. HIS CONNECTION WITH KIDS IS JUST OFF THE RUBRIC. WHEN I HEARD HE WON THIS TEACHER OF THE YEAR AWARD FOR THE DISTRICT, THIS DISTRICT SHOULD BE SO PROUD OF OUR REPRESENTATIVE. HIS APPLICATION SHOULD BE AT THE VERY TOP. THE STATE LEVEL. I CAN'T WAIT TO WRITE HIS LETTER OF RECOMMENDATION. [LAUGHTER] IT'S ONE THAT I JUST CAN'T WAIT TO [LAUGHTER]. IT'S THE SHEER FOR DIFFERENT REASONS. [LAUGHTER] BUT MORE THAN ANYTHING, I'D REALLY LIKE THE DISTRICT TO KNOW WITH A DEEP LEVEL WHAT A SUPERIOR EDUCATOR GABRIEL IS. HOW LUCKY WE ARE TO HAVE HIM, IT'S JUST AWESOME. CONGRATULATIONS. [APPLAUSE] >> THANK YOU. [INAUDIBLE], CONTINUING WITH OUR CELEBRATIONS, WE'RE FORTUNATE TO HAVE A SYSTEMS OF EDUCATION IN OUR COMMUNITIES THAT SUPPORT SCHOOL DISTRICT AND ALL CHILDREN. ACTUALLY THAT'S THE CARLIN IS OUR COORDINATOR OF THAT. IT'S WITH THE SUPPORT OF THE SYSTEMS OF ED THAT WE'RE ABLE TO PROVIDE OUR CREST PROGRAM. ON THIS NEXT SLIDE, WE HAVE SO MANY COMMUNITY PARTNERS. WE WANTED TO TAKE A MOMENT TO CELEBRATE THE COMMUNITY PARTNERS THAT WE HAVE FOR THE 21/22 SCHOOL YEAR. [00:25:02] WE OFTEN HEAR THAT IT TAKES A VILLAGE TO HAVE A GREAT EDUCATION AND A PROCESS. IN OUR COMMUNITY WE DEFINITELY DO. THIS IS A SAMPLING OF ALL THE DIFFERENT PARTNERS THAT WE HAVE THAT ARE PROVIDING SUPPORT TO OUR SCHOOL DISTRICT EVERY SINGLE DAY. WE WANTED TO CELEBRATE THEM AND WE'RE GRATEFUL FOR THE SUPPORT THAT THEY PROVIDE TO OUR CHILDREN AND OUR FAMILIES. THE SYSTEMS OF EDUCATION ARE HOSTING A CELEBRATION FOR EDUCATORS NEXT MONDAY FROM 4:30 TO 6:00 AT HINES POST. ALL OF OUR EDUCATORS AND ANYONE INVOLVED IN EDUCATION ARE INVITED. IT'S SURE TO BE A GREAT EVENT. WE WANTED TO SAY THANK YOU TO OUR COMMUNITIES AND PARTNERS AS WELL. >> CAN I SAY ONE THING. I JUST WANT TO REITERATE THE INVITATION TO THE EDUCATOR EXTRAVAGANZA AND ALSO THANK AND I DON'T HAVE THE LIST IN FRONT OF ME. BUT WE HAVE A LOT OF GENEROUS DONORS FROM THE COMMUNITY WHO HAVE DONATED RAFFLE PRIZES BECAUSE THEY SEE THE VALUE IN NOT ONLY THE K12 TEACHERS AT THE DISTRICT AND THE OTHER SCHOOLS IN THE COMMUNITY, BUT ALSO ALL THE SUPPORT ORGANIZATIONS THAT EDUCATE OUR CHILDREN DURING THE SUMMER AND AFTER SCHOOL AND WITHIN THE SCHOOL DAY TO ENRICH OUR PROGRAMS. I WANTED TO THANK ALL THOSE DONORS AS WELL FOR RECOGNIZING HOW IMPORTANT THE WORK OF ALL THESE PEOPLE IS. >> THANK YOU. THE LAST CELEBRATION I HAVE FOR YOU IS CELEBRATING OUR STAFF AT THE END OF THE YEAR. WE ALSO TAKE THE TIME TO HONOR OUR PEOPLE THAT HAD BEEN IN THE DISTRICT FOR FIVE YEARS, TEN YEARS,15, 20, 25 AND 30 YEARS. WE PROVIDED THE NAMES OF OUR FIVE-YEAR OF SERVICE HONOREES AND THEN A SEPARATE SLIDE FOR THE TEN YEAR, 15, 20 YEARS, 25 YEARS, AND 30 YEARS. I'D LIKE TO POINT OUT ON THE 25 YEARS, WE HAVE FOUR PEOPLE, JILL OBIHO, JIM JENKINS, MARY KIDDO AND DARBY NEFF. THEN 30 YEARS OF SERVICE IS NANCY SHIBUYA. WE'RE REALLY GRATEFUL TO HAVE SUCH OUTSTANDING EDUCATORS SERVING OUR KIDS AND THEIR LOYALTY AND COMMITMENT. WE ALSO HAVE A NUMBER OF RETIREES AND IT'S ALWAYS BITTERSWEET. WE WISH THEM WELL AND WE'RE GRATEFUL FOR THEIR SERVICE, BUT WE ALSO HATE TO SEE THEM GO. SOMETIMES IT'S STILL COOL TO TALK ABOUT OUR RETIREES WITHOUT FEELING A LITTLE BIT OF LOSS AND REGRET. WE HAVE A NUMBER OF RETIREES AND THEIR SUPERVISOR PUT FORTH A FEW WORDS AND SHOWED A PICTURE. I'LL ASK CORREA TO FLIP THROUGH THESE, BILL OLIPHANT, PATIENT, KIND AND COVERTLY BRILLIANT. JOHN LABREC, PROFESSIONAL, DISCIPLINED AND BY THE BOOK [BACKGROUND]. KAREN WATTENMAKER, PASSIONATE, HARDWORKING, DATA-DRIVEN [LAUGHTER]. ANNETTE EASTMAN, HAD A PASSIONATE, LOYAL, AND KIND. ARLA BURBANK, FUN, HELPFUL AND A THINKER. BETHANN WITTIG, CHEERFUL, ZANY AND FUN. KIM HUNT. JOYFUL, ENTHUSIASTIC, PINK, [LAUGHTER] ALWAYS HAS PINK. [LAUGHTER] AMY ASBELL, SPUNKY, THOUGHTFUL AND CARING. WE REALLY ARE APPRECIATIVE OF OUR RETIREES AND WISH THEM WELL AND HOPE THAT THEY WILL COME BACK TO US, AND WE ARE COUNTING ON THEM TO SUBSTITUTE FOR US AND VOLUNTEER [LAUGHTER] AND STAY ENGAGED IN OUR SCHOOL DISTRICT. THE NEXT ITEM ON THE SUPERINTENDENT REPORT IS THE DISTRICT LEADER'S REPORT. IF THERE ARE ANY QUESTIONS I COULD ANSWER FOR YOU THERE. >> I TRUST HIM OUTRIGHT. >> IT ACTUALLY WASN'T ON THE REPORT BUT IT WAS ACTUALLY A QUESTION. [00:30:02] SOMEWHERE I THOUGHT I READ SOMETHING ABOUT AN E-BIKE. >> YEAH. IF I'M SURE THAT WAS TODAY. WE PARTNERED WITH LAW ENFORCEMENT, FRIENDS OF PATHWAYS, AND WE HAD ASSEMBLIES FOR THE WHOLE ENTIRE SIXTH GRADE, THE ENTIRE SEVENTH GRADE, THE ENTIRE EIGHTH GRADE. STUDENTS WHO HAD A BIKE THEN WENT ON A SKILLS COURSE AND TALKED ABOUT E-BIKE SAFETY AND HOPEFULLY, WE'LL SEE AN IMPROVEMENT IN SOME OF THE AREAS. [LAUGHTER] >> SOMEONE WHO WATCHED THAT EVERY DAY, USUALLY WITH TWO BEAGLES, MONDAY MORNING ON MY WAY TO WORK I HAD 12 STUDENTS COME PAST ME. SIX GIRLS AND ONE BOY WITH NO HELMET. I DON'T KNOW HOW. IT'S THE PARENTS THAT'S OPPOSED AND I JUST DON'T UNDERSTAND HOW A PARENT IS LETTING A KID ROLL DOWN AND TRUST ME WITH THE BIKE PATH AS I'M ON A STRAIGHTAWAY. THEY'RE GOING VERY FAST. OUR SUPERINTENDENT KNOWS BECAUSE SHE USES THAT SAME AREA. >> OH, SHE WAS FAST. [LAUGHTER]. >> I HAVE A HELMET. >> BUT I DON'T KNOW HOW IF WE CAN. I KNOW THAT THIS IS GREAT, BUT IT'S AT THE END OF THE YEAR. >> SURE. >> I'M JUST HOPING THAT WE CAN DO SOMETHING AT THE BEGINNING OF THE YEAR AS WELL. >> THAT IS THE WORKS WE PLAN TO WORK WITH PE AND IN DISCUSSIONS WITH FRIENDS OF PATHWAYS, WE'VE ALREADY SET THAT UP TO BE IN THE CLASSES WHERE WE CAN HIT EVERY KID AND GET EVERY SINGLE KID ON A BIKE IN THE FALL. I AGREE. I DID HAVE ONE PARENT SUGGEST THAT I START WRITING CITATIONS. [LAUGHTER] >> WELL [INAUDIBLE] [LAUGHTER]. [OVERLAPPING]. >> WE USED TO HAVE THE PARKING PASSES AT THE HIGH SCHOOL. I DON'T KNOW, DO WE STILL HAVE PARKING PASSES AT THE HIGH SCHOOL? SO WE HAVE PARKING PASSES AT THE HIGHSCHOOL. I ROLL PAST AND SEE A $100,000 WORTH OF E-BIKE SITTING OUT IN FRONT OF THE MIDDLE SCHOOL. DO WE HAVE PARKING PASSES TODAY? AND IT'S A PRIVILEGE TO RIDE YOUR E-BIKE TO SCHOOL AND SOMETHING THAT CAN BE TAKEN AWAY, I DON'T KNOW. BUT IT'S SOMETHING THAT I'M CONCERNED, I KNOW WE'VE GOT SOME SERIOUS TROUBLE WITH [INAUDIBLE] >> WE SURE DO. >> ANY OTHER QUESTIONS ABOUT DISTRICT LEADERS? WELL, CHRISTINE. >> THANK YOU, CHAIR, AGAIN. I WANTED TO ASK THE QUESTION OF JENNA BECK [LAUGHTER], BECAUSE [INAUDIBLE] [LAUGHTER]. I DON'T OFTEN CALL ON YOU, JENNA. [LAUGHTER] I WAS INTERESTED IN THE FACT THAT YOUR REPORT YOU INDICATE YOU WELCOME FOUR INCOMING KINDERGARTENS STUDENTS. NOW, OVER THE YEARS THAT YOU'VE BEEN THERE, DOES THAT NUMBER GENERALLY INCREASE EXPONENTIALLY BY THE TIME SCHOOL STARTS OR YOU THINK THAT'S YOUR NUMBER? >>WE USUALLY HAVE ONE OR TWO KIDS THAT COME UP. THROUGHOUT THE SUMMER WE USUALLY HAVE KIDS WHO MOVE IN OR COME, BUT I'M COMFORTABLE WITH THE FACT THAT THIS IS PROBABLY GOING TO BE FOR OUR KIDS NEXT YEAR. >> WELL, THE OTHER THING I WANTED TO SAY IS HOORAY FOR A 100 PERCENT PROFICIENCY IN FIFTH GRADE [OVERLAPPING]. SO AWESOME. >> ALL THREE OF THEM [LAUGHTER] [INAUDIBLE]. >> THANK YOU VERY MUCH. [OVERLAPPING]. >> BUT I'D LIKE TO SAY THAT OUR DISTRICT LEADERS REPORTS, BO'S REPORT AND PRINCIPAL PODUSKA'S REPORT INDICATES THAT THEY HAD REALLY GOOD SCORES. I'M SO DELIGHTED WITH THAT.♦ >> HOW IT SETS THE BAR. [LAUGHTER] >> YEAH, HOW TO SET THE BAR, THERE YOU GO. THANK YOU, JENNA. >> THANK YOU TOO. >> ANY OTHER QUESTIONS ON THE DISTRICT LEADER'S REPORT? I APPRECIATE IT, AT THE HIGH SCHOOL, THE NEW BANNERS THAT YOU PUT UP, THOSE ARE REALLY NEAT AND TRACY [INAUDIBLE] HAD A GREAT TALENT SHOW TODAY. THE WHOLE SCHOOL WALKED, SURE IT WAS FUN TO SEE. I SIT IN MY OFFICE, THE COURTHOUSE, AND THEN HEARD THE ENTIRE SCHOOL WALK BY THE FRONT OF THE COURTHOUSE ON THEIR WAY TO THE CENTER FOR THE ARTS. IT'S JUST FUN TO SEE AN ENTIRE SCHOOL WALKING DOWN THE STREET. [LAUGHTER] IT WAS FIRST THE KINDERGARTNERS CAME, AND THE FIRST GRADE, THE SECOND GRADE. I WENT AND STOOD OUT ON THE SIDEWALK AND GREETED EVERY SINGLE TEACHER. IT WAS A BEEP. IT SO GREAT THAT WE LIVE IN A SMALL TOWN THAT YOU COULD WALK FROM ELEMENTARY SCHOOL TO A GREAT FACILITY LIKE THE CENTER FOR THE ARTS AND THE FOURTH AND FIFTH GRADERS PUT ON A GREAT SHOW AND EVEN THE TEACHERS GOT UP ON STAGE AND DID A DANCE. [LAUGHTER] IT WAS WONDERFUL. [00:35:03] >> AFTER THE KUDOS, I LIKED SEEING THAT A COUPLE OF THE SCHOOL HEADED OFF IN PIECES OF THE HIGHWAY. I THOUGHT THAT WAS GREAT. SOME STUDENTS, PARTICIPATE IN COMMUNITY SERVICE.[OVERLAPPING]. I THINK IT WAS SIMON AND- WHO IS THE OTHER ONE? >> [INAUDIBLE] >> YEAH. THAT'S GREAT >> I THINK WE'RE UP TO AJ. >> TONIGHT EDMOND TALKING ABOUT A NEWCOMER PROGRAM. WHEN WE SAY THE WORD NEWCOMER, WE'RE TALKING ABOUT FAMILIES AND STUDENTS WHO ARE NOT JUST NEW TO TCSD BUT NEW TO OUR COUNTRY, IN MANY CASES NEW TO THE ENGLISH LANGUAGE. I SEGUE INTO THIS AND YOU GUYS ACTUALLY SET ME UP PERFECTLY TALKING ABOUT SOME OF THE CELEBRATIONS AROUND WATTAH. I MEAN, WE'RE EXCITED TO GO THROUGH MORE OF THIS DATA WITH YOU IN THE FUTURE. THERE ARE A LOT OF CELEBRATIONS HERE, A LOT OF THINGS THAT OUR SCHOOLS AND TEACHERS HAD TO REALLY BE PROUD OF THIS TIME AROUND. THIS IS HOW WE'VE BEEN MANAGING THIS MESSAGE TOO. AT THE SAME TIME, OUR OPPORTUNITY AND ACHIEVEMENT GAP IS STILL THERE THOUGH AS WELL. PARTICULARLY BETWEEN OUR HISPANIC LATINO STUDENTS AND OUR WHITE STUDENTS. IT'S A BIG AREA OF EMPHASIS FOR US THAT WE'RE WORKING ON. A PIECE OF THAT IS HOW ARE WE SUPPORTING OUR NEWCOMER FAMILIES. ANDREA, IF YOU WANT TO GO TO THE NEXT SLIDE. WITH THAT BEING SAID, YOU'LL SEE SOME DATA AND GET SOME MORE INFORMATION AROUND WHAT THE SITUATION HAS LOOKED LIKE THIS YEAR. WE'VE SEEN A SIGNIFICANT INCREASE IN OUR NEEDS THIS PARTICULAR YEAR, AND HEAR MORE ABOUT THE ACTUAL PROGRAMMING AND PRINCIPAL MILLER IS GOING TO START SHARING. >> BO YOU'RE MUTED. >> OKAY. THANK YOU. CHAIR GINGERY AND TRUSTEES. AGAIN, APOLOGIES FOR NOT BEING THERE IN PERSON. AS AJ SAID WE'VE SEEN A SIGNIFICANT NUMBER OF NEWCOMERS THIS YEAR COMPARED TO PREVIOUS YEARS. STILL, IT'S 53. IT'S ABOUT 12 PERCENT OF OUR TOTAL ELL POPULATION. BUT NEWCOMERS IN TETON COUNTY ARE THESE 53. I DON'T KNOW OF A SINGLE ONE THAT CAME WITH ANY ENGLISH LANGUAGE PROFICIENCY. THERE MIGHT HAVE BEEN SOME SOCIAL LANGUAGE FOR SOME OF THEM, BUT I THINK IT'S A FAIR STATEMENT, AND ACCURATE STATEMENT TO SAY THAT THESE STUDENTS COME WITH NOT WITH ANY ENGLISH LANGUAGE SKILLS READY FOR WHATEVER GRADE LEVEL THEY ARE MATRICULATING INTO. THERE IS NO TYPICAL YEAR. WE CAN'T PREDICT HOW MANY NEWCOMERS WE'RE GOING TO GET FROM YEAR-TO-YEAR. I'M SPEAKING FROM 20 YEARS REFLECTION WHEN I SAY THIS, A LOW YEAR MIGHT BE FIVE, A HIGH YEAR MIGHT BE 15. I DON'T RECALL IF WE'VE EVER HAD 20. IN THIS SCHOOL YEAR RECEIVING 53 DISTRICT-WIDE WAS TRULY A SIGNIFICANT INCREASE. YOU SEE THE BREAKDOWN BY WHAT SCHOOL THEY'RE IN. FOR A SECONDARY, IT'S PRETTY OBVIOUS WHAT SCHOOL THEY GO TO THEY ARE PLACED BY GRADE LEVEL AND AGE FROM THE COUNTRY THEY CAME FROM. MOST OF WHOM ARE FROM CENTRAL MEXICO, A FEW FROM EL SALVADOR, AND A FEW FROM SOUTH AMERICAN COUNTRIES. IN ELEMENTARY, WHEN A NEW COMER REGISTERS, WE COUNSEL THEM. WE HAVE OUR SPANISH-SPEAKING COUNSELOR, JOSE RAVA'S, MEET WITH THE FAMILY AND WE COUNSEL THEM AND LET THEM KNOW THAT WE BELIEVE MANGERS DUAL IMMERSION PROGRAM IS BY FAR THE BEST PLACEMENT FOR THEM, BUT WE ALSO HAVE A NEIGHBORHOOD SCHOOL AND IT IS THE PARENT'S CHOICE. WE DO HAVE SOME STUDENTS, FIVE AT JS THIS YEAR, LAST YEAR THERE ARE ONE OR TWO AT CULTURE AS WELL WHO DO OPT TO BE IN THEIR NEIGHBORHOOD SCHOOL AND UNDERSTAND THAT PARENT CHOICE. BUT STILL, MONGER MOUNTAIN IS DUAL MODEL WHERE STUDENTS CAN BE IN SPANISH, FIFTH PERSON OF THE DAY IS CLEARLY THE BEST MODEL. WE COULD GO TO THE NEXT SLIDE, PLEASE. I THINK I'M SAYING, THE OBVIOUS, WHAT ARE THE UNIQUE NEEDS OF NEWCOMERS VERSUS ANOTHER ENGLISH, ANOTHER EL STUDENT? IF THEY ENROLL IN KINDERGARTEN BEGINNING OF THE YEAR, WE DON'T CONSIDER THEM A NEWCOMER. THE MASTER FOLK KINDER TEACHERS HAVE FOR YEARS IN BOTH DUAL AND IN TRADITIONAL, HAD KINDER STUDENTS BEGIN THE YEAR WITH VERY LIMITED ENGLISH PROFICIENCY. WE'RE TALKING ABOUT ARRIVING IN THE MIDDLE OF THE K HERE ALL THE WAY UP TO GRADE 12. THESE STUDENTS ARE ENROLLED AT SOME PORTION OF THEIR DAY, [00:40:03] USUALLY THE VAST MAJORITY IN CORE CLASSES WHERE ENGLISH IS THE ONLY LANGUAGE SPOKEN. THEY DO RECEIVE ENGLISH LANGUAGE SUPPORT LIKE OTHER ELLS. THEN OTHER THAN MONGER, IN PAST YEARS THEY'VE RECEIVED ADDITIONAL ELD SUPPORT AS WELL. BUT THESE STUDENTS AWESOME, AND I DON'T WANT TO OVERGENERALIZE THAT WOULD BE INACCURATE AND UNFAIR. BUT MANY OF THESE STUDENTS ARE COMING WITH SOME TRAUMA OR SOME DIFFICULTIES IN IMMIGRATION. IMMIGRATION ALONE CAN BE PRESENT SOCIAL, EMOTIONAL NEEDS. WHAT WE SEE IS THAT MANY OF OUR STUDENTS AND THEIR FAMILIES HAVE STRUGGLED TO GET HERE AND THE ARRIVAL DOES BRING WITH IT THE NEED FOR SOCIAL EMOTIONAL SUPPORT. WHAT WE MEAN BY FAMILY SUPPORT IS NEITHER THE STUDENT NOR THE FAMILY KNOWS WHAT IT MEANS, TYPICALLY THEY DON'T KNOW WHAT IT MEANS TO BE SUCCESSFUL IN A US OR IN TETON COUNTY SCHOOL SYSTEM. A LOT OF OUR SUPPORT IS WHERE WE'RE SOCIALIZING THEM TO OUR SCHOOL SYSTEM, NOT ASSIMILATING, BUT SOCIALIZING. WE COULD DO A LOT MORE HERE. RESOURCES ARE LIMITED, TIME'S LIMITED, BUT THIS IS WHAT WE'RE ATTEMPTING TO DO. THANKS ANDREA FOR THE NEXT SLIDE. I'VE SPOKEN TO A FEW OF THESE POINTS. THE NEWCOMER STUDENTS RECEIVE ELD INSTRUCTION FROM ELL TEACHERS. THEY DON'T GET ENOUGH ADDITIONAL EL TIME BEYOND THAT, THEY GET SOME. BUT WE ARE LIMITED BY RESOURCES. IT'S IF YOU REMEMBER, AND I WOULD GET TO SAY THANK YOU. WE DID COME TO THE BOARD FOR A REQUEST FOR AN ADDITIONAL ESL TEACHER FOR THE HIGH SCHOOL FOR THEIR NUMBERS, AND THAT WAS AROUND MID-YEAR. THEN WHAT PROMPTED THE REQUESTS FOR THIS PRESENTATION WAS THE FOURTH BULLET POINT. FOR NEXT YEAR, WE ARE SHIFTING A JACKSON ELEMENTARY ENGLISH LANGUAGE TEACHER, ELL TEACHER TO MONGER IN RESPONSE TO THE NUMBER OF STUDENTS AT MONGER. ANDREA, MAYBE WE COULD GO BACK TO THAT, SET THAT FIRST SLIDE WITH THESE NUMBERS. RESOURCE ALLOCATION IS A COLD TERM. THAT DOESN'T WHOLE TERM TO DESCRIBE MOVING STUFF AROUND AND WE DON'T DO IT LIGHT HEARTEDLY. BUT WE DID MOVE A TEACHER FROM JACKSON TO MONGER TO MEET THE NEEDS OF MONGERING 24 NEWCOMERS. OUR GOAL IS TO MEET WHAT THE FIVE FAMILIES AT JACKSON ELEMENTARY AND LET THEM KNOW THAT WE HAVE SOME ADDITIONAL SUPPORTS AT MONGER AND SEE IF THEY'D BE WILLING TO MOVE DOWN THERE FOR AT LEAST FOR THE INTENSIFIED PROGRAM. IT'S A 12-WEEK PROGRAM OF INTENSIFIED ELD INSTRUCTION, ENGLISH LANGUAGE INSTRUCTION TO GET THEM MORE READY. WE'LL ANALYZE ON A CASE-BY-CASE BASIS. BUT OUR VISION FOR NEXT YEAR IS WHEN ELEMENTARY STUDENTS ARRIVE, PARENTS MAY OPT TO GO TO JACKSON OR CULTURE AS THEIR NEIGHBORHOOD SCHOOL, BUT WE ARE GOING TO REQUIRE THEM TO GO TO MONGERS NEWCOMER FOR THE FIRST 12 WEEKS, WHERE WE'LL BE ABLE TO PROVIDE AN INTENSIFIED ENGLISH LANGUAGE BOOT CAMP, FOR LACK OF A BETTER PHRASE. BUT THEY'LL SPEND THREE, THREE-AND-HALF, MAYBE EVEN FOUR HOURS IN ENGLISH LANGUAGE, AND THEN THEY'LL MOVE INTO THE SPANISH LANGUAGE ARTS PART OF DUAL IMMERSION. MY HOPE IS THAT FOR THOSE FAMILIES THAT WOULD RATHER BE AT JACKSON CULTURE, USUALLY DUE TO TRANSPORTATION, THAT'S THE KEY FOR THEM. THEY WANT TO BE CLOSE TO WHERE THEIR STUDENT IS, AND THEY MIGHT NOT HAVE TRANSPORTATION. BUT MY HOPE IS, AND I THINK IT WILL PLAY OUT THIS WAY, IS THAT THOSE FAMILIES, ONCE THEY GO TO MONGER AND THEY'RE THERE FOR THE 12 WEEKS, THAT THEY'LL SEE HOW WONDERFUL THE SCHOOL IS FOR THEM AND THAT'S WHERE THEY'LL STAY. IF WE LOOK AT THIS NUMBER NEXT YEAR, I HOPE WE DON'T HAVE 53. WE DON'T HAVE THE RESOURCES AT LEAST ALLOCATED AT THIS POINT TO CONTINUE TO SUPPORT 53 MORE NEWCOMERS. BUT IF WE LOOK AT THIS, MY HOPE IS THAT MONGER HAS ALL OF THE ELEMENTARY STUDENTS. I WOULD SAY IN A SHOUT OUT TO YOU-ALL AND TO THE DISTRICT WD FUNDS ENGLISH LANGUAGE TEACHERS AT 100 EL STUDENTS TO ONE STAFF MEMBER, 100 TO 1 RATIO. WE FIND ABOVE AND BEYOND THAT WE'RE THREE TIMES THAT WE'RE JUST ABOUT 30 TO 1. WITH THIS CHANGE AND STAFF ALLOCATION FOR NEXT YEAR, ALL THE SCHOOLS FLUCTUATE OR RANGE RATHER FROM 18-1, THAT'S THE LOWEST AND THAT'LL BE THE COMBINED HIGH-SCHOOL SUMMIT TO THE HIGH OF MONGER AT 53-1. THIS, A REMINDER THAT OUR VISION AT MONGER INITIALLY WHEN WE OPENED THE SCHOOL, [00:45:04] IS THAT WE WOULD GET BY WITH FEWER EL TEACHERS BECAUSE OF THE MODEL, THE DUAL IMMERSION PROGRAM ITSELF WAS THE BEST KIND OF ELD SUPPORT WE COULD OFFER. THAT IS TRUE, BUT IT'S NOT ENTIRELY TRUE. WHAT WE'VE SEEN IS THAT AS STUDENTS GET OLDER, AND TO GRADES, 3, 4 AND 5, MAYBE EVEN SECOND, THIRD, THREE, FOUR, AND FIVE, WE SEE THAT SOME ENGLISH LANGUAGE STUDENTS ARE ALREADY FALLING BEHIND THEIR PEERS AND THEY DO NEED THAT SUPPLEMENTAL ELD. THAT'S NOT EVEN SPEAKING REALLY TO THE NEWCOMER ISSUE THERE. THE THREE TEACHERS AT MONGER NEXT YEAR WILL BE MEETING THE NEEDS OF NOT ONLY THE NEWCOMERS, BUT PROVIDING ELDS SUPPORT, TRADITIONAL ELDS SUPPORT. THAT'S ALL I HAD PREPARED FOR THE PRESENTATION. THANK YOU. >> ANY QUESTIONS FOR BO? >> [OVERLAPPING] MR. CHAIR. BY MOVING A TEACHER FROM JACKSON ELEMENTARY SCHOOL TO MONGER, ARE YOU REDUCING THE STUDENT TO TEACHER RATIO AT JACKSON ELEMENTARY SCHOOL? >> BOTH GINGERY AND TRUSTEE TESKE AND TRUSTEE MEAD, ABSOLUTELY YES. BUT YOU'RE GETTING ME A PLATFORM FOR REQUESTING MORE. [LAUGHTER] SORRY, I KNEW I WAS GOING HERE. IT'S MAYBE A LITTLE BIT POLITICALLY INCORRECT BUT THE NEXT YEAR AT MONGER WILL HAVE A 53 TO 1 RATIO AT JACKSON WILL HAVE A 27 TO 1 RATIO, THAT'S WHAT THE CHANGE. COLTER WOULD BE 31 TO 1, THE MIDDLE SCHOOL 27 TO 1 AND THE HIGH SCHOOL 18 TO 1. BEFORE THE MOVE, JACKSON HAD A LOW RATIO SO MORE OF THE RESOURCES THAT WAS THE BEST PLACE TO TAKE THE ALLOCATION FROM BUT I WOULD SAY JACKSON HAS BEEN MAKING GREAT USE OF THE EXPERTISE OF THE EL TEACHERS LED BY TRACY PODUSKA, THEY'VE CREATED A MODEL THAT'S BEEN HIGHLY EFFECTIVE AND WE'VE SEEN GROWTH, THEIR EL ACCESS GROWTH RATE WAS TREMENDOUS THIS YEAR. BUT THE REALITY IS WHEN WE NEED TO ALLOCATE RESOURCES, THE NEED NOW IS AT MONGER AND THERE'S NO WAY, GIVEN THIS LIMITED NUMBER OF RESOURCES THAT WE WON'T REDUCE THE EFFECTIVENESS OF JACKSON ELEMENTARY. SO OBVIOUSLY THAT'S AN HONEST STATEMENT. WHAT WOULD BE A BETTER OUTCOME IS ADDING AN EL TEACHER WHO ARE ALREADY THREE TIMES HIGHER THAN WERE FUNDED BY THE STATE. WHILE WE HAVE A LOT OF EXTRA MONEY, COVID RELIEF MONEY, IT MAY APPEAR THAT THERE'S MONEY EVERYWHERE BUT THAT'S NOT THE CASE. THAT MONEY IS SPENT OR ARE FUN TEN IS TIGHT BUT IF THE BUDGET WERE TO ALLOW FOR IT, I WOULD BE VERY MUCH IN FAVOR OF SIMPLY HIRING ANOTHER ELT, EXCUSE ME, ANOTHER TEACHER FOR MONGER MOUNTAIN. >> THANK YOU. >> JANINE. >> TRUSTEE TESKE. >> THANK YOU, MR. CHAIR. JUST FOR THE RECORD, I WANT TO MAKE SURE THAT THERE'S CLARITY AROUND WHAT BO WAS SAYING. WE DO NOT HAVE A CLASS RATIO OF 27 TO 1 OR 53 TO 1. THAT IS THE EL TEACHER, THAT IS NOT THE CORE CLASSROOM TEACHER. [LAUGHTER] >> I UNDERSTAND. >> OKAY. GINGERY AND TRUSTEES. THANK YOU, IF THAT WAS IMPRESSED AND I GOT THAT WAS A VERY WRONG IMPRESSION. I JUST WANT TO REITERATE IT BECAUSE IT'S IMPORTANT TO POINT THAT TRUSTEE TESKE MADE. THEY, FOR INSTANCE, THE HIGH-SCHOOL RATIO OF 18 TO 1, THAT MEANS FOR EVERY 18 EL STUDENTS WE HAVE 1 EL TEACHER. THAT'S A WAY TO APPROACH THE FUNDING OR THE RESOURCE ALLOCATION THAT THERE'S NO RELEVANCE WHATSOEVER TO HOW STUDENTS ARE SCHEDULED OR WHAT CLASSES WILL LOOK LIKE OR CLASS SIZES. THAT'S ALL THAT IS. >> ANY FURTHER QUESTIONS FOR MR. MILLER? >> THANK YOU BO. [D. Reports and Items for Discussion] >> THANK YOU, TRUSTEES. >> ALL RIGHT, MOVE ON TO FISCAL MANAGEMENT COMMITTEE AND KRISTEN NARRATIVE. [OVERLAPPING] >> WE'RE MOVING ON TO KRISTEN SINCE SHE'S ON ZOOM AS WELL. >> THERE'S KRISTEN. HI, HOW ARE YOU? >> I AM GOOD. THANK YOU, MR. CHAIR BUT WE'RE HAPPY TO SEE YOU TONIGHT. I AM IN LOVELY CAST AWAY FOR SOME BUSINESS MANAGER MEETINGS. [00:50:05] FOR THE BUDGET UPDATE, YOU HAVE THE DRAFT BUDGET WHICH HAS JUST BEEN UPDATED A LITTLE BIT FROM LAST MONTH. THE REVENUE EXPENDITURE PAGES, AS WE START TO REFINE THOSE NUMBERS, OUR CURRENT RECAPTURE IS BETWEEN 52 AND 53 MILLION FOR NEXT YEAR AND THAT IS SOMEWHAT STABILIZING AS WE GET TO THE END OF THE YEAR. THEN ALSO, CHAIR GINGERY IN THE PAST YOU HAVE REQUESTED THE DETAIL LINES AND THOSE ARE HERE POSTED FOR FRONT-END AS WELL. >> MR. CHAIR, I WOULD ASSUME THAT AT OUR JUNE MEETING THAT WE WILL HAVE A MORE DETAILED DISCUSSION OF THE BUDGET AND AS IT'S PROGRESSED ALONG HEADING TOWARD OUR JULY APPROVAL. >> WE'RE ADOPTING AT OUR JULY MEETING? >> YES. >> DID ANYONE HAVE A CHANCE TO LOOK THROUGH THE BUDGET HAVE ANY QUESTIONS? [NOISE] >> WE CERTAINLY DID NOT HAVE ANY QUESTIONS. >> OKAY. >> DID YOU HAVE ANYTHING ELSE? >> I DO NOT. >> THIS MEETING'S GOING WAY TOO FAST. [LAUGHTER] WE'LL HAVE TO FIND A WAY TO SLOW IT DOWN. [LAUGHTER] >> GO BACK UP. >> MR. CHAIR, [LAUGHTER] SHE'S BEEN GRANTED SO MUCH LEEWAY IN THE PAST MEETINGS, SO MUCH FOR COMING IN SUCH SHORT NOTICE. [LAUGHTER] >> ALL RIGHT. THANK YOU. WE WILL MOVE ON TO THE JACKSON HOLE MIDDLE SCHOOL UPDATE. >> GOOD EVENING, MR. CHAIR, TRUSTEES. SADLY WE DON'T HAVE JOE WITH US ANY LONGER SO DEANNA HARGER WITH FACILITIES DEPARTMENT. MIDDLE SCHOOL PROJECT, WE ARE AT JUST OVER 90%. THE EDITION, IF YOU'VE NOTICED THEY FINISHED THE MAJORITY OF THE EXTERIOR. THE INTERIOR, ALL THE FINISHES ARE IN MINUS THE CABINETRY AND THE WHITE BOARDS. SO THEY'RE DOING SOME FINAL ELECTRICAL WORK, GETTING READY FOR THAT SYSTEM TO GO LIVE BUT IT'S MOVING ALONG SO THAT'S THE GOOD NEWS. AND THEN ON THE 14TH OF THIS MONTH WE WILL START THE FINAL PHASE, WHICH IS THE DEMOLITION OF THE TWO CLASSROOMS IN THE COMMONS AND FINISH OFF THE PROJECT. IN THE DATA STAND FOR QUESTIONS. >> ARE THEY DONE WITH THE RETAINING WALL YET IN THE FRONT? >> THEY HAVE FINISHED THE RETAINING WALL AND THE FENCES DOWN. [LAUGHTER] >> ALL RIGHT. I WAS GETTING ANNOYED. I KEPT DRIVING BY AND THE FENCE SITTING THERE. >> I HAVE SIMILAR REACTION. [LAUGHTER] SO YES, THEY MADE A HUGE EFFORT TO CLEAN UP THE FRONT AND THE BACK AS WELL BECAUSE WE WERE GETTING READY FOR MIDDLE SCHOOL GRADUATION SO WE'VE BEEN WORKING VERY CLOSELY WITH THEM TO GET DONE. >> WONDERFUL. ANY QUESTIONS ON THE MIDDLE SCHOOL UPDATE? [BACKGROUND] >> CHAIR GINGERY. DEANNA, I WAS INTERESTED TO READ WITH REGARDS TO THE WORK YOU'VE BEEN DOING TO HOLD CENTURY CONSTRUCTION TO THEIR CONTRACT OBLIGATIONS THAT THEY HAVE TO SCORE WHICH THEY HAVE BREACHED. ONE OF THE THINGS WE HAD ASKED YOU TO DO A COUPLE OF MEETINGS AGO IS TO FIND OUT WHETHER THERE REALLY WAS A PROBLEM BECAUSE OF SUPPLY CHAIN WITH THEIR GETTING MATERIALS OR WHETHER THEY SIMPLY ORDERED THEM LATE. JUST SO THEY DIDN'T HAVE TO FLOAT THE MONEY EARLIER ON. DID YOU EVER DO THAT? DID YOU EVER GET RESULTS? >> MR. CHAIR, TRUSTEES MEAD. YES, THE ARCHITECT BOTH WITH THE OWNER'S REP WHEN HE WAS HERE WAS ASSISTING WITH THAT AND WITH THE ARCHITECT, WE HAVE COLLECTED QUITE A BIT OF DATA AND SOME DOCUMENTATION ON THAT. SO WE'RE WORKING WITH THEM AND WE ALSO CONTINUE TO STRATEGIZE ON HOW WE CAN HOLD THEM ACCOUNTABLE AND WE THINK WE HAVE A GOOD STRATEGY IN PLACE. SO I'M CONFIDENT TO SAY THAT WE FEEL WE HAVE SOME LEVERAGE AND ABILITY TO WORK WITH THEM. IN ADDITION, WE HAVE ISSUED THE FIRST DEDUCTIVE CHANGE ORDER FOR THE ADDITIONAL COSTS FOR THE OWNER'S REP AND WE WILL BE ISSUING A SECOND DEDUCTIVE CHANGE ORDER FOR ANY ADDITIONAL EXPENSES FROM PLAN OWNER AND ARCHITECT. >> OH, GREAT. I NOTED IN SOMETHING IN HERE THAT THERE WAS CONCERN THAT THEY WOULD WALK OFF THE JOB. I DON'T THINK YOU SHOULD MAKE THAT CONCERN. I MEAN, IF THEY WALK OFF THE JOB THEN THEY WERE REALLY IN TROUBLE AND UNLESS THEY'RE CLOSE TO BANKRUPTCY THEY'RE NOT GOING TO DO THAT. [00:55:04] >> AGREED. >> THANK YOU. >> THANK YOU. [BACKGROUND] [E. Action Items] >> THANK YOU, DEANNA. ALL RIGHT, WE ARE MOVING ON TO ACTION ITEMS AND THE FIRST ACTION ITEM, I WILL TURN IT OVER TO TRUSTEE CARLIN. >> TRUSTEE TESKE AND I HAD THE HONOR OF INTERVIEWING A RECORD TEN JUNIORS FROM THE HIGH SCHOOL WHO HAD APPLIED TO BE THE STUDENTS FORWARD REPS THIS YEAR AND IT WAS A PLEASURE TO MEET ALL TEN STUDENTS. IT WAS VERY DIFFICULT DECISION, EVERYBODY HAD SOMETHING REALLY WONDERFUL TO OFFER IN IDEAS FOR MAKING CHANGES, IN ADVOCATING FOR THINGS WITHIN THE DISTRICT. BUT WE DID COME DOWN TO THREE AFTER SOME CONSIDERATION AND TWO OF THOSE STUDENTS AREN'T HERE WITH US THIS EVENING BUT WE'LL START FERNANDA COSTILLA CORERA IS ON WEBEX AND I BELIEVE IS IN SALT LAKE ARTIST STARTING AN INTERNSHIP; IS THAT CORRECT? >> YEAH, I'M AT HUNTSMAN CANCER INSTITUTE DOING SOME CANCER RESEARCH RIGHT NOW. BUT EVERYONE THANK YOU. [LAUGHTER]. >> YOU NEEDED NOT TO BE HERE. AND THEN THE OTHER TWO STUDENTS SCHOOL BOARD MEMBERS ARE NICOLE CHECKER AND JASMINE GORYEO GANADAS. WE WELCOME YOU AND LOOK FORWARD TO WORKING WITH YOU AND THEN SEE THE PROJECT THAT YOU PRODUCE NEXT YEAR. SO THANK YOU. JANINE, DID YOU HAVE ANYTHING YOU WANTED TO SAY? >> NO, JUST THAT I THINK YOU DID A GREAT JOB THAT YEAR. I THINK WE'RE GOING TO CIRCLE BACK WITH THEM AFTER SCHOOL STARTS BACK UP IN SEPTEMBER AND TRY TO DEVELOP A PROJECT WITH THEM TO WORK ON. >> I ENTER A MOTION TO APPROVE THE ACCEPTANCE OF THE STUDENTS SCHOOL BOARD MEMBERS FOR THE 2022 TO 2023 SCHOOL YEAR. >> SO MOVED. >> SO MOVED. >> SO MOVED AND SECONDED TO APPROVE THE STUDENTS SCHOOL BOARD MEMBERS FOR NEXT YEAR. ALL THOSE IN FOR APPROVAL, SAY AYE. >> AYE. >> SO MOVED. ALL RIGHT, CONGRATULATIONS. >> THIS IS THE ONE MEETING YOU DON'T HAVE TO GIVE A PRESENTATION. [LAUGHTER] SO WELCOME. >> LET DOMBROSKI WE ASKING YOUR OPINION ON WHETHER OR NOT WE SHOULD LOWER BUILD UPS. [LAUGHTER] WE MOVE ON TO NUMBER 2, WHICH IS THE REC DISTRICT 1 MILL LEVY REQUEST IN THIS READING HERE. IT SAYS TO IMPROVE IT OR TO INCREASE IT FROM 0.8 TO 1.0. IS SOMEONE HERE FROM THE REC DISTRICT THAT CAN EXPLAIN WHAT THE THINKING WAS? WHO'S ON THE REC DISTRICT? ARE YOU? HEY, WANT TO TELL US WHAT THE THINKING WAS? >> WELL, TRUTHFULLY, THE REC DISTRICT, WHEN WE FIRST WERE LOOKING AT THIS, IT WAS BEFORE THE TAX ASSESSMENTS CAME OUT THAT WERE SO OUTRAGEOUS IN OUR COUNTY. THE THINKING WAS TO USE SOME OF THIS MONEY TO START WORK ON THE BRONX ACHIEVEMENT CENTER. I AM NOT A VERY GOOD ADVOCATE FOR THIS RIGHT NOW BECAUSE I FEEL LIKE IT'S VERY DIFFICULT FOR PEOPLE IN OUR COUNTY RIGHT NOW, AND TO ASK FOR A WHOLE ANOTHER MILL WHEN THE SCHOOL DISTRICT GETS ABOUT 35 MILLS AS IT STANDS IS A LOT, PARTICULARLY FOR RECREATIONAL ACTIVITIES. BUT THAT'S WHAT OUR BOARD AGREED TO COME AND ASK FOR, SO IT'S JUST UP TO THIS BOARD TO DECIDE WHETHER TO PROVIDE THAT. >> OKAY. ANYTHING ELSE ON THE RECORD? >> YEAH, I'M ON RECORD. >> ANY THOUGHTS? >> I WANTED TO, AND IT'S NOT ATTACHED TONIGHT, I'M SORRY I MISS, I SHOULD HAVE ASKED FOR THIS TODAY, BUT I'M WONDERING IF LAURA OR KRISTEN HAS A BALLPARK OF WHAT THE ASSETS ARE FOR THIS COMING YEAR FOR THE REC DISTRICT AND WHAT THAT ONE MILL EXCEEDS IT BY. [01:00:01] DOES IT MAKE SENSE? IT MIGHT ANSWER THE QUESTION. >> KRISTEN, ARE YOU STILL ON? DO YOU HAVE ANY THOUGHTS ON THIS? >> I AM STILL ON. WHEN WE LOOKED AT THIS BEFORE, THE EVALUATION WAS THAT WE COULD MEET ALL OF THE REQUESTS WITH A 0.9 MILL LEVY. WHEN THE REC DISTRICT BOARD APPROVED THOSE REQUESTS, THEY DID APPROVE THEM PENDING APPROVAL BY THIS BOARD OF THE MILL LEVY. OBVIOUSLY, IF WE DIDN'T GET A 0.9, WE WOULD HAVE TO GO BACK AND REVISIT THOSE APPLICATIONS ON THE REC BOARD, BUT A 0.9 WOULD MEET THE NEEDS. I BELIEVE THE DIFFERENCE BETWEEN A 0.9 IS ABOUT $200,000 BETWEEN A 0.9 AND A ONE. >> THANK YOU. BOARD WOULD SOMEONE MAYBE A COMPROMISE HERE IS MAYBE, INSTEAD OF THE FULL 1.0, SOUNDS LIKE 0.9 MAY BE MORE APPROPRIATE IF SOMEONE WANTED TO MAKE A MOTION FOR 0.9. >> I'VE MOVED TO APPROVE THE TCSD NUMBER ONE REC DISTRICT MILL LEVY REQUEST FROM 0.8 MILLS TO 0.9 MILLS. I GUESS THAT'S PUT ON. >> OKAY. IS THERE A SECOND? >> I'LL SECOND. >> MOVE AND SECONDED TO APPROVE THE REC DISTRICT MILL LEVY AT 0.9 THIS YEAR. IS THERE ANY PUBLIC COMMENT ON THIS? ANY PUBLIC COMMENT HERE IN THE ROOM? ANY PUBLIC COMMENT ON WEBEX? I'LL BRING IT BACK UP TO THE BOARD. ANY DISCUSSION ON THIS ITEM? >> MR. CHAIR, THE ASSESSED VALUATION, YOU PROBABLY NOTICED FROM THE ATTACHMENT HERE, OF TETON COUNTY HAS GONE FROM $2.3 BILLION TO $3.2 BILLION DOLLARS. I AM GOING TO IN FACT VOTE AGAINST THIS BECAUSE I THINK THE TAXPAYERS OF TETON COUNTY ARE PAYING ENOUGH FOR SCHOOLS. I KNOW THAT THIS HAS BEEN A HANDY WAY TO STASH MONEY AWAY, BUT WITH THE REQUEST FOR [INAUDIBLE] AND THEN, IN ADDITION, REQUEST FOR 0.9 MILL LEVY, I JUST DON'T THINK I CAN JUSTIFY THAT TO ANY VOTERS IN TETON COUNTY OR TO THE KIDS OF TETON COUNTY, BECAUSE THEIR PARENTS ARE PAYING PROPERTY TAX. I JUST WANTED TO EXPLAIN MY VOTE BUT HAVE IT [LAUGHTER]. >> ANY OTHER DISCUSSION ON THIS ITEM? SEEING NONE. ALL THOSE IN FAVOR SAY AYE. >> AYE. >> ALL THOSE OPPOSED. >> NO. >> IT PASSES WITH ONE NO FROM TRUSTEE MEAD. WE MOVE ON TO THE CWC BOCES MILL LEVY REQUEST. IT SAYS HERE THEY USUALLY GET A 0.2, BUT THIS YEAR, THEY JUST WANT 0.15 MILLS. DOES ANYONE HERE SIT ON THE CWC BOCES? >> I DO. >> TRUSTEE BRUMSTEAD DO YOU KNOW WHY THEY WANTED TO BRING IT DOWN SO? >> I THINK WHEN WE LOOK AT OUR BUDGET AND WHEN THEY INCREASED IN ASSESSED VALUE, WE CAN MATCH OUR BUDGET WITH A REDUCED MILL. >> THEY'LL STILL GET ABOUT THE SAME AMOUNT OF MONEY? >> YEAH, THEY'RE STILL GETTING THE SAME AMOUNT OF MONEY WITH THAT CARRYOVER. THE IDEA IS THAT, IT'S NOT NECESSARY OUR ASSET EVALUATION IS GOING UP. WE DON'T NEED TO ASK FOR AS MANY MILLS TO COVER OUR BUDGET, AND THERE'S NO REASON FOR US TO HAVE AS MUCH EXCESS AS THERE WOULD BE IN THAT CASE. >> WOULD YOU LIKE TO MAKE THE MOTION? >> I WOULD MOVE THAT WE APPROVE THE CHANGE OF THE CWC BOCES MILL LEVY FROM 0.2 TO 0.15. >> WHO SECONDS? >> I'LL SECOND. >> THE MOVED AND SECONDED TO SET THE CWC BOCES MILL LEVY AT 0.15. IS THERE ANY PUBLIC COMMENT? COMMENT IN THE ROOM? ANY PUBLIC COMMENT ON WEBEX? I BRING IT BACK TO THE BOARD. ANY DISCUSSION ON THIS ONE? SEEING NONE. ALL THOSE FAVOR SAY AYE. >> AYE. >> ALL THOSE OPPOSED? >> AYE. >> PASSES WITH ONE NO FROM TRUSTEE MEAD. WE MOVE ON TO REGION V BOCES. WE'RE STANDING HERE IS, THEY NORMALLY HAVE BEEN AT 0.2 AND THEY ARE WANTING TO GO TO 0.1. I'LL SETTLE THAT A BIT AND THAT WILL BE A DECREASE IN HOW MUCH WE GIVE THEM. [01:05:04] IT ACTUALLY SAYS HERE, A DECREASE OF ABOUT $140,000. BUT AGAIN, THE IDEA WAS, I THINK, WE'RE NOT UTILIZING REGION V AS MUCH AS OTHER DISTRICTS. WE STILL ARE ONE OF THE PARTNERS AT 13 SCHOOL DISTRICTS THAT MAKE UP REGION V. THEY ALSO MAKE MONEY BY CHARGING FEES. [LAUGHTER] WHEN YOU SEND A KID, THERE'S A FEE. THERE IS A DISCOUNT IF YOU'RE A MEMBER. I DID CALL DAN, THE EXECUTIVE DIRECTOR AT [INAUDIBLE] AND LET HIM KNOW THAT WE WERE DOING THIS AND HE WASN'T STATIC, BUT HE WASN'T CRYING. [LAUGHTER] I THINK IT'S FINE TO GO FROM 0.2 DOWN TO 0.1. I THINK EVERYTHING TRUSTEE MEAD HAS SAID, TAXES ARE HIGH, PROPERTY TAXES AND THIS IS ONE THAT WE CERTAINLY CAN TAKE DOWN BY A TENTH AND RE-EVALUATE. THE OTHER THING JUST SO EVERYBODY KNOWS WHAT'S HAPPENING AT C-BAR-V, HE'S COME UP WITH A BETTER WAY OF FINANCING. IT GETS A LITTLE CONFUSING, I'M NOT ACTUALLY SURE WHAT WE GET FOR CONTRIBUTING AND EACH SCHOOL DISTRICT SEEMS TO CONTRIBUTE, SOME TO CONTRIBUTE A LOT, SOME CONTRIBUTE A LITTLE, AND THEN WE STILL PAY WHEN WE SEND A KID. I THINK THERE'S A LOT TO BE WORKED ON THERE. DFS CHARGES ONE RATE, AND THE SCHOOL RATE IS A DIFFERENT RATE. THERE'S A LOT OF WORK TO DO, SO I'M NOT TOO WORRIED ABOUT BRINGING THIS DOWN BY 0.1. I KNOW IT'S THEIR LOSS OF 140,000 FOR C-BAR-V BUT THEY WILL BE FINE. IN LINE TO THAT, IF SOMEONE WOULD LIKE TO MAKE A MOTION. >> LET'S SEE. IN LIGHT OF THE INCREASE IN ASSESSED PROPERTY TAXES IN TETON COUNTY, I MOVE TO APPROVE THE REGION V BOCES MILL LEVY REQUEST FROM 0.2 MILLS TO 0.1 MILLS AS PRESENTED. >> THERE A SECOND? >> I'LL SECOND. >> MOVE AND SECONDED TO SET THE REGION V BOCES MILL LEVY AT 0.1. IS THERE ANY PUBLIC COMMENT HERE IN THE ROOM? ANY PUBLIC COMMENT ON WEBEX? SEEING NONE. ANY DISCUSSION HERE BY THE BOARD? TRUSTEE MEAD. >> MR. CHAIR, THEY SAY THAT CONSISTENCY IS THE HOB GOBLIN OF SMALL LINES. I CAN'T REMEMBER WHO SAID THAT, BUT I'VE ALWAYS REMEMBERED IT. I FEEL JUST TO BE CONSISTENT WITH MY VOTE ON REC DISTRICT THAT THAT'S THE REASON I'M VOTING AGAINST THESE OTHER MILL LEVY REQUESTS AS WELL. >> UNDERSTOOD. ALL THOSE FOR APPROVAL SAY AYE. >> AYE. >> ALL OF AGAINST. >> AYE. >> THAT PASSES WITH ONE NO FROM TRUSTEE MEAD. WE'RE UP TO THE HOT SPRINGS, EARLY CHILDHOOD MILL LEVY REQUEST. THIS ONE STAYS AT THE 0.1, SO THIS ONE'S NOT CHANGING. IT'S AT 0.1, AND IT WILL STAY AT 0.1, AND THIS GOES TOWARDS SUPPORTING OUR DAYCARE, OUR GRIZZLIES, AND OUR CUBS. ANYONE WANT TO MAKE THE MOTION TO THAT ONE? >> I MOVE TO APPROVE THE HOT SPRINGS EARLY CHILDHOOD BOCES 0.1 MILL LEVY AT THE REQUEST AS PRESENTED. >> IS THERE A SECOND? >> SECOND. >> THEN MOVED AND SECONDED TO APPROVE THE HOT SPRINGS EARLY CHILDHOOD BOCES AT 0.1. IS THERE ANY PUBLIC COMMENT IN THE ROOM? ANY PUBLIC COMMENT ON WEBEX? BACK TO THE BOARD. ANY DISCUSSION BY THE BOARD? SEEING NONE, ALL THOSE IN FAVOR SAY AYE. >> AYE. >> ALL THOSE OPPOSED. >> AYE. >> THEN PASSES WITH ONE NO FROM TRUSTEE MEAD. [F. Consent Agenda] WE ARE UP TO THE CONSENT AGENDA. GOT IT, 7:15. LET'S TAKE A BREAK. [LAUGHTER] ON THE CONSENT AGENDA TONIGHT IS STAFF CONSIDERATIONS APPROVAL OF THE MINUTES FROM MAY 11TH, THE APPROVAL OF THE MAY 2022 CHECK REGISTER, APPROVAL OF THE FOOD SERVICE MEAL PRICING FOR NEXT YEAR, APPROVAL OF THE CONTRACTOR SELECTION FOR THE FURNITURE FOR THE JACKSONVILLE MIDDLE SCHOOL ADDITION AND RENOVATION, APPROVAL OF THE MONGER MOUNTAIN ELEMENTARY SCHOOL SEWER ACCEPTANCE CERTIFICATE. SHE LAID THAT RIGHT IN FRONT OF YOU GUYS IF YOU KNEW IT FOR WHATEVER REASON. IT JUST DIDN'T GET DONE BACK IN 2018. [01:10:03] WE DON'T KNOW WHY, AND APPROVAL OF THE MONGER MOUNTAIN ELEMENTARY SCHOOL SEWER WHO ARE CERTIFICATES SANITARY SEWER, AND APPROVAL OF THE RESIDENTIAL UNITS SALES CONTRACT AT SCHWABACHER. SOMEBODY RETIRED AND THEY'RE SELLING THEIR UNIT. THEN APPROVAL OF THE LIABILITY INSURANCE RENEWAL, AND APPROVAL OF THE CYBERSECURITY INSURANCE RENEWAL ON BOTH 9 AND 10. IF SOMEBODY WANTS TO PULL THOSE, WE CAN. WE CAN DISCUSS THOSE IN MORE DETAIL, AND THAT IS THE CONSENT AGENDA. IF ANYONE WANT TO PULL ANY OF THAT. >> MR. CHAIR, I WOULD LIKE TO PULL ITEMS NINE AND 10. >> I WAS GUESSING THAT. [LAUGHTER]. LET'S PULL NINE AND 10. WOULD SOMEONE LIKE A MAKE A MOTION TO APPROVE ONE THROUGH EIGHT? >> MR. CHAIR, I WOULD MOVE TO APPROVE THE CONSENT AGENDA ITEMS ONE THROUGH EIGHT. >> IS THERE A SECOND? >> I SECOND. >> IS THERE ANY PUBLIC COMMENT ON ANY OF THESE? ALL THOSE FOR APPROVAL SAY AYE. >> AYE. >> ALL THOSE AGAINST. WE ARE NOW ON NUMBER NINE, APPROVAL OF LIABILITY INSURANCE RENEWAL. MADAM SUPERINTENDENT, DID YOU WANT TO SPEAK A LITTLE BIT TO THIS OR MAYBE SCHARF? >> THANK YOU CHEROKEE. JUST LOOKING, I THINK I'VE GOT A TYPO HERE THAT I THOUGHT WE FIXED. THE INFORMATION FOR THE LIABILITY INSURANCE IS INCLUDED AND WE RECOMMEND IT'S GOT A PREMIUM INCREASE AND THE RATIONALE IS LISTED THERE FOR YOU. BUT WE WOULD RECOMMEND THE APPROVAL OF THE COMMERCIAL LIABILITY INSURANCE NOT TO EXCEED $487,791. WE CAN ANSWER ANY QUESTIONS. >> FIRST YOU NEED TO HAVE SPECIFIC QUESTIONS ON THAT. >> WELL, I WAS INTERESTED IN THE EXECUTIVE CONTENT PARAGRAPH ON THIS PROPOSAL. THIS PROPOSAL INCLUDES $5 MILLION EXCESS LIABILITY COVERED AT A COST OF 44,000, AND IN THE BOARD PREFERS TO MAINTAIN THE CURRENT LIMIT OF A MILLION DOLLARS POSSIBLY FOUR MILLIONS.[OVERLAPPING] >> THANK YOU FOR POINTING THIS OUT. WE HAD AN ERROR AND WE THOUGHT WE FIX IT. I'M NOT SURE HOW WE DIDN'T FIX THOSE NUMBERS. I'M GOING TO ASK BECAUSE I DON'T HAVE THEM IN FRONT OF ME AT CHARLOTTE. >> MR. CHAIR, TRUSTEE MEAD. I APOLOGIZE FOR THAT ERROR. AS DR. CHAPMAN INDICATED, WE THOUGHT WE CAUGHT OUR FIXER TYPO, BUT I APOLOGIZE FOR THAT. THE COST OR THE ADDITIONAL COVERAGE IS $44,057 FOR THE ADDITIONAL THAT EXCESS LIABILITY COVERAGE, AND THAT'S WHAT BRINGS THE TOTAL TO $483,791. >> I WANT US TO COST THEM A $1 MILLION LIMIT. THAT WAS NUMBER I THINK THAT SCREWED UP. >> FOR KEEPING THE EXCESS LIABILITY AT THE LOWER NUMBER, THAT TOTAL COST IS 461,762 FOR A DIFFERENCE OF 44,000. >> OKAY. THE $5 MILLION EXCESS LIABILITY IS CUMULATIVE ACCESS LIABILITY NOT PER OCCURRENCE. >> IT'S CUMULATIVE, CORRECT. AS IS THE LOWER NUMBER. >> ALL RIGHT. IT SAYS HERE THAT THEY WERE CONCERNED THAT WE NEARLY REACHED THE LIMIT DUE TO THE NUMBER OF LAWSUITS THE MILLION DOLLAR LIMIT THIS YEAR? >> CORRECT. >> IS THERE A MIDDLE GROUND, IS THERE A $2 MILLION POLICY THAT WE COULD GET? >> UNFORTUNATELY STEVE MANLEY, OUR HELP REPRESENTATIVE WAS HERE EARLIER AND HE HAD JUST TRAVELED, JUST RETURNED TO JACKSON. HE HAS LEFT. THIS WAS THE NUMBER THAT HE HAD RECOMMENDED BASED ON THE PRICE DIFFERENCE, AT THAT 44,000 NUMBER. >> PAYING INSURANCE IS LIKE PAYING ELECTRICITY BILLS. YOU DON'T WANT TO HAVE A LOT MORE INSURANCE THAN YOU NEED. THAT'S WHY I ASKED YOU THAT QUESTION. I'M HAVING BETTER INSURANCE LAWYER FOR A LONG TIME. I GUESS I WOULD SUGGEST THAT WE LOOK INTO WHETHER WE CAN GET TWO MILLION OR $3 MILLION LIABILITY BECAUSE I DON'T THINK WE'VE EVER HAD ENOUGH CLAIMS TO EXCEED THE ONE MILLION. [01:15:02] WHILE WE MAKE FUTURE BECAUSE HAVE A BIGGER SCHOOL DISTRICT AND THAT THING IT SEEMS A LITTLE OVER THE TOP TO GO TO $5 MILLION TO EXCESS LIABILITY TO ME. >> DOES THIS HAVE TO BE DONE TODAY. >> MR. CHAIR, THANK YOU FOR THE QUESTION. OUR RENEWAL IS JULY 1. IN ORDER TO KEEP OUR RENEWAL, WE WOULD NEED TO EITHER HAVE AN APPROVAL TONIGHT OR HAVE A SPECIAL MEETING OR COME UP WITH ANOTHER ALTERNATIVE WHERE IF THE BOARD WANTED TO DIRECT STAFF TO REEVALUATE THAT NUMBER, AND NUMBER NOT TO EXCEED OR IF THERE WAS ANOTHER WAY YOU WOULD WISH TO PROCEED WITH THAT. >> WE WERE AT A MILLION, THEY RECOMMENDED WE GO TO FIVE IN MY UNDERSTANDING. >> YEAH. >> THAT'S A BIG JOB. WE DIDN'T HAVE THAT MANY LAWSUIT. >> YOUR INSURANCE CARRIERS? >> WANT TO SAY AS MUCH INSURANCE AS THEY GET. >> MR. CHAIR, ANOTHER OPTION COULD BE THAT I COULD STEP OUT OF THE MEETING FOR A MOMENT, TRY TO REACH STEVE MANLEY AND SEE IF THERE IS AN OPTION FOR A REDUCED NUMBER AND THEN COME BACK IN BEFORE YOU CONCLUDE TONIGHT. >> ALTERNATIVELY, YOU CAN LEAVE IT AS IS, AND WE CAN EVALUATE FOR NEXT YEAR. >> HOW MUCH IS THE ADDED COST, HOW MUCH EXTRA ARE WE PAYING? >> THE ADDITIONAL COST IS $44,057. >> SORRY, I JUST WANT TO VERIFY BECAUSE IT LOOKS TO ME LIKE, WHAT IF THE ONE MILLION LIMIT WAS 461? >> IT SEEMS LIKE A $22,000 DIFFERENCE. >> LET'S SEE. >> IF YOU LOOK AT ONE OF THE ATTACHMENT, [INAUDIBLE] THE ORDER FORM. TWO NUMBERS DOWN THERE ONE IS $22,028 AND THEN RIGHT NEXT TO IT IS TWICE THE AMOUNT. I'M NOT SURE WHAT THE NUMBERS TO THE OUTSIDE LINE MEAN. >> I'VE TRIED MR. CHAIRMAN. >>I BELIEVE ONE WAS FOR ONE MILLION COVERAGE, THE OTHER WAS FOR FIVE MILLION COVERAGE. >> THIS IS KRISTEN AND SUPERINTENDENT CHAIRMAN IS CORRECT. THE DIFFERENCE IS 22,000. >> OVERALL? >> YES. >> WE'RE PAYING $22,000 MORE FOR OVERALL PREMIUM. >> YES. >> IT'S REALLY NOT THAT MUCH MONEY BUT, WE'RE COVERED WITH AUTO, WHICH IS GENERALLY WHAT OUR PLANES ARE OUT OF COVERAGES IN TABLE 9. IS TABLE 9 COVERED BY THIS? >> [INAUDIBLE] TRUSTEE MEAD. IT DEPENDS ON THE CLAIM ITSELF WHERE IT'S COVERED, AND IF IT'S COVERED WITH OUR INSURANCE. >> IT WOULD SEEM TO ME THAT MILLION DOLLARS WOULD BE STILL PLENTY OF COVERAGE, SINCE THAT WE'VE GOT [INAUDIBLE]. >> THE MILLION WILL BE LESS. YOU COULD MAKE A MOTION THAT STAFF HAS TO GO BACK AND WE'RE APPROVING LIABILITY INSURANCE WITH FLAT FILTER AT THE $1 MILLION LEVEL, AND THEY NEED TO ADJUST THE NUMBER DOWN BECAUSE I ASSUME IT'S DOWN. >> I'LL MAKE THAT MOTION AND YOU GUYS CAN DECIDE. WHAT ARE THE GENERAL LIABILITY LIMITS? >> THE SAME [INAUDIBLE]. >> YOU THOUGHT YOU WOULD GET OUT OF HERE EARLY? [LAUGHTER] >> I THOUGHT THAT STEVE. >> THAT'S A GOOD ONE. >> I BELIEVE GENERAL LIABILITY WAS THE ONE MILLION. >> BUT THIS ONE IS EXCESS LIABILITY. IT'S DIFFERENT AVERAGE. I WOULD MAKE A MOTION THAT BE DIRECTED TO REVEAL THE GLOBAL PUBLIC PRACTICE ORDER FORM AND [01:20:02] APPLY IT FOR EXCESS LIABILITY AT THE $1 MILLION LIABILITY LIMITS, AS PREVIOUSLY DONE. >> IS THERE A SECOND TO THAT? >> I'LL SECOND THAT. >> MOVED AND SECONDED THAT WE APPROVE ENTERING TO COMMERCIAL LIABILITY INSURANCE WITH BIOFILTER WITH THE DIRECTION THAT STAFF WOULD GO IN AND HAVE AN AGREEMENT DRAWN OFF TO DECIDE THAT INSTEAD OF THE FIVE MILLION, IT'LL BE AT THE ONE MILLION, IS THAT WHAT I UNDERSTANDING? IS THERE ANY PUBLIC COMMENT ON THIS ISSUE? PUBLIC COMMENT ON WEBEX? ANY DISCUSSION BY THE BOARD? ALL THOSE FOR APPROVAL, SAY AYE. >> AYE. >> AYE. >> AYE. >> ALL THOSE AGAINST? >> AYE. >> AYE. >> ONE NOTE FROM TRUSTEE TESLING. WE'RE ONTO THE CYBERSECURITY INSURANCE RENEWAL. TRUSTEE MEAD DID YOU HAVE ANY SPECIFIC QUESTION ON THIS ONE? >> NO. LAST YEAR, I THINK WAS THE FIRST YEAR WE GOT ADDITIONAL INSURANCE FOR CYBER SECURITY AS A RESULT OF THINGS THAT WERE HAPPENING IN OUR WORLD. I SEE THAT THIS IS BASICALLY THE SAME AS WE HAD LAST YEAR. I APPRECIATE THAT. >> OKAY. DID YOU HAVE ANY DIATRA? >> NO. MR. CHAIR, THE ONLY THING THAT I WOULD ADD IS THAT THE LANDSCAPE OF CYBERSECURITY COVERAGE HAS CHANGED PRETTY DRAMATICALLY IN THE LAST FEW MONTHS. IN ORDER TO QUALIFY FOR CYBER LIABILITY COVERAGE, WE ARE HAVING TO DO SOME ENHANCED INITIATIVES, INCLUDING THINGS LIKE MULTI-FACTOR AUTHENTICATION, WHICH WILL HAVE AN IMPACT OF STAFF. BUT WE HAVE OUR HOWARD MCINTYRE AND THE TECH TEAM WORKED CLOSELY WITH HUB INSURANCE AND STEVE MAINLY TO ENSURE THAT WE HAVE THE SYSTEMS IN PLACE THAT MADE US ELIGIBLE TO EVEN RECEIVE A QUOTE FOR CYBER COVERAGE. SO I JUST WANTED TO MAKE SURE THAT THE BOARD IS AWARE THAT IT'S CHANGED A LOT IN THE LAST NUMBER OF MONTHS AND WE ANTICIPATE THAT IT WILL BECOME EVEN MORE RESTRICTIVE AND MORE ENHANCED IN TERMS OF THE REQUIREMENTS THAT WE HAVE TO MEET. >> I WOULD LIKE TO MAKE A MOTION TO APPROVE A CYBERSECURITY ENTRIES RENEWAL WAS CFC UNDERWRITING TO SEE $25,425. IS THERE A SECOND? >> SECOND. >> MOVED AND SECONDED TO APPROVE THE CYBERSECURITY INSURANCE. ANY PUBLIC COMMENT? COMMENT ON WEBEX? CERTAINLY ONE EVEN ON WEBEX? [LAUGHTER] [INAUDIBLE] ALL READY FOR SOMEBODY TO COMMENT ON SOMETHING. BRING IT BACK UP TO THE BORDER. DIDN'T EVEN SKETCH IT BY THE BORDER. ALL THOSE IN FAVOR SAY AYE. >> AYE. [G. Communication] >> THOSE OPPOSED. >> AYE. >> THAT ONE PASSES. AND WE ARE UP TO PUBLIC COMMENTS ON ANYTHING THAT WAS NOT ON TONIGHT'S AGENDA. HOPEFULLY SOMEBODY HAS SOMETHING, ANYONE HERE IN THE ROOM HAVE ANY PUBLIC COMMENT ON ANYTHING? IT LOOKS LIKE EVERYBODY IS STAFF IN THERE. [LAUGHTER] ANYONE ON WEBEX HAVE ANYTHING THAT THEY'D LIKE TO SHARE WITH US? JUST RAISE YOUR VIRTUAL HAND. >> I DO HAVE ONE. >> OH ONE. >> DO YOU HAVE SOMEONE, BUT UNFORTUNATELY [INAUDIBLE] , SHE'S NOT RAISING AN IDEA. SHE'S ANSWERING YOUR QUESTION THAT SAYS SHE'S HAD A CHECK MARK IF SHE COULD FIND HER END BUTTON. IT'S CAMILLE HOVERING >> OKAY. >> SHE JUST NEEDS TO RAISE HER HAND, BUT I'LL BE [INAUDIBLE]. >> CAMILLE, CAN YOU RAISE YOUR HAND AND THEN SHE CAN CLICK ON YOU. DO YOU SEE THE VIRTUAL HAND? SHE CAN'T. SHE'S GOT TO RAISE THE HAND FOR HER TO BE ABLE TO CLICK ON. EXCELLENT. >> DID I DO IT? >> THERE YOU GO CAMILLE, EXCELLENT. >> OKAY. THANK YOU. I'M SO SORRY. [01:25:01] [OVERLAPPING] I'M CHALLENGED WITH THESE THINGS SOMETIMES. >> NO WE ARE EXCITED TO HEAR FROM YOU. >> THANK YOU. I APPRECIATE YOU TAKING THE TIME HERE. GOOD EVENING, CHAIR, G ANGRY, SUPERINTENDENT CHAPMAN AND TETON COUNTY SCHOOL DISTRICT BOARD OF TRUSTEES. MY NAME IS CAMILLE OVERBEARING AND I'M HERE TO DISCUSS TCSD'S EFFORTS TO DETER GUN VIOLENCE ON SCHOOL CAMPUSES, WHETHER THAT BE DIRECT ASSAULT OR MESSAGING SUCH AS THE "I FIND YOUR LACK OF AMMO" DISTURBING T-SHIRT WHICH WAS WORN TO WILSON SCHOOL TWO DAYS AFTER UVALDE. PROMPTING ME TO WRITE TO YOU ALL TWICE. SINCE THOSE LETTERS, I HAVE HAD SEVERAL FACULTY AND PARENTS REACH OUT AND THANK ME FOR SPEAKING UP ABOUT THIS ISSUE. AS YOU KNOW, I LIVE IN WILSON AND I HAVE A CHILD WHO IS FINISHING UP THIRD GRADE AND A CHILD WHO WILL BE ENTERING KINDERGARTEN NEXT YEAR, WITH YOUR HELP, THE SPEED LIMIT IN FRONT OF WILSON'S SCHOOL WAS LOWERED TO 35 MILES AN HOUR AND A SAFE CROSSING OF WYOMING 22 AT WILSON SCHOOL IS PLANNED TO OPEN NEXT YEAR. THANK YOU FOR YOUR SUPPORT OF THESE EFFORTS. TODAY, I ASKED TO WORK WITH YOU ON GUN VIOLENCE. MORE CHILDREN ARE KILLED BY GUN VIOLENCE EACH YEAR THAN MILITARY TROOPS AND POLICE OFFICERS COMBINED. SINCE 2000, THERE HAVE BEEN 374 SCHOOL SHOOTINGS. THAT IS AN AVERAGE OF ALMOST TWO SHOOTINGS A MONTH. THE PSYCHOLOGICAL TOLL THAT THIS TAKES ON FACULTY, STUDENTS AND PARENTS CANNOT BE UNDERESTIMATED. SETTING OFF NEGATIVE SHOCK WAVES THROUGH OUR COMMUNITIES. THE PAST COUPLE OF WEEKS, I AND OTHER PARENTS I'VE SPOKEN TO HAVE WONDERED, ARE WE TO TELL OUR CHILDREN IF YOU HEAR GUNSHOTS TO GET OUT AND RUN HOME OR SMEAR YOURSELF WITH BLOOD AND PLAY DEAD, AS MIAH CERRILLO THE 11-YEAR-OLD SURVIVOR OF THE UVALDE SHOOTING DID? CAN THEY TRUST THE POLICE OFFICERS WILL PROTECT THEM BECAUSE MIAH'S 911 CALLS WENT UNRESPONDED TO FOR 80 MINUTES, EVEN THOUGH THOUGH THE POLICE WERE OUTSIDE HER CLASSROOM. THEN THE NEXT DAY ARE WE TO DROP THESE CHILDREN OFF AT SCHOOL AND EXPECT THEM TO TRUST US? FOR THOSE KIDS THAT KNOW WHAT'S GOING ON. OUR MIDDLE SCHOOLERS AND HIGH SCHOOLERS, WILL THEY TAKE THE ADULTS IN THE ROOM SERIOUSLY? WHO TELL THEM TO STAY AWAY FROM DRUGS AND ALCOHOL AND TO APPLY THEMSELVES IN SCHOOLS? IF THOSE ADULTS WILL NOT BE BOLD ENOUGH TO LEVERAGE THEIR INFLUENCE TO BETTER ENSURE THEIR SAFETY. TETON COUNTY IS NOT IMMUNE TO THE GUN VIOLENCE EPIDEMIC AND IT CAN SNEAK INTO OUR COMMUNITY IN UNEXPECTED WAYS. A YOUNG MAN I KNOW WHO IS VULNERABLE TEENAGER, WAS ENCOURAGED TO BUY AN ASSAULT RIFLE BY HIS YOUTH PASTOR WHEN HE TURNED 18. YOU OVERSEE THE WELL-BEING OF 2869 STUDENTS PLUS THE FACULTY AND TANGENTIALLY THE FAMILIES OF THESE STUDENTS AND EMPLOYEES. WHILE THEY SHOWED US THE DRILLS, LOCKED DOORS, AND LAW ENFORCEMENT, REINFORCEMENT IS NOT ENOUGH. ARMING TEACHERS IS NOT THE SOLUTION. STUDENTS AND FACULTY CANNOT REACH THEIR FULL POTENTIAL IF THEY FEEL THEIR LIFE IS IN DANGER, AND THE QUESTION LOOMS WHETHER THE PEOPLE ELECTED TO OVERSEE THEM HAVE THEIR BACK. I BELIEVE IT IS THE OBLIGATION OF TCSD TO WRITE A FORMAL LETTER TO SENATOR BARROSO, SENATOR LOOMIS, REPRESENTATIVE CHENEY, AND GOVERNOR GORDON AND ASK FOR THE FOLLOWING. ASSAULT RIFLES SHOULD BE BANNED. THESE WEAPONS OF WAR HAVE NO PLACE IN PEACEFUL SOCIETY AND IT MAKES IT EVEN MORE DIFFICULT FOR LAW ENFORCEMENT TO PROTECT CIVILIANS. TO LIMIT MAGAZINE CAPACITY TO FIVE ROUNDS, TO HAVE UNIVERSAL BACKGROUND CHECKS EXTENDED TO PRIVATE SALES AND GUN SHOWS, TO HAVE EXTENDED WAIT PERIODS OF 28 DAYS FROM PURCHASE TO DELIVERY OF GUNS. RED FLAG LAWS, RAISE THE AGE TO PURCHASE ALL GUNS TO 21. REQUIRE A LICENSE TO OWN A GUN AND HOLD GUN MANUFACTURERS AND SALESPEOPLE ACCOUNTABLE FOR THE GUN VIOLENCE. I UNDERSTAND AND RESPECT THE RIGHTS AND INTERESTS OF RESPONSIBLE ADULTS TO HAVE GUNS FOR HUNTING AND PROTECTION. MY FATHER HUNTED AND WE HAD GUNS IN OUR HOME. BUT THE ABOVE ACTIONABLE ITEMS WOULD NOT [01:30:02] INFRINGE ON THESE RIGHTS AND WOULD CURB GUN VIOLENCE. I FEEL STRONGLY IT'S TIME FOR OUR COUNTRY TO COME TOGETHER ON THIS ISSUE AND PRIORITIZE A SAFE AND CIVIL ENVIRONMENT WHERE STUDENTS, FACULTY, AND CIVILIANS CAN MOVE ABOUT THEIR LIFE AND WORK TO CONTRIBUTE POSITIVE OUTCOMES TO THEIR COMMUNITIES. YOUR VOICE IS VITALLY IMPORTANT TO THIS END. THANK YOU. >> THANK YOU. CAMILLE. ANY OTHER PUBLIC COMMENT? ANYONE ELSE HERE IN THE ROOM? OKAY. COMMUNICATIONS TO THE BOARD. WE HAVE A FEW LETTERS AND THEN INDICATIONS FROM THE BOARD. ANYONE HAVE ANYTHING THEY'D LIKE TO SHARE? NO? FUTURE AGENDA ITEMS, WE'VE DONE GRADUATIONS, SCHOOL ENDS FRIDAY FEEL FREE TILL TUESDAY. I'M SURE WHAT ELSE IS COMING UP. ANYTHING ELSE WE SHOULD REMEMBER TO BE DOING? >> BE UP FOR A WONDERFUL SUMMER. >> ALRIGHT, ANY REVIEW OF THE MEETING? THOUGHTS? [LAUGHTER] I WOULD ENTERTAIN THE MOTION TO ADJOURN. >> SO MOVED. >> MOVED AND SECONDED TO ADJOURN, ALL IN FAVOR SAY AYE. >> AYE. >> WE ARE ADJOURNED AT 7:36. * This transcript was compiled from uncorrected Closed Captioning.
