>> I'LL DECLARE THE MEETING CALL TO

[A. Call to Order]

ORDER AND ASK YOU TO JOIN US IN THE PLEDGE OF ALLEGIANCE.

OF ALLEGIANCE]

>> TONIGHT, ANDREA IS UNDER THE WEATHER, SO CHARLOTTE IS COVERING FOR US, SO WE'LL HAVE TO GO SLOWLY WITH THE [LAUGHTER] TECHNICAL LOGISTICS.

MR. SCARLETT IS SICK AND TRUSTEE TESKE IS IN A VERY SPECIAL EVENT IN DETROIT TONIGHT, SO IT'S JUST THE OUTLOOK.

WE REVIEW THE MISSION AND [INAUDIBLE] TONIGHT WE WILL DO THE STRATEGIC PLAN GOALS.

SUCCESS FOR ALL, SAFE, HEALTHY, AND CARING ENVIRONMENT, EFFECTIVE AND EFFICIENT OPERATIONS, POSITIVELY ENGAGED AND INFORMED COMMUNITY.

WE'RE UP TO APPROVAL OF THE AGENDA,

[B. Approval of the Agenda]

I'D ENTERTAIN A MOTION TO APPROVE THE AGENDA.

>> I MOVE TO APPROVE TONIGHT'S AGENDA.

>> SECOND.

>> SECOND.

>> I MOVE AND SECOND TO APPROVE TONIGHT'S AGENDA, ALL THOSE FOR APPROVAL SAY, AYE.

>> AYE.

>> WE'LL QUICKLY RIGHT UP TO THE SUPERINTENDENT'S REPORT.

[C. Superintendent's Report]

>> THANK YOU, CHAIRMAN GINGERY AND TRUSTEES.

AS YOU ALL KNOW, THE BEST DAY OF ANY SUPERINTENDENT'S CAREER IS WHEN SCHOOL RESUMES.

WE HAD OUR FIRST DAY AT SCHOOL JUST LAST TUESDAY AND FOR A LOT OF US IT FEELS LIKE IT'S BEEN SEVEN MONTHS [LAUGHTER] INSTEAD OF SEVEN DAYS, BUT INDEED WE HAVE FINISHED OUR SEVENTH DAY OF SCHOOL, AND IT'S REALLY BEEN A TREMENDOUS START FOR A SCHOOL DISTRICT, A LOT OF POSITIVE ENERGY.

WHEN I WAS IN OTHER SCHOOLS, THE FIRST TWO DAYS IN SCHOOL.

I ONLY SAW TEARS FROM STUDENTS, SO I BELIEVE OUR STUDENTS WERE HAPPY TO BE BACK AND OUR STAFF ARE DELIGHTED TO BE BACK WITH THEM.

I ALSO WANTED TO SAY, THANK YOU TO OUR ENTIRE SCHOOL SYSTEM AND ALL THE DEPARTMENTS AND THE HUMAN RESOURCES DEPARTMENT, OUR ADMINISTRATORS, THEY ALL JUST DID AN INCREDIBLE JOB OF ENSURING WE HAVE HIGH-QUALITY STAFF IN EACH OF OUR POSITIONS, AND THAT HAS BEEN A HUGE EFFORT GIVEN THE CHALLENGES WITH HOUSING AND HIRING.

I WANT TO SAY THANK YOU TO OUR STAFF FOR PRIORITIZING THAT AND HIRING SUCH EXCEPTIONAL PEOPLE WHO ARE REALLY EXCITED ABOUT BEING A PART OF OUR DISTRICT'S FAMILY.

THE SECOND THING I WANT TO POINT OUT IS, THIS IS NATIONAL SUICIDE PREVENTION AND AWARENESS MONTH, AND THIS IS A HUGE PRIORITY FOR OUR SCHOOL DISTRICT BUT ALSO TO OUR STATE.

WE HAVE ONE OF THE HIGHEST OR IF NOT THE HIGHEST RATE OF SUICIDE AND WE ABSOLUTELY HAVE TO DO EVERYTHING THAT WE CAN TO PREVENT THAT AND TO BE AWARE OF HOW WE CAN SUPPORT ONE ANOTHER.

I'D LIKE TO ASK PAIR TO PROVIDE SOME OTHER INFORMATION AS SHE SERVES AS OUR REPRESENTATIVE ON A NUMBER OF COUNCILS.

PAIR WOULD YOU MIND COMING UP TO THE PODIUM?

>> GOOD EVENING.

THANK YOU JUST FOR HOSTING THIS EVENT AND CELEBRATING AND HAVING TIME TO TALK ABOUT ALL OF OUR ACHIEVEMENTS WITH OUR SCHOOL IMPROVEMENT PLANS AND OUR STRATEGIC PLAN, AND ALSO TO TALK ABOUT WHAT WE'RE DOING TO SUPPORT THE MENTAL HEALTH WELL-BEING OF OUR STUDENTS, STAFF, AS WELL AS BEING A PARTNER IN THE SUICIDE PREVENTION COALITION IN TETON COUNTY.

IN PARTNERSHIP WITH THE COALITION, WE'RE WORKING ON EXPANDING THE MENTAL HEALTH FIRST AID AND SAFE TALK TRAININGS FOR ALL COMMUNITY MEMBERS.

IN ADDITION, TETON COUNTY SCHOOL DISTRICT IS PROVIDING SAFE TALK TRAINING FOR ALL STAFF.

WE'RE STARTING WITH CERTIFIED STAFF AND THEN WE'LL BE REACHING OUT TO ALL OF THE CLASSIFIED STAFF.

ONE OF THE THINGS THAT WE ALL KNOW IS THAT, FOR SOME STUDENTS, THEY TALKED TO THEIR COACH, OTHERS IT'S ON THE BUS, SUBMITS FOR TEACHERS, WE REALLY WANT TO MAKE SURE THAT ALL STAFF OVER THE NEXT TWO MONTHS HAVE AN OPPORTUNITY TO HAVE THE SKILLS AND SUPPORT TO TRY TO HELP,

[00:05:02]

GET IN FRONT OF IT AND PREVENT FUTURE SUICIDES. ANY QUESTIONS?

>> THANKS FOR DOING THAT, PAIR.

>> THANK YOU.

>> YOU STILL SELL ON THE PREVENTION.

>> I'M STILL ON THE PREVENTION COALITION.

I'M ON THE BEHAVIORAL HEALTH COALITION.

I'M ON THE MENTAL HEALTH ADVISORY COMMITTEE AND THE SUICIDE PREVENTION COALITION.

IT'S A GREAT GROUP OF PEOPLE.

>> YOU DON'T KNOW THOSE COALITIONS FOR IT.

>> THANK YOU. THANK YOU FOR BEING A MEMBER, HOW MANY YEARS AGO WAS THAT?

>> YOU AND I SERVED FOR QUITE A FEW YEARS AGO.

>> QUITE A FEW YEARS AGO. I'M JUST LUCKY THAT WE GET TO WORK WITH COMMUNITY MEMBERS. THANK YOU, GUYS.

>> DISTRICT LEADERS REPORT.

>> THANK YOU. THE DISTRICT LEADERS REPORT IS POSTED AND IF THERE ARE ANY QUESTIONS, WE'D BE MORE THAN HAPPY TO RESPOND.

>> ANY QUESTIONS ON THE DISTRICT LEADERS' REPORT? HOW MANY PARENTS?

>> I JUST WANTED TO SAY I SAW A THEME WHEN I WAS READING, PARTICULARLY IN THE ELEMENTARY SCHOOLS, THAT EVERYBODY WAS VERY EXCITED ABOUT WELCOMING FAMILIES BACK INTO THE BUILDINGS, AND I THINK THAT'S REALLY TERRIFIC BECAUSE AS WE ALL KNOW, FAMILIES AND EDUCATORS ARE KEY AND THEIR PARTNERSHIP IS KEY TO A STRONG EDUCATION FOR THEIR CHILDREN. THANK YOU.

>> I JUST HAD A FEW QUESTIONS FOR A FEW DIFFERENT PRINCIPLES.

CAN WE START WITH PRINCIPAL PEDESCA IF YOU CAN COME OUT? I JUST WANTED TO KNOW HOW THE CONSTRUCTION IS GOING NEXT DOOR.

JUST GO THROUGH THAT REAL QUICK.

I JUST WANT TO MAKE SURE THAT YOU'RE FINE.

>> SURE [INAUDIBLE]

>> THEN AFTER YOU, COMES, MATT [INAUDIBLE]

>> GOOD EVENING CHAIR ON BOARD. THE CONSTRUCTION AT THE REC CENTER HAS BEEN MOVING ALONG AND I HAVE GREAT RELATIONSHIPS WITH THE CONSTRUCTION SUPERINTENDENT, JOHN TRUJILLO.

WE COMMUNICATE REGULARLY. HE KNOWS CONSTRUCTION, AND I KNOW SCHOOLS THAT ARE SENSITIVE TO AS THE PROJECT EVOLVES OR IT'S DIFFERENT PHASES.

EVEN THOUGH HE MAY NOT THINK IT HAS AN IMPACT ON SCHOOLS COMMUNICATING IT TO ME, SO WE CAN SAY, OKAY, THAT MIGHT IMPACT THE SCHOOLS OR NOT.

FOR EXAMPLE, WHEN WE WERE PUTTING IN SOME SEWAGE PIPE, HE WAS IN TOUCH, IT WAS LIKE, OKAY, THIS IS GOING TO IMPACT OUR DINING OR FOOD SERVICE TRUCK GETTING IN, SO WE JUST COORDINATED TIMES, WORKED OUT GREAT.

TRAFFIC FLOWS BEING WONDERFUL.

GE JOHNSON IS PROVIDING STAFF MEMBERS TWICE A DAY, ARRIVAL AND DISMISSAL TO JUST MAKE SURE EVERYONE WHO'S A REC CENTER PAGE PATRON GOES STRAIGHT INTO THE REC CENTER LOT BECAUSE THERE IS AN OVERLAP OF ABOUT 20 FEET WHERE REC CENTER PATRONS COME IN, WHICH IS ALWAYS BEEN THE WRONG WAY INTO THE TRAFFIC CIRCLE TO SCOOCH INTO THE REC CENTER PARKING LOT.

THEY HAVE STUFF OUT THERE AND MAKING SURE THAT NO ONE GOES THE WRONG WAY, JUST TRYING [OVERLAPPING]

>> [INAUDIBLE] EVERY DAY.

>> EVERY DAY [OVERLAPPING] NO.

HE PROMISED ME EVERY DAY AND IT'S HAPPENED.

JUST UNDERSTAND THAT REC CENTER CARS AND KIDS DON'T MIX.

IT SOUNDS MID TO LATE OCTOBER, THEY WILL MOVE THE REC CENTER ENTRANCE BACK AROUND CLOSER TO WHERE THE ORIGINAL ENTRANCE HAS ALWAYS BEEN.

WHEN THAT'S THE CASE, THEY'LL BE ABLE TO FULLY FENCE OFF A WALL OFF THE REC CENTER AND OUR PARKING LOT.

RIGHT NOW THE ENTRANCE IS CLOSE TO JES, THAT'S WHERE THAT PARKING LOT IS, BUT AS SOON AS THEY OPEN UP THE ENTRANCE AROUND THE CORNER AND BUILD MORE PARKING, THEY'LL BE ABLE TO JUST SEAL THAT PART OFF SO THAT NO ONE HAS TO GO THROUGH THAT AREA AND THEY'RE GOING TO HELP US REBUILD A DO NOT ENTER SIGN.

I DON'T KNOW IF YOU REMEMBER JES, IS ALWAYS ACTUALLY BEEN A BARRICADE THERE THAT JUST DON'T COME IN AND WE JUST NEED TO REBUILD THAT BECAUSE IF IT'S NOT THERE, PEOPLE JUST ASSUME IT'S A TWO-WAY.

>> THANK YOU. IF THERE'S ANYTHING THAT COMES UP, SUPERINTENDENT [INAUDIBLE] WILL LET US KNOW.

THAT'S TAKING A LOT OF COORDINATION.

>> JOHNSON, IT'S BEEN GREAT, SIR.

>> THANKS.

>> IT'S BEEN FUN.

>> THANK YOU. I JUST HAD A QUESTION ABOUT BICYCLE SAFETY.

IF YOU COULD JUST YOU PUT IT IN THERE, THIS PROGRAM YOU'RE GOING TO HAVE, AND THERE'S BEEN A LOT OF DISCUSSION ABOUT E-BIKES ON THE PATHWAYS, AND I JUST WANTED TO HEAR WHAT [OVERLAPPING] IT IS.

>> YEAH. THANKS, CHAIRMAN GINGERY.

WE HAD STARTED LAST SPRING AND REPORTED TO YOU THEN ABOUT A PLAN THAT WE HAD IMPLEMENTED, THAT'S CARRYING FORWARD WITH THE WORK PARTNERSHIP WITH PATHWAYS.

THERE WAS AN ARTICLE IN TODAY'S PAPER IN THE OPINION SECTION FROM EXECUTIVE DIRECTOR KATHRYN DAWSON, OUTLINING A LITTLE BIT OF THAT WORK THAT STARTS THIS FRIDAY.

THEY ARE ON-SITE AND WE'RE GOING TO DO A SAFETY VIDEO, AND THEN A QUIZ THAT KIDS HAVE TO TAKE.

THEN NEXT WEDNESDAY, WE'LL FOLLOW IT UP WITH THE TRADITIONAL I RIDE, I BIKE, I BUST DAY, AND STUDENTS CAN LINE UP THEIR BIKES AND THEY CAN HAVE A LITTLE BIT OF SERVICE WORK DONE, AND THEN THERE'LL BE A LITTLE BIT OF A SKILLS COURSE IN THAT LITTLE PERIOD OF TIME.

[00:10:04]

MORE TO COME WITH PE, AND THEN IF THEY PASS THAT QUIZ, THEY GET THEIR PARKING STICKER.

I ALREADY HAD SEVERAL STUDENTS COME UP AND ASK, WHEN CAN I GET MY STICKER? THAT'S ON THE WORKS STARTING THIS WEEK.

>> THANK YOU VERY MUCH FOR DOING THAT.

IT'S JUST A BIG ISSUE WITH A LOT OF PEOPLE IN THE COMMUNITY ABOUT E-BIKE SAFETY, AND I APPRECIATE YOU AND SETH TAKING THAT.

>> I LIKED YOUR SUGGESTION AROUND THE STICKER TOO.

>> [OVERLAPPING] YES [INAUDIBLE]

>> IT'S ABOUT HEALTH. LAST YEAR SOMEBODY FROM TORD INDICATED THAT THEY'RE SEEING A LOT OF KIDS WITHOUT HELMETS RIDING E-BIKES, IS THE SAFETY PRESENTATION AND THE ABILITY TO KEEP A STICKER DEPENDENT UPON WEARING A HELMET?

>> HELMET IS DEFINITELY PART OF THE QUIZ, THAT'S FOR SURE.

I'VE NOTICED A FEW THAT SHOW UP EVERY DAY WITHOUT A HELMET, ONE-ON-ONE CONVERSATIONS AROUND THAT FOR SURE.

>> THANK YOU.

>> TYPICALLY THE RIDER HAS THE HELMET, NOT ALWAYS THE PASSENGER. [LAUGHTER]

>> THANKS.

>> THANKS, MAN.

>> THANK YOU.

>> ANITA(PHON), DO YOU HAVE A COMMENT? ANITA, I NOTICED WE WENT FROM 12 KINDERGARTENERS TO THREE AT KELLY.

JUST LOGISTICALLY, HOW WAS THAT? WHAT ARE WE DOING OUT THERE?

>> THANK YOU FOR THE QUESTION, CHAIRMAN.

ACTUALLY, IT'S HELPING US.

WE'VE GONE BACK TO HAVING ONE TEACHER FOR KINDERGARTEN AND FIRST GRADES, SO WE'VE COMBINED THAT INTO A SINGLE CLASSROOM, WHERE IT'S BROUGHT OUR NUMBERS DOWN SO THAT IT FEELS MUCH MORE MANAGEABLE IN THE MULTI-GRADE SETTING.

TOO LITTLE QUIETER, BUT OUR FIRST GRADE NUMBERS ARE STILL AT 15, 16.

WE STILL GOT GOOD NUMBERS.

WE HAVE, I BELIEVE A TOTAL OF 49 STUDENTS AT KELLY.

>> WONDERFUL.

>> BUT IT IS WONDERFUL.

>> THANKS FOR ALL YOUR WORK DOWN THERE. [OVERLAPPING].

>> IT'S A GREAT SCHOOL. I'M HAPPY TO BE PART OF IT.

>> YOU ALSO HAVE [INAUDIBLE].

>> I DO HAVE.

>> WONDERFUL.

>> I'M LUCKY TO HAVE BOTH OF THEM. THANK YOU.

>> THEN LAST WAS SCOTT [INAUDIBLE]. [OVERLAPPING]

>> SCOTT, I JUST HAD A QUESTION.

I DIDN'T UNDERSTAND. IT LOOKED LIKE A GREAT PROGRAM, I JUST WAS WONDERING WHAT THE WALKING SCHOOL BUS WAS AT WILSON?

>> SURE.

>> IF IT IS ANYTHING LIKE A WALKING SCHOOL BUS THEY HAVE AT JACKSON? JUST CURIOUS.

>> MAYBE, BUT PROBABLY NOT AS STRUCTURED OR AS MANY DAYS.

JUST A COMBINATION OF TRYING TO BUILD SOME ADDITIONAL RELATIONSHIPS OR GET MORE KID TIME, ESPECIALLY AT THE BEGINNING A YEAR, AS WELL AS PARENTS ARE WELCOME TO JOIN IN.

I JUST CHOSE THE FIRST FOUR WEDNESDAYS OF SEPTEMBER, KNOWING THAT I HAD FEWER MEETINGS AND DIFFERENT THINGS.

WE JUST MEET AT THE END OF THE STILLSON LAWN AND WALK DOWN.

LAST WEEK, WE HAD ALMOST 20 KIDS.

TODAY THE RAIN BROUGHT IT DOWN THE NUMBER OF KIDS, BUT WE STILL HAD SOME, AND WE'RE HAVING A GUEST STAFF MEMBER WITH ME EACH TIME.

WE DON'T KNOW WHERE TO GO AFTER SEPTEMBER.

IT'S JUST A RANDOM THING.

REALLY TRYING TO ENGAGE FAMILIES AND GET BACK TO SOME THINGS AS WELL AS TRY SOME NEW THINGS.

THAT'S JUST ONE OF OUR MANY IDEAS TO SEE HOW IT GOES.

>> I THOUGHT IT WAS VERY INNOVATIVE AND CREATIVE AND I THANK YOU FOR THINKING UP.

I DID LIKE THAT FOR ENGAGEMENT, THAT'S A SUPER.

>> IF IT KEEPS A FEW MORE PEOPLE OFF OUR DROP-OFF LINE, THAT'S AWESOME TOO. [LAUGHTER]

>> I KNOW NOT TO DRIVE TO WILSON ON WEDNESDAY.

THAT'S IT. I HAVE TO TURN LEFT WHEN YOU NEED TO LEAVE.

>> WE WANT SHIRTS, JUST LIKE DAN WHO WAS LEFT ON [INAUDIBLE] SURE TO SAY WE TURN LEFT ON 22.

[LAUGHTER] SURVIVE THE LEFT TURN GOING HOME.

[LAUGHTER]

>> THANK YOU.

>> THANK YOU, CHAIR. GOOD EVENING.

>> I WAS JUST GOING TO POINT OUT, I DON'T KNOW IF WE'VE HAD A MEETING SINCE THE GRANDSTANDS WERE UP, THEY WERE JUST AMAZING.

I WAS AT BOTH GAMES, SO MANY PARENTS JUST STARTED WALKING UP AND SAYING HOW MUCH THEY'RE ENJOYING THE GRANDSTANDS, IT'S JUST SUCH A BETTER EXPERIENCE.

YOU'VE GOT THE SUN BEHIND YOU, YOU CAN SEE THE FIELD.

EVERYONE SEEMS TO THINK THE SLOPE'S A LITTLE BETTER.

I DON'T KNOW IF THAT'S TRUE, THAT YOU CAN SEE THE GAME BETTER.

BUT EVERYBODY SEEMS TO BE VERY EXCITED ABOUT OUR NEW GRANDSTANDS.

THE WHOLE PROJECT TURNED OUT REALLY, REALLY WELL, AND JUST REALLY HAPPY ABOUT IT.

THE OTHER THING I WAS JUST GOING TO POINT OUT, I TOOK A PICTURE AND I MEANT TO SEND IT TO THE REST OF THE BOARD.

I FORGOT TO DO IT THIS AFTERNOON.

I WAS GOING TO SAY TRAILERS, DON'T SAY TRAILERS.

THE CABINS [LAUGHTER] ARE BEING DISMANTLED RIGHT NOW AT JACKSON ELEMENTARY, AND THEY'RE MOVING THEM AND WILLOW TOO WILL BE ONLINE HOPEFULLY BY DECEMBER, JANUARY.

VERY EXCITING TO SEE THAT PROJECT MOVING AND WE DEFINITELY SAW MR. [INAUDIBLE] LAST TIME.

HE MOVES VERY EFFICIENTLY AND WHEN HE SAYS HE'S GOING TO GET SOMETHING DONE, HE GETS SOMETHING DONE.

THIS IS AN EXCITING PROJECT.

I WAS HAPPY TO SEE THAT ON THERE AND DEANNA(PHON), YOU DON'T NEED TO COME UP, BUT I REALLY APPRECIATE IT IN THE REPORT.

[00:15:01]

ALL THESE TIMELINES THAT YOU GAVE US ON EVERY SINGLE PROJECT YOU'RE WORKING ON, AND I JUST LIKE SEEING TIMELINES THAT ARE JUST AS SUPER SO I APPRECIATE THAT DEANNA.

WE'LL MOVE ON FROM DISTRICT LEADER SUPPORT UNLESS SOMEONE HAD ANYMORE QUESTIONS.

>> NO. CHAIRMAN GREGORY(PHON), AS [INAUDIBLE] COMES TO THE PODIUM TO INTRODUCE THE EDUCATIONAL MOMENT THIS MONTH, I WOULD LIKE TO POINT THAT NOT EVERYBODY IS HAPPY ABOUT THE STANDS, BECAUSE OUR OPPOSING OPPONENTS, THEY ARE 0 AND 2 AT OUR NEW STADIUM.

[LAUGHTER] AND SO I DEFINITELY FEEL [INAUDIBLE].

>> YOU ARE GIVING CREDIT TO THE GRAND STANDS FOR THE WIN.

[LAUGHTER]

>> I'M JUST SAYING THAT NOT EVERYBODY IS HAPPY ABOUT THEM [LAUGHTER] BECAUSE OUR OPPONENTS ARE NOW, COACHING UNDER THE SUN, LIKE WE USED TO DO AT EVERY GAME.

>> I GET WHAT YOU'RE SAYING.

>> IT'S REALLY HOT IN THE FIELD AND THE FIRST GAME WAS REALLY HOT AND YOU COULD SEE THAT SOME OF THEIR PLAYERS APPEAR TO BE RECOGNIZING THE DEFICIT, SO OUR TEAM IS DOING VERY WELL.

DR. [INAUDIBLE].

>> MR. CHAIR, TRUSTEES, I HAVE THE PLEASURE OF INTRODUCING OUR AFTER-SCHOOL PROGRAMMING COORDINATOR, LIBBY [INAUDIBLE].

WE HAVE BEEN RUNNING AFTER-SCHOOL PROGRAMMING FOR YEARS, OF COURSE.

USUALLY USING A NUMBER OF DIFFERENT FUNDING SOURCES AND A NUMBER OF DIFFERENT PURPOSES FOR AFTER-SCHOOL PROGRAMMING.

THANKS TO TWO RECENT FEDERAL GRANTS, WE'RE ON A PATH TO SIGNIFICANTLY INCREASING THE TYPES OF PROGRAMS, THE NUMBER OF STUDENTS WHO CAN ACCESS THOSE PROGRAMS REALLY ACROSS OUR K12 SCHOOLS.

THAT'S WHAT LIBBY WANTS TO SHARE, THE WORK SHE'S WORKING ON.

IT'S AMAZING THE AMOUNT OF WORK THAT SHE HAS REALLY DONE ALREADY, BUT I'LL LET HER SPEAK TO THAT.

>> HELLO.

>> HELLO.

>> THANK YOU ALL VERY MUCH AND THANK ALL OF YOU TOO, IT'S REALLY EXCITING.

>> ARE YOU MISSING THE CLASSROOM YET?

>> I AM MISSING IT IN FUNNY WAYS.

YOU CAN'T PLAN TO MISS SOMETHING.

THERE ARE MOMENTS THAT HAPPEN.

BUT I HAVE TO SAY I'M THRILLED TO BE IN THIS POSITION.

IT'S JUST AN OPPORTUNITY TO SEE BROADER, SEE BEYOND THE CLASSROOM WALLS.

>> WE APPRECIATE YOU TAKING ON THIS NEW CHALLENGE.

>> IT'S EXCITING. NEXT SLIDE, PLEASE.

WITH THE RECENT AWARD [OVERLAPPING] STRATEGIC AFTER-SCHOOL IN SUMMER PROGRAM GRANT WE DECIDED, LET'S JUST FOCUS ON SMART GOALS FOR WHICH WE PROPOSED THIS GRANT AND WHEN WE DO WE'RE ACTUALLY ADDRESSING SMART GOALS OF OUR DISTRICT AS WELL.

THOSE GOALS, THANK YOU VERY MUCH, ARE TO REACH OUR ELL POPULATIONS AND NEW COMER POPULATIONS WITH HANDS-ON OPPORTUNITIES OUTSIDE OF THE CLASSROOM DAY THAT PROVIDES THEM WITH A KEENER SENSE OF COMMUNITY, OPPORTUNITIES TO DO SOMETHING FUN AND EXCITING, AND MEET OTHER STUDENTS.

I THINK THAT'S VERY IMPORTANT.

EXCUSE ME, OBVIOUSLY.

WE'D LIKE TO SEE THOSE KIDS IN 25 HOURS.

WHEN WE TALK ABOUT SMART GOALS, IF WE GET THEM IN ONE PROGRAM THAT RUNS THAT TYPICAL 13 WEEK PERIOD IT'S ABOUT 25 HOURS.

WE'RE FAIRLY CONSERVATIVE SMART GOALS AT THIS POINT IN TIME BUT EVEN IF STUDENTS HAVE AN OPPORTUNITY FOR ONE PROGRAM, THAT'S BETTER THAN NONE.

I THINK THE GOALS THEMSELVES CAN GROW AND THE OPPORTUNITIES AS WELL WILL GROW.

THAT SENSE OF BELONGING GOAL, INCREASING THE SENSE OF PURPOSE AND BELONGING FOR STUDENTS, THAT WAS BASED ON THE PANORAMA DATA THAT WE HAVE.

IMPORTANTLY, STUDENTS EXPRESS A SENSE OF A GREATER NEED TO BELONG AND SO BY GETTING THEM INVOLVED, AND I'M JUST SO EXCITED TO SEE HIGH-SCHOOL STUDENTS BECAUSE ONE OF THE WAYS WE'D LIKE TO REACH OUR HIGH-SCHOOL STUDENTS IS TO INCREASE MENTORSHIP OPPORTUNITIES WITH OUR YOUNGER STUDENTS.

WE KNOW THAT THOSE NEAR PEER RELATIONSHIPS ARE VERY STIMULATING AND THEY'RE MULTIPLYING FACTOR.

GREATER ACCESS IS A GIVEN.

WE KNOW WE HAVE INCREDIBLE NEEDS IN THE VALLEY FOR AFTER-SCHOOL SUPERVISION, SAFETY, PLACES TO GO, AND THINGS TO DO.

[00:20:03]

THEN PROGRAM ENGAGEMENT IN GENERAL PARTICIPATION.

BUT THE LAST ITEM, CENTRALIZED AFTER-SCHOOL PROGRAMMING AND REGISTRATION SYSTEM, I'D LIKE TO THANK BOTH, WELL, MIKE CANSON, MR. HUGGINS, AND KIM BYRNE, WHO WERE ALL ON MY TEAM.

THEY'RE TRYING TO ASSIST IN THIS RATHER LARGE ENDEAVOR TO TRY TO CENTRALIZE REGISTRATION. NEXT SLIDE.

WHAT'S UNDERWAY ALREADY AT THE ELEMENTARY SCHOOLS IS JUST PICKING UP WHERE THERE'S A FABULOUS FOUNDATION UNDERWAY AND JUST TRYING TO STRENGTHEN IT.

I THINK MOST IMPORTANTLY TO NOTE IS A TRAINING THAT WE HOSTED LAST WEEK FOR THE PARTNER ORGANIZATIONS AND OUR PARAPROFESSIONAL STAFF WHO ARE PARTNERING WITH THOSE OUTSIDE ORGANIZATIONS.

EVERYBODY RECEIVED THE SAME TRAINING.

IT INCLUDED BEHAVIOR MANAGEMENT AND IT WAS VERY EFFECTIVE TO BRING EVERYONE TOGETHER SAME TIME, SAME PLACE.

WE'RE EXPANDING THINGS OVER TIME AND CAREFULLY.

I THINK IT'S REALLY EXCITING THAT THE SECONDARY PROGRAMMING AT OUR RAD PROGRAM, IT'S REALLY EXCITING FOR ME TO IMAGINE THAT A PILOT WAS SUCCESSFUL AND SO REVEALING OF OPPORTUNITY.

WE'RE WORKING TOGETHER.

>> CAN YOU REMIND US WHAT'S RAD?

>> RAD. RECREATION, ACADEMICS, AND DINNER.

>> OKAY. [LAUGHTER]

>> ALL THREE, NOT IN THAT ORDER-

>> I LIKE THE DINNER.

>> -BUT ALL THREE.

WE JUST MET LAST NIGHT, HAD A TERRIFIC MEETING AND RAD IS REALLY UNDERWAY.

THEN I THINK YOU'LL ALL BE REALLY TICKLED TO KNOW THAT PART OF RAD IS JUNIOR ACHIEVEMENT FINANCIAL LITERACY PROGRAM.

BANK OF JACKSON HOLE IS OUR FIRST BANK. ALL OF THE BANK.

>> [INAUDIBLE] SCARLETT SHOULD BE HERE TODAY.

[LAUGHTER] IT'S REALLY A BIG ADVOCATE FOR THIS FINANCIAL LITERACY.

WE'LL HAVE TO TELL HER ABOUT IT.

>> I THINK YOU'LL BE TICKLED TO KNOW THAT THERE ARE AT LEAST A DOZEN BETWEEN 12 AND 18 BANKERS FROM BANK OF JACKSON HOLE WHO ARE GOING TO PARTICIPATE IN THE FIRST SIX WEEKS.

THEN THE JUNIOR ACHIEVEMENT PROGRAM RUNS ON SIX-WEEK BLOCKS, WHICH I THINK MAKES SENSE, SO THAT WE CAN PUT ANOTHER SIX-WEEK PROGRAM IN AND THEN STEP INTO ANOTHER JUNIOR ACHIEVEMENT SO THAT EVERYTHING IS FRESH AND EXCITING FOR THE KIDS ALONG THE WAY.

THEY HAVE BEEN WORKING WITH SUMMIT AS WELL.

SUMMIT INNOVATIONS HIGH SCHOOL IS REALLY EXCITED TO BE THE PILOT MENTORS THROUGH THE JA HEROES PROGRAM TO WALK RIGHT ACROSS THE STREET AND WORK WITH CULTURE ELEMENTARY K-12.

WITH LITTLE BITTY GUYS AND THEY ARE REALLY LOOKING FORWARD TO THAT TRAINING BECAUSE IT'S A WIN-WIN.

THE HIGH SCHOOL STUDENTS ARE TRAINED TO THEN WORK WITH THE LITTLE CHILDREN. EVERYTHING IS PROVIDED.

ALL OF THIS IS FREE, WHICH IS PRETTY EXCITING AS WELL.

LAST SLIDE, HOW WE WILL EVALUATE OUR IMPACT.

EVERYTHING IS OUT THERE FOR US TO USE.

THERE ARE TOOLS, FRAMEWORKS.

THE WDE ITSELF, IT IS 13 TAB SPREADSHEET THAT WAS THE APPLICATION FOR THESE FUNDS, ACTUALLY BUILT IN MONITORING OUR IMPLEMENTATION THROUGHOUT.

I FEEL QUITE CONFIDENT THAT WE WILL BEGIN EVALUATION AND CONTINUE EVALUATION THROUGHOUT THE PROGRAM.

STREET DATA, THAT'S JUST ASKING PEOPLE, IT'S TALKING TO PEOPLE.

IT'S A QUALITATIVE DATA THAT WE KNOW IS IMPORTANT IN TERMS OF FAMILIES, STUDENTS THEMSELVES.

WE WANT TO PROVIDE WHAT STUDENTS WANT TO ENRICH THEIR LIVES AND THE PEOPLE WHO ARE PROVIDING THEM THOSE PROGRAMS TOO.

I'M OPEN FOR QUESTIONS.

I'M HOUSED AT CULTURE ELEMENTARY AND I'M EXCITED [LAUGHTER].

>> [INAUDIBLE].

>> MR. CHAIR, REALLY, THANK YOU FOR YOUR PRESENTATION.

I'M REALLY AN ADVOCATE FOR AFTER SCHOOL PROGRAMS. HOW MANY DAYS DOES THIS PROGRAM OPERATE PER WEEK FOR AFTER SCHOOL PROGRAMS?

>> WELL, THEY'RE OPERATING FOUR DAYS A WEEK, PRIMARILY.

WHEN I SAY THEY THAT'S PRETTY MUCH EVERYTHING.

FRIDAYS ARE TYPICALLY NOT AN AFTER-SCHOOL PROGRAM DAY BUT MONDAY THROUGH THURSDAY AND THE WAY THE ELEMENTARY PROGRAMS WORK, THEY'RE TAKING TURNS.

[00:25:06]

JES AND CES ARE MONDAY, TUESDAYS, MONGER ELEMENTARY HAS WEDNESDAY, THURSDAY AT THE ELEMENTARY LEVEL FOR THE PROGRAM THAT WE PARTNERED WITH THE TETON LITERACY CENTER AND CHILDREN'S MUSEUM.

EVERY ELEMENTARY HAS CLUBS AFTERSCHOOL, THOSE ARE UNDERWAY.

THEN THE RAD PROGRAM IS MONDAY THROUGH THURSDAY, THE MIDDLE SCHOOL PROGRAM.

>> HOW LONG DO THEY GO? DO THEY GO FROM RIGHT AFTER SCHOOLS OR 5:00, 6:00, WHEN SHOULD IT BE?

>> THE PROGRAMS AT THE ELEMENTARY SCHOOLS ARE RUNNING FROM THE BELL UNTIL 5:00.

KIDS GET A RECESS AND A SNACK AND SOME COOPERATIVE GAMES AND THEN OUR PARAPROFESSIONALS JOIN THEM AT 3:30 SO 3:30-5:30 IS THE TIME WHEN STUDENTS ARE ENGAGED, THEY GET ONTO A BUS OR PICKED UP.

THEN THERE'S A LITTLE BIT OF PLANNING TIME FOR THOSE PARTNERSHIPS AFTERWARDS.

KIDS ARE TYPICALLY EXITING BY 5:00, 5:15 THEY'RE GONE.

FOR THE MIDDLE-SCHOOL RAD PROGRAM, WE ARE REALLY EXAMINING AND SETTING UP ON A QUARTERLY BASIS BECAUSE OF THE EVOLUTION OF THE PROGRAM.

IT ALLOWS US SOME MORE OPPORTUNITIES TO EVALUATE, ADJUST, REEVALUATE.

WE HAVE A BORDER PLAN TO BE FROM 3:45, WHICH IS WHEN THE BELL RINGS, TO 7:00 PM, INCLUSIVE OF DINNER AND CLEANING UP.

THE KIDS ARE INVOLVED IN THE CLEANUP AND RESPONSIBILITY OF MAKING SCHOOL READY FOR THE NEXT DAY. DOES THAT ANSWER?

>> YEAH. THE OTHER DAY I WANTED TO ASK YOU, OLIVIA, IS THE GOALS IN YOUR FIRST SLIDE WERE TO REACH ELL AND NEWCOMER POPULATIONS.

DOES THAT MEAN THAT OTHER FAMILIES THAT HAVE BEEN HERE DON'T HAVE AN OPPORTUNITY FOR THIS PROGRAM?

>> NO, NOT AT ALL. THIS PROGRAM IS OPENED TO ABSOLUTELY EVERYBODY.

>> EVERYBODY?

>> IT'S JUST THAT WHEN WE CREATE TARGETED AUDIENCES WHEN WE NEED TO PROVIDE WHAT STUDENTS NEED, WHERE IT'S NOT EXCLUSIVE OF ANYBODY ELSE, IT'S JUST THAT WE REALLY WANT TO MAKE SURE.

LAST NIGHT WE WERE TALKING ABOUT SENDING FANCY PAPER INVITATIONS TO KIDS WE REALLY WANTED TO BE IN RAD.

IT'S THAT EXTRA EFFORT BUT THE PROGRAMS ARE OPEN.

AT THIS POINT IN TIME, THE ELEMENTARY PROGRAMS DO HAVE A CAP THROUGH TETON LITERACY CENTER AND JACKSON HOLE CHILDREN'S MUSEUM AND THEY ARE FULL.

BUT AS WE EXPAND THE PROGRAM THE IDEA IS TO PROVIDE ENOUGH OF CLUBS, PARTNER, PROGRAM, WHATEVER.

IT'S JUST GOING TO BE ALL FORMS SO THAT CHILDREN HAVE A PLACE TO GO, SOMETHING TO LEARN AND DO AND ENHANCE THEIR GROWTH.

>> GREAT. I THINK THAT'S ALL I HAVE TO ASK YOU, OLIVIA. THANKS SO MUCH.

>> SURE.

>> ANY OTHER QUESTIONS FOR ME? THANK YOU AGAIN.

>> THANK YOU.

>> YOU'RE OFF TO A GREAT START.

I REALLY APPRECIATE THAT YOU HAVE DELIVERABLES AND HOW YOU'RE GOING TO EVALUATE AT THE END.

THAT'S VERY HELPFUL IN THIS PROGRAM.

>> GREAT. I LOVE TO DO THAT KIND OF THING.

[BACKGROUND]

>> ARE YOU ALL DONE THERE? SUPERINTENDENT'S REPORT IS COMPLETE.

WE ARE ON TO THE FUN PART OF THE EVENING,

[D. Reports and Items for Discussion]

STUDENT SCHOOL BOARD MEMBERS.

[LAUGHTER].

>> THESE THREE LADIES COME UP TO THE LECTURE, AND ALL I'M GOING TO ASK OF YOU THIS EVENING IS YOUR NAMES AND YOUR GRADES.

THAT'S ALL [LAUGHTER].

>> HI. MY NAME IS NICOLE CHECKER. I'M A SENIOR.

>> I'M FERNANDO CONSIA.

I'M ALSO A SENIOR.

>> I'M JACELYN CARIO. I'M ALSO A SENIOR.

>> I'M TRUSTEE CARLIN. WHAT'S THE PLAN?

>> WELL, AS WE HAVE DONE IN THE PAST, WHERE WE INTERVIEWED A WHOLE BUNCH OF KIDS THIS YEAR.

THIS WAS A GREAT GROUP.

IT CAME FROM A GREAT GROUP OF KIDS THAT APPLIED AND THESE THREE ARE NOW THE STUDENT TRUSTEES.

WE'RE EXCITED THEY'LL COME UP WITH A PLAN OF A PROJECT AND START TO PRESENT ON THAT.

I THINK WHEN JENINE GETS BACK IN TOWN, WE'LL MAKE SOME TIME TO MEET WITH YOU ALL, BUT WHAT I WAS THINKING IS FROM SOME OF THE INTERVIEW DISCUSSION AND SOME OF THE THINGS THAT WE HEARD FROM YOU,

[00:30:04]

THAT IT MIGHT BE AN OPPORTUNITY FOR YOU TO TALK TO MRS. WOODS ABOUT WHAT SHE'S DOING BECAUSE SOME OF THE THINGS THAT YOU ALL WERE TALKING ABOUT, ABOUT CONNECTION AND THINGS THAT GO ON IN THE HIGH SCHOOL MIGHT JUST WORK WELL TOGETHER.

WE CAN THINK ABOUT THAT. BUT JENINE AND I WILL REACH OUT TO YOU.

WE'RE OUT TO DR. CHRIS AND WE'LL FIND THE TIME TO GET TOGETHER AND KICK THINGS OFF.

THANK YOU FOR BEING HERE TONIGHT.

>> WE'RE GOING TO BE DOING THE STRATEGIC PLAN A LITTLE BIT.

IF YOU HAVE THOUGHTS ALONG THE WAY WHEN WE'RE DISCUSSING IT, JUST RAISE YOUR HAND AND I'LL CALL ON YOU GET YOUR INPUT.

WE'RE UP [INAUDIBLE] AND I THINK THE ONLY MEMBER HERE TONIGHT IS TRUSTEE ZAN.

[LAUGHTER] [INAUDIBLE].

WE NEED YOUR FULL REPORT [LAUGHTER].

>> IT WAS THERE. IS THERE ANY QUESTIONS? [INAUDIBLE] [LAUGHTER]

>> I ASSUME CHRISTAN'S HERE SO MUCH.

>> SHE'S IS IN RIGHT THERE VIRTUALLY.

>> MAYBE.

>> THERE'S A REPORT OF SOME SORT?

>> MR. CHAIR, SHE INDICATED SHE WAS HAVING PROBLEM WITH [INAUDIBLE], DUE TO HER [INAUDIBLE] INTERNET CONNECTION, BUT I DON'T KNOW.

>> I THINK THE REPORT WAS PRETTY STRAIGHTFORWARD THIS WEEK.

EVERYBODY [OVERLAPPING] HAVE ANY BIG ISSUES WITH IT? WAS THERE ANY BIG DISCUSSIONS FOR INCOME?

>> IT SHOULD BE.

>> NOT REALLY.

>> THEN WE'LL MOVE ON.

>> ONE THING I WANTED TO JUST POINT OUT, MR. CHAIR, IS THAT I'M JUST DELIGHTED TO HAVE THE READOUT AND MAYBE THIS IS FROM SARAH, OF THE RESTITUTION AMOUNTS THAT WE HAVE RECEIVED.

I'M NOT SURE HOW MANY OF US WERE ON THE BOARD WHEN THIS HAPPENED, BUT I'M REALLY PLEASANTLY SURPRISED THEY'VE ENDED UP COVERING SO FAR $51,330.

>> WONDERFUL. THIS WAS SOME LOSS THAT WE HAD THE CRIPPLE LOSS.

WE WILL MOVE ON. WE DON'T HAVE ANY OTHER REPORTS TONIGHT, DO WE? NO. WE'RE GOING TO MOVE.

[E. Action Items]

DOES ANYONE MIND IF WE MOVE TO NUMBER 3? I SEE MR. SCHILLING HERE.

I KNOW HE HAS LITTLE KIDS AT HOME AND HE NEEDS TO GET HOME TOO.

CAN WE DO HIS PATHWAY EASEMENT BEFORE THE [INAUDIBLE] PLANS.

I THINK IT'S GOING TO TAKE A LITTLE WHILE.

EVERYBODY OKAY WITH THAT? LET'S DO THAT PATHWAY EASEMENT REAL QUICK.

SUPERINTENDENT OR DEANN HAS COME UP WITH THE POTHOLES ALL ABOUT.

>> THANK YOU. [NOISE].

>> I THINK MR. SCHILLING WILL BACK YOU UP THERE.

>> YES. GOOD EVENING, MR. CHAIR AND TRUSTEE.

DEANNA HARDER, FACILITY DIRECTOR.

YES, I'LL BE UP HERE VERY [INAUDIBLE].

>> [OVERLAPPING] YEAH, WE TOO. WE HAVE BIG GUNS TONIGHT.

WE'LL BE ON OUR BEST BEHAVIOR.

>> YES. I'LL GO AHEAD AND ALLOW THEM TO INTRODUCE THE SUBJECT TO ANSWER YOUR QUESTIONS AND THEN I STAND FOR QUESTIONS IF YOU HAVE ANY. THANK YOU.

>> THANK YOU, CHAIRMAN GANGRENE. IT'S NOT WHAT I USUALLY CALL YOU.

>> I DON'T KNOW. [LAUGHTER]

>> THANK YOU, BOARD MEMBERS.

>> [INAUDIBLE].

>> [OVERLAPPING] [LAUGHTER] THANK YOU BOARD MEMBERS FOR HAVING US.

THIS ITEM IS A REQUEST FROM TETON COUNTY TO CONSIDER AN EASEMENT AT THE WILSON SCHOOL PROPERTY TO ALLOW FOR THE CONSTRUCTION AND LOCATION OF AN UNDERPASS FROM THE PLANNED PATHWAY THAT WILL GO ON THE SOUTH SIDE OF 22 FROM DOWNTOWN WILSON TO STILSON RANCH.

AS PART OF THAT PROJECT, THE WYOMING DEPARTMENT OF TRANSPORTATION HAS REQUIRED THAT TETON COUNTY CONSTRUCT AN UNDERPASS IN THE VICINITY OF HHR RANCH ROAD, SOMETHING WE'VE LOOKED AT FOR MANY YEARS AND WE'RE FINALLY HAVING TO, AS PART OF THIS PROJECT, PROCEED WITH THAT.

IT'LL BE A SEPARATE PROJECTS, BUT COORDINATED AND IN CONJUNCTION WITH THE PATHWAY ON THE SOUTH SIDE OF THE ROAD.

>> THE TUNNEL EMERGES ON OUR PROPERTY RIGHT NEXT TO WILSON ELEMENTARY.

>> YOU'RE RIGHT.

>> THE STUDENTS MAYBE ON WENZEL LANE WOULD COME DOWN THE PATHWAY, THEY'RE GOING TO GO THROUGH THE TUNNEL AND THEN BE AT WILSON ELEMENTARY.

>> CORRECT. I DO HAVE EXHIBITS OF [INAUDIBLE] [OVERLAPPING] OF WHERE THE TUNNEL WOULD GO.

BUT YES, THAT'S CORRECT, IT'LL DAYLIGHT ON THE VERY EAST END OF THE WILSON SCHOOL PARCEL.

IT REALLY JUST NEEDS IN ORDER TO MAKE THE TURN OUT OF THE TUNNEL TO ACCOMMODATE THE FUTURE WIDTH OF PROBABLY A THREE LANE ROAD IN THAT SECTION, THE LENGTH OF THE TUNNEL AND JUST THAT HAVING A SAFE TERM AS YOU EXIT THE TUNNEL AND A PROPER SIGHT DISTANCE MEANS THAT IT WOULD BE A LOT EASIER AND SAFER TO CONSTRUCT THAT IF WE CAN MAKE USE OF AN EASEMENT SLIGHTLY ENCROACHING ON THE SCHOOL PROPERTY.

[00:35:04]

>> THIS DOESN'T COST US ANYTHING? WE'RE NOT PROVIDING ANY FUNDING?

>> CORRECT. THE SCHOOL DISTRICT IS NOT BEING ASKED TO PROVIDE ANY. [OVERLAPPING].

>> BUT IT'S PROVIDING THE EASEMENT FOR YOU TO BUILD THE TUNNEL.

MY SECOND QUESTION IS, WE HAD A LITTLE BIT OF TROUBLE AT MONGER. I THINK WE FIXED IT.

WE DRILLED, AND I THINK WE HAVE A WAY TO GET RID OF THE WATER.

THAT MONGER, WE WERE RETAINING SOME WATER IN THAT TUNNEL AND I THINK WE GOT IT FIXED.

I KNOW THERE'S SOME WATER CABLE ISSUES THERE.

IF THERE STARTS TO BE SOME WATER ISSUES, IS THAT ANY OF THAT OUR RESPONSIBILITY OR IS THE COUNTY GOING TO COME IN AND FIX THAT?

>> THE COUNTY WOULD BE REQUIRED TO DEAL WITH ANY DRAINAGE ISSUES.

WE'RE NOT ALLOWED TO DEPOSIT WATER ON AN ADJACENT PROPERTY OWNER OR DEPOSIT DRAINAGE, SO WE WOULD DEAL WITH THAT, YES.

>> DO YOU THINK IT'S DOABLE TO BUILD THIS TUNNEL? ARE YOU GUYS GOING TO BE [INAUDIBLE] WITH THE WATER TABLE? DO YOU THINK THIS IS DOABLE?

>> YEAH. CHAIRMAN, THE MEMBERS OF THE BOARD, YEAH, THAT'S ACTUALLY AN ELEMENT OF THE EASEMENT REQUEST IS IN WORKING WITH [INAUDIBLE] YOU'RE ACTUALLY ALLOWING US TO RAISE THE HIGHWAY SO IT'LL CURVE UP AND OVER 45 MILE IN OUR DESIRE SPEED.

WE'RE ABLE TO ACHIEVE ALL, BUT GETTING OUT OF THE GROUNDWATER ALTOGETHER BECAUSE AS YOU ALLUDED TO, IT'S ALL BEEN AT THE GROUND SURFACE DURING HIGH TIDE, JUNE, JULY, BUT WE'RE ALL ABLE TO GET OUT.

OUR CHOICE IS THEN TO, LIKE BRIAN SAID, HOW YOU GET OUT OF THE PATHWAY AND MAKE THE TURN BUT ALSO YOU CAN EITHER SLOPE AWAY FROM THAT WITH GRASSES OR WITH DIRT AND PROVIDE GRASSES OR IT'S A PRETTY ABRUPT AND EXPENSIVE RETAINING WALL.

WORKING WITH DEANNA AND STAFF, IT WAS DEEMED THAT'S A SOFTER, NICER TREATMENT SITTING RIGHT THERE.

ALL OF IT WOULD BE AN EASEMENT, WOULD BE ALLOWED FOR THE SLOPE, ALLOW FOR USERS OF THE PATHWAY TO GET OUT OF THE TUNNEL AND SAFELY MAKE THE TIRE.

WHEN ENTERING THE TUNNEL, BE ABLE TO SEE A LITTLE BIT BETTER FOR ONCOMING TRAFFIC OR ON COMING BICYCLES.

>> JUST TO REMIND THE BOARD, YOU MAY REMEMBER WE HAD AN INCIDENT WHERE A CHILD WAS ALMOST HURT AND TRUSTEE ZAN TOOK IT UPON HERSELF AND DID A VERY GOOD JOB OF MEETING WITH Y DOT WITH THE SUPERINTENDENT AND WITH SOME OF THE PARENTS INVOLVED AND GET THE SPEED LIMIT REDUCED, THAT'S ONE THING THAT OCCURRED IMMEDIATELY.

WE HAVE THE SPEED LIMIT PRODUCED BY THE SCHOOL AND THEN WORKING WITH THE COUNTY, MR. SCHILLING AND WITH THE Y DOT, THIS TUNNEL BE A CERTAINLY A BIG PLUS TO SAFETY OF CHILDREN GETTING TO WILSON SCHOOL.

MR. MCDOWELL, DID YOU WANT TO COME UP JUST FOR A MOMENT? DID YOU WANT TO SPEAK ANY ON THERE? [LAUGHTER].

STILL I WAS HERE. [LAUGHTER] WE MADE A LITTLE JOKE EARLIER ABOUT TURNING LEFT OUT OF [INAUDIBLE] JUST CAN YOU JUST DESCRIBE TO THE BOARD JUST THE SAFETY ISSUES THAT HAVE BEEN ONGOING IN WILSON ELEMENTARY?

>> YOU BET. THESE GUYS HAVE BEEN GREAT TO WORK WITH THE PAST MONTH OR SO [INAUDIBLE] BOARD THAT WE MET WITH THE PARENTS AS WELL AS SOME STAFF AND WE WALKED IT AND DISCUSSED WHERE THIS WOULD GO.

THERE WAS A SLIGHTLY SMALLER EASEMENT WE COULD HAVE GONE WITH BUT WE FELT THIS PROPOSAL BROUGHT KIDS FARTHER AWAY FROM THE ROAD AS WELL AS CREATE A SAFER TURN.

AS CHAIRMAN GINGERY WAS REMINDING YOU ALL, IT'S BEEN AN ONGOING PROBLEM AS WELL.

THERE JUST ISN'T A SAFE PATHWAY ON THAT SIDE SO WE HAVE HAD SOME PROBLEMS, AS WELL AS THE SPEED LIMIT, JUST TRYING TO TURN OUT OF THERE, WHICH DOES BACK UP INTO ALL OF OUR DROP-OFF PICK-UP.

BY RAISING THE ROAD, IT ALSO CREATES A CHANGE OF FEELING LIKE YOU'RE COMING INTO SOMETHING.

WE'RE HOPEFUL THAT THAT MIGHT ALSO HAVE DRIVERS REALIZE THAT THAT SPEED LIMIT IS REDUCING SLIGHTLY A LITTLE SOONER THAN THEY USUALLY DO.

I WOULD SAY THERE'S A LOT OF GOOD ON THIS.

ONE OF THE THINGS THAT WE TALKED ABOUT IS THIS PATHWAY VERY MUCH IN THE END, AFTER ALL THE CONSTRUCTION AND DIFFERENT THINGS GOING ON WITH 22 AND THE BRIDGE AND EVERYTHING ELSE, THIS WILL BE A PATHWAY FOR KIDS TO SCHOOL.

THIS SECTION WILL NEVER BE A MAJOR HUB.

THIS EASEMENT WILL HELP A PATHWAY THAT WILL BE MOSTLY USED BY KIDS ON THAT OTHER SIDE OF THE ROAD TO COME AND GO FROM SCHOOL BECAUSE MOST TRAVEL WITH BIKERS.

ANYBODY ELSE WHO'S GOING TO BE ON THAT WAS AT THE CENTENNIAL PATH WITH GOING TO WILSON.

WE TAKE OWNERSHIP OF THAT SMALL PIECE.

I KNOW NOBODY WANTS TO GIVE UP LAND ANYTIME.

I CAN'T IMAGINE THAT 15,20 FEET THOUGH, ANYTHING EVER CHANGED WOULD REALLY BE USEFUL TO US IN THAT SECTION.

I THINK THE ONLY OTHER THING I WOULD THROW AT YOU IS THAT WE

[00:40:03]

HAVE DISCUSSED OF JUST THE APPROACH ONCE THAT'S IN THERE AND THE NEED FOR FENCING BECAUSE WE WILL BE TAKING DOWN THAT BARBED WIRE, BUCKLE OUR FENCES THERE, THERE WOULD NEED TO BE SOMETHING THAT SEPARATES THAT PATH FROM THE SCHOOL.

I'D BE HAPPY TO ANSWER ANY OTHER QUESTIONS.

THOSE ARE THE THINGS THAT CAME TO MIND WHILE I WAS SITTING THERE.

>> THAT WAS PERFECT. THANK YOU.

ANYBODY HAVE ANY QUESTIONS FOR MR. MCDOWELL OR MR. [INAUDIBLE]

>> JACK, AGREE.

WHERE DO WE LAND WITH THE PATHWAY ALIGNMENT WITH THE TREES BECAUSE YOU MENTIONED THE FENCE COMING DOWN, ARE WE STILL HAVING TO TAKE DOWN SOME TREES? WHICH POINT THERE?

>> CHAIRMAN AND MEMBERS OF THE BOARD, YEAH, WE WILL HAVE TO TRIM BACK THOSE TREES, WE'RE JUST NOW GETTING AT THE 50 PERCENT DESIGN LEVEL.

THIS IS KNOWING IF, IN FACT, WE HAVE THIS EASEMENT TO WORK WITH HIM, THEN WE'LL REALLY START TO PINPOINT THAT AND TRIM IT BACK.

ALSO WORKING WITH MR. MCDOWELL EXPRESSED SOME CONCERN ABOUT IT'S PRETTY DENSE IN THERE AND I KNOW THERE'S STRANGERS WHERE IT'S KIDS IN THERE, AND SO DO WE LOOK MORE TOWARDS A SECURITY FENCE, THAT WILL WORK OUT IN THE WEEKS AS WE MOVE ON TO DETAILED DESIGN.

>> [INAUDIBLE]

>> MR. CHAIR, MR. AMIGO, I'M NOW CONFUSED BY THIS MAP AS TO WHERE THIS GOES AT ALL.

THE MAP THAT WAS ATTACHED TO OUR MATERIALS.

>> THIS ONE?

>> YEAH.

>> PLEASE GIVE HER AN ORIENTATION.

>> POINT IT OUT TO ME.

>> THIS [INAUDIBLE] INTERSECTION HERE, THERE'S OUR SLOPE IS [INAUDIBLE]

>> WHERE'S THE MAIN HIGHWAY?

>> THE MAIN HIGHWAY IS RIGHT HERE.

THIS EASEMENT THEN [INAUDIBLE] HIGHWAY.

BECAUSE IT'S THE HIGHWAY, [INAUDIBLE] BEING UP WHERE IT IS, STRETCHED LOWER.

OBVIOUSLY, THAT SLOPE GETS THE MORE AND IT PULLS IN SO THEN [INAUDIBLE] AND STILL BE FUNCTIONAL.

[OVERLAPPING]

>> UNDERPASS IS GOING WHERE?

>> EASIEST VISUAL I HAD AND I'M PERCEIVING TO BE JUST WHERE THE WILSON SIGN IS, ENTERING WILSON RIGHT AT THE EDGE OF THAT FENCE, THAT'S PRETTY MUCH WHERE THE TUNNEL COMES THROUGH.

>> [INAUDIBLE] AS SCOTT SAID, ANYTHING THAT'S EVER WENT UP.

I BELIEVE THAT THAT'S GOING TO [INAUDIBLE] SLOW DOWN A LITTLE BIT EARLIER.

HOPEFULLY, THEN COVERS THAT SPEED LIMIT ISSUES EVEN THOUGH IT'S SAME HOW PEOPLE ARE DRIVING.

>> THANK YOU.

[BACKGROUND] THANK YOU.

DIDN'T SEE IT. [BACKGROUND]

>> THE ONLY OTHER THING BOB AND I HAD WAS IF YOU DO GET LOOKING AT FENCING, PLEASE COME BACK AND TALK TO US.

WE HAD PROPOSALS FOR FENCING BEFORE, NOT AT THIS SCHOOL, BUT AT SOME OTHERS.

I KNOW TRUSTEE [INAUDIBLE] REALLY EXCITED ABOUT FENCING AT THAT TIME.

IF YOU DO DECIDE TO DO FENCING, COME BACK AND TALK TO US ABOUT IT.

I THINK THE PROPOSAL LAST TIME JUST WAS TOO MUCH OF FENCING, BUT THIS IS JUST FOR THE EASEMENT.

IF YOU WANT TO DO A FENCE, COME BACK AND TALK TO US.

>> THANK YOU. NOTED. WE WILL DO THAT.

>> I HAVE TO TAKE THE PUBLIC COMMENT. IS THERE ANY PUBLIC COMMENT ON THIS PROPOSAL TONIGHT, THE PATHWAY EASEMENT AT WILSON ELEMENTARY SCHOOL? ANY PUBLIC COMMENT? SEEING NONE, IS THERE A MOTION?

>> I MOVE TO APPROVE THE PATHWAY EASEMENT FIRST AS PRESENTED, LET'S SEE, WITH MINOR MODIFICATIONS SUGGESTED BY LEGAL COUNSEL.

>> I'LL JUST LEAVE THAT ON IN CASE YOU SEE SOMETHING.

>> SOUNDS GOOD. SECOND.

>> IT'S BEEN MOVED AND SECONDED TO APPROVE THE PATHWAY EASEMENT AT WILSON ELEMENTARY SCHOOL AS PRESENTED WITH MINOR MODIFICATIONS SUGGESTED BY LEGAL COUNSEL.

IS THERE ANY BOARD DISCUSSION? I WOULD JUST SAY THANK YOU TO TRUSTEES, YOU'VE DONE AN EXCELLENT JOB ON THIS PROJECT AND FINDING WAYS TO KEEP THE CHILDREN SAFE AT WILSON ELEMENTARY.

WE APPRECIATE ALL YOUR HARD WORK.

>> THANK YOU.

[00:45:02]

>> FOLLOWS FOR APPROVAL, SAY AYE.

>> AYE.

>>> ALL THOSE AGAINST? LET'S MOVE BACK TO STRATEGIC PLAN.

WE WILL SETTLE INTO OUR SEATS FOR A WHILE.

[LAUGHTER].

>> I LOVE STRATEGIC PLAN.

>> THANK YOU. CHAIRMAN AND TRUSTEES.

>> I GOT A REALLY DIRTY LOOK RIGHT NOW.

[LAUGHTER]

>> GETTING TIME SHAMED.

[LAUGHTER] I APPRECIATE THE ENTHUSIASM FOR THE STRATEGIC PLAN REPORT.

MANY ORGANIZATIONS AND SCHOOL DISTRICTS HAVE A STRATEGIC PLAN.

IT'S PART OF WHAT A LOT OF PLACES DO, BUT MANY OF THE SAME ORGANIZATIONS DON'T NECESSARILY USE IT.

THIS IS OUR GUIDING STAR IN OUR SCHOOL DISTRICT.

MY GOAL TONIGHT IS FOR THE TRUSTEES TO CONSIDER AFFIRMING THE SAME STRATEGIC PLAN GOALS THAT WE'VE HAD, WHICH ARE ON SLIDE 2 ABOUT SUCCESS FOR ALL SAFE, HEALTHY AND CARING ENVIRONMENT, EFFECTIVE AND EFFICIENT OPERATIONS AND POSITIVELY ENGAGED AND INFORMED COMMUNITY.

A NUMBER OF YEARS AGO WE DID THE CORE VALUES.

WE AFFIRMED THE VISION AND THE MISSION STATEMENT.

I WOULD RECOMMEND THAT THE BOARD CONSIDER AFFIRMING THESE TONIGHT.

THE CHANGE THAT I WOULD RECOMMEND IS WE INITIALLY CALL OUR LOFTY GOALS OF 100 PERCENT OF OUR STUDENTS IN THIRD GRADE BEING READERS AND MATHEMATICIANS, 100 PERCENT OF OUR EIGHTH GRADERS THAT ARE WRITERS AND 100 PERCENT OF OUR GRADUATES ARE LIFE READY.

WE CALL THAT SUCCESS 2022.

I WOULD RECOMMEND CHANGING THAT TO SUCCESS 22 AND THE 22 ON THAT WOULD SIGNIFY OUR COUNTY NUMBER.

WE FEEL STRONGLY AND THE NEXT SLIDE SHOWS HOW ALL FOUR OF THESE STRATEGIC PLAN GOALS WORK IN CONSORT TO MEET THE SUCCESS 22 TARGET.

EXPERTS WILL SAY THAT THESE TARGETS ARE UNREALISTIC.

WHILE I APPRECIATE EXPERT'S OPINION, I ALSO FEEL STRONGLY THAT WITH THE PROPER SUPPORT AND THE RESOURCES DEDICATED AND OUR FOCUS ON THIS, I WOULD MUCH RATHER AIM HIGH AND MISS THE TARGET, THAN AIM LOW AND HIT IT.

I DO BELIEVE THAT WITH THE SUPPORTS AND THE RESOURCES THAT WE HAD AT THE SCHOOL DISTRICT, A 100 PERCENT OF OUR STUDENTS CAN BE SUCCESSFUL TOWARD THEIR END GOALS.

I WOULD ALSO SUBMIT THAT ONE OF THESE BY ITSELF WILL NOT GET THE JOB DONE.

WE HAVE TO HAVE ALL FOUR OF THESE WORKING TOGETHER.

IF WE PULLED ONE OF THESE STRATEGIC PLAN GOALS OUT OF THE EQUATION, WE LIKELY WOULD NOT SEE ANY SUCCESS.

THE NEXT SLIDE, ANOTHER PROBABLY ERROR IN MY RECOMMENDATION TO FOCUS ON A 100 PERCENT OF OUR STUDENTS ARE PROFICIENT READERS, WRITERS, MATHEMATICIANS IS THE WORD PROFICIENCY.

SOMETIMES IT'S HELPFUL TO ADDRESS WHAT DOES PROFICIENCY MEAN? PROFICIENCY ON A STATE STANDARD MEANS SOMETHING COMPLETELY DIFFERENT THAN BEING A PROFICIENT READER.

ALL OF OUR STUDENTS ARE READERS, THEY ALL CAN READ.

THERE'S VERY FEW STUDENTS THAT HAVE DIFFERENT ABILITIES, AND SOME OF THOSE STUDENTS ARE WORKING ON OTHER ABILITIES THAT MIGHT BE SOUND-LETTER RECOGNITION, OR MIGHT BE SAYING THEIR NAME BECAUSE THEY ARE DIFFERENTLY ABLED.

HOWEVER, ALL OF OUR STUDENTS ARE MAKING PROGRESS TOWARD THEIR GOALS.

I WANT TO BE CAREFUL ABOUT USING THE WORD PROFICIENCY BECAUSE IN WYOMING STANDARDS, WE WERE TALKING ABOUT THE ASSESSMENT, THE STATE HAS A CUT SCORE AND THAT DETERMINES PROFICIENCY.

I WOULDN'T SAY AN ARBITRARY SCORE, BUT THAT SCORE GOES UP A LITTLE BIT HIGHER EVERY SINGLE YEAR.

PROFICIENCY IS VERY DIFFERENT THAN THE READER.

WHEN I'M TALKING ABOUT PROFICIENCY, OUR GOAL IS THAT OUR STUDENTS ARE PROFICIENT READERS AND MATHEMATICIANS AND WRITERS SO THEY CAN BE SUCCESSFUL IN POST AND LIFE READY, IF YOU WILL.

BUT THAT DOESN'T NECESSARILY MEAN THEY'RE SCORING PROFICIENT ON THE WYOMING ASSESSMENT, BECAUSE THE WYOMING ASSESSMENT MEASURES MUCH MORE ON THE ENGLISH LANGUAGE ARTS ASSESSMENT.

IT DOESN'T JUST MEASURE CANVAS STUDENT READ.

IT'S MEASURING SO MANY OTHER COMPONENTS THAT ARE A PIECE OF READING, BUT IT'S NOT SAYING THAT THIS IS A READER.

THERE'S A LINK THERE THAT TALKS MORE ABOUT THAT.

[00:50:03]

THE NEXT SLIDE SHOWS WHY IT'S IMPORTANT THAT OUR STAFF, AND WE'LL DIVE DEEP INTO SOME OF OUR STRATEGIC PLAN GOALS HERE IN A MOMENT.

BUT THIS SLIDE SHOWS THE COMPLEXITY OF WHAT OUR STAFF HAVE TO KNOW AND UNDERSTAND ABOUT OUR STATE STANDARDS IN ORDER TO BE AN EFFECTIVE TEACHER.

THAT REQUIRES A LOT OF PROFESSIONAL DEVELOPMENT.

THIS IS ONE HUGE PIECE OF OUR SUCCESS FOR ALL.

THIS IS AN EXAMPLE OF HOW WE PRIORITIZE THE STANDARDS.

THERE ARE SO MANY REQUIREMENTS AT EACH GRADE LEVEL, AND FOR A STUDENT TO BE SUCCESSFUL ON THE STATE ASSESSMENT, THEY REALLY HAVE TO MASTER CERTAIN BENCHMARKS, NOT ONLY IN FIRST GRADE, BUT THEY HAVE TO BE REINFORCED IN SECOND GRADE AND IN THIRD GRADE AND FOURTH GRADE, AND THEY CONTINUE TO BUILD UP ON EACH OTHER.

IT'S REALLY IMPORTANT THAT OUR STAFF THEY LOOK THROUGH ALL OF THE STANDARDS AND THEY PRIORITIZE WHAT ARE THE ONES THAT ARE MOST IMPORTANT FOR OUR STUDENTS TO MASTER AND IN WHAT ORDER, THAT'S ANOTHER IMPORTANT COMPONENT.

THIS IS AN EXAMPLE OF THE ACTIVITIES THAT OUR TEACHERS ARE DOING.

YOU CAN SEE JUST BY LOOKING AT THIS SLIDE AND I'M SPENDING SUCH A SMALL AMOUNT OF TIME ON IT.

I WOULD ENCOURAGE PEOPLE TO GO THROUGH AND CLICK ON THOSE HYPERLINKS THAT ARE LIVE ON THE WEBSITE.

THIS IS AN EXAMPLE OF THE WORK THAT OUR TEACHERS ARE DOING IN SERVICES AND THE PROFESSIONAL DEVELOPMENT DAYS.

THIS IS A HUGE TASK AND IT CANNOT BE DONE AFTER WORKING ALL DAY LONG AND HAVING THE 45-MINUTE AFTER-SCHOOL ACTIVITY.

THAT SPEAKS TO THE IMPORTANCE OF SOME OF OUR IN-SERVICE DAYS.

MOVING ON, THE WORD PROFICIENCY IS USED IN A LOT OF DIFFERENT SETTINGS.

ALL OF THESE ARE ONE SNAPSHOT OR MOMENT IN TIME THAT HELP US WORK WITH THE STUDENT AND FIGURE OUT WHAT ARE THE STUDENTS' STRENGTHS AND WHAT ARE THEIR CHALLENGES.

WE DON'T JUST LOOK AT THE END OF THE YEAR WIDE TOP, WHICH IS THE SUMMATIVE ASSESSMENT.

WE LOOKED AT THAT FOR THE PREVIOUS YEAR, BUT WE'RE ALSO LOOKING AT DAILY OBSERVATIONS AND WORK THAT THE TEACHER IS DOING WITH THE STUDENT.

WE'RE LOOKING AT COMMON FORMATIVE ASSESSMENTS.

WE'RE LOOKING AT INTERVIEW ASSESSMENTS.

WE HAD A READING TEST THAT'S CALLED DRIBBLES 8.

WE'RE LOOKING AT THOSE DATA POINTS AS WELL.

IT'S NOT JUST ONE TEST THAT IS REALLY DEMANDING FOR A STUDENT, THAT HELPS US DETERMINE HOW A STUDENT IS MOVING FORWARD WITH THE CONTENT, AND ALSO HELPS US TO KNOW HOW A STUDENT IS DOING IN OUR CONTENT.

THE NEXT SLIDE, YOU ASKED PREVIOUSLY, WELL, HOW ARE KIDS DOING AS A PROFICIENT READER ACCORDING TO THE WIDE ASSESSMENT.

AT THE END OF THE '22 SCHOOL YEAR, OUR STUDENTS HAD THEIR SUMMATIVE ASSESSMENT.

IN MATH, 61 PERCENT OF OUR STUDENTS WERE PROFICIENT OR HIGHER.

AGAIN, PROFICIENCY ON A MATH ASSESSMENT, IT'S NOT JUST PROBLEMS LIKE WHEN I WAS YOUNG, WE DID SOME FACTS.

THIS ASSESSMENT IS WAY MORE THAN THAT.

THEY ARE TAKING NUMBERS AND ANALYZING.

THEY HAVE TO DO A LOT OF READING.

IT'S WORK PROBLEMS. IT'S A VERY DEMANDING TASK.

>> AT THIRD GRADE, EUNITH?

>> AT THIRD GRADE. IT GETS HARDER.

IT'S ALSO A TEST OF ENDURANCE.

THE MORE QUESTIONS YOU GET CORRECT, THE HARDER THE TESTS BECOME.

THERE'S NO TIME LIMIT.

IN ALL OF OUR STUDENTS AND THEIR ABILITY TO FOCUS FOR SO LONG THAT THEY CONTINUE TO WORK HARD AND PROGRESSING THROUGH THESE REALLY DIFFICULT TESTS OR QUESTIONS.

I WANT TO DOUBLE-CHECK WITH PRINCIPLES, BUT SOME STUDENTS ARE TAKING 3-4 HOURS IF NOT MORE, BECAUSE THERE ARE NO TIME LIMITS.

IT'S A TEST OF ENDURANCE.

I'M NOT SURE THAT ANY ONE OF US WOULD BE ALL THAT WITH IT AFTER THAT LONG, BUT THEY HANG WITH IT.

SIXTY-ONE PERCENT IS UP FROM OUR 2021 SUMMATIVE ASSESSMENT OF 49 PERCENT.

THEN IN ENGLISH LANGUAGE ARTS AND THEIR SAMPLE TESTS THAT WE'VE PRESENTED TO YOU BEFORE.

I THINK THOSE ARE WORTHY OF US TAKING THEM.

[00:55:03]

YOU GET A SNAPSHOT OF WHAT THE KIDS ARE REQUIRED TO DO.

OUR ENGLISH LANGUAGE ARTS, THIS IS A VERY CHALLENGING TEST.

IT COMBINES LISTENING, A LOT OF READING, ANALYZING, MAKING INFERENCE, A LOT OF HEAVY INTENSE VOCABULARY.

WE SCORED 66 PERCENT AND THAT IS AN ALL-TIME HIGH SINCE WYOMING ADOPTED THIS RIGOROUS ASSESSMENT IN 2018, I BELIEVE.

YES, SO 66 PERCENT OF OUR STUDENTS SCORED PROFICIENT OR HIGHER.

THE NEXT SLIDE, TALKING ABOUT 8TH GRADERS AS WRITERS.

WHEN WE SET THIS GOAL, WE WERE TAKING AN ASSESSMENT IN 7TH GRADE WRITING.

THEN WY-TOPP CAME, IT'S NOW 8TH GRADE, THAT IS ACTUALLY ASSESSED IN WRITING.

SIXTY-TWO PERCENT OF OUR STUDENTS SCORED PROFICIENT IN 7TH GRADE ON THE WY-TOPP WRITING.

WHAT THAT DOES IS THAT'S A PREDICTOR FOR 8TH GRADE WRITING AND IT HELPS OUR 8TH GRADE ENGLISH LANGUAGE ARTS TEACHERS DETERMINE HOW DID OUR KIDS DO IN CONVENTIONS, IN EVIDENCE, IN ELABORATION, IN ORGANIZATION, AND IN PURPOSE.

THEY HAVE TWO SIGNIFICANT ESSAYS AND WRITING THAT THEY HAVE TO DO IN 8TH GRADE.

WE HAVE I BELIEVE ESSAY AND THEN A HERO'S JOURNEY ARGUMENTATIVE ESSAY.

THESE ARE JUST SOME SAMPLES AND DATA SNAPSHOTS OF WHAT WE'RE LOOKING AT WHICH ALSO THEN LATER INFORMS. THE NEXT SLIDE IS OUR EVERY GRADUATE IS LIFE READY.

AS YOU KNOW, OUR SCHOOL DISTRICT HAS PHENOMENALLY [NOISE] NATIONAL SCORES IN GRADUATION GRADES.

IT'S REALLY SOMETHING TO BE PROUD OF.

NOT ONLY DO WE HAVE FOUR-YEAR ON-TIME GRADUATION AT 98 PERCENT, BUT OUR STUDENTS THAT ARE LEARNING ENGLISH AS A SECOND LANGUAGE ARE JUST BELOW AT 96, 97 PERCENT.

NORMALLY, YOU SEE A MUCH LARGER GAP, ESPECIALLY FOR STUDENTS MAY HAVE LEARNED ENGLISH AT AN OLDER AGE.

YOU'LL NOTICE A COUPLE OF OTHER BENCHMARKS THERE, EXTENDED GRADUATION.

STUDENTS THAT HAVE AN INDIVIDUALIZED EDUCATIONAL PROGRAM AND NEED LONGER TO REACH THEIR INDIVIDUALIZED GOALS.

WE CAN KEEP STUDENTS UNTIL THEY'RE 21 YEARS OF AGE TO MAKE SURE THAT THEY HAVE THEIR OPPORTUNITY TO MEET THEIR GOALS.

IF THEY ENTER 9TH GRADE THIS YEAR WITH THE CLASS, BUT THEY NEED ANOTHER YEAR OR ANOTHER TWO YEARS OR MAYBE EVEN THREE YEARS IN ORDER TO MEET THEIR GOALS, THEY ARE ACTUALLY COUNTED AS A NON-GRADUATE BECAUSE THEY DIDN'T FINISH AT THE SAME TIME THEIR COHORT.

SOME OF OUR STUDENTS ARE LEARNING BASIC LIFE SKILLS.

WE ARE HAPPY TO KEEP OUR STUDENTS THROUGH UNTIL THEY'RE 21 SO THEY CAN REACH THEIR GOALS.

THAT EXTENDED GRADUATION RATE AT 98 PERCENT IS ALSO REALLY INDICATIVE OF A STRONG SYSTEM.

POST-SECONDARY READINESS AT 94 PERCENT.

THAT IS THE PERCENTAGE OF STUDENTS THAT ARE JUDGED AS BEING COLLEGE READY, CAREER READY, OR MILITARY READY.

THAT'S BASED ON ACT SCORES, AP CLASSES, OR IN OTHER CONCURRENT COLLEGE LEVEL CLASSES.

CAREER READY, IT'S BASED ON STUDENTS PASSING THEIR CAREER TECH ED EXAMS OR GETTING STATE APPROVED CERTIFICATION.

THEN MILITARY READY IS BASED ON THEIR AFQT SCORE, THEIR COLLEGE COURSE OR THEY'RE CONCURRENT COURSES.

THEN ON THE 9TH GRADE CREDITS, 97 PERCENT OF OUR 9TH GRADE STUDENTS ARE ON TRACK, SO NOT FALLING BEHIND IN THEIR 9TH GRADE.

THE NEXT SLIDE [NOISE] REALLY SPEAKS TO HOPEFULLY HOW DETAILED WE ARE IN KNOWING OUR STUDENTS AND KNOWING THEIR STRENGTHS AND THEIR CHALLENGES, AND THEN CUSTOMIZING OUR PROGRAMMING TO MEET THEIR NEEDS.

THIS DATA POINT, I THINK IS REALLY INDICATIVE OF THAT AND HOW IT FLOWS AND HOW HARD OUR STUDENTS ARE DOING AND HOW CLOSE WE ARE IN SO MANY AREAS.

THIS IS THE NUMBER OF STUDENTS WHO MADE SIGNIFICANT GROWTH,

[01:00:01]

BUT STILL AREN'T AT PROFICIENCY LEVEL BECAUSE THAT PROFICIENCY LEVEL IS REALLY HIGH.

IN ORDER TO MAKE PROFICIENCY, YOU HAVE TO ANSWER SO MANY QUESTIONS AT A SIGNIFICANT RATE.

YOU CAN SEE HERE HOW MANY STUDENTS GREW A LOT, BUT THEY STILL AREN'T AT PROFICIENCY.

THESE KIDS DESERVE TO BE CELEBRATED BECAUSE SOME STUDENTS ARE SIGNIFICANTLY LOWER, THEY'RE LEARNING ENGLISH, THEY HAVE A NUMBER OF CHALLENGES.

MAYBE THEY JUST REALLY WEREN'T FEELING THAT GREAT THAT DAY TOO.

THAT CERTAINLY HAS AN IMPACT.

BUT THESE STUDENTS EXCEEDED THE EXPECTED GROWTH BASED ON THE WY-TOPP ASSESSMENT.

> I DON'T WANT TO INTERRUPT YOU, BUT NOW WE'RE TALKING ABOUT PROFICIENCY AGAIN.

ARE YOU TALKING ABOUT WY-TOPP PROFICIENCY WITH THIS SLIDE?

>> YES. THANK YOU FOR HELPING ME STAY FOCUSED.

[LAUGHTER] THE NEXT SLIDE, WHEN WE TALKED BEFORE ABOUT SOME OF OUR SPECIFIC GOALS, I REALIZED THAT I DIDN'T REALLY SHARE THE LEVEL OF DETAIL THAT SOME WERE LOOKING FOR.

THIS IS AN EXAMPLE OF YEAR 1 AND YEAR 2 GOALS AND HOW THEY ARE WRITTEN.

YOU WILL SEE THESE IN ACTION ON EACH OF THE SCHOOL IMPROVEMENT PLAN IN A SLIDE COMING UP.

I JUST WANT TO POINT THAT OUT TO YOU OF HOW SPECIFIC AND NARROW WE GET.

THE NEXT GROUP OF SLIDES, THIS IS GOAL NUMBER 1, SUCCESS FOR ALL.

HOW WE BROKE THIS DOWN, IS WE ALWAYS ARE FOCUSING ON ACHIEVEMENT.

WE'RE FOCUSING ON PROFESSIONAL LEARNING COMMUNITIES.

HAVING THIS GUARANTEED AND VIABLE CURRICULUM, WHICH IS A LOT OF EDUCATION TO SPEAK.

WHICH BASICALLY SAYS THAT ARE WRITTEN AND ARE TAUGHT IN OUR TESTED CURRICULUM ARE IN ALIGNMENT.

THEN LASTLY, THE INTERVENTIONS OR THE SUPPORTS THAT WE PROVIDE AND THAT'S BASED ON A MULTI-TIERED SYSTEM OF SUPPORT.

LET ME BREAK THAT DOWN.

WHAT WE DID, THOSE REMAIN OUR FOCUS AREAS.

WE PROVIDED SOME BULLETS OF ACCOMPLISHMENTS THAT WE ACCOMPLISHED LAST YEAR.

THEN WHAT ARE OUR 22, 23 GOALS? AGAIN, THIS JUST SHOWS THE LEVEL OF DETAIL THAT WE ARE LOOKING AT IN DETERMINING WHAT DO WE NEED TO FOCUS ON FOR THE 22, 23 SCHOOL YEAR? AS YOU CAN SEE, THESE ARE NOT HUNCHES.

THESE ARE ACTUAL THINGS THAT WE KNOW WE NEED TO WORK ON.

WE ALSO ARE LOOKING AT DATA AT THE SUMMATIVE REPORT PLUS ALL THESE OTHER DATA POINTS THAT I DESCRIBED EARLIER AND WE'RE LOOKING AT GROWTH.

JUST YESTERDAY, THE STATE REPORTS WERE MADE PUBLIC AND OUR BOARD WILL BE SEEING THOSE NUMBERS IN AT THE OCTOBER 12TH AT THE NEXT BOARD MEETING WHEN OUR SCHOOLS PRESENT THEIR SCHOOL IMPROVEMENT PLANS.

ON EACH OF THOSE SLIDES, AND YOU'LL SEE AN EXAMPLE HERE IN A MOMENT.

YOU'LL BE ABLE TO TRACK AND SEE WHERE WAS THE SCHOOL IN 1819.

WHERE WERE THEY IN 1920.

THEY DID NOT DO THE ASSESSMENT DUE TO COVID.

WHETHER THEY IN 20-21 AND WHETHER THEY IN 21-22.

YOU'LL BE ABLE TO LOOK AT THIS DATA BUT WE HAVE SEEN THE DATA, ALTHOUGH WE CAN'T REPORT ON IT.

WELL, WE CAN NOW BUT WE COULDN'T REPORT ON IT WHEN WE WERE PREPARING FOR THIS BECAUSE IT WAS EMBARGOED.

HOWEVER, THAT DATA DROVE THE 22-23 SCHOOL YEAR GOALS.

>> SUPERINTENDENT, I KNOW YOU'VE SAID THIS BUT JUST TO MAKE SURE THE WHOLE BOARD IS ON THE SAME PAGE.

IF YOU LOOK ON THE SECOND PAGE, HOW I READ THIS IS WE HAVE FOUR STRATEGIC PLAN GOALS.

NUMBER 1 IS SUCCESS FOR ALL, NUMBER 2 IS SAFE, HEALTHY, CARING ENVIRONMENT, NUMBER 3 IS EFFECTIVE AND EFFICIENT OPERATIONS, NUMBER 4 IS POSITIVELY ENGAGED INFORMED COMMUNITY.

I TAKE THAT FIRST ONE, SUCCESS FOR ALL.

THAT'S THE PART WHERE WE'VE SET THAT AS A GOAL, AS A BOARD, SUCCESS FOR ALL.

THEN IF I'M UNDERSTANDING YOU CORRECTLY, THEN YOU BREAK THAT DOWN.

YOUR ADMINISTRATORS, NOT THE BOARD.

IF YOU BREAK THAT DOWN INTO SUCCESS FOR ALL MEANS FOCUS ON ACHIEVEMENT, PROFESSIONAL LEARNING COMMUNITIES OR PLCS, THE CURRICULUM, AND THE INTERVENTIONS.

THEN UNDER THAT, EACH YEAR, YOU AND YOUR ADMINISTRATORS COME UP WITH GOALS FOR THAT YEAR THAT WILL MEET EACH OF THOSE, THE FOCUS ON ACHIEVEMENT, THE PLC, THE CURRICULUM, ALL HEADING TOWARD THE GOAL SET BY THE BOARD OF SUCCESS FOR ALL.

[01:05:03]

BUT WE DON'T PARTICIPATE IN ACTUALLY SAYING THE GOAL EACH YEAR.

>> CORRECT. [NOISE]

>> THEN TO BREAK IT DOWN EVEN FURTHER.

THEN EACH SCHOOL HAS THEIR PLAN IN ORDER TO ACCOMPLISH THE GOAL THAT YOU SET FOR THAT YEAR FOR EACH OF THOSE FOUR CATEGORIES, FOCUS ON ACHIEVING THE PLC, THE CURRICULUM, AND THE INTERVENTIONS, ALL UNDER THE AUSPICES OF THE BOARD'S OBJECTIVE A SUCCESS FOR ALL?

>> THAT IS PERFECT.

I WISH I COULD HAVE SAID IT.

THAT'S THE SAME AS YOU. [LAUGHTER]

>> ALL WE NEED TO VOTE ON POTENTIALLY TONIGHT IS THAT WE AGREE THAT OUR STRATEGIC PLAN GOALS ARE STILL, SUCCESS FOR ALL, SAFE, HEALTHY, AND CARING ENVIRONMENT, EFFECTIVE AND EFFICIENT OPERATIONS, AND POSITIVELY ENGAGED AND INFORMED COMMUNITY.

THAT'S ALL WE'RE DOING.

I ASSUME ALSO WE'RE ADOPTING AND I CAN'T READ IT.

>> THE SUCCESS 22.

>> THE SUCCESS 22. THE CURVE THERE BUT IT'S THE THREE THINGS.

>> READERS, WRITERS, MATHEMATICIANS LIKELY.

>> YES.

>> UNLESS YOU PREFER THAT WE GO A DIFFERENT DIRECTION.

>> DEFINITELY. I UNDERSTAND.

I JUST WANTED TO MAKE SURE THE BOARD AND I AND MORE IMPORTANTLY, BECAUSE I THINK THAT WAS ONE A LITTLE BIT LOCKED.

THAT'S ALL YOU'RE ASKING FOR US TONIGHT IS TO ADOPT THE STRATEGIC PLAN GOALS, ADOPT THAT SUCCESS 22.

YOU'RE SHOWING US, ONCE YOU HAVE THAT FROM US, THIS IS WHAT YOU DO EVERY YEAR.

YOU AND YOUR ADMINISTRATORS AND I LOVE IT YOU'RE SETTING GOALS BUT I ALSO REALLY LOVED THAT YOU LIST YOUR ACCOMPLISHMENTS.

THAT'S AMAZING WHEN PEOPLE GO BACK AND GO, "WHY DON'T WE SET GOALS FOR NEXT YEAR? WHAT DID WE DO GREAT?" YOU'RE ALWAYS SO GOOD AT THAT, POINTING OUT ALL THE GREAT THINGS THAT YOU'VE ALREADY ACCOMPLISHED.

THAT'S GREAT THAT ALL THOSE ACCOMPLISHMENTS ARE LISTED THERE.

THEN EACH SCHOOL IMPROVEMENT PLAN WE DO LOOK AT EACH YEAR, WE DON'T GO INTO A LOT OF DETAIL.

WE USUALLY TAKE A LOOK AT PARTICULAR SCHOOLS THAT MAYBE HAVE SPECIAL NEEDS THAT YEAR.

>> RIGHT. THAT'S AN EXAMPLE.

THE LINKS ARE FROM LAST YEAR'S PLAN ARE PROVIDED HERE.

WE'LL BE LOOKING AT THESE IN OCTOBER.

I APPRECIATE YOUR SUMMARY OF ALL OF THOSE.

THE OTHER THING I WOULD POINT OUT IS EACH OF OUR DEPARTMENTS, WHETHER IT'S TRANSPORTATION OR FOOD SERVICE, OR THE BUSINESS OFFICE, WE SHARE IN ALL FOUR OF THESE GOALS.

EVEN THOUGH MAYBE THE BUSINESS OFFICE IS WELL, ACHIEVEMENT, THEIR DAILY WORK IS ALL IN SUPPORTIVE ACHIEVEMENT AND SUCCESS FOR ALL.

EACH AND EVERY ONE OF OUR DEPARTMENTS HAVE GOALS THAT ARE GEARED FOR SUPPORTING STUDENTS AND THESE STRATEGIC PLAN GOALS.

>> BOARD BEFORE WE MOVE ON TO GOAL NUMBER 2, LET ME JUST TAKE A LITTLE STRAW POLL AND WE'RE NOT FILTERING.

EVERYBODY COMFORTABLE WITH THE GOAL OF SUCCESS FOR ALL, THEN HOW UNDERNEATH THAT THAT THEY'RE LOOKING AT FOCUS ON ACHIEVEMENT, THE PLCS AND THE CURRICULUM AND THE INTERVENTIONS.

IS THAT SOMETHING WE'RE ALL COMFORTABLE WITH?

>> YES.

>> WELL, THEN LET'S MOVE ON TO GOAL NUMBER 2, SAFE AND HEALTHY CARING ENVIRONMENT.

>> TRUSTEES ON THIS ONE, YOU CAN SEE WHAT ARE OUR ACCOMPLISHMENTS.

WE BASICALLY BROKE IT INTO THREE SEPARATE AREAS.

WE WANT TO HAVE A COLLABORATIVE CULTURE AND CLIMATE NOT ONLY FOR OUR STUDENTS BUT FOR OUR STAFF AS WELL.

A PROSOCIAL BEHAVIOR AND SOCIAL-EMOTIONAL LEARNING SUPPORT.

MINDFULNESS COMES INTO PLAY HERE AND HELPING STUDENTS UNDERSTAND THESE ARE THE EXPECTATIONS AND PROVIDING THEM OPPORTUNITIES TO PRACTICE THEM.

THEN THE LAST PART IS ENGAGEMENT OF THE SCHOOL COMMUNITY.

WE KNOW FROM RESEARCH NATIONALLY THAT WHEN STUDENTS ARE ENGAGED IN SCHOOL, THEY'RE ENGAGED IN SCHOOL ACTIVITIES, THAT THEY LIKE SCHOOL, THAT THEY HAVE TRUSTED STAFF MEMBERS THAT SUPPORT THEM, THAT THEY'RE MORE SUCCESSFUL.

YOU CAN SEE WHAT OUR ACCOMPLISHMENTS WERE AS WELL AS WHAT OUR GOALS CONTINUE TO BE.

IN SOME OF THESE ON THIS PARTICULAR GOAL ALSO RELATE TO OUR FOURTH GOAL OF A POSITIVELY ENGAGED AND INVOLVED COMMUNITY.

CREATING A SAFE, HEALTHY, AND CARING ENVIRONMENT ALSO WORKS QUITE WELL WITH THE EFFECTIVE AND EFFICIENT OPERATIONS BECAUSE ON THIS ONE,

[01:10:01]

IT TENDS TO BE MORE OPERATIONAL OR FACILITY DRIVEN.

HOWEVER, THAT ALSO INCLUDES MEAL SUPPORT AND HEALTHY SNACKS FOR STUDENTS EVERY DAY AND THAT OUR MEALS ARE NUTRITIONAL, THAT THE BUILDINGS ARE SAFE AND HEALTHY.

ALL OF THESE WORK REALLY WELL TOGETHER.

>> SUPERINTENDENT, I NOTICED FOR 2022, 2023, ONE OF THE GOALS UNDER PRO-SOCIAL BEHAVIORS IS EXPANDED SUICIDE AWARENESS AND PREVENTION TRAINING FOR ALL STAFF AND THAT WILL BE ONGOING THIS YEAR?

>> THAT IS, AND WE'VE ALREADY STARTED THAT WORK.

AS ERIC SHADELE POINTED OUT, THAT THIS IS NOT SOMETHING THAT OTHERS HAVE REQUIRED OF US BUT IT'S SOMETHING THAT WE FEEL LIKE IS INCUMBENT UPON OUR SCHOOL DISTRICT IN ORDER TO PROVIDE NOT ONLY TRAINING AND AWARENESS FOR OUR STUDENTS WHERE THEY HAVE SUPPORT THAT THEY NEED AND OUR SCHOOL DISTRICT PROVIDES MORE NURSES AND OUR SCHOOL RESOURCE OFFICERS AND COUNSELORS AND SOCIAL WORKERS THAN THE STATE ACTUALLY FUNDS US FOR BECAUSE WE REALLY WANT OUR STUDENTS TO HAVE A CONNECTION WITH SCHOOL AND WITH A STAFF MEMBER THAT CAN SUPPORT THEM.

WE ALSO WANTED TO MAKE SURE THAT OUR STAFF MEMBERS KNOW HOW TO HANDLE REALLY TOUGH SITUATIONS AND MORE OF OUR STUDENTS AND REALLY OUR SOCIETY IN GENERAL HAVE A LOT OF TRAUMA AND WOUNDS THAT THEY'RE TRYING TO HEAL.

WELL, IT TRADITIONALLY HASN'T BEEN A PART OF A SCHOOL SETTING.

WE ALSO RECOGNIZE THE IMPORTANCE OF SOCIAL, EMOTIONAL, AND MENTAL HEALTH AWARENESS COMING OUT OF TWO YEARS OF COVID.

WE KNOW WE'RE JUST BEGINNING TO UNDERSTAND THE RAMIFICATIONS AND THE IMPACT THIS HAS HAD NOT ONLY ON OUR SOCIETY BUT ON OUR YOUTH.

ESPECIALLY OUR EARLY LEARNERS WHO HALF THEIR LIVES OR EVEN ALL THEIR LIVES HAVE BEEN EXPERIENCED DURING THE COVID TIME PERIOD.

>> I KNOW YOU WANT US TO STATE A REAL BIG PICTURE HERE ON BIG GOAL NUMBER 2 IS SAFE, HEALTHY, CARING ENVIRONMENT.

I NOTICED A BUNCH OF THESE GOALS, IF WE JUST HAD A MOMENT JUST TO.

>> SURE.

>> CHAT ABOUT SOME OF THESE GOALS.

ONE OF THEM WAS PROVIDE COMMENT FOR THE PROPOSED CHANGES TO PROPOSE 23 TITLE IX REGULATIONS.

WILL THOSE PROPOSED COMMENTS THAT STAFFS' ACCUMULATING COME BACK TO THE BOARD TO REVIEW BEFORE THEY'RE SUBMITTED OR IS THAT MORE OF A STAFF GOAL?

>> THE FEDERAL GOVERNMENT CHANGE THEIR ROUTE ENTERING THE COMMENT PERIOD FOR TITLE IX REGULATIONS.

THOSE WERE DUE AT MIDNIGHT LAST NIGHT.

>> OH, YOU'VE ALREADY DONE? OKAY.

>> YEAH. WE DIDN'T REALLY PROVIDE A LOT OF CONTENT ON THAT, THE SCHOOL BOARD ASSOCIATION AND THE SUPERINTENDENT ASSOCIATION DID THAT ON A NATIONAL LEVEL.

WE REVIEWED THOSE AND AGREED WITH THEM.

THEY'RE FAIRLY GENERAL.

>> OTHER QUESTION I HAD FOR YOU WAS, YOU HAD IMPLEMENTATION OF MTSS AT JACKSON HOLE HIGH SCHOOL? I JUST THINK I ASSUMED THAT WE WERE USING MTSS AT ALL OF OUR SCHOOLS.

COULD YOU EXPLAIN THAT ONE FOR ME?

>> SURE. MTSS STANDS FOR A MULTI-TIERED SYSTEM OF SUPPORT.

THAT WHOLE STRUCTURE IS ALL STUDENTS ARE EXPOSED, HAVE ACCESS TO THE SAME CONTENT AND MATERIAL.

THEN DEPENDING ON WHAT DATA ANALYSIS YOU'RE DOING, SOME STUDENTS MAY NEED A SMALLER GROUP TYPE SESSION IN ORDER TO UNDERSTAND THAT CONCEPT.

THEN THERE'S A VERY SMALL GROUP THAT NEED A VERY SPECIFIC INDIVIDUALIZED PROGRAMMER TO SET UP THIS MULTI-TIER SYSTEM.

IT'S MUCH HARDER TO MANAGE A MULTI-TIER SYSTEM OF SUPPORT IN MIDDLE SCHOOL AND IN HIGH SCHOOL, BECAUSE IN ELEMENTARY SCHOOL, FOR EXAMPLE, YOU HAVE INTERVENTION TIME BUILT INTO THE SCHEDULE.

YOU HAVE PARENTS, YOU HAVE ADDITIONAL TEACHERS IN INTERVENTIONS THAT CAN RUN THESE SUPPORTS.

IN MIDDLE SCHOOL AND HIGH SCHOOL, WHERE YOU'RE PULLING THEM FROM? SO THERE'S JUST NOT A LOT OF OPPORTUNITY FOR THE STRUCTURE.

THE MIDDLE-SCHOOL HAS PUT A STRUCTURE IN PLACE, AND THEY'RE WORKING ON THAT CONTINUALLY AND MAKING IT BETTER.

THIS IS THE YEAR THE HIGH SCHOOL IS REALLY FOCUSING ON THAT KIND OF SUPPORT.

WE SAW GLIMPSES OF IT LAST YEAR ON THE FLEX FRIDAYS WHERE INDIVIDUAL STUDENTS WE'RE INVITED TO COME IN FOR EXTRA SUPPORT.

OF COURSE, IT WAS OPEN TO EVERYBODY.

[01:15:02]

BUT WE NEED TO FIND A MORE SYSTEMATIC WAY BECAUSE UNLESS THERE'S A FLEX FRIDAY, IT'S REALLY NOT HAPPENING BECAUSE IT'S NOT REALISTIC FOR STUDENTS TO COME BEFORE SCHOOL OR STAY AFTER SCHOOL.

WE KNOW THOSE DON'T NECESSARILY WORK, ESPECIALLY WITH MIDDLE SCHOOL AND HIGH SCHOOL STUDENTS.

WE'RE REALLY WORKING ON THAT, AND FOCUSING PRIMARILY ON THE BEHAVIORAL SUPPORTS, MORE SO THAN ACADEMICS.

HELPING STUDENTS UNDERSTAND, AND THIS IS A PARTICULAR ISSUE WHEN YOU'RE IN A SCHOOL SUCH AS THE HIGH SCHOOL THAT WAS BUILT FOR 500 STUDENTS, AND WE HAVE 878 STUDENTS THERE.

WE CAN'T EVEN OFFER THE LUNCHES WHERE THEY CAN SIT AT A TABLE.

IT'S HARD TO TEACH PRO-SOCIAL BEHAVIORS, AND HOW DO YOU SIT ACROSS FROM AND HAVE A CONVERSATION WITHOUT LOOKING AT YOUR PHONE WHEN YOU'RE SITTING ON THE FLOOR IN THE HALLWAY.

OR THEY'RE TRYING TO FIND A PLACE TO SIT, BUT THEY ONLY HAVE 28 MINUTES OR WHATEVER IT IS TO GET THROUGH THE LUNCH LINE AND SIT DOWN.

THAT'S A COMPONENT THAT WE'RE CONCERNED ABOUT BECAUSE WHEN THE FACILITY IS DRIVING YOUR PROGRAM AND DRIVING THE INTERVENTIONS THAT YOU HAVE TO PUT IN PLACE BECAUSE IT DOESN'T WORK EFFECTIVELY, SIMPLY BECAUSE OF NUMBERS. THAT'S AN ISSUE.

>> AND BOARD YOU'LL NOTICE OF OUR ENGAGEMENT WITH THE SCHOOL COMMUNITY.

ONE OF THE GOALS FOR THIS YEAR IS LISTENING SESSIONS FOR PARENTS.

AT GOVERNANCE, THE OTHER DAY WE TALKED ABOUT EVERYBODY'S AVAILABLE POTENTIALLY, IS MAYBE DOING LIKE WE DID LAST YEAR A ZOOM CALL WITH ALL THE SCHOOLS OR HAVING MAYBE 30 MINUTES WITH EACH SCHOOL.

IT SEEMED TO BE VERY EFFECTIVE LAST YEAR.

ZOOM IN PARTICULARLY PEOPLE SEEM TO BE MORE AMENABLE TO GETTING ON WITH ZOOM CALL, THEY'RE MAKING DINNER AND TALKING TO THE SCHOOL BOARD AND LETTING US KNOW THEIR CONCERNS.

WE WILL TRY AND SCHEDULE THAT. JUST POINTING THAT OUT.

AS TO GOAL NUMBER 2, SAFE HEALTH AND CARING ENVIRONMENT, IS THE BOARD COMFORTABLE WITH THAT GOAL, WISH TO CHANGE THAT GOAL? ANY THOUGHTS?

>> JUST COUPLE OF COMMENTS THAT I TOTALLY HAVE A GOAL AND IT REALLY APPRECIATES AMOUNT OF DETAIL BECAUSE THE LAST TIME.

WE TALKED ABOUT THE DISTRICT STRATEGIC PLAN.

WHAT I WAS LOOKING FORWARD LIKE, THIS IS IT, BUT THERE'S WAY MORE TO IT.

I GUESS ONE QUESTION I HAVE WAS HOW DO THE GOALS ARE LISTED UNDERNEATH, WHICH ARE, I GUESS IN MY MIND, WHEN I THINK OF STRATEGIC PLANS, THESE ARE MORE STRATEGIES.

HOW YOU'RE GOING TO REACH THE GOAL.

DO ALL OF THESE FLOW-THROUGH TOO? IT DIDN'T SEEM LIKE WE'RE INTO THE SCHOOL PLANS AND WHERE DO WE DEFINE WHO'S TAKING OWNERSHIP OF EACH ONE, AND TIMELINES AND THINGS LIKE THAT OR.

>> HOW DO YOU COME UP WITH THEM TOO?

>> YEAH. [LAUGHTER]

>>HOW DO WE COME UP WITH THEM? THEY ORIGINATE WITH DATA, THEY ORIGINATE WITH THE DEPARTMENTAL HEADS.

COLBY IN TRANSPORTATION, HE WORKS WITH KRISTIN MAYO BECAUSE SHE SUPERVISES TRANSPORTATION AND SHE ALSO SUPERVISES THE BUSINESS DEPARTMENT, AND HUMAN RESOURCES, AND FOOD SERVICE.

SHE'S LOOKING AT THEIR DATA POINTS AND EACH OF THOSE DIRECTORS OR MANAGERS HAVE PERFORMANCE GOALS.

THERE ARE VERY SPECIFIC THAT THEY'RE CONNECTED TO THE STRATEGIC PLAN.

THEY EACH HAVE THEIR PERFORMING SCHOOLS AND THEN YOU HAVE MONTHLY MEETINGS, IF NOT MORE, WITH KRISTEN WHO IS MONITORING AND SAYING, ''OKAY, SHOW ME.'' FOR EXAMPLE, ONE OF THE ONES FROM COLBY IS TO CONTINUE TO IMPROVE THE ENTRY-LEVEL DRIVER TRAINING.

THAT'S THE PROGRAM THAT THEY'VE CREATED.

ANOTHER ONE IS ZERO CITATIONS ISSUED TO DRIVERS.

[OVERLAPPING]

>> DEPENDING ON YOUR DEPARTMENT, THESE MAY NOT BE YOUR STRATEGIES UNDERNEATH?

>> CORRECT. THESE ARE ASSIGNED TO SOMEBODY.

IT'S JUST NOT DETAILED?

>> EXACTLY. IF YOU'RE A PRINCIPAL AND YOU HAPPEN TO HAVE AN ASSISTANT PRINCIPAL, YOU HAVE A WHOLE LOT OF GOALS THAT ARE LAID OUT FOR YOU.

SOME MIGHT SELECT AND SOME IF YOU HAVE ADMIN IN YOUR SCHOOL, YOU'D HAVE TO HAVE ONE OF THE ADMINISTRATORS THAT IS FOCUSING ON ADDED.

JACKSON ELEMENTARY ONLY HAS ONE ADMINISTRATOR SO ADMIN IS ONE OF HER GOALS.

[01:20:01]

>> [INAUDIBLE] I'M READING TO KNOW ALL THIS STUFF.

>> IF YOU'RE FORTUNATE ENOUGH TO HAVE AN ASSISTANT PRINCIPAL IN YOUR BUILDING, YOU'RE NOT HAVING THEM AND THE SCHOOL DISTRICT IS IDENTIFIED 12 THINGS THAT HAVE TO BE COVERED.

THAT PRINCIPLE ISN'T FOCUSING ON ALL 12.

THEY ALL HAVE AT LEAST FIVE BUT THAT PRINCIPAL IS GOING TO ASSIGN THEIR ASSISTANTS TO FOCUS ON SOME OTHER AREAS SO THEY'RE ALL GOING TO BE HIT.

MOST OF THESE ARE MULTI-YEAR GOALS AND IF WE CAN HIT HIM IN ONE YEAR.

THEY'RE PROBABLY AREN'T VERY GOOD GOALS.

[OVERLAPPING] MOSTLY JUST BECAUSE THE SCHOOL YEAR ENDS IN JUNE.

SOMETIMES YOU JUST AREN'T DONE WITH IT.

IT'S HARD TO PUT EVERYTHING THAT WE DO IN THE TIMELINES.

FOR EXAMPLE, I MEET WITH ALL THE PRINCIPALS ONCE A MONTH AND I'M CONSTANTLY CHECKING THROUGH THEIR GOALS.

I KNOW WHAT THEIR FIVE AREAS ARE WE DO A WALK THROUGH TOGETHER, WE LOOK IN CLASSES AND THEN THEY TALK ABOUT HOW'S IT GOING? ARE YOU HAVING A SETBACK? IS THIS AREA GOING REALLY WELL, YOU'RE AHEAD OF SCHEDULE? IF YOU'RE NOT WHERE YOU SHOULD BE, WHAT DO I NEED TO GET HELP YOU DO IN ORDER TO GET THERE? WHAT'S MISSING?

>> TRUSTEE MEETS?

>> I JUST HAVE ONE QUESTION ABOUT THE WORD IN OUR GOALS, SAY HEALTHY CARING ENVIRONMENT.

WHEN YOU LOOK AT UNDER GOAL NUMBER 2, THERE IS UNDER THE 2023 GOALS SUPPORT A CULTURE OF KINDNESS AND RESPECT.

BUT ISN'T THERE SOME RELATIONSHIP BETWEEN STUDENTS AND TEACHERS THAT WE SHOULD BE URGING, WE SHOULD BE SUPPORTING SO THAT THE ENVIRONMENT IS A CARING ENVIRONMENT? IT SEEMS WE'RE DOING A LIVE CELL AND I NOTICED THAT WE INCORPORATE SOME OF THAT.

BUT IT SEEMS MAYBE SOME OF OUR GOAL SHOULD BE TO ESTABLISH AN ENVIRONMENT WHERE KIDS FEEL SAFE AND HEALTHY, BUT ALSO THAT THEY'RE CARE ABOUT BY STAFF.

JUST FOOD FOR THOUGHT. THANK YOU.

>> WITH THE EMPHASIS ON CARING POTENTIALLY, IS EVERYONE HAPPY WITH SAFE OUT THERE AND CARING ENVIRONMENT?

>> I THOUGHT YOU WERE GONNA SAY WE'RE GONNA TAKE A BREAK.

[LAUGHTER]

>> [INAUDIBLE] I'M KIND AND RESPECTFUL.

WE WILL TAKE A FIVE-MINUTE BREAK.

WELCOME BACK. I THINK WE HAVE JUST AGREED ON GOAL NUMBER 2, SO WE MOVE ON TO GOAL NUMBER 3, WHICH IS EFFECTIVE AND EFFICIENT OPERATIONS.

>> ON THIS GOAL, YOU CAN SEE A LENGTHY LIST OF OUR ACCOMPLISHMENTS FROM LAST YEAR AND THEN HOW THOSE TRANSLATE TO THE '22/'23 SCHOOL YEAR.

SOME OF THESE APPEARS TO BE MORE FOCUSED IN SOME WAYS WITH STAFFING.

FOR EXAMPLE, HELPING STAFF UNDERSTAND THEIR WELLNESS OPPORTUNITIES, THEIR COMPENSATION PACKAGE, HEALTH INSURANCE, ALL OF THOSE THINGS.

BUT OTHERS ARE DEFINITELY SPECIFIC TO, FOR EXAMPLE, BALANCING FOOD SERVICE COSTS WITH THE PRIORITY OF SUPPORTING NUTRITIONAL NEEDS OF STUDENTS.

AND NOW, ESPECIALLY, IT'S IMPORTANT SINCE WE NO LONGER CAN OFFER THE FREE MEAL SUPPORT AND STUDENTS AND FAMILIES HAVE TO PAY.

WE'RE ALSO SPENDING A LOT OF TIME ADVOCATING WITH THE STATE FOR OUR LONG-RANGE FACILITIES PLAN.

OUR SCHOOL BOARD AND OUR COMMUNITY INVESTED A LOT OF TIME DEVELOPING THAT LONG-RANGE STRATEGIC FACILITIES PLAN, AND NOW, DUE TO THE WAY THAT THE FACILITIES ARE FUNDED AT THE STATE, OUR OPTIONS ARE NOW COMPLETELY LIMITED.

SO THAT'S A GOAL FOR US BECAUSE THE WAY WE CAN BECOME MORE EFFECTIVE AND MORE EFFICIENT IS TO BE MONITORING THOSE KINDS OF ACTIVITIES.

WE'RE NOT IN A CRISIS, BUT WE'RE PROACTIVELY ADDRESSING THEM.

ANOTHER VERY SPECIFIC AREA FOR EFFECTIVE AND EFFICIENT OPERATIONS THAT WE'RE SPENDING A LOT OF TIME ON IS ENSURING THE SAFETY AND WELL-BEING OF OUR STUDENTS AND STAFF THROUGH THE SCHOOL FACILITIES.

WE'VE DONE A LOT OF WORK ON TECHNOLOGY USE AS WELL TO BE MORE EFFICIENT, AND THAT SAVES US A LOT OF TIME.

[01:25:03]

BUT IT'S LITTLE THINGS LIKE TURNING OUT THE LIGHTS TO MAINTAIN SOME EFFICIENCY, DOING THINGS THROUGH TECHNOLOGY INSTEAD OF PRINTING OUT SO MUCH PAPER AND I REALIZE I AM LOOKING AT PAPER [LAUGHTER] AS I'M WORKING ON THAT.

HOWEVER, THIS IS MY FINAL DRAFT.

I DON'T PRINT OUT EVERY DRAFT.

BUT WE'RE TRYING TO MODEL SOME OF THOSE USING TECHNOLOGY EFFICIENTLY SO THAT WE CAN SPEND MORE MONEY ON EDUCATION.

THAT'S A BRIEF SUMMARY OF EFFECTIVE AND EFFICIENT [OVERLAPPING].

>> I THINK THE NEXT TWO SLIDES GO WITH IT.

THEY'RE JUST OTHER STRATEGIES THAT GO WITH IT, RECRUIT AND RETAIN, AND POLICY REVIEWS AND UPDATES.

IT'S GREAT TO HAVE GOALS, BUT GOING BACK AND READING THE ACCOMPLISHMENTS, ESPECIALLY, YOU GO DOWN THROUGH THIS AND YOU SEE ALL THE AMAZING THINGS THAT [INAUDIBLE] HAS ACCOMPLISHED WITH TRANSPORTATION.

THAT'S SO IMPRESSIVE. AND THEN, HEATHER SEAN, I SAW TONIGHT, FINALLY, HAS AN EXTRA PERSON TO HELP HER [LAUGHTER].

BUT IT'S SO AMAZING LOOKING AT ALL OF HER ACCOMPLISHMENTS WHEN IT'S SUCH A SMALL DEPARTMENT ACCOMPLISHING A LOT.

THAT'S SO IMPRESSIVE. THE RULE I ALWAYS HEARD, YOU HAVE ONE HR FOR 100 PEOPLE AND WE SEEM TO HAVE ONE PERSON PER [LAUGHTER].

>> RATIO IS A LITTLE BIT DIFFERENT.

>> YEAH. [LAUGHTER].

>> MORE EFFECTIVE AND EFFICIENT.

>> MAYBE DON'T TELL HEATHER [LAUGHTER] AND SHE WON'T ASK FOR A RAISE.

BUT IT'S EXTREMELY IMPRESSIVE THE WORK THAT OPERATIONS.

AND OF COURSE, WE'VE REALLY ACCOMPLISHED A LOT WITH OUR BUILDINGS THIS YEAR WITH THE HELP OF DEANNA.

I'M REALLY EXCITED ABOUT THE WORK WE'RE GOING TO DO AT THE HIGH SCHOOL AND AT WILSON, WITH THE [INAUDIBLE].

SO THAT'LL BE EXCITING TO SEE THAT COME TO FRUITION.

>> I'VE ALREADY SPOKEN QUITE A BIT ABOUT THE RECRUIT AND RETAIN HIGH QUALITY STAFF.

THAT'S A CONSTANT, CONTINUAL EFFORT FOR US.

WE HAVE A LOT OF GOALS AND A LOT OF STRATEGIES THAT WE'LL CONTINUE IN THAT ENDEAVOR, AND THEN WE'RE CONSTANTLY MAKING SURE THAT OUR POLICIES ARE UPDATED AND THEY'RE REVIEWED BASED ON THE CHANGING STATUTES ACROSS THE STATE.

BUT ALSO IT'S IMPORTANT THAT OUR STAFF ARE FAMILIAR WITH THE POLICIES AND THE PROCESSES.

FOR EXAMPLE, TITLE IX REGULATIONS CHANGED A COUPLE OF YEARS AGO AND THEY CONSTANTLY ARE BEING UPDATED.

HOWEVER, IT'S REALLY IMPORTANT THAT OUR STAFF ARE WELL TRAINED TO RECOGNIZE AND BE PRODUCTIVE.

AND THAT GOES BACK TO THE KINDNESS, OF COURSE, AND RESPECT, BUT ALSO TO KNOW HOW TO MANAGE THE SITUATIONS THAT COME BEFORE US.

THEN WE CONTINUE TO WORK CLOSELY WITH THE SUPERINTENDENT ADVISORY COUNCIL AND WE'LL BE STARTING UP ACTUALLY NEXT WEEK WITH THE SUPERINTENDENT ADVISORY COUNCIL.

THAT GROUP IS VERY BENEFICIAL TO ME AND HELPING WITH DECISION-MAKING AND COMMUNICATION AND ENSURING THAT ALL OF OUR DEPARTMENTS HAVE A REPRESENTATIVE, AND THAT WHEN WE HAVE TO CHANGE A POLICY OR WE'RE CONSIDERING MAKING A CHANGE, THAT THEY'RE INVOLVED IN HELPING PROBLEM-SOLVE AND MAKE DECISIONS AND THEN COMMUNICATE.

>> [OVERLAPPING]. I HAVE A QUESTION ABOUT SOME OF OUR GOALS UNDER RECRUIT AND RETAIN HIGH QUALITY STAFF, OR MAYBE NOT A QUESTION BUT WHAT'S THERE.

BUT AS FAR AS RECRUITING, AND I THINK, WE TALK A LOT ABOUT BENEFITS AND THINGS LIKE THAT WHICH I THINK HELP RECRUIT STAFF.

BUT AS FAR AS RETAINING, I THINK IT'S REALLY IMPORTANT TO HAVE A SYSTEM IN PLACE FOR RECOGNIZING OUR GREAT STAFF.

I DON'T REALLY SEE THAT IN HERE AND I DON'T KNOW IF THAT'S IN OUR SYSTEM OR NOT TO HAVE A REAL SYSTEM OF [INAUDIBLE] RECOGNIZING PEOPLE, AND THEN IN ADDITION, MAKING SURE EVERYONE FEELS THAT THEY'RE HEARD AND UNDERSTOOD.

I THINK THE ADVISORY COUNCIL IS GREAT AND WHEN YOU TALK ABOUT THEM ASSISTING WITH DECISION-MAKING, BUT IS THAT ALSO A VEHICLE THAT SOMEONE SEES SOMETHING THAT THEY THINK COULD BE BETTER OR CONCERN THEY HAVE OR SOMETHING TO HELP ENCOURAGE THROUGH THAT VEHICLE OR OTHER VEHICLES? [INAUDIBLE]

[01:30:03]

>> TWO THINGS ARE THERE.

ONE, COUNTRY RECOGNITION PROGRAM OR INCREASED RECOGNITION THING.

THE OTHER ONE YOU WERE SAYING WAS THE ABILITY TO VOICE OPINIONS.

>> YEAH.

>> PERFECT. THANK YOU.

>> EVERYBODY GOOD WITH GOAL NUMBER 3, EFFECTIVE AND EFFICIENT OPERATIONS?

>> YES.

>> ALL RIGHT. WE MOVE ON TO NUMBER 4; POSITIVELY INFORMED AND ENGAGED COMMUNITY.

>> THIS IS AN AREA THAT IS JUST SO CHALLENGING IN MANY WAYS.

WHEN I WAS LITTLE, MY MOM WAS THE PTA ROOM MOM AND MY MOM WORKED SO THAT WAS NEVER GOING TO BE THE CASE.

BUT THAT'S HOW WE MEASURED, AS SCHOOL ADMINISTRATORS, HOW ENGAGED PARENTS WERE.

ARE THEY VOLUNTEERING? ARE THEY WORKING IN THE LIBRARY? ARE THEY CHAPERONING? ARE THEY PTA MOMS? AND THEN WE GOT DADS AND DONUTS AND SOME OF THOSE TYPES OF ACTIVITIES.

BUT IT GOES SO FAR BEYOND THAT NOW.

THE 21ST CENTURY FAMILY IS COMPLETELY DIFFERENT THAN WHAT I GREW UP WITH.

SO WE ARE LOOKING TO ENGAGE NOT ONLY STUDENTS BUT FAMILIES AND ACTIVITIES AND EVENTS AND OUR STAFF.

TO THE POINT WHERE IF YOU'RE ABSENT, LIKE TONIGHT, ANDREA IS NOT HERE, AND WHILE CHARLOTTE'S DOING A GREAT JOB AND OUR TEAM IS DOING A GREAT JOB, WE MISSED ANDREA [LAUGHTER].

>> IT WAS A DISASTER [LAUGHTER].

>> ALL AFTERNOON WE WERE CHECKING WITH ONE ANOTHER SAYING, IS THERE A SIGN-UP SHEET? HAVE WE PRINTED OUT THE AGENDAS AND JUST KEEP THINGS PRINTED IN FRONT OF HIM SO HE COULD FOLLOW ALONG? [LAUGHTER]

>> HE HAS SUCH A TEMPER, [INAUDIBLE]. [LAUGHTER]

>> THOSE ARE THE THINGS AND THAT'S WHAT WE WANT.

WE WANT PEOPLE TO FEEL SO ENGAGED AND SO INCLUDED IN OUR SCHOOL DISTRICT THAT IF THEY ARE ABSENT, THEY'RE MISSED AND THAT OUR STAFF ARE SAYING TO A STUDENT, "HEY, YOU WEREN'T IN SCHOOL YESTERDAY, WE MISSED YOU." THAT'S REALLY IMPORTANT.

WE'RE TRYING TO INCREASE THAT KIND OF ENGAGEMENT WITH OUR STUDENTS, WITH OUR FAMILIES, AND WITH OUR STAFF, BUT ALSO WITH THE COMMUNITY.

SOME OF THE CHALLENGES THAT WE HAVE, OF COURSE, WE'RE IN THE SPEC VALID AND IT'S IMPORTANT FOR PEOPLE TO UNDERSTAND WHY WE REQUESTED.

THE FUNDING FORMULA IS COMPLEX AND MOST PEOPLE DON'T REALLY UNDERSTAND THAT THEIR PROPERTY TAXES DON'T STAY IN TETON COUNTY.

THEY GO TO SUPPORT THE REST OF WYOMING.

SO ENGAGING PEOPLE AND INFORMING THEM SO THAT THEY UNDERSTAND WHAT THE CHALLENGES ARE AND HOPEFULLY, THROUGH THE COMMUNICATION AND THE INFORMATION, THAT PEOPLE ARE POSITIVELY INFORMED AND THEY ARE ENGAGED IN HELPING US PROVIDE THE LEVEL OF EXPECTATION AND EDUCATION IN THIS COMMUNITY.

I THINK THERE'S A LOT OF EVIDENCE THAT SHOWS THAT OUR SCHOOL COMMUNITY IS VERY MUCH POSITIVELY ENGAGED AND INFORMED.

YOU CAN LOOK AT THE SCHOLARSHIPS THAT OUR GRADUATES LEAVE HERE WITH.

LAST YEAR WAS JUST UNDER $900,000 FOR OUR 12TH GRADERS TO LAUNCH INTO THEIR NEXT STEP.

IF THAT IS AN ENGAGEMENT IN THE COMMUNITY, IT'S JUST INCREDIBLE THAT THESE KIDS ARE LEAVING HERE KNOWING THAT THERE'S A WHOLE COMMUNITY BEHIND THEM.

SOME OF OUR GOALS ARE LISTED THERE.

HUGE THANKS TO CHARLOTTE, OUR COMMUNICATIONS WITHIN THE COMMUNITY.

I'VE HEARD REPEATEDLY THAT THE SCHOOL DISTRICT WAS THE PLACE WHERE PEOPLE WENT TO LEARN ABOUT WHAT'S HAPPENING IN THE COMMUNITY WITH COVID.

WE HAD A WEEKLY LETTER TO OUR FAMILIES.

PEOPLE THAT DIDN'T HAVE CHILDREN IN THE SCHOOL DISTRICT, ASKED ME TO FORWARD THE COMMUNICATION SO THEY COULD KNOW BECAUSE WHEN WE HAVE 625 EMPLOYEES AND NEARLY 3,000 OF THE MOST IMPORTANT PEOPLE IN OUR COMMUNITY FAMILIES LIVES IN OUR CARE EVERY DAY, WE ARE A HUGE PART OF THIS COMMUNITY.

SO I'M REALLY PROUD OF THIS GOAL AND HOW FAR WE ARE WITH THEM.

ALSO, RECOGNIZING THAT WE HAVE A LOT MORE IN STORE AND INCREASING OUR FAMILY CONNECTION AND OUR FAMILY ENGAGEMENT IS A GOAL OF EACH AND EVERY SINGLE ONE

[01:35:01]

OF OUR BUILDINGS SO THAT WE CAN REALLY BRING FOLKS IN, BUT ALSO MEET THEM WHERE THEY ARE, AND ALSO HELP SOME FAMILIES JUST KNOW HOW TO SET UP A ROUTINE WITH THEIR CHILD AND WHAT THE NIGHT BEFORE SCHOOL LOOK LIKE AND WHAT ABOUT THE MORNING AND THE IMPORTANCE OF ON-TIME ARRIVAL, AND READING A LITTLE BIT EVERY DAY.

SOME OF THE THINGS THAT ARE NATURAL FOR SOME AND RECOGNIZING THE CHALLENGES THAT FAMILIES HAVE, THAT WE CAN MEET THEM WHERE THEY ARE AND ENCOURAGE THEM AND BE A ONE-STOP SHOP FOR SUPPORT, BUT ALSO EDUCATION AND COMMUNICATION AND JUST HELPING FAMILIES LAUNCH THEIR CHILDREN.

>> [INAUDIBLE]

>> MR. CHAIR AND SUPERINTENDENT CHAPMAN, I'M NOT FAMILIAR WITH FAMILY UNIVERSITY PROGRAMMING, SO WHAT IS THAT?

>> WE USED TO DO MEETINGS WHERE PARENTS COULD COME IN AND WE HAVE LAW ENFORCEMENT THERE, WE HAD THE COMMUNITY COUNSELING CENTER WITH CURRENT SEALY, WE HAD VARIETY OF GROUPS AND SHERIFFS, COULD PICK AND CHOOSE AND GO THROUGH MINI SESSIONS.

THEN COVID HAPPENED AND SO WE REALLY WEREN'T ABLE TO DO THAT AND THEN WE TRIED SOME ONLINE.

WE'RE GOING TO BRING BACK THOSE PARENT UNIVERSITY OPPORTUNITIES, BOTH ONLINE WITH SOME PARTNERS WHERE PARENTS CAN ANONYMOUS, THEY CAN LOG IN AND ASK A QUESTION ABOUT MAYBE SOMETHING THAT THEY'RE WORRIED ABOUT THEIR CHILD.

WE HAD ONE SESSION LAST YEAR.

WE'LL BE HOSTING MORE OF THOSE, BUT ALSO FACE-TO-FACE OPPORTUNITIES FOR PARENTS TO LEARN MORE ABOUT HOW THEY CAN SUPPORT THEIR CHILD DEPENDING ON WHETHER EACH LEVEL IS.

THEN THROUGH ONE OF OUR GRANTS, WE HAVE A FAMILY ENGAGEMENT COORDINATOR AND SHE WILL BE WORKING WITH BECAUSE WE HAVE SO MANY FAMILIES OBVIOUSLY, BUT SHE'LL BE ALSO WORKING WITH INDIVIDUAL COORDINATORS IN EACH BUILDING SO THAT FAMILIES WILL HAVE HOME VISITS.

THEY'LL HAVE PHONE CALLS, YOUR STUDENTS HAS BEEN ABSENT, X NUMBER TIMES WHAT CAN WE DO TO HELP? YOU HAVING TROUBLE GETTING THE STUDENTS TO THE DENTIST, TO THE EYE DOCTOR, JUST HELPING WITH SOME OF THOSE, BUT ALSO COORDINATING, BUILDING-LEVEL ACTIVITIES FOR FAMILIES.

WE HAVE A LOT PLANNED IN THIS AREA THAT DEFINITELY EXTENDS BEYOND, AGAIN, THE NORMAL FUNCTION OF THE SCHOOL, BUT RECOGNIZING THIS AS AN IMPORTANT PART OF STUDENT SUCCESS IS TO HAVING THE FAMILY ENGAGED.

>> THANK YOU.

>> ONE OF THE BIG PARTS OF THE POSITIVELY ENGAGED COMMUNITY, WE DO A VERY GOOD JOB OF BEING ENGAGING WITH OUR PARENTS.

IT'S GETTING ENGAGED WITH THAT PART OF THE COMMUNITY THAT EITHER I'VE NEVER HAD CHILDREN OR THEIR CHILDREN HAVE GRADUATED.

ENGAGING WITH THAT ASPECT OF THE COMMUNITY IS DIFFICULT.

WE TRIED A FEW YEARS AGO, THE ONE BOOK, ONE READ, IDEA WHERE WE ADOPTED A BOOK AND WE HAD A BUNCH OF COPIES OF IT, AND PEOPLE IN THE COMMUNITY READ THE BOOK, AND 5TH GRADERS READ THE BOOK AND THEN WE BROUGHT PEOPLE IN THE COMMUNITY TOGETHER WITH THE 5TH GRADERS AND DISCUSSED THE BOOK AND SO THEY HAD A COMMON GOAL.

I'M NOT SAYING THAT BECAUSE I HAD TO GET BUT THINGS LIKE THAT WE NEED TO FIND TO ENGAGE PEOPLE THAT ARE NOT JUST PARENTS, BUT THERE'S MEMBERS OF OUR COMMUNITY THAT WOULD LIKE TO ENGAGE AND GIVE US IDEAS ON HOW TO [INAUDIBLE] SCHOOL DID.

ANY MORE THOUGHTS ON POSITIVELY ENGAGE IN FOREIGN COMMUNITY? EVERYBODY GOOD WITH THAT?

>> YEAH.

>> I'M GOING TO BRING OUR STUDENTS, SCHOOL BOARD MEMBERS INTO THE CONVERSATION.

FIRST OF ALL, I ASSUME ALL OF YOU WHO'VE TAKEN WHY TOP MULTIPLE TIMES.

I'M JUST CURIOUS WHAT YOUR THOUGHTS ARE ON WHY TOP AND YOU'VE HEARD OUR GOALS TONIGHT.

DID ANY OF YOU HAVE ANY IDEAS ON THAT MAYBE THE SCHOOL DISTRICT SHOULD BE WORKING ON? ANY THOUGHTS? I'LL JUST START WITH THE EASY ONE.

DID YOU GUYS ALL TAKE [INAUDIBLE] THROUGHOUT THE YEARS? THEY'RE HARD TEST, EASY TEST? [LAUGHTER]

>> I'M GOING TO SAY THAT IT'S A PRETTY STANDARD TEST.

IT'S EASIER OR HARD.

I WOULD SAY SOMETIMES BLOW IT OFF.

OR SEE OTHER CONTENT WITH THE MATTER BECAUSE YOU CAN JUST CLICK TO THE END WHEN YOU'RE DONE [LAUGHTER] [OVERLAPPING]

>> RIGHT.

>> YEAH. I AGREE WITH THAT.

[INAUDIBLE]. I GOT INTO HIGH SCHOOL AND JUST TOO MANY TESTS, THE ACT AND EVERYTHING JUST [INAUDIBLE] TOP PRIORITY.

[01:40:05]

>> FOUND SOMETHING LIKE THAT.

>> [INAUDIBLE]

>> EVERY YEAR I HAD TO RETAKE IT JUST SAVED, REPETITIVE.

>> YOU'RE JUST DESTROYING MR. PRAN BEHIND ME WITH ALL HIS DATA.

[LAUGHTER] THANK YOU FOR SHARING WITH US, WE REALLY APPRECIATE IT.

BOARD, ANY MORE QUESTIONS FOR THE SUPERINTENDENT AND I'LL TAKE PUBLIC COMMENT? ANYBODY ELSE? ANY QUESTIONS FOR HER? THANK YOU, SUPERINTENDENT CHAPMAN.

I'LL OPEN IT UP FOR PUBLIC COMMENTS.

ANYBODY HAS ANY PUBLIC COMMENT ON THE ADOPTION OF THE SUCCESS 22 STRATEGIC PLAN? ANY PUBLIC COMMENT? PUBLIC COMMENT.

SEEING NONE, I'LL BRING IT BACK UP TO THE BOARD.

BOARD, I THINK THE MOTION POTENTIALLY IS TO NOT ONLY ADOPT THOSE FOUR.

I KEEP WANT TO SAY THAT LITTLE CIRCLE.

SUCCESS 22.

SUCCESS 22, WHICH INCLUDES EVERY THIRD GRADER'S PROFICIENT READER AND MATHEMATICIAN, EVERY EIGHTH GRADER'S PROFICIENT WRITER, EVERY GRADUATE IS LIFE READY.

THE FOUR THAT WE DISCUSSED, THE ONES I JUST READ AND CHANGING THE TITLE, TAKING OUT 2022 AND JUST PUTTING IN 22 TO STAND FOR THE LICENSE PLATE ON OUR CARS.

ANY THOUGHTS? ANY ADDITIONS WE ADD TO IT? SHOULD WE CONTINUE THIS TO ANOTHER MONTH AND THINK ABOUT IT SOME MORE? I'M OPEN-ENDED.

>> MR. CHAIR, I WOULD SAY THAT I REALLY DID APPRECIATE THINKING ABOUT THE WORD PROFICIENCY AND WHAT THAT MEANS PARTICULARLY IN LIGHT OF THE COMMENTS OF THE STUDENTS.

I WAS HAVING A CONVERSATION AND I CAN'T EVEN THINK WHO IT WAS IN THE LAST WEEK AND THEIR CHILD WAS GOING TO TAKE SOME STANDARDIZED TEST, SOME SORT OR ANOTHER.

THEY HAD WORKED WITH A TUTOR AND THEY WERE LIKE, OH, THEY'VE GOT THIS.

THEY KNOW ALL THE INFORMATION.

THEY'RE GOING TO DO GREAT AND THEY BOMBED THE STANDARDIZED TEST.

I THINK THAT THERE ARE KIDS IN OUR SYSTEM WHO ARE READING AND GATHER INFORMATION FROM TEXT, BUT MAYBE AREN'T SHOWING THAT ON THE WHITE TOP.

I THINK KEEPING A LITTLE BIT BROADER PERSPECTIVE ON PROFICIENCY IS A REALLY GOOD IDEA.

OBVIOUSLY, WE HAVE TO PAY ATTENTION TO DATA TOO BECAUSE THAT'S HOW WE MOVE FORWARD AND MAKE DECISIONS.

BUT I APPRECIATE THAT EXPANDED IDEA OF PROFICIENCY.

>> I LOVE THE ONE SLIDE THAT SHE HAD FROM ALL THE DIFFERENT WAYS TO LOOK AT HER FREQUENCY.

I THOUGHT THAT WAS A GREAT SLIDE.

>> WELL AND EVEN THAT OBSERVATIONAL SURVEY.

YOU CAN SEE WHEN A KID REALLY UNDERSTANDS.

EVEN AT THE LEVEL THAT I TEACH, THEY'RE ALL ABOUT TO TURN THREE AND SOMEBODY REACHED OVER AND SAY, "CAN I HAVE A YELLOW ONE TODAY?" INTO MY HEAD, I THOUGHT OKAY, THAT CHILD KNOWS SOME OF THEIR COLORS.

I CAN PUT THAT IN MY HEAD AND WE CAN TAKE THE NEXT STEP SO THAT OBSERVATIONAL SURVEYING IS PROBABLY SOME OF THE MOST IMPORTANT I'VE HAD.

>> ANY OTHER TO SECOND? MR. BRUMSTED ANYTHING?

>> NO, LINING IT OUT THE WAY YOU DID AT THE BEGINNING THAT WE'RE REALLY LOOKING AT THESE FOUR GOALS.

WE HAVE LOTS TO DO.

NOW UNDERSTAND WHAT THE SUPPORT IS FOR THEM.

IT WAS VERY HELPFUL AND I THINK THOSE ARE SEEING HOW ITS SUCCESSES AND ONCE IT'S BEEN LAID OUT.

I THINK THAT IT'S EXCELLENT AND I'M JUST OBSESSED TO ME.

>> I APPRECIATE WHAT [INAUDIBLE] SAID ABOUT THE SUCCESS 22 BEING SOMETHING THAT WE MAY NEVER REACH EVERY 100 PERCENT.

BUT I LIKE HAVING SOMETHING THAT'S ALMOST IMPOSSIBLE TO CONTINUE TO STRIVE FOR.

I HAVE ONE SMALL EDIT.

>> SURE.

>> CAN WE PUT BULLETS UNDER STRATEGIC PLAN GOALS BETWEEN SUCCESS FOR ALL, SAFE, HEALTHY, AND CARRYING ENVIRONMENT.

IS ENVIRONMENT SEPARATE FROM. [OVERLAPPING]

>> YES, THAT'S A GREAT IDEA.

>> THAT'S SO LIVELY.

EVERY TIME I LOOK AT THIS SHEET, I THINK OF THAT [LAUGHTER].

[01:45:04]

>> THANK YOU.

>> CHAIR?

>> YES.

>> AS AN ANECDOTE, WHEN I FIRST CAME ON THE BOARD OF TRUSTEES SOME 15 YEARS AGO, THE GOAL WAS TO HAVE 80 PERCENT GRADUATION RATE AND WE CHANGE THAT TO A 100 PERCENT.

THAT'S HOW YOU GET TO A 98 PERCENT.

[BACKGROUND] WE JUST REALLY NEVER THOUGHT WE WOULD GET THERE BECAUSE OF THE WAY THE STATE CALCULATES THINGS AND ALL THAT SORT OF THING.

IT SHOWS THAT YOU CAN GET THERE AS YOU SAID THE BOTH OF YOU.

>> I ENTERTAIN THE MOTION TO APPROVE THE STRATEGIC PLAN SUCCESS 22 AS PRESENTED WITH THE BULLET POINTS ADDED AS CONSTANTS ON ARTICULATED.

>> SO MOVED.

>> DO I HAVE A SECOND?

>> SECOND.

>> MOVED BY TRUSTEE CARLIN SECONDED BY TRUSTEE BRUMSTED TO APPROVE THE TETON COUNTY SCHOOL DISTRICT NUMBER 1, STRATEGIC PLAN SUCCESS 22, AS PRESENTED WITH THE BULLET POINTS.

ANY FURTHER DISCUSSION? SEEING NONE, ALL THOSE IN FAVOR SAY AYE.

>> AYE.

>> THOSE OPPOSED? CONGRATULATIONS SUPERINTENDENT, YOU NOW HAVE GOALS TO ACCOMPLISH.

>> THANK YOU. [LAUGHTER]

>> LET'S SEE WHAT THE NEXT THING HERE IS.

THE SECOND READ ON OUR POLICY.

IT'S A ALL FEED JE.

THIS IS STUDENT ATTENDANCE AND TRUANCY.

I DON'T KNOW IF EVERYONE PRINTED IT OUT, BUT IF YOU RECALL.

LET'S READ IT, MAYBE THAT'S THE QUICKEST WAY TO DO THIS.

ATTENDANCE OF ANY CHILD RESIDING IN THE SCHOOL DISTRICT IS REQUIRED BY LAW.

THE BUILDING ADMINISTRATORS DESIGNATED BY THE SUPERINTENDENT AS THE ATTENDANCE OFFICER.

THE ATTENDANTS OFFICER SHALL MONITOR THE ATTENDANCE OF ALL STUDENTS.

IT SHALL BE DUTY OF THE ATTENDANCE OFFICER TO COUNSEL WITH STUDENTS', PARENTS OR GUARDIANS OR CONSERVATORY, AND TEACHERS, AND TO INVESTIGATE THE CAUSES OF UNEXCUSED ABSENCES, HABITUAL TRUANCY, AND WILLFUL ABSENTEEISM.

THE ATTENDANCE OFFICER WILL GET WRITTEN NOTICE TO THE PARENT, GUARDIAN, OR CUSTODIAN OF ANY CHILD'S HAVING AN UNEXCUSED ABSENCE THAT ATTENDANCE OF SUCH CHILD AT SCHOOL IS REQUIRED BY LAW AND DISTRICT POLICY.

AT THE THIRD UNEXCUSED ABSENCE, THE ATTENDANCE OFFICER SHALL ATTEMPT TO ARRANGE A MEETING WITH THE PARENT, GUARDIAN, OR CUSTODIAN OF THE STUDENT TO DISCUSS THE ABSENCES AND EXPLAIN THAT AFTER FIVE UNEXCUSED ABSENCES, THE CHILD WILL BE DEEMED TO BE HABITUALLY TRUANT.

SCHOOL DISTRICT DEFINES AN UNEXCUSED ABSENCE AS ANY ABSENCE NOT EXCUSED BY A PARENT, GUARDIAN, OR CUSTODIAN.

ANY ABSENCE NOT RELATED TO A SCHOOL SANCTIONED ACTIVITY, OR ANY ABSENCE NOT PRE-APPROVED OR EXCUSED BY SCHOOL ADMINISTRATOR OR ATTENDANCE OFFICER.

PURPOSE OF THIS POLICY AND ABSENCE PRE-APPROVED BY THE DISTRICT OR AN ABSENCE DUE TO ILLNESS, INJURY, OR HEALTHCARE NEEDS OF A STUDENT, OF A DEATH OR SERIOUS ILLNESS IN THE STUDENT'S FAMILY.

NOTHING IN THIS PARAGRAPH SHALL PROHIBIT A SCHOOL DISTRICT FROM REQUESTING VERIFICATION OF THE REASONS FOR AN ABSENCE.

DOCUMENTATION PROVIDED SHALL BE A NOTE FROM A PHYSICIAN OR PROFESSIONAL TREATING THE STUDENT, COURT DOCUMENTATION OR ANY OTHER APPROVED DOCUMENTATION BY THE ATTENDANCE OFFICER.

THE ATTENDANCE OFFICER REASONABLY BELIEVES THAT AN UNEXCUSED ABSENCE WERE DUE TO WILLFUL ABSENTEEISM OR HABITUAL TRUANCY OR NEGLECT.

THE ATTENDANCE OFFICER SHALL NOTIFY THE DISTRICT ATTORNEY WHO WILL INITIATE PROCEEDINGS UNDER CHINS OR UNDER THE JUVENILE ACT.

THAT IS THE ENTIRE NEW POLICY.

FIRST OF ALL, ANY QUESTIONS TO THE SUPERINTENDENT ABOUT THE NEW POLICY? ANYONE? SEEING NONE, I'LL OPEN IT UP.

IS THERE ANY PUBLIC COMMENT ON NEW POLICY JE, STUDENT ATTENDANCE IN TRUANCY?

>> NOW THIS IS FIRST READ?

>> THIS SECOND. [OVERLAPPING] WE'RE DONE.

ANY? SEEING NO PUBLIC COMMENT.

I'LL BRING IT BACK TO THE BOARD AND I ENTERTAIN A MOTION TO APPROVE ON SECOND READ POLICY JE STUDENT ATTENDANCE AND TRUANCY.

>> SECOND?

>> I'LL SECOND.

>> MOVED BY TRUSTEE COLLEN, SECONDED BY TRUSTEE BRONSTED TO APPROVE.

SECOND READ ALL CJE STUDENTS ATTENDANCE IN TRUANCY.

ANY DISCUSSION BY THE BOARD? SEEING NONE, ALL THOSE FOR APPROVAL SAY AYE.

>> AYE. [OVERLAPPING]

>> NOW WE WILL MOVE ON TO THE CONSIDERATION OF A RESOLUTION FOR BOARDS OF CO-OPERATIVE EDUCATIONAL SERVICES, BOCES, TO BECOME A LOCAL EDUCATION AGENCY AND LEA.

SO AS MOST OF YOU AGAIN KNOW, WE DIVVY UP OUR ASSIGNMENTS AND I'VE BEEN ASSIGNED LAST FEW YEARS TO BE OUR REPRESENTATIVE ON THE C-BAR-V BOARD, WHICH IS ACTUALLY REGION V BOCES.

THERE ARE 13 SCHOOL DISTRICTS THAT OPERATE REGION V BOCES WHICH INCLUDES

[01:50:05]

C-BAR-V AND ACTUALLY ABOUT FIVE DAY SCHOOLS LOCATED ACROSS WYOMING.

HERE, THIS WYOMING SCHOOL BOARDS ASSOCIATION WILL BE MEETING IN NOVEMBER.

IF WE WANT TO, WE DON'T HAVE TO.

IF WE WANTED TO SUBMIT A RESOLUTION TO THE SCHOOL BOARD ASSOCIATION TO VOTE ON, WE WOULD HAVE TO SUBMIT IT THIS MONTH SO THAT THEY WOULD HAVE IT IN TIME TO GET IT READY FOR THEIR NOVEMBER MEETING AND THEN IT GETS VOTED ON AT THE SCHOOL BOARD ASSOCIATION MEETING.

THE RESOLUTION GETS PASSED AND THEY USUALLY PASS THAT ONTO THE LEGISLATURE AS A STATEMENT THAT THE SCHOOL BOARD ASSOCIATION SUPPORTS POTENTIAL LEGISLATION.

LAST YEAR, ALBERT SUMMERS DOWN PINEDALE, HE SPONSORED A BILL TO RECOGNIZE BOCES, BOARDS OF COOPERATIVE EDUCATIONAL SERVICES, TO BE WHAT'S CALLED AN LEA, A LOCAL EDUCATION AGENCY.

THE REASON FOR THIS IS SO THAT THEY COULD RECEIVE FEDERAL AND STATE GRANTS.

PRESENTLY, THE BOCES, FIRST OF ALL, THEY DON'T RECEIVE ANY OF THE FUNDING THAT A SCHOOL DISTRICT RECEIVES, AND SO THEY'RE NOT PART OF THE FORMULA.

THEY ESSENTIALLY COLLECT FROM ALL 13 SCHOOL DISTRICTS.

THE PUSH FOR PROPERTY TAX FUNDS THEM.

BILL AND JULIE CAN EXPLAIN HOW THAT ALL WORKS.

IS IF WE PLACE A KID AT C-BAR-V, IF WE THAT'S ALL THE PLACE WHERE YOU WOULD PLACE, THEN WE RECEIVE A BILL FOR THAT, AND THAT'S HOW THE OTHER WAY THEY MAKE MONEY OR RECEIVE REVENUE TO OPERATE C-BAR-V.

THEY WOULD LIKE TO OBTAIN MONEY THROUGH CERTAIN GRANTS.

BECAUSE THEY'RE NOT DESIGNATED AS AN LEA, THEY'RE UNABLE TO.

THERE WAS A CONCERN LAST YEAR.

YOU'LL SEE DAN MAYER IS THE EXECUTIVE DIRECTOR FOR REGION V BOCES C-BAR-V.

HE SENT A PROPOSED RESOLUTION TO US, GAVE US THE RATIONALE, BUT HE ALSO SAID WHAT IT'S INTENDED TO DO AND WHAT IS NOT INTENDED TO DO.

THERE WERE SOME CONCERNS LAST YEAR THAT THIS SOMEHOW WOULD TAKE MONEY FROM SCHOOL DISTRICTS AND THIS WOULD ONLY BE FUNDS THAT ARE SPECIFIC TO BOCES.

IT WOULDN'T BE GRANTS THAT GO TO SCHOOL DISTRICTS.

I THINK THEY GOT THAT CLEARED UP. THERE WAS SOME CONCERN.

BUT ANYWAY, THE RESOLUTION THAT REGION V BOCES ASKED FOR POTENTIALLY IS BE IT RESOLVED THAT THE WYOMING SCHOOL BOARDS ASSOCIATION SUPPORTS LEGISLATIVE ACTION THAT WOULD AUTHORIZE A BOARD OF COOPERATIVE EDUCATIONAL SERVICES TO ACT AS A LOCAL EDUCATION AGENCY FOR THE LIMITED PURPOSE OF APPLYING FOR ELIGIBLE FEDERAL AND STATE GRANTS OR FOR ACTING AS A LOCAL EDUCATION AGENCY FOR PARTICIPATING SCHOOL DISTRICTS THAT CHOOSE TO APPLY FOR, RECEIVE, OR ADMINISTER A GRANT THROUGH A GRANT PROGRAM CREATED BY A FEDERAL OR STATE STATUTE OR A PROGRAM.

THAT IS THE RESOLUTION.

IF WE APPROVE THIS, TETON COUNTY SCHOOL DISTRICT WOULD BE THE SPONSOR OF THAT RESOLUTION AT THE NOVEMBER MEETING, WHICH I'M GUESSING MEANS I HAVE TO ATTEND.

[LAUGHTER] MAYBE WE SHOULD VOTE NOW ON THIS.

[LAUGHTER] NO, I'M JUST KIDDING.

ANYWAY, THAT'S THE INTENT.

DAN MAYER ASKED IF WE WOULD BE WILLING TO BE THE SPONSOR.

I SAID I WOULD BRING IT TO YOU ALL TO SEE WHAT YOU THOUGHT. TRUSTEE.

>> MR. CHAIR, HOW MANY OTHER BOCES ARE THERE? I KNOW WE HAVE A BOCES RIGHT NOW FOR OUR KINDER. [OVERLAPPING]

>> FOR WHAT REGION V BOCES DOES THERE'S REALLY TWO.

IT'S SO SILLY.

I URGED THEM TO CHANGE THEIR NAME BECAUSE WHEN YOU SAY REGION V, WHAT'S THE FIRST THING YOU THINK? WELL, THERE MUST BE FIVE OR EVEN MORE. THERE ARE TWO.

THE STATE WAS SPLIT UP.

IF EVERYBODY REMEMBERS OR HOW THIS HAPPENED IN THE 1980S, C-BAR-V WAS CREATED AND THEY BROUGHT IN REGION V BOCES FROM THERMOPOLIS AND WE BECAME PART OF THAT.

I TRANSFERRED FROM THERMOPOLIS TO HERE.

THEN OVER TIME ALL THESE OTHER BOCES WENT AWAY, SO REALLY THE ONLY OTHER BOCES THAT EXISTS IS THE ONE IN CAMPBELL COUNTY.

THE [INAUDIBLE] NORTHEASTERN WYOMING.

I DON'T THINK THE ONE IN NORTHEASTERN HAS A RESIDENTIAL.

I THINK THEY'RE ALL DAY SCHOOL TOO.

REGION V BOCES OPERATES A DAY SCHOOL IN, LET'S SEE, HAYDEN PEAK IS IN EVANSTON, THEY HAVE ONE GREEN RIVER FOR SWEETWATER COUNTY.

THEY HAVE ONE HUDSON THAT'S IN-BETWEEN LANDER AND RIVERTON.

THEY TOOK THE OLD HUDSON ELEMENTARY SCHOOL,

[01:55:01]

CREATED THE DAY SCHOOL THERE SO BOTH LANDER AND RIVERTON AND THE SCHOOLS ON THE RESERVATION CAN USE THAT DAY SCHOOL.

ONE IN GLEN ROCK, ALL PLACES.

THEN I'M MISSING ONE. CAN'T THINK OF THE OTHER ONE.

ANYWAY SO IT'S DAY SCHOOLS THAT THEY ALSO OPERATE.

PRETTY EXTENSIVE OPERATION THAT MR. MAYER RUNS AND THERE'S 13 SCHOOL DISTRICTS THAT BELONG.

EACH SCHOOL DISTRICT GETS ONE REPRESENTATIVE.

I'M YOUR REPRESENTATIVE TO THAT BOARD.

>> IS THERE BEEN ANY CONTACT WITH CAMPBELL COUNTY TO SEE WHAT THEY WOULD BE SUPPORTIVE OF THIS AS WELL?

>> THEY ARE. MY UNDERSTANDING THAT THEIR BOCES LIKES THIS IDEA TOO, BECAUSE THEN THEY WOULD BE ABLE TO APPLY FOR THE SAME GRANTS.

SUPERINTENDENT CHAPMAN, DID YOU WANT TO EXPLAIN? YOU WERE THERE AT THE LEGISLATIVE SESSION WHEN THIS CAME UP LAST YEAR, MAYBE MAKE SURE EVERYBODY KNOWS WHAT THE NEGATIVES ARE TOO.

>> CHAIRMAN GANGREE AND TRUSTEES, SOME OTHER SUPERINTENDENTS' BIGGEST FEAR WAS THAT THE BOCES WOULD BE COMPETING WITH THE SCHOOL DISTRICT FOR THE SAME GRANT FUNDING, AND FOR US, THAT'S A LEGITIMATE FEAR BECAUSE OUR ELIGIBILITY FOR MANY GRANTS DEPENDS ON OUR FREE AND REDUCED LUNCH COUNT.

I'LL NEVER PASS UP AN OPPORTUNITY TO EDUCATE PEOPLE ON HOW THAT AMOUNT IS FIGURED.

FOR A FAMILY OF FOUR TO QUALIFY FOR REDUCED MEALS, YOU HAVE TO MAKE LESS THAN $28.17 AN HOUR.

IF YOU'RE A FAMILY OF FOUR AND YOU'VE GOT A 16-YEAR-OLD THAT'S WORKING A TARGET OF $24 AN HOUR AND WHATEVER MOM AND DAD OR THE OTHER TWO PEOPLE IN THE HOUSEHOLD ARE DOING, THEY'RE MAKING PROBABLY $80 AN HOUR COMBINED, YET THEY'RE STILL LIVING IN POVERTY, BUT THEY DON'T QUALIFY FOR ANYTHING.

MY WORRY INITIALLY WAS IF REGION V BOCES IS COMPETING AGAINST THE SCHOOL DISTRICT FOR GRANT FUNDING, WE'RE NEVER GOING TO GET IT BECAUSE OUR FREE REDUCED COUNT WAS SO LOW DESPITE THE FACT THAT SO MANY OF OUR FAMILIES ARE LIVING IN POVERTY.

HOWEVER, THE WAY THIS IS STRUCTURED IS THEY WILL ONLY BE APPLYING FOR IT IF WE AREN'T.

THEY WON'T BE WITH US, OR WE COULD PARTNER WITH THEM.

THAT MIGHT HELP US IN SOME CASES TO GET MORE GRANTS, IF WE PARTNERED WITH THEM.

IT JUST DEPENDS ON THE GRANT ITSELF.

I BELIEVE THE CONCERNS THAT SUPERINTENDENTS HAD LAST YEAR WHEN THIS WAS IN THE SESSION HAVE BEEN ALLEVIATED AND THE SUPERINTENDENTS ARE SUPPORTIVE OF IT BECAUSE WE RECOGNIZE TOO THEY DON'T HAVE A REVENUE SOURCE AND THEY'RE PROVIDING A VITAL SERVICE TO KIDS, SO WE'RE SUPPORTIVE.

>> MR. CHAIR, SUPERINTENDED CHAPMAN, HOW MANY KIDS DO WE HAVE THAT ARE FROM TETON COUNTY THAT GO TO C-BAR-V?

>> WE HAVE TWO. [OVERLAPPING].

>> [INAUDIBLE]

>> IT'S ALWAYS INTERESTING TO ME THAT THERE WAS A REAL DISCONNECT BETWEEN WHAT [INAUDIBLE] DOES AND THE CONSTITUTIONAL REQUIREMENT THAT EVERY CHILD IN WYOMING IS ENTITLED TO THE SAME BASKET OF GOODS FOR EDUCATION.

IT'S JUST NOW A WEIRD THING AND ALL THIS AND THEY'RE ON THE OUTSKIRTS AND MANY OF THE CHILDREN THAT NEED THE MOST HELP.

SO I WILL BE VERY MUCH FOR THIS.

>> ANY OTHER THOUGHTS ON? I HAVE TO DO THE PUBLIC COMMENT, I APOLOGIZE.

ANY PUBLIC COMMENT ON THE RESOLUTION TO BE SUBMITTED TO THE WYOMING SCHOOL BOARD ASSOCIATION ON BEHALF OF BOCES AS PRESENTED? ANY PUBLIC COMMENT? SEEING NONE, I DO ENTERTAIN A MOTION TO APPROVE THE SUBMISSION OF WYOMING SCHOOL BOARD ASSOCIATION RESOLUTION ON BEHALF OF BOTH THESE AS PRESENTED.

>> SO MOVED.

>> SECOND.

>> IT'S BEEN MOVED BY TRUSTEE MEADE, SECONDED BY TRUSTEE CARL TO APPROVE THE SUBMISSION OF A WYOMING SCHOOL BOARD ASSOCIATION RESOLUTION ON BEHALF OF BOCES AS PRESENTED.

ANY FURTHER DISCUSSION BY THE BOARD? SEEING NONE, ALL THOSE IN FAVOR SAY AYE.

>> AYE. [OVERLAPPING]

>> AYE.

>> ALL THOSE OPPOSED. THE LAST THING ON THE ACTION SIDE IS THE SCHOOL RESOURCE OFFICER FOR THE TETON COUNTY SHERIFF.

JUST BY WAY OF EXPLANATION, WE HAD AN AGREEMENT IN 2017.

IN 2020, WE CAME BACK AND AMENDED THE TOWN'S AGREEMENT,

[02:00:03]

BUT WE NEVER TOUCHED THE SHERIFFS AGREEMENT.

DIDN'T NEED TO BE TOUCHED BECAUSE HOW SARAH WRITES THESE AS THEY RENEW EVERY YEAR SO IT DIDN'T NEED TO BE RENEWED.

WE STILL PAY THE SAME AMOUNT OF MONEY.

THE ONLY REASON WE'RE CHANGING THIS AND ASKING FOR IT, IT HAS THE SIGNATURE OF THE PREVIOUS SHERIFF AND THE CURRENT SHERIFF WANTED IT ON THE RECORD THAT HE APPROVED THIS CONTRACT UNDER HIS ADMINISTRATION.

REALLY ALL WE'RE DOING IS THE SAME EXACT CONTRACT THAT WE'VE HAD FROM 2017, SAME AMOUNT OF MONEY, AND ALL SARAH DID WAS TAKE THE 2020 VERSION OF THE TOWN'S AND UPDATED IT, SO THEY'RE IDENTICAL.

I CAN'T REMEMBER.

THIS IS ONLY FOR ONE YEAR BECAUSE THE THOUGHT WAS THAT WE WOULD COME BACK NEXT YEAR AND DO BOTH THE TOWN AND COUNTY AT THE SAME TIME AGAIN, JUST TO UPDATE AND MAKE SURE ALL WAS RIGHT PLACE.

BUT FOR THIS INTERIM PERIOD, FOR THIS ONE-YEAR PERIOD, SHERIFF CARL WAS WANTING A NEW ONE WITH HIS SIGNATURE ON.

THAT MAKES SENSE? DID I EXPLAIN IT CORRECTLY, SUPERINTENDENT?

>> THAT'S CORRECT. THANK YOU.

>> BOARD, ANY QUESTIONS ON THIS? ANY PUBLIC COMMENT ON THE SCHOOL RESOURCE OFFICER AGREEMENT WITH THE TETON COUNTY SHERIFF? I'LL BRING IT BACK UP TO THE BOARD AND I'D ENTERTAIN A MOTION TO APPROVE THE SCHOOL RESOURCE OFFICER AGREEMENT WITH THE TETON COUNTY SHERIFF IN TETON COUNTY.

>> MR. CHAIR, I WOULD MOVE TO APPROVE THE SCHOOL RESOURCE OFFICER AGREEMENT WITH TETON COUNTY AND THE SHERIFF'S OFFICE AS PRESENTED.

>> PUT THE MOTION IN A SECOND.

I WILL RECUSE MYSELF SINCE I REPRESENT THE SHERIFF.

I THINK WE ALREADY PUT ON THERE ON THE SIGNATURE LINE IS BILL'S NAME SO BILL WILL SIGN IT WHEN HE'S BACK.

WITH MY RECUSAL, ALL THOSE IN FAVOR SAY AYE.

>> AYE.

>> ALL THOSE OPPOSED? YESSES FOUR, TWO AND ONE RECUSAL.

TONIGHT, WE HAVE A CONSENT AGENDA.

[F. Consent Agenda]

I BELIEVE WE WERE GOING TO PULL UP THE CONSENT AGENDA, NUMBER OF ITEM IS 7, AND WE'LL DO THAT AFTER THE CONSENT AGENDA.

IS THERE A MOTION TO READ OFF THE CONSENT AGENDA? APPROVAL OF STAFFING CONSIDERATIONS AND REPORTS FOR AUGUST 2022.

APPROVAL OF MINUTES OF AUGUST 10TH, 2022, REGULAR MEETING, APPROVAL OF THE AUGUST 2022 CHECK REGISTER, APPROVAL OF SOLUTION THREE INCORPORATED PURCHASE AGREEMENT, APPROVAL OF THE MEMORANDUM OF UNDERSTANDING CONTRACT WITH THE JACKSON HOLE CHILDREN'S MUSEUM.

I'LL COME BACK AND MENTION THAT IN THERE.

APPROVAL OF REIMBURSEMENT FOR PRIVATE TRANSPORTATION OF ISOLATED STUDENT, APPROVAL OF CONSENT AGENDA.

ON THAT CHILDREN'S MUSEUM ONE, TRUSTEE MEADE NOTICED SOME NEED FOR SOME CHANGES EARLIER TODAY.

SARAH VANGAREN WAS KIND ENOUGH TO JUMP INTO ACTION AND QUICKLY PROVIDE US WITH AN UPDATED ONE.

IT SHOULD HAVE BEEN LAYING HERE IN FRONT OF YOU, HARD COPY FOR YOU TO REVIEW IT.

THE PRIMARY THING WAS MAKING SURE THAT THERE WAS A TERMINATION OUT PROVISION AND OUTLINING BETTER AND IN MORE DETAIL EXACTLY WHAT THE DELIVERABLES WERE BEING PROVIDED IN PARTICULARLY THE CREST PROGRAMMING, AND THE AFTER-SCHOOL PROGRAMMING, AND THE STEAM PROGRAMMING.

THEY GAVE A LOT MORE DETAIL AS TO THAT AND HOW THE PAYMENT WILL WORK.

I BELIEVE WE DID IT AT ALL.

ANYWAY, WE'LL LEAVE THAT ON THE CONSENT UNLESS SOMEBODY WANTED TO MOVE THAT ONE.

IS THERE A MOTION TO APPROVE THE CONSENT AGENDA WITH THE EXCEPTION OF NUMBER 7?

>> SO MOVED.

>> SECOND.

>> BEEN MOVED AND SECONDED TO APPROVE THE CONSENT AGENDA WITH THE EXCEPTION NUMBER 7.

ALL THOSE FOR APPROVAL, SAY AYE.

>> AYE.

>> AYE.

>> ALL THOSE AGAINST. THAT BRINGS US BACK TO NUMBER 7.

THERE WERE SOME QUESTIONS.

WE HAVE A POLICY IN REGARDS TO DONATIONS THAT HAVE TO BE FOLLOWED AND SO STAFF NEEDS TO GO BACK AND REVIEW THIS AND BRING IT BACK TO US IN OCTOBER.

I'D ENTERTAIN A MOTION TO CONTINUE NUMBER 7 TO OCTOBER.

>> SO MOVED.

>> SECOND.

>> IT'S BEEN MOVED AND SECONDED TO MOVE NUMBER 7 TO OCTOBER AND GIVE STAFF TIME TO PREPARE A REPORT BACK TO US AS REQUIRED BY THE POLICIES.

[02:05:04]

ALL THOSE FOR APPROVAL SAY AYE.

>> AYE.

>> ALL THOSE AGAINST. WE ARE NOW UP TO PUBLIC COMMENTS.

[G. Communication]

IF ANYONE HAS ANYTHING TO GET PUBLIC COMMENT ON TONIGHT'S AGENDA, FEEL FREE TO TRY TO STICK TO AROUND THREE MINUTES IF YOU CAN.

PLEASE DIRECT ALL YOUR COMMENTS TO THE BOARD.

WE REALLY DON'T DO A QUESTION-AND-ANSWER.

IT'S MORE JUST IF YOU HAVE A COMMENT AND NORMALLY WHEN WE TAKE IT UNDER CONSIDERATION WE CAN GET BACK TO YOU LATER.

ANY PUBLIC COMMENT TONIGHT? ANY PUBLIC COMMENT ON THE ZOOM? NO? [OVERLAPPING]

>> THERE IS A PUBLIC COMMENT ON THE ZOOM.

ANDREA DEAN.

SHE'LL NEED TO BE UNMUTED.

[OVERLAPPING]

>> AT LEAST IT NOW HAS HER SOUND WORKS.

[LAUGHTER].

>> HI. SORRY, CAN YOU ALL HEAR ME?

>> YES, WE CERTAINLY CAN.

WHAT WAS YOUR NAME AGAIN? I MISSED IT.

>> IT'S ANDRE DEAN. CAN I JUST CONFIRM, IS THIS PUBLIC COMMENT JUST ON ANYTHING THAT WE'D LIKE?

>> YES. ANYTHING YOU WANT TO TELL US.

>> GREAT. I CAN'T TURN MY CAMERA ON. THAT'S FINE.

I JUST WANTED TO GIVE A PUBLIC COMMENT IN SUPPORT OF TEACHERS ASKING CHILDREN WHAT TYPE OF PRONOUNS THEY WOULD LIKE TO USE.

I JUST THINK IT'S SUCH A GREAT POLICY BECAUSE IT'S ALIGNED WITH SCHOOL OR IT MIGHT NOT BE AN OFFICIAL POLICY.

BUT TO ME, IT'S VERY ALIGNED THE SCHOOL GOALS TO SUPPORT AND BE INCLUSIVE OF ALL STUDENTS.

IT EXTENDS THE SMART GOALS THAT STATES STUDENTS SHOULD HAVE A SENSE OF BELONGING AND THE SCHOOL VALUE OF KINDNESS AND RESPECT.

I ALSO WANT TO ACKNOWLEDGE THAT BECAUSE OF SUICIDE AWARENESS MONTH, WE PROBABLY ALL KNOW THAT TRANSGENDER STUDENTS ARE 7.6 TIMES HIGHER IN A RATE OF SUICIDE AND CISGENDER TEENS.

I ALSO JUST REALLY APPRECIATE THAT THE SCHOOL IS TRYING TO BE INCLUSIVE AND SUPPORTIVE OF STUDENTS THAT ARE MENTAL HEALTH.

MY OWN NEPHEW IS AT A SCHOOL THAT IS INCREDIBLY SUPPORTIVE OF HIM AND THE DECISIONS THAT HE'S MADE WITH HIS FAMILY AND HIS ABILITY TO EXPRESS HIMSELF AND WHO HE IS.

IT'S JUST SO EYE-OPENING TO SEE THAT TYPE OF SUPPORT FOR LITTLE KIDS AND JUST TO MAKE THEM FEEL INCLUDED AND NOT LIKE THEY'RE EXCLUDED.

WHICH WE ALL KNOW IT'S JUST USUALLY THE BEGINNING OF MENTAL HEALTH ISSUES AS THEY GET OLDER, THAT FEELING OF BEING EXCLUDED.

MY PARTNER AND I ARE EXCITED TO HAVE OUR OWN KID ONE DAY IN A PUBLIC SCHOOL SYSTEM AND WE'RE JUST REALLY PROUD THAT WE HAVE A GROUP THAT TEACHES COMPASSIONATE AND INCLUSION.

THAT THEY'RE FORWARD THINKING AND NOT BACKWARDS THINKING AND THAT'S IT. THANK YOU.

>> ANY OTHER PUBLIC COMMENTS TO SEE? ANY OTHER PUBLIC COMMENT? SEEING NONE.

I WILL CLOSE PUBLIC COMMENT.

OUR COMMUNICATIONS TO THE BOARD.

I THINK WE HAD A FEW OF THIS MONTH.

LET'S SEE, COMMUNICATE FROM THE BOARD.

AT GOVERNANCE, WE DID TALK ABOUT DOING A PARENT ENGAGEMENT.

IT'LL TAKE A FEW EVENINGS.

WE'RE THINKING OF DOING IT IN OCTOBER, POTENTIALLY.

TRUSTEE OR SUPERINTENDENT CHAIRMAN, WERE YOU ABLE TO FIND SOME DATES POTENTIALLY FOR THAT?

>> I ONLY GOT CHAIRMAN DINGRI, I ONLY HEARD FROM THREE PEOPLE AND SOME WERE OUT OF TOWN.

NONE OF THEM WERE CONSISTENT SO AS WE NEEDED HERE [LAUGHTER].

>> IS EVERYONE COMFORTABLE DOING THAT NEXT MONTH IF WE CAN FIND SOME DAYS, IT WOULD BE IN THE EVENING.

WE'LL DO IT LIKE WE DID BEFORE.

FROM 5:30 TO 6:00 AS MONGER MOUNTAIN.

SO IF YOU'RE A PARENT IN MONGER MOUNTAIN ELEMENTARY, YOU WOULD GET ON THE ZOOM, WE WOULD CHAT WITH YOU, HEAR YOUR COMMENTS.

THEN WE WOULD DO 30 MINUTES AT JACKSON ELEMENTARY, 30 MINUTES.

WE ALSO THOUGHT THAT IT WAS REALLY HIGHLY SUCCESSFUL.

LAST TIME, WE DID A SEPARATE ONE FOR SPANISH-SPEAKING PARENTS WITH A TRANSLATOR.

THAT ONE SEEMED TO BE ACTUALLY BE THE MOST EFFECTIVE ONE.

WE'RE HOPING TO DO THAT ONE TOO.

>> I JUST HAD A THOUGHT SINCE WE WERE TALKING ABOUT OUTREACHING TO THE COMMUNITY AT LARGE.

HE WENT ON TO ADD ONE THAT THERE'S AN AD IN THE PAPER FOR ANYONE IN THE COMMUNITY TO JOIN.

IT JUST OCCURRED TO ME, YOU COULD THINK ABOUT IT.

>> THAT'S A GOOD IDEA.

>> THAT IS A GOOD IDEA, YEAH.

>> THAT MIGHT BE A GOOD ONE TO ADD.

WE HAVE TO DO SOMETHING IN THE PATIENTS, [LAUGHTER], ESPECIALLY IN TERMS OF [INAUDIBLE].

>> EXACTLY. IF PEOPLE HAVE QUESTIONS ABOUT IT.

>> THAT'S AN EXCELLENT IDEA.

WE COULD RUN AN AD BECAUSE THE PARENTS KNOW BECAUSE WE SENT THEM A NOTE, BUT WE COULD CERTAINLY RUN AN AD IN THE PAPER SAYING IF YOU'D LIKE TO ENGAGE WITH THE SCHOOL BOARD AND ASK HIM

[02:10:03]

ANYTHING SPAT RELATED OR CHOICES RELATED TO SCHOOLS [OVERLAPPING] OUR SCHOOLS OPERATE, THAT'D BE A GREAT IDEA.

CHARLOTTE, IS THAT SOMETHING WE COULD FIGURE OUT HOW TO DO? ANY OTHER COMMUNICATION FROM THE FORMER TRUSTEES?

>> I WOULD JUST SAY THAT THE SYSTEMS OF EDUCATION THAT'S GOING TO KICK OFF THE SCHOOL YEAR WITH A MEETING ON SEPTEMBER 27TH.

JUST IDENTIFIED YOUR LOGOS, PROGRAMS THAT WE WANT TO HAVE THE COMMITTEE'S WORK ON, AND ALSO ENTERTAINING SOME DIFFERENT WAYS OF DOING THINGS.

>> EXCELLENT.

>> WHAT TIME IS THAT?

>> SEPTEMBER 27TH.

[OVERLAPPING]

>> MY COMMENT COMES AND I'D ALREADY SPOKEN TO SUPERINTENDENT AND [INAUDIBLE].

JUST THROUGH MY DAUGHTER'S EXPERIENCE AT MONGER, THAT WITH HER FIRST WEEK SHE WAS DEALING WITH KINDERGARTEN STUDENTS AND WAS SEEING BEHAVIORS THAT SHE HAD NEVER EXPERIENCED IT WITH THE KINDERGARTNERS.

THEN SHE WENT TO THE MEETING WITH THE KINDERGARTEN TEACHERS AND THEY WOULD SAY, YES, WE'RE SEEING BEHAVIORS WE HAVEN'T SEEN BEFORE.

THE DISCUSSION I HAVE WITH MY DAUGHTER WAS THAT THESE KIDS WHO ARE IN TRIGGERED IT'S BEEN A VERY FORMATIVE TIME OF THEIR LIFE IN COVID WHERE THEY MAY HAVE BEEN ISOLATED WITH THE FAMILY.

THEY MAY HAVE BEEN JUST ISOLATED WITH AN ELECTRONIC DEVICE BECAUSE PARENTS HAD TO WORK OR WHATEVER.

I JUST THINK THAT IT'S PART OF OUR CELL WORK.

WE PERHAPS NEED TO REALLY THINK ABOUT AND LOOK AT IS THERE SOMETHING WITH THESE KIDS THAT SOME SOCIAL, EMOTIONAL THING THAT WAS MISSED BECAUSE THEY COULDN'T GO TO PRESCHOOL BECAUSE THINGS WERE DIFFERENT FOR THAT TIME PERIOD IN A VERY FORMATIVE TIME IN THEIR LIFE.

I'M NOT SURE WHAT WE'LL BE DONE HERE.

WHAT NEEDS TO BE DONE, BUT JUST, I THINK PERHAPS PEOPLE WERE AWARE THAT SOME KIDS WHO ARE SHOWING DIFFERENT BEHAVIORS AND THAT IT COULD VERY WELL GO BACK TO COVID TIME.

>> THANKS.

>> ANY OTHER COMMUNICATIONS FROM THE BOARD? [NOISE] SEEING NONE, ANY FUTURE AGENDA ITEMS WE NEED TO KNOW ABOUT SUPERINTENDENT?

>> I DON'T BELIEVE SO CHAIR DINGRI.

>> MR. CHAIR?

>> YES.

>> I THINK I BROUGHT UP A COUPLE OF MINUTES AGO THAT I THINK IT WOULD BE A GOOD IDEA TO DISCUSS IF THERE'S ANY OPTIONS FOR THE SCHOOL DISTRICT FOR HOUSING LOOK AT THIS IN LARGE.

MAYBE THERE ISN'T, BUT IT SEEMS LIKE SOMETHING THAT WE OUGHT TO LOOK INTO.

>> YOU'VE MET WITH THE [INAUDIBLE], DIDN'T YOU?

>> CHAIRMAN DINGRI, I HAVE NOT.

I HEAR PEOPLE OF THE STAFF HAVE BUT IT WAS VERY EARLY ON [OVERLAPPING].

I WOULD LOVE THE OPPORTUNITY TO RECONNECT AND SEE IF THAT MIGHT BE A VIABLE OPTION.

>> IN THE MEANTIME, WE HAVE WILLOW TO COMING ONLINE.

I JUST LIKE THE NAME. IF IT COMES UP, DID DEANNA COME UP WITH THE ONLY THING?

>> [INAUDIBLE] [LAUGHTER]

>> I JUST LOVE THAT WE CALL THEM CABINS, THE WILLOWS [LAUGHTER].

>> I THINK YOU DUMPED HIM TOO.

>> I THINK THOSE ARE GOOD ONES.

SOME OF THE SUBDIVISIONS AROUND JACKSON, THE NEW SUBDIVISIONS HAVE THIS WAY WE'RE DOING THINGS [LAUGHTER] AND NOBODY KNOWS WHAT THEY ARE.

>> ANYTHING ELSE FOR THE GOOD OF THE BOARD? YOU GUYS WERE GREAT TONIGHT.

DID ANY FEEDBACK? DID WE DO AN OKAY JOB? WAS IT ENJOYABLE? [LAUGHTER] ANYONE IN THE COUNTRY THAT YOU GUYS WOULD LIKE TO SEE ALREADY?

>> SO MANY. [LAUGHTER].

>> PLACE THE CHAIRMAN, IS THAT WHAT YOU SAID?

>> YES.

>> THANK YOU FOR HAVING ME THERE.

>> THANK YOU

>> I WOULD ENTERTAIN A MOTION TO ADJOURN.

>> AND THEN WE'LL TAKE CARE OF THE MEETING.

>> ALL THOSE FOR APPROVAL SAY AYE.

>> AYE.

>> WE ADJOURN.

>> [INAUDIBLE]
