[A. Call to Order] [00:00:05] CALL MEETING TO ORDER TO JOIN ME IN THE PLEDGE OF ALLEGIANCE. [INAUDIBLE]. START BY GOING OVER OUR VALUE. WE VALUE STUDENTS, WE VALUE TRUST, KINDNESS AND RESPECT. WE VALUE CHALLENGING STANDARDS. WE VALUE FAIRNESS AND EQUITY. WE VALUE RESILIENCE AND PERSEVERANCE. AND WE VALUE PERSONAL ACHIEVEMENT. [B. Approval of the Agenda] I WOULD ENTERTAIN A MOTION TO APPROVE TONIGHT'S AGENDA. SO MOVED. IS THERE A SECOND? IT'S BEEN MOVED AND SECONDED TO APPROVE TONIGHT'S AGENDA. ALL THOSE FOR APPROVAL SAY AYE. AYE. AND THE AGENDA PASSES. BEFORE WE GET TO THE SUPERINTENDENT'S REPORT THE NIGHT TWO OF OUR MEMBERS ARE LEAVING US, WE WANTED TO DO SOME SPECIAL THINGS FOR THEM. SO IF I COULD HAVE THE SCIENCE DEPARTMENT FROM THE JACKSONVILLE HIGH SCHOOL COME FORWARD AND MR. BROMSTAD, YOU'LL NEED TO GO STAND UP THERE WITH THEM. [INAUDIBLE] . SO ALAN, WE SAW THOSE AT PARENT TEACHER CONFERENCE AND WE WERE LIKE, OH, WE HAVE TO GET ONE OF THOSE FOR OURS. I LOVE THE UNICORN ON THE FRONT, ON THE SIDE. BUT THE UNICORN, DID THE UNICORN COME OUT OF NOTES. YEAH, BECAUSE WE MADE UP SOME MEETING MINUTES. YEAH, WE WERE TOLD TO REPORT MEETING MINUTES. AND SO IN THE MIDDLE OF THE MINUTES WE JUST DID SOME UNICORN STORY. NOBODY EVER SAID ANYTHING. [LAUGHTER]. ME, IF YOU JUST READ IT. THE EXCEPTIONS TO. THAT'S THE BEST. WELL, ALAN, THANK YOU VERY MUCH FOR YOUR SERVICE. YOUR ENTIRE BOARD REALLY APPRECIATES EVERYTHING YOU'VE DONE FOR US OVER THE LAST FOUR YEARS. AND PRIOR TO THAT, ALL YOUR TIME AT JACKSONVILLE HIGH SCHOOL, TEACHING ALL OF OUR CHILDREN. AND WE REALLY APPRECIATE ALL OF EVERYTHING YOU'VE GIVEN TO OUR DISTRICT. THANK YOU VERY MUCH. [APPLAUSE]. AND JANINE WE'VE PILED UP ALL THESE GIFTS RIGHT IN FRONT OF YOU. I WAS TOLD I CAN'T HANDLE THEM TO YOU IN PERSON BECAUSE YOU COULDN'T DO IT. SO I'VE JUST PUT THEM ALL IN FRONT OF YOU. AND LOOK AT THEM AFTER THE MEETING. IT'S BEEN 20 YEARS YOU'VE SERVED ON THIS BOARD AND IT'S BEEN 20 WONDERFUL YEARS. AND SO MUCH OF WHO THIS SCHOOL DISTRICT IS BECAUSE OF YOU. AND WE ALL RECOGNIZE THAT. AND YOU WILL BE SORELY MISSED. THANK YOU. BUT I WAS TOLD I WAS NOT ALLOWED TO GO ON WITH JANINE BECAUSE SHE WASN'T GOING TO BE ABLE TO HANDLE IT. SO WE'RE GOING TO MOVE ON AND END THIS OFF. WE'RE MOVING ON TO THE REST OF THE MEETING. ALL RIGHT. SO WE'RE GOING TO MOVE ON TO SUPERINTENDENTS REPORT. [C. Superintendent's Report] AND I'LL TURN IT OVER TO THE SUPERINTENDENT. THANK YOU, CHAIRMAN GINGREY AND TRUSTEES. ONE OF THE PRIORITIES THE BOARD HAS SET IS FOR STUDENTS TO BE NOT ONLY GREAT CITIZENS AND GREAT AND ACADEMIA N'S AND SCHOLARS AND ALSO GREAT ATHLETES AND PARTICIPANTS IN OUR ACTIVITIES. SO YOU CHALLENGED US TO PUT A SPOTLIGHT ON SPORTSMANSHIP. AND SO WE WANTED TO HONOR SOME STUDENTS. AND I'VE ASKED MIKE HANSON TO DO THE HONORS. SO LET'S START WITH THE GOOD SPORTSMANSHIP AWARDS. THANK YOU, SUPERINTENDENT CHAPMAN. CHAIR GRINGERY. MEMBERS OF THE BOARD, AS DR. CHAPMAN JUST MENTIONED, SPORTSMANSHIP IS ONE OF OUR GOALS THIS YEAR FOR OUR ACTIVITIES DEPARTMENT. TRYING TO HIGHLIGHT THAT. I'M TRYING TO STRIVE TO BE THE BEST IN THE STATE IN THAT AREA. ONE OF THE WAYS THAT WE'RE GOING TO DO THIS IS WE HAVE SOME T SHIRTS FOR GOOD SPORTSMANSHIP. AWARD WINNERS, TRY TO TAKE SOME PICTURES, BUT THINGS AROUND SCHOOL, POTENTIALLY A BANQUET AT THE END OF THE YEAR TO CELEBRATE ALL THOSE STUDENTS AND THEIR FAMILIES FOR BEING GOOD SPORTS THROUGHOUT THE SCHOOL YEAR. TONIGHT, WE HAD THREE WSHA GOOD SPORTSMANSHIP WINNERS AND A NUMBER OF MIDDLE SCHOOLERS, JACKSONVILLE MIDDLE SCHOOL COLTS THAT WERE CELEBRATING AS WELL. [00:05:08] ONLY ONE OF THE HIGH SCHOOL STUDENTS WAS ABLE TO BE HERE. SO FIRST TIME I HAD COACH HELL SHIRT ON UP AND ACKNOWLEDGE HIS MIDDLE SCHOOL COATS. OKAY. THANK YOU FOR HAVING US. MATT HILSCHER, PRINCIPAL OF MIDDLE SCHOOL. I DID SEND AN EMAIL TO GILLIAN EARLIER IN THE YEAR. IT IS FROM OUR VOLLEYBALL TEAM THAT WENT TO RIVERTON, AND I GOT THE KINDEST EMAIL FROM THEIR COACH WHEN I FIRST LOOKED AT IT AND I SAW AN INBOX. [LAUGHTER]. AND I KNEW THERE WERE A WAY AND SHE WANTED TO COMPLIMENT OUR 2 7TH GRADE GIRLS VOLLEYBALL COACHES FOR JUST BEING THE BEST SPORTSMANSHIP MINDED COACHES SHE HAD SEEN IN A LONG, LONG TIME. AND IT JUST KIND OF MADE MY DAY, MADE OUR WEEK, AND I DEFINITELY FORWARDED THAT AND TALKED TO OUR COACHES THAT MONDAY. SO IT IS A BIG PUSH FOR US. JASON HUGGINS, OUR ASSISTANT ATHLETIC DIRECTOR, STARTED A PROGRAM WHERE ONCE A WEEK THE COACHES GET TO NOMINATE MIDDLE SCHOOL ATHLETE FOR SHOWING GOOD SPORTSMANSHIP AND BEING A GOOD TEAMMATE ON THE TEAM. SO THERE'S A NEW PROGRAM FOR US, BUT IT'S BEEN GREAT SO FAR. I'M NOT SURE WHO'S ALL HERE, SO I'M GOING TO ANNOUNCE THE NAMES AND IF THEY FIND OUT YOUR NAME, PLEASE COME UP WITH THE PICTURE TOGETHER. SO REPRESENTING FOOTBALL, WE HAD CHARLIE ALLEN, [INAUDIBLE]. SURE, SIR. COOPER. JACKSON? NO. WYATT. TIMBO. OK ACE. JOHN ANDERSON I DID SEE SEAN. PARENTS. JOHN ANDERSON WAS RECOGNIZED FOR FOOTBALL. ALSO HAD AN OUTSTANDING SEASON, TOO. MASON ALI. NOW, ROCCO, I DID SEE ROCCO. ROCCO, URBI. FALLOW FIRMENICH FOR VOLLEYBALL. NO? ANA MARIA MURCIA RODRIGUES. STELLA. HEY, STELLA [INAUDILBE]. AUTUMN KEARNS. MARGARET DORNAN. NO. BROOKE WESTON. LILLIAK MARTINEK. [INAUDIBLE] CORTEZ. THERE SHE IS. THANK YOU, MAGGIE. THANK YOU FOR SHOWING UP OUR FOUR HERE. [INAUDIBLE]. SO. GOOD JOB, GUYS. THANK YOU ALL FOR COMING DOWN TONIGHT. WE REALLY APPRECIATE AND WE REALLY APPRECIATE BEING ABLE TO HONOR YOU. AND NOW WE WILL HAVE OUR ONE HIGH SCHOOL STUDENT WHO IS ABLE TO MAKE IT THIS EVENING. [D. Reports and Items for Discussion] COME ON UP HERE, WHO HAPPENS TO BE A SWIMMER. WE ALSO HAVE SOME INDIVIDUAL SWIM STATE CHAMPIONS THAT WE'RE GOING TO HAVE SOME OF COACH JENKINS COME UP HERE AND TALK ABOUT HIS SWIMMERS. HELLO, EVERYONE. THANK YOU, BOARD MEMBERS, FOR INVITING US TO INVADE YOUR MEETING TONIGHT. WE APPRECIATE THAT. THE FIRST PERSON I'M GOING TO RECOGNIZE IS RIHANNA CLANCY. SHE'S OUR SPORTSMANSHIP WINNER FOR THE SWIM TEAM OR ONE OF THEM. AND SHE IS AN ATHLETE THAT HAS BEEN SWIMMING FOR YEARS AND YEARS AND YEARS. AND SHE'S THE KIND OF ATHLETE THAT SHOWS UP AND WORKS HARD EVERY SINGLE DAY. AND SHE COULD HAVE GOTTEN THIS AWARD FOR ANY OF THE MEETS THAT SHE GOES TO BECAUSE THAT'S THE KIND OF ATHLETE THAT SHE IS. SO, BRIANNA, AWESOME JOB. THANK YOU. I'M PROUD OF YOU. AND WE JUST FINISHED UP WITH OUR STATE FOR A STATE SWIMMING, DIVING MEET. WE FINISHED FOURTH, WHICH IS OUR HIGHEST PLACE IN 4A EVER. WE HAD OUR FIRST INDIVIDUAL STATE CHAMPION. WE ALSO HAD OUR FIRST RELAY STATE CHAMPION AS WELL. SO THE 200 FREE RELAY WE HAD, WE STARTED OFF WITH AMAYA OLIVIERI, THEN WE HAD NOR, IS THAT RIGHT? NORA WILSON, VEGA SANCHEZ AND MAREN TATTERSALL. IN ORDER. THAT WAS THEIR ORDER FOR THE RELAY. AND THEN AMAYA OLIVIERA WAS ALSO A STATE CHAMPION INDIVIDUALLY IN 100 BACKSTROKE. SO THIS IS PRETTY EXCITING. AND THE BEST NEWS OUT OF ALL OF THIS IS THAT THIS IS THE OLD PERSON IN THE GROUP AND SHE'S A JUNIOR. SO ALL FOUR OF THEM WILL BE BACK NEXT YEAR, WHICH IS SUPER EXCITING. SO WE ARE EXCITED FOR THE FUTURE OF THE PROGRAM FOR SURE. SO THANK YOU SO MUCH FOR HAVING US. THANK YOU. [00:10:12] BUT I GOT THE MEETING OFF TO A GOOD START. SUPERINTENDENT, DO YOU HAVE MORE? THAT IS IT FOR OUR CELEBRATIONS. AND I APPRECIATE THE BOARD'S ENCOURAGEMENT AND SUPPORT OF FOCUSING ON GOOD SPORTSMANSHIP ABOVE EVERYTHING ELSE. THE NEXT ITEM ON THE SUPERINTENDENTS REPORT IS THE DISTRICT LEADERS REPORT. SO IF THERE ARE ANY QUESTIONS, WE'RE HAPPY TO ANSWER THOSE. ANYONE ON THE BOARD HAVE ANY QUESTIONS ON THE DISTRICT LEADER REPORT? MR. PRESCOTT? OH, I HAD ONE FOR VIENNA? IS VIENNA HERE. YES. VIENNA COULD YOU GET OR JUST EMAIL US? I'D LOVE TO SEE A COPY OF THE SCHEMATIC OF HOW YOU'RE GOING TO DO THE VESTIBULE OF THE HIGH SCHOOL. JUST CURIOUS HOW THAT'S GOING TO WORK AND WHAT DESIGN YOU'RE SORT OF COMING UP WITH. NOT THAT I HAVE ANY INPUT. I JUST WAS CURIOUS. ABSOLUTELY. MR. CHAIR, I CONFIRMED THAT TO CHARLOTTE, AND WE CAN SHARE THAT WITH YOU. AND THE SECOND THING WAS IN THE DISTRICT LEADER'S REPORT, IT SAID WE'RE STILL NOT AT FULL COMPLETION ON THE ADDITION OF THE MIDDLE SCHOOL. WHAT IS STILL MISSING THERE? THANK YOU, MR. CHAIR. WHAT WAS MISSING WAS A TEST AND BALANCE ON THE MECHANICAL SYSTEM THAT HAS BEEN COMPLETED AND AVERAGE SUBSTANTIAL COMPLETION NOW. BUT THAT WAS THE HOLDUP. THE WORD NOT WAS THERE. AND I WAS LIKE, YEAH. I WANTED TO MAKE SURE I WAS TRANSPARENT AND LET YOU KNOW THAT WE WERE STILL WORKING ON THINGS, BUT THAT HAS BEEN REMEDIED. I APPRECIATE ANYTHING. TRUST ME, MR. CHAIR. DEANNA THIS ACTUALLY MAY BE A QUESTION FOR THE SUPERINTENDENT. SOMEWHERE IN HERE, I NOTICED THAT THERE HAD BEEN AN RFP THAT WENT OUT FOR THE. OH, YEAH. IN YOUR REPORT AND FOR THE MULTIFAMILY EMPLOYEE HOUSING, RFP AND THE RANK ACHIEVEMENT RFP, COULD YOU GIVE US THE HISTORY OF THOSE AND HOW THEY WERE DRAFTED AND IF WE VOTED ON THEM OR WHAT? THANK YOU, MR. CHAIR. TRUSTEE MEAD. YES, WE DID ISSUE TWO RFP. THE RFP WE USE WAS WE USE THE STATE DOCUMENTS FOR BOTH DOCUMENT AND THE SELECTION PROCESS. SO THOSE WERE THE DOCUMENTS THAT WE USED WITH THE 24 UNIT EMPLOYEE HOUSING. PROJECT. WE ALSO PUT TOGETHER A COMMITTEE THAT INCLUDES A BOARD MEMBER. SO TRUSTEE ZUNG IS ON THAT COMMITTEE AND WE DID A SIMILAR COMMITTEE FOR THE TREATMENT CENTER AND TRUSTEE SCARLETT IS A MEMBER OF THAT COMMITTEE AS WELL AS OTHER STAFF. SO USE THE STATE DOCUMENTS AND SELECTION PROCESS. THE 24 UNIT PROJECT, WE DID GET A GOOD RESPONSE AND THE COMMITTEE DOES HAVE A RECOMMENDATION FOR THE BOARD, WHICH WE'RE PLANNING ON BRINGING FORWARD NEXT MONTH WITH THE BRONCO ACHIEVEMENT CENTER. WE DID NOT GOOD AS GOOD OF A RESPONSE AS WE'D LIKE DUE TO SOME TECHNICALITIES AND SOME HICCUPS THAT OCCURRED WITH THE RESPONDS. AND SO WE ACTUALLY NOTIFIED ALL PROPOSAL THAT WE WERE GOING TO REJECT ALL OF THOSE AND START OVER. AND WE HAVE NOT ISSUED A NEW SCHEDULE FOR THAT. INTERESTING. MEAD WE HAVE NOT VOTED ON ANYTHING YET AND WE MAY BE OUT A LITTLE AHEAD OF OUR SKIS A LITTLE BIT BECAUSE WE DON'T HAVE ANY MONEY TO PAY ANYBODY YET. WELL, I WONDERED ABOUT THAT. SO LITTLE DETAILS. YEAH. SO IT MAY BE THAT WE'RE NOT OBLIGATED TO DO ANYTHING. AND SO I THOUGHT AT THE END OF THIS MEETING, SORT OF TOWARD THE END, WE SHOULD HAVE A DISCUSSION AS TO NOW THAT THE SPENT HAVE PASSED. WHAT SHOULD BE OUR NEXT STEPS, IF ANYTHING, OR IF WE SHOULD WAIT TILL MONEY STARTS COMING IN. DO WE NEED TO DO BONDS AND BRING IN MONEY EARLY? SHOULD WE BE PROCEEDING WITH GETTING AN ARCHITECT OR SHOULD WE HOLD OFF ON GETTING AN ARCHITECT UNTIL WE GET CLOSER TO HAVING OUR MONEY? BUT IF WE COULD MAYBE DISCUSS THAT, I THOUGHT WE COULD DISCUSS IT AT THE VERY END OF THE MEETING. BUT WE SORT OF NEED TO COME UP WITH A GAME PLAN. AND IT MAY EVEN BE BETTER TO WAIT TILL NEXT MONTH TO DISCUSS THE GAME PLAN WHEN THE TWO NEW MEMBERS ARE HERE. SO AT THIS POINT, WE HAVEN'T AGREED TO DO ANYTHING. [INAUDIBLE]. GLAD TO KNOW. SEEING NOTHING FURTHER IN DISTRICT LEADERS REPORT, I THINK WHERE TRUSTEE ZUNG HAD REQUESTED A PRESENTATION TONIGHT ON MENTAL HEALTH AND SOCIAL EMOTIONAL LEARNING FOR STAFF AND STUDENTS. [00:15:02] AND I BELIEVE AJ IS GOING TO GIVE US THAT PRESENTATION. THAT'S RIGHT, MR. CHAIR. TRUSTEES, I'M GLAD WE DO HAVE TIME TO TALK ABOUT THIS IMPORTANT ISSUE STUDENT MENTAL HEALTH, SOCIAL, EMOTIONAL LEARNING. AND FOR THE SAKE OF THE CONVERSATION, I'M GOING TO FOCUS ON STUDENTS AND STAFF. IF YOU GO TO THE FIRST SLIDE, YOU'LL SEE JUST AS FAR AS AN OUTLINE. LET'S TALK ABOUT STUDENTS A LITTLE BIT FIRST THAT SUPPORTS AND THEN I KNOW THERE WAS ALSO SOME QUESTION CONVERSATION AROUND OK. SO YOU'RE DOING A LOT OF THESE THINGS. HOW DO YOU ACTUALLY EVALUATE THE IMPACT OF THE MENTAL HEALTH EFFORTS OR THE SOCIAL EMOTIONAL LEARNING PROGRAM? AND HOW DO YOU KNOW WHAT THE NEEDS ACTUALLY ARE ACROSS YOUR SCHOOLS, ACROSS THE DISTRICT? SO WE'LL TALK ABOUT THAT KIND OF DATA EVALUATION PIECE AS WELL TOWARDS THE END FOR THE FIRST. SO STUDENT SUPPORTS, I MEAN, I DO WANT TO KICK OFF BY SAYING THIS IS SOMETHING THAT'S A BIG PRIORITY FOR US FOR YEARS. IT'S NOTHING NEW AT THIS POINT. I THINK WHAT WE'D LIKE TO SPEAK TO YOU OR AT LEAST SHARE WITH YOU ARE SOME OF THE SPECIFIC EFFORTS THAT ARE GOING ON THIS YEAR. THIS PROBABLY REPRESENTS A FRACTION OF WHAT'S ACTUALLY GOING ON IN OUR INDIVIDUAL BUILDINGS AND ACROSS THE DISTRICT. SOME OF THE THINGS I WANTED TO HIGHLIGHT, AT LEAST FROM STUDENTS FOR PERSPECTIVE OF THE FIRST ONE, INCREASED ACCESS TO OUTSIDE COUNSELING SERVICES. SOME OF YOU ARE AWARE WE'VE HAD THE GENE SMITH FUND IN PLACE FOR YEARS NOW, AND THANKS TO FUNDRAISING EFFORTS AND GRANT EFFORTS, WE CONTINUE TO KIND OF FURTHER EXPAND AND SUPPORT THAT. ESSENTIALLY, THAT FUNDING RESOURCE. AND WHAT DOES THAT DO THAT PROVIDES STUDENTS WITH ACCESS TO OUTSIDE COUNSELING SERVICES THAT THEY MAY NOT OTHERWISE HAVE ACCESS TO? SO WE'RE CONTINUING TO KIND OF SUPPORT AND EXPAND ACCESS TO THOSE SERVICES. LARGELY, THAT'S THROUGH A PARTNERSHIP WITH THE COMMUNITY COUNSELING CENTER. YEAH, A.J. HOW DOES THIS WORK? AND HOW LONG DOES IT TAKE A STUDENT? IF A STUDENT COMES TO A COUNSELOR OR SOMEBODY IN THE SCHOOL SAID, I NEED HELP? LIKE NOW, DO THEY HAVE TO WAIT A WEEK? DO THEY WAIT A MONTH? DO THEY HAVE IMMEDIATE ACCESS TO SERVICES? THERE'S VARIATION DEPENDING ON ARE WE IN CRISIS OR IS IT JUST MAYBE WE'RE NOT IN CRISIS, BUT WE KNOW WE'D REALLY NEED SOME OUTSIDE COUNSELING SERVICES FOR WHATEVER THE MAYBE IT'S GRIEF, MAYBE WHATEVER THE ISSUE ACTUALLY IS. SO AS FAR AS HOW IT WORKS, AND I'M GOING TO ALLUDE TO PARE TRUDEL HERE BECAUSE SHE PLAYS A BIG ROLE IN NOT JUST THIS PROCESS, BUT ESSENTIALLY EVERYTHING WE HAVE UP HERE. IF A STUDENT HAS A NEED, WHAT WE DON'T DO IS SAY, HEY, WHO IS THERE? ANYONE WHO WANTS COUNSELING SERVICES COME AND APPLY. THAT'S NOT HOW WE RUN IT. INSTEAD, IT'S KIND OF COMES THROUGH SOME OF OUR SYSTEM INSTRUCTORS. SO AS TEAMS, WHETHER IT'S NPS TEAMS, PLCS ADMINISTRATIVE TEAMS, AS NEEDS ARE BOILING UP FOR INDIVIDUAL STUDENTS, THEN THAT'S WHERE THAT CONVERSATION GOES OF IS OUTSIDE. DOES IT SOUND LIKE EITHER THIS FAMILY'S INTERESTED IN OR MAYBE WE THINK THEY WOULD BENEFIT FROM OUTSIDE COUNSELING SUPPORTS? IT'S MAYBE MORE INTENSIVE THAN WHAT WE WOULD PROVIDE WITHIN A SCHOOL SETTING. AND THEN THERE WOULD BE A CONVERSATION WITH THAT STUDENT OR THAT STUDENT'S FAMILY AS FAR AS ACCESSING THOSE SERVICES. THERE ARE THERE'S A CAP TO WHAT THAT ACTUALLY PROVIDES, BUT I THINK IT SERVES A GOOD FUNCTION OF AT LEAST GETTING THAT INITIAL CONNECTION TO FORMAL OUTSIDE COUNSELING SERVICES. SO LARGELY GETTING THAT ACCESS THROUGH AND JUST STRUCTURES AND REFERRAL SYSTEMS. BUT WHAT ABOUT WE HEARD SOME COMPLAINTS THOSE OF US WENT THROUGH WENT TO, WHAT, 22 OR 21 OR 21 OR 22 FROM STUDENTS ACTUALLY, WHO WERE THERE, WHO HAD NO IDEA THAT THERE WAS ANY ACCESS TO COUNSELING SERVICES. SO HOW ARE WE MAKING IT KNOWN TO STUDENTS THAT THIS IS AVAILABLE EVEN IF THEY'RE NOT IN THE MTS STRUCTURES? YEAH, I MEAN, I GUESS I THINK THAT IS AN AREA OF IMPROVEMENT FOR US. LIKE WE'VE BEEN ESPECIALLY, I THINK, GO FOR THE INCREASED FUNDING THAT WE'VE HAD HERE. WE COULD IF I THINK THAT IF WE KIND OF MORE PROACTIVELY PUSHED IT OUT, WE MIGHT, THOSE FUNDS MIGHT HAVE DRIED UP IN TWO WEEKS AND THAT'S THE END OF THAT PROGRAM. SO KNOWING THAT IF I THINK THIS GOES BACK TO KIND OF DATA INFORMING OUR ADJUSTMENT, IF WE'RE SEEING MORE AND MORE INTEREST FROM MORE AND MORE STUDENTS, THAT HOW DO WE FURTHER INCREASE THE FUNDS THAT ARE THERE SO THAT NOW IT'S NOT JUST REACTING TO I WOULD SAY HOPEFULLY I CAN USE THIS LANGUAGE, BUT TWO OR THREE LITTLE NEEDS BUT CAN SUPPORT START SUPPORTING MORE OF THE YOU DON'T HAVE TO HIT THE PRICE ASSESSED TO REFER. I'D LIKE TO JUST ADDRESS THAT. ONE THING WE DID AT THE MIDDLE SCHOOL IS WE DID START A MORNING CHECK IN PROGRAM WHERE STUDENTS EVERY SINGLE DAY FILL OUT A SURVEY AND THEY CAN REQUEST TO SPEAK TO ME OR A DIFFERENT ADMINISTRATOR, A COUNSELOR, THE SRO OR. YEAH. AND SO I'VE MET WITH MAYBE A DOZEN KIDS SO FAR THIS YEAR THAT HAD TO TELL ME ONE THING OR ANOTHER. [00:20:05] AND THEN THE COUNSELING TEAM THAT TREES THE SURVEY AND THEN THEY GET THE SAME REPORT AND CAN MEET WITH STUDENTS ON THAT SAME DAY. SO YEAH, THANKS, MATT. SO I'LL MOVE ON TO THE NEXT ITEM. TALKING ABOUT EXPLICIT PAY FOR THEMSELVES, SOCIAL EMOTIONAL LEARNING, THINGS LIKE THE ACRONYM STANDS FOR. AND THIS IS SOMETHING, AGAIN, THAT'S BEEN IN PLACE FOR NINE OR TEN YEARS OR SO REALLY INDICATE IN DIFFERENT VERSIONS OF K 12 LEVEL. THE REASON I CALL IT THE K FIVE IS WE'VE USED A YOU MAY HAVE HEARD OF IT SECOND STEP CURRICULUM, VERY STRONG EVIDENCE AND RESEARCH BASE, PROBABLY AS STRONG OR STRONGER THAN ANY OTHER K FIVE SOCIAL EMOTIONAL LEARNING CURRICULUM THAT THERE IS. BUT IT WAS GETTING OUTDATED, IT WAS GETTING STALE, STUDENT ENGAGEMENT WAS WANING. TEACHERS WEREN'T THAT EXCITED ABOUT IT, ESPECIALLY, I'D SAY OVER THE PAST 3 TO 5 YEARS THAT WAS WANING. LUCKILY, THEY UPDATED THEIR PROGRAM COMPLETELY. SO SAME CONTENT, BUT LITTLE MORE KIND OF MODERN, MORE ENGAGING, MORE USER FRIENDLY. SO WE USE SOME OF OUR GRANT FUNDS TO JUST UPDATE ALL OF OUR RESOURCES TO THE NEW VERSION. AND THE FEEDBACK WE'VE HAD SO FAR HAS BEEN PRETTY POSITIVE AS FAR AS STUDENT ENGAGEMENT, AS WELL AS EASE OF USE FROM THE FACILITATOR OR WHOEVER'S ACTUALLY DELIVERING THE LESSONS AS WELL. AJ DO YOU THINK YOU HAVE ENOUGH MONEY? WHOA. WELL, EXCUSE ME, MR. CHAIR. TRUSTEE. TRUSTEE, MA'AM. YOU KNOW, WHEN PEOPLE SAY. THAT'S A GOOD QUESTION. IT'S A GOOD QUESTION. SO. THAT WAS WHY I'M ASKING YOU THE QUESTION. THERE'S. THERE'S A PROPOSED BILL COMING FORWARD. NOVEMBER 15 OR 16. I DON'T REMEMBER WHICH DAY THAT WOULD OFFER $120,000 GRANTS TO DISTRICTS. AND WE TALKED ABOUT THERE WAS A GROUP OF US THAT TALKED ABOUT IT MONDAY MORNING. AND THE QUESTION IS, FIRST OF ALL, IT MAKES US A LITTLE ILL AT EASE BECAUSE IT COMES OUT OF A SCHOOL FOUNDATION PROGRAM. IT MEANS THERE'S LESS MONEY FOR BLOCK GRANTS. SO THEN THE QUESTION BECOMES, WHERE IS IT REALLY BEST AID TO DISTRICTS NEED THE MONEY BASED ON FEDERAL FUNDS THAT THEY HAVE ACCESS TO AND SO ON AND SO FORTH. AND B, IF THE ANSWER'S YES, ISN'T IT THE BEST PLACE MAYBE THAT IT WOULD COME OUT OF THE DEPARTMENT OF HEALTH, WHERE IT WOULD BE MORE OF A COMMUNITY FOCUSED GRANT VERSUS JUST A SCHOOL BASED GRANT? SO IF YOU COULD PROVIDE ME ANY INPUT BY THE 15TH OR 16TH, I'D APPRECIATE IT. DO YOU WANT ME TO RESPOND TO THAT? SURE. YOU'VE GOT ONE. MR. TRUSTEE SO I GUESS I WOULD SAY IF IF WE HAVE MORE RESOURCES, WE WOULD MAKE USE OF THOSE IMMEDIATELY. AND I REALLY APPRECIATE YOUR LATTER REFERENCE THERE AS FAR AS BETTER MEETING THE NEEDS OF ALL OF OUR STUDENTS, WHETHER IT'S MORE OF A TIER THREE TYPE OF NEED OR JUST THE SOCIAL EMOTIONAL LEARNING AND THE MENTAL HEALTH, THE WELL-BEING OF OUR ENTIRE COMMUNITY AND ESPECIALLY OUR STUDENTS, A COMMUNITY EFFORT IS BY FAR GOING TO BE THE MOST EFFECTIVE ROUTE THERE. I MEAN, THERE ARE THINGS THAT WE CAN CONTINUOUSLY IMPROVE ON AND DO BETTER, WHETHER, AGAIN, SOCIAL LEARNING, STUDENT SUPPORTS, DEVELOPING STUDENT CONNECTEDNESS, AND WE CAN INVEST IN PROFESSIONAL DEVELOPMENT AND SYSTEMS AND STRUCTURES THAT SUPPORT THAT. AND THAT'S WHAT ALL OF OUR SCHOOLS DO NOW. AND WITH MORE FUNDS, WE COULD CONTINUOUSLY DO A BETTER JOB WITH THAT, PROVIDE MORE EFFORT, MORE, BE MORE INTENTIONAL. BUT A COMMUNITY APPROACH IS WHAT'S GOING TO BE WE FEEL MOST HELPFUL BECAUSE THEY'RE NOT JUST IN SCHOOL ALL DAY LONG, AND SOMETIMES THERE ARE NEEDS THAT DO SURPASS WHAT IS APPROPRIATE TO BE DELIVERED IN A SCHOOL. SO COMING FROM THAT COMMUNITY PERSPECTIVE, AND IT'S EVEN ONE THAT KIND OF MENTIONED OUT HERE, IT'S A COLLABORATIVE EFFORT THAT I THINK WE HAVE TO ENGAGE IN WHEN WE START TALKING ABOUT MENTAL HEALTH OF OUR STUDENTS. THANK YOU. PRINCIPAL HOW SHOULD START OF THE DAILY CHECK AND CHECK OUT PROGRAM? AND WE'VE HAD VERSIONS OF CHECK IN AND CHECK OUT ACROSS OUR SCHOOLS FOR ANOTHER ONE OF THOSE FOUR YEARS. BUT I KNOW BOTH OUR MIDDLE SCHOOL AND OUR HIGH SCHOOL HAVE INVESTED IN DOING THIS WITH EVEN MORE FIDELITY. ULTIMATELY, THE SIMPLE VERSION OF THIS IS THAT YOU MIGHT HAVE A GROUP OF STUDENTS IDENTIFIED FOR ONE REASON OR ANOTHER, WHETHER IT'S NEED TO DEVELOP STRONGER RELATIONSHIPS AND SCHOOL CONNECTEDNESS, MAYBE THEIR SPECIFIC SOCIAL EMOTIONAL LEARNING NEEDS OR BEHAVIORAL NEEDS, AND THAT INDIVIDUAL STUDENTS CHECKING IN WITH IN A STRUCTURED SETTING AND CHECKING IN WITH AN ADULT AT THE BEGINNING OF SCHOOL AND THEN AT SCHOOL WHEN TO SPEAK TO STUDENTS AT THE HIGH SCHOOL, IT'S TO BE SURE, FROM THE COALITION SHE REACHED OUT TO SOME OF OUR SECONDARY PRINCIPALS. I'M GOING TO USE THE WORD LIVING WORKS AS A KIND OF SUICIDE PREVENTION INTERVENTION TRAINING GROUP. [00:25:05] SO LIVING WORKS, I'M GOING TO COME BACK TO THEM IN A LITTLE BIT, BUT THEY PROVIDE ONE OF MANY TYPES OF FEEDBACK PROVIDE SAFE TRAINING. AND SO WHAT BEVERLY REACHED OUT IS CAN WE DO THIS WITH OUR STUDENTS? SO WE ARE WE ALREADY HAD ORGANIZED EFFORTS FOR MORE TRAINING, FOR MORE STAFF. WE LOVE THE IDEA OF HAVING SMALLER GROUPS OF STUDENTS GO THROUGH THIS TYPE OF TRAINING AS WELL. OUR PLAN IS TO HAVE A SESSION IN DECEMBER. THINK WE LANDED ON ABOUT 20 TO 25 FOR THAT FIRST SESSION. IF THAT GOES WELL, WE'D LOVE TO KEEP REPLICATING THAT TO ALL OF OUR SECONDARY STUDENTS. SO WE'RE EXCITED TO GET THAT OFF THE GROUND IN DECEMBER. A COUPLE OF QUICK THINGS. CONNECTION, JUST SOME VIRTUAL FAMILY NIGHTS. OBVIOUSLY THIS IS FOR PARENTS, BUT IT'S ABOUT SUPPORTING PARENTS IN THEIR SUPPORT OF THEIR STUDENTS. SOME OF THE TOPICS THAT WE'LL GET AT ARE ONLY ACCESS FOR STUDENTS WHO MAY BE SHOWING SIGNS OF ANXIETY AND DEPRESSION. LAST WEEK WE HAD OUR FIRST FAMILY UNIVERSITY OF THE YEAR, FOCUSING ON STUDENT WELLBEING AND MENTAL HEALTH, GOING BACK TO A COMMUNITY COLLABORATION. WE HAD TEACH ON YOUTH AND FAMILY SERVICES, CURRENTLY COMMUNITY COUNSELING CENTER, AND THEN SOME OF OUR OWN PRESENTERS, SANDRA SANDERSON, ABIGAIL MASON, PRESENTING ON TOPICS FOR FAMILIES RELATED TO STUDENT WELLBEING. I THINK THE LAST POINT A COUPLE OF I'M SKIPPING OVER LAST WEEK TO SPEAK TO ALREADY STARTED TO IS EMPTY STRUCTURES. AND I KEEP SAYING IT'S AGAIN NOTHING NEW HERE AND THAT WE'VE HAD STRUCTURES RELATED TO ACADEMICS AND BEHAVIORS IN PLACE IN ALL OF OUR SCHOOLS FOR YEARS NOW. BUT GENERALLY SPEAKING, WHAT WE'RE SAYING IS ALL OF OUR SCHOOLS HAVE SOME, EVEN THOUGH YOU'LL SEE DIFFERENCES, ESPECIALLY WHEN YOU START MOVING VERTICALLY, THE DIFFERENCE BETWEEN K FIVE VERSUS SIX EIGHT VERSUS 912. BUT GENERALLY SPEAKING, ALL OF OUR SCHOOLS HAVE SOME SYSTEM OF BEING CLEAR ON WHAT ACCEPTABLE TYPES OF KIND OF BEHAVIORS AND SOCIAL EMOTIONAL LEARNING EXPECTATIONS ARE THEN SOME DEGREE OF DATA COLLECTION, WHETHER IT'S SURVEY OR STUDENT RATINGS, TO KIND OF SCREEN FOR MENTAL HEALTH OR BEHAVIORAL NEEDS. AND THEN THAT DATA GOES TO INDIVIDUAL PROBLEM SOLVE EITHER TO PLC LEVEL OR BUILDING MIX. TEAMS ARE TAKING THAT DATA AND SAYING, OKAY, ARE THERE STUDENTS HERE THAT NEED ADDITIONAL SUPPORT THAT MAY NOT BE NEEDING SUPPORT, OUR STUDENTS RESPONDING TO OUR SUPPORTS. SO JUST BECAUSE A STUDENT COMES UP ON THOSE SCREENERS DOES NOT MEAN THAT THEY NEED SUPPORT. THAT'S WHERE IT TAKES THE DATA. PLUS KIND OF THE TEACHER INTERPRETATION ON WHAT OUR STUDENTS ACTUALLY NEED. BUT THOSE ARE PROCESSING CENTER AND REPLICATED THROUGHOUT THE COURSE OF THE YEAR IN ALL OF OUR SCHOOLS. IF IT'S OKAY WITH YOU, I'LL MOVE ON TO STAFF SUPPORTS. STOP SHORT SLOT BECAUSE THE IS GOING TO ADD TO THE WELLNESS INITIATIVE. THE ONLY THING THAT I WANTED TO ADD AND I KIND OF STARTED SPEAKING TO IT ON THE PREVIOUS SLIDE, IS SUICIDE AWARENESS, RESPONSE AND INTERVENTION EFFORTS WE'VE HAD. WE ALWAYS DO AN ANNUAL TRAINING FOR OUR STAFF. THAT'S KIND OF JUST THE BARE, THE BASICS OF WHAT TO KNOW AROUND SUICIDE AWARENESS, PREVENTION AND PREVENTION. WE DID HAVE EFFORTS THIS YEAR TO BE MAYBE MORE COMPREHENSIVE AROUND WHAT THAT TRAINING ACTUALLY LOOKS LIKE. SO GOING BACK TO THAT LIVING WORK GROUP THAT I MENTIONED BEFORE, WE ARE CERTIFIED STAFF HAVE EITHER ARE ALL ALMOST ALL COMPLETED OR AND IF NOT NEAR COMPLETION OF LIVING WORK START, WHICH ESSENTIALLY IS A 90 MINUTE KIND OF IT'S THE SHORTEST VERSION, 90 MINUTE ONLINE TRAINING AROUND SUICIDE AWARENESS AND INTERVENTION. AND I'VE PROBABLY DONE SIX OR SEVEN LIKE ONLINE TYPES OF SUICIDE AWARENESS AND PREVENTION TRAININGS. THIS DEFINITELY WAS THE BEST ONE. WE WERE REALLY GLAD WITH THE QUALITY, GIVEN THE ONLINE AND AGILE TO SAY, I WATCHED MY WIFE DO THAT TRAINING ON HER LAPTOP. IT WAS REALLY IMPRESSIVE. YEAH, NORMALLY YOU SIT THROUGH A TRAINING AND THEY TELL YOU STUFF. THIS TYPE OF TRAINING, THEY MAKE YOU STOP. YOU HAVE TO REPEAT LIKE THEY RECORD YOUR VOICE AND SAY THE STATEMENTS THAT YOU NEED TO SAY TO A PERSON, I THINK THIS IS SERIOUS. I THINK WE NEED TO TAKE ACTION TOGETHER. LET ME MAKE A PHONE CALL FOR YOU AND THEN YOU STOP AND THEN LISTEN TO WHAT YOU JUST SAID. AND DID YOU SAY IT THE WAY THEY'RE TELLING YOU TO SAY IT SO EMPHATICALLY TO SOMEONE? I WAS VERY IMPRESSED BECAUSE IT WASN'T JUST A PASSIVE WATCH, A VIDEO THING. IT WAS VERY ACTIVE AND IT WAS INTENSE. THEY HAVE THESE VERY INTENSE VIGNETTES WHERE IT'S REAL ACTORS AND THEY'RE IN THESE PEOPLE INTERACTING AND THEY'RE SAYING THINGS AND YOU'RE LISTENING AND THE ADULT ONES ARE FINE. THE CHILDREN ONES WERE REALLY DIFFICULT TO LISTEN TO THE FAMILY. [00:30:05] ALL THE BOARD HAVE ACCESS TO THAT. YEAH, THAT WOULD BE A GOOD ONE. IT'S A REAL FASCINATING TRAINING FOR FOR ALL WALKS OF LIFE AS TO WHAT TO DO WHEN SOMEONE YOU SEE THAT. YEAH, I WAS VERY IMPRESSED WITH IT. THANKS FOR ADDING THAT. I WAS KIND OF SHARING YOUR EXPERIENCE BECAUSE THAT IS THE CASE. THERE ARE A LOT OF ONLINE MODULES THAT YOU'LL GET THE BASIC INFO AND IF YOU'RE REALLY INTERESTED IN IT, YOU'LL BE ABLE TO GET SOMETHING FROM IT. BUT IT REALLY THIS ONE DOES IT DOES HAVE ROLE PLAYS AND IT'S NICE BECAUSE THE ROLE PLAYS ARE SAFE. YOU'RE NOT DOING IT IN FRONT OF TEN PEOPLE AND I MAKE THAT. I USE THAT AS AN EXAMPLE BECAUSE OUR SITE COUNSELORS, SOCIAL WORKERS AND A FEW OTHER SUPPORT STAFF TODAY AND TOMORROW, THEY'RE IN THE LIVING WORKS ASSIST TRAINING, WHICH IS KIND OF THE TWO DAY INTENSIVE VERSION OF THAT. AND THEY ARE DOING A LOT OF WE'VE HAD THAT IN THE COMMUNITY IN THE PAST. THIS IS PROBABLY NO BETTER THAN ME, AT LEAST THE THIRD, IF NOT THE FOURTH TIME THAT WE'VE HAD THIS IN OUR COMMUNITY. WE WERE DUE FOR A REFRESHER AND WANTED NEW STAFF TO BE TRAINED, BUT THERE IS A LOT OF ROLE PLAYING. IT IS REALLY INTENSE AND YOU'RE WITH A LOT OF OTHER STAFF THEY'RE DOING. IS IT A POSSIBILITY THAT YOU COULD ADD SUPPORT TO THAT? WE COULD DO THE TRAINING IF WE SO CHOSE? DEFINITELY, YEAH. YOU'LL SEE IT IN NEXT WEEK. AM I MISSING ANYTHING FOR. OH, SO WE HAVE WE ARE ALL I JUST MENTIONED OUR MENTAL HEALTH PROVIDERS RIGHT NOW, TODAY AND TOMORROW DOING THEIR LIVING WORKS ASSIST AND KIND OF OUR LAST PIECE, NOT LAST PIECE BECAUSE THE WORK NEVER ENDS. BUT WE ARE WE STILL WE'RE WORKING WITH THE COMMUNITY COUNSELING CENTER TO WORK WITH SOME OF OUR CLASSIFIED DEPARTMENTS, WHICH WE HAVEN'T SET UP YET, BUT LIKE TRANSPORTATION DEPARTMENT FOOD SERVICE TO DO MORE SMALL GROUP TYPE OF TRAINING THERE. YEAH. SO WHAT IS NICE ABOUT THAT IS YOU HAVE LIVING WORDS. YOU'RE KIND OF USING THE SAME LANGUAGE WITH STUDENTS, WITH STAFF. SO IT'S A GOOD STRUCTURE. AND THAT MEANS THAT SO PART OF STAFF SUPPORT, THERE'S A LOT OF STUFF THAT GOES ON INDIVIDUALLY. IF YOU TALK INDIVIDUALLY WITH EVERY PRINCIPAL, THEY'RE GOING TO BE ABLE TO SPEAK TO SOME WAY IN WHICH THINGS THAT THEY'VE DONE LAST YEAR AND THIS YEAR AROUND STAFF SUPPORT COMMUNITY BUILDING, THOSE TYPES OF PIECES. BUT FROM A DISTRICT EFFORT, I THINK OUR WELLNESS INITIATIVE AND WORK IS A LOT OF STUFF WE WANT TO SHARE. SO. HEATHER. RIGHT, ALEX. SO WE ARE MATCHING. WE ONLY HIRE PEOPLE NAMED HEATHER, AND WE HAVE THE SAME DRESS CODE. ALL RIGHT. MR. CHAIR, TRUSTEES. I'M HEATHER SHAWN, THE HR MANAGER. OUR HR DEPARTMENT HAS BEEN VERY FORTUNATE THIS YEAR TO BE ABLE TO HIRE A BENEFITS AND WELLNESS SPECIALIST. SO HEATHER KAVINSKY, THERE WILL BE A PRONUNCIATION OF HER LAST NAME AFTER, BUT SHE'LL SHARE IN A MINUTE HER VISION OF STAFF WELLNESS IN TERMS OF THE OF HER GOALS AND THE ACTIVITIES THAT WE'VE ALREADY ACCOMPLISHED AND WHAT WE HAVE ON THE HORIZON. WE HAVE SEVERAL GOALS THAT WE HOPE TO ACCOMPLISH THIS YEAR. WITH THE ADDITION OF OUR SPECIALIST, WE HOPE TO OFFER A VERY ROBUST WELLNESS FOCUS TOWARDS ALL STAFF THIS YEAR AND FOR YEARS TO COME. AND WELLNESS CAN LOOK VERY DIFFERENT BY INDIVIDUALS. SO HOPEFULLY WE HAVE SOME EDUCATION ON WHAT WELLNESS IS AND IT GETS PEOPLE TO THINK OUTSIDE THE BOX. WE HOPE WE HAVE ENOUGH OFFERINGS THAT EVERYONE WILL FIND SOMETHING THAT THEY LIKE TO DO AND THAT'S FUN AND ENGAGING WHILE ALSO OFFERING ACTIVITIES THAT CHALLENGE STAFF TO THINK OUTSIDE OF THE BOX. WHEN IT COMES TO WELLNESS, OUR VISION IS SIMILAR TO AGEAS AS A STRUCTURED OR TIERED APPROACH TO WELLNESS. SO THE FIRST TIER WOULD INCLUDE ACTIVITIES THAT ALL STAFF WILL HAVE ACCESS TO PARTICIPATE IN. THE SECOND TIER MIGHT LOOK A LITTLE MORE LIKE ACTIVITIES THAT ARE CHALLENGES OR VOLUNTARY ACTIVITIES THAT MAYBE THEY HAVE TO SIGN UP FOR AND THEY'RE VOLUNTARILY PARTICIPATING. SO MAYBE IT'S FOR THOSE SEEKING THE NEXT LEVEL OF WELLNESS OR THOSE THAT NEED A LITTLE PUSH TO CONSIDER ALL THINGS WELLNESS RELATED. THE THIRD TIER MIGHT INCLUDE MORE SPECIFIC OFFERINGS FOR THOSE THAT HAVE A MORE CHALLENGING OR SEVERE NEED. OR MAYBE THEY'RE AT THE TOP OF THEIR WELLNESS GAME AND WE JUST NEED TO KEEP THEM ENGAGED AND CHALLENGED. SO IT'S ABOUT MEETING STAFF WHERE THEY ARE. WE'LL DO THIS BY OFFERING A VARIETY OF ACTIVITIES AND PROGRAMING THAT WILL INCLUDE SPEAKERS, PRESENTATIONS AND SERVICE OFFERINGS THAT ARE BOTH IN-PERSON AND VIRTUAL SETTINGS. OVERALL, WE'RE HOPING TO ENCOURAGE HEALTHY BEHAVIORS, ESTABLISH HABITS AND PROVIDE SUPPORTS TO STAFF. WE LOOK TO IMPROVE EMPLOYEE ENGAGEMENT, CELEBRATE STAFF, IMPROVE RECOGNITION AND OVERALL RETENTION, REDUCE HEALTH CARE CLAIMS, WHICH MIGHT BECOME IMPORTANT WHEN [00:35:03] WE GET TO OUR RENEWAL PROCESS AND PROVIDE MENTAL HEALTH SUPPORT AND OFFER SUPPORT AROUND LIFE EVENTS SUCH AS MARRIAGE DEPENDENCY, PARENTING, ELDER CARE AND GRIEF, AND STRENGTHEN THE COMMUNITY BETWEEN BUILDINGS AND DEPARTMENT AND REALLY PROVIDE AN EDUCATIONAL SETTING AROUND BENEFITS AND WHAT'S AVAILABLE FOR STAFF. WE LOOK, WE DON'T HAVE AS MUCH DATA AS AJ NORMALLY HAS IN HIS PRESENTATIONS BECAUSE THIS IS A NEW PROGRAM FOR US THIS YEAR. SO WE'RE JUST TRYING TO THROW EVERYTHING AT IT AND SEE WHAT STICKS. AND I'LL TURN IT OVER TO HEATHER TO TALK ABOUT HER GOALS AND CURRENT EVENTS. OKAY. MR. CHAIR. TRUSTEES, I'M HEATHER KAMINSKI, THE BENEFITS AND WELLNESS SPECIALIST. TO ADD WHAT HEATHER SAID, AS WE ARE LAUNCHING WELLNESS 22, WE'LL BE FOCUSING ON FUN EDUCATIONAL PROGRAMING FOR STAFF IN THE HOPES THAT WE WILL GET THEIR PARTICIPATION AND THEIR BUYING. SO IF WE HAVE TO INTRODUCE A HEAVIER TOPIC, THEY WILL CONTINUE TO TRUST THE PROGRAMING AND CONTINUE TO PARTICIPATE. SO IN OCTOBER WE LAUNCHED WELLNESS 22 WITH ON SITE FLU SHOT PROGRAMING. WE DID THIS IN COLLABORATION WITH PUBLIC HEALTH AND WITH THE HELP OF THEIR MOBILE VACCINE BUS, WE WERE ABLE TO VACCINATE 194 STAFF AT THE TOWN SCHOOLS. TO FOLLOW UP, WE HELD STAY HEALTHY 22 ONSITE EDUCATIONAL WELLNESS EVENTS REGARDING COLD AND FLU PROGRAMING. REGARDING COLD AND FLU PREVENTION. THE EVENTS TOOK PLACE AT 14 BUILDINGS AND WE HAD 263 EMPLOYEES ATTEND. EACH ATTENDEE RECEIVED AN IMMUNE BOOSTING JUICE SAMPLE, A SHOWER STEAMER AND HEALTHY RECIPES. WE ALSO HAD TWO NURSES ON SITE TO ANSWER ANY COLD AND FLU RELATED QUESTIONS. SO HERE AT UCSD, NOVEMBER IS GRATITUDE MONTH. WE'RE ABOUT HALFWAY THROUGH OUR MONTH LONG GRATITUDE CHALLENGE. IT'S A VIRTUAL CHALLENGE, AND WE HAVE ABOUT 144 PARTICIPANTS. SHOWING GRATITUDE HAS BEEN CONNECTED TO IMPROVING HAPPINESS RESILIENCE, LOWERING STRESS, LOWERING BLOOD PRESSURE, AND HELPING WITH BURNOUT. SOME OF THE TOOLS THAT THE PARTICIPANTS WILL BE RECEIVING IN THIS CHALLENGE ARE GUIDED GRATITUDE, MEDITATIONS AND BREATHING EXERCISES. AND AS A SURPRISE REWARD, WELL, THERE WILL BE A SURPRISE REWARD, BUT WILL BE A SURPRISE REWARD FOR THOSE PARTICIPATING IN THE CHALLENGE. IN DECEMBER, WE'RE GOING TO FOCUS ON SELF CARE. I THINK WE ALL START TO FEEL A LITTLE BIT OF BURNOUT AROUND THE HOLIDAYS IN DECEMBER. SO I'M WORKING WITH LOCAL WELLNESS BUSINESSES TO SECURE DISCOUNTS FOR STAFF ON THEIR SERVICES FOR THE MONTHS OF DECEMBER AND JANUARY. AT THE END OF THE MONTH, WE'LL ALSO BE HAVING A HOLISTIC HAPPY HOUR EVENT WITH A VERY SPECIAL GUEST, DR. CHAPMAN. WE'LL ALSO HAVE A REFLEXOLOGY AND A SINGING BOWLS, SOUND BATHS. SPECIALIST STAFF WILL BE RECEIVING A REFLEXOLOGY ALONG THE WAY. WE'RE NOT DOING CARPOOL KARAOKE HERE. THAT'S WHY WAS SPECIAL. YES. YES, STAFF WILL BE GIVEN A REFLEXOLOGY BALL AS A GIFT AND THEN A DEMONSTRATION ON HOW TO USE IT. LOOKING FORWARD TO NEXT YEAR. I'M HOPING TO. I'M LOOKING INTO ERP PROGRAMS WHICH ARE EMPLOYEE ASSISTANCE PROGRAMS. THEY PROVIDE MENTAL HEALTH COUNSELING SESSIONS TO STAFF AND THEIR FAMILIES BY LIFE AND MEDICAL PROFESSIONALS. THEY ALSO INCLUDE CRITICAL INCIDENT PLANS THAT PROVIDE ONSITE COUNSELING AS A RESULT OF A TRAUMATIC EVENT. THESE PROGRAMS ALSO HAVE LEGAL AND FINANCIAL SUPPORT. MARRIAGE AND SUBSTANCE ABUSE SUPPORT STAFF DISCOUNTS VIA A PERKS PROGRAM. THEY HAVE INFORMATION ON FITNESS AND HEALTH AND RECOGNITION STAFF RECOGNITION. AND SO ONE THIS LOOKS DIFFERENT FOR EVERYONE, AND IT'S MY HOPE THAT THIS PROGRAMING INTRODUCES STAFF TO NEW TOOLS THAT THEY CAN USE TO IMPROVE THEIR OVERALL MENTAL HEALTH AND PHYSICAL HEALTH. THANK YOU. ANY QUESTIONS? THANK YOU FOR THAT PRESENTATION. I LOVE EVERYTHING YOU'RE DOING. I REALLY APPRECIATE THE WELLNESS AND THE GRATITUDE CHALLENGE AND FOR WHAT IT SOUNDS LIKE. SO THE GRATITUDE CHALLENGE, THE EMPLOYEES ARE EXPRESSING GRATITUDE FOR EACH OTHER OR FOR THINGS IN OUR LIFE, WHATEVER. AND THEN I ALSO LIKE WHAT YOU SAID ABOUT RECOGNITION AND RETENTION, INCREASING THAT THERE'S A ROOM THAT I FOUND OUT ABOUT RECENTLY THAT I WANTED. I MENTIONED IT TO DR. CHAPMAN. I WONDERED IF IT WAS SOMETHING YOU WOULD CONSIDER AND THE BOARD COULD CONSIDER THE PROGRAM. I THINK IT'S ADMINISTERED, I GUESS, BY YOU TRUST, AND IT'S AN EMPLOYEE RECOGNITION PROGRAM THAT'S ACTUALLY COMPLETED BY THE STUDENTS. [00:40:04] SO IT'S A STUDENT LED PROGRAM, BUT FACILITATED BY COURSE, MAYBE YOU OR STAFF MEMBERS. AND IT SOUNDS LIKE IT'S MORE OF AN EXPRESSION OF GRATITUDE FOR STAFF, YOU KNOW, TEACHERS, CUSTODIANS, FOOD SERVICE, BUS DRIVERS, EVERYBODY THAT'S MORE THROUGHOUT THE WHOLE THROUGHOUT THE YEAR. AND IT SEEMS LIKE IT WOULD BE A GREAT IDEA. SO IT'S AN ISSUE YOU TRUST AND IT'S VERY AFFORDABLE. IT'S LIKE 1000 BUCKS FOR THE PROGRAM FOR SIX SCHOOLS OR TEN SCHOOLS OR SOMETHING LIKE THAT. AND THEY PROVIDE PACKAGES AND GUIDANCE ON HOW TO ADMINISTER THE PROGRAM. AND LIKE THE BOARD WOULD ADOPT A RESOLUTION TO ADOPT IT, AND THEN WE WOULD HAVE SOME STAFF TO DO IT. AND THEN IT SOUNDS LIKE THERE'S ACTUALLY STUDENTS FROM EVERY CLASS THROUGH ALL THE SCHOOLS THAT ARE PARTS OF THESE GRATITUDE TEAMS. AND IT'S JUST SOMETHING TO HELP CHANGE OR, AS THEY SAY, CREATE AN ATTITUDE OF GRATITUDE AND A CULTURE OF APPRECIATION FOR OUR SCHOOLS. AND I THINK SOMETHING LIKE THAT MIGHT BE GREAT FOR TO SHOW APPRECIATION TO OUR TEACHERS AND STAFF THAT'S NOT COMING FROM THEMSELVES. LIKE IT'S NOT ANOTHER THING FOR THEM TO DO. IT'S SOMETHING THAT AND THEN ALSO, AS YOU SAID, LIKE FOR OUR STUDENTS TO LEARN HOW TO EXPRESS GRATITUDE AND EXPRESS THAT TO PEOPLE ALSO HELPS THEM AS WELL BECOME MORE WELL ROUNDED, NOT JUST BOOKSMART, BUT ALSO HAVE THAT EMOTIONAL, MENTAL RELATIONAL PIECE AS WELL. HEATHER, IS THAT SOMETHING THAT YOU GUYS COULD LOOK INTO AND MAYBE REPORT BACK TO US AT OUR NEXT MEETING AS TO WHETHER OR NOT THAT'S A PROGRAM THAT MAY BE FEASIBLE FOR US? MR. CHAIR, TRUSTEE ZUNG WE'VE ALREADY DONE MOSTLY HEATHER'S WORK HAS BEEN REALLY A SIDE BY SIDE COMPARISON OF SEVERAL EAP PROGRAMS THAT CONSIDER DIFFERENT OFFERINGS LIKE THAT. SO WE WILL GLADLY INCLUDE THAT PROGRAM IN OUR RESEARCH AND DO THOSE SIDE BY SIDE COMPARISONS WITH WHAT WE'VE ALREADY RESEARCHED. AND WE HOPE TO HAVE OUR PROPOSAL FOR YOU SOON. OKAY. IS THAT GOOD? JUST TO BE DONE? OKAY. THANK YOU. I THINK THAT YOU HAVE MORE. YOU DID HAVE ONE MORE. YEAH, THIS IS THE LAST ONE. THANKS. SO THE THIS NOT SHIFTING AT ALL, BUT I MENTIONED AT THE BEGINNING, I KNOW THERE WERE SOME QUESTIONS AROUND, JUST LIKE, SHOULD YOU HAVE SMART GOALS AROUND SOME OF YOUR CELL MENTAL HEALTH INITIATIVES? HOW ARE YOU EVALUATING IMPACT? SO I WANTED TO JUST SHARE WHAT WE DO AND HOW WE APPROACH THAT AND KIND OF CONSISTENTLY ADJUST TO THE DATA THAT WE DO HAVE. CONTRARY, I SHOULDN'T SAY CONTRARY, BUT AS OPPOSED TO WHY TOP SCORES ACT GRADUATION RATES. NOT THAT THOSE ARE PERFECT SCORES OF ACADEMIC ACHIEVEMENT, BUT THOSE ARE THE METRICS THAT WE'RE LOOKING AT TO SEE WHAT DO THEY TELL US AROUND HOW OUR STUDENTS ARE DOING ACADEMICALLY? I WOULD SAY FROM A MENTAL HEALTH, SOCIAL EMOTIONAL LEARNING STANDPOINT, IT'S AT LEAST MORE MESSY. IT'S NOT QUITE AS CONCRETE AS THAT. SO THE TYPES OF DATA, THERE'S OTHER PIECES AS WELL WITH KIND OF CORE PIECES OF DATA THAT WE LOOK AT, WHETHER THAT'S IN THE DISTRICT OR A LOT OF THIS GOES ON AT AN INDIVIDUAL LEVEL. AND SO THERE'S FOUR KIND OF PIECES OF DATA VERY QUICK. I'M NOT GOING TO GET EVERY TIME GO THERE. YOU MAY HAVE HEARD AND SHARE DATA IN THE PAST. STUDENT SOCIAL EMOTIONAL LEARNING SURVEYS. PANORAMA HAS SOME OTHER KIND OF PRODUCTS AS WELL. WHAT WE USE IT MOST CONSISTENTLY FOR IS STUDENT SELF REPORT OF SOCIAL EMOTIONAL SKILLS, GRIT, GROWTH MINDSET, SELF EFFICACY, SENSE OF BELONGING. THEY RATE THEMSELVES ON THOSE TYPES OF SKILLS. IT'S VALUABLE DATA BUT WILL SAY THEMSELVES, PLEASE DON'T USE THE DATA FOR LIKE EVALUATION OR ACCOUNTABILITY PURPOSES BECAUSE IT IS IT DOESN'T HAVE THE SAME PSYCHOMETRIC STRENGTH OR STATISTICAL STRENGTH THAT SOME OF OUR ACADEMIC MEASURES ACTUALLY HAVE. WHAT IT IS HELPFUL FOR IS, LET'S SAY ANY ONE OF OUR SCHOOLS, MAYBE YOU SEE A PROFILE WHERE THEY JUST DO AN ASSESSMENT STUDENT SELF RATED. WE SEE STUDENTS SAYING THAT THEY FEEL LIKE THEY HAVE A LOT OF STRONG THEY'RE DOING WELL ON GROWTH MINDSET BUT LOWER SCORES ON SENSE OF BELONGING. NOW IN THAT CASE, LET'S HAVE CONVERSATIONS WITH OUR STAFF, CONVERSATIONS WITH OUR STUDENTS. DO WE KNOW WHAT SENSE OF BELONGING IS AND IF SO, WHAT DO WE NEED TO DO? BECAUSE OUR DATA MAY BE SUGGESTING THAT'S AN AREA FOR IMPROVEMENT. SO IT KIND OF HELPS WITH KIND OF A HYPOTHESIS GENERATION AND HELPING SCHOOLS KNOW WHERE TO MAYBE FOCUS SOME OF THESE SOCIAL EMOTIONAL LEARNING EFFORTS. A SIMILAR MEASURE REVIEW 360 IS A BEHAVIORAL SCREENER, BUT NOW INSTEAD OF YOUR STUDENT SELF REPORTING, TEACHERS ARE RATING STUDENTS IN THOSE CASES. [00:45:02] AND THIS WHILE PANORAMA IS A LITTLE MORE STRENGTHS BASED, IT'S LOOKING AT THIS PERCENTILE SCALE AGAIN, GREAT GROWTH MINDSET SELF EFFICACY EMOTIONAL REGULATION REVIEW THREE SIXTIES TRYING TO SCREEN FOR STUDENTS THAT MAY HAVE A HIGH LEVEL OF MORE CONCERNING OR NEGATIVE BEHAVIORS. AND I KNOW I SAID THIS BEFORE, TO BE CLEAR, A STUDENT IS LET'S SAY FLAGGED ON REVIEW 360. THAT DOES NOT MEAN THAT THERE'S A DISABILITY. THAT DOESN'T EVEN NECESSARILY MEAN A STUDENT NEEDS AN INTERVENTION, BUT THAT IS KIND OF A SCREENER SO THAT NOW YOU'RE BUILDING MORE TEAMS, YOUR TEACHER TEAMS ARE LOOKING AT THAT DATA TO SAY, DO WE HAVE A STUDENT WHO HAS SOME UNMET EITHER BEHAVIORAL OR MENTAL HEALTH TYPES OF NEEDS? THOSE ARE KIND OF THOSE TWO HARDER DATA POINTS. WE ALSO HAVE REFERRALS. EVERY SCHOOL HAS SOME VERSION OF BEHAVIORAL REFERRAL, WHICH IN ITS MOST SIMPLEST FORM IS IF A STUDENT IS HAVING DIFFICULTIES IN CLASS OR ISN'T KIND OF PERFORMING AS EXPECTED FROM A SOCIAL, EMOTIONAL OR BEHAVIORAL STANDPOINT, THEN THERE'S SOME PROCESS IN WHICH A TEACHER CAN REFER US TO EITHER FOR AN INTERVENTION, FOR COUNSELING, SUPPORT, FOR TO TALK WITH THE PRINCIPAL. IT LOOKS DIFFERENT AT OUR DIFFERENT SCHOOL, AT OUR SCHOOLS, BUT THERE'S STILL A REFERRAL PROCESS AND WE COLLECT THAT DATA. THAT DATA IS VERY MEANINGFUL BECAUSE WHEN IF WE SEE A SPIKE IN BEHAVIOR REFERRALS, WE KNOW THERE'S SOME ISSUE GOING ON IN THE SCHOOL AT THAT POINT. SO THE RICHER OUR DATA IS, THE MORE WE CAN MAKE JUST MEANS BASED ON THAT BEHAVIOR EARLY. LAST POINT. AND IT GOES WITHOUT SAYING, THIS IS JUST AN OBSERVATION. WHAT ARE OUR TEACHERS? WHAT OUR STAFF OR OUR PRINCIPALS? WHAT ARE THEY SEEING GOING ON IN THE ACTUAL SCHOOL ON A DAILY BASIS? SO MY MY POINT IN SHARING THIS IS WHETHER IT'S AT A DISTRICT LEVEL AND EVEN MORE SO, ESPECIALLY TO THINK ABOUT ALL OF THESE INDIVIDUAL BUILDING MODELS. THEY'RE USING THESE DATA POINTS, AT LEAST TWO OR THREE OF THEM AT A TIME, TO KIND OF CONSTANTLY MONITOR ONE. SO IF WE'RE FOCUSING ON SPECIFIC MENTAL HEALTH EFFORTS, ARE WE SEEING A REDUCTION IN OUR BEHAVIOR IN FRONT OF US? ARE WE SEEING ANY BUDGING IN THE SCORES? BUT SIMULTANEOUSLY, IN ADDITION TO LIKE AN EVALUATIVE STANDPOINT, IT ALL THAT DATA ALSO HELPS INFORM THE SCHOOLS ON WHAT TO FOCUS ON NEXT. IS THERE AN UNMET NEED? DO WE SUDDENLY SEE A HUGE SPIKE IN STUDENT TARGETS, FOR INSTANCE? NOW, HOW ARE WE GOING TO ADJUST OUR SUPPORTS AROUND THAT? SO THOSE ARE ALL KIND OF INDICATORS. AGAIN, EVEN THOUGH I KNOW WE'RE LOOKING AT SOMETHING LIKE A BEHAVIORAL AID STANDPOINT, I THINK IF WE SEE OUTWARD, IF WE SEE CONCERNING BEHAVIOR AS WE INTERPRET THIS, THERE MAY BE A MENTAL HEALTH NEED THAT'S ACTUALLY THERE. MAYBE NOT. MAYBE IT'S JUST ACADEMIC, MAYBE IT'S BEHAVIORAL. BUT THOSE ARE THE DATA POINTS THAT HELP US ADJUST OUR SUPPORTS. WITH THAT BEING SAID, ANY QUESTIONS FROM THIS CHAIR? SO WITH THAT INFORMATION, WHAT ARE YOU SEEING ON THE GROUND? ARE YOU SEEING AN INCREASE IN REQUESTS FOR MENTAL HEALTH HELP OR ARE YOU SEEING AREAS THAT THE SCHOOLS NEED TO IMPROVE ON? GIVE ME AN IDEA OF HOW THAT'S GOING. I THINK THAT IF YOU I WON'T SAY EVERY PRINCIPAL, IF YOU ASKED DIFFERENT PRINCIPALS, DIFFERENT GRADE BANDS, YOU'D GET SLIGHTLY DIFFERENT RESPONSES. AND THEN FORGIVE ME, PRINCIPAL, IF I'M OFF ON THIS ONE, BUT I DO I THINK THAT IT FEELS I'M SPEAKING WITHOUT DEBRIEFING WITH THIS GROUP, THAT WE MIGHT BE SEEING MORE NEEDS IN UPPER GRADE LEVELS. MAYBE THAT'S MORE NOTICEABLE OR NEED TO ADJUST MORE INTERESTINGLY LIKE SO I DID ADD THESE COUPLE OF SLIDES. IF YOU'LL GO TO THE NEXT SLIDE, ANDREA. AND IT WASN'T AGAIN, THIS WASN'T REALLY FOR GUIDING PURPOSES. THIS IS OUR REVIEW 360 DATA. SO REMEMBER STRAINING FOR THE PERCENTAGE OF CONCERNING THE AGENCY. FIRST THING I'LL SAY IS DON'T BE OVERLY CONCERNED ABOUT THE SIX ACRES YELLOW. YOU HAVE GREAT DIVIDE IN BLUE. YOU SEE THE LOWER GRADES OUT OF GRADE RIGHT AWAY. THAT'S TYPICAL WHEN YOU SEE MORE MANIFESTATION OF SOME OF THESE BEHAVIORS AT THE MIDDLE SCHOOL LEVEL. SO THAT'S NOT RIGHT AWAY. CONSIDER THAT A RED FLAG RIGHT UP FRONT. THAT'S TO BE SAID. WHAT I HAVE FOUND INTERESTING IS BOTH THIS SLIDE, NEXT SLIDE, IT LOOKS AT SOME OTHER BEHAVIORS AS WELL. WE DON'T NECESSARILY HAVE TO GO THERE, BUT I FOUND IT SURPRISING. WE DIDN'T REALLY I DIDN'T KNOW IF WE WERE GOING TO SEE SIGNIFICANTLY ELEVATED SCORES ON THIS ON THIS SCREENER COMPARED TO PRE PROTOTYPES, GIVEN THE AMOUNT OF STRESS THAT OUR STUDENTS HAVE JUST COME THROUGH. [00:50:01] YOU KNOW, IF YOU ASK ME TO GUESS WHAT, IF THEY'RE WELL, PROBABLY. ARE WE GOING TO SEE HOW I. YEAH. SO I'M NOT AGAIN, I'M JUST GOING BACK TO THE RELIABILITY OF THE DATA. BY NO MEANS DOES THIS MEAN EVERYTHING'S FINE. THAT'S ABSOLUTELY NOT WHAT THAT MEANS AT ALL. BUT IT'S ALSO INTERESTING THAT AT LEAST TEACHERS ARE RATING STUDENTS. WE DIDN'T SEE ANY JUMPING BACK TO SEE A LITTLE BIT OF DEBT. SO I THINK THE ALMOST GOING BACK TO OUR CONVERSATION BEFORE THERE WAS BEFORE AND THE NEED IS STILL THERE AND MAYBE EVEN EXACERBATED NOW AS FAR AS STUDENT MENTAL HEALTH SUPPORTS BEHAVIOR SUPPORTS, A LOT OF WHICH IS GOING ON IN THE SCHOOL. BUT THERE'S STILL NEED FOR CONTINUOUS IMPROVEMENT BOTH AT THE SCHOOL LEVEL, BUT ALSO JUST THE COMMUNITY LEVEL AS WELL. SO THE NEEDS ARE THERE. IT DOESN'T FEEL OVERWHELMING, BUT THE NEEDS ARE THERE AND THERE'S A LOT OF WORK TO DO IN THE AREA. YEAH, I HAVE A SIMILAR QUESTION IN CADE, BUT MAYBE NOT FOR AJ, BUT FOR STUDENT TRUSTEE FIRST, WHO ARE STUDENTS THAT WE'RE TALKING ABOUT HERE IN THIS DATA AND ARE IN HIGH SCHOOL NOW? SO THEY'VE BEEN IN SCHOOL SINCE PRE COVID, DURING COVID AND NOW AFTER COVID. AND I'M CURIOUS IF AND THIS IS GETTING DOWN TO YOUR FOURTH COLUMN OF FORMAL OBSERVATIONS AND REPORTS, WHAT HAVE YOU SEEN? WHAT DO YOU THINK IT'S LIKE FOR STUDENT MENTAL HEALTH? BETTER OR WORSE AFTER COVID, OR WAS IT WORSE DURING COVID? AND WHAT COULD WE DO TO SUPPORT STUDENTS? WHAT DO YOU THINK WOULD BE BEST? I THINK THAT. BEFORE COVID. IT WASN'T VERY LIKE WAS LIKE, OH, I HAVE CAN YOU SPEAK UP A LITTLE BIT? BUT LIKE, WE WEREN'T SUPER OPEN ABOUT MENTAL HEALTH ISSUES. AND NOW AFTER COVID, WE HAVE SHIFTED INTO LIKE MENTAL HEALTH ISSUES AS A REAL ISSUE AND WE NEED TO START TALKING MORE ABOUT IT. BUT PERSONALLY, I HAVEN'T EXPERIENCED ANYTHING. I DO KNOW SOME FRIENDS WHO HAVE. I JUST WOULDN'T KNOW EXACTLY HOW I COULD SUPPORT THEM. BUT I DO. I WOULD LIKE TO. I THINK FOR ME THERE ARE JUST MANY FACTORS TO TAKE INTO ACCOUNT. I WOULDN'T NECESSARILY I HAVEN'T BEEN IMPACTED DIRECTLY FROM COVID IN RELATION TO MENTAL ILLNESS. I THINK FOR ME IT'S MOSTLY JUST WHAT MOST OF US ARE EXPERIENCING, WHICH IS JUST EVERY YEAR TO SCHOOL GETS HARDER AND MORE STRESSFUL. I THINK THE MENTAL HEALTH CAN EXTEND FROM THAT MORE THAN COVID. I WOULD LIKE TO ADD THAT I HAVE A FRIEND WHO STRUGGLED A LOT WITH THE TRANSITION BACK TO SCHOOL IS ALL HOLDINGS, AND I SAW HOW IT AFFECTED HER GREATLY. AND SHE WAS A GREAT STUDENT. SHE IS A GREAT STUDENT. EVERYTHING AND JUST THE CONNECTIONS THAT SHE HAS WITH TEACHERS IS WHAT REALLY, REALLY HELPED HER. AND NOW SHE'S BACK ON TRACK. SO I THINK THIS IS MORE ON CONNECTING WITH YOUR TEACHERS OR HAVING THOSE RELATIONSHIPS TO TO PUT SOMEONE BACK ON TRACK. AND I WOULD LIKE TO SEE MAYBE MORE. I DON'T KNOW IF ADVERTISING IS MORE ABOUT THOSE MENTAL HEALTH SERVICES THAT WE DO ALREADY OR BECAUSE I LOOK INTO MY COUNSELING AND I THAT'S WHERE I FIND THESE AMAZING FREE TEND COUNSELING SESSIONS WERE OFFERED. SO THOSE COULD BE MORE PUT OUT THERE. I THINK STUDENTS WILL GREATLY APPRECIATE THAT. ANY OTHER QUESTIONS FOR AJ OR STUDENTS? I DO HAVE ONE MORE QUESTION FOR YOU. SO. I GUESS WHAT I'M HEARING IS THAT AS FAR AS THE VALUATION, IT SAYS, ALL OF THESE ARE NOT FOR VALID PURPOSES. AND THEN AS TO THE FURTHER TO THE RIGHT ON THAT CHART YOU HAD BEFORE YOU GET IT'S MORE SUBJECTIVE, DO YOU THINK THERE IS A WAY TO INCLUDE THESE? AND WE TALKED ABOUT OUR STRATEGIC PLAN A LOT LAST MONTH OR MONTH BEFORE. WE'RE TALKING ABOUT WHY TOP SCORES BE VERY CONCRETE. DO YOU THINK THERE IS A WAY TO HAVE SOME SORT OF THIS MEASURE INCLUDED IN OUR STRATEGIC PLANNING IN SOME WAY? YES, WE CAN JUDGE WE'RE GETTING BETTER OR WORSE OR WE NEED TO DO SOMETHING. GREGORY TRUSTEE ZUNG. SO I WILL SAY SO WHEN IT COMES TO SET, I DO WANT A NEW PICTURE, BUT WHICH YOU CAN'T ASSESS. SO YEAH, ABSOLUTELY. THE OUTCOMES ARE WHAT STUFF LIKE OUTCOMES YOU'RE LOOKING FOR. I THINK IT'S VERY HARD FOR US TO SAY WE WANT TO HAVE A 20% REDUCTION IN BEHAVIORAL REFERRAL AND INSTANCES. THERE'S A CHALLENGE OF JUST MEETING THAT UNLESS YOU GET IT IN EACH INDIVIDUAL BILL DOING A DISTRICT THAT'S MESSY DATA. [00:55:05] I THINK I WOULD I'VE BEEN SUGGESTING THIS. I DON'T LOVE THE IDEA OF GOING FROM PARENTS LIKE WE WANT TO GO FROM A THREE 7 TO 4.0. THOSE ARE ALL OVER THE PLACE WHERE THERE COULD BE MEANINGFUL GOALS ARE GO JUST GO A LITTLE MORE IMPLEMENTATION RELATED LIKE HOW MANY STUDENTS ARE ACCESSING COST AND SERVICES. GOOD. NOW, IT'S NOT A STUDENT OUTCOME NECESSARILY. IT'S FREQUENCY OF ACCESS TO SUPPORT. DO WE HAVE 100% OF OUR CLASSROOMS TEACHING SOCIAL EMOTIONAL LEARNING? CRITICAL LIKE THOSE IMPLEMENTATION MEASURES MAKE A LOT OF SENSE AND A LOT OF DISTRICTS DO THAT. IT'S THE OUTCOME THAT'S IT'S TOUGH TO AT LEAST ADDRESS FROM A SMART ACCOUNTABILITY STANDPOINT. SO ONE OF THE QUESTIONS I CANNOT FOLLOW UP. SO COULD WE HAVE A SMART GOAL? AND I KEEP HEARING THESE GIRLS JUST MENTIONED A FRIEND WHO HAD A CONNECTION TO A TRUSTED ADULT. IF WE I DON'T KNOW IF THAT'S PART OF THE PANORAMA QUESTION, BUT IF IT COULD, WE HAVE A GOAL OF LIKE WE WANT 100% OF OUR STUDENTS, OR MAYBE THAT'S THE REACH TO HAVE A CONNECTION TO A TRUSTED ADULT. AND THAT'S THEY THINK THEY DO OR THEY THINK THEY DON'T. RIGHT? AND EITHER WAY, THEY'RE RIGHT. SO THAT ABSOLUTELY CHECKING HSC ZUNG ME AND MIDDLE SCHOOL HAS REALLY HELPED ME OUT ON THIS ONE BECAUSE THEY'RE COUNSELING THE COUNSELING TEAM, THEY WORK AS A PLC AS WELL. LITERALLY JUST HAD A CONVERSATION YESTERDAY OR TODAY WHERE THEY'RE WORKING ON THAT SPECIFICALLY. SO I'VE MENTIONED THAT CHECK IN CHECK OUT PROGRAM, BUT THEY ARE THEIR PLANS ARE TO SURVEY ALL THEIR STUDENTS. HOW MANY STRONG CONNECTIONS DO YOU HOW MANY TEACHERS DO YOU FEEL LIKE YOU HAVE A STRONG CONNECTION WITH? NO NAMES NECESSARILY, BUT AT LEAST THAT ALMOST LIKE THAT DATA YOU'RE SPEAKING TO, THEY'RE ASSESSING TO THEN FIND WHERE ARE WE FINDING STUDENTS THAT DON'T HAVE THAT CONNECTION? AND NOW LET'S SET THEM UP. SO THERE'S A NICE AGAIN, ANOTHER IMPLEMENTATION METRIC OF JUST SEEING AN INCREASE IN THE PERCENTAGE OF STUDENTS WHO IDENTIFIED A STRONG RELATIONSHIP WITH AN ADULT. AND WE ACTUALLY KIND OF HAVE A TEMPLATE FOR ASSESSING THAT AS OF YESTERDAY. YEAH. ANY OTHER QUESTIONS? OR IS THERE ANY FOLLOW UP WE NEED TO DO WITH THIS? ANY DISCUSSION? ANYBODY WANTED TO HAVE ON THIS ISSUE? UM, YEAH, I GUESS I WOULD LIKE TO KNOW HOW THAT PROGRAM IS GOING AND, LIKE. YEAH. OKAY. FOLLOW UP ON THAT. MIDDLE SCHOOL OR. THAT'S HIGH SCHOOL AND HOW WE TALKED ABOUT PARTICULARLY, I HEARD A COUPLE OF TIMES GETTING THE WORD OUT ABOUT THESE PROGRAMS TO OUR STUDENTS. IF WE CAN GET THE MONEY WE NEED. WELL, THAT WAS WONDERFUL. IT SEEMS LIKE WE HAVE A LITTLE BIT OF WORK TO DO. BUT ALSO, I WAS REALLY IMPRESSED WITH ALL THE RESOURCES WE ALREADY HAVE IN PLACE. AND YOU EXPLAINED IT SO WELL. I THIS MADE ME FEEL MUCH BETTER. WE'RE AT AND I APPRECIATE ALL THE HARD WORK. THANK YOU. AND JASMINE. FERNANDO, I THINK WE'RE UP TO YOU GUYS. FINAL THING YOU JUSTICE. SINCE OUR LAST MEETING, WE'VE KIND OF BEEN WORKING ON THE DEVELOPMENT OF OUR PROJECT THAT YOU WANT TO FOCUS ON. SO WHAT WE'VE WORKED ON THIS PAST MONTH WAS JUST SETTING UP THE MAIN STEPS AND OF WHAT WE WANT TO ACCOMPLISH. SO WHAT WE WANT TO DO IS ULTIMATELY OUR NEXT STEP IS TO CREATE A SURVEY THAT WILL ASSESS WHAT TUTORING PROGRAMS ARE AVAILABLE AT THE MOMENT. OH YEAH. OUR PROJECT IS TO GET STUDENT VOLUNTEERS TO HELP WITH ALREADY EXISTING TUTORING PROGRAMS AND MAYBE CREATE AN EXTENSION TO GET MORE TUTORS FOR THOSE IN NEED. SPECIFICALLY MAYBE HISPANICS AND JUST ANYONE THAT IS LACKING THOSE RESOURCES. SO FROM WHAT YOU CAN SEE ON THAT SIDE OF YOUR WORKING FROM WITH AJ AND LIBBY, WE'RE REACHING OUT FOR THOSE PEOPLE THAT ARE IN CHARGE OF THE PROGRAMS, SHOOTING PROGRAMS TO SEE HOW WE CAN HELP THEM. WE DON'T WANT TO OVERTAKE OR CREATE OUR OWN PROGRAM, BUT JUST KIND OF ESTABLISH BUILD ON WHAT IS ALREADY ESTABLISHED. I THINK BACK. OUR NEXT STEPS ARE TO ANALYZE THE RESPONSES THAT WE GET FROM THE SURVEY AND DECIDE ON HOW WE CAN HELP. WE ALSO WANT TO PICK OUR FUTURE AND SERVICES THAT ARE IN NEED AND OFFER STUDENT VOLUNTEERS, ESPECIALLY LIKE HIGH [01:00:06] SCHOOLERS, SO THAT THEY CAN HELP LIKE ELEMENTARY SCHOOLERS OR MIDDLE SCHOOLERS. AND TO CREATE THAT ENVIRONMENT TO HAVE A BETTER. CONNECTION WITH THE STUDENT BODY FROM LIKE HIGH SCHOOLERS AND ELEMENTARY SCHOOLS. AND I HAVE THAT CONNECTION BETWEEN ALL THOSE SCHOOLS. YEAH. AND SO WE'LL JUST CONTINUE. WELL, THESE ARE LIKE FUTURE SETS ONCE WE'VE ANALYZED ALL THE RESPONSES WE GET. BUT WE'LL CONNECT WITH THE COMMUNITY FOUNDATION. AND JUST LIKE JASMINE SAID, VOLUNTEERS FROM THE COMMUNITY AS WELL, ANYONE THAT'S WILLING TO HELP. SO WE REALLY, WANT TO ENCOURAGE EVERYONE WHO GETS THAT EMAIL TO ANSWER IT AS SOON AS POSSIBLE. AND ADDING ON, I THINK SOMETHING AT THE CORE THAT I'M SEEING NOW IS BUILDING A RELATIONSHIP BETWEEN OLDER STUDENTS AND YOUNGER STUDENTS. I'VE HEARD THAT CAN BE A REALLY AMAZING RELATIONSHIP. I TRIED AT TLC AND I'VE BEEN ABLE TO BUILD SEVERAL RELATIONSHIPS THAT ARE REALLY IMPACTFUL FOR NOT ONLY FOR ME AS A TUTOR, BUT THE PERSON I, THE STUDENT I MENTOR AND TUTOR AND ACTUALLY JUST IMPART THE PHYSICS. AP PHYSICS TEACHER. YOU BROUGHT UP A REALLY COOL PROJECT ME WANTED TO CREATE, WHICH WAS TO DO SPANISH SCIENCE LESSONS AT THE MOTHER FOUNTAIN, AND HE ASKED ME IF I WAS WILLING TO HELP THEM OUT. BUT I'M SAYING THAT COULD BE A PROJECT WE CAN HELP TO GET TO CREATE THAT, ESTABLISH THAT RELATIONSHIP BETWEEN OLDER HIGH SCHOOL STUDENTS AND THE YOUNGER STUDENTS. OH, IT'S WONDERFUL. ANY QUESTIONS? I HAVE A COMMON LITERACY TEST. THANK YOU, MR. CHAIR. YOU KNOW, I CAN SEE THIS IF YOU REFLECT BACK ON THE DISCUSSION WE JUST HAD AND YOU PICKED UP ONE OF THE POINTS, WHICH IS THIS WHOLE THING ABOUT BUILDING RELATIONSHIPS. THE OTHER THING IS, YOU KNOW, IF STUDENTS AREN'T DOING WELL. I WOULD THINK THAT MAYBE THEY'RE UNDER A LOT OF STRESS. AND SO TO ME, THIS IS YOU KNOW, THERE'S TWO PIECES HERE THAT COULD REALLY HELP WITH THE MENTAL HEALTH PIECE. IS PART OF STUDENTS ALLEVIATING THE STRESS BY GETTING THEM HELP AND HELPING THEM BUILD A RELATIONSHIP WITH SOMEBODY THAT THEY TRUST THAT CAN HELP THEM DO BETTER. ANY OTHER QUESTIONS? THANK YOU VERY MUCH. SO. BOARD. WE'VE BEEN GOING AT THIS FOR ABOUT AN HOUR AND TAKE A FIVE MINUTE BREAK AND COME BACK AND DEAL WITH THE VIOLENCE. WE'LL BE IN RECESS FOR 5 MINUTES. ALL RIGHT. WE'LL GET BACK AT IT. WE'RE UP TO THE FISCAL MANAGEMENT COMMITTEE REPORT. WE'LL START WITH TRUSTEE TESTIMONY. WELL, MR. CHAIR, WE MET AND WE DISCUSSED THE AUDIT THAT IS GOING FORWARD TODAY. IT IS A VERY FAVORABLE AUDIT AND. THERE ARE A FEW FINDINGS. AND SO AT THAT POINT, I WILL TURN IT OVER TO KRISTEN, WHO I THINK. SO I HOPE YOU ALL DON'T MIND, BUT WE THOUGHT WE WOULD JUST BRING THE AUDIT FORWARD NOW AS PART OF THIS COMMITTEE AND THEN CONSIDER THE POLICIES AFTER THE AUDIT IS DONE, WHICH TAKE US LONG TO GO WITH THIS BECAUSE THERE'S ONLY A COUPLE FINDINGS. ALL RIGHT. IF WE HAVE QUESTIONS ON THIS. FINANCE COMMITTEE REPORT. CAN WE ASK THEM BEFORE OR AFTER? DO THE FINANCE COMMITTEE REPORT? GO AHEAD. GIVE HER A REPORT. I'LL JUST EXPLAIN. THERE'S TWO PIECES. THE FIRST IS THE THE BUDGET UPDATE. I'LL POINT OUT TWO LINES ON THE TECH LEASES NOT SHOWING AT 290% SPENT. WE'RE STILL WORKING THROUGH SOME OF THE GOVERNMENT FUNDS THAT WE RECEIVED FOR OUR TECH LEASES. AND THEN THE COMMUNICATIONS LOOKS LIKE IT'S MASSIVELY OVERSPENT. BUT THOSE ARE ACTUALLY SOME COMMUNICATIONS AROUND THE SPENT PROPOSALS THAT WE WILL EVENTUALLY MOVE OUT OF THE GENERAL FUND INTO A DIFFERENT PLACE. OTHER QUESTIONS AS WELL. YES. OKAY. MR. CHAIR. KRISTEN, WHAT IS THIS? THE SUPERINTENDENT MIGHT HELP WITH THIS. I NOTICED THAT BOARD OF EDUCATION IS UP TO 65%. WHAT IS CONTAINED IN THOSE EXPENSES. SO THOSE ARE OFTENTIMES EXPENSES. I CAN'T REMEMBER IF LEGAL FEES SITS IN THERE. I THINK IT MIGHT, BUT IT'S MAINTENANCE ON THE BOARDROOM. SO IF THERE'S LIKE THE WEBEX CONTRACT OFTENTIMES GOES TO THE BOARD. SO ANYTHING WE USE AROUND BOARD MEETINGS OR SUPPLIES, THAT'S WHAT GETS CODED THERE. WOULDN'T LEGAL BE UNDER PROFESSIONAL SERVICES OR DO YOU ATTRIBUTE IT TO THE BOARD OF EDUCATION. SO THERE ARE PROFESSIONAL SERVICES UNDER EVERY CATEGORY. [01:05:02] SO LIKE THIS OFFICE DOES HAVE PROFESSIONAL SERVICES, SO DOES THE BOARD OF EDUCATION. IT HAVE TO GO BACK AND LOOK AT THE DETAIL? I'M HAPPY TO PROVIDE A DETAIL ON THE BOARD OF EDUCATION ACCOUNTS NEXT MONTH, IF YOU'D LIKE TO SEE THAT. YEAH, THAT'D BE GREAT. THANKS. KIRSTEN, HOW DIFFICULT WOULD IT BE TO GIVE IT A NAME? IT ALMOST SOUNDS LIKE IT'S US DOING SOMETHING LIKE THAT'S MY HOUR OR SO. INCIDENTALLY, I'M ACTUALLY DOING I'M WORKING TOWARDS A PRETTY MASSIVE BUDGET OVERHAUL THIS YEAR. THERE IS IT'S CALLED THE MEREDITH BUDGET AWARD THROUGH ASBO, WHICH IS OUR NATIONAL. IT'S LIKE LASZLO OR AN SBA, BUT IT'S FOR THE BUSINESS OFFICE. AND SO WHAT I'M TRYING TO DO IS REALLY PUT OUR BUDGET IN A PLACE WHERE IT CHECKS ALL OF THE BOXES IN THE MEREDITH'S BUDGET AWARD, WHICH IS THEN CERTIFIED AND EVALUATED BY BUDGET OFFICIALS EVERYWHERE. SO THIS WILL LOOK VERY DIFFERENT NEXT YEAR. I'M HAPPY TO CHANGE THE NAME OF THAT ACCOUNT. IN THE MEANTIME, IF YOU'D LIKE. BUT THE PRESENTATION OF THE BUDGET WILL BECOME SOMETHING COMPLETELY DIFFERENT JUST SO THAT WE CAN START TO MOVE. AND IT'S JUST ABOUT TRANSPARENCY. I WAS A MEMBER OF THE PUBLIC STARING AT THIS. I'D GO, WHY IS KEITH GETTING ALL THAT MONEY? SO THAT'S SOMETHING TO THINK ABOUT. TRUST ME. DID YOU HAVE ANY MORE QUESTIONS? I DID NOT. THANK YOU. I THINK WE CAN MOVE ON TO THE AUDIT. DAVE, ARE YOU. UP THERE. HEAR ME NOW. WE GOT YOU. YES. YEP. OKAY. TECHNOLOGY IS NOT MY THING, BUT WE'LL HOPE THAT IT ALL WORKS TODAY. YOU CAN SAY ME. YOU CAN HEAR ME? YES. OH, WOW. THERE YOU GO. LET'S GO TO PAGE. LET'S GO TO THE NEXT PAGE. OK. THIS IS THE TABLE OF CONTENTS. IT'S BASICALLY IT'S SEGREGATED INTO FIVE DIFFERENT COMPONENTS. THE FIRST ONE IS THE INDEPENDENT AUDITOR'S REPORT, WHICH IS MINE. BASIC FINANCIAL STATEMENTS, WHICH ARE YOURS. GOING DOWN THE PAGE REQUIRED SUPPLEMENTARY INFORMATION, WHICH IS YOURS, AND FOR YOU IT'S MAINLY YOUR BUDGET, ACTUAL COMPARISONS. AND THAT WAS GREAT TO HEAR KRISTEN SAY THAT THEY'RE GOING TO GO AND THEY'RE GOING TO, YOU KNOW, GO FOR SOME KIND OF A STATE RECOGNITION IN THE AREA OF OF PREPARING A BUDGET OR WHATEVER THAT IS. THAT'S BEAUTIFUL TO HEAR FROM AN AUDITOR STANDPOINT WHEN YOU SEE A CLIENT WANTING TO IMPROVE. AND SO THAT WAS GOOD. THE NEXT SECTION, IF YOU GO TO THE NEXT PAGE. THIS IS REQUIRED SUPPLEMENTARY INFORMATION. AND THIS RIGHT HERE IS A SECTION THAT WE'RE NOT GOING TO TALK ABOUT TONIGHT. THIS IS YOUR OATH, OTHER POST-EMPLOYMENT BENEFIT OBLIGATION AND THE PENSION. THIS IS THE AREA THAT YOU REALLY DON'T CONTROL. AND SO, YOU KNOW, IF IT'S SOMETHING THAT THE STATE PREPARES FOR US AND WE LOOK AT, YOU KNOW, IT'S IMPORTANT TO HAVE AND FOR YOU TO LOOK AT, BUT THERE'S REALLY NOT MUCH FOR US TO DISCUSS BECAUSE IT REALLY DOESN'T PERTAIN TO WHAT YOU'RE DOING AS A DISTRICT. IT'S JUST A REPORT. AND THEN THE COMPLIANCE REPORTS IS SOMETHING WE'LL TALK ABOUT AT THE END. AND I'VE HEARD ALREADY MENTIONED A COUPLE OF TIMES THERE WERE A COUPLE OF FINDINGS. YOU'LL BE VERY FAMILIAR WITH THEM BECAUSE THEY'RE THE SAME FINDINGS YOU HAD LAST YEAR. BUT, YOU KNOW, WE'LL TALK ABOUT THE REASON THEY'RE IN THERE, THE REASON WE CONTINUE TO PUT THEM IN THERE, AND THEN THAT'LL BE PRETTY MUCH THE END OF MY PRESENTATION. SO LET'S GO BACK NOW. NOW THAT WE'RE HERE, KEEP ROLLING UP. SO THE INDEPENDENT AUDITOR'S REPORT. I'M SORRY. I MEANT DOWN. YEAH. THERE YOU GO. RIGHT. HERE'S. PERFECT. OKAY. THIS INDEPENDENT AUDITOR'S REPORT HAS CHANGED. AND THE GASB, WHICH IS THE ORGANIZATION THAT GUIDES GOVERNMENTAL AUDITING AND ACCOUNTING, DECIDED TO REVAMP THIS REPORT THIS YEAR. AND USUALLY WHEN THEY REVAMP THINGS, I THINK, WHAT DO YOU GOT? YOU JUST YOU ARE DOING SOMETHING TO JUSTIFY YOUR EXISTENCE. THIS YEAR? I DON'T THINK SO. I THINK THIS IS PRETTY GOOD. WHAT THEY'VE DONE IS PUT THE OPINION RIGHT AT THE BEGINNING. [01:10:04] WHAT ARE YOU INTERESTED IN? DID WE PASS OR DID WE FAIL? WELL, THAT WAS ALWAYS DOWN AT THE BOTTOM OF THE KIND OF THE BOTTOM OF THE REPORT. NOW, THEY PUT IT RIGHT AT THE TOP. IT SAYS, THIS IS WHAT WE AUDITED AND IT'S BASICALLY ALL OF YOUR GOVERNMENTAL FUNDS, YOUR PROPRIETARY FUNDS, YOUR FIDUCIARY FUNDS. AND THEN IT GOES RIGHT TO THE OPINION. IN OUR OPINION, THE FINANCIAL STATEMENTS REFERRED TO ABOVE PRESENT FAIRLY IN ALL MATERIAL RESPECTS, THE RESPECT, FINANCIAL POSITION, ETC. YOU RECEIVED A CLEAN OPINION. CAN'T GET ANY BETTER THAN THAT. SO RIGHT OUT OF THE CHUTE WE STATE THAT THAT'S WHAT YOU RECEIVED FROM HERE. I'D LIKE TO GO DOWN ABOUT THREE PARAGRAPHS. UP ONE UP ABOVE. MANAGE OK BASIS FOR OUR OPINION. IT'S NEVER REALLY SAID BEFORE THAT I HAVE TO BE INDEPENDENT WITH RESPECT TO YOUR DISTRICT AND I HAVE TO MEET. EXCUSE ME. AND I HAVE TO MEET MY ETHICAL RESPONSIBILITIES. JS I SHOULDN'T HAVE TAKEN THAT DRINK OR SAT OUT TO GUIDE OUR PROFESSION AS FAR AS WHAT WE HAVE TO DO. FOR US TO BE ABLE TO AUDIT YOUR ORGANIZATION. AND THIS SAYS RIGHT HERE I AM INDEPENDENT AND I AM ETHICAL WITH RESPECT TO YOUR DISTRICT. CAN WE ROLL UP? AND WE'RE GOING TO ROLL SEVERAL PAGES NOW. KEEP GOING. I'LL KEEP GOING. EXCUSE ME. DAVID? YES? THIS IS BILL SCARLETT. YES. IT'S GOOD TO SEE YOU. HOPE ALL'S WELL. YOU'RE IN EVANSTON. YES, I AM. HEY, CAN WE JUST. I KNOW WE'VE GOT SOME TIME CONSTRAINTS TONIGHT. THE AUDIT IS VERY CLEAN. THE FINANCE COMMITTEE HAS GONE. WE GO TO THE BILL. NO, LET'S. LET'S MOVE TO THE FINDINGS AND LET'S DISCUSS THE FINDINGS. SLOWLY. I CAN DO THIS. YOU KNOW, LAST YEAR, I WAS. IT WAS KIND OF QUICK, TOO. AND YOU NEVER KNOW. LET'S GO TO THE FINDINGS. THAT'S RIGHT. AT THE END OF THE FINDINGS, I THINK THAT'S WHAT EVERYBODY'S THE MAIN EVENT. WELL, AT LEAST FOR SURE. I APPRECIATE THAT, BILL. OK. I THINK WE WENT TOO FAR. DOES IT? PAGE 59 58 IS PAGE. IT IS PAGE 51. 58. OH, YEAH. YOU'RE ON A PDF THE PAGE. OH, OKAY. LOOK AT THE PAGE NUMBERS, ANDREA. IT'S 58. SHE'S GOT. SORT OF. YEAH. I CAN'T OK. I CAN GO OVER IT ANYWAY. THIS IS THE REPORT ON COMPLIANCE. AS WE'VE DISCUSSED IN THE PAST, WHEN WE PERFORM AN AUDIT, WE HAVE TO EVALUATE THE INTERNAL CONTROL OVER THE ORGANIZATION. AND THAT HAS TO DO WITH INTERNAL CONTROLS. THAT HAS TO DO WITH HOW INFORMATION IS PROCESSED, ETC. AS YOU HAVE IN THE PAST AND YOU WILL RECEIVE IN THE FUTURE FINDING NUMBER ONE. THAT'S IT RIGHT THERE. YOU JUST PASSED IT. THERE YOU GO. THE SIZE OF THE DISTRICT STAFF IS NOT LARGE ENOUGH TO PERMIT A COMPLETE SEGREGATION OF DUTIES FOR AN EFFECT OF EFFECTIVE SYSTEM OF INTERNAL CONTROL OVER FINANCIAL REPORTING. WHAT THIS MEANS IS YOU DON'T HAVE A BIG ENOUGH STAFF TO SEGREGATE THE DUTIES SO THAT THAT SEGREGATION PROTECTS YOU FROM NOT ONLY MISTAKES, BUT ALSO FROM FRAUD. FLAT OUT FRAUD. ONE OF THE THINGS THAT I WAS GOING TO GO BACK TO IN THE AUDITOR'S REPORT THAT I WON'T GO BACK TO NOW IS THERE IS A PARAGRAPH THAT TALKS ABOUT THOSE TWO ISSUES AND IT SAYS THAT THERE IS MORE LIKELY TO BE MISTAKES THAT ARE UNCAUGHT BECAUSE OF FRAUD THAN BY MISTAKES. AND IT'S HARDER TO CATCH BECAUSE FRAUD, YOU KNOW, SOMEBODY IS TRYING TO HIDE IT. MISTAKE. IT JUST HAPPENS. HAVE WE SEEN ANYTHING IN YOUR DISTRICT THAT WOULD SUGGEST THERE'S FRAUD? NO, ABSOLUTELY NOT. BUT WE KNOW WHAT HAPPENS EVERY DAY. IT HAPPENS EVERY SINGLE DAY. AND IT HAPPENS EVERY SINGLE DAY IN THIS STATE. SO WHAT THIS COMMENT IS IT'S FOR THE BOARD. YOU REALLY HAVE TO PAY ATTENTION. AND SOMETHING THAT I DON'T KNOW THAT WE'VE TALKED ABOUT IS, YOU KNOW, I DON'T KNOW IF YOU DO. AND KRISTIN, I PROBABLY SHOULD HAVE ASKED THIS QUESTION AND I APOLOGIZE FOR NOT, YOU KNOW, IF THERE IS A MECHANISM IN PLACE TO ALLOW. [01:15:13] COWORKERS. IF SOMETHING DOESN'T LOOK RIGHT. TO VOICE THEIR OPINION IN A SAFE MANNER. SO I'M GOING TO JUMP IN REAL QUICK AND SPEAK TO THAT FOR A SECOND. WE DID TALK ABOUT ABSOLUTELY IN FINANCE COMMITTEE EARLIER THIS WEEK, AND THAT IS ONE OF THE ONE OF THE MAJOR GROWTH AREAS THAT WE'VE HAD OVER THE LAST SIX OR SEVEN YEARS IS THAT WE HAVE TRAINED AND WE'VE REALLY WORKED HARD AT EDUCATING AND EVERYBODY REALLY BECOMING MORE AWARE OF NOT ONLY THEIR OWN AREA AND THEIR OWN JOB, BUT EVERYBODY ELSE'S WHERE YOURS OVERLAPS WITH SOMEBODY ELSE'S. AND ONE OF THE NICE THINGS THAT HAPPENS ALL THE TIME IN OUR DISTRICT RIGHT NOW AND IT SPEAKS DIRECTLY TO THE SEGREGATION OF DUTIES FINDING IS THAT IF YOU SEE SOMETHING THAT DOESN'T LOOK RIGHT, YOU ABSOLUTELY HAVE THE ABILITY TO ASK A QUESTION. I CAN'T TELL YOU HOW MANY TIMES A DAY OR A WEEK OR A QUESTION, SOMETHING I'M DOING. AND MAYBE YOU SHOULD TELL ME. SHE'S USUALLY RIGHT, WHATEVER IT IS SHE'S DOING. BUT WE REALLY HAVE THAT CULTURE ACROSS THE OFFICE, BOTH WITH ALL OF THE BUSINESS OFFICE STAFF, THE HUMAN RESOURCES STAFF. AND SO WHILE WE GET THIS FINDING THIS SEGREGATION OF DUTIES, FINDING EVERY YEAR BECAUSE OUR STAFF ARE WELL EDUCATED AND THEY KNOW WHAT THEY'RE DOING AND THEY CONTINUE TO GROW AS STAFF MEMBERS, IT REALLY MINIMIZES THE IMPACT THAT SOMETHING LIKE THIS COULD HAVE. AND I DO BELIEVE THAT MOST OUR STAFF, IF NOT ALL OF THEM, FEEL LIKE THEY CAN'T ASK THOSE QUESTIONS IF THEY HAVE THEM. CHRISTINE, COULD I ADD TO THAT COMMENT? AND I APPRECIATE AND THAT MAKES ME FEEL VERY GOOD AS THE AUDITOR. BUT THERE YOU KNOW THERE'S MANY WAYS TO COMMIT FRAUD. YOU KNOW, COOKING THE BOOKS IS ONE WAY AND ACTUALLY TAKING CASH IS ANOTHER. BUT, YOU KNOW, TAKING UNAUTHORIZED USE OF SCHOOL FACILITIES, UNAUTHORIZED USE OF SCHOOL EQUIPMENT. NOW, THEY MIGHT BE ABLE TO SO. WHATEVER THE SCHOOL POLICY, MAKING SURE THAT EMPLOYEES UNDERSTAND IT. AND THAT, AGAIN, THERE IS A MECHANISM NOT ONLY FOR THE STAFF IN THE BUSINESS OFFICE, BUT OTHERS IN THE DISTRICT WHO SEE SOMETHING THAT JUST DOESN'T LOOK RIGHT. THERE'S A MECHANISM WHAT ONE THING THAT'S IMPORTANT TO REMEMBER AND. IS THAT? ROD IS CAUGHT 5% OF THE TIME BY AN AUDITOR. 5%, 95% OF THE TIME IT IS BY SOMEBODY WITHIN THE ORGANIZATION NOTICING SOMETHING THAT DOESN'T LOOK RIGHT AND REPORTING IT. DAVE TRUSTEE HAS A QUESTION. LET'S ASK MR. CHAIR. WHAT KRISTEN DIDN'T TALK ABOUT WAS ONE OF THE THINGS THAT SHE DOES ALL THE TIME WITH HER STAFF, WHICH IS TRAIN THEM ON POLICIES SO THAT THERE IS. TO MINIMIZE ANY ROOM THERE IS FOR MISINTERPRETATION OF WHAT THEY SHOULD BE DOING. SO I THINK BETWEEN. YOU KNOW, CREATING THE CULTURE OF TRANSPARENCY AND THE TRAINING THAT HAPPENS. YOU KNOW, LET ME JUST BE REALLY FRANK. WE'RE NOT GOING TO ADD THE KIND OF STAFF THAT WE WOULD HAVE TO ADD TO BE ABLE TO ELIMINATE THIS. AND WE FULLY ANTICIPATE IT WILL BE ONE OF OUR FINDINGS NEXT YEAR. BUT ABSOLUTELY, I DO THINK THAT WE'RE WELL POSITIONED TO. TO MOVE FORWARD IN A SMOOTH, HONEST FASHION. OKAY. OKAY. IT IS MY RESPONSIBILITY TO MAKE SURE IT'S TALKED ABOUT, THOUGH. GREAT. THAT'S GREAT. YOU HAVE NOW AND I'LL MOVE ON. GREAT. SO, MR. CHAIRMAN. YES, DAVID, ON THE SECOND FINDING, IF I JUST READ IT BY READ IT, I MEAN, I'M READING THIS FINDING OR IS IT REALLY MORE OF A RECOMMENDATION THAN A TRUE AUDIT, FINDING WHAT IT IS? WHAT IT IS? THAT'S THE BILL. THAT'S THE ONE THAT YOU SAID THAT WAS ONE OF THE TWO THAT WE'D NEVER GET RID OF. AND IF YOU GO TO PAGE ONE OF THE FINANCIAL STATEMENTS, IT IS CALLED THE STATEMENT OF STATEMENT OF POSITION. AND WHAT THAT INCLUDES IS IT INCLUDES YOUR CAPITAL ASSETS, IT INCLUDES YOUR CAPITAL [01:20:10] LEASES, IT INCLUDES THE PENSION, IT INCLUDES YOUR OTHER POST-EMPLOYMENT BENEFIT OBLIGATIONS. IT INCLUDES SEVERAL LONG TERM THINGS THAT ARE NOT INCLUDED IN YOUR DAY TO DAY FINANCIALS. SO THEY'RE NOT EVEN ON YOUR BOOKS WHEN WE COME IN AND DO THE AUDIT. WE CALCULATE THIS STUFF AND THEN WE ADD IT TO YOUR BOOKS TO COME UP WITH THE REQUIRED STATEMENTS THAT ARE ON PAGES ONE AND TWO. AND THAT'S WHAT THIS IS REALLY TALKING ABOUT. IT'S TALKING ABOUT THOSE SPECIAL THINGS. THAT TAKES YOU FROM WHAT THEY DO DAY TO DAY ON PAGE SIX AND EIGHT. TO WHAT THEY DON'T DO DAY TO DAY TO DAY TODAY ON PAGES SIX, FOUR AND FIVE. SO, MR. CHAIRMAN, MY QUESTION IS, THOUGH, THE STATEMENT SAYS BECAUSE ACCOUNTING PRINCIPLES GENERALLY ACCEPTED IN THE UNITED STATES OF AMERICA REQUIRE THAT THE DISTRICT'S FINANCIAL STATEMENTS BE PREPARED AND REPORTED ON EITHER AN ACCRUAL OR MODIFIED ACCRUAL BASIS OF ACCOUNTING, IT IS NECESSARY FOR THE DISTRICT THAT PROCEDURES IN PLACE TO IDENTIFY. BLAH, BLAH, BLAH. BUT WHEN WE COME TO REPORTING ALL OF IT TO THE STATE, WE HAVE TO BE ON A CASH BASIS, NOT ON AN ACCRUAL BASIS. YEAH, BUT FOR THOSE CASH MODIFIED ACCRUAL REALLY WHEN YOU GO TO THE STATE. BUT WHEN YOU GO TO THOSE FIRST TWO REPORTS ON PAGES FOUR AND FIVE, RIGHT? ABSOLUTELY. THE ACCRUAL BASIS OF ACCOUNTING. WHICH IS THE CONUNDRUM. AND THIS IS WHAT I WOULD SAY TO THIS COMMENT. IF I'M GOING TO SPEND MONEY TO TRAIN MY STAFF AS A DISTRICT, THEY'RE GOING TO BE TRAINED ON THE STUFF THAT THEY DO DAY TO DAY. AND THEY'RE GOING TO BE REALLY GOOD AT IT, WHICH YOUR PEOPLE ARE REALLY GOOD AT IT. IF THEY'VE GOT EXTRA TIME AND INCLINATION AND THEY WANT TO FIGURE OUT HOW TO GO FROM THE ACCRUAL BASIS, I MEAN THE MODIFIED ACCRUAL BASIS TO THE ACCRUAL BASIS. WONDERFUL. BUT THAT CERTAINLY I DON'T THINK IS AS IMPORTANT AS BEING GOOD AT WHAT THEY DO DAILY, WHICH IS THE REPORTS ON PAGES SIX, EIGHT, TEN, 11, AND I BELIEVE 15. I. THIS IS THIS IS REQUIRED TO BE IN THERE, BILL. BECAUSE YEAH, WE HAVE WE HAVE TO DO AUDIT ADJUSTMENTS TO GET THIS STUFF IN. THEIR ACCOUNTING PRONOUNCEMENT SAYS IF YOU HAVE MORE THAN ONE AUDIT ADJUSTMENT THAT IS MATERIAL, YOU HAVE TO HAVE THIS. THAT SUGGESTS YOUR PEOPLE ARE NOT DOING A GOOD JOB, WHICH COULDN'T BE FARTHER FROM THE TRUTH. PERFECT. SO ARE THOSE THOSE ARE ONLY TWO FINDINGS, IS THAT CORRECT? THAT WAS YOUR ONLY TWO FINDINGS? NO, NO BUDGET TO ACTUAL. FINDINGS AND NOTHING ELSE. IT WAS A VERY GOOD AUDIT THIS YEAR. YOUR STAFF. WE'VE WORKED TOGETHER SEVERAL YEARS NOW WE UNDERSTAND WHAT WE'RE LOOKING AT, HOW TO TALK TO EACH OTHER, HOW TO ASK FOR THINGS. AND THEY. THEY DID A WONDERFUL JOB OF PROVIDING STUFF AS WE ASKED FOR IT. VERY GOOD. THANK YOU. AND WE APPRECIATE HAVING US BROUGHT FORWARD TO US IN NOVEMBER. YES, THIS IS GREAT, MR. CHAIRMAN. THANK YOU. ANYBODY ELSE HAVE ANY QUESTIONS FOR DAVID OR. ANYWAY. LOOK. SO EVERYBODY AWAKE? THAT HURT ME. THANK YOU, DAVID. OKAY. THANK YOU. WE'LL SEE YOU IN A YEAR. ALL RIGHTY. TAKE CARE. ARE YOU GOING TO MAKE A MOTION TO GO INTO THAT? WELL, LET'S GO TO ACTION ITEMS. THAT'S OKAY WITH EVERYONE. IS IT OKAY IF WE GO DIRECTLY TO NUMBER TWO ON THE ACTION ITEM, WHICH IS CONSIDERATION OF THE FY 22 ANNUAL AUDIT OF THE TOWN COUNTY SCHOOL DISTRICT NUMBER ONE FINANCIAL STATEMENTS. THERE HAVE BEEN OKAY WITH GOING A LITTLE BIT OUT OF ORDER. YES. SO WE'LL BE ON NUMBER TWO. AND I WOULD ENTERTAIN A MOTION TO. FIRST OF ALL, I GOT TO TAKE PUBLIC FOR ANY PUBLIC COMMENT ON THE ANNUAL AUDIT THIS YEAR. [E. Action Items] ANY PUBLIC COMMENT HERE IN THE ROOM? SEE PUBLIC COMMENT ON WEBEX. IF YOU HAVE PUBLIC COMMENT ON WEBEX, PLEASE RAISE YOUR VIRTUAL HANDS TO SAY NO COMMENT. WE'LL BRING IT BACK TO THE BOARD. AND I'D ENTERTAIN A MOTION TO APPROVE THE FY 22 ANNUAL AUDIT OF THE TOWN COUNTY SCHOOL DISTRICT NUMBER ONE ON UNITED STATES. [01:25:07] MR. CHAIR, I WOULD MOVE WE APPROVE THE FY 22 ANNUAL AUDIT OF TETON COUNTY SCHOOL DISTRICT NUMBER ONE FINANCIAL STATEMENTS. IS THERE A SECOND? SECOND. IT'S BEEN MOVED AND SECONDED TO APPROVE THE ANNUAL AUDIT. IS THERE ANY DISCUSSION BY THE BOARD? MR. CHAIRMAN, TRUSTEE SCARLETT JUST A GENERAL COMMENT. CHRISTINE AND HER TEAM DESERVES A STANDING OVATION. EXCELLENT. EVEN DAVE, IN HIS BACKHANDED WAY, SAID THAT ABOUT YOU. EVEN DAVID SAID THAT ABOUT YOU IN HIS SPECIAL WAY. OKAY. ANY FURTHER DISCUSSIONS? NONE. ALL IS FOR APPROVAL. ALL THOSE AGAINST THAT PASSES UNANIMOUSLY. AND THAT TAKES US BACK TO NUMBER ONE, WHICH IS CONSIDERATION OF FIRST READ POLICIES. AND THIS IS A POLICY DEALING GLC AND DEALING WITH ADMINISTRATING MEDICATION AND GLC D R, WHICH IS THE REGULATION FOR ADMINISTRATING MEDICATION. AND I WILL TURN IT OVER TO THE SUPERINTENDENT TO EXPLAIN TO US WHY WE ARE DEALING WITH THIS TODAY. THANK YOU, CHAIRMAN GINGREY AND TRUSTEES. THIS IS AN UPDATE TO OUR ADMINISTERING MEDICATION. IT IS IN THE STUDENT SECTION OR THE J SECTION. HOWEVER, THERE ARE TIMES WHEN EMERGENCY. EMERGENCY MEASURES MUST BE TAKEN. IF ONE OF OUR STAFF WHO HAS BEEN TRAINED, OUR SCHOOL NURSE OR A STAFF MEMBER THAT MAY SUSPECT THAT SOMEONE IS EXPERIENCING AN OPIOID OVERDOSE AND WE DO HAVE IN OUR SCHOOL NURSES OFFICES. OPIOID ANTAGONISTS. SAYING THAT, RIGHT? I THINK SO. WE DO HAVE THAT AVAILABLE. AND SO WE WANTED TO MAKE SURE THAT OUR POLICY COVERED, THAT WE HAD PROCEDURES THAT WE WOULD BE. SAFE AND IT WOULD BE ALLOWABLE BY OUR POLICY TO ADMINISTER THIS IN AN EMERGENCY SITUATION. SO THOSE ARE THE TWO EDITS. AND AS USUAL, YOU HAVE WE SPEND 60 DAYS ON THIS. THIS IS A FIRST READ. AND IF THERE'S PUBLIC COMMENT OR ANY ADDITIONAL CHANGES THAT WE NEED TO MAKE, THEN WE WOULD MAKE THOSE IN JANUARY BEFORE THE SECOND READING. COMMANDER, CAN YOU PULL UP THE REGULATION ONE? ANY CHANGE TO THAT ONE. IT'S AT THE BOTTOM OF THE REGULATION OF THIS ONE IS WHERE WE INSERTED THE LANGUAGE. ANYONE HAVE ANY QUESTIONS FOR THE SUPERINTENDENT? ALL RIGHT. AND IS THERE ANY PUBLIC COMMENT TONIGHT ON FIRST READING OF JLC RD, ADMINISTRATING MEDICATION OR THE REGULATION AS TO ADMINISTRATING MEDICATION? ANYONE HERE IN THE ROOM. ANYONE ON WEBEX. PLEASE RAISE YOUR VIRTUAL CALL. YOU. SEEING NONE. I'LL BRING IT BACK TO THE BOARD AND ENTERTAIN A MOTION TO APPROVE. MR. CHAIR. TRUSTEE I MOVE. WE APPROVED JLCD AND JLCD-R ON FIRST READ. THEY'RE SECOND AND SECONDED TO APPROVE JLC AND JLC. ARE IS THERE ANY DISCUSSION BY THE BOARD? SEE NONE. ALL THOSE IN FAVOR SAY AYE, AYE. OPPOSED? AND WE'LL SEE THAT AGAIN IN JANUARY. ALL RIGHT. WE'RE UP TO THE CONSENT AGENDA, WHICH INCLUDES FREEDOM. REAL QUICK. NUMBER ONE, APPROVAL OF STAFF CONSIDERATIONS. NUMBER TWO, APPROVAL. THE MINUTES FROM OCTOBER 12TH. NUMBER THREE, APPROVAL. THE EXECUTIVE MEETING. MINUTES OF OCTOBER 12TH. NUMBER FOUR, APPROVAL OF THE OCTOBER 2022 CHECK REGISTER. AND REVIVE APPROVAL OF THE 22-23 RELATED SERVICES AGREEMENT FOR SPECIAL EDUCATION. [F. Consent Agenda] NUMBER SIX, APPROVAL OF CONTRACT WITH MULLIGAN'S IRRIGATION AND LANDSCAPING FOR SNOW REMOVAL SERVICES. I DON'T WANT TO DO THAT ONE LAST MONTH. IT MIGHT BE A LITTLE LATE ON THAT. NUMBER SEVEN, APPROVAL OF SNOW REMOVAL AND SANDING CONTRACT WITH THREE B CONSTRUCTION. AND NUMBER EIGHT, APPROVAL OF CONTRACT WITH DAYTON CONSTRUCTION FOR SNOW REMOVAL SERVICES. NUMBER NINE, APPROVAL OF THE 2022 SBA DELEGATE ASSEMBLY ITEMS. AND NUMBER TEN, APPROVAL OF THIS CONSENT AGENDA. ANYONE HAVE ANYONE THEY WANTED TO PULL OFF? [01:30:04] DISCUSS IT FURTHER, I WOULD ENTERTAIN A MOTION TO APPROVE THE CONSENT AGENDA. SO MOVE. SO IT'S BEEN MOVED AND SECONDED TO APPROVE THE CONSENT AGENDA. IS THERE ANY FURTHER DISCUSSION SEEING NONE. ALL THOSE IN FAVOR SAY AYE, AYE. OPPOSED. ALL RIGHT, WE'RE DONE WITH THE CONSENT AGENDA. WE ARE UP TO PUBLIC COMMENT ON ANY ITEM THAT WAS NOT ON TONIGHT'S AGENDA. IF ANYONE HERE IN THE ROOM OR ON WEBEX, WE'D LIKE TO MAKE PUBLIC COMMENT ON ANYTHING THAT WAS NOT ON OUR AGENDA TONIGHT, JUST ANYTHING OF THE GENERAL NATURE THAT YOU WOULD LIKE TO BRING TO OUR ATTENTION. THEY WANT TO HEAR IN THE ROOM. ANYONE ON WEBEX IS READY FOR A VIRTUAL HAND AND WE WILL CALL ON YOU. SEEING NONE. WE WILL MOVE ON TO COMMUNICATIONS, TO THE BOARD. WE HAVE A FEW LETTERS THIS MONTH. [G. Communication] THERE WAS ONE THIS MORNING I RESPONDED TO. I FORGOT TO DO FROM YESTERDAY. THAT WAS COMMUNICATIONS FROM THE BOARD. WE WANT TO HAVE COMMUNICATIONS. TRUSTEE. THANK YOU, MR. CHAIR. YOU KNOW WHAT? I THINK WE SHOULD ALL EXPRESS OUR GRATITUDE TO OUR SUPERINTENDENT FOR ALL THE HARD WORK SHE PUT INTO GETTING THE TWO SPED ITEMS THROUGH THE PROCESS, THE HOURS, THE MEETINGS, THE PAIN, THE SUFFERING. SO THANK YOU. CHAIRMAN GINGREY AND TRUSTEES, I WOULD LIKE TO SAY THANK YOU VERY MUCH FOR THAT. HOWEVER, THIS IS ABSOLUTELY A TEAM EFFORT. THERE IS NOT ONE THING THAT WE DO ALONE. AND CHARLOTTE WAS THERE EVERY STEP OF THE WAY. MOST OF THE ORGANIZATIONS AFFECT ALL OF THE ORGANIZATIONS WITH, WITH THE EXCEPTION OF US HIRED SOMEONE TO DO TO RUN THEIR SPEC CAMPAIGN. WE DID NOT. WE DID ALL OF IT OURSELVES. AND ANDREA JUST SHE PUT TOGETHER THE BUTTONS, THE BOOKMARKS. SHE CAME UP WITH THE SLOGAN READ UP ON UCSD AND DID A BOOKMARK. SHE PUT THOSE THINGS TOGETHER. SHE GOT THE QR CODES AND ORDERED THE. THE YARD SIGNS AND THE DOOR HANGERS. AND SO IT WAS ABSOLUTELY A TEAM EFFORT. AND CHARLOTTE JUST KEPT SCHEDULING THINGS AND SCHEDULING THINGS WITH ME AND GIVING ME FEEDBACK. SO THIS IS NOT JUST AND I APPRECIATE THE RECOGNITION, BUT TRULY WE HAD SO MANY PEOPLE BEHIND THE SCENES HELPING US AND WE APPRECIATE IT. THERE'S JUST NO WAY THAT WE WOULD HAVE BEEN ABLE TO DO THIS. SO I'M VERY PROUD OF THE EFFORT, BUT APPRECIATIVE OF YOU AS BOARD MEMBERS BEING MAVENS IN THE COMMUNITY AND CHAIRMAN GINGREY ADVISING AND TELLING ME HOW I DIDN'T SAY SOMETHING RIGHT TIME OR TWO. SO I DO APPRECIATE THE COACHING AND I'M GRATEFUL THAT WE'RE PAST THIS HURDLE AND WE HAVE A LOT OF WORK AHEAD OF US. AND ALSO, I DON'T WANT THE STAFF TO BE AFRAID. WE ARE GOING TO HAVE TO INCLUDE ADDITIONAL STAFF TO HELP US WITH THESE PROJECTS. AND THE BUZZ IN THE BUSINESS OFFICE, THERE'S A LOT OF REQUIREMENTS FOR SPEC PROJECTS FOR THE STATE SIDE OF IT, SO WE'RE GOING TO NEED SOME ADDITIONAL HELP THERE. WE'RE CERTAINLY GOING TO NEED ADDITIONAL HELP AND PROJECT MANAGEMENT AND FACILITIES. WE CAN'T JUST KEEP ADDING SO MANY PROJECTS WITHOUT PROVIDING THE SUPPORT TO DO IT. SO I DON'T WANT EVERYBODY TO BE AFRAID WE ARE GOING TO DO THAT. BUT I APPRECIATE THE. AND WE'RE GOING TO DISCUSS THE TWO STEP HERE IN A MINUTE. BUT ANY OTHER REPORTS THAT ARE MISSING FROM ANY SCHOOL OR MEMBERS? TRUSTEE BRUNSWICK, SINCE IT'S NOT 10:00 YET, I'M COMING UP ON THE END OF MY TERM HERE, BUT THIS IS THE END OF 31 YEARS IN THE DISTRICT. AND SO. I WOULD HOPE. I WAS WONDERING IF YOU MIGHT INDULGE ME. JANINE IS FOND OF SAYING THAT IT'S KIDS. IT'S ABOUT THE KIDS, WHICH I'VE BEEN HEARING FROM HER FOR 20 YEARS. AND THIS IS TRUE. HOWEVER, IF IT WERE JUST THE KIDS IN THE SCHOOL, I THINK IT'D BECOME LORD OF THE FLIES PRETTY QUICKLY. I GUESS IT'S ABOUT THE KIDS, BUT IT'S THE STAFF AS A WHOLE, ALL THE EMPLOYEES OF THE DISTRICT THAT MATTER. AND I THINK THAT I'M PARTICULARLY HOPEFUL FOR WHAT WE'VE DONE GOING FORWARD WITH THE HOUSING AND WHAT WE'VE DONE IN THAT WAY. FOR US, YOU KNOW, RUNNING OUR BUDGET AT 168% INSTEAD OF THE 162 THAT THE STATE WOULD HAVE SAID, I [01:35:06] THINK WE'RE WE'VE COME A LONG WAY. BUT IF YOU WILL INDULGE ME, I WROTE A GUEST SHOT IN 1999. AND SO I'D LIKE TO READ THAT TO YOU. IT SAYS RUNNING A SCHOOL DISTRICT TAKES MORE THAN TEACHERS. I READ WITH INTEREST. JOANNA LOVES SERIES ON EDUCATION AND TIME COUNTY, ALTHOUGH I DISAGREE WITH HER INTERPRETATION OF DATA THAT WAS TAKEN FROM THE PUBLIC EDUCATION COALITION DISTRICT PROFILE. IT RAISES A CONCERN THAT I HAVE ABOUT REPORTING OF SCHOOL FUNDING AND ISSUES AND TEACHERS SALARIES. IN TWO OF THE ARTICLES. NOW YOU'VE GOT TO REMEMBER THESE ARE 1999 NUMBERS. IN TWO OF THE ARTICLES, SHE REPORTED THAT A TEACHER WITH TEN YEARS EXPERIENCE EARNED $40,000 IN OUR CURRENT SALARY SCHEDULE. THE MOST OF A TEACHER ON STEP TEN CAN EARN IS $35,690. THIS SALARY IS ONLY FOR THOSE IS ONLY ACHIEVABLE IF THE TEACHER HAS EARNED A MASTER'S DEGREE AND 30 ADDITIONAL GRADUATE CREDITS. THE TABLE CONTAINED IN THE PDC PROFILE. COMBINED, ALL EMPLOYEES OF THE DISTRICT, INCLUDING ADMINISTRATORS AND DIRECTORS, NOT JUST TEACHERS. THIS BRINGS ME TO MY POINT OF CONTENTION. ONLY IN THE LAST ARTICLE DID MS. LOVE RECOGNIZE THAT THERE ARE OTHER EMPLOYEES IN OUR DISTRICT BESIDES TEACHERS. A POINT OFTEN OVERLOOKED WHEN REPORTING ON SCHOOL FUNDING. IN THE ARTICLE, SHE ASSUMED THAT THE CHART REFERRED TO TEACHERS. WHEN SENATOR LARSON ADDS ON MONEY TO FUNDING BILL, IT'S FOR THE TEACHERS. WHEN WE GAIN MONEY, WE HAVE GAINED MONEY FOR TEACHERS. WHEN WE LOSE MONEY, WE HAVE LOST MONEY FOR TEACHERS. DAYTON COUNTY SCHOOL DISTRICT HAS APPROXIMATELY 300 FULL AND PART TIME EMPLOYEES. MOST ARE TEACHERS APPROXIMATELY 190. WHO ARE THE REST? BUS DRIVERS, CUSTODIANS, FOOD SERVICE WORKERS, SECRETARIES, EDUCATIONAL AIDES AND PARAPROFESSIONALS TO NAME A FEW. WHEN WE LOSE FUNDING, THEY LOSE OUT AS WELL. MOST OF THESE EMPLOYEES ARE PAID ON AN HOURLY BASIS WITH WAGES STARTING IN 1999, BETWEEN $7.50 AND $8.50. AT FIRST GLANCE, THIS MAY LOOK PRETTY GOOD, BUT CONSIDER THAT MANY OF THEM WORK LESS THAN 7 HOURS A DAY. A QUICK SURVEY OF THE CLASSIFIED ADS WILL REVEAL MANY OTHER EMPLOYMENT OPPORTUNITIES IN THE VALLEY THAT HAVE SIMILAR PAY AND OFFER MORE HOURS EACH WEEK. IS IT ANY WONDER THAT WE HAVE PROBLEMS HIRING AND RETAINING EMPLOYEES IN THESE POSITIONS? DOES IT MATTER? YOU BET IT DOES. THE EIGHT IN THE ELEMENTARY CLASSROOM ALLOWS TEACHERS TO FOCUS ON A SMALLER GROUP OF CHILDREN WITH SPECIAL NEEDS. THE BUS DRIVER MAY BE THE FIRST DISTRICT EMPLOYEE THAT YOUR CHILD SEES EACH MORNING. WE ALL TRUST THEM TO DELIVER OUR CHILDREN SAFELY TO SCHOOL OR SOME FAR CORNER OF THE STATE AND BACK, REGARDLESS OF ROAD CONDITIONS. IF YOU HAVE CHILDREN AT HOME, YOU CAN BEGIN TO IMAGINE WHAT 670 TEENAGERS DUE TO A BUILDING IN ONE DAY. YET THERE IS THERE IT IS READY TO GO THE NEXT MORNING. SECRETARIES ARE THE HUB THAT CONNECTS TEACHERS, STUDENTS AND PARENTS ALL DAY LONG, AND THEY STILL MANAGE TO RUN THIS BUSINESS WE CALL SCHOOL. OUR FOOD SERVICE PERSONNEL ARE TRYING TO KEEP THESE GROWING BOTTOMLESS PITS FED. HOPEFULLY WITH SOMETHING NUTRITIOUS, THESE PEOPLE ARE THE SUPPORT STAFF AND THAT'S EXACTLY WHAT THEY DO. SUPPORT THE TEACHERS IN THE JOB OF EDUCATING YOUR CHILDREN. THE MARCH 3RD EDITORIAL STATES THAT IF SOMETHING ISN'T DONE FOR TEACHERS, WE WILL NOT BE ABLE TO DEVELOP THE MATURE, EXPERIENCED STAFF FOUND IN OTHER PARTS OF THE STATE. I MAINTAIN THAT IF SOMETHING ISN'T DONE FOR THE WAGES OF ALL EMPLOYEES IN THE DISTRICT, WE WILL FOREVER REMAIN IN A STATE OF FLUX. APPROXIMATELY ONE THIRD OF OUR TEACHERS EARN LESS THAN 30,000 PER YEAR DUE TO THEIR PLACEMENT ON A SALARY SCHEDULE OR BECAUSE THEY WORK A PART TIME POSITION. ALL OF THEM ARE TRAINED PROFESSIONALS WITH EDUCATION, RANGING FROM A BACHELOR'S DEGREE TO A MASTER'S DEGREE. MANY HAVE EARNED ADDITIONAL GRADUATE HOURS BEYOND THEIR ORIGINAL DEGREE AND MAY HAVE SEVERAL YEARS TEACHING EXPERIENCE. DURING MY EIGHT YEARS OF TEACHING SCIENCE AT THE HIGH SCHOOL, WE'VE LOST TWO BIOLOGY TEACHERS AND TWO PHYSICS TEACHERS. ALL OF THEM ARE LOOKING FOR A QUALITY OF LIFE THAT THEY COULD NOT AFFORD AS TEACHERS IN JACKSON. TEACHERS FROM THROUGHOUT THE DISTRICT HAVE LEFT FOR THE SAME REASON, AND THERE HAS THERE'S BEEN AN IMPACT ON THE PROGRAMS THAT WE CAN PROVIDE TO THE CHILDREN. WHILE THE SALARY NEWS IS GRIM FOR TEACHERS, IT'S WORSE FOR OUR SUPPORT STAFF. MANY OF THEM DO NOT EVEN HAVE THE OPPORTUNITY TO EARN $20,000 A YEAR. THEY'RE FACED WITH THE SAME COST OF LIVING AS THE REST OF US, AND THEIR LOSS IMPACTS THE PROGRAMS AND CHILDREN AS WELL. IT TAKES ALL THE EMPLOYEES OF THE DISTRICT TO MAKE OUR SCHOOLS RUN PROPERLY FROM THE PART TIME FOOD SERVICE WORKER TO THE SUPERINTENDENT. REMEMBER THAT WHEN YOU READ AN ARTICLE ON SCHOOL FUNDING, THE STATE HAS DECIDED THAT FOR THE NEXT YEAR WE WILL SEE A LOSS IN FUNDING, NOT JUST A LOSS OF MONEY FOR TEACHERS, [01:40:02] BUT A LOSS FOR ALL EMPLOYEES AND PROGRAMS. IN THE END, IT'S A LOSS AND WILL BE FELT BY OUR STUDENTS. I DON'T THINK THAT WHILE WE HAVE DONE MANY THINGS THAT AND I BELIEVE WE'VE DONE TREMENDOUS THINGS FOR THEM, WE STILL NEED TO REMEMBER THINGS HAVEN'T CHANGED SINCE 1999. VERY SIMILAR. I COULD JUST CHANGE SOME NUMBERS, BUT HOPEFULLY AS WE CONTINUE FORWARD THAT OUR CURRENT BOARD AND OUR NEW BOARD MEMBERS WILL CONTINUE TO. THINK OF THE STAFF, THE WHOLE STAFF, AND WHAT THEY DO TO SUPPORT ALL OF THOSE CHILDREN, THAT IT'S OUR JOB TO EDUCATE. THANKS. THANK YOU, ALEX. AND SO JUST MAYBE TO FOLLOW UP ON THAT A LITTLE BIT, AND THIS IS MORE FOR WHOEVER THE NEXT CHAIRMAN IS, MAYBE IN JANUARY OR FEBRUARY. I KNOW THE ANNOUNCEMENT MEETING A LITTLE BIT WITH PARAPROFESSIONALS. I KNOW SOME WORK CAN BE DONE IN THAT AREA. I KNOW SOME OF THE PARAPROFESSIONALS HAVE CONCERNS. SO THAT MIGHT BE SOMETHING FOLLOWING UP ON ALAN SAYING THAT WE NEED TO CONCENTRATE A LITTLE BIT ON ON HELPING THOSE PARAPROFESSIONALS WITH SOME OF THEIR CONCERNS THAT THEY'RE CURRENTLY HAVING. THEY HAVE A SORT OF A LIST THAT THE SUPERINTENDENT'S BEEN GOING THROUGH INTERNALLY, BUT IT MIGHT BE SOMETHING THAT WE AS A BOARD COULD HELP OUT ON THAT ISSUE TO OTHER REPORTS BEFORE WE DISCUSS. NONE. I JUST WANTED TO RECOGNIZE STEPHAN ABRAMS IS HERE TONIGHT. THANKS FOR BEING HERE. SEE YOU NEXT MONTH. SITTING UP HERE, HOPEFULLY. AND I TALKED TO REED DORNAN EARLIER TODAY, AND SHE WILL BE HERE. AND SO WE HAVE TWO GREAT NEW BOARD MEMBERS COMING ON BOARD. AND I CALLED EACH ONE OF THE PEOPLE THAT ALSO RAN AND THANKED THEM FOR RUNNING AND AND URGE THEM TO CONTINUE TO BE VERY INTERESTED IN WHAT WE'RE DOING HERE AT OUR DISTRICT AS THE GREAT NEWS BOTH PAST, AS YOU KNOW, WHICH IS AMAZING. A LOT OF WORK WENT INTO GETTING THOSE PATHS. THE QUESTION STARTS TO BE, NOW, WHAT'S NEXT? AND SO IN THE NEXT MONTH OR TWO, WE NEED TO HAVE SOME DISCUSSIONS ABOUT WHAT TO DO. THE KEY PART, AND I THINK THIS IS WHAT EVERYBODY IS GOING TO BE DISCUSSING THAT GOT PAST IS THE CURRENT SPAT, THE 2019 SPAT. THEY DON'T START COLLECTING UNTIL POSSIBLY OCTOBER OF 23. SO THEY DON'T EVEN STOP COLLECTING FOR THE LAST BET UNTIL WELL INTO NEXT YEAR. SO THEN THEY START COLLECTING HOW THAT WORKS. THE TREASURER COMES UP WITH A SPREADSHEET. SHE SORT OF TALKS TO ALL THE DIFFERENT 15 DIFFERENT SETS AND FINDS OUT WHO'S SHOVEL READY, WHO'S NOT, WHO NEEDS SOME MONEY FOR AN ARCHITECT, WHO NEEDS MONEY FOR THIS OR THAT. AND THEN SHE COMES UP WITH A SPREADSHEET. SO SOME SPECS MAY YOU'LL SEE THEM ON THE SPREADSHEET, MAY BE GETTING SOME MONEY, SOME MAY BE GETTING NONE, AND SOME ARE GETTING THEIR WAY AT THE BOTTOM, SOME GET SOME AT THE VERY BEGINNING TO PAY FOR DESIGN, AND THEN THEY GET DONE FOR A WHILE AND THEN THEY GET MONEY AT THE END FOR THE CONSTRUCTION. SO WE'LL HAVE TO SIT DOWN WITH THE TREASURER AND TELL HER WHAT OUR NEEDS ARE AND THEN SHE WORKS THOSE OUT AND THEN THOSE ARE PRESENTED TO THE COMMISSIONERS AND THEY APPROVE A RESOLUTION AS TO HOW THE MONEY WILL BE DISTRIBUTED. THE KEY POINT PART IS EVEN FOR CONSTRUCTION, IT COULD BE SIX YEARS BEFORE YOU HAVE MONEY TO DO ANYTHING. SO IT'S NOT AS IF TOMORROW WE RUN OUT AND WE START DOING THESE THINGS. BUT WHAT WE SHOULD PROBABLY BE HAVING DISCUSSIONS AND IT DOESN'T HAVE TO BE TONIGHT, BUT I'M JUST SORT OF LAYING OUT SORT OF SOME OF THE DISCUSSIONS IN THE FUTURE NEED TO BE IS DO WE DO REVENUE BONDS OF SOME SORT, WHERE WE ISSUE BONDS, WHERE WE GET OUR MONEY UP FRONT NOW AND THEN THE BET WHEN IT COMES IN LATER, SIX YEARS FROM NOW, WOULD PAY OFF THOSE BONDS. IS THAT A SMART FINANCIAL MOVE? YOU'RE PAYING INTEREST RATES, YOU'RE PAYING PAYING, USING YOUR MONEY THAT YOU'RE GETTING, NOT FOR THE ACTUAL THING YOU WANTED TO BUILD, BUT TO ACTUALLY GET THE MONEY EARLY. THAT'S AN OPTION. DO WE PULL MONEY OUT OF OUR RESERVES TO JUST PAY FOR DESIGN TO GET THAT DONE AT THIS POINT? OR DO WE WAIT FOR MONEY TO FLOW IN FOR DESIGN AND WE BUILD AT A LATER DATE? PRIMARILY, MOST OF THESE DISCUSSIONS WILL CENTER AROUND THE EMPLOYEE CONSTRUCTION BECAUSE WE DON'T HAVE THE MONEY FROM THE LEGISLATURE OR FROM PRIVATE DONATIONS YET FOR THE BRONCO ACHIEVEMENT CENTER. SO THE BRONCO ACHIEVEMENT CENTER MAY BE A DISCUSSION A YEAR FROM NOW OR MORE, WHATEVER. BUT AS TO THE EMPLOYEE HOUSING, HOW DO WE MOVE FORWARD? DO WE GO AHEAD AND LOOK AT HIRING A DESIGN TEAM? HOW DO WE PAY FOR THAT DESIGN TEAM? SO THOSE ARE SOME OF THE ANSWERS I'M JUST THROWING OUT. [01:45:01] THOSE ARE THE DISCUSSIONS THAT WE NEED TO HAVE IN THE NEXT FEW MONTHS AS TO HOW WE MOVE FORWARD AND HOW WE ACTUALLY GET THESE PROJECTS DONE. ALSO, YOU HEARD THE SUPERINTENDENT MENTIONED THESE ARE BIG PROJECTS AND SO WE'RE PROBABLY GOING TO NEED TO BRING ON SOME MORE STAFF, SOMEONE TO MANAGE A PROJECT BECAUSE THAT'S NOT SOMETHING YOU CAN JUST THROW ON TO SOMEONE ELSE'S PERMANENT JOB DUTIES, LIKE BUILDING A LARGE BUILDING. SO I'LL STOP TALKING FOR A MINUTE AND TAKE FEEDBACK. MY PERSONAL GOAL. IS TO GET THE MONEY FOR THE 20 MILLION FOR THE ACHIEVEMENTS AND ANOTHER 1.8 FOR THE HIGH SCHOOL AND THE 16 WHATEVER, FOR THE BUS, FOR AN APPROVED BY THE LEGISLATURE WITH IMMEDIATE RELEASE OF FUNDS UPON APPROVAL IN MARCH. SO IF IT WAS RELEASED EARLY, THEN THAT WOULD GIVE US MONEY TO AT LEAST START THE DESIGN WORK. AND I THINK. AS I'VE KIND OF PONDERED IT IN MY MIND, THE BRONCO TREATMENT CENTER IS GOING TO BE KIND OF INTERESTING TO MELD THESE TWO POTS OF MONEY, BECAUSE WHERE DOES ONE STOP AND THE OTHER ONE BEGIN? FOR EXAMPLE, TAKE THE DESIGN. SO WHAT DO YOU DO? YOU JUST DESIGN THE STUFF ON THE OUTSIDE AND YOU DON'T DESIGN THIS STUFF ON THE INSIDE. YOU KNOW, IT'S KIND OF BUT. I PERSONALLY THINK WE HAVE EXCUSE ME, A PRETTY GOOD CHANCE OF GETTING THE MONEY FROM THE STATE. EXCELLENT. THANK YOU VERY MUCH FOR ALL YOUR WORK YOU'RE DOING. GET THAT. MR. CHAIRMAN, NOT JUST AS CHAIRMAN. MR. MEAD. WE DID BUDGET. SOME SEE BEHIND THE SCENES. THREE QUARTERS OF THE SITE PLAN. SO WE DO HAVE SOME MONEY TO BEGIN THAT PROCESS. YEAH. ANY THOUGHTS ON SHOULD WE BRING FORWARD. DESIGN ON THE EMPLOYEE HOUSING AND FIND SOMEBODY INTERNALLY TO PAY FOR THAT. SHOULD WE JUST WAIT TO SEE MORE ON THAT ONE? THOUGHTS ON THE EMPLOYEE HEALTH CARE? YEAH, I THINK THE EMPLOYEE HOUSING. I MEAN, I THINK WE NEED TO GET THAT DONE AS SOON AS WE CAN. SO I WOULD BE SUPPORTIVE OF MOVING FORWARD WITH THAT WITH MONEY WE HAVE OR WHATEVER. BUT SINCE WE DON'T NEED ADDITIONAL MONEY TO MAKE THAT HAPPEN, IT'S ALL. SAID WE'RE NOT WAITING FOR A LEGISLATOR OR ANYTHING LIKE THAT. I THINK WE SHOULD MOVE FORWARD WITH THAT BECAUSE THERE'S A GREAT NEED RIGHT NOW. WOULD EVERYONE BE COMFORTABLE IF THAT WAS ON THE DECEMBER AGENDA TO HIRE? I THINK DONNA'S GOT PEOPLE LINED UP POTENTIALLY FOR A DESIGN TEAM. IS THAT SOMETHING PEOPLE WANT TO SEE IN DECEMBER? OR SHOULD WE HOLD OFF AND A LITTLE BIT LONGER? MR. CHAIRMAN, I WOULD BE INTERESTED IN KNOWING WHAT REVENUE BONDS ARE GOING TO COST US. AND IT MAY BE THAT IT'S WELL WORTH IT TO GO FORWARD WITH REVENUE BONDS. BUT THE ECONOMY HAS CHANGED QUITE A BIT SINCE WE FIRST STARTED THIS. I THINK IT WOULD HAVE BEEN A NO BRAINER SOME MONTHS AGO EVEN. BUT I'D LIKE TO SEE THOSE NUMBERS IF WE CAN GET THEM ABOUT WHAT IT WILL COST US IN INTEREST AND OTHER COSTS TO REVENUE, BOND HOUSING, AS WELL AS THE BRONCO ACHIEVEMENT CENTER. SO TWO THINGS NEXT MONTH, POTENTIALLY THE RFP DESIGN FOR THE EMPLOYEE HOUSING AND FIND MONEY INTERNALLY FOR THAT. AND NUMBER TWO, HAVE SOME TYPE OF PRESENTATION ON. WHAT ARE THE REVENUE BONDS? HOW MUCH WOULD THEY COST? WHAT IS IT EVEN FINANCIALLY FEASIBLE? IS THIS A DUMB MOVE ON OUR PART? IS THIS A SMART MOVE? WE CAN DO BOTH THOSE THINGS. I THINK THE OTHER THING THAT I THINK THAT THERE IS A. STRONG RECOGNITION AT THE STATE ON HOUSING ISSUES THAT EXIST IN COMMUNITIES ALL AROUND THE STATE. AND LAST SESSION THERE WAS A BILL THAT. NEVER MADE IT THROUGH. WHICH WOULD HAVE PUT. I DON'T REMEMBER THE AMOUNT. SEVERAL MILLION DOLLARS INTO A POT THAT WOULD ALLOW HOUSING TO BE BUILT. IT ACTUALLY WAS STARTED WITH PRESIDENT DOC STATER. SAYING THAT. I REALLY WONDER, YOU KNOW, THE STATE COFFERS RIGHT NOW ARE PRETTY FLUSH. AND I REALLY WONDER IF THERE IS AN OPPORTUNITY FOR US TO BORROW FROM THE STATE INSTEAD OF PAYING THE INTEREST RATES ASSOCIATED WITH REVENUE [01:50:02] BONDS. MY SUGGESTION. OF COURSE, THE GOVERNORS FIRST AND FOREMOST. BUT MY SUGGESTION IS THAT WE. I CAN THINK OF THREE MEMBERS OF THE BOARD THAT I THINK MIGHT BE RECEPTIVE THAT WE DON'T COME FROM SLIPS THAT WOULD LOAN THEM. I BELIEVE. THOSE ARE GREAT IDEAS. AND FOR THE BENEFIT OF THOSE WHO DON'T KNOW IT, SLIP IS AT STAKE. LOAN AND INVESTMENT BOARD. ANY OTHER THOUGHTS? VERY COMFORTABLE WITH THAT FOR DECEMBER, SORT OF MOVE FORWARD WITH THOSE TWO ITEMS. ANYTHING ELSE? ANYONE. SONY REPORTS DISCUSSION OF FUTURE AGENDA ITEMS. WE SORT OF JUST DID THAT REVIEW A MEETING. I HAVE NOTHING FURTHER TONIGHT. SO JANINE ALAN WE'LL CERTAINLY MISS BOTH OF YOU. WANT TO COME BACK TO THE DECEMBER MEETING IN HERE. [LAUGHTER]. WE HAVE STILL MAKE PUBLIC COMMENT. YEAH, I'M NOT ON THE BOARD. I CAN MAKE PUBLIC COMMENT ABOUT MAYBE THINGS THAT. [INAUDIIBLE] YOU GUYS EVEN YOU KNOW WHAT? YOU'RE NOT ON THE BOARD. YOU CAN SUBSTITUTE TEACHER. I SAID THAT ALREADY. YOU ARE. JANINE I WOULD ENTERTAIN A MOTION TO ADJOURN. ALAN WOULD YOU LIKE TO SECOND? I WILL SECOND. IT'S BEEN MOVED BY TRUSTEE TESKE AND SECONDED BY TRUSTEE BRUMSTE TO ADJOURN FOR THIS EVENING. ALL THOSE IN FAVOR SAY AYE, AYE. OPPOSE. WE ARE ADJOURNED. * This transcript was compiled from uncorrected Closed Captioning.
