[A. Call to Order] [00:00:05] >> WELCOME BACK FROM THE EXECUTIVE SESSION OF FIVE UPTO SIX. I BELIEVE WE START WITH THE PLEDGE OF ALLEGIANCE. >> >> THE VISION STATES AS A PREMIER DISTRICT, OUR VISION IS TO ENSURE EVERY STUDENT IS PREPARED TO SUCCEED IN AN EVER CHANGING WORLD. [B. Approval of the Agenda] WITH THAT, I WILL TAKE A MOTION TO APPROVE THE AGENDA. >> I MOVE TO APPROVE TONIGHT'S AGENDA. >> SECONDED. >> IT'S BEEN MOVED AND SECONDED THAT WE APPROVE TONIGHT'S AGENDA AS PRESENTED. ANY DISCUSSION? ALL THOSE IN FAVOR, PLEASE SAY AYE. >> AYE. >> OPPOSED? OKAY. SUPERINTENDENT REPORT. [C. Superintendent's Report] >> THANK YOU, TRUSTEES. WELCOME TO 2023. THE FIRST CELEBRATION THAT I'D LIKE TO SHARE IS AN UPDATE FROM OUR THIRD GRADE STUDENT, FOREST RAMSEY, WHO EARNED A PERFECT SCORE IN THE WORD MASTERS CHALLENGE AND THIS IS A TEST 125,000 STUDENTS TAKE ANNUALLY AND ONLY FOUR STUDENTS, FOUR THIRD GRADERS ACROSS THE COUNTRY RECEIVED A PERFECT STORE AND FOREST IS ONE OF THEM. OBVIOUSLY, HE'S NOT HERE THIS EVENING. HE'S PROBABLY STUDYING [LAUGHTER] BECAUSE HE'S OBVIOUSLY QUITE TALENTED AND HAS A KNACK FOR THIS. WE ALSO HAD JAKES BUTLER, A THIRD GRADER AND THEN QUINN BIGELOW AND ANDY SHILLING, WHO ALSO SCORED WITH OUTSTANDING RESULTS. WE WANTED TO HIGHLIGHT MR. FOREST RAMSEY FOR THAT ACCOMPLISHMENT AND THE TEACHERS THAT PUT THIS ON OR PARODY AND CHRISTINE [INAUDIBLE]. A BIG HONOR FOR OUR SCHOOL DISTRICT. SO CONGRATULATIONS TO FOREST. [APPLAUSE] THE NEXT ITEM IS THE DISTRICT LEADERS REPORT AND IF THERE ARE ANY QUESTIONS, WE'RE HAPPY TO DIRECT THEM. >> MR. CHAIR? >> OH, YES CHRISTINE. >> I HAD ONE QUESTION RELATED TO THAT APPLE SALES AND I JUST WAS CURIOUS, I KNOW THAT THE MONEY THAT THE STUDENTS BRING IN IS THEN THEY DECIDE WHAT PHILANTHROPIC ORGANIZATION TO GIVE IT TO AND I WONDERED IF THERE WAS EVER CONSIDERATION OF THOSE FIFTH GRADERS GIVING A GRADUATION GIFT TO THEIR SCHOOL, WITH SOME OF THOSE FUNDS. I KNOW THAT, I'VE JUST SEEN THAT IN OTHER PLACES. I THOUGHT IT WAS, I'M ALL ABOUT PHILANTHROPIC GIVING, SO I THINK IT'S TERRIFIC THAT AND GIVING IT TO COMMUNITY-BASED ORGANIZATIONS. BUT I JUST WONDERED IF THEY EVER THOUGHT ABOUT GIVING A LEGACY GIFT BACK TO THEIR ELEMENTARY SCHOOL. >> THANK YOU FOR THAT FEEDBACK. I WILL INQUIRE WITH THE FIFTH GRADE OR THE ELEMENTARY PRINCIPALS. THANK YOU. >> MR. CHAIR. >> YES. >> I JUST HAD A COMMENT. I ONE LOOKING FORWARD TO THE NEW WEBSITE. THAT'S VERY EXCITING AND ALSO REALLY APPRECIATED THE PLC SMART GOAL AT THE MIDDLE SCHOOL OF HAVING 100 PERCENT, CAMPUS STUDENTS HAVING SOME CONNECTION TO A TEACHER AN ADULT AND A SCHOOL. THAT WAS GREAT. BUT I THOUGHT THE PRESENTATION THAT WAS LINKED IN THERE WAS VERY POWERFUL AS WELL. EVEN THOUGH IT SEEMED LIKE MOST, WAS IT 85 PERCENT OF THE STUDENTS HAD A CONNECTION. THERE IS STILL AT 15 PERCENT OR SO THAT DIDN'T REALLY HIGHLIGHT THE ONES THAT DON'T HAVE ANYBODY IN REACHING OUT TO THEM, I THOUGHT WAS GREAT. THANK YOU. >> TRUSTEES. >> THANK YOU. >> NEXT IS OUR EDUCATIONAL MOMENT WITH DR. SWINTOWSKI. CHECK HIS MATH SKILLS. [LAUGHTER] ONE IN PARTICULAR. [LAUGHTER] >> I DESERVE IT. >> JUST KIDDING, THIS IS THE FEEDBACK PART. [LAUGHTER] >> YOU'RE GOING TO HEAR MORE ABOUT PLCS. HOPEFULLY YOU'RE READY FOR THAT. MR. CHAIR AND TRUSTEES, THIS WILL BE EQUIVALENT TO WHAT WE WANTED TO TALK ABOUT. YOU'VE HEARD A LOT ABOUT THE WHY OF PLCS AND WE WANTED TO JUST TALK ABOUT ONE, A CENTRAL COMPONENT, WHICH IS HOW DO WE MAKE SURE THAT ALL OF OUR STAFF ARE ACTUALLY ENGAGING IN THE PROCESS WELL. THAT QUESTION CAME UP EARLIER, [00:05:02] LIKE, WE'VE BEEN DOING IT FOR EIGHT OR NINE YEARS. NOW, HOW DO WE MAKE SURE THAT WE'RE NOT JUST DOING IT, BUT ACTUALLY GETTING RESULTS. ANDRE IF YOU WOULDN'T MIND CHANGING SLIDES. PLEASE KEEP GOING. GET THROUGH A FEW AT THE BEGINNING HERE. THANK YOU. KEEP GOING AGAIN. WE'VE SEEN THIS IS LARGELY COVERING WHAT WE'VE TALKED ABOUT, WANTED TO REMIND, WE'VE SEEN THIS IN THE LAST SESSION FOR THOSE WHO WEREN'T THERE, THREE PIECES, PLCS, HUGE, PRIMARY FOCUS ON STUDENT LEARNING. SOMETIMES PEOPLE WILL SAY THEY'RE DOING, WE'RE DOING PLCS AND THEY'LL DO BOOK STUDIES AROUND CERTAIN THINGS. THAT'S GREAT. THERE'S FEATURE LEARNING, BUT IS IT IN SERVICE OF STUDENT LEARNING? YES OR NO? THAT'S THE KEY PIECE THAT WE NEED TO MAKE SURE IT'S ALWAYS THERE. COLLABORATION, RESULTS ORIENTATION. ARE WE EVALUATING THE INSTRUCTIONAL DECISIONS THAT WE'RE MAKING AND THEN THESE FOUR PLC WEAPONS, ONLY THING I'LL HIGHLIGHT ON THIS SLIDE IS, AGAIN, THIS CAME UP AT THE LAST SET AT THE WORKSHOP AS WELL. IS IT TAKES A SIGNIFICANT AMOUNT OF TIME. I'M NOT GOING TO TALK ABOUT THE AMOUNT OF TIME IT TAKES AROUND COLLABORATION TO DO IT. IT TAKES A SIGNIFICANT AMOUNT OF TIME TO LEARN HOW TO DO THIS WELL, TO GET RESULTS, LEAD US WORK ACTUALLY TAKES A LOT OF CAPACITY BUILDING IN SHARED LEARNING. THAT'S WHY I WANTED TO BRIEFLY SHARE. GO TO NEXT SLIDE. NOW SOMETHING SLIGHTLY NEW HERE IS BOUND DAYS WHERE I'M GOING, ALREADY, IS FOUNDATIONAL TO PLC IMPLEMENTATION IS THE CONCEPT OF SHARED LEARNING. IF WE'RE GOING TO IMPLEMENT A NEW SCIENCE CURRICULUM OR LITERACY INSTRUCTIONAL PRACTICE, OR A SOCIAL EMOTIONAL LEARNING INITIATIVE OR WHATEVER IT MAY BE. A HUGE REQUIREMENT I GUESS, OR COMPONENT OF PLC CULTURE IS YOU MUST ENGAGE IN SHARED LEARNING FIRST. YOU CAN'T HAVE THREE PEOPLE GO TO A TRAINING AND TELL EVERYONE ELSE TO DO IT AND EXPECT TO GET RESULTS FROM THAT. ENGAGING IN THAT SHARED LEARNING IS ESSENTIAL. ANDRE IF YOU GO TO THE NEXT SLIDE. HOW ARE WE ENGAGING IN THAT SHARING? HOW DO WE MAKE SURE THAT THROUGHOUT OUR DISTRICT WE DON'T HAVE SOME PEOPLE WHO ARE GETTING A LOT OF PD AND UNDERSTAND THE PROCESS INSIDE AND OUT, AND OTHERS THAT ARE GETTING NO FORMAL TRAINING OR SUPPORT OR SHARED LEARNING. THIS SLIDE CAPTURES WHAT'S GOING ON THIS YEAR, PIECES OF THIS HAVE BEEN IN PLACE IN THE PAST AND WHAT WE WOULD LIKE TO SEE CONTINUE TO GO ON. WHILE THERE ARE PLC PROFESSIONAL DEVELOPMENT OPPORTUNITIES THAT MAY EXIST SMALLER PIECES OUTSIDE OF THIS. THESE ARE OUR TWO BIG BUCKETS. BUCKET 1, THE PLC AT WORK COACHING ACADEMIES. THOSE ARE ESSENTIALLY ARE THREE TODAY'S SESSIONS. THAT'S USUALLY HOW THEY'RE AVERAGE. WE TRIED TO REDUCE IT DOWN TO FIVE SO THAT IT'S A LESS REQUIREMENTS AND WHAT I'M TAKING UP EACH YEAR FOR TEACHERS. BUT THESE ARE THREE TWO DAYS SESSIONS THAT ARE STRUCTURED REALLY, IT'S THE ENTIRE PROCESS FROM BEGINNING TO END. HOW TO SET VISION, MISSION, VALUES AND GOALS. HOW TO SET SCHOOL GOALS, HOW TO COLLABORATE AS A TEAM. HOW TO CREATE CURRICULUM, PACING, SCOPE AND SEQUENCE, LOOKING AT STANDARDS, INTERVENTION TIME, HOW TO SUPPORT NEW TEACHERS. ALL OF THAT IS IN A 5-6 DAY CURRICULUM AND WDE HAS BEEN SPONSORING THIS PD ACROSS THE STATE FOR AT LEAST FOUR YEARS. THE MIDDLE SCHOOLS PARTICIPATE AT ALL FOR YEARS, AND THIS IS THE FIRST YEAR. EACH YEAR WE HAD ANOTHER SCORE TO PARTICIPATE. THIS IS THE FIRST YEAR THAT WE'VE HAD ALL OF OUR SCHOOLS PARTICIPATE. SO WE HAVE SMALL TEAMS ANYWHERE, 3-5 HIGH SCHOOL, IT'S A LITTLE BIT MORE PARTICIPATE IN THIS BEGINNING TO END TRAINING. THE LAST THING I'D ADD AND WHAT WE REALLY FIND VALUABLE ABOUT THAT AND I THINK THE REASONS WDE INVEST IN IT AS WELL, IS THERE'S A LOT OF THE WAY THE FACILITATORS RUNNERS, THERE WILL BE 20 MINUTES OF LEARNING. NOW PRINCIPALS AND YOUR TEAM TALKED ABOUT HOW YOU APPLY THAT LEARNING. TWENTY MORE MINUTES TO LEARNING PRINCIPLES. IT'S A RARE SITUATION WHERE THERE'S A LOT OF PROCESSING OF LEARNING, NOT JUST SIT AND GET. THAT'S ONE BUCKET. WELL, WE WOULD LIKE TO DO OFFER THAT EVERY SINGLE YEAR. EVERY YEAR A SCHOOL HAS A TEAM GOING THROUGH THAT TRAINING. AS WE GET THREE OR FOUR YEARS INTO THAT, THAT WILL JUST BECOME OUR NEW TEACHER TRAINING. NOW, MOST OF OUR TEACHERS WILL HAVE HAD THAT BASIC, THAT PLC OR WHERE COACHING ACADEMY AND THEN THAT BECOMES OUR NEW TEACHER TRAINING IN THEIR FIRST YEAR OR TWO TO ACTUALLY COMPLETE. WE WANT TO MAKE THAT AS ROUTINE AS POSSIBLE. THE SECOND IS MUCH MORE CUSTOMIZED AND JOB EMBEDDED. IF THAT'S PRE-PACKAGED, A PROFESSIONAL LEARNING COMMUNITY AND THE CUSTOMIZED READER SHOULD KNOW IN SUPPORT, SO IN THIS CASE WE HAVE A CONSULTANT THAT COMES, HIS NAME IS DAVID JONES AND IT DOESN'T HAVE TO BE. WE'RE CONSTANTLY EVALUATING THIS. IS THIS THE RIGHT FIT EACH YEAR. BUT DAVID JONES WILL COME TWO DAYS PER MONTH. [00:10:03] IN THOSE TWO DAYS AFTER ONE HALF OF A DAY AND EVEN LESS THAN THAT, AROUND ABOUT TWO-AND-A-HALF HOURS IS SPENT WITH DISTRICT LEADERSHIP PRINCIPLES, INSTRUCTIONAL COACHES. IT'S A SMALL LEADERSHIP TEAM AND THAT PD IS AROUND HOW DO YOU LEAD THIS WORK BACK IN YOUR ABILITY? HOW DO YOU STAY IN FRONT OF THE LEARNING OF WHERE WE'RE WORKING WITH AND PUSHING OUR SCROLL AND PUSHING OUR TEACHERS TO GO. IT'S A LEADERSHIP SUPPORT THAT'S THERE. THE OTHER DAY AND A HALF IS COMPLETELY JOB EMBEDDED AND CUSTOMIZED BASED ON WHAT INDIVIDUAL SCHOOLS WILL NEED. JACKSON ELEMENTARY. I'M JUST USING A RECENT EXAMPLE. THEY MAY SAY WE'RE GOING TO FOCUS ON A LANGUAGE STANDARD NEXT MONTH. WE NEED HELP ON HOW TO UNPACK THAT STANDARD AND HOW TO ENSURE OUR INSTRUCTIONS MOST EFFECTIVE. HIGH SCHOOL MIGHT BE TALKING ABOUT HOW DO WE WORK TOGETHER MOST EFFECTIVELY AS A COLLABORATIVE TEAM, BECAUSE OUR TEAM JUST GOT BIGGER, WHATEVER INDIVIDUAL SCHOOL NEEDS, HE'S CUSTOMIZING HIS SUPPORT TO THAT INDIVIDUAL SCORE, WHAT THEIR REQUESTS ARE. THAT'S ULTIMATELY THE SUMMARY OF THE TYPES OF ONGOING PD, WHAT WE'RE DOING TO MAKE SURE THAT EVERYONE'S LEARNING THE SAME THING AND LEADERSHIPS ALSO GETTING THE SUPPORT THEY NEED TO LEAD EFFECTIVELY. ANY QUESTIONS? >> QUESTION? >> I HAVE ONE. >> PLEASE, MR CHAIRMAN. >> IF I MAY. HOW TO MEASURE YOUR SUCCESS, REMIND ME. >> YEAH, TWO WAYS. ONE, IMPLEMENTATION. THAT'S NOT STUDENT OUTCOMES OBVIOUSLY. THAT'S JUST ALMOST LIKE WHEN WE LOOKED AT THOSE BIG IDEAS IN THOSE FOUR QUESTIONS, ARE WE DOING THOSE THINGS WELL? IN FACT, WHEN YOU GO BACK A SLIDE, I WAS READY FOR THIS. ONE MORE. YES. RIGHT THERE AND BACK A DIFFERENT SLIDE. PERFECT. THERE ARE SEVEN OR EIGHT DIFFERENT WHAT WE CALL CONTINUANTS. NOW THESE ARE THE MORE DETAILED VERSION. THIS IS THE WHAT ARE ALL THE INDIVIDUAL THINGS THAT SHOULD BE IN PLACE IN ORDER TO GET STUDENT RESULTS. IF YOU'LL SCROLL THROUGH, YOU SEE THESE PATTERNS YOU NEED TO AIM THE CATEGORY. AGAIN, THERE'S A LOT OF DETAILS AROUND WHAT THAT ACTUALLY MEANS. HE STILL UNDERSTOOD THROUGH COUPLED, SO THAT'S GREAT. ALTERED PLANET SWARM PRIVILEGED DRAFTING. ALL STUDENTS MUST LEARN. WHAT WE DO IN THIS CASE IS, THERE ARE MEASURABLE TOOLS FOR EACH ONE OF THOSE THAT OUR SCHOOLS ARE SELF-ASSESSING ON. WE HAD ONE OF THESE SPECIFICALLY LAYING THE FOUNDATION. THAT'S AT THE TOP, YOU DON'T HAVE TO SCROLL TO THAT. THAT ALL OF OUR SCHOOLS HAVE TO RATE THEMSELVES WITH THEIR TEACHING TEAMS, AND THAT'S THE IMPLEMENTATION PIECE. DO WE HAVE THESE PIECES IN PLACE AND WHAT SUPPORT DO THEY NEED IN ORDER TO MAKE SURE THAT ALL OF THE X'S AND Y'S ARE IN PLACE. THAT'S JUST IMPLEMENTATION. WE NEED TO KEEP MONITORING THAT AND THAT WAS IN ONE OF OUR DISTRICT IMPROVEMENT PLAN THAT WAS ACTUALLY SHARED THERE. OBVIOUSLY, THAT'S JUST TELLING YOU, ARE YOU DOING WHAT YOU'RE SUPPOSED TO BE DOING AND MAKING IMPROVEMENTS THERE? THE REAL OUTCOME IS STUDENT ACHIEVEMENT OUTCOMES, AND THAT'S WHAT WE'RE LOOKING AT, BOTH INDIVIDUAL BUILDING LEVEL, REALLY INDIVIDUAL STUDENT LEVEL, INDIVIDUAL CLASS LEVEL, GRADE, SCHOOL AND THEN DISTRICT. I THINK WE'RE USING ALL OF THAT DATA TO SAY, WHEN IS THIS EFFECTIVE? BUT REALLY, I THINK WHAT WE'RE LOOKING IS WE KNOW GOING BACK TO BEFORE THE WORKSHOP, WE'RE DOING WHAT IS 'RESEARCH-BASED, EVIDENCE-BASED BEST PRACTICE'. IF WE'RE NOT SEEING THOSE RESULTS, THAT'S WHERE WE'RE TRYING TO FIGURE OUT WHERE HERE ARE WE STRUGGLING THAT WE NEED TO IMPROVE ON TO IMPROVE THOSE STUDENT OUTCOMES. THOSE LAPTOP SCORES, THESE SUMMATIVE ASSESSMENTS, ACT, THOSE ACTUALLY BECOME EXTREMELY VALUABLE TO SAY, ARE WE MOVING THE SYSTEM, YES OR NO? YEAH. >> MR. CHAIR, OUR CLASSROOM OBSERVATIONS BY PRINCIPLES AND THAT SORT OF THING, I'M JUST TRYING TO ENVISION IF YOU COULD GO IN AND DOING AN OBSERVATION WHETHER YOU WOULD BE ABLE TO DETERMINE WHETHER THE INFORMATION FOR THE PLCS THAT HAVE BEEN ESTABLISHED WITH SCHOOL BEING IMPLEMENTED AT THE CLASSROOM, OR IS THAT ALMOST IMPOSSIBLE? >> MR. CHAIRMAN AND TRUSTEE MEAD, I LOVE THIS QUESTION. HOW TO MEASURE IMPLEMENTATION VARIES BY WHAT EXACTLY ARE WE TRYING TO LOOK AT? ARE WE TRYING TO LOOK AT THE QUALITY OF AN ASSESSMENT VERSUS HOW WELL THEY'RE COLLABORATING VERSUS IS THERE A SCOPE AND SEQUENCE IN PLACE VERSUS DID THEY SET? IS THERE A CLEAR VISION, MISSION, VALUES, AND GOALS? IN SOME CASES, THAT MEASUREMENT PIECE MAY NOT BE A PRINCIPAL OBSERVATION. [00:15:06] IN THAT CASE, IT MIGHT BE YOUR LEADERSHIP TEAM IS LITERALLY ASKING SOME QUESTIONS OF, DO WE HAVE A, B, AND C IN PLACE? YES OR NO, AND TO WHAT DEGREE? THERE'S RUBRICS FOR THAT. IN OTHER CASES, THERE ARE ACTUAL LOOK FOR THAT. ONE THING THAT OUR TEAMS ARE SELF-ASSESSING NOW AT THE DISTRICT LEVEL, WE'RE ASKING THE PRINCIPALS TO JUST SHARE ONE ARTICLE. IT'S HOW WE MEASURE IMPLEMENTATION. ARE ALL PLCS SETTING A SMART GOAL? NO MATTER WHAT IN THEIR MEETING, THERE'S A SMART GOAL IN PLACE, WE'RE NOT JUST MEETING TO MEET. DO THEY HAVE A COLLABORATIVE TEAM AGENDA? ARE THEY USING FORMATIVE ASSESSMENTS? WHAT WE ASK OUR SCHOOLS TO DO AND OUR PRINCIPALS TO DO WITH THEIR TEAMS ARE, WITH YOUR TEAM, ANSWER THAT QUESTION AND UPLOAD AN ARTIFACT THAT YOU ACTUALLY HAVE THOSE PIECES IN PLACE. IT'S A WAY OF MONITORING THEM. THEN AT OTHER TIMES, THERE ARE TIMES WHERE IT'S ACTUALLY MAYBE WALK INTO A CLASS AND SEE IF X OR Y IS IN PLACE, AND IT DEPENDS ON WHICH ONE OF THESE WE'RE REALLY FOCUSING ON MEASURING AT ANY ONE TIME. >> THANK YOU, AJ. >> YEAH. >> ANYBODY ELSE? >> ALL RIGHT. THANK YOU. >> THANK YOU. >> THAT CONCLUDES THE SUPERINTENDENT'S REPORT. >> THANK YOU. STUDENT SCHOOL BOARD. [D. Reports and Items for Discussion] >> GOOD EVENING. WE DID NOT SUBMIT A SLIDESHOW BECAUSE WE HAVEN'T MADE MUCH PROGRESS YET. WE'RE HITTING A WALL RIGHT NOW. WE'RE NOT SURE WHAT PROGRAM TO TARGET OUR EFFORTS IN. WE'RE JUST THINKING TO GET ANY SUGGESTIONS AND OUR NEXT STEPS WILL BE GETTING HELP FROM OUR ADVISORS TO BETTER HELP US TARGET WHAT WE WANTED TO DO FOR THE NEXT MONTHS. >> ANYBODY HAVE ANY? >> MR. CHAIRMAN. >> YES. >> ARE THERE TOO MANY PROGRAMS THAT YOU MIGHT LOOK AT? >> YEAH. >> I WONDER IF YOU TALK TO SOME OF THE TEACHERS AT THE DIFFERENT AGE GROUPS, LIKE MAYBE PRINCIPALS OF THE ELEMENTARY SCHOOLS OR THE MIDDLE SCHOOL AND SEE WHERE THEY FEEL LIKE YOUR EFFORTS WOULD BE MOST HELPFUL TO THE STUDENTS THAT THEY MIGHT SEE IN THESE PROGRAMS WOULD BE THE FIRST THING I WOULD THINK OF AND I'D BE HAPPY TO ALSO SCHEDULE A MEETING WITH YOU GUYS SOME TIME AND WE CAN BRING [OVERLAPPING]. >> YEAH. >> I THINK, IS IT TRUSTEE GATEWAY WHO'S ALSO NOW. YES. WE MAY DO THAT TOGETHER BECAUSE WE CERTAINLY WOULD HAVE PROBABLY GETTING PERSPECTIVES. >> YEAH, THAT WOULD HELP A LOT. >> MR. HOLZER WOULD LIKE TO. COME ON UP. >> YOU WANTED A SUGGESTION, SO I HAVE ONE, BECAUSE WE ARE STRUGGLING WITH OUR TUTORING CENTER. WE'RE HAVING DROP-IN TUTORING CENTER FOR MATH AND READING. IT'S GOING TO BE LAUNCHED IN SEMESTER 2. WE'RE GOING TO STUFF IT WITH SOME OF OUR STUDENTS, BUT WE WOULD LOVE TO COLLABORATE WITH A HIGH SCHOOL DURING OUR ADVISORY TIME WHERE STUDENTS CAN POP IN AND GET SOME HELP WITH EITHER MATH OR READING. THAT WOULD BE ONE OPPORTUNITY THAT I THINK WOULD BE FANTASTIC. >> ANYBODY ELSE? I HAVE A COUPLE OF QUESTIONS FOR EACH OF YOU. AFTER THOSE COLLEGE FINALS, HAVE YOU FINAL DECISIONS OR ANYTHING YOU WANT TO SHARE? >> [LAUGHTER] WELL, THE GOOD THING IS THAT ALL COLLEGE APPLICATIONS FOR ME ARE ALL SUBMITTED. THIS IS LIKE LAST WEEK TO SUBMIT EVERYTHING, SO THAT'S A GOOD POSITIVE. [LAUGHTER] MOST OF THE DECISIONS WON'T COME OUT. MAYBE THE LATEST I GET WOULD BE APRIL 1ST, SO WAITING FOR THAT. >> ANY TOP THREE, TOP FOUR? >> I AM SUPERSTITIOUS PERSON AND I DON'T TELL PEOPLE WHERE TO. [LAUGHTER] >> I ALSO FINISHED ALL MY APPLICATIONS. I DID SIGN 20 EACH. >> WOW. [LAUGHTER] >> [INAUDIBLE] INTRODUCE ALL OF MY SCHOLARSHIP STUFF. [00:20:02] MY TOP CHOICE WAS STANFORD, BUT I DID GET REJECTED UNFORTUNATELY. I'M JUST ALSO WAITING UNTIL APRIL AND TOMORROW I GET MY UNIVERSITY OF UTAH DECISION ON MY VERY THING, SO I LOOK FORWARD TO. THEN I GET MY USE THIS MONTH AS WELL [INAUDIBLE]. I'LL BE RETURNING TO THE UNIVERSITY OF UTAH TO DO MORE CANCER RESEARCH. >> THAT'S EXCELLENT. >> THANK YOU. >> VERY GOOD. >> PLEASE FEEL FREE [INAUDIBLE] THANK YOU. ARE YOU READY? FISCAL MATTERS. >> I WAS. [OVERLAPPING] >> TRUSTEE IS US. [LAUGHTER] >> SHE'S WALKING UP. [LAUGHTER] >> YOU CHOOSE THE THE FORMAT NOW YOU GET TO PRESENT. [LAUGHTER] >> TRUSTEES, BEFORE CHRISTINE STARTS, YOU'LL NOTICE THERE'S A NEW REPORT ON HERE AND THIS IS THE GRANTS SUMMARY. THIS IS IN RESPONSE TO THE BOARD BEING MORE INVOLVED IN UP-TO-DATE ON WHAT GRANTS WE'VE APPLIED FOR. THIS IS A WAY FOR US TO PROVIDE THAT ACCOUNTING TO YOU. IF THERE'S A FORMAT THAT YOU WOULD PREFER, THIS ISN'T WHAT YOU LIKE, WHAT WE THOUGHT WE WOULD DO THIS EVERY MONTH, YOU'D HAVE AN ONGOING LOOK AT WHAT A GRANTS WE'VE APPLIED FOR AND IF THEY WERE AWARDED. IT ALSO INCLUDES THE SPENDING DEADLINE. HOPEFULLY, THIS WILL BE HELPFUL. IF THERE'S MORE DETAIL YOU'D LIKE ON ANY PARTICULAR ONE, WE'D BE HAPPY TO INCLUDE THAT, BUT I JUST WANTED TO POINT IT OUT. THIS IS A NEW REPORT FOR YOU AND HOPEFULLY THIS IS WHAT YOU'RE LOOKING FOR, IF NOT WE'RE HAPPY TO AMEND IT. THANKS TO CHRISTINE FOR PUTTING IT TOGETHER. >> JUST TO ADD TO THAT, THE COLUMN THAT SAYS AWARDED YES OR NO, OBVIOUSLY THOSE ARE ALL YESES RIGHT NOW. BUT WHAT WE PLAN TO DO IS IF WE'VE APPLIED FOR A GRANT, THAT'S A NEW GRANT OR SOMETHING THAT'S IN ADDITION TO OUR CONSOLIDATED GRANT, IT WILL APPEAR ON THIS WITH A NO UNTIL WE ARE ACTUALLY AWARDED. THAT'S WHERE THE COMMUNICATION WOULD COME TO YOU. I REALIZED AFTER I POSTED THIS BUT IT MAKES MORE SENSE IF YOU SORT IT BY THE DATE OF A WORD COLUMN. I'LL DO THAT MOVING FORWARD SO YOU CAN SEE THE MOST RECENT ON THE BOTTOM. BUT THIS IS MORE INFORMATIVE OF ALL OF THE EXTRA GRANT FUNDS THAT WE GET ON TOP OF THE ANNUAL CONSOLIDATED GRANTS THAT SIT OUTSIDE OF TETON. >> MR. CHAIR? >> YES. SUBMIT. >> MR. CHAIR, IF YOU TAKE OUT THE TWO PURPOSE COVID GRANTS, TO FAIRLY SUBSTANTIAL, IS THERE ANY WAY TO SAY WHETHER THAT'S AN AVERAGE NUMBERS, THIS ISN'T REALLY HUGE NUMBER FOR US? >> THIS IS A HUGE NUMBER FOR US. ACTUALLY WHEN YOU LOOK AT THAT, ANYTHING THAT'S S OR GEAR ARP IS AMERICAN RESCUE PLAN. REALLY THE CLSD MINI AND THE CLSD ARE THE ONLY TWO GRANTS ON THERE THAT AREN'T ASSOCIATED WITH COVID OR A COVID RELIEF PLAN. THAT IS A HUGE NUMBER AND REALLY OUTSIDE OF WHAT WE NORMALLY WOULD GET. >> THANK YOU. >> HOWEVER TRUSTEES, IT'S A SMALL NUMBER COMPARED TO OTHER SCHOOL DISTRICTS IN WYOMING, BECAUSE MOST OF THE CALCULATION IS BASED ON OUR POPULATION OF STUDENTS WHOSE FAMILY MAKES LESS THAN $28.17 PER HOUR COMBINED. IT'S A PRETTY LOW NUMBER, COMPARATIVELY SPEAKING TO THE OTHER SCHOOL DISTRICTS. >> THANK YOU. >> WELCOME. THAT IS THE BIGGEST AND MOST EXCITING NEWS FROM [LAUGHTER] THE FINANCE COMMITTEE TRUSTEE ZONE. DO YOU WANT TO TALK ABOUT ANYTHING WE'VE TALKED ABOUT IN OUR MEETING? >> MOSTLY, WE TALKED A LITTLE BIT ABOUT THE TIMING OF THE TECH LEASE AND WHAT THAT LOOKS LIKE WE'LL COME BACK NEXT MONTH WITH A MORE FORMAL PRESENTATION FOR YOU ALL. BUT THERE WAS JUST SOME CHANGES IN THE FEDERAL FUNDING FOR THE TECH LEASE AND THAT'S COMING. WE DISCUSSED THAT A LITTLE BIT IN THE FINANCE COMMITTEE. >> THE BUDGET UPDATE IS HERE FOR YOU. AS YOU CAN SEE, I ADDED THE LAST YEAR'S PIECING AT THE SAME TIME. LAST MONTH WAS THE FIRST MONTH I HAD ADDED THAT. I'M PLEASANTLY SURPRISED TO SEE THAT WE'RE PACING APPROXIMATELY THE SAME WAY THAT WE HAVE IN THE PAST. THE SAME LINES THAT STICK OUT, THAT HAVE BEEN STICKING OUT FROM THE LAST COUPLE OF [00:25:01] MONTHS IS THOSE TECHNIQUES AS WE'LL BE ABLE TO BE MORE CLEAR ABOUT WHAT THAT IS GOING TO LOOK LIKE TOWARDS THE END OF THE YEAR, NEXT MONTH. THEN THE COMMUNICATION SIDE, WE JUST HAVEN'T MOVED THE MONEY THAT WE'VE SPENT ON THE BROOKLYN CHILDREN'S CENTER, THE SPEC BALLOTS. WE JUST HAVEN'T MOVED THAT OUT OF HERE YET. ANY QUESTIONS? I'M GOING TO STAY UP HERE BECAUSE I'M GOING TO KEEP THAT. [LAUGHTER] >> GO AHEAD. SCHOOL REPORTS. >> MR. CHAIR AND TRUSTEES WE HAD PROMISED AN ACTIVITIES PRESENTATION, AND SO MIKE HANSON, WHO IS OUR ACTIVITIES DIRECTOR AND HE OVERSEES BOTH MIDDLE SCHOOL AND HIGH SCHOOL AND A VERY CHALLENGING POSITION FOR MIKE. I THINK YOU'LL LEARN A LOT ABOUT WHAT HE DOES. THEN CHRISTINE IS GOING TO ADD A LOT OF THE DETAIL. IF THERE ARE ANY OTHER QUESTIONS THAT WE HAVEN'T COVERED IN HERE, THEN WE CAN ABSOLUTELY COME BACK. DON'T WORRY IF SOMETHING POPS UP, FEEL FREE TO ASK MIKE, BUT WE ASKED MIKE TO DO THIS AND HOPEFULLY THIS WILL BE INCLUSIVE, BUT ALSO REPRESENTATIVE OF HOW ENGAGED ALL OF OUR STUDENTS REALLY ARE IN OUR SCHOOL DISTRICTS. MIKE? >> THANK YOU, SUPERINTENDENT [INAUDIBLE], TRUSTEES. IF YOU WANT TO GO TO THE NEXT SLIDE HERE. THERE ARE 25 POSSIBLE WYOMING HIGH SCHOOL ACTIVITIES ASSOCIATION ACTIVITIES THAT THEY OFFER. OUR SCHOOL DISTRICT HAS OFFERED 22, 11 BOYS AND 11 GIRLS. THE ONES THAT WE DON'T PARTICIPATE IN CURRENTLY IS BOYS AND GIRLS INDOOR TRACK OR SOFTBALL. THE WHSAA ADDED SOFTBALL APPROXIMATELY THREE YEARS AGO, BECAUSE AT THAT TIME THEY WERE OUT OF LINE WITH TETON HIGH, AND SO THEY THEY JUST ADD SOFTBALL AT THAT TIME. THE SCHOOLS THAT PARTICIPATED MORE ACTIVITIES THAN US IS CODY, KELLY WALSH, NATRONA COUNTY AND LARAMIE. THAT'S THE HIGH SCHOOLS, NOT NECESSARILY THE SCHOOL DISTRICT, THAT PARTICIPATE MORE ACTIVE SPORTS THAN US. THEN THERE ARE ALSO ACTIVITIES OF COED. THERE ARE 13 OF THEM THERE. MANY OF THEM ARE FFA RELATED, SUCH AS FCCLA, AND SKILLS AND THINGS LIKE THAT. WE PARTICIPATE IN FIVE, ART, DRAMA, MUSIC, SPEECH AND DEBATE, AND SPIRIT. WE USED TO PARTICIPATE IN CHEER AS WELL. WE JUST HAVEN'T HAD STUDENTS INTERESTED IN PARTICIPATING IN CHEER IN THE PAST FEW YEARS. THAT IS WHY IT IS ONLY DANCE AT THIS TIME. THERE ARE 46 SCHOOLS ARE PARTICIPATING MORE. AS I SAID, BECAUSE MANY OF THEM ARE FFA RELATED, THAT OUR SCHOOL HASN'T HISTORICALLY HAD STUDENTS INTERESTED IN. THAT'S WHY THERE'S A LOT OF OTHER SCHOOLS PARTICIPATING MORE THERE. >> FFA. >> FUTURE FARMERS OF AMERICA. >> THANK YOU. >> SORRY. SOMETIMES YOU'LL HEAR US TALKING ABOUT WE WANT A 4A STATE CHAMPIONSHIP OR A 3A STATE CHAMPIONSHIP. A FEW YEARS AGO, OUR SCHOOL HAD GROWN ENOUGH IN ENROLLMENT THAT WE'VE MOVED UP INTO 4A IN CERTAIN SPORTS. DIFFERENT SPORTS HAVE DIFFERENT CLASSIFICATIONS. OUR SCHOOL IS 4A FOR ALMOST EVERYTHING EXCEPT FOR FOOTBALL. BUT YOU CAN SEE THERE ARE SOME CLASSIFICATIONS FOR DIFFERENT SPORTS THAT HAVE 16, 14, 12, 10, OR ALL. EXAMPLE OF A SPORT THAT HAS ALL OF THEM IN ONE CLASSIFICATION WOULD BE SKIING. THERE ARE ONLY SIX SCHOOLS THAT ARE PARTICIPATING IN ALPINE SKIING, WHEREAS THERE'RE 70 OF SCHOOLS IN THE STATE THAT PARTICIPATE IN VARIOUS ACTIVITIES. OUR ENROLLMENT PLACES US AT THE 12TH LARGEST AT THIS TIME WITH THE WAY THAT THE WHSA CLASSIFIES ENROLLMENT. KELLY WALSH HAS THE LARGEST, 4A SCHOOL IS CODY. THEN THE SMALL SCHOOL, I THINK IN THE STATE I WANT TO SAY IS ROCKRIVER OR SOMETHING OF THAT NATURE. [LAUGHTER] NEXT PLEASE. THIS IS JUST TALKING ABOUT WHEN WE HAVE HAD COACHING OPENINGS, WHAT THAT HAS LOOKED LIKE. WHEN WE HAVE HAD A HEAD COACHING OPENING, IT IS RARE THAT WE'VE GOTTEN MORE THAN TWO APPLICANTS. WHEN WE'VE HAD AN ASSISTANT COACHING OPENING, IT IS RARE THAT WE'VE HAD EVEN ONE APPLICANT AS A GENERAL POSITION. WE HAVE COACHING POSITIONS THAT ARE POSTED CURRENTLY THAT HAVE NOT HAD ANY APPLICANTS. I'LL USE AN EXAMPLE, NORDIC SKIING, THAT WE POSTED THAT MANY MONTHS AGO, WE NEVER RECEIVED EVEN ONE APPLICANT. SOME OF THE CHALLENGES AS TO WHY THAT IS THE COMMUNITY DYNAMICS. OF COURSE, IT IS DIFFICULT TO LIVE HERE, AS MANY OF US KNOW IN TERMS OF THE COST OF LIVING. THE TYPES OF PEOPLE THAT FREQUENTLY MOVE HERE ARE PEOPLE THAT REALLY ENJOY THE OUTDOORS AND LIKE TO BE ACTIVE. WELL, THEY'RE GOING TO DO THOSE THINGS IN THE AFTERNOONS WHEN WE'RE FREQUENTLY HAVING PRACTICES. WE HAVE MANY TEACHERS THAT HAVE SECOND JOBS, THEY'RE WORKING A SERVING SHIFT OR A HOSTING SHIFT OR THINGS OF THAT NATURE, [00:30:01] WHICH CAN OCCUR AFTER SCHOOL. IT'S DIFFICULT SOMETIMES TO FIND THE TIME AND THE ABILITY TO COACH. TIME, AGAIN. IT'S JUST A LOT OF TIME TO PARTICIPATE IN PRACTICES AND GAMES AND BE ON THE BUSES AND THINGS OF THAT NATURE. IT'S A LOT OF TIME AWAY FROM THEIR OTHER JOBS THAT THEY NEED TO HAVE IN THIS COMMUNITY, SO THAT IS A STRUGGLE. LICENSURE. GETTING A PTSP LICENSE IS NOT AS EASY AS I THINK MANY OF US WISH IT WOULD BE. FREQUENTLY WHAT WILL HAPPEN IS, I'M GOING TO BEG SOMEBODY TO APPLY FOR AN ASSISTANT COACHING POSITION, SAY, HEY, WE NEED SOMEBODY. WILL YOU PLEASE HELP US OUT HERE? THEN THEY HAVE TO PAY THE $150 FEE TO PTSP AND THEY'RE LIKE, "OH, WAIT, I HAVE TO PAY TO GET THIS LICENSE?" AND THEN THEY'RE COMING BACK TO ME ASKING ME, "WILL YOU PAY FOR IT?" I'M LIKE, WE DON'T PAY FOR YOUR LICENSES. I'M SORRY. THAT'S A STRUGGLE. THEN JUST THE PRESSURE. IT'S DIFFICULT SOMETIMES TO BE A COACH. PEOPLE WANTING TO PLAY IN TIME FOR THEIR STUDENTS AND THINGS OF THAT NATURE. I GOT AN EMAIL FROM TRANSPORTATION DIRECTOR COLBY ON MONDAY TELLING ME THAT HIS BUS DRIVER WITNESSED A PARENT VERY UPSET WITH ONE OF THE COACHES AT 12:30 IN THE MORNING WHEN THEY JUST GOT BACK FROM A LONG TRIP. IT IS DIFFICULT AT TIMES TO BE A COACH AS WELL. NEXT. I WILL TURN OVER TO MS. MAYO. [LAUGHTER] >> WE PUT TOGETHER HERE A BASIC REGISTER, A FOUR-YEAR ANALYSIS OF THE COST OF ATHLETICS. THE REASON THAT WE WENT BACK FOUR YEARS IS BECAUSE WE HAVE A COUPLE OF COVID YEARS IN THERE WHERE OUR EXPENSES ACTUALLY DECREASED BECAUSE OF TRAVEL OR OTHER RESTRICTIONS. YOU CAN SEE THAT WE HAVE FUND 10 EXPENDITURES. THIS IS THE PART OF MONEY THAT THE STATE FUNDS US FOR OUR ACTIVITIES AND IT'S A PER-STUDENT ALLOCATION. THERE'S A COUPLE OF INTRICACIES TO HOW THAT WORKS OUT FOR US, BUT THE TOP LINE IS OUR FUND 10 EXPENDITURES. WE ALSO SPEND A SIGNIFICANT AMOUNT OF MONEY OUT OF FUND 84. FUND 84 IS FUNDRAISING THAT INDIVIDUAL SPORTS REVIEW, OR LET'S SAY A PARENT WANTS TO GIVE ADDITIONAL MONEY FOR THE KIDS TO HAVE AN EXTRA MEAL OR TO BUY UNIFORMS, THAT'S THE TYPE OF THING THAT WOULD GO INTO A FUND. MR. HANSEN STILL CORRECT ME WHEN I SAID THAT FUND 84 IS NOT TO BUY UNIFORMS, RIGHT? [LAUGHTER] >> SOME OF US. >> ANYWAY. BUT IT WOULD BE EXTRA THINGS THAT HELP THE SUCCESS OF THE SPORT THAT FUND 10 GETS ABSORBED. OUR STATE FUNDING, AS YOU CAN SEE THERE, IS OFTEN LESS THAN WHAT WE ACTUALLY SPENT IN FUND 10 EXPENDITURES. WE HELP SUPPLEMENT WITH THOSE FUND 84 FOR FUNDRAISING EFFORTS. THAT COULD BE MONEY THAT COMES FROM BROWN BECKER'S OR SOMETHING ALONG THOSE LINES. THE DEFICIT THERE BETWEEN FUNDING AND EXPENDITURES YOU CAN SEE IT'S PRETTY SIGNIFICANT IN SOME YEARS. THEN WE ALSO RECEIVE MONEY FROM THE PRIVATE SCHOOLS FOR THEIR PARTICIPATION IN OUR SPORTS OR ACTIVITIES, AND IT'S ON A PER-PARTICIPANT BASIS. MR. HANSEN, I THINK YOU'RE GOING TO GET INTO HOW WE CALCULATE THAT AND WHAT'S INCLUDED IN HOW WE GET TO THAT NUMBER. THEN WE HAVE A REMAINING DEFICIT WHICH IS USUALLY COVERED BY FUNDRAISING. WHEN YOU LOOK AT WHAT OUR FUNDING IS FROM THE STATE, YOU THINK, WE HAVE 826 STUDENTS AT THE HIGH SCHOOL THAT MUST BE THE PER DOLLAR OR WHATEVER THE PER DOLLAR IS, FOR OUR HIGH SCHOOL, THAT'S HOW MUCH MONEY WE GOT. THAT'S NOT HOW MUCH MONEY WE GET [LAUGHTER] BECAUSE THE STATE, WHAT THEY'VE DONE IS THEY'VE CHANGED THE FORMULA. THEY USED TO LOOK AT OUR ADM AND OUR FUNDING FOR OUR ENTIRE DISTRICT ON A PER-SITE BASIS, AND SO IT WAS ALWAYS THE AVERAGE OF THREE YEARS OR PRIOR YEAR, WHICHEVER IS GREATER, SO WE'RE FUNDED ON A PER ADM. THEY'VE CHANGED THAT A COUPLE OF YEARS AGO ON THE LEGISLATURE TO BE A DISTRICT-WIDE BOOK. IF WE HAD A LOT OF STUDENTS MOVING FROM THE ELEMENTARY SCHOOL INTO THE MIDDLE SCHOOL, IN PRIOR YEARS, WE WOULD BENEFIT FROM THE THREE-YEAR AVERAGE IN THE ELEMENTARY SCHOOL, AND THEN ALSO BENEFIT FROM THE PRIOR YEAR AT THE MIDDLE SCHOOL, AND SO THEY CONSIDER THAT TO BE DOUBLE-DIPPING. NOW THEY LOOK AT OUR ADM AS A WHOLE DISTRICT WHICH HELPS IN SOME WAYS AND IT DOESN'T HELP IN OTHER WAYS. FOR EXAMPLE WHEN IT COMES TO ACTIVITIES, OUR ACTUAL ADM LAST YEAR WERE FUNDED ON PRIOR YEAR NUMBERS, OUR ACTUAL ADM FROM LAST YEAR WAS 784. BUT BECAUSE OUR DISTRICT-WIDE ADM ACTUALLY DECREASED BECAUSE OF COVID, [00:35:05] WE SAW A DIP IN OUR ENROLLMENT NUMBERS, OUR FUNDED ADM IS AT 745.50 BUT OUR CURRENT ADM IS ACTUALLY 826 STUDENTS. WE HAVE A VARIANCE OF FUNDING OF ABOUT 80 STUDENTS THAT SHARE BETWEEN WHAT WE'RE FUNDED FOR AND WHAT OUR ACTUAL NUMBERS ARE. >> KRISTEN, I ALSO WOULD LIKE FOR YOU TO POINT OUT THE 2018 NUMBER. THAT WAS A LOWER ENROLLMENT VERSUS, I AM CHECKING MY FACTS HERE, VERSUS OUR 21-22 ENROLLMENT. THAT'S ONE REASON THE EXPENDITURES DROPPED SIGNIFICANTLY. THEN I'D ALSO LIKE TO REMIND THE TRUSTEES THAT IN MARCH OF 2020 WHEN OUR ACTIVITIES WERE CANCELED, SO BEGINNING IN MARCH OF 2020, WE HAD NO SPRING SPORTS. A SUBSTANTIAL AMOUNT OF OUR FUNDING GOES TO TRAVEL AND HOTELS AND THOSE KINDS OF EXPENSES. SO OUR 19-20 NUMBERS, OUR EXPENDITURES WERE DOWN. THEN YOU LOOK AT 20-21 AND AGAIN DOWN BECAUSE WE WERE TRAVELING LESS. >> THE OTHER THING TO NOTE ON THAT TOO IS OUR FRONT-END, LIKE OUR COACHING CONTRACTS, ARE TIED BACK TO OUR TEACHER BASE SALARY. FOR EXAMPLE LAST YEAR, THE BOARD VOTED TO INCREASE SALARIES AND FROM THE RCA. THAT ALSO IMPACTS OUR COACHING SALARY. BECAUSE WHEN YOU LOOK AT OUR COACHING MATRIX AND FOOTBALL COACHES, 10 PERCENT OF THE BASE SALARY FOR TEACHER STEP 1 MAIN ONE. WHEN WE INCREASE THOSE MATRICES AND INCREASE THOSE SALARIES, OUR COACHING CONTRACTS GO UP AS WELL. THAT'S PART OF THE INCREASE IN EXPENDITURE ALSO. WE ALSO HAVE INFLATION. WE WERE LOOKING AT THE HIGHEST RATES OF INFLATION FOR A RELEVANT TIME IN HISTORY, I THINK IT WAS 40 YEARS, LAST YEAR FOR ANY OTHER EXPENDITURES WE HAD IN ACTIVITIES AS WELL. [BACKGROUND] >> ACTUALLY, IF YOU PULL UP THE HIGH SCHOOL. PERFECT. >> SO TO WHAT WAS MS. MAY WAS JUST TALKING ABOUT HOW WE'VE GOTTEN TO OUR MOU AND WHAT NUMBER, WHAT COST DID USE PER PARTICIPATION? WE'VE USED THIS CHART TO LOOK AT OUR VARIOUS DIFFERENT ACTIVITIES THAT WE HAVE AND WHAT THOSE COSTS ARE ASSOCIATED WITH THOSE ACTIVITIES AND THEN IF YOU SCROLL DOWN A LITTLE BIT AND THEN SCROLL TO THE RIGHT AS WELL, DOWN A LITTLE BIT MORE, YOU'LL SEE ANOTHER YELLOW HIGHLIGHT, SCROLL DOWN A LITTLE BIT MORE. THERE YOU CAN SEE THEM, THE AVERAGE COST PER PARTICIPATION FOR WHERE WE'RE AT, WE'RE AT THE MOST RECENT NUMBERS THAT WE HAVE. WE WANT TO SCROLL TO THE LEFT, ANDREA. SO WHAT ARE SOME OF THESE NUMBERS THAT WE'RE PUTTING IN HERE? OFFICIALS. THAT'S JUST WHEN WE HAVE A FOOTBALL OFFICIAL, BASKETBALL OFFICIAL, THINGS OF THAT NATURE. TRAVEL, THAT'S THE HOTEL ROOMS COST. THAT DOES NOT NECESSARILY INCLUDE ANY OF THE REIMBURSABLES THAT WOULD COME THROUGH TRAVEL WITH THE STATE REIMBURSEMENTS FOR ACTIVITIES TRAVEL. SUPPLIES, THAT'S GOING TO VARY EACH YEAR. CERTAIN SPORTS MAY GO UP ONE YEAR BECAUSE THEY BOUGHT A MILLION BASKETBALLS OR A MILLION SOCCER BALLS OR COACH ELSA ASKED FOR EXTRA SOCCER GOALS OR SOMETHING LIKE THAT AND THEN THE NEXT YEAR HE DOESN'T BUY THOSE SINCE HE BOUGHT THE YEAR BEFORE. SO THAT'S GOING TO VARY QUITE SIGNIFICANTLY. COACHING, THAT'S JUST THE COACHING SALARIES. THIS INCLUDES BENEFITS AS WELL. FEES, MANY OF THE FEES WILL BE THINGS LIKE IF YOU GO TO A TOURNAMENT, YOU CAN SEE TRACK ON THERE. TRACK WENT TO THIS TOURNAMENT AND THEY CHARGED BECAUSE THEY'RE GIVING UP MEDALS. BUT YOU'LL SEE SOME THAT ARE GOING TO BE MUCH HIGHER THAN OTHERS. ALPINE SCHEME, FOR INSTANCE, WILL BE MUCH HIGHER THAN OTHERS FOR THAT'S THE LIFT TICKETS. LET ME GO TO ESKINI. SPEECH AND DEBATE. YOU HAVE TO REGISTER EACH STUDENT FREQUENTLY AND PAY FOR THOSE INDIVIDUAL REGISTRATIONS. NORDIC SKIING, YOU PAY A LARGE FEE TO USE THE TRAIL QUICK CENTER. SO THOSE ARE WHAT THOSE FEES ARE. THEN THE ONE BELOW THAT, THAT'S THE SAME FOR ALL OF THEM, 1512. THAT'S GOING TO BE GENERAL FEES THAT APPLY TO ALL OF THE ACTIVITIES. FOR EXAMPLE WHEN I GO TO THE DISTRICT MEETINGS IN THERMOPOLIS, WHERE I'M REPRESENTING ALL OF OUR ACTIVITIES. SO THE TRAVEL COSTS ASSOCIATED WITH ME TRAVELING SOMEWHERE. SUPPLIES FOR THE TRAINING ROOM. WHEN WE'RE REGISTERING WITH THE WHSA FOR CATASTROPHIC INSURANCE, PAYING TO STREAM SOME OF OUR EVENTS. SO THOSE ARE THINGS THAT IN MY OPINION APPLY TO ALL OF OUR ACTIVITIES. SO THAT'S WHERE THIS INFORMATION IS COMING FROM. [00:40:01] >> I'LL JUST ADD HERE. SO WHEN WE LOOK AT THIS IN COMPARISON TO THE SLIDE BEFORE, THE ONLY PROCESS WE'VE INCLUDED HERE ARE THE FUNDS AND COST, NOT THE ED FOR COSTS THAT WE ARE ACTUALLY FUNDRAISING FOR. SO WE'VE ONLY INCLUDED A FUND 10, THE GENERAL FUND, OR FOUNDATION GUARANTEE. >> YOU WANT TO GO BACK TO THE PRESENTATION, TO MY NEXT SLIDE? SO WE TALKED ABOUT THE COSTS. WHAT ARE THE BENEFITS THEN? ACADEMICS. WE ASK OUR STUDENTS TO BE ACADEMICALLY ELIGIBLE IN ORDER TO PARTICIPATE IN OUR ACTIVITIES AND AT OUR TABLE, WE TALKED ABOUT THAT DURING THE WORKSHOP, HOW THAT'S A GOOD MOTIVATOR FOR STUDENTS THAT ARE STRUGGLING IN THEIR CLASSES TO GET THEIR GRADES UP. I REMEMBER THIS FALL WE HAD A FEW STUDENTS THAT DIDN'T SHOW UP FOR SUMMER SCHOOL AT ALL. THEN ALL SUDDEN FALL SPORTS STARTED, THEY SHOWED UP, THEY COULDN'T PLAY. LIKE "HEY, SORRY, YOU DIDN'T PASS ENOUGH CLASSES LAST YEAR AND SO THEY WERE NOT ON TRACK FOR GRADUATION." THEY WERE BACK IN A WEEK. THEY MADE UP THOSE CLASSES AND THEN THAT WEEK WHEN FALL SPORTS STARTED BEFORE THE SCHOOL YEAR EVEN STARTED BECAUSE THEY REALLY WANTED TO PARTICIPATE IN THEIR ACTIVITIES. SO THAT'LL BE ONE. CODE OF CONDUCT, ASKING OUR STUDENTS DO NOT GET INVOLVED IN THINGS THAT WOULD BE NEGATIVE, DRUGS, ALCOHOL, FOR CRIMES OR SOMETHING LIKE THAT, STUDENTS WOULD MISS THEIR POTENTIAL OPPORTUNITIES TO PARTICIPATE. ONE THING WE DID WITH OUR CODE OF CONDUCT A FEW YEARS AGO IS TO TRY TO MAKE IT A LEARNING EXPERIENCE. SOME KIDS ARE GOING TO MAKE A MISTAKE. SO LET'S SAY I MADE A MISTAKE AND I WAS SUPPOSED TO MISS 70 PERCENT OF WHATEVER THE NEXT SPORTS SEASON I WAS GOING TO PARTICIPATE IN. BUT IF I'M WILLING TO PARTICIPATE SOME EDUCATIONAL CLASSES, COMMUNITY SERVICE, THINGS OF THAT NATURE, TRY AND LEARN FROM MY MISTAKE, THEN MAYBE THEY ONLY MISS 25 PERCENT OF THEIR SEASON. WE'VE TRIED TO DO THAT MAKING MORE EDUCATIONAL EXPERIENCE FOR STUDENTS AND NOT JUST PUNITIVE. ATTENDANCE. WE ASK OUR STUDENTS TO BE IN SCHOOL ALL DAY, EVERY DAY, EVEN FOR PRACTICE. WE SEND ATTENDANCE SUPPORT TO OUR COACHES EVERY SINGLE DAY AND MIKE WAS OUT OF CLASS TODAY, HE CAN'T PRACTICE. OF COURSE, DOCTOR'S APPOINTMENTS AND THINGS LIKE THAT THAT ARE EXCUSED, THEN THEY CAN PRACTICE. BUT IF THEY JUST DECIDED THEY WANTED TO SLEEP IN FOR THE MORNING, SORRY, YOU CAN'T BE HERE. YOU GOT TO GO HOME. THEN FREQUENTLY IF THEY WOULD MISS PRACTICE, COACHES ARE LIKE, "WELL, YOU WANT TO PRACTICE. I CAN'T EMPLOY YOU." SO IT HELPS KEEP OUR STUDENTS IN SCHOOL, AND THEN IT JUST TEACHES A LOT OF LIFE SKILLS, LEADERSHIP, TEAMWORK, TIME MANAGEMENT, BEING ABLE TO ACCEPT FEEDBACK FROM COACHES AND ADULTS AND THINGS OF THAT NATURE THAT WILL BENEFIT THEM IN LIFE DOWN THE ROAD. THIS IS JUST A SLIDE FOR LINKS. SO WE AREN'T JUST SAYING HERE'S MY OPINION ABOUT HOW THESE THINGS ARE BENEFICIAL AS WELL. I'LL LINK THOSE INTERIOR AS WELL AND I BELIEVE THAT IS IT. ANYBODY HAS ANY FURTHER QUESTIONS? >> MR. CHAIR, MR. HANSEN, AND SUPERINTENDENT CHAPMAN, IF OUR ACTUAL COSTS AND WE'VE CALCULATED THEM PRETTY WELL, $1,500 PER ACTIVITY, WHY ARE WE CHARGING THE PRIVATE SCHOOLS 1,000? >> SO THAT WILL BE A DECISION THAT THIS BOARD WILL BE ABLE TO MAKE. OUR MOU IS A THREE-YEAR MOU THAT WE'VE DECIDED WHAT THE PRIVATE SCHOOLS THAT IS UP. SO WE'LL BE COMING BACK TO YOU WITH WHAT YOU GUYS BE ABLE TO SET AND DECIDE WHAT YOU THINK IS THE APPROPRIATE NUMBER AT THAT FOR THE NEXT THREE-YEAR MOU OR WHATEVER TERMS THAT THIS BOARD WOULD DECIDE THAT THEY WOULD LIKE TO MOVE FORWARD WITH? >> THANK YOU. >> NOTHING? >> I HAVE GOT A QUESTION. >> WHAT ABOUT ACTIVITIES LIKE HISTORY DAY? IS THAT NOT CONSIDERED FUNDABLE? >> THAT IS NOT THE WHSA ACTIVITY. WE HAVE FUNDED THAT THROUGH THIS DISTRICT, THROUGH THE REC DISTRICT. THERE ARE A NUMBER OF ACTIVITIES THAT ARE FUNDED THROUGH THE REC DISTRICT. WHAT THIS SCHOOL DISTRICT HAS DONE IS FUND LOCAL COMPETITION SIMILAR TO THE WAY THAT ON THERE WHEN YOU SAW YOUR FUND 84 EXPENSES. MUCH OF THAT IS ALSO GOING TO BE NATIONALS STRIPS, SPEECH AND DEBATE GOING TO NATIONALS. THE DISTRICT DOESN'T PAY FOR THAT. SO WHAT WE'VE TRIED TO DO IS REPLICATE THAT THROUGH THE REC DISTRICT FOR OUR ACTIVITIES, CULINARY, NATIONAL HISTORY DAY, THINGS OF THAT NATURE. WE'RE GOING TO PAY FOR THE STATE THINGS THE SAME WAY THAT THE STATE FUNDS LOCAL ACTIVITIES. THEN IF YOU'RE GOING TO A NATIONAL THING, THEN YOU GUYS WILL FUND RAISE FOR THAT ON YOUR OWN. BUT REC DISTRICT IS WHERE WE HAVE TRIED TO USE THINGS THAT DON'T FIT INTO THE WHSA MODEL. >> I HAVE A COUPLE OF QUESTIONS. YOU TALK ABOUT THE DETERMINANTS REPORTS, PARTICIPATION. HOW DO WE GET THE GUARANTEES FROM THE PRIVATE SCHOOLS THAT PARTICIPATED IN THAT THAT THOSE KIDS ARE PLAYING THE SAME ROLES PUBLIC SCHOOLS KIDS ARE? >> SO FOR THE MOST PART, [00:45:02] IT'S ALWAYS BEEN ALMOST AN HONOR SYSTEM WITH THE PRIVATE SCHOOLS, SAYING I'VE MET WITH THEM AND JUST SAID, "LET US KNOW WHEN YOUR STUDENTS AREN'T IN SCHOOL AND I WILL TELL THE COACH TO TELL THAT STUDENT THAT THEY CAN PARTICIPATE." I WILL SAY IT IS RARE WHEN I DO HEAR FROM THEM ABOUT A STUDENT MISSING A CLASS OR TWO CLASSES. BUT WHAT I WOULD SAY THEY HAVEN'T HISTORICALLY GOOD AT IS IF THEY HAVE A CHRONIC ISSUE WITH THE STUDENT. "HEY, JOHN IS MISSING A LOT. HE'S NOT COMING IN RIGHT NOW. CAN YOU PLEASE TALK TO HIM OR WORK HIM? ABSOLUTELY. SO I FORWARD TO THE COACH AND USUALLY I JUST HEAR IT ONCE AND THEN THAT IS NO LONGER AN ISSUE. BUT I DO NOT NECESSARILY GET DAILY REPORTS ON ATTENDANCE FROM THEIR SCHOOLS. >> QUESTION ON THE FUNDRAISING THROUGH BRONX BACKERS FUND FOR PUBLIC ED. HOW DOES THAT MONEY GET ACCESS BY THESE ACTIVITIES? >> I CAN SPEAK TO BRONX BACKERS. THE WAY THAT THAT HAS WORKED IS THE COACHES WILL FILL OUT JUST A GOOGLE FORM THAT I HAVE, ASKING IT SAYS FUNDING SOURCE, SO THEY WANTED TO COME OUT OF THE BRONX BACKERS GENERAL FUND OR THE ONE THAT'S COME OUT OF WHAT IS MOSTLY THEY'RE ALL BILLS, IS WHERE THEY GET MOST OF THEIR FUNDRAISING. THEN ONCE A MONTH, I ATTEND THOSE MEETINGS. I'VE BEEN THOSE REQUESTS TO BRONX BACKERS AND THEN THEY APPROVE THEM AND THEN THEY WRITE A CHECK TO THE SCHOOL DISTRICT WHICH GOES INTO THE AGENCY ACCOUNT. SO ALMOST ALL THE EXPENSES THEN COME OUT OF OUR FUND 84, AND IT WORKS VERY SIMILARLY TO THE FUND FOR PUBLIC EDUCATION. SOMEBODY IS GOING TO SUBMIT AN APPLICATION REQUESTING X AMOUNT OF MONEY FOR X ITEM, AND THEN THAT MONEY WOULD COME INTO OUR AGENCY ACCOUNT AND THE EXPENSES WOULD COME OUT OF THE AGENCY ACCOUNT. >> THE AGENCY ACCOUNT IS 84? >> CORRECT. >> MIDDLE SCHOOL ACTIVITIES. >> YEAH. [OVERLAPPING] WHAT WAS THAT? I COULDN'T HYPERLINK IT ON MY IPAD. >> IF WE DID HAVE THAT ONE LINKED AS WELL IN THERE, I FORGOT ABOUT THAT ONE, AND SO WE DO HAVE LINKED AS WELL. THEY HAVE MUCH LESS OR TRAVEL IS ZERO. IT IS EXTREMELY RARE THAT THERE'LL BE AN OVERNIGHT TRIP FOR A MIDDLE SCHOOL ACTIVITY. LIKELY THAT WOULD BE IF THERE WAS A WEATHER ISSUE OR SOMETHING THAT WE HAD TO KEEP THEM IN A CERTAIN PLACE. SUPPLIES, AGAIN, THOSE ARE GOING TO VARY YEAR FROM YEAR. IT'S MOSTLY POACHING SALARIES THAT IS THE COST FOR THE MIDDLE SCHOOL ACTIVITIES. >> IN OUR STATE FUNDING DEPARTMENT, FULL STUDENT ACTIVITIES IS LESS. BUT THE STATEMENT IS ON A PER ADM, NOT PER PARTICIPANT. THOSE ARE DEFINITELY TWO DIFFERENT WAYS. >> THEN PARTICIPATION, WHEN WE COMPETE, DO WE HAVE TO ONLY COMPETE AGAINST OTHER SANCTIONED SCHOOLS? >> THAT'S CORRECT. WE ARE REQUIRED AGAINST OTHER STATE-SANCTIONED SCHOOLS. SO WHSA SCHOOLS OR IDAHO STATE ASSOCIATIONS SCHOOLS CANNOT PARTICIPATE, SAY, AGAINST CLUBS SCHOOLS. >> OR AAU TEAMS? >> THAT'S CORRECT. >> SO COACHES SALARIES VARY A GREAT DEAL SET BASED ON AMOUNT OF TIME? >> A NUMBER OF COACHES, I WOULD SAY, AND YEARS OF EXPERIENCE. SO THAT'S THE WAY THAT OUR MATRIX WORKS, AND SO IF YOU HAVE A NUMBER OF REALLY YOUNG COACHES VERSUS A GROUP THAT HAS A NUMBER OF COACHES WHO'VE BEEN DOING IT FOR QUITE AWHILE, THAT'S GOING TO CHANGE IT QUITE A BIT. >> MR. DEAR AND MR. HANSEN, WHAT PERCENTAGE OF JACKSON HOLE HIGH SCHOOL KIDS PARTICIPATE IN SPORTS AND OTHER ACTIVITIES? >> I WOULD SAY ROUGHLY 2/3 OF OUR STUDENTS PARTICIPATE IN AN ACTIVITY. >> IT'S NOT THE SAME FOR THE MIDDLE SCHOOL OR TO THE SMALLER SCHOOLS? >> IF WE'RE TALKING SPORTS, I WOULD GUESS IT'S PROBABLY HALF MAYBE FOR SPORTS BEFORE INCLUDING SALE OF OTHER CLUBS THAT MR. HANSEN EARLIER READ ABOUT INCREDIBLE RISE UP [OVERLAPPING] >> WHSA, I THINK. >> YEAH. THAT WILL BE MY GUESS. >> FIFTY PERCENT OF THE STUDENTS HAVE. IT'S A LOT OF KIDS. [LAUGHTER] >> [OVERLAPPING] YES, [INAUDIBLE] >> ARE THERE ANY STUDENTS WHO ARE TURNED DOWN DUE TO THE SPORT BEING FULL? >> THERE ARE CERTAIN ACTIVITIES THAT ARE CUT SPORTS AT THE HIGH SCHOOL. I DON'T KNOW THAT WE'VE CUT ANYBODY AT THE MIDDLE SCHOOL. THERE WERE SOME ACTIVITIES THAT USED TO BE CUT SPORTS FOR MIDDLE SCHOOL, BUT THERE ARE SOME OF THE HIGH SCHOOL THAT ARE CUT SPORTS. BASKETBALL WOULD BE ONE. GOLF IS ANOTHER ONE. GOLF MORE SO, WE ONLY CAN GET SO MANY TEA TIMES FOR A NUMBER OF STUDENTS. WHEN WE HAVE CUT SPORTS OR CUT SOME STUDENTS, WE ALMOST HAVE ALWAYS TRIED TO OFFER AN OPPORTUNITY FOR THEM TO STILL DEVELOP IN THAT ACTIVITY. LET'S JUST USE GOLF, FOR EXAMPLE. THE STUDENT WASN'T ABLE TO MAKE THE TRAVEL TEAM FOR GOLF THAT PRACTICES EVERY DAY, THEY STILL COME TO SAY THE RANGE BECAUSE THEN WE CAN STILL GET ACCESS AND WORK WITH STUDENTS AT THE RANGE AT THAT POINT IN TIME. [00:50:02] NOW FOR THEM, A WAY TO IMPROVE. BASKETBALL, THE MIDDLE SCHOOL THEY OFFER DEVELOPMENTAL BASKETBALL WHICH USUALLY OCCURS IN THE MORNING, AND REGULAR BASKETBALL PRACTICES THEN AFTER-SCHOOL. AT THE HIGH SCHOOL, MY COACHES KEPT A NUMBER OF STUDENTS AND THEIR PRACTICE PLAYERS, BUT THEY DON'T NECESSARILY SUPPORT THEM. >> JUST FOR, WELL, I DON'T KNOW THE ANSWER TO THIS ANYMORE EITHER, WHAT ARE WE CHARGING FOR AN ACTIVITY? >> HIGH SCHOOL ACTIVITY IS $50 PER STUDENT, CAP OF $100 FOR A FAMILY. THAT IS NOT NECESSARILY PER SPORT, THAT IS PER STUDENT. IF YOU PLAYED THREE SPORTS, YOU'RE STILL CHARGED ONLY $50. AT THE MIDDLE SCHOOL IS $25. >> A FOLLOW-UP QUESTION, WHEN WAS THE LAST TIME WE RAISED THAT? >> THAT I CAN ANSWER. IT HAS NOT BEEN RAISED SINCE I HAVE BEEN IN THIS ROLE. >> HOW LONG? >> THIS IS MY 11TH YEAR. >> IS THERE A MECHANISM WHERE I GET KIDS, FAMILIES DON'T FEEL LIKE THEY CAN PAY THE $50 FOR SCHOLARSHIPS FOR A WANT OF A BETTER WORD? >> YEAH, WE HAVE WAYS IT'S WAIVED, THE FEE IN THAT SCENARIO. ANYTIME, ANYBODY WHO HAS EVER REACHED OUT TO ME AND SAID, I CAN'T AFFORD THE $50 FEE, WE'VE JUST WAIVED THE FEE. STUDENTS ARE ALSO REQUIRED PER THE WHSA TO GET A PHYSICAL, AND I CAN'T WAIVE THAT RULE. BUT WHEN STUDENTS HAVE APPROACHED ME AND SAID, "HEY, I'M NOT ABLE TO AFFORD THIS PHYSICAL BROUGHT BACK." THIS IS ALMOST ALWAYS PAID FOR THOSE PHYSICALS. >> FINALLY, $550,000 IS A LOT JUST ON ACTIVITIES, WHEN 60 PERCENT MAY BE A LOT, BUT THERE'S THAT 40 PERCENT THAT'S NOT GETTING THE BENEFIT OF THAT $1,500 A KID. IS THERE A WAY WE CAN CUT SOME OF THESE COSTS IN YOUR VIEW? >> TRAVEL IS A WAY TO CUT COSTS. AS YOU SAW, WE JUST SHOWED SLIDES WHERE WE TRAVELED LESS. I WILL SAY THAT IT'S GOING TO COME DOWN TO OPINIONS AND BELIEFS. THERE ARE CERTAINLY A NUMBER OF PEOPLE IN THE COMMUNITY IN TERMS OF PARENTS THAT TELL ME, "HEY, WE NEED TO BE GOING TO MORE TOURNAMENTS. WE NEED TO GO INTO MORE OF THESE THINGS." WHICH THEN, IN ORDER TO DO THAT, IS MORE TIME OUT OF SCHOOL AND THEN MORE OVERNIGHT TRIPS. I FEEL LIKE WE'VE TRIED TO TRY AND BALANCE THAT AS BEST WE CAN BUT THAT IS NOT TO SAY THAT THAT COULDN'T HAPPEN IF WE CHOSE TO GO WITH LESS EVENTS OR SOMETHING LIKE THAT. >> TO COMPETE IN STATE FINALS IN [INAUDIBLE] EVENTS, IS THERE A MINIMUM NUMBER OF COMPETITIONS THAT YOU WOULD HAVE HAD TO PARTICIPATE IN DURING THE SEASON? >> FOR DIFFERENT ACTIVITIES, THAT'S GOING TO VARY. BUT YES, THERE WOULD BE AT A MINIMUM. WITH SOME OF THEM, IT COULD BE A SMALL NUMBER. BUT, LET'S JUST USE BASKETBALL AS AN EXAMPLE, YOU WOULD HAVE HAD TO QUALIFY FOR THE STATE TOURNAMENT. IN ORDER TO QUALIFY FOR THE STATE TOURNAMENT, YOU WOULD'VE HAD TO PARTICIPATE IN YOUR REGIONAL TOURNAMENT IN ORDER TO GET THERE. YOU WOULD HAVE TO PLAY SOME GAMES BEFORE YOU WOULD GO TO YOUR REGIONAL TOURNAMENT SO THAT YOU COULD HAVE A SEED TO BE AT THAT AND THEN ADVANCE FURTHER. >> IS THAT THE SAME WITH SKIING? DO THEY SEE KIDS IN SKIING AS WELL? >> THEY DO NOT SEE KIDS IN SKIING. >> SO THAT MEANS YOU HAVE TO GO TO FEWER EVENTS. >> THAT'S POSSIBLE. IF THIS BOARD WOULD WANT TO DO THAT, THAT WOULD BE POSSIBLE. THERE ARE IN SKIING FOR EXAMPLE, FOR STUDENTS TO BE CONSIDERED ALL-STATE, THEY GET ALL THE POINTS AT THE VARIOUS RACES SO THAT IT WOULD IMPACT THAT. NORDIC SKIING, FOR EXAMPLE, THEY ARE REQUIRED TO GO TO FOUR RACE DAYS IN ORDER TO GET A SPOT AT RANDOM, THE STATEMENT FOR THAT. >> IS THERE A WAY THAT WE COULD EVER HOPE SOME OF THE IDEAS POST SCHOOLS ARE OBVIOUSLY CLOSER TO THE [INAUDIBLE] IS THERE A LEAGUE THAT WE COULD JOIN THAT MIGHT HAVE LESS TRAVEL FOR US THAT INCLUDES SOME OF THEM STAYING AHEAD US. >> I CERTAINLY TRIED TO GET US TO PLAY IDAHO SCHOOLS AS MUCH AS I CAN WITH THE ACTIVITIES THAT I CAN CONTROL. SOME OF THE ACTIVITIES WERE PLACED BY THE WYOMING HIGH SCHOOL ACTIVITIES ASSOCIATION INTO A CONFERENCE. BASKETBALL WE'RE IN THE 4A WEST AND SO WE HAVE TO PLAY THOSE SCHOOLS WITH THE WAY THE RULES ARE WRITTEN RIGHT NOW. SUMMIT, BUT FOR NON-CONFERENCE, FOR EXAMPLE FOR BASKETBALL, I PLAYED TETON EVERY YEAR BECAUSE THEY ARE AS CLOSE AS I CAN GET. I FEEL LIKE I'VE DONE AS MUCH AS I CAN AT THIS TIME. SOME SPORTS IN IDAHO THEY PLAY AT DIFFERENT TIMES. FOR EXAMPLE TENNIS, TENNIS IN THE SPRING WHERE IT PLAYS SOME IDAHO SCHOOLS BECAUSE THEY'RE IN THEIR SEASON AT THAT POINT IN TIME. CROSS COUNTRY, WE GO TO ALMOST ALL IDAHO RACES TO TRACK THE TOTAL NUMBER OF IDAHO RACES. FOR THE ACTIVITIES THAT I CAN GO TO OHIO AS MUCH AS I CAN, I TRY TO. [00:55:02] >> THE OTHER FIGURES POSTERS AS LEADERS THAT WE HAVE [INAUDIBLE] FOR SPORTS IS WHEN WE HAVE A PLETHORA OF BUS DRIVERS, IF THEY'RE GOING ALONG DISTANCE LIKE [INAUDIBLE] OR ONE OF THOSE LONGER TRIPS, WE CAN SEND TO BUS DRIVERS, SO THEN ONE BUS DRIVER CAN DRIVE THERE AND THE OTHER CAN DRIVE HOME WITHOUT MAXING OUT THE HOURS. BUT NOW THAT WE HAVE A SHORTAGE OF BUS DRIVERS, SOMETIMES THAT COSTS US AN EXTRA HOTEL NIGHT FOR THE WHOLE TEAM. THOSE ARE SOME OF THE DETAILS THAT DRIVES UP THE TRAVEL COST OBVIOUSLY AND THERE'S REALLY NOTHING. I MEAN, WE'RE BEGGING THE ONE DRIVER THAT'S AVAILABLE FOR THE WEEKEND TRAVEL. THAT'S ANOTHER PIECE OF IT THAT SOMETIMES WE DON'T HAVE CONTROL OVER THAT. I WOULD ADD MIKE IS EXTREMELY CREATIVE AND THOUGHTFUL ABOUT THE TRAVEL, AND SO HE TRIES TO COMBINE TEAMS WHERE POSSIBLE. WHEN WE'RE TRAVELING SOMEPLACE, HE WILL ASK IF WE CAN START THE GAME EARLIER SO THAT WE CAN GET BACK BECAUSE WE HAVE TO BE BACK BY 01:00 A.M. FOR SAFETY OF THE STUDENTS, I WORRY ABOUT THEM COMING BACK AT 01:30 AND THEN DRIVING WHEREVER THEY LIVE OR HAVING PARENTS TO COME PICK THEM UP. THAT'S A CONCERN. OCCASIONALLY, IF WE'RE CLOSE TO THAT, THEN MIKE TALKS WITH COLBY TO SAY, "WE'RE GOING TO BE CLOSE, CAN WE COME IN IF WE'RE GOING TO BE A LITTLE BIT LATER." WE ALLOW THAT WITHIN REASON. BUT SOMETIMES IF IT'S JUST TOO LATE OR THE ROADS ARE BAD, WE END UP WITH HOTEL ROOMS AND IT IS JUST SO EXPENSIVE. ONE FINAL THING, SO THE COST OF TRAVEL, I.E DIESEL OR WHATEVER WE'RE USING IN OUR BUSES AT THIS TIME, THAT'S COMPLETELY REIMBURSED, IS THAT INCLUDED ON THIS OR NOT? >> THAT ALL GOES INTO THE TRANSPORTATION BUDGET. THEN YOU HAVE SEEN THE COST OF FUEL INCREASE DRAMATICALLY OVER THE LAST YEAR. THOSE ARE FULLY REIMBURSED, SO WE DIDN'T INCLUDE THEM IN THESE. >> THANK YOU [INAUDIBLE] >> ANYBODY ELSE? >> THANK YOU. >> YEAH, THANK YOU. >> SPENT AN HOUR OR WOULD YOU LIKE TO TAKE A FIVE-MINUTE STRETCH OR POWER THROUGH. YOU WANT ME TO BREAK? >> POWER. >> WE'LL MOVE ON FORWARD. ACTION ITEMS. SECOND READ OF POLICIES. [E. Action Items] >> THANK YOU. BEFORE YOU TRUSTEES IS THE SECOND READ JLCD ADMINISTERING MEDICATION AND THE FOLLOWING PROCEDURES THAT GOES WITH IT AND FOR THE BENEFIT OF THE AUDIENCE. WHENEVER WE HAVE A POLICY REVISION OR A NEW POLICY, IT UNDERGOES TWO READS AND THE FIRST READ HAPPENED, THE LAW IS ONLY 45 DAYS, BUT WE DO IT EVERY 60 DAYS. EVERY TWO MONTHS, ESSENTIALLY, WE'LL BE LOOKING AT VARIOUS POLICIES. WE'VE LOOKED AT THIS AS A FIRST READ AND THE REASON THAT WE MADE CHANGES, AND YOU CAN SEE THERE IN RED, WE WANTED TO ENSURE THAT OUR POLICY REFLECTED THE FACT THAT WE HAVE STOCK OPIOID ANTAGONISTS IN OUR SCHOOLS BUT OUR POLICY DIDN'T REFLECT THE FACT THAT WE HAVE THAT. WE WANTED TO ENSURE THAT OUR STAFF WERE COVERED IN THE EVENT THAT WE NEEDED TO ADMINISTER THIS DRUG. WE HAVE NOT HAD THAT NEED, BUT WE WANTED TO MAKE SURE THAT IF THE NEED ARISES, BECAUSE WE DO HAVE IT IN STOCK, IF THE NEED AROSE WE WOULD BE ABLE TO USE, OUR STAFF WOULD BE ABLE TO USE IT, AND THAT WE WOULD HAVE POLICIES AND PROCEDURES THAT SUPPORTED THAT USE. FROM THE FIRST READ WHICH WAS IN NOVEMBER TO NOW WE HAVE NOT HAD ANY UPDATES OR CHANGES. THIS IS OUR RECOMMENDATION THAT THIS BOARD CONSIDER THESE REVISIONS SO THIS BECOMES AN ACTIVE POLICY. >> ANY QUESTIONS? THANK YOU STEPHAN AND REED. THEY DIDN'T HAVE ANY WORK ON THE BOARD FOR THIS MEETING. BUT YOU WERE ATTENDING. >> I THINK IT'S GREAT THAT WE HAVE THAT FOR THE STUDENTS WHICH THEY NEED IT. [01:00:10] >> ANY PUBLIC COMMENT ON THIS ISSUE. FIRST, WE'LL START WITH ANYBODY IN THE ROOM. ANYBODY? SECONDLY, WE WILL GO ONLINE AND SEE IF ANYBODY RAISE A HAND. IT'S LIKE I'VE SEEN SOME HAND. >> I DON'T SEE ANY. >> I KNOW IT'S ONLINE. WE'LL BRING IT ON BACK TO THE BOARD. DO WE HAVE A MOTION? >> I'M MOVED TO APPROVE THE SECOND READ OF POLICY, JLCD ADMINISTERING MEDICATION AND JLCD-R ADMINISTRATIVE MEDICATION REGULATIONS AS PRESENTED. >> SECOND. >> IT'S BEEN MOVED AND SECONDED THAT WE APPROVE THE TWO POLICIES, JLCD AND JLCD-R. ANY DISCUSSION AMONGST THE FLOOR? I SEE NONE. VOTE ALL THOSE IN FAVOR OF APPROVING THESE POLICIES, PLEASE SAY AYE. >> AYE. >> AYE. >> ANY OPPOSED? NEXT ITEM, CONSIDERATION OF CONVEYANCE OF WILSON WETLANDS PARCEL TO TETON COUNTY. >> THANK YOU. IT'S OUR RECOMMENDATION THAT THIS PARCEL THAT USED TO BE USED SIGNIFICANTLY WHEN THE WILSON ELEMENTARY SCHOOL WAS IN THE FORMER LOCATION OF THE OLD WILSON SCHOOLHOUSE, AND IT WAS A PART OF THE PROPERTY. IT WAS THEN CONVEYED AND WE RETAINED THE SMALL LITTLE SECTION THAT HAS A BOARDWALK ON IT. IT'S BEEN 27 YEARS, I BELIEVE AND THE BOARDWALK IT NEEDS TO BE REPLACED OR REPAIRED OR COMPLETELY REMOVED. FOR OUR SCHOOL DISTRICT, WE DO NOT USE THIS PARCEL ANY LONGER. IT'S NOT USED AT ALL BY THE SCHOOL DISTRICT. IT'S OUR RECOMMENDATION THAT THIS BE CONVEYED TO TETON COUNTY AND TETON COUNTY CURRENTLY DOES SOME WORK ON IT. TETON COUNTY PARKS AND REC DOES SOME WORK ON IT, BUT NOT THIS PARTICULAR SECTION. I WOULD RECOMMEND THAT THIS BOARD CONSIDER CONVEYING THIS PARCEL THAT IS NOT USED AT ALL BY THE SCHOOL DISTRICT TO TETON COUNTY FOR THEIR OVERSIGHT, MAINTENANCE AND USE. >> ANY QUESTIONS FOR THE SUPERINTENDENT? PUBLIC COMMENTS. ANYBODY IN THE ROOM HAVE THEIR PUBLIC COMMENT ON THIS CONVENIENCE OF THIS? PLEASE COME OUT AND STATE YOUR NAME. >> HI, I'M POGIN PALMER. THANK YOU FOR THIS OPPORTUNITY TO SPEAK TO YOU GUYS. THE LAST TIME I SPOKE TO A SCHOOL BOARD WAS BEFORE '95 WHEN THE STERNS GAVE THIS PROPERTY TO THE SCHOOL DISTRICT AND THE SCHOOL DISTRICT WAS OVER-THE-TOP ENTHUSIASTIC. THE BOARDWALK WAS BUILT WITH AN ENORMOUS AMOUNT OF VOLUNTEER LABOR. THE FIFTH GRADE CLASS USED THE WILSON WETLANDS TRAIL AND THE CREEK THAT RAN THROUGH IT AS A SCIENCE PROJECT. THEY WON FIRST PLACE IN A STATE SCIENCE FAIR. THE BOARDWALK WAS BUILT. IT'S TOTALLY A BELOVED FEATURE OF WILSON. IT SERVES A REAL PURPOSE IN CONNECTING DOWNTOWN WILSON WITH THE SCHOOL AND ELLEN VIRTUE PARK. I DON'T KNOW AND MAYBE THE SCHOOL COULD ANSWER THIS QUESTION, I HAVE NO IDEA WHY WHEN THE SCHOOL MOVED ON VIRTUE PART, WHICH WAS OWNED BY THE SCHOOL SO WAS TRANSFERRED TO THE COUNTY. THE WILSON WETLANDS PARCEL, 1.5 ACRES WAS ONE PART AND PARCEL OF THE OWN VIRTUAL PARK AND FOR SOME REASON, JUST THE PARK GOT CONVEYED. IT'S UNDERSTANDABLE I THINK THAT THE SCHOOL TRUSTEES CHANGED, THE LOCATION OF THE SCHOOL CHANGED, TOTALLY UNDERSTANDABLE AS TO WHY IT DROPPED OFF THE RADAR. I'D ASK JUST A QUESTION TO YOU. IT'S A GREAT IDEA TO CONVEY THIS TO THE COUNTY BECAUSE THEY COULD STEWARD IT PROPERLY. HAVE YOU TALKED TO ANYBODY IN THE COUNTY OR IS THIS AN INITIAL THOUGHT? [01:05:04] IS THE COUNTY ONBOARD WITH THIS? >> NORMALLY, A LITTLE BIT OF PROTOCOL. NORMALLY, WE DON'T DO A CONVERSATION BACK AND FORTH WITH THIS. IN THIS CASE, I WOULD DEFER TO DR. CHAPMAN. >> I BELIEVE THAT THEY ARE AWARE IT'S COMING, BUT THIS WOULD BE A FORMAL REQUEST AND WE ALSO HAVE A DRAFT AGREEMENT. SO WE WOULD SEND A LETTER WITH A DRAFT AGREEMENT AND GIVE THEM THE OPPORTUNITY TO RESPOND. I DO BELIEVE THEY ARE EXPECTING TO COME THEIR WAY. >> GREAT. WELL, I THINK THAT'S ALL POSITIVE. I WAS RESPONSIBLE FOR THE CONSTRUCTION OF THE ORIGINAL BOARDWALK, AND RIGHT NOW WE'RE LOOKING AT PROBABLY A 30 OR 40,000 DOLLAR REPAIR AND I WOULD HOPE THAT WITH THE CONVINCED THE SCHOOL MIGHT CONSIDER PARTAKING IN THAT. IT'S UNFORTUNATE THAT THE MAINTENANCE COSTS OF A BOARDWALK WERE FULLY THOUGHT OUT AND IT'S UNFORTUNATE THAT IT DROPPED OFF THE RADAR AND I'D HOPE THAT ANY PROPERTY THE SCHOOL DISTRICT HAS, I MEAN, THEY KEEP IN FOCUS BECAUSE OWNING PROPERTY COSTS MONEY. GOOD LUCK WITH THE CONVEYANCE. >> THANK YOU. >> MY NAME IS JANICE STERNS. MY FAMILY GAVE THE LAND FOR THE WILSON WETLANDS TRAIL. I JUST WANTED FOR ALL OF YOU TO UNDERSTAND HOW IMPORTANT THAT TRAIL IS TO THE COMMUNITY OF WILSON. IT'S USED DAILY, SUMMER, WINTER, EVERY DAY OF THE YEAR, IT'S A VERY CHERISHED PART OF THE COMMUNITY AND IT'S WELL USED AND IT NEEDS TO CONTINUE AND I APPRECIATE THE STEWARDSHIP THE SCHOOL DISTRICT HAS TAKEN OVER THESE LAST MANY YEARS, AND I HOPE IT GOES WELL CONVEYING IT TO THE COUNTY. THANK YOU. >> THANK YOU. >> [INAUDIBLE] MAYBE I CAN SPEAK TO BOTH OF THAT. I'M SCOTT WILSON PRINCIPAL. NICE TO MEET YOU GUYS. HELLO, CHAIRMAN SCARLETT AND TRUSTEES. I WOULD JUST COMMENT THAT WHEN I DISCOVERED THAT THIS PERSON WAS THERE A YEAR OR TWO AGO WHEN IT JUST HAPPENED TO COME UP. I CAN'T REMEMBER WHY NANCY, SHOULD WE DO THIS, LET ME KNOW. HER EYES WOULD BE MEAN AND SHE WITHIN AN HOUR HAD LAMINATED ARTICLES AND INFORMATION FOR ME, [LAUGHTER] AND SHE ALSO WOULD BE EMAILED ME LIKE THE ORIGINAL COPY OF THE AGREEMENT AND EVERYTHING. THEN WE HAD A GREAT DIALOGUE AND SHE DID SHARE THE WONDERFUL THINGS THAT DID HAPPEN WITH THOSE GROUPS, THE SCIENCE PROJECTS, BUILDING ROBOTS. I JUST WANT TO ECHO LIKE I'VE HEARD OF THE HISTORICAL APPRECIATION AS WELL AS I REALIZED WHAT THAT DOES TO CONNECT COMMUNITY WHERE THERE REALLY ISN'T A TRAIL SYSTEM THERE AND I WOULD BE HAPPY TO WORK WITH ANY FUTURE IMPROVEMENTS. I'D BE HAPPY TO RALLY OUR PARENTS, STAFF, COMMUNITY AND KIDS TO DO ANYTHING WE CAN TO FURTHER IMPROVE THAT. THANKS. >> ANY OTHER COMMENTS? ANYBODY ONLINE? I'LL BRING IT BACK TO THE BOARD TO TAKE A MOTION. >> I MOVE TO APPROVE A LETTER TO THE TETON COUNTY BOARD OF COMMISSIONERS REQUESTING THAT THEY ACCEPT CONVEYANCE TO THE WILSON WETLANDS PARCEL AND THE DRAFT TRANSFER AGREEMENT FOR THE PARCEL AS PRESENTED, MINOR MODIFICATIONS DEEMED NECESSARY BY LEGAL COUNSEL. >> I SECONDED IT. >> MOVED BY TRUSTEE ABRAMS. SECOND BY TRUSTEE DORNAN. IS THERE ANY COMMENTS OR DISCUSSION AMONGST BOARD? NO? SEEING NONE, WE WILL GO AHEAD AND VOTE ON THE MOTION TO APPROVE A LETTER TO THE TETON COUNTY BOARD OF COMMISSIONERS REQUESTING THAT THEY ACCEPT CONVEYANCE OF THE WILSON WETLANDS PARCEL AND A DRAFT TRANSFER AGREEMENT FOR THE PARCEL AS PRESENTED WITH MINOR MODIFICATIONS DEEMED NECESSARY BY LEGAL COUNSEL. ALL THOSE IN FAVOR, PLEASE SAY AYE. >> AYE. >> OPPOSED? UNANIMOUS. WE'RE GOING TO TAKE A TWO-MINUTE BREAK AND WE'RE GOING TO HAVE A LITTLE EXERCISE AT MY PREROGATIVE. YOU'RE GOING TO HAVE MUSIC PLUS. WE ARE ALL GOING TO SING. WELL, AT LEAST FIVE OF US. [LAUGHTER] AT LEAST FIVE OF US ARE GOING TO SING A BIRTHDAY SONG. [01:10:03] TRUSTEE [INAUDIBLE] [MUSIC] [APPLAUSE] >> THANK YOU. >> WITH THAT, WE'LL MOVE INTO THE CONSENT AGENDA. [F. Consent Agenda] WE'VE GOT SEVEN ITEMS. ONE, APPROVAL OF STAFF CONSIDERATIONS AND REPORTS FOR JANUARY 2023. TWO, APPROVAL OF THE MINUTES OF DECEMBER 14, 2022 REGULAR MEETINGS. THREE, APPROVAL OF THE DECEMBER 2022 CHECK REGISTER. FOUR, APPROVAL OF EMPLOYEE ASSISTANCE PROGRAM EAP/LIFE WORKS PURCHASE ORDER. FIVE, APPROVAL OF STAR PLAYGROUND PURCHASE ORDER FOR THE WILSON ELEMENTARY SCHOOL INCLUSIVE PLAYER. SIX, APPROVAL OF BOARD MEMBER TRAVEL FOR LEGISLATIVE PURPOSES. SEVEN, APPROVAL OF CONSENTED. ANYBODY HAVE ANYTHING THEY WANT TO REMOVE? I WILL TAKE A MOTION. >> MR. CHAIR, I WOULD MOVE TO APPROVE THE CONSENT AGENDA AS PRESENTED, ITEMS 1 THROUGH 7. >> I SECOND. >> IT'S BEEN MOVED AND SECONDED. DO WE HAVEN'T ANY OTHER DISCUSSION? WITH THAT WE'LL TAKE A VOTE. ALL IN FAVOR OF APPROVING THE CONSENT AGENDA AS PRESENTED, PLEASE SAY AYE. >> AYE. >> ANY OPPOSE? AGENDA IS DONE. NOW WE MOVE INTO THE PUBLIC COMMENTS SECTION. [G. Communication] ANYTHING THAT YOU WANT TO TALK ABOUT, WE'LL GIVE YOU THREE MINUTES TO DISCUSS. I WILL FIRST ASK PEOPLE IN THE ROOM, THEN WE'LL MOVE ONLINE TO EMBEDDED WITH HANDS RAISED ONLINE. ANYBODY IN ROOM HAVE ANYTHING TO SAY? ANYBODY ONLINE? NO HANDS ARE RAISED. GOING ONCE, GOING TWICE. COMMUNICATIONS TO THE BOARD. WE HAD THREE LETTERS OVER THE LAST MONTH FROM TOMPKINS OR TWO LETTERS TOMPKINS AND THEN A LETTER ABOUT THE EARLY DISMISSAL. JUST SO EVERYBODY IS AWARE OF NEXT MONTH WE WILL HAVE ON THE ACTION ITEMS IS THE PROPOSED CALENDAR TO DISCUSS. THAT WILL COME UP IN FEBRUARY. COMMUNICATIONS FROM THE BOARD. TRUSTEE GAINER BROUGHT FORWARD A THOUGHT AND LETTER PROPOSAL TO WRITE TO MAYOR WHARTON LEVINSON AND THE TOWN COUNCIL MEMBERS REGARDING THE SPEC ISSUE APPROVED IN 2019 FOR THE GREGORY LANE IMPROVEMENT PROJECT. THAT SEEMS TO HAVE STALLED AND NOTHING HAS BEEN GOING ON. WE HAVEN'T HEARD ANYTHING. THERE WAS A LETTER ATTACHED TO REQUEST STATUS AND ALSO TO PUSH TO GET THEM TO TAKE ACTION ON GREGORY LANE. HOW MANY STUDENTS ON THEIR? EIGHT FIVE, 85 STUDENTS THAT LIVE OFF GREGORY LANE AND THOSE OF US THAT HAD BEEN ON THAT LANE, IT'S VERY DANGEROUS AND THERE'S NO SIDEWALKS, NO PEDESTRIAN FRIENDLY. WE DO RUN A SCHOOL BUS ON THAT ROAD SPECIFICALLY FOR SAFETY REASONS. IN 2015 IS THIS LETTER SAYS WE BEGAN A DISCUSSION ABOUT WHAT THE TOWN ON HOW TO IMPROVE THIS AND THEN IN 2019 THEY PUT THE SPET BALLOT, THERE WAS A SPET SPED ISSUE THAT THE COMMUNITY APPROVED 8.5 MILLION FOR THE IMPROVEMENT OF GREGORY LANE. THIS IS THE LAST PROJECT THAT HASN'T BEEN FUNDED FROM THE 2019 SPET AND SO I WOULD LIKE FOR US TO MOVE FORWARD. I SHOULDN'T SPEAK FOR THE BOARD AND WE'RE GOING TO OPEN IT UP FOR DISCUSSION, AND WHETHER OR NOT IF YOU THINK WE SHOULD SEND A LETTER, IF IT SHOULD BE SIGNED BY THE BOARD OR SHOULD IT BE SIGNED BY SUPERINTENDENT CHAPMAN. JUST OPEN UP FOR GENERAL DISCUSSION. SUPERINTENDENT DO YOU WANT TO ADD ANYTHING? >> I THINK YOU COVERED IT WELL, AND THIS IS A DRAFT. WE'RE CERTAINLY HAPPY TO CHANGE IT. I HAVE REQUESTED AN UPDATE ON THIS PROJECT. WE HAVE AWKWARD SOLUTIONS AND THERE REALLY IS NO UPDATE. THERE IS NO CHANGE AT ALL SO WE REMAIN CONCERNED ABOUT THE TRAFFIC AND THE SAFETY OF STUDENTS ON GREGORY LANE AND IT'S PRETTY INEFFICIENT FOR US TO BE BUSING [01:15:01] STUDENTS FROM GREGORY LANE OVER TO CULTURE ELEMENTARY SCHOOL. BUT THAT'S THE SAFEST THING THAT WE CAN DO AND IT JUST SEEMS TO BE GETTING WORSE INSTEAD OF BETTER. HOPEFULLY AT LEAST WITH A FORMAL LETTER THAT WE CAN GET SOME RESPONSE. >> MR. CHAIR? >> YES. >> I WOULD CERTAINLY SUPPORT SENDING THE LETTER. I THINK GREGORY LANE IS JUST DANGEROUS AS A DRIVER, PARTICULARLY IN THE WINTER, AND THEN YOU SEE KIDS GETTING OFF THE BUS ON THE SIDE OF THE ROAD. I'VE DONE HOPEFULLY RESCUE DELIVERIES AROUND THERE AND THAT'S A LITTLE HAIR-RAISING. I JUST THINK THAT IT'S AN AREA OF OUR COMMUNITY THAT NEEDS TO BE ADDRESSED IN THE VOTERS OF OUR COMMUNITIES SAID NEEDED TO BE ADDRESSED AND SO I THINK WE NEED TO SEND THIS LETTER. >> YES. >> I'M CONCERNED ABOUT THE LIGHTING A LOT IN THERE ESPECIALLY AT DUSK AND THEY'RE STILL KIDS WALKING ALONG THAT ROAD AT NIGHT. [INAUDIBLE] >> ME TOO. >> YEAH, I WOULD BE SUPPORTED SENDING A LETTER EITHER THERE OR THROUGH THE SUPERINTENDENT BECAUSE WE GET SENT BY THE BOARDROOM [OVERLAPPING] >> IF I MAY MAKE ONE COMMENT ABOUT THE DRAFT. I'M ALWAYS A LITTLE CONCERNED THIS PUTS ON A BANKER LIABILITY HAT. THE SECOND TO LAST PARAGRAPH, WE HAVE SOME OF THE INITIAL IDEAS TO COMPLETE THE COMPLICATED PROJECT INCLUDING MAKING GREGORY LANE A ONE-LANE ROAD FROM SOUTH PARK LOOP ROAD TO BERGER LANE THAT WOULD AVOID THE NEED FOR PROLONGED EASEMENT NEGOTIATIONS, CONDEMNATION. I WOULD HATE TO BE THE ONES ADVISING THEM HOW TO BUILD ANYTHING BECAUSE WE'RE RESPONSIBLE FOR EDUCATING KIDS, NOT FOR ROAD BUILDING. THAT'S JUST MY THOUGHT. >> WE SUPPORT REMOVING THAT? >> YEAH, CHEAPER. >> I THINK IT'S GENIUS, BUT WILL LET THEM FIGURE IT OUT THEMSELVES. >> YES. [LAUGHTER] [INAUDIBLE] WE DID IT THE WAY YOU TOLD US TO. [LAUGHTER] >> WE HAVE SUGGESTED IT BEFORE. >> YES. >> WE HAVE SUGGESTED IT NUMEROUS TIMES. >> IF THEY WERE TO COME AND ASK US. >> IT WOULD BE A LOT LESS EXPENSIVE. >> I'M SURE THERE'LL BE PLENTY OF PUBLIC COMMENT AS FAR AS WHAT SHOULD BE DONE [INAUDIBLE]. [LAUGHTER] >> [INAUDIBLE]. >> [INAUDIBLE]. [LAUGHTER] >> CHARLOTTE HAS A GOOD SUGGESTION. WE COULD LEAVE THAT INITIAL SENTENCE THERE AND INCLUDE STREET LIGHTING AND THEN JUST REMOVE, WE FULLY SUPPORT WHICHEVER DESIGN OPTION. >> I THINK HE'S SAYING TO REMOVE THE SUGGESTION OF HOW TO DO IT. >> YES. >> IF WE COULD LEAVE THE LAST SENTENCE, WE SUPPORT WHATEVER OPTIONS THAT MAKE IT SAFE. >> INCLUDING LIGHTING? >> INCLUDING LIGHTING. [LAUGHTER]. >> INCLUDING LIGHTING. [OVERLAPPING] [LAUGHTER] >> WE CAN DO WHATEVER YOU'D LIKE. IT MAY BE BEST TO REMOVE THE WHOLE PARAGRAPH. >> YEAH. >> THEN FEEL FREE TO MAKE SUGGESTIONS, TOM AS AN INDIVIDUAL STAKEHOLDER. YOU WANT TO TAKE A MOTION ON THIS? VOTE ON THIS? >> MR. CHAIR, I WOULD MOVE TO APPROVE THE MAILING OF A LETTER TO MAYOR WHARTON LEVINSON AND THE TOWN COUNCIL MEMBERS WITH REGARDS TO THE SAFETY OF GREGORY LANE, AS PRESENTED. >> WITH MINUTES? >> YES. >> REMOVING THE PARAGRAPH, AND THEN SIGNED BY. >> BOARD OF CHAIR. >> I'LL BE HAPPY TO DO THAT. >> [INAUDIBLE] >> [INAUDIBLE] TO PROVE ME SENDING THE LETTER AS STATED AS KIND OF AMENDED. ANY OTHER DISCUSSION? >> ALL THOSE IN FAVOR PLEASE SAY AYE. >> AYE. >> ANY OPPOSED? OKAY. THAT'S GOOD GUYS. [01:20:03] KEITH WILL BE IMPRESSED. [LAUGHTER] DISCUSSION, FUTURE AGENDA ITEMS, SCHEDULING, AND TOPICS. >> MR. CHAIR? >> YES. >> YOU MENTIONED OF COMMUNICATION FROM THE BOARD THAT WILL BE DISCUSSING THE CALENDAR NEXT MONTH, AND I WAS HOPING BECAUSE NOT EVERYBODY WHO MIGHT BE LISTENING TONIGHT SO IT'S ON RECORD COULD DR. CHAIRMAN PLEASE TALK ABOUT STEPS BETWEEN NOW AND FEBRUARY 8TH THAT PEOPLE CAN ENGAGE IN OPPORTUNITIES FOR FEEDBACK AND WHAT NOT. >> YES, I WILL SEND IT OUT THIS WEEK. >> WELL, [OVERLAPPING] THERE WERE PEOPLE LISTENING. >> RIGHT NOW? >> YEAH. IF YOU COULD JUST TALK ABOUT [INAUDIBLE] SO IT'S ON THE RECORD AT THE MEETING. >> THERE IS A [INAUDIBLE] MOMENT. [LAUGHTER] >> THANK YOU. SORRY. I'M WRITING A LETTER. [LAUGHTER]. >> THANK YOU. THIS EVENING WAS I WOULD SAY OR THIS AFTERNOON AND MIDPOINT IN THIS PROCESS, WE HAVE ENGAGED OR FOR THE PAST YEAR, ANALYZING OUR SCHOOL CALENDAR THAT WE CURRENTLY HAVE AND LOOKING TO THE FUTURE. WE USE TEST DATA, WE USE THE CURRENT SCHEDULE, WHAT ARE OUR STAFF WORKING ON, WHAT ARE THE NEEDS THAT WE HAVE FROM STAFF AND STUDENTS, STAFF DEVELOPMENT, WHAT ARE BEST PRACTICES? WE'VE ENGAGED SEVERAL STUDY GROUPS WITH SUPERINTENDENT ADVISORY COUNCIL THAT'S MADE UP OF STAFF FROM ALL SETTINGS. PRINCIPALS HAVE BEEN WORKING ON IT, THEIR LEADERSHIP TEAMS HAVE BEEN WORKING ON IT SO TONIGHT OR THIS AFTERNOON, WITH THE WORKSHOP, WE BROUGHT FORWARD ONE SUGGESTION BECAUSE IF WE WOULD BROUGHT FORWARD ALL OF THE THINGS WE WERE THINKING OF, IT WOULD HAVE BEEN REALLY CONFUSING IN A SHORT AMOUNT OF TIME SO WE BROUGHT FORWARD THE ONE THAT HAD THE MOST MOMENTUM FOR PEOPLE TO RESPOND TO. TONIGHT, AND THEN MOVING FORWARD, THE NEXT STEP YOU'LL SEE A FORM BEING SENT OUT TO ALL FAMILIES. WE'LL DESCRIBE THE ELEMENTARY CALENDAR, FOR EXAMPLE, GIVE THEM AN OPPORTUNITY FOR FEEDBACK. WE'LL DESCRIBE THE MIDDLE SCHOOL AND THE HIGH SCHOOL SCHEDULE GIVE AN OPPORTUNITY FOR FEEDBACK. IF PEOPLE HAVE IDEAS THAT WE HAVEN'T TALKED ABOUT, WE'RE COMPLETELY OPEN TO THEM. OVER THE NEXT FEW WEEKS, WE'LL BE ANALYZING THIS DATA AND THE INFORMATION. WE'LL GO BACK TO OUR GROUPS AND SEE DO WE NEED TO REVISE? IS THIS THE WAY WE WANT TO MOVE FORWARD? HOW CAN WE INCORPORATE THE FEEDBACK THAT WE'VE HAD? IS THERE ANY OTHER COMPROMISE THAT WE HAVE IN THERE? THEN BEFORE THE FEBRUARY 8TH BOARD MEETING, WE WILL PUBLISH WHAT OUR RECOMMENDATION TO THE BOARD WILL BE, SO THAT WAY, AGAIN, PEOPLE CAN WEIGH IN AND SAY, RIGHT OR NO OR WHATEVER THE CASE MAY BE. WE WILL INCORPORATE THAT FEEDBACK, WE'LL SEND IT BACK OUT TO THEM FOR ANOTHER VIEW, AND THEN ON FEBRUARY 8TH, WE'LL ASK THE BOARD TO VOTE ON THE RECOMMENDATION THAT WE PROVIDE, OR OF COURSE AS ALWAYS, YOU CAN REVISE IT AS YOU'D LIKE, BUT WE WOULD LIKE TO SOLIDIFY THOSE DATES IN FEBRUARY. WE ALREADY HAVE THE START AND THE END DATE BUT PEOPLE REALLY LIKE TO PLAN AND KNOWING IN ADVANCE IS HELPFUL AND THEN ALSO GIVES US THE OPPORTUNITY TO ENGAGE WITH OUR COMMUNITY PARTNERS TO SEE WHAT LEVEL OF SUPPORT THEY CAN PROVIDE IF ANY SCHEDULE CHANGE HAPPENS. RIGHT NOW WE HAVE TREMENDOUS COMMUNITY SUPPORT AND PEOPLE REALLY APPRECIATE CREST, FOR EXAMPLE, BUT THERE ARE LIMITED SEATS. WE WANT TO MAKE SURE THAT IF THERE IS A CHANGE THAT WE CAN IMMEDIATELY GET WITH OUR COMMUNITY GROUPS AND FIND OUT CAN THEY ACCOMMODATE THIS? CAN THEY OPEN UP MORE SEATS? JUST TO MAKE SURE THAT THEY HAVE APPROPRIATE TIME PLANNED. FEBRUARY WOULD BE OUR PREFERENCE FOR IT TO BE APPROVED SO THAT WE CAN GET TO WORK. >> THANK YOU. >> THANKS FOR REDIRECTING ME. [LAUGHTER]. [INAUDIBLE]. >> [INAUDIBLE]. >> MR. CHAIR, SUPERINTENDENT CHAPMAN, COULD YOU DESCRIBE WHAT YOU ANTICIPATE WILL HAPPEN AT THE WSPA LEGISLATIVE FORUM THAT'S COMING UP BEFORE OUR NEXT MEETING? >> YES. >> THAT I HAD A QUESTION ABOUT WHAT SHE JUST SAID, IS THAT OKAY? >> WE'VE HEARD A COUPLE OF DIFFERENT IDEAS. LIKE TONIGHT AT THE WORKSHOP, SOMEONE SAID THAT MORE PARENTS SUPPORTED AN EARLY OR LATE DELAYED START VERSUS AN EARLY RELEASE. WILL THOSE OPTIONS BE PUT OUT TO EVERYBODY TO SAY, [01:25:01] WOULD YOU RATHER HAVE THIS OR THAT OR A DIFFERENT DAY OR? >> YEAH. >> YEAH, WE WILL TAKE A LOOK AT ALL THE SUGGESTIONS. OFF THE TOP OF MY HEAD. I KNOW WE DIDN'T LOOK AT LATE STARTS. A LATE START IS PROBLEMATIC BECAUSE WE RUN DOUBLE OR TRIPLE BUSES. SO A LATE ARRIVAL FOR ELEMENTARY STUDENTS WITH BUMP UP AGAINST THE MIDDLE SCHOOL AND HIGH SCHOOL. I THINK THAT'S PROBABLY THE REASON THAT THAT'S PROBLEMATIC, BUT I BELIEVE [INAUDIBLE] SAME PAGE. WE WILL FOR SURE EXPLORE THEM AND THEN IT MAY BE HELPFUL TO EXPLAIN THAT AS WELL TO PARENTS. I KNOW THERE WAS A LOT OF SUGGESTIONS. WHY DON'T YOU DO THIS ON A SATURDAY? DO YOUR PROFESSIONAL DEVELOPMENT ON A SATURDAY. GREAT IDEA, OR DO IT IN THE SUMMER, GREAT IDEA, BUT OUR STAFF AREN'T CONTRACTED ON THE WEEKENDS AND IN THE SUMMERTIME. ALSO, THE RESEARCH, AS WE TALKED ABOUT. SO IT'S ABOUT HOW IMPORTANT IT IS THERE DURING THE WEEK, ESPECIALLY WITH ELEMENTARY STUDENTS. THE BIGGEST GROWTH THERE WAS WHEN WE DO COMMUNIST ASSESSMENTS AND WE TALK ABOUT IT AS A TEAM AND THEN WE ADJUST AND THEN WE CAN SAY, THIS STUDENT NEEDS TO GO TO INTERVENTION THIS WEEK, OR THAT STUDENT NEEDS THIS. THAT'S THE MOST POWERFUL. IF WE'RE WAITING SIX WEEKS FOR THAT TO HAPPEN, IT'S JUST NOT HELPFUL. FOR THE BIGGEST PAIN FOR OUR BUCK AND A SHORT SPUR, WHAT WE PROPOSED WAS WELL THOUGHT OUT AND IN RESEARCH. INITIALLY, I DIDN'T SAY A THING. [INAUDIBLE] DO YOU WANT TO DO AN EARLY RELEASE EVERY WEEK, AND I WAS LIKE, NO, ABSOLUTELY NOT. BUT THEN THEY GOT TO BE BACK A LITTLE BIT BECAUSE IT'S AN HOUR AND FOR ALL THE OTHER REASONS WE'VE TALKED ABOUT. BUT IT'S A GREAT SUGGESTION. I THINK WHAT WE SHOULD DO. >> WEIGH ALL THE OPTIONS THAT ARE ACTUALLY FEASIBLE. >> YEAH. WITH THE RATIONALE, I THINK THAT WOULD BE HELPFUL FOR PEOPLE TO UNDERSTAND SO THEY REALLY CAN SEE. AGAIN, NO SCHEDULE IS PERFECT. WE KEEP TRYING TO FIND THAT IN-SERVICE NIRVANA AND FACE-TO-FACE NIRVANA WITH KIDS BECAUSE WE DO BELIEVE MORE FACE-TO-FACE TIME IS WHAT WE NEED. WE LOOK FORWARD TO FINDING A REALLY GREAT SOLUTION THAT WILL WORK FOR OUR FAMILIES AND FOR OUR STAFF AND FOR OUR KIDS MOST IMPORTANTLY. >> [INAUDIBLE] I DISCUSSED ONE LITTLE COMMENT ON THIS. I JUST THINK I WOULD'VE HOPED THAT AS WE MOVE FORWARD THAT PEOPLE WOULD ASSUME POSITIVE INTENT BECAUSE REALLY THE TEACHERS AND THE ADMINISTRATION AND THE SCHOOL BOARD ARE ALL HERE IN SERVICE OF CHILDREN AND FAMILIES. OUR GOAL IS TO PROVIDE THE BEST TOP-NOTCH EDUCATION IN THE COUNTRY, AND SO NONE OF THESE DECISIONS ARE TAKEN LIGHTLY, AND IT'S UP FOR DISCUSSION. FOR ME, IT'S ABOUT ASSUMING POSITIVE INTENT AND WORKING THROUGH IT AS A COMMUNITY. >> THANK YOU. WE'RE NOT TRYING TO CHANGE SPRING BREAK, RIGHT? [LAUGHTER]. GOING BACK TO TRUSTING NEEDS QUESTION ABOUT THE WYOMING SCHOOL BOARD ASSOCIATION HOSTED A LEGISLATED MEETING. IT'S ON A SUNDAY AFTERNOON, FEBRUARY 5TH, IN CHEYENNE. THE PURPOSE OF IT IS BOARD MEMBERS, ADMINISTRATORS, CAN COME AND IT STARTS AT TWO O'CLOCK. FROM TWO TO FOUR O'CLOCK, THE EXECUTIVE DIRECTOR OF THE SCHOOL BOARD ASSOCIATION PROVIDES AN UPDATE ON THE BILLS THAT ARE STILL OUT THERE. THEN ALL THE LEGISLATORS ARE INVITED TO A RECEPTION SO THAT YOU CAN HAVE FACE-TO-FACE TIME. THEN WE INVITE OUR TETON COUNTY ELECTED OFFICIALS TO DINNER THAT EVENING SO WE CAN HAVE DIRECT CONVERSATION ABOUT THE THINGS THAT STILL HAD NOT YET BEEN VOTED ON. WE CAN HOPEFULLY SHARE WHAT WE SUPPORT, WHAT WE DON'T SUPPORT, AND WHY. THEN THE FOLLOWING DAY IF PEOPLE ARE STILL WILLING TO COME TO THE CAPITAL, THEY CAN COME. ON THE FLOOR, THEY HAVE BEEN RECOGNIZING SCHOOL BOARDS FOR SCHOOL BOARD APPRECIATION MONTH OR ANY OF THE SESSIONS THAT ARE HAPPENING. THAT'S THE PROPOSAL AND OUR SCHOOL BOARD MEMBERS WOULD STAND AND BE RECOGNIZED. THAT'S THE GENERAL RUN OF THE DAY. WE'RE HAPPY TO RESERVE SPOTS AND REGISTER ANY TRUSTEES THAT WOULD LIKE TO ATTEND. >> MR. CHAIR, SUPERINTENDENT CHAPMAN, FOR TETON COUNTY SCHOOL DISTRICT, [01:30:01] FOR ALL SCHOOLS, EVERY LEGISLATIVE SESSION IS REALLY CRITICAL AND IT HELPS TO EDUCATE LEGISLATORS THERE. BUT THIS TIME AROUND, IT'S REALLY IMPORTANT FOR US BECAUSE WE'RE ASKING THEM FOR BUILDING MONEY FOR THE JOB ACHIEVEMENTS CENTER. I UNDERSTAND THAT THEY'RE TRYING TO FIGURE OUT WAYS TO A NEW FUNDING MECHANISM FOR SCHOOL FACILITIES BESIDES POLICE BONUSES. THIS IS WHAT KEITH WOULD SAY IF YOU WERE HERE, RIGHT? BUT THEY HAVE NOT COME UPON ANYTHING YET. BUT I THINK IT'S REALLY IMPORTANT THAT WE KEEP THE PRESSURE ON, ALL THE LEGISLATORS DOWN IN CHEYENNE, BECAUSE WE'RE REALLY ONE AND THE ONLY SCHOOL DISTRICT THAT'S GROWING, AND WE DEFINITELY HAVE BENT OVER BACKWARDS TO HAVE THE LOCAL COMMUNITY DO A LOT OF FUNDING THROUGH THE STEP PROPOSAL THAT NO OTHER SCHOOL DISTRICT IN THE PAST 20 YEARS IS DONE FOR THEMSELVES. I THINK WE'RE IN A REALLY GOOD POSITION, BUT I WOULD URGE ANYBODY WHO HAS AN INKLING TO GO TO BITE THE BULLET AND GO AHEAD ON DOWN THERE BECAUSE THE BIGGEST THING THAT INFLUENCES THOSE GUYS IS WHEN THEY HAVE FACE TIME WITH CONSTITUENTS LIKE US. THAT'S JUST MY PITCH TO YOU. >> SUPERINTENDENT CHAPMAN, YOU'RE NOT LETTING KRISTEN PICK HOSTELS THIS TIME. >> [LAUGHTER] [INAUDIBLE] >> GREAT, THANKS. >> [INAUDIBLE] >> THANKS FOR YOUR COMMENTS. [LAUGHTER] >> THEY SAID AT THE PLANS WHEN KRISTEN WAS IN CHARGE. [NOISE] >> [LAUGHTER] IT WAS FUN. IT WAS DIFFERENT. >> THAT'S THE LAST TIME. [OVERLAPPING] >> ANY OTHER DISCUSSION ITEMS? >> THE ONLY OTHER ITEM I WOULD SHARE IS THAT TOMORROW NIGHT, THE SCHOOL DISTRICT IS CO-HOSTING A BULLYING PREVENTION NIGHT WITH THE COOKE CENTER AND THEY'RE LOCATED ON OUR WEBSITE. IT DOES REQUIRE AN ADVANCE REGISTER. IT'S ONE HOUR 6:30 TO 7:30 VIA ZOOM, SPANISH AND ENGLISH AVAILABLE. A NATIONALLY RECOGNIZED COUNSELOR EXPERT ON BULLYING WILL BE THE PRESENTER AND PEOPLE WILL BE ABLE TO ASK QUESTIONS ANONYMOUSLY AND GET REAL-TIME FEEDBACK AND A POWERFUL WAY TO SPEND AN EVENING. YOU CAN DO IT FROM THE COMFORT OF YOUR HOME. I URGE PEOPLE TO SIGN UP FOR THAT. >> ANYTHING ELSE? >> REVIEW OF MEETING. I GOT ONE SHORT REVIEW. I WAS TROLLING ANOTHER DISTRICT'S APPROVAL OF POLICIES. BY STATE LAW, THEY HAVE TO WAIT 45 DAYS. WOULD THERE BE ANY REASON WE SHOULDN'T HAVE A MID-STOP AND A SECOND READING DISCUSSION JUST IN CASE THERE WERE ANY MAJOR CHANGES TO THE FIRST READ JUST SO IT'S PREMIUM VESSEL LONG BEFORE WE HAD THE FINAL VOTE BECAUSE WE HAVE TWO MEETINGS? >> NOTHING AND THEN WE VOTE. >> IF SOMETHING HAS COME UP IN THAT REPORT. >> SO WE DON'T COME IN TO THE FINAL VOTE AND JUST HAVE CHANGES? >> YEAH. >> IT'S JUST THAT? >> YEAH. I DON'T THINK THERE'S ANYTHING WRONG WITH DOING IT THAT WAY. THE MINIMUM REQUIREMENTS DURING THE STATUTE. THAT'S NOT HOW YOU LET THE DOOR BUT YOU CAN ADD AS A DATA. >> YEAH. THE 45 DAY ENDS? >> YEAH. >> JUST IF THERE'S ANY CHANGES BETWEEN THE FIRST READ AND THE FINAL READ. >> IF THERE ARE NO CHANGES TO DATE, WE COULD JUST SAY WE HAVE NO CHANGES TO DATE [OVERLAPPING]. >> THE SAME AS POLICY, WE'LL DO IT THE NEXT DAY. >> SO IT WILL JUST BE A MONTHLY UPDATE? >> YEAH, THEY JUST FALL UNDER THE UPDATE, BUT IT'S NOT ACTUALLY ONE. >> THAT'S GOOD. >> JUST THINKING I MIGHT SMOOTH THINGS OUT. ANYTHING ELSE? ADVANCED PLANNING. [H. Advanced Planning] SO IT'S A FEBRUARY 5TH WSBA. >> I'VE COVERED IT. THANK YOU. >> IF YOU HAVE TIME TO DO IT, IT'S A GOOD OPPORTUNITY. I'M SURE YOU'RE TRUSTING ME. [INAUDIBLE] >> IT'S A SHORT TIME AND CHEYENNE IS LOVELY. JUST LET ME HEAR WHAT SHE HAS. [LAUGHTER]. >> CAREFUL. >> [INAUDIBLE] >> WITH THAT, I THINK WE'VE FOUND THE MOTION. [01:35:04] >> TO ADJOURN. >> ACCEPTED. >> THEN WE'RE ADJOURNED. [NOISE] * This transcript was compiled from uncorrected Closed Captioning.
