A LOBBYIST DID SPEAK FOR HERSELF, SHE DO NOT REPRESENT THE BOARD WHEN SHE TESTIFIED ON SENATE FILE 133, WHICH WAS A TRANSGENDER ATHLETE FILL. THIS BOARD SUPPORTS ALL STUDENTS EQUALLY. WE FOLLOW ALARMING HIGH SCHOOL ACTIVITIES ASSOCIATION RULES 6.8 BY THE BOOK. UNTIL THOSE RULES CHANGE, THAT'S WHAT WE WILL CONTINUE TO FOLLOW. THEN THEY WOULD QUALIFY FOR SPECIAL EDUCATION, AND THEN THEY WOULD RECEIVE SERVICES THROUGH THOSE TWO PROGRAMS. CHAIRMAN SCARLETT AND TRUSTEE ABRAMS, TO ANSWER YOUR QUESTION ABOUT THE WYOMING TEACHER APPRENTICESHIP PROGRAM, WE WERE SELECTED ALONG WITH TWO OTHER SCHOOL DISTRICTS IN WYOMING TO PARTICIPATE IN THIS PROGRAM, AND THE WYOMING DEPARTMENT OF EDUCATION AND THE TEACHER LICENSING BOARD, WHICH IS CALLED PROFESSIONAL TEACHER STANDARDS FOR PTSD. NOT TO BE CONFUSED WITH PTSD. [LAUGHTER] BUT WE HAVE BEEN SELECTED BY THEM AND THEY ARE SPONSORING AN OPPORTUNITY FOR A TEACHER TO BECOME LICENSED. THEN THE PROCESS IT'S NOT A QUICK SUBSTITUTE, BUT IT'S REALLY BENEFICIAL TO US SINCE WE'RE SO REMOTE. WE'RE NOT NEAR A UNIVERSITY WHERE SOMEONE COULD EARN A FOUR-YEAR DEGREE AND EARN THEIR TEACHER CERTIFICATION OR LICENSE. WHAT THIS PROGRAM DOES IS THE WDE IS PROVIDING FUNDING AND THEY HAVE TWO MILLION DOLLARS SET ASIDE FOR THIS PROGRAM. IT'S THROUGH LEFTOVER MONEY FROM COVID RELIEF FUNDS. WHAT THE PLAN IS WE WOULD AND WE'VE ALREADY POSTED THE POSITION AND WE'VE HAD APPLICANTS APPLY, SO WE'VE INTERVIEWED THEM. THERE ARE PEOPLE THAT HAVE PROBABLY 60 HOURS AT LEAST ALREADY HAVE COLLEGE CREDIT AND THAT ARE CURRENTLY EMPLOYEES OF THE SCHOOL DISTRICT. WHAT THE PROGRAM PROVIDES IS THE TUITION FOR THESE INDIVIDUALS TO COMPLETE THEIR DEGREE THROUGH. A UNIVERSITY DOESN'T HAVE TO BE UNIVERSITY OF WYOMING, ALTHOUGH THEY HAVE SOME REALLY GREAT OPPORTUNITIES. THEY CAN CONTINUE THEIR EDUCATION. THEY CAN KEEP THEIR POSITION, WHICH NORMALLY IS NOT ALLOWED THROUGH MOST UNIVERSITY PROGRAMS. THEY KEEP THEIR POSITION TO PAY AND BENEFITS. THE WD IS PROVIDING FUNDING FOR A REPLACEMENT. IF THEY'RE CURRENTLY A PARENT IN ONE OF THE BUILDINGS, THEY WILL HIRE BEHIND THAT PERSON FOR US AND PROVIDED THE FUNDING. IT'S A GREAT OPPORTUNITY FOR OUR CURRENT EMPLOYEES. IT'S BASICALLY LIKE A GROW-YOUR-OWN PROGRAM. WE'RE EXCITED TO BE A PART OF THAT. OUR STAFF ARE JUST NOW IN THE IDENTIFICATION PROCESS SO THEY CAN BEGIN. THEY HAVE TO EARN 6,000 HOURS OF APPRENTICE TIME, WHICH IS PRETTY LENGTHY AND IT'S MUCH LONGER THAN THE TRADITIONAL PROGRAM BUT WE REALLY ARE [00:10:03] EXCITED ABOUT IT AND WE'RE EXCITED ABOUT THE TURNOUT AND THE INTERVIEWS WERE JUST SO JUST REALLY LIFTING. IF YOU ASK THEM, I THINK THEY WOULD TELL YOU IT'S PROBABLY ONE OF THE HARDEST AND MOST REWARDING COURSES THAT THEY TAKE. THEY DEVELOP RELATIONSHIPS. THEY DEVELOP STUDENT AGENCY, ADVOCACY, AND INDEPENDENCE IN THOSE COURSES AND TAKE AWAY A LOT OF SKILLS THAT THEY USE LATER IN LIFE AS THEY'RE PREPARING FOR COLLEGE AND CAREERS. NEXT SLIDE, PLEASE. AVID IN OUR SCHOOLS. WE HAVE AVID ELEMENTARY AT JES IN THE MIDDLE SCHOOL. AVID ELEMENTARY PRACTICES ARE IMPLEMENTED SCHOOL-WIDE. YOU'LL SEE AT THE SECONDARY LEVEL, WE HAVE IT AT BOTH THE MIDDLE SCHOOL, THE HIGH SCHOOL, AND SUMMIT, BUT YOU'LL SEE THAT IT'S MORE OF AN ELECTIVE. ONE OF THE INTERESTING FACTS ABOUT OUR HIGH SCHOOL, WE STARTED WITH HAVING FOUR YEARS AGO WHEN WE [INAUDIBLE] SO YOU CAN REALLY SEE HOW IT HAS GROWN IN OUR HIGH SCHOOL. I WANT TO SAY [INAUDIBLE] WE HAVE ONE AVID ELECTIVE AT EACH MIDDLE SCHOOL GRADE, AND THEY'RE NOT REALLY [INAUDIBLE] BUT WHEN WE STARTED IT, WE HAVE 14, 9TH GRADERS. THEIR SECOND YEAR SOPHOMORE THREE MORE STUDENTS JOINTS. OF THOSE 17 STUDENTS, WE'VE HAD 100% THEY ARE STILL IN AVID PROGRAM. THEY ALL CHOSE TO STAY IN AVID AS AVID ELECTIVE BECAUSE OF THE VALUE OF IT, WHAT THEY HAVE BENEFIT FROM IT. BUT TO REALLY UNDERSTAND AVID, IT'S TO CARE ABOUT WHAT DOES IT LOOK LIKE IN OUR SCHOOLS, AND TO HEAR FROM OUR PRINCIPLES AND OUR AVID IN ACTIONS. THE IDEA IS THAT STUDENTS DEVELOP THOSE SKILLS FOR LEARNING THAT TRANSLATE INTO INCREASED STUDENT ACHIEVEMENT. WHEN WE STARTED OUR JOURNEY, WE HAD TO MAKE SOME DECISIONS ABOUT WHAT STRATEGIES DID WE WANT TO AND WE FELT WOULD BE MOST IMPORTANT FOR OUR JACKSON ELEMENTARY STUDENTS. IN OUR FIRST YEAR, WE FOCUSED ON ORGANIZATION, WHICH INCLUDED FOCUS NOTE-TAKING AND COLOR-CODING MATERIALS, AS WELL AS DEVELOPING THAT STUDENT AGENCY AND STUDENTS IDENTIFYING THEMSELVES AS SUCCESSFUL STUDENTS, ARTICULATING HOW THEY ARE SUCCESSFUL AT SCHOOL OR HOW THEY WOULD WANT TO BE MORE SUCCESSFUL, WHICH TRANSLATED INTO STUDENT LEARNING GOALS. WE HAD A LOT OF PROFESSIONAL DEVELOPMENT ON THAT AND A LOT OF VERTICAL ALIGNMENT. AS ALL STUDENTS ENGAGE IN FOCUS NOTE-TAKING WHAT DID THAT LOOK LIKE IN A KINDERGARTEN CLASSROOM ALL THE WAY UP TO FIFTH GRADE? ONE WAS GETTING INTO THE COLLABORATION REALM AND VARIOUS COLLABORATION STRATEGIES THAT STUDENTS USE TO INCREASE STUDENT DISCOURSE ABOUT THEIR LEARNING. IT'S NOT ONLY STUDENT-TO-STUDENT TALK, BUT TEACHER AND STUDENT TALK. IN A REAL FUN WAY, WE HAVE TAUGHT TEACHERS ABOUT THESE COLLABORATION STRATEGIES IS THAT EVERY STAFF MEETING AND EVERY PROFESSIONAL DEVELOPMENT OPPORTUNITY WE HAVE WITH TEACHERS, WE MODEL THEM AND REALLY CALL THEM OUT AND EXPLAIN WHY THESE ARE IMPORTANT STRATEGIES FOR LEARNING. WE ALSO, UNDER OUR ORGANIZATION HEADER, IMPLEMENTED STUDENT AGENDAS, GRADES K-5. STUDENTS TAKE HOME AGENDAS EVERY NIGHT. THE IDEA THERE IS THEY ORGANIZE THEIR MATERIALS AND THEIR TIME, AND IT IS ALSO A COMMUNICATION TOOL WITH FAMILIES. THE OTHER PIECE THAT WE IMPLEMENTED THIS YEAR WAS GOAL-SETTING, THAT'S IN THE BOTTOM. ALL STUDENTS ENGAGE IN GOAL-SETTING PROCESSES, MANY OF THEM THROUGH THEIR STUDENT AGENDAS. BUT WE OFFICIALLY LAUNCHED IT IN JANUARY WHERE [00:20:03] TEACHERS WERE ASKED TO DEVELOP A SCHOOL-WIDE GOAL AND MEASURE. THROUGH THE SECOND SEMESTER, WE'LL GET MORE NARROWED DOWN UNTIL WE ARE SCHOOL-WIDE, INDIVIDUAL SCHOOL GOAL-SETTING. TO BE RESPONSIVE TO OUR DIVERSE STUDENT POPULATION, WE ARE DOING AN ENTIRE SCHOOL, ALL-STAFF BOOK STUDY THIS YEAR ON A BOOK CALLED CULTURALLY RESPONSIVE TEACHING AND THE BRAIN. ITS EMPHASIS IS AROUND HOW DO YOU SUPPORT LEARNING WITH CULTURALLY AND LINGUISTICALLY DIVERSE STUDENTS IN YOUR SCHOOL. KEEPING THOSE HIGH EXPECTATIONS AND BUILDING THAT CAPACITY TO MEET THOSE HIGH EXPECTATIONS. WE ARE READING THE FIRST SIX CHAPTERS OF THE BOOK TOGETHER. WE HAD OUR SECOND BOOK STUDY LAST NIGHT. AGAIN, THE ENTIRE STAFF ENGAGED IN THAT IN SMALL GROUPS, AND IT'S BEEN PRETTY POWERFUL CONVERSATIONS AROUND ENGAGEMENT AND REALLY UNDERSTANDING OUR STUDENTS TO BEST MEET THEIR NEEDS. THIS YEAR WE FOCUSED ON ACADEMIC LANGUAGE SCRIPTS, ACADEMIC VOCABULARY ACQUISITION, SPEAKING AND LISTENING. THEN WE HOPE TO SEE THOSE IMPLEMENTED ACROSS THE ENTIRE SCHOOL SO THAT'S STRAND ONE. STRAND TWO, I WOULD SAY IS AVID EXCEL. THAT'S A SPECIALIZED PROGRAM FOR LONG-TERM EL STUDENTS AND IT'S ONLY A MIDDLE SCHOOL PROGRAM NATIONALLY, SIX THROUGH EIGHT. WE ENROLL OUR HIGHER-LEVEL ELDS STUDENTS OR JUST EXITED FROM THE ELD PROGRAM INTO THE AVID EXCEL CLASS BECAUSE THEY HAVE A MUCH MORE LANGUAGE RICH ENVIRONMENT WHERE THEY REALLY FOCUSED ON VOCABULARY AND SPEAKING AND LISTENING. THEN WE HAVE AVID ELECTIVE CLASS. MICHELLE BROOKS TEACHES THAT. SHE HAS TWO SECTIONS IN SEVENTH GRADE AND TWO SECTIONS OF EIGHT, AND THAT IS EVERYTHING THAT JULIET JUST TALKED ABOUT IN TERMS OF LEADING THOSE KIDS INTO THE HIGH SCHOOL PROGRAM, COLLEGE READY, ACADEMICALLY MINDED. THE TUTORS THAT THEY HAVE PROVIDED TO US ARE FANTASTIC AND THEY COME TO OUR AVID EXCEL CLASSES AND THEY WORK THROUGH TUTORIALS WITH OUR STUDENTS, AND THESE ARE RECENTLY COLLEGE GRADS, SCHUBERT SHARPEN TUTORS AND THAT'S BEEN A REALLY NICE ADDITION THIS YEAR. BUT REALLY EXCITING THIS YEAR WE HAVE OUR FIRST GROUP OF AVID SENIORS, ONE OF WHOM IS SITTING RIGHT THERE, [LAUGHTER] WHO ARE SEEING INCREDIBLE SUCCESS IN THEIR COLLEGE AND POST-SECONDARY PLANNING PROCESS. A LOT OF NEWS YET TO HEAR FROM COLLEGES, BUT THUS FAR, ALL 17 AVID SENIORS HAVE BEEN ACCEPTED INTO A FOUR-YEAR COLLEGE, 67 ACCEPTANCE LETTERS FROM 32 DIFFERENT COLLEGES SO FAR, A TON OF SCHOLARSHIP MONEY, AND THAT DOESN'T EVEN INCLUDE ANY OF THE TETON COUNTY SCHOLARSHIPS THAT MANY AVID STUDENTS APPLIED FOR, WHICH IS INCREDIBLE. WORKING IN PARTNERSHIP WITH THE AVID TEAM AT THE MIDDLE-SCHOOL TO DEVELOP THIS AVID DREAMS AWARD AND SCHOLARSHIP OPPORTUNITIES FOR OUR AVID STUDENTS THROUGHOUT MIDDLE AND HIGH SCHOOL. NEXT SLIDE. THEY'RE GOING STRAIGHT, AND THEY'RE GOING FAST, AND THEY'RE GOING TO BE COMING UP OVER A 45-MILE-AN-HOUR DESIGN SPEED ELEVATION ACROSS THAT UNDERPASS. IT'S BASED ON A ROLLING AVERAGE FOR THREE YEARS. IN THE JANUARY BOARD MEETING, THE BOARD HEARD THE ACTIVITIES REPORT AGAIN BASED ON THE THREE-YEAR AVERAGE THAT OUR COSTS FOR ACTIVITIES EXCEED THE FUNDING. THE ACTUAL COSTS WERE CLOSER TO 1,500 PER STUDENT PARTICIPANT. IN THIS CASE, WE REMOVED THE FIXED COSTS OF THE OFFICIALS, BECAUSE WE WOULD HAVE THAT COST NO MATTER HOW MANY PARTICIPANTS FROM INDEPENDENT SCHOOLS AND TETON COUNTY SCHOOLS, STUDENTS THAT PARTICIPATE. WE FACTORED THAT IN AND IT'S OUR RECOMMENDATION THAT THE COST GO TO 1,440 FOR HIGH SCHOOL ACTIVITY PARTICIPATION, AND 900 FOR MIDDLE SCHOOL. THE TERM WOULD BE FOR THREE YEARS THAT CAN BE ANNUALLY RENEWED AND UPDATED BASED ON PARTICIPATION NUMBERS WITH CANCELLATION AT ANY TIME FOR ANY SCHOOL.
