[00:00:04] >> THE WEDNESDAY, MARCH, [A. Call to Order] 8TH 2023 CSP NUMBER 1, BOARD OF EDUCATION, REGULAR MEETING TWO ORDER. START WITH PLEDGE OF ALLEGIANCE. >> >> STARFFOD. >> SIR. >> WE HAVE A TRADITION HERE OF A MISSION AND VISION STATEMENT. IT'S A LITTLE PLASTIC THING. >> I SEE. >> CARE TO READ. ONE OF YOUR CHOICE. >> I WOULD BE DELIGHTED. VISION STATEMENT. AS A PREMIER DISTRICT, OUR VISION IS TO ENSURE EVERY STUDENT IS PREPARED TO SUCCEED IN AN EVER-CHANGING WORLD. >> THANK YOU. APPROVAL OF THE REGULAR AGENDA. [B. Approval of the Agenda] >> MOVED. >> SECOND. >> IT'S BEEN MOVED AND SECONDED. IS THERE ANY CHANGES, ADDITIONS, SUBTRACTIONS, HEARING NONE. ALL THOSE IN FAVOR OF THE AGENDA AS PRESENTED, PLEASE SAY AYE. >> AYE. >> AYE. >> ANY OPPOSED? [INAUDIBLE] [C. Superintendent's Report] >> THANK YOU, TRUSTEES. I AM DELIGHTED TO SHARE SOME CELEBRATIONS THIS EVENING, AND NORMALLY MY CANSON GETS THE HONOR OF CELEBRATING THE GOOD SPORTSMANSHIP BUT CURRENTLY HE IS IN CASPER SUPPORTING OUR STATE DANCE TEAM. THEY ARE COMPETING TODAY AND THIS EVENING, AS WELL AS OUR FIRST OPPORTUNITY FOR OUR BOYS BASKETBALL TEAM TO PLAY AT THE STATE LEVEL, SO HE IS IN CASPER. I WILL DO THE HONORS AND THE FIRST GOOD SPORTSMANSHIP AWARD GOES TO, WE HAVE TWO, KAYDEN AND OWEN, AND BOTH OF THEIR AWARDS ARE LISTED THERE. ONE IS FOR KAYDEN FOR WRESTLING. HE WAS SELECTED AS THE SPORTSMANSHIP AWARD WINNER REPRESENTING OUR HIGH-SCHOOL THAT TOOK PLACE IN EVANSTON IN GREEN RIVER. THE OTHER STUDENT IS OWEN, AND THAT WAS FOR JV BASKETBALL AND THAT WAS CITED THERE FOR A POSITIVE INTERACTION WITH TEAMMATES, OPPONENTS, AND OFFICIALS. WE'RE ALWAYS DELIGHTED TO RECOGNIZE OUR GOOD SPORTSMANSHIP. I ALSO WANTED TO REMIND THE BOARD THAT MIKE HANSON HAS A NEW PROGRAM WHERE THERE'LL BE HONORING STUDENTS AT THE END OF THE YEAR WITH A BANQUET WHO EARNED GOOD SPORTSMANSHIP AND WE'LL BE TAKING A PHOTO AT THE END OF THE YEAR SO THAT WE CAN DEVELOP A HALL OF SPORTSMANSHIP AT OUR HIGH SCHOOL. VERY EXCITING THERE. ARE OWEN AND KAYDEN PRESENT? NO, EITHER ONE OF THEM. WE WILL CONGRATULATE THEM. IS COACH JENKINS HERE? HI COACH. JUST IN TIME. [LAUGHTER] THE MIC IS ALL YOURS. >> OKAY. >> THEN, NO INTRO. SO TAKE >> AWESOME. ALMOST DIVED RIGHT INTO, FOR ANYBODY THAT DOESN'T KNOW ME, MY NAME IS JIM JENKINS. I'VE BEEN TEACHING IN THE DISTRICT AND COACHING IN THE DISTRICT FOR, I THINK THIS IS MY 26TH YEAR OR SO. I'VE BEEN AROUND AWHILE. LAST TIME THAT I WAS IN THIS ROOM WITH THE YOUNG GENTLEMAN THAT WE'RE GOING TO BE RECOGNIZING THIS EVENING. WE WERE BEGGING FOR YOU ALL TO APPROVE A BOY'S SWIMMING AND DIVING TEAM AND YOU DELIVERED, WHICH WAS AWESOME. LET'S FAST FORWARD TO THE MIDDLE OF FEBRUARY AND HUNTER, COME ON UP. LET'S RECOGNIZE HIM BECAUSE MIDDLE OF FEBRUARY, THIS YOUNG MAN DELIVERED, HE DELIVERED BIG. CONFERENCE MEET, HE WAS INDIVIDUAL CHAMPION IN THE 100 FLYING 100 BACK. AT THE STATE MEET, HE WAS OUR FIRST EVER JACKSON HOLE HIGH SCHOOL STATE CHAMPION IN 100 BACKSTROKE SECOND IN THE 100 BUTTERFLY. HE JUST CRUSHED IT, HE JUST HAD A GREAT SEASON, WORKED HARD, GREAT KID. LIKE I SAID, HE DELIVERED AND DELIVERED A BIG TIME, HE SET FOUR VARSITY RECORDS AND WE'VE HAD KIDS THAT HAVE SWUM WITH SUBLETTE COUNTY AND WE HAD A TEAM LONG AGO THAT HAD A SPLIT COMBINATION AGREEMENT WITH OUR AGE GROUP CLUB AND ALSO THE SCHOOL DISTRICT. I WENT BACK AND LOOKED THROUGH SEEMED LIKE HUNDREDS OF NEEDS TO TRY TO COMPILE SOME VARSITY RECORDS, AND HE BROKE FOUR OF THEM. THEN THERE'S SOME IMPRESSIVE TIMES THAT WERE THERE. [00:05:03] HE ALSO HAS IMPRESSIVE TIME. EVERYONE UNDER SCOTT, JUST AN AWESOME SUMMER. THANK YOU. [APPLAUSE] ALL CONFERENCE FOR BOTH OF THESE INDIVIDUAL EVENTS AND I'LL STAY FOR BOTH OF THESE INDIVIDUAL EVENTS AS WELL. JUST A FANTASTIC SEASON FOR HIM. GREAT WAY TO CALL HIGH SCHOOL CAREER. THANK YOU EVERYONE. >> THANKS. [APPLAUSE]. >> TWO WEEKENDS AGO, THE NORDIC STATE CHAMPIONSHIPS WAS HELD IN KATIE PADDOCK IS HERE TO INTRODUCE SOME OF HER. >> IF SHE SAYS, I [LAUGHTER]. >> WELL, I MIGHT SAY IS MOST IMPORTANT, BUT HE'S ONE OF OUR SENIORS ON THE TEAM, AND HAS HAD A GREAT CAREER AND SEASON AND REPRESENTS OUR BOYS TEAM WHO WON THE STATE CHAMPIONSHIP. OUR GIRLS WERE STATE RUNNERS UP THIS YEAR IN A CLOSE COMPETITION WITH LANDER. IT'S JUST A REALLY WONDERFUL SEASON. OUR KIDS WORK REALLY HARD. I KNOW THERE ARE A LOT OF CONFLICTS TONIGHT WITH THE START OF SPRING SPORTS AND SEVERAL OF OUR KIDS SLEEPING TOMORROW FOR JUNIOR NATIONALS. BUT I'M NOT TALKING ABOUT HEATING, HEATING IS HERE. [LAUGHTER] LAST NIGHT, WE HAD OUR NBA BANQUET AND WE AWARDED KAYDEN AND WALT BERLIN AWARDS, WHICH MANY OF YOU PROBABLY REMEMBER WALT FOR SPORTSMANSHIP, BEING ABLE TO GO WITH THE FLOW AND REPRESENT THE TRUE NORDIC SPIRIT. I THINK THE STORY I TOLD LAST NIGHT WAS STATE MEET KAYDEN, SKI, BINDING, BROKE IN THE MIDDLE OF THE RACE. I DID NOT KNOW THIS UNTIL PROBABLY AN HOUR AFTER THE RACE WHEN THE VOLUNTEER AND HE INFORMED ME THAT. >> I HAD TO WALK BACK. [LAUGHTER] >> HE BORROWED A PAIR OF SKATES, IN OUR CLASSIC RACE AND DOUBLE PULLED THE REST OF THE FINISH. MAYBE NOT YOUR BEST PERFORMANCE TO DATE, BUT THE NEXT DAY RALLIED AND WAS ONE OF OUR POINTS SCORES AND ONE OF YOUR BEST FINISHES WITH 7TH AT STATE CHAMPIONSHIPS. JUST A REALLY WONDERFUL SEASON. WE APPRECIATE YOUR SUPPORT. [APPLAUSE] >> TRUSTEES YOU MIGHT HAVE NOTICED THAT THE GIRLS AND BOYS ALPINE STATE CHAMPIONSHIP TEAMS ARE NOT ON THIS LIST AND THAT'S BECAUSE THEY HAD CONFLICTS, SO WE WILL BE RECOGNIZING THEM IN APRIL. AS COACH PADDOCK SAID, THE SPRING SPORTS STARTED ON MONDAY, SO WHILE IT DOESN'T SEEM VERY SPRINGY OUTSIDE, [NOISE] OUR STUDENTS ARE WORKING HARD ALREADY AND HUGE THANKS TO THE FACILITIES DEPARTMENT BECAUSE THEY HAVE FULLY TAKEN UPON THEMSELVES TO CLEAN OFF THE TRACK AND THE SYNTHETIC FIELDS SO OUR STUDENTS CAN ACTUALLY COMPETE OR START PRACTICING OUTSIDE. I REALLY APPRECIATE ALL THE EXTRA WORK THERE. THE NEXT ITEM ON OUR LIST IS THE DISTRICTS LEADERS REPORT, SO IF THERE ARE ANY QUESTIONS, WE'D BE HAPPY TO. >> QUESTION. I HAVE ONE QUESTION, COMMENT AND IT'S ABOUT SCOTT MACDOWELL REPORT. BUT YOU DON'T HAVE TO GET UP. THIS IS A JOKE COMMENT [LAUGHTER] YOU DON'T HAVE TO ANSWER. BUT HE MENTIONED IN THERE, WILSON ELEMENTARY SCHOOL, IT HAS AN INCREASE IN ENROLLMENT IN GRADES 1-5, EIGHT STUDENTS HAVE ENROLLED SINCE JANUARY 27TH. I WOULD LOVE TO KNOW HOW OUR OVERALL ENROLLMENT IS SINCE THE START OF THE SCHOOL, START OF JANUARY. DOESN'T NEED TO BE NOW, BUT I THINK WE'D ALL BE CURIOUS IF WE'RE ON THAT GROWTH TRAJECTORY THAT IT APPEARS THAT WERE GOING ON. >> THANK YOU. WE WILL BE PREPARED FOR THAT. > MR. CHAIR, AS A FOLLOW UP, DOES IT APPEAR THAT THOSE KIDS WERE IN OUR DISTRICT AND JUST IN OTHER SCHOOLS? >> THEY WOULD BE OUTSIDE OTHER SCHOOL DISTRICTS OR INDEPENDENT SCHOOLS? >> OUTSIDE OUR DISTRICT? >> YES. >> I'M SORRY. I DIDN'T NOTICE. NEAR THE JACKSON? >> NOT SINCERELY. >> THAT'S WHAT YOU'RE ASKING THEN >> THANK YOU. >> I WILL GET THAT READY FOR YOU. >> SINCE SCOTT'S ON THE HOT SEAT, WHO WON THE CHILI COOK OFF? [00:10:01] >> [INAUDIBLE] [LAUGHTER] >> NO FURTHER QUESTIONS HERE. [LAUGHTER] >> GOOD POINT. >> THANK YOU. [LAUGHTER] >> SEEING NO OTHER QUESTIONS. I'LL JUST MOVE US ALONG HERE AND WE NEXT HAVE OUR EDUCATIONAL MOMENT WITH DR. SWENTOSKY >> GOOD EVENING, MR. CHAIR, TRUSTEES. WE HAVE SOME DATA, MID-YEAR DATA TO SHARE WITH YOU AND MR. PRANG IS GOING TO SHARE THAT DATA WITH YOU. BUT I WANTED TO FIRST CONTEXTUALIZE THE DATA YOU'RE GOING TO SEE. REALLY WITHIN OUR SCHOOL IMPROVEMENT PLANNING PROCESSES. WE'VE REVIEWED THESE PROCESSES AND YOU'VE SEEN THE PLANS AND THEN IMPROVED THEM USUALLY IN SEPTEMBER, OCTOBER. JUST REALLY WANTED TO CONTEXTUALIZE THE MID-YEAR DATA REVIEW. BECAUSE THE REST OF OUR SCHOOLS AND LEADERS ARE DOING THE SAME THING RIGHT NOW. IF YOU GO TO THE NEXT SLIDE. ONE MORE ACTUALLY. THAT VISUAL COMES UP. I BROKE IT DOWN INTO JUST THREE PIECES. IN MAY-AUGUST, WHICH IS RIGHT HERE. MAY IS COMING UP, SO MAY THROUGH AUGUST, OUR BUILDINGS AND OUR SCHOOLS ARE LOOKING AT DATA FROM THE CURRENT AND PREVIOUS SCHOOL YEAR. THAT'S OBVIOUSLY THE AMOUNT OF WEIGHT GOES TO WY-TOPP SCORE AT THE HIGH-SCHOOL LEVEL, A LOT OF WEIGHT GOES TO ACT, BUT YOU'RE REVIEWING DATA FROM CLASSROOM ASSESSMENTS. WE HAVE EARLY LITERACY SCREENERS LIKE DIBBLES AND A NUMBER OF OTHER DATA POINTS THAT YOUR SCHOOLS ARE REVIEWING, JUST TO SEE WHERE DO WE STILL HAVE HOLES? WHERE DID WE HAVE SOME STRENGTHS? DID SOME OF OUR INSTRUCTIONAL PRACTICES OR INITIATIVES PAY OFF? ARE THERE AREAS WE NEED TO IMPROVE FOR THE NEXT YEAR? THAT TYPICALLY PLAYS OUT END OF THE SCHOOL YEAR, BEGINNING OF THE FOLLOWING. THEN THAT LEADS US TO AUGUST AND AUGUST-OCTOBER IN WHICH YOU'RE TAKING THAT DATA AND ACTUALLY DEVELOPING YOUR SCHOOL IMPROVEMENT PLANS; SETTING GOALS, SETTING A STRATEGY, SETTING IMPLEMENTATION STEPS FOR HOW TO IMPROVE ACHIEVEMENT FOR THE UPCOMING SCHOOL YEAR. THEN OF COURSE, IN OCTOBER AND NOVEMBER YOU ALL END UP REVIEWING AND THEN HOPEFULLY IMPROVING THE SCHOOL IMPROVEMENT PLAN. THEN FINALLY, THAT BRINGS US TO WHERE WE'RE AT RIGHT NOW. WHILE THERE'S STILL MONITORING OF THIS SCHOOL IMPROVEMENT PLANS ALL YEAR LONG, THAT MID-YEAR WY-TOPP DATA POINT IS A BENCHMARK THAT EVERYONE'S USING THAT DATA TO SAY, ARE WE ON TRACK TO MEET OUR SCHOOL IMPROVEMENT PLAN GOALS THAT WE SET AT THE BEGINNING OF THE YEAR? THAT'S SOME OF THE DATA THAT WE'LL SHARE WITH YOU, MR. PRIME WILL SHARE WITH YOU IN JUST A FEW MINUTES. THE ONLY OTHER SLIDE THAT I WANTED TO SHARE. THE NEXT ONE IS TO, OUR DISTRICT ANNUAL GOALS. THIS IS JUST OUR ONE YEAR GOAL. I'M GOING TO REFERENCE OUR TWO-YEAR GOALS AS WELL. FROM AN ACHIEVEMENT STANDPOINT THOUGH, THE ONE ANNUAL GOAL WE SET FOR STUDENTS IN GRADES 3-10, WE WOULD INCREASE PROFICIENCY ON ELA WY-TOPP ASSESSMENT FROM 34%-50%, AGAIN, FOR OUR HISPANIC STUDENTS. THAT'S BY THE END OF THE YEAR. WE'RE NOW AT MID-YEAR. NOW, DON'T FORGET THERE ARE, REMEMBER THAT WE ALSO HAD A TWO-YEAR GOAL WHICH WAS TO GET ALL OF OUR STUDENTS UP TO 70% BY THE END OF THE FOLLOWING SCHOOL YEAR. WE CALL THOSE OUR STRETCHED DISTRICT GOALS, WHEREAS THIS IS OUR VERY TARGETED SPECIFIC ANNUAL GOAL FOR THIS YEAR. I WON'T GO INTO THAT. I'LL LET MR. PRANG BENNETT TAKE OVER FROM THERE. >> [INAUDIBLE] CHAIRMAN, BOARD. I'M GOING TO GO THROUGH THE DATA WITH YOU ON THE INTERIM WY-TOPP RESULTS THAT WE HAVE. WE'RE GOING TO FOCUS FIRST ON THIS GOAL HERE AND GIVE YOU AN UPDATE ON THE ELA HISPANIC GOAL THAT WE'VE GOT SO WE CAN GO TO THE NEXT SLIDE. THIS IS BROKEN DOWN OVER THE LAST FOUR YEARS. IN 2019 20, WHICH IS THE FAR ONE, THAT'S THE CLOSEST THAT WE CAN GET TO PRE-PANDEMIC. WE DID THAT RIGHT BEFORE WE SHUT DOWN. THAT'S THE BEST THAT WE CAN GET TO SEE WHAT WE WERE BEFORE WE SHUT DOWN. THEN THE NEXT YEAR WOULD BE THE FIRST YEAR WHERE THINGS WERE VERY DIFFERENT, WE HAD SOME SCHOOLS DOING AB, WE HAD SOME SCHOOLS NOT DOING CERTAIN DAYS. WE HAD A LOT OF THIS STUDENTS THAT WERE STILL ONLINE. WE CAN SEE THE TRAJECTORY OVER TIME AND SEE THE REBOUND THAT WE HAD FROM THAT YEAR. I'LL TRY AND GIVE YOU AN OUTLINE OF WHAT THE GRAPHS I CREATED LOOK LIKE. THE ARROW AND THE LINE ABOVE TELL YOU WHERE WE GOT TO IN THE SUMMATIVE THAT YEAR. THIS BAR HERE IS OUR INFERENCE FOR, END OF THE LINE, SHOWS YOU WHERE WE GOT AT THE END OF THE SUMMATIVE, SHOWS US THAT GROWTH. THIS IS THE FOUR YEARS OF THE DARK BLUE BEING OUR CAUCASIAN OR WHITE, [00:15:03] AND THEN OUR LIGHT BLUE BEING THE HISPANIC, LATINO. YOU CAN SEE THE GAP THAT WE'RE WORKING WITH IN LANGUAGE ARTS. YOU CAN SEE THE TRAJECTORY THAT WE'RE ON IN OUR HISPANIC POPULATION. IT'S GOING UP. NOW, ANY QUESTIONS ON THIS GRAPH? BECAUSE WHAT WE'RE GOING TO DO IS NOW WE'RE GOING TO FOCUS ON THE ACTUAL WHITEOUT IN BOTH LANGUAGE, ARTS, AND MATH TO GIVE YOU A LOOK OF WHAT WE'RE LOOKING AT DISTRICT-WIDE. WE START WITH THIS 3-10 COMBINED. THIS IS ALL STUDENTS COMBINED, AND WHEN YOU GO THROUGH 10 COMBINED, YOU DON'T REALLY SEE A LOT EVENTS. IT TAKES A LOT TO SHIFT THE GRAPH. BUT YOU CAN SEE THAT OUR LANGUAGE ARTS IS ON AN UPWARD TRAJECTORY, MATH ON AN UPWARD TRAJECTORY SINCE THAT FALL AS WELL, WE ARE MOVING IN THE RIGHT DIRECTION. ONE OF THE THINGS TO LOOK AT IS OKAY, WE SEE HUGE DIFFERENCES IN LANGUAGE, ARTS, AND MATH IN THE INTERIM SPOTS. BUT WHEN YOU SEE THE GROWTH IN FROM THE INTERIM TO THE SUMMATIVE, THAT GAP CLOSES, MATH IN HERE MUCH TIGHTER TOGETHER, BUT YOU'RE GOING TO SEE THAT DISPARITY IN LANGUAGE ARTS, AND MATH AND EVERY SINGLE SUBJECT. BUT IT DOES HEIGHTEN WHEN WE GET TO THE SUMMATIVE. WE'RE GOING TO GO BY GRADE LEVEL NOW. WE'RE GOING TO START WITH THIRD GRADE AND GO ALL THE WAY THROUGH TENTH. I WON'T EXPLAIN EVERY GRAPH FOR YOU OR TAKE LET YOU TAKE A LOOK AT IT. BUT IT'S THE SAME THING. THE ONLY DIFFERENCE HERE IS THAT THE RED MARK, THE RED MARK IS THE WYOMING THE STATE, WYOMING LEVEL. THESE RED LEVELS ARE WHERE WYOMING IS AT THAT TIME. YOU CAN SEE WHERE WE COMPARE TO WYOMING. HAD TO JUST LET YOU TAKE A LOOK AT IT AND THEN GIVE YOU A MINUTE AND WE'LL GO TO THE NEXT ONE WHERE WE SEE GREAT GROWTH IN THE THIRD GRADE. IF AT ANY POINT YOU HAVE A QUESTION YOU WANT TO STOP ME, JUST LET ME KNOW. WE'LL MOVE TO FOURTH GRADE. FOURTH GRADE, AGAIN, YOU'RE SEEING A GREAT GROWTH THERE. LET'S GO TO FIFTH GRADE. LET'S GO TO 6TH GRADE. LET'S CONSIDER THREE. THAT'S GRADE 8. >> PERHAPS THE 8TH GRADE ONE IS BECAUSE PARTICULAR EIGHTH GRADE TEACHERS FOUND ANOTHER ROLE. [LAUGHTER]. >> STAY CREDIT FOR THAT. [LAUGHTER] >> I SEE DICHROMATE. THERE IS A POINT TO BE MADE ABOUT THE 9TH AND 10TH TO READ GRAPHS AND THAT'S IN THIS 2020, AND 2021 YEAR. IN THAT YEAR, THERE WERE NOT A LOT OF STUDENTS THAT TOOK THE LAPTOP INTERIM FOR THE HIGH SCHOOL. WE'RE ONLY TALKING ABOUT 60 STUDENTS. YOU DO SEE A TRULY BIG, OR A REALLY SMALL. THAT IS BECAUSE ONLY 60 STUDENTS TOOK IT. IN BOTH THE 9TH AND 8TH GRADE, THE 2020 AND 2021 ARE NOT REALLY REPRESENTATIVE. YOU MIGHT SEE A LITTLE BIT OF DIFFERENCE AT THAT POINT. WE DO THE LAST ONE AND TAKE. >> MR. CHAIR, SOME QUESTIONS. >> YES. >> IS THE 2021 WHAT YOU WERE JUST THERE'S NOT VERY MANY THAT TOOK THE INTERIM AND SO THAT'S WHY THERE'S A BIG DECREASE ELLIPSE THAT CRACK? >> THAT MIGHT BE PART OF THE REASON. [00:20:02] THERE WAS A VERY SMALL. IT WAS ABOUT 60 STUDENTS THAT TOOK THAT TEST. >> I THINK ALSO TRUSTEES, A COUPLE OF MONTHS AGO, YOU ASKED OUR STUDENTS, SCHOOL BOARD MEMBERS, ABOUT THE 9TH AND 10TH GRADE, WY-TOPP ASSESSMENT AND THEIR COMMENT. [LAUGHTER] >> PLEASE TAKE IT SERIOUSLY. >> MADE ME REALLY THINK A LOT ABOUT THE ROLE OF WY-TOPP IN HIGH-SCHOOL. THIS IS SOMETHING THAT WE'RE GOING TO BE LOOKING INTO A LITTLE BIT MORE BECAUSE OUR 11TH GRADE ACT DATA IS PHENOMENAL, OUR GRADUATION RATES ARE PHENOMENAL. ARE WE ENCOURAGING STUDENTS AND STAFF TO TAKE IT SERIOUSLY? ARE WE USING THE DATA SO THAT WE CAN HELP STUDENTS GROW? DOES IT MATTER THAT THEY'RE NOT AS STRONG IN 9TH AND 10TH GRADE? YET 11TH GRADE AND GRADUATION DATA ARE TERRIFIC? THOSE ARE SOME THINGS THAT WE NEED TO SPEND SOME TIME TALKING ABOUT. WHAT ARE OTHER WYOMING SCHOOL DISTRICTS DOING THAT WHERE THEIR BAR IS REALLY CLOSE TO OURS AND THEN A COUPLE OF PLACES A FEW YEARS AGO WERE HIGHER? WHAT ARE THEY DOING DIFFERENTLY? SHOULD THAT BE SOMETHING THAT WE CONSIDER? THAT'LL BE SOMETHING THAT WE ARE CONTINUING TO TALK ABOUT AS WE MOVE FORWARD. >> THANK YOU. >> ANY OTHER QUESTIONS FROM SPRINT? >> YES. >> MR. BRIAN, AND SUPERINTENDENT CHAIRMAN, I UNDERSTAND WHERE YOU'RE COMING FROM ON THIS. BUT IT SEEMS A LITTLE WEIRD TO ME TO HAVE 8TH GRADE, I'M REALLY HAVING A HARD TIME WITH THE SMALL LETTERS [LAUGHTER] 2021, '22 AT 75 PERCENT. I CAN'T READ THE NUMBERS. >> THEY WERE TRYING TO SAY THAT. >> HOPEFULLY THAT'S THE HIGHEST WE'VE SEEN, ALL THE NUMBERS, AND THEN IN 9TH GRADE IT GOES DOWN. NOW, I HATE TO SAY THIS, BUT SOME PEOPLE WOULD SAY, WELL, MAYBE YOU DON'T HAVE IT'S PRETTY TEACHERS IN 9TH GRADE. I AM CONCERNED AS TO WHAT THIS ACTUALLY SHOWS US. DOESN'T REALLY SHOW US ANYTHING THAT'S VERY IMPORTANT TO US EXCEPT FOR HOW WE'RE DOING IN COMPARED TO THE REST OF WYOMING. BECAUSE IF YOU SAY, WELL, THEY ARE TRYING ON THAT, WELL, THAT MAY BE A FACTOR, BUT THERE ARE SO MANY OTHER THINGS THAT CAN BE FACTORS THAT PLAY INTO THIS. >> EXACTLY. >> YOU, I THINK THAT A MAN. [LAUGHTER] >> WHAT DO YOU THINK WE SHOULD GO WITH THIS? >> I WOULD SAY THAT ONE OF THE THINGS THAT'S REALLY IMPORTANT THAT WE'RE WORKING ON RIGHT NOW, IT'S BECOMING MORE CLOSELY ALIGNED K_12. BECAUSE YOU SEE BIG DROPS IN 5TH GRADE OR 6TH GRADE AS WELL. WHEN YOU'RE TRANSITIONING FROM ONE BUILDING TO ANOTHER, THAT'S A HUGE SHOCK. THAT DOES TYPICALLY LEAD TO LOWER SCORES. AS WE COME CLOSER TOGETHER AS YOU WORK ON THIS PLC PROCESS, WE ARE BRINGING THE HIGH SCHOOL AND MIDDLE SCHOOL TOGETHER. WE ARE BRINGING THE MIDDLE SCHOOL AND THE ELEMENTARIES TOGETHER. I WOULD THINK THAT THAT WILL START TO HAVE RESULTS WHERE WE WON'T SEE THOSE DROPS, WHERE WE'LL START TO LEVEL OFF MORE. WE DO HAVE STRONG RESULTS IN 8TH GRADE AS WE'RE MOVING INTO THE 9TH GRADE. THAT IS TRUE. I THINK THAT IT IS PART OF THE SHOCK OF MOVING TO A NEW SCHOOL, BUT THERE ARE THINGS THAT WE CAN DO TO IMPROVE. >> I WOULD ADD TO THAT, THAT SOME OF THE THINGS THAT PROFESSIONAL LEARNING COMMUNITIES ARE TALKING ABOUT IS LOOKING AT THE WRITTEN CURRICULUM, THE STATE STANDARDS, WHAT IS BEING TAUGHT IN THE CLASSROOM, AND WHAT'S BEING TESTED. AS LONG AS THOSE THREE ARE IN ALIGNMENT, THEN WE SHOULD BE IN PRETTY GOOD SHAPE. THEN OF COURSE, OUR STUDENTS TAKING IT SERIOUSLY OR THEY START TAKING IT SERIOUSLY. WHAT ARE WE DOING WITH THE DATA? WE HAVE A LOT OF QUESTIONS THAT WE'RE GOING TO BE FOCUSING ON I THINK THAT THERE IS PROBABLY A LOT OF ROOT CAUSES FOR IT AND PROBABLY SOME SOLUTIONS THAT WE CAN PUT IN PLACE AND THAT I DO THINK STRENGTHENING, AS STEPHEN SAID, THE PROFESSIONAL LEARNING COMMUNITY IN THE VERTICAL ALIGNMENT HAS MADE A DIFFERENCE AND WE'RE STARTING TO SEE IT GET A LITTLE BIT BETTER. BUT THERE'S ALSO TO SAY THE 9TH AND 10TH GRADE WY-TOPP ASSESSMENTS ARE HARD. THEY'RE REALLY HARD. THEY'RE HARD AT EVERY GRADE LEVEL AND THEY'RE RIGOROUS. WE WANT TO MAKE SURE AS WELL THAT THE ALIGNMENT ALSO INCLUDES APPROPRIATE RIGOR THAT [00:25:04] WE'RE EXPECTING THOSE STUDENTS TO APPLY A LOT OF SKILLS TO THESE RIGOROUS ASSESSMENTS. THEN A LOT OF TIMES TO THE STUDENTS THAT ARE LEARNING ENGLISH OR NEWER TO ENGLISH. THESE ARE REALLY TOUGH ASSESSMENTS AND THEY'RE CALLING A LOT OF VOCABULARY. OUR STAFF ARE LOOKING AT THAT AS WELL TO SEE ARE STUDENTS ABLE TO ACCESS THROUGH THE LANGUAGE, THE CONTENT, SO THAT THEY CAN BE SUCCESSFUL. WE'VE GOT A LOT OF THINGS TO THINK ABOUT, BUT THAT'S REALLY WHAT OUR FOCUS IS, AND I'M GLAD YOU ALL PICKED UP ON THAT. BUT OVERALL, OUR WINTER, WY-TOPP DATA ARE REALLY STRONG AND WE'RE EXCITED TO SEE THE STUDENTS AND THE GROWTH RECOVERY. OF COURSE, WE DIDN'T HAVE SOME OF THE GAPS THAT MANY OTHER DISTRICTS HAVE HAD THROUGH THE PANDEMIC. BUT WE'RE EXCITED TO SEE THAT OUR EFFORTS ARE PAYING OFF. >> STUDENTS SCHOOL BOARDS FERNANDO IS RAISING HER HAND. CAN YOU STEP UP TO THE MICROPHONE OR YOU HAVE A QUESTION YOU WANTED TO ASK? >> I COULD SAY THAT AND OPPOSING YOU ARE THOSE ON THE ACCELERATION NOW. TAKING THIS SLIDE UP, IT'S GOING BACK TO MAP BUBBLES. HE LEARNED THIS TODAY BEFORE. IT'S ACTUALLY HARD TO REMEMBER EVERYTHING WHEN YOURSELVES. [INAUDIBLE]. >> ADDITIONAL VIEW. [LAUGHTER] THANK YOU. SOMEBODY ELSE? >> NO, I'M. >> SORRY. >> YOU HAVE A BREAKDOWN IF WE WENT AND LOOKED AT 3RD, 4TH, AND 5TH, PRETTY CONSISTENT ACROSS ALL THE ELEMENTARY SCHOOLS ARE IGNORANT DISTINCTION BETWEEN. >> FOR THE GROWTH THIS YEAR, WHEN SCHOOL HAD DOUBLED THEIR PROFICIENCY IN BOTH MATH AND ELA AND THIRD AND FOURTH GRADE. JACKSON, IN THIS ONE OF THE BIG DRIVERS OF WHY WE'RE SEEING SUCH HUGE GROWTH, ESPECIALLY IN FOURTH GRADE, BUT THIRD AND FOURTH GRADE. ALTHOUGH, I DID BREAK DOWN ALL THE SCHOOLS. WE DIDN'T HAVE GOOD GROWTH IN COULTER AND MONGER, BOUNCING BACK FROM THE LOSSES THAT WE HAD. BUT JACKSON HAD LIKE, WE HAVEN'T SEEN THAT BEFORE, DOUBLING THE PROFICIENCY. >> THANK YOU. >> I KEPT HER [INAUDIBLE] [LAUGHTER] >> THAT'S ALL FOR THIS EVENING. THANK YOU. >> AWESOME. THANK YOU. NEXT STUDENTS SCHOOL BOARD MEMBER REPORT. [D. Reports and Items for Discussion] >> [INAUDIBLE] >> OUR UPDATE. SO FAR, WE HAVE A SIGN UP SHEET TO [INAUDIBLE] STUDY TO MY VOLUNTEERS FOR THE JACKSON HOLE MIDDLE SCHOOL AFTER-SCHOOL STUDY CLUB WHERE THERE'S ONE OR TWO TUTORS A DAY. TODAY WAS THE THIRD DAY AND WE'VE BEEN DOING THAT AS WE'RE DOING THAT. WE'RE ALSO GOING TO WORK ON MATCHING THE STUDENTS WITH A TUTOR SO THAT THERE'S BETTER CONNECTION BETWEEN THEM, WHICH IS ALSO PART OF OUR GOAL. FOR THE TUTORING, WE'RE GOING TO CONTINUE. WE HAVE THE SIGN UP SHEET WITH THE WHOLE MONTH. THAT'S UP AND RUNNING SO WE'RE GOING TO JUST WAIT FOR MORE FEEDBACK TO AGAIN, GET BETTER MATCHING AND SO THAT'S FOR THAT. WE WERE WANTING TO USE OUR TIME TO SHARE A LITTLE ABOUT A CLUB THAT IS RUNNING AT THE HIGH SCHOOL RIGHT NOW. THIS IS A RECENTLY NEW ESTABLISHED CLUB. IT WAS ESTABLISHED LAST YEAR. WELL, JEFF ROZELL, A HISTORY TEACHER STARTED TO DEVELOP IT SINCE LIKE 10 YEARS AGO, BUT IT TOOK FORM MORE RECENTLY LAST YEAR. IT'S CALLED THE TLAXCALA INTERCAMBIO CLUB. WE ARE TRYING TO BUILD A CONNECTION BETWEEN THE JACKSON HOLE HIGH SCHOOL AND A HIGH SCHOOL IN MEXICO, SPECIFICALLY IN THE CITY OF TLAXCALA. THE GOAL OF THIS IS TO CREATE A MORE UNIFIED COMMUNITY WITHIN OUR SCHOOL, REALIZING THERE IS ALMOST 50 PERCENT HISPANIC AND 50 PERCENT NON-HISPANIC. [00:30:04] IT HOPES THAT THERE WILL BE A BETTER CONNECTION BETWEEN BOTH CULTURES AND BOTH COMMUNITIES. LAST YEAR THERE WERE 16 AMBASSADOR STUDENTS AND THREE TEACHERS THAT WENT TO MEXICO. THEY SPENT THE DAY AT THE SCHOOL AND SAT IN CLASSES. THEY MET THE GOVERNOR OF TLAXCALA AND SOME THING THAT NICO PETERS SAID, A SENIOR THIS YEAR, WAS THAT, "I WAS ABLE TO IMMERSE MYSELF IN THE CULTURE I WASN'T ACCUSTOMED TO AND I WAS ABLE TO GET A DEEPER UNDERSTANDING OF MEXICAN TRADITION." PROVING THAT THEY'RE BUILDING THIS CONNECTION BETWEEN THE MEXICAN CULTURE AND NON-MEXICAN CULTURE. THIS YEAR THE CLUB IS WORKING ON PLACING TLAXCALA CULTURE AND IDENTITY AS A FOCUS THROUGH JACKSON HOLE HIGH SCHOOL. THEY'RE DOING THAT THROUGH A BULLETIN BOARD THAT IS IN ONE OF THE MAIN HALLWAYS IN JACKSON HIGH SCHOOL. SOME KIDS ARE ALSO WORKING ON DIY DOCUMENTARIES. IT'S DO-IT-YOURSELF DOCUMENTARIES TO SHOW THE DIFFERENCE BETWEEN A WHITE STUDENT IN SPECIFIC AREAS LIKE MAYBE LIKE A SPORT AND THEN HISPANIC STUDENTS SPORT TRY TO SEE OUR DIFFERENCES AND SEE WHERE WE CAN PUT THOSE TOGETHER. COMMUNITY ENGAGEMENT, I THINK THE CLUB ALSO PRESENTED TO THE CITY COUNCIL, I THINK IN OCTOBER, A COUPLE OF MONTHS BACK, AND SOME MULTICULTURAL COMMUNITY EVENTS AND ONE OF THE MISSION STATEMENTS IS WE ARE A UNION OF ANGLO AND LATINO STUDENTS WORKING TO REFORM THE RELATIONSHIP BETWEEN OUR TWO COMMUNITIES. IF THERE'S ANY QUESTION. >> QUESTIONS? OVER HERE FROM [INAUDIBLE] >> ARE THERE ANY PLANS TO HAVE A GROUP OF STUDENTS GO BACK AND VISIT AGAIN IN [INAUDIBLE]? >> YEAH. WE VISITED LAST YEAR AND NOW WE'RE TRYING TO GET 16 STUDENTS FROM MEXICO TO COME HERE AND WE'RE GOING TO TAKE THEM IN AND OFFER SIMILAR EXPERIENCE AS TO WHAT THEY OFFERED TO US. TO ADD ON TO THAT WE HAVE A LOT OF SUPPORT OR THE CLUB HAVE A LOT OF SUPPORT FROM WONDER INSTITUTE SO THAT'S VERY HELPFUL. >> ARE YOU ALL ACTIVELY FUNDRAISING OR HOW CAN THE COMMUNITY HELP PROPEL THIS GOAL? BECAUSE THIS IS A BIGGER THING THAN JUST THE SCHOOLS THAT WE ARE TALKING TO. >> YEAH LAST YEAR WE DID A LOT OF FUNDRAISING. WE USED SOME FUNDRAISING FROM THE MODEL OF UN BECAUSE IT WAS UNDER THE MODEL OF UN CLUB TO BEGIN WITH BECAUSE JEFF RUNS MODEL OF UN. HE DID IT FOR SO LONG, FOR OVER 10 YEARS SO WE USE THEIR FUNDING, BUT NOW THAT WE'RE SEPARATE, WE'RE USING FUNDING FROM COMMUNITY, PARTNERS. LIKE THE WONDER INSTITUTE, THEY OFFER A LOT OF FUNDING. WE DID ENACT [INAUDIBLE] NIGHT SO WE GATHERED FUNDING FROM FAMILIES WHO SUPPORTED THIS. WE PLAYED A LOT OF VIDEOS WHICH IS BINGO BUT IN MEXICO SO WE GOT A LOT OF FAMILIES TO COME AND PLAY. IT WAS REALLY FUN. WE HAD JUST MEXICAN FOOD, SO YOU WOULD PAY FOR THAT. WE DID A LOT OF FUNDRAISING THROUGH COMMUNITY MEMBERS BECAUSE A LOT OF THEM ARE FROM THE CITY, SO IT WAS A GOOD WAY TO UNITE ALL OF US. >> ANYONE ELSE? >> THANK YOU. KEEP UP THE GOOD WORK. >> YEAH. >> TRUSTEE ZUNG. TREASURER ZUNG. >> THE SCHOOL DISTRICT COMMITTEE MET AND TALKED ABOUT THE SEWER THAT WE HAVE WITH THIS. WE'LL TALK ABOUT LATER IN THE MEETING AND THE RECREATION DISTRICT REQUEST, WHICH CURRENTLY WE'RE SHOWING AT [INAUDIBLE] WILL THAT BE THE SAME BUT WE'LL TALK ABOUT THAT MORE. >> GOOD EVENING, EVERYONE. FIRST ON OUR TOPIC IS THE RECREATION DISTRICT BUDGET UPDATE IS POSTED. IF YOU HAVE ANY QUESTIONS ON THAT, I CAN ANSWER THEM, BUT I THINK WE HAVE A COUPLE OF MORE THINGS THAT WE SHOULD GET TO. [LAUGHTER] THEY'RE [INAUDIBLE]. THE FIRST BEING THE RECREATION DISTRICT. THIS IS THE DRAFT APPLICATION FOR THIS YEAR, HOPING TO HAVE THE SCHOOL BOARD VOTE ON IT IN APRIL. [LAUGHTER] I'M A LITTLE BIT BACKWARDS. SUPERINTENDENT CHAPMAN TOLD ME TO STICK TO MATH THE OTHER DAY SO I'M GOING TO TRY AND DO THAT. [LAUGHTER] >> TO DO WHAT? >> TO STICK TO MATH. >> STICK TO MATH. [LAUGHTER] [00:35:05] AS YOU CAN SEE, OUR TOTAL DRAFT REQUEST IS $2.8 MILLION. THE ELEMENTARY APPLICATIONS HAVE NOT CHANGED MUCH FROM LAST YEAR. WE DID ADJUST THE WINTER SPORTS AMOUNT. IT USED TO BE, I THINK $84 PER STUDENT AND THIS YEAR WE CHANGED IT TO 125 TO REACT TO RISING COSTS OF WINTER SPORTS PARTICIPATION. MOST OF THE OTHER APPLICATIONS FOR THE SITE BASE ARE VERY SIMILAR TO WHAT THEY WERE LAST YEAR. STILL REFINING SOME OF THESE NUMBERS AND MAKING SURE WE HAVE EVERYTHING ACCURATE. THE ONE ADDITION TO THE KELLY SCHOOL APPLICATION IS THEY WOULD LIKE TO ADD ONE OUTDOOR SHED THAT'S WATERPROOF AND KEEPS THEIR ATHLETIC EQUIPMENT FOR THE PLAYGROUND AND SOME OF THE GYM FROM GETTING WET. THE FACILITIES THAT THEY HAVE NOW ARE A LITTLE DECREPIT AND AREN'T WATERPROOF. WE MAY ADD THAT DEPENDING ON FEEDBACK FROM THE BOARD THIS EVENING. ANOTHER LINE ITEM IN THE SUMMARY IS THE BRONC ACHIEVEMENT CENTER. THAT ONE IS A LITTLE UP FOR DISCUSSION AS WELL. I'M NOT SURE HOW THIS WORK. WE'VE RECENTLY RECEIVED NEWS THAT SLIB APPLICATION, THE STATE LAND INVESTMENT BOARD APPLICATION FOR THE 16 MILLION FOR THE BRONC ACHIEVEMENT CENTER WAS NOT APPROVED FOR REASONS OF THAT IT WASN'T THE FULL COST OF THE PROJECT. WE HADN'T SECURED THE FUNDING FOR THE FULL COST. THERE'S COUPLE OF DECISIONS THAT ARE YET TO BE MADE BY THE STATE. SUPERINTENDENT CHAPMAN AT THE END OF APRIL, I BELIEVE THE STATE FACILITIES WILL BE MAKING SOME DECISIONS ON THE BUDGET ALLOCATION THAT WAS PASSED IN THE LEGISLATIVE SESSION ON HOW THEY'LL BE SPENDING THE CAPITAL CONSTRUCTION MONEY. HOPEFULLY, WE WILL GET THE REST OF THE FUNDING FOR THE BRONC ACHIEVEMENT CENTER AND THEN COULD RESUBMIT FOR THE 16 MILLION THAT WE APPLIED FOR OUR FIRST SLIB. IN THE MEANTIME, WE DO NEED TO GET THIS APPLICATION SUBMITTED TO THE REC DISTRICT SO WE COULD CHANGE SOME OF THE LINE ITEMS AND INCREASE THE AMOUNT THAT WE'RE EAR-MARKING FOR THE BRONC ACHIEVEMENT CENTER. LAST YEAR, WE CERTIFIED 715,000 IN THIS APPLICATION. OBVIOUSLY HAVE 1.2 MILLION SET ASIDE. THE OTHER TOPIC CAME UP AT THE REC DISTRICT MEETING, TRUSTEE MEAD SUGGESTED MAYBE WE PAY FOR THE REPAIR OF THE WILSON BOARDWALK. THE COUNTY HAS SAID THAT THEY ARE NOT GOING TO ACCEPT THAT PARCEL UNTIL WE'VE REPAIRED THE BOARDWALK AND I BELIEVE FROM FACILITIES WE HAVE AN ESTIMATE OF ABOUT 50,000 SO WE MAY NEED TO ADD THAT TO THE FACILITIES REQUEST AS WELL SO LOOKING FOR SOME GUIDANCE FROM THIS BOARD. ANDRE, WILL YOU PULL UP THE FACILITIES PLANNING FOR THE REC DISTRICT. IT'S A SEPARATE DOCUMENT THAT'S POSTED. CHERYL AND DEANNA WITH FACILITIES, HAVE CREATED THIS LIST OF PROJECTS THAT WE NEED TO HAVE DONE FOR THE SCHOOL DISTRICT. WHAT WE'VE DONE IS WE'VE GONE THROUGH THIS LIST AND WE'VE PRIORITIZED AS BEST WE CAN. BUT THIS WORD COULD HELP US DO THAT. WE HAVE PROJECTS LIKE THE CONCRETE WALL. THAT NUMBER DOESN'T LOOK QUITE RIGHT. I THINK I HAVE THE RIGHT NUMBER IN THE APPLICATION THOUGH. THAT WALL WOULD GO HERE WHERE WE CUT DOWN ALL THE TREES WHEN WE WERE REPLACING THE TRACK AND THE TURF. IF WE DON'T BUILD A CONCRETE WALL, THEN WE COULD HAVE ASSET DAMAGE THAT WE HAVE TO REPAIR LATER. THAT'S AN IMPORTANT FACILITIES PROJECT BUT THEN WE ALSO HAVE PROJECTS LIKE FENCING AT THE PLAYGROUND THAT SOME OF THE ELEMENTARY SCHOOLS WHERE WE'RE HAVING THE PUBLIC COME ON THE PLAYGROUND EITHER DURING SCHOOL HOURS. IT'S JUST NOT QUITE AS SECURE AS WE'D LIKE IT TO BE. WE'RE TRYING TO BALANCE ASSET PROTECTION AND STUDENT EXPERIENCE AND SAFETY AND SECURITY, AND ALL OF THOSE THINGS WHEN WE START TO PRIORITIZE THIS LIST. MIKE HANSON, DEANNA, CHERYL AND I ALL MET AND REVIEWED THIS LIST. YOU CAN SEE WE BUILT IN EVERYTHING ABOVE THE FIRST BLACK LINE INTO THIS YEAR'S APPLICATION. IF YOU WANTED TO NOT DEDICATE AS MUCH TO THE BRONC ACHIEVEMENT CENTER, WE CAN GO DOWN THAT LIST A LITTLE BIT, BUT THIS IS WHAT OUR LONG-TERM PLANNING REALLY LOOKS LIKE IN TERMS OF FACILITIES REQUEST IN THE REC DISTRICT APPLICATION. >> MR. CHAIRMAN. >> YES, MR. INGRID. >> I WOULD BE VERY INTERESTED IN TRUSTEE MEAD'S IDEA OF ADDING THE COST OF PREPARING THE BOARDWALK. [00:40:10] I JUST HAVE ONE QUESTION FOR KRISTIN. MAYBE IT'S FOR [INAUDIBLE]. I JUST WANTED TO MAKE SURE, I SUPPORT PUTTING THE FENCES AROUND THE PLAYGROUNDS, BUT WE WENT THROUGH THIS A FEW YEARS AGO AND IT GOT QUITE CONTROVERSIAL. I'M HOPING THERE'S SHORT FENCES AND NOT TALL FENCES. BECAUSE PREVIOUSLY IT WAS SUGGESTED HERE WE PUT 10-FOOT TALL FENCES. SOMEBODY WAS WORRIED ABOUT MOOSE OR SOMETHING, AND WE HAD A BIG CONTROVERSY. I WAS JUST HOPING THEY'RE GOING TO BE SHORT FENCES. >> I GUESS I'M IMAGINING, AND WE DIDN'T SPECIFICALLY TALK ABOUT THAT, BUT I BELIEVE IT WOULD BE CHAIN-LENGTH SIX-FOOT FENCES LIKE WE HAVE AROUND THE REST OF THE PLAYGROUNDS. >> SEEMS SOMEWHAT BIG. >> TOO TALL? >> IT'D BE NICE TO HAVE A CONVERSATION BEFORE THEY GET BUILT, I ASSUME. >> SURE. >> THEY'LL HAVE TO COME BACK IN FRONT OF US. I JUST KNOW IT BECAME QUITE CONTROVERSIAL WITH MANY OF THE PARENTS, AND PEOPLE WHO LIVE AROUND THE PLAYGROUNDS. I THINK WE SHOULD AT LEAST HAVE A LONGER CONVERSATION. I'M NOT SAYING GO AHEAD AND PUT IN THE APPLICATION, BUT BEFORE WE ACTUALLY SPEND THE MONEY, THE BOARD SHOULD DISCUSS THAT FURTHER AT A DIFFERENT MEETING. BUT I DO LIKE THE IDEA OF ADDING THE WILSON BOARDWALK, PRIMARILY BECAUSE IF WE CAN DO THAT, THAT'S WHAT'S HOLDING UP THE TRANSFER TO THE COUNTY. THEN WE WOULDN'T ACTUALLY HAVE THAT PIECE ANYMORE IF IT'S NOT A PIECE WE REALLY NEED TO BE RESPONSIBLE FOR. I DO KNOW [INAUDIBLE] AND SOME OTHER FOLKS, I DON'T KNOW IF THEY'VE RAISED MONEY, BUT THEY KEEP TALKING ABOUT RAISING IT. SO I SHOULDN'T SAY THEY HAVE MONEY. BUT MAYBE WE OFFER. [BACKGROUND] YEAH, WE'LL PUT UP HALF. WE CAN COME UP WITH SOMETHING, BUT IT WOULD BE NICE TO PUT SOMETHING IN THIS APPLICATION AT LEAST, AND THEN WE CAN GO TALK TO THEM AND SAY, HEY, WE'D LIKE TO PARTNER WITH THE SMALL WILSON GROUP. I CANNOT REMEMBER WHO IT INVOLVES ALL THE BEST. I'M SURE THEY CAN RAISE SOME MONEY TOO. >> SURE. WHAT WE COULD DO IS WE COULD DECREASE THE BRONC ACHIEVEMENT CENTER BY 50,000, PUT THAT IN THE APPLICATION AND THEN SEE IF WE CAN GET A PARTNER AND PAYING FOR THAT BOARDWALK, THEN THAT 25,000 THAT'S NOT USED OUT OF THE APPLICATION WOULD COME BACK TO THE REC DISTRICT IF NOT SPENT. THE 2.8 MILLION DOES ALLOW, SO OUR AVERAGE AMOUNT THAT WE GET FOR COMMUNITY REQUESTS IS ABOUT 136-140,000. I'VE DECREASED WHAT I BELIEVE WE'LL EXPECT IN REVENUE BY THAT AMOUNT SO WE STILL LEAVE ROOM FOR COMMUNITY REQUESTS TO BE GRANTED BY THE REC DISTRICT BOARD IF THAT'S WHAT THEY CHOOSE TO DO. I'VE ESTIMATED THE REVENUE AT 1% INCREASE, WHICH TRUSTEE ZUNG BROUGHT UP THAT MIGHT BE A BIT LOW. BUT I'VE NOT HAD A CHANCE YET TO SPEAK TO THE TREASURER AND SEE WHAT SHE'S LOOKING AT. >> I IMAGINE IT IS. [LAUGHTER] >> MR. CHAIR. >> IT'S STRESSING ME. >> KRISTIN, I JUST HAVE A COUPLE OF QUESTIONS. WHAT IS THE JACKSON HOLE HIGH SCHOOL AUDITORIUM EQUIPMENT REPLACEMENT? >> THAT IS THE SOUND SYSTEM AND ALL THE TECHNOLOGY AT THE HIGH SCHOOL. I BELIEVE ALL OF THAT SYSTEM DATES BACK TO WHEN THE HIGH SCHOOL WAS ORIGINALLY BUILT. WE HAVE ONE PERSON IN THE DISTRICT THAT'S ABLE TO OPERATE AND USE THAT EQUIPMENT, AND HE'S NOT ACTUALLY A FULL-TIME EMPLOYEE. HE JUST TIME CARDS AND COMES IN AND DOES WHEN WE NEED HELP. SO WE ARE IN DESPERATE NEED OF REPLACEMENT OF THAT EQUIPMENT. BUT I THINK, WELL, I DON'T WANT TO PUT WORDS IN YOUR MOUTH, BUT THAT'S DEFINITELY A NEED FOR US TO HAVE AN OPERABLE STICK-TO-MATH AUDITORIUM. [LAUGHTER] I'M STRUGGLING WITH VOCABULARY THIS WEEK. I'M NOT SURE WHY. [LAUGHTER] >> THAT'S IN THE THEATER? >> YES. >> ANOTHER ONE. DO WE REALLY NEED TO REPLACE THE BLEACHERS IN THE BIG GYM? THAT'S A PRETTY BIG TICKET ITEM. >> THAT'S A GREAT QUESTION. [OVERLAPPING] IF YOU JUST WANT TO COME SPEAK TO IT. IF I CAN'T ANSWER MORE HERE IS WHAT SHE WOULD SAY, YES. [LAUGHTER] >> [INAUDIBLE] [LAUGHTER] >> THANK YOU, KRISTIN. TO CHAIR, TRUSTEE MEAD, THE BLEACHERS IN THE HIGH SCHOOL GYM, SO INSIDE. WE CAN NO LONGER GET REPLACEMENT PIECES FOR THEM BECAUSE OF THE AGE OF THE BLEACHERS AND THEY'RE NO LONGER MANUFACTURED. THEY HAVE A COUPLE OF ISSUES WITH THOSE BLEACHERS. [00:45:02] THEY'RE BECOMING NOT RELIABLE, AND IT TOOK US UPWARD OF SIX MONTHS TO MAKE A REPAIR LAST TIME BECAUSE WE COULDN'T GET THE PARTS. THAT'S WHY WE ARE FLAGGING IT AS WE NEED TO REPLACE THEM. >> NOW? >> IT'S NOT AN EMERGENCY. I WOULD SAY THE ONLY OTHER THING THAT I WANT TO BRING TO YOUR ATTENTION THAT HAS CREATED THAT TO COME UP IN THE PRIORITY, IS THAT THE HANDRAIL SYSTEM ON THOSE BLEACHERS IS NOT WORKING ANY LONGER, FOR VARIOUS REASONS. THAT'S ANOTHER THING WE CAN'T REPLACE, SO THAT DOES START TO GET INTO THAT SAFETY CATEGORY. >> OKAY. >> THANK YOU. >> CAN I, BEFORE YOU LEAVE? >> SURE. >> WHERE DOES MAJOR MAINTENANCE FOLLOW THROUGH THE REPLACEMENT OF THESE BLEACHERS? [OVERLAPPING] >> MR. CHAIR, PERFECT QUESTION. THAT REPLACEMENT WOULD QUALIFY. WE COULD USE MAJOR MAINTENANCE FUNDS FOR THAT REPLACEMENT IF WE CHOSE. I REQUESTED, AND I THINK FACILITIES REQUESTED AND WE WORKED WITH KRISTIN AND CHARLOTTE TO PUT IT ON THIS LIST BECAUSE WE DO HAVE QUITE A LONG LIST OF OTHER ITEMS ON MAJOR MAINTENANCE. WE'RE LOOKING FOR ALTERNATIVE FUNDING SOURCES TO MAYBE REPLACE SOME OF THESE ACTIVITIES AND RELATED ASSETS. >> ESSENTIALLY, YOUR MAJOR MAINTENANCE FUNDING ISN'T ENOUGH TO KEEP UP WITH ALL OF THE ASSET REPAIR THAT WE NEED. WHEN WE LOOK AT THAT LIST, WE SAY, OKAY, WELL, THIS COULD QUALIFY UNDER OUR DEFINITION OF RECREATION IN THE RECREATION DISTRICT, AND THE PROJECTS THAT DON'T, WE TRY AND ADD TO THAT MAJOR MAINTENANCE LONG-TERM PLANNING LIST. >> THERE'S SOMETHING ABOUT THAT, THAT DOESN'T FEEL GOOD TO ME. THE STATE'S SUPPOSED TO PAY FOR MAJOR MAINTENANCE. THIS IS TAXPAYER MONEY, THAT'S SUPPOSED TO GO TO EVERYBODY IN THE COMMUNITY. IF THE STATE WILL PAY FOR THAT, I THINK WE ABSOLUTELY OUGHT TO HAVE THE STATE PAY FOR THAT. I UNDERSTAND THAT YOU GET TIRED ABOUT MAJOR MAINTENANCE, BUT I DON'T KNOW, SOMETHING DOESN'T FEEL VERY GOOD ABOUT THAT TO ME. >> WE CAN DEFINITELY POSTPONE THESE AND NOT PUT THEM IN THE REC DISTRICT. BUT THAT DOES MEAN THAT SOME OF THESE ITEMS AND SOME OF THE ITEMS THAT WE ALREADY HAVE PRIORITIZED ON THE MAJOR MAINTENANCE LIST WILL TAKE LONGER. >> MR. CHAIR. >> YES. I READ IT SOMEWHERE, BUT IT'S NOT ON THIS LIST. MAYBE I READ IT SOMEWHERE ELSE. WHERE'S THE LOGO REPAINT THING? >> THAT IS, IF YOU'LL GO TO THE FACILITIES PAGE IN THE REC DISTRICT APPLICATION. IT IS PROBABLY, LET'S START WITH FIVE. [OVERLAPPING] >> IT'S A 25 GRAND [INAUDIBLE]. >> I THOUGHT IT WAS FIVE, BUT LET ME GET INTO THAT IMAGE. >> [INAUDIBLE]. >> IT IS 25. >> YEAH, IT IS 25. >> I THINK THAT'S THE AD AT THE LOGOS BACKWARDS, BUT I DON'T THINK I CARE THAT MUCH TO SPEND 25 GRAND TO FIX IT. I ALSO AGREE WITH TRUSTEE MEAD, I THINK THE BLEACHERS SHOULD AMOUNT TO MAJOR MAINTENANCE. >> THE BLEACHERS AREN'T QUITE ON THIS LIST, SO I WILL TAKE THE TURF REPAINT OUT. >> BUT NO, THAT WAS JUST ME, WHATEVER ANYBODY ELSE THINKS. I THINK MR. SCARLETT, YOU HAD SOME STRONG FEELINGS ABOUT IT. I WAS JUST EXPRESSING MY OPINION, THIS IS ME. EVERYBODY ELSE THINKS. >> WE CAN'T DENY THAT. >> TAKE IT UP. >> PUT HIM ON NEXT YEAR'S LIST. I THINK THERE'S LOTS OF STUFF FLOATING AROUND WITH PEOPLE'S THOUGHTS. WE PROBABLY NEED TO HAVE A LITTLE MORE OF A WORKSHOP AND SIT DOWN AND LOOK AT THESE FACILITIES AT A FUTURE DATE WHERE MAYBE ONCE THE SNOW IS GONE WE CAN ACTUALLY WALK OUT AND CHAT ON SOME OF THESE THINGS. >> I THINK CHARLOTTE, INDIANA ON THE FACILITY SIDE WOULD REALLY LOVE THAT. IT'S ONE THING TO SAY THAT THE HANDRAILS ON THE BLEACHERS DON'T WORK. IT'S ANOTHER THING TO ACTUALLY NEED THE HANDRAIL AND TRY AND USE IT. [LAUGHTER] IT DOESN'T WORK. I THINK HAVING THAT FIRST-HAND'S LOOK AT. IS THERE ANYTHING ELSE ON THE APPLICATION THIS YEAR THAT WE WANT TO PUT IN THAT GRAY AREA AND MAYBE RETHINK FOR NEXT YEAR? >> I JUST HAVE A QUESTION ABOUT WHY ROBOTICS HAS DOUBLED JUST ABOUT IN THE BUDGET AND WHETHER THEY'RE DOING FUNDRAISING AND HOW MUCH AND THAT'S [INAUDIBLE]. [00:50:02] >> SURE. ANDRE, WILL YOU GO TO THE ROBOTICS? >> THE INCREASE IN ROBOTICS IS DUE TO THE SALARIES. THE AFTER-SCHOOL PROGRAMMING RATES HAVE ACTUALLY INCREASED. AS YOU KNOW, WE INCREASE WAGES AND THEN SOME OF OUR EXTRA ACTIVITIES AFTER HAVE INCREASED. WE USED TO PAY SOME OF THOSE EXTRA DUTY TIMECARD HOURS AT $25 AN HOUR. NOW WE'RE PAYING SOME OF THEM AT $50 AN HOUR. THE ONES THAT ARE COMING HERE ARE AT $40 AN HOUR. >> [INAUDIBLE] BUSINESS. >> THE ROBOTICS PROGRAM IS ONE OF THE MOST POPULAR PROGRAMS IN GRADES 3-12. I WOULD ALSO SAY A LOT OF THE STUDENTS THAT PARTICIPATE IN ROBOTICS, THIS IS WHAT THEY DO. IT'S AN ESSENTIAL PROGRAM FOR US. IT IS EXPENSIVE. HOWEVER, WE ALSO HAVE TO PAY PEOPLE TO SUPERVISE THE KIDS AND TRAVEL WITH THEM AND COMPETE. IT'S CERTAINLY DIFFICULT TO GET THE QUALIFIED STAFF MEMBERS TO SUPPORT THESE PROGRAMS. >> THE NEARLY DOUBLE INCREASE IS BECAUSE OF THE INCREASE RATE IS THERE'RE MORE KIDS PARTICIPATING IN BEFORE OUR AMENDMENT. >> YOU CAN SEE UP HERE WE HAVE JUST ABOUT 400 KIDS THAT ARE PARTICIPATING DISTRICT-WIDE. >> WE USED TO JUST HAVE FUNDING AT THE HIGH SCHOOL. WHEN YOU LOOK BACK AT THAT FUNDING REQUEST, IF I HAD MORE YEARS OF HISTORY, MORE THAN JUST THE LAST TWO YEARS, YOU'D SEE I THINK IT STARTED AT 30,000 AND THEN SLOWLY INCREASED AS THE ADM AND PARTICIPATION IN THESE PROGRAMS INCREASED. NOW I ONLY HAVE 3-12 PROGRAM, WHICH MEANS MORE COACHES. I GUESS I SHOULD HAVE CLARIFIED THAT, YES, THE INCREASE IN PAY, BUT WE ALSO HAVE MORE COACHES TO PAY, WHERE THAT USED TO BE JUST REALLY A PRIMARILY 9-12 PROGRAM. >> WHEN WAS THE DECISION MADE TO GO DOWN TO THIRD GRADES? I GUESS I DON'T REMEMBER US HAVING ANYTHING TO DO WITH THAT. WAS A COST-BENEFIT ANALYZED WITH REGARDS TO THAT? >> NO. I THINK IT HAPPENED ORGANICALLY. CATHY MELBOURNE AT WILSON STARTED THE PROGRAM WITH WILSON ROBOTICS. THEN IT GREW IN POPULARITY AND MORE KIDS AT MORE SCHOOLS WANTED TO PARTICIPATE. THERE WASN'T EVER A FORMAL DECISION THAT WAS MADE. IT WAS REALLY GROWN BASED ON INTERESTS FROM STUDENTS. >> IF THERE WAS NOT THIS RECREATION DISTRICT FUNDING AVAILABLE, IF WE HAD TO PULL IT OUT OF OUR BUDGET, WOULD WE DO THAT? THAT'S THE QUESTION I'D ASK, GO DOWN TO THIRD GRADE. QUITE FRANKLY, THIS IS EASY FUNDING. YOU CAN'T DENY THAT. BUT IF YOU'VE HAD TWO OTHER PROGRAMS, MAYBE THE OTHER FACULTY OR WHATEVER, WOULD WE BE DOING THIS? THAT'S I THINK A QUESTION THAT WE ARE REALLY THINK ABOUT WHEN WE'RE FINDING THE CHANGE FOR FUNDING FIRST STEP. WOULD WE BE DOING THIS ABSENT THIS AVAILABILITY OF MONEY? BECAUSE THEY MAY NOT ALWAYS BE THERE IF THAT MONEY GO. >> ABSOLUTELY. I THINK THAT'S AN IMPORTANT QUESTION TO ASK. >> THEN THE SPECIAL OLYMPICS. I WAS REALLY SURPRISED TO SEE THAT IN '21- '22 NOTHING, '22-'23 $10,000 REQUEST, AND NOW $48,900. IS THERE SOME REORGANIZATION OF THAT THAT HAS GONE ON? I WOULD'VE THOUGHT WE WOULD ALWAYS HAVE BEEN SUPPORTING THAT, BUT I SEE NOT SO. >> THE INCREASE IN SPECIAL OLYMPICS REALLY HAS TO DO WITH WHAT WE CAN COVER IN THE GENERAL FUNDS UNDER SPECIAL ED. WHAT WE FOUND IS THAT NOT EVERYTHING THAT WE DO TO PARTICIPATE IN SPECIAL OLYMPICS CAN BE COVERED BY SPED FUNDS. SOME OF THE ACTIVITIES, LIKE WE'VE TALKED ABOUT THIS IN FINANCE COMMITTEE, ACTUALLY, A LOT OF THE OTHER TEAMS THAT COME FROM THE OTHER PLACES COME INTO THE MEETS AND THEY'RE ALL DRESSED IN MATCHING OUTFITS AND THEY'RE ALL DOING THIS. ONE OF THE THINGS WE STARTED DOING WAS BUYING MATCHING SWEATSHIRTS FOR OUR STUDENT ATHLETES. THEN ALSO DOING MEALS DURING THOSE TIMES. IT REALLY HAS TO DO WITH WE WERE TRYING TO PROVIDE ALL OF THE SAME OR EQUITABLE THINGS THAT THE OTHER TEAMS WERE GETTING FOR OUR STUDENT ATHLETES WHEN THEY WERE COMPETING. TYPICALLY WE HAVE THE ADVANTAGE OF HAVING THE HOME TURF AND SO WE'RE NOT PAYING FOR TRAVEL TO GO TO ALL THESE PLACES. [00:55:05] BUT THEY WERE MISSING OUT ON THAT EXPERIENCE OF HAVING TEAM MEALS AND SOME OF THOSE TEAM-BUILDING THINGS. THOSE ARE PIECES THAT WE CAN'T PAY FOR OUT OF SPECIAL ED FUNDING BY MISTAKE. THAT'S WHY THAT'S GROWN. >> IS THAT JUST A NUMBER IN THERE OR IS IT THEIR ACTUAL PLANS FOR THE EXPENDITURE OF THAT? BECAUSE I CAN'T IMAGINE SWEATSHIRTS, MEALS COST $48,000 OR $38,000. >> SURE. [OVERLAPPING] .>> IS ALSO COACHES. >> COACHES. >> THAT'S THE COACH. >> THE COACHES WOULD HAVE BEEN THERE BEFORE. I DON'T UNDERSTAND HOW WE WOULD TEND TO FORGET >> JULIE, DO YOU WANT TO? >> [INAUDIBLE] COACHES AND SALARY TRANSPORTATION, ALL OF THAT LEAD TO USE REIMBURSABLE FUNDS FOR THAT. BUT I'M NOT SURE WHY. [OVERLAPPING] >> WE CAN DEFINITELY DIVE INTO THAT NUMBER. I DO HAVE SALARIES BUILD INTO THAT NUMBER AND I DID INCREASE THOSE. THAT MIGHT JUST BE SOMETHING WE NEED TO CORRECT IN THE APPLICATION FOR THIS MONTH. JULIE AND I CAN DIVE INTO THAT A LITTLE BIT. >> A CHANCE TO TO SWITCH THAT CONCRETE. >> WHAT'S THAT? >> THE CONCRETE NUMBER FOR $9,000 AND SPECIAL CASE. >> OH, NO. IT'S ALL LINKED IN THE WORKSHEET. >> I WAS JUST WONDERING IF THAT WAS. >> NO, I'M LOOKING AT THE SPECIAL OLYMPIC PAGE AND THEY'RE THERE. BUT I'LL LOOK. I'LL GO BACK AND CHECK IT. >> MR. [INAUDIBLE], ALTOGETHER, WHAT IS THE APPLICATION FROM THE DISTRICT TO THE REC DISTRICT? WHAT'S THE NUMBER? >> 2.8 MILLION. >> WOULD WILL THAT LEAVE THE REC DISTRICT TO GIVE TO OTHER COMMUNITY? >> SURE. WILL YOU GO TO PAGE 2, ANDREA. THIS IS WHERE I ESTIMATED OUR ASSESSED VALUE 1% INCREASE, SO WILL LIKELY BE SIGNIFICANTLY MORE THAN THAT. THIS IS A VERY CONSERVATIVE ESTIMATE. OUR TOTAL REVENUE WILL BE 2.95 MILLION. IT WILL LEAVE ABOUT 1.3 MILLION OR 130,000 FOR COMMUNITY APPLICATIONS. >> THANK YOU. LEFT SIDE OF THE TABLE, HOW MANY? >> IT'S ON THE REC DISTRICT. YOU'RE THROUGH. >> I APPRECIATE ANY CONTINUING FEEDBACK OVER THE NEXT COUPLE OF WEEKS WHILE WE FINALIZE THE APPLICATION. THEN THAT WILL BE ON FOR APPROVAL IN APRIL. OVER THE LAST MONTH AND A HALF, THE LEGISLATIVE SESSION HAS BEEN WORKING HARD AND WE DID GET A COUPLE OF FINAL DOCUMENTATION DOCUMENTS TODAY. I BELIEVE SUPERINTENDENT CHAPMAN SEND OUT THE SUMMARY OF THE SESSION WHICH SHOWS THAT WE'LL GET A $2.4 MILLION INCREASE TO OUR FOUNDATION GUARANTEE. I KNOW SHE'S ALSO SHARED A CHART WITH YOU WHERE I COMPARED WHAT THEIR ESTIMATE WAS LAST YEAR AND OUR ACTUALS TO THIS YEAR. [OVERLAPPING] >> IT'LL BE TOMORROW. SORRY. >> OH, SORRY. [LAUGHTER] >> TOMORROW. >> I THOUGHT IT WAS ALREADY SHARED. >> ON THAT. >> ON THAT. [LAUGHTER] >> AS SUPERINTENDENT SAID, WE ALL HAVE OUR STRENGTHS AND [LAUGHTER] THAT'S WHAT MAKES THIS A GOOD TEAM. [LAUGHTER] ON THAT YOU'LL ALSO SEE WHAT THEIR ESTIMATE IS THIS YEAR AND THEN WHAT MY ESTIMATE IS FOR OUR FOUNDATION GUARANTEE. THEY DON'T QUITE LINE UP WITH WHAT I THINK WE WILL HAVE IN OUR FOUNDATION GUARANTEE VERSUS WHAT THE STATE WILL. BUT YOU'LL GET TO SEE THOSE NUMBERS. I JUST THINK IT'S IMPORTANT TO REMEMBER THAT THEY'RE NOT ALWAYS OPERATING [LAUGHTER] WITH THE SPECIFIC INFORMATION THAT WE HAVE. YOU CAN TAKE A LOOK AT THOSE AND SEE. THE OTHER BIG THING WE RECEIVE TODAY, WE'VE HAD SOME ESTIMATES BUT WE GOT OUR INSURANCE RENEWAL TODAY. WE HAVE 17.5% INCREASE IN RATES ARE TOO HIGH DEDUCTIBLE PLANS IN 22.5% INCREASE IN OUR HIGH DEDUCTIBLE PLAN. >> BECAUSE WE'VE GOT THAT STATE AND IT TEND TO PERSIST ON LINE OF WORK. I JUST RAN SOME QUICK NUMBERS [INAUDIBLE] BUT IF WE WERE TO ADJUST OUR COST AND THE DISTRICT WERE TO PAY FOR THE ENTIRE INCREASE. IF THIS WAS OUR ONLY OPTION, IT WILL COST THE DISTRICT JUST ABOUT $1.5 MILLION TO TAKE ON THAT COST. [01:00:06] THE OTHER THING THAT WE WANT TO THINK ABOUT AS WE START TO PLAN FOR THE COMPENSATION PACKAGE FOR NEXT YEAR IS WAGES AND SALARIES AND ALL OF THAT, A STEP INCREASE COSTS ABOUT $1.2 MILLION. JUST IN THOSE TWO CHANGES, WE'RE LOOKING AT ABOUT $2.8 MILLION IN INCREASE IN COST IF THAT'S WHERE WE WERE TO GO WITH A COMPENSATION PACKAGE, AND IF THE ESTIMATES ARE RIGHT, WHICH I THINK THEY'RE OFF BY ABOUT $1 MILLION. [OVERLAPPING] [LAUGHTER] THEY'RE HIGH BY $1 MILLION. BUT WE HAVE A LOT TO SORT OUT IN THE NEXT COUPLE OF MONTHS, BUT I WANTED TO PUT THOSE REALLY LOOSE NUMBERS IN FRONT OF YOU JUST SO YOU CAN START THINKING ABOUT WHAT DECISIONS YOU MIGHT WANT TO DIRECT US TO MAKE TO THE COMPENSATION PACKAGE, AND WHAT WE MAY BE BRINGING FORWARD. WE ARE WAITING ON MORE ESTIMATES FOR HEALTH INSURANCE, AND I'M REALLY HOPING THAT WE GET SOME GOOD NEWS FROM SOME OTHER PROVIDERS. >> PREVIOUSLY IN THE PAST, PEOPLE DIDN'T WANT TO BID ON US BECAUSE THEY COULDN'T GET OUR CLAIMS. DO YOU THINK SOME PEOPLE MIGHT BID ON US THIS TIME? >> WE WERE WORKING THROUGH HUB STEVE MANLY ACTUALLY WHO DOES OUR LIABILITY INSURANCE AND THROUGH HIS CONNECTIONS, HE HAS SOME CONSULTANTS THAT ARE WORKING ON US, WORKING FOR BIDS FOR US. I THINK WE'LL GET, WE'RE HOPING FOR BETWEEN THREE AND FIVE BIDS FROM DIFFERENT PROVIDERS THAT WILL GIVE US MORE VARIETY IN OUR OPTIONS, AS WELL AS HOPEFULLY A LOWER COST. RIGHT NOW WE HAVE SOME DISTRICT PAID INSURANCES THAT NOT EVERYBODY USES. HOPEFULLY EVERYBODY USES DENTAL BUT NOT EVERYBODY USES DENTAL, AND THEN VISION. [LAUGHTER] [OVERLAPPING] KEY FOR THE FIRST TIME SHE SAID IT, SO WE FULLY EXPECT TO HEAR THAT QUITE OFTEN, AND THEN VISION, SOME OF OUR ANCILLARY INSURANCES, LIFE INSURANCE, LONG-TERM DISABILITY, SHORT-TERM DISABILITY. WE'VE ASKED THEM TO JUST LOOK AT EVERYTHING AND THEN POSSIBLY HAVE PEOPLE CAN PICK FROM DIFFERENT THINGS, OR THIS IS A GREAT OPPORTUNITY FOR US TO REALLY BE ABLE TO GET OUT FROM UNDER WEPT BECAUSE OF THE CLAIMS DATA. HOPEFULLY WE GET SOMETHING COMPETITIVE, AND IT MAY BE THE TIME TO MAKE THAT DECISION. >> WHAT'S THE TIMELINE? IS IT APRIL THAT WE'RE GOING TO BE DISCUSSING THIS? >> I'LL HAVE A DRAFT COMPENSATION PACKAGE FOR YOU IN APRIL. >> [OVERLAPPING] NOW IN APRIL, THESE OTHER COMPANIES ARE GOING TO TELL YOU THEIR NUMBERS. >> I EMAILED THEM TODAY, LIKE WHEN ARE WE GOING TO HAVE THE NUMBERS? I'M HOPING BEFORE SPRING BREAK. >> THANK YOU. YES? >> GOING BACK TO THE $2.4 MILLION INCREASE THAT THE STATE HAS CALCULATED, IS THAT $2.4 MILLION NOT BASED ON OUR INCREASE IN STUDENT NUMBERS OR A LAUNCH OF A BUNCH OF DIFFERENT THINGS? >> IT'S A WHOLE BUNCH OF DIFFERENT THINGS. BUT ONE OF THE INTERESTING THINGS THAT THEY'VE DONE IS THEY'VE ACTUALLY INCREASED OUR TRANSPORTATION AND SPED REIMBURSEMENT BY $2 MILLION. LAST YEAR IT WAS ABOUT $10 MILLION FOR THOSE TWO CATEGORIES, AND FOR SOME REASON IN THEIR PROJECTIONS, THEY HAVE IT AT $12.5 MILLION, AND NO MATTER HOW MUCH I FLUFFED THE NUMBERS, I JUST COULD NOT GET TO [LAUGHTER] NO MATTER HOW MUCH I LOOKED AT THE NUMBERS, I COULDN'T QUITE GET THERE. THAT'S WHERE I'M SEEING A MILLION-DOLLAR VARIANCE, AND EVEN MY NUMBERS ARE PRETTY HIGH. I THINK THEY'RE HIGHER THAN WHAT WE'RE ACTUALLY GOING TO COME IN WITH. IT'S HARD FOR ME TO UNDERSTAND. THIS REPORT JUST CAME OUT YESTERDAY NIGHT, I BELIEVE, AND SO I HAVEN'T HAD A CHANCE TO GO BACK AND ASK WHY. ALTHOUGH MATT IS THE ONE THAT PROVIDED THIS AND HE'S NOT ALWAYS SUPER FORTHCOMING ABOUT PROVIDING WHERE HIS NUMBERS CAME FROM EITHER. >> TO CLARIFY, I THINK WHAT TRUSTEE NEED WAS ASKING THOUGH. THE $2.4 MILLION IS REPRESENTATIVE OF THE I BELIEVE, [01:05:02] I'M CHECKING MY FACTS HERE, THE $100 MILLION THAT THE LEGISLATURE APPROVED FOR THE EXTERNAL COST ADJUSTED. >> OH, OKAY. >> THE $2.4 MILLION IS TETON COUNTY'S ESTIMATE OF THAT $100 MILLION THAT WAS ALLOCATED BY THE STATE, $2.4 MILLION IS ALLOCATED FOR TETON COUNTY. >> OKAY, AND THEN THEY'RE USING IN THEIR ADM NUMBER USED TO CALCULATE THE OTHER PIECES OF THE MODEL OUR LAST YEAR'S ADM DATA. THAT WILL INCREASE A LITTLE BIT, WE WILL GET A LITTLE BIT OF ADDITIONAL MONEY. IT'S BECAUSE IT WAS OCTOBER 1ST, AND AS TRUSTEE SCARLETT BROUGHT UP EARLIER IN THE MEETING, WE'RE SEEING INCREASES ALL THROUGHOUT THE YEAR. BUT THE OCTOBER 1ST DATA PROBABLY ISN'T QUITE AS HIGH AS THE END-OF-THE-YEAR DATA. >> RIGHT. THANKS. >> IF I REMEMBER RIGHT, WITH THE ADM, WE DO OCTOBER OF 22? >> TWENTY TWO. >> THAT DOESN'T FUND US OR IS THAT THE NUMBER WE USE FOR THE 23/24 SCHOOL YEAR? OUR OCTOBER NUMBER WAS DOWN FROM BEFORE? >> IT WAS. >> THAT NUMBER HASN'T BEEN SCRUBBED. >> IT HAS. >> IT HAS SO THAT'S PERMANENT. >> MR. KIM? >> YES. >> JUST A COMMENT. [INAUDIBLE] IT WOULD JUST BE NICE IF THESE NUMBERS COME IN LOW, IT WOULD BE MY PREFERENCE THAT WE GET OUT FROM UNDER WEPT IN ANY WAY WE CAN. IT'S VERY FRUSTRATING TO ME, AND I THINK THE OTHERS ON THE BOARD, THAT WE CAN'T GET OUR CLAIMS DATA ON THESE FOLKS. THAT'S VERY FRUSTRATING BECAUSE IT'S ALMOST LIKE WE'RE BEING HELD HOSTAGE BECAUSE WE CAN'T SHOP BECAUSE WE DON'T KNOW WHAT OUR CLAIMS DATA IS. THESE OTHER WE MOVED TO A NEW ONE, POTENTIALLY, MAKE SURE THAT THE CONTRACTOR DO SOMETHING, THAT WE'RE PICKING A COMPANY THAT WILL PROVIDE OUR CLAIMS DATA TO US. BUT I'M JUST PUTTING THAT FORETHOUGHT BECAUSE I THINK WE SPENT A LOT OF TIME IN APRIL DISCUSSING THIS, AND THAT'S MY PREFERENCE IS THAT WE FIND A MECHANISM DEVELOPED FROM WEPT. JUST NOT VERY HAPPY [INAUDIBLE]. >> MR. CHAIR. TRUSTEE GINGERY, YOU KNOW, I THOUGHT FLIPPED WAS SUCH A GREAT DEAL WHEN OUR INCREASES WERE LOW OBVIOUSLY. BUT THE WHOLE IDEA THAT THEY CAN JUST NOT PROVIDE US WITH THAT DATA, IT SEEMS LIKE THE INSURANCE COMMISSIONER SHOULDN'T ALLOW THAT SORT OF THING. I MEAN IT'S OUR DATA SORT OF DOESN'T WANT. I SHARE YOUR FRUSTRATION. >> IT'S ONE THING JUST FINDING A GOOD BID. I MEAN, I'M JUST TELLING YOU FROM THE COUNTY'S POINT OF VIEW, WE HAVE A CONSULTANT THAT COMES UP FROM SALT LAKE, THE INSURANCE CONSULTANT, AND EVERY YEAR THEY DO THIS BIG POWERPOINT AND THEY'LL PUT UP ON THEIR PLATE CHART, THEY SHOW US HEART DISEASE IS THIS MUCH AND CANCER IS THIS MUCH, AND THE ORTHOPEDICS IS THE- [LAUGHTER] THEY'RE ALWAYS SO INTERESTING TO LISTEN TO BECAUSE THEY TALK ABOUT HOW THEY GO TO OTHER COMMUNITIES AND HEART DISEASE IS THE BIG THING AND YOU NEED TO CONCENTRATE ON HELPING YOUR EMPLOYEES WITH HEART DISEASE, AND THEN THEY ALWAYS SAY IT'S SO FUNNY TO COME TO TETON COUNTY BECAUSE IT'S ORTHOPEDIC IS WHICH DRIVES ALL THE COST IS ORTHOPEDIC COSTS, AND SO THEY'RE ALWAYS SO FUNNY ABOUT IT, BUT WE DON'T WANT YOU TO TELL PEOPLE TO STOP EXERCISING BECAUSE THAT KEEPS DOWN YOUR HEART DISEASE STUFF. BUT IT'S AN INTERESTING POWERPOINT TO SEE WHERE ARE WE SPENDING OUR MONEY? THEY DON'T GET REAL SPECIFIC BECAUSE YOU'VE GOT TO PROTECT PRIVACY, BUT THEY CAN GIVE YOU GENERALIZATION, AND IT WOULD REALLY HELP SOMEONE LIKE HEATHER WHEN THEY'RE DOING THE WELLNESS PACKAGE OF WHERE TO HELP OUR EMPLOYEES? WHERE ARE PEOPLE HAVING THE MEDICAL ISSUES? WHAT DO WE NEED TO BE REDOUBLING OUR EFFORTS TO REDUCE THOSE CLAIMS? IF IT IS HEART DISEASE, DO WE NEED TO DO MORE OF AN EXERCISE THING? OR IF IT'S ORTHOPEDIC, MAYBE ENCOURAGING PEOPLE NOT TO JUMP OFF THE LIST. BUT I THINK THAT'S A GOOD WAY OF MANAGING AND HELPING OUR EMPLOYEES AND RIGHT NOW I DON'T FEEL LIKE WE COULD HELP OUR EMPLOYEES BECAUSE WE DON'T KNOW WHAT THE MONEY IS BEING SPENT ON AND THAT'S FRUSTRATING. >> I WOULD JUST LIKE TO ECHO, I THINK THAT'S A REALLY GREAT STATEMENT AND I KNOW HEATHER SEAN HAS ACTUALLY ASKED WEPT FOR SPECIFICALLY THAT INFORMATION FOR THAT REASON. HOW CAN WE IMPACT OUR CLAIMS AND IMPACTS THAT PAID [01:10:06] LOSS RATIO IF WE DON'T KNOW WHERE EMPLOYEES ARE STRUGGLING. I THINK WITH COVID ESPECIALLY, WHAT WE'RE HOPING TO SEE AROUND MENTAL HEALTH. I THINK A LOT MORE STAFF REALLY STARTED ACCESSING MORE MENTAL HEALTH SERVICES, WHICH IS GOING TO BE A CLAIM ON OUR INSURANCE, AND NOW THAT WE HAVE THIS EAP LAUNCHING HOPEFULLY IN THE NEAR FUTURE, I THINK HEATHER COOKIE MINSKY SAID MONDAY MAYBE, THAT WE'LL SEE A DECREASE IN CLAIMS BECAUSE NOT ONLY EVERY STAFF MEMBER BUT ALL OF THEIR FAMILY MEMBERS ALSO GET SUCCESSIONS AT NO COST TO THE EMPLOYEE. >> THAT'S AMAZING. >> THAT'S GREAT. YEAH. WE WILL CONTINUE TO POWER THROUGH AND HOPEFULLY WE DO GET SOME GOOD NEWS. [BACKGROUND] [OVERLAPPING] [LAUGHTER] >> THANK YOU, CHRIS AND 38 MINUTES WAS PRETTY. [LAUGHTER] FOR THAT, WE'LL MOVE ON TO OTHER REPORTS GOING TO GIVE YOU ALL A VERY QUICK I THINK WITH DR. CHAPMAN'S HELP WHERE WE SIT ON [INAUDIBLE] FUNDING. THE LEGISLATURE'S BUDGET DID APPROVE 100 PLUS MILLION DOLLARS FOR SCHOOL COUPLE CONSTRUCTION. THE HOUSE HAD SPECIFIC NAMES OF PROJECTS. SENATE PULLED THOSE SPECIFIC NAMES OUT AND THE ATTORNEY GENERAL SAID YOU CAN PUT SPECIFIC NAMES ON PROJECTS VERSUS BUCKET OF MONEY. WE HAVE TO REAPPLY, RE-BAG THE SCHOOL FACILITIES COMMISSION ON APRIL 26TH. 26TH. CHARLOTTE JANINE TESKEY, BUT DR. CHAPMAN AND I TESTIFIED TO THE SCHOOL FACILITIES COMMISSION PRESENTED THREE WEEKS OF FEBRUARY, AND IT WAS THE DIRECTOR'S RECOMMENDATION MISSION THAT THEY DENY OUR APPLICATION BECAUSE WE ARE LOW ON THE PRIORITY LIST. WE PRINTED OUT THE AREAS OF THEIR CALCULATIONS AND WE DID REALLY WANT TO START DIGGING INTO HOW THE SAUSAGE IS MADE. THEY'RE TRYING TO MAKE THE POST-2002 FACILITY STANDARDS THAT WAS BUILT BEFORE THAT. WE'VE CREATED SEVEN NEW CLASSROOMS OUT OF LUNCH ROOMS AND THINGS LIKE THAT, AND THAT'S ACTUALLY WORKING AGAINST US. WE'VE INCREASED SQUARE FOOTAGE. YOU'RE ABLE TO WALK IN THE HALLS BY REMOVING BLOCKERS AND THAT IS WORKING AGAINST US. IT'S WHAT IT IS AND THEN MAYBE DR. CHAPMAN OR CHARLOTTE DIRECTOR REYNOLDS KNOW IF ONCE THE COMMISSION MAKES A RECOMMENDATION IF IT ASKED ME ABOUT GOOGLE LEGISLATION FOR APPROVAL OR DID THEY GET REMOVED FROM THE POINT. CHAIRMAN SCARLETT, I DON T KNOW THE STATUS OF THAT. I BELIEVE IT'S BEEN REMOVED AND IT'S SOLELY UP TO THE COMMISSION. PERHAPS IT GOES BACK TO THE SELECT COMMITTEE. THE OTHER CHALLENGE THAT WE HAVE IS THERE ARE TWO NEW MEMBERS TO THE COMMISSION SO THAT WE'LL HAVE JUST NOW ARE BEING SWORN IN FOR THAT ROLE. WE'RE GOING TO HAVE TO RE-EDUCATE THE COMMISSION THAT CURRENTLY SERVES ON THE SCHOOL FACILITIES. THE REAL HANG-UP IS THEY HAVE NO MECHANISM FOR EVALUATING THE HOUSING AND THE GROWTH IN TETON COUNTY. MAJORITY OF WYOMING COMMUNITIES, FAMILIES, AND CHILDREN DO NOT LIVE IN APARTMENTS, AND TETON COUNTY IS UNUSUAL IN THAT BECAUSE THAT IS WHERE PEOPLE LIVE AND WHERE FAMILIES ARE AS MUCH LIKE A MORE URBAN SETTING. THE STATE FACILITIES DEPARTMENT RULES AND REGULATIONS DON'T HAVE ANY WAY OF SAYING BECAUSE IN OUR COMMUNITY WE KNOW, WE CAN DRIVE AROUND, YOU CAN SEE ALL THE NEW APARTMENTS. WE KNOW THEY'RE GOING TO HAVE CHILDREN IN THEM BUT COMPLETELY WE'LL DISREGARD THAT ESTIMATE. UNTIL CHILDREN ARE IN THOSE PLACES, [01:15:01] THEY WILL NOT CONSIDER THAT WE HAVE A CAPACITY ISSUE. HOWEVER, EVEN BASED ON THEIR OWN RULES, WE'RE AT THE POINT WHERE THEY START LOOKING AT US. THEN, OF COURSE, BY THE TIME CHILDREN ARE IN THOSE NEW HOUSING DEVELOPMENTS OUR SCHOOLS ARE ALREADY AT OR OVER CAPACITY AND WE HAVE A PROBLEM WHEN JUST IT'S ALMOST TOO LATE. AS A BOARD AND AS A DISTRICT, WE HAVE DONE EVERYTHING WE CAN TO MITIGATE THE CROWDING WITHOUT CONSTRUCTION REMEDIES. UNFORTUNATELY, WE'VE OVER-FUNCTIONED IN A WAY AND IT'S ACTUALLY HURT US BECAUSE OF THE REMEDIES THAT WE MADE ON OUR OWN. WE ARE TRULY AT THE LAST END AND THAT WERE SOME OF THE COMMENTS THAT THE SELECT COMMITTEE ON SCHOOL FACILITIES NAMED. THEY SAID, WHAT DO YOU EXPECT THEM TO DO? THIS IS THE GROUP THAT SHOULD MAKE THE DECISION. WE NEED TO MAKE THIS DECISION. THEY'VE DONE EVERYTHING THEY CAN. WE'RE ALSO THE ONLY DISTRICT THAT'S COME FORWARD WITH 43 PERCENT OF THE FUNDING FOR THE PROJECT AT THE BRONC ACHIEVEMENT CENTER WITH LOCAL SUPPORT. I LIKE TO SAIL AND I LIKE COUPONS AND IT FEELS LIKE THAT'S WHAT THEY SHOULD BE LOOKING AT. THIS IS A REALLY GOOD DEAL, SO WE'LL HAVE A LOT MORE WORK TO DO ON THIS OVER THE NEXT SIX WEEKS AND I'M HOPING WE GET ON THE AGENDA APRIL 26TH, THERE'S NO GUARANTEE EVEN WITH ASKING FOR THE FUNDING THAT THEY WILL GRANT A SAFE PLACE. WE HAVE INVITED ON MULTIPLE OCCASIONS THEM TO COME AND HOST THEIR MEETING HERE IN THIS ROOM AND WE WILL ALLOW A REALLY NICE LUNCH AT THE HIGH SCHOOL TAKING OVER THERE AND BUYING LUNCH AND LET THEM EXPERIENCE IT. IT IS WHAT IT IS AT THIS POINT. WHAT THOUGHT I HAD IS PIANO. IF WE CAN WORK WITH ANY MOLDER AND REALLY TRY TO DIVIDE THE PROMPT TREATMENT CENTER AND DO PHASE I AND PHASE II AND FOCUS ON THE GENERAL MUSEUM PART OF IT. WITH THIS BET MONEY, WE'LL START MOVING FORWARD WITH THAT. THAT COULD POTENTIALLY HELP US WITH OUR SLIP BOARD MONEY. YES. THAT'S THE TREATMENT. SCARLETT, WHAT DOES IT TAKE TO MOVE UP IN PRIORITY TIME OR I'M BEING IF WE'VE DONE EVERYTHING ELSE? [LAUGHTER] DR. CHAPMAN. [INAUDIBLE]. IT'S A FORMULA. TRANSFER SCARLET AND TRUSTEE DORNAN, IT'S A FORMULA. HOWEVER, WHAT HURTS US IS ELEMENTARY STUDENTS' CLASSROOM SIZE IS 16 TO 1. YOU HAVE HIGH SCHOOLS, BECAUSE THE NUMBER IS 24, YOU'RE GOING TO SEE VERY FEW HIGH SCHOOL CAPACITY ISSUES. THAT'S PART OF THE FORMULA PROBLEM. THE OTHER PART OF THE FORMULA PROBLEM AS AN EXAMPLE, THE GYM CAN HOLD 125 STUDENTS PER HOUR COMPLETELY ACCEPTABLE FOR THE GYM. HOWEVER, OUR BOYS' LOCKER ROOM, OUR GIRLS' LOCKER ROOM, YOU CAN'T PUT MORE THAN 25 STUDENTS IN THERE AT ONCE. ESSENTIALLY, I HAVE A CAPACITY OF 50 IN THE GYM YET THEY SAY, I'M WASTING SEEDS. THE SECOND PART OF THAT WHICH THEY HAVE NOW REMOVED FROM THE FORMULA IS SUITABILITY. IS IT SUITABLE TO HAVE A MATH CLASS IN THE GYM? NO, IT'S NOT SUITABLE, BUT THAT HURTS US. THEY SAY THAT OUR OVERALL CAPACITY IS 1,006 STUDENTS, BUT THAT TAKES INTO CONSIDERATION THAT THE GYM IS BEING USED EVERY PERIOD OF THE DAY AT 125 STUDENTS. THAT'S NOT SUITABLE FOR THE LOCKER. WITHOUT USING THE LOCKER. EXACTLY. WHAT HAPPENS IS WE START TO CHANGE OUR PROGRAM DUE TO FACILITY AND LACK OF AVOIDING FACILITY. WHEN THE FACILITY IS DRIVING YOUR EDUCATIONAL PROGRAM, WE'VE GOT A PROBLEM AND WE'RE OUT OF ALIGNMENT AGAIN. WE CAN'T EVEN OFFER SOME OF THE THINGS THAT OTHER SCHOOL DISTRICTS CAN DO SIMPLY BECAUSE OF THE FACILITY. WE'RE HAVING TO MAKE SOME REALLY DIFFICULT CHOICES. [01:20:04] BUT OUR FACILITY SIZES WON'T CHANGE. HOW COULD WE EVER MOVE UP? A GOOD QUESTION. THE ONLY WAY WE CAN MOVE OUT IS THAT OUR ENROLLMENT CONTINUES TO CLIMB AND WE END UP BEING 100 PERCENT. THE PROBLEM THOUGH, EVEN WHEN OUR DISTRICT WAS AT 136 PERCENT CAPACITY FOR ELEMENTARY SCHOOLS IN 2015, WE WERE THE NUMBER 1 CAPACITY SCHOOL DISTRICT IN ELEMENTARY IN THIS STATE. THE FACILITIES DEPARTMENT WAS NOT CALLING AND SAYING, HEY, YOU'RE NUMBER 1 ON THE LIST, HOW CAN WE HELP? THEY BELIEVE IT TO THE SCHOOL AND THE SUPERINTENDENT AND THE DISTRICT TO ASK AND TO BRING IT FORWARD. THE STATE, THE PRIORITY LIST, HAS ALL THESE OTHER SCHOOLS AND DISTRICTS ON IT YET THEY'RE NOT SAYING WE HAVE A PROBLEM. LOOKING AT THE LIST, REALLY, THERE ARE NINE HIGH SCHOOLS THAT ARE ON THE LIST THAT ARE SOMEWHERE WHERE WE ARE, BUT THEY ARE LOOKING AT IT HOLISTICALLY. THE OTHER PART OF THE PROBLEM IS THEIR LIST IS REALLY OLD, IT'S FROM 2016. SOME OF THE SCHOOLS AND DISTRICTS ON THE LIST HAVE BEEN REPLACED, BEEN TORN DOWN, NO LONGER EXIST BUT THEY'RE STILL SAYING, OH, YOU'RE WAY DOWN HERE ON THE LIST BECAUSE IT'S OLD. WE'RE PROBABLY IN A LOT OF ISSUES, BUT I THINK PRIMARILY IS THERE IS NO MECHANISMS WITHIN THEIR RULES THAT THEY CAN ACTUALLY FORECAST THE FACT THAT WE HAVE ALL THESE UNITS UNDER CONSTRUCTION. ANOTHER DATA POINT THEY SHARED WAS FROM 2012. THERE WERE 1,000 UNITS BUILT IN TETON COUNTY. >> RESIDENTIAL. >>RESIDENTIAL UNITS BUILT IN TETON COUNTY, AND IT ONLY GENERATED 400 STUDENTS, I THINK IN THAT TIME. WELL, 1,000 UNITS ARE WHAT IS COMING ONLINE THIS YEAR. EVEN IF YOU USE THAT DATE AND SAID, AND WE ONLY GENERATED 400 HITS OUT OF THAT. IF WE'RE ADDING 1,000 RESIDENTIAL UNITS THIS YEAR, ADD THAT 400, WHICH IS THE COUNT WE GAVE THEM. THAT'S WHAT WE PREDICTED. BUT THEY DON'T EVEN LOOK AT IT. >> [INAUDIBLE]. >> IT SEEMED LIKE IT WAS A REALLY LOW NUMBER. >> THAT'S A REALLY LOW NUMBER. BUT ALL THE HOUSES THAT WERE BUILT WERE SHOOTING STAR. PRETTY CREEK. HOUSES THAT DON'T HAVE CHILDREN. >> BUT THAT'S NOT WHAT WE'RE SEEING COMING ONLINE NOW. WHAT WE'RE SEEING IS WORKFORCE AND AFFORDABLE HOUSING AND MULTIFAMILY HOUSING. WE'RE GOING TO SEE KIDS OUT OF IT WHICH IS TERRIFIC. IT'S A WONDERFUL THING FOR OUR COMMUNITY. BUT WHAT HAPPENS SLOWLY OVER TIME, OVER A 10-YEAR PERIOD, WE'RE SEEING OVER A 12-MONTH PERIOD AND WE WILL NOT HAVE THE OPPORTUNITY TO ADJUST. IF THAT'S THE MESSAGE THAT WE NEED TO DELIVER AND THAT'S HOPEFUL THEY WOULD BE WILLING TO HAVE THEIR MEETING HERE IN APRIL BECAUSE YOU CAN JUST DRIVE AROUND TOWN AND SEE EVERYTHING UNDER CONSTRUCTION. IF THAT DOESN'T MAKE A BELIEVER AND I'VE SHOWED THEM AERIAL MAPS, I'VE DONE ALL OF THAT. WE'VE REALLY PROVIDED EVERY OUNCE OF DATA. BUT SOMETIMES, SEEING IS BELIEVING AND UNDERSTANDING THAT HOUSING IN THIS VALLEY IS VERY DIFFERENT THAN HOUSING AND OTHER PARTS OF WYOMING AND THAT'S CHALLENGING FOR THEM TO BELIEVE THAT CHILDREN THAT LIVE IN APARTMENTS. >> LINCOLN [INAUDIBLE] >> YES. >> THEY'RE SPIKING UP JUST LIKE WE ARE, WHICH IS STAR VALLEY. >> TURBAN SCARLETT? >> YES. >> DID THEY ACCEPT OUR INVITATION? >> AS OF NOW, NO. BUT WE'RE NOT DONE. [LAUGHTER] >> ANOTHER QUESTION, BECAUSE THEY ARE NOT CONSIDERING APARTMENTS AS THIS INCLUDED IN THIS FORMULA TO CALCULATE STUDENTS. IS THERE A VEHICLE FOR US TO LOOK AT THEIR PROCEDURES POLICIES TO GET THAT CHANGED TO WHERE THEY WOULD BEGIN LOOKING AT THAT BECAUSE MY GUESS IS IN THE REST OF THE STATE, THERE'S TONS OF APARTMENTS WITH TONS OF KIDS LIVING IN THEM AS WELL. [01:25:01] IT'S NOT JUST OUR PROBLEM, IT'S GOT TO BE IMPACTING THE REST OF THE STATE AS WELL. >> BUT I'M GOING TO DEFER TO TRUSTEE PINGREE WHO HELPED CREATE THIS. [LAUGHTER] IT'S NOT A LEGISLATIVE SOLUTION, IT'S A CONDITIONS. >> A MONTH AGO, WE TALKED TO THE GOVERNOR. ZOOM, AND A COUPLE OF MONTHS WE'VE GOT AN HOUR WITH THEM AND EVERYONE RECOGNIZES THE PROBLEMS. IT'S NOT AS IF EVERYONE'S BLIND TO IT. IT JUST SUCH A DIFFICULT CONCEPT. THEY TRIED TO CREATE A FORMULA. WE'VE SEEN THE FORMULA CHANGE OVER THE YEARS. LIKE A NEW DIRECTOR WILL COME IN, A NEW DIRECTOR WILL GO OUT COMPETENCE AND THEY'LL CREATE A NEW FORMULA. THEY ALL THINK IT'S THIS BEAUTIFUL NEW FORMULA AND THEN THERE'S SOMETHING WRONG WITH THAT FORMULA. IT'S HARD TO CREATE A FORMULA THAT WORKS FOR EVERYTHING. THE BIG PROBLEM IS ELEMENTARY SCHOOLS, BUT ALWAYS HAPPEN TO US IS [INAUDIBLE] ALWAYS GOES TO THE TOP OF THE LIST BECAUSE THEY'RE ALWAYS INCREASING AND SO THEY ALWAYS HAVE A CAPACITY ISSUE BECAUSE IT'S ONE PER 16. IT'S REALLY EASY TO GET AN ELEMENTARY SCHOOL, BECAUSE THEY KEEP UP INTO THE TOP OF THE LIST. THE HIGH SCHOOLS NEVER MOVE UP BECAUSE YOU HAVE SO MUCH SQUARE FOOTAGE IN YOUR CURRENT DEAL. EVERY TIME I'VE SEEN A HIGH SCHOOL GET BUILT FOR NEW, IT'S BECAUSE OF LEGISLATOR WENT AND BLEW UP THE FORMULA AND JAMMED INTO A BILL. DUBOIS, TOM RIVER, TEN SLEEP. ALL THESE SMALL AND THOSE ARE PRETTY SMALL ONES. THEY WERE NEVER GOING TO GET TO THE TOP AND THEIR LEGISLATOR JUST SAID, THIS DOESN'T MAKE ANY SENSE AND THEY WENT IN AND STUCK IT IN A BILL. LET ME JUST SAY IT THIS WAY. THE SUPERINTENDENT AND THE CHAIRMAN'S CARLA ARE DOING EVERYTHING THEY CAN DO. THEY'VE DONE EVERYTHING THEY CAN DO. I THINK WE TRUST THE SYSTEM AND THE GOVERNOR JUST APPOINTED SOME NEW PEOPLE. HE TELLS US THEY'RE REALLY GOOD PEOPLE. WE NEED TO TRUST THAT THESE ARE GOOD VOLUNTEERS THAT HAVE VOLUNTEERED FOR A STATE BOARD AND THAT BELL HARRIS UNDERSTAND THE ISSUE AND OUR ROLE IS TO EDUCATE AND TO MAKE SURE PEOPLE SITTING ON THAT BOARD UNDERSTAND OUR CONUNDRUM AND HOPEFULLY THEY VOTE IN FAVOR. IF THEY DON'T, I THINK WE DID COME UP WITH PLAN B, BUT THERE'S PRETTY GOOD BOARD. WE WERE PRETTY GOOD AT FINDING PLAN B, BUT I DON'T THINK I'D THROW IN THE [INAUDIBLE], I THINK IT'S A SYSTEM. IT'S NOT A GREAT SYSTEM, BUT I DON'T KNOW HOW TO BUILD A BETTER SYSTEM. IT'S ONE OF THOSE TOUGH THINGS TO WRITE A FORMULA THAT TRIES TO ADDRESS EVERY TYPE OF SCHOOL ALL ACROSS RURAL AND CITY AND THEY TRY. >> WHO WRITES THE RULES? >> THAT BOARD DOES THE SCHOOL FACILITIES COMMISSION, THEY CREATE THE FORMULA. THE LEGISLATURE DOESN'T CREATE THE FORMULA, WHICH IS GOOD BECAUSE WHAT'S SUPPOSED TO HAPPEN IS THAT SCHOOL FACILITIES COMMISSIONERS SUPPOSED TO BE MORE FLEXIBLE AND RESPONSIVE. WHEN THE FORMULA IS NOT WORKING, THEY'RE SUPPOSED TO BE ABLE TO ADJUST QUICKLY, GET THOSE LEGISLATIVE [LAUGHTER] [INAUDIBLE] SYSTEM AND THAT SUPPOSEDLY THEY SHOULD BE ABLE TO ADJUST THAT FORMULA AS NEEDED. BUT IT'S FRUSTRATING. THE FORMULA HASN'T BEEN UPDATED SINCE, I DON'T KNOW THE LIST HAVEN'T BEEN UPDATED SINCE 2016 AND ITS BUREAUCRACY. THE GOVERNOR WAS VERY RESPONSIVE TO. HE UNDERSTOOD EXACTLY WHAT WE WERE SAYING. IT WAS OBVIOUS THAT HE'S HAD THIS CONVERSATION WITH OTHER SCHOOL DISTRICTS. I TRUST THE GOVERNOR WHAT HE SAID HE DOING? >> HE SAT ON A SCHOOL BOARD. >> HE SAID THAT TO US REPEATEDLY IN THAT MEETING. HE SAT ON THE SCHOOL BOARD THERE IN BUFFALO AND SO WE GOT WHAT WE WERE SAYING. BUT IT'S A TOUGH POINT. WE'RE SUCH A UNIQUE SCHOOL DISTRICT. WE JUST DON'T FIT THE MODELS VERY WELL. WE HAVE ALL THESE APARTMENTS AND WE A SCHOOL THAT WAS BUILT PRIOR TO THE RULES CHANGING. OUR SCHOOL WAS BUILT IN 2000S. RULES CHANGED IN 2002. THAT'S JUST A TWO-YEAR GAP, BUT IT'S A HUGE DIFFERENCE. HOW THEY COMPUTE THINGS GETS DIFFERENT. JUST A HUGE COMPLIMENT TO BOTH CHAIRMAN AND CHARLOTTE AND THE SUPERINTENDENT, THE AMOUNT OF EDUCATION THAT THEY'VE PROVIDED DOCUMENTATION. I KNOW WE CRUMBLE A LITTLE BIT AND VENT A LITTLE BIT BUT IT'S BEEN SO PROFESSIONAL, SO WELL DONE. [01:30:03] THEY CAN'T COMPLAIN THAT WE HAVEN'T GIVEN THEM SOME GOOD, SOLID EVIDENCE TO SUPPORT THAT DECISION. >> ONE OTHER QUESTION. ARE WE UP AGAINST SOME SEMANTICS WITH THE NAME OF OUR PROJECT BUT IT'S NOT AN ANNEX? >> I DON'T THINK SO. I DON'T THINK THAT IS. I NEVER SENSE THAT. WE'RE THE ONLY ONES COMING INTO THE ROOM AND SKIN IN THE GAME THAT GOT REPEATED OVER AND OVER AGAIN BY SENATORS AND REPRESENTATIVES THAT IS. >> THANK YOU FOR THE WORK. >> DIFFERENT QUESTIONS. WHY DO WE HAVE THE EMPLOYEE HOUSING AND GETTING THE LOAN FROM SLIP? SURE. >> THANK YOU, MR. CHAIRMAN. CHARLOTTE REYNOLDS. TRUSTEE, I HAD A CONVERSATION WITH THE STAFF AT SLIP. THEY INDICATED THAT OUR EMPLOYEE HOUSING PROJECT IS ELIGIBLE, IS COMPLETE, MEETS THEIR STANDARDS AND WE WILL KNOW ON APRIL 6TH IF THE SLIP BOARD OR IF SLIP APPROVES OUR LOAN REQUEST. BUT AT THIS POINT, ALL INDICATIONS ARE VERY FAVORABLE. WE ANTICIPATE THAT IT WILL BE ON THE CONSENT AGENDA WITH A STAFF RECOMMENDATION TO APPROVE. >> THANK YOU. >> THAT'S POSITIVE. [LAUGHTER] >> THE OTHER REPORT THAT I JUST WANTED TO CALL YOUR ATTENTION TO, FEBRUARY 8TH BOARD MEETING, YOU HAD THE FIRST READ OF THE CODE JBA DISCRIMINATION STUDENT COMPLAINT PROCEDURE. I JUST WANTED TO REMIND EVERYBODY, WE HAVE ADDED OUR ANTI-DISCRIMINATION POLICY IN THERE. THAT IS LISTED AS WELL AS IF SOMEONE HAS A COMPLAINT ABOUT THE NATIONAL SCHOOL NUTRITION PROGRAM THAT WILL BE SUBMITTED IMMEDIATELY TO THE USDA AND/OR THE WYOMING DEPARTMENT OF ED. OUR SECOND READ ON THAT WILL BE APRIL 12TH, AND SINCE THE FEBRUARY BOARD MEETING, WE HAVE NOT HAD ANY CHANGES OR RECOMMENDATIONS FOR MAKING ANYTHING DIFFERENT. JUST A MINI UPDATE. >> JUST TO REMIND YOU OF THE RULES FOR POLICY. FIRST STREET THEN YOU HAVE TO WAIT A MINIMUM OF 45 DAYS AND THEN YOU HAVE A SECONDARY TO APPROVE IT. SINCE 45, WE HAVE MEETINGS EVERY 30 DAYS SO WE THREW THEM UP MIDWAY POINT JUST TO REMIND EVERYBODY OF IT. >> I THINK THAT'S, ANY OTHER REPORTS FROM THE REPORT? WE CAN GET DOWN OR DO YOU WANT TO TAKE FIVE MINUTES? >> FIVE. >> LET'S TAKE FIVE [INAUDIBLE] STANDARD BASIS. ACTUALLY, BECAUSE WE HAVE ONE ON THE ACTION ITEMS LIST TONIGHT, [E. Action Items] CONSIDERATION OF WASTEWATER TREATMENT FACILITIES CONNECTION AND USE AGREEMENT. >> THANK YOU. [LAUGHTER] CHAIRMAN SCARLET. TRUSTEES, THERE IS A LENGTHY EXECUTIVE SUMMARY THAT I KNOW YOU HAVE ALL REVIEWED AND HAVE BEEN A PARTY TO THIS ISSUE FOR A LONG TIME. WE HAVE WORKED DILIGENTLY WITH THE REPRESENTATIVES FROM TOWN OF JACKSON FOR THIS NEW OR REVISED CONNECTION AND YOU USE AGREEMENT. I THINK GIVEN THE FACT THAT THERE'S SO MUCH INFORMATION THAT WE'VE ALREADY SHARED, IT MIGHT BE EASIER TO STAND FOR QUESTIONS, SO I DON'T HAVE A GROUND THAT WE DON T NEED TO CUT HER. >> TRUSTEE [INAUDIBLE]. >> ALMOST THE BUILDING GOING TO WORK. LET'S SAY SOMEBODY CONNECTS ON WE DOING THE BILLING. RIGHT NOW I LIVE IN RAPTOR J. I GET A BILL FROM THE TOWN OF JACKSON AND I PAY. ARE THE PEOPLE THAT ARE CONNECTED TO OURS GETTING A BILL FROM THE TOWN OF JACKSON, OR ARE WE BUILDING AND THEN SENDING ONE BIG CHECK TO THE COLLEGES? >> MR. CHAIR CHARLOTTE RENTALS, TRUSTEE GINGERY. [01:35:04] THE TOWN HAS BASICALLY DIRECTED THAT WE WILL BE THERE SINGLE CUSTOMER AND WE WILL PAY THE BILL. WE WILL HAVE TO WORK WITH OUR CURRENT SEWER OPERATOR CONTRACTOR TO FIGURE OUT THE BEST WAYS TO DETERMINE BILLING AND ALL OF THAT ONCE WE DO HAVE CONNECTORS TO THE SYSTEM. BUT THE TOWN WAS VERY CLEAR THAT WE ARE THEIR CUSTOMER AND THEY ARE NOT IN A POSITION TO READ METERS FOR US. THEY ARE NOT IN A POSITION TO FILL FOR US. THEY SEE US AS THEIR SINGLE CUSTOMER. >> THAT'S WHERE I UNDERSTOOD IF BUT I WANT TO MAKE SURE THAT THE MAJOR CHAIN, IF I UNDERSTOOD. WAS THERE OTHER BIG CHANGES? >> THAT I THINK WAS PROBABLY ONE OF THE LARGEST THAT THE METER READING, THE BILLING, THOSE ASPECTS OF THAT WHICH WILL HAVE INCREASED COST FOR US, WHICH WE WILL HAVE TO IF THE BOARD APPROVES THAT AGREEMENT AS PRESENTED, WE WOULD COME BACK TO YOU IN THE NEXT MONTH OR TWO MONTHS TO OUTLINE NOT ONLY THE UPDATE THE CURRENT FEE STRUCTURE, BUT ALSO FACTOR IN THESE ADDITIONAL EXPENSES. >> BUT MR. CHAIRMAN, THE ONLY OTHER THAN US MONGER, WE PASS THERE ON IT AND WHY NOT THEIR MAIN BUILDING AND THEN WHY DOC WITH ALL THEIR NEW RESIDENTIAL BUT WE COULD ESSENTIALLY SAID ONE BUILD WHY DOT. SO WHY DOT, SEND US A CHECK, HOW WE PASS THEM AS A CHECK. RIGHT NOW THAT'S OUR ONLY CUSTOMER. >> MR. CHAIRMAN, TRUSTEE GINGERY, THAT IS CORRECT. WE HAVE HEARD FROM A FEW OTHER FOLKS WHO ARE INTERESTED IN CONNECTING, BUT THEY UNDERSTAND THAT WE CAN'T MOVE ANYTHING FORWARD UNTIL THIS AMENDED AGREEMENT IS FINALIZED AND GO THROUGH THE TOWN'S PROCESS. BUT THAT IS CORRECT. AT THIS TIME, THE AGREEMENT RECOGNIZES WE DIDN'T PASS WHY DOT THEIR OFFICIAL BUILDING. THEY AND THEN THE DISTRICT THE TOWN HAS THOUGH APPROVED PENDING APPROVAL OF THIS AGREEMENT. THEY HAVE APPROVED WHY DOTS HOUSING PROJECT TO CONNECT. BUT AGAIN, IT'S WAITING FOR THIS PIECE TO COME THROUGH. YES, THAT IS CORRECT. >> [INAUDIBLE] >> MR. CHAIR I'M CHARLOTTE. WE AND PEST AND THE HIGHWAY DEPARTMENT, WILL THEY PAY A CONNECTION FEE IN ORDER TO CONNECT THROUGH OUR SEWER TO GET? YOU KNOW WHAT I'M GETTING? >> [LAUGHTER] MR. CHAIR, TRUSTEE MEAD, SO THE ANYONE AT THIS POINT WHO CONNECTS ON GOING FORWARD WOULD PAY A CONNECTION FEE PLUS THEN ADDITIONAL MONTHLY FEES. THAT WOULD BE WHAT WE WILL BRING BACK FOR THE BOARD'S CONSIDERATION, AN UPDATE TO THAT FEE SCHEDULE, BOTH THE CONNECTION FEE, THE MONTHLY FEES, AND ANY ADDITIONAL FEES THAT WE WILL BE INCURRING AS WE HAVE MORE CONNECTED. BECAUSE THE CURRENT FEE STRUCTURE IS NOW SEVERAL YEARS OLD AND SO IT'S RECOMMENDED THAT WE REVIEW THAT FEE SCHEDULE AND MAKE SURE THAT IT IS CURRENT AND INAPPROPRIATE. >> OKAY. THANK YOU, CHARLOTTE. >> [INAUDIBLE] >> A COUPLE OF QUESTIONS. I DID SOME RESEARCH ON THIS AND THANK YOU FOR SENDING THE ADDITIONAL DOCUMENTS. THIS IS LIKE A BIGGER ISSUE THAT I THINK WE ARE GOING TO SETTLE TONIGHT. BUT MY UNDERSTANDING, BECAUSE WE UPSIZED THE SEWER FROM 4-6 INCH FORCE MAIN, THE REASON FOR THAT WAS TO ALLOW OTHER PROPERTIES IN THE AREA THAT HAD FAILING SEPTIC SYSTEMS TO CONNECT TO IT. THAT IDEALLY WOULD HAVE HAPPENED THROUGH THE ISD WHICH THEN LATER FELL APART. IT SEEMS THAT BECAUSE OF THAT UPSIZING IT COULD CONCEIVABLY ALLOW ALL THESE OTHER PEOPLE TO CONNECT WHICH IS CREATING THE NEED TO DO THE METERING, TO DO THE READING, TO DO ALL THIS BILLING. IT JUST SEEMS THAT IT'S NOT SOMETHING THAT THE SCHOOL DISTRICTS MISSION TO DO. WE DID SOMETHING TO HELP [01:40:04] THE PUBLIC HEALTH AND SAFETY AND WELFARE OF THE WHOLE REGION WHICH IS GREAT. I FULLY SUPPORT THAT. THAT'S PART OF MY OTHER BUSINESS. BUT IT SEEMS LIKE THAT'S SOMETHING THAT'S MORE UNDER THE PURVIEW OF SAY THE COUNTY TO PROTECT PUBLIC HEALTH AND SAFETY AND WELFARE. IT'S LIKE THAT. I THINK IN THE FUTURE AND WE SHOULD LOOK AT OPTIONS AND POSSIBILITIES TO EITHER SUPPORT THE FORMATION OF AN ISD AGAIN WITH THE COUPLE OF ENTITIES THAT ARE ALREADY CONNECTED AND IN THE FUTURE PROPERTIES OR SEEING IF THE COUNTY MIGHT BE WILLING TO TAKE THIS ON. I DON'T KNOW, BUT I THINK IT'S JUST SOMETHING THAT WE NEED TO CONSIDER. IF IT WAS JUST A LINE THAT WAS JUST FOR US AND THAT WE'RE MAKING THAT LINE, THAT'S ONE THING, BUT BECAUSE IT WAS UPSIZED, NOW WE'RE BRINGING ON ALL THIS EXTRA COMPLEXITY WHICH I DON'T THINK WHEN THAT DECISION WAS MADE WAS THE BEST. THERE'S ALSO FROM WHAT I UNDERSTAND BECAUSE WE'RE TALKING ABOUT OTHER CONNECTIONS AND FUTURE BILLINGS AND EVERYTHING, THE ATTORNEYS CAN LOOK INTO THIS BUT APPARENTLY THERE'S AN EASEMENT ON THE MELODY RANCH PROPERTY FROM THE SCENIC PRESERVATION TRUST, MAYBE PETE YOU KNOW ABOUT THIS THAT DOESN'T ALLOW PRIVATE INDIVIDUAL TO CONNECT TO THE SYSTEM. IT CAN ONLY BE CONNECTED IF THERE ARE PUBLIC, SEMI-PUBLIC UTILITY COMPANY, GOVERNMENTAL ENTITY, DISTRICT OR SERVICE DISTRICT. THE IDEA THAT SOMEONE THAT HAVE A FAILING SYSTEM, LIKE A PRIVATE INDIVIDUAL COULD NOT ACTUALLY CONNECT TO THE SYSTEM THE WAY THIS IS WRITTEN AND THE WAY IT'S SET UP RIGHT NOW. >> JUST NEED A PRETTY LOOK. [INAUDIBLE] >> [LAUGHTER] AT LEAST I SAW HIM NOD INSTEAD OF [INAUDIBLE]. >> NO, I THINK YOUR SOUND IS GREAT. I JUST HAD A FEW COMMENTS ON IT. I MAY BE WRONG ON SOME OF THESE THINGS, SO IT'S GOOD THAT WE'RE DISCUSSING THEM. [LAUGHTER] BECAUSE I KNOW I ALWAYS UNDERSTOOD IF SOMEONE TOLD ME THIS AT SOME POINT THAT THE STATE IS PAYING THE COST TO PAY RENDEZVOUS ENGINEERING BECAUSE THEY CONSIDER THE LINE TO BE MAJOR MAINTENANCE. IF WE WERE EVER TO ALLOW AN ISD TO OWN IT OR THE COUNTY TO OWN IT, THE STATE WILL STOP PAYING THE COST. THE IDEA WAS THAT WE SHOULD HOLD ON TO THE MAIN TRUNK LINE BECAUSE THEN THE STATE OF WYOMING WILL CONTINUE TO PAY THAT WHATEVER 60-70,000 A YEAR THAT WE PAY RENDEZVOUS ENGINEERING TO MAINTAIN THE LINE. BUT I THINK THE COUNTY WOULD PROBABLY TAKE IT. I DON'T THINK THAT'S A BIG ISSUE. IF WE WANTED TO I THINK WE CAN PAY IT TO ANOTHER ENTITY. WORRY ABOUT AN ISD IN THE PAST. THERE WAS NO WORRY ABOUT AN ISD FORMING. THAT'S FINE ON HOG ISLAND IF THE ISD WAS LIKE A CUSTOMER. I LIKE THE IDEA OF THE ISD FORMING IN HOG ISLAND AND THEN THEY'D BE THE ONE CUSTOMER AND THEN WE DON'T HAVE TO DO ANY OF THE BILLING THAT ISD DOESN'T. >> EXACTLY. >> THE PROBLEM WITH ISD OWNING THE TRUNK LINE, [LAUGHTER] WE LOSE THE ASSET. BECAUSE IT'S A DEMOCRATICALLY ELECTED BOARD, POTENTIALLY WE HAVE NO CONTROL THERE. ALL OF A SUDDEN THIS ASSET TRUNK LINE THAT SERVED OUR SCHOOL, WE DON'T CONTROL IT ANYMORE. NOW, WE MAY DECIDE THAT'S OKAY, WE TRUST THE ISD TO KEEP ALLOWING US TO USE THAT, BUT THAT WAS PART OF THE CONCERN WITH TURNING THE TRUNK LINE OVER TO THE ISD. ISD IS STILL A GOOD IDEA AND THE OTHER THING I HAD HEARD AND I WAS MAY BE INCORRECT WAS THAT IF WE CONVEY THE TRUNK LINE TO ANYONE, THE STATE WOULD STOP PAYING THE MAJOR MAINTENANCE AND WE'D PROBABLY INVESTIGATE THAT TO MAKE SURE THAT IT'S TRUE. IF IT'S NOT TRUE I THINK THE COUNTY WILL JUST TAKE THE TRUNK. WHY NOT? I THINK THEY'RE FINE WITH THAT. THE THING ON THE [INAUDIBLE] PROPERTY, I THINK WE ALL KNOW IF THIS WAS A MISTAKE. AT THE TIME THE ENGINEER WAS SAVING US, I CAN'T REMEMBER, IT WAS LIKE 40 GRAND. CUTTING A CORNER, BECAUSE IF WE WENT TO THE SOUTH PARK LOOP AND THEN DO THE 90 DEGREE, IT WAS JUST EASIER TO CUT ACROSS FROM [INAUDIBLE] PROPERTY AND IT CAUSED TWO PROBLEMS. ONE BEING THE SCENIC PRESERVE TRUST ISSUE AND THE SECOND BEING [INAUDIBLE] ACTUALLY, HE HAS TO APPROVE EVERY PERSON THAT GETS TIED ON. >> I THINK I GOT IT CHANGED. >> WE GOT IT CHANGED. >> THAT'S OFF THERE. >> [INAUDIBLE] [BACKGROUND] >> YOU JUST HAVE TO NOTIFY. >> YOU START TO TELL HIM THAT'S STILL THERE. BECAUSE I HAVE TO TELL HIM THAT WE'VE CONNECTED SOMEONE. [01:45:03] I THINK IN THE FUTURE IT MIGHT BE WORTH [NOISE] INVESTIGATING, HOW MUCH IT WOULD COST TO JUST GO TO THE CORNER AND TAKE THE FREE AND GET OFF THAT PROPERTY. IT MIGHT BE THAT SIMPLE. THOSE ARE ALL GREAT IDEAS AND I THINK WE NEED TO DO THIS TONIGHT. AT LEAST TO GET THE COUNTING DONE. BUT I THINK YOU'RE RIGHT TRUSTEES ON WE NEED TO NOT LOSE MOMENTUM AND COME UP WITH A PLAN AS TO WHAT WE'RE GOING TO DO LONG TERM BECAUSE THAT'S WHY I WAS ASKING THE VERY BEGINNING. I DON'T WANT TO DO ALL THOSE BILLING STAFF. I KNOW WHY THE TOWN WAS TRYING TO GET RID OF IT. [OVERLAPPING] [NOISE] READING METERS AND I'M SURE [INAUDIBLE] WILL ENJOY THAT GOING TOWARDS THE DOOR. [LAUGHTER] [BACKGROUND]. >> [INAUDIBLE] IT'S A BIT LONGER. [OVERLAPPING] >> MR. CHAIRMAN. [BACKGROUND] ACTUALLY I MEAN, IF THE STATE'S PAYING FOR WHAT QUALIFIES AS MAJOR MAINTENANCE, WHAT RENDEZVOUS IS DOING NOW, WILL THEY CONSIDER METER READING AND BILLING? MAJOR MAINTENANCE I THINK. [BACKGROUND] >> ACTUALLY [INAUDIBLE]. [BACKGROUND] >> [LAUGHTER] MR. CHAIR, I WAS WAITING FOR THE MOMENT TOO. >> SORRY. [LAUGHTER] >> JUST KEEP WAVING, WE'LL SEE YOU. EVENTUALLY. [LAUGHTER] >> I AM RATHER SHORT BEHIND HERE. MR. CHAIR, WE DO RECEIVE MAJOR MAINTENANCE TO MAINTAIN THE LINE. HOWEVER, WE DO NOT RECEIVE ADDITIONAL MAJOR MAINTENANCE FOR THE LINE. JUST BECAUSE WE NOW HAVE THIS ADDITIONAL ASSET, DOES NOT MEAN WE'RE GETTING ADDITIONAL MONEY FROM THE STATE TO MAINTAIN IT, BECAUSE AS THEY CALCULATE MAJOR MAINTENANCE, LOOKING AT YOUR SQUARE FOOTAGE, THAT SORT OF THING, THEY DON'T FACTOR IN HOW MANY LINEAR FEET OF A SEWER LINE YOU HAVE, AND ADD TO YOUR FUNDING IN THAT WAY. ADDITIONALLY, THEY DO NOT FUND SERVICE AGREEMENTS, WHICH IS BASICALLY WHAT WE HAVE WITH RENDEZVOUS ENGINEERING. WE WOULD CERTAINLY NEED TO, I THINK IT'S VERY APPROPRIATE FOR US TO TAKE A LOOK AT THIS OVERALL. THE FEES, THE EXPENSES, ALL OF THAT ASSOCIATED WITH THE OPERATIONS OF THE SEWER LINE, CONSIDERING WHAT IT WOULD LOOK LIKE TO ADD IN ADDITIONAL CONNECTEES AND ALL OF THOSE. THEN WHAT WOULD AN ISD STRUCTURE LOOK LIKE? WE HAVE SPOKEN WITH SARAH VENGAN, WHO I BELIEVE IS ON, TO START LOOKING AT WHAT OUR OPTIONS MIGHT BE. >> MR. CHAIR. >> YES, TRUSTEE MEAD. >> I WAS THERE WHEN WE DID THE SIZING AND IT WAS ON THE RECOMMENDATION OF THE ENGINEER. IT WAS THE TOWN THAT DIDN'T WANT US TO HAVE ANY MORE THAN A 4-INCH PIPE BECAUSE THEY WERE TRYING TO LIMIT DEVELOPMENT OF THE COUNTY. JIM STANFORD AND PETE MULDOON KIBOSHED THE IDEA OF THE 4-INCH PIPE. THEN WE REDESIGNED FOR A 4-INCH PIPE AND THEN ENDED UP WITH THE COUNTY SAYING, NO, WE REALLY WANT YOU TO DO A 6-INCH. THAT'S HOW ALL THAT WENT WITH $343,000 CAUSED BY THE INTRANSIGENT FOR A TOWN COUNCIL. I DON'T SAY THAT LIKELY, IT JUST MADE ME SO MAD THAT THEY CAUSED THE SCHOOL DISTRICT AND THE STATE $343,000 JUST BECAUSE, BECAUSE. [LAUGHTER] BUT THAT'S ALL RIGHT, THEY'RE NOT IN OFFICE ANYMORE. [LAUGHTER] >> SEND THEM THE BILL. >> BUT WE ARE. [LAUGHTER] >> ANY OTHER QUESTIONS FOR STAFF? NO? THANK YOU. WE'LL NOW OPEN IT UP FOR RIVETING PUBLIC COMMENT ABOUT THE [INAUDIBLE] SEWER LINE. [LAUGHTER] ANY COMMENTS ON THE SEWER LINE? WE ARE HAVING CONTINUED TECH ISSUES. WE'RE WORKING THROUGH THIS. WE'RE GOING TO HAVE A NEW SYSTEM BUT WE'RE NOT ABLE TO TAKE PUBLIC COMMENT VIA WEBEX. PUBLIC COMMENTS CLOSED. WE'LL BRING IT BACK TO THE BOARD. DO WE HAVE A MOTION? >> MR. CHAIRMAN. >> YES. >> I MOVE TO APPROVE THE FIRST AMENDMENT IN FULLY RESTATED WASTEWATER TREATMENT FACILITIES CONNECTED IN USE AGREEMENT WITH THE TOWN OF JACKSON AS PRESENTED WITH MINOR MODIFICATIONS DEEMED NECESSARY BY LEGAL COUNSEL. >> SECOND. >> THAT WAS SUBMITTED BY TRUSTEE GINGERY AND SECONDED BY TRUSTEE CARLIN THAT WE [01:50:04] APPROVE THE FIRST AMENDED AND FULLY RESTATED WASTEWATER TREATMENT FACILITIES CONNECTION AND USE AGREEMENT WHILE THE TOWN OF JACKSON, AS PRESENTED WITH MINOR MODIFICATIONS DEEMED NECESSARY BY LEGAL COUNSEL. BOARD DISCUSSION COMMENCE. NO. SEEING NONE. THIS IS MY BABY. [LAUGHTER] [BACKGROUND] >> FEWER SINCE I STARTED ON THE BOARD. >> YOU AND I SAT DOWN, FIRST BOARD MEETINGS, OUR VERY FIRST, AND MR. LARA WAS SITTING THERE WITH US TALKING ABOUT THE SEWER LINE. [LAUGHTER] >> I NEVER FOLLOWED. [LAUGHTER] >> WE'LL GO AHEAD AND VOTE. ALL THOSE IN FAVOR OF THE MOTION. >> [OVERLAPPING] AYE. >> ANY OPPOSED? IT WAS UNANIMOUS. NEXT MOVING INTO THE CONSENT AGENDA. THIRTEEN ITEMS. [F. Consent Agenda] 1, APPROVAL OF STAFF CONSIDERATIONS AND REPORTS MARCH 2023. APPROVAL OF EXECUTIVE MEETING MINUTES FOR FEBRUARY 8TH, 2023. 3, APPROVAL OF MINUTES OF FEBRUARY 8TH, 2023, REGULAR MEETING. 4, APPROVAL OF FEBRUARY 2023, CHECK REGISTER. 5, APPROVAL OF SOLUTION TREE INC. PURCHASE AGREEMENT. 6, APPROVAL OF THE HANOVER RESEARCH PURCHASE ORDER. 7, APPROVALS OF REGION V BOCES SERVICE AGREEMENT. 8, APPROVAL OF SNAKE RIVER, MEP PURCHASE ORDER TO REPLACE WATER HEATERS AT THE JHHS. 9, APPROVAL OF THE TLC ELECTRIC INC. PURCHASE ORDER TO REPLACE THE EMERGENCY GENERATOR AT WILSON ELEMENTARY SCHOOL. 10, APPROVAL OF THE UPDATED SCHWABACHER GROUND LEASE AGREEMENT. 11, APPROVAL OF CENTER OF THE ARTS SUBLEASE AGREEMENT. 12, APPROVAL OF BOARD MEMBER TRAVEL. 13, APPROVAL OF CONSENT AGENDA. DO WE HAVE A MOTION? >> MR. CHAIR, BEFORE WE MOVE ON THAT, I WOULD ASK THAT WE REMOVE ITEM 10. I HAVE SOME QUESTIONS ABOUT THAT ITEM. >> THAT IS SCHWABACHER? >> YES. >> THAT'S NUMBER 10. ANY OTHER ITEMS TO BE REMOVED? LET'S MOVE THROUGH THE CONSENT AGENDA FIRST AND THEN WE'LL DEAL WITH THE REMOVED ITEM. >> MR. CHAIR, I MOVE TO APPROVE THE CONSENT AGENDA ITEMS 1-9 AND ITEMS 11, 12, AND 13 AS PRESENTED. [OVERLAPPING] >> SECONDED. >> THAT IS MOVED BY TRUSTEE MEAD, SECONDED BY TRUSTEE GINGERY, THAT WE APPROVE ITEMS 1-9 AND 11-13 ON THE CONSENT AGENDA. ANY OTHER DISCUSSION? >> ALL THOSE IN FAVOR, PLEASE SAY AYE. >> [OVERLAPPING] AYE. >> OPPOSED? NO. THAT WAS UNANIMOUS. NUMBER 10, THE UPDATED SCHWABACHER LEASE AGREEMENT. I'M TURNING IT OVER TO THE STAFF. DO YOU HAVE AN EXPLANATION OR DO YOU HAVE A DIRECT QUESTION? >> I HAD A DIRECT QUESTION. THE PROVISIONS OF THIS DOCUMENT ALLOW PEOPLE TO LIVE AT SCHWABACHER WHO ARE EITHER EMPLOYEES OR ARE QUALIFIED BUYERS OR SOMETHING OF THAT NATURE. IN ONE PROVISION, WHICH IS IN ARTICLE 5, IT TALKS ABOUT THE INCOME ELIGIBLE BUYERS, AND IT TALKS ABOUT INCOME ELIGIBILITY, AND UNDER 5.1B, (III), IT TALKS ABOUT, WHAT HAPPENS IF YOU'RE AN INCOME-ELIGIBLE BUYER? ONCE YOUR ELIGIBILITY IS DETERMINED, NUMBER 3 SAID THAT THERE'S NO CONTINUING OBLIGATION. ONCE AN APPLICANT QUALIFIES AS AN INCOME-ELIGIBLE BUYER AND CLOSES ON THE RESIDENTIAL UNIT, ANY FUTURE CHANGES IN INCOME AND NET ASSETS OF THE HOUSEHOLD SIZE SHALL HAVE NO FORCE OR EFFECT UPON THE OWNER'S CONTINUED OWNERSHIP OF THE PROPERTY. FURTHER ON, IT PROVIDES THAT YOU MAY NOT OWN ANOTHER RESIDENCE IN TETON COUNTY, [01:55:06] YOU MUST MAKE THIS RESIDENCE YOUR PRIMARY RESIDENCE. I STILL DON'T LIKE THIS, NO CONTINUING OBLIGATION BECAUSE THE WHOLE PURPOSE OF TETON COUNTY SCHOOL DISTRICT HAVING THESE AFFORDABLE UNITS IS SO WE CAN PROVIDE SOME AFFORDABILITY TO PEOPLE IN OUR DISTRICT WHO NEED IT AND IT'S HARD FOR ME TO SEE THESE PEOPLE WHO ARE NOT EMPLOYEES OF THE DISTRICT. THEN IF THEY WIN THE LOTTERY, THEY GET TO STAY THERE INDEFINITELY AND WE LOSE THAT OPPORTUNITY TO PROVIDE HOUSING FOR OUR PEOPLE. BUT I RECOGNIZE THAT SINCE WE HAD DONE THIS DEAL MANY YEARS AGO, AND THIS IS FOR GILIAN PROBABLY, HAVE THERE BEEN ANY ACTUALLY INCOME ELIGIBLE BUYERS OR HAVE ALL THE PEOPLE WHO HAVE OBTAINED THOSE UNITS BEEN SCHOOL DISTRICT MEMBERS? >> TRUST ME CURRENTLY, THE UNITS HAVE ONLY SWITCHED RESIDENCE. I THINK WE'VE HAD FOUR UNITS COME AVAILABLE, AND THEY HAVE FIRST BEEN OFFERED TO TETON COUNTY EMPLOYEES. THEN WE GO THROUGH A LOTTERY SYSTEM BECAUSE WE'VE HAD UP TO 46 APPLICANTS FOR EACH OF THE UNITS. IF THE BOARD WANTED TO, THE BOARD COULD ACTUALLY SAY, NO, WE'RE GOING TO BUY IT, AND THEN [INAUDIBLE] SO YOU CAN LET IT OUT OR LEASE IT OUT. BUT THAT'S NOT THE DIRECTION OF THE BOARDS COUNCIL. THESE ARE ALL CURRENTLY OCCUPIED BY TETON COUNTY SCHOOL DISTRICT EMPLOYEES. THEN IF WE DIDN'T HAVE ANY EMPLOYEES THAT WANTED THEM, THE BOARD DIDN'T WANT THEM, THEN THE AGREEMENT SAYS THAT THE COMMUNITY HOUSING TRUST COULD PULL SOMEBODY FROM THEIR LIST WHO IS NOT ASSOCIATED WITH THE DISTRICT. I THINK THAT'S WHY THAT COMPONENT IS IN THERE. BUT I WILL CERTAINLY DISCUSS WITH SARAH, WE CAN TAKE THAT OUT. THE PURPOSE THAT WE BROUGHT THIS FORWARD WHERE THERE ARE SOME THINGS IN THERE THAT WE DIDN'T FEEL COMFORTABLE WITH, FOR EXAMPLE, A RETIREE CAN STAY FOR FIVE YEARS. THAT IS ABSOLUTELY NOT THE PURPOSE OF THESE HOUSING UNITS. THAT WAS OUR PURPOSE IN BRINGING THIS FORWARD, BUT IF WE HAVE OTHER EDITS, I THINK WE'RE FINE TO MOVE FORWARD WITH ANY OTHER SUGGESTIONS. >> WELL, AS I RECALL, WE ALREADY DID A 99-YEAR LEASE AND I'M 50 YEAR OLD BUT IT HASN'T BEEN THERE THEN. [LAUGHTER] MY BACK MAY NOT BE GOOD, KRISTIN, BUT [LAUGHTER] I WAS TRYING TO FIGURE OUT WHY WE'RE DOING THIS AND THIS IS AN AGREEMENT THAT THE BUYERS ENTERED FOR 99 YEARS. I FIGURED WE'D BETTER GET IT REALLY TIP-TOP SHAPE BEFORE WE PASS IT ON. MY QUESTION WAS RAISED BECAUSE I KNOW THAT ONLY QUALIFIED BUYERS ONLY COME ALONG IF IN ALL SCENARIOS THERE SOME SCHOOL DISTRICT EMPLOYEES SCHOOL DISTRICT DOESN'T WANT THE UNIT [NOISE]. I THINK THAT WOULD BE A RARE THING TO HAPPEN, BUT I'M WONDERING IF WE CAN GET RID OF THAT REVISION. >> SO IT WOULD BE ROMAN NUMERAL 5B (III). >> 5B (III). >> THREE NOT TWO. I THINK AGAIN NO CONTINUING OBLIGATION. YES. >> GREAT. >> IT'S ON PAGE [INAUDIBLE] FIX THAT. >> MS. KRISTIN ARE YOU SUGGESTING THAT I GUESS ON AN ANNUAL BASIS PEOPLE WOULD HAVE TO SHOW US THEIR INCOME IN ORDER TO STAY? >> NOT NECESSARILY. I DON'T REALLY KNOW HOW TO GET AT THAT, BUT I THINK ONCE WE GET INTO HAVING THINGS FOLLOWED BY BUYERS, IT ACTUALLY DISADVANTAGES OUR OWN EMPLOYEES WHO YOU DON'T HAVE TO WORK FOR THE DISTRICT OR THEY HAVE TO IN 60 DAYS SELL YOUR UNIT AND THESE SO-CALLED QUALIFIED BUYERS STILL DON'T HAVE TO DO ANYTHING. >> I DON'T DISAGREE WITH YOU. I THINK I WAS GOING TO POINT OUT THE COUNTY WITH ALL THEIR WORKFORCE HOUSING, IT IS ON AN ANNUAL BASIS AND THERE'S ACTUALLY A FULL-TIME EMPLOYEE THAT YOU HAVE TO TURN IN SHOW THAT YOU WORK HERE FOR THREE HOURS, A WEEK, AND THAT YOU'RE GET TO WORKFORCE HOUSING, AND YOU ACTUALLY HAVE TO TURN IN YOUR TAX RETURNS TO SHOW AND THEY SEARCH THROUGH THE ENTIRE RECORD TO MAKE SURE YOU HAVE BUY A HOUSE WITHIN MILES. [02:00:05] IT'S A LITTLE BIT TIME-CONSUMING. I DON'T THINK IT WOULD BE THAT TIME-CONSUMING BECAUSE I'M GUESSING WE MIGHT END UP WITH ONE OR TWO SOMEDAY. IF WE'RE GOING TO REMOVE THAT, I THINK IT NEEDS TO GET REPLACED WITH SOMETHING THAT SAYS, WE DO CARE ABOUT YOUR INCOME LEVEL AND WE WANT YOU TO REAFFIRM YOUR INCOME LEVEL ON AN ANNUAL BASIS OR SOMETHING SO THAT WE HAVE SOME ABILITY. BECAUSE THE PROBLEM IS YOU'VE GOT TO WRITE IT IN THERE SOMEHOW THAT FORCES THEM BECAUSE THEY'RE ALREADY LYING IF TELL YOU MY FINANCIAL STUFF. NO, IT SAYS HERE YOU HAVE TO SHOW US YOUR FINANCE. >> WELL, THIS WOULD BE THE OBLIGATION OF THE COMMUNITY TRUST. I WOULD GUESS THEY WOULD HAVE LANGUAGE IN SOME OF THEIR AGREEMENTS. >> IS THIS SOMETHING YOU WANTED TO DO WITH THIS ONE RIGHT NOW OR AT A LATER DATE? >> WELL, THIS ONE IS SUPPOSEDLY AFTER WE APPROVE IT, IT'S GOOD FOR 99 YEARS. >> IT WILL BE GOOD. SORRY, TRUSTEE MEAD AND CHAIRMAN SCARLETT, IT WOULD BE GOOD FOR THE APPLICANT FOR THE UNIT THAT WE HAVE OPEN NOW. OUR PREVIOUS OWNERS, THEIR LEASE IS THEIR LEASE. THIS IS JUST BECAUSE WE'VE GOT A UNIT OPENING THIS SUMMER, AND SO WE WANTED TO GET THIS DONE SO THAT WE CAN ADVERTISE FOR THE UNIT, AND THE NEW HOMEOWNER WOULD SIGN THIS LEASE AND MOVE IN BY AUGUST. >> WELL, THEN I DON'T HAVE ANY OBJECTION FOR THAT UP ON THAT BASIS. BUT IN THE FUTURE [INAUDIBLE] >> I JUST WANTED TO SHOW OFF THAT I'D ACTUALLY READ THE AGREEMENT. [LAUGHTER] [NOISE] >> [INAUDIBLE] DO WE HAVE ANY PUBLIC COMMENT ON THIS? ANY PUBLIC COMMENT? PUBLIC COMMENTS, SEEING NONE. I WILL TAKE A MOTION. >> MR. CHAIRMAN, I MOVE TO APPROVE THE UPDATED TETON COUNTY AGREEMENT AS PRESENTED. >> SECOND. >> [INAUDIBLE] TRUSTEE [INAUDIBLE] SECONDED BY TRUSTEE CARLIN TO APPROVE THE UPDATES TO THE SCHWABACHER GROUND LEASE AGREEMENT AS PRESENTED. ANY OTHER CONVERSATION AMONGST THE BOARD? GOOD JOB TRUSTEE MEAD. [LAUGHTER] ALL THOSE IN FAVOR, PLEASE SAY AYE. >> AYE. >> ANY OPPOSED? I DON'T SEE ANY OPPOSED. >> DR. CHAPMAN, YOU HAVE SOMETHING FOR US. >> I DO. TRUSTEES ON THE CONSENT AGENDA, YOU APPROVED THE INDIVIDUAL WHO WILL BE THE SUPERINTENDENT FOR EDUCATIONAL SERVICES AND THAT TONIGHT WITH THAT STAFFING CONSIDERATION APPROVAL, DR. SCOTT CHRIS WILL BE THE ASSISTANT SUPERINTENDENT BEGINNING JULY 1. IN HIS NEW ROLE, HE WILL BE RESPONSIBLE FOR OVERSEEING THE DAY-TO-DAY OPERATIONS OF EDUCATIONAL COMPONENTS FOR THE SCHOOL DISTRICT. HE'LL BE WORKING DIRECTLY WITH ALL THE PRINCIPALS AND WE WILL BE POSTING THE PRINCIPAL POSITION FOR JACKSONVILLE HIGH SCHOOL SHORTLY AND SO WE'RE VERY EXCITED AND CONGRATULATIONS TO DR. CHRIS. [APPLAUSE] >> IN ADDITION, DR. CHRIS JUST WAS APPOINTED BY THE GOVERNOR TO THE STATE BOARD OF EDUCATION IN CHEYENNE, SO WE WILL BE LEANING ON HIM HEAVILY AS WE HAVE A REPRESENTATIVE ON THAT BOARD. [LAUGHTER] CONGRATULATIONS ON THAT TOO DR. CHRIS. [APPLAUSE] I HAVE A COMMENT, [G. Communication] JOE, THERE HAS BEEN WAITING PATIENTLY ALL NIGHT. >> [INAUDIBLE] [LAUGHTER] >> THREE MINUTES. >> THREE MINUTES. >> IT WILL BE [INAUDIBLE] >> [LAUGHTER] KATE WILL COME ACROSS. [LAUGHTER] GOOD EVENING. I'D LIKE TO THANK THE BOARD CHAIRMAN BILL, SUPERINTENDENT CHAPMAN AND IMMEDIATE COLLEAGUES, [02:05:02] FACULTY, ALL THE DIFFERENT DEPARTMENTS. I AM PUMPED TONIGHT FIRST OFF, TO THANK YOU FOR THE GOLD STANDARD PLAN THAT WE'VE HAD WITH HEALTH INSURANCE, AND MY GOAL IS TO HELP MESSAGE TO THE FACULTY HOW IF WE END UP EVEN HAVING HIGHER PREMIUMS FOR THE NEW RFP, THAT THAT CAN STILL SAVE EMPLOYEES A LOT OF MONEY. FOR INSTANCE, MR. GINGERY MENTIONED THE HIGH NUMBER OF ORTHO INJURIES IN JACKSON, ALONG WITH THAT. [NOISE] EXCUSE ME, RIGHT NOW WE HAVE 30 VISITS PER INCIDENT, WHICH IS PRETTY MUCH UNHEARD OF WITH OTHER POLICIES. IF A NEW RFP CAME IN, WHERE THE PREMIUM WAS NOT TO GO UP, IF THEY WENT DOWN TO 20 VISITS, THAT WOULD BE AN INCREASE OF $2,500 CASH PER FAMILY, PER FAMILY MEMBER. IF THEY CAME DOWN TO 10, WHICH A LOT OF COMPANIES HAVE, THEN YOU'RE LOOKING AT $5,000 PER FAMILY MEMBER. WHY IS 30 VISITS IMPORTANT? I THINK IT'S IMPORTANT BECAUSE THE YOUNGER ATHLETES THAT WOULD ALSO BE COVERED WITH THIS ARE GOING TO HAVE A BETTER RESULT. THEY HAVE LESS OF A CHANCE OF HAVING LIFETIME INJURIES THAT OCCUR FROM BEING INJURED AT YOUNGER AGES. THIS IS ALSO IMPORTANT BECAUSE WE HAVE CHIROPRACTIC ACUPUNCTURE AND MOST IMPORTANTLY, WE HAVE A GREAT NUMBER OF MENTAL HEALTH VISITS, NOT JUST FOR ADULT, BUT PER STUDENT. DEPENDING ON WHAT STATISTIC YOU LOOK AT, UNFORTUNATELY, WE'RE USING THE TOP THREE FOR TEEN SUICIDE. THAT'S ANOTHER IMPORTANT THING. I'M JUST TRYING TO GET THE MESSAGE OF DETAILS THAT COME IN WITH NEW POLICIES. ALONG WITH THIS, WE SEE A NEW RFP COME IN, LOWER PREMIUMS BUT WITHOUT THE SAME BENEFITS. WE'RE ALSO LOOKING AT AN INCREASE IN THE DEDUCTIBLE AND AN INCREASE IN THE OUT-OF-POCKET. THESE EXPENSES ARE THE MOST EASILY PORTRAYED AS FAR AS STILL BEING A SAVINGS OR A LOSS, JUST DIVIDING THROUGHOUT 12 MONTHS. I THINK EMPLOYEES CAN GET A PRETTY EASY UNDERSTANDING OF WHERE THEY'RE ACTUALLY STILL GOING TO SAVE VERSUS IF THEY'RE JUST LOOKING AT THE PREMIUM, THEY'RE GOING TO LOSE. I THINK IT'S THE MESSAGING HERE THAT I'M TRYING TO JUST GIVE EXAMPLES WHERE IF WE CAN GET A POSITIVE MESSAGE, THEN PEOPLE WILL REALIZE THAT THEY'RE BEING LOOKED AFTER. THE EMPLOYEES' CONCERNS ARE TAKEN THE MOST INTO ACCOUNT AND THAT'S FOR MORALE. SORRY, THAT'S THREE MINUTES. >> YOU CAN WRAP UP. >> WHAT'S THAT? >> YOU CAN WRAP. >> OKAY, THANKS. SO I THINK BOTH ARE ALL VERY CRITICAL ASPECTS OF LOOKING AT NEW RFPS THAT COME IN. ALSO VERY IMPORTANT IS THE CAP ON MAJOR MEDICAL. SOMEONE GETS CANCER, IF A COMPANY COMES IN WITH A LESS OF A CAP ON MAJOR MEDICAL, IT'S PRETTY EASY TO WRAP UP $1 MILLION ON ANY SUBSTANTIAL ILLNESS ANYMORE, SO I THINK IT'S REALLY IMPORTANT TO LOOK AT THE CAP AS FAR AS THAT GOES, BUT ALSO WITH CANCERS, THE DRUGS THAT ARE PRESENTLY COVERED, MIGHT BE UNDER THE CATEGORY OF EXPERIMENTAL OR NOT EXPERIMENTAL. BUT THAT'S ANOTHER ONE OF THE DETAILS I THINK THAT COMES IN WITH THE NEWER COMPANY AND TO BE ABLE TO WEIGH THE BENEFITS VERSUS LOSS. I THINK THAT IT HAPPENS MORE OFTEN THAN WE THINK. WE ALL HAVE FRIENDS THAT HAVE GOTTEN PARKINSON'S, CANCER, THINGS LIKE THAT. SO I DO BELIEVE THAT THE MORE THE MESSAGE CAN GET OUT, THE MORE THE EMPLOYEES ARE GOING TO SEE WHERE THERE ISN'T REALLY THE LOSS THAT MIGHT BE PERCEIVED IN THE BEGINNING. THAT'S PRETTY MUCH IT. THEN I'LL STOP AT THIS. A LOT OF THE ORTHO INJURIES AREN'T LIKE TEETH AND HIGH SCHOOL JUMPING OFF THE KELLY CLIFFS. IT'S JUST A LOT OF THE ACL INJURIES THAT PEOPLE SUSTAIN, OUR FRIENDS AND EVERYTHING, ARE JUST SIMPLE SKIING MOVEMENTS, TURNING, KICK TURNS. IT'S NOT LIKE THEY'RE HANGING IT OUT. I THINK THAT'S TRUE WITH HORSE RIDING AND SKIING. I HAD MY MAJOR ACCIDENT JUST CROSS-COUNTRY SKIING A YEAR AND A HALF AGO. I'M GETTING A DRY MOUTH. [LAUGHTER] THAT'S AFTER STEALING ONE OF THE SELTZERS FROM UPSTAIRS JULIAN. [LAUGHTER] I JUST WANTED TO SAY THANK YOU AND MY GOAL WAS JUST [02:10:05] TO PRESENT A POSITIVE MESSAGE THAT WE CAN, HOPEFULLY, BETTER MESSAGE. BECAUSE I THINK IN THE PAST THAT'S BEEN SOMETHING THAT A LOT OF PEOPLE DON'T LOOK AT HEALTH INSURANCE CLOSELY AND A LOT OF THE EMPLOYEES ONLY LOOKED AT THE PREMIUM COSTS. THAT WAS MY GOAL. I HOPE IT WENT ACROSS AND AGAIN, THANK YOU TO EVERYONE AND ALL THE DEPARTMENTS AND EVERYTHING LIKE THAT. THAT'S ALL. >> IT'S GOOD TO SEE YOU, JOE. >> THANKS. >> THAT'S THE FIRST TIME I'VE SEEN JOE SINCE THE LAST NIGHT HE SERVED ON THE BOARD. [LAUGHTER] IN HERE. ANYWAYS, ANY OTHER PUBLIC COMMENT? TO THE INDICATIONS, TO THE BOARD, ADD THE NUMBER. WE HAD EIGHT OR NINE LETTERS BEING RECEIVED SINCE THE LAST MEETING. A LOT OF THANK YOUS FOR OUR WORK ON THE FLEX DAYS NEXT YEAR. I THINK WE DID REALLY GOOD ON THAT. COMMUNICATIONS FROM THE BOARD. MR. GINGERY. >> MR. CHAIRMAN, JUST FOLLOWING UP WITH WHAT MR. LOWER WAS JUST SAYING, I THINK HE'S MAKING AN EXCELLENT POINT. I WOULD HOPE KRISTIN WOULD CONSIDER. I THINK I SAID EARLIER, BOY, I JUST WANT TO FIND THE LOWEST BID. I THINK JOE DID A REALLY NICE JOB OF REMINDING US THAT LOOKING FOR THE LOWEST BID ISN'T ALWAYS THE RIGHT THING. HOPEFULLY, IT'S THE LOW BID, BUT ALSO KEEPING THE SAME LEVEL OF BENEFITS. I DON'T THINK WE WANT TO REDUCE BENEFITS DOWN AND I REALLY APPRECIATE JOE REMINDING US OF THAT, AND HOPEFULLY WHEN WE'RE EVALUATING THIS NEXT MONTH, IF WE DO GET THIS, THAT WE REMEMBER BOTH SIDES OF IT, THAT WE'RE LOOKING FOR LOW BIDS, BUT WE'RE ALSO NOT WANTING TO DIMINISH THE GREAT BENEFITS. I THINK JOE SAID IT REALLY NICELY, IT REALLY PROVIDES NICE BENEFITS TO OUR EMPLOYEES AND I THINK OUR EMPLOYEES KNOW. THE SECOND THING JUST TO QUESTION THE SUPERINTENDENT. WILL WE SEE SOME TIME THIS SUMMER OR SOME TIME, ARE WE GOING TO REPLACE THE BOILERS AT MUNGER MOUNTAIN? IS THAT IN THE PLAN OR MAYBE A HARD WATER SOFTENER TO BUY AND TO BUY SOME SALT? [LAUGHTER] >> DO YOU WANT TO [OVERLAPPING] I'VE COVERED ENOUGH GROUND OF [INAUDIBLE] [LAUGHTER] WE CAN TURN THE BOILERS OVER TO THE EXPERT. >> [INAUDIBLE], MR. CHAIR, TRUSTEE GINGERY, ALL THE BOILERS AT MUNGER MOUNTAIN ARE UP AND OPERATING. YES, WE'RE COLLECTING INFORMATION ON A QUOTE AND WE ARE GOING TO RECOMMEND AND LOOK FOR FUNDING TO PUT IN BOTH A WATER SOFTENER AND A WATER CONDITIONER SYSTEM, AND I THINK THE PAYBACK ON THAT WILL BE WELL WORTH IT. I THINK THAT IT'S ESSENTIAL WE DO THAT. >> THANK YOU. [BACKGROUND] >> NOBODY? >> MR. CHAIRMAN. >> YES. >> IN THAT LIGHT, ARE THERE OTHER FACILITIES THAT WE HAVE THAT NEED THE SAME TYPE OF EQUIPMENT SO WE'RE NOT LOOKING AT THE SAME ISSUES AT SOMEPLACE ELSE? >> [INAUDIBLE] AGAIN. MR. CHAIR AND TRUSTEE ABRAHAMS, WE ACTUALLY HAVE WATER CONDITIONER, WATER SOFTENERS AT A NUMBER OF OUR FACILITIES ALREADY, SO THERE ISN'T A GREAT NEED FOR ADDING ADDITIONAL. I WILL SAY THAT BEING A HOG ISLAND RESIDENT AND KNOWING THE HARD WATER DOWN THERE, THAT SCHOOL I THINK STANDS ALONE IN THAT IT NEEDS TO BE DONE. I THINK THE OTHER SCHOOLS, THERE IS NOT A NEED FOR THAT. THANK YOU. >> THANKS. ANY QUESTION? NO? FUTURE AGENDA ITEMS SCHEDULING AND TOPICS. I KNOW WE'VE PUSHED BACK. BETSY, YOU MENTIONED UNIVERSAL [INAUDIBLE] UNIVERSAL DESIGN, AND I BELIEVE WE'LL TRY NEXT IN APRIL? >> YES. >> OTHER EDUCATIONAL MOMENT? >> ALL THAT WILL BE [INAUDIBLE] >> ANY OTHER COMMENTS OR ITEMS? >> THE ONLY OTHER ONE, MR. CHAIR, DAN MAYER, THE EXECUTIVE DIRECTOR OF REGION V BOCES HAS REQUESTED TO DO A PRESENTATION TO THE BOARD AND REQUEST THE MILL LEVY BE CONSIDERED BY THIS BOARD. I WAS THINKING MAYBE MAY 8TH WOULD BE APPROPRIATE TIME FOR THAT? >> MAY 8TH. >> [OVERLAPPING] MAY 8TH. SO [INAUDIBLE] MEETINGS. YEAH, IT'S FINE. REVIEW OF MEETING. [02:15:05] >> THAT WAS A FUN ONE. [LAUGHTER] >> YEAH, THAT'S TRUE. THAT SUMS IT UP. [LAUGHTER] ADVANCED PLANNING. [H. Advanced Planning] >> THE ONLY ADDITION I WOULD ADD, MR. CHAIR AND TRUSTEES, TOMORROW NIGHT WE HAVE A FAMILY UNIVERSITY THAT'S ONLINE, BOTH IN ENGLISH AND IN SPANISH AT 6:30. YOU DO HAVE TO REGISTER IN ADVANCE, BUT IT DEALS WITH STUDENTS' ANXIETY AND DEPRESSION. BUT IT'S OPEN FOR EVERYBODY AND HOPE FOLKS CAN CONNECT. >> MARCH 14TH, SPECIAL OLYMPICS OPENING CEREMONIES AT THE HIGH SCHOOL. >> 7:00 PM. >> 7:00 PM. THAT'S ALWAYS A FUN ONE TO SHOW UP FOR. I HAVEN'T BEEN INVITED TO THE DANCE YET, KEITH. [LAUGHTER] ANYTHING ELSE? >> I'LL MOVE TO ADJOURN. >> MOVING TO SECOND. ALL IN FAVOR PLEASE SAY AYE. >> [OVERLAPPING] AYE. * This transcript was compiled from uncorrected Closed Captioning.
