WE'RE GOING TO START WITH THE PLEDGE OF ALLEGIANCE. >> >> NOW IF I COULDN'T HAVE EVERYBODY, THERE WAS A TRAGIC, HORRIFIC EVENT THAT HAPPENED AT A SCHOOL IN NASHVILLE COUPLE OF WEEKS AGO. ASKING EVERYBODY FOR A MOMENT OF SILENCE. THANK YOU. TRUSTEE INGRID, WOULD YOU PLEASE CHOOSE SOMETHING FROM OUR VISION OR MISSION STATEMENT? >> WE'LL DO WHAT WE VALUE. WE VALUE OUR STUDENTS. WE VALUE OUR TRUST, KINDNESS, AND RESPECT. WE VALUE CHALLENGING STANDARDS. WE VALUE FAIRNESS AND EQUITY. WE VALUE RESILIENCE AND PERSEVERANCE. WE VALUE PERSONAL ACHIEVEMENT. >> THANK YOU. THEN WE'LL MOVE ON TO THE APPROVAL OF THE APRIL 12TH, [B. Approval of the Agenda] 2023 REGULAR MEETING AGENDA. >> I MOVE TO APPROVE THE APRIL 12TH, 2023 REGULAR MEETING AGENDA AS PRESENTED. [OVERLAPPING] >> MOTION BY TRUSTEE CARLIN AND SECOND BY CHAIRMAN THE NAME THAT WE APPROVE THE AGENDA OF APRIL 12TH, 2023 REGULAR MEETING AS PRESENTED. ANY COMMENTS? NOW WE VOTE. ALL THOSE IN FAVOR, PLEASE SAY AYE. >> AYE. >> OPPOSED. HEARING NONE. BRINGS US TO DR. CHAPMAN. [C. Superintendent's Report] >> THANK YOU TRUSTEES AND MEMBERS OF THE AUDIENCE. I'M DELIGHTED. WE HAVE SEVERAL CELEBRATIONS. I'D LIKE TO ASK COACH SHANE RAYMOND COME UP AND START WITH OUR SPECIAL OLYMPIAN CELEBRATIONS. COACH. [BACKGROUND] [APPLAUSE]. >> WELL, THIS IS A FRACTION OF OUR SPECIAL OLYMPIANS. WE ACTUALLY HAD 20 ATHLETES THIS YEAR, WHICH I BELIEVE IS THE LARGEST NUMBER OF ATHLETES WE'VE HAD OUR WINTER SKIING PROGRAMMING, WE GOT 23 KIDS SKIING THIS YEAR. WE HAD FOUR BRAND NEW ELEMENTARY STUDENTS. MS. KATE DID A GREAT JOB ADVOCATING FOR HER KIDS AND GETTING THEM INVOLVED IN THE PROGRAM. FIRST-TIME SKIERS, THEY SKIED THE BIG COURSE WITH THE OLDER KIDS, DID AN AMAZING JOB. I PROBABLY SAY IT EVERY YEAR THAT REALLY WAS ONE OF MY FAVORITE YEARS. JUST TO SEE THE AGE DIFFERENCES WE HAVE NOW FROM ELEMENTARY KIDS ALL THE WAY UP TO MS. ANDRE HERE, WHICH I WANT TO POINT OUT. IT'S OUR LAST OLYMPICS TOGETHER WITH ME AS THEIR COACH. WE'VE BEEN WORKING TOGETHER LAST DECADE, 10 YEARS WE'VE BEEN DOING THIS. SHE'S GOT AMAZING ATHLETE FOR ALL THREE SEASONS THAT WE PARTICIPATE. SHE'S MOVING ON. SHE'LL BE WITH THE ADULTS NEXT YEAR. BUT SUPER PROUD OF HER AND EVERYTHING SHE'S DONE FOR OUR PROGRAM AND SHE'S BEEN A LEADER FOR OUR STUDENTS. I'D JUST LIKE TO GIVE HER AROUND OF APPLAUSE. [APPLAUSE] FINALLY I WANT TO SAY THANK YOU BECAUSE WE ARE ONE OF THE BEST REPRESENTED SPECIAL OLYMPICS PROGRAMS IN THE STATE. WE JUST ARE SPOILED. WE APPRECIATE IT. I KNOW THE PARENTS, THE TEACHERS, ALL THE COACHES, TAKES AN ARMY TO GET 20 KIDS OUT ON A MOUNTAIN. WE COULDN'T DO IT WITH THE SUPPORT OF THE BOARD AND THE DISTRICT AND EVERYBODY ELSE. WE THANK YOU. >> GOOD. >> CONGRATULATIONS. [APPLAUSE] >> THE OPENING CEREMONIES THIS YEAR, WE'RE PARTICULARLY SPECIAL, SO IT'S A REAL TREAT TO SEE THEIR SUCCESS. NEXT, I'D LIKE TO ASK COACH CODI HANSEN TO COME UP AND TALK ABOUT ALPINE CHAMPIONS. YOU CAN STAY IN GLASS. >> NUMBER ONE. THANK YOU FOR HAVING US BACK. [00:05:02] WE HAD A GREAT SEASON. WE HAD A FEW PERSONAL MILESTONE FOR ME. THIS IS MY 20TH YEAR IS THE HEAD COACH OF THIS TEAM. TWENTY-EIGHT ATHLETES. JUST AS IF YOU DID, I'M GOING TO DO SOME QUICK INTRODUCTIONS HERE. THIS IS PHENNA HUTCHINSON USING HEAVY HANDED OUT SOME STATISTICS TO YOU AND SORRY THAT WE'RE STILL GOING OLD SCHOOL WITH PAPER BUT S-WAVES AND [LAUGHTER] I LEFT BEING HERE WAS ALSO ONE OF OUR CAPTAINS AND HE'S HANDING OUT THE SAME PROGRAM THAT WE PROVIDE SINCE WE ALWAYS PUT ON THE STAGE AND GIVE YOU GUYS ARE TWO OF OUR SENIORS, THEY ARE TWO OF OUR CAPTAINS. THESE TWO GUYS HAVE BEEN WITNESS TO REPORTING YEARS AND HAS SINCE IT'S BEEN A GREAT YEAR, YOU CAN HAVE INTERVIEWED OR TIP AMONG ME THAT I'M SAFE FOR US TO DO THEIR BEST THERE. THIS RIGHT HERE IS TJ CONNELL. MANY OF YOU CAN TELL HIM FROM JUST HELPING OUT, GETTING WITH ALL THE TECHNOLOGY, BUT HE IS ALSO ONE OF OUR ASSISTANT COACHES AND HELPS US ON THE DAILY AND THE MOUNTAINS. THIS IS MASON. MASON JUST JOINED US THIS YEAR THAT CAME FROM THE NORDIC PROGRAM AND JUST ADDED A TON OF LIFE TO OUR PROGRAM RIGHT HERE, THIS BREATH LAYING, THESE ARE FRESHMEN ON THE TEAM. THEY BATTLED INTO DIVERSE, EFFICIENT EVERY SINGLE TIME TROUT WENT TO THE REGIONALS WITNESSES CAN STARE AT AND IS ALSO A REGIMENS. WE HAVEN'T AS CRAZY AS YOU CAN SEE, WHERE ARE REPRESENTED BY THE MALES HERE THERE ARE FEMALES, MUST BE ON THE SOCCER PITCH OR SOMETHING LIKE THAT. ON THE RIGHT IS PARKER ONE OF OUR FRESHMEN. HERE WE GO WITH NICO YEOMANS. YOU JUST JOINED US THIS YEAR. JACK SLOAN, HE'S BEEN WITH US FOR TWO YEARS NOW HE ALSO WENT TO A REASONABLE NUMBER THAN A TEAM WYOMING. TRAVIS JOINED THIS YEAR. FIRST, FOR THE OVERALL IN WYOMING BOYS AND GIRLS PLACE IN GUYS. HE ALSO WENT TO THE REGIONALS EVERYTHING IS THERE ARE AVOIDED THROUGH ONE CRAZY THING ABOUT WASTEWATER. WE HAD 18 THIS YEARS WE HAD A LOT OF COMPETITION WHICH MEANT THEY HAD TO NOT ONLY PERFORM AND TIME TRIALS GET ON THE SPOT, BUT THEN CONTINUE PERFORMING. I'LL JUST SAY THAT OUT OF MOST OF THESE GUYS, WE KEEP TRACK OF WHERE THEY WOULD HAVE FIT IN IN THE VARSITY. EVEN IF THEY SPEED AS JD, WE LOOK AT THEIR TIME, I'LL SEE YOU THERE TO FIT IN. WE WOULD HAVE HAD 12 OF OUR 18 BOYS FIT IN THE TOP 15 OF THE STATE WHEN YOU START LOOKING AT THEIR POINTS AND STUFF LIKE THAT. IT'S JUST AMAZING HOW GOOD ARE WASTING TO US THIS YEAR. WE'VE NEVER HAD THAT IN ALL MY YEARS HAVE JUST THIS SOLID AS A TEAM. ONCE AGAIN, THANK YOU FOR HAVING US AND THANK YOU FOR YOUR SUPPORT WITH ALPINE PROGRAM. [APPLAUSE] DON'T WANT TO FORGET THIS IS WAYNE BRANTLEY WAY. THIS HAS BEEN GREAT TO HAVE HIM BACK BECAUSE HE USED TO COACH ME 20 YEARS IN UNIVERSE, HE WAS ASSISTANT AND WE BOTH HAVE CO HEAD COACH WAY BACK WHEN AND SINCE IT'S EMBRACING THE PROGRAM, HE CAME BACK IN A MINUTE. IT'S JUST NICE TO HAVE IT POSTED AS SOON THESE STEPS, I WANT TO KNOW IF YOU KNOW, YOU'VE GOT IT. THANK YOU. [LAUGHTER]. >> OUR NEXT GROUP OF HONOREES WILL BE SPEECH AND DEBATE. COACHES BONDI GAGNON AND PAYTON. COME ON UP AND TELL US ABOUT YOUR CHAMPIONS. >> LIKE COACH ANSON WAS SAYING, I'VE BEEN COACHING FOR QUITE A BIT, FOR 14 YEARS, BUT THAT LOOKS LIKE NOTHING COMPARED TO MY ASSISTANT COACH WHO'S LOST COUNT ON HOW MANY? [LAUGHTER] SOMEWHERE IN THE 35-YEAR RANGE. FANTASTIC SEASON FOR US. WE WENT TO 12 REGULAR SEASON TOURNAMENTS, TOOK NO LOWER THAN THIRD PLACE AT ANY OF THOSE TOURNAMENTS. THEN WE HAD OUR CULMINATING TOURNAMENTS THIS YEAR. INTERESTINGLY, THE NATIONAL QUALIFYING TOURNAMENT WAS BEFORE STATE TOURNAMENTS, SO WE ENDED ON OUR STATE TOURNAMENT. THERE'S A LOT OF WEATHER DRAMA WITH OUR NATIONAL QUALIFYING TOURNAMENT. WE HAD HALF OF THAT TOURNAMENT VIRTUALLY AND THEN HAVE THE REST OF IT THE FOLLOWING WEEKEND. WE WERE LUCKY ENOUGH TO COME AWAY WITH TEN NATIONAL QUALIFIERS THIS YEAR. VERY EXCITING FOR THAT. THAT WILL TAKE PLACE IN JUNE IN PHOENIX THIS YEAR. IT WILL BE THE 26TH CONSECUTIVE YEAR THAT THE TEAM HAS COMPETED. I THINK IT'S THE 36 OVERALL YEAR THAT WE'VE COMPETED AT THE NATIONAL TOURNAMENT. VERY EXCITING STUFF WE HOSTED IN JANUARY THIS YEAR, [00:10:01] WHICH WAS A LITTLE BIT EARLIER. THANK YOU TO EVERYBODY IN THE ROOM WHO JUDGED FOR US BECAUSE I KNOW THERE'S A FEW OF YOU OUT THERE. THOSE OF YOU WHO HAVEN'T JUDGED YET, WE HAVE A FUNDRAISER COMING UP FOR THAT NATIONAL TOURNAMENT. YOU'LL BE GETTING AN E-MAIL FROM US TO SEE IF YOU CAN JUDGE FOR US. TODAY, WE HAVE A FEW OF OUR COMPETITORS HERE THAT WE'RE ALL STATE AT THE STATE TOURNAMENT THIS YEAR IN SPEECH AND DEBATE, WE WERE IN THE 3A CATEGORY. THAT HAS TO DO WITH THE NUMBER OF OVERALL SPEECH PROGRAMS AND THEY SPLIT IT INTO THIRDS. WE'RE ALWAYS RIGHT ON THE CUSP, BUT THIS YEAR WE WERE IN 3A. I'D LIKE TO INTRODUCE LAUREN, WHO'S CEO, WHO IS OUR DOUBLE THREE, A STATE CHAMPION. SHE WAS A STATE CHAMPION IN CONGRESS, AND SHE AND OSCAR WERE STATE CHAMPIONS IN PF DEBATES. CONGRATULATIONS TO THEM. WE HAVE J LEE AND ALEXIS WHO WERE ALL STATE IN PF DEBATE AS WELL, TAKING THIRD PLACE IN 3A. JACKSON ASIA BREWERY, WHO IS OUR 3A STATE CHAMPION AND EXTEMPORANEOUS SPEAKING. THEN VENTURA GARCIA PEREZ, WHO WAS AN ALL-STATE COMPETITOR IN CONGRESSIONAL DEBATE. A COUPLE OF OTHER STUDENTS WERE ALSO ALL STATE, BUT THEY ARE DOING OTHER ACTIVITIES LIKE THE PLAY. I GOT REALLY GREAT SEASON, ABOUT 18 KIDS ON THE TEAM. THEY'RE ALL REALLY SPECIAL. SIX SENIORS THIS YEAR GRADUATING. THANK YOU AGAIN FOR HAVING US. >> THANK YOU. [APPLAUSE] >> YOU CAN SEE WE HAVE A LOT OF STUDENTS ENGAGED IN ACTIVITIES AT A VERY HIGH LEVEL. IT'S BEEN A TERRIFIC WINTER SEASON FOR OUR STUDENTS AND OUR STAFF. THE NEXT ITEM ON OUR SUPERINTENDENT'S REPORT IS THE DISTRICT LEADERS REPORT. IF THERE ARE ANY QUESTIONS, WE'LL BE HAPPY THAT SOMEONE IN THE ROOM WILL BE HAPPY TO ANSWER [LAUGHTER] >> TRUSTEE, AGREY. >> DEANNA, WATCH, LOCK IT UP. JUST WANTING TO KNOW I SAW THE LIST OF THE THINGS YOU WANT TO BID OUT FOR THERE YOU ARE BUILDING UP FOR THE SUMMER, JUST WONDERING IF THE BOARD NEEDS TO RE-PRIORITIZE ANY OF THOSE. I KNOW YOU HAVE A REAL PROBLEM AT THE HIGH SCHOOL AND JACKSON ELEMENTARY SCHOOL WITH BRUCE. I SAW THEM UP THERE TODAY SHOWING THE ROOF. JACKSON ELEMENTARY, THE WATER'S JUST POURING IN, LABOR AS FAST AS THEY COULD OUT THE DOOR AND THEN IT LOOKS LIKE YOU'RE GOING TO NEED SAND BAGS BECAUSE WHAT THEY'RE TAKING OFF THE ROOF IS GOING TO COME RIGHT BACK INTO THE SCHOOLS. YOU'RE GOING TO PUT SAND BAGS LIKE WE'VE DONE IN THE PAST. I'M JUST WONDERING WHAT THE PLAN IS. PUT A NEW ROOF ON, WHERE WE FIND THE MONEY TO PUT A NEW ROOF ON. I'D LIKE YOU DID A GREAT JOB THIS WINTER AND HE BROUGHT THOSE PEOPLE IN FROM OUT-OF-STATE, GOT THEM UP THERE ON THE ROOF AS QUICKLY AS POSSIBLE TO TRY TO DO SOME EMERGENCY STUFF THAT'S HARDER TO BRING STUFF IN THE WINTER. WHEN I WAS OUT THERE, THEY ARE THEY LOOK ALL THE SOFTENS JUST GONE. IT'S NOT EVEN THERE ANYMORE. I'M NOT SURE THAT IT LOOKS LIKE THAT'S YOURS EXTERIOR SERRATION. WHAT IS THE PLAN. [LAUGHTER] >> MR. CHAIR, JESSICA GINGRICH. YES, THAT THE PLAN IS SO CURRENTLY, I GUESS JUST A BIG VIEW, WE'VE COMPLETED THREE ROOF REPLACEMENT OVER THE LAST COUPLE OF YEARS. THE ROOFS THAT ARE OF CONCERN ARE DAVEY JACKSON ELEMENTARY SCHOOL, THE HIGH SCHOOL, AND ALTA ELEMENTARY. WE'RE ALSO HAVING LEAKING OVER THERE. AS YOU NOTED, WE INVESTED SOME FUNDS A COUPLE OF YEARS AGO AT DAVEY JACKSON ELEMENTARY, AND THAT PROJECT WAS LARGELY SUCCESSFUL, WE IN THE PAST, IT WAS MY UNDERSTANDING THAT THERE WERE LEAKS THROUGHOUT THE BUILDING, BUT PARTLY ASSOCIATED WITH THOSE LIGHT TUBES THAT ARE IN A GROUP. WE WENT AHEAD AND DID SOME CORRECTIONS ON THE MEMBRANE OVER THE GYM AND THEN AS YOU CAN SEE, WE DID HIT ALL OF THE SKYLIGHTS. THAT ONE ROOF OVER THE KINDERGARTEN WING. OBVIOUSLY, IT'S STILL GIVING US PROBLEMS. I THINK THERE'S A COUPLE DIFFERENT THINGS GOING ON AND THE SEVERITY OF THE LEAKING THIS SPRING, WE THOUGHT, IS PARTLY ASSOCIATED WITH THE ICE DAM THAT OCCURRED. THE GUYS WERE UP ON THE ROOF AND THEY'RE SAYING THEY'RE STANDING IN A FOOT OF WATER ON AN ASPHALT SHINGLE ROOFS, SO YOU'RE BOUND TO HAVE SOME LEAKING WHEN THAT HAPPENS. I THINK THERE'S A COUPLE OF THINGS HAPPENING. MY PLAN IS TO ASK FOR COMPONENT FUNDING FROM THE STATE TO REPLACE THE HIGH-SCHOOL ROOF AND DAVEY JACKSON ALL SAID TOGETHER, [00:15:04] THE TWO OF THOSE WE ESTIMATE COULD BE $6 MILLION TO COMPLETE THOSE ROOFS, WHICH IS A SIZABLE AMOUNT GIVEN THE AMOUNT WE GET EVERY YEAR AND THE OTHER DEFERRED MAINTENANCE, LIKE THE SOFFIT AND OTHER PIECES OF EXTERIOR BUILDINGS THAT NEED TO BE ADDRESSED AT MULTIPLE SCHOOLS. THAT'S WHAT I WAS PLANNING ON DOING. I REQUESTED COMPONENT FUNDING FOR THE HIGH SCHOOL ROOF AND THE MIDDLE SCHOOL ROOF DURING THE LAST FISCAL SESSION AT THE STATE WAS DIDN'T MAKE IT TO THE TOP OF THE LIST, SO I'M PLANNING ON DOING THAT AGAIN THIS YEAR. THEN I ALSO BROACH THE SUBJECT WITH MISS REYNOLDS ABOUT POTENTIALLY GOING TO THE STATE AND ASK ME FOR SOME EMERGENCY FUNDING. I'D LIKE TO REPLACE THE ROOF OVER THAT KINDERGARTEN WING AT DAVEY JACKSON AND THEN DO SOME MORE EXTENSIVE ROOF REPAIRS AT THE HIGH SCHOOL. TO GIVE US SOME TIME TO PERHAPS BE SUCCESSFUL AT THE COMPONENT FUNDING AND OR EXPLORING OTHER OPTIONS. >> MR. CHAIRMAN? >> YES. >> IF YOU HAVE THE EMERGENCY FUNDING, COULD YOU DO THE CONSTRUCTION THE SUMMER ON BOTH THE HIGH SCHOOL AND JVS >> MR. CHAIR, TRUSTEE, I'VE THOUGHT ABOUT THAT. I'M NOT CERTAIN I CAN DO TO THE CLIMATE. I DO. WE HAVE A VERY GOOD RELATIONSHIP WITH KODIAK ROOFING, WHO DID THE MIDDLE-SCHOOL COULTER AND IT'S WORKING ON THE DAVEY JACKSON RIGHT NOW. I'M DEFINITELY POSING THAT QUESTION THAT IF WE HAD TO DO AN EMERGENCY SOME EMERGENCY WORK, COULD YOU HELP US OUT? I'M OPTIMISTIC BUT NOT CERTAIN. >> THANKS. >> THANKS. >> TRUSTEE GINGRICH. [NOISE] >>IT WAS HERE. IS MY IT [LAUGHTER] THERE? >> SHOWING UP, SIR. >> JESSICA CAN YOU GO THROUGH AND WHAT'S BEEN GOING ON? I KNOW I ALTHOUGH THE INTERNET KEEPS GOING DOWN, MOST OF THE TEACHERS HAVE SHUT DOWN ALL THEIR TECH LAST WEEK. NOBODY HAS BEEN ABLE TO GET ON ANY OF THE TECHS. YOU WALK US THROUGH THAT. NOT ONLY I KNOW WHAT THAT IS, IT'S THE INTERNET CONNECTION. I GUESS A, WHAT IS IT? IS THERE A SOLUTION LIKE CAN WE GET OFF OF THAT SYSTEM? YOU DON'T KNOW A DIFFERENT SYSTEM. THEN NUMBER TWO, PEOPLE HAVE BEEN SITTING ON THE PHONE FOR HOURS WITHOUT OR CAN WE GO WITH A DIFFERENT SYSTEM? IS ALBERT DON'T SEEM TO BE WORKING. >> MR. CHAIR, TRUSTEE GINGRICH, A LOT OF BIG QUESTIONS IN THAT. BUT LET ME TRY TO START WITH THE MOST IMMEDIATE, THE INTERNET ISSUES. I HAVE BEEN IN CONTACT WITH ONE OF THEIR TIER TWO TEXTS OVER THE LAST FEW DAYS. WE'VE BEEN BASICALLY GOING IN AND TRYING DIFFERENT REMEDIES. MY UNDERSTANDING IS TODAY WAS BETTER THAN IT WAS MONDAY AND TUESDAY. JUST TRYING TO MONITOR AND STAYING IN TOUCH WITH K12 ON THE STATUS, WE'VE REBOOTED ROUTERS? I THINK PART OF IT, I DON'T THINK THE WHOLE ISSUE WAS THAT AS WE CAME BACK, A LOT OF THE APPS AND THINGS ON DEVICES, WE'RE UPDATING, BLOGGING THINGS DOWN PRETTY SIGNIFICANTLY. NOW THAT SOME OF THAT UPDATING HAS BEEN COMPLETE, IT LOOKS LIKE THAT IS HELPING SOME ALONG WITH SOME OF THE REBOOTING OF THE ROUTERS, COLTON AND KAYLA FROM THE TECH TEAM WENT INTO A COUPLE OF SCHOOLS USING THAT AS A TEST CASE, IDENTIFYING THE SCHOOLS, SPECIFICALLY JACKSON AND COULTER REACHED OUT AND SEEM TO BE HAVING THE MOST ISSUES, BUT AGAIN, ONGOING CONVERSATIONS WITH K12 TRYING TO BASICALLY DETERMINE THE CAUSE AND THEN GOING IN AND FIXING. BUT WE ARE SEEING FASTER CONNECTION SPEEDS THAN WE WERE ON MONDAY, TUESDAY, THAT IMMEDIATE ISSUE. IN TERMS OF WORKING WITH K12 AND ALBERT, WE HAVE ONE YEAR REMAINING ON THE CONTRACT. HOWARD MCINTYRE, WHO UNFORTUNATELY IS OUT ON A MEDICAL SITUATION, WHICH IS WHY HE'S NOT HERE TONIGHT. BUT HE IS STARTING THE PROCESS OF EVALUATING NOT ONLY REVIEWING K12 AND THE SERVICES THEY PROVIDE, BUT ALSO LOOKING AT SOME OTHER COMPANIES THAT WE COULD TRANSITION TO ONCE OUR CURRENT CONTRACT WITH K12 EXPIRES NEXT YEAR. THAT WOULD GET [OVERLAPPING]. >> TO ALL OF US? >> YES SORRY. THAT WILL BE IF WE MOVE TO A DIFFERENT COMPANY, [00:20:03] THAT'S A PRETTY SIGNIFICANT CHANGE. BECAUSE A LOT OF THE HARDWARE THAT WE USE FOR OUR NETWORK, ETC. IT BELONGS TO THEM. IN THAT DISCUSSION HAPPENED WHEN WITH THEM INITIALLY, THERE'LL BE A LOT OF WORK IF WE SWITCH TO ANOTHER COMPANY. BUT WE ARE ACTIVELY INVESTIGATING AND RESEARCHING OTHER OPTIONS TO EITHER SAY TO THEM. IN THESE WAYS YOU'RE NOT MEETING EXPECTATIONS AND WE HAVE MONTHLY MEETINGS WITH THEM, LETTING THEM KNOW WHERE IT'S FALLING SHORT. BUT THEN ALSO ON THE BIGGER PICTURE WHERE IT'S JUST NOT WORKING FOR US AND WHAT ARE THEIR PROPOSALS TO REMEDY THE CONCERNS WE'VE RAISED DURING THE TIME OF THE CONTRACT. WE'RE JUST LOOKING AT ANOTHER PROVIDER. >> TEACHERS CAN SIT ON THE PHONE FOR 25 MINUTES. >> ABSOLUTELY. >> AND THEN WHEN THEY CALL BACK, IF YOU DON'T ANSWER THE PHONE, THEY DROP THEIR TICKET. TEACHERS AREN'T SITTING BY THE PHONE WAITING FOR THE CABLE GUY TO GIVE THEM A CALL. I DON'T THINK ALBERT'S WORK IN IT. IF YOU WANT MY TWO CENTS, I'D START LOOKING FOR A NEW COMPANY. I KNEW THEY WERE GOING TO BE BAD WHEN WE GOT THEM, AND I WAS FRUSTRATED THAT WE WERE TAKING ALL THEIR EQUIPMENT BECAUSE ONCE YOU DO THAT, YOU'RE STUCK WITH THEM AND IT'S HARD TO GET RID OF SOMEBODY ONCE YOU DO THAT. BUT I'VE GOTTEN A LOT OF COMPLAINTS THIS WEEK. IT'S VERY FRUSTRATING THAT THEY ARE NOT PERFORMING. >> MR. CHAIR, [INAUDIBLE] I AGREE. I'VE BEEN TALKING TO SOME TEACHERS THE LAST COUPLE OF DAYS AS WELL AND BEFORE THIS TOO. WE ADDRESS ISSUES AS THEY COME UP, BUT AGAIN, WE'RE COMMUNICATING ON A MONTHLY BASIS WITH ONGOING ISSUES. AND THEN IF WE DETERMINE THAT THERE'S A BETTER PROVIDER OUT THERE, WE WILL DO THE WORK NECESSARY TO TRANSITION FROM FROM ALBERT K12 EVEN THOUGH WE DO HAVE HARDWARE. IF THAT'S WHAT IS DETERMINED TO BE IN THE BEST INTEREST OF THE DISTRICT, WE'LL DO THE WORK NECESSARY TO MAKE THAT HAPPEN. >> CAN I ASK A QUICK QUESTION? IS IT SITE-SPECIFIC OR IS IT A GENERAL PROBLEM THROUGHOUT THE DISTRICT? >> MR. CHAIR, YOU MEAN IN TERMS OF THE INTERNET CONNECTIVITY? >> IN THE INTERNET CONNECTIVITY. >> I'VE HEARD SPECIFICALLY FROM CERTAIN BUILDINGS BUT I KNOW THAT I WOULD ANTICIPATE THAT OTHER OTHER BUILDINGS WERE ALSO EXPERIENCING SLOWDOWNS. >> I'VE HEARD FROM HIGH-SCHOOL TEACHERS REALLY UPSET. >> I JUST WONDER IF IT'S [OVERLAPPING] A LONG SITUATION? IF IT'S AN INTERNET LINE? >> THE INTERNET THING SHE'S TALKING ABOUT, WE HAVE THIS WEIRD AGREEMENT WITH THIS THING OUT OF CHEYENNE. THAT THING IS ALL GOOFY. I GET WHAT WAS GOING ON. THERE ARE TWO DIFFERENT ISSUES I BROUGHT UP. I'M SORRY, I MIXED UP. THE INTERNET THING IS GOING TO GET RESOLVED. THAT'S JUST FRUSTRATING. THE OTHER ALBERT WHERE YOU CALL IN WITH YOUR PROBLEMS, THAT ONE TO ME IS MORE PROBLEMATIC. THAT HAD NOTHING TO DO WITH THE INTERNET CONNECTION. >> DOES ALBERT'S CONNECT THE BUILDING TO THE INTERNET? >> THEY DO. THEY ARE TWO DIFFERENT THINGS. >> THEY ARE DIFFERENT BUT THEY'RE INTERRELATED. THANK YOU. >> THANKS. I'VE GOT ONE MORE QUESTION, MR. CHAIRMAN. >> ANYBODY ELSE? [LAUGHTER] >> I WAS SURPRISED MYSELF TOO. >> CAN I CHAT WITH YOU FOR A MINUTE, COLBY? COLBY AND I HAD A NICE CONVERSATION OVER THE EMAIL. I JUST WANTED TO BRING IT UP IN FRONT OF THE BOARD BECAUSE I'VE GOTTEN A FEW PARENTS CALLING ME. THEY CALL EVERY SPRING UP THIS TIME ON THE SAME SUBJECT. I WAS JUST HOPING YOU COULD EDUCATE THE WHOLE BOARD SINCE I ASSUME SOME OF THEM ARE GETTING THE SAME PHONE CALLS I GET UNDER THE LACROSSE STICKS AND WHY WE DON'T ALLOW THE LACROSSE STICKS. MORE IMPORTANTLY, I GUESS TO THE BOARD, WE WANT TO ALLOW LACROSSE STICKS. IF YOU COULD JUST EDUCATE EVERYBODY, THAT'D BE GREAT. >> I TALKED WITH POINTS OVER THERE, BUT I THINK I HAD MOST OF THEM HERE. ACTUALLY, I'M GOING TO GRAB MY PHONE REAL QUICK. >> THAT'S OKAY. SORRY. >> WHILE HE'S GRABBING THAT, HERE'S WHAT THE ISSUE IS, WE DON'T ALLOW LACROSSE STICKS, WE ALSO DON'T ALLOW HOCKEY STICKS, WE DON'T ALLOW A LOT OF BIG SPORTS EQUIPMENT ON THE BUSES. AND THERE'S A LOT OF GOOD REASONS WHY. BUT WHAT HAPPENS IS IF YOU'RE A WORKING PARENT, YOU HAVE TO LEAVE WORK TO MEET UP WITH YOUR CHILD AT LACROSSE FIELD WITH THE LACROSSE STICK. [00:25:03] A LOT OF PARENTS COMPLAIN BECAUSE THEY HAVE TO LEAVE WORK TO DRIVE LACROSSE STICKS, NOT THE CHILD, [LAUGHTER] JUST LACROSSE STICK TO PRACTICE. PARENTS ARE JUST ASKING, THEY WERE THEY WERE VERY POLITE ABOUT IT, THEY WERE JUST ASKING WHY WE HAVE THE RULE? THEY SEEM TO THINK THAT WE WERE SINGLING THEM OUT AND I MADE IT VERY CLEAR NO, WE DO IT WITH HOCKEY STICKS AND SKIS AND WE DON'T ALLOW LARGE THINGS ON THE BUSES. >> GOLF CLUBS. >> GOLF CLUBS, YEAH. >> I THINK GENERALLY, WE HAVEN'T GOTTEN AS MANY REQUESTS LATELY. MY FIRST COUPLE OF YEARS AND YEARS PAST, IT WAS A LOT OF LACROSSE, SKATEBOARDS WERE THE TWO BIG ONES, OCCASIONALLY, HOCKEY STICKS, SKI POLES, THAT KIND OF THING. TYPICALLY, AND I DO HAVE SOME TALKING POINTS AND SOME REAL DETAILED LEVEL REASONS WHY WE DON'T ALLOW A LOT OF THAT STUFF ON THE BUS, AND THE BOARD IS WELCOME TO QUESTION THAT, GIVE FEEDBACK TO THEM, REALLY IN SHORT, THE REASONS THAT WE GIVE THESE PARENTS IS SAFETY. WE DO WANT TO SERVICE KIDS IN THE DISTRICT AND FAMILIES IN THE DISTRICT. WE DON'T WANT TO INCONVENIENCE PARENTS IN THE DISTRICT, BUT WE DO FEEL THAT SAFETY IS COMPROMISED WHEN WE ALLOW THESE TYPES OF ITEMS ON THE BUS. AS I MENTIONED WITH TRUSTEE GINGRICH IN THE EMAIL, A FEW OF THE BIG REASONS FOR THAT, ONE IS DRIVER DISTRACTION. IF YOU LET ONE KID HAVE A BIGGER ITEM, THEN YOU'VE GOT TO LET ALL THE KIDS HAVE THOSE TYPES OF ITEMS, WHETHER THOSE ARE PROJECTS OR WHATEVER IT MIGHT BE. WE'VE FOUND THAT THE UNLOADING AND THE LOADING PROCESS FOR KIDS ON AND OFF THE BUS IS MOST DANGEROUS TIME OF THE ENTIRE BUS RIDE FOR KIDS. OBVIOUSLY THEY'RE FACING TRAFFIC, PUBLIC, ETC. WE REALLY WANT TO KEEP THE DRIVERS FOCUS ON WHAT'S GOING ON OUTSIDE THE BUS, THE KIDS WHO ARE GETTING ON AND OFF THE BUS. THIS OTHER SAFETY CONCERNS IN TERMS OF STORING THE ITEMS, IN TERMS OF IF THERE WERE TO BE AN ACCIDENT, BECOMING PROJECTILES AND IMPEDING THE AISLES, THESE ARE LESS OF THE MAIN REASONS. I DIDN'T REALLY DEVELOP THIS RULE, I THINK. THIS IS A RULE THAT'S REALLY BEEN IN OUR DEPARTMENT FOR AWHILE. I'VE FOUND THAT TENDS TO BE STANDARD PRACTICE IN TRANSPORTATION, STUDENT TRANSPORTATION NOT LET'S START. BUT WE'RE CERTAINLY OPEN IF THE BOARD WOULD LIKE US TO LOOK INTO THAT. I HAVEN'T REALLY BEEN ABLE TO THINK OF FEASIBLE SOLUTIONS AT THIS POINT. I DID AS WELL MENTIONED THAT WE CERTAINLY HAVE CONSIDERED ACCOMMODATIONS ESPECIALLY FOR SCHOOL SPONSORED EVENTS. WE TRY TO BE REALISTIC. LIKE JHMS HAD A, I THINK IT WAS LIKE A GUITAR CLASS LAST YEAR, THERE'S THE SKATEBOARD CLUB. CASE-BY-CASE, WE WILL TRY TO ACCOMMODATE ESPECIALLY THINGS THAT KID NEEDS SOMETHING FOR SCHOOL. WE'RE GOING TO TRY TO MAKE THAT HAPPEN. IT'S JUST A LOT HARDER WHEN YOU OPEN UP THE DOORS FOR LACROSSE STICKS, THE BASEBALL BATS, HOCKEY STICKS, THAT STUFF. IT JUST REALLY COMES DOWN TO SAFETY IS REALLY THE MAIN REASON. THERE'S OTHER REASONS THAT I'D BE HAPPY TO SHARE IN A DOCUMENT I HAVE THAT I JUST TYPICALLY OPEN TO YOU IF I DO GET A CALL. YOU GUYS HAVE ANY QUESTIONS ON THAT? >> I APPRECIATE YOU TAKING THE TIME. >> FOR SURE. THANKS. >> ANYTHING ELSE? SURE. [LAUGHTER]. >> YES. >> TRUSTEE LEAD. >> AND THIS IS FOR DEANNA AND DR. CHAP. IN PARTICULARLY, DEANNA, IT LOOKS LIKE YOU HAVE SO MUCH GOING ON. HOW ARE WE COMING ON GETTING SOMEBODY ELSE TO HELP YOU GUYS OUT WITH THESE BUILDING PROJECTS? >> THANK YOU, TRUSTEE LEAD AND TRUSTEES. WE HAVE A JOB THAT IS POSTED, SO WE ARE CURRENTLY ACCEPTING APPLICATIONS FOR ASSISTANTS. >> WHAT ARE YOU CALLING THAT POSITION? >> PROJECT MANAGER. [00:30:02] >> PROJECT MANAGER. [LAUGHTER] THANK YOU. >> GRITT. NOTHING? >> MR. CHAIR, THE NEXT ITEM ON OUR AGENDA, ONE OF THE TRUSTEES HAD REQUESTED TO LEARN MORE ABOUT UNIVERSAL DESIGN. JULIE NASH AND HOLLY BORDENS WILL BE PRESENTING ON THIS TOPIC. >> THANK YOU, DR. CHAPMAN. CHAIR SCARLETT, TRUSTEES, I HAVE TWO PEOPLE THAT ARE GOING TO COME UP AND HELP ME. UNIVERSAL DESIGN STARTED TWO YEARS AGO WITH THE MIDDLE SCHOOL, AND IT REALLY STARTED SMALL IN SPECIAL EDUCATION AS A WAY TO SUPPORT OUR CO-TEACHING PARTNERS, OUR SPECIAL EDUCATION TEACHERS, AND OUR GENERAL EDUCATION TEACHERS THAT TEACH TOGETHER TO SERVE STUDENTS WITH DISABILITIES IN THEIR CLASSROOM. UNDER THE LEADERSHIP OF SANDRA SANDERSON AND DR. HOLLY BORGES CARMICHAEL, IT HAS REALLY GROWN IN THE LAST TWO YEARS. I DON'T FEEL LIKE I'M AN EXPERT ON THIS BY ANY MEANS, SO I HAVE ASKED FOR HELP OF THE EXPERTS TO REALLY TALK TO YOU ABOUT WHAT IS UNIVERSAL DESIGN AND SHARE THEIR WORK AT THE MIDDLE SCHOOL BECAUSE IT'S REALLY TAKEN ON SOME ROOTS AND DOING REALLY GREAT [INAUDIBLE]. >> GOOD NIGHT EVERYBODY. MY NAME IS SANDRA SANDERSON. I AM YOUR BILINGUAL PSYCHOLOGIST. I'VE BEEN WORKING FOR THE THE SCHOOL DISTRICTS FOR SIX YEARS. MY HOME SCHOOL IS THE MIDDLE SCHOOL AND PART OF MY JOB AT THE MIDDLE SCHOOL IS TO SUPPORT SPECIAL EDUCATION. ONE OF THE THINGS THAT WE TRY TO DO AT THIS SPECIAL EDUCATION DEPARTMENT IS TO IMPROVE OUR PRACTICES. IF YOU ARE FAMILIAR WITH THE WHITE. WE WANTED TO KNOW. WE WANT TO PRESENT TO YOU THE WHY ARE WE USING UNIVERSAL DESIGN FOR LEARNING? WE WANT TO CHALLENGE US THINKING ABOUT THE CLASSROOM AND INCLUSIVE PRACTICES, AND YOU MENTIONED EARLIER THAT ONE OF OUR VALUES IS TO CHALLENGE THE STAFF. IT'S ALIGNED WITH THAT, CHALLENGING THE CURRENT PRACTICES AND DOING WHAT IS BEST FOR OUR STUDENTS. WHEN YOU TALK ABOUT THE EFFECTS THAT THE THING YOU WERE TALKING ABOUT. WE HAVE AMAZING THEMES RIGHT NOW SUPPORTING STUDENTS AND WE HAVE STUDENTS WHO HAVE ENGLISH DEPARTMENT, THERE'S AN ENGLISH DEVELOPMENT DEPARTMENTS THAT TAKES CARE OF THAT. IF YOU HAVE A STUDENTS WITH DYSLEXIA OR ADHD THERE SAYS SPECIAL EDUCATION DEPARTMENT TAKING CARE OF THAT. WE HAVE PICKED PROGRAM FOR STUDENTS WHO NEED ADVANCED PROGRAMMING, AND ALL THESE TEAMS ARE AMAZING, BUT WE'RE ALWAYS FOCUSING ON WHAT IS THE PROBLEM WITH THE STUDENT. THE CHALLENGE THAT WE'RE TRYING TO BRING THROUGH UDL IS WHAT IS THE LESSON? WE HAVE ONE LESSON THAT IS SUPPOSED TO FIT ALL THESE VARIABILITY OF THE STUDENTS THAT WE HAVE. WHAT IF WE CHANGE THAT AND WE SAY HOW CAN WE MAKE THIS LESSON MORE ACCESSIBLE FOR EVERYBODY AND THAT'S THE BASIC PRINCIPLE BEHIND UDL. >> UNIVERSAL DESIGN FOR LEARNING CAME FROM UNIVERSAL DESIGN IN ARCHITECTURE. IF YOU THINK ABOUT, OFTENTIMES WHEN YOU'RE AT THE GROCERY STORE AND YOU HAVE YOUR HANDS FULL AND TRYING TO GO OUT THE DOOR. THAT ISN'T AUTOMATIC, AND YOU PUSH THE BUTTON FOR THE HANDICAP EXIT AND YOU CAN WALK OUT EASIER. IT'S A DESIGN THAT WAS EMBEDDED TO SUPPORT PEOPLE WHO NEEDED THAT. BUT IT'S A DESIGN THAT ACTUALLY SUPPORTING ALL EQUAL. WHEN WE ARE THINKING ABOUT ARCHITECTURE, UDL, UNIVERSAL DESIGN LEARNING CAME FROM THAT. HOW WOULD YOU SUPPORT ALL STUDENTS TO MAKE IT MORE INCLUSIVE ENVIRONMENT REGARDLESS OF THEIR ABILITY OR DISABILITY? NEXT SLIDE, PLEASE. ONE THING THAT WE'VE BEEN WORKING ON WITH ALLISON IS KNOWING WHAT THE GOAL AND THEN IDENTIFY BARRIERS. BUT IF YOU LOOK AT THIS IMAGE, LOOK LIKE THE FIRST ONE. THE GOAL IS TO GET INSIDE THE BUILDING. THERE'S REALLY WORKING RETROFIT BUILDINGS THAT'S PART OF IT. WHEN YOU'RE IN THE PROCESS OF DESIGNING THAT'S WHEN YOU NEED TO THINK ABOUT ALL THE BARRIERS. IF YOU LOOK INTO THIS AND YOU SAY, ALL RIGHT OUR GOAL IS TO GET IN WHO CAN GET INTO THAT PERSON'S PICTURE? WHO HAS THE ACCESSIBILITY FOR THAT? WHEN YOU LOOK AT THE LAST ONE AND IT'S A RAMP IN THE BACK OF THE BUILDING, THAT'S THE RESTROOM. AS WE'RE THINKING OF UNIVERSAL DESIGN FOR LEARNING, WE'RE THINKING OF ALL THE BARRIERS AHEAD OF TIME. THE NEXT SLIDE, PLEASE, THIS WAS JUST MORE APPROPRIATE FOR THIS SEASON BECAUSE WE'VE HAD, BUT I SAW THIS ANOTHER PRESENTATION I'VE GOT THIS. IT'S ACTUALLY REALLY SOME EXPLANATORY IN THE SENSE THAT BRINGS IT ALTOGETHER. WHILE WE HAVE ALL THE KIDS WAITING FOR THE SNOW TO BE REMOVED, [00:35:05] HAD WE JUST REMOVED THE SNOW FROM THE BRAND, EVERY SINGLE STUDENT COULD GET IN. BUT OFTENTIMES WE REMOVE THESE STUFF FROM THE STEPS FOR IT BECAUSE THAT'S JUST WHAT WE'VE ALWAYS DONE AND WE'RE STILL NOT LETTING EVERYONE TO ACCESS. THE NEXT ONE, PLEASE. >> JUST A LITTLE EXPLANATION OF THE WORK THAT WE'VE BEEN TRYING TO EXPAND AT THE MIDDLE SCHOOL IS TO INCREASE OUR COLLABORATION. WE DO THE GENERALIZATION, ESPECIALLY [INAUDIBLE], INCLUDES SOME OF THE ENGLISH DEPARTMENT NUMEROUS CONVERSATIONS. I WAS SAYING BEFORE IT GOES HERE, THE BUYER, THE VIDEO OF THE STUDENTS, WHAT CAN WE DO TO MAKE THAT LESSON FIT? THE ESSENTIAL QUESTION WOULD BE, WHAT ARE THE BARRIERS AND WHAT CAN WE DO TO REMOVE THOSE BARRIERS IN THAT LESSON? I'M GOING TO GIVE YOU A SPECIFIC EXAMPLE. WE HAVE A PROGRAM RIGHT NOW ON THE INTERNET THAT IS CALLED LEARNING ALLEY. LEARNING ALLEY IS BASICALLY A COMBINATION OF THE KINDLE, KINDLE, AND AUDIBLE TOGETHER. THE STUDENTS CAN READ THE BOOKS, TEXT SCIENCE TEXTS. ANY BOOKS, IT HAS 800,000 BOOKS THAT YOU CAN ASK US IN ENGLISH AND IN SPANISH AND THE PROGRAM HAS THIS TRACKING LINE THAT GOES ALONG WITH THE HEARING. STUDENTS CAN TAP IN THE WORD THAT THEY WANT A DEFINITION AND IT GIVES THEM ACCESS TO ALL THE CONTENT. IF YOU THINK ABOUT A STUDENT WITH DYSLEXIA, WHAT IS [INAUDIBLE] TO THAT STUDENT, THOSE STUDENTS WITH DYSLEXIA ARE BRILLIANT IN SO MANY WAYS. BUT THEN YOU PUT THE TEXT IN FRONT OF THEM AND THEY CAN READ AND EVERYTHING THEY MAY ACHIEVE IN THEIR EXPRESSION IS [INAUDIBLE] BECAUSE OF THAT PERIOD. WHAT WE'RE TRYING TO DO GIVE YOU THIS TOOL, I PLANNED WITHOUT BIAS THIS LESSON KNOWING THAT SOME OF THESE STUDENTS ARE GOING TO NEED THAT TOOL AND NOW WE CAN LET YOU LEARN AND LET YOU SHOW US WHAT YOU KNOW WITH THAT TOOL. THE NEXT PART OF IT TOO IS WHEN YOU'RE GETTING A UNIVERSAL DESIGN FOR LEARNING, ALL STUDENTS HAVE ACCESS TO THAT. LET'S SAY I'M A CHILD WHO'S JUST HAD A ROUGH WEEK. MY GRANDMOTHER JUST PASSED AWAY AND I CAN'T FOCUS, BUT I CAN USE THAT AS AN OPPORTUNITY TO CONTINUE MY LEARNING. WHEN I DON'T HAVE THE OTHER THINGS IN PLACE THAT MIGHT NEED TO LEARN IT MIGHT [INAUDIBLE], BUT I CAN JUST HAVE THE TIMELINE, NEED SOME OTHER SUB-PARTS AND I CAN CHOOSE THAT AS STUDENTS AND THE WHOLE IDEA IS FOR KIDS TO BE ABLE TO SAY, I NEED THIS TO REMOVE THAT BARRIER RIGHT NOW. NEXT SLIDE. ALLISON, SANDRA AND I FOUND ON THE OTHER FLYER OR IN THE INTERNET FROM LEARNING IN FRENCH, IT'S A VERY RENOWNED ORGANIZATION THAT DOES A LOT OF BRAIN SCIENCE AND EDUCATION. THEY HAVE WONDERFUL CONFERENCES AND IT WAS A SATURDAY WEBINAR THAT WE CONNECTED TO JULIAN SAID, IT SOUNDS REALLY GOOD BECAUSE IT WAS ALL AROUND SPECIAL EDUCATION, CO-TEACHING, CO-PLANNING, AND TRYING TO FIGURE OUT HOW TO REMOVE BARRIERS. WE PARTICIPATED IN THE SATURDAY WORKSHOP AND IT WAS INCREDIBLE TO ME, I THINK I LIKE TO BE ON [INAUDIBLE] I LEARNED SO MUCH THAT SATURDAY, SANDRA AND I KEPT TOGETHER ON MONDAY. WE NEED TO BRING ALLISON TO OUR SCHOOL AND HELP US WITH SOME PROFESSIONAL DEVELOPMENT. ALLISON IS A UNIVERSAL OR INTERNATIONAL EDUCATOR AND INTERNATIONAL PROFESSIONAL DEVELOPER FROM AN ORGANIZATION CALLED CAST WHICH IS CENTER FOR APPLIED SPECIAL TECHNOLOGY. SHE WAS A FORMER TEACHER AND THEN GOT A MASTER'S DEGREE IN [INAUDIBLE] SCIENCE AND EDUCATION. WHICH SOUNDS ABSOLUTELY INCREDIBLE. WE BROUGHT ALLISON TO OUR SCHOOL TO WORK WITH OUR SPECIAL EDUCATION AND CORE TEACHERS WHO [INAUDIBLE]. AS YOU INTRODUCE PLANNING TOOL THAT IS LINKS ON HERE FOR YOU SO THAT WE CAN REALLY THINK ABOUT HOW THEIR PLAN WITH ALL STUDENTS IN MIND AND HOW WE'RE GOING TO THINK ABOUT THOSE BARRIERS AS SOON AS WE BROUGHT HER IN COLLABORATING WITH PLCS, PRIMARILY BEING ABLE TO SPEND WITH ARTS AND MATH, BECAUSE THOSE ARE THE TWO CONTENT AREAS WHERE WE USE FOR PRIMARY CO-TEACHING AND WE INTRODUCE THIS PLANNING TOOL. IT'S A FIVE-TUNER, 45-MINUTE CONVERSATION. TYPICALLY IT'LL BE LESS THAN THAT 15 BECAUSE IT'S A QUICK CONVERSATION. WE NEED TO DO SOME REALLY FAST PLANNING AND REALLY THINK ABOUT ALL THE THINGS THAT STUDENTS MIGHT NEED IN CLASS AND THEN WE'VE BUILD THAT COLLABORATION WHEN SHE'S COMING [INAUDIBLE] WALK-THROUGHS, WE HAVE HER PROCESS WITH US AND GIVE US FEEDBACK [00:40:02] AROUND ALL THE OTHER VARIANTS OF THESE ARE A LOT OF THINGS IN PLACE. WE WORK WITH [INAUDIBLE] AND NOW WE'RE WORKING WITH [INAUDIBLE] DEPARTMENTS, REALLY THINKING ABOUT INCLUSIVE PRACTICES GROWTH. THEN NEXT SLIDE. THIS IS BRIEFLY JUST THE OPPORTUNITY TO SEE THE [INAUDIBLE] PRACTICES THAT WE ARE LEARNING. IT HAS SOME CIRCLES WE'RE ENGAGING THAT PART OF THE BRAIN ACTIVATES WITH US USING THOSE STRATEGIES [INAUDIBLE] THEY'RE GOING TO EXPRESS BE IT IN WRITING AND RECORDING THE RESPONSES. BUT THE GRAPH IS REALLY, FOR YOU TO SEE THAT IS REALLY BASED ON A MEDICAL RESEARCH IN NEUROSCIENCE AND LEARNING. YOU GUYS HAVE ANY QUESTIONS ANY QUESTIONS? >> QUESTIONS. >> [INAUDIBLE] >> THAT CONCLUDES THE SUPERINTENDENT'S REPORT? >> THANK YOU. STUDENT SCHOOL BOARD. [D. Reports and Items for Discussion] >> WE HAVE COMPLETED THREE WEEKS OF TUTORING AT THE MIDDLE SCHOOL. WE'RE CONTINUING TO WORK AROUND THE PROGRAM AND COMMUNICATING WITH LIBBY WOODS TO ORGANIZE THE TUTORING. WE LOOK FORWARD TO CREATING A NEW SIGN OF GENIUS FOR THE NEXT THREE WEEKS TO WRAP AROUND [INAUDIBLE]. THERE WAS NOBUT THE RADICAND AND WELCOME TO UNIT SWEET. WE'RE JUST GOING TO COLLECT MORE TICKETS FOR THE NEXT THREE WEEKS AND I'M HOPING TO GO TO MIDDLE SCHOOL AND TAKE SOME PICTURES OF THE TUTORS AND [INAUDIBLE]. >> ASK ANY QUESTIONS? >> QUESTIONS. WHAT'S THE PARTICIPATION LIKE? ARE WE GETTING GOOD NUMBERS? >> YEAH AND WE'RE CHOOSING TUTORS THAT ARE SIGNING UP FOR A NUMEROUS SLOT. LIBBY SAW THIS AND SHE'S HOPING TO [INAUDIBLE] I SPEAK WITH THE SAME PERSON TO TERMINATE. >> WELL, THAT'S TURNING INTO A BIG BROTHER BIG SISTER. THAT'S AWESOME. >> HEY, ARE YOU FEELING GOOD ABOUT THE OUTCOME AND HOW THIS IS WORKING? IS THERE ANYTHING THAT YOU'VE SEEN THAT YOU NEED TO TWEAK OR AND WILL IT BE SUSTAINABLE? NEXT YEAR WE WERE ABLE TO LEAVE, GRADUATE HERE AND NOT TOO LONG AND KNOW THAT IT MIGHT KEEP CONTINUE GOING INTO. >> YEAH, I THINK IT'S WORKING RIGHT NOW AND I THOUGHTS THINGS UP OUR NEXT SESSION, WHICH IS ALSO TO CONNECT WITH THE TEACHERS THAT WE'RE GOING TO LEAVE THIS PROJECT. >> THANKS GUYS. >> SEE IT'S NICOLE, RIGHT? >> YES. >>> THAT SHE SHE REACHED OUT ON AND SINCE SHE'S NOT ABLE [INAUDIBLE] THE WEATHER. JUST LET ME KNOW IF THE BOARD NOW AND NOW FOR THE MOMENT, ISN'T IT? YES. >> TRUSTEE SONG WAS [LAUGHTER] ALSO KNOWLEDGE. >> OH, WELL, MOST OF IT ONTO KRISTEN BUT WE DIDN'T TALK ABOUT INCOME CHANGES TO THE WYOMING CLASS INVESTMENTS. SHE'S ON OUR CONSENT AGENDA FOR HIGHER [INAUDIBLE] INTEREST RATES AND OTHER FACTORS AND BIG TOPIC OF THE NIGHT AND INSURANCE. >> LIKE US I THINK MOST OF YOU KNOW THIS. WE SIGNED RESOLUTION IN DECEMBER OF 2020, I BELIEVE, TO JOIN, WEBEX WHICH IS THE WAY I'M A GOVERNMENT INVESTMENT FUND. WHITE CLASS IS SIMILAR TO THAT, BUT IT'S NOT CONNECTED TO ANY OTHER ORGANIZATIONS IN THE STATE OF WYOMING. THE WAY I MEAN, GOVERNMENT INVESTMENT FUND IS CONNECTED TO THE WEHRMACHT SCHOOL BOARD ASSOCIATION. THEY'RE MARKETED DIRECTLY TO A LOT OF SCHOOL DISTRICTS. WHITE CLASSES AND NEWER ORGANIZATION WITH A SIMILAR SETUP AND SIMILAR SECURITY. THE YIELDS ON THE WHITE CLASS INVESTMENTS ARE A BIT HIGHER, AND THAT IS BECAUSE WHEN YOU INVEST WITH WILLIAM AND GOVERNMENT INVESTMENT FUND, THERE ARE CERTAIN AMOUNT OF POINTS THAT ARE PAID OUT TO THE WYOMING SCHOOL BOARD ASSOCIATION, AND THE OTHER BIG THING THAT CONVINCED ME THAT I THINK LIFE PASSES THE RIGHT WAY TO GO WAS THAT WHITE PLASTER AND COVID AND THE DOWNTURN WHEN INTEREST RATES WERE SO LOW, THEY WAIVED ALL OF THEIR FEES, AND SO DID THE WYOMING GOVERNMENT INVESTMENT FUND, [00:45:02] BUT THE WYOMING GOVERNMENT INVESTMENT FUND PUT IN A CLAUSE TO CLAW BACK THEIR FEES ONCE INTEREST RATES STARTED TO RISE, AND WHY CLASS ISN'T DOING THAT. KNOWING THAT WE HAVEN'T ACTUALLY INVESTED IN THE WYOMING GOVERNMENT INVESTMENT FUND TO PAY FEES ON FUNDS THAT WE WEREN'T EVEN PARTICIPATING IN THAT TIME. THAT SEEMS A LITTLE WONKY TO ME. >> TO ME. >> KRISTEN I HAD A COUPLE OF QUESTIONS ABOUT THE WHY CLASS. ONE OF THEM WAS WHAT MONEY ARE WE TALKING ABOUT INVESTING? BECAUSE THIS JUST GIVES US AUTHORITY THAT GIVES YOU GUYS AUTHORITY TO INVEST IN THAT, BUT IT DOESN'T SAY WHAT WE'RE TALKING ABOUT IN DOLLARS. WHAT BALANCES WOULD YOU ANTICIPATE THEM OR US CARRYING WITH? >> OUR CURRENT BALANCE WHAT I'D LIKE TO DO IS PUT TOGETHER CASHFLOW PROCESS, THAT'S MORE OF A SWEEP PROCESS. WE CAN'T SET UP TRUE SWEEP ACCOUNTS FOR SOME REASON OR ANOTHER. THERE'S SOMETHING WITH GOVERNMENT INVESTING. THE COUNTY, DOES IT AND I ACTUALLY WENT AND MET WITH KATIE SMITHS OR TREASURER AT THE COUNTY, AND SHE HAS BEEN SET UP, BUT WE HAVE HAD BARRIERS TO BEING ABLE TO SET THOSE ACCOUNTS UP. I'M HOPING WITH OPENING UP, SHE ACTUALLY INTRODUCED ME TO TROY HAHN SACRE, WHO IS THE ONE THE REPRESENTATIVE FOR Y CLASS, AND I'M HOPING WITH THAT OPPORTUNITY IN COMBINATION WITH OUR BANK WILL BE ABLE TO SET THAT UP, BUT WHAT I'D REALLY LIKE TO DO IS IF WE CAN'T SET UP THE TRUE SWEEP ACCOUNTS, DO BASICALLY ONLY KEEP IN OUR GENERAL FUND AT OUR BANK WHAT WE NEED FOR THE MONTH TO COVER THE CURRENT EXPENDITURES. AT THE MOMENT, WE HAVE $30 MILLION JUST SITTING IN OUR GENERAL FUND AND WE'RE MAKING DECENT INTERESTS MONEY ON THAT. THE CURRENT RATES I THINK THAT WE'RE GETTING PAID AT BANK JACKSON HOLE ARE LIKE 3.7 PERCENT. THE CURRENT WIFE CLASS RATES ARE 4.8 PERCENT, AND TODAY WE'RE AT 4.7. >> SECOND QUESTION IS THEY SAY THEY DON'T HAVE ANY TRANSACTION FEES, BUT HOW DID THEY MAKE THE MONEY? >> NO, THEY DO HAVE TRANSACTION FEES. THEY JUST WAVE TO THEM DURING COVID WHEN INTEREST RATES WERE LOW. THEY DO GET POINTS ON OUR INVESTMENTS. >> HOW LONG HAS WIDE CLASS BEEN IN BUSINESS. >> THE ORGANIZATION WHY CLASS IN AND OF ITSELF, I THINK IS ONLY FOUR YEARS OLD. THE PARTNERS THAT THEY HAVE THAT MANAGED THE INVESTING AND DO THE FINANCIAL FORECASTING OR LONGSTANDING 20,30, 40 PLUS YEARS. >> YEAH. I JUST HAVE SOME CONCERN BECAUSE IT HASN'T BEEN OPERATING THAT LONG. YOU KNOW, YOU'VE BEEN OPERATING DURING A GOOD MARKET. YOU CAN ALWAYS SAY, WELL, YOU KNOW OUR YIELDS FOR XYZ THERE, FOR YOU. >> [INAUDIBLE] SHORT DURATION THEIR US TREASURIES. WE DON'T HAVE ANY OF THE FDIC RISK. I THINK IT'S 24 HOUR LIQUIDITY. THE BOARD IS MADE UP OF PEOPLE. YOU WOULD KNOW. >> I DID AND THAT'S WHAT MADE ME NERVOUS. [LAUGHTER] [INAUDIBLE] BE INVESTING. >> WHAT'S THIS TROY AND HIS TEAM HAVE A LOT OF EXPERIENCE AND SOME OF THEM WERE WITH I REMEMBER THAT. >> RIGHT AND ACTUALLY WIDGET. I'M NOT GOING TO SAY THAT BECAUSE I DON'T KNOW IF I'M SUPPOSED TO KNOW. >> THERE ARE WONDERFUL COMPANY. THEY JUST DON'T MATCH THEN WE'RE NOT CHAD. I DON'T FEEL WE'RE CHASING RATE, ESPECIALLY FOR WHAT? WE'RE NOT TAKING FLYERS. BITCOIN AND TIMES AND OTHER GREAT THINGS. >> HOPEFULLY NOT. [INAUDIBLE] STATE YOU NEVER KNOW. >> THEY DO FOLLOW ALL OF THE GATSBY RULES DEFINED, AND I PRINTED OUT ALL OF THOSE RULES FOR THEM AND JUST SAID I WANT TO MAKE SURE THAT YOU'RE FOLLOWING ALL OF THESE. >> THAT'S THE BIG THING FOR ME. IT'S SHORT DURATION. VERY SHORT DURATION FOR 24 HOURS LATER. >> JUST TO REMIND US, EDUCATED SKIN, INTEREST EARNED IS NOT COUNT AS A LOCAL RESOURCE, SO IT'S NOT IN THE FOUNDATION GUARANTEE. SETS MONEY WE GET FREE AND CLEAR. >> YES. >> OTHER THAN LIMITS ON OUR RESERVES? >> YES. >> YEAH, ME TOO MUCH. OR WE NEED TO SPEND THEM [LAUGHTER] WHICH WE'LL GET TO. [00:50:11] >> [INAUDIBLE] >> AS AN EXAMPLE, JUST TO PRIME FOR SOME THINGS THAT ARE COMING LATER. OVER THE LAST COUPLE OF YEARS WITH COVID, WITH HAVING LOW INTEREST RATES. WHEN WE WENT OUT TO BID OUR BANKING SERVICES A COUPLE OF YEARS AGO, DEBATE THAT WON OUR BID HAD A MINIMUM INTEREST RATE, WHICH HAS REALLY BENEFITED US THROUGH COVID AND THROUGH THOSE LOW INTEREST RATES. WE'VE CONTINUED TO MAKE ABOUT 100,000, $150,000 IN INTEREST A YEAR WHERE OTHER PEOPLE WEREN'T MAKING ANYTHING. THAT'S WHAT I BUDGETED AND THAT'S WHERE RATES WERE LAST YEAR. RIGHT NOW, OUR TOTAL INTEREST EARNINGS, WE REALLY STARTED TO SEE SOME GAINS IN DECEMBER, NOVEMBER, DECEMBER, JANUARY. OUR CURRENT INTEREST REVENUE IS SITTING UP 444,000 AND WE'RE GETTING ABOUT $100,000 IN INTEREST REVENUE ON JUST IN THE GENERAL FUND. KNOWING THAT OUR CURRENT RATES ARE ABOUT 3.7, THE NEW RATES WOULD BE AT 4.88. WE DO EXPECT TO SEE THAT REVENUE INCREASE, BUT EVEN AT $100,000 A MONTH, I WOULD EXPECT A BUDGET ABOUT $1.2 MILLION AND INTEREST REVENUE NEXT YEAR IN THE GENERAL FUND. ANY OTHER QUESTIONS ON WHY CLASS? WE'LL MOVE ON TO THE DRAFT EMPLOYEE COMPENSATION PACKAGE. HAVE ALL OF YOU HAD A CHANCE TO LOOK AT THIS? THERE IS A SECOND DOCUMENT, ADRIA, IF YOU'LL PULL UP JUST THE CHANGES, THE SUMMARY OF CHANGES. >> I CAN GO THROUGH THAT QUICKLY. ONE OF THE BIGGEST CHANGES WE MADE WAS TO THE PROFESSIONALS, CERTIFIED STAFF FOR CERTIFIED TEACHERS, AND WHO QUALIFIES FOR THE NATIONAL STIPEND. WE HAVE THE NATIONAL BOARD CERTIFICATION FOR TEACHERS, WHICH IS A STATEMENT THAT THEY GET PAID OUT $4,000 A YEAR FOR CERTIFIED STAFF. WE ALSO HAVE A $2,000 STIPEND THAT'S PAID OUT FOR PROFESSIONAL CERTIFIED STAFF AND PROFESSIONAL STAFF. THIS IS SO FOR LIKE A NURSE OR A COUNSELOR. THEY MAY NOT BE A NATIONALLY BOARD CERTIFIED TEACHER, BUT THEY MAY HAVE ANOTHER NATIONAL CERTIFICATION THAT ENHANCES WHAT THEY'RE ABLE TO DO FOR OUR DISTRICT, AND THAT'S WHAT THIS PAYS OUT. IN THE PAST COUPLE OF YEARS, WE'VE HAD A LOT OF CONFUSION ABOUT WHO QUALIFIES THIS. WHAT ARE THE REQUIREMENTS FOR QUALIFYING FOR THIS AND SO THIS CHANGE COMES WITH A LOT OF STAFF. IS IT SOMETHING THAT YOU COULD GO OUT AND YOU CAN PAY $150 FOR AND THEN GET AN ADDITIONAL $2,000 A YEAR. WE DIDN'T THINK THAT THAT WAS QUITE WHAT THIS WAS INTENDED TO DO. WE'VE PUT SOME SIDEBARS ON IT AND ACTUALLY PUT SOME REQUIREMENTS TO BE ABLE TO QUALIFY FOR THIS STIPEND. WE WILL HAVE SOME DAY CHANGES. EVEN THE POSTED COMPENSATION PACKAGE ISN'T QUITE FINAL. WE'RE STILL WORKING THROUGH THE PROFESSIONAL DEVELOPMENT DAYS WITH TEACHERS AND PARENTS BECAUSE WE DIDN'T MAKE THE CALENDAR CHANGE. WE'RE TRYING TO WORK WITH THE STAFF TO SEE HOW THOSE FIT IN. WE'LL STILL SEE SOME CHANGES BEFORE THE MAIN APPROVAL FOR THE COMPENSATION PACKAGE. SOME CLARIFYING PIECES UNDER PTO AND DOCK DAYS. ONE OF THE THINGS THAT WE HAD HAPPENED OCCASIONALLY IS IF THE PTO WASN'T APPROVED OR SOMEBODY WAS OUT OF PTO, THEY WERE JUST PUT IN FOR A DOCK DAY [LAUGHTER] AND WE WANTED TO JUST CLARIFY THAT THAT'S NOT REALLY THE WAY THAT WORKS UNLESS IT'S AN EMERGENCY SITUATION. SEE REGIONAL COSTS. THERE'S JUST AN UPDATE THERE REFLECTING WHAT THE BOARD DID LAST YEAR. THEN WE HAD SOME FEEDBACK LAST YEAR AND I BELIEVE ONE OF YOU ASKED ME TO LOOK AT IT FOR THE PERMANENT SUPPORT SPECIALIST. THEY'VE NEVER RECEIVED AN INCREASE IN THEIR TIME THAT WE'VE HAD THAT POSITION IN THE DISTRICT. WHAT WE DID IS WE ACTUALLY TIED THAT TO THE TEACHER MATRIX. NOW ANYTIME THE TEACHERS GET AN INCREASE TO THEIR MATRIX, SO WILL THE PERMANENT SUPPORT SPECIALISTS. >> THAT'S WHAT WE NORMALLY CALL A LONG-TERM SUB. >> LONG-TERM SUBS ARE A LITTLE BIT DIFFERENT. PERMANENT SUPPORT SPECIALISTS, WE HAVE FIVE OF THEM IN THE DISTRICT AND THEY ARE FULL-TIME EMPLOYEES. THEY WORK A 175 DAYS TO OFFER SUPPORT IN THE BUILDINGS. THEY'RE OUR FIRST SUB OF THE DAY. IF A FIRST-GRADE TEACHER IS THE FIRST ONE OUT, [00:55:02] THE PERMANENT SUPPORT SPECIALIST GOES IN THERE. A LONG-TERM SUB IS MORE FOR SOMEONE WHO'S GOING TO BE OUT FOR A LONG PERIOD OF TIME, WHO NEEDS ONE SUB FOR 60 DAYS. [NOISE] THEN WE ADDED THE CUBS AND GRIZZLIES MATRIX, WHICH WE HAVEN'T HAD IN THE PAST. >> MR. SHERROD? >> YES. >> FIRST OF ALL, THANK YOU VERY MUCH ON THE PERMANENT SUPPORT SPECIALIST. THAT WAS ME LAST YEAR THAT BROUGHT THAT UP. ONE OF THEM, I CAN'T REMEMBER WHICH ONE OF THEM HAD POINTED OUT TO ME IT WOULD A BETTER DEAL FOR THEM TO QUIT THEIR JOB AND TO COME BACK AND BE A SUB EACH DAY AND THEY WOULD HAVE MADE MONEY. [LAUGHTER] I LIKED MAKING THAT CHANGE. MY QUESTION HAD TO DO WITH UNUSED PTO. WHEN DO WE NORMALLY ASK PEOPLE TO TELL US THAT THEY'RE GOING TO RETIRE? >> FEBRUARY 1. >> THAT'S JUST MATCHING UP. IF YOU'RE RETIRING THIS YEAR, YOU NEED TO TELL US ON FEBRUARY 1 AND THAT WAS FOR US TO GET US PREPARED. >> IT WAS JUST A BIT OF CLARIFICATION. OCCASIONALLY WE GET THESE QUESTIONS THROUGHOUT THE YEAR LIKE, WHY DON'T I GET A PTO BUYOUT IF IT'S AFTER, SO THAT IS MIRROR. WE HAVEN'T CHANGED ANYTHING. THAT'S JUST CLARIFICATION, ADDING A LANGUAGE IN THE COMPENSATION PACKAGE TO ALIGN WITH THE POLICY. >> MY ONLY OTHER QUESTION WAS, DOES THE ELBOGAN PEOPLE STILL PAY THE NATIONAL CERTIFICATION AMOUNT? >> THEY PAY 2,000 AND THE STATE OF WYOMING HAS ACTUALLY COMMITTED TO PAYING THE OTHER 2,000 WD. THEY DIDN'T GET APPROVED FOR THAT IN THEIR BUDGET THIS YEAR. THEY'RE TRYING TO FIGURE OUT HOW THEY'RE STILL GOING TO REIMBURSE DISTRICTS FOR THE 4,000 NATIONAL BOARD CERTIFICATION, BUT THEY'RE BOUND TO DO IT BECAUSE THEY DIDN'T CHANGE THE LEGISLATION. BASICALLY IN THE SESSION, THEY SAID WE'RE GOING TO KEEP PAYING IT OUT, BUT WE'RE NOT GOING TO GIVE YOU ANY MONEY TO PAY IT OUT TO WD. I DON'T KNOW HOW THEY'LL SORT THAT OUT, BUT THEY SHOULD. >> JUST CLARIFY, WHEN YOU SAID THAT WASN'T IN THEIR BUDGET, ELBOGAN'S FOR? >> WD. >> WD. ELBOGAN. THE WD IS TO, BUT WHAT YOU'RE TALKING ABOUT HERE, THIS IS US PAYING 2,000 TO PEOPLE OTHER THAN TEACHERS, BUT WHO HAVE NATIONAL CERTIFICATIONS AND WE'D LIKE THAT. WE'RE INCENTIVIZING THEM AND WE GIVE THEM $2,000? >> YES. >> THANK YOU. >> ANY QUESTIONS ON THOSE CHANGES? WE'LL MOVE ON TO THE MOST EXCITING TOPIC. >> BRIEFLY BEFORE YOU MOVE ON, I'LL JUST SUMMARIZE WHAT I WANTED TO SHARE WITH THE BOARD AND THE PEOPLE LISTENING IN. OVER THE NEXT MONTH, KRISTEN AND THE BUILDING LEADER WILL BE HAVING INDIVIDUAL MEETINGS AT EACH BUILDING TO GO OVER THE COMPENSATION PLAN. IF THERE ARE ANY OTHER CHANGES OR RECOMMENDATIONS, WE'LL HAVE THE OPPORTUNITY TO CONSIDER THOSE AND BRING THEM TO YOUR ATTENTION IN MAY. WE'RE TRYING TO BE SURE THAT EVERYONE UNDERSTANDS, A, HOW THE COMPENSATION PACKAGE IS DEVELOPED AND B, HOW IT MAY IMPACT THEM IN THE FUTURE, SO THERE'S JUST NO CONFUSION. WE'LL ALSO USE THAT OPPORTUNITY TO TALK ABOUT THE NEXT TOPIC, HEALTH BENEFITS AS WELL, BECAUSE THESE ARE COMPLEX THINGS AND EMPLOYEES TEND TO NOT PAY TOO MUCH ATTENTION TO IT AND SOMETIMES IT CAN BE CONFUSING. WE'RE TRYING TO DO A SIGNIFICANT OUTREACH AND THEN THE NEXT STEP FOR THE BOARD, I'LL BE SURE TO COMMUNICATE ANY UPDATES AND THAT KIND OF THING SO YOU'RE WELL AWARE OF THEM. THEN IN MAY WOULD BE THE OPPORTUNITY FOR THE BOARD TO CONSIDER THIS EXACT PACKAGE OR SOMETHING MAYBE A LITTLE BIT DIFFERENT BASED ON THE FEEDBACK AND THE INPUT THAT WE GET OVER THE NEXT MONTH. THIS IS JUST A DRAFT, BUT WE'RE GOING TO HAVE A LOT OF COMMUNICATION OVER THE NEXT MONTH BEFORE YOU SEE IT AGAIN AND CONSIDER IT FOR APPROVAL. THANKS TO KRISTEN FOR PUTTING IN ALL THE TIME ON THIS. THANK YOU. >> ONTO HEALTH INSURANCE. WE'VE KNOWN OUR HEALTH INSURANCE RENEWAL WAS GOING TO BE HIGH. WE WENT OUT TO BID AND AT THE SUGGESTION OF A SUPERINTENDENT, WE FORMED A STEERING COMMITTEE BEFORE SPRING BREAK AND WE INVITED ANYONE WHO WANTED TO PARTICIPATE IN A STEERING COMMITTEE TO SIGN UP. WE ASKED THEM TO BE AT TWO MEETINGS, ONE BEFORE SPRING BREAK AND ONE AFTER. THE MEETING BEFORE SPRING BREAK WAS REALLY TO PROVIDE AS MUCH INFORMATION AS WE COULD AND THEN HAVE ANY QUESTIONS ANSWERED. WE ALSO HAD A LOT OF QUESTIONS THAT CAME IN AFTER THAT INITIAL MEETING THAT WE HAD THAT WE EMAILED OUT TO THE CONSULTANT. [01:00:01] YOU-ALL HAVE A DOCUMENT IN FRONT OF YOU WITH ON THE TOP PORTION ARE THE QUESTIONS THAT THE STEERING COMMITTEE WE HAD FOR OUR CONSULTANT AND HIS ANSWER'S IN RED. THEN THERE'S ALSO A LIST OF QUESTIONS THAT TRUSTEE GANGRY SENT OUT TODAY THAT I ALSO ANSWERED IN A PURPLISH COLOR AT THE BOTTOM OF THAT DOCUMENT AS WELL. HOPEFULLY, YOU'VE ALL HAD A CHANCE TO SCAN THAT A LITTLE BIT. I'M GOING TO TALK ABOUT THE PROCESS THAT WE HAVE WITH STEERING COMMITTEE. SOMETIMES THESE MEETINGS CAN BE REALLY VOLATILE. USUALLY THE PEOPLE THAT VOLUNTEER CARE DEEPLY ABOUT BENEFITS AND THAT'S WHY THEY'RE THERE. THEY CAN BE A BIT TENSE, BUT I HAVE TO SAY OF ALL OF THE MEETINGS I'VE HAD WITH STAFF OVER THE LAST SEVEN YEARS, THESE TWO WERE REALLY POSITIVE AND I REALLY FELT LIKE STAFF CAME READY TO TALK ABOUT IT, READY TO COMPROMISE IF THEY NEEDED TO, AND TO GET AS MUCH INFORMATION AS THEY COULD SO THAT THEY CAN HELP FIGURE OUT WHAT INPUT THEY WANTED TO PROVIDE TO THE BOARD. AT OUR FINAL MEETING, WHICH WAS JUST LAST NIGHT, STEERING COMMITTEE, SOME OF THE REAL TOPICS AND I THINK THAT THIS IS IMPORTANT BECAUSE IT'S NOT JUST THE STAFF ASKING FOR MORE. THE TOPICS THAT WE TALKED ABOUT WERE THEY WERE WORRIED WE WERE GOING TO LOSE PEOPLE. THEY'RE SAYING HOW ARE WE GOING TO HANG ON TO PEOPLE IN THE CURRENT ENVIRONMENT? HOW ARE WE GOING TO KEEP STAFF WHEN IT'S SO COMPETITIVE LOCALLY? ESSENTIALLY, IF WE'RE SAYING NEXT YEAR, WHETHER THROUGH BENEFITS OR PAY, WE'RE GOING TO TAKE A DECREASE, HOW WILL WE KEEP STAFF WHEN WE ALREADY KNOW THAT WE'VE STRUGGLED TO REALLY KEEP STAFF? THIS STEERING COMMITTEE INPUT COMES FROM A GOOD PLACE, NOT JUST WANTING MORE. THE FIRST IS THEY'D REALLY LIKE TO REQUEST THAT WE MOVE AWAY FROM WEPT BECAUSE THEY UNDERSTOOD AFTER A LOT OF CONVERSATION THE CHALLENGES WITH NOT HAVING OUR DATA AND BEING ABLE TO USE THAT DATA MOVING FORWARD IN SEVERAL WAYS. ONE OF WHICH IS TO GO OUT AND GET MORE COMPETITIVE BIDS. THE SECOND IS TO GUIDE WELLNESS PLANS. IF WE'RE GETTING OUR DATA ON A MONTHLY BASIS AND WE CAN SEE IN THE WINTER PEOPLE ARE STARTING TO HAVE MORE MENTAL HEALTH DISORDERS MAYBE FROM SEASONAL DEPRESSION, MAYBE THAT'S SOMETHING WE CAN PUSH IN ON WELLNESS AND MAYBE CUT COST OF MEDICAL CARE. THEN THE THIRD IS TO REALLY TAKE THAT INFORMATION, COMMUNICATE WITH STAFF AND SAY, POSSIBLY IF EVERYBODY'S GETTING AN MRI IN TETON COUNTY AND IT'S NOT AN EMERGENCY NEED, IF THE MRI IN IDAHO FALLS IS HALF THE PRICE, MAYBE IF THEY'RE ON A HIGH DEDUCTIBLE PLAN, THEY'D RATHER GO DO THAT. BEING ABLE TO COMMUNICATE WITH STAFF AND MAKE THOSE DECISIONS IN REAL-TIME VERSUS JUST REACTING AFTER THE FACTS NOW. THE SECOND IS THEY REALLY FELT LIKE IT WAS IMPORTANT FOCUSING ON OUR CLASSIFIED STAFF BECAUSE AN INCREASE TO AN INSURANCE PREMIUM IS A LITTLE BIT DIFFERENT IF YOU'RE MAKING 70 OR $80,000 A YEAR, TWO OR $300 A MONTH ISN'T NECESSARILY AS IMPACTFUL IF YOU'RE MAKING $30,000 A YEAR. THERE WAS A LOT OF CONCERN ABOUT ADJUSTING RATES FOR CLASSIFIED STAFF. FOR THAT REASON, THEY WANTED TO GIVE INPUT TO THE BOARD THAT YOU COULD CONSIDER GIVING A STAFF INCREASE AS WELL AS KEEPING THE EMPLOYEE PREMIUM CONTRIBUTIONS WHERE THEY ARE, WHICH WOULD BE AN INCREASED COST TO THE BOARD OF $1.4 MILLION. IN ADDITION TO THE $1.2 MILLION STEP. WE ARE RECEIVING $1.7 MILLION IN ADDITIONAL FUNDING THROUGH OUR FOUNDATION GUARANTEE AS A RESULT OF THE ESEA LEGISLATION, WHICH LEAVES A GAP OF ABOUT 815,000. THEY ASKED A LOT OF GOOD QUESTIONS AND ONE SUGGESTION WAS THAT WE COVER THE 815,000 WITH THE ADDITIONAL INTEREST REVENUE THAT WE SHOULD BE GETTING NEXT YEAR. ANY QUESTIONS? [LAUGHTER] NONE, ALL RIGHT. >> MR. CHAIR. >> TRUSTEE [INAUDIBLE]. >> THIS IS THE MILLION DOLLAR QUESTION. REMEMBER THAT MILLION DOLLARS THAT WE HAD? >> YES. >> WHERE IS THAT SITTING NOW? >> IT'S SITTING IN FUND 62 AND IT IS SITTING OUT THERE. WE COULD USE THAT. >> IS IT EARNING INTEREST? >> IT IS. IT'S EARNING THE 3.7% INTEREST. [01:05:02] WE COULD TAKE THOSE FUNDS AND INVEST THEM IN THE SAME WAY THAT WE DO THE GENERAL FUNDS, I HAVEN'T WORKED THROUGH ALL OF THOSE DETAILS YET, BUT I REALLY ONCE WE GET OUR ACCOUNT SETUP. IT DOESN'T EARN INTERESTS. IT STAYS ABOUT A MILLION DOLLARS, ESPECIALLY WHEN WE WEREN'T EARNING MUCH INTEREST. WE COULD USE THAT MONEY. I THINK WITH THE CURRENT PROPOSAL FROM CIGNA THAT WE HAVE, IT'S A LEVEL FUNDED PLAN, WHICH MEANS THAT OUR PREMIUMS THAT WE'RE GOING TO PAY IS OUR MAX EXPOSURE, IF WE EVER WANTED TO GO TO 100% SELF-INSURED PLAN. THE DIFFERENCE BETWEEN THAT WOULD BE, RIGHT NOW IF OUR CLAIMS DON'T MEET OR PREMIUMS, WE SPLIT THE MONEY BACK WITH CIGNA 6633. IF WE WANTED TO MOVE AWAY FROM THAT AND GO TO A COMPLETELY 100% SELF-INSURED PLAN, WE WOULD WANT TO KEEP THAT MILLION DOLLARS IN CASE WE WERE OVER ONE YEAR OR A COUPLE OF CONSECUTIVE YEARS, OR WE COULD JUST PLAN TO STAY WITH A LEVEL FUNDED PLAN. I FEEL LIKE WE SHOULD GIVE IT A YEAR BEFORE WE REALLY TAP INTO THAT MONEY. WE COULD TAP INTO THAT MONEY AND THEN FIGURE IT OUT LATER IF WE NEEDED TO. >> NOT TO BE CONFUSING ABOUT THIS MILLION DOLLAR, CAN YOU EXPLAIN HOW THAT CAME ABOUT, IT'S BEEN A LONG TIME? >> BEFORE WE WERE WITH WEBT, WHICH IS A FULLY INSURED PLAN, WE WERE SELF-INSURED, AND AS WE LEFT OUR SELF-INSURED PLAN, WE HAD, THEY CALL IT RUN OUT. WHEN YOU LEAVE A SELF-INSURED PLAN, YOU STILL HAVE TO HAVE A RUN-OUT OF CLAIMS. YOU PAY THOSE CLAIMS WITH A FULLY INSURED PLAN LIKE WEBT, WE DON'T HAVE TO PAY THE PROFITS. THEY'LL BE PAID AND WE WON'T HAVE A RUN OUT. WITH SELF-INSURED, WE DID AND WHAT WAS LEFT OF THE CASH AMOUNT THAT WAS AS A RESULT OF LEAVING THIS OUT INSURED PLAN WAS A MILLION DOLLARS, AND THAT'S BEEN SITTING IN THE INSURANCE FUND SINCE THEN. >> MR. CHAIR. WITH THIS PLAN, IT SEEMED AS THOUGH THAT WE'RE CREATING RUN OUT AS WELL, I THINK I READ ABOUT $200,000? >> THEY'VE GUARANTEED US A SURPLUS OF 200,000. AT THE END OF THE YEAR, AT MINIMUM WE'D GET $200,000 BACK. >> TRUSTEE [INAUDIBLE] >> IF I'M FOLLOWING EVERYTHING CORRECT. LET ME JUST RECAP, JUST TELLING BY YOUR AMOUNT. EVERYBODY WOULD GET A STEP INCREASE THIS YEAR. WE GET THE STEPPING INCREASE WE'RE NOT ADJUSTING THE HISTORY OF ANY MONTH? >> NO. >> BECAUSE WE DID THAT LAST YEAR WITH THE RCA. IS EVERYBODY GETS A STEP INCREASE, POTENTIALLY WE'RE MOVING FROM WEBT TO CIGNA AND TO MAKE UP THAT DIFFERENCE, WE WOULD TAKE THE INTEREST EARNED OR POTENTIALLY THE MILLION THAT THE TRUSTEES [INAUDIBLE] WAS TALKING ABOUT TO PAY THAT DIFFERENCE OF MOVING TO CIGNA AND GIVING EVERYBODY A STEP INCREASE. >> WHETHER WE MOVED TO SIGNAL OR NOT, WE STILL HAVE AN INCREASE IN $1.4 MILLION IN PREMIUMS EVEN IF WE STAY WITH WEBT. WE'LL HAVE TO FIND A SOLUTION EVEN IF WE WERE TO STAY WITH WEBT. >> THE SECOND QUESTION TO YOU IS, I THINK THE MOST IMPORTANT THING FOR US TO DECIDE TODAY HERE IS MAKING SURE THAT WE ALL AGREE THAT YES, WHICH GIVE EVERYBODY A STEP INCREASE, AND B, PROBABLY WE'RE GOING TO MOVE TO CIGNA. BUT THE THIRD THING I THINK WE NEED TO DISCUSS TODAY IS, I WAS THINKING ABOUT DO I GO BACK AND TELL THE WHOLE HISTORY OF WHAT HAPPENED THE CLASSIFIED. I DON'T THINK IT'S REALLY NECESSARY TO GO BACK AND TELL THE WHOLE HISTORY. JUST TO SAY THERE WAS SOME CONFUSION LAST YEAR AND AS TO HOW MUCH THEY WERE GETTING AND WHATNOT. I DO THINK THE STEERING COMMITTEE WALKED MY DOG LAST NIGHT WITH JOE. JOE'S ON YOUR STEERING COMMITTEE? IT'S ON JOE HE HASN'T BEEN ABLE TO SPEAK. I TOTALLY GET CONCERNED WITH OUR CLASSIFIED STAFF AND WHEN I SAY CLASSIFIED, I MEAN NON ADMINISTRATOR STAFF. PARAPROFESSIONALS, ADMINISTRATIVE STAFF, ADMINISTRATIVE SECRETARIES SYSTEMS, FOOD SERVICE, CUSTODIAL, MAINTENANCE. >> TRANSPORTATION. >> BUS DRIVERS? YES. I'M TALKING THAT GROUP OF PEOPLE AND WE TRIED DOING A FEW FOLLOW WANTING THE ONE, I THINK IT WAS. WE TRIED TO ADDRESS IT AND THEN WHAT HAPPENED WAS WHEN WE GOT AROUND TO DO THE BUDGETING, WE DID NOT GIVE THEM THE OTHER INCREASE BECAUSE WE SAID, WELL, [01:10:01] WE ALREADY GAVE YOU THAT INCREASE LAST FALL AND THEN THERE WAS LITTLE FRUSTRATION WITH THAT. AT THE SAME TIME, REGARDLESS OF THE PAST BOY, THOSE ARE THE PEOPLE WE DON'T WANT TO LOSE I THINK. I GET REALLY WORRIED ABOUT THE BUS DRIVERS AND FOOD SERVICES CUSTODIAN, PARAPROFESSIONAL. I WOULD LIKE TO SEE US AT LEAST HAVE A DISCUSSION TONIGHT, AND THAT'S WHY I ASKED THE QUESTION A LITTLE BIT EARLIER, I SEND THAT EMAIL. IF WE DID A TWO-STEP INCREASE FOR ALL CLASSIFIED NON ADMINISTRATORS STAFF. IT THAT EXTRA STEP JUST FOR THOSE PARTICULAR PEOPLE, PEREZ, AIDS ASSISTANT, EIGHT ZEROS WOULD BE 344,000 MORE. IT SOUNDED AS THOUGH THAT YOU ARE GETTING GOOD INCOME OFF HER INTERESTS EARNED. THAT COULD POTENTIALLY PAY FOR THAT 344,000 FOR THAT SECOND STEP INCREASE. WHERE I'M LEANING AT LEAST AT THIS POINT IS YES TO A STEP INCREASE FOR EVERYONE. YES, TO MOVING TO CIGNA AND YES TO A TWO-STEP FOR THE CLASS. THAT'S WHERE I'M SITTING. >> CAN I JUMP DONE JUST REALLY QUICKLY. TONIGHT WE'RE NOT TAKING LET'S BREAK UP THE COMP PLAN AND THE INSURANCE. WITH THE INSURANCE PLAN WE HAVE A COUPLE OF OPTIONS TONIGHT. WE EITHER JUST GO FOR IT AND APPROVED SICKNESS, BUT THAT'S NOT WHAT I WOULD RECOMMEND. HOWEVER, IF WE TAKE, WELL THERE'S THREE OPTIONS, SECONDS WE VOTE TO APPROVE WHAT PLAN, WHICH I DON'T THINK ANY OF US WANTED. THIRD OPTION IS TO DO NOTHING TONIGHT. THAT'S NOT ON OUR ACTION ITEMS. WE HAVE A MONTH TO DIG THROUGH THIS. >> OH, I TOTALLY AGREE WITH YOU. I WASN'T INTENDING TO DO ANYTHING. >> YOU WANTED TO [OVERLAPPING] >> I DIDN'T SAME THING WITH MY MIND WAS SITTING. >> SAME THING WITH THE COMP PLAN [OVERLAPPING] >> I THINK THE OTHER IMPORTANT THING AND TRUSTEE HANGRY ASKED THIS QUESTION IN HIS EMAIL AS WELL, IS WHERE OUR CASH RESERVES SITTING, WE HAVE OUTPACED THE REVENUE AT THIS MOMENT IN TIME, I RAN SOME ESTIMATES RIGHT NOW, WHEN YOU APPROVED THE 168 PERCENT RCA LAST YEAR, WE EXPECTED TO SEE A DECREASE IN CASH RESERVES OF $2.5 MILLION. WE AREN'T SEEING THAT. WE ARE NOT SEEING THAT, LAST JULY RECEIVED $3 MILLION IN MOTOR VEHICLE FEES. THAT HAS INCREASED OUR REVENUE OVER AND ABOVE WHAT WE HAD BUDGETED, AND IT WAS UNEXPECTED. THOSE ARE PAID OUT RANDOMLY AND WE HAVE NO WAY TO FIGURE OUT WHAT WE SHOULD BE EXPECTING. WHILE THAT IS COUNTED AS A LOCAL RESOURCE AND INCLUDED IN THE FOUNDATION GUARANTEE, WE ARE OUTPACING OUR REVENUE PROJECTIONS, WHICH MEANS THAT WE'RE NOT, GO AHEAD. >> I'M GETTING WORD FOG HERE. YOU'RE SAYING WE ARE EXPECTED A TWO-AND-A-HALF MILLION DOLLAR HIT TO OUR RESERVES AND THAT HASN'T HAPPENED. WAS IT FIVE MILLION DOLLAR HIT TO THE RESERVES OR WAS IT ZERO BUT YOU DIDN'T HIT TWO-AND-A-HALF? [LAUGHTER] >> RIGHT. >> WHAT IS THAT, WHERE ARE WE? AT ZERO? [LAUGHTER] >> WE'RE CURRENTLY AT ZERO. >> WE'RE BREAKING EVEN. >> WE'RE A LITTLE BIT AHEAD OF THE EVEN. WE HAVE A LITTLE BIT MORE. NOW, YOU DO HAVE TONIGHT ON THE AGENDA TO DIP INTO CASH RESERVES FOR THE TECH PURCHASE. IT'S ALL [OVERLAPPING] >> BUT OUR PROJECTIONS OF A YEAR AGO, THE 168% RCA. >> CORRECT. >> TAKING A HIT ON OUR RESERVES HAS NOT COME. >> DOES NOT LOOK TO BE THAT WAY. >> DOES IT AT THIS POINT. THAT'S WHERE I WAS REFERRING TO. >> WE'RE GOING TO COLLECT THE 25 AND THE SIX MILLS THAT CAME FROM THE ESTIMATES FROM THE TREASURER LAST YEAR. IF WE RECEIVE ALL THE DOLLARS, WE WON'T BE SEEING THAT DECREASE. >> MR. CHAIRMAN, JUST TALK ON THAT BECAUSE I THINK YOU SHOULD GET A HUGE ACCOLADE FOR THIS. I WAS VERY NERVOUS LAST YEAR WITH YOU AND JANINE SHOWED UP WITH THIS IDEA [LAUGHTER] AND YOUR WISDOM WORKED. I REALLY APPRECIATE IT. I WAS NERVOUS. I DIDN'T KNOW IF IT WAS GOING TO WORK TO HAVE THEM SAYING, HEY, YOUR 164 AND THAT'S WHAT WE'RE GOING TO PAY YOU FOR, AND THEN WE WENT 168 AND WENT AHEAD AND GAVE EVERYBODY THEIR MONEY BECAUSE WE KNEW WE REALLY NEEDED TO HELP OUR TEACHERS. THAT WAS A DARING MOVE BY THIS BOARD AND IT PAID OFF AND I APPRECIATE. [01:15:01] I JUST WANTED TO THANK THEM PUBLICLY. BECAUSE AT THE TIME I WAS VERY NERVOUS ABOUT IT, BUT I DROPPED BY THIS MORNING TO TALK TO CHRISTIAN AND [LAUGHTER] THAT WAS ONE OF MY FIRST QUESTIONS LIKE, WHERE ARE WE AT? THE NICE THING IS LIKE MOTOR VEHICLE HAS COME IN AND WE GET THE WHOLE DEATHS OF MONEY, THAT'S PARTS OF THE VALIDATION BUT IT'S MONEY THAT FLOWS IN. THERE'S MONEY THERE RIGHT NOW. I KNOW IT COMES AND GOES BECAUSE NOW WE'RE GOING TO DIP IN WITH THE OTHER THING TO DETECT. BUT I THINK IT'S A BIG DEAL TO CELEBRATE THAT. I REALLY APPRECIATE IT. I REALLY LIKED THAT YOU STUCK IT INTO THE COMP PLAN, THIS EXPLANATION OF WHAT WE DID LAST YEAR. BECAUSE IT'S A BIG DEAL. THE CONSERVATIVE THING WOULD HAVE BEEN JUST STICK WITH THE 164. >> ONE SIXTY TWO BY STAND. >> ONE SIXTY TWO. [BACKGROUND] I CAN REMEMBER SITTING HERE SWEATING. I WAS EXTREMELY NERVOUS ABOUT IT, BUT IT PAID ENOUGH IN THE END, FOR OUR TEACHERS AND OUR STAFF, AND I THINK IT'S TEACHERS AND STAFF SHOULD REALLY UNDERSTAND THE DARING THAT WE DID LAST YEAR. >> HOPEFULLY, CONTINUES ON. >> BUT YOU WERE JUST TALKING ABOUT A PROPOSAL FOR A TWO STEP INCREASE FOR THAT GROUP OF [OVERLAPPING] STAFF. SOME CLARIFYING QUESTIONS. A COUPLE OF THINGS THAT KEITH AND SYMBOL SAID. KEITH, ARE YOU PROPOSING THE TWO STEP INCREASE, BUT NOT COVERING THE DIFFERENCE? >> YOU'D HAVE TO COVER THE DIFFERENCE. >> OKAY. >> I WAS JUST SAYING THAT. >> COVERING THE DIFFERENCE AND A TWO STEP INCREASE FOR CERTAIN. >> YEAH, SO RIGHT NOW THE DIFFERENCE IS 815,000. >> YEAH. >> I'M ADDING TO THAT. >> ANOTHER THREE. >> THREE-FORTY FOUR. WHAT I WAS ASKING HER EARLIER, BECAUSE WHAT I DO, I DID ASKS THOSE LEADING QUESTIONS BEFORE I ASK THE QUESTION. >> I KNOW. [LAUGHTER] >> I WAS ASKING HER ABOUT REVENUE FIRST TO MAKE SURE SHE HAS MONEY TO COVER THAT EXTRA 344, IF WE DECIDE. >> NOW WE'RE TALKING ABOUT OVER A MILLION? > YES. >> SO 1.1 MILLION. AND THEN YOU ARE SAYING THAT WE COULD COVER THE 800 WITH THE INTERESTS, BUT I THOUGHT YOU SAID THE INTERESTS WAS 400,000 OR IS THAT THERE. >> RIGHT NOW. 440,000, 44,000 IS WHAT OUR INTEREST IS RIGHT TODAY. >> OKAY. >> BUT IT WILL BE MORE THAN THAT, BECAUSE WE DIDN'T START GETTING HIGHER INTEREST RATES UNTIL MID YEAR, SO LIKE DECEMBER. THE OTHER PART OF THAT IS I JUST TOTALLY LOST MY TRAIN OF THOUGHT. >> WILL IT COVER THE ENTIRE AMOUNT OR JUST A PORTION? >> I ANTICIPATE OUR INTEREST EARNINGS WILL BE ABOUT $1.2 MILLION. [OVERLAPPING] >> IT'S GOING TO COVER BOTH? >> JUST AS A POINT OF REFERENCE, A STEP INCREASE FOR ANY STAFF MEMBER IN THE DISTRICT WOULD NOT COVER THE INCREASE IN PREMIUMS IF EMPLOYEES HAD TO COVER IT ALL. >> THAT'S WHY IT'S THIS STEP INCREASE PLUS COVERING THE DIFFERENCE. >> THIS IS ALL VERY EXCITING [OVERLAPPING] OVER EXCITING, GREAT JOB. >> THANK YOU [OVERLAPPING] [LAUGHTER] >> TRUSTEE CARLIN. >> JUST GO AHEAD. [OVERLAPPING] >> GO AHEAD. >> SO I HAVE INTEREST REVENUE PROJECTED TO BE 1.2, AND THEN BEING NEW HERE, LEARNING ABOUT THE INCOME COMING FROM CAR REGISTRATION, IT WAS WHAT LAST YEAR? >> WELL, I THINK THE TOTAL LAST YEAR WAS LIKE 7 MILLION, BUT WHAT HAPPENS IS WE EXPECT TO GET THOSE CAR REGISTRATION FEES WITHIN THE FISCAL YEAR. LAST YEAR THEY WERE PICKED IN JULY. THAT DOES IMPACT OUR AUDIT, BUT IT DOESN'T IMPACT OUR CASH RESERVES BECAUSE THAT'S MEASURED ON JUNE 30TH. IN SHORT, WE CLAIM WYOMING WHEN WE REPORT OUR REVENUE AND EXPENDITURES TO WYOMING, WE DO REPORT ON A CASH BASIS, SO THAT 3 MILLION IS INCLUDED IN THIS YEAR'S CASH, NOT LAST YEAR'S CASH. OUR REVENUES ARE GOING TO BE A LITTLE BIT HIGHER THAN WHAT WE HAD BUDGETED, BECAUSE WE WEREN'T EXPECTING TO 3 MILLION IN JULY. >> AND WITH THE GROWTH THAT WE'VE BEEN SEEING IN OUR COMMUNITY POTENTIALLY BE THE SAME AGAIN. >> I BELIEVE LAURA DAVENPORT, OUR BUSINESS MANAGER, ACTUALLY CALLED THE TREASURER AND SAID HOW MANY CARS WERE PURCHASED? BUT [INAUDIBLE] SUCH A FINITE NUMBER AND SUCH A SHOCK TO US, [01:20:04] BUT THOSE ARE JUST FROM NEW CARS. >> THANK YOU. IT JUST HELPS ME WRAP MY HEAD AROUND. >> TONIGHT DO WE NEED TO APPROVE THE CHANGE TO SIGNAL, WE DON'T HAVE TO DO ANYTHING. >> JUST DO NOTHING. >> [OVERLAPPING] SOMEONE THAT IF WE COULD, IT WOULD BE HELPFUL TO STAY. >> WELL, IF I KNOW THE DATES, I UNDERSTAND THE DATES. DR. [INAUDIBLE] TOLD ME ABOUT IT, JUST EXPLAIN IT TO ME. THE FINAL DECISION WHETHER WE GO WITH WEBT OR NOT AFTER ASKING FOR AN EXTENSION IS APRIL, 28TH. IF WE DON'T REPLY, IT'S AN IMPLICIT KNOW THAT [INAUDIBLE] >> WE HAVE TO REPLY, WE HAVE TO SEND THEM A MAIL. >> WE SHOULD SAY SOMETHING ABOUT THAT. >> I DIDN'T KNOW. I THOUGHT WE COULD JUST IGNORE IT. I'M GLAD YOU DID SOMETHING. WE'LL HAVE THAT ON THE ACTION ITEMS. >> THE ACTION 9 WOULD BE THAT WE'RE DROPPING WELL, AND GO ON WITH SIGNAL. >> NO, WE'RE JUST DROPPING ONCE. WE WON'T PUT IT ON SIGNAL, BUT IT'S IMPLIED UNLESS YOU GUYS HAVE SOME OTHER PLAN. >> THERE'S NO OTHER PLAN. [OVERLAPPING] >> I KNOW THAT PROCESS AND ALL OF THAT IS NOT THE MOST IMPORTANT THING. THERE IS A LOT OF WORK THAT HAS TO GO INTO CHANGING INSURANCES. IF YOU WERE IN POINT TO MAKE A DECISION TONIGHT, IT WOULD MAKE OUR LIVES A LITTLE EASIER, BUT I KNOW THAT'S NOT THE REASON YOU'RE MAKING THE DECISION. >> THE BIGGEST DECISION IS WHETHER OR NOT WE'RE STAYING WITH WEBT, AND THAT HAS TO BE DONE. IF THERE'S NO VOTE ON SIGNET, REALLY NO BIG DEAL. BECAUSE THAT REALLY IS THE ONLY OTHER VIABLE OPTIONS WHERE WE CAN GET A LOT OF WORK DONE AND HAVE THIS READY FOR MAY 8TH FOR YOU TO CONSIDER FORMALLY AND IT COULD BE PART OF YOUR COMPENSATION PACKAGE AS WELL. WHEREVER YOU ARE ALL COMFORTABLE WITH, BECAUSE THERE'S A LOT WE HAD HIM UP PRETTY QUICKLY, SO I DON'T WANT ANYONE TO FEEL RUSHED OR THAT YOU DON'T HAVE ALL OF THE QUESTIONS, BECAUSE IT'S A BIG CHANGE FOR MOVING INSURANCE, IT'S VERY TIME-CONSUMING, SO I DON'T WANT YOU ALL TO FEEL RUSHED. WE CAN MAKE IT WORK. >> RECEIVE MADE UP. >> JUST ABOUT WEBT. I KNOW WE'VE HAD DIFFICULTIES WITH WEBT AND THAT THEY'RE UNWILLING TO GIVE US OUR DIALOGUE, THAT I THINK WE'LL, BUT ARE THERE OTHER DEFICIENCIES IN WEBT THAT PEOPLE ARE CONCERNED ABOUT, ARE THEY DENYING PAYMENT ON CHANGE, ALL THE COMPLAINTS ABOUT IT. >> THE HEALTH INSURANCE IS THROUGH BLUE CROSS BLUE SHIELD OF WYOMING, AND I THINK THERE'S A LOT OF STAFF WHO APPRECIATE HAVING BLUE CROSS, BLUE SHIELD OR WYOMING. WE'VE HAD A LOT OF CONCERN AND A LOT OF QUESTIONS AROUND CAN WE GET A HIGH QUALITY PLAN SIMILAR TO BLUE CROSS BLUE SHIELD? A LOT OF THOSE QUESTIONS HAVE BEEN ANSWERED. I'M SURE THERE WILL STILL BE MORE QUESTIONS. EVERYTHING THAT I HAVE SEEN IS THAT YES, WE ARE GETTING A HIGH-QUALITY PLAN LIKE BLUE CROSS, BLUE SHIELD. THEIR DEFICIENCIES REALLY LIE WITH WEBT, AND ONE OF THE INTERESTING THINGS IS BLUE CROSS BLUE SHIELD WON'T FIT US FOR INSURANCE WHEN WE'RE WITH WEBT, BUT IF WE'RE OUT OF WEBT FOR A YEAR, BLUE CROSS BLUE SHIELD WILL BID OUR INSURANCE. THERE'S A LITTLE BIT OF WE HAVE TO GET OUT IN ORDER TO GET COMPETITIVE BIDS AND I THINK THE NEXT TIME WE GO OUT TO BID WILL HAVE MORE THAN SIGNET AND UNITED HEALTH CARE. WE CAN HAVE BLUE CROSS BLUE SHIELD. WE CAN HAVE MAYBE A COUPLE OF MORE AND MORE INFORMATION TO BE ABLE TO MAKE THOSE DECISIONS. THE OTHER BIG THING WITH WEBT, IS FOR AS LONG AS WE'VE BEEN WITH WEBT, WE'VE NEVER RECEIVED A PREMIUM DECREASE. AND EVEN WHEN WE'VE HAD YEARS, WHERE ARE PAID, LOSS RATIO WAS WELL BELOW 100%, ARE PAYED LOSS RATIO DOES TAKE INTO ACCOUNT RISING HEALTH CARE COSTS, SO WHY WEREN'T WE GETTING DECREASES? WITH BEING A LEVEL PLAN OR A SELF-INSURED PLAN, WE WILL GET DECREASES, BECAUSE IF WE'RE NOT CLAIMING EVERYTHING THAT WE'VE PAID, WE'LL GET THAT MONEY BACK, AND WE CAN ALWAYS GO OUT TO BID AGAIN AND GET A MORE COMPETITIVE BID. IT DOES OPEN US UP TO ACTUALLY REDUCE OUR HEALTH INSURANCE COSTS FOR THE DISTRICT, WHICH I DON'T KNOW THAT THAT WILL EVER HAPPEN WITH WEBT. [01:25:02] >> I SEE. THANK YOU, THAT HELPS SO MUCH. [OVERLAPPING] >> JUST ONE MORE THING BEFORE WE DECIDE TO MAKE A DECISION TONIGHT ABOUT WEBT, YOU TALKING ABOUT ANY DOWNSIDES TO LEAVING WEBT WITH THE RETIREMENT, PAY RETIREES AND INSURANCE. >> OUR CURRENT RETIREES THAT ARE ON OUR CURRENT HEALTH INSURANCE PLAN WILL BE ABLE TO TRANSITION TO SIGNET. THE PEOPLE THAT ARE RETIRING THIS YEAR, WE'LL BE ABLE TO TRANSITION TO SIGNET. I'M COUNTING ON YOU TO CORRECT ME IF I'M WRONG. ANYBODY WHO RETIRES IN FUTURE YEARS WILL NOT BE ABLE TO ELECT. THAT'S ACTUALLY A BIG ONE. >> IT WON'T BE ABLE TO ELECT WHAT? >> RETIREE INSURANCE. NO, WE COULD DO THAT. THEY SAID WE COULD ALLOW THEM TO DO THAT. >> WE CAN. GOOD DECISION OF THE BOARD WILL PAY BASED ON OUR DATA [INAUDIBLE] >> MR. CHAIRMAN, IF I'M UNDERSTANDING, THIS YEAR WE DON'T NEED TO WORRY ABOUT IT. WE WENT WITH SAYING THAT, WHOEVER IS RETIRING THIS YEAR, WILL GO WITH SIGNAL. >> YES. >> TO PEOPLE THAT HAVE ALREADY RETIRED THAT ARE OVER ON THE LEFT, WILL GET THE TRANSITION OF A SIGNAL WITH US. IN THE FUTURE, SOMEONE RETIRING NOT THIS YEAR, BUT NEXT YEAR, WE DON'T KNOW YET. WE WOULD HAVE TO SIT AND LOOK AT OUR COMPENSATION PACKAGE NEXT YEAR AND GO, "ARE WE ADDING RETIREE HEALTH INSURANCE TO IT?" THE DOWNSIDE I GUESS IS THOSE THAT ARE THINKING OF RETIRING IN THE NEXT FEW YEARS. IT'S AN UNKNOWN AS TO WHAT WE WILL DO BECAUSE WE REALLY DON'T KNOW WHAT WE'LL DO UNTIL NEXT APRIL WHEN WE SEE THE NUMBERS. >> YEAH. >> MR. CHAIRMAN, I WAS JUST GOING TO THROW OUT THERE. I MEAN, THIS IS WHY I ASKED SOMEONE THIS QUESTIONS EARLIER TODAY AND IT JUST SO THE PUBLIC KNOWS WHAT THE QUESTION WAS. WHAT I WAS ASKING WAS, WHAT'S THE DIFFERENCE? BECAUSE EVERYONE LOVES TO CROSS BLUE SHIELD. THERE'S NOT ENOUGH. I THINK THAT'S A PROBLEM. IT'S BEEN WET. THAT'S BEEN THE PROBLEM. I WAS ASKING ME QUESTIONS LIKE, "HEY, WITH PT IS THEY GIVE US 30 SESSIONS." SIGNAL GETS SAME 30 SESSIONS FOR PBS, JUST PICKUP EASY THINGS. WHICH DOCTORS BELONG HERE? ARE THEY THE SAME? HOW ABOUT HEALTH FALLS SALT LAKE CITY? ARE WE GETTING THE SAME STUFF? THEN THE STEERING COMMITTEE ASKED A LOT OF THE SAME QUESTIONS AND THAT'S WHAT'S ON THAT FRONT PAGE AS TO WHAT IS THE SAME, AND WHAT KRISTEN DID WAS THEY DID THIS. THEY SAID, "HEY, YOU HAVE TO BID US APPLES-TO-APPLES." I THINK THE BENEFIT IS GETTING US OFF OF WET. IT MAY BE THAT SIGNAL ISN'T THE GREATEST THING IN THE WORLD, BUT IT'S LIKE A TRANSITIONAL TOOL. A, YOU CAN GO BACK TO BLUE CROSS BLUE SHIELD IF YOU NEED TO. B, IT GIVES US DATA. IF WE WANTED TO GO TO BE SELF-INSURED AGAIN, IT ALLOWS US TO DO THAT. THE PROBLEM IS WE'VE NEVER BEEN ABLE TO GO TO SELF-INSURANCE IS AROUND THE DATA TO FIGURE OUT IF THAT WOULD WORK. I THINK THERE'S A LOT OF ADVANTAGES TO DOING SEAGON. A BIG THING I'M TRYING TO, I GUESS I'M TRYING TO RESOLVE. HEY, WHAT PEOPLE COMPLAIN ABOUT THE MOST? THAT'S A SILLY THING, BUT IT'S A REAL. THEY GET SO FRUSTRATED EVERY YEAR WE ASK THEM TO REDESIGNATE WHAT THEY WANT BECAUSE WE CHANGE IT EVERY YEAR. EVERY YEAR EVERYBODY IS LIKE, "WELL, WHAT WAS THAT, WHILE YOU WERE AT A 5,000? OH, NO, I WANT TO STILL DO THAT OR DO I WANT TO DO THE 25 OR DO I WANT TO DO THE TRADITIONAL?" IT'S A FUNNY GAIL, WHEN YOU GIVE A LOT OF PEOPLE A LOT OF CHOICE. ACTUALLY, THAT'S BECOME FRUSTRATING BECAUSE YOU'RE LIKE, "AM I PICKING THE RIGHT ONE?" IT'D BE NICE TO GET TO THE POINT WHERE EVERY YEAR IT'S THE SAME CHOICES THAT WE'RE NOT EVEN JUGGLING ALL THE CHOICES EACH YEAR. I THINK BY GOING TO SEAGON, GETTING OFF OF WEPT WILL GIVE US THAT. I AM IN FAVOR OF IF THE REST OF THE BOARD IS LEANING THIS WAY TONIGHT SAYING, "BY THE WEPT, HELLO TO SEAGON AND ACTUALLY DOING THAT TONIGHT POTENTIALLY, REST OF BOARD WANTS." >> I WILL SAY I HAD A CONVERSATION WITH MARK NICE WHO IS OUR CONSULTANT THAT WE'VE BEEN WORKING WITH ON THIS TODAY. I SAID, "WHAT IS THIS TRANSITION? WHAT ARE OUR STAFF GOING TO HAVE TO DO?" I DO THINK THAT WE'LL GET A SIGNIFICANT AMOUNT OF SUPPORT. [01:30:05] IT'S ACTUALLY THROUGH HUB INTERNATIONAL'S WHO THE CONSULTANT IS WITH. BASICALLY THE TRANSITION THIS YEAR WILL BE, WHATEVER PLAN YOU'RE ON RIGHT NOW, WE'RE GOING TO KEEP YOU ON THAT PLAN UNLESS YOU WANT TO CHANGE SOMETHING. EMPLOYEES DON'T ACTUALLY HAVE TO DO ANYTHING UNLESS THEY WANT TO CHANGE THEIR PLAN WHICH WAS REALLY GOOD NEWS FOR ME BECAUSE WE ALREADY HAVE ALL OF THE DEDUCTIBLES TRANSITION FROM WEPT AND BLUE CROSS BLUE SHIELD OVER TO SEAGON. I THINK ON THE EMPLOYEE AND THE STAFF SIDE OF THINGS, IF THE BOARD DECIDES TO MOVE TO SEAGON, THE TRANSITION WILL ACTUALLY BE REALLY SMOOTH ON THE STAFF SIDE UNLESS SOMEBODY WANTS TO MAKE A CHANGE, AND THEN THAT SHOULD BE FAIRLY EASY AS WELL. >> WE'VE BEEN GOING FOR AN HOUR-AND-A-HALF. KRISTEN, HAVE ANOTHER 30 MINUTES AND THEN NO MORE. [LAUGHTER] WHY DON'T WE TAKE A FIVE-MINUTE BREAK AND COME BACK FOR THE ACTION ITEMS. LET ME GO MAKE IT THE FIRST ACTION ITEM OF LAST SECTION. WITHOUT OBJECTION, I THINK WE SHOULD MAKE THE DECISION TONIGHT. IT SOUNDS LIKE WE HAVE GOOD INPUT AND MISSILES. TAKE FIVE-MINUTES AND RELAX. THE STANDARD IS FIVE MINUTES. [BACKGROUND] WHAT OTHER REPORTS? I DON'T KNOW IF YOU HAVE ANY. WE'RE GOING TO MOVE ON TO ACTION ITEM. [E. Action Items] FIRSTLY GAIL, YOU'RE ALWAYS THE PARLIAMENTARIAN EXPERT. >> I WOULD MOVE TO AMEND THE ACTION ITEMS TO ADD AS THE LAST ITEM. I WANT TO INTERPRET IT, MR. BOSTWICK, I THINK HE'S UP FIRST. IF WE CAN ADD A NUMBER 8 AND NUMBER 8 WOULD BE A LETTER OF TERMINATION WITH WEPT AND AGREEMENT TO GO WITH SEAGON FOR OUR HEALTH INSURANCE WOULD BE NUMBER 8 UNDER SUBSECTION E. I WOULD MOVE TO ADD THAT TO THE ACTION. >> SECOND. >> IT'S BEEN MOVED AND SECONDED TO ADD TERMINATION OF WEPT AND THE ADDITION OF SEAGON TO BE OUR HEALTH INSURANCE CARRIER. ANY DISCUSSION? SEEING NONE, ALL THOSE IN FAVOR, PLEASE SAY AYE. >> AYE. >> ANY OPPOSED? DID YOU GET ALL THAT ANDREW? >> YEA, IT'S A FAVOR. >> LEAVING ON CONSIDERATION OF WHY THAT REQUESTS FOR REDUCER CAN ACTUALLY ADD MONTHLY FEES. >> THANK YOU. >> DR. CHUCK. >> THANK YOU. AS YOU KNOW, WE'RE PROUD OWNERS OF A SEWER LINE AT MUNGER MOUNTAIN ELEMENTARY SCHOOL, AND WE ARE REALLY GRATEFUL FOR THE WORK OF MATT CAUSTIC THROUGH RENDEZVOUS ENGINEERING AND JENNIFER ZONE, OUR TRUSTY AND HELPING US UNDERSTAND AND ALSO JUST FIGURE OUT WHAT EXACTLY TO DO WITH THIS REQUEST FROM Y DOT. WITH US TONIGHT IS A REPRESENTATIVE FROM Y DOT, JEFF BROWN. I KNOW HE HAS A FEW TALKING POINTS. I'LL JUST SAY BRIEFLY THAT JEFF HAS BEEN WORKING WITH US. AS YOU KNOW, JUST A BRIEF OVERVIEW. THE MUNGER MOUNTAIN SEWER SYSTEM WAS PUT IN PLACE IN 2018. WE UPSIZED THE LINE FROM FOUR INCHES TO SIX INCHES IN ORDER TO BE A GOOD NEIGHBOR IN THAT PART OF THE COMMUNITY. AT THE TIME WHEN THAT LINE WAS UPSIZED, IT WAS AGREED THAT Y DOT ADMINISTRATION BUILDING AND WE EVEN PASSED WOULD BE ALLOWED TO CONNECT AT THE SAME TIME, MUNGER MOUNTAIN ELEMENTARY SCHOOL. SINCE THEN WE'RE THE ONLY CONNECT THESE TWO THAT SEWER LINE. WHY THAT IS IN THE MIDDLE OF DEVELOPING 23 HOUSING UNITS JUST ON THEIR PROPERTY, THEIR MUNGER MOUNTAIN ELEMENTARY SCHOOL. THEY HAVE A REQUEST. OUR FEES WERE ADOPTED IN 2018 AND THAT WAS PUT TOGETHER [01:35:05] BY Y2 ENGINEERING THAT ESTABLISH THE CONNECTION FEE AND THE MONTHLY RATE. Y DOT AND JEFF BROWN ARE HERE TO REQUEST A REDUCED CONNECTION FEE AND A REDUCED MONTHLY USE FEE. HAVING SAID THAT, I WILL ASK JEFF BROWN TO JOIN US AGAIN SOON. [LAUGHTER] >> CHAIRMAN SCARLETT, TRUSTEES, GOOD EVENING. YOU GUYS HAVE HAD A LONG ONE ALREADY. MY NAME AS DR. CHAPMAN SAID, I'M JEFF BROWN. I SERVE AS THE TETON COUNTY AREA LIAISON FOR THE WYOMING DEPARTMENT OF TRANSPORTATION. A COUPLE OF THINGS I WANT TO JUST BRING OUT. WE APPRECIATE THE EFFORT YOU GUYS HAVE PUT INTO THIS SYSTEM ALREADY. WE UNDERSTAND THAT IT'S TAKEN A NUMBER OF RESOURCES ON OUR LOCAL PARTNERS. YOU GUYS, TOWN OF JACKSON, AND OTHERS. WYDOT OWNS AND OPERATES A NUMBER OF SMALL SEWER FACILITIES AROUND THE STATE. WE CERTAINLY UNDERSTAND THESE THINGS COST MONEY. THEY TAKE MAINTENANCE, THEY TAKE FEES ASSOCIATED. IT'S JUST A FACT OF LIFE. WE GOT TO TREAT OUR WASTE. WITH THAT BEING SAID, WE'RE TRYING TO GET SOME HOUSING FOR OUR FIRST RESPONDER FOLKS FIRST, CERTAINLY OUR PATROLMAN AND SOME OF OUR MAINTENANCE FOLKS THAT POD THE ROADS, THINGS LIKE THAT. WE'RE LOOKING AT BUILDING SOME THREE-BEDROOM UNITS THERE BEHIND THE JACKSON SHOP. WE'RE LOOKING AT $276 A MONTH FOR SEWER FEES FOR EACH OF THOSE HOMES. AT THE END OF THE DAY, WE HAD SOME ANALYSIS DONE OR AT LEAST A REVIEW DONE BY NELSON ENGINEERING AS YOU GUYS HAVE PROBABLY SEEN ALREADY, AND JUST APPRECIATE YOUR CONSIDERATION FOR LOWER FEES THAT MAY BE MORE IN LINE WITH THE REST OF THE COMMUNITY. I DON'T HAVE ANY DETAILED INFORMATION AS FAR AS I DON'T KNOW WHAT THE DISTRICT CONTRACT IS WITH THE OPERATOR AND THOSE THINGS AND I'M NOT HERE TO DISPUTE THOSE AT ALL. WE JUST SAW THAT FEES WERE MUCH HIGHER THAN WHAT WE SEE ELSEWHERE IN THE VALLEY AND JUST APPRECIATE YOUR CONSIDERATION FOR FEE REQUESTS. I'LL STAND FOR ANY QUESTIONS. >> QUESTIONS. >> CHAIRMAN, I HAVE TWO QUESTIONS. ONE WAS, THE SEWER FEE AFTER HOOKUP BUT I ASSUME IT WOULD HOOKUP, BUT SEWER MONTHLY FEE, WERE YOU GOING TO PAY WYDOT OR WERE YOU GOING TO HAVE YOUR EMPLOYEES PAY IT? >> THAT'S A GOOD QUESTION. I DON'T HAVE THE ANSWER TO THAT. WE'VE GOT A NUMBER OF OTHER EMPLOYEE HOUSING SITUATIONS ACROSS THE STATE IN THE DISTRICTS AND I'M NOT SURE HOW ALL THOSE ARE STRUCTURED. I DON'T KNOW IF WE'RE STILL REQUESTING A MONTHLY RENTAL FEE OUT OF THOSE FOLKS OR IF IT'S 100 PERCENT PAID BY WYDOT OR WHAT. I DON'T HAVE THAT ANSWER. >> MY SECOND QUESTION, IT LOOKS LIKE THERE WAS A DISCUSSION THAT MAYBE WE'LL CONTINUE THIS FOR ANOTHER MEETING. IT'S MY UNDERSTANDING YOU JUST HAVE SKETCHED AN APPROVAL RIGHT NOW. YOU STILL HAVE TO GO THROUGH DEVELOPMENT PLAN, WHICH WILL TAKE YOU A WHILE SO YOU'RE UNDER NO TIME CONSTRAINTS AT THIS POINT SO WE STILL HAVE SOME TIME TO WORK ON THIS A LITTLE BIT. >> THAT IS CORRECT. WE'VE BEEN ON HOLD HERE FOR A WHILE. I KNOW THE DISTRICT'S BEEN WORKING WITH THE TOWN OF JACKSON AND FINALLY HAVE THE SEWER AGREEMENT IN PLACE. [01:40:02] WE'VE PUT THE BRAKES ON THE ARCHITECT AND EVERYONE ELSE IS WAITING FOR ALL THIS TO BREAK LOOSE AND GET WORKED OUT. THAT BEING SAID, YES, WE'VE GOT A LITTLE BIT OF TIME. >> BUT I JUST WANT TO CLARIFY. I SAW AN EMAIL I THINK EARLIER TODAY, MATT NEEDED A LITTLE EXTRA TIME. I JUST WANT TO MAKE SURE YOU DIDN'T GET THE DECISION FROM US TONIGHT. IF WE WAITED A MONTH OR TWO, THAT WOULD STILL FIT WITH YOUR SCHEDULE. >> WE CAN WORK WITH THAT. >> THANK YOU. THAT'S ALL THE QUESTIONS. >> WYDOT CAN WORK WITH THAT. >> [OVERLAPPING] >> THIS MIGHT TIE INTO KEITH'S QUESTION. ONE OF THE PIECES OF THE AGREEMENT WITH THE TOWN IS THAT WE HAVE TO METER, THEREFORE WE'RE BEING REQUIRED TO METER EVERYBODY. I GUESS MAYBE IF YOU FIND OUT IF WE CAN HAVE ONE METER THAT GOES WYDOT AND THEN YOU TAKE CARE OF ALL THE DOWNSTREAM METERS OR IF EVERYONE'S PAYING INDIVIDUALLY [OVERLAPPING] BECAUSE THAT WOULD FACTOR INTO OUR COSTS TO [OVERLAPPING] >> I THINK THERE'S A NUMBER OF WAYS THAT COULD BE APPROACHED. WE COULD, AS WE MOVE FORWARD WITH THE DESIGN, CONSIDER A METER THAT BASICALLY CAPTURED OUR EXISTING FACILITY PLUS THESE HOWEVER MANY RESIDENTIAL UNITS MAY END UP BUILDING. I WOULD IMAGINE THAT WE WOULD CERTAINLY CONSIDER EQUIPPING THESE UNITS WITH AN AUTOMATED ELECTRONIC SYSTEM. THE OTHER THING THAT I GUESS I'LL THROW OUT THERE IS IF FOR SOME REASON WE STILL END UP IN A SITUATION WHERE WE'RE READING METERS OLD SCHOOL, I THINK WYDOT IS MORE THAN WILLING TO HELP OUT WITH THAT. WE'VE GOT FACILITY MAINTENANCE FOLKS, I THINK WE'D BE MORE THAN WILLING TO HELP OUT IN THAT AREA. IDEALLY, I THINK A METER MIGHT BE THE BEST EASIEST SOLUTION SO THERE'S JUST ONE NUMBER TO GET FROM THE DOT AND THAT'S IT. BUT HOWEVER THAT ENDS UP, I THINK THERE'S A NUMBER OF WAYS WE CAN TACKLE THAT. >> TRUSTEE MEAD. >> MR. BROWN, WE GOT A LETTER FROM WYDOT FROM MR. EDDINS, DISTRICT MANAGER. >> CORRECT. >> IS WYDOT STILL PROPOSING WHAT IT'S PROPOSING IN THAT LETTER THAT TCSD CONSIDER LOWERING CONNECTION MONTHLY BASE FEES TO $4,500 EQUIVALENT RESIDENTIAL UNIT AND 45 EQUIVALENT RESIDENTIAL UNITS RESPECTIVELY? IS THAT STILL THE PROPOSAL? >> THAT'S CORRECT. >> THEN IT WAS MY UNDERSTANDING MATT AND TRUSTEE ZUNG IS GOING TO WALK US THROUGH THE NEW PROGRAM. >> YEAH, I GUESS SO. [OVERLAPPING] >> THANK YOU. >> THANK YOU. >> THANK YOU. >> YOU'RE UP? [LAUGHTER] >> YEAH. I'VE BEEN WORKING A LITTLE BIT WITH MATT ON, WE CAN ADD OUR COSTS AND FUTURE EXPECTED COSTS LOOKING AT HOW THE REGIONAL FEES WERE CALCULATED AND I THINK MATT HAS SOME GOOD POINTS TO BRING OUT BUT I'LL JUST LET HIM SECOND. [LAUGHTER] >> MR. CHAIR, I'M MATT [INAUDIBLE] ENGINEERING AND I'M TASKED WITH OPERATING THE SYSTEM SINCE I GUESS YOU GOT IT STARTED. THE SYSTEM IS FAIRLY COMPLICATED AND EXPENSIVE FOR THE SCHOOL DISTRICT TO RUN. I APPRECIATE WYDOT'S CONCERN ON THE FEES. I JUST WANT TO CAUTION YOU THAT COMPARING THE FEES WITH OTHER SERIAL ENTITIES IS JUST LIKE A TOTALLY DIFFERENT ANIMAL THAN WHAT YOU HAVE. RIGHT NOW YOU ONLY HAVE TWO USERS. YOU DON'T HAVE A SYSTEM THAT HAS HUNDREDS OF USERS SO YOU CAN'T REALLY DIVIDE BY TWO AND MAKE THE NUMBERS MAKE SENSE AT ALL. YOU'RE ACTUALLY SUBSIDIZING THE SYSTEM, WHAT? YOU HAVE [INAUDIBLE] THE NUMBERS THAT YOU HAVE NOW. I WASN'T INVOLVED WITH SETTING THOSE NUMBERS. JEFF WORKED ON THAT A LOT Y2. BUT EVEN IF THOSE NUMBERS ARE YOURS, SO YOU'RE SUBSIDIZING THIS OPERATION A LOT. WE CAN DO COUNTER AGREEMENT. [01:45:01] THERE'S SOME ADDITIONAL RESPONSIBILITIES ON THE SCHOOL DISTRICT AND [INAUDIBLE] ALREADY HAD IF YOU BRING ON MORE USERS, NOT ONLY HAVE TO METER THEIR FLOWS WHICH YOU'RE GOING TO HAVE TO SEND OUT BILLS TO ALL THOSE PEOPLE AND YOU GOT TO DEAL WITH COLLECTION BUT YOU SAW THAT OUT, CONSULTANT OR DO IT IN HOUSE. IT'S AN EXTRA COMPLICATION AND AN EXTRA EXPENSE. ALSO, YOU'VE GOT [INAUDIBLE] FLOAT. THAT MONEY DOESN'T COME IN. YOU STILL GOT TO PAY YOUR TOWN BILL EVERY MONTH. THAT'S IN THE NEW CONTRACT. THE SCHOOL DISTRICT'S GOT A TOUGH SITUATION HERE BUT WE'RE LOOKING AT THE NUMBERS AND WE'RE LOOKING AT THE COUNTS AND SOME QUESTIONS HAVE COME UP THAT ARE BIG QUESTIONS AND I DON'T EXPECT YOU GUYS DISCUSSING THE NIGHT. THAT WAS WYDOT MAKES YOU AWARE OF THEM. THE FIRST QUESTION IS, THE INITIAL CAPITAL CONSTRUCTION COSTS. I ASSUME THE STATE PROVIDED THE MONEY, DIDN'T COME DIRECTLY FROM THE SCHOOL DISTRICT BUT IS THAT A COST THAT YOU RECOUPED? WE NEED TO BUILD THAT IN THE USER FEES OR THAT TAP FEES. IT'S DIFFERENT IF THE PERSON CONNECTING IS A PUBLIC AGENCY OR A PRIVATE AGENCY. THAT'S MY UNDERSTANDING TALKING WITH JEFF AND THIS WAS SET UP THAT IF IT WAS A PUBLIC AGENCY LIKE WYDOT, GAME, AND FISH, THAT THEY WOULDN'T HAVE TO PAY THE CAPITAL CONSTRUCTION COSTS OF THE INITIAL SYSTEM. THEY WOULDN'T HAVE TO CONTRIBUTE THAT, IT'S ALREADY GOVERNMENT MONEY AND THEY ARE GOVERNMENT AGENCY. BUT FOR A PRIVATE PERSON WHO WANTS TO GO IN THERE AND HOOK ONTO THE LINE, SHOULD THEY PAY FOR THAT COST THAT THE TAXPAYERS PAID? THAT AFFECTS THE NUMBER HUGE WHETHER YOU'RE DIVIDING IT BY TWO OR BY 100. [LAUGHTER] THAT'S ONE FACTOR. THEN THERE'S A DECISION TO UPGRADE THIS PRESSURE SEWER RANGE AT SIX INCH, WHICH COST THE DISTRICT ABOUT $345,000 BUT IT WILL BE NICE TO RECOUP THAT COST. THAT'S PROBABLY NOT IN THE NUMBERS RIGHT NOW. THEN THIS IS TO THE PROUD OWNERS OF THE SEWER SYSTEM, 50 OR 7,500 YEARS FROM NOW IS PROBABLY GOING TO HAVE TO BE REPLACED. IT'S ALWAYS WISE TO BE BUDGETING SOME REPLACEMENT NUMBERS IN THERE AS WELL. THE OTHER CHALLENGE IS MAKING THE CALL OF HOW MANY USERS CAN HOOK ONTO THE SYSTEM. RIGHT NOW, THE SEWER LIFTS STATION WAS SIZED TO GET A MINIMUM VELOCITY THROUGH THIS PRESSURE LINE SO THAT IT DOESN'T PLUG OUT. WE CAN DIVIDE THAT NUMBER BY NUMBER OF ERUS, EQUIVALENT RESIDENTIAL UNITS, NUMBER OF HOUSES BASICALLY, AND COME UP WITH A NUMBER. BUT THERE'S NO GUARANTEE, ESPECIALLY THIS NEW TOWN AGREEMENT. THE TOWN HAS GOT TO PROVE ANY FUTURE CONNECTION, WHETHER IT'S ONE, 20, OR 100S. THE TOWN HAS BEEN SLOW. YOU DON'T HAVE POWER ON YOUR OWN TO PROVE ADDITIONAL CONNECTIONS. BUT WHAT I'M GOING WITH THAT IS, WE MAY SAY YOUR SYSTEM HAS A CAPACITY OF 230 ER USED DURING 30 HOUSES. SHE MAY NEVER GET TO 20 [LAUGHTER] IN THE CURRENT SITUATION OR WHY THAT COMES ON THE HEY, YOU MIGHT DO THAT FOR 30. IF WE DIVIDE THOSE NUMBERS BY 233 OR YOU DIVIDE IT BY 30 THOSE ARE NUMBERS ARE JUST HUGE. I THINK WHAT I'M RECOMMENDING IS MAYBE NOT TAKING ANY ACTION ON THIS ITEM TONIGHT. I DEFINITELY APPRECIATE WHY DOTS POSITION AND IT MAKES SENSE TO COMPARE TO OTHER ENTITIES, BUT NOT FOR YOU GUYS. YOU HAVE A DIFFERENT ANIMAL HERE. I THINK ULTIMATELY IS GOING TO COME DOWN TO HOW MUCH OF THE SCHOOL DISTRICT GOT TO ACCEPT THAT THEY'RE GOING TO SUBSIDIZE IF NUMBERS DON'T WORK OUT VERY WELL. I THINK IN THE NEXT MEETING, WE CAN EASILY HAVE THESE NUMBERS BROKEN DOWN AND GIVE YOU SOME RANGES OF WHERE THEY FALL OUT AND THEN I THINK WE'RE GOING TO ASK YOU GUYS FOR THE BIG DECISIONS. RIGHT NOW, I DON'T SEE A REASON TO CHANGE EXISTING NUMBERS RIGHT NOW. I DON'T KNOW IF YOU WANT TO CONSIDER NOT ACCEPTING APPLICATIONS THAT YOU GO THROUGH THE BRAID ANALYSIS THAT MIGHT BE SOMETHING TO CONSIDER. I DEFINITELY THINK WE CAN COME BACK FOR YOUR MAY 8TH MEETING AND HAS SOME RECOMMENDATIONS AND WORKING WITH JENNIFER ON THAT. ANY QUESTIONS? >> QUESTIONS. >> OR THOUGHT. [OVERLAPPING] >> JUST ONE? [LAUGHTER] >> BEFORE YOUR THOUGHT, I'M GOING TO ASK THE QUESTION. IT'S 230 IS THE ER USE THIS SYSTEM IS DESIGNED FOR? >> WELL, THAT'S WHAT WE CAN PUSH YOU TO SILVER LEAD STATION AND [OVERLAPPING] GAIN A FISH WANTS TO HOOK UP HALFWAY AT THE LINE SO THE LIFT STATION IT DOESN'T AFFECT THE CAPACITY IF THEY HOOK ON. [01:50:03] >> 230 ERU BELOW THE BRIDGE? >> BASICALLY, YEAH. >> THEN ABOVE THE BRIDGE WE COULD ADD ANOTHER. [OVERLAPPING] >> WE CAN ADD MORE, BUT EVENTUALLY THE GRAVITY LINE, THERE'S A RESTRICTION ON IT, BUT IT'S ABOVE THE 230. I THINK THERE MIGHT BE A COUPLE OF HUNDRED MORE IN THERE, BUT AGAIN, YOU JUST DON'T HAVE ANY GUARANTEE THAT YOU'RE GOING TO HAVE THAT GROWTH. >> NO, THERE'S NOT GOING TO BE, NO WAY. >> IT WOULD BE NICE IF IT WERE TO HAPPEN FOR YOUR SITUATION. IF IT HAPPENED IN NEXT FIVE YEARS, THAT'D BE GREAT. YOU HAVE SOME REVENUE. BUT IF IT DIDN'T HAPPEN FOR 50, YOU'RE GOING TO SUBSIDIZE THIS FOR A LONG TIME. >> I CAN'T KEEP UP NUMBERS STRAIGHT. >> WELL, IT CHANGED. >> IT CHANGED. [OVERLAPPING] >> IF YOU BUILD A BEAR LIFT STATION, FOR A SEWER THROUGH IT TOO, BUT THAT'S MORE MONEY. [LAUGHTER] >> YEAH. >> THEN DEEP THOUGHTS FOR TRUSTEE INGRID. >> I HAVE SOME TOO. >> GO AHEAD AND TRUSTEE [OVERLAPPING]. >> NO. >> YOU KNOW THIS MUCH BETTER THAN I DO. >> NO, GO. [LAUGHTER] >> MY ONLY THOUGHT WAS THIS THAT WILL LEAVE MAYBE THE ORIGINAL AGREEMENT. WE START READING PASSED IN WHITEHALL. WE WERE UNDERSTANDING THAT THOSE WERE THE TWO ENTITIES THAT WERE COMING ON BOARD WITH US. THEY'RE BOTH GOVERNMENTAL ENTITIES WHICH MAKES A BIG DIFFERENCE TO ME. GAME AND FISH UPSTREAM IS GOVERNMENTAL TOO. I WOULDN'T MIND COMING UP WITH A TAP FEE, AND A MONTHLY FEE, OR WHATEVER FEE THAT WE NEED TO WORKOUT WITH Y DOT, WHATEVER THAT NUMBER IS. THEN DUE TO THIS MUCH BIGGER ANALYSIS THAT MR. AUSTICS IS TALKING ABOUT, IT IS A MUCH BIGGER PROJECT. I HATE TO HOLD UP Y DOT. HE'S EXCITED THAT Y DOT AND MR. BROWN CAN ATTEST TO THIS. THEY DIDN'T REALLY HAVE TO GO THROUGH THE PROCESS THEY'VE GONE THROUGH. THEY'VE GOTTEN THROUGH SKETCH PLAN, DEVELOPMENT PLAN WITH THE COUNTY. THEY'VE BEEN DOING ALL THE RIGHT THINGS IN OUR COMMUNITY TO MAKE SURE THEY GET ALL THE RIGHT PERMITS AND DO ALL THE RIGHT THINGS. THEY COULD HAVE TRIED TO DO SEPTIC INSTEAD. THEY'RE LIKE NO. WE WANT TO GET ON THE SEWER AND THIS SEWER LINE IT'S FOR OUR SCHOOL. BUT I THINK WILL SOMEDAY BE PRAISED AS A THING THAT HAS REALLY HELPED WATER QUALITY FOR ALL THE ISLAND. I THINK WE WANT TO GIVE MORE AND MORE PEOPLE ON THE ISLAND ONTO IT. I THINK WE'RE GOING TO HAVE TO FIND A WAY TO INCENTIVIZE PEOPLE. I DON'T MEAN THAT WE HAVE TO SUBSIDIZE EVERYONE, BUT I THINK THERE'S GOING TO BE A LITTLE BIT OF THAT. BUT I'D LIKE TO FIND A WAY. I'M NOT SAYING TONIGHT, BUT WITHIN A MONTH, I DON'T WANT Y DOT HAVE TO WAIT FOR US TO GO INTO A FULL ANALYSIS. IF WE HAVE A DIFFERENT RATE THAT WE END UP COMING UP WITH FOR EVERYBODY ELSE PRIVATE AND NEGOTIATE SOMETHING VERY SPECIFIC WITH Y DOT, I'M FINE WITH THAT BECAUSE I DON'T WANT TO HOLD THEM UP. I WANT TO SEE THEM BE ABLE TO START MOVING THEIR PEOPLE. I THINK IT'S AMAZING WHEN YOU HEAR Y DOT TELL THE STORIES OF, HEY OUR PLOW DRIVER DOES SEEM TO LIVE IN YOUR COMMUNITY. WE HAVE TO HELICOPTER THE GUY IN. [LAUGHTER] YOU'VE HEARD THAT JIM WEB STORIES WHERE THEY'VE HAD THE HELICOPTER, THE ALIGNMENT AND WHEN THE POWER GOES OUT IN EAST JACKSON BECAUSE WE HAVE NO LINEMEN THAT LIVE IN OUR COMMUNITY. IT'S THOSE TYPES OF STORIES WHERE YOU GO UNTIL YOU DON'T HAVE A PLOW DRIVER, YOU DON'T REALIZE YOU REALLY NEEDED THAT PLOW DRIVER. I'M EXCITED THAT Y DOT IS PROVIDING HOUSING FOR THEIR EMPLOYEES, AND I WANT TO DO WHATEVER IT TAKES TO ASSIST THEM IN GETTING IT DONE. I'M WILLING TO SEPARATE THE TWO AND HAVE A UNIQUE AGREEMENT WITH Y DOT SEPARATE AND DISTINCT FROM THE RATE AMOUNTS BECAUSE I DON'T THINK WE'RE EVER GOING TO GET THE RATES LOW ENOUGH TO WHAT Y DOT IS TALKING ABOUT. I EVEN PLAN TO KEEP OUR RATES PRETTY HIGH, POTENTIALLY. TO KEEP PAYING MATT EVERY YEAR COST MONEY TO MANAGE THIS THING. >> ELECTRICITY. >> YEAH. OUR SCHOOL KIDS CAN'T BE PAYING EVEN THOUGH WE LOVE WATER QUALITY, AND MAYBE WE GO TO THE COUNTY AND DO A HEY, YOU GUYS GOT TO HELP US SUBSIDIZE THIS SEWER LINE. IF YOU GUYS ARE ALL DONE, HOW ABOUT GETTING EVERYBODY IN ON, YOU GOT TO HELP US SUBSIDIZE THIS. THOSE ARE MY THOUGHTS, JUST RANDOM THOUGHTS. >> MR. CHAIR. >> YES. >> I WOULD TEND TO AGREE WITH KEITH, [01:55:03] BUT I THINK WE SHOULD MAKE IT BROADER FOR OTHER GOVERNMENTAL AGENCIES. WE'D PASSED AND THEN HAVE A SEPARATE TYPE OF CALCULATION FOR PRIVATE TROTS. I WAS ON BOARD WHEN YOU DID THIS SEWER PIPE THING AND I THINK THAT IT WAS ANTICIPATED AT THAT TIME THAT FOR EXAMPLE THE TRAILER COURT DOWN THERE WOULD GO ON BECAUSE THE FACT THAT IS THEY'RE LOSING SOME ETHYLENE INTO SACRED RIGHT THERE. BUT YOU'RE RIGHT. THEY'RE NOT GOING TO GO ON UNLESS IT'S COST-EFFECTIVE FOR THEM TO DO IT, WHICH IS REALLY UNFORTUNATE, BUT IT HAPPENS IN ALMOST EVERY TYPE OF SITUATION HERE. I WOULD AGREE WITH YOU KEITH, A TONE I THINK WE HAVE TO DO THAT. I'M NOT SO SURE THAT WE NEED TO DECIDE THAT TONIGHT, BUT I THINK WE HAVE TWO SEPARATE ANALYSIS OF WHO PAYS WHAT. TO THINK THAT WE'RE GOING TO GET OUR CAPITAL COSTS REPAID, AND IT'S JUST PIE IN THE SKY, IT'S LIKELY TO HAPPEN. >> I THINK YOU GET THE 345 BACK,I GUESS. >> YEAH. >> I DON'T [OVERLAPPING] >> WE STILL HAVE TITLE TO IT. IT'S JUST GETTING MADNESS [LAUGHTER] [OVERLAPPING]. TRUSTEE [INAUDIBLE] >> MR. CHAIR. >> I AGREE WITH A LOT OF THINGS THAT'S SAID AND MADDIE HAD EVEN SUGGESTED HAVING A SEPARATE CONNECTION FEE FOR GOVERNMENTAL ENTITIES AND PRIVATE ENTITIES. LOOKING AT THE NUMBERS THAT WE'VE LOOKED AT PRELIMINARILY, I THINK YOU'RE RIGHT. WHAT I WAS LOOKING AT IT'S LIKE OUR CONNECTION FEE SHOULD BE CLOSER TO $12,000 OR $13,000 IF WE REALLY WANT TO LOOK AT THE TRUE COST OF THE SYSTEM AND WHAT IT WOULD NEED TO REPLACE IT IN 50 YEARS, 70 YEARS. I THINK AS A BOARD, I THINK WHAT I WOULD NEED BEING A EAST PERSON [LAUGHTER] IS TO KNOW WHAT THE TRUE COST IS. WHETHER WE DECIDE TO SUBSIDIZE IT OR NOT, I THINK WE HAVE TO MAKE THAT AN INFORMED DECISION. THE REALITY IS RIGHT NOW THE SYSTEM WAS SIZED TO BE MUCH LARGER. THE REASON WE CAN'T KEEP TRACK OF THE NUMBERS IS BECAUSE THEY'VE CHANGED SINCE THE LAST TIME WE MET. IT WAS 450, I THINK. THIRTY-FIVE ERUS WAS THE ORIGINAL CALCULATION THAT WAS DONE BACK IN 2018 AND NOW BECAUSE OF THE PUMPS THAT WERE PUT IN, IT'S ACTUALLY 233 ERUS MAX. BUT AS MATT SAID, WE DON'T HAVE COMPLETE CONTROL OVER WHO CONNECTS AND IT'S NOT OUR MISSION TO GO OUT AND GET EVERYONE CONNECTED TO THE SYSTEM. WE'RE EDUCATING KIDS. WE'RE NOT TRYING TO GET EVAN'S TRAILER PARK CONNECTED OR LIKE INCENTIVIZING PEOPLE TO CONNECT TO A SEWER SYSTEM. RIGHT NOW THE TOTAL CAPACITY THAT'S BEING USED IS ABOUT 8% OF THE TOTAL SYSTEM CAPACITY. MATT IS HAVING TO FLUSH THE SYSTEM WITH FRESH WATER EVERY WEEK THAT WE'RE PAYING TO TREAT AND THE TOWN IS TREATING CLEAN WATER. WITH US USING ONLY 8%. WYDOT CURRENTLY IS USING 1% IF THEY CONNECT ALL THESE, IT'LL BRING IT UP TO ABOUT 15%, I THINK, OF THE TOTAL CAPACITY, BUT WE'RE PAYING FOR 99% OF THE COST RIGHT NOW. SUBSIDIZING THIS IS NO MORE. WE'RE JUST CARRYING THE WHOLE COST. I'M ALL ABOUT WATER QUALITY. LIKE I SAID, THAT'S LIKE MY LIFE MISSION. BUT THE MISSION OF THE SCHOOL BOARD IS EDUCATING KIDS, AND YES, THEY NEED TO HAVE FLUSHING BATHROOMS, BUT SAVING THE WATER QUALITY IN THE WHOLE HOG ISLAND I DON'T THINK IS OURS. I LIKE WHAT YOU SAID, KEITH, ABOUT GOING TO THE TOWN AND COUNTY, AND ESPECIALLY THE COUNTY SINCE WE'RE OUT IN THE COUNTY, TO SEE IF THEY CAN HELP WITH THIS IN SOME WAY. >> MR. KEVIN IS DEVELOPER ON THE COUNTY PART. THE COUNTY ENGAGED WITH MONEY FROM KARL J.H TO PROTECT OUR WATER. TRIHYDRO IS A COMPANY OUT IN LARAMIE. THEY'RE DOING A LARGE MILLION-DOLLAR PROJECT EVALUATING WATER QUALITY ACROSS THE COUNTY. ONE OF THEIR PRELIMINARY IDEAS IS THAT THE COUNTY WOULD TAKE OVER OWNERSHIP OF MULTIPLE SEWER LINES, INCLUDING THE WILSON SEWER DISTRICT, AND SO THERE'D BE ONE ENTITY. I DON'T WANT TO HOLD UP WYDOT JURISDICTION BECAUSE I'D LIKE TO WORK OUT A DEAL WITH WYDOT AS QUICKLY AS POSSIBLE. BUT FOR FUTURE, THERE MAY BE AN OPPORTUNITY FOR US TO MAKE A DEAL WITH THE COUNTY TO SELL THEM [02:00:05] A SEWER LINE WHERE WE ESSENTIALLY GET FREE SEWER SERVICE FOR THE REST OF OUR LIVES [LAUGHTER] AND THEY GET A NICE, BEAUTIFUL SEWER LINE. [LAUGHTER] THAT COULD BE A DEAL TO BE MADE THERE TO GET US OUT OF THE SEWER LINE BUSINESS AND IT SOUNDED LIKE THE COUNTY MIGHT BE WILLING TO DO THAT. I'D ONLY DO THAT IF WE WERE GUARANTEED EXTREMELY GOOD DEAL OF SOME SORTS. BUT AGAIN, THAT'S FOR THE FUTURE. I THINK MATT GOT THAT PART, BUT I THINK WE NEED TO WORK SOMETHING OUT FOR THESE PUBLIC ENTITIES THAT WANT TO TIE ON RIGHT NOW SO WE CAN GET THEM TIED ON, WHETHER THAT'S JUST A NUMBER THAT TRUSTEES HANDED MATT [INAUDIBLE] AS TO WHAT'S A GOOD NUMBER FOR WYDOT TO PAY FOR THE TAPPING FEE AND FOR THE O&M [INAUDIBLE]. >> I THINK PART OF THAT [OVERLAPPING] IS GOING TO BE UP TO THE BOARD HOW MUCH WE WANT TO SUBSIDIZE. WE COULD JUST ACCEPT WYDOT'S NUMBER AND JUST ACCEPT THAT HEY WE'RE STILL GOING TO BE PAYING X AMOUNT, WHICH IS 98% OF THE FEE OR 96% OF THE FEE. >> I FEEL LIKE WE'RE NOT THAT FAR FROM HAVING GOOD NUMBERS, I THINK. I THINK IF YOU WAIT A MONTH, I WANT TO KNOW WHAT YOUR COSTS ARE, AND HOW MUCH YOU ARE SUBSIDIZING BECAUSE IT'D BE GREAT TO GIVE WYDOT A BREAKDOWN OF FEES, BUT IT'S JUST MONEY OUT OF YOUR POCKET TOO IF YOU ADD THE ESTABLISH FEE. I THINK IF YOU HAVE THE NUMBERS FOR IN FRONT OF YOU, OBVIOUSLY, YOU CAN'T MAKE THE FEE SO HIGH THAT NOBODY IS GOING TO HOOK UP TO EITHER. YOU'RE NOT GOING TO GAIN THROUGH AN ADD EITHER EXCEPT A BALANCING THAT YOU HAVE TO DEAL WITH. YOU'RE JUST GOING TO TAKE SOME SUBSIDY ANYWAY. BUT I THINK I'D MUCH RATHER HAVE THE NUMBERS IN FRONT OF YOU, YOU CAN MAKE A BETTER DECISION. >> THANK YOU. WE'LL OPEN UP TO COMMUNITY INPUT. IS THERE ANYBODY THAT HAS ANY PUBLIC COMMENT ON SEWER SYSTEM? >> NO COMMENT. LETS BRING IT BACK TO THE BOARD. WHAT IS THE BOARD'S [OVERLAPPING]. >> I MOVE TO CONTINUE THIS ITEM UNTIL NEXT MONTH. >> SECOND. >> SUBMITTED AND SECONDED TO CONTINUE TO NEXT MONTH. ALL THOSE IN FAVOR, PLEASE SAY AYE. >> AYE. >> ANY OPPOSE? THANK YOU, GUYS. NEXT ITEM, SUBMISSION OF THE FISCAL YEAR '24, TCSD NUMBER 1, RECREATION DISTRICT APPLICATION. EVERYBODY, I WANT TO INTRODUCE YOU TO CHRISTINE BUNELL. [LAUGHTER] SHE'S RECLAIMING HER TIME. >> YOU SAID I HAD 30 MORE MINUTES. [LAUGHTER] YOU ALL HAVE SEEN THE DRAFT. THIS IS THE FINAL VERSION. THERE'S NOT BEEN ANY CHANGES, I BELIEVE, SINCE THE LAST TIME WE SPOKE. >> ANY QUESTIONS FOR CHRISTINE? >> THANK YOU. I HAD A QUESTION FOR TRUSTEE MEAD. YOU'RE THE CHAIR. LET'S SAY YOU GUYS AGREED TO THE WHOLE 2.9, MAYBE IT'S A CHRISTINE QUESTION, HOW MUCH DOES THAT LEAVE YOU FOR THE COMMUNITY, FOR OTHER APPLICANTS? ENOUGH [INAUDIBLE]? >> YES. [OVERLAPPING]. >> REALLY? >> ABOUT $30,000. >> I WAS LOOKING THROUGH THIS. WAS IT 875, FISCAL YEAR '24? I THINK IT'S ON THAT SECOND PAGE OF THE BLUE, $875,000. IS THAT RIGHT? >> I THINK IT WAS THE NEXT PAGE. >> I'M NOT THERE. [BACKGROUND] >> HOLD ON ONE SECOND. >> I GOT MY ANSWER, THERE'S ENOUGH. >> THERE'S ENOUGH. >> YEAH. >> I DIDN'T WANT TO TALK ABOUT IT FIRST. >> COMMUNITY INPUT, RECREATION DISTRICT. [INAUDIBLE] WHAT'S THE BOARD'S WILL? >> MR. CHAIRMAN, I MOVE TO APPROVE THE FY24R PTCSD RECREATION DISTRICT APPLICATION NOT TO EXCEED $2,000,916,739 AS PRESENTED. >> SECOND. >> WAS MOVED BY TRUSTEE [INAUDIBLE] SECOND BY TRUSTEE CARLIN TO APPROVE THE FISCAL YEAR 24 TCS DEA NUMBER 1, [02:05:04] RECREATION DISTRICT APPLICATION NOT TO EXCEED $2,916,739 AS PRESENTED. COMMENTS, QUESTIONS? SEEING NONE, WE'LL GO TO VOTE. ALL THOSE IN FAVOR, PLEASE SAY AYE. >> AYE. >> OPPOSED, OKAY. ANONYMOUS. NUMBER 3, CONSIDERATION OF STAFFING LETTER OF INTENT FOR THE 2023-2024 SCHOOL YEAR. DOCTOR. >> THANK YOU, TRUSTEES. THIS IS PER POLICY JCB, STAFF WILL BE INDIVIDUAL CONTRACTS FOR TEACHERS AND ADMINISTRATORS ARE GIVEN ANNUALLY BY APRIL 15TH. THEY WOULD HAVE NOTICE OF CONTINUING EMPLOYMENT, NOTICE OF NON RENEWAL OR RECOMMENDATION OF TERMINATION. IN THE EXECUTIVE CONTENT, YOU HAVE THE NAMES OF THE STAFF THAT WILL BE OFFERED A LETTER OF INTENT FOR THE FY24 SCHOOL YEAR. >> ANY QUESTIONS FOR DR. CHAPMAN? >> YOU'RE NOT A MUSLIM. >> MR. CHAIR, I'D LIKE TO APPROVE THE STAFFING LETTER OF INTENT FOR 2023-2024 SCHOOL YEAR AS PRESENTED. >> SECOND. [OVERLAPPING] [LAUGHTER] >> SECONDED BY TRUSTEE ADAMS TO APPROVE THE STAFFING LETTER OF INTENT FOR THE 23-24 SCHOOL YEAR AS PRESENTED. ANY BOARD COMMENTS? ALL THOSE IN FAVOR PLEASE SAY AYE. >> AYE. >> OPPOSED? CONSIDERATION OF FIRST-RATE POLICIES. DR. CHAPMAN. >> BEFORE YOU TRUSTEES IS AN OPPORTUNITY TO REVIEW THREE POLICIES. AND THE FIRST GROUPING IS VOTING METHOD, AND THE SECOND WOULD BE STUDENT ADMISSIONS, AND THEN THIRD ADMISSION OF NON-RESIDENTS STUDENTS. THE ON VOTING METHOD, THERE AREN'T REALLY ANY RECOMMENDED CHANGES. BUT I WANTED TO HAVE THE OPPORTUNITY FOR THE BOARD TO REVIEW THIS AND DECIDE IF WE WANTED TO CONTINUE WITH THIS METHOD. WE'VE HAD SOME CHANGES WITH OUR, SYSTEM AND WE'VE ALWAYS BEEN ABLE TO STREAM, BUT THROUGH COVID AND ALL THAT, WE STARTED ENABLING TWO-WAY COMMUNICATION. MEANING, NOT ONLY CAN A TRUSTEE TUNE INTO A MEETING AND VOTE, BUT A MEMBER OF THE COMMUNITY COULD ALSO SIT AT HOME, AND THEN MAYBE THEY WANTED TO PROVIDE A PUBLIC COMMENT VIA WEBEX. OUR SYSTEM RIGHT NOW BECAUSE OF VARIOUS UPDATES AND CHANGES BETWEEN SWAP IT WHICH IS THE STREAMING SERVICE, AND THAT ATTACHES THE RECORDING PORTION OF THE MEETING TO OUR BOARD AGENDA AND THE WEBEX. WE ARE REALLY UNABLE TO TAKE THAT PUBLIC COMMENT. WE CAN STILL CONTINUE WITH THE BOARD MEMBERS IF YOU HAD TO BE VIRTUAL VOTING IN PARTICIPATING, BUT WE REALLY CAN'T OPEN IT UP TO THE PUBLIC. PUBLIC CAN STILL STREAM, BUT THEY JUST WON'T BE ABLE TO HAVE TWO-WAY PARTICIPATION. WE WANTED TO FIRST REVIEW THE VOTING METHOD AND MAKE SURE THAT EVERYONE'S STILL COMFORTABLE WITH THIS. WE FELT LIKE THIS WAS AN APPROPRIATE TIME TO REVIEW IT. WE HAVEN'T REVIEWED IT IN QUITE AWHILE. THAT AND THE REGULATION OR THE PROCEDURES ARE HOSTED THERE JUST AS A FIRST REVIEW TO SEE IF THERE'S ANY CHANGES THAT YOU WANTED TO MAKE. >> IF I MAY, I WANT TO POINT OUT IN REGULATION BEDF-R. WE UPDATED THIS IN OCTOBER OF 2019, AND THE 1, 2, 3, 4TH PARAGRAPH, PHONE OR ELECTRONIC MEANS MAY BE USED TO ALLOW PARTICIPATION. PRIOR APPROVAL OF THE BOARD TRUSTEE CHAIRMAN IS REQUIRED TO PARTICIPATE IF NOT PHYSICALLY PRESENT. THAT'S HOW WE DIDN'T HAVE TO GO THROUGH SPECIAL REGULATIONS AND STUFF WHEN WE FELL INTO COVID A COUPLE OF MONTHS LATER, UNFORESEEN BY US. IS EVERYBODY OKAY WITH THAT SECTION, PARTICULARLY TO KEEP THAT AS THE OPERATING METHOD. IT'S SOMETHING TO THINK ABOUT BETWEEN NOW AND THE NEXT MEETING WHERE WE CAN MAKE SOME ADDITIONAL EDITS BEFORE WE DO THE FINAL READING. >> I'M NOT PROPOSING ANY EDITS, THERE'S NOT A FINAL READING. >> RIGHT, IT'S JUST IF YOU WANT [OVERLAPPING]. >> WE'RE JUST LOOKING AT IT. >> HOPING YET TO LOOK AT IT. >> CORRECT. >> MOVING ON [OVERLAPPING]. >> IF WE CAN ABOVE THAT, LET ME UNDERSTAND THIS. WE'RE ALL IN AGREEMENT, YES, SO WE CAN ALL CALL IT IF WE CALL THE CHAIR FIRST AND SAY, [02:10:04] HEY, I'M IN CHEYENNE, I'M GOING TO GET TO CALL HIM TONIGHT. IT'S WHATEVER ANDRIA TO WORK OUT FOR US EITHER BY PHONE OR CALLING IN OR IF SHE CAN FIGURE IT OUT. GET US IN FROM ZOOM, THAT'S BRAVE. I THINK WE'RE ON AGREEMENT ON THAT. THE PART I WAS NOT UNDERSTANDING QUITE WAS ARE WE SAYING THAT WE'RE NO LONGER GOING TO HAVE ANY PUBLIC PARTICIPATION, THROUGH I THINK WE USED WEBEX, BUT THROUGH ZOOM OR SOMETHING LIKE THAT. THAT'S NOT PART OF THIS DISCUSSION OR IS IT? >> IT'S REALLY NOT A PART OF THE VOTING METHOD POLICY BECAUSE, MEMBERS REALLY DON'T GET TO VOTE. BUT IT IS A PART OF A LARGER CONVERSATION BECAUSE TO MAKE A SWITCH TO ALLOW THAT TWO-WAY CONVERSATION, WE WILL HAVE TO DO A SUBSTANTIAL UPGRADES TO THE SYSTEM IN THIS ROOM, AS WELL AS THE SYSTEM THAT WE USE FOR TWO-WAY COMMUNICATION. WHAT WORKS WITH SWAGGER, SO WEBEX AND SWAGGER DID SOME UPDATES AND THEY AREN'T MESHING. THAT'S OUR PRIMARY, [OVERLAPPING]. >> WE'RE JUST GOING TO MOVE TO JUST HAVING SWAGGER. IF I'M A MEMBER OF THE PUBLIC, AND I DON'T WANT TO DRIVE DOWN HERE, I CAN STILL WATCH THE SHOW. I JUST CAN'T PARTICIPATE WITH THE SHOW. >> CORRECT. YOUR PARTICIPATION, IF YOU WANT TO MAKE [OVERLAPPING]. >> IT'S A GREAT SHOW. >> PUBLIC COMMENT, IT IS. I DON'T KNOW WHY ANYBODY WOULD [OVERLAPPING] [LAUGHTER]. >> FOR SURE IT'S UNSUPERVISED [LAUGHTER]. IT'S PRETTY LIKE A LITTLE EDUCATION ON THE SIDE. >> MEMBERS OF THE PUBLIC CAN STILL WRITE IN BECAUSE YOU ALL READ THEM AND THEY'RE POSTED. MEMBERS OF THE PUBLIC AND STILL WRITING AND MEMBERS OF THE PUBLIC CAN BE PRESENT. >> WE'RE GOING BACKWARDS INSTEAD OF FORWARD BECAUSE WE USE THE BE ABLE TO HAVE THE PUBLIC PARTICIPATING. LIKE DURING COVID, WE HAD PEOPLE COME IN. >> WE DID. THE WEBEX, DIDN'T UPGRADE, THE SYSTEM THAT THEY UPGRADED TO DOESN'T MATCH WITH SWAGGER. >> GOOD. WE'RE GOING BACK [OVERLAPPING] [LAUGHTER]. >> YES. >> IT MAKES ME OUTDATED. >> I'VE JOINED THE BOARD, I THOUGHT I MIGHT. I'VE TRIED TO MONITOR SOME OF THE MEETINGS ALSO AND SO FORTH. THERE WERE A NUMBER OF TIMES I COULDN'T HEAR A MEETING AT ALL. IT WASN'T EVEN AS A MEMBER OF THE PUBLIC I COULD TUNE IN, I COULDN'T. THE POSSIBILITY JUST WASN'T OPEN AT ALL. >> THAT'S A GREAT POINT. IT DEPENDS ON THE WAY IN WHICH YOU WERE TRYING TO ACCESS IT. IF YOU WERE CLICKING ON A LINK ON THE WEBSITE, AND I CAN'T REMEMBER WHICH VERSION [OVERLAPPING] BELIEVE THAT YOU COULD JOIN IN, SO WE DIDN'T KNOW WE HAD TROUBLE WITH IT UNTIL WHERE IN THE MIDDLE OF THE MEETING YOU CAN'T TROUBLESHOOT. IT WASN'T ORIENTED, IT WASN'T OUR INTERNET PROVIDER ISSUE EITHER, IT WAS THE CHANGES THAT WERE HAPPENING RAPIDLY. >> THERE WERE TIMES WHEN I COULD TUNE IN BUT I COULDN'T HEAR BECAUSE IT'S NOT [INAUDIBLE] >> YES. >> I THINK WE SHOULD HAVE SOME PUBLIC ACCESS. >> I HATE TO SAY THIS, BUT WE'RE SPENDING A LOT OF MONEY ON A LOT OF STUFF. WE DID IT DURING COVID AND THE PROGRAMS DON'T MATCH WHAT YOU THINK THAT THE NEW PROGRAM AND MAYBE THINK WE CAN'T DO THAT. >> ZOOM WORK? >> WERE WORKING ON THAT. [OVERLAPPING] >> THE OTHER THING IS ALL OF THIS STUFF WAS PRE-COVID STUFF AND THE TECHNOLOGY HAS CHANGED SO MUCH AND I THINK IT WOULDN'T HURT US TO GO OUT AND HAVE A PERSON THAT DOES THIS TYPE OF THING AND DESIGN A SYSTEM TO ACCOMMODATE THIS. >> WE'RE IN THE MIDST OF WORKING ON IT, BUT I WANTED TO FIND OUT WHAT LEVEL DO YOU WANT US TO GO BECAUSE WE CAN GO THE THURSDAY BRANCH. WE'LL WORK ON THAT AND BRING THAT BACK FOR CONSIDERATION. >> CHAIRMAN, IF I MAY. SUPERINTENDENT, JUST LISTENING ABOUT, I AGREE WITH EVERYBODY AND I JUST THINK IT GOES RIGHT BACK TO WHAT WE HEARD ABOUT EARLIER IN OUR PRESENTATION ABOUT UNIVERSAL DESIGN AND[OVERLAPPING] >> I WAS TO SAY THIS EXACT SAME THING. >> WE'RE TEACHING ONE THING IN THE SCHOOL, [02:15:01] LET'S PRACTICE IT AS IT IS IMPORTANT AS WELL. >> THANK YOU. >> THE NEXT EDITS. ANDREA, IF YOU WOULDN'T MIND OPENING UP THE LINK THAT SAYS EDITS. JF STUDENT ADMISSIONS, THE POLICY IS LISTED THERE THE REGULATION IS ALSO LISTED AND THEN THE PROCEDURES ON PAGE 3. PROOF OF RESONANCES. AS YOU KNOW, OUR SCHOOLS ARE REALLY CROWDED, ESPECIALLY IN MIDDLE SCHOOL AND HIGH SCHOOL AND BECAUSE WE'RE NEAR A STATE LINE AND BECAUSE WE'RE A COMMUNITY WHERE MANY PEOPLE ARE COMMUTING TO WORK HERE BECAUSE OF THE COST OF LIVING, I UNDERSTAND COMPLETELY THAT FAMILIES WANT THEIR CHILDREN TO BE IN SCHOOLS NEAR THEIR EMPLOYMENT, SO THEY'RE NOT DRIVING BACK-AND-FORTH. HOWEVER, WE HAVE A NUMBER OF ISSUES AND AT TIMES WHERE FAMILIES MAY NOT COMPLETELY UNDERSTAND THE POLICY OR PERHAPS UNCLEAR THAT THERE ARE PROCEDURES. WHAT WE'D LIKE TO DO IS ADD THAT PROOF OF RESIDENTS REQUIREMENTS WOULD BE A DEED OR A LEASE AGREEMENT, AND STRENGTHEN THAT LANGUAGE A LITTLE BIT. THAT IS A SUGGESTED EDIT. THEN [OVERLAPPING] >> IS ANY ONE OF THE FOLLOWING? >> ANY ONE OF THE FOLLOWING. >> FOR WHATEVER REASON ON THE PROPERTY TAX BILL OR UTILITY BILL BUT IF I COULD SHOW YOU A LEASE. >> YEAH. THEN THAT'S ONE SUGGESTED EDIT. THE NEXT ONE AND VISION OF NON-RESIDENT STUDENTS, JF AB. IN ORDER TO AGAIN STRENGTHEN THE PROCESS, YOU'LL NOTICE TOWARD THE VERY END, IN RED, WE HAVE ADDED NUMBER 12, 13 AND 14 AS CONSIDERATION. AGAIN, THIS FIRST READ, I'LL PROVIDE AN UPDATE NEXT MONTH, AND SO WE'RE OPEN HERE. BUT ON NUMBER 12, IF RESIDENCY CAN NOT BE VERIFIED, A NON-RESIDENT WILL BE REQUIRED TO UNENROLL AND ENROLL IN SCHOOL WITHIN THE COUNTY THE STUDENT RESIDES. THAT'S ONE AREA WE FEEL WE SHOULD STRENGTHEN. NUMBER 13, IF THE PARENT OR GUARDIAN MAKES FALSE CLAIMS REGARDING WYOMING OR TETON COUNTY RESIDENCY OR FAILS TO SUBMIT THE VERIFICATION OF WYOMING TETON COUNTY RESIDENCY, THAT PARENT OR GUARDIAN SHALL BE LIABLE FOR THE FULL TUITION AS AN OUT-OF-STATE REQUESTS AND COMPLETE THE REQUESTS FOR ADMITTANCE OR ENROLL IN THE STATE IN WHICH THE STUDENT RESIDES. ESSENTIALLY, IF THERE'S A FALSE ADDRESS OR LEASE THAT'S PROVIDED, THEN YOU COULD END UP BEING LIABLE FOR THAT. THEN LASTLY, REQUESTS TO ENROLL FOR AN OUT OF COUNTY OR OUT-OF-STATE ADMISSION MUST BE COMPLETED ANNUALLY AND THAT'S IMPORTANT SO THAT WE HAVE ACCURATE RECORDS. THEN IF SOMEONE MOVES, THEY ARE REQUIRED TO UPDATE THEIR RECORDS ANNUALLY BUT OFTENTIMES IT ISN'T DONE. THE CONCERN THAT WE HAVE IS THAT FOLKS ARE EITHER USING A FALSE ADDRESS OR IN AN EVENT OF AN EMERGENCY, WE CAN'T GET A HOLD OF PEOPLE AND THAT'S PROBLEMATIC AS WELL. WE'RE TRYING TO STRENGTHEN IT AND RECOGNIZE THAT WE ARE CROWDED AND I WANT TO MAKE SURE THAT THE FAMILIES THAT LIVE IN TETON COUNTY, THEIR CHILDREN ARE IN SCHOOLS THAT AREN'T CROWDED. IF WE HAVE SPACE AVAILABLE, WE ARE HAPPY TO TAKE OUT OF COUNTY RESIDENTS, WE CANNOT TAKE OUT-OF-STATE RESIDENTS IN THAT SITUATION AND APPLICATION IS SUBMITTED AND TUITION IS PAID. HOWEVER, IT'S NOT EQUITABLE TO OUR STUDENTS THAT DO RESIDE HERE IF FOLKS ARE FALSIFYING THEIR DRESS OR INAPPROPRIATELY REPORTING THEIR ADDRESS SO IN SAFETY ISSUES. THOSE ARE THE SUGGESTED EDITS AND OVER THE NEXT 60 DAYS WE'LL [02:20:02] BE REFINING THOSE THAT WANTED TO PRESENT THEM FOR CONSIDERATION, FOR FORGERY AND GET ANY FEEDBACK THAT YOU MAY HAVE. >> TRUSTEE ZAN. >> WHAT'S THE REASON FOR NUMBER 12 AND 13, THAT WE REQUIRE THEM TO ENROLL IN SCHOOL WITHIN THE COUNTY VERSUS JUST UNENROLL IN OUR DISTRICT. DOES THAT PROVE THAT THEY'RE REALLY NOT GOING TO GO TO SCHOOL HERE? [LAUGHTER] THEY COULD HOMESCHOOL OR SOMETHING. >> IF THEY DON'T ENROLL, IF THEY DROPPED US AND THEY DON'T ENROLL ANYWHERE THEY'RE DROPOUT FOR US. I WANT THEM TO UNENROLL WITH US AND GO ENROLL WHEREVER THEY LIVE [OVERLAPPING] >> JUST A TRANSFER? >> YES, SO THEY'RE NOT A DROPOUT FOR US. >> IF THEY DECIDE TO HOMESCHOOL, WHAT DOES THAT MEAN? >> MR. CHAIR, TRUSTEE ZAN, GREAT QUESTION. THEY CAN HOMESCHOOL, BUT THEY WOULD THEN REGISTER AS A HOMESCHOOL STUDENTS IN THEIR OTHER COUNTY. >> MR. CHAIR, I HAVE A QUESTION. WHAT DO YOU THINK IS, FOR NUMBER 13 TO REALLY GO AFTER SOMEBODY FOR TUITION? I UNDERSTAND IT MIGHT BE WARNING SOMEBODY, BUT IS THAT SOMETHING THAT WE'RE GOING TO REALLY DO MEAN? IS IT THERE FOR THE WARNING OR IS IT REALLY TO GO AFTER THE MONEY? >> I WOULD TALK TO MY LEGAL COUNSEL. [LAUGHTER] >> SHE'S A TEXTURE IF WE HAVE QUESTIONS. >> FROM PAST EXPERIENCE, IT'S HELPFUL AND HAVE SENT OUT CLAIMS AND THERE ARE REMEDIES FOR IT, I DON'T KNOW HOW SUCCESSFUL THEY MAY OR MAY NOT BE BUT ALSO ANOTHER THING THAT WE COULD CONSIDER, THERE ARE POTENTIALLY RESIDENTS THAT HAVE NO IDEA THAT SOMEONE IS CLAIMING THAT THEY LIVE AT YOUR HOUSE AND THEY DEVELOP THE LEASE AND SIGN IT AND THEN WE GO KNOCK ON THE DOOR AND THEY'RE LIKE, I NEVER EVEN HEARD OF THIS PERSON OR IT'S THE AUNT AND THEY'RE JUST ALLOWING SOMEBODY TO USE THE ADDRESS. WE COULD ADD ANOTHER THING THERE THAT IF YOU'RE ALLOWING SOMEONE TO USE YOUR ADDRESS AND THEY'RE NOT RECEIVING MAIL, EATING, SLEEPING, ET CETERA, IN THAT RESIDENCE, THEN WE COULD ALSO COME TO YOU AS CLAIMED. >> MR. CHAIR, CORRECT ME IF I'M WRONG, BUT I THINK THERE HAVE BEEN CASES WHERE ONE LEASE SAID GOT THAT, PEOPLE ARE LIKE, OKAY, I'LL PAY THE CHOICE. >> ANYTHING ELSE? >> MR. SCARLETT, THE LAST PIECE THAT YOU SAID, I THINK THAT WOULD BE IMPORTANT TO ADD. DO WE KNOW HOW MANY PEOPLE MIGHT BE IN VIOLATION OF THIS? WHAT OUR NUMBERS MIGHT LOOK LIKE? YOU HAVE ANY ESTIMATIONS? >> WELL, MR. CHAIR, TRUSTEE ABRAMS. IT'S HARD TO KNOW IF YOU'D GUESS, BUT WE SEE ADULTS STATE LICENSE PLATES ROLLING THROUGH, AND NOW THAT MAY OR MAY NOT BE AN ACCURATE. BUT A LOT OF TIMES WE FIND OUT BECAUSE THE STUDENTS BEEN INJURED AND WE CAN'T GET A HOLD OF MOM OR DAD, AND WE'RE TRYING AND THEY SAY, OH GOSH, WE'LL BE THERE IN AN HOUR, I'M OVER, I'M AT WORK OR I'M AT HOME AND WE LIVE IN WHEREVER, SO IT'S GOING TO BE AN HOUR BEFORE I GET THERE. WE FIND OUT IN THOSE SITUATIONS. OR A STUDENT MIGHT SAY, OH SHIT, I'M NOT SUPPOSED TO SAY ANYTHING. BUT I CAN'T STAY FOR DETENTION BECAUSE MY PARENTS PICK ME UP AND WE LIVE IN WHEREVER. [02:25:04] WE FIND OUT IN VARIOUS WAYS, WHICH IS BUT I WOULD SAY IT'S WHEN THE SCHOOL DISTRICT QUIT ALLOWING OUT-OF-COUNTY STUDENTS TO ENROLL BECAUSE WE WERE CROWDED IN OUR ELEMENTARY SCHOOLS, WHAT WE SAW IS IN ALPINE, THEY BUILT A NEW SCHOOL. THEY BUILT A NEW ELEMENTARY SCHOOL BECAUSE THEY WERE CROWDED. YES. SORRY. I TEND TO USE THE SAME AT THAT. THEN LOOKING AT THE STAR VALLEY HIGH SCHOOL ENROLLMENT, WE USED TO BE NECK AND NECK AND WE AREN'T ANYMORE, THEY'RE SIGNIFICANTLY LARGER AND IF THAT IS BECAUSE WE HAVEN'T BEEN ABLE TO ALLOW OUT-OF-COUNTY HIGH-SCHOOL STUDENTS OR IF THAT'S BECAUSE THEY'VE HAD THE SAME GROWTH THAT WE'VE HAD, BUT THEY'RE SIGNIFICANTLY LARGER THAN WE ARE. WE USED TO BE ABOUT THE SAME. >> THANK YOU. >> I AGREE WITH ADDING THAT PIECE IS ABOUT IF YOU'RE ALLOWING SOMEONE TO USE YOUR ADDRESS. HOWEVER, I AM WONDERING HOW PEOPLE ARE GOING TO BE AWARE OF THAT. THIS IS AFTER WE PASS THE SECOND READING AND THIS GOES IN THE PRACTICE THAT I DON'T KNOW IF WE PUT SOMETHING IN THE NEWSPAPER IN AUGUST, A PUBLIC SERVICE ANNOUNCEMENT OR WHATNOT, BUT I WOULD HATE FOR UNCLE HARRY SAYING SOMEBODY IN THE HOSPITAL, OH, COME ON, LET ME USE YOUR ADDRESS AND HAVE SOMEBODY GET STUNG WHEN THEY REALLY DIDN'T EVEN KNOW THAT THEY COULD GET STUNG. >> MR. SCARLETT MISSED ONE OF THE QUESTIONS. IF SOMEONE IS NOT BEING TRUTHFUL WITH WHERE THEY LIVE AND THEY ARE A STUDENT IN OUR SCHOOL SYSTEM AND THEY'RE PART OF OUR HEADCOUNT. WE ARE BEING PAID BY THE STATE FOR THAT STUDENT AND ANY FEDERAL FUNDS BY THAT STUDENT ATTENDING SCHOOL, SO IT'S NOT THAT WE'RE. IS THAT CORRECT? >> MR. CHAIR TRUSTEE ABRAMS, YES. BUT SOME OF THE STUDENTS MAY NOT HAVE BEEN PRESENT ON OR ENROLLED ON THE OFFICIAL COUNT DAY, SO WE MAY OR MAY NOT BE PAID FOR THAT. >> THANK YOU. >> MR. CHAIRMAN, THE FUNNY PART IS, THE COUNTY THEN DOES NOT HEAD COUNT SO THEY DID NOT [INAUDIBLE] FOR THAT STUDENT THAT ACTUALLY LIVES IN THEIR COUNTY. THAT'S INTERESTING [INAUDIBLE]. WHAT WAS THE ADDITIONAL LINK PLEASE, I WAS TRYING TO WRITE IT DOWN. >> I HAVEN'T HAD TO WORK ON IT, BUT SOMETHING TO THE EFFECT OF RESIDENTS ALLOWING USE OF ADDRESS TO FRAUDULENTLY PRESENT AS PROOF OF RESIDENTS MAY BE LIABLE FOR TUITION OR SOMETHING ALONG THOSE LINES, I'LL WORK ON IT. >> IT IS AMAZING. I'M DOING PRIMARILY AT THE MIDDLE SCHOOL. HOW MANY IDAHO WOOD COUNTY 23 AND COUNTY 12 LICENSE PLATES ARE IN THAT LINE EVERY DAY? >> I THINK THAT'S IT. >> DO WE TAKE PUBLIC COMMENT? ANY PUBLIC COMMENT? HERE IN PUBLIC. BRING IT BACK TO THE BOARD. >> [INAUDIBLE]. I MOVE TO APPROVE FIRST-RATE OF POLICIES, BDEF. [OVERLAPPING] >> I DON'T THINK WE'RE GOING TO DO THOSE. SKIP THOSE. >> SKIP THOSE? >> START WITH JF. >> START WITH JF STUDENT ADMISSIONS. JF-R STUDENT ADMISSION REGULATIONS. JFAB, ADMISSION OF NON-RESIDENT STUDENTS, AND JFAB-R ADMISSIONS IF NON-RESIDENT STUDENTS REGULATIONS AS PRESENTED. >> THAT HAS BEEN MOVED BY TRUSTEE CARLIN, SECONDED BY TRUSTEE KNEED TO APPROVE FIRST THREE OF THOSE POLICIES JF STUDENT ADMISSION, JFR STUDENT ADMISSIONS REGULATION JFAB, ADMISSION OF NON-RESIDENT STUDENTS, AND JFAB-R ADMISSION OF NON-RESIDENT STUDENTS REGULATIONS AS PRESENTED. >> SESSION, WE'LL START DOWN HERE ON THE FAR SIDE. [02:30:01] >> I JUST WANTED TO CLARIFY. IN JFR OR PADDING DEED OR LEASE AGREEMENT AS ONE OF THE THREE THINGS I CAN TURN IN AND THEN JFAB WE'RE ADDING 12, 13, 14, PLUS NUMBER 13, WE'RE ADDING THE LANGUAGE THAT THE TRUSTEE ABRAMS HAD. >> I BELIEVE THAT'S OKAY. >> YES, THAT'S WHAT I UNDERSTOOD. >> TRUSTEE [INAUDIBLE] COVERED EVERYTHING THAT WAS ON MY BODY. [LAUGHTER]. >> POINT OUT TRUSTEE MEMBERS REALLY WORK WITHOUT TRUSTEE [INAUDIBLE]. [LAUGHTER]. >> ANYBODY. GO AHEAD. ALL THOSE IN FAVOR, PLEASE SAY AYE. >> [OVERLAPPING] AYE. >> ANY OPPOSED? OKAY. WE WILL HAVE A SECOND READ AT THE JUNE 10TH MEETING. >> I'LL HAVE AN UPDATE FOR YOU NEXT MONDAY. >> WILL HAVE AN UPDATE WITH THE CORRECT LANGUAGE TO MAKE SURE IT'S ALL OKAY. NUMBER 6, CONSIDERATION OF SECOND READ TO POLICY JBA. >> THANK YOU. AS AN UPDATE, THIS IS THE POLICY THAT ALIGNS WITH ANTI-DISCRIMINATION POLICY, AND THEN ADDS THE CIVIL RIGHTS COMPLAINTS WITH THE NATIONAL SCHOOL NUTRITION PROGRAM, MUST BE SUBMITTED. THAT'S JUST A REQUIREMENT FOR THE PROGRAM. WE HAVE HAD NO CHANGES SINCE THE FIRST READ AND THE UPDATE. >> QUESTIONS? COMMUNITY INPUT ON THE DISCRIMINATION STUDENT COMPLAINT PROCEDURES. I'M SAYING NOW AND BRING IT BACK TO THE BOARD. >> FOR A SECOND READ OF POLICY JBA-DISCRIMINATION-STUDENT COMPLAINT PROCEDURES AS PRESENTED. >> SECOND. >> IT'S GOOD MOVE BY TRUSTEE CARLIN, SECOND BY TRUSTEE ABRAMS, TO APPROVE SECOND READ OF POLICY JBA DISCRIMINATION STUDENT COMPLAINT PROCEDURES AS PRESENTED. WE WERE UNAWARE THAT THE GRANT THAT WE WERE RECEIVING FOR THE MACBOOKS AND THE IPADS WAS FOR ONETIME PURCHASE NOT A FOUR-YEAR LEASE. WHEN WE SIGNED THOSE DOCUMENTS, WE EXPECTED TO HAVE A FOUR-YEAR LEASE THAT WAS $681,000 PER YEAR FOR FOUR YEARS, OFFSET BY THE ECF FUNDS, WHICH BROUGHT THE TOTAL EXPENDITURE FOR THE DISTRICT DOWN TO ABOUT 451 EACH YEAR. WHEN WE SUBMITTED OUR FIRST YEAR'S PAYMENTS, THEY CAME BACK AND IT WAS REDUCED DOWN TO 25 PERCENT OF WHAT OUR ORIGINAL GRANT AMOUNT WAS. WE WENT BACK AND WE SAID WHAT HAPPENED, THEY SAID THIS IS FOR A ONETIME PURCHASE ONLY. IN ORDER TO RECEIVE THE FULL FUNDS FOR THE ECF FUNDING THAT OFFSET THE ORIGINAL PURCHASE WAS 2.7 MILLION. THE TOTAL FUNDS RECEIVED FOR ECF WE'RE ALMOST 800,000. WE ASK THEM TO AMEND OUR CONTRACT IN ORDER TO MAKE THIS ONETIME PURCHASE WE NEED TO PAY OFF THE LEASE THIS YEAR. THAT'S AN ADDITIONAL 1.2 MILLION IN LEASE PAYMENTS THIS YEAR. BUT THEN FOR THE NEXT THREE YEARS, WE WON'T HAVE A TECH LEASE PAYMENT IN OUR BUDGET. ESSENTIALLY, WE WILL TAKE IT OUT OF CASH RESERVES THIS YEAR, AND THEN WE CAN REALIZE THAT SAVINGS OR USE THAT BUDGETED AMOUNT 451 THAT WE INITIALLY HAD PLANNED FOR TECH LEASES ELSEWHERE, MAYBE IN FACILITIES OR FOR OTHER NEEDS IN THE DISTRICT. >> QUESTIONS FOR THE BASIC IDEA? [INAUDIBLE] >> I KNOW YOU DID A PAYMENT RECENTLY WHEN WE SENT OLD STUFF BACK. >> WE DID. >> WHICH WE GET FOR THE WHOLESOME. >> THREE HUNDRED AND SIXTY ONE THOUSAND. >> IT'S OKAY. >> IT WAS GOOD. WHAT WE WOULD EXPECT TO SEE IN THREE YEARS OR FOUR YEARS WHEN WE REFRESH THE DEVICES AGAIN, IS THAT SIMILAR PAYMENT TO THEM. >> THANK YOU. >> MR. TO REFRESH YOUR MEMORY, WE CHOSE THIS PATH BECAUSE AT THE TIME IN DECEMBER WHEN WE CHOSE THIS CONTRACTOR FOR DESIGN SERVICES, ALL OF THE FUNDING HAD NOT BEEN FINALIZED. THAT HAS CHANGED, WE HAVE FUNDING, SO THE AMENDMENT IS BEFORE YOU FOR CONSIDERATION. >> ANY QUESTIONS? >> MR. CHAIR, [OVERLAPPING] I HAVE SOME QUESTIONS. ON THE CONTRACT AMENDMENT UNDER SUMMARY OF TIME CHANGES, IT SAYS PROFESSIONAL SERVICE CONTRACT COMPLETION DATE, IS TODAY'S DATE. I'M ASSUMING THAT SHOULD BE SOMEWHERE IN THE FUTURE? >> MR. CHAIR, TRUSTEES, YES, THANK YOU. THAT IS AN ERROR, AND SO WE WILL NEED TO MAKE THAT CHANGE. [BACKGROUND] >> IT'S UNDER [BACKGROUND] >> BUT I'D LIKE TO POINT OUT, SARAH, THE LEGAL COUNSEL IS NOT HERE NOW, BUT WE DID INCLUDE IN THE SUGGESTION ACTION MOTION THAT WE COULD MAKE MINOR MODIFICATIONS DEEMED NECESSARY. WHERE ARE WE AT ON THE PROJECT? [LAUGHTER] >> THANK YOU, MR. CHAIR, TRUSTEES ZUNG. YES, WE ACTUALLY HAD A MEETING TODAY WITH THE DESIGN TEAM AND THEY ARE ABOUT THREE-QUARTERS OF THE WAY THROUGH SCHEMATIC DESIGN. THEY HAVE A BASIC LAYOUT AND THEY'RE GOING TO START INVOLVING THE CONSULTANTS AS TO THE CIVIL AND THAT TYPE OF THING. WE'RE HOPING, I DON'T HAVE A TIMELINE FOR WHEN SCHEMATIC DESIGN PACKAGE WILL BE COMPLETED, BUT WE'VE REQUESTED FROM THEM TO KEEP US UPRIGHT OF THEIR PROGRESS AND THAT AT THE END OF THAT, WHEN THEY SUBMIT THAT PACKAGE WE WILL HAVE A UPDATED SCHEDULE. THAT BEING SAID, I WILL JUST NOTE THE DATE THAT WE'RE AIMING FOR IS TO GO OUT TO BID AND START CONSTRUCTION NEXT SUMMER. >> MR. CHAIRMAN. >> YES. >> I MISSED THE VERY BEGINNING. I THINK ONE OF THE REASONS THAT WE WERE CONSIDERING ADDITIONAL CHOICES IF THE EMPLOYEE WAS GOING TO HAVE TO COVER COSTS, BUT IF WE'RE MOVING TOWARDS THE DISTRICT, PICKING UP THE CHANGE IN COST, I THINK KEEPING JUST THE THREE-YEAR CHOICES IT'S PREFERABLE FOR THAT IF THIS WE'RE TALKING ABOUT MOVING FORWARD WITH CIGNA AS WELL. I ASSUME THAT WHEN CHANGE THEIR QUOTE OR ANYTHING, IF WE REMOVE THAT ONE. >> [OVERLAPPING] THIS COMES THE FOURTH ONE, WHICH WOULD BE A SECOND TRADITION. >> THAT'S WHY I NEED THAT. WE CURRENTLY HAVE THREE AND THEN WE'RE MOVING TO FOUR, AND I'M WONDERING IF WE JUST KEEP IT AT THE THREE CHOICES. >> WE TALKED ABOUT THIS ON THE STEERING COMMITTEE AND WHAT THE ADVANTAGE OF HAVING THE SECOND TRADITIONAL PLAN IS. LET'S SAY, YOU HAVE SOMEBODY WHO HAS A CHRONIC ILLNESS OR A CHILD WITH SPECIAL NEEDS OR HIGHER NEED FOR MEDICAL CARE COSTS THAT $1,000 TRADITIONAL PLAN IS DEFINITELY A NEEDED PLAN FOR THOSE TYPES OF NEEDS. THE TRADITIONAL PLAN BRINGS IN A COPAY FOR DOCTOR'S VISITS PRESCRIPTIONS IN SOME OF THOSE. SOME STAFF WOULD LIKE TO HAVE THE OPTION TO STILL HAVE THOSE COPAYS, BUT MAYBE NOT AT THE HIGHER COST OF THE MONTHLY PREMIUMS OF THE $1,000 TRADITIONAL PLAN. THEY DID REQUEST THAT PLAN. OBVIOUSLY, YOU GUYS CAN DECIDE ON WHAT YOU WANT TO OFFER, BUT THERE WAS SOME DESIRE TO HAVE THOSE FOUR PLANS AND MOVING FORWARD THOSE COULD BE STABLE. >> OKAY, IT'S FINE. >> PUBLIC. ANY OTHER QUESTIONS? I'M SORRY, CHRIS. ANY COMMENT, PUBLIC COMMENT? [INAUDIBLE] TAKE THE MOTION,. >> MR. CHAIR, I MOVE TO APPROVE LETTER OF TERMINATION TO WEBT AND APPROVE FOR TO MOVE FORWARD WITH CIGNA AS A HEALTH INSURANCE PROVIDER FOR TCSD NUMBER 1 FOR THE '23, '24 SCHOOL YEAR. >> SECOND. >> IT'S BEEN MOVED AND SECONDED TO APPROVE THE LETTER OF TERMINUS TO WEBT AND APPROVED TO MOVE FORWARD WITH CIGNA AS THE HEALTH INSURANCE PROVIDER FOR TCSD ENROLLMENT FOR '23, '24 SCHOOL YEAR AS PRESENTED. COMMENTS, DISCUSSION? ALL THOSE IN FAVOR PLEASE SAY AYE. >> AYE. >> THE OPPOSED? CONSENT AGENDA, [F. Consent Agenda] APPROVAL OF STAFF CONSIDERATIONS AND REPORTS, MARCH 2023, APPROVAL OF MINUTES OF MARCH 8TH 2023 REGULAR MEETING, APPROVAL OF MARCH 2023 CHECK REGISTER, APPROVAL OF '22, '23 RELATED SERVICES AGREEMENT FOR SPECIAL EDUCATION, APPROVAL OF EDUCATE AMERICA LLC PURCHASE ORDER. NUMBER 6, APPROVAL OF THE RESOLUTION TO INVEST TCSD NUMBER 1 FUNDS IN THE WHITE CLASS INVESTMENT FUND. NUMBER 7, APPROVAL OF SMITH LAWN CARE, CONTRACT EXTENSION AND AMENDMENT. EIGHT, APPROVAL OF BOARD MEMBER TRAVEL. NINE, APPROVAL OF CONSENT AGENDA. THAT IS EVERYONE'S DESIRE FOR A MOTION. >> I MOVE TO APPROVE THE CONSENT AGENDA AS PRESENTED. >> SECOND. >> IT'S MOVED BY TRUSTEE CARLIN AND SECONDED BY TRUSTEE MEE TO APPROVE THE CONSENT AGENDA AS PRESENTED ONE THROUGH NINE. ALL THOSE IN FAVOR. >> AYE. >> OPPOSED? LET'S COME TO THAT. [G. Communication] COMMUNICATION, PUBLIC COMMENT OR ANYTHING NOT ON TONIGHT'S AGENDA. COMMUNICATIONS TO THE BOARD. WE HAD A COUPLE OF LETTERS COME IN, [02:45:03] ONE FOR CRESTAYS AND THEN ONE FOR THE SOLAR FLAGS PRESENTATION, I GUESS. I THINK YOU ALL SAW MY REPLY TO THAT. AT SOME POINT THAT'LL BE BROUGHT UP. COMMUNICATIONS FROM THE BOARD. >> MR. CHAIR? >> YES EMILE. >> THIS IS NOT REALLY A COMMUNICATIONS FROM THE BOARD, BUT [NOISE] I WAS REMINDED WHEN WE WERE BACK ON THE SUPERINTENDENT'S REPORT AND THE DISTRICT LEADERS, THERE WAS A LOT OF REPORTING ABOUT THE SUPERINTENDENT'S VISITS TO VARIOUS SCHOOLS. I WAS WONDERING IF THE SUPERINTENDENT WANTED TO TAKE A MINUTE TO REPORT TO US HER FINDINGS ON GOING TO ALL THESE SCHOOLS AND TALKING TO A LOT OF KIDS. >> THANK YOU FOR THAT. IT'S BEEN A HIGHLIGHT FOR ME. I'VE BEEN TO ALL THE ELEMENTARY SCHOOLS IN THE MIDDLE SCHOOL AND I BRING DONUTS OR COOKIES OR SOMETHING. THERE'S A NUMBER OF STUDENTS THAT ARE SELECTED BY EITHER THEIR TEACHER OR THE PRINCIPAL TO MEET WITH ME VARIOUS GRADE LEVELS. I HEAR A LOT OF INPUT FROM A LOT OF PEOPLE, BUT I'M SICK AND I NEED TO HEAR FROM KIDS. THAT'S WHAT YOUR PURPOSES. THEY GO AROUND THE ROOM AND THEY INTRODUCED THEMSELVES TO ME AND THEY HAVE TO SAY ONE THING THEY LIKE ABOUT THE SCHOOL AND THEY CAN'T REPEAT SOMETHING THAT SOMEONE ELSE SAID. ONE OF THE STUDENTS SAID TO ME, CAN I EXPAND UPON WHAT [INAUDIBLE] [LAUGHTER] I LOVED IT BECAUSE THAT WAS A SECOND GRADER AT ALTA ELEMENTARY, SO THEIR ACADEMIC VOCABULARY I THINK WAS AT STANDARD. [LAUGHTER] THEN I BASICALLY RUN THROUGH A FEW QUESTIONS. DO THEY HAVE A TRUSTED ADULT AT SCHOOL WITH WHO THEY COULD SHARE SOMETHING THAT THEY WERE HAVING, SCARED, SAD, AFRAID, WHATEVER THE CASE MAY BE AND THAT THEY WOULD KNOW THAT THEY GET HELP? I WANTED THEM TO THINK ABOUT WITH THEIR FRIENDS, SAY SAME THING. THEY ALL SAID, YES, THERE IS AT LEAST ONE ADULT AT SCHOOL THAT I FEEL VERY COMFORTABLE WITH AND THEN THEY WANT TO SHARE WHO THAT IS. THAT'S A FUN CONVERSATION. WE TALK ABOUT BULLYING, WHAT IT IS, AND VERSES MEAN KIDS AND HOW CAN WE BE NICER TO ONE ANOTHER? DO THEY KNOW HOW TO INTERRUPT A BULLY OR SOMEONE THAT'S NOT BEING KIND? THEY ALL HAD GREAT STRATEGIES. SOME WERE REALLY INTERESTING, AND SO I ENJOYED HEARING WHAT THEIR PERSPECTIVES WERE AND SO THEY TALKED ABOUT THAT AND THEN THEY TELL ME ABOUT IF THEY'RE LEARNING A LOT AND WHAT THEY'RE LEARNING, AND WHAT ARE THE KINDS OF THINGS THEY LIKE, AND IF THERE'S ANY CHANGE THAT THEY WOULD WANT ME TO KNOW THAT THEY WANTED TO DO DIFFERENTLY. THEY HAD A LOT OF SUGGESTIONS ABOUT THAT. BUT OVERALL, IT'S JUST REALLY BEEN A HIGHLIGHT FOR ME AND I PLAN TO PROVIDE A SUMMARY. MY GOALS THEN TO GO BACK IN MAY, ESPECIALLY TALKING WITH THE FIFTH GRADE STUDENTS AND MEET WITH THEM ABOUT WHAT ARE YOU SCARED ABOUT FOR GOING TO MIDDLE SCHOOL? WHAT ARE YOU EXCITED ABOUT? I HAVE A FEW MORE SPECIFIC QUESTIONS THAT I'M ANXIOUS TO HEAR FROM. THEIR FINAL THING IS THEY ALL WANTED TO KNOW IF I WOULD MEET WITH THAT GROUP AGAIN OR OTHER KIDS WERE GOING TO BE CHOSEN. THEY DEFINITELY WERE EXCITED ABOUT MEETING AGAIN, AND IT'S JUST REALLY BEEN FUN. I WONDER WHY. [LAUGHTER] >> SOUNDS FUN. >> OUR SCHOOL DISTRICT IS IN GREAT HANDS. THESE KIDS PROGRESS. THE STAFF HAVE DONE AN INCREDIBLE JOB IN WORKING WITH THE STUDENTS NOT ONLY RELATIONSHIPS, BUT TRULY THEIR ACADEMIC VOCABULARY WAS IMPRESSIVE. JUST THE ABILITY TO SIT STILL AND HAVE A CONVERSATION WITH AN ADULT AND SPEAK THEIR MIND AND SPEAK SO ELOQUENTLY AND THE KIDS LOVED SCHOOL. THAT'S REALLY BEEN FUN FOR ME. ONE SUGGESTION, I GUESS I WOULD ADD, ONE STUDENT THOUGHT WE SHOULD HAVE YEAR ROUND SCHOOL. >> THERE IS MY QUOTE. [LAUGHTER] >> OTHER KIDS DIDN'T REALLY AGREE, BUT [LAUGHTER] THAT WAS GOOD. >> FUTURE AGENDA ITEMS. ANYBODY HAVE ANY THOUGHTS? I THOUGHT I WILL REACH OUT TO CATE. THAT'S YOU OR ME OR JUST GOING ON OF COURSE. SCHEDULING. WE DO HAVE ONE SCHEDULING CHANGE COMING UP IN JULY. [02:50:02] DR. [INAUDIBLE] IS NOT ABLE TO BE HERE ON JULY 12TH AND SO WE'VE JUST MOVED THE MEETING TO THE 19TH FOR THE FOLLOWING ONES THERE. WE STILL MADE THE BUDGET HEARING REQUIREMENT. REVIEW OF THE MEETING? >> IT WAS WAS EXCELLENT. [OVERLAPPING] >> YOU WERE PREPARED STARTING AT 09:00 AM THIS MORNING. >> IT'S THAT PAPERS HERE. PERFECT EMAIL. THAT'S THE PERSON. >> I'M STILL OPPOSED TO COMPUTER LIKE LISA. [LAUGHTER] >> I DO LIKE TO HAVE HARD COPIES. [LAUGHTER] >> THAT'S A GREAT LIST OF THE ANSWERS TO A LOT OF THE INSURANCE QUESTIONS. MAYBE YOU CAN TYPE IT UP AND SEND IT OUT TO THE STAFF. >> SURE. >> HERE'S WHERE WE'RE AT. >> AS I GO AROUND PRESENTING COMPENSATION, PARENTAGE INSURANCE, I'LL MAKE SURE THAT'S IN THE REQUIREMENTS. >> THOSE ARE GREAT QUESTIONS. ADVANCED PLANNING WE TOOK CARE OF THAT. [OVERLAPPING] * This transcript was compiled from uncorrected Closed Captioning.
