WE'VE INCREASED THE LUNCH PERIODS TO PROVIDE MORE SPACE, WHICH INCREASE THE STAFFING COSTS TO SERVE THE MEALS. WE'VE REQUESTED TO BE A PART OF A PILOT TO CREATE FLEXIBLE LEARNING PATHWAYS FOR STUDENTS THROUGH THE GOVERNOR'S OFFICE. I'VE ALREADY MENTIONED THE SPEC VOWEL. THE ONLY ARROW LEFT IN OUR QUIVER, ASSUMING THAT THE ADDITIONAL HOUSING IS GOING TO GENERATE THE PREDICTED 400 STUDENTS TO OUR SCHOOL DISTRICTS. THE MOST COST-EFFECTIVE REMEDY STUDIES WHEN YOU START ONE. FOR EXAMPLE, WE STARTED ONE 2015 TO EXAMINE THE ELEMENTARY CAPACITY. MUNGER MOUNTAIN OPENED IN 2018. WHEN OUR STUDENTS ARRIVE, WE HAVE NO OTHER OPTIONS REMAINING TO OUR SCHOOL DISTRICT ABSENT SOME REMEDY THAT WHERE THE EDUCATIONAL SPACE AT HIGH SCHOOL, IT'S THE SAME CONCERN THAT WE HAVE FOR TRANSPORTATION AND MAINTENANCE FACILITY. IT IS INADEQUATE TO PROVIDE THE PROGRAMMING. WHAT I MEAN BY THAT IS IT'S UNDERSIZED FOR THE NUMBER OF BUSES, THE CLIMATE HERE, THE REQUIREMENTS FOR OUR MECHANICS IN ORDER TO KEEP OUR BUS FLEET GOING. IT'S TRULY THEY WORK MAGIC TO MAKE IT HAPPEN. BUT THERE ARE CERTAIN CONDITIONS WITHIN THAT FACILITY DUE TO ITS AGE AND ITS SIZE THAT MAKE IT INAPPROPRIATE. IF WE CAN'T GET THE BUSES TO START BECAUSE WHAT WE'RE ABLE TO ROTATE THE BEST IS REALLY ONLY TWO BASE THAT WE HAVE. THEN WE CAN'T GET OUR RIDERSHIP OUT AND OUR BUSES TRAVEL 3,500 MILES DAILY. THE FUNDING STILL WENT THROUGH JUST NOT TO US. THAT THE EXECUTIVE BRANCH WAS SPECIFICALLY SAYING, DON'T GIVE THE MONEY TO TETON COUNTY. IS THAT WHAT YOUR UNDERSTANDING OF WHAT OCCURRED? >> YES. CHAIRMAN SCARLETT AND TRUSTEE GILLIAN, THE SELECT MEDIAN SCHOOL FACILITIES IN OCTOBER OF 2022 RECOMMENDED TO THE JOINT APPROPRIATIONS COMMITTEE AND TO THE GOVERNOR, THAT TETON COUNTY RECEIVE 60 MILLION FOR THE BUS BARN REPLACEMENT AND 21.8 MILLION FOR THE COMPLETION OF THE BROCK ACHIEVEMENT CENTER AND THEN THERE IS A WYOMING EDUCATION ASSOCIATION LAWSUIT, AND DUE TO THE FEAR OF THAT LAWSUIT, WHICH WE ARE NOT A PARTY TO THEY WERE INSTRUCTED TO PULL OFF THE NAMES OF LARAMIE COUNTY SCHOOL DISTRICT WAS ALSO MENTIONED AS THE RECIPIENT OF THIS HUNDRED MILLION DOLLARS BETWEEN TETON COUNTY AND LARAMIE COUNTY. THE EXECUTIVE BRANCH RECOMMENDED PULLING UP THE NAMES OF THE SCHOOL DISTRICTS AND FORWARDING THE FUNDING TO THE COMMISSION TO ALLOCATE. THE COMMISSION LAST WEEK THROUGH THEIR RULES, HAVE DECIDED THEY'RE GOING TO USE FIVE MILLION TO DO MOST COST-EFFECTIVE REMEDY STUDIES FOR A CERTAIN NUMBER OF SCHOOLS THAT EITHER WERE AT 100 PERCENT CAPACITY ALREADY OR THROUGH THIS BUREAU VERITAS REPORT RAISED ABOVE, CAN'T REMEMBER WHAT THE NUMBER WAS, BUT RAISED TO THE LEVEL OF NEEDING SOME REMEDY. ONLY THOSE SCHOOL DISTRICTS WOULD GET THE MOST COST-EFFECTIVE REMEDY STEADY, AND THEN BASED ON THOSE REMEDIES, THEN THEY WOULD ALLOCATE 95 MILLION TO WHATEVER THAT IS MOST COST EFFECTIVE REMEDIES MIGHT BE. SO $100 MILLION THAT WAS INTENDED TO GO TO TETON COUNTY AND LARAMIE COUNTY SCHOOL DISTRICTS NOW ARE BEING USED FOR OTHER SCHOOL DISTRICTS, AND ACCORDING TO THOSE SUPERINTENDENTS, THAT AT LEAST ONE OF THEM THAT IS NOW GOING TO GET ANOTHER COST-EFFECTIVE REMEDY STUDY. YOUR RESPONSE WAS, I DON'T EVEN KNOW WHY THIS IS ON THE LIST. THIS SCHOOL DOES NOT NEED ANYTHING. AS A LOCAL SUPERINTENDENT, THIS IS A WASTE OF MONEY TO DO AND MOST COST-EFFECTIVE REMEDY STUDY FOR A SCHOOL THAT NEEDS NOTHING THERE. ANYWAY, THERE'S A LOT OF DETAIL WITH THAT, BUT IT'S FRUSTRATING THAT THE LOCAL SCHOOL BOARDS AND THE LOCAL SCHOOL DISTRICTS KNOW THEIR COMMUNITIES BEST, AND THE DEPARTMENT, THROUGH THIS COMPANY OUT OF WHEREVER IS SAYING, OH NO, WE'RE GOING TO STUDY THIS. IT'S JUST REALLY A WASTE OF TIME AND MONEY, AND SO TETON COUNTY IS GETTING NOTHING THROUGH THIS, AND BECAUSE OF THOSE COST-EFFECTIVE REMEDY TO STUDY. THE CURRENT PROCESS HAS NO MECHANISM TO STUDY ALL THE CURRENT HOUSING THAT IS OPENING UP RIGHT NOW. WE WILL NEVER RISE TO THAT LEVEL. THE OTHER ISSUE IS THEY'RE ONLY LOOKING AT SCHOOLS THAT ARE AT 100 PERCENT CAPACITY, AND I TAKE ISSUE WITH THE WAY THEY'VE CALCULATED IT AS THEY SAY, WE'RE AT 86 PERCENT CAPACITY RIGHT NOW, AND WHAT I HAVE A CONCERN ABOUT, FOR EXAMPLE, THEY SAY THE CAPACITY OF A GYM IS 125 STUDENTS. TRUE? I CAN GET 125 KIDS IN THE GYM, BUT I CAN ONLY HAVE 25 BOYS AND 25 GIRLS DRESSING OUT AT ONCE. I'VE GOT 75 SEATS THAT I CAN'T FILL BUT THAT IS GOING SO THEY SAY YOU HAVE 125 SEATS BY PERIODS OF THE DAY. THAT GOES TOWARD YOUR TOTAL ENROLLMENT PLUS ALL THE CHANGES THAT WE'VE MADE TAKING OUT LOCKERS THAT HURT US. THEY'RE SAYING YOUR CAPACITY IS 1,006 KIDS. WELL, SURE I GUESS, BUT THAT DOESN'T MEAN THAT THE HALLWAYS ARE APPROPRIATE. [00:50:01] THERE ARE ONLY SIX FEET IN MOST OF THE HALLWAYS WHICH IS INADEQUATE FOR THE STUDENT BODY. WE'VE ALREADY TALKED ABOUT ALL THE DEFICIENCIES THAT ARE IN THAT FACILITY. BUT THAT GYM ISSUE AND THE LOCKER ROOM ISSUE IS HUGE AND THAT REALLY HURTS US. >> MR. CHAIRMAN, MY SECOND QUESTION. I UNDERSTAND THE COMMISSION IS CONCERNED THAT TETON COUNTY AND LARAMIE COUNTY, AND PARTICULARLY, WE'RE GOING AROUND THEM OR AROUND THE SYSTEM AND GOING TO THE LEGISLATURE TO REPRESENTATIVE GOVERNMENT. THE FREMONT COUNTY WITH REVERTED NEW AUDITORIUMS AND THE $40,000,000 10 SLEEP SCHOOL BEING BUILT FOR SOUNDS LIKE MAYBE 100 KIDS. WE BIOBANK, WE BUILT MONGER FOR 24 MILLION. THEY'RE BUILDING A SCHOOL 40 MILLION INTENSELY. ALL WENT AROUND THE CONDITION. IS THAT YOUR UNDERSTANDING ALSO? >> YES. CHAIRMAN SCARLETT AND TRUSTEE GILLIAN. THAT IS CORRECT. THEY'RE GROWING QUICKLY, BUT EVERYBODY ELSE IN WYOMING, THEY WON'T CARE. THEY'RE NOT GROWING AND SHRINKING. IT'D BE NICE IF WE COULD TAKE INTO ACCOUNT IT'S BECAUSE PEOPLE MOVE HERE AND THEY BRING KIDS THAT THEY ALREADY HAVE [LAUGHTER].CAPACITY IS ASSUMING THAT ALL CHILDREN THAT WE WON'T GET TO BRINGING WITH YOU WAIT TO GET HERE TO HELP, WHICH MAKES ABSOLUTELY NO LOGICAL SENSE. I APPLAUD TRUSTEE NEEDS SUGGESTION, AND I THINK THAT'S DEFINITELY SOMETHING WE SHOULD DO. NOT TO BE FLIPPANT BUT I THINK MY FRUSTRATION, I THINK THE FRUSTRATION OF MANY IN THIS COMMUNITY IS THAT WE HAVE EXTREMELY HIGH PROPERTY TAXES. THE MAJORITY OF OUR PROPERTY TAXES LEAVE OUR COMMUNITY. NOW THAT'S THE SYSTEM. I DON'T DISAGREE WITH THE SYSTEM. I CERTAINLY UNDERSTAND THAT THE REST OF THE STATE NEEDS TO BE EQUALLY FUNDED. WE'RE FUNDING THE REST OF THE STATE. US IN CONVERSE COUNTY, AND SUBLETTE COUNTY, WE'RE THE ONES FUNDING EVERYBODY SO $89 MILLION, [00:55:03] WE'LL LEAVE THIS COUNTY AND GO TO BE DISTRIBUTED TO OTHER COUNTIES. NOT SAYING THAT'S WRONG, BUT AT THE SAME TIME, IT'S GOT TO BE A FAIR SYSTEM. THEN WHEN WE MEET A BUS BARN, WE NEED EXPANSION TO THE HIGH SCHOOL THAT THEY HAVE A FAIR SYSTEM, A SYSTEM THAT MAKES LOGICAL SENSE, AND THAT I GET THIS COMMISSION AS THEIR NOSE OUT OF JOINT A LITTLE BIT. BUT SOMEHOW SOMEONE'S GOT TO STEP IN. I WOULD URGE, MY UNDERSTANDING OF THIS COMMISSION IS CONTROLLED BY THE GOVERNOR.
