NEW MMES SEWER RULE
DEFINING AN EQUIVALENT RESIDENTIAL UNIT (ERU)
Executive Summary: At their regular meeting on May 10, 2023 the board directed staff to advertise a rule change to the Munger Mountain Elementary School Sewer System Connection and Use Rules and Regulations and to allow for the 45 day public comment period. The proposed new rule establishes an Equivalent Residential Unit (ERU) as a housing unit of up to three bedrooms. The rule change is presented for the Board's consideration.
Suggested Action: I move to approve the new Munger Mountain Elementary School Sewer System Rule to define an Equivalent Residential Unit as up to three bedrooms as presented.

WYOMING GAME & FISH DEPARTMENT
WORKFORCE HOUSING SEWER CONNECTION PERMIT
Executive Summary: The Wyoming Game & Fish Department (WGFD) plans to build a workforce housing project on the South Park Wildlife Habitat Management Area south of Melody Ranch. The project will be completed in two phases. The first phase includes (6) three-bedroom, two-bath residences and (1) four-bedroom, four-bath seasonal residences. Construction will tentatively begin late summer, 2023. The second phase includes (6) three-bedroom, two-bath residences. Because the WGFD only has construction documents for the first phase of development, staff recommends approving only connection for the first seven units at this time. The second phase of the project would require a separate application and approval.
The District's Sewer Operator has reviewed the application and recommends approval with the following conditions:

Executive Summary: TCSD #1 has been awarded a loan from the State Land and Investment Board for the purpose of immediately funding the TCSD #1 employee housing project in the amount of $16,000,000.00. The repayment source will be the voter approved 2022 SPET.

MINUTES OF JUNE 14, 2023 REGULAR BOARD MEETING
The minutes are considered draft until approved by the Board of Trustees.
Our adopted rules of Parliamentary Procedure, Robert's Rules, provide for a consent agenda listing several items for approval of the Board of Trustees by a single motion. Most of the items listed under the consent agenda have gone through Board subcommittee review and recommendation. Documentation concerning these items has been provided to all Board Trustees and the public in advance to assure an extensive and thorough review. Items may be removed from the consent agenda at the request of any board member.

INDIVIDUALS WITH DISABILITIES EDUCATION ACT (IDEA) PART B
LOCAL EDUCATIONAL AGENCY (LEA) ASSURANCES
Executive Summary: The IDEA of 2004 (Public Law 108-446) is a federal education grant program. Teton County School District #1 is the local educational agency (LEA) and will place the following assurances on file with the Wyoming Department of Education (WDE) as a part of the IDEA Part B Consolidated Grant funds application. The LEA provides assurances that it has in effect policies and procedures to meet all eligibility requirements of Part B of the Act as found in the IDEA statute and regulations and other federal and state laws and regulations governing the administration of federal grants. The LEA is able to meet all the assurances as stated within the application.

EXTENDED SCHOOL YEAR (ESY) SERVICES AGREEMENT
FOR ANNA VOIGT, OCCUPATIONAL THERAPY SERVICES
Executive Summary: Pursuant to W.S. 21-2-501 through W.S. 21-2-502, and Wyoming Rules and Regulations Governing Services for Children with Disabilities, the District, in order to provide appropriate education for its resident school age children with disabilities, desires the Contractor to render the services described in the agreement, and the Contractor is willing to render the services under the terms provided.
Under the terms of this agreement, Anna Voigt will provide occupational therapy services to TCSD#1 students for the Extended School Year for 2022/23.

Executive Summary: Renewal of JAMF subscription for 2023-2024 school year. License subscription for 1 year. JAMF is the main management tool for district computers and tablets.

SOLUTION TREE, INC. PURCHASE ORDER
Executive Summary: This grant funded contract allows for TCSD #1's continual investment in shared learning and implementation of professional learning communities throughout the 2023-2024 school year. This contract involves partnership with three separate Solution Tree Consultants (i.e., David Jones, Anthony Reibel, Maria Nielsen) who provide professional development, consulting and job-embedded feedback for teachers, principals, and district leaders. These collective efforts help all TCSD #1 instructional staff develop a shared understanding of the purpose of the PLC framework, as well as how to achieve the best student results.

DREAMBOX RENEWAL
Executive Summary: DreamBox is an adaptive math curriculum that aligns with all state math standards and fuels growth in K-8. The adaptive learning programs meet students at their level and provide teachers with data and valuable insights to ensure success. DreamBox is used district wide in K-5 and middle school uses 50 licenses.
Suggested Action: I move to approve the DreamBox renewal purchase order for the 2023-24 school year, not to exceed $31,357.00, as presented.

IMAGINE LEARNING PURCHASE ORDER
Executive Summary: Imagine Language & Literacy is an adaptive learning solution in English and Spanish that accelerates reading and language proficiency for students in grades K-5. Designed to supplement core literacy instruction, Imagine Language & Literacy provides instruction and practice in all four domains of literacy-reading, writing, listening, and speaking with a focus on academic vocabulary and knowledge building. Imagine Math Facts is a game-based software that offers teachers an effective way to teach math facts intensely, solving the math fluency puzzle and building a critical pre-algebra foundation. Imagine Espanol will be used at Munger Mountain Elementary. All programs are research-based and will be effective for both in class and distance learning options.

BLAIR PLACE APARTMENT
Executive Summary: The residential lease agreement at Blair Place Apartment is a renewal of an existing lease. The apartment is used by the Special Education Department to teach life skills to qualifying students at Jackson Hole high School. The lease start date is August 1, 2023 with an end date of July 31, 2024.

Executive Summary: As the low bidder, staff is recommending ACM Wyoming to complete repairs to exterior covered walkways and stairs at the Cubs Daycare buildings. Due to the small scope of work, it is recommended that the project be completed on a "Not to Exceed" basis and a purchase order.
