THIS IS A JOINT PROGRAM THAT WE APPLIED FOR FROM THE WDE, THE GOVERNOR'S OFFICE, THE SCHOOL BOARD, STATE SCHOOL BOARD HAVE ALL COME TOGETHER AND SUPPORTED HAVING SCHOOL DISTRICTS LOOK AT ALTERNATIVE WAYS FOR STUDENTS TO PROGRESS THROUGH DISTRICTS, IN PARTICULAR PERSONALIZED LEARNING PATHWAYS AND ALSO COMPETENCY BASED LEARNING. WE HAVE APPLIED WERE AWARDED THIS GRANT SUPPORT FOR THOSE THREE AGENCIES TO SUPPORT OUR WORK. WE'RE LOOKING AND EXPLORING SOME DIFFERENT IDEAS. IF YOU CAN GO TO THE NEXT SLIDE, ANDREA. WE'RE LOOKING AT SOME SPECIFIC IDEAS AROUND HOW STUDENTS CAN DEMONSTRATE LEARNING IN DIFFERENT WAYS BEYOND SIMPLE CARNEGIE UNIT SEAT TIME LEARNING. THAT'S ONE OF THE CORE FOCUSES OF THIS PARTICULAR PROGRAM. IT DOESN'T TAKE AWAY THE RIGOR THAT THEY'RE ASKING STUDENTS TO LEARN OR MINIMIZE WHAT'S IMPORTANT FOR GRADUATION STANDARDS. WHAT IT'S TRYING TO DO IS RETHINK SOME MODELS FOR STUDENTS WHO AREN'T THAT TRADITIONAL FOUR YEAR FOR FOUR YEAR COLLEGE BOUND STUDENT. IN PARTICULAR A BIG FOCUS OF THIS PROGRAM IS HOW WE CAN REFRESH AND REVITALIZE MAYBE SOME CTE PROGRAMING IN OUR DISTRICT. SO WE HAVE APPLIED AND AGAIN, WE'RE AWARDED THIS THE PRESS RELEASE CAME OUT TODAY ACROSS THE STATE. WE'RE ONE OF NINE DISTRICTS THAT WERE GRANTED THIS OPPORTUNITY, AND WE'RE LOOKING FORWARD TO DIVING INTO THIS PROGRAM. THIS WILL TARGET SPECIFICALLY SUMMIT AND THE HIGH SCHOOL AND THE SECONDARY REALM. THE NEXT PROGRAM I'D LIKE TO TALK TO YOU VERY BRIEFLY ABOUT IS AND AGAIN, THIS IS KIND OF A LONG SUMMARY OF WHAT I JUST DESCRIBED. YOU CAN GO TO THE NEXT ONE. ANDRE IS OUR WE APPLIED TO THE WYOMING TEACHER APPRENTICESHIP PROGRAM. THIS IS A NEW PROGRAM IN THE STATE, I BELIEVE WE'RE ONE OF THREE DISTRICTS IN THE STATE ONLY THAT WERE GRANTED THIS. OUR APPLICATION WAS BASED OFF EMPLOYMENT NEED LACK OF TEACHERS IN CERTAIN AREAS, SPECIAL SPECIALIZED AREAS IN PARTICULAR. AND SO THIS IS A GREAT OPPORTUNITY FOR STAFF AND OUR DISTRICT TO APPLY, WHICH THEY HAVE. YOU HAVE THE LIST OF STAFF IN FRONT OF YOU WHO WERE GRANTED THIS OPPORTUNITY. THEY WILL BE PAIRED WITH A MENTOR TEACHER IN OUR DISTRICT FOR THE YEAR. THAT WILL BE THEIR ROLE TO LEARN THAT PARTICULAR TEACHING OCCUPATION WITH THAT MENTOR. FOR EXAMPLE, IF WE HAD A SPECIAL ED PARA AT THE HIGH SCHOOL, THAT PARTICULAR PARA WILL WORK WITH A MENTOR TEACHER. THEY'RE GOING TO MOVE OVER TO CULTURE, FOR EXAMPLE, AND WORK WITH A CERTIFIED TEACHER. THE STATE IS PROVIDING THE FUNDS, SO THE WDE IS PROVIDING THE FUNDS TO HELP SUPPORT THIS. THIS WILL PAY FOR THE CREDENTIAL OF THE INDIVIDUAL AND ALSO THE INDIVIDUAL CAN APPLY FOR REIMBURSEMENT FOR ALSO COLLEGE CREDIT IN ORDER TO GET THAT BACHELOR'S DEGREE TO QUALIFY FOR A TEACHING CERTIFICATE. SO IT IS A TRUE APPRENTICESHIP PROGRAM. WE'RE TRAINING PEOPLE BOOTS ON THE GROUND WITH A MENTOR TEACHER IN OUR DISTRICT. SO IT'S A GREAT WAY TO ALSO TRY TO FILL SOME OF THOSE HIGH NEED GAP AREAS THAT WE HAVE IN OUR DISTRICT. FOR EXAMPLE, LIFE SKILLS, SPECIAL EDUCATION. DL THESE ARE HIGH NEEDS AREAS NOT ONLY IN OUR DISTRICT, BUT DISTRICTS ACROSS THE STATE AND COUNTRY. WE'RE VERY EXCITED ABOUT THIS PROGRAM IN OUR DISTRICT. I THINK IT HAS SOME GREAT POTENTIAL TO LEVERAGE SOME EXISTING PERSONNEL IN OUR DISTRICT AND REALLY SET THEM UP NICELY IN THE CERTIFIED TEACHING REALM IF THEY CHOOSE TO CONTINUE IN THAT PROFESSION. QUESTIONS. YES, I KNOW THIS IS AIMED PROBABLY AT A NON COLLEGE BOUND KIDS, BUT I COULD SEE THIS AS A POSSIBLE COUNTER TO AI KIND OF TRAINING WHERE THEY JUST GO OUT, GET INFORMATION AND PLUG INTO SOMEBODY ELSE'S. ARE YOU ARE YOU REFERRING TO THE FIRST PROGRAM? THE RIGHT THE RIGHT PROGRAM? YEAH. I THINK ONE OF THE SPECIFIC GOALS IS TO TRY TO FIGURE OUT DIFFERENT WAYS FOR STUDENTS TO STILL DEMONSTRATE THEIR LEARNING. BUT REALLY COUNTER THE TRADITIONAL CARNEGIE UNIT REQUIREMENT, ESPECIALLY IF THEY CAN SET THEIR GOALS FOR INFORMATION AND RESEARCH AND EDUCATION, NOT JUST SKILLS, BUT THEY WANT TO KNOW ABOUT SOMETHING. IT SEEMS TO ME PUTTING EDUCATION IN THE HANDS OF THE KID. SAYING, YOU KNOW, YOU INVEST HERE AND IF THEY BUY INTO THAT, IT'S A GREAT COUNTER TO THE PLUGGING INTO THE BIG AI MACHINE. I HAVE HOPES FOR IT. FOR THE QUESTION. YES, THERE ARE TWO QUESTIONS ON THE RIDE. ONE, DOES IT COME WITH MONEY? AND IF SO, WHAT ARE YOU GOING TO WHAT'S THE PLAN FOR THAT MONEY? AND IT REALLY GOES TO PAY FOR INDIVIDUALS TO HELP US SUPPORT AND INVESTIGATE NEW MODELS THAT ARE COMPETENCY BASED LEARNING VERSUS CREDIT BASED LEARNING. SO IT'S STATE SUPPORT TO HELP US LOOK AT DIFFERENT MODELS THAT WE'LL BE DOING MAYBE SOME SPECIAL. CONTRACTS WITH ALREADY EXISTING EMPLOYEES TO PAY THEM A LITTLE STIPEND TO BE ON A COMMITTEE. IS THAT WHAT YOU'RE THINKING? AND. WE HAVEN'T THOUGHT THROUGH THE STIPEND PIECE YET, MR. GINGERY. WE HAVE RIGHT NOW. WE KNOW WE'RE GOING TO WORK THROUGH ONE ORGANIZATION THAT THE STATE HAS CONTRACTED WITH THAT HAS A LOT OF EXPERIENCE WORKING WITH AN OUTSIDE CONSULTANT. YES. ON THE OTHER ONE. ON THE TEACHER ONE. WHY IS THAT DIFFERENT THAN JUST DOING YOUR NORMAL STUDENT TEACHING? WHY? BECAUSE I WOULD ASSUME ALL THESE FOLKS ARE WORKING TOWARD THEIR TEACHING DEGREE. THEY'RE GOING TO STUDENT TEACH ANYWAY. I DIDN'T UNDERSTAND THE DISTINCTION. THAT'S A REALLY GREAT QUESTION. SO THE APPRENTICESHIP. THINK ABOUT IT, I THINK IS A MUCH MORE LONG TERM, MUCH MORE IN DEPTH PROCESS WITH STUDENT TEACHING. TYPICALLY, SOMEONE WOULD COME TO US WHILE THEY'RE IN A CURRENT UNIVERSITY. LET'S SAY THEY'RE GOING TO UNIVERSITY OF WYOMING. WE GET REQUESTS FOR THAT. THEY'LL COME AND BE A STUDENT TEACHER WITH US FOR A SEMESTER, BUT THAT'S COMPLETELY ON THEM TO SOME DEGREE. I MEAN, YOU'RE IN A SCHOOL. YOU HAVE TO MAKE ARRANGEMENTS TO COME HERE. YOU HAVE TO MAKE ARRANGEMENTS TO FIND A PARTNERING TEACHER THAT'S ON THE INSTITUTION IN TERMS OF A IN THAT SYSTEM. IN THIS SYSTEM, THE GOAL IS TO FIND PEOPLE WITHIN YOUR ORGANIZATION WHO WANT TO ASPIRE TO DO MORE, WHO WANT TO GET THAT CERTIFICATION OR AND THAT BACHELOR'S DEGREE. SOME OF THOSE FOLKS ALREADY HAVE A BACHELOR'S, BUT THEY DON'T HAVE THE CERTIFICATION. SO WHAT THIS ALLOWS THEM TO DO IS STAY IN OUR DISTRICT, STAY EMPLOYED. WE GET COMPENSATED TO BACKFILL BEHIND THEM WITH THIS MONEY THAT THEY'RE GIVEN AS WELL. SO WE CAN SUPPORT, SAY, SOMEONE WHO'S FROM A PARA JOB TO A TO AN APPRENTICESHIP. WE CAN STILL SUPPORT BEHIND THEM AND HIRE BEHIND THEM. NOW THEY ARE PARTNERED WITH THAT MENTOR TEACHER ALL YEAR AS OPPOSED TO A SEMESTER OR LET'S SAY A TEN WEEK STINT THAT A STUDENT TEACHER WOULD BE. SO IT'S A MUCH MORE IN DEPTH PIECE. I LIKE THE IDEA OF IT BECAUSE YOU'RE ACTUALLY IN THE WEEDS OF THE WORK FOR A LONGER PERIOD OF TIME VERSUS FINDING A DISTRICT THAT WILL TAKE YOU MAKING ARRANGEMENTS TO GO THERE AND HOPING TO FIND A PARTNER TEACHER THAT MATCHES YOUR SKILLS. I'M JUST GOING TO ADD ONE THING IN THE PAST, FOR OUR PARAS THAT ARE WORKING ON THEIR TEACHER LICENSING, WHEN THEY GOT TO THEIR STUDENT TEACHER COMPONENT, THEY HAD TO QUIT THEIR JOB. SO THEY LOSE THEIR BENEFITS, THEY LOSE THEIR PAY AND THAT HAS PREVENTED A LOT OF REALLY QUALITY. HARRIS FROM MOVING ON TO THAT NEXT STEP. SO THIS WAY THEY CAN KEEP THEIR JOB, KEEP THEIR BENEFITS. THEY GET ON THE JOB TRAINING. THEY HAVE TO PASS CERTAIN COMPETENCIES, AND THE DISTRICT GETS TO THE MONEY TO PAY THEM AS WELL AS THEIR BACKFILL. AND THE STATE IS PAYING FOR THEIR COURSEWORK AS WELL. SO IT'S A REALLY FANTASTIC OPPORTUNITY FOR OUR EMPLOYEES THAT WANT TO BECOME A CERTIFIED TEACHER. MR. CHAIRMAN, THIS IS A GRANT. [00:15:01] AND HOW MUCH DID WE GET? THIS IS FROM THE WYOMING DEPARTMENT OF EDUCATION. THEY'RE USING LEFTOVER FUNDING FROM THE ESSER. SO WE HAVE TO EXPEND IT BY SEPTEMBER 2024, AND ALL FUNDS HAVE TO BE PAID OUT BY DECEMBER 2024. AND OUR TOTAL THERE ARE THREE DISTRICTS THAT WERE SELECTED. THEY HAD $3 MILLION TO WORK WITH. OUR TOTAL IS ABOUT 1.8 MILLION. YES. CHAIR SCARLETT, DR. CRISP, IS GEAR FUNDING, IS THAT THE ESSER? SO I THINK WE'RE FINISHING UP ON THE FUNDING FROM ESSER AND LOOKING AT CREATIVE WAYS OF SPENDING IT. SO WE'RE DELIGHTED TO PARTICIPATE IN BOTH OF THESE. I LIKE IT BECAUSE OF THE NOT JUST RECRUITMENT, BUT RETENTION ASPECTS OF IT. WE CAN KEEP MORE PEOPLE IN OUR DISTRICT, ALL THE BETTER. AND THEN ONCE WE GET INTO THE BUDGET HEARING, WE'LL REVIEW IN DEPTH THE BUDGET AMENDMENT AND THE FISCAL YEAR 24 BUDGET. SO WE ENDED THIS YEAR AT ABOUT 103% IN SALARIES AND BENEFITS. AND THIS WAS A CULMINATION OF A COUPLE OF DIFFERENT THINGS. WE TYPICALLY IN PAST YEARS ARE AROUND 101% OF OUR BUDGET FOR SALARIES AND BENEFITS. IT WAS A LITTLE HIGHER THIS YEAR FOR A COUPLE OF REASONS, AND WE'LL SEE THIS IN THE BUDGET AMENDMENT, THE IMPACT OF THE JULY AND AUGUST INSURANCE INCREASE TOO. SO WHEN WE WHEN WE SWITCH OVER TO CIGNA, THERE'S A CERTAIN AMOUNT OF CONTRACTS THAT ARE TEN MONTH CONTRACTS, 12 MONTH CONTRACTS, BUT THEY'RE PAID OUT IN JUNE FOR JULY AND AUGUST BECAUSE OUR TEACHER CONTRACTS START SEPTEMBER 1ST. SO THOSE ADJUSTMENTS TO THE INSURANCE ARE MADE IN JUNE FOR THOSE JULY AND AUGUST MONTHS. AND THE IMPACT OF THE NEW INSURANCE CHANGE WAS ABOUT 390,000 FOR THOSE TWO MONTHS. AND, YOU KNOW, THAT'S IN A TYPICAL YEAR. IF WE SEE A SMALL INCREASE OF 3% OR 6%, THAT DOESN'T THROW OUR END OF YEAR NUMBERS OFF DRAMATICALLY. BUT THIS YEAR, BECAUSE WE'RE SEEING A 26% INCREASE IN INSURANCE COSTS, IT DID HAVE A SIGNIFICANT IMPACT IN OUR JUNE PAYROLL POSTED. SO THAT WAS PART OF IT. WE ALSO HAD A OUR SUBSTITUTE COSTS ARE BUDGETED. OUR BUDGETED SUBSTITUTE COSTS WERE 29529 AND WE SPENT 641198 THIS YEAR, WHICH IS OVER BY $350,669. SO IT'S STILL VERY PRELIMINARY, BUT WE ARE HAPPY WITH THE DESIGN AND THE PRICING PACKAGE. WITH THE SCHEDULE, WE ARE NAVIGATING SOME UNCERTAINTY WITH THE APPROVAL PROCESS FOR THE PROJECT AND THAT STEMMED FROM WE HAD A PRELIMINARY PRE-APPLICATION MEETING WITH THE TOWN OF JACKSON PLANNING DEPARTMENT AND WE WENT IN THERE ASSUMING BECAUSE THIS IS AFFORDABLE HOUSING, THAT THERE WOULD NOT BE A REQUIREMENT TO GO THROUGH ANY TYPE OF DEVELOPMENT PERMIT, THAT WE BASICALLY WOULD HAVE A PRE-APPLICATION MEETING AND THEN GO STRAIGHT TO A BUILDING PERMIT. BUT STAFF, STAFF WAS A LITTLE BIT THEY BASICALLY WANTED TO REVISIT IT IS WHAT THEY SAID INTERNALLY AND KIND OF CHECK WITHIN THEIR OWN STAFF TO BEFORE THEY WOULD COMMIT TO THAT. WHAT WILL BE WHAT THAT APPLICATION PROCESS WILL LOOK LIKE. AND I BRING THIS UP ONLY BECAUSE OF THAT UNCERTAINTY. WE HAVE TEN UNITS, 12 UNITS, 15 UNITS. IT'S ALL VERY EXCITING AND WELCOME. BUT WHEN WE'RE TALKING ABOUT SOME OF THESE LARGE SCALE DEVELOPMENTS, SUCH AS NORTHERN SOUTH PARK, EVEN DULUTH RIGHT BEHIND US HERE WILL HAVE 295 BEDROOMS. THAT HAS THE POTENTIAL FOR A LOT OF CHILDREN. AND NORTHERN SOUTH PARK, WITH THE NUMBER OF ACREAGE AND AFFORDABLE AND WORKFORCE HOUSING UNITS THAT ARE GOING IN THERE, WE ARE GOING TO HAVE TO HAVE A PARCEL FOR AN ELEMENTARY SCHOOL FOR SURE. AND THEN THE SELECT COMMITTEE MET ON JUNE 28TH AND 29TH, THE SAME MONTH. AND THE SELECT COMMITTEE REQUESTED THAT SCHOOL DISTRICTS PROVIDE PUBLIC COMMENT ON THE IN DETAIL ON THESE EMERGENCY RULES. AND SO THIS LETTER IS INTENDED TO SHED LIGHT ON WHAT OUR CONCERNS ARE WITH THOSE EMERGENCY RULES. I THINK THE MOST CRITICAL NATURE OF ALL OF THESE IS THAT THE LOCAL SCHOOL BOARDS ARE BEST EQUIPPED TO MAKE DECISIONS ABOUT THE SCHOOL DISTRICT, ABOUT THEIR FACILITY NEEDS. AND THROUGH THESE EMERGENCY RULES, THE AUTHORITY REALLY RESTS WITH THE COMMISSION AND AS OPPOSED TO WITH SCHOOL DISTRICTS. AND THAT'S CONCERNING BECAUSE SOME OF THE RECOMMENDATIONS THROUGH THESE REPORTS THAT THEY HAD COMMISSIONED ARE NOT REFLECTIVE OF WHAT'S ACTUALLY HAPPENING ON THE GROUND AND WHAT THE NEEDS ARE WITH THE SCHOOL DISTRICT. SO THIS IS FAIRLY DETAILED AND LENGTHY, BUT IT WAS INTENDED TO BE THAT WAY. SO THERE ARE OTHER COMMENTS THAT YOU WOULD LIKE US TO MAKE OR ANY OTHER CHANGES TO THIS. IT'S FAIRLY. NOR DID THEY MEET THE SAFETY GUIDELINES THAT ARE EXPECTED BY THE STATE. ACCORDING TO THE EMERGENCY RULES WE WERE TO THE BOARD IS TO MAKE THAT FINDING AND THEN IMMEDIATELY THE SUPERINTENDENT IS TO NOTIFY THE COMMISSION IN WRITING. IT DID SO ON JUNE THE 15TH, AND THEN THEY READOPTED THOSE RULES ON JUNE 26TH. SO AN ABUNDANCE OF CAUTION AND TO MAKE SURE EVERYTHING WAS AS EXPECTED, PLUS THE STATUTE ACTUALLY CHANGED IN THE RE-ADOPTION OF THE EMERGENCY RULE. SO THIS LETTER WAS SUBMITTED RIGHT AWAY AS REQUIRED BY THAT. AND AS IT SITS, THERE WAS A BIG RUSH FOR THIS TO BE SUBMITTED AND WE'VE HAD NO FEEDBACK ON IT. AND FUNDING WAS ALLOCATED LAST YEAR AT $100 MILLION. IT WAS THE INTENT OF THE OF THE SELECT COMMITTEE ON SCHOOL FACILITIES IN SEPTEMBER OF 2022 TO ALLOCATE THAT FUNDING TO TETON COUNTY SCHOOL DISTRICT FOR A BUS, BARN AND FOR THE REMAINDER OF THE BROCK ACHIEVEMENT CENTER. AND FROM THAT MOMENT UNTIL NOW, THAT FUNDING IS IS THERE, IT'S 100 MILLION IS THERE. HOWEVER, THE NAMES OF THE DISTRICTS WERE AND THE PROJECTS WERE PULLED OUT. AND NOW WAITING UNTIL NOVEMBER ESSENTIALLY MEANS NO SCHOOL DISTRICT WILL GET ANY FUNDING FOR THE ENTIRE YEAR. SO IT'S BEEN QUITE FRUSTRATING. BUT WE WILL CONTINUE TO DO OUR BEST TO TO ADVOCATE FOR OUR SCHOOL DISTRICT. MR. CHAIRMAN? YES. JUST A QUESTION. TRUSTEE MEAD. BUT SO THEN WHAT HAPPENED WAS OUR LEGISLATORS WENT AHEAD AND PUSHED FOR THAT MONEY TO GO THROUGH SENATOR GIERAU AND REPRESENTATIVE STORER AND OUR OTHER REPRESENTATIVES DOWN THERE. AND IT WENT TO APPROPRIATIONS COMMITTEE AND THEN APPROPRIATIONS COMMITTEE SAID PASSED IT, BUT SAID BUT IT HAS TO GO THROUGH TO BE ALLOCATED BY THE SCHOOL FACILITIES COMMISSION. SO YOU WOULD THINK THAT, YOU KNOW, THAT SINCE MARCH THEY'D BE JOHNNY ON THE SPOT AND SAID, OKAY, LET'S ALLOCATE IT OUT THE WAY THE LEGISLATURE TOLD US TO. BUT THERE IS SEEMS TO BE SOME BACKPEDALING. BUT I THINK THEY'RE JUST TRYING TO FIGURE OUT A WAY TO TO CHANGE THE PROCESS FROM WHAT IT IS NOW. SO WE'D LOVE AT SOME POINT IF THE FEDERAL GOVERNMENT WOULD LOOK AT REDEFINING THOSE RULES ARE. BUT AS OF YET, THEY PROBABLY AREN'T. YOU CAN ALSO SEE THAT IN FISCAL YEAR 22, WE HAVE ALL OF THOSE EXTRA POTS OF MONEY THAT WILL BE EXPIRING THIS YEAR OR NEXT YEAR. SO THEY ARE BUDGETED. WE HAVE EXPENDED MOST OF THAT. ESSER THREE IS THE BIGGEST POT OF MONEY AND WE HAVE THAT BUDGETED OUT THROUGH THE EXPENDITURE PERIOD. I THINK OVERALL ASSESSMENT OF THIS YEAR'S BUDGET IS WE'VE BEEN IN A BIT OF A SPENDING MOTION AND WE NEED TO TRANSITION. IT'S HARD WHEN YOU GET ALL OF THESE FEDERAL FUNDS IN LIKE THE ESSER FUNDS THAT CREATE THE FUNDING CLIFF AND IT SEEMS LIKE WE ALL GET REALLY USED TO SPENDING A LOT OF MONEY AND WE DEFINITELY NEED TO MAKE THAT SHIFT THIS YEAR OF RESTRICTING AND NOW PULLING BACK AND REALLY TIGHTENING OUR BELTS UP SO WE CAN REBUILD THE CASH RESERVES FROM THE 168. YOU KNOW, THE PIECE OF LEGISLATURE THAT WAS IN FRONT OF OUR REPRESENTATIVES IN FEBRUARY THAT BASED THE RCA, IT WAS THEY WERE EITHER GOING TO STICK WITH THE THREE YEAR [00:55:10] AVERAGE OR USE PRIOR YEAR. IF THEY HAD MADE THAT CHANGE, OUR FUNDING MODEL WOULD BE AT 168%, WHICH WOULD BE SO GOOD FOR US BECAUSE THAT'S WHAT OUR CURRENT RCA AT THAT TIME WAS. THIS YEAR'S FUNDING MODEL PUTS US AT 164%, SO WE'RE STILL 4% SHY OF THE INCREASE THAT WE GAVE LAST YEAR. BUT I DO BELIEVE OVER TIME WE CAN START TO BUILD BACK OUR RESERVES. AND THEN THE LAST PAGE THAT I WANTED TO LOOK AT IS ON PAGE 28, AND THIS IS OUR MAJOR MAINTENANCE. AND AS I WAS REVIEWING THIS DOCUMENT, IT'S LIKE AT 1.6 MILLION. UM. 110 BUDGET AMENDMENT. SO THE AUDITORS AND I HAVE GONE BACK AND FORTH OVER THIS PROCESS EVERY YEAR. AND THE STATUTE ACTUALLY SAYS BY MAJOR CODE OR BY DEPARTMENT, WHICH IS THE ONE THOUSANDS AND THAT'S THAT FUNCTION CODE. THAT'S FIVE DIGITS IN THE MIDDLE OF OUR ACCOUNT CODE. BUT WE SEEM TO NOT COMMUNICATE VERY CLEARLY ABOUT THAT EVERY YEAR. SO WHAT I'VE DONE IS I'VE ACTUALLY JUST GONE THROUGH AND ADJUSTED EVERY LINE IN THE BUDGET SO THAT HE WILL LOOK FONDLY UPON MY BUDGET AMENDMENT. AND I'VE DONE THIS FOR EVERY FUND. THE OPERATIONAL BUDGET WAS THE 1.5 MILLION, $1.6 MILLION APPLE PURCHASE. WE ALREADY KNOW ABOUT ALL OF THOSE. THE RECREATION DISTRICT WAS THE REC DISTRICT BOARD GRANTED ADDITIONAL FUNDS IN THE YEAR FROM THE ORIGINAL BUDGET. SO THAT'S THE REASON FOR THAT ONE. THE MAJOR MAINTENANCE FUND, THIS HAS BEEN A PROCESS THAT WE'VE BEEN REFINING AND ACTUALLY DONE A LOT OF WORK THIS YEAR ON WHAT THAT PLAN LOOKS LIKE MOVING FORWARD. SO THE BUDGET AMENDMENT FOR MAJOR MAINTENANCE IS MERELY THAT WE GOT MORE WORK DONE THAN WE HAD PLANNED LAST YEAR. AND WITH THE NEW CASH FLOW THAT DEANA HAS IMPLEMENTED, WE'LL BE ABLE TO BUDGET THE MAJOR MAINTENANCE FUND MORE EFFECTIVELY MOVING FORWARD. THE ENTERPRISE FOOD SERVICE FUND, THAT WHEN THIS WAS GOING TO BE A BIT OF A TREACHEROUS YEAR ANYWAY BECAUSE WE WERE GOING INTO UH, SORRY. I JUST TOTALLY LOST MY TRAIN OF THOUGHT. WE WERE GOING INTO PAID MEALS AFTER THREE YEARS OF FULLY PAID MEALS FROM THE FEDERAL GOVERNMENT. AND SO WE WE HAD TO ADJUST STAFFING TO RIGHT SIZE THE DISTRICTS. AND DANNY'S DOING A GOOD JOB. SO IT'S MY UNDERSTANDING THE BOARD OF DIRECTORS DECIDED TO, THEY ADDED CASBA, WHICH STANDS FOR CONSORTIUM OF STATE SCHOOL BOARDS ASSOCIATIONS, AND IT'S A NEW ORGANIZATION THAT I BELIEVE HAS JUST BEEN IN. I THINK THIS IS THE SECOND YEAR THEY'RE GOING INTO THEIR SECOND YEAR. AND SO I BELIEVE THAT THE BOARD OF DIRECTORS ADDED CASBA AND THIS YEAR THEY DECIDED TO DROP NSBA. YOU MIGHT RECALL IN SEPTEMBER 2021, A LETTER WAS SENT TO PRESIDENT BIDEN SUGGESTING THAT SOME OF THE SITUATIONS THAT WEREN'T HAPPENING NECESSARILY IN WYOMING, THANK GOODNESS, BUT WERE HAPPENING ACROSS THE COUNTRY WHERE MEMBERS OF THE PUBLIC WERE STORMING BOARD MEETINGS AND MAKING THREATS TOWARD BOARD MEMBERS AND SUPERINTENDENTS AND SCHOOL DISTRICTS FOR THEIR POLICIES AROUND MASKING AND A VARIETY OF OTHER THINGS. A LETTER WAS SENT BY AN INTERIM EXECUTIVE DIRECTOR THAT WAS POORLY WORDED AND THAT REALLY CREATED A POLITICAL DIVIDE. I THINK THE INTENT WAS PROBABLY APPROPRIATE, BUT THE WORDING OF THE LETTER WAS PRETTY INCENDIARY. SO IT'S POLITICAL, YOU'RE SAYING? ONE MIGHT SAY THAT WOULD BE PART OF THE PROBLEM. ALL RIGHT. WELL, NOW YOU'VE MADE ME CHANGE MY MIND. LET'S SEE. I SEE YOU'RE. YEAH, YOU KNOW, AND I'M HAVING TROUBLE FORMULATING THE QUESTION. BUT I GUESS MY QUESTION FOR SUPERINTENDENT CHAPMAN IS IT SOUNDS LIKE THERE'S YOU KNOW, THIS DECISION IS WEIGHTED HEAVILY ON NOT CONTINUING OUR MEMBERSHIP, BUT WHAT WOULD TRULY BE, YOU KNOW, WHAT ARE SOME THINGS THAT WE WOULD LOSE IN YOUR MIND? AND HAVE WE REALLY THOUGHT ABOUT THE UNINTENDED CONSEQUENCES OF NOT BEING CONNECTED SOMEHOW WITH OTHER DISTRICTS ACROSS THE STATE? YOU KNOW, THOSE ARE JUST THE THINGS THAT ARE COMING TO MY MIND. WE DON'T NECESSARILY PARTICIPATE IN SOME OF THOSE SERVICES, BUT THEY ARE THERE. I THINK A DRAWBACK WOULD BE BEING A SCHOOL DISTRICT, THE ONLY SCHOOL DISTRICT POTENTIALLY THAT IS NOT A MEMBER. I THINK THAT MAYBE COULD BE AN UNINTENDED CONSEQUENCE FOR THAT. AND YEAH, I DON'T LIKE NECESSARILY NOT BEING A PART OF THE SERVICES AND THE, THE GROUP IN WYOMING. I THINK IT GOES TO SOMEWHAT DIVIDES THE SCHOOLS AND I LIKE HAVING A SEAT AT THE TABLE EVEN IF THE TABLE SOMETIMES DOESN'T FEEL LIKE THERE IS A SEAT. I KNOW THE EXECUTIVE DIRECTOR, BRIAN FARMER, HAS ENGAGED US IN LISTENING TO OUR CONCERNS. I BELIEVE HE IS WORKING HARD AT ENSURING THAT OUR CONCERNS THAT I HAVE SHARED WITH HIM IN THE PAST ARE BROUGHT FORWARD TO THE BOARD OF DIRECTORS, AND I KNOW THEY'RE REALLY STRONG. ADVOCATES FOR PUBLIC SCHOOLS IN THE WYOMING SCHOOL BOARD ASSOCIATION AND THE MEMBER DISTRICTS. SO I THINK THAT WOULD BE THE BIGGEST DRAWBACK OF NOT BEING A MEMBER. ON THE OTHER HAND, YOU COULD ALSO DECIDE TO SIT OUT A YEAR AND SEE WHAT THE DRAWBACKS ARE AND POTENTIALLY REJOIN. POTENTIALLY WE COULD REJOIN IF THE DECISION IS TO SEE HOW THINGS GO FOR A LITTLE WHILE AND THEN REJOIN AT A LATER DATE. MAYBE THAT'S AN OPTION AS WELL. I'M NOT ENTIRELY SURE ABOUT THAT. BUT I THINK THE BIGGEST COMPONENT IS IF WE'RE NOT A MEMBER, THEN OUR VOICE OR OUR CONCERNS WOULD HAVE TO BE SHARED IN AN ALTERNATIVE MANNER. THANK YOU FOR THAT. I DO BELIEVE IN TRUST THAT EXECUTIVE DIRECTOR BRIAN FARMER IS ADVOCATING ON THE SIDELINES FOR TETON COUNTY. I BELIEVE HE IS AWARE OF THE THE UNIQUE ISSUES IN TETON COUNTY, ALTHOUGH SOMETIMES MAYBE THAT ADVOCACY ISN'T PUBLIC FOR A VARIETY OF REASONS THAT MAY OR MAY NOT BE POLITICAL.
