[00:00:03]
>> CALL MEETING TO ORDER AT 1:04 AND SAY THE PLEDGE OF ALLEGIANCE.
[1. CALL TO ORDER]
I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL.NEXT, WE NEED TO APPROVE THE AGENDA.
[2. APPROVAL OF AGENDA]
>> MADAM CHAIRMAN AND VICE CHAIRMAN, I MOVE TO APPROVE THE SEPTEMBER 12TH, 2023 AGENDA AS PRESENTED.
>> SECOND, DISCUSSION AND [INAUDIBLE].
>> MOTION CARRIES WE'LL MOVE ON TO THE FINANCIAL REPORT AND UPDATE.
[3. FINANCE / BUDGET UPDATE]
>> GOOD AFTERNOON, BOARD CHAIR.
BOARD MEMBER [INAUDIBLE] DAVENPORT WITH THE TETON COUNTY SCHOOL DISTRICT FINANCE DEPARTMENT.
I DON'T REALLY HAVE THAT MUCH TO UPDATE YOU ON.
WE'RE JUST PAYING OFF GRANTS, WE'RE DOING REALLY WELL SINCE WE STARTED OFF WITH A NICE SET OF MONEY AT THE BEGINNING.
WE'RE JUST LEFT WITH THE BIG DOLLAR AMOUNTS SO WE'RE JUST PAYING THOSE AS THE MONEY COME IN.
I DO WANT TO DRAW YOUR ATTENTION TO THE PRIOR YEAR FUNDS THAT HAVE BEEN RETURNED, IT'S A HIGHER NUMBER.
THE STATE FINALLY CLOSED MUNGER MOUNTAIN ELEMENTARY'S PROJECT THEREFORE THAT RELEASE THE MONEY THAT THE REQ DISTRICT PROVIDED FOR THE UNDERPASS.
THE SCHOOL DISTRICT RETURNED $193,135 THAT WAS LEFTOVER FROM THAT PROJECT.
THAT'S WHAT MADE THOSE PRIOR YEAR RETURN FUNDS SO MUCH HIGHER.
>> VICE CHAIR, MADAM CHAIR, HELP ME ON THE BALANCE SHEET, THAT SHEET.
THE 1,498,221.19 AT THE BOTTOM IN BOLD, THAT'S WHAT WE WILL HAVE AVAILABLE AT THE END OF THIS FISCAL YEAR?
>> NOT COMPARED TO THE LIST I READ. [LAUGHTER]
>> I KNOW, I DIDN'T SEE THAT TOO.
[LAUGHTER] KEEP IN MIND WE DO MEAN TO KEEP SOME CASH THEORY OVER TO THE NEXT YEAR [INAUDIBLE].
>> ANYTHING ELSE? AWESOME. THANK YOU.
>> LET'S SEE. NOW WE WILL MOVE ON TO THE TCSD NUMBER 1, RECREATION DISTRICT LOGO.
[4. INFORMATION AND REPORTS]
>> MADAM CHAIR, TRUSTEES, MY UNDERSTANDING IS WHEN WE REWARD GRANTS, A LOT OF THE COMMUNITY MEMBERS WHEN THEY ARE SENDING LETTERS I WOULD LIKE TO PUT A LOGO ON FOR RECTUS TRICKS AND THANK YOU.
THE QUESTION IS, DO WE WANT A LOGO, DO WE WANT TO USE THE SCHOOL DISTRICT'S LOGO, AND WHAT NEXT STEPS WOULD YOU GUYS LIKE US TO FOLLOW?
>> I THINK TO ME IT MAKES SENSE TO MAYBE OPEN UP, LET'S SAY, DANCERS' WORKSHOP OR WHATEVER AND IF THEY USED IT FOR THE WINTER PERFORMANCE OR I THINK OFF SPRING IS PROBABLY BETTER BECAUSE THEN THEY USE THE MONEY FOR THE YOUTH.
TO ME, IT'S COLD. THEY PUT IT IN THEIR PROGRAM AND WHATNOT AND THEN MY SMOKE GET CREDIT SO PEOPLE KNOW THEIR TECH WHERE THEIR TAX PAID, THEIR TEXTILE ARE CERTAIN THINGS.
I KNOW, I DON'T THINK IT'S A BAD IDEA.
I JUST DON'T KNOW WHAT LOGO WE WOULD USE.
>> WHY DON'T YOU USE THE SAME ONE BUT UNDERNEATH IT JUST PUT A RECREATION MUSTERED.
>> HOW ABOUT IF WE KICK THIS TO THE SCHOOL BOARD OR PRESENT IT TO THE SCHOOL BOARD UNDER OUR SUGGESTION THAT WE COME UP WITH A LOGO AND WE'LL HAVE THEM CREATE ONE THROUGH THEIR GRAPHIC DEPARTMENT.
>> I JUST DON'T WANT TO SPEND A LOT OF MONEY ON IT AT ALL.
BUT AS LONG AS IT'S RECOGNITION I THINK THAT'S A GREAT IDEA.
I FIGURED THEY'VE GOT PROBABLY COME UP SOMEWHERE, MAYBE ON THE CHIEF FINANCIAL OFFICER'S OFFICE. [LAUGHTER]
>> ACTUALLY THERE USED TO BE A GREAT GRAPHICS DESIGN PROGRAM IN THE HIGH SCHOOL.
[00:05:05]
I'M NOT SURE IF THAT EXISTS ANYMORE.>> DOES IT? MAYBE THEY CAN RUN IT THROUGH HER DEPARTMENT THAT CREATES ENFORCEABLE.
>> COMPLETION OF TERM IN DECEMBER 2023 FOR THOMAS SMITHS.
>> MY UNDERSTANDING IS THAT IN THE PAST WHEN THE TERM HAS BEEN COMPLETED WE'VE OPENED THAT UP FOR APPLICATIONS, DOES THAT SOUND CORRECT? WHAT'S THE TIMELINE IN THERE? ANDREA, THE BYLAWS DOESN'T SAY IN THERE.
>> THE COMMUNITY MEMBERS [INAUDIBLE] SO THIS IS BASICALLY CONCLUDED THAT THE BYLAWS, IF YOU'RE GOING TO CHANGE THE STRUCTURE OF THE [INAUDIBLE] SENTENCE QUOTE LATER ON WITH THE AGENDA AT THE APPLICATION THAT WE'LL POST IN THE NEWSPAPER AS WELL FOR [INAUDIBLE].
HAS ANYBODY TALKED TO THOMAS? I KNOW WE'RE THINKING ABOUT RESTRUCTURING SO THAT'S, HAS ANYBODY TALKED TO HIM WHAT HE WOULD BE INTERESTED IN CONTINUING OR DO WE KNOW? YOU CAN APPLY.
>> I HAVE NOT HAD A CONVERSATION WITH THOMAS ABOUT THAT.
>> THAT'S COME OUT OF NOWHERE.
QUESTIONS ARE GOING TO COME UP.
ONE OF THE THINGS WHERE YOU'RE HAVING TO DO NOW IN THE STATES IS ACTUALLY JUST WE HAVE STATUTES TO GO THROUGH THOSE FINANCIAL TRAINING THAT YOU AND I WENT THROUGH.
IT'S PROBABLY REP DISTRICT SENT TO THE KETO PROGRAM.
>> YOU'VE BEEN THROUGH THE [INAUDIBLE]?
>> THAT WAS PRETTY CERTIFICATE.
[LAUGHTER] VERY MARKED WITH A SIGNIFICANT GOOD.
>> YEAH, I WAS ON A FLIGHT CREW.
>> THAT'S NOT REQUIRED AT ALL.
I THINK UNDER THE BYLAWS, I THINK IT'S A GOOD OPPORTUNITY FOR US TO REVIEW THINGS AND HOW THINGS ARE MOVING FORWARD AND PROBABLY AT THE SCHOOL BOARD THOUGH BECAUSE THE SCHOOL BOARD MAKES THESE BYLAWS.
>> THEN ADD THAT TO A SCHOOL BOARD MEETING AGENDA. YES, IT.
>> WE'LL BRING IT UP TOMORROW NIGHT.
THAT'S FROM OTHER COMMUNITIES.
>> THE NEXT ITEM ON THE AGENDA IS OUR LONG-RANGE PLANNING AS WE JUST TALKED ABOUT, THAT WOULD BE ULTIMATELY $1 MILLION LEFT OVER IN FUNDS THAT COULD BE ALLOCATED FOR THIS FISCAL YEAR.
WE BROUGHT A LIST OF PROJECTS.
THERE'S A NUMBER OF THEM ON THERE THAT I'VE BROUGHT FORWARD BY TCSD BOARD MEMBERS, COMMUNITY MEMBERS, OR STAFF AND WHAT OUR THINKING ON THIS WASN'T WE WOULD LOVE SOME INPUT FROM MS. MORRIS WAS TO BRING THIS TO THE TCSD BOARD FOR THEM TO PRIORITIZE WHAT THEY THINK IS THE BEST INTEREST OF THE SCHOOL DISTRICT AND THEN COME BACK TO THIS BOARD ONCE WE HAVE THAT INFORMATION FROM THE TCSD BOARD.
>> REAL QUICK ON IT IS I THINK THERE'S TWO THAT ARE THE SAME.
AGE, AUDIO EQUIPMENT, UPGRADED, AND BIG GYM GOING TO BE RESEARCHED, AND THEN DOWN BELOW, SOUND SYSTEM INSTALLATION.
>> HIGH SCHOOL, MIDDLE SCHOOL.
>> BRING IT TO THE SCHOOL BOARD.
>> DO YOU KNOW WHAT THE TOTAL IS? THE TOTAL AMOUNT OF THAT LIST?
>> I DID NOT KNOW BETTER. I'M SORRY.
IT LOOKS LIKE IT'S ABOUT FOUR MILLION.
[00:10:02]
>> EXACTLY ONE YEAR. I DON'T WANT MELT.
>> IN THE TOP REPLACEMENT PLANNING THAT WOULD BE THE TOTAL COST OF REPLACING THE TARIFF AGAIN IN 10 YEARS.
>> THAT'S OUR ESTIMATED TOTAL COST OF REPLACEMENT [OVERLAPPING] SET ASIDE YEARLY.
WE PAUSED SETTING ASIDE NEARLY AS WE'VE ALLOCATED MORE TO THE RECORDS FROM THE SEDIMENT [OVERLAPPING]
>> I GET THIS POINT, MAKES SENSE.
>> ANY QUESTIONS OR FURTHER PROJECTS THAT WE WOULD LIKE TO SEE BROUGHT FORWARD FOR THE TCSD BOARD?
THERE HAS BEEN THIS CONVERSATION ABOUT SOMETHING OVER HERE ON THIS SIDE OF THE FOOTBALL FIELD.
WHERE IS THAT IN DISCUSSION? WHAT'S HAPPENING WITH THAT?
>> THE MOST CURRENT INFORMATION I HAVE, IS THERE STILL HOPING TO GET SECURE DONATIONS IN THE NEXT FEW WEEKS TO PRESENT SOMETHING TO THE SCHOOL BOARD IN OCTOBER, HOPEFULLY, MY UNDERSTANDING.
>> THANK YOU. IT SEEMED LIKE IT'S CONNECTED TO ILLNESS.
>> BUT THERE IS NOTHING IN HERE.
>> ANYBODY LIKE TO TAKE OVER THE ACTION ITEMS?
>> SURE, EXCEPT I DON'T KNOW. [LAUGHTER] [OVERLAPPING] THERE WE GO.
>> I'M VERY SORRY TO HAVE BEEN DELAYED ALL OF THE ACTION ITEMS,
[5. ACTION ITEMS]

>> THE NEXT ITEM, 502, IS CONSIDERED MOTION TO THE BOARD MEMBER APPLICATION FORM, THE BLANK FORM ITSELF. ANY COMMENTS?
>> MY ONLY COMMENT IS I THINK ON THE FORM ITSELF STATE QUALIFICATIONS FOR SERVING ON THIS BOARD.
I PROBABLY JUST WROTE THE WORD STATE.
WHEN I FIRST READ IT, I WAS READING QUICKLY AND I WAS THINKING, I DON'T KNOW WHAT THE STATE OF QUALIFICATIONS ARE TO SERVE ON THIS BOARD.
>> [LAUGHTER] MAY BE ACTUALLY AS IT HAPPENED TO ME AS I WAS SKIMMING IT, WOULD STATE AFTER DOING THIS. [LAUGHTER]
>> WELL MAYBE I WANT TO FIND SOMEWHERE IN THERE THE REQUIREMENT FOR THAT 8 HOURS OF TRAINING FOR [OVERLAPPING].
>> I FORGOT ABOUT THAT [BACKGROUND] LET'S TALK A LITTLE MORE TRAINING.
IT'S WHATEVER THAT PART STATE.
>> YEAH, BECAUSE IT'S IN A STATUTE TO PROBABLY WANT TO PUT THAT.
>> WHATEVER THAT STATES THAT I'LL TRY TO DO THIS.
>> THAT'S THE STATE REQUIREMENTS.
IT'S VERY SHORT COMPARED TO THE EIGHT HOURS. [INAUDIBLE]
>> MADAM CHAIR, PLAN TO PUT THIS IN IN DECEMBER, BEGINNING OF DECEMBER BECAUSE IT'S JANUARY OR SOON AS IT TURNS UP IN NOVEMBER, RIGHT?
>> RIGHT. IN DECEMBER OF 2008, [INAUDIBLE] IT'S BEYOND OUR ORGANIZATION MEETING.
[00:15:02]
>> WE HAVE TO DO IT BY THE WAY. ANOTHER STATE QUALIFICATION.

>> ANY COMMUNICATIONS FROM THE BOARD? NONE?
