BUT GOOD EVENING, TRUSTEES, AND TODAY WE CELEBRATED OUR SEVENTH DAY OF SCHOOL, AND OUR FIRST DAY OF SCHOOL IS ALWAYS, IN MY OPINION, THE BEST DAY ANY YEAR.
WE'VE HAD AN EXCEPTIONAL START TO THE SCHOOL YEAR.
A LOT OF POSITIVE FEEDBACK FROM STAFF ABOUT HAVING A FULL WEEK OR FIVE DAYS TO PREPARE FOR THE START OF THE SCHOOL YEAR.
REALLY, FROM DAY 1 THAT SEEMED LIKE WE'VE BEEN BACK AT SCHOOL FOR A LONG TIME.
OUR ENROLLMENT IS UP, AND IT IS OVER 900 IN HIGH SCHOOL.
WE KNOW THAT THAT IS COMING IN EXACTLY AS WE HAD PREDICTED, AND MARTIN ROMANS IS REALLY UP EVERYWHERE.
THAT'S GOOD FOR OUR SCHOOL DISTRICT AND OUR COMMUNITY.
WE JUST REALLY THANK OUR SCHOOL BOARD FOR ALL THE LEADERSHIP AND SUPPORT THAT YOU PROVIDE EVERY DAY THROUGHOUT THE SCHOOL YEAR TO ENSURE THAT TETON COUNTY SCHOOL DISTRICT CHILDREN AND STAFF HAVE EVERYTHING THEY NEED TO BE SUCCESSFUL.

I WAS JUST CURIOUS, I SAW IT IN THE NEWS A BUNCH AND I JUST WANT TO BE A LITTLE [NOISE] ALL OF US CAN RELATE IT TO CONSTITUENTS THAT ASK US, CAN YOU JUST REVIEW THE VENTILATIONS PROGRAM, WHY WE'RE DOING IT, HOW IS IT GOING TO HELP, AND WHAT'S YOUR TIMELINE FOR GETTING IT DONE.

SORRY. YES, THE ESSER VENTILATION PROJECTS,

SO AS PART OF THE ESSER GRANT, WE EARMARKED $600,000 FOR INDOOR AIR QUALITY AND VENTILATION PROJECTS.WITH THAT, WE'VE DEVELOPED A PROGRAM AND WE SELECTED THREE SCHOOLS BASED ON A TEST AND BALANCE REPORT THAT WE DID IN 2020 WHEN THE PANDEMIC STARTED.
WE EVALUATED ALL THE SCHOOLS AGAINST THE ASHRAE 62.5, I BELIEVE IT IS, WHICH IS THE CURRENT BEST PRACTICE AND CODE FOR HOW MUCH FRESH AIR AND VENTILATION YOU NEED IN BUILDINGS.
WE IDENTIFIED THREE BUILDINGS THAT WERE CRITICAL, AND BECAUSE THEY WERE WELL BELOW THAT STANDARD.
AS YOU WILL SEE ON THE CONSENT AGENDA, WE ARE PROPOSING TO MOVE FORWARD WITH ONE OF THOSE THREE SCHOOLS, WHICH IS SUMMIT INNOVATIONS SCHOOL.
THAT IS BECAUSE, THAT'S FOR THE EXISTING CLASSROOMS DON'T HAVE ANY VENTILATION THAT'S DIRECTLY BROUGHT INTO THE CLASSROOMS AT THIS TIME.
THAT, I THNK, WILL BE A HUGE BENEFIT TO THAT SCHOOL.
OTHER THAN THAT, I THINK I JUST WANT TO STATE THAT, YES, I THINK THE BIG THING WE LEARNED DURING COVID WAS THAT WE CAN CLEAN ALL WE WANT, BUT VENTILATION IS REALLY VERY IMPORTANT AS WELL, AND SO THAT'S WHY THIS HAS BECOME SUCH A BIG PART OF THE PUSH NATIONWIDE IN SCHOOLS AND OTHER INSTITUTIONS TO INVEST IN IMPROVING OUR INDOOR AIR QUALITY.

I'M BRINGING FORWARD JUST SUMMIT FOR YOUR APPROVAL TONIGHT, BUT I'M HOPING MAYBE THAT WE CAN TAKE A LOOK AT IF THERE'S ANY OTHER OPTIONS THAT WE COULD USE THOSE FUNDS FOR.
I WILL BRING IT FORWARD AT A FUTURE MEETING.
I GOT A QUESTION FROM TRUSTEE ZUNG ON THIS AS WELL, AND I DID WANT TO NOTE THAT ALTHOUGH ALTA ELEMENTARY SCHOOL, WHICH WAS ONE OF THE OTHER SCHOOLS IN SUMMIT, THEY WERE REALLY NECK AND NECK IN STUDENT POPULATION.
WHEN WE EVALUATED WHAT WAS THE BEST PROJECT TO MOVE FORWARD AT THIS TIME, WE CHOSE SUMMIT FOR TWO REASONS, AND THAT IS BECAUSE, I'D SAY, THE CURRENT VENTILATION SYSTEM, IT DELIVERS LESS FRESH AIR VENTILATION IN THAT TIME THAN IT OUGHT TO CURRENTLY.
THEN ALSO THE STRATEGY FOR ALTA, WE COULD POTENTIALLY USE MAJOR MAINTENANCE FUNDS BECAUSE IT'S MORE OF A REPLACEMENT PROJECT.
I'M GOING TO KEEP THAT ON THE LIST AND POTENTIALLY BRING THAT FORWARD FOR CONSIDERATION IN MAJOR MAINTENANCE AT A FUTURE DATE, POTENTIALLY.

WHAT WE'RE DOING IS WE'RE BRINGING THE SIXTH GRADE TEACHERS INTO FIFTH GRADE, FIFTH GRADE IN SIXTH GRADE.
WE'RE GOING TO TRY AND BRING 8-9, 9-8 TO TRY AND GET THE SAME STRATEGIES WORKING SO THAT WE CAN ALIGN THAT WAY AS WELL.
BUT IT'S ALSO WE'RE WORKING ON DOCUMENTS TO HELP THAT ALIGNMENT FROM KINDERGARTEN ALL THE WAY THROUGH GRADE 12.
ONE OF THE THINGS I GAVE TO SCOTT MCDOWELL TODAY IS A BOOKLET THAT OUTLINES ALL COMMON CORE STATE STANDARDS FOR MATH IN PROGRESSIONS.
IT OUTLINES WHAT IS EXPECTED AT KINDERGARTEN, FIRST GRADE, SECOND GRADE, THIRD GRADE, FOURTH GRADE, AND FROM THAT, WE CAN CREATE ALIGNMENT TO SHOW WHAT YOU LEARNED IN KINDERGARTEN ACTUALLY IS REALLY IMPORTANT BECAUSE IT'S ALL THE WAY THROUGH ALGEBRA.
ONE OF THE MOST IMPORTANT THINGS IN KINDERGARTEN THAT I'VE LEARNED FROM THIS IS THAT THEY KNEW THEIR TENS.
THEY KNOW 4 AND 6 MAKE 10, 3 AND 7, MAKE 10 BECAUSE THAT'S HOW WE'LL BREAK APART NUMBERS AND YOU REASSEMBLE NUMBERS SO

WE CAN THEN IDENTIFY THOSE THINGS THAT STAY ALL THE WAY THROUGH AND THEN HELP THAT ALIGNMENT.THAT'S WITH THE K-12 TEAM AND STUFF BUT THEN BRINGING IT TO A BUILDING LEVEL. THAT THING.

BUT WHAT MAKES THEM UNIQUE AND DIFFERENT IS THEY'RE NOT JUST SIMPLY SOMEONE THAT COMES IN AND PRESENTS IN A SITING GAME.
THE FOLKS THEY USE ARE TRIED AND TESTED IN TERMS OF ACTUALLY HAVING SUCCESS IN THEIR HOME SCHOOL SITES, WHETHER IT'D BE ELEMENTARY, MIDDLE OR HIGH.
THE PEOPLE WE WORK WITH, ACTUALLY ARE BOOTS ON THE GROUND PEOPLE AS WELL THAT ACTUALLY WORK WITH KIDS AND TEACHERS ON A DAILY BASIS.
WE'VE BEEN WORKING WITH SOLUTION TREE ON A NUMBER OF PROFESSIONAL DEVELOP INITIATIVES.
BUT ONE THAT'S REFERRED TO AND STEPHEN SUMMARY IS AROUND EVIDENCE-BASED GRADING, WHICH IS A SECONDARY FOCUS ON JUST TRYING TO GET A LOT BETTER WITH HOW WE EVALUATE STUDENTS.
FOREVER, WE'VE HAD A TRADITIONAL LETTER GRADE SYSTEM WHICH MOST PEOPLE UNDERSTAND.
WE'RE JUST TRYING TO TAKE THAT AND TWEAK IT A LITTLE AND MAKE SURE WE ARE GRADING STUDENTS NOT ONLY ON CONTENT, BUT OTHER SKILLS AROUND AGENCY, THE WHOLE STUDENT, VERSUS SIMPLY THE CONTENT.

I'D LIKE TO HIGHLIGHT THE FACT THAT WE ARE EXPANDING OUR SOCIAL-EMOTIONAL LEARNING PROGRAM ALL THE WAY THROUGH 12TH GRADE.
THIS YEAR IN PARTNERSHIP WITH THE HIGH SCHOOL, WE WILL BE IMPLEMENTING SOME SOCIAL-EMOTIONAL PROGRAMMING IN CLASS TO SUPPORT OUR STUDENTS 9-12, WHICH I THINK IS A GREAT OPPORTUNITY FOR US TO HAVE A FULL CONTINUUM OF MEETING THE SOCIAL-EMOTIONAL LEARNING STANDARDS.
IN ADDITION, I DO WANT TO ALSO HIGHLIGHT HERE, I AM SITTING ON THE TETON COUNTY BEHAVIORAL HEALTH CRISIS GROUP THAT'S WORKING WITH THE COUNTY ATTORNEY, LAW ENFORCEMENT AND THE HOSPITAL AND TETON YOUTH AND FAMILY SERVICES TO TRY TO SEE IF WE CAN IMPROVE THE PROCESS FOR WHEN YOUTH AND ADULTS ARE IN CRISIS, HOW WE CAN ENSURE TO BE MORE PROACTIVE AND RESPONSIVE TO THOSE NEEDS BASED UPON WHAT WE'VE SEEN OVER THE LAST FEW YEARS.
ON THE NEXT SLIDE, I WOULD REALLY LIKE TO HIGHLIGHT SOMETHING THAT YOU APPROVE THIS SUMMER, WHICH IS A PARTNERSHIP WITH THE COOK CENTER FOR HUMAN CONNECTION.
OUR FIRST FAMILY NIGHT IS ACTUALLY JUST RIGHT AROUND THE CORNER, AND THAT IS OF ONLINE VIRTUAL SESSION CALLED SUPPORTING YOUR CHILD'S MENTAL HEALTH, OFFERED IN ENGLISH AND SPANISH.
WE'VE ALSO ADDED THE COOK CENTER'S FAMILY COACHING.
WITH DR. CHAPMAN'S PARTNERSHIP WITH THE COOK CENTER, WE'RE ABLE TO OFFER FREE FAMILY COACHING TO ALL FAMILIES, AND SHE HAS SENT THAT OUT MULTIPLE TIMES NOW TO FAMILIES THROUGH HER HIGHLIGHTS AS WELL AS THROUGH DIRECT COMMUNICATION.
IN THE NEXT SLIDE I WANTED TO HIGHLIGHT IS ONGOING SUICIDE PREVENTION COALITION.
WE WERE FORTUNATE ENOUGH TO HAVE

THE SUICIDE PREVENTION COALITION LAST SPRING BRINGING DR. KENT CORSO, WHO IS A SUICIDOLOGIST.HE HAS BEEN DEVELOPING A PROACTIVE WAY TO PREVENT SUICIDE.
IT'S A LITTLE BIT OF A DIFFERENT APPROACH.
MANY OF YOU WERE ABLE TO ATTEND HIS EVENING PRESENTATION LAST MAY-ISH.
I'M LOOKING AT TRUSTEE CARLIN AND DR. CHAPMAN WAS THERE AS WELL.
HE'S ACTUALLY COMING BACK TO DO MORE TRAINING.
WE WERE ABLE TO TRAIN MOST OF OUR STUDENTS SUPPORT TEAM.
WE WILL BE BRINGING IN MORE OF OUR TEAM TO BE TRAINED IN THAT, SO THAT WE'LL ALL BE ALIGNED.
WITH THE MENTAL HEALTH AS OUR FUNDING, WE'RE ABLE TO NOT ONLY TRAIN OUR STAFF, BUT ALSO REACH OUT AND PROVIDE TRAINING FOR TETON YOUTH AND FAMILY SERVICES AND THE MENTAL HEALTH AND RECOVERY SERVICES, WHICH IS THE NEW JACKSON HOLE COMMUNITY COUNSELING CENTERS NAME.
THEY HAVE NOW COMBINED WITH FORENSICALLY.
WE WILL ALSO BE PROVIDING AND TRAINING WITH DR. ABLON'S ORGANIZATION, MASS GENERAL HOSPITAL.
YOU'LL SEE THAT ON THE CONSENT AGENDA THIS EVENING.
THAT IS THE THINK KIDS PROFESSIONAL DEVELOPMENT THAT WILL BE HAPPENING IN EARLY NOVEMBER.
ONCE AGAIN, WE'RE PARTNERING WITH TYFS AND MENTAL HEALTH AND RECOVERY SERVICES.
WHAT'S REALLY NICE ABOUT THIS PROGRAM IS IT'S A PROACTIVE TRAUMA INFORMED RESPONSE SYSTEM THAT OUR SCHOOL COUNSELORS AND OUR SCHOOL PSYCHOLOGIST WILL BE ABLE TO WORK WITH OUR STUDENTS TO BE MORE PROACTIVE IN SUPPORTING THEM WITH THEIR NEEDS.
I THINK THIS REALLY ALIGNS WITH A LOT OF OUR TRAINING WITH THE DEPARTMENT OF JUSTICE AND OUR DISCRIMINATION AND HARASSMENT WORK THAT WE'VE BEEN DOING.
I DO FEEL LIKE WE'VE BEEN VERY FORTUNATE TO BE ABLE TO USE THESE GRANT FUNDS TO REALLY ENHANCE AND ALIGN OUR WORK NOT ONLY INSIDE THE SCHOOLS FOR WHAT'S BEST FOR KIDS, BUT ALSO TO CONTINUE THOSE PARTNERSHIPS BEYOND JUST THESE SCHOOL LAWS.
WITH THAT, I ALSO HAVE A SLIDE TO JUST CONTINUE TO THE NEXT ONE.
THAT IS THE COMMUNITY PREVENTION COALITION, WHICH TRUSTEE DORNAN IS CURRENTLY SITTING ON WITH ME, AND WE HAD OUR MEETING TODAY.
TRUSTEE GINGRICH WAS THERE AT THE BEGINNING.
JUST A FEW YEARS AGO, NOT THAT LONG AGO, WE STARTED WORKING ON ADDRESSING SUBSTANCE USE ISSUES, AND I JUST WANTED TO HIGHLIGHT A FEW PROGRAMS THAT THEY COME INTO THE SCHOOLS AND WORK WITH US AND THAT IS TOO GOOD FOR DRUGS.
A LOT OF OUR ELEMENTARY SCHOOL PRINCIPALS CAN TALK ABOUT HOW SUPPORTIVE THAT IS IN BEING PROACTIVE.
IN ADDITION, WE ARE HAVING A SUICIDE PREVENTION WALK ON SEPTEMBER 23RD.
WE HAVE SOME PARENT HANDBOOKS.
I ACTUALLY HAVE THEM OVER THERE AND SPANISH AND ENGLISH.
YOU'RE WELCOME TO PICK ONE UP ON THE WAY OUT.
IT ADDRESSES EVERYTHING FROM SOCIAL MEDIA TO VAPING, TO ALCOHOL AND DRUG USE.
I WANTED TO HIGHLIGHT TRUSTEE GINGRICH, YOU HAD SPOKEN ABOUT THE HOSTING LAW. SORRY ABOUT THAT.
WE ARE WORKING CURRENTLY ON DOING SOME OUTREACH ADVERTISING AND EDUCATION FOR ALL OF OUR PARENTS TO UNDERSTAND WHAT THEIR LEGAL LIABILITY IS WITH HOSTING PARTIES IN THEIR HOUSE.

THIS ALSO INCLUDES A LOT OF THE ADDITIONAL GRANTS THAT WE RECEIVED.
PRETTY MUCH ALL OF THE ADDITIONAL FEDERAL FUNDS THAT ARE COMING THROUGH THE STATE, WHETHER THEY CALL IT AFTER-SCHOOL GRANT OR THE CLSD PROGRAM, THOSE ARE ALL SCARP DOLLARS AND THEY ALL HAVE PRETTY MUCH THE SAME SPENDING DEADLINE WHICH WE HAVE TO HAVE IT ENCUMBERED BY SEPTEMBER OF 2024, AND COMPLETELY EXPENDED BY DECEMBER OF 2024.
AS YOU CAN SEE, WE HAVE QUITE A SIGNIFICANT LIST OF PROGRAMS AND POSITIONS THAT WE'RE PAYING FROM ESSER NOW.
I CAN TELL YOU WE'VE BEEN HAVING THESE CONVERSATIONS REALLY SINCE WE STARTED RECEIVING SOME OF THIS MONEY, HOW WE WERE GOING TO SPEND IT, HOW WE WERE GOING TO PLAN FOR THE FUNDING CLIFF AND WE'VE CONTINUED TO HAVE THOSE DISCUSSIONS ALONG THE WAY.
ANY POSITIONS THAT WERE CREATED AND PAID FOR FROM THESE FUNDS ALL WERE NOTIFIED WHEN THEY ACCEPTED THE POSITIONS THAT THEY WERE GOING TO BE A ONE-YEAR POSITION, A TWO-YEAR POSITION, AND I THINK ONE OR TWO CASES A THREE-YEAR POSITION.
I THINK THE REAL CONVERSATIONS WE HAVE TO HAVE NOW, AND SCOTT'S ALREADY STARTED REALLY DOING A DEEP DIVE IN ANALYSIS, IS WHAT ARE WE PAYING FOR FROM THE GENERAL FUND? WHAT ARE WE PAYING FOR HERE? WHAT DO WE NEED TO KEEP? SOME OF THESE PROGRAMS, WE HAD PLANNED TO HAVE THEM RUN OUT.

I WOULD REFERENCE AND ECHO KRISTEN ON A COUPLE OF ITEMS. WE HAVE ALREADY STARTED A DEEP DIVE, LOOKING AT ALL OF OUR EXPENDITURES WITH ESSER SPECIFIC TO SUBSCRIPTIONS AND THINGS LIKE THAT, FOR EXAMPLE, THE TEACHERS COUNTING ON THAT, HOW WE CAN BRIDGE THAT GOING FORWARD SO THERE'S NO SURPRISE THAT WE ENTER THE SPRING AND FALL NEXT YEAR.

WHAT WE'RE DOING RIGHT NOW, AND IT'S A FUNDING CLIP WITH ESSER AS WELL AS OUR TITLE 1 FUNDS ARE ALSO DECREASING AT THE SAME TIME, WHICH IS UNFORTUNATE, THOUGH WE ALSO HAVE SOME OTHER AREAS THAT ARE IMPACTED OUTSIDE OF JUST ESSER WHERE WE'RE SEEING SOME OF THE CONSOLIDATED GRANT FUNDS FLEX SOME IN A BIGGER DIRECTION AND SOME IN A SMALLER DIRECTION.
IT'S A PROCESS THAT WE GO THROUGH EVERY YEAR AND WE PUT IT ALL OUT ON THE TABLE AND WE SAY THIS IS WHAT WE CAN FUND HERE AND HERE AND HERE, AND WE'RE MOVING THINGS AROUND CONSISTENTLY.

IT IS OUR HOPE THAT VERY SHORTLY WE'LL GET THE APPROVAL TO GO AHEAD AND DO AN RFP FOR DESIGN WORK, SO WE CAN REALLY MOVE FORWARD WITH THAT PROCESS AND HOPEFULLY GET A CONSTRUCTION CONTRACT APPROVED IN THE SPRING.
THAT'S THE UPDATE FOR THE TRANSPORTATION DEPARTMENT.
[NOISE] THE JACKSON HOLE HIGH SCHOOL INTERIOR RENOVATION IS ALSO STILL IN THE MIX, THOUGH IT SOUNDS LIKE IT WILL BE DEPENDENT UPON THE SELECT COMMITTEE RE-APPROVING WHAT THEY APPROVED A YEAR AGO.
A YEAR AGO, TRUSTEES, THE SELECT COMMITTEE, SENT A LETTER TO THE GOVERNOR AND THE APPROPRIATIONS COMMITTEE, AND SAID, WE WANT THE ROCK ACHIEVEMENT CENTER TO HAVE 22 MILLION IN FUNDING AND THE TRANSPORTATION DEPARTMENT OF 16 MILLION.
WELL, SINCE THEN, YOU'LL RECALL THE LEGISLATURE HOLD THE NAMES OFF THOSE PROJECTS, BUT STILL ALLOCATED 95 MILLION, SO THAT'S WHERE THE TRANSPORTATION IS COMING FROM.
IT SOUNDS LIKE THE DIRECTOR OF THE STATE CONSTRUCTION DEPARTMENT IS RECOMMENDING TOMORROW THROUGH HIS BUDGET REPORT TO THE SELECT COMMITTEE ON SCHOOL FACILITIES, THAT THEY RECONSIDER OUR REQUESTS FOR 24 MILLION.
THE COST HAS INCREASED DUE TO A NUMBER OF SMALL PROJECTS THAT WE'VE ADDED IN THERE, SO 24 MILLION FOR THE INTERIOR RENOVATION ON JACKSON HOLE HIGH SCHOOL.
HOPEFULLY, THE SELECT COMMITTEE WILL RE-APPROVE THAT FINDING AND FORWARD THAT TO THE APPROPRIATIONS COMMITTEE.
THE APPROPRIATIONS AND SELECT COMMITTEE BOTH AGAIN, NEED IN OCTOBER.
I THINK WE'RE GETTING A LITTLE BIT CLOSER, VERY FAITHFUL TO THE TETON COUNTY REPRESENTATIVES THAT ARE WORKING ON OUR BEHALF REPRESENTATIVE WAS STORE IS ON THE SELECT COMMITTEE, AND SO SHE'S HAD A LOT OF GREAT QUESTIONS.

THE DETERMINATION FROM THE MOST COST EFFECTIVE REMEDIES SETTINGS THAT WE'VE HAD IN THE PAST.

THAT BUILDING WAS JUST NOT BUILT FOR THAT ADDITIONALLY, SOME OF THE HALLWAY IS ON THE INTERIOR ARE EIGHT FEET WIDE, AND THE STANDARD WIDTH FOR AN ELEMENTARY SCHOOL IS 16.
WE HAVE THE MAIN CORRIDORS OF THE HIGH SCHOOL AT EIGHT FEET.
IT'S A BEAUTIFUL BUILDING AND I THINK IT MADE A LOT OF SENSE AT THE TIME IT WAS BUILT.
BUT FOR 21ST CENTURY LEARNERS, WE NEED THIS TO BE UPDATED AND THEY WERE CONVINCED ON OUR TOUR.
I'M REALLY GRATEFUL FOR TRUSTEE NEDIN AND SCARLETT FOR BEING THERE AND ALL OF YOUR LEADERSHIP ON OUR BOARD AND THE PATIENTS AND ADVOCACY WITHIN OUR COMMUNITY BECAUSE IT IS MAKING A DIFFERENCE, IT'S STILL A PROCESS, IT'S STILL A LITTLE FRUSTRATING, BUT WE'RE MAKING PROGRESS.
