THIS EVENING, WE'RE GOING TO START WITH CELEBRATIONS AND IT'S SUCH AN OPPORTUNITY TO REALLY LOOK AT SOME OF OUR WONDERFUL ATHLETES FROM OUR FALL SPORTS.

MR. HANSEN, IF YOU WILL COME UP AND DO THE HONORS.

SO WHEN HANSEN ASKED IF I WANTED TO RECOGNIZE THE STUDENTS WHO WERE HONORED WITH THE WHSA GOOD SPORTSMANSHIP AWARD.

I WAS LIKE PLEASE, I WOULD LOVE TO DO IT BECAUSE THERE'S SOME AMAZING ATHLETES AND STUDENTS ON THIS LIST.

SO WE HAVE FOUR STUDENTS THAT ARE RECOGNIZED BY WHSA THIS MONTH.

WHAT IS SCIENCE OF READING TRAINING SECURITY WHAT THAT WAS?

>> TRUSTEES, MR. GINGERY, SCIENCE OF READING IS A TRAINING THAT IS REQUIRED AS PART OF OUR FOUR-YEAR OF LITERACY GRANT, WE APPLIED FOR A FOUR-YEAR $900,000 SHOULD BE GRANTED, EXPIRES IN 2025.

ALL K THROUGH THREE TEACHERS AND HARRIS WHO WORK IN A GENERAL ED CLASSROOM ARE REQUIRED TO TAKE PROFESSIONAL DEVELOPMENT AROUND LITERACY AND THEN YOU SEE LISTED IN THE COMPENSATION PACKAGE ARE OUR SUPPORT STAFF WHO ARE REQUIRED TO DO THAT BEFORE CONTRACTUAL TIME.

LYNN, WHEN YOU'RE A TEACHER OR STAFF AND YOU DO TRAINING,

WHEN IS IT PART OF YOUR JOB, AND WHEN DO YOU PAY A STIPEND FOR TRAINING? WHAT'S THE CUTOFF THERE?

>> TRUSTEE GINGERY, WHEN WE HAVE REQUIRED TRAININGS SUCH AS THIS, THE ELEMENTARY TEACHERS THAT THEY STARTED A WEEK EARLY, SO THEY WOULD HAVE DONE IT IN THOSE FIVE PROFESSIONAL DEVELOPMENT DAYS.

WE INCORPORATED IT INTO THE DAYS THAT WE WERE ALREADY PAYING.

THE PARAPROFESSIONALS AREN'T REQUIRED TO BE ON DUTY AT THAT TIME, SO THEY HAD TO COME IN AND ACTUALLY DO THAT TRAINING WHEN THEY AREN'T CONTRACTED TO DO IT.

IF WE HAVE A PROFESSIONAL DEVELOPMENT DAY THAT WE CAN DO IT WITHIN THAT SCHOOL ALL DAY, THEN WE DO AND THEY'RE ALREADY BEING PAID FOR IT.

BUT IF IT'S BEYOND THE HOURS OR WE DON'T HAVE ANY MORE PROFESSIONAL DEVELOPMENT, THE COMPUTER SCIENCE TEACHERS IS A GOOD EXAMPLE, THEY CAN ONLY DO IT AFTER SCHOOL.

SO WE PAY THEM FOR THE TIME THAT'S BEYOND THE SCHOOL DAY.

BUT I THINK YOU'LL SEE SOME OF THE METRICS THAT WE'RE ALIGNING WITH THE STATE ARE VERY DELIBERATE IN OUR SCHOOL IMPROVEMENT PLANS, SO THINGS WILL ALIGN GOING FORWARD.

I LOVE THIS WORK IN TERMS OF TALKING ABOUT OUR STUDENTS AND HOW THEY'RE GROWING AND YOU'RE GOING TO SEE SOME DATA, SOME CHARTS.

A LOT OF INFORMATION I KNOW YOU'VE SEEN POSTED IN BOARD DOCS, BUT I'M TRYING TO SUMMARIZE IT QUICKLY AS I CAN SO WE CAN GET TO SOME OF THE MORE EXAMPLES OF OUR SCHOOL IMPROVEMENT PLANS.

THERE'S A FEW THINGS I WANTED TO CALL OUT TO YOUR ATTENTION FIRST AND IT'S A CHALLENGE FOR ANYBODY TO EXPLAIN THESE FOUR CATEGORIES UP HERE.

I'M GOING TO DO MY BEST BECAUSE AS THE NIGHT PROGRESSES AND AS WE GET INTO OUR PRINCIPLES COMING UP AND SHARING WITH YOU AN AREA OF COMMITMENT, AND ALSO A STUDENT'S STORY, YOU WILL HEAR THESE WORDS COME UP A LOT.

I'M ASKING THE TRUSTEES TO, AS YOU HEAR THE PRINCIPLES STORIES, TO THINK ABOUT WHAT I'M ABOUT TO EXPLAIN TO YOU.

SOME OF IT, YOU CAN SEE FROM THE EYES OF A STUDENT.

THERE'S FOUR MAIN CATEGORIES STATE HOLDS US ACCOUNTABLE FOR IN OUR SCHOOLS.

THESE FOUR CATEGORIES RUN THROUGH OUR SCHOOLS.

THEY ARE THE THREAD THROUGH OUR SCHOOLS, WITH AN ASTERISK, THE HIGH SCHOOL DOES HAVE ADDITIONAL METRICS.

IN ADDITION TO THESE FOREIGNERS, THE SECONDARY SCHOOLS HAVE ALMOST SEVEN METRICS, WHERE MOST SCHOOLS HAVE FOUR.

THESE FOUR METRICS TRY AND BALANCE THE PLAYING FIELD TO REALLY LET US UNDERSTAND HOW OUR KIDS ARE DOING.

WHEN I SAY BALANCE THE PLAYING FIELD, I MEAN IT'S A COMBINATION OF ACHIEVEMENT, INDIVIDUAL SCORES, GROWTH, AND ALSO A SUBGROUP THAT'S PULLED OUT, ALL THE OTHERS ARE ENGLISH LANGUAGE LEARNERS, THE BOTTOM.

WHEN YOU HEAR THE TERM GROWTH FROM THE STATE'S PERSPECTIVE, GROWTH IS SPECIFICALLY LOOKING AT HOW AN INDIVIDUAL STUDENT IS DOING COMPARED TO THEIR PEERS.

SO IF YOU'RE A STRUGGLING STUDENT, IF YOU'RE A HIGHLY SUCCESSFUL ACADEMIC STUDENT, WHEREVER YOU ARE ON THE SPECTRUM OF LEARNING, THAT PARTICULAR AREA.

WHEN YOU HEAR GROWTH, THINK ABOUT HOW YOU COMPARE TO YOUR PEERS.

WHEN YOU GO DOWN THE LIST AND LOOK AT EQUITY, WE HEAR THIS WORD A LOT IN EDUCATION.

BUT I REALLY WANT TO PUT A BOX AROUND THE DEFINITION OF THIS WORD SO WE'RE CLEAR ON WHAT THE STATE, AND HOW THE STATE DEFINES EQUITY.

EQUITY FOR OUR PURPOSES TONIGHT REALLY LOOKS AT A CATEGORY OF STUDENTS AND IT'S REALLY YOUR 25% OF STUDENTS.

WE USE THE WORD CONSOLIDATED SUBGROUP.

THIS GROUP IS A GROUP OF STUDENTS THAT WE KNOW ARE HISTORICALLY UNDERACHIEVING.

IT'S A CONSISTENT GROUP THAT IS TRAPPED BY THE WD AND NOW OUR SCHOOLS HAVE REALLY TAKEN A SHARP LOOK AT THIS CONSOLIDATED SUBGROUP.

IT'S THE EQUITY SUBGROUP, I'M GETTING RID OF ALL OF THEM.

THE NEXT TWO ARE MUCH MORE STRAIGHTFORWARD.

ACHIEVEMENT IS A PERCENTAGE.

IT'S A PERCENTAGE OF ALL OF OUR STUDENTS.

I DON'T CARE IF YOU'RE IN THE EQUITY SUBGROUP, IF YOU'RE A HIGH-ACHIEVING STUDENT, LOW-ACHIEVING, REGARDLESS OF YOUR PEER COMPARISON, ACHIEVING IS A TOTAL AVERAGE OF OUR STUDENTS BY SCHOOL.

THEN THE LAST OF ALL IS THE ELP.

THE ELP MEASURES VERY STRAIGHTFORWARD, IS BASICALLY OUR MULTI-LANGUAGE LEARNERS, ELL LEARNERS, MEETING PROGRESS GROWTH ACCORDING TO ONE TEST, THE ACCESS TEST.

EVERY YEAR, THOSE PARTICULAR STUDENTS HAVE A GROWTH GOAL ACCORDING TO THE STATE.

THOSE ARE FOUR MEASURES THAT RUN THROUGH OUR SCHOOLS.

AS YOU SCROLL DOWN TO THE NEXT PAGE, YOU'LL SEE SOME ADDITIONAL MEASURES.

WE WON'T SPENT TIME DEFINING ALL THESE TODAY, BUT I WANTED TO INCLUDE THEM FROM THE HIGH SCHOOL PERSPECTIVE.

YOU'VE HEARD ME TALK ABOUT FOR YEARS, GRADUATION, NINTH-GRADE CREDITS.

YOU'VE HEARD CONVERSATIONS ON THOSE SECONDARY GRADE RATES AND GRADUATE.

A GRADE RATE IS A METRIC VERY NEW TOO HIGH SCHOOLS, BOTH SUMMIT AND THE HIGH SCHOOL, BUT THESE DO NOT EXIST.

THE OTHER CATEGORIES OF FOUR I'VE BEEN MENTIONING TONIGHT ARE THE FOUR GRADE OF THREADS THAT GO THROUGH ALL OF OUR SCHOOLS.

THAT'S WHAT I WANT TO CALL THOSE OUT.

YOU WILL HEAR COMMENTS ON GROWTH.

THERE'S A FORMULA, THIS DOESN'T TAKE INTO ACCOUNT THIS GROUP OR THIS GROUP.

THERE'S NO PERFECT FORMULA.

BUT WHAT I DO THINK THIS PARTICULAR FORMULA DOES, IF YOU GO BACK UP TO THE FIRST STAGE, IS IT ALLOWS YOU TO COMPARE KIDS, TARGET STUDENTS, LOOK AT OVERALL ACHIEVEMENT FOR ALL STUDENTS, AND ALSO NARROW IN ON THE GROUP THAT WE KNOW TRADITIONALLY AS PART OF OUR EQUITY SUBGROUP.

THOSE ARE THE FOUR BIG CATEGORIES WE TALKED ABOUT IN OUR REPORT PART.

EACH SCHOOL GETS A NICE COLORFUL REPORT CARD EVERY YEAR FROM THIS STATE AND THEY LET US KNOW WHERE WE ARE.

OVER HERE ARE THE INDICATORS SUGGEST FOR YOU.

IF YOU GO ACROSS AND LOOK AT EVERY SCHOOL, GENERALLY ONE WOULD BE NUMBER THREE OR BLUE ZONE.

THAT'S THE GENERAL PUSH.

BUT ONE THING TO KEEP IN MIND IS EVEN SOME SECURITY YELLOW ZONE.

YOU HAVE TO UNDERSTAND THOSE CATEGORIES SOMETIMES ARE VERY DIFFICULT TO ACHIEVE IN THAT GREEN AND BLUE DEPENDING ON YOUR POPULATION AND THE MAJORITY OF OUR STUDENTS.

WE HAVE SHOWN TREMENDOUS GROWTH.

FOR EXAMPLE, IN OUR ELT ENGLISH LEARNERS BASICALLY, IF GOING FROM BLUE, YOU GO BACK UP UNDER IT GOES FROM 50-68.

THAT'S ONE OF THE BIGGEST JUMPS WE HAVE ON OUR REPORT CARD.

HOWEVER, THE GROWTH STILL DOES TAKE A NEW GROWTH PERFORMANCE.

I'M ASKING THE BOARD TO REALLY THINK THROUGH THESE COLOR BOARDS AS YOU LOOK AT SOME OF THE AREAS OF CELEBRATION.

MONGER IS ONE OF THEM.

JES GROWTH AND ACHIEVEMENT HAS GAINS BETWEEN LAST YEAR AND THIS YEAR.

THE HIGH SCHOOL HAS GAINED IN BOTH ACHIEVEMENT AND ELP STATUS.

ALTA IS EXCEEDING IN ALL CATEGORIES.

ALL THE METRICS THAT WE'RE SEEING.

ALSO MARINA, GREAT NUMBERS IN TERMS OF OUR REPORT CARDS AS WELL.

BUT WHEN YOU LOOK AT THOSE TWO SIDE-BY-SIDE, 21-22, 22-23, YOU'LL SEE SOME SIGNIFICANT IMPROVEMENTS IN TERMS OF THE COLOR CODES AND WE REALLY ARE TRYING TO ATTACK OR LOSING GRADES.

IT'S NOT A PERFECT SYSTEM, BUT WHAT IT DOES FOR US IS ALLOWS US TO HAVE TARGETS IN OUR SI PLANS.

THIS YEAR WHEN WE GET TO THOSE DETAILED PLANS, YOU'LL SEE THAT EVERY SCORE REPORT CARD IN THESE AREAS ARE ALIGNED TO THE SCHOOL FOCUS AREAS.

WE CAN NOT ONLY ALIGN OUR SI PLANS TO THE STATE METRICS, BUT ALSO USE THESE METRICS TO SEE IF WE'RE MAKING PROGRESS AS OPPOSED TO SOME ARBITRARY PERCENTAGES.

WE'RE TRYING TO BE AWARE OF THAT TO MAKE SURE THIS ALIGNS.

OUR PRINCIPAL SAYS THAT OVER TWO MONTHS ON OUR SI PLANS THAT ARE LOADED FOR YOUR REVIEW FRONT OF GET REALLY CLEAR AND ALIGNED TO OUR STATE ACCOUNTABILITY REPORT CARD.

WHAT WE NEED TO DO AS A DISTRICT AND YOU'LL HEAR SOME OF THOSE STORIES.

ANY QUESTIONS I CAN ANSWER ON THIS ONE PLUS FORMULA, BUT THE BIG FOUR IS JUST SOMETHING THAT YOU NEED TO REVIEW, MARINATE IN A LITTLE BIT TO UNDERSTAND HOW THOSE ARE REALLY METRICS IN OUR SCHOOLS, AND THEY'RE ALL AROUND LEARNING AND ACHIEVEMENT.

WE KNOW WE HAVE STRUGGLES WITH THAT IN TERMS OF BUYING THE SECONDARY LEVEL.

THAT'S WHY THE HIGH SCHOOL HAS THOSE ADDITIONAL METRICS THAT ARE MEASURED BY, ACT BEING ONE OF THEM.

BUT AGAIN, NOT DISTRICT-WIDE.

IT'S WANTED TO FOCUS ON THOSE FOUR.

IN TERMS OF THESE NUMERICAL VALUES THAT I'M RECEIVING.

ONE OBVIOUSLY, BUT I THINK IT'S AN IMPORTANT PIECE BECAUSE YOU SPEAK TO THIS REALLY WELL [INAUDIBLE] CIVIL NUMBER.

>> IN EACH OF THESE CATEGORIES, YOU HAD EXCEEDING THE TARGET, SO EXCEEDING THESE THREE POINTS.

THE GREEN IS TWO POINTS AND THE ORANGE IS ONE POINT.

EACH OF THOSE ARE THEN WEIGHTED.

IN K8, THE WEIGHT IS GROWTH, WHERE 35% OF THE SCORE, SO IT'D BE 3*35%.

YOU WOULD FIND THAT AND YOU WOULD ADD THEM ALL UP.

GROWTH, EQUITY IS 25%, ACHIEVEMENT IS 35%, AND ELP IS ONLY 5% OF OUR SCORE.

WHICH IS WHY WHEN YOU SOLVE IT, NEW TERMS IN MONGER, THEY MOVED AN ENTIRE CATEGORY OFF AND STILL COULDN'T MOVE THE SCORE BECAUSE IT'S ONLY WORTH 5% WHICH IS A LITTLE UNFAIR WHEN WE LOOK AT THE ACTUAL DEMOGRAPHICS AND IT'S 47% OF MONGER IS EL AND THEY ONLY GET 5% OF THAT.

I WAS BORN IN JACKSON AND I HAVE LIVED IN KELLY MY ENTIRE LIFE.

I HAVE ALWAYS ATTENDED TO TCSD AND KELLY ELEMENTARY SCHOOL", WHICH MEANS THAT FOR THIS STUDENT EVERY OTHER YEAR, HE'S WITH EXACTLY THE SAME COHORT OF STUDENTS AS HE WAS TWO YEARS AGO.

THERE'S NOT MUCH FRESH THAT COMES IN AND SO OFTENTIMES THEY BECOME LIKE SIBLINGS AS WELL AS CLASSMATES.

I AM INQUISITIVE, ESPECIALLY IN MATH, AND SOMETIMES BECOME IMPATIENT WITH MY PEERS WHO DO NOT PROCESS MATH AS QUICKLY AS I DO.

THIS RESULTS IN BLURTING OUT THE ANSWERS, WHICH IS SOMETHING I AM TRYING TO CONTROL.

AS I KNOW IT TAKES AWAY LEARNING FROM MY PEERS.

BOB MILLER USED TO SAY YOU DON'T LET GOOD, GET IN THE WAY OF GREAT, AND SO THAT'S HOW WE FEEL ABOUT STUDENTS WHO ARE PROFICIENT OR ADVANCED.

WE DON'T LET IT GET IN THE WAY OF GREAT.

READING SCORES REPRESENTED 12 POINT GROWTH.

OVERALL, THE FIFTH GRADE CLASS I BELONG TO GROUP 5 AND 4 TENTHS PERCENT IN READING, AND A HUGE WHOPPING 19 AND 6 TENTHS PERCENT IN MATH WHEN COMPARED TO OUR 21,22 AND 22,23 WY-TOPP DATA.

YOU CAN SEE THAT KELLY HAD SOME REALLY GREAT, GROWTH.

ONE THING IS, I WAS INTERVIEWING THIS YOUNG MAN AND HE IS ONE OF OUR PEAK STUDENTS.

INCREASING OUR OVERALL LANGUAGE DEVELOPMENT AND THE MATHEMATICS CLASSROOMS AND ENGLISH AND IN SPANISH, AND THEN BRINGING UP THE DISCOURSE BETWEEN STUDENTS IN BOTH THOSE LANGUAGES TO HELP IMPROVE OUR MATH ACHIEVEMENT.

[NOISE] WE WANT TO INCREASE THE RATE OF GROWTH FOR OUR STUDENTS IN MATH, AS WELL AS THE OVERALL ACHIEVEMENT SCORES IN THAT.

STUDENT I CHOSE TO HIGHLIGHT IS A FIFTH GRADER THIS YEAR AND YOU CAN GO FORWARD.

ONE, I SAT DOWN WITH HIM IN OUR CAFETERIA TO TALK ABOUT SCORES FROM THE PREVIOUS YEAR AND IT'S A FINE BALANCE.

WE TALKED WITH THE STUDENT ABOUT THIS LABEL THAT A TEST IS GOING TO PUT ON YOU, HOW THEY INTERNALIZE THAT.

BUT I WAS REALLY PLEASED THIS STUDENT ACTUALLY KNEW ALL THIS ALREADY.

WHICH MEANS IT'S TEACHERS WERE DOING THE RIGHT THINGS, WHICH IS PROVIDING HIM THAT FEEDBACK ON WHAT IS GROWTH IS YEAR OVER YEAR AND A SUCCESS THEY'RE CREATING FOR THEMSELVES YEAR OVER YEAR.

"I'M A FIFTH GRADE STUDENT AT MONGER MOUNTAIN ELEMENTARY SCHOOL.

I'M ORIGINAL JACKSON.

MY PARENTS ARE FROM MEXICO AND GUATEMALA.

I'VE ATTENDED SCHOOL DISTRICTS SINCE KINDERGARTEN.

I GREW UP SPEAKING SPANISH IN MY HOME AND I'M NOW HELPING MY PARENTS LEARN ENGLISH.

I AM VERY PROUD OF THIS, AND AT THE END OF FOURTH GRADE, I GREW SO MUCH ON THE ACCESS TEST THAT THEY EXITED ELL SERVICES AND WANTED TO TAKE THE TEST EVERY FEBRUARY.

ON WY-TOPP, I GREW 54 POINTS ON THE ELA TEST AND MOVED FROM BELOW BASIC TO BASIC.

THE SCORE REPRESENTS A 10% INCREASE FROM THIRD GRADE, AND I GREW MORE THAN 80% OF MY PEERS ACROSS THE STATE OF WYOMING.

MY OVERALL GRADE, FOURTH GRADE THAT YEAR, WAS 47% PROFICIENT IN THE ELA WY-TOPP TEST, WHICH IS ABOVE THE STATE AVERAGE IN WYOMING AND WE ALL KNOW TWO LANGUAGES, THOUGH IT'S A LITTLE SHOT AT THE END FROM [LAUGHTER] THE REASON I CHOSE THIS STUDENT IS LIKE AN UNEQUIVOCAL SUCCESS FOR US.

THEY GREW AN EXTREME AMOUNT IN THEIR ELA SCORE FROM YEAR TO YEAR.

THEY MADE A YEAR'S GROWTH IN MATH.

THE EXITED ELL SERVICES AND WHEN IT COMES TO THE REPORT CARD THAT WE SEE EVERY YEAR, THAT'S NOT REALLY CAPTURED THERE FOR THIS PARTICULAR STUDENT.

I PERSONALLY REALLY LIKE THIS ASSIGNMENT, I WOULD CALL IT FROM DR. CHRIS, I WAS REFRAMING THIS FOR YOU WITH A STUDENT FROM OUR SCHOOL.

WYOMING BOARD OF EDUCATION CAME OUT WITH THEIR PORTRAIT OF A GRADUATE WHICH IS OUTSIDE CURRICULUM OF WHAT GRADUATE OF HIGH SCHOOL NEEDS TO HAVE TO BE SUCCESSFUL IN WHAT THEY WANT.

SOMEONE WALKING OUT THE DOOR, WALKING ACROSS THE STAGE AT THE END OF THE YEAR NEEDS TO HAVE IN TERMS OF SOFT SKILLS, IN TERMS OF PERSONNEL.

HOW YOU DEAL WITH ADVERSITY, HOW YOU COMMUNICATE WITH OTHERS, HOW YOU NAVIGATE COMPLICATED RELATIONSHIPS AND DRUGS AND ALCOHOL AND THINGS LIKE THAT.

THE WYOMING BOARD OF EDUCATION CAME OUT WITH HEIR PORTRAIT AND LOOKING AT IT, IT'S HARD TO READ AND IT'S VERY COMPLICATED AND CONVOLUTED.

REALLY, WE WANT SOMETHING THAT WE CAN HANG IN A HALLWAY AT SCHOOL THAT STUDENTS CAN LOOK PAST OR WALK PAST AND LOOK AT IT AND SAY, I'M HERE OR I CAN GET TO THERE BY THE END OF THE YEAR.

REALLY ACHIEVABLE, SIMPLE CLEAR GOALS THAT WE CAN LAY OUT.

OUR INTENTION IS TO INTERVIEW EMPLOYERS AROUND THE COMMUNITY AND GRADUATES AND ALUMNI WHO ARE AT A FOUR-YEAR COLLEGE THROUGH WITH COLLEGE OR PURSUING A CAREER AND LOOK AT THE THINGS THAT THEY DEEM AS SUCCESSFUL AND WHAT'S HELPED THEM NAVIGATE LIFE PAST HIGH-SCHOOL.

LOOK AT THAT IN TERMS OF WHAT LEVEL? AT AN ELEMENTARY SCHOOL LEVEL, AT HIGHEST LEVEL, AT THE MIDDLE SCHOOL LEVEL.

WHAT ARE YOU LOOKING AT OUTSIDE OF THE CLASSROOM TO BE SUCCESSFUL WHEN YOU LEAVE THE DOORS?

WE ARE THINKING OF A POSSIBLE PATH WHEN YOU ENTER THE HIGH SCHOOL.

YOU CAN PROBABLY IN YOUR JUNIOR OR SENIOR YEAR, BECAUSE IN A FRESHMAN AND SOPHOMORE YEARS YOU'LL NEED TO GET THOSE FUNDAMENTAL SKILLS OF MATH AND READING AND SCIENCE AND EVERYTHING.

THEN ONCE YOU'RE A JUNIOR OR SENIOR, YOU CAN LOOK AT TWO DIFFERENT PATHS.

ONE PATH WILL ALLOW YOU TO GET ALL THE CREDITS NECESSARY FOR THE HATHAWAY SCHOLARSHIPS, AND IT'S JUST THE TRADITIONAL COLLEGE PREP CURRICULUM THAT WE HAVE RIGHT NOW.

THEN THE OTHER PATH WILL ALLOW YOU TO FULFILL THOSE CREDITS IN A MORE CREATIVE AND ALTERNATIVE WAY THAT MIGHT BE MORE CAREER CENTERED OR TECHNICALLY CENTERED.

I KNOW THAT I WAS AN INTERN FOR NINE MONTHS LAST YEAR AT THE JACKSON HOLE RADIO STATION.

IT WAS AN AMAZING EXPERIENCE, BUT IT DIDN'T REALLY ALLOW ME TO FULFILL ANY CREDITS BESIDES JUST AN ELECTIVE.

I THINK IT WOULD BE AMAZING IF WE COULD USE THOSE CAREER LIKE WORK-BASED OPPORTUNITIES TO REPRESENT MORE THAN JUST AN ELECTIVE THAT ISN'T REALLY HELPING YOU GRADUATE NECESSARILY.

IN TALKING TO MS. YAN, MS. [INAUDIBLE] AND PRINCIPAL LIEBERMAN, WE LEARNED THAT THE WYOMING LAWS FOR GRADUATING ARE PRETTY LOOSE,

SO THESE OPPORTUNITIES COULD BE POSSIBLE HERE.

>> LAST IDEA IS TO PROMOTE STUDENT TO BOARD OF EDUCATION.

ONE OF THE BIG THINGS FOR ME WAS UNTIL I WAS HURT ON THE MORNING AND ASKED THEN MY SENIOR YEAR OR MY JUNIOR YEAR THAT APPLICATIONS WERE OPEN TO BE A STUDENT SCHOOL BOARD MEMBER.

I DIDN'T REALLY KNOW THAT THAT WAS A THING.

THROUGHOUT HIGH SCHOOL ME AND MY PEERS AND EVERYONE ELSE AROUND ME WE ALL HAVE IDEAS OF HOW TO SUPPORT OUR SCHOOL AND HOW TO MAKE THE LEARNING ENVIRONMENT BETTER FOR EVERYONE.

ONE OF OUR PRIORITIES THIS YEAR IS TO PROMOTE STUDENT BOARD COMMUNICATION.

STARTING WITH THE HIGH-SCHOOL, WE'RE GOING TO TRY TO CREATE A STUDENT'S SCHOOL BOARD EMAIL THAT ALL STUDENTS CAN EMAIL, WHETHER IT BE COMPLAINTS, COMPLIMENTS, OR ANYTHING ELSE THAT THEY'D LIKE TO SHARE WITH US SO THAT WE AS STUDENTS CAN BRING IT TO THE BOARD.

ADDITIONALLY, WE'D LIKE TO CREATE EITHER AN ASSEMBLY FORM OR SOMETHING LIKE THAT THAT STUDENTS CAN SUBMIT.

WE CAN HOLD IT OPEN DISCUSSION TO JUST GET A SENSE OF THE ENVIRONMENT AT THE HIGH-SCHOOL.

DEPENDING ON THE SUCCESS OF THIS PROGRAM, WE'D LIKE TO THEN EXPAND IT TO MIDDLE SCHOOL, TO THE ELEMENTARY SCHOOL, WHERE STUDENTS HAVE GREAT IDEAS THERE AS WELL.

WHEN DID THE ADMINISTRATIVE ASSISTANTS WAS TALKING ABOUT THEIR SPENDING AND SHE'S LIKE, OH, [NOISE] WE'VE BEEN SPENDING SO MUCH THIS YEAR.

I'M WORRIED ABOUT OUR BUDGET, AM WORRIED THAT WE'RE GOING TO RUN OUT OF MONEY, WHERE ELSE CAN I FIND MONEY? I SAID REALLY BECAUSE I JUST DID THE BUDGET UPDATE DOESN'T SEEM LIKE YOU ARE PACING AHEAD OF WHERE YOU WERE LAST YEAR, AND I DIRECTED HER TO THIS DOCUMENT AND I SAID LET'S LOOK AT WHERE YOU ARE YEAR-TO-DATE.

ONE OF THE MEASURES THAT I USE ON A MONTHLY BASIS, IS TO REALLY LOOK AND SEE WHAT IT WAS LAST YEAR, AND WHAT IT WAS THIS YEAR IN TERMS OF CONSUMED.

IF THOSE NUMBERS ARE PRETTY CLOSE, THEN I DON'T USUALLY LOOK MUCH FURTHER, BUT IF THERE'S A BIG SWING IN ONE DIRECTION OR THE OTHER, THAT'S WHEN I GO IN MORE INTO DETAIL AND SHOW THROUGH THAT.

SHE WAS LIKE, OH GOSH, IT JUST FEELS LIKE WE'VE BEEN SPENDING MORE MONEY THIS YEAR THAN LAST YEAR.

I JUST WANTED TO POINT THAT OUT, THAT'S PART OF WHAT WE'RE LOOKING AT ON A MONTHLY BASIS IS THOSE ANOMALIES, AND IT'S A PRETTY COMMON PRACTICE IN FINANCIAL REVIEW.

IT DOESN'T LOOK LIKE IT DID LAST YEAR, DO WE WANT IT TO LOOK LIKE IT DID LAST YEAR? THEN IF IT DOESN'T, WHAT ARE WE DOING TO CHANGE OR WHAT'S THE REASON FOR THAT? A LITTLE BIT OF INFORMATION THERE.

EVERYTHING ELSE LOOKS LIKE IT'S [INAUDIBLE].

WE HAD 62 RESPONSES FROM 54 STAFF.

THERE'S SOME STAFF THAT PUT IN MORE THAN ONE RESPONSE.

WE HAVE EIGHT RESPONSES FOR DENTAL, ACROSS THE BOARD MOST OF THE FEEDBACK FOR THAT WAS THAT THERE'S NOT VERY MANY DENTISTS IN THE COMMUNITY THAT TAKE OUR INSURANCE.

BUT THAT WE HAVE DENTISTS THAT ARE DROPPING.

MORE DENTISTS ARE JUST NOT PARTICIPATING BECAUSE A LOT OF THE MEDICAL OFFICERS [INAUDIBLE] USING THE SAME ISSUES THAT WE ARE IN STAFFING.

TO HIRE SOMEBODY TO DO THAT MEDICAL BILLING, OFTEN COSTS A LOT OF MONEY AND IT'S HARD TO FIND SOMEBODY THAT'S TRAINED APPROPRIATELY.

WHEN THE DENTIST OFFICE DROPS, IT COULD BE FOR MANY REASONS.

IT COULD BE BECAUSE THE IN-NETWORK REIMBURSEMENT RATE ISN'T HIGH ENOUGH.

BUT THAT DOESN'T MEAN THAT YOU DON'T GET TO GO TO THAT PROVIDER.

I DO FEEL LIKE BECAUSE I SAW THIS THROUGHOUT SOME OF THE FEEDBACK IS THAT WELL, I'M TRYING TO FIND IT AND NETWORK PROVIDER.

ALL IT MEANS IS THAT YOU'RE JUST PAYING THE DIFFERENCE, AND IT IS VALUABLE TO HAVE IN-NETWORK PROVIDERS.

BUT SOMETIMES THAT DIFFERENCE IS $5, OR $10, OR $15.

I'D LIKE TO DO A LITTLE MORE RESEARCH AROUND THAT AND REALLY POSSIBLY RESPOND TO SOME OF THESE PEOPLE AND SAY, WHAT DOES THAT MEAN FOR YOU? YOU CAN STILL USE A PROVIDER OF CHOICE, BUT THE REIMBURSEMENT RATE JUST ISN'T QUITE THERE.

WE HAD 46 RESPONSES FOR THE MEDICAL, 15 OF THOSE WERE POSITIVE, SAYING, THANK YOU, WE APPRECIATE OUR BENEFITS, EVERYTHING'S GOING GREAT, THE TRANSITION'S BEEN GREAT.

THERE WAS A COUPLE THAT SAID THAT THE COVERAGE THAT THEY'RE GETTING NOW IS BETTER THAN WHAT THEY HAD BEFORE.

THE REMAINING, 32% OF THE MEDICAL RESPONSES WERE POSITIVE.

THERE WAS A HANDFUL THAT WERE FRUSTRATED WITH THE CONVERSION, AS YOU'D EXPECT, AND THEN WE HAD EIGHT OTHER RESPONSES THAT WEREN'T SPECIFIC TO MEDICAL OR DENTAL, THREE OF THOSE WERE POSITIVE.

OVERALL, WE DID NOT HAVE AN OVERWHELMING AMOUNT OF PEOPLE SUBMIT FEEDBACK.

I THINK WHAT I'M GOING TO DO IS I'M GOING TO DO ROUND ONE, AND THEN MAYBE IN TWO MONTHS, I'LL SEND IT OUT AGAIN AND SAY, NOW THAT WE'VE HAD A COUPLE OF MONTHS ON THE INSURANCE, WHAT DO WE THINK NOW? WHAT ARE THE NEW EXPERIENCES? THEN THERE WERE SOME PEOPLE THAT WHEN I WAS READING THEIR FEEDBACK I FELT OH, I WANT TO REACH OUT TO THAT PERSON AND ASK A COUPLE MORE QUESTIONS.

AND THIS IS JUST OUR GENERAL FUND.

OUR GENERAL FUND IS BUDGETED, LET ME LOOK AT MY NUMBER, 62 MILLION.

OUR OVERALL TOTAL REVENUE BUDGET THIS YEAR IS 100 MILLION WHEN WE LOOK AT ALL OF OUR CONSOLIDATED GRANTS.

WHAT HAPPENS IS OUR BUDGET IS 62 MILLION, ALL OF THE PROPERTY TAX THAT COMES INTO TETON COUNTY CLERK'S OFFICE, THEY SEND 62 MILLION TO US, AND THEN AN ADDITIONAL AMOUNT WHICH CONSTITUTE ALL THE PROPERTY TAX FROM TETON COUNTY, AND WE SEND IT BIG CHECK TO THE STATE OF WYOMING TO FUND MANY OTHER SCHOOL DISTRICTS.

THIS YEAR WAS 80 SOMETHING MILLION?

YOU KNOW THAT FUNDS A FEW OF THE SMALLER SCHOOL DISTRICTS DEFINITELY, AND HELPS OTHER SCHOOL DISTRICTS.

IT'S A CONSTANT REAL STRUGGLE FOR SCHOOLS IN THE STATE TO MAINTAIN THAT FUNDING WHEN IT'S REALLY ROUGH ON PEOPLE WHO PAY THESE PROPERTY TAXES.

THE PURPOSE OF THE RECREATION DISTRICT BOARD IS THAT BOARD MAKES A RECOMMENDATION FOR A MILL LEVY THAT THE TETON COUNTY SCHOOL BOARD VOTES TO LEVY OR NOT.

THEN THE RECREATION DISTRICT BOARD DETERMINES HOW THOSE FUNDS ARE ALLOCATED AND SPENT WITHIN THE SCHOOL DISTRICT AND WITHIN THE COMMUNITY.

THE PURPOSE OF THE RECREATION DISTRICT BOARD IS TO SUPPORT THE RECREATION, MAKING IT AVAILABLE FOR MEMBERS OF THE COMMUNITY.

WHAT THIS IS CONSIDERING IS, INSTEAD OF HAVING A SEPARATE RECREATION DISTRICT BOARD THAT WOULD BECOME PART OF THE TETON COUNTY SCHOOL BOARD, AND INSTEAD WE WOULD MOVE TO HAVE A TETON COUNTY RECREATION DISTRICT ADVISORY BOARD THAT WORKS MUCH LIKE MANY OF OUR BOARD COMMITTEES, ALTHOUGH THIS ONE WOULD HAVE COMMUNITY REPRESENTATION.

WHAT WE'RE FINDING IS THAT THE MAJORITY OF THE REC DISTRICT BOARD IS SCHOOL BOARD MEMBERS WITH TWO COMMUNITY MEMBERS, AND THERE'S VERY MUCH AWARENESS NOW OF WHAT'S GOING ON.

I THINK OUR CURRENT REC DISTRICT MEMBERS DO A GOOD JOB OF COMMUNICATING TO THE FULL BOARD.

IT REALLY SEEMS LIKE WE'RE NOT GAINING ANYTHING BY HAVING TWO SEPARATE REPORTS.

THAT'S WHAT WE DID. I REALLY LIKED THE SPORT, BUT I REALLY AM CONCERNED ABOUT THE EXPENDITURE WHEN WE'VE ALREADY DONE OUR BUDGET FOR THE YEAR.

I BELIEVE WE'RE UP TO 70 NEWCOMERS AND A NEWCOMER IS DEFINED AS A STUDENT NEW TO THE COUNTRY OR NEW TO OUR DISTRICT WITH VERY LIMITED EXPOSURE TO ENGLISH OR ENGLISH SKILLS.

WE HAVE TO RAPIDLY ADJUST AND IT'S UNIQUE IN TETON COUNTY IN THAT WE HAVE THE HIGHEST STUDENT POPULATION THAT IS LEARNING ENGLISH AND WE HAVE THE HIGHEST NEWCOMER POPULATION.

THE OTHER DISTRICTS THAT HAVE A SMALL NUMBER OF STUDENTS THAT MOVE TO THEIR DISTRICT OR IN THEIR DISTRICT LEARNING ENGLISH, MAJORITY OF THEM ARE SECOND OR THIRD-GENERATION CHILDREN BORN AND RAISED IN THAT COMMUNITY BUT THEIR PARENTS MAYBE A NATIVE SPEAKER OF A DIFFERENT LANGUAGE.

THAT'S A COMPLETELY DIFFERENT CHILD THAT WE'RE WORKING WITH WHEN THEY'VE BEEN BORN AND RAISED IN THAT COMMUNITY, AND THAT'S JUST NOT WHAT OUR POPULATION IS.

WE AIM TO ADVOCATE WITHIN THE LEGISLATURE THAT MORE FUNDING IS PROVIDED FOR STUDENTS THAT ARE LEARNING ENGLISH AND THAT WE HAVE THE ADEQUATE RESOURCES BECAUSE THE WAY THE STATE RECOMMENDS THROUGH THE MODEL OF FUNDING, THE STAFF, IT IS LIKE 1-100 AND THAT'S JUST WOEFULLY INADEQUATE.

THE AREAS THAT WE'RE REALLY FOCUSING ON HERE REQUIRE LEGISLATIVE ACTION.

I APPRECIATE PEOPLE MENTIONING IT AND BRINGING IT FORWARD, BUT WE'RE TAKING CARE OF THAT ALREADY.

BASICALLY, IT DEALS WITH FUNDING, RECRUITMENT AND RETENTION OF TEACHERS, IN PARTICULAR.

IT LOOKS AT THE MENTAL HEALTH NEEDS, AND THAT THE LEGISLATURE NEEDS TO ALLOCATE MORE FUNDING TO SUPPORT THE MENTAL HEALTH NEEDS OF STUDENTS AND STAFF.
