Call to Order] [00:00:07] TO ORDER AT 6 O'CLOCK, TRUSTEE GINGERY. >> FROM OUR SUCCESS OF 2022, I WILL TALK ABOUT WHAT WE VALUE AS STUDENTS. CROSS KINDNESS AND RESPECT, CHALLENGING STANDARDS, FAIRNESS AND EQUITY, RESILIENCE AND PERSEVERANCE, AND PERSONAL ACHIEVEMENT. TONIGHT AS THE ORGANIZATIONAL MEETING FOR THE 2024 SCHOOL BOARD, [B. Election of Officers for 2024] AND WITH THAT WILL HAVE AN ELECTION OF OFFICERS. TRUSTEE GINGERY. >> THE CHAIRMAN, I MOVE TO ADOPT TO NOMINATE BILL SCARLETT AS CHAIRMAN. KATE MEAD AS VICE CHAIRMAN. BETSY CARLIN AS CLERK AND JENNIFER ZUNG AS TREASURER. >> SECOND. >> THAT'S MOVE BY TRUSTEE GINGERY, TO ADOPT BILL SCARLETT AS CHAIR, VICE KATE MEAD AS VICE CHAIR. BETSY CARLIN AS CLERK. JENNIFER ZUNG AS TREASURER. IS THERE ANY DISCUSSION? SEEING NONE, ALL THOSE IN FAVOR PLEASE SAY, AYE. >> AYE. ANY OPPOSED? [NOISE] >> THANK YOU, GUYS. NEXT WE GO TO THE APPROVAL OF DECEMBER 30, [C. Approval of the Agenda] 2023 REGULAR MEETING AGENDA. THERE ANY ADDITION SUBTRACTION FOR CHANGES TO THAT AGENDA? I THINK A MOTION. >> I THINK THE PROOF DAY AGENDA AS PRESENTED. >> SECOND. >> MOVED BY TRUSTEE CARLIN, SECOND BY TRUSTEE ABRAMS TO APPROVE THE AGENDA AS PRESENTED, ALL THOSE IN FAVOR, PLEASE SAY AYE. >> AYE. >> OPPOSED. THEN THAT'S BEEN SAID. DR. CHAPMAN, SUPERINTENDENT'S REPORT. [D. Superintendent's Report] >> THANK YOU, TRUSTEES. THIS EVENING WE ARE FIRST CELEBRATING CONTINUING CONTRACT ACHIEVEMENTS, SO DR. CRISP, APPARENTLY WE HAVEN'T FACTOR. [LAUGHTER]. >> SLIPPING OVER BOARDS AND, TRUSTEES GOOD EVENING? TONIGHT I GET THE HONOR TO RECOGNIZE OUR CONTINUING CONTRACT TEACHERS FROM OTHER LISTED ON THE DOCUMENT HERE FROM COLTER TO JACKSON, TO MUNGER, TO WILSON TO THE MIDDLE SCHOOL, HIGH SCHOOL AND SOME INNOVATIONS. OFFICIALLY CONTINUING CONTRACT MEANS THAT A TEACHER SUCCESSFULLY COMPLETED THREE CONSECUTIVE YEARS OF TEACHING AND AS THEY MOVE INTO THEIR FOURTH YEAR PER STATE STATUTE, THEY OBTAIN CONTINUING CONTRACT STATUS. DIFFERENT TERMINOLOGY. YOU MIGHT BE USED TO THE WORD TENURE THAT SOME STATES USE IN WYOMING, CLASSIFIED DIFFERENTLY AS CONTINUING CONTRACT. WE'D LIKE TO CONGRATULATE ALL THE TEACHERS ON THIS LIST. PRINCIPLES AND EVERYONE THANK YOU FOR YOUR SUPPORT WITHIN SCOPE. [NOISE] >> PERHAPS, I SHOULD STAY UP HERE. >> GO RIGHT. >> I'M MOVING FORWARD, MAYBE WE CAN JUMP TO THE EDGE MOMENT AND THEN BACK INTO THE LEADER'S REPORT. IF YOU MOVE TO THE NEXT DOCUMENT ON BOCES. TRUSTEE CARLIN RAISED A VERY GOOD QUESTION IN PRAGUE MEETING, AND WE THOUGHT IT'D BE A GOOD IDEA TO JUST CLARIFY, WHAT IS THIS ORGANIZATION? IT'S COME UP MANY TIMES AND MEETINGS. WE DEPEND ON OUR BOCES, THESE AGREEMENT, WHICH I'LL EXPLAIN IN A MINUTE. IN MANY FACETS AND TETON COUNTY, YOU MIGHT HEAR IT'S SOMETIMES CALLED BOCHES OR BOCES. SOMETIMES THERE'S AN H [INAUDIBLE] HERE. WHEN THERE'S AN H THAT REFERS TO HIGHER EDUCATION PARTNERSHIP. YOU CAN HAVE A HIGHER EDUCATION PARTNERSHIP THOUGH IN A BOCES, SO IT'S A LITTLE CONFUSING. FOR SIMPLICITY REASONS. THEY'RE USED INTERCHANGEABLY IN MANY DIFFERENT WAYS ACROSS THE STATE. THERE ARE ABOUT 20 BOCES AGENCIES IN WYOMING. WHAT I'VE TRIED TO DO HERE IS OUTLINE, VIEW ALL OF THE SERVICES THAT ARE PART OF BOCES CAN SCROLL A LITTLE BIT THAT FALL UNDERNEATH DIFFERENT CATEGORIES. AS YOU CAN SEE IS QUITE AN EXTENSIVE LIST. THE INTENT OF THIS, AND IT WAS FORMED ACTUALLY, I THINK 1948 IN NEW YORK STATE FIRST, [00:05:01] AND THEN IT SPREAD THROUGHOUT THE COUNTRY, WAS TO PARTNER WITH OTHER AGENCIES TO TARGET CERTAIN GOALS THAT A DISTRICT WOULD LIKE TO TARGET THAT ARE SOMETIMES OUT OF THE CAPACITY THAT DISTRICT CAN HOLD ONTO BY ITSELF. FOR EXAMPLE, IN OUR DISTRICT, WE PARTNER WITH CENTRAL WYOMING COLLEGE. THEY ARE BOCES PARTNER. WE PARTNER WITH THEM BECAUSE THEY ALLOW US TO OFFER CONCURRENT ENROLLMENT CREDIT WITHIN THE K12 SYSTEM. LETS JUST ONE EXAMPLE OF ALL OF THESE TYPES OF PARTNERSHIPS THAT CAN, HAPPEN IN BOCES AGREEMENT. IF YOU SCROLL DOWN, WHAT I'VE TRIED TO DO HERE IS LIST THE ONES THAT ARE APPLICABLE THAT TETON COUNTY AND WHERE WE ARE. RIGHT NOW WE HAVE THREE BOCES AGREEMENTS ALREADY EVOLVED FROM THREE DIFFERENT BOCES THAT ARE IN OUR ACCOUNTING. MOST OF YOU ARE FAMILIAR WITH THE C-V RANCH, WHICH IS PART OF THE REGION 5 BOCES AND THAT'S A GROUP OF DISTRICTS THAT COME TOGETHER THAT REALLY FOCUS ON CERTAIN SPECIFIC SERVICES AROUND IDS, EDUCATIONAL PLAN WAS FOR STUDENTS WHO HAVE SIGNIFICANT MENTAL, SOCIAL, EMOTIONAL, AND PHYSICAL COGNITIVE DEVELOPMENT ISSUES. GO DOWN A LITTLE BIT MORE, YOU'LL SEE THE ONE THAT MOST OF YOU ARE FAMILIAR WITH. SORRY, CWC/TSDC AGREEMENT. OBVIOUSLY, YOU'VE SERVED ON THAT BOCES. THOSE ARE THAT WORD IN TERMS OF RUNNING OUR CONCURRENT ENROLLMENT PROGRAM. THAT PROGRAM IN ADDITION TO CONCURRENT, I KNOW WE TALKED ABOUT A LOT FUNDS A LOT OF OTHER PROGRAMS AT THE SECONDARY LEVEL, STARTING IN EIGHTH GRADE TO 12TH. WE FIND A LOT OF OUR COLLEGE READINESS PROGRAMS OR ACT PREP, OUR STEM PROGRAMS, WHICH TYPICALLY COSTS A LITTLE BIT OUT OF THE MODEL BECAUSE OF THE COSTS ASSOCIATED WITH STEM PRODUCTS AND STEM CURRICULUM. THEY'RE A LITTLE BIT MORE THAN SAY, LIKE AN ENGLISH CLASSROOM. WE PULL SOME OF THAT FROM OUR BOCES AGREEMENT. ANYTHING RELATED TO POST-SECONDARY READINESS AND OF COURSE THE 30S OR EARLY CHILDHOOD. IT REALLY HELPED US FREE OR COMES TO THESE PROGRAMS AND COUNTY DISTRICT. ALSO CITED AT THE BOTTOM IS THE LEGISLATION, YOU REALLY WANT TO GO DEEP INTO THE TOPIC OF HOW BOCES RUN LEGALLY AND WHERE THEY CAME FROM. LONG STORY SHORT, THE HEAD MOMENT TODAY. THE BOCES IS REALLY A PARTNERSHIP WITH A SCHOOL DISTRICT AND IN MOST CASES, A COMMUNITY COLLEGE THAT ALLOW FOR THAT K12 ENTITY TO PROVIDE MORE SERVICES THAN IT TYPICALLY COULD ALONE. IT'S REALLY BRANCH OUT IN PARTNERSHIP. QUESTIONS? >> [INAUDIBLE]. >> THANK YOU, TRUSTEE CARLIN FOR BRINGING THIS TO YOUR ATTENTION. THE LITERS REPORTS, ANYBODY HAVE ANY QUESTIONS FOR ME? >> I. >> YES. >> I'M NOT SURE WHO THIS IS FOR, MAYBE JULIE NASH. I MEAN, I DON'T KNOW. I READ THAT AT WILSON FOR TEACHERS OR FOR STAFF WENT TO LYNN OR GILLINGHAM TRAINING, AND I WAS CURIOUS IF THAT WAS JUST THOSE FOUR TEACHERS. IF THAT'S SOMETHING THAT WE'RE GOING TO START. IF IT'S A PILOT PROJECT, IF IT'S SOMETHING THAT'S GOING TO HAPPEN IN OLDER ELEMENTARY SCHOOLS, I'M JUST CURIOUS WHAT THAT WAS ALL ABOUT. >> WE HAVE SOME STAFF MEMBERS IN THE DISTRICT THAT ARE CERTIFIED AND WE HAVE SOME THAT ALSO ATTEND WILSON'S READING, WHICH IS AN INTERVENTION PROGRAM AS WELL, NOT RELATED TO THE SCHOOL NAME. AT WILSON ELEMENTARY SCHOOL, PARTICULAR TEACHERS HAD AN INTEREST AND A DESIRE TO GO AND SO WE APPROVE THAT. WE'RE TRYING TO PROVIDE A WIDE VARIETY SO THAT IF WE HAVE AN ISSUE, WE'VE GOT SOME EXPERTS. WE HAVE REALLY RECOVERY WILSON READING AND NOW OG. DO YOU WANT TO ADD SOMETHING? MR. MCDOWELL, COME TO THE PODIUM. >> SOMEONE SAYS A BETTER ANSWER. I HAVE A SMALL BIT, THANKS FOR LETTING ME COME UP. I BELIEVE IF MEGHAN WAS HERE, SHE CAN EXPLAIN IT BETTER, BUT THERE WAS FUNDING FOR THE STATE AND SO IT WAS OFFERED OUT TO SEVERAL, BUT THERE WERE LIMITED SPOTS. WE HAD THREE TEACHERS THAT DID GET THAT GRANT MONEY IS ABOUT 1,750 AND IT WAS 30 HOURS AFTER SCHOOL FOR TWO WEEKS. WE PAID THROUGH ADDITIONAL FUNDING FOR OUR SPECIAL EDUCATION PARA TICKER TO ALSO GO THROUGH A TWO. WE JUST HAVE NOW FOUR BUT OTHER THERE ARE A FEW OTHERS IN THE DISTRICT THAT DID IT. >> YOU SHOULD ALSO ADD WE HAVE LETTERS TRAINING AS WELL THAT [00:10:03] IS SPONSORED BY THE DEPARTMENT OF ED. WE HAVE A NUMBER OF K THROUGH 3 STAFF MEMBERS THAT HAD PARTICIPATED IN BUTTER'S TRAINING. WE HAVE A NICE COMPREHENSIVE APPROACH. >> GREAT. >> THANK YOU. >> ANOTHER QUESTION RELATED TO ALL THAT PIECE OF THE REPORT, AND ALSO SEE THAT THAT FITS. WITH CHALLENGING COULD TRY FINDING TIME FOR THAT PROFESSIONAL DEVELOPMENT AND AS A LOT OF PEOPLE MAY HAVE OR MAY NOT HAVE HEARD THE IDAHO SCHOOL DISTRICT JUST WENT TO A FOUR-DAY WEEK. ONE OF THE REASONS TO DEFINE MORE TIME FOR COLLABORATION WITH THEIR TEACHERS, AND I KNOW LAST YEAR WHEN WE WERE CONSIDERING THE CALENDAR, ONE OF THE OPTIONS WAS LOOKING AT AT LEAST I THINK IT WAS ON WEDNESDAY, AND I WANTED TO FIND OUT HOW WE ARE ADDRESSING PROFESSIONAL DEVELOPMENT, AND I DO LOOK FORWARD TO COMING TO SOME OF THE PLC MEETINGS NEXT MONTH, WHICH IS GREAT. BUT ANYWAY, JUST WANTED TO HAVE YOU TALK ABOUT THAT A LITTLE BIT. >> THANK YOU FOR THE QUESTION. FINDING QUALITY TIME WITHIN THE SCHOOL DAY IS REALLY A CHALLENGE, AND WE HAVE TRIED A VARIETY OF APPROACHES. THIS YEAR WE HAVE FIVE PROFESSIONAL DEVELOPMENT DAYS BEFORE SCHOOL STARTS, AND THAT ENABLES TEACHERS TO SET UP THE ROOM. WE HAVE A LOT OF REQUIRED TRAINING THAT WE HAVE TO DO. IT'S A GOOD CHUNK OF TIME, AND MAY BE HAVE A FEW DAYS AT THE END OF THE SCHOOL YEAR AND THAT'S TO WRAP UP THE SCHOOL YEAR AND PUT SOME CLOSURE ON IT. THIS YEAR WE HAD THREE K12 PROFESSIONAL DEVELOPMENT DAYS THAT ARE EMBEDDED THROUGHOUT THE SCHOOL YEAR. ONE IN OCTOBER, ONE IN JANUARY 2ND, AND THE THIRD ONE IS IN FEBRUARY. WHILE THOSE COMPLETE DAYS ARE VERY HELPFUL, IT'S NOT ENOUGH FOR CONTINUITY. EVERY BUILDING DOES PROFESSIONAL LEARNING COMMUNITY TIME, WHICH IS THE TIME FOR THE GRADE LEVEL, FOR VERTICAL SUPPORT AND FOR HORIZONTAL OR GRADE LEVEL TEAM MEETINGS. EVERY BUILDING DOES IT A LITTLE BIT DIFFERENTLY. SOME DO IT AFTER SCHOOL AND THEY SAY UNTIL 04: 30. CHALLENGING WITH THAT IS THE SCHEDULE. WHEN YOU'VE TAUGHT ALL DAY, YOU'RE WIPED OUT. I KNOW THEY ARE VERY FOCUSED AND THEY DO A WONDERFUL JOB AND YOU'LL HAVE THE OPPORTUNITY TO OBSERVE THAT. HOWEVER, IT'S REALLY TOUGH TO HAVE BEEN FOCUSED IN ON ALL DAY LONG WITH KIDS AND THEN HAVE A MEETING THAT ALSO REQUIRES YOUR STAMINA AS AN ISSUE. OTHER BUILDINGS HAVE BEEN ABLE TO DO IT DURING THE SCHOOL DAY. THE CHALLENGE THERE IS YOU CAN BE INTERRUPTED WITH SOME SORT OF AN EMERGENCY. YOU'RE LIMITED TO HOW HER LAWN SPECIAL IS THAT THE KIDS ARE AT. THE QUALITY OF THAT DEVELOPMENT TIME AND IT'S A SHORT BURST OF 45 MINUTES. I THINK THAT'S ONE OF THE MAIN REASONS LAST YEAR WE WERE REQUESTING A ONE-HOUR EARLY RELEASES TO GIVE SOME QUALITY TIME FOR THE STAFF TO TAKE CARE OF THOSE ISSUES. I DON'T HAVE GREAT ANSWER. IT'S LUNCH AND OUR PRINCIPALS AND THE SCHOOL STAFF HAVE RECOGNIZED IT'S A NEED, AND SO YOU END UP SACRIFICING SOME OTHER THINGS TO MAKE IT HAPPEN. I DON'T KNOW THAT WHEN YOU HAVE A REGULAR ESTABLISHED EVERY FRIDAY, WE HAVE A CHUNK A TIME WHEN THAT'S THE ONLY THING THAT YOU'RE FOCUSED ON. I THINK IT MAKES A DIFFERENCE. WE HAD A LOT OF SUGGESTIONS FOR STAFF TO HAVE TRAINING ON SATURDAYS OR SUNDAYS, AND THAT'S REALLY NOT WORKABLE, AND, OR IN THE EVENINGS. AGAIN, NOT WORKABLE. I THINK THIS IS THE ONLY PROFESSION THAT EXPECTS YOU TO DO YOUR JOB DURING THE DAY AND THEN GET YOUR TRAINING AT NIGHT. THE LETTERS, OG TRAINING THAT WE JUST TALKED ABOUT, 3D RECOVERY, THESE ARE ALL THINGS THAT ARE HAPPENING AFTER HOURS, AFTER THE SCHOOL DAY AND IT'S A COUPLE OF HOURS FOR AN EXTENDED PERIOD OF TIME. IT'S REALLY CHALLENGING FOR US. I THINK THAT'S WHY A NUMBER OF DISTRICTS HAVE DECIDED THE FOUR-DAY WEEK IS A GOOD STRATEGY. I KNOW IT WAS ALSO SUGGESTED THAT WE DO OUR TRAINING DURING THE SUMMER, WHICH IS CERTAINLY POSSIBLE. BUT THE BEST TRAINING IN ORDER TO HAVE ANY CHANGE IS TO HAVE REGULAR OPPORTUNITIES TO PRACTICE AND EXPLORE. I WAS THINKING ABOUT WHEN I LEARNED TO SKI, AND I LEARNED TO SKI AND IT WAS AWFUL AND I HATED IT AND I DIDN'T WANT TO DO IT ANYMORE. [00:15:02] THEN THE LIPS CLOSE, IT WAS AMAZING, AND THEN I HAD A WHOLE NUMBER OF MONTHS. THEN I HAD TO START ALL OVER AGAIN, AND THAT IS NOT HIGH-QUALITY TRAINING. I PROBABLY WOULD HAVE DONE A WHOLE LOT BETTER IF I HAD AN HOUR, A WEEK TO PRACTICE AND TO GET BETTER, AND THAT'S REALLY WHAT IS NEEDED. OUR NEXT STEP IS TO, WELL, WE'LL BE LOOKING AT YOU'VE ALREADY SET THE 24, 25 CALENDAR, THE START AND END TIME. THE SUPERINTENDENT ADVISORY COUNCIL IS MEETING NEXT MONDAY, WILL BE GETTING FEEDBACK FROM THEM. PRINCIPALS ARE LOOKING AT THAT AS WELL. WE'RE GOING TO BE GAINING FEEDBACK FROM OUR STAFF TO FIGURE OUT IF WE SHOULD LOOK AT MAYBE ONLY FOUR DAYS AT THE BEGINNING OF THE YEAR AND THEN MORE DAYS THROUGHOUT THE SCHOOL YEAR INSTEAD OF JUST THREE PROFESSIONAL DEVELOPMENT DAYS, RE-CONFIGURING THAT A LITTLE BIT. THE OTHER THING THAT WE'RE COGNIZANT OF IS THAT YOU ALL ARE AWARE THE FUNDING FOR CREST AND SUMMER SCHOOL AND AFTER SCHOOL PROGRAMMING IS GOING TO HAVE TO BE EXAMINED BECAUSE WE WON'T HAVE THE FUNDS FOR THAT. I WANT TO BE AWARE OF THE IMPACT TO FAMILIES THAT I THINK THAT'S THE REASON THAT A LOT OF DISTRICTS DECIDE TO GO TO A FOUR-DAY WEEK, WHEN YOU HAVE A REGULAR SCHEDULE, THE INTERMITTENT SCHEDULE IS ACTUALLY PARTNERED FOR FAMILIES TO PLAN FOR. BUT WHEN YOU HAVE A REGULAR SCHEDULE, IF IT'S A FOUR-DAY WEEK, FOR EXAMPLE, OFTENTIMES THE EMPLOYER ADJUSTS, SAYS YOU CAN WORK, YOU NEED FRIDAYS OFF. YOUR KIDS ARE IN ELEMENTARY SCHOOL OR WHATEVER, THEN THEY ADJUST THEIR SCHEDULE ACCORDINGLY. WHEN YOU'RE ON A CONSISTENT SCHEDULE, WE CAN PLAN A LITTLE BIT EASIER. I THINK THE INTERMITTENT IS ACTUALLY A LITTLE BIT MORE CHALLENGING FOR [INAUDIBLE] BUT WE WILL BE WORKING ON THAT AND COMING FORWARD WITH A PROPOSAL THAT BALANCES INSTRUCTIONAL TIME AND AS WELL AS COLLABORATION TIME AND PROFESSIONAL LEARNING TIME BECAUSE BOTH ARE CRITICAL TO THE SUCCESS OF THE STUDENT. >> IS THERE SOMETHING THAT WE'RE DOING NOW THAT WE DON'T NEED TO DO ABSOLUTELY, THAT WE COULD SUBSTITUTE PROFESSIONAL DEVELOPMENTS FOR THAT? I MEAN, THE LIST OF WHAT SCHOOLS HAVE TO DO NOW IS HUGE AND LONG. BUT, WE DO A LOT IN THIS SCHOOL DISTRICT, IT'S AWESOME. BUT I'M WONDERING IF THERE ISN'T A BETTER WAY TO SHIFT THINGS AROUND SO THAT THINGS THAT ARE NOT HIGH PRIORITY ARE TAKEN OUT OF THE SCHEDULE IN ORDER TO DO WHAT YOU APPEAR TO THINK IS THE MOST HIGH-PRIORITY, JUST PD. HAVE YOU THOUGHT ABOUT THAT? >> YES, WE HAVE. I'M TRYING TO THINK OF AN EXAMPLE. IT'S TOUGH TO FIGURE OUT WHAT THAT COULD BE. I ACTUALLY NEED TO STOP TALKING. I'M GOING TO TURN THAT QUESTION OVER TO THE SUPERINTENDENT ADVISORY COUNCIL AND THE PRINCIPLES. [LAUGHTER]. >> [INAUDIBLE] TAKE A STAB AT TONIGHT. [LAUGHTER]. >> BUT IT'S SOMETHING TO THINK ABOUT. >> IT'S A GREAT QUESTION. >> I WOULD LIKE TO HEAR A LITTLE BIT MORE ABOUT. BECAUSE I LOVE SPORTS, I LOVE ACTIVITIES. I WENT TO COLLEGE ON AN ATHLETIC SCHOLARSHIP. BUT WE SEEM TO HAVE A HUGE EMPHASIS ON ACTIVITIES AND THE TRAVEL TO ACTIVITIES WHICH KILLS OUR DAYS, NOT ONLY FOR STUDENTS BUT FOR TEACHERS. IF YOU'RE A COACH AND YOU'RE A TEACHER, YOU'RE GONE. >> A LOT. >> IS THAT, AND I GUESS THAT WILL BE A QUESTION FOR US AS WELL AS THE BOARD, IS THAT OUR PRIORITY TO SEND KIDS EIGHT HOURS TO GILLETTE THREE TIMES IN ONE SEASON? [LAUGHTER]. [BACKGROUND] >> IN AN AIR CONDITIONED BUS. >> THAT'S ONE THING IT'S IMPROVED. SOME OF THOSE THINGS SEEM REALLY SUPERFULUOUS. THE TYPE OF HIGH-QUALITY INSTRUCTION THAT WE'VE ALWAYS HAD AN ENABLING TEACHERS TO COLLABORATE, SO THEY CONTINUE TO HAVE THAT HIGH-QUALITY INSTRUCTION. THOSE ARE JUST A FEW OF MY THOUGHTS AND MAYBE NEXT TIME WE CAN HAVE THE EDUCATIONAL MOMENT. >> WILL BE READING. [00:20:02] [OVERLAPPING]. >> ABOUT WHICH THERE'S SOME THINGS THAT AREN'T AS HIGH PRIORITY THAT WILL BE GOING OVER. I DO OBJECT TO SAY THAT YOU DON'T KNOW ANY OTHER PROFESSION THAT WORKS AT NIGHT. EVERY PROFESSION I KNOW WORKS AT NIGHT. >> NO. [LAUGHTER] >> I MEAN TO SAY THAT WORKS ALL DAY LONG AND IS EXPECTED TO HAVE YOUR REQUIRED TRAINING AFTER HOURS. >> WELL, LAWYERS DO IT, DOCTORS DO IT. EVERY PROFESSION DOES IT. ENGINEERS DO IT, BANKERS DO IT. SO I DON'T WANT ANYBODY TO GET TO HEAR THAT. >> SO THE TEACHERS ARE DOING LESSON PLANS. >> I AGAIN, DON'T SUGGEST. [LAUGHTER] [OVERLAPPING] >> YOU SCORE 60, 80 HOURS A WEEK, SO ESPECIALLY IF WE'RE LOOKING AT JACKSON HOLE AT THAT PAPER [INAUDIBLE]. >> [INAUDIBLE] >> I APPRECIATE THE COMMENTS THAT TRUSTEE B BROUGHT UP. VERY CURIOUS TO LEARN OVER WHATEVER THE PERIOD OF TIME THAT IS. WHAT HAS CHANGED THAT HAS ALLOWED US. [NOISE] >> TO NOT HAVE THOSE PD DAYS, THOSE COLLABORATION DAYS. YES, I'M VERY INTERESTED TO LEARN WHAT IS RESEARCHED AND WHAT IS COLLABORATED AMONGST YOUR TEAM TO FIND WAYS TO ENSURE THAT THE TEACHERS, EDUCATORS HAVE THAT TIME TOGETHER AND TO ENSURE WHAT'S BEST OF STUDENTS AS WELL. IT'S NOT AN EASY PROBLEM TO SOLVE. >> YES. >> I KNOW WHEN I FIRST STARTED TEACHING, WE TAUGHT TILL 02:00 IN THE AFTERNOON AND WE HAD PLANNING TIME TILL 03:00. THAT WAS IT, AND IT CAME AT THE END OF THE DAY WHEN THE PROBLEMS THAT YOU NEEDED TO SOLVE WITH OTHER TEACHERS OR WITH THE ADMINISTRATION WE'RE STILL FRESH IN THEIR MINDS. IF WE'RE GOING TO ASK TEACHERS, I DON'T QUITE UNDERSTAND THE SCHEDULE THESE DAYS. BUT THE KIDS WERE ALWAYS LET OUT ONE HOUR BEFORE THE TEACHERS. SOME KIDS DID SPORTS AT THAT TIME, BUT THE TEACHERS HAD TO MEET WITH EACH OTHER. THEN THEY DIDN'T HAVE TO GIVE UP THE END OF THE WEEK WHEN A LOT OF THE PROBLEMS HAD BEEN SOLVED OR JUST BRUSHED UNDER THE CARPET. TIME FOR TRAINING, TIME FOR SPORTS, AND TIME FOR COLLABORATION ARE THREE DIFFERENT THINGS. I THINK IF WE'RE GOING TO REQUIRE TEACHERS TO STAY LONGER, WE'D NEED TO PAY THEM FOR SURE. BUT IT SEEMS TO ME, YES, WE'RE TIRED AT THE END OF THE DAY, BUT WE DO HAVE ENERGY TO SOLVE THOSE PROBLEMS WE DON'T WANT TO TAKE HOME WITH US. >> WE WILL BE READY TO ANSWER. >> OKAY. [LAUGHTER] >> ANYTHING ELSE? THANK YOU ALL. IT'S A GOOD DISCUSSION. NEXT ON THE AGENDA, APPOINTMENTS TO COMMITTEES IN LIAISON POSITIONS. [E. Committee and Liaison Positions for 2024] I KNOW IN THE PAST WE'VE ALWAYS DONE THAT RIGHT AFTER THE ELECTION OF OFFICERS, WE DECIDED TO MOVE IT AFTER WE DID THE EDUCATIONAL MOMENT, SO IT BETTER UNDERSTOOD WHAT THOSE THINGS WERE [LAUGHTER] >> BECAUSE WE GET APPOINTED TO THOSE BOARDS. FIRST OF ALL, THE GOVERNANCE COMMITTEE IS MADE UP OF THE CHAIR AND VICE CHAIR AND THAT'S BILL SCARLETT AND BETSY CARLIN. BOCES C-V. >> I'LL STAY THERE. >> BETSY CARLIN WILL STAY ON THAT. BOCES CWC IS TRUSTEE GINGERY, TRUSTEE ZUNG, AND TRUSTEE DORNAN, YOU'RE GOOD. STILL GOOD? >> YEAH. >> FINANCE AND AUDIT COMMITTEE. TRUSTEE ZUNG, TRUSTEE MEAD, AND TRUSTEE ABRAMS, YOU STILL ALL GOOD? TCSD NUMBER 1 REC DISTRICT, WE HAVE THREE SEATS AND I BELIEVE THEY WANT TO SEE IF IT'S UP AS MINE. [00:25:06] ARE WE REALLY DOING ALL OF THEM? >> WE HAVE THE RECORDS FOR BOARD MEETING DECEMBER 19TH. AT THAT BOARD MEETING, THE EXISTING RECTUS RECORD WILL CONSIDER THE BYLAWS CHANGES, WHICH WILL MEAN THAT YOU ALL ARE THE NEW REC DISTRICT RECORD AND THEN WE'LL HAVE TWO COMMUNITY APPOINTEES. POTENTIALLY WE COULD DO THAT IN JANUARY. >> WE'LL JUST HOLD THIS ONE AS IT IS FOR NOW. >> YEAH. >> LEGISLATIVE LIAISON. I WILL STAY ON THAT IF THERE'S NO OBJECTION. TOWN COUNCIL, IF NO OBJECTION, WILL STAY ON THAT ONE, TOO. COMMISSIONERS, TRUSTEE ZUNG. HOSPITAL, TRUSTEE ABRAMS. >> YES. >> FUND FOR PUBLIC ED. THAT'S TRUSTEE DORNAN AND TRUSTEE ZUNG. THE TRIPARTITE BOARD. >> WHAT? CAN YOU EXPLAIN THAT TO US AGAIN KATE? [LAUGHTER] >> CAN YOU EXPLAIN TO US? >> BECAUSE I HAD NEVER BEEN. [LAUGHTER] >> EXCELLENT JOB. >> I SHOWED YOU THE EXCELLENT JOB BECAUSE NO ONE IS EVER REACHED OUT OR WHATEVER. [LAUGHTER] >> THEY SHOULD HAVE REACHED OUT. [LAUGHTER] >> IT MAY NOT HAVE MET FOR A WHILE. [LAUGHTER] >> I'M GOING TO CHECK AND SEE IF THEY'VE BEEN DISSOLVED. I KNOW WHY IT WAS CREATED, THERE WAS THIS FUND. IT WENT TO HUMAN SERVICES PROVIDERS. IT WAS PROVIDED TO TETON YOUTH & FAMILY SERVICES, [INAUDIBLE] AND THERE HAD TO BE A GROUP OF PEOPLE THAT MADE THE DECISION AS TO WHERE THIS FUNDING WENT LOCALLY. YOU HAD TO HAVE A LOCAL COMMITTEE AND THE COMMITTEE WAS MADE UP OF THREE PEOPLE. BUT NOW I'M THINKING MAYBE THAT FUNDING MUST HAVE DRIED UP IF NOBODY'S EVER CALLED YOU EVER AGAIN. I'VE HAD FUNDING MAY JUST BE GONE, WHICH MIGHT BE A POINT YOU CAN DOUBLE-CHECK AND SEE THAT THAT COMMITTEE. >> I'M HAPPY TO DO IT. [LAUGHTER] >> THAT'S PRIMARILY BENEFITING TETON YOU FOR FAMILY SERVICES THINGS AND WHY THEY'RE CALLED. >> STEM SCHOOL BOARD AND SCHOOL WHERE THERE'S A HIDDEN KEY. ARE YOU ALL OKAY WITH THAT? PARKS AND BURET WITH TRUSTEE ABRAMS? >> YES. >> HAVE YOU EVER RE-TITLED ANY MEETINGS? >> I HAVE NOT. I SAT FOR THREE YEARS AND THEN RETIRED. >> THERE'S NEVER RECEIPT TO REACH OUT. >> I HEARD FROM THE HOSPITAL. >> COMMUNITY PREVENTION COALITION. I SEE DORNAN. >> I WANT TO GET. >> HIGH SCHOOL, EARLY CHILDHOOD HOT SPRINGS. >> HOT SPRINGS. >> HOT SPRINGS. >> THAT ORDERED LIST REMAINS THE SAME. LIAISONS. THANK YOU, ALL. STUDENTS, SCHOOL BOARD MEMBER REPORTS. [F. Reports and Items for Discussion] >> WE WILL UPDATE YOU GUYS ON WHAT WE'VE BEEN DOING FOR THE PAST FEW WEEKS. FOR TODAY, THIS MORNING AND YESTERDAY MORNING, WE WERE LUCKY ENOUGH TO HAVE A REALLY BIG AUDIENCE OF TEACHERS AND BOARD MEMBERS. LOTS OF PEOPLE THAT ARE IN THIS ROOM RIGHT NOW. WE GAVE A PRESENTATION THAT WAS MEANT TO COLLECT DATA AND FEEDBACK FROM TEACHERS THAT WILL HELP US FORM OUR PROFILE OF A GRADUATE AS WE GO ON. FOR THE REST OF DECEMBER, AND JANUARY, WE'RE GOING TO CONTINUE THAT PROCESS AND COLLECT FEEDBACK FROM OTHER COMMUNITY MEMBERS OR STAKEHOLDERS LIKE TEACHERS, STUDENTS, PARENTS, AND OTHER COMMUNITY MEMBERS. WE'RE GOING TO FIND OVERLAPPING FEEDBACK AND USE THAT TO CREATE A GRAPHIC WITH A PORTRAIT OF A GRADUATE AND BE ABLE TO DO POLICY RECOMMENDATIONS TO YOU ALL. OUR MAIN OBJECTIVE WITH THIS IS TO CREATE SOMETHING THAT CAN BE USED FOR FUTURE STUDENTS, SCHOOL BOARD MEMBERS, AND JUST BE BUILT ON AND BUILT, [00:30:01] BUILT ON AS THE WORLD CHANGES AND AS IT NEEDS TO BE ADOPTED. >> A LITTLE MORE SHORT-TERM IN THE NEXT COUPLE OF MONTHS ARE BIG PRIORITIES BY THINKING, BUT INCESSANTLY MENTIONED TODAY AND YESTERDAY WE HAD THOSE MEETINGS WITH JACKSONVILLE HIGH SCHOOL TEACHERS, ADMINISTRATORS, AND TRUSTEES, AND WE'RE GOING TO BE HAVING IN JANUARY STUDENT MEETINGS AT THE ELEMENTARY AND MIDDLE SCHOOL LEVEL. THAT'S GOING TO BE WITH SUPERINTENDENTS CHAPMAN, WHO ARE GONNA BE MEETING AT ALL THE ELEMENTARY SCHOOLS AND MIDDLE SCHOOL WITH A GROUP OF STUDENTS THERE TO GAIN THEIR INPUT ON OUR PORTRAIT OF A GRADUATE. THEN WE WILL BE MEETING ALSO IN JANUARY WITH THE GROUP OF PARENTS TO GET INPUT FROM THEM. ADDITIONALLY, WE'RE LOOKING TO FIND OTHER SOURCES OF INPUT OUTSIDE OF THE MEETINGS THAT ARE ESTABLISHED. WE'RE LOOKING TO EXPAND OUR INPUT WITH JACKSONVILLE HIGH SCHOOL STUDENTS. WE HAVE A LOT OF INPUT, AS I SAID, THE TOP OF THE ORANGE AND MIDDLE SCHOOL LEVEL. BUT AT THE STUDENT LEVEL, WE WANTED THIS MUCH SHED AT THE HIGH SCHOOL. THEN ADDITIONALLY, PUBLIC COMMUNICATION. OTHER PARENTS, OTHER MEMBERS OF PUBLIC, OTHER PEOPLE WHO MAY BE INTERESTED IN GIVING THEIR INPUT TOWARDS OUR PROJECT. >> JUST A LITTLE BIT MORE ABOUT OUR DATA COLLECTION RIGHT NOW. TODAY AND YESTERDAY IT GATHERED DATA ON BIG POSTER BOARDS. WE'RE JUST QUALITATIVE LITTLE NOTES FROM TEACHERS AND THINGS THAT BY FRIDAY HOPEFULLY WE CAN SEND OUT THIS SURVEY TO TEACHERS RIGHT NOW AND ANYONE ELSE WHO CAME TO THE NEEDS AND WANTS IT AND THEN IN THE FUTURE, AFTER THOSE SESSIONS THAT WE GIVE TO PARENTS AND STUDENTS, OTHER THINGS WE CAN ALSO SEND OUT THE SURVEY TO GET MORE QUALITATIVE DATA IS SYNTHESIZED WHEN WE COME TOGETHER TO CREATE A PROFILE. >> ANY QUESTIONS? >> ANY QUESTIONS? >> I'D LIKE TO SAY HOW IMPRESSED I WAS WITH YOUR PRESENTATION. I ATTENDED JUST THE OTHER DAY. [LAUGHTER] >> THEN IT WAS VERY ENGAGING AND PROFESSIONALLY DONE. YOU SHOW THAT YOU CARE AND I LOVE HISTORY. I GOT TO LEARN A LITTLE BIT ABOUT THE HISTORY OF HOW OUR EDUCATION SYSTEM IS STRUCTURED AT THIS TIME. KEEP UP THE STRONG WORK. ALL OF YOU. THANK YOU. >> THANK YOU. >> I DON'T REALLY WANT TO INTERJECT, BUT THIS MORNING I WAS ACTUALLY EGREGIOUSLY LATE TO A MEETING [LAUGHTER] >> AND I WAS NOT HELPFUL AT ALL. [LAUGHTER] >> MY FELLOW REPRESENTATIVES BETSY CARLIN AND DORNAN WHO'S REPRESENTING MR. LIEBERMAN, THE MEETING. IT WAS TO DEPOLARIZE, FREAKING OUT, AND EVEN DURING THE DAY, YOU GUYS STILL CRUSH IT. I JUST WANT TO HIGHLIGHT, ASSESSING AND GAVE HIM CRUSHING IT WITHOUT ME AND WE'LL CRUSH IT FROM HERE TOGETHER. [LAUGHTER] >> THANKS, GUYS. >> GOOD WORK, GUYS. THIS IS VERY WORTHWHILE FOR ALL OF US. >> THE SCHOOL OF MANAGEMENT COMMITTEE REPORT. >> RESEND. [LAUGHTER] >> WE'RE MORE COMING LATER ON THAT. >> YES. >> WELL, OBVIOUSLY THE AUDIT IS ON FOR APPROVAL TONIGHT. IN SAYING CALMLY, WE'RE BRAINSTORMING SOME IDEAS WHO WE'RE GOING OUT TO BID FOR INSURANCE. THAT DOESN'T NECESSARILY MEAN THAT WE'LL BE CHANGING INSURANCE AGAIN. BUT THE WHOLE POINT WAS TO GET SOME DATA AND THEN SEE IF WE CAN REDUCE OUR RATES. WE TALKED A LOT ABOUT WHAT THAT PLAN IS AND WHAT ARE SOME POTENTIAL IDEAS FOR COMPENSATION PACKAGE NEXT YEAR WITH A FOCUS ON TRYING TO GET AS MUCH MONEY IN EMPLOYEE'S POCKETS AS POSSIBLE. THE BUDGET UPDATE IS HERE FOR YOUR REVIEW. THE MOST NOTABLE LINE ON HERE IS THE TRANSFERS LINE. WE BUDGETED 150 AND YOU CAN SEE THAT WE'VE TRANSFERRED 200. THAT IS FOR THE FOOD SERVICE SUBSIDY. IT'S INFLATION, IT'S THE 26% INCREASE IN INSURANCE. RIGHT NOW THE FOOD SERVICES WERE REALLY CHALLENGED TO FIND STAFF AND THE STAFF ARE VERY EXPENSIVE. THEN THE INFLATION COSTS WHEN IT COMES TO FOOD COST HAS BEEN HARD TO ADAPT TO, SO WE'RE ALSO LOOKING AT SOME SOLUTIONS FOR THAT. >> QUESTION FOR DR. KRISTEN MAYOR. [LAUGHTER] >> YES. BUDGET. ONE QUESTION I DO HAVE IS REGARDING THE FOOD SERVICES, CAN WE GET A MAYBE A LITTLE MORE OF A BREAKDOWN OF ONE RUNNING [00:35:02] A DEFICIT AND WHAT WE'RE PROJECTING OUT FOR THE END OF THE YEAR. I THINK IT'S IMPORTANT TO SHARE THAT WITH OUR COMMUNITY PARTNERS. >> ABSOLUTELY. I'M DEFINITELY WORKING VERY CLOSELY WITH [INAUDIBLE] TO SEE IF WE CAN INCREASE SOME OF OUR FOOD DONATIONS. THE ONE BIG CHALLENGE THAT WE HAVE WITH THE FUN FOR PUBLIC EDUCATION RAISING MONEY IS THAT IT'S NOT JUST OFFSETTING NEGATIVE MEAL BALANCES. IT'S NOT JUST OFFSETTING KIDS MEALS, IT TRULY IS OFFSETTING FOOD COSTS AND EMPLOYEE COST. THE 26% INCREASE IN OUR INSURANCE PREMIUMS, THAT THAT IS HURTING US IN SALARIES AND BENEFITS FOR SURE. BUT I AM HAPPY TO DO A DEEPER DIVE AND I CAN PROVIDE THAT IN NEXT MONTH'S BUDGET UPDATE. >> I THINK IT'S IMPORTANT HEADING INTO THE BUDGET SESSION OF THE LEGISLATURE. BUT PART OF OUR STORY TALKS ABOUT THINGS LIKE THIS, AND HOW THEIR MODEL IS JUST GETTING THE LACK OF A BETTER TERM BROKEN THE FURTHER WE GO ALONG. >> ABSOLUTELY, AND THERE'S A STATE-LEVEL PUSH TO HAVE SOME FUNDING IN PLACE FOR MEALS OR FOOD SERVICE PROGRAMS RIGHT NOW THERE IS NO FUNDING AVAILABLE AT THE STATE LEVEL FOR A FOOD PROGRAM. I DON'T KNOW IF THAT'S GOTTEN ANY TRACTION OR NOT. >> ALMOST. FOR ME, IT SHOULD BE REIMBURSED THE SAME WAY WE REIMBURSE DIESEL FOR BUSES. JUST A STRAIGHT PASS-THROUGH. HOPEFULLY WE CAN GET THAT FIXED. >> THAT WOULD BE GREAT. >> WE'LL SEE YOU IN A FEW MINUTES. OTHER REPORTS ANYBODY ELSE HAVE ANYTHING GOOD FOR THE ORDER? DR. CHAPMAN. >> YES. THANK YOU. THE BOARD POLICY THAT RELATES TO SCHOOL BOARD GOVERNANCE AND COMMITTEES, WE HAD A FIRST READ IN NOVEMBER AND THEN THE BYLAWS FOR THE REC DISTRICT BOARD CHANGE, SO THE SECOND READ SHOULD BE IN JANUARY. BUT WITH THE BYLAWS CHANGE FOR THE REC DISTRICT, IT MEANS THAT THE DRAFT FOR THE BOARD POLICY WAS INACCURATE. THIS HAS BEEN REVISED FOR DECEMBER 13TH BASED ON THAT REVISION AND THAT IS IN GREEN AND IS POSTED FOR YOUR REVIEW. THEN IN JANUARY WE'RE STILL ON SCHEDULED FOR A SECOND READ AND THAT WILL BE AFTER THE REC DISTRICT BOARD MEETING SO IT LINES UP QUITE NICELY. THEN THIS SECTION IN GREEN IS DIRECTLY IN RELATION TO AND/OR AN EXPLANATION OF WHAT THE REC DISTRICT BOARD OF TRUSTEES DOES. I'LL BE HAPPY TO ANSWER ANY OTHER QUESTIONS. >> ANY QUESTIONS? >> SURE, I DO HAVE A QUESTION. JUST REREADING THE REC DISTRICT BOARD OF TRUSTEES. I THINK IT WAS ACTUALLY IN THE FINANCIAL ROLE FOR IT, BUT IT TALKS ABOUT THE BOARD SHALL ESTABLISH AND ADMINISTER A SYSTEM OF PUBLIC RECREATION PERIOD. I THINK IT'S IN HERE, WHICH I THINK CLARIFIES THAT STATEMENT A LITTLE BIT BETTER. I THINK IT SAYS THE SYSTEM OF PUBLIC RECREATION ON DISTRICT FACILITIES. SOMETHING RIGHT. >> ON THE DEGREE, IT SAYS LETTER A, SUPPORT CONSTRUCTION AND MAINTENANCE ROUTINE AND MAJOR FACILITIES AND GROUNDS, NTCSD, NUMBER 1 THAT ARE RECREATIONAL NATURE. >> I GUESS THAT ADDRESSES THAT. >> I CAN EASILY MAKE IT MATCH DIRECTLY. THAT'S NO BIG DEAL. >> YEAH. I THINK IT CLARIFIES THAT BECAUSE THAT FIRST SENTENCE, IT MAKES IT SOUND LIKE WE'RE GOING TO PROVIDE PUBLIC RECREATION LIKE POWER FOR THE COUNTY OR SOMETHING. >> THAT IS IN THE ACTUAL NEW BYLAWS OR IT'S IN THE FORWARD POLICY? >> I THINK IT'S UNDER THE STATE STATUTE THAT ALLOWS US TO CREATE THE RECREATION DISTRICT. >> I SEE IT NOW. THE BOARD SHALL ESTABLISH EVEN DO STEREO SYSTEM THAT A PUBLIC RECREATION. >> WELL, WE DO IF YOU LOOK THROUGH THE COUNTY. BECAUSE EVERY TIME WE GIVE THE $5,000. [OVERLAPPING] >> IT GOES TO OTHER RECREATIONAL ACTIVITIES OTHER THAN SCHOOL GROUNDS. >> YEAH, IT'S FINE. >> I THINK IT SAYS HERE THE BOARD SHALL ESTABLISH AND ADMINISTER [00:40:02] A SYSTEM OF PUBLIC RECREATION AND I THINK THAT'S RIGHT FROM THE STATURE. [OVERLAPPING] >> I THINK THE STATUE HAS THAT OTHER ALIGNMENT. [OVERLAPPING]. >> THAT ON OUR FACILITY. >> THE STATUTES HAS NEVER BEEN OVERLY CLEAR. >> NO. >> MAYBE THAT'S WHY. [LAUGHTER] >> I GET SO CONFUSED IN THE RECREATION DISTRICT. >> YES. >> YOU ARE NOT THE ONLY ONE. [LAUGHTER] >> AS SCHOOL BOARD WE ARE LIMITED TO BEING ABLE TO ASSESS ONE OF THE COUNTY WERE FORMED THEIR OWN RECORDS SYSTEM RECORDS SO THEY CAN DO LIKE SEVEN OR EIGHT OR NINE. THEY DIDN'T FILL OUT. FOR ANYONE IN THE LEGISLATURE, WOULDN'T THEY CREATED THIS? >> IT'S BEEN AROUND LONGER THAN THAT. IT BEEN AROUND A LONG TIME. THERE WASN'T A TENANT TO CHANGE HOW THEY DO IT, BUT NO, IT'S BEEN AROUND LONG. >> YOU WANT TO GIVE A QUICK UPDATE ON FACILITIES RIGHT AT THIS POINT. >> THAT WOULD BE DEBBIE? >> GREAT. WE HAVE A NEW STATE CONSTRUCTION, NEW OLD STATE CONSTRUCTION DIRECTOR AND THAT'S DEALT WITH TOMMY JUNIOR. HE WILL HOPEFULLY BE VISITING OUR SCHOOL DISTRICT IN JANUARY, SO YOU CAN SEE THE LIMITATIONS OF JACKSONVILLE HIGH SCHOOL AND HE'S VERY FAMILIAR WITH THE COMMUNITY GROWTH AND THE IMPACT ON SCHOOLS. HE WAS THE DIRECTOR WHEN MUNGER MOUNTAIN ELEMENTARY SCHOOL WAS BUILT, SO HE'S ALSO VERY FAMILIAR WITH THE STATE PROCESS. I THINK THIS WILL BE A GOOD THING AND HOPEFULLY WE'LL BE ABLE TO GET HIM UP TO SPEED. ALTHOUGH WOMEN ARE IN CONVERSATION WITH THEM, HE ALREADY LET ME KNOW THAT THERE IS NO SET ASIDE FUNDING THROUGH HIS DEPARTMENT FOR THE BRONC ACHIEVEMENT CENTER. THE TRANSPORTATION CENTER IS FUNDED AT 17.1 MILLION I BELIEVE, AND WE'LL HAVE AN UPDATE HERE ON THAT IN JUST A MOMENT SO THAT IS MOVING FORWARD. WHAT WILL HAPPEN IN THE NEXT NINE MONTHS WOULD BE THAT WE CONTINUE TO WORK WITH THE STATE CONSTRUCTION DEPARTMENT, TALK ABOUT THE CROWDING AT THE NEW GROWTH IN THE COMMUNITY, AND THEN HOPEFULLY GET ON THEIR AGENDA AGAIN THROUGH THE STATE CONSTRUCTION DEPARTMENT AND THE SCHOOL FACILITIES COMMISSION TO GET FUNDING FROM THEM. THE ONLY OTHER WAY THAT SOMETHING COULD HAPPEN THIS LEGISLATIVE SESSION WOULD BE FOR SOME OF THE COMMITTEES, WHETHER IT'S APPROPRIATIONS, POTENTIALLY THE SELECT COMMITTEE ON SCHOOL FACILITIES. SOMEBODY TO SAY, WHY DIDN'T YOU FOUND THIS? THAT'S THE ONLY HOPE THAT WE WOULD HAVE SEEN ANY FUNDING FOR THE BRONC ACHIEVEMENTS CENTER THIS YEAR. OTHERWISE, IF EVERYTHING GOES THE WAY IT SHOULD, WE WOULDN'T HAVE FUNDING IN THE SPRING OF 25. HAVING SAID THAT, [OVERLAPPING] >> GOOD EVENING, MR. CHAIR, TRUSTEES, YOUR HARSHER FACILITY DEPARTMENT, YES, I HAVE AN UPDATE ON THREE OF OUR PROJECTS. THE FIRST ONE BEING THE EMPLOYEE HOUSING, THE MULTI-FAMILY PROJECT AND THAT ONE IS GOING WELL. WE HAVE RECEIVED THE 60% CONSTRUCTION DOCUMENTS SUBMITTAL, AND WE'RE STILL MARCHING FORWARD TO HAVING CONSTRUCTION MOBILIZATION IN JUNE OF NEXT YEAR AND SO THAT ONE'S GOING VERY WELL. ARE THERE ANY QUESTIONS ON THAT PROJECT? >> ANY QUESTIONS REGARDING THE HOUSING? ONE QUICK QUESTION. WHAT'S THE APPROVAL PROCESS WITH THE COUNTY OR THE TOWN? >> THANK YOU MR [OVERLAPPING]. >> HOW LONG CAN IT TAKE? >> RIGHT NOW OR I SHOULDN'T SAY RIGHT NOW, THE APPROVAL PROCESS FOR THAT PROJECT WE'LL JUST SEE A BUILDING PERMIT APPROVAL PROCESS AND WE HAVE A ROUGHLY SIX WEEKS EARMARKED FOR THAT. WE'LL SUBMIT THE SCHEDULE SHOWS WILL SUBMIT FOR A BUILDING PERMIT ON FEBRUARY 13TH, AND THEN WE'RE GOING TO ISSUE THE BID PACKAGE THE FOLLOWING MONTH WITH ANTICIPATION, WE'LL HAVE A BUILDING PERMIT. >> THANK YOU. >> YOU'RE WELCOME. THE NEXT UPDATE IS ON THE HIGH SCHOOL RENOVATION AND BRONC ACHIEVEMENT CENTER. [00:45:03] THE PROJECT TEAM IS WORKING ON FINE-TUNING THE PHASED APPROACH OF THE PROJECT. THAT WILL BE READY FOR WHATEVER COMES FORWARD WITH THE FUNDING PART AND THAT'S GOING WELL FOR ABOUT 75% COMPLETE ON THAT. I GUESS I'LL JUST TAKE QUESTIONS ON THAT IF ANYBODY HAS. >> ACHIEVEMENT CENTER QUESTIONS? >> THANK YOU. THE LAST UPDATE I HAVE IS THE TRANSPORTATION CENTER. AS A SUPERINTENDENT MENTIONED, THE STATE DID ALLOCATE FUNDING FOR THAT. THE RFP, WE'VE BEEN WORKING CLOSELY WITH LANCE JOHNSON, OUR STATE PROJECT MANAGER ON THAT. THROUGH COORDINATION WITH HIS SCHEDULE AND THE STATES REQUESTS, WE WILL ISSUE THE RFP FOR THAT ON THE 3RD OF JANUARY, AND WE'LL KICK OFF THAT PROCESS. THEN THE TEAM IS WORKING TO ESTABLISH A SELECTION COMMITTEE FOR THE ARCHITECTURAL TEAM. WE'LL GET GOING WITH THAT COMMITTEE AND THEN LATER ON, AFTER WE'VE MADE THIS SELECTION, THEN WE WILL ESTABLISH THE ACTUAL PROJECT TEAM THAT WILL BE HELPING TO GUIDE THAT. >> TRUSTEE GINGERY. >> YOU ALSO HAD ON THERE THE BRONC EXCELLENT CENTER. CAN YOU TELL US ABOUT THAT? >> YES, MR. CHAIR, TRUSTEE GINGERY. SO THE BRONC EXCELLENT CENTER, THE NEW PROJECT MANAGER IN AND CHARLOTTE HAD BEEN WORKING WITH THAT. THEY HAVE A SCHEDULE AND A BUDGET FOR THAT PROJECT AND THERE'LL BE ISSUING AN RFP FOR THAT LATER, FIRST PART OF JANUARY AS WELL. >> WHERE'S THE MONEY FOR THAT? >> LET'S TRY IT OUT JUST WHEN SUCH. >> I SAW THAT ON THE LIST, I WAS LIKE WHERE IS THAT. >> PROBABLY THE LAST 18 MONTHS OR SO. A GROUP OF IN THE COMMUNITY HAVE COME FORWARD AND SENATE. THERE ARE SOME FACILITIES THAT ARE REALLY LACKING IN THE SCHOOL DISTRICT AND WE WANT TO SUPPORT THOSE. THESE DONORS HAVE MADE PLEDGES OR CONTRIBUTIONS THROUGH THE BUNDLE OF PUBLIC EDUCATION THAT ARE EARMARKED FOR THIS SPECIFIC PROJECT. WE'RE IN THE FINAL STAGES OF DETERMINING EXACTLY HOW MUCH MONEY IS THERE SO WE CAN DO AN RFP. >> COLLECTING FOR WHAT? >> TO DESIGN, BUILD, AND CONSTRUCT WHAT WE ARE CALLING THE BRONC EXCELLENT CENTER, WHICH WOULD REPLACE THE BLEACHERS THAT ARE OLD BLEACHERS ARE GRANDSTANDS. THOSE HAVE TO COME DOWN BECAUSE WE BUILT THE NEW ONES. THOSE WOULD BE REMOVED AND IN ITS PLACE WOULD HAVE A STRUCTURE THAT WOULD BE A TWO STORY STRUCTURE THAT INCLUDES LOCKER ROOMS FOR OUR STUDENTS. IT WOULD INCLUDE A GOLF TRAINING CENTER, SIMULATION CENTER, AND THEN THE TOP FLOOR WOULD BE AN ACADEMIC SPACE, BASICALLY A LARGE ROOM THAT COULD BE USED FOR TESTING. RIGHT NOW, OUR KIDS HAVE TO TAKE TESTS IN THE GYM FOR THEIR API ACT TESTS. IT'D BE A TESTING CENTER, COULD BE IN PROFESSIONAL DEVELOPMENT TRAINING CENTER IT WOULD BE BASICALLY A TWO STORY STRUCTURE, BUT ALSO BE A GREAT PLACE FOR MEETINGS LIKE THIS. ANYTIME YOU HAVE A LARGER, THIS IS THE BIGGEST MEETING SPACE THAT WE HAVE. >> ALL MONEY FROM DONORS OR ANY MONEY FROM US? >> DONORS. ALL THE NURSE AND IT'S ALL DONOR DIRECTED IF FOR SOME REASON THE SCHOOL BOARD DECIDES, NO, WE DON'T WANT TO DO THIS. THAT'S FINE. WE CAN DO THAT AND THE MONEY WOULD BE RETURNED TO THE DONOR BECAUSE IT WAS EARMARKED DISCUSSION. >> AT WHAT POINTS DO WE MAKE THAT DECISION? >> WHEN WE HAVE THE MONEY. >> BUT TO SOME POINT, A DECISION POINT WILL BE BROUGHT BEFORE THIS BOARD AND WE CAN DISCUSS IT. WHETHER OR NOT WE WANT TO ACTUALLY DO THAT. THE ONLY OTHER ISSUE I WAS GOING TO POINT OUT, BUT A SILLY ISSUE, BUT WE HAVE TWO THINGS DOWN, BOTH WITH SIMILAR NAMES, A MONTH BRONC EXCELLENCE. ONE IS BRONC ACHIEVEMENTS, SO I GOT CONFUSED, I WAS LOOKING AT IT. I DON'T HAVE ANY STRONG PREFERENCES, I'M JUST POINTING OUT THEY SEEM TO BE VERY SIMILAR TO. >> OUR NAMING COMMITTEE WAS REALLY STRONG. [LAUGHTER] >> WE NEEDED A DECISION. >> ONLY THING I WAS GOING TO SAY ON THE BRONC ACHIEVEMENT CENTER, I THINK IT'S FINE TO KEEP CALLING IT THAT BECAUSE THAT'S WHAT WE'VE BEEN CALLING IT. IT WOULD ALMOST BE HELPFUL IF WE START SAYING SOMETHING LIKE THE SCHOOL ADDITION, SO PEOPLE CLEARLY KNOW WHAT WE'RE TALKING ABOUT. ESPECIALLY PEOPLE IN THE REST OF THE STATE THAT OH, THEY'RE WANTING TO ADD ONTO THEIR HIGH SCHOOL. [00:50:01] THAT'S A HIGH SCHOOL ADDITION, MAYBE HIGH SCHOOL ADDITION SLASH BRONC ACHIEVEMENT CENTER. BRONC ACHIEVEMENT CENTER SOUNDS LIKE WE'RE DOING SOMETHING UNIQUE, WE'RE NOT DOING ANYTHING UNIQUE WERE ADDED ONTO OUR HIGH SCHOOL. I DON'T MEAN IT NO, I DIDN'T MEAN THAT IN A NEGATIVE WAY, I JUST MET. I DON'T WANT THE STATE THAT THEY WERE ASKING FOR FUNDING FOR SOMETHING THAT'S OUT OF THE USUAL. IT'S A VERY USUAL REQUEST TO ASK FOR AN ADDITION TO A HIGH SCHOOL, I DON'T WANT TO BE ON THE NAMING COMMITTEE, BUT I'M JUST THROWING OUT THERE. >> YOU HAVE A CHAIR. [LAUGHTER] >> LET ME CHECK BEFORE I GIVE [INAUDIBLE]. >> I JUST LIKE THE PART ABOUT A DEFICIENT TO THE HIGH SCHOOL. >> THANK YOU FOR MAKING THAT POINT BECAUSE BEING EXACT AND PRECISE MATTERS. I CAN CITE SEVERAL EXAMPLES WHERE IT IS CREATED MORE CONFUSION THAN CLARITY, I APPRECIATE THE COMMENT. WHEN WE ARE TALKING WITH THE SAME CONSTRUCTION DEPARTMENT AND THE STATE LEGISLATURE, WE REFER TO IT AS THE JACKSONVILLE HIGH SCHOOL RENOVATION. WE DON'T REALLY EVEN SAY ANYTHING ABOUT THE BRONC ACHIEVEMENT CENTER, THAT'S HOW WE'VE BEEN REFERRING TO IT. ALTHOUGH THE BRONC ACHIEVEMENT CENTER, THE SECTION THAT WAS FUNDED THROUGH THIS BET, IS THE LINCHPIN FOR MAKING THIS ALL HAPPEN. WE BEEN REFERRING TO IT AS THE HIGH SCHOOL RENOVATION. >> RENOVATION IS FINE. THE ONLY THING I DON'T LIKE ABOUT RENOVATION, MAYBE KEEP RENOVATION, BUT IT MAKES IT SOUND LIKE WHAT BE FANCY OR SOMETHING. I ALWAYS JUST HESITATE, ESPECIALLY BECAUSE WE'RE NOT COUNTING THE REST OF THE STATE. ALL THESE THINGS WERE A LITTLE BIT FANCIER THAN THE REST. RENOVATION SOUNDS LIKE IF YOU'RE PUTTING MARBLE IN THE BATHROOM. [LAUGHTER] >> THANK YOU. >> ANYTHING ELSE? GREAT. WE'RE GOING TO GO THROUGH THE ACTION ITEMS. ACTION ITEM NUMBER 1, [G. Action Items] CONSIDERATION OF THE 2024 BOARD MEETINGS SCHEDULE. >> THIS IS THE ANNUAL SCHEDULE FOR THE BOARD, AND THERE ARE ONLY A COUPLE OF DATES THAT WE HAVE TRADITIONALLY PAINT THERE IN RED FOR YOUR CONSIDERATIONS THAT ARE NORMALLY ON THE SECOND WEDNESDAY OF THE MONTH. >> CHAIR, I'VE A QUESTIONS. >> PUBLIC COMMENT. OPEN THIS UP FOR PUBLIC COMMENT ON THE REGULAR MEETINGS SCHEDULED FOR 2024 SAYS A STATE STATUTE REQUIREMENT THAT WE HAVE TO SET THIS SCHEDULE AT THE START OF YOUR REGULAR MEETINGS. PUBLIC COMMENT, ANYBODY ONLINE PUBLIC COMMENT? SEEING NO, BRING IT BACK TO THE BOARD. >> MR. CHAIR, I MOVE FOR APPROVAL OF THE REGULAR MEETINGS SCHEDULE FOR 2024 AS PRESENTED. >> SECOND. >> IT'S BEEN MOVED BY TRUSTEE MEAD, SECOND BY TRUSTEE ZUNG TO APPROVE THE 2024 MEETINGS SCHEDULE AS PRESENTED. ANY OTHER DISCUSSION? SEEING NONE ALL THOSE IN FAVOR, PLEASE SAY AYE. >> AYE. >> NOTHING OPPOSED. IS GREAT. HIGHLIGHT OF THE YEAR. CONSIDERATION OF THE FISCAL YEAR 23 ANNUAL AUDIT OF TCSD, THE NUMBER 1 FINANCIAL STATEMENTS. DIRECTOR MALE. >> THANK YOU, CHAIRMAN SCARLETT. I'D LIKE TO INTRODUCE STATE QUERY OUR AUDITOR. THIS IS AN EXCITING MOMENT FOR ALL OF US. [LAUGHTER]. >> [INAUDIBLE] >> I'D LIKE TO GET SOME COFFEE. >> NO, I'M NOT GOING TO GO INTO THE HIGHLIGHT. WE'VE HAD A GUY, WE HAD ONE OF THE COMMITTEE OR THE BOARD MEMBERS LAST NIGHT TILL ONE OF MY BEING CHARGES, I BROUGHT MY PILLOW. [LAUGHTER] >> I'M NOT SURE WHICH ONE OF THOSE. I WILL TRY TO TALK LOUD. I WAS SITTING BACK THERE. I DON'T KNOW WHAT IT WAS BECAUSE MY HEARING AIDS ARE GETTING FIXED OR I MISSED SOME OF THE COMMENTS. AND SO I WILL TRY TO MAKE SURE EVERYBODY CAN HEAR ME TONIGHT. THIS IS A PERFECT. I WILL TRY TO DO THIS PRETTY QUICKLY THAN THAT. WE'RE NOT GOING TO SPEND ANY TIME ON NUMBERS. YOU GUYS GET NUMBERS MONTHLY. [00:55:02] WHAT THIS SAYS IS THAT THIS IS THE OCCASION. WHAT IS THAT? TABLE OF CONTENTS. THANK YOU. WE'RE GOING TO BE A LONG NIGHT. [LAUGHTER] >> I CAN'T GET. THIS IS THE TABLE OF CONTENTS. I THOUGHT IT WAS IMPORTANT TO THROW IT UP THERE BECAUSE ON THE TABLE OF CONTENTS, FOR EACH LINE, EVERYTHING HERE. KRISTEN, DO YOU GO TO THE NEXT PAGE? NEXT PAGE. HE GOING DOWN IN THE DIRECTION. [INAUDIBLE] HE MOVE DOWN. THERE WE GO. YOU GOT A BUNCH OF STUFF UP HERE THAT'S YOURS AND THEN THIS SECTION DOWN HERE AS MINE. THE REASON THAT'S IMPORTANT TO POINT OUT THAT FIRST LITTLE AUDITOR'S REPORT THAT I TALKED ABOUT, IT IS WHERE WE RENDER OUR OPINION ON ALL THOSE FINANCIAL STATEMENTS THAT WE LOOK AT. WHAT'S IMPORTANT TO YOU IT'S ON THE NEXT PAGE NOW. TRY TO HIT THE SECOND PARAGRAPH. THERE YOU GO. RIGHT THERE. THE FIRST PARAGRAPH SAYS, WE'VE AUDITED YOUR FINANCIAL STATEMENTS. FINANCIAL STATEMENTS OF TETON COUNTY SCHOOL DISTRICT NUMBER 1, WHICH INCLUDE THIS AND THIS AND THIS. NOW THEY'VE MADE IT SO. THIS USED TO BE DOWN AT THE BOTTOM OF THE REPORT. THEY PUT IT RIGHT HERE, JUST WHAT YOU'RE INTERESTED IN. IT SAYS, IN OUR OPINION, THE FINANCIAL STATEMENTS THAT ARE GOING TO FOLLOW ARE MATERIALLY CORRECTLY STATED. WHAT DOES THAT MEAN? IT MEANS YOU CAN RELY ON THOSE NUMBERS. IF YOU GET A SET OF FINANCIAL STATEMENTS, WHICHEVER ONE OF YOU CAN GET, IF YOU WANT THEM. YOU CAN GO IN THERE AND YOU CAN LOOK AT WHAT'S THE BALANCE SHEET THAT WE'D GOTTEN THE GENERAL FUND. WHAT'S OUR CASH CARRYOVER? HOW HOW MUCH REVENUE DID WE HAVE IN THE DISTRICT THIS YEAR? WHERE DID IT COME FROM? PROPERTY TAXES THIS MUCH WE GOT. ALL THAT INFORMATION YOU CAN LOOK AT IT. I'M TELLING YOU AS YOUR INDEPENDENT AUDITOR THAT THOSE ARE GOOD NUMBERS. NOT PERFECT, BUT GOOD. THAT'S WHAT BASICALLY THAT FIRST REPORT DOES. NOW YOU'VE GOT ALL THE FINANCIAL THINGS TO YOUR FLOW AND WE'RE GOING TO TALK TO PAGE THE NEXT ONE DOWN. THAT WOULD BE, IT'S NOT THE NOPE LET'S. LET'S GO DOWN BELOW THAT. LET'S SPLIT DOWN. I KEEP TELLING YOU KEEP GOING DOWN. THERE, THAT'S IT. YOU NAILED IT. PERFECT. THIS IS A SCHEDULE OF FINDINGS AND QUESTION COSTS AND THIS IS ONE OF MINE. AND WHAT DID WE SAY HERE? THIS IS THE TYPE COURTYARD AND ARE ISSUED ON FINANCIAL STATEMENTS. WE JUST TALKED ABOUT THAT. IT'S AN UNMODIFIED OPINION. IF YOU COME TO THIS AND THIS BASICALLY IS A SUMMARY OF THE AUDIT. GREATER FINANCIAL STATEMENTS. THAT WE'RE GOING TO TALK ABOUT. WHEN WE GET DOWN AGAIN TO SOME BLANKS THAT. BUT AS FAR AS HE RELIED ON THERE, I'M BACK IN WHEN I SAY BACKUP. THERE YOU GO. NOW I'M GOING TO THE OTHER SECTION THAT IS MINE. IN TRUE TO FOLLOW OVER FINANCIAL REPORTING. WHEN WE DO AN AUDIT OF A GOVERNMENTAL ENTITY OR A NON-PROFIT ENTITY THAT GETS A LOT OF GOVERNMENT MONEY. AS PART OF THE AUDIT, WE DON'T JUST AUDIT THE NUMBERS AND WALK AWAY. WE HAVE TO LOOK AT YOUR INTRO INTERNAL CONTROLS. ONE THAT WE'RE GOING TO HAVE ALWAYS HAD NO SEGREGATION OF DUTIES. CAN YOU RELY ON THE SEGREGATION? IN OTHER WORDS, DO YOU HAVE ENOUGH PEOPLE THAT WE DON'T HAVE JOBS THAT REALLY SHOULDN'T BE DONE BY THE SAME PERSON. THIS PERSON TAKES ON SHORTS. THEN THEY GIVE THE LITTLE ONES THAT GO TO THE ACCOUNTING OFFICE, TO THE ACCOUNTING OFFICE AND THEY OPENED THEM UP AND SOMEBODY ENTERS THEM INTO THE COMPUTER AND THEN SOMEBODY ELSE PUTS THEM INTO A BANK DEPOSIT AND SOMEBODY ELSE THINKS. WELL, YOU DIDN'T LOT OF PEOPLE'S LIVES SEPARATE THOSE OUT. YOU DON'T HAVE ENOUGH. SO THAT'S A FINDING THAT WE HAD A YEAR. I CALL THAT THE BOARD FINDING THOUGH, BECAUSE THAT SAYS BOARD MEMBERS. BE AWARE WHEN YOU GET FINANCIAL INFORMATION THAT YOU DON'T HAVE SEGREGATION. SO REALLY LOOK AT IT AND WHAT KIND OF DEPTH YOU GO TO YOU ON STUFF LIKE THAT. WELL, IF I WAS A BOARD MEMBER AND WE SPENT $50,000 FROM SOMEBODY THAT WE SPENT 5,000 A MONTH ON AND IT'S IN THE LUNCH FUND. I'D PROBABLY SAY WHAT DID WE BUY THEM AND GET A GOOD DEAL ON. I DON'T KNOW, I'LL BE NO ARE SOMETHING THAT WE'RE GOING TO STOCK UP. I DON'T KNOW WHAT IT MIGHT BE. YOU WANT TO LOOK AT THAT AND THEN IF WE'RE BUYING FROM SOMEBODY THAT WOULD NEVER PURCHASED FROM BEFORE, I'LL PROBABLY SAY, WHAT DO WE BIND FROM THIS PERSON? [01:00:01] I'VE NEVER SEEN THEM BEFORE. NOT DEEP STUFF, BUT THAT'S THE WAY MY MIND SHOULD WORK. ALSO, ARE THEIR INTERNAL CONTROLS IN PLACE THAT WOULD MAKE IT. SO IF A MISTAKE WAS MADE, IT WOULD LIKELY BE FOUND BY SOMEBODY REVIEWING THIS PERSON'S WORK. A LARGE CITY PROBABLY HAS MANY LEVELS OF MANAGEMENT AND IT GOES UP, SO SOMEBODY SIGNS, OFTEN SAYS, YOU KNOW, WE'VE GONE THROUGH ENOUGH REVIEWS. MOST OF YOUR REVIEWS ARE DONE BY ONE LEVEL OR THERE'S NO REVIEW AT ALL. THE PERSON THAT ACTUALLY DID THE WORK. WE LOOKED AT THAT KIND OF STUFF. GETTING IN [INAUDIBLE]. SEVERAL HUNDRED AND $50,000 A MONTH AND FEDERAL, EXCUSE ME, A YEAR. THIS IS A FISCAL YEAR, JULY 1ST TO JUNE 30TH. I KNEW I WAS GOING TO NEED WATER. I KEPT GOING OUT FOR DRINKS THAT IT WAS. THANK YOU. 750,000 A YEAR IN FEDERAL SPENDING REGARDLESS OF WHAT FUND IS. PART OF THE DISTRICT, WE HAVE WHAT'S CALLED THE SEAWATER. YOU GUYS ARE GOING ALWAYS HAVE THAT AND ALL OF THE ARCHETYPE MONEY IN THE EXTRA TYPE MONEY IN THE SOPHIST CAME WITH COVID HAS REALLY CAUSED SCHOOL DISTRICTS TO REALLY SPEND A LOT OF FEDERAL MONEY. THIS SOUND ON THIS PAGE IS IN FEDERAL REQUIREMENTS. IF WE GO BACK, JUST A LITTLE BIT. THERE WE GO. MATERIALLY THE SAME IF I DIDN'T HAVE ANY INSURED WOULD BE SUPERIOR WEAKNESSES. YOU DON'T HAVE ANY PROBLEMS. SIGNIFICANT DEFICIENCIES. WE FOUND SOME STUFF I'VE GOT TO TALK ABOUT. MAYBE IT'D BE DEALT WITH, BUT WE'RE OKAY. SEVERAL GUYS SAYING THINGS. NOW FOR YOU GUYS, YOU'LL NOTICE YOU HAD AN ISSUE SITTING IN FRONT OF CONTROL, BUT YOU DIDN'T HAVE YOUR FEDERAL PROGRAMS. BECAUSE YOU'VE GOT MORE CONTROLS IN YOUR FEDERAL PROGRAMS THAN ANY IRREGULAR SPENDING. WHICH I SAY IS GREAT. THAT'S IF YOU'RE GOING TO SEND MONEY BACK TO BE THE FEDS AND I'VE SEEN IT SENT BACK. YOU DON'T SPEND IT DIRECTLY. THE AUDITOR SAYS YOU DIDN'T SPEND IT CORRECTLY. SOMEBODY WHO DIDN'T COME FROM THE GOVERNMENT ASKED FOR THEIR MONEY BACK. HAVING BETTER CONTROLS ON FEDERAL AREAS, SMART THERE. THAT'S IT. YOUR FEDERAL PROGRAMS EXPLAIN WITH REVOKE A LITTLE BIT. THE FEDERAL PROGRAMS WE AUDITED WERE THE SIX FEET, THAT'S THE SPECIAL EDUCATION PROGRAM. THEN THE BEST OR FUNDS THAT HAVE A LOT TO DO WITH THIS THE RECOVERY ACT. I'M SORRY. THESE ARE PRETTY MUCH FIRED EVERY FOR YOU. THESE RIGHT NOW FOR THE LAST TWO OR THREE YEAR, EVERY YEAR AND YOU WERE CLEAN BOTH AREAS. THOSE REPORTS THAT I HAVE TO MAKE. WE HAVE. LET'S GO TO THE NEXT PAGE THAT, I PROBABLY DON'T EVEN NEED YOUR REPORT BUT THE LET SLIDE FURTHER. WHAT WE'RE TELLING YOU HERE, WHAT'S MATERIALITY? WHAT'S SIGNIFICANT DEFICIENCY? WHAT IS A NON BY INSTEAD OF ISSUE? THAT'S JUST IN THE VERBIAGE. RIGHT HERE WE SAY, WE HAVE FINDINGS AND QUESTION COSTS THAT ARE INCLUDED AS 23,001 AND 23,002. YOU HAVE TWO OF THEM, AND WE'LL GO TALK FOR THOSE RECIPROCALLY. THAT'S ALL I NEED TO SAY HERE. WHAT THIS IS? YOU GUYS SPENT LAST YEAR. HOW MUCH IN FEDERAL MONEY WOULD ANYBODY GUESS? NOW, REMEMBER 750 IS WHAT CAUSES YOU TO HAVE, WAIT A MINUTE. I GRABBED THE WRONG THING THERE. SOMEBODY WOULD A COMPANY OUT THERE. BILL WOULD HAVE KICKED ME OUT THE DOOR AND NEVER LET ME COME BACK IN. >> PRESS THAT UP. [LAUGHTER] [01:05:02] >> WHAT PAGE NUMBER ARE YOU? >> IF WE'VE GOT THE FINANCIAL STATEMENTS WE TRY AND FIND TO GET BACK THERE QUICKLY AND I'M FUMBLING, WITH IT 53. >> [INAUDIBLE] >> WOW, SO IT'S ABOUT $5 MILLION. >> $5 MILLION IN SEVERAL MONTHS. >> SEVERAL MONTHS. >> IN TWO MILLION AND SEVEN OF THOSE AROUND THESE SPECIAL THINGS THAT REALLY DON'T CARRY FORWARD. WHAT ABOUT THREE MILLION IS WHAT YOU GUYS SPENT EVERY YEAR IN FEDERAL MONEY. WE WANT TO MAKE SURE THAT WE CONTINUE AND WE TRY TO, WHEN WE'RE HERE DOING THE AUDIT, I SAT DOWN WITH ERIN WITH THE RPA FUNDS AND JULIE WITH THE SPED THIS YEAR. WE GO OVER, THIS IS WHAT YOU NEED TO BE AWARE OF. THIS IS WHAT YOU NEED TO DO. THIS IS WHAT I'M GOING TO TEST. WHEN I COME IN, I'M NOT GOING TO ONLY SEE IF YOU SPENT THE MONEY RIGHT, I'M GOING TO SEE IF YOU WERE LUCKY OR IF YOU ARE GOOD. YOU CAN'T BE LUCKY WITH FEDERAL MONEY. YOU GOT TO BE GOOD. WHAT DOES THAT MEAN? YOU'VE GOT TO HAVE CONTROLS IN PLACE AND I TEST CONTROLS. IF I DON'T SEE JULIE'S SIGNATURE ON A SPENT INVOICE. GUESS WHAT? YOU GOT LUCKY. YOU WEREN'T GOOD. YOU'RE NOT GOOD UNLESS I SEE JULIE'S SIGNATURE. THOSE ARE THE THINGS WE TRY TO MAKE SURE THAT WE'RE ALWAYS LOOKING AT IN THE FEDERAL MONEY TO BE IN COMPLIANCE. LET'S GO RIGHT THROUGH THE NEXT ONE AND GO TO THE LAST TWO. NO, LET'S GO BY THAT ONE. KEEP GOING DOWN. THIS IS THE SIZE OF THE DISTRICT STAFF. THIS IS [INAUDIBLE] OF THE CONDITION WE'RE TALKING ABOUT NEXT YEAR. NOW, DO YOU RECOGNIZE THIS ONE AS WELL? WE'RE GOING TO TALK A LITTLE BIT ABOUT THIS LEADERSHIP. WHAT IT SAYS HERE IS, IF THERE ARE ADJUSTMENTS THAT WE HAVE TO MAKE TO YOUR BOOKS BECAUSE OF MY AUDIENCE THAT I DON'T THINK YOUR PEOPLE WOULD HAVE CAUGHT IF I HADN'T COME IN. IF I HAVE ONE OF THOSE THAT IS THE SUGGESTION THAT YOU MIGHT HAVE A PROBLEM. IF THERE'S MORE THAN ONE IS PRETTY MUCH SHOULD BE RIGHT HERE. GENERALLY, THE ADJUSTMENTS THAT I'VE HAD HAVE BEEN IN KNOWING FROM THE CASH BASIS, WHICH IS WHAT YOU OPERATE ON ALL YEAR TO THE MODIFIED ACCRUAL AND ACCRUAL BASIS ACCOUNTING, REQUIRE MINIMAL COMMUNITY STANDARDS. THAT'S GENERALLY WHERE THE [BACKGROUND] >> THIS YEAR, THAT'D BE HONEST. THERE WERE SOME STUFF IN OUR REGULAR DAY-TO-DAY ACCOUNTING THAT WE'RE JUST MISSED, JUST THAT I GUESS THERE'S NO OTHER WAY TO SAY IT. THEIR MISTAKES THAT I WOULD NOT HAVE EXPECTED AND I HAVE NOT SEEN IN THE PAST. I WENT BACK IN AND AGAIN, THIS IS COMMENTARY, BUT IT'S WHAT YOU'RE PAYING ME FLUFF. I WENT BACK TO THE FOUR OTHER GROUPS THAT I HAVE, EACH OF WHICH HAS AT LEAST TWO SCHOOL DISTRICTS OF THEIR OWN HOME THAT THEY'RE IN CHARGE OF. I SAID, YOU KNOW GUYS MIGHT SEE ME IN THIS YEAR WAS THAT CHRISTIAN MORA, WERE TOO BUSY. I SAID THEY MENTIONED STUFF AND THE MISTAKES THAT WE'RE TALKING ABOUT ARE THE KIND THAT YOU MAKE WHEN YOU'RE HURT. YOU HAVEN'T GONE BACK AND LOOKED AT YOUR WORK. PRETTY IMPORTANT THING IS, ACTUALLY, NOW WE CAUGHT THEM. WE CATCH THEM. THEY'RE IN THE FINANCIAL STATEMENTS. SOME OF THEM, ACTUALLY, NEEDED TO BE FIXED BECAUSE THEY HAD TO DO WITH GRANTS. WAS THIS SIX BILLION REVENUE OR WAS IT AN RPA, WHATEVER? THAT MAKES A BIG DIFFERENCE BECAUSE YOU HAVE A $250,000 PAYMENT THAT COMES IN AND YOU GET IT INTO THE WRONG GRANT. WELL, NOW YOU'RE GOING TO BE COMPLETELY OUT OF COMPLIANCE BECAUSE YOU'RE SPENDING THAT MONEY ON THE WRONG STUFF. I DON'T THINK THAT REALLY HAPPENED. BUT ON PAPER IT LOOKS LIKE IT HAPPENS. THAT'S MY FEELING. I DID NOT FEEL LIKE IT ROSE TO. ONE OF THE THINGS THAT WE ARE ALLOWED IS WHEN THERE'S SOME MISTAKES, DO YOU THINK IT'S A MISTAKE THAT IS UNCOMMON? DO YOU THINK IT'S A MISTAKE BECAUSE THEY DON'T HAVE THE KNOWLEDGE? WHY DID THEY MAKE A MISTAKE? [01:10:02] WELL, I KNOW YOU FOLKS HAVE THE KNOWLEDGE. I KNOW THAT, OVER THE DAY-TO-DAY OPERATIONS. ENOUGH ON THAT ONE. TWO THINGS THAT WE'VE TALKED ABOUT THAT NEEDS TO BE DONE IN THE DISTRICT AT THIS POINT IN TIME. FROM MY STANDPOINT, I'M NOT MANAGEMENT, REMEMBER? I CAN ONLY SAY WHAT I THINK AND THEN YOU GUYS MAKE YOUR DECISIONS. ONE THING WE'RE LOOKING AT WITH ALL OF THE BUILDING THAT'S GOING ON. IN THE PAST, ACCORDING LIKE ME AND MY BROTHER MICHAEL, WE WOULD PUT ON A GOVERNMENTAL SEMINAR EVERY YEAR. WELL, IT STARTED TO GET PRETTY STALE. WE CUT IT OFF. THERE'S ENOUGH STUFF THAT HAS COME DOWN THE PIKE LATELY, MINERAL TAXES. ANYBODY? [LAUGHTER] >> THAT WAS A NASTY THING IS HERE GUYS. I THINK THE REASON AND WHAT THEY DID THE STATE WAS GREAT. BUT NOBODY THOUGHT ABOUT WHAT OTHERS CAN REDUCE THE EDUCATION COMMUNITY. HOW YOU ACCOUNT FOR THINGS. THE FACT THAT WE'RE GETTING CASH IN THE DOOR NOW FOR THE FUNDING MODEL, BUT WE DON'T GET TO RECOGNIZE THE REVENUE FOR A YEAR-AND-A-HALF OR TWO YEARS DOWN THE ROAD. THOSE THINGS I MISSED. BUT AT LEAST OUR CASH FLOW NOW IS AHEAD OF TIME RATHER THAN BEHIND. I REALLY LIKED THAT. BUT ANYWAY, THAT'S SOME TIME THIS YEAR TO FIGURE OUT. IF THERE IS A WEAKNESS IN GOVERNMENTAL ACCOUNTING. AGAIN, THAT'S ALL I DID. GOVERNMENTS AND NONPROFITS, WE DO A LOT OF IT, ITS CAPITAL ASSETS, IT'S FIXED ASSETS. UNTIL 2005, YOU GUYS DIDN'T KEEP TRACK YOUR FIXED ASSETS. YOU DON'T ON A DAILY BASIS YOU EXPENSIVE FIXED ASSET WHEN YOU PAY FOR IT OUT OF A GOVERNMENTAL FUND. BUT IF YOU WANT TO DIVIDE OUT A PROPRIETARY FUND, IT SHOULD BE GOING IN AS A FIXED ASSETS ARE DEPRECIATED OVER TIME RATHER THAN EXPENSE. THOSE ARE THINGS THAT ARE REALLY UNUSUAL, BUT WE'VE GOT TO COVER. WE MISS THAT A LITTLE BIT THIS YEAR. THAT'S ONE OF THE OTHER THINGS THAT WERE MISSING. KRISTEN AND I, LAUREN AND I HAVE TALKED, AND WE'VE GOT A PLAN TO SIT DOWN AND LOOK IT UP. WHAT WOULD NEED TO DO AS A DISTRICT WITH YOUR NEW SOFTWARE? NOT ALL SOFTWARE SETUP FOR FIXED ASSETS ARE SETUP FOR KEEPING TRACK OF REVENUE AND EXPENDITURES AND PERSONNEL. ANYWAY, FIRST THING, WE NEED TO MAKE SURE THAT BEFORE THE AUDIT CRUMBS THAT WE'VE GOT THE FIXED ASSET ACCOUNTING IN FLESH. THAT'S A BIG DEAL NOW, I MEAN, YOU GUYS ARE TALKING 70 MILLION I JUST HEARD AND I TESTED A BUNCH OF IT THIS LAST YEAR. IT'S GOING, SO THAT'S THE FIRST THING THAT WE NEED TO DO. THE SECOND THING WE NEED TO DO, I BELIEVE YOU NEED TO SET UP AND I DON'T BELIEVE IT BUT I KNOW IT. YOU NEED YOUR HOUSING FUND NOW, YOU REMEMBER FOUR OR FIVE YEARS AGO WE TOOK IT OUT OF THE PROPRIETARY FUND AND PUT IT IN THE GENERAL FUND BECAUSE WE JUST WEREN'T DOING MUCH. WELL, NOW YOU'RE GOING THE OTHER DIRECTION. WE GOT TO PULL IT BACK OUT OF THE GENERAL FUND AND PUT IT IN ITS OWN PROPRIETARY FOR PROFIT TYPE FUND HAS TO HAPPEN. WE'VE GOT SOME DIFFICULTY ALREADY. I DIDN'T THINK ABOUT IT TOO THE LAST NIGHT. I WAS SITTING AT AND THINKING ABOUT COMING AND TALKING TO THEM. IT'S LIKE WAIT A MINUTE. WE'VE ALREADY BUILT A BUNCH OF STUFF FOR THOSE DEPARTMENTS ARE FURTHER MODULARS, BUT WE'VE ALREADY EXPENSES IT IN THE GENERAL FUND. HOW ARE WE GOING TO GET IT FROM THE GENERAL FUND INTO PROPRIETORS ON WHERE IT'S SUPPOSED TO GO. THAT'S SOMETHING WE'RE WORKING ON. BUT WE WANT TO SET THAT UP SO WE DON'T MAKE IT EVEN A BIGGER PROBLEM THAT ALREADY IS. ANY QUESTIONS? [LAUGHTER] >> I'M GOING TO START OFF BY SAYING, I LOVE THE FACT THAT WOKE YOU UP IN THE MIDDLE OF THE NIGHT LAST NIGHT. WE HAD BUILT THEM. [LAUGHTER] >> WE FUNDED IT WRONG OR WE HAVEN'T ACCOUNTED FOR IT WRONG. OTHER QUESTIONS FOR OUR AUDITOR KRISTEN. >> I'D LIKE TO TOUCH ON A COUPLE OF THINGS. >> BEFORE WE OPEN FIRING SQUAD. >> OR YOU CAN OPEN THE FIRING SQUAD, THAT'S FINE. >> GO AHEAD, KRISTEN. >> I THINK I'VE BEEN SAYING SINCE WE STARTED RECEIVING THE SR FUNDS THAT THE AMOUNT OF WORK THAT THIS ADDS TO OUR STAFF IS AN INCREDIBLE AMOUNT OF WORK. THE FRUSTRATING THING ABOUT IT AS OBVIOUSLY, DAVE SAW SOME OF THAT OVERWHELMING AMOUNT OF THE AUDIT THIS YEAR. BUT WE ALSO KNOW THAT THOSE FUNDS ARE RUNNING OUT IN SEPTEMBER OF NEXT YEAR. TO ADD A STAFF PERSON JUST FOR THAT DOESN'T REALLY MAKE A WHOLE LOT OF SENSE. THE MISTAKES THAT WERE MADE WERE JUST AS DAVE SAID, WE JUST MISSED THE DOUBLE-CHECK ON SOMETHING. [01:15:03] I CAN TELL YOU, IT EATS US UP LIKE LAURA AND I ARE LIKE, HOW DID WE MISS THAT? BUT THANKFULLY, WE HAVE A RIGOROUS AUDIT AND WE WERE ABLE TO FIX AND CORRECT SOME OF THE THINGS THAT WERE MISSED. THE SECOND THING THAT DAVE MENTIONED IS THE BUILDING, WE DO HAVE A POSITION AND ADDITIONAL OFFICE POSITION ADVERTISED RIGHT NOW TO ADD TO THE BUSINESS OFFICE STAFF SO THAT WE CAN REALLY MAKE SURE THAT WE'RE DOING ALL OF THE FIXED ASSETS CORRECTLY, BOOKING THOSE CORRECTLY, AND MAKING SURE THAT WITH ALL OF THESE BUILDING PROJECTS COMING ON BOARD, THAT WE'RE HANDLING THOSE APPROPRIATELY, WHICH WILL GIVE US A LITTLE BIT MORE WIGGLE ROOM WHEN IT COMES TO ALLOCATING TASKS IN THE BUSINESS OFFICE. THE HOUSING FUND, WE'VE ALREADY TALKED ABOUT GETTING THAT STARTED NOW, STARTING TO FIGURE OUT HOW TO MOVE THOSE FIXED ASSETS FROM THE GENERAL FUND INTO THE HOUSING FUND. THEN WHAT THAT WILL ACTUALLY DO FOR US IS THEN THE RENTS THAT ARE COLLECTED FROM ANY OF THE HOUSING UNITS, WILL GO INTO A SEPARATE FUND, NOT IN THE GENERAL FUND. IT DOESN'T GET MIXED TOGETHER. THEN WHEN WE REPORT THE STATE, IT'S NOT COMING IN AS PART OF OUR OTHER LOCAL REVENUES. >> I HAVE A QUESTION ABOUT THE CAPITAL CONSTRUCTION FUND IN LINE WITH WHAT YOU JUST WERE TALKING ABOUT. I SAW THAT WE HAD OVER $2 MILLION IN CAPITAL CONSTRUCTION FUND. WITH THAT, WOULD YOU NOT MAKE THAT, IF WE USE SOME OF THE CAPITAL CONSTRUCTION ON HOUSING TYPE OF THING, WOULDN'T YOU PUT THAT IN THE HOUSING SIDE OF IT RATHER THAN CAPITAL CONSTRUCTION OR CAPITAL CONSTRUCTION JUST FOR STATE. >> YEAH. THE CAPITAL CONSTRUCTION IS THE ACCOUNTS THAT WE USE FOR CONSTRUCTION IN PROGRESS, FOR SOME OF THESE LARGER PROJECTS. THIS FAT MONEY THAT WE'RE TAKING IN TO BUILD EMPLOYEE HOUSING, WILL COME INTO CAPITAL CONSTRUCTION, WILL DO ALL OF THE CONSTRUCTION IN THERE, AND THEN BASICALLY THAT ASSET WILL BE PLACED IN THE EMPLOYEE HOUSING FUND. THE RENTS THAT WE COLLECT WILL BE PUT INTO THE EMPLOYEE HOUSING FUND AND THEN ANY MAINTENANCE OR POTENTIALLY ANY STAFFING THAT WE NEED FOR THOSE APARTMENTS OR FOR THE EMPLOYEE HOUSING CAN ALSO BE PAID OUT OF THERE OR THE DISTRICT. WE CAN DO A TRANSFER SIMILAR TO THE WAY WE DO SOME OF OUR OTHER FUNDING. BUT ALL ASSETS ARE BUILT AND CONSTRUCTED OUT OF FUND 31, WHICH IS OUR CAPITAL CONSTRUCTION FUND. THEN THE ASSET IS PLACED IN THE FUND THAT IT BELONGS TO. >> THANKS. IT'S GOOD TO KNOW. >> I'D LIKE TO ADD A LITTLE BIT TO THAT, BUT NOT THE MAJOR MAINTENANCE AS WELL. MAJOR MAINTENANCE HAS MORE RESTRICTIONS ON IT WHEN IT'S USE. BUT IF YOU TAKE PROJECT LOCATED, WE WERE WORKING ON THE HOUSE. THERE'S SOME OF IT. WELL THEN THAT'S A BAD EXAMPLE. WE'RE WORKING ON SOMETHING THAT SOME OF IT CAN BE MADE OUT OF. [OVERLAPPING]. >> STRIKING NEW BOOTH. >> WE WANT TO USE SPACE MAINTENANCE FIRST BECAUSE IT'S GOT MORE RESTRICTIONS, WE'LL PAY WHAT WE HAVE FOR AUTOMATED MAINTENANCE AND THEN THE REST OUT OF CAPITAL CONSTRUCTION. BUT THEY BOTH GO INTO THE SAME ASSET, DOESN'T MATTER WHETHER IT'S PAID OUT, GENERAL FUND, MAJOR MAINTENANCE, CAPITAL CONSTRUCTION. IT IS ONE PROJECT. >> OKAY. THANK YOU. THAT HELPS. >> TRUSTEE GINGERY. >> I WAS JUST GOING TO THANK YOU TRUSTEES ZUNG, TRUSTEE SCARLETT AND ABRAMS SITTING ON THE FINANCE AUDIT COMMITTEE SUPPOSED TO BE. THAT WAS A NEAT COMBINATION. >> YEAH. [OVERLAPPING] >> I KNOW YOU SAID SCARLETT, WHERE IS HE? [LAUGHTER]. >> HE WAS FIRED. [LAUGHTER]. >> YOU SEEM TO BE INTERESTED IN THE AUDIT. [LAUGHTER] >> FOR THOSE OF US THAT ARE NOT THAT INTERESTED IN THOSE FOUR. [LAUGHTER] >> I WANT TO REALLY THANK YOU. THAT WAS SUCH A GREAT PRESENTATION. FOR SOMEONE THAT'S JUST HERE AND DRAGGING THEM TO THEIR STATUTORY DUTY AND MAKE SURE THAT THE MONEY IS SPENT ROUGHLY. YOU WENT THROUGH IT QUICKLY, BUT VERY EFFECTIVELY. I REALLY APPRECIATED HAVING HOW YOU PRESENTED IT, MADE SURE THAT THE ENTIRE BOARD DOCTOR STARTED OUR FINANCE AUDIT COMMITTEE, IS COMFORTABLE WITH WHERE MONEYS ARE AND HOW EVERYTHING IS DOING. KRISTEN, I KNOW HOW FRUSTRATING IT IS TO HAVE A FUNDING NUMBER TWO, BUT I CAN ASSURE YOU THE WHOLE BOARD HAS FULL CONFIDENCE IN YOU AND LAURA. THOSE THINGS JUST HAPPENED. I THINK IT'S IMPORTANT THAT IT WAS POINTED OUT, BUT I JUST KNEW THAT. WE GET IT. YOU'VE TOLD US YOU WERE VERY UPFRONT. YOU TOLD US OVER AND OVER THIS IS A LOT OF ESPECIALLY WITH THE SR FUNDS. YOU GAVE US FAIR WARNING. I JUST WENT HE DIDN'T KNOW THAT [01:20:03] I'M SURE THE WHOLE BOARD HAS FULL CONFIDENCE IN YOU AND LAURA. I REALLY APPRECIATE HOW YOU PRESENTED THAT. YOU PRESENTED IN A VERY APPROPRIATE WAY. >> WELL, THANK YOU. AND YOU SAW MY ENERGY, TRUSTEE GINGERY. [LAUGHTER] >> NO, I HAVEN'T SEEN YOUR QUESTION CAME UP. I THOUGHT THAT WAS A REALLY NEGATIVE PRESENTATION. I DON'T WANT ANYBODY WATCHING THE CHANGE, IT'S WRONG TO THINK THEY'RE NOT MOVING GOOD JOB. THIS YEAR I SAW STUFF I HAVEN'T SEEN IN THE PAST. UNDER PARTNER. I'VE GOT FOUR GUYS IN THE SCHOOL DISTRICT AND I DIDN'T CHOOSE THE ONE SCHOOL DISTRICT I'VE KEPT AT THIS POINT. THAT'S THIS ONE. THE REASON IS JUST BECAUSE OF YOUR STAFF I KNOW THEY WANT TO DO IT RIGHT. THEY'RE WILLING TO MAKE CHANGES. I ACTUALLY THINK I CAN MAKE IT A LITTLE BIT OF A DIFFERENCE EITHER IN COMMON AND BORING PEOPLE TO DEATH WITH NUMBERS AND THEN GOING AWAY FROM THE NEXT LECTURE. EVERYBODY THAT WORKED WITH HERE HAS DONE A GOOD JOB. IT'S REALLY HARD TO BE PERFECT. BUT THANK YOU. >> EXCUSE ME, MR. CHAIR. CONSIDERING WE HAVE SOME LAND AND ANOTHER ASSET WHICH CARRIES SEWAGE, THE LAND IS WEIRD CONVERSATION TO WHERE THAT WOULD NO LONGER BE GIFTED OVER TO THE COUNTY. DOES THAT LAND SIT ON OUR BOOKS AS AN ASSET AND IS THERE SOMETHING WE NEED TO PREPARE FOR? BUT ALSO WITH OWNING A FABULOUS SEWAGE LINE IS IT AN ASSET, IS THERE SOMETHING THAT NEEDS TO BE PREPARED FOR IN ADVANCE IN THE TIME THAT WE ARE NO LONGER OWNERS OF THE SAID SEWAGE LINE? >> I DON'T THINK WE HAVE A SEWER LISTED SEPARATELY FROM MONGER, DO WE? THEY'RE NOT FIXED ASSETS, I DON'T THINK WE DO. >> IN THAT SITUATION THOUGH. I MEAN, IF IT'S LARGE ENOUGH AND IT'S A BIG ENOUGH DOLLAR AMOUNT, WE'D PROBABLY WANT TO SPEND THE TIME TO TRY TO SEPARATE IT OUT USING SOME FORMULA THAT WE MIGHT EVEN HAVE TO COME UP WITH. THEY CAN ESTIMATE OF WHAT THE COST WOULD HAVE BEEN WHEN WE BOUGHT THE LAND LIVING BODY. YOU BUILD THAT FROM THE GROUP OF WHATEVER IT'S INCLUDED IN AND THEN, I THINK WE CAN DO GRANT, BUT SOMEHOW WE'D HAVE TO SHOW IT COMING OFF OF OUR BOOKS TO AN OUTSIDE ENTITY. SOMETHING WE HAVE TO LOOK AT TO MAKE SURE YOU CORRECTLY. BUT WE WANT TO GET IT OFF THE BOOKS. [LAUGHTER] >> I THINK THAT'S THE WAY EVERYONE FEELS. [LAUGHTER] >> I'M JUST TRYING TO LOOK DOWN THE ROAD BECAUSE ASSETS JUST DON'T DISAPPEAR. >> WE DON'T LIKE THEM TO. >> YEAH. [LAUGHTER] >> I'D LIKE TO REITERATE WHAT YOU SAID. THERE'S A LOT OF TRANSACTIONS THAT YOU AND LAURA OVERSEE, ITS BOUND TO HAVE A MISTAKE. THAT'S WHY WE HAVE AN AUDITOR TO HELP FIND THOSE MISTAKES. YOU AND YOUR TEAM DO PHENOMENAL WORK. THANK YOU FOR THE CLARITY AND TRANSPARENCY TRUTHFULNESS THAT YOU PROVIDE TO US WHEN YOU REPORT TO US. >> THANK YOU. >> I'VE ALWAYS HAD QUESTIONS ABOUT THE RETIREMENT. ONE THING I DIDN'T FIND ANY INFORMATION ABOUT IT IS WHAT IS THE STATE AND MAKING THEM THAT'S FINE. THEY'RE HOLDING A BOATLOAD OF YOUR TONGUE. >> GOES UP AND DOWN. WHEN WE'RE TALKING ABOUT, [OVERLAPPING] >> THAT'S SOMETHING THAT WE USE TO TALK ABOUT. A LOT OF PEOPLE STARTED GETTING NINE, TALKED ABOUT THAT LAST YEAR. THE STAKES, FUNDY, IT STARTED ABOUT 79%. DROP FROM THE LOW 70S, DROPPED INTO THE SIX MONTHS. IT'S BEEN COMING BACK UP. IT'S NOT NEARLY AS WELL FUNDED IS SOME OF THE OTHER STATES, SO WE OUGHT TO RECEIVE IT'S JUST NOT, WHETHER THAT'S GOING IN. ARE THEY NOT DOING A VERY GOOD JOB OF INVESTING? I DIDN'T KNOW MOD ANSWER TO THAT, BUT I HAVE SEEN A LOT OF VOLATILITY MADE ME DOWN. BUT FORTUNATELY, PREDATORS COMING BACK UP. [OVERLAPPING] >> OUR LIABILITY IS SO MASSIVE. IT'S JUST TERRIFYING. >> IT IS SO MASSIVE. RETIREMENT FUND AND EVER GO AWAY. IT'S NOT. WHAT THAT LIABILITY IS, SAY IF YOU SHUT YOUR DOORS TODAY AND EVERYBODY ELSE IN THE STATE, SHEPHERD OR US TODAY, WHAT WOULD BE YOUR LIABILITY TO FUND? >> [INAUDIBLE] [01:25:01] >> YES. SO THIS IS HUGE NUMBER, BUT WHAT'S THE REALITY THAT YOU'RE GOING TO EVER HAVE TO PAY THAT I'D SAY VERY SMALL. BUT AS FAR AS MANAGEMENT OF IT. I'M ON VIDEO SOMEWHERE. [LAUGHTER] >> THANK YOU. >> YOU BET. WE DON'T HAVE THESE. I HAVE ONE. OH, DID I MISS GOING DOWN WITH SOMEBODY ELSE?. >> I HAVE ONE COMMENT. NO. AGE 39. NOTE NUMBER 19. >> DIDN'T LEAVE. >> I'LL READ IT TO EVERYBODY IN THE ROOM CAN HEAR ECONOMIC DEPENDENCY. DISTRICT RECEIVES A LARGE PORTION OF ITS FUNDING FROM THE STATE OF WYOMING. ANY SHORTFALL IN PROPERTY TAXES COLLECTED BY THE DISTRICT MADE UP BY THE STATE. THEREFORE, THE DISTRICT IS ECONOMICALLY DEPENDENT ON THE STATE FOR ITS CONTINUED OPERATION. WE HAVE BEEN EATING RECAPTURED. GOOD POINT. FOR ALL OF THESE YEARS, I THINK THIS YEAR OUR RECAPTURE IS PROJECTED TO BE $80 MILLION. DOESN'T THE STATE BECOME DEPENDENT ON TASKS THAT. [LAUGHTER] >> THAT'S A GOOD POINT. YOU OUGHT TO TALK TO THEM AND SAY HELLO OR NOT. THANK YOU. ACTUALLY, KNOW THAT THAT IS SOMETHING THAT WE WILL CHANGE IN OUR NOTES BECAUSE WE'VE GOT A NUMBER OF RECAPTURE DISTRICTS THAT WE AUDIT. YOU'RE RIGHT, THAT'S THAT'S MISINFORMATION. MY OTHER FOLLOW-UP WITH KRISTEN AND YOU AS POSSIBLY SINCE WHEN DID THE CURRENT FUNDING SYSTEM COME ABOUT? 2001, 2005. WE HAVE THAT TABLE SHOWING THE YEARS THAT WE WERE RECAPTURED IN THE YEARS THAT WE WERE IN POTHOLED. IT PUT THAT TOGETHER WITH A NET NUMBER AT THE BOTTOM. FOR TRANSPARENCY PURPOSES, OUR COMMUNITY AND OUR STATE LEADERS, AN IDEA OF WHAT EXACTLY TWO TINY TOWNS DOES, BUT NOT $0.01 FROM MINERAL EXTRACTION. >> VERY GOOD POINT. >> THANK YOU. I JUST REITERATE WHAT EVERYBODY SAID. WHEN I CAME ON THE BOARD IN 2016 AND KRISTEN WAS BRAND NEW AND WE SAT DOWN AND STARTED BANGING OUR HEADS AGAINST THE WALL. WITH THE AUDITS WE WERE GETTING AT THAT POINT. SHE ROLLED UP HER SLEEVES TO WORK AND THEN WE WERE ABLE TO GET A NEW AUDITOR END. IT'S REALLY BEEN A PLEASANT THOMPSON FOR 18. A JUMP BUTTON. SO THANK YOU. I HOPE FULLY THE HEALTH WAS REALLY GOOD THIS YEAR. COMPARE IT TO WHAT'S THAT. >> HOPE YOUR HEALTH IS GOOD. WHAT IF YOU WEREN'T GOOD AT THE LAST SECOND LAST TIME YOU WERE HERE, YOU'RE PASSING. OH, THAT'S RIGHT. >> THAT'S WORTH THE COST. >> I HOPE THAT'S GOOD. THANK YOU. >> PUBLIC COMMENT WILL TAKE PUBLIC COMMENT ON THE AUDITS. ANYBODY HAVE ANY PUBLIC COMMENTS? SEEING NONE. I'LL TAKE A MOTION. >> MR. CHAIRMAN. I MOVE TO APPROVE THE 2022 OR 2023 AUDIT DONE BY DECORIA AND ASSOCIATES AS PRESENTED. >> I'LL SECOND. >> THE BID MOVED AND SECONDED TO APPROVE AND ACCEPT THE 2023 AUDIT AS PRESENTED. ANY OTHER COMMENTS? QUESTIONS? DIFFERENT ORDER. I SEE YOU. >> I HAVE ONE QUESTION AND I'M NOT SURE IF THIS IS THE RIGHT TIME TO ASK, BUT I WOULD LIKE TO LEARN MORE ABOUT WHAT OUR LIABILITY IS ON THE STATE RETIREMENT FUND. THAT CHAIRMAN, I MEAN TRUSTEE MEAD AS TALKED ABOUT. >> THAT'S ALL I'M DOING. A TOM CHOP AND INHERITED SPINE UP TO US. TO DO THAT. >> I THINK HE'S THE CHAIRMAN. GREAT. THANK YOU. >> ANYBODY ELSE? ALL THOSE IN FAVOR, PLEASE SAY AYE. >> AYE. >> OPPOSED. THANK YOU. THIRD ITEM ON THE LIST, CONSIDERATION OF THE FISCAL YEAR 24 TO TCSD #1, RECREATION DISTRICT APPLICATION AMENDMENT AND PRIORITIZATION OF PROJECTS LISTED. [01:30:01] >> THANK YOU, TRUSTEES. THIS IS THE AMENDMENT. AS WE KNOW THAT WE HAVE A AMOUNT OF FUNDING THROUGH THE RECTUS STRICT THAT NEEDS TO BE EXTENDED BY JUNE 30 OF 2024. AND THIS IS THE LIST THAT IS NOT NECESSARILY PRIORITIZED, BUT A PROJECTS THAT WE CAN GET DONE BY JUNE OF 2024 FOR YOUR CONSIDERATION. >> ANY QUESTIONS? SO LET'S TAKE PUBLIC COMMENT. ON THE APPROVAL OF THE AMENDMENTS TO THE REC DISTRICT APPLICATION? >> GOOD EVENING, CHAIRMAN SCARLETT, TRUSTEES. MY NAME IS JAMES MASLOW. A DIFFERENT TOPIC HERE. I'M BACK IT GOES WHEN I SAW THIS HIT THE PROJECTOR LAST MONTH, I WASN'T HERE BUT I'M GOT TO SEE IT. I THOUGHT IT WAS RUDIMENTARY AT BEST. I'M TALKING ABOUT $600,000. WHEN I SAW IT ON THE AGENDA TODAY AS SOMETHING TO BE APPROVED AND STRUCK MY FANCY, ONLY BECAUSE BESIDES THE FOUR CONDITIONS, I'VE REALLY BEEN IN TUNE WITH RESTRUCTURING DIRECT DISTRICT AND IT SEEMS THAT WAS DONE OR BEING DONE TO BE MORE EFFICIENT. I WANT TO QUOTE SAY THAT I HEARD ONE, SOME ARE BASKET BASICALLY ASKING OURSELVES FOR PERMISSION, SO LET'S STREAMLINE THIS. BUT WHAT I'M CONCERNED ABOUT IS THAT IS THE STREAMLINING, MAKING THE FUNNEL NARROW. MEANING WE'RE NOT CASTING A BIGGER NET TO FIND OUT WHAT CAN REALLY BE FUNDED AND WHAT IS AN ACUTE NEED AND WHAT WE SHOULD BE REALLY FOCUSING ON THE FUTURE. NOW, I AM NAIVE ON THIS BECAUSE I DIDN'T KNOW THIS FUNDS NEEDED TO SPEND BY JUNE. BUT ONE THING I THOUGHT I BROUGHT UP, AFFORD AN EMAIL TO YOU ABOUT ALL THE POOL IMPROVEMENTS THAT WE'RE IN $20,17 OF THEM WAS CURRENT NEEDS, NEW LIGHTS, LED LIGHTS, HUNDRED AND 50 GRAND AND THEY HAVE A PLAN IN PLACE FOR THAT. I BELIEVE AGAIN, I'M DOUBTFUL, BUT IT'S STATED THAT THEY HAVE A PLAN. AGAIN, TO THE SUPERINTENDENT'S POINT, IF THIS ISN'T PRIORITIZED, DO WE DEFINITELY HAVE THIS MONEY? WE DEFINITELY WANT TO SPEND IT ON ZEROS HERE. I MEAN, LOOK AT IF YOU SHOW ME A NUMBER THAT SAYS 59625615, I THINK THAT'S CALCULATED AND ARTICULATE. BUT THEN IF YOU GO TO HOW YOU SUM UP THIS NUMBER, ROUNDED TO THE TEN THOUSANDS MOSTLY. IT'S ONLY THE ONE THAT SEEMS TO BE AN EXACT NUMBER THAT WAS THOUGHT OUT AND MAYBE VETTED. THE REST ARE JUST MAYBE PHONE CALLS AND WHAT DID YOU SPEND LAST TIME SO TO YOUR POINT IN THE OCTOBER MEETING, CHIEF- MR. CHAIR, IS THAT YOU'RE GOING TO LOSE MONEY, YOU'RE GOING TO FIND ONE, BUT YOU DON'T WANT THAT IN YOUR BUDGETS BY DESIGN AND SO ON. I SEE NUMBERS LIKE THIS. IT SEEMS LIKE IT'S A REALLY EASY WAY TO LOSE MONEY, BUT THEN FIND LATER FOR OTHER THINGS. QUICK EXAMPLES, $8,000 PER SCOREBOARD, I BELIEVE THAT'S LEGIT. BUT LAST I KNEW WE DON'T EVEN KNOW WHAT THEIR PERMANENT HOME FOR THE FIELD IS. WE DON'T KNOW WHERE THE FIELDS GO AND WE'RE TALKING ABOUT TEMPORARY FENCES, ARE TALKING ABOUT TIBIALIS GUILTY TO THAT FIELD. ARE WE GOING TO STORE NEAT THOUSAND DOLLAR SCOREBOARD UNTIL WE'RE READY FOR IT IS A STATE MANDATING. WE HAVE TO HAVE IT TODAY FOR THE GIRLS WHO PLAY SOFTBALL BECAUSE THEY'RE GOING TO PLAY SOFTBALL REGARDLESS, WHICH IS AMAZING IT'S STILL SUPPORT THAT. CONCRETE BLEACHER, IT'S GOT CONCRETE FOR THE BLEACHERS. WAS THAT SOMETHING THAT WAS CUT OUT OF THE ORIGINAL DESIGN FOR BUDGET REASONS? NOW WE'RE BRINGING IT BACK, BUT IS IT A PRIORITY? I MEAN, ARE WE FUNCTIONING WITH OUR STAFF SAFE BECAUSE WE DIDN'T BLEACHERS FOR SAFETY. I JUST REALLY HOPE AGAIN, NOT KNOWING THAT JUNE THAT SOME OF THESE THINGS COULD BE TABLED AND BE VETTED BECAUSE IT'S REDUNDANT TO SEE A SOUND SYSTEM UPGRADE IS $60,000, BUT A FULL REPLACEMENT INSTALLATION OF $60,000. I HOPE THAT THE BIGGEST NET IS CAST FOR THE REC DISTRICT BECAUSE MY UNDERSTANDING IS IT DOESN'T HAVE TO BE SPECIFICALLY SCHOOL SPORTS ASKED ME RECREATION FOR THE COMMUNITY. I JUST FIND A LOT OF THESE TO BE RUDIMENTARY AND WHAT THEY'RE ACTUALLY GOING TO PAY FOR AND HOW THEY'RE GOING TO GET ACCOMPLISHED, TO THE TAXPAYER IS DONE. THANK YOU. >> ANY OTHER PUBLIC COMMENT? COMMENT? I'D BRING BACK TO THE BOARD. WHAT IS THE- >> I HAVE ONE QUESTION. SUPERINTENDENT CHAPMAN, HOW MANY KIDS DO WE HAVE AT [01:35:03] CUBS THAT WE'RE SPENDING $60,000 SIGN NEW PLAYGROUND EQUIPMENT? >> TRUSTEE MEAD, I DON'T HAVE THAT NUMBER OFF THE TOP OF MY HEAD. HOWEVER, THE PLAYGROUND EQUIPMENT IS AVAILABLE FOR COMMUNITY USE. IT'S NOT JUST THE CUBS CHILDREN, APOLLO DREARY DAY, CERTAINLY ONLY FOR CUBS CHILDREN. BUT I'D HAVE TO GET THEM IN FOR YOU, I DON'T HAVE THE ENROLLMENT KNOTS TOP OF MY HEAD. >> THANK YOU. WHAT GROUNDS IRRIGATION ARE WE GOING TO DO? I HAVE TO SAY THAT MR. MASLOW BRINGS A GOOD POINT. WE DON'T REALLY KNOW SOME OF THE SPECIFICS ON THIS. WE HAVE A LOT OF GROUND AND A LOT OF IT NEEDS IRRIGATING. THIS IS A SPECIFIC I DON'T MEAN TO BE TERRIBLY RECALL, BUT. >> WE APPRECIATE THE QUESTION, WE DIDN'T PROVIDE A TON OF SPECIFICITY. THIS WAS TRULY THAT THE LIST OF PROJECTS THAT COULD BE ACCOMPLISHED BY 2024, GO AHEAD. >> MR. CHAIR AND TRUSTEE MEAD, IRRIGATION, YES, THAT IS AN ALLOWANCE FOR WHAT WE WANT TO DO AND I CAN DESCRIBE WHAT WE'RE FOCUSING ON. THAT IS IN GENERAL AND BOTH SOME OF OUR SPORTS FIELDS WHERE WE WANT TO DO TWO THINGS WHERE WE HAVE, WE'RE TRYING TO INCREASE AND COME UP WITH A COMMON SPECIFICATION FOR NATURAL TURF PLAYING FIELD AND PART OF THAT INCLUDES SOME IRRIGATION. THEN THE SECOND PART WE'RE TRYING TO DO IS REPLACE OUR IRRIGATION CONTROLLERS WITH WI-FI ENABLED IRRIGATION CONTROLS SO THAT WE CAN SAVE MONEY ON IRRIGATION. PART OF THE DIFFICULTY WHEN WE HAVE THIS LONG APPROVAL PROCESS FOR SOME OF THESE PROJECTS IS THAT YOU CAN'T GET A CONTRACTOR WILL ONLY HOLD A BID FOR 30 DAYS. WHAT WE DO IS LIKE SAY, YOU'VE GOT THE TIMELINE AND THEN ALSO WHAT WE WANT TO DO, WE COME UP WITH A ACCURATE THE BEST WE CAN ALLOWANCE. BUT THEN OF COURSE WE WOULD GO BACK THROUGH THE BIDDING PROCESS, GET A FULL DETAILED SCOPE OF WORK, AND THEN IMPLEMENT THAT IF IT'S APPROVED. >> THIS IS NOT A SPECIFIC FIELD? >> NO. >> IT'S MORE DISTRICT ONE? >> YES. >> CHARLOTTE ROCK, THE GOOD POINTS, I SEEM TO HAVE PRESENTED. [LAUGHTER] >> YOU BROUGHT IT UP. IT'S A GREAT POINT THAT I HAD FORGOTTEN TO SHARE. >> TRUSTEES, I WOULD JUST MENTION THAT MANY OF THESE PROJECTS HAD BEEN ON OUR PLANNING LIST FOR NEXT YEAR, THE YEAR AFTER. THESE PROJECTS HAD BEEN REVIEWED AND PRIORITIZED IN COMPARISON TO THE PROJECTS THAT WERE BROUGHT TO YOU PREVIOUSLY OR BROUGHT TO THE RECTUS AND THE SPORT PREVIOUSLY AND FUNDED. WHILE HERE THEY'RE NOT PRIORITIZED ONE THROUGH 596,000. HE'S PROBABLY HAD ALL BEEN REVIEWED AND VETTED AND AS DAN MENTIONED, WE GET ESTIMATES INITIALLY, BUT UNTIL YOU ACTUALLY PUT THE PROJECT OUT TO BID TO GET THE HARD NUMBER WHEN YOU HAVE FUNDING AVAILABLE, THAT'S WHEN YOU'RE GOING TO GET THE EXACT NUMBER. I JUST WANTED TO MENTION THAT THESE PROJECTS HAVE BEEN REVIEWED, CONSIDERED, AND THEY WERE PRIORITIZED RELATIVE TO PROJECTS THAT WERE PRESENTED BEFORE WE KNEW HOW MUCH FUNDING THE RIGHT DISTRICT WOULD ACTUALLY HAVE AVAILABLE. >> THANK YOU. OVERLAPPING] >> MAYBE TO TIE ON TO THAT COMMENT. JUST THE PROCESS, SO WE HAVE APPROVED THESE, AND THEN YOU GET THIS AT A BID COMES IN HIGHER OR LOWER THAN WHAT IS ALLOWED ALLOWANCE AND WHERE DOES THAT GO IN? ARE WE GOING TO APPROVE THOSE SPINAL CONTRACTS? >> YES, THIS WILL PERFECTLY ILLUSTRATE WHY WE'RE TRYING TO FIND EFFICIENCY BY JOINING THE RECREATION DISTRICT BOARD WITH OUR SCHOOL BOARD. [LAUGHTER] >> THE REASON IS BECAUSE THIS IS THE REQUEST TO THE- [OVERLAPPING]. >> THIS IS A SCHOOL DISTRICT OR REQUEST TO THE REC DISTRICT FOR THESE PROJECTS. FIRST WE HAVE TO SECURE THE FUNDING BEFORE WE GO OUT TO BID. THIS IS THE SCHOOL DISTRICTS ATTEMPT TO ASK THE WRECK DISTRICT FOR THIS MONEY SO THAT WE CAN THEN GO OUT TO BID AND THEN THOSE CONTRACTS WILL BE BROUGHT BACK TO OUR BOARD FOR APPROVAL [01:40:01] WHEN WE ACTUALLY HAVE THE MONEY TO DO THE PROJECTS BEFORE THE END OF JUNE. REC DISTRICT MEETING IS NEXT WEEK ON THE 19TH. ONCE YOU ALL APPROVE THIS LIST, THIS IS OUR APPLICATION FOR THESE FUNDS TO THE REC DISTRICT. THEN WE'LL HAVE AN OPPORTUNITY TO APPROVE THE FUNDING TO COME OVER TO THE SCHOOL DISTRICT AT NEXT WEEK'S MEETING, THEN CHARLOTTE AND TIANA CAN GO OUT TO BID AND START GETTING SOME OF THESE PROJECTS DONE AT THAT POINT, THEN THEY WILL COME BACK BEFORE THE SCHOOL BOARD TO BE APPROVED INDIVIDUALLY IF THEY EXCEED $25,000. BUT THIS IS VERY SIMILAR TO THE TCS DIRECT DISTRICT APPLICATION THAT WE ALREADY SUBMIT ON AN ANNUAL BASIS AND THERE WAS SOME REMAINING FUNDING FROM THE MILL LEVY. >> THIS IS THE SECOND BIDDING? >> YES. >> ANY OTHER QUESTIONS FROM THE SUPERINTENDENT? THE RECTUS TRICK TO SEVERAL OF THOSE MEETS NEXT TUESDAY THE 19TH AT ONE O'CLOCK. MR. CHAIRMAN AND ME. THE DECISION WILL BE MADE AT THAT MEETING. I WILL TAKE A MOTION ON THE APPLICATION. >> I MOVE TO APPROVE AN AMENDMENT TO THE FISCAL YEAR 24 TCSD NUMBER 1 RECREATION DISTRICT APPLICATION, AND THEN OUT OF $596,251.15 AS PRESENTED. >> SECOND. >> MOVED BY TRUSTEE ZUNG, SECOND BY TRUSTEE ABRAMS TO APPROVE AN AMENDMENT TO THE FISCAL YEAR 24 TCSD NUMBER 1 RECREATION DISTRICT APPLICATION AND THE AMOUNT OF $596,251.15 AS PRESENTED. ANY OTHER DISCUSSION? ALL THOSE IN FAVOR PLEASE SAY, AYE. >> AYE. >> OPPOSED. [BACKGROUND] >> CONSENT AGENDA. [H. Consent Agenda] ITEMS ON THE CONSENT AGENDA. ALL THOSE IN FAVOR, PLEASE SAY AYE. >> AYE. >> ANY OPPOSED. PUBLIC COMMENT ITEMS NOT ON TONIGHT'S AGENDA, [I. Communication] SAYS, COME ON UP, INTRODUCE YOURSELF. STATE YOUR NAME. KEEP YOUR MINUTES TO THREE MINUTES, PLEASE. THANK YOU. >> IT'S ME AGAIN, TRUSTEE SCARLETT. CHAIR OF TRUSTEES. I'M SORRY. CHAIR SCARLETT, TRUSTEES. APOLOGIES IF I DIDN'T UNDERSTAND ERECT DISTRICT. I'M STILL CONFUSED BECAUSE THE NUMBER SEEMS SO ROUND. BUT I WANTED TO TALK A LITTLE BIT ABOUT ARTICLE AND PAPER TODAY WAS GREAT. I REALLY APPRECIATE THE FORESIGHT HERE. I'M TRYING TO GET AHEAD OF IT. WHAT CAN YOU REALLY GET AHEAD OF? WE'VE HAD SOME EXCHANGES BY EMAIL AND THEIR PUBLICS, SO SOME WELL-KNOWN WITH SOME WHAT NOW. I DON'T THINK MY QUESTION ABOUT THE POOL AND THE PARKS AND REC IS. I DIDN'T ASK IT. BECAUSE YOU SAID WE'RE GOING TO TRY TO BETTER COMMUNICATE WITH THAT DEPARTMENT. I'M ASKING FOR YOU TO PUT IT ON THE AGENDA. I'M ASKING YOU FOR DIG DOWN TO 1992 REAL QUICK AND BUILD IT BACK UP. I THINK THERE'S JUST WAY TOO MANY GAPS THERE. TO THE POINT OF THE SUPERINTENDENT, WE'RE GOING TO HAVE 1,200 MORE HOUSES AND I'M GOING TO HAVE ONE POOL MISS BELLY. WE'RE GOING TO HAVE THE WORLD'S MOST OPULENT PUBLIC FUNDING CLIMBING GYM. ARE WE'RE GOING TO HAVE THE SECOND WORST POOL IN FORAY. IN THE STATE IS THE SECOND WORST POOL IN FORAY. I'VE BEEN TO ALL OF THAT. WHAT IS THE FORESIGHT FOR SOME OF THIS STUFF? [01:45:05] I'M GOING TO TELL YOU YOU CAN GET THE BUSINESS COMMUNITY KINDNESS BECAUSE THE RESTRUCTURING FORAY REMEMBER IS JUMPING ON. WE COULD BE HOSTING STATE NEWS, WE COULD BE HOSTING CONFERENCES NEWS. IN SHORT, I WAS AGAINST PUTTING A POOL IN THE BRACKISH EVENTS CENTER FIRST. I REALLY WAS. I DIDN'T THINK IT WAS NECESSARY, BUT NOW I'M ADAMANT THAT IT NEEDS TO BE RECONSIDERED. WE COULD HAVE A STADIUM POOL, DRAWING AND CLUBS SPORTS, FILLING HOTELS. ALWAYS IN THE OFF-SEASON. WE GOT THE CAPACITY TO SUPPORT MORE PEOPLE HERE AND SOMEONE BROUGHT UP ABOUT TRAVELING TO THE LEFT THREE TIMES. YES, THE SWIM TEAM DID IT TOO. WE NEED TO EMBRACE THAT. YOU'RE NOT GOING TO GET AROUND IT. IF YOU WANT TO COMPETE [OVERLAPPING]. I PROBABLY WON'T BE HERE BECAUSE I DON'T KNOW HOW TO DO, HOW YOU CAN KEEP WITH YOUR PEERS IN WYOMING AND DON'T TRAVEL THE BIGGEST GEOGRAPHIC AREA. MY SON IS ILLITERATE BECAUSE HE WANTS TO COMPETE AND AGAIN, I COULDN'T HANDLE IT. IF WE NEED TO EMBRACE WHAT IT IS, YOU'RE NOT GOING TO MAKE WYOMING SMALLER. UNLESS WE'RE GETTING HIGH-SPEED TRAINS AROUND AUDITORS. THOSE I REALLY ENCOURAGE YOU TO GET THE POOL ON THE AGENDA, PLEASE JUST HAVE SOMEONE LOOK INTO IT, WHOEVER IS THE MOST SKILLED QUALIFIED, BECAUSE I CANNOT FIND A PERSON IN THIS COMMUNITY WHO CAN REALLY SPEAK WITH WISDOM AND EXPERTISE AND WHAT THAT AGREEMENT HAS IN IT. I DON'T THINK IT'S BEING FOLLOWED AND NOT THAT WE DON'T NEED TO AMEND IT. I MEAN, I'M CERTAINLY DO, BUT I HOPE IT GETS SOME ATTENTION BECAUSE I THINK IT'LL SAVE US ALL IN THE FUTURE. I REALLY DO. THANK YOU. >> IS THERE ANY OTHER PUBLIC COMMENT? ANYBODY ONLINE? COMMUNICATIONS FROM THE BOARD. ANY GOOD OF THE ORDER? YES. >> I WAS JUST BEING REALLY COMPLIMENT THE SUPERINTENDENT. THE THINGS THAT YOU'RE DOING WITH THE ONE IN SOUTH PARK IN MAKING OUR VOICES DON'T. I REALLY APPRECIATE IT WHEN YOU'RE DOING. YOU'RE DOING AN EXCELLENT JOB. >> I'M BREAKING UP FOR ONE LOAD ON MONDAY NIGHT. [LAUGHTER] >> I THINK SUPERINTENDENT CHAPMAN AND YOU'VE DONE SOME SCHOOL DISTRICT TO TURN COUNTY SCHOOL DISTRICT 401, VOTED TO GO FOUR DAY WEEK STARTING NEXT YEAR. MAYBE YOU CAN GIVE US A QUICK BRIEFING ON THE NUMBER OF EMPLOYEES THAT POTENTIALLY IMPACTS HERE AT THE SCHOOL DISTRICT AND OTHER RESIDUAL ITEMS OF THAT DECISION AS WE ARE VERY CLOSELY TIED TO ONE ANOTHER. >> THANK YOU FOR THE QUESTION. WE DID A VERY QUICK REVIEW. WE HAVE APPROXIMATELY 52 STAFF MEMBERS THAT IN OUR SYSTEM THAT HAVEN'T IDAHO ADDRESS. JUST A QUICK LOOK AT THEM, IT APPEARS THAT MANY HAVE SCHOOL-AGE CHILDREN, ARE YOUNG CHILDREN, ELEMENTARY AGE OR BELOW. MANY HAVE OLDER CHILDREN. WE WERE CONCERNED ABOUT THAT BECAUSE THEY MAY HAVE SOME CHALLENGES OF THE TRIANGLE HERE ON FRIDAYS AND THAT'S A SIGNIFICANT NUMBER FOR US. WE'RE GOING TO STAY IN TUNE AND SEE HOW THINGS GO. WE DON'T FEEL LIKE IT WILL HAVE A SIGNIFICANT IMPACT ON ALTA ELEMENTARY SCHOOL. THAT WAS ANOTHER CONCERN THAT WE HAD AS WELL. IF FAMILIES ARE SPLIT BETWEEN THE MIDDLE SCHOOL, HIGH SCHOOL IN IDAHO AND THEN OUT TO ELEMENTARY. BUT WE DON'T THINK THAT WOULD HAVE A BIG IMPACT ON US. WE'LL CONTINUE TO KEEP A CLOSE EYE ON IT AND FOLLOW ALONG AND THEN CONSIDER WHAT WE THINK IS BEST IN OUR COMMUNITY AND OUR SCHOOL DISTRICT. THAT'S A PRIORITY FOR US, IS TO MAINTAIN THE EYEBALL [INAUDIBLE] FROM THE EDUCATIONAL PROCESS THAT WE HAVE. WE'LL BE BRINGING FORWARD CALENDAR IDEAS THAT I DON'T ANTICIPATE THAT WOULD INCLUDE A SUGGESTION OF A FOUR-DAY WEEK AT THIS TIME. >> ANYTHING ELSE BOARD? >> YES. I WAS JUST GOOD. IN RESPONSE TO MR. MASLOW. I HAVE TO RECUSE MYSELF BECAUSE I WORK WITH THE COUNTY, BUT I THINK IT MIGHT BE HELPFUL IF MAYBE SARAH AND [INAUDIBLE] SHE WAS THE ONE IN NEGOTIATED AGREEMENT WITH THE COUNTY. THEY JUST DID IT A FEW YEARS AGO. IT WAS EARNED JANINE RAIDED. MAYBE NEXT MEETING, SARAH COULD JUST WALK THROUGH THE AGREEMENT AND MAKE SURE EVERYONE UNDERSTANDS ALL THE PARAMETERS OF IT. [01:50:03] I SUPPOSE SAYING THAT NO ONE'S BEEN ABLE TO REALLY EXPLAIN THAT VERY WELL. I THINK WE HAVE A LOT OF NEW MEMBERS HERE. SARAH TO WALK US ALL THROUGH THE AGREEMENT, JUST SO EVERYBODY'S ON THE SAME PAGE, THEN PEOPLE THINK THAT SHOULD BE RENEGOTIATED. MAYBE LOOK AT THAT AND MAYBE INVOLVE PARENTS LIKE MR. MUSK LOAD UP TO ASSIST THEM IN SOME MANNER. BUT MAYBE THE FIRST STEP IS TO HAVE SARAH JUST EXPLAIN IT TO US AND WHAT IT'S ALL ABOUT. >> FUTURE AGENDA ITEMS, SCHEDULE AND WE'LL JUST MOVE RIGHT INTO IT. >> WE'RE ON. [OVERLAPPING]. >> YES. YOU MENTIONED THAT TOO. >> MR. CHAIR, I WAS GOING TO ASK ARE THERE SOME OTHER AGREEMENTS THAT WE HAVE AS WELL THAT MIGHT BE RELATED? AS WE HAVE FOR THE POOL EXAMPLE THAT WE SHOULD DISCUSS TO BE AWARE OF ALSO. I DON'T THINK IT'S JUST THAT ONE TO GET INTO. THERE MIGHT BE SOME OTHER ONES THERE FOR US TO LOOK AT. >> SOME YARDS. >> THE PLAYING FIELDS. ARE THEY ON THE SAME AGREEMENT AS THE [INAUDIBLE]. >> ANY ONE ELSE. >> IT WAS FUN ON IT. [LAUGHTER]. >> MY REVIEW. I GET MY REVIEW. FIVE STAR. [LAUGHTER] >> I'LL PULL UP MY GUILT LATER AFTER. >> PERFECT. >> ADVANCED PLANNING. >> NOTHING EVEN HAPPENED. >> TRUSTEE MEAD. >> SECONDLY, TO ADJOURN ALL THOSE PAIR, PLEASE SAY AYE. >> AYE. * This transcript was compiled from uncorrected Closed Captioning.
