[00:00:01] >> SECOND TO ORDER. A LITTLE HOUSEKEEPING ABOUT THIS. [A. Call to Order] DR. CRISP, WE'RE CALLING ON YOU TONIGHT. YOU WERE VERY GOOD THE LAST TIME WE DID THIS. WOULD YOU PLEASE STAND UP AND LEAD US IN SINGING HAPPY BIRTHDAY TOMORROW TO TRUSTEE [LAUGHTER], IF YOU WOULD PREFER BE THAT LET'S RISES TRUSTEES. >> HAPPY BIRTHDAY TO YOU, HAPPY BIRTHDAY DEAR TRUSTEE, HAPPY BIRTHDAY TO YOU. >> >> WOULD YOU LEAVE US IN ONE OF THE SUCCESS 2022 PLANS? >> AS A PREMIER DISTRICT, OUR VISION IS TO ENSURE EVERY STUDENT IS PREPARED TO SUCCEED IN AN EVER CHANGING WORLD. >> GREAT. THANK YOU. [B. Approval of the Agenda] >> APPROVAL OF THE AGENDA? >> MR. CHAIR, I MOVED TO APPROVE THE JANUARY 10, 2024 REGULAR MEETING AGENDA AS PRESENTED. >> I'LL SECOND. >> IT'S BEEN MOVED AND SECONDED. I APPROVE THE JANUARY 10, 2024 REGULAR MEETING AGENDA AS PRESENTED. ALL THOSE IN FAVOR, PLEASE SAY AYE. >> AYE. >> PROPOSE OKAY. MOVING ON SUPERINTENDENT'S REPORT. [C. Superintendent's Report] >> THANK YOU, TRUSTEES. THE CELEBRATION I HAVE TONIGHT IS YOU ALL. WE WANTED TO SAY, THANK YOU, AND THERE'S A COFFEE MUG HERE FOR YOU AS A SMALL TOKEN OF APPRECIATION DURING SCHOOL BOARD TRUSTEE APPRECIATION MONTH. I HOPE YOU KNOW HOW MUCH WE APPRECIATE YOU ALL THE TIME, NOT JUST IN THE WONDERFUL MONTH OF JANUARY, BUT WE DO APPRECIATE YOU. WE RECOGNIZE AS VOLUNTEER REPRESENTATIVES OF OUR COMMUNITY, AND ELECTED OFFICIALS. THERE'S JUST THE TIME AND THE ENERGY, THE CONNECTION, THE SUPPORT THAT YOU PROVIDE US, THE GUIDANCE AND LEADERSHIP, AND MOST IMPORTANTLY, YOUR FOCUS ON ACHIEVEMENT IN THE SCHOOL DISTRICT FOR EVERYONE IS SO INCREDIBLE AND THAT'S WHY OUR SCHOOL DISTRICT IS AS SUCCESSFUL AS IT IS. THANK YOU VERY MUCH ON BEHALF OF ALL OF OUR STUDENTS AND OUR STAFF. WE APPRECIATE YOU AND I KNOW OUR COMMUNITY DOES AS WELL. THANK YOU AND I HOPE YOU ENJOY SCHOOL BOARD TRUSTEE APPRECIATION MONTH. THANK YOU. >> I'M GOING TO CELEBRATE. >> THE NEXT ITEM ON OUR AGENDA IS THE DISTRICT LEADERS REPORT, [D. Reports and Items for Discussion] AND THERE'S A LOT OF INFORMATION IN THERE. IF ANY OF THE TRUSTEES HAVE QUESTIONS, WE ARE A LITTLE FAIR THIS EVENING IN TERMS OF OUR STAFF MEMBERS HERE THAT MAY BE ABLE TO ANSWER QUESTIONS. THERE'S A FAMILY ENGAGEMENT EVENT HAPPENING AT JACKSON ELEMENTARY. WE HAVE SEVERAL ADMINISTRATORS ATTENDING THAT. WE'RE A LITTLE LEANER THAN WE NORMALLY ARE, BUT WE WILL DO OUR BEST TO COLLECTIVELY ANSWER ANY QUESTIONS. >> IS THERE A QUESTIONS FOR THE SUPERINTENDENT? WELL WRITTEN REPORT. >> THANK YOU, AND THANKS TO OUR DISTRICT LEADERS. >> YES. >> THE LAST ITEM FOR THE SUPERINTENDENT'S REPORT IS TO TALK ABOUT THE 24, 25 SCHOOL YEAR CALENDAR. AS A REMINDER, DR. CRISP AND I, AND CHARLOTTE, AMONG MANY OF THE OTHER HATS, SHE ALSO IS THE CALENDAR QUEEN. THIS IS SUCH A DETAILED PROCESS AND WE WOULD THINK THAT THERE WOULD BE APP OR SOMETHING THAT WOULD MAKE THIS EASIER FOR SCHOOL DISTRICTS. BUT IN ANY EVENT, WE HAVE BASIC RULES THAT WE HAVE TO FOLLOW. JUST AS A REMINDER, OUR SCHOOL BOARD ALREADY APPROVED THE FIRST DAY OF SCHOOL AND THE LAST DAY OF SCHOOL. AS YOU LOOK AT THIS CALENDAR, THE FIRST AND THE LAST DAY OF SCHOOL OF SEPTEMBER 3 IS IN THAT SHERBERT ORANGE COLOR, [00:05:05] AND THE LAST DAY OF SCHOOL, WHICH IS JUNE 13 IN SHERBERT ORANGE, THOSE ARE ALREADY BEING APPROVED. THERE'S NO CONVERSATION ABOUT THAT. AFTER WE DO THAT, THE NEXT STEP IS WE HAVE 175 STUDENT DAYS, WITH 175 DAYS WITH STUDENTS. THEN BY THE STATE REQUIREMENTS, WE HAVE 185 DAYS FOR STAFF THAT IN OUR SCHOOL DISTRICT, FOR TEACHERS IN OUR SCHOOL DISTRICT, WE HAVE 187 DAYS. WE THEN TAKE THAT INFORMATION WE PLUG IN FEDERAL HOLIDAYS AND THEN WE FIGURE IT OUT. THE KEY, IS OUR STARTING PLACE. THEN AS WE GO THROUGH THAT PROCESS, WE INVOLVE PRINCIPALS, STUDENTS, AND THE SUPERINTENDENT ADVISORY COUNCIL TO TAKE A LOOK AT WHAT WE HAVE AS A DRAFT. WE ARE NOT EXPECTING THE BOARD TO VOTE ON THIS CALENDAR. YOU ACTUALLY ALREADY HAVE. HOWEVER, WE WANTED YOU TO HEAR THIS, ESPECIALLY IN LIGHT OF OUR CONVERSATION THAT WE HAD LAST MONTH, AND THEN WE WILL BRING THIS CALENDAR TO THE BOARD FOR A VOTE ON FEBRUARY 7, WHICH IS OUR NEXT BOARD MEETING. HAVING SAID THAT, DR. CRISP, ANYTHING TO ADD? >> I THINK YOU COVERED IT QUITE WELL. >> WOULD YOU COVER THE END SERVICE DAYS? WHICH ONES ARE K5, WHICH ONES ARE OTHERWISE? >> SURE. TRUSTEES. JUST SOME DETAILS WITHIN THE COLOR CODED CALENDAR, YOU HAVE ON THE CALENDAR A TOTAL OF EIGHT FLEX FRIDAYS LISTED. THOSE ARE THE BRIGHT PINK ON THE PDF. ALSO, YOU'LL SEE IN THE CONFERENCE TRADE DAYS IN NOVEMBER FOR CERTIFIED STAFF AND STAFF WHICH GIVES A WEEK FOR THANKSGIVING BREAK. THOSE TRADE DAYS FOR THOSE NEW THE COUNTERING PROCESS ARE COMP DAYS THAT WE SWITCH TO STAFF WORK LATE NIGHTS A FEW DAYS A WEEK, SO WE SWITCH THAT TIME AND GIVE THEM PRE DAYS TO EXTEND THAT THANKSGIVING BREAK. ALSO SOME NOTES, EDUCATIONALLY, THE HIGH IMPACT FRIDAYS, WE WORKED REALLY CLOSELY WITH MASON TO ENSURE THOSE ARE ALIGNED TO OUR HIGHEST IMPACT ABSENCE DAYS. REGARDING ACTIVITIES, WE TRY TO DO THAT VERY CAREFULLY WITH MR. HANSEN, WHO GETS HIS SCHEDULE A YEAR IN ADVANCE, WHICH IS NICE TIMING. A FEW OTHER THINGS TO MAKE NOTE. I THINK OVERALL, AS DR. CHAPMAN SAID, THERE ARE MIXED COMMENTS FROM GROUPS. THE CALENDAR EVERYONE HAS ABOUT THEIR DAY, YOU SHOULD LAND AND THIS IS A FAIR COMPROMISE ON THAT. YOU CAN SEE ON THE FRONT END, EDUCATIONALLY SPEAKING FROM MY ROLE, A LOT OF PREP TIME, THE BEGINNING TO START THE YEAR, THOSE IN SERVICE DAYS IN GREEN IN AUGUST, THE START DATE AFTER MONDAY DATE FOR STUDENTS. ANOTHER DATA POINT TO KEEP IN MIND TO ASSURE THE BOARD THAT WE'RE IN COMPLIANCE ACCORDING TO WYOMING STATE SCHOOL BOARD, HIGH SCHOOLS ARE REQUIRED TO BE THEIR MASTER SCHEDULES ARE REQUIRED TO HAVE 1,000 HOURS OF PUPIL TEACHER CONTACT TIME. THE MIDDLE SCHOOL IS REQUIRED TO HAVE 950 HOURS AND ELEMENTARY IS REQUIRED TO HAVE 900. ANOTHER DATA POINT. CURRENTLY, ALL OF OUR MASTER SCHEDULES MEET THOSE REQUIREMENTS. I JUST WANT TO MAKE SURE THAT'S CLEAR. REGARDLESS OF THE CALENDAR, OUR MASTER SCHEDULES RUN WITHIN THIS, SO THAT'S AN IMPORTANT DATA PIECE. THE MIDDLE SCHOOL RIGHT NOW ALIGNS TO THE HIGH SCHOOL FLEX FRIDAYS. HOWEVER, THEY MAY NOT HAVE EIGHT, THEY MIGHT BRING THAT DOWN TO 4-5 DEPENDING ON THEIR PROJECTED YEAR NEXT YEAR. THEY DO NOT HAVE THE SAME FREQUENCY OF ABSENCES AS THE HIGH SCHOOL DOES, AND ALSO FROM AN AGE APPROPRIATE LENS, ESPECIALLY SIXTH GRADERS, SEVENTH GRADERS MIDDLE SCHOOL IS THINKING ABOUT THAT NUMBER THAT WORKS FOR THEM BEST. REGARDLESS OF THAT, THE NUMBER THEY PICK WILL MATCH THE SAME DAYS, NOT ONLY FOR CLEAN COMMUNICATION OF PARENTS, BUT ALSO TRANSPORTATION HAS TO BE ALIGNED GIVEN THE ODDITIES OF THE FINISH TIME ON FLEX FRIDAYS, WHICH IS USUALLY AROUND 12, 30 OR 01:00 FOR KIDS. YOU CAN SCROLL UP JUST A LITTLE BIT. JUNE, END OF THE YEAR, [00:10:03] WE HAVE ONE DAYS FINAL HERE FOR A CLOSED SALE DAY. IN TERMS OF THE 13TH, PRETTY STRAIGHTFORWARD. >> MR. CHAIR. >> TRUSTEE CARLIN. >> LAST YEAR WE HAD A LOT OF CONVERSATION AROUND THE CALENDAR BECAUSE THERE WAS A PROPOSAL TO HAVE EVERY OTHER WEDNESDAY BE A SHORTER DAY FOR THE ELEMENTARY SCHOOLS FOR PB FOR THE TEACHERS OR COLLABORATION TIME ACTUALLY. IT WAS VERY CLEAR FROM THE COMMUNITY THAT THAT WAS NOT SOMETHING THAT THEY SUPPORTED. THE ELEMENTARY PRINCIPALS HAD TO GO BACK AND FIGURE OUT HOW TO ADD THAT IN. I'M JUST CURIOUS, AS WE'RE HAVING THIS CALENDAR DISCUSSION, I DON'T THINK THIS IS OFF-TOPIC, HOW DID THAT WORK OUT AND HOW DID THE ELEMENTARY SCHOOLS FIND THAT COLLABORATIVE TIME? >> YES. THAT IS THE EDUCATIONAL QUESTION FOR ESPECIALLY THE ELEMENTARY SCHOOLS. YOU WILL FIND OUR ELEMENTARIES THAT OUR PRINCIPALS FIND THE TIME, THEY MAKE THE TIME. THERE'S NOT A LOT OF DEDICATED SOLID TIME, BUT THEY DO FIND THE TIME. AN EXAMPLE IS MONGER ELEMENTARY SCHOOL, DANNY CAN ATTEST. HIS STAFF ACTUALLY STAY AFTER SCHOOL TO WORK IN THEIR PLCS IN TEAMS. HE'S ASKED THEM OF THAT IN TERMS OF THEIR DAY AND WORK. JUST EVERY SCHEDULE LOOKS A LITTLE DIFFERENT AT THE ELEMENTARIES. THE TIME IS THERE AND IT CAME UP TODAY IN OUR CONVERSATION WITH TRUSTEE MEAD IS WHAT'S THE SCHOOL VALUE? WE DO HAVE TO LOOK AT OUR TIMES AND MEETINGS AND WHEN TEACHERS ARE COMING TOGETHER AND PRIORITIZE THOSE MEETINGS VERSUS ALL THE REST IF THAT IS OUR VALUE. ELEMENTARIES ARE DOING THAT. [NOISE] IS DOING THAT AND HIGH IS DOING THAT AS WE SPEAK. IT'S A PRIORITY FOR PLC TIME. SOME OF THE OTHER MEETINGS ARE IMPORTANT, I DON'T WANT TO MINIMIZE THOSE, BUT SOME OF THOSE CAN ALSO BE A LITTLE LESS OR MAYBE EVEN MORE ACCOMMODATING TO TEACHER SCHEDULES FOR THE WHOLE GROUP MEETING. THE MIDDLE SCHOOL FINDS TIME DURING THE DAY, DURING PREPS, AND THEY'RE ROTATING DROP AS OF TODAY IN THE PLC MEETING THAT WE VISITED WITH A COUPLE OF BOARD MEMBERS. THANK YOU, TRUSTEE MEAD FOR COMING AND THANK YOU SO MUCH FOR TRUSTEE ZUNG FOR COMING TODAY. WE SAW A MATH PLC MEETING DURING THE DAY. IT WAS A SOLID LITTLE BIT OVER AN HOUR TIME BUILT IN TODAY. THE HIGH SCHOOL, THAT TIME EXISTS IN THE MORNING. THERE ARE TWO DAYS A WEEK, TUESDAYS AND THURSDAYS, I BELIEVE THOSE ARE STILL THE CORRECT DAYS WHERE ALL THE PLCS MEET AT THE HIGH SCHOOL BETWEEN 8:00 OR 8:05 AND 9:50. SO IT'S IN THE ZERO-HOUR SLOT WHERE STUDENTS ARE BEGINNING [NOISE] SCHOOL. IDEALLY, IT'S NICE TO HAVE MUCH MORE CARVED-OUT TIME, BUT WE'RE JUST IN A BOX TO WORK WITHIN, AND PRINCIPALS, IN MY ESTIMATION, ARE DOING THE BEST THEY CAN WITH A TRADITIONAL SYSTEM THAT WE'RE RUNNING RIGHT NOW. THIS IS A VERY TRADITIONAL MASTER SCHEDULE SYSTEM. >> ALL RIGHT. THANK YOU. >> CHAIR SCARLETT, DR. CRISP, UNDER THE CODES IT HAS FOR THE BRIGHT PINK 6-12, SO ARE WE SAYING WE'RE GOING TO HAVE 6-12 AND NOT REALLY SURE HOW MANY? >> THAT'S A GREAT QUESTION. TRUSTEE MEAD. >> I THOUGHT IT WAS SIXTH GRADE THROUGH 12TH GRADE. >> SO THIS YEAR, THE MIDDLE SCHOOL HAS, I BELIEVE, FOUR FLEX FRIDAYS COMPARED TO THE HIGH SCHOOLS 8-9. I THINK IT'S NINE. THIS CALENDAR IS MADE UNDER THE ASSUMPTION THAT THE 6-12 WILL SHARE ALL OF THE EXACT SAME FLEX FRIDAYS. THE MIDDLE SCHOOL MAY CONSIDER HAVING THAT BE FOUR VERSUS EIGHT BASED OFF THEIR LOCAL NEEDS VERSUS THE HIGH SCHOOL DEMANDS WITH ABSENCES. IF THAT'S THE CASE, THEY WOULD STILL MIRROR CERTAIN FLEX FRIDAYS. THEY WOULDN'T HAVE A ONE-OFF FRIDAY. IN OTHER WORDS, THEY WOULD BE THE OCTOBER 4TH FLEX FRIDAY. THEY WOULD PICK THAT ONE WITH THE HIGH SCHOOL. WHATEVER WHICH ONES THEY PICK, THEY WOULD ALIGN. THEY MIGHT NOT HAVE ALL OF THESE. WE'RE STILL DETERMINING THAT IN TERMS OF MIDDLE SCHOOL AGE APPROPRIATENESS. >> AND K5? >> K5 DOES NOT HAVE FLEX FRIDAYS. >> [OVERLAPPING] THESE PINK SPOTS AREN'T GOING TO [OVERLAPPING]. >> JUST GRADES 6-12. >> GREAT. THAT'S WHAT I THOUGHT IT WAS THE FLEX FRIDAY. MAYBE I'M WRONG. WITH THE FLEX FRIDAYS, YOU MENTIONED THAT KIDS GET OUT EARLIER. >> KIDS CAN COME TO SCHOOL BASICALLY FROM AROUND 9:00 TO AROUND 1:00, [00:15:03] THAT'S THE INTERVENTION TIME AND MAYBE RUN A BELL SCHEDULE FOR THOSE STUDENTS TO GO TO THOSE CLASSES DURING THAT. >> THANK YOU. >> THANK YOU, TRUSTEE. >> CHAIR SCARLETT. >> AND REMIND ME, SO THOSE FLEX FRIDAYS, SOME OF THE STUDENTS ARE REQUIRED TO COME AND SOME CAN COME? >> THAT'S CORRECT. I KNOW AT THE HIGH SCHOOL LEVEL THERE'S BEEN A LOT MORE DIRECT COMMUNICATION ON YOUR COMMENTS. WE NEED YOU HERE. WE NEED YOU TO COMPLETE SOME WORK THAT YOU'RE MISSING. THE MIDDLE SCHOOL TOO IS IN THAT REALM IN TERMS OF DIRECT COMMUNICATION. ONE THING WE DO NEED TO IMPROVE ON, AND I THINK IT WOULD BE NICE TO SEE THERE'S A LITTLE BIT MORE JOINT COMMUNICATION 6-12 WITH A SIMILAR MESSAGE, SO PEOPLE GET THE SAME MESSAGE AROUND WHAT FLEX REALLY IS. EVEN THOUGH THEY'RE SECONDARY AND WE'RE DOING THE SAME THINGS, THE COMMUNICATION COULD BE A LITTLE BIT MORE ALIGNED. >> ARE YOU STILL FINDING BENEFIT IN FLEX FRIDAYS? >> YES. >> I KNOW THAT THEY CAME ABOUT BECAUSE OF THE PANDEMIC AND THE PANDEMIC SCHEDULE ENDED. IT SEEMED LIKE IT WAS AN AHA, LIKE, OH, THIS IS GREAT, IT'S STILL WORKING. >> WELL, HIGH SCHOOL, I CAN SPEAK TO IT. MAYBE MATT CAN SPEAK TO THE MIDDLE OF A LITTLE. I DON'T WANT TO SPEAK FOR SOME OF THE DETAILS I'M NOT AWARE OF, BUT I KNOW AT THE HIGH SCHOOL PARTICIPATION RATE IS UP. IT'S BECOMING MORE OF A NORM AS OPPOSED TO WHAT IS THIS DAY. DO WE GO TO SCHOOL OR NOT? TAKES SOME TIME TO GET THERE. THOSE ATTENDANCE RATES ARE UP FOR STUDENTS WHO NEED SOME SUPPORT. MAYBE YOU CAN SPEAK A LITTLE BIT ABOUT THE MIDDLE. >> SURE. CHAIR AND TRUSTEES [INAUDIBLE] FOR MIDDLE SCHOOL, I THINK THE HIGHEST WE'VE HAD WAS 200 STUDENTS ATTEND ON A FLEX FRIDAY, PROBABLY WITH AN AVERAGE OF AROUND 125. WE DO A MIX OF INTERVENTION OR EVEN AT TIMES YOU JUST COME IN AND MAKE UP A TEST THAT YOU MISSED. THEN ALL STUDENTS ARE INVITED AND THEY CAN PARTICIPATE IN CLUBS AND THINGS LIKE THAT. WE DO THREE SESSIONS IN THE MORNING, TAKE A BREAK FOR LUNCH, AND THEN DO SOME PROFESSIONAL DEVELOPMENT IN THE AFTERNOON. >> YES. >> ARE THE SPORTS AWAY GAMES SCHEDULED MOSTLY ON FLEX FRIDAYS? HOW DOES THAT WORK? HOW DOES THE SPORTS SCHEDULE WORK WITH THOSE? >> FOR THE MIDDLE SCHOOL, FLEX HIGH ATTENDANCE FRIDAYS FOR THE HIGH SCHOOL IS MORE IMPORTANT IN TERMS OF HIGH SCHOOL SPORTS. A LOT OF OUR ATHLETES PARTICIPATE IN CLUB SPORTS AND YOU CAN'T REALLY PREDICT THOSE OR WHEN THEY'RE GOING TO BE. AND SO THAT'S NOT AS BIG OF A DRIVING FORCE OF THE CALENDAR OF THOSE DAYS. THAT WOULD BE MORE OF THE HIGH SCHOOL AND PROBABLY MR. HANSEN'S ROLE OF IDENTIFYING THOSE DIFFERENT, WHAT DO WE CALL THEM? HIGH-IMPACT FRIDAYS. NOT REALLY MIDDLE SCHOOL, YES, HIGH SCHOOL. >> TRUSTEE DORNAN, THEY'RE NOT PERFECT, BUT THE MAJORITY FALL ON THESE DATES. FOR EXAMPLE, WHAT WE DO IS THEY'LL LOOK AT THE NUMBER OF SPORTING TEAMS GONE FRIDAY. IF IT'S 4, 5, 3, MOST OF THESE HAVE MORE THAN THREE TEAMS GONE. IT'S GETTING [INAUDIBLE]. SOMETIMES OVER 200 KIDS, ESPECIALLY IN TRACK SEASON IN THE SPRING, THERE'S THREE OR 400 KIDS THAT CAN BE GONE FOR TWO DAYS CONSECUTIVELY. SO THE MAJORITY LINE UP, BUT WE DO MISS A FEW. WE CAN'T COVER THEM ALL. TRY TO REALLY IDENTIFY THOSE DATES. >> ANY OTHER QUESTIONS? MR. KANTOR. >> THANK YOU. FIRST OF ALL, I WANT TO SAY THANK YOU TO YOU DR. CRISP AND TO TYLER REYNOLDS, AND EVERYONE ELSE WHO'S WORKED SO FAR OUT OF SCHEDULE. FOR US AS HIGH SCHOOL STUDENTS, THE FLEX FRIDAYS HAVE BEEN VERY HELPFUL IN TERMS OF MAKING UP ASSIGNMENTS OR COMING IN AND GETTING EXPERT INSTRUCTIONS FROM OUR TEACHERS. THE ONE THING I WANTED TO BRING TO LIGHT WHICH I KNOW IT'S TOO LATE FOR THE NEXT SCHOOL YEAR IS THE START OF THAT TIME. [NOISE] FOR US IN THE MIDDLE OF HIGH SCHOOL, A LOT OF THE WORK WE DO IS CENTERED AROUND CLASS TIME, CENTERED AROUND AP TESTS, AND OTHER FORMS OF STANDARDIZED TESTING, ALL OF WHICH OCCUR IN THE EARLY TO MID-SPRING SPRING. UNDER THE LATE STARTS THAT WE'VE HAD FOR QUITE A FEW YEARS NOW, I'VE SEEN AS A STUDENT SORT OF THIS EDUCATIONAL LIMBO TO SAY WHERE MATH CLASSES CAN GET SOME OF THESE STANDARDS READY FOR THE LAST SEMESTER AP CLASSES YOU PREPARE FOR THE AP TEST, AND THEN YOU HAVE A MONTH OR TWO AFTERWARDS IN WHICH YOU PARTICIPATE IN THE OTHER ASSIGNMENTS IS TO MAKE UP FOR IT. WHAT THEY NEED TO CONSIDER GOING FORWARD WITH FUTURE SCHEDULES AND THINGS LIKE THAT IS POSSIBLY THINKING ABOUT HOW TO EITHER ADJUST TIMES TO REFLECT THAT OR THINK ABOUT HOW TO ENHANCE OR FACTOR EDUCATION IN A LOT OF WAYS. [00:20:03] >> JUST TO CLARIFY, WHEN YOU SAY TIME, ARE YOU TALKING ABOUT THE STARTING DATE OF SCHOOL? >> YES. >> TO MOVE IT TO MID-AUGUST, SO IT FALLS MORE LIKE 90% OF THE SCHOOLS IN WYOMING, SO IT MEETS UP WITH THE WHITE TOP. >> I THINK TO ADD TO GET BOTH OF YOU IN MIND, I WANT TO CLARIFY ONE THING TOO. MOST OF THE AP TESTS ARE DONE THE FIRST 10 DAYS OF MAY. THE HIGH SCHOOL IS A AP SCHOOL, AS WE ALL KNOW. WHEN YOU'RE TEACHING WITH THOSE CLASSES AND YOU GIVE THE TEST MAY 8TH, THE TEACHERS THAT ARE DOING EXTRAORDINARY JOB OF KEEPING STUDENTS ENGAGED IN DIFFERENT TYPES OF PROJECTS THAT GO TO THEIR GRADE, BUT THE TEST IS OVER AND SO YOU HAVE ABOUT 5 1/2 WEEKS OF TIME. IT'S CREATIVE TIME, IT'S GREAT TIME, BUT IT'S NOT AP CURRICULUM TIME. THAT'S ONE OF THE PIECES. >> THEY MISS OUT ON 5 1/2 WEEKS OF INSTRUCTION WHERE THE REST OF THE COUNTRY TAKING THE AP TESTS HAVE HAD FIVE WEEKS OR FOUR WEEKS OR THREE WEEKS MORE INSTRUCTION THAN THE STUDENTS AT THE HIGH SCHOOL. OUR KIDS DO A TREMENDOUS JOB WITHOUT QUESTION. HOWEVER, THEY ARE MISSING OUT AND COMPARATIVELY SPEAKING TO OTHER SCHOOL DISTRICTS THAT HAVE AN EARLIER BEGINNING IN EIGHTH OR AUGUST IT MAKES A DIFFERENCE. [NOISE] >> MR. CHAIR. BUT TO SAY AGAIN THE BEAUTIFUL JACKSON HOLE WEATHER IN AUGUST [LAUGHTER] YOU JUST COULD NEVER GET AGAIN IN ALL YOUR LIFE, ALL THOSE MEMORIES. >> ALSO TRUE. >> THANK YOU, TRUSTEE MEAD. [LAUGHTER] >> TRUSTEES, NEXT MONTH, WE WILL HAVE THE CALENDAR REFINED. BUT IF THERE'S ANY OTHER INPUT OR THINGS THAT YOU'D LIKE US TO CONSIDER, AND WE'LL ALSO GET IN TOUCH WITH THE MIDDLE SCHOOL TO MAKE SURE WE HAVE THE FLEX FRIDAYS THAT HE THINKS WOULD BE MORE BENEFICIAL SO WE HAVE THOSE LOCKED IN. BUT IF THERE'S ANYTHING ELSE YOU'D LIKE US TO CONSIDER, WE HAVE PLENTY OF TIME, SO ONE MORE, MACK. THANK YOU. >> YOU'RE WELCOME. >> THANK YOU, DR. PEARSON. >> THANK YOU, GABRIEL, FOR YOUR COMMENTS, IT'S APPRECIATED. WITH THAT, ARE WE DONE, DR. CHAPMAN? >> YES, SORRY. [OVERLAPPING] >> YOU WERE COMPLETED. STUDENT SCHOOL BOARD MEMBER REPORT. HEY, ANDREW. HOW'S THE LANE? YOU'RE BACK? >> GOOD, EVEN BETTER. [OVERLAPPING] >> ARE YOU PLAYING? >> FROM BASKETBALL RIGHT NOW. >> OH, GOOD. HAPPY TO HEAR THAT. >> IT'S NICE. IT'S [INAUDIBLE] ON THE SIDELINES. >> AWESOME. PLEASE [INAUDIBLE] >> [OVERLAPPING] YOU GO. >> PRESENTATIONS, SORT OF SIMILAR TO HOW IT WAS LAST MONTH. OVER THE COURSE OF DECEMBER AND MOVING INTO JANUARY WE'VE BEEN DOING A SERIES OF MEETINGS WITH DIFFERENT ELEMENTARY SCHOOLS. WE HAD AN OPPORTUNITY TO MEET WITH JACKSON ELEMENTARY SCHOOL AND WILSON ELEMENTARY SCHOOL, WHERE WE PRESENTED TO A GROUP OF LOCAL STUDENTS THERE AND WE HAD THE OPPORTUNITY TO HEAR SOME OF THEIR INPUT ON THEIR TIME IN ELEMENTARY SCHOOL AND DIFFERENT THINGS AROUND THE SCHOOL DISTRICT. WE HAVE UPCOMING MEETINGS THIS MONTH WITH THE REMAINING ELEMENTARY SCHOOLS IN THE DISTRICT, AS WELL AS THE MIDDLE SCHOOL AND ADDITIONALLY, ON THE 17TH, WE HAVE A MEETING WITH A PARENT GROUP AS WELL TO GET THEIR INPUT. >> SLIDE, PLEASE. AGAIN, JUST GOING THROUGH OUR DATA COLLECTION SECTION RIGHT NOW. AGAIN, WE MET WITH THE TEACHERS EARLIER. WE HAVE THOSE MEETINGS WITH THE ELEMENTARY SCHOOLS THAT NEXT WEEK HOPEFULLY WE'LL GET TO, I THINK KELLY AND HOPEFULLY MIRANDA, I THINK, I'M GOING TO TALK TO MS. CHAPMAN ABOUT THAT. BUT THE SESSIONS WENT GREAT WITH WILSON AND JES. YOU WOULDN'T REALLY THINK THAT THE ELEMENTARY SCHOOLERS HAD A LOT TO SAY, BUT THEY'LL TALK FOR TWO HOURS IF YOU LET THEM. [LAUGHTER] IT WAS AWESOME. WE COLLECTED DATA FROM THAT WITH SHORT, BUT JUST A NATURAL CONVERSATION WITH THEM WHICH IS HOPEFULLY HOW WE WANT TO DO THE PARENT ONE, JUST A VERY OPEN CONVERSATION ABOUT THINGS THAT CAN BE BETTER IN ADDING TO THAT PORTION OF THE GRADUATE THING. THEN HOPEFULLY TWO OFFICERS HAVE OFFERED TO HELP US WITH DATA SYNTHESIS AND PUTTING IT ALL TOGETHER AND OBVIOUSLY, WE'LL WORK TOGETHER AND WE'RE REALLY EXCITED. HOPEFULLY, YOU GOT TO THE ELEMENTARY SCHOOLS AGAIN AND THE PARENT MEETING WILL BE VERY IMPORTANT. >> THIS IS OUR COMMUNITY SURVEY WHICH WE WERE PLANNING TO SEND OUT, [00:25:05] BUT WE ARE CURRENTLY REVISING IT TO MAKE IT MORE ADAPTABLE FOR FUTURE USE AND FOR OTHER MEMBERS OF THE COMMUNITY, AND ONCE WE DO THAT, WE WILL SEND IT OUT. [OVERLAPPING] QUESTIONS? >> THE QUESTIONS FOR STUDENT SCHOOL BOARD. >> THANK YOU. [OVERLAPPING] >> THANKS. >> THANK YOU. >> PAT? >> MOVING ON. DIRECTOR MAYO. >> GOOD EVENING. I DON'T HAVE MUCH FOR YOU TODAY. JUST THE BUDGET UPDATE. YOU CAN SEE THAT OUR REVENUE LOOKS TO BE EXCEEDING WHAT OUR BUDGET IS, BUT I'LL REMIND YOU THAT JANUARY IS THE FIRST PAYMENT OF OUR RECAPTURE PAYMENT, SO WE'LL PAY 31 MILLION TO THE STATE ON TUESDAY SO THAT 77 MILLION WILL COME DOWN A LITTLE BIT. EVERYTHING ELSE SEEMS TO BE MOVING ALONG QUITE NICELY. WE'RE DEFINITELY IN THE PLANNING STAGES LOOKING AT NEXT YEAR. THE RESIGNATION DATE FOR THIS YEAR IS FEBRUARY 1ST, SO WE'RE GATHERING ALL OF THAT INFORMATION AND WE'LL REALLY AMP INTO PLANNING FOR NEXT YEAR. >> MRS. [INAUDIBLE] DO YOU HAVE ANYTHING TO ADD? >> I DON'T. WE DISCUSSED IN THE COMMITTEE, EXTRA FUNDING, ENDING WHICH IS A BIG THING TO CONSIDER. [OVERLAPPING] >> WHAT'S THAT AMOUNT? >> TWO MILLION. >> THE AMOUNT THAT WE NEED TO MAKE ROOM FOR IN THE GENERAL FUND IS ABOUT TWO MILLION DOLLARS OF SR-FUNDED POSITIONS. I FEEL CONFIDENT THAT WE'RE GOING TO FIGURE THAT OUT. I KNOW IT SEEMS LIKE A BIG NUMBER, BUT THERE ARE SO MANY MOVING PIECES AND THINGS MOVING AROUND THAT THERE'S NO BIG ALERT JUST YET. >> ANY OTHER QUESTIONS? >> NO, SIR. >> NO? I'M GOING TO JUMP IN, AND I HAVE SOME. AS YOU ALL KNOW, THERE'S A BALLOT ISSUE COMING DOWN AND I THINK THE NUMBER I READ IS IF THIS BALLOT WOULD PASS, IT'S ABOUT $130 MILLION CUT OF PROPERTY TAXES ACROSS THE STATE. LET'S JUST SAY IT'S 120 MILLION AND WOULD GO TOWARDS EDUCATION FUNDING. WHAT WOULD BE OUR PRO RATA? I THINK OUR PRO RATA SHARE WOULD BE ABOUT 5% OF THAT 120 MILLION AND ONLY ABOUT 5% IN OTHER STATES. >> PROBABLY. >> EDUCATION BUDGET, SO THAT'S ABOUT SIX MILLION DOLLARS THAT WE COULD POTENTIALLY BE LOOKING AT THE LEGISLATURE POTENTIALLY [OVERLAPPING] >> REDUCING OUR GENERAL FUND BUDGET, WELL, THERE WOULD HAVE TO BE MORE THAN JUST THE PROPERTY TAX BILL. THE SCHOOL FUNDING DOES COME FROM PROPERTY TAXES ACROSS THE STATE OF WYOMING, BUT THAT DOESN'T CHANGE THE STATUTORY REQUIREMENT THAT IS IN WYOMING LAW ON HOW THEY HAVE TO FUND THE BASKET OF GOODS. IF THAT WERE TO PASS, THEN THEY WOULD HAVE TO DO WHAT THEY COULD CONSIDER A RECALIBRATION OF THE FUNDING MODEL FOR EDUCATION, WHICH WOULD GO THROUGH A REALLY PROBABLY VIGOROUS PROCESS ACROSS THE STATE. JUST BECAUSE THEY'RE REDUCING PROPERTY TAXES ACROSS THE STATE, DOESN'T MEAN THEY'RE REDUCING EDUCATION FUNDING. THEY'LL JUST HAVE TO FIND THAT SOMEWHERE ELSE. THERE'S NOTHING IN THE PROPERTY TAX BILL THAT SAYS THAT THEY'RE GOING TO CHANGE THE AMOUNT THAT THEY'RE FUNDING SCHOOLS. THAT'S ALWAYS ON THE TABLE IN EVERY LEGISLATIVE SESSION, BUT I HAVEN'T SEEN ANY BILLS THAT ARE REDUCING THE AMOUNT OF FUNDING THE EDUCATION IF THEY DO REDUCE PROPERTY TAXES ACROSS THE STATE. THEY WOULD COME UP WITH THAT FUNDING SOMEWHERE ELSE, OR THEY WOULD HAVE TO BE, OR THEY'D BE IN VIOLATION OF THEIR OWN LAWS. >> WHAT'S YOUR ORGANIZATION? >> [INAUDIBLE] >> [INAUDIBLE]? YOU'RE STAYING ON TOP OF THIS? >> YES. I'M TRYING TO BE POLITICALLY CORRECT. [LAUGHTER] >> I UNDERSTAND YOUR STRUGGLES. [LAUGHTER] >> IT IS IN THE PROCESS. >> IT IS. [LAUGHTER] >> I GUESS AS THIS PROGRESSES, [00:30:02] THERE WILL PROBABLY COME A POINT WHERE WE NEED TO LOOK AT THE BACK OF AN ENVELOPE AND SAY WHAT IF, AND PLACE SOME JUST VERY GENERIC, WHAT IF SCENARIOS THAT INCLUDE SHOULD BE SOME PRETTY GOOD REDUCTION IN WHAT WE CAN DO. >> THE STATE DOES HAVE RESERVES AND THEY HAVE RESERVES DEDICATED TO EDUCATION FUNDING. [LAUGHTER] EVEN IF THIS BILL WERE TO PASS IN THIS SESSION, THERE'S SO MUCH WORK AND SO MUCH CHANGE THAT WOULD HAVE TO BE PASSED TO CHANGE THE LAW ON EDUCATION FUNDING. I DON'T SEE HOW THEY COULD GET THAT PUT TOGETHER EVEN NOW. [OVERLAPPING] >> IT WON'T HAPPEN THIS YEAR FOR THIS NEXT BUDGET BUT NEXT YEAR IS WHERE I'M MORE FOCUSING BECAUSE IF THE BALLOT IT ACTUALLY PASSES, THEY HAVE 90 DAYS TO IMPLEMENT WHAT THE VOTERS WANT. >> TRUE. THEY COULD IMPLEMENT WHAT THE VOTERS WANT WITHOUT IMPACTING EDUCATION FUNDING. THEY COULD STILL PASS THE BILL AND NO CHANGE. [LAUGHTER] >> MR. CHAIR. >> YES, KRISTEN. >> MR. CHAIR, KRISTEN. IT SEEMS THAT THE LAST FEW LEGISLATIVE SESSION, THE BIENNIAL BUDGET, FOR EXAMPLE, PROPOSED BY MARK HORTON HAS MILLIONS GOING INTO SAVINGS. THEY'RE NOT REALLY IN A POSITION TO SAY, WELL WE'RE GOING TO CUT EDUCATIONAL FUNDING IF THEY'RE CONTINUING TO STASH MONEY IN SAVINGS, WHICH THEY DID LAST BIENNIAL SESSION. I'M PRETTY CONVINCED THAT KRISTEN'S RIGHT THAT WHILE THEY CAN DO WHATEVER THEY WANT WITH PROPERTY TAX, THEY STILL HAVE TO FUND SCHOOLS AND THAT'S BY THE LAWS THAT THEY HAVE ESTABLISHED THEMSELVES AFTER BEING SUED, SO THEY'LL JUST HAVE TO EITHER CUT SOMEBODY ELSE OR RAISE THE MONEY SOME OTHER WAY. >> THEY ARE IN THE MIDST OF ANOTHER LAWSUIT. I THINK IT WOULD BE PRETTY BOLD TO REDUCE EDUCATION FUNDING WHILE IN THE MIDDLE OF A LAWSUIT OVER EDUCATION FUNDING BUT THAT'S JUST MY OPINION. [LAUGHTER] >> WE'VE SEEN INCREASE THOUGH. [LAUGHTER] >> YOU NEVER KNOW. >> WHATEVER HAPPENS, IF IT'S NEGATIVE KEEP IT AWAY FROM THE CLASSROOMS, PLEASE. >> YES. >> OF COURSE. THAT WILL BE UP TO ALL OF YOU. >> ANYBODY ELSE? THANK YOU. [OVERLAPPING] [LAUGHTER] LET'S SEE. NEXT TIME THEY HAD SHARED PROBABLY OTHER REPORTS. >> TRUSTEES THE FIRST ITEM UNDER OTHER REPORTS. I KNOW ALL OF YOU ARE AWARE OF THE ADDITIONAL HOUSING THAT'S COMING INTO THE VALLEY, WHICH IS OBVIOUSLY VERY HELPFUL AND APPRECIATED. JUST RECENTLY, THE TOWN COUNCIL APPROVED THE FOUR STRUCTURE AT THE VIRGINIAN PROPERTY, WHICH IS FIVE ACRES, AND I BELIEVE IF I'M REMEMBERING CORRECTLY, THEY'RE THINKING ABOUT 120 UNITS. THAT HAS A SIGNIFICANT IMPACT ON SCHOOLS, AS DOES THE PLAN DEVELOPMENT FOR NORTHERN SOUTH PARK. THIS BOARD AND I AND CHARLOTTE, WE HAVE EITHER PENNED LETTERS, MADE PUBLIC COMMENT OR SOMETHING ALONG THOSE LINES REGARDING EXPRESSING OUR SUPPORT FOR HOUSING. WE'RE EXCITED ABOUT IT, WE'RE THRILLED ABOUT IT, AND URGING OUR ELECTED OFFICIALS TO REMEMBER THE IMPACT OF SCHOOLS BECAUSE AT ELEMENTARY, WE'RE IN THE PERFECT SPOT. WE ARE RIGHTLY SIZED, OUR STUDENTS ARE GETTING THE EDUCATION EXPECTED AND CALLED FOR BY THE STATE IN TERMS OF CLASS SIZES AND ALL OF THAT. WE'RE IN A GREAT SPOT FOR ELEMENTARY SCHOOL. MIDDLE SCHOOL, AND HIGH SCHOOL WE CONTINUE TO HAVE CONCERNS. EVEN THOUGH WE'RE IN A GOOD SPOT RIGHT NOW WITH ELEMENTARY WITH THE DEVELOPMENT THAT IS BEING PLANNED, WE WOULD ABSOLUTELY NEED TO BE THINKING ABOUT AN ELEMENTARY SCHOOL. [00:35:01] WE ABSOLUTELY WOULD NEED TO EXPAND THE MIDDLE SCHOOL IN ORDER TO ACCOMMODATE THE EXPECTED NUMBER OF STUDENTS AND THE HIGH SCHOOL OBVIOUSLY IS A CONCERN. THIS LETTER IS MEANT TO COMMUNICATE THAT TO THE BOARD OF COUNTY COMMISSIONERS AS THEY CONTEMPLATE CHANGING AND APPROVING RULES. AGAIN, IT'S MEANT TO EXPRESS SUPPORT FOR HOUSING, YET REMIND FOLKS THERE IS AN IMPACT TO SCHOOLS. I APPRECIATE TRUSTEE ZUNG. SHE'S MADE SOME COMMENTS IN HERE. I'M NOT SURE THAT YOU CAN SEE THOSE ON THE SCREEN HOWEVER, THERE ARE SOME GOOD COMMENTS IN HERE. IF THERE'S ANY OTHER EDITS OR IF YOU ALL WANT TO HAVE A DISCUSSION OR MAYBE YOU DON'T WANT TO SEND A LETTER AT ALL, THAT'S FINE TOO. I JUST WANTED TO HAVE THIS OPPORTUNITY FOR THE BOARD TO PROVIDE SOME DIRECTION ON WHETHER OR NOT YOU WANT A FORMAL LETTER OR IF THERE'S OTHER COMPONENTS THAT YOU'D LIKE TO SEE ADDED. >> TRUSTEE ZUNG. >> MR. CHAIR, THANK YOU. I ONLY HAD A COUPLE OF COMMENTS. ONE WAS JUST ONE SENTENCE THAT WAS A LITTLE CONFUSING TO ME AND THEN THE OTHER ONE WAS WE GET INTO THE HIGH SCHOOL, MIDDLE SCHOOL ROAD, AND THE CAPACITY AND I CAN SEE INCLUDING ISSUES WITH THE DROP-OFF TIMES, BUT IT SEEMED LIKE WE SHOULD JUST FOCUS ON SCHOOLS, NOT ROAD CAPACITY AND IF THEY ARE UNDER-DESIGNED, THINGS LIKE THAT BECAUSE I DO KNOW THAT THE COUNTY AND THE TOWN ARE WORKING ON AN OVERALL TRANSPORTATION CAPACITY STUDY THAT THE SCHOOL DISTRICT IS PARTICIPATING IN SO THAT WAS MY OWN THOUGHT. >> MR. CHAIR. >> YES, TRUSTEE MEAD. >> TRUSTEE ZUNG AT ONE TIME WHEN WE WERE TALKING ABOUT POTENTIALLY OBTAINING PROPERTY DOWN BY RAFTER J, THE POSITION OF THE COUNTY WAS THAT WE WOULD HAVE TO PAY FOR THE EXPANSION OF THE ROAD. I THINK IT IS IMPORTANT TO HAVE THAT IN THERE BECAUSE THAT WAS THE POSITION OF THE COUNTY AT THAT TIME, THAT THE SCHOOL DISTRICT WOULD HAVE TO EXPAND THE ROAD TO HAVE ENOUGH ROOM FOR BUSES AND THE PUBLIC. IT HASN'T ALWAYS BEEN A COUNTY COMMISSION THAT WAS AS HELPFUL, MAYBE AS THE CURRENT ONE, AND THERE MIGHT NOT ALWAYS BE, SO THAT WAS REALLY DISTRESSING AT THE TIME. SINCE THAT TIME, THEY HAVEN'T EVEN MENTIONED TO THE DEVELOPERS OF PARKS THAT THEY INCREASED THE SIZE OF THE ROAD BUT FOR THE SCHOOL DISTRICT, THEY WANTED US TO DO THAT. I THINK THAT'S PROBABLY WHY [NOISE] SUPERINTENDENT [INAUDIBLE] KEPT THAT IN THERE. >> TRUSTEE CARLIN, [INAUDIBLE] >> I'M JUST SMILING. [LAUGHTER] >> IT'S GOOD THING >> [OVERLAPPING] I HAVE A QUICK QUESTION. SUPERINTENDENT CHAPMAN, [NOISE] THIS IS ADDRESSED TO THE COUNTY COMMISSIONERS, AND YOU MENTIONED ABOUT THE VIRGINIAN. REFRESH MY MEMORY, WE HAVE SENT A LETTER TO THE TOWN OF JACKSON THAT IS SIMILAR FOR THEM TO CONSIDER AS WELL AS THEY CONTINUE TO APPROVE HOUSING UNITS. >> CHAIR SCARLETT, TRUSTEE ABRAMS, IT'S BEEN A WHILE SINCE WE'VE COMMUNICATED WITH THE TOWN REGARDING HOUSING, SO IT MAY BE BENEFICIAL TO EXPAND THIS TO BOTH, SO THAT THEY ARE AWARE AND THEY RECEIVE THE SAME COMMUNICATION. THE VIRGINIAN HAPPENED REALLY FAST, AND THERE HASN'T BEEN ANY OPPORTUNITY, WHATSOEVER, REALLY TO WEIGH IN ON THAT IN TERMS OF THE IMPACT TO SCHOOLS, AND THAT WOULD DEFINITELY IMPACT JACKSON ELEMENTARY WITH 120 UNITS. I DON'T KNOW HOW MANY BEDROOMS THAT IS, I CAN'T DO A QUICK CALCULATION. BUT THAT WILL DEFINITELY IMPACT JACKSON ELEMENTARY, BECAUSE THAT'S IN THAT ATTENDANCE AREA. >> AND I APPRECIATE THE LETTER. AND DO YOU FEEL THAT THIS ALSO ADDRESSES THE TRANSPORTATION ISSUE THAT WE, AS A SCHOOL DISTRICT, WILL FACE? YOU TALK ABOUT 120 UNITS, ALL THOSE ELEMENTARY SCHOOL STUDENTS, MY BRAIN STARTS CALCULATING. THAT'S NOT JUST ONE BUS THAT WE NEED AT THAT STOP TO GET THERE. SO IT'S NOT JUST THE IMPACT TO THE SCHOOL BUILDING FACILITY, [00:40:03] IT'S ALSO HOW ARE WE GOING TO GET ALL OF THESE STUDENTS TO SCHOOL AS WELL BECAUSE THAT'S NOT IN A WALKING DISTRICT SCHOOLS. >> IT'S A GOOD THING WE HAVE THE BEST TRANSPORTATION DIRECTOR. >> OF COURSE. [LAUGHTER] >> [OVERLAPPING] YOU SAW IT NOW. [LAUGHTER] >> EVERYBODY WANT TO SUPPORT HIM. [LAUGHTER] WE'RE THINKING ABOUT HIM. >> YES, INDEED. IT'S A GOOD POINT, TRUSTEE ABRAMS, ESPECIALLY AT THE VIRGINIAN, BECAUSE NOT ALL THOSE KIDS WOULD BE GOING TO JACKSON ELEMENTARY. SOME MAY BE GOING TO MUNGER, SOME MAY BE GOING TO THE MIDDLE SCHOOL, SOME MAY BE GOING TO SOME OTHER HIGH SCHOOL, SO IT POTENTIALLY COULD BE A NUMBER OF BUSES. >> TRUSTEE. >> MR. CHAIR, SUPERINTENDENT CHAPMAN,ARE YOU ASKING, DO WE NEED TO DO A VOTE OF APPROVAL TO SEND THIS LETTER? >> TRUSTEES, I HAVE THIS COMING FROM CHAIRMAN SCARLETT. AS I'M TOLD THAT HAVING THE BOARD ACTUALLY SEND A LETTER, IT CARRIES MORE WEIGHT THAN FOR ME. SO IF YOU'RE COMFORTABLE WITH THE GENERAL CONTENT, WE CAN CLEAN IT UP AND ADD SOME OF THESE COMMENTS. THEN IF YOU'D LIKE US TO SEND IT AND EXPAND THAT ALSO TO THE TOWN SO THEY HAVE THE EXACT SAME INFORMATION. I THINK THAT'S AN EXCELLENT IDEA AND THEN WE'D BE HAPPY TO DO THAT. >> DO WE NEED A MOTION, OR DO YOU THINK IT'S OKAY? >> I DON'T THINK WE NEED A MOTION. THIS HAS BEEN A GOOD DISCUSSION AND I BELIEVE I HAVE THE DIRECTION. >> I'D BE HAPPY IF IT CAME FROM THE BOARD AS A WHOLE. >> AS A WHOLE. >> YES. >> [OVERLAPPING] IF YOU WANTED US ALL TO SIGN. >> I'D BE MORE THAN [OVERLAPPING] HAPPY TO SIGN IT. >> WE'LL ALL SIGN. >> I COULD CIRCULATE A DOCUSIGN, AND THAT'S A QUICK AND EASY WAY TO GET EVERYONE'S SIGNATURE. SO I'LL BE HAPPY TO ADD THAT. >> GREAT. >> THERE'S A LOT GOING ON IN THIS LITTLE NEIGHBORHOOD ON THE VIRGINIAN LANE AND THEY MEAN A LOT. >> YES, IN ADDITION TO THE LOOP APARTMENTS WHICH ARE [OVERLAPPING] RIGHT OVER HERE. >> THEN IS THE PROJECT NORTH OF THE JACKSON ELEMENTARY COMPLETED, THE RED DISTRICT, THE OLD FOREST SERVICE PROPERTY? >> [INAUDIBLE] IS THAT HIDDEN HOLLOW? >> OH, YES >> HIDDEN HOLLOW. >> I THINK THEY'RE IN MIDDLE OF CONSTRUCTION FOR SOME OF THEM. LOOKS LIKE THEY'RE GETTING CLOSE, BUT THEY ARE BUILDING. >> BUT GOING ON. >> [NOISE] EXCUSE ME. THE NEXT ITEM, SARA VAN GENDEREN, OUR LEGAL COUNSEL, HAS PROVIDED THE AGREEMENT WITH THE PARKS AND REC THAT WAS EXECUTED IN ON JANUARY 1, 2022. AND THIS AGREEMENT GOES THROUGH JANUARY 1 OF 2026, AND WE HAVE THIS POSTED. IT'S RATHER LENGTHY AND WE THOUGHT IT WOULD BE BEST TO POST IT TONIGHT AND GIVE THE BOARD AN OPPORTUNITY TO REVIEW IT. I ALSO NOTICED THAT ON PAGE 19, THERE'S A DIAGRAM. IT'S NEARLY IMPOSSIBLE TO READ, SO WE'LL GET A CLEANER, EASIER TO READ DOCUMENT POSTED FOR THE NEXT BOARD MEETING. SO IN THE MONTH THAT WE HAVE FROM TODAY UNTIL THE FEBRUARY SET, LESS THAN A MONTH, 7TH BOARD MEETING, IF YOU TAKE A LOOK AT IT AND PREPARING QUESTIONS, AND THEN SARA VAN GENDEREN WILL BE ABLE TO GO THROUGH ALL THE NUANCES OF THIS AGREEMENT AND THE IMPACT OF EXPANSION AND ANY OTHER QUESTIONS THAT YOU MAY HAVE. >> ANY PLANS FOR DR. CHAPMAN ON THIS? >> I HAVE JUST ONE GENERAL THING, SARA. IF YOU COULD ADD JUST A QUICK TIME LINE, INCLUDING OUR AGREEMENT WITH THE RECS [INAUDIBLE]. THERE WAS SOMETHING IN THAT ORIGINAL DEED. >> THERE WAS AN ORIGINAL DEED, THE WHOLE AGREEMENT. THAT ACTUALLY, A VERY INTERESTING HISTORY AND I'M WILLING TO EXPLAIN IT [INAUDIBLE]. >> CAN YOU JUST BRING THAT UP IN OUR WHOLE RELATIONSHIP WITH PARKS AND REC? [00:45:02] I THINK THAT'S IMPORTANT FOR US ALL TO HAVE THAT BACK ON KNOWLEDGE. THIS AGREEMENT'S IN PLACE ON THE 26TH AND MY CONVERSATIONS WITH THE OTHER SIDE OF THE PARTIES IN MY LIST UNROLLS. THEY HAVE VERY LITTLE INTEREST AT THIS POINT IN CRACKING THIS AGREEMENT OPEN UNTIL IT'S MATURED. >> GREAT, MAKE SURE [INAUDIBLE] >> WE HAVE TWO YEARS REMAINING IN THIS. >> CHAIRMAN SCARLETT? >> YES. >> IT WAS BROUGHT UP TO ME ON THE SIDE BY TRUSTEE GINGERY, SOME HISTORICAL EVENTS THAT PASS TOWARDS TOOK AND PROVIDED SCHOOL LAND TO OUR COMMUNITY, AND THOSE ARE SOME PARKS. AND IT'D BE GREAT TO HAVE THAT HISTORY AS WELL SO WE, AS SCHOOL BOARD, CAN LEARN, BUT ALSO THE GENERAL PUBLIC CAN LEARN ABOUT THAT HISTORY ALSO. COULD WE INCLUDE THAT TOO? >> SURE. THAT WOULD INCLUDE MILLER PARK. WHAT ELSE, THE ARTS? >> [OVERLAPPING] CENTER FOR THE ARTS. >> THEN A PORTION OF OWEN BIRCHER. >> OWEN BIRCHER. >> WASN'T THERE SOMETHING ELSE? >> MIGHT HAVE SAID MILLER PARK. >> MILLER PARK, CENTER FOR THE ARTS, REC CENTER. THAT WAS FOOTBALL FIELD [OVERLAPPING] AND I WANT TO SAY CHAMPIONSHIP. [LAUGHTER] >> THE THE OLD WILSON SCHOOL SITE. >> THE OLD WILSON SCHOOL SITE. >> HOW ARE WE THINKING? [LAUGHTER] >> CERTAINLY. THE HISTORY IS VERY INVOLVED AND IT'S BEEN A GREAT RELATIONSHIP, BUT THERE'S BEEN A LOT OF EVENTS OVER THE YEARS. ACTUALLY, WHICH HAS KIND OF RESULTED IN ALL OF THE IMPROVEMENTS AND SHARED USE WITH SHARED MAINTENANCE AND RESPONSIBILITY. >> THEN THE DECISION-MAKING BOARDS TURN OVER EVERY TWO YEARS AND SO THE HISTORY GETS LOST. >> YES. >> OH, YEAH. >> IT DOES, ZOE. WE HAVE THROUGH ALL OF THESE AGREEMENTS, AS YOU WILL SEE IN THIS MOST RECENT ONE IS WE TRY TO CAPTURE THE HISTORICAL EVENTS SOLELY AS [INAUDIBLE] SO THERE IS REASON AND INVESTMENT IN THE DISTRICT OF WHY THESE EVENTS TOOK PLACE. >> WE STILL HAVE DAVE LARSON [BACKGROUND] HISTORIAN. [LAUGHTER] THANKS, SIR. ANYTHING ELSE ON THE PARKS AND REC AGREEMENT REVIEW? >> THAT'S IT. >> DR. CRISP'S, AFTER BELL ACTIVITIES. [INAUDIBLE] >> MR. STIRWIT, TRUSTEES, AROUND AFTER THE BELL, THE BOARD REQUESTED SOME ADDITIONAL DATA IN OUR LAST MEETING AROUND COSTS ASSOCIATED WITH THE PROGRAMS IN OUR DISTRICT. YOU'LL SEE AT THE VERY TOP LINE ITEM, A SUMMER SCHOOL SUMMARY, A NUMBER OF STUDENTS' PARTICIPATION OVER THE COSTS. THE BULK OF THE DOCUMENT THOUGH, AS YOU'LL SEE, IS OUR AFTER THE BELL PROGRAMMING. THANK YOU TO [INAUDIBLE] FOR ALL YOUR HARD WORK AND KRISTEN HAS DONE A FANTASTIC JOB AS USUAL, PROVIDING US A BREAKDOWN OF THE SESSIONS AND COSTS FOR AFTER THE BELL. YOU SEE A PROJECTED COST FOR NEXT YEAR PER REQUEST FROM THE BOARD LAST TIME WHAT THIS WOULD LOOK LIKE IN TERMS OF THE FINANCIAL REQUIREMENT. OPEN FOR QUESTIONS AND WE'RE ALL FREE HERE TO ANSWER QUESTIONS YOU MAY HAVE, WHETHER IT'S EDUCATIONAL, PROGRAMMING COMPONENTS, OR FISCAL MANAGEMENT AROUND THE PROGRAMS. WE JUST WANT TO MAKE SURE WE COULD ANSWER YOUR QUESTIONS TONIGHT ON WHAT'S HAPPENING WITH AFTER THE BELL. >> ON THAT NOTE, WHEN WE'VE TALKED ABOUT HOW WE WOULD FUND THIS PROGRAM BECAUSE RIGHT NOW THIS PROGRAM'S BEING FUNDED WITH AN SR GRANT AND WE WOULD BE LOOKING TO THE REC DISTRICT TO MAKE THIS A REQUEST FROM THE REC DISTRICT IN ORDER TO FUND IT IF WE WANTED TO DO THAT. >> I MIGHT JUST ADD AS WELL THAT I THINK [00:50:02] SOME OF THE CONFUSION OVER THE MONTHS HAS TO DO WITH THE TITLE OF THE GRANT. IT'S CALLED SR3 AFTER SCHOOL GRANT. IT'S IMPORTANT TO RECOGNIZE THAT IT'S MORE LIKE OUT-OF-SCHOOL TIME, SO SUMMER SCHOOL, CREST, ALL OF THESE, WE HAVE SUPPORTED A LARGE NUMBER OF PROGRAMMING IN ADDITION TO AFTER THE BELL, WHICH IS JUST ONE COMPONENT, SO I THINK THAT IT'S JUST IMPORTANT TO CLARIFY AND I APPRECIATE THE WAY THAT KRISTEN HAS LAID THIS OUT FOR US. >> I DO THINK IT'S IMPORTANT TO ALSO MENTION, LAST YEAR'S SUMMER PROGRAM WAS ONE OF THE LARGEST I THINK WE'VE EVER RUN HISTORICALLY IN OUR DISTRICT. IT WILL LOOK DIFFERENT THIS COMING SUMMER. OUR FUNDS ARE SIGNIFICANTLY LESS FOR SUMMER SCHOOL. WE'RE TRYING TO BE CREATIVE ON HOW WE CAN KEEP A PROGRAM GOING TO HELP IF SOME OF OUR FAMILIES OVER THE SUMMER AT ALL GRADE LEVELS. BUT YOU CAN SEE THE TOP LINE ITEM, WHAT THE COST IS DUE TO THOSE FUNDS BEING THERE. THE VALUE OF AFTER-SCHOOL PROGRAMMING IS IMPORTANT IN MY EYES FOR MY INDIVIDUAL VIEW BECAUSE IT PROVIDES CONSISTENCY FOR FAMILIES, THEY KNOW WHAT THEY CAN SIGN UP FOR FOR THE YEAR IN SESSION, IT DOES NOT IMPACT THE CORE OF THE EDUCATIONAL DAY FOR 8-5 STUDENTS, YET IT STILL ALLOWS FOR SUPPLEMENTAL ENRICHMENT AND PROGRAMMING FOR SOME OF THOSE STUDENTS TO COUNT ON EVERY WEEK. I THINK IT'S UP TO US AND PER DIRECTION FROM THE BOARD OF WHERE WE NEED TO GO, OUR NEXT STEP, AS WE PLAN THE SPRING AND SUMMER FOR NEXT YEAR AND SUMMER SCHOOL IMMEDIATELY, QUESTIONS ARE ALREADY COMING UP ON WHAT WE'RE GOING TO BE OFFERED THIS SUMMER. MY JOB IS TO START THINKING THAT THROUGH, GET SOME DATES OUT TO FAMILIES AS SOON AS POSSIBLE SO THEY CAN START PLANNING. >> DR. CRISP, DO WE HAVE ANY, I HATE THIS BUT I'M GOING TO ASK THIS, DATA? CAN WE MEASURE SUCCESS IN A [INAUDIBLE] ANYTHING? IS THERE ANY WAY TO MEASURE THE SUCCESS, THE ACADEMIC? >> A VERY GOOD QUESTION. STEPHEN, PRANG, AND I HAVE BEEN WORKING ON SUMMER SCHOOL DATA. IT'S DIFFICULT BECAUSE ATTENDANCE RATES ARE HIT OR MISS. LAST YEAR IN SUMMER SCHOOL, WE RAN A VERY ACADEMIC-FOCUSED SUMMER SCHOOL PROGRAM ESPECIALLY FOR, I SHOULD SAY, K-4 IS A FIFTH GOING TO THE MIDDLE SCHOOL. THAT ACADEMIC PROGRAM THAT WE'VE DONE, IT HAS TO BE LOOKED AT, INSTEAD OF Y TOP SCORES BECAUSE THE TESTING WINDOWS DON'T ALIGN WITH SUMMER SCHOOL. MAYBE WE LOOK AT IT THIS WAY, LET'S LOOK AT HOW MANY KIDS STARTED WITH TIER 2 OR TIER 3 SUPPORT BEFORE THEY WENT TO SUMMER SCHOOL? THEN AFTER THEY LEFT SUMMER SCHOOL, ARE THEY STILL GETTING THAT ADDITIONAL 2-3 SUPPORT OUT OF A CORE CLASSROOM, JUST STRUCTURALLY, NOT DATA. HAS THEIR PLACEMENT CHANGED? WE DO SEE DATA THAT SOME OF THOSE STUDENTS ARE NOT IN SOME OF THOSE SUPPORT PROGRAMS ANYMORE AFTER SUMMER SCHOOL. IS IT A SIGNIFICANT AMOUNT? NO, BUT THERE ARE CASES THAT IT HAS HELD. BUT YOU ALSO HAVE TO KEEP IN MIND THE NUMBERS THAT ATTENDED LAST SUMMER. YOU LOOK AT THAT NUMBER, THAT'S A BIG PROGRAM. PREDICTING THIS SUMMER, IF WE WERE ABLE TO REALLOCATE AND FIND SOME FUNDS FOR A SUMMER SCHOOL PROGRAMMING, I'M ENVISIONING IT BEING A VERY TARGETED PROGRAM WITH A LOT LESS STUDENTS, BUT TARGETED VERSUS A LARGER, MORE COME-ONE-COME-ALL PROGRAM. THAT'S VERY PRELIMINARY THINKING UNTIL WE HAVE AN IDEA OF WHAT WE CAN AFFORD TO DO. >> I'M CURIOUS. YOU'RE THINKING YOU MIGHT SHRINK THAT SUMMER PROGRAM AND HAVE IT BE TARGETED? DO YOU HAVE ANY IDEA, AND YOU MAY NOT, OF THE KIDS THAT MAYBE WOULDN'T THEN ATTEND SUMMER SCHOOL, ARE THERE PROGRAMS THAT THEY WOULD BE ABLE TO ATTEND SO THAT THEY DON'T HAVE THAT SUMMER LEARNING LOSS? BECAUSE THE BOTTOM LINE IS ANY STRUCTURED ACTIVITY THAT A CHILD ATTENDS IN THE SUMMER, ESPECIALLY ELEMENTARY KIDS, THEY'RE GOING TO HAVE LESS SUMMER LEARNING LOSS. IF THEY CAN'T COME, THIS IS THEIR OPTION BECAUSE IT'S PUBLIC EDUCATION, THEN THEY MAY HAVE LEVEL LOSS AND THAT'S GOING TO BE DETRIMENTAL TO THEM AND THE REST OF THE KIDS IN THEIR CLASS. >> CAN I JUST JUMP IN REAL QUICK? I DON'T KNOW IF THERE'S OTHER PROGRAMS THAT THEY CAN ATTEND, BUT THIS LAST SUMMER, BECAUSE WE HAVE THE EXTRA FUNDING, [00:55:01] WE REALLY DID ALMOST DOUBLE, MAYBE EVEN TRIPLE, THE SIZE OF THE SUMMER PROGRAMMING. WHEN WE SAY IF WE'RE GOING TO REDUCE IT, WE'RE NOT NECESSARILY REDUCING IT FROM HISTORICAL LEVELS, WE JUST REALLY DOUBLED DOWN ON SUMMER SCHOOL TO SEE IF WE COULD GET SOME OF THIS DATA, TO SEE IF WE COULD HAVE RESULTS FROM HOW MUCH IS THIS IMPACTING THAT SUMMER LEARNING LOSS. I'LL LET SCOTT TAKE OVER FROM HERE, BUT I DON'T WANT TO GIVE THE ILLUSION THAT THIS IS A STANDARD LEVEL BECAUSE THIS WAS NOT A STANDARD LEVEL. >> HISTORICALLY TOO, WE HAVE HAD SUMMER SCHOOL PROGRAMS THAT HAVE BEEN VERY TARGETED TO THOSE STUDENTS WHO WOULD BE THE MOST [INAUDIBLE]. WITH A REDUCED PROGRAM, THAT COULD STILL OCCUR BECAUSE YOU'RE NOT TARGETING SO MANY STUDENTS. THAT POPULATION I THINK WE'RE DISCUSSING, COULD POTENTIALLY STILL HAVE SUPPORT, IT WOULD JUST BE A SMALLER PROGRAM, MORE TARGETED TOWARD THAT GROUP. >> I WOULD ADD AS WELL THAT I AM CURRENTLY COLLABORATING WITH LAURA SOLTAU AND STEPHEN PRANGE AND WE ARE COMPARING DATA OF CHILDREN WHO PARTICIPATED IN THE FOUR WEEKS OF THE SOLAR PROGRAMMING RUN BY TETON LITERACY CENTER AND CONTINUED THROUGH SUMMER SCHOOL. THOSE STUDENTS ACTUALLY RECEIVED THE RECOMMENDED DOSAGE, FUNNY WORD, BUT THE RECOMMENDED [NOISE] LET'S SAY, EIGHT WEEKS OF SUMMER SCHOOL, SO WE WILL HAVE THAT INFORMATION. AT THIS POINT, DIBELS IS THE MOST RELIABLE DATA POINT, BUT IT'S A SINGLE DATA POINT, SO THAT'S ONE OF OUR CONCERNS. I THINK IT'S REALLY IMPORTANT TO RECOGNIZE TOO THAT THERE ARE COLLABORATORS. I APPRECIATE YOUR QUESTION, ON BEST TEAM COLLABORATORS. THERE ARE COLLABORATORS WITHIN THE DISTRICT WHO [NOISE] WE CAN BETTER COLLABORATE AND MEET THOSE NEEDS OF STUDENTS WHO ARE NOT NECESSARILY ON THAT TARGETED LIST FOR THE DISTRICT ITSELF. THANK YOU. [NOISE] >> MR. CHAIR? >> MR. CHAIR. DR. CHRISTINE, YEARS AGO WHEN I WAS FIRST ON THE BOARD, THE STATE GRANTS THAT WE GOT FOR SUMMER SCHOOL REALLY PAID THE VAST MAJORITY OF SUMMER SCHOOL COSTS. ARE THEY JUST NOT DOING THAT ANYMORE? >> YEAH. THEY'VE CHANGED. I DID GET A CALL, WHERE WAS IT? BRIDGES? >> FOOTBRIDGE. >> BRIDGE [OVERLAPPING]. >> I SHOULD HAVE ASKED. >> I THINK IT WOULD BE REMISS OF ME TO ALSO JUST TO BE CLEAR TOO, THAT IN ORDER TO PULL OFF SOME OF THESE PROGRAMS, WE MIGHT HAVE TO MOVE SOME PROGRAMMING AROUND AND I SHOULD SAY ALLOCATION OF RESOURCES. IT'S HARD TO DO IT ALL. AND I'M URGED TO TRY TO RUN A PROGRAM AT MINIMAL FUNDS, AND THAT'S THE REALITY. WE JUST HAVE TO REALLY ASK OURSELVES, WHAT DO WE WANT TO BE GOOD AT AND DO WELL AS OPPOSED TO TRYING TO DO EVERYTHING. AT LEAST THAT'S WHY I'M TACKING IT PROGRAM NOW. WE JUST NEED TO DO SOME WORK ALL THAT. >> I JUST WANT TO ADD, EVEN IF WE WANTED TO DO A PROGRAM THIS BIG AGAIN, WE REALLY STRUGGLED WITH STAFFING IT LAST YEAR. WE WERE PAYING SOME SIGNIFICANT INCENTIVES TO JUST GET PEOPLE TO COME AND COVER. EVEN IF WE WANTED TO DO THIS PROGRAM, AGAIN, I DON'T BELIEVE THAT WE COULD STACK AT ALL. >> WELL, IT SEEMS TO ME THAT IT'S JUST AN IDEA THAT THE K5 IS THE BIGGEST, PROBABLY THE MOST IMPORTANT CHUNK, IS IF YOU GET THEM DOING WELL, THEY'RE GOING TO DO WELL ALL THE WAY THROUGH. IF WE CAN'T GET TEACHERS, THAT WOULD DICTATE THAT IT WOULD BE A SMALLER GROUP RATHER THAN 680 AS WELL. I'VE ALWAYS HAD A LITTLE TROUBLE WITH THIS BECAUSE OF THE EQUITY ISSUE. IT'S NEVER SEEMED TO ME VERY FAIR THAT FAMILIES WHO HAVE CHILDREN WHO ARE STRUGGLING ARE OFFERED SUMMER SCHOOL AND FAMILIES WHOSE CHILDREN ARE NOT ARE NOT OFFERED SUMMER SCHOOL. OBVIOUSLY, WE WANT TO GET KIDS PERFORMING AT BETTER LEVELS, BUT IT ALWAYS SEEMS THAT $1,700 A KID FOR THE SUMMER, QUITE A BIT OF MONEY. MAYBE WE SHOULD LOOK AT CHARGING FOR SUMMER SCHOOL IF THEY WANT TO SEND THEIR KIDS TO AN ACADEMIC SUMMER SCHOOL IN THE SCHOOL DISTRICT. IT'S AN IDEA. A LOT OF PEOPLE, OBVIOUSLY, [01:00:02] COULD NOT DO THAT, BUT THERE'S A LOT OF PEOPLE IN THIS TOWN THAT COULD. I DON'T KNOW, I THINK I'M GLAD YOU'RE LOOKING AT THIS NOW SO THAT WE CAN MAKE WHATEVER CHANGES ARE APPROPRIATE TO MAKE IT STILL WORK. >> TRUSTEE MILL, THE POINT YOU MAKE ABOUT CHARGING, ACTUALLY IN A LOT OF SCHOOL DISTRICTS AROUND THE COUNTRY THEY CHARGE. I'M NOT ADVOCATING THAT'S THE ONLY SOLUTION. >> YEAH, ME NEITHER. >> I [INAUDIBLE] A LITTLE BIT BECAUSE I DON'T WANT TO CREATE ANY TYPE OF MESSAGE THAT FAMILIES THAT CAN'T AFFORD IT WON'T HAVE OPPORTUNITIES. BUT A LOT OF DISTRICTS DO HAVE SORT OF A FEE OR SLIDING SCALE OR SOMETHING LIKE THAT. HAVING A PROGRAM THAT'S BEEN FREE FOR MANY YEARS HAS BEEN A REALLY NICE LUXURY. >> YES, SURE. >> THE TCSD. NOT THAT WE WOULD TRY TO DO IT. WE CAN, BUT I THINK IT'S IMPORTANT TO NOTE. >> THANK YOU,. >> CHAIRMAN SCARLETT? >> DR. CRISP. >> LOOKING AT THIS, I'M A LITTLE UNCLEAR ABOUT THE CREST SIDE OF IT AND ADDED STEM. IS THAT BECAUSE THAT CAME FROM ESSER FUNDING THAT'S GOING AWAY, SO IF I'M CLEAR, YOU'RE LOOKING AT WAYS TO REPLACE THAT FUNDING SO THAT IT COULD BE ADDED BACK FOR THOSE PROGRAMS POTENTIALLY. >> THE QUESTION WAS ASKED BECAUSE WE RECEIVED AN $850,000 GRANT FOR AFTER SCHOOL PROGRAMMING FROM SR. A COUPLE OF MEETINGS AGO, THE QUESTION WAS ASKED, HAVE YOU SPENT THE ENTIRE $850,000 ON AFTER SCHOOL OR HOW HAVE YOU SPENT THAT MONEY? THIS IS AN ACCOUNTING OF HOW HOW WE'VE SPENT THAT MONEY. OBVIOUSLY, THERE'S MORE THAN $850,000 HERE THAT WE'VE SPENT. AND SOME OF THAT HAS COME FROM SOME OTHER ESSER FUNDS, THE SCHOOL, IT'S HARD TO NARROW IT DOWN. SOME OF THE SUMMER SCHOOL WAS SPUN. THERE'S A COUPLE OF MOVING PIECES THERE. BUT WE JUST WANTED TO SAY, OKAY, THIS IS HOW WE'VE SPENT THAT MONEY. THESE ARE THE DIFFERENT PROGRAMS THAT WE'RE LOOKING AT? YES WHEN ALL OF THE ESSER FUNDING COMES TO AN END, WE ARE LOOKING AT HOW DO WE REPLACE SOME OF THIS PROGRAMMING, AVID AND STEM. WE DON'T YET HAVE A SOLUTION THEN OBVIOUSLY, WHEN WE'RE LOOKING AT THE CALENDAR, WE REDUCED CRUST DATES THIS YEAR. I DON'T KNOW WHERE WE'LL END UP FOR NEXT YEAR, BUT THOSE WILL BE CONVERSATIONS TO COME. >> MAKING THE POINT. GOING BACK TO WHAT TRUSTEE MEAD TALKED ABOUT FOR POTENTIAL FOR PAYING, ESPECIALLY WITH SUMMER SCHOOL, MAYBE THERE'S OPPORTUNITY OUT THERE TO WORK WITH SOME ORGANIZATIONS IN THE COMMUNITY WHERE THEY ARE HELPING FUND SUMMER PROGRAMS FOR STUDENTS. SOME OF THOSE STUDENTS MIGHT NEED TO BE IN SUMMER SCHOOL. MAYBE COORDINATED EFFORT, NOT JUST REALIZING OF HELPING FUND THE STUDENTS WHO REALLY NEED THAT AS WELL. >> TRUSTEE CARL. >> YEAH. >> I JUST NEED CLARIFICATION COUNSEL. HERE WITH THE AVID AND STEM PROGRAMS, THOSE ARE AT THOSE ARE PROGRAM AFTER SCHOOL PROGRAMS THAT HAVE FALLEN UNDERNEATH THIS AFTER SCHOOL GRANT. THIS ISN'T THE A PROGRAM THAT IS WITHIN THE SCHOOL DAY, CORRECT? >> NO. THIS IS THE I BELIEVE THIS IS JUST THE TUTORING, THE AFTER SCHOOL TUTORING THAT SOME OF THE AVID STUDENTS HAVE PARTICIPATED IN AND TUTORING THE YOUNGER STUDENTS AS WELL. >> THE AVID PROGRAM IS SOMETHING THAT WE'RE GOING TO HAVE TO ALSO CONSIDER BECAUSE THEY'RE UNDER THE ESSER AS DIFFERENT PART OF THE ESSER. >> THAT PART IS UNDER THE TWO MILLION DOLLARS THAT I TALKED ABOUT BEFORE AND THAT'S REALLY THE AVID STAFFING. WHEN WE TALK ABOUT AVID STAFFING, THOSE ARE ELECTIVE CLASSES AT THE MIDDLE SCHOOL AND THE HIGH SCHOOL. WHEN WE TALK ABOUT THOSE POSITIONS, BASICALLY, IF WE DECIDED TO DISCONTINUE AVID, WHICH IS NOT WHAT I'VE HEARD, WE WOULD HAVE TO COME UP WITH ANOTHER ELECTIVE. THERE WOULDN'T BE SAVINGS IN ELIMINATING AVID. IT'S A PROGRAM THAT'S BEEN SUCCESSFUL WHEN WE TALK ABOUT THE TWO MILLION OF ESSER PROJECT POSITIONS THAT WE'RE BRINGING BACK INTO THE GENERAL FUND. THOSE ARE THE ONES WE'RE TALKING ABOUT. THAT'S THE MAJORITY OF THE ABBOT FUNDING. NOT ALL OF THAT TWO MILLION DOLLARS IS AVID. THERE'S SOME LL POSITIONS IN THERE. THERE'S A COUPLE OF OTHER THINGS. THIS WAS PURELY THE 612 TUTORING AFTER SCHOOL. >> THIS YOU WOULD RECOMMEND GOING THROUGH THE REC DISTRICT, THEN OTHER THAT YOU WERE JUST DESCRIBING, [01:05:04] THE TWO MILLION, YOU WANT TO FIND A WAY TO PUT THAT INTO THE GENERAL FUND. >> WE WOULD SUGGEST PUTTING THIS TOTAL AMOUNT FOR 51516 INTO THE REC DISTRICT AND THAT WOULD COVER ALL THE AFTER SCHOOL PROGRAMS. THAT WE'LL BUILD THAT IN MY CANCEL AND I ARE MEETING ON THE REC DISTRICT APPLICATION TO THE SCHOOL DISTRICT BOARD NEXT WEEK. WE PLAN TO BUILD THAT IN UNLESS WE WERE GIVEN OTHER DIRECTION. >> MR. CHAIR, KEEN ON THAT. IT'S SO WE INCLUDE THE CREST IN THAT IN THE REC DISTRICT. >> WE HAVE INCLUDED A CREST REQUEST IN PAST REC DISTRICT APPLICATIONS SINCE THE FLOODING OF ESSER. WE'VE TAKEN THINGS OUT OF THE REC DISTRICT. WE CAN ABSOLUTELY BUILD THOSE BACK IN. WE COULD PUT SUMMER SCHOOL IN REC DISTRICT. THERE'S LOTS OF THINGS THAT WE COULD DO. >> I DON'T KNOW THAT YOU KNOW, I FEEL REALLY STRONGLY THAT UNLESS YOU'RE GOING TO OPEN IT TO EVERYBODY, YOU CAN'T PUT IT IN THE RE DISTRICT IF IT'S ONLY OPEN TO CERTAIN PEOPLE. I THINK YOU VIOLATE THE PURPOSE OF REC DISTRICT. THAT'S JUST ME. >> MR. CHAIR. >> YES. >> COULD ANYONE DO SUMMER SCHOOL IF THEY WANTED? >> NOT THAT WE'RE TALKING ABOUT FIGHTING LAST YEAR, LAST SUMMER WHEN WE HAD A ROBUST PROGRAM. ANYBODY WHO WANTED TO PARTICIPATE IN SUMMER SCHOOL COULD HAVE. WE DID OPEN IT UP DISTRICT WIDE TO ANYONE WHO WANTED TO PARTICIPATE IN THAT CASE. I THINK TRUSTEE IS SAYING THAT IN THAT CASE WE COULD DO IT. I DON'T KNOW THAT WE HAVE A HALF MILLION DOLLARS IN THE REC DISTRICT AVAILABLE FOR A SUMMER SCHOOL PROGRAM AS ROBUST AS WHAT WE DID LAST YEAR. WHAT DR. CRISP IS TALKING ABOUT AND WHAT WE THINK MIGHT BE MORE EFFECTIVE IS TO DO MORE TARGETED PROGRAM THAT WOULDN'T BE OPEN TO EVERYONE. IN THAT CASE THAT'S TRUSTEE NEEDS PLAN. >> WE CALL A LITTLE BIT OF ENROLLMENT LOTTERY TARGETED PROGRAM THEN WHAT'S OUR FUNDING SOURCE TO FUND THOSE METHODOLOGIES THAT'S GOING TO DRIVE. SOUND GOOD IN LIMBO RIGHT NOW. DR. CRISP, CURIOUS TO KNOW IF ANY OF YOU ALL KNOW, AND I'LL SAY PRE COVID BECAUSE I'M GATHERING THAT SUMMER SCHOOL IS NOT OFFERED TO EVERYONE. PRE COVID AND I GO THERE BECAUSE THINGS WERE IN NORMAL BEFORE THAT. WHAT WERE OUR PARTICIPATION NUMBERS OF SUMMER SCHOOL? BECAUSE THIS IS NOT A USUAL NUMBER NUMBER. >> YEAH, TRUSTEE, I HAVE I HAVE TO GET THAT. I DON'T HAVE THAT DATA. I DON'T KNOW IF ONE OF MY COLLEAGUES DOES, BUT I WANT TO MAKE SURE I GET THAT NUMBER TOO ACCURATELY. I'M NOT SURE [INAUDIBLE] GIVE YOU A SPECIFIC, BUT I'LL DEFINITELY GET THAT. >> THANK YOU. >> ANYBODY ELSE? >> THANK YOU. >> THANK YOU. [INAUDIBLE] >> KEEP ON POWERING OR YOU WANT TO TAKE A FIVE-MINUTE REST BREAK? >> LET'S TAKE A BREAK. [LAUGHTER] SORRY. >> WE JUMPED UP TO THAT. >> I'M SORRY. LET'S GET THROUGH THIS. SORRY. [LAUGHTER] >> COMES OUT OF HERE. >> SORRY, SCARLETT. >> THAT'S OKAY. >> THE UPDATE ON THE PROJECTS. >> THANK YOU, MR. CHAIR. TRUSTEE CHARLOTTE REYNOLDS. I'M PLEASED TO INTRODUCE IAN WOLFE. HE IS OUR NEW PROJECT MANAGER. HE WILL BE TAKING ON THE CAPITAL CONSTRUCTION PROJECTS THAT DIANA HAD PREVIOUSLY BEEN SHOULDERING MUCH OF THE BURDEN OF THOSE PROJECTS. IAN WILL BE STEPPING IN AND PROVIDING THE UPDATES ON A MONTHLY BASIS FOR THESE CAPITAL PROJECTS. WITH THAT, I'LL HAND IT OVER TO IAN. >> AWESOME. WELCOME. >> THANK YOU, MR. CHAIRMAN. TRUSTEES, A BRIEF UPDATE ON THE 24-UNIT HOUSING PROJECT. THEY'VE COMPLETED THE 95% CONSTRUCTION DRAWINGS. THEY'RE CURRENTLY WORKING ON THE COST ESTIMATE, EXPECTED TO HAVE THAT JANUARY 23RD. EVERYTHING ELSE IS MOVING FORWARD AS PLANNED. IT'LL GO OUT TO BID ON MARCH 12TH, OUT TO THE CITY FOR PERMITTING ON FEBRUARY 13TH. THE LAG THERE IS PRETTY MUCH JUST THE PERMITTING PROCESS. WITH AN EXPECTED MOBILIZATION DATE FROM CONSTRUCTION ON JUNE 24TH. [01:10:05] AGAIN, THAT'S CONTINGENT UPON THE PERMITTING PROCESS. >> IT'S REAL. WOULD THERE BE ANY QUESTIONS? >> MR. TRUSTEE, MR. WOLFE, HOW LONG DO YOU THINK IT WILL TAKE TO BUILD THIS IF WE GET GOING ON JUNE 24H? >> I BELIEVE THE SCHEDULE WAS 18 MONTHS. >> GOOD. >> BUT I WILL HAVE TO CONFIRM. >> THANK YOU. >> NO PROBLEM. >> THAT'S AWESOME. >> GREAT. >> ON THE HOUSING, LET'S GO TO THE ADDITION. >> ON THE HIGH SCHOOL ADDITION, THEY'RE MOVING FORWARD WITH SCHEMATICS. TODAY WE RECEIVED BUILDING ELEVATIONS, A SITE PLAN FOR THE BUILDING, AND THEN FLOOR PLANS. THEY'VE COMPLETED THE OCCUPANCY ANALYSIS AND HAVE MADE THOSE ADJUSTMENTS INTO THE DRAWING. THAT ONE'S MOVING FORWARD AND THEY'RE CURRENTLY DESIGNING IT. >> AWESOME. >> ANY QUESTIONS ON THAT? >> ANY QUESTIONS ON THE BRONX ACHIEVEMENT CENTER RENOVATION? TRANSPORTATION CENTER. >> ON THE TRANSPORTATION CENTER, THAT ONE, THE ADVERTISEMENTS HAVE BEEN PUT IN THE PAPERS. THEY'LL BE COMPLETED ON THE 17TH IN THE JACKSON HOLE GUIDE. IT'S ON QUESTCDN. CURRENTLY, THERE ARE SEVEN FIRMS THAT HAVE SHOWN INTEREST IN IT. WE WILL HOLD THE PRE-PROPOSAL MEETING ON JANUARY 23RD WITH THE INTENT OF BRINGING DESIGN FIRM BEFORE THE BOARD IN MARCH TO PROPOSE. AGAIN, THAT ONE IS MOVING FORWARD AS PLANNED. >> ANY QUESTIONS ON TRANSPORT CENTER? >> THE STABLE. [LAUGHTER] >> TONIGHT AND ONLY TONIGHT. [LAUGHTER] POTENTIALLY, IN THE VERY NEAR FUTURE, NAMING RIGHTS ARE AVAILABLE. [LAUGHTER] WE HAVE STRUGGLED WITH FINDING AN APPROPRIATE NAME. THIS IS THE LOCKER ROOM AND GOLF CENTER PROJECT. WE HAVE REFERRED TO IT AS THE BRONX EXCELLENCE CENTER. ACTIVITIES DIRECTOR HANSEN IS REALLY GOOD AT NAMING. HIS LATEST NAME FOR THIS IS THE BRONX STABLE, AND THAT STANDS FOR THE SPORTS TRAINING AND BRONX LEARNING EXTENSION. AS A REMINDER FOR THE BOARD, THE TOP FLOOR IS ABOUT 3,500 SQUARE FEET, IF I RECALL, IN CONCEPT. IT COULD BE A TESTING CENTER. IT COULD BE A MEETING ROOM. IT COULD BE PROFESSIONAL DEVELOPMENT. IT COULD BE A LARGE MEETING SPACE FOR ANY OF OUR STUDENTS. MR. HANSEN CAME UP WITH THE STABLE. I KNOW HE'S WATCHING ONLINE, SO WE CAN TEASE HIM AND MOCK HIM ALL WE WANT. [LAUGHTER] HE REALLY WON'T BE ABLE TO SAY MUCH BECAUSE ANDREA CAN CONTROL WHETHER OR NOT HE SPEAKS. [LAUGHTER] IF YOU HAVE A PREFERENCE FOR BRONX EXCELLENCE CENTER OR THE BRONX STABLE, OR AGAIN, NAMING RIGHTS, IF YOU WOULD LIKE TO BE INVOLVED IN THAT, WE WELCOME THAT INPUT. WE'RE JUST CALLING IT SOMETHING ALONG THOSE LINES. [LAUGHTER] >> I LIKE IT. >> I LIKE IT TOO. [LAUGHTER] [OVERLAPPING] >> A LITTLE BETTER THAN THE FOOTBALL LOCKER ROOM THAT YOU HAVE AS A TRACK. [LAUGHTER] WHAT DO YOU CALL THAT? >> THE DOG HOUSE. [LAUGHTER] >> IT SOUNDS LIKE STABLE IS POPULAR. IT WILL BE EXPENSIVE TO SPELL ALL THAT OUT. HOWEVER, IN ALL SERIOUSNESS, AND WE TEASE MIKE, BUT I THINK HE'S COME UP WITH SOME GREAT OPTIONS. IF THERE'S A PREFERENCE FOR ONE THING OR ANOTHER, IT WOULD BE A GOOD TIME TO LET US KNOW BECAUSE WE'D LIKE TO HAVE SOME NAME FOR THE PROJECT SO PEOPLE KNOW WHAT WE'RE TALKING ABOUT. WITH THAT, PLEASE CONTINUE. >> THANK YOU. AN UPDATE ON THAT. THE PLAN IS TO GET IT OUT IN THE PAPERS FOR ANNOUNCEMENT STARTING NEXT WEEK, AND I'LL GET IT UPLOADED TO QUESTCDN AND START RECEIVING INTEREST FOR SELECTING A DESIGN PROFESSIONAL FOR THAT ONE AND BRING IT BEFORE THE BOARD ONCE WE HAVE PROPOSALS. [01:15:07] >> ANYTHING ELSE FOR MR. WOLFE? WELCOME ON BOARD. THANK YOU SO MUCH. >> HAVE A GOOD EVENING. >> THANK YOU. >> MY APOLOGIES. I'M GOING INTO A SHORT RECESS. WE'RE GOING TO STAND AGAIN FOR ABOUT 10 MINUTES. WE'LL COME BACK AT 7:30. COME ON BACK. WE WERE RIGHT BY THE SECOND. ACTION ITEMS. SECOND READ OF POLICIES. DR. CHAPMAN. [E. Action Items] >> TRUSTEES, THIS IS THE SECOND READ OF POLICY BDC SCHOOL BOARD GOVERNANCE AND COMMITTEES. REALLY, THE ONLY EDITS THAT WERE ADDED WERE IN THE REGULATION, AND IT IS TOWARD THE BOTTOM. WE REVIEWED AND REVISED THIS LAST MONTH IN THE INTERIM. THE FIRST READ WAS IN NOVEMBER, AND THEN WE HAD THIS INTERIM. THAT GREEN IS LISTED. WE HAVE NOT MADE ANY OTHER CHANGES SINCE THE DECEMBER BOARD MEETING. THIS REFLECTS THE CHANGES TO THE RECREATION DISTRICT. IF THERE ARE ANY OTHER EDITS, WE CAN MAKE THEM, BUT WE BELIEVE IT IS READY FOR THE TRUSTEES' SECOND READ FOR APPROVAL. >> ARE THERE ANY QUESTIONS FOR SUPERINTENDENT CHAPMAN? SEEING NONE, I WILL TAKE PUBLIC COMMENT ON THIS ISSUE. IT SAYS SECOND READ. I'M TRYING TO GET BACK. THERE WE GO. SECOND READING OF POLICIES BDC SCHOOL BOARD GOVERNANCE AND COMMITTEES AND BDC-R SCHOOL BOARD GOVERNANCE AND COMMITTEES REGULATIONS AS PRESENTED. I'LL TAKE PUBLIC COMMENT ON THIS ITEM. FOR THE FIRST TIME, WE ARE GOING TO HEAD INTO OUR RECREATION DISTRICT BOARD MEETING. [01:20:06] AS REGULATIONS SHOWN AND WITH VOTES WE'VE HAD IN THE PAST, WE HAVE TAKEN THE RECREATION DISTRICT AS A SEPARATE BOARD AND MOVED IT UNDER THE SEVEN OF OUR SEVEN ELECTED BOARD MEMBERS PURVIEW. BUT WE HAVE TO HAVE A SEPARATE BOARD MEETING FOR THIS TO MEET STATUTES. I WILL TAKE A MOTION TO ADJOURN INTO THE TCSD NUMBER 1 RECREATION DISTRICT BOARD MEETING. >> I SECOND. [LAUGHTER] >> DOES THAT SOUND RIGHT? >> YES. [LAUGHTER] >> ALL THOSE IN FAVOR OF, PLEASE SAY AYE. >> AYE. >> ANY OPPOSED. I CALL THE MEETING THE FIRST MEETING OF THE TCSD NUMBER 1, [G. Adjourn into TCSD #1 Recreation District Board Meeting] RECREATION DISTRICT BOARD MEETING TO ORDER. FIRST ITEM ON THE AGENDA IS THE ELECTION OF OFFICERS. I'M GOING TO ASK, I THINK IT'S KRISTA MAYO, DIRECTOR MAYO, TO COME UP AND EXPLAIN TO US CURRENTLY THE CHAIR OF THIS, THE BOARD IS KATE, THE VICE CHAIR OF BETSY, AND THE SECRETARY OF THOMAS SMITH. GOING FORWARD, THERE HAS TO BE SOME CHANGES WITH THE NEW ELECTION OF OFFICERS. >> THE ELECTION OF OFFICERS BECAUSE WE'RE JOINING THE TWO BOARDS AND NOW THIS BOARD WILL SET UNDER THE TCSD SCHOOL BOARD IN ORDER TO CREATE THOSE EFFICIENCIES THAT WE SPOKE ABOUT WHERE WE'RE NOT HAVING DOUBLE MEETINGS. FOR THIS BOARD TO HAVE TO APPROVE THINGS AND THEN THE REC DISTRICT BOARD TO HAVE TO APPROVE THINGS, THE OFFICERS ON THE REC DISTRICT BOARD SHOULD SHADOW THE SCHOOL BOARD. >> MR. CHAIR, I WOULD MOVE TO HAVE THE SAME OFFICERS AS TETON COUNTY SCHOOL DISTRICT NUMBER 1 BOARD BE THE OFFICERS OF THE TCSD NUMBER 1 RECREATION DISTRICT BOARD. >> SECOND. >> DID THAT MAKE ANY SENSE? >> YEAH. >> IT WAS MOVED THAT THE CHAIRMAN WILL BE BILL SCARLETT, THE VICE CHAIR WILL BE KATE MEAD, SECRETARY CLERK WILL BE BETSY CARLIN, AND THE TREASURER WILL BE JENNIFER. DOES THAT SOUND CORRECT? ANY DISCUSSION? >> [LAUGHTER] [OVERLAPPING]. >> WELL, ALL THOSE IN FAVOR OF THAT SLATE OF OFFICERS, PLEASE SAY AYE. >> AYE. >> WE HAVE ONE ACTION ITEM. THE CONSIDERATION, IS IT AN ACTION ITEM? >> YES, IT IS AN ACTION. >> I JUST LOST MY PLACE. THE ACTION ITEM IS CONSIDERATION. >> HERE YOU GO. CONSIDERATION 24, REGULAR MEETING SCHEDULE. >> REGULAR MEETING SCHEDULE AND ADVISORY. THAT'S THE REGULAR MEETING AND ADVISORY BOARD SCHEDULE. DR. CHAPMAN. >> THANK YOU, TRUSTEES, AND CONGRATULATIONS ON YOUR NEW POSITION. [LAUGHTER] MARCH 20, RECREATION DISTRICT APPLICATIONS WILL BE DUE AND SO THEY'LL BE ADVERTISED IN THE PAPER, COMMUNITY PEOPLE THAT ARE INTERESTED IN APPLYING FOR RECREATION DISTRICT GRANT, THEY WOULD HAVE THAT OPPORTUNITY TO APPLY. THEY WOULD SUBMIT THEM AS WELL AS THE SCHOOL DISTRICT APPLICATIONS. THEY WILL BE SUBMITTED BY MARCH 20TH, THEN APRIL 23RD, THE ADVISORY BOARD, WHICH WOULD BE THREE MEMBERS OF THE BOARD OF TRUSTEES OR ALL OF YOU, IF YOU WISH, AND THEN THE TWO COMMUNITY ADVISORY BOARD MEMBERS THAT WE CURRENTLY HAVE, WHICH ARE THOMAS SMITH AND BILL WATKINS. THOMAS SMITH'S ACTUAL POSITION ON THE REC DISTRICT BOARD FINISHED IN DECEMBER OF 2023. HOWEVER, HE CAN STILL COME BACK AND BE A MEMBER OF THE ADVISORY BOARD. ON APRIL 23RD, AND ADVISORY BOARD WOULD THEN REVIEW THE APPLICATIONS AND SAY, THESE ARE THE APPLICATIONS THAT WE WOULD RECOMMEND CONSIDERING AND THIS WOULD BE THE MILL LEVY THAT THIS ADVISORY BOARD WOULD THINK WOULD BE A GOOD MILL LEVY FOR THE TETON COUNTY SCHOOL BOARD TO CONSIDER. THAT WOULD HAPPEN APRIL 23RD. THEN MAY 8, AT THE REGULAR BOARD OF EDUCATION MEETING ON MAY THE EIGHTH, [01:25:01] WE WOULD DO THE SAME PROCESS CAN BE INTO OR INTO THE RECREATION DISTRICT, AND AT THAT POINT, THE BOARD OF EDUCATION WOULD CONSIDER THE MILL LEVY REQUEST, AS WELL AS TO DECIDE WHICH OF THE APPLICANTS WOULD BE AWARDED FUNDING. THEN IN JULY, AT THE SAME TIME WE DO THE SCHOOL DISTRICT BOARD HEARING FOR THE BUDGET. WE WOULD DO THE SAME PROCESS FOR THE ADVISORY BOARD AND THEN IN DECEMBER 11, AGAIN AT THE SAME TIME THE BOARD OF EDUCATION DOES THE ORGANIZATIONAL MEETING. THEN WE ALSO HAVE THE ORGANIZATIONAL MEETING AT THE REC DISTRICT. WE REALLY ALIGNED THESE PRETTY NICELY. >> [OVERLAPPING]. >> I'M HAVING TROUBLE GETTING THAT OUT TONIGHT. JUST FOR CLARIFICATION. THE ADVISORY BOARD, WHEN THEY REVIEW THE APPLICATIONS, THEY WOULD REVIEW THE APPLICATIONS AND IS THAT WHEN THE ORGANIZATIONS WOULD COME IN SO THAT IT WOULD BE THE SAME THING AS WHEN THE ORGANIZATION IS COMING IN AND THEY BET THOSE ORGANIZATIONS THEN THAT ADVISORY BOARD PRESENT WHAT THEY THINK SHOULD HAVE HAPPENED AND THEN THE REC DISTRICT WOULD JUST ACCEPT THAT OR DENY IT. >> EXACTLY. THANK YOU FOR THAT CLARIFICATION. TRUSTEE CARLIN, THAT'S EXACTLY RIGHT. I NEGLECTED TO ADD ON APRIL 23RD, THAT WOULD BE THE TIME FOR THE COMMUNITY MEMBERS OR THE REPRESENTATIVES OF THE REQUESTEES WOULD COME IN AND BE AVAILABLE TO ANSWER ANY QUESTIONS SO YOU GET A LITTLE BETTER FEEL FOR WHAT THEY'RE AIMING TO DO OTHER THAN JUST THE APPLICATION. >> ONE OF THE THOUGHTS THAT CAME OUT OF OUR REC DISTRICT MEETING WAS IT LAST WEEK LETTERING TOGETHER WAS TOM SMITH, WHO IS THE COMMUNITY MEMBER, ACTUALLY SAID HE THOUGHT IT WAS REALLY IMPORTANT THAT ELECTED OFFICIALS MAKE A FINAL DECISION IN SPENDING TAXPAYER DOLLARS, WHICH I THOUGHT WAS AWFULLY NICE OF HIM TOO. WHY NOT? THIS WILL ACCOMPLISH THAT. WE REPORT TO THE VOTERS. ANY OTHER QUESTIONS? MAKE A MOTION? >> THANK YOU, MR. CHAIR. >> MR. CHAIR, I HAVE TO APPROVE THE 2024 ADVANCED PLANNING CALENDAR AS PRESENTED. >> SECOND. >> IT'S BEEN MOVED AND SECONDED TO APPROVE THE 24 ADVANCED PLANNING CALENDAR AS PRESENTED. I NEGLECTED TO OPEN IT FOR PUBLIC COMMENT. IS THERE ANY PUBLIC COMMENT ON THE CALENDAR? NOT HEARING ANY. ARE THERE ANY DISCUSSION? >> MR. CHAIR? >> YES. >> I DO HAVE A DISCUSSION QUESTION. AT WHAT POINT DO WE APPOINT THE ADVISORY BOARD? >> GOOD QUESTION. >> EXCELLENT QUESTION. [LAUGHTER] FOR THOMAS SMITH, I THINK WE DID ADVERTISE THAT WE WOULD HAVE AN OPENING. I DON'T KNOW THAT WE GOT ANY APPLICATIONS OTHER THAN INTEREST FROM THOMAS SMITH. THEN BILL WATKINS HAS ONE MORE REAR ON HIS REC DISTRICT BOARD TERM. WE DON'T HAVE TO DO ANYTHING WITH BILL WATKINS' POSITION. >> WE CAN CONSIDER THAT PROBABLY AT THE NEXT MEETING, ONCE WE GET APPLICATIONS. >> THESE GRANT APPLICATIONS. >> OR APPLICATIONS FOR THE ADVISORY NUMBER. >> OKAY. >> WELL, WE'LL GET THE ORDER. >> ANY OTHER QUESTIONS FOR DISCUSSION? ALL THOSE IN FAVOR, PLEASE SAY AYE. >> AYE. >> THE OPPOSED. NOW I'LL TAKE A MOTION TO ADJOURN BACK INTO THE REGULAR BOARD. >> I MOVE TO MOVE BACK INTO THE REGULAR TCSD NUMBER 1 SCHOOL BOARD MEETING FOR JANUARY 10TH. THANKS. >> IT'S BEEN MOVED IN SEGMENT TO ADJOURN FROM THE REC DISTRICT BACK INTO THE REGULAR BOARD MEETING. ALL THOSE IN FAVOR PLEASE SAY. >> AYE. >> ALL THOSE OPPOSED? COMMUNICATION. PUBLIC COMMENT. [H. Communication] ITEMS NOT ON TONIGHT'S AGENDA. IF YOU HAVE ANY PUBLIC COMMENT, PLEASE COME FORWARD. STATE YOUR NAME CLEARLY. PLEASE DON'T REFER ANY PERSONNEL ITEMS OR PERSON NAMES TO ADDRESS THE CHAIR. [01:30:05] IT'S UP TO THREE MINUTES. >> CHAIRMAN, TRUSTEES. MY NAME IS JAMES MUSCLO I THINK I'M FOUR OUT OF THE LAST FIVE MEETINGS AND THE ONE I MISSED I WATCHED ONLINE. CAN'T DECIDE IF I'M DISAPPOINTED. WE DIDN'T TALK MORE ABOUT THE PARKS AND REC AGREEMENT WITH THE TCSD, BUT IT IS QUITE THE ONION, AND I'M HAPPY TO FOLLOW UP WITH EMAILS IF ANY OF THESE COMMENTS OR QUESTIONS ARE NOT CLEAR TO YOU. PROBABLY THE FIRST THING THOUGH, WHERE DOES THIS DOCUMENT LIVE? TALKS ABOUT ESSENTIALLY SOME LEASEHOLD ESTATES, SOME USES OF REAL ESTATE, AND YOU CAN'T FIND IT ON THE COUNTY CLERK'S WEBSITE. IT'S NOT ATTACHED TO THE PARCEL PROPERTY. EVEN THOUGH THE AGREEMENT IS QUITE CLEAR, AND I'M SURE IT CAN BE REQUESTED, IT SHOULD BE MUCH MORE REACHABLE BY THE TAXPAYERS AND THE PEOPLE OF THE COMMUNITY. THEN AGAIN, MY WHOLE ENGAGEMENT WITH YOU STARTED BECAUSE WHAT HAPPENED SHOULDN'T HAVE HAPPENED, AND REALLY DOESN'T NEED TO HAPPEN AGAIN, AND THAT'S WHY I KEEP COMING BACK. WHEN YOU GO THROUGH THAT AGREEMENT, ARTICLE 4, SECTION 3, ITEM B TALKS ABOUT SCHEDULE SUBMISSION AND IT VERY CLEARLY DEFINES THE TCSD OBLIGATION TO NOTIFY THE REC CENTER. IF THAT WAS DONE, ARTICLE 5 SECTION 8 HAS A CONFLICT PROVISION. QUITE CLEARLY, IF YOU NOTIFIED PARKS AND REC DEPARTMENT YOU COULD HAVE SAID, HEY, ARTICLE 5, SECTION 8, YOU'RE KEEPING THAT POOL WOULD HAVE BEEN REALLY THAT SIMPLE. I DON'T NEED TO KNOW BECAUSE IT'S DONE. BUT IF IT HAPPENED AGAIN, I'D BE LIKE, HEY, SOMETHING'S WRONG HERE. SOMEONE WAS NEGLIGENT OR MADE A SERIOUS MISTAKE. ANOTHER PART THAT'S REALLY PECULIAR JUST FOR THE POOL, AND THERE'S A LOT OF LITTLE THINGS, BUT I DON'T THINK THEY'RE REALLY WORTH TALKING ABOUT RIGHT NOW. BUT APPENDIX A TALKS ABOUT THE SERVICE LEVELS OF EVERY AMENITY IN THERE EXCEPT FOR THE POOL. PRESENTLY, THAT POOL IS SECOND TO ONE OTHER POOL, AND HOW INADEQUATE IT IS FOR FOUR A SLIM. AGAIN, I REALLY WANT TO PICK ON THE CONDITION OF THAT. THERE'S NOT A DESCRIPTION IN THIS AGREEMENT OF WHAT WE SHOULD EXPECT FOR OUR ATHLETES. THREE THINGS I THINK WHY THIS AGREEMENT SHOULD BE OPENED UP. AGAIN, IF MORE PEOPLE KNEW ABOUT IT, I BET YOU THEY COULD PUT PRESSURE ON THE COUNTY COMMISSION TO HELP YOU OPEN UP, ONE BECAUSE WITH THE GIRLS' VARSITY SOFTBALL, YOU'RE TALKING ABOUT OPENING UP. ANYWAYS, I'VE HEARD IT A BUNCH OF TIMES HERE, BUT TO THE BEST OF MY KNOWLEDGE, WITH THE APPROXIMATE $600,000 OF REC DISTRICT MONEY THAT'S BEEN AWARDED OR WILL BE FINALLY APPROVED. THAT WAS KNOWN BY TETON COUNTY, JACKSON PARKS AND REC, THAT THERE WAS 600 GRAND OUT THERE AND THEY SAT ON THEIR HANDS. WITH THE EFFICIENCY OF DOING THE REC DISTRICT, I'M SORRY TO MAYBE JUMP MEETINGS HERE ON YOU GUYS AND COMMENT ON THE OTHER MEETING, AND THE DISAPPEARANCE. IF I MAY, I WOULD REALLY LIKE TO SEE SOME IMPETUS PUT ON THIS AGREEMENT THAT THEY HAVE TO GET UP IN FRONT OF YOU AND REALLY BEYOND THEIR GAIN TO BEST USE THE TAXPAYER DOLLARS TO FACILITATE WHAT I'LL CALL THE DOUBLE DIPPERS, WHICH ARE SCHOOL-AGE CHILDREN. SCHOOL-AGE CHILDREN REALLY SHOULD BE ABLE TO USE THE SCHOOL FACILITIES AND THE PARKS AND REC FACILITIES. THEY'RE ONE AND THE SAME. I FEEL LIKE SOMETIMES THEY'RE NOT GETTING WHAT THEY DESERVE. THE LAST THING, AND I THINK THIS IS WAY OUT THERE BUT I LIVE AROUND THE CORNER. I'VE BEEN HERE 31 YEARS. I LIVE AROUND THE CORNER FOR THE LAST SEVEN. I'M OVER HERE DAILY WALKING, BIKING, WHATEVER. WE'RE REALLY STARTING TO SEE MORE INCREASE AND NOT PROPER USE. THERE'S A DESCRIPTION IN THERE OF WHAT'S NOT APPROVED AND WHAT'S APPROVED ON THESE AMENITIES, BUT THERE'S NO ENFORCEMENT PROVISIONS. I CAN'T TELL YOU A NUMBER OF WEEKENDS WHERE OUR CLUBS LEAVE THOSE FIELDS TRASHED. IT'S SHOCKING, TO BE HONEST. THEN ALSO, THE AMOUNT OF DOG USE ON THESE IS EVER-INCREASING. AGAIN, AS WE TALK ABOUT THE FURTHER DENSITY IN THIS VALLEY AND SPECIFICALLY AROUND THE SCHOOL, I THINK WE'RE GOING TO HAVE MORE CONFLICTS ON WHAT SHOULD BE USED FOR AND WHAT THEY ARE BEING USED FOR. I REALLY IMPLORE YOU TO REALLY TAKE A LOOK AT WHO SHOULD BE RESPONSIBLE TO THE ENFORCEMENT AND WHEN. THANK YOU. >> I'M GOING TO POINT OUT THE REC DISTRICT IS A SCHOOL REC DISTRICT AND WE CAN CHARGE BY STATUTE ONE MILE. THE COUNTY CONFORM ITS OWN REC DISTRICT THAT CAN DO UP TO SIX MILES TO RUN THE POOLS AND THEIR PROPERTIES. >> NO, I APPRECIATE ALL THAT. I REALLY THINK THOUGH THAT THERE'S NO SPARK ON THAT SIDE OF IT. I HONESTLY FEEL THAT WAY. THERE'S NO SPARK, [01:35:01] BUT IF THERE WAS SPARK, THERE'D BE ENGAGEMENT FURTHER DRAGGED ON YOUR TIME. I KNOW IT'S A REALLY BIG DUTY YOU'RE CHARGED WITH HERE. BUT I REALLY FELT IF THEY WERE DOING WHAT THEY SHOULD BE DOING, IT'D BE BETTER FOR EVERYBODY. I DON'T THINK SO. I'M NOT TRYING TO BURDEN YOU WITH THAT, BUT WHEN I FIND OUT, AGAIN I'M GOING TO PICK ON THE SIMPLEST THING EVER, THE POOL IS DOWN FOR TWO WEEKS. THE POWER IS DOWN. THEY NEED A QUARTER MILLION DOLLARS IN LIGHTING. THAT'S A LOT OF MONEY, BUT IT'S NOT A LOT OF MONEY WHEN THEY NEED $17 MILLION IN REPAIRS NEXT SIX YEARS. THOSE THINGS. IF YOU'RE PUTTING $600,000, UP FOR GRABS, I CAN'T BELIEVE IT AND SAY, HEY, OVER HERE. WE NEED A LITTLE BIT OF THIS ACTION OVER HERE. THANK YOU. >> ANY OTHER PUBLIC COMMENT? ANYBODY ONLINE? BRING IT ON? IT ON PUBLIC COMMENTS. >> [BACKGROUND]. >> DO YOU HAVE PUBLIC COMMENTS? COMMUNICATIONS TO THE BOARD. ONE LETTER THAT REALLY CAUGHT MY EYE WAS THE ONE FROM THE TWO YOUNG LADIES IN THE EIGHTH GRADE LOBBYING FOR A GREENHOUSE AT THEIR HIGH SCHOOL. I UNDERSTAND DR. CHAPMAN HAS CORRESPONDED WITH THEM, AND THEY'RE HATCHING A PLAN, AND PRINCIPAL TRUDELL MET WITH THEM TODAY. THERE'S SOME ACTIONS GOING FORWARD, AND WE'LL LOOK FORWARD TO THEM PRESENTING TO US IN THE NEAR FUTURE. NEXT SLIDE ON COMMUNICATIONS FROM THE BOARD. ANYBODY HAVE ANYTHING FOR THE GOOD OF THE ORDER? FUTURE AGENDA ITEM, SCHEDULING OF TOPICS. DO YOU HAVE ANYTHING, DR. CHAPMAN? >> I DO NOT HAVE ANYTHING ELSE UNLESS THE BOARD WANTED TO. YOU ALREADY DISCUSSED THE BALLOT INITIATIVE DISCUSSION EARLIER. WE ARE OPEN TO WHATEVER YOU'D LIKE TO DISCUSS AT OUR NEXT MEETING. >> I THINK WE NEED TO SET A LITTLE TIME AT THE NEXT MEETING FOR A LEGISLATIVE UPDATE AND WE HOPEFULLY WE'LL HAVE A BETTER CALENDAR KNOWING WHAT THEY'RE UP TO AND TRY AND HAVE A DISCUSSION ABOUT POTENTIAL TRUSTEES GOING DOWN TO MEET WITH OUR LEGISLATORS DURING THE SESSION. >> WHAT IS THE DATE THAT WE'RE SUPPOSED TO MEET WITH THE LEGISLATORS HERE IN JACKSON? >> IT IS JANUARY 31ST AND IT IS IN THE COUNTY COMMISSIONER CHAMBERS. I WAS JUST NOTIFIED THAT THEY'VE MOVED US BACK TO 9:45. >> OH, GOOD. >> I WAS TO PREPARE THAT TOTAL LIST AND ALSO HAD THE LEGISLATIVE ADVOCACY DETAILS THAT THE BOARD APPROVED IN SEPTEMBER OR OCTOBER, I BELIEVE. I'LL HAVE THAT AVAILABLE AS WELL. >> THE ONLY OTHER THING THAT WE SHOULD PROBABLY ADD, IF THE BOARD'S OKAY, IT'S IN THE LAST ROUND IN APPROPRIATIONS. CAMPBELL COUNTY AND SWEETWATER COUNTY 1, ROCK SPRINGS, AND GILLETTE EACH HAD 8 MILLION PLUS DOLLAR APPROPRIATED FOR DESIGNS OF NEW HIGH SCHOOLS. WE WERE LEFT OFF. THAT'S ONE OF THE ISSUES THAT HAS POPPED UP THAT WE SHOULD PROBABLY TALK TO OUR LEGISLATORS ABOUT. IF THEY GET 8 MILLION, WE SHOULD BE GETTING 8 MILLION FOR OUR HIGH SCHOOL IMPROVEMENT BECAUSE RIGHT NOW WE'RE FLIPPING THE BILL. >> THAT DOESN'T COVER ALL THE FUNDING THAT THE STATE ALLOCATED FOR THEM TO ISSUE, DOES IT? WAS THAT WHAT THEY RECEIVED? WAS THAT MONEY THAT THE STATE HAD SAID THAT WAS ALLOCATED FOR BUILDING PURPOSES OR IS THIS JUST A DELAY? >> THIS IS NEW MONEY COMING IN. ROCK SPRINGS DECIDED THEY NEEDED A NEW HIGH SCHOOL, CAMPBELL COUNTY HAS DECIDED THAT THEY NEED TO DO MASSIVE RENOVATIONS TO THEIR OLD HIGH SCHOOL FOR MAINTENANCE REASONS. THE LEGISLATORS WROTE INTO THE PROPOSED APPROPRIATION BILLS 8 MILLION DOLLARS FOR THOSE TWO SCHOOLS. [OVERLAPPING] >> SPECIFICALLY, DID THEY PUT THEIR NAME ON THEM? >> YES. >> WELL, I THINK WE SHOULD CHALLENGE THAT, A SPECIAL LEGISLATION. [01:40:09] >> THE NEWLY APPOINTED DIRECTOR OF THE STATE CONSTRUCTION DEPARTMENT, DEL MCOMIE, WILL BE VISITING OUR DISTRICT ON JANUARY 23RD IN THE AFTERNOON. HE'LL COME WITH OUR PROJECT MANAGER THAT'S ASSIGNED BY THE STATE, LANCE JOHNSON. I THINK THAT'S AN IMPORTANT CONVERSATION. OUR PLAN THERE IS TO HAVE HIM TOUR AT THE HIGH SCHOOL AND SEE HOW THE BUILDING FUNCTIONS AND REALLY WHAT THE ISSUES ARE. I KNOW THAT HIS DEPARTMENT IS KEEPING HIM UP TO SPEED WITH THE NEWS FROM ALL THE CONSTRUCTION PROJECTS. WE WILL WANT TO MAKE SURE HE'S REALLY UP TO SPEED ON WHAT THOSE IMPACTS ARE, AND THEN I WOULD ADD THOSE TWO PROJECTS THAT WERE APPROVED FOR DESIGN AT 8 MILLION, CURRENTLY THE GOING RATE FOR A HIGH SCHOOL, THE SIZE FOR A FOUR-WAY HIGH SCHOOL IS SOMEWHERE $175 MILLION TO 200 MILLION. OUR REQUEST TO HAVE TO THE HAVE THE ADDITION ON THE HIGH SCHOOL, IT'S AN ABSOLUTE BARGAIN IN ADDITION TO THE FACT THAT THE SCHOOL DISTRICT IS COMING WITH $16.5 MILLION THAT THE BOARD HAS APPROVED TO BE AS THAT. WE'RE THE ONLY DISTRICT THAT'S COMING WITH THAT, AND OUR REQUEST IS A FRACTION OF ESSENTIALLY WHAT IT SHOULD BE. IT'S A IT'S A GOOD DEAL AND I KNOW DIRECTOR MCOMIE IS PLANNING HIS VISIT SO THAT HE CAN SEE FIRSTHAND AND REALLY UNDERSTAND THE ISSUES THAT WE'VE BEEN TALKING ABOUT. >> THERE'S A LOT TO SAY. [LAUGHTER] >> WE'LL BE HAPPY TO HAVE YOU COME [OVERLAPPING]. >> IT'S BEEN LIKE A PRIORITY LIST? >> YES, WE'LL KEEP MOVING DOWN ON IT. >> BUT WE WERE UP HIGHER. >> BUT NOT HIGH ENOUGH. IT'S JUST A LITTLE EDITORIAL. WE'RE NOT PARTICIPATING IN THE MAJOR LAWSUIT AGAINST THE STATE, BUT BOTH CAMPBELL COUNTY AND SWEETWATER 1 ARE, AND THEY'RE GETTING MONEY. MAYBE WE MADE THE WRONG DECISION. THE OTHER VERY INTERESTING THING IS ROCK SPRINGS FORMED ALTERNATIVE HIGH SCHOOL. SOMEWHERE ALONG THE WAY, THEY HAVE QUIT CALLING IT AN ALTERNATIVE HIGH SCHOOL, AND THEY CALLING IT A SECOND CAMPUS. THAT WAY THEY'RE COMBINING ALL OF THEIR STUDENTS AND SPACE THEM, AND IT'S REALLY INTERESTING WATCHING WHAT GOES ON WITH THAT. >> NOW, THEY WANT A FIRST CAMPUS. >> THEN THEY WANT A FIRST CAMPUS NEXT TO THE SECOND CAMPUS. THAT HIGH SCHOOL HAS BEEN THERE SINCE THE LATE '50S, EARLY '60S. THEY WERE COMPLAINING ABOUT IT'S TOO CLOSE TO THE RAILROAD TRACKS THAT HAVE ONLY BEEN THERE SINCE THE 1880S. [LAUGHTER] FELT LIKE THAT WAS ENTERTAINING. I THINK WE GOT OUR DIRECTION. REVIEW OF MEETING. I JUST WANT TO SAY TO ALL OF YOU, THANK YOU. THIS IS A WELL FUNCTIONING BOARD. WE'RE A DIVERSE GROUP AND WE ALL COME TOGETHER AND WE MAKE REALLY GOOD DECISIONS. WE HAVE A STRONG LEADER WHO HAS OUR BACK, WE HAVE A OURS, AND WE FOLLOW THAT LINE OF ORDER. AS LONG AS WE FOLLOW THAT LINE OF ORDER, WE WILL CONSENT TO BE SUCCESSFUL. WE STRAY OFF, AND WE WILL DISCUSS OURSELVES INTO TROUBLE. WE HAVE IN THE PAST, SO WE HAVE SOME GREAT WORDS. I JUST WANT TO THANK EACH OF YOU. HAPPY NEW YEAR. >> HAPPY NEW YEAR. >> HAPPY NEW YEAR. >> WITH THAT, THERE'S NOTHING ELSE. >> I MOVE TO ADJOURN. >> SECOND. >> SECOND OF ADJOURN. ALL IN FAVOR PLEASE SAY AYE? >> AYE. * This transcript was compiled from uncorrected Closed Captioning.
