[A. Call to Order] [00:00:17] >> >> TRUSTEE ZUNG. >> YOUR HONOR, [INAUDIBLE], [LAUGHTER] VISION STATEMENT. [LAUGHTER]. >> OUR VISION STATEMENT. AS A PREMIER DISTRICT, OUR VISION IS TO ENSURE EVERY STUDENT IS PREPARED TO SUCCEED IN AN EVER CHANGING WORLD. >> THANK YOU. WE'LL MOVE TO THE APPROVAL OF THE MARCH 13TH, [B. Approval of the Agenda] 2024 REGULAR MEETING AGENDA. >> I MOVE TO APPROVE THE MARCH 13TH, 2024 REGULAR MEETING AGENDA AS PRESENTED. >> I'LL SECOND. >> A MOTION AND SECOND TO APPROVE THE AGENDA AS PRESENTED. ALL THOSE IN FAVOR PLEASE SAY AYE. >> AYE. >> OPPOSED. DR. CHAPMAN. [C. Superintendent's Report] >> THANK YOU, TRUSTEES. WE HAVE A COUPLE OF REALLY EXCITING CELEBRATIONS, SO I'M GOING TO LET MIKE HANSON HAVE THE HONORS. >> SUPERINTENDENT CHAPMAN, TRUSTEES, BILL SCARLETT. THE OPPORTUNITY TO PRESENT SOME OF OUR ACTIVITIES ACCOMPLISHMENTS THIS EVENING. OUR FIRST ACCOMPLISHMENT THIS EVENING IS TIA MCBRIDE, I TYPED MIA. [LAUGHTER] TIA WAS AN INDIVIDUAL STATE CHAMPION AND THE FIRST GIRL'S WRESTLING STATE CHAMPION IN SCHOOL HISTORY. COACH CASTINO HAD A CONFLICT AND WAS NOT ABLE TO MAKE IT TONIGHT, BUT ASKED ME OR SENT ME SOMETHING THAT I COULD READ. HERE'S WHAT HE SENT ME. TIA HAS BEEN A MEMBER OF OUR WRESTLING TEAM AND FAN FOR A NUMBER OF YEARS. SHE HAS SHOWN DEDICATION TO THE PROGRAM AND HAS ALWAYS BEEN A POSITIVE ROLE MODEL TO YOUNG WRESTLERS. BEING THE ONLY FEMALE WRESTLER ON THE TEAM FOR MANY YEARS MAY BE A REASON FOR SOME TO QUIT. SHE HAS NEVER ONCE COMPLAINED OR MADE ANY EXCUSES FOR HERSELF AS OUR ONLY FEMALE WRESTLER. WE ARE ALL VERY HAPPY FOR HER AND ENTIRE FAMILY THAT SHE HAS ACHIEVED AN INDIVIDUAL STATE CHAMPIONSHIP. AS IMPRESSIVE AS BEING A STATE CHAMPION IS, TO ME, IT'S MORE IMPORTANT TO BE A CHAMPION OF CHARACTER AND TIA IS CERTAINLY THAT. I'D LIKE TO THANK THE SCHOOL BOARD ACTIVITIES DEPARTMENT AND EVERYONE ELSE WHO HAS ASSISTED TIA AND HER TEAMMATES IN THEIR CHOSEN ACTIVITY OF WRESTLING. >> THAT'S THE FIRST TIME. >> OUR NEXT ACTIVITY STUDENT THAT WE'D LIKE TO PRESENT THIS EVENING IS SOMEONE YOU'VE SEEN MANY TIMES. NAME IS ANDREW HANNAH. WIND UP ANDREW. [LAUGHTER] ANDREW RECEIVED A GOOD SPORTSMANSHIP AWARD ON THE BASKETBALL TEAM, COACH ELLIOT WAS NOT ABLE TO MAKE IT TIGHT, SO I ASKED HIM FOR A STATEMENT AS WELL. ANDREW NOT ONLY EXEMPLIFIES EXCEPTIONAL SPORTSMANSHIP ON AND OFF THE FIELD, BUT ALSO EMBODIES THE CORE VALUES OF A JACKSON BRONC. DEMONSTRATES UNWAVERING DEDICATION, RESPECT, AND INTEGRITY IN EVERYTHING HE DOES, BOTH IN SPORTS AND IN HIS DAILY LIFE. AS A JACKSON BRONC INJURY IS A LEADER BOTH ON AND OFF THE FIELD. HE SETS A POSITIVE EXAMPLE FOR HIS TEAMMATES, SHOWING THEM WHAT IT MEANS TO WORK HARD, PERSEVERE, AND ALWAYS SHOW RESPECT FOR THE GAME, THE OFFICIALS, AND THE OPPONENTS. ANDREW'S COMMITMENT TO SPORTSMANSHIP AND AMAZING HUMILITY MAKES HIM A GREAT REPRESENTATIVE OF OUR COMMUNITY. HE'S A TRULY DESERVING RECIPIENT OF THIS AWARD. THANK YOU. >> THE NEXT THING ON THE SUPERINTENDENT'S REPORT IS THE DISTRICT LEADERS REPORT SO IF WE HAVE ANY SPECIFIC QUESTIONS FOR ANY OF THE DISTRICT LEADERS, I KNOW THEY'RE EAGER TO RESPOND. >> ANY QUESTIONS? >> I HAVE A COMMENT. >> YES. >> I JUST WANTED TO COMMENT ON THE TRANSPORTATION DEPARTMENT AND HOPE THAT OR BELIEVE THE DIRECTOR COULD PLEASE LET YOUR STAFF, ESPECIALLY THE ONES WHO ARE ON THE WEST BANK, KNOW THAT I SEE THEM DAILY WAY AFTER THEY'RE SUPPOSED TO BE BACK AT BUS FARM AND I FEEL THEIR PAIN, BUT I WANT TO SAY THANK YOU. >> ANY OTHER QUESTIONS OR COMMENTS? DR. CHAPMAN. >> NEXT IS DR. CHRIS WITH THE EDUCATIONAL MOMENT. >> I THINK I NEED TO CHANGE THE NAME FROM MOMENT [LAUGHTER] OR MAYBE CLARIFY THAT IT WAS A MOMENT IN MAKING BEFORE MAKING A MISTAKE. [LAUGHTER] BUT YOU'RE RIGHT, TRUSTEES, THANKS FOR THE OPPORTUNITY TO SPEAK THIS EVENING. I'M EXCITED TO SPEAK TO YOU THIS EVENING ON SOME EXCELLENT WORK THAT WE HAVE BEGUN IN THE DISTRICT BUT I ALSO WOULD LIKE [00:05:02] THE OPPORTUNITY TO PAINT MORE OF A BROADER PICTURE TO THE BOARD SO LOT OF THESE PROGRAMS THAT YOU'VE BEEN HEARING ABOUT COME TOGETHER AND CONNECT. WE HAD A FANTASTIC DAY AT JACKSONVILLE HIGH SCHOOL LAST WEEK ON FRIDAY, HAD MANY TEACHERS PRESENT SOME OF THE PROJECTS THEY WERE DOING WITH STUDENTS AROUND STUDENT CENTERED WORK, PORTFOLIO DESIGN. AGAIN, THE GOAL HERE IS VERY STRAIGHTFORWARD. THE GOAL IS TO TAKE A STEP, ONE STEP IN A DIRECTION THAT ALLOWS STUDENTS TO HAVE MORE CHOICE IN THEIR LEARNING, TO BALANCE THE WAY WE ASSESS STUDENTS VERSUS JUST ONE METRIC, BUT ALLOWING FOR A MORE GROWTH METRIC AND ORGANIZATIONAL SYSTEM OVER TIME VERSUS JUST A ONE AND DONE TEST, BUT IT IS A BALANCED APPROACH. THE REALITY IS IN EDUCATION WE HAVE BOTH. WE DO HAVE ACADEMIC STANDARDS THAT WE WANT TO KEEP AT A VERY HIGH LEVEL IN TCSD AND THAT'S AN EXPECTATION THAT WE ALL HAVE. WE ALSO WANT TO MAKE SURE THAT WE GIVE KIDS AN OPPORTUNITY TO SHOW WHAT THEY KNOW IN DIFFERENT WAYS AS WELL BEYOND THE STANDARDIZED TEST AND SO THAT'S WHY WE OPEN UP TONIGHT WITH THIS SLIDE, IT'S VERY STRAIGHTFORWARD, ON HOW DO WE DO A MUCH MORE BALANCED APPROACH GOING FORWARD. NEXT SLIDE. AS WE GO THROUGH THESE COUPLE IMAGES THAT I WANT TO BRING TO YOUR ATTENTION. THEY ARE NOTHING NEW. IT'S NOT ROCKET SCIENCE IN TERMS OF AN IMAGE, BUT WE TRADITIONALLY HAVE FILMED AND WE STILL DO AND WILL CONTINUE TO DO COMPETUOUS JOB WITH VERY MUCH CONTENT BASED CLASSES, CONTENT BASED FOCUS AREAS A12 AROUND LITERACY AND MATH INSTRUCTION, THAT'S THE STAPLE OF LEARNING, WE KNOW THAT'S EXTREMELY IMPORTANT. AS WE MERGE OVER TO THE RIGHT THOUGH, IT IS VERY IMPORTANT FOR US AS A SYSTEM TO BEGIN TO ACKNOWLEDGE THAT THESE SPECIFIC DISPOSITIONS, COMPETENCY SKILLS, CALL OF WHICH YOU WILL, BUT WE HAVE TO DO A BETTER JOB OF ELEVATING THESE TO THE FOREFRONT. NOT ONE OF THE OTHER BUT BRIDGING THEM BOTH FOR THE COMPLETE STUDENT. WHEN I SAY THESE, NEXT SLIDE, IT'S IMPORTANT TO KEEP IN MIND THAT WE DO THESE TODAY. THEY HAPPEN IN OUR SYSTEM. BUT WE DO A LOT OF THEM BY DEFAULT. BY BEING IN A CLASS, YOU LEARN HOW TO PROBLEM SOLVE. BY BEING IN A SPORT, MAYBE YOU LEARN HOW TO WORK IN A TEAM. BUT CALLING THEM OUT AND BEING VERY INTENTIONAL ABOUT SHOWING THE PROGRESS OF STUDENTS OVER TIME WITH DISPOSITIONS IS DIFFERENT VERSUS SAYING IT JUST OCCURS. AS WE LOOK THROUGH THESE, WE KNOW WE COULD DO A MUCH BETTER JOB OF DEVELOPING A STUDENT SO BY THE TIME THEY WALK ACROSS OUR GRADUATION STAGE, WE CAN SAY CONFIDENTLY THAT STUDENTS CAN ACHIEVE AND DEMONSTRATE SPECIFIC DISPOSITIONS TO MAKE THEM BETTER PERSON AS THEY MOVE ON TO COLLEGE, WORK, LIFE, INDUSTRY, BUSINESS. WE ALSO KNOW THAT BUSINESSES ARE CALLING FOR STUDENTS TO BE ABLE TO DEMONSTRATE THESE SKILLS AROUND LIFE IN ADDITION TO BEING ACCOMPLISHED STUDENTS ACADEMICALLY. WE HAVE TO GO BEYOND THE GPA. WE HAVE TO GO BEYOND GRADES. WHAT CAN A KID REALLY SHOW US AROUND BEING A HUMAN BEING AS THEY GO INTO THE FIELD AFTER THEY LEAVE US? NEXT SLIDE, ANDREW. A COUPLE [INAUDIBLE] THE PIECES OF THIS THROUGHOUT OUR DISTRICT WERE VERY CENTRIC NECESSARY FOR [INAUDIBLE] TREATMENTS. WE HAVE VERY TRADITIONAL METRICS IN TERMS OF PROGRESSIONS OF STUDENTS LEARNING. WE NEED TO DO THOSE NOT ONLY FROM A ORGANIZATIONAL STANCE, BUT ALSO FROM A STATE STANCE. WE HAVE SOME LEGITIMATE CHECK MARKS WE NEED TO POSE ON. AS WE MOVE OVER HERE, THINKING MORE LONG TERM, WE DO NEED TO THINK ABOUT, AS A DISTRICT, WHAT WE WANT TO STAND FOR AROUND COMPETENCIES AND DISPOSITIONS. OUR STUDENTS HAVE KICKED OFF THAT WORK THIS YEAR. I'M GOING TO SHOW HOW WE'RE REALLY GOING TO MAGNIFY THEIR WORK IN A MINUTE. HOW CAN WE BE MORE STUDENT DIRECT? IT'S A QUESTION THAT EVERYONE IN THIS ROOM WILL HAVE DIFFERENT ANSWERS TO, BUT WE HAVE TO THINK ABOUT MORE OF A STUDENT CENTERED ENVIRONMENT TO GET THAT ENGAGEMENT UP AS WELL. BUT IT IS A BALANCED APPROACH. IT'S NOT ALL ONE WAY OR THE OTHER. WE HAVE TO FIGURE OUT A WAY HOW TO HONOR BOTH SYSTEMS. AS WE GO THROUGH A MORE LONG TERM VISION, YOU EACH HAVE A HANDOUT IN FRONT OF YOU THERE, YOU'LL PASS THOSE [INAUDIBLE]. I DON'T WANT TO SPEND A LOT OF TIME ON EVERY STEP HERE, [00:10:08] BUT I DO WANT YOU TO AT A GLANCE WHAT THIS LOOKS LIKE. IF YOU RECALL, LAST BOARD MEETINGS, WE SET [INAUDIBLE] OWNERSHIP AGENCY BEING RESET [INAUDIBLE] TO CARE ABOUT WHAT THEY'RE LEARNING AND DOING [INAUDIBLE] STUDENTS, BOARD MEMBERS AS WELL ALL THIS. STEP 2, WHERE WE ARE NOW, I'VE SERVED THIS IN PARTICULAR BECAUSE I REALLY WANT TO CALL OUT THE WORK THAT OUR STUDENTS HAVE DONE WITH STUDENTS ACROSS THE DISTRICT AND YOU'RE GOING TO HEAR FROM THEM LATER TONIGHT. AS WE MOVE THROUGH THOUGH, THE ULTIMATE GOAL BY FALL IS TO DEVELOP A TCSD LEARNER PROFILE, NOT JUST OF A GRADUATE, BUT POTENTIALLY OF A FIFTH GRADER, OF AN EIGHTH GRADER, OF A 12TH GRADER. THIS WILL TAKE A PRETTY BIG COMPREHENSIVE PROCESS THOUGH. BE ON A COMMITTEE AND BE ON POLLS THAT ACTUALLY TALKING TO PEOPLE THAT ARE IN INDUSTRY, HIGHER ED, ORGANIZATIONS, PRIVATE BUSINESS, IN ADDITION TO STAFF TRUSTEES, PARENTS AND STUDENTS IN ORDER TO GET TO WHERE WE WANT TO GO TO REALLY BELIEVE IN, SANCTION, AND APPROVE A LEARNER PROFILE THAT WE CAN GET BEHIND AS A DISTRICT. THAT LEARNER PROFILE, THESE QUESTION MARKS WILL BE THE DISPOSITIONS AND SKILLS THAT WE WANT TO BE VERY INTENTIONAL ABOUT TEACHING. FOR EXAMPLE, IMAGINE A STUDENT BEING ABLE TO SAY, I CAN MAKE MEANING FROM DIVERSE MEDIA AND BETTER UNDERSTAND THE WORLD AROUND ME AND BEING ABLE TO DEMONSTRATE WHAT THAT REALLY MEANS. IMAGINE A KID BEING ABLE TO SAY I CAN DEVELOP SKILLS, STRATEGIES, AND EMOTIONAL AWARENESS AND NAVIGATE CONFLICT. IMAGINE A STUDENT BEING ABLE TO SAY, I CAN ACCESS RESOURCES THAT ARE CREDIBLE, THAT SHOW A BALANCED PERSPECTIVE OF ISSUES. IMAGINE A STUDENT BEING ABLE TO INVESTIGATE THROUGH INQUIRY IN A BALANCED WAY AND BE ABLE TO COMMUNICATE THEIR THOUGHTS THROUGH INVESTIGATION. WE DO THIS IN POCKETS, BUT TO FORMALIZE IT AND REALLY BE ABLE TO HAVE STUDENTS GROW OVER TIME AS HUMAN BEINGS IN THESE [INAUDIBLE] THAT WE'LL DEFINE, I BELIEVE, TRULY CAN MAKE A DIFFERENCE FOR OUR KIDS BEYOND GRADES AND GPA'S, BUT ACKNOWLEDGING THAT IT'S A FUNDAMENTAL PART OF OUR SYSTEM AS WELL. I'M HERE TONIGHT TO SHARE WITH YOU SOME PAPERING AROUND HOW WE MOVE IN A DIRECTION THAT NOT ONLY HONORS WHAT WE NEED TO DO, BUT ALSO HONORS BEING VERY INTENTIONAL AROUND TEACHING THE SKILLS THAT WE KNOW KIDS NEED TO KNOW TO SURVIVE AFTER THEY LEAVE US. THAT GOES BEYOND CONTENT MEMORIZATION SOMETIMES. THAT GOES BEYOND A GREAT TEST SCORE AND HOW WE HAVE A MUCH MORE BALANCED APPROACH IN OUR ASSESSMENT SYSTEM SO WE CAN HONOR ALL KIDS STRENGTHS. I'LL FINISH WITH ONE MORE LINE. IMAGINE A KID GOING THROUGH OUR SYSTEM AND THE STUDENT THEMSELVES OWN THEIR COMPETENCY PORTFOLIO. THEY HAVE TO DEMONSTRATE AT THE END OF FIFTH, AT THE END OF EIGHTH, POTENTIALLY AT THE END OF 12TH TO A COMMITTEE OF A GROUP OF PEOPLE, HOW THEY FEEL LIKE THEY'RE LEARNING THE COMPETENCIES THAT WE DEFINE AND HAVING TO DEFEND THAT TO A GROUP SO THEY CAN SHOW HOW THEY'RE DEVELOPING OVER TIME. THAT FOLLOWS THEM THROUGH, THAT POTENTIALLY COULD BECOME PART OF THE TRANSCRIPT AS WELL SO IT'S A BALANCED APPROACH TO GRADES, GPA, AND DISPOSITIONS WE WANT KIDS TO GROW. TRYING TO THINK A LITTLE BIT MORE FUTURISTIC DOWN THE ROAD OF WHAT WE WANT OUR STUDENTS AND REALLY A SEPARATOR TOO, A TRANSCRIPT IS A TRANSCRIPT UNTIL YOU REALLY MAKE IT UNIQUE TO YOUR DISTRICT AND I BELIEVE BY REALLY HAVING KIDS GIVING THE ABILITY TO SHOW THESE COMPETENCIES THAT WE WANT TO IDENTIFY, WHICH WE HAVEN'T YET AS A DISTRICT, BUT ONCE WE DO, WE GIVE THOSE STUDENTS THE ABILITY TO DEMONSTRATE [INAUDIBLE], WHETHER IT BE IN A SPORT, PLAY, A CLASS, A WORK ENVIRONMENT, AN INTERNSHIP, WHATEVER THAT MAY BE, I THINK WE'RE HONORING THE FULL PICTURE OF THE STUDENT IF WE DO THAT. THAT'S JUST A PROGRESSION REALLY UP HERE IN THIS AREA RIGHT NOW IN THE WORK [INAUDIBLE] MONTHS TO FOLLOW, TO REALLY GET SOME GOOD INFORMATION ON THAT. [00:15:02] LAST THING IS, WE TALK ABOUT EQUITY A LOT IN EDUCATION. YOU HEAR THAT WORD FLY AROUND, EQUITY, AND I DO BELIEVE PEOPLE DEFINE THAT DIFFERENTLY. ONE THING I CAN SAY WITH THE CONFIDENCE IS WHEN WE LOOK AT A COMPETENCY BASED SYSTEM, IT IS AN EQUALIZER IN TERMS OF GIVING EVERY HIDDEN OPPORTUNITY TO GROW THROUGH COMPETENCIES AS WELL AS TRADITIONAL ACADEMIC TESTS. BUT WE KNOW THE BELL CURVE OF TESTS STAYS PRETTY MUCH THE SAME. THE GRADES IN TERMS OF WHO SCORES WHAT COGNITIVELY, AN EQUALIZER CAN BE COMPETENCIES TO GIVE KIDS THAT OPPORTUNITY TO SHOW GROWTH BEYOND THE NORMAL DISTRIBUTION OF GRADES. A TRUE EQUALIZER IN TERMS OF GIVING CHANCES OF MULTIPLE OPPORTUNITY. IT'S A LOT. I KNOW TONIGHT I WANTED TO BRING IT UP AGAIN AND CONNECT IT TO LAST BOARD MEETING SO THERE'S SOME CONNECTION, BUT AGAIN, A LOT MORE TO COME FROM ME. I WANTED TO MAKE SURE THAT WE HAD A CONVERSATION TONIGHT OR ANSWER ANY QUESTIONS YOU MAY HAVE. >> QUESTIONS FOR DR. RISK, COMMENTS. >> SORRY. [INAUDIBLE]. >> THANK YOU FOR CONNECTING ALL OF THIS. WHEN IT WAS FIRST BROUGHT UP, I WAS QUITE CONFUSED. STILL NOT COMPLETELY CLEAR ON WHAT IT MEANS AND IT'S I CAN HEAR THAT THERE'S A LOT OF PROCESS TO DEFINE A LOT OF THINGS, A LOT OF PIECES ASPECTS OF IT. SEEING THE PRESENTATIONS ON FRIDAY HELPED BRING A LOT MORE MEANING AND UNDERSTANDING TO IT. IT WAS HELPFUL FOR ME TO HEAR FROM EVEN TEACHERS WHERE THEY WERE APPREHENSIVE WITH, ESPECIALLY WITH THE RUBRIC STYLE OF GRADING AND HOW IT MIGHT FEED INTO THIS. I LOOK FORWARD TO SEEING WHERE IT GOES AND WHAT THOSE COMPETENCIES ARE AND HOW THEY'RE DEFINED. BECAUSE SO MUCH OF WHAT, IN MY OPINION, WHAT WE NEED IN HAVING PEOPLE READY FOR THE WORLD THAT AWAITS THEM, THERE IS SO MUCH TANGIBLES, THERE'S SO MUCH INTANGIBLES, THINGS THAT YOU REALLY CAN'T PUT AN EXACT RATE ON BUT IT'S SOMEONE'S ACTIONS AND BEHAVIORS, HOW THEY COMMUNICATE WITH ONE ANOTHER, ONE-ON-ONE, THAT DEMONSTRATE WILL THEY BE READY FOR THE OUTSIDE WORLD. >> MAYBE TO COMPLIMENT THAT FROM STEPHAN ABRAMS AS THOSE, IF YOU GO BACK UNDER THE, SAY, THE SECOND SLIDE, NOW, THINK ABOUT IT AS A ADMISSIONS COMMITTEE, OR A EMPLOYER, OR AN ORGANIZATION, WHO DO YOU WANT TO HIRE? YOU WANT A LITTLE BIT OF BOTH. YOU WANT PEOPLE TO HAVE SOME FOUNDATIONAL KNOWLEDGE AND ACADEMIC STRESS. I'M A BIG BELIEVER IN ALL, BUT YOU ALSO WANT A PERSON WHO CAN COMMUNICATE, WHO CAN PROBLEM SOLVE, WHO CAN WORK IN A TEAM, AND NOT POLARIZE EACH OTHER. YOU WANT SOMEONE WHO CAN NAVIGATE CONFLICT. YOU WANT SOMEONE WHO CAN USE RESOURCES APPROPRIATELY AND UNDERSTAND WHAT THEY'RE READING, ESPECIALLY IN THIS DAY AND AGE. IT'S A JOURNEY. I WANT TO BE CLEAR ON THAT, TO DO THIS RIGHT AND METHODICALLY, IT IS A JOURNEY AND IT WILL TAKE TIME. I DO NOT ENVISION CREATING A SHELF PRODUCT THAT ENDS UP, I WANT THIS TO LIVE AND BREATHE, AND WHENEVER WE LAND ON, FORMALLY BECOMES PART OF OUR ASSESSMENT SYSTEM AS WELL. IT'S NOT BY DEFAULT, BUT IT'S VERY TARGETED AND VERY CLEAN WITH STUDENTS, THEY KNOW WHAT'S COMING VERSUS JUST ANOTHER CONTENT TEST. >> OF ALL THOSE ASPECTS THAT YOU MENTIONED, I COULDN'T AGREE [LAUGHTER] WITH SOMEBODY THAT HIRES PEOPLE. >> I KNOW IT'S A LOT, SO THANKS FOR YOUR PATIENCE [INAUDIBLE]. THANK YOU. >> THANK YOU, DR. RISK. [D. Reports and Items for Discussion] STUDENT SCHOOL BOARD MEMBER REPORT. [00:20:05] >> HI EVERYONE. FOR THOSE OF YOU WHO HEARD OUR PRESENTATION ON FRIDAY, SOME OF THIS MIGHT SOUND A LITTLE FAMILIAR, BUT WE WANTED TO GIVE YOU ALL AN UPDATE ON WHAT WE'VE BEEN DOING IN TERMS OF DATA COLLECTION ANALYSIS, ESPECIALLY IN TERMS OF WHAT DR. CHRIS JUST SPOKE ABOUT. >> YOU GUYS HAVE SEEN THIS SLIDE BEFORE. BUT BASICALLY OUR UPDATE IS THAT RIGHT NOW WE HAVE ALL THE FEEDBACK COLLECTED THAT WE NEED, EXCEPT FOR HIGH SCHOOL STUDENTS, WHICH WE'RE HOPING TO GET SOON. REALLY, OUR FOCUS RIGHT NOW IS SYNTHESIZING, ANALYZING, AND CREATING A GRAPHIC THAT YOU GUYS WILL THEN HOPEFULLY SOON SEE. >> OUR FOCUS FOR THAT GRAPHIC, AND I KNOW YOU'VE BEEN HEARING IT ALL YEAR, BUT ESPECIALLY IN THIS CONTEXT, IS TO START TO HELP IDENTIFY SOME OF THOSE COMPETENCIES, THOSE, AS YOU CALL IT, SOFT SKILLS THAT STUDENTS NEED TO KNOW BEYOND JUST KNOWING MATH OR READING OR WRITING. SOME OF YOU WHO WERE AT OUR TEACHER MEETINGS WAY BACK IN DECEMBER MAY REMEMBER SOME OF THESE QUESTIONS THAT WE ASKED YOU, THE BOARD MEMBERS, WE ASKED TEACHERS, ADMINISTRATORS, STUDENTS. THE FIRST QUESTION WE ASKED WAS WHAT YOU ALL SAW AS THE PURPOSE OF SCHOOL. THEN OUR SECOND QUESTION WAS WHAT SOME OF THOSE OBSTACLES WERE IN LEARNING AND WHAT NEEDS TO CHANGE? THE NICE THING ABOUT THESE QUESTIONS, ESPECIALLY IN THE STUDENT MEETINGS, IS THAT THEY DIDN'T LEAD TO A ONE OFF THING. THEY LED TO QUITE A FEW PRODUCTIVE CONVERSATIONS WHERE IT STARTED TO, I GUESS IN SOME WAYS. STRAY AWAY FROM THESE QUESTIONS INTO MORE FUN TOPICS, WHETHER THAT BE DIFFERENT SPECIALS THAT STUDENTS WERE INTERESTED IN OR WHAT THEY THINK OF WINTER SPORTS OR OTHER THINGS LIKE THAT, WHERE THAT HELPS US BUILD AN IMAGE OF WHAT STUDENTS PRIORITIZE AND WHAT THEY NEED AND WHAT THEY LIKE. >> THESE NEXT FEW SLIDES SHOW WHAT EXACTLY WE'RE PICKING UP FROM THESE CONVERSATIONS. FOR THIS QUESTION, YOU CAN SEE ANY WORD THIS FIGURE WAS SAID MORE IN OUR CONVERSATIONS. THE NEXT SLIDES SHOW SOME MORE GRAPHICS TO PRESENT THAT. THIS IS JUST AN EASY WAY TO SEE WHAT WE ARE DOING RIGHT NOW. WE'RE LOOKING THROUGH SPREADSHEETS AND SEEING WHAT KEEPS COMING UP, WHICH WILL SHOW US WHAT THE PRIORITIES SHOULD BE. >> SLIDE 5 AND 6 GO OVER SOME OF THE MORE, I'D SAY, COMPETENCY SIDE OF THINGS, THE TRAITS, CHARACTERISTICS WHICH STUDENTS FEEL THEY NEED. DO YOU MIND GOING BACK A SLIDE. THINGS LIKE PROBLEM SOLVING AND PERSEVERANCE, COMMUNITY, ALL THOSE THINGS WHICH STUDENTS HAVE VOCALLY PRIORITIZED. WHEN STUDENTS COME TO ME AND THEY SAY, WE WANT TO BE PART OF A LARGER DISTRICT COMMUNITY AND WE WANT TO HAVE HANDS ON EXPERIENCE PROBLEM SOLVING, WE WANT TO WORK THROUGH PROBLEMS, AND WE WANT TO BECOME MORE ENGAGED, THAT'S REALLY PROMISING TO US, AND THAT'S SOMETHING THAT AS STUDENTS, WE WANT TO HELP THEM WORK TOWARDS. BUT AT THE SAME TIME, IT'S ALSO REALLY INTERESTING TO SEE HOW MUCH THEY PRIORITIZE THINGS LIKE READING AND WRITING, AND MATH. IT'S GOOD TO KNOW THAT OUR STUDENTS, WHILE THEY HAVE ALL OF THESE HOPES AND DREAMS, THEY STILL PRIORITIZE SOME OF THESE OTHER, I GUESS, HARD SKILLS. OUR LAST QUESTION WAS, WHAT DO STUDENTS NEED TO THRIVE? THIS QUESTION WAS A LITTLE BIT DIFFERENT AND LED TO DEFINITELY A DIFFERENT LINE OF CONVERSATION AWAY FROM SOME OF THE COMPETENCIES AND MORE TOWARDS WHAT THEY'D LIKE TO SEE CHANGE IN THE DISTRICT. ONE OF THE BIG THINGS THAT STOOD OUT FOR US WAS CHOICE. HAVING THE ABILITY TO DECIDE, I WANT TO WORK ON A PROJECT ABOUT THIS, I WANT TO TAKE A CLASS ABOUT THIS, I WANT TO HAVE DIFFERENT TEACHERS, THIS IS WHAT I WANT TO DO. THE WORD CHOICE, AND JUST THAT ABILITY TO MAKE DECISIONS, ESPECIALLY AT THE ELEMENTARY SCHOOL LEVEL, CAME UP MORE THAN ANYTHING ELSE. FOR ME, IT'S REALLY PROMISING TO SEE A CURRICULUM THAT'S BASED FURTHER AWAY FROM JUST ASSESSMENTS AND JUST CONTENT BASED LEARNING, WHICH ALLOWS STUDENTS TO GAIN AN OPPORTUNITY TO MAKE THOSE PROJECTS AND DO PRESENTATIONS AND HAVE MORE CHOICE IN THEIR EVERYDAY LIFE. >> GATHERING ALL THIS DATA, THE PHRASE THAT I'VE USED TO SUM IT UP IN THE PAST HAS BEEN OWNERSHIP OF LEARNING, WHICH HAS BECOME A BUZZWORD AROUND. BUT I THINK THAT IS WHAT I USED TO ENCAPSULATE THIS MIX OF THE RESPONSIBILITY [00:25:05] AND THE PASSION FOR LEARNING THAT A LOT OF STUDENTS REALLY VOICE THE NEED FOR. I THINK A LOT OF THEM HAVE GOTTEN USED TO THIS SYSTEM OF YOU GET TO HIGH SCHOOL JUST TO GET TO THE NEXT LEVEL OF COLLEGE. THERE'S NOT A LOT OF VISION FOR THE FUTURE. I THINK TALKING TO ELEMENTARY STUDENTS AND TEACHERS AND PARENTS, THERE IS THIS REALLY BIG PUSH WITH ALL THESE THINGS COMING OUT IN OUR EVER CHANGING WORLD, OR WHATEVER, THERE'S ALL THESE NEW OPPORTUNITIES FOR STUDENTS TO DO SO MANY MORE THINGS OTHER THAN A COLLEGE OR OTHER THAN A STRICT JOB. TO HAVE THAT RESPONSIBILITY COME ON EARLY ON OF YOU GET TO PICK WHAT YOU LEARN AND A LITTLE BIT MORE OF HOW YOU LEARN IT AND REALLY BE ABLE TO HAVE A SAY IN THAT, THAT'S BEEN OUR MAIN TAKEAWAY. >> I THINK THAT'S IT. THANK YOU GUYS. ARE THERE ANY QUESTIONS? >> ANY QUESTIONS? I'M GOING TO THROW A CRAZY AND I DON'T EXPECT YOU TO KNOW THE ANSWER, BUT EVEN WHEN DR. CHRIS WAS PRESENTING EARLIER, I'M TRYING TO GET AROUND HOW DO WE MEASURE SUCCESS, WITH WHAT WE'RE TRYING TO GET TO HERE? IS IT SOMETHING TANGIBLE? JUST SOMETHING TO PONDER, I DON'T WANT TO PUT YOU ON THE SPOT BECAUSE THAT'S WHAT I'M TRYING TO FIGURE OUT IS, I LOVE ALL OF THIS, BUT AT SOME POINT, HOW DO WE DEFINE IT AS SUCCESSFUL? >> I THINK WE GIVE THE TOUGHER JOB OF DEFINING SUCCESS AND ACTUALLY MEASURING IT TO DR. CHRIS. [LAUGHTER] AS AN ACTIONABLE GOAL, I THINK FOR US WE DEFINE SUCCESS AS GIVING EVERY STUDENT WE HAVE IN THE DISTRICT THE TOOLS TO GET TO THE PLACE WHERE THEY CAN SAY, THIS IS WHERE I WANT TO GO IN THE FUTURE, AND THESE ARE ALL THE PATHS THAT I CAN TAKE TO GET THERE. INSTEAD OF, YOU CAN GO TO A FOUR YEAR COLLEGE, A VOCATIONAL SCHOOL, OR GO RIGHT INTO THE WORKFORCE, HAVE STUDENTS BE ABLE TO SAY, IN HIGH SCHOOL, I WANT TO LEARN THIS SPECIFIC SKILL FOR A JOB I'M GOING TO IN 10 YEARS OR IN FIVE YEARS OR SOMETHING LIKE THAT. I THINK FOR US, WE'RE FOCUSED ON MAKING SURE WE BUILD A PATHWAY AND A FOUNDATION FOR STUDENTS TO REALLY GROW AND BRANCH OUT REALLY WELL, AND THEN LEAVE THE, WHERE ARE WE AT, TO DR. CHRIS. NEXT STEPS, WE HAVE SOME STUDENTS WHO ARE DOING SOME GRAPHIC DESIGN AT THE HIGH SCHOOL WHO WILL HELP US CREATE OUR GRAPHIC OF OUR PROFILE, AND HOPEFULLY, WE'LL HAVE THAT FOR YOU PRETTY SOON. THANK YOU. >> THANK YOU, DAVE AND CECILY FOR PRESENTING ON FRIDAY. IT WAS FANTASTIC. YOU HAD A GOOD AFTERNOON FRIDAY AFTERNOON TOO WITH CASPER. THEN WHEN WE WERE IN CHEYENNE, HOW MANY WEEKS AGO WAS IT NOW? ANYWAYS, ONE OF THE HIGHLIGHTS FOR ME WAS, WHEN YOU ALL, WITH SUPERINTENDENT DEGEN FELDER AND GOVERNOR GORDON WERE PRESENTING NATIONALLY, AND WE WERE SITTING IN THE ROOM WATCHING YOU AND YOU TWO DID GREAT, ANDREW AND CECILY. THANK YOU SO MUCH. YOU GUYS ARE GREAT AMBASSADORS FOR OUR DISTRICT. >> THANK YOU SO MUCH. >> THANK YOU. >> THANK YOU. >> MR. CHAIR. >> YES. >> MAY WE DISCUSS A LITTLE BIT, BUT WE WERE JUST STUCK AHEAD. >> ABSOLUTELY. >> IT SEEMS TO ME THAT ONE OF THE THINGS THAT I WAS STRUCK WITH FRIDAY WHEN THE WOODWORKING FELLOW, THEY WERE TALKING ABOUT HOW KIDS RATE THEMSELVES. THEN YOU GET TO WHAT IS MASTERY? IS IT MASTERY AMONG OTHER HIGH SCHOOL KIDS? IS IT BEING A MASTER CARPENTER OR A MASTER ENGINEER TYPE? IF WE'RE LOOKING TO THAT, IT STRIKES ME THAT IT'S DIFFICULT TO COORDINATE THE STANDARDIZED TESTS AND ALL THAT STUFF AND INTEGRATE IT INTO THAT METRIC, AND I'M WONDERING HOW WE'RE GOING TO DO THAT, AND HOW WE DETERMINE IF A CHILD HAS NOT MET. [00:30:02] PRESUMABLY EVERYBODY WILL BE WONDERFUL AND EVERYBODY MET THE GOALS THAT ARE SET UP FOR BOTH. WHAT DO WE DO IF A CHILD ON NOT THE SIDE OF THE EQUATION THAT'S THE ACADEMIC AND STANDARDIZED TEST STEP. BUT ON THE OTHER SIDE OF THE EQUATION DOES NOT MAKE THE PROGRESS, THE MASTERY THAT WE AS A SCHOOL DISTRICT THINK IS IMPORTANT TO BE ABLE TO SEND THEM OUT TO THE WORLD JUST THAT MAYBE IT'S IMPORTANT TO ASSESS THAT. YOU GET EVERYBODY'S FEELINGS ABOUT HOW IF THERE'S A WAY OR WHETHER WE SHOULD WAIT TO FURTHER ON IN THE PROCESS TILL WE HAVE THIS PERSON IDENTIFIED AND LINED OUT. BUT IT SEEMS TO ME IT'S SOMETHING WE NEED TO THINK ABOUT IN ADVANCE. >> DO I GET A PHONE CALL? >> PLEASE COME ON OUT. >> SOME OF OUR WORK RIGHT NOW, I SEE THE STATE SCHOOL LEVELS, WE IMPROVE THE STATE ASSESSMENT SYSTEM. I'M USING THAT VOICE A LITTLE BIT TO ADVOCATE FOR AN ADDITIONAL METRIC THAT WILL ALLOW US IN ADDITION TO THE STANDARDIZED TESTS, ADD SOME OTHER COMPONENTS AROUND COMPETENCIES. AND SO THE STATE IS VERY AWARE OF THIS PUSH. THE QUESTION YOU ASKED IS A QUESTION EVERYONE IS ASKING. HOW DO WE KEEP A HIGH BAR OF ACHIEVEMENT AND EXPECTATIONS? NOT JUST CREATE FLUFF, BUT HAVE SOME TYPE OF SYSTEM THAT ALLOWS TO SHOW STUDENT GROWTH. NOT JUST THE SNAPSHOT OF THE TEST AND THAT BECOMES A BIG MEASURE OF SUCCESS. IS A KID GROWING. NOT EVERY KID IS GOING TO END HERE, SOME ARE GOING TO END HERE. BUT MAYBE THEY STARTED HERE AND THEY GROW AND RIGHT NOW, THERE IS A PRETTY BIG CONSENSUS THAT THE MESSAGE THAT WE DO SEND TO KIDS WHEN THEY DON'T HIT THIS METRIC BUT YET GREW STILL AND WE SEE IT ACTUALLY WITH STANDARDIZED TEST, ESPECIALLY IN ELEMENTARIES, THEY'RE GROWING BUT THEY'RE STILL BELOW BASIC OR THEY'RE JUST PROFICIENT. WHAT DOES THAT DO TO A STUDENT ITSELF? PERCEPTION. I THINK ABOUT THAT A LOT GOING FORWARD BECAUSE THEY'RE NOT MEETING THE METRIC THAT'S DEFINED, WHICH IS IMPORTANT. I DON'T WANT TO MINIMIZE IT. OUR CHALLENGE WILL BE DEFINING SOME DIFFERENT ONES AND THAT'S THAT'S THE WORK. CAN'T GIVE YOU A VERY STRAIGHT ANSWER TONIGHT, BUT I WILL. >> MR. CHAIR, IS THE STATE REALLY COMMITTED? WE'VE SPENT SO MUCH MONEY OVER THE YEARS AND ALL THE DIFFERENT STANDARDIZED TESTS. HOW MANY HAVE YOU'VE BEEN THROUGH IN THE LAST 20 YEARS? ARE THEY REALLY COMMITTED TO MAKING A CHANGE? THAT IS JUST NOT A MATTER OF BEING COUNTING WHAT'S YOUR NUMBERS BECAUSE THAT'S A BIG CHANGE TO US BUT I GUESS YOU'RE ON THERE TO PUSH MOMENT. [LAUGHTER] >> I THINK IT'S A GREAT QUESTION, TRUSTEE MEAD. WE'RE ON THE FIRST ROUND WITH NINE DISTRICTS RIGHT NOW THAT ARE PUSHING THIS, AND GARY AND I WORK ON A POLICY LEVEL TO TRY TO CHANGE SOME COMPETENCY BASED REQUIREMENTS FOR STUDENTS AT HIGH SCHOOL LEVEL. SO THAT'S CONCRETE. ANOTHER NINE ARE GOING TO COME ON BOARD AND WE'LL BE MORE OF A VETERAN DISTRICT. SO YOU HAVE 18 DISTRICTS THAT ARE IN THIS. IT'S SLOWLY GROWING. YOU BRING UP A GOOD POINT, IS THIS REAL? IS THIS GOING TO LEAD TO SOME POLICY CHANGE THAT WE CAN ENACT HERE? I HAVE A GOOD FEELING ABOUT IT BECAUSE I FEEL LIKE THE ENERGY IS THERE AT ALL THE GROUPS AND IT'S GOING TO TAKE TIME. PEOPLE JUST LIKE TONIGHT, IT'S GOING TO TAKE ME MANY ITERATIONS TO TALK TO THE BOARD ABOUT THIS AND SHOW PROGRESS FOR IT TO REALLY START STICKING OVER TIME. THE SAME THINGS HAPPENING ACROSS THE STATE. >> YEAH. THANK YOU. >> YES, TRUSTEE [INAUDIBLE] >> I'M WONDERING, DR. CHRIS WHO'S GOING TO DO THE MEASURING? I PICTURE THE STUDENT WITH SOMEBODY ELSE SITTING DOWN AND WORKING THIS THROUGH, BUT IT SOUNDS LIKE A LOT OF EXTRA PAPERWORK FOR SOMEBODY AND NOT JUST THE STUDENT, MAYBE YOU, [LAUGHTER] MAYBE A TEACHER SOMEWHERE AND HOW YOU FIND A BASELINE FOR THIS, [00:35:10] IT'S STILL IN THE FORMULATING PROCESS FOR ME. >> YEAH, IT IS. IT'S HARD TO RETHINK A LITTLE BIT ABOUT METRICS AND EDUCATION IN THIS MODEL. BECAUSE THEY'RE BEING DEVELOPED AS WE'RE SPEAKING. WE KNOW THE SKILLS WE WANT TO TEACH. BUT HOW DO YOU MEASURE THOSE OVER TIME? WE KNOW, THAT'S A FACT. I CAN READ TO YOU RIGHT NOW, THE TOP 10 COMPANIES IN THE WORLD AND WHAT THEY WANT IN PEOPLE AND IT'S NOT A 3.6 GPA, IT'S VERY SPECIFIC HUMAN SKILLS IN THEIR ORGANIZATION THAT THEY WANT TO SEE DAILY. YOU BRING UP A GREAT QUESTION BECAUSE THAT IS OUR CHARGE. THAT'S WHAT WE NEED TO BE FIGURING OUT, HOW DO WE DO THAT BETTER FOR OUR KIDS WHEN READY, THAT'S WHAT WE'RE HERE FOR. WE'VE GOT TO THINK ABOUT, AND I'M COMMITTED TO IT, ADDRESSING SOME OF THOSE CONCRETE SYSTEMS OF HOW WE MANAGE IT, AND WE CAN DO IT. A LOT OF IT DOES COME BACK TO STUDENTS, LIKE I NEED ANDREW TO START TRACKING HIS PROGRESS OVER 10 COMPETENCIES IN THE LAST SIX YEARS TO SHOW HOW IT HAS CHANGED AND I CAN PRODUCE A SELF [INAUDIBLE] TO STUDENTS WHO UNDERSTANDS THEMSELVES MORE BEFORE THEY LEAVE US. I KNOW IN COLLEGE AND IN THE JOB MARKET THEY'RE GOING TO DO BETTER AND WE'VE ALL HAD EXPERIENCE OF KIDS LEAVING [INAUDIBLE] [LAUGHTER] STORY [LAUGHTER] AND I WOULD PURSUE TO DO THEM, ANDREW COULD DO THIS REGARDLESS BUT IT MAYBE COMING TO THE SYSTEM. THE ULTIMATE GOAL IS FOR HIM TO KNOW WHAT KIND OF A LEARNER HE IS, TRACK HIS PROGRESS, DEMONSTRATE THAT TO OTHERS OR [INAUDIBLE] MORE THAN THAT ANDREW WOULD BE ABLE TO FUNCTION REGARDLESS OF [INAUDIBLE] AND DEVELOPING THOSE SYSTEMS IS THE WORK AT PRESENT. >> I'VE SEEN TWO MODELS FOR SOMETHING LIKE THIS. I'VE SEEN IN THE MIDDLE SCHOOL A REPORT CARD THAT SAID SOMETHING LIKE ALWAYS PLAYS WELL WITH THE HOUSE, SOMETIMES PLAYS WELL, [LAUGHTER] RARELY PLAYS [OVERLAPPING] ET CETERA, OR WHATEVER YOU WANT TO PUT IN WITH PLAYS WELL WITH AND I'VE SEEN ANOTHER MODEL WHERE YOU HAVE A HOMEROOM TEACHER THAT KNOWS SOMEBODY LIKE ANDREW AT THE SIXTH GRADE LEVEL AND FOLLOWS HIS PROGRESS ALL THE WAY THROUGH BUT ADMINISTERING THAT IN A SCHOOL THIS SIZE IS ENORMOUS. >> THAT WILL BE OUR [INAUDIBLE]. >> [INAUDIBLE]. >> THERE'S A MICROPHONE UP THERE. [LAUGHTER] >> I THINK I HAD A LITTLE I GOT TO GO TO LUNCH WITH DR. CHRIS. I GOT A LITTLE SNEAKY AT THE WORK HE'S DOING THINGS AND WHEN HE FIRST TALKED TO ME AND GAVE ABOUT, HE SHOWED US THE SAME GRAPHIC AND THINGS AND I HAD A LOT OF THE SAME QUESTIONS OF LIKE THAT SEEMS IMPOSSIBLE TO PUT A NUMBER ON AND MEASURE SOMETHING LIKE THAT. BUT I THINK IN THINKING ABOUT WHAT HE SAID AND IN DOING WHAT WE'VE BEEN DOING, I DON'T WANT TO UNDERESTIMATE THE POWER OF FOCUS ON THESE THINGS. I THINK THROUGH OUR WORK WITH CREATING A PROFILER AND THROUGH DR. CHRIS WORK WITH CREATING A PROFILE OF A LEARNER. I THINK THERE IS ABSOLUTELY LIKE, I DON'T KNOW, THERE'S SUCH AN IMPORTANCE ON THE IDEA OF BEING ABLE TO FOCUS ON THESE SKILLS THAT ARE OUTSIDE OF HOW WELL YOU CAN READ, HOW WELL YOU CAN DO MATH, AND HOW WELL YOU KNOW ABOUT THE WORLD. I THINK IN CLASS AND IN SCHOOL IN GENERAL, THERE'S SO MANY PEOPLE THAT ARE ABLE TO GAME THE SYSTEM AND GAME THE GAME AND GO THROUGH HIGH SCHOOL WITH THOSE NUMBERS IN MIND. THE MEASURING WILL COME LATER, AND BEING ABLE TO PUT A NUMBER ON THINGS COMES LATER. BUT ANY OPPORTUNITY WE HAVE TO SIT DOWN AND SAY, HEY, THIS IS HOW YOU WORK ON PUBLIC SPEAKING, OR THIS IS HOW YOU WORK ON COMMUNICATING WITH YOUR FRIENDS OR FOR THIS PROJECT WE'RE GOING TO LEARN HOW TO MAKE THIS WEBSITE AND SHARE IT WITH OTHER PEOPLE. I THINK ANY OPPORTUNITIES THAT HAVE STUDENTS FOCUS ON SKILLS THAT AREN'T NORMALLY SEEN IN A CLASSROOM IS SOMETHING THAT WE NEED TO ABSOLUTELY POUNCE ON IMMEDIATELY. >> I WOULD SAY LIKE I HAVE A LOT OF BELIEF IN WHAT'S GOING ON AND I THINK IT CAN BE REALLY SCARY TO BE LIKE HOW DO WE PUT A NUMBER ON THINGS. BUT I THINK THE BEGINNING STEPS ARE THE MOST INTERESTING TO ME RIGHT NOW AND THEN WE CAN MOVE FORWARD AS WE GO ON. [00:40:02] WHEN ANDREW COMES BACK TO TEACH THE TCS. [LAUGHTER] I'M PIERCE SCARLET. I JUST WANTED TO SAY, I THINK THIS IS REALLY EXCITING. I READ A BOOK, BUT IT'S A LITTLE OUT OF DATES, PROBABLY 10 OR 15 YEARS OLD CALLED THE CORNER OFFICE. THERE WAS A REPORTER, I THINK MAYBE FROM THE TIMES, I'M NOT SURE. BUT HE HAD OVER THE YEARS INTERVIEWED LOTS AND LOTS OF THE REALLY HIGH POWERED EXECUTIVES IN ALL THE MOST SUCCESSFUL COMPANIES AND HE COULD DISTILL DOWN TO ABOUT FOUR OR FIVE OF THESE SKILLS THAT THOSE VERY SUCCESSFUL EXECUTIVES HAD AND IT WAS CURIOSITY AND BEING ABLE TO COLLABORATE AND ALL THOSE KINDS OF THINGS. I THINK IF YOU IMPLEMENT A PROCESS THAT YOU REQUIRE STUDENTS, WHETHER IT'S THROUGH PLAYING FOOTBALL OR ROBOTICS, OR CULINARY OR WHATEVER, BUT THROUGH ARTS, THE ARTS DEPARTMENT, THEY HAVE TO PROVE THAT THEY'VE HAD THESE EXPERIENCES THAT ARE GOING TO HELP SUPPORT THOSE SKILLS. I THINK THAT IT'S REALLY, IT'S PRETTY EXCITING AND I THINK THAT YOU JUST TEASE OUT WHERE THAT'S ALREADY HAPPENING AND HAVE THEM PUT TOGETHER A PORTFOLIO WHERE THEY CAN PROVE IT. SOME COLLEGES WILL TAKE PORTFOLIOS AND YOU DON'T HAVE TO TURN IN YOUR GRADES, WHICH IS PRETTY NEAT, BECAUSE THEN YOU HAVE TO SHOW AND INSTEAD OF SAYING, OH, THEY GOT AN A IN THAT CLASS, THEY HAVE TO PUT IN THEIR BEST PAPER AND THEY'RE THIS AND THAT AND PROVE THAT THEY REALLY DID IT. IT'S PRETTY EXCITING. IT PROBABLY WILL BE A LOT OF WORK TO MAKE THAT TRANSITION, BUT IT'S NOT. ALSO OUR WORLD IS MOVING AT SUCH A FAST PACE THAT WHAT WE'RE TEACHING KIDS TODAY IN HIGH SCHOOL IS NOT GOING TO BE ANY USE TO THEM IN 10 YEARS SO THEY HAVE TO KNOW HOW TO LEARN, AND THAT'S REALLY THE KEY IS TO TEACH THEM HOW TO LEARN AND TO BE JOYFUL ABOUT IT, IS MY [INAUDIBLE]. [LAUGHTER]. >> PROFESSOR [INAUDIBLE]. >> I DON'T MEAN TO SIMPLIFY THIS, BUT THERE'S ACTUALLY A PRETTY SIMPLE ANSWER FOR YOU. I THINK THE HIGH SCHOOL JUST NEEDS TO GO MEET WITH SOME KINDERGARTEN TEACHERS, [LAUGHTER] BECAUSE THIS IS ACTUALLY WHAT KINDERGARTEN TEACHERS DO. THEY HAVE PORTFOLIOS FOR EACH CHILD. THEY DO RUBRICS OF EXACTLY EACH SKILL THE CHILD HAS LEARNED. I WILL TELL YOU, I THINK THIS IS WHERE YOU'RE GOING TO GET YOUR PUSHBACK. THE GRADING IS MUCH MORE DIFFICULT. WHAT A KINDERGARTEN TEACHER HAS TO DO TO GRADE A CHILD IS EXTREMELY DIFFICULT BECAUSE YOU'RE TESTING WHAT ALL DO THEY KNOW, WHAT SKILLS DO THEY HAVE, RATHER THAN READING THE TEST, HAND OUT TESTS. I DON'T MEAN TO SIMPLIFY IT THAT MUCH, BUT I THINK IF THE HIGH SCHOOL WENT AND TALKED TO EARLY EDUCATION FOLKS, THIS IS WHAT THEY DO AND THEY DO PORTFOLIOS. I GET IT THAT THE KINDERGARTEN DIFFERENT, BUT I DON'T GET TO REINVENT THE WHEEL HERE. I THINK THERE'S A LOT OF PEOPLE IN K THROUGH 2 THAT UNDERSTAND THIS EXTREMELY WELL AND HOW EXACTLY [INAUDIBLE] IT'S STILL THERE OUT THERE. THE OTHER THING I THINK ABOUT IS, I CAN TELL WHERE HIGH SCHOOL STUDENTS ARE GOING TO PUSH BACK. EVEN TODAY, HIGH SCHOOL TEACHERS REALLY TRY TO DO A LOT OF THESE THINGS, THEY TRY TO IMPLEMENT THEM ALREADY SUCH AS COLLABORATION, SO THEY'LL SAY, HEY, WE'RE GOING TO SPLIT UP, YOU GOT TO HAVE A PARTNER. WELL THEN WHEN YOUR PARTNER IS NOT CARRYING THEIR WEIGHT, THE TEACHER GRADES YOU WITH THAT PARTNER AND IT REALLY ANNOYS A LOT OF HIGH SCHOOL STUDENTS THAT THEIR GRADE GOT PULLED DOWN IN A CLASS BECAUSE YOU DECIDED TO TEACH COLLABORATION IN A WAY THEY TAUGHT IT WAS, PUT THEM TOGETHER WITH ANOTHER STUDENT OR A GROUP OF STUDENTS AND YOU GOT GRADED AS A GROUP. THAT'S WHERE I SEE SOME OF THIS GETTING FRUSTRATING TO A STUDENT AS TO HOW YOU'RE GRADING THEM, ESPECIALLY IN COLLABORATION AND ALL THESE SKILLS, BECAUSE SO MANY OF THOSE SKILLS THAT YOU HAVE TO BE ABLE TO DO IN A PLACE OF BUSINESS, WHICH IS WHAT YOU APPEAR TO BE HEADING TOWARD ARE HOW TO WORK WITH OTHERS, AND THAT'S A HARD THING TO GRADE WHEN YOUR PARTNER ISN'T UP THERE, UP PAR. BUT AGAIN, I WOULD SUGGEST DO CHAT WITH SOME KINDERGARTEN TEACHERS, THEY CAN EXPLAIN TO YOU EXACTLY HOW TO DO THIS. [LAUGHTER] [00:45:05] >> ANYTHING ELSE? ARE THERE ANY COMMENTS? >> THAT'S IT. >> NO? >> GREAT. THANK YOU. >> THANK YOU. >> COUNCIL, [LAUGHTER] [INAUDIBLE] FUN. >> SPEAKING OF FUN, REMEMBER [INAUDIBLE]. >> THAT WAS NOT SO FUN. [LAUGHTER] >> FISCAL MANAGEMENT, WE TALKED ABOUT THE REC DISTRICT REQUESTS WHICH KRISTEN IS GOING TO TALK ABOUT, AND SOME OTHER THINGS WE'VE SAID. [INAUDIBLE]. >> WELL, MIKE HANSON WILL COME UP AND TALK ABOUT REC DISTRICT REQUEST. I'LL BE BRIEF ABOUT MY COUPLE OF UPDATES HERE. THE FUND 10 BUDGET UPDATE IS HERE. OUR SPENDING CUT-OFF IS MAY 1ST, SAME AS IT WAS THE LAST TWO YEARS. THINGS ARE MOVING ALONG SMOOTHLY. NO MAJOR THINGS TO POINT OUT AT THIS POINT. OUR UTILITIES ARE PACING A LITTLE BIT AHEAD, BUT I THINK IT'S WITH THE COLDER TEMPERATURES THIS WINTER. HOPEFULLY, WE'LL CATCH UP THIS SPRING AND WE'LL HAVE WARMER TEMPERATURES. THE INCOME ELIGIBILITY GUIDELINES AT THE FEDERAL LEVEL HAVE BEEN UPDATED AND THOSE ARE POSTED. THERE'S TWO DOCUMENTS HERE. THERE'S THE REALLY WORDY C1-2024 UPDATE. I WOULD RECOMMEND LOOKING AT THE OTHER ONE, THE '23, '24, IT'S THE SAME INFORMATION IN A MUCH EASIER TO READ FORMAT. BASICALLY, TO QUALIFY FOR FREE MEALS NATIONWIDE, BUT IN TETON COUNTY, FOR A FAMILY OF FOUR, YOUR TOTAL HOUSEHOLD INCOME HAS TO BE LESS THAN $39,000 A YEAR. IF YOU HAVE ONE OR TWO ADULTS WORKING, BUT YOU ALSO HAVE A TEENAGER THAT HAS A SUMMER JOB, THAT INCOME IS INCLUDED IN THIS NUMBER. THIS IS ONE OF THE REASONS THAT IT'S SO HARD FOR OUR COMMUNITY TO QUALIFY FOR FREE AND REDUCED MEALS, AS WELL AS SOME OTHER PROGRAMS. THEN FOR THE SAME FAMILY OF FOUR FOR REDUCED MEALS, 55,500. OBVIOUSLY, THESE ARE PRETTY EXTREME WAGES, BUT WE DO OUR BEST, AND WE STILL HAVE A PRETTY HIGH AMOUNT OF FREE AND REDUCED POPULATION. OUR HIGHEST SCHOOL IS ABOUT 40%. THESE ARE THE INCREASED NUMBERS. THESE JUST INCREASED THIS YEAR FROM LAST YEAR. KNOWING THAT WE HAVE ONE SCHOOL IN PARTICULAR THAT HAS 40% FREE AND REDUCED, WE KNOW THAT WE HAVE POVERTY IN OUR DISTRICT. WE'RE DOING A LOT TO ADDRESS THAT, BUT I THINK IT'S AN IMPORTANT NUMBER TO LOOK AT. ANY QUESTIONS ON BUDGET UPDATE? WE ALSO GOT A NEW FEDERAL AWARD THAT CAME OUT, THE STRONGER CONNECTIONS GRANT. THANK YOU, [INAUDIBLE], FOR DOING AN AMAZING JOB IN SUBMITTING THAT APPLICATION. THIS GRANT IS PUT IN PLACE TO HELP BUILD RELATIONSHIPS BETWEEN STUDENTS, EDUCATORS, AND OTHER ADULTS THAT ARE IMPACTING THEIR EDUCATION IN SCHOOLS. THERE'S LOTS OF WAYS THAT WE CAN USE THIS. WE JUST GOT THE AWARD LETTER. WE'LL START PLANNING. THIS WILL HELP SOFTEN THE BLOW OF LOSING THE ESSER FUNDS. IT'S NOT A HUGE AMOUNT OF MONEY, IT'S 464,000, I THINK. BUT IT WILL HELP US TRIAGE THE LOSS OF THAT MONEY. >> JUST ONE YEAR. >> IT'S TWO YEARS. IT'S 464 OVER TWO YEARS. >> TWO THIRTY-ONE. >> ANY QUESTIONS ON ANY OF THAT? AND I'LL OPEN TO MIKE ON THE RECORD. >> ANY QUESTIONS ON ANY OF THAT INFORMATION? ONLY QUESTION, HOW IS OUR SERVICE DEFICIT? DO WE HAVE A DEFICIT? >> WE DO. OUR BUDGETED TRANSFER TO THE FOOD SERVICE WAS 150. WE'RE CURRENTLY SITTING AT 300. I KNOW THE FUND FOR PUBLIC EDUCATION IS WORKING ON RAISING SOME MONEY FOR THAT. IT'S TOUGH RIGHT NOW. WE JUST PUBLISHED AN RFP TODAY IN THE PAPER TO SEE IF WE CAN GET ANY BITS FOR THE CONTRACT SERVICES THAT WE TALKED ABOUT LAST WEEK. DANNY AND I ARE ALSO BRAINSTORMING ANY OTHER IDEAS THAT WE COULD POSSIBLY USE TO HELP FACILITATE FOOD SERVICE. IT'S A CHALLENGE, WE WILL FIGURE IT OUT, BUT THAT'S PROBABLY ONE OF THE BIGGEST PROJECTS WE'RE WORKING ON RIGHT NOW. >> [OVERLAPPING] FOR THAT DEFICIT, [00:50:02] WHERE'S THE GREATEST IMPACT TO WHAT'S CREATING THAT DEFICIT? IS IT WAGES? >> BENEFITS. >> BENEFITS. >> WE RAN THE NUMBERS ON THE BENEFITS. WE ACTUALLY PAY MORE IN BENEFITS IN FOOD SERVICE THAN WE DO WAGES. IT'S NOT MUCH HIGHER, BUT IT'S HIGHER THAN THE WAGES. THERE'S A COUPLE WAYS THAT WE CAN TRIAGE THAT, BUT IT COMES DOWN TO WHAT WE WANT TO PROVIDE TO STAFF. AT THE SAME TIME WE'RE WORKING THROUGH THAT PIECE. WE HAD OUR FIRST MEETING ABOUT THE INSURANCE FOR NEXT YEAR. THE STEERING COMMITTEE, WE STILL DON'T HAVE ANY RENEWAL INFORMATION OR OUTSIDE BIDS. I WILL RECEIVE THOSE OVER SPRING BREAK. UNFORTUNATELY, WE'RE HOPING TO GET THEM BEFORE SPRING BREAK, BUT THEY'LL BE READY ON TUESDAY, THE 26TH. I'LL BE REVIEWING THOSE AND WORKING ON THOSE. THE STEERING COMMITTEE MET. WE HAVE A MUCH SMALLER GROUP THIS YEAR. I THINK LAST YEAR WE HAD A LOT OF PEOPLE THAT WANTED TO COME IN AND THEY BROUGHT A PROPOSAL TO THE BOARD. THIS YEAR, IT SEEMS LIKE REVIEWING THE DATA, I THINK I CAN EASILY SAY MOST PEOPLE ARE HAPPY OR AT LEAST SATISFIED WITH THE INSURANCE THAT WE HAVE NOW. THE HARD THING ABOUT INSURANCE IS WE CAN HAVE AS LUXURIOUS AND AMAZING PLAN AS WE WOULD LIKE TO HAVE. IT JUST COSTS MONEY. WE HAVE TO START LOOKING AT, WHAT'S A REASONABLE AMOUNT FOR US TO SPEND? I'VE DONE THE ANALYSIS ON WHAT WE'RE FUNDED. WE'RE FUNDED ABOUT 8.2 MILLION. WE'RE SPENDING ABOUT 8.9 MILLION, SO WE HAVE A BIT OF A WINDOW THAT WE NEED TO CLOSE THE GAP ON. THERE'S NO INCREASE IN INSURANCE MONEY AND I ACTUALLY THINK IT MIGHT GO DOWN FOR NEXT YEAR'S FUNDING BASED ON THE STATE PLAN. JUST REVIEWING A LOT OF DATA RIGHT NOW, WORKING WITH THE COMMITTEE, ANSWERING A LOT OF QUESTIONS. BUT THAT'S A TOUGH JOB. THANK YOU TO EVERYBODY WHO VOLUNTEERED. >> ANY OTHER QUESTIONS? ON THIS, I HAVE ONE MORE. JUST RUN US OVER THE NEXT THREE MONTHS. WHAT'S COMING AT US? >> WE'LL HAVE A DRAFT COMPENSATION PACKAGE, AND HOPEFULLY, THE STEERING COMMITTEE FOR HEALTH INSURANCE MEETS ON APRIL 9TH. WE WERE GOING TO TRY AND HAVE THREE MEETINGS, I THINK, UNFORTUNATELY, WILL ONLY END UP BEING TWO BECAUSE WE WERE GOING TO MEET NEXT WEEK TO REVIEW THE BIDS, BUT WE'RE NOT GOING TO HAVE THOSE. >> SO WE CANCEL SPRING BREAK, SO YOU ALL CAN MEET? >> I'M FINE WITH THAT. [LAUGHTER] >> THEN MAY WILL BE THE COMP PACKAGE FINAL VOTE. >> VOTE ON THE COMP PACKAGE, DRAFT BUDGET IN MAY, AND THEN DRAFT BUDGET AGAIN IN JUNE, AND JULY IS THE VOTE ON THE BUDGET. >> MR. CHAIRMAN. >> YES. >> THERE HAVE BEEN DISCUSSIONS IN THE FINANCE COMMITTEE. THE BIGGEST ISSUE I THINK THIS YEAR IS, ARE WE GOING TO BACK-FILL ANY OF THE LOST FUNDS, AND PARTICULARLY, AFTER-SCHOOL ACTIVITIES, THINGS LIKE THAT? YOU HAD A LONG LIST AT ONE POINT, PROBABLY 20 THINGS ON THERE. I KNOW I SAT HERE AND DOODLED MYSELF AND MARKED OFF QUITE A FEW THINGS I THOUGHT WE COULD GET RID OF. I CIRCLED THE ONES I THOUGHT WE SHOULD WORK ON. JUST WONDERING IF WE NEED TO SIT DOWN AS A BOARD AND GIVE SOME INPUT AS TO IF THERE IS ANY ADDITIONAL FUNDS. THERE MAY NOT BE. YOU MAY SAY, NO, EVERYTHING THAT'S ON THAT LIST HAS TO GO. I UNDERSTAND THAT. BUT IF THERE IS ADDITIONAL FUNDS, PERHAPS THIS BOARD COULD HELP PRIORITIZE WHICH OF THE THINGS ON THAT LIST WE THINK SHOULD STAY. I DON'T KNOW IF THAT SHOULD START AT THE FINANCE COMMITTEE AT THEIR NEXT MEETING AND MAYBE THE BOARD MEETING NEXT MONTH, THAT WE COULD HAVE THAT DISCUSSION. BUT IT'S ALL PREDICATED ON THE IDEA THAT THAT YOU WOULD HAVE EXTRA FUNDS. >> WE HAVE BEEN WORKING REALLY HARD ON THIS QUESTION. WE BEING SCOUT WITH THE EDUCATIONAL SERVICES TEAM, LOOKING AT ALL THE GRANT FUNDS WE HAVE AVAILABLE AFTER ESSER, AND LOOKING AT WHAT THE INITIAL ESTIMATES OF FUND 10 LOOK LIKE FOR NEXT YEAR. WE'VE BEEN ABLE TO FIND ROOM FOR ALL OF THE ELL POSITIONS, WHICH WE ABSOLUTELY NEED AND THE ABBOT POSITIONS. THE LIST THAT WE SHOWED YOU AND THE ONES BASED ON NEED, WE'VE BEEN ABLE TO FIND ROOM FOR THOSE IN THE BUDGET. [00:55:03] THERE'S REALLY NOT ANYONE WHO'S LOSING A POSITION. WE HAVE A COUPLE OF PEOPLE THAT MAY MOVE AROUND LOCATION, AND THAT'S BASED ON NEED AND TITLE I FUNDING AND SOME OF THOSE OTHER METRICS THAT WE'RE USING. THEN WE ALSO HAVE OUR WTAS THAT ARE COMING BACK INTO FUND 10 AS WELL BECAUSE THOSE ARE FUNDED, BUT THAT'S THE APPRENTICESHIP PROGRAM. THOSE WE'RE STILL FINDING PLACEMENTS FOR, BUT THE PLAN WAS FOR THEM TO DO THEIR ONE REALLY INTENSE YEAR OF THEIR APPRENTICESHIP, AND THEN NOW THEY'LL COME BACK AS ADDITIONAL SUPPORT IN SCHOOL. WE'RE IN A REALLY GOOD PLACE STAFFING-WISE. THOSE POSITIONS WE'RE NOT ELIMINATING OR WE'RE NOT PLANNING TO. >> I GUESS THE ONE THAT WAS COMING TO MY MIND WAS THE BIG NUMBER ON THERE WAS THE AFTER-SCHOOL THAT, IS THERE GOING TO BE FUNDS TO CONTINUE THAT PROGRAM OR NOT? >> THAT IS UP TO YOU GUYS. THAT IS WORKED INTO THE REC DISTRICT APPLICATION WHICH MIKE HANSON IS GOING TO COME UP AND TALK TO YOU ABOUT. >> SURE. THANK YOU. >> THAT SEGUES WELL INTO WHAT WE WERE GOING TO TALK ABOUT WITH REGARD TO THE REC DISTRICT. YOU'VE GOT THE SUMMARY FOR US, ANDREA? HERE'S A SUMMARY OF THE CHANGES THAT WE HAVE IN THERE. ELEMENTARY, NO LONGER WITH THE SCIENCE SCHOOL. STAFFING BECAME AN ISSUE THERE. THE INCREASED COSTS FOR WINTER SPORTS AND BY SWIMMING. IF YOU WERE TO CLICK ON EACH INDIVIDUAL SCHOOLS PAGE, YOU WOULD SEE WE OUTLINE THOSE SEPARATELY THIS YEAR. SECONDARY, HIGH SCHOOL, MORE ACCURATELY PROJECTED THE COST OF ATHLETIC TRAINER, AND THEN THE ADDED COSTS FOR ADDING SOFTBALL THIS YEAR. MIDDLE SCHOOL, AGAIN, MORE ACCURATELY PROJECTED COST OF DEVELOPMENTAL SPORTS. THEN THE BIGGEST ONE IS WHAT YOU WERE JUST REFERENCING. YOU WANT TO GO BACK TO THE OTHER ONE, ANDREA, AND FIND THAT TAB THAT SAYS NON-SCHOOL DAY PROGRAMMING? NO. IT'S GOING TO BE NEAR THE BOTTOM. UP. IT'S AN INCREASE OF APPROXIMATELY $460,000 ROUGHLY. IT'S FOR WHAT WE HAVE DONE IN THE PAST [OVERLAPPING]. THERE YOU GO. $452,000 FOR THAT AFTER SCHOOL PROGRAM AND SCHOOL, WHICH MY UNDERSTANDING IS SUMMER SCHOOL HAS LIVED IN THE REC DISTRICT AT TIMES AND NOT AT TIMES. SO THAT'S A SIGNIFICANT CHANGE FROM THE PAST. >> AND THEN THERE'S ANOTHER INCREASE IN FACILITIES LINE FOR GROUNDS CARE. >> SO MIKE, IF I'M UNDERSTANDING THIS CORRECTLY, AFTER THE BELL, USED TO BE FUNDED BY THIS ESSER? >> THAT'S MY UNDERSTANDING. >> YOU KNOW, IS GOING AWAY, UNDERSTOOD. AND YOU'RE PROPOSING THAT WE PAY FOR THIS PROGRAM THROUGH THE REC DISTRICT FUND? >> I THINK THAT'S A CONVERSATION FOR THIS BOARD TO DECIDE. THAT'S WHAT THEY THINK IS APPROPRIATE TO PAY FOR IT. >> AND THAT'S ESSENTIALLY THE SAME PROGRAM AT THE SAME LEVEL THAT WE WOULD JUST BE SWITCHING TO A DIFFERENT REVENUE SOURCE, MORE CONSISTENT SOURCE? >> CORRECT. >> I APPRECIATE. I WAS JUST WORRIED THAT IT HAD GOTTEN LOST. I'M SO HAPPY TO SEE THAT, AT LEAST WE'RE DISCUSSING. I'M SAYING THAT MAYBE WE WON'T DO THIS, BUT I AT LEAST I'M HAPPY TO SEE THAT SOMEONE FOUND SOME POTENTIAL FUNDING FOR THIS PROGRAMS. >> SO THAT'S THE HIGHLIGHT OF THE CHANGES, AND I THINK THIS WILL BE OPPORTUNITY IF YOU HAVE ANY QUESTIONS OR DO YOU HAVE ANY INPUT, THINGS YOU WOULD LIKE TO SEE ADDED, REMOVED. I THINK THAT NOW WOULD BE THE OPPORTUNITY FOR THAT. >> MY ONLY QUESTION IS ON MECHANICS. WE'RE NOT VOTING ON THIS TONIGHT, ARE WE? >> NO. THIS IS JUST A DRAFT FOR INPUT AND THEN IN APRIL WE HAVE THE REC DISTRICT BOARD MEETING? >> YES. >> MR. CHAPMAN? >> YES. >> MIKE, I JUST HAVE TO SAY I SUPPORT THE DECISION NOT TO CONTINUE DOING, IT'S A WONDERFUL PROGRAM OUT THERE IN THE SCIENCE SCHOOL, BUT IT JUST HASN'T BEEN WORKING IN THE LAST FEW YEARS AND NO FAULT OF THE DISTRICT. IT'S JUST HASN'T BEEN PLAYING OUT AS WELL AS THEY USED TO IN THE PAST. I THINK IT'S A SMART DECISION AND IT'S A HARD DECISION. WE CAN'T FUND EVERYTHING. AND THAT'S ONE. IT MEANS A LOT TO A LOT OF PEOPLE BECAUSE IT'S ONE THAT EVERYBODY HAS DONE. [01:00:05] BUT UNTIL SOME CHANGES CAN OCCUR, OUR PARTNER, I SUPPORT THE DECISION. AS WELL, I'LL BE SAYING IT'S A TOUGH ONE. >> IT IS A DIFFICULT DECISION FOR SURE. >> WHERE ARE YOU AT ON WINTER SPORTS? HOW EXPENSIVE IS THAT GETTING? >> IT WAS AN INCREASE? I DON'T KNOW HOW. DO YOU WANT TO GO BACK TO MAYBE THE VERY FIRST PAGE? >> IS THERE ANY WAY TO GET PEOPLE TO BE MORE OF A PARTNER? MEANING DOING? >> I GUESS I WOULD TURN THAT QUESTION OVER TO DR. CRISPER. MISS JELEN IN TERMS OF THAT WOULD BE AN OPTION. >> JUST SEEMS LIKE WE'RE A COMMUNITY AND SOME OF THESE CORPORATIONS WOULD LIKE TO [OVERLAPPING] SOMETIMES. >> HELLO, BORK. I JUST WANT TO SHARE AS AN EXAMPLE FOR MUNGER, WE HAVE OUR FIFTH GRADERS OUT AT TETON VILLAGE. WE USED TO WORK FOR SNOW KING WITH BUSING AND SCHEDULES, IT JUST DIDN'T WORK OUT CORRECTLY FOR THEM. ICE SKATING, CROSS-COUNTRY SKI LESSONS OUT AT MUNGER. AND I THINK ACTUALLY, WE'VE GOTTEN AT LEAST A 50% DISCOUNT ON EVERY SINGLE THING THAT WE'VE DONE THIS PAST YEAR FROM OUR COMMUNITY PARTNERS. I KEEP TRYING AND PUSHING AND PUSHING, AND THAT SEEMS TO BE THE MOST I CAN GET IN WHAT I GET BACK. BUT THIS IS THE MOST I CAN DO BECAUSE IT'S HARD FOR ME TO FIND EMPLOYEES TO RUN THESE LESSONS, TO COME TEACH CRAFTS AND SKIING TO RUN THOSE DAY LESSONS. SO I THINK WE ARE GETTING, IT'S EXPENSIVE PROGRAM. THERE ARE TIMES WHERE IT FEELS REALLY EXPENSIVE, BUT IT IS AT ABOUT A HALF THE RACK RATE OR HALF THE UPFRONT COST OF WHAT IT WOULD BE. >> THAT'S GREAT. >> YEAH. >> THANKS, SAM. >> ANYTHING ELSE? >> DAVIS? >> OH, YEAH. I HAVE A QUESTION ABOUT THE NON-SCHOOL DAY PROGRAM. WHERE'S THE LINE DRAWN BETWEEN WHAT'S CLASSIFIED AS BEING THE AFTER THE BELL PROGRAM AND DCSD CLUBS? HOW IS THAT FUNDED? >> I GUESS I WOULD TURN THAT OVER TO YOU. >> SO THE CSD CLUBS LINE, THE WAY WE USED TO PREPARE THE REC DISTRICT REQUEST IS EACH INDIVIDUAL SITE HAD A CLUBS LINE, AND IT WAS BASED ON ADM, AND THERE WAS A DOLLAR AMOUNT ASSOCIATED WITH IT. BUT THE RULES OF THE REC DISTRICT, THE BY LAWS, THE WAY THAT WE GRANT OUT MONEY FROM THE REC DISTRICT, IT REALLY NEEDS TO BE FOR SOMETHING SPECIFIC. SO IT ENDED UP BEING A LITTLE BIT OF A SLUSH FUND AND A LITTLE BIT GRAY ON HOW THAT MONEY WAS SPENT. SO WHAT WE DID IS WE PULLED ALL OF THAT MONEY OUT OF THE INDIVIDUAL SITES. SO NOW IN THAT $100,000, EACH SITE IS ALLOCATED A CERTAIN AMOUNT OF MONEY BASED ON THEIR POPULATION OF STUDENTS, AND EACH ADMINISTRATOR HAS TILL DECEMBER 1ST TO APPLY FOR THOSE FUNDS FOR SOMETHING SPECIFIC THAT FALLS UNDER THE DEFINITION OF RECREATION. AND THAT CAN BE A WHOLE MYRIAD OF THINGS, BUT IT'S A GREAT WAY FOR ADMINISTRATORS AND SITES TO BE ABLE TO REACT TO. LET'S SAY THERE'S A NEW TEACHER THAT'S REALLY PASSIONATE ABOUT BAKING, BUT THERE'S NO ESTABLISHED BAKING CLUB, SO IT GIVES THE ADMINISTRATOR A PATHWAY TO ADD A CLUB, MEASURE THE INTEREST BEFORE ADDING THAT AS A FULL TIME CLUB. TESTING IT AND SEE IF IT WORKS. SO THAT'S REALLY WHAT THAT LINE HAS BEEN USED FOR. AND THEN AFTER JANUARY 1ST, ANY UNREQUESTED FUNDS THEN GO TO THE GREATER GOOD AND ANYBODY CAN REQUEST THOSE FUNDS. SO LET'S SAY MUNGER DIDN'T SPEND ALL OF THEIR MONEY, SO NOW THE HIGH SCHOOL CAN REQUEST THAT OR THE MIDDLE SCHOOL CAN REQUEST THAT, WHATEVER'S LEFT. >> MR. CHAPMAN, THE BRONC ACHIEVEMENT CENTER, NOW THAT THE STATE GAVE US FUNDING, DO WE STILL NEED THAT LINE ITEM, OR ARE WE GOING TO SPEND THAT MONEY? >> I'M NOT AN EXPERT IN CONSTRUCTION. MY GUESS IS WITH THE STATE MONEY AND OUR SPENT MONEY, WE STILL ONLY HAVE $38 MILLION. AND BY THE TIME WE FINISH THE BRONC ACHIEVEMENT CENTER, IT WILL LIKELY BE FAR GREATER THAN $38 MILLION [LAUGHTER]. SO I THINK IT'S UP TO THIS BOARD TO REALLY DECIDE, DO WE WANT TO CONTINUE TO SET ASIDE THAT MONEY? IF WE SET ASIDE THE MONEY AND WE CONTINUE TO ACCRUE IT AND THEN WE DON'T SPEND AT ALL, WHAT WILL HAPPEN IS THAT MONEY THAT WILL THEN BE RETURNED TO THE REC DISTRICT TO REGRANT FOR SOMETHING ELSE. >> THE REC IS JUST SITTING IN THAT LINE. >> IT WILL SIT THERE. IF WE DON'T USE IT SPECIFICALLY FOR THE BRONC ACHIEVEMENT CENTER, IT WILL COME BACK TO THE REC DISTRICT TO BE REGRANTED FOR SOMETHING ELSE SO WE DON'T LOSE IT. >> IF WE RECREATED WHILE WE ATE LUNCH, COULD WE MOVE IT TO GET FOOD IN? [LAUGHTER]. [01:05:01] >> NO. THAT'S A GREAT IDEA. >> SOMETHING LIKE WALKING WHILE YOU'RE EATING [LAUGHTER]. >> THE OTHER THING IS IF I UNDERSTAND, THE PECKING ORDER OF WHO GETS THEIR SPENT DOLLARS, WE ARE AT THE BOTTOM OF THIS. SO WE'RE GOING TO NEED THIS CASH TO KEEP IT GOING. >> NO, IT TOTALLY MAKES SENSE. THIS IS GREAT, MIKE. THANK YOU FOR ALL YOUR WORK. >> THANK YOU. >> ANY OTHER QUESTIONS FOR DIRECTOR HANSON? >> THANK YOU. >> DR. CHAPMAN, SHOULD WE TALK ABOUT FOOTBALL RIGHT AFTER THAT? I SEE COACH WILEY IS HERE. >> THAT IS COMPLETELY UP TO YOU. >> COACH WILEY, I UNDERSTAND YOU WOULD LIKE TO MAKE A COMMENT? >> THANKS FOR HAVING ME [LAUGHTER]. I'M SURE THEY'RE LIKE, OH, GOOD GOSH, WHAT IS COACH WILEY GOING TO SAY? I JUST WANT TO COME HERE AND SAY, WAS I DISAPPOINTED THAT I WASN'T CHOSEN FOR THAT JOB? ABSOLUTELY, I DEFINITELY WAS. THERE'S PEOPLE IN HERE, I KNOW THAT, THEY KNOW THAT I'M VERY PASSIONATE ABOUT THAT. BESIDES MY CHILDREN, PRESENTLY MY TRACK TEAM BECAUSE IT'S IN SEASON AND JACKSON BRONC FOOTBALL, IT'S ONE OF THE MOST IMPORTANT THINGS TO ME IN MY LIFE. SO WAS I DISAPPOINTED? AS I SAID, ABSOLUTELY. HAS ANGER, BITTERNESS, OR RESENTMENT EVER ENTERED MY BODY THROUGH THIS? NOT ONCE. THERE'S A COUPLE OF PEOPLE IN HERE THAT WERE ON THE INTERVIEW COMMITTEE AND SORRY IF I GET EMOTIONAL, THAT'S JUST ME. I DO IT ON SENIOR NIGHT EVERY YEAR TOO. I TOLD THEM FROM THE START, I'M IN. IT DOESN'T MATTER WHO THEY CHOOSE. I'M IN AND I MET WITH COACH JOHNSON LAST NIGHT, AND HIS VISION IS STRONG. A LOT OF PEOPLE ARE GOING TO SAY, WELL, HE HASN'T DONE THIS OR HE HASN'T DONE THIS, OR HE HAS THIS, OR HE HAS THAT. TO ME, THAT DOESN'T MATTER. HE'S GOT A VISION, AND IF HE CAN PULL OFF SOME OF THE THINGS THAT HE'S THINKING ABOUT, IT LITERALLY COULD BE ONE OF THE MOST AMAZING EXPERIENCES FOR THESE KIDS IMAGINABLE. AND I JUST WANTED TO SAY THAT I'M IN. THE PEOPLE THAT WANT TO KNOCK THINGS DOWN, THIS IS THE TREND INDEX, INSTEAD OF BUILDING PEOPLE UP, WE WANT TO KNOCK THEM DOWN. THAT'S NOT ME. THIS GUY RIGHT HERE. THAT'S WHY. END OF STORY. LOVE THESE KIDS WITH ALL OF MY HEART. AND I JUST WANT TO SAY IF YOU SUPPORT ME, SUPPORT THIS DECISION AND LET'S MOVE FORWARD AND MAKE JACKSON BRONC FOOTBALL GREAT. THAT'S ALL I GOT. >> THANK YOU, COACH WILEY. >> THANK YOU. >> THANK YOU. NEXT ITEM ON THE AGENDA OR OTHER WORDS. >> ARE THERE ANY OTHER COMMENTS ABOUT FOOTBALL? WE'LL JUST GO PUBLIC COMMENT ON FOOTBALL RIGHT NOW. COME ON UP. WE'LL JUST DO IT NOW AND THAT'LL BE BETTER. >> GOOD TO SEE YOU FOLKS AGAIN. I JUST WANT TO THANK YOU AGAIN FOR WHAT YOU DID FOR THE SOFTBALL PROGRAM. I REALLY APPRECIATE IT. A LITTLE BIT OF BACKGROUND. >> CAN YOU INTRODUCE YOURSELF? >> I'M SORRY, I WAS ABOUT TO DO THAT. THANK YOU VERY MUCH. MY NAME IS BILL MCCPEAK. I HAVE A GRANDCHILD IN SEVENTH GRADE AND A GRANDSON ANOTHER GRANDCHILD, GRANDSON, GRANDSON IN 10TH GRADE, A MEMBER OF THE FOOTBALL TEAM. I'VE HAD OVER 30 YEARS EXPERIENCE IN COACHING SIX DIFFERENT SPORTS, AGE EIGHT THROUGH HIGH SCHOOL ALREADY. I TAUGHT HIGH SCHOOL MATH. RETIRED IN 2003. I HAVE BEEN AROUND THAT LONG. ALL RIGHT. I COACH SEVENTH, EIGHTH GRADE FOOTBALL HERE. SEVENTH GRADE AS A VOLUNTEER, EIGHTH GRADE IS A PAID MEMBER OF THE STAFF. I'VE SEEN SOME REALLY GOOD PROGRAMS AND SOME BAD PROGRAMS. I'VE SEEN SOME GOOD TEAMS AND SOME BAD TEAMS. I THINK PROBABLY BILL AND ALSO THE OTHER CANDIDATE WOULD AGREE, LAST COUPLE OF YEARS HAS BEEN ON THE BAD SIDE. I AM NOT HERE COMPLAINING ABOUT PLAYING TIME FOR MY GRANDSON. THERE'S NO REASON TO DO IT. IT WAS A TWO YEAR STARTER. PLAYED OVER 90% OF THE SNAPS ON DEFENSE, GOT A LOT OF PLAYING ON OFFENSE BEFORE HE GOT HURT. I'M NOT HERE TO COMPLAIN ABOUT THE PLAY CALL. AND WAS BUDDY RYAN ONCE SAID YOU LISTEN TO PEOPLE IN THE STANDS PRETTY SOON, YOU'RE SITTING WITH THEM. I'M ALSO NOT HERE TO COMPLAIN ABOUT ANYTHING IN TERMS OF TEAM RECORDS. IT'S IMMATERIAL. WHAT I'M CONCERNED WITH WAS THE OVERALL DEVELOPMENT OF THE PROGRAM. LET ME TAKE UP MY NOTES SO I DON'T GET TOO MANY SENIOR MOMENTS. PLAYER DEVELOPMENT, LACK OF DEVELOPMENT, AND BACK UP PLAYER DEVELOPMENT AT BOTH LEVELS WAS NOT GOOD, [01:10:04] ESPECIALLY AT SOME KEY POSITIONS. CHANCES FOR PLAYERS TO COMPETE AND EARN STARTING JOBS OR BACK UP WAS NOT GOOD. I'M TALKING ABOUT THEY SHOULD HAVE HAD MORE PEOPLE BACKING UP AT THE DEFENSIVE BACK SO WHEN THE STARTERS GOT HURT. THEY HAD SOMEBODY TO PLUG IN FORM. THERE WAS A LOT OF STANDING AROUND KIDS. IF THEY WEREN'T DOING OFFENSE DEFENSE OR SEVEN ON SEVEN DRILLS, THEY WERE JUST DEAD TIME. THE WHOLE REST OF THE STAFF WAS JUST STANDING THERE, NO DEVELOPMENT, NO TIME, NO WORK AT ALL. THEN, LIKE SOME OF THE FAVORITISM THAT WAS GOING ON. I ASKED MR. HANSON. HE TOLD ME, I BELIEVE WE HAD ABOUT 70 APPLICANTS FOR THE POSITION. IF THAT WAS CORRECT, IT WAS NARROWED DOWN TO FIVE, NOW WE HAVE IT DOWN TO TWO. I'VE BEEN AROUND LONG ENOUGH, WOULD BE ALMOST 78 YEARS ON THE EARTH. PRETTY SOON, I'VE BECOME A LITTLE BIT SKEPTICAL ABOUT THINGS. I'M WONDERING WHY SOMEBODY BEING HIRED WITH TWO YEARS EXPERIENCE OVER SOMEBODY THAT HAS A WEALTH OF EXPERIENCE, KNOWS ALL THE KIDS, AND OBVIOUSLY IN MY MIND, IS THE BEST CANDIDATE. BUT THEN AGAIN, I'M NOT CHOOSING IT. I HAVE TO BELIEVE. I HAVE TO THINK THAT THE SELECTION IS BEING MADE BY A PROCESS OF WHICH SOME OF US ARE NOT AWARE. I CERTAINLY HOPE THAT THAT WILL CHANGE. YOU'VE GOT A MAN HERE AGAIN WITH OVER 20 YEARS OF EXPERIENCE AND IT JUST DOESN'T CLICK FOR ME. BUT AGAIN, SOMETIMES I'M NOT THE BRIDGE HANDER, PARTICULARLY IF I DON'T GET THE ELECTRICITY. WE HAVE TO HAVE A SITUATION HERE WHERE I THINK THAT LEAVING A SITUATION LIKE THIS HANG IS NOT GOOD. THE ARTICLE JUST APPEARED IN THE PAPER AND ONLINE YESTERDAY AND NOW WE'RE GOING TO PUT IT BEFORE THE BOARD. YOU GUYS ARE GOING TO MAKE A DECISION. I HOPE IT'S WELL INFORMED. I HOPE IT'S DONE FOR WHAT IS BEST FOR THE PROGRAM. BUT ONLY TIME IS GOING TO TELL. IF OUR GRANDSON PLAYS AGAIN THIS YEAR, I'LL BE THERE TO SUPPORT THE TEAM. THERE'S NO DOUBT ABOUT IT. BUT I'M ALSO GOING TO BE BACK HERE TALKING TO YOU FOLKS IF THINGS DON'T IMPROVE. ALL I EMPHASIZE, I EMPATHIZE WITH BILL. HE PROBABLY HANDLED A LITTLE BIT BETTER THAN I COULD HAVE ON THAT SITUATION. I HAVE NEVER BEEN IN THAT SITUATION, NEVER BEEN TURNED DOWN. BUT AGAIN, DO YOU FOLKS HAVE ANY QUESTIONS? I HAVE A QUESTION FOR YOU. WILL YOU INFORM THE PUBLIC AND MAKE IT KNOWN VERY CLEARLY WHY YOU MADE THIS CHOICE? THANK YOU VERY MUCH. >> THANK YOU. HI, I'M WENDY ROYSTER. I HAVE TWO KIDS IN SCHOOL. ONE IS IN HIGH SCHOOL AND ONE IS IN THE MIDDLE SCHOOL, WHICH IS MY FAVORITE PLACE IN THE WORLD. THEY DEAL AT THE MIDDLE SCHOOL. JUST TO ECHO WHAT HE SAID, WE'RE CONFUSED AS TO WHY THIS CHOICE WAS MADE, AND WE'D LIKE TO KNOW A LITTLE BIT MORE ABOUT THE PROCESS. WE STAND WITH BILL, WE'LL SUPPORT WHATEVER PEOPLE FEEL IS APPROPRIATE, AND WE CERTAINLY HAVE HIGH HOPES. THE LAST TWO YEARS HAVE NOT BEEN GREAT. MYSELF AND OTHER PARENTS, THE WORD THAT'S BEEN USED IS PUZZLED, PUZZLED AS TO WHY THIS DECISION WAS MADE, AND THAT'S JUST HOPING TO GET THAT INFORMATION FROM YOU GUYS TOO. THANKS. >> ANY OTHER PUBLIC COMMENT ON FOOTBALL? ANY OTHER COMMENTS? IT CLOSED. I WILL SAY. I'M JUST GOING TO SPEAK UP AND TRUSTEE MEAD I THINK YOU'RE THE ONE THAT OFTEN REMINDS ME OF THIS. SCHOOL BOARD OF TRUSTEES HAS ONE EMPLOYEE AND THAT IS THE SUPERINTENDENT OF PUBLIC INSTRUCTION. WE DO NOT MAKE HIRING DECISIONS, WE DO NOT, OUTSIDE OF HIRING AND FIND DR. CHAPMAN, WE APPRECIATE YOUR COMMENTS. THESE ARE DECISIONS THAT ARE MADE NOT AT ALL. THEY ARE IMPORTANT, BUT WE'RE NOT INVOLVED IN THAT PROCESS. THANK YOU FOR YOUR COMMENTS. COACH, IT'S GOOD TO SEE YOU. THANK YOU SO MUCH FOR YOUR WORDS AND I KNOW YOU'LL BE RIGHT THERE NEXT TO THE KIDS. TRUSTEE OR DR. CHAPMAN. >> THANK YOU TRUSTEES. THE NEXT ITEM ON THE AGENDA, OTHER REPORTS. I WANTED TO PROVIDE A BRIEF LEGISLATIVE UPDATE AND WHERE WE ARE WITH SOME OF OUR NEXT STEPS. THE LEGISLATIVE SESSION ENDED ON FRIDAY AND THE BUDGET WAS PASSED. IT'S STILL ON THE GOVERNOR'S DESK AT THIS POINT IN TIME. [01:15:02] IN THAT PROCESS, LARGE THANKS TO OUR TETON COUNTY DELEGATION OF SENATORS MIKE GREW AND AN DOC STATER AND REPRESENTATIVES MIKE AND ANDREW, BYRON, AND LIZ STORE. THE FUNDING FOR THE BRONC ACHIEVEMENT CENTER AND THE RENOVATIONS FOR THE HIGH SCHOOL WERE INCLUDED IN THE BUDGET BILL AND $1 AMOUNT WAS NOT ATTACHED TO IT, WHICH WAS SPECIFICALLY DONE. THE NEXT STEPS FOR US, I SPOKE WITH DIRECTORY FROM THE STATE CONSTRUCTION DEPARTMENT. AT THE END OF MARCH, THE DEPARTMENT HAS A COMMISSION MEETING. AT THAT COMMISSION MEETING, HE IS PRESENTING TO THE COMMISSION THAT ALL THE PREVIOUS INFORMATION THAT WE'VE PROVIDED AND HOPEFULLY THE COMMISSION WILL VOTE TO HAVE A MOST COST EFFECTIVE REMEDY STUDY ALSO COMMONLY KNOWN AS A MERCER. IN THE PAST, A MERCER STUDY IS REQUIRED, AND IT STILL IS REQUIRED, FOR ANY CONSTRUCTION PROCESS. IN THE PAST, IT NORMALLY TAKES SOMEWHERE BETWEEN EIGHT MONTHS TO A YEAR. THAT'S BEEN OUR EXPERIENCE BOTH AT MUNGER MOUNTAIN AS WELL AS THE SECONDARY MERCER STUDY THAT WE DID IN 2018 AND 2019. DIRECTOR MACOMEY ASSURED ME THIS IS GOING TO BE A VERY DIFFERENT PROCESS. IT'LL BE MUCH QUICKER. THEY'VE HIRED IN HOUSE PEOPLE TO DO THIS WORK, CONSULTANTS, BECAUSE WE'VE PROVIDED SO MUCH INFORMATION ALREADY, HE FEELS LIKE IT WILL BE A VERY EXPEDITED PROCESS. THAT CONSULTANT WILL COME UP? PROBABLY IT WILL BE ASSIGNED, ASSUMING THEY APPROVED THE MERCER STUDY. THE COMMISSION, THEY'LL BE ASSIGNED RIGHT AWAY. THEY WILL COME UP AND VISIT AND IT SHOULD BE A RELATIVELY QUICK PROCESS. IT'S MY HOPE THAT IT WILL BE WRAPPED UP THIS SPRING AND THEN WE CAN FIGURE OUT WHAT OUR NEXT STEPS MAY BE. WE'RE DEFINITELY AHEAD OF IN MANY WAYS BECAUSE WE ALREADY HAVE THE DESIGN FOR TWO LARGE COMPONENTS OF THE HIGH SCHOOL. WE HAVE, IAN WILFULLY IS WORKING ON OUR PROJECTS. WE ARE WELL POISED TO GET GOING BECAUSE WE HAVE BEEN GOING FOR A LONG TIME. I THINK I COVERED ALL THE TALKING POINTS, BUT I FEEL LIKE WE'RE IN A GOOD POSITION AND I'M HOPEFUL THAT BY OUR NEXT BOARD MEETING, I'LL HAVE AN UPDATE ON THE TIMELINE AS WELL FROM THE COMMISSION. HOPEFULLY, OUR FIRST VISIT WILL HAVE TAKEN PLACE. >> ANY QUESTIONS FOR DR. CHAPMAN ON THE PROCESS OF CONSTRUCTION IN THE FUNDING? AS YOU ALL KNOW, TRUSTEE DORN AND TRUSTEE MEAD AND I, AND DR. CHAPMAN AND DIRECTOR REYNOLDS WERE ALL IN CHEYENNE FROM THE LEGISLATIVE SESSION. WHILE THE BUDGET WAS EXTREMELY IMPORTANT, I WROTE DOWN SOME NOTES OF A FEW PIECES OF LEGISLATION THAT WERE INTERESTING TO THE SCHOOL DISTRICT THAT DIDN'T QUITE PASS DOWN THERE, BUT MIGHT RAISE THEIR HEADS AGAIN IN THE FUTURE. SOMETHING TO KEEP AN EYE OUT FOR, ESPECIALLY SINCE WE'RE ADVOCATING FOR OURSELVES. THERE WAS A CHARTER SCHOOL AMENDMENT BILL THAT WAS TO GIVE CHARTER SCHOOLS THE ABILITY TO APPLY FOR PUBLIC EDUCATION GRANTS AND IT DID FAIL, BUT THERE IS A CHANCE THAT THOSE WILL BECOME COMPETITORS WITH THE PUBLIC SCHOOL SYSTEM SOMETIME IN THE FUTURE. SENATE FILE 82, THE SUMMER VACATION PRESERVATION ACT. THIS ONE THAT WE GOT TO KEEP AN EYE ON BECAUSE IT DOES PUT OUR TWO WEEKS SPRING BREAK IN JEOPARDY. THEY WILL DEFINE THE LEGISLATURE TELLS US THAT WE WILL NOT BE ABLE TO START SCHOOL UNTIL AFTER LABOR DAY. WE HAVE TO WRAP IT UP BEFORE MEMORIAL DAY, AND IT DOES SHORTEN THE NUMBER OF CLASSROOM DAYS THAT STUDENTS ARE AND THE NUMBER OF WORK DAYS THAT TEACHERS WORK. TO FIT IN ALL OF THOSE DAYS, THE LUXURY OF THE TWO WEEKS SPRING BREAK WOULD BE PUT ON THE BLOCKS. SENATE FILE 95. THIS WAS TO DO AWAY WITH CONTINUING CONTRACTS OF TEACHERS, CHANGE THE TENURE LAWS. ELLEN IS GOING TO RAISE ITS HEAD AGAIN. SOMETHING TO BE AWARE OF. [01:20:04] FOR ME, IT'S NOT SOMETHING TO BE WORRIED ABOUT. I THINK IF YOU'RE DOING A GOOD JOB, THERE IS AN OPPORTUNITY THAT WE CAN DO LONGER TERM CONTRACTS WITH TEACHER RATHER THAN JUST ONE YEAR. I THINK WE CAN DO UP TO THREE YEAR CONTRACTS WITH TEACHERS, PROVIDE THAT STABILITY GOING FORWARD. THE EDUCATION SAVINGS PLAN, HOUSE BILL 166, IS CURRENTLY SITTING ON THE GOVERNOR'S DESK. THIS IS A MEANS TEST. I DON'T KNOW HOW IT ALL ENDED UP AS PROVIDES FAMILIES UNDER A CERTAIN INCOME LEVEL, THE ABILITY TO GET $6,000 FOR STUDENTS TO ATTEND PRIVATE SCHOOL. THEN THE FINAL ONE I WROTE DOWN IS 7.5 WHICH IS CHARLIE SCOTT'S CONSTITUTIONAL AMENDMENT THAT WOULD RETURN US TO THE CAPITAL CONSTRUCTION FUNDING SYSTEM WE WERE BEFORE 2005. BASICALLY MEAN WE'D HAVE TO GO TO THE COMMUNITY TO GET BONDS ISSUED TO BUILD NEW FACILITIES. THOSE ARE SOME OF MY NOTES. DORNAN, DID YOU HAVE ANY COMMENTS OR? >> NO. >> NO. THANKS. [LAUGHTER] >> TRUSTEE MEAD. >> WELL, THERE IS THE, IS IT SET FILE 125? >> HOUSE BILL. >> HOUSE BILL 125 PROVIDES THAT THERE ARE NO GUNS ZONES IN [INAUDIBLE] WHICH WOULD MEAN PEOPLE COULD CARRY CONCEALED IN THIS MEETING, IN THE SCHOOLS, NOT STUDENTS THAT ARE ENROLLED. [INAUDIBLE] THAT'S A HUGE CONCERN. ONE OF THE BIGGEST CONCERNS ABOUT IT IS IF THE GOVERNOR SIGNS IT, IT IMMEDIATELY GOES INTO EFFECT. SCHOOL DISTRICTS LIKE US ARE GOING TO HAVE TO FIGURE OUT HOW ARE WE GOING TO MANAGE HAVING PEOPLE WITH CONCEALED WEAPONS IN OUR SCHOOLS. IF ANY OF YOU HAVE GOT THE YEN, PLEASE SEND A NOTE OR AN EMAIL TO THE GOVERNOR'S OFFICE AND ENCOURAGE HIM TO DO THAT. I DON'T THINK ANYBODY THINKS THAT WILL MAKE SCHOOLS SAFER. IN FACT, PROBABLY MAKES SCHOOLS MORE DANGEROUS. >> WHAT'S THE NAME OF THE BILL AGAIN? >> IT'S HOUSE BILL 120. BANNING GUN FREE ZONES IN THE STATE OF WYOMING. JUST COLLEGES, THE ONLY EXCEPTIONS THAT ARE PROVIDED, ONE IS FOR COLLEGES. FOR EXAMPLE, UNIVERSITY OF WYOMING SERVED ALCOHOL. IF YOU SERVE ALCOHOL AT AN EVENT, THEN YOU CAN PROHIBIT CONCEALED CARRY. [INAUDIBLE] OR EXPLOSIVE IF YOU'RE STORING EXPLOSIVES OR HAZARDOUS MATERIALS. I THINK WE BETTER LOOK INTO WHETHER OUR PLANNING FLUIDS [INAUDIBLE] >> START SELLING FIREWORKS. >> YEAH. >> THE STATE CAPITOL STILL WILL NOT ALLOW, SO PEOPLE MAKING THE LAWS WILL BE ABLE TO CONTINUE TO MAKE THE LAWS UNDER THREAT WITHOUT THE WORRY OF WHO IS UP IN THE GALLERY. >> MR. CHAIRMAN, I SAW THAT ONE BILL THAT DID PASS WAS STUDY OF REGIONAL COSTS. SINCE WE'RE THE ONES WHO MOSTLY AFFECTED, WILL THEY CORRESPOND WITH US? MAKE SURE THAT WE'RE PART OF THAT STUDY, THAT WE UNDERSTAND WHAT THEY'RE DOING WITH THE STUDY? >> I WOULD LIKE TO THINK THEY WOULD CORRESPOND WITH US, BUT WE WILL BE THERE WHETHER OR NOT THEY WANT TO CORRESPOND WITH US. I KNOW THAT KRISTEN AND THE WYOMING SCHOOL BOARD OR SCHOOL BUSINESS OFFICIALS ORGANIZATION IS ALSO STAYING ON TOP OF IT. I FEEL LIKE WE'LL BE WELL COVERED AS WE MONITOR THAT CLOSELY. >> MORE IMPORTANTLY, DO YOU KNOW IF THEY'RE GOING TO PUT OUT AN RFP FOR THE STUDY OR ARE THEY GOING TO USE THAT SAME INDIVIDUAL FROM TEXAS? >> I HAVE NOT HEARD THAT YET. HAVE YOU HEARD AN UPDATE ON THAT IF THEY WERE USING THE RECORDS? >> THE PERSON FROM TEXAS, I ALREADY HAVE THE REPORT READY. IT'S ALREADY DONE. >> I DON'T KNOW IF I HAVE A CONCRETE ANSWER FOR THAT, [01:25:03] BUT I DO THINK THAT THEY'RE ISSUING AND IT'S GOING TO BE A LITTLE BIT DIFFERENT STUDY THAN WHAT THEY'VE DONE IN THE PAST. AS I UNDERSTAND IT'S NOT GOING TO BE TYPICALLY IN THE REGIONAL COST STUDY, THEY MELTED IN WITH RECALIBRATION AND USED BASICALLY JUST REFRESH [INAUDIBLE] REPORT. I THINK THIS IS ACTUALLY AN INTENSIVE STUDY TO LOOK AT SPECIFICALLY THE WCLI AND THAT'S THE REGIONAL COST ADJUSTMENT INDEX THAT WE RELY ON [INAUDIBLE] OUR SCHOOLS. I WONDER [INAUDIBLE] CASPER NEXT YEAR. I'M SO EXCITED. WE ALL STAY. NICE THING ABOUT IT IS THAT IT'S AN INTERIM TOPIC THAT THEY PLAN. THERE WILL BE A JUST BE NICE. THEY'RE USUALLY ABOUT LETTING THE INFORMATION ON. WILL THEY BE LOOKING AT THE BASKET OF GOODS OF HOW THEY'RE DETERMINING THE COST TO LIVE? THE ONLY REASON I ASK IS I CAN REMEMBER WHEN JANINE FIGURED OUT THAT THEY WERE USING RENTAL RATES IN TETON COUNTY, IDAHO. JANINE WENT TO BAT AND SAID, YOU'RE USING THE WRONG RENTAL RATES BECAUSE ALL THEY WERE DOING WAS OPENING THE JACKSONVILLE NEWSIC GUIDE AND THEY WERE GOING AND THEY COULD SEE THE RENTS. BUT SITTING IN CHEYENNE, THEY DIDN'T UNDERSTAND WHERE VICTOR IDAHO WAS. WELL, IT WOULD HAVE HELPED IF THEY KNEW THAT VICTOR WAS HIRED. BUT IT IS SO FUNNY. AS SOON AS JANINE WON THAT BATTLE, THEY PASSED A LAW THAT IT'S ONE OF THE FEW PUBLIC RECORDS THAT DO NOT HAVE TO BE RELEASED. THE STATE DOES NOT HAVE TO PROVIDE WHAT THE BASKET OF GOODS IS THAT THEY'RE USING. WE'RE NOT ALLOWED TO ASK. SO I WOULD HOPE THAT IN THE STUDY THAT THERE'S SOME DISCUSSIONS BECAUSE IT'S HOUSING, BUT IN PARTICULAR WHICH HOUSING THEY'RE LOOKING AT, I THINK SOMETIMES THEY GET A LITTLE CONFUSED ON THAT ISSUE. THE DO YOU THINK YOU'RE GOING TO LOOK AT THE SPECIFIC COMPONENTS OF THE WCI? THE ONE STATIC ONE THAT I THINK THAT THEY'LL CONTINUE TO USE AS THE LINE ON THE ECONOMIC ANALYSIS OF THE STATE ECONOMIC DECISION COMES OUT. AND THAT'S THE THAT'S WHERE DEAN FOUND OUT THERE WAS THE PROBLEM WAS THOSE FOLKS, BECAUSE EVERYONE GOES, IT'S LIKE YOU'RE TRYING TO FIND THE EASIEST WAY TO DO IT, AND THEY'RE LIKE, OH, THAT GUY DOWN THE HALL IS ALREADY DOING THAT ECONOMIC REPORT. THE PERSON WHO WAS DOING THE ECONOMIC REPORT DIDN'T UNDERSTAND THAT THE SCHOOLS WERE USING HIS REPORT. SO HE DIDN'T UNDERSTAND WHEN HE WAS WRITING HIS REPORT, HE THOUGHT IT WAS OKAY TO USE ALL THESE OTHER COMPONENTS. SO I WOULD JUST HOPE THAT WHEN YOU GUYS GO TO THESE MEETINGS, THAT THAT COMPONENT PART IS HUGE. ESPECIALLY THE HOUSING WHERE THEY'RE GETTING THOSE HOUSING NUMBERS FROM. BUT THEY'RE NOT JUST LOOKING IN THE JACKSON USING GUIDE IN THE AD SECTION AND WELL, MAYBE I DO LIKE THAT. IF THEY PICK LIKE THOSE BIG HOUSES, THEY COULD USE THOSE. YEAH. I MEAN, I THINK ONE OF THE OTHER CONCERNING THINGS WE'VE DONE IN EVALUATION OF THE CLI IS THAT THE DODEXT IS ACTUALLY A COMPONENT OF THE WCLIICEXT, HAS NO ACTUAL BASIS TIED TO ANY FACTORS, AND IT HASN'T BEEN REED SINCE 2005. SO HOPEFULLY WE HAVE THAT AS THE TOPIC AS WELL. I KNOW THAT THE PLAN IS TO LOOK AT EACH OF THOSE INDIVIDUAL COMPONENTS. I DON'T KNOW WHO WILL BE DOING. APPRECIATE YOU BRINGING THAT UP SO WE CAN PARTICULARLY LOOK FOR THAT AS WELL OVER THERE. I JUST THINK THAT I'M NOT SAYING THAT WAS THE MOST IMPORTANT BILL, THAT'S THE ONE THAT AFFECTS US THE MOST, THAT REGIONAL COST ADJUSTMENT. IF THEY'RE STUDYING IT, I PREFER THEY WEREN'T. IF THEY'RE STUDYING IT, WE NEED TO MAKE SURE THEY HAVE STUDIED. MANY OF MY CONVERSATIONS, BOTH WITH BUSINESS MANAGERS AND LEGISLATORS, SHERIDAN COUNTY IS A GOOD EXAMPLE OF WHERE THE REGIONAL COST ADJUSTMENT DOESN'T BECAUSE YOU HAVE RANCHESTER SCHOOL DISTRICT AND THEIR REGIONAL COST ADJUSTMENT IS HUNDREDS. BUT THEN YOU HAVE SHERIDAN SCHOOL DISTRICT THAT'S JUST DOWN THE ROAD WITH NO PASS, NO CANYON, AND THEIR REGIONAL COST ADJUSTMENT IS106%. SHERIDAN COUNTY CONSISTENTLY STEALS STAFF AND PAY HIGHER WAGES, AND TAKES FROM A VERY SMALL SCHOOL DISTRICT SOME OF THE RESOURCES THAT ARE CRUCIAL TO THAT. SO IT'S MY UNDERSTANDING THAT THAT'S ONE OF THE MAJOR CONCERNS. [01:30:03] THESE COUNTIES THAT HAVE MULTIPLE SCHOOL DISTRICTS WITHIN THEIR BOUNDARIES, BUT DIFFERENT REGIONAL COST ADJUSTMENTS BASED ON WHERE THE HOUSES ARE, THAT'S AN INEQUITABLE PART. SO I THINK THAT'S ONE OF THE MAIN REASONS IN ALL OF THOSE CONVERSATIONS, THEY LOOK AT ME AND THEY SAY IN TIME ROUNDING, WE JUST NEED TO DO TIME ROUND. THEY JUST NEED TO HAVE THEIR OWN. IT'S HARD TO APPLY OR FIND INVEST WORK EQUITABLY AMONGST ALL OF THE RURAL COMMUNITIES IN WYOMING AND ALSO WORK FOR T. SO I DO THINK THAT WILL BE A TOPIC OF DISTINCTION. HOW DO WE FIND SOMETHING THAT WORKS IN THESE TEXAS CIRCUMSTANCES? WELL, I GUESS BELABOR THIS ISSUE, BUT IF YOU'RE AT THESE MEETINGS, I THINK THE MAJOR POINT TO SAY IS YOU'RE NOT GOING TO FIND THAT, SO STOP LOOKING. THE SYSTEM WE CREATED IN FIVE WORKS WHERE YOU HAVE THREE DIFFERENT SYSTEMS AND YOU GET TO PICK THE ONE THAT WORKS BEST FOR YOUR SCHOOL DISTRICT. WHETHER THAT'S WC. ALI, WHETHER IT'S ADONIC, IF YOU WANTED TO USE IT OR THE HOLD HARMLESS, I DON'T HAVE A PROBLEM WITH HOLD HARMLESS. I KNOW THERE ARE PEOPLE THAT DON'T LIKE THAT, BUT MORE POWER TOOL. BUT I THINK THAT'S THE KEY PART IS TO SAY, STOP LOOKING FOR A FORMULA THAT YOU CAN APPLY ACROSS THE WHOLE STATE. IT'S FINE TO HAVE THREE DIFFERENT FORMULAS AND LET THE SCHOOL DISTRICTS CHOOSE. I THINK THAT'S AN EXTREMELY IMPORTANT POINT. SORRY, MR. I DIDN'T MEAN TO BELIEVE IT. NO. ANYTHING ELSE? LET'S UPDATE. OH, I WAS GOING TO SAY I'VE TALKED TO QUITE A FEW LEGISLATORS AND THEY WERE SO IMPRESSED WITH THE THREE OF YOU, I'M SURE. BUT EVERYONE WAS SO IMPRESSED THAT THE THREE OF YOU WERE DOWN THERE. AND THEY FOUND THAT SO PERSUASIVE. AND THEY LOVED ALL YOUR NOTES YOU WERE SENDING IN, YOUR TEXT MESSAGING AND EVERYTHING YOU GUYS WERE DOING. IT REALLY WORKED OUT REALLY WELL. PEOPLE REALLY APPRECIATED THAT YOU GUYS WERE DOWN THERE. I THINK IT HAD I DON'T THINK YOU WOULD HAVE GOTTEN THE BROCK ACHIEVEMENT CENTER WITHOUT THE THREE OF YOU DOWN THERE. I THINK A LOT OF PEOPLE GOT EDUCATED. I REALLY YOU GUYS WERE DOWN, IT'S A PAIN BEING DOWN. THE FUN. I WOULD HATE TO TELL YOU THIS. WHAT THE ELEMENTARY SCHOOL, YOU KNOW, PLAYS NICE WITH OTHER KIDS. JUST PLAYS NICE. ALWAYS PLAYS NICE WITH TIME. PLAYS NICE BUT IT'S A TROUBLEMAKER, THAT WAS YOUR SCHOOL. BUT I DIDN'T PROVE. WE HAD A GOOD TIME, AND WE WORKED HARD. IT WAS REALLY DISAPPOINTING THAT VERY FIRST VOTE IN THE SENATE. 16, 15. LOST BY ONE. I KNOW. IT WAS SO DEVASTATING. AND I CALLED BILL, I DON'T BURN BRIDGES. YOU STILL HAVE A CHANCE. I WAS LIKE, OH, I HOPE YOU GUYS DON'T GET MAD. SPIT BALLS DOWN. THEN WE'RE TOO BUSY THROWING THE CROSS. NOW WE GOT EXCITED TO WATCH THE UPS AND DOWNS AND THE FIGHTS AND THE ARGUMENTS. BUT WHAT YOU GUYS IN THERE AND YOU REALLY PULLED IT OFF. I JUST DON'T THINK THE MONEY WOULD HAVE FLOWED WITHOUT THE THREE OF YOU DOWN. SENATOR GREW. YEAH. SENATOR BOXER AND SENATOR NETHERC. THEY CAME THROUGH AND THEN PRESIDENT DRISCOLL POINT IN THE COMMITTEE THAT INCLUDED SENATOR SENATOR OTHER SENATOR SENATOR WHO WAS THE FIRST FREE COMMITTEE SINCE 1999? THAT'S AMAZING. ACTUALLY IT'S 1999. THEY HAVEN'T HAD A FREE COMMITTEE SINCE 91. THE BUDGET. IT'S A BIG DEAL. I DON'T KNOW WHERE THE STATE GOES FROM HERE, BUT I THINK I ALWAYS BELIEVE IN LOCAL CONTROL AND THE BEST DECISIONS FOR PEOPLE ARE MADE CLOSEST TO THE PEOPLE. THERE'S NOTHING MORE LOCAL THAN YOUR SCHOOL BOARD. WHETHER ON BOARD OR NOT IN THE FUTURE, I WILL ALWAYS STAND UP FOR THE LOCAL GOVERNANCE BECAUSE IT'S IMPORTANT. [01:35:05] ANYTHING ELSE FOR US DR. JOB? THAT'S IT. WHEN YOU'RE READY, WE CAN MOVE INTO ACTION ITEMS. CAN WE TAKE A FIVE MINUTE BREAK? GO TAKE A FIVE MINUTE BREAK. [BACKGROUND] FIRST, ACTION ITEM CONSIDERATION OF THE SELECTION [E. Action Items] OF DUTY MOLAR ARCHITECTS FOR DESIGN SERVICES FOR TCSD NUMBER 1, NEW TRANSPORTATION FACILITY. THANK YOU. TRUSTEES, DEAN WAKELEY IS GOING TO DO THE NEXT WELL, HE'S JUST GOING TO TAKE OVER THE REST OF THE AGENDA. AS YOUR MR. CHAIRMAN, TRUSTEES, I'D LIKE TO PRESENT TO YOU FOR CONSIDERATION THE SELECTION OF DUBBE MOULDER FOR THE ARCHITECTURAL DESIGN OF THE TRANSPORTATION FACILITY. FOLLOWING THE STATE'S SELECTION AND EVALUATION PROCESS, THE COMMITTEE DETERMINED THAT IT WAS IN THE BEST INTEREST TO PROCEED WITH DUBBE MOULDER. THEIR PROPOSAL THEIR PRICE FELL WITHIN THE STATE BUDGET AND THEY HAVE EXPERIENCE IN THIS AREA. AS PART OF THE CONTRACT, THERE'S ALSO THE DESIGN AND EVALUATION ENVIRONMENTAL OF THE DEMOLITION OF THE EXISTING FACILITY WHEN THE OTHER ONE IS COMPLETED, WHICH WILL BE A FOLLOW UP AGENDA ITEM, BUT IT'S PART OF THIS CONTRACT. SO ANY QUESTIONS FOR MR. WALKER? YES, CHAIR. I'LL JUST STATE THAT I WAS ON THE SELECTION COMMITTEE AND WE HAD SOME GREAT APPLICANTS. IT'S A HARD DECISION, BUT I THINK DO MORE A GREAT JOB. IT WAS EXCITING TO SEE THAT IT WASN'T INCLUDED IN THERE. LEAVE BEHIND THAT THEY HAD SOME CONCEPTUAL IDEAS ALREADY AND LOOKING FORWARD TO WORKING WITH THEM AND IMPROVING THE ENTRANCE INTO THIS AREA BACK HERE, THE DISTRICT OFFICE, AND LOOKING AT OTHER IDEAS TO COMBINE OR CONSOLIDATE THE TRANSPORTATION FACILITY WITH THE REST OF THE PARKING FOR THE BUSES. THE SITE PLAN THEY HAVE ISN'T FINALIZED, BUT WE'RE LOOKING FORWARD TO FORCING. I LIKE THE SOLAR PANELS. EXCELLENT. MR. CHAIR. YES. IS THERE ANY CONSIDERATION I SAW THE PULMONARY CONCEPT DRAWINGS. WE HAD TALKED INITIALLY OF MOVING WHAT WE CALL THAT BUILDING, DIANA'S BUILDING NAME FOR IT. ON THE CORNER, MIDDLE SCHOOL ROAD. MOVING SOME OF THAT OVER THERE, IS THERE ANY EXTRA MONEY TO DO THAT? I WANTED HOPE SOME DAY TO CLEAN UP THAT CORNER, IT SEEMS JUNKY CORNER. NICE TO MOVE A LOT OF THAT JUNK SITTING OUT IN THE OPEN ON PRETTY VISIBLE CORNER OVER. I HAVEN'T BEEN ANY CONVERSATIONS THAT REGARD THAT I KNOW THE STATE IS PRETTY ADAMANT ON THIS MONEY FOR THE TRANSPORTATION FACILITY. THANK YOU, MR. CHAIR. CHARLOTTE REYNOLDS. WE DID INITIALLY HAVE SOME CONVERSATIONS, BUT THE STATE POINTED OUT THERE VERY SPECIFIC GUIDELINES FOR WHAT IS ALLOWABLE IN A TRANSPORTATION FACILITY. IF WE FOUND SOME MONEY. IF WE FOUND SOME MONEY, WE COULD MODIFY THIS TO INDICATE THAT THERE IS A DISTRICT FUNDED ENHANCEMENT THAT THEN COULD ACCOMMODATE SOME OF WHAT YOU'RE TALKING ABOUT. BUT WITH THE STATE FUNDS, THEY ARE VERY SPECIFIC. HERE IS WHAT YOU ARE ALLOWED BASED ON THE NUMBER OF BUSES AND ALL OF THESE CRITERIA. SO NOT THE DISTRICT FUNDS NOW, BUT WHEN IT'S BEING DESIGNED, RUNNING OUT OF SPACE, WE DON'T HAVE OTHER PLACES TO GO. IT'D BE NICE TO LEAVE SOME ROOM AVAILABLE FOR FURTHER EXPANSION, TO MOVE FACILITIES OVER TO THAT LOCATION. WHEN IT WAS FIRST DISCUSSED, I THOUGHT IT WAS SUCH A GREAT IDEA BECAUSE IT'S SORT OF THE HIDDEN SPOT, YOU KNOW, THAT'S NOT VISIBLE. AND THEN THE IDEA WAS THAT THE FACILITY BUILDING WOULD BECOME THE VOCATIONAL CPE PART OF THE MIDDLE SCHOOL. I THOUGHT WAS A BRILLIANT IDEA OF TIME. I GUESS I JUST THROW THAT OUT THERE BECAUSE I KNOW THAT THESE DESIGN THINGS START MOVING VERY QUICKLY. AND IF SOMEBODY IS IN ONE OF THOSE MEETINGS, [01:40:03] IT'D BE NICE IF THEY JUST LEFT THE ABILITY TO EXPAND SOME LATER DATE WHEN WE HAVE SOME MONEY. THAT WOULD BE SUPER. MR. CHAIRMAN, TRUSTEE KINGREY. WE WILL ABSOLUTELY SHARE THAT REQUEST WITH THE DESIGN TEAM AND ASK THEM TO THINK ABOUT THAT AS THEY'RE LOOKING AT PLACEMENT AND TRAFFIC CONFIGURATION AND ALL OF THAT. SO THAT IF IT'S ALL POSSIBLE WITH THAT LOCATION, THAT IS ABSOLUTELY FACTORED IN FOR A FUTURE PHASE OR FUTURE CONCEPT. THE ONLY OTHER ONE THING I WAS GOING TO MENTION IS TRUSTEES MENTIONED THE SOLAR PANELS. COUNTY COLLECTS FUNDS, EMP FUNDS, ENERGY MITIGATION FUNDS THAT ANY GOVERNMENT ENTITY CAN REQUEST. SO THERE MAY BE AN ABILITY TO GO IN AND ASK FOR THOSE EMP FUNDS TO PAY FOR THE SOLAR PANELS ON THE BUILDING AND THEN TAKE THAT SAVINGS AND MY FACILITY [LAUGHTER]. TRUSTEE, GINGER, WE WILL MAKE NOTE. THANK YOU. ANY OTHER QUESTIONS FOR AN ANN? GREAT. NOW, HEARING NONE, I'LL OPEN UP FOR PUBLIC COMMENT. IS THERE ANY PUBLIC COMMENT ON THE BUILDING OF OUR NEW TRANSPORTATION CENTER AND AWARDING THIS DESIGN BID? PUBLIC COMMENTS. NONE. PUBLIC COMMENTS IS CLOSED. WILL OF THE BOARD. MR. CHAIR, I WOULD MOVE APPROVAL OF THE TRANSPORTATION CENTER DESIGN FIRM. AWARD OF BID TO DUBBE MOULDER ARCHITECTS NOT TO EXCEED $1,403,985 AS PRESENTED. MAXIMUM. I'LL SECOND. READ BY TRUSTEE BEING SECONDED BY TRUSTEE CARLIN TO APPROVE THE SELECTION OF DUTY BOULDER ARCHITECTS FOR DESIGN SERVICES OF THE TCS, THE NUMBER ONE TRANSPORTATION CENTER, NOT TO EXCEED $1,403,985 AS PRESENTED. ANY OTHER COMMENTS ON THE BOARD? COMMENTS QUESTION? HEARING NONE. ALL THOSE IN FAVOR PLEASE SAY I A POST. NEXT ACTION TRANSPORTATION CENTER PROJECT, DEMOLITION OF EXISTING FACILITY. AS BRIEFLY MENTIONED PREVIOUSLY, PER STATE STATUTE, THIS NEEDED TO BE ADDRESSED IN A PUBLIC MEETING AND HAVE THE BOARD VOTE ON IT, AS WELL AS ALLOW FOR PUBLIC COMMENT ON THE DEMOLITION OF THE EXISTING FACILITY. BUILT AT 1975, 43,000 FOUND $0.43 PRETTY WELL. SWEET OUR MONEY. TERRIBLE. LET US LET THAT HAPPEN ON SOMEBODY CAN BUY IT. ANY QUESTIONS IN REGARDING DUBBE HISTORICAL RELEVANCE? MR. CHAIR. I DO HAVE A QUESTION. IS IT WORTH FOR US TO LOOK AT THE OPTIONS OF GIVING THAT BUILDING AWAY WHEN WE NO LONGER NEED IT AND LET SOMEBODY PAY TO HAUL IT OFF SO WE DON'T HAVE TO INCUR THE FEES. THAT WAS ONE THING THAT LANCE JOHNSON MENTIONED WAS WHEN IT COMES TIME TO REMOVE IT, WE CAN APPROACH IT IN ANY FASHION THAT WE WANT. THAT I GUESS THEY HAVE HAD EXPERIENCE IN OTHER DISTRICTS WHERE THEY HAVE OFFERED IT UP AND SOMEBODY ELSE CAME AND DISMANTLED IT AND TAKEN IT AWAY AND NOT INCURRED THE COST. SO THERE ARE THOSE OPTIONS ONCE WE GET TO THAT POINT. ANY OTHER QUESTIONS? I HEAR NO OTHER QUESTIONS. I WILL OPEN IT UP FOR PUBLIC COMMENTS ON DEMOLISHING THE EXISTING BUS FARM. PUBLIC COMMENTS, PUBLIC COMMENTS ARE CLOSED BACK TO THE BOARD. I MOVE TO APPROVE THE DEMOLITION OF THE EXISTING BUS FARM UPON COMPLETION OF THE NEW TRANSPORTATION FACILITY. SECOND. IT'S BEEN MOVED BY TRUSTEE CARL, SECONDED BY TRUSTEE NID. TO APPROVE THE DEMOLITION OF THE EXISTING BUS FARM UPON COMPLETION OF THE NEW TRANSPORTATION FACILITY. ANY OTHER COMMENTS FROM THE BOARD? [01:45:02] ALL THOSE IN FAVOR, PLEASE. OH, YES. I KNOW IT SPECIFICALLY SAYS DEMOLITION. I JUST WANT TO I DON'T KNOW IF WE NEED TO PUT IN WORDING IN THERE THAT WE DO INVESTIGATE SOMEONE WANTING TO TAKE IT FOR FREE. THAT NEEDS TO BE IN THE MOTION OR NOT. BUT IT'S WORTHY TO JUST GIVE THAT OPPORTUNITY OUT THERE SO WE CAN DON'T HAVE TO TAKE EXPENSE. I'M GOING TO FOLLOW UP ON THAT IF INTENT WAS, JUST TO MAKE IT GO AWAY AND THEY DIDN'T REMOVE HOW IT WENT AWAY, SO BUT I WILL FOLLOW UP ON THAT. THANK YOU. APPRECIATE. ALL THOSE IN FAVOR, PLEASE SAY AYE. AYE. ANY OPPOSING SIDE. NEXT ACTION ITEM. SELECTION, AWARD OF CONTRACT TO GUIDE. >> I SAY GUIDE. >> GUIDE ARCHITECTS WERE THE DESIGN SERVICES OF THE STABLE PROJECT. >> THE RECOMMENDATION IS TO AWARD THE CONTRACT AND THE DESIGN TO GUIDE. THEY WERE THE ONLY DESIGN FIRM THAT SUBMITTED A PROPOSAL, AND I REACHED OUT AND SPOKE TO A COUPLE OF THE OTHER FIRMS THAT ATTENDED THE PRE PROPOSAL CONFERENCE, AND THEY ARE BASED ON THE SCHEDULE, AND BUDGETING, AND OTHER COMMITMENTS THEY HAD, THEY WERE CONCERNED THAT THEY COULD ALLOCATE THE RESOURCES NEEDED TO THIS PROJECT SINCE IT IS A SMALLER TIME FRAME. THEIR PROPOSAL AND THEIR FEE IS WITHIN LINE OF OTHER ONES AS FAR AS PERCENTAGE OF THE CONTRACT. WE ALSO MET WITH THEM, WE INTERVIEWED THEM ON THE FIFTH. THEY ADDRESSED SOME CONCERNS THAT WE HAD AS FAR AS SCHEDULE AND BUDGETING, AND THEY PROPOSED SOLUTIONS AND ALTERNATIVES TO CONSIDER THAT MIGHT MAKE THE PROJECT VIABLE WITH THE CURRENT BUDGET AND THE SCHEDULE. THEY THEY'RE INTERESTED IN PARTNERING WITH THE DISTRICT TO MAKE THIS HAPPEN AND DELIVER A PRODUCT THAT EVERYBODY'S PROUD OF. >> MR. CHAIRMAN? >> YES. >> MORE QUESTION FOR MAYBE, SARAH. MAYBE IT WAS PREVIOUS MEETING. DO WE HAVE A WRITTEN AGREEMENT WITH THE DONOR FOR THIS MONEY OR WE AGREE TO SPEND THE MONEY? DID WE MAKE AN AGREEMENT? >> TRUSTEES, JENNIFER JALEN WITH THE FUND FOR PUBLIC EDUCATION IS PROBABLY THE RIGHT PERSON TO. >> THANK YOU. >> CHAIRMAN TRUSTEES. YES, WE WILL HAVE A WRITTEN AGREEMENT, A LEGAL AGREEMENT, FOR PLEDGES TO THE COST OF THE BUILDING. SO FAR, WHAT WE HAVE COLLECTED IS SPECIFICALLY JUST FOR THE DESIGN PHASE, BECAUSE WE WANT YOUR GUIDANCE AND INPUT ON WHETHER THIS IS A PROJECT THAT YOU WANT TO MOVE FORWARD WITH BEFORE WE GO AHEAD AND RAISE THE REST OF THE CONSTRUCTION FEES. WHAT WE HAVE RIGHT NOW ARE PLEDGES IN TERMS OF DONORS MEETING WITH US AND TELLING US THEIR INTEREST LEVEL IN THE PROJECT FOR THE CONSTRUCTION PHASE, BUT ALL WE'VE COLLECTED SO FAR IS THE FUNDING FOR THE DESIGNER, SO THAT'S SECURE. DOES THAT ANSWER YOUR QUESTION? >> I GUESS WHAT I'M LOOKING FOR IS WHAT WE DID WITH THE SKATE PARK. I GUESS THAT WAS MORE WITH THE COUNTY, NOW I'M THINKING ABOUT IT. THE OWNER WANTED INPUT AS TO DESIGN AND THINGS LIKE THAT, AND SO WE HAD TO HAVE A WRITTEN AGREEMENT LIKE YES, AND I'VE SEEN IN OTHER SITUATIONS LIKE WHERE PEOPLE DONATED MONEY FOR A PLAYGROUND, THAT THEY'LL DELIVER THIS X AMOUNT ON THIS DATE AND Y AMOUNT ON THIS DATE SO THAT WE HAVE THE MONEY. BECAUSE MY CONCERN IS THIS, IS THAT WE'RE AGREEING TO A CONTRACT HERE FOR A VERY SUBSTANTIAL AMOUNT OF MONEY. I DON'T KNOW IF A PLEDGE IS ENOUGH TO JUSTIFY ENTERING INTO A DESIGN CONTRACT WHEN I DON'T HAVE A WRITTEN CONTRACT WITH THE DONOR SAYING THAT THEY TRULY ARE GOING TO DELIVER THIS MONEY ON X DATE AND WHATEVER THEIR EXPECTATIONS ARE. A LOT OF TIMES DONORS WANT, I WANT TO NAME IT AFTER SOMEBODY OR I WANT MY NAME ON THE FLAT WHERE I WANT, WHICH ALL GOOD THINGS. [INAUDIBLE] I WOULD CERTAINLY WANT ALL THOSE THINGS IF I WAS DONATING MONEY OR SOMETHING. EVEN THOUGH I STILL THINK MY COUNSEL IS BRILLIANT FOR COMING UP THE STABLE. I WANT TO CHANGE THE NAME. ANYWAY, IT'S JUST MY CONCERN. I THINK WE CAN GO AHEAD AND VOTE ON THIS TODAY. BUT BOY, I'D LOVE TO SEE SOMETHING AT THE APRIL MEETING AT LEAST DOCUMENTING IN SOME WAY THAT THE MONEY IS BEING MORE THAN A PLEDGE. >> YES, SO LET ME JUST REASSURE YOU THAT THE MONEY FOR THIS THAT YOU'RE VOTING ON TONIGHT, THE DESIGN PHASE IS FULLY SECURE. MOST OF IT IS IN THE BANK AND THE REST OF IT SHOULD BE ARRIVING THIS WEEK. [01:50:03] YOU CAN 100% DEPEND ON THAT MONEY. AS FAR AS THE CONSTRUCTION FUNDING, ONCE YOU TELL US, YES, THIS IS SOMETHING WE WANT, WE'VE DONE ALL OF THE GROUNDWORK, WE'LL THEN SEND THOSE DONORS A LEGAL AGREEMENT TO SIGN WITH A SCHEDULE OF PAYMENT, AND WE'LL BE ABLE TO GIVE THAT TO YOU AT THE NEXT MEETING. WHEN YOU SAY TELL YOU THAT THIS IS SOMETHING WE WANT TO DO, IS VOTING TO APPROVE THIS, IS THAT THAT ACTION? >> YES, [LAUGHTER] WHAT WE DON'T WANT TO DO IF THIS IS A VERY UNUSUAL PROJECT BECAUSE IT WAS SOMETHING THE COMMUNITY BROUGHT TO US AND SAID, HEY, WE KNOW THAT THE DISTRICT DOESN'T HAVE FUNDING FOR THIS, BUT WE THINK IT WOULD BE A GREAT GIFT TO GIVE TO THE SCHOOL DISTRICT. THAT'S NOT HOW WE NORMALLY DO IT. NORMALLY, YOU GUYS GIVE US A PROJECT AND THEN WE GO OUT AND FUND RAISE. WHAT WE WANT TO BE VERY CAREFUL OF HERE IS THAT YOU'RE DIRECTING THE PROCESS AND THAT WE DON'T GET INTO A POSITION WHERE THERE ARE A LOT OF STRINGS ATTACHED. WE WOULD LIKE DIRECTION FROM YOU THAT THIS IS THE BUILDING YOU WANT, DIRECTION FROM THE DISTRICT STAFF THAT THIS IS HOW THAT SHOULD LOOK, AND THEN WE'LL FINISH RAISING THE REST OF THE MONEY SO YOU CAN BUILD IT. >> THANK YOU. >> MR. CHAIR, JEN, AND IF WE GO AHEAD AND DO THE DESIGN AND DECIDE THAT WE DON'T WANT TO DO THE REST OF IT, ARE THE PEOPLE WHO HAVE DONATED FOR DESIGN GOING TO BE MISSED AT THE SCHOOL DISTRICT OR? >> I DON'T THINK SO BECAUSE I'VE BEEN VERY CLEAR FROM DAY 1 THAT MOVING FORWARD WITH THE PROJECT TO COMPLETION IS 100% DEPENDENT ON WHAT YOU DECIDE. I'VE BEEN VERY CLEAR ABOUT THAT FROM DAY 1. ALSO, I THINK THESE ARE PEOPLE WHO SUPPORT THE DISTRICT AND WANT TO DO GREAT THINGS FOR KIDS. THEY'RE MORE LOOKING AT IT AS AN INVESTMENT IN A PROJECT THAT EVEN IF THERE'S A GREAT DESIGN, MAYBE YOU CHOOSE TO DO IT LATER. MAYBE YOU HOLD ONTO THAT DESIGN, [LAUGHTER] BUT HOPEFULLY IT WILL PRODUCE SOMETHING USEFUL FOR YOU. THANK YOU. >> MR. CHE. >> YES. TRUSTEE GARB. >> THIS IS A LITTLE, MAYBE ONE OFF ON THIS TOPIC, BUT I WAS JUST THINKING ABOUT THE LAST TOPIC IN THE TRANSPORTATION CENTER, WHICH IS GOING TO BE RIGHT OVER HERE, AND THEN THE STABLE IS GOING TO BE RIGHT OVER HERE, AND IT'S TWO DIFFERENT DESIGN TEAMS. WHO'S GOING TO REGULATE THAT THAT ALL LOOKS AND FEELS LIKE ONE? >> IT LOOKS LIKE THIS BOOK. >> [INAUDIBLE] >> I THINK THAT'S A GREAT QUESTION. THAT'S SOMETHING THAT ACTUALLY CAME UP IN OUR DESIGN WHEN WE HAD CONFERENCES WITH THE DESIGN TEAMS, SAYING A LOT OF THEM FELT LIKE THEY COULDN'T TAKE ON TOTAL PROJECTS. THAT WAS A CONCERN THAT A LOT OF THEM BROUGHT UP IS HOW ARE WE GOING TO COORDINATE THIS. I THINK IAN HAS SOME GREAT IDEAS FOR HOW TO MANAGE THESE PROJECTS AND MAKE SURE THAT EVERYTHING GOES WELL. BUT WE ALSO DID ASK THE DESIGN FIRMS, IS THIS GOING TO BE A PROBLEM TO HAVE TWO PROJECTS GOING AT THE SAME TIME, THE SAME PLACE. >> THANK YOU. >> ANY OTHER QUESTIONS? >> I HAVE ONE QUESTION. IT SOUNDS LIKE TWO PROJECTS GOING ON AT THE SAME TIME. I TAKE IT IS THERE A PLAN WORKING ON HOW THE TRAFFIC FLOW WILL BE IMPACTED FOR THE DISTRICT OFFICE AND EVERYTHING THAT RELIES ON ALL THE INFLOW OUTFLOW IN THIS AREA WITH ALL THAT CONSTRUCTION HAPPENING AT THE SAME TIME. >> AGAIN, I THINK, LIKE JENNIFER MENTIONED, THAT WAS BROUGHT UP AND I THINK THE FIRST STEP WOULD BE TO, ONCE WE DO THE KICKOFF FOR THE TRANSPORTATION CENTER AND THIS ONE, IT WOULD JUST BE SIT DOWN AND EVERYBODY COME UP WITH HOW THIS IS GOING TO WORK BECAUSE EVERYBODY HAS AN INTEREST TO MAKE IT WORK FOR BOTH SIDES. I THINK IT'S WORKING WITH BOTH ARCHITECTS TO KEEP EVERYTHING FLOWING AS THERE ARE CONCERNS WITH ALL THE ACTIVITIES WILL BE HAPPENING IN THE AREA WHILE BOTH OF THESE ARE POTENTIALLY GOING ON. >> WITH EITHER OF THESE CONSTRUCTION PROJECTS, DO YOU FORESEE ANY OF THE NEIGHBORING FACILITIES BEING SHUT DOWN? ANY PERIODS OF THOSE CONSTRUCTIONS PERIODS? >> AT THIS TIME, I DON'T THINK IT WILL IMPACT THEM. THE TRANSPORTATION CENTER, BASED ON ITS LOCATION, SHOULD BE ABLE TO BE ISOLATED. >> I THINK THEY'LL BE SOME COORDINATION IF THE STABLE GOES INTO CONSTRUCTION, JUST BASED ON THE PLACEMENT NEXT TO THE FOOTBALL FIELD AND THIS. BUT AGAIN, I THINK IT CAN BE COORDINATED, AND A SAFETY PLAN PUT IN PLACE THAT EVERYTHING IS SECURED, AND THERE ARE NO CONCERNS BEFORE THEY ACTUALLY START. [01:55:01] I THINK THAT WILL BE PART OF WORKING WITH THE ARCHITECT AGAIN TO DEVELOP SOMETHING THAT EVERYBODY IS COMFORTABLE BY STANDARDS [OVERLAPPING] >> BECAUSE I KNOW THAT WE ALREADY APPROVED THE TRANSPORTATION CENTERS LIKE SKATE PARK WILL STILL BE ABLE TO BE. >> CORRECT. >> OKAY. >> [INAUDIBLE] THAT'S WELL USED. >> IT IS. >> ANY OTHER QUESTIONS? THANK YOU. >> THANKS. >> PUBLIC COMMENT ON THE STABLE? THERE ANY PUBLIC COMMENT ON THE AWARDING OF THE DESIGN BID FOR STABLE, WHICH IS SPORTS TRAINING AND BRONX LEARNING EXTENSION. ANY PUBLIC COMMENT? >> OKAY. >> SEEING NONE AND BACK TO THE BOARD. WHAT'S THE WILL OF THE ORDER? >> MR. CHAIR, I MOVED TO APPROVE THE SELECTION AND AWARD CONTRACT TO GYDE, G-Y-D-E, ARCHITECTS FOR DESIGN SERVICES, THE STABLE PROJECT NOT TO EXCEED $495,000 AS PRESENTED WITH MINOR MODIFICATIONS SUGGESTED BY LEGAL. >> SECOND. >> MOVED BY TRUSTEE ABRAMS, SECONDED BY TRUSTEE ZUNG, TO APPROVE THE SELECTION AND AWARD OF CONTRACT TO GYDE, G-Y-D-E, ARCHITECTS FOR DESIGN SERVICES OF THE STABLE PROJECT NOT TO EXCEED $495,025 AS PRESENTED WITH MINOR MODIFICATION SUGGESTED BY LEGAL COUNSEL. GIVEN OUR NEXT BOARD MEETING IS AFTER APRIL 15, THE POLICY IS LISTED HERE FOR YOU, AND THEN THE LIST OF THOSE STAFF MEMBERS IS INCLUDED SO THAT WE HAVE PLENTY OF TIME TO ISSUE THOSE CONTRACTS TO STAFF BY THE STATUTORY DUE DATE OF APRIL 15. >> QUESTIONS FOR DR.
