[00:00:02] >> I'D LIKE TO CALL TO ORDER THE MEETING OF THE RECREATION DISTRICT BOARD TUESDAY, [1. CALL TO ORDER] APRIL 23RD, 2024. THE FIRST THING ON OUR AGENDA IS THE PLEDGE OF ALLEGIANCE. WE WOULD LOVE REHEARSING FOR THAT. >> >> THANK YOU. THE NEXT ITEM IS THE APPROVAL OF THE APRIL 23RD, 2024 AGENDA. [2. APPROVAL OF AGENDA] >> MADAM CHAIRMAN. >> MR. SCAR. >> I WOULD LIKE TO MAKE A FEW MODIFICATIONS TO OUR AGENDA BY MAY CONSENT TO GET A PANEL. UNDER ACTION ITEMS, I WOULD MOVE THE FOLLOWING ITEMS TO A CONSENT AGENDA. ITEM 404, CONSIDERATION OF THE COMMUNITY REPORT FOR ART ASSOCIATION OF JACKSON HOLE, 405, CONSIDERATION OF THE COMMUNITY APPLICATION FOR ART DBA PARTNERS, 406, CONSIDERATION OF THE COMMUNITY APPLICATION FOR DANCERS WORKSHOP, 407, THE APPLICATION FOR THE DOUG COMBS FOUNDATION, 408, CONSIDERATION OF THE APPLICATION FOR GAP GIRLS PARTICIPATING, 412 JACKSON HOLE ACROSS CLUB, 413 JACKSON HOLE PUBLIC ART, 414 JACKSON HOLE THERAPEUTIC RIDING, 416 JACKSON HOLE YOUTH BASKETBALL, 417 JACKSON HOLE YOUTH FOOTBALL, 418 JACKSON HOLE YOUTH SOCCER, 419 OFF SQUARE THEATER COMPANY, 421 SLOW FOODS IN THE TETONS, 424 TETON LITERACY CENTER, AND 425 TETON MUSIC SCHOOL, AND 427, JACKSONVILLE CHILDREN'S MULTISPECIALTY. >> MADAM CHAIR. >> YES. >> I CAN SECOND THAT, BUT I WANTED TO BRING TO THE ATTENTION AND MAYBE NOT INCLUDE THIS ON THAT LIST IS AND I NEED TO FIGURE OUT WHICH NUMBER IT IS BUT JACKSON MYTH FOR HOLE IS MISSING SEVERAL PIECES OF INFORMATION. THE CODE OF CONDUCT, THE W9, THE IRS EMPLOYEE IDENTIFICATION NUMBER IN THE IRS FORM 990, ACCORDING TO THIS AGENDA. IF WE HAVEN'T RECEIVED THAT, I THINK WE CAN SEE NOT VOTE ON THAT SEPARATELY IN A CONSENT AGENDA. >> IT WOULD BE AMENABLE TO REMOVING THAT FROM THE CONSENT QUEST. >> FRIENDLY AMENDMENT. >> FRIENDLY AMENDMENT. >> YOU SECOND IT? >> YEAH. >> THE MOTION HAS BEEN MADE TO COMBINE MANY OF THESE APPLICATIONS ON A CONSENT AGENDA AND SECONDED BY TRUSTEE CARLIN. ALL THOSE IN FAVOR PLEASE SIGNIFY BY SAYING AYE. >> AYE. >> WE'LL DO THOSE TOGETHER ON A CONSENT AGENDA. GOING BACK, WE'RE ON THE TETON COUNTY RECREATION DISTRICT BUDGET. [3. FINANCE / BUDGET UPDATE] LAURA, THANK YOU. >> GOOD AFTERNOON, BOARD CHAIR, TRUSTEES. ROOM LAURA DAVENPORT WITH THE TETON COUNTY SCHOOL DISTRICT FINANCE DEPARTMENT. THIS REPORT WE'RE LOOKING AT IS FOR THE END OF MARCH. YOU WILL SEE THE ONE THAT'S SHOWING IS ACTUALLY FISCAL YEAR '25. IF YOU COULD GO FISCAL YEAR '24, IT MIGHT NOT BE ON THERE. BASICALLY FOR FISCAL YEAR '24, WE STILL HAVE A BALANCE THAT'S LEFTOVER THAT'S OUTSTANDING, WHICH IS PART OF THE TCSD-FUNDED GRANT FOR THE FACILITIES. WE WILL HAVE THAT PAID OUT BY THE END OF THE YEAR. WE'RE ALMOST THERE. WE'LL PROBABLY BE PAID OUT WITH ALL THE CURRENT YEAR GRANTS BY MAY, ESPECIALLY WITH MAY'S MAIL LEVY COMES IN HIGHER WITH [00:05:01] THE SECOND TAX PAYMENT DUE DATE FOR THE COUNTY. THAT IS FISCAL YEAR '24 WHICH BASICALLY IS ESTIMATING THAT YOU WILL END THE YEAR WITH $916,129.90. THAT WILL MOVE FORWARD TO FISCAL YEAR '25, WHICH WILL CHANGE THAT OPENING FUND BALANCE, GIVE OR TAKE INTEREST, AND ALL OF THAT FROM THE 775,335.32 TO THE OTHER NUMBER. THAT NUMBER IS JUST THE BALANCE AS OF MARCH 31ST. THAT IS A NUMBER THAT WILL CHANGE OVER THE NEXT COUPLE OF THREE MONTHS. THAT'LL HAVE SOME INTEREST THAT WILL BE INCLUDED IN THERE, AS WELL AS REVENUE FOR APRIL, MAY, AND JUNE. >> THANK YOU, LAURA. ARE THERE ANY QUESTIONS? THANK YOU, LAURA. >> AWESOME, THANK YOU. >> NEXT THING ON THE AGENDA IS THE ACTION ITEMS AND [4. ACTION ITEMS] THE FIRST ONE IS CONSIDERATION OF TCSD NUMBER 1 FISCAL YEAR '25 GRANT APPLICATION. YOUR HAND IS UP. >> CHAIR, TRUSTEES. >> THANK YOU. >> WE REVIEWED THIS APPLICATION WITH THE TCSD BOARD OF EDUCATION AT THEIR MARCH MEETING, I BELIEVE, ASKING FOR FEEDBACK. THE ONLY CHANGES THAT WE'VE HAD SINCE THAT MEETING IS UNDER THE FACILITIES LINE. WE HAD A CERTAIN NUMBER ALLOCATED TO POTENTIALLY PAVE THE PARKING LOT BY THE SYNTHETIC FIELDS, AND WE DECIDED TO RELOCATE SOME OF THOSE FUNDS FOR THE RENOVATION OF OUR ART ROOMS IN A CERAMIC STUDIO AND WHAT WAS THE CURRENT WELDING SHOP, FELT THAT THERE WAS BETTER USE TO ALLOCATE THOSE FUNDS. I THINK THAT'S GOING TO BE A HIGHER PRICE TAG FOR THAT AND A MORE IMMEDIATE NEED FOR OUR STUDENTS THAN LEAVING THAT AREA. SOME OF THE ELEMENTARY SCHOOLS, ALSO THE NUMBERS CHANGE SLIGHTLY JUST BASED ON UPDATED ENROLLMENTS FOR WINTER SPORTS PROGRAMMING. >> ANY QUESTIONS? >> MADAM CHAIRMAN. >> TRUSTEE SCARLETT. >> DIRECTOR HANSEN, THE CERAMIC STUDIO IN THERE, IS THAT THAT BUILDING THAT RUNS NEXT TO THE SYNTHETIC FIELDS? >> CORRECT. >> PAUL DYKEMAN'S WORLD [INAUDIBLE]. >> CORRECT. THERE'S A WELDING SHOP IN THERE THAT WE HAVE NOT USED THIS YEAR THAT THE PREVIOUS TEACHER IN THAT BUILDING DID USE. I'M JUST TRYING TO RENOVATE THAT INTO A CERAMIC STUDIO. THE CURRENT CERAMIC STUDIO IS QUITE SMALL. WE CANNOT CURRENTLY FIT STUDENTS IN THERE VERY SAFELY. >> MY ONLY OTHER QUESTION, I DON'T KNOW IF WE KNOW THE ANSWER FOR THIS, HAS THE YOUTH SOFTBALL COME IN WITH ANY DONATIONS TO HELP OFFSET THE EXPENSES AS THEY PRESENTED TO US? >> I'M NOT AWARE OF ANY THAT HAVE COME TO THE SCHOOL DISTRICT. I DO NOT WANT TO SPEAK FOR THE FUND FOR PUBLIC ED, BUT I'M NOT AWARE OF ANY DONATIONS THAT HAVE COME THROUGH. >> GREAT. THANK YOU. >> MR. HANSEN, I HAVE A QUESTION FOR YOU. IN REGARDS TO ROBOTICS, SO THEY APPEAR ON THE REC DISTRICT ALLOCATION AND THEY ALSO GET AN ALLOCATION UNDER JUST ACTIVITIES, DON'T THEY? >> THEY DO NOT. >> THEY DO NOT. THAT BASICALLY WAS MY QUESTION. THANK YOU FOR THAT. >> MADAM CHAIR. >> YES. >> I'M JUST CURIOUS. THE NON-SCHOOL PROGRAMMING, HOW MANY DAYS IS THAT? >> THAT IS ESSENTIALLY THE ENTIRE SCHOOL YEAR. I'D HAVE TO TURN IT OVER TO LIBBY FOR SURE. MY UNDERSTANDING IS THAT IT IS MOSTLY ELEMENTARY LEVEL, AND IT IS IN THE ENTIRE SCHOOL YEAR. IS THAT CORRECT, LIBBY? >> BUT IT'S THE CREST PHRASE, RIGHT? >> NO. >> LIBBY, IF YOU WANT TO COME UP. THE QUESTION IS, WHAT ARE THE DAYS OF THE AFTER-SCHOOL PROGRAMMING, AND WHAT IS THAT PROGRAMMING IS THE WAY I UNDERSTAND THE QUESTION? >> TRUSTEE SMITTS. THERE ARE FOUR ELEMENTARY SCHOOLS BEING SERVED AND THE MIDDLE SCHOOL. WE WORK IN COLLABORATION WITH TETON LITERACY CENTER. COLTER ELEMENTARY AND JACKSON ELEMENTARY HAVE TWO DAYS A WEEK AFTER THE BELL PROGRAMMING ON WEDNESDAYS AND THURSDAYS, MUNGER MOUNTAIN ELEMENTARY, MONDAYS AND TUESDAYS, AND THEN ON THOSE OPPOSITE DAYS, THE DISTRICT PROVIDES ADDITIONAL SUPPORT TO TETON LITERACY CENTER AND THE CHILDREN'S MUSEUM FOR THEIR PROGRAMS SO THAT WE CAN INCREASE THE SIZE OF THE CAPACITY. [00:10:06] ALL YEAR LONG, THESE PROGRAMS HAVE RUN FOUR DAYS A WEEK IN TOTAL. >> MAYBE I WASN'T CLEAR ENOUGH. SPECIFICALLY THE TCSD NON-SCHOOL DAY PROGRAM. IT SAYS NON-SCHOOL DAY, SO I ASSUMED THAT WAS WHEN THE DISTRICT WASN'T HAVING SCHOOL. >> THAT IS JUST A LINE ITEM. >> SORRY. THAT'S THE ONE I WAS SAYING. >> YES, IT'S AFTER SCHOOL. >> IT'S NOT DURING THE SCHOOL DAY. >> FOR ELEMENTARY [INAUDIBLE] MATE. >> BUT IT'S THROUGHOUT THE YEAR? >> CORRECT. >> I WAS THINKING IT'S CREST. IT'S A LOT OF MONEY FOR NOT HAVING SCHOOL. >> THAT'S NOT EVEN [INAUDIBLE]. THAT LINE ITEMS. >> [INAUDIBLE] >> WHY THE SIGNIFICANT INCREASE FROM 100? >> IT USED TO BE FUNDED THROUGH ESSER GRANTS, IS MY UNDERSTANDING, AND THOSE GRANTS RAN OUT >> YES. FOR THE LAST TWO YEARS, WE HAVE OPERATED UNDER ESSER GRANTS; ESSER 2 AND THEN ESSER 3 THIS YEAR. IT'S BEEN A CASE OF BUILD IT AND THEY WILL COME, AND THEY'VE COME. IT'S AN OPPORTUNITY TO ASSIST THE FAMILIES IN THE COUNTY AS WELL AS ENRICH CHILDREN'S AFTER SCHOOL LIVES. >> THANK YOU. >> THANK YOU. ANY OTHER QUESTIONS FOR LIBBY? THANKS, LIBBY. APPRECIATE IT. >> THANK YOU. ANY OTHER QUESTIONS FOR MR. HANSEN? SEEING NONE, IS THERE A MOTION? NOW'S THE TIME FOR THREE MINUTE PUBLIC COMMENT. IF ANYONE WANTS TO PUBLIC COMMENT, IF YOU DO, PLEASE COME UP TO THE PODIUM AND STATE YOUR NAME SO WE KNOW WHO YOU ARE. >> ON THIS ISSUE. >> ON THIS PARTICULAR ISSUE AT THIS TIME. ANY PUBLIC COMMENT FROM THE PEOPLE HERE? ANDREA, ANY ONLINE? I'M GOING TO CLOSE PUBLIC COMMENT THEN, AND I'LL ENTERTAIN A MOTION ON THIS MATTER. >> MADAM CHAIR, I MOVE TO APPROVE THE RECOMMENDATION OF THE TCSD NUMBER 1 FISCAL YEAR '25 GRANT APPLICATION. I MOVE TO APPROVE RECOMMENDATION NOT TO EXCEED, YOU'D THINK I'VE BEEN IN BANKING MY WHOLE LIFE, $3,501,467 AS PRESENTED. >> I'LL SECOND. >> MOTION HAS BEEN MADE AND A SECOND TO APPROVE THE RECOMMENDATION OF TCSD NUMBER 1 FISCAL YEAR '25 GRANT APPLICATION, NOT TO EXCEED 3,5011467 AS PRESENTED, AND A SECOND. ALL THOSE IN FAVOR, PLEASE SIGNIFY BY SAYING AYE. >> AYE. >> OPPOSED. MOTION CARRIES. THANK YOU. NOW, WE GO DOWN TO OUR ACTION ITEM 40.02, CONSIDERATION OF TETON COUNTY PARKS AND RECS, FISCAL YEAR '24 FINAL REPORT AND FISCAL YEAR '25 APPLICATION FOR AFTER SCHOOL COMMUNITY KIDS CLUB PROGRAM. HAVE ANYBODY HERE FROM PARKS AND RECS? >> THEY ARE ONLINE [INAUDIBLE] >> [INAUDIBLE] MEMBERS, I'M WENDY MARTIN. I AM THE ASSISTANT DIRECTOR OF YOUTH PROGRAMS HERE OVER AT PARKS AND REC. >> HI, THIS IS RACHEL ZIMMERMAN. WE ACTUALLY HAD OUR YOUTH COORDINATOR FOR OUR KIDS CLUB, AND YOUTH PROGRAMS HAD TO RUN OUT ON AN EMERGENCY, SO WE'RE HERE ON HER BEHALF TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE REGARDING OUR APPLICATION. >> KIDS CLUB IS OUR AFTER SCHOOL PROGRAM THAT WE DO AT JES, MONDAY THROUGH FRIDAY, AND THAT RUNS ALL SCHOOL YEAR IN THREE SESSIONS. HERE AT PARKS AND REC, WE UNDERSTAND THAT EVERY CHILD IS DIFFERENT WITH DIFFERENT NEEDS. OUR PROGRAMMING BUDGET AND OUTREACH, THEY ALL REFLECT THIS. THIS REQUEST FOR FUNDS HELP US CONTINUE SUPPORT FOR THE K THROUGH FIVE AFTER SCHOOL PROGRAM AND TO KEEP THIS RESOURCE AFFORDABLE AND AVAILABLE. WITH THESE FUNDS FOR OUR KID CLUB PROGRAM, WE AIM TO PROVIDE QUALITY PROGRAMMING, ACCESSIBILITY THROUGH LOWER FEES, NUTRITIOUS FOOD AND SNACK OPTIONS AND OPPORTUNITIES AND AFFORDABLE CHILDCARE THAT NORMALLY THESE FAMILIES WOULD NOT HAVE EQUAL ACCESS TO. THIS YEAR, WE HAVE FORMED CONNECTIONS WITH THE FISH AND WILDLIFE SERVICE, WITH THE TETON SCIENCE SCHOOL AMERICORPS MEMBERS, [00:15:01] WITH THE PEP PARTNERS NATIONAL MUSEUM OF WILDLIFE ART, THE HOLE FOOD RESCUE, WYOMING STAR GAZING, AND A LOT MORE PARTNERS. THEY HAVE REALLY HELPED US OFFER DIVERSE PROGRAMMING FOR OUR KIDS CLUB AFTER SCHOOL TO HELP THESE KIDS HAVE A LITTLE BIT DIFFERENT DAYS EVERY DAY. CURRENTLY, WE SERVE 55 PLUS, ALMOST 60 KIDS PER DAY AND WE ALWAYS GIVE THEM A SNACK OF FRUIT AND A VEGETABLE EVERY DAY. FRIDAY IS THE DAY THAT WE GO INTO THE REC CENTER AND SWIM. THIS IS A PLACE WHERE THEY CAN FEEL REALLY SAFE AND COMFORTABLE IN A BODY OF WATER IF THEY HAVEN'T HAD A LOT OF EXPERIENCE WITH THAT. AT KIDS CLUB, WE REALLY AIM TO PROVIDE STUDENTS WITH AN OPPORTUNITY TO LEARN HOW TO SAFELY SPEND TIME IN OUR ENVIRONMENT HERE AND HAVE A SAFE SPACE AFTER SCHOOL. >> GREAT. RACHEL, I HAVE JUST ONE QUESTION FOR YOU. YOU INDICATED THAT IF YOU DIDN'T HAVE THIS PARTNERSHIP, YOU'D HAVE TO CHARGE $30 A DAY. WHAT ARE YOU CHARGING PER DAY? >> PER DAY RIGHT NOW WE CHARGE $8. AND FOR AN ENTIRE SESSION, IT'S $80. >> THANK YOU, RACHEL. >> OF COURSE. >> ANY OTHER QUESTIONS FOR RACHEL? >> MADAM CHAIR. >> YES, MR. SMITTS. >> HOW MANY SAYS A TOTAL? >> TOTAL. WE BREAK UP KIDS CLUB INTO THREE SESSIONS. EACH SESSION IS PART OF THE SCHOOL YEAR. OFF THE TOP OF MY HEAD, I WOULD SAY TOTAL, WE SERVE ABOUT CLOSE TO 200 DAYS WITH KIDS CLUB. >> OUR SUBSIDIES APPROXIMATELY $4 A DAY. I TOOK THE 40,000/55. IT WAS LIKE $800. YOU ASK THIS EVERY YEAR, KATE. >> I DO. >> MY CONCERN IS YOU GUYS DON'T REALLY EVEN ADJUST FOR INFLATION BECAUSE IT'S BEEN $8 FOR QUITE SOME TIME NOW. >> YEAH, IT HAS. WE TRY TO SUBSIDIZE IT IN DIFFERENT AREAS, WHETHER IT'S OUR NO SCHOOL DAYS, TRYING TO KEEP THOSE COSTS FOR THE SCHOOL YEAR AS LOW AS WE CAN, BUT YEAH, YOU'RE RIGHT. > DOES THE COUNTY OR THE [INAUDIBLE] ANYTHING AT ALL? DID THEY GIVE ANYTHING TOWARDS THE PROGRAM? >> THEY DO. I CAN'T GIVE YOU THE NUMBER RIGHT NOW, BUT YES, THEY DO. YES. >> I DO ASK THIS QUESTION EVERY YEAR, RACHEL, BECAUSE 20 YEARS AGO WHEN MY KIDS WERE IN THE PROGRAM IT WAS $7 A DAY. >> WENT UP A DOLLAR. >> SO HASN'T INCREASED VERY MUCH, CERTAINLY NOT WITH INFLATION. >> YES, I AGREE. WE PLAN ON TRYING TO GET UP TO $10 A DAY, BUT THEN FOUND THAT THAT WASN'T FEASIBLE FOR MANY OF THE FAMILIES THAT WE SERVE. THEREFORE, WE TRY TO FIND OTHER WAYS TO HELP FUND THIS PROGRAM, AND THIS IS ONE. >> YEAH. WE DO ALSO, LIKE RACHEL SAID, TRY AND SUBSIDIZE THROUGH OUR ON SCHOOL DAYS AND STUFF LIKE THAT SO TO BALANCE IT OUT A LITTLE BIT BETTER. >> ANY OTHER QUESTIONS OF RACHEL? SEEING NONE, PUBLIC COMMENT ON THIS APPLICATION BY THE TETON COUNTY PARKS AND RECREATION DISTRICT FOR AFTER-SCHOOL COMMUNITY KIDS PROGRAM. ANY PUBLIC COMMENT? ANY ONLINE? CLOSING PUBLIC COMMENT ON THIS ISSUE, 4.02. I WOULD ENTERTAIN A MOTION. >> MADAM CHAIR, I MOVE TO APPROVE THE TETON COUNTY PARKS AND RECREATION FY24 FINAL REPORT, AND RECOMMEND APPROVAL OF THE FY25 GRANT APPLICATION FOR AFTER-SCHOOL COMMUNITY KIDS CLUB PROGRAM NOT TO EXCEED $40,000 AS PRESENT. >> SECOND. >> MOTION HAS BEEN MADE AND SECONDED TO APPROVE THE TETON COUNTY PARKS AND [00:20:03] RECS 24 FINAL REPORT AND RECOMMEND APPROVAL OF THE 25 GRANT APPLICATION FOR AFTER-SCHOOL COMMUNITY KIDS CLUB PROGRAM, NOT TO EXCEED $40,000 AS PRESENTED. IS THERE ANY OTHER DISCUSSION AMONG THE BOARD? >> MADAM CHAIR, WHAT HAS BEEN THE HISTORICAL NUMBER? HAS IT ALWAYS BEEN 40,000? >> I BELIEVE SO. I FEEL AT ONE POINT IT WAS 60, BUT I COULD BE WRONG. IF ANYTHING, IT MAY HAVE GONE DOWN TO 20 AT ONE POINT. >> IS THERE ANY WAY WE CAN PROVIDE THAT INFORMATION? >> YES. DO YOU WANT TO REACH OUT? >> ARE YOU COMFORTABLE VOTING ON IT WITHOUT? >> YEAH, I WAS JUST CURIOUS. FOR NEXT YEAR, I THINK THEIR INCREASE, THEY CHARGE PARENTS. IT USED TO BE EQUAL TO [INAUDIBLE] DIFFERENT AMOUNT EVERY YEAR. I THINK IT'S OPEN TO AT LEAST ADJUST FOR INFLATION. TO YOUR POINT, THAT IT'S DIFFICULT FOR PARENT. IF I RECALL, YOU HAVE A WAITING LIST OF ABOUT 100. >> WE DO HAVE A LARGE WAITING LIST, BUT IN THIS LAST YEAR, WE'VE BEEN ABLE TO OPEN UP THAT WAITING LIST BY ALMOST 10, 15 KIDS IN CERTAIN DAYS, AND THAT'S BEEN INSTRUMENTAL FOR OUR COMMUNITY. >> IT'S BEEN IN THE LAST TWO YEARS [INAUDIBLE] AND FOR NEXT YEAR. THANK YOU. >> THANK YOU. >> GREAT QUESTION, MR. SMITS. >> ALL THOSE IN FAVOR OF THE MOTION, PLEASE SIGNIFY BY SAYING AYE. >> [OVERLAPPING] AYE. >> MOTION CARRIES. [OVERLAPPING] THANK YOU. >> THANK YOU VERY MUCH. >> YOU BET. NOW WE GET INTO THE TRICKY PART. [OVERLAPPING] >> WE GOT A TENNIS ONE ON HERE. >> NUMBER 3, HIGH SCHOOL TENNIS COURT RESURFACING. >> BEFORE WE GET TO FOUR. >> IS THERE ANYBODY HERE TO TALK TO US ABOUT OUR CONSIDERATION OF TETON COUNTY PARKS AND RECS, HIGH SCHOOL TENNIS COURT RESURFACING? >> WE HAVE ANDY ERSKINE ONLINE. >> HI, ANDY. CAN YOU HEAR US? >> I CAN. >> GREAT. CAN YOU TELL US WHAT YOU WANT TO DO WITH THE TENNIS COURT RESURFACING. >> SURE. THE HIGH SCHOOL TENNIS COURTS NEED TO BE RESURFACED EVERY 6-7 YEARS. WE'RE A YEAR OR TWO BEHIND ON GETTING THAT DONE, SO WE WANT TO RESURFACE THE HIGH SCHOOL TENNIS COURTS THIS YEAR. I HAVE SUBMITTED FOR HALF OF THE TOTAL COST TO DO THAT. OBVIOUSLY, THE PARKS AND RECS DEPARTMENT WILL SPLIT THAT WITH THE REC DISTRICT. IT IS SCHEDULED TO START FISCAL YEAR '25, JULY 1ST, AND WILL TAKE ABOUT 7-10 DAYS DEPENDING ON WEATHER AND WHAT [INAUDIBLE]. THIS IS SOMETHING WE'VE PARTNERED WITH IN YEARS PAST AND IT'S A LITTLE LONG TIME COMING, SO WE'RE EXCITED TO GET IT DONE. >> ANY QUESTIONS FOR MR. ERSKINE? MR. SCARLETT. >> HI, ANDY. BILL SCARLETT HERE. YOU ATTACHED A WORKSHEET THAT SAID THE TOTAL PROJECT IS 65,000, AND THEN IT SAYS PARKS AND REC WILL DO 32,500 AND THE OTHER 32,500 FROM THE REC DISTRICT, BUT YOU'RE ASKING FOR 65,000 FROM THE REC DISTRICT. >> THAT WAS PROBABLY A MISTAKE ON MY PART THEN. >> I WAS UNDER THE IMPRESSION THAT I PUT IN THE 32,500. IF THAT'S ON THERE, THEN THAT'S A MISTAKE. I'M LOOKING FOR HALF. >> YOU'RE LOOKING FOR THE 32,500? >> GOOD CATCH. >> CORRECT. YES. THANK YOU. >> EXCELLENT. THANK YOU. >> THANK YOU, MR. ERSKINE. ANY OTHER QUESTIONS FOR ANDY? SEEING NONE, OPEN IT TO PUBLIC COMMENT. ARE THERE ANY PUBLIC COMMENTS ABOUT THIS ITEM? SEEING NONE. ANDREA, DO WE HAVE ANY ONLINE? I'LL CLOSE PUBLIC COMMENT. I'LL ENTERTAIN A MOTION, AND JUST BE AWARE OF THE DIFFERENCE IN AMOUNTS FROM THE MOTION THAT APPEARS IN YOUR MATERIALS. >> MADAM CHAIR, I MOVE TO APPROVE THE RECOMMENDATION OF THE FISCAL YEAR '25 GRANT APPLICATION FROM TETON COUNTY PARKS AND RECREATION FOR THE HIGH SCHOOL TENNIS COURT RESURFACING, NOT TO EXCEED $32,500 AS PRESENTED. [00:25:02] >> IS THERE A SECOND? >> I'LL SECOND. MOTION HAS BEEN MADE AND SECONDED TO APPROVE THE RECOMMENDATION OF THE FISCAL YEAR '25 GRANT APPLICATION OF TETON COUNTY PARKS AND RECS FOR THE HIGH SCHOOL TENNIS COURT RESURFACING, NOT TO EXCEED $32,500 AS PRESENTED. ALL THOSE IN FAVOR? >> [OVERLAPPING] AYE. >> AYE. >> MOTION IS PASSED. >> MADAM CHAIR, IF I MAY HAVE JUST A MOMENT. >> YES. >> I THINK FOR EVERYBODY'S KNOWLEDGE, WE'VE CHANGED THE WAY THE REC DISTRICT WORKS. WE'RE NOT APPROVING GRANTS TODAY. THIS BOARD IS NOW AN ADVISORY BOARD, MAKING A RECOMMENDATION TO THE MAIN SCHOOL BOARD, AND THAT WILL HAPPEN ON NEXT WEDNESDAY, THE 8TH. >> CORRECT. >> THIS GROUP IS PUTTING FORWARD A MOTION TO SUGGEST TO THE WHOLE SCHOOL BOARD TO APPROVE THIS. WE HAVE COMMUNITY MEMBER THOMAS SMITS ON THE RIGHT. HE'S CONTINUING TO SERVE AS AN ADVISORY BOARD MEMBER. THEN TRUSTEE DORNAN HERE IS ACTUALLY ATTENDING WITH NOT AN ADVISORY ROLE, BUT SHE WANTED TO LEARN MORE ABOUT THIS PART OF THE SCHOOL DISTRICT. >> I'M HERE FOR THE FUN OF IT. >> SHE'S HERE FOR THE FUN. I HAD TO KEEP KATE MEAD IN MIND. [LAUGHTER] >> WE'RE REALLY GLAD WE'RE HERE. >> YES. IT'S A LITTLE BIT DIFFERENT THAN IT HAS BEEN IN THE PAST, SO THIS BOARD IS PUTTING TOGETHER THE ADVICE TO THE MAIN BOARD TO DO IT. >> MADAM CHAIR? >> YES. >> JUST SO EVERYBODY IS CLEAR TO WHAT IS THE EXPECTATION OF THE ACTUAL REC DISTRICT BOARD, WHICH IS NOW THE FULL TCSD SCHOOL BOARD, WE WILL GO INTO A REC DISTRICT SESSION WITHIN THE MEETING. BUT WHAT IS THE EXPECTATION OF OUR BOARD? DO WE KNOW OF THE ORGANIZATIONS THAT ARE GOING TO BE PUT FORWARD AFTER WE RECOMMEND THEY BE PUT FORWARD TODAY? DO THEY NEED TO ATTEND ANY PUBLIC COMMENT? I JUST WANT TO MAKE SURE EVERYBODY'S CLEAR THAT WAY. >> I'M HOPING THAT MOST OF THE RECOMMENDATIONS THIS BOARD MAKES RUN ON AN ADVISORY. I WOULD RECOMMEND IF YOU DO HAVE A GRANT. I WOULD SUGGEST THAT YOU, AT MINIMUM, ATTEND ONLINE. IF THERE IS SOME QUESTIONS THAT COME UP, WE CAN ADMIT YOU INTO THAT SESSION. >> PLUS, MEETINGS ARE JUST SO MUCH FUN. YOU ALL ARE REALLY GOING TO DO THIS. [LAUGHTER] >> [OVERLAPPING] REALLY 10,000 SHORT. >> YES. [LAUGHTER] >> NEAR SIX-AND-A-HALF HOURS. >> [INAUDIBLE]. >> PLUS, WE'RE INVISIBLE. >> I THINK THAT'S GOOD ADVICE TO JUST BE ONLINE JUST IN CASE THERE'S SOMETHING THAT COMES UP OR A QUESTION THAT COMES UP THAT NONE OF US HAD ANTICIPATED. >> FOUR OF US AND HOPEFULLY, MR. SMITS WILL BE THERE TOO TO KEEP IN MIND. [LAUGHTER] >> GREAT. IN THIS PART, WE FIND MANY OF THESE ITEMS. >> REFRESH. >> YOU HAVE REFRESHED IT? [OVERLAPPING] >> GREAT. >> I'VE REFRESHED A COUPLE OF TIMES NOW. >> I'LL REFRESH. >> THAT'S THE CONSIDERATION OF APPLICATION TO GRAND TETON MUSIC FESTIVAL. >> HI, EVERYONE. MY NAME IS JULIA CAMPBELL, AND I AM THE DEVELOPMENT OPERATIONS ASSOCIATE OF THE GRAND TETON MUSIC FESTIVAL, AND WE'RE REQUESTING FUNDS TO PURCHASE INSTRUMENTS FOR OUR COMMUNITY EDUCATION PROGRAMMING. SPECIFICALLY, WE'RE LOOKING TO PURCHASE 20 UKULELES. RIGHT NOW, WE HAVE A PARTNERSHIP WITH COOMBS OUTDOORS WHERE WE LAST YEAR HAD 15 UKULELE STUDENTS WHO REHEARSED WITH OUR EDUCATION COORDINATOR, MEAGHAN HEINRICH EVERY WEEK THROUGHOUT THE SUMMER AND THEN HAD A PERFORMANCE AT ONE OF OUR FESTIVAL ORCHESTRA CONCERTS. LAST YEAR, WE BORROWED THESE UKULELES FROM THE TETON MUSIC SCHOOL, SO WE WOULD LIKE TO HAVE OUR OWN SET TO DO THIS PROGRAM PLUS OTHER PROGRAMS SUCH AS AN OUTREACH AFTER THE BELL CONCERT WITH OUR NOW CONFIRMED GUEST ARTIST, JAKE SHIMABUKURO, FOR DECEMBER 2024. WE ALSO WOULD LIKE TO PURCHASE PERCUSSION INSTRUMENTS, SPECIFICALLY ABOUT 70 HANDHELD PERCUSSION INSTRUMENTS TO USE FOR PROGRAMS LIKE OUR MUSICAL ADVENTURES, WHICH IS A WEEKLY SESSION FOR KIDS 0-5 THROUGHOUT THE SUMMER, [00:30:02] MONDAY AND TUESDAY MORNINGS. THIS IS ALSO LED BY MISS MEAGHAN, OUR EDUCATION CURATOR, AND THIS WORKSHOP GETS LITTLE KIDS MOVING AND ENJOYING MUSIC. PERCUSSION INSTRUMENTS ARE FUNDAMENTAL IN THIS TRANSFORMATION INTO LITTLE MUSICIANS BECAUSE THEY GIVE THEM THE OPPORTUNITY TO HAVE SOMETHING TO HOLD ON THEIR HANDS AND PLAY. THESE WOULD ALSO BE USED FOR EDUCATIONAL OUTREACH CONCERTS THROUGHOUT THE YEAR, SUCH AS A CONCERT WE HAVE PLANNED WITH THE VERONA QUARTET IN FEBRUARY OF NEXT YEAR, WE DO CROSSOVER MUSIC, INCLUDING A LOT OF JAZZ ON STRING QUARTETS, AND ALSO MIKE BLOCK IN MAY, THE MIKE BLOCK TRIO, WHICH IS A LOT OF BLUEGRASS. THESE INSTRUMENTS WILL BE FUNDAMENTAL IN GETTING KIDS INVOLVED WITH THESE GENRE. WE'D ALSO LIKE TO PURCHASE A PA SYSTEM FOR OUR EDUCATION AND COMMUNITY EVENTS. RIGHT NOW, WE DON'T HAVE A GOOD WAY OF LETTING OUR GUEST ARTISTS SPEAK AND SPEAK TO THE CHILDREN, SO WE'D LIKE TO PURCHASE A PA SYSTEM. ARE THERE ANY QUESTIONS? >> WHAT IS YOUR NAME AGAIN? >> JULIA CAMPBELL. >> ANY QUESTIONS FOR JULIA? >> I HAVE ONE QUESTION. [OVERLAPPING] IS THIS OPEN TO ALL TETON COUNTY KIDS? >> YES. >> THERE WAS MENTIONED OF JUST PARTICIPANTS IN CERTAIN PROGRAMS, HERE IT IS. WORKSHOPS ON MONDAY AND TUESDAY, A SPECIFIC SUBSET FOR TETON VALLEY RANCH CAMPERS, TETON VILLAGE RESORT WORKERS. >> I CAN ELUCIDATE THAT A LITTLE BIT. MUSICAL ADVENTURES IS OPEN TO ALL KIDS IN TETON COUNTY, VISITORS, AND RESIDENTS. THE MONDAY SESSIONS ARE IN JACKSON, SO ANYONE WHO WANTS TO COME TO JACKSON AND THE TUESDAY SESSIONS ARE IN TETON VILLAGE AND SPECIFICALLY, WE HAVE THE TETON VALLEY RANCH CAMPERS CONSISTENTLY COME TO THAT SESSION. IT'S NOT EXCLUSIVELY FOR THEM, BUT THEY ALWAYS COME, WHICH IS A REALLY GREAT EXPERIENCE FOR THEM TO HAVE THAT IN THEIR CAMP DAY. >> ANY OTHER QUESTIONS, BOARD? >> I HAVE A QUESTION. THESE RESOURCES, FOR EXAMPLE, A HANDHELD PERCUSSION INSTRUMENTS, ESPECIALLY DURING THE SUMMER. I THINK WE HAVE IN THE TETON COUNTY SCHOOL DISTRICT. I JUST HATE TO HAVE PEOPLE REMAKE THE WHEEL WHEN THINGS ARE ALREADY AVAILABLE. >> THAT IS A REALLY GOOD QUESTION. THAT WOULD BE A QUESTION I WOULD HAVE TO ASK OUR COMMUNITY EDUCATION COORDINATOR, AND IT'S SOMETHING WE WOULD BE WILLING TO ASK HER. I'M NOT SURE IS THE ANSWER. >> IS THERE ANY PUBLIC COMMENT ON THIS ITEM? THE RECOMMENDATION FOR CONSIDERATION OF COMMUNITY APPLICATION FOR GRAND TETON MUSIC FESTIVAL? ANYBODY HERE WANT TO SPEAK TO THAT? DO WE HAVE ANYONE ONLINE? PUBLIC COMMENT IS CLOSED. BACK TO THE BOARD. CONSIDER A MOTION. >> I MOVED TO APPROVE RECOMMENDATION OF THE FISCAL YEAR '25 GRANT APPLICATION FOR GRAND TETON MUSIC FESTIVAL, NOT TO EXCEED $4,077 AS PRESENTED. >> IS THERE A SECOND? >> SECOND. >> MOTION HAS BEEN MADE AND SECONDED TO APPROVE THE RECOMMENDATION OF THE FISCAL YEAR '25 GRANT APPLICATION FROM GRAND TETON MUSIC FESTIVAL, NOT TO EXCEED 4,077 AS PRESENTED. ALL THOSE IN FAVOR? >> AYE. >> MOTION CARRIES. I NEED YOUR ASSISTANCE, MR. [INAUDIBLE] >> [INAUDIBLE] >> I DO HAVE THAT, BUT I DIDN'T [INAUDIBLE] >> I DO HAVE A QUICK QUESTION. >> YES. >> THE ORGANIZATION CAN BE COMBINED. I'M NOT CLEAR IF YOU WANT US TO PRESENT HERE OR [INAUDIBLE] DOES IT MAKE SENSE FOR US TO REMAIN HERE OR [INAUDIBLE] >> MY INTENT OF THE CONSENT AGENDA WAS THE ORGANIZATIONS THAT I PICKED OUT HERE. THEY'RE THE ONES THAT HAVE HISTORICALLY, TRADITIONALLY COME IN YEAR IN YEAR OUT AND PRESENTED TO US. I'VE PROVIDED ALL OF THE DOCUMENTATION TO CONTINUE ON. IF ONE OF YOUR ORGANIZATIONS FEELS THE NEED TO OR WOULD LIKE TO PRESENT, [00:35:01] WE'RE MORE THAN HAPPY TO HAVE YOU PRESENT. OTHERWISE, WE'RE JUST GOING TO MAKE A BLANKET RECOMMENDATION TO THE MAIN BOARD TO APPROVE TO THE CONSENT. IT'S UP TO YOU. I PERSONALLY DON'T HAVE ANY QUESTIONS OF THE ORGANIZATIONS THAT I PUT ON THE CONSENT LIST. YES. >> WOULD YOU JUST TO GIVE US ONE MORE TIME? >> [INAUDIBLE] . >> THE ONES THAT I RECOMMENDED FOR THE CONSENT LIST WERE THE ART ASSOCIATION OF JACKSON HOLE PARTNERS DANCERS' WORKSHOP, [INAUDIBLE] FOUNDATION, GIRLS ACTIVELY PARTICIPATING!, JACKSON HOLE ACROSS, TETON LITERACY CENTER. JACKSON HOLE PUBLIC ART, JACKSON HOLE THERAPEUTIC RIDING, JACKSON HOLE YOUTH BASKETBALL, JACKSON HOLE YOUTH SOCCER, OFF SQUARE THEATRE, SKATING CLUB OF JACKSON HOLE. I MEANT TO KEEP THAT ON THE ACTION ITEMS, SO I'M SORRY. SLOW FOOD AND TETON MUSIC FESTIVAL. WHAT DID I MISS IN THERE? >> MUSIC SCHOOL. >> CHILDREN'S MUSEUM. >> THE CHILDREN'S MUSEUM. I PUT SLOW FOOD ONTO THE CONSENT AGENDA. >> [INAUDIBLE] . >> WE'LL REFRESH AND THEN RE-READ. [LAUGHTER] >> IT'S ALL FOR ALL OF US. [LAUGHTER] >> TRUSTEE SCARLETT, IT MIGHT BE HELPFUL TO ANSWER THE QUESTION IF THEY SHOULD STAY OR NOT. I THINK THAT'S WHAT THEY ALL WANT. [OVERLAPPING]. IF YOU MOVED TO THE CONSENT AGENDA, IT LIKELY MEANS THERE AREN'T A LOT OF QUESTIONS, SO YOU DON'T HAVE TO STAY. YOU DON'T HAVE TO PRESENT. >> [INAUDIBLE]. >> OR JUST BE ONLINE. >> JUST BE ONLINE. >> JUST BE ONLINE. >> IN CASE THERE'S A QUESTION. >> QUESTION. [INAUDIBLE] >> MAY 8TH? >> YES. >> AT WHAT TIME? >> ANYWHERE BETWEEN 06:00 AND MIDNIGHT. >> YOU SHOULD BE MAKING DINNER GOING. YOU CAN HOLD YOUR FUN BEHAVIORS. >> WE ALL KNOW THIS SOUNDS FIXED, IF YOU'RE HOLDING A CUP OF COFFEE AND YOU'RE BLOWING ON IT WE KNOW WHAT'S REALLY IN THE CUP OF COFFEE. >> I WOULD SAY 07:00. >> NOT BEFORE 07:00. IT WILL NOT HAPPEN BEFORE 07:00. >> AFTER 07:00. >> THANK YOU SO MUCH. >> BOTH. |>> THANK YOU FOR COMING TODAY. WE REALLY APPRECIATE IT. I'M SORRY FOR THAT MISTAKE. >> THANK YOU FOR ALL YOU DO FOR ALL THE KIDS TOO. >> WHAT IS GOING ON? >> MR. SCARLETT, MAY I JUST CLARIFY? DID YOU LEAVE SKATING CLUB OF JACKSON'S HOLE AS AN ACTION? >> IT'S AN ACTION ITEM. I JUST HAVE ONE QUESTION THAT INVOLVES YOU AND YOU. >> WE'VE GOT TO TAKE NOTE OF YOU. >> THE ANSWER PROVIDED. >> WE'RE GOOD. >> WE JUST WANT THE LOGO. YOU MIGHT BE THINKING THIS. >> SHOULD I READ THAT FROM SANTA JOURNALIST AGAIN? >> WE'RE FIGURING THIS OUT. >> AFTER WE GO. >> WELL, RIGHT NOW, WE'RE ON GRAND TETON SKATING ASSOCIATION THAT'S HERE IMPORTANT. LOVE TO HAVE YOU. LET US KNOW WHAT YOUR PROGRAM IS THIS YEAR. >> GOOD AFTERNOON, EVERYBODY. MY NAME IS SIKA PANUK AND I'M EXECUTIVE DIRECTOR OF GRAND TETON SKATING ASSOCIATION. BESIDES RUNNING THE ICE RINK, WE HAVE SEVERAL GREAT PROGRAMS, WHICH ONE OF THEM IS FREE ALLOWED TO SKATE PROGRAM, WHICH IS EVERY SATURDAY AND SUNDAY. BASICALLY, THIS PROGRAM IS 20 MINUTES, BUT EVERYBODY CAN COME AND TRY. IT'S BASICALLY TRYING FOR THE PARENTS AND THE KIDS IF THEY LIKE IT OR NOT, AND AFTER THAT THEY CONTINUE SKATING WITH THE MOST FLAP OF JACKSON HOLE BECAUSE WE DON'T RUN THESE PROGRAMS. A SECOND ONE, WHAT DO WE DO FOUR SHOWS, COMMUNITY, IT'S FREE SHOWS AND TWO SHOWS AT TON VILLAGE, TWO TIMES AT THE SQUARE. ALSO, WE DO WORK WITH THE SCHOOL DISTRICT FOR [00:40:01] THE WINTER SPORTS PROGRAM ON THE FIGURE SKATING LEVEL, AND WHICH I JUST WANT TO SAY, THANK YOU VERY MUCH FOR YOUR SUPPORT PAST YEARS. THIS YEAR, AGAIN, WE NEED YOUR SUPPORT AND I'M HOPING WE CAN GET THAT. THIS YEAR, WE ARE LOOKING TO CHANGING TIRES ON THE FOUR WHEELERS. THEY ARE RUN OUT AND IT'S VERY HARD TO RUN ON THE ICE OR BUILDING THE ICE. SPECIFICALLY, THIS YEAR, WE HAD VERY BAD WEATHER AS EVERYBODY KNOWS. WE RENT OUT SNOW MACHINES. IN JANUARY, IF YOU BELIEVE IT OR NOT, I WAS RUNNING SNOW MAKING MACHINE IN THE MIDDLE OF THE TOWN. WE WERE SHORT AND WE UNDERSTAND THOSE MACHINES ARE WORKING AND YOU WERE VERY EXCITED AND YOU WANT TO PURSUE, GO FORWARD, AND BUY IT. IN THAT CASE, FOR NEXT SEASON, THAT SOON WE HAVE COLD WEATHER AND IF IT'S EVEN IN JULY, I'M GOING TO START MAKING THE SNOW. THAT MACHINE GOING TO BE REALLY VERY GOOD FOR OUR ORGANIZATION TO START ON THE TIME AND NOT MISSING HOLIDAY SEASON. I GUESS THAT'S IT. IF YOU HAVE ANY QUESTIONS, I'LL BE MORE THAN HAPPY TO ANSWER IT. >> ANY QUESTIONS? >> I HAVE ONE QUESTION. WHAT IS THE DIFFERENCE BETWEEN GRAND TETON SKATING ASSOCIATION AND SKATING CLUB OF JACKSON HOLE? >> DIFFERENCE IS, THEY ARE THE CLUB. THEY RUN, ORGANIZE IF I'M NOT SAYING CORRECTLY, AND THAT THEY ARE RUNNING THE PROGRAMS FULL TIME ALL THE SEASON. THAT'S THE DIFFERENT. WE RUN ICE SKATING RINK WITH FREE LEARN TO SKATE PROGRAM, EVERYBODY WHO WANTS TO COME. WITH THEM, IF YOU SIGN UP, THEN YOU HAVE TO BE OVER THERE. WITH US, NO SIGNING, NOTHING, YOU JUST COME AND TRY OUT IF YOU LIKE IT OR YOU DON'T LIKE IT. SHOWS. THEY HAVE SHOWS, WE HAVE SHOWS. IN THE SHOWS, WE PARTICIPATE MORE HIGHER LEVEL SKATERS. FOR INSTANCE, SEVERAL YEARS, WE HAD JUNIOR WORLD CHAMPION WORLD COMPETITOR OLYMPIC COMPETITOR SKATERS. THEY BRING AS WELL. WE USE LOCAL SINGERS. COMBINING THE SKATING AND THE DIFFERENCES IS INDOOR OR OUTDOOR. OUR IS FREE. EVERYBODY CAN COME AND WATCH. OVER THERE, I BELIEVE YOU CHARGE FOR THE TICKETS. >> YOU'RE THE OUTDOOR. BASICALLY OUTDOOR UP AT THE SNOWING CENTER. >> CORRECT. >> IT'S A LITTLE CONFUSING. WE HAVE COMMUNITY WITH THESE TWO ORGANIZATIONS DOING A LOT OF THE SAME THINGS. >> ACTUALLY, IT'S YES ENOUGH. BECAUSE SNOCKING DOES THE OPERATION OF THE RIDE. WE DO THAT. OVER THERE. >> DO YOU DO THE VILLAGE TOO. >> YEAH THE VILLAGE AS WELL. BUT MOSTLY ALL THESE FUNDS GO TO THE SQUARE. I APOLOGIZE IF MY INTERNET IS SPOTTY. I THINK I'VE WORKED OUT THE KINKS, BUT I WAS HAVING A BIT OF A HARD TIME AT FIRST WITH MY INTERNET. BUT THANKS FOR CONSIDERING THE JACKSON HOLE HISTORICAL SITE MUSEUMS, OUR GRANT APPLICATION. THANK YOU FOR YOUR SUPPORT LAST YEAR. THIS YEAR WE WILL BE MOVING INTO OUR NEW HISTORY MUSEUM, WHICH WE'RE SO EXCITED TO SHARE WITH THE COMMUNITY. WE HAVE A REALLY EXCITING SPACE WITHIN THE MUSEUM THAT WILL BE A DEDICATED CLASSROOM. IT'S DESIGNED TO ACCOMMODATE OUR PROGRAMS AND ALSO INCREASE THE PROGRAMMING WITHIN OUR CLASSROOM. WE'LL USE OUR NEW EXHIBITS IN OUR OUTDOOR SPACE FOR STUDENT PROGRAMMING. THIS YEAR, WE ARE GOING TO EXPAND THE MUSEUM SUMMER CAMP INTO FIVE WEEKS. LAST YEAR, WE HAD FOUR WEEKS AND THEY WERE ALL INCREDIBLY SUCCESSFUL. OUR PROGRAMMING IS FOCUSED ON ELEMENTARY AGE STUDENTS WITH EDUCATIONAL AND FUN TOPICS THIS YEAR WORTH DOING THINGS LIKE OUR JUNIOR CURATOR CAMP WHERE STUDENTS WILL LEARN WHAT IT TAKES TO CURATE MUSEUM EXHIBITS, AND THEY'LL HAVE THE OPPORTUNITY TO MAKE THEIR OWN EXHIBIT AS WELL. WE'RE DOING A HISTORICAL NONFICTION WRITING CAMP. SO THAT WILL BE ALL ABOUT HISTORICAL NONFICTION, [00:50:03] AND THE STUDENTS WILL GET A CHANCE TO WRITE THEIR OWN BOOK. WE'RE ALSO DOING A HISTORIC CRAFTY CAMP WHERE STUDENTS WILL LEARN TRADITIONAL CANDLE MAKING AND OTHER THINGS THAT WERE HISTORICALLY RELEVANT TO OUR AREA. THIS YEAR WE'RE SEEKING RECREATION DISTRICT FUNDING TO HELP SUPPORT SOME OF THE KEY INFRASTRUCTURE ELEMENTS OF OUR CAMPS LIKE TRANSPORTATION FOR FIELD TRIPS AND TO PARTNER SITES, AS WELL AS TO HELP US FUND OUR RISING EDUCATOR IN TURN. LAST YEAR WE HAD AN INTERN AND IT WAS INCREDIBLY REWARDING TO HAVE THAT STUDENT HELP US WITH OUR SUMMER CAMP, AND WE HAVE A LOT OF REALLY POSITIVE FEEDBACK FROM OUR RISING EDUCATOR. WE WANT TO PRIORITIZE THESE PROGRAMMING AND INVEST THAT INTO OUR NEW FACILITY. WE'VE HIRED A FULL TIME EDUCATION DIRECTOR, AND THIS FUNDING IS A CRITICAL PART TO HELPING US SHAPE AND GROW OUR PROGRAM TO SERVE OUR COMMUNITY. THIS FUNDING ALSO HELPS US KEEP OUR PRICING MORE AFFORDABLE FOR ALL FAMILIES, AND WE DO OFFER SCHOLARSHIP SPOTS USING THE 122 SCHOLARSHIP PROGRAM AS WELL. >> ANY QUESTIONS? I HAVE A QUESTION FOR YOU. WHAT IS THE COST OF YOUR PROGRAMMING FOR A FAMILY? >> YES, SO IT'S 330 A WEEK. >> I THINK YOU JUST SAID WHETHER IT WAS FIVE DAYS OR FOUR DAYS, BUT I FORGOT. >> IT IS FIVE DAYS A WEEK. >> FIVE. >> IT'S 8:00 TO 4:00. ANY OTHER QUESTIONS? ANY PUBLIC COMMENT ON THIS ITEM? NONE? SEEING NONE, WE'LL CLOSE WITH PUBLIC COMMENT. LET'S ENTERTAIN A MOTION. >> MADAM CHAIR, I MOVED TO APPROVE THE COMMUNITY FISCAL YEAR '24 FINAL REPORT AND RECOMMEND APPROVAL OF THE FISCAL YEAR '25 GRANT APPLICATION FOR THE JACKSON HOLE HISTORICAL SOCIETY AND MUSEUM NOT TO EXCEED $5,000 AS PRESENTED. >> IS THERE A SECOND. >> SECOND. >> MOTION HAS BEEN MADE AND SECONDED TO MOVE TO APPROVE THE COMMUNITY FISCAL YEAR '24 FINAL REPORT AND RECOMMEND APPROVAL OF THE FISCAL YEAR '25 GRANT APPLICATION FOR JACKSON HOLE HISTORICAL SOCIETY AND MUSEUM NOT TO EXCEED $5,000 AS PRESENTED. ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE. >> AYE. >> MOTION CARRIES. THANK YOU VERY MUCH. >> THANK YOU SO MUCH. >> THEN WE'RE DOWN TO CONSIDERATION OF THE COMMUNITY APPLICATION OF JACKSON HOLE WRITERS. >> HI. >> MR. DALY. >> NICE TO SEE YOU ALL. THANKS FOR LETTING ME BE HERE, AND SINCE I'M NEW TO THE SCENE TO INTRODUCE MYSELF AS MATT DALY, I'M THE EXECUTIVE DIRECTOR NOW OF JACKSON WRITERS AND REALLY EXCITED TO TAKE OVER THE COORDINATION OF THE YOUNG AUTHORS CONTEST IN THE DISTRICT. THERE'S A LONG HISTORY, OF COURSE, WITH THIS PROGRAM I'VE BEEN SHADOWING THE DISTRICT COORDINATORS THIS YEAR, AS WELL AS FOLLOWING ALONG AT THE STATE LEVEL TO SEE HOW THINGS ARE WORKING. I ALSO HAVE ALL THE RESOURCES THAT THE DISTRICT COORDINATORS HAVE BEEN PUTTING TOGETHER OVER THE YEARS. IT'S QUITE A SHARED FOLDER. WE'RE REALLY EXCITED ALSO IN THAT PROCESS TO ENGAGE. I THINK THE TWO PIECES OF YOUNG AUTHORS THAT WE'RE REALLY EXCITED ABOUT ARE TO ENGAGE WITH MORE STUDENTS SPECIFICALLY THROUGH SOME AFTER SCHOOL PROGRAMS WHERE WE'RE WORKING WITH LOCAL WRITERS WHO ARE PART OF OUR COMMUNITY OF WRITERS TO DO SOME PROGRAMS TO HELP THOSE STUDENTS PREPARE THEIR SUBMISSIONS FOR THE CONTEST. THEN ALSO TO REALLY CELEBRATE THE WORK OF STUDENTS AT THE OTHER END OF THE CONTEST AND PUBLISH THE WORK OF THOSE STUDENTS WHO WIN AT THE LOCAL LEVEL AND THEN MOVE ON TO THE NATIONAL OR THE, EXCUSE ME, THE STATE LEVEL. I'M REALLY EXCITED. SINCE I APPLIED I HAVE TALKED TO MARY HELPER AT THE HIGH SCHOOL. I LOVE THAT THE LITERARY MAGAZINE AT THE HIGH SCHOOL IS REALLY RESURGENT. SO WE DO HAVE PLANS TO WORK WITH THE STUDENT EDITORIAL BOARD OF THE HIGH SCHOOL LITERARY MAGAZINE TO DO THE DESIGN AND WORK ON THAT YOUNG AUTHOR'S PUBLICATION. IT SEEMS LIKE A GREAT LAYER FOR STUDENTS INTERESTED IN WRITING TO HAVE ALSO THEIR WORK PUBLISHED BY A STUDENT EDITORIAL BOARD. THE JACKSON WRITERS WILL SUPERVISE THAT. THEN IRONICALLY AFTER THIS MEETING, LIBBY CRUZ WOOD AND I HAVE THE MEETING THAT'S MENTIONED IN THERE TO SCHEDULE THE AFTER SCHOOL PROGRAMS WHERE WE'LL BRING LOCAL WRITERS AND WHAT THEIR NEEDS ARE FOR BRINGING WRITERS DIRECTLY IN CONTACT, TEACHING STUDENTS HOW TO IMPROVE THEIR WORK FOR PUBLICATION. I'M HAPPY TO ANSWER ANY QUESTIONS. [00:55:01] >>GREAT. ANY QUESTIONS FOR MR. DALY? >> YES. >> MR. SCOTT? >> I'M TRYING TO FIGURE OUT. WHO ARE WE REACHING? HIGH SCHOOL STUDENTS, ELEMENTARY OR SUMMER CAMPS? >> DURING THE SCHOOL YEAR, THE CONTEST TAKES PLACE LOCALLY AFTER THE FIRST OF THE YEAR THROUGH FEBRUARY AND THEN MOVES ON TO THE STATE LEVEL, WHICH IS A SEPARATE SET OF JUDGING THAT THE WYOMING LIBRARY ASSOCIATION COORDINATES. STUDENTS FROM ALL GRADE LEVELS CAN ENTER INTO THE CONTEST. FOR THE LOCAL LEVEL CONTEST, EACH SCHOOL CAN ENTER ONE STUDENT PER CLASSROOM OF THAT GRADE LEVEL. [INAUDIBLE] BE ONE STUDENT AND THEN AT COLTER, THERE WOULD BE SAY THREE SECOND GRADE ENTRIES PER GENRE, POETRY, NONFICTION AND FICTION. I WORK WITH THE DISTRICT COORDINATORS. LAST YEAR I STARTED WORKING WITH BUILDING COORDINATORS, CLASSROOM TEACHER IN EACH SCHOOL. WE CAN REALLY REACH STUDENTS EIGHT THROUGH 12 IN AS MANY CLASSROOMS AS WANT TO PARTICIPATE, AND THEN INDIVIDUAL STUDENTS CAN ALSO SUBMIT ON THEIR OWN AS WELL. IS THAT HELPFUL? >> SURE. >> JUST FOR MORE CLARIFICATION. THIS IS SOMETHING THAT THE DISTRICT'S BEEN COORDINATING? >> YES. >> BUT FOR WHATEVER REASON, IT NEEDS TO BE COORDINATED BY AN OUTSIDE SOURCE. WILL YOU BE DOING THIS AFTER? FOR THE CONTEST, IS THAT GOING TO BE AFTER SCHOOL OPPORTUNITIES OR WILL YOU ALSO BE WORKING WITHIN THE SCHOOLS DURING THE SCHOOL DAY? >> RIGHT. I'LL BE COORDINATING WITH THE BUILDING COORDINATORS AND IN INDIVIDUAL CLASSROOMS TO GET STUDENT SUBMISSIONS. IF STUDENTS ARE INTERESTED IN WORKING WITH LOCAL WRITERS WHO PUBLISH ABOUT GETTING WORK READY FOR PUBLICATION, THEN WE'LL HAVE AFTER SCHOOL PROGRAMS FOR THOSE STUDENTS. IT'S LAYERS OF [INAUDIBLE]. >> YES. IT'S MULTIDIMENSIONAL. >> YEAH. THEN IT GETS TO THE STATE LEVEL, SO THERE ARE MANY DIMENSIONS. >> IT SOUNDS LIKE A PRACTICE DISTRICT BOARD. >> BUT I'M REALLY EXCITED JUST TO CLARIFY THAT WHAT I'M REALLY EXCITED ABOUT IS THAT OUR CAPACITY TO REALLY DEDICATE STAFF TIME BECAUSE THERE'S WORK TO DO THROUGHOUT THE SCHOOL YEAR, BUT JANUARY, FEBRUARY IS A REAL CRUNCH TIME. JACKSON HOLE WRITERS CAN DEVOTE STAFF TIME, MY TIME, TO THIS PROJECT AT THAT TIME. IT'S CALENDARED OUT AS OPPOSED TO A SUDDEN ADDITION TO AN OTHERWISE REALLY FULL PLATE. IT'S ALREADY SCHEDULED AS A FULLNESS ON MY PLATE. IF THAT MAKES SENSE. >> YES. >> MADAM CHAIRMAN. >> YES. [INAUDIBLE] >> YOUR ORGANIZATION. I'M SORRY, I'M NOT OVERLY AWARE. I'M NOT. I GUESS THAT'S KIND OF LONG WAY, I GUESS. ISN'T THAT WHAT THE PAPER DESCRIBED WRITERS ARE? [LAUGHTER] YOUR PICTURE. >> [LAUGHTER] RIGHT. >> BUT ANYWAYS, HOW MANY STAFF MEMBERS? IS IT JUST YOU? WHAT'S THE FUNDING FOR THE WHOLE THING? HOW DOES THIS FIT INTO YOUR NUMBER? >> SURE. THANKS FOR THE QUESTION. YEAH. JACKSON HOLE WRITERS HAS A LONG HISTORY. IT STARTED AS THE JACKSON HOLE WRITERS CONFERENCE SO LONG AGO, NO ONE'S EXACTLY SURE HOW LONG AGO. I THINK THIS IS THE 34TH YEAR, BUT IT COULD BE THE 35TH. THEN I'M TRYING TO REMEMBER, I THINK IT WAS IN 2006 THAT JACKSON WRITERS BECAME A FORMAL 501(C)(3). UP UNTIL NOVEMBER, I STARTED IN NOVEMBER AS THE EXECUTIVE DIRECTOR. THERE WAS A MIX OF PROGRAMS FOR WRITERS OF ALL LEVELS AND ALL AGES. I'M REALLY TRYING TO BUILD OUT CLEAR PROGRAM AREAS, CELEBRATORY PROGRAMS THAT ARE JUST ABOUT THE JOY OF WRITING, CRAFT CLASSES THAT HELP IMPROVE SKILL. WE HAVE CRITIQUE GROUPS LOCALLY, SO WRITERS WHO ARE WANTING TO GIVE AND RECEIVE CRITIQUE OR ARE LOOKING TO PUBLISH, AND THEN WE HAVE A FLAGSHIP CONFERENCE, WHICH IS NOW IN THE FALL. IT'S ABOUT 120 WRITERS FROM ALL OVER THE COUNTRY WHO ARE REALLY WORKING ON PUBLISHING WRITING. I THINK HOW YOUNG AUTHORS FITS IN, WE HAVE AS PART OF OUR CRAFT CLASSES, WE HAVE A SET OF SUMMER PROGRAMS FOR YOUNG WRITERS OR ALMOST AUTHORS. I'M WORKING ON THAT. ALMOST AUTHORS AND YOUNG AUTHORS, WHERE WE HAVE SMALL GROUPS WHO WORK WITH WRITERS THAT THEY READ NATIONALLY. I THINK THAT YOUNG AUTHORS IS BEAUTIFUL PLACE THAT'S IN BETWEEN OUR CELEBRATION PROGRAMMING AND OUR CRAFT PROGRAMS TO GET STUDENTS EXCITED ABOUT WRITING, CREATIVE WRITING, AND THEN TO GIVE THEM SOME MORE SKILL AS THEY PURSUE [01:00:01] THAT INTEREST. IS THAT CLEAR ENOUGH? >> YEAH. [INAUDIBLE]. >> ANY OTHER QUESTIONS? [INAUDIBLE] >> NO. BUT I THINK IT'S REALLY INTERESTING. >> THANKS. DO YOU WORK WITH THEM AT ALL? >> NO, I DON'T. EXCEPT I HOUSE WRITERS FOR THE CONFERENCE NOW AND AGAIN. >> THERE WE GO. >> THANK YOU. >> ANY OTHER QUESTIONS? >> MADAM CHAIR, I CAN SAY THAT MR. DALY AND I BOTH TEACH AT CWC AND ANYONE CAN TEACH OUR STUDENTS HOW TO WRITE IN THESE PROGRAMS BECAUSE OUR STUDENTS GRADUATING FROM JACKSON HOLE HIGH SCHOOL, NOT ALL OF THEM CAN READ AND WRITE AND I SEE IT AT THE COLLEGE LEVEL. SO ANYTHING THAT WE CAN DO AFTER SCHOOL PROGRAMMING TO HELP THESE STUDENTS GET ADVANCED IN WRITING, EVEN JUST LEARNING HOW TO WRITE WITHOUT THEIR PHONE, LETTERS [LAUGHTER] IS A PLUS. YOU PROBABLY SEE [INAUDIBLE] SO I APPLAUD YOUR EFFORTS. >> THANKS VERY MUCH. >> ANY OTHER QUESTIONS? ANY PUBLIC COMMENT ON THIS MATTER? ANDREA, NONE THERE? >> NO. >> SEEING NONE, I'LL ENTERTAIN A MOTION. >> MADAM CHAIRMAN, I MOVE TO APPROVE THE RECOMMENDATION OF FISCAL YEAR '25 WHEREIN APPLICATION FROM JACKSON HOLE WRITERS, NOT TO EXCEED $3,000 AS PRESENTED. >> IS THERE A SECOND? >> SECOND. >> MOTION HAS BEEN MADE AND SECONDED TO APPROVE THE RECOMMENDATION OF FISCAL YEAR '25 GRANT APPLICATION FROM JACKSON HOLE WRITERS, NOT TO EXCEED 3,000 AS PRESENTED. ALL THOSE IN FAVOR, PLEASE SIGNIFY BY SAYING AYE. >> [OVERLAPPING] AYE. >> MOTION CARRIES. THANK YOU VERY MUCH, MR. DALY. >> THANKS FOR YOUR TIME. >> THANKS. >> I WOULD POINT OUT THAT MR. DALY DID GRADUATE FROM JACKSON HOLE HIGH SCHOOL. WHAT 1989? >> 1989. >> YES, AND HE CAN WRITE. >> HE CAN WRITE [LAUGHTER]. >> SOME OF OUR STUDENTS STRUGGLE. >> THE NEXT ONE IS THE CONSIDERATION OF THE COMMUNITY APPLICATION OF TETON AVALANCHE INC. >> [INAUDIBLE] >> MADAM CHAIR, MEMBERS OF THE BOARD, MY NAME IS JOEL REVELL, AND I'M HERE REPRESENTING TETON AVALANCHE. THANKS TO THE GOOD SUPPORT OF THIS BOARD AS WELL AS OUR DONORS OVER THE YEARS AT JACKSON HOLE YOUTH BASKETBALL, I'M EXCITED TO TALK ABOUT TETON AVALANCHE, WHICH IS AN EVOLUTION FROM JACKSON HOLE YOUTH BASKETBALL. PREVIOUSLY, JACKSON HOLE YOUTH BASKETBALL HAD BEEN SUPPORTING BASKETBALL FOR THE NUMBER OF CHILDREN IN THE COMMUNITY, AND WE HAVE BEEN PROVIDING SOME SUPPORT FOR THE HIGH SCHOOL ATHLETES PRIMARILY THROUGH SUPPORT OF THE PROGRAMS THAT WERE BEING RUN THROUGH THE HIGH SCHOOL OR IN SUPPORT OF OUR HIGH SCHOOL COACHES DOING PROGRAMS IN THE OFF SEASON. WE'VE COME TO A POINT NOW WHERE WE WANTED TO FORMALIZE A CLUB THAT IS PART OF THE AAU AND PROVIDES HIGH SCHOOL LEVEL BASKETBALL FOR OUR BOYS AND GIRLS ATHLETES THAT IS SEPARATE FROM THE SCHOOL DISTRICT AND RUN IN THE OFF SEASON AS A CLUB. WE ORGANIZED AS A 501C3 IN FEBRUARY OF THIS YEAR, WE ARE SEPARATE AND DISTINCT FROM JACKSON HOLE YOUTH BASKETBALL, WHICH RUNS THROUGH EIGHTH GRADE, AND NOW WE'RE WITH HIGH SCHOOL ATHLETES AND HAVE STARTED THIS SPRING WITH WHAT WE CALLED OUR SPRING TRAINING. WE HAVE 17 BOYS AND 14 GIRLS IN THE PROGRAM, THAT IS, FRESHMAN, SOPHOMORE, AND JUNIORS WHO WILL BE OUR RISING ATHLETES INTO THE NEXT YEAR, AND THEN THE EIGHTH GRADE, WILL BE RISING NINTH GRADERS, WILL JOIN IN THE SUMMER AS WE GO TO OUR SUMMER AAU SEASON. THIS FUNDING IS REQUESTING BASKETBALLS AND JERSEYS AND LOCKERS FOR THE BASKETBALLS. >> MADAM CHAIRMAN. >> MR. SCARLETT. >> FRIENDS, IS THIS A CUT-FREE ORGANIZATION? >> A MIX OF BOTH, MADAM CHAIR, IF I MAY. >> YES. >> SCARLETT, THANK YOU FOR THE QUESTION. IT'S A MIX OF BOTH. THERE ARE SELECT TEAMS THAT WILL TRAVEL TO CERTAIN TOURNAMENTS, AND THEN THERE ARE PRACTICE TEAMS. THEN, FOR EXAMPLE, THE SEASON WE'RE RUNNING RIGHT NOW, WHICH IS SPRING TRAINING IS OPEN TO ALL ATHLETES. >> I HAVE A QUESTION FOR MR. HANSON. IS THERE A LIMITATION ON HOW MUCH KIDS CAN TRAIN FOR BASKETBALL BEFORE THE BASKETBALL SEASON STARTS? >> THERE'S A TWO WEEK DEAD PERIOD BEFORE THE SEASON BEGINS. [01:05:04] OUR COACHES ARE GOING TO BE ABLE TO TEACH TEAM CONCEPTS TO ALL OF THESE STUDENTS. >> THAT'S THE SAME FOR EVERY SPORT? >> CORRECT. >> JUST SO YOU KNOW. >> BUT THERE'S NOTHING STOPPING UNAFFILIATED COACHES FROM WORKING WITH THESE KIDS, I'M TOLD? >> THAT'S CORRECT. THE [INAUDIBLE] START THE DATE THE BASKETBALL SEASON ENDED UNTIL THE DAY BASKET BALL SEASON STARTED [INAUDIBLE]. >> MADAM CHAIR. I'M JUST CURIOUS. WITH THE SPRING TRAINING, IF SOME OF THE STUDENT ATHLETES ARE ALSO PARTICIPATING IN OTHER SPORTS, HOW DOES THE SCHEDULE WORK? ARE THEY ABLE TO DO YOUR SPRING TRAINING PLUS PARTICIPATE IN ANOTHER VARSITY SPORT. I JUST THINK ABOUT THAT BECAUSE SOMETIMES I WORRY ABOUT PIGEONHOLING. I ACTUALLY WORRY ABOUT THAT MORE AT A YOUNGER LEVEL, AND THERE'S SO MANY REASONS FOR IT, BUT I'M JUST CURIOUS HOW THAT WORKS. >> MADAM CHAIR. THANK YOU, MRS. CARLIN, FOR THE QUESTION. IT'S A QUESTION THAT'S ON THE FRONT OF ALL OF OUR MINDS AND MINE AS WELL AS A PARENT ALSO. WITH THE SPRING TRAINING, WE EMPHASIZE TO ATHLETES THAT WE WANT THEM TO BE MULTI SPORT ATHLETES, THAT WE WANT THEM TO PARTICIPATE IN PARTICULAR IN THE SCHOOL DISTRICT PROGRAMS OR SPORTS PROGRAMS THAT ARE IN SEASON. WE ENCOURAGE THEM TO UTILIZE OUR ACTIVITIES WHEN THEY'RE ABLE TO AND TO NOT FEEL COMPELLED THAT THEY HAVE TO OR TO MISS, FOR EXAMPLE, RIGHT NOW IN TRACK IN THE HIGH SCHOOL PROGRAM. WE HAVE MOST ALL OF OUR ATHLETES ARE MULTI-SPORT ATHLETES AND ARE PARTICIPATING IN DIFFERENT PROGRAMS, AND WE DO OUR BEST TO TRY TO FIT IN BETWEEN THOSE OTHER ACTIVITIES. WE'RE NOT PERMITTED INTO THE GYM UNTIL AFTER THE HIGH SCHOOL ACTIVITIES ANYWAY, SO WE'RE TYPICALLY RUNNING IN THE EVENINGS. >> THANK YOU. >> YES, MA'AM. >> MR. REVELL, WHEN YOU SAY THAT, IT MAKES ME CONCERNED ABOUT KIDS HAVING ENOUGH TIME FOR SCHOOL WORK. >> YES. MRS. REVELL WOULD AGREE WITH YOU, MADAM CHAIRMAN. >> I'VE HEARD A COMPLAINT MANY TIMES FROM PEOPLE DURING THE BASKETBALL SEASON THAT OUR BASKETBALL TEAMS ARE UP TO SNUFF. OF COURSE, THIS YEAR, MAYBE BEING AN EXCEPTION OR OUR FOOTBALL TEAMS OR OUR OTHER TEAMS. IF WE WERE JUST GOING TO FOCUS ON ONE SPORT OR IF WE WERE LIKE SOME OF THE OTHER SCHOOLS IN WYOMING THAT DON'T HAVE MANY OPTIONS FOR CHILDREN, MAYBE OUR PROGRAMS WOULD MORE EMPHASIZE THINGS LIKE BASKETBALL AND FOOTBALL, BUT EVER SINCE I'VE BEEN ON THE BOARD, WE HAVE EMPHASIZED KIDS BEING ABLE TO DO LOTS OF DIFFERENT THINGS, NOT JUST ONE SPORT. WHAT DO YOU SAY TO THAT? >> ANOTHER GREAT QUESTION, MADAM CHAIRMAN. I GREW UP IN A SMALL TOWN IN WYOMING, AND I WAS VERY GRATEFUL FOR THE OPPORTUNITY TO PLAY LOTS OF SPORTS, THREE SPORTS IN SCHOOL, AND THEN A DIFFERENT ONE IN THE SUMMER, AND I WOULD THINK THAT WOULD BE IDEAL FOR OUR KIDS STILL TODAY. THE REALITY IS THAT IT'S ALMOST IMPOSSIBLE TO BE COMPETITIVE FOR SCHOOL PROGRAMS OR FOR KIDS WHO MAYBE WANT TO GO ON TO THE NEXT LEVEL IF THEY AREN'T CONTINUING TO PLAY THAT SPORT SOME IN THE OFF-SEASON. THAT'S JUST THE REALITY OF THE WAY IT IS. THERE ARE ATHLETES IN OUR COMMUNITY WHO DO WANT TO PLAY BEYOND THE LIMITED SCHOOL DISTRICT SEASON, WHO MAYBE DO WANT TO GO ON AND PLAY AT THE NEXT LEVEL, AND THIS IS AN OPPORTUNITY FOR THEM TO HAVE, WITH THE FIRST PRIORITY BEING SCHOOL, SECOND PRIORITY BEING OTHER SPORTS THAT THEY MAY BE IN THAT SEASON, BUT A THIRD PRIORITY THAT BALANCING THAT STILL HAVING AN OPPORTUNITY TO PARTICIPATE IN THE SPORT IN AN OFF-SEASON. >> I'M JUST NOT CONVINCED THAT OUR GOALS AS A SCHOOL DISTRICT, AND THIS IS, OF COURSE, A REC DISTRICT, ARE TO SEND KIDS TO PLAY WITH COLLEGE BASKETBALL, BUT I'M WITH YOU ON THIS. >> THANK YOU. >> MADAM CHAIR. I JUST HAVE ONE OTHER QUESTION. >> MR. SCARLETT. >> WILL THE AAU SEASON SUSPEND DURING THE TRADITIONAL HIGH SCHOOL SEASON? >> MADAM CHAIR, MR. SCARLETT. YES, MOST DEFINITELY. IN FACT, BEYOND THAT, THERE IS A PERIOD OF TIME, [01:10:03] FOR EXAMPLE, IN JUNE, RIGHT AFTER SCHOOL WHERE THE HIGH SCHOOL COACHES WANT TO TAKE THE TEAMS AS A HIGH SCHOOL TEAM TO TEAM CAMPS, AND SO WE'LL SUSPEND THE AAU FOR THOSE PERIODS OF TIME AS WELL. WHILE WE ARE SEPARATE AND DISTINCT FROM THE HIGH SCHOOL PROGRAMS, WE ARE IN COORDINATION WITH THEM SO THAT WE'RE NOT COMPETING. YES. >> ANY PUBLIC COMMENTS ON THIS ITEM? SEEING NONE, ANDREA NONE, CLOSING PUBLIC COMMENT, I'LL ENTERTAIN A MOTION. >> MADAM CHAIR, I MOVE TO APPROVE THE RECOMMENDATION OF THE FISCAL YEAR '25 GRANT APPLICATION FROM TETON AVALANCHE, INC NOT TO EXCEED 4,680 AS PRESENTED. >> I'LL SECOND. >> MOTION HAS BEEN MADE AND SECONDED TO MOVE TO APPROVE THE RECOMMENDATION OF THE FISCAL YEAR '25 GRANT APPLICATION FROM TETON AVALANCHE INC NOT TO EXCEED $4,680 AS PRESENTED. ALL THOSE IN FAVOR, PLEASE SIGNIFY BY SAYING AYE. >> AYE. >> MOTION CARRIES. THANK YOU, MR. REVELL. >> THANK YOU. >> APPRECIATE IT. >> MADAM CHAIR, WE JUMPED YOUTH FOOTBALL. >> I HAVE A QUESTION. DO YOU HAVE ANYBODY ON YOUR TEAM BY THE NAME OF CAITLIN? >> CAITLIN [INAUDIBLE] >> I'M JUST KIDDING. >> YES. >> I WISH WE DID. SOMEDAY, HOPEFULLY WE WILL HAVE SOME. >> THANK YOU. >> WE SKIP TO JACKSON HOLE YOUTH FOOTBALL. IS THERE ANYBODY HERE TO TALK TO US ABOUT THAT? >> MADAM CHAIR, TRUSTEES. MY NAME IS MIKE HANSON, I'M HERE AS AN INDEPENDENT CITIZEN, HELPING WITH YOUTH FOOTBALL. I'M AWARE THAT WE DO NOT HAVE THE REQUIRED PAPERWORK ON FILE. I HAD A LITTLE HISTORY FOR JACKSON FOOTBALL FOR THE PAST FEW YEARS. THERE WERE A NUMBER OF PEOPLE THAT HAD LED THE ORGANIZATION, DONE A TREMENDOUS JOB, AND IT WAS A TACKLE FOOTBALL ORGANIZATION FOR GRADES 3 THROUGH 6, AND THE NUMBERS WERE DWINDLING. THOSE GENTLEMEN, THEIR CHILDREN HAD ALREADY GRADUATED HIGH SCHOOL. THEY WERE OPEN FOR NEW LEADERSHIP. AT THAT POINT IN TIME, DAVID JOYCE AND MYSELF HELPED LEAD JACKSON YOUTH FOOTBALL AND CHANGE IT TO A FLAG FOOTBALL ORGANIZATION TO GET MORE STUDENTS INVOLVED AND BE SAFER FOR THOSE YOUNGER GRADE LEVELS. THEN DAVID JOYCE MOVED OVER TO TETON, AND THEN DAVID WHITE WAS THE PERSON HELPING LEAD THIS ORGANIZATION. SO I DO NOT HAVE ACCESS TO ALL OF THESE THINGS AT THIS POINT IN TIME. I'M GOING TO FIND ACCESS TO GET THEM, TO BE ABLE TO TURN IN THE FORMS, BUT WE DO NOT HAVE THEM AT THIS POINT IN TIME. WHAT WE'D BE LOOKING FOR IS THE COSTS FOR THE UNIFORMS, FLAGS, FOOTBALLS, AND ASSOCIATED EQUIPMENT. I GUESS I'M ASKING FOR EXTENSION. IF IT'S NOT ACCEPTABLE, WE UNDERSTAND BECAUSE WE DO NOT HAVE A COMPLETE APPLICATION. >> ANY QUESTIONS FOR MR. HANSON? SO JUST TO BE CLEAR, MIKE, NO HELMETS, NO PADS, JUST FLAG FOOTBALL? >> THAT'S CORRECT. WE WERE I THINK EIGHT WEEKS, TWO DAYS A WEEK AT THE MIDDLE SCHOOL, GRADES 2 THROUGH 5. >> IS THERE ANY COST TO FAMILIES FOR THIS PROGRAM? >> IT HAS VARIED OVER THE YEARS. THREE YEARS AGO WAS FREE. TWO YEARS AGO IT WAS $50. LAST YEAR WAS $60 IF I'M CORRECTLY. >> WOULD YOU ALSO ADD THAT INFORMATION TO YOUR APPLICATION? >> WILL DO. >> HOW MUCH IS GOING TO BE? PUBLIC COMMENT. ANY PUBLIC COMMENT ON THIS MATTER? SEE NONE, PUBLIC COMMENT IS CLOSED AND ENTERTAIN A MOTION. >> I WANT TO MAKE THIS MOTION. [LAUGHTER] >> NO, LET SOMEBODY ELSE DO THAT. >> I MEAN THAT WE CONDITIONALLY RECOMMEND THE FISCAL YEAR '25 GRANT APPLICATION. FROM JACKSON HOLE YOUTH TO FLAG FOOTBALL NOT TO EXCEED $5,000, AS LONG AS ALL MISSING DOCUMENTATION IS ATTACHED PRIOR TO PRESENTING TO THE TETON COUNTY SCHOOL DISTRICT NUMBER 1 RECREATION DISTRICT BOARD MEETING. >> YOU'RE JUST MAKING IT A BAR. >> YES. [LAUGHTER] >> YES, AND I WILL SEE IF YOU COULD MOVE THE MOTION. >> I'LL SECOND THAT. >> MOTION HAS BEEN MADE AND SECONDED. [01:15:01] ALL THOSE IN FAVOR, PLEASE SIGNIFY BY SAYING AYE? >> AYE [OVERLAPPING] >> MOTION CARRIES. THANK YOU, MIKE. I WOULD JUST COMMENT THAT, WHAT A GOOD IDEA BECAUSE I THINK NUMBERS ARE DWINDLING BECAUSE PEOPLE DON'T WANT THEIR KIDS TO HAVE HEAD INJURIES. >> SURE. I WOULD ALSO POINT OUT THAT FLAG FOOTBALL, NOT THIS OLYMPICS, BUT IN FOUR YEARS, WILL BE AN OLYMPIC SPORT. >> REALLY? >> NO KIDDING. WHO WOULD HAVE THOUGHT? >> THANK YOU. >> THANK YOU. >> SOMEWHERE BETWEEN. >> OH, SOMEWHERE BETWEEN. >> WE DID TETON AVALANCHE. I THOUGHT THAT WAS GOING TO BE ON AVALANCHE SAFETY, JOE? >> NO. >> I DID FIRST TOO, JOE [LAUGHTER] >> TETON COUNTY SEARCH AND RESCUE, A GRANT APPLICATION. >> WE HAVE ADDED SOME, SOME OF MY [INAUDIBLE] >> THANKS, JOE. >> GREAT. THANKS, JOE. >> MADDY IS UP HERE. >> HELLO, MADDY, ARE YOU THERE? >>YES, I AM HERE. CAN YOU HEAR ME? >> GREAT. COULD YOU TELL US ABOUT THE TETON COUNTY SEARCH AND RESCUE FOUNDATION APPLICATION, DISTRICT APPLICATION, PLEASE? >> YES. FIRST OF ALL, THANK YOU SO MUCH FOR HAVING ALL OF THESE COMMUNITY ORGANIZATIONS HERE AND FUNDING SO MANY OF THEM. I REALLY APPRECIATE YOUR FUNDING LAST YEAR AND HOPEFULLY AGAIN THIS YEAR. WE ARE ASKING FOR A LITTLE BIT MORE AVALANCHE SAFETY THAT IS AVALANCHE ORIENTED, NOT BASKETBALL ORIENTED. WE'RE REQUESTING FUNDING SUPPORT TO ESSENTIALLY MITIGATE COSTS FOR THE TEACHING MATERIALS THAT WE USE WHEN WE'RE WORKING WITH A LOT OF THE SCHOOL DISTRICT KIDDOS DURING OUR YOUTH WORKSHOPS, AND ADDITIONALLY FOR THE PARTICIPANT GOODY BAGS AND SWAG BAGS THAT WE PROVIDE AT OUR WORKSHOPS TO HELP BRING SOME OF OUR EDUCATIONAL CONTENT TO LIFE. WITH THE FINANCIAL HELP FROM THIS GRANT, WE'LL BE ABLE TO NOT ONLY PAY EDUCATORS AND THE SO VOLUNTEERS FAIRLY FOR THEIR TIME WHEN THEY'RE TEACHING STATIONS AT THESE YOUTH WORKSHOPS. BUT WE'LL ALSO BE ABLE TO BY EACH STUDENT WHO ATTENDS OUR WORKSHOPS A LITTLE GOODY BAG THAT INCLUDES A SEARCH AND RESCUE MED KIT AND SOME OTHER RELEVANT MATERIALS LIKE WHISTLES, FIRE STARTERS, OCCASIONALLY HEAD LAMPS, WATER BOTTLES, ETC., TO TAKE HOME WITH THEM SO THAT THEY FEEL A LITTLE BIT MORE EQUIPPED TO HEAD INTO THE BACKCOUNTRY AND EMPOWERED TO GET OUT THERE WITHOUT FEELING LIKE THE BARRIERS FOR ENTRY ARE QUITE SO STEEP IN OUR BEAUTIFUL OUTSIDE PLACES. WITH ANY ADDITIONAL FUNDS, WE CAN ALSO PURCHASE THINGS LIKE SNOW SCIENCE KITS FOR USE IN THESE WORKSHOPS THAT WILL ALLOW US TO HAVE MORE LONG-TERM AND SUSTAINABLE EDUCATIONAL TOOLS. WE'VE GOTTEN A LOT MORE CREATIVE WITH WHAT THESE EDUCATIONAL RESOURCES LOOK LIKE, SO THEY ARE AS EVER GREAT AS POSSIBLE. THIS PAST YEAR, WE WERE ABLE TO USE SOME OF THE SCHOOL DISTRICT FUNDS TO CREATE MORE INFORMATIVE HANDOUTS ABOUT HOW TO MOVE THROUGH WILDERNESS MEDICAL INCIDENT. WE'VE ALSO HAD STICKERS THAT HAVE BACKCOUNTRY CHECKLISTS. HELPING KIDDOS UNDERSTAND WHAT TO BRING OUT INTO THE BACKCOUNTRY WHEN THEY'RE HEADED THERE. ESSENTIALLY JUST HELPING OUR PROGRAMS FEEL REALLY ACCESSIBLE TO ALL OF OUR SCHOOL DISTRICT KIDS. IN A TYPICAL YEAR, SEARCH AND RESCUE WORKS WITH ABOUT 500 LOCAL YOUTH. WE VISIT MONGER MOUNTAIN FOR CRESTS. I'VE DONE AFTER SCHOOL PROGRAMMING WITH TETON LITERACY CENTER STUDENTS OF A LOT OF DIFFERENT GRADES. JACKSON ELEMENTARY SCHOOL, STUDENTS FOR CRESTS. WE'VE DONE SOME CHILDREN'S MUSEUM PROGRAMMING. SOME OF THE WHOLE FOOD RESCUE SPROUTS PROGRAMS. WE HAVE COOMBS OUTDOORS HERE AT THE HELICOPTER HANGAR QUITE FREQUENTLY FOR MORE SPECIALIZED WORKSHOPS FOR THEIR BACKCOUNTRY SKI, CLUB LEARNING WILDERNESS MEDICINE, AND THEN FOR THEIR YOUNGER KIDDOS, I JUST FEELING MORE PREPARED ABOUT STAYING OUTSIDE. ESSENTIALLY, WE DO GET TO INTERACT WITH A LOT OF DIFFERENT FOLKS FROM ELEMENTARY SCHOOL TO MIDDLE SCHOOL TO HIGH SCHOOL LEVELS, AND IN ORDER TO CREATE SUCH UNIQUE AND SPECIALIZED PROGRAMMING, WE REALLY DO BELIEVE IN HAVING NOT ONLY THE EDUCATIONAL RESOURCES AT THE TETON END THAT MAKES IT SO SPECIAL, BUT ALSO SOME MATERIALS FOR THE KIDS TO TAKE HOME, AND WE REALLY DO BELIEVE IN PROVIDING A LOT OF THIS EDUCATION FOR FOLKS UNDER 18 FOR FREE, WE OCCASIONALLY WILL HAVE SUGGESTED DONATIONS, BUT EVEN THINGS LIKE [INAUDIBLE] ARE OPEN FOR FREE ADMISSION FOR ANYONE UNDER 18, WHICH WE BELIEVE IN TO MAKE IT AS ACCESSIBLE AS POSSIBLE. THANKS FOR CONSIDERING, AND HAPPY TO ANSWER ANY QUESTIONS. >> ANY QUESTIONS? [01:20:04] >> I HAVE A QUESTION FOR YOU. > YES. >> SEVERAL YEARS AGO, SEARCH AND RESCUE CAME TO US AND WANTED TO PROVIDE KIDS WITH LOGOED WATER BOTTLES AND IT WAS 1,500 BUCKS OR SOMETHING LIKE THAT. EVERY KID IN TETON COUNTY HAS AT LEAST FIVE LOGOED WATER BOTTLES SO I FELT LIKE IT WAS A WASTE OF OUR MONEY, TAXPAYER MONEY, BY THE WAY, TO GIVE KIDS STUFF THAT THEY ALREADY HAVE, THAT WILL JUST TAKE THE ROOM IN THEIR PARENTS CUPBOARDS. I'M A LITTLE NERVOUS ABOUT THE GOODY BAG THING. I UNDERSTAND THAT IT'S REALLY IMPORTANT TO TEACH KIDS ABOUT SNOW SAFETY, ALL THAT SORT OF THING. SINCE MY KIDS WENT THROUGH SCHOOL HERE 20 YEARS AGO AND LEARNED SNOW SAFETY AND WE REALLY HAVEN'T SEEN, A LOT OF KIDS FROM TETON COUNTY DIVE, BACKCOUNTRY BECAUSE THEY KNOW IT, THEY LEARN IT FROM YOU GUYS AND FROM THE SCHOOL DISTRICT. BUT I REALLY DO HAVE PROBLEMS WITH HAVING TETON COUNTY TAXPAYERS NOT ONLY PAY A LOT OF MONEY TOWARDS A HELICOPTER, BUT ALSO PAY FOR GOODIE BAGS FOR KIDS. IT'S JUST, TO ME, A WASTE OF MONEY. >> NO, THANK YOU FOR THAT QUESTION. I APPRECIATE IT AND I AGREE WITH YOU, TO BE HONEST, IN A WAY THAT IS REFLECTIVE OF YOUR SENTIMENT THERE, WE ARE HOPING TO NOT JUST GIVE OUT WATER BOTTLES. IN FACT, THE WATER BOTTLES WE HAVE NOW FOR SALE, BUT I DON'T ACTUALLY GIVE THOSE AWAY AT OUR FREE WORKSHOPS ANYMORE UNLESS A KIDDO ANSWERS A TRIVIA QUESTION CORRECTLY. THAT'S MY THING. BUT MORE SO THIS GRANT HAS HISTORICALLY BEEN WHAT IS PAYING FOR OUR MED KITS THAT I DO REALLY BELIEVE IN HANDING OUT FOR FREE TO ALL OF THESE STUDENTS THAT ARE COMING THROUGH OUR PROGRAMS. THOSE MED KITS ARE PRETTY COMPREHENSIVE IN TERMS OF WHAT OUR SEARCH AND RESCUE VOLUNTEERS WANT TO SEE FOLKS HAVE WHEN THEY'RE OUT IN THE BACK COUNTRY. EACH OF THOSE MED KITS IS ABOUT 350 EACH, INCLUDING MY TIME TO BUILD THEM, AND THAT IS GETTING A DISCOUNTED RATE THAT WE ARE ABLE TO HAVE FOR SOME WHOLESALE PRODUCTS COMING TO US FROM ST. JOHN'S BECAUSE OF OUR RELATIONSHIP WITH FOLKS THAT WE HAVE THAT WORK THERE ON THE TEAM. I WOULD SAY IN TERMS OF THE BIGGER BUDGET, THE $5,000 THAT WE'RE ASKING FOR HERE BASICALLY ALMOST COVERS THAT NEED FOR MED KITS, AND THEN WHATEVER WE HAVE LEFTOVER WOULD GO MORE TO UNIQUE ITEMS LIKE, HOPEFULLY THOSE MORE SUSTAINABLE EDUCATIONAL TOOLS LIKE SNOW SCIENCE MATERIALS, AND THE STICKERS AND THE MAGNETS THAT CAN BE ON SOMEONE'S REFRIGERATOR THAT THEY CONSISTENTLY ARE LOOKING TO THAT IDENTIFY SNOW CRYSTAL GRAINS AND MAKE IT REALLY DIGESTIBLE FOR THEM TO UNDERSTAND THESE BIGGER CONCEPTS REGARDLESS OF THEIR AGE. I WILL HAVE YOU KNOW AND I CAN PROMISE YOU THAT IN OUR REPORT NEXT YEAR AND THE ONE THAT WE SUBMITTED THIS YEAR, WE DID NOT CHARGE FOR THINGS LIKE WATER BOTTLES BECAUSE I'M WITH YOU, I KNOW THAT THE KIDS THAT I WORK WITH HAVE A LOT OF WATER BOTTLES. THE MORE UNIQUE THINGS LIKE SKI STRAPS AND WHISTLES AND RECO REFLECTORS AND THOSE KINDS OF THINGS THAT WE ARE TEACHING THEM ABOUT WHEN WE'RE IN. THESE WORKSHOPS FEELS MORE RELEVANT TO ME THAN JUST SOMETHING THAT FEELS EXCITING FOR A KID TO TAKE HOME AND THEN MAYBE LOSE EVENTUALLY. >> THANK YOU. >> SCOTT. >> HOW MANY STUDENTS ARE WE EDUCATING? >> A LOT. >> I GUESS MY POINT IS HAVING ALSO GROWN UP HERE AND WATCHING KIDS GROW UP, THE SUBSET OF KIDS THAT ARE ACTUALLY DOING BACKCOUNTRY SKIING IS PROBABLY 10% MAYBE OF OUR STUDENT BODY. ARE WE PROVIDING THESE BACKCOUNTRY MED KIDS TO ALL THE KIDS OR JUST THE KIDS THAT'LL ACTUALLY BENEFIT FROM? >> TOTALLY. FOR BACKCOUNTRY SKIING, WE DO WORK WITH THE 15-20 KIDS THAT ARE IN THE BACKCOUNTRY SKIING PROGRAM FOR COOMBS OUTDOORS, THAT WORKSHOP IS MORE SPECIFICALLY WILDERNESS MEDICINE SO IT'S NOT JUST FOR FOLKS THAT ARE DOING BACKCOUNTRY SKIING, BUT IT'S ALSO FOR THAT KIND OF KID WHO IS DOING THE BACKCOUNTRY SKI PROGRAM THROUGH COOMBS IN THE WINTERTIME, BUT THEN IS ALSO GOING ON HIKES IN THE SUMMERTIME. THAT'S THE SAME FOR THE JACKSONVILLE HIGH SCHOOL SKI TEAM THAT WE OCCASIONALLY WILL DO SOME PROGRAMMING WITH. THE MED KITS, I WOULD SAY, THINK OF THAT AS WE ARE MAYBE HITTING 25-30 FOLKS THAT ARE UNDER THE AGE OF 18 IN BACKCOUNTRY SKIING. FAR MORE OF OUR PROGRAMMING IS IN THE EXPOSURE THAT WE [01:25:02] HAVE WITH KIDS DURING THOSE CRUST DAYS AT THE SCHOOL DISTRICT, CHILDREN'S MUSEUM ACTIVITIES WHERE THAT WAS ME HANGING OUT WITH EIGHT TO TEN YEAR OLDS TEACHING THEM HOW TO RESPOND TO BLEEDING AND CALL 911. ESSENTIALLY, A LOT OF THIS IS LITERACY AROUND HOW TO RESPOND TO INCIDENTS AND CREATE THAT SCAFFOLDING, SO THAT IF THEY FEEL LIKE THEY HAVE THE LANGUAGE AROUND LEADERSHIP AND RISK MANAGEMENT AND COMMUNICATION AND DECISION MAKING IN A SAFE PLACE LIKE OUR HELICOPTER HANGER THAN WHEN THEY ARE OUT ON A FAMILY ADVENTURE, BIKE RIDE, MOUNTAIN BIKE, ETC., THEY FEEL ALL THE MORE PREPARED TO KNOW HOW TO CALL 911. SOME OF THESE EDUCATIONAL TOOLS THAT WE'RE PROVIDING THEM WITH, THEY'RE NOT JUST MED KITS, THEY ARE THE MAGNET THAT TELLS THEM THE STEPS TO CALL 911, OR WHAT TO BRING WHEN THEY'RE ON A DIFFERENT ADVENTURE. WE HAVE A DIFFERENT MAGNET FOR MOUNTAIN BIKING AND ROAD BIKING, HIKING, SKIING AND WATER SPORTS. WHAT WE REALLY TRY TO DO WITH OUR WORKSHOPS AND WHAT MY JOB IS IN PREVENTATIVE SEARCH AND RESCUE WORLD IS ACROSS THE CALENDAR YEAR I AM TRYING TO TARGET THAT MORE HUMAN FACTOR RISK MANAGEMENT TEACHING, SYK FIRST AID, DEALING WITH STRESS INJURIES, LEADERSHIP, COMMUNICATION, WHICH ARE SKILLS THAT WE ALL TEACH THE MORE MIDDLE SCHOOL AND HIGH SCHOOL KIDS. THEN WILDERNESS MEDICINE IS ONE CATEGORY. SWIFT WATER RESCUE IS ONE CATEGORY. BIKE MAINTENANCE AND BIKE INCIDENCE IS ANOTHER CATEGORY, AND THEN THE MORE HOLISTIC HIKING AND ALL THINGS, WILDERNESS IS ANOTHER. WHEN I THINK ABOUT HOW MANY KIDS I'M SEEING THROUGH WHOLE FOOD RESCUE SPROUTS AND TETON LITERACY CENTER AND CHILDREN'S MUSEUM AND CRESTS, THOSE KIDS ARE A LOT MORE EXCITED TO MAYBE START LEARNING ABOUT SNOW SCIENCE. BUT MORE SO THAN THAT, WE DO A LOT MORE GENERAL BACKCOUNTRY STEWARDSHIP AND HOW TO RESPOND TO AN INCIDENT WITH CONFIDENCE AND LEADERSHIP, IF THAT MAKES SENSE. OUR RESOURCES ARE DEFINITELY NOT ALL CATERED TO JUST THE BACKCOUNTRY SKI, OUR HOPE IS TO PROVIDE THEM WITH THE MED KIT KNOWING THAT THAT IS APPROPRIATE FOR ALL SORTS OF INCIDENTS, EVEN IF IT'S ONE IN THE HOUSE, BUT MOSTLY BACKCOUNTRY SPECIFIC. THEN THE OTHER RESOURCES ARE HOPEFULLY APPLICABLE TO A LOT OF DIFFERENT FORMS OF RECREATION FOR ALL SORTS OF AGES AND BUILDING THE UNDERSTANDING AND TOOLS TO HAVE IT BE A LITTLE BIT MORE OF A PROGRESSION. THE THIRD GRADERS ARE LEARNING HOW TO CALL 911 AND THEN BY THE TIME THAT THEY'RE COMING BACK TO THE HANGER AS A SIXTH GRADER, THEY CAN MAYBE THEN MOVE ON TO THE NEXT STEP, WHICH IS HOW TO STOP A BLEED IF THEY WERE ON A HIKE AND A LITTLE BIT FAR FROM SELF SERVICE. > ANY OTHER QUESTIONS? THANK YOU, MADDY. >> THANK YOU. >> ANY PUBLIC COMMENTS ON THIS ITEM? SEEING NONE, I'LL CLOSE TO PUBLIC COMMENT. I'LL CONSIDER A MOTION. I MOVED TO APPROVE THE COMMUNITY FISCAL YEAR 2024 FINAL REPORT AND RECOMMEND APPROVAL OF THE FISCAL YEAR 25 GRANT APPLICATION FROM TETON COUNTY SEARCH AND RESCUE FOUNDATION, NOT TO EXCEED $5,000 AS PRESENTED. >> SECOND. >> MOTION HAS BEEN MADE AND SECONDED TO APPROVE THE COMMUNITY FISCAL YEAR '24 FINAL REPORT AND RECOMMEND APPROVAL OF THE FISCAL YEAR '25 GRANT APPLICATION FROM TETON COUNTY SEARCH AND RESCUE FOUNDATION, NOT TO EXCEED $5,000 AS PRESENTED. ALL THOSE IN FAVOR, PLEASE SIGNIFY BY SAYING AYE. >> AYE. >> AYE. SHE LEFT. >> SHE LEFT. WERE YOU ON? >> I THINK IT'S CERTAIN. >> MOTION CARRIES. THANK YOU, MADE >> THANK YOU ALL. I APPRECIATE IT. >> TETON YOUTH AND FAMILY SERVICES. >> WE HAVE SARAH CALLARI. >> GREAT. HI, SARAH. >> ARE YOU THERE, SARAH? HI SARAH. >> HI. >> HOW ARE YOU? >> I'M GOOD. THANKS FOR HAVING ME. SORRY, I'M NOT IN PERSON. >> IT'S ALL RIGHT. WOULD YOU TELL US ABOUT YOUR APPLICATION? >> SURE. WE HAVE APPLIED FOR $15,000 TO HELP US WITH THE CONSTRUCTION OF SPECIFICALLY THE GYM PORTION OF OUR NEW RESIDENTIAL BUILDING AT RED TOP MEADOWS. WE'VE NEVER HAD A GYM FACILITY OUT THERE AND PART OF OUR CAMPAIGN AND REBUILDING OF OUR DIFFERENT FACILITIES, RED TOP SPECIFICALLY, [01:30:03] I WAS REQUESTED TO GET A GYM IN THERE BECAUSE WE HAVE SNOW OUT THERE FOR SUCH LONG PERIODS OF TIME, AND IT'S A MUDDY MESS OUT THERE FOR PRETTY MUCH NINE MONTHS OUT OF THE YEAR, CREATING SOME INDOOR SPACE FOR THE KIDS IS WHAT WE'RE TRYING TO DO AS PART OF THIS PROJECT. THE GYM THAT'S GOING TO BE CREATED IS A HALF GYM, AND WHAT OUR REQUEST BEFORE THE RECTOS DISTRICT IS TO BE ABLE TO PURCHASE THINGS LIKE BASKETBALL HOOPS, SOME ROCK CLIMBING HOLDS AND SOME GYM EQUIPMENT FOR IT TO GO IN THERE ONCE THE FACILITY IS COMPLETED IN ITS BUILDING. >> GREAT. IS THAT IT, SARAH? >> I CAN ANSWER QUESTIONS. I THINK IT'S PROBABLY EASIER. >> GREAT. >> ANY QUESTIONS FOR SARAH? MR. SCARLETT? >> HI, SARAH. IT'S BILL SCARLETT. THIS NEW FACILITY, WILL THIS BE OPEN TO ALL STUDENTS AND CHILDREN IN TETON COUNTY? >> RED TOP SERVES ALL STUDENTS IN THE STATE OF WYOMING. WE TYPICALLY HAVE 2-3 KIDS FROM TETON COUNTY AT ANY TIME RESIDING AT RED TOP. THEY RECEIVE THEIR EDUCATION OUT THERE AS WELL. IT WILL BENEFIT TETON COUNTY KIDS. IT'LL BENEFIT OUTSIDE COUNTY KIDS. I BELIEVE THAT THERE'S A BIG CHUNK OF OUR KIDS THAT WE HAVE, WE SERVE IN OUR OTHER PROGRAMS THAT WILL LIKELY UTILIZE THAT FACILITY AS WELL FOR OTHER INITIATIVES LIKE SUMMER LEADERSHIP PROGRAM. I CAN VISUALIZE THEM UTILIZING THE GYM ON RAINY DAYS. THAT'S THE INTENT BEHIND IT. DID THAT ANSWER YOUR QUESTION? >> WE'RE TETON COUNTY SCHOOL DISTRICT RECREATION BOARD AND RED TOP DOESN'T FALL INTO TETON COUNTY SCHOOL DISTRICT, EVEN THOUGH IT RESIDES IN IT. WE HAVE NO GOVERNMENTAL CONTROL, AND WE'VE ALWAYS TRIED TO PROMOTE. WE'VE USED THIS FUND THAT ENCOMPASSES ALL KIDS. FOUR KIDS RIDING THE MOUNTAIN BIKE, WANT TO GO USE THE GYM AND THE EQUIPMENT IN THE GYM DOWN THERE. I DON'T THINK WOULD BE ALLOWED BECAUSE OF RED TOP'S MISSION. >> CORRECT. WE'RE SERVING TETON COUNTY KIDS, A LOT OF TIMES WITHOUT A LOT OF TETON COUNTY SUPPORT OUT THERE. IT'S USUALLY, WE GET INTO THESE BATTLES BETWEEN STATE AND LOCAL JURISDICTIONS IN TERMS OF WHO'S RESPONSIBLE FOR EDUCATING OUR KIDS. I BELIEVE THAT THIS IS THE RIGHT THING TO DO FOR KIDS BECAUSE WE ARE EDUCATING THEM IN TETON COUNTY. SOME OF THEM ARE TETON COUNTY KIDS, SOME OF THEM ARE NOT, BUT WE ARE EDUCATING THEM IN TETON COUNTY. >> GOOD. THANKS. >> YES. ANY OTHER QUESTIONS? SARAH, YOU KNOW THAT TRADITIONALLY, WE LIMIT OUR NON PROFIT GRANTS TO 5,000? >> YES. I SPECIFICALLY DID NOT APPLY FOR FUNDING LAST YEAR BECAUSE I KNEW THAT THIS NEED WAS COMING. I WOULD ANTICIPATE NOT APPLYING FOR FUNDING AGAIN NEXT YEAR TO TRY TO KEEP IN TO WHERE OUR NEED IS RELATED TO REC DISTRICT FUNDING. >> ANY OTHER QUESTIONS? >> PUBLIC COMMENTING TO LISA AND MATT. >> NO PUBLIC COMMENT. OPPOSING PUBLIC COMMENT, I'LL ENTERTAIN A MOTION ON THIS APPLICATION. >> NO. WAIT I'M ON THE WRONG ONE. MOVE TO APPROVE THE COMMUNITY FY 23 FINAL REPORT AND RECOMMEND THE APPROVAL OF THE FY 25 GRANT APPLICATION FOR TETON YOUTH FAMILY SERVICES NOT TO EXCEED $15,000 AS PRESENTED. >> IS THERE A SECOND? I'M AFRAID THE MOTION FAILS FOR WANT OF A SECOND. IS THERE A DIFFERENT MOTION OR AN AMENDED MOTION? >> I WAS THINKING FIVE. >> I CAN PROVIDE ANOTHER MOTION. I MOVE TO APPROVE THE COMMUNITY FY 23 FINAL REPORT AND RECOMMEND THE APPROVAL OF FY 25 GRANT APPLICATION FROM TETON YOUTH FAMILY SERVICES, [01:35:01] NOT TO EXCEED 5,000 AS PRESENTED. >> IS THERE A SECOND? >> SECOND. >> MOTION MADE SECONDED TO APPROVE THE COMMUNITY FISCAL YEAR 23 FINAL REPORT AND RECOMMEND APPROVAL OF THE FISCAL YEAR 25 GRANT APPLICATION FROM TETON YOUTH AND FAMILY SERVICES, NOT TO EXCEED $5,000 AS PRESENTED. ALL THOSE IN FAVOR PLEASE SIGNIFY BY SAYING AYE. >> AYE. >> THOSE OPPOSED? >> NO. >> MOTION CARRIES. THANK YOU, SARAH. >> THANK YOU. >> I THINK LISA STILL HAVE. YES. >> I GOT MOVE THINGS. >> IT'S BURNING. >> HI. I'M LISA [INAUDIBLE] MADAM CHAIR AND BOARD MEMBERS, THANK YOU ALL FOR WHAT YOU HAVE DONE FOR SO MANY YEARS. AS THE MOTHER OF AN ADULT CHILD NOW YOU SURVIVE. [LAUGHTER] >> AND I BET YOU CAN WRITE. >> DO YOU WANT ME TO JUST START FROM SCRATCH? IT'S A START FROM SCRATCH ORGANIZATION, WHICH IS WHY YOU'VE NEVER HEARD OF IT. >> THAT'D BE GREAT, LISA. >> WE APPLIED FOR FUNDING IN THIS CYCLE BECAUSE IT EXTENDS TO OUR FIRST JACKSON HOLE BIRDING FESTIVAL, WHICH IS SLATED FOR THE 22ND THROUGH 25TH OF MAY OF '25. THIS IS REALLY AN APPLICATION THAT TEES US UP FOR THAT EVENT THAT WOULD HAPPEN IN YOUR UPCOMING FISCAL YEAR. BUT WHAT WE'RE AIMING TO DO IS TO USE THIS TIME PERIOD WHERE WE'RE APPLYING FOR GRANTS AND GETTING OUR PARTNERSHIPS AND SPONSORSHIPS IN PLAY TO REALLY BE THOUGHTFUL ABOUT WHAT THAT IS GOING TO MEAN BOTH WITHIN THE SCHOOL PROGRAMMING AND WITHIN OUR PARTNERSHIP PROGRAMMING FOR OTHER ORGANIZATIONS. THAT'S JUST WHERE WE ARE. WE'RE ASKING YOU 5,000. A LOT OF THAT WILL BE GOING TO IN THIS PARTICULAR PART OF THE PROGRAMMING, WE'RE AIMING TO PARTNER WITH EXISTING ORGANIZATIONS, WHETHER THAT'S 4H, SCOUTS, FAITH GROUPS, OTHERS, THE PRIVATE SCHOOLS OR HOME SCHOOLS, WHATEVER IT IS, ART ASSOCIATION, PUBLIC ART. THE BEAUTIFUL THING ABOUT BIRDING AND BECOMING FASCINATED BY EVERYTHING ABOUT BIRDS, IS THAT IT CAN BE DONE WHILE YOU'RE DOING ALMOST ANYTHING ELSE OUTSIDE. IT CAN BE DONE IN YOUR BACKYARD. THAT'S WHY THERE WAS SUCH A HUGE ALMOST DOUBLING IN THE NUMBER OF BIRDERS IN THE US OVER THE COVID YEARS. PEOPLE HAVE GOTTEN BIT, AND IT'S A FUN THING TO DO WITH FAMILIES. IT'S FUN PROGRAMMING THING, WHETHER YOU'RE DOING AN ART CAMP OR A MUSIC CAMP OR WRITING CAMP. WE'VE HAD ARTISTS WHO HAVE ALREADY AGREED TO LEAD PLANE AIR PAINTING SESSIONS AND BIRD WALKS WITH US. THEN IT WILL ALSO PARTNER WITH A NUMBER OF COMMERCIAL ORGANIZATIONS. THERE WILL BE PAYING OPPORTUNITIES FOR THE PARTICIPANTS WHO ARE COMING TO THIS AND BEING PART OF IT TO GO ON EXPEDITIONS WITH LOCAL PROVIDERS TO DO SPECIFIC HIKES, DO A PROGRAM THAT'S HAPPENING AT THE MUSEUM OF WILDLIFE PARK. WE REALLY CONSIDER THIS TO BE A REGIONAL COMMUNITY EVENT AND THE EXPECTATION IS TO DRAW IN SIGNIFICANT BECAUSE BIRDERS ARE PASSIONATE PEOPLE WHO LIKE TO PLAN THEIR VACATIONS AROUND BIRDING THINGS, SIGNIFICANT NUMBERS OF PEOPLE WHO WOULD COME DURING THE MAY OFF SEASON BECAUSE IT'S SUCH A WONDERFUL PLACE THEN. >> ARE THERE ANY QUESTIONS? I HAVE A QUESTION FOR YOU, LISA. WHAT'S THE RELATIONSHIP BETWEEN YOUR ORGANIZATION AND THE WILDLIFE FUND? >> WELL, THEY WERE THE FIRST ORGANIZATION TO SIGN ON, SAY YES, WE WILL BE A FISCAL SPONSOR. YOU MAY USE US AND THAT'S WHAT WE DID WITH THIS APPLICATION. WE'VE RECENTLY SUBMITTED A COUPLE OF OTHER APPLICATIONS WITH OTHER PARTNER ORGANIZATIONS. WITH THE RAPTER CENTER, FOR EXAMPLE, WE JUST SUBMITTED AN APPLICATION TO THE WYOMING ARTS COUNCIL FOR A BIG PIECE OF WHAT THAT'S GOING TO LOOK LIKE. THAT WILL ALSO AFFECT WHAT WE ARE ABLE TO DO WITH THE SCHOOLS. WE'RE REALLY TRYING TO WORK THROUGH THE PARTNERSHIP. I'M NOT A BIG BELIEVER IN STARTING A NEW NONPROFIT JUST BECAUSE YOU WANT TO. >> THANK YOU. >> [INAUDIBLE] RELY ON THE PARTNERSHIPS OF OTHER EXISTING ORGANIZATIONS THAT HAVE VERY SPECIFIC CLIENTS OR USER REACH. ANY OTHER QUESTIONS? HAVE ANY OF YOU SEEN THE MOVIE THE YEAR? MAYBE THAT'S NOT THE NEW [INAUDIBLE]. [LAUGHTER] THE ONE WITH O WILSON AND JACK BLACK, AND THEY COMPETE FOR BEING THE BIRDER WHO HAS SPOTTED THE MOST BIRDS IN A YEAR. [01:40:09] IT'S A COMEDY, BUT SERIOUS. IT'S A WONDERFUL MOVIE IF YOU'RE INTERESTED IN JACK BLACK AND O WILSON. [OVERLAPPING] >> SO YOU CAN IMAGINE. >> I [INAUDIBLE] JUST MENTION SINCE I FORGOT TOO IS THAT OUR EXPECTATION IS WE'RE PARTNERING WITH MS WOOD AND THE AFTER THE BIRD PROGRAM, AND WE'RE ALSO GOING TO BE USING THIS TIME THIS YEAR FOR THIS SPRINGS AFTER THE BELL AS SOFT INFORMAL PILOT TO SEE WHAT WORKS AND WHAT DOESN'T. WHAT ELSE IS NEEDED TO BUILD IT OUT AT DIFFERENT GRADES LEVELS IN THE SCHOOL DISTRICT. IF WE'RE WANTING TO BE ABLE TO EMPOWER SOME OF THE YOUNG BIRDER CLUBS WITH OTHER PROGRAMS AND OTHER ORGANIZATIONS, MAKING SURE THAT EVERYBODY'S GOT THE SAME GEAR SO THAT THERE'S A CONSISTENCY AND COORDINATION AMONGST THEM ALL. AM I MISSING ANYTHING THAT WE'VE TALKED ABOUT, LIBBY? >> NO, I WANT TO EMPHASIZE THAT [INAUDIBLE]. >> LIBBY, WASN'T THIS IDEA GENERATED FROM A STUDENT THAT BROUGHT YOU? >> [INAUDIBLE]. >> I BELIEVE I WAITED UNTIL COVID TO GET OBSESSED. YOU CAN DO THAT HAVE THIS APP. IF YOU DO THE MERLIN APP, SO I HAVEN'T EVEN TALKED ABOUT THE CITIZEN SCIENCE STUFF WE'VE BEEN GOING OVER, BUT THE MERLIN APP IS OUT OF CORNELL AND IT'S FREE AND IT'S GEO-TYPE WHEREVER YOU ARE SO IT'S AROUND THE WORLD TOO. BUT IF YOU DO YOUR SOUND ID. YOU CAN TAKE A PICTURE, YOU CAN BECOME PART OF THE ONGOING IDENTIFICATION, CITIZEN SCIENCE BECAUSE NOW YOU HAVE SOUND AND A PICTURE, AND THERE'S A THING THERE, BUT IT'S REALLY FUN. THE MOVIE IS CALLED THE BIG YEAR, BY THE WAY. HERE BY THE WAY. THE BIG YEAR. THE BIG YEAR. THE BIG YEAR. YOU LOVE ALL LOVE IT. I'M GOING TO WATCH SOME. PUBLIC COMMENT THERE'S NOBODY HERE. MATT IS HERE. MATT YOU HAVE ANY QUESTIONS. YOU WANT TO WRITE SOME. THERE'S A WHITE BOARD OVER THERE. [LAUGHTER] CLOSING PUBLIC COMMENT ON ENTERTAINMENT MOTION. THANK YOU SO MUCH. MA'AM, CHAIR, I MOVE TO APPROVE THE RECOMMENDATION OF THE FISCAL YEAR '25 APPLICATION FROM WILD EXCELLENCE FILMS/JACKSON HOE BURDEN FESTIVAL, NOT TO EXCEED $5,000 AS PRESENTED. IS THERE A SECOND? I'LL SECOND. [INAUDIBLE] SECONDARY TO MOVE TO APPROVE THE RECOMMENDATION OF FISCAL YEAR 25 GRANT APPLICATION FROM WILD EXCELLENCE FILMS/JACKSON HOLE BIRDING FESTIVAL, NOT TO EXCEED $5,000 AS PRESENTED. ALL THOSE IN FAVOR PLEASE SIGNIFY BY SAYING, AYE. AYE. MOTION CARRIES. THANK YOU. THANK YOU, LISA FOR SETTING THROUGH ALL OF THIS. THANKS A LOT. BUT IT WAS WORTH THE WAIT FOR US.. IT WAS [INAUDIBLE]. IT'S A COOL THING. WE CUT OUT 10 OR SOMETHING APPLICATIONS THAT WE WOULD HAVE BEEN LISTENING TO. THE NEXT THING IS CONSIDERATION OF THE TCSD AND RECOMMENDATION FOR THE TCSD RECREATION DISTRICT 0.9 [INAUDIBLE] WEST, TETON COUNTY. SCHOOL BOARD, SCHOOL DISTRICT NUMBER 1 FOR EDUCATION. I THINK THAT LAST 0.9 IS WHERE WE'RE AT NOW, IS IT CORRECT? THAT'S THE EXISTING. WE HAVE GONE AS HIGH AS ONE FOR I THINK ONLY ONE YEAR AND WE HAVE GONE EVEN LESS. OR IT'S QUARTER, WITH A 0.25. THAT'S RIGHT. 0.4 MAYBE DURING COVID. IT'S OPEN TO RECOMMENDATIONS. BUT AS YOU CAN SEE, OUR BUDGET IS BASED ON THE POINT AS WELL, THE YEAR IS STILL GOING, [01:45:01] BUT A 0.9 HAS BEEN THE LEVEL WHERE IT'S BEEN FOR THE LAST COUPLE OF YEARS. MADAM CHAIR. YES. WELL, I'M ALWAYS IN FAVOR OF ONE BECAUSE WE CAN USE IT. MY ARGUMENT WOULD BE ANYTHING THAT GETS OUR KIDS AFTER THE BELL TO ENGAGE IN AFTER SCHOOL CLUBS OR HERDING OR WHATEVER IT MAY BE OFF OF THEIR PHONES AND OUT OF THESE CHAT ROOMS, PLAYING GAMES, I'M AN ADVOCATE FOR IT. I THINK A LOT OF THESE PROGRAMS DO THAT AND THERE'S STILL NOT. MY FRUSTRATION, THERE'S STILL NOT ALL THESE PROGRAMS ARE FULL. LIKE THAT TETON COUNTY RECK DISTRICT 1. IF YOU'RE NOT ON THERE AT 5 O'CLOCK WE DON'T HAVE TO DO IT. I STILL THINK THERE'S A NEED. WHAT WE DON'T USE WE CAN PUT TOWARDS THE BRONCO ACHIEVEMENT CENTER AND I THINK A 0.10% IS ALSO WHAT FRUSTRATES ME AND WE ARE VERY DILIGENT AT THAT HEARING, WENT TO PORTER AND BOTH THE COUNTY AND THE TOWN RAISED THEIR BILLS. THE TOWN CONTINUES TO INCREASE THEIR MEAL. I DON'T KNOW WHAT THEY'RE GOING TO DO THIS YEAR. [OVERLAPPING] BUT [INAUDIBLE]. THE PROPERTY VALUES KEEP GOING UP, BUT THEY DON'T REDUCE THE MEAL. BUT THIS BENEFITS THE KIDS. ANYWAY, I'M ALWAYS IN FAVOR OF [INAUDIBLE]. I KNOW SOMETIMES THERE'S RESISTANCE BUT I'D SUPPORT ONE. >> ANY OTHER DISCUSSION ON THIS? I ALSO LIKE THE IDEA OF GETTING KIDS OFF THEIR PHONES. IN THE BACK OF MY MIND, I KEEP THINKING ABOUT FLIP PHONES [LAUGHTER] AND HOW THAT'S A BETTER IDEA THAN HAVING KIDS WITH SOPHISTICATED COMPUTERS IN THEIR HANDS THAT CAN GO ON CHATS ALL THE TIME AND THAT SORT OF THING. BUT I AM COGNIZANT OF THE DIFFICULTY OF PEOPLE PAYING PROPERTY TAX AND THIS MILL GOES RIGHT ONTO PEOPLE'S PROPERTY TAX, A LOT OF WHICH IS USED TO PAY FOR SCHOOLS. SO I WOULD BE MORE INCLINED TO LEAVE IT THE WAY IT IS. >> I WOULD JUST ADD, A LOT OF IT WE DON'T GET TO KEEP. THIS WE GET TO KEEP AND THAT'S SOMETHING. >> BUT IT STILL COSTS PEOPLE. >> IT MOST DEFINITELY DOES. >> WELL, IS THAT A MOTION? DID YOU MAKE, FOR ONE? >> I WOULD MOVE THAT WE RECOMMEND TO THE SCHOOL BOARD THAT THE REC DISTRICT INCREASE THEIR MILL TO ITS MAX AT ONE PERCENT. >> I'LL SECOND. MOVE FORWARD TO DEBATE. >> WHAT DO YOU THINK BETSY? >> I'M ASSUMING WE DON'T HAVE A PUBLIC COMMENT. >> NO PUBLIC COMMENT. [LAUGHTER] >> YOU SEE, NO ONE CARES [LAUGHTER] UNTIL THEY CALL MY WIFE. [LAUGHTER] [BACKGROUND] >> SOMETIMES I KNOW KRISTEN OR LAURA HAS WHAT THAT WOULD ADD TO SOMEBODY'S TAX BILL, AND THAT'S ALWAYS AN INTERESTING THING TO ME. AS WE FACE OTHER DECISIONS WITHIN THE DISTRICT, I KNOW THAT LOTS OF PEOPLE ARE STRUGGLING OR TRYING TO KEEP IT TOGETHER. SO $35 MIGHT MAKE A DIFFERENCE. DO YOU GUYS HAVE AN IDEA OF WHAT THAT WOULD MEAN? >> NO. THIS IS BASED ON AN ESTIMATED 1% INCREASE IN ASSETS VALUATION. I WON'T [INAUDIBLE] FOR A WHILE. THEY DO THEIR VERY BEST TO GET [INAUDIBLE] RIGHT NOW IT'S A LITTLE EARLY IN THE YEAR. I WOULD GUESS IF THAT'S THE NET INCREASE OVER THE ONE PERCENT, BUT I LIKE TO PLAN CONSERVATIVELY. THAT BEING SAID, I DON'T HAVE THAT CALCULATION FOR YOU BUT I CAN CERTAINLY GET IT. I WILL TELL YOU THAT IN THE PAST WE HAVE DONE THE ANALYSIS, THE DIFFERENCE BETWEEN THE 0.9 AND 0.1 IS PRETTY LOW. [01:50:08] >> BUT YOU KNOW AS A MARKETING MATTER, THEY ALWAYS SAY 99.99. >> IT IS A BIT TRUE. WHEN YOU SHOW UP ON AN ANALYST [LAUGHTER] I DO APPRECIATE KEEPING IT AT NINE BECAUSE I THINK IT'S JUST ADDING TO PEOPLE'S TAXES. I'M AN ON THE FENCE PERSON, BUT I ALSO KNOW THAT PUTTING MONEY TOWARDS THE BRONC ACHIEVEMENT CENTER TO GO ALONG WITH THE HIGH SCHOOL EXPANSION, THAT SEEMS TO BE FUNNY. THAT'S IMPORTANT TOO IF WE HAVE LEFTOVER. I SUSPECT, WHATEVER WE PUT FORWARD IS GOING TO BE DEBATED FURTHER ON THE 8TH. >> TRUE FACT. >> SO I AM HAPPY TO SUPPORT, BY THE WAY. >> MADAM CHAIR. >> YES. >> I'M JUST CURIOUS. WHERE WE USED TO PAY THE COUNTY, OR THE COUNTY REC DISTRICT MONEY FOR THE ART, AND THE GRASS, AND STUFF. WHERE IS THAT? >> MR. HANSEN. >> WHERE IS IT? >> WE BROUGHT THAT INTO OUR WORLD OVER THE LAST [INAUDIBLE] >> UNDER THE SCHOOL DISTRICT APPLICATION. IT WAS THE FIRST ACTION ITEM. THERE YOU CAN SEE THE FACILITIES LINE. FACILITIES LINE IS WHERE WE HAVE BROUGHT THAT INTO. [OVERLAPPING] YOU WANT TO SCROLL DOWN ANDREA IF WE HAVE THE MORE DETAILED FACILITIES? >> WHAT KIND OF [INAUDIBLE] >> I DO NOT KNOW WHICH PAGE IT WOULD BE. >> [INAUDIBLE] >> THERE YOU GO. SO TCSD MAINTENANCE AND GROUND CARE, RIGHT THERE, INCLUDES WHAT WE PAID PARKS AND REC FOR MAINTENANCE OF THE FIELDS IN THE AREA. >> THEY'RE NOT THE WHOLE AMOUNT THOUGH, ARE THEY? >> THAT ENTIRE AMOUNT? NO, THEY ARE NOT. IT ALSO INCLUDES OUTSIDE CONTRACTORS WE HAVE [OVERLAPPING] >> DO YOU KNOW HOW MUCH THEIRS IS? WE USED TO DISCUSS THAT IN GREAT DETAIL. >> I DO NOT KNOW EXACTLY HOW MUCH THEIRS IS. I THINK IT'S AROUND 200,000, BUT I DON'T WANT TO SPEAK FOR SURE ON THAT. I WOULD HAVE TO DEFER TO MS. HARDER, WHO'S NOT HERE RIGHT NOW. >> I WILL TRY TO MAKE IT TO THE SCHOOL BOARD MEETING, AND I'LL GET YOU THE INFO [INAUDIBLE] >> ON A COUPLE OF MILLION DOLLARS. >> [INAUDIBLE] >> YEAH. [LAUGHTER] >> DEFINITELY GOOD INFO. BUT I CONSTANTLY, AND AS YOU START TRAVELING AROUND THE STATE, OUR SPORTS FACILITIES ARE INFERIOR TO MANY OF THE OTHER SCHOOL DISTRICTS ACROSS THE STATE. >> DO YOU HAVE THAT? >> I'M NOT ALWAYS A DEBBY DOWNER JACKSON BUT IT IS FRUSTRATING IF YOU GO TO CASPER AND YOU SEE THESE WONDERFUL FACILITIES, AND THEN YOU COME TO OURS AND YOU'VE GOT A PORTA-POTTY OUTSIDE OF [INAUDIBLE] ANYWAY, I THINK THERE'S ALWAYS A NEED IF WE THINK HARD. WE CAN PUT IT TO GOOD USE TO BENEFIT OUR STUDENTS. >> ALL RIGHT. LET'S HAVE A VOTE ON. THE MOTION IS SUBMITTED TO APPROVE THE TETON COUNTY NUMBER 1 REC DISTRICT 0.10 MILL LEVY REQUEST TO TCSD NUMBER 1 BOARD OF EDUCATION AS PRESENTED. ALL THOSE IN FAVOR? >> AYE. >> AYE. >> OPPOSED? >> AYE. MOTION CARRIES. >> ONE POINT AND WE'LL GO TO THE BOARD IN MAY. >> RIGHT. BUT AS YOU SAID. >> IT WILL BE DISCUSSED FURTHER. [LAUGHTER] >> YOU GUYS HAVE DONE THIS BEFORE. >> YEAH. WE DO. >> I WOULD ANSWER MR. SMITHS ABOUT THE NATRONA COUNTY ATHLETIC FACILITIES, IT REALLY HELPS TO HAVE THE SPEAKER OF THE HOUSE SPEAK FOOTBALL COACH. [LAUGHTER] TO HELP GET THOSE FUNDS BEYOND THE PROCESS. >> IT'S NOT JUST [INAUDIBLE] . >> [INAUDIBLE] . >> BUT YOU HAVE TO UNDERSTAND THAT OUR FOCUS HAS ALWAYS BEEN ACADEMIC. >> AS IT SHOULD BE. >> THAT'S NOT THE CASE. NATRONA COUNTY, I DON'T WANT TO SLAM THEM, BUT I READ THAT ALL OF THEIR ELEMENTARY SCHOOLS ARE FAILING SCHOOLS, AND THE PARENTS WERE COMPLETELY HAPPY WITH THAT. [LAUGHTER] [01:55:02] BUT THEY PROBABLY WANTED BETTER GYM STUFF. THERE YOU GO. ANYWAY, ANY PUBLIC COMMENT? WE DON'T HAVE ANYBODY PUBLIC COMMENTING. >> HOW ABOUT YOUR CONSENT AGENDA? >> WE ALREADY DID IT. WE DID IT, REMEMBER, BEFORE EVERYBODY LEFT. >> NO, WE DIDN'T. >> NO. >> OKAY. [OVERLAPPING] SORRY. WE JUST TOLD THEM WE DID. >> YEAH. >> WE SHOULD HAVE. [5. CONSENT AGENDA] >> NOW COMES. >> THE CONSENT AGENDA. >> MADAM CHAIRMAN, I MOVE THAT WE APPROVE THE CONSENT AGENDA, 5.01. I'M JUST GOING TO CUT IT SHORT. ART ASSOCIATION OF JACKSON HOLE, 502. OUR DVA PARTNERS, 5013, DANCERS WORKSHOP, 5014, [INAUDIBLE] FOUNDATION DOING BUSINESS AS [INAUDIBLE] OUTDOORS, 505. GAP. GO AHEAD. >> I DO HAVE A DISCUSSION. ALL THOSE WERE 5,000 OR UNDERPAID. >> CORRECT. >> I JUST WANTED TO MAKE THAT POINT. >> MOTION HAS BEEN MADE AND SECONDED. ALL THOSE IN FAVOR PLEASE SIGNIFY BY SAYING AYE. >> AYE. >> AYE. >> AYE. >> MOTION CARRIES. DO WE HAVE ANYBODY ONLINE TO DO PUBLIC COMMENT? >> WE HAVE TWO PEOPLE LEFT. BUT I DON'T THINK THAT'S RIGHT NOW. >> OKAY. I DON'T THINK WE GOT ANY COMMUNICATIONS FROM THE BOARD. ADVANCED PLANNING. [7. ADVANCED PLANNING] OUR NEXT BOARD OF EDUCATION MEETING, OF COURSE, IS THE 8TH, AND THE NEXT BUDGET HEARING FOR THE REC DISTRICT AND THE BOARD OF EDUCATION IS JULY 17TH. I WILL ENTERTAIN A MOTION TO ADJOURN. >> SO MOVED. >> SECOND. >> ALL IN FAVOR. [OVERLAPPING] THANK YOU VERY MUCH. AND THANK YOU TOM FOR TAKING THE TIME OUT OF YOUR DAY. >> THANKS FOR REAPPLYING. >> I DID NOT REAPPLY. >> YES, YOU DID. [LAUGHTER] >> WE APPRECIATE YOUR SERVICE. >> YES, WE DO.
