>> ON THE WEDNESDAY OF JUNE 12TH, [A. Call to Order] [00:00:06] 2024, TCSD NUMBER 1 BOARD OF EDUCATION REGULAR MEETING BACK TO ORDER OUT OF EXECUTIVE SESSION. PLEASE RISE. TRUSTEE, [INAUDIBLE] >> >> TRUSTEE MAINLY, HAVE YOU READ SOMETHING FROM OUR MISSION VISION STATEMENT? >> YES. OUR MISSION IS TO ENSURE THAT ALL STUDENTS HAVE THE FOUNDATION FOR SUCCESS AND ARE CHALLENGED TO REACH THEIR FULL POTENTIAL. >> EXCELLENT. WELCOME TO EVERYBODY. HAPPY LAST DAY OF SCHOOL. [APPLAUSE] NOW WE WILL TRY TO MOVE THIS MEETING ALONG BECAUSE I'M SURE EVERYBODY HAS A LOT OF GREAT IDEAS FOR PLACES THEY'D RATHER BE. [B. Approval of the Agenda] THAT WILL GO TO THE APPROVAL OF THE AGENDA. >> MR. CHAIRMAN, I WOULD MOVE FOR THE APPROVAL OF THE AGENDA WITH THE FOLLOWING CHANGES. ON THE CONSENT AGENDA F6, APPROVAL OF PREMIER GREEN CLEANING CONTRACT AND PURCHASE ORDER FOR DISTRICT CUSTODIAL SERVICES, NUMBER 9 APPROVAL OF THE MATH LEARNING CENTER PURCHASE ORDER, NUMBER 10, APPROVAL OF MID-SCHOOL MATH PURCHASE ORDER, NUMBER 11, APPROVAL OF BUS ROUTES FOR 2024, 2025 SCHOOL YEAR BE MOVED TO ACTION. >> SECOND. >> IT'S BEEN MOVED AND SECONDED TO APPROVE THE AGENDA WITH THE CHANGES NOTED. ALL THOSE IN FAVOR, PLEASE SAY AYE. >> [OVERLAPPING] AYE. >> ANY OPPOSED? SUPERINTENDENT'S REPORT. [C. Superintendent's Report] >> THANK YOU, TRUSTEES. WHILE I KNOW THERE ARE MANY PEOPLE HERE CELEBRATING THE LAST DAY OF SCHOOL, IT IS THE WORST DAY OF SCHOOL IN MY OPINION OF THE ENTIRE YEAR. [LAUGHTER] I AM THE ONLY PERSON SAD APPARENTLY ABOUT THAT. WE DO HAVE A NUMBER OF CELEBRATIONS. MIKE HANSEN IS NOT WITH US THIS EVENING SO I'VE ASKED MARY HOELSCHER TO DO THE HONORS OF RECOGNIZING OUR GOOD SPORTSMANSHIP AWARD. MARY, IF YOU'D PLEASE COME ON UP. >> IT IS MY HONOR TO INTRODUCE THESE TWO YOUNG ATHLETES, TAYA MCCLENNEN AND TEDDY OPLER. FIRST OF ALL, A LITTLE BIT ABOUT TAYA. SHE'S BEEN THE HEART AND SOUL OF OUR TEAM. WE ALMOST WON ON STATE CHAMPIONSHIP. WE WERE ONE GOAL AWAY. IF YOU READ THE PAPER, YOU KNOW THAT WE SPARED THAT GOAL ON OURSELVES SO IT WAS VERY MUCH WITHIN REACH. I'M HONORED TO PRESENT TAYA WITH THE GOOD SPORTSMANSHIP AWARD. SHE DESERVES THIS HONOR FOR PLAYING EVERY PRACTICE AND EVERY GAME WITH INTENSITY, AND A LEVEL HEAD. TAYA IS A GOOD SPORT IN THE SENSE SHE LEADS BY EXAMPLE FOR HER TEAMMATES AND OPPONENTS. SHE'S TALENTED BUT ALWAYS CLASSY. SHE PLAYS HARD, BUT SHE'S NEVER CHEAP. SHE PUSHES OTHERS TO DO BETTER, REMAINS POSITIVE IN HER LEADERSHIP. SHE'S BEEN A STANDOUT FOR JACKSON HOLE HIGH SCHOOL SOCCER FOR FOUR YEARS. IN ADDITION TO BEING A GOOD SPORT, ALL STATE, ALL REGION, FOUR YEARS IN A ROW, ENDS HER CAREER WITH 75 GOALS AND 49 ASSISTS. [APPLAUSE] WE WISH HER WELL AS SHE HEADS OFF TO MIDDLEBURY TO STUDY A LITTLE, PLAY SOME SOCCER. SHE'LL BE MISSED ON THE PITCH. SHE'S BEEN A FOUNDATION IN OUR PROGRAMS. >> THANK YOU. [APPLAUSE] I'M HEADING OUT IN THE ROOM WITH THIS. >> IT'S BECAUSE WE COULD TAKE YOU. [LAUGHTER] >> BUT BEFORE I DO THAT, MATT HOELSCHER WAS INTRODUCED THE COACH OF THE YEAR. MR. HOELSCHER, [LAUGHTER] SO HERE YOU GO. [APPLAUSE] HE ALWAYS INSIST IT'S JUST SOMETHING PEOPLE VOTE FOR, AND IT'S JUST BECAUSE, BUT I THINK IT'S A REAL THING, AND IF YOU'VE BEEN AROUND HIS PROGRAM, YOU KNOW HOW BEAUTIFUL IT IS AND HOW TALENTED. COACH OF THE YEAR IN A DECENT DAY. [LAUGHTER] >> GO, MATT. >> THANK YOU. I'D LIKE TO SPEAK ON TEDDY OPLER, ALSO WIN A SPORTSMANSHIP AWARD. TEDDY HAS JUST BEEN A TREMENDOUS PLAYER FOR US OVER THE FOUR YEARS. HE HAS A COMPETITIVE FIERCENESS ABOUT HIM, BOTH IN PRACTICE AND IN GAMES, AND IT'S UNRELENTING. BUT WHAT I'VE SEEN MOST IS HIS GROWTH IN HIS CHARACTER IS THAT HE APPRECIATES OTHERS ALSO HAVING THAT FIERCENESS OF CHARACTER AND WANTS IT AND WANTS THAT LEVEL OF COMPETITION AND HAS COME TO APPRECIATE THAT. THAT'S WHAT MAKES HIM SUCH A GOOD SPORT IN THE FIELD, IS THAT HE WANTS TO BATTLE, AND THEN AFTER THE GAME, HE WANTS TO SHAKE THAT KID'S HAND WHO WAS ALSO BATTLING AND HAD A SIMILAR MENTALITY THAT HE DOES. [00:05:05] THAT'S JUST BEEN A REAL NICE GROWTH OVER THE FOUR YEARS THAT I'VE KNOWN HIM. OTHER COACHES, OTHER PLAYERS, OTHER FANS, EVEN ASK ABOUT TEDDY, WHAT'S HE DOING, AND WHAT'S HE UP TO, AND WHAT'S HE GOING TO DO NEXT YEAR. I'M HAPPY TO ANNOUNCE THAT HE'S GOING TO COLORADO COLLEGE, A TOP NOTCH D3 PROGRAM. MOST IMPORTANTLY, HE'S JUST BEEN A GREAT FRIEND TO MY FAMILY AND MY BOYS, AND IT'S JUST BEEN A JOY TO COACH HIM OVER THE YEARS. TEDDY OPLER. [APPLAUSE] I'LL TALK ABOUT THE SEASON. I APPRECIATE TEDDY BEING HERE. MY OWN SON'S TRAVELING TO ST. LOUIS FOR A SOCCER TOUR AS WE SPEAK, BUT IT WAS A GREAT SEASON. YES, IT HELPS TO WIN. THIS WAS TRAVEL FOR US, MEANING WE WON CONFERENCE, WE WON REGIONALS, AND WE WON STATE. WE HAD 18 AND ONE RECORD. IT'S OUR FOURTH STATE CHAMPIONSHIP IN THE LAST FIVE YEARS. IT'S OUR EIGHTH IN SCHOOL HISTORY, WHICH IS THE MOST IN WYOMING OF ANY PROGRAM. THIS YEAR, WE SCORED 139 GOALS, WHICH IS A SCHOOL RECORD. WE ONLY GAVE UP FIVE. [LAUGHTER] THAT'S AMAZING. WE GAVE UP ZERO AT STATE SO WE DIDN'T GET SQUARED ON AT STATE AT ALL. I ALWAYS SAY THERE'S TWO THINGS ABOUT A SUCCESSFUL PROGRAM IS THAT WE WORK HARD AND WE HAVE FUN. PRETTY SOON WE DON'T KNOW THE DIFFERENCE BETWEEN THOSE TWO THINGS, AND IT'S REALLY ABOUT JOY. THIS TEAM IS A JOY TO COACH. TEDDY MADE ALL STATE, HIS THIRD TIME. AUGIE HOELSCHER MADE ALL STATE, BRADEN HILLS, ALL STATE, JENSON SMOCK, ALL STATE, AND FRESHMAN LEXIE BALOG, MY GOALIE, ALSO MADE ALL STATE. IT'S JUST A REALLY GREAT EXAMPLE. I'LL TELL ONE QUICK STORY. I MET THIS KID, YAIR VARGAS, A NEWCOMER. IN THE FALL AND BRAND NEW, HE COULDN'T SPEAK A LICK OF ENGLISH, AND HE SHOWED UP ONE DAY AT CLUB PRACTICE AND I WAS LIKE, [LAUGHTER] "COME ON. YOU CAN PLAY." HE PLAYED WITH US IN THE INDOOR OVER THE WINTER, AND THEN JOINED THE TEAM. IN THAT SHORT TIME OF EIGHT MONTHS HE'S BEEN IN THE COUNTRY, HE'S WON A STATE CHAMPIONSHIP, AND AFTERWARDS, HE GAVE ME A GIANT HUG AND SAW HIM AT GRADUATION ON SATURDAY. IT'S JUST A GREAT SUCCESS STORY OF WHAT WE WANT OUR NEWCOMERS TO BE IN TERMS OF COMMUNITY. THAT'S REALLY IMPORTANT TO US AS A SQUAD. IT'S BEEN A GREAT SEASON. THAT'S ALL. [APPLAUSE] >> THANK YOU. IT'S BEEN AN EXCITING TIME. IT WAS EXCITING TO WATCH BOTH PROGRAMS, BUT IT'S REALLY REMARKABLE. I WAS EXHAUSTED WATCHING THE FINAL GIRLS' GAME TO GO INTO TWO OVERTIMES. IT WAS JUST INCREDIBLE AND THEY PLAYED JUST AS HARD AT THE END AS THEY DID FROM THE BEGINNING. CONGRATULATIONS TO BOTH, AND I APPRECIATE MARY DOING SUCH A GREAT JOB OF INTRODUCING OUR COACH OF THE YEAR. NEXT, WE'D LIKE TO SPEND SOME TIME HONORING OUR RETIREES AND OUR YEARS OF SERVICE. WE HAVE A SHORT PRESENTATION HERE AND WE HAVE A NUMBER OF FOLKS IN THE AUDIENCE. YES, STUDENTS AND SOCCER, YOU CAN FEEL FREE TO LEAVE [LAUGHTER] OR STAY, WHICHEVER. THE FIRST SLIDE IS OUR LIST OF PEOPLE THAT HAVE BEEN IN THE DISTRICT FOR FIVE YEARS. AS YOU CAN SEE, THERE'S A PRETTY EXTENSIVE NUMBER OF STAFF MEMBERS THAT ARE CELEBRATING THEIR FIFTH YEAR ANNIVERSARY, AND I CAN'T REMEMBER WHAT FIVE YEARS, IF IT'S PAPER OR SOMETHING LIKE THAT IS SUPPOSED TO BE THE GIFT OR THE ANNIVERSARY OR SOMETHING, BUT FIVE YEARS OF SERVICE. THE NEXT ONE IS OUR NUMBER OF STAFF MEMBERS THAT HAVE BEEN IN THE DISTRICT FOR 10 YEARS AND YOU CAN SEE THE LIST BEGINS TO SHRINK JUST A LITTLE BIT THERE. THE NEXT SLIDE IS OUR YEARS OF SERVICE FOR 15 YEARS AND I SEE A NUMBER OF FOLKS THAT ARE IN THE AUDIENCE THAT ARE HERE, SO I APPRECIATE PEOPLE COMING FOR THIS RECOGNITION. THE NEXT ONE IS 20 YEARS. THEN WE HAVE 25. [BACKGROUND] THANK YOU FOR BEING HERE. I SEE AMY. I'M NOT SURE IF I SEE OTHER PEOPLE. [00:10:03] >> BACK IN THE BACK. >> APPRECIATE PEOPLE BEING HERE. THIRTY YEARS, WE HAVE DOUG. [APPLAUSE] IF YOU ARE ONE OF THE PEOPLE RECOGNIZED IN THIS GROUP TONIGHT, PLEASE STAND UP SO WE CAN GIVE YOU ONE MORE ROUND OF APPLAUSE. [APPLAUSE] THANK YOU VERY MUCH. THE NEXT SLIDES RECOGNIZE OUR RETIREES. I CAN'T SEE EVERYBODY, SO IF YOU'RE HERE, STAND UP FOR ME. COME UP. STAND UP, ANNIE. [APPLAUSE] ANNIE HAS BEEN WITH THE DISTRICT FOR 24 YEARS AND WE REALLY APPRECIATE ANNIE'S SERVICE AND LEADERSHIP, SO THANK YOU. THE NEXT RETIREE IS CAROLYN MACFARLAND, 16 YEARS OF SERVICE. SHE'S AT WILSON. I DON'T SEE HER. SHE'S A NEW GRANDMOTHER, SO I'M SURE SHE'S GOING TO BE ENJOYING THE JOYS OF GRANDPARENTHOOD. THE NEXT SLIDE, PAM CARTER. [APPLAUSE] [INAUDIBLE] SERVICE AT COLTER. NEXT RETIREE, LISA RYAN. [APPLAUSE] WE ARE GOING TO MISS LISA. I'M WONDERING, HAVE YOU GUYS SEEN THESE PICTURES? OR ARE THESE A SURPRISE? >> I'VE SEEN THEM BUT OTHERS HAVE NOT. >> VERY GOOD. >> [INAUDIBLE] FROM SOME PEOPLE. >> I SEE. VERY GOOD. IT'S ALWAYS A LITTLE AWKWARD WHEN SOMEONE SENT THEM ON YOUR BEHALF. THEY TEND TO NOT PICK THE MOST FLATTERING ONES. [LAUGHTER] NEXT ONE, PLEASE. TINA CLOUSE, 17 YEARS OF SERVICE. [APPLAUSE] [INAUDIBLE] I THINK YOU COULD STAND UP. >> MY KNEES HURT. [LAUGHTER] >> [INAUDIBLE]. [APPLAUSE] >> [INAUDIBLE]. >> WELL, DEFINITELY YOUR BETTER HALF RIGHT THERE, RIGHT? [LAUGHTER] NEXT SLIDE. DEBRA PETERSEN, 13 YEARS OF SERVICE. IS DEBRA HERE? [APPLAUSE] NANCY, 26 YEARS OF SERVICE. [APPLAUSE] REALLY APPRECIATE NANCY AND TRYING TO LOOK OVER THE PODIUM, BUT I HAD THE PRIVILEGE OF HAVING A DIRECT VIEW OF NANCY WORKING WITH A STUDENT DURING GRADUATION. JUST THE SKILL AND THE GRACE IN WHICH SHE SUPPORTED THAT STUDENT WAS REMARKABLE AND SO NANCY, THANK YOU ON BEHALF OF ALL OF US AND ALL THE CHILDREN YOU'VE SUPPORTED DURING YOUR 26 YEARS, WE APPRECIATE YOU. NEXT SLIDE. MARY BOWKER, [INAUDIBLE]. [APPLAUSE] TWENTY-THREE YEARS OF SERVICE AND THE MUSICAL TALENT THAT YOU HAVE IS JUST REMARKABLE. I WAS IN AWE WATCHING YOU, AND AGAIN, I HAD A GOOD VIEW AT GRADUATION. IT WAS AMAZING TO SEE YOU IN THAT COMPLETELY DIFFERENT ROLE, SO I APPRECIATE THAT, AND CONGRATULATIONS TO YOU. PETER ZWAGERMAN, EIGHT YEARS OF SERVICE. [APPLAUSE] PETER IS OUR SUPER SUB, I THINK, AND HAS BEEN WITH THE DISTRICT FOR EIGHT YEARS, AND EVERYONE KNOWS HIM IN ALL THE BUILDINGS, SO IT'S GREAT TO HAVE HAD PETER'S SERVICE. THAT'S IT. CONGRATULATIONS TO OUR RETIREES AND OUR YEARS OF SERVICE PEOPLE. WE REALLY APPRECIATE YOU. IF THERE'S ANYTHING ELSE THE BOARD WANTS TO ADD, PLEASE FEEL FREE TO DO SO. >> YOU'LL BE MISSED. >> THANK YOU. >> THANK YOU. [OVERLAPPING] >> THANKS SO MUCH. >> THANK YOU ALL. [APPLAUSE] [00:15:04] >> NEXT, I'D LIKE TO ASK DR. CRISP TO TAKE A MOMENT [LAUGHTER] AND COME UP AND PRESENT. OH, SORRY, I FORGOT ANITRA I SKIPPED OVER ANITRA. I'M SORRY, ANITRA. ANITRA, IT'S APPROPRIATE TO TALK ABOUT OUR WYOMING TEACHER APPRENTICESHIP GRADUATION AND INFORMATION. ANITRA JENSEN HAS BEEN WORKING WITH OUR TEACHER APPRENTICESHIP PROGRAM, AND SHE'LL BE TELLING YOU MORE ABOUT IT. BUT AS WE BID ADIEU TO OUR RETIREES, IT'S EXCITING TO SEE OUR NEW CROP OF PROFESSIONALS, AND THEN I'M SURE ANITRA MIGHT LIKE TO ADD A LITTLE BIT ABOUT SOME OF HER FOCUS AREAS FOR NEXT YEAR. ANITRA. >> IT SEEMS VERY [INAUDIBLE] AS WE CELEBRATE OUR MASTER TEACHERS WHO ARE LEAVING THAT I GET TO INTRODUCE OUR NEW TEACHERS WHO ARE COMING UP. THERE WERE SEVEN APPRENTICES THIS YEAR, AND I HAVE TO TELL YOU THAT IF YOU WANT TO BE ENERGIZED OR HAVE A REAFFIRMATION OF THE PEOPLE WHO ARE COMING UP THAT ARE GOING TO BE HELPING WITH MOLDING THE KIDS THAT ARE COMING UP THE APPRENTICE PROGRAM IS IT. THE WYOMING TEACHER APPRENTICE PROGRAM. THEY HAD TO APPLY IT WAS LIKE A JOB APPLICATION. THEY HAD TO BE CHOSEN. ONCE THEY WERE CHOSEN, THEY BECAME FULL TIME APPRENTICES, SO THEY HELD A A FULL TIME JOB. THEY ALSO DID THEIR UNIVERSITY COURSE WORK AND ON TOP OF THAT BECAUSE THAT WASN'T ENOUGH, WE ADDED 29 COMPETENCIES THAT THEY HAD TO MASTER AS PART OF THEIR APPRENTICESHIP. THIS HAS BEEN A VERY BUSY YEAR FOR ALL OF THEM AND I CAN SAY FOR MYSELF WATCHING THEM OVER THE YEAR HAS JUST BEEN AMAZING. WE ONLY HAVE FOUR OF THEM HERE TONIGHT. I WISH THAT THERE WERE MORE, BUT THERE'S NOT. LET ME INTRODUCE. THIS IS TONYA ESLAMI. TONYA IS JUST FINISHING A MASTER'S DEGREE IN SPECIAL EDUCATION. IVY MOLLS. IVY IS STILL WORKING ON A DEGREE IN ELEMENTARY EDUCATION, I GET TO HANG OUT WITH IVY A LITTLE BIT MORE, AND I'M REALLY GLAD FOR. THIS IS NICOLE COX. NICOLE IS JUST FINISHING WITH A MASTER'S DEGREE IN SPECIAL EDUCATION. OH, LET ME BACK UP A LITTLE BIT BECAUSE THE ULTIMATE OF ALL OF THIS, TONYA WILL BE WORKING AS ONE OF OUR CERTIFIED SPECIAL EDUCATION TEACHERS AT THE HIGH SCHOOL NEXT YEAR. IVY WILL BE MOVING INTO A SPECIAL EDUCATION PARENT POSITION. NICOLE WILL BE DOING SPECIAL EDUCATION TEACHER AT THE HIGH SCHOOL AND THEN LAST BUT NOT LEAST FOR HERE. THIS IS ERIKA HARTENSTEIN. ERIKA IS WORKING ON A MASTER'S DEGREE IN SPECIAL EDUCATION. NEXT YEAR, SHE WILL BE ONE OF OUR PERMANENT SUPPORT SPECIALISTS, SO ONE OF OUR TRAVELING SUBSTITUTES. BUT SPECIFICALLY FOR SPECIAL EDUCATION. SHE'S GETTING A DEGREE IN SPECIAL EDUCATION. WE ALSO HAVE URIEL GARCIA, WHO IS NOT HERE. [BACKGROUND] IVY MOLLS IS CURRENTLY WORKING AS A FOURTH GRADE TEACHER AT MUNGER MOUNTAIN ON THE SPANISH SIDE. HE WILL CONTINUE THAT ROLE THIS FALL, AND THEN HE WILL GRADUATE COME THE END OF THE YEAR, RIGHT IVY MOLLS?. THEN WE ALSO HAVE ASHLEY ANDERSON, WHO IS NOT HERE. ASHLEY IS JUST FINISHING A DEGREE, A MASTER'S OF GENERAL EDUCATION. SHE WILL BE DOING FIRST GRADE ON THE SPANISH SIDE AS A CERTIFIED TEACHER AT MUNGER MOUNTAIN. OF THE SEVEN, EVERYONE IS FARTHER ALONG WHERE THEY'VE BEEN. WE HAVE SOME WHO ARE NOW ARE CERTIFIED TEACHERS, AND I SO LOOK FORWARD TO HAVING THE REST BECOME CERTIFIED TEACHERS WHEN THEY HAVE THAT LOVELY SIGNED PIECE OF PAPER. I CANNOT TELL YOU HOW HARD THEY HAVE WORKED THIS YEAR AND THAT, IF I WAS THEIR MOM, I BE MORE CRED AND I HOPE THERE AS PROUD OF THEMSELVES AS I AM OF THEM. SO I PRESENT TO YOU THE WYOMING TEACHER APPRENTICES. >> YOU WANT ME TO CARRY ON THE MIC. >> THIS HAS BEEN SO AMAZING AND I AM REALLY EXCITED. IT'S SOMETHING BIT OF SWEET THAT I WILL BE MOVING INTO A POSITION WHERE WE ARE GOING TO GET THE APPRENTICESHIP PROGRAM GOING. WE'RE STILL WORKING ON GETTING SOME FUNDING, BUT CANNOT WAIT TO BRING IN MORE OF OUR PROFESSIONALS AND HAVE THEM GO THROUGH THE SAME TRAINING AS WELL AS THE SAME SCHOOL. I ALSO AM GOING TO BE HELPING TO START UP A PROGRAM CALLED THE NATIONAL CENTER FOR GROW YOUR OWN, [00:20:03] WHERE WE TAKE HIGH SCHOOL KIDS WHO ARE INTERESTED IN GETTING REGISTER, GETTING DEGREES IN EDUCATION, WHETHER IT'S CTE OR SPECIAL EDUCATION EARLY CHILDHOOD. ONCE WE GET ALL SET AND GOING, THEIR JUNIOR YEAR, THEY WILL TAKE FOUR COURSES WHERE THEY WILL GET CONCURRENT ENROLLMENT, AS WELL AS HIGH SCHOOL ENROLLMENT, THAT CONCURRENT ENROLLMENT WILL GO TOWARDS SOME OF THEIR GENERAL EDUCATION. SENIOR YEAR, THE SAME THING ANOTHER FOUR COURSES. THEY'LL TAKE COURSES SUCH AS EDUCATIONAL PSYCHOLOGY INTRODUCTION TO EDUCATION. WHEN THEY GRADUATE, THEY'LL HAVE THESE EIGHT COURSES THAT ARE CONCURRENT ENROLLMENT THAT ARE SOME OF THEM SPECIFIC TOWARDS GOING INTO EDUCATION. AT THAT POINT, IF THEY WANT TO TAKE THEIR NEWLY FOUND EXPERTISE AND GO AWAY TO UNIVERSITY AND FINISH THEIR PROGRAM, WE NEED TO GET THEIR CERTIFICATES GREAT. WE'D LOVE TO HAVE THEM COME BACK. IF THEIR FAMILY IS IN A POSITION OR THEY'RE NOT IN A POSITION, AND THIS IS SOMETHING THAT I DIDN'T START TEACHING UNTIL I WAS 35, AND I COULD HAVE STARTED TEACHING AT 24 IF THIS PROGRAM HAD EXISTED WHEN I WAS A KID. IF THEIR FAMILY CANNOT AFFORD FOR THEM TO GO TO A UNIVERSITY, WE'RE LOOKING FORWARD TO BEING ABLE TO HIRE THEM AS PARENTS WHILE THEY DO ONLINE PROGRAMMING. CWC CURRENTLY HAS AN EARLY CHILDHOOD DEGREE PROGRAM THAT IS ONLINE PRESCHOOL THROUGH THIRD GRADE. I'M LOOKING FORWARD TO WORKING WITH THEM AND SEE IF WE CAN EXTEND THAT INTO SIXTH GRADE SO WE CAN DO ELEMENTARY EDUCATION. THEN ONCE THEY'RE DONE, INTERVIEWING THEM AND HOPEFULLY LIKE OUR PARTICIPANTS HERE, THEY BECOME OUR NEXT TEACHERS. THEN TIED TOGETHER WITH THEM AVID PROGRAM, WHICH IS COLLEGE AND CAREER READINESS FOR UNDERSERVED POPULATIONS. WE'VE TAKEN THAT AND MARRYING THE THREE OF THEM TOGETHER SO THAT WE CAN BE CREATING MORE OF OUR OWN EXPERTISE IN OUR OWN TEACHERS WITHIN OUR COMMUNITY AND HELPING THEM WATCH AND GROW AND BE IMPACTFUL OF THE NEXT GENERATION, WHICH I WON'T BE HERE FOR THEIR RETIREMENT, BUT IT'LL BE GREAT TO KNOW IT'S HAPPENING. >> THANK YOU. NOW STAFF THIS CRISP TURN. >> GREAT. EVENING, BOARD. GET TO RECOGNIZE THREE OUTSTANDING PEOPLE THIS EVENING. EVERY YEAR, TCSD PUTS OUT AN APPLICATION PROCESS FOR ALL SITES AND STAFF TO RECOMMEND AND APPLY TO BE OUR DISTRICT TEACHER OF THE YEAR AND ALSO OUR DISTRICT STAFF OF THE YEAR. THAT THE STAFF OF THE YEAR IS UNIQUE TO US. NO EVERY DISTRICT DOES THAT IN THE STATE. EVERY DISTRICT DOES DO THE TEACHER PART. WE'VE ADDED THE STAFF GIVEN OUR STAFF MEMBERS OR LIFELINE OF OUR DISTRICT IN MANY TIME, MANY CASES. WE HAVE WE HAD A TREMENDOUS GROUP OF APPLICANTS THIS YEAR. WE HAVE A COMMITTEE THAT COMES TOGETHER AND REVIEWS ALL THE APPLICATIONS AND USES THE CRITERIA TO MAKE OUR IDENTIFICATION. I'M VERY HAPPY TO RECOGNIZE THREE INDIVIDUALS TONIGHT FOR THE BOARD. I'M GOING TO RECOGNIZE FIRST, WE HAVE TWO STAFF OF THE YEAR FOR RECOGNIZING THIS YEAR BECAUSE WE HAD A TIE, AND WE COULD NOT UNTIE THAT. I'D LIKE FOR TJ CONNELL, TO PLEASE COME FORWARD. STAFF OF THE YEAR FROM COLTER ELEMENTARY SCHOOL, SOCIAL WORKER, AND COUNSELOR, ANNA FREDERICKS. OUR TEACHER OF THE YEAR IN TCSD THIS YEAR IS HUNTER JONES SCIENCE TEACHER AT THE MIDDLE SCHOOL. EACH CANDIDATE RECEIVES A COMPLIMENTARY OF THE FUND FOR PUBLIC EDUCATION OF $1,000. SOME CAVEATS TO THAT. $500 OF THAT, THE INDIVIDUAL GETS TO CHOOSE TO DONATE TO A TCSD PROGRAM THAT WE OFFER AND THE OTHER $500 AS AN AWARD AMOUNT FOR THE INDIVIDUAL. >> LAST BUT NOT LEAST ON OUR CELEBRATIONS. OUR SRO T STANTON. SHE HAD A GREAT IDEA. ACTUALLY, I'M GOING TO SRO STANTON TELL US WAS YOUR GREAT IDEA. [00:25:01] >> MY GRAND PLAN. I HAD AN IDEA TO GET SOME STUDENTS INVOLVED IN A PROJECT, HELP ME AN SRO MOBILE, AS I CALL IT. WHAT WE DID WAS, I GOT IN TOUCH WITH HANNAH HORGAN OVER AT THE HIGH SCHOOL. SHE'S GOT THIS BRILLIANT PHOTOSHOP CLASS. SHE PUT OUT THE IDEA TO THEM. I CAME UP WITH SOME GUIDELINES OF WHAT I WAS LOOKING FOR, WHAT I WAS HOPING FOR. LET ME TELL YOU THEY JUST TOTALLY CAME THROUGH. EVERYBODY SUBMITTED THEIR IDEA. I WENT THROUGH, I NARROWED IT DOWN TO TWO. BOTH OF THE STUDENTS WERE EXTREMELY PROFESSIONAL TO WORK WITH. THEY CAME DOWN. WE MADE IT. THEY DID A REDESIGN, WE SUBMITTED SUPER PROFESSIONAL, AND IT CAME DOWN TO THE WINNER OF TEA PACHULI. SHE'S A 10TH GRADER. HE WAS AWARDED $100 FROM THE TIAN COUNTY SHERIFF'S OFFICE, AND HER AP DESIGN HAS BEEN PLACED ON OUR 2019 DODGE CHARGER. LET ME JUST SAY THIS THING WAS A HIT AT THE TOUCH OF TRUCK IN TOWN. I LOVED IT. IT'S REALLY BEEN WONDERFUL. WHEN I WENT TO THE NATIONAL ASSOCIATION OF SCHOOL RESOURCE OFFICER TRAINING LAST SUMMER, THEY MADE THIS POINT TO SAY THAT IT'S VERY IMPORTANT TO WEAVE YOURSELF INTO THE FABRIC AND CULTURE OF THE SCHOOLS THAT YOU SERVE. I REALLY THINK THAT THIS VEHICLE DOES THAT. THE KIDS, I THINK HAVE A LITTLE BIT OF SKIN IN THE GAME. THEY KNOW THAT I AM THEIR COP. I AM THERE FOR THEM. I AM ON THEIR SIDE AND ON THEIR TEAM. I JUST THINK THAT THIS CAR REALLY SPEAKS TO THAT AND HOW DEDICATED WE ARE TO OUR SCHOOL SAFETY AND BEING THERE FOR OUR STUDENTS. >> THANK YOU. >> ANY QUESTIONS? >> TEAR. >> TERRIFIC TEAR. >> THANK YOU. >> THAT'S THE [INAUDIBLE] OF THE EVENING. THE DISTRICT LEADERS REPORT IS THERE AND WE'RE HAPPY TO ANSWER ANY QUESTIONS. >> QUESTIONS ON THE DISTRICT LEADERS REPORT. >> I DO HAVE ONE QUESTION. WHEN WE APPROVED AT THE ADDITION OF SOFTBALL WAS MY UNDERSTANDING THAT WE WERE SUPPOSED TO GET SOME DONATIONS AND TO HELP US OFFSET THAT EXPENSE AND HEADING INTO THE BUDGET. I'M JUST WONDERING IF THOSE DONATIONS HAVE EVER ARRIVED. >> TO MY KNOWLEDGE, NO, BUT I WOULD LIKE TO ASK [INAUDIBLE]. >> YES, THOSE WHO OFFERED. >> THANK YOU. IN FACT, ANY ANYTHING ELSE? GOOD JOB ON THE DISTRICT LEADERS REPORT. >> THANK YOU. [D. Reports and Items for Discussion] >> NEXT ITEM. STUDENTS SCHOOL BOARD MEMBER INTRODUCTION. I BELIEVE THAT'S TRUSTEE [INAUDIBLE]. >> CHAIRMAN, BETSY, CARLA AND I SPENT A DAY AT THE HIGH SCHOOL. WE INTERVIEWED 13 DIFFERENT STUDENTS. IT WAS WONDERFUL. WE GOT TO SPEND ABOUT 20,30 MINUTES WITH EVERY SINGLE STUDENT. THEY WERE EXCELLENT, ALL 13 OF THEM. IT WAS JUST A BLAST TO TALK TO THEM. WE HAVE THIS GREAT QUESTION. WHOEVER PREPARED THE QUESTION BETSY. THERE WAS ONE QUESTION THAT WAS IF YOU COULD GO ALL THE WAY BACK TO KINDERGARTEN, WHAT WOULD YOU CHANGE IN YOUR EDUCATION IN THIS DISTRICT? WE HAVE THE MOST FASCINATING ANSWERS. IT'S A GREAT QUESTION THAT STIRS A LOT OF THOUGHT. THEY WOULD TELL US ABOUT THINGS IN ELEMENTARY SCHOOL, THEY WOULD HAVE CHANGED THE MIDDLE SCHOOL, MOST OF IT WAS ABOUT THINGS THAT WOULD CHANGE AT THE HIGH SCHOOL. PARTICULARLY BEING ABLE TO GO LUNCH. THAT WAS A BIG. BUT ANYWAY, THE THREE WE FRANKLY LANDED ON ARE WONDERFUL. I HAVE TO TELL YOU THE FIRST ONE HERE IS KEATON CHAMBERLAIN, AND KEATON'S KEY CLUB, AVID, WHOLEFOOD RESCUE, PEER ADVOCATES. WE TALKED A LOT ABOUT PEER ADVOCATES. WE LEARNED A LOT BETSY AND I DID ABOUT THAT GROUP. BOTH BETSY AT KEATON WALKED OUT THE DOOR LIKE, WELL, THAT ONE. SHE WAS AMAZING. WE REALLY ENJOYED SPEAKING WITH KEATON. SHE WAS IN THE MORNING, SO WE WERE ALL EXCITED THEN BY THE AFTERNOON, WE FOUND TWO MORE THAT WERE JUST AMAZING ALSO. NOW, COLIN TELLS ME SO WE HAD EVERYTHING WRITTEN DOWN AS ROBERT. [00:30:03] HE TELLS ME THAT'S HIS FIRST NAME. COLIN HAS HIS MIDDLE NAME AND HE LIKES TO GO BY A MIDDLE NAME. COLIN IS GREAT. HE WANTS TO DEAL A LOT WITH HOW TO INCLUDE MORE STUDENTS HOW TO GET OUTREACH TO MORE. MORE IMPORTANT THINGS LIKE BETSY SAID, HE'S JUST A REAL GO GETTER. HE HE COULDN'T STOP TALKING. HE HAD SO MANY IDEAS. HE JUST TELLING US, I WANT TO DO THIS. I WANT TO DO THIS, I WANT TO DO THIS, AND WE'RE VERY, EXCITED TO TALK WITH COLIN. I THINK HE'S GOING TO BE MADE A REALLY GOOD ADDITION. THEN SADIE, SCARLETT CAME IN AND SHE WAS SO CONFIDENT. BOTH BETSY AND I WERE SO IMPRESSED WITH THEIR CONFIDENCE. SHE JUMPED RIGHT INTO TALKING ABOUT PROFILE OF A GRADUATE. SHE KNEW EXACTLY WHAT WE HAD BEEN WORKING ON. SHE WENT INTO DETAIL AS TO WHAT HOW SHE WOULD EXPAND THAT. SHE HAD LOTS OF DETAIL INFORMATION AS TO WHAT SHE WANTED TO DO WITH PROFILE OF A GRADUATE, WHERE SHE OUGHT SHE GO, HOW TO BETTER REDEFINE TRADITIONAL LEARNING. THEN SHE REALLY FASCINATED BETSY AND I. SHE DID THIS I THINK IT'S A YEAR LONG PROJECT IS, I THINK IT WAS. BUT SHE DID A PROJECT ON THE INDIGENOUS PEOPLE OF HAWAII AND WE JUST SAT THERE FASCINATED. SHE TALKED TO US ABOUT 10 MINUTES ABOUT THIS PROJECT, SHE HAD DONE ON THE INDIGENOUS PEOPLE OF HAWAII AND LEARNED A LOT EDUCATED BETSY AND I. BUT SADIE BROUGHT TO CONVERSATION A LOT OF CONFERENCE. WE PUT ALL THREE OF THOSE TOGETHER, AND WE THINK WE PUT TOGETHER A REALLY GOOD STUDENT SCHOOL MEMBER BOARD FOR NEXT YEAR, AND THEY HAVE A LOT TO DUG TOO. >> THANK YOU. >> YOU ALL HAVE SOME BIG SHOES TO FILL. ANDREW CECILY AND GARY WERE GREAT SCHOOL BOARD MEMBERS. IT REALLY TOOK THE WHOLE PROGRAM TO A NEW LEVEL AND WE LOOK FORWARD TO SEEING YOU AND YOUR WORK AS THE COMING YEAR COMES UP. I ALWAYS ASKED KEITH, THOUGH. HE WAS A STUDENT SCHOOL BOARD MEMBER AND HE SHOULD SHARE HIS EXPERIENCE JUST REALLY QUICKLY BECAUSE IT'S ALWAYS AN ENTERTAINING STORY. >> I DON'T HAVE ANY ENTERTAINING STORY. >> THIS ONE IS GOOD. ABOUT YOU BEING ELECTED? HOW IT WORKED? >> HOW WE USED TO DO IT WAS YOU GOT ELECTED FROM THE STUDENT BODY AND SO IT WAS MORE LIKE YOU WERE THE UNION REP. [LAUGHTER] YOU WOULD GO OVER AND TELL THE SCHOOL BOARD WHAT THEY WERE DOING WRONG. I WAS GOOD AT THAT. [LAUGHTER] MY FATHER WAS THE CHAIRMAN OF THE BOARD SO I WOULD GO OVER AND TELL HIM EVERYTHING THEY WERE DOING WRONG. [LAUGHTER] NOT SAYING YOU NEED TO DO THAT. I TOOK MY UNION REP JOB VERY SERIOUSLY. >> ONE DAY, YOU CAN SERVE [INAUDIBLE]. THANK YOU. IF YOU ALL WANT TO DEPART, YOU CAN STAY OR YOU CAN GO. [OVERLAPPING] I KNOW IT'S THE LAST THING IN SCHOOL AND I'M SURE IF YOU HAVE [INAUDIBLE] PLAN FOR THE NIGHT. ANYWAYS, NEXT ON THE AGENDA. >> THAT WAS ALL IF YOU CAN GO. >> MANAGEMENT. >> GOT IT, INTRODUCE. >> GOOD EVENING. ANDRE, COULD WE START WITH THE FUND 31 UPDATE? THE FUND 31 UPDATE IS WHAT ONE OF YOU ASKED FOR LAST MEETING, JUST A UPDATE ON SOME OF THE FUNDING PROJECTS AND DIFFERENT WAYS WE TRACK THAT IN THE BUSINESS OFFICE. LET'S START AT THE BOTTOM. SOMETIMES IT'S EASIER TO LOOK AT THE REVENUE BEFORE WE LOOK AT THE EXPENDITURES. WHEN WE HAVE DIFFERENT POTS OF MONEY THAT COME INTO, SO THIS IS FUN FUND 31, THIS IS ALL CAPITAL CONSTRUCTION IN OUR DISTRICT. AS YOU ALL KNOW, WE HAVE A CAPACITY SUITABILITY AND HOUSING FUND THAT WE'VE DONE SOME TRANSFERS INTO. THAT'S THAT FIRST TOP SECTION. THE WAY THAT WE TRACK THAT IS WE KEEP A RUNNING TOTAL. WE KNOW HOW MUCH TOTAL WE'VE BROUGHT INTO THAT FUND AT THE SAME TIME AS THE TOTAL WE'VE TAKEN OUT OF THAT FUND WITH CLOSED PROJECTS, AND THEN THE INTEREST EARNED, OBVIOUSLY, IS THERE AND THAT'S UP TO DATE AS OF MAY. THE NEXT ONE IS THE EXACTION. SOMETIMES WE TALK ABOUT WHAT OUR EXACTIONS FEES ARE FROM EITHER JACKSON OR TETON COUNTY. THAT'S THE REVENUE THAT WE HAVE, THAT'S OUR ROLLING BALANCE CURRENTLY IN OUR ACCOUNTS. THE NEXT ONE IS THIS IS WHERE WE KEEP WHEN WE DO THE REC DISTRICT APPROVAL OF THE FIELD OR THE TURF, [00:35:02] WHEN WE APPROVE THAT FROM THE REC DISTRICT. WHEN THAT MONEY COMES INTO THE SCHOOL DISTRICT, THIS IS WHERE WE PUT IT AND THIS IS WHERE WE HOLD IT. YOU'LL SEE THAT THE BALANCE RIGHT NOW IS 200,000. THAT'S BECAUSE THE REC DISTRICT, WE HAVE TO WAIT UNTIL THE END OF THE YEAR TO GET ALL OF THE FINAL TAX PAYMENTS TO MAKE THIS YEAR'S FISCAL 24 PAYMENT FOR THE TURF TO COME INTO THIS ACCOUNT, AND WE HAD NOT PAID THAT AS OF 5/24 INTO PCSD ACCOUNTS. BUT WITH THE FINAL PAYMENT THAT JUST CAME IN IN JUNE OF PROPERTY TAXES, YOU'LL SEE THAT INCREASE FOR THIS YEAR AND THEN THERE'S ANOTHER APPROVAL OF THAT AMOUNT FOR NEXT YEAR, FISCAL YEAR 25 THAT WILL ALSO COME INTO THAT ACCOUNT. THE 55,195 THAT'S SITTING IN THERE CURRENTLY IS THE REMAINING BALANCE FROM THE STATE FUNDING WHEN WE HAD APPROVAL TO WORK ON THE BLEACHERS. I'LL TALK ABOUT THAT A LITTLE BIT IN A MINUTE WHEN WE GET UP TO THE EXPENDITURES. THE SCHWABACHER BALANCE, THIS IS THE TOTAL AMOUNT OF MONEY THAT THE SCHWABACHER MONEY, THE EXACTIONS FROM SCHWABACHER THAT COME IN FOR TEACHER HOUSING. WE'VE DONE A COUPLE OF PROJECTS WHERE WE'VE REQUESTED THAT MONEY FROM THE FUND FOR PUBLIC EDUCATION. THE FUND FOR PUBLIC EDUCATION HOLDS THAT AND IT GOES INTO THE FUND FOR PUBLIC EDUCATION UNTIL WE'RE DOING A PROJECT. WITH SOME OF OUR RECENT PROJECTS LIKE THE WILLOW STREET PROJECTS AND THE REMODEL OF THE HOUSING UNITS THERE, WE DID PULL SOME OF THAT MONEY. THERE WAS A LITTLE BIT LEFTOVER SO IT'S STILL SITTING HERE THAT WE CAN USE FOR EMPLOYEE HOUSING. IF WE DON'T USE THAT TO CLOSE OUT SOME OF THOSE PROJECTS, WE MAY BE SENDING THAT BACK TO THE FUND FOR PUBLIC EDUCATION TO HOLD. WE HAVEN'T WORKED THROUGH THAT DETAIL YET. THEN THE FINAL THING ON THERE IS WE HAVE THIS AGREEMENT WITH THE DEVELOPMENT THAT'S HAPPENING RIGHT OUT HERE WHERE THEY ASKED FOR AN EASEMENT. THIS IS A PAYMENT. WE REALLY TRY AND KEEP THESE IN DIFFERENT POTS OF MONEY SO WE KNOW EXACTLY WHERE IT'S COMING FROM, WHAT THE INTENTION WAS WHEN IT CAME INTO THE FUND, SO THAT THEN IF WE DO NEED TO SPEND IT ON SOMETHING, WE'RE SPENDING IT ON SOMETHING THAT MAKES SENSE FOR HOW THE MONEY CAME INTO FUND 31. IF WE GO TO THE TOP OF THIS DOCUMENT AND WE START LOOKING AT SOME OF THE PROJECTS THAT WE HAVE UNDERWAY, CURRENTLY, WE HAVE THE WILSON VESTIBULE, THAT PROJECT IS NOT QUITE CLOSED OUT YET. WHILE THE VESTIBULE IS FINISHED, THERE'S A LOT OF FINANCIAL PIECES THAT HAPPEN AFTER THE PROJECT TO MAKE SURE IT GETS CLOSED OUT COMPLETELY. OBVIOUSLY, THE RETAINAGE IS THERE WHEN WE FINALLY GET THAT PAYMENT BACK FROM THE CONTRACTOR, IF THERE'S ANY LEFT. THEN WE'LL END UP WITH A TOTAL BALANCE FOR THE WILSON INVESTIBLE. THAT WILL THEN COME OUT OF THE FUNDING SOURCE, AND THE FUNDING SOURCE FOR THE WILSON VESTIBULE WAS CAPACITY AND SUITABILITY. >> [INAUDIBLE]. >> MR. CHAIR, KRISTEN, WHEN WE'RE GOING BACK TO THE EXACTIONS, WHICH ONE OF THESE IS THE PAYMENTS THAT WE GET FROM SNAKE RIVER SPORTING CLUB? >> I'M SORRY. I GOT THAT MIXED UP WITH SCHWABACHER. WE DON'T TAKE IN SNAKE RIVER SPORTING CLUB. THAT GOES THROUGH THE FUND FOR PUBLIC EDUCATION. >> I THOUGHT THAT MIGHT [OVERLAPPING]. >> THIS IS THE SCHWABACHER BALANCE, AND IT'S AMOUNT THAT'S SITTING IN THERE FROM THE SCHWABACHER PROJECT. WE DON'T REALLY THEN GO AND SPEND IT ON ANYTHING ELSE, IT JUST SITS THERE. I'M NOT SURE WHAT THE RESTRICTIONS, WE SHOULD PROBABLY GET A LEGAL OPINION IF WE COULD USE IT FOR SOMETHING ELSE OR NOT. THE SNAKE RIVER SPORTING CLUB ARE THE ONES THAT COME INTO FOR PUBLIC EDUCATION THAT WE CAN USE FOR HOUSING. SORRY ABOUT THAT. BACK UP. SORRY, ANDREA. THE NEXT PROJECT IS THE BLEACHERS. YOU CAN SEE THAT THAT HAS A TOTAL BALANCE. WE'RE ALMOST FINISHED CLOSING OUT THAT PROJECT, TOTAL BALANCE OF 72,000 OUTSIDE OF THE FUNDING THAT WE HAD APPROVED. THAT'S WHERE THAT $55,000 BELOW IS COMING FROM. THAT REMAINING 55,000 THAT WE HAVE FOR THE BLEACHER PROJECT WILL COME HERE AND THEN WE'RE ABOUT $18,000 THAT WILL COME FROM CAPACITY AND SUITABILITY. THIS IS HOW WE TRACK THESE. THEN IN THIS DOCUMENT, EACH ONE HAS A SPECIFIC TAB FOR DETAIL INFORMATION SO THAT WE JUST KNOW WHAT THE TOTAL IMPACT TO CAPACITY AND SUITABILITY TO FUND 31 IS GOING TO BE WHEN WE CLOSE OUT THESE PROJECTS. THEN YOU CAN SEE WE HAVE OUR GHMS REMODEL THAT'S NOT YET CLOSED OUT AS A PROJECT WITH THE STATE. WE DON'T REMOVE IT FROM HERE UNTIL IT'S FULLY CLOSED. THEN YOU CAN SEE WE'RE STARTING TO GET MONEY IN FROM THE SPAT TAXES FOR THE BRONC ACHIEVEMENT CENTER AND THE EMPLOYEE HOUSING. >> MR. CHAIR? >> YES, TIM. >> I HAVE A CURIOUS QUESTION ABOUT SCHWABACHER AND MOBIL. ARE THOSE PAYMENTS ANNUAL OR ONE TIME? >> THOSE ARE ONE TIME. >> ONE. THANK YOU. >> YOU'RE WELCOME. >> MR. [INAUDIBLE] [00:40:02] >> MR. CHAIRMAN, MAYBE NOT A QUESTION FOR KRISTEN BUT BECAUSE IT'S UP THERE, I HAVE A CURIOSITY QUESTION. ON THE CLOSING THE STADIUM, ARE WE GOING TO SEPARATE OUT WITHIN AND PUT A LOCKED DOOR SO THIS IS FOR YOUTH FOOTBALL SO THAT THE BULLY BARNES WOULD GO AWAY AT THIS COMPLAINT? >> YES. TRUSTEE GINGRI, THAT'S THE INTENTION SO THAT WE CAN PUT SOME CHAIN LEAK FENCES AND LOCKS. DR. CRISP HAS DUBBED THE SUMMER THE GREAT SHED REMOVAL OF 2024. [LAUGHTER] WE HAVE A VARIETY OF [OVERLAPPING]. >> PRETTY SURE IT'S SCOTT. >> WHAT? >> PRETTY SURE IT'S THE YEAR OF SCOTT. [LAUGHTER] >> IT'S THE SUMMER. [LAUGHTER] >> SCOTT IS OVER HERE. [LAUGHTER] >> THAT IS OUR INTENTION. SOME OF THEM ARE LIKE THIS ONE OUT HERE. SOME OF IT, IT DOESN'T MAKE SENSE TO GET RID OF THE TRAFFIC EQUIPMENT, THAT THING. BUT OTHERS, FOR SURE. >> SOMETIMES THE SUMMER. >> YES. >> OTHER QUESTION AND IT'S ACTUALLY NOT A QUESTION FOR MISSTATEMENT. DR. SINGER WHO SOON YOU BET WHO DOES THE DARK SKIES INITIATIVE HAS BEEN GOING TO ALL THE DIFFERENT GOVERNMENT ENTITIES, WORKING WITH THEM TO FIND FUNDING AND THINGS LIKE THAT TO SLOWLY START REPLACING A LOT OF LIGHTS. ONE IS TO START TALKING TO US ABOUT REPLACING SOME OF OUR LIGHTS. THERE ARE MORE MODERN LIGHTS FOR STADIUMS AND THINGS SO THAT WE MAINTAIN DARK SKIES, ESPECIALLY NOW THAT WE HAVE AN OBSERVATORY ON TOP OF SNOW KING. BUT IT'S SOMETHING POTENTIALLY, I WOULD HOPE WE WOULD START WORKING TOWARD. I KNOW CHARLOTTE'S ALREADY HAD SOME CONVERSATIONS WITH THEM. BUT IT MAY BE SOMETHING THAT WE'RE GOING TO NEED TO AT LEAST DISCUSS FUNDING IN, NOT NOW BUT IN THE NEXT TWO YEARS, WE'VE POTENTIALLY CHANGED OVER SOME OF OUR LIGHT [INAUDIBLE] ATHLETICS. >> ANY OTHER QUESTIONS ON THE FUND 31 UPDATE? WOULD YOU LIKE MORE INFORMATION? WHERE WAS THIS? >> WE'RE TALKING ABOUT THE EXACTIONS. THERE'S A PIECE WE DON'T KEEP IN THERE AND THAT'S THE LAND BALANCE. WE HAVE THE EXACTION PIECE OF TETON VILLAGE AND JUST IN YOUR FINANCIAL REPORT, IT'S A BALANCE SHEET ITEM, IT MIGHT BE HELPFUL THAT YOU BUILD A BALANCE SHEET AROUND THIS. >> YOU'RE SAYING OUR BALANCE OF WHAT OUR LAND IS VALUED AT? >> OR WHAT IT WAS GIFTED. >> WHAT THE PIECE IS BASED ON? >> WELL, JUST THE VALUE OF THE LAND BECAUSE IT'S PART OF THE EXACTIONS WE RECEIVED. I SEE THIS AND WE'RE NOT GETTING OFF OF THE EXACTIONS. WELL, THAT'S BECAUSE THAT TETON VILLAGE LAND IS LAND. BUT JUST SOME WAY THAT WE CAN KEEP TRACK OF IT, SO FUTURE BOARDS, GOD FORBID, WE FORGET THAT WE HAVE A PIECE OF LAND UNTIL SOMEBODY COMES SO THAT WE WERE ON ROAD. [LAUGHTER] JUST THE WAY THAT WE CAN PUT THAT INTO OUR FINANCIAL RECORDS. >> SURE. ANYTHING ELSE? >> COULD WE PLEASE MOVE ON TO THE CASH RESERVE UPDATE? THIS IS THE CASH RESERVE. AS YOU ALL REMEMBER, WE APPROVED SEVERAL THINGS FROM THE CASH RESERVE BALANCE LAST YEAR AND IN THE PRIOR YEAR, INCLUDING INCREASED RAISES AND THE TECHNOLOGY UPGRADE AND SOME OF THOSE ITEMS. LAST YEAR, WHEN I DID THIS ANALYSIS, WE WERE ABOUT 3 MILLION. CURRENTLY RIGHT NOW PROTECTED FOR THE END OF THE YEAR, OBVIOUSLY WE HAVEN'T CLOSED THE FINANCIAL YEAR YET. WE HAVE MADE SOME GROUND BACK WITH OUR CASH BALANCE. THIS NUMBER WILL CHANGE, AND IT'S DEFINITELY NOT THE SAME NUMBER THAT SHOWS UP IN OUR AUDIT, BECAUSE THEN THEY INCLUDE ALL OF THE ACCRUALS FROM PRIOR YEAR IN THAT NUMBER. BUT RIGHT NOW WE'VE GONE IN A POSITIVE DIRECTION THIS YEAR, WHICH IS BETTER THAN EXPECTED WITH THE WAY THAT THE RC IS CALCULATED IN THE MODEL. >> KRISTEN, ONE QUESTION, THE 4,310,000, THAT SHOULD BE 6,30, 2024, RIGHT? >> OH, YEP. >> MR. CHAIR, KRISTEN, ON THE BUDGET THERE'S A BUDGET CARRYOVER OF ONLY $3 MILLION FOR THIS YEAR, $3.5 MILLION, COMPARED TO EIGHT MILLION LAST YEAR. >> ARE YOU ON THE ACTUAL BUDGET? WHAT PAGE ARE YOU ON? [00:45:02] >> [INAUDIBLE] THE WRONG BOOK. [OVERLAPPING] LIKE THE VERY FIRST PAGE. >> IF YOU GO TO, IS IT THE GENERAL FUND SUMMARY, THIS ONE? >> YES. >> PAGE 18 IN THE BUDGET. YES. WHEN I SAID WE DROPPED TO THREE MILLION IN OUR CASH RESERVE BALANCE, THAT IS WHAT CARRIED OVER TO THIS FISCAL YEAR. THEN YOU CAN SEE AT THE BOTTOM ENDING UNRESERVED FUND BALANCE IS 4.1 IN THIS DOCUMENT. THE DIFFERENCE BETWEEN THE TWO DOCUMENTS IS TIMING. I RAN REPORTS AT ONE POINT IN THIS ONE. AT THE END OF JUNE, WHEN WE DO ALL OF OUR FINAL REPORTS AND BUDGETING THOSE TWO NUMBERS WILL MATCH. BUT YES, THE CARRYOVER WAS THREE MILLION. WE DIPPED TO THAT WHEN WE DID THE INCREASES AND THE TECHNOLOGY PURCHASE, AND NOW WE'RE STARTING TO BUILD THAT BACK, WHICH IS WHAT WE EXPECTED TO DO. >> THANK YOU. >> ANY OTHER QUESTIONS ON THE CASH RESERVES? WE'LL GO TO THE BUDGET, SINCE THAT'S WHERE WE WANT MOST. IF YOU GO TO PAGE 10 IN THE BUDGET. I KNOW EVERYBODY PROBABLY READS THIS COVER TO COVER EVERY YEAR. [LAUGHTER] BUT I THINK THAT THESE ARE SOME OF THE MOST EDUCATIONAL PAGES IN OUR BUDGET THAT REALLY EXPLAIN WHERE WE ARE AS A DISTRICT, HOW THINGS HAVE CHANGED SINCE THE PRIOR YEAR, AND WHAT CHANGES HAVE BEEN MADE TO IMPACT FUTURE PLANNING. I'LL QUICKLY GO THROUGH THE DIFFERENT TYPES OF FUNDS. THE REASON I THINK THIS IS IMPORTANT IS WHEN WE START GETTING INTO FUND 31 OR CAPITAL CONSTRUCTION ACCOUNT, OR FUND 20 OR SPECIAL REVENUE, THIS REALLY DEFINES WHICH CATEGORY EACH OF THOSE ARE IN, AND HOW OUTSIDE INFLUENCES IMPACT HOW WE BUDGET FOR THOSE MOVING FORWARD. YOUR GOVERNMENTAL FUNDS ARE YOUR GENERAL FUND, YOUR FUND 10. THAT IS A POT OF MONEY THAT IS OFTEN REFERRED TO AS OUR FOUNDATION GUARANTEE, OR, I CAN'T THINK OF THE OTHER NAME RIGHT NOW. IF YOU'LL GO DOWN TO THE NEXT, IT'S PAGE, THERE'S LOTS OF [INAUDIBLE] HERE, DIFFERENT INFORMATION OBVIOUSLY, DEPENDING ON SOME OF THE DECISIONS YOU MAKE TONIGHT, WE WILL HAVE SOME MORE INFORMATION. ANYTHING HIGHLIGHTED IN YELLOW I HAVEN'T UPDATED YET JUST BECAUSE THERE'S DECISIONS PENDING TONIGHT THAT COULD IMPACT SOME OF THESE THINGS. THE NEXT PAGE IS PAGE 13. THIS TALKS A LITTLE BIT, IT'S ABOUT MIDDLE. SPECIAL REVENUE FUNDS. THESE ARE ANY GRANT FUNDS OR RESTRICTIVE FUNDS THAT WE RECEIVE. WHEN THE TETON COUNTY REC DISTRICT GRANTS FUNDS TO THE SCHOOL DISTRICT, THOSE ARE RESTRICTED FUNDS BECAUSE THEY'RE GRANTED FOR A SPECIFIC PURPOSE. THIS IS ALSO WHERE CONSOLIDATED FEDERAL GRANTS SIT. THESE ARE DEFINITELY LOOKED AT AND REPORTED ON IN MUCH MORE DETAIL TO THE STATE BECAUSE IT HAS TO GO TO THE FEDERAL GOVERNMENT. THERE'S A LOT MORE RULES HERE, SO THEY SIT OFF INTO THEIR OWN FUNDS. PAGE 15, PLEASE. THEN WE GO TO OUR PROPRIETARY FUNDS. THESE ARE FUNDS THAT ARE RUN ALMOST LIKE THEIR OWN BUSINESS. THAT'S WHEN WE'RE TALKING ABOUT THE ENTERPRISE FOOD SERVICE. WE HAVE OUR CHILDCARE FUND THAT SITS HERE. NOW WE USED TO HAVE AN EMPLOYEE HOUSING FUND, AND WHEN WE STARTED WORKING WITH OUR NEW AUDITOR THERE WASN'T REALLY A REASON WHY WE HAD AN EMPLOYEE HOUSING FUND BECAUSE WE DIDN'T REALLY HAVE MUCH HOUSING, WE HAD TWO OR THREE UNITS. THE ASSETS WE'RE SITTING IN THE GENERAL FUND CAPITAL ASSETS LISTING. IT DIDN'T MAKE SENSE TO HAVE A SEPARATE FUND. NOW THAT THE DISTRICT IS TAKING ON THE INITIATIVE AND BUILDING MORE HOUSING, WHAT WE'RE IN THE PROCESS OF DOING IS MOVING THOSE ASSETS INTO THE EMPLOYEE HOUSING FUND. THEY'LL HAVE THEIR OWN LISTING. FOOD SERVICE HAS ITS OWN LISTING OF CAPITAL ASSETS AS WELL. NOW WE CAN SET THAT ASIDE. ANY RENTS THAT WE COLLECT WILL GO INTO THIS FUND. IT CAN ALSO THEN BE USED FOR MAINTENANCE AND SUPPORT OF THE EMPLOYEE HOUSING UNITS THAT WE HAVE. IDENTIFYING IT AS A SEPARATE FUND IS IMPORTANT SO THAT IT DOESN'T ALL GET MATCHED INTO THE GENERAL FUND AND COUNTED TOWARDS OUR CASH RESERVES. THE NEXT PIECE ARE THE FIDUCIARY FUNDS. FIDUCIARY FUNDS ARE ALL OF THESE AGENCY FUNDS. THIS WOULD BE THE BASKETBALL TEAM HAS AN AGENCY FUND AT THE HIGH SCHOOL. THEY'RE ABLE TO COLLECT EITHER BASKETBALL FEES OR RAISE MONEY IF THEY WORK THE CONCESSION STAND OR WHATEVER. THEN THAT GOES INTO A FUND LABELED, BOYS HIGH SCHOOL BASKETBALL, THEY CAN THEN USE THAT FOR BOYS HIGH SCHOOL BASKETBALL. THEY'RE REALLY RESTRICTED. [00:50:02] THESE ARE FUNDS THAT ARE NOT MANAGED BY THE DISTRICT. WE INCLUDE THEM IN OUR BUDGET, AND WE INCLUDE THEM AS A DEFINED FUND, BUT THE PURE DEFINITION OF AN AGENCY FUND IS THAT THE BOARD DOES NOT HAVE OVERSIGHT OF THESE FUNDS BECAUSE THEY'RE COLLECTED AND MANAGED AT A MUCH LOWER LEVEL IN THE DISTRICT. THAT'S TYPICALLY A COACH OR ACTIVITIES DIRECTOR. >> MR. CHAIR, KRISTEN, WE'VE BEEN TALKING ABOUT SNAKE RIVER SPORTING CLUB, AND THE EXACTIONS WE GET FROM THEM, WHILE THEY MAY BE IN THE FUND FOR PUBLIC EDUCATION, WHY AREN'T THEY REFERRED TO IN THIS BUDGET, BECAUSE THEY ARE? >> THAT'S A GREAT QUESTION. WE COULD PUT A PAGE IN THERE ABOUT THE AVAILABILITY OF THE MONEY AND HOW IT CONTRIBUTES TO THE DISTRICT. THEY WOULDN'T BE AUDITED WITH OUR FINANCES OBVIOUSLY BECAUSE THEY'RE NOT SITTING IN OUR FUNDS. >> IT SOUNDS ALMOST LIKE A FIDUCIARY FUND, IF WE WERE HOLDING IT. YES. >> YES. BUT I'D BE HAPPY TO ADD ANOTHER LITTLE SECTION ON THOSE FEES. >> THAT WOULD BE GREAT, BECAUSE WITH THE BOOM IN REAL ESTATE, SEEMS TO ME THAT WE MUST HAVE SOME ROOM. >> IT WOULD BE COOL TO SEE WHAT THE BALANCE IS AT THAT AND REPORT IT IN OUR BUDGET EVERY YEAR EVEN THOUGH IT'S NOT IN OUR FUNDS. HAPPY TO ADD THAT. IS THERE ANY SPECIFIC QUESTIONS ON THE BUDGET? THERE'S NOT A WHOLE LOT OF CHANGES BESIDES, YOU'VE ALREADY SEEN THE DRAFT REVENUES AND EXPENDITURES. THOSE WILL BE FINALIZED AFTER THE END OF THE YEAR. WE'RE STILL WAITING ON SOME OF THE FINAL GRANT AWARDS FROM THE CONSOLIDATED GRANT. THEY'RE UPDATED TO WHAT WE HAD CURRENTLY. THE BIGGEST SHIFT IS WE'RE REALLY TRYING TO SPEND OUT [INAUDIBLE] THOSE HAVE TO BE ENCUMBERED BY THE END OF SEPTEMBER. BUT WE'VE DONE A GOOD JOB AND WE'RE ON PACE TO DO THAT WITH THE WAY WE HAD PLANNED PREVIOUSLY. >> I MENTIONED THIS EARLIER THIS EVENING, BUT I'LL MENTION IT TO YOU AGAIN. I'D LOVE TO SEE BEFORE THE ADOPTION IN JULY JUST A LIST OF FTES THAT WE'VE REMOVED AND THOSE THAT WE'VE ADDED. I KNOW BECAUSE OF COVID, WE HAD A BUNCH OF FTES. THIS IS THE YEAR A LOT OF THEM POTENTIALLY WENT AWAY. I'M JUST CURIOUS AS TO WHICH ONES DID WE HOLD ON TO? WHERE DID WE FIND FUNDING TO HOLD ONTO THEM? THEN MORE IMPORTANTLY, HAVE WE ADDED SOME FTES, AND WHERE DID WE ADD THOSE FTE? I DON'T MEAN CHANGE ANYTHING, BUT WE WERE TALKING EARLIER, SHE WAS EXPLAINING TO US THAT THERE'S NOW GOING TO BE A THIRD ATHLETIC DIRECTOR. THAT WOULD BE ADDITIONAL FTE. JUST THE DELETIONS AND THE ADDITIONS. >> DO YOU WANT TO SEE THOSE OVER ONE YEAR, OVER THREE YEARS? >> JUST THE PAST YEAR. >> JUST THE PAST YEAR. FY24-FY25. THAT'S GREAT. I CAN DEFINITELY DO THAT. >> MR. CHAIR, KRISTEN, ON A PAGE 36. THIS PROBABLY ISN'T ALL THAT MUCH OF A PROBLEM, BUT ON THE ENTRY OF PARKS AND RECREATION, ONE MILL TAX. WE HAVE ONLY AUTHORIZED 0.9 MILL TAX, AND WE'RE REALLY NOT PARKS AND RECREATION. IT'S JUST THE RECREATION DISTRICT. I ASSUME THAT'S WHAT YOU'RE TALKING ABOUT IN THAT PARAGRAPH. >> YES. WE COULD UPDATE THAT. THIS IS A DEFINITION OF WHAT THAT MILL TAX COULD BE. I CAN CLARIFY THAT LANGUAGE. >> WE DON'T DO PARKS. I THINK IT'S JUST SOLELY RECREATION THAT WE CAN DO FOR THE COMMUNITY. THANK YOU. >> ANY OTHER QUESTIONS ON THE BUDGET? >> WE DO THIS IN JULY? >> I'M JUST HEARING ON THAT IN THE JULY MEETING [INAUDIBLE] >> WE CAN WORK ON THAT FTE REPORT IN ADVANCE THOUGH. WE CAN GET THAT OUT TO YOU-ALL SOONER THAN THE THIRD WEEK OF JULY. THE LAST TWO THINGS ARE THE FUND 10 BUDGET UPDATE. WE CAN LOOK QUICKLY AT THAT. IT'S REALLY THE SAME THINGS THAT WE'VE TALKED ABOUT THE LAST COUPLE OF MONTHS, WITH SPECIAL EDUCATION THAT'S A STUDENT PLACEMENT OUT OF DISTRICT, TRANSPORTATION. WE WILL NOT BE GETTING THE BUS THAT'S HERE, SO THAT NUMBER WILL COME DOWN BACK WITHIN BUDGET. THAT WILL ARRIVE NEXT FISCAL YEAR. WE HOPE THE BUSES ARE REALLY DELAYED ON DELIVERY. THE STATE IS WORKING ON A PROCESS WHERE THEY CAN EXTEND. TYPICALLY THE STATE APPROVES A BUS PURCHASE IN A FISCAL YEAR, AND THEY HAVEN'T HAD A MECHANISM TO EXTEND THAT TO THE NEXT YEAR. WHAT THEY'VE APPROVED TEMPORARILY IS MOVING THAT MONEY INTO A CASH RESERVE FUND, [00:55:01] LIKE A DEPRECIATION RESERVE, THEN TO PURCHASE THE BUS NEXT YEAR. THE HESITANCY AROUND DOING THAT IS WE'RE NOT 100% SURE WE'RE GOING TO GET THE BUS NEXT YEAR, AND YOU CAN'T MOVE THE MONEY BACK INTO THE GENERAL FUND IF YOU DON'T RECEIVE THE BUS. WE WILL LIKELY JUST PUSH THE ENCUMBRANCE INTO NEXT YEAR, AND HOPEFULLY, WE'LL GET THE BUS OR TWO BUSES. I KNOW YOU GUYS HAVE SEEN THAT CAPITAL REPLACEMENT FOR THE BUS TRANSPORTATION. WE'RE STARTING TO GET A LITTLE BIT BACKED UP WITH TRYING TO GET THE BUSES BECAUSE WE'RE NOT PACING THEM LIKE WE HAD HOPED JUST BECAUSE OF THE DELAY ON DELIVERY. THE FINAL THING WHICH WE DON'T NEED TO OPEN UNLESS YOU-ALL WOULD LIKE TO. >> TRUSTEE [INAUDIBLE]. >> MR. CHAIR. KRISTEN, WHEN WE LOOK AT REVENUE UNDER FUND 10 ON THE FUND 10 PAGE, WE TALK ABOUT THE FISCAL '24 BUDGET OF 60,790,000 AND THE FISCAL YEAR TO DATE, 85,399,000. I PRESUME THAT A BIG PART OF THAT IS BEING SENT TO THE STATE. I WONDERED, DO YOU SEND THAT IN QUARTERLY OR ONCE A YEAR OR HOW OFTEN DO YOU HAVE TO SEND THAT IN? >> WE SEND ONE PAYMENT IN JANUARY 15TH, THE SECOND PAYMENT IN JUNE 25TH. WE JUST RECEIVED IN JUNE, WHICH IS NOT REFLECTED IN THIS NUMBER, ANOTHER 24 MILLION FROM THE COUNTY, AND THAT PRETTY MUCH CLOSED OUT. I THINK WE HAVE UNDER TWO MILLION THAT HASN'T BEEN COLLECTED THAT WE ANTICIPATED. WE'LL SEND NOW 47 MILLION TO THE STATE ON JUNE 25TH. >> MY OTHER QUESTION HAS TO DO WITH ADM. WE'VE BEEN GROWING STEADILY. DO YOU KNOW WHAT THE ADM NUMBERS ARE PROJECTED TO BE FOR '24/'25? WHAT OUR NUMBERS WOULD BE? >> I BELIEVE WE'RE ADDING 20 TOTAL STUDENTS. THAT'S WHAT WE HAVE RIGHT NOW, BUT I KNOW A LOT OF THE CONVERSATION HAS BEEN RIGHT NOW WE'RE REPORTING WHAT OUR AVERAGE GROWTH IS. TYPICALLY, WHEN WE START THE YEAR, WE ADD EVEN MORE STUDENTS. I KNOW SOME OF THE ELEMENTARY SCHOOLS SPECIFICALLY ARE BRACING THEMSELVES A LITTLE BIT BECAUSE WE'RE GETTING TO THE POINT WHERE WE MAY HAVE TO ADD ANOTHER CLASSROOM TEACHER BECAUSE THOSE KINDERGARTEN CLASSES THAT ARE COMING IN ARE SO BIG. WE DID JUST GRADUATE THE LARGEST CLASS FROM JACKSON HOLE HIGH SCHOOL EVER IN HISTORY, SO CONGRATULATIONS. >> IN 69 MINUTES? >> BUT THE CLASSES DO KEEP GROWING AND WE DO KEEP CONSISTENTLY INCREASING. I KNOW WE'RE GOING TO TALK ABOUT THE MERCER STUDY A LITTLE BIT LATER ON IN THE MEETING, BUT THAT WAS DEFINITELY A FOCUS OF LOOKING AT THE HOUSING PROJECTS. >> OUR ADM, IT TRAILS BY ONLY THREE YEARS? >> NO, ADM, IT DEPENDS, WHATEVER IS GREATER. THEY USED TO EVALUATE ADM BASED ON EACH SITE. YOU'D GET THE BENEFIT OF THE ROLLING THREE-YEAR AVERAGE OR THE PRIOR YEAR, WHICHEVER IS GREATER. IF YOU'RE DECREASING IN ENROLLMENT, YOU WOULD GET THE BENEFIT OF THE PRIOR YEAR OR YOU'D GET THE BENEFIT OF THE ROLLING THREE-YEAR AVERAGE. THEY ACTUALLY CHANGED THAT TWO YEARS AGO IN THE FUNDING MODEL TO LOOK AT IT DISTRICT WIDE. THEY LOOK AT THE DISTRICT WIDE ENROLLMENT. FOR US, THANKFULLY, WE'RE GROWING, SO WE BENEFIT FROM THE PRIOR YEAR. WHEN THAT HURTS US, THOUGH, THAT WE COULD GROW BY 40 STUDENTS, AND WE'RE GETTING FUNDING FOR LESS THAN THAT. IF WE DO HAVE TO ADD TWO NEW KINDERGARTEN TEACHERS, WE DON'T HAVE FUNDING FOR THAT YEAR, BUT WE FIGURED IT OUT. >> THANK YOU. >> THE NEXT THING, WE DON'T HAVE TO PULL IT UP, IT'S THE PROPOSED BUDGET THAT WE SUBMIT TO THE STATE THAT SAYS FOR THE REC DISTRICT. IT'S A COMPONENT UNIT OF OUR DISTRICT. THE REC DISTRICT BOARD OR THE DIS BOARD HAVE APPROVED THE APPLICATIONS. THAT'S HOW THAT'S GENERATED. HAPPY TO SHOW IT TO YOU AND WALK YOU THROUGH IT IF YOU'D LIKE TO SEE IT. IT'S A GOVERNMENT FORM, BUT IT'S POSTED FOR YOUR REVIEW. >> WE HAVE TO APPROVE THAT OR? >> YOU DON'T HAVE TO APPROVE THIS ONE. YOU WILL APPROVE THE FINAL REC DISTRICT BUDGET IN A BUDGET HEARING AT THE SAME TIME AS WE DO THE COUNTY SCHOOL DISTRICT BUDGET IN JULY. >> ANY OTHER QUESTIONS FOR KRISTEN? GREAT. THANKS, KRISTEN. OTHER REPORTS? [01:00:09] >> THANK YOU. TRUSTEES, YESTERDAY, CONSULTANTS THAT THE STATE CONSTRUCTION DEPARTMENT HIRED ON OUR BEHALF, IT'S MGT AND THE TWO CONSULTANTS WERE ON SITE YESTERDAY AND THEY WERE JOINED BY LANCE JOHNSON, WHO WORKS FOR THE DEPARTMENT, HAS BEEN OUR LIAISON FOR MANY YEARS, AS WELL AS AMBER LEACH, AND SHE'S A MEMBER OF THE STATE CONSTRUCTION DEPARTMENT. WE MET AT JACKSONVILLE HIGH SCHOOL. WE SPENT ABOUT AN HOUR GOING THROUGH THE PROCESS AND THE METHODOLOGY THAT THEY'LL BE USING AND THEN WE TOOK A TOUR OF JACKSONVILLE HIGH SCHOOL. DURING THE METHODOLOGY, WE WERE GIVEN THE OPPORTUNITY TO TALK ABOUT SOME OF THE UNIQUE THINGS THAT WE'RE SEEING, FOR EXAMPLE, THE NUMBER OF STUDENTS THAT MOVE TO THE UNITED STATES OR IN PARTICULAR, OUR SCHOOL DISTRICT, MID YEAR, WHICH THAT'S HIGH NUMBER, BECAUSE WHAT THEY'RE GOING TO BE TRYING TO DO IS THEY'RE GOING TO BE LOOKING IN THE REVIEW MIRROR. THEY'RE GOING TO BE LOOKING AT BIRTH RATES, THEY'RE GOING TO BE LOOKING AT TRENDS, THEY'RE GOING TO BE LOOKING AT OUR ENROLLMENT. THEN THEY'RE GOING TO TRY TO PROJECT WHERE WE'RE HEADED. WE POINTED OUT THAT THERE ARE SOME CHALLENGES WITH THAT. THE TWO SIGNIFICANT CHALLENGES WOULD BE THE INDUSTRY THAT WE HAVE HERE WITH TRAVEL AND TOURISM AND THE PEOPLE THAT JOIN MID YEAR. THAT'S GOING TO BE HARD TO PREDICT. WE CAN LOOK AT OUR NEWCOMER DATA. OUR NEWCOMER DATA IS TRENDING UP. WE HAD KIDS THAT ENROLLED JUST LAST WEEK THAT WANTED TO START COMING TO SCHOOL AND SO THEY'RE GOING TO BE LOOKING FOR THINGS LIKE THAT. WE GAVE THEM AN ANALYSIS SPREADSHEET OF ALL THE HOUSING THAT HAS OPENED IN 2023, THAT WILL OPEN IN 2024 AND WHAT'S BEEN APPROVED OR IS IN THE HOOPER, IF YOU WILL, THROUGH TETON COUNTY PLANNING OR THE TOWN PLANNING DEPARTMENT. AGAIN, WE POINTED OUT THAT, FOR EXAMPLE, IN SOME OF THE UNITS THAT WERE COMPLETED IN 2023, IN JANUARY, SO WE PREDICTED, I BELIEVE 186 STUDENTS WOULD BE IMPACTED BY ALL OF THOSE UNITS BEING OPENED. IN JANUARY, WE ONLY HAD 12 STUDENTS RIDING THE BUS, BUT IN JUNE, WE HAD 42. WE TRIED TO POINT OUT THAT, HERE ARE SOME DATA WE COLLECTED FOR YOU. HOWEVER, THE DATA THAT WE HAVE ONLY REFLECTS BUS RIDERSHIP. SO THE MERCER CONDOS ARE WITHIN WALKING DISTANCE TO JACKSON, ELEMENTARY SO THEY'RE NOT RIDING A BUS OR IT'S NOT IT'S NOT CENSUS DATA IS WHAT I'M GETTING AT. THE CENSUS DATA WOULD HAVE INCLUDED CHILDREN UNDER SCHOOL AGE, AND WE JUST DON'T HAVE ACCESS TO THEM. CHARLOTTE POINTED OUT TO THEM THAT OUR CENSUS DATA IS VERY LOW IN THIS COUNTY. THEY'RE GOING TO HAVE A UNIQUE CHALLENGE IN COMPILING CENSUS DATA, THE NORMAL PROCESSES THAT THEY WOULD USE IN ADDITION TO LOOKING AT OUR NEWCOMER DATA AND THE RAPID GROWTH, AND THEN THE THINGS THAT ARE IN THE HOPPER. THE OTHER CHALLENGE THAT THEY'RE GOING TO HAVE RELATES TO THE DIFFERENCES BETWEEN AFFORDABLE AND WORKFORCE HOUSING AND FREE MARKET HOUSING AND THE NUMBER OF CHILDREN THAT ARE GENERALLY GENERATED ONE WAY OR THE OTHER. THEN THEY SEEMED TO ENJOY THE TOUR. IT WAS DISAPPOINTING THAT MAJORITY OF THE STUDENTS WERE GONE, AND THEN WE ALSO HAD EXAM SCHEDULE. I WAS REASSURED BECAUSE BOTH OF THEM HAVE EXPERIENCE BEING IN THE SCHOOL SETTING. ONE HAD BEEN THE DIRECTOR OF FACILITIES AND ANOTHER HAD SIMILAR ROLES. >> HE HAD DONE HR. HE DOES DIFFERENT ROLES.. >> MAYBE A JACK OF ALL TRADES, BUT BOTH OF THEM HAVE EXPERIENCE IN SCHOOLS. THEY SEEMED TO REALLY UNDERSTAND WHAT WE WERE GRAPPLING WITH. THEN THEY'VE ALSO BEEN ASSIGNED TO OTHER WYOMING DISTRICTS. WE ENCOURAGED THEM AFTER LOOKING AT AT OUR DISTRICT TO BE SURE THAT THEY LOOKED AT THE OTHER SCHOOL DISTRICTS AND COMPARED THE SCIENCE LABS AND COMPARED THE CULINARY FACILITY AND SOME OF THOSE FACILITIES, SO THEY COULD SEE BECAUSE OUR HIGH SCHOOL IS BEAUTIFUL. [01:05:04] HOWEVER, IT WAS JUST BASICALLY DESIGNED FOR GENERAL CLASSROOMS WITHOUT ANY LAB SPACE. THOSE ARE THE THINGS THAT ARE REALLY LACKING AT THE HIGH SCHOOL IN ADDITION TO WE POINTED OUT THE EIGHT FOOT WIDE HALLWAYS AND THOSE ARE ABNORMALLY SMALL. AN ELEMENTARY SCHOOL GENERALLY HAS BETWEEN 12 AND 16 FEET HALLWAYS AND THE TWO STORY ACADEMIC WINGS ARE EIGHT FEET SO IT'S PRETTY SMALL. THAT'S WHERE WE ARE. I DON'T HAVE AN UPDATE AS TO WHEN THEY'RE GOING TO HAVE THEIR WORK DONE. THEY ASSURED US THAT AS THEY WORK THROUGH THEIR ANALYSIS, THEY WOULD BE CONFIRMING WITH US AND WE WOULD HAVE THE OPPORTUNITY TO REVIEW THE DATA AND OFFER INSIGHT. THEN TODAY, WE SENT A LOT OF OUR PREVIOUS COMMUNICATIONS BACK TO THE DEPARTMENT TO AMBER LEACH WHERE SHE'S PUTTING THEM INTO A FILE FOLDER SO THAT THEY CAN ACCESS ALL THE DATA AND INFORMATION THAT WE PREVIOUSLY SHARED AS WELL AS OUR PRELIMINARY PLANS THAT WE HAVE IN PLACE. FROM MY PERSPECTIVE, I THOUGHT IT WAS A GOOD VISIT. I WOULD HAVE LIKED FOR THEM TO REALLY GET A VIEW OF WHAT THE HIGH SCHOOL IS ON A DAILY BASIS, BUT WE'RE HOPING THAT THEY REALLY GRASP THAT BECAUSE OF THEIR EXPERIENCE. I HOPE TO GET AN UPDATE ON THE TIMING AND THEIR TIMELINE SHORTLY AND AS SOON AS I GET THAT, I WILL FOR SURE SHARE. >> QUESTIONS. >> MR. CHAIR, SUPERINTENDENT CHAPMAN, IS YOUR SENSE THAT THEY'RE APPROACHING THIS MERCER STUDY LIKE MERCER STUDIES WE'VE HAD IN THE PAST, OR IS IT A NEW PROCESS? >> THANK YOU. TRUSTEE, IT'S A GREAT QUESTION BECAUSE OUR MERCER STUDIES OF THE PAST HAVE BEEN A YEAR TO 18 MONTHS LONG AND VERY EXPENSIVE. I DID NOT GET THAT SENSE. I FELT LIKE BECAUSE THEY INDICATED THEY WERE ON JUST ONE PROJECT, WHICH IS ESSENTIALLY OUR HIGH SCHOOL ONLY. THEY SEEMED MUCH MORE RECEPTIVE THAN PREVIOUS TIMES OF LOOKING AT THE DATA THAT WE'VE ALREADY PUT TOGETHER AND USING THAT. I FELT LIKE IT MIGHT BE ON A FASTER TRACK. THE THE STATE CONSTRUCTION DEPARTMENT'S BUDGET IS DUE AND MUST BE APPROVED THROUGH THE SELECT COMMITTEE. I THINK THEY SUBMITTED IN SEPTEMBER. IT MUST BE APPROVED BY NOVEMBER. I'M HOPEFUL THAT OVER THE NEXT FEW MONTHS, THAT THEY WILL BE IN A PLACE THAT THEY CAN MAKE A RECOMMENDATION AS TO WHAT THEY FEEL IS THE MOST COST EFFECTIVE REMEDY. I DO THINK THAT THEY REALIZE THAT WE HAVE SOME UNIQUE CHALLENGES. WE DON'T HAVE A CONDITION PROBLEM BUT WE HAVE A SUITABILITY AND A CAPACITY ISSUE AND I THINK THEY SAW THAT. >> SECOND QUESTION IS, THE STATUTE REQUIRED US TO AS A BOARD TO CERTIFY THAT WE HAD A SUITABILITY PROBLEM THAT WENT I CAN'T REMEMBER WHO IT WENT TO FIRST. DID IT GO TO THE DEPARTMENT OF EDUCATION FIRST? >> NO. IT WENT DIRECTLY. THE EMERGENCY RULES THAT WERE ADOPTED, THEY OFTEN REFERRED THEM AS 3.8 OR IT'S CHAPTER 3, SECTION 8 IS WHAT IT REFERS TO. THE BOARD MAKES A FINDING THAT THE FACILITY IS INADEQUATE TO OFFER THE BASKET OF GOODS AS DESCRIBED BY THE OIGAN DEPARTMENT OF ED, OR IT DOESN'T MEET SOME OF THE STANDARDS AND WE FILLED OUT BOTH OF THOSE ESSENTIALLY. THEN THE RULES SAY, UPON THE BOARD MAKING THAT FINDING, THEN THE SUPERINTENDENT SHALL PROVIDE A COMPLETE, DETAILED ANALYSIS OF WHAT ARE THE PROPOSED REMEDIES AND THEN THE DEPARTMENT WAS TO REVIEW THAT AND EITHER AGREE BY A SIGNING THE MERCER STUDY OR DISAGREE AND DENY THAT. ESSENTIALLY IN THE MEANTIME, IT'S TAKEN A YEAR BECAUSE THIS BOARD APPROVED THAT AT THE JUNE 2023 BOARD MEETING. IT'S TAKEN ONE FULL YEAR AND A SIGNIFICANT OVERHAUL OF THE DEPARTMENT. WE'RE THRILLED TO HAVE DIRECTOR DEL MCCOMB AND THE DIRECTOR OF THE SCHOOL DIVISION SHELBY CARLSON BACK. THEY BRING A LOT OF STABILITY AND KNOWLEDGE, AND SO WE'RE REALLY HAPPY THAT THEY'RE BACK. BASICALLY, WHERE WE ARE, AND THE DEPARTMENT SAID, [01:10:01] YES, WE NEED TO DO A MERCER STUDY. THEY ALREADY DID THE MERCER STUDY FOR THE TRANSPORTATION DEPARTMENT, SO THAT'S WHY WE GOT THE FUNDING APPROVED FOR THAT. NOW THEY'RE SAYING, YES, WE AGREE, YOU'RE HAVING A MERCER STUDY. I THINK THIS IS GOING TO BE SHORTER. I'M HOPEFUL THAT IT'S GOING TO BE SHORTER, AND I'M HOPEFUL THAT THEY WILL REVIEW WHAT WE'VE PUT IN PLACE BECAUSE WE HAVE DONE SO MUCH WORK. IT'S ALSO UNUSUAL BECAUSE WE ARE BRINGING $16.5 MILLION TO THE TABLE AND THEN THEY RECOGNIZE SOME OF THE CHALLENGES IS THAT THOSE NUMBERS ARE AGED WHEN WE PUT THE SPEC TOGETHER AND ALL OF THAT WAS BUILT ON THE 2019 MERCER. SINCE THEN, THE COST OF CONSTRUCTION HAS GONE UP 23% AND IT'S COMPOUNDING. THEY RECOGNIZED THAT AND GAVE US AN OPPORTUNITY TO TALK ABOUT THAT. I DON'T KNOW IF CHARLOTTE WANTS TO ADD ANYTHING ELSE. >> THE ONLY OTHER THING I WOULD ADD IS IN REGARDS TO THE QUESTION ABOUT THE PROCESS FOR THE MERCER. IN THE PAST, THEY HAD REQUIRED A SEVERAL STAKEHOLDER MEETINGS AND THAT HAS NOT BEEN MENTIONED OR REFERENCED THAT I'M AWARE OF. THAT APPEARS TO HAVE ALSO CHANGED IN THIS NEW PROCESS, AND THEREFORE, HOPEFULLY WE'LL MAKE IT A LITTLE BIT FASTER AS WELL. >> THANK YOU. >> ANY OTHER QUESTIONS? >> THANK YOU. >> EVERYBODY OKAY? >> WE'LL TAKE A BREAK FOR 10 MINUTES. >> WE'LL SEND A 10 MINUTES ENOUGH. WE'LL COME BACK IN AT 25 AFTER 7:00. WELCOME BACK. WE'LL SIDE IN WITH ACTION ITEMS. [E. Action Items] >> THANK YOU, CHRISTANS. THE FIRST ONE IS A NEW POLICY, AND IT'S KBDB, PARENTAL RIGHTS AND EDUCATION. WE DID THE FIRST READ IN APRIL. I PROVIDED AN UPDATE LAST OF IT IN MAY. TONIGHT IS FOR THE FINAL APPROVAL. WHEN YOU LOOK AT THE DRAFT THAT'S POSTED, YOU'LL NOTICE THE BLUE HIGHLIGHTS. BECAUSE IT'S A NEW POLICY, THE BLACK FONT WAS BASICALLY WHAT YOU SAW IN APPROVAL. THE BLUE FONT IS WHAT WE ADDED AND I UPDATED YOU ON AT THE MAY BOARD MEETING. AS ANDREA SCROLLS DOWN, YOU MIGHT NOTICE SOME PINK FONT, AND THAT WAS ADDED WITH THE INPUT OF OUR SCHOOL NURSES WHERE THEY REQUESTED TO USE THE MEDICAL DEFINITIONS THAT ARE PROVIDED IN THEIR PROFESSION TO ENSURE THAT FAMILIES KNEW THE DIFFERENCE BETWEEN FIRST AID AND MEDICAL TREATMENT. THAT PINK FONT HAS BEEN ADDED. YOU CAN SEE IT'S PRETTY EXTENSIVE. THOSE ARE THE CHANGES BEFORE YOU. AS YOU KNOW, THAT IS IN RESPONSE TO A NEW WYOMING STATUTE, AND I BELIEVE IT'S 213135. ANY QUESTIONS? >> ANY QUESTIONS FOR THE SUPERINTENDENT? WE'LL OPEN THIS UP TO PUBLIC COMMENT, AND PROPOSED SCHOOL BOARD POLICY KBDB, PARENTAL RIGHTS AND EDUCATION. I'LL GO IN THE ROOM FIRST. ANYBODY ONLINE, PLEASE RAISE YOUR HAND. ANYBODY IN THE ROOM? PUBLIC COMMENT? CLOSED IN THE ROOM. ANYBODY ONLINE RAISING THEIR HANDS? ONLINE? LASTLY HERE. NO. WE'LL CLOSE PUBLIC COMMENT. BRING IT BACK TO THE BOARD. >> MR. CHAIR, I MOVE TO APPROVE THE SECOND READ OF THE POLICIES, KBDB, PARENTS RIGHTS BILL, BBB, SCHOOL BOARD ELECTIONS AND MEMBERSHIP, AND BBBB, BOARD MEMBER OATH OF OFFICE AS PRESENTED. >> SECOND >> IT'S BEEN MOVED AND SECONDED TO APPROVE. SECOND READ ON POLICIES KBDB AND UPDATED POLICIES, [01:15:08] BBB, SCHOOL BOARD ELECTIONS AND MEMBERSHIP, AND EBB, BOARD MEMBER OATH OF OFFICE. IS THERE ANY COMMENTS? QUESTIONS? DOES THAT MAKE ONE COMMENT. KBB WAS LEGISLATION PASSED IN FEBRUARY, AND I KNOW HOW MUCH TIME STAFF AND LEGAL HAVE PUT IN WITH MEMPHIS AS CLOSE TO COMPLIANCE AS POSSIBLE. I APPRECIATE ALL THE HARD WORK YOU ALL HAVE DONE ON THIS. ALL THOSE IN FAVOR, PLEASE SAY AYE? >> AYE. >> AYE. >> ANY OPPOSED? IT'S UNANIMOUS WITH ONE ABSENT. NEXT ITEM, A FAVORITE TOPIC. CONSIDERATING WYOMING GAME AND FISH DEPARTMENT SEWER CONNECTION, OR HAS THAT BEEN REMOVED? >> THAT WAS REMOVED. >> THAT WAS REMOVED. I'M WORKING ON SOME OLD. >> NEXT MONTH I COULDN'T RESIST. >> I WAS SO EXCITED. THAT'S BEEN SO LONG. >> THAT'S HOW WE ROLL. THAT'S FOR JULY. >> SORRY. I HEAR YOU WERE READY FOR NEW TELEMATIC. >> MAYBE SUMMER LINES HOOKED UP TO THE TRANSMISSION. MY APOLOGIES. WE'LL GO ON TO CONSIDERATION OF NEW TRANSPORTATION FACILITY, 10% SCHEMATIC DESIGN AND NOTICE TO PROCEED TO 35% DESIGN. >> MR. CHAIRMAN, TRUSTEES, WE RECEIVED THE 10% SCHEMATIC DESIGN FROM THE DESIGN TEAM. WE REVIEWED THE DRAWINGS, WE HELD THE VALUE ENGINEERING WITH THE STATES CONSULTANT. THERE WERE VERY LITTLE CHANGES FROM THE ORIGINAL ONE THAT WAS PRESENTED LAST MONTH, EXCEPT FOR THE ADDITIONAL PARKING. I BELIEVE NOW THERE ARE FIVE SPACES MORE THAN WE CURRENTLY HAVE. THE ARCHITECT PROVIDED THEIR COMMENTS BACK TO THE CONSULTANT AND IT WENT OUT FOR NOTICE TO PROCEED SIGNATURE TODAY PENDING YOUR APPROVAL. I THINK IT'S THE THIRD ONE DOWN IF YOU WANT TO PULL IT UP ANDREA. ONE MORE DOWN. >> MR. CHAIR? >> THIRD IN THAT ROW. >> YES. PROCEED. >> QUESTION. CONSULTANTS I GET, ARCHITECTS, I GET HAVE THE CURRENT STAFF OF THE TRANSPORTATION FACILITY. THE PEOPLE THAT WORK ON THE BUSES THAT HAVE TO WORK IN THIS FACILITY. HAVE THEY BEEN ABLE TO GIVE INPUT AND FEEDBACK ON THE DESIGN, THE LAYOUT, THE FLOW OF THIS FACILITY AND WHAT'S THEIR FEEDBACK AT THIS POINT? >> THEY HAVE AND COLBY AND GRANT HAVE BEEN HEAVILY INVOLVED AND THEY WORK ALONGSIDE OF DUBBE MOULDER PROVIDING THE INPUT. I THINK SO FAR, IT'S MEETING YOUR EXPECTATIONS WITH EVERYTHING THAT YOU GUYS WANT IN THIS BUILDING. THEY'RE HEAVILY INVOLVED AND THEY WORK CLOSER WITH DUBBE MOULDER THAN ANYBODY ELSE TO MAKE SURE THAT THEIR NEEDS ARE BEING MET. >> I THINK THAT WAS A LITTLE BIT OF A LEADING QUESTION OF COLBY. >> OBJECTION. >> QUESTIONS. YES. >> CAN YOU GO TO THE SECOND PAGE? >> LET'S TAKE A LOOK AT THE TOOL DESIGN. HERE'S MY CONCERN. IT WASN'T REALLY THAT I WANTED MORE PARKING. MY CONCERN IS, THE ORIGINAL MONEY THAT WE GOT FOR ALL THIS PAVING WAS ACTUALLY SUPPOSED TO BE THE BUS BARN, IT WASN'T SUPPOSED TO BE FOR PAVING, IT WAS ACTUALLY FOR THE BUS BARN. WE ENDED UP NOT GETTING ENOUGH, AND THEN WE WAITED WAY TOO LONG POTENTIALLY, AND SO THEN WE DESIGNED THE PAVEMENT. WE DESIGNED THE PAVEMENT WHERE THE BUSES SIT, AND WE DESIGNED THE PAVEMENT THAT CURRENTLY IS THIS PARKING LOT THAT'S OUT HERE. WE DESIGNED IT IN SUCH A WAY THAT THEY WERE SEPARATED. THERE WAS A MEDIAN, YOU CAME IN, CAME AROUND THAT MEDIAN AND THEN YOU LEFT. WHAT I'M CONCERNED ABOUT, AND WHAT I STILL HAVE NOT UNDERSTOOD, I REALLY LIKED PLAN 1. THEY GIVE THIS EXCELLENT DESIGN. I THOUGHT IT WAS PERFECT. I DON'T LIKE THIS DESIGN, JUST TO TELL YOU RIGHT NOW. THE REASON I DON'T LIKE IT IS IT'S PUSHED OUT INTO THE PARKING LOT. I THINK THERE'S ROOM IN THE FIELD FOR THIS TO BE BUILT. BUT FOR WHATEVER REASON IT'S BEEN PUSHED SUBSTANTIALLY INTO THE PARKING LOT TO THE POINT WE'RE REMOVING THE PARKING LOT. [01:20:03] YOU WILL UNDERSTAND, WHEN YOU COME INTO THIS NOW, IT'S JUST A VERY SMALL ROAD COMING IN AND OUT THERE. THEY'VE ADDED PARKING OVER NEXT TO THE BUS BARN, WHICH IS FINE, I GUESS. THEN THEY ADDED THIS PARKING THAT I DISAGREE WITH, THE ONE WHERE THE SOFTBALL FIELD IS, AND ALL THOSE BALLS FROM THE OUTFIELD ARE GOING TO GO HIT THOSE CARS. I DON'T LIKE WHERE THAT IS EITHER. I WASN'T ASKING FOR YOU TO PUT MORE PARKING, WHAT I WAS ASKING MORE WAS WHY, THE ONLY ANSWER I GOT WAS THE BUS DRIVERS DON'T LIKE TO WALK TOO FAR. I DON'T THINK THAT'S A REALLY GOOD ANSWER, THIS IS ALMOST BECOMING NOTHING TO DO WITH A BUS BARN. THIS IS BECOMING A COMPLETE REDESIGN OF THIS ENTIRE AREA, HOW THE TRAFFIC FLOW IS GOING, HOW THE PARKING IS GOING. I'M NOT SURE THAT'S WHAT WE ASKED THE ARCHITECT TO DO TO REDESIGN THE ENTIRE AREA. I ASKED FOR A BUS BARN, AND WE DIDN'T GET THAT. WHAT WE GOT WAS A REDESIGN OF THE ENTIRE AREA. I STILL DON'T GET WHY THAT BUS BARN HAD TO GET PUSHED WAY OUT INTO THE PARKING LOT, THERE IS PLENTY OF ROOM IN THAT FIELD FOR IT. I DON'T UNDERSTAND WHY THE BUS DRIVERS HAVE TO HAVE 30 FEET AT A MINIMUM OR MAXIMUM TO WALK FROM THE BUILDING TO THE BUSES. WE CAN PROCEED, BUT I'LL VOTE NO ON THIS DESIGN. I JUST DON'T LIKE IT. >> [INAUDIBLE] >> SURE, [INAUDIBLE] WILL NOT BE [INAUDIBLE] I'LL RESPOND TO A LITTLE BIT OF THAT. PART OF LOOKING AT, AND I WASN'T INVOLVED WITH ALL OF IT, BUT IT'S SUGGESTIONS TO THE DESIGN TEAM, PARTLY JUST THE WAY THE PARKING LOT FLOWS RIGHT NOW, AND WE'D ALL DISCUSSED THIS THAT IT'S A LITTLE AWKWARD WHEN YOU COME IN AND YOU HAVE TO TAKE A RIDE AND GO AROUND AND ALL THAT. PLUS THE DESIRE TO GET THE BUS BARN CLOSER TO THE BUSES. I THINK THEY LOOKED AT A LOT OF DIFFERENT OPTIONS. I ACTUALLY LIKE THE DESIGN. I THINK IT'S A BETTER ENTRY INTO THE DISTRICT FACILITIES. IT'S MORE DIRECT. IT'LL BE BETTER FOR PEDESTRIANS. ONE COMMENT I WAS GOING TO MAKE IS JUST TO MAKE SURE THAT THE PATHWAY WE HAVE COMING IN, WHICH WE'RE SHOWING ON THE SOUTH SIDE, WHICH I THINK MAKES SENSE, BECAUSE MOST PEOPLE ARE GOING TO GO THROUGH TO THE PATHWAY THAT'S IN BETWEEN IN THE FIELDS. BUT I THINK TO COORDINATE THAT WITH THE GREGORY LANE PROJECT, BECAUSE I THINK THEY CURRENTLY SHOW IT ON THE NORTH. >> I THINK THEY DO. >> I DON'T LIKE HOW IT COMES IN AND THERE'S NO QUESTION ABOUT WHICH WAY YOU'RE GOING. I WAS ACTUALLY THINKING IT'D BE NICE TO HAVE WHAT PLANNERS CALL TERMINAL VISTAS, AT THE END OF LIKE IN FRONT OF THE CONCESSION STAND, MAYBE BE A PUBLIC OR SOME PROJECT THAT THE KIDS DO OR SOMETHING LIKE THAT. I THINK THE PARK UNITS THAT THAT'S PROVIDED IS BEING TO THE FIELD. I DON'T KNOW. MAYBE I SHOULDN'T HAVE DIRECTED THE DESIGN TEAM. I THINK WE SHOULD IMPROVE THE ENTRANCE A LITTLE BIT. I THINK THE [INAUDIBLE] WE TALKED ABOUT AS WELL. I'LL TAKE THE BLAME FOR THAT CASE. [LAUGHTER] [OVERLAPPING] >> THAT'S A GREAT EXPLANATION. STILL WHY CAN'T THEY WALK FURTHER? I DON'T UNDERSTAND WHY THE BUILDING HAS TO BE SO CLOSE TO THE BUSES. >> I DON'T THINK IT'S THAT THEY CAN'T, I THINK THERE'S A SAFETY CONCERN BECAUSE THE BUS DRIVERS AREN'T DRIVING IN THE SUMMER. IN THE WINTER, THE FARTHER YOU PUT THEM AWAY THE MORE CHANCE YOU HAVE OF A SLIP AND FALL, AND I THINK SOME OF THEM ARE [OVERLAPPING] SLIGHTLY OLDER. [LAUGHTER] >> YES. >> I THINK THAT WAS PART OF THE DISCUSSION, IS IT WAS A SAFETY CONCERN IF YOU PUSH IT ALL THE WAY BACK. [OVERLAPPING] >> THESE ARE THE GUYS DRIVING OUR BUSES? >> WHAT'S THAT? >> ARE THESE THE GUYS DRIVING OUR BUSES? YOU'RE GOING TO TELL ME THAT? >> BUT I GUESS I CAN SLIP AND FALL [OVERLAPPING] ON A SIDEWALK. >> I'LL VOTE, GO AHEAD AND VOTE ON THIS. I'LL BE A NO. I JUST FIND THIS WHOLE PROCESS HAS BEEN POORLY DONE, AND I DISAGREE. >> ANY OTHER? YES, TRUSTEE [INAUDIBLE] >> I THINK ONE OTHER DISCUSSION. I THINK IDEALLY THE BUS BARN WOULD BE INSIDE WITH THE BUSES, AND THIS WAS IN BETWEEN HOW THE BUS BARN INSIDE. I THINK EVEN DURING VE MEETING, THERE WAS SOMETHING, WHAT THE REVIEWER COMMENTED ON WAS THAT HE FELT IT WAS TOO FAR AWAY, ACTUALLY. >> THAT'S RIGHT. >> BUT TO PUT IT INSIDE IS TOO CHALLENGING. [01:25:02] >> ANY OTHER QUESTIONS FOR YOU? ANY QUESTIONS FOR SUPERINTENDENT? THANKS. PUBLIC COMMENT. ANY PUBLIC COMMENT ON PROPOSED BUS BARN?? THIS IS TAKING IT FROM 10% TO 35%. ANYBODY ONLINE? SEE NO PUBLIC COMMENT, WE'LL BRING IT BACK TO THE BOARD. WHAT IS THE WILL OF THE BOARD? >> I'LL MOVE TO APPROVE THE NEW TRANSPORTATION FACILITY, 10% SCHEMATIC DESIGN IS PRESENTED, MINOR CHANGES AND ISSUE THE NOTICE TO PROCEED WITH 35% DESIGN STAGE. >> SECOND. >> IT'S BEEN MOVED BY TRUSTEE [INAUDIBLE] SECOND BY TRUSTEE [INAUDIBLE] TO APPROVE A NEW TRANSPORTATION FACILITY, 10% SCHEMATIC DESIGN AS PRESENTED WITH MINOR CHANGES IN ISSUE, THE NOTICE TO PROCEED TO 35% DESIGN STAGE OR DISCUSSION. >> MR. CHAIRMAN, ONLY REASON I'M EXPRESSING SO MUCH CONCERN IS IF THIS IS THE PROCESS WE'RE GOING TO DO, I'M REALLY WORRIED ABOUT THE EMPLOYEE HOUSING, I'M REALLY WORRIED ABOUT THE ROCK ACHIEVEMENT CENTER. I'M REALLY WORRIED ABOUT MULTIPLE PROJECTS WE'RE ABOUT TO GO DOWN. I DON'T SEE THAT WE'RE FOLLOWING A VERY GOOD PROCESS. WE USED TO HAVE IT WHERE WE WOULD HAVE TWO BOARD MEMBERS ASSIGNED. WE WOULD WORK AS A COMMITTEE. WE WOULD DISCUSS THESE THINGS, WHEN WE DID [INAUDIBLE] I THINK IT WAS KATE AND I THAT WORKED A LOT ON IT. WE REALLY ASSIGNED BOARD MEMBERS. WE WERE IN ON ALL THE MEETINGS. WE WERE THERE FOR ALL THE INTERVIEWS, AND ALL THE DISCUSSIONS. I GUESS I JUST GET CONCERNED THAT WE JUST SPENT A LOT OF MONEY TO BUILD A PARKING LOT, AND NOW WE'RE GOING TO SPEND A LOT OF MONEY TO RIP A PARKING LOT OUT AND BUILD A PARKING LOT A DIFFERENT SPOT. I JUST WISH THEY HAD WORKED WITHIN THE PARAMETERS THAT WE ASKED THEM TO. THE ONLY EXPLANATION I'VE GOTTEN SO FAR IS THIS WALKING DISTANCE FROM THE BUILDING TO THE BUS. I JUST DON'T FIND THAT A VALID REASON TO BE DOING THIS MUCH DESTRUCTION OF WHAT WE ALREADY HAVE OUT THERE. I DISAGREE WITH THE PARKING BEING IN THE OUTFIELD TO THE SOFTBALL. I DON'T LIKE IT NEXT TO THE SKATE PARK. I DON'T LIKE THE EXTRA PARKING THAT'S WAY OVER ON THE OTHER SIDE OF THE BUS BAR, AND I DON'T KNOW WHO'S EVER GOING TO USE THAT, IT'S A LONG WAYS FROM ANYTHING. I GUESS I'M MOSTLY FRUSTRATED BECAUSE WE HAD THIS GREAT DESIGN. PLAN 1 CAME IN, IT WAS THIS BEAUTIFUL DESIGN, IT WORKED SO BEAUTIFULLY. IT WAS VERY IMPRESSIVE. NOW WE'RE GETTING THIS SOMETHING SOMEONE PULLED OFF A SHELF SOMEWHERE AND JUST TOSSED IN FRONT OF US. IT'S A BUS BARN, SO I'LL GO WITH IT, BUT I DON'T WANT TO SEE THIS SAME PROCESS REPEATED WHEN WE GET TO THE EMPLOYEE HOUSING, WHEN WE GET TO THE ROCK ACHIEVEMENT CENTER, AND ALL THE OTHER CONSTRUCTION PROJECTS. OTHERWISE I THINK WE'RE IN [INAUDIBLE] IT'S GOING TO BE DIFFICULT PROCESS. >> ANY OTHER COMMENTS? TRUSTEE ZELL. SETH? >> MR. CHAIR, I GUESS MAYBE TO CONTINUE THAT CONVERSATION, SHOULD WE HAVE TWO BOARD MEMBERS? I WAS INVITED TO A COUPLE OF MEETINGS, BUT NOT ALL OF THE MEETINGS THAT HAVE HAPPENED FOR THIS PROJECT. >> IT'S A LITTLE LATE NOW. DESIGN CHARRETTES, WE'VE DONE THAT BEFORE. WE'VE SAT IN A ROOM AS A GROUP. WE'VE BROUGHT PEOPLE IN, WE'VE SAT THERE, WORKED ON THE DESIGN. I DIDN'T THINK A BUS FARM WAS GOING TO BE THIS COMPLICATED. THIS IS SO COMPLICATED. THERE'S NO WAY WE'RE GOING TO PULL OUT THIS EMPLOYEE HOUSING OVER HERE. >> TRUSTEE SETH, YOU HAVE THE FLOOR. >> SO I DON'T KNOW. >> DID YOU HAVE ANYTHING ELSE? >> WELL, I GUESS THE QUESTION IS IF WE SHOULD GET TO PEOPLE WHO WERE INVOLVED IN THIS PROJECT, OR, YOU KNOW, I THINK THAT'S WHY WE'RE LOOKING AT IT. THEY'RE ONLY AT 10%. LIKE WHEN CAN MAKE CHANGES AT THIS POINT. IT'S WAY CHEAPER NOW THAN LATER. I DON'T KNOW IF WE HAVE [OVERLAPPING]. >> ARE YOU DONE? >> YES, SIR. THAT'S IT. >> TRUSTEE REED. >> MR. CHAIR, I AGREE WITH KEITH THAT WE SHOULD HAVE PEOPLE FROM THE BOARD IN ON THESE PROJECTS. I DON'T THINK WE MADE IT ANY HARDER THAN IT WAS TO BEGIN WITH. AND I DO THINK IT'S IMPORTANT WHEN WE'RE SPENDING [01:30:01] THESE HUGE AMOUNTS OF MONEY TO HAVE SOME MEMBERS OF THE SCHOOL BOARD. I MEAN, JENNIFER, ENGINEER AND SHE SHOULD HAVE BEEN THERE ALL THE TIME. JUST ONE MINUTE. BUT I THINK IN THE FUTURE WE SHOULD HAVE THAT PROCESS LAID OUT AS TO HOW OUR EXPECTATION IS. AND I KNOW THE ADMINISTRATION IS TRYING TO SAVE US WORK, BUT I THINK MOST OF US WOULD APPRECIATE THE ABILITY TO HELP OUT. >> ANYBODY ELSE? >> I'M GOING TO JUST SAY THIS IS A 10% DESIGN. I REMEMBER BEING ON THE SELECTION PROCESS OF PROJECTS. NONE OF US SAT ON THE REDESIGN OF THE WILSON SCHOOL. IT TURNED OUT, I HAVE CONFIDENCE IN OUR TEAM TO DO IT. THERE'S NO REASON NOT TO. BUT I PERSONALLY LIKE THIS DESIGN BETTER THAN THE ANGLED ONE. AND STRAINING OUT THAT ROAD IS HUGE BECAUSE I RODE MY BIKE TO GRADUATION, AND I ALMOST GOT HIT WITH A GUY COMING IN FOR GRADUATION, COMING IN THE LONG WAY, WHICH GOES ON ALL THE TIME. AND THEY PUT IN THAT CURVE IN THE MIDDLE, I REMEMBER THIS CLEARLY, AND THEY PROPOSED THIS TO US, NOT BEING IN THE DESIGN OF THE ROAD. THEY PUT THAT IN TO QUIT KIDS FROM SPINNING DUMMIES, WHATEVER WE CALL THEM, IN THE MIDDLE OF THE ROAD BACK IN THE DAY. THIS NEW DESIGN, THAT WON'T BE AN ISSUE. SO IT'S REALLY IMPORTANT. I THINK WE HAVE REPRESENTATION AND WE'RE KEPT IN THE LOOP ON MOST OF THE BUILDING PROJECTS. TRUSTEE OR SUPERINTENDENT CHAPMAN. >> TRUSTEES, WE'D BE MORE THAN HAPPY TO HAVE TWO PEOPLE VOLUNTEER FOR EACH OF THE PROJECTS. WE WOULD LOVE THAT INPUT. JENNIFER'S AND REED, I BELIEVE, ARE ON HOUSING. AND JENNIFER, TRANSPORTATION. SO WE'D BE MORE THAN HAPPY IF YOU'D LIKE US TO SEND OUT THE NOTICE AND THEN PEOPLE CAN COME AS THEY'RE AVAILABLE OR IF YOU WANT TO ASSIGN, HOWEVER YOU'D LIKE TO DO IT, BUT WE'D BE MORE THAN HAPPY TO INCLUDE PEOPLE. >> MY FINAL BIG CONCERN IS OUTSIDE OF TRUSTEE ZONE, LAWYERS, COUPLE OF BUSINESS GUYS AND AN EDUCATOR, THERE ARE JUST CERTAIN THINGS THAT WHEN IT COMES TO DESIGN AND ALL, WE CAN BOG THIS THING DOWN. I DON'T LIKE THE WAY THIS ROOF LINE LOOKS LIKE. I JUST HIGHLY RECOMMEND YOU LEAVE THAT TO THE PROFESSIONALS THAT WE HIRE TO COME UP WITH THOSE THINGS AND MAKE SURE IT'S FUNCTIONAL. BECAUSE I HAVE SEEN PROJECTS GO WAY OVERBOARD WHEN WE START TALKING ABOUT DESIGN ISSUES RATHER THAN FUNCTIONALITY. IF THERE'S ANY OTHER COMMENTS, GO AHEAD AND VOTE. ALL THOSE IN FAVOR OF APPROVING THE NEW TRANSPORTATION FACILITY, 10% SCHEMATIC DESIGN IS PRESENTED WITH MINOR CHANGES AND ISSUE AND THE NOTICE PROCEED TO 35% DESIGN STAGE PLEASE SAY AYE. >> AYE. >> OPPOSED? SO IT WAS FIVE IN FAVOR, ONE AGAINST, AND ONE ABSENT. NEXT ITEM ON THE BOARD IS THE SODEXO OPERATIONS LLC CONTRACT. DIRECTOR MAYOTTE. >> THANK YOU, MR. CHAIR. FOR YOU IS THE APPROVAL OF THE SODEXO AMERICA LLC CONTRACT FOR FOOD SERVICES. I KNOW MOST OF YOU ARE AWARE THAT WE'VE PUBLISHED AN RFP. WE HAD ONE RESPONSE. WE'VE GONE THROUGH THE PROCESS WITH THE STATE TO GET THE RESPONSE APPROVED, AND OUR RECOMMENDATION IS TO APPROVE, BUT I'M HERE TO ANSWER ANY QUESTIONS IF YOU GUYS HAVE THEM. >> QUESTIONS REGARDING THE SODEXO OPERATIONS, LLC CONTRACT? >> SORRY, I'M JABBERING SO MUCH, MR. CHAIRMAN. >> I HAVE THEM. >> GO FOR IT FIRST. >> AS I WAS READING THE CONTRACT ITSELF, IT STRUCK ME THAT THIS WAS A CONTRACT FOR THEM TO BRING IN FOOD FROM OUTSIDE? ARE THEY GOING TO USE OUR KITCHENS OR ARE THESE PRE-MADE? >> NO. WELL, OUR CURRENT PROCESS IS WE BRING IN FOOD AND THEN WE PREPARE THE FOOD IN THE KITCHEN. AND A LOT OF IT IS PRE-DONE FOOD, AND THEN WE PREPARE IT. [01:35:04] IT'S A SIMILAR PROCESS. THEY WILL HAVE MORE OPTIONS. AND JUST LOOKING THROUGH WHEN WE WERE LOOKING THROUGH THE RESPONSE TO THE RFP, WE DID THE REVIEW IN FINANCE COMMITTEE. IT LOOKS LIKE THERE'S GOING TO BE A LOT MORE OPTIONS FOR STUDENTS. THERE WILL BE A VEGETARIAN OPTION EVERY DAY AS WELL AS A MEAL AND THEN STANDARD A LA CARTE ITEMS LIKE WE HAVE NOW. >> STILL PIZZA? [LAUGHTER]. >> IT WILL BE DIFFERENT. I DID NOT LOOK FOR PIZZA. [LAUGHTER] I'LL KEEP YOU UPDATED. SURE. >> DIRECTOR, IN THIS CONTRACT, NOT A LAWYER IN CONTRACTS. WHAT IS TO PROTECT US WITH SODEXO, COMING IN, AGREEING TO BE OUR FOOD SERVICE CONTRACTOR AND PROVIDING THESE SERVICES, THEY'RE NOT ABLE TO HIRE ENOUGH PEOPLE WITHIN THE PARAMETERS OF WHAT THEY'RE SAYING THEY CAN DO? >> SURE. I'M ALSO NOT A LAWYER. I'LL DEFER THAT QUESTION TO OUR ATTORNEY. I WILL TELL YOU THAT IN WORKING WITH SODEXO, THEY'VE BUILT A COUPLE OF THINGS INTO THEIR PROPOSAL THAT I THINK WILL ALLOW THEM TO HIRE MORE PEOPLE THAN WE DO, AND ONE OF THOSE THINGS IS HIGHER WAGES. YOU KNOW, WE JUST APPROVED 174% RCA IN OUR COMPENSATION PACKAGE FOR NEXT YEAR. THEY ARE STARTING THEIR COOKS AND CASHIERS AT $7 MORE THAN WHAT OUR STAFF WOULD START AT NEXT YEAR. THEY'RE INCREASING WAGES PRETTY SIGNIFICANTLY FOR THOSE STAFF, AND THEY'RE ABLE TO DO THAT BECAUSE OF CHANGES RIGHT NOW FOR EVERY STAFF PERSON IN TETON COUNTY SCHOOL DISTRICT, WE PAY 14.94% IN RETIREMENT CONTRIBUTIONS. THAT'S A BIG AMOUNT OF MONEY, AND WE'RE REQUIRED TO OFFER THAT. THERE WILL BE CHANGES TO THE COMPENSATION AND THE BENEFITS PACKAGE. THEY STILL OFFER HEALTH INSURANCE. THERE'S ACTUALLY QUITE A SELECTION OF OPTIONS FOR EMPLOYEES. THERE ARE EMPLOYEE PAID PREMIUMS. THERE ISN'T A FULL FAMILY HEALTH AT NO COST TO THE EMPLOYEE. BUT WHEN I LOOKED THROUGH THEIR PREMIUMS, THEY WERE VERY REASONABLE, I WAS WORRIED THAT THEY WERE GOING TO BE QUITE HIGH AND THEY WERE NOT. THEN FOR THEIR MANAGERS, THEIR MANAGERS ARE ACTUALLY POSED TO MAKE $10 MORE AN HOUR THAN OUR MANAGERS WOULD IN NEXT YEAR'S COMPENSATION PACKAGE. I THINK THAT'S A KEY. WHEN I REALLY WENT IN AND I STARTED EVALUATING THE STAFF FOR FOOD SERVICE, ABOUT HALF OF THEM WORK IN FOOD SERVICE FOR HEALTH INSURANCE, AND ABOUT HALF OF THEM WORK FOR WAGES. I THINK KNOWING THE POPULATION THAT WE'RE TRYING TO REACH, I THINK THE HIGHER WAGES WILL BE ABLE TO ATTRACT MORE EMPLOYEES. AS FOR THE LEGALITY OF THE CONTRACT, I WOULD DEFER TO SARAH. SHE DID REVIEW IT. >> YES. THANK YOU. I DID REVIEW THE CONTRACT AT LENGTH. IT BE VERY INTERESTING. I E MAILED RESTED SEVERAL TIMES. BUT I GUESS THE CONTRACT ITSELF JUST REQUIRES IN BY CONTRACT FULLY STAFF THE OPERATIONS. I THINK I GAINED BY CONFIDENCE IN RESEARCHING THE COMPANY, AND THIS IS THE SERVICE THEY PROVIDE ALL ACROSS THE NATION AND SO THEY OBVIOUSLY HAVE A FRAMEWORK AND SYSTEM IN PLACE, KNOWING THE AMOUNT OF STAFF THEY AND THE ABILITY TO HIRE IN WHATEVER AREA THEY ARE. AGAIN, CONTRACTS AND SPECIFICALLY AT TERMINATION PROVISIONS, THE DISTRICT'S ABILITY TO TERMINATE, SHOULD THEY NOT BE PERFORMING UNDER THE CONTRACT AND FEEL COMFORTABLE IN THAT AREA AS WELL. >> THANK YOU. >> TRUSTEE DORNAN. >> SCARLETT. [LAUGHTER] SENIOR MOMENT THERE. MY EXPERIENCE WITH THESE FOOD SERVICE MANAGEMENT PEOPLE IS THEY CAN RAISE SALARIES, BUT THE FOOD IS OFF. I'M WONDERING IF YOU'VE GOTTEN ANY FEEDBACK FROM PART OF THE TIME. WHAT KIND OF, HOW TASTY THAT FOOD IS. >> WHAT ALBANY COUNTY IN WYOMING, THAT'S WHERE THE UNIVERSITY IS IN THE SOUTH PART OF THE STATE. THEY ACTUALLY USED SODEXO AND FOR THEIR FOOD SERVICES, AND THEY COULDN'T BE HAPPIER. I DON'T KNOW EXACTLY WHEN THEY STARTED USING SODEXO AS A SERVICE FOR THEIR FOOD, BUT THEY SAID THE FOOD IS GREAT AND THE ACTUAL RELATIONSHIP WITH SODEXO HAS BEEN REALLY POSITIVE AS WELL. [01:40:05] WHAT I APPRECIATED IN MY CONVERSATIONS WITH THE SODEXO REPRESENTATIVES IS WE REALLY DRILLED IN ON WHAT A PARTNERSHIP LOOKS LIKE. HOW WE WORK TOGETHER? NO YOU'RE JUST COMING IN TO RUN THIS OPERATION AND WE'RE GOING TO PAY YOU. IT'S REALLY GOING TO BE A PARTNERSHIP BETWEEN THE DISTRICT AND THE COMPANY. >> I'M THINKING IT'S A GOOD THING WE'RE JUST TRYING THEM OUT FOR A YEAR SO WE CAN CHECK OUT THEIR FOOD. >> ONE OF THE REQUIREMENTS OF THE CONTRACT IS THAT WE HAVE A COMMITTEE THAT INVOLVES PARENTS, STAFF MEMBERS, STUDENTS, AND EMPLOYEES. I'M SURE IF ANY OF YOU WOULD LIKE TO SIT ON THAT COMMITTEE, YOU'RE WELCOME TO JOIN THAT WE'LL GIVE FEEDBACK ON THE FOOD, ON THE SERVICE, ON THE SELECTION. I THINK IT REALLY IS A SOLID EFFORT TO PROVIDE THE BEST SERVICE WE CAN FOR STUDENTS. I HONESTLY CAN SAY I DON'T KNOW THAT WE'VE BEEN ABLE TO MEET THAT BAR UP TO THIS POINT. >> TRUSTEE SANDRA >> A COUPLE OF QUESTIONS. I SAW IT SINCE AND YOU MENTIONED WORKING IN PARTNERSHIP. SO SOME OF OUR STAFF STAY AS OUR STAFF AND SOME WILL BE SODEXO AND THEY'RE STILL WORKING TOGETHER OR? >> SURE. WE HAVE DANNY REID, WHO'S OUR DIRECTOR OF FOOD SERVICE, WE MAINTAIN HIM. WE STILL HAVE A PRETTY BIG LIFT WITH THE STATE. WE'RE STILL REQUIRED TO DO ALL THE PAPERWORK, ALL THE FEDERAL REIMBURSEMENT, AND ALL OF THE DOCUMENTATION ON THAT SIDE OF THE SCHOOL DISTRICT. THEN SODEXO TAKES CARE OF THE REST. THERE IS A SEPARATION OF DUTIES WHERE WE ARE GOING TO HAVE TO WORK TOGETHER AND MAKE SURE THAT THEY'RE MEETING THEIR COMPLIANCE, AND I DO THINK THAT THEY'RE EXPERTS AT MEETING THE COMPLIANCE REGULATIONS. THEN WE WILL HAVE A PART IN THAT IN MAKING SURE THAT WE'RE COMMUNICATING AND COLLECTING THE FULL FEDERAL REIMBURSEMENTS AS WELL AS THE FEES FOR LAUNCHES WILL STILL BE PAID TO US. WE'LL STILL DO THE MONEY COLLECTION, AND THEN THEY'LL BE OPERATING THE SERVICE, AND THEN BASICALLY THEY SEND US A MONTHLY INVOICE THIS IS HOW MANY MEALS WE SET, WE SOLD AND WE PAY THEM THAT CHECK AT THE END OF THE MONTH. >> QUESTION. >> THIS IS A GOOD SERVICE TO ALL OUR SCHOOLS, INCLUDING THE OUTLYING SCHOOLS, KELLY. >> YES. PENDING THE DECISION TONIGHT, WE HAVE A COUPLE OF MEETINGS SET UP THAT WE'LL HAVE IF YOU VOTE TO APPROVE THIS, WHERE WE START PLANNING TOMORROW. WE HAVE A MEETING SCHEDULED WITH THE FOOD, THE EXISTING FOOD SERVICE STAFF. SOME OF THEM, THEY WANT TO COME, THEY WANT TO LEARN. OBVIOUSLY, WE HAVEN'T BEEN ABLE TO SEND OUT A TON OF INFORMATION BECAUSE WE HAVE NO IDEA IF THIS IS GOING TO BE APPROVED OR NOT. BUT WE DO HAVE A MEETING SET UP WITH TWO HR REPRESENTATIVES AS WELL AS THE LEADERSHIP REPRESENTATIVE THAT'S HERE TONIGHT TO JUST GIVE INFORMATION, PROVIDE INFORMATION, AND HAVE A LITTLE BIT OF AN ONBOARDING SESSION IF PEOPLE ARE INTERESTED IN WORKING WITH SODEXO. WE SOME OF THE BENEFITS OF THE SCHOOL DISTRICT, OBVIOUSLY, WYOMING RETIREMENT. IF WE HAVE EMPLOYEES THAT WOULD LIKE TO STAY EMPLOYED WITH THE SCHOOL DISTRICT, HEATHER SHAWN OR HR MANAGER IS ALSO GOING TO BE THERE TOMORROW SO WE CAN TALK THROUGH WHAT IS SODEXO OFFERING, AND IF THEY REALLY WOULD LIKE TO STAY WITH THE SCHOOL DISTRICT, WE'LL DO OUR BEST TO TRY AND FIND THEM A SPOT WITH OUR CURRENT OPENINGS. >> WE HAVE A PATRICIST AT ONE POINT. THAT PERSON IS GOING TO BE GONE. >> UNFORTUNATELY, WELL, IT'S A PERSONNEL ISSUE. >> HOW MANY EMPLOYEES ARE WE GETTING RID OF ALTOGETHER? >> WE'RE NOT GETTING RID OF ANY EMPLOYEES. ANY EMPLOYEES THAT WOULD LIKE TO SAY WE'RE WORKING WITH TCSD, WE'RE GOING TO WORK WITH TO FIND THEM OPEN POSITIONS. WE HAVE ABOUT 15-20 STAFF MEMBERS. >> FOOD SERVICE OR WHAT TYPE OF JOB? >> WE HAVE ALL DIFFERENT KINDS OF JOBS. WE HAVE CARE POSITIONS, WE HAVE BUS DRIVER POSITIONS, WE HAVE CUSTODIAL POSITIONS. NOT FOOD SERVICE. WE WILL NOT HAVE FOOD SERVICE POSITIONS. >> HOW MANY FOOD SERVICE WORKERS POTENTIALLY OR ARE YOU? >> BETWEEN 15 AND 20. >> WHY DON'T WE KNOW THE EXACT NUMBER? >> TO BE HONEST, THAT NUMBER 20 IS ON A DAILY BASIS. WHETHER I COULD BE HONEST IN THE LAST TWO WEEKS, I THINK WE'VE HAD TWO OR THREE PEOPLE LEAVE. IT TRULY CHANGES ON A DAILY BASIS. I AM HAPPY TO FOLLOW UP WITH THE EXACT NUMBER. >> MR. CHAIR? [01:45:01] >> YES. >> I HAVE A QUESTION. KRISTEN, FOR THE PEOPLE WHO ARE CURRENTLY EMPLOYED WITH THE SCHOOL DISTRICT, AND THEY CHOOSE TO GO WITH SODEXO, WILL THEY LOSE ANY OF THEIR STATE BENEFITS THAT THEY HAVE ACCUMULATED EARN. >> SO GREAT QUESTION. IT DEPENDS ON THE INDIVIDUAL EMPLOYEE. SO WITH A STATE RETIREMENT PROGRAM, IT TAKES FOUR YEARS TO BE VESTED. AND IF THEY'RE ALREADY VESTED, WHAT THAT DOES IS IT STAYS AND IT HOLDS FOR THEM UNTIL THEY EVENTUALLY RETIRE AND THEN THAT BENEFIT IS PAID OUT AS IT WOULD BE FOR ANYONE ELSE. THE VALUE OF THAT BENEFIT, WE CAN WORK WITH THEM IN HR AND THEN WE CAN PUT THEM IN CONTACT WITH THE STATE WYOMING RETIREMENT PEOPLE. IF WE HAD A HANDFUL OF PEOPLE, MAYBE TWO OR THREE THAT HAVEN'T BEEN WITH THE DISTRICT VERY LONG AND MAYBE ARE RIGHT ON THE CUSP OF THAT BEING VESTED, THOSE ARE THE PEOPLE I CAN SEE THAT MAY WANT TO FIND A POSITION WITH THE SCHOOL DISTRICT IN ORDER TO REACH THAT THRESHOLD. MANY OF THE PEOPLE IN FOOD SERVICE ARE PART TIME AND THEY LIKE THE PART TIME POSITION. THIS IS SOMETHING THAT WE'VE BEEN TALKING ABOUT SINCE JANUARY. WHAT ARE SOME OF THE THINGS THAT MIGHT FIT FOR THE STAFF IF THEY DO WANT TO STAY WITH THE SCHOOL DISTRICT AND WE HAVE A COUPLE OF IDEAS. >> ANYTHING ELSE KRISTEN, GENTLEMEN. THANKS. ALL THIS PUBLIC COMMENT. ANY PUBLIC COMMENT? ANY PUBLIC COMMENT ON ONLINE? CLOSE PUBLIC COMMENT, BACK TO THE BOARD. WHAT IS THE B OF THE BOARD. >> MR. CHAIR, I MOVE TO APPROVE THE FOOD SERVICE MANAGEMENT COMPANY F SMC CONTRACT WITH SODEXO OPERATIONS, LLC FOR THE FISCAL YEAR 25. >> SHOULD BE '24/'25 SCHOOL YEAR. >> IT'S FISCAL YEAR '25. >> FISCAL YEAR '25. >> IT'S NOT A SCHOOL YEAR. >> SECOND. >> IT'S BEEN MOVED BY TRUSTEE ABRAMS, SECONDED BY TRUSTEE ZUNG TO APPROVE THE FOOD SERVICE MANAGEMENT COMPANY, FSMC CONTRACT WITH SODEXO OPERATIONS LLC FOR THE FISCAL YEAR '25. GOING BACK TO THE BOARD, ANY COMMENTS, DISCUSSIONS AMONGST THE BOARD? >> MR. CHAIR, BEING ON THE FINANCE COMMITTEE AND HEARING THE CHALLENGES THAT THE DISTRICT HAS IN THE FOOD SERVICE AREA OF KEEPING PEOPLE HIRED, I AM CONCERNED AS ALWAYS WHEN WE MAKE A CHANGE LIKE THIS, BUT I THINK IT'S ALSO PROMISING FOR US AS WELL. I KNOW THAT FOR ANYBODY THAT WANTS TO STAY AN EMPLOYEE OF THE DISTRICT TO BE ABLE TO MAINTAIN [INAUDIBLE] I KNOW THAT THEY WILL BE GIVEN THE BEST OPPORTUNITY THAT THEY CAN BE PROVIDED SO THEY CAN MAINTAIN [INAUDIBLE]. >> ANY OTHER COMMENTS? SEEING NONE, ALL THOSE IN FAVOR OF APPROVING THE FOOD SERVICE MANAGEMENT COMPANY FSMC CONTRACT SODEXO OPERATIONS LLC FOR THE FISCAL YEAR '25 PLEASE SAY AYE. >> AYE. >> ANY OPPOSED? >> NO. >> THAT'S FIVE AYES, ONE NO, AND ONE EXCUSED. IT PASSES. MOVING ON TO THE TRANSITION PLAN. >> NOW THAT YOU'VE APPROVED THE SODEXO CONTRACT FOR FOOD SERVICES NEXT YEAR, ONE OF THE STRESSORS FOR SOME OF OUR CURRENT EMPLOYEES IS WHAT WILL HAPPEN TO OUR PTO, WHAT WILL HAPPEN TO OUR INSURANCE. IN CONVERSATIONS WITH SODEXO, THE EMPLOYEES WILL START SOMETIME IN THE END OF AUGUST BEFORE SCHOOL STARTS. THEY'LL PROBABLY HAVE A WEEK OR TWO WHERE THEY COME ON AND DO SOME TRAINING AND SOME ON-BOARDING, BUT KNOWING THAT THEIR BENEFITS WITH SODEXO WON'T START RIGHT AWAY. THE PROPOSAL BEFORE YOU IS THAT WE PAY OUT ALL PTO BALANCES 100%. TYPICALLY WE PAY OUT A PERCENTAGE IF SOMEBODY RETIRES AND GIVES US NOTICE BY FEBRUARY 2ND. THEY CAN GET A SCALED PERCENTAGE ON HOW MANY YEARS THEY'VE WORKED WITH THE DISTRICT. I WOULD LIKE TO HONOR THEY'VE STUCK WITH US, THEY'VE HUNG IN THERE. EVEN THOUGH THEY KNOW THIS CHANGE IS COMING IN, THEY'VE HAD A LOT OF UNANSWERED QUESTIONS. [01:50:02] THE VALUE OF THE PTO PAID AT 100% IS ALMOST 35,000. THE RECOMMENDATION FROM M, LEADERSHIP WOULD BE TO PICK UP IN FULL. ALSO, TO MAINTAIN THEIR BENEFITS THROUGH AUGUST THAT WOULD GIVE THEM A SEPTEMBER 1ST START DATE WITH SODEXO BENEFITS. THEN THEY WOULD ALSO RECEIVE THE SAME HSA CONTRIBUTION IN JULY THAT YOU'VE APPROVED FOR ALL OF THE OTHER STAFF THAT ARE STAYING ON WITH THE DISTRICT FOR NEXT YEAR. >> MR. CHAIR, KRISTEN, HOW MUCH OF THAT PART COST, THE BENEFIT PACKAGE? >> THE TOTAL FOR ALL OF THAT WILL BE $108,000. >> ANY OTHER QUESTIONS FOR DIRECTOR MAN? THANK YOU. PUBLIC COMMENT ON THE FOOD SERVICE STAFFING TRANSITION PLAN. ANY PUBLIC COMMENT? IS THERE PUBLIC COMMENT? BACK TO THE BOARD OR THE WILL OF THE BOARD. >> MR. CHAIR, I MOVE TO APPROVE THE TCSD, NUMBER 1 FOOD SERVICE STAFFING TRANSITION PLAN AS PRESENTED. >> I SECOND. >> YOU WANT TO ADD NOT TO EXCEED 100. >> WHAT'S THE NUMBER? >> $180,099.28. >> ROUNDING UP TO 109,000. >> $109,000. NOT TO EXCEED. $109,000. >> IS [INAUDIBLE] SECOND. IT WAS MOVED BY TRUSTEE ABRAMS AND SECONDED BY TRUSTEE DORNAN [PHONETIC] TO APPROVE A TCSD NUMBER 1 FOOD SERVICE STAFFING TRANSITION PLAN NOT TO EXCEED $109,000 AS PRESENTED. ANY DISCUSSION [INAUDIBLE]? ALL THOSE IN FAVOR, PLEASE SAY AYE. >> AYE. >> ANY OPPOSED? SIX IN FAVOR, ONE EXCUSED. NEXT ITEM. HOLD THAT UP. ITEM NUMBER 5, APPROVAL OF PREMIER GREEN CLEANING CONTRACT AND PURCHASE ORDER FOR DISTRICT CUSTODIAL SERVICES. >> GOOD EVENING, MR. CHAIR., TRUSTEE DIANA HARDER, FACILITIES DEPARTMENT. YES, I HAVE, FOR YOUR CONSIDERATION, A CONTRACT FOR CUSTODIAL SERVICES WITH PREMIER GREEN CLEANING FOR FISCAL YEAR '25, AND I'M HAPPY TO ANSWER ANY QUESTIONS. >> TRUSTEE GANGEREE. >> MR. CHAIRMAN, THERE ARE SOME SUGGESTIONS THAT APPENDIX A1, [INAUDIBLE] FREQUENCY WOULD BE HELPFUL IF THAT WAS HANDED OUT. THOSE THAT ARE CONTROL OF THE BUILDING SO THEY ARE FAMILIAR WITH WHAT IS ACTUALLY REQUIRED AND THE FREQUENCY THAT IT WILL BE DONE. THAT WOULD BE HELPFUL. NUMBER 2, I LOOKED THROUGH THE CONTRACT, WENT THROUGH IT TWICE. I NEVER FOUND ANYTHING IN THERE REQUIRING ANY TYPE OF BACKGROUND CHECK. WE HAD A LONG DISCUSSION ABOUT IT, BUT IT DIDN'T END UP TO BE IN THE CONTRACT. THAT WAS A CONCERN, AND MAYBE IT WAS THERE, AND I JUST MISSED IT. IT WAS A WHOLE BUNCH ABOUT EMPLOYEES, BUT NEVER FOUND TALKING ABOUT THAT. >> THANK YOU. MR. CHAIR. TRUSTEE GANGEREE, WE DID INCLUDE THAT IN THE CONTRACT, AND SORRY I THOUGHT I HAD IT. >> MAY I JUMP IN? >> YES. ABSOLUTELY. >> IT'S ITEM 3 AND THEN IN D, PRIOR PERFORMANCE OF ANY SERVICES BY CONTRACTORS, ALL EMPLOYEES AGENTS, CONTRACT SUBCONTRACTORS, BLAH, BLAH, BLAH AT ANY TIME SHALL BE REQUIRED TO HAVE PASSED THE FEDERAL CRIMINAL BACKGROUND CHECK. >> THAT'S GOING TO BE PRIOR TO? >> YES. >> WHO HAVE ACCESS AT THE TIME SHALL HAVE PASSED. >> THEN THE LAST PART, I HEARD THAT PREMIER IS ESSENTIALLY GOING AND HIRING WHITE GLOVES EMPLOYEES. THEY'LL BE THE SAME PEOPLE JUST A DIFFERENT COMPANY RUNNING IT. IS THAT YOUR UNDERSTANDING OF WHAT THEY'RE DOING? >> MR. CHAIR. TRUSTEE GANGEREE, I HAVE NOT HAD CONVERSATIONS WITH THEM ABOUT THAT, SO I'M NOT PRIVY TO ANY OF THAT INFORMATION. [01:55:02] >> I THINK THERE WAS SOME CONCERN THAT THEY'RE HIRING THE WHITE GLOVE PEOPLE, THE SAME PEOPLE WHO WERE DOING CLEANING, BUT OFFERING THEM LESS PAY. AT LEAST THAT WAS THE CONCERN. NOT MY BUSINESS. THAT'S ALL THE QUESTIONS. >> THANK YOU. >> ANY OTHER QUESTIONS? >> CHAIR, JUST WANT TO CLARIFICATION ON THE BUILDINGS THAT ARE COVERED IN THIS [INAUDIBLE] EXHIBIT A [INAUDIBLE] ONGOING CUSTODIAL SERVICES AT [INAUDIBLE] DISTRICT OPERATED FACILITIES. IS IT A SIX OR EIGHT? >> MR. CHAIR AND TRUSTEE ZUNG, IT IS EIGHT. I THINK THE DELINEATION WAS THAT THERE'S A COUPLE THAT ARE COVERED THE EXPENSE FOR THAT UNDER FUND 10 AND TWO FACILITIES TO TWO PUBLIC BATHROOMS AT THE MACINTOSH STADIUM AND THE SYNTHETIC FIELDS THAT WILL BE COVERED UNDER REC DISTRICT FUNDS. IF IT ISN'T CORRECT IN THERE, THAT'S WHY IT WAS PULLED APART A LITTLE BIT. SO IT SHOULD SAY EIGHT [INAUDIBLE]. >> CORRECT. I WILL MAKE THAT CORRECTION. >> I GUESS SO YOU SAY FIVE SCHOOLS. WHICH SCHOOLS ARE INCLUDED [INAUDIBLE]. >> I'M SORRY. GO AHEAD. I DIDN'T HEAR THE LAST PART OF YOUR QUESTION. >> NEVER MIND. [INAUDIBLE] >> ON THE SCOPE OF WORK UNDER PAGE 5, IT DOES LIST THE LOCATIONS IF THAT'S HELPFUL, WHICH IS AN ATTACHMENT. IT'S COLTER ELEMENTARY SCHOOL, CUBS DAYCARE, DAVEY JACKSON ELEMENTARY SCHOOL, JACKSON HOLE MIDDLE SCHOOL, KELLY, MUNGER MOUNTAIN, AND THEN THE TWO BATHROOMS. >> WHAT ARE WE DOING WITH THE OTHER SCHOOLS? >> MR. CHAIR, TRUSTEE ZUNG, WE PROVIDE CUSTODIAL SERVICES WITH OUR OWN TCSD STAFF AT THE JACKSON HOLE HIGH SCHOOL, AT SUMMIT INNOVATION SCHOOL, AND THEN ALTA ELEMENTARY SCHOOL, AND WILSON ELEMENTARY SCHOOL. >> AND [INAUDIBLE]? >> YES. PRANE, FIRST OF ALL, THANK YOU FOR BEING HERE. AGAIN. >> THANK YOU. >> I MOSTLY WANTED TO COMBINE OR TWO IF YOU WANT RELATED BOTH THE MIDDLE SCHOOL 1 AND THE ELEMENTARY 1. I WAS HOPING YOU COULD JUST TELL US SUCCESS OF BRIDGES. MY UNDERSTANDING IS BRIDGES 3. MY UNDERSTANDING IS THAT DOES SOME REALLY POSITIVE THINGS. IT BRINGS THE COUNTING CORNER INTO THE ACTUAL CURRICULUM. SO THINGS THAT WERE SPREAD OUT THE TEACHERS ARE VERY HAPPY IT BRINGS IT MORE INTO WHAT'S ACTUALLY BEING TAUGHT SO SEPARATED OUT. IT SOUNDS LIKE BRIDGES HAS BEEN SUCCESSFUL. I WAS JUST CURIOUS, WHAT'S GOOD ABOUT BRIDGES 3 AND SHOULD WE BE PURCHASING BRIDGES 3? [02:00:03] THEN ON THE MIDDLE SCHOOL ONE, WHAT IS THAT DIFFERENT? ARE WE GOING TO A NEW ONE? WHY ARE WE GOING TO THAT? I TOTALLY TRUST YOU, MR. PRANE WHAT ARE YOU TELLING ME WE SHOULD DO WITH MATH CURRICULUM? I'M ALL FOR THAT. BUT I THOUGHT WE SHOULD AT LEAST HAVE A CONVERSATION SINCE THIS IS ONE BIG CHANCE TO TALK ABOUT THE MATH CURRICULUM. I ASSUME THIS WILL BE IT. FOUR OR FIVE YEARS AGO. >> THAT WILL TAKE LONGER. [LAUGHTER] >> I THOUGHT WE SHOULD HAVE AN OPPORTUNITY TO AT LEAST DISCUSS CURRICULUM AND AT LEAST FOR ARGUMENTS. >> ABSOLUTELY. I DID CREATE INFORMATION SHEET FOR STAFF ON THE DIFFERENCES AND CHANGES FOR BRIDGES THIRD EDITION, SO I'D LOVE TO GIVE YOU ONE OF THE [OVERLAPPING] HERE LET'S SEE ON THE FIRST PAGE IS JUST A LITTLE BIT OF WHAT WAS DIFFERENT. UNDERNEATH THAT ARE QUOTES FROM ALL OF OUR PILOTS THAT WE THREW THIS AND ON THE FAST. WE HAVE SOME MORE INFORMATION. WHAT THE ACTUAL CHANGES ARE. I'LL GIVE YOU A MINUTE TO READ AND THEN I WILL [NOISE]. >> GO AHEAD. >> SOME OF THE REALLY BIG CHANGES AND THIS IS FROM THE PILOT TEAMS SAID, LIKE YOU SAID, IT TIGHTENS UP THE CURRICULUM. THEY HAVE SAID THAT IT'S GOING TO BE MUCH EASIER FOR NEW TEACHERS TO TAKE ON THE CURRICULUM BECAUSE EVERYTHING IS EMBEDDED WITHIN THE LESSON. IN THE PAST, NUMBER STRINGS AND NUMBER CORNERS HAVE BEEN SEPARATED. YOU HAD TO GO TO A DIFFERENT SECTION OF THE TEXTBOOK TO EVEN FIND THAT. NOW IT'S EMBEDDED WITHIN THE LESSONS. IT'S EASIER TO FLOW THROUGH THE LESSON. SOME OF THE THINGS WHERE THE IMPROVEMENT OF THE LESSONS FOR TEACHERS. IT OUTLINES EXACTLY WHAT TEACHING STRATEGIES YOU SHOULD BE USING AND WHY YOU USE THOSE TEACHING STRATEGIES. THIS ALSO COMES A REALLY BIG DEAL. IT COMES FOR FREE WITH THE NEW BRIDGES INTERVENTION THAT WAS RELEASED IN '22, '23 THAT WE DID NOT GET. BUT THEN WE NOW HAVE ACCESS TO THAT. ONE OF THE REASONS WHY A LOT OF TEACHERS HAVE NOT BEEN USING BRIDGES INTERVENTION IS BECAUSE IT WASN'T TIED TO THE LESSON. I WASN'T TIED TO THE LEARNING. IT WAS A SEPARATE OFFSET THING AND IT WAS DISCONNECTED NOW THAT IS ACTUALLY CONNECTED TO THE LEARNING. WHEN YOU IDENTIFY A STUDENT STRUGGLING IN A CERTAIN SKILL, YOU NOW HAVE A RESOURCE TO GO TO TO SUPPORT THAT STUDENT. ONE OF THE BIG THINGS ABOUT THIS WAS THAT IT WENT THROUGH AN EQUITY AUDIT SO THAT THEY TRIED TO UPDATE THE CURRICULUM SO THAT STUDENTS WOULD SEE THEMSELVES WITHIN THE CURRICULUM. I THINK THAT'S A BIG THING FOR OUR NEWCOMERS AND LANGUAGE LEARNERS THAT THEY CAN SEE THEMSELVES IN THE CURRICULUM. I THINK JUST A LOT OF THE FEEDBACK FROM THE ACTUAL PILOT TEAMS. WE WERE ABLE TO GET 10 TEACHERS TO PILOT THIS. THEY ORIGINALLY SAID WE ONLY HAVE 10%, WHICH CAME OUT TO SEVEN STAFF. I BEGGED THEM FOR TWO MORE SO WE COULD DO AN ENTIRE GRADE LEVEL AT MONGER, AND I BELIEVE IT WAS THIRD GRADE MONGER THAT TOOK IT ON. WE ALSO GOT ONE FOR OUTLINE AS WELL, AND THE FEEDBACK HAS BEEN OVERWHELMINGLY POSITIVE THAT THIS IS A [INAUDIBLE] THAT WE WANT TO MOVE. ANY QUESTIONS ON THE BRIDGES THIRD EDITION? >> YES, I AGREE. >> MR. CHAIRMAN, IF YOU'RE OKAY, YOU NEED TO EXPLAIN THE MIDDLE SCHOOL 1 TOO REAL QUICK AND THEN WE CAN BOTH SEE. >> I JUST HAVE ONE COMMENT ABOUT BRIDGES. I BELIEVE WE'VE BEEN USING BRIDGES FOR A NUMBER OF YEARS NOW. I HAVE ONE KID THAT WENT THROUGH BRIDGES AND ONE KID THAT DIDN'T. ONE KID THAT DIDN'T DEFINITELY HAS STRUGGLED ALL WITH THE ONE KID THAT DID HAS BEEN PRETTY SMOOTH SAILING, SO I THINK BRIDGES IS A GREAT CURRICULUM. I'M PLEASED TO HEAR THE POSITIVE CHANGES. THANK YOU GOOD WORK. >> THANK YOU. FOR THE MIDDLE SCHOOL, WE ARE LOOKING AT TAKING ON A NEW PRIMARY RESOURCE CALLED MID SCHOOL MATH. MID SCHOOL MATH IS A CURRICULUM THAT I GUESS I HAVE THE RESEARCH HERE. IT'S BASED A LOT ON HATTIE'S RESEARCH. IF YOU KNOW ANYTHING ABOUT HATTIE'S RESEARCH, HE WENT THROUGH EFFECT SIZE. HE DID A META ANALYSIS OF ALL STUDIES IN MATHEMATICS CLASSROOMS TO FIND OUT WHAT ARE THE KEY THINGS THAT ACTUALLY SUPPORT LEARNING. ONE OF THE BIG THINGS IS MATHEMATICAL DISCUSSION. YOU HAVE TO HAVE KIDS TALKING IN A MATHEMATICAL CLASS. ANOTHER THING IS, YOU HAVE TO HAVE PRODUCTIVE STRUGGLE. PRODUCTIVE STRUGGLE IS ONE OF THE HIGHEST RANKING ON THAT. [02:05:02] TEACHER EFFICACY IS REALLY HIGH. [OVERLAPPING] PRODUCTIVE STRUGGLE. HAVING THE ABILITY TO TRY SOMETHING IN A SAFE ENVIRONMENT WHERE IF YOU GET IT WRONG, IT'S OKAY AND YOU DON'T SHUT DOWN FROM IT. THAT'S WHAT THIS CURRICULUM IS ALL BUILT ON. IT'S BUILT ON THREE ACTS OF MATH, WHERE YOU DON'T TEACH UNTIL THE THIRD DAY OF A LESSON. EVERY STANDARD IS BASED INTO A LESSON AND EVERY LESSON IS FOUR DAYS. THE FIRST DAY IS YOUR HOOK KETCHUM THING. IT'S A VIDEO BASE. YOU GO THROUGH THREE STAGES, AND IT'S PROFESSIONALLY ACTED. THEY WILL SHOW A VIDEO AND PRESENT THE PROBLEM AND ASK THE STUDENTS, WHAT INFORMATION WOULD YOU NEED TO BE ABLE TO SOLVE THIS? THEN THEY GIVE THEM THE INFORMATION TO SOLVE IT AND THEN ASK THEM TO ACTUALLY SOLVE THE PROBLEM, AND THEN THEY GIVE THEM A RESOLUTION VIDEO. THE ENTIRE FIRST DAY IS YOU TRY. HERE'S A NEW PROBLEM, A NEW SKILL. WE'RE NOT GOING TO SHOW YOU WHAT TO DO. WE'RE NOT GOING TO SHOW YOU HOW TO DO IT. WE'RE GOING TO LET YOU TRY IT. YOU'RE WORKING IN GROUPS, AND YOU'RE GOING TO TRY THIS QUESTION. THE SECOND DAY, YOU ACTUALLY GET TO WORK TOGETHER IN THIS. THERE'S A REALLY COOL VIDEO ABOUT IT. IT'S CALLED LEARN TO FLY. THAT'S THE STRATEGY THAT THEY USE. THEY DO THIS VIDEO SHOWING THAT IN THE PAST WHEN WE STARTED FIRST FLYING, THERE WAS A LOT OF BAD THINGS THAT HAPPENED. PEOPLE DIDN'T KNOW HOW TO FLY, THEY TRIED A LOT OF MISTAKES HAPPEN. WHEN IT CAME TO THE MILITARY, THE MILITARY ACTUALLY FIGURED OUT A WAY TO GET MORE PEOPLE TO ACTUALLY TRAIN AND BE SUCCESSFUL. THAT WAS THROUGH SIMULATION. NOW, THEY TRIED SIMULATION, THEY BUILT THESE FLIGHT SIMULATORS, AND IT STILL WASN'T VERY SUCCESSFUL. BUT WHEN THEY FOUND THAT THEY PUT THEM IN GROUPS OF THREE, AND THOSE GROUPS ACTUALLY WORKED TOGETHER TO LEARN HOW TO FLY. THEY HAD A LOT MORE SUCCESS. WE'RE USING THE SAME STRATEGY IN THIS PRIMARY RESOURCE WHERE STUDENTS ATTEMPT TO QUESTION FIRST, THEN THEY ALL GET TOGETHER, STAND UP AND DISCUSS, WHAT STRATEGIES DID YOU USE? WHAT WAS SUCCESSFUL, WHAT WAS UNSUCCESSFUL? THEN ONE PERSON GOES BACK TO THE DESK, TRIES ANOTHER QUESTION. THE OTHER TWO PARTNERS ARE THERE TO SUPPORT THEM IN THEIR LEARNING UNTIL THEY GET IT CORRECT. THEN YOU TRANSITION TO THE NEXT GROUP. WHO WORKS TOGETHER TO HELP THAT STUDENT BE SUCCESSFUL UNTIL THE THIRD PERSON BE SUCCESSFUL. IT'S ABOUT BUILDING TEAM CAMARADERIE AND MATHEMATICAL DISCOURSE. THOSE ARE THE TWO MAIN FIRST PURPOSES. THE THIRD DAY THEN BECOMES, LET'S ACTUALLY TEACH YOU WHAT IT IS. EVERY SINGLE LESSON COMES WITH POWERPOINTS THAT YOU CAN USE AND ALSO COMES WITH A TEACHER LEAD VIDEO. IF YOU HAVE A SUBSTITUTE THAT DAY, YOU COULD PUT THAT ON AND THE TEACHER WILL ACTUALLY TEACH THE LESSON FOR YOU. THE FOURTH DAY IS ALWAYS A REFLECTION. STUDENTS REFLECT ON WHAT THEY'VE LEARNED ON THAT STANDARD AND THEY CREATE A POSTER. THEN WE FILL EVERY WALL IN THE MIDDLE SCHOOL WITH POSTERS AND WHAT THEY'VE LEARNED. I'LL JUST TELL YOU A STORY OF WHAT I HEARD FROM ONE OF THE TEACHERS IS, SHE SAID, THESE STUDENTS WON'T DO IT. I'M GOING TO GIVE IT TO THEM ANYWAY, BUT THEY'VE NEVER DONE ANYTHING IN MY CLASS BEFORE. SHE GAVE THEM THE REFLECTION TOOL, AND THEY ACTUALLY DID IT ALL OF THE VIDEO. I KNOW MATT PUTS THE END UP TO TELL YOU SOME OF THE SUCCESS STORIES THAT WE'VE HEARD ABOUT THIS. BUT I'VE HEARD TEACHERS ARE SAYING THEY'VE NEVER HEARD SO MUCH MATHEMATICAL DISCOURSE BEFORE. THIS CURRICULUM, I BELIEVE, IS DESIGNED TO ACTUALLY GET STUDENTS ENGAGED IN MATHEMATICS, AND I TRULY BELIEVE THAT'S WHAT IT IS. I DO NOT WANT STUDENTS TO THINK THAT 2+2 IS FOUR IS MATHEMATICS. IT'S THE PROBLEM SOLVING. 2+2 = 4 IS A STRATEGY. WE'RE GOING TO BRING THAT IN AND ACTUALLY FIGURE OUT WHAT THE PROBLEM IS, AND THEN SOLVE IT. >> MR. CHAIRMAN, WHAT IS THIS REPLACING WHAT'S THE CURRICULUM? THEN DID YOU DO THE SAME TYPE OF THING, YOU TESTED WITH SOME FEATURES RECORDING? >> THE ENTIRE STAFF PILOTED THIS. IT IS IT WILL BE IN REPLACEMENT OF DESMOS MATHEMATICS, WHICH WAS AN ENTIRELY ONLINE PLATFORM. THIS ONE IS NOT ENTIRELY ONLINE, IT'S ONLINE AND BOOKS AS WELL. >> MR. CHAIR, MR. PRANE, WITH THE OLD CURRICULUM THAT YOU HAVE, YOUR DATA GUY ON TESTING AND HOW WELL OUR STUDENTS ARE DOING. IS THERE A REASON TO SWITCH OVER TO THIS BECAUSE WE FELT THE MIDDLE SCHOOL KIDS WEREN'T DOING WELL IN MATH, OR ARE WE JUST TO SWITCH? >> WE HAVE SEEN NO GROWTH IN MATHEMATICS. >> IN THE MIDDLE SCHOOL. >> AT THE MIDDLE SCHOOL. >> THANK YOU. >> OUR FIFTH TO SIX TRANSITION IS STILL THE THING THAT WE WERE LOOKING FOR. AND THIS IS ONE OF THE THINGS THAT I REACHED OUT TO BRIDGES TO TRY AND ALIGN TO BRIDGES SO THAT WE CAN ACTUALLY HELP THAT FIFTH TO SIX TRANSITION. [02:10:03] HOPEFULLY WE DON'T SEE THE DROP ANYMORE. >> GREAT. THANKS. >> PROCEED ON. >> THANK YOU TOO. I'M WONDERING IF I UNDERSTAND THE STATE ASSESSMENT SCORES IN MATH FOR THIS DISTRICT PRETTY GOOD. DO YOU THINK YOU ATTRIBUTE THAT TO THIS PROGRAM? >> I ATTRIBUTE IT TO BRIDGES. YES, I BELIEVE BRIDGES IN THE K THROUGH FIVE BUILD A VERY STRONG FOUNDATION. WE ACTUALLY SEE ON PAR SCORES WITH BOTH MATHEMATICS AND DLA IN THAT REGARD. I DO BELIEVE THAT. BRIDGES IS THE KEY TO THAT BECAUSE IT FOCUSES ON DEVELOPING THE SKILLS NECESSARY FOR STUDENTS RATHER THAN KNOWLEDGE. THAT'S THE SAME THING THAT WE'RE TRYING TO TRANSITION TO AT THE MIDDLE SCHOOL SO THAT WE'RE BUILDING SKILLS, WE'RE BUILDING MATHEMATICIANS, AND WE'RE NOT BUILDING ISOLATED SKILLS. >> ANY OTHER QUESTIONS? THANK YOU. >> THANK YOU. >> OPEN THIS UP FOR PUBLIC COMMENT. PUBLIC COMMENT ON EITHER OF THESE CURRICULUM PACKAGES. THAT'S THE RIGHT TERM TO USE? PUBLIC COMMENT. ANYBODY ONLINE, ANDREA? >> NO. >> BRING IT BACK TO THE BOARD. >> MR. CHAIRMAN. >> YES. >> I'LL JUST COMBINE BOTH OF THEM. IS THAT OKAY? I'M SORRY. I MOVE TO APPROVE THE MATH LEARNING CENTER PURCHASE ORDER FOR THE 2024, '25 SCHOOL YEAR, NOT TO EXCEED $56,624.40 AS PRESENTED. SO THIS WOULD BE JUST THE BRIDGES ONE IN K THROUGH FIVE. >> SECOND. >> IT'S BEEN MADE AND SECONDED TO APPROVE THE MATH LEARNING CENTER PURCHASE ORDER FOR THE '24/'25 SCHOOL YEAR, NOT TO EXCEED $56,624.40 AS PRESENTED. ANY THE OTHER COMMENTS? [INAUDIBLE] >> YEAH. I WOULD JUST SAY I REALLY APPRECIATE MR. PRANE AND THE BRIDGES PROGRAM. I WAS EXCITED TO SEE THAT WE WERE HOLDING ONTO IT, BUT I WAS MORE EXCITED TO SEE THAT BRIDGES COMPANY HAD FOUND WHAT THE FALLACIES THAT OTHERS HAD ALREADY FOUND ABOUT, THAT THERE WERE SOME THINGS THAT WERE SEPARATED OUT NOW BRINGING IT MORE INTO THE CURRICULUM. THE TEACHERS I'VE SPOKEN TO ARE VERY EXCITED ABOUT THIS THIRD ITERATION OF BRIDGES AND EVERYONE SEEMS TO REALLY LIKE BRIDGES AT THE K THROUGH FIVE LEVEL. ANY OTHER COMMENTS? ALL THOSE IN FAVOR, PLEASE SAY AYE. >> AYE. >> ANY OPPOSED? SIX IN FAVOR, ONE EXCUSED. NEXT ITEM FOR MOTION. >> MR. CHAIRMAN, I MOVE TO APPROVE THE MID SCHOOL MATH PURCHASE ORDER FROM THE '24/'25 SCHOOL YEAR NOT TO EXCEED $57,053.70 AS REPRESENTED. THIS WOULD BE FOR THE MIDDLE SCHOOL ONE. >> SECOND. >> IT'S BEEN MADE BY TRUSTEE GANGEREE [PHONETIC], SECONDED BY TRUSTEE ABRAMS TO APPROVE THE MID SCHOOL MATH PURCHASE ORDER FOR THE '24/'25 SCHOOL YEAR NOT TO EXCEED $57,053.70 AS PRESENTED. COMMENTS. >> MR. CHAIRMAN, MY CONCERN IS ALWAYS WITH THE MIDDLE SCHOOL. WE CHANGE A LOT OF CURRICULUMS THERE. MY DAUGHTER, ACTUALLY, I REMEMBER WE COUNTED IT UP THREE DIFFERENT CURRICULUMS DURING HER MIDDLE SCHOOL CAREER WHERE WE KEPT SWITCHING, AND THAT WAS DIFFICULT. I HOPE THAT WE STICK WITH. I KNEW THE ONE THAT WE HAD BEEN USING WAS NOT DOING WHAT WE HAD HOPED IT WOULD DO. I'M HOPEFUL AND I TRUST MR. BRAIN AND HIS DESCRIPTION OF THIS SOUNDED REALLY FASCINATING, ESPECIALLY TO LEARN TO FLY ASPECT. I'M VERY EXCITED WITH THE MID SCHOOL MATH. IT SOUNDS LIKE THE TEACHERS ALL TRY TO HELPED THIS YEAR. IT WORKED VERY WELL. I HOPE WE GET TO KEEP THIS ONE FOR A LENGTHY PERIOD OF TIME. >> ANY OTHER COMMENTS? HEARING NONE, ALL THOSE IN FAVOR, PLEASE SAY AYE. >> AYE. >> ANY OPPOSED? SIX ARE IN FAVOR, ONE EXCUSED. NEXT ITEM, APPROVAL OF BUS ROUTES FOR THE '24/'25 SCHOOL YEAR. >> MR. CHAIRMAN. LIKE TO START BY JUST SAYING IF ANY OF YOU HAVE EVER DESIRED TO HAVE YOUR CDL, NOW IS A GREAT TIME, BUT IN ALL SERIOUSNESS, [02:15:02] BEFORE YOU THIS EVENING IS THE '24/'25 SCHOOL BUS ROUTES FOR YOUR APPROVAL. ROUTES ARE EVALUATED AND ADJUSTED EACH YEAR TO BE EFFICIENT, TO BE SAFE, TO BE FISCALLY RESPONSIBLE. THE MAIN CHANGE AND RECOMMENDATION THIS YEAR AND WHY IT'S ON THE ACTION ITEMS THIS EVENING IS A PROPOSAL TO A SHIFT TRANSPORTATION FOR SECONDARY STUDENTS RESIDING IN ALTA WHO ATTEND TETON 401 SCHOOLS FROM TCSD TO TETON 401. TETON 401, AS YOU KNOW, VOTED TO CHANGE THEIR CALENDAR, THEIR SCHOOL CALENDAR FROM A FIVE-DAY SCHOOL WEEK TO A FOUR-DAY SCHOOL WEEK RECENTLY. IN SO DOING, THE CHANGE HAS CREATED SOME SCHEDULING ISSUES AND CONFLICTS FOR TRANSPORTATION. WHAT WE HAVE DONE TO TRY TO RESOLVE THOSE ISSUES, AND WE'VE MET WITH THE ALTA SCHOOL PRINCIPAL, THE ALTA DRIVER, JUST TO DISCUSS POSSIBILITIES AND OPTIONS, AS WELL AS DR. CHAPMAN AND DIRECTOR MAYO, WE'VE EVALUATED CURRENT PROJECTED RIDERSHIP FOR TETON 401 TO SEE WHAT OPTIONS WERE AVAILABLE TO US WITH THE CHANGED SCHEDULE. WE'VE ALSO BEEN IN COMMUNICATION WITH TETON SCHOOL DISTRICT 401, THEIR TRANSPORTATION DEPARTMENT, AND THEY HAVE OFFERED TO PROVIDE A BUS STOP FOR THESE SECONDARY STUDENTS AT THE ALTA SCHOOL. IN ADDITION, THEY OFFER BUS SERVICE UP AND DOWN MANY PARTS OF STATE LINE ROAD WHERE SOME OF THESE STUDENTS DO RESIDE. AFTER EVALUATING THE FACTS, WE ARE RECOMMENDING TRANSPORTATION BE SHIFTED FROM TCSD TO TETON 401, AS DESCRIBED IN THE PROPOSAL. BRIEFLY, I JUST WOULD LIKE TO POINT OUT, AS WE LOOKED AT OUR CURRENT RIDERSHIP FOR THE BUS, BASED ON '23/'24 NUMBERS AND THE PROJECTED NUMBERS MOVING FORWARD, BASED ON THE INFORMATION THAT I COLLECTED, STAFF IS NOT CONFIDENT THAT THERE'S A NEED FOR ADDITIONAL SERVICE OUTSIDE OF THE BUS STOP OPTIONS THAT WILL BE OFFERED BY TETON 401 AT BOTH ALTA SCHOOL AND STATE LINE ROAD NEXT YEAR. BRIEFLY OF THE 46 TOTAL STUDENTS REGISTERED FOR THE SCHOOL BUS THAT ARE SECONDARY STUDENTS FOR 401 IN '23/'24, 14 OF THOSE STUDENTS RODE THE BUS, NINE TO 10 OF THOSE STUDENTS RODE FAIRLY OFTEN. OF THOSE 14 RIDERS, FOUR LIVE IN [INAUDIBLE] TOWN, WHICH IS IN THE WALK ZONE, SO A WALKABLE AREA TO ALTA ELEMENTARY WHERE BUS SERVICE WILL BE OFFERED. SIX RESIDE ON STATE LINE ROAD, WHERE 401 BUS SERVICE IS OFFERED IN CLOSE PROXIMITY. THREE WHO LIVE ON ALTA NORTH ARE PLANNING TO MOVE AWAY IN EARLY TO LATE FALL, AND ONE RESIDES 0.4 MILES FROM THE ALTA SCHOOL ACROSS THE STREET ON GREENVILLE ROAD. FOR '24/'25, WE DO ALSO EXPECT THREE ALTA SCHOOL FIFTH GRADERS THAT INTEND TO ATTEND 401. PARDON ALL THE DETAILS. OF THOSE THREE, ONE RESIDES ON LEE LANE, AND I DO NOT BELIEVE THEY PLAN TO TRANSPORT. THEY WILL BE LIVING 17 MINUTES FROM TETON 401 SCHOOLS VERSUS AN HOUR AND 18 MINUTE BUS RIDE IN THE MORNING. ONE RESIDES 1.2 MILES FROM ALTA IN ASPEN MEADOWS, AND ONE RESIDES ON THE ALTA NORTH ROAD. IN SUMMARY, AGAIN, STAFF PROPOSES THIS SHIFT BECAUSE THE NEW OPERATIONALLY CHALLENGING 401 SCHEDULE. ALSO, BECAUSE THE PROPOSED ROUTE IS SHORTER AND MORE EFFICIENT. THIRD, BECAUSE PROJECTED NEEDS APPEAR TO BE LOW. FOURTH, BECAUSE OF THE CURRENT ALTA ELEMENTARY SCHEDULE SEEMS TO BE PREFERABLE TO ALTA. FIFTH, THIS SEEMS TO BE A SIMPLER, MORE REASONABLE BUS ROUTE FOR CURRENT AND FUTURE DRIVERS, AND SIX, BECAUSE OF 401 GENEROUS OFFER TO PICK UP STUDENTS AND TO OFFER THEM SOME TRANSPORTATION OPTIONS. I'M HAPPY TO STAND FOR ANY QUESTIONS. >> MR. CHAIRMAN? >> YES. >> JUST A SUGGESTION, IF YOU WANT TO TAKE PUBLIC COMMENT ON EVERYTHING BY ALTA, I WOULD MAKE A MOTION THEN TO APPROVE ALL THE BUS ROUTES, THE EXCEPTION OF ALTA, THEN WE CAN HAVE DISCUSSION ABOUT ALTA TO MAKE A MOTION SPECIFICALLY ABOUT ALTA. >> THAT WOULD BE AMENABLE, IS THAT OKAY? >> MR. CHAIR, I DID HAVE A QUESTION ABOUT THE WALK ZONES AROUND WILSON, WHICH WOULD GO A LONG WAY FOR THAT MOTION? >> I HAVEN'T MADE A MENTION, SO GO AHEAD. >> MR. CHAIR, I DID HAVE A QUESTION ABOUT THE WALK ZONES, THE NO TRANSPORT ZONES AROUND WILSON. IT SEEMED LIKE THERE WERE SEVERAL THAT WERE PROVIDING BUS STOPS [02:20:01] BECAUSE IT SAYS THERE'S HIGHWAY 22 CROSSING REQUIRED. NOW WE HAVE A TUNNEL UNDERNEATH HIGHWAY 22, SO ARE THOSE STILL [INAUDIBLE]? >> MR. CHAIR, TRUSTEES, PART OF SOME OF THOSE STOPS IN WILSON, I KNOW THAT WITH THE DELAY OF THE FISH CREEK PORTION OF THE PEDESTRIAN BRIDGE, SOME OF THE WORK THEY'RE DOING OVER BY CLOSER TO DOWNTOWN WILSON, BEEN TALKING WITH THE TOWN AND COUNTY ON THAT. BECAUSE IT'S NOT ACTUALLY COMPLETE. I KNOW IT'S SUPPOSED TO BE COMPLETE. I KNOW THE UNDERPASS IS COMPLETE. BECAUSE SOME OF THOSE SECTIONS AREN'T YET COMPLETE, IT'S NOT REALLY ADDING A BUS TO TRANSPORT THOSE CHILDREN, AND IT'S NOT REALLY INCONVENIENCING STAFF TO PROVIDE THAT BUS SERVICE. ONCE IT'S COMPLETE, IT'S SOMETHING THAT WE'LL PROBABLY RE-EVALUATE FROM NEXT YEAR. >> THAT'S WHAT I WAS GOING TO ASK, IF ONCE IT'S COMPLETED, WE RE-EVALUATE THAT? >> YES. >> THANKS. >> ALTERNATE QUICKLY TO PUBLIC COMMENT ON ALL THE DISTRICT BUS ROUTES EXCEPT FOR THE ALTA. IF YOU HAVE PUBLIC COMMENT ON ANYTHING SANDS ALTA YOUR TIME. ANYBODY ONLINE? ANYBODY HERE. TRUSTEE [INAUDIBLE]. >> MR. CHAIRMAN, I MOVE TO APPROVE THE PROPOSED BUS ROUTE CHANGES, PRIVATE ROAD TRANSPORT EXCEPTIONS AND NO TRANSPORTATION ZONE EXCEPTIONS. IT'S 24 25 SO YEAR, THE EXCEPTION OF THE ALTA BUS ROUTE. >> SECOND. >> TRUSTEE GREY SECOND IT. TRUSTEE ZANTO APPROVE THE PROPOSED, BUS ROUTE CHANGES, PRIVATE ROAD TRANSPORT EXCEPTIONS, AND NO TRANSPORTATION ONES EXCEPTIONS FOR THE 2024/2025 SCHOOL YEAR, EXCEPT FOR THE ALTA ROAD AS PRESENTED. COMMENTS FROM THE BOARD. ALL THOSE IN FAVOR PLEASE SAY AYE? >> AYE. >> AYE. >> ANY OPPOSED? THAT PORTION. BRING IT BACK TO THE ALTA ROAD. >> TRISIZAN. >> TRISIZAN. >> GOOD CHAIR. THANK YOU. >> IS IT FOR QUESTIONS, NOT FOR DISCUSSION? >> YEAH. >> DIRECT QUESTION. >> ONE QUESTION I HAD I'LL BE ON THE OPTIONS THAT PRESENTED IF WE KEPT THE BUS IN THE AFTERNOON. WERE THE TIMES THAT WE PRESENTED THAT WERE GIVEN TO US AND TIMES FOR THE BUS DRIVER AFTERNOON ROUTE TIMES. DID THAT INCLUDE ONLY THE KIDS THAT WE'RE TALKING ABOUT, NOT GOING UP TO LEE LANE SOUTH STATE LINE? WHICH SHE SAID THAT WE DON'T HAVE KIDS UP IN LEE LANE THAT NEED TRANSPORT TO 401. THAT MAKES SENSE. >> MR. CHAIR TRISIZAN, I THINK IF I UNDERSTAND YOUR QUESTION. THE LEE LANE STUDENTS THAT RESIDE AT LEE LANE CURRENTLY EITHER HAVE NOT RIDDEN THE BUS AT ALL, BASED ON MY KNOWLEDGE, DO NOT INTEND TO RIDE A BUS IF IT WAS EVEN IF IT WAS OFFERED NEXT YEAR. DOES THAT ANSWER YOUR QUESTION? >> YEAH. I THINK THE QUESTION WAS, WE'VE BEEN PROVIDED SOME OTHER OPTIONS IF WE DID KEEP THE BUS OR GIVEN THE DRIVERS TIMES TRANSPORTING THOSE KIDS AFTER PICKING UP AND RIGS. IF THAT ROUTE AND THE TIME FOR THEM TO GET BACK TO. >> OH, I SEE. >> IF THAT INCLUDED GOING UP TO LEE LANE OR NOT? >> IT DID. TYPICALLY WHEN WE ROUTE, WE DO ALWAYS INCLUDE POSSIBILITIES. LEE LANE, YES, WAS INCLUDED THE TIMES. >> BUT REALISTICALLY NEXT YEAR WOULD NOT NEED TO GO UP THERE? >> CORRECT. >> ABOUT HOW MUCH TIME DOES THAT? >> THAT WOULD ADD FOR THE HIGH SCHOOL PORTION OF THE ROUTE. I DON'T KNOW EXACTLY. I PROBABLY ADDS 30 MINUTES. >> THIRTY MINUTE, THAT'S FANTASTIC. >> SOMETHING LIKE THAT. >> MY ONE OTHER QUESTION, SIMILAR. ONE OPTION HAD TO DO WITH IN THE MORNING, [02:25:03] NOT DOING THE TURKEY TO LOU BECAUSE THOSE TAKEN ARE IN THE WALK ONE TO ALTA AND PICKING UP THE BUS ALTA. THIS IS GETTING BACK TO PING THE ALTA BUS AND THAT LOOKED LIKE IT WAS ONLY ABOUT THREE MINUTES, IS THAT RIGHT? >> I BELIEVE IT SAVED 3-5 MINUTES MINUTES. >> THANK YOU. >> PLEASURE. ANY OTHER QUESTIONS OR COMMENT? YES, TRUSTEE. >> THANK YOU, CHAIRMAN [INAUDIBLE]. I'M STILL CONCERNED ABOUT THE STUDENTS WHO ARE GOING TO 401. WHAT ALTERNATIVES DO THEY HAVE IF THEY CAN'T TAKE THE BUS WE PROVIDE? >> SORRY, MR. CHAIR. TRUSTEE DORNAN. CURRENTLY, OUR SCHOOL BUS IS BASICALLY DOES DOOR TO DOOR SERVICE IN THE MORNING IN THE AFTERNOON FOR ALTA ELEMENTARY AND FOR TETON 401 STUDENTS. WITH THIS CHANGE IN SCHEDULE, TETON 401 HAS GIVEN TWO OPTIONS TO THOSE STUDENTS. IF THIS TRANSPORTATION WERE TO BE SHIFTED FROM US TO THEM, ONE WOULD BE CENTRALIZED PICK UP AND DROP OFF AT THE ALTA ELEMENTARY SCHOOL, WHICH IS CLOSE TO THESE STUDENTS EITHER WALKING DISTANCE OR WITHIN A FEW MILES FROM MOST OF THESE STUDENTS. >> ALL OF THE STUDENTS? >> MOST OF THESE STUDENTS. THEN THE OTHER THE OTHERS ARE LIVING ON STATE LINE ROAD, AND AS THE NAME DESCRIBES, THERE'S IDAHO ON ONE SIDE AND WYOMING ON THE OTHER, AND SO THE WYOMING BUS WOULD NOT BE SERVICING STATE LINE AND IDAHO BUS SERVICES MOST OF THAT ROAD, AND SO THE STUDENTS WOULD HAVE BUS OPTIONS THERE AS WELL. >> ANY OTHER QUESTIONS? YES. >> MR. CHAIR, KOBE, THIS IS A REALLY STUPID QUESTION, BUT WE'RE NOT TALKING ABOUT NOT BUSSING THE KIDS GO TO ALTA ELEMENTARY SCHOOL, WE'RE JUST TALKING ABOUT THE KIDS THAT ARE GOING TO 401? >> THAT'S CORRECT. >> I HAVE A QUESTION. I KNOW THIS IS BROUGHT UP AND I ASKED THIS QUESTION. WE'LL GO THROUGH THIS. HOW MANY OUTSIDE OF TETON, CSC 1. HOW MANY SCHOOL DISTRICTS IN OF STATE TUITION FOR WYOMING RESIDENTS? >> MR. CHAIR, I BELIEVE IT'S ONE. >> THAT IS? >> THAT IS PARK COUNTY. >> PARK COUNTY, AND THOSE KIDS ARE, I ASSUME MAMMOTH? >> THAT IS CORRECT. >> WHERE DO THEY GO TO SCHOOL? >> THEY GO TO SCHOOL IN GARDINER, MONTANA. >> DO YOU KNOW HOW MANY STUDENTS SERVE US? >> I DON'T. >> SEVENTY. >> IT'S 70. LIVE AT THE PARK. HOW PARK COUNTY RUN A SCHOOL BUS UP TO GARDINER? >> MR.CHAIR, I DID SPEAK WITH PARK COUNTY ON TRANSPORTATION DIRECTOR THIS WEEK. GARDINER, MONTANA PROVIDES TRANSPORTATION. COME INTO MAMMOTH. >> THEY COME ALL THE WAY TO MAMMOTH. >> THEY DO COME INTO MAMMOTH. >> THEN A CENTRALIZED PICK UP OR DID THEY RUN AROUND? >> I DID NOT ASK THAT QUESTION. SURE. >> I BELIEVE IT'S CENTRALIZED. >> CENTRAL PICK UP. DO YOU HAVE ANY IDEA BECAUSE OUR SCHOOL BUS OPERATIONS FOLLOWED REIMBURSED FOR RUNNING WYOMING ROADS. DO YOU HAVE ANY IDEA WHAT OUR ACTUAL COST HAVE YOU BROKEN THAT OUT, THE ADDITIONAL COSTS FOR OUR RESERVES, THIS WOULD BE? >> MR. CHAIR I HAVE NOT. I APOLOGIZE. >> NO PROBLEM. >> MR. CHAIR, CAN YOU CLARIFY THAT QUESTION THAT YOU HELP ME UNDERSTAND THAT JUST A LITTLE BIT BETTER. THE LAST QUESTION YOU JUST ASKED? >> MY UNDERSTANDING. >> THE DIRECTOR HELPED ME. I NOW UNDERSTAND THIS. >> CURRENTLY, WHEN OUR WYOMING STUDENTS WHO RESIDE IN WYOMING GO TO AN OUT OF STATE SCHOOL, WE PAY OUT OF STATE TUITION TO THAT SCHOOL, AND THEN WE FILE A REPORT WITH THE STATE OF WYOMING WHERE WE'RE REIMBURSED FOR THAT OUT OF STATE TUITION. [02:30:03] THERE'S NO COST OR IMPACT TO TCSD OR OUR FINANCIAL STATEMENTS. WHAT WE HAVE DONE IN THE PAST WITH THE ALTA BUS ROUTE, BECAUSE THE WYOMING STATUTES ARE PRETTY SPECIFIC TO WYOMING STUDENTS ATTENDING WYOMING SCHOOLS, WE GET AN INVOICE FROM TT401 FOR THE EDUCATION OF THEIR STUDENTS. THIS YEAR THAT WAS $730,000. THEN WE HAVE THEM ISSUE A CREDIT MEMO BACK TO US FOR THE COST OF THE TRANSPORTATION, WHICH I BELIEVE $76,000, WAS THE AMOUNT OF THE CREDIT MEMO. WE THEN TURN AROUND AND FILE THE REPORT WITH THE STATE OF WYOMING FOR $730,000, BASICALLY REIMBURSING OURSELVES FOR THE AMOUNT OF THE TRANSPORTATION FOR THE 401 KIDS. BUT BECAUSE EVERY ACCOUNT IN OUR TRANSPORTATION, FUND TEN ACCOUNTS IS A FULLY REIMBURSABLE ACCOUNT, THE CREDIT WE'RE TAKING BACK IS STILL A WASH. WE JUST DON'T THEN GET REIMBURSED FOR THE COST OF THOSE STUDENTS. BUT WE'VE PUT THAT PROCESS IN PLACE TO ADD FIDELITY TO NOT CHARGING THE STATE OF WYOMING TO TRANSPORT OR FOR THE COST OF STUDENTS GOING TO AN OUT OF STATE SCHOOL. ESSENTIALLY, THE STATE OF WYOMING GETS THE CREDIT BACK FOR THE TRANSPORTATION OF THOSE KIDS THAT ARE GOING TO AN OUT OF STATE SCHOOL. IF WE WERE TO NO LONGER TRANSPORT STUDENTS THAT ARE GOING TO AN IDAHO SCHOOL WITH A TCSD BUS, WE WOULD NO LONGER GET THAT CREDIT MEMO BACK BECAUSE NOW WHEN WE PAY THE OUT OF STATE TUITION TO THE IDAHO SCHOOLS, THAT INCLUDES THE COST OF TRANSPORTATION OF THOSE STUDENTS. THEN PROVIDING A BUS AT A CENTRALIZED LOCATION IN ALTA IS ACTUALLY THE WAY THAT IT SHOULD WORK BECAUSE THEY ARE GETTING REIMBURSED FOR TRANSPORTATION OF THOSE STUDENTS? >> THANK YOU. ANY OTHER QUESTIONS? WE'LL OPEN UP FOR PUBLIC COMMENT. ANYBODY IN THE ROOM HAVE ANY PUBLIC COMMENT? GOBI, YOU CAN HAVE A SEAT. THANK YOU. NOW, ANYBODY ONLINE HAVE PUBLIC COMMENTS? PUBLIC COMMENT. COMING BACK TO THE BOARD, WHAT IS THE WILL OF THE BOARD? >> MR.? >> YES. >> BE VERY CURIOUS THAT TRUSTEES, DO YOU HAVE A SUGGESTION? >> THIS IS A DIFFICULT ONE, AND I'M GLAD WE ARE TALKING ABOUT IT AND GOT MOVED OFF THE CONSENT AGENDA. I'VE BEEN LOOKING FOR A WIN WIN SOLUTION TO THIS, MUCH TO THE DISMAY OF OUR STAFF BECAUSE THEY KEEP COMING UP WITH OTHER IDEAS FOR THEM TO ANALYZE. I APOLOGIZE FOR THAT. I'M VERY APPRECIATIVE OF EVERYONE'S HARD WORK, THE TRANSPORTATION AND ALL TO SCHOOL AND EVERYONE, FOR SURE. EVERYTHING THEY DO. I THINK IN THE END, THERE ISN'T A PERFECT SOLUTION. EITHER WE HAVE ALTA SCHOOL KIDS GET PICKED UP 10 MINUTES EARLIER, AND THEY'RE EITHER AT THE SCHOOL FOR 10 MINUTES EXTRA RECESS OR THE SCHOOL STARTS 10 MINUTES EARLIER OR WE'RE DISCONTINUING THE BUS TO THE 401 KIDS. PER THE WYOMING STATUTE THAT WE'RE NOT REQUIRED TO DO THE BUS, IT SOUNDS LIKE THAT HISTORICALLY, THIS DISTRICT HAS ALWAYS PROVIDED BUS SERVICE TO THOSE KIDS, AND THAT'S WHAT IS HARD FOR THE COMMUNITY, I THINK. WELL, THIS IS THEIR CHOICE. IT'S THEIR CONVENIENCE. IT'S NOT REALLY TO KIDS. YOU CAN TELL BY THE NUMBERS. THE NUMBERS THAT GO TO DRAKES, VERSUS THE ONES THAT COME OVER TO JACKSON. THAT'S A NECESSITY. LIKE, NOT ALL THOSE FAMILIES, VERY FEW OF THEM, IN FACT, HAVE THE ABILITY TO TAKE THEIR KIDS BACK AND FORTH OVER THE HILL TO JACKSON EVERY DAY TO GO TO SCHOOL. REALLY, THIS IS THEIR SCHOOL, REALLY. IT'S NOT A CONVENIENCE THING. SIMILAR TO YOUR GARNER WITH MONTANA, THE DIFFERENCE IS THAT THEY DON'T HAVE AN ELEMENTARY SCHOOL. THEY DON'T HAVE EVEN A BUS SERVICE. IN THIS CASE, WE HAVE A BUS GOING BY ALL THESE HOUSES. WE'RE TALKING ABOUT SHIFTING THAT SCHEDULE BY 10 MINUTES, SO WE CAN CONTINUE TO SERVE ALL OUR KIDS. IT'S INTERESTING I TALKED TO SEVERAL NEIGHBORS BECAUSE I'M ONLY ONE FAMILY, AND HONESTLY, WE CAN MAKE IT ALL WORK. BUT TO GET A HISTORY, IT'S LIKE, WELL I'VE BEEN TOLD THAT WE'RE NOT SUPPOSED TO BE PROVIDING A BUS. [02:35:03] WHY ARE WE PROVIDING A BUS? IT WAS GOOD TO TALK TO SOME OF THE FOLKS THAT HAVE BEEN THERE A LONG TIME. IT SOUNDS LIKE IN THE '70S. BUS TRANSPORTATION HAS CHANGED OVER THE YEARS. IN THE '70S, WYOMING PICKED UP ALL THE ALTA KIDS, AND IDAHO PICKED UP SOME OF OUR KIDS AT STATE LINE, AND THEY MET AT SKI HILL ROAD AND STATE LINE. THE KIDS CROSSED SKI HILL ROAD FROM ONE CORNER TO THE OTHER AND SWAP BUSES. THEN THE WYOMING BUS CONTINUED UP TO ALTA AND THE IDAHO BUS CONTINUED DOWN TO DRAKES. THEN YOU MENTIONED REMEMBERING BACK. IT'S TRUE. I TOLD MY HUSBAND, AND HE'S LIKE, ARE YOU SURE THAT'S TRUE? [LAUGHTER] BUT REALLY BACK IN THE DAY, THE WILSON FAMILY TOLD ME ABOUT HOW BEFORE THERE WERE EVEN CARS, THE WYOMING PROVIDED A SLEIGH TO TRANSPORT OUR KIDS, THE WYOMING KIDS INTO DRAKES. THAT'S ANOTHER TRUE STORY. ARE YOU SURE THAT WAS A LITTLE WOOD STOVE INSIDE THE CARRIAGE. THAT'S TRUE. [LAUGHTER] NOT THAT LONG AGO. TALKING WITH FOLKS LIKE THAT HAD KIDS IN BOTH DISTRICTS, THE SOLUTION TO HAVE, THE PICK UP IN ALTA SCHOOL IS REALLY DIFFICULT FOR THEM BECAUSE THEY'RE GOING TO HAVE TO BRING THEIR KIDS EARLY TO THE ALTA SCHOOL BEFORE SCHOOL STARTS OR ANY STAFF ARE THERE, WHILE THEIR OTHER KIDS ARE GETTING PICKED UP ON THE BUS A LITTLE BIT LATER. THE COUPLE PEOPLE I TALKED TO, THEY PREFER STARTING OR THE EARLIER BUS PICK UP OPTION THAT REPRESENTED 10 MINUTES, I THINK, 10 TO 15 MINUTES. EVEN SOME PARENTS THAT DON'T HAVE KIDS THAT GO TO 401 WERE OKAY WITH THE EARLIER BUS OPTION. UNIVERSALLY, EVERYONE WANTED WHATEVER IS BEST FOR THE COMMUNITY. EVERYONE WAS VERY GENEROUS AND WANTED TO WORK THINGS OUT SO THAT IT WORKS FOR EVERYONE. IN THE END, I WANT THE SAME THING TOO. IT'S HARD. I DON'T REALLY KNOW. I WAS HOPING WE HAVE A GOOD DISCUSSION ABOUT IT. BUT I DO FEEL LIKE THAT THE KIDS IN ALTA, ALL OF THEM ARE OUR KIDS, AND SO I WOULD LIKE TO SEE US CONTINUE TO PROVIDE THE TRANSPORTATION IF WE CAN BECAUSE IF WE DON'T, I THINK WE'RE SAYING THAT THEY'RE NOT OUR KIDS. THAT'S SOME SENTIMENT THAT I GOT FROM THE COMMUNITY AS WELL. >> IN MY UNSCIENTIFIC [OVERLAPPING] PEOPLE. >> TRUSTEE GANGEREE. >> YES. THANK YOU. >> TRUSTEE GANGEREE. >> I CAN CERTAINLY SUPPORT THAT EARLIER BUS STOP SHIFT. THAT'S THE DIRECTION WE JUST TEND TO GO. I WOULD POINT THIS OUT. LEGISLATURE HAS DESIGNATED THROUGH THE HATHAWAY SCHOLARSHIPS THAT THOSE ARE WYOMING HIGH SCHOOL GRADUATES EVEN IF THEY GO TO DRIGGS HIGH SCHOOL. AT LEAST FROM THE WYOMING STATUTES POINT OF VIEW, THEY CONSIDER DRIGGS HIGH SCHOOL GRADUATES THAT COME FROM ALTA TO BE WYOMING HIGH SCHOOL GRADUATES BECAUSE THEY GET COUNTED. WHEN WE WERE DOING HATHAWAY MADE SURE BECAUSE I WAS THERE. WE CREATED HATHAWAY AND I CAN REMEMBER HAVING CONVERSATIONS ABOUT ALTA AND MAKING SURE THAT THE DRIGGS KIDS WERE COUNTED TOWARD THE HATHAWAY SCHOLARSHIPS AND THEY GRADUATED FROM THE DRIGGS HIGH SCHOOL. I THINK YOU SAID IT VERY WELL. YOU SAID THIS ISN'T REALLY A CHOICE. IT'S NOT REALLY A CONVENIENCE. THIS IS A NECESSITY. YES, THEY ARE PERMITTED TO COME TO OVER THE HILL AND GO TO OUR SCHOOL, THE MIDDLE SCHOOL AND HIGH SCHOOL HERE, BUT FOR MANY, THAT'S JUST NOT AN OPTION. YOUR SPORTS PROGRAMS ARE OVER THERE, THEIR FRIENDS ARE OVER THERE, AND JUST COST-WISE, IT JUST MAKES MORE SENSE. I CAN REMEMBER, AND MAYBE TRUSTEE MEAD YOU WILL REMEMBER THIS, THERE WAS A POINT I THOUGHT YOU GUYS EVEN TRIED, THE SCHOOL BOARD GOT ON A SCHOOL BUS ONE TIME AND WENT OVER TETON PASSED TO TEST IT OUT OR JANINE TOLD ME THE STORY. [LAUGHTER]. >> THAT'S WHAT I MEAN. >> JANINE SAID IT WAS VERY SCARY BECAUSE JANINE HAD THE IDEA THAT WE WERE ACTUALLY GOING TO RUN A SCHOOL BUS, BUT THEN JANINE DIDN'T LIKE THAT IDEA. THEN WE WERE GOING TO BUY I REMEMBER WE WERE GOING TO BUY TWO SUBURBANS, AND WE WERE GOING TO DRIVE SUBURBANS OVER, AND THAT DIDN'T GO VERY FAR. I REMEMBER THERE WAS A WOMAN, JAN FRIEDLAND, WHO WORKED OVER HERE, AND SHE COLLECTED THE ISOLATED PAYMENTS. SHE HAULED LIKE SIX KIDS AT A TIME IN HER SUBURBAN. SHE HAD HER PRIZED SUBURBAN. [02:40:01] SHE WOULD BRING SIX KIDS OVER THE HILL. PEOPLE HAVE TRIED TO GET OVER THE HILL. IT'S COMPLICATED. BUT I THINK THE MAJOR POINT IS KIDS THAT GO TO THE DRIGGS SCHOOL ARE OUR KIDS MAYBE NOT LEGALLY. I DIDN'T QUITE UNDERSTAND THAT THE LEGAL ARGUMENT. BUT I THINK POLICY-WISE, WE'RE OBLIGATED TO PROVIDE TRANSPORTATION TO THE MIDDLE SCHOOL AND HIGH SCHOOL KIDS THAT LIVE IN ALTA THAT WISH AND DESIRE BY NECESSITY TO GO TO THE DRIGGS MIDDLE SCHOOL AND DRIGGS HIGH SCHOOL. I WOULD LIKE TO SEE US CONTINUE TO PROVIDE THE TRANSPORTATION. I WOULD SUPPORT TRUSTEE ZUNG IN HER MOTION IF SHE MAKES THE MOTION TO DO THE EARLIER BUS OPTION. >> MR. CHAIR. >> YEAH. >> I AGREE. OVER THE YEARS, OUR FAMILY HAS DEVELOPED A PRETTY CLOSE RELATIONSHIP WITH THE WILSON FAMILY THAT HAS A SLEW OF CHILDREN. I DON'T KNOW EXACTLY HOW MANY. I THINK THEIR BIGGEST COMPLAINT ABOUT TETON COUNTY SCHOOL DISTRICT WAS THAT WE TREATED THEM AS IF THEY WERE NOT PART OF OUR DISTRICT. I THINK WE HAVE TO BE REALLY CAREFUL ABOUT REALIZING THAT JUST BECAUSE THEY'RE ON THE OTHER SIDE OF THE HILL, THEY STILL ARE PART OF OUR DISTRICT. I WOULD AGREE WITH TRUSTEE ZUNG'S PROPOSAL OF A 10-MINUTE CHANGE THAT'S WHAT IT TAKES TO BE ABLE TO TRANSFER THOSE KIDS. >> MR. CHAIR, I HAVE A QUESTION. >> YES. >> WE ARE FOR DISCUSSION. IF WE ARE LOOKING AT CHANGING THE MORNING BY 10 MINUTES, WHAT WOULD BE PROPOSED FOR THE AFTERNOON AS WELL? >> HOW ABOUT COLBY? >> BECAUSE WE HAVE [OVERLAPPING]. >> I THINK YOU UNDERSTAND [OVERLAPPING] WHAT THEY'RE TALKING ABOUT. >> TRUSTEES, YOU MIGHT ALSO RELY ON JENNA. SHE'S HERE, AND I THINK SHE MIGHT BE ABLE TO GIVE A LITTLE BIT DIFFERENT PERSPECTIVE AS WELL. >> MR. CHAIR, TRUSTEE ABRAMS, A 10-MINUTE EARLIER SHIFT IN THE MORNING WOULD CREATE, I'M SORRY, THERE'S MANY OPTIONS AND MANY THINGS. BUT A 10-MINUTE SHIFT IN THE MORNING, LOOKING AT OPTION 5, FOR EXAMPLE, WOULD SHIFT THE AFTERNOON FROM CURRENT TIME, SO FROM THE CURRENT AFTERNOON TIME OF TWO HOURS AND 44 MINUTES, IT WOULD GO UP TO THREE HOURS AND 30 MINUTES, OR IF YOU WERE TO LOOK AT THE PROPOSED TIME OF AN AFTERNOON THAT IS TWO HOURS LONG IN DURATION, IT WOULD GO FROM TWO HOURS TO THREE HOURS AND 29 MINUTES. THAT MAKES SENSE. DOES THAT ANSWER YOUR QUESTION? JUST WALKING YOU THROUGH IT BECAUSE IT IS A LOT OF NUMBERS AND CONFUSING. IN THE MORNING, THE KIDS CAN RIDE TOGETHER. IN THE AFTERNOON, THEY CAN'T. GETTING THE KIDS TO OUT TO ALTA SCHOOL 10 MINUTES EARLY WOULD EITHER MEAN A LONGER RECESS OR AN EARLIER DAY. BUT EITHER WAY, LET'S SAY ALTA SCHOOL STARTS AT 7:50 OR EIGHT O'CLOCK LIKE THEY CURRENTLY DO. IN THE AFTERNOON, THE ROUTE WOULD START AT 2:30 OR 2:40 AND WOULD RUN, AND THEN THE BUS, MOST LIKELY NOT HAVING LEE LANE KIDS, WOULD SIT AT THE HIGH SCHOOL OR THE MIDDLE SCHOOL AND WAIT FOR A WHILE UNTIL FOUR O'CLOCK WHEN THEY RELEASE AND THEN WOULD TRANSPORT ANY KIDS NEEDING TO TRANSPORT HOME. THE ROUTE WOULD PROBABLY CONCLUDE AROUND 4:30-4:45 WITHOUT LEE LANE KIDS. >> VERSUS, EXCUSE ME. >> VERSUS IF THERE WAS NO 401 TRANSPORT, THE ROUTE WOULD START AT 2:30 OR 2:40 AND WOULD PROBABLY BE DONE CLOSER TO 3:15, 3:20, SOMETHING LIKE THAT. I'M PULLING AT NUMBERS HERE BASED ON WHAT I LOOKED AT. >> MR. CHAIR, COLBY, AND IF TETON COUNTY SCHOOL DISTRICT CONTINUED TO TRANSPORT THE ALTA ELEMENTARY KIDS AS WELL AS THE 401 KIDS, EVEN THOUGH THEY GET OUT OF SCHOOL A LOT LATER, HOW LONG WOULD IT TAKE THAT BUS TO COMPLETE BOTH ROUTES WITH THE LITTLE KIDS AND THE BIG KIDS? >> IN THE AFTERNOON. >> THE AFTERNOON. >> MR. CHAIR, TRUSTEE MEAD, THAT'S WHERE I WAS PULLING THOSE NUMBERS EARLIER. [02:45:01] THE PROPOSED ROUTE WOULD TAKE TWO HOURS TOTAL. THE CURRENT ROUTE TAKES TWO HOURS AND 45 MINUTES. THEN ADDING WITH THE CHANGE TO THE 401 SCHEDULE, IT WOULD BE CLOSER TO 3.5 HOURS. ALL THOSE NUMBERS INCLUDE LEE LANE, WHICH WILL BE ALREADY PULLED OUT, SO YOU COULD PROBABLY PULL ALL THOSE NUMBERS BACK ABOUT 30 MINUTES. >> THAT'S AN HOUR. >> MR. CHAIR. >> YES. >> CAN I ASK COLBY ANOTHER QUESTION? >> SURE. >> YOU SAID SO WE DON'T HAVE ANY ELEMENTARY KIDS OUT OF LEE LANE FOR NEXT YEAR, IS THAT WHAT YOU WERE SAYING? >> EXACTLY. DO WE HAVE ELEMENTARY IN LEE LANE NEXT YEAR? >> NEXT YEAR, NO. >> I HAVE A QUESTION FOR JENNIE. GIVE US A PICTURE OF WHAT THIS PROPOSAL LOOKS LIKE THROUGH THE SCHOOL? >> THANK YOU. I APPRECIATE IT, MR. CHAIRMAN AND TRUSTEES. IF WE WERE TO RUN BOTH ROUTES, KIDS WOULD GET DROPPED RIGHT NOW. KIDS ARE DROPPED OFF AT SCHOOL FROM THE BUS AT 7:45. KIDS WOULD GET DROPPED OFF FROM SCHOOL AT 7:38 THIS IS WHAT THEY'RE PROPOSING. WHAT THAT WOULD MEAN IS THAT TEACHERS WOULD NEED TO BE AT SCHOOL 15 MINUTES EARLIER, SO OUR START TIME FOR OUR TEACHERS WOULD BE AT 7:15. TO WORK THROUGH THAT BACKWARDS FOR OUR SCHEDULE LIKE ALL TEACHERS HAVE, WE WOULD NEED TO END OUR SCHOOL DAY AT 2:25 FOR OUR ELEMENTARY SCHOOL, OR WE WOULD NEED TO PAY SOMEONE AN ADDITIONAL 30 MINUTES IN THE MORNING TO GET THERE EARLY, AN EXTRA DUTY CONTRACT SO THAT WE DIDN'T ALL HAVE AN EXTENDED DAY. IN MY PREFERENCE, I FEEL 2:25 IS TOO EARLY FOR KIDS TO BE AT SCHOOL. I FEEL LIKE THAT'S OUR WHOLE ENTIRE ELEMENTARY SCHOOL AND HOW OUR PARENTS ARE GOING TO DO THAT. THAT'S NOT MY PREFERENCE. WE'RE CURRENTLY DONE AT 2:40 IN THE AFTERNOON. THE OTHER THING, IF WE DID RUN THE BUS FOR THE 401 STUDENTS AND THE ALTA KIDS, WE WOULD ALSO BE HAVING 30 MINUTES OF MORNING RECESS. THAT'S A LONG TIME IN THE MORNING. I FEEL LIKE IT'S TOO EARLY TO BE AT SCHOOL, PERSONALLY. THE OTHER CONSIDERATION THAT HASN'T REALLY BEEN MENTIONED IS THAT OUR BUS DRIVER SHE CURRENTLY DRIVES FOR TWO DIFFERENT SCHEDULES, BUT SHE WILL HAVE TWO DIFFERENT SCHEDULES AND A MUCH LARGER LONGER DAY THAT I FEEL SHOULD BE TAKEN INTO CONSIDERATION. FINDING SOMEONE RIGHT NOW, DRIGGS IS PAYING MORE FOR BUS DRIVERS THAN WE ARE, AND SO FINDING SOMEONE THAT'S GOING TO BE DRIVING FOR TWO DIFFERENT SCHOOL SCHEDULES FOR LESS MONEY, I FEEL IS HARD TO SELL. >> AS A CLARIFYING QUESTION. MY UNDERSTANDING IS THAT CURRENTLY IN THE AFTERNOON, PICK UP AT ALTA, THEY DO MOST OF THE ALTA ROUTE EXCEPT FOR LEE LANE, AND THEN THEY GO DOWN TO DRIGGS, AND THEN THEY DO THE ALTA ROUTE AGAIN AND THEN LEE LANE. THAT'S WHAT THEY DO CURRENTLY. THE PROPOSAL WITH A CHANGE IN SCHEDULE, THEY COULD DO PICK UP ALTA, DO THE WHOLE ALTA ROUTE INCLUDING LEE LANE, AND THEN GO GET DRIGGS AND THEN DO THE ALTA ROUTE, BUT NO LEE LANE, WHICH IT SEEMS IT'S THE SAME TIME THAT IS HAPPENING CURRENTLY. >> MRS. SHERIFF ASIZA, IT'S MORE TIME BECAUSE THE SCHOOL IS RELEASING 43 MINUTES LATER, WHATEVER IT MIGHT BE. THE BUS, IT'S STILL IN THE ROUTE TO GO TO LEE LANE TWICE. CURRENTLY, THE BUS GOES TO LEE LANE ONCE. THE ELEMENTARY KID WHO'S IN FIFTH GRADE CURRENTLY WAITS UNTIL THE 401 STUDENTS ARE PICKED UP AND THEN GOES TO LEE LANE. SO THE BUS WOULD HAVE TIME TO GO TO LEE LANE, AND HYPOTHETICALLY, IF THERE WAS A RIDER AT LEE LANE IN THE FUTURE, THEN THE BUS WOULD GO TO LEE LANE TWICE, SHIFTING THE ROUTE 45 MINUTES. SO THE ROUTE IS SHIFTED 45 MINUTES LATER. DOES THAT ANSWER YOUR QUESTION? >> I WAS SAYING THAT WE DON'T HAVE A LEE LANE MIDDLE SCHOOL OR HIGH SCHOOL STUDENT, SO WE DON'T HAVE TO GO OUT THERE SECOND TIME. I WOULD ONLY GO OUT THERE ONCE AFTER PICKING UP ELEMENTARY, WHICH GETS OUT AT 2:40. I THINK THE LAST ROUTE TAKES ABOUT AN HOUR, SO THAT TAKES YOU TO 3:40 ENDING AT LEE LANE. [02:50:02] I WOULD TAKE 20 MINUTES TO GET DOWN TO DRIGGS, WHICH IS 4:00, WHICH IS WHEN THEY RELEASE, AND THEN THEY WOULD DO THE ALTA ROUTE AND GET DONE ABOUT THE SAME TIME THAT THEY DO RIGHT NOW. >> THAT IS CORRECT. >> MR. CHAIRMAN. >> YES. >> DISCUSSION. >> I'M JUST CURIOUS, A, IF THIS HAS TO BE DECIDED TONIGHT AND IT'S NOT, IF WE CAN CONTINUE IT TO JULY, IT WOULD ALSO GIVE AN OPPORTUNITY FOR NOW THAT PARENTS KNOW WE'VE HAD A DISCUSSION ABOUT IT. PARENTS COULD WEIGH IN A LITTLE BIT. ALSO A LOT OF NUMBERS, I'M A LITTLE CONFUSED, ESPECIALLY IN THE AFTERNOON PART, WHICH STEPHANIE BROUGHT UP. THE MORNING MADE A LOT OF SENSE, NOW I'M CONFUSED ABOUT THE AFTERNOON. I THINK WHERE I'M CONCERNED IS OPTION 1 WAS WORDED HERE, DISCONTINUE TRANSPORT TO TETON 401. IT'S ALMOST THE LANGUAGE AND HOW WE'RE PORTRAYING THIS, BUT IT'S ALMOST LIKE SAYING, WE'RE DISCONTINUING. YOUR KIDS WENT OFF TO MIDDLE SCHOOL, WE HAVE NOTHING TO DO WITH YOU. I ACTUALLY THINK MAYBE THE DIRECTION THAT COLBY AND JENNIE WANT TO GO, MAYBE THE CORRECT WAY. I DON'T KNOW. BUT IF WE WORDED IT DIFFERENTLY. SO IT DID SOUND SO EGREGIOUS THAT SOMEHOW WE WERE DISALLOWING OUR KNOWLEDGE AND MAKE IT A LITTLE BIT BETTER. I ALSO THINK IT WOULD GIVE SOME TIME FOR FIRST EXAMS FROM ALTA TO DISCUSS THIS MORE AND THE REST OF US CAN ASSIST. I DON'T WANT TO PUT IT ALL ON YOU JUST BECAUSE YOU'RE FROM ALTA. I DON'T THINK THAT'S FAIR THAT WE KEEP THROWING THIS ON YOU BECAUSE YOU'RE THE ALTA. BUT I ALMOST FEEL YOU NEED MORE TIME TO TRY TO TALK MORE WITHOUT PARENTS BECAUSE I'M GETTING A LITTLE CONFUSED, LIKE NO ONE KNOWS IS THERE SOMEONE ON LEE, IS THERE SOMEONE NOT ON LEE? I'M CONFUSED AS TO WHERE KIDS ARE AT. I GET HOW WE DO THIS FOR A ONE YEAR PERIOD, SO WE HAVE A CHANCE NEXT YEAR TO DO SOMETHING DIFFERENT. IT'D BE NICE TO ACTUALLY KNOW WHERE EVERYBODY IS AT A LITTLE BIT ANOTHER WEEK. ANYWAY, I WAS JUST THROW THAT OUT. IF IT'S NOT AN OPTION TONIGHT, I CAN MAKE A DECISION TONIGHT, BUT IF THERE'S A POSSIBILITY THAT WE COULD DO THIS IN JULY, THAT WOULD BE GREAT. >> I'M TRYING TO FIGURE OUT WHERE LEE LANE IS. >> THAT'S OFF LEE CREEK IS WHAT THEY'RE SAYING. >> WHERE? >> LIKE MORADO USED TO LIVE, JOY LIVES UP THERE, AND YOUR FATHER-IN-LAW, IT'S WHERE [OVERLAPPING] >> MINE IS CALLED STATE LINE. >> HE LIVES UP HERE? >> HE LIVES UP HERE. >> THAT IS LEE. >> IT SOUNDS LIKE IF WE HAVE ACTUAL KIDS PLUGGED INTO THE ROUTING THAT WE WERE GIVEN OPTIONS FOR TO GET MORE REALISTIC TIMES. IT SOUNDS THAT THE TIMES FOR THE DRIVER IS GOING TO BE SIMILAR TO WHAT THEY ARE NOW. BECAUSE LIKE I SAID, WE'VE ALWAYS PROVIDED THIS TRANSPORT. WE'VE ALWAYS HAD DIFFERENT SCHOOL SCHEDULES. THE CHANGE THAT 401 DID ACTUALLY THEY JUST EXTENDED THE END OF THEIR SCHOOL YEAR. IT'S ACTUALLY A LITTLE BIT CLOSER TO OURS, BUT WE'RE STILL A WEEK LATER. THIS HAS ALWAYS BEEN THE CASE. IF THE AFTERNOON IS PRETTY MUCH THE SAME, I'M TALKING ABOUT 10 MINUTES. >> THE SIGNIFICANT CHANGE IS FOR THE ALTA ELEMENTARY KIDS, AND WILL BUS RIDER SHIFT DECREASE BECAUSE THEY'RE GOING TO BE AT SCHOOL FOR 30 MINUTES PRIOR AND GETTING ON THE BUS EVEN EARLIER THAN THEY ARE RIGHT NOW. I GUESS JUST THE RISK OF CAN WE DELAY IT? I WANT YOU-ALL TO KNOW, WE WILL ABSOLUTELY DO WHATEVER THE BOARD WANTS US TO DO. THE RISK OF DELAYING THIS DECISION UNTIL JULY LEAVES THE STAFF IN LIMBO, AND IT LIMITS OUR ABILITY TO ADJUST THE ROUTES AND TRAIN A NEW DRIVER IF NECESSARY, POST A JOB, AND THOSE KINDS OF THINGS, AND OUR BOARD MEETING IS JULY 17TH. IT LEAVES FOLKS IN LIMBO. [02:55:01] IF THAT'S WHAT THE BOARD WOULD LIKE US TO DO AND NARROW DOWN THE TIMES AND THE NUMBER OF PEOPLE AND GET INPUT FROM THEM, WE SURE CAN DO THAT. WE WANT TO MAKE THIS WORK. I WISH WE COULD LEAVE IT AS IS. BUT THIS DECISION FOR THE CHANGE TO THE FOUR DAY WEEK HAS SOME PRETTY SIGNIFICANT IMPLICATIONS FOR OUR ELEMENTARY KIDS. I WISH WE COULD JUST KEEP IT AS IS, BUT YOU CAN SEE THE CHALLENGES THAT WE HAVE WITH IT. IT'S FAIRLY COMPLEX. >> MR. CHAIR I WOULD MOVE TO TABLE THIS MATTER UNTIL THE JULY MEETING. >> [INAUDIBLE] FOR A SECOND? >> I WILL SECOND >> IT'S BEEN MOVED AND SECONDED TO TABLE UNTIL JULY. ACTUALLY, IT'S NOT TABLE. >> IT'S CONTINUED. >> IT'S CONTINUED. YOU'RE OKAY WITH THAT. >> MAY I ASK JUST SOME CLARIFYING QUESTIONS. >> LET ME START, PLEASE. >> THANK YOU. >> MIAMI STATUTES ARE VERY CLEAR ON DUTIES AND RESPONSIBILITIES OF BOARD MEMBERS. DEFINING BUS ROUTES IS NOT ONE OF THOSE DEFINED DUTIES AND I BELIEVE THE REASON THAT DEFINING BUS ROUTES IS NOT A DEFINED DUTY IS MUCH THE SAME REASON. IT'S NOT A DEFINED DUTY OF THE LEGISLATURE TO PICK OUT WHICH ROADS TO REPAIR. I USED TO CITE WHICH BOOKS TO READ SCHOOLS, BUT WE'VE TOSSED THAT ONE UP. I'M VERY HESITANT WHEN WE GO DOWN THIS ROAD OF NOT LISTENING TO OUR PROFESSIONALS THAT DO THIS BECAUSE IT GETS TO BE A LITTLE BIT OF A POLITICAL FOOTBALL, WHICH IT FEELS LIKE IT IS TO ME, BUT I THINK DR. CHAPMAN WANTS TO HAVE SPECIFICS THAT YOU-ALL NEED OR WE NEED ON THE JULY 17TH MEETING SO WE CAN FAST TRACK THIS. I DO BELIEVE WE COULD COMFORTABLY GO FORWARD WITH THE ELEMENTARY SCHOOL STOPS AND POPULATION WITHOUT DEFINING TIMES. WE KNOW WHERE THE BUS ROUTE'S GOING TO BE, COME HELL OR HIGH WATER. WE JUST DON'T KNOW THE TIMES. I THINK WE COULD DO THAT BECAUSE THE ALTA ELEMENTARY SCHOOL BUS ROUTE WILL RUN NEXT YEAR. I'M PRETTY SURE WE'VE GOT [INAUDIBLE] SOLD INTO THAT. WE JUST DON'T KNOW ABOUT THE 401 ROUTE. >> MAY I ASK JUST SOME CLARIFYING QUESTIONS? WOULD YOU LIKE US TO GIVE EXACT TIMES THAT STUDENTS WOULD GET ON THE BUS IF THE SCHOOL DISTRICT CONTINUED THE ROUTE TO 401 AND THAT? WOULD YOU LIKE US TO DETERMINE THE IMPACT OF STARTING ALTA ELEMENTARY 10 MINUTES EARLIER AND THEN GETTING OUT 10 MINUTES EARLIER OR PROVIDING A 30 MINUTE RECESS? WHAT QUESTIONS DO YOU WANT US TO ASK? BECAUSE WHAT I WAS THINKING IS WE COULD GET INFORMATION FROM THE FAMILIES THAT ARE IMPACTED AND THEY COULD SELECT AND THAT WOULD HELP US NARROW IT DOWN, BUT THERE'S A LOT OF OPTIONS. I'M JUST TRYING TO FIGURE OUT WHAT WOULD YOU LIKE US TO NARROW DOWN? BECAUSE I THINK WE'VE LOOKED AT 11 DIFFERENT OPTIONS. WHICH ONE DO YOU WANT US TO PRESENT TO FAMILIES? >> MR. CHAIR. >> YES. >> I THINK IT'S [INAUDIBLE] >> 401 PICKING UP THE SERVICE? >> 401 PICKING UP THE SERVICE AND THAT OPTION OR THE BUS RUNNING 10 MINUTES EARLIER. BECAUSE THEY'LL COME HOME THE SAME WAY AND THEN IF IT'S 10 MINUTES EARLIER, [03:00:04] THEY'D RATHER HAVE LONGER RECESS AND KEEP THE START AND END TIMES OR MOVE THE START TIME UP SO THERE'S LESS RECESS TIME. IS THAT TO MANY OPTIONS? >> I THINK YOU CAN FIGURE THAT OUT. THE SMALL SAMPLE SIZE, IT'S GOING TO BE HARD I THINK FOR A FAMILY. >> BECAUSE WE'RE TALKING ABOUT COMPARING ALL THE SCHOOL, IT SHOULDN'T JUST BE THE WHATEVER, 9-10 FAMILIES THAT GO TO [INAUDIBLE], IT SHOULD BE THE WHOLE SCHOOL. THAT'S 36 FAMILIES. >> PLUS CHILDREN. >> CHILDREN PLUS THAT 401 KIDS, WHICH IS [INAUDIBLE]. >> KOBE OR JENNA, DID I MISS ANY QUESTIONS THAT WE NEED CLARIFICATION ON? >> SUPERINTENDENT CHAPMAN, I'D ALSO LIKE TO KNOW HOW THEY FEEL ABOUT THE LATE DELIVERY TIME IF WE HAVE TO GO TO MATCH AN HOUR LONGER SCHEDULE BECAUSE I THINK THAT MAY BE A DEAL BREAKER TOO. >> THE TIME ON BUS. >> YEAH. >> ANYTHING ELSE? >> THE ONLY THING I HAVE IS JENNA MENTIONED THE EXTRA DUTY CONTRACTS AND I'M NOT SURE IF WE CAN MONETIZE THAT AND THE IMPACTS THAT THAT'S GOING TO HAVE ON OUR BUDGET PROCESS. >> MR. CHAIRMAN. >> YES. >> SUPERINTENDENT CHAPMAN, IS THERE ANY TYPE OF AFTER THE BELL PROGRAM OVER AT ALTA? >> LET JENNA ANSWER. >> YOU DO HAVE AN AFTER SCHOOL PROGRAM THAT RUNS THREE DAYS A WEEK. [INAUDIBLE]. >> I WAS EVEN THINKING IF WE FOCUS ON AFTER THE BELL, IS THERE SOMETHING BEFORE THE BELL? >> TV SHOW LIKE THAT, MAYBE. >> WE DON'T PROVIDE TRANSPORTATION AFTER THE BELL. >> FAIR ENOUGH. THANK YOU. >> CURRENTLY, WE DON'T, SO WE WOULDN'T BE. >> THANK YOU FOR HELPING ME UNDERSTAND. THANK YOU FOR CLARIFYING THAT. JUST LOOKING AT OTHER OPTIONS. THANK YOU. >> ANYTHING ELSE? ALL THOSE IN FAVOR OF CONTINUING THE ALTA BUS ROUTE TO THE JULY 17TH MEETING, PLEASE SAY AYE. >> AYE. >> ALL OPPOSED. WE'LL CONTINUE UNTIL JULY 17TH. [F. Consent Agenda] MOVING INTO CONSENT AGENDA. HOPE THIS IS CORRECT. CORRECT ME IF I'M WRONG. ITEM 1, APPROVAL OF STAFF CONSIDERATIONS AND REPORTS, JUNE 2024. TWO, APPROVAL OF THE MAY 2024 CHECK REGISTER. NINE, APPROVAL OF BOARD MEMBER TRAVEL. TEN, APPROVAL OF CONSENT AGENDA. ANYBODY? >> TO APPROVE THE CONSENT AGENDA AS PRESENTED? [OVERLAPPING] [LAUGHTER] [03:05:01] >> SECOND. >> MOVED BY TRUSTEE ZUNG, SECONDED BY TRUSTEE ABRAMS THAT WE APPROVED THE CONSENT AGENDA ITEMS AS PRESENTED. ALL THOSE IN FAVOR PLEASE SAY AYE. >> AYE. >> ANY OPPOSED. PUBLIC COMMENTS. [G. Communication] ITEMS NOT ON TONIGHT'S AGENDA. PLEASE KEEP IT TO THREE MINUTES. ANYBODY ONLINE? PUBLIC COMMENT IS CLOSED. COMMUNICATIONS TO THE BOARD. ONE LETTER FROM LISA SANFORD OF GRATITUDE FOR SUPPORTING HER BIRD WATCH, WHICH WAS ONE OF THE BEST ZOOM CONVERSATIONS WE'VE HAD. COMMUNICATIONS FROM THE BOARD. ANY COMMUNICATIONS FROM THE BOARD? THE ONLY THING I HAVE TO SAY IS MR. POLSER [PHONETIC] DID A FINE JOB OF SINGING LAST NIGHT AT THE EIGHTH GRADE GRADUATION. GOING FORWARD, HE IS NOW CHAIRMAN OF THE BIRTHDAY SINGING COMMITTEE. MR. [INAUDIBLE], YOU'VE BEEN REPLACED. >> [INAUDIBLE] >> YES. >> WE WERE AT THE EIGHTH-GRADE GRADUATION LAST NIGHT, AND IT WAS AMAZING. TELL US JUST REALLY QUICKLY. MR. HOELSCHER, COME UP. THERE WAS A COUPLE OF STATISTICS ABOUT SOME ACADEMIC ACHIEVEMENT IN YOUR SCHOOL. >> [OVERLAPPING] WE GAVE OUT PRESIDENTIAL AWARDS, SO A GPA OF 3.9 OR 4.0, ALL THREE YEARS. THEN ALSO WE CHANGED THE PERFORMANCE ASSESSMENTS THIS YEAR ON OUR GRADING SYSTEM, AND SO WE HAD TWO STUDENTS GET FOURS ON EVERY SINGLE CLASS, ALL FOUR QUARTERS. IT WAS LUCILLE LAMBERT AND GARCIA LANTIER, WHICH IS A TREMENDOUS ACADEMIC ACHIEVEMENT. THEN WE HAD OVER 70 STUDENTS IN GENERAL WITH 3.9 OR ABOVE, SO IT WAS GREAT. >> THEN THE AVID STUDENTS. >> WE CELEBRATED AVID. WE HAD 60 PLUS AVID STUDENTS GOING OFF INTO HIGH SCHOOL. WE ALSO GAVE OUT THE BILITERACY PATHWAY AWARD, STUDENTS THAT EARNED THAT COMMUNITY SERVICE, AND THEN BOTH PROFICIENT IN ENGLISH AND PROFICIENT IN SPANISH, GOING INTO THE DUAL MERGER PROGRAM. IT WAS A GREAT NIGHT. >> HOW MANY STUDENTS WERE THAT? THAT WAS 50? >> FIFTY-FOUR. >> FIFTY-FOUR. >> IT WAS A FUN NIGHT TO CELEBRATE MANY DIFFERENT STUDENTS. >> IT WAS A GOOD NIGHT AND IT DIDN'T RAIN AND IT TOOK, HOW LONG WAS IT? NOT THAT WE WERE TIMING. ONE HOUR AND? >> IT WAS LESS THAN AN HOUR. [LAUGHTER] >> WAS IT LESS? IT WAS A GOOD ONE. IT WAS FUN. >> THANK YOU. IT WAS FUN. >> MR. HOELSCHER? >> YES. >> WHEN WE WERE GOING THROUGH THE NUMBER OF YEARS PEOPLE HAD BEEN AT OUR SCHOOLS, I WAS SURPRISED THAT YOU AND YOUR WIFE WEREN'T ON THAT. HOW MANY YEARS HAVE YOU BEEN HERE BECAUSE YOU TAUGHT MY KIDS? >> YEAH, I DID. [LAUGHTER] TWENTY-THREE. >> TWENTY-THREE. WOW, CONGRATULATIONS. >> THANK YOU. IT'S BEEN A GREAT DREAM. >> THAT'S A LONG TIME. THANK YOU. >> ANYTHING ELSE FROM THE BOARD? MOVING ON. FUTURE AGENDA ITEMS, SCHEDULING OF TOPICS. >> CHAIR? >> YES. >> I HAVE SOMETHING. THE BUS ISSUE BROUGHT TO LIGHT THE IMPORTANCE OF US COORDINATING WITH 401, I THINK AND FROM WHAT I UNDERSTAND AND HISTORICALLY, OUR SCHOOL BOARD HAS MET WITH THE 401 SCHOOL BOARD AT LEAST ONCE OR TWICE A YEAR. ONE YEAR, THEY WOULD COME OVER HERE, AND THEN A YEAR OR SIX MONTHS LATER, WE'D GO OVER THERE. I THINK WE SHOULD GET THAT GOING AGAIN. I THINK THAT DROPPED OFF BECAUSE OF COVID, AND WE'VE TALKED ABOUT THE IMPACTS OF THEM GOING TO A FOUR-DAY WEEK ON US AND WE'RE WATCHING IT, BUT WE NEVER REALLY OFFICIALLY GOT TOGETHER TO TALK ABOUT IT. I DON'T KNOW IF WE SAID, HEY, THIS IS GOING TO REALLY SCREW UP OUR BUS, THAT THEY WOULD HAVE CHANGED IT, [LAUGHTER] FROM THE DECISION. BUT I THINK IT'S A CONCLUSION. >> THERE IS A LOT OF CHANGE GOING ON OVER THERE. I DON'T REMEMBER IN THE EIGHT YEARS I'VE SERVED THAT WE'VE MET WITH THEM ONCE. >> WE'VE GONE OVER QUITE A FEW TIMES. [OVERLAPPING] >> WE MET IN ALTA. IN THE LAST SEVEN YEARS? IN ALTA, YES, BUT NOT WITH 401. >> WE'VE GONE TO THEIR MIDDLE SCHOOL AND WE'VE SAT WITH THEM. WE TOOK THE TOUR OF THEIR MIDDLE SCHOOL. [03:10:03] WE DID LONG STEPPING THAT DAY. >> THEN THEY CAME OVER ONCE AS WELL. >> I THINK I WAS JUST OUT OF TOWN. >> WE WILL SET IT. >> I THINK ONCE A YEAR IS FINE. >> YES. >> MR. CHAIR, IN THAT SAME VEIN, FOR A WHILE, WE ACTUALLY HAD MEETINGS WITH THE PRIVATE SCHOOLS IN TOWN. WE JUST DON'T SEEM TO, AS A BOARD, HAVE MUCH COMMUNICATION WITH THEM. CNS, A LOT OF THEIR KIDS DO SPORTS WITH OURS. I THINK IT WOULD BE A GOOD IDEA TO GET TO KNOW WHAT'S GOING ON. WHEN I LOOK AT THE AREA OF PHOTOS OF THE PRE-SCHOOL, I'M JUST AMAZED AT THE SIZE OF THE PLACE AND HOW MUCH POTENTIALLY, SHARING BACK AND FORTH COULD BENEFIT EVERYBODY. >> FIFTEEN MILLION DOLLARS OF STEEL IN THERE. >> JUST STEEL? >> DO YOU THINK EACH HAVE A BOARD? >> I THINK THEY DO, I KNOW THEIR MIDDLE SCHOOL DOES. >> I KNOW DR. CHAPMAN SPEAKS ABOUT IT IN SCHOOLS. >> SCHEDULE DAY. THERE'S A NEW HEAD AT CLASSICAL ACADEMY. THERE'S A NEW ONE AT COMMUNITY SCHOOL THIS YEAR. THEN THE TETON SCIENCE SCHOOL IS GOING THROUGH SOME TRANSITIONS AT THE MOMENT. >> MR. CHAIRMAN, IT MAY NOT NEED TO BE A MEETING MEETING, BUT PERHAPS TO SEE IF THEY'D LIKE TO INVITE US TO COME TO THEIR NEW FACILITY. A LOT OF TIMES, THOSE ARE THE BEST CONVERSATIONS, IS WHEN WE'RE WALKING AROUND WITH THEIR BOARD MEMBERS. WE GET TO KNOW WHO THEIR BOARD MEMBERS ARE, THEY KNOW WHO WE ARE. MAYBE START WITH THE CLASSICAL, IS THE FIRST ONES, I THINK THAT'S THE ONE I'M MOST CURIOUS ABOUT AS TO WHAT'S GOING ON. TO BE, NOT ASKING SOMEONE FOR INVITATION, BUT PERHAPS WE ARE SAYING [LAUGHTER] WOULD YOU LIKE TO INVITE US, WE'D LIKE TO TALK WITH YOUR BOARD. >> NO, I DON'T EVEN KNOW WHO'S ON THEIR BOARDS OR WHO ARE THE HEADS OF? IT'S A LITTLE EMBARRASSING WHEN YOU MEET SOMEBODY IN TOWN AND THEY SAY I'M THE HEAD OF THE SUCH AND SUCH SCHOOL HERE. >> THAT BUILDING IS I WOULD IMAGINE TWO YEARS FROM BEING COMPLETE. I KNOW THERE'S NOT VERY MANY MALLS. IT'S BASICALLY A SKELETON OR FIELD. >> WELL, I GUESS IT'S UP TO THE BOARD TO DECIDE IF [OVERLAPPING] >> WE'RE IN THE COMMUNITY ZONE. IT'S FOR THEM, THEY'RE BACK AND FORTH ALL DAY LONG. IT'D BE NICE TO TALK TO THEIR BOARD AND FIND OUT ARE THERE THINGS THAT WE COULD BE DOING TO MAKE THAT BACK-AND-FORTH EASIER. I KNOW THOSE COMMUNITY KIDS ARE WONDERFUL KIDS. THEY HAVE A GOOD SETUP RIGHT THERE ACROSS THE STREET FROM US. [LAUGHTER] IT WORKS REALLY WELL FOR THEM. IT'D BE NICE TO SIT DOWN AND TALK WITH THEIR BOARD TOO. THE OTHER THING WHICH [INAUDIBLE] THREW OUT, I HAD SENT THIS IN AN EMAIL. WHEN TRUSTEE CARLA AND I WERE MEETING WITH THE STUDENTS, WE GOT TALKING A LOT ABOUT ABSENTEEISM. THEN IT GOT TRUSTEE CARLA AND I TALKING A LOT ABOUT EDUCATION, AND WE SPENT A LOT OF TIME, RIGHTFULLY SO, ON FINANCE AND BUILDINGS AND THINGS LIKE THAT. BUT WE DON'T SPEND A LOT OF TIME ACTUALLY TALKING EDUCATION. ONE THOUGHT THAT I THREW OUT IN THAT EMAIL WAS THAT WE COULD START POTENTIALLY HAVING A SECOND MEETING EACH MONTH THAT WOULD BE MORE OF A WORKSHOP, THAT WOULD BE MORE DIRECTED TOWARD THE ASSISTANT SUPERINTENDENT. WHERE WE WOULD TALK EDUCATION ISSUES, AND MAYBE DISCUSS WHAT WOULD BE MORE THAN AN EDUCATIONAL MOMENT, WHERE WE COULD ACTUALLY DISCUSS THE RIOT PROGRAM OR DISCUSS AVID IN MORE DETAIL, OR DISCUSS HOW THE MATH PROGRAM IS GOING. THOSE TYPES OF THINGS WHERE I THINK SOMETIMES WE'RE RUSHING BECAUSE WE DEFINITELY NEED TO GET TO THE OTHER ITEMS, BUT WE MAY NOT ACTUALLY HAVE MUCH OF A CONVERSATION AMONGST OURSELVES AS TO WHAT WE'RE THINKING ABOUT EDUCATION. THAT WAS JUST A THOUGHT TO POTENTIALLY THAT WE WOULD HAVE A SECOND MEETING EACH MONTH. IT WOULD BE MORE LIKE A WORKSHOP MEETING WHERE WE WOULD MAYBE HAVE SOME DISCUSSIONS ABOUT EDUCATION. >> I HAVE TO TELL YOU THAT I'M AGAINST HAVING TO MEETING TO MONTHLY. [03:15:06] I JUST DON'T THINK A VOLUNTEER BOARD CAN REALISTICALLY DO THAT. NOW, IF WE HAD WORKSHOP AND WHERE THIS ATTENDANCE IS NOT MANDATORY, AND IT'S A SUBJECT THAT YOU'RE INTERESTED IN AT THE TIME, YOU COULD ATTEND, BUT OTHERWISE, I'D JUST THINK IT'S TOO MUCH TO ASK. >> WE RUN A SKELETON CREW BECAUSE WE HAVE TO AND I JUST WANT TO KEEP THESE GUYS FOCUSED ON THE KIDS. FOR THE ABSENTEEISM, I DO AGREE WITH YOU, IS A REAL ISSUE THAT YOU SHOULD PROBABLY ADDRESS. MAYBE THERE IS OPPORTUNITY ONCE A QUARTER OR TWICE A YEAR THAT WE CAN HAVE SOMETHING EDUCATION-BASED IN A WORKSHOP, BUT MONTHLY, I'M JUST WORRIED ABOUT STAFF TIME AND OUR TIME, SO ANYWAYS. GUESS I'M OFF THE CALL. [LAUGHTER] REVIEW OF MEETING. >> BASE. [H. Advanced Planning] >> THE MEETING. >> ADVANCED PLANNING. DR. CHAPMAN. >> WE LOOK FORWARD TO THE JULY 17TH BOARD MEETING. IT'S A DIFFERENT DATE DUE TO THE REQUIRED BUDGET HEARING, AND SO THAT'S THE FORMAT WHERE WE STOP, GO INTO THE BUDGET HEARING, AND THEN COME BACK INTO THE BOARD MEETING SO IT'S A LITTLE BIT DIFFERENT FORMAT. IT'S JULY 17TH. >> 5:00? >> WHAT TIME? >> [OVERLAPPING] 6:00. >> SAME TIME. THANK YOU ALL. JUST THE ORDER. YOU HAVE SOMETHING TO ASK? [LAUGHTER] [BACKGROUND] * This transcript was compiled from uncorrected Closed Captioning.
