OUR HIGH SCHOOL PRINCIPAL HEARD US SAYING IT AND HE CAME UP WITH A NEW POLICY, WHICH I THINK HAS BEEN EXTREMELY EFFECTIVE THIS FALL. CHAPMAN? >> THE MONEY THAT WE'RE USING IS FROM THE SPECIFIC PURPOSE EXCISE TAX. >> THE BRONC ACHIEVEMENT CENTER IS THE TETON COUNTY TAXPAYER PROJECT. >> THIS IS DONE IN GOOD FAITH. SORRY, CHAPMAN'S REMINDING ME, IT'S ALSO REC DISTRICT FUNDING AS WELL, SO IT'S A JOINT EFFORT. BUT WE ARE MOVING FORWARD WITH THE GYM THAT WE CAN AFFORD WITH THE STATE FUNDING, WHICH WAS 16.5 MILLION. IT'S ALSO INTEGRAL TO THE OVERALL DESIGN OF THE ENTIRE PROJECT BECAUSE IN ORDER TO ACCESS THE CURRENT GYM, WHICH IS TOO SMALL FOR A GATHERING FOR THE SIZE OF THE BUILDING, IT'S UNDERSIZED. THAT WILL BE REPURPOSED INTO CLASSROOMS AND CAREER TECH ED LABS. THIS IS A REALLY IMPORTANT STEP. WE HAVE TO TAKE THIS STEP FIRST AND GET THAT BUILT SO THAT WE CAN CLOSE OFF THE GYM AND START THE SECOND ROUND OF CONSTRUCTION THAT HAS ALREADY BEEN APPROPRIATED, AS CHAIRMAN SCARLETT SAID BY THE LEGISLATURE IN THE LAST SESSION. WE JUST NEED THEM TO GO THROUGH THEIR STEPS OF THE MOST COST EFFECTIVE REMEDY STUDY. FRANKLY, REALLY LOOKING FORWARD TO IT BECAUSE I WOULD LOVE TO SEE IF THEY HAVE A BETTER IDEA. I DON'T THINK THAT THEY WILL. BUT OF COURSE, WE'RE OPEN TO THAT. THIS MOVING FORWARD WITH THE GYM AND THIS NEXT PHASE OF DESIGN IS REALLY IMPORTANT FOR US TO STAY ON TRACK. >> MR. CHAIRMAN, DR. THE COMMISSION ON SCHOOL FACILITIES APPROVED THE MERCER STUDY AT THE END OF MARCH AND ASSIGNED A CONSULTANT, WHICH IS MGT ARCHITECTURE FIRM. THEY CAME AND VISITED US JUNE 11, AND THEY THOUGHT BY THE END OF THE MONTH OF JUNE, THEY WOULD HAVE PROVIDED DATA FOR US TO REVIEW. WE GAVE THEM SOME THINGS THEY NEEDED TO LOOK INTO AND RESEARCH. THEY DID A GREAT TOUR OF THE BUILDING. I FELT REALLY CONFIDENT THAT THEY UNDERSTOOD OUR ISSUES. THEY'RE SCHOOL PEOPLE, SO THEY UNDERSTAND HOW SCHOOL FUNCTIONS. THEY'RE FORMER ADMINISTRATORS, AND SO THEY HAD A LOT OF SCHOOL EXPERIENCE. WE HAVE NOT HEARD ANYTHING SINCE. [01:30:01] WE WERE ALSO SUPPOSED TO HAVE A STAKEHOLDER MEETING ON AUGUST 30TH IN THE EVENING, WHICH WAS A FRIDAY BEFORE LABOR DAY. I POINTED OUT THAT THE FRIDAY BEFORE LABOR DAY IN THE EVENING WOULD PROBABLY BE A TOUGH SELL TO GET A QUALITY STAKEHOLDER GROUP IN. WE HAVEN'T SEEN ANY DATA. I THINK THAT THERE WAS MORE TO IT THAN THEY HAD ANTICIPATED, BUT IT SHOULD BE A VERY SHORT TIMELINE, AND THAT'S WHAT I WAS TOLD. MY OTHER CONCERN THAT I BROUGHT FORWARD WAS WE NEED TO GET THESE STEPS MET SO THAT WE HIT THEIR BUDGET TIMELINE. THEY HAVE TO SUBMIT AND GET THEIR BUDGET APPROVED. I WAS TOLD WE DIDN'T HAVE TO WORRY ABOUT THAT BECAUSE THE MONEY HAD BEEN APPROPRIATED. HOWEVER, THE 22 MILLION THAT HAD BEEN APPROPRIATED WILL NOT BE ENOUGH TO DO THE WORK THAT WE NEED. IT WAS A CRAZY DISCUSSION THERE, TOO, BUT I DON'T THINK THERE'S GOING TO BE A WHOLE LOT OF THINGS THAT COME OUT OF THAT UNTIL THE NEW LEGISLATURE SITS. THEN EVEN THEN, I DON'T THINK ANY OF US WILL BE EXCITED ABOUT WHAT DOES COME OUT THERE WHEN THE NEW LEGISLATURE SITS. THE ONE THING THAT DID COME OUT OF MEETINGS HERE IS, I THINK THE LEGISLATURE, I THOUGHT THE LEGISLATORS FROM PUBLIC CHARTER SCHOOLS ARE THE SAVE UP FOR FUNDING. I THINK IT GOT FIGURED OUT REALLY QUICKLY THAT BUILDING A BUILDING A PUBLIC CHARTER HIGH SCHOOL AREN'T JUST AS EXPENSIVE. THEY'RE NOT GOING TO SAVE ANY MONEY THERE. IN SOME WAYS, THE CHARTER SCHOOLS BEING PROPOSED ARE EVEN MORE EXPENSIVE BECAUSE THEY ARE TRYING TO RUN CLASSROOMS LIKE THREE-PEATED CLASSROOM. >> WAS THE THINKING THAT JUST BECAUSE IT HAS A CHARTER, AND IT'S LESS EXPENSIVE TO HAVE A PHYSICAL BUILDING? >> I THINK THEY WERE LOOKING LIKE AT SNOWY RANGE ACADEMY WHERE THEY TOOK THE OLD WALMART AND LARAMIE AND THEY JUST CONVERTED IT. EVERYONE THOUGHT THAT WAS SUCH A COST SAVER. EVERYBODY REAL PATTED THEM ON THEMSELVES ON THE BACK THAT THEY TOOK AN OLD WALMART AND TURNED IT TO THE SCHOOL.
