FIRST, I WANTED TO PROVIDE A BRIEF UPDATE AND CELEBRATION.

AS YOU'RE AWARE, LAST FRIDAY DURING THE SOCCER GAME, WE HAD AN INJURY AND I WANT TO RECOGNIZE THAT OFTEN INJURIES HAPPEN, OF COURSE IN SPORTS.

HOWEVER, OUR STAFF AND THE SUPPORT THAT WE RECEIVE FROM THE COMMUNITY WAS AMAZING.

THE FIRE EMS TEAM, DR. CHRIS HILLS, MARK HIBBARD, OUR ATHLETIC TRAINER, OF COURSE, MIKE HANSEN AND THE JACKSONVILLE HIGH SCHOOL SPORTS MEDICINE TEAM.

EVERYONE JUST DID A TREMENDOUS JOB.

I JUST WANT TO SAY THANK YOU FOR THAT AND WE'RE REALLY HAPPY TO REPORT THE STUDENT IS RECOVERING WELL AT HOME. THAT'S GOOD NEWS.

THE OTHER THING I'D LIKE TO CELEBRATE IS DR. SCOTT CHRIS, IS OUR WYOMING PRINCIPAL OF THE YEAR.

THAT WAS ANNOUNCED LAST WEEK.

[APPLAUSE] HE NOW GOES TO COMPETE AT THE NATIONAL LEVEL AND WHETHER OR NOT HE RUNS THE NATIONAL PRINCIPAL OF THE YEAR IS NO MATTER TO US BECAUSE WE ALREADY KNOW THAT HE IS OUR PRINCIPAL OF THE YEAR, SO WE'RE VERY PROUD OF YOU.

THE NEXT THING WE HAVE IS AN ANNOUNCEMENT OF OUR STAFF MEMBER AND OUR TEACHER OF THE YEAR.

I'D LIKE TO ASK JULIE NASH TO COME FIRST TO MAKE THE STAFF MEMBER OF THE YEAR ANNOUNCEMENT? [OVERLAPPING] HERE TO ANNOUNCE ESTHER [INAUDIBLE] AS OUR STAFF MEMBER OF THE YEAR.

[APPLAUSE] [INAUDIBLE] MEMBERS OF THE BOARD JULIE NASH THE NATIONAL EXECUTIVE DIRECTOR OF STUDENT SERVICES AND WITH ME IS CATHY BARREL, AND WE'RE HERE TO HONOR ESTHER AS STAFF MEMBER OF THE YEAR.

IN ADDITION TO THE ROLES AND RESPONSIBILITY ESTHER HAS AS A SCHOOL NURSE, WHICH SCOTT WILL SPEAK TO IN A MOMENT.

ESTHER WHO ALSO SERVES AS OUR LEAD NURSE FOR OUR K12 HEALTH SERVICES TEAM, THIS WAS A NEW DECISION THIS YEAR.

ESTHER, I REMEMBER THAT LAST AUGUST WHEN WE MET TO DISCUSS THIS ROLE.

[LAUGHTER] I WAS SO EXCITED ABOUT ALL THE POSSIBLE THINGS THAT WE COULD DO WITH THE HEALTH SERVICES TEAM.

WE WERE EXCITED ABOUT BUILDING UP A NURSE MANUAL, PROFESSIONAL DEVELOPMENT, GROWTH OF THIS TEAM. WE TALKED ABOUT COVID.

[LAUGHTER] AT THAT TIME WE HAD NO IDEA WHAT WE WERE ABOUT TO FACE AND HOW ALL ENCOMPASSING THE JOB IS GOING TO BE.

AT THE START OF THE SCHOOL YEAR, YOU HIT THE GROUND RUNNING COME OCTOBER THROUGH DECEMBER.

YOU WERE EASILY AVERAGING 60 TO 80 HOURS A WEEK.

YOU WERE WORKING LATE INTO THE EVENING.

YOU WERE GIVING UP EVERY WEEKEND, NEED TO WORK 10 HOURS A DAY AWAY FROM YOUR FAMILY.

ALWAYS WITH A CAN-DO, NEVER COMPLAINING, POSITIVE ATTITUDE.

DURING THIS TIME, YOU WERE NOT ONLY MANAGING THE DAY-TO-DAY DUTIES OF BEING A SCHOOL NURSE AT FOUR ELEMENTARY SCHOOLS.

YOU WERE DEVELOPING OUR DISTRICT'S COVID POLICIES, PROCEDURES, GUIDING DOCUMENTS, AND COMMUNICATIONS WHILE SIMULTANEOUSLY CONTACT TRACING SOLELY FOR THE ENTIRE DISTRICT AND DEVELOPING OUR STAFF AND STUDENTS SURVEILLANCE PROGRAM.

[LAUGHTER] YOU MANAGED ALL OF THIS WITH PROFESSIONALISM, GRACE, AND STYLE.

WHEN FACED WITH CHALLENGES FROM STUDENTS, STAFF, PARENTS, PRINCIPALS, AND EVEN ME, YOU DID SO WITH KINDNESS AND COMPASSION.

IN THE MOST CHALLENGING TIMES YOU WOULD LOOK TO ME, SMILE AND SAY, IT'S OKAY, WE GOT THIS.

[LAUGHTER] I NEVER ONCE DOUBTED YOU.

AS A RESULT OF THE LONG DAYS AND WEEKS YOU PUT IN THIS YEAR, YOUR LEADERSHIP, THE HEALTH SERVICES TEAM, REALLY BLEND IN TOGETHER.

THIS IS AN AMAZING TEAM.

I'M PROUD OF THIS TEAM AND YOU SHOULD BE PROUD OF THIS TEAM.

THROUGH EVERYTHING THEY FACED, THE DAY-TO-DAY OPERATIONS IN EACH BUILDING IS RUN SMOOTHLY.

WE NOW HAVE AN EFFICIENT AND VERY EFFECTIVE DISTRICT WHITES SYSTEM FOR SURVEILLANCE AND CONTACT TRACING ALL TCS STAFF AND STUDENTS.

STILL, YOU CONTINUED TO WORK TIRELESSLY TO IMPROVE UPON IT.

COMING THROUGH, JUST WHEN YOU IN THIS TEAM THOUGHT YOU HAD IT ALL FIGURED OUT, WE SAID, HEY ESTHER, HOW ABOUT WE CONDUCT WEEKLY SURVEILLANCE TESTING OR 20 PERCENT OF OUR ENTIRE STUDENT BODY OVER THEM.

[LAUGHTER] YOU LOOKED TO YOUR TEAM, YOU SMILED AND HE SAID, IT'S OKAY, WE GOT THIS.

THIS WAS A HUGE UNDERTAKING AND THROUGH YOUR CONSISTENT COMMUNICATION AND RESPONSIVENESS TO OUR TEAM'S NEEDS, YOU RAISED [INAUDIBLE] THANK YOU, ESTHER, FOR EVERYTHING THAT YOU HAVE DONE.

WE JUST HAVE GOOD PEOPLE.

WE JUST HAD SOMEONE COME OUT FROM CALIFORNIA TO VISIT, DO A SITE VISIT.

THAT WAS ONE OF OUR THINGS THAT WE TALKED ABOUT, WE HAVE REALLY GOOD PEOPLE AND ESTHER IS THE SPIRIT OF THE PEOPLE THAT WE HAVE WORKING AT WILSON SCHOOL.

SHE'S A NURSE AND A MOM OF TWO WILSON STUDENTS.

WE COULDN'T BE MORE PROUD TO HAVE HER REPRESENTING ALL OF TCSD.

ESTHER IS KIND AND CARING.

SHE HAS A SOUNDING BOARD FOR PARENTS, TEACHERS, AND KIDS.

SHE'S LOVED BY STUDENTS.

SHE'S A HOT CHOCOLATE SEWER WHO IS CREATIVE, DEPENDABLE, AND HARDWORKING.

SHE IS QUIETLY BRILLIANT.

I HAVE WATCHED HER OVER AND OVER MAKE DECISIONS THAT ARE IN THE BEST INTERESTS OF STUDENTS AND STAFF.

SOMETIMES THIS YEAR IT'S BEEN ON WEEKENDS OR EVENINGS LIKE MAYBE IN AN IDLE FALLS TRYING TO GET MY CAR WORK DONE, THEN HAVING TO SPEND HOURS WITH CHARLOTTE AND ESTHER TO TRY AND GO THROUGH CONTACT TRACING, SCHOOL MESSENGER, MAKE THE RIGHT DECISIONS, WHAT'S BEST FOR KIDS ON A SATURDAY NIGHT.

THAT WAS ONE MOMENT IN TIME FOR ME OVER THE YEAR.

THAT WAS A WEEKEND OF MAYBE A HANDFUL, BUT THAT WAS EVERY WEEKEND FOR ESTHER AND EVENING FOR WHAT SEEMED LIKE AN ETERNITY [LAUGHTER].

THIS YEAR SHE GAVE EVERYTHING TO TCSD WITH A SMILE, A MASK, AND A POSITIVE ATTITUDE, AND I'VE WATCHED HER HAVE DIFFICULT CONVERSATIONS, AND EVERY TIME TAKE THE HIGH ROAD.

THERE HAS BEEN TIMES I'VE LEFT WILSON FEELING VERY GUILTY THAT SHE WAS STILL ON THE PHONE WAITING FOR THE COUNTY, THE STATE, SOME SHIPPING FROM AMAZON WITH VOL TESTING. I DON'T KNOW.

I WOULD TRY TO CONVINCE HER TO LEAVE, BUT SHE HAD TO WAIT FOR THAT PHONE CALL.

SHE'S ASSISTED WITH THINGS LIKE JULIE SAID FROM THAT SCHOOL NURSE STANDPOINT OF THE USUAL TYPICAL PIECE, 504 PLANS, HEALTH CARE PLANS, KINDERGARTEN INFO, NIGHTS, SCRAPES, HEAD BUMPS.

I WENT BACK THROUGH OUR EMAILS BECAUSE ESTHER SEES AND RECEIVES A LOT OF THOSE, VERY COMMON THINGS FOR A WHILE, I MEAN NURSE, WE'VE HAD THESE THINGS HAD BUMPED, EATING YELLOW FLOWERS AT RECESS.

RESPOND. MORE HEAD BUMPS KICKED BY A MOOSE, ALLERGIES, CPR TRAINING, PUBERTY TALKS, NOSE BUMP, LIP BUMP LIKE IT GOES ON.

BUT THIS YEAR WAS LIKE NO OTHER.

THAT LEAD NURSE ROLE TURNED HER INTO A COVID NINJA.

SHE BECAME INCREDIBLE AT SHIPPING VOLT TESTS AND DOING WITH THE STATE, THE COUNTY, AND PEOPLE.

I'VE NO IDEA WHO I WAS ON THE PHONE.

SHE WOULD BE DOING BAND-AIDS AND TOSSING OUT ICE PACKS WHILE TALKING TO THE COUNTY OR WHOEVER IT WAS.

MOST OF OUR EMAILS AND CONVERSATIONS THAT I LOOKED AT WERE PLEXIGLASS AND HAND SANITIZER, TEST RESULTS, SYMPTOMS, UPDATED GUIDANCE, URGENT MESSAGE.

COVID. COVID [LAUGHTER].

THAT WAS THE MAJORITY OF THE EMAILS.

WE'VE HAD LAUGHS, WE'VE HAD TEARS, WE'VE SHAKEN OUR HEADS A LOT.

IN CONCLUSION, ESTHER IS ONE OF THE MOST KIND HARD-WORKING, INTELLIGENT PEOPLE,

I'VE BEEN ABLE TO WORK WITH FOR 23 YEARS IN EDUCATION.

I FEEL VERY FORTUNATE TO BE ABLE TO SAY, THAT I'VE NURSED ESTHER AT WILSON ELEMENTARY SCHOOL.

I WOULD DARE TO SAY THAT THERE'S NO OTHER EMPLOYEE IN THE SCHOOL DISTRICT WITH THE EXCEPTION OF MAYBE DR.

CHAPMAN THIS YEAR THAT HAS HAD MORE CONVERSATIONS WITH STAKEHOLDERS IN THIS COMMUNITY.

I DON'T KNOW HOW SHE'S DONE IT.

SHE'S GIVEN AT ALL. I FEEL THAT SHE'S BEEN EVERYWHERE AT EVERY SCHOOL AND FOR THAT REASON, SHE'S THE BEST PIC TO REPRESENT WHAT IS BEST ABOUT ALL TCSD EMPLOYEES.

THERE'S THREE THINGS THAT I REALLY WANT TO HIGHLIGHT ABOUT MISS MANHART.

NUMBER 1 IS HER INSTRUCTION, HER INSTRUCTION IS TOP-NOTCH.

SHE WAS JUST TALKING TO TRACY ABOUT THEIR EGG DROP EXPERIMENT THAT TRACY'S DAUGHTER AND MY SON BOTH DID, BECAUSE IT'S ENGAGING.

SHE KEEPS IT FRESH YEAR IN AND YEAR OUT.

SHE HAS MANY YEARS OF EXPERIENCE, BUT IS NEVER AFRAID OF CHANGE, AND SHE EMBRACES THAT AND INCORPORATES THAT INTO ALL THE THINGS SHE DOES.

SECOND THING, IS SOCIAL EMOTIONAL LEARNING.

THAT IS A BUZZWORD, MAYBE AMONGST EDUCATION THESE DAYS, BUT AMY LIVES AND BREATHES SOCIAL EMOTIONAL LEARNING.

NOT ONLY FOR HER STUDENTS, BUT IN HER OUR OWN PRACTICE AND WHO SHE IS AS A PERSON.

SHE EMBRACES ALL WITH KINDNESS AND SHE TREATS EVERYONE WITH RESPECT, AND SHE DEMANDS THAT OF HER STUDENTS.

YOU CAN SEE THAT INCORPORATED INTO HER INSTRUCTION, WHICH MAKES IT JUST A MORE WELL-ROUNDED CLASS.

THEN THE THIRD THING I'D LIKE TO HIGHLIGHT IS AMY'S TEACHER LEADERSHIP.

SHE KEEPS ME ON MY TOES [LAUGHTER] AND SHE MAY NOT ALWAYS AGREE WITH WHAT WE MAY DECIDE BUT SHE'S GOING TO MOVE FORWARD REPRESENTING JACKSON HOLE MIDDLE SCHOOL.

IN THAT TEACHER LEADERSHIP, SHE IS NOT AFRAID TO TAKE ON LEADERSHIP ROLES LIKE HER PBIS DUTY, HER MINDFULNESS AMONGST ALL OF THE TCSD REALLY, AND SHE'S BEEN DOING THAT BECAUSE IT'S JUST A PASSION OF WHO SHE IS.

THOSE THINGS ARE REALLY MAKING AMY DESERVING OF THIS AWARD.

I'VE BEEN LUCKY TO CALL AMY, A COLLEAGUE, TEACHER ON MY STAFF, A NEIGHBOR, AND TRULY A FRIEND.

WHEN I WAS A STUDENT, MY 11TH GRADE ENGLISH TEACHER HAD AN EMILY DICKINSON POEM ON HIS WALL.

THE POEM WAS THIS; IF I CAN STOP ONE HEART FROM BREAKING, I SHALL NOT LIVE IN VAIN.

IF I CAN EASE ONE LIFE THE ACHING, OR COOL ONE PAIN, OR HELP ONE FAINTING ROBIN UNTO HIS NEST AGAIN, I SHALL NOT LIVE IN VAIN.

I DIDN'T KNOW AT THE TIME THAT I WOULD FULFILL THIS MANTRA AS A TEACHER, BUT I KNEW THE TRUTH OF THE WORDS LIVE DEEP IN MY HEART.

MY ENGLISH TEACHER SURELY DID NOT KNOW THE INNOCENT POSTER KEY HANG ON HIS WALL, WOULD SHAPE MY LIFE.

THE STRENGTH OF THE SCHOOLS IS IN ITS TEACHERS.

THE SUCCESS OF A CHILD IS THE TEACHER'S CAPACITY TO ENHANCE THEIR OPPORTUNITIES AND SUPPORT THEM THROUGH CHALLENGES.

TEACHERS JOIN THIS PROFESSION TO TOUCH THE FUTURE, AND TO EASE ONE LIFE THE ACHING.

AS TEACHERS, WE OFTEN DO NOT KNOW HOW WE SHAPE THE LIVES OF OUR STUDENTS OR WHAT SEEDS WE PLANT.

SOME MAYBE BLOOM YEARS AND YEARS LATER, WE CAN ONLY DO OUR BEST EVERY DAY.

TO BE RECOGNIZED FOR THIS HEART AND NOBLE WORK REALLY TOUCHES MY HEART.

SOME BUILDINGS ARE SITTING BACK 55 PERCENT OF THOSE SENT.

WE'RE GETTING THERE, BUT WE ARE STILL DOING THAT.

WE ARE ALSO POSTING VACCINATION CLINICS AT THE HIGH SCHOOL FOR THE FIRST VACCINE ON MAY 17 AND THE SECOND ONE ON JUNE SEVEN.

THEN AT MIDDLE SCHOOL ON MAY 18TH, REMEMBER THE FIRST VACCINE AND JUNE EIGHT FOR THE SECOND.

THE REASON WE'RE HOSTING THESE STUDENT VACCINATION CLINICS AS OF TODAY, 12-YEAR-OLDS AND ABOVE HAVE BEEN APPROVED WITH THE PFIZER VACCINE.

PARENTS WILL BE ABLE TO REGISTER THEIR STUDENT USING THE TETON COUNTY HEALTH DEPARTMENT WEBSITE, SIGN A CONSENT FORM, AND THEN WE'LL TELL THE STUDENTS ADD A CLASS.

THEY'LL MISS APPROXIMATELY 30 MINUTES OF CLASS.

PARENTS CAN COME WITH THEIR CHILD AND THEY WOULD LIKE, PARENTS CAN ALSO RECEIVE THE VACCINE AT SCHOOL, AND OUR INDEPENDENT SCHOOLS WILL ALSO BE INVITED.

THE CLINIC HOURS WILL BE 10:30 TO 1:45, AND THEN 2:45 TO 5:45.

WE WILL ALSO SEND OUT MORE SPECIFIC INFORMATION IN THE NEXT COUPLE OF DAYS, ESPECIALLY SINCE IT'S MONDAY AND TUESDAY.

WE'LL ALSO BE ASSISTING WITH THE LOCAL VACCINE USE IT USING A SCHOOL BUS.

WE'RE PARTNERING WITH THE HEALTH DEPARTMENT TO MAKE THESE OPPORTUNITIES FOR VACCINE AVAILABLE.

THEY STARTED THIS AS FAR AS THEIR FRAMEWORK FOR MTSS, WDE, THERE'S A LOT OF DIFFERENT VISUALS YOU HAVE.

SO WE'RE THINKING HERE'S OUR FOUR BIG COMPONENTS OF WHAT AN MTSS FRAMEWORK IS.

FOR STUDENTS WHO AREN'T MEETING GRADE LEVEL EXPECTATIONS OR ACHIEVING GRADE LEVEL STANDARDS, WE NEED TO INTENSIFY AND DIFFERENTIATE FOR THOSE STUDENTS.

WE INTENSIFY, WE DIFFERENTIATE, ARE STUDENTS NOW MEETING GRADE LEVEL STANDARDS, EXPECTATIONS? IF NOT, WE'VE GOT TO FURTHER INTENSIFY, FURTHER INDIVIDUALIZE INSTRUCTION.

THAT'S THE CONCEPT OF A TIERED SUPPORT OR MULTI-LEVEL, JUST CONTINUOUSLY GETTING MORE INDIVIDUALIZED.

MTSS FRAMEWORKS HAVE SCREENING PROCESSES SO MEASURES LIKE WHY TOP, WHICH IS A BENCHMARK ASSESSMENTS, SUMMATIVE ASSESSMENT CAN STILL BE USED AS A SCREENER.

WE SCREEN IN LITERACY, MATH, SOCIAL-EMOTIONAL LEARNING BEHAVIOR.

THESE ARE JUST BROAD MEASURES THAT ARE SUPPOSED TO CATCH STUDENTS WHO MAY BE STRUGGLING IN DIFFERENT AREAS.

WHEN WE SEE STUDENTS WHO ARE STRUGGLING OR NOT MEETING GRADE LEVEL EXPECTATIONS, THEY'LL COME IN TO THE MTSS PROCESS.

WHEN STUDENTS ARE GETTING THAT DIFFERENTIATION, THAT INDIVIDUALIZATION, WE MONITOR THEIR PROGRESS.

WE WANT TO MAKE SURE THAT THEY'RE RESPONDING TO WHATEVER INTERVENTIONS ARE ACTUALLY IN PLACE SO TEAMS ARE LOOKING AT THEIR DATA CONSISTENTLY.

AS YOU PROBABLY COULD INFER FROM THOSE THREE POINTS, DATA DECISION-MAKING IS AT THE HEART OF ALL OF THIS.

THERE'S VERY SPECIFIC CRITERIA ON IF THESE ARE THE SCREENER SCORES, HERE'S THE TYPE OF INTERVENTION THAT A STUDENT MAY GET.

VERY SPECIFIC DATA ON WHEN A STUDENT SHOULD EXIT AN INTERVENTION OR WHEN MAYBE WE SHOULD CHANGE THINGS UP.

DATA-BASED DECISION-MAKING IS AT THE HEART OF THAT.

IF YOU GO BACK JUST A COUPLE, THE VERY BOTTOM, YEAH.

THAT'S THE BIG CONCEPT OF MTSS IN A VERY QUICK NUTSHELL, WHAT DOES IT LOOK LIKE IN SOME OF OUR SCHOOLS? ALMOST STARTING FROM THE BEGINNING OF A SCHOOL YEAR, SO WE'VE GOT THE SCREENING PROCESS.

LET'S SAY WE DO OUR FALL SCREENERS, NUMBER OF DIFFERENT LITERACY, MATH, BEHAVIORAL ASSESSMENTS WE'RE LOOKING AT.

THEN AGAIN, THE STUDENTS WHO ESSENTIALLY ARE NOT ON TRACK OR MAY NOT BE MEETING GRADE LEVEL EXPECTATIONS COME INTO THE MTSS PROCESS.

THERE'S AN MTSS TEAM, COLLABORATION WITH CLASSROOM TEACHERS, AND THEN STUDENTS ARE ASSIGNED TO WHATEVER THOSE INTERVENTIONS OR SUPPORTS ARE.

THEN OUR MTSS TEAMS MEET ON A WEEKLY BASIS AND THOSE TEAMS USUALLY ARE COMPRISED OF PRINCIPALS, SCHOOL PSYCHOLOGISTS, INTERVENTIONISTS, USUALLY SPECIAL EDUCATION TEACHERS, EL TEACHERS AS WELL.

THOSE TEAMS MEET ON A WEEKLY BASIS AND THEY DO ONE OF TWO THINGS.

WEEK ONE IN A CYCLE IS THE REVIEWING STUDENT DATA.

IF THOSE STUDENTS ARE IN AN INTERVENTION, THEY'RE LOOKING JOHNNY MAKING PROGRESS? YES. RYAN MAKING PROGRESS? YES. AJ MAKING PROGRESS? NO. WHAT DOES THAT MEAN? THEN THAT STUDENT THE FOLLOWING WEEK IS DISCUSSED AT A PROBLEM-SOLVING MEETING.

PROBLEM-SOLVING WE BRING THE CLASSROOM TEACHERS IN, A LARGER TEAM TO SAY WHY IS THE STUDENT NOT MAKING PROGRESS? WHAT DO WE NEED TO DO DIFFERENTLY? SHOULD WE BE FOCUSING ON DIFFERENT SKILLS, CHANGE THE INTERVENTION, INTENSIFY IT.

THAT CYCLE REALLY JUST KEEPS REPEATING ITSELF EVERY TWO WEEKS, PROGRESS MONITORING AND PROBLEM-SOLVING MEETINGS.

THEN FINALLY, IF THAT HAPPENED IN THE FALL, EVENTUALLY YOU HAVE YOUR WINTER BENCHMARKS.

AT THAT POINT, THE TEAM'S LOOKING AT DATA AGAIN TO SEE MAYBE THERE'S SOME ADDITIONAL STUDENTS THAT WE WANT TO BRING INTO THAT MTSS PROCESS AND WHICH STUDENTS ARE READY TO EXIT OUT AND NOT RECEIVE THAT ADDITIONAL SUPPORT.

I THINK THAT MIGHT HAVE BEEN MY FAVORITE, JUST REVISITING SCHOOLS THAT HAVEN'T BEEN TO IN A LONG TIME, GETTING TO KNOW SOME OF THE NEW STAFF THAT'S IN THESE SCHOOLS.

ALSO GOING TO DIFFERENT SCHOOLS THAT I HAD NEVER BEEN TO LIKE [INAUDIBLE] [NOISE] ANOTHER COOL THING WAS JUST INTERACTING WITH OTHER LEADERS IN THE COMMUNITY LIKE THE RECYCLING CENTER OR WITH ENERGY CONSERVATION WHERE IT'S JUST LIKE THAT.

NOT LIMITING OURSELVES TO JUST BEING INSIDE OF THE SCHOOL DISTRICT.

THE LAST THING THAT WE HAD HERE WAS JUST PARENTS CYCLE, AS WE MENTIONED IN THE LAST ONE, WE ARE VERY EXCITED ABOUT ELEMENT HOPE THERE'S A LOT OF PARTICIPATION.

WE UNDERSTAND THAT. WHAT WE HAVE BEFORE YOU REPRESENTS THE CHANGE FOR CURRENT KELLY FAMILIES OR THEIR SIBLINGS THAT MAY BE IN [INAUDIBLE] , IF YOU WILL.

THIS IS A BOUNDARY CHANGE BEGINNING WITH THE 22-23 SCHOOL YEAR FOR STUDENTS WHO LIVE SOUTH OF SAGEBRUSH.

IF THEY'RE ALREADY AT KELLY, THEY ARE NOT IMPACTED.

THEN TO ADDRESS THE CLASS SIZES, WE ARE GOING TO ADD A NEW TEACHER TO KELLY SO THAT THE KINDERGARTEN CLASS WILL HAVE 13 STUDENTS, THE FIRST-GRADE CLASS WILL HAVE 10, THE 2-3 CLASS WILL HAVE 16, AND THE 4-5 CLASS WILL HAVE 22, AND ADDING A PAIR OF SUPPORT AS WELL AS THE ON-SITE PRINCIPLE, AT LEAST ONE DAY A WEEK.

WE HAVE STAFFED IT APPROPRIATELY FOR THE NUMBERS.

WHAT IS BEFORE YOU IS TO APPROVE THE CHANGE IN BOUNDARY BEGINNING WITH NEW FAMILIES SOUTH OF SAGEBRUSH FOR THE '22-'23 SCHOOL YEAR.

THIS IS FOLKS THAT ARE MOVING INTO THE KELLY AREA, NOT ALREADY ATTACHED SOUTH OF SPRING GULCH, A WHOLE YEAR TO UNDERSTAND THIS IS WHAT WE'RE DOING.

WE HAVE EMPLOYEES THAT BOTH ENJOY HAVING A TRADITIONAL PLAN WHERE THERE'S NOT A HUGE OUT-OF-POCKET COST.

AS WELL AS SOME EMPLOYEES THAT ENJOY HAVING THE HIGH-DEDUCTIBLE PLAN WITH AN HSA CONTRIBUTION.

WE THINK IT'S IMPORTANT TO LEAVE THOSE TWO OPTIONS THERE.

THIS WILL INCREASE THE COST OF OUR HEALTH INSURANCE FOR IN THE COMPENSATION PACKAGE BY ABOUT A MILLION DOLLARS.

BUT AS TRUSTEE TESKE REFERENCED EARLIER, THE CHANGES IN THE WAY THAT WE'RE FUNDED AND THE HEALTH INSURANCE ACCOUNTABILITY.

WE EITHER SPEND THIS MONEY ON INSURANCE OR WE LOSE IT.

EVERY TIME WE USE THE SYNTHETIC FIELDS, I BELIEVE THE PAYMENT'S SOMEWHERE AROUND 13 BUCKS AN HOUR, SO THOSE ARE THOSE ARE WILD NUMBERS.

SHORTLY AFTER THAT, WE HAD, BEING MYSELF, THE DESIGN TEAM, PARKS AND REC, AND OUR DONOR, SCOTT BLUM MET TO DISCUSS THE SITE PLAN.

THE ONE REQUEST FROM SCOTT BLUM WAS IF WE'RE GOING TO DO THIS FINAL PHASE, LET'S UTILIZE AS MUCH AS WE CAN, AND JUST CREATE AS MUCH AIDS FOR THESE KIDS.

TWO DAYS LATER, THE PANDEMIC HIT [LAUGHTER] AND SO, EVERYTHING PAUSED.

BUT IN THE MEANTIME, OVER THE COURSE OF THE YEAR, I DID HAVE THE DESIGN TEAM WORK ON THIS ADDED SPACE THAT WE'RE NOW REQUESTING, WHICH BASICALLY DOUBLED WHAT WE ORIGINALLY ASKED FOR.

I'VE BEEN WORKING CLOSELY WITH ANDY HERE TO SEE WHAT OUR PERIMETERS ARE AND HOW MUCH WE CAN USE.

RECENTLY, IT WAS PROBABLY TWO MONTHS AGO, SCOTT REACHED OUT TO US CHECKING IN HOW THINGS WERE GOING AND SAID HE WAS A 100 PERCENT IN FOR EVERYTHING, TO PAY FOR THE WHOLE COST OF THE PROJECT.

WE'VE LOOKED AT THE MAINTENANCE IMPACTS.

OBVIOUSLY, WE AS PARKS AND REC RECOGNIZE THAT THIS IS A PRETTY SPECIAL PLACE FOR THE KIDS TO GET TOGETHER.

THE EXPANSION OF THE PARK ISN'T NECESSARILY GOING TO BRING OUT NEW KIDS.

IT WILL IN THE FUTURE AS IT GROWS BUT RIGHT NOW, THE LIMITED SPACE, IT'S A LOT ABOUT SAFETY AND CRAMMING THE NUMBER OF USERS IN A SMALL SPACE.

IF WE CAN EXPAND THAT, PARKS AND REC THINKS IT'S A GOOD THING FOR SAFETY.

WE THINK IT'S A GREAT PLACE FOR THE COMMUNITY TO GATHER.

BASED ON THE DESIGN, OUR MAINTENANCE IMPACTS ARE NOT GOING TO BE AFFECTED TREMENDOUSLY.

THERE WILL BE A LITTLE BIT OF EFFECT.

IT'S ACTUALLY PRETTY CLOSE TO A WASH BECAUSE WE'RE TAKING AWAY SOME TURF AND SOME IRRIGATION.

WE HAVE RECOMMENDED THAT OBVIOUSLY, THEY REPLACE ANY TREES THAT COME OUT.

BASED ON THEIR DESIGN THAT YOU SEE IN FRONT OF YOU, WE HAVE ASKED FOR AT LEAST FOUR FEET MINIMUM DISTANCE BETWEEN ANY SORT OF SOLID FEATURES.

YOU SEE HOW CLOSE IT APPEARS TO COME TO THE BACKS OF THE CAL FIELDS? WE'VE ASKED FOR ENOUGH ROOM THERE TO MAKE SURE WE CAN MAINTAIN IT, THAT TURF AREA.

WE'VE ASKED FOR ENOUGH SPACE TO MAKE SURE THAT WE FEEL COMFORTABLE AND HAVE A SAFE BUFFER BETWEEN THOSE.
