THIS EVENING, I'D LIKE TO FOLLOW UP ON A MOMENT OF SILENCE IN HONOR OF RILEY MCCAULIN, A 2019 SUMMIT GRADUATE, AND I'D LIKE TO ASK [INAUDIBLE] AND [INAUDIBLE] TO COME FORWARD.

I REALLY APPRECIATE YOU TAKING THE OPPORTUNITY FOR A MOMENT OF SILENCE THIS EVENING.

RILEY WAS ONE OF MY FIRST GRADUATES THE FIRST YEAR I WAS PRINCIPAL AT SUMMIT, AND MANY OF YOU ATTENDED THAT GRADUATION AND YOU REMEMBER HIM THAT NIGHT.

PAM ACTUALLY GAVE A SPEECH THAT NIGHT, AS WE DO AT SUMMIT, TO HONOR HIM.

SHE HAS TAKEN SOME OF THOSE THOUGHTS AND HAS SOMETHING TO SHARE WITH US ABOUT WHO RILEY WAS.

IT IS A PLEASURE TO BE HERE AND TO SPEAK ABOUT RILEY.

SO THANK YOU FOR THE OPPORTUNITY.

MY FIRST MEMORY OF RILEY WAS THAT OF A LITTLE EIGHT YEAR OLD BOY WHO WAS PATIENTLY WAITING IN THE LOBBY AT SUMMIT, UNTIL IT WAS TIME FOR HIM TO HEAD TO COLTER ELEMENTARY SCHOOL.

THAT WAS THE DAY WHEN HIGH SCHOOL STARTED AT 7:35 AM, AND ELEMENTARY SCHOOL STARTED CLOSER TO 9:00 AM.

RILEY'S OLDER SISTER, CHEYENNE, ATTENDED WHAT WAS THEN CALLED SUMMIT HIGH SCHOOL.

I REMEMBER BACK THEN THAT THERE HAD BEEN SOME TOUGH TIMES FOR RILEY AND HIS FAMILY, AND CHEYENNE WAS ALWAYS LOOKING OUT FOR HIM AND HIS SISTER, ROYCE.

AS YOU KNOW, RILEY ATTENDED JACKSON HOLE HIGH SCHOOL, AND TRANSFERRED TO SUMMIT SHORTLY INTO HIS SENIOR HERE.

RILEY'S ATTENDANCE WAS NOT GOOD AT SENIOR YEAR, AND I WAS CONCERNED ABOUT HOW I WOULD GET HIM TO COMMIT TO FINISHING HIGH SCHOOL.

RILEY WAS A SMART KID.

HE WAS STRONG IN BELIEFS, STRONG IN BODY, THICK WITTED, AND DEFINITELY NOT HAPPY ABOUT BEING FORCED TO DO THINGS HE DID NOT WANT TO DO.

WHEN WE TALKED ABOUT FUTURE PLANNING, RILEY DID NOT HAVE ANY OTHER REAL PLANS FOR HIS FUTURE, EXCEPT POSSIBLY JOINING THE MILITARY, AND MORE SPECIFICALLY, THE MARINES.

RILEY NEEDED A GOAL HE FIRMLY BELIEVED IN, AND ONE THAT COULD MATCH HIS OWN LEVEL OF STRENGTH AND COURAGE.

EVENTUALLY, RILEY AND I MADE CALLS TO THE MARINE RECRUITER, AND WITHOUT KNOWING, WE DID NOT KNOW, HE ENLISTED IN THE MARINE CORPS THE DAY HE TURNED 18.

IT WAS A LITTLE BIT OF A SURPRISE.

DESPITE HIS ENLISTMENT, RILEY STILL STRUGGLED TO STRING ENOUGH SCHOOL DAYS TOGETHER TO MAINTAIN HIS GRADES.

HOWEVER, WITH THE HELP OF HIS RECRUITER AND HIS FATHER,

WE ALL GOT HIM TO CROSS THE HIGH SCHOOL FINISH LINE.

RILEY STARTED BOOT CAMP ON SEPTEMBER 9TH, 2019, AND SUCCESSFULLY COMPLETED IT ON DECEMBER 9TH, 2019.

LIKE MANY PAST SUMMIT GRADUATES, HE STOPPED BY SCHOOL ABOUT A WEEK LATER TO SAY HI AND SHARE WITH US HIS SUCCESS.

HE SEEMED TRANSFORMED, WALKING TALLER, CONDUCTING HIMSELF WITH MORE PRIDE, MORE MANNERISMS, NO MORE EXPLETIVES, HAIR SHORT, AND WEARING A HANDSOME GRIN [LAUGHTER].

AT THE BLUE, OUR MATH TEACHER, SUZANNE SMITH, ASKED HIM IF HE WANTED TO COME IN AND TALK WITH HER SENIOR CLASS ABOUT THE MARINE CORPS.

IN THAT UNPLANNED PRESENTATION, RILEY SPOKE ABOUT WANTING TO HELP FIND KIDS WHO WERE IN THE SAME BOAT AS HIM, WHO ARE GOING THROUGH A TOUGH TIME.

HE SAID HE HAD FELT LIKE HE OWED THAT TO PEOPLE, AND THAT HE HAD HAD A LOT OF HELP AND WANTED TO ASSIST IN THE SAME WAY.

HE SHARED HOW WE FELT THAT JOINING THE MARINES WAS THE BEST DECISION HE HAD MADE IN HIS LIFE, AND HOW IN ABOUT SIX MONTHS, HE HAD GONE FROM HIS LOWEST POINT OF LIFE TO HIS HIGHEST POINT.

RILEY WAS JUST SO PROUD AND SO CONFIDENT.

IN THAT SAME PRESENTATION HE TALKED TO STUDENTS, HE TALKED ABOUT HIS STATUS AS AN MOS 0300 REGULAR.

HE SAID, "I'M INFANTRY.

I'M THE DUDE THAT YOU THINK OF WHEN YOU THINK OF A MARINE.

I'M THE WAR FIGHTER." I THINK IT'S IMPORTANT TO NOTE THAT RILEY HAD ASVAB SCORE THAT WAS IN THE 90TH PERCENTILE, AND HE COULD HAVE CHOSEN MANY DIFFERENT WAYS, AND IN FACT, HIS RECRUITER EVEN SAID, YOU CAN DO SOMETHING ELSE, BUT HE WANTED TO BE AN INFANTRY.

THAT'S HOW HE SAW HIMSELF, AND HE WAS SUPER PROUD [NOISE].

I CAN'T HELP BUT THINK THAT WHAT RILEY DID FOR THE MARINES AND WHAT THE MARINES DID FOR RILEY WAS AN EXAMPLE OF MUTUALISM; THEY NEEDED AND BENEFITED FROM ONE ANOTHER.

I KNOW THAT RILEY CONSIDERED A LONG-TERM CAREER IN THE MARINES AS WELL.

I COULD NOT BE HAPPIER THAT RILEY FINALLY BECAME THE PERSON HE WANTED TO BE, BUT I'M ALSO DEEPLY SADDENED THAT HE DIDN'T HAVE MORE TIME LIVING AS THE PERSON HE HAD BECOME.

SO TODAY, IN ADDITION TO RECOGNIZING RILEY AS THE HERO FOR BRAVELY SERVING OUR COUNTRY, I HOPE THAT WE CAN ALSO REMEMBER A STUDENT WHO PUSHED THROUGH TOUGH TIMES, HAD THE COURAGE TO ACCEPT A LITTLE HELP ALONG THE WAY, PURSUE HIS DREAMS, AND THEN BE READY TO GIVE BACK.

I GUESS I JUST WANT RILEY TO BE REMEMBERED FOR HIS COMMITMENT TO SELF AND HIS COMMITMENT TO OTHERS.

IN TERMS OF THE BEGINNING OF SCHOOL YEAR, IT SEEMS ON ONE HAND THAT SCHOOL STARTED A LONG TIME AGO.

[LAUGHTER] WE ONLY HAD SEVEN DAYS OF CLASSES, BUT IT SEEMS LIKE WHEN YOU'RE OUT IN THE BUILDINGS, THE KIDS AND STAFF HAVE REALLY SETTLED IN RATHER QUICKLY.

WE'RE UP ABOUT 70 STUDENTS, WE HAVE 2,834 STUDENTS.

NONE OF OUR GRADE LEVELS ARE BELOW.

THE SMALLEST CLASS IS 201 STUDENTS, AND THAT IS OUR FIRST GRADE CLASS.

THE LARGEST CLASS IS 236 STUDENTS, AND THAT'S THE BOTH SIXTH AND THE SEVENTH GRADE CLASS.

OUR HIGH SCHOOL HAS 850 STUDENTS COMBINED, WHICH MEANS SOME OF THEM ARE IN HIGH SCHOOL.

THOSE ARE REALLY RECORD NUMBERS THAT WE, THROUGH OUR MOST COST-EFFECTIVE REMEDY STUDIES HAD NOTED.

THE OTHER THING I'D LIKE TO POINT OUT IS TODAY THE JOINT EDUCATION COMMITTEE MET, AND THERE WAS QUITE A BIT OF COMMENT AND TESTIMONY ABOUT CLASS SIZES.

INTERESTINGLY, SOME OF THE OTHER DISTRICTS, THEY USED A RANGE OF, THEY SAID ONE CLASS HAS 38 STUDENTS; WHICH I DON'T KNOW WHAT THAT COULD POSSIBLY BE OR WHO.

MAYBE IT'S A COMBINED SCHOOL.

BUT OUR K-5 ENROLLMENT RANGES FROM A CLASS SIZE OF, WELL, WE HAVE ONE CLASS THAT HAS ZERO STUDENTS IN IT, AND THIRD GRADE, WE HAD A SMALL SCHOOL.

BUT OUR LARGEST ELEMENTARY CLASS IS 18, AND THAT'S IN A FOURTH AND A FIFTH GRADE CLASS.

BUT OTHERWISE, IN K-2,3, WE HAVE THREE SECTIONS WITH 17 STUDENTS, AND THE CLASS SIZE SHOULD BE AT 16.

BUT WITH THE MAJORITY, WE ARE REALLY CLOSER TO 14 OR 15 STUDENTS AT EACH OF OUR K-3 CLASSES.

I WAS REALLY PROUD OF THAT.

IT'S DIFFICULT TO PREDICT BECAUSE A LOT OF FAMILIES WAIT TILL SCHOOL STARTS.

THEN WHEN YOU CONSIDER THE FACT THAT HOUSING IS A CHALLENGE, FINDING SOMEONE TO HIRE IN LATE AUGUST IS A CHALLENGE, AND THEN HAVING THE PHYSICAL SPACE.

OFTENTIMES, YOU HAVE 18 STUDENTS.

THE WAY IT BREAKS UP, DO YOU GO AHEAD AND ADD ANOTHER TEACHER OR DO YOU ADD ADDITIONAL SUPPORT GROUP? A CLASS SIZE OF 18, THAT'S A TOUGH DECISION.

I ALSO POINTED OUT TO THE JEC, THAT IN ORDER FOR US TO KEEP OUR CLASS SIZES SMALL, WE'VE MADE SEVERAL UNPOPULAR DECISIONS.

ONE IS CLOSING ENROLLMENT TO ALBERT COUNTY STUDENTS, IN ORDER TO MAINTAIN CLASS SIZES.

THE SECOND, WE CHANGE BOUNDARIES, BECAUSE WE COULDN'T ADD ANOTHER TEACHER AND THE CLASS SIZE IS STILL TOO LARGE.

OUR DISTRICT HAS MADE SOME DIFFICULT DECISIONS, BUT OUR ENROLLMENT IS UP AND OUR CLASS SIZES ARE RIGHT WHERE WE WOULD EXPECT THEM TO BE.

THE NEXT ITEM ON THE AGENDA ARE THE DISTRICT LEADERS REPORTS.

WE ARE HAVING THAT PLAYGROUND STUDY DONE.

THE KINDERGARTEN, FIRST AND SECOND GRADERS, TAKE MATH AND READING.

IT'S A VERY SHORT 12-QUESTION ASSESSMENT THAT AVERAGES ANYWHERE FROM 10-20 MINUTES PER SUBJECT; WITH MOST KIDS FALLING IN THE RANGE OF ABOUT 15 MINUTES FOR MATH AND 15 MINUTES FOR READING AND A LOT OF THAT CONTENT IS READ TO STUDENTS.

IN THIRD THROUGH TENTH GRADE,

IT IS A MUCH LONGER ASSESSMENT.

THE NUMBERS CAME IN THIS YEAR FOR FIFTH GRADE, TAKES THE BRUNT OF IT.

IN BOTH ELA AND MATH, THAT'S THE LONGEST ASSESSMENT.

THIRD, FIFTH, SEVENTH, AND NINTH ALSO TAKE WRITING; AND FOURTH AND EIGHTH DO A SCIENCE ASSESSMENT AS WELL.

THIS ASSESSMENT IS FAIRLY WELL ALIGNED TO [INAUDIBLE] THE NATIONAL STUDY.

IT ALSO IS FAIRLY WELL ALIGNED TO ACT.

WE DID FIND A [INAUDIBLE] WY-TOPP AND ACT.

GIVES THE HIGH SCHOOL A GOOD INDICATION OF WHERE KIDS ARE GOING TO FALL ON THAT MEASURE.

FOR TEACHERS, IT REALLY IS A MEASURE OF STUDENT ACHIEVEMENT TOWARDS GRADE LEVEL STANDARDS.

A PART OF THE ASSESSMENT IS BASED ON GRADE LEVEL STANDARDS, AND THEN IT WILL ADAPT, UP OR DOWN DEPENDING ON WHERE A STUDENT COMES IN.

IT REALLY DOES HELP TO INFORM CLASSROOM INSTRUCTION IF USED APPROPRIATELY.

THERE'S A LOT OF INFORMATION THAT IS POSSIBLE BETWEEN THE MODULARS, WHICH ARE ASSESSMENTS THAT ARE DESIGNED FOR TEACHERS TO ASSESS CERTAIN CONTENT.

THEY'RE JUST FOR TEACHERS, THEY DON'T GO INTO ANY KIND OF STATE SYSTEM.

THEN THERE IS THE FALL-WINTER INTERIM THAT GIVES TEACHERS A LOOK AT HOW STUDENTS ARE DOING ON THOSE GRADE LEVEL STANDARDS; A MEASURE OF GROWTH AS WELL, AN IMPORTANT CLASSROOM INSTRUCTION.

THEN THERE'S THE SPRING SUMMER TIP, AND THAT'S THE DATA THAT IS LOOKED AT A LITTLE BIT HARDER.

THEN THERE'S ONE MORE BULLET.

FOR SCHOOLS AND DISTRICTS, WE DO USE IT FOR AN OVERVIEW OF PROGRAMMATIC STRENGTHS AND OPPORTUNITIES.

WE USE IT AS A WAY TO LOOK AT OVERALL SYSTEM HEALTH BASICALLY.

WHERE ARE OUR STRENGTHS, WHERE ARE OUR OPPORTUNITIES, AND WHAT CAN WE DO TO IMPROVE? IT'S ONE OF MANY MEASURES THAT WE HAVE TO LOOK AT STUDENT PROGRESS.

IT IS PROBABLY THE ONE THAT'S HELD FRONT CENTER, CERTAINLY IN FRONT OF THE BOARD.

BUT IT IS ONLY ONE MEASURE, ONE DAY A LIFE IN THE YEAR OF A STUDENT.

WE DO NEED TO REMEMBER THAT.

OFTENTIMES WE THINK ABOUT LIKE, WELL, IF A STUDENT IS IN THE 90TH PERCENTILE, THEY DON'T HAVE THAT MUCH ROOM TO GROW BUT ACTUALLY THIS PARTICULAR MEASURE TAKES THAT INTO ACCOUNT.

IF AJ'S IN THE 99TH PERCENTILE, THEN HE'S BEING AGAINST ALAN WHO'S ALSO IN THAT SAME PERCENTILE.

THIS IS A MEASUREMENT OF KIDS THAT ARE IN THE SAME AREA.

THE EXPECTED MEDIAN FROM THE STATE IS ABOUT THE 50TH PERCENT.

SCHOOLS ARE EXPECTED TO BE ABOUT 50.

SCHOOLS AREN'T EXPECTED TO BE IN THE 70TH, THEY'RE NOT EXPECTED TO BE IN THE 90TH, AND THEY'RE NOT EXPECTED TO BE IN THE 30TH.

WHEN WE LOOK AT THIS WE THOUGHT WAS REALLY IMPORTANT TO SEE IS THAT ACTUALLY THROUGHOUT THOSE TWO YEARS, YEAR AND A HALF OF THE PANDEMIC.

ONE THING THAT WAS VERY CLEAR WAS THAT THERE WAS NO APPETITE FOR DEVELOPING ANY HOUSING OUTSIDE OF THE VALLEY.

TENURE, THIS IS REALLY LOOKING AT WHETHER AN OWNERSHIP OR A RENTAL PRODUCT.

IT WAS STRONGLY IN FAVOR OF DEVELOPING LONG-TERM RENTALS.

THEN THERE WAS SOME DESIRE TO ALSO DEVELOP SOME GROUND LEASE OWNERSHIP OPPORTUNITIES.

TYPES OF UNITS CAME OUT OF CREATING A MIX OF DIFFERENT PRODUCT TYPE TO BE REPRESENTATIVE OF THE DIVERSITY IN THE WORKFORCE AT THE DISTRICT.

SO CREATING DIFFERENT OPPORTUNITIES AS FAR AS SIZE, TYPE OF PRODUCT TO MEET THE CHANGING NEEDS OF YOUR EMPLOYEES THROUGHOUT THEIR CAREER, AND TO SERVE A REAL DIVERSE RANGE OF HOUSEHOLD INCOME LEVELS.

THE PREVIOUS POLICIES WE HAD WITH GLATFELTER HAD A CYBER COMPONENT WITHIN THAT POLICY THOUGH WHAT'S HAPPENING IN THE INDUSTRY RIGHT NOW IS THAT THOSE PRE-PACKAGED COVERAGES THAT ARE IN A PACKAGED POLICY ARE FAIRLY LIMITED AND DON'T PROVIDE A LOT OF COVERAGE THAT SHOULD BE PROBABLY PROVIDED.

SO WE LOOKED AT A STANDALONE SEPARATE POLICY THIS YEAR WHICH THE DISTRICT ACCEPTED WHICH WE INCORPORATED.

IN THE PREVIOUS POLICY FROM GLATFELTER, THERE WAS A MILLION DOLLARS WORTH OF CYBER COVERAGE IN TOTAL FOR THE POLICY.

THERE WAS $20,000 AVAILABLE IN THE POLICY FOR EXTORTION-TYPE OF CLAIMS AND THEN THERE WAS ABOUT $100,000 IN THE POLICY PAID TO THE DISTRICT TO RESPOND TO EITHER A CYBER LIABILITY CLAIM OR A DATA EXTORTION CLAIM.

ALTHOUGH THE NEW POLICY HAS THE SAME LIMITS AS FAR AS THE CYBER LIABILITY GOES, THE DATA EXTORTION HAS BEEN INCREASED TO A MILLION DOLLARS IN THE NEW POLICY AND IT ALSO PROVIDES AN EXTENSIVE AMOUNT OF OTHER TYPES OF COVERAGES, MORE DEFINED AS FAR AS THE TYPE OF CLAIM THAT MAY BE PRESENTED, THE TYPE OF RESPONSE THAT MAY BE NEEDED FROM THE SCHOOL DISTRICT, DEPENDING ON THE TYPE OF CLAIM AND THE TYPE OF EVENT THAT HAPPENED.

THE LIMITS ON THESE OTHER TYPES OF COVERAGES LIKE FOR EXAMPLE, MAYBE A PHISHING CLAIM, IN THE OLD POLICY, THE DEFINITIONS OF WHAT WAS COVERED AS FAR AS AN EVENT GOES, PHISHING TYPE OF A CLAIM WAS NOT COVERED.

THE INSURANCE WORLD IS CONTINUALLY REACTING TO THOSE CLAIMS, LOOKING AT THE LANGUAGE IN THEIR POLICIES TO SEE WHERE THERE MIGHT BE GAPS IN COVERAGE DEPENDING ON THE TYPE OF CLAIM THAT'S BEING PRESENTED.

THEN ALSO PAYING ATTENTION TO THE INDUSTRY AS FAR AS THE TYPES OF PAYOUTS THAT ARE BEING MADE IN THOSE TYPES OF CLAIMS AND MAKING SURE THAT THERE'S SUFFICIENT COVERAGE IN THE POLICY TO PAY THAT.

STAR VALLEY BOARD PROVIDED A CARD SIGNED BY THEIR ENTIRE BOARD STATING THEIR CONDOLENCE FOR THE LIFE PROCESS OF RYAN PAUL.

IT WAS VERY KIND OF STAR VALLEY TO EXPRESS THEIR CONDOLENCES.

I JUST WANTED TO SHARE THAT CARD WITH EVERYONE THAT THE STAR VALLEY SCHOOL DISTRICT SCHOOL BOARD PROVIDED TO US.

I THINK IT'S A VERY VALID POINT.

WE DEFINITELY NEED TO FIGURE OUT, DO WE WANT TO PROCEED WITH SPECT OR DO WE WANT TO WAIT TO SEE WHAT THE LEGISLATURE DOES.

I DO THINK IT WOULD BE NICE IN OCTOBER IF AT LEAST WE NARROW DOWN REGARDLESS OF HOW WE PAY FOR IT, JUST PRETEND THAT THERE'S NO SOURCE SOMEWHERE.
