WE HAVE PAID OUT SOME OF THE GRANTS AS THE FUNDING PROVIDES.
WE DID ALL OF THE COMMUNITY GRANTS, YOU WILL SEE ON PAGE 2.
GOT THOSE TAKEN OUT SINCE THEY ARE SMALLER AMOUNTS BUT WE DID PAY OUT A PARK AND REC AFTER-SCHOOL PROGRAM PIECE, AS WELL AS SOME OF THE SCHOOLS.
WE'VE PAID OUT SOME OF THOSE GRANTS.
AS THE MONEY COMES IN WE WILL CONTINUE TO DO SO.

THIS IS A GOOD OPPORTUNITY IN THE FALL TO LOOK AT HOW THE OPERATIONS ARE FLOWING FOR THE REC DISTRICT AND IF THERE'S ANYTHING THAT WE WANT TO CHANGE.
OUR CURRENT SCHEDULE AS YOU KNOW, THE DROP-DEAD DATES FOR THE RECREATION DISTRICT ARE AN APPLICATION DEADLINE THAT IN THE PAST HAS TRADITIONALLY BEEN FEBRUARY 1ST.
THE ONES THAT WE REALLY HAVE TO STICK TO ARE THE REQUEST OF THE MILL LEVY FROM THE TCSD SCHOOL BOARD.
THEN ONCE THAT'S APPROVED BY THE SCHOOL BOARD, THEN THAT IS FORWARDED TO THE COUNTY TREASURER.
AS FAR AS THE CALENDAR FOR GRANTING MONEY, AWARDING GRANTS, AND PAYING OUT OF GRANTS, WE APPROVE GRANTS SOMETIME IN THE SPRING OF THE YEAR FOR THE FOLLOWING YEAR.
ONE OF THE THINGS WE'VE TALKED ABOUT AT THE LAST COUPLE OF MEETINGS IS WHEN WE DON'T COLLECT ALL THAT REVENUE UNTIL MAY, SOMETIMES SOME OF THOSE GRANT AWARDEES ARE RECEIVING THEIR MONEY WITH A MONTH TO SPEND IT IN.
USUALLY, THE WAY THAT WE OPERATE IS WE PAY TCSD THE SCHOOL DISTRICT THE LAST BECAUSE WE HAVE FUNDS THAT CAN SUPPORT PLANNING AND PAYING FOR THE ACTIVITY.
THEN WHEN THE MONEY COMES IN FROM THE REC DISTRICT IT'S MORE OF A REIMBURSEMENT THAN IT IS WE'RE USING THAT MONEY TO DO THE OPERATIONS.
I JUST THOUGHT IT WAS SOMETHING THAT WOULD BE GOOD FOR YOU GUYS TO THINK ABOUT.
DO YOU LIKE THE CURRENT CALENDAR? WOULD YOU RATHER APPROVE APPLICATIONS ONCE WE'VE COLLECTED SOME OF THAT TAX REVENUE? BUT THEN WE GET INTO THE QUESTION, HOW DO WE KNOW WHAT WE'RE LEVYING A MILL FOR IF WE HAVEN'T SEEN THE APPLICATION? I APPRECIATE THE WAY THAT WE PLANNED FOR THE FIELD TURF REPLACEMENT, EVEN IF WE WERE A BIT BEHIND SCHEDULE AND WE DIDN'T HAVE ALL OF THE MONEY SET ASIDE FOR THE PROJECT THAT WE NEEDED, BUT WE HAD ABOUT HALF OF IT.
THAT WAY OF PLANNING FOR LONG-TERM PROJECTS OR LARGER PROJECTS WORKS REALLY WELL I THINK FOR THE REC DISTRICT AS WELL AS THE SCHOOL DISTRICT.
WHERE THE SCHOOL DISTRICT OR ANY OTHER ENTITY THAT'S REQUESTING FUNDS FOR A LARGE PROJECT BUILDS THAT INTO THEIR ANNUAL REQUEST, AND THEN IS GRANTED ON AN ANNUAL BASIS, AND THEN THE CASH IS HELD IN THE ACCOUNT FOR THAT ENTITY AND SAVED AWAY FOR THE LONG-TERM PROJECT THERE.

IT SEEMS THAT WITH THE LONG-TERM PLANNING WE'RE DOING ON FACILITIES WITH THE SCHOOL DISTRICT, THAT THAT IS A PERFECT OPPORTUNITY TO LOOK AT SOME OF THE THINGS THAT WE'RE NOT GOING TO BE ABLE TO RAISE MONEY FOR VERY EASILY OR THAT WE DETERMINE ARE MORE ANCILLARY BUT ARE PUBLIC RECREATIONAL OPPORTUNITIES THAT WE COULD START PUTTING MONEY AWAY IN LARGER AMOUNTS TO ASSIST THE PROCESS.
FOR EXAMPLE, THE FIELD HOUSE OR SOMETHING OF THAT NATURE.
THAT PROCESS WILL BE A GOOD WAY TO KNOW WHAT MONIES WE'RE GOING TO NEED IN THE FUTURE.
I THINK THAT'S A REALLY GOOD POINT, KRISTEN, FOR SAVING FOR THE FUTURE.
>> ABSOLUTELY. ON THE SCHOOL DISTRICT SIDE OF THINGS, WE CAN START TO BUILD SOME OF THOSE REQUESTS INTO OUR APPLICATION, AND REALLY LAY OUT WHAT THAT PLAN WOULD BE ON THE SCHOOL DISTRICT SIDE.
THIS IS WHAT WE'RE REQUESTING AND OVER THE NEXT 5, 10 YEARS THIS IS WHAT IT WOULD BE.

SO FUNDRAISING FOR OPERATIONS AND MAINTENANCE NEVER DOES VERY GOOD.

THE PLAN HAS BEEN ESTABLISHED THAT THE COUNTY HAS BEEN MAINTAINING AND RENTING THOSE OUT.
BUT WE'RE SHIFTING THAT INTO THE SCHOOL DISTRICT ARENA AND IN THE PROCESS OF DOING THAT, THEY'RE ALSO TRYING TO ADDRESS SOME OTHER NEEDS THAT WE'VE HAD WITH FACILITIES RENTAL.
I THINK THE DISTRICT HAS GROWN IN MANY WAYS.
ONE OF WHICH IS WE USED TO JUST SAY, OH, YOU WANT TO COME AND RENT THE HIGH SCHOOL GYM FOR 30 BUCKS? GREAT. WE COUNSELED THAT INTO THE CALENDAR.
NO BIG DEAL. BUT THE DEMAND OF FIELDS AND FACILITIES IS GROWING IN THE COUNTY.
IN ORDER TO BE ABLE TO EFFECTIVELY MANAGE THOSE AS WELL AS SET THE PRICING ON THOSE, WE REALLY NEED A SOFTWARE TO HELP US DO THAT.
IN COMBINATION WITH MY [INAUDIBLE], WE HAVE BEEN LOOKING AT A SOFTWARE FACILITIES RENTAL OR FACILITIES SCHEDULER SOFTWARE.
I JUST DID THE DEMONSTRATION FOR IT THIS MORNING AND IT WOULD COST THE DISTRICT ABOUT $3,000 A YEAR, BUT IT REALLY WOULD SIT ON THIS RECREATION ACTIVITIES SIDE OF THE DISTRICT.

THE PROPOSAL WOULD BE TO NOT ONLY HAVE THAT BE SOMETHING THAT DIRECT DISTRICT ACTUALLY PAYS FOR IT AND RUNS, BUT ALSO HAVE SOMEONE THAT'S OPERATING AS THE ADMINISTRATOR OF THAT SOFTWARE.POSSIBLY BE PAYED FOR HALF OUT OF DIRECT DISTRICT.
THIS WOULDN'T NECESSARILY BE A APPLICATION, THIS WOULD JUST BE THE ADMINISTRATIVE COSTS OF THE DIRECT DISTRICT.
WE'VE TALKED ABOUT THIS BEFORE IN TERMS OF THE ACCOUNTING AND SOME OF THE OPERATIONAL PIECES OF THE DIRECT DISTRICT BECAUSE THERE ISN'T ANY LINE ITEMS WITHIN THE DIRECT DISTRICT ACCOUNTS THAT PAY FOR THE ADMINISTRATION OF THE DIRECT DISTRICT.
BUT THIS WOULD BE ONE FOR YOU ALL TO CONSIDER WITH SOME OF THE THINGS THAT WE MAY BE DOING.
THIS WOULD BE A GOOD PLACE FOR THIS TO SIT.

SO I'M NOT EXACTLY SURE HOW MUCH WE WOULD HAVE TO CHARGE, HOW MUCH WE'RE GOING TO RENT THEM OUT.
WE ALREADY DO RUN SOME OF THE FACILITIES RENTALS FOR THE OTHER FIELDS.
THE COW PASTURE 1 AND 2 ARE OUR FIELDS AND WE SHOULD BE MANAGING THOSE.
THE COUNTY HAS BEEN DOING IT FOR US.
SO IT'S A BIT OF LET'S GET TO WHERE WE'RE SUPPOSED TO BE WITH MANAGING THE FIELDS THAT WE'RE SUPPOSED TO AT THE SAME TIME AS OFFSETTING THE COST WITH THE RENTAL RATES.
I THINK THAT THAT WILL BE A LITTLE BIT OF TRIAL AND ERROR AND A LITTLE BIT OF LOOKING AT THOSE FINANCIAL RECORDS ON A MORE REGULAR BASIS SO WE CAN ACTUALLY SEE HOW MUCH MONEY ARE WE TAKING IN, IS THAT MONEY COMING IN FROM OUTSIDE GROUPS, HOW MUCH IS THE USE HAPPENING WITHIN.
HOW MUCH IS THE SCHOOL DISTRICT USING IN THE FIELDS VERSUS PUBLIC ENTITIES USING THE FIELDS, DO WE NEED TO INCREASE THE RATES, DECREASE THE RATES.
THAT REALLY IS WHAT THIS FACILITY SCHEDULER SOFTWARE WILL HELP US DO, IS ANALYZE SOME OF THAT DATA HAVE IT ALL IN ONE PLACE.
IT WILL ALSO HAVE A PORTAL WHERE PEOPLE IN THE PUBLIC COULD GO ON AND SAY, OKAY, IS THIS FIELD OPEN? IS THIS GYM OPEN FOR US TO RENTAL? THEY CAN FILL IT OUT AND PUT IN THAT APPLICATION TO BE APPROVED BY AN ADMINISTRATOR.
IT BECOMES A LOT EASIER FOR US TO FIGURE OUT EXACTLY WHERE WE STAND, HOW MUCH MONEY WE'RE MAKING, WHAT'S THE USE, PRIVATE AND PUBLIC, AND BE ABLE TO REPORT BACK AND SAY, OKAY, WELL, WE THINK WE SHOULD RAISE THE RATES OR MAYBE WE'RE CHARGING TOO MUCH.

I STILL THINK IT WOULD BE HELPFUL MAYBE IN THE FOURTH QUARTER, DECEMBER OR SOMETHING JANUARY TO HAVE A RETREAT AND WE REVISIT WHAT THE STATE DIRECTS THESE REC DISTRICTS TO DO AND MAYBE WHAT OUR PRIORITIES ARE.
EVEN IF WE HAVE SOME OF THESE NEEDS COMING DOWN THE PIPE AS FAR AS FACILITIES AND WHAT NOT, MAYBE WE WANT TO EVEN FRACTION DOWN WHAT WE GIVE TO THESE COMMUNITY ORGANIZATIONS IF WE HAVE SCHOOL DISTRICT NEEDS.
I'M NOT SURE THAT WE GET THE DIALOGUE THAT NEEDS TO TAKE PLACE IN THESE MEETINGS.
THAT'S WHY I THINK A FOUR-HOUR HALF-DAY RETREAT OR SOMETHING MIGHT BE HELPFUL, ESPECIALLY FOR BILL WHO'S NEW AND I'M NEWER AS WELL.

SO THE REC DISTRICT, I THINK NEEDS TO BE REALLY INVOLVED WITH US.
I'M NOT SURE IF A RETREAT, WE'D BE IN GOOD ORDER AS MUCH AS A WORKSHOP, WHERE WE CAN BRING IN THE RIGHT PEOPLE TO DISCUSS THIS WITH US AND THEN GET OUR FEELINGS ABOUT HOW TO DRIVE THE REC DISTRICT AS PART OF THE WHOLE FUNDING PROCESS MOVING FORWARD.
