YEAH, YEAH, THANK YOU. THANK YOU, MR.
[00:00:01]
GINGERY. WE ARE LISTING THIS AS A SPECIAL MEETING SINCE THE MAJORITY OF US OR ALL OF US WILL BE HERE. SO WITH THAT, I WILL CALL THIS TO ORDER WITH ALL THE COUNCIL PRESENT.[A. Call to Order]
THE MAYOR SHOULD BE JOINING US SHORTLY.SO WE'LL FOLLOW OUR AGENDA, WE USUALLY START OVER HERE AT THE SCHOOL BOARD WITH PLEDGING ALLEGIANCE.
THE OTHER TRADITION WE HAVE OVER HERE JUST TAKES A SECOND.
WE ALWAYS PICK EITHER OUR VISION STATEMENT OUR MISSION STATEMENT, OUR VALUES, OUR STRATEGIC PLANS, AND WE REPEAT THEM AT THE BEGINNING OF EVERY MEETING.
THEY ALWAYS SIT RIGHT IN FRONT OF US TO REMIND US AND SO I'LL JUST READ OFF OUR VISION STATEMENT TODAY.
AS PREMIER DISTRICT, OUR VISION IS TO ENSURE EVERY STUDENT IS PREPARED TO SUCCEED IN AN EVER CHANGING WORLD AND THEN WE MOVE DOWN TO OUR AGENDA AND SO ON.
[B. Reports and Items for Discussion]
THE AGENDA TODAY ARE ABOUT FIVE DIFFERENT THINGS.ONE IS SUPERINTENDENT CHAPMAN'S GOING TO DO A DECENT OVERVIEW, GO THROUGH OUR HOUSING STRATEGIC PLAN FACILITIES STRATEGIC PLAN AND THEN YOU'LL SEE AT THE BOTTOM OF THE LIST, REVENUE SOURCES WILL PROBABLY MOVE THAT UP RIGHT AFTER THE FACILITY'S STRATEGIC PLAN DISCUSSION AND THEN IF WE HAVE TIME, WE'D LOVE TO DISCUSS SAFE ROUTES TO SCHOOLS AND DISCUSSION OF THE ALTA PARK, I THINK TRUSTEE ZUNG LIVED OVER IN ALTA, WANTED TO CHAT WITH THE COMMISSIONER A LITTLE BIT ABOUT, JUST SO, YOU KNOW, BEFORE WE START, FOR THOSE HERE IN THE ROOM, ALL THE BOARDS ARE UP SO YOU CAN WALK AROUND, LOOK AT EACH BOARD THAT SHOWS YOU EACH FACILITY PLAN.
THE OTHER THING TO REMEMBER IS AN TRUSTEE CARLIN IS VERY GOOD ABOUT REMINDING US OF THIS, THIS FACILITY'S PLAN, YOU'RE ABOUT TO SEE, IS A 20 YEAR PLAN, SO NOTHING IN THERE IS WRITTEN IN STONE.
SOME OF THE THINGS IN THERE ARE THINGS THAT WE MAY OR MAY NOT DO SOMETIME IN THE FUTURE, AND IT MAY BE SOMETHING A FUTURE SCHOOL BOARD WOULD WANT TO BUILD.
SO YOU'LL SEE SOME THINGS AND THAT YOU MIGHT GO, BOY, I DON'T KNOW IF THEY NEED THAT, BUT A FUTURE SCHOOL BOARD MIGHT THINK SO.
SO IT'S ESSENTIALLY JUST THE LIST OF THINGS THAT WE HAVE BEEN WORKING ON OVER THE PAST YEAR TO CREATE THE FACILITIES PLAN AND SO I'LL TURN IT OVER TO THE SUPERINTENDENT.
SHE HAS A POWERPOINT, SHE'S GOING TO GO THROUGH AND THEN WE'LL COME BACK AND TALK ABOUT REVENUE ISSUES AND HAVE A MORE GENERAL DISCUSSION.
THANK YOU, CHAIR GINGERY AND MEMBERS OF THE COMMISSION AND THE TOWN COUNCIL.
WITH ME TODAY, WE HAVE A COUPLE OF STAFF MEMBERS AND MIKE HANSEN IS OUR ACTIVITIES DIRECTOR AND HE HAS BEEN INTEGRAL AND HELPING US PUT TOGETHER THESE LONG RANGE PLANS.
SO HE'S A MEMBER OF THAT TEAM AND CHARLOTTE REYNOLDS, WHO OVERSEES OPERATIONS IN THE SCHOOL DISTRICT AS WELL AS COMMUNICATIONS.
ANDRE, IF YOU WOULD MIND SCROLLING DOWN TO SLIDE FOUR OUR DISTRICT COMMUNITY IN 2021 AND I THINK THERE'S SOME IMPORTANT DATA HERE THAT OFTENTIMES EVEN OUR STAFF DON'T REALIZE THE DISTRICT HAS GROWN SO RAPIDLY THROUGH THE YEARS AND WHAT'S INTERESTING ABOUT OUR DISTRICT IS WE'VE HAD SEVERAL MOST COST EFFECTIVE REMEDY STUDIES WHERE WHICH IS THE STATE PROCESS, AND THEY ANALYZE OUR DATA AND IN MOST DISTRICTS, YOU CAN PREDICT THAT YOUR ENROLLMENT IS GOING TO GO DOWN, BUT IN OUR DISTRICT, WE ARE UNUSUAL IN THAT WE HAVE WHAT'S REFERRED TO IN THE STATE AS ONE HUNDRED PERCENT OR HIGHER COHORT SURVIVAL RATE AND WHAT THAT MEANS IS, FOR EXAMPLE, I HAVE SOME DATA HERE KINDERGARTNERS IN THE CLASS OF 2009.
SO OUR CURRENT SENIORS, THEY STARTED KINDERGARTEN IN 2009 AND THEY HAD TWO HUNDRED AND SEVEN STUDENTS, AND NOW OUR CLASS OF 2020, TWO SENIORS, WE HAVE TWO HUNDRED AND EIGHT STUDENTS. SO THROUGH THE YEARS FROM KINDERGARTEN TO YOUR SENIOR YEAR, MOST DISTRICTS DROP DOWN AND THEIR COHORT SURVIVAL RATE IS MORE LIKE 80 PERCENT IS MORE NORMAL.
SO WE'RE AT A LITTLE OVER ONE HUNDRED PERCENT FOR THIS GRADE LEVEL.
IT USED TO BE AN ANOMALY THAT A GRADE LEVEL WOULD HAVE OVER TWO HUNDRED STUDENTS, AND NOW WE DON'T HAVE ANY GRADE LEVELS THAT ARE LESS THAN TWO HUNDRED STUDENTS.
SO THIS IS THE WAY OF OUR FUTURE.
THE OTHER INTERESTING DATA, I THINK, IS IN 2009, THE SENIOR CLASS AT THAT POINT WAS ONE
[00:05:05]
HUNDRED AND SEVENTY TWO STUDENTS, AND THAT WAS CONSIDERED A LARGE CLASS.NOW WE HAVE TWO HUNDRED AND EIGHT AND IT'S ONE OF OUR SMALLER GRADE LEVELS.
SO OUR DISTRICT HAS GROWN AND IT HAS STAYED CONSISTENT.
WE HAVE A FIFTY SEVEN MILLION DOLLAR BUDGET AND JUST UNDER 2800 STUDENTS, AND WE ARE ONE OF THE LARGEST YEAR ROUND FULL TIME EMPLOYERS IN THE VALLEY WITH SIX HUNDRED AND TWENTY FIVE EMPLOYEES AND WE'RE ALSO KNOWN AS A RECAPTURE DISTRICT, AND WHAT THAT MEANS IS 23 MILLION OF OUR LOCAL FUNDS ARE SENT BACK TO THE STATE, AND THAT'S TO EQUALIZE ALL 48 DISTRICTS IN WYOMING AND OVER THE YEARS WE HAVE BEEN A ENTITLEMENT DISTRICT AND ACTUALLY JUST SEVEN YEARS AGO, WE WERE ENTITLED DISTRICT.
SO THAT ALSO TELLS YOU HOW MUCH THINGS HAVE CHANGED JUST IN SEVEN YEARS IN TETON COUNTY, BUT ALSO IN WYOMING.
THE NEXT SLIDE ARE SOME OF OUR OPERATIONAL PRIORITIES FOR THE SCHOOL YEAR AND REALLY, I NEVER THOUGHT OF THE SCHOOL DISTRICT IS ANYTHING MORE THAN AN OUTSTANDING EDUCATIONAL PLACE TO HAVE KIDS AND TO TEACH AND FOR KIDS TO LEARN AND GRADUATE.
HOWEVER, THINGS HAVE REALLY CHANGED FOR US AND HOUSING FOR STAFF AND RECRUITING AND RETAINING STAFF ARE SOME OF THE BIGGEST ISSUES THAT WE FACE TODAY.
IN FACT, TODAY I WAS AT MIDDLE SCHOOL, THEY HAVE SIX RESIGNATIONS ALREADY, FOR OF THE ' 22-23 SCHOOL YEAR, WHICH IS EXTREMELY UNUSUAL, AND FOUR OF THEM ARE MATH TEACHERS.
SO FOUR OUT OF OUR SEVEN MATH TEACHERS HAVE ALREADY RESIGNED, AND THE NUMBER ONE REASON THAT THEY ARE RESIGNING IS BECAUSE THEY CANNOT FIND STABLE AND AFFORDABLE HOUSING AND I T'S TOO MUCH PRESSURE.
SO THEY HAVE ALREADY MADE THE DECISION THAT THEY ARE GOING TO HAVE TO LEAVE.
SO WHILE HOUSING IS NOT A PART OF OUR MISSION STATEMENT, IT'S REALLY NOT A PART OF WHAT WE AS A SCHOOL DISTRICT IS FOCUSED ON.
IT IS ONE OF THE NUMBER ONE THINGS THAT WE'RE REALLY FOCUSED ON.
THEN THE NEXT THING IS, CHAIR GINGERY MENTIONED WE DEVELOPED A LONG RANGE FACILITIES STRATEGIC PLAN AND WITHOUT THESE LONG RANGE PLANS TAKING OUR DISTRICT 20 YEARS AND BEYOND, THEN WE RUN THE RISK OF BEING HAPHAZARD IN APPROACH OR WASTING VALUABLE TIME AND WASTING [INAUDIBLE] AND WASTING VALUABLE FINANCES THAT WE REALLY DON'T HAVE.
SO WE HAVE REALLY LOOKED WELL INTO THE FUTURE BECAUSE IT'S THE MOST EFFICIENT AND EFFECTIVE WAY TO RUN A LARGE, COMPLEX ORGANIZATION SUCH THAT WE HAVE IN THE SCHOOL DISTRICT HERE IN TETON COUNTY.
SO THE LAST THING WE WANT TO POINT OUT IS THE RENOVATION GOING ON AT JACKSON HOLE MIDDLE SCHOOL, AND THIS AGAIN WAS A VERY EFFICIENT WAY TO ENABLE THE SCHOOL DISTRICT TO HOUSE ADDITIONAL STUDENTS IN THE MIDDLE SCHOOL THAT WE KNEW WERE COMING IN A VERY COST EFFECTIVE MANNER.
SO WE'LL SHOW SOME SLIDES OF THAT PROCESS.
THE NEXT SLIDE WILL ENTER INTO OUR HOUSING STRATEGIC PLAN AND OUR SCHOOL DISTRICT AGAIN OVER THE SUMMER AND LATE SPRING, WE STARTED WITH A HOUSING STRATEGIC PLAN, RECOGNIZING AGAIN THAT THIS IS A COMPLEX ISSUE THAT REALLY IS NOT IN ANY OF OUR BAILIWICKS.
WE CONTRACTED WITH CHRISTINE WALKER FROM NAVIGATE LLC, AND SHE HELPED US DEVELOP, AND WE'RE STILL IN THE FINAL STAGES OF OUR HOUSING STRATEGIC PLAN AND SO WE HAVE FOUR PROPERTIES THAT WE COULD POTENTIALLY DEVELOP, AND WE'LL GO THROUGH THOSE HERE IN JUST A FEW MINUTES. WE ALSO CONDUCTED A SURVEY OF ALL OF OUR STAFF TO DETERMINE WHO IS INTERESTED AND WHO NEEDS HOUSING.
WHAT KIND OF HOUSING, HOW MUCH CAN THEY AFFORD.
LOCATION, WHAT ARE THE THINGS THAT THEY'RE LOOKING FOR IN HOUSING, ET CETERA? AND THEN I DO WANT TO POINT OUT THAT THE DISTRICT HAS LONG TIME BEEN CONCERNED ABOUT HOUSING FOR STAFF, BUT IT'S NOW AT A POINT WHERE, YOU KNOW, LIKE I MENTIONED EARLIER, THE
[00:10:05]
NUMBER OF STAFF AND THE VOID OF STABLE AND AFFORDABLE HOUSING IS SUCH A POINT WHERE, WELL, WE HAVE STUDENTS GROWING AND OUR SCHOOL DISTRICT GROWING.WE DON'T HAVE THE ADEQUATE FACILITIES FOR THE PROGRAMS THAT THEY NEED.
ON THE OTHER HAND, I'VE GOT STAFF I CAN'T AFFORD TO BRING THEM HERE TO HIRE OR THEY CAN'T AFFORD TO STAY HERE ONCE THEY ARE HERE BECAUSE OF HOUSING.
SO WE'RE REALLY AT A POINT, WE HAVE GOT TO DO SOMETHING AND WE'VE GOT TO DO IT QUICKLY.
SO WE HAVE RIGHT NOW IN CURRENT DISTRICT HOUSING, WE HAVE 11 SINGLE FAMILY DEED RESTRICTED HOMES IN WILSON CALLED [INAUDIBLE] AND THOSE WERE BUILT AND FINALIZED IN 2015. WE HAVE THREE HOMES THAT ARE CURRENTLY LEASED AND THEN WE HAVE FOUR TWO BEDROOM UNITS SOUTH END OF THE DAVIE JACKSON ELEMENTARY SCHOOL PROPERTY.
THOSE USED TO BE THE TRAILERS THAT STUDENTS WERE EDUCATED IN, AND WE REPURPOSED THOSE AND MOVED THEM TO THE SOUTH END NEAR OUR EARLY CHILDHOOD AND EDUCATION PROGRAM AND SO WE HAVE FOUR TWO BEDROOM UNITS THERE.
SO WE'VE DONE WHAT WE CAN ON A VERY CREATIVE SOLUTIONS.
EACH ONE OF THESE EXAMPLES ARE PRETTY CREATIVE SOLUTIONS.
THE NEXT SLIDE OPENS UP THE FACILITY STRATEGIC PLAN THAT CHRISTINE WALKER HAS PUT FORWARD AND BASED ON HER SURVEY AND THE INFORMATION SHE'S GLEANED.
WE NEED BETWEEN ONE HUNDRED AND SEVENTY AND TWO HUNDRED AND FIFTY UNITS IN ORDER TO ADEQUATELY HOUSE THE STAFF THAT WE HAVE.
[INAUDIBLE] THE RANGES AS NEEDED FROM SMALL RENTAL UNITS TO RECRUIT NEW EMPLOYEES TO THE VALLEY THROUGH ENTRY-LEVEL OWNERSHIP, TO RETAIN THE YOUNG FAMILIES AND THOSE THAT ARE TRULY TRYING TO BUILD A LIFE HERE.
FEATURES MAY VARY BETWEEN LOCATION, PRICE, BED ROOMS, GARAGE AND YARD.
ONE OF THE THINGS THAT WE FOUND WHILE SOME PEOPLE DESIRE TO BE IN A VERY SPECIFIC AREA AND ONE OF THE NEXT SLIDES WILL SHOW THIS, THE MOST IMPORTANT FEATURE IS AFFORDABILITY BECAUSE THEY CAN COMPROMISE ON ANYTHING ELSE, BUT THEY MAY NOT BE ABLE TO COMPROMISE ON ACTUALLY GETTING A LOAN OR PAYING THE LEASE AND THEN THE PRICE POINTS ARE LISTED THERE, AND WE'LL GO INTO DETAILS ON THE NEXT SLIDE.
THE OTHER INTERESTING FACTOR IN WORKING WITH CHRISTINE WALKER IS THEY'RE RIGHT NOW, AND I'M PART OF THE STUDY, WE'RE ON A REGIONAL HOUSING.
A STUDY AND THERE ARE NO RENTS IN LINCOLN COUNTY, IN TETON COUNTY OR IN TETON VALLEY, LESS THAN THIRTEEN HUNDRED DOLLARS, SO FIFTY THREE PERCENT OF OUR STAFF CANNOT FIND HOUSING OR AFFORD HOUSING, THAT IS MORE THAN TWELVE HUNDRED AND FIFTY DOLLARS A MONTH AND THEY'RE NOT FINDING IT IN THE RELIEF COMMUNITIES WHERE THEY USED TO BE ABLE TO FIND HOUSING.
THE NEXT SLIDE--BEFORE YOU GO ON TO THAT, BECAUSE WE WERE CONFUSED WHEN THIS WAS BEFORE OUR BOARD JUST SO EVERYONE KNOWS THIS IS THE PERSON WASN'T VOTING THIS WAY.
THEY WEREN'T SAYING I COULD AFFORD WHAT CHRISTINE WAS DOING WAS TAKING WHAT THEIR INCOME WAS, AND SHE DETERMINED WHAT THEY COULD AFFORD TO PAY.
THIS IS NOT THEM TELLING YOU WHAT THEY CAN PAY.
WE WERE CONFUSED WHEN WE SAW THIS CHART, JUST PEOPLE VOTING SAYING, OH, I COULD PAY THIS? MAY I ASK A QUESTION? CAN YOU REMIND US HOW YOU SET YOUR WAGES TO THE EXTENT TO WHICH THAT'S SORT OF DICTATED THROUGH THE STATE? YES, THANK YOU FOR THAT QUESTION.
SO THE STATE HAS AN AVERAGE TEACHER SALARY AND THEN FOR TETON COUNTY, WE RECEIVE A REGIONAL COST ADJUSTMENT THAT BECAUSE IT'S SO MUCH MORE EXPENSIVE TO LIVE HERE, WE GET A CERTAIN PERCENTAGE ON TOP OF THAT BASE SALARY SO THAT OUR STAFF CAN REASONABLY FIND A PLACE TO LIVE. HOWEVER, WHILE IT SEEMS REASONABLE AND IT'S STILL NOT ADEQUATE BASED ON THE HOUSING INVENTORY THAT'S AVAILABLE IN TETON COUNTY, BECAUSE WHAT ENDS UP HAPPENING IS IF THEY CAN FIND SOMETHING, IT'S MORE THAN 40 TO 50 PERCENT OF THEIR MONTHLY INCOME THAT
[00:15:03]
GOES TO HOUSING.SO THIS STUDY IS BASED ON 30 PERCENT OF THE HOUSING INCOME PLUS FOR RENT PLUS UTILITIES.
SURE, SO THE NEXT SLIDE, DEVELOPMENT POTENTIAL, SO WE'VE IDENTIFIED FOUR SCHOOL DISTRICT PROPERTIES THAT MAY BE APPROPRIATE FOR DEVELOPMENT FOR STAFF HOUSING.
JACKSON HOLE MIDDLE SCHOOL AND YOU CAN SEE ON THIS CHART THAT THERE ARE ESSENTIALLY 1.5 ACRES AVAILABLE FOR HOUSING AND WE COULD POTENTIALLY HAVE 48 UNITS THERE, AND WE'LL GO INTO MORE IN DEPTH ON THESE.
MUNGER MOUNTAIN POTENTIALLY COULD HAVE 48 UNITS AND THOSE WOULD BE SINGLE FAMILY HOMES THERE. JACKSON ELEMENTARY SCHOOL POTENTIALLY COULD HAVE 212 UNITS AVAILABLE AND THEN TETON VILLAGE ONE HUNDRED AND FORTY.
SO AND AGAIN, THIS WOULD BE A LONG RANGE PLAN.
SO BREAKING DOWN EACH OF THE SITES, JACKSON HOLE MIDDLE SCHOOL, WHAT WE DID HERE IS THERE'S A SLIDE WITH THE SCHOOLS, AN AERIAL VIEW OF THE SCHOOL AND THEN THERE'S A LITTLE SORT OF A KIND OF SHAPE.
IS THAT GEOMETRIC SHAPE THERE? ONE POINT FIVE ACRES, THAT'S RIGHT THERE.
IT'S SLATED WHERE IT COULD BE DISTRICT HOUSING AND THEN THERE'S A MODEL AND THE MODEL THERE REPRESENTS WHAT COULD BE FORTY EIGHT UNITS.
YOU CAN DIVIDE IT INTO PHASES WHERE YOU HAVE 24 UNITS AND THEN TWENTY FOUR UNITS AND THEN ADDITIONAL UNITS AND THESE WOULD BE ONE AND TWO BEDROOM UNITS WITH TUCK-UNDER PARKING AND STORAGE. MAY I ASK? SURE. WHO OWNS THAT LAND? [INAUDIBLE] YES, AND GILLIAN ALSO REMIND THEM THESE ARE JUST ALL CHRISTINE WAS DOING, THIS ISN'T WHAT IT WOULD LOOK LIKE.
SHE'S JUST TRYING TO SHOW YOU IF YOU MAXED IT OUT, HOW MUCH COULD YOU FIT THERE? SO THEY'RE JUST BLOCKS ESSENTIALLY SITTING THERE, BUT IT'S NOT REALLY ARCHITECTURALLY WHAT IT WOULD BE THE FINAL LOOK, BUT WHAT COULD FIT THERE UP AGAINST, IT'S UP AGAINST SOUTH PARK LOOP ROAD IS WHERE THAT IS PRESENTLY.
IF YOU GO THERE, THERE'S A RENTAL THAT WE CURRENTLY HAVE THAT ONE OF OUR JANITORS LIVES IN. YOU MAY NOT HAVE EVEN NOTICED IT, IT JUST SITS RIGHT ON THE SIDE OF THE ROAD THERE.
THE NEXT ONE IS AN AERIAL VIEW OF MUNGER MOUNTAIN AND AGAIN, WHAT THE PICTURE THAT WE HAVE HERE IS ONE ITERATION YOU CAN SEE IT'S DIRECTLY BEHIND MUNGER MOUNTAIN.
AND WHAT'S PROPOSED HERE WOULD BE AN OWNERSHIP FOR 48 UNITS, 32 WOULD BE SINGLE FAMILY UNITS AND 16 WOULD BE CONDOS.
MOST LIKELY, THE THREE BEDROOM DETACHED HOMES AND THEN CONDO BUILDINGS, THEY WOULD HAVE A PARKING LOT AS WELL AS GREEN SPACE.
THE NEXT ITERATION IS JACKSON ELEMENTARY SCHOOL AND THIS WOULD BE A COMBINATION OF RENT AND OWNERSHIP.
THIS ONE COULD BE EXTREMELY DENSELY POPULATED WITH 212 TOTAL UNITS, ONE HUNDRED AND NINETY TWO APARTMENTS AND 20 TOWNHOMES.
SO IT'D BE A MIX OF ONE, TWO AND THREE-BEDROOM UNITS AND STACKED FLATS AND THEN TWENTY FOUR-BEDROOM TOWNHOMES AND THEN THEY WOULD CONSIDER FIVE HUNDRED AND THIRTY PODIUM PARKING SPACES WITH STORAGE.
SO THAT WOULD BE JACKSON ELEMENTARY SCHOOL AND THEN THE LAST SLIDE IS TETON VILLAGE AND AS YOU RECALL, WE HAVE AN ELECTION IN TETON VILLAGE AND IT'S APPROXIMATELY THREE ACRES AND WHAT POTENTIALLY COULD GO HERE WOULD AGAIN BE A MIX OF RENT AND OWNERSHIP FOR ONE HUNDRED AND FORTY TOTAL UNITS, WHICH COULD BE A MIX OF APARTMENTS AND TOWNHOMES AND THAT WOULD BE A MIX OF ONE AND TWO BEDROOM APARTMENTS AND THEN WITH PARKING UNDERNEATH AND THEN THIRTY SIX THREE-BEDROOM TOWNHOMES WITH GARAGES ON THE FIRST LEVEL.
SO THOSE ARE SOME OF THE BULK AND SCALE MODELS FOR THE BOARD PROPERTIES THAT WE HAVE IDENTIFIED AND RECOGNIZING THE FACT THAT WE HAVE A FAIRLY SIGNIFICANT NEED AND A DEFINITE
[00:20:07]
SENSE OF URGENCY.I AM NOT AN ALARMIST AND I'M NOT A DRAMATIC INDIVIDUAL.
I SHOULD TAKE SOME CLASSES, BUT I AM VERY CONCERNED ABOUT OUR ABILITY TO RECRUIT, RETAIN EMPLOYEES. IT'S A GREAT COMMUNITY TO LIVE IN.
WE HAVE OUTSTANDING BENEFITS AND BUT I CAN'T EVEN BEGIN TO TELL YOU HOW WORRIED I AM THAT I'M NOT GOING TO BE ABLE TO CONTINUE TO RECRUIT PEOPLE THAT HAVE THE HIGH QUALITY THAT WE EXPECT AND THEN THE INVESTMENT THAT WE PUT INTO PROFESSIONAL DEVELOPMENT FOR STAFF AND THEN WHEN THEY LEAVE, WE HAVE ONE OF THE LEAST TENURED SCHOOL DISTRICTS IN WYOMING BECAUSE PEOPLE GET HERE, THEY GET EXCITED, BUT THEY'RE JUST SO FRUSTRATED THAT THERE IS NO POTENTIAL AND THE CONSTANT STRESS THAT COMES FROM THE VOID OF STABLE AND AFFORDABLE HOUSING.
SO THE NEXT SLIDE TAKES YOU FROM HOUSING INTO THE FACILITIES THAT WE HAVE IN OUR SCHOOL DISTRICT THAT ARE EQUALLY CONCERNING AND THERE ARE THREE THINGS THAT WE LOOK AT.
WE LOOK AT STUDENT CAPACITY, WE LOOK AT THE EDUCATIONAL SUITABILITY OF THE STRUCTURE AND THEN WE LOOK AT THE FACILITY CONDITIONS.
SO THOSE ARE THE THINGS THAT THE STATE CURRENTLY ALSO REVIEWS, AND WE'LL TALK A LITTLE BIT MORE IN DETAIL SOME OF THE CHALLENGES THAT WE'RE FACING.
THE NEXT SLIDE IS A VERY BROAD OVERVIEW, AND WE HAVE A LARGER BOARD HERE THAT TALKS ABOUT THIS MASTER PLAN CAME OUT OF OUR MOST COST EFFECTIVE REMEDY STUDIES, WHICH THE STATE IT'S PART OF THE STATE'S PROCESS TO EVEN BE CONSIDERED FOR ANY EDUCATIONAL FUNDING OR FACILITY FUNDING, WHICH THEY NO LONGER HAVE ANY AVAILABLE.
HOWEVER, WE DID THIS PROCESS IN 2015 FOR ELEMENTARY SCHOOLS AND THEN AGAIN IN 2018 FOR SECONDARY SCHOOLS, SO THIS MASTER PLAN WAS A PART OF THAT MOST COST EFFECTIVE REMEDY STUDY AND THE GOAL OF THE STUDY IS TO EVALUATE YOUR YOUR POPULATION, EVALUATE THE FACILITIES THAT YOU HAVE FOR EDUCATIONAL SUITABILITY AND TO EVALUATE THE CONDITION.
SO OUT OF THE FIRST MOST FAST EFFECTIVE REMEDIES STUDY THAT WE DID IN 2015 IS WHERE WE GOT [INAUDIBLE] ELEMENTARY SCHOOL, AND OUR ELEMENTARY SCHOOLS ARE REALLY IN REALLY GREAT SHAPE BECAUSE OF THAT BUILDING, AND IT ALLEVIATED THE OVERCROWDING THAT WE HAVE.
THIS STUDY, THE 2018 LOOKED AT MORE THAN JUST THE SECONDARY SCHOOLS, BECAUSE, AGAIN, THEY LOOK AT CONDITION AND SUITABILITY FOR THEIR FUNCTION, AND SO THIS INCORPORATES A FEW OTHER THINGS. SO THIS WASN'T US SPIT-BALLING, THIS WAS A PROFESSIONAL.
STUDY THAT WAS DONE ON BEHALF OF THE DISTRICT, IT INCLUDED COMMUNITY INVOLVEMENT.
WE HAD NUMEROUS OPEN CASES WHERE PEOPLE CAME IN FROM THE SCHOOL DISTRICT, FROM COMMUNITY MEMBERS, PARENTS, STUDENTS AND STAFF THAT CONTRIBUTED TO EVALUATING THE DATA.
SO THIS IT TAKES ABOUT NINE MONTHS FOR THIS COST EFFECTIVE REMEDY STUDY TO BE COMPLETED.
SO WHAT THEY CAME UP WITH ARE SEVERAL SECTIONS, AND WE WILL GO THROUGH EACH ONE OF THEM HERE. THE FIRST ONE IS WILSON SCHOOL SECURITY VESTIBULE, AND THERE'S A LARGER DEMONSTRATION OR BOARD IN THE BACK.
HOWEVER, THIS SLIDE SHOWS THE FUNDING SOURCE WHAT WE'RE CONCERNED ABOUT IS BEING ABLE TO HAVE VISITORS STAY IN THE VESTIBULE THAT SECURE AND WAIT TO BE GREETED.
THE ISSUE WITH WILSON IS THE LOCATION OF THE OFFICE DOESN'T ENABLE A PASSTHROUGH LIKE WE HAVE AT SOME OF OUR OTHER BUILDINGS, SO WE NEED TO ADD THIS.
IN THIS CASE, IT'S ESTIMATED AT FIVE HUNDRED SIXTY EIGHT THOUSAND HERE THAT WE LISTED POTENTIAL FUNDING SOURCES.
THE WYOMING SCHOOL FACILITIES AND WE ALSO HAVE AN OPPORTUNITY TO USE MAJOR MAINTENANCE,
[00:25:01]
SAFETY AND SECURITY ALLOCATION.SO THIS IS SOMETHING THAT WE NEED TO DO.
IT'S ON OUR LIST AND PART OF OUR LONG RANGE STRATEGIC PLAN.
SIMILARLY, JACKSONVILLE HIGH SCHOOL HAS A SIMILAR SITUATION WHERE THE OFFICE IS, GOSH, I DON'T KNOW, SEVENTY FIVE YARDS INTO THE BUILDING AND THAT'S CONCERNING IN TERMS OF VISITOR MANAGEMENT.
THIS ONE WE WERE LOOKING AT BASICALLY TAKING OUT A SMALL WALL OR OFFICE SPACE SO VISITORS WOULD WALK ALONG THE OUTSIDE BEFORE THEY ACCESS THE BUILDING.
AGAIN, MAJOR MAINTENANCE COULD BE USED FOR THIS.
OUR SCHOOL DISTRICT LIKES TO BE NUMBER ONE.
I LIKE IT WHEN WE'RE RANKED NUMBER ONE AND HOWEVER, I DON'T LIKE THIS RANKING.
I DON'T LIKE THIS RANKING BECAUSE THIS IS THE NUMBER ONE WORST RANKED CONDITIONED FACILITY IN THE STATE AND [INAUDIBLE] FOR THOSE OF YOU THAT ARE ON SITE AND DROVE RIGHT PAST IT WHERE, OBVIOUSLY, THE YELLOW SCHOOL BUSSES ARE INSIDE.
CURRENTLY, THERE ARE, AND YOU CAN SEE IT ON THE SLIDE TOWARD THE BOTTOM OF THE SLIDE.
THERE WAS AN N WITH THE WHITE TOP THAT IS ACTUALLY WHERE OUR BUSSES ARE MAINTAINED. THAT'S THE SHOP AREA.
THERE ARE TWO BAYS AND IT IS IN THE MAIN OFFICE AREA WHERE OUR TRANSPORTATION DIRECTOR AND THE STAFF WORK ISN'T IN A TRAILER RIGHT NEXT TO IT AND THAT'S SORT OF THE UNDERNEATH THE WORD TRANSPORTATION SHOP.
SO THE BUS FACILITY IS SO SMALL THAT THE TRANSPORTATION MECHANIC CANNOT SAFELY AND EFFICIENTLY WORK ON A BUS WITH THE GARAGE DOORS DOWN BECAUSE IT'S JUST SO TIGHT IN THERE. THERE ARE TWO BAYS AND WE HAVE MORE THAN 50 BUSSES.
AGAIN, THIS IS A FUNCTION OF OUR SCHOOL DISTRICT GROWING AT A RAPID PACE AND WHAT'S CONCERNING ABOUT THIS IS THE WEAR AND TEAR ON THE BUSSES THAT ARE PARKED OUTSIDE IN THE OTHER EQUIPMENT THAT'RE PARKED OUTSIDE, BUT ALSO, WE ARE DRIVING MORE THAN THREE THOUSAND MILES ON A DAILY BASIS WITH OUR SCHOOL BUSSES.
SO THE INABILITY TO THEY'RE OVER AT COLTER, THE LIBRARY, THE INABILITY TO MAINTAIN BUSSES AND KEEP THEM SAFELY OPERATING, AS WELL AS THE WEAR AND TEAR ON THE BUSSES BECAUSE THEY ARE THE EQUIPMENT.
THESE ARE PRETTY EXPENSIVE AND SO IT'S ADDING A LOT OF MAINTENANCE TO US.
BUT THE OTHER FEATURE THAT I THINK ABOUT PRETTY OFTEN IS WE'RE DRIVING 3000 MILES.
WE HAVE A VERY HIGH BUS RIDERSHIP AMONG OUR STUDENTS AND THAT KEEPS THAT MANY STUDENTS OR CARS OFF THE ROAD.
SO WE'RE PARTICIPATING IN A LOT OF GOOD THINGS HERE AND OUR SCHOOL DISTRICT, BUT THE ABILITY TO MAINTAIN THEM BECAUSE THE BUS FACILITY IS JUST NOT ADEQUATE FOR WHAT WE NEED.
SO WHAT WE WOULD PROPOSE HERE IS YOU CAN SEE DIRECTLY ACROSS FROM THE SCHOOL DISTRICT BUS PARKING. DEVELOP A TRANSPORTATION AND MAINTENANCE SHOP ON THE COW PASTURE OR THE BALL FIELD SOFTBALL FIELD DIRECTLY ACROSS WHERE THE BUSSES CAN COME THROUGH.
WE WOULD HAVE NOT ONLY THE SCHOOL BUSSES MAINTAINED HERE, BUT WE WOULD ALSO MOVE THE SHOP, WHICH IS OUTSIDE OF THE MIDDLE SCHOOL AND I'LL SHOW YOU A PICTURE OF THAT HERE IN A MOMENT, MOVE THAT OVER THERE SO WE CAN COMBINE THE STAFF AT THE FACILITY'S LOCATION OR THE MAINTENANCE FACILITY, AS WELL AS THE TRANSPORTATION DEPARTMENT.
SO WE GAIN SOME EFFICIENCIES WITH STAFF.
WE GAIN SOME EFFICIENCIES WITH MAINTENANCE AND HAVE MORE OF A TRANSPORTATION SHOP RIGHT HERE. THEN WHAT WE WOULD BE ABLE TO DO IS TEAR DOWN THE TRAILER WHERE THE OFFICES AND THE EXISTING SHED AND THEN WE COULD HAVE OR WE COULD LEAVE THE EXISTING MECHANIC SHED WHERE WE COULD HAVE SOME INDOOR STORAGE OF EQUIPMENT THAT MUST BE STORED INDOORS.
[00:30:04]
OR WE CAN TEAR IT DOWN TO MAKE ROOM FOR MORE BUS PARKING AND FOR THE REST OF OUR MAINTENANCE VEHICLES THAT ARE CURRENTLY OVER AT THE MIDDLE SCHOOL.THE NEXT SLIDE IS A RENDERING OF WHAT THE FACILITY WOULD LOOK LIKE.
IT WOULD MATCH THE DISTRICT OFFICE AND ANDRE, IF YOU WOULD SKIP DOWN TO JACKSON HOLE CTE VOCATIONAL, KEEP GOING ONE MORE, ONE MORE.
OK, RIGHT HERE. SO THIS IS THE EXISTING MAINTENANCE FACILITY, AND IT PROBABLY LOOKS FAMILIAR, IT'S OUTSIDE OF JACKSON HOLE MIDDLE SCHOOL AND MOST OF OUR OTHER VEHICLES THAT ARE NOT SCHOOL BUSSES ARE STORED THERE AND IT'S ALSO WHERE OUR MAINTENANCE STAFF WORK OUT OF AND WE USE IT A BIT AS A STORAGE WAREHOUSE AND DELIVERIES SOMETIMES COME HERE AND SOMETIMES THEY GO TO THE SCHOOL DISTRICT OR TO WHATEVER BUILDING THE DELIVERY IS GOING TO. SO WHAT WE WOULD PROPOSE IS IF THE FACILITIES STOP AND THE TRANSPORTATION WERE COMBINED INTO ONE FACILITY THAT WOULD OPEN UP THIS SPACE.
IT IS CONCERNING TO ME THAT WE HAVE SO MANY HEAVY TRUCKS COMING ON AND OFF OF SCHOOL CAMPUS WHERE KIDS ARE RIDING E-BIKES AND REGULAR BIKES IN THE SPRING AND SUMMER.
IT LOOKS MORE LIKE ALL THE KIDS' BIKES ARE JUST PARKED ON THE GREEN GRASS, AND IT'S AN INTERESTING INTERSECTION ANYWAY.
SO I'M ALWAYS VERY CONCERNED ABOUT STUDENT SAFETY AND OUR STAFF COMING IN WITH SOME OF THESE BIG TRUCKS AND MAYBE NOT SEEING A STUDENT CROSSING OR RIDING THEIR BIKES THROUGH THERE. SO WHAT WE'D LIKE TO DO AND AGAIN, LONG RANGE PLAN CONVERT THIS INTO A CAREER OF TECH ED CENTER AT JACKSON BOLT MIDDLE SCHOOL AND UNDERNEATH THE EAVES, WHERE WE CURRENTLY HAVE STORAGE THAT LOOKS A LITTLE BIT LIKE THE PLANT THAT'S ROLLED INTO BEVERLY HILLS.
WE WOULD CONVERT THAT INTO COVERED PARKING FOR STUDENTS AND ALSO BE ABLE TO HAVE AN OUTDOOR DINING AREA WHERE STUDENTS CAN ENJOY THEIR RECESS TIME OR THEIR LUNCH TIME OUTSIDE. SO THAT'S WHAT WE WOULD DO WITH THAT FACILITY AND THEN ON THE SCHEMATIC THERE, THOSE ARE THE CLASSES THAT WOULD BE ABLE TO MOVE OUTSIDE AND SO THE CLASSES ON THE INTERIOR OF JACKSONVILLE MIDDLE SCHOOL, THOSE CLASSES THAT NORMALLY TAKE UP QUITE A BIT OF SPACE, WE COULD RETROFIT THOSE FOR AN ACADEMIC SPACE AND THEN THE JACKSONVILLE MIDDLE SCHOOL CAMPUS WOULD BE IN GREAT SHAPE FOR YEARS TO COME.
GIVEN THE OTHER AREAS THAT WE HAVE BEEN WORKING ON SINCE LAST SUMMER AND WE'LL GO OVER THOSE IN A MINUTE. NOW, ANDRE, IF YOU WILL FLIP BACK, I BELIEVE TWO SLIDES, MAYBE THREE TO THE SLIDE UH, ONE MORE, PLEASE.
SO THIS IS THE BRONC ACHIEVEMENT CENTER RENDERING, AND THIS IS ACTUALLY SLATED TO BE BEHIND ON THE SOUTH SIDE OF JACKSONVILLE HIGH SCHOOL IN BETWEEN THESE SOUTH SYNTHETIC SOCCER FIELD AND THE TENNIS COURTS AND THIS IS A PREFAB UNIT WITH CUSTOM BUILD OUTS.
AND I MENTION THAT BECAUSE IT'S A VERY EFFICIENT WAY TO BUILD A CUSTOM BUILT SPACE THAT WE DESPERATELY NEED ON THE INSIDE OF THE HIGH SCHOOL.
AS WE LOOKED AT ENROLLMENT DATA.
THAT I SHARED EARLIER THIS YEAR, WE HAVE JUST ABOUT ONE HUNDRED AND THIRTY SIX ADDITIONAL STUDENTS AT JACKSONVILLE HIGH SCHOOL.
SO EVERY YEAR WE'RE ADDING, WE'RE ADDING, WE'RE ADDING AND THE JACKSONVILLE HIGH SCHOOL WAS DESIGNED IN NINETEEN NINETY SEVEN, SO A LOT OF THINGS HAVE CHANGED SINCE 1997, PROGRAMMATICALLY IN THE CLASSES THAT WE OFFER, AND THE BUILDING REALLY WASN'T DESIGNED FOR SOME OF THE THINGS THAT WE CURRENTLY NEED.
SO IF YOU LOOK AT THE NEXT SLIDE, THIS SLIDE SHOWS THAT THERE IS ATHLETIC
[00:35:01]
FACILITIES INSIDE, BUT THAT IS LIKE ONLY A SMALL COMPONENT OF THE NEED FOR THE SCHOOL FOR THIS FACILITY.THE REASON THAT ATHLETICS TAKE UP QUITE A BIT OF SPACE IS IT TAKES UP A LOT OF SPACE INSIDE THE BUILDING.
SO THE CLASSES THAT WE HAVE SLATED FOR OUT HERE ARE THINGS THAT TAKE UP INTERIOR SPACE IN JACKSONVILLE HIGH SCHOOL.
SO, FOR EXAMPLE, THE CULINARY CLASSROOM, AND THAT'S SORT OF THE DARKEST RED COLOR.
NO, SORRY, IT'S A TEAL LIGHT BLUE COLOR.
OUR CULINARY PROGRAM CURRENTLY IS IN WHAT USED TO BE THE FACULTY DINING ROOM AND IT'S NOT AT ALL INTENDED FOR A CULINARY CLASS AND WE BOUGHT SPACE OR WE BOUGHT TABLES, BUT ESSENTIALLY THEY HAVE HOT HOT PLATES THAT THEY'RE COOKING FROM.
SO OUR STUDENTS DO REALLY WELL AND I'M NOT MINIMIZING THAT, BUT WHEN THEY HAVE THE OPPORTUNITY TO DO A CAMP OUT COMPETITION, THEY REALLY ROCK IT BECAUSE THAT'S WHAT THEY USE EVERY SINGLE DAY.
I JOKE WITH OUR CHEF, MOLLY M, WHO'S THE INSTRUCTOR, THAT I SHOULD JUST START BUYING EASY-BAKE OVENS BECAUSE ESSENTIALLY THAT'S WHAT THEY ARE WORKING WITH.
SO WE HAVE A PROFESSIONAL PROGRAM AND WE'RE DOING OUR BEST AND IT'S ALSO VERY POPULAR, BUT WE HAVE TO LIMIT THE NUMBER OF STUDENTS SIMPLY BECAUSE THERE ISN'T ENOUGH SPACE.
SO THAT'S AN EXAMPLE OF A CLASS THAT TAKES UP SPACE THAT WE COULD CONVERT AGAIN TO EXPAND THE LUNCHROOM BECAUSE IT'S RIGHT OFF THE LUNCHROOM NEXT TO THE KITCHEN, BECAUSE CURRENTLY OUR STUDENTS, IF YOU GO VISIT ONCE WE HAVE VISITORS, BUT IF YOU ARE AT THE HIGH SCHOOL DURING THE LUNCH, YOU WILL SEE KIDS ARE EATING IN THE HALLWAYS, ON THE STEPS ALL THE WAY THROUGH THE REALLY THE ENTIRE SCHOOL BECAUSE THERE IS NOT ENOUGH SPACE IN THE LUNCHROOM IN ORDER TO ACCOMMODATE STUDENTS TO EAT.
SO WE NEED TO EXPAND THAT SPACE.
YET CULINARY NEEDS AN APPROPRIATE SPACE WITH ACTUAL EQUIPMENT INSTEAD OF ELECTRICAL CORDS AND TOP PLATES THAT THEY'RE WORKING WITH.
OUR FABRICATION, LAB ENGINEERING, ROBOTICS, MEDIA, ARTS AND THEN OUR CERTIFIED NURSE ASSISTANT TRAINING CLASS WOULD ALSO BE LOCATED HERE AND ADDITIONALLY, WE WOULD HAVE THE WEIGHT ROOM AND THE CLIMBING ROOM AND HEALTH CLASSROOMS THAT TAKE UP ADDITIONAL SPACE BECAUSE THESE CLASSES ARE ALL PRETTY BIG INSIDE THE HIGH SCHOOL, EVEN THOUGH THEY'RE NOT [INAUDIBLE] DESIGN.
SO WHAT WE WOULD DO IS [INAUDIBLE]THOSE OUTSIDE TO THE BRONC ACHIEVEMENT CENTER? AND THEN ON THE NEXT SLIDE, YOU CAN SEE THE SPACES THAT WE WOULD RETROFIT ON THE INTERIOR OF JACKSONVILLE HIGH SCHOOL TO ACCOMMODATE.
SO WE WOULD HAVE ESSENTIALLY 11 ROOMS CONVERTED TO ACADEMIC SPACE TOTALING A LITTLE MORE THAN 10000 SQUARE FEET THAT WE REALLY NEED INSIDE THE BUILDING.
THE OTHER REASON THE CLASSES WERE SELECTED FOR THE BRONC ACHIEVEMENT CENTER BECAUSE IT'S A PREFAB BUILDING, IT'S DEFINITELY INEXPENSIVE.
WE ESTIMATED LOOKING AT ADDING WINGS TO THE SOUTH SIDE OF JACKSONVILLE HIGH SCHOOL.
IT WAS DESIGNED FOR THAT FEATURE, HOWEVER, BECAUSE IT'S A BRICK BUILDING AND IT'S SUCH A BEAUTIFUL DESIGN AND THE CURVED ROOF, IT'S EXTREMELY EXPENSIVE TO ADD ON TO THOSE WINGS.
SO IT'S ABOUT HALF THE MONEY, AND MORE COST EFFECTIVE TO GO WITH THE BRONC ACHIEVEMENT CENTER. THE OTHER BENEFIT TO THE BRONC ACHIEVEMENT CENTER IS IT DOES PROVIDE RECREATIONAL SPACE THAT IS DESPERATELY NEEDED WITHIN THE COMMUNITY, AND BECAUSE IT'S THAT PREFAB SPACE, IT'S SIGNIFICANTLY LESS EXPENSIVE TO BUILD.
WE ALREADY TALKED ABOUT THE NEXT TWO SLIDES.
GIVE ME ONE. SO THIS IS AN AERIAL VIEW OF THE DISTRICT OFFICE, WHERE THE SKATE PARK IS, THE TRANSPORTATION AND MAINTENANCE FACILITY AND THEN MACINTOSH STADIUM.
CURRENTLY, THE BLEACHERS ARE ON THE NORTH SIDE OF KNOW THE EAST SIDE EAST SIDE
[00:40:03]
OF THE STADIUM.AND AGAIN, THEY WERE BUILT, WE'RE NOT ENTIRELY SURE, BUT A LONG TIME AGO AND THEY WERE BUILT FOR A HIGH SCHOOL POPULATION OF THREE HUNDRED AND FIFTY STUDENTS AND SO NOW WE HAVE 850 STUDENTS AND THE PRESS BOX DIDN'T GET A GREAT SAFETY RATING.
SO WE WERE FORTUNATE THAT OUR FUND FOR PUBLIC EDUCATION HAD A DONATION FOR THE LABOR FROM J.E. JOHNSON. SO BECAUSE THERE'S NOT ENOUGH SPACE THERE ON THE EAST SIDE OF THE STADIUM, AND IF YOU COME TO A GAME, IT'S VERY DIFFICULT TO ENJOY THE GAME BECAUSE THE SUN IS GENERALLY SETTING AND SO YOU REALLY CAN'T SEE THE GAME THAT WELL.
SO WHAT WE HAVE ALREADY DONE IS ORDER THE MATERIALS FOR NEW BLEACHERS AND A PRESS BOX TO BE ON THE WEST SIDE.
J.E. JOHNSON IS PROVIDING THE CONSTRUCTION OF THAT, SO IT WILL LEAD BY THE RULES OF THE STATE BECAUSE WE'RE USING MAJOR MAINTENANCE MONEY, WE HAVE TO ACTUALLY TEAR DOWN THOSE BLEACHERS, WHICH IS FINE BECAUSE THEY'RE THEY NEED TO BE REMOVED BECAUSE THEY'RE UNDERSIZED AND IT'S JUST NOT APPROPRIATE FOR WHAT WE WE NEED.
SO ON THIS SCHEMATIC, IT SAYS BLEACHERS FOR VISITORS.
ACTUALLY, THAT WOULD BE REMOVED.
SO WE WOULD HAVE AN EMPTY SPACE THERE AND BLEACHERS AND HOME WOULD BE ON THE WEST SIDE.
SO WHAT WE WOULD PROPOSE IS ON THE EAST SIDE THAT WOULD BECOME PARKING FOR VISITORS BECAUSE IT'S UNDER PARKED RIGHT NOW WHEN WE DO HAVE EVENTS.
GREGORY LANE IS PRETTY FULL OF CARS AND THERE'S A LOT OF TRAFFIC ISSUES, SO WE WOULD HAVE VISITOR PARKING ON THE EAST SIDE.
SO THE ENTRANCE OF THE ORIENTATION OF JACKSON HOLE OR SORRY, MACINTOSH STADIUM WOULD CHANGE AND SO THE NEXT SLIDE SHOWS YOU WHAT WE WOULD PROPOSE HERE AND THIS WOULD BE AN ENTRANCE PORTAL IN BETWEEN SUMMIT INNOVATION SCHOOL AND JACKSON HOLE MIDDLE SCHOOL, SO PEOPLE WOULD KNOW THIS IS WHERE THEY ENTER RIGHT NOW.
OUR CAMPUS IS A LITTLE CHALLENGING TO FIGURE OUT WHERE YOU NEED TO GO IF YOU'RE A VISITOR ANYWAY, SO IT WOULD SERVE AS A WAY FINDER, IF YOU WILL.
SO THIS ENTRANCE WOULD HAVE BEEN PAVED.
THE SUMMIT INNOVATIONS SIDE PARKING LOT THAT'S CURRENTLY DIRT.
WE WOULD REMOVE THE SHEDS THAT SORT OF POPPED UP THERE THROUGH THE YEARS AND CONTINUE THAT PEDESTRIAN PATHWAY, WHICH IS ALREADY THERE.
SO HOME PEOPLE WOULD ENTER ON THIS SIDE AND PARK AT THE MIDDLE SCHOOL, PARKING AT THE HIGH SCHOOL. SO WE'D HAVE A LITTLE BETTER PARKING RIGHT HERE.
THE NEXT SLIDE IS A RENDERING OF THE BLEACHERS IN THE PRESS BOX, AND THE PRESS BOX WILL HAVE STORAGE AS A PART OF THE PRESS BOX.
THE BLEACHERS WILL HAVE STORAGE UNDERNEATH SO WE CAN ELIMINATE SOME OF THE POP UP SHEDS AND TIDY UP THE AREA.
THE NEXT SLIDE, APPARENTLY, YOU'RE ACTUALLY SITTING IN THE LOCKER ROOM FOR ANY OF OUR FOOTBALL OR SOCCER GAMES.
WE DON'T HAVE SHOWERS HERE AND WE DON'T HAVE ANY LOCKER ROOMS ASSOCIATED WITH OUR STADIUM, WHICH DOESN'T SEEM TO BE A SIGNIFICANT ISSUE IN SOME CASES, BUT IN OTHER TIMES, IT CAN BE A SIGNIFICANT ISSUE.
SO, AGAIN, THIS WOULD BE A LONG RANGE PLAN.
OUR FOCUS REALLY IS MORE ON SAFETY AND SECURITY AND AS WELL AS SUITABILITY AND CAPACITY.
SO THIS WOULD BE ON OUR LIST AS A LONG RANGE PLAN THAT WE COULD INCORPORATE LOCKER ROOMS AND OUR GOLF TEAM WOULD LIKE TO HAVE A PRACTICE SPACE BECAUSE THEY DON'T HAVE A LOT OF OPPORTUNITY HERE IN JACKSON FOR THAT.
SO THIS WOULD ALL IF THIS IS CONSIDERED.
I WANT TO POINT OUT THIS WOULD ALL BE PRIVATE FUNDRAISING AS WELL.
IT'S NOT A HIGH PRIORITY GIVEN OUR MANY OTHER NEEDS.
[00:45:02]
THE NEXT SLIDE IS THE SUMMIT INNOVATION AND MACINTOSH PARKING.AGAIN, WE'RE TRYING TO PRESERVE AS MUCH GREEN SPACE AS POSSIBLE, BUT THIS ISN'T A PAVED PARKING LOT AND WOULD CERTAINLY ENHANCE THE VIEWS, I SUPPOSE, AND MAKE IT A LITTLE MORE COORDINATED AND SO PEOPLE WOULD KNOW WHERE TO START AND REALLY MAKE THIS SPACE LOOK LIKE A NICE CAMPUS.
THE NEXT SLIDE, AND I'M ALMOST DONE, I PROMISE, I ONLY HAVE TWO SLIDE THREE SLIDES LEFT THE NEXT SLIDE. THIS IS A COMMUNITY ISSUE THAT HAS BEEN BROUGHT FORWARD BY PATRONS.
THIS IS THE SWIMMING POOL WAS BROUGHT FORWARD BY PATRONS WHO.
ARE INTERESTED IN HAVING ADDITIONAL SWIMMING SPACE.
WE ESTIMATE THIS WOULD BE ABOUT 25 MILLION.
WE HAVE A VERY ROUGH RENDERING OF WHERE THE POOL POTENTIALLY COULD BE AND THAT WOULD BE NEXT TO THE BRONC ACHIEVEMENT CENTER.
ESSENTIALLY, WE WOULD MOVE THE TENNIS COURTS THAT ARE CURRENTLY THERE OR MOVE A COUPLE OF TENNIS COURTS OVER TO THE FRONT SIDE AND THE GREEN SPACE OF JACKSON HOLE HIGH SCHOOL, SO IT COULD BE CONNECTED TO THE BRONC ACHIEVEMENT CENTER AGAIN.
THIS ISSUE, WE HAVE A GREAT PARTNERSHIP WITH THE TETON RECREATION FACILITY.
IT'S NOT SOMETHING THAT'S AN IMMEDIATE NEED.
HOWEVER, AS WE LOOK INTO THE FUTURE AND THINKING THIS IS A LONG RANGE PLAN, WHILE IT MAY NOT BE AN IMMEDIATE NEED THAT WE HAVE IN THE SCHOOL DISTRICT RIGHT NOW OR IN THE COMMUNITY, IF THAT'S SOMETHING THAT IS BECOMES A MORE IMMEDIATE NEED, WE DO HAVE A LOCATION FOR IT.
IT'S FAIRLY EXPENSIVE AND THEN THE ANNUAL OPERATIONS IS ALSO EXPENSIVE.
THE NEXT SLIDE IS AN EXAMPLE OF HOW EFFICIENT WE HAVE BEEN WITH THE FUNDING, WE WERE ABLE TO SECURE ABOUT TWO POINT SEVEN MILLION.
A COMBINATION OF DISTRICT FUNDING FOR MAJOR MAINTENANCE, AS WELL AS STATE FACILITIES FUNDING TO ALLEVIATE THE CROWDING ISSUE AT JACKSONVILLE MIDDLE SCHOOL AND SO THE EXAMPLE THAT WHAT WE'VE ADDED IS A NEW SECURITY VESTIBULE AND THAT'S NOT QUITE COMPLETE YET DUE TO SUPPLY CHAIN ISSUES, BUT WE'RE GETTING CLOSE.
I WAS THERE TODAY AND IT'S LOOKING REALLY GOOD AND WE EXPANDED THE KITCHEN AND THE CAFETERIA. WE HAVE NEW FLOORING AND ALL THE HALLWAYS IN THE CLASSROOMS. WE REMOVED LOCKERS AND BECAUSE WE NEED MORE CLASSROOMS AND SMALL WORKSPACE, THERE'S THESE SECTIONS WHERE LOCKERS USED TO BE AND WE PUT CARPET THERE AND DESIGN IT WITH A SMALL WORKSPACE SO YOU CAN SEE A PICTURE OF KIDS WORKING AT THE TABLES AND THEN SO THE NEW HALLWAY LEARNING SPACES ARE REALLY POPULAR AND IT JUST LOOKS FANTASTIC AND THEN FOUR CLASSROOMS WILL BE ADDED.
CURRENTLY, WHEN YOU DRIVE BY SOUTH PARK, YOU CAN SEE THAT THEY'VE DONE A LOT OF WORK ALREADY, BUT THOSE WILL BE FINISHED THIS SUMMER AND THEN THE LAST SLIDE IS FUNDING SOURCES.
SO AS WE HAVE BEEN WORKING REALLY HARD AT THIS LONG RANGE PLAN, OF COURSE, FUNDING IS AN ISSUE. SO SOME OF THE IDEAS THAT WE HAVE WOULD BE A POTENTIAL FOR ASSET CONSIDERATION.
THE SCHOOL DISTRICT WE'VE HAD A NUMBER OF PROJECTS.
IN 1989, THE MIDDLE SCHOOL WAS FUNDED AT SIX POINT FIVE MILLION THROUGH SPET.
IN 1997, THE HIGH SCHOOL WAS TWENTY ONE POINT FIVE MILLION.
IN 2001, JES AND THE REC CENTER WAS ELEVEN POINT FIVE MILLION AND THE SCHOOL DISTRICT, HAS BEEN ON THE SPET, THE LAST TIME WAS 2001, SO TWENTY ONE YEARS AGO, THE TOTAL THAT WE'VE EVER HAD VIA SPET WAS A LITTLE MORE THAN FORTY TWO MILLION OUT OF THE TOTAL THREE HUNDRED TWENTY EIGHT POINT FIVE MILLION, OR APPROXIMATELY 13 PERCENT OF SPET FUNDING HAS GONE TO
[00:50:04]
THE DISTRICT. SO SPET IS CERTAINLY SOMETHING THAT WE BELIEVE WOULD BE APPROPRIATE AND HOPEFUL THAT YOU WILL CONSIDER.PRIVATE DONATIONS ARE THROUGH OUR FUND FOR PUBLIC EDUCATION, I'VE ALREADY TALKED ABOUT THOSE ARE SOME AVENUES THAT WE HAD ALREADY BENEFITED FROM THE PUBLIC FUND FOR PUBLIC EDUCATION. WE HAVE ALREADY SUBMITTED A REQUEST TO THE GOVERNORS RECENTLY ANNOUNCED DRIVE, THRIVE AND SURVIVE CAMPAIGN AND THAT REQUEST WAS FOR TWENTY FIVE MILLION FOR STAFF AND THAT WAS THE ONLY THING THAT WE SUBMITTED ON THAT PLAN.
WE'VE ALREADY TALKED ABOUT MAJOR MAINTENANCE AND MAJOR MAINTENANCE FOR SAFETY AND SECURITY. WE'VE USED THAT.
AGAIN, PRIVATE DONATIONS, THE STATE CONSTRUCTION OR STATE FACILITIES DEPARTMENT IS ANOTHER AVENUE AND THEY'VE ALREADY FUNDED THE MOST COST EFFECTIVE REMEDY STUDIES, AND WE ARE ACTUALLY VISITING WITH THEM NEXT WEEK.
THEY'RE COMING ON SITE TOUR FACILITIES AND THEY'LL BE SEEING ESSENTIALLY THE SAME PRESENTATION, SO WE'RE HOPEFUL THAT THEY WILL ALSO--THEIR PROCESS IS PRETTY LONG AND IT'S NOT PROACTIVE.
THEY WAIT TILL YOU'RE IN CRISIS MODE BEFORE THEY EVEN CONSIDER IT AND ALLEGEDLY, THEY DON'T HAVE ANY FUNDING FOR FACILITIES IN THE STATE ANY LONGER FOR SCHOOLS, BUT WE HAVE THEY'VE ACCEPTED OUR INVITATION TO COME TOUR AND SEE WHAT OUR CONCERNS ARE AND THEN LASTLY, KNOCKING ON DOORS.
AND I KIND OF THOUGHT IT WAS TONGUE IN CHEEK, BUT IT'S REALLY NOT.
WE ARE TRULY SEEKING EVERY OPPORTUNITY AND YES, WE HAVE A LOT OF NEEDS.
WE HAVE A LOT OF PROJECTS THAT WE'RE CONSIDERING IN A SHORT RANGE AS AN IMMEDIATE NEED AND A SENSE OF URGENCY AND THEN WE HAVE LONG RANGE NEEDS.
HOWEVER, MY GRANDMOTHER USED TO ALWAYS SAY PENNIES MAKE DOLLARS.
SO IN THIS CASE, WE ARE TRULY PUTTING TOGETHER AND ASKING AND NOT SITTING AND WAITING FOR SOMETHING TO COME OUR WAY, BUT WE'RE DOING EVERYTHING WE CAN BECAUSE AS I DESCRIBED EARLIER, WE HAVE A SENSE OF URGENCY, AN IMMEDIATE NEED THAT I'M VERY, VERY CONCERNED THAT WE WILL NOT BE ABLE TO CONTINUE TO OFFER THE HIGH QUALITY EDUCATION THAT OUR COMMUNITY HAS GROWN TO EXPECT AND DEMAND APPRECIATE THAT ALL THE THINGS THAT WE BRING TO OUR COMMUNITIES. SO I DON'T WANT TO SACRIFICE THAT AND YOU KNOW, THROUGHOUT THE PANDEMIC, YOU ALL HAVE NOTED THAT WE'VE DONE EVERYTHING WE CAN TO STAY IN SESSION AND OUR GRADUATION RATES, WHICH WILL BE PUBLIC TOMORROW AND SO I CAN'T DO A SPOILER ALERT, BUT I CAN TELL YOU, IF I DIDN'T HAVE A MASK ON, YOU'D SEE HOW BIG I'M SMILING.
I'M VERY PROUD OF OUR EFFORTS, BUT I'M VERY, VERY CONCERNED OF WHAT LIES AHEAD.
ABSENT SOME IMMEDIATE FINANCIAL RELIEF.
DOES ANYONE HAVE, WE HAVE MORE TO PRESENT, I DON'T WANT TO GET TOO MUCH INTO DISCUSSION YET. DID ANYONE HAVE ANY CLARIFYING QUESTIONS? WE'LL START ON ZOOM.
DID ANYONE HAVE ANY CLARIFYING QUESTION? THEY DIDN'T UNDERSTAND ANYTHING THAT GOT PRESENTED? I DON'T.
HI, KEITH GINGREY, IT'S HAILEY, THE MAYOR, SORRY THAT I CAME LATE.
I JUST WANTED TO I DON'T KNOW IF IT WAS STATED BEFORE, BUT COUNCIL DOES HAVE A MEETING STARTING AT 6:00 AND I KNOW WE HAVE PLENTY OF TIME BETWEEN NOW AND THEN, BUT JUST WANTED US TO BE AWARE OF THAT TIME LIMIT FOR COUNCIL.
SO JUST PUTTING THAT OUT THERE.
ANYONE HERE IN THE ROOM HAVE ANY CLARIFYING QUESTIONS FOR THE SUPERINTENDENT? THE OTHER THING WE JUST WANTED TO POINT OUT, AND YOU MAY ASK YOUR QUESTIONS ABOUT WHY IS IT THAT THIS LIST PRIORITIZED? WE TALKED A LOT ABOUT PRIORITIZING THE LIST.
ONE OF THE THINGS WE'RE TRYING TO DO IS A, NOT GET TOO FAR AHEAD OF EVERYONE ELSE.
WE WANT, YOU KNOW, IT'S NOT ALWAYS FUN WHEN YOU SHOW UP TO A MEETING AND SOMEONE JUST PUT SOMETHING IN FRONT OF YOU AND GO, OH, WE'VE ALREADY DECIDED THIS NOW.
SO WE SORT OF WANT SOME INPUT ON ON THE PRIORITY ON WHICH ITEMS YOU THINK WE SHOULD BE WORKING ON. WE'VE SORT OF NARROWED IT DOWN IN OUR OWN MINDS.
YOU SAW THE SWIMMING POOL PROBABLY IS NOT REAL HIGH WITH MOST OF US ON OUR BOARD OR THE
[00:55:03]
LOCKER ROOMS. THE OTHER REASON WE DON'T REALLY LIKE TO PRIORITIZE IS WE'VE RUN INTO THIS INTERESTING ISSUE IN THE SCHOOL DISTRICT, WHICH I DON'T THINK THE TOWN AND COUNTY HAS TO SUFFER FROM. WE GET PRIVATE DONATIONS FROM PEOPLE.PEOPLE WANT TO PAY FOR THINGS.
THE PROBLEM WITH THAT IS A DONOR AND WE HAVE GREAT DONORS.
THEY LIKE TO PUT STRINGS ATTACHED AND SO SUDDENLY SOMETHING THAT MAYBE WASN'T HIGH ON OUR LIST TO SUDDENLY GETTING BUILT AND TAKING UP LAND AND SO WE ONLY HAVE SO MUCH LAND THE SCHOOL DISTRICT. SO WE STARTED GETTING WORRIED.
IF WE KEEP BUILDING THINGS THAT DONORS WANT US TO BUILD OR THIS TO BUILD, WE'RE GOING TO RUN OUT OF LAND BECAUSE OUR MOST HIGH PRIORITY IS A, HOUSING AND B, SCHOOLS, MAKING SURE WE HAVE ROOM TO BUILD ADDITIONAL SCHOOLS AS WE CONTINUE TO GROW.
WE'RE GOING TO NEED A LOT MORE SCHOOLS.
SO THAT'S WHY MAYBE THAT LIST.
SO WE DEFINITELY WOULD TAKE INPUT ON WHAT YOU THINK ARE OUR PRIORITIES AND WE SORT OF SEPARATE. WE TRY TO KEEP THEM TOGETHER, BUT FOR WHATEVER REASON, THROUGH OUR DISCUSSIONS, THEY KEEP GETTING SEPARATED A LITTLE BIT JUST BECAUSE CHRISTINE WALKER IS HELPING US WITH ONE OF THESE PROJECTS AND THE FACILITIES HAS BEEN SORT OF A DIFFERENT PROJECT, BUT THEY'RE SORT OF TOGETHER.
ON THE HOUSING, WE'RE NOT ACTUALLY DONE YET.
CHRISTINE HAS DONE THIS MULTI-MONTH PROJECT WITH US.
SO SHE COMES EVERY MONTH AND WE DO THE NEXT STEP AND THEN WE DO THE NEXT STEP AND SO WE'VE BEEN BUILDING AND BUILDING, SO WE'RE NOT QUITE DONE WITH THE HOUSING YET.
SO I WAS A LITTLE NERVOUS GIVING YOU A LITTLE SEEING IT BECAUSE WE'RE WE'RE CERTAINLY HAVEN'T FINISHED OUT THE PROJECT AS SHE PRESENTED IT AND WE'VE LOOKED AT ALL THE DIFFERENT SITES, A LOT OF US ON THE BOARD, YOU KNOW, THE MIDDLE SCHOOL SITE SEEMS TO BE A REALLY GOOD ONE. YOU COULD PUT SOME THERE.
THE JACKSON ELEMENTARY ONE IS A LITTLE INTERESTING.
IT'S A LOT, YOU KNOW, MAYBE IT'S JUST THE JEAN STREET TOWNHOUSES.
BILL'S TALKED ABOUT THE MUNGER ONE.
I DON'T THINK A LOT OF US WERE REALLY INTERESTED IN THE TETON VILLAGE ONE, BUT AGAIN, WE'D LOVE INPUT AS TO IF WE WERE BUILDING HOUSING, WHICH AREAS YOU THINK ARE GOOD PLACES TO PUT THE HOUSING. I'D ALSO JUST MENTION, YOU KNOW, MY GUESS, ONE OF THE BIG REASONS WE INVITED YOU HERE IS TO TALK ABOUT FUNDING.
SO I JUST WANT TO MAKE SURE YOU ALL UNDERSTAND A LITTLE BIT WHAT OUR OPTIONS ARE FROM THE SCHOOL DISTRICT POINT OF VIEW.
SO PRIOR TO THE EARLY 2000S SCHOOL DISTRICTS, PRETTY MUCH IT WAS PROPERTY TAX, AND YOU ALWAYS SEE THIS GOING ON OVER IN IDAHO.
YOU ALWAYS HEAR ABOUT THE BOND ELECTIONS AND THE BOND DIDN'T PASS, SO THEY DON'T GET A NEW SCHOOL. SO IN THE 80S AND BEFORE, YOU WOULD ALWAYS ALMOST SEE A BOND ELECTION OCCURRING. YOU DON'T SEE THAT, YOU KNOW, THEN WE SORT OF MOVED INTO THE SPET WITH THE HIGH SCHOOL IN THE LATE 90S AND WITH COLTER.
BEGINNING WITH IN THE EARLY 2000S WHEN COAL WAS REALLY HOPPING AND SO YOU HAD A LOT OF [INAUDIBLE] WHAT'S CALLED [INAUDIBLE] BONUS MONEY.
IT'S THE MONEY THAT FEDERAL GOVERNMENT CHARGES A COMPANY TO LEASE THE LAND.
THOSE LEASE AMOUNTS WERE HUGE.
I MEAN, THEY'D BE LIKE 200 MILLION EVERY YEAR.
SO THAT'S WHERE THE HATHAWAY SCHOLARSHIPS CAME FROM.
IT'S ALSO WHERE THE PROGRAM, WHERE THEY BRING IN PROFESSORS FROM OTHER UNIVERSITIES AT THE UW AND THEN THE THIRD LEG WAS, OF COURSE, BUILDING ALL NEW SCHOOLS ACROSS THE STATE OF WYOMING. SO FOR MANY YEARS, FOR ABOUT 20 YEARS NOW, NOBODY HAS EVER HAD TO TALK ABOUT BOND ELECTIONS OR GETTING ON A SPIT BECAUSE THE STATE PROVIDED THE FUNDING FOR NEW SCHOOLS. AS YOU'RE AWARE, COAL IS NOT DOING AS WELL, SO THERE ARE THREE FUNDING SOURCES TO THE STATE. THERE'S STATE MINERAL ROYALTIES, THERE'S FEDERAL MINERAL ROYALTIES, AND THERE'S [INAUDIBLE] BONUS.
AS [INAUDIBLE] BONUS IS ESSENTIALLY ZERO.
NOW IT PUTS IT ON THE OTHER TWO.
THE FEDERAL MINERAL ROYALTY YOU CAN'T INCREASE.
SO, REALLY THE ONLY ONE LEFT THAT THE STATE CAN DO ANYTHING IS WITH STATE MINERAL ROYALTIES, AND THEY HAVE BEEN DIVERTING MORE AND MORE OF THE STATE MINERAL ROYALTIES OR THE FUND THAT DOES SCHOOLS, BUT THERE'S NOT A LOT IN THERE.
AND ON TOP OF IT, AS THE SUPERINTENDENT SAID, THERE'S A [INAUDIBLE] AND SO THE SCHOOL FACILITIES COMMISSION COMES IN AND YOU HAVE TO MEET ALL THESE CRITERIA AND THEN THEY RANK YOU AND THEY'LL BE HERE AT THE END OF THE MONTH TO DO SOME OF THAT WITH US.
SO OUR FIRST PRIORITY IS ALWAYS GETTING THE MONEY FROM THE STATE JUST SO YOU KNOW THAT WE'RE TRYING TO GET THE MONEY FROM THE STATE.
ESPECIALLY AS THE STATE HAS LESS AND LESS MONEY.
WE'VE LOOKED AT PROPERTY TAX, WE'RE ALLOWED TO DO THAT THROUGH BOND ELECTIONS.
NONE OF US ON THE BOARD ARE REAL KEEN ON THAT ISSUE.
WE CERTAINLY ARE DOING GREAT WITH PRIVATE DONATIONS.
WE HAVE JENNIFER GILLIAN. I THINK MOST OF YOU KNOW, JENNIFER FOR THE FUND FOR PUBLIC EDUCATION. SHE DOES AN AMAZING JOB.
[01:00:03]
DID YOU GUYS ALL SEE THE $800000 SHE GOT? THE PERSON DONATED $18000 TO JUST AMAZING.THAT WAS JUST THE COOLEST DEAL EVER, BUT ANYWAY, JENNIFER DOES AN AMAZING JOB, BUT SHE CAN'T FUND EVERYTHING THROUGH PRIVATE DONATIONS.
WE'RE NOT QUITE SURE WHAT WE WANT TO DO WITH SPET, IF ANYTHING, BUT BEFORE WE EVEN GOT GOING TOO FAR, WE WANTED TO CHAT WITH YOU ALL AND JUST SEE IF THAT'S EVEN AN OPTION.
JUST SEE WHAT YOU THINK ABOUT THAT.
I MEAN, WE'VE TALKED THROUGH A LOT OF DIFFERENT SCENARIOS AMONG OUR BOARD, YOU KNOW, YOU'RE ALLOWED TO DO TWO PENNIES ON SPET.
YOU COULD DO ONE PENNY THIS NOVEMBER, WHICH THE SCHOOL ISSUES AND THEN THE VERY NEXT YEAR IN 2023, YOU COULD DO ANOTHER SPET FOR TOWN AND COUNTY ISSUES.
WHAT WE WOULD PROBABLY DO, JUST SO YOU KNOW, BECAUSE YOU MIGHT THINK, WELL, WHAT ARE YOU GUYS GOING TO DO WITH THAT MONEY? BECAUSE YOU WON'T GET, BECAUSE WHAT'S KATIE SAID, KATIE SAYS, LIKE, YOU KNOW, IT'S NOT GOING TO BE TILL THE END OF 2023, PROBABLY THAT YOUR CURRENT SPET IS DONE AND IT MAY BE A LITTLE SOONER, BUT IF YOU START COLLECTING MONEY AS IN 2024, YOU WON'T EVEN HAVE THE MONEY TO DO WHAT YOU REALLY WANT TO DO AND BUILD, SO YOU WON'T REALLY BE CONSTRUCTING UNTIL 2026 2027.
SO WE WOULD PROBABLY DO IS WHAT'S CALLED A REVENUE BOND AND WHAT YOU DO WITH A REVENUE BOND. THEY DON'T GO TO AN ELECTION.
YOU JUST ISSUE THEM. YOU ISSUE THE REVENUE BOND.
IT GIVES YOU ALL THE MONEY UP FRONT SO YOU CAN START CONSTRUCTION IMMEDIATELY AND THE DEBT SERVICE FOR THE REVENUE BOND IS THE SPET MONEY.
SO AS LONG AS THE SPET HAS BEEN PASSED BY THE VOTERS, THE BOND ISSUERS WILL TAKE THAT AS VALID DEBT SERVICE.
SO THAT'S ONE CONCEPT THAT WE'VE TALKED ABOUT.
AGAIN, WE DON'T KNOW WHICH PROJECTS WE DON'T KNOW, YOU KNOW? IS IT JUST THE MIDDLE SCHOOL HOUSING PROJECT? IS IT THE BROC ACHIEVEMENT CENTER? IS IT SOMETHING ELSE? BUT WE'VE HAD LOTS AND LOTS OF DISCUSSIONS ON FACILITIES.
WE'VE HAD THE PUBLIC IN HERE A LOT TALKING ABOUT IT, LOTS OF FAMILIES COME IN TO TELL US ABOUT THEIR ISSUES WITH THE SWIMMING POOL AND WE TOOK A LOT OF PUBLIC COMMENT ON THAT AND THEN OF COURSE, WE'RE CONTINUING WITH CHRISTINE ON THE HOUSING.
SO I JUST WANTED TO MAKE SURE YOU ALL KNEW THAT THIS HAS BEEN A YEAR LONG PROCESS AND WE'RE REALLY NOT DONE WITH IT YET, BUT BEFORE WE GOT TOO FAR ALONG, WE REALLY JUST WANTED INPUT FROM THE TOWN COUNCIL AND THE BOARD OF COUNTY COMMISSIONERS AS TO WHETHER OR NOT THIS IS SOMETHING THAT YOU GUYS THINK WE'RE GOING IN THE RIGHT DIRECTION.
YOU HAD OTHER SUGGESTIONS FOR US, THINGS LIKE THAT.
I JUST WANTED TO SORT OF GIVE YOU A LITTLE BIT OF PARAMETERS OF WHY WE WERE ASKING YOU HERE. WE WOULD LOVE TO HEAR YOUR THOUGHTS AND INPUT.
IT CAN BE, YOU KNOW, THROUGHOUT THE NEXT MONTH OR TWO LETTING US KNOW WHAT YOU THINK.
IT WOULD BE GREAT. QUICK QUESTION AGAIN ON THE GOVERNOR'S DRIVE, THRIVE, SURVIVE.
HOW DEFINITE IS THAT TWENTY FOUR MILLION? NOT. [CHUCKLING] THERE IS REALLY NO APPLICATION PROCESS THAT'S BEEN ANNOUNCED OR ANY WAY OF INTEREST. SO I CALL THE GOVERNOR'S OFFICE AND SAID, I HAVE AN APPLICATION.
I HAVE A LETTER TO SUBMIT, WHERE DO I SEND IT? AND I GOT TWO NAMES AND I SENT IT, AND I'VE HEARD NOTHING.
SO, BUT I'M DOING IT, AND I'M GOING TO FOLLOW UP ACTUALLY TO SAY WHAT'S NEXT? ONE VERSION OF KNOCKING ON DOORS.
I HAVE A [INAUDIBLE] QUESTION AND THIS HAS COME UP IN SOME OTHER PROJECTS, GOVERNMENTAL ENTITIES ACROSS THE COMMUNITY, WHEN YOU ARE LOOKING AT YOUR HOUSING PROJECTS, YOU CALCULATE THE NUMBERS TO MEET YOUR STAFFING NEEDS, BUT WOULD YOU BE OBLIGATED IF YOU WERE TO BUILD ONE OF THE LARGER ONES THAT THEY WERE FULLY FILLED WITH [INAUDIBLE] STAFF, WOULD YOU WANT TO LOOK TO PARTNER [INAUDIBLE] A MIX OF OTHER, WHETHER IT'S HOSPITAL EMPLOYEES OR OTHER PUBLIC ENTITY EMPLOYEES, IF THAT'S EVEN ALLOWED [INAUDIBLE]? THE HOUSING, THERE'S REALLY NO PROCESS UNDER SCHOOL FACILITIES, SO IT'S DOUBTFUL SCHOOL FACILITIES WOULD EVER GIVE US ANY MONEY FOR HOUSING.
SURE. NOW WE'VE HAD A LONG TALK WITH SENATOR DOCKSTADER AND HE COULD PUT IT IN A BILL AND HE'S TALKED ABOUT DOING A BILL TO JUST FUNNEL US MONEY JUST TO BUILD HOUSING.
NOW, IF YOU PUT PARAMETERS ON IT, THAT HAD TO JUST BE FOR SCHOOL DISTRICT, I DON'T KNOW, BUT IF IT'S LIKE ON THE SPET, THEN IT'S COUNTY AND TOWN MONEY, WE WOULD PROBABLY, YOU
[01:05:01]
KNOW, THERE'S NO PARAMETERS OR LEGAL PARAMETER THAT WOULD LIMIT US FROM PARTNERING WITH OTHERS. AND SO OTHER, YOU KNOW, ENTITIES COULD POTENTIALLY BE PART OF ESPECIALLY THE RENTAL ONE. SURE.I GUESS I WAS ASKING TO THINK BOTH FROM THE PERSPECTIVE OF [INAUDIBLE] OTHER PARTNERS TO HELP THEM, AS WELL AS JUST FOR [INAUDIBLE] AND PEOPLE NOT ALWAYS WANTING TO LIVE WITH PEOPLE THEY WORK WITH ALL THE TIME.
WE'VE DEFINITELY SEEN THAT AT SCHWABACHER.
SCHWABACHER, YOU KNOW, YOU HAVE 11 UNITS AND IT GETS A LITTLE AWKWARD BECAUSE YOU'RE LIVING NEXT DOOR TO PRINCIPAL AND YOU KNOW, IT'S THAT KIND OF THING.
SO IT DOESN'T MAKE SOME, POINT. I KNOW LVE AND [INAUDIBLE] AND WYDOT ARE FORMING THEIR PARTNERSHIP TO DO THAT WITH THEIR THREE DIFFERENT SITES.
IT CERTAINLY BE SOMETHING WE WOULD LOOK AT TO.
SO THERE'S NOT IT SOUNDS LIKE A BLUEPRINT FOR HOW A SCHOOL DISTRICT WOULD [INAUDIBLE], AT LEAST IN THE STATE. THERE'S NO BLUEPRINT BECAUSE SENATOR DOCKSTADER WAS HOPING THERE WAS SOMETHING LIKE HE COULD JUST SAY, FUND THIS, THERE'S NOTHING TO FUND.
HE'S, YOU KNOW, IT WAS THIS VERY ODD CONVERSATION BECAUSE HE WAS VERY MUCH LIKE, HOW DO I DO THIS? I WANT TO HELP ME, BUT I DON'T EVEN KNOW HOW TO FUNNEL THE MONEY.
THANK YOU. ANYBODY UP THERE? [INAUDIBLE].
I HAVE A QUESTION, I'M NOT QUITE SURE HOW TO RAISE MY HAND OR ANYTHING.
OK. SO MY QUESTION JUST HAS TO DO WITH SOME OF THE CALCULATIONS AND THE NUMBERS WITH THE STUDENT POPULATION PROJECTION AND I WOULD IMAGINE THERE MIGHT BE A LOOSE CONNECTION BETWEEN JUST THE HOUSING SITUATION GENERALLY IN OUR COMMUNITY AND THEN THE NUMBER OF STUDENTS THAT WE CAN EXPECT AND IS THERE A LINK BETWEEN THESE TWO THINGS? DO WE GET TO A POINT OF I KEEP THINKING OF DIMINISHING RETURNS, BUT IT'S NOT QUITE THE SAME CONCEPT, BUT WHERE IF WE DON'T, IF WE DON'T STEP UP THE HOUSING CONSTRUCTION AND PROVIDE AFFORDABLE HOUSING FOR WORKFORCE GENERALLY, IS THAT GOING TO AFFECT OR DECREASE THE STUDENT BODY POPULATION SO WE'RE MAKING PROJECTIONS FOR THE FUTURE THAT MAY OR MAY NOT BE FULLY ACCURATE? SO WHEN WE DID THE MOST COST EFFECTIVE REMEDY STUDY, THEY BASE IT ON THE BIRTH RATES AS WELL AS WHAT THEY'VE SEEN IN THE COMMUNITY, AND SO IT'S BEEN FAIRLY INDICATIVE OF OUR DATA. I MEAN, IT'S DEFINITELY RELIABLE AND OUR PROJECTIONS ARE RIGHT.
WE EXPECTED THEM TO BE AND THEY THE FARTHER YOU GO OUT, IT'S HARDER TO ACCURATELY PREDICT AND SO THEY'D PRETTY MUCH STOP ABOUT 10 YEARS IN THE FUTURE, BUT OUR DATA HAVE BEEN PRETTY MUCH SPOT ON.
WHAT WE'VE SEEN IS IN OUR SCHOOL DISTRICT, OUR GROWTH HAS REALLY HAPPENED WITH FAMILIES THAT ARE UNFORTUNATELY OUR STUDENT GROWTH DOUBLED UP WITH OTHER FAMILIES.
AND SO THEY'RE LIVING IN UNSAFE AND PERHAPS NOT A GREAT SHELTER, AND SO IF I WERE TO GUESS THE MORE HOUSING IS GOING TO PROVIDE SAFER LIVING SPACES FOR PEOPLE THAT ARE HERE BECAUSE THERE'S NO QUESTION THAT THE GROWTH IN OUR COMMUNITY IS HAPPENED AND PEOPLE ARE COMING HERE BECAUSE THEY EITHER THEY'RE SERVING IN THE INDUSTRY, THE RESORT TOWN OR THEY'RE MOVING HERE FOR SECOND HOMES THAT OUR STUDENT POPULATION HAS CERTAINLY INCREASED AND I WOULD EXPECT THAT IT WOULD CONTINUE TO DO SO.
I APPRECIATE THAT INFORMATION.
I KNOW THAT IN THE PAST, THE FORECASTING, I MEAN, EVERYTHING HAS ALWAYS BEEN SPOT ON WITH THE NEED FOR SPACE AND THE INCREASING STUDENT BODY, BUT I MEAN, WE SEEM TO BE IN UNPRECEDENTED TIMES AS FAR AS THE HOUSING NEED IN OUR COMMUNITY, IT SEEMS TO BE EXPONENTIALLY INCREASING ALMOST AND SO MY CONCERN OR MY QUESTION IS, IS THERE A WAY TO FACTOR THE LACK OF HOUSING AND THE AMOUNT OF PEOPLE WHO ARE LEAVING? IS THERE A WAY TO FACTOR THAT INTO OUR FUTURE PREDICTIONS FOR THE STUDENT BODY? IT GETS INTO SOME COMPLICATED.
[01:10:01]
FORECASTING, BUT IS THERE A CONNECTION, HAS THAT BEEN CONSIDERED? AND ARE WE? I MEAN, DO THE SAME PARAMETERS DID THE SAME PLANNING TOOLS THAT HAVE BEEN USED IN THE PAST? DO YOU BELIEVE THAT THEY TAKE INTO CONSIDERATION THE CHANGING ENVIRONMENT THAT WE ARE? IT REALLY DOES SEEM TO BE DIFFERENT FROM THE PAST.I DON'T KNOW, I'D HAVE TO TALK TO THE ARCHITECT WHO DID THE MOST COST EFFECTIVE REMEDY STUDY. I CAN JUST TELL YOU ANECDOTALLY THAT WE TEND TO LOSE PEOPLE THAT ARE EARLY IN THEIR CAREER AND OR CONSIDERING HAVING A FAMILY.
SO LIKE THE TEACHERS THAT ARE LEAVING THAT I KNOW OF, NONE OF THEM HAVE CHILDREN.
SO THE SIX PEOPLE THAT I KNOW OF FOR SURE THAT I FOUND OUT ABOUT TODAY, THEY DON'T HAVE CHILDREN AND THEY'RE JUST SO EXHAUSTED TRYING TO FIND STABLE HOUSING.
SO THEY'RE LEAVING NOW, SO I'LL END UP HIRING MORE PEOPLE, HOPEFULLY AND WHAT WE'VE SEEN EVEN THROUGH THE PANDEMIC, WE EXPECTED TO HAVE A LOT MORE STUDENTS THAT WERE NO LONGER PART OF THE DISTRICT BECAUSE THEY WERE MOVING OUT, BUT WHAT WE FOUND IN THE LAST TWO YEARS, EVERY YEAR, ACTUALLY, OUR ENROLLMENT CONTINUES TO GO UP.
SO YES, WE HAVE PEOPLE LEAVE OUR COMMUNITY, BUT THEY SEEM TO BE REPLACING WITH SCHOOL CHILDREN. SO I'D HAVE TO ASK THE ARCHITECT IF THERE'S SOME WAY TO PREDICT OR MODEL THAT BASED ON TODAY'S DATA, BUT I DON'T THINK IT'S A PART OF THEIR EQUATION THAT THEY USE AND HAVE USED IN THE STATE.
TRUSTEE BRUMSTEAD? ONE OTHER FACTOR IS THAT WHEN WE LOOK AT SCHOOLS, YOU HAVE A SET NUMBER OF TEACHERS THAT YOU HAVE TO HAVE TO COVER THINGS AND YOU CAN HAVE A FLUX OF, YOU KNOW, 50 OR 100 KIDS WITHIN THE DISTRICT, AND IT MAY NOT CHANGE THE ACTUAL NUMBER OF, SAY, TEACHERS IN THE CLASSROOM OR CUSTODIANS THAT WE NEED TO SERVICE THE BUILDING.
SO WHILE WE DON'T KNOW WHAT'S GOING TO HAPPEN WITH THE EXACT NUMBER OF STUDENTS.
WE HAVE A REALLY PRETTY GOOD IDEA OF WHAT WE NEED IN TERMS OF STAFF.
BECAUSE THAT NUMBER OF STAFF CAN DEAL WITH THE FLUCTUATION OF STUDENTS FOR A WHILE, AND THEN YOU START ADDING IT, BUT THE YOU KNOW, THE IDEA IS THAT WE HAVE STAFF IN HOUSING AND SOMETHING THAT I THINK IS A PRETTY WELL DOCUMENTED ISSUE FOR US AS TO WHAT WE MIGHT NEED. RIGHT AND I HAVE NO DOUBT WHATSOEVER ABOUT THAT PARTICULAR PIECE.
IT'S MORE JUST LOOKING AT THE MASTER, THE PLAN AND LOOKING AT ADDING TO THE FACILITIES.
THAT WAS MORE WHAT I WAS TALKING ABOUT IS THE DEMAND FOR THE EXPANSIONS OF THE FACILITIES. I KNOW THE MIDDLE SCHOOL AND WE HAVE OUR CERTAIN NUMBERS NOW AND THERE'S SOME BUBBLES COMING THROUGH AND ALL OF THAT HAS BEEN TAKEN INTO CONSIDERATION FOR NOW, BUT WILL OUR STUDENT BODY NUMBERS DECREASE IN THE FUTURE? ELIMINATING THE NEED TO HAVE SOME OF THESE EXPANSIONS WITH OUR FACILITIES? SO THE HOUSING NOT A QUESTION AT ALL FOR THE STAFF, IT'S JUST MORE FOR THE FACILITIES.
IF I MAY. HELLO? IS THAT COUNCILMAN SCHECTER.
YEAH, GO AHEAD. THANK YOU VERY MUCH.
IF I MAY, I WAS THE DEMOGRAPHER WHO CAME UP WITH THE SIZE OF THE HIGH SCHOOL, THE CURRENT HIGH SCHOOL AND THE CURRENT WILSON SCHOOL.
SO 20 YEARS AGO, I WENT THROUGH THIS WHOLE KIND OF EXERCISE AND WHAT I WAS TASKED WITH AND THE KIND OF CHALLENGE.
IT CERTAINLY WASN'T EXACTLY THE SAME, BUT AT THE TIME, IT WAS A VERY COMPLEX QUESTION, AND I THINK THAT WHAT AND THE SUPERINTENDENT ALLUDED TO THIS THAT YOU REALLY CAN'T DO TOO MUCH MORE PLANNING FOR MORE THAN ABOUT 20 YEARS OUT AND I FEEL PRETTY GOOD ABOUT THE NUMBERS THAT I CAME UP WITH FOR THE HIGH SCHOOL AND THE WILSON SCHOOL, BUT, YOU KNOW, AND MY GUT FEELING IS THAT THE KINDS OF SITUATION THAT YOU'RE TALKING ABOUT JESSICA.
I THINK THAT'S IT'S SOMETHING GOOD TO KEEP IN MIND, BUT I THINK FOR THE KIND OF TIME HORIZON THAT THE DISTRICT IS PLANNING ON AND THE KIND OF FACILITIES THAT THEY'RE LOOKING AT, I DON'T THINK THAT KIND OF PHENOMENON, IF IT IS GOING TO HIT US, IS GOING TO HIT
[01:15:03]
DURING THE TIMESPAN THAT THEY ARE LOOKING AT AND THAT'S BASED ON A COMBINATION OF MY EXPERIENCE WITH THIS SCHOOL DISTRICT AND OTHER DISTRICT MODELING EXERCISES THAT I'VE DONE AS A PROFESSIONAL. 20 YEARS, I APPRECIATE THAT VERY MUCH.YEAH. I ALSO HAD ANOTHER QUESTION IF YOU'VE GOT ANOTHER MINUTE, KEITH.
OH, YEAH, I JUST, I'M TRYING TO FIRST OF ALL, THAT WAS A REALLY GOOD AND COMPREHENSIVE PRESENTATION, SO THANK YOU SO MUCH FOR SHARING IT WITH US.
I'M TRYING TO SIMPLIFY THIS INTO A FRAMEWORK THAT MAKES SOME SENSE FOR ME, SO, TO TRY TO TAKE IT DOWN TO ITS ROOTS AS I'M HEARING IT, THERE ARE BASICALLY THREE ISSUES HERE.
FIRST OF ALL, YOU'VE GOT TO HAVE TEACHERS TO TEACH THE KIDS AND THAT'S THE HOUSING ISSUE AND THE SECOND IS YOU'VE GOT TO SOMEHOW GET THE KIDS TO THE SCHOOLS IF YOU'RE GOING TO TEACH THEM AND THAT'S THE BUS AND TRANSPORTATION ISSUES AND THEN THE THIRD PIECE OF THESE ISSUES IS ONCE THEY GET TO THE SCHOOLS TO BE TAUGHT, THEY'VE GOT TO HAVE A FACILITY THAT IS APPROPRIATE FOR THE CURRENT APPROACH TO EDUCATION, AS WELL AS THE CURRENT NUMBERS OF KIDS YOU'RE TRYING TO DEAL WITH, ARE THOSE SORT OF THE THREE PILLARS? YEAH, THAT'S EXACTLY WE SHOULD HAVE PROBABLY DONE A WHOLE SLIDE WITH JUST THAT.
[CHUCKLING] THAT'S EXACTLY WHAT WE'RE TRYING TO SAY.
THANK YOU FOR THE PRESENTATION.
I JUST LIKE I SAID, I JUST WANTED TO MAKE SURE THAT I WAS UNDERSTANDING WHAT I THOUGHT I HEARD. THANK YOU. ANYONE ELSE ON THE WEBEX THAT YOU HAD ANY THOUGHTS OR INPUT? YES, QUESTION.
FIRST, DR. CHAPMAN, THANK YOU FOR THIS PRESENTATION AND WORK.
I REALLY APPRECIATE THE CLARITY CASE.
YOU MENTIONED BONDING AND YOU MENTIONED THE SPET MEASURE WHERE YOU COULD THEN BASICALLY ADVANCE THE REVENUE THROUGH A REVENUE BOND, I SUPPOSE AND THE STATE USED TO BOND.
ARE THERE OTHER METHODS FOR SCHOOL DISTRICTS TO BOND? AND IF SO, WHO'S THE BONDING AGENCY AND WHAT'S THE SECURITY FOR THE FOR THE UNDERWRITER? SURE, SO THERE'S SORT OF TWO DIFFERENT BONDS WE'RE TALKING ABOUT.
SO WHAT'S CALLED GO BONDS OR A GENERAL OBLIGATION BOND, A SCHOOL DISTRICT COULD ALWAYS GO OUT FOR AN ELECTION AND IT'S AN ELECTION ON THE BALLOT, AND THE VOTERS WOULD VOTE TO ISSUE GO BONDS AND THE PAYMENT, THE DEBT SERVICE TO PAY OFF THOSE BONDS WOULD BE PROPERTY TAX. SO THERE'D BE, YOU KNOW, I DON'T KNOW HOW MANY MILLS, BUT LET'S SAY FOUR MILLS ADDED TO THE PROPERTY TAX AND THAT WOULD PAY OFF THE BOND AND THEN THE BONDS.
NORMALLY, GO BONDS ARE ISSUED TO A PUBLIC ISSUER.
SO YOU'D GO OUT AND FIND A COMPANY THAT WOULD ISSUE THE BONDS AND YOU GET YOUR MONEY AND THEN YOU PAY THEM OFF OVER 30 YEARS THROUGH PROPERTY TAX.
THAT'S DIFFERENT THAN THE OTHER TYPE OF BOND I WAS TALKING ABOUT.
WE DON'T LIKE THAT FIRST TYPE I WAS TALKING ABOUT BECAUSE THAT ADDS TO THE PROPERTY TAX AND THAT HASN'T BEEN USED IN THE STATE OF WYOMING SINCE THE 80S.
THE SECOND TYPE OF BONDING IS WHAT'S CALLED REVENUE BONDING.
REVENUE BONDING DOES NOT GO TO AN ELECTION BECAUSE YOU'RE NOT ASKING FOR ANY TAXES TO BE RAISED BECAUSE YOU ALREADY HAVE A TAX PASSED.
SO IN THIS CASE, IF THE SPET TAX WAS PASSED WITH, LET'S SAY, ONE OF THESE FACILITIES ON IT, THE VOTERS HAVE VOTED FOR IT.
THEY'VE APPROVED IT. SO THE BOND ISSUERS WOULD KNOW THAT THERE'S DEFINITELY A DEBT SERVICE AVAILABLE BECAUSE THAT'S GOING TO GET COLLECTED.
IT'S NOT GOING TO GET COLLECTED FOR QUITE A LITTLE WHILE BECAUSE YOU'VE GOT TO WAIT FOR YOUR CURRENT SPET AND YOU'VE GOT TO WAIT FOR THE NEXT SPET TO START UP.
SO WHAT THE REVENUE BOND DOES IS IT GIVES YOU YOUR MONEY UP FRONT AND THOSE CAN BE ISSUED PRIVATE OR PUBLIC AND GIVES YOU YOUR MONEY UPFRONT AND YOU PAY OFF WITH THE SPET.
THE DOWNSIDE OF DOING REVENUE BONDS IS YOU DO HAVE TO PAY THE FEES.
SO THERE ARE SOME SERVICE FEES AND THAT ADDS UP.
SO YOU NEVER WANT TO DO REVENUE BONDS UNLESS YOU OR AT LEAST OVER 10 MILLION, PROBABLY TO JUSTIFY THE FEES THAT YOU'RE PAYING, BUT THAT'S THE DIFFERENCE BETWEEN A GO BOND AND A REVENUE BOND.
[01:20:12]
BUT A GO BOND IN WYOMING DOES REQUIRE VOTER APPROVAL.OH, YEAH, YEAH, IF WE JUST HAVE NO OTHER OPTIONS OR, YOU KNOW, SOMETHING THAT IS ALWAYS, YOU KNOW, WHEN YOU GO BACK AND YOU READ THE STATUTES AND WHEN THEY CREATED SCHOOL DISTRICTS IN THE 1800S, THAT WAS THE MECHANISM THAT WAS AVAILABLE FOR BUILDING SCHOOLS WAS PROPERTY TAX BONDING AND THEN OVER TIME SPENT TAX CAME INTO PLAY, WHERE IN THIS COMMUNITY WE PAID FOR THE HIGH SCHOOL COLTER, PARTS OF JACKSON ELEMENTARY, THE JUST THE GYMNASIUM THROUGH SPET AND THEN STARTING IN THE EARLY 2000S, OF COURSE, [INAUDIBLE] BONUS WAS PAYING FOR IT, WHICH WAS A WONDERFUL SYSTEM FOR ABOUT 20 YEARS AND THAT'S HOW MUNGER MOUNTAIN GOT PAID FOR. MUNGER MOUNTAIN IS ALL COAL MONEY.
THESE NEW FEDERAL SOURCES OF FUNDS RELATED TO RECOVERY FROM COVID PROVIDE ANY REALISTIC FUNDING SOURCES FOR THESE NEEDS, EITHER THE HOUSING SIDE OR THE FACILITIES SIDE ? THAT IT'S A GREAT QUESTION.
UNFORTUNATELY, OUR SCHOOL DISTRICT DOES NOT RECEIVE VERY MUCH OF THE ALLOCATION.
SO IN GENERAL, THE STATE OF WYOMING FOR SCHOOLS RECEIVED MORE THAN THREE HUNDRED MILLION.
WE RECEIVED THREE POINT NINE MILLION AND THERE IS THE POSSIBILITY FOR THE FACILITIES TO BE BUILT THROUGH THAT FUNDING, BUT FOR THREE POINT NINE MILLION, WE NEED THAT TO ACTUALLY ACHIEVE THE GOALS THAT WE HAVE AND TO SUPPORT STUDENTS WITH THAT LEARNING GAP, AND THREE POINT NINE MILLION JUST WE BASICALLY HAVE AN ALLOCATED ALREADY, EVEN THOUGH THE GRANT JUST OPENED TODAY.
OK, GREAT, THAT'S HELPFUL, THANK YOU.
ANYONE ELSE ON WEBEX HAD A QUESTION OR? YES. THIS IS JIM BROOKS.
HELLO, THE BOARD AND THE SUPERINTENDENT.
THANKS FOR A GREAT PRESENTATION.
APPRECIATE THE STRATEGIC NATURE OF WHAT WE'RE DOING HERE TODAY.
I DON'T SPEND AS MUCH TIME IN SCHOOLS AS I USED TO, BUT I CAN TELL YOU I WANT TO GO BACK TO THE VERY BEGINNING.
SUPERINTENDENT'S COMMENTS IS REGARDLESS OF WHAT THE FUTURE HOLDS, EVERYTHING PRESENTED TO ME HITS THE LEVEL OF URGENT.
THE CLASSROOMS ARE PACKED, THE HALLWAYS ARE PACKED.
SO REGARDLESS OF WHAT HAPPENS IN THE FUTURE, I THINK THESE ARE ALL VERY REALISTIC REQUESTS. I, FOR ONE, AM VERY INTERESTED IN PUTTING A SPET BALLOT ON THE UPCOMING NOVEMBER ELECTION. THERE'S A BUNCH OF REASONS TO DO THAT, AND I CAN'T IMAGINE ANYTHING THAT I WOULD SUPPORT MORE THAN A COMBINATION OF HOUSING AND EDUCATION.
SO I APPRECIATE YOUR FOCUS ON HOUSING.
THE QUALITY OF OF TEACHERS IS THE ULTIMATE DETERMINATION OF STUDENT ACHIEVEMENT; WE ALL KNOW THAT.
SO, YOU KNOW, THE IDEA OF HOUSING AND EDUCATION, WELL HOUSING IS HAS TO BE SEEN AS PART OF HIGH QUALITY EDUCATION.
I KNOW SOME OF THOSE TEACHERS WHO ARE LEAVING BREAKS MY HEART TO SEE SUCH INCREDIBLE PROFESSIONALS KIND OF BE FORCED TO LEAVE.
SO I THINK I APPRECIATE YOUR FOCUS ON HOUSING.
I LIKE THE IDEA OF ALL OF THE ABOVE.
INSTEAD OF HAVING ONE HOUSING DEVELOPMENT, GOING AT ONE OF THE THREE LOCATIONS JUST OCCURS TO ME THAT WHY JUST CHOOSE JUST ONE? THERE MIGHT BE SOME INTELLIGENCE TO LOOKING AT SOME HOUSING DOWN AT MUNGER, AT GES AND NEAR THE MIDDLE SCHOOL.
AND I APPRECIATE YOUR FOCUS ON NOT LOOKING AT THAT GENERAL BOND BECAUSE OF THE PROPERTY TAX RAMIFICATIONS AND I ALSO REALLY APPRECIATE CREATIVITY WITH USING EXISTING STRUCTURES, NAMELY THE MAINTENANCE BUILDING AND I'M A HUGE FAN OF THE BRONC ACHIEVEMENT CENTER, RIGHT, LOOKING AT HELPING ALLEVIATE SOME OVERCROWDING WITHIN EXISTING BUILDINGS, BUT ALSO SUPPORTING CULINARY ARTS CONSTRUCTION, SOME OF THOSE LONG LOST TRADITIONAL VOCATIONAL ARTS. A LOT OF OUR KIDS NEED AND OUR COMMUNITY NEEDS, SO LOOK FORWARD TO SEEING WHAT THE NEXT STEPS ARE, BUT IT PROBABLY DOESN'T SURPRISE ANYBODY HERE THAT I'M IN SUPPORT OF ALL OF IT. THANK YOU. ANYONE ELSE ON THE WEBEX HAVE ANY THOUGHTS? CHAIR GINGERY, THIS IS COUNCILMAN JURGENSEN.
GO AHEAD. THANK YOU AND AGAIN, I VERY MUCH APPRECIATE THE PRESENTATION IN THE INFORMATION. I THINK IT IS SOMETHING THAT I THINK WE CAN DO A BETTER JOB OF SHARING WHAT
[01:25:06]
WE'RE EACH DOING AS ORGANIZATIONS.I THINK MOST OF YOU PROBABLY ARE AWARE THE TOWN HAS BEEN DOING A SIMILAR KIND OF REVIEW OF FUNDING AND STRATEGIC THINKING PRIORITIES GOING FORWARD AND I THINK THERE'S DEFINITELY SOME OVERLAP AND SO I JUST WANTED TO, THIS WON'T BE A SURPRISE, I DON'T THINK TO MOST OF YOU THAT KNOW ME, HOUSING IS SOMETHING THAT WE CAN WE NEED TO CONTINUE TO FOCUS ON FOR OBVIOUS REASONS.
AND YOU KNOW, WHEN I LOOKED AT THE PRIORITIES THAT TOWN COUNCIL HAS BEEN TALKING ABOUT, WHICH INCLUDES HOUSING, TRANSPORTATION, HEALTH AND HUMAN SERVICE, SOME ORGANIZATIONAL CATCH UP, NOT UNLIKE SOME OF THE DISCUSSION THE SUPERINTENDENT TALKED ABOUT IN TERMS OF KIND OF TOUCHED ON WAGES AND BENEFITS AND HOW DO WE CATCH UP TO THE REALITY THAT WE LIVE IN AS A COMMUNITY? THERE'S CLEARLY COMMON GROUND IN THAT HOUSING ELEMENT AND I WOULD LOOK FORWARD TO DISCUSSIONS ABOUT THAT.
I DO THINK THAT IT IS IMPORTANT FOR US TO BE REALISTIC WITH OURSELVES AND OTHERS THAT ALL OPTIONS ARE ON THE TABLE.
THE TOWN HAS BEEN KEEPING PROPERTY TAXES ON THE TABLE, AS MOST OF YOU ARE AWARE.
I THINK IT'S IMPORTANT FOR THE DISTRICT AND FOR ALL OF THE COMMUNITY TO CONTINUE TO HAVE THAT AS AN OPTION. NONE OF US LIKE IT, BUT I THINK IT IS AN OPTION THAT WE SHOULDN'T REMOVE JUST BECAUSE IT'S UNPLEASANT AND IT RELATED TO THAT CHAIR GINGERY AND [INAUDIBLE] ANSWER THIS QUESTION IS THERE A MAXIMUM MILL BY STATE STATUTE THAT THE SCHOOL DISTRICT COULD REQUEST IN TERMS OF BONDING? YEAH, IT'S BASED ON THE ASSESSED VALUE.
YOU CAN'T BORROW MORE THAN A CERTAIN PERCENTAGE OF THE ASSESSED VALUE OF THE COUNTY BECAUSE WE HAVE SUCH A HIGH ASSESSED VALUE, IT PROBABLY DOESN'T COME INTO PLAY, BUT ANYWAY. SO YOU DON'T YOU DON'T HAVE THE SAME LIMITATIONS OF THE 12 IN THE COUNTY, AND THE EIGHT IN THE TOWN? NOT ON THOSE TYPES OF BONDS.
OK, AND I REALLY APPRECIATE YOUR RESPONSE TO THE COMMISSIONER PROPST ABOUT THE DISTINCTION BETWEEN THOSE TWO TYPES OF BONDS AND THEN MY LAST STATEMENT, CHAIR MACKER WAS ASKING A QUESTION ABOUT OVERLAP IN TERMS OF HOUSING AND I THINK THAT AS I LISTEN TO THIS PRESENTATION AND THESE COMMENTS, I JUST KEEP COMING BACK TO.
I THINK THERE'S SOME REAL COMMON GROUND THERE AND, YOU KNOW, IT IS ALSO NOT LOST ON ME THAT, YOU KNOW, WHEN YOU LOOK AT, FOR EXAMPLE, THE 11 UNITS OUT OF SCHWABACHER, I KNOW SOME OF THEM ARE OCCUPIED BY FAMILIES THAT HAVE MULTIPLE SCHOOL DISTRICT EMPLOYEES, BUT MOST OF THEM, I SUSPECT, HAVE SIGNIFICANT OTHERS PARTNERS, SPOUSES THAT ARE SERVING IN OTHER CAPACITIES IN OUR COMMUNITY AND THERE'S CERTAINLY A COMMUNITY BENEFIT TO THAT AND I THINK IT GOES THE OTHER WAY.
I, YOU KNOW, AN INTERESTING QUESTION, ALTHOUGH I'M NOT SURE IT IMPACTS--WELL, IT MIGHT IMPACT THIS IS, YOU KNOW, HOW MANY SCHOOL DISTRICT EMPLOYEES ARE CURRENTLY HOUSED BETWEEN A HOUSING DEPARTMENT EFFORTS HOUSING TRUST HABITAT, JUST RECOGNIZING THAT THERE'S A SIGNIFICANT CROSSOVER THERE.
I'M NOT ASKING THAT EXPECTING AN ANSWER, BUT I THINK IT'D BE AN INTERESTING NUMBER, BUT I LOOK FORWARD TO CONTINUING THE DISCUSSIONS.
THANKS. THE COMMISSIONER EPSTEIN YOU WERE THE ONLY ONE WE HADN'T HEARD FROM.
DID YOU HAVE ANYTHING? MAYBE WE LOST HIM.
MAYOR, DID YOU HAVE ANYTHING YOU WANTED TO ADD? I DON'T RIGHT NOW, THANK YOU, THOUGH.
ANYBODY ON THE SCHOOL BOARD? KEITH, IT'S GREG.
MOST OF MY QUESTIONS HAVE BEEN ANSWERED.
IT WAS A THOROUGH PRESENTATION, VERY MUCH APPRECIATED.
I GUESS I WOULD JUST MAKE ONE POINT, NORTH SOUTH PARK IS IN PLAY, AND AS WE START TO LOOK AT POTENTIALLY WHAT THE GILLS ARE PROPOSING OR, YOU KNOW, AS WE MOVE FORWARD WITH THAT NEIGHBORHOOD PLAN AND ULTIMATELY THE ZONING, THERE COULD BE OPPORTUNITY FOR THE SCHOOL DISTRICT THERE.
ADDITIONALLY, MAYBE I DO HAVE MORE TO SAY THAN I THOUGHT, I WOULD HATE TO SEE YOU GUYS.
UM, YOU KNOW, BUILD A BUNCH OF HOUSING IN PLACES WHERE MAYBE YOU'RE GOING TO NEED MORE SCHOOLS WHEN POTENTIALLY THERE ARE OTHER OPPORTUNITIES WITHIN THE COMMUNITY FOR HOUSING AS WELL. SO I THINK THIS IS A PROBLEM FOR ALL OF US TO TACKLE, AND THERE IS NO ONE GOOD SOLUTION, BUT AS YOU'VE STATED AND SHOWN, YOU OBVIOUSLY ARE GOING TO NEED MORE FACILITIES AS WE GROW AS A COMMUNITY AS WELL.
SO I THINK THERE'S A LOT TO THINK ABOUT.
[01:30:02]
COMMISSIONER EPSTEIN, THE SCHOOL FACILITIES LOVES 10 ACRE LOTS, JUST SO YOU KNOW THAT NUMBER.[CHUCKLING] SO IF YOU'RE DOING ANYTHING OUT OF GUILT AND THEN THE REASON WE REALLY LIKE THE MIDDLE SCHOOL ONE WAS IT'S UP AGAINST THE HIGHWAY AND IT'S NOT AN AREA WE WOULD PROBABLY BUILD A SCHOOL.
SO THE MIDDLE SCHOOL ONE FITS SORT OF WHAT YOU WERE JUST SAYING, THE PARCEL YOU WERE TALKING ABOUT. JUST TO POINT THAT OUT.
UM, ANY TRUSTEES HAVE ANYTHING TO ADD ON THIS SUBJECT MATTER? OK, SO WE HAVE TWO MORE ITEMS, AND I KNOW THE TOWN COUNCIL NEEDS TO GET TO THEIR MEETING, SO I'LL JUST GO THROUGH THESE NEXT TWO REALLY QUICK.
JUST A DISCUSSION ON SAFE ROUTES TO SCHOOLS.
A BIG THANK YOU TO THE TOWN COUNCIL FOR THE GREGORY LANE PROJECT THAT WENT ON THE LAST TIME IT GOT APPROVED BY THE VOTERS.
IT'S MY UNDERSTANDING THE TOWN HAS STARTED THE PLANNING PROCESS.
THEN HOPEFULLY IN THE NEXT YEAR OR TWO WILL BE BUILDING OUT ON GREGORY LANE TO PROVIDE THE SIDEWALKS AND THE AND THE ACCESS FOR THOSE STUDENTS COMING TO SCHOOL.
IT'S ONE OF OUR HIGHEST PRIORITIES FOR SAFE ACCESS TO SCHOOLS AND WE REALLY APPRECIATE THE TOWN DOING THAT PROJECT.
WE KNOW IT'S A LOT MORE COMPLICATED THAN JUST PUTTING SOME SIDEWALKS DOWN.
THERE'S A LOT OF EASEMENTS, THERE'S MOVING SOME UTILITIES, THERE'S GUTTERS, THERE'S STORMWATER, BUT IN THE END IT'S GOING TO BE GREAT TO HAVE THE CHILDREN THAT ARE IN THE GREGORY LANE AREA HAVE ABILITY TO GET TO SCHOOL.
PRESENTLY, WE ACTUALLY RUN A BUS EVEN THOUGH THEY'RE SO CLOSE TO SCHOOL, WE RUN A BUS THERE. SOME AREAS THAT WE'RE STILL CONCERNED ABOUT, AS YOU KNOW, WE SPENT A LOT OF TIME, A LOT OF MEETINGS, ESPECIALLY TRUSTEE ZUNG AND IN THE SUPERINTENDENT WITH WYDOT IN REGARDS TO THE HRH ROAD.
THEY'VE HAD LOTS OF MEETINGS, LOTS OF DISCUSSIONS, DEALT A LOT WITH THE SPEED STUDY IN REGARDS TO SLOWING DOWN, FOR CROSSING THERE FOR STUDENTS AND THE TUNNEL ISSUE.
THE OTHER ISSUE THAT CAME UP WHEN WE WERE HAVING ALL THESE DISCUSSIONS ABOUT WILSON ELEMENTARY SCHOOL, THE PARENTS, EVEN THOUGH THAT'S GREAT THAT WE'RE GOING TO HAVE A TUNNEL TO GET [INAUDIBLE] 22, THE ISSUE THAT PROBABLY WAS BIGGER WITH A LOT MORE PARENTS IS MAIN STREET AND SO MAIN STREET'S THE ROAD THAT TAKES YOU FROM ESSENTIALLY FROM FISH CREEK BRIDGE OVER TO THE SCHOOL AND WITH ALL THOSE AFFORDABLE HOUSING UNITS THAT GOT BUILT ALONG THERE, THEY GOT BUILT RIGHT UP TO THE ROADWAY AND THEN WHEN IT GETS PLOWED IN THE WINTER, THERE'S REALLY NOWHERE FOR THE SNOW TO GO AND SO THAT ROAD GETS SMALLER AND SMALLER. IT BECOMES ALMOST A ONE LANE ROAD THERE AND THE CHILDREN WALKING, THERE'S A LOT OF KIDS THAT WALK THAT, BUT THERE'S ALSO A LOT OF CAR TRAFFIC.
SO JUST MORE OF A HEADS UP TO THE COUNTY.
IF MAYBE THAT'S SOMETHING THAT COULD BE LOOKED AT IS THE POTENTIAL FOR SIDEWALKS, AT LEAST FROM, WE'RE NOT ASKING FOR ALL OF MAIN STREET.
WE WERE HOPING YOU COULD TAKE A LOOK AT, AT LEAST FROM THE FISH CREEK BRIDGE ALONG MAIN STREET OVER TO THE ELEMENTARY SCHOOL.
THE OTHER ONE THAT'S STILL ALWAYS COMES UP IS DEER AND ELK STREET OR AVENUE.
I'M NOT SURE WHAT THEY ARE--DRIVES.
DEER AND ELK DRIVE IN THE SOUTH PARK INDUSTRIAL CENTER.
WE HAVE A LOT OF STUDENTS THAT WALK THAT AND AGAIN, THE PROBLEM THERE IS IN THE WINTERTIME, IT GETS MORE AND MORE NARROW AND YOU HAVE A LOT OF LITTLE KINDERGARTNERS AND ALL THE HOUSING ACTUALLY GOT BUILT AT THE END OF THE ROAD, SO THEY WALK THE ENTIRE LENGTH OF IT TO GET TO THE SCHOOL BUS STOP.
SO THOSE ARE SOME SAFE ROUTES TO SCHOOLS ISSUES THAT WE JUST WANTED TO RAISE THAT HAVE JUST COME UP OVER THE LAST YEAR AND THEN THE LAST ITEM WE HAD ON THERE WAS A DISCUSSION OF ALTA PARK, AND I'LL JUST LET TRUSTEE ZUNG, I THINK SHE'S STILL ON, TELL YOU THE CONCERNS. THIS IS MORE FOR THE COUNTY COMMISSIONERS, I THINK.
YEAH. THANK YOU, CHAIR GINGERY.
JENNIFER ZUNG WITH THE SCHOOL DISTRICT, AS YOU PROBABLY KNOW.
I LIVE IN ALTA AND THERE'S I UNDERSTAND A LOT OF COMMUNITY SUPPORT FOR SOME IMPROVEMENTS THAT HAVE BEEN PLANNED FOR THE ALTA COMMUNITY PARK.
WE UNDERSTAND THAT THEY WERE PLANNED, BUT THEY JUST HAVEN'T HAPPENED YET AND SO, YOU KNOW, STEVE ASHWORTH KIND OF GAVE THE ALTA COMMUNITY, SAID, HEY, YOU KNOW, SHOW YOUR SUPPORT FOR THIS AND I MEAN, WE CAN PRIORITIZE IT.
I GUESS FROM THE SCHOOL DISTRICT PERSPECTIVE, THE KIDS AT ALTA, THEY HAVE A GREAT PLAYGROUND. THEY ALSO USE A LOT OF THE OTHER FACILITIES SURROUNDING THE SCHOOL.
WE'RE VERY LUCKY TO HAVE AN ICE RINK THERE.
[01:35:01]
SOME SPORTS FIELDS.ONE THING THAT THEY DON'T HAVE ARE COURTS, WHICH IS ONE OF THE IMPROVEMENTS THAT THE ALTA COMMUNITY WOULD REALLY LIKE TO SEE AT THE ALTA PARK, WHICH IS TENNIS COURTS, PICKLEBALL COURTS WITH BASKETBALL.
RIGHT NOW, THE KIDS AT ALTA SCHOOL, THEY USE A PORTION OF THE PARKING LOT AND THEY PUT UP SOME TEMPORARY BASKETBALL HOOPS AND THEY USE THAT FOR FOURSQUARE AND FOR BASKETBALL IN THE PARKING LOT. SO KIND OF LIKE WHAT GILLIAN WAS TALKING ABOUT, YOU KNOW, MULTI-USE OF THE BOARDROOM, IT ALSO SERVES AS LOCKER ROOMS RIGHT NOW IN THE SUMMERTIME.
THE ALTA SCHOOL USES OF THE PARKING LOT AS PART OF OUR PLAYGROUND AND SO IF THAT, YOU KNOW, CAME FORWARD, I'D HOPE THAT THE COMMISSIONERS WOULD SUPPORT THAT, THOSE IMPROVEMENTS THAT ALTA PARK HAS, I THINK IT WOULD NOT ONLY BENEFIT THE REST OF THE COMMUNITY, BUT ALSO THE SCHOOL THERE AS WELL.
SO JUST WANTED TO BRING THAT UP.
THANK YOU, TRUSTEE ZUNG. THAT'S ALL THE SCHOOL DISTRICT HAD FOR THE AGENDA.
IS THERE ANYTHING THE TOWN COUNCIL OR THE COUNTY COMMISSIONERS WANTED TO EXPRESS TO THE SCHOOL DISTRICT? GRATITUDE.
[CHUCKLING] WE WILL INVITE NATALIE BACK [CHUCKLING].
WHICH IS AND YOU ALL ARE PROBABLY AWARE, TOO, WE ARE SORTING OUT OUR DECISIONS BETWEEN THE COUNCIL AND COMMISSION ON THE SPET ELECTION AND [INAUDIBLE] KEEP YOU UPDATED.
WELL, IF THERE'S NOTHING FURTHER, I'D ENTERTAIN A MOTION TO ADJOURN.
ACTUALLY, CHAIR GINGERY, I FEEL LIKE I WOULD BE REMISS IF I JUST DIDN'T MENTION THIS, THE FACT THAT CHAIRWOMAN MACKER JUST MENTIONED THAT WE ARE GOING TO BE LOOKING AT THE SPET QUESTION COMING UP AND YOU KNOW, YOU ARE THE COUNTY ATTORNEY, AND THIS JUST FEELS A LITTLE BIT LIKE WE'RE WADING INTO SOME TROUBLESOME WATERS HERE, SO I JUST I JUST WANT TO PUT THAT OUT THERE, LIKE I'M JUST UNCONCERNED ABOUT THESE CONVERSATIONS THAT WE'RE GOING TO BE HAVING AND A POTENTIAL CONFLICT.
SURE, I CAN SEND [INAUDIBLE] I CAN GO OVER AND DO ALL THAT, IF YOU WANT TO, THAT'S FINE.
THANK YOU. IS THERE ANYTHING FURTHER? I ENTERTAIN A MOTION TO ADJOURN.
MOVED AND SECONDED TO ADJOURN.
AYE. AND THE TOWN, YOU GUYS JUST GO INTO YOUR NEXT MEETING, DON'T YOU? WE ACTUALLY HAVE TO CLOSE THIS ONE, SO I WOULD LOOK FOR A MOTION TO ADJOURN AS WELL.
IT'S BEEN MOVED BY COUNCILWOMAN SELL CHAMBERS AND SECONDED BY COUNCIL MEMBER ROOKS.
AYE. OPPOSED? MOTION CARRIES. THANK YOU SO MUCH, SCHOOL BOARD.
THANK YOU.
