WE'LL HAVE A REALLY BIG CELEBRATION IN APRIL.

JUST TO GIVE YOU THE SPOILER ALERT, WE HAVE SPECIAL OLYMPIANS, THAT WILL BE HONORING, STATE BOYS AND GIRLS CHAMPIONS IN BOTH ALPINE AND NORDIC.

HOPEFULLY WE'LL ALSO HAVE MORE AN UPDATE ON ROBOTICS THAT WILL BE HAPPENING IN APRIL.

THEY MADE IT TO NATIONALS.

WE'LL ALSO BE HAVING AN UPDATE ON SPEECH DEBATE.

APRIL WILL BE A BIG MONTH OF CELEBRATIONS.

ONE IS THE MATH QUESTION THAT WAS ASKED AROUND THE CHANGE BETWEEN FIFTH AND SIXTH GRADE MATH.

THE OTHER IS A GENERAL LOOK AT DATA.

THEN FINALLY, THERE IS A PIECE IN HERE WITH AN ATTEMPT TO ANSWER TRUSTEE BRONSTED AND I THINK TRUSTEE MEADE QUESTION AROUND HOW WE'RE GOING TO LOOK AT MEASURING THE EFFICACY OF THE NEW POSITIONS AND THE NEW THINGS THAT WE'RE DOING FOR THE ACER GRANT.

IN MOST GRADES, WE'RE EITHER COMING BACK TO OR MOVING PAST WHERE WE LOST GROUND IN COVID.

THIS YEAR WE SEE A SLIGHT DIP IN FIFTH GRADE, WHICH IS SOMETHING THAT THE ADMIN ARE LOOKING AT AND WE'LL BE WORKING ON.

AGAIN, THIS IS PROFICIENCY TOWARDS END OF THE YEAR.

ELA, OFTENTIMES WE DO SEE SOME GROWTH BUT NOT HUGE AMOUNTS.

OFTENTIMES YOU DON'T SEE A GIANT INCREASE FROM WINTER TO SPRING. GO AHEAD.

HERE IS MATH.

IT'S THAT SEEM SLIDE AS THE ELA.

MATH, WE DO CONTINUE TO SEE MORE GAINS BECAUSE SOME OF THOSE STANDARDS ARE NEW TO STUDENTS AND THEY HAVEN'T ENCOUNTERED THEM BEFORE.

WHEREAS ELA SITS ON ANCHOR STANDARDS.

IN MATH, AGAIN I THINK WE SAW THAT PRETTY BIG DIP DURING THE COVID YEARS, COMING BACK OUT ON THE OTHER SIDE OF IT.

IT LOOKS LIKE WE'VE EITHER MADE UP MOST OF THE GAINS OR SURPASSED A LITTLE BIT IN TENTH GRADE.

BUT AT LEAST ON TRACK TO COME BACK TO WHERE WE WERE PRIOR TO THE COVID DIP.

THE GRAY BAR IS THE STATE, SO IN MOST GRADES WE ARE STILL OUT-PERFORMING THE STATE BY A FAIR MARGIN.

HERE IS THE SIXTH GRADE CONVERSATION FOR MATH.

WHAT YOU'RE SEEING HERE ARE ALL OF THE DIFFERENT DOMAINS THAT ARE ASSESSED IN SIXTH GRADE.

MANY MORE THAN FIFTH.

THE PURPLE BAR IS THIS WINTER FOR TCSD.

THE GRAY BAR IS THE STATE OF WYOMING.

WHAT YOU'LL SEE IS THAT OVERALL PROFICIENCY ON THE FAR LEFT IS FAIRLY LOW FOR BOTH US AND THE STATE AND WERE UNDER-PERFORMING THE STATE.

WHEN YOU BREAK IT DOWN INTO THE DIFFERENT DOMAINS, WHAT YOU'LL SEE IS THAT EXPRESSIONS AND ALGEBRAIC EQUATIONS, THAT'S A DOMAIN THAT IS ALMOST 30 PERCENT OF THE SIXTH GRADE MATH.

IT'S THE ONE WHERE WE'RE UNDER-PERFORMING BY THE WIDEST MARGIN.

IT IS A HUGE STEP UP FROM FIFTH GRADE.

IN THAT DOMAIN IN FIFTH GRADE OR THE CORRESPONDING DOMAIN, WE ACTUALLY SHOW THAT WE'RE DOING FAIRLY WELL WITH PROFICIENCY.

IT'S A BIG JUMP TO SIX.

THERE'S A LOT OF THINGS GOING ON IN THIS DOMAIN.

IT'S MOSTLY STORY PROBLEMS, A LOT OF LANGUAGE SO REALLY CHALLENGING FOR SOME OF OUR STUDENTS THAT ARE STILL LANGUAGE LEARNERS.

INSTEAD OF IT, THEY'RE MULTI-STEP EQUATIONS AND NO CALCULATOR.

AS A MATTER OF FACT, WE HAVEN'T SEEN A LOT OF OBVIOUSLY, NOW MATH IS IN BOTH ENGLISH AND SPANISH.

BUT EVEN WHEN MATH WAS IN SPANISH, WE ACTUALLY NEVER SAW A LARGE DEEP, SOME STUDENTS HAD A HARD TIME WHEN THEY ENTERED INTO 6TH GRADE, BUT BY THE END OF 6TH GRADE, WHEN THEY TOOK THAT SUMMATIVE ASSESSMENT, WE ACTUALLY REALLY NEVER SAW ANYTHING IN THOSE SCORES TO INDICATE THAT IT WAS A PROBLEM IN OUR DATA.

>> CAREN, THESE STUDENTS WERE NOT IMPACTED BY THE CURRICULUM ADJUSTMENT THAT HAPPENED A FEW YEARS AGO, RIGHT?

>> WELL, THAT'S A REALLY GREAT QUESTION.

THESE STUDENTS HAVE HAD A FEW DIFFERENT RESOURCES.

THEY PROBABLY ARE NOT IMPACTED.

I WOULD HATE TO SAY FOR SURE ANYTIME THAT YOU SWITCH RESOURCES DURING THE MIDDLE, YOU HAVE A LEARNING CURVE, BUT I WOULD SAY THAT WE'VE HAD BRIDGES LONG ENOUGH NOW THAT THE PROBABILITY IS LOW THAT THAT WAS THE IMPACT.

IT IS JUST A DOMAIN THAT IS, FOR A LOT OF OUR STUDENTS, REALLY CHALLENGING.

I THINK THERE ARE SOME AREAS WHERE OUR 5TH GRADE OR OUR ELEMENTARY MATH INTERVENTIONIST HAS LOOKED AT THIS DATA.

WE LOOKED AT IT WITH THE 5TH GRADE MATH TEAMS. THERE ARE SOME THINGS THAT WE CAN DO AND ARE PLANNING TO DO TO HELP THESE STUDENTS BE BETTER PREPARED.

I CAN GO THROUGH THOSE IF YOU WANT, BUT SHE HAS A REALLY NICE PLAN TO WORK WITH THE 5TH GRADE TEACHERS AFTER THE SPRING [INAUDIBLE] TO START PREPPING THEM FOR THIS DOMAIN.

THEN ALL THE WAY UP TO AND INCLUDING THIS BEING THE FOCUS DOMAIN IN 6TH GRADE MATH FOR SUMMER SCHOOL.

>> IS IT POSSIBLE TO LOOK AT 7TH GRADE? BECAUSE OF THAT SAME OR THE TOTAL SCORE IS IN 7TH GRADE ARE LOW AS WELL, THAT WOULD TELL US THAT WE'RE NOT GETTING ACROSS WHAT WE NEED TO DO FOR SUBSEQUENT GRADES, RIGHT?

THIS IS THAT DOMAIN OVER TIME.

WELL, OUR 6TH GRADERS ARE HEAVILY IMPACTED.

YOU CAN SEE THAT 7TH AND 8TH ACTUALLY DO A REALLY NICE JOB.

THE 6TH GRADE TEACHERS ARE HITTING IT HARD, IT STARTS TO REALLY SHOW UP AS SUCCESSFUL IN 7TH AND 8TH.

NOW, REMEMBER THESE DOMAINS SCORES ARE A TINY BIT MISLEADING.

THEY'RE NOT NECESSARILY PROFICIENT.

THESE ARE APPROACHING TO HONOR ABOVE WHEN YOU GET THE DOMAIN SCORE.

THAT 93 PERCENT DOESN'T MEAN ABSOLUTELY THAT ALL THOSE STUDENTS WILL BE PROFICIENT, BUT THEY'RE REALLY CLOSE TO.

WE HAVE A LOT OF KIDS SITTING ON THAT BUBBLE, EVEN IF THEY'RE JUST A TINY BIT UNDER.

THIS IS THE REALLY GREAT NEWS AND THE GOOD JOB THAT THE MENTAL SCHOOL IS DOING, IS THAT WHEN YOU LOOK AT THAT DOMAIN OVER TIME, THAT 8TH GRADE IS REALLY IMPRESSIVE.

>> ONE ADDITIONAL THING I'D LIKE TO ADD, I THINK WHEN YOU LOOK AT THE 7TH AND 8TH GRADE, AND THE GAINS THAT ARE MADE ARE PRETTY IMPRESSIVE.

THEY ALSO HAVE THE ADDED ADVANTAGE OF WORKING TOGETHER AS A DEPARTMENT.

WHEN YOU'RE A MIDDLE SCHOOL MATH TEACHER YOU'RE TOGETHER WITH 6TH GRADE TEACHERS, 7TH GRADE TEACHERS, 8TH GRADE TEACHERS, AND SO YOU HAVE THAT BENEFIT OF VERTICAL ALIGNMENT.

WE DON'T HAVE THAT BENEFIT OF VERTICAL ALIGNMENT RIGHT NOW BETWEEN 5TH AND 6TH GRADE.

THAT'S SOMETHING THAT WE DON'T HAVE THE TIME WITHIN THE DAY WHERE WE CAN GET THOSE TEACHERS TOGETHER.

SO THAT YOU KNOW COMING UP IN OUR AGENDA IS AN ITEM THAT WE ARE REQUESTING IS TO HAVE SOME IN-SERVICE TIME.

THIS IS A PERFECT EXAMPLE OF HOW THAT TIME COULD BE USED, IS TO GIVE US THE OPPORTUNITY TO HAVE THAT VERTICAL ALIGNMENT BECAUSE THE 6TH GRADE TEACHERS AND THE 5TH GRADE TEACHERS NEED THAT CHANCE TO FIGURE OUT WHAT THE 6TH GRADE KIDS ARE MISSING FROM 5TH GRADE, AND THAT IS A BIG LEAP, FROM 5TH TO 6TH, PREDOMINANTLY IN THAT LANGUAGE PIECE.

THERE'S A LOT OF OTHER STRATEGIES THAT CAREN AND JAMINE ARE WORKING WITH THE TEACHERS TO MAKE SURE THAT WE DON'T SEE THIS CONCERN OR PATTERN CONTINUE.

>> THE OTHER PIECE THAT SHOULD BE NOTED IS 7TH AND 8TH GRADE DO ALLOW CALCULATORS.

SO THE ASSESSMENT DOES CHANGE TO GIVE A LITTLE BIT MORE SUPPORT TO STUDENTS.

>> CAREN, IF THAT'S THE CASE, AND OUR KIDS ARE GETTING CAUGHT BY 7TH AND 8TH GRADE, WHY ARE WE WORRYING ABOUT THIS? ABOUT ITS WORK.

ONE OF THE THINGS THAT WE CAME UP WITH, IT'S LIKE, WELL, SHOULD WE BE CONCERNED YES OR NO? I THINK THE ANSWER IS NOT REALLY, THEY'RE CATCHING UP.

HOWEVER, THAT LANGUAGE PIECE IS SOMETHING THAT IS REALLY IMPORTANT, WHETHER IT'S READING A PROMPT OR WHETHER IT'S READING A STORY PROBLEM, OR IT COMES ACROSS IN ANY NUMBER OF WAYS, ACROSS ALL CONTENT.

WHEN WE SAW THAT THE 6TH GRADE SCORES WERE THE MOST HEAVILY IMPACTED IN THE DOMAIN, THAT HAS A LOT OF STORY PROBLEMS AND IT'S REALLY LANGUAGE HEAVY.

WE THOUGHT THAT IT WOULD BE BENEFICIAL TO SPEND SOME TIME REALLY LOOKING AT THE LANGUAGE PIECE.

HOW DO YOU BREAK DOWN A STORY PROBLEM? SPEND SOME TIME ON THAT BECAUSE WE THOUGHT THAT THAT ACTUALLY COULD BENEFIT ALL CONTENT IN SIX.

>> IS CUMULATIVE.

SO WHERE IS THE 7TH GRADE TEST? ALSO HAVE STORY [OVERLAPPING].

>> YEAH. THAT DOMAIN IS HEAVILY.

IT'S ACTUALLY A LARGER PART OF THE TEST IN 6TH THAN IT IS IN 8TH.

IT'S NO LONGER 30 PERCENT IN 8TH.

THE AMOUNT OF QUESTIONS GOES DOWN A LITTLE BIT AS THE GRADES GO UP.

BUT YES, STORY PROBLEMS ARE THERE.

NEXT ONE. AGAIN, FROM LAST YEAR WE HAVE A RELATIVELY NEW ASSESSMENT, DIBELS 8 COMPOSITE, WHICH WE'RE ALSO PILOTING THIS YEAR IN SPANISH.

WE DON'T HAVE ALL THE SPANISH SCORES YET.

WE ARE JUST PART OF A NATIONWIDE PILOT, BUT WE'LL BE ABLE TO HAVE SPANISH LANGUAGE ARTS AS WELL.

FOUNDATIONAL SKILLS WAS OBVIOUSLY ONE OF THE BIG REASONS WHY WE CHANGED THE RESOURCE AND ONE OF OUR BIG FOCUSES IN TCSD.

WHAT YOU'RE LOOKING AT IN THESE GRAPHS IS KINDER 1ST AND 2ND GRADE.

THAT MOY IS MIDDLE OF THE YEAR.

YOU'LL HAVE MIDDLE OF THE YEAR LAST YEAR, AND MIDDLE OF THE YEAR THIS YEAR IN THOSE THREE GRADES, AND THIS IS THE COMPOSITE SCORE.

THIS IS A SCORE MADE UP OF UP TO SIX ASSESSMENTS PER STUDENT.

JUST LOOKING AT WHERE WE ARE AS A DISTRICT, WE DEFINITELY SEE SOME GAINS THERE.

WHAT I LOOK AT HERE ARE THE NUMBER OF KIDS, THAT ARE THE FARTHEST FROM AND REALLY WORKING TO REDUCE THAT NUMBER.

THEN IT WILL BE NOW THOSE KIDS THROUGH.

THIS IS A REALLY POSITIVE TREND FOR THE DISTRICT.

I THINK DR. SWIN TASKY, AND KAREN ARE SORT OF GIVING US THEIR VOTE AS WELL.

THEY'RE NODDING AND SAYING," YEAH, WE THINK IT WILL." DO YOU HAVE ANYTHING TO ADD? LAST YEAR WHEN THAT LEGISLATION FIRST CAME UP AND WE CHECKED ON IT, THERE WERE THREE SCREENERS THAT WE'RE COMING TO THE TOP OF THE LIST FOR WDE, AND THIS IS DEFINITELY ONE OF THEM.

IT DOES HAVE THE REQUIRED DYSLEXIA SCREENER.

IT HAS ADDITIONAL MEASURES THAT WE'VE ACTUALLY NEVER HAD ACCESS TO AS A DISTRICT.

WE'RE REALLY EXCITED ABOUT THOSE ADDITIONAL MEASURES, AND THOSE REALLY DO EXPLICITLY MEET THE DYSLEXIA SCREENING PIECE.

I WOULD SUGGEST THAT YOU ALL START TALKING WITH WDE, AND GETTING YOUR FOOT IN THE DOOR.

I BELIEVE, IN ADVOCATING FOR HAVING BOTH THE ENGLISH AND THE SPANISH AND WHY IT'S SO IMPORTANT TO HAVE BOTH.

HOWEVER, EVEN IF IT'S NOT ONE OF THE SCREENERS, WE WOULD MOST LIKELY CONTINUE TO USE IT BECAUSE THAT'S HOW WE GET OUR BEST INFORMATION, AND WE KNOW HOW TO SUPPORT STUDENTS EVEN BETTER.

[OVERLAPPING] BUT YOU KNOW, WE ARE THE MOST IMPORTANT DISTRICT.

I MEAN IT WOULD BE REALLY HARD TO IMAGINE THEM NOT ALLOWING US TO CONTINUE WITH IT.

YOU SAID THE K3 ASSESSMENTS IS COMING BACK. DID IT FAIL? NO, IT PASSED THIS TIME, FOR SOME REASON THEY THINK THEY NEED TO CONTINUE TO STUDY IT, CONTINUE TO GIVE US DIRECTION.

THIS IS A BREAKOUT OF ONE OF THE MEASURES, PHONEMIC AWARENESS.

THIS IS ONE THAT WE WERE FOCUSING ON HEAVILY.

WE FOUND THIS WAS SOMETHING THAT OUR OLD SCREENER DIDN'T PICK UP WELL, NOR DID OUR OLD RESOURCE ADDRESS WELL.

[NOISE] [LAUGHTER] SO, THIS IS A REALLY IMPORTANT MEASURE FOR US, AND SO I BROKE THIS ONE OUT SEPARATELY, JUST TO SHOW THIS IS IN K1, AND YOU LOOK AT THE FIRST GRADE AND THAT'S THE MOST IMPRESSIVE NUMBER THAT WE HAVE.

BECAUSE THOSE FIRST GRADERS, EVEN COMING INTO THE END OF LAST YEAR STAYED RELATIVELY.

THIS WAS A TOUGH MEASURE FOR US.

REALLY EXCITED ABOUT THE WORK THAT BOTH KINDER AND FIRST IS DOING WITH THIS PARTICULAR MEASURE.

FINALLY, THIS IS AN ATTEMPT FOR THE ESSER GRANT MEASUREMENT.

THE CAPITAL GAP NEEDED WOULD BE 7.4.

I RECEIVED SOME FEEDBACK THAT MIGHT WANT TO JUST LOOK AT NOT GETTING A MORTGAGE AND JUST LOOKING AT BRIDGING THE ENTIRE CAPITAL GAP AND LOOKING AT THOSE DIFFERENT OPTIONS.

THIS IS JUST AN OVERVIEW OF THE DEVELOPMENT PROGRAM FOR THE MIDDLE SCHOOL.

THE OBJECTIVE IS LONG-TERM RENTAL PRODUCT TO CREATE STABLE AND MORE AFFORDABLE OPTIONS FOR EMPLOYEES THAT ARE CURRENTLY RENTING.

SOME LIMITED ABILITY FEATURES WOULD BE ADEQUATE STORAGE, SOME ACCESS TO OUTDOORS, WHETHER THAT'S BALCONIES OR SOME SHARED COMMON AREAS, OR JUST SOME ACCESS TO THE OUTDOORS, NATURAL LIGHT, ENERGY EFFICIENCY.

THOSE ARE THE HIGH LEVEL.

SUITABILITY WOULD BE LOOKING AT QUALITY CONSTRUCTION, ONE AND TWO BEDROOM UNITS, CREATING STABLE ENVIRONMENT AND HEALTHY LIVING ENVIRONMENT.

THE TYPE OF CONSTRUCTION IS TWO-STOREY BUILDING, MULTI-FAMILY BUILDING WITH TUCK UNDER PARKING, AND 324 UNIT BUILDINGS, 1.5 PARKING SPACES PER UNIT.

THAT ASSUMES THAT THERE MAY BE SOME OVERFLOW PARKING ONTO EXISTING PARKING IN THE DISTRICT.

THEN RENTAL RATES WOULD BE BETWEEN 1,100-1,800 PER MONTH.

THE IMPORTANCE OF SETTING THE DEVELOPMENT PROGRAM IS THAT THESE ARE REALLY THE GUIDING PRINCIPLES FOR THE DEVELOPMENT OF THE BUILDING.

IT HELPS TO SET THE BASIS FOR ALL OF YOUR PROFESSIONALS AND WITH ANY REQUESTS FOR PROPOSALS OR REQUESTS FOR QUALIFICATIONS.

IT'S INCORPORATED INTO CONTRACT DOCUMENTS SO THAT ALONG THE TRAJECTORY OF DEVELOPING, YOU'RE ABLE TO GO BACK TO THESE GUIDING PRINCIPLES AND IT HELPS TO JUST FORM THE DIRECTION OF THE DEVELOPMENT.

IT HELPS KEEP EVERYBODY ON COURSE SO THAT YOU'RE NOT GOING OFF AND SPENDING A LOT MORE MONEY AND TRYING TO BRING IT BACK TOGETHER.

ONE OF THE MAIN QUESTIONS IS THAT THERE WAS A QUESTION ABOUT ENSURING THAT THIS WAS A RENTAL PRODUCT.

WAS JUST MAKING SURE THAT EVERYBODY IS COMFORTABLE.

SOME FUNDING WOULD BE NECESSARY IN ORDER TO MOVE FORWARD WITH THAT PHASE.

SOME OF THE THINGS THAT THE DISTRICT IS PURSUING IS THE SPECIAL PURPOSE EXERCISE TAX.

THEN ALSO WITH THE WYOMING'S STATE LEGISLATION.

THERE'S SOME CONSTRAINTS WITH THOSE AND LIMITATIONS ON RENTERS AND OF THE INCOME LEVELS AS WELL, BUT IT MAY BE SOMETHING TO PURSUE.

THEN OF COURSE, THE FUND FOR PUBLIC EDUCATION WITH THE SNAKE RIVER SPORTING CLUB AND PHILANTHROPY [INAUDIBLE] NEXT SLIDE, PLEASE.

THE LOW-INCOME HOUSING TAX CREDIT PROGRAM IS REALLY AN INDIRECT SUBSIDY THROUGH TAX CREDITS TO INCENTIVIZE THE PRIVATE SECTOR TO DEVELOP AFFORDABLE RENTAL HOUSING.

IT'S THE NUMBER ONE TOOL IN THE COUNTRY TO DEVELOP AFFORDABLE HOUSING.

OR I WOULD SAY HOUSING THAT IS AFFORDABLE TO HOUSEHOLDS EARNING LESS THAN 80 PERCENT AND PRIMARILY REALLY HOUSEHOLDS LESS THAN 60 PERCENT OF THE AREA MEDIAN INCOME AND IT IS A RENTAL PRODUCT.

THERE ARE SOME RESTRICTIONS TO THIS.

ONE THING TO INVESTIGATE TO SEE WHETHER THE SCHOOL DISTRICT WOULD WANT TO USE THIS TOOL IS THAT, TYPICALLY IT'S A WAIT LIST PROCESS IN THE SCHOOL DISTRICT WOULD NOT HAVE THE ABILITY TO SELECT WHO WOULD BE ABLE TO RENT THE UNITS, IT WOULD HAVE TO BE AVAILABLE TO THE GENERAL PUBLIC.

IT CAN COVER QUITE A BIT OF THAT CAPITAL GAP 30 TO 70 PERCENT OF THAT CAPITAL GAP COULD BE COVERED WITH THIS TOOL.

THE 30 PERCENT IS TYPICALLY KNOWN AS A FOUR PERCENT TAX CREDIT, WHICH IS NOT A COMPETITIVE PROCESS, BUT IT DOESN'T COVER AS MUCH OF THE CAPITAL GAP.

THE 70 PERCENT IS WHAT'S CALLED THE NINE PERCENT TAX CREDIT, AND THAT IS A VERY COMPETITIVE PROCESS.

IT'S BEEN UTILIZED IN TETON COUNTY FOR SEVERAL PROJECTS.

I WOULD SAY, SPREAD OUT OVER A VERY NUMBER OF YEARS.

IN 2004, PIONEER HOMESTEAD PHASE 3 WAS A TAX CREDIT PROJECT.

SNOW KING APARTMENTS WAS A TAX CREDIT PROJECT, AND THE TOWN OF JACKSON, THE HOUSING DEPARTMENT JUST RECEIVED AN ALLOCATION FROM THE STATE FOR FLAT CREEK APARTMENTS.

FROM 2004 TO 2022 HAD VERY FEW ALLOCATIONS OF THOSE FUNDINGS.

PRIMARILY BECAUSE THERE ARE FEDERAL ALLOCATION BASED ON POPULATION, BUT WITH A MINIMUM WYOMING PER CAPITA GET A HIGHER PERCENTAGE THAN SOME OTHER STATES, BUT IT'S VERY COMPETITIVE THROUGHOUT THE REST OF THE STATE.

WITH TETON COUNTY IS HIGH COST OF CONSTRUCTION, THE STATE ALLOCATIONS CAN CREATE MORE UNITS ACROSS THE STATE BY BUILDING IN OTHER COMMUNITIES.

>> BUT THEY JUST GAVE TO DUNCAN COUNTY 12 MILLION DOLLARS.

>> THAT'S RIGHT. THE ENTIRE STATE, I BELIEVE RECEIVED 31 MILLION IN TAX CREDITS.

IT WAS FABULOUS AND IT WAS PROBABLY A FIVE-YEAR PROCESS IN ORDER TO GET THAT 12 MILLION DOLLAR ALLOCATION.

IT IS A VERY COMPLEX PROCESS AND IT'S VERY COMPETITIVE, BUT THERE ARE ALSO A LOT OF LOW-INCOME HOUSING TAX CREDIT DEVELOPERS SO IT'S AN ESTABLISHED INDUSTRY, IS WHAT I WOULD SAY.

>> WE WOULD PROBABLY PUT OUT AN RFP FOR SOMEBODY TO COME AND DEVELOP A PROPERTY UNDER THESE PARAMETERS, IS THAT WHAT THE TOWN OF JACKSON DID?

>> YES. I WOULD SAY THOUGH THE FIRST STEP WOULD BE TO JUST VERIFY THAT THE SCHOOL DISTRICT WOULD BE ABLE TO PUT THEIR EMPLOYEES IN, INSTEAD OF HAVING IT TO BE A WAIT LIST AND OPEN TO THE GENERAL PUBLIC.

IT MAY BE SOMETHING THAT YOU COULD PUT AN APPLICATION IN.

YOU COULD STILL MOVE FORWARD WITH THE MIDDLE SCHOOL IN A MORE TRADITIONAL APPROACH AND BE TRYING TO ACCESS THE TAX CREDITS FOR A LATER PHASE OR SOMETHING TO THAT EFFECT.

>> THERE ARE VARIATIONS IN ORDER TO QUALIFY AS FAR AS A MIX OF BELOW 50 PERCENT, SOME PERCENTAGE OF TENANTS BETWEEN 40 PERCENT AT 60 PERCENT.

THEN THERE'S ANOTHER QUALIFYING CRITERIA THAT YOU COULD HAVE SOME AT 80 PERCENT, BUT THE REST HAVE TO BE LESS THAN 50 PERCENT, SO IT'S UP TO 80 PERCENT.

THOUGH YOU'D BE ABLE TO SEE, BECAUSE A WAGE ANALYSIS ISN'T GOING TO GET YOU AT HOUSEHOLD INCOMES,

BUT WE HAVE SOME VERY GOOD SURVEY DATA TO UNDERSTAND THE HOUSEHOLD INCOMES.

MY RECOMMENDATION WOULD BE TO STAY ON TOP OF THE FLAT CREEK APARTMENTS THAT ARE BEING DEVELOPED AND MAKE SURE THAT THE DISTRICT EMPLOYEES ARE AWARE OF THAT OPPORTUNITY SO THAT THEY GET ON THE WAIT LIST AS SOON AS POSSIBLE.

THERE MAY BE SOME COMBINATION AS FAR AS MIGHT WANT AN OUTSIDE PARTY TO BE LOOKING AT THE TENANT SELECTION SO THAT THERE'S SOME SUBROUTINE FROM EMPLOYER OR EMPLOYEE TURNOVER.

THEN IT MIGHT MAKE SENSE BECAUSE OF JUST THE MAINTENANCE OF EVERYTHING ELSE THAT THE SCHOOL DISTRICT DOES TO KEEP THAT INTERNALLY.

THERE ARE A LOT OF GOOD RESOURCES WITHIN THE COMMUNITY FROM THE HOUSING DEPARTMENT THAT WOULD BE ABLE TO HELP WITH THESE TENANT SELECTIONS IN PARTICULAR, OR THE HOUSING TRUST, ONE'S A GOVERNMENT ENTITY, ONE'S A NON-PROFIT ORGANIZATION.

THERE WOULD BE A FEE FOR SERVICES LIKELY, IN PARTICULAR FOR THE HOUSING TRUST, THERE MAY BE SOME ABILITY TO NEGOTIATE WITH THE HOUSING DEPARTMENT.

THEY HAVE INDICATED THAT IF THEY WERE TO TAKE ON THOSE SERVICES, THEN THEY WOULD REQUIRE THEIR STANDARD DEED RESTRICTION ON THE PRODUCT, MAKING IT EASIER FOR THEM TO MANAGE ALL OF THEIR PROGRAMS FOR SOME CONSISTENCY.

I THINK SOME CONSIDERATIONS ARE WHAT IS YOUR INTERNAL CAPACITY LOOKING AT THE LOCAL EXPERTISE IN THE COMMUNITY, AND THEN WHETHER THERE'S A DESIRE TO HAVE THAT ARM'S-LENGTH BETWEEN THE EMPLOYER-EMPLOYEE RELATIONSHIP, WHICH TENDS TO BE DESIRABLE FOR BOTH PARTIES.

WHEN THEY MOVED INTO THE ANNEXES, FORMERLY THE CLASSROOMS, THEY DID A LOT OF WORK AND IT'S TURNED INTO A REALLY NICE FACILITY.

OUR STUDENTS ENJOY IT.

THEY DO IN SESSION, IN SCHOOL CLASSES AND WE HAVE SOME STUDENTS THAT DO FIELD TRIPS THERE IN ADDITION TO SOME OF THE OTHER PROGRAMS THEY OFFER FOR THE COMMUNITY.

IT WAS NEVER, HOWEVER, INTENDED ON EITHER PARTY TO BE A FOREVER HOME.

IT'S WORKED OUT FINE, AND WHEN WE DID THE COTTAGES AT WILLOW THE FIRST ROUND, THEY MOVED IN IN OCTOBER OF 2020.

THOSE COTTAGES BECAME HOME TO FOUR TWO BEDROOM, ONE BATH UNITS FOR EMPLOYEES AND THE TOTAL PRICE TAG WAS APPROXIMATELY $700,000.

IT WAS A VERY COST EFFICIENT WAY TO GET SOME AFFORDABLE AND STABLE HOUSING FOR OUR STAFF.

SINCE OCTOBER 2020 WHEN OUR FIRST TENANTS MOVED IN, THE DEMAND, AS YOU ALL KNOW, AND WE'VE BEEN SETTING THIS FOR A REALLY LONG TIME, HAS JUST GONE UP AND UP.

IN INVESTIGATING AVAILABLE UNITS FOR PURCHASE IN THE COMMUNITY FOR THE PRICE OF ONE TWO BEDROOM, ONE BATH UNIT, WE COULD BASICALLY GET FOUR DONE.

WE KNOW WHAT WE'RE DOING WITH IT NOW.

WE KNOW WHAT THE CHALLENGES WERE IN THE MOVING.

WE COULD DO A LOT OF CONCRETE WORK AND THE INFRASTRUCTURE WORK THAT PERMITTING IN THE SUMMER, WE COULD ALLOW THE CHILDREN'S MUSEUM TO STAY THROUGH AUGUST AND THEN MOVE THE TRAILERS IN SEPTEMBER TO THE SOUTH END AND THEY WOULD BE MOVING READY BY DECEMBER 2022 OR JANUARY 2023 AND COULD POTENTIALLY HAS BETWEEN FOUR OR EIGHT STAFF MEMBERS SINCE THERE ARE TWO BEDROOM UNITS.

THAT'S SOMETHING THAT IS REALLY APPEALING TO US.

WE COULD CONTINUE TO WORK WITH THE CHILDREN'S MUSEUM LIKE WE DID BEFORE WHEN THEY LOST THEIR LOCATION THAT CAME STREET, THERE WAS A TRANSITION TIME PERIOD WHERE THEY STORED EQUIPMENT THAT THEY WERE USING.

THEY DID THEIR PROGRAMMING IN SCHOOLS BY GOING TO ONE SCHOOL FOR A WEEK AND THEN MOVING INTO THE NEXT SCHOOL FOR A WEEK, ETC, AND IT WORKED OUT FINE.

WE CAN CONTINUE TO DO THAT IN THE SHORT-TERM.

WE POTENTIALLY COULD LOOK AT SOME SPACE WITHIN ONE OF THE ELEMENTARY SCHOOLS IF POSSIBLE.

WE WOULD DO EVERYTHING WE POSSIBLY COULD DO IF THIS IS A DIRECTION THAT OUR BOARD WANTED US TO GO BECAUSE AGAIN, WE REALLY VALUE OUR RELATIONSHIP WITH THE CHILDREN'S MUSEUM AS WITH ALL OF OUR OTHER COMMUNITY PARTNERS.

BUT THIS ONE IS CERTAINLY CHALLENGING FOR US.

BUT I FEEL LIKE IT'S A COST-EFFECTIVE WAY THAT WE COULD RECRUIT AND RETAIN AND PROVIDE SUSTAINABLE AND AFFORDABLE HOUSING FOR STAFF WHEN WE REALLY ARE IN DIRE STRAITS.

WE'VE HEARD THE CONCERN.

ME, TO BE CLEAR, I WOULD PREFER TO BE IN SCHOOL YEAR-ROUND.

THAT'S WHAT MY PLANS WOULD BE.

HOWEVER, IT'S NOT REALISTIC.

THE OTHER CHALLENGES THAT WE'RE SEEING THAT WE'VE TALKED ABOUT ALREADY RELATE TO THE LACK OF SUBS.

WE KNOW THAT BEST PRACTICE IS ONGOING, TIMELY PROFESSIONAL DEVELOPMENT.

WE CURRENTLY HAVE TWO IN-SERVICE DAYS EMBEDDED IN OCTOBER AND IN FEBRUARY FOR ALL SCHOOLS.

TWO IN-SERVICE DAYS THROUGHOUT THE YEAR ARE SIMPLY NOT ENOUGH TO GET THE WORK DONE THAT OUR STAFF NEED.

THE OTHER CONCERN THAT I HAVE IS WITH SO MANY CURRENT POSITIONS THAT ARE OPEN, WE'RE GOING TO HAVE A SIGNIFICANT STAFF TURNOVER.

TO ASSUME THAT ANY NEW STAFF MEMBER, SOMEONE NEW TO A POSITION GRADE LEVEL, EVEN IF WE MOVE PEOPLE AROUND, THAT THEY'RE READY TO ROLL IN AUGUST WITH ONLY TWO DAYS OF PROFESSIONAL DEVELOPMENT IN-BETWEEN IS ALSO NOT REALISTIC.

SO WHAT WE HAVE PUT TOGETHER ARE FIVE DAYS FOR ELEMENTARY AND MIDDLE SCHOOL, SO IT'S A REDUCTION IN THE MIDDLE SCHOOL.

FIVE IN-SERVICE DAYS OR K-8.

THE MIDDLE SCHOOL WOULD CONTINUE WITH THE TARGETED INDIVIDUALIZED SUPPORT AND ALSO CLUBS AND ACTIVITIES ON THOSE FIVE DAYS.

THEN HIGH SCHOOL WE'VE REDUCED FROM 12 DAYS TO 10 DAYS, AND THEN ALL SCHOOLS WILL STILL HAVE THOSE TWO IN-SERVICE DAYS.

WE FEEL LIKE THIS IS REALLY IMPORTANT FOR OUR STAFF.

IT HAS BEEN A HARD COUPLE OF YEARS.

THE LACK OF SUBS AND THE REQUIRED IN-SERVICE TRAINING THAT WE NEED IN ORDER TO STAY CURRENT IS REALLY IMPORTANT FOR US.

AS I LOOK AT OUR ATTENDANCE DATA, FRIDAYS ARE TOUGH DAYS ATTENDANCE-WISE.

YOU SEE THE CHARTS EVERY SINGLE WEEK, SO YOU CAN FOLLOW STUDENT ABSENCES AND STAFF ABSENCES ARE ANYWHERE FROM 25-50 PERCENT HIGHER ON FRIDAYS.

IT'S A SIGNIFICANT ISSUE.

WE LOOKED AT DATA EARLIER.

OUR DATA INDICATE THAT OUR STUDENTS ARE RECOVERING AND WE'VE HAD THE EXACT SAME SCHEDULED THIS YEAR.

THE DIFFERENCE IS IN ELEMENTARY, WE RECOGNIZE THAT A LOT OF PARENTS DEPEND ON THE CHILDCARE SUPPORT SO THEY CAN WORK.

WE HAVE EXPANDED THE CREST IN ORDER TO PROVIDE THAT ENRICHMENT, AS WELL AS THE TARGETED SUPPORT FOR INDIVIDUAL STUDENTS FOR ELEMENTARY THAT, MAY NEED THAT.

THE OTHER CONCERN THAT I HAVE, IF WE DON'T APPROVE THIS, I DON'T KNOW AT THIS POINT IN TIME WHAT THE REQUIREMENT IS GOING TO BE FOR THE K-3 READING TRAINING.

AT THE LAST DRAFT OF THAT BILL INDICATED THAT ANY STAFF MEMBER K GROUP 3 THAT WORKS WITH STUDENTS IN LITERACY, SCREENING INTERVENTIONS, OR SMALL GROUP ASSESSMENTS OR INSTRUCTION WOULD HAVE TO BE TRAINED.

SINCE WE DON'T KNOW WHAT THAT IS YET, IT'S CONCERNING THAT I WOULD HAVE A SIGNIFICANT PORTION OF STAFF TO TRAIN UP IN SOMETHING THAT THE STATE SUPERINTENDENT WILL BE DETERMINING, I ASSUME SOMETIME THIS SUMMER BECAUSE IT GOES INTO EFFECT THIS AUGUST.

WITH THAT, OUR REQUEST IS FOR TWO DAYS DISTRICT-WIDE THAT ARE CONSISTENT, FIVE DAYS FOR ELEMENTARY THAT ARE IN SERVICE WITH PRESS SUPPORT, FIVE DAYS FOR MIDDLE SCHOOL,

WE HAD EVERYTHING WAS ONLINE OR ZOOM SO THEY COULD ZOOM IN FROM WHEREVER THEY WERE THE FIRST DAY AND THEN THE SECOND DAY THE INDIVIDUAL TEACHERS HAD THE OPPORTUNITY TO WORK ON THEIR OWN SCHEDULE.

SO THAT WORKED OUT REALLY WELL AND THE STAFF USED THAT TIME EFFECTIVELY.

SO I WOULD SAY THAT COULD BE A POTENTIAL ALTERNATIVE.

I REALLY FEEL STRONGLY ABOUT THE VERTICAL ALIGNMENT THAT WORK THAT WE NEED TO DO OUR DATA SHOW IT NEEDS TO HAPPEN.

SO THAT WILL BE A HUGE PRIORITY FOR US, BUT THAT WOULD BE ACCOMPLISHED VIA ZOOM, ESPECIALLY IF THE PREVIOUS ONES SETTING UP TO THAT TIME WERE FACE-TO-FACE BECAUSE THAT FACE-TO-FACE TIME WAS REALLY IMPORTANT FOR OUR STAFF TO DEVELOP THOSE RELATIONSHIPS.

BUT THE PLCS, THE PROFESSIONAL LEARNING COMMUNITIES, THE CONSTANT REVIEW OF DATA AND TIME THEY SPEND TOGETHER, THOSE LEADING UP TO THOSE TWO DECEMBER DAYS.

THAT COULD BE SOMETHING THAT WE CONSIDER BECAUSE IT DID WORK OUT REALLY WELL WITH THE STAFF.

THEY APPRECIATED IT AND THEY TOOK THE TIME SERIOUSLY TO GET THE WORK DONE THAT THEY NEEDED TO GET DONE.

WHEN YOU FACTOR ALL OF THOSE PIECES IN, OUR TOTAL PAID LOSS RATIO FOR THE WHOLE PLAN WAS AT, I THINK 101 PERCENT.

OFTEN STAR VALLEY SCHOOL DISTRICT, THEY'VE BEEN PRETTY ASSERTIVE ABOUT TRYING TO GET SOME OF THEIR LEGISLATORS, IN PARTICULAR INTO THEIR SCHOOLS, SO THAT THEY GET A BETTER UNDERSTANDING OF WHAT REALLY GOES ON IN THEIR SCHOOLS.

I JUST THINK THIS MIGHT BE A REALLY GOOD THING FOR US TO TAKE ON.

I'M NOT SURE WE'RE GOING TO BE ABLE TO DO IT THIS YEAR IN MARCH, BUT I THINK IT'S SOME KIND OF IMPORTANT SO THAT OTHER ELECTED UNDERSTAND WHAT WE DO AND WHY IT'S SO IMPORTANT.

I'D REALLY LIKE TO TAKE THE TOWN COUNCIL, THE COUNTY COMMISSIONERS, TO THE HIGH SCHOOL WHEN CLASSROOMS ARE CHANGING SO THEY CAN FEEL WHAT IT'S LIKE TO BE IN THE HALLWAY.

I THOUGHT WE'D JUST TAKE THEM IN THE TOUR TO STAY IN THEM AND ALL THAT [LAUGHTER] TO SEE HOW THAT GOES FOR THEM.

THAT WILL WORK OUT FOR APRIL.

BUT WHAT WE'D LIKE TO DO IS GET BOARD MEMBERS, THEY COULD ASSIST WITH THOSE TOURS AND TALK WITH DIFFERENT ELECTED OFFICIALS.
