WE'RE ALL PROGRAMMED TO DOING GREAT.

TWO YEARS [INAUDIBLE] WE'RE ONE OF THE FEW PROGRAMS IN THE STATE THAT CONTINUES TO COMPETE, EVEN THOUGH WE'RE COMPETING AGAINST OURSELVES, THAT'S GREAT.

IN TOTAL WE HAVE AT LEAST 15 ATHLETES COMPETING IN THE WATER GAMES AND NOW WE'RE PREPARING SCREEN GAMES, BASKETBALL [INAUDIBLE].

ALTHOUGH WE DON'T HAVE A TREMENDOUS STORY, WE DID HAVE A TREMENDOUS YEAR.

WE SAVED YOU THAT [INAUDIBLE] THERE YOU CAN LOOK THROUGH.

AMAZINGLY ENOUGH, FOR OUR GIRLS' TEAM, THIS IS THEIR 13TH YEAR IN A ROW [INAUDIBLE] FOR OUR BOYS IT'S THE 11TH.

[NOISE] [APPLAUSE] [INAUDIBLE] I'LL QUICKLY INTRODUCE THE PEOPLE THAT ARE HERE.

OVER ON THE FAR SIDE IS ONE OF OUR ASSISTANT COACHES THIS YEAR IS TJ COLE AND MANY OF YOU HAVE HAD HIS HELP IN YOUR BUILDINGS IN SUCH [INAUDIBLE] SCHOOLS, BUT HE IS A GREAT HELP TO US AND A GREAT FIRST YEAR'S ASSISTANT COACH.

THIS IS COLIN [INAUDIBLE], [INAUDIBLE] IS A FRESHMEN, AND ALTHOUGH HE'S A BIGGER KID, THAT'S ALSO BECAUSE HE'S ALIGNED ON THE FOOTBALL TEAM.

[LAUGHTER] SO WE'RE TEACHING HIM SKIING, AND I APPRECIATE THAT BECAUSE I TOO WAS A FOOTBALL LINEMAN AND SKIER GROWING UP IN HIGH SCHOOL.

THIS IS BROOKS HEARD. BROOKS HEARD IS A SOPHOMORE WITH US THIS YEAR, AND HE ALWAYS BRINGS A LOT OF SPIRIT TO THE TEAM AND SO WE'VE APPRECIATED HAVING HIM ON THE TEAM FOR TWO YEARS.

THIS IS AVA [INAUDIBLE], [INAUDIBLE] IS A SENIOR THIS YEAR AND SHE ENDED UP WINNING THREE OR FOUR OF OUR FIRST GIANT SLAM RACES AND FINISHED SECOND IN THE STATE AND DID JUST A GREAT JOB FOR US AND THE SENIORS.

EDDIE OWENS, THIS IS HIS SECOND YEAR ON THE TEAM WITH US AND HE IS ONE OF OUR CAPTAINS.

HE ALSO FINISHED SECOND ON THE BOYS' SIDE AT THIS STAGE.

WELL, WE HAD A TREMENDOUS FINISH AS FAR AS OUR TOP FIVE VARSITY BOYS ALSO FINISHED ALL FIVE SPOTS IN FIRST FEMALES TEAM, AND AVA WAS ONE OF OUR FOUR GIRLS IN FIRST TEAM ALL-STATE.

THEY WERE THE BEST SIDE. THESE TWO WENT ON AND RACED AT A REGIONAL RACES IN [INAUDIBLE], NEVADA, AND DID REALLY WELL FOR OUR STATE AS WELL.

SO NOT ONLY IN [INAUDIBLE] BUT THEY DID A GREAT JOB FOR OUR REGION.

THIS PROVED A TREMENDOUS JOB THROUGHOUT THE SEASON AND AT OUR STATE CHAMPIONSHIP MEET.

SIMILAR STATISTICS TO WHAT CODY WAS SAYING WITH THE ALPINE TEAM.

BOTH OF THESE PROGRAMS ARE REALLY STRONG PARTLY BECAUSE WE LIVE IN A REALLY WONDERFUL PLACE FOR THESE SPORTS BUT ALSO BECAUSE WE HAVE SUPPORT.

[NOISE] OUR BOYS' TEAM AND OUR GIRLS' TEAMS, AS WELL AS INDIVIDUALS ON OUR TEAM BOTH WON STATE CHAMPIONSHIPS THIS YEAR.

I LOST MY TRAIN OF THOUGHT.

[LAUGHTER] FUN FACT, OUR BOYS TOOK 1ST, 2ND, 3RD, 4TH, 5TH AND THE 6TH AT OUR STATE CHAMPION CLASS.

A RACE DAY WHICH I DON'T KNOW IF THAT HAS EVER HAPPENED BEFORE.

THAT'S A CLEAN SWEEP, PERFECT SCORE, SO IT WAS A REALLY INCREDIBLE ACCOMPLISHMENT.

THAT'S SOMETHING TO BE REALLY PROUD OF AND OUR GIRLS ALSO HAD FIVE SPHERES IN THE TOP 10.

WE HAVE OUR TWO STATE CHAMPIONS HERE, SARAH SCHWEITZER, WHO YOU GUYS KNOW AND LOVE HOPEFULLY, AND CARTER WOOSTER.

SARAH WAS OUR STATE CHAMPION IN EXTEMPORANEOUS SPEAKING, AND CARTER IS OUR STATE CHAMPION IN CONGRESSIONAL DEBATE.

A FEW STATISTICS ABOUT THE TEAM, THIS YEAR WE HAD A ROSTER OF ABOUT 22 KIDS.

WE DID A HYBRID SEASON, WHICH WAS INTERESTING.

WE GOTTEN TO THE ROUTINE OF ALL VIRTUAL LAB LAST YEAR DOING SOME VIRTUAL TOURNAMENTS AND SOME IN-PERSON TOURNAMENT, WAS DEFINITELY INTERESTING.

WE COMPETED AT 14 REGULAR SEASON TOURNAMENT.

I WROTE DOWN SOME NOTES BECAUSE WHO CAN EVEN REMEMBER WHEN WE STARTED BACK IN OCTOBER.

NINE OF THOSE TOURNAMENTS WERE IN-PERSON, FIVE OF THEM ONLINE.

WE PLACED IN THE TOP THREE AT 12 OF THOSE 14 TOURNAMENT, AND FIVE OF THOSE WERE FIRST PLACE.

HUGE EFFORT FROM OUR TEAM THIS YEAR.

WE TOOK THIRD AT STATE NEXT TO THE TWO CHEYENNE SCHOOLS, WHICH WE JUST FEEL WE ARE HAPPY TO BE ON THE PODIUM NEXT TO CHEYENNE SCHOOLS THAT HAVE 6,100 KIDS ON THEIR ROSTER.

WE'RE VERY EXCITED ABOUT THAT.

OF COURSE, HAVE OUR TWO INDIVIDUALS STATE CHAMPIONS.

THREE OF OUR COMPETITORS WERE ALL STATE AS WELL.

THEN, WE WENT ON TO QUALIFY SIX STUDENTS TO NATIONALS, WHICH WILL BE IN-PERSON FOR THE FIRST TIME IN TWO YEARS IN KENTUCKY.

JUST WANTED TO ALSO QUICKLY MENTION THAT I'VE GOTTEN MY MOTHER AND MY ASSISTANT COACH WAS NOMINATED OR WAS AWARDED THE DISTRICT COMMUNICATOR OF THE YEAR, AS WELL AS THE DISTRICT ASSISTANT COACH OF THE YEAR.

I APOLOGIZE FOR THE SELF TUNING BORN HERE, BUT I WAS ALSO NAMED THE DISTRICT COACH OF THE YEAR.

THIS IS MORE OF HISTORICAL OVERVIEW CONTEXTS AND SOME CURRENT DATA.

THEN IN AUGUST, WE'LL BE GOING OVER THE REST OF THE ACADEMIC DATA IN SOME OTHER SURVEY DATA.

I JUST THOUGHT THAT I WOULD TAKE A PAGE FROM THE VERY FIRST PRESENTATION IN FRONT OF THIS BOARD.

THESE ARE THE THREE BULLETS THAT WERE PRESENTED IN 2008 AS THIS DUAL IMMERSION PROGRAM CAME INTO BEING AROUND THE Y. I'M NOT GOING TO READ THAT, BUT THAT RESEARCH IS STILL VALID.

WYOMING BECAME THE 47TH STATE TO ACTUALLY APPROVE THE SEAL OF BILITERACY.

ONE MORE WAS APPROVED AFTER US, AND THEN THERE'S A COUPLE OF MORE ARE GONE.

WE ARE THE ONLY DISTRICT THAT PUT THE BILATERAL LITERACY SEAL ON TRANSCRIPTS FOR STUDENTS.

OTHER DISTRICTS TALKED ABOUT IT, BUT NOBODY ELSE TOOK THAT STEP TO DO IT.

WE'RE EARLY IN THAT FOR US, BUT WE ALREADY HAVE SOME REALLY GREAT NEWS AS FAR AS OUR FIRST GRADUATING CLASS AND OTHERS WHO'VE BEEN ABLE TO TAKE ADVANTAGE OF SOME OF THE PIECES OF DUAL IMMERSION WITHOUT STARTING AT THE BEGINNING.

I THINK THE QUESTION THAT CAME UP AND IT'S A GREAT ONE, IS HAVE WE LIVED UP TO THE PROMISE HERE AT TCSD? WE MADE A LONG-TERM COMMITMENT AND WE HAVE KEPT THAT COMMITMENT.

WE HAVE BUILT THE PROGRAM ALL THE WAY THROUGH SECONDARY.

WE DID SURVEY ALL OF THE DUAL EMERGENT STUDENTS WHO GRADUATED LAST YEAR, AND WE WERE INCREDIBLY PLEASED TO FIND OUT THAT 100 PERCENT OF THOSE STUDENTS WOULD RECOMMEND DUAL TO OTHERS THAT WERE THINKING ABOUT THE PROGRAM.

WE ALSO HAVE A LOT OF DATA THAT SHOWS, AT LEAST IN PERCEPTION DATA THAT STUDENTS FEEL LIKE THEY ARE READY.

THAT THEY HAVE A LOT OF SKILLS THAT WILL GIVE THEM ADDITIONAL BENEFITS.

THEY'RE MORE UNDERSTANDING OF OTHER CULTURES, AND ONE OF THE THINGS THAT CAME OUT REALLY CLEARLY IN THE INTERVIEWS IS THAT, THEY FELT REALLY ADAPTIVE AT MAKING FRIENDS AND WORKING WITH PEOPLE FROM OTHER CULTURES.

REALLY PLEASED ABOUT THOSE OUTCOMES.

WE HAVE SEEN THAT THERE'S AN INCREASED OPPORTUNITY FOR CONCURRENT ENROLLMENT, AND MANY OF OUR ADULT STUDENTS ACTUALLY WIND UP WITH CREDITS GOING INTO COLLEGE.

THAT'S A HUGE HELP BOTH FINANCIALLY AND IN EVERY OTHER WAY, GO AHEAD.

THERE'S CURRENTLY 12 SECTIONS OF DUAL IMMERSION AT THE HIGH SCHOOL AND OTHER TWO PROJECTED FOR NEXT YEAR.

THIS IS A START THAT WE ARE REALLY PROUD OF.

EL STUDENTS ESPECIALLY COMING LATER WERE DISRUPTED EDUCATION AND COMING FROM OTHER AREAS, REALLY HARD TO GET THOSE KIDS GRADUATED.

THEY END UP HAVING THE OPPORTUNITY TO GO INTO OUR DUAL IMMERSION PROGRAM AND THEY HAD THE OPPORTUNITY TO ACTUALLY TAKE SOME CLASSES IN THEIR NATIVE LANGUAGE,

HOW DOES THAT COMPARE TO TAKE THOSE KIDS AND THEN TAKE SPANISH-SPEAKING KIDS AT MONGER, IS THERE A DIFFERENCE, DID SOMETHING BETTER HAPPEN IN ONE OVER THE OTHER? THAT WOULD BE AN INTERESTING THING TO LOOK AT.

BECAUSE I JUST THINK WE NEED TO HAVE A DISCUSSION AND I THINK TRUSTEE MEADE HAS RAISED A REALLY GOOD ISSUE.

AND SO IF YOU TAKE A LOOK AT SOME OF THE RESEARCH FROM THOMAS AND SCALIA, YOU'LL SEE THAT THE DUAL IMMERSION TRAJECTORY, NATIONALLY AND THEORETICALLY TOO, IT DOES EQUAL OR GO BEYOND TRADITIONAL MONOLINGUAL SCHOOLS FOR ESL STUDENTS.

LOCALLY, I DON'T KNOW IF WE'VE EVER HAD THE OPPORTUNITY TO BREAK THAT DOWN, BUT I THINK IT IS REALLY IMPORTANT THAT WE DO BREAK DOWN THAT DATA TO COMPARE SUCCESS RATES FOR STUDENTS THAT HAVE BEEN PART OF THE DUAL PROGRAM FROM ELEMENTARY ALL THE WAY THROUGH SECONDARY AND THEN COMPARE TO OTHER ESL STUDENTS THAT WERE IN A TRADITIONAL MONOLINGUAL SCHOOL.

SO THERE MAY BE A LAG IN ELEMENTARY SCHOOL, BUT THERE'S SO MANY GREAT THINGS HAPPENING THAT WE ARE CLOSING THAT GAP AND IN OUR HIGH-SCHOOL GRADUATION REQUIREMENTS ARE MUCH MORE STRINGENT THAN THE STATE SO WHEN OTHER DISTRICTS SEE THAT WE ARE GRADUATING 95, 98, 99% OF OUR STUDENTS, IT'S JUST UNHEARD OF.

WHETHER STUDENTS ARE IN DUAL OR IN A TRADITIONAL MONOLINGUAL SCHOOL, OUR STUDENTS ARE EXCELLING SO GREAT THINGS ARE HAPPENING.

AND IF THERE IS A GAP REALLY ON WHETHER IT'S A JS OR CULTURE OR MONGER AT WILSON, WHATEVER THEY'RE GETTING IT AT THE VERY END. THAT WAS MY POINT.

I THINK THAT KAREN'S PRESENTATION AND THE KIDS WHO HAVE GOTTEN OUT OF SCHOOL WHO ARE GOING TO FOUR-YEAR COLLEGES AND ARE LOOKING TO GET INTO EDUCATION, 'HOORAY' THAT'S BUILDING A BACKBENCH FOR US EVENTUALLY.

BUT THAT'S DIFFICULT.

I DON'T THINK ANYBODY DENIES THAT THAT'S BEEN HARD ALL ALONG THE WAY TO DO THAT.

I THINK WE COULD TAKE A LOOK AT THAT AS WELL.

I'M DELIGHTED THAT ALL THESE KIDS DO SO WELL HERE.

BUT WHEN WE START LOOKING AT THIS PAST YEAR, THE RATE OF INFLATION AND WHAT THE ACTUAL COST OF LIVING IN TETON COUNTY IS, WE'VE HAD MANY RESIGNATIONS BECAUSE PEOPLE HAVE LOST HOUSING OR THEIR RENT HAS INCREASED SO MUCH THAT THEY CAN'T AFFORD IT ANYMORE.

WHAT WOULD IT TAKE TO ACTUALLY PAY HIGH ENOUGH WAGE WHERE PEOPLE COULD AFFORD TO LIVE IN TETON COUNTY?

THE SECOND QUARTER 2021, ONE YEAR AGO, DATA SHOWS THAT OUR REGIONAL COST IS 165 PERCENT.

BUT IF YOU LOOK AT THE SLIDE, THAT'S JUST ONE PIECE OF THE AVERAGE AND THAT'S HOW YOU GET TO 162.

A YEAR AGO OUR REGIONAL COSTS WAS AT 165 PERCENT, BUT WE'RE ONLY FUNDED FOR 162 FOR NEXT YEAR.

THIS IS WHERE THE LAG COMES IN.

OUR CURRENT ACTUAL REGIONAL COST, I BELIEVE IS HIGHER THAN 168, BUT THE WYOMING ECONOMIC ANALYSIS DIVISION JUST PUBLISHED THEIR FOURTH-QUARTER 2021 REPORT, WHICH PUT TETON COUNTY'S REGIONAL COSTS ADJUSTMENT AT 168 PERCENT.

WHICH MEANS IN THE LAST THREE MONTHS WHEN WE'VE SEEN SOME OF THE HIGHEST INFLATION RATES IN THE LAST 40 YEARS, OUR ACTUAL REGIONAL COST IS PROBABLY CLOSER TO 174.

WHICH BRINGS US TO WE RAN SEVERAL DIFFERENT SCENARIOS ON WHAT THIS WOULD LOOK LIKE FOR OUR DISTRICT.

OUR CURRENT NO CHANGE IS 159 PERCENT.

IF WE RAN OUR RCA OF 162 PERCENT NEXT YEAR THAT WOULD BE AN INCREASE TO OUR BUDGET OF 700,000, AND ON DOWN THE LINE.

WE HAVE PREPARED THE DRAFT COMPENSATION PACKAGE WITH 168 PERCENT RCA, WHICH WOULD BE A DECREASE TO CASH RESERVES BY 2.5 MILLION.

THE REASON THAT THAT IS A DECREASE TO CASH RESERVES AND NOT MINUS THE 162 IS BECAUSE WE ARE FUNDED FOR 162 PERCENT RCA.

BUT BECAUSE WE'VE HAD A DECREASE IN ADM, THAT THE DECREASE IN ADM BROUGHT OUR FUNDING DOWN AND THE RCA BROUGHT OUR FUNDING UP.

WHILE WE HAVE AN INCREASE AT THE HIGH SCHOOL, MORE THAN 100 STUDENTS THIS YEAR, OVERALL, THE DISTRICT WERE DOWN 45 STUDENTS.

IF WE WERE TO TAKE A VERY CONSERVATIVE ESTIMATION OF WHAT OUR REGIONAL COST ADJUSTMENT UNDER THE WCLI INDEX LOOKS LIKE OVER THE NEXT FIVE YEARS, EVERYTHING IN PURPLE ON THIS SLIDE IS WHAT WE KNOW, THOSE HAVE BEEN PUBLISHED IN THE WYOMING ECONOMIC ANALYSIS DIVISION PUBLICATIONS.

WE KNOW THOSE TO BE TRUE.

IF WE ESTIMATE THAT THE SECOND QUARTER OF 2022 IS AT 170 PERCENT, I BELIEVE IT'S MUCH HIGHER THAN THAT, BUT IF WE WERE TO ESTIMATE, IT'S AT A 170 PERCENT AND THEN IT STAYED THERE.

THAT WOULD MEAN IT WOULD TAKE TWO YEARS FOR OUR DISTRICT TO CATCH UP TO THIS FRONT LOADED REGIONAL COST ADJUSTMENT.

NEXT YEAR, FISCAL YEAR 24 PLANNING, WE'D BE AT A 165, SO YOU CAN CUT 2.5 MILLION IN HALF.

IT WOULD COST US JUST UNDER FOUR MILLION FOR TWO YEARS FROM CASH RESERVES.

OUR POST TO 97 CASH RESERVES ARE AT ABOUT EIGHT MILLION, ARE PRE 97 CASH RESERVES ARE AT TWO MILLION, WHICH GIVES US A TOTAL OF 10 MILLION.

I WOULD NOT RECOMMEND TAKING INTO THE PRE 97S BECAUSE THOSE ARE COMPLETELY UNDER UNRESTRICTED CASH THAT WE HAVE IN OUR DISTRICT.

THIS IS A VERY CONSERVATIVE ESTIMATE.

IF YOU GO TO SLIDE 3, A MORE MODERATE ESTIMATE GIVES YOU THE SAME THING.

IT WILL BE LESS THAN TWO YEARS, BUT OUR FUNDING WOULDN'T ACTUALLY BE IMPACTED UNTIL TWO YEARS.

WE'D BE AT 170 PERCENT, WE'D BE LOOKING AT IN THE FISCAL YEAR 25 PLANNING TO ACTUALLY ADJUST OUR MATRICES AGAIN BY TWO PERCENT.

THEN A MORE AGGRESSIVE APPROACH LAST SLIDE WOULD GET US TO 171 PERCENT IN FISCAL YEAR 25.

I THINK WE WOULD BE IN A POSITION WHERE WE'D MORE THAN MAKE UP THE DIFFERENCE IN TWO YEARS.

THE EMPLOYEE ENGAGEMENT INCENTIVE WE PUT INTO PLACE, THERE WAS THREE OPTIONS ORIGINALLY, ANYBODY IN THE TOP 25 PERCENT.

THE BEST ATTENDEES TO WORK IN THE DISTRICT FOR THE YEAR, IF THEY IF THEY LANDED IN THE TOP 25 PERCENT IN THEIR PTO GROUP, YOU HAVE DIFFERENT PTO GROUPS, THEY WOULD GET AN INCENTIVE AT THE END OF THE YEAR THAT ENDED UP BEING ABOUT 126 STAFF MEMBERS.

LAST YEAR AT THE INCENTIVE WAS AROUND $1,200.

YOU HAVE THE OPTION TO SELL THOSE BACK AT HALF OF THE DAILY RATE AND PUT THAT MONEY INTO A 457 ACCOUNT.

WE DID THAT FOR THE FIRST TIME LAST YEAR, WE HAD CHECKED WITH WYOMING RETIREMENT,

THEY SAID YOU CAN DO THIS.

THEN WHEN WE DID IT LAST YEAR, THEY CAME BACK AND THEY SAID, '' NO, YOU CAN'T DO THAT ACTUALLY UNLESS YOU'RE LEAVING THE DISTRICT.'' YOU CAN DO A SICK OR VACATION DAY BY OUT AND PUT IT INTO A 457 ONLY IF YOU'RE LEAVING EMPLOYMENT.

THAT BEING SAID, THAT WE ACTUALLY HAVE TO ELIMINATE OPTION 3, I WOULD RECOMMEND IN THE PROPOSAL THAT WE'RE GIVING IS TO ELIMINATE THIS ENGAGEMENT INCENTIVE ALTOGETHER.

THIS WOULD HELP OFFSET SOME OF THE INCREASED COST OF SALARIES, BUT ALSO FORWARD-LOOKING WHAT WE'D REALLY LIKE TO IMPLEMENT IN THE FUTURE AS A WELLNESS PROGRAM, A ROBUST WELLNESS PROGRAM, AND THIS MONEY EVENTUALLY COULD BE USED TO DEVELOP THAT PROGRAM.

I'VE HEARD A LOT OVER THE LAST COUPLE OF WEEKS, AND EVEN WHEN WE VISITED THIS TOPIC BEFORE, WHEN IT COMES TO 10 MONTH EMPLOYEES, THEY USED TO HAVE TWO DAYS AND THEN IF THEY HIT A CERTAIN YEARS OF SERVICE, THEY GOT AN ADDITIONAL TWO DAYS SO THEY HAD FOUR DAYS, AND THEN THEY HAD 10 SICK DAYS.

AT ONE POINT I THINK WHEN WE MADE THE PTO CHANGE, WE MADE THAT 12 DAYS INSTEAD OF THE 14.

BUT I WOULD ARGUE ACTUALLY THAT IT WASN'T A DECREASE IN TIME, YOU ACTUALLY GAINED MORE FLEXIBILITY IN THE PTO DAYS.

THEN WHEN WE'RE REALLY STARTING TO LOOK AT ABSENTEE, I MEAN, WE'VE TALKED ABOUT THIS SEVERAL TIMES ON THE FINANCE COMMITTEE.

WHAT DO OUR ABSENTEE RATES LOOK LIKE? WHAT'S CONTRIBUTING TO ALL OF THAT AND WHAT'S AN APPROPRIATE AMOUNT OF TIME FOR THIS STAFF GROUP OR THAT STAFF GROUP TO MISS DURING THE YEAR, AND STILL BE ABLE TO ACCOMPLISH THE GOAL OF EDUCATING STUDENTS OR MAYBE IN SOME OF THE OPERATIONS STILL BEING ABLE TO COMPLETE THEIR JOB? I THINK WHEN WE LOOK AT THE ENGAGEMENT INCENTIVE AND THEN WE ALSO LOOK AT THE PTO, WHICH IS THE NEXT SLIDE, IT'S REALLY A BIG LUCK OF WHAT DO WE WANT TO INCENTIVIZE AND WHAT IS REASONABLE? WE'VE LOOKED AT SEVERAL OTHER PTO PACKAGES LOCALLY, OTHER SCHOOL DISTRICTS WHEN WE TALK ABOUT THE ENGAGEMENT INCENTIVE AND WE'RE ALSO HAVING A LOT OF CONVERSATIONS THIS YEAR SPECIFICALLY AS A RESULT OF COVID TO MENTAL HEALTH.

WE DO HAVE A MENTAL HEALTH CRISIS, AND THE STRESS OF COVID, THE STRESS OF ALL OF THESE OTHER THINGS THAT HAVE CONTRIBUTED OVER THE LAST COUPLE OF YEARS.

THIS IS A PRIORITY FOR THIS DISTRICT, AND TO MAKE SURE THAT WE HAVE HEALTHY INDIVIDUALS COMING TO WORK.

WHEN YOU INCENTIVIZE PEOPLE TO NOT USE THEIR PTO DAYS OR TO NOT TAKE THE TIME THAT THEY NEED, IT REALLY WORKS AGAINST THAT GREATER GOAL OF MENTAL HEALTH.

WHEN WE TALK ABOUT THE ENGAGEMENT INCENTIVE, THAT IS AN INCENTIVE TO NOT USE YOUR DAY.

THAT IS AN INCENTIVE TO COME TO WORK SICK.

IT JUST WORKS IN CONFLICT WITH MAYBE ONE OF OUR OTHER GOALS, WHICH IS MENTAL HEALTH.

>> TO CLARIFY ONE QUESTION THAT YOU ASKED, TRUSTEE BROWN SAID PREVIOUSLY BEFORE WE WERE PTO, AND I KNOW YOU KNOW THIS BUT I'M JUST CLARIFYING, THAT YOU HAD 10 SICK DAYS AND EITHER TWO OR FOUR PERSONAL DAYS.

AN EMPLOYEE MAY WANT TO GO TO THEIR COUSIN'S WEDDING AT A TOWN, AND THEY REALLY NEEDED THREE PERSONAL DAYS.

BUT BY OUR POLICY, THEY COULDN'T DO THAT BECAUSE THEY COULDN'T USE A SICK DAY.

IF THEY DIDN'T USE THEIR PERSONAL DAYS, THEY WOULD ROLL OVER THE NEXT YEAR INTO SICK DAYS.

IT WAS ACTUALLY A BENEFIT TO EMPLOYEES BECAUSE SOME EMPLOYEES MADE A MENTAL HEALTH DAY FOR THEM,

MAYBE TO GO SKI OR GO ON A LONG HIKE OR WHATEVER, AND NOW THEY CAN DO THAT.

PTO AND ESPECIALLY CALCULATING IT AND MAINTAINING IT, IT'S MUCH EASIER THAN SEPARATING SICK VERSUS PERSONAL.

I THINK THAT WAS A GOOD MOVE FOR US AND IT WAS AN ACTUAL INCREASE IN BENEFIT FOR EMPLOYEES, ESPECIALLY THOSE THAT TYPICALLY WEREN'T SICK, BUT MAYBE THEY WANTED TO GO TO THE WEDDING OR THIS YEAR.

OTHER THINGS WERE HAPPENING IN THEIR LIFE AND THEY HAD OPPORTUNITIES AND THEY WANTED TO TAKE THEM, SO THERE'S REALLY NOT THAT RESTRICTION.

>> MOVE ON TO PTO DAYS.

WHEN WE STARTED ASKING THIS QUESTION, HOW MANY DAYS SHOULD WE HAVE? HOW MANY DAYS WOULD BE APPROPRIATE FOR THESE EMPLOYEE GROUPS? THIS IS WHAT WE CAME UP WITH.

FOR 10 MONTHS, EMPLOYEES ONE DAY A MONTH FOR EVERY FOR EVERY MONTH THAT THEY WORK.

WHEN YOU ACTUALLY SIT DOWN AND LOOK AT THE SCHOOL CALENDAR, THERE ARE A LOT OF DAYS OFF IN OUR SCHOOL CALENDAR.

ONE DAY A MONTH IN ADDITION TO THOSE DAYS SEEMS LIKE A REASONABLE AMOUNT OF DAYS.

NOBODY LIKES TO BE REDUCED ANYTHING.

I THINK IT IS HARD TO DO IT, WHICH IS WHY WE WOULDN'T RECOMMEND THIS CHANGE WITHOUT SIGNIFICANT PAY INCREASE.

BUT 10 DAYS FOR 10 MONTH EMPLOYEES IS AN APPROPRIATE NUMBER, I BELIEVE.

THAT LED US TO OUR 12-MONTH EMPLOYEES AND WE HAVE TWO CLASSES OF 12-MONTH EMPLOYEES, ONE DAY A MONTH FOR THOSE 12-MONTH EMPLOYEES.

FOR THE 238-DAY EMPLOYEES, THESE ARE EMPLOYEES THAT WORK YEAR-ROUND, AND THEN THEY GET THEIR THANKSGIVING, THE CHRISTMAS, THE SPRING BREAK DAYS OFF, AND WHEN WE STARTED LOOKING AT THAT, 12 DAYS DIDN'T SEEM QUITE ENOUGH BECAUSE THAT WOULDN'T HAVE PROVIDED ANYTIME IN THE SUMMER, WHICH IS ONE OF OUR BEST TIMES IN JACKSON HALL TO TAKE ANY TIME OFF BEYOND THOSE SCHOOLS SCHEDULED, SO WE ADDED FIVE DAYS IN THE SUMMER.

THAT LEADS US TO THE 260-DAY EMPLOYEES WHO DON'T GET ANY OF THOSE REGULARLY SCHEDULED BREAKS.

WE DO GET THE PAID HOLIDAYS, BUT NOT ANY OF THE REGULARLY SCHEDULED BREAKS.

>> WHAT'S THAT?

>> YOU DON'T GET SPRING BREAK.

>> BETWEEN SPRING BREAK, WE GET CHRISTMAS.

WE THOUGHT EIGHT WAS AN APPROPRIATE NUMBER TO BE ABLE TO TAKE OFF A COUPLE OF DAYS AROUND THOSE HOLIDAYS, AND THEN FIVE DAYS FOR SUMMER, WHICH MEANS FOR 10-MONTH EMPLOYEES, THEY WOULD GET 10 DAYS OF PTO, WHICH IS A REDUCTION OF TWO DAYS, 12-MONTH EMPLOYEES, 17 DAYS, WHICH IS A REDUCTION OF SEVEN, AND FOR 12-MONTH 260 DAYS, 25 DAYS WHICH IS THE REDUCTION OF NINE DAYS.

THEN FIVE ADDITIONAL DAYS ONCE YOU'VE HIT 10 YEARS OF SERVICE FOR 12-MONTH EMPLOYEES ONLINE.

I RESPECT WHAT THE COMMITTEE HAS PUT TOGETHER, AND I RESPECT THEIR RECOMMENDATION, BUT I THINK WE'RE A LITTLE TONE-DEAF ON THE COMMUNITY.

ON WHAT THE EXPECTATIONS ARE FOR OUR TEACHERS, AND IT'S PARTICULARLY GOING TO BE SO WHEN WE'RE GIVING THEM A SIGNIFICANT RAISE.

I KNOW THAT THIS HAS BEEN IN EXISTENCE FOR QUITE SOME TIME.

I THINK MRS. TESKEY TOLD ME THAT SOME OTHER SCHOOL DISTRICTS DON'T DO THIS.

I THINK IT'S JUST SOMETHING IN THE FUTURE THAT WE HAVE TO THINK ABOUT, AND THINK ABOUT PEOPLE WHO ARE PAYING THE PROPERTY TAXES WHO HAVE A 20 PERCENT INCREASE GUARANTEED.

THOSE PEOPLE DON'T GET THE TIME OFF THAT OUR TEACHERS DO.
