TODAY, IS THE SAD STATE OF THE YEAR, TO ME AT LEAST.

I'M SURE SOME PEOPLE WOULD DISAGREE THAT IT'S THE LAST DAY OF SCHOOL AND IT WAS A SHORT DAY, BUT IT'S ALSO VERY NICE LONG DAY IN THAT THERE ARE SO MANY SPECIAL ACTIVITIES.

I WANTED TO SAY THANK YOU TO OUR TEACHERS, OUR STAFF FOR MAKING THE SCHOOL YEAR A TERRIFIC SCHOOL YEAR FOR ALL OF OUR STUDENTS.

I ALSO WANTED TO SAY THANK YOU TO SOME SPECIAL GROUPS.

THE FACILITIES DEPARTMENT IN THE LAST FEW WEEKS OF SCHOOL, THEY HAVE SO MANY DIFFERENT PROGRAMS THEY'RE PLANNING FOR INCLUDING-

YOU ENGAGE KIDS DAILY, YOUR TEACHING SKILLS IN THESE TEACHING STATIONS.

YOU DON'T ASSUME ALL KIDS LEARN AT THE SAME RATE, THE SAME PACE.

YOU BALANCE A REGULAR CLASSROOM ENVIRONMENT WITH A LAB ENVIRONMENT AND CULINARY, WHICH IS VERY DIFFICULT TO DO, AND YOU HAVE TO DEAL WITH A VERY CROWDED LUNCHROOM BEING NOISE WHILE YOU'RE TEACHING [INAUDIBLE] MOLLY CONGRATULATIONS.

NEELY CAN GO FROM WALKING A STUDENT DOWN THE HALLWAY KINDLY, CALMLY, TO BACKING AWAY FROM A STUDENT GIVING THEM SPACE TO TRANSITIONING TO HOLDING A GARBAGE CAN WHILE A STUDENT THROWS UP.

THIS WOMAN IS UNSTOPPABLE.

NOW, IT COULD BE BECAUSE NEELY HAS BEEN STRUCK BY LIGHTNING, SHE HAS SURVIVED ALL OF THE RABIES VACCINATION SHOTS.

WE WERE AT ABOUT 96% OF OUR BUDGET LAST YEAR, RIGHT NOW AT THE END OF MAY, WE WERE AT 92% FOR TOTAL NON-COMPENSATION AND THEN FOR TOTAL EXPENDITURE, WE'RE RIGHT ABOUT WHERE WE WERE LAST YEAR.

I THOUGHT IT WAS EASIER TO LOOK AT THAT WITH THOSE NUMBERS PULLED OUT. YES.

ONE OF THE ISSUES THAT WE'VE ALWAYS HAD IN THE AUDIT IS THAT WE DON'T PRESENT OUR FINANCIAL STATEMENTS IN THE SAME WAY THAT OUR AUDITORS LIKE TO SEE THEM, SO I CHANGED THE WAY.

IF YOU GO TO PAGE 18, ANDREA, THIS IS THE WAY THAT OUR AUDITORS PRESENT OUR FINANCIAL STATEMENTS IN OUR AUDIT.

I WANT TO SHOW YOU THAT AND I WANT TO PUT THAT IN HERE BECAUSE THAT'S WHERE THEY LIKE TO SEE IT AND I REMOVED THE REVENUE AND EXPENDITURES PAGES THAT WE USED TO HAVE IN THERE.

WE'VE CREATED A CULINARY LAB OUT OF THE CAFETERIA.

OUR STUDENTS EAT ON THE FLOORS, OR IN THE HALLWAYS OR OUTSIDE THROUGH APPROPRIATE WEATHER DAYS.

WE'VE INCREASED THE LUNCH PERIODS TO PROVIDE MORE SPACE, WHICH INCREASE THE STAFFING COSTS TO SERVE THE MEALS.

WE'VE REQUESTED TO BE A PART OF A PILOT TO CREATE FLEXIBLE LEARNING PATHWAYS FOR STUDENTS THROUGH THE GOVERNOR'S OFFICE.

I'VE ALREADY MENTIONED THE SPEC VOWEL.

THE ONLY ARROW LEFT IN OUR QUIVER, ASSUMING THAT THE ADDITIONAL HOUSING IS GOING TO GENERATE THE PREDICTED 400 STUDENTS TO OUR SCHOOL DISTRICTS.

WE HAVE 1,000 UNITS COMING ONLINE IN THIS CALENDAR YEAR.

THE ONLY ARROW LEFT OUR QUIVER WOULD BE THAT YOU ALL CAN CONTROL IS TO REDUCE THE GRADUATION REQUIREMENTS.

THAT IS EXTREMELY UNPOPULAR.

BUT WE DO NOT HAVE THE SPACE THAT IS REQUIRED FOR SPECIALLY DESIGNED CAREER IN TECHNICAL EDUCATION COURSES.

WE DON'T HAVE THE SPACE REQUIRED FOR THE ELECTIVES.

REALLY THE ONLY THING WE CAN DO IS TO REDUCE THE NUMBER OF REQUIRED CREDITS, WHICH WE ALREADY EXCEED THE STATE REQUIREMENTS.

BUT THAT'S ALL WE HAVE LEFT ABSENT SOME REMEDY FROM MISTAKES.

THE OTHER CHALLENGE HERE IS THE STATE'S PROCESS IS DESIGNED TO SUPPORT ALL THE SCHOOL DISTRICTS AND THERE ARE NO OTHER SCHOOL DISTRICTS THAT ARE EXPERIENCING THE RAPID GROWTH THAT WE ARE.

THE MOST COST-EFFECTIVE REMEDY STUDIES WHEN YOU START ONE.

FOR EXAMPLE, WE STARTED ONE 2015 TO EXAMINE THE ELEMENTARY CAPACITY.

MUNGER MOUNTAIN OPENED IN 2018.

THAT WAS THAT WAS ON TIME AND UNDER BUDGET.

IT TOOK THREE YEARS FROM THE TIME WE SAY, HERE'S THE PROBLEM TO THE REMEDY.

WHEN OUR STUDENTS ARRIVE, WE HAVE NO OTHER OPTIONS REMAINING TO OUR SCHOOL DISTRICT ABSENT SOME REMEDY THAT WHERE THE EDUCATIONAL SPACE AT HIGH SCHOOL, IT'S THE SAME CONCERN THAT WE HAVE FOR TRANSPORTATION AND MAINTENANCE FACILITY.

IT IS INADEQUATE TO PROVIDE THE PROGRAMMING.

WHAT I MEAN BY THAT IS IT'S UNDERSIZED FOR THE NUMBER OF BUSES, THE CLIMATE HERE, THE REQUIREMENTS FOR OUR MECHANICS IN ORDER TO KEEP OUR BUS FLEET GOING.

IT'S TRULY THEY WORK MAGIC TO MAKE IT HAPPEN.

BUT THERE ARE CERTAIN CONDITIONS WITHIN THAT FACILITY DUE TO ITS AGE AND ITS SIZE THAT MAKE IT INAPPROPRIATE.

IF WE CAN'T GET THE BUSES TO START BECAUSE WHAT WE'RE ABLE TO ROTATE THE BEST IS REALLY ONLY TWO BASE THAT WE HAVE.

THEN WE CAN'T GET OUR RIDERSHIP OUT AND OUR BUSES TRAVEL 3,500 MILES DAILY.

WE HAVE ONE OF THE HIGHEST BUS RIDER SHIFTS IN THE STATE.

WE HAVE SOME SIGNIFICANT CONCERNS AND AGAIN, WE DIVE AGAIN, WE CAN THERE INCLUDING THE WALKING BEST ROUTE, EAST JACKSON.

INSTEAD OF HAVING AN ACTUAL SCHOOL BUS, WE HAVE A WALKING BUS DRIVER, AND THAT HAS HELPED US THE SITUATION, BUT WE HAVE TRULY NOTHING LEFT THAT WE CAN DO.

EVERYTHING ELSE IS CONTINGENT UPON THIS.

THE STATE TAKING ACTION.

IT APPEARS THAT THERE'S JUST NO APPETITE TO DO IT BECAUSE THE RULES THEY'RE TRYING TO APPLY JUST AREN'T NIMBLE AND THEY DO NOT TAKE INTO CONSIDERATION THE HOUSING DEVELOPMENT.

IT WAS A FRUSTRATING MEETING THAT WE JUST DIDN'T HAVE A LOT OF HOPE FOR THAT.

IN 2023 STANDARDS, WE SHOULD BE NUMBER 1.

EVEN THOUGH THE DRAFT REPORT FROM THE CONSULTANTS THEY'VE BROUGHT IN CALLED BUREAU VERITAS, INDICATED THAT AND THEY ADMITTED ESSENTIALLY THE BEST FOREIGN IS A COMPLETE REBUILD.

WE'RE NOW NUMBER 5 ON THE LIST.

I DON'T KNOW HOW WE GO FROM ESSENTIALLY NUMBER 1 WITH THREE DEPENDING ON WHERE YOU LOOK AT IT, TO NUMBER 5.

THE OTHER CONCERN ABOUT THAT BUREAU VERITAS REPORT IS THEY SIMPLY LOOKED AT REPLACING WHAT YOU HAVE.

THEY DID NOT EXAMINE AT ALL THE APPROPRIATENESS OF WHAT YOU HAVE FOR YOUR CURRENT CONDITIONS.

WHAT WE HAVE WAS BUILT IN 1976 FOR ABOUT 10 BUSES.

NOW, IT'S TWO BASE WITH ONE WASH FACILITY.

THERE IS NO PIT UNDERNEATH IT, SO IT'S NOT HIGH ENOUGH THAT WE CAN ACTUALLY SAFELY RAISE THE BUS FOR MECHANICS TO WORK UNDERNEATH.

THERE'S NOT ENOUGH SPACE TO WORK ON THE FRONT END AND THE BACK END AT THE SAME TIME WITHOUT OPENING THE DOORS.

VENTILATION IS A CONCERN, BUT THERE'S A LOT OF CONCERNS THAT WE HAVE OUR MECHANICS AGAIN ON THROUGH THE LEADERSHIP OF COLBY BED WORKS AND OUR BUSES ARE SAFE.

WE COVER A LOT OF GROUND.

HOWEVER, IT IS DEFINITELY INHIBITING EFFICIENCY AND OUR ABILITY TO OPERATE THE EDUCATIONAL PROGRAM.

WHAT WE SHOULD HAVE, WHAT'S BEEN RECOMMENDED IS A SIX DAY WITH PITS UNDERNEATH THAT ARE DUG UNDER APPROPRIATE HEIGHT.

WHEN THE BUSES DO NEED TO BE RAISED FOR WHATEVER REASON, THERE'S ENOUGH HEIGHT AND THE DEPTH IS APPROPRIATE AND THEN HAVE A WASH BAY SEPARATE.

THERE'S NO RISK OF ELECTROCUTION, FOR EXAMPLE, WHEN WORKING ON A BUS AND TRYING TO WASH RIGHT NEXT TO IT.

THE CONDITION OF THE BUS BARN IS IN NEED OF IMMEDIATE REPLACEMENT.

BUT WHEN I READ AND HEARD FROM THEM HOW BAD IT WAS AND THEN SAW THAT.

I WAS CONFIDENT WE WOULD BE NUMBER 1.

WE DROPPED DOWN TO NUMBER 5.

REALLY THERE'S NO APPETITE BY THE COMMISSION TO SUPPORT ANCILLARY FACILITIES.

I CONSIDERED ADDING KINDERGARTEN OVER AT THE BEST FAR SO THAT IT COMES IN EDUCATIONAL SPACE.

LEGISLATURE HAD ACTUALLY PUT OUR SCHOOL DISTRICTS NAME INTO THE BILL AND THEN MY UNDERSTANDING, THE EXECUTIVE BRANCH THROUGH THE ATTORNEY GENERAL, BRIDGET HILL, INSTRUCTED THE LEGISLATURE TO REMOVE OUR NAME FROM THE BILL.

THE FUNDING STILL WENT THROUGH JUST NOT TO US.

THAT THE EXECUTIVE BRANCH WAS SPECIFICALLY SAYING, DON'T GIVE THE MONEY TO TETON COUNTY.

IS THAT WHAT YOUR UNDERSTANDING OF WHAT OCCURRED?

CHAIRMAN SCARLETT AND TRUSTEE GILLIAN, THE SELECT MEDIAN SCHOOL FACILITIES IN OCTOBER OF 2022 RECOMMENDED TO THE JOINT APPROPRIATIONS COMMITTEE AND TO THE GOVERNOR, THAT TETON COUNTY RECEIVE 60 MILLION FOR THE BUS BARN REPLACEMENT AND 21.8 MILLION FOR THE COMPLETION OF THE BROCK ACHIEVEMENT CENTER AND THEN THERE IS A WYOMING EDUCATION ASSOCIATION LAWSUIT, AND DUE TO THE FEAR OF THAT LAWSUIT, WHICH WE ARE NOT A PARTY TO THEY WERE INSTRUCTED TO PULL OFF THE NAMES OF LARAMIE COUNTY SCHOOL DISTRICT WAS ALSO MENTIONED AS THE RECIPIENT OF THIS HUNDRED MILLION DOLLARS BETWEEN TETON COUNTY AND LARAMIE COUNTY.

THE EXECUTIVE BRANCH RECOMMENDED PULLING UP THE NAMES OF THE SCHOOL DISTRICTS AND FORWARDING THE FUNDING TO THE COMMISSION TO ALLOCATE.

THE COMMISSION LAST WEEK THROUGH THEIR RULES, HAVE DECIDED THEY'RE GOING TO USE FIVE MILLION TO DO MOST COST-EFFECTIVE REMEDY STUDIES FOR A CERTAIN NUMBER OF SCHOOLS THAT EITHER WERE AT 100 PERCENT CAPACITY ALREADY OR THROUGH THIS BUREAU VERITAS REPORT RAISED ABOVE, CAN'T REMEMBER WHAT THE NUMBER WAS, BUT RAISED TO THE LEVEL OF NEEDING SOME REMEDY.

ONLY THOSE SCHOOL DISTRICTS WOULD GET THE MOST COST-EFFECTIVE REMEDY STEADY, AND THEN BASED ON THOSE REMEDIES, THEN THEY WOULD ALLOCATE 95 MILLION TO WHATEVER THAT IS MOST COST EFFECTIVE REMEDIES MIGHT BE.

SO $100 MILLION THAT WAS INTENDED TO GO TO TETON COUNTY AND LARAMIE COUNTY SCHOOL DISTRICTS NOW ARE BEING USED FOR OTHER SCHOOL DISTRICTS, AND ACCORDING TO THOSE SUPERINTENDENTS, THAT AT LEAST ONE OF THEM THAT IS NOW GOING TO GET ANOTHER COST-EFFECTIVE REMEDY STUDY.

YOUR RESPONSE WAS, I DON'T EVEN KNOW WHY THIS IS ON THE LIST.

THIS SCHOOL DOES NOT NEED ANYTHING.

AS A LOCAL SUPERINTENDENT, THIS IS A WASTE OF MONEY TO DO AND MOST COST-EFFECTIVE REMEDY STUDY FOR A SCHOOL THAT NEEDS NOTHING THERE.

ANYWAY, THERE'S A LOT OF DETAIL WITH THAT, BUT IT'S FRUSTRATING THAT THE LOCAL SCHOOL BOARDS AND THE LOCAL SCHOOL DISTRICTS KNOW THEIR COMMUNITIES BEST, AND THE DEPARTMENT, THROUGH THIS COMPANY OUT OF WHEREVER IS SAYING, OH NO, WE'RE GOING TO STUDY THIS.

IT'S JUST REALLY A WASTE OF TIME AND MONEY, AND SO TETON COUNTY IS GETTING NOTHING THROUGH THIS, AND BECAUSE OF THOSE COST-EFFECTIVE REMEDY TO STUDY.

THE CURRENT PROCESS HAS NO MECHANISM TO STUDY ALL THE CURRENT HOUSING THAT IS OPENING UP RIGHT NOW.

WE WILL NEVER RISE TO THAT LEVEL.

THE OTHER ISSUE IS THEY'RE ONLY LOOKING AT SCHOOLS THAT ARE AT 100 PERCENT CAPACITY, AND I TAKE ISSUE WITH THE WAY THEY'VE CALCULATED IT AS THEY SAY, WE'RE AT 86 PERCENT CAPACITY RIGHT NOW, AND WHAT I HAVE A CONCERN ABOUT, FOR EXAMPLE, THEY SAY THE CAPACITY OF A GYM IS 125 STUDENTS.

TRUE? I CAN GET 125 KIDS IN THE GYM, BUT I CAN ONLY HAVE 25 BOYS AND 25 GIRLS DRESSING OUT AT ONCE.

I'VE GOT 75 SEATS THAT I CAN'T FILL BUT THAT IS GOING SO THEY SAY YOU HAVE 125 SEATS BY PERIODS OF THE DAY.

THAT GOES TOWARD YOUR TOTAL ENROLLMENT PLUS ALL THE CHANGES THAT WE'VE MADE TAKING OUT LOCKERS THAT HURT US.

THEY'RE SAYING YOUR CAPACITY IS 1,006 KIDS.

WELL, SURE I GUESS, BUT THAT DOESN'T MEAN THAT THE HALLWAYS ARE APPROPRIATE.

THERE ARE ONLY SIX FEET IN MOST OF THE HALLWAYS WHICH IS INADEQUATE FOR THE STUDENT BODY.

WE'VE ALREADY TALKED ABOUT ALL THE DEFICIENCIES THAT ARE IN THAT FACILITY.

BUT THAT GYM ISSUE AND THE LOCKER ROOM ISSUE IS HUGE AND THAT REALLY HURTS US.

I UNDERSTAND THE COMMISSION IS CONCERNED THAT TETON COUNTY AND LARAMIE COUNTY, AND PARTICULARLY, WE'RE GOING AROUND THEM OR AROUND THE SYSTEM AND GOING TO THE LEGISLATURE TO REPRESENTATIVE GOVERNMENT.

THE FREMONT COUNTY WITH REVERTED NEW AUDITORIUMS AND THE $40,000,000 10 SLEEP SCHOOL BEING BUILT FOR SOUNDS LIKE MAYBE 100 KIDS.

WE BIOBANK, WE BUILT MONGER FOR 24 MILLION.

THEY'RE BUILDING A SCHOOL 40 MILLION INTENSELY.

ALL WENT AROUND THE CONDITION.

IS THAT YOUR UNDERSTANDING ALSO?

THEY'RE GROWING QUICKLY, BUT EVERYBODY ELSE IN WYOMING, THEY WON'T CARE.

THEY'RE NOT GROWING AND SHRINKING.

I'M WONDERING IF WE COULD DO THAT.

IT'D BE NICE IF WE COULD TAKE INTO ACCOUNT IT'S BECAUSE PEOPLE MOVE HERE AND THEY BRING KIDS THAT THEY ALREADY HAVE [LAUGHTER].CAPACITY IS ASSUMING THAT ALL CHILDREN THAT WE WON'T GET TO BRINGING WITH YOU WAIT TO GET HERE TO HELP, WHICH MAKES ABSOLUTELY NO LOGICAL SENSE.

I APPLAUD TRUSTEE NEEDS SUGGESTION, AND I THINK THAT'S DEFINITELY SOMETHING WE SHOULD DO.

NOT TO BE FLIPPANT BUT I THINK MY FRUSTRATION, I THINK THE FRUSTRATION OF MANY IN THIS COMMUNITY IS THAT WE HAVE EXTREMELY HIGH PROPERTY TAXES.

THE MAJORITY OF OUR PROPERTY TAXES LEAVE OUR COMMUNITY.

NOW THAT'S THE SYSTEM.

I DON'T DISAGREE WITH THE SYSTEM.

I CERTAINLY UNDERSTAND THAT THE REST OF THE STATE NEEDS TO BE EQUALLY FUNDED.

WE'RE FUNDING THE REST OF THE STATE.

US IN CONVERSE COUNTY, AND SUBLETTE COUNTY, WE'RE THE ONES FUNDING EVERYBODY SO $89 MILLION,

AS I'M SURE YOU'RE AWARE, THEY'RE DOING THE EXPANSION OF THE RECREATION CENTER AND THEY ARE PUTTING IN A NEW SIX-INCH WATERLINE AND THEY WOULD LIKE TO CONNECT THAT WATERLINE, CONTINUE IT TO AN EXISTING FIRE HYDRANT THAT IS ON THE NORTH SIDE OF DAVEY JACKSON ELEMENTARY.

I WANTED TO START BY ADDING THERE ARE BENEFITS TO THE DISTRICT TO HAVE THIS WATERLINE TO ALLOW THEM TO COME IN AND CONNECT THAT HYDRANT.

THAT IS BECAUSE OF WATER WOULD BE BASICALLY CREATE A REDUNDANT WATER SUPPLY TO THE SCHOOL, WHICH IS BEST PRACTICE WITH INFRASTRUCTURE.

AND IT WILL ALSO HELP WITH WATER PRESSURE, JUST MAKING SURE THAT STABILIZED AND GOOD AT ALL TIMES.
