[A. Call to Order]

[00:00:02]

>> GOOD EVENING, FOLKS.

I LIKE TO CALL THIS REGULAR MEETING OF THE TETON COUNTY SCHOOL DISTRICT NUMBER 1 OF BOARD OF TRUSTEES TO ORDER.

AT FIRST, WE'LL DO OUR PLEDGE OF ALLEGIANCE.

MR. KENDRA, WILL YOU PLEASE LEAD US?

>>

>> THANK YOU. WE ALSO USUALLY HAVE SOMEBODY PICK A PART OF OUR MISSION AND VISION STATEMENT TO READ ALOUD.

KEITH, WILL YOU DO THAT FOR US TONIGHT?

>> OUR MISSION IS TO ENSURE THAT ALL STUDENTS HAVE THE FOUNDATION FOR SUCCESS AND ARE CHALLENGED TO REACH THEIR FULL POTENTIAL.

>> THANK YOU. FIRST THING ON THE AGENDA IS THE APPROVAL OF THE NOVEMBER 8,

[B. Approval of the Agenda]

2023, REGULAR BOARD MEETING AGENDA.

ARE THERE ANY CHANGES? YES?

>> I WOULD MOVE TO APPROVE THE AGENDA WITH ONE ADDITION AND TO ADD AN ACTION ITEM TO APPROVE ACTION THAT WE DISCUSSED IN EXECUTIVE SESSION.

>> SECOND.

>> MOTION HAS BEEN MADE AND SECONDED TO APPROVE THE AGENDA WITH THE CHANGE INDICATED BY TRUSTEE GINGERY.

ALL THOSE IN FAVOR PLEASE SIGNIFY BY SAYING AYE.

>> AYE.

>> AYE.

>> AYE. MOTION CARRIES.

SUPERINTENDENT'S REPORT, DR. CHAPMAN.

[C. Superintendent's Report]

>> THANK YOU. GOOD EVENING, TRUSTEES.

THIS EVENING WE HAVE SOME REALLY WONDERFUL CELEBRATIONS.

ONE ITEM THAT, MY MISTAKE, I LEFT OFF, I WANTED TO HIGHLIGHT STUDENTS' SCHOOL BOARD MEMBER GABRIEL KANTOR.

LAST WEEK, HE PUT TOGETHER AN AMAZING EVENT AT OUR AUDITORIUM, COORDINATING THE WHOLE THING, FINDING FUNDING SOURCES, AS WELL AS MODERATING A VERY DIFFICULT COMPLEX TOPIC.

I CAN'T EVEN IMAGINE, EVEN AT MY AGE BEING ABLE TO MODERATE AND I'M JUST VERY PROUD OF YOU.

I WANTED TO SAY THANK YOU, GABRIEL, FOR PUTTING ALL THAT WORK ON A VERY SHORT WINDOW.

THANK YOU VERY MUCH.

YOU DID AN AWESOME JOB.

[APPLAUSE]

>> I'M GOING TO DO SOME THINGS A LITTLE BIT OUT OF ORDER JUST SO FOLKS THAT ARE HERE FOR A SPECIFIC REASON COULD MOVE ON WITH THEIR EVENINGS.

MIKE HANSEN, DO YOU WANT TO START OUT WITH STATE CHAMPIONS AND FOURIER SWIMMING?

>> SURE. ACTUALLY, I'LL START WITH GOOD SPORTS AWARD, THOMAS MAY IN FOOTBALL RECEIVED THAT, WHICH WAS OUTSTANDING.

I INVITED HIM TONIGHT AND I FOUND OUT IT'S HIS BIRTHDAY.

[LAUGHTER] [OVERLAPPING] WE WOULD LIKE TO CELEBRATE OUR STATE CHAMPIONS THIS EVENING.

IF OUR SWIMMERS COULD COME UP AND OUR COACH SHOULD COME UP.

THEY WERE AT MEET LAST WEEK WITH A NUMBER OF FIRST-PLACE FINISHES.

COACH JENKINS WILL TALK ABOUT IT.

IT WAS A VERY TIGHT SCORING FROM FIRST ALL THE WAY THROUGH FOURTH, AND A REALLY GREAT WEEK. COACH JENKINS?

>> GOOD EVENING, EVERYONE.

TRUSTEES, THANK YOU FOR INVITING US.

DR. CHAPMAN, DR. CHRIS, GOOD TO SEE YOU STUDENT, TRUSTEES.

THANKS FOR HAVING US.

IF YOU DON'T KNOW ME, I'M JIM JENKINS, THE HEAD SWIMMING AND DIVING COACH.

WE HAVE FIVE ATHLETES HERE THIS EVENING.

WE HAVE MUCH TO TALK ABOUT BUT I'LL MAKE IT BRIEF.

OUR MEDLEY RELAY WAS STATE CHAMPION.

THEY ALSO SET A VARSITY RECORD.

THAT'S, VEGA SANCHEZ, ILA MUSCLOW, MAREN TATTERSALL, AMAYA OLIVIERI.

MAREN TATTERSALL WAS STATE CHAMPION IN THE 200 FREESTYLE, ALSO SET A VARSITY RECORD.

I'M TRYING TO GO IN ORDER THE ORDER OF EVENTS.

AMAYA SET A VARSITY RECORD IN WEST STATE CHAMPION IN THE 100 FLY.

MAREN WAS SECOND IN THE 500 FREESTYLE, BUT SET A VARSITY RECORD IN THAT. I SKIPPED ONE.

AMAYA SET A VARSITY RECORD IN THE 100 FREESTYLE LEADING OFF THE 400 FREESTYLE RELAY.

THEN AMAYA WAS ALSO A STATE CHAMPION IN THE 100 BACKSTROKE, AND THEN OUR 400 FREESTYLE RELAY STATE CHAMPIONS VARSITY RECORD.

LET ME THINK, AMAYA WAS FIRST, AMAYA OLIVIERI, NORAH WILSON, VEGA SANCHEZ, MAREN TATTERSALL, AND THEY WERE STATE CHAMPIONS.

I CAN'T REMEMBER IF I SAID THAT OR NOT.

EXTREMELY SUCCESSFUL MEET LITERALLY FROM FIRST PLACE TO FOURTH PLACE WAS 13 POINTS.

WE WERE SECOND PLACE BY 10 POINTS, WE WERE TWO POINTS AHEAD OF THE THIRD-PLACED TEAM AND THREE POINTS AHEAD OF THE FOURTH-PLACED TEAM.

PROBABLY THE CLOSEST, CERTAINLY WE ARE IN THE TOP FOUR STATE MEETS IN HISTORY OF SWIMMING IN WYOMING.

THEY REALLY PULLED IT ON, HAD A GREAT MEET AND IT WAS FANTASTIC.

[00:05:01]

THANK YOU SO MUCH FOR HAVING US.

[APPLAUSE]

>> THANK YOU, COACH JENKINS.

>> THANK YOU.

>> THEN GIRLS. CHAIR LEAD AND TRUSTEES, I SKIPPED OVER THE AP SCHOOL HONOR ROLL PROGRESS REPORT, SO I'D LIKE TO ASK PRINCIPAL LIEBERMAN AND ASSISTANT PRINCIPAL CREAGER MARKMAN TO COME UP AND PRESENT THIS INFORMATION.

>> EXCUSE ME, SUPERINTENDENT CHAPMAN, I KNOW WE'RE A LITTLE STRAINED ON THE TECHNICAL DEPARTMENT, BUT MAN, THIS IS HARD TO SEE IT.

[LAUGHTER]

>> THERE WE GO.

>> THANK YOU.

>> CHAIRWOMAN LEAD, TRUSTEES, DR. CHAPMAN, DR. CHRIS, STUDENTS, SCHOOL BOARD MEMBERS, OF ALL THE STANDARDIZED TESTS AND ACCELERATED COURSEWORK STUDENTS ACROSS THE UNITED STATES AND HERE IN JACKSON TECH, COLLEGE BOARD'S AP EXAMS OFFER A PURPOSE AND VALUE THAT NO OTHER ADVANCED COLLEGE PREPARATORY PROGRAM OFFERS.

IN SHORT, AP COURSES AND AP EXAMS ARE THE ACADEMIC GOLD STANDARD FOR STUDENTS AS THEY PREPARE FOR COLLEGE.

AP COURSES, BUILD OUR STUDENTS' CONFIDENCE AND SKILLS.

THEY SIGNAL THE COLLEGES THAT THEY'RE SERIOUS ABOUT THEIR EDUCATION AND THAT THEY'RE WILLING TO CHALLENGE THEMSELVES WITH RIGOROUS COURSEWORK.

THEY SET THE STAGE FOR SUCCESS IN COLLEGE AND THEY LAY THE FOUNDATION FOR STUDENTS TO SAVE TIME AND MONEY ONCE THEY GET TO COLLEGE THROUGH THE TRANSFER OF CREDITS ACHIEVED WHILE THEY ARE STILL ON HIGH SCHOOL.

A SUCCESSFUL AP PROGRAM MUST BE A COMPLETE TEAM EFFORT.

THE TEAM INCLUDES THE STUDENTS WHO PUSH THEMSELVES WITH RIGOROUS COURSEWORK, THE TEACHERS WHO TRAIN AND LEARN SPECIFIC CURRICULUM AND THEN MAKE IT THEIR OWN BY PERSONALIZING THE EXPERIENCE FOR THEIR STUDENTS, AND OUR JACKSON FAMILIES WHO SUPPORT OUR STUDENTS AS THEY DEAL WITH NEW-FOUND TIME MANAGEMENT AND ACADEMIC CHALLENGES.

BUT NO AP PROGRAM CAN BE SUCCESSFUL WITHOUT A HIGH-QUALITY QUARTERBACK WHO LEADS THE SCHOOL'S AP TEAM.

THIS EVENING, IT IS MY PLEASURE TO INTRODUCE OUR AWESOME AP QUARTERBACK, ASSISTANT PRINCIPAL LAURA CREAGER-MARKMAN, MORE COMMONLY KNOWN TO HER STUDENTS AS MS. SIA.

SHE'S GOING TO WALK US THROUGH OUR COLLEGE BOARD AP SCHOOL HONOR ROLL PROGRESS REPORT, WHICH IN TWO CATEGORIES, WE RECEIVED GOLD MEDAL RECOGNITION.

AND IN THE THIRD CATEGORY, WE RECEIVED PLATINUM RECOGNITION, WHICH IS THE HIGHEST LEVEL. LAURA.

>> CHAIRMAN MEET AND TRUSTEES, THANK YOU FOR ALLOWING US TO TAKE A MOMENT TONIGHT TO CELEBRATE THE AP PROGRAM AT JJHS.

AS BENNETT MENTIONED, I'M JJHS'S AP COORDINATOR AND HAVE BEEN IN THAT ROLE FOR THREE YEARS.

PRIOR TO BECOMING AN ADMINISTRATOR, I HAD THE PLEASURE OF TEACHING AP ENVIRONMENTAL SCIENCE AT JJHS FOR SIX YEARS.

THIS AP REPORT CELEBRATES THREE AREAS, COLLEGE CULTURE, COLLEGE CREDIT, AND COLLEGE OPTIMIZATION.

JJHS MET THE GOLD-LEVEL CRITERIA FOR COLLEGE CULTURE BY HAVING 71% OF OUR GRADUATING STUDENTS LAST YEAR TAKE AT LEAST ONE AP COURSE DURING THEIR TIME AT JJHS.

WE ALSO MET THE GOLD-LEVEL CRITERIA FOR COLLEGE CREDIT WITH 48% OF OUR GRADUATING CLASS FALLING THREE OR HIGHER ON ONE OR MORE AP EXAMS. JJHS MET THE PLATINUM-LEVEL CRITERIA FOR COLLEGE OPTIMIZATION, WITH 18% OF GRADUATING STUDENTS TAKING FIVE OR MORE APS, INCLUDING AT LEAST ONE, THEIR 9TH OR 10TH GRADE YEAR.

IN MY OPINION, ALL OF THESE AREAS ARE WORTHY OF CELEBRATION AND SUPPORT STUDENT'S POST-SECONDARY SUCCESS.

BUT I'M PARTICULARLY EXCITED ABOUT THE FIRST AREA, COLLEGE CULTURE.

PART OF THE REASON I LOVE TEACHING AP ENVIRONMENTAL SCIENCE WAS THAT IT WAS AN AP COURSE WITHOUT A TON OF PREREQUISITES, ONE THAT A STUDENT WHO WANTED A CHALLENGE TO TAKE REGARDLESS OF THEIR PREVIOUS COURSE SEQUENCE.

I HAD STUDENTS IN THAT CLASS THAT HAD OR WOULD GO ON TO TAKE MULTIPLE APS AT THE TIME IN JJHS AND STUDENTS WHO TOOK THAT CLASS AS THE ONLY AP ON THEIR TRANSCRIPT.

I FIRMLY BELIEVE AND RESEARCH BACKS UP THAT MERE EXPOSURE TO AN AP CLASS IN HIGH SCHOOL SUPPORT STUDENTS' ACADEMIC DEVELOPMENT AND COMPETENCE FOR THEIR FUTURE ENDEAVORS, SO I'M REALLY EXCITED THAT 71% OF OUR STUDENTS LAST YEAR HAD THAT OPPORTUNITY. THANKS.

>> TRUSTEE GINGERY.

>> CERTAINLY CONCERNED.

WELL, I'M READING THAT IT'S 52% OF THE CHILDREN FAIL TO MEET THE MINIMUM NUMBER.

[00:10:07]

I'VE ALWAYS HEARD THAT ABOUT US.

IT'S GREAT THAT WE EXPOSE EVERYONE TO THE AP CLASSES.

BUT I'M CONCERNED THAT MORE THAN HALF OF THE KIDS TAKING AP CLASSES FAIL TO MEET THAT MINIMUM THREE.

EVERYONE SHOULD BE HITTING THAT THREE.

IF YOU'RE NOT HITTING IT THE THREE, YOU PROBABLY SHOULDN'T HAVE BEEN IN AN AP CLASS.

THAT CONCERNS ME BECAUSE THEN YOU'RE ADVERSELY AFFECTING THEIR GPA.

>> IT DOESN'T AFFECT, IT'S A SCORE.

>> THE SCORE PART. BUT IF YOU CAN'T GET THAT THREE, THAT'S ALSO TELLING ME YOU DIDN'T YOU DIDN'T GET A GRADE PROBLEM.

>> I DON'T NECESSARILY THINK THAT THOSE GO HAND IN HAND, FOR SURE.

THE AP ENVIRONMENTAL SCIENCE TEST, FOR EXAMPLE, HAS A GENERALLY 50% PASS RATE FOR THE NATION.

HALF OF THE KIDS THAT TAKE THE CLASS ACROSS THE COUNTRY DO NOT PASS THE AP TEST.

THEY'RE STILL EXPOSED TO COLLEGE-LEVEL CURRICULUM MORE OFTEN THAN NOT IN MY CLASS AND IN THE CURRENT CLASS THERE.

THEY PASS THE CLASS, MAYBE WITH A C OR SOMETHING LIKE THAT.

BUT I DO TRULY THINK IT'S STILL A VALUABLE EXPERIENCE.

DO WE WANT OUR PASS RATES TO GO UP IN CLASSES FOR SURE, AND THAT'S SOMETHING THAT OUR TEACHERS WORK ON.

>> RESEARCH TELLS US THAT IT'S STUDENTS WHO TAKE AN AP CLASS IN HIGH SCHOOL AND MAY SCORE TWO ARE FAR MORE LIKELY TO SUCCEED AT THE COLLEGE LEVEL THAN A STUDENT WHO DOESN'T TAKE THAT CLASS AT ALL.

>> YOU DON'T KNOW THIS ABOUT ME.

>> YES, SIR.

>> CAN I GIVE YOU A FAIR WARNING? WHENEVER SOMEONE GETS UP AND SAYS THAT TO ME, I EXPECT TO SEE THAT RESEARCH TOMORROW AND EMAILED IT.

[LAUGHTER] BE CAREFUL WHEN YOU GIVE ME CITATION [LAUGHTER] [INAUDIBLE] IN AN EMAIL TO ME TOMORROW MORNING.

>> SOUNDS GOOD.

>> YEAH. I GUESS WHEN I'M THINKING ABOUT THIS, I HAD A QUESTION.

IT SAYS 50% OF YOUR CLASS IN 2024.

WOULD THAT BE THAT 50% OF ALL THE STUDENTS IN THE SENIOR CLASS, OR 50% OF THE STUDENTS TAKING THE AP EXAMS?

>> FIFTY PERCENT OF THE CLASS OF 2024 SCORED THREE OR HIGHER ON AT LEAST WHAT IT NEEDS.

NOT JUST THE KIDS WHO TOOK THE APS, IT'S THE WHOLE THE WHOLE CLASS.

>> THE WHOLE CLASS.

THEN WHEN WE SAY THAT IT'S THAT 40.

>> I'M LOOKING AT THE THING ON THE SCREEN RIGHT THERE.

ASSISTANT CALLS PORTABILITY BY ENABLING 50% OF YOUR CLASS OF 2024 TO EARN COLLEGE CREDIT.

IF I ALREADY KNOW THE AP EXAM SCORE.

>> I'VE BEEN ACCUSED OFTEN OF BEING A LITTLE BIT CYNICAL.

ONE OF THE THINGS THAT I'VE ALWAYS THOUGHT ABOUT THE AP EXAM, THAT IT WAS A RACKET CREATED BY THE COLLEGE BOARD, TO GENERATE A LOT OF MONEY.

I MEAN, IF YOU LOOK AT THE STATISTICS, THE AMOUNT OF MONEY THEY GENERATE NATIONWIDE, JUST FOUND THE FEES TO TAKE THE AP EXAM IS NOT INSIGNIFICANT HUGE AMOUNT OF MONEY.

I DON'T KNOW IF THERE'S ANYTHING BETTER.

SCOTT IS PROBABLY CHIME IN ON THIS.

HAVE YOU THOUGHT ABOUT THAT? TO CHALLENGE STUDENTS LIKE THIS.

I THINK THIS IS REALLY A GREAT OPPORTUNITY TO CHALLENGE STUDENTS TO REALLY WORK HARD ACADEMICALLY AND INTELLECTUALLY TO CHALLENGE THEM.

BUT I'VE ALWAYS BEEN A LITTLE UNCOMFORTABLE WITH THE IDEA THAT IT'S NOT SCHOOLS THAT HAVE CREATED THIS EXAM, BUT IT'S THIS INDEPENDENT EDUCATION COMPANY.

WE ALL KNOW THAT ALL THESE COMPANIES THAT MAKE TEXTBOOKS AND ALL THAT STUFF, IT SEEMS TO ME KIND OF IRAQ.

I'VE ALWAYS WONDERED IF THERE IS NO, I DON T THINK OTHER OPTION, I MEAN, THERE'S NO COMPETITION.

I MEAN, WE ARE A CAPITALIST COUNTRY.

THERE SHOULD BE SOME COMPETITION IN THIS, RIGHT? MAYBE SOME OTHER COMPANY THAT [NOISE] AP STACK.

BUT I'VE FELT A LITTLE UNCOMFORTABLE THAT I'D BE INTERESTED TO KNOW WHAT YOU GUYS THINK.

>> I WOULDN'T DISAGREE WITH YOUR OPINION.

I THINK THE INTERNATIONAL BACCALAUREATE IS PROBABLY THE CLOSEST COMPETITOR TO THE AP PROGRAM.

THERE IS A TREMENDOUS MONEY-MAKING INDUSTRY AND I DON'T THINK ANYBODY CAN DISPUTE THAT.

>> I DO THINK THERE'S VALUE IN THE NATIONAL LEVEL OF IT THOUGH IN TERMS OF THERE IS A BENCHMARK THAT'S NATIONWIDE.

THERE IS A COMMON EXPECTATION AND MEETS A LOT COLLEGES I

[00:15:02]

THINK HAVING THAT NATIONALLY NORM.

BUT I DO HEAR YOU ABOUT THE RACKET-LIKE NATURE OF IT ALL FOR SURE.

>> THANK YOU. I REALLY APPRECIATE YOUR INPUT.

>> I JUST HAVE ONE MORE COMMENT.

I MEAN, IF YOU THINK ABOUT IT IN BETWEEN THAT AND THE COORDINATED CLASSES BETWEEN CWC, MY NIECE WENT INTO HER FRESHMAN YEAR, AS A SECOND YEAR SOPHOMORE [NOISE] TO THE POINT THAT SHE WAS PANICKING BECAUSE SHE HAD TO APPLY TO BUSINESS COLLEGE WITHIN SIX WEEKS OF ARRIVING AT MICHIGAN STATE.

IT'S A LITTLE BIT OF A CONUNDRUM BECAUSE THEN WHAT DO YOU DO AFTER TWO-AND-A-HALF YEARS, BUT.

[LAUGHTER]

>> NOT ONLY THAT, BUT ALSO LIKE IN MY OWN CASE, IS A STUDENT OF 20 PLUS YEARS AGO IN COLLEGE, I GOT PLACED INTO HIGHER LEVEL CLASSES IMMEDIATELY, WHICH WAS REALLY NICE TO BE ABLE TO HAVE MORE OPPORTUNITY.

BECAUSE I HAD TAKEN AP PSYCHOLOGY AND PASSED IT, I COULD MOVE IN IT TO MORE SPECIFIC CLASSES.

I THINK THERE IS THAT NET NATIONAL RECOGNITION AND UNIFORMITY COMES IN AS IT IS NICE THAT PAUL JUST RECOGNIZE THAT WITH CREDITS IN PLACEMENT AND THAT CAN MEAN A LOT TO A LOT OF STUDENTS.

>> TRUSTEE, [INAUDIBLE] I HAVE A QUESTION.

>> YES, OF COURSE.

>> CONSIDERING THE TOPIC OF PRICE HAS BEEN BROUGHT UP, WHAT'S THE PRICE FOR SOMEBODY TO TAKE THE AP TEST COMPARED TO THE EQUIVALENT OF A COLLEGE CREDIT?

>> WAY CHEAPER, I THINK $97 THIS YEAR.

YOU COULD POTENTIALLY, REALLY DEPENDS ON THE SCHOOL AND THE SCORE YOU MIGHT GET MORE CREDIT FOR AT FIVE, WHICH IS THE HIGHEST AP SCORES, THAN A THREE WHICH IS THE LOWEST PASSING SCORE.

BUT ANYWHERE FROM 3-5 CREDIT EQUIVALENT EBIT.

AND I THINK IF YOU BUY OTHER SOMETIMES CONSIDERED A TWO-SEMESTER COLLEGE COURSE, WHICH IS POTENTIALLY 10 CREDITS.

$97 FOR DEPENDING ON YOUR SCHOOL AND YOUR SCORE, A BUNCH OF CREDITS.

>> THANK YOU. ONE MORE THING IS HISTORICALLY AND EVEN PRESENTLY WHAT WE'VE TRIED TO DO, NOT TO PERFECTION, BUT IT'S TRYING TO GIVE THAT BALANCED APPROACH TO THE COLLEGE OF BRANDS.

A LOT OF AP CLASSES, AS YOU KNOW, ARE ALSO CONCURRENT ENROLLMENT.

LET'S SAY WE HAVE A STUDENT WHO MAYBE IS NOT THE BEST TEST TAKER, THAT THEY COMPLETE THE CLASS AND HE CWC STANDARDS, THEY'RE STILL AFFORDED THE OPPORTUNITY TO EARN CONCURRENT FOR FREE AS WELL VIA MOOCS, NOT PERIPHERY.

[LAUGHTER] SO IT'S A NICE COMBINATION.

BUT THE MAJORITY OF THE AP CLASS, IT'S NOT ALL FROM WHAT I CALL, BUT THE MAJORITY, WHICH IS UNUSUAL FOR A DISTRICT, THAT BOTH OF THOSE IN ONE FORCE.

IF YOU GET A THREE, THAT ONLY DO YOU PLACE THE ADVANCED, BUT YOU ALSO EARN CONFIRMING IF IT'S A CONCURRENT ENROLLMENT CLASSES, NOT ALL ARE, BUT THE MAJORITY ARE.

THAT KNOCKS TWO BIRDS WITH ONE STONE.

>> IF YOU'RE NOT A GREAT TEST TAKER AND YOU GET A TWO ON THE AP, BUT YOU EARN A B IN THE COURSE, YOU CAN STILL EARN CWC CREDIT FOR IT BECAUSE IT IS AT COLLEGE LEVEL.

>> THANK YOU BOTH. I APPRECIATE IT.

I'M SURE THE NEXT ITEM FOR THE SUPERINTENDENT'S REPORT IS THE DISTRICT LEADER'S REPORT.

>> ANY QUESTIONS ON THE DISTRICT LEADERS REPORT TODAY? I WANT TO THANK DISTRICT LEADERS FOR THEIR MEDIA REPORTS.

IT'S REALLY GREAT TO HAVE THIS.

WE KNOW WHAT'S GOING ON AT JUST ABOUT EVERY SCHOOL AND EVERY PART OF OUR SCHOOL DISTRICT. APPRECIATE THAT.

>> CHAIRMAN. I'D LIKE TO THANK ALL THE TEACHERS AND ADMINISTRATORS WHO JUST TAKE SO MUCH TIME WITH THE PARENT-TEACHER CONFERENCES.

IT TAKES THEM AWAY FROM THEIR FAMILIES AND IT'S A GREAT OPPORTUNITY FOR THE PARENTS TO CONNECT WITH THE TEACHERS AND SEE THE SCHOOL'S BOARD OF COORDINATION, MEALS.

THANK YOU TO EVERYBODY WHO PUT FORTH THE EFFORT TO MAKE THAT HAPPEN AND BRING THE PARENTS INTO THE SCHOOLS AND TO BE ACCOMMODATING TO THE PARENTS WHO HAVE SCHEDULES THAT NEED A CUP AS WELL. THANK YOU.

>> ALL RIGHT. WE ARE UP ONTO OUR EDUCATIONAL MOMENT. IS LIBBY HERE?

>> YES. LIBBY CREWS WOOD IS GOING TO BE TALKING ABOUT THE AFTER THE BELL AND AFTER-SCHOOL PROGRAM.

>> THANK YOU, LIBBY, FOR PUTTING TOGETHER YOUR SLIDESHOW.

I KNOW IT WAS HARD TO PARE IT DOWN BECAUSE IT'S SO MUCH GREAT INFORMATION, BUT WE APPRECIATE THAT.

[00:20:02]

>> I'D RATHER PARE THINGS DOWN THAN HAVE TO BUILD THEM UP, SO THANK YOU ALL VERY MUCH.

I AM VERY MUCH LOOKING FORWARD TO AN UPDATE THIS EVENING, PRIMARILY FOCUSING ON ENROLLMENT AND IMPACT.

YOU CAN EXPECT A FINANCIAL REPORT IN JANUARY WHEN WE ARE ABLE TO SPEAK TO YOU WITH ACTUAL NUMBERS.

AFTER THE BELL AND CHARLOTTE, ARE YOU OPERATING THIS PART, WHERE SHOULD I LOOK TO? THANK YOU.

JUST A VERY QUICK BACKGROUND.

AFTER THE BELL IS THIS YEAR'S NAME FOR THE K12 PROGRAM.

IT'S WORKING GREAT BECAUSE IT ROLLS OFF OF EVERYBODY'S TONGUE EASILY. THAT WAS A WIN.

IT IS SUPPORTED THROUGH AN ESSER III FEDERAL GRANT, THAT INCLUDES QUITE A NUMBER OF ADDITIONAL PROGRAMMING.

TONIGHT, I'M FOCUSING ON THE AFTER-SCHOOL PROGRAMS; K12.

INCLUDING HIGH SCHOOL MENTORSHIP.

AT THE UPPER LEVEL, IT DOESN'T LOOK LIKE PROGRAMMING FOR THE KIDS.

INSTEAD, THEY'RE TAKING A LEADERSHIP ROLE IN ASSISTING IN PROGRAMMING.

THE THREE FOCUS POINTS FOR THE GRANT ITSELF IS EQUITY, ACCESSIBILITY, AND SUSTAINABILITY.

I'M NOT GOING TO READ THESE SLIDES, BUT OUR EFFORT HAS BEEN FOCUSED ON ALL THREE OF THOSE WE MADE.

I THINK THE EQUITY PIECE IS ONE WHERE AS AN ENTIRE DISTRICT, LEARNING A GREAT DEAL MORE ABOUT WHAT THAT REALLY MEANS AND HOW TO ACHIEVE EQUITY.

IT'S A BIG LEARNING PROCESS BUT ONE THING WE CAN DO IS BE INTENTIONAL AND DELIBERATE ABOUT MAKING SURE THAT EVERYONE HAS AN OPPORTUNITY TO PARTICIPATE.

ONE OF THE THINGS WE HAD TO DO WAS GET RID OF THE FIRST COME, FIRST SERVED RUSH TO SIGN FOR AFTER SCHOOL.

THAT HAS MADE A WONDERFUL DIFFERENCE.

WE ALSO, IN THIS FIRST SESSION, WE PRE-REGISTERED CHILDREN WHO HAD PARTICIPATED IN SUMMER SCHOOL.

WE GAVE THEM THE OPPORTUNITY.

NOT ALL OF THEM TOOK IT, BUT THAT WAS ALL RIGHT.

LET'S MAKE SURE KIDDOS THAT YOU HAVE THIS OPPORTUNITY, IN LARGE PART BECAUSE THESE FEDERAL FUNDS ARE SPECIFICALLY DESIGNED TO REPAIR SOME OF THE DAMAGE DONE BY COVID 19.

WE ALSO INCREASED THE PROGRAM TIME PREVIOUS YEAR.

AT THE ELEMENTARY LEVEL, WE OFFERED A ONE HOUR PROGRAM AND NOW WE'RE OFFERING A TWO OUR PROGRAM.

CHILDREN ARE PICKED UP AT 5:00 IN THE EVENING.

IT IS FACILITATING PARENTS WORK SCHEDULES.

IT PROVIDES FOR US AN OPPORTUNITY TO BROADEN THE ACTIVITIES THEMSELVES, GO A LITTLE DEEPER WITH SOME PROJECT-BASED EXPERIENCES.

IT'S WORKING OUT VERY WELL.

ONE OF THE WAYS THAT IF I CAN MOVE QUICKLY TO SUSTAINABILITY.

I THINK ONE OF THE MOST IMPORTANT REALIZATIONS THIS YEAR IS THE TREMENDOUS ASSET THAT HIGH SCHOOL STUDENTS THEMSELVES ARE, AND MIDDLE SCHOOL STUDENTS AS MENTORS.

THEY ALWAYS RISE TO THE OCCASION.

I THINK BECAUSE IT'S PURPOSEFUL, IT'S MEANINGFUL, THEY FEEL A SENSE OF RESPONSIBILITY.

THE NEAR PEERS HAS BEEN AN EFFORT THAT I HAVE PUT A GREAT DEAL OF TIME INTO, BUT SO HAVE THE WONDERFUL PEOPLE I'VE WORKED WITH.

WHO ARE, MRS. TC AND KEY CLUB LEAD AND NHS AND STUDENTS THEMSELVES WHO JUST COME TO ME TO SAY, "I'D LOVE TO BE PART OF THE PROGRAM".

THANKS GO TO ALL OF THOSE YOUNG PEOPLE.

THE OTHER PIECE THAT I AM REALIZING IS ENORMOUSLY HELPFUL AND I KNEW IT WOULD BE AFTER MY FIRST YEAR.

WE ESTABLISHED SITE LEADERS IN EACH OF THREE ELEMENTARY SCHOOLS, THE BIG ONES.

THOSE INDIVIDUALS ASSIST ME IN REGISTRATION, BEING ON THE GROUND BECAUSE I FOUND THAT I COULDN'T BE IN THREE DIFFERENT BUILDINGS ALL AT SAME TIME.

THAT HAS BEEN A REAL BENEFIT IN TERMS OF LONG-TERM SUSTAINABILITY.

THERE'S A LOT OF OPPORTUNITY IN OUR FUTURE BECAUSE OF THAT. NEXT ONE, PLEASE.

INTERESTINGLY AS WELL, THREE YEARS AGO,

[00:25:04]

I THINK THE DISTRICT BEGAN TO PARTNER WITH THE TETON LITERACY CENTERS PROGRAM THAT PROVIDES ENRICHMENT LITERACY AND STEM ENRICHMENT IN JACKSON AND MUNGER MOUNTAIN ELEMENTARY.

LET ME BACKUP SO I MAKE MORE SENSE.

WE ARE PARTNERING WITH TLC AND JACKSON HOLE CHILDREN'S MUSEUM IN SOME REALLY EFFECTIVE WAYS.

OUR FACILITIES ARE BEING USED SO IT JUST MAKES THINGS EASY.

THE TRANSPORTATION DEPARTMENT IS MAKING IT POSSIBLE FOR YOUNGER CHILDREN TO GET A BUS AND GET BACK TO COLTER.

THAT HELPS FAMILIES A GREAT DEAL.

THEN IN ORDER TO INCREASE THE NUMBER OF CHILDREN WHO ARE PARTICIPATING IN THESE PROGRAMS, THE DISTRICT HAS PROVIDED PARAPROFESSIONALS AND TEACHERS WHO ASSIST.

THE NUMBERS THAT THE ADULT-CHILD RATIO CAN EXPAND DRAMATICALLY.

LAST YEAR AND THIS YEAR, THOSE SALARIES ARE COMING FROM THESE FEDERAL GRANTS TO EXPAND AND INCREASE ACCESSIBILITY. NEXT SLIDE.

>> MARY, MAY I ASK YOU A QUESTION?

>> YES PLEASE.

>> MAYBE TELL ME THEN, LIKE DOWN THAT WE'RE GOING TO GET TO THIS.

BUT SUSTAINABILITY ALSO MEANS FUNDING AND WE'RE ABOUT TO COME UP TO LEARNING THAT.

ANY IDEAS ABOUT HOW WE CAN SUSTAIN THEM?

>> I HAVE LOTS OF IDEAS.

SO WHAT I LOVE TO ASK YOU IS TO WAIT FOR US TO HAVE ACTUAL NUMBERS THAT I CAN THEN.

SO IF THIS ONE IS JUST A SNAPSHOT OF THE PROGRAM ITSELF IN THE ENROLLMENT.

THEN WHEN WE'RE PRESENTING IN JANUARY, WE CAN REALLY TALK REAL NUMBERS AND I THINK THAT'LL BE MORE BENEFICIAL FOR EVERYONE.

>> THANK YOU.

>> ABSOLUTELY. DISTRICT-WIDE IMPACT, IT'S FUN.

CHARLOTTE, PLEASE, THE NEXT SLIDE. FUN TO IMAGINE.

FUN IS A FUNNY WORD FOR THIS BUT LAST YEAR WAS WHAT I WOULD CALL A PILOT, AN EXPLORATION.

IT WAS ENTIRELY NEW TO ME.

THERE WERE ALL FABULOUS PROGRAMS ALREADY GOING ON IN THE DISTRICT AND AS WELL AS FABULOUS PROGRAMS IN OUR VALLEY.

IT WAS A MATTER OF TAKING A LOOK AT EVERYTHING THAT WAS THERE AND THEN EXPANDING ON THE GOOD, TRYING OUT SOME NEW THINGS.

WELL, THIS HERE BASED ON THAT VERY POSITIVE EXPERIENCE, WE HAVE REALLY BEGUN COOKING WITH GAS.

PLEASE UNDERSTAND THIS IS SCHOOL YEAR.

THIS IS FOR SEVEN WEEKS OF THIS YEAR.

WE HAVE THREE SESSIONS.

THE FIRST TWO SESSIONS HAVE TWO BLOCKS.

FROM SEPTEMBER TO THE END OF OCTOBER WAS THIS FIRST BLOCK THAT I'M TALKING ABOUT HERE.

300 TO ELEMENTARY CHILDREN AND AVERAGE ATTENDANCE OF 82%, WHICH IS REALLY EXCITING.

I'VE STARTED TO COUNT HOURS JUST BECAUSE I THINK IT'S REALLY INTERESTING FOR US IN THIS DAY AND AGE TO THINK ABOUT, TWO HOURS A DAY.

IT MIGHT BE ONCE A WEEK, COULD BE MORE THAN ONCE A WEEK THAT A CHILD IS NOT ON A DEVICE, IS SUPERVISED, IS INTERACTING, IS ENGAGED WITH PEERS.

I THINK THOSE ARE REALLY VALUABLE HOURS IN 2023.

I'M JUST GOING AHEAD AND CHOCKING UP THOSE BIG NUMBERS.

AT THE MIDDLE SCHOOL LEVEL, WE ARE OFFERING NINE AFTER THE BELL CLUBS.

THESE ARE IN ADDITION TO CLUBS THAT HAVE LONG BEEN POPULAR AT THE MIDDLE SCHOOL.

WE HAVE INTRODUCED A THREE DAY A WEEK STUDY CLUB PROGRAM.

THEN I LOVED NOTING THAT BOTH JACKSON HOLE HIGH SCHOOL AND SUMMIT, THE KIDS RISING TO THIS,18 MENTORS ARE VOLUNTEERING ON A WEEKLY BASIS SO THAT'S NOT JUST 18 KIDS RANDOMLY THEY ACTUALLY COME WEEK AFTER WEEK.

I SURVEYED 140 PARENTS NEXT SLIDE, PLEASE.

IT WAS A FABULOUS USE OF SWIFT REACH AND THEY RESPONDED SO FAST.

IT WAS JUST WONDERFUL SO IT WAS A BRIEF SUMMARY OR A BRIEF SURVEY, I'M ONLY SHOWING YOU ONE SLIDE.

THESE CATEGORIES ARE WHAT FALL UNDER WHAT WE IN THE AFTER-SCHOOL BUSINESS CALL QUALITY.

ACROSS THE BOARD, THESE ARE THE AREAS,

[00:30:01]

THE CRITERIA OF QUALITY.

AS YOU CAN SEE, LOTS AND LOTS OF BLUE, WHICH IS VERY EXCITING SO THINGS ARE WORKING VERY WELL.

IN ADDITION, I JUST WANTED TO GIVE THESE TO YOU QUICKLY.

46% OF THOSE WHO ENROLLED DID SO BECAUSE OF STUDENT INTERESTS, 30% BECAUSE THEY FOUND IT WAS A NEW ACTIVITY THAT WAS INTERESTING AND 20% FOR CHILDCARE.

92% OF THE STUDENTS, THEIR PARENTS REPORTED THAT STUDENTS WERE HIGHLY SATISFIED, 89% OF PARENTS SAID THAT THEY WOULD DEFINITELY REGISTER AGAIN, AND 11% SAY THEY WILL LIKELY REGISTER AGAIN SO PRETTY MUCH EVERYBODY WANTS TO REGISTER AGAIN.

OF THOSE WHO DID NOT PARTICIPATE, 50% OF THEM SAID THAT THEY ALREADY HAD OPTIONS.

32% WERE WAITLISTED SO I THINK THIS IS DEMONSTRATING NEED [NOISE].

THIS IS SECTION 1B, SO THIS IS WHAT WE'RE IN RIGHT NOW ALL OVER THE VALLEYS.

THERE'S AN INCREASE IN THE NUMBER OF GLOVES BECAUSE IT ALSO INCLUDES OUR OUTLINE SCHOOLS, WHICH IS EXCITING.

I'VE ALSO ADDED SOME OF THE COMMUNITY SERVICE WORK THAT THE MIDDLE-SCHOOL STUDENTS ARE INVOLVED IN FOR THEIR COMMUNITY SERVICE AWARDS, THEREBY LITERACY PATHWAY AWARDS.

THIS PROGRAM IS A WONDERFUL VEHICLE FOR STUDENTS TO BE ENGAGED WITH OTHER STUDENTS BUT ALSO TO MEET THE WIDE VARIETY OF SERVICE HOURS THAT THEY NEED TO ACQUIRE OVER THE YEARS AND THEY'RE WORKING WITH YOUNGER CHILDREN AND YOU CAN SEE FROM THE BOTTOM-LEFT, THEY FEEL REALLY GOOD ABOUT THAT.

THAT'S HAPPENING UNTIL THE ALL OF THESE THINGS ARE HAPPENING UNTIL DECEMBER 14TH.

I AM HAPPY TO PROVIDE THE ACTUAL PROGRAMS TO YOU AT ANY POINT, BUT RIGHT NOW THIS IS JUST A BIG PICTURE.

NEXT SLIDE, THESE ARE SOME ENROLLMENT AND IMPACT PROJECTIONS FOR THE YEARS SO THAT WE UNDERSTAND.

I'VE TIMED OUR PROGRAMMING DIRECTLY WITH TETON LITERACY CENTER, NOT REGISTRATION BECAUSE ONE OF MY THEORIES HAS BEEN TO NOT STEP ON TOES OF EXISTING PROGRAMMING, NOT OVERPOWER EXISTING PROGRAMMING, BUT TO TAKE THIS YEAR AND SEE WHAT DO WE MEAN, WHAT DOES THE COMMUNITY NEED? HOW CAN WE BEST PROVIDE THIS? ACTUALLY, YOU'VE REGISTERED FOR TETON LITERACY CENTER FIRST.

YOU CAN REGISTER FOR KIDS CLUBS SECOND, AT THE TETON COUNTY REC CENTER AND REGISTER FOR OUR PROGRAM.

THIRD, NONE OF THESE PROGRAMS HAVE BEEN IMPACTED BY OUR PROGRAMS, AND THERE IS STILL A WAITLISTED EACH ONE OF THESE PROGRAMS. I BELIEVE THAT IS LAST SLIDE. ANY QUESTIONS?

>> ANY QUESTIONS? [INAUDIBLE] JUST AGAIN RICK.

>> ANYTIME. I LIKE WHEN YOU SAID YOU TRY NOT TO STEP ON TOES.

WHEN DID WE START DOING THEM? 2 YEARS AGO.

>> WHEN WE CALL IT THIS FROM THE POINT THAT I STARTED WORKING, I THINK WE HAD.

>> YES I'LL REPHRASE.

>> YEAH.

>> WHEN DID WE START SPENDING $450,000 PER YEAR ON THIS?

>> PLEASE UNDERSTAND THAT THERE IS A LARGE GRANT AND A LOT OF MONEY.

I'M FOCUSING THIS EVENING RIGHT ON THE AFTER-SCHOOL COMPONENT OF IT, NOT INCLUDING CLASS, NOT INCLUDING SUMMER SCHOOL, NOT INCLUDING A LOT OF PIECES.

ONE OF THE THINGS I THINK WE REALLY NEED TO DO IS LOOK AT ALL OF THE PIECES AS A WHOLE SO THAT YOU HAVE A KEENER SENSE OF WHAT EACH OF THEM IS COST.

>> WELL, BACK TO MY QUESTION. PRIOR TO US STARTING TO SPEND A LOT OF MONEY.

GOT THIS GRAND WE STARTED DOING.

WHERE WERE ALL OF THESE KIDS.

>> THAT'S A REALLY GOOD QUESTION.

>> WHERE JUST GOING HOME, HANGING OUT BY THEMSELVES BECAUSE YOU SAID YOU'RE NOT AFFECTING THE ONES THAT ALREADY EXIST SO I ASSUME THE KIDS THAT GO TO DANCE, GETS TO GO TO KIDS CLUB, GETS TO GO TO BUT THEY'RE FIT.

THEY CONTINUE TO DO THAT.

ARE THESE JUST KITS THAT JUST WEREN'T DOING ANYTHING AND YOU'VE FOUND A PLACE FOR THEM TO GO?

>> I THINK THAT'S A FABULOUS QUESTION.

ONE OF THE THINGS THAT'S HAPPENING, THAT I THINK IS GOING TO BE A REAL GAME CHANGER IN THE VALLEY

[00:35:02]

IS THAT WE'VE HIRED A BACKBONE LEADER FOR SYSTEMS OF EDUCATION.

ONE OF THE KEY ROLES OF THIS INDIVIDUAL IS TO LITERALLY PULL US ALL TOGETHER TO ANSWER A QUESTION JUST LIKE THAT, BECAUSE WE DON'T KNOW.

WE HAVE NOT ASKED THAT QUESTION YET TO THE BEST OF MY KNOWLEDGE.

I THINK TETON LITERACY CENTER HAS A LOT OF GOOD DATA BECAUSE THEY HAVE BEEN SERVING THE VALLEY WITH A 21 CCLC GRANT.

BUT YOUR QUESTION IS VERY MUCH TO THE POINT AND I DON'T KNOW.

>> MORE IMPORTANTLY, IF WE'RE ABLE TO FIND THE MONEY, THE GRANT RUNS OUT NEXT YEAR, WILL YOU AGREE TO STAY ON BECAUSE YOU SEEM TO BE LIKE THE LITTLE COG THAT'S MAKING ALL THIS WORK [LAUGHTER].

>> A LITTLE COG.

>> I'M GOING TO JUMP IN ON THE FINANCE PART.

>> YES, PLEASE.

>> WE HAVE A $850,000 GRANT FOR AFTER-SCHOOL PROGRAMMING AND THAT COVERS REALLY IT'S FOR MASTER DOLLARS SO THE FOCUS OF THAT MONEY IS ON LEARNING LOSS AND RECOVERY FROM COVID, MISSING SCHOOL, AND ALL OF THAT.

LIBBY STARTED A GREAT JOB IN ALLOCATING THOSE FUNDS, EQUITABLY AMONGST THE AFTER-SCHOOL PROGRAMS BUT IT ALSO HAS ADDRESSED SOME OF THE CREST DAYS AS WELL AS SUMMER SCHOOL.

WHEN YOU SAY WHEN DID WE START SPENDING $450,000 A YEAR, WE'VE HAD THIS GRAPH.

THIS IS OUR SECOND YEAR IN THIS GRANT RIGHT NOW.

IT'S COVERED A LOT MORE THAN THE AFTER-SCHOOL PROGRAM.

WHAT WE'RE HOPING TO PRESENT TO YOU IN JANUARY IS ACTUAL NUMBERS OF WHAT THIS AFTER-SCHOOL PROGRAM WILL COST.

JUST FOR THIS AFTER-SCHOOL PROGRAM, WHICH WILL INCLUDE A SALARY FOR AN ADMINISTRATOR [LAUGHTER] LIKE LIBBY BECAUSE WE KNOW THAT WE COULDN'T MANAGE THIS PROGRAM WITHOUT LIBBY OR SOMEONE DOING THIS.

>> I WAS GETTING THE 450, YOU HANDED OUT A DOCUMENT AT THE TIME SAYING, WHEN THE ESSER GRANT RUNS OUT AT THE END OF 2024, YOU HAD ON THEIR AFTER-SCHOOL PROGRAM $450,000.

YES.

>> AM GUESSING THAT APPROXIMATELY 100,000, ABOUT HALF OF THESE, GO INTO THE AFTER-SCHOOL.

>> THAT'S WHAT WE'RE TRYING TO REFINE RIGHT NOW.

THAT IS AN ESTIMATE.

THAT'S MY BEST ESTIMATE ON WHAT I THINK THIS AFTER-SCHOOL PROGRAM WITH AN ADMINISTRATOR WILL COST.

LIBBY AND I LOOKED AT THESE NUMBERS THIS WEEK BEFORE PRESENTING AND WE HAD MORE ESTIMATES.

BUT INSTEAD OF PROVIDING MORE ESTIMATES, I THOUGHT IT WOULD BE A GOOD IDEA TO WAIT UNTIL WE HAVE ACTUAL NUMBERS AND WE'LL HAVE THOSE IN JANUARY FOR WHAT THIS LONG-TERM COSTS WILL BE.

>> I GET THAT YOU'RE GOING FOR THE LONG-TERM CUSTOMERS BUT ARE YOU PAY FOR RIGHT NOW, ABOUT 450, WHATEVER IT IS, I ASSUME WE PAY LIBBY, WE PAY [OVERLAPPING]

>> [INAUDIBLE],.

>> SOME TYPE OF PARTNERSHIP BY SIMPLY PAYING THEM SOME MONEY, MUSEUM WE'RE PAYING THEM SOME MONEY.

>> WE'RE PAYING PEOPLE TO WORK THE PROGRAMS. IT IS MOSTLY SALARIES FOR STAFFING.

>> BECAUSE, IF YOU HAVE 30 CLUBS RUNNING, YOU HAVE A LOT OF PEOPLE RUNNING.

>> EACH ONE OF THOSE CLUBS HAS A DOOR PAID FOR BY THE SCHOOL DISTRICT SITTING THERE.

>> OUT OF THIS GRANT? YES.

>> ARE THESE PEOPLE THAT WORKED DURING THE DAY FOR US OR THEY COME SPECIFICALLY FOR THIS?

>> COMBINATION OF THEM. I PARTNER WITH THE ART ASSOCIATION WHEN I'M IN STARGAZERS, TETON COUNTY LIBRARY.

PAULINE [INAUDIBLE] IS A PRIVATE INDIVIDUAL WHO HAS AN ADAPTIVE DANCE TEACHER.

THERE'S NOT MANY PRIVATE INDIVIDUALS, BUT I'M TRYING TO CULTIVATE THOSE COLLABORATIONS AND THEN THERE ARE TEACHERS AND PARAPROFESSIONALS WHO TAUGHT ALL DAY LONG AND WILL ALSO RUN CLUBS AND THEN THERE BEEN WHAT'S HAPPENED FOR YEARS THROUGH [INAUDIBLE] DISTRICT PROGRAMS AND SO NOW IT'S BROADENED.

THERE ARE MORE OPPORTUNITIES TO CULTIVATE.

FRANKLY, I CALL THEM FEEDER PROGRAMS BECAUSE WE CAN INTRODUCE CHILDREN IN THEIR FAMILIAR ENVIRONMENT AND THEIR FAMILIES TO SOMETHING LIKE JACKSON HOLE YOUTH SOCCER BECAUSE THEY'D LOVE TO PLAY SOCCER, BUT THEY DON'T KNOW HOW TO NAVIGATE THE SOFTWARE SEAT.

SO JHU SOCCER'S THRILLED AND KIDS ARE THRILLED AND PARENTS GET THAT EXPERIENCE.

SAME WITH THE THEATER PROGRAMS. LITERALLY 37% OF MANGERS, MOZILLA CHILDREN'S PROGRAM HAD NO IDEA THEY'D BE LITTLE STARS IN THE SHOW AND 37% OF THOSE, 42 KIDS ARE HISPANIC AND THE PARENTS WERE THRILLED AND SO JUST A NEAT OPPORTUNITY TO TRY SOMETHING AT THE SCHOOL IN THAT FAMILIAR SPACE, THAT'S SAFE SPACE.

>> LAST QUESTION.

YOU ARE NOT DISPLACING ANYTHING.

WE DIDN'T CREATE SOMETHING AND NOW OTHERS ARE NOT GOING TO HEAR FROM THE DANCER'S WORKSHOP THAT YOU STOLE KIDS FROM OUR PROGRAM.

THIS IS SOMETHING DUE THAT WAS NEEDED AND IF IT GOES AWAY,

[00:40:06]

THESE KIDS PROBABLY END UP BACK IN FRONT OF A TELEVISION AT HOME AFTER SCHOOL.

>> I DO NOT KNOW THAT YOU CAN SAY THAT FOR ALL OF THESE KIDS BUT I DO THINK THAT THAT IS TRUE OF SOME OF THEM AND MAYBE THE MAJORITY OF THEM.

I AM SURE THERE IS A NUMBER OUT THERE THAT WE COULD GET TO YOU OR YOU HAVE OLDER SIBLINGS WATCHING, THIS IS JUST A LITTLE PIECE OF INFORMATION.

BEFORE THE AFTER-SCHOOL CLUBS STARTED, WE WOULD GET CALLS OF THE DISTRICT OFFICE FROM SMITH'S SAYING, "COME GET ALL THESE KIDS OUT OF OUR STORE." [LAUGHTER].

>> [OVERLAPPING] GO OVER THERE WITH A WHIP AND THEN START ROUNDING THEM UP, BRING THEM BACK TO SCHOOL.

BUT ESSENTIALLY THAT'S WHAT LUIS HAS DONE.

SHE HAS ROUNDED UP ALL THESE KIDS THAT ARE WANDERING AROUND THE SMITH'S STORE AND ACTUALLY GIVEN THEM A HOME AND GIVEN THEM A PLACE TO HAVE AN OPPORTUNITY THEY WOULD NOT OTHERWISE HAVE.

>> [OVERLAPPING] I THINK TOO, THAT OVER THE YEARS, THE PROGRAM AT THE REC CENTER HAS GOTTEN SMALLER BECAUSE THEY HAVE HAD A HARDER TIME STAFFING IT.

SO AT ONE POINT, THEY HAD HUNDREDS OF KIDS AND I THINK THAT IS [OVERLAPPING].

YES. THEN THE OTHER THING IS, THE KIDS WOULD NOT JUST GO TO SMITH'S, BUT THEY WOULD OVERRUN THE LIBRARY WITHOUT ANY SUPERVISION TO THE POINT THAT THE LIBRARY STARTED PROVIDING SNACKS AND STUFF.

SO THOSE ARE THE PLACES THAT THE KIDS WENT.

I GUESS I DO HAVE A QUESTION, THE KIDS THAT ARE IN THESE CLUBS, THE CLUBS MIGHT MEET TWICE A WEEK; THEY ARE NOT THERE FIVE DAYS A WEEK.

>> CORRECT.

>> SO IT MIGHT SUPPLANT SOMETHING ELSE THAT THEY DO.

>> ACTUALLY, ONE OF THE BIG CHANGES THAT HAPPENED THIS YEAR, OR THE LAST YEAR, WAS TO PROVIDE PROGRAMMING AT THE ELEMENTARIES, NOT THE OUTLINE CREDIT, THE THREE BIG ELEMENTARIES.

TWO DAYS A WEEK, CALLED AFTER THE BELL, BECAUSE THE OTHER TWO DAYS ARE TETON LITERACY PROGRAMS. SO THAT MEANS THAT THERE IS PROGRAMMING FOUR DAYS A WEEK BECAUSE WE CANNOT OVERTAX A BUILDING, EVEN THOUGH IT IS A BIG SPACE, AFTER SCHOOL AND TEACHERS ARE STILL WORKING, SO WE HAVE TO BE REASONABLE ABOUT ACCESS IN THE FACILITY IMMEDIATELY AFTER THE BELL RINGS BUT THAT REALLY HELPED TO MAKE A SMOOTHER WEEK AT EACH OF THE SCHOOLS OPERATED.

>> QUESTIONS?

>> SURE. I WOULD JUST SAY I LOOK FORWARD TO THE CONVERSATION IN JANUARY.

IT GETS REALLY IMPORTANT THAT WE TAKE A LOOK AT HOW WE ARE GOING TO FUND THIS IN THE NEXT BUDGET.

I THINK HAS DONE AN AMAZING JOB, PUTTING THIS ALL TOGETHER.

I WOULD HATE TO SEE ALL THAT GO AWAY, BUT I KNOW IT IS GETTING SOME BIG LIFT, LOT OF MONEY.

>> WELL, BELIEVE IT OR NOT, I HAD CHILDREN THAT WENT THROUGH SCHOOL [LAUGHTER] AND I WAS A PROFESSIONAL, I AM A LAWYER, SO I HAD SOME FLEXIBILITY, BUT IT WAS MURDER WHEN MY KIDS WERE IN ELEMENTARY SCHOOL; TO HAVE THEM GET OUT OF SCHOOL AT 3:05 OR WHATEVER TIME AND THEN HAVE TO FIGURE OUT SOMEPLACE TO TAKE THEM.

MEANWHILE, I HAVE GOT CLIENTS CALLING ME ON THE PHONE, JUDGES CALLING ME, ALL THAT SORT OF THING.

I WAS NOT A PERSON THAT DID NOT HAVE SOME FLEXIBILITY AND I HAVE ALWAYS THOUGHT THAT OUR SCHOOL TIMES, WHEN WE START AND LET KIDS OUT AT THREE O'CLOCK IN THE AFTERNOON, IT IS NO GOOD FOR LABOR IN THIS CENTURY.

PEOPLE HAVE TO WORK AND IT IS DELUSIONAL TO THINK THAT ALL MOTHERS STAY HOME WITH THEIR KIDS AND CAN JUST HOP OUT OF THE EASY CHAIR FROM WATCHING THEIR AND GO GET THEIR KIDS IN THE AFTERNOON.

THAT DOESN'T HAPPEN TODAY, ESPECIALLY IN THIS TOWN.

SO I THINK THIS IS ABSOLUTELY NEEDED.

MY KIDS WENT TO THAT STREET SCHOOL PROGRAM, THE PARKS AND RECS BUT I JUST WAS NOT GREAT.

THEY ARE NOT EDUCATORS, WITH ALL DUE RESPECT TO THEM.

[OVERLAPPING] WELL, THEY DID THEY DID IT AND THAT WAS FINE BUT I WOULD HAVE SURE LIKED MY KIDS TO HAVE SOMETHING THAT WAS STIRRING THEM INTELLECTUALLY, LIKE THIS PROGRAM AND THERE IS OTHER THINGS TO DO.

I REALLY THINK, AS YOU SAID KEITH, WE REALLY NEED TO WORK HARD TO MAKE THIS HAPPEN BECAUSE IT IS A LIFESAVER FOR PARENTS TO HAVE A GREAT PLACE WHERE THEIR CHILDREN ARE SAFE AND THEY ARE DOING SOMETHING.

ESPECIALLY FOR CHILDREN THAT NEED ADDITIONAL HELP IN SCHOOL, THESE TYPE OF PROGRAMS CERTAINLY ARE THE WAY TO GO.

ALL THE LITERATURE I HAVE READ SUGGESTS THAT

[00:45:02]

AFTER-SCHOOL PROGRAMS REALLY CAN MAKE A DIFFERENCE IN OUR TEST SCORES.

[OVERLAPPING].

>> IF I MIGHT INTERRUPT, I'M SORRY.

AN OPPORTUNITY AS WELL, I THINK ONE OF THE ISSUES THAT WE HAVE IS THAT AFTER SCHOOL IS STILL IN THAT AFTERTHOUGHT REALM, AND IT IS MY DEEP BELIEF THAT AS WE FURTHER INTEGRATE OUR UNDERSTANDINGS OF WHOLE CHILDREN, WHAT THEY ARE DOING FOR THOSE HOURS WHEN THEY ARE NOT IN A CLASSROOM, THEN THROUGH OUR MTSS SYSTEM AND ALL OF THE THINGS THAT WE HAVE IN PLACE, WE CAN BETTER MEET THE NEEDS OF CHILDREN AND I JUST FEEL LIKE VALUING AFTER-SCHOOL TIME IS ONE OF THE FIRST STEPS THAT WE AND THAT IS MONETARILY BUT I THINK MORE PHILOSOPHICALLY AS WELL, BECAUSE IT DOES HAVE A POWERFUL IMPACT IN ADDITION TO CUSTODIAL CARE.

THANK YOU ALL FOR YOUR TIME.

THAT WAS MUCH LONGER THAN THREE MINUTES.

>>THANK YOU. [LAUGHTER] THANKS VERY MUCH, LIBBY.

>>THAT CONCLUDES THE SUPERINTENDENT'S REPORT AND I HAVE MADE A NOTE THAT WE WILL BE DISCUSSING IN JANUARY FURTHER.

>> ALL RIGHT. I THINK WE ARE DOWN TO STUDENTS' SCHOOL BOARD MEMBER REPORT.

[D. Reports and Items for Discussion]

>> HOW IS IT GOING? [LAUGHTER]

>> GREAT. HOW ABOUT YOU GUYS?

>> GREAT.

>> YOU ARE DOING OKAY? YES? GOOD.

>> THEY GET ALL THEIR APPLICATIONS DONE MONTH, SO [OVERLAPPING]

>> LEAVE WHEN IT IS OVER [LAUGHTER].

>> WHAT HAPPENED TO YOUR ARM BUDDY?

>> I DISLOCATED MY ELBOW PLAYING FOOTBALL.

>> OH DEAR.

>> SO WE ARE REHABBING, GETTING BACK TO BASKETBALL SOON AS POSSIBLE. [LAUGHTER]

>> OH GOOD, GOOD.

WE WILL BE HAPPY TO SEE YOU OUT THERE.

>> WELL, PERFECT. YEAH. WE COULD JUST DO A SLIDE AND GET STARTED.

SO AGAIN, JUST A REFRESHER ON WHAT WE HAVE DONE WITH OUR PROJECT SO FAR.

>> CAN WE GO TO THE FIRST ONE, PLEASE?

>> JUST KINDA REVIEWING. OUR GOAL IS LOOKING AT THE WYOMING BOARD OF EDUCATION'S PORTION OF THE GRADUATE.

IT IS NOT VERY CONCISE, IT IS NOT EASY TO READ, TRYING TO MAKE THAT MORE ACCESSIBLE SO THAT EVERYONE IN OUR SCHOOL AND THROUGH SCHOOLS CAN SEE WHAT WE WANT THEM TO LOOK LIKE WHEN THEY GRADUATE; MORE TRUE AND MORE PURPOSEFUL.

SO HOW DO WE ADAPT THAT TO OUR SPECIFIC PLACE IN JACKSON? THIS IS KIND OF UNIQUE TO ME.

SO HOW DOES THAT LOOK LIKE, JUST AS IN TERMS OF JACKSON HALL? SCHOOL ROUTE AND THEN MAKING SURE THAT WE SUPPORT THEM.

SO LOOKING AT THAT GOAL IN THAT CENTER OF THAT CIRCLE, EVERY GRADUATE IS LIFE READY, MAKING SURE WE KNOW THE WHAT, WHY, AND HOW WE DO THAT.

SO ABOUT THREE WEEKS AGO WE MET WITH RIDE AND THROUGH REVELATIONS, SOME OF THEIR REPRESENTATIVES TO TALK ABOUT POSSIBLE IDEAS, JUST VERY CONCEPTUALLY AND WE HAVE ANOTHER MEETING PLANNED FOR THE 28TH, SO I AM JUST GOING TO TALK ABOUT THE VERY BEGINNING IDEAS OF THE PROJECT.

>> SO THE FIRST THING WE TALKED ABOUT IN OUR PROJECT WHEN WE ARE TRYING TO COME UP WITH THIS PORTRAIT OF A GRADUATE, IS WHAT DOES OUR DISTRICT LOOK LIKE RIGHT NOW? WHAT PROGRAMS? WHAT ARE THE THINGS THAT THE DISTRICT DO WE HAVE THAT HELP OUR STUDENTS BE READY FOR LIFE? SO FIRST OF ALL, WE HAVE OUR ACADEMIC PROGRAMS MEDIATING WYOMING STATE STANDARDS.

THE AP PROGRAM, WHICH IS VERY APT TO SEE SOME OF THE STATISTICS FOR THIS EVENING, AND SOME OTHER PROGRAMS AS WELL.

I WANT TO HIGHLIGHT THE HIGH SCHOOL.

WE HAVE FLEX PROGRAM, NUMEROUS ELECTIVES, INCLUDING THIS YEAR WE HAVE A CTE EXPLORERS PROGRAM, WHICH ALLOWS STUDENTS TO EXPLORE ALL KINDS OF DIFFERENT THINGS WITHIN A CAREER TECH TO HELP THEM LEARN AND EXPLORE OPTIONS THERE, PEER TUTORING WITHIN THE HIGH SCHOOL, AS WELL AS THE MIDDLE ELEMENTARY SCHOOLS, AND A WHOLE VARIETY OF EXTRA CURRICULARS, MANY OF WHICH WERE DISCOVERED.

THAT'S KIND OF WHERE WE STARTED.

AND IT'S A GOOD PLACE BECAUSE OVERALL, THE DISTRICT IS IN A GOOD PLACE, BUT IT CAN BE BETTER.

SO WE WERE KIND OF BRAINSTORM.

THE NEXT THING THAT WE TALKED ABOUT IS, WHAT SHOULD STUDENTS BE ABLE TO DO WHEN THEY GRADUATE? NOT JUST THINKING ABOUT CAN THEY DO ALGEBRA? CAN THEY READ A NOVEL? CAN THEY WRITE AN ESSAY? BUT OTHER THINGS AS WELL.

SO WE'VE TALKED ABOUT STUDENTS SHOULD DEVELOP THEIR PASSIONS AND EXPLORE AND LEARN AND THINK ABOUT WHAT THEY WANT TO DO.

DEVELOP THEIR CRITICAL THINKING SKILLS, BECOME EQUIPPED TO HANDLE WITH ALL THE PROBLEMS THAT LIFE THROWS AT THEM.

SOCIAL SKILLS; CAN THEY INTERACT WITH THEIR PEERS, THEIR TEACHERS AND THEIR COMMUNITY? AND OF COURSE, ALL THE OTHER STATE CURRICULUM THAT THEY HAVE TO MEET AS WELL.

>> NEXT SLIDE, PLEASE.

SO THE NEXT THING THAT WE BRAINSTORMED,

[00:50:04]

WAS WHAT, SORRY, YOU'RE BACK ON.

THANK YOU. WAS WHAT IS THE PURPOSE OF SCHOOL, WHICH CAN HELP US CONCEPTUALIZE LIKE MORE OF WHAT WE NEED IN THE FUTURE.

AND JUST TO GIVE YOU GUYS A LITTLE BIT OF CONTEXTS, THE WAY THAT THIS WAS DONE WAS THAT WE WERE GIVEN PROMPTS.

THEN WE WOULD SCRIBBLE DOWN IDEAS AND BRAINSTORM FOR A FEW MINUTES AND THEN SLOT THE STICKY NOTES UP AND KIND OF TALK ABOUT WHERE WE WERE HAVING SIMILAR IDEAS, WHICH WAS REALLY, REALLY HELPFUL AND JUST TALKING ABOUT OUR COMMON IDEAS AND WHERE WE ARE MORE SPECIFIC.

>> SO TALKING ABOUT KINDS OF OPPORTUNITIES, WE'RE LOOKING TO EXPAND AND TRYING TO FARTHER THAT HELP US GET TO THAT POINT OF WHERE WE WANT TO DO WHEN YOU GRADUATE.

SO OUR BRAIN SOMEWHERE.

SO BASICALLY, HOW DO WE HELP OUR STUDENTS DISCOVER AND EXPLORE WHAT LIFE LOOKS LIKE AFTER THEY GRADUATE? SO THAT IT LOOKS LIKE MENTORS SUCH AS AFTER-SCHOOL PROGRAM, FINDING VOICE AND MORE CUMULATIVE ACCOUNT.

CHOOSE YOUR PATH IN HIGH SCHOOL AND MAKING SURE THAT, YOU GET DIP YOUR TOES IN A LOT OF DIFFERENT PLACES AND JUST EXPLORE ALL THE OPPORTUNITIES THAT OUR COMMUNITY PROVIDES AND THEN YOU CAN LOOK TO PURSUE IN A COLLEGE OR GOING STRAIGHT INTO THE WORKFORCE.

>> IMMEDIATELY AFTER THAT, AFTER CREATING ALL THESE OPPORTUNITY TO MEET THEM, THINKING ABOUT WHAT WE WANT OUR PORTRAIT LOOK LIKE.

YOU'RE HIT WITH THE OTHER ISSUE.

WHAT OBSTACLES ARE IN THE WAY AS A DISTRICT AND FOR STUDENTS AND FOR TEACHERS? IMMEDIATELY, THE FIRST ONE THAT A LOT OF US CAME UP WITH IS FINE.

OF COURSE, STUDENTS, YOU ONLY HAVE A SELECT AMOUNT OF TIME.

IT'S GREAT TO SAY, OKAY, WE WANT ALL STUDENTS TO DO ALL OF THIS EXTRA STUFF ON TOP OF SCHOOL, BUT IT'S NOT ALWAYS PRACTICAL IN AS WELL.

WE HAVE THE DISTANCE, THE STATE OF WYOMING, THERE'S A REQUIRED AMOUNT OF SEAT TIME THAT STUDENTS HAVE WHEN YOU'RE SITTING IN CLASS IN DOING EDUCATIONAL THINGS.

SO TIME IS DEFINITELY A VERY BIG LIMITING FACTOR THERE.

ON TOP OF THAT, WE HAVE TO DEAL WITH OTHER STATE STANDARDS WHEN WE'RE THINKING ABOUT WHAT WE WANT STUDENTS TO DO AS A GRADUATE.

SO IF WE DO WANT TO INTRODUCE OTHER PROGRAMS, WE REALIZED THAT WE HAVE TO BE COGNIZANT THAT WE DON'T INTERRUPT ANY EXISTING EDUCATIONAL PROGRAMS THAT EXIST.

LASTLY, OUR RESOURCES.

WE HAVE ONLY A SELECT AMOUNT OF STAFF, SELECT AMOUNT OF MONEY.

AND SO WHEN WE GO AND WE THINK ABOUT, WHAT DO WE WANT A STUDENT, GRADUATES [INAUDIBLE] FROM HIGH SCHOOL TO LOOK LIKE? WE HAVE TO TAKE THAT INTO CONSIDERATION.

>> IT SOUNDS EXACTLY WHAT WE DO.

[LAUGHTER] SORRY TO INTERRUPT IT YOU.

>> FOR THIS ONE I'M POSTING CERTAIN REFERENCES, BUT FOR THIS PART, GAY AND I WERE ASKED TO GIVE WHAT HAPPENS IN THERAPY.

I THINK [LAUGHTER] I WORKED ALL TO SKETCH OUR IDEAL SCHOOL DISTRICTS FROM KINDERGARTEN THROUGH 12TH GRADE IN SEVEN MINUTES, I THINK.

[LAUGHTER] IT WAS QUITE A TASK, BUT WE TALKED ABOUT THINGS THAT SHOULD BE COMMON THROUGHOUT ALL GRADES.

EVERYTHING SHOULD BE REALLY, REALLY IMPORTANT.

AND THEN THE KINDERGARTEN, ELEMENTARY LEVEL, MIDDLE SCHOOL LEVEL, AND HIGH SCHOOL LEVEL.

THE THREE PILLARS [INAUDIBLE] UP WITH WERE LEARNING THE FUNDAMENTALS IN KINDERGARTEN AND OUR SCHOOL.

EXPLORING YOUR SKILLS IN MIDDLE SCHOOL AND THEN IN HIGH SCHOOL, SCANNING THOSE SPECIFIC SKILLS THAT YOU HAVE PINPOINTED AS YOUR INTERESTS.

WHICH I THINK IS A LITTLE BIT DIFFERENT TO HOW WE VIEW IT NOW OR NOT WOULD WORK.

WE EXTEND OUR SKILLS IN COLLEGE RATHER THAN HIGH SCHOOL.

AND SOME OF THE MAIN THINGS THAT WE TALKED ABOUT WAS A LOT OF OUTDOOR TIME AND A LOT OF WORKING TIME OUTSIDE SCHOOL [INAUDIBLE].

I DON'T KNOW IF YOU HAVE ANYTHING ELSE TO ADD.

THERE'S A LOT WE'VE COVERED.

[LAUGHTER]

>> CURRENTLY AS A DISTRICT STANDS, IT'S A VERY LINEARIZED APPROACH AND IT'S VERY BLOCKED IN.

AND SO YOU SAY, OKAY, BY FIFTH GRADE, ALL STUDENTS SHOULD BE ABLE TO READ.

BY EIGHTH GRADE, ALL STUDENTS SHOULD BE ABLE TO WRITE A BASIC ESSAY.

BY 12TH GRADE, ALL STUDENTS SHOULD BE ABLE TO BE EQUIPPED AND READY FOR COLLEGE.

AND THAT'S GREAT, AND WE LOVE THAT.

BUT ADDITIONALLY, I THINK THAT LEAVES OUT A LOT OF THE OTHER THINGS THAT STUDENTS GO THROUGH AS THEY GO THROUGH ELEMENTARY, MIDDLE, AND HIGH SCHOOL.

SO FROM OUR PERSPECTIVE AS STUDENTS, WE FOUND THAT ON TOP OF ALL THAT, WE WANT TO BE ABLE TO SAY, BY THE END OF ELEMENTARY SCHOOL, STUDENTS HAVE FOUNDATION TO GO AND EXPLORE THEIR PASSIONS.

[00:55:04]

AND BY THE END OF MIDDLE SCHOOL, STUDENTS HAVE BEEN GIVEN THE BREADTH OF EXPERIENCE TO SAY, HERE IS A LOT OF THINGS THAT I'VE BEEN ABLE TO TRY OUT, HERE ARE THINGS THAT I LIKE.

HERE ARE THINGS THAT I DON'T LIKE.

AND HERE'S WHERE I WANT TO GO IN THE PATH I WANT TO TAKE IN HIGH SCHOOL.

IN HIGH SCHOOL, WE BELIEVE THAT STUDENTS SHOULD BE ABLE TO HAVE THE OPPORTUNITY TO SAY, WOW, THESE ARE THE THINGS I'M PASSIONATE IN, THIS IS WHAT I WANT TO GO EXPLORE.

THIS IS WHAT I WANT TO GO SPEND ADDITIONAL TIME IN AND REALLY PUT MY PASSION AND MY ENERGY INTO.

AND SO THAT'S KIND OF OUR LOGIC BEHIND THAT. ANY QUESTIONS?

>> ANY QUESTIONS BOARD?

>> THEY PUT A LOT OF WORK INTO THIS [OVERLAPPING]

>> COMMENT. LOTS OF GREAT INFORMATION IN HERE.

AND I LOVE YOUR ENERGY AND YOUR PASSION FOR THIS.

AND [NOISE] SOMETHING THAT I'VE LEARNED OVER TIME THAT HOPEFULLY YOU CAN TAKE WITH YOU IS A NUMBER, 86,400.

IT IS SOMETHING THAT WE ALL IN THIS ROOM AND IN THE GLOBE.

WE ALL HAVE THE SAME OF EVERY DAY.

IT'S THE NUMBER OF SECONDS IN THE DAY.

IT'S ALL MATTER WHAT WE USE, THOUGH, EACH SECOND.

YOU WILL LEARN SO MUCH WITH THOSE SECONDS AND KEEP UP WITH YOUR ENERGY AND YOUR EXCITEMENT AND YOUR PASSION FOR LEARNING.

BECAUSE WHAT YOU LEARNED IN HIGH SCHOOL AND WHAT THAT PASSION IS NOW, IS OKAY FOR IT TO BE DIFFERENT LATER.

BECAUSE YOU KEEP DEVELOPING, YOU KEEP LEARNING.

JUST FOR ME, WHAT LIFE IS ABOUT, EXPLORING AND FINDING NEW THINGS.

AND WITH YOUR PASSION THAT I CAN SEE FROM THE THREE OF YOU TODAY, YOU WILL CONTINUE DOING.

>> THANK YOU. [OVERLAPPING]

>> THANKS, GUYS. AWESOME.

WHAT IS YOUR NEXT STEP?

>> [INAUDIBLE]

>> GREAT, THANKS VERY MUCH.

THE STUDENTS' SCHOOL BOARD MEMBERS HAVE ALSO BEEN INVITED BY THE ELEMENTARY AND MIDDLE SCHOOL STUDENT LEADERSHIP ADVISORY CLUBS TO JOIN ME IN JANUARY OR MARCH, WHENEVER IT FITS IN THEIR SCHEDULE SO THEY COULD GO THROUGH THE SAME EXERCISE WITH ELEMENTARY AND MIDDLE SCHOOL STUDENTS.

SOME OF THE ELEMENTARY KIDS HAVE ASKED ME, ''WHAT ARE WE DOING IN JANUARY?'' AND I TOLD THEM THAT I WAS HOPING TO BRING THE STUDENTS' SCHOOL BOARD MEMBERS WITH ME AND THEY WERE VERY EXCITED BECAUSE THEY ALL KNEW YOU [LAUGHTER] AND THEY WERE ALREADY GOING TO BE ASKING ABOUT SOME AUTOGRAPHS, I WILL JUST PUT THAT OUT THERE.

[LAUGHTER] THEY WERE VERY EXCITED.

>> WE ARE GOING TO GO THROUGH THE FISCAL MANAGEMENT COMMITTEE REPORT AND THEN OUR OTHER WORK TODAY INVOLVES SOME VOTES ON RECREATION DISTRICT BYLAWS, SOME POLICIES, AND CONSIDERATION OF BUS PURCHASES.

NOW, IF NONE OF THAT INTERESTS YOU, FEEL FREE TO GO.

I KNOW YOU HAVE GOT A LOT OF STUDYING TO DO.

[LAUGHTER] SO NEXT WE GO INTO FISCAL MANAGEMENT, JEN.

>> WE LEARNED A LOT ABOUT BUSES, WHICH I THINK WE ARE GOING TO LEARN A LITTLE BIT MORE LATER, IN MAYBE AT ANOTHER MEETING, QUESTIONS ABOUT THE CYCLING OF BUSES THROUGH OUR SYSTEM AND I AM JUST GOING TO REPORT ON THE MIDDLE SCHOOL AUDIT A LITTLE BIT AND THEN THE AREA OF THE SCENE COST OF LIVING INDEX.

THANK YOU.

>>SO [OVERLAPPING] THE OTHER REPORT THAT IS POSTED, WE DO NOT NEED TO LOOK AT IT, BUT IT IS A NEW REQUIREMENT OF ANY WYOMING FACILITIES PROJECTS IS TO HAVE THE AUDIT OF THE PROJECT BEFORE YOU CAN ACTUALLY CLOSE OUT THE PROJECT AND COMPLETE IT.

SO THAT FINAL REPORT, WHICH DEANNA AND CHARLOTTE HAVE BOTH WORKED REALLY HARD ON AND FINALIZED THAT, IS POSTED FOR YOUR REVIEW.

IT IS WHAT YOU WOULD EXPECT.

I THINK THIS IS A REALLY NEW PROCESS, SO MANY DISTRICTS ARE GOING TO HAVE A FEW FINDINGS HERE AND THERE, AND WE HAD A COUPLE, THEY WERE PRETTY MINOR, JUST BILLING DISCREPANCIES BETWEEN ONE, IT IS LIKE 100 BUCKS.

BUT OVERALL, THAT AUDIT WENT VERY WELL.

THE BUDGET UPDATE IS ALSO POSTED FOR YOUR REVIEW, THERE IS NO SURPRISES THERE.

THE THIRD REPORT THAT I HAVE HERE FOR YOU IS

[01:00:02]

THE WYOMING ECONOMIC ANALYSIS DIVISION AND THAT IS THE WYOMING COST OF LIVING INDEX UPDATE FOR THE SECOND QUARTER OF 2023.

THIS IS THE INDEX THAT IS BUILT INTO THE MODEL THAT CALCULATES OUR REGIONAL COST ADJUSTMENT AND I AM GOING TO HAVE CHARLOTTE GO DOWN TO PAGE 4, THE REPORT IS POSTED IF YOU WANT TO GET MORE IN-DEPTH WITH IT.

BUT WHEN WE LOOK AT THE WCLI, AS IT IS OFTEN REFERRED TO, THE WYOMING COST OF LIVING INDEX, THERE IS THE HEDONIC INDEX, THERE IS THE WYOMING COST OF LIVING INDEX, AND THEN THERE IS THE 100 OR LESS SPRINGS UP INTO 100 IN TOMORROW.

SO THERE IS THREE DIFFERENT METHODOLOGIES THAT ARE USED AT THE CURRENT MOMENT.

WHICHEVER ONE IS MOST BENEFICIAL TO THE COUNTY IS THE ONE THAT THEY USE AND THAT IS WHAT YOUR FUNDING IS BASED ON.

OBVIOUSLY, THIS ONE IS THE MOST BENEFICIAL TO US, WHERE YOU SEE TETON COUNTY OR REGIONAL COST ADJUSTMENT IS AT 171%.

BUT AGAIN, IN THE FOUNDATION MODEL, IT IS AN AVERAGE OF THREE YEARS SO THEY TAKE THE SECOND AND FOURTH QUARTER FOR THE LAST THREE YEARS AND MAKE IT AN AVERAGE.

SO IN CALCULATING WHAT OUR RCA FOR NEXT YEAR'S MODEL WILL BE, IT WILL BE UP TO 167%, OUR CURRENT FISCAL YEAR 24 RCA IS AT 165.

REMEMBER WE PASSED A COMPENSATION PACKAGE THAT PAYS OUT AT 168%, SO FISCAL YEAR 25 WILL GET REALLY CLOSE.

I THINK WITH THE CURRENT LEGISLATION THAT IS PROPOSING THE ECA COST AT THE LEGISLATIVE LEVEL, WE WILL BE PRETTY FLAT WITH OUR FUNDING BECAUSE THAT'S THE INFLATIONARY INDEX THAT THEY USE TO ADJUST.

SO THAT IS GREAT NEWS THAT WE ARE FINALLY GOING TO BE EVEN.

WE WILL NOT HAVE MADE UP FOR THOSE CASH RESERVES THAT WE SPENT ON SALARIES BUT I DO THINK THAT WE WILL GET REALLY CLOSE TO FLAT.

MOVING FORWARD, I HAVE DONE A PROJECTION.

IF WE STAYED AT 171% BY FISCAL YEAR 26, WE COULD DO ANOTHER ADJUSTMENT IN THE COMPENSATION PACKAGE.

LAST YEAR, THERE WAS A LEGISLATIVE BILL PRESENTED AT THE SESSION THAT PROPOSED THAT WE LOOK AT RCA SIMILAR TO THE WAY WE DO ADM, WHICH IS A ROLLING AVERAGE OF THE LAST THREE YEARS OR THE PRIOR YEAR, WHICHEVER IS GREATER, AND I WOULD LOVE TO SEE THAT WITH THE RCA.

I DO NOT KNOW IF ANYBODY IS GOING TO POST ABOUT IT THIS YEAR BUT IT WOULD BE GREAT FOR US IF THEY DID.

BECAUSE THEN INSTEAD OF 167% RCA ADJUSTMENT IN THE FISCAL YEAR 25 COMP PACKAGE OR FOUNDATION GUARANTEE, WE WOULD BE AT 171, WHICH WOULD BE MUCH MORE BENEFICIAL TO US.

THAT IS IT ON THE WYOMING COST OF LIVING INDEX. ANY QUESTIONS?

>>ANY QUESTIONS FOR KRISTEN? NO QUESTIONS KRISTEN, THANKS VERY MUCH.

ALL RIGHT, ANY OTHER REPORTS? [INAUDIBLE] DISTRICT REPORT.

>>SO MADAM CHAIR OF TRUSTEES, THE BOARD HAD ASKED FOR A LIST OF PROJECTS THAT WE COULD TAKE ON THROUGH THE RECREATION DISTRICT SO WHAT WE HAD HOPED TO DO IS PRESENT THAT LIST THIS EVENING, OBTAIN YOUR INPUT, AND HAVE THIS BE CONSIDERED FOR A VOTE IN DECEMBER.

YOU WILL RECALL THAT DECEMBER, I BELIEVE 13TH IS OUR BOARD MEETING WHERE THAT COULD TAKE PLACE, AND THEN DECEMBER 19TH IS THE LAST RECREATION DISTRICT MEETING FOR THIS CALENDAR YEAR.

SO IT WOULD BE A GOOD OPPORTUNITY TO CONSIDER THESE PROJECTS AND THEN FORWARD THAT TO THE RECREATION DISTRICT BOARD.

SO I BELIEVE MIKE AND KRISTEN ARE WORKING ON THIS.

[LAUGHTER]

>>SO WE TRIED TO COME UP WITH A LIST OF PROJECTS THAT WE HAVE HEARD, EITHER FROM STAFF INTERNALLY OR FROM SCHOOL MEMBERS, OR THAT WE HAVE SEEN THAT MAYBE NEED AND WE WOULD LOVE YOUR INPUT IF THERE IS THINGS THAT WE DO NOT HAVE ON THIS LIST, THAT WE SHOULD BE ADDING TO THIS LIST.

THINGS THAT MAYBE SHOULD BE REMOVED FROM THIS LIST AND ANY INPUT YOU MIGHT HAVE ON THAT OR ANY QUESTIONS YOU MIGHT HAVE ABOUT THE ITEMS THAT ARE ON THIS LIST.

THE ONE ON THE RIGHT, CHARLOTTE.

>> BEFORE MIKE GOES THROUGH THIS LIST,

[01:05:03]

CHRISTINE NEEDS TO CLARIFY A COUPLE OF THINGS.

>> THIS LIST IS BASED ON PROJECTS THAT WOULD NEED TO BE COMPLETED BEFORE JUNE 30TH THIS YEAR.

THESE ARE REC DISTRICT FUNDS THAT THE MILL LEVY HAS ALREADY BEEN PASSED.

WE WILL RECEIVE ABOUT $700,000 OVER THE AMOUNT OF THE GRANTS SO THAT THE REC DISTRICT BOARD HAS ALREADY AWARDED.

WHICH MEANS THAT IF WE WERE TO ADD THESE TO THIS YEAR'S REQUEST, THE FISCAL YEAR 24 REQUESTS, THEY WOULDN'T HAVE TO BE COMPLETED BEFORE JUNE 30TH.

OR THE MONEY COULD ROLL OVER INTO THE NEXT YEAR FOR THE REC DISTRICT TO GRANT NEXT YEAR.

BUT THESE ARE PROJECTS THAT WE COULD ACTUALLY COMPLETE AND FINISH BEFORE JUNE 30TH, THAT WE COULD ADD TO THIS YEAR'S REQUEST AND THEN WE'LL HAVE THE FISCAL YEAR 25 REQUESTS READY FOR YOU IN FEBRUARY.

>> CHAIR, JUST TO CLARIFY,.

>> YOU'VE MADE USE OF THIS AND IT MAY HAVE JUST GONE OVER MY HEAD, BUT ARE THESE IN A PARTICULAR ORDER?

>> WE JUST TRY NOT TO.

>> IT'S NOT A PRIORITY ORDERING.

>> IT'S NOT A PRIORITY ORDER.

>> THERE'S NO SPECIFIC ORDERS TO COINSIDER.

>> WE TRIED TO PUT AS MANY PROJECTS ON THE LIST AS HAVE BEEN DISCUSSED.

THINGS PEOPLE HAVE BROUGHT UP, AND ASSIGN A DOLLAR VALUE TO IT.

DO WE WANT TO PRIORITIZE ANY OF THESE PROJECTS THIS YEAR IS THE QUESTION TO YOU ALL.

>> WE CROSSING THEM OFF AS WELL, AND WE COULD FINALIZE THIS CONVERSATION IN DECEMBER, BUT WE WERE REALLY JUST LOOKING TO SAY, DID WE REMEMBER CORRECTLY WHAT YOU'VE BROUGHT UP BEFORE? OR ARE THERE THINGS ON THIS LIST THAT YOU CAN JUST IMMEDIATELY SAY NOT INTERESTED IN THAT?

>> MIKE, WILL YOU WALK US THROUGH SOME?

>> SURE.

>> I WASN'T SURE

>> THE FIRST ONE IS, RIGHT NOW WE HAVE A GRAVEL FLOOR IN THE STORAGE UNDERNEATH THE NEW BLEACHER, SO CONCRETE AND THERE WOULD BE TREMENDOUS.

IT'S HARD TO PUT DOWN REPLACING THE PLAYGROUND EQUIPMENT AT CLUBS.

I'M NOT SURE WHAT THE CURRENT CONDITION OF THAT PLAYGROUND IS.

WOOD CHIPS FALL PROTECTION IS JUST ADDING WOOD CHIPS AROUND THE PLAYGROUNDS WE ALREADY HAVE TO PROVE SAFETY.

THIRD-PARTY INSPECTIONS OF ATHLETIC EQUIPMENT IS ESSENTIALLY LOOKING AT BLEACHERS, BASKETBALL HOOP, THINGS OF THAT NATURE ARE THEY STILL WORKING CORRECTLY AND GOOD OPERATING CONDITION? ADDITIONAL IRRIGATION WOULD BE ADDING IRRIGATION TO PLACES WE DON'T HAVE IT.

THERE'S SOME PLACES AROUND THE DISTRICT OFFICE THAT DON'T HAVE IT'S PLACES AROUND MACINTOSH STATING THAT DO NOT HAVE IT CURRENTLY.

FACILITY SIGNAGE IS REPLACING A LOT OF THE SIGNS THAT ARE AT OUR FACILITIES THAT SAY CONTACT TETON COUNTY PARK AND RECREATION, UPDATING THOSE TO CONTACT US WHEN WE TOOK BACK RESERVATION RENTALS THERE.

I'M AN ADDING SIGNS TO SOME FACILITIES THAT DON'T HAVE THEM ALREADY.

JES FIELD IS AN EXAMPLE OF THAT IF IT'S RENTED SIGNIFICANTLY.

SOFTBALLS FORWARD, WE'LL BE ADDING A SCOREBOARD TO THE COW PASTURE FIELDS, REPLACING HARD SCRAPED PLAY SURFACES THAT SOME OF THE PLAYGROUNDS, SOUND SYSTEM AT THE MIDDLE SCHOOL, BIG JIM, THERE'S CURRENTLY NOTHING.

I THINK WE WILL INDUCE A PORTABLE SYSTEM RIGHT NOW WHEN THEY HAVE ASSEMBLIES AND THINGS IN THERE.

TURF REPLACEMENT PLANNING, IF YOU WANTED TO PUT MORE OF THAT.

THAT'S THE TOTAL COST OF THE REPLACEMENT AS OUR ESTIMATE.

BUT THAT'S JUST A NUMBER IF YOU WANTED TO PUT SOMETHING IN THERE, SEE AN ENTRY PORTAL DESIGN.

IF WE WANTED TO MOVE FORWARD ON SOMETHING IN THAT NATURE.

PATHWAY IMPROVEMENTS TO GIANTS FIELDS WILL BE MAKING THE PATHWAY UP HERE HANDICAP ACCESSIBLE CURRENTLY IS NOT, JJ AUDIO EQUIPMENT, AND UPGRADING THE BIG GYM.

CURRENTLY, WHEN WE HAVE A LOT OF PEOPLE IN THERE, THEY ABSORB A LOT OF THE SOUND AND IT'S MUFFLED AND IT'S NOT GREAT IN THE BIG GYM RIGHT NOW.

THEN IF WE WANTED TO ADVOCATE FOR MORE OR SET ASIDE MORE FUNDING FOR THE RUBBER CHICKEN CENTER WILL BE ANOTHER OPTION AS WELL.

OR POTENTIALLY OTHER PROJECTS THAT THIS BOARD WOULD LIKE TO SEE ADDED.

>> CHAIR.

>> YES, JUST SOME QUESTIONS ABOUT THE ITEMS ON THE LIST.

THE TURF REPLACEMENT, WE JUST DID THAT RECENTLY, BUT THIS IS.

>> CORRECT.

>> RIGHT NOW I THINK WE HAVE BUDGETED 200,000 FOR THE NEXT TEN YEARS TO GET IT DONE IN TEN YEARS AND THIS IS JUST AN OPTION WE WANTED TO PUT MORE INTO THAT.

>> CORRECT.

>> IF YOU WANTED TO SET ASIDE MORE THIS YEAR AND THEN MAYBE NEXT YEAR LOOK AT THESE AFTER-SCHOOL PROGRAMS OR SOMETHING OF THAT NATURE, THAT WOULD BE OPTIONS THEN.

>> OKAY AND THIS IS ALL LISTED TO SPEND EXTRA 700,000 AND THIS WOULD BE BUT BEFORE JUNE 30TH,.

>> CORRECT, WE PUT ONLY PROJECTS HONORED THAT WE THOUGHT TO BE COMPLETED BY JUNE 30TH.

>> THAT RIGHT.

>> THERE WERE OTHER PROJECTS THAT ARE LONG, PROJECTS WE MIGHT SUBMIT NEXT YEAR, BUT WE'VE SUBMITTED ONLY ONES THAT WE FELT WE COULD COMPLETE

[01:10:01]

BUDGET 30TH IF THEY WERE APPROVED IN DECEMBER.

>> IF ITS 2000 AND UNDERSTAND THE 2 MILLION.

>> GIVEN THAT THOSE TWO THE TURF REPLACEMENT SHOULD BE ON THERE, THAT'S NOT GOING TO HAPPEN.

AND THEY PUT HER ALREADY PUTTING STUFF.

>> HE IS HE SAID HE PUT 200 AND EVERY YEAR.

>>YEAH. [OVERLAPPING]

>> WHAT WAS YOUR THINKING THERE?

>> YES, YOU GUYS SET ASIDE 200,000 LAST YEAR AND THE YEAR BEFORE THERE WAS NOTHING.

WE DIDN'T SET ASIDE ANY.

IT WAS JUST ESSENTIALLY JUST WHAT WOULD YOU LIKE TO PRIORITIZE.

DO YOU WANT SOME MORE IN THERE? MAYBE 100,000, AN EXTRA 200,000 THIS YEAR, AND THEN LOWER THAT FOR FUTURE YEARS TO 150 IN THE FUTURE.

IT WAS JUST, IT WAS JUST AN ITEM FOR FEEDBACK AND INPUT THAT.

>> WE WEREN'T SAYING ABOUT TWO MILLION THERE.

>> NO,NO,NO [LAUGHTER]

>> COST TWO MILLION.

>> YES.

>> I THOUGHT YOU WERE LISTING IF I ADD UP THE COLUMN AND ADDED UP TO $700,000 [LAUGHTER].

THAT'S WHY I'M CONFUSED WITH THE TWO MILLION.

>> IT ADDS UP.

>> THAT'S TRUE OF ALL THE OTHER NUMBERS BUT THE TWO MILLION WAS JUST A MAYBE THAT SHOULD HAVE BEEN IN THE PARENTHESES.

>> YEP.

>> TO REMIND US HOW MUCH WORK DO YOU MEAN FOR.

>> CORRECT.

>> MY BAD.

>> SORRY, GENTLEMEN.

>> I GUESS IT'S MY TWO CENTS ON THAT LIST.

I THINK I WOULD NOT INCLUDE THE TURF REPLACEMENT BECAUSE WE DON'T NEED TO DO THAT ANYTIME SOON.

I THINK THE PATHWAY IMPROVEMENTS THE GIANTS FIELD IS VERY IMPORTANT.

IT IS NOT ADA ACCESSIBLE THROUGH THERE AND I WOULD ADD, I DON'T KNOW IF IT'S PART OF THAT SCOPE.

MOVING THE BLEACHERS ON SOUTH SIDE THAT OVERHANG THE PATHWAY OVER AND OVER BY ABOUT THREE FEET AND SO I THINK ONCE THAT PATHWAY IS IN THAT.

THAT SHOULD BE REMEDIED AND THERE'S A COUPLE OF OTHER IMPROVEMENTS WHERE, I GUESS FULL DISCLOSURE, WORKING WITH THE PARK'S PATHWAYS ON SOME OTHER RECOMMENDATIONS THAT WILL BE COMING TO THE SCHOOL DISTRICT [OVERLAPPING] FOR SCHOOL DISTRICT CURVE FOR ME.

BUT I THINK THERE'S SOME IMPROVEMENTS IN THAT AREA, JUST ALONG THE PATHWAY, ALONG WITH FIELDS WHERE THE CAR IS PARKED ON THROUGH THE PATHWAY AND IT CAUSES USER CONFLICTS IN THERE.

I DON'T KNOW IF THAT'S ALL PART OF THE PATHWAY PROVEN THAT GIANT FIELD, BUT I THINK COULD BE PART OF THAT.

>> THAT WAS SOMETHING THAT WE TALKED ABOUT.

WE DIDN'T PUT ON THIS LIST WE WEREN'T SURE IF WE COULD GET ESTIMATES AND INFORMATION TO GET COMPLETED BY JUNE 30TH, BUT WE DID HAVE DOWN-THE-PATHWAY IMPROVEMENTS MOSTLY BETWEEN LAKE SUMMIT AND THE MIDDLE SCHOOL, WHERE I THINK YOU TASKS WILL PARK ON THE PATHWAY.

>> YEAH.

>> PEOPLE KICK BALLS, AND THEN [OVERLAPPING] NEW BIKES ARE COMING BY AS KIDS ARE RUNNING OVER, WE DID THAT WE WERE TO GETHER INFORMATION TO BRING THAT AT THE NEXT PRESENTATION OF OUR REQUESTS FOR JULY NEXT YEAR.

>> OKAY.

>> WELL, THIS IS SORT OF, YOU'RE GOING TO BE REALISTIC PRESENT.

I'M NOT GOING TO TALK ABOUT IT.

THE REPLACEMENT FOR THE EQUIPMENT CUBS AT THE PLAYGROUND EQUIPMENT AND CUBS.

I AM A TRUE BELIEVER THAT EARLY CHILDHOOD PROGRAMS, BUT YET DEVELOPMENTALLY APPROPRIATE PLAYGROUNDS SO I FEEL THEY'D PROBABLY DO NEED A NEW PLAYGROUND.

I SORT OF WONDER ABOUT THE PERCEPTION OF THIS ONE ALTHOUGH WE DO HAVE ALL THE NON-PROFITS THAT COME TO US FOR THE FIVE THOUSAND DOLLAR GRANTS AND WHAT NOT.

IN PART OF THIS IS PROBABLY HANGING OVER ME FROM WHEN I WORKED FOR THE HOSPITAL BUT ANYTHING LIKE THAT FOR OUR CHILD CARE AT THE HOSPITAL, WE HAD TO FUNDRAISE FOR [NOISE] HOSPITAL.

WE COULDN'T FUNDRAISE OUT IN THE PUBLIC BECAUSE THE PUBLIC WASN'T ABLE TO USE THAT CHILDCARE FACILITY AND SO THEY DIDN'T REALLY FEEL LIKE TECH SELLERS.

ANYWAY, WE DID THINGS LIKE HAVE USED BOOK SALES AND THAT STUFF AND ANYBODY COULD BUY THOSE BOOKS, BUT THEY WERE REALLY PRETTY CAREFUL ABOUT HOW THEY FUNDED THAT BECAUSE IT WASN'T OPEN TO THE PUBLIC.

IT'S JUST THE PERCEPTION OF THAT TO ME.

BUT AGAIN, THAT'S PROBABLY A HANGOVER FROM WHAT I WAS TOLD BY THE HOSPITAL WHEN I WAS RUNNING THAT PROGRAM.

BUT I DO THINK THAT'S PROBABLY SOMETHING IMPORTANT SO I JUST THOUGHT.

>> SURE, CHAIRMAN, NEED TRUSTEE, CARLINE.

IT'S A GOOD POINT.

IT IS FENCED, BUT I DO BELIEVE THAT KIDS PLAY ON IT OUTSIDE OF THE SCHOOL DAY AND IN THE COMMUNITY AND SO WHEN THERE ARE EVENTS HAPPENING AT THAT, I FEEL PEOPLE CAN GO IN.

IT'S NOT LOCKED SO THEY CAN GO IN AND USE THAT EQUIPMENT SO IT IS SOMEWHAT ACCESSIBLE, BUT IT IS FENCED OFF.

[01:15:03]

>> YOU DO WANT TO MAKE SURE IT'S SAFE.

>> RIGHT.

>> IF THAT'S THE CASE.

>> RIGHT.

>> IF IT'S NOT SAVED AND THEN PROBABLY ALREADY.

>> MADAM CHAIR.

>> YES MR. STEVENS.

>> THE THIRD-PARTY INSPECTIONS AND REPAIR ON ATHLETIC EQUIPMENT.

IS THAT SOMETHING THAT WE'RE GOING TO HAVE TO DO ANYWAY? OR IS THIS, HEY, WE GOT SOME MONEY AND WE TRIED TO FIND WAYS TO SPEND THE MONEY SO THIS IS IN HERE, LIKE SOMEBODY'S COMING TO LOOK AT THE BASKETBALL GOALS TO MAKE SURE THEY WORK. WE CAN'T DO THAT.

>> TO [INAUDIBLE] I KNOW A NUMBER OF YEARS AGO WE BROUGHT SOMEONE IN.

WE HAD A BASKETBALL HOOP DURING THE SCHOOL DAY JUST THE SUSPENSION BROKEN, JUST CAME DOWN AND SMASHED, INTELLECTUALLY BENT IT SO IT WAS SHORTER SO SUDDENLY FOUND OUT KIDS COULD DUNK ON ONE SIDE.

[LAUGHTER] IT WAS A LOT OF WORK TO GET A WORKING FACILITY HOOP IN THERE AGAIN.

DIRECTOR HARGER HAS WANTED TO HAVE THIS BECOME AN ANNUAL THING IS MY UNDERSTANDING, BUT I'LL LET HER SPEAK ON THAT.

>> THANK YOU, MIKE. GOOD EVENING, TRUSTEES.

YES, FOR A COUPLE OF REASONS.

FIRST, YES AN ANNUAL INSPECTION OF ATHLETIC EQUIPMENT LIKE BASKETBALL HOOPS, I RECOMMEND STRONGLY TO A THIRD PARTY FOR A COUPLE OF REASONS.

ONE BECAUSE THEY HAVE THE EXPERTISE, SO THEY'RE INSPECTING IT, AND IT PUTS A LIABILITY ON THEM, AND THEY ARE SPECIALIZED TO DO THAT TYPE OF INSPECTIONS.

FOR A COUPLE OF OTHER REASONS, LIKE THE GMAX TESTING ON THE TURF, WHICH IS INCLUDED IN THAT NUMBER.

AGAIN, WE WANT A THIRD PARTY THAT SPECIALIZES IS COMING AND A NEUTRAL PARTY TO TELL US THAT EVERYTHING IS UP TO SNUFF.

THEN THERE'S ALSO SOME REGULATIONS ON OUR AUDITORIUM WITH THE STAGE AND ALL THE RIGGING AND THAT TYPE OF THING THAT'S ACTUALLY REQUIRED THAT YOU DO THAT TYPE OF INSPECTION.

IT IS OUR GOAL TO DO THAT AS REQUIRED OR AS LIKE WITH THE GMAX TESTING, AS WE DEEM NECESSARY TO MAKE SURE ALL OUR EQUIPMENT IS SAFE.

>> MADAM CHAIR?

>> YES, DIRECTOR STEVENS.

>> DO WE HAVE A SCHEDULE OF FREQUENCY THAT SOME OF THESE ITEMS NEED TO BE INSPECTED VERSUS DEEMING?

>> TO ANSWER YOUR QUESTION, YES.

THE ONE EXAMPLE THAT STICKS OUT IS THE AUDITORIUM RIGGING, AND THE FIREPROOFING ON THE CURTAINS, AND ALL THAT.

THERE'S A VERY CLEAR REQUIREMENT.

SOME OF THE OTHER LIKE THE BASKETBALL HOOPS, THE GMAX TESTING, IT'S NOT AS CLEAR.

IT'S A STRONG RECOMMENDATION WHERE WE LAND.

BASICALLY, WITH THE GMAX TESTING, WE DECIDED TO DO EVERY TWO YEARS.

I RECOMMENDED WE START RIGHT AWAY SO THAT WE HAD A RECORD.

YOU KNOW, WE HAVE A BRAND NEW TURF.

I THINK IT SHOWS THAT WE HAVE A PATTERN AND WE CAN DOCUMENT WHERE THAT SAFETY RATING IS.

WITH THE BASKETBALL HOOPS, THERE'S NOT A CLEAR REQUIREMENT, BUT AT A MINIMUM, I'D LIKE TO DO IT EVERY YEAR.

AS MIKE MENTIONED, WE DID HAVE AN ACCIDENT ONCE AND IT WAS SCARY.

LUCKILY NOBODY GOT HURT, BUT I WOULD RATHER DEFER TO BEING A LITTLE AGGRESSIVE ON THAT.

BUT I WOULD SAY THOSE ARE SOME OF THE THINGS WE COULD DECIDE TO DO EVERY OTHER YEAR OR EVERY THIRD YEAR.

>> THANK YOU.

>> ANY OTHER QUESTIONS FOR MIKE?

>> MADAM CHAIR. [OVERLAPPING] I'M NOT SURE IF THIS QUESTION IS NECESSARILY FOR MIKE, BUT CONSIDERING WE JUST HEARD ABOUT AFTER-SCHOOL PROGRAMS AND FUNDING IS GOING TO BE GOING AWAY WITH THAT AND WE ARE LOOKING AT HAVING A SURPLUS OF FUNDS COMING FROM THE REC DISTRICT.

IS THE REC DISTRICT A VEHICLE THAT COULD HELP FUND ANY OF THAT AFTER-SCHOOL PROGRAM NEEDS?

>> I BELIEVE SO. I JUST SAY THAT BECAUSE I'VE BEEN A CHAIR AT THE REC DISTRICT.

>> WE DON'T NECESSARILY HAVE TO SPEND EVERYTHING, SOMETHING COULD BE SET ASIDE FOR FUTURE NEEDS [OVERLAPPING] OF WHAT WE'RE LOOKING DOWN IN THE FUTURE?

>> YES. I DON'T KNOW WHAT THE REST OF YOU THINK ABOUT THIS.

I'D BE REALLY INTERESTED TO HEAR WHAT CHAIR SCARLETT AND TRUSTEE DORNAN THINK ABOUT IT,

[01:20:02]

BUT I REALLY THINK THAT IF WE HAVE EXCESS FUNDS, WE SHOULD PUT THEM INTO GETTING THE BRONC ACHIEVEMENT CENTER GOING.

TIME'S RUNNING AND WHETHER THE STATE STEPS IN OR NOT, IT'S NOT GOING TO HURT US TO PUT MONEY INTO THAT, AT LEAST FOR OUR DESIGN AND ALL THAT STUFF TO GET A LITTLE BIT.

BECAUSE THESE KIDS WHO HAVE BEEN TYPED ALL THE WAY THROUGH OUR SCHOOLS, AND THEIR CLASSROOMS, AND IN MIDDLE SCHOOL, AND NOW IN HIGH SCHOOL, I THINK DESERVE TO HAVE US GET A LITTLE AGGRESSIVE ABOUT TRYING TO MOVE FORWARD WITH THAT REGARDLESS OF WHAT THE STATE WANTS TO DO.

THAT'S WHERE I WOULD PUT ALL THE MONEY, MAYBE WITH A FEW EXCEPTIONS FOR THINGS LIKE DONNA JUST DISCUSSED WHICH SOUNDS TO ME VERY REASONABLE AND A VERY GOOD WAY TO AVOID LIABILITY IN THE FUTURE.

BUT I'D BE REALLY INTERESTED IN HEARING WHAT OTHER PEOPLE THINK ABOUT THAT.

>> MADAM CHAIR, I CERTAINLY CAN GET ON BOARD WITH THAT.

>> MADAM CHAIR, THE CONCERN I HAVE IS SPET MONIES JUST STARTED THIS MONTH.

ENDED FOR THE 2019 JUST STARTED FOR THE 2022.

WE'RE NOT EVEN ON THE SPREADSHEET FOR FOUR YEARS, SO THERE'S NO FUNDS.

EVEN IF WE GOT FUNDING FROM THE STATE, LET'S SAY TOMORROW THEY CALL US UP AND GOES, HERE'S A BUNCH OF MONEY.

EVEN IF YOU HAVE THIS MONEY, YOU DON'T HAVE THE SPET MONEY, THE 16 MILLION FOR AT LEAST A FEW YEARS.

I THINK WE HAVE PLENTY OF TIME TO FIND MONEY FOR THE BAC.

I THINK THE IMMEDIATE QUESTION WAS YOU HAVE 700,000 THIS YEAR, DO WE REALLY WANT TO STOCK AWAY 700,000 AND WAIT FOR THE 16 MILLION TO SHOW UP IN TWO OR THREE YEARS OR SPEND AN OUNCE ON OTHER THINGS? I GET WHAT YOU'RE SAYING. I TOTALLY AGREE WITH THAT.

THE OTHER FUNDING SOURCES HAVE NOT LINED UP YET, SO I DON'T KNOW HOW YOU WOULD START IT UP.

I MEAN, OTHER THAN WE'RE DOING SOME DESIGN WORK AND WHERE WE'RE TRYING TO FIGURE OUT WAYS TO GET THE DESIGN PART DONE, BUT I DON'T KNOW HOW YOU WOULD KICK START IT UNTIL THAT 16 MILLION, WHICH IS GUARANTEED BEFORE THAT EVEN SHOWS UP.

>> BUT WE CAN BORROW AGAINST THAT WITH THE SLIP BOARD, AT LEAST THAT 16 MILLION?

>> YOU COULD.

>> IT JUST SEEMS TO ME LIKE WE SHOULD GET MOVING ON IT. THAT'S JUST MY OPINION.

>> WERE THERE ANY THINGS THAT WE MISSED ON THIS LIST THAT YOU CAN THINK OF? WE'LL ELIMINATE THE TURF REPLACEMENT AND WE'LL MAKE THAT MORE CLEAR.

AGAIN, YOU'LL HAVE AN OPPORTUNITY TO REVIEW IT IN DECEMBER SO IF THERE'S SOMETHING ELSE YOU THINK OF.

>> EXCUSE ME, CHAIR. [OVERLAPPING]

>> DID YOU MAKE A TOTAL, OR DO YOU HAVE A TOTAL OF THIS?

>> I DID AND IF YOU TOOK THE TURF OUT, IT WAS LIKE 630, IF I REMEMBER CORRECTLY. IT WAS RIGHT AROUND THERE.

>> THANK YOU.

>> ANY OTHER QUESTIONS?

>> THE ITEM PUT ON THIS LIST MAYBE, IS THERE MONEY TO TEAR DOWN THE OTHER STANDS? BECAUSE I KNOW WE NEED TO GET THEM TORN DOWN, BUT I THOUGHT WE HAD SOME MONEY PROBLEMS OR SOMETHING.

>> WHO WANTS TO ANSWER?

>> I DON'T BELIEVE THIS BOARD HAS SET ASIDE ANY FUNDS TO TEAR THOSE DOWN.

OUR HOPE WAS AT ONE POINT IN TIME THAT WE COULD PUT OUT TO BID AND PEOPLE WOULD TEAR THEM DOWN FOR US FOR [OVERLAPPING] THE FOURTH AND KEEP MY MATERIAL.

ACTUALLY, WE SENT THAT FOR REVIEW TODAY BEFORE WE WOULD ADVERTISE FOR THAT.

>> I JUST DIDN'T REMEMBER WHAT THE PLAN WAS.

>> THAT'S OUR CURRENT PLAN.

>> I'M REALLY SCARED. [LAUGHTER]

>> OUR WORRY IS WHEN THEY'RE TORN DOWN, IT'S GOING TO LOOK LIKE A SEVEN-YEAR-OLD WHO LOST ALL THEIR TEETH.

[LAUGHTER]

>> IT'S NOT GOING TO LOOK VERY GOOD.

>> WE NEED MONEY TO FILL THE HOLE?

>> YES.

>> TO GO TO THE DENTIST?

>> YES. [LAUGHTER]

>> YOU'LL JUST BE STARING AT THE PARKING LOT, WON'T YOU?

>> WELL, THAT IF YOU'RE ON THE OPPOSITE SIDE LOOKING OVER, IT'S GOING TO BE AN EMPTY HOLE BECAUSE THE FENCE GOES ON THE OPPOSITE SIDE.

[01:25:04]

>> ANYTHING ELSE? MOVING ALONG.

WE'RE ON CONSIDERATION OF THE TSAD NUMBER 1 REC DISTRICT BYLAWS.

>> WE STILL HAVE THE HOUSING PAGES

>> MISSED THAT, SORRY.

TRANSPORTATION CENTER.

>> GOOD EVENING MADAM CHAIR, TRUSTEES.

PROJECT UPDATES. I WILL START WITH OUR 24-UNIT EMPLOYEE HOUSING BUILDINGS.

THE UPDATE ON THIS PROJECT IS THAT WE HAVE MOVED ALONG AND THE TEAM IS CURRENTLY WORKING ON THEIR 60% CONSTRUCTION DOCUMENTS.

WE ATTACHED THE 35% CONSTRUCTION DOCUMENTS MIDDLE THAT THEY SUBMITTED JUST AFTER THE LAST BOARD MEETING.

I'M HAPPY TO ANSWER ANY QUESTIONS ON THAT.

BUT TO GIVE YOU A SUMMARY THAT THE PROJECT'S GOING ALONG WELL.

OUR LAST CONSTRUCTION ESTIMATE BASED ON THIS DRAWING PACKAGE THAT YOU'RE LOOKING AT WAS $13.7 MILLION.

THAT'S KEEPING US ALIGNED IN OUR OVERALL PROJECT BUDGET.

THERE WAS A MINIMAL INCREASE FROM THE LAST SCHEMATIC DESIGN ESTIMATE, ABOUT $300,000 INCREASE, BUT WE EXPECT TO SEE THAT AS THE DRAWINGS BECOME MORE DEVELOPED.

BUT IT'S TRACKING WELL.

WE'LL HAVE ONE MORE COST ESTIMATE THAT COMES IN WHEN WE'RE AT 95%.

RIGHT BEFORE WE GO TO BED, WE'LL GET ONE LAST COST ESTIMATE JUST TO MAKE SURE WE'RE TRACKING WELL.

BUT TO DATE, EVERYTHING ON THAT PROJECT IS GOING WELL AND I STAND FOR ANY QUESTIONS ON THIS PROJECT.

>> ANY QUESTIONS OF DONNA? I JUST HAD ONE QUESTION ABOUT THE SEWER.

IS THERE SOMETHING ABOUT THE SEWER?

>> YES, MADAM CHAIR, THERE WAS A CONCERN DURING ONE OF THE PRE-APPLICATION MEETINGS WITH THE TOWN.

THEY DID NOTE THAT THEY WERE WORRIED ABOUT THE CAPACITY OF THE EXISTING SEWER LINE, THAT THIS IS GOING TO BE CONNECTING TO.

I WOULD SAY IN FORMERLY THE TOWN AND THE PROJECT TEAM HAS BEEN REASSURED, INCLUDING JORGENSEN ENGINEERING, THAT THERE SHOULD NOT BE AN ISSUE AND IF THEY'RE GOING TO MAKE ANY CHANGES TO THAT SEWER LINE OR THEY NEED TO INCREASE CAPACITY THAT THEY ANTICIPATED HAPPENING BEFORE WE COME ONLINE DUE TO OTHER DEVELOPMENT HAPPENING IN THE AREA.

>> AWESOME.

>> YEAH.

>> GREAT. I DON'T HAVE TO ASK ABOUT IT AGAIN. THANK YOU AGAIN.

>> YOU'RE WELCOME. THEN I'LL JUST ROLL IT INTO THE NEXT PROJECT, WHICH I THINK NEXT ON THE LIST IS THE WILSON ELEMENTARY SCHOOL ENTRY VESTIBULE.

>> VESTIBULE.

>> WE DON'T HAVE IT ON THE PRESENTATION SIR, WRONG PROJECT. TRANSPORTATION.

>> IT'S GETTING TRAPPED [LAUGHTER].

>> THAT'S TRUE. WITH THE TRANSPORTATION FACILITY.

MYSELF AND OUR NEW PROJECT MANAGER IN WEALTHY ARE WORKING ON PUTTING TOGETHER THE RFP FOR DESIGN SERVICES FOR THAT BUILDING.

THE STATE HAS ASSIGNED LANCE JOHNSON TO BE THE PROJECT MANAGER REPRESENTING THE STATE IN THAT PROJECT SO WE'RE WORKING WITH HIM TO GET THAT RFP FOR A DESIGN ISSUE.

THAT'S MOVING FORWARD TO A VERY EARLY STAGE, BUT I'LL TAKE ANY QUESTIONS ON THAT ONE.

>> ANY QUESTIONS? OKAY, GO AHEAD.

>> THEN FINALLY, TO WRAP IT UP THERE IS A BRONCO ACHIEVEMENT CENTER AND THE HIGH SCHOOL RENOVATION PROJECT WITH BUT THERE WAS A LITTLE DISCUSSION GOING ON ALREADY ON THAT.

AS YOU KNOW, WE'RE WORKING WITH THE DESIGN TEAM TO TAKE A LOOK AT THE PROGRAM, THE CONCEPT DESIGN THAT YOU ALL HAVE SEEN AND WORK ON A PHASING PLAN FOR THAT.

WE COULD HAVE SOME OPTIONS TO BRING IT FORWARD WHEN FUNDING BECOMES AVAILABLE, SO WE'RE MAKING GOOD PROGRESS ON THAT.

THEN THE DISTRICT IS STILL AWAITING DIRECTION FROM THE WDE ON THEIR ASSESSMENT OF OUR REPORT TO THE SCHOOL FACILITIES DEPARTMENT THAT THE HIGH SCHOOL IS INADEQUATE AND DOES NOT ALLOW US TO PROVIDE THE MANDATED EDUCATIONAL PROGRAM FOR THE HIGH SCHOOL.

THAT PROCESS IS STILL WORKING THROUGH AND IF YOU HAD ANY MORE DETAILED QUESTIONS ON THAT, I'LL DEFER TO THE SUPERINTENDENT.

>> QUESTIONS. [OVERLAPPING].

>> THANK YOU VERY MUCH.

>> WERE YOU GOING TO MENTION TO WILSON VESTIBULE?

>> I'M HAPPY TO IF YOU WANT.

>> IS IT GOING WELL, GOING BAD?

>> YEAH, WILSON VESTIBULE IS GOING VERY WELL.

[01:30:01]

WE'RE AT 40% AND I HOPE YOU SAW THE CUTE PICTURE THAT THE STUDENTS INTERVIEWED QUESTION ALL THIS [LAUGHTER].

IT WAS GREAT SO YEAH, THAT'S GOING WELL. THANK YOU.

>> NOW I THINK WE'RE ON TO ACTION ITEMS.

[E. Action Items]

>> THEY MAY LIKE TO TAKE A BREAK BEFORE WE START.

[BACKGROUND] LET'S TAKE A 10 MINUTE BREAK.

>> THANK YOU.

[01:38:23]

PROVIDED BY THE SUPERINTENDENT TODAY.

IS THERE A STEP THAT WORKS?

>> YES.

[NOISE] TRUSTEES, WE HAVE FIRST DRAFT THAT IS LINKED THERE, BUT I'D LIKE FOR YOU TO TOTALLY IGNORE IT BECAUSE IMPROVEMENTS HAVE BEEN MADE AND THE IMPROVEMENTS CHARLOTTE PUT UP AND I PROVIDED A PRINTED VERSION FOR YOU.

THIS IS A MUCH BETTER VERSION AND IT'S CLEANED UP SINCE THE ORIGINAL DOCUMENT WAS WRITTEN IN 2009.

I WAS JUST TRYING TO MAKE IT BETTER AND I ACTUALLY MADE IT WORSE AND TRUSTING THEM MADE THAT APPARENT [LAUGHTER] DANGER EDITS AND THEN SARAH FURTHER REFINED IT.

>> I READ THERE WAS AN EMAIL EARLIER THIS AFTERNOON.

>> YES AND THAT'S THE ONE YOU'RE SUPPOSED TO HEAR.

BECAUSE IT WAS PROVIDED LATE I WANTED TO MAKE SURE YOU HAD AN OPPORTUNITY TO VIEW IT, BUT THIS IS WHAT WE BELIEVE REFLECTS THE INTENT, WHICH IS FOR THE RECREATION DISTRICT TO BE MADE UP OF THE SCHOOL BOARD AND WE COULD CONTINUE WITH THE ADVISORY COUNCIL OR ADVISORY COMMITTEE PROCESS THAT SEEMS TO WORK REALLY NICELY.

THEN IF THE BOARD AGREES WITH THIS, WE COULD APPROVE THIS EVENING AND THEN AT

[01:40:03]

THE DECEMBER 19TH RECREATION DISTRICT BOARD MEETING OUR TWO COMMUNITY MEMBERS WOULD BE A PART OF THAT, WOULD BE PUT FORTH TO THAT RECREATION DISTRICT BOARD FOR THEIR CONSIDERATION SINCE IT SAID BYLAW CHANGE.

SO THAT'S WHAT WE HAVE AND I'M HAPPY TO ANSWER ANY QUESTIONS.

>> ANY QUESTIONS FOR SUPERINTENDENT JANE?

>> I DON'T HAVE A QUESTION, BUT JUST THANK YOU FOR MAKING THIS MUCH MORE CLEAR [LAUGHTER] I WAS VERY CONFUSED.

WE JUST SAID.

[LAUGHTER]

>> YOU ASKED ME FOR APPROVAL OF THIS?

>> YES.

>> OKAY. DISCUSSION BOARD.

IS THERE ANY PUBLIC COMMENT ON THIS ITEM? NO PUBLIC COMMENT. I HAVE A MOTION THEN.

>> I MOVE TO APPROVE THE TCSD NUMBER 1 RANKED DISTRICT BYLAWS AS PRESENTED WITH MINOR EDITS AS SUGGESTED BY LEGAL COUNSEL.

>> IS THERE A SECOND?

>> SECOND.

>> ANY FURTHER DISCUSSION? SEEING NONE ALL THOSE IN FAVOR OF THE MOTION TO APPROVE THE TCSD NUMBER 1, RECREATION DISTRICT BYLAWS AS PRESENTED WITH MINOR EDITS AS SUGGESTED BY LEGAL COUNSEL, PLEASE SIGNIFY BY SAYING AYE.

>> AYE.

>> AYE.

>> AYE.

>> MOTION CARRIES. THANK YOU.

NEXT, WE GO ON TO A CONSIDERATION OF THE FIRST GRADE OF A POLICY, AND I BELIEVE THIS ALSO HAS TO DO WITH THE RECREATION DISTRICT BOARD.

>> IT DOES. MADAM CHAIR AND TRUSTEES THESE WOULD BE THE BOARD POLICIES THAT WOULD MATCH AND THERE'S REALLY NOT A NEED FOR EDITS IN BDC BOARD GOVERNANCE AND COMMITTEES BUT BDC-R. YOU'LL RECALL, WE USED TO HAVE SEVERAL COMMITTEES AND WHILE WE DON'T HAVE THOSE COMMITTEES AT THIS TIME, WE STILL LIST THE DESCRIPTION OF THOSE COMMITTEES.

THAT WOULD BE THE PERFORMANCE MONITORING, PLANNING, AND DEVELOPMENT.

IF IN THE EVENT THAT THE BOARD WANTED TO ADD THEM, WE STILL HAVE THE GOVERNANCE COMMITTEE, THE FINANCE COMMITTEE, AND THEN IT GREEN, THE RECREATION DISTRICT ADVISORY COMMITTEE IS ESTABLISHED AND THEN THE DEFINITION THAT WAS ACTUALLY TAKEN OUT OF THE POLICY.

THIS IS ON AS A FIRST READ SO IT CAN JUST BE APPROVED AS A FIRST READ AND THEN IN 60 DAYS OR THE JANUARY 4TH MEETING, IT WOULD BE CONSIDERED FOR A SECOND READ.

>> ANY DISCUSSION BOARD.

ANY QUESTIONS? YES.

>> CHAIR, I HAVE A QUESTION.

THAT CAME UP WHEN I FIRST GOT ON THE BOARD.

THE FACT THAT WE HAVE DESCRIPTIONS OF THESE COMMITTEES THAT WE DON'T ACTUALLY USE.

SOUNDS LIKE THE THE REASON THEY KEEP ON IS THE CASE WE WANTED TO USE THEM THEN THEY WOULD ALREADY BE HERE.

IS THERE ANY DRAWBACK TO HAVING THEM BESIDES BOTH MEMBERS BEING CONFUSED AND BEING ALL EXCITED ABOUT BEING ON THE [LAUGHTER] [OVERLAPPING] DEVELOPMENT COMMITTEE WAS NATURALLY.

[F. Consent Agenda]

>> SUGGESTING THAT IN THIS FIRST WEEK WE STRIKE THOSE.

>> I'M JUST WONDERING IF WE SHOULD STRIKE THEM IF WE'RE NOT GOING TO USE THEM.

>> WELL, IT'S NOT TO SAY THAT A FUTURE BOARD WON'T USE THEM.

THIS ISN'T THE ONLY BOARD THAT WILL BE ON HERE DESPITE THE FACT THAT WE ARE ALL VERY IMPORTANT.

[LAUGHTER]

>> MADAM CHAIR BECAUSE WE GAVE HAVING THOSE STANDING COMMITTEES, UTILIZING THEM WHEN I CAME ON THE BOARD SEVEN YEARS AGO BUT IT WAS MY UNDERSTANDING THAT THE COMMITTEES WOULD GET TOGETHER AND THEY WOULD DO THE WORK, AND THEN YOU'D COME TO A BOARD MEETING AND IT'S ALL THAT DONE AGAIN.

>> THERE WERE SOME BOARD MEMBERS WHO WERE UNWILLING TO DELEGATE, WERE [INAUDIBLE] COULDN'T STAND THAT THEY DIDN'T KNOW EVERY SINGLE THING THAT'S GOING ON IN THE DISTRICT.

THAT IS WHY IT

[01:45:02]

WAS REPEATED EVERY BOARD MEETING SINCE WE HAD PEOPLE WHO COULDN'T STAND IT, THAT THEY DIDN'T KNOW WHAT EVERY WORD WAS SAID IN THE COMMITTEE MEETINGS AND IT WAS FELT THAT WAS A LOT OF EXTRA ROOM FOR STAFF,

[G. Communication]

IT WAS A HUGE AMOUNT.

IT WAS RANDOM LIKE A MINIATURE BOARD MEETING.

WE HAD GOVERNANCE AND PERFORMANCE MONITORING AND PLANNING AND DEVELOPMENT.

WE DIDN'T HAVE FINANCE COMMITTEE THEN AND ALL OF THOSE PLUS THE OTHER COMMITTEES THAT YOU ALL ARE ON, BUT WE WERE ADVERTISING AND SETTING THEM UP EVERYTHING WAS LISTED IN BOARD DOCS AND THEN PRINCIPALS WERE ALSO IN THE COMMITTEE AND THEY WERE DURING THE DAY AND SO PRINCIPLES WILL BE COMING OVER FOR SOMETIMES IT WAS TWO HOURS OF A MEETING AND THEN GOT REHASHED AGAIN.

BUT I WOULD EXPLAIN TO YOU IS THAT IT CAME AFTER EXPENDITURE OF A HUGE AMOUNT OF MONEY EVEN BEFORE I WAS IN BOARD FOR OUR GOVERNANCE WHO REALLY GAVE THE ADVICE TO DO THAT.

I ACTUALLY THOUGHT THEY WERE PRETTY EFFECTIVE BUT WHEN IT CAME TO SOME BOARD MEMBERS FEELING THAT THEY DIDN'T KNOW WHAT THE OTHER COMMITTEE WAS DOING, WHICH WAS REALLY THE POINT.

YOU CAN DIVIDE, THE LABOR UP, THAT BECAME UNWORKABLE.

>> IF WE'D LEFT IN THERE, IT MIGHT BE THAT ANOTHER BOARD OR ANOTHER BOARD AND ANOTHER SUPERINTENDENT WOULD FIND A WAY TO UTILIZE THEM IN A MANNER THAT THEY THOUGHT WAS A MORE TIMELY OR EFFECTIVE WAY OF DOING IT, SO THEN IT MAKES SENSE.

>> IT DOESN'T HURT TO LEAVE.

>> WE WOULD TALK ABOUT IT.

>> YEAH. NO. I JUST HAD A FEELING THAT THEY [OVERLAPPING].

>> THAT WE SHOULD HAVE THEM THERE.

>> I WAS NOT CONVINCED THAT WE SHOULD HAVE GOTTEN RID OF THEM BECAUSE I THOUGHT THEY WERE PRETTY EFFECTIVE.

THAT'S GOING OVER THE SAME THING WITH THE COMMITTEES WOULD GET TOGETHER, DISCUSS SOMETHING, AND I'LL START PLANNING AND THEN IT WOULD HAPPEN AT THE SAME TIME THE WHOLE BOARD AND PEOPLE ARE UNSATISFIED AND THEN WORK THAT THE OTHER COMMITTEE HAD DONE IF THEY WEREN'T ON THAT COMMITTEE SO IT BECAME AN [INAUDIBLE].

THIS IS A FIRST READ AND IF THERE ARE ANY EDITS AND I SUSPECT GIVEN THE UPDATES TO THE RIC DISTRICT BOARD AND KNOWING THAT THE RIC DISTRICT BOARD, THE BYLAWS AT LEAST, KNOWING THAT THE RIC DISTRICT BOARD MEETING IS IN DECEMBER, WE MAY HAVE ADDITIONAL UPDATES SO THIS IS JUST A FIRST READ AND WE HAVE PLENTY OF TIME TO MAKE THOSE SETS.

>> I ALREADY ASKED FOR PUBLIC COMMENT ON THIS.

IS THERE ANY PUBLIC COMMENT ON THIS ITEM, CONSIDERATION OF THE FIRST READ OF POLICY? ANY PUBLIC COMMENT? CHARLOTTE, IS THERE ANYBODY ON LOG? NO? [LAUGHTER] IS THERE A MOTION?

>> MADAM CHAIR, I MOVE TO APPROVE THE FIRST READ OF POLICIES, BDC, SCHOOL BOARD GOVERNANCE AND COMMITTEES, AND BDC-R SCHOOL BOARD GOVERNANCE AND COMMITTEES REGULATIONS AS PRESENTED.

>> THANK YOU. IS THERE A SECOND?

>> SECOND.

>> ANY FURTHER DISCUSSION?

>> MOTION AND IT'S BEEN MADE AND SECONDED TO APPROVE THE FIRST READ OF POLICIES, BDC SCHOOL BOARD GOVERNANCE AND COMMITTEES, AND BDC-R SCHOOL BOARD GOVERNANCE AND COMMITTEES REGULATION, AS PRESENTED.

ALL THOSE IN FAVOR PLEASE SIGNIFY BY SAYING AYE.

>> AYE.

>> AYE.

>> MOTION CARRIES. THANK YOU.

NOW, WE HAVE THE CONSIDERATION OF BUS PURCHASES FOR FISCAL YEAR '24 SCHOOL YEAR.

>> GOOD EVENING, MADAM CHAIR AND TRUSTEES.

>> GOOD EVENING.

>> HERE WE HAD ONE BUS APPROVED LAST MONTH.

I'M HERE WITH TWO ADDITIONAL REQUESTS, TWO MORE PURCHASE ORDER SUMMARIES THAT'S TO PURCHASE TWO MORE BUSES THAT HAD BEEN APPROVED FOR REPLACEMENT BY THE WDE.

ACTUALLY ONE OF THESE BUSES IS A TYPE A, A SHORTER BUS AND THE OTHER IS A TYPE D, A LARGER BUS.

THE TYPE D BUS SPOKE BEFORE YOU ALSO HAS AIR CONDITIONING, WHICH IS THE ONLY PORTION OF THESE BUSES THAT WOULD NOT BE REIMBURSED.

I'M HAPPY TO ANSWER ANY QUESTIONS YOU MIGHT HAVE ABOUT ITS PURCHASE.

[01:50:01]

>> ANY QUESTIONS FOR COBY? IS THERE ANY PUBLIC COMMENT ABOUT BUSES AND THEIR PURCHASE? I'M SEEING NONE, I'LL TAKE MOTION.

>> MADAM CHAIR, I MOVE TO APPROVE THE PURCHASE OF TWO BUSES FROM ELDER EQUIPMENT LEASING IT WYOMING INCORPORATED NOT TO EXCEED $354,600 AS PRESENTED.

>> IS THERE A SECOND?

>> SECOND.

>> ANY FURTHER DISCUSSION BOARD? SEEING NONE MOTION HAS BEEN MADE AND SECONDED TO APPROVE THE PURCHASE OF TWO BUSES FROM ELDER EQUIPMENT LEASING OF WYOMING, ANYTHING THAT TOOK 354,600 AS PRESENTED.

ALL THOSE IN FAVOR PLEASE SIGNIFY BY SAYING AYE?

>> AYE.

>> AYE. MOTION CARRIES.

WE HAVE ONE LAST ITEM ACTION.

ITEM THAT WILL ADD AN ITEM NUMBER 4.

IT IS AN ITEM THAT WE DISCUSSED IN EXECUTIVE SESSION.

IS THERE A MOTION ON THAT ITEM?

>> MADAM CHAIR, I MOVE TO APPROVE THE ACTION THAT WE DISCUSSED IN EXECUTIVE SESSION VERY IMPRESSIVE. SECOND.

>> MOTION IS BEING SECONDED TO PROVE THE ACTION ON PERSONNEL THAT WAS DISCUSSED IN EXECUTIVE SESSION.

ALL THOSE IN FAVOR PLEASE SIGNIFY BY SAYING AYE.

>> AYE.

>> AYE MOTION CARRIES.

>> SURE.

>> I JUST WANTED TO MENTION THAT I'M GOING TO PREFACE THIS BY SAYING THAT I'M NOT GOING TO BE AS THOROUGH AS

[01:55:02]

TRUSTEE GANGRY WOULD HAVE BEEN IN HIS PREVIOUS AS IN THE ROLE OF BEING ON BOTH SIDES FIVE-FOURTHS.

ON OCTOBER 28TH, I SPENT DAY IN THE AFTERNOON, OCTOBER 27TH, I SPENT THE DAY AT BOTH THESE FIVE RETREAT IN SUE BELLA FACILITATED THAT RETREAT AND I THOUGHT IT WAS A I GOT A TOUR OF SEE BARBIE THAT I HADN'T SEEN A LONG TIME AND WE SPENT THE DAY THINKING ABOUT THOSE SEEDS AND HOW TO MOVE FORWARD ON A CAPITAL PLAN AND WHATNOT AND ITS PARENT THAT SEE BARBIE MEETS MORE THAN A FACELIFT IN CERTAIN AREAS, PARTICULARLY, THAT THE COTTAGES WHERE THE RESIDENTS LIVE.

BUT IT WAS SUPER INFORMATIVE AND I ACTUALLY DURING GOVERNANCE THE OTHER DAY, SUGGESTED THAT WE HAVE AN EDUCATION MADE IT ON WHAT [INAUDIBLE] IS JUST BECAUSE I THINK WE ALL THROW THAT TERM AROUND WITH JUST TO HAVE A LITTLE BIT MORE IN-DEPTH OPPORTUNITY TO UNDERSTAND WHAT THAT IS AND THE RELATIONSHIP TEST.

I WILL I'LL TRY EVERY COUPLE OF MEETINGS GIVE A LITTLE UPDATE ABOUT THIS.

NOW THAT I'VE BEEN ON FOR A YEAR AND I SORT OF GETTING UP TO SPEED. [LAUGHTER]

>> THANK YOU.

>> THANK YOU SO MUCH FOR IT DOESN'T MEAN IT'S A WHOLE DAY RETREAT.

>> WE ACTUALLY, SUE HAD TO DO VIRTUALLY AND WE ONLY WENT ONE BECAUSE WE WERE SUPPOSED TO GO TO APARTMENT SO THAT WAS SORT OF NIGHTS, BUT IT IS A BIT DATE, BUT IT'S DEFINITELY WORTH IT.

I MEAN, IT'S A COMMITMENT.

>> COMMITMENT.

>> IT'S AN IMPORTANT PART OF OUR SYSTEM EVEN THOUGH IT'S NOT PART OF OUR SYSTEM AND THAT'S WHERE IT GETS SO COMPLICATED.

>> SUPERINTENDENT CHAPMAN, CAN WE HAVE THAT ON THE SCHEDULE FOR AN EDUCATION MINUTE IN THE FUTURE?

>> ABSOLUTELY.

>> THAT WOULD BE. [OVERLAPPING]

>> HUMAN DISEASE [INAUDIBLE] [OVERLAPPING].

>> IN GENERAL WHAT ARE THE BOSE IS, WHAT IS BOSES IN GENERAL AND WHICH ONES ARE WE CONNECTED TO IT.

>> NOW WE HAVE THE HUBS VERSUS JUST KINDA KNOW.

ANY OTHER COMMUNICATION FROM THE BOARD?

>> I SAID ONE OTHER ITEM MORE OF A QUESTION.

>> PLEASE.

>> SUPERINTENDENT, WHERE WE ADD ON GETTING SOME HELP FOR THE PIANO AND MANAGING ALL THESE PROJECTS? I WAS JUST CURIOUS.

>> ACTUALLY, DO YOU WANT TO TELL [INAUDIBLE] [LAUGHTER] GOOD.

>> YES, I'M VERY PLEASED AS WELL.

I KNOW CHARLOTTE, [LAUGHTER] AND THE WHOLE TEAM IS PLEASED THAT THAT IAN WEALTHY ACCEPTED THE POSITION OF PROJECT MANAGER.

HE JUST STARTED THIS WEEK AND CHARLOTTE IS WORKING WITH THE TWO OF US SO THAT I CAN START TRANSITIONING SOME OF THESE PROJECTS INTO HIS CAPABLE HANDS.

SO I LOOK FORWARD TO YOU ALL MEETING HIM I THINK IT'S VERY WELCOME POSITIONING TO JOIN THE DISTRICT.

>> WILL BE SEPARATELY. [INAUDIBLE]

>> THANK YOU. GOOD QUESTION.

>> LET'S SEE WHAT DO WE HAVE NEXT STEP THERE? [LAUGHTER]

>> I CAN'T SEE THAT FAR. [OVERLAPPING]

>> YEAH.

>> AGENDA ITEMS AND THEN REVIEW MEETINGS.

>> WELL, WE HAVE THE AGENDA ITEM OF THE EDUCATION MINUTE, IS THERE ANY OTHER AGENDA ITEMS THAT YOU FOLKS HAVE BEEN THINKING ABOUT [LAUGHTER].

REVIEW, MEETING. EVERYBODY HAPPY? I WANT TO MAKE PEOPLE HAPPY. [OVERLAPPING].

>> THAT'S GOOD. [LAUGHTER].

>> I'VE NOTICED A TREND EVERY TIME YOU'RE RUNNING THE MEETING [LAUGHTER] HAS TO DO THAT.

>> WELL, I TAKE THAT AS, GO ON.

>> [INAUDIBLE].

>> I SECOND.

>> THANK YOU.

>> THANKS, EVERYBODY.

>> WHERE IS YOUR PRODUCT?
