WHILE I KNOW THERE ARE MANY PEOPLE HERE CELEBRATING THE LAST DAY OF SCHOOL, IT IS THE WORST DAY OF SCHOOL IN MY OPINION OF THE ENTIRE YEAR.

[LAUGHTER] I AM THE ONLY PERSON SAD APPARENTLY ABOUT THAT.

WE DO HAVE A NUMBER OF CELEBRATIONS.

MIKE HANSEN IS NOT WITH US THIS EVENING SO I'VE ASKED MARY HOELSCHER TO DO THE HONORS OF RECOGNIZING OUR GOOD SPORTSMANSHIP AWARD.

MARY, IF YOU'D PLEASE COME ON UP.

>> IT IS MY HONOR TO INTRODUCE THESE TWO YOUNG ATHLETES, TAYA MCCLENNEN AND TEDDY OPLER.

FIRST OF ALL, A LITTLE BIT ABOUT TAYA.

SHE'S BEEN THE HEART AND SOUL OF OUR TEAM.

WE ALMOST WON ON STATE CHAMPIONSHIP.

WE WERE ONE GOAL AWAY.

IF YOU READ THE PAPER, YOU KNOW THAT WE SPARED THAT GOAL ON OURSELVES SO IT WAS VERY MUCH WITHIN REACH.

I'M HONORED TO PRESENT TAYA WITH THE GOOD SPORTSMANSHIP AWARD.

SHE DESERVES THIS HONOR FOR PLAYING EVERY PRACTICE AND EVERY GAME WITH INTENSITY, AND A LEVEL HEAD.

TAYA IS A GOOD SPORT IN THE SENSE SHE LEADS BY EXAMPLE FOR HER TEAMMATES AND OPPONENTS.

SHE'S TALENTED BUT ALWAYS CLASSY.

SHE PLAYS HARD, BUT SHE'S NEVER CHEAP.

SHE PUSHES OTHERS TO DO BETTER, REMAINS POSITIVE IN HER LEADERSHIP.

SHE'S BEEN A STANDOUT FOR JACKSON HOLE HIGH SCHOOL SOCCER FOR FOUR YEARS.

IN ADDITION TO BEING A GOOD SPORT, ALL STATE, ALL REGION, FOUR YEARS IN A ROW, ENDS HER CAREER WITH 75 GOALS AND 49 ASSISTS.

[APPLAUSE] WE WISH HER WELL AS SHE HEADS OFF TO MIDDLEBURY TO STUDY A LITTLE, PLAY SOME SOCCER.

SHE'LL BE MISSED ON THE PITCH.

SHE'S BEEN A FOUNDATION IN OUR PROGRAMS.

[APPLAUSE] HE ALWAYS INSIST IT'S JUST SOMETHING PEOPLE VOTE FOR, AND IT'S JUST BECAUSE, BUT I THINK IT'S A REAL THING, AND IF YOU'VE BEEN AROUND HIS PROGRAM, YOU KNOW HOW BEAUTIFUL IT IS AND HOW TALENTED.

COACH OF THE YEAR IN A DECENT DAY. [LAUGHTER]

TEDDY HAS JUST BEEN A TREMENDOUS PLAYER FOR US OVER THE FOUR YEARS.

HE HAS A COMPETITIVE FIERCENESS ABOUT HIM, BOTH IN PRACTICE AND IN GAMES, AND IT'S UNRELENTING.

BUT WHAT I'VE SEEN MOST IS HIS GROWTH IN HIS CHARACTER IS THAT HE APPRECIATES OTHERS ALSO HAVING THAT FIERCENESS OF CHARACTER AND WANTS IT AND WANTS THAT LEVEL OF COMPETITION AND HAS COME TO APPRECIATE THAT.

THAT'S WHAT MAKES HIM SUCH A GOOD SPORT IN THE FIELD, IS THAT HE WANTS TO BATTLE, AND THEN AFTER THE GAME, HE WANTS TO SHAKE THAT KID'S HAND WHO WAS ALSO BATTLING AND HAD A SIMILAR MENTALITY THAT HE DOES.

THAT'S JUST BEEN A REAL NICE GROWTH OVER THE FOUR YEARS THAT I'VE KNOWN HIM.

OTHER COACHES, OTHER PLAYERS, OTHER FANS, EVEN ASK ABOUT TEDDY, WHAT'S HE DOING, AND WHAT'S HE UP TO, AND WHAT'S HE GOING TO DO NEXT YEAR.

I'M HAPPY TO ANNOUNCE THAT HE'S GOING TO COLORADO COLLEGE, A TOP NOTCH D3 PROGRAM.

MOST IMPORTANTLY, HE'S JUST BEEN A GREAT FRIEND TO MY FAMILY AND MY BOYS, AND IT'S JUST BEEN A JOY TO COACH HIM OVER THE YEARS. TEDDY OPLER.

[APPLAUSE] I'LL TALK ABOUT THE SEASON.

I APPRECIATE TEDDY BEING HERE.

MY OWN SON'S TRAVELING TO ST. LOUIS FOR A SOCCER TOUR AS WE SPEAK, BUT IT WAS A GREAT SEASON. YES, IT HELPS TO WIN.

THIS WAS TRAVEL FOR US, MEANING WE WON CONFERENCE, WE WON REGIONALS, AND WE WON STATE.

WE HAD 18 AND ONE RECORD.

IT'S OUR FOURTH STATE CHAMPIONSHIP IN THE LAST FIVE YEARS.

IT'S OUR EIGHTH IN SCHOOL HISTORY, WHICH IS THE MOST IN WYOMING OF ANY PROGRAM.

THIS YEAR, WE SCORED 139 GOALS, WHICH IS A SCHOOL RECORD.

WE ONLY GAVE UP FIVE.

[LAUGHTER] THAT'S AMAZING.

WE GAVE UP ZERO AT STATE SO WE DIDN'T GET SQUARED ON AT STATE AT ALL.

I ALWAYS SAY THERE'S TWO THINGS ABOUT A SUCCESSFUL PROGRAM IS THAT WE WORK HARD AND WE HAVE FUN.

PRETTY SOON WE DON'T KNOW THE DIFFERENCE BETWEEN THOSE TWO THINGS, AND IT'S REALLY ABOUT JOY.

THIS TEAM IS A JOY TO COACH.

TEDDY MADE ALL STATE, HIS THIRD TIME.

AUGIE HOELSCHER MADE ALL STATE, BRADEN HILLS, ALL STATE, JENSON SMOCK, ALL STATE, AND FRESHMAN LEXIE BALOG, MY GOALIE, ALSO MADE ALL STATE.

IT'S JUST A REALLY GREAT EXAMPLE.

I'LL TELL ONE QUICK STORY.

I MET THIS KID, YAIR VARGAS, A NEWCOMER.

IN THE FALL AND BRAND NEW, HE COULDN'T SPEAK A LICK OF ENGLISH, AND HE SHOWED UP ONE DAY AT CLUB PRACTICE AND I WAS LIKE, [LAUGHTER] "COME ON. YOU CAN PLAY." HE PLAYED WITH US IN THE INDOOR OVER THE WINTER, AND THEN JOINED THE TEAM.

IN THAT SHORT TIME OF EIGHT MONTHS HE'S BEEN IN THE COUNTRY, HE'S WON A STATE CHAMPIONSHIP, AND AFTERWARDS, HE GAVE ME A GIANT HUG AND SAW HIM AT GRADUATION ON SATURDAY.

IT'S JUST A GREAT SUCCESS STORY OF WHAT WE WANT OUR NEWCOMERS TO BE IN TERMS OF COMMUNITY.

THAT'S REALLY IMPORTANT TO US AS A SQUAD.

IT'S BEEN A GREAT SEASON. THAT'S ALL. [APPLAUSE]

IT WAS EXCITING TO WATCH BOTH PROGRAMS, BUT IT'S REALLY REMARKABLE.

IT WAS JUST INCREDIBLE AND THEY PLAYED JUST AS HARD AT THE END AS THEY DID FROM THE BEGINNING.

CONGRATULATIONS TO BOTH, AND I APPRECIATE MARY DOING SUCH A GREAT JOB OF INTRODUCING OUR COACH OF THE YEAR.

THE NEXT ONE IS OUR NUMBER OF STAFF MEMBERS THAT HAVE BEEN IN THE DISTRICT FOR 10 YEARS AND YOU CAN SEE THE LIST BEGINS TO SHRINK JUST A LITTLE BIT THERE.

THE NEXT SLIDE IS OUR YEARS OF SERVICE FOR 15 YEARS AND I SEE A NUMBER OF FOLKS THAT ARE IN THE AUDIENCE THAT ARE HERE, SO I APPRECIATE PEOPLE COMING FOR THIS RECOGNITION.

THERE WERE SEVEN APPRENTICES THIS YEAR, AND I HAVE TO TELL YOU THAT IF YOU WANT TO BE ENERGIZED OR HAVE A REAFFIRMATION OF THE PEOPLE WHO ARE COMING UP THAT ARE GOING TO BE HELPING WITH MOLDING THE KIDS THAT ARE COMING UP THE APPRENTICE PROGRAM IS IT.

THE WYOMING TEACHER APPRENTICE PROGRAM.

THEY HAD TO APPLY IT WAS LIKE A JOB APPLICATION.

THEY HAD TO BE CHOSEN.

ONCE THEY WERE CHOSEN, THEY BECAME FULL TIME APPRENTICES, SO THEY HELD A A FULL TIME JOB.

THEY ALSO DID THEIR UNIVERSITY COURSE WORK AND ON TOP OF THAT BECAUSE THAT WASN'T ENOUGH, WE ADDED 29 COMPETENCIES THAT THEY HAD TO MASTER AS PART OF THEIR APPRENTICESHIP.

THIS HAS BEEN A VERY BUSY YEAR FOR ALL OF THEM AND I CAN SAY FOR MYSELF WATCHING THEM OVER THE YEAR HAS JUST BEEN AMAZING.

WE ONLY HAVE FOUR OF THEM HERE TONIGHT.

I WISH THAT THERE WERE MORE, BUT THERE'S NOT.

LET ME INTRODUCE. THIS IS TONYA ESLAMI.

TONYA IS JUST FINISHING A MASTER'S DEGREE IN SPECIAL EDUCATION. IVY MOLLS.

IVY IS STILL WORKING ON A DEGREE IN ELEMENTARY EDUCATION, I GET TO HANG OUT WITH IVY A LITTLE BIT MORE, AND I'M REALLY GLAD FOR.

NICOLE IS JUST FINISHING WITH A MASTER'S DEGREE IN SPECIAL EDUCATION.

OH, LET ME BACK UP A LITTLE BIT BECAUSE THE ULTIMATE OF ALL OF THIS, TONYA WILL BE WORKING AS ONE OF OUR CERTIFIED SPECIAL EDUCATION TEACHERS AT THE HIGH SCHOOL NEXT YEAR.

IVY WILL BE MOVING INTO A SPECIAL EDUCATION PARENT POSITION.

ERIKA IS WORKING ON A MASTER'S DEGREE IN SPECIAL EDUCATION.

NEXT YEAR, SHE WILL BE ONE OF OUR PERMANENT SUPPORT SPECIALISTS, SO ONE OF OUR TRAVELING SUBSTITUTES.

BUT SPECIFICALLY FOR SPECIAL EDUCATION.

SHE'S GETTING A DEGREE IN SPECIAL EDUCATION.

WE ALSO HAVE URIEL GARCIA, WHO IS NOT HERE.

[BACKGROUND] IVY MOLLS IS CURRENTLY WORKING AS A FOURTH GRADE TEACHER AT MUNGER MOUNTAIN ON THE SPANISH SIDE.

HE WILL CONTINUE THAT ROLE THIS FALL, AND THEN HE WILL GRADUATE COME THE END OF THE YEAR, RIGHT IVY MOLLS?.

THEN WE ALSO HAVE ASHLEY ANDERSON, WHO IS NOT HERE.

ASHLEY IS JUST FINISHING A DEGREE, A MASTER'S OF GENERAL EDUCATION.

SHE WILL BE DOING FIRST GRADE ON THE SPANISH SIDE AS A CERTIFIED TEACHER AT MUNGER MOUNTAIN.

OF THE SEVEN, EVERYONE IS FARTHER ALONG WHERE THEY'VE BEEN.

WE HAVE SOME WHO ARE NOW ARE CERTIFIED TEACHERS, AND I SO LOOK FORWARD TO HAVING THE REST BECOME CERTIFIED TEACHERS WHEN THEY HAVE THAT LOVELY SIGNED PIECE OF PAPER.

I CANNOT TELL YOU HOW HARD THEY HAVE WORKED THIS YEAR AND THAT, IF I WAS THEIR MOM, I BE MORE CRED AND I HOPE THERE AS PROUD OF THEMSELVES AS I AM OF THEM.

SO I PRESENT TO YOU THE WYOMING TEACHER APPRENTICES.

>> THIS HAS BEEN SO AMAZING AND I AM REALLY EXCITED.

IT'S SOMETHING BIT OF SWEET THAT I WILL BE MOVING INTO A POSITION WHERE WE ARE GOING TO GET THE APPRENTICESHIP PROGRAM GOING.

WE'RE STILL WORKING ON GETTING SOME FUNDING, BUT CANNOT WAIT TO BRING IN MORE OF OUR PROFESSIONALS AND HAVE THEM GO THROUGH THE SAME TRAINING AS WELL AS THE SAME SCHOOL.

I ALSO AM GOING TO BE HELPING TO START UP A PROGRAM CALLED THE NATIONAL CENTER FOR GROW YOUR OWN,

WHERE WE TAKE HIGH SCHOOL KIDS WHO ARE INTERESTED IN GETTING REGISTER, GETTING DEGREES IN EDUCATION, WHETHER IT'S CTE OR SPECIAL EDUCATION EARLY CHILDHOOD.

ONCE WE GET ALL SET AND GOING, THEIR JUNIOR YEAR, THEY WILL TAKE FOUR COURSES WHERE THEY WILL GET CONCURRENT ENROLLMENT, AS WELL AS HIGH SCHOOL ENROLLMENT, THAT CONCURRENT ENROLLMENT WILL GO TOWARDS SOME OF THEIR GENERAL EDUCATION.

SENIOR YEAR, THE SAME THING ANOTHER FOUR COURSES.

THEY'LL TAKE COURSES SUCH AS EDUCATIONAL PSYCHOLOGY INTRODUCTION TO EDUCATION.

DURING THE METHODOLOGY, WE WERE GIVEN THE OPPORTUNITY TO TALK ABOUT SOME OF THE UNIQUE THINGS THAT WE'RE SEEING, FOR EXAMPLE, THE NUMBER OF STUDENTS THAT MOVE TO THE UNITED STATES OR IN PARTICULAR, OUR SCHOOL DISTRICT, MID YEAR, WHICH THAT'S HIGH NUMBER, BECAUSE WHAT THEY'RE GOING TO BE TRYING TO DO IS THEY'RE GOING TO BE LOOKING IN THE REVIEW MIRROR.

THEY'RE GOING TO BE LOOKING AT BIRTH RATES, THEY'RE GOING TO BE LOOKING AT TRENDS, THEY'RE GOING TO BE LOOKING AT OUR ENROLLMENT.

THEN THEY'RE GOING TO TRY TO PROJECT WHERE WE'RE HEADED.

WE POINTED OUT THAT THERE ARE SOME CHALLENGES WITH THAT.

WE GAVE THEM AN ANALYSIS SPREADSHEET OF ALL THE HOUSING THAT HAS OPENED IN 2023, THAT WILL OPEN IN 2024 AND WHAT'S BEEN APPROVED OR IS IN THE HOOPER, IF YOU WILL, THROUGH TETON COUNTY PLANNING OR THE TOWN PLANNING DEPARTMENT.

AGAIN, WE POINTED OUT THAT, FOR EXAMPLE, IN SOME OF THE UNITS THAT WERE COMPLETED IN 2023, IN JANUARY, SO WE PREDICTED, I BELIEVE 186 STUDENTS WOULD BE IMPACTED BY ALL OF THOSE UNITS BEING OPENED.

IN JANUARY, WE ONLY HAD 12 STUDENTS RIDING THE BUS, BUT IN JUNE, WE HAD 42.

WE TRIED TO POINT OUT THAT, HERE ARE SOME DATA WE COLLECTED FOR YOU.

HOWEVER, THE DATA THAT WE HAVE ONLY REFLECTS BUS RIDERSHIP.

SO THE MERCER CONDOS ARE WITHIN WALKING DISTANCE TO JACKSON, ELEMENTARY SO THEY'RE NOT RIDING A BUS OR IT'S NOT IT'S NOT CENSUS DATA IS WHAT I'M GETTING AT.

THE CENSUS DATA WOULD HAVE INCLUDED CHILDREN UNDER SCHOOL AGE, AND WE JUST DON'T HAVE ACCESS TO THEM.

CHARLOTTE POINTED OUT TO THEM THAT OUR CENSUS DATA IS VERY LOW IN THIS COUNTY.

THEY'RE GOING TO HAVE A UNIQUE CHALLENGE IN COMPILING CENSUS DATA, THE NORMAL PROCESSES THAT THEY WOULD USE IN ADDITION TO LOOKING AT OUR NEWCOMER DATA AND THE RAPID GROWTH, AND THEN THE THINGS THAT ARE IN THE HOPPER.

THE OTHER CHALLENGE THAT THEY'RE GOING TO HAVE RELATES TO THE DIFFERENCES BETWEEN AFFORDABLE AND WORKFORCE HOUSING AND FREE MARKET HOUSING AND THE NUMBER OF CHILDREN THAT ARE GENERALLY GENERATED ONE WAY OR THE OTHER.

THEN THEY SEEMED TO ENJOY THE TOUR.

IT WAS DISAPPOINTING THAT MAJORITY OF THE STUDENTS WERE GONE, AND THEN WE ALSO HAD EXAM SCHEDULE.

I WAS REASSURED BECAUSE BOTH OF THEM HAVE EXPERIENCE BEING IN THE SCHOOL SETTING.

ONE HAD BEEN THE DIRECTOR OF FACILITIES AND ANOTHER HAD SIMILAR ROLES.

>> MAYBE A JACK OF ALL TRADES, BUT BOTH OF THEM HAVE EXPERIENCE IN SCHOOLS.

THEY SEEMED TO REALLY UNDERSTAND WHAT WE WERE GRAPPLING WITH.

THEN THEY'VE ALSO BEEN ASSIGNED TO OTHER WYOMING DISTRICTS.

WE ENCOURAGED THEM AFTER LOOKING AT AT OUR DISTRICT TO BE SURE THAT THEY LOOKED AT THE OTHER SCHOOL DISTRICTS AND COMPARED THE SCIENCE LABS AND COMPARED THE CULINARY FACILITY AND SOME OF THOSE FACILITIES, SO THEY COULD SEE BECAUSE OUR HIGH SCHOOL IS BEAUTIFUL.

HOWEVER, IT WAS JUST BASICALLY DESIGNED FOR GENERAL CLASSROOMS WITHOUT ANY LAB SPACE.

THOSE ARE THE THINGS THAT ARE REALLY LACKING AT THE HIGH SCHOOL IN ADDITION TO WE POINTED OUT THE EIGHT FOOT WIDE HALLWAYS AND THOSE ARE ABNORMALLY SMALL.

AN ELEMENTARY SCHOOL GENERALLY HAS BETWEEN 12 AND 16 FEET HALLWAYS AND THE TWO STORY ACADEMIC WINGS ARE EIGHT FEET SO IT'S PRETTY SMALL.

THAT'S WHERE WE ARE. I DON'T HAVE AN UPDATE AS TO WHEN THEY'RE GOING TO HAVE THEIR WORK DONE.

THEY ASSURED US THAT AS THEY WORK THROUGH THEIR ANALYSIS, THEY WOULD BE CONFIRMING WITH US AND WE WOULD HAVE THE OPPORTUNITY TO REVIEW THE DATA AND OFFER INSIGHT.

THEN TODAY, WE SENT A LOT OF OUR PREVIOUS COMMUNICATIONS BACK TO THE DEPARTMENT TO AMBER LEACH WHERE SHE'S PUTTING THEM INTO A FILE FOLDER SO THAT THEY CAN ACCESS ALL THE DATA AND INFORMATION THAT WE PREVIOUSLY SHARED AS WELL AS OUR PRELIMINARY PLANS THAT WE HAVE IN PLACE.

I'M HOPEFUL THAT OVER THE NEXT FEW MONTHS, THAT THEY WILL BE IN A PLACE THAT THEY CAN MAKE A RECOMMENDATION AS TO WHAT THEY FEEL IS THE MOST COST EFFECTIVE REMEDY.

I DO THINK THAT THEY REALIZE THAT WE HAVE SOME UNIQUE CHALLENGES.

THEY ARE STARTING THEIR COOKS AND CASHIERS AT $7 MORE THAN WHAT OUR STAFF WOULD START AT NEXT YEAR.

THEY'RE INCREASING WAGES PRETTY SIGNIFICANTLY FOR THOSE STAFF, AND THEY'RE ABLE TO DO THAT BECAUSE OF CHANGES RIGHT NOW FOR EVERY STAFF PERSON IN TETON COUNTY SCHOOL DISTRICT, WE PAY 14.94% IN RETIREMENT CONTRIBUTIONS.

THAT'S A BIG AMOUNT OF MONEY, AND WE'RE REQUIRED TO OFFER THAT.

THERE WILL BE CHANGES TO THE COMPENSATION AND THE BENEFITS PACKAGE.

THEY STILL OFFER HEALTH INSURANCE.

THERE'S ACTUALLY QUITE A SELECTION OF OPTIONS FOR EMPLOYEES.

I THINK THAT'S A BIG THING FOR OUR NEWCOMERS AND LANGUAGE LEARNERS THAT THEY CAN SEE THEMSELVES IN THE CURRICULUM.

I THINK JUST A LOT OF THE FEEDBACK FROM THE ACTUAL PILOT TEAMS. WE WERE ABLE TO GET 10 TEACHERS TO PILOT THIS.

THEY ORIGINALLY SAID WE ONLY HAVE 10%, WHICH CAME OUT TO SEVEN STAFF.

I BEGGED THEM FOR TWO MORE SO WE COULD DO AN ENTIRE GRADE LEVEL AT MONGER, AND I BELIEVE IT WAS THIRD GRADE MONGER THAT TOOK IT ON.

WE ALSO GOT ONE FOR OUTLINE AS WELL, AND THE FEEDBACK HAS BEEN OVERWHELMINGLY POSITIVE THAT THIS IS A [INAUDIBLE] THAT WE WANT TO MOVE.

THEN WE HAVE THEM ISSUE A CREDIT MEMO BACK TO US FOR THE COST OF THE TRANSPORTATION, WHICH I BELIEVE $76,000, WAS THE AMOUNT OF THE CREDIT MEMO.

WE THEN TURN AROUND AND FILE THE REPORT WITH THE STATE OF WYOMING FOR $730,000, BASICALLY REIMBURSING OURSELVES FOR THE AMOUNT OF THE TRANSPORTATION FOR THE 401 KIDS.

BUT BECAUSE EVERY ACCOUNT IN OUR TRANSPORTATION, FUND TEN ACCOUNTS IS A FULLY REIMBURSABLE ACCOUNT, THE CREDIT WE'RE TAKING BACK IS STILL A WASH. WE JUST DON'T THEN GET REIMBURSED FOR THE COST OF THOSE STUDENTS.

EVEN SOME PARENTS THAT DON'T HAVE KIDS THAT GO TO 401 WERE OKAY WITH THE EARLIER BUS OPTION.

BUT WE DON'T SPEND A LOT OF TIME ACTUALLY TALKING EDUCATION.

ONE THOUGHT THAT I THREW OUT IN THAT EMAIL WAS THAT WE COULD START POTENTIALLY HAVING A SECOND MEETING EACH MONTH THAT WOULD BE MORE OF A WORKSHOP, THAT WOULD BE MORE DIRECTED TOWARD THE ASSISTANT SUPERINTENDENT.

WHERE WE WOULD TALK EDUCATION ISSUES, AND MAYBE DISCUSS WHAT WOULD BE MORE THAN AN EDUCATIONAL MOMENT, WHERE WE COULD ACTUALLY DISCUSS THE RIOT PROGRAM OR DISCUSS AVID IN MORE DETAIL, OR DISCUSS HOW THE MATH PROGRAM IS GOING.

THOSE TYPES OF THINGS WHERE I THINK SOMETIMES WE'RE RUSHING BECAUSE WE DEFINITELY NEED TO GET TO THE OTHER ITEMS, BUT WE MAY NOT ACTUALLY HAVE MUCH OF A CONVERSATION AMONGST OURSELVES AS TO WHAT WE'RE THINKING ABOUT EDUCATION.
